uh senator nishihara my vice chair senator rhodes senator ocasio and of course senator fidello thank you the first item on this joint hearing is senate bill three zero nine six making any nation to the department of education for an agriculture innovation center provides an emergency appropriation to the department of education to build an agricultural innovation center to testify we have keith hayashi interim superintendent please department of education assistant superintendent for facilities and operations testifying on behalf of interim superintendent kitayashi and the department of education the department stands on its written testimony in support of senate bill 3096 and a creep appreciates the appropriation for an agricultural innovation center thank you for the opportunity to testify we are available for any questions hello thank you assistant superintendent tanaka next to testify brian miyamoto executive director hawaii farm bureau aloha chairs keep donny in kim twice chairs nishihara and i'm sorry chairs kid on him captain by shirley shaw and kim bryan i'm over here after the hawaii farm bureau um we're excited about this this investment i know been before the legislature many times asking for investment in agriculture we think this is a wise and sound investment and ag innovation center supports the farm to school program supports on opponents supports many things that we said we needed uh in order to connect or reconnect our students with agriculture i know only have a minute uh we stand on a written test one there's so much i wanted to say about this initiative this innovation center uh we believe that you know through this ag education program our our students will gain that understanding that's so lacking about agriculture which will result in in not just healthier eating habits and learning to grow your food but learning the business about farming and hopefully address the the aging farming population that we so uh need to address and and we need more farmers so we think this is a step in the right direction to support the farm to school farm to state i am thank you brian next to testify pono chong for hawaii crop improvement association [Music] okay their testimony is in support members that's um that's the end of the list of testifiers you can open it up to any questions if members have questions seeing none thank you moving on to the next bill senate bill 2-4 4-3 i'm sorry 2-5-4-3 relating to sustainable schools requires the department of education to establish zero emission vehicle goals as part of the sustainable schools initiative requires an annual report to the legislature to testify we have keith hayashi interim superintendent hello cherokee donnie chair gabbard voice chair mercado kim and vice chair nishihara randy tanaka with the department of education i will suspense with all the other stuff that takes two minutes we are seeing support of our written testimony offer comments on 2543 well we support the goals of reducing emissions to create cleaner care for all our students in our commun communities we do recommend further study on this issue thank you for your support we are available for questions hello thank you randy next to testify gabrielle solder home shoulder home bus and mobility hi um aloha chairs vice chairs and members my name is gabrielle soderholm with soder home sales here in honolulu hawaii i stand with my written testimony in support of the passage of sb 2543 i'm available after this for additional questions a few key points of my testimony are that without short mid and long term targets and milestones to hit overarching goals are rarely met electric buses with their fuel maintenance and service savings can within five to nine years depending on the model become less expensive overall than ice vehicles even though their upfront cost is higher it's time we take climate change and our communities health seriously and map out goals to start achieving them thank you for your time thank you gabriel next to testify scott glenn chief energy officer hawaii state energy office hello i'm michael swing on behalf of chief energy officer scott glenn the energy office stands on its written testimony and support and we're available for any question thanks thank you michael next to testify june she program manager hawaiian electric june please not present chair thank you and we have a few other written testimonies members are there any questions for our testifiers um assistant superintendent tanaka yes senator kadani my question is because the doe does not own their own buses what happens if the contractors for bus service don't switch their fleets to zero emission it's an excellent question because they may choose to exit the business and if they choose to exit the business because their startup costs and replacement cost is significantly higher we it's very problematic for us especially in communities such as hawaii island the distances to transport kids to the schools that needs needs a recalibration and a revisit the cost of entry is fairly high and they may choose not to engage in the business because the return on investment would would not satisfy their financial performance that is what we're most worried about we're we now have a bus driver shortage and we have seen the complications that has created and this could be a bus shortage and present the same kind of challenges that we have now thank you randy members any other questions sure this is uh carl rhodes if could you can i ask a question mr tanaka yes please do we know how do we know that's going to be the result until we actually put out a put out put it out to bid to see who would would uh be interested in that kind of a contract we don't know senator and it's it's a it's a risky game to play i've had some limited discussions with the previous our doa previous transportation director um and he has the same fears so is it riskier than just letting global warming keep going um obviously not no no no i i understand it's a fair question um but i think we need to kind of take you know you can't throw the baby out with the bathwater uh i think we need to really take a look at this and say by x amount of time or there's some kind of financial incentive for the bus companies uh