should have proofed that again but i did not catch that until just now okay total for um all banks um at the end of december eight million six hundred twenty six thousand four hundred seventy dollars and two cents and you'll see that that matches the ending balance on the fund report okay great so can i get a motion to approve any questions for okay can i get a motion to approve the consent agenda i'll make a motion for a second yo motion second um all in favor next item on the agenda is reports first one being from assistant superintendent dr jennifer yeah i just wanted to give you a brief update on our transitional kindergarten program so if you remember our transitional program where we call it tk was launched fall of 2020 so we now have 18 months of data under our belt so we're very excited about that so students if you recall the process of the criteria students had the need to be enrolled into that program so they're screened all kindergarten students are screened and then based on their academic cognitive emotional maturity all these different factors even their birth date because we have a lot of kids that come in just barely five so we take all those factors into account and we select students that would best be a fit for the candidates for this program they also have to have parent permission because the program is designed for these students to take kindergarten twice basically they're taking the transitional kindergarten to give them the prerequisite skills and then actually do the kindergarten year so the data has been amazing so just the raw score assessment data these kids are making huge gains so they come in you know 20 points on our nwa deficits where their peers are and then by the end of the year you know they are ready for kindergarten or they come into kindergarten garden year at or above their peers and i think one of the the biggest um you know props for the program is what the teachers have to say so they all you know we ask for their their kind of narratives and they're such fans of the tk program because they say that the students that come in are leaders they're role models they're confident and i think that's huge because when you have a kid that comes in struggling and comes in 20 points behind their peer that usually sets them up for the rest of their educational career if they're struggling they internalize that as their self-identity as a learner a lot of times kids that struggle you know become behavior issues and so in primary those are really crucial years for setting up your self-identity as a learner so what we've been able to do through this program for these kids is change that complete trajectory so now they're entering kindergarten they're confident and they're at where they need to be academically or higher than their peers so we just continue to see this this program just work even now that they're in kindergarten and you know 18 months in um and the need was warranted so this fall we also launched a tk program at dear meadow and seeing you know very similar results so we'll continue to track that but i just wanted to boast about that also you know give recognition to mrs johnson mr mchugh for the research and the support that they do for that program how appreciated that is um and i'm just glad that we could kind of be leaders in our in our county in this because it really is impactful and just you know once it's not a huge change but it's so important and crucial for for those students and i'm really happy that we have that program and also if you're in the primaries or the elementary they have new book vending machines so you can check those out those are really cool they just got installed last week so kids get to do a little behavior coin and big fancy flashy book machine it's very cool i saw that on so the kids get an award of something they do as part of their behavior program and so they can put tokens in and select a book it's just like a pop vending machine or something somewhere it's been a lot yeah but we'll keep you updated as the tk program goes on i just wanted to give you that recognition all right thanks that's great next is superintendent's report mr yeah so corey if you pull that up real quick board members you have a packet excuse me this is included in your in your packet but i just wanted to touch briefly on how we ended the financial year in 2021 and kind of touch on 2022 moving forward so obviously you know dating back a year and a half we kind of had some had some challenges and we've worked through those challenges we made some adjustments with our staffing we made some better estimates with our projected and student excuse me projected student enrollment when it comes to budgeting and we just kind of typed our belts so we could climb out of what was going to become a little bit of a scary situation into a much better situation but we still have we still have work to do and so um you know many of these changes weren't easy i'm honor our building administrators our staff members and anytime you look at reducing the amount of positions you have but we've been able to to do some really good things um this past year and so i kind of want to highlight those things so on that first screen there um it's a revenue tracking sheet that i use um when for so the top line in the yellow those are the budgeted amounts that we use as our estimates when we're preparing when we prepare the 2021 budget and you can see that i track it month to month so looking in the far left our education funds our state distribution that we receive each month from the department of education along with miscellaneous revenue you can see that we projected state distribution amount of roughly 12.4 million and you can see that we received 12 point roughly 7 million and that was in large part due to the increase in student enrollment this past fall from lap from last spring so that really helped in boosting that number the other factor was the legislature also increased funding and so that is a net net positive you can see you know roughly just over three hundred thousand dollars more than what we expected when we budgeted for 2021.

their job but to a lot of people into that family those guys are heroes so we appreciate that thank you for your recognitions ms johnson dr smith well done well we have a full agenda tonight our next order of vision will be our blue ribbon update mr president members of war dr smith you see we continue on uh temporary walls went up at uh lc and that is surrounding the new cafeteria as it is uh uh taking place you'll see the walls inside and utilities going in as well as the utilities outside and the new north wall to that cafe going in ln continues with uh the outside we're trying to get it uh plastic in so we can heat and continue with the drywall on the third floor pool continues on we're finalizing the architectural precast panels and hope to have those on site very soon transportation and the final process there of that loft going in and hopefully in the next week and a half two weeks that total facility will be a hundred percent uh done uh also we continue on with belgium middle school and fall creek valley and lacc with the hvac upgrades and we're also starting the design work on the two middle schools starting this week questions comments i just had a art question was the um murals that were painted on the temporary walls at lc done by the lawrence central students student from the elementary up and uh that's a way for them to participate as well and it looks great additional color to the process any other questions or comments on the blue ribbon update um i would just i just have a question um left over from last meeting just checking to make sure that all of the water has been mitigated at ln that occurred during the process of construction the water leakage yes we're back in those uh classrooms that were damaged all but one and that one was beyond uh able to return into and then we had a couple storage areas that uh we have uh totally remediated and actually uh took everything out uh the good thing about that is if you can say it's a good thing uh it is phase 1c starts uh spring break so those classrooms and areas uh will be renovated starting uh the 1st of april and then um the life skills um area that was already finished um will we continue to do air quality samples throughout absolutely we continue that on a weekly basis thank you madam vice president your superintendent your chief of operation and cfo were on site we've walked the areas and we'll be meeting with skillman here very soon thank you thank you just i just wanted to follow up with you thank you for your thank you for your work on that any other questions or comments on the blue ribbon update results for a rfp to beat our launch central who mr president members of the board dr smith uh also with us tonight is anna marie with uh schmidt and bart york with gilman uh we were um or we did receive bids for the lawrence central high school pool on january the 12th we had 12 different bid categories and we had over 32 contractors who bid the project each bid is low and most responsive meeting all specifications um the good thing about it our projections of dollars was 1.3 million below the projected budget the total budget for this project is 23 million 545 403 dollars and it will be a recommendation to the board to approve those bids questions or comments from the rfp or lawrence central approval thank you mr smith thank you ms anna marie thank you mr skillman for being here with us tonight request for proposal of the apparel company dr nesbitt uh thank you president mcgregor members of the board sure okay yeah he's coming to speak to you mr president dr smith members of the board it's been a it's the time of year when our current apparel rfp runs out and to present that to you as dr grant nesbitt grant thank you good evening president gregory remembers the board and superintendent smith uh it's been four years since we did a our first uh district-wide apparel uh deal and uh rfp and we're looking to do that again we did a four-year contract and uh i won't read the slideshow but you can you can go along here with us and and see the reasons why for the rfp and uh it has been very good for us you can see our 2018 summary um we had three people uh three companies bid on that and no surprise we went with adidas that's our current and as a reminder we did a four-year process because that's typically when we cycle uniforms um a new varsity team will get uniforms and every four years you have another set come through so that was our purpose of doing a four-year uh deal and that's what we're looking to do again and just going through that's our current status and then shia will look at the next one and i can take any questions now and then we'll obviously request your permission later i'd be happy to field some questions about our process here questions on the process for uh apparel in lawrence township how many bidders did we have last time three uh adidas nike and under armour okay and uh and when we did this last time each high school had a different vendor uh middle schools didn't have anyone we didn't have any district deal and uh we we drastically uh improved financially from what the high schools were getting when they were independent uh that the right now each high school gets twenty thousand dollars a year of uh merchandise they can they get for free uh before we did the deal it was ten thousand and two thousand so they they took a big jump the middle schools and and district why we weren't getting anything and then we weren't getting anything on uniforms and now we get buy one get one free uniforms which that's that's an athletic partner's largest expenses uniforms football uniforms 50 40 50 000 when you buy those so you think that's that's a very significant savings for our athletic departments of course i recognize all three of those uh bitter names that you said are there any is there anybody else that you might expect to get in to at this time or we'd welcome anyone else um not necessarily um you know some of