Following this motion and before any discussion or vote, the moderator will read each line item of the omnibus budget showing the total appropriation by department. If you wish to discuss any line item, please indicate by stating hold loudly. I move that the totals for each department, as shown by the numbered items in the advisory committee's fiscal year 2027 ominous budget report to the town in the column headed fiscal FY2027 advisory recommended be called over by the moderator and if no objection is made that such amounts be raised and appropriated for the specified purpose except that where a transfer is indicated by a numbered footnote. The specified amount shall be provided by such transfer and that any item to which objection is made shall be separately considered and disposed of in accordance with the vote of the town. >> Second. >> Okay. Thank you. We have a motion.
It might probably we're talking about two and a half to $5,000 to do this. It's not an an enormous amount of money. Uh but uh they would they would allow allow the the um the town to do that, but they wouldn't be particularly keen on doing it themselves. So, it's huge amusing, but um I found it an interesting little little issue. >> The only other way is to go to the state um uh wildlife animal control officer. I can't think of the right term, but there is a unit that will remove and relocate beavers. Yeah. >> Especially if they're doing damage to public property. >> Yeah. Although I think that um the land trust wouldn't be very happy about that. Um, so I I think there's probably a middle ground where where we can coexist with the beavers. >> It sounds like these new technology if it >> the do a do a a search on YouTube uh for beaver deceiver and and uh you'll find it quite interesting.
Tyler, thank you for what you have built, for what you have led in the legacy that you are leaving behind. Your mentorship is one that I that won't just stop here as you go into that next phase of your career. This responsibility and your legacy work is something that I'm deeply committed to and honoring and continuing. I also want to take a moment to thank my family, my husband Micah, my two kids, Olivia and Jaden, and my mom. Um, your support through this journey has meant everything, and the next chapter is not just mine alone. It belongs to all of them as well. and I'm grateful for every moment that my family has invested in me to allow this opportunity for me uh to be standing here today. So, what makes Campo special is not just a program or a ranking or an award. Um although we're very proud of all of those things, what make Campo what makes Campo special is its people, the Campo family, the teachers who connect with the students to gain an understanding of who they are.
I will now read the totals for each department in the omnibus budget. The full amounts for each component, salaries and expenses, and in some cases other items are printed in the advisory report to the town in the column labeled FY2027 advisory recommendation. Anyone wishing to comment on or question any amount may call hold when I read a department's name and amount, and I will set that line item aside. When the entire omnibus budget has been read, I will list the departments on which there has been a hold, if any, and we will then vote all unheld items. Following that vote, we will address separately any held items. Okay. Select board office, $426,740. Advisory committee 6,073. Finance and Accounting 328,61 Assessors 177,336 Treasurer Collector 225,396 Legal Council $168,000 information technology 194,271 Town Clerk 191,468 8. Election and registration 25,678 Conservation Commission 106,647 Planning Board 73,852 Town Buildings $467,250 Sustainability 36,899.
The other last one that's also um conservation related is the question of um uh the Charles River and its total lack of navigability at times in uh uh that part of in in dova and um again res some residents have said well excuse me some residents have said well um you know we're prepared to um um to clear the waters in front of our house, but our neighbors aren't doing it. And so, um, it it it sort of obiates the need for for for people to to try and do it. So, long story short, I've I'm I'm going to have a chat with Josh Taski on Friday to work out what the state's uh authority and obligations are to maintain the navigability of the river because um if it gets blocked up u which it well could do with trees falling into it and beavers doing their thing.
our front office staff who sets the tone for every single person who walks through those doors on our campus, the counselors, the coaches, custodial and cafeteria staff, the people who show up every day and give everything they have to our community. At the core of all of this is also our students and our families. And I want to thank them for the trust that they put in us with our work and dedication to um our their students futures. And I want them to know that I value all of them and I'm honored to serve alongside them. Every person every day is not just a phase or a phrase at Campo. It is a way our community carries ourselves. It's with the standard that Tyler has established in the culture of our entire campus and community that has embraced it and made it our own. My commitment to this board, to our staff, to our community, and to everyone on our campus is simple.

