So, comparing May to December, we're down just over $11,000. That was for M and O. >> [clears throat] >> And now looking at capital, which is the district additional assistance, this budget is built on prior year ADM, so we knew the numbers in December, they haven't changed in May, so that remains at 7.168 million. Again, the transfer we just talked about to cover the two middle school leases, 3.55. Budget balance carry forward for capital does not change either, that came from the AFR, so that remains at 6.446 million. For interest, we had uh $154,916. As a reminder, in the capital fund, we are allowed to spend our interest. This is what's generated from our funds that are sitting at the county treasurer's office, whereas M and O, you won't see that on the budget because we legally cannot spend the interest that we earn in M and O.
So so um when those dates happen I definitely will will let everyone know if we were granted our early dates. Um I welcome the review. I welcome feedback. It's, you know, um it's an opportunity for us to see how we're moving in comparison to other districts. In the conversation, I asked him what it could look like. He gave me some suggestions of other districts um in Massachusetts that resemble our district that we could probably be reported in. So, um that's where I'm at with the district review. Hearing no questions. All right. So, Colleen, I'm going to hand it over to you. I don't know if there were, but I'm going to hand it over to you because I think they want to um hear more from you. One of the key things I This is the first PEL meeting. I want to welcome Colleen um Bonovich.
Um and and I know that's not in this regulation, but I don't see any reason why I think that's actually a good idea to have to require a certificate of analysis, have them keep it on site. Um you know, I mean, we we can do what we want with this. Um and that's not in the state regulation. It's not in the in the state proposal that house bill that we talked about, but I I think that that would actually be a good idea. >> Yeah, I think I think something that specifies um you know that the manufacturer should provide a certificate of analysis um and perhaps uh that the certificate of analysis should include the method by which that was determined. Yeah, those are >> Yeah. Yeah. Yeah. >> Um Okay. >> Um and what I noticed um in the draft that we were given um there's um violation and penalties that reference section five and section 7.
Whitwer. And M. Whitworth is off to the races. And let's see what Mack does. Let's see. Mac will try to gets the ball over to Julia Gray as the Spartans bench is cheering Julia on. Julia Gray with the ball. She's turning around. She goes in. She takes a Yep. Julia Gray will be getting herself an 8 meter attempt. and not that not the spot that you want. But let's see if Julia Gray runs it in. Hopefully she does. Julia Gray runs it in. Goes up and over. Julia Gray takes a shot. And Julia Gray scores a goal. Julia Gray drawing all that contact from the South Hadley players. Oh no. Take that all back. Everybody was all excited for her and I don't know maybe Julia take took a step into the circle but hopefully the Spartans can get that ball back and let Julia have another another chance.
And then, we also have our former Prop 123, which is now called the state aid supplement, that is coming in at $853,303. So, that is a decrease of 12,723 from where we were in December. And our one-time DAA supplement is 319,666, which is about $5,800 down from where we were in December. Again, we have the discretion of where to place those one-time funds. We are placing the Prop 123 this year in capital just to meet some upcoming capital needs that will have with textbook adoptions and um repairs to facilities and such. And then the timeline. So, today, again, doing our final budget revision for this current fiscal year 26. June 2nd, we will be bringing to you the FY27 proposed budget. That's the budget that begins July 1. And then June 23rd, we will be adopting that budget whether the state has um approved their funding or not.
H I got it right. Yes. >> I've been practicing. I've been practicing. I'm scared. >> Um to you, she's our new mental health and student wellness. I always but our new person in districts. Um she comes with a wealth of knowledge in policy, procedure, and social work. She's a licensed social worker. Um and so she's very passionate. She's hit the ground running. and I will hand it over to you so she can walk through the bullying prevention implementation plan update but also to kind of touch on some of her observations from the the brim reporting for Pelum. >> Sure. Yeah. Uh thanks Dr. Z and thanks for having me. Um I know Sarah Bess and William from last week. >> Hi, nice to see you. >> Um the rest of you I I don't think I caught names at the beginning so don't mind. Staner.
But under section 9 with enforcement, um, this current draft doesn't give us, especially like with section D doesn't give us really any enforcement action. Um it it states, you know, the Ashton Board of Health shall adopt standards for testing um for safety and compliance with the regulation consistent with any standards um issued by DPH. But there's we don't it with the way this is written, we don't have if we have a a retailer that violates that section, we don't really have any enforcement >> aside from the financial pen penalties, >> right? Or or the ability for us to have them stop selling >> um >> under section nine. So maybe I maybe we need to go to the tobacco law and see how that is worded there. I I thought a lot of this was modeled after that anyway. So if that's missed um then it should it should be addressed.
