Once again, is there any member of the public who would like to be heard on the proposed expenditure from the 2026 general obligation bonds? There being no member of the public having come forward, the hearing will be adjourned. Thank you, Dr. Underwood. Mr. Shultz. Uh so, at this time, I am recommending approval of the additional appropriation resolution associated with the 2026 general obligation bonds. I'll move. Second. We have a motion and a second on the floor regarding the 2026 general obligation bonds.
Where is the warning signs? How do we identify the warning signs? What do we do when we see warning signs? And this is kind of a map to that. We picked this up and I like to put it in the handbook because I think it's very beneficial information for anyone that is is meeting with us. We have met with our crisis teams at the schools to hand this out to them. They even have like a little road map of you know, look for this, look for this, look for this. There's a lot of different flow charts in here. If this then that, you know, keep going. And it even talks about how you get together with your crisis team if there is a emergency and trying to divide people up, you know, if if you're good with with social media, you take the social media and go find some information.
Ammeris, Leid, Pelum, and Shootsbury. Um Pelm, Levid, and Shootberry don't have a a common artist program, but I think they have they they do have their own version of language programs, I hope. So, let's start off with talk about what the common artist program is. And this is Cyia's really like first year in the district. So, this is coming from your new lens. Um what the common artist program is and who who we serve. So, uh, coming at this program, we're excited. This is the first year where the sixth graders would be the first cohort to have completely, um, since kindergarten gone through the program. Wow. And so, since the the beginning of the program, there's been a lot of changes. Originally, the program was um 50% uh, you know, 50/50, which those of you that are not familiar with dual language, um, 50% of the day is in English and 50% is in Spanish.
So we're following the exact same process and again Dr. TB is uh coordinating this search and it is a process. We also have some teachers teacher openings at the dlo. We have one fourth grade position at the Potter. We have a special education teacher at the district level for elementary. We have a math coach. We have a retirement over at the Potter school. Again, these are positions that are have been and are advertised are advertised have been and interviews have begun. The same thing at Dartmouth High School. We have a number of retirements at Dartmouth High School. We're we're uh advertising and interviewing for a physics chemistry teacher, a world language teacher, an early childhood visual arts teacher, a school psychologist, a mathematics teacher, a biology teacher, and a special education teacher that's actually been vacant this year. So, we're hoping and we're seeing that we have some candidates uh that are that are in our pool.
Good row all the way all the way up to the top to Cherest. To DeBella. Bella looking to make a move. Fazzina to Fazzinski. Back to DeBella. Over to Giovanni. Take Giovanni and Mahoney looking to do a little two-man. Mahoney gets it. Takes a shot and Julia Gray there with the save. Julia Gray with a one-hopper to Mack Whitworth. Mack Whitworth getting the ball over the restraining line. And she'll start the Spartans offense with 8:30 left to go in the fourth quarter. Mary Devoy over to Crimmins. Spartans having a tough time holding on to the ball as Crimmins deep into the Spartans territory comes out with it. Good work by her to stay with that. Throws the ball gets turned over as good play by Larocque to come over and one hand grab that. Larocque gets the ball up. Mahoney now with the ball. Mahoney still with the ball.
>> not not in the minutes. It will count though if you have continuous improvement under page seven of the SOFG manual. You will see under approaching student outcomes focus the third paragraph. So the board has provided time during regularly scheduled board authorized public meetings to recognize the accomplishments of its students and staff regarding progress towards goals and interim goals. >> That's the key. So, can I get credit back for the portion of the six mess I talked about creating kids congress? I'm just taking >> for board self eval. Yes, but for timing, no. >> Right. For the board self eval, yes, for timing. And and this is where I'm so glad that uh I think it was board member Marquez who picked up when in the policy diet. She goes, "What's LSG?" Typo on my end. I know the attorney said, "I think that's a typo from Sinto." That's correct because I did not remove LSG and replace it with SOFG.
Surveys at District 99. Um, the first is the, um, state mandated school climate survey. So, all schools in Illinois are mandated to issue a survey, and the majority of schools use the five essentials, um, survey instrument, but we last year made the decision to use the comprehensive school climate inventory, and we feel that that's more, um, better indicators of a high school district. So, um, this was the second year of that, and I pulled a slide off of the CSCI website um, because it's spring and because it shows all of the different factors that factor into a healthy, positive environment for school. So, those are the five main domains that we measure. You can see positive relationships, safety, engaging teachers, inclusive environment, and supportive leadership. And then through that, then there are 14 dimensions that um, support each one of those domains. So, you can click.
