Appreciate you being here, but as is the custom, I'd ask you to stand and join us in the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you very much. Again, thank you for being here as we do the public business for our schools. Uh next, we have good news from Jason Littenberg. Jason, good evening. Thank you so much, President Duckworth, Superintendent Hoover, members of the board. Lots of good news here to share with you this evening. One that I'll lift this recently, we had the early learning art show. This was uh really highly attended, not just from families of our youngest artist, but a lot of other people as well were able to take advantage of this. It was downtown here at SEMO.
Andy Any discussion? All in favor, say aye. Aye. Opposed? Item six, champion moment. Stern [clears throat] hour will present the champion moment. I am really excited to bring this to you today. This is our math bowl team from KCES. And um Mr. McCann is their coach and I'm going to let him fill you in on some of the highlights of their season because it was a good one. It was. Okay. Uh first I'm going to introduce who we have here today. Um we had a couple that couldn't make it. So I definitely want their names to be heard though. Uh Emma Bateman, Kaylin Johnson, Connor Russell, Lena Snyder, and Paisley Craig couldn't make it today. Uh when I say your guys' name, just kind of give them a wave so they can put a face to the name. Uh here today we have Walker Lawrence, Victoria Robinson, Tesla Shafer, Jayden Langston, Danny Garbison, Angie Zhang, Scarlett Carter, Christopher Thompson, and Oliver Robinson.
Hi Celia. >> Hi Dr. Z. Hi everyone. >> Glad to be here tonight. >> Thank you. So together we're going to discuss our multilingual learner program support for English language learners and take a deeper dive into our kaminantis program and community. This is not just a presentation it is a conversation. So towards the end, we will have a live Q&A. So go right ahead and drop your questions into our YouTube chat. Thank you for being here this evening. So Celia, I'm going to jump right into this. Um, so we're going to talk about our MLE program in the district and just get like a foundational understanding of the goal like helping families understand what exists and what matters. So can you start by explaining to me or to the community what we mean by multilingual learners in our district? >> So I have the privilege of um directing and overseeing several departments.
The meetings of the Conservation Commission is being held using Zoom. As I identify the item on the agenda, the applicant for that agenda item will be given an opportunity to provide a presentation and will be allowed to share the screen to show plans, pictures, etc. At the end of the presentation, the chair, myself, Greg Wands, will entertain questions and comments from the commission. When the commission's discussion has concluded, the chair will open up the discussion from the public. Upon the hearing or meeting conclusion, a motion to continue or close the hearing will be entertained.
We begin tonight with recognition of our green apple award certificates uh presented to four Dartmouth um school uh staff who were nominated by their colleagues. Uh Dr. Sam Magcguire, is there anything else that you'd like to say about these awards? Yes. Uh, I would just add that we had a ceremony just prior to the start of the school committee w meeting where we had an opportunity to honor the Green Apple Award recipients by sharing with them what their colleagues had written about them and the reason for their nomination. And it was a lovely ceremony. And I would just remind folks that the Green Apple Award is presented to any member of the Dartmouth Public Schools community whose colleague nominates them for exemplifying one or more of our core values which are rooted in pride around personal excellence, responsibility, respect for self and others, inclusivity, diverse opportunities, and ethical commitments.
Mack Whitmer on the draw. Ball is up and Julia Illingsworth comes up with the ball. Gets the ball over to Pellegrino. Pellegrino behind the net. Over to Pelletier. Pelletier swings it over to McKechnie. McKechnie kicks it up top to Whitmer. And the Spartans will set up their offense. Whitmer does a dodge, goes by one, two, goes in, takes a sidearm shot between the keeper's legs, put the Spartans up one nothing. Spartans out have outscored their opponents this year 143 to 107. East Longmeadow scored double digits in all of their games except for their first game to Longmeadow and then to Grafton. Whitmer and Giovanni on the draw. Ball goes up. Looks like Mary Devine got a piece of it. And Mac Whitmer comes up with it, gets the ball over the straight line and will start the East Longmeadow offense, kicking ball over to Marino.