Parsons tries to feather one into Gray. That doesn't happen. Goalie comes out and knocks it loose. Julia Gray and Parsons in on it. Sand in on it. Ball still loose. Rolling out of bounds. South Havly ball with a minute and a half left. [clears throat] South Hadley deep in their territory this time. Good good work by Illingsworth to turn around and push him loose. Julia Gray with a ball. Julia Gray still Julia Gray drawing a lot of contact out there >> from South Hadley. Julia Gray running around the back of the X. She's going to try to turn around and go around. Julia Gray still with the ball. >> Gray tries to take a shot. A little bit different with that that stick compared to the uh goalie net. Goalie stick. Zurich has the ball gets loose. Stevens with the ball. Mcknney balls loose. Still loose.
We still legally have to adopt that budget. So, we'll do that at the June 23rd meeting. And with that, I can take any questions. Do we have any questions or comments from the board? I have some questions if nobody there does. Go ahead, Ms. Van Hook. Okay. Um I'm not sure if I um, if you want me to ask questions now, uh, regarding the budget that we'll be approving in section eight. Um, or should I wait till then or ask now? Now. Okay. Um, so I did compare, >> [snorts] >> uh, the budget >> Hook. Yes. Sorry. What was that, Mr. Lotzenhiser? Okay, Ms. Van Hook, the budget revision we're talking about right now is actually for this past year. If you're talking about the questions that you have for our upcoming budget, that would be done later. So are you, cuz this is just revising the information from last year's budget, essentially.
>> I'm Jenny Bradbury. >> And I'm Rachel. >> Nice to meet you. Thanks for having me. I appreciate it. Um, if you can't hear me, just yell out. I'm going to try to share my screen. I don't use Zoom very often, so bear with me. Let's see. You would think after COVID everybody should just be lickety split with sharing. If you want to share, I'll share it for you. >> No, it's okay. I I have like a I merged the two. I merged the Pelum data with the um the other presentation from the other night to try to make it easier and sometimes it's not always easier. So, let me open a new And then maybe if I present it won't make me go away, but it might. Okay, I think it works. >> Perfect. Perfect. >> Yeah. My gosh. Wow. And I'm self-proclaimed like tech wiz and it's embarrassing when this happens, but here we are.
>> So I can look into that. >> I I didn't catch that. >> Thank I sorry just when I was going through it I I did notice that. >> Okay. So let me see what So what I'm looking for what exactly? So, I I think we need if if we were going to move forward with this quote regulation, um we need some type of enforcement slash penalty um to address section 9 for violations. I will check that out. And you're talking about beyond the um financial penalties, right? >> Yes. And you know, and do we have the ability to revoke that retailer from selling? >> Yeah. Okay. >> Okay. So it looks like some homework needs to be done here. Anybody else? I mean I guess my question is like is that a licensing thing that we do with tobacco? We revoke the license >> Raj.
Spartans working hard and Kylie Marino is going to get hit with a a penalty. Nan this will South Hley will have 26 seconds to try to get a shot off and they're going to get that shot off just misses wide by Payne. 18 seconds left. South Havley still with the ball. South see if South can get another shot off. They throw the ball into the middle. Nothing there. M Whiter will nothing. That'll be it. And the Spartans come away with a victory 19-5 beating the South Hadley Tigers. Spartans next game will be Friday night against West Springfield. Have a good night everyone.
Okay, I'll just I'll wait. Okay. Thank you. No worries. Does any member of the, oh, sorry, go ahead. Yes, Mr. Um, I'm so grateful for the format of this. I really was impressed how we were pretty on point. What was that? 6,000 on the first slide for M&O and then 19 on the second for capital. Um, that's very comforting because, um, that I appreciate that Sharon and your and your foresight and touching base with Superintendent Lotzenhiser and and seeing where we can really kind of count on certain things, certain expen expenditures. So I really love seeing how those those numbers aren't too off. So I really appreciate that. Does any member of the public have any comments or questions regarding the fiscal year of 2026 revised budget? Great. We will now reconvene in open session. Next on the agenda are requests to speak. Can we please play the video?
Just yell out if you can't see what you're supposed to see and you can see something you're not supposed to see, which would be like, you know, my notes or something. Um, all right. So, I have for you tonight the bullying and prevention intervention plan updates. Um, if you don't mind just holding the questions for after. I'll try to breeze through because I know um you had the meeting earlier like at the beginning of the meeting. Um, that maybe took some time. So, I'll try to breeze through since some of you have heard it and then you've had the documents for a while and the plan for a while um has been uh open for public comment and review. So, I think most of you have probably had some time to digest um the updates and and have, you know, some comments that you'd like to uh convey over to our team and I'm happy to accept them and and provide feedback and answer questions like I did last week.