it's a rough goal okay thank you thanks chair uh randy do you know what the cost of an electric bus would cost my folks tell me about a hundred grand and how many companies do we have here in the state that provide bus service to the dealer there's about four of them uh obviously roberts is the biggest uh and the other ones are a lot smaller oh they're more regionalized [Music] that's about how the split is is broken down four to six and do you have any idea um the life of a bus and and in in terms of those four companies what uh where they are in their life expectancy of the fleets that they have the last data we had a fair amount of their buses we have a useful life requirement that the buses i believe can't be used over i think it's like six years there's a limitation given the age of the bus and a fair amount of them will be going out of service or can't be used for student transportation let me put it that way thank you members for the question i have a question senator nishihara yes director tanaka yes senator you know uh how much does it cost the bus company to buy one new um the bus that runs on unbelievable diesel here how much about 60 grand is what i've told been told so it's about 40 grand difference yeah yeah go ahead and to replace it with a new electric vehicle for the companies to invest to that 40 000 difference how much would it be to the company to replace their fleet of buses if they had to do that i think it's a combination of things how old the fleet is what they would have to replace at this point in time and maybe it's a five-year replacement plan as other buses go out of service so it's not a one shot everything goes it wouldn't be like as the buses have to be replaced with a new one then at that point they could go electric correct is that what you are what you're thinking they would be able to do yeah they meter out their trend their transition so there would be a reasonable accommodation you think rather than saying go ahead and be doing it all yes i think in all fairness to them and like i said the the risk of them not getting back into the game um is is tough i know on the leisure side the tourism side jtb acquired i think two or three electric buses and they've been running it for a while i have not had any discussion with them on terms of average life of what they're looking at another thing you got to look at is um the the cost to have charging stations for them i mean the buses work on they come back and they got to crank it up you know so on the neighbor islands if they had a fleet they'd have to have the charging stations correct and they're not necessarily all over the place correct okay thank you thank you mr baka thank you [Music] yeah they're already on the neighbor islands like on hilo what is the competition like on these school boxes because i know robert's biggest uh is do they have other competition on there on the neighborhood besides farmers i think there's one more provider um but not much competition i mean it's a substantial investment cost whoever uh has to get into that game right now the only reason why is um and i know we have a lot of different buses here on oahu and a lot of um i don't see competition but the reason why a lot of these buses smaller companies and roberts can um give us a better deal is because are they going uh are they going biodiesel already or they just do it using straight diesels most of them are still straight diesel so if if there would be a combination i know i want to go green but to phase it out that it doesn't cost the kids for catching a bus or their stay catching a bus and a company that is taking um a hard wrap whether we transition to multiple is just electric and go with biodiesel like on the neighbor islands because of the charging stations and abilities to get electric buses and i don't think people realize when you drive on hilo you go all the way to hilo to call up yeah one way two two hours one way do their routes at the end of the day they gotta drive back to hilo they'll have a big station down in kona that they can charge and have all these abilities so that's the question i'm asking about biodiesel because biodiesel if it's available in kona then they can use iodize and then phase out later later on into all the lecture and we trying to help a company not only for the company but for the state would you think that'll be more feasible i think all of what you mentioned is is absolutely correct um to just say we got to get them um into the electrified vehicle game uh is one one solution is not gonna fit fix our problem so i think all of the above but i think what we need to do is get the bus companies around the table and see what they can do and what their concerns are uh and ask a question because there's not too many players out there that can afford this kind of investment costs and it may be hybrid the other challenge we have on a big island is some of the bus electrified bus just cannot climb that terrain that incline um and requires more energy so in all of the above thank you randy is it okay if i if i interject gabriel here i'm sorry senator gabbard sure gilbert yeah brent randy i want to make sure i get the math street i think you said it's 60 grand for a normal diesel for the electric bus uh can you what's the lifespan of the diesel versus the electric bus uh i i gotta get back to you on that senator i'm not sure on the electric bus side and there's a limitation on how long we can use the buses for student transportation let me get that number back to you okay if you share that with the committee thank you thank you thank you chair thank you randy i had um a couple one question was um when the department does contracts with the bus companies do they also have to pay for fuel and maintenance customers that rolled into their contract i believe that's rolled into the contract senator thank you further questions members thank you if not well let's call a recess education and agriculture and environment back to order the committees have discussed the two bills before us and the recommendation of the chairs will be to pass out senate bill 3096 making an emergency appropriation to the department of education or agriculture innovation center to pass as is chair of education votes i recommendation is to pass senate bill as is shareholders i vice chair roadside senator de la cruz aye senator kanu aye senator favela aye all five members voting affirmative recommendations adopted same recommendation for aen chair votes eye any discussion question of the members present any in opposition over reservations motions adopted thank you members thank you chair and for the second bill senate bill 2543 relating to sustainable schools requires the department of ed to establish zero emission vehicle goals as part of the sustainable schools initiative the recommendation of the chair is passed with amendments amending the bill to delete the requirement to transition by 2030 and instead require the doe to conduct a feasibility study on transitioning their bus service contracts over to zero admission vehicles feasibility studies should include financial implications of the transition by 2030.