And then the the second one, the 490, that's our insurance, our property and casualty insurance and like the communications that we have to pay for, like the internet and that type of stuff, and the travel accounts. So, I just wanted to give you guys the details on that. But regardless of the >> [clears throat] >> SEA one and the the effects from that tax thing, the capital projects fund has never been enough to to really do major work. That's why we've always using GO bonds and that has been helpful and that's what most schools need to do. Especially with the cost of things these days. Can't get much for $2 million. >> Yeah. And then the next is just a bar graph that shows you like expenses, revenue, and then the cash balance. See, the cash balance pretty much is maintained right there at the 20%.
Are there any questions or comments? Hearing none, all those in favor signify by saying aye. >> Aye. Opposed? It passes. Dr. Underwood, we're going right back to you for consideration to approve the additional appropriation resolution. Okay. All right, this time we're here on the final bond resolution. Finally, at this time, I'm recommending approval of the final bond resolution, which authorizes the issuance of the bonds and establishes the final terms and conditions following this prior approval of the preliminary resolutions in March. Moved to approve, and I just want to clarify. We've five 6.05 was the vote, right? Then we would say, "Okay, so I'll I'll prove 6.06." Uh I'll make a motion. Second. Okay, I want to make sure we're clear. We're voting on the resolution, is that correct? >> [cough and clears throat] >> 6.06, the final bond resolution. We have a motion and a second.
If you're good with power school, you go to power school. And and then talks about how to divide the team up to get, okay, you got an hour, you got two hours, whatever it may be. You go meet with kids, you go do this. And then you all come back so that you can get things done quickly because you know, in a crisis time, you don't have time to kill. So I would like to add that to the handbook. This is just a discussion here. I can share this with you guys. But it is a good tool for us to have. Again, that's part of that professional development that that we go to and we we still good ideas come from from other people. All right. Item 13 comes questions from administrators and the board, so. I just want to start by saying thank you to Mr.
Um that's how the program started. Uh we now have changed our language allocation. Um and so kindergarten through first grade um 90% of the day is in Spanish, 10% in English. Um next year grade 2 will be 80% in Spanish, 20% in English. And then 3 to 6 is 50/50. Um and so that means that 50% of the days in Spanish and 50 in English. Um we're collecting that data. So right now we have the data for the sixth graders, right? How much how much have they learn? We like I said, they have a lot of testing, a lot of assessing throughout their their career in dual language during their time. And so we're able to take that data and say like, you know, this is how it worked in the 50/50 model. Just by us going into the classrooms with the 9010, the the students are learning a lot more quicker because they're 90% of their day is in Spanish and 10%'s in English.
And at the Potter School, we're also advertising for an ESP. So, as far as non-instructional at we are advertising for a school year secretary, uh we have uh fine and performing arts department opening and we also just have a a recent retirement. So, we'll be advertising for an administrative assistant at the the DLO school. I'm looking for Mrs. Gentner to write say, "Yep, that's right." Yep. So, we have we do have a number of positions and most of them are almost all of them are tied to retirements and those positions have been advertised. And so, I think that's it for me.
And then Eddie with the call. Slowed that play down. Good row with the ball. Good row still with the ball looking to set up the Brownies offense. Good row takes it in. Ball gets knocked away. Good row still stays with it. Flips it into Giovanni. Giovanni rips a shot misses just just wide. Rizzo was there to back that up. Gets the ball to Marino. Marino takes off down the down the field as Heather Marino gets stick checked from behind. Stiletto weaves in and out gets the ball over to that other side of the field to Dibella. Spartans get hit with a couple of calls standing in on that saying this time with another another call. Ref slows it down tells the Spartans to get behind. Dibella with the ball splits two East Loma defenders. Gets the ball over restraining line, tries to feather it in, knocked away by McEachnie or by Whitwer.
LSG is the Texas version of SOFG. With that said though, in Texas, boards get student outcome minutes for recognizing students and staff align to the goals. The national model, you do not. What you do though is you get points here on your self-evaluation. And that's an opportunity for you. But here's here's the key. I would recommend that when you do recognitions, name it specifically >> to which goals you're recognizing students and staff. You get to send you get you know what you're doing here is you're is you're reentering the conversation and you keep sending out these messages goals goals goals students and you're doing that as a system. I think just the opportunity lies there with the students and the and the staff. Great questions. All right. Where would the progress monitoring, how would that one be coded? >> Think I heard it. >> Mhm.
