please be reminded that these calculations are just based on averages regardless of disability type and so what that means is we took those calculations based on averages regardless and did the total revenues and expenditures for the for our programs divided that by the number of students in the future i would like to be able to provide more defined numbers where we're able to show the student costs per disability category rather than just focusing on the four different programs as you know asdb receives voucher funding for our site-based and some of our itinerant preschool and k-12 program students some of our itinerant program students on the other hand are considered fee for service or consult students and we do not receive revenues for our birth to three students funding gaps for program costs are covered through our general fund appropriations and other funds such as grants and donations on the top of page three you'll see that as december 1st we had over 509 filled ftes and 747 staff members we had approximately 95 vacancies actively being recruited for which mainly consisted of our teachers instructional assistants interpreters bus drivers and other various positions when we started off the school year as of august 1st we had about 521 filled ftes 94 vacancies and 762 staff members on the bottom of page three begins the financial summary and you'll see that collected revenues are at 8.6 million versus 7.7 and the difference is about 925 primarily from grants surplus revenues from disposal of assets and gifts and donations that we have received revenues from current year expenditures plus our open purchase orders were at 23.9 million versus 25.3 million and most of that decreased results from the extra pay period we had last year where we had 27 pay periods versus the 26 this year so this time last year there were 11 pay periods paid whereas this year we have 10.

and as a reminder our average cost each pay period just for payroll is about 1.6 million dollars on a bi-weekly basis and our total payroll expenses is at 15.9 million which is on average about 77 percent of our incurred expenses to date you'll see that we spent about 54 of our expenditures on instruction and instruction support on student support and shared services and 11 on agency administration you'll also see on page 10 that we have a 3.3 million deficit when you compare actual revenues of approximately 17.4 million to actual expenditures of 20.7 last year at this time however we had a deficit of 4.5 million dollars revenues were 16.7 million and the expenditures were 21.2 million as a reminder and i know you probably get tired of me saying it but the deficit that we continue to have throughout the school year is not of any particular concern as again we're always one month behind in receiving our voucher revenue which replenishes those expenditures that have incurred prior that month our available cash balance you'll see in the report as of november 30th was 13 million dollars and that again is comprised of cash collected from various funding sources which again most of those are restricted for specific purposes i want to mention that our new director of business services kim bitrich will begin presenting the finance reports starting with the march 3rd board meeting and if there are no questions on any of the information presented that concludes my report of the agency's information and fiscal data for business services uh thank you are there any board members have any questions for miss cooper i i have a few i just uh miss cooper i'd like you to go over again uh some of the costs per student um you talked about the voucher revenue um for students uh varies between i believe 26 000 and 32 000 depending on disability category is that correct yes that's correct and and the average and the cost per student for ptsd is i know you've said it just before but if you can refresh our rights roughly about thirty one thousand dollars the cost for ptsd students so the cost would be now last time we talked about let's meet president niagara just a moment yes there was a one of the interpreters computers crashed so just give us a moment to sub out miss cooper could go back for a moment yes um to answer the question our average revenue per student ranges 26 to 32 000 and i believe the question was the average cost per student for the ptsd students is about 31 000 based on actual expenditures of 7.9 million and a little less than 260 students well and that's and that's where i want to ask some questions right because last time uh i i said in last meeting i said hey look our expenditures by program we can look at our pdsd revised budget uh on this reports on page six we can divide divide by the 241 enrollment and we get a number about fifty four thousand fifty four thousand six hundred and forty three uh and you agreed if you go back and look at that tape uh not there's tape anymore actually uh you agree that that was about right that was in the ballpark um and now you're telling me that it's a number and that far and that far exceeds the voucher river so now you're telling me that it's in fact thirty one thousand dollars so that's and when i look at your report today i can do that same math and say they're revised and by the way this is you're pulling out administration there's 9.9 million dollars on the line item for administration 13.169 million dollars for the entirety of pbsd but that is we'll put that aside if i take the 13.169 million dollars of budget for ptsd and divided by 241 students which is found earlier in the report i get fifty four thousand six hundred forty three dollars so can you help me understand how both of those things could be true so remember that the numbers i'm providing is based on last year's actual expenditure specifically for the ptsd campus um and so taking the the total expenditures which you'll see on the report again is roughly well i see 12 million for last year 7.9 million just for the instructional program expenses for the ptsd campus notice just the instructional components of that so that would include for example all of the instruction all of the student support includes food services all of those expenses specifically for that we do exclude administration expenses but this is just the cost associated with the student per se expenses which again is less than what you'll see on the previous report that's why this report only shows 7.9 and yeah and and let's let's go through that a little more right so you're saying if you look at la so that number is based on last year uh the entire year and you're saying that we had a budget of 12 million dollars for pdsd but we in fact only spent seven and a half seven point nine million dollars okay this oh that's the budget now is there an actual total encompasses i mean i see an actual expenditure of 3.9 if i'm looking at on page six um but but you're not but you're saying that that 31 000 number doesn't include administration or what what doesn't it include it doesn't include any not available the phoenix sample is as well so you may be referring to the actual budget and not looking at the actual expenditures so the budget and and i see the i see the revised question that was the math that we did last time we talked about last time the revised we looked at the revised budget column divided by the number of students so you're saying that the budget balance if we look i can and i was looking at 2021 and i know we're still in that year we can look at between you know the year prior that's fine um and there's a an original budget and then there's an actual expenditure of 3.9 million is that that that number is as of november 30th okay so you're saying that so you're showing the 12.1 original budget which again is for the whole year the four million you're seeing under expenditures is actually just from july through november the little less than eight million dollar number that i gave you is for the entire year okay so last year and so last year we budgeted 12 million dollars but we in fact spent 7.9 million nine million dollars that's correct 7.9 correct okay um and so we had a large surplus in that area we did not we did have i'd have to go back hold on one second [Music] because it seems like you're telling me we're budgeting for fifty five thousand dollars per student and we're coming in at thirty one thousand dollars a student when we've actually spent the money but that doesn't make much sense to me that we're over budgeting by that by millions and millions of dollars yes and again that's based on the original budget we did have to make revisions throughout the throughout the remainder of the year remember july through november is four months into the fiscal year we still have about eight more months still left into the year i'd have to actually look at the year to date pbsd numbers to give you what compare the actual budget to the expenditures to determine also if there was a revised budget throughout the rest of the fiscal year as well okay because because this because that that's a big difference right for over because it seems like we're doing that this year too right i mean we have a revised budget of 13 million dollars and the the you know the actual expenditure is 4.3 it says i mean that and again that's as of november 30th time um but [Music] i mean where where where are those extra millions of dollars going i guess we normally never get out every year we do budget about 58 to 60 million dollars and most of that is because of payroll however throughout the year we are averaging a little over if i recall about two million dollars in in vacancy savings so we're predicting that we're going to have all positions filled from july through june and ultimately that does not occur you just heard me say we had a little less than 100 vacancies so at the time we're building the budget we're assuming that all of these positions that we're actively recruiting for are going to be filled so most of that two to three million dollar gap between budget to actual is mainly payroll um also there we do budget for any obligations that we will have for example contractual services sometimes those contractual services in terms of those projected costs will be a lot less than what we initially incurred but most of the million dollars to maybe about two to three million dollars in over projections as again payroll okay because you know overall i mean we look at the you know lined up and we have a revised budget of 61 million dollars yes and we're looking at you know the the actual expenditures at 20.

again this isn't the full year and maybe i need to look for your snapshot but it seems that just seems you know uh kind of off to me if we're budgeting for so so much more than if so much more than we're actually spending and then that drives a question of where's that extra money going right it's not actual action it's not money it's budget there's a difference between budget actual expenditures so again as i mentioned most of what we're budgeting for extra is assuming that all those positions are going to be filled also that actually helps us if there's unexpected expenditures that do occur as you've heard the last two three years since i've been here we've actually been able to end in a surplus rather than a deficit and that's based on comparing to actual revenues we get actual revenues of about 60 million so we're going to assume that we're not going to exceed what we incurred in expenditures our actual expenditures have been averaging between 58 to 59 million dollars recently um but again i expect that to be less this year because of that 1.6 million in an extra payroll last year so you'll hear more information in the work study session that i will be doing uh i believe in the next two months in april next two to three months in april and i can walk through more information at that time also you're more than welcome to sit in on the finance committee meetings that we have right before the board meetings as well right but but again that's a different you know i'm getting a much different story today than i did last time right i'm getting uh the you know so we're budgeting what you're telling me is that we're budgeting 55 000 a student but we're only spending 31 000 on on the pdst campus for last year for all of last year actually we project revenue based on the actual voucher revenue at that time that we have enrollment as of the october 1st data count so it will not be based on actual expenditures we take projected enrollment times projected voucher revenue and that's what we're projecting in terms of voucher revenue per student and again as i mentioned at last board meeting when you asked me the question i did not feel comfortable responding to the answer because i did not have the information in front of me at that time so that's correct that's correct and you did agree though that it was in the ballpark and that's so so that's why i understood that to be correct uh so what i guess what i'm saying is that the budget we're budgeting at one level nearly twice the amount that we're actually spending no i would disagree with you um okay and and and tell me why if we're if we're if we have a budget and i know that the budget assumes that we're gonna have all these vacancies filled sure but if we have a budget of 13 million dollars this year for bdsd and again i mean we could talk about tuesday doesn't matter um and we know our enrollment and and you're telling me that last year we budgeted 12 million dollars 4.1 and we actually spent 7.9 although that excludes various other services i mean there are exclusions that i'd like to see but you're telling me that we only spent 7.9 so that's that's millions and millions of dollars that we've over budgeted um and i'd i'd like to know why and i understand yeah things come up i mean that's i mean i'm not complaining that we didn't spend all the money um or that we had it left over to be able to provide transportation which we weren't expecting i understand that but you know is that a normal practice to over budget by a factor of you know 2x no it's not and again that's something that we're still continuing to work with the budget team um is to actually project more accurately which is why we actually do it based on actual revenues projected as well as more in terms of enrollment projections actual expenditures in terms of looking at our actual obligations um but no it's not a should i say normal practice to over inflate but again that's something that we're continuing to work on these last these last two years so yes you are correct in that aspect and again like i said in terms of us being able to have the extra vacancy savings because we do not fill those positions that has helped us in terms of being able to offset any of those unexpected obligations that we have so for example even with the transportation expected costs that we have with elliott with the lea changes that has also been included in the projections of the 60 million dollar budget as well so again we may be over projecting in terms of those dollar amounts but it's based on that information that we have at the time that we're building the budget july through august so we're also building a budget one year in advance uh actually sometimes two years in advance um so that's why i say throughout the year we're having to make constant revisions working more closely with each of the individual departments um so that's something we continue to strive on and as you know um and you've been here for a couple of years that's something that we're trying to to continue to make improvements on okay um and so these actual expenditures for the campus you said they do exclude a lot of things what do they include is it is it just teacher time and instruction or is it teacher an educational interpreter and and other certain other staff um you know and it's food service i think you mentioned that tell me tell me what it includes the transportation it also includes food services it includes the all of the uh the educational instructions your teachers the instructional assistants the tech aid intervenors it also does include your support services staff so it would include the educational interpreters um the student health center um so that's where most of those expenditures are is for the instruction side okay but not the and just one thing there you mentioned transportation and but we're talking about numbers from last year right last school year when we weren't responsible for transportation right so what transportation did we spend our funds on staff most of our transportation expenditures is for staff so for the ptsd campus last year of the 1.3 million dollars in transportation costs for ptsd 000 of that was just for payroll the remaining 300 000 was for other operating expenditures for example for our equipment for the buses um and so forth okay so what you're saying is it's not transportation for for students like we're doing this year uh because we didn't have that obligation so when you're saying transportation it's a much smaller uh it's a much smaller number but that doesn't include school administration and upkeep of the physical plan no it excludes the facilities it also includes any of the donations any other of the statewide services that we have with our blind and deaf programs um and it does not include for example any of the administration hr business services superintendent odd any of that it excludes all of that right that's all in the administration statewide okay and what was the average cost per student on the tucson campus i'm getting one second for the tucson campus it was about 76 for the 112 students their total actual expenditures was 8.5 million okay and 77 right because that's that's the number you know more in line with the with the budget but it seems like i'm sorry what was their total expenditure there nine million 8.5 8.5 okay okay all right are there any other questions tv yeah it's just one thing i wanted to add and for clarification purposes being on the finance committee one thing that we kept discussing was yes absolutely we have a predicted budget as far as what expenditures we would be providing services for and so those are first the student services that they need whether it's for the faith purposes for free and appropriate educational so that's the minimum requirement that we have to project project a budget for part of the challenge in the issue that has come up that we've noticed is that many of those vacancies are not filled which in turn impacts the actual expenditures because those positions have not been spent therefore we payroll costs are technically saving but yet we still have to predict the expenditure budget for next year for the following year for example in the second example that was given those vacancies that have not been filled that was related cost with positions that we're not just doing for payroll for example if you have resources or materials or office supplies etc in relation to those positions that we don't use those resources that means that the funds were not spent so we still are putting that in the projected amount so in order to be able to provide the appropriate and reasonable accommodations or at free education for our students the challenge between making sure that we are projecting appropriately and we have enough financially at the same time expanding and making and knowing the real world issues that have occurred with the pandemic since the historical issues within the board and the finance committee i've always i've noticed that ms cooper has been very specific and very detailed with business services and i appreciate that i think in the other way around we haven't had previous projected items or operating costs we were always in the red so we were over spending so now like she said she's able to flip that we have a surplus so i really commend your work and i see that that change and this is a good type of problem to have per se so i just want to put that out there and again thank you again ms cooper for your continuous work and your efforts within the finance committee thank you tv thank you right i think we really need to see year over year these are year-over-year numbers but we need to see that the totals and we need to see where we're projecting the spending to be right because if you're telling me that that we're under we're under budget by millions of dollars and the surplus last year was refreshed by recollections between one and two million dollars is that correct it was about two million about two million right so if if we're if we're over budgeting by millions of dollars for each program right you know a factor again i don't know 1.8 x maybe on for both ptsd and tucson i mean the board really is going to have to see where where that extra budget was actually spent right we allocated it for these uh for those programs um we didn't get a red line or uh we weren't uh you know we didn't get a five million dollar surplus or a ten million dollar surplus we got 2 million so i think we're going to need to see how that happened um in more you know in a year-over-year type or not year-over-year year-end format yes and i can provide that uh thank you all right uh if there's no other comments we can move on this is tv president sure yes i also also like to add a couple of things within the finance discussion the committee discussion some things that we also touched on as a reminder is what is forecasted that budget is the minimum amount that we have to have in order to maintain services and with that is with all vacancies that are filled all materials all resources to be able to provide the service so for example one thing that came up within the finance committee discussion was that we had almost over 100 vacancies within the agency which obviously impacts expenditures and so another part of trying to forecast our budget is that some of our revenues that asdb is receiving are one-time occurrences so these are one-time receivables and so when that fund is spent then therefore that that fund is not a continuous form of surplus and it does not contribute back to asdb so it might seem like we have this surplus amount now where in fact that that's a fun that's already been distributed so we no longer have use of that surplus per se and then the second point i'd like to discuss is that shane and i did discuss extensively is the language is not per se surplus that's not really what it actually means it's a positive cash balance which means that by the end of the actual financial fiscal year that the actual expenditures would be more closer to what we had projected because again we are receiving all of the invoices we are deceiving all the different contracts and we're paying out for that so the different vouchers that we are receiving sometimes we are told that we will be receiving this specific amount and so we budget for that and then later down the road they've actually changed that amount and and so that puts us in a situation where we have to redistribute it once again so i say this because it does come up on in our financial committee discussions and it's funny because during my first session in the committee which was scheduled for an hour uh in my understanding now i this is why i scheduled for an hour and a half from here on out i'm constantly asking questions like you resident and i grow and so about the different things and there's lots of good questions and items that we cover and you make a great point but there are other sides to this there are very detailed assessments that shaina cooper does perform with their team that impacts expenditures and speaking again on a positive to what we were looking at three or four years ago before miss cooper was involved this was the opposite so we were going over by budget constantly so again we're in a better situation than we were four years ago uh thanks tv um you know the agencies had vacancies dozens and dozens of vacancies and operated for years right i mean that's that's you know i know that we're budgeting for 100 extra positions but we we are nonetheless operating without that um and and that's been like that for quite a long time that predated the pandemic uh but i you know in terms of budgeting for you know one you know 1.8 times the amount that we're actually spending is is you know something that we're really going to have to look at um and i think we're going to dig a little bit deeper there because that's that's different from the information we got last time uh and and we're gonna have to take a look a much closer look at that in my view not a problem at all um in any event uh we can move on to 7.01 information discussion item introduction possible discussion policies kd ca g ccg and jfab uh ms murphy i think we're on 6.01 david just a moment if i can interrupt sorry oh oh i'm sorry no you're right we are you all right i did miss one i have it you know i have it highlighted on my board dog tonight i thought that was when we were on because i'd already moved it uh i'm sorry 6.01 information discussion item leadership contracts for 2022-24 superintendent right yes thank you president nigro i will just keep my presentation brief this is on the agenda because i would like to inform the board that we do have some considerations for you when we are discussing contracts for the march board meeting you may recall that about six years ago you the board were provided two-year contracts with the executive directors so when i first began as superintendent in 2016 the executive directors all had two-year contracts the purpose of that was to streamline a smooth transition for the itinerant superintendent into my position as a permanent superintendent so after the initial year i decided to