all right you are alive [Music] all right good evening everyone we're gonna call the meeting to order uh the new jersey public open public meetings law was enacted to ensure the right to the public to advance the notice of and to attend meetings of public bodies at which time any business affecting their interests is discussed and acted upon in accordance with the provisions of this act and board of education policy 0-162 the board of education of the borough of bound brook has caused notice of this meeting to be posted in the board office and at baltic high school and mailed or faxed to the courier news found brookborough clerk southbound board of education and any person who has requested individual notices [Music] mr vale here this is fazio here miss gazina here mr januzzi here miss lima here mr miss rosamano here mr you're zuckerberg set all right uh for president's comments i just have a couple of key topics hopefully they'll talk forever um on the superintendent search i just want to know that the first interviews have been completed uh we're currently working on second round of interviews which are progressing nicely and are expected to be concluded this week uh we're about to read behind the original schedule that's posted on the district website which i think is not too bad all things considered since that was set back in september and we're looking forward to concluding the process hopefully in the very near future uh so still much more to be done but also more information as we progress with our teachers we're continuing to try and put our best forward from the boys perspective um i had a nice conversation with mr paxton yesterday which we both found to be relatively productive um and we left hopeful that we can begin a meaningful dialogue in terms of the contract in the very near future uh our board committee assignments have been completed and uh that work is just getting started uh our operations committee was the first committee to meet that was earlier this evening uh so i'm hopeful that over the next month each will be able to meet and set out their plans and objectives for the next few months uh quick congratulations i want to offer to both the boys and girls high school basketball teams uh both clinch their respective regular season skyland conference valley division championships uh so looking forward to seeing what they can do in the playoffs but you know job well done so far um and lastly uh we're in search of not one but two new members which were recruiting for open board of education seats uh we did receive one letter of interest since the last meeting from uh mr midhas uh if you're here mr manas can you yep can you please come on down [Music] you're the next contestant so for our newer members when there was a board vacancy to be filled middle of last year mr minhas also volunteered at that time um so for those of us who are here should be a familiar face you might remember it but yeah but for our members who are maybe a little bit newer and may not have mentioned the first time um maybe just introduce yourself and give a couple of words in terms of what your interest is in the board of education and then if there are any questions from the members that would be a good time to ask them uh okay awesome so my name is daley minhas i level 161 west high street been living in bamboo for about five years now so uh transformation is this question about education i am a very very very strong component of education i love education i'm always reading on my spare time um in fact uh you know i was when i grew up here my parents were immigrants when they first came over here and they came over there with literally nothing in there in their pockets and they you know went from failed business not to fail business just struggling to make things work here i remember growing up in brooklyn and um in uh in new jersey just living in an apartment in the one bedroom cover with me and my sister my mom my dad working like five in the morning until 10 o'clock at night and you know and it was all this all this hard work was because my dad believed in the education system here in the us and he instilled that quality of education on me and unfortunately he passed away so he never got a chance to see me uh blossom to where i'm an analyst myself i've worked with many big companies myself and you know at the same time i'm trying to instill the same thing someone stole it on me but my parents through my kids and as well through my friends they're about their children as well i'm constantly working with our church uh we do like career fairs job fairs i work with some individuals um helping guide them when they decide not to pursue secondary education so like if they don't want to go into college or not which is perfectly fine you can still have a good future there and it's more of just engaging that conversation and um so yeah long story short you know i i probably went a little bit too long but yeah it's education is really really big for me and you know as my kids are maturing and being a part of the school district here uh just want to give back the community is providing for my kids i want to give back to the community great thank you so much are there are there any questions from the members for mr minhaus i mean i'll ask you an easy one do you have any prior experience