those companies have we had to deal with reebok years and years ago and you know i think they kind of fluctuate up and down and and uh you know what their marketing budget looks like and where they're really wanting to to advertise and and have their product product promoted you know we do think they get a great value here um you know it's not uncommon for our sports teams being color photos on top and front page indianapolis star and have plenty of you know internet impressions so we we think the success our teams have really helps uh you know it's a nice partnership for for both us and the whoever the successful bitter will be any other questions on our apparel for the district thank you dr nesbit thank you mr streets transfer of funds update mr street mr president dr smith members of the board last month i asked for permission to transfer funds at the end of the year once we knew what those were between the two different funds the operations and the education fund we ended up transferring 8.7 just over 8.7 million from education operations and then 2.4 from operations back to education you may ask why do we do it instead of net those that stems from back when they used to have the general fund and capital projects fund there are certain things that were in the general fund that are now in operations and certain things that were in capital projects are now in education and it just keeps it clean so we can keep track of those costs for the year our net transfer was 11.29 million dollars between the funds which equates to 10.9 percent which is well under the 15 percent that was established to be under by the general assembly when they did this in 2019 i'd be happy to answer any questions if there are any at this time questions comments on the transfer of funds thank you mr trees permission to transfer funds to our rainy day fund as we ended the year and our tax draws came in we received a little more than anticipated in our tax draws and the circuit breaker was about a million dollars less than what they'd anticipated when we did our got our budget last year along with various departments in the operations fund making sure our expenses kept in line we ended up with 1.5 million that we could transfer to the rainy day fund out of the operations fund so later in the meeting i will ask for formal pres permission to have transferred those funds any questions or comments on the rainy day fund transfer for our stakeholders um assuming this passes what will be the balance in our rainy day fund you caught me off guard on that one because uh oh sorry i i believe it'll be close to 10 million thank you michael can you have that number before this i will get it when we get to the action item for you thank you anyway any other questions or comments mr freeze thank you sir safety and health update dr harshmark mr president dr smith members of the board to bring to you tonight safety and health report as information as you can see as we always start off with some numbers things are moving along in the state versus the county the county actually went down a little bit over a percent so that's promising other numbers are showing the same no movement in the uh vaccination rate but students came up by three percent on attendance staff 92 percent think those are outstanding numbers and praise for our staff and students and teachers just a few numbers on omnicom how it's taken over from delta v across the country obviously for indiana over 80 percent of the cases right now are stemming from the omnicron in fact the school nurse contingency plan i talked a little bit this about this last time wanted to touch again that our goal is to have a nurse in every school in the case that we were to have several nurses go down and we weren't able to do that there's a contingency plan to use our family liaisons who are being trained right now and just some general practitioner medications would still be given by an rn lpn or medical assistant lastly there on the page quarantine guidance for when all are masked which obviously we have a mass mandate in the district so that is us there have been some changes in guidance just a few to recognize tier when student exposed to covet in the classroom or outside and vaccinated three scenarios would basically apply they can remain in school if they remain asymptomatic they may continue extracurricular activities if symptoms develop obviously we refer them to testing and or quarantining home tests have been getting a real run as of late especially in the last three or four weeks obviously we know about them coming from either the government or being reimbursed from private insurer but the point of tonight is to really explain how they can be used in the school setting so a positive test with a photo would be accepted as a possible case and this is important because it would also start the clock on a natural immunization for six months so that's a key piece for that a negative test with a photo would be accepted for a person who stays asymptomatic and then if symptomatic it would all be about the symptoms and if they ever go away and if they do they can come back on day six like a normal quarantine if they continue then obviously the quarantine continues additionally there the indiana department of health is looking at contact tracing contact racing is probably one of the most time consuming obviously it's very detailed it's one of the things that they're trying to curb right now to allow more resources to be in the buildings obviously they're talking about the nurses but at any rate reducing that contact trace and reporting burden individual notification versus a close contact letter we might send a letter home for the entire classroom simply stating there was a positive case in the classroom monitor your child for symptoms get them tested obviously if any occur so the last two just as reminders vaccination partnership with community health we have two uh clinics coming up in february so we're excited to do that and our gravity indiana department health partnership is expanding so i'll have news on that as we go through the next few weeks or so i look here to see where we're going in terms of the spike that has been the last two weeks you can see we're just starting to tumble over and some of those lines aren't quite getting as high we've seen those same numbers here in lawrence township as we have in the county for students our kids in college win again i think probably for a lot of obvious reasons but when you look at the lower grades especially those first three elementary middle school and and kindergarten early childhood you can see those numbers are some of the lowest there and they're turning that corner as well so it's good news our data reflects the same we run this report every two weeks and you can see we're falling in every category one last graph here is the breakthrough cases this is obviously something we monitor and i think it's important in terms of behavior once you're vaccinated and boosted it's still a good idea to follow those protocols because breakthrough cases happen be them less severe obviously with a fewer hospital day stay if any at all and then just looking at our numbers you can see the week of the 10th we averaged around 250 in quarantine that's dropped significantly this last week gone by i would point your attention to that bottom number of 1862.

um based upon the audit i would assume that you there's not been any adjustment to to that balance since it's a projection right yeah and what what projection are are you looking at like the total projected year end values the 21 million right yeah um that's what where this says it's unaudited that's what now that i have the 2021 audit i can really drill in and i can get that exact number and it's it's very close to that okay good so all right because i i figured if you're still standing there we're okay [Laughter] i'm not sweating i just wondered if we can make sure that the website gets updated so that the community um can see because right now we still have the 2020 levery presentation um it's really important that we um provide that transparency for the community so if we could get that updated that'd be great absolutely thank you thanks john thank you thank you for the i love the fact that you talked about support um for the other district departments yeah um as as you guys you know ramp up and get educated on all these things that you can provide that kind of education because it's really important for the continuity of the district and the organizational effectiveness of the district so i really appreciate that thanks moving on to the consent agenda are there any questions no okay can i have a motion to approve the consent agenda please you can as soon as i get there thank you thank you starting here yeah i make a motion to approve all items under consent including 8.1 minutes from the board of education meeting on january 10 2022 open and closed session 8.2 to acknowledge the foyer request received by the district and 8.3 to approve the following board policy minor changes footnotes legal updates and or updated cross-references section 3 general school admission 3 colon 50 and 3 colon 60 section 4 operational services 4 colon 80 section 5 general personnel 5 colon 210 and 5 colon 260.

so do we have any questions are there questions that individuals have for ms harden no i got to see this one already so it was fun to hear it again it looks like after the questions there might be a couple more slides maybe a summary about the finance funding the project there is yeah yes thank you mr stenner this is uh first time in and we don't know how long we were just discussing this morning we're adding a special into the rotation and so looking at our average cost for the current three specials that elementary students have art music and pe totals of about 800 thousand dollars per year and so the funding for this at least for the next several years will come half from tif funds that we received from the city of columbus and the redevelopment commission we did um request they you know they've given us 750 000 for the last five or six years and then this most recent year we requested an additional 250 000 and so the tif funds will fund half of the cost and then um operating referendum dollars will be a request for for the board to approve at the next board meeting because it'll be an additional appropriation on the operating referendum so you all approved the budget for the operating representative calendar year we will post a public notice this week of a hearing because an additional appropriation requires a hearing we'll post that notification this week and at the next board meeting conduct that hearing and then ask you for approval for to use operating referendum funds to pay for the other half this is these operating referendum funds are [Music] revenue collections in excess of the budgeted amount that we that we have projected for the last for the eight years of the referendum and that's due to an increase in assessed value and so we were able to apply the 15.6 rate but collect more than what we have budgeted to spend for this calendar year so half from the referendum operating referendum and half from tiff funds could you clarify two for me uh the the years were you so used to seeing things in academic years this is kind of set up in calendar years for us yes we always transition to calendar year when we talk about budget so yeah the reason i put 2023 on there is just so you can see a full calendar year of a budget and that's where the 800 000 number comes from since we won't actually start paying these teacher salaries until the beginning of august of calendar year 2022 the budget up there basically just reflects those uh payrolls that we run between the beginning of august and the end of december so that's this calendar year and that's the request that referendum fund column would actually be a request for 160 000 additional appropriation for calendar year 2022 then as part of the 2023 budget process we'll include it on the front end for a full year for 23.