recommend to the board one-year contracts with the executive directors the principals for the purpose of having flexibility in the evaluative process if we had the best kind of leadership within the agency and so as you know we have made some changes throughout the leadership team and so i am now ready to go back to the two-year contracts i do have confidence that the current leadership team at the next board meeting which will be held in march i will be formally requesting and offering two-year contracts for those that are on the executive director positions also for the principals and those who have worked in their current capacity for more than one year we do have two new leaders in the agency that just started within the last year so i will be offering them one-year contracts for the rest i would like to offer two-year contracts so i will be taking some time to meet with you individually as board members to discuss this further before next march board meeting so that you can make your final decisions so that completes my presentation president are there any board members that would like to take discussion on this uh hearing none uh you know from my perspective uh i was on the board um back when there was interim uh the interim superintendent that proceeded superintendent reichman and you know historically we had done one-year contracts with the leadership team uh and that's you know more or less a norm in arizona uh we did two years to smooth the transition to the new superintendent right we didn't want that institutional knowledge to depart after the new superintendent um was was identified and hired uh so we did that we got some preventative reichman and she had a smooth transition um in that time period for that leadership team she's since made leadership chain uh team changes the boards you know made those changes uh as well uh and we have the leadership team that we have today uh without regard to the individuals who are currently in leadership positions uh presently as we heard earlier in the superintendent's report the board can act in certain ways and it can in others uh so we we we have certain tools at our disposal and others we don't have i mean we can change policy and we can un-delegate things to the superintendent as we would like that's very complicated and in a lot of cases may be unnecessary but one of the important tools that we do have is offering these leadership contracts uh that that is you know that that is a very important function of the board it's important uh important government uh governance function and to have a two-year contract in a situation where we have a superintendent that has just signed a three-year contract for next next school year so we're three and a half years to the end of that contract we're not going to have a transition most likely uh certainly i don't want to have a transition before that time period um but we're going to have a three and a half year time period with the consistent superintendent and i don't know that it's in the best interest of the board to give to your contracts as a rule because it robs us of that governance function uh it's it's one of the few levers that we have and it's uh you know would have to be exercised with care and with diligence certainly but you know two years is it it just doesn't it doesn't seem to make sense for the board to do that others may disagree and that's fine um but that's that's my perspective i agree david i think it the year-long contracts are are good i agree okay uh thank you so this is committee member pb jams and i would just like to say that for my opinion as part of the board we uh appointed superintendent reichman for the purpose and that purpose was to lead the agency with our oversight and we needed to trust your opinion and we needed to trust your input and if she feels confident in her leadership team then we also need to trust her professional analysis of the team and we are giving the superintendent stability like we wanted so that she can be able to continue to work with the agency and we should be able to give that same level of support for her leadership team and i don't necessarily think it's a bad idea to have a two-year contract if that is what the superintendent desires and if we disagree with the superintendent because of her choice then that's a different conversation but over so far it just seems from these comments and the performance that she's done it just seems positive and we just needed to give some level of trust and support to superintendent as well linda i think you you had your camera open did you want to say something uh it's late in the evening yes this is linda and i'm just having some mixed feelings uh just about what i've heard over the last few days i don't know if this is an appropriate place or time to talk about this so i would like to either go to an executive session but i know at this time it's a little bit late in the evening to do so but i just feel strongly uh just this need from the deaf members in the deaf community here at this campus that just we're not happy with certain well and before linda i don't want to interrupt but uh for this agenda we can't speak about any individual uh or um because we have an agendized that before that this is just in general leadership contracts for you know for two years to the leadership team uh but we cannot talk about any individuals this is this is at a general level that affects you know all of the all of the contracts not any particular person or role okay um i'm not clear am i i apologize am i not being clear oh i just what is the purpose of this item oh uh the purpose of that is misunderstanding something here sure it it it appeared to me that you may have been starting to make statements about a particular individual or a particular role and and we can't do that in this in this item so i want to make sure that that doesn't happen this is a leadership contract oh i just we're talking about offering a two-year contract for executive leadership is that what we are talking about and it's whether the decision to make it a one year or a two-year contract correct uh correct as a that is correct okay so talking about two years versus one year and what is i just needed to get some more information or opinions about that and that reichman needs to be able to go into more detail uh two years versus one year i'm i'm happy with the leadership team so if we wanted to do the two years then i've just to me i'm not comfortable with having it be two years just wanted to put that out there and i'm done thank you this is superintendent reichman i was just saying that i changed the one-year contract because i wanted to make some changes with the leadership team and you know we've done that we've made some changes to the leadership team and as now i'm looking at our leadership team and i have the confidence in their work and their skills their knowledge i am ready to offer a two-year contract with your agreement [Music] and obviously that's your decision i can only make the recommendation and i'm just saying from my view as a superintendent this leadership team that we have as of right now i am comfortable with working with them and offering it to be two years and that's based on their performance as of late for the last five years so i'll go ahead and give this back to you president nigro okay um thank you superintendent reichman um if there are no more questions and now we can really go on to 7.01 information and discussion item introduction possible discussion policies kdc a gcc and jfabd is murphy good evening this is one of the interpreters the caption i'm not able to really hear you yes maria this is aaron um i'm sorry i did not hear that maria we're struggling to hear you okay um let me try to speak a little louder is that better yes that is better okay wonderful sorry about that so you you have the red lines before you of the three policies that we are proposing to change um two of the policies are of procedural changes the one policy that i would note is substantive is policy gccg which changes our procedures regarding the transfer of approved annual and personal leave and these changes are being made in order to make asdb's policies more consistent with other state agencies and with the department of administration so at this time i can make myself available for any questions if there are any okay um seeing none thank you miss murphy and we can move on to 8.01 call the republic call the public on non-agenda items uh suit do you have those two i believe we have two do you have those two to read i do all right thank you okay the first one is from danny lawrence um and it is the subject is the regional cooperative crisis thank you for the opportunity my name is danny lawrence and i moved my child out of state because i couldn't educate my son with the lack of statewide services provided by asdb my son flourishes now and has the assistive technology instruction that was impossible to find with your organization last semester he had a 4.0 grade point average and is on track with the new nemeth instruction to take college entrance exams in two years recently i was made aware of your november board meeting by some teachers who were asking for help with employment retaliation from asdb regional cooperatives after leaving arizona a year ago i became an educational advocate helping families support students in countless iep meetings when i watched your meeting i was absolutely in tears and horrified to hear that educational interpreters were being forbidden to attend iep meetings plain and simple it's a violation of idea 300.321 and a molestation of the iep process and its intent under federal law if a family or school district requests the attendance of these professional and asdb intervenes in denying them their federal rights then both asdb and the school district served by the cooperative are in jeopardy of civil rights violations additionally i can find no policy change made or approved by this board that supports this rampant rampant denial of meaningful participation i would caution this agency with its newfound lea obligations to discontinue this discrimination to regional cooperative students i am offering comments in support of students and their teachers to determine what is best for children not the state agency or school district how that is possible without the most knowledgeable educational professionals at the table is beyond me and i encourage families and teachers facing this reality to make a complaint to the office of civil rights finally in that same meeting were the complaints of board members about the lack of attendance at the august 2021 meeting and the technology challenges if asdb can't hold a meeting in a regional cooperative due to the lack of technology availability can you imagine what it's like to expect assistive technology instruction for a child in that same setting thank you for acknowledging the sanity of my family's experience in arizona that was the first meeting in five years that this board left either phoenix or tucson and you expected live attendance in a viral pandemic while board meetings at asd campus campuses have no live participation it's a shame this organization has so little interest in the hand that feeds it it's time for asdb to become the campus exclusive community center that it is and quit playing statewide educational service provider it's time to sunset the regional cooperative cooperatives if this board isn't interested in learning more about them or supporting cooperative teachers and students you literally are doing more harm than good quit committing fraud by except accepting statewide legislative dollars asdb does not intend to use for a statewide equitable education thank you and then the second one is from mary rimron um in regards to the meaning of lre asdb tucson has a hearing perception of least restrictive environment the campus programs are not being represented in good light at iep meetings in the tucson area during placement meetings it has been shared that asdb tucson students are not on grade level and the classes are and the classes are behind academically a middle school student themselves requested placement at asdb and was left in tears when it was denied it also appears that asdb tucson will not accept placement of a deaf or hard of hearing student that has interpreting services in their public school this is considered lre the u.s department of education has statements regarding lre and how it relates to deaf and hard of hearing students language access peers and direct instruction are just a few of the considerations to take into account when considering lre for deaf and hard of hearing students in order to address this issue please consider sending certified educators of the deaf to represent asdb tucson for iep and met met meetings provide training to asdb tucson on the specific considerations of lre for deaf and hard of hearing students according to the u.s department of education all right uh thank you sue kay uh 8.02 discussion possible action item agenda items for the next regular board meeting scheduled for march 3rd 2022 at pdsd are there any any particular issues that the board would like to address at that meeting um hearing none i think we can move on uh to 9.01 action item adjournment uh flynn would you like to make a motion here i am yes i'm moved that we adjourned this meeting all right i will 2k seconds that all right all in favor say ah you can turn on your screen there we go made this all possible i'm pretty short noticed uh to move this to zoom but i think it it went across pretty well so so thank you again for all of your efforts there um to make that that quick decision there to to move us back to zoom for this one i um hopefully we'll be back in phoenix uh uh for for march and i know we have the work study in uh february also in person so we'll see everyone of assigning uh committee representation committee chairs i hope to be able to report back to everybody on what those appointments actually are at the next meeting um but it should cover up for the course and committees as uh the second topic has to do with uh the recruitment of new members so as you might have heard we had another resignation so there are actually two seats available on the board of education uh to make things a little bit easier we've actually posted a new link on the district's website um thanks to a recommendation uh and we're hoping that any interested members of the public will come forward uh express their interest and hopefully be considered for addition to their body uh the third item i wanted to just provide a brief update on has to do with the search for the new superintendent uh so the board's been hard at work uh based on the project plan that we put together to try and find uh the right candidate to bring in as the next superintendent for the district um i'm pleased to report that we had 31 applications uh submitted for interest in the position which was actually a very strong tool um 16 of those were already superintendents or assistant superintendents at some point in their career six were principals or vice principals uh eight directors or supervisors and then one other applicant the vast majority came from new jersey but the two from the surrounding states uh the board has already begun to interview uh first time candidates uh and we're looking forward to continuing to make progress uh if you're interested in the timeline for that search and what the steps are that's also posted on the website but i can let you know that the first round interviews are tentatively scheduled to be completed in the coming week second round interviews would be happening in the first second week of february and then ultimately we're looking to make an appointment by the end of march so hopefully more information that we can share in very near future uh and the last thing that i wanted to mention was just a brief think of congratulations typical of the year for ralph who broke the all-time scoring record for our boys basketball team guidelines are ever changing and part of the problem of trying to get something that's crystal clear out to people is the fact that things constantly seem to be changing um you know day by day and so on and so forth so we wanted to make sure we have something that's going to go out for the parents and that should go out tomorrow it's not the latest wednesday so if you have to have nothing else i think you need to take a five-minute recess at this long time so if anybody has to uh depart and take the little home put in bed or do homework so um [Music] the same way all right [Music] that right good evening let's call to order the roll call please mike davenport here christopher espinoza here cheryl fuller here jenny heggstrom here terry pavisic here joanna vazquez drexler here nancy kupka here we have a quorum let's stand for the pleasure scholar o'hara here chase hold on okay i like count to seven and i stop i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay we'll start with we need a motion for the board of education to approve the minutes of the december 13th 2021 business meeting and the january 10th 2022 workshop meeting go move second terry and joanna thank you very much terry pavicich aye joanna vazquez drexler aye mike davenport aye christopher espinoza aye shirelle fuller um i miss one of the meetings upstairs hi i'm steve thank you jenny hegstrom and nancy kupko aye the minute it's carrie thank you we'll move on to the first reception of visitors do we have any we have comment slips but for the second reception of visitors then we'll move on to the recommendations and reports of the superintendent return to and personally learning getting there all right uh as we have for the last several years we start with the update of case counts you can see we're starting to come back down just as the rest of society is we made it through the most challenging part with staff absences coming back from break that first week was definitely challenging i'll talk in a second about one of the changes that made this a little bit better coming back and since we passed the halfway point in the year i thought i could give you a quick graphic representation of what we saw the year and then what we saw when omicron showed up and the impact on student and staff absences remember staff absences we've been reporting monthly that's why they show up as those little red lines where student absences we've been reporting weekly but you can definitely see we remained pretty low through november and then started to climb after thanksgiving and then climbed greatly returning from break and now we're kind of on our way back down again one of the changes that was made by the cdc and finally adopted at the state level was some changes around close contacts and uh quarantine exclusion one of the changes is probably not in our favor for in the fact that staff need to now have received both vaccines and the booster to be exempt from being a close contact we have shared this information with our staff and let them know of that change for anybody under 18 it's just the the primary series to be excluded and then for close contacts or confirmed cases the exclusion quarantine period has dropped from ten days to five period five days as everybody is aware probably uh but since our last meeting that that change went into effect uh for all schools um so that when we go back and look at the number of staff out or testing positive their impact on the school you know staffing the school changed drastically when we went from 10 days to 5 days so these are the the changes in the rules that we're currently operating under as always we'll update the board as information changes and develops any questions on any of that all right that's it for that i'm going to invite jim forward to talk about the next two items starting with the north high roofing project good evening everyone baby okay in november i brought a few projects to you these are two of them first being the roof replacement at north we bid out in december uh this is a project that we're gonna try to get done before the mid summer so uh as you remember talk when i talked to you in november we moved this is capital work from this past year so when we had the chiller project at north funded by esser we then got more aggressive with this project was due up to be done at north this summer now we pushed it back to last year's capital to get it done with that funding and then going into next year's capital funding we got more projects added and i'll be bringing those back to you in march so i just want to clear that on why this is coming so early so we went out in december hoping that our contractors would be aggressive in their bidding and they were so the prices came in pretty good we had 14 beds and between the roofing and the plumbing both combined was still under our budget number that we started with so we were happy with that the plumbing is for the roof drain that needs to be added to the project as well we're having an issue with drainage of the roof so that's part of this that's why you see a plumbing contractor there as well so we scoped out the contractors who are familiar with them and they met all our bid requirements so tonight we'll be asking to award a contract for 395 120 which is the total of both any questions on the roof replacement just curious if the roof drain issue isn't going to impact anything uh down below any any drywall work any no it's exterior for the most part it were the existing had an issue we repaired it so just a little background when we had the water leak by the commons of north right from the mfp so that roof was cut where the commons is and over the classrooms in that hallway that's east of that area that was the existing rough what happened we put the new roof in over the commons and connected it but the drain issue then collapsed on the east side so we had to do a repair so the water can get out but the water actually overflowed staying on the roof and that's what came down and that wooden area on the side of the east side of the commons that voted out and that's we had an issue this is correcting that as well all right this is an action item later on this evening and then jim's second item this is arp sr3 funding so we went to the schools we asked them what the needs were that would fit under the grant funding parameters and fresh air uh what units that are due up that are very old that aren't working as well as the new ones that we put in so we came up with three two at south and one at north so the contracts are for units putting it in billing automation systems that's the 603 and then the electric is the hookup to the units we had 10 bids we did bid out in december another reason why we've been out so early is these units could be as much as six to seven months out so we wanted to get them ordered this construction will be in the summer we did scope out we worked with why ymi obviously with the mfp and arc one so we know the contractors one other piece that i wrote in my memo in these new units they have uv lamps availabilities so we took it was like four thousand dollars for this option it was an add-on so we took it for both uh the units at south and the unit at north and we're going to try it out they're supposed to really help and i wrote it up but the bacteria in the air the recycling of the air the longevity of the duct work and the unit so we'll see how they go and i'll report back and how well we're doing with them the maintenance on that is very minimum you change them out yeah every few years they last a long time so there's not a lot of maintenance and long-term costs for something as good as that so this also came in slightly under budget for the construction so tonight we'll ask you to approve these two contracts for six hundred fifty two thousand seven hundred thirty eight dollars together any questions for jim on this project do we have a fallback if the um if the equipment doesn't arrive in time we we are ordering it so early if we don't get it in we're assuming it's going to be here by may okay that's what they're saying drop debt is if it's not here we're not doing anything to existing until those are here okay good so that's our plan until they show up so we're going to store them at the ymi storage place and i'm assuming they're going to come in early and we'll be fine but the fallout will be we wait okay until they get here yeah such a challenge right now it sure is and i just for both both of these i'll be bringing other ones for capital in in march it's a tough market out there you know this and it's hard to get good quality because everything's so expensive steel down to everything so for us to be under budget on both of these it's amazing really a good thing right now i don't know how you did it i mean i heard 14 bids and i worked with white and we thought if we can throw these out right before christmas they're going to be like we got to get a contract before the holidays okay and that's when they came out and they got aggressive so smart good good good going yep thank you all right thank you jim thanks jim thank you all right uh in our last board meeting we presented on our summer school recommendations in the calendar this is up for an action item today uh this is the last opportunity to ask rob if you have any other questions regarding this from from the last board meeting so you know rob and gina are actively working on increasing our offerings for summer school as we have committed to the board and that will ramp up over time as well so any questions following that so the summer school recommendations and the summer calendar action items this evening all right i will