>> Yeah. What? >> No. Yes. This won't fall under tobacco. So this is going to be stand on regulation, you know. So uh is not included. >> Is that the enforcement on the tobacco >> resulation? >> Right. >> Correct. So the sorry >> sorry you go. >> So the enforcement need to be from our department. You know that's another thing though I'm totally for what uh the board is going to adopt right. So but this regulation is going to fall on the on the department. You know it's it's going to be us enforcing. Now right now what we have is we have a grant for tobacco right? Uh we have a tobacco collaborative you know headed by Framingham. All our tobacco inspections compliance checks happen through that right but this is going to be stand alone regulation that whatever we write in it you know we have to enforce it.
Okay, we have Mr. Travis White. Good evening, President Wade, members of the board, superintendent, district leadership, and community members. My name is Travis, and I'm a proud parent of a kindergartner in the Mandarin dual immersion program at Coronado Elementary. Let's start with the fun stuff. It's Teacher Appreciation Week, and I would be remiss if I didn't stand up here first thing and sing the praise to the board and leadership for our amazing teachers. I want to thank all of our teachers, administration, and PTO volunteers for everything you do. My daughter's teacher, Ms. Whittier, is an absolute gem. And as often as I try to show appreciation, I hope this additional gesture can continue to convey my gratitude. Beyond just words of appreciation, we show how we value our educators by how we treat their professional expertise. I spent time listening to concerns raised by some normally on this stage regarding teachers attending conferences.
>> Excuse me. >> Is someone saying something? >> Yeah, go ahead. >> Um that document didn't get attached to the agenda. the the the one that you're showing that has that we bind what we have the attached to the regional meeting. So >> there is it's after the superintendent updates the next thing. >> Yeah. >> We don't have that document, >> right? >> So >> this might just you may have a version of it. I just happened to merge the two >> uh your >> the one from last Thursday. >> Okay. It's it's the same exact thing. I just merged the two slide decks with the Pelum update data and then the one from last Thursday. >> So you have all the same information just not >> Yeah. So you have it separated. I think just put it together today. Colleen, if you could >> if you could just send that to me and I'll send it to the school committee.
>> Can you just walk us through the procedure Raj for if there was a violation for tobacco let's just kind of uh you know imagine for a second that it's apples to apples here. what what would it look like with the tobacco violation? And I know I should probably know this because we've done the fines and all that, but on the ground um what are the steps and how does it work that will help help me in this job? >> So, Dr. J, you know, with with tobacco right now, right, we at least do two inspections a year. That's uh what's written in our contract, you know, for for the grant that have uh we have gotten, right? So, uh first is the compliance check, right? First is the educational visit that we do to all our 17 retailers, right? So we go and check if they you know they're following everything right.
One board member expressed concern that teachers attending conferences and bringing things back simply creates more work, and suggested we should stick to existing policies instead of overloading them with new frameworks. As someone who works in a professional world, I find this logic baffling. If a senior analyst on my team, or maybe even a state agency, found a more efficient way to process data, uh or a new framework to improve departmental outcomes, they wouldn't be accused of overloading their plate. They would be commended for professional growth. Why would we hold our teachers to a lower professional standard? Attending conferences isn't a hobby. It's how professionals stay relevant. To suggest that our teachers should just teach what they were hired to teach without evolving is a recipe for stagnation. When a teacher finds an amazing tool at a conference, they don't go rogue. They bring it to their leadership because they're professionals who care about student achievement.
Um, >> definitely. Yeah, I can definitely do that. Apologies. I realized that they were in separate formats and I was just going trying to make it easier on your eyes and mine as well. >> Um, >> yes. From our meeting. Yeah. >> Yep. Um, so I am Colleen McGonovich as Dr. D mentioned and I am the administrator of mental health and behavioral services for the districts. Uh my background is in behavioral health systems level policy work. Um I've worked all over the country in different states and localities um and with federal, state, local levels. Um I've worked at the intersection of data um and communities um both at the regulatory uh statutory levels and aligning all of those things. Um and then this lens is really what um helped inform the BPIP update and then kind of my work just largely as a whole. I I come with a you know a larger systems lens as well as I bring my um sort of communityled and uh clinical and and direct care experience uh to that as well.
