So that's all I have to say. One, two, one. >> Thank you, Miss Thane. All right, moving on to agenda item number seven, report 7.01, 01 teaching and learning academic spotlight. Dr. McCord. >> Thank you, President Thompson. I will turn this over to Dr. Ryan and his team. They have a nice presentation for you this evening. I think it uh in in regards to our last meeting. You guys wanted a presentation on this subject and I they're well prepared for that. >> Excellent. Dr. McCord, President Thompson, governing board. Um, we have quite the crew here for you tonight that uh are going to educate us on defined learning, which is something that Greenfield Elementary School and Brian Lockwood have been uh part since the inception and since the very beginning.
The next five items labeled 1 2 3 four and five we're going to take as a consent agenda similar to the way we did the prior consent agenda. Um and then uh the next one the last one labeled 10A we'll take uh individually after that. So, we're going to start with the capital items that require borrowing. Um, article 10, item A. Uh, Mr. Bonner, do you have a motion on this item? >> I do, Mr. Moderator. Um, I move that the treasurer collector with the approval of the select board be authorized to borrow $56,250 to remove and replace the water supply tank at the Pinehill School. Item 10A is set forth in the advisory committee report, including all incidental and related expenses under Mass General Law, Chapter 44, Section 71, or any other enabling authority, and to issue bonds or notes of the town therefore, provided, however, that this vote shall be expressly contingent upon approval by the voters at an election of a Proposition 2 and a half, so-called Debt exclusion question pursuant to Mass General Law Chapter 59 section 21CK.
>> Agreed. Put roads in there. You have to put storm water system, >> all the protective systems, >> right? It's not 1.2 million anymore. It's 2 point probably 3.2 >> exactly. And then a lot of people also suggested that we just pick up and move the entire highway garage. Um >> so that's a $10 million endeavor. Not to mention we don't have a piece of land. It's like 3.3 acres. So we would have to find another 3.3 acres in town where we could put it. We would most likely have to buy it. The town doesn't own 3.3 acres anywhere else, >> right? So, it's, you know, it it's it's somewhat upsetting because we were accused of not having community engagement and I don't know how much more engagement we could have had. I, you know, this has been going on for close to three years.
And so we're going to invite Brian up along with our coordinator of advanced learning, Brent Gardner, and um our specialist of advanced learning, which I learn Miss Hall, is here for any questions, but I don't think she's on the docket to be speaking. So, uh we're going to turn it over to them for our presentation this evening. Good evening. Thank you uh President Thompson, Dr. McCord, and the board for this opportunity to talk to you about divine learning. Um my name is Brent Gardner. I'm the coordinator of advanced learning. Um so I want to just give you a brief introduction of how we got here and and uh why we why we're talking to you about now. I don't know. So, I wanted to just give you a brief introduction of why we chose it, why we'll start over. Um, my name is Brent Gardner.
>> Second. >> Okay, it's been moved and seconded. Um, does the select board have any comment on this article? >> The select board voted unanimous support for this article. >> Okay. Is anybody from capital budget here who wants to comment on this article? Good evening. Peter Moors, 45 Old Orchard Road, uh chair of the capital budget committee. Capital budget uh committee voted unanimously in favor of this project as well. >> Thank you, Mr. Morris. Uh does anyone else want to comment on or have questions on this item? Okay, seeing none, uh, we can vote. This item requires a twothirds majority vote. So, um, vote when you're ready. Okay, everybody done voting? All right, we can go forward. Okay, uh you can toggle the percentages, but this one passes. >> Okay. 9 94% vote. Um, article 10, item B, town hall roof exterior. Mr. Bonder, do you have a motion?
>> Three years. It's been through the planning board. It's been through concoming, right? So, there's been a tremendous amount of community engagement and I understand it's upsetting when the decision that's being made isn't necessarily a decision that you support, but that's not lack of engagement, >> right? The other thing which is quite ironic is a lot of the neighbors have raised a lot of safety concerns and some of them are really valid. the new tanks are the only thing that will solve all those problems, right? I mean, the there's concern about the ball of gases coming off. Well, the new tanks have a system to capture that gas when it's being filled and dispensed. The current tanks do not. And we can go right on down the list, >> right? They have automatic shut offs. They have alarms if there is a leak. and you know and now >> in in physical containment for smaller leaks.
I'm the coordinator of advanced learning. Um, so I just wanted to give you an introduction of how we got to this point. Um, to present to you this this new supplemental curriculum, defined learning. So, we really operate within our schools of asking really four basic questions when we're talking about instruction and assessment, which are, you know, what do we want our students to learn? How do we know if they've learned it? What do we do if they haven't learned it? And our key question for this purpose is the fourth one, which is what do we do for students if they've already learned it? Um, in the world of advanced learning, gifted and advanced learning, that is the guided guiding question. Many of our students in gifted and advanced learning programs already know the information that's being taught to their peers or they learn it at a pace that is much faster than their peers.