bring up mark here uh to present on the annual comprehensive financial report which has been given a new name this year i was going to say didn't we used to call it the cafe i mean yeah yes it is it has changed terminology to annual comprehensive financial report good evening i'm going to read this to you thanks i'm just gonna take a little nap right here did you change the title there was a conflict with what the term acronym was in other nations and so they just changed it to annual comprehensive financial report um and it really it's a document that's meant to please different people or displease people at different levels if they have to read the whole thing um one is did that there's letters that the man the auditors give you management letters telling you that whether or not there are any issues in the financial statements like that would cause them to qualify their opinion and which is a negative mark saying that you didn't do something so we have to qualify it it's a good thing except for we don't have any qualifications at all we're going to submit this report again to we have submitted actually to asbo international for a review and the reason we do that is to make sure that we have a document that is is comparable to other schools and has all the same reporting requirements with it and that helps us that's one of our uses not necessarily anything you would care about but it's something that we do so we know we can compare ourselves to other schools and find out how we're doing the introductory section has um the really the background that helps somebody else looking at it know what nuances we have in downers grove so i used to do the review for these for for audits in georgia and different states and it helps you understand what goes on we have a unique tax-based formula that we use here for primary for funding so anyways the introductory section will give you a real slow walk through some things the financial section the most important thing there is the auditor's opinion it is unqualified it's the best that they can give us they also in their management letters that we gave you there they found no inconsistencies in terms of internal control or problems no no material uh issues with with uh filing or anything like that so we're clean there as well doing okay and then the back section i think is really the only part that would be most interesting to you and that's a 10-year history of a lot of stuff and and where who our major tax payers are what what the enrollment has compared to of the revenue section so that's that's that in a nutshell is the is the offer there's really if you look at it for the financial aspect of it that's when it gets really confusing because they use two different bases of accounting and really one is um there's is full accrual which is one basis of accounting another is on modified accrual that's the major financial stuff that's in here and then what we use for our budgeting quarterly we'll see that next is like a modified cache basis so it's hard to use one and look at it and say well where are we really actually when i looked at it between the the statement of assets and a full accrual modified accrual we were right in the middle of that when we balance things out and change it so um i think it's a good tool to keep you told me it's a good tool to keep using the budget we know from year to year how much that changes and that will tell us what kind of direction we're heading as a district so i know if you have any any questions i'm happy to answer them nope the key takeaway is clean audit yes absolutely yeah yeah we're good for that it has been every year as it has been every year all right and we're glad it's so boringly clean thank you it's a good document to be boring yes yes that's what we want all right quarterly financial report cordelia um to start with the operating fund the revenues collected expenditures paid this is fairly normal look at the revenues compared to actual the budget there the budget for expenditures they're 45 percent collected revenues of course i think if you flip to the next one we'll get that the breakdown property taxes are not 100 percent that's not unusual um 52 percent of other local 70 47 percent state aid and um 48 for federal so that's all that's fairly typical for us so they're coming in the way we expect we should make our revenue goals um just one little touch of if you flip the next one please the the state money that comes to us the only thing we get now is evidence-based funding it's a large chunk of money but it hasn't changed much i mean i think we got six six thousand dollars in new money uh on millions of dollars of evidence based funding so it doesn't change much and the idea is it's called hold harmless and every the this little graph here is done to show you that it in 2011 way back at the left of one dollar um in in one year in 2012 it would cost a you know a dollar to the same thing that you paid a dollar for in the prior year and so if you go all the way to the end if they're still giving us the same dollar amount after 10 years we're 24 out of whack because it's a dollar it costs a dollar 24 to buy what you bought before and everybody says well you can just cut down well you can't really cut down on buses right you still need the same on buses and buses is one thing coming in this upcoming year is going to be incredibly expensive it's just they cannot get drivers who want to do it the covet keeps them out some of them some of them just age out and decide i'm tired i'm retiring completely so it's they're really having to to increase wages in that particular group and we're seeing increased proposals over you know 10 percent so far and we're working on it trying to make sure that if we do something like that where we give them an unusually high um increase that we get something forward at least a guarantee that they're going to perform and if they don't we can subtract from that so we're going to we're starting to get more i guess developed in terms of setting up contracts that will keep them wanting to make sure they meet their goals and i know they are trying but this this is a little financial incentive and sometimes that's what it takes so the next um is the expenditures paid 43 we're pretty much right on with all of these um purchase services 52 supplies 55 uh we're midway through our our school year it's all those are just about all correct salary and benefits we're 43 so we're doing actually pretty well there so we look at revenues collected and and the only thing i wanted to take your take away from this is that that on the right i adjusted the 10 million dollar bond issue out of this so because it kind of was it skewed it made it look like we were yeah collect but if you if you take that out we're at 92 and 93 we're right on where we were last year and last year was a very choppy year and this year is also kind of choppy in terms of things happening with different like transportation budgets and things like that bring to being different from the norm and if we look at the expenditures we're 44 or 46 percent where some of that is is a capital outlay that went the other direction for us but um everything is pretty much on on par with what we expect it to be so uh we're we're not nervous about anything right now i mean the budget is is proposing and the budget was a 2.9 million dollar deficit we're probably going to fall into that this year just because revenues haven't changed much and expenditures are up in areas like transportation that started to hit us this year so um we're actually on track for where we thought we would be at this point with 1.9 as the deficit as of december 31st and i think i think that does it now if there's anything that's it yeah so any questions thank you thank you all right your information requests off yes foia requests we had them filled them and they're available and listed on our website okay next we'll move to the consent the board secretary and will be invited to the microphone prior to addressing the board audience members should state their full name the proceedings are being tape recorded for the purpose of producing accurate meeting minutes and they are being streamed the board's presiding officer myself reserves the right to modify these protocols if circumstances warrant audience observation of these protocols is appreciated all right we have two comment slips uh the first speaker is noel manley uh good evening my name is noel manley and i'm a resident of darien illinois the united states is not a racist country and district 99 is not a racist community however you could not tell by the you cannot tell this by the woke faculty's latest episode specifically district 99 board policy 710 states the following equal educational opportunities equal educational and extracurricular opportunities shall be available for all students without regard to color race nationality religion sex sexual orientation ancestry age physical or mental disability gender identity status of being homeless immigration status order of protection status actual or potential marital or parental status including pregnancy given this very clear anti-discrimination policy it is unclear to me how district 99 can sponsor an event using taxpayer dollars that limits the events to persons of color as you know last month notice was posted of a now cancelled students of color field trip opportunity it is clear the intent of this event was to encourage minority students to consider a career in education however despite any good intention the subtext of this matter was clearly discriminatory if you're white you need not apply so where is the diversity where is the equity and where is the inclusion this action flies in the face of board policy as well as the 1964 federal civil rights act it is segregation this is yet another example of wool culture implementing critical race theory in district 99.

board member comments any comments um i'll just let the let the public know that we'll be doing interviews this week for uh the vacancy um and so hopefully we will be letting you know um early next week i guess we did have our equity board advisory committee um not yet uh well board committee reports are next if you want to start with the equity committee we can yeah it's really sure um so our committee looked to review some of the policies that the some of the policies that our policy committee is uh reviewing and so i think just to say that they are very excited about the opportunity to review and bring their thoughts and expertise to our policies because this is something new that we're doing in the district this year and it's helping us to align um what's happening within all of our committees and giving voice uh to what's happening within those committees to all all the committees and having opportunities for them um to to have input and so they're very excited about it and that's pretty much what i have to say today thank you can we hear from the finance and facilities committee sure um we had our meeting on tuesday and we reviewed um the progress on the envision 308 facility maintenance plan it was a really impressive presentation by our architects i think they did a really good job just a really good job capturing what we had been asking for in terms of identifying whether things were wants or needs one of the things i know dr petsky is going to be working on that's really cool is starting to tie the revenue to the expenses of these programs which is great so we were able to see some distinguishing things between this is a school closer versus this is an improvement we would love to make and dollar amounts attached which was cool rob allison also added quite a lot to that but they both did a really really nice very thorough job i was pretty pleased i think the committee as a whole was very pleased and i think you will be too when you get to see it thank you that sounds great um policy and legislative committee go ahead you want to rock paper scissors for it i got a fancy list you want to wait and just do them when we do the policies or you want to know um we did we hold on we kicked a couple to teaching and learning and we kicked i'll take i'm going to do teaching and learning no but we kicked a couple policies i was flipping through my notes clearly it's been a crazy week um i think for the most part there was um five colon 10 which is on for information tonight um actually ruth kroner and the equity committee had made some changes to that one they wanted to kind of wordsmith it a little bit so instead of saying equal opportunity and minority recruitment we changed it to [Music] replace current language with the following the district will accurately recruit and hire individuals from diverse backgrounds we wanted to be more inclusive for everyone um and we did that that was ruth's going out party and we you know we made some small changes um we did a couple of other small we you know like we replaced needy students with students in need kind of just some wordsmithing on a lot of these um yeah i got it i got a few members who went through them pretty good with a yeah they were it was you know a good meeting as usual great thank you is there anything you wanted to add jennifer no no okay teaching and learning on january 12th we reconvened after winter break uh ms dalquez presented the winner fast bridge assessment data as a reminder um we this is our first year using the fast bridge assessment in grades k through 8 to assess our reading and math skills this data was preliminary so faith had broken it down but it was still brand new like they had just received the data so the principles are now processing that data to inform instructional strategies that will be implemented soon if they haven't already we have one more screening window scheduled for the spring and at the end of the year we'll review to the data across the three screening windows and we look forward to working with fastbridge and developing longitudinal student data over time nice thank you and now for our superintendents report well thank you dr mourinho good evening board i have a handful of items i would like to speak to this evening my first item is to thank our transportation department for all their good work last week we sent out communication informing parents that we had to make some modifications to transportation due to having a large number of employees bus drivers and monitors out sick everyone pulled together created a good plan that affected the fewest number of students in a very in a very short period of time and i'd also like to thank the parents the students the teachers and staff for their understanding and their flexibility because i know when these types of things happen it causes additional work and stress for others as well i'd also like to thank our district maintenance and our members of the ocma for all their good work and the snow removal this past weekend clearing the sidewalks and parking lots is a lot of work and this morning we got the additional snow about the worst time you could get the additional snow and so i say good work to the both the maintenance and ocma and also thank you to our transportation drivers and monitors we called in staff early this morning so we made sure that our bus routes were on time as well as they could be so i think all the ota i'd like to say congratulations to our 308 robotics team on a great season thus far all six teams competed at the mount prospect qualifier in december and three of those teams uh advanced to the einstein state tournament which took place on january 15th at elgin community college all three teams represented very well and one team in particular that tactastic travelers won a finalist award for their innovation project and were selected as the winning team and only one of two teams to receive the global innovation award across the entire state yes we also have three state qualifiers so congratulations to the students the coaches all the volunteer coaches that we have with our robotics program and that work with all of our students they're doing a fantastic job also congratulations to the oswego east boys basketball team on a great season thus far as well i had the opportunity to watch them play on friday night at home against plainfield south they are now 22-1 and 10-0 in the conference so i mean pretty phenomenal year right now pretty phenomenal on january 17th i had the opportunity to participate in the human library i'd like to thank dr waller for organizing this year's events and i'd like to thank dr pajasic and mrs simonton for bringing this to sd 308 for the first time last year the human library is a collection of books which are actually people the human library is like a physical library where you go to seek information and you get to find answers the people who are the books are there to talk about what they know from their lived experience and how those in those experiences have impacted a person's life the participants are referred to as the reader so i was i was i was a reader and we were assigned two books for this event i had the opportunity to hear from a holocaust survivor and a transgender person listening to their stories reminded me of how important it is to be open-minded and accepting of all people and not to judge or think you may know what people have gone through or what they're going through i've always said i've always said i'll never tell someone i know how they feel unless i've walked in their shoes this experience takes that to another level because we can't always walk in somebody's shoes but we can listen we can't ask questions we can be open-minded and accepting of all people again having this opportunity to hear people's stories ask them questions was an extremely powerful experience that i highly recommend others to participate in in the future so that is my report for this evening thank you anya hi thank you um there's a lot to cover on my end from our prior student advisory committee meeting and our plans for the future we worked to conduct qualitative and quantitative research on sexual harassment within our schools with focus on three objectives those were student education and awareness student safety and reporting and mental health our quantitative research will come from the optional student survey that will be sent out during student support time an email was sent out with the details on the importance of our survey and we would greatly appreciate student input to better address our research topic of sexual harassment in schools on february 2nd our committee will review the data collected and interpret the results at our last student advisory committee meeting on january 20th we conducted our qualitative research on four articles centered around student beliefs about harm wrongness in school policies school climate and sexual harassment and associations with bullying and sexual harassment we analyzed the articles through the lens of the three objectives described before student safety and reporting student education and awareness and student mental health we also explored the word interpersonal violence as a broader term to apply our research within school settings it includes sexual assault dating violence and sexual harassment through research and group discussion we pull together major points relating to our three objectives we first noticed how one instance of sexual assaults can be recorded through studies as more harmful than bullying we also noticed how more students are more likely to report bullying incidents as opposed to sexual harassment incidents we also recorded evidence of student mental health deterioration as a result of sexual harassment manifested through substance abuse depression and poor academic performance finally we differentiated between the effectiveness of proactive intervention which uses staff to intervene in an incident before anything has occurred and was not effective to reduce rates of reported sexual harassment in the study versus reactive intervention which allows school staff to intervene during a violent incident through proper training and is more effective within school settings proactive intervention was also discussed in our committee as possibly being related to microaggressions which may have contributed to their failure and divisions between staff and students through our research our next steps that i described earlier is to review data from a student survey that will be going out on february 2nd and review our articles to develop action steps thank you just want to say thank you for taking on this very important and uncomfortable topic um and just really proud of our student ambassadors and the the work that you're doing in analyzing all of this educating yourselves and applying it to our district so thank you yeah of course all right item 7.1 is a presentation on budget as you all know this year we created a calendar of annual reports for the board with a different department presenting each month tonight we will hear from our chief financial officer dr pesky all right thank you i'm very excited to present this board update for the board of education it's a part as you see on the screen here of our new strategic plan update the envision 308 and tonight i'll be focusing strictly on the budget portions of that plan i've got there just the reminder you know we've got four sections student learning support for student learning finance and facilities which is what we'll be talking about tonight and then also the community partnerships as part of that envision 308 plan so for finance and facilities we've actually got five different points that we'll be addressing i'll be doing the dark blue areas today which is strictly the maintaining a balanced budget uh building a 20 fund balance and then exploring uh ways to increase private and grant funding sources the other two blue items will be addressing that with the facility update to the board shortly so to begin we'll kind of take a look at this year and in terms of maintaining a balanced budget our goal was really to kind of continue to monitor the expenses and the revenues really stay current on the federal state and local sources funding sources and some of the accomplishments that we have this year as you can see there is first of all when i came to the district it was being involved in my own personal uh professional development and infinite visions the systems that we use for finance also conducted quite a bit of a historical review of our district budgets familiarized myself through my department and other departments with past audits and budget findings from previous school years and then one thing i'm really proud of too is involving the finance and facility committee with the budget assumptions and things that results from the budget review and audit findings so educating them and involving them on the process of developing the budget and very happy to say that we adopted a balanced budget for this school year the fy 22 school year so the next slide here talks about where we were and these items are at this time next january what would i like to share with the board and again the goal is just to continue to really monitor that delicate balance between expenses and revenue and making sure that we're on course with our federal state and local funding sources so at this time next year i really want to grow that circle of influence with professional development and familiarity with our finance system so involving the finance department to allow them to participate in several of the different modules that infinite visions has to offer and build some capacity in them for bullet point number two which is identify how given that that knowledge how can the finance department reach out and provide some systemic support for uh other departments and people in the district so in terms of their budgeting their accounting their monitoring of their budgeting and really provide a resource for them as they're looking at those goals and then their bullet point number three is really continued focus on the budget assumptions and the district priorities so really working very hard to find out what are our district priorities and how do we how do we build those into our our budget currently and what i'm really excited about is the involving the finance and facility committee in a better connection of all of the elements for instance in december we just we just did the first part of the of the budget process we we passed the levy the 2021 levy will influence our fy 23 budget so connecting those pieces and also doing a deeper dive into evidence-based funding how does our district compare to the metrics that the state has for adequate staffing and resource allocation things like that so we're looking at the next year's budget fy23 but in addition this will be my first again the the budget we adopted in fy22 next year we'll also be looking at the fy 22 audit so we'll be looking at how does this audit compare to what the budget assumptions were the audit that i just recently got that was last year's and uh um we'll definitely be going through that but i'm excited to bring this piece together for the board as well here's an example of uh just kind of an artifact i guess that i wanted to share with the board so what you're looking at here is uh the district has nine different funds that we've talked about but when we did the budget in the levy we talked about the biggest the operational funds number one is the in the first blue circle there you can see our our ed fund and uh next to that to the right you can see fund 20 which is our operations and maintenance fund now going to the lower blue section you can see another of our funds is the transportation fund fund 40.