with uh either not for profits uh boards local committees or things of that nature uh yes i've actually worked with a couple um since before i'm going to sound a little geeky i've worked with a couple different psychiatrists uh science fiction conventions um especially here in new jersey uh averaging around 10 to 15 000 attendees so i've worked with their board i've mentored individuals that have gone on to serve onto their board i've managed a couple departments and overseeing like for example we have a convention that's down in atlantic city that unfortunately dude covered we haven't been able to run for the last few years but um i used to be the second in command for the dealership so the dealership would have about 200 different vendors and we managed everything to ensure there was no counterfeits um to ensure any any issues or elections anything that you could think of that popped up we had to deal with it um before that i've also ran operations so just being there opening up date on the first day from seven o'clock in the morning to when we closed which is probably like two o'clock in the morning and uh yeah it was all nonprofit and we did it because we loved it we wanted to share that um to share that um that love put science fiction with other other fans that enjoyed it and all the people that wanted to attend it and you know knowing that every year our cameras kept going up and up and up it just it created more of an overhead it wasn't created some new headaches but this was all fun you know i mean these new challenges for a lot of we'll just always end the day it was fun because it brought us new obstacles that we had to try to achieve so yeah i hope that i answered your question thank you i guess i think yes it's the last time and i think there's a couple of new people but what would you say uh is the greatest challenge here in that room and what is our greatest strength as a parent right um your your guys from your children are school age yes okay so you do have some interaction so what would you you know what would you say for those two well the greatest strength is definitely the first life um i've gotten i mean the teachers that i've worked with and the administrators i've worked with have been amazing um every question every qualm every issue that we've had they've been um amazing to help out with in fact a big shout out to dr s has always been very helpful for us um so sorry i have to do it um yeah so um you know it's there's always somebody if you can't get one person due to whatever reason there's always somebody else so is that and i'm assuming also that you've enabled them to go above and beyond the means to try to rectify any situation any any problem that comes up and for not being you know micromanagement allow them to solve those issues i mean amazing job you guys like to allow them to empower us to do that um the greatest challenge i think would have to be the engagement with the community um it's both a pro and a con because on one side it's it can be a very awesome positive um contributor you know they can you know take take something that was done about a year or two ago with the food bank you know i mean the community helped out with that which i believe was run by somebody from the school district that i don't know all the details about it but um but when they they work together i mean look at how much all the beautiful things that they were to accomplish and all that one day to help out all those families and kids and it was a beautiful beautiful thing i mean you can't not love it you know so that's the positive side of that but the negative side of that which is why i call it a challenge is when things are not in synergy and you know when you're on two sides of the coin and you have that clash then yeah that's going to be that can create some negativity but it gives a chance for communication to open to the other side and to come to a common ground so i think that's probably one of the biggest challenges because there's a lot of community members you'll see like if you read like social media or something they're too busy typing awareness keyboard and they're happy to sit behind the computer because there's no face to them and they can type whatever they want to say one push comes to shove you know i mean like you said we only have one person there's two seats so you got so many people that want to complain but nobody really wants to step up and do anything about it so i think having a positive um relationship with the community will help address those issues at least thank you sure thank you thank you [Music] so they don't meet every month and it's usually around four o'clock somewhere in there that they meet usually in the week thursday thank you all right so first off what i'd like to do is uh publicly congratulate dr marmile he received so as we call him up here to do his presentation so dr mormont we please come up with a presentation for the board please we're going to say it as many times okay hello board members the week of february 7th is national school counseling week it focuses public attention on the unique contribution of school counselors within u.s school systems it also highlights the tremendous impact school counselors can have in helping students achieve school success and plan for a career the 2022 theme is school counseling better together this is the perfect theme for our school counselors here in downbrook because they work wonderfully on counseling initiatives together also our school counselors are compassionate student centered appreciative of diversity caring and always available to listen i want to publicly publicly thank all of the school counselors in the bbs state okay and i have all their certificates i'll give them to them this week um from the lamont annex school nicholas moran lafayette elementary janine kinney from smalley emily ayanella and jeff jaegel frank community alyssa d jerome and from the high school phyllis hayes anthony abazada mahan ryan hanaway and our [Applause] on to my next presentation okay here's our beach opening violence and danielison reported for the first half of this school year okay here are our numbers for the past uh school years the first time [Music] we had 29 total hiv