So, there's been a motion and a second on article 9. We're now voting all the items because nothing was held. Um, this requires a majority vote. We're ready. Ready to go. Please vote now. have to hit. >> Is there anyone else who wants to vote who hasn't voted? Okay, we can put the totals up. Okay, motion passes.
Um that's going to have impact right down river as well. So, it's not something that's exclusively a do >> it's up river as well. That's if the beavers get into it. >> Yeah. Right. So anyway, it's it's I'm I'm just exploring that. >> It's fascinating. Let us know what Josh says. >> Yeah. Exactly. >> This is this is the danger of putting me on on these um open space committees in Hong Kong as I started drilling into things that deceiver I've never even thought of before. >> So there we are. That's that's my report. >> All right. Thank you. And so next I'll turn it over to you, Mike. >> I'm sure you've been doing much. >> Yeah, it's not mostly all all things meeting. Um just trying to you know, I think all of us, all of our staff, all the boards, you know, just trying to catch air as we can.
That I will continue what has been built. I will continue the academic and cultural work that makes Campo excellent. and I will lead with the same care and intentionality that this community deserves. Campo is a very, very special place. I have known that since the first day that I called it home and I cannot wait to continue that work and for our students, for our staff and for our community. So, thank you for this opportunity. All right. So, um, just real briefly, uh, in the in the vocabulary of my almost 14-year-old daughter who's going to be a freshman at Campo next year, we as a board are excited to watch you cook. Congratulations. And let's take a brief recess so we can uh family and friends that came to uh celebrate you tonight can can do that. No. All right, welcome back. Uh, we're going to move on to agenda item number six, request to speak to governing board.
95 to 10. Town Administrator Jeremy Marcett will now make a presentation on the town's capital budget. Uh >> thank you, Mr. Moderator. Uh with your approval, I'll be speaking to articles 10, 11, and 12. Uh the capital budget committee solicits solicits capital requests annually and maintains a five-year capital plan. Most department uh most departments forecast capital projects over a longer horizon to help with planning. The committee received many requests for capital projects this fall. Town administration helped compile the requests and to update the five-year plan. Through meetings with project proponents and with the input of the select board and advisory committee, the capital budget committee has recommended a capital improvement plan for fiscal year 2027. The plan would be funded through articles 10, 11, and 12. Details of the projects they have recommended may be found in the back of the advisory report. The plan includes 20 projects funded by a combination of exempt borrowing, free cash, and capital stabilization at a total cost of 2.7 million.
U but it's been good. Um the only I just want to mention three things. One was we did hold our information session last night on the town fuel island project. Appreciate the the residents particularly the butters that attended. Uh we I think at the peak we might have had about 27 people um viewing the the presentation and um you know again it was you know certainly um >> seven in this room. >> Right. Right. Right. um you know understand the the position of the utters but you know trying to um help help uh explain the process our thought process of why uh we do believe this is a critical project and even though we do disagree uh with the abutters why we do hope town meeting will will support this. So uh again it was a good good night uh to to have people be heard and to hear the feedback.
And we will ask Miss Murray to please read the admonition. >> Request to speak to the governing board pursuant to ARS. 38-431.02.h. The governing board may make an open call to the public during a public meeting subject to reasonable time, place, and manner restrictions to allow individuals to address the public body on any issue within the jurisdiction of the public body. After an open call to the public, individual board members may respond to criticism made by those who have addressed the governing board may ask staff to review a matter or may ask that a matter be put on a future agenda. However, members of the governing board shall only discuss or take legal action on the issues raised during an open call to the public if the matters are properly noticed for discussion and legal action. During an open call, the governing board requests that speakers refrain from voicing complaints against school personnel or anyone connected to the district as it may impact due process rights.
The plan includes routine items like replacement of an aging police cruiser, replacement of firefighting equipment, replacement of a public works vehicle, computer replacements, and roadway paving. Uh, some non-rine items include the rehabilitation of the high school roof and skylight replacements. The existing roof is beyond its useful life and has leaks. The current condition of the roof allows for a roof rehabilitation which is less costly than if the project were deferred and a full replacement was needed in the future. The f full cost of the project is shared with the town of Dover. The replacement of the drinking water supply tank at the Pinehill School is a requirement of the Massachusetts Department of Environmental Protection. As a public water system, Mass D regulates this water supply and and has mandated the town replace this large supply tank. The projects included for town facilities come from the findings of the town building assessment that was funded at last town meeting.