well good evening and i welcome everyone here to the regular school board meeting for the bartholomew consolidated school corporation we're here in the administration building on central avenue and we also welcome those who are watching us live stream so we do begin each of our meetings with reflections from one of our colleagues and this evening i'll turn to miss kathy day hofdwyer thank you as i wing this this evening because procrastination got me a little bit this week i started reflecting on the way in uh thinking about a couple of things because one i brought my daughter with me elizabeth she's in her third year at iupui to be a secondary history and special ed teacher so since she's going into history then we have a number of discussions about history and why it's important and she comes home and tells me the things that she is learning from from school and it brings back you know interesting conversations because you know we often time reflect back on history to see the things that we've done in the past and why it didn't maybe work or why we do certain things and so one of the things i know we often talk about is you know our mental health of the community and looking at pandemics from the spanish flu to you know even this covet that's going around and i've been watching some of the things on social media that speaks about parents are burned out and over the covet they're over the kids coming down from contact trace or being sent home from school with contact tracing we're tired you know and now i think you know in a way i guess thankfully you know last year we didn't have flu this year we have not only influenza a but we have influenza b so now you have three that you get to fight with on top of a stomach virus that has been going around as well so i think you know as we all move forward and we know that people have survived many challenges and many health issues and you know to think about our mental health that we all need to take time to kind of reflect on what we do have and the time that we do have with each other and the things we do and making decisions and i think one of the things i think about is that you know when in 2001 actually the year that elizabeth was born 9 11 hit and particularly that was you know a huge piece of our history and the fact that she sees it in her history books and she knows more about it because with her dad being a firefighter and myself you know in public safety you know she kind of knew about that but to sit and read about it but i remember that day particularly that there was a a quiet and people were going to church to pray and everybody all of a sudden it became everybody was being kind and i think you know for a small four-letter word and being kind i think we should all look at you know we all walk in in different areas and in different shoes and we deal with different things that a lot of people don't deal with but i think the one thing we all can do is just be kind to one another and even if you don't know them so so i think you know looking back and hopefully looking forward we can all be together and everybody be a little kinder and nicer to each other and even our kids if we do it to our kids at school and our friends usually that will just tend to spread so the other thing is elizabeth will be 21 on wednesday so i get to wish her a happy birthday tonight too so and that's all i have thank you thank you thank you and we'll save ourselves happy birthday celebrations for a little bit later if you are able if you please stand and join me for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for our own all right i'm all settled in seven uh six of our members are here this evening so indeed we do have a quorum so i'll call our meeting to order so you know we do this but i never know all of them can we start with just so what are we celebrating in these pictures this at the first one josh i don't know if you have a microphone but josh helps put these together so i believe i'm going to go top top left and then go clockwise part of the maverick challenge through the chamber of commerce that group will represent us i believe they are from columbus east and will represent us in the regional finals coming up right we have columbus north gymnastics we have then mr yetin from south side climbing mount kilimanjaro and then we have just a picture of our kids with uh that was posted on martin luther king jr day intelligence plus character that is the goal of true education that was again a social media post we put out last monday when we were out of school all right thank you i know we always do it and we should highlight what you've put together for us thank you for doing that yes all right also just to share with everyone as as reminders listed here and listed behind us are our mission and our vision and also there we have our high expectation objectives all of which put together help guide our decisions that we may be making this evening so it's fun to start with presentations so our first one is from columbus signature academy at lincoln and i will turn to mr findlay i'm a little nervous is that it is that a three-minute timer right there all right well thank you uh to the school board dr roberts and the cabinet for having myself i'm the principal at csa lincoln i also have one of my fantastic educators in delaney george and so we're going to present to you a little bit about how things are going at csa lincoln at this time so so our agenda today is pretty simple it's four four pieces we're gonna go over a best practice we're gonna talk about our journey and how we've gotten there i'm gonna give you some real examples of what that looks like on the ground floor at lincoln and then we're going to do a dive if you will into a specific example and that's where mrs george is going to come into play and one of those specific pieces she's going to kind of detail it down for us okay so the best way to encompass what we're focusing on is we're trying to a continuous improvement or a continuous pursuit of effective teaching in every classroom that's what we're trying to achieve at csa lincoln and we're doing that through an investment in people relationships culture and accountability i know that some seems like very overarching but i'm going to dig into some of the research behind that here in a second but what that's taken over time is it's been a multi-year professional growth process it's been five years in the making really it's this what we're talking about has really been five years of really hard work on their part our team our support staff and parents as well and it's involved some action research projects that have happened through some professional development learning opportunities as well and again just want to kind of reinforce we talk about that continuous improvement and i put this picture up here because uh one year we got all of the kids and the and our students and our parents and our teachers shirts that i am lincoln and we talked about you know when you walk out to the community we want everyone to know that you represent us and then at the same time they always represent or always represent yourself your family and your school in the best way possible and so to do that you know it takes on a little bit of an ownership piece if well so that's kind of the big piece of the overarching piece now i'm gonna i have a handout i probably should have done this beforehand hey thank you mrs george so this guy right here this is john hattie i'll give you the you know thank you and john hattie is for uh director of melbourne education he's an educationist for many and he uh he has studied over 95 000 case studies of over 30 million students worldwide and he has come up with a list what she's giving you is 255 pieces that impact student achievement a variety of things as you can see everything there's from home to thank you there's from home there's two teachers classrooms and he's quantified that which is super cool in my opinion because you know when you think about as educators i think it's sometimes hard to kind of get wrapped into things we necessarily can't always control so let's tackle the ones that we can and see what we can do so i'm a i'm a happy fan i'm not a hatty fanatic so i won't know everything on there and what's really neat about that research is it's changed over time i mean they went from 195 when you first published this to 255.

good evening everybody welcome to the january 24th 2022 regular business meeting of borah school of trustees held in public with a start time of six o'clock if you may all rise we're gonna ask mr angel to lead us into pledge allegiance this evening thank you thank you mr angel let me mention as we get started that we have mr hoffman joining us remotely through the the phone up here so we'll try to include him in when when needed a starter meeting off with uh patrons ready uh registered to comment on educational issues oh here it is dr terrell we have two um members to comment here i i i the names are familiar from the past do i need to read the guidelines should i go through the guidelines to see me okay we'll continue reading that um as we've done in the past it's uh beneficial to everybody to hear the guidelines that we have set up for for comment just so we don't have any issues um the board will hear patrons legal residents of center township or winfield township wishing to comment on educational issues at the regular business meeting of the school board trustees held in public patrons must sign this sign up sheet provided in the back of the board room prior to start a generally give you a 30 second warning and at three minutes he'll ask you um we'll cut you off at three minutes uh portion of the meeting during which participation of the public is invited shall be limited to 20 minutes unless extended by a vote of the board let me scroll down uh speakers are to refrain from speaking on personnel issues and student issues this is important one to uh uh we need to be very disciplined and not crossing the line of speaking on personnel issues as we receive comment so that wraps that up and our first speaker this evening brent holding please come forward good evening uh brent holding 2576 west 127th and crown point uh i wanted to comment on the state of the mask mandates and everything going on with that um again without i want to make sure i'm not blaming any person or persons in particular i'm just kind of a general disappointment with how things are structured um i think for people keeping a close eye on the dashboard of the past few weeks we've noticed that things are getting updated well after the fact you know things from two weeks ago are getting updated numbers are not being uh updated on a day-to-day basis and i think it's due to the nature of the way the numbers are being counted that uh you know whether again deliberately or just through the nature of it they aren't being reported in a timely manner um it's very open to uh you know manipulation or just you know untimely data and i'd like to suggest a different metric for you know when to institute the mass mandate something tied to the late county numbers the local numbers rather than specifically you know numbers that are being reported that's a fallible metric whereas the county you know the board of health numbers are are much more solid and reliable so that's all i had to say thank you thank you now sarah miller good evening hi sarah miller 6224 west 136th avenue in cedar lake um i just want to know what the the end goal is it's coveted policy i'm sorry i just wanted to know what your guys's end goal is i was happy with the updated policy it's a good first step but the end goal should really be that we we do away with mass and give parents the choice for their kids because we know we knew from the beginning that cloth masks weren't doing the job and it was just i feel like you guys are just kind of appeasing the other side who's a little more fearful and wants everyone to wear a mask because we know the kids are the least susceptible and we really shouldn't even be tracking based on infection numbers we should be looking at the danger and not putting the burden on the children and i know now the government wants to give tax funded n95 mass which are not going to fit the kids and that's definitely not something i'm going to be willing to put on my child so i just hope that you guys progress from here and not go backwards and listen to real data and not just fear and pandering to useless protocols so that would be all i ask thank you just in case um anybody missed our deadline or opportunity to sign up on the clipboard this evening is there did anybody miss that opportunity mr screen okay we just want to make sure with the slow start um yeah let me dr charles if i could so for our public just want to remind those who are listening or watching uh it's our practices that our board does not interact with questions that come up during the public comment time but i would like to make a couple of comments just based off of things that i heard tonight one is regarding the data and how that is recorded i want to ensure everyone out there we are not trying to skew this information one way or the other rather to keep our schools below two percent so students don't have to wear a mask or above two percent where students have to wear a mask and what i would like to do tonight is ask mr akiwa who works with our nurses daily continually throughout the day just to give everyone just a brief update on what that process looks like and what are some of the challenges that come about with how that data changes and how it comes in so mr akiwa sure thank you dr terrell my powers on thank you dr carol um i first want to go ahead and congratulate our nurses for a great job that they're doing out there in the buildings they have quite a bit to deal with on a regular basis and they just they're just a phenomenal staff that includes our subs that you know fill in for our folks when they're when they're not in but in essence um the buildings report to to us in a spreadsheet those that have reported being positive and those that have been their close contacts when they receive this data we're assigning that particular case to the date of last exposure in the school when when that particular positive was exposing students in the school or others in the school okay and it's difficult because that data may come to us from a parent or or staff member saying i wasn't feeling well several days ago i stayed home i waited to see if i was feeling better i got tested it took days for me to get the test i tested positive and then that reaches all the way back to when that first symptom was or when they were last in the building exposing somebody so i don't know that anybody's really doing anything intentionally to delay the data it's just how how this information comes to us and we work just as hard as possible to get that up and accurate for the school community to see we're not holding on to anything or or you know keeping it in our pocket to wait to share it at the right time i mean when it comes to us we we put it up we we do have some challenges where um our largest building crown point high school might be uh hit with many cases all at once and that takes you know maybe the next day for them to finish that to get to us so there might be a lag if they happen to have a bunch of reports on a given day but all of our other buildings do an incredible job of getting that to us it's just depending on the particulars of the case when it's reported to us when that person got their results back and when they were feeling that first symptom that directs us to which particular date to assign it to on the um on the chart now help me if i've confused anybody right there but hopefully i did a decent job and brooke and i work with this all the time did i do okay there okay super okay i don't know if that was acceptable that's perfect so the other thing i would just remind our public that if you do have questions you can go to our website to the covet information we are updating faqs there as we need to based off of different things that come in and also continuing to monitor not only our own data but the county and state data and information that is released as well so we appreciate everyone's patience with this we realize that we're coming up on the two-year anniversary of slowing the curve and we continue to do what we can to keep our schools open appreciate our parents and how they report and when they report just so that we can have the best information and data that we can so appreciate it thank you dr terrell when mr key was speaking there's one thing that was brought to my attention and you cleared up for me last week and i think it's important to mention this is that there's a there's a perception that data is delayed because nurses are so overwhelmed that they can't report it and i'm there there may be the way that you explain it to me and it made me feel better about the process sure there could be an exception but it's not an exception that's taking days and generally speaking the elementaries it's just the data coming to them with a lag not them able not them being able to turn it over timely and i think that i heard enough of it to concern me that they were so overwhelmed that they couldn't get it over here to central office quick enough and there may be a case or two that happened but generally being that is not that is not the case yeah if i may please comment our larger buildings are the ones that are feeling that you know the elementary schools are just due to the size of the the numbers of people in the building it's a they may not get as many reports any given day but when we came off a break the high school was really getting quite a few um and mondays are kind of a big day you know because people are waiting after the weekend to see if how they're feeling and then they go get tested right before monday so monday seemed to be very very busy for us in general but yeah i just again thank you to our nurses for all of the hard work they are doing out there in addition to running their clinics and handling their students with needs that do need some medical care and support during the day and just those fluid things that happen i mean it's just an amazing job so thank you nursing crew thank you good um item three consent agenda dr terrell so for your consideration this evening uh we have 3.01 uh minutes from the meetings that are listed there 3.02 the uniform conflict of interest disclosure statements 3.03 our personnel agenda 3.04 the voucher registered checks as displayed and listed in your report uh we've heard the consent agenda has presented do we have uh motion to approve no move moved by mr angel and second by mr smith any questions or comments on the consent agenda not all those in favor signify by saying aye aye aye mosh carries 5-0 mr hoffman did a was it i remotely sorry mr smith i saw you trying to hit your trigger there at the last second uh before we move forward to do sorry i think i did and i apologize uh to revisit but i think one other question that i had i think artie you might be able to explain this but um all the information that comes to us about cova to the schools then is reported to the county correct that's correct our nurses do a wonderful job of placing all of that positive data and post contacted in what is called the portal um yes that's correct as fast as they can they can do it you know if they have a really busy day they're they're reporting that information all the way into the nights like six seven o'clock sometimes that they've got a very busy day they're staying there working over so all our positive cases will be reflected on the dashboard for the county yeah i don't know if there's any sort of delay all i can speak to is that our our folks here are are putting that into the system in a rapid timely manner um i'm not i'm not sure how things work over there on their dashboard thank you [Music] information items super superintendent discussion groups mr smith anything happened in cedar lake no i'm following the sorry i'm following the meetings and the minutes and um no nothing they're just getting their facade grants and their tif district discussions and addressing that but nothing that would have the impact on crown point schools mr hoffman are you able to hear me anything going on in crown point that we maybe it may be of interest for the as school winfield actually had a reorganization meeting elect their new officers and they they've done a couple of things on their longer range agenda that they're looking at so maybe maybe have something further from winfield thank you and then we were skillman did share with the superintendent and this year down the board that we had some beams going up at the new site for tap so it was exciting to see cool drone coverage how about moving forward to 4.02 director of elementary education mr ramirez thank you mr president and board members i would just like to take this opportunity to thank our building administration they have really exhibited the upmost of leadership flexibility strong communication throughout our school year and they continue to do so as recently as today i think that their really commitment to seeing all of our students grow is exemplified every day so i just really want to thank them i also want to thank our assistant principals at the elementary level this being the first year that we have assistant principals and they have just taken on such hands-on roles within the building engaging with our families making relationships with students and staff and their partnership with principals has really been very impactful so i'm a very grateful that we have assistant principals starting this year in our elementaries and look forward to the work that they will continue to do thank you mr mirza uh i also mentioned i have a couple children in school they attend lake street and i just want to share some some positive news that we all know that the remote learning is difficult to challenge we've had a year of it last year that you know some could argue was you know even more than difficult and challenging um but the communication that we've seen received as a family this year and you know i don't know where this pipes down from it could be the individual teachers it could be the building leaders it could be yourself being involved but the communication this year and the way it's come to us has been very helpful so if you didn't know that i'd like to share it with you as a as a parent and um and if you do i want to thank you it's been been very helpful thank you for that feedback i'm sure that the principals and the teachers will be very appreciative to hear that as they are always committed to strong partnerships with families and want to make sure that two-way communication so thanks for sharing that thanks director of secondary education mr g fermi thank you mr president board members use my time to just kind of point out some points of pride of things that going on in secondary education we'll start with the crown point high school quiz bowl team won the indiana association school principal's quiz bowl area tournament beating andre in high school in the final on saturday and they'll move on to the state championship now so we are wishing coach smith and all his quiz bowlers good luck as they move forward and hopefully they'll be up here getting an accommodation for a state championship for us um also i want to point out i don't know if you guys were aware but during the college football playoff championship a couple of our teachers had a really unique opportunity and i'm going to rely on this ramirez for the elementary teacher but our secondary teacher jeremy walker was one well one out of 18 teachers across indiana that were invited to participate on a whole weekend of events so they went down there and they were actually on the field on the game day i think mr walker was carrying the michigan flag i being from michigan as i didn't have anything to do with that but just happened to be that way so they just participated in a whole bunch of things throughout the whole week and they just came back so excited and i think mr walker um and of course they represented us well down there but mr walker was really excited that he finished his first 5k walk run as one of the events so that was he's a great person and it's great recognition for him and our elementary teacher yeah thank you for bringing this up mr g and fermi jennifer pollitt from timothy ball who was our local elementary teacher of the year was also recognized during this event which was really a great event it was a weekend long everything from formal dinners to opportunities to network with professional development concerts different types of celebrations so they were really well recognized and so very deserving so thank you for bringing that up and and congratulations to both mr walker and ms paulett thank you thank you it's only 6 20.