We do, Mr. Moderator. I move that the treasurer collector with the approval of the select board be authorized to borrow $400,000 to construct improvements to the town hall roof and building exterior. Item 10B as set forth in the advisory committee report, including all incidental and related expenses under Mass General Law Chapter 44 section 71 or any other enabling authority and to issue bonds or notes of the town. Therefore, provided, however, that this vote shall be expressly contingent upon approval by the voters at an election of a Proposition 2 and a half so-called debt exclusion question pursuant to Mass General Law Chapter 59 section 21 CK. >> Second. >> Okay. Uh, this item is going to require a twothirds vote. Uh, select board, do you have any comment on this article? >> The select board voted unanimous support for this article. >> Mr. Moors. >> The capital budget committee uh voted unanimously in support of this appropriation.
So if someone does a bone head move and a gallon goes onto the ground, it will be contained. It won't go into the ground. Right now it would go into the ground and we can go right on down the list. Right. So I've been following this um for you know for the three years it's been going on and and and my position in the beginning was I was skeptical about the need for this. Um, I was asking questions about alternatives. Um, asking questions about uh could could we extend the life of this one until such times as um uh electric vehicles start to take over and the demand for fossil fuels in the town uh gets reduced. I mean we we explored so many different options and and again in the warrant committee this year we had the same sorts of skepticism about it and questions about it.
And so we have to address the question of what do we do for those students when they've already learned it. So there's a couple of parts. There's really two parts and the second part is broken down a little bit more. But when we're looking at advanced learning, we're looking at acceleration and we're looking at enrichment. The acceleration piece doesn't require really supplemental curriculum. We're using the same curriculum. We're going at a different pace. When we get into enrichment, we can do pieces like depth and complexity, adding different perspectives to the existing curriculum to add that depth and complexity to the learning. The part that we're specifically addressing here with defined learning is projectbased learning where we get students engaged in inquiry, building, thinking, solving problems, taking the learning that they're doing, we'll say like on paper and putting it into real practice. And that's what we were looking for with defined learning.
Thank you. >> Does anyone else want to speak to this item? >> Okay, I I don't see anybody. Um this requires a twothirds vote and please vote now. Okay. Has everybody who wants to vote voted? Okay, we can total it up. Okay, this one passes also. Okay. Art, article 10, item C, Department of Public Works Roadway Management. Mr. Bonder, do you have a motion? >> I do, Mr. Moderator. I move that the treasurer collector with the approval of the select board be authorized to borrow $275,000 for improving town roadways. Item 10 C is set forth in the advisory committee report, including all incidental and related expenses under Mass General Law Chapter 44, section 71 or any other enabling authority and to issue bonds or notes of the town. Therefore, provided, however, that this vote shall be expressly contingent upon approval by the voters at an election of a Proposition 2 and a half so-called debt exclusion question pursuant to Mass General Law Chapter 59, section 21 CK.
Um and ultimately everybody sort of after thinking about it for some time and listening to all all the the different uh um issues and and and coming up to a to a sort of a mindset on them. they concluded that this is the only real practical solution. Um, and I I think it's one thing to reject a particular solution, but if there isn't another alternative to it, you have to have pretty persuasive arguments as to not to to continue with this. So that's that's going to be from my perspective the issue that we need to make very clear at our meeting. >> Right. So I I think you know from the comments that were made it's less an issue of the need of the fuel island. It's more of a location but what people are refusing to to recognize is that the current fuel island is in an AT&T easement.
So, we chose Greenfield um as a as a school because we started talking with them. They had a serious need um for some enrichment on their campus. Um they have a community um that needed something a little bit more than what they were currently offering. And um we went out to find something and what we found was defined learning. Um, defined learning is a project-based curriculum and um, it addresses that need for students to be hands-on. It's standardsbased, so all the projects are aligned with the standards that they're learning in the classroom. Um, and the resources are right there in the product um, for teachers to be able to take, implement, and students to do. We piloted define learning with Greenfield. And what I want to point out with this pilot is different than a lot of times we think of a pilot we think of like an experiment.