investigations district-wide with 12 of them being confirmed hivs last year's home from the year with remote and hybrid learning was 23 investigations and five confirmed hivs and then the year prior the first school year 111 investigations and 48 confirmed hivs so we're back to in-person learning this year so our numbers are more than last full year already and i want to point out that we're world war iii specialists which is a majority of our school counselors as well as our administrators um that we've had wonderful training at the start of the school year um by mr david nash from njpsa who was like the hiv expert in the state of new jersey and he went over trends um how to deal with different scenarios it was wonderful training for us and our specialists have been utilizing that training uh every day school by school the high school this year has eight investigations with three confirmed last year was seven and one new year prior 20 and 10.

[Music] hi from the united states of america nation under god indivisible with liberty and justice okay the approval of teacher contracts for the 2022 2023 school year the administration is requesting board approval for the issues of contracts to the list of teachers john obama april javier lynette claudia williams olivia garcia amanda gargan kellyarn chad judy pamela dara cruz bobby casey josephus and yorn mercy aaron cohen danielle connolly and richard eddie williamsburg issues ultimately angela garcia mary grace real guy and kevin wilfred mr president there's a number of teachers whose names aren't on here it has nothing to do with performance it's because of their visa because of the pandemic several international teachers uh visas were extended a year or two we've been told that that won't happen this year we'd like to see it happen but we've been told also we have a significant number of teacher vacancies if that doesn't happen so if we found out tomorrow that was going to happen if we found out before the march board meeting we only have one recruiting fair in february um we would probably bring someone back to you but this time it does not look like some of our uh international teachers will be able to have contracts so they won't have to take [Music] next item is personnel approval of classified working ingredients for the 2018-23 school year the administration has requested more approval for the initiatives of working agreements to the enlisted non-certified staff member administrative uh dana scalarati angelina sarah gray alejandro ortega and fernando essario and maintenance daniel cotton james davis rafael flores axel gonzalez uh rafael flores reagan actually richard russell officer john jose again and for parapros laura daniels daniel hernandez bethany morality ellie sanchez maria maria duran debbie house patricia munoz shelley simpson alejandra figueroa susanna leon michelle dominguez candidate demaio gloria gutierrez maintenance looks like they have a lot of maintenance orders we've got two of those gentlemen part-time drivers uh mr davis and mr russell uh when they're available so if we found the right candidates probably come back we would come back to the board they asked to increase the means that we have passed part-time drivers we've not been there for almost two years [Music] administrative designation business manager leanne williams leanne burns has submitted [Music] letter today go through at least wednesday i wanted her to be here with the audience since she has done the work that they're auditing i've been responsible for work really and she agreed to that um there's a letter the resignation letter that's attached she refers the fact that i asked her she initially resigned effective june 30th i asked her to move that up to the end of april the reason for that is um when we replace her with another business manager i'd like for that person to do the 20 23 budget because that person will be administering that budget and we have to have a budget in june we can't change it let me adopt it formally in july and so that's a complicated and important process as i wanted this is um so her contract was through june if it's not preferable to spend a contract for this manager in june why did he do that it is preferable it's a fiscal year uh classified employees can only have a 12-month work agreement which she had and apparently she talked earlier about ending your contract sooner but she didn't want to have to pay liquidate damages but the data damages something we have and certified as well as classified contracts it covers if a person leaves a contract early administration can charge that person for the cost of finding a replacement including administrative time up to two thousand dollars of views as we say and she did not want to get penalized for that and said that wouldn't happen so her salary will just stop on her last day which is the end of it and in april and we will in the next board united talks about hiring her placement so you're saying she didn't want to stay through the other performance correct initially she said 30.

no this is for the vote oh [Music] yes okay so again we needed to just need so that we could talk about our district goals and so going down memory lane if you recall and i did give you a copy of the email that morning just sent which was the email that had all the attachments on it so i just kind of want to reiterate um hopefully you had a chance to read it and review it so we talked about having when we were looking at my superintendent evaluation realizing that we need to make sure we have our district goals so that my evaluation is indicative of the district goals and as board goals are developed later on then they're also aligned with district goals okay so when as we were looking at it so remember that that developing the strategic plan and identifying her priorities and goals is an ongoing process so we have all these documents the state requires us to do our needs assessment in march and april from our needs assessment then we have to conduct our priorities and goals which turn into the laia and messiah which is which are these two that are in the ade website the life and messiah the saya there's a school plan goliath is the district plan that supports the school goals so in