Any questions from the floor? Yes, Mrs. I uh Mr. Morgan sent me the budget sheets so like 10 minutes ago, so I haven't printed them out. So, I will have them to sign at the Wednesday meeting. So, we'll So, we'll we'll sign them, but usually he just gives us the PowerPoint and then we end up signing the the cover sheet anyways. Okay. But, if you really want to go through the big long sheets, I can have them available on on Wednesday. Okay. Thank you. Our next item up is discussion on We have to I'll make a motion. To approve the budget to approve the budget revision. I'm sorry. Was that a motion or was that No, it it it's here in the action items. He wanted me to have them on Monday and then well, I don't have it on the agenda. Can I put it on the agenda?
Um there was the DAA the district additional assistance onetime funding that the legislature appropriated into fiscal 26. We did not capture that on the adopted. we're budgeting for a more conservative outlook uh as that capital one time funding in the free and reduced supplemental we're not guaranteed at the time the board approved the fiscal 26 budget. So those are add-ons. Um we also have uh from the adopted budget we estimate enrollment for the school year and as that enrollment um as imposses on the 100th day we kind of do reconcile to that enrollment number we did see some growth there within the not the headcount per se but the um in students with either um uh an IEP or various weighted um add-ons in the group E weight. And so looking at M um the top line here reading left to right uh the base level amount this is what you get per pupil from the state.
I've heard it several times in this boardroom uh particularly from the leadership team from superintendent man uh to the rest of the team that when you as board members ask really good strategic questions your leadership team is going back to meet to talk about what it is that they need to go and find out in regards to inputs and outputs and they will continue to fine-tune that um because that's what we call parallel processing that as goes the we can expect the rest of the system to go with you. So really appreciate your cander as well is when you've done your self-evaluations when you say I have not uh you know submitted questions ahead of time like I said that I would uh it's part of the journey and my hope is that you get there sooner rather than later because it's given your leadership team a huge advantage to be able to prepare ahead of time uh especially for the smart strategic questions.
Um it's an awesome event that is completely student-run, student-directed, student-edited. I'm merely just there for whatever they might need, any access in the building or anything like that. Um so, real quick, I just would like to introduce the director, uh Marley Birch. Uh they're going to speak on the behalf of the film real quick and uh and that's it. So, Marley. There you go. >> Hello. Uh my name is Marley Birch. I am the screenwriter and the assistant director. Um our director could not be here today, um but yeah, it was a really great experience um and we got a lot of support. And I really enjoyed it. So, yeah. That's really it. >> [laughter] >> We need TO ASK HER ABOUT >> OH, OH, WAIT BEFORE I go. I apologies. Um this is everyone who was involved, some of them who are here today.
Uh I took out the operations fund transfer for the technology support in 2027 starting that year. Um, talk a little bit more about that later. Um, and then some of you are aware of with this SEA 1 bill, part of those things that um, came out of that is their loss of the local income tax. And that was supposed to go into effect in 2028, but the legislators have pushed it out to 2029. Um, so that's in these projections showing it going away in '29. Um, maybe they'll change it. Hope to keep it, but also, with that local income tax, apparently after talking with Brock, our property taxes, there is a local income tax um, portion, I guess, in the property taxes that could be taken out also. So, not only with this, but then the property taxes with the debt service and the um, operations, there could be money coming out of that.
It really was a great event um showcasing the creativity of our youngest students. And I will say, while we're talking about this, shout out to all of our art students district-wide. I know most of you have been to these through the years, but all of our attendance districts have um art shows. Uh you always get to see the artwork here in the board room and out in the lobby, but it's always a great way to showcase the artwork as it advances from elementary students up to really just incredible artwork by our high school students. So, just shout out to all of our EVSC artists, including those in early learning. Um all aboard Titanic the musical, as it says, is setting sail this summer. Uh you've heard us talking about it as part of the new summer musical company for EVSC. This is really going well.