>> Second. >> Okay. This is another item that's going to require a twothirds vote. Uh, Mr. Sai, does the select board have a comment? >> The select board voted unanimous support for this item. >> Mr. Moores. >> The capital budget committee voted unanimously to support this appropriation. >> Okay. Uh does anyone else want to speak to this item? Okay. Seeing none, uh this item requires a twothird vote, please vote now. Okay. Is there anyone else who hasn't voted who wants to vote on this? Okay. Uh please uh reveal. Okay, this one this one also passes by by more than twothirds vote. Okay. Um, article 10D, recycling center equipment and infrastructure. Mr. Bonder, >> I move that the treasurer collector with the approval of the select board be authorized to borrow $175,000 to replace recycling center equipment infrastructure. Item 10D as set forth in the advisory committee report, including all incidental and related expenses under Mass General Law Chapter 44, section 71 or any other enabling authority and to issue bonds or notes of the town.
We can't put it where it is today. So we have to move it. And when you move it, it makes it harder to maneuver vehicles that are just getting bigger. Not because we're buying bigger trucks, but because the designs are getting bigger. And so, you know, we may not have had accidents today, but it's going to become more and more difficult. Not to mention, if I understand this correctly, a bunch of the trucks have to back in. So, you get the the those alarms because you're backing in, which is really noisy. With the new design, you can go around. So, it should be less noisy. It's It's also It's not that we're expanding services. We're not going to have more trucks. It's the exact same volume that you're having today. So, how how is this going to increase the noise? When we were building Chering or trying to get Chering built, there was the concern of the neighbors that there were going to be uh much more bus noise and twice as many buses because there's twice as many grades and they didn't realize that it's the same number of buses with the same number of children >> because they would just drop they would go to both schools.
It wasn't an experiment. We already knew the product that we had was solid. Um we had seen it in peer districts in action with students. We saw the student engagement. We brought Brian and his team to see it in action. And so when this pilot year with Greenfield was really laying a foundation of what it can look like in GPS and how we implement it in a way to really support our students and come back to that question of what do we do for our students who've already learned it that are ready to move on. So there's no better way to start this and explain it than to move on to um give our students a chance to tell you what they think about defined learning. So, if we can go ahead and play the little video clip here. >> They're saying a lot of good things about >> Oh, go ahead.
Therefore, provided, however, that this vote shall be expressly contingent upon approval by the voters at an election of a proposition 2 and a half so-called debt exclusion question pursuant to mass general law chapter 59 section 21 CK. >> Second. >> Okay, it's been moved and seconded. This item will require a twothirds vote. Mr. Sai, do the select board have a comment? >> The select board voted unanimous support for this item. >> Mr. Moors. >> The capital budget committee voted unanimously in support of this appropriation. >> Okay. Is there anyone else who wants to speak to this item? >> Okay. Seeing nobody, uh, we're ready to vote. This requires a twothirds vote. Please vote now. Is there anyone else who has not voted who plans to vote? Okay, I think we're we're good. Okay, this one also passes by more than a twothirds vote. Uh so now we are on to uh the free cash items in article 10.
>> Exactly. So um this is similar where you know again it is the exact same operations that we're doing today but it's going to be done in a much safer manner. >> That's the irony. >> It's unfortunate. I mean I understand people are sort of concerned about this change. I mean change always causes some skepticism for some people. uh and clearly if it's in your backyard then you are most inclined to say not in my backyard. I understand that but the question but I as I look at it we've had five fuel stations in in on this site in the history of of the DBW >> and all those houses have been there >> and and the houses have been there um and >> the five state >> and um and so why is this one so particularly concerning? I I I just have real troubles in understanding that.
It's good. It's the best. >> Yeah. I'm sure that video is a lost. Why don't you move on to the next portion? >> Yeah. I don't know what to do with the clicker. You want to click for me? I'll go ahead and tell them to go back to the presentation. >> Can we go back to the presentation? I think Jacob, if we could go back to the presentation, please. Okay. Good evening, members of the board, Superintendent McCord. Um, my name is Brian Lockwood, and I am uh the extremely proud principal of Greenfield Elementary. When I was given this opportunity to uh to come chat with you, I got I got really excited on a lot of levels because when you talk about something that you're passionate about and that you're living each day and you're you're you're in it, you're living it, you're seeing it on a regular basis, it was it was easy and it was an easy yes for me.
Uh items 1 through 5. So 10.1 through 10.5. These are capital improvement items to be paid for with free cash. They will be considered as a consent agenda as free cash transfers. Each requires a simple majority vote. I will now read the line item title and the amount to be transferred from free cash for each item. If you wish to consider a line item separately, please say hold loudly when I read that line item's number and name, and I will remove it from the consent agenda, and we will address it separately after all unheld line items in the consent agenda are voted. Line item one, police vehicle, $75,000. Line item two, public works one-tonon truck chassis with hook lift, $140,000. Line three, public works roadway management, $175,000. Select board and IT department server and computer equipment, $30,000. Select board and board of assessors computer assisted mass appraisal or KMA system replacement $80,000.