2022-01-25 Putnam County, IN YouTube / GCSC District transcript source: youtube Board of School Trustees - Regular Meeting - January 24, 202… · passage 1
okay well welcome to the regular january meeting of the greencastle school board looks like we have a lot of people interested in school finance tonight or a lot of popular kids and i have a guess on which um first thing on the agenda is adjustments to the agenda mr givenny yep we don't have any adjustments to the agenda this month all right next item is public comments regarding agenda items do we have any comments on agenda items tonight you pause and it kind of stops okay hearing none next item on the agenda is recognitions mr gibney yep so we have recognitions that we want to start with let's hear mrs johnson red path has two that we would like to recognize this is boston mullis she is last month student of the month she is nominated by mrs clark who says that boston is doing an outstanding job in and out of the classroom this year she does her best work and always tries her hardest even when the work is a little difficult she is a good listener and follows the rules boston is an amazing friend to other students she makes good choices and is a star student i think boston would be a great student of the month as she is such a great role model hard worker and friend to others boston mullis [Applause] this is myla hedrick she is a second grader in mrs miller's room she was nominated by two staff members mrs height house shares that myla is careful to remember to do her homework daily she has a positive attitude even when things are challenging mrs miller also nominated myla by sharing that she is a kind student to all always has a smile on her face and gives her best effort on anything she does so myla hedrick [Applause] not necessarily a student but we also have another guest from ridepath [Applause] oh my gosh this is bowen o'hare bowen is a first grader in class and always works hard you might know who this teacher is by their statement jeremiah is a student who continually works hard to improve himself i have seen this first hand in the classroom especially in band he always takes time to prepare and through his perseverance succeeds also i think that jeremiah was out several times with illness and he always gets caught up he just seems to be one of those students who knows what he should be doing and also jeremiah is very kind and polite in class so the whole package so congratulations jeremiah and green castle middle school also has a double recognition tonight and for the second part i'd like to introduce melissa nip our seventh grade english teacher hi so we have a new opportunity at the middle school each year to participate in the daryl wyatt philanthropy essay contest that's a long title um and so i get the pleasure of picking two students um as finalists and logan was one of our finalists this year and so i just wanted to give him the opportunity to just kind of say a couple words about the philanthropist that he wrote about and he was awarded some grant money to give to the organization of his choice if you want to just tell them what who you wrote about and what you did with that i wrote about my grandfather david archer and the scholarship that i gave the money to is the deardorff scholarship that his parents created so i think it's just really cool to give back to the community that helped [Applause] and then um cyrus vernon actually was our overall with the overall winner for the whole county um he couldn't be here tonight he has a wrestling meet tomorrow so he's a practice tonight um but i just thought it was me um that he was able to also give grant money to an organ organization of his choice um which is social promise um it was created by sharon creary is who he wrote about and then um the middle school was awarded 500 because of that too so awesome job of cyrus and logan very proud of them both so [Applause] absolutely yep there you are the high school uh character trait uh this month was citizenship and um ben huff was originally nominated by lisa duggan and he had done a lot of work in the green castle boyce scout troop 99 he's a senior member of the troop and has been working recently on merit badges with her he's also looking towards completing his future eagle scout project and he was also nominated for the dar good citizen finalist for putnam county and so he is representing the high school in that contest so this high school would like to recognize ben huff thank you for being here with us tonight our first order of business is a public hearing on the disposition of property mr streets mr smith mr president dr smith members of the board as we approach the time when we're going to move into the new transportation facility we need to start the process of disposing of the former or the current transportation facility and in order to do that we need a public hearing and i'm going to turn the rest of this part over to mr jeff quackenbush our attorney who knows a whole lot more about it than i do thank you mr streams mr president members of the board it's a pleasure to be with you this evening jeff quackenbush with barnes and thornburg we published the notice for the public hearing on january 14th for this for this time in this place at this time you will then consider any public comment regarding the disposition of the existing transportation maintenance center once we get the occupancy of the new transportation and maintenance center you already do have your certificate of substantial completion on that completed we are now wrapping up the documents to be able to do the disposition we will publish that notice of disposition if you approve the resolution that's in your board pack this evening that will be done via an auction where we will advertise the notice and then they will submit bids first time to mr shreves and mr smith then they will be given notice that what those bids are and then ask them to come back two more times to increase their bid or keep their bid where it is we've been using this on these larger properties like this and been able to obtain more than the fair market value of the appraised value in many cases so we're optimistic about that especially given that site and the interests in it so with that the public hearing is just merely a public hearing where the public can comment on this disposition of the property since this is also not any property that was being used for academic purposes we don't have to go through any other procedures or processes like you would if you were going to a vacated school building so with that i'd be happy to answer any questions you may have about the process i have a question since we're disposing of the property through a bid process if a bid doesn't reach the level of the actual property value then we would start the process over you you have two or three options there very good question so the first option is we will put in the bid documents that we want to have the average of the two appraisals we will put that in there as the minimum bid and we will state that unless determined by the school board not to to change that term that the minimum bid does have to be that amount thank you if you decide to do that then you would restart the process yes thank you any other questions or comments on the disposition of the property for our community layman's term we are discussing the possibility of selling our transportation and maintenance center so uh just to be in layman's town club we're not talking about disposing in terms of turning something down we're this is good news it's a good public hearing for us yes sir right any questions comments from the public or if mr kawkenbush if not that will close the public hearing thank you sir and now we will open up our second order business our board of finance meeting mr shreeves mr president dr smith members of the board this is a annual meeting required by indiana statute from for the board of finance it's probably the only meeting we have every year for the board of finance but we have to elect officers into the board of finance and traditionally we've made those the same officers that we have for the regular board so we'll need to do that before this where the finance meeting com is over and then we review the investments from the prior year and we'll have to go over the fiscal indicators that are put out there by the distressed unit appeals board just so we've put those on the public record so at this point we would i would recommend that the president and secretary be the same as the current board but i need some action from the board itself to approve those i move that reginald mcgregor and wendy mustin be or sorrow crystal excuse me the uh respectively elected president and secretary it has been moved in property second that our current president president mcgregor's secretary crystal parker will serve as the elected officers or our board of finance uh group questions or comments all those in favor signify by saying aye all right and it opposed the same motion carries then as an order of business we will appoint our financial mr sreese as our financial officer mr president the other item of business we need to just review quickly our investments for the past year if you look at the numbers they've dropped drastically on what interest income we've been able to receive and as we all know there's the fed rates practically zero so it's kind of hard to get any return on your investment right now we were fortunate in 2020 that we bought purchased a lot of investments in 2019 that didn't mature until 2020 but when we had to re re-up those investments of course the rates were substantially less we're just hoping they'll go up here in the near future but not too much because if they go up too much that means inflation's getting too high so hopefully they'll stay relatively we can get back to where we were in 2019 or 2020 anyway so were the investments those amounts in 2018 and 2019 were those also similarly older investments that had higher rates that matured then yes yeah and by statute we can only have a certain amount that's longer than two years most of them have to be two years or less so that kind of limits what we can get in return as well the other thing we need to look at are we just need to review real quickly the fiscal indicators which are out on the distress unit appeals board website and we'll just kind of go in order they show up online the first ones just to show the the our attendance and our enrollment the past few years as you can see it's been steadily increasing for the most part over those years and this one shows fund balances and if you remember in the past i've talked about how i remove the noise when we look at those because this shows all of our funds and it's kind of confusing so if we go to the next slide it just shows our education and operation funds so it's a whole lot easier to see what we do on a day-to-day basis and you can see those balances as we move forward then this this slide shows whether we spent more brought in less you know how we spend our dollars there's only two years there it shows the yellow line below the zero and that's when we gave some of our cash balance back to our our staff back in the 1516 time period next slide shows our fund balance is a percent of operating expenditures and this shows we've kept it in the prudent range and that's why we keep our cash balance per the board goal where you've established it so we can keep those percentages this breaks down all of our different revenue sources as you can see the largest portion is state revenue there the the blue in the middle and then the last slide is one that we're very happy about we do not have an operating referendum so you see a flat line there because we have no revenue coming in from that questions or comments for mr shreves is there any other observation in the other remarks mr streets no that's it for this for this time at this time this will close our border finance meeting and now we will open up our boarding again thank you for being here with us tonight our first order of business is our pledge of allegiance please into the stands for which stands one nation under god indivisible with liberty and justice for all thank you at this time we will have our recognitions above and beyond awards superintendent awards miss johnson good evening president mcgregor dr smith and members of the board it's our pleasure this evening to present to you our above and beyond awards with us this evening we have mr clarence small and we have carlos soto if they can come forward lawrence central had a student that was in crisis this student reached out to friends and luckily those students were directly were directed to administration and made them aware clarence small was able to use his amazing rapport that he has with all students at lawrence central to talk to the young lady off the ledge of the building while carlos soto risked his own safety to scale down from a higher roof level to the level the student was on carlos was then able to grab the student away from the edge and help the student down the ladder to safety thanks to all involved but especially carlos soto and clarence small the student was able to receive the help she desperately needed the two personal security officers will tell you they were just doing their jobs but this was more than that i'm honored to present both mr clarence small and mr carlos soto with the above and beyond ward thank you [Applause] oh congratulations our next above and beyond award goes to michael connors the athletic director of belzer middle school mr connors if you'll come forward mike connors was recently named the indiana interscholastic athletic administrator association district 3 junior high middle school athletic director of the year mike was selected out of a pool of athletic directors from 15 surrounding counties that make up district 3.

president cooper made an affirmative statement last summer that critical race theory is not present in this district and she is wrong again whether officially or unofficially critical race theory is present in this district and is actively practiced by faculty and staff you'll recall last year the district purchased 16 copies of ibrahim kennedy's book how to be an anti-racist for faculty and staff the book uses racism to combat racism specifically mr kendy exhorts his readers on this subject by stating on page 19 the only remedy to pass discrimination is present discrimination the remedy for present discrimination is future discrimination this discriminatory field trip falls in line with his critical with his view of critical race theory sadly there is a complete silence from the administration on board on this matter no one has spoken out on this and quite frankly that speaks volumes so when a board member or member of the administration indicate this critical race theory is not present in this district simply pay no attention to the man behind the curtain thank you our next speaker is eileen breiner hi good evening eileen breiner i live in downers grove in reading through the district 99 website it's very clear that diversity and inclusion is of utmost importance here all are welcome here it seems to say this is nice but in looking through the school library offerings it's clear that one subset of student population here is not represented in the library these students are not identifiable by appearance and they don't speak up for fear of retribution these students are pro-life they along with students that have questions about the pro-life position can find nothing in the library for them for that reason i have a list of books to be added to the library i respectfully submit that all be added to the library the first is a child is born it's in its fifth edition it's a classic it made the cover of life magazine when it first came out others include fighting for life becoming a force for change in a wounded world by lila rose unplanned by abby johnson unprotected by marion also love unleashes life the hiding place subverted siege what to say when and a fiction shades of blue by karen kingsbury i'm submitting this list to you and copies for the audience i look forward to seeing them in the library offerings soon all right that's all of the slopes that i think thank you very much and then well we had a few letters but what's going on later yeah all right okay uh communications and announcements report on legislative education network of dupage um there's been no other updates we have a meeting this friday thank you uh joanna uh our meeting is on wednesday and uh you know we'll be discussing remote e-learning you know at that time education foundation yeah we we've met and we were discussing uh the incubator class and uh what we're going to support and and that and i believe that it's been sent to the principals uh the amount yeah yeah and it's up to them to decide and they were all very excited when they went and enjoyed those students and some of those incubator projects are just phenomenal and we had them here uh last meeting or the meeting you know they all kind of blend together after a while but uh but no uh uh that was really excellent and then we had one entry for um grants and uh so that we're reviewing that and i think we want to review it a little bit more with uh dr thiele so um other than that and we're working on a uh a fundraiser probably more towards uh uh late summer uh for north high to uh to take place at north high yeah but the fundraisers for the district as well yeah yeah it's for the foundation but um so that's about it for the foundation so always grateful to the foundation for their support um iasb chris anything nothing okay uh we have two upcoming board meetings february 7th we'll have our workshop meeting at 6 30 here and then february 28th we'll have our regular board regular business meeting also here at 6 30 pm we're going to go into closed session we'll be coming out only to adjourn no action will take place no action will take place so i need a motion for the board of education to go into closed session four collective negotiating matters between the district and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees and litigation when an action against affecting or on behalf of the district has been filed and is pending before court or administrative tribunal or in the district finds that an action is probable or imminent in which case the basis for the findings shall be recorded and entered into the minutes of the closed meeting and at the appointment employment compensation discipline performance or dismissal of specific employees specific individuals who serve as independent contractors in a park recreational or educational setting or specific volunteers of the district or legal counsel for the district including hearing testimony on a complaint lodged against an employee a specific individual who serves as an independent contractor in a park recreational or educational study or volunteer of the district or against legal counsel for the district to determine its validity so moved terry and joanna thank you very much um i do have a question i see people with numbers were they supposed to speak no no we took care of everybody oh okay all right i just didn't want anybody not to speak if they wanted to speak thanks sir we're good terry pabasic aye joanna vazquez drexler hi mike davenport aye christopher espinoza aye shirelle fuller aye jenny hagstrom aye and nancy kupka aye we will take a short recess and we'll close session the session will be right here okay back and then right next to that is our imrf social security fund so highlighted in black in the ed fund you can see we have a budget of 184 million dollars today we have currently spent as of january of 2022 we've spent 80 million dollars and so next to that you can see we are about 43 percent of our budget has been spent if that number were at 75 i'd be a little concerned if it were 10 i'd be a little concerned we're basically about halfway through the school year so what we want to see is about a 50 budget below that in the blue then what i do is i break it down that 184 million dollars is broken down into objects the objects 100 our salaries and then 200 our benefits 300 are purchased services 400 is what we budgeted for supplies and then 500 is our capital outlay 600 is other a lot of special education leases things of that nature and then 700 is non-capitalized equipment so you can kind of take a look the number in black 184 million well how does that play out is there any one area in our budget that we see any red flags with our spending so uh for a capital outlay that's