on the far right hand side you can see for pension debt so that's those are the outstanding pension bonds that we're paying off or working towards paying off we use our local income tax distribution to cover that again you can see what we projected we were projected to receive based on what was budgeted versus actual and anything in the green is good because that means we collected more than what was expected next slide flurry and so on this one very much the same thing for debt service you can see what we collect from or what we expected in property taxes excise tax commercial vehicle excise task tax financial institution tax and the local income excuse me local income tax and you can see that for the most part everything's to the good you know we have one red there but overall we collected 69 000 more than what we had anticipated budget and that's a that's a good thing especially during kind of covered year you don't really know what you're going to be able to collect moving down on the bottom uh operations same thing we were roughly just over 400 000 short property taxes just overall 145 000 short overall for the entire fund however when you compare that to previous years that's not much different than the year previous so overall we collected 305 000 more than what we had were projected to collect in all of our funds so overall very positive on on the revenue side and that's just something that i use to kind of track to make sure where where we are if we need to pivot mid-year or make adjustments in purchasing staffing things like that so i wanted to touch base um on the education fund and just like i showed last year so on the top in the top upper left-hand corner we have total annual revenue dating back to 2015.

it's up 269 that seems like a lot the week before we were up 400. so again we're starting to see those same fall offs that we're seeing at the county state level a little bit of movement in our big numbers we're seeing that uh sixth grade seventh grade ninth and tenth all grew um proportionately in in again um this isn't a lot of cases but significant that it's gone up a little bit and then lastly just continue targeting the vaccine clinics continue to expand our ability to be able to test our staff and students and then of course continuing our later protocols as they're listed there and i'll be happy to take any questions questions or comments with dr harshmarker i had a question about the vaccine clinic in partnership with community health on the 3rd and 24th of february is that open specifically for our staff and students or can other people within our neighborhoods or communities take advantage of that both okay yeah both we we do put it out on the website and we obviously the community is us as well okay okay i just wanted to clarify it's very um i'm grateful for the accessibility right here absolutely we first started we didn't quite have enough people and what have you but now we're able to move two to three hundred through in the clinic wow thank you any other questions or comments for dr horsley yes i have one i know that we serve a very diverse student population with varying needs and so first and foremost thank you for everybody and just our efforts and keeping our schools open but there has been questions where i have received questions if a parent is alarmed by the numbers and wants their in-person student to go virtual could you just re-iterate the process for that or what that would look like to that parent sure i i mean i can speak to it i also can administer notre speak to it but those are case by case at this point and and working with the principal and the parent to make sure that that is the best fit and that there's space available in that classroom okay thank you any other questions or comments just for the community to understand we we keep this safety and health update on our agenda because we are definitely want our students our teachers staff and everyone in our community to understand the importance of everyone being safe and the well-being of everybody in our district and how important it is to make sure we can keep our schools open so we know it's a lot of data but the other reason we because we on a weekly basis get information on this data and if there's any decisions we have to make as a board with dr smith that information is available to us so community we are well aware of what's taking place in this environment and we're doing everything we possibly can to keep everybody safe in our township so uh so we take the time to cover that so dr harsh parker thank you for this information and all this information is available and if you do have questions parents you're building leaders how to they have the same information so keep asking questions because we definitely want to make sure everybody is safe thank you thank you board goals student achievement update mr president members of the board and dr smith i'm pleased to bring you an update on student achievement relative to the board goals that you previously passed the board goal that we're going to take a look at this evening is a growth of 10 percent and our students meeting grade level proficiency on our district benchmark math and reading assessments and looking at that through the lens of every racial subgroup within our district we use fastbridge reading and math assessments and this is from the approved list from the indiana department of education we administer those assessments in august for the beginning of year baseline they are nationally normed both assessments their adaptive assessments meaning that the cut score for benchmark changes as the year progresses it gets increasingly it increases as the year goes on the second administration was either in december or january schools could choose either one for their mid-year growth data point the testing window has been extended for kindergarten middle school in order for them to reach the 90 student test completion so i'm bringing you elementary data this evening so this is our reading data for grades one through six and you can see each subgroup listed on the left-hand side the total number of students that were tested in that subgroup at the beginning of the year middle of the year the percentage of students that were reaching benchmark at the beginning of the year middle of the year the percentage growth as well as the growth overall growth in the subgroup so you can see that for reading we've had growth in every subgroup with the exception of our special education subgroup which did decline by percentage point but all other subgroups have increased with the percentage and number of students at benchmark math i'm pleased to report every subgroup has grown with the percentage of students reaching benchmark as well as growth within that subgroup a couple of other data points that we need to take a look at on the next slide attendance data although this isn't a result of student achievement it certainly impacts student achievement and something i've been monitoring very closely as a data point for us i'm typically and this is pre-pandemic what i call typical before march of 2020 our student attendance rate would average 96 to 97 percent in each school each week this year our elementary student attendance by school averages anywhere from 88 percent to 92 percent and that's a from the first semester this year which this student achievement data is attached to so some analysis points we know that our attendance has impacted overall student achievement we're growing we're getting more students towards benchmark but we know we've got some students that have missed quite a bit of school we also know that we're fighting through staff vacancies and that also has impacted benchmark growth achievement in some classrooms one piece that i think is really important for us to continue to analyze is that although we've seen growth in each of our subgroups we have a larger percentage growing in our white students than we do in our students of color and so we've got to look at some additional data points our cohorts are bigger and our students of color so we actually have more students reaching benchmark african-american students hispanic students than we do white students but that percentage of growth there's still a disparity that we need to pay attention to so in terms of next step we need to analyze our data by intervention type by growth percentile and i i do have the growth percentile ready to share with you in a future meeting and subgroup to determine effectiveness of of our instructional approach i'm specifically looking at our during the school day interventions and we've worked hard first semester um to get all of these interventions in place um and so now that next step of analysis analysis we'll see which one are we getting the most bang for our buck from as well as after school supports um we've started several new approaches to after school supports that we've never done in the district before and so we'll be analyzing our data by after school support as well and then continuing to support our schools in their data proven practices be happy to entertain any conversation or questions any question on student achievement um i have a question on slide number six and just to clarification the attendance numbers 88 to 92 percent that that includes our virtual students yes yes okay thank you okay i just have a well more of a comment slash yeah with the data that was given here our equity audit it's using data such as this that helps to pinpoint and target and narrow what we need to do to better improve these systems right absolutely so i just wanted to just to reiterate that the purpose of our audit was to pinpoint and to address some of the issues that were mentioned tonight you're exactly right groups just wanted to reiterate that thank you so help us with the calibration so a three just a one percent increase what does that really mean so if we can go back to the the math slide mrs blankenship so on this particular slide three percent of our african american students 57 students five and a half percent of our hispanic students 77 students 10.5 white students 39 so you can see we've got more students of color reaching benchmark but it's less of a percentage because the overall subgroup is larger correct okay i just want to make sure you understand what these percentages mean that's significant it is talking about it is bodies right it is okay i had a question mr notre well first of all thank you and your team for putting all of this together and my question was what factors would do you attribute to the decline in the reading score on the special education group so that's still part of our further analysis as we're looking at specific intervention types we need to look at the type of supports that students had and look at growth percentiles within those supports so that'll be coming in in a future meeting okay so it's in next steps then absolutely thank you sir and troy and karen that's not all of our spare kids those are the kids who are sitting in general education class is that correct correct that is correct that's not all miss norman okay what does that mean doc smith go ahead karen go to the bike our experts yeah and they can explain that you have your own language we do have our own language and you can see the numbers significant less kids who are in that number so there's a reason why sure as we look at the different data and the fast bridge data some of our students who are in more self-contained classes functional academic or life skills classes don't participate that we use other assessments to gauge their growth and gauge their progress so when we look at the students that are taking the fast bridge those are students who are in the general ed classroom more frequently and for a higher amount of time thank you any other questions or comments on student achievement boy just a reminder we will address a board goal at our meetings uh instead of waiting to the end we can have comments questions as we are going forward so thank you mr nora and your team again i know some work to pull data but it helps us better measure how well we're doing as a district so this is good thank you sir thank you results of our teacher laptop rfp mr michael good evening dr smith mr president members of the board tonight i'm presenting to you the results of our recent request for proposals for new teacher laptops as i presented to you previously it is time for us to refresh our teacher devices and to maintain a greater level of flexibility for a staff and a long time request that's been coming to our division we'll be shifting from desktop computers to laptop computers that will also consolidate the number of devices that our teachers have to maintain instead of maintaining a chromebook and a desktop they'll just be able to maintain a windows laptop so what you see in front of you