larger districts every single school has a psy app and then the district office compiles all the information into one big district plan to support each site now we're one school with districts so we have one type from our school and then we have the light that's about everything that's in the lineup has to be documented in terms of how we spend our funds okay so how we send federal title one title ii title three title four and esther has to be written in the layout and the silence eventually i'm gone okay you have them okay so does that make sense so far for a single school single district why would ours be different between so i have and life because that goes back to again what the principle and the teachers are going to do is different than what the district administrators are going to do as the superintendent as business office as special ed director which are directors so how do we support at a district level the school level goals does that make sense it's confusing which is wrong but if we're drawing it all from the needs assessment right we're drawing both documents from the needs assessment correct well technically the layer is developed off of the site because the did we do the fishbone with the needs assessment teachers determine along with the principal and the curriculum committee and all the teachers are in we all do the fishbone we all identify our priorities and needs then that determines what we need to spend money on what do we need funds for or not then we have to go in and develop the action steps as a school to determine our priorities and goals then i have to go in as a superintendent and look at what the psyop says and say okay at the district level what do we have to do to make that happen and there may or may not be funds attached to like the lie up would be our central office administrators staff development that supports what the school level is doing okay and as far as the state goes so this sayat and laya is new because you might remember hearing the word elite in adv so we used to have to put this into elite and in a leap you could go in and you could retire your goals and add new goals or at the end of the year you have to put it in progress or not and then we would do it that way this is our second year with the lie up in the cycle so last year we had to input everything into a different system through ade no longer using a leak and and if this program does not allow you to carry over goals so this year we had to re-type all of the action steps for the light of the messiah again i believe that this year we're still they still haven't figured out how to let us roll over so we're going to have to be input again okay so all of this is work between may and june and june 30th because then we start to draw down july 1st with new grant funds so the teachers and mrs cuevas are constantly referring to messiah okay and if you remember when we did these priorities and goals and this existing are the strategic priorities and goals that are in the say act and the layer as well so you can see that in the last five years goals don't change dramatically it's the immediate work and how we get there and the action steps that have to change so if you recall last year we um it was a huge in our needs assessment that teachers needed professional development time right and that's when we came to you as a board to say we need wednesday collaboration because we can't possibly hold teachers accountable to everything that's in the without time to talk to analyze data to go through specific training and get everybody on the same page okay so once we get all of the work this past year and we developed one thing we had been talking about as a board and is our strategic plan so from our needs assessment from our diet up our saya we worked together as a team to develop our strategic plan which i reviewed in july and we were going to be going over my evaluation what we didn't do was ever bring this document for board approval that's why you all were unclear on what our true district goals were on what we were operating okay so what i did so whatever we developed today whenever we decided our district goals we can change this document but i'd like to get it approved in february okay and our that next week so that we can continue our work so in your packet that you've received there's this document that says draft okay so what i did was i took our goal from our strategic plan yes did we not give him the package yes i think they're in this package i don't confuse you i guess that all okay so what i did is i took the five goals out of our strategic plan in our strategic plan there's the annual measures at the end of each goal i try to take the measure that's most important ongoing that's going to identify whether we're being successful or not as a district okay even though there's a lot of measures there's like four to five different measures in each goal i tried to pick one so that whatever we put on our website or whatever we have is more detailed right than this big document so that's kind of what i would like us to have our conversation on on are these true indicators are and this was all developed by everybody down from the teachers us the administration's admin advisory everybody that worked on the needs assessment as we developed the worked on this stock so everyone accept the lord did we actually work on this you didn't you didn't work not at all no no why is it necessary to have two more documents that outline goals and strategies i'm looking at four different documents all related to goals and strategies and and i don't understand why we have four so the reason why we have four i mean i would love to be able to have one ade and federal require this okay okay as a district boards and superintendents operate on strategic plans that are either due to find your plans that get revisited and update but isn't it's district but it's a one this is a one year this is a one year duck that has to be done every year this is kind of like the master this is the master plan okay this with priorities and goals helps the principal and the teachers break it down to even a more specific level than the saya right because this is what we spend our money on what we're using it for