>> Um the other two >> you did a nice job moderating that. So just want to >> Oh, thank you. Appreciate that. >> But you know, certainly people are passionate about their position. >> Um but but at the end of the day, it's a town garage and where else would you put a field? You know, that's I I'm that's sort of where I'm at. >> Yeah. I mean, I think that's the real difficulty. Um, you know, I think there were there were some uh very specific suggestions which, you know, I think is important. I'll bring up a host of different reason. I mean, the cemetery was a suggestion that was made last night. Carol Park um was a suggestion that was made um transfer station. >> The transfer station >> which which belongs primarily to Hail Res. We don't know. >> Correct. Correct. Correct. We have a very small plot there.
Please contact the office of talent talent management if you have specific concerns about any individual employee. >> Thank you, Miss Murray. We've got uh one request to speak to the governing board tonight. Uh Lizzy, if you'd make your way up to the podium, there'll be on the monitor up here uh a clock.
This assessment conducted a detailed inventory and condition survey for all town uh municipal buildings and their systems. The assessment presented uh a 20-year capital plan for maintenance and capital upkeep of the facilities. The first construction project proposed is for the replacement of the town hall roof and exterior envelope repairs which would be funded by exempt borrowing. There is also a request to fund seven design projects to help inform future requests for capital funding. The project proposed that the recycling center would provide funds to replace two recycling compactors and replace their electrical service connections. The electrical service to these compactors does not meet current building codes or electrical codes and there have been several fires caused by this sub substandard electrical service. And finally, the last capital project is to fund the replacement of the computerass assisted mass appraisal system that's used by the board of assessors to track and to value real property in town to determine the to determine and assess property taxes.
>> Right. And Right. And and you know also the cost of moving it. It's not just taking the 1.2 million and moving it to a new site. There's no infrastructure there. You would have to pave roads. You would have to put storm order. >> There is no safety. You have got to take the amount of time. It it sounds minuscule but if you take five minutes >> on every trip of every police officer, every fire engine and every DVW truck, it adds up. Right. And then >> Right. And and it's not like the town has excess properties like schools we're not using or we could put this in there. We don't, you know, and >> but >> 80% of the trucks are at the town garage. So where where else would you >> I I know it sounds flip flip. >> It's not being flipped.
You've got three minutes. >> I need 30 seconds. >> Okay. Um since you're voting on the um the calendar this this evening I think um I'm here on behalf of a lot of my friends. We've gotten together as moms and as our kids are getting older and going to high school um summer jobs are a big thing and I think that they need a little more time in the summer that extra week, extra couple weeks to allow them to have a do sports camps, go on vacation and still have time to get a summer job. And um when they take the two weeks off and sports are still going on, the kids are still required to be there for sports in high school. And so it's like they might as well be in school anyway because we can't leave or do anything or really take a break.
The current system is dated and shortly will no longer be serviced by the vendor. It's also timely to replace the CAMA system prior to the mandated townwide property reevaluation that's conducted every six years. This re-evaluation is scheduled for uh calendar year 2027. Thank you, Mr. Moderator. >> Thank you. So, we're on article 10 now, and I'll I'll give uh time for the next slide to get up. Um, start slide 29, I think, is the one we're looking for. Oops. I don't think that's our I don't think that's our slide. Okay. Thank you. Okay. So, so the article 10 has uh several components and just to to make it clear there first four items are uh capital improvements for which the town will be borrowing. We're going to take those one at a time and those all need a 2/3 majority vote. Uh the next five items and those first four are labeled AB, C and D.
It's we're being serious. We've got a job to do, which is provide the town of Dover with the necessary equipment to do the job of being a town. I mean, it's that that simple. And we need fuel to do that. And uh the tough part here is you you want to listen and address and help every one of the neighbors concerns. And we have done a lot of that. I've been working on a draft here and I got a hold of Kevin. So, I'm going to get my my facts all checked and ready to go. But the bottom line is we need a fuel island and you just well, you know, even if we put it on Carol Park, you know, you brought up the new well over there, the soils are the exact same. So, that is simple. >> But you have no infrastructure.