is the results of the bid process our team did our due diligence and identified three specific models and configurations that created an apples to apples comparison across vendors so they would be roughly equivalent in in performance and capability and as you see the results there the the hp model was the winner and the reseller with the best possible price was virtucom at 12.95 and that includes a four-year warranty for your battery coverage and the docking station that will allow the teachers to continue using their dual monitors their webcams and their keyboards and mice any questions on our rfp for our teachers laptops thank you sir thank you financial update mr street yes mr president members of the board dr smith we're gonna i'm gonna reverse it a little bit we're gonna start with the transportation fund this evening then come back to the general fund as you can see the transportation fund in every category finished above what we'd anticipated except for the property taxes and that kind of has to do with how the tax caps impacted them at the end but we still came out better than we expected there by a few thousand few hundred thousand dollars now if we flip over the general fund this is where all the this is where the good news is our almost every category there again you see is in green so that we were way over anticipated in almost every area due to a lot of reasons but we ended the year with 16.5 million in revenue our anticip we had anticipated 11.5 but due to less sub costs that we had some staffing shortages throughout that we we've been filling and revenue came in higher than anticipated due to the increased enrollment we had in the fall so when we get done with this report mrs johnson will bring a couple things to you that i think everybody will be happy with and if we approve those with some other things that we agreed to in the contract we'll still keep our cash balance above the 12 million that the board goal is but we're very pleased with the way we finish the year i'd be happy to answer any questions anyone might have questions comments on our finances mr freeze well good news for us mr street no comments from the ward okay we're gonna wait on the good part okay is this a good comment mr sreeve you left out one thing i always remind people we can do all those things but we also have board very good management so add that on your list of good things mou between lawrence educational association and the msd of lawrence township johnson mr president dr smith and members of the board i'd like to present to you our memorandum of understanding that is entered into this 24th day of january to memorialize the agreement between the metropolitan school district and the lawrence education association regarding provisions which become necessary after the deadline for the completion of collective bargaining so as our cba currently reads we have a cash balance stipend that as of december 31st if greater than or equal to 13 million each teacher hired by lawrence township on or before november 1st 2021 and who is still employed on december 31st shall receive a 250 stipend well lawrence township finished the year with a larger than expected cash balance in the education fund and wishes to distribute some of the excess to the lea in the form of a one-time stipend of a thousand dollars so the said one-time stipend would be payable to all certified staff employed prior to january 22nd and working on january 24 to be payable no later than the end of february 18 2022.

2022-01-25 Bristol County, MA YouTube / DHSTVmedia transcript source: youtube Dartmouth School Committee Meeting, January 24, 2022 · passage 3
i'll second that all right so i have a motion on the table by mr nunes a second by mr oliver is there any discussion on the motion to close the public hearing hearing none all in favor aye opposed all right that motion carries unanimously all right so i am going to take one thing in front of our student representative report evan and that is about the naming facility about the dhs basketball court and the vote on the naming decision dr gifford do you want to start and then yes thank you thank you for taking this out of order and as you received information about the committee that we had the naming committee come together we had about 15 or 16 folks apply to be on the committee from the community and staff mr oliver and i looked over the people and made a choice and we had nine people and that was including mr oliver on the committee so we met i thought we were going to meet for a few meetings and prepared a rubric for them to assess the folks went over the information that we had and lo and behold and i know mr oliver will speak to this as well when we arrived at the meeting we had folks alumni we had past and current coaches attend we had a community member and people that had been students well well mr gaspar was recommended um we had a former administrator yeah administrators as well so we we felt we had a good a good group of folks come coaches of course as i said and before we even got to they just overwhelmingly wanted to approve and recommend that mr stephen gaspar that we named the basketball court after him and um do you want to add a few things that he they spoke about him and yeah absolutely thank you thank you dr gifford i think it was a very productive meeting i think it was great to have such a cross-section of the community involved in in this process and you know especially from the i think there was two of them students that were there former students could not just say enough about coach gaspar especially with the fact that outside of your typical coaches role as far as following up with them at home over the weekends to make sure they're getting you know their homework done and they're really engaging we heard a lot of that dr gifford of just really engaging outside of the school day to just make sure that his players are not only performing the best on the court but also the best at home you know whether it be with their families whether it be with their students they just couldn't say enough as well as we had a couple of current and former staff members there and once again just that you know they spoke about him mr coach gaspar and his wife starting the dartmouth high school after prom and the commitment that was put into that um it they they went on it was a lot of just all around that we looked at it with the rubric you know we looked at the i looked at the rubric and at the end of the day from the big picture of hitting all the different spots um you know no one could think of anyone more deserving and even i forgot who it was it might have been mr hickey a former administrator that actually had some of the stats of the state stats from when he coached for how many wins um over the seasons versus like the current records and all that so it was very impressive to hear um so as dr gifford said overwhelmingly the recommendation and the vote was made for coach gaspar all right one of the things that stood out for me as well um was the idea of not only it was beyond the the coaching court it was beyond basketball it was as a teacher and a mentor and a role model for all of the students for 30 some odd years and one of the people said um he had had some troubles as a student and how much he helped him just in his personal life as well so anyway mr oliver and i looked at each other and said well i i guess we go no further because it was so overwhelming it's unanimous it was unanimous vote to recommend that the basketball court in the carlin lynch activity sent to be named after mr stephen gaspar and so if we can we'd love a vote for the committee and why we wanted to move it up is he happens to be here on his off time with the basketball team tonight and we wanted to then bring him in to at least let him know what because as far as i know he doesn't know this has been going on maybe he's been hiding it nicely but i don't know and then of course talk about uh an official recognition at one of the home upcoming home games so that's that's what we have to say that's our recommendation so i will entertain a motion to approve naming the dartmouth high basketball court after former dhs basketball coach steve gaspar i'll second that i want to start i'll make them i'll make the motions so we have a motion by mr oliver in a second by miss amaral is there any discussion well deserved yeah i'll just say i don't know him but he sounds he sounds great so i'm happy to you know follow the recommendation of the committee on this so if there's no further discussion all in favor aye aye aye opposed all right so that motion carries unanimously now we're going to go try to go ahead and we're going to evan we're going to have you go ahead and do your report it's our student representative report and then we'll come back around to that so thank you evan thank you dr jenkins since our last meeting a lot has been going on here at dartmouth high school the dhs theatre company is preparing for its spring show shrek the musical roles have been assigned and performances will take place later this spring in addition to shrek the theater company recently held auditions for their upcoming competition piece our unified bowling club has taken several bowling trips this winter with members having fun and exemplifying the power of teamwork and inclusion last week dhs welcomed landon callahan a speaker from the safe and supportive schools initiative landon met with administrators like mr tebo and mr shea members of the gsa and ms correa the gsa advisor additionally landon spoke with the faculty on ways to support lgbtq plus students at dhs as part of our school's efforts to create an environment that is welcoming and supportive to all students dartmouth high school was awarded college board's computer science female diverse diversity award last week in recognition of our high school's high female representation in ap computer science classes congratulations to our stem students computer science teachers and everyone else who made this award possible additionally i would like to congratulate dhs music students jonas chen ryan church william jordan and mohamed hijazi all of whom have been selected to be a part of the southeastern junior district music festival the four of them will represent dartmouth high school at this three-day music festival in march joining other talented student musicians from across the south coast thank you and that concludes my update for this meeting thank you does anybody have any questions for evan a lot going on yeah thank you very much thank you and as always we welcome you to stay if you want to get a taste of sort of what a regular school committee is like you're welcome to say i finished all my homework today [Laughter] oh yeah it looks like they're coming now so we'll just stall for a minute or so um yeah we did the minute so we're good so we'll just um wait and um welcome our distinguished guest he doesn't know i hope he's like what is going on everyone everyone anyone watching us is like what is going on that will hopefully soon be clear coach gaspard [Music] we're so happy you're here because we had something to um we want you to come back we're recruiting so we don't want to throw you a a curveball here but um we we um some time ago mr grandfield here recommended that um a special award be given to you um here comes the team let's wait for the team come on come on how are you good thank you [Applause] [Laughter] all right all right come on in all right all right they don't even know what's going on yet hold your hold to pause for just a second we haven't shared the share then we haven't shared the good news yes all right so as the team enters as i'll start again uh some time ago actually last year mr granfield sent me a letter asking that you receive a special award for everything that you've done for dartmouth that award is to name the basketball court after you in the carlin lynch activity center we then proceeded to have a naming committee come forth we had many members of the community meet with us with mr oliver and myself there's nine of us we met last week and we met and um before we had two we were able to say about two words this committee of um past coaches current coaches of all different sports past administrators administrators alumni uh community members came forward overwhelmingly and spoke praises about you and the work that you've done for dartmouth and the students and families of dartmouth so tonight this committee has just voted to name the basketball court in the carlin lynch activity center after you mr gaspar and i know your team is very proud of that [Applause] you'll be able to speak of course i'm sorry to throw this on you but um we will then um have a special ceremony at one of the upcoming home games and i'll be able to make that tribute to you with of course mr