one you can notice right away we've already spent 69 percent of that budget that's one of those accounts where we had a project we know what that project was we identified it and we spent a majority of those funds right away but we do have some of those funds left over that we can still still spend so some of those numbers up there there's kind of spending trends in the district we either spend a lot of money in august september and then there's not a lot of spending or we also do a lot of spending in april and may so we'll be monitoring that and that april and may and those types of things are in the supply accounts and the uh the supply accounts and the purchase service accounts so we'll be keeping a close eye on that so hopefully that artifact gives the board just kind of something to look at and shows you how the finance department is monitoring kind of the how are we doing with our budget are we way over way under right on target then we talk about our second goal which is building a 20 fund reserve by 2026 so here we want to the goal here was to explore current budgeting perspectives and practices and alignment to the district educational needs and here you can see some of the accomplishments for this year was working with forecast five to learn their forecasting uh system and some of the assumptions that were in that system we worked with them to develop an updated five-year projection and very happy to say that for the fy 22 budget we were initially projected to see a 780 000 budget surplus but uh with esser funds and other revenue sources we were actually able to increase that to 3.4 million dollar surplus in the fy 22 budget so some of the budget reduction items that we came up with at the beginning of the year fed that as well we do have a completed fy21 audit with updated fund balances and which kind of measures how did we do with last year's budget and how how did we end up with what we budgeted versus what we spent and then one of the other elements too very important for us in the finance department that's developing a cash flow monitoring process to be able to find out what what does our cash flow look like at any time during the year last year we ended up issuing about 25 million dollars in tax anticipation warrants for about six months and this year because of our financial picture it looks like we'll be at about needing about 20 million dollars for four months so i'll have some more to share with the board on that so again this next slide kind of talks about this time in 2023 what i like to see in a year from now and so what i'd like to do is not just explore current budgeting practices and alignment i'd like to train central office administration on budget implications and considerations based on projected revenue and expenditures so why is it so critical and important that we stick to our budgets and and what that impact that has on our on our projections so what we'll be doing is working very closely with forecast five to build a very accurate projection on both near and long-term revenues will tie district priorities to expenses and revenue to help feed those projections and really formalize a cash flow reporting to allow updates and highlight revenue expenditure trends related to our five-year projections so what we hope to do as you can see there by 2026 is we would like to see our fund reserve balances at 20 percent so that we no longer have to borrow tax anticipation warrants for the cash flow purposes we have now here's an example or another artifact i've shared this with the board in the past it's a lot of really small numbers that you can't read on the screen but what that alludes to is what what are our revenues and what are our expenditures for the year and based on projected revenue and expenditures what are the surpluses we're expecting and then we bring that's the first orange line in the middle of the screen there and the second lower orange line then adds that that reserve or that surplus rather to the existing fund balances so if you carry that over to the right then in 2022 we have a fund balance of about um it's even too small for me to see about 9.88 and by 2026 we're uh we're looking at about um 29 now keep in mind that's a that's a five-year projection so it's going to take a lot of discipline and uh uh to stick to those numbers and to make sure that we uh we follow through on what we're projecting in in our five-year projections and the last bullet point then for the finance portion of the envision 308 plan is really looking at private and grant funding opportunities so explore ways to increase private and grant funding opportunities and this first year the goal was to network and educate local community leaders about school district 308 both our finances financial position and some of our needs some of the accomplishments we had this year is number one was we were able to apply for an isbe construction maintenance grant came out to about fifty thousand dollars to apply towards a existing project we also attend uh shared service meetings with the village of oswego to kind of increase co-op purchasing opportunities or shared services and then also attending city of aurora finance meetings to help again increase that network of folks that we can use to explore shared services and other purchasing opportunities so what are some things that we're looking at for this time next year so not only networking but going back and looking at some of those educational priorities that we've identified so we can specifically target grants and funding opportunities that can help fund those district initiatives so identifying those educational priorities guide the grant and private funding opportunities perhaps even connecting with our pta and ptos and booster groups to help share some district priorities i've been approached through the finance and facility committee by several people who are interested in how can we help the district we're doing this fundraising and we're doing things at a school level but we'd like to also see what could we contribute to at a district level so there's some opportunity for conversation there and then also really continuing to participate in those shared service groups there's a lot of networking there's a lot of professionals that are brought in to talk to us about all different types of initiatives and uh and really helping to find out where some of those private grant and private and grant funding opportunities could be and on that just would like to open up for any questions that the word might have so you mentioned the audit this is a little bit later than we would normally see do you have any additional information you can offer us on the change in time frame was this from the accounting firm that yeah it's actually the audit is a week earlier than it was last year so i think being a new cfo and really dot in the eyes and crossing the t's i really i really wanted to make sure that the information i was getting out of infinite visions was accurate was understood in in such a way when we gave it to the auditors last year we got it january we got it dated january 13th and it was given to us later this week we've got the final audit dated january 7th and i just got the digital copies uh last tuesday so there's some printed copies and we'll be taking a look at that on the finance facility committee so let me just ask only because i i feel like i really do remember now i have to look back in minutes but that we normally do this in a november december time frame yeah you're exactly right so um what and i think i said that at the beginning of the year it's we did start the audit in october but we were going through going through all of the information trying to get the information from infinite visions to the auditors and really double checking all of those numbers okay so a little bit of you know like i said me being new to the district and making sure i knew exactly what i was giving them um and next year we'll definitely have that on a much sooner time frame for the board to be considered well considering the big change in the for the better that made to our finances last time i'm sure we're all very curious yeah you know and one of the one of the things that really added to that was believe it or not the federal uh covet with all the federal esser funds because we had we had the digital equity grant then we had sr1 then we had sr2 and sr3 and mixed in now we've got some other esr opportunities so there was a lot of kind of cleaning up what we were spending our esser dollars on and for instance even the state of illinois didn't have the proper account numbers so we were using a four nine nine nine four nine nine nine account number instead of the four nine nine eight and so there were uh there were some challenges statewide that we were facing with that so um but we're uh we've righted the ship and we've uh got a good handle on that glad to hear that i have a question while you're on that slide yeah just with lori if we're looking at slide nine um correct me if i'm wrong but this did we ask to see this as a zero percent we we have um we have asked to see it as a zero percent in the past because of the lack of consistency in receiving the state funding yeah um and the uncertainty that surrounds the ebf being given but i don't know perhaps another board member can enlighten me i feel like we probably did you did we did ask for it this time too he showed it i think yeah now that we're in our uh third year with this budget of evidence-based funding we have a little bit more confidence in the state and sticking with their funding of the evidence-based funding there you're right there were times when through general state aid and the transportation reimbursements it was really inconsistent but this is not the zero percent that you put up this is nothing are unaudited so i'm correcting these now with our audited numbers unaudited typical levy and evf assumptions but i also have a zero-based and a a little bit higher based as well so i've i've done these projections a few times with a few different scenarios there was still if i remember correctly from the zero percent now that we're talking about it i believe the fund reserve after five years even if we held it at zero was still significantly higher than we've seen in the past yes i'm just not sure of the exact number i would have to revisit that again a lot's happened from the last time i presented that to the board so i would want to i would want to dot my eyes crossed my keys on that but i can let you know where we were on that one okay and that was the the difference there was we were assuming that the levy stayed flat and that evidence-based funding was there was no additional evidence-based funding money coming through so yeah we can we can definitely go into a lot more detail with the finance facility committee and i do have the auditors uh uh working on a presentation to show me what would they present to the board and uh and we'll bring that to the committee and see where we want to go with that you got i don't have more oh um i just i had a question on slide eight work with forecast five so that's i mean i've been around a long time yeah that's a new name that's a new name which is probably huh no they're not new we've used that first i think the guy on forecast five actually used to be employed here who is the other one we used to rm rng bmg i don't so my concern when i see a company like that is is that something that we can do in-house that has already been done the way they do what they do ali is they actually i can use this there's actually five systems there there's four cast five and then there's a five cat there's several different systems and what they do is they allow me to say if i have a question or if a board member has a question about how do we compare to surrounding districts their system has the data for every district in the state of illinois i can at a couple clicks of a button pick our comparable districts and show you what their what is their eav what are their tax rates what are their um what are their different fund balances and it's it's got a tremendous amount of data what are that what are the costs for that um you know i can find that out for you so i know we've used it for a long time it actually used to be a part of pma services um and they they now are their own company they used to be part of p yeah they were yeah they were part of pma then they split into the forecasting yeah and then my only other question was on slide 10 yep so i know and we have talked about this for probably the last i don't know eight or ten years that i've been around um i know we talk about partnering with the village to save some money on some products but the village isn't buying as much as the school district is buying and i feel like since you're at the city of aurora meetings anyway have we reached out to any of the aurora schools there's plainfield schools there's all these schools that are around us that are buying similar items and i have never for the life of me figured out why we're not collaborating uh we we do the the thing is there's a lot more co-op um co-op partnership source well and other co-ops that they buy from and so we kind of get the same pricing so it's not necessarily that we have to buy with them but that the co-ops have contracts that we can access that other districts have out there and we can add our orders on to that so it's changed a little bit but we we are looking at other ways to to do some common purchasing so a good example there is like our salt you know we we did we went out for a salt bit and we got it we did that with the village our salt and we bought it with the village and we house it with the village so we currently they let us use their salt house in the back by the transportation that was a couple years ago yeah yeah i have a couple questions um uh i think this is also slide eight yeah um you know we're setting a priority of building a 20 fund reserve but then we say success in 2026 the projections are 10.5 now shouldn't those be in alignment that's a big gap in that that uh dr sparrow and i were looking at those two i think that's when i said our assumptions are our typical levy assumptions and ebf assumptions um if those don't hold true looking five years down the line that's a long time to project out so we will be updating that on an annual basis at least an annual basis um if not quite a bit more to see where we're trending and making sure that our district priorities and such are meet the window of our budget so um uh the right now you're right in 2026 it says it's a 29.1 fund balance um which puts us at about 68 million that's if every if the stars align and all of the revenue and expenditure assumptions play out the way they should and what i'm excited to find out is when i update these projections now for next year based on the audited data how close were we with the new set of projections with this projection are we trending that way so we've been trying to get 20 for a good 10 years right and so my question is is that even realistic to have on here right now because these these are five-year priorities these are five-year projections so if we're saying essentially that that's impossible from what i'm seeing here if 10.5 is the best we can do i understand five years is a long projection then why are we saying twenty percent right now like maybe if you look in 2026 we're actually looking at 29.1 so we're we're actually projected to be at our 20 in 2025 uh with 22.87 and then in 2026 we're looking at 29 so that gives us a little bit of leeway uh with our revenues expenditures and and our projection accuracy he's looking at slide nine that's where he's getting that from so i think what she's saying is this one up here is not mentioned in slide nine yes the the the far right column says current five-year projections are at five point i mean ten point five percent and so she's just trying to reconcile why why is our goal twenty percent if that's saying the current five-year projection is 10.5 percent oh the the right now are you know what current five-year projection it shouldn't say five-year projection say our current rate is 10.5 percent that's what you say sorry donna okay our current fund balance is ten ten and a half percent that's completely different yes thank you yeah thanks eugene i would not have heard that so thank you he's my translator um and then when is the um when is the board actually going to see the audit you know i was looking at that uh i was looking to see when it was ever presented to the board of education and what your interests would be so i'm i know that the auditors have said that they've presented it to the finance and facility committee so i'm going to have them prepare a presentation i've never seen them present before i'd like to see how they organize their information and present it and if we like it with the facility committee we'll present it if not i can take their information and kind of put my own spin on it to show you the audit and again that's the audit of last year's budget how did we do and what i would do is walk the board through in september of 2020 what was the budget you adopted and then at the end what did that audit look like how did you do with that spending so i'll it'll be interesting to see what the auditors have put together and present and we'll see what information the board would like to to see i would like to see it without a spin being put on it all right without a walk yeah before before the committee like just send it to the board oh okay typically we'll take a we'll each get a hard copy of it yeah and yeah we'll present out the audit and yeah um and let me clarify you're talking about the actual audit document yeah you like yes you guys will definitely get that well i'm also like i would also like to see what they present to the financing facility committee meeting yeah right i mean i would like to see it before it gets massaged yeah yes so that's i just feel like i apologize but my question isn't getting answered when is the board going to get that right report it's the unadulterated raw report that you got when are we getting this i've got uh the printed copy should be here this week so i can actually give you guys the the printed copies um and get those distributed to you so right now i've got i've got some digital copies and i've been going through those about we've got our final audit about 139 pages we've got another maybe 50 pages in another audit document and then we have their the auditor's insights which is another maybe 100 pages so yeah we'll give you guys uh we'll do a little write-up in administrative uh updates and uh send those copies yeah the the the typical audit the actual it's a lot of pages that's just what it is so i'm looking forward to seeing that so like next week is that yeah i should get the printed copies this week so then we can distribute those to you guys perfect perfect thanks i have one more question and this might just be a newbie question what is the infinite visions training what is that providing for you good yeah infinite visions we used to use a system called e-finance which was part of our student information system was e-school so that was the student information system the hr finance system was e-finance well now we're using infinite visions and we use infinite visions is our new uh we just implemented it i think january of 2020 so we changed finance hr systems and it's called infinite visions so that is the that is where we do all of our account payables all of our general ledgers um we do everything and then there's also the hr portion which does all our staffing and all of the payroll information and tax withholdings that's all in infinite visions okay is there actual training provided through that though because they when they implemented it they provided they provided training but they're actually the system they do really good they do quarterly updates so it's important for us to stay up on the updates and find out who is using the system in what ways and what updates impact certain employee groups and that's where our team is taking part in the four different modules to learn all of the all of the modules uh payroll accounts payable general ledger and one more is escaping me and so the four different modules and then and then making sure that my team can help provide along with hr and payroll can provide assistance to district administration as they're trying to navigate the finance and hr systems okay thank you i appreciate that i'm just gonna do one question so on uh slide nine where you have your projected year in balance for um 20 22.