Um, again, this is the second year, and we really look um, to the state at the student response rate. That's the only measure that um, matters. Um, it all matters. [clears throat] The feedback matters, but for the state um, uh, designation, the factor that factors into our summative designation is the student response rate. Um, unlike the other surveys that you'll hear about tonight, we cannot customize these questions. Um, they are very specific, and um, from year to year, they are the same. Um, and again, that measures those 14 dimensions. This year, we were more intentional and started [clears throat] our process earlier than last year um, to make sure that we could capture all of as many students as possible, and I just want to thank all of the people from the schools, the principals, and all of their teams for ensuring that when students were in school, Brian, you were in access, Vermina, you were there, and um, and you filled out that survey.
Um that we So, we want to keep it up. So, that's all I have on the operations at this point. Does anybody have any questions? Again, the biggest thing with operations is the effect of that SEA one bill. Um and so, we're kind of just going to wait and see. Um we do have our annual conference um ASBO conference this week. So, I'm hoping that we find some information out from the state legislators or the organizations that'll be there. So, at least help us figure out how we're supposed to plan going forward. It is interesting they shifted it and then moved it. Yes. Yeah, still too many unknowns for them to even put it in place. >> Yes. So, Brock says that he thinks it's because the legislators didn't realize all of the unintended consequences. And so, that's why they pushed down to 29 and they're still trying to figure it out.
Any further comments or questions? Hearing none, all those in favor signify by saying aye. Aye. Opposed? It passes. All right, we're going to move now to information item 7.01, uh facility study and long-range planning initiative. This must be a big one because Dr. Underwood has asked for help from Steve Shultz. >> [laughter] >> Good evening, President Duckworth, members of the board, and Dr. Hoover. Consideration to approve the proposal to engage Gibraltar Designs to conduct a district-wide facility assessment and feasibility study. The study will evaluate the building conditions, infrastructure needs, and long-term capital priorities. And it will include stakeholder input, enrollment, and capacity analysis, and planning options with associated cost estimates. The total proposed cost is $175,000 to be funded from the debt services fund.
Nicholson. Thank you to the board for the opportunity. Um I was lucky when I was at North had a string of phenomenal educators that gave me the tools and skill set to be successful in the world and I'm so excited to be back here and helping out having every kid learn every day cuz our students are worth it. So, thank you. Sure. Congratulations. Thank you. Is there anything else you want to add, team? You have the floor. Okay. Just ask him. Just Just ask him. >> [clears throat] >> Okay, Dr. Brown. Um yeah, the looking at the full thing, I think was pretty impressive that they were competing at such a high level and doing well. Um the principals, again, it's always good to hear what's going on and particularly use the enthusiasm you guys continue to have even as late in the year and sure been beat down a little bit, I'm sure this year, but good to hear that you're still going strong.
And so even the siblings where you know they have older siblings who were only in 5050 and their siblings the younger siblings are in 9010 they're saying that their younger siblings know a lot more Spanish than than they do. >> Yes. Because it's all all in Spanish. Um yes. So we're we're really excited we are able to collect the data. Um we have wonderful teachers in our program who are really dedicated to this program. um and you know people in the community, parents and caregivers who really advocate for this program and and really important um for our community, right? It's it's a lot of times people will move here just for that program. Um and you know they move here it's not always guaranteed because it's a lottery system. Um and so we have 40 seats available. Um, the reason why we started this program and why a lot of dual language programs exist was to raise the scores of our of our Latino students.
Any questions? No. Thank you, Dr. Sab. >> Move to the report of the chair. Haven't done this before. So, um but uh first thing wanted to look at um summer meeting dates for summer 2026. We can do that tonight or um at our next meeting, but we currently have meetings scheduled for June 22nd, July 20th, and August 31st. Uh last year we canled that late June meeting. Uh is that something we want to consider doing again? >> Uh >> would you want to wait and talk about this? I'm sorry I moved ahead. >> No, I is it okay to talk tonight? Tonight? >> Yeah, I'm fine. I'm fine with that. Okay. >> I would say in pending anything that's critical, I'm okay with with cancing it unless there's something >> great. >> If the agenda is jam-packed for some reason at the the first June meeting, >> okay, >> we need to split it up.