grandfield's um speaking at that night not going to get away without it so anyway if you'd like to say a couple of words well i just want to thank you i'm speechless i didn't i had no idea good i would like to thank everyone but that's not it wasn't me it was them all the players i don't know how many players have played after 35 years of coaching but hundreds of players it wasn't me i just guided them i didn't put any ball in the basket i didn't i didn't steal any pass they there's the players but i'm quite honored you know mr lynch was a great friend of mine um i've known john since high school 1966 i was like i didn't want to go that far i was only in eighth grade steve but again thank you very much and you know but again it's it was it's not me it's them uh but it's quite an honor and i'm very very i'm flattered i don't know i'm stuck i'm i'm i imagine one thing i want you to know i know they'll be more said at the night when we do the tribute is the folks that came were on the committee they spoke even more beyond what you do on the court with what you did with kiddos on the court it was about what you did for the students overall their families and just everything that you contributed and that after prom that was really my wife's idea and she too they mentioned her yeah we did that for 24 years and that was a great honor for us yeah we got that idea from durfee and we we took it for 24 years that was certainly something that was discussed at the uh naming committee's uh meeting uh all the everything that you've done for the year but again it wasn't my wife and i it was people like john who's there the whole night you know you know volunteering dr kelly dr dr russell you know they were there the whole night you know it was just it was a great honor for us to do that we were just guiding them they were the ones that don't like people like john and you know everyone of all the parents that volunteered who we just we just told them what to do and they did it and the kids enjoyed it so mr gaspar i want to say that you're showing the hallmarks of a great teacher and a great coach and that is modesty i know you like to say it wasn't me but i think it's clear from what the naming committee has said and what we've heard that it that it is you um and so i know that's probably you know you're very seem like a very humble person but we're extremely grateful for what you have done um and all the work you have put into this community so thank you thank you so we'll be in touch you'll be back all right thank you again thank you thank you you're it's worked welcome perfectly that's nice all right all right so as we allow our basketball team to clear out we'll move to the next item on our agenda yeah which is the spotlight on kids uh for joseph demello elementary school i'm carrying this out so they can talk over me but that's right here they come um so dr gifford you want to do introductions of course as you know ms paveo miss correa here speak about the wonderful things that continue to go on at the de mello elementary school that's a tough act to follow yeah good evening everyone and thank you for this opportunity to shine a spotlight on de mello school liz and i always seem to come right on the heels of a change in what's happening in the covered world and we're happy to answer any questions you might have about that a little later on but we really wanted to take this opportunity to not talk about covid for just a minute and instead focus on some of the amazing learning that's happening in our classrooms we've done spotlights before on our students as readers and writers and about them as citizens in pbis we thought tonight we would take this opportunity to talk a little bit about our new math program and give you a little peek into some of the really rich and rigorous work that our students are doing each and every day so i should have done that first so when we think about our students beyond our students as mathematicians we need to think about what our goals are for them what we want them to be able to do when they leave us at the elementary level and really what we want them to be able to do as adults in all realms of life there are six really kind of rich goals when we think about the skills that we want for our students as um successful humans who can get along in the world and those are those critical thinking skills those communication skills creativity problem solving perseverance and collaboration so what does that have to do with math uh when we're planning lessons often we root them in content standards right and we think about what do we want our students to know and that's a really great place to start what do we want our students to know but when we focus only on content what are we forgetting so when we focus on content one of the things that we're not really emphasizing is the practice standards and that's the part that circles back to those six skills that we just talked about it's the what do we want them to be able to do piece of planning a lesson focusing on the practice standards is how kids show us that they're accessing those content standards so when we talk about what we want them to know these practice standards are how they can show us they know it they're the skills that we want kids to possess to be successful in all areas of life so this is what we're talking about when we talk about practice standards are not just about math but liz is going to give you a little bit of how we develop our best practices for teaching thank you you're welcome sure so i just realized that when i put my glasses on with the mask everything steams up so i might squint a little bit i think it's actually better that i keep my glasses off if i want to stay with the presentation so research tells us that there are very explicit teaching practices that are critical components of infect effective math instruction across grade levels these practices include building procedural fluency on a strong foundation of conceptual understanding engaging students in tasks that promote mathematical reasoning and problem solving providing students with opportunities and supports to engage in productive struggle we love productive struggle as they grapple with mathematical ideas and relationships i think they've used some of our favorite words just in that line so important facilitating discourse among students to build shared understanding of mathematical ideas using evidence of student thinking to assess the progress and adjust instructions in ways that not only support our students but extend their learning and having teachers take a step back and become facilitators and we've talked a lot over the years in dartmouth about not being the sage on the stage i think we've got that and when it comes to math we really want to have teachers support students and guide them as the students do the heavy lifting and so we talk about all of that kind of rich stuff that we know needs to be present and then we talk about this introduction of our bridges map program and so we talk about how does bridges or does bridges incorporate these content standards and these practice standards while using their best practices so to know a little bit about that we gave you a little bit of background information on bridges so this is what really makes bridges different from so many of the other programs that you'll see bridges was designed by the math learning center and they're not a publishing house right so they're there in lies the big difference they're not trying to sell you something they're a non-profit organization that consists of teacher researchers dedicated to k-12 math education the organization grew out of a national science foundation grant and it was founded in 1976 by three math educators and their mission was to inspire and enable individuals to discover and develop their mathematical confidence and ability the curriculum is inquiry-based and it focuses on using visual models to develop mathematical thinking so it's really kind of different than some of what we've seen in traditional math programming in the past it really focuses as liz said on that grappling piece and on that inquiry piece and on that sort of productive struggle where rather than i'm going to show you it kind of takes away a little bit of step away from that i do we do you do that we've seen throughout the years and we're just really kind of posing a problem and letting the kids use those critical thinking skills to figure it out right and that we always kind of talk in really layman's terms about when do you remember something is it when i tell you how to do it or when you have figured it out for yourself through kind of trial and error and making those mistakes that you really own how something is done so liz is going to talk to you about the different components of the program and then we'll get into the stuff that we really want to show you which is kids doing it so if you were to walk through any classroom at de mello school during the math block you would see this year a rigorous blend of direct instruction followed by structured investigation and open exploration with bridges we have a program that consists of three main components there's the number corner problem and problems investigations and workplaces so as you'll see in a moment we have videos that kind of highlight each component of the program number corner focuses on skill building through a classroom calendar and provides students with rich daily practice and repetitive encounters with broad mathematical topics the problems and investigations portion of a bridge's lesson involves whole group activities and inquiries that also include opportunities for students to work individually as well as with partners and finally workplaces is where they get to play with what they've learned these are math stations that use fun and challenging games and activities that make the concepts that they've been working on and skills tangible to all students give you the next page your name that's me so we're going to take a look at number corner we're going to let our second grade students show you what a number corner looks like and what i love about number corner is the students tend to lead it so after a while of having uh it modeled for them the students then kind of step up and take over number corner and uh this number corner is about the 19th day of january i hope you can hear this because it's fantastic oh victoria can you tell us about what you're doing anybody remind you why we're taking 19 out of the bucket 19th day all right so let's look at the way victoria's going to organize these 19 squares that she's taken out for us so make sure i'm going to stop you for a second is that all the red ones that you picked out okay so let's take a look at how many red she picked out i'm going to ask you to have a chat with your partner about this question i haven't asked a question is it possible for victoria to have a line of blue that's going to be exactly equal to that line of reddit [Music] what do you think folks yes or no why play some love because there's only one line and they're going think that we can have exactly the same number of red and blue today nathan because i never picked holy grail um so nathan do you think yes or no yes yes you can have the same number of blue and red today actually no okay okay because you only need one plus 19 that's a number and you only need one more to get to so it's on an odd number today so it's impossible for us to have two even columns if we have an odd number all right victoria put up those let's take a look in the second video we have another student in the class explaining her thinking about number corner thank you [Music] [Laughter] if the blue had minus one more it would be even so so the red is the less than half because if you added one more red cube it would be easy you've really been listening lately great all right victoria thanks for your help i'm going to do some coloring in it's hard to hear you know i don't make this big again so i hope we can i don't know figure that out um we're gonna move on to some of the problems and investigations problems mr galashan's gonna help me um so we talked about how a lot of the emphasis is on the visual models and so in this first video this is a first grade classroom that's learning about using the number line to add and subtract multiples of 10 and they use the help of their friend polly the frog on the number line to help them with that and i'm going to say good morning paulie good morning all right so polly is going to be jumping across our number line today look really close at our number line we did this last week um but our numbers look a little different what's different alan they're counting by 10. my friend can we count by 10 to 100 yeah are you ready [Music] okay now we're going to count from 100 all the way back to zero by 10.