now there were things on there there's a couple columns on there that didn't exist when we started this five years ago and so if you can look up here what he says is that he's got this barometer of influence and this point four so he's quantified everything and he said if you can focus your energy on those that are at point four or above you're going to be able to maximize student achievement and so i kind of want to kind of put that number out there for you is point four is like the hinge point okay and so we have uh really focused on four over the past five years is these are the four things that we're going to focus on and try to be really good at those and the number one is collective teacher efficacy this is the number one this is number one overall um if you look on this sheet i've highlighted them for you so you can find out where they're at and efficacy is defined as the ability to produce a desired or intended result so i'll dig into each one of these as well so that's 1.39 teacher estimates of student achievement it's always that's kind of been our bread and butter for many many years student self-efficacy and then teacher credibility so you can kind of see how those ranked at one time those were all in the top 10 and then it's kind of changed over time as we've learned more but they all as you can see if 0.4 is the hinge point fall well above and over time teacher credibility when we first started this was at 0.91 it is now up to 1.09 so teachers you know the importance of students trusting and knowing their teachers continues to increase so to kind of step back here for a second to see well how do we get involved with hattie and all of this this is kind of our journey and it started with dr hack took the principles uh to san francisco to the learning and the brain conference back in 2017 uh john hattie spoke at that and i got to see him in person and join his fan club and that kind of has really branched off from there dr hack also got me involved with the indiana principal leadership institute ipli and this is it that's a two-year program where i spent summer at indiana state for a couple days and then every month had a mentor and that also involved delaney and mrs white also joined me for two days in the summer as well back indiana state the second year and that was some action research projects and we really dug into during that time the the trying to be effective teachers in every classroom so that started in february ipli i joined it i got into it and then in 20 the year of 2017 2018 we as as as teachers dug into all of these and said okay which ones make the most sense for our school which ones can we have the biggest impact and then that started a whole year professional development teachers led staff teachers in professional development on teacher credibility there was we had a kindergarten teacher do one on coaching and we had a third through sixth grade teacher do one as well as like just practicing how do you practice for tests all of those areas kind of came into play and that is just continued and continued to a point that um we got involved with the marzano uh high reliability process and so in spring of 2019 we were certified as a safe and collaborative culture in 2020 we were i guess licensed as effective teaching in every classroom and then in the fall of 2020 was a guaranteed and viable curriculum which is as much bcs as anything because we all have the same curriculum and then that's gotten us to a point today we're really moving in a very positive direction all in one so to drill down on these a little bit so collective teacher efficacy it's not just saying okay we want to be great we want to be good for our kids we're going to do this there's really specifics and and hattie also says faculty efficacy uh dictates teacher efficacy so we think about it as a whole group so when you talk about teachers it's about using professional learning communities and realigning we spent a whole couple years realigning them from just grade levels to now our language arts teachers all meet together for third through sixth grade and the same for our math we talked about our kids we have high expectations for faculty our support staff at the near end of the year when we do end of year evaluations they come to me with goals right mr finley this year i'm going to run my own math facts group and here are the resources i'm going to look up these are the things i'm going to do and when covid when we had to change our entire morning process of hey listen we're going to have to change our kids come to our school because they used to all come to the gym and we had you know we couldn't fit everybody in there and i said support stuff i said we got to start the morning and they're like i'm in 100 in and we have parents and uh we have grandparents that come in and these are this is a picture i took just last week of small groups of our tas working with students on a regular basis a couple years ago we presented about our reading challenge um we're up to this since september we're still doing it 3 800 books have been read since september by our students out of choice just wanting to read and get better and it's also about our parents as well these are this is our pto president those were two tas but also parents at the time and they went through the developmental asset training on their own we started pep nights parent education programs and what these are free programs for all parents and it was in the evenings and it was by parents or community members and providing because we know when our parents know more and our parents are more educated they'll be better at home and they'll be better for our kids uh briny and nick gave our first one it was about safe technology we've had a financial advisor meet with parents to talk about planning for college and 529s we've had an attorney talk about wills for young people we've had meal prep and healthy families uh we've had poison control and safety talk from a registered nurse we've had a literacy our special education teacher talked to parents about how to handle literacy at home and so all those pieces come into play and we look at hey these are our kids not just her kids in her classroom has really had a huge impact for our school the other piece of this is the relationship piece and also it's not just about having good relationships but it's about knowing your kids and i want to three three things that we do well is we have we do camp experiences we take our sixth graders to an overnight camping trip we know that's a tough age for kids no and relationships and they go overnight with us and we stay in cabins and thankfully they're air-conditioned now and but you know they get muddy they get messy and it's it's to get a chance to see kids in a different way and dr hack pushed us a couple years ago to try it with fifth grade and we do now we have fifth graders going on overnight camping trips and uh that's always a blast as well another piece of it is what we do is called move up day in the spring you know when we set rosters for next year just gonna give you three examples when we set rosters for the next year it's not just a random list our current grade level teachers meet with our next year grade level teachers we have a whole form that they fill out and they sit down and they talk about this child would be best with this teacher and we talk about classmates and we talk about how we're going to get them in the right setting to be successful the next year and the second to last day of school we actually take them and they get to go up and meet their next year teacher and classmates um before we go to the summer so there's not that summer angst and and wondering like oh who am i going to be in the class with next year and all those types of things and we bring our kindergartners in four times before school even starts they're in the building so they have that relationship and know their people and know who's going to be there and obviously it's about knowing what each child needs to be successful with universal design for learning spending time saying okay so and so needs carter here needs to step out and do versatiles on his own or so-and-so needs a flexible seating or we're going to you know spend more time on our older students they can branch off they're ready to do something different that's a big piece of it is getting our kids confident enough and so that they know that they're going to have high expectations this can't talk can't not talk about students and this one's all about the students it's about them believing in themselves they know that they're going to be successful they know that they're going to have the right people there that they're going to have mrs george and people that are going to sit in those positive behavior supports and say hey here's how you can be successful one of the professional development things we did was we created a whole recognition level so students know okay if i can do this this is what i can achieve as a group we used to just have athletic things up in the gym we're like no we need to recognize our academics as well math bowl spell bowl hey you do well in the classroom that's great we have our special education teacher she takes her kids to dairy queen uh you know they get treats when they meet their goals project-based learning we really challenge the kids this is actually a fifth grade project it's called columbus young apprentice project it just wrapped up in december we have someone that comes in and teaches the fifth graders how to write resumes i talk through interview strategies with them and then they have 20 to 25 businesses will come into the gym and the kids actually compete for a job they're evaluated they're rated and they come in dressed up and you know sam here he was he was ready to go and he was interviewing for a fire you know a spot at the fire department and they actually go spend part of the day at that business that's a really neat and then self-directed learning you know i lean here i was working with the math group and luckily this is sixth grade map and luckily mrs white gives me the the key to the answers but you know i had to have eileen lead it but they can do that and they're spending time working with each other and saying hey here's how you do this math problem and i don't know if you've seen sixth grade math recently but it is not what it was when i did it that's for sure teacher credibility um you know students know they can trust their teacher and you know three things here we started five years four years ago a student climate survey so we go in i go and the teacher leaves i go into the classroom and i ask i ask kids two questions do you like your teacher and well the segments are prompt my teacher wants me to be successful or for k for two it's k three two it's my teacher cares about me and this was something our cic and our teachers said yes we want to know this this is how we know if we're being if our kids know that they that we love them and over four years we've had a 99.11 average and we first started that first year we're like well we'll set it for 97 we have no idea and we we hit it so every year we set it for 100 because that's obviously the goal you want to have 100 and so that's like two kids on one random given day that aren't answering yes on that and that's a pretty cool thing that we're excited about and my favorite part is when we go over with the teachers they're mad and frustrated if one kid misses it and that's what we want that's what we want out of our teachers is that they're committed to all immediacy you know during coven having our pe teacher find different ways to connect with our kids and then you know here's a fantastic teacher as well miss moore finding ways this that was this year lily was doing a uh i think a lemonade stand and mrs miss moore found time on around to go over there and make sure that uh she could see that she supported her not just in the classroom but outside as well all right i've talked enough i'm going to turn it over to um so one of the the last piece i talked about with teacher credibility is that kids know that their teachers are invested in the content and so one of the things that delaney has done mrs george has done very well is classroom transformations and so she's going to dig into that a little bit and talk about how that's really branched off in our school hi as you said i'm delaney george i teach fifth grade at lincoln so when i first started teaching my teaching partner she came to me and she was like i have this big idea it's classroom transformation let me know what your thoughts are and it was really scary at first and starbucks we write a latte was the first one i actually put together and it still is my favorite and we transform our classrooms to in this case look like a starbucks and it becomes a week-long process of digging into some of those harder topics that kids don't really enjoy and so i do argumentative writing with this one and so we read sources on caffeine and it tells the kids pros and cons and whether or not kids should be able to have caffeine um and then in small groups we talk about what pros and cons are we talk about what a claim is they state claims um for both a pro and a con and then they have to choose a side and from there we fill out a graphic organizer and they end up writing their argumentative essay which while they're writing they get cookies and hot cocoa because they're in starbucks and they go into starbucks writing mode where they get to listen to instrumental music and sit wherever they want in the classroom and it just makes that big scary topic of argumentative writing into something that they enjoy coming to school and are excited about doing in that four years ago um started and when we now last year a lot of these have happened um a lot of the other teachers in the building have taken off with this as well and we've had everything from mario brothers to under the sea ms moore set up a target in her classroom hoosier hysteria there's a circus harry potter secret agent jurassic park and that's not even all of them so it just really helps our kids want to come to school and love learning and being excited because usually they have no idea that this is coming and they walk in and it's just like it's kind of similar to like the magic of christmas morning where they walk in and it's totally different and so yeah this is classroom transformations and it's how we make learning fun are there any questions for me or for mr finley colleagues are there questions dr pills i do i love the classroom transformations i saw some of the pictures out here in the hallway to the of some of those so thanks for thank you making that uh a fun classroom and learning um so i'm really interested in these influences on student achievement i've seen some of these before and other places and schools that use them and maybe i missed this when you talked about it in the beginning so i know that i was looking at some of the scores the es and there are some that you know are around the same i guess percentage or number or score than the ones you chose so what what did you what was your thinking process when you chose the four that you did um great question you know like i mentioned there are 250 plus now at the time there was 195 the this teaching student learning strategies wasn't even a column you know when this first started um it was basically i think student home classroom you know five years ago i get what we really wanted to do was what you know we're a passionate group of people so um and i love the the whole idea of like you know if you love your kids and if we we wrap our arms around and they know that we're going to be caring about them that's kind of it was kind of looking around the room and saying who do i have here who's with us and so figuring out what makes the most sense you know like what what pairs well with who we are as people so when we looked at the teacher pieces you know i mean teacher estimates the student achievements we're all we're going to have high expectations that's going to be it you know we're going to work hard we're going to play hard i think teacher credibility you know i think it's another piece you know i think always think about hey if i wouldn't put my child in your classroom i wouldn't put anybody in your classroom and i you know that's another big component as well we obviously wanted to have something involved with students because we're with students you know and that's that's the biggest piece i always say you know we can teach them anything but if they don't want to run through the wall with you run through the wall at the end of the year you know that's all about those relationships and then obviously you have to pick the number one the collective teacher efficacy you know right at the top and that's where we can bring in we talk about it's not just the csa lincoln teachers of the staff it's the csa lincoln community it's our support staff it's the custodian it's our parents it's the volunteers it's the book buddies it's everybody they come in they they all come in together and so i just feel like that brings a real community mindset does that answer your question it does thank you very much and thank you for the passion and enthusiasm you've shown in this presentation are there other questions that you all have i'll i'll ask one i was gonna also say your energy is awesome okay so both of you are really excited about that in that show so thank you for that on on student self-efficacy i was thinking about what um miss day hof dwyer i call you kathy normally i'm sorry i had to pronounce that said about just you know where our headspace is right now over the last few years and how that's impacting kids and i was wondering if you've made any adjustments or how you thought about that in terms of student self-efficacy and any changes you may suggest in that category right that's another great question um you know i think if i think more so than anything with our kids these days is i talk to um you know i think something you know what we can't necessarily control what's at home and i once had a grandfather came in and he's like mr finley you know what we did i said 7 17 man you know like i guess i can for seven years for 17 we're going to work together we're going to make the most of it so we talk a lot about you know we're going to make the most of our time you know it's we get them for seven hours it's gonna be it's gonna be amazing and that's part of that udl piece as well as no who know who know who the kids are know what they need to that kid needs this this kid needs that it's having the right support staff people that are gonna walk in and say i don't know they most of my support staff can leave it to 2 30 or something like that and they're there well after because they've got a small group or something else that they want to get done and i think i've always just felt like if we can invest in people i think that's the most important thing i think you have to find time to make sure that those people that you have around your kids feel valued um and as far as our kids are concerned it's just um you know i just we kind of talk about you know high having high expectations no matter what and every once in a while i think you know if we're going to do something like no one likes to take tests right but if we're going to do it we might as well just do the best we can and we talk about that as well as a as a mindset and we have in our wall in the gym and i have to thank dr bozeman for this one because he helped me get this one done but i've got we've got meet the person that represents and it has these mirrors and it says you the next one is like your family and your school and so you know every time the kids walk through the gym they're looking at that and they're thinking about you know like when you're here all that's other stuff you can't control but you're in charge of you and you can be here and you can be the best you can be and you can control your destiny in many ways and so we just talk about that positive self-image and keep fighting and you know it's there's no other choice right you have to you just have to keep going after it every day instagram i guess i i have a comment more than a question i guess but um and certainly not to downplay or discredit any of the other schools in the district that are doing great things but you know after hearing your presentation it's obviously not a mistake why lincoln is a national blue ribbon school so congratulations again on that and as sitting here as an educator myself it's refreshing to hear you know your very well-intentioned outlined articulate approach and emphasis on relationships with kids and how well can we get to know our kids as opposed to what can we do to boost standardized test scores or how many how much can we pile up the homework or you know how how long can we put a screen in front of a kid's face and so that just uh so yes i just wanted to mention that say thank you and congratulations on your award earlier this year yeah thank you we we've had great mentors along the way and what's good for csa lincoln's great for pcsc and bcsc and we've and dr hacker they played a big role in us getting to where we are today so that's don't want this credit they've done a phenomenal job and we appreciate that it's it's been it's been a great year and i'm lucky to work at uh with some awesome people like mrs george thank you very much did you have a question mr tim okay thank you so much it was great thank you thank you all right i'll now turn to our stem presentation and dr hatt and mrs hardin you get to follow that but i know you can thank you so hello i am davita hardin i am the curriculum specialist for the stem initiatives for k-6 and i have the pleasure the opportunity of going to all 11 elementary schools and be in support and seeing the amazing work that's taking place in our stem labs so the first thing that i wanted to share with you this evening is where we started and where we are going um our journey began in 2015 when cummins approached us with an opportunity to pilot a stem lab in one of our elementary schools which is schmidt elementary that went phenomenal and because of that work being there at schmidt elementary we ended up going into taylorsville in 2017 and then it was at mount healthy parkside richards rock creek and smith in 2018 19 school year and then clifty fadria lincoln and two stem labs in south side for the 1920 school year so that next puzzle piece there throughout this time the stem labs have been funded through grants various grants that we've gotten through the community our staffing has been from the 2015 to the present from paraprofessionals delivering that instructions and i have to give out a shout out to every single one of them because of the amazing work and foundational work that they have done has gotten us to the point to what we have today so it's just i love working with each and every one of them each week there is approximately six thousand k to six students that have an opportunity to go into the stem lab and see just a whole new world open up to them and have that opportunity to know that they can go in there and if i fail at something you know what it's okay stem's a safe place i can try out new ideas and there's all kinds of pathways that i can see myself going into and then the next puzzle piece that we have is in 2223 the exciting news is that that the labs are going certified teachers we are going with a college and career readiness pathway and our current paraprofessionals are will be placed within the bcsc so we still get to keep those amazing people and see what they can do in other areas working still with those kiddos that they have built those important relationships with so looking at our curriculum focus that's in the stem labs currently and will continue we we have this educational pathway that we prepare for them and it's that stem career exploration and exposure we have project lead the way computer science because in june of 2021 you know as a district we have to expose our students to computer science and we have done that and we continue to do that digital literacy the engineering challenges and then those important employability skills there's 18 of those and there's four competencies and each and every one of them fall under a lot of the things that here in the district we are already doing we're thinking about the growth mindset we're thinking about work ethic we're thinking about those learning strategies that our students need and then social and emotional skills because we want to prepare even a kindergartner for the workforce whenever once he or she you know graduates high school and then also our classroom standards connections each and every lesson that is taught in our stem labs has a connection back to the classroom whether it be science whether it be math or whether it be ela we bring every bit of that into the stem lab so that whenever the students go back into their normal classrooms it's like oh we learned this in stem lab and then i already have this background knowledge and i can connect that there so it's just a constant communication piece and a connection there for our students all of this work is based on our udl framework here in the district each and every lesson is prepared and intentionally planned with the framework and then the really cool part about this is the engineering design process we know that it's a step process but each and every part of that the students can see themselves in that udl framework you look at defining the problem it's engagement and representation it gives them an opportunity when they're generating ideas they have a way to represent that they have action and expression and it is just amazing to see the ideas that the kids have sharing out it's that action and expression so each and every opportunity that the kids have in the stem lab they see and we see as the educators how they're representing themselves through that udl framework the next key piece is our community partnerships this is the bridge where the kids can make even more of a connection what i'm learning in class can actually i can see in my community so currently in our stem labs we have these partners it is the columbus airport columbus robotics cummins c4 the rotary club and then toyota so we're super excited about these actual partnerships for instance cummins is the one who supports our technovation curriculum the airport just recently this year the kids and some of our other classes in the district did a lesson on flight and then they got to go to the airport and experience that c4 we have all kinds of classes there and then we have the girl up opportunity toyota we are in the process they are making stem kits so it will be an electrical thing for the kids to be able to learn and then the rotary club they also support us with the grow up so not only do the kids have an opportunity to learn about these things but they have that real world connection so why is stem important for students i know that you've had an opportunity to read through the quotes that we have here but i did want to highlight one and this is from jamie bumbleo she's one of our amazing teachers here in the district but it says stem strengthens their skills and core concepts like math and language arts through curriculum connections that they will use throughout their life so she is not only teaching stem in her classroom but yet we in the lab when the kids get to come to us and see that as well those connections it's just continuously throughout their day they're making the connection so stem just continues just to strengthen that there so looking at our timeline for this year in the fall of 2021 we did secure the funding to make the next uh step of that puzzle piece and then the winter of 2022 is what we are doing currently right now with the communication the bcsc strategy plan our strategic plan the school board presentation this spring we are looking at staffing posting the positions and then identifying the space in the elementary schools if something needs to be changed and in the summer we will have the professional development of the project lead the way and then i will lead the stem and udl connection to make sure that the certified staff has the information and the just the the resources that they need to start in the fall of 2022.