this is boots on the ground we teach and encourage stuff development daily things that we do so this is 2025 [Music] this is a living document but it is a five-year plan most superintendents do three to five years because that's when superintendents change boards change so but you have a guiding document so if you remember when i was first hired we did our plan looked like this and it wasn't it was a three-year plan with a two-year plan then coven we didn't do one so then we developed this one for five years classroom yes yes kind of back what rich said it's gonna be a lot of maintenance just to make sure they all jive you know and that's why that's why that's our that's why the board is really focused on your overarching goals your five strategic plans with the main measures of what we can report out we will have in july and you will see it because we have a document that has all the measures on the plan the annual measures so in our july meeting here's the strategies the annual measures are going to be a dock with all the information that we've been analyzing along the way and putting in here so that we can sit as a leadership team and with at the board and review what we've collected where we are and how we did in terms of our annual measures is there something else that we need to measure did something change are we looking at the right thing as programs come and go we will be analyzing different things along the way but the goals are typically very similar across the nation and the state strategic plan goals entailed from five areas high performing students high quality staff inclusive culture responsive organization and collective governance those are the main overarching goals then i took it a step further and in my evaluation as we talked about i went and highlighted on my current evaluation highlighted what bowl they would be addressing okay and one comment was well why not take out all the other stuff that doesn't relate to the specific goals but all the other yes but all the this my evaluation is truly what developed the superintendents have to do and know that's not necessarily gonna all be in your strategic plan but it's daily operations and organization and what you need to do so boards usually adopt a strategic plan some boards have board goals and some don't it's up to our board the board goals if you decide to develop them would be what are you as a board going to be committed to do to allow us to to work our strategic plan and our district goals what is the board committed to do to allow [Music] but remember two years ago when we went to bolt it was the first time that they were really emphasizing for districts and boards to develop board goals prior to that it wasn't you know i hadn't heard about it at the district level where i worked and goals um the district before our goals were primarily everybody has a different interpretation of what boards need to have in order to support issues remember they highlighted nogales when we were there they're one of the only ones when we when i looked up articles um queen creek cave creek and queen creek in phoenix have them nogales does um that are posted and visible other boards say they have them but they're not like on their website or we would be that um down here we were bolder but we're talking about five years ago i think today we're here to discuss district district goals yes so that'll be determined later so right now what i'd like to do is determine the district goals are you good with them do you need clarification do you feel like you need to add something else in the measure what are your thoughts let's take it from the top do you want to work from the blue one or just the highlighted version well i think we could work from this one but i mean they have to work hand in hand because if you see an annual measure on the on the blue one then there's you can add to it or treat it change it so i'm going to stop talking and you can talk actually um other than this one which i just got a couple days ago on um i don't have any problem with the goals as they're stated on a broadband basis yeah what i have a problem with is how they are specific measured how often are we specifically measuring them um and are we dealing with specifics um as an example and i go through this and i think some of this stuff has already been done when it says on strategies for high performing students develop and implement a comprehensive curriculum management process to provide system-wide direction for design delivery monitoring evaluation that we could as far as i know we've already done that if we haven't then still needs to be developed then i think we need a target date and that's what i have throughout this thing is that i don't see target dates uh even on on this it's got prior status and current status um but it doesn't have specific dates when we want some things to be done on still in this high performing students areas has developed comprehensive program for exceptional education gifted education and learning english learners by when when do we expect those things to be in place and when are we going to evaluate whether we have them or not if we put this in place now and we don't look at it and evaluate it until june and determine whether or not we we made any progress with it um so this is why this is a living document because developing developing and implementing a comprehensive curriculum we're in year one of math right so we're it's ongoing that we're monitoring progress staff development looking at data looking at assessments looking at um we teach and enrich looking at our benchmarks in turn for the azmerit this year ela so we're going through next year will be the first adoption we have not adopted a curriculum in science and social studies because we always prioritize reading and math so that's next but those are on so i guess it's hard to to say like even start with curriculum so we've already ordered spread curriculum out investor three with ela they have an intervention program for spend students that aligns with our benchmark with the reading curriculum which we are looking at purchasing getting a quote so that part of the house is ongoing with the gifted and talented we're assessing kids now for the assessment