section 6 instruction 6 colon 130 and 6 colon 320 and section 7 students 7 colon 750 7 colon 150 7 colon 200 7 colon 210 seconds mr gatewood aye dr marino aye mrs simultan aye mrs swanson aye mrs doyle aye mrs johnson aye motion passes 6-0 item 9.1 is information regarding policies that are being brought to the board for a first read does the board have any questions on the policies that have been presented um just so you guys know there were so many burgers i don't think we had any big changes to these ones um hold on a minute oh it's on action items nope these ones were good sorry i'll get you on action most of these were just minor changes if any all right item 9.2 as information is an informational report and a partial roof replacement for ohs dr petsky yeah thank you dr sparlin and uh for this i'd like to call to the table um our director of operations uh rob allison and also our district architect from cluber charlie johnson so the project that we're talking about today is the oswego high school roof project report so uh on the first slide here kind of the scope of the project it the bids that we put out consisted of a base roof bid and i'll show you a picture of this in just a second the base roof bid which is a section of the ohs roof which was built originally in 1999 in addition to that we asked for three different alternates uh two different areas on the ohs roof that was built in 2002 and then the final alternate which is all of the ducting on top of the oswego high school roof there's some insulation to go around that ducting so the the parts here you can see the 1999 roof section base bid in march of 2021 there were some very high winds which caused loss of the adhesion between the membrane and that 1999 section of the roof so we've been putting in some temporary measures to help secure the membrane kind of keep it a water tight seal um and then when when we were up there looking at that 1999 portion of the roof we walking the roof we also saw the the two sections of a 2002 roof section that were put on there where there was some subsequent roof conditions that there are some additional areas where the roof was identified as having areas of similar adhesion loss that could start leaking there were several soft spots in the roof on the membrane that's indicative of wet or compromised insulation and buckling and lost anchorage or footing of the membrane and then the uh the fourth bullet point there was our alternate three uh the rooftop duct installation so on june 24th of 2001 we did have bids accepted for miscellaneous cooling tower work which included the replacement of the insulation at ohs we ended up rejecting that bid because we didn't bid it out where you could only select that portion of the project you ended up having to do the other projects which were like the binary chill tower i think it was a trauber or thompson tower as well and we wanted to hold off on those at that time and the last bullet there funding sources for these projects are intended to come from the sale of the dsub funds that we have that are on the agenda later tonight so that's a lot of words let's take a look at some pictures so this is the top of the oswego high school roof on the right side you can see route 71 and in the lower right corner you can see the main entrance way to oswego high school and so right above that you can see the green area is the 1999 base bid that we had or the 1999 roof portion above that in the yellow you can see uh 2002 alternate one bid that was provided and then red right above that you can see the additional 2002 alternate two roof bit in addition to those three you go here you can also see the circle here all of that metal duct work um needs to be insulated to help prevent leaking and things of that nature and so there's an alternate three which allows for that to be insulated and we wanted to bring this to you or bring it to the board but we also want to show you that we're not just looking at oswego high school those are things that were in the previous vision 2020 plan so those projects are there also in vision 2020 we're also looking at the next six rooms that we would be looking at uh in addition to that so you can see there's some roof work at thompson that'll be coming up soon fox chase homestead bernarcik and then a little bit more at ohs the metal field houses and then a 2001 edition and then also ohs this building here was built in 2005 it's the original roof and we we clover uses a 23 year life cycle for the roof and we're approaching that now and having conversations about those roofs as well so we wanted to share that with the board as well and leave some room for any questions that you might have we're just bringing it to the board for information today and as you saw in the memo it's not listed here but the recommendation from our information would be because of the efficiency of scale we've already got people up there on the roof when you look at the bids that came in there would be some efficiency of scale if we did choose all three options but of course that's at the discretion of the board if there's any questions about that too we can answer some questions you might have about why we're recommending all three alternates so when do you do um this kind of work like in the summer or correct yeah ideally uh summer so it doesn't disrupt the school one of the considerations with that 1999 section was how much time do we have between the mid-march discovery of the damage and when school started in august excuse me factors considered into that or the significant delays in product because of cobin and i felt at that time that between the the specs needing to develop the specifications throughout the bid i know we could have gotten through the board to an emergency session but i was concerned about the timeline for the actual project um not getting done before school start so i took the approach to do an emergency fix i love the detail thank you hey i have a question specifically about the ductwork insulation over at ohs it's not just the rooftop unit some other units inside yeah they are what we're focusing on is strictly the exterior right but they have some units inside that are leaking they do i mean i'm sure other buildings have it too but the leaking that you're experiencing on the rooftop is predominantly associated with the insulation itself there's a there's an exterior grade insulation that doesn't take on water but the insulation that's up there right now so it needs to come off put on the new stuff and it does find is once you insulate the ductwork you will get some of that traveling water to the inside right i just wonder if anybody looked at maybe asking the building engineers if we would save some money if they were up doing the rooftop units if they also fixed some of the inside that's uh we did have meetings with the building engineers when we did the envision 308 so that feedback they've got an opportunity to share other items that might have been added to this so that that was not a part of this scope but that's definitely in the envision 308 plan to get that feedback and to address issues like that as well and i think i think the approach would be if i'm hearing you correctly what can be done in-house yeah but i mean if it's something that can't be done in-house and we already have them out there if there's some big areas that need fixed before it comes to the board i imagine we would throw some of those in there and that that kind of piggybacks to my question excuse me i'm assuming that we walk the entire roof and the second to last page for the range 224 so for the metal field house in the 201 edition so my question would that completing those two sections in a couple years would that be a hundred percent of the roof at that point got it so um so what how how far how what's the condition of the rest of the roof based on you know that assumption based on the assessments that we had it was adequate there the ohs roof is broken up into about five or six different sections so this would address uh this would address three of those sections and the others were deemed uh not needing attention at this time there's actually sections of that roof that are still under warranty okay so the high schools unlike your elementaries and your junior high schools really can't be done in one year got it it's just too much one for for a contractor to undertake and for the district to expend um so over the next over three years time you probably want everything up to date but you do have sections of that roof that we just replaced in 2014.