so i have a few other things to point out so um i did want to point out that over the weekend crown point high school had its turnabout dance over 800 students enjoyed the annual dance put on by our dance coaches and our dance parents who always do an amazing job and it was great to see we had a great event free of incidents so everything was nice and safe and we got you know weather being always a little worried about that turnabout but everyone got through it let's just uh catch the middle schools real quick here colonel wheeler's robotics team won a tournament over the weekend and now i've qualified for the state uh tournament so that's good we have a middle school robotics team advancing and let's just go back to the dance team taft dance team keeping their tradition of excellence with coach annie vassar three out of four first places in their tournament over the weekend so they had an extra weekend as well so those are just some things recently happening that maybe just keep you up to date with thank you mr g for me and uh 4.04 director of exceptional education ms pascus good evening mr warney members of the board a couple of department updates and what can be an impossible task even in the summer here in the middle of the year we were able to add an additional speech language pathologist and a behavior specialist through some of our covid grant money that was allotted to special education through our part b grants so we're really excited to add them to our team in addition tomorrow night kicks off our exceptional learners high school basketball season so tomorrow night at 6 00 pm they play the lowell red devils at the high school so come out and catch a game if you can thank you chief academic officer mr hartman yeah first of all with today's school cancellation that occurred late we had probably 50 students at child care that were already at the sites um and uh it becomes one of those things that uh um trying to to uh to take care of the the children from six o'clock to 6 30 in a way that uh just uh um just provides for them they went out of their way today to be able to provide the child care services for us for our children with the with the unplanned and being able to manage each of our sites and have staffing available there uh was really very well done uh kendra daves who is a secretary in our office coordinates that our site leaders kathy kish kathy morrow and carol carolyn lawson just do did a fantastic job to make sure that students were cared for and provided the e-learning atmosphere for their uh for their learning throughout the day so i think my first comment would be they just they did a just a fantastic job of covering and making sure the kids the children were cared for um the other thing i wanted to comment on is you know uh teachers in their student learning and to continue to develop our our staff to be able to meet student needs uh is ongoing i mean i've been here for a number of years and it has it's never stopped as we hone and we polish our skills even now as we approach february march and the rest of the year there are things that are happening to help us meet the needs of our meet the needs of our children and those kinds of things are trying to to help our teachers to think about universally what kinds of strategies work for can work for any child not not just this child but any child we're going through a process that we are working with uh with our staff they're working with uh mr g and fermi mrs ramirez and mrs pasquez and others building principles to really try to polish the skills of our of our teachers to meet uh to meet the needs of our students and then along with that to be able to uh to have the coaching and the resources that are necessary for us to do this is just exceptional i would thank you dr terrell for the opportunities that we have to be able to really polish the skills of our staff this is uh been a an exciting year i believe for for us with that taking taking place and just wanted to just say thank you but just know that the skills of teachers continue just to get polished each and every each and every year and it's really great to see uh the commitment that we have from our staff for that to occur so thank you mr hartman chief chief chief human resource officer mr akiwa thank you mr president board members um first i would like to um while we're thanking individuals beyond beyond the nurses um i think it needs to be stated that all of the staff members in our buildings have done an outstanding job fluidly daily covering for absences due to covid with staff members to make sure that the school day just maintains its momentum it's not optimal anywhere right now but we have got some impressive folks out there in our buildings every day dealing with inconvenience uh due to staff you know staff absence and they're incredibly creative in how they're getting you know courses covered and getting that curriculum delivered so just thank you to all of our our teachers support staff and any of those folks in the building for for keeping the the school machine running despite all the things we're dealing with and that goes beyond the school building this includes the transportation department where we've got folks in that office that are trained and and licensed to drive buses that are jumping on buses to cover routes as well um custodial staff and food service staff so just thank you crown point community school corporation employees for going the extra mile during these tough times just proud to be a part of of this this organization because of that as far as hr right now i think the last time i commented we were rolling up into the next school year and we're getting very close to arriving at what we feel to be our necessary staffing additions for next year based on numbers okay um so and we're also taking a look at every free space that we have in all of our buildings uh because we're running out of space um but um that being said you know we're gonna make sure that we're properly staffed and ready to go for uh for the fall and we'd like to go ahead and get some postings and interviews going as soon as we can to get some of those positions solidified so we're ready to ready to roll uh come august um and thanks to our administrators and all of our staffs involved in making those those decisions based on most based on numbers in our building thank you mr cuba mr reece anything from the business office i have no report this evening thank you and ms allen director of communications thank you good evening next to each of your computers i placed a copy of the upcoming we rcp publication it's an advanced copy so residents should expect to see those in their mailboxes the second week of february thank you [Laughter] yeah so y'all didn't know what we were laughing at he's got the mr hoffman's dog's got a comical cartoonish bark i would say superintendent of schools dr terrell i'd like to give you just a brief update on our construction project so we had 12 truckloads of steel delivered to taft and they actually have structures up out there now you can begin to see the academic wing taking shape it's real exciting to see that going in footers have been poured around the edge of the building now you can see the outline of what's going to take place there at the high school we have begun demolition within the building and southeast corner of the building and just today mr reece and i were able to meet with the mayor and his team and our permits will be coming through on that so we'll begin seeing work going on on the outside of the high school as well also then plans have been submitted to the city for timothy ball and we will be meeting with both macarthur staff and timothy ball staff tomorrow and then wednesday to roll out the final plans of what that's going to look like for them working with cedar lake as well i've got a meeting schedule here coming up with the officials there to continue to move forward with that and at the same time then working through all the additional projects that we're taking on including the rest of the elementary schools that haven't been touched yet and then also wheeler as well making sure that we bring it up to where it is similar in both size and function and capacity with what is going to be at the new taft middle school so the projects are coming along great i want to thank skillman and dion their work there to make sure that with the supply issues that we're facing around the country with construction products they've been very proactive to be able to make sure that we're on target with where we need to be the weather has been relatively cooperative thus far minus the snow that we had this morning and last night but otherwise they're moving right along so appreciate their efforts there as well also the other thing that i'd like to bring forward to you mention meeting with the mayor and his team today it's just the increased partnership with the city of crown point and being able to continue to develop relationships there and looking at some opportunities i think can really be beneficial for both our school corporation and but also the city of crown point and just again trying to extend uh what we can do to really help each other and assist each other and then also the same thing with cedar lake and opportunities that are coming there and then with the town of winfield as we continue to move forward so i feel like we're moving in a really good direction as far as our partnerships there and serving our communities thank you dr cheryl item five we have other business the board of school trustees um you know opportunity to have a little bit of discussion if if needed or ask any questions do we have anything this evening we like to do popular after today's snow can either mr key or yourself dr darrell explain just our procedure for calling off school or making a decision knowing that sometimes we might get it right sometimes maybe not but it's all based on timing and how the actual school day plans out yeah i'd be more than happy to thank you so one of the things i will tell you when it comes to snow it's a lot more of a moving target than it is if it's cold temperatures so anticipating very cold temperatures on wednesday morning we'll be able to make that call if we're going to do something probably tomorrow afternoon just because when they predict wind chills and cold temperatures that's pretty much setting snow in stone as far as snow goes it's a you never know i mean they could say we're going to get six inches and we get a dusting or we're gonna get a dusting and we get six inches the challenge that comes with that is when you're looking at a district as large as ours and covering as much ground as we cover our director of transportation is out driving roads early in the morning takes an hour a little over an hour to do the entire boundary of the district from one end to the other to try and get an idea of what's going on with that and thus increasing the challenge there with that though then is the communication that takes place with both myself but then also with the city with other departments and looking at what's going on there communicating with other districts in the immediate area to see what they're seeing as well understanding that we still have unique challenges here just simply because we have rural uh to city that we have to work through so because we start our route so early we have to make some kind of call typically by five is what we're looking at there are times where we have to make that just a little bit later and that really puts us in a bind this morning was particularly a challenge as you get out there and we were able to get in get our secondary students into our buildings without incident which we were very pleased with as we are out there driving all the different roads now that you put buses out there now obviously they're covering a lot more than what we can cover with just our director of transportation or myself helping out and driving roads as well so then we get a better look at what is actually happening today presented us a situation where we felt like you know what we were able to get our secondary students in without incident we were really concerned that there could be an incident for the elementaries so that's why the call was made understanding that that puts a lot of people in a bind not taking that lightly but ultimately the safety of our kids trumps that and that's that's the reason why the call was made today i can tell you that it wasn't made without um considerable consideration uh with what the ramifications would be but again like i said we just truly felt like it was something that we needed to do based off of the conditions that we were experiencing at that time any other business of the board or i think it's something i just want to throw out there today to the group is uh it did come up during the patron comments is i think we eventually do have to have that discussion of what the end game is with our covet policies um and talk about when when are we done when is enough enough um i'm not looking to hash that out right now but that's a that's a very legitimate concern that a lot of people in the community have so we've always relied on metrics and you know making making decisions based on numbers and data and we have to continue to do that um but i think we need to start kind of considering when when are we when is this over um you know how is it going to be the buildings remain masculine for a certain amount of time uh is it going to be a positivity rate what which which data are we going to use to make that decision so that's just something that i would toss out there uh i'd like to make it known that you know my my personal opinion right now is although i voted for the current policy that's in place and supported that as a way to keep kids out of masks i want it to be known that i am for the removal of masks under all circumstances at this point based on based on what the virus is doing and the situation the community is in i think a lot of us have gone from knowing an occasional person that's had cobia last year to now everyone we know has had it essentially um and so i think i think it warrants a conversation as to how that affects us in our buildings i think taking this opportunity to have conversations like this is healthy and helpful and i'm sure there's opinions playing around right now in all directions i'm not i'm not personally pressed at this moment to even consider you know to me it's like hey we're just finally getting in a little bit of routine i appreciate those that want to push it a little bit i respect those that are still questioning why we're not in mess all the time continue to kind of be in the middle road myself but at this very moment i'm thinking myself that we had a decision at a november board meeting about a plan that's being executed right now to me in my mind i feel like we're still on the first lap you know we're just getting started to this in this plan and hoping to see this plan work it you know continue to work itself out successfully um just that a little you know i we've had these conversations one-on-one in the past and uh like i said i don't think it's a always a bad idea to to have them open up with each other and i don't think either one of us have really changed our thought process along the way and i i wanted to take a second too to mention i've had we've had the emails come through on both sides as always i did have the opportunity to have a few phone calls with those questioning why we're not in mass all time phone calls with those thanking us for the current situation i've tried to remain remain as consistent as i can be you know i i take those phone calls that you guys you know right now as the point person for us anyone could have the phone calls but generally i'll respond to the emails first um and i think they're helpful every time i've hung up with someone whether i've whether we've disagreed the entire conversation or agree the entire entire time it has been helpful in this situation i feel like to me to talk it out you know and i bring that up because there are a few people that i offered you know the response to the email so you could you know please feel free to give me a call they reached out over the last couple weeks i was pulled away with um take care of some family business and uh wasn't able to respond they were gracious to say okay when you're when you're able to get back to us and i've not done yet yet that yeah so any yet so anybody who is listening uh i'll be available again or any of the board members are always available to have that phone call i just happen to be the the point person who you know might hit that hit that first email out or offer the number before anybody else but um you know scott i i just want to you know kind of take that chance their opportunity here to you know throw those thoughts back and forth like you did i think it's helpful when you we get that out there um i mean anyone else want to contribute to the contribute to any covert conversation or policies mr smith i'll join in let me let me correct myself too not not policies but plans because there's a big difference between uh we we've all kind of thrown that word around i i just did it myself but there's a big difference between a point in this discussion about that yes um for the same reasons i support the mask optional which is a parent choice to put a mask on their child as they believe it's in their best interest to do so i would equally support a parent who thinks it's best for their child to wear a mask and to me logically one goes with the other it just makes sense i think parents have the right to parent their children and do what they think is right for their children so at this point in time i haven't given much thought to what you raised mr mavjack but at this point in time i'm very comfortable with the current policy and moving forward for those stated reasons well this is getting interesting though um yes i agree with everything you said but under our current policy there is a trigger that does not allow the parents to make that decision so that's that's the part of the policy that i am um proposing that we uh possibly move on sooner rather than later we can circle circle back to that if necessary i wanted to bring up dr terrell and brian we were involved with the launch with the the city shoot late fall and uh mr smith has been mentioning that some towns around the state put banners up for their high school athletes and we just happened to notice notice them pop up around the square and don't really know where the root of that was but i think it's really neat something that we think gives a nice spirit to our community honors the athletes so right we don't necessarily know where that came from maybe a mom's club or somebody helped out but uh was the football moms club okay the basketball and basketball football for basketball or it was football i'm not aware they did it for basketball they're the uh some basketball players basketball players yeah i'm not sure on that one football moms because what was brought up in that one meeting i had some moms reach out so excellent that is very noticeable um other business that i want to mention we've uh i mentioned the last couple meetings don't want to forget don't want to let this four hour potential retreat uh drift off in the summer time where we don't as much we love hanging out with each other right we don't need to do that on a nice june night so we let's get this thing let's get this retreat on the books uh for some time february or march so we uh i know mr hoffman may have a topic or two we've thrown a couple around but uh we need to get that to dr terrell so he can invite the proper people to give us the any conversation opportunity we may need or data explained to us in deeper that maybe we've already seen it so we don't want to forget about that did we narrow it down to a certain week i remember us talking about it but i don't remember i do not think we have i think it's been just open and we need to well let's huddle up maybe before everybody leaves and not that out now at this point being the last week of january we probably are looking late february early march right so um yeah i'm sure we have a there's going to be a board meeting the later week of february maybe we could just start looking to a calendar for the first week of march is that before we get into the spring break time and yeah yeah the sooner we plant it the better yep good anything else any other business mr hoffman is there anything you'd like to add to other business this evening i have nothing okay if nothing else let's move forward to um more statements of appreciation we'll start with mr smith thank you david um tonight you know i leave the sports stuff there's a lot going on i'll leave it to the sports guys so hopefully you clean that up i know you will um so i want to go off point a little bit but um and just this is not typical ordinary but i want to recognize um david lawson's grandfather this week and i want to recognize him i know how close he was you know you were to him and what he meant in your life and i think i'm pronouncing it right ralph gargano and so i had an opportunity to go over and just visit with the family and you know i could see the impact that he had on your family in your life and you know i just want to take a moment to recognize him because uh i think this is your seventh year on the board your fifth as board president um or maybe longer dave if i misspoke but close all right but i think beyond this just even beyond the board and the school corporation where we receive your guidance and your benefit and your time you give to your community all the time personally and to see that you know to have the experience where i got to meet you know hear stories about your grandfather and kind of person he was it obviously came from him and he imparted so much of that into your life that we collectively as a community receive that benefit for so i just want to say you know i want to recognize him and the sacrifices and the time they took to put that into you and want to let you know that you know you're for your family you're in our thoughts and prayers so so that's much appreciated thank you nothing for me tonight mr hoffman you hear us okay mr hoffman here is okay i thought i might have just heard a click a second ago i thought i might have heard something there um would you like to add anything to would you like to add anything for board statement appreciation recognition okay thank you thank you uh mr angel um i only hit one of them but then mr smith's comment about i want to make sure i included everything that i know that's going on first of all to scott reed our assistant girls basketball coach is retiring of coaching after 40 years so congratulations to coach reed and all the lives he influenced with his coaching knowledge and with our girls basketball program to our wrestling team who won the state wrestling championship um what school is that at mr reese brownsburg and beat brownsburg in the title by two points correct so congratulations to all our wrestlers as they're continuing to be uh nationally ranked i think they were 11 but moved up to nine if i heard last ten okay um and then to our girls gymnastic team who now is competing right now as the number one ranked team which most of you might know or not know around this area it's valpo or chesterton and valpo girls are always right there and we're always maybe third fiddle while maybe the shoe is turned and now we're on top of them for at least right now so congratulations to those ladies as well so that's all i have tonight thank you mr angel all i would add to the wrestling is that i i didn't it was out there i should have known but the wrestling team went to illinois as number one indiana team on friday to wrestle the number one illinois team at mount carmel and it came out victorious i think 31 to 29 but um the atmosphere if you a couple pictures were shared with me the atmosphere looked unbelievable and the experiences that these kids are getting and [Music] how well you guys all remember it but when jesse mendez was here and we were honoring him for his state championship last year i remember the confidence that he had and the respect with the respect that he spoke with uh to us um for inviting them here and uh um and they're they're doing great things and i hopefully they can continue with the with what and uh not this week and when do the individual states take place they start sectionals on saturday sectionals are saturdays so i'm getting the card a little bit ahead of the horse but uh after that yes i hope we'll have plenty of athletes down there in indianapolis to go for a state title just to add on that mount carmel gymnasium that's one of your oldest gymnasiums in the state of illinois it's the old balcony style where you can sit up top it looked amazing so it's it made it for the videos and everything i've seen are just incredible because it's one half the size of our gym they might be accurate maybe even a third so it's close and makes that especially when you see wrestling up close like that and just makes it more special so um caleb that was all i had my my last thoughts was just we we've heard it on the board bef we've heard it at these meetings before and it's going to continue to just remind myself and everybody that it the conversations that go back and forth on covet policies and they um they're they're draining they're difficult they're necessary um you know they're important and um it's always need to remember to respect everyone else's opinion i think it's just that it's not not for me to say that to anybody i'm i'm nobody to say that but um you know i i think it's you know hope hope that as a community we can continue to respect one another um anything else before we look for a motion of german a motion to adjourn so moved moved by mr angel and seconded by mr smith all those in favor signify by saying aye aye opposed that motion carries 5-0 thank you