So this is the fourth grade math bowl. Uh it's really similar to a spelling uh spelling bee uh but we are in teams of three. We went up to Chesterton and competed. Uh we are in the yellow division, which means we are only fourth graders. Um some of the schools we went against uh there were in the blue division, which they have sixth graders. Um we beat Bremen, we beat LaVille, we beat South Central, and all of those teams um have sixth graders on them. So they did really, really well. Um all the questions they get are sixth, seventh grade questions. So it's stuff that these guys haven't even seen yet. So, really proud of them. Um we placed first in the Northwest uh region. And out of the state, we finished 28 out of 70. So, they did excellent. We're going to do a little uh trial for you today.
One of them is the English language learner or ELE. Sometimes the acronym is ELLL as well. Um and those are for our English language learners. Um so students that come into the district who whose second language is English, they speak other languages. Um and so how we identify them we go through a whole process and I also oversee kaminantes um as well the dual language program for Ammerst. >> So the community you know we know about individuals who English is their second language and my question is like what does the MLE program look like? Um we serve three districts. We have two elementary districts the pelum elementary and Ammeris elementary and then we have the region which is 712. So what would our MLE program look like in our K6 programs versus our region programs? >> So um let's start off with how we identify students.

And the folks that were honored this evening, um they definitely uh they they exude those qualities and that was very clear in the remarks that were shared by their colleagues whom work beside them every day. I was especially pleased to see their family members and friends able to join them and uh those folks who nominated them also join them here tonight. So, we just wanted to make sure the school committee had an opportunity to honor them publicly with just a certificate of appreciation. So, we're going to call off your name, ask you to come up and to receive your certificate, and then we're going to ask you to step behind the committee, and we're going to take a picture. All right, a photograph. So, thank you so much. And Chair Beckwith is going to announce the names. Elizabeth, Pamela King. Last but not least, Billy Chamber.
Marino over to Pellegrino. Pellegrino behind the net. Over to Pelletier. Up to McKechnie. McKechnie to Devoe. Devoe back up to Whitworth. Gets ball back over to Pellegrino. Pellegrino does a split dodge, goes through one, two, turns around, goes to take a shot. Looks like she's getting called and Pellegrino will be getting herself an 8-m attempt. Pellegrino 8-m attempt. Pellegrino goes goes in, throws the ball up over the keeper's head. Pellegrino gets herself up on the board with her seventh goal of the season. Spartans up quickly two nothing. 10:21 left to go in the first quarter. Whitworth and Giovanni back up on the draw. Ball's up. Mary Devoe knocks it loose. Kylie Marino knocks it loose again. Ball still loose. Mac Whitworth gets it tipped with a call. And Cheres will come up with it. Looking to set up Brownies offense for the first time tonight.
But I mean, that's why I didn't know we had to put it on the agenda because it's nothing in my agenda. It has the regular things on it. It's a regular meeting. It's up to you guys. Okay, but I'll make a motion to approve the uh 2026 district annual expenditure budget. I'll second. If there's no discussion or questions, I'll call for the vote. Okay, all those in favor, say aye. Aye. Okay, motion carries 4 to 0. Thank you. Mhm. Uh next up is uh discussion item, discussion of agenda items. Mr. President, members of the board, a prayer board members request discussion of procedures for placing an item on the agenda is needed. Okay. And I know um I believe that Eric is the one who had requested this item and he's not here, but I will tell you how items get on the agenda. Somebody at the meeting mentions it or if they even call me between meetings, I've got a whole file in my little notepad on budget on school board meetings.
This has did not change from the time you adopted the budget to the time you're revising. it it rarely does, but that's a the basis of the funding formula. The weighted ADM, so this is not only your headcount, but this also includes additional weights for those students who have IEPs. You get additional weights for ELLL, three reduced population, various individual student uh needs that the state recognizes and provides additional funding support for. So that's uh the biggest change is uh you had a few more students classify in various weights and so we saw a difference of weighted ADM increase to um approximately 35 students or 35 ADM excuse me not students um and so we when we adopted we were in 670 weighted ADM and now revising we're capturing some additional ADM capacity there >> kind Is that because we have to provide services for those people?
And then uh the last piece uh I believe was what's that last item? >> Um today we will be doing the evaluation of bartame the smart strategic questions and the case study on governance. >> That's right. We're going to have a case study we're going to get to review.