you can see compared to year 2020 we collected just just about 300 000 more in 21 than we did in 20. and then the same thing when you look on the far right hand side total expenditures total expenditures in 2020 we're at 12.428 and in 2021 we were at 11 821. now so whereas your pre previous years they were steadily increasing beginning last year we started to slowly decrease and so the important one is the second row on the left-hand side annual revenue versus expenditures 17 18 19 we ended the year in the red so we spent more than what we received in funding and in 2020 in the education fund we ended 59 000 to the good and this is where um it comes into play because it's good but our expenditures in 2021 actually look are look less than what they are and so our annual revenue versus expenditures looks higher than what it is because in 2021 it's 956 thousand dollars but the thing we have to remember and consider is that we shifted just under 400 000 in expenditures from the education fund to rainy day so that accounts for roughly a 400 000 drop in expenditures and so that would show roughly a 400 000 addition to the positive so but overall um very positive ending um you're up about a half a million dollars and that can help us continue to to build the education fund back up to where we needed to be so that we have some reserves for lean times and you know that's with obviously giving the nice staff increases to to our teachers to all employee groups because we also realize that those expenditures don't go away they're going to stay with us so it's putting us it's putting us on the right track we still got to make good sound decisions but definitely is helping with the overall outlook you know in the in the future as long as enrollment holds true and keep expenditures where they are some other just high level high level notes we we transferred roughly 1.86 million dollars from the education fund to the operation fund so that's part of the transfer that we do each month and one of the things that i do is i track also track that to make sure that we stay under the 15 and so in year 20 we were 14.84 um year 2021 we were 14.63 so we actually transferred less than what we could have um so we're staying under that amount and that's a that's another obviously positive thing so overall it good gear and um you know that's that's helpful um in moving forwards as well so next slide please i did the same thing for operations fund so total annual revenue on the left hand side total expenditures on the far right hand side revenue versus expenditures again 2019 we ended the year in the red in 2020 we ended the year roughly 100 000 to the good and in 2021 roughly 200 000 to the good so we're able to build up a little bit more of a cash balance and a reserve and also um we transferred a half a million dollars to the rainy day fund because we're going to continue to pay those educational fund salaries out of rainy day in 2022 that's how we how we budgeted that and in 2023 we'll look to move things back to to the education fund so overall very good year very positive thing something that's helped with that is we've had bond money to help pay for repairs and expenditures certainly that'll help with our big renovation project as well move to the next page please so in december i don't know december the end of november it all seems like a blur now but we did receive our 1782 notice or a budget order and so just for a reference sake i showed you our 20 so on the left hand side we have our advertised side and that's what we used to advertise during budgeting purposes and on the far right hand side for 21 and 22 that's what's certified and that's what's actually used in what we're given and we know that what we we always advertise high we don't quite get what we advertise but a couple of positives in assessed valuation within our taxing district grew by roughly just under 30 million dollars so that's a positive thing anytime you have have growth in that in that area and another important consideration with anytime your assessed valuation grows then your tax rate can drop as well but looking at overall budget of roughly 21 million 215 000 with a levy of roughly 6.4 million but a tax rate of a dollar 31 11.

i think you just got my question so you're saying within three years we'll probably have to replace the entire roof of the cross the entire building no that's just when the warranty expires and then the for instance these typically roofs are about a 10-year warranty but their life cycle is about 20 to 23 years okay perfect in 2012 we also had uh big additions put on to both high schools so you know the roof in those editions is uh only 10 years old right now perfect all right got it we would though that's a really good point i'd like to just point out that that's what what we've asked kluber to do with this next version of the envision 308 plan is don't just tell us what work wasn't done it needs to be completed but if we had a healthy schedule for all of our roofs yes then what like here rob gave you an example of what are the next roofs on the list but we'd like to give you a comprehensive what are the next 23 sections of roof that need to be done and when we complete one we complete it this year but then it becomes an incomplete item for 23 to 25 years down the line yeah we keep on we keep that cycle going and then the reason for asking that question is exactly that when we're thinking about how are we going to pay for this uh and we're thinking about you know you said funding sources the decent bonds if i remember that was only about 15 million and this looked like this could be significant portion of that on one building yeah yeah keyboard you're right the dsub that we'll be talking about later is we're looking at selling up to 18 million so it'll be about 17 million dollars and over the next six years of which 85 of that 17 million needs to be spent in three years and uh and this project all of those um as you saw that's 2.2 million dollars for all the roof and the insulation so that's one of the that's one of the challenges that we're faced with now is coming up with again coming up with the high priority items and really focusing those d sub dollars the next six years what projects are we going to do um that are that could lead to mission critical shutdown failure and i'm sorry i just want to press one more time just for rob's point is that if we're if we're only getting 17 to 18 million from the dsa bonds but when they give us the total budget of all of the maintenance that needs to be done for all of our buildings i just want to make sure that we and the community understands that that that budget could be i'm just throwing a number off the millions beyond the 15 million they will have in a short period of time yeah correct it does sound like a lot of money but keep in mind these are we have 23 school buildings i mean and we have like just the roof here is 2 million what about the boilers the chillers and all of the other maintenance now keep in mind that's why we want to link the envision 3 weight plan to funding source because we want to see what do we need those extra capital dollars for to get back on a healthy cycle but then how are we using our current uh o m daily operations and maintenance funds to help support and and and keep that keep those projects on a healthy scale as well and that was to ali's point i got it thank you yeah thanks eugene and just confirming obviously it's always nicer to have three bids but we only had two companies respond to our okay and the uh i think the board dock included information on why certain companies didn't okay okay we had a total we had a total of eight plan holders and uh the other five or those like five seven plan orders the other uh five bidders had variety of reasons of why they didn't bid one was as simple as they didn't get their bid in on time but two others had already filled up their scope of work for the summer they didn't need additional work okay okay all right i think that lends itself to the desire to be getting ahead yeah thank you that's helpful any other questions nope okay thank you rob thank you charlie thank you sorry so we have 10.1 second read and approval of board policies can i have a motion to approve the board policies as presented please before you read hold on before you read all those sure can we talk about pulling out one colon 30 and voting on that one separately one column 30 was the strategic plan and i just like i just i had half of our committee still had some concerns with some of the some of the language so i would just like to pull that one out and vote on it separately um well i'll make a motion to pull it out yeah if i get a second yeah [Music] school district organization so you need to make a motion to vote on that separately did i not just do that i didn't yeah she did and then that's on your second oh i'm sorry maybe maybe i didn't i heard you i mean you weren't super confident in how you made the motion but you didn't i mean you know i just i think it's important to ensure that all our committee members voices are heard so dr marino aye mr gatewood aye mrs swanson aye mrs doyle aye mrs simonton aye okay so um can i get a motion to approve the board policies with one colon 3-0 removed i make i'm we're approving all of them except okay thank you um can i make a motion to a bru prove board policies section 2 school board 2 colon 150 and 2 colon 240 section 4 operational services for colon section 5 general personnel 5 colon 90 5 colon 120 5 colon 185 5 colon 250 5 colon 330 section 7 students 7 colon 160 7 colon 165 section 8 community relations 8 colon 90.

since you're mentioning pictures we did have 100th school day recently so we were celebrating that and you can see some kids are dressed up like they're 100 years old so it's neat that is [Laughter] so that that map for the cdc has not changed for a long time the department of health one has it's went back and forth with the various colors but that's the way it looks right now so all 92 counties are in the red i think 19 counties having percent positive rates uh of 30 or more and we are one of those those 19. the task force standpoint i think this is the most up-to-date information that we have right now so it does go back to january the 19th which would be last wednesday reported on thursday so new positive cases we were at 290 on the 19th coveted hospitalizations at 65 i know the hospital did hit 70 at least a day somewhere sometime early last week so we always try to give you the the national and the state and the local information overall but then drill down into our own numbers and so a reminder that first semester we had 960 positive test cases of those uh first nine weeks was 514 second nine weeks 446 and we had a peak week right after thanksgiving of 112 cases as we look at second semester we have positive test cases thus far so again 960 first semester last year and 18 weeks of school plus the weeks of fall break and whatnot so that amount of time uh second semester we've been at it a couple of weeks um i think today was maybe day number 12.

and so that's just that's uh just over a 5 cent decrease from year 2021 so if you remember specifically if you look at debt service tax rate i'm not talking about levy i'm talking about the rate 58 cents and 22 in 20 excuse me in 21 it was um about 62 cents and one of the things that we promised our taxpayers with our building project is we were going to keep their debt service tax rate neutral level and we weren't going to cause it to increase so again another positive positive thing with that so those are just some kind of high level high level updates that i wanted to share share with the board something i've shared with mrs mrs hamilton and some of the staff is just like i did last year with our staff i want to do kind of a state of the finances so that way our staff members understand you know the logic behind the decisions that are made and also can be reassured that those decisions weren't just made to make them they're made to help us improve our situation so that we can give staff increases not just for one year but into the future so overall very very positive and we're moving we're moving the right way and then outside of that we're just monitoring obviously the legislative session right now um you know and we're looking for some of the bad bills i'm i'm sure that you've been following them there's some that are concerning um and we're kind of getting to a point where we need to continue to give input and feedback and you know one of the things that we might look at doing is seeing about writing a joint letter but just reaching out to to the legislators to to use our use our voice when we can that's all i have for this month okay thank you thank you next item on the agenda is old business and there is no old business so moving on to new business first item is an approval request for a deca overnight field trip yeah so the board doesn't typically approve field trip requests unless they're overnight or out of state and so this one is overnight with the with the proper chaperones and it's a good experience for our kids and uh so it's my recommendation that the board approved the deca overnight field trip i'll make that motion second second here motion in a second um question is discussion hearing none all in favor all right all opposed motion passes next item is an approval request to cancel outstanding checks two years and older yeah so this is another customary yearly or annual thing that we do and so mrs romer and mrs williamson has submitted a list of checks that are just that they're outstanding two years or older and what we would like to do is cancel those checks and return those funds uh to the appropriate accounts and so it's my recommendation that the board approve this request i i think two years is long enough to cash a check i make a motion second okay i have a motion a second any questions all in all favor motion passes i won't draw attention that your name was on that one right yeah third one next item is an approval request for the temperature controls project yeah so um i don't know how long the district's been working on this just exactly but we've been working on converting our hvac controls and temperature sensors from uh to uh piney's done that work for us to where it's non-proprietary and we can update and control and hopefully be more energy efficient and just more easily manage our hvac system and the last two buildings to be converted are red path into your meadow and it couldn't happen at a better time because we're having a lot of difficulty with the temperature controls at rit path and we want troy to be able to control those especially when the weather is cold or in the summer when it's really hot and so we have we advertised we had to advertise for this project because it was over the project threshold and so we advertised cramer companies helped us solicit these uh solicit these bids and essentially we have one bid and that's from piney piney engineering and it was for 494 which is a lot of money but i had budgeted 474 thousand dollars to be spent out of esser to support this project so we would be using our local dollars or some leftover bond money to the extent of roughly 20 900 to help finish off the project so overall positive the stimulus dollars that's what that's for help support hvac and essentially we have the proposal they're working on this this won't be completed in just like a month or so it'll take some time because it's a lot of work then it'll likely take them into september october but they're going to start with red path and finish up with deer meadow so it's my recommendation the board um approved moving forwards with this this project as presented i'll make a motion to approve a second man okay we have a motion in a second any questions or discussion hearing next item on the agenda is an approval an approval request for the 2022 appointment to the greencastle human relations commission yep so we had to uh we lost our appointment and so um we put something in the newspaper i sent something up staff to have some interest it's my recommendation the border point alyssa isaacs bailey as uh green castle's appointment to the human relations commission okay yeah i will make that motion i'm upset okay we have a motion in a second all in favor opposed the motion passes next item on the agenda is an approval request for some donations one from green castle york chevrolet buick gmc to green castle high school athletics in the amount of fifteen hundred dollars uh gary and linda huber from gary and linda huber to green castle high school band department in the amount of 500 from platinum county community foundation to greencastle high school near my 1500 putnam county community foundation to green capital middle school in the amount of five hundred dollars and putnam county community foundation of red path primary in the amount of one thousand dollars jack and shirley dalton trust to zonicus intermediate the amount of 2 500 in the green castle civic league to the 21st ccl after-school program in the amount of 500.

schools but certainly at brook park which had a plaque for 1960 when the school was built for 1966 when it was renovated for i believe the year 2000 when it was renovated and again now in 2022 it's very clear to me that this board this administration stands on the shoulders of dreamers in this township who believed in the children of this township and still do it was quite an honor indeed madam secretary i second everything that everyone has said with the addition of vex competition this coming saturday february 5th see our little kiddos go at it um it is at linheur's seventh and eighth grade center so i urge you all to come see because i learned a lot myself when i went it's pretty awesome so that's it for me board let's just take a moment here to think about what we've done tonight first and foremost recognize some heroes in our district and other business partners talked about the achievement of our students able to celebrate funds to be able to give back to our classified certified administrators in the midst of over 19.

so she made two more hops she lands on 60. okay but now mrs t needs to write an equation to match what just happened where did ollie first jump to what number and then where how many did she jump how many more did she jump oh that's a tricky question how many more did she jump rylan she jumped 20 times she jumped 20 more times she jumped two more times which if we're counting by 10 how many is that if you're jumping two times each topic by ten how many would that be twenty please jump and where did she land um but there's a problem that 40 plus 20 equals 60 but she couldn't find her friends she could hear them having fun in the water so she turned around and went back two hops or 20 back the other way where do you think she's going to land who's gonna come up here and move polly while i read the story again [Music] but she didn't find her friends she could hear them having fun in the water so she turned around and went two hops were turning back the other way where do you think she's going to land [Music] cooper nice job so my friends if someone is on 60 who can tell me an equation and that's what just happened there continuing to karina about we're talking about the use of equations we're talking about the use of multiples we're talking about flexible thinking going forward and backwards on a number line and these are our littlest learners these are our six-year-olds and we watch that grow through the grades when we have kids using that use of multiples of 10 to add on to big numbers and it translates right through the grade levels to using number lines to do fraction work and to do decimal work so the other quick video we're going to show you is our third graders who are exploring volume and capacity so um we talked a little bit about the structure of the lesson where there's a little bit of a whole group explanation and then the kids just sort of go off and explore and so this group of kids their objective in this lesson was they had a lot of different containers that were all different sizes and they had to estimate the capacity of the container and then they had to measure it to kind of see where their estimation came out i'm just going to show you these two munchkins on the left i think you all had it emailed it to you i think just for the sake of sound the second one's going to be hard to hear but you should listen to it if you have a minute because they come to this really great conclusion that that container that they were doing was 500 milliliters and it's a thousand milliliter measuring cup and they measured it and realized that they didn't actually have to measure the 500 milliliters they could have just realized how much they took out of the container and to see how much was left so it was really kind of thinking but i am going to show you these two and hope that you can hear the sort of aha moment that she has okay [Music] okay so write it on your actual spot can you say that again emma what'd you just say you got it kiddo that's the whole point of trial and error and that's the that's the message that we want our kids to have is that there's going to be productive struggle that you're not going to get it you know they were 100 milliliters off and she her partner there was kind of just made it the 100 milliliter difference but she said you know that's how we're going to figure it out and these two kids went on to make much more accurate predictions so liz is going to keep moving forward and show you again i'm not sure on the sound um but this is an example of a number corner game um the objective of this game is kids are supposed to be creating two three-digit numbers that the sum is as close to a thousand as they can get just the first one um i think that one's probably clear are you talking about what you just did [Music] and nice and loud because it's muffled through the mask right all right so i'm going to turn to charlie and ask him what he did what did you do with your numbers i basically did the same thing we were full thinking try to get 10 in the back nine and then nine to get exactly 1 000.