and then we're going to have to look at what's our plan who's going to service the kids that qualify as we grow we're going to have to we will need a teacher to teach gifted which has budget implications right so they're all kind of ongoing so i know what you're saying it's just know but how's that i dealt with this for so often when it said status ongoing and there's never anything that says when does it have to be done by when so when are we going to have a comprehensive program for gifted or exceptional education okay maybe we've got to do the testing which we're doing now so we set february as a target date for testing then we set april to determine whether we have to have a specific gifted teacher which then the board is responsible for saying do we can we resource this from a funding standpoint and then we we determine these things we have target dates that that are driving actions if we just put ongoing the board is never going to know but okay so then that's where we report to you every board meeting we're reporting our progress on all that we do we're reporting on our formative data we're reporting on what we're doing with it we're reporting on where i are don't disagree with that but that still doesn't in my opinion eliminate the need for a target date so you where would you want us to put the target dates you tell me when when is testing gonna be done there's so many and we have our testing dates on our calendar so i'm just saying how thick do you want this document to be well because i mean going back to this document maybe maybe on like this is not a schedule this is my calendar this is what the goals are and it's going to change as needs change as we reach certain goals and whatever um how about on this strategic priorities and goals add a column that says the purpose is the plan that we measure so we just threw out something about english learners well this doesn't link back to the arizona audit which shows that we only have three percent of english learners so it needs to be directly linked to data a goal and a target date or else we're just making a plan that has a moving target and it it becomes like housework at my house we'll do it whenever we get to so there has to be a plan that we have to we have any strategic plan and any goals and strategies associated with the strategic plan are going to have dates they're going to either have metrics in the form of some quantitative method or a qualitative method of either a date or something like that this this is just putting a bunch of words on paper and there's no way to hold anybody accountable if i may add something and i'm not necessarily disagreeing with content it just seems to me that we have a significant percentage of our kids in this district that have spent the last two years in their living room or in front of a computer or something other than being in this classroom now doesn't it seem somewhat reasonable that we should have at least an intermediate something in the very near term the next six months or something as a goal to try and get not only the kids back into the classroom but to get kind of get caught up i mean we've been spending our tires for a couple of years here i mean i think we're kind of putting the car before the horse like i said i'm not disagreeing with these goals at all but we've had something in the last two years go down that has never happened in any of our lifetimes and kids are frankly if i'm wrong but i think kids are probably scattered all over the place in terms of knowledge some people may be far behind and i know there's is there something going are we going to go with the summer program is that on there's money allocated for that or about yeah we're trying to do it we already sent the email out to get teachers to see who wants to teach summer school so that's the plan again our charge will be getting the kids here that need to be that's why you're talking about all these goals which are fine there's nothing wrong with them but i think we kind of need to get things caught up first um as a short term and hopefully that's well i i think that's covered a little bit um growth and on track is measured by the math assessment administered three but what's an increase is it 0.5 is it three percentage points is it at grade level how do you measure that in increase is meaningless as a word by itself so that i like the goals but i like the goal don't get me wrong but we're talking about goals we're talking about strategies and we're talking about tasks you're talking about reporting to us on tasks not strap you know a strategy when you say implement and align arizona college and career-ready standards for all four and elective courses by when so we can we can add those because it's all year i mean that's our that's our annual but but i i know what you're saying if we put target dates or completion dates right that's expected to be done i i also have i'd like to comment um i would hope none of these ever get completed it's kind of like the name of golf can you play a perfect game of golf i guess if you score like 18 is that perfect you're never gonna like it's something you're always going to improve on as soon as you become perfect you're going to find more ways to make it better right so a lot of these things never get completed but i i and i agreed to with what everyone's saying but there are certain things that putting target dates would be extremely beneficial for us to do for things that we haven't had yet started yet such as the gifted program so having the target date is when we're going to have testing a projected target date and then a projected target date is to okay when are we going to start the discussions of how are we going to create the program more who's going to be teaching the program which we have some ideas on that already but i think setting us so that we have a timeline so that by the end of 2025 well especially something like that if you have something that's going to require finding the money for a position yes that does not need to happen they do have timelines there because it's an annual so we could easily attach timelines to our strategic plan as well so are we hoping to have um the gifted and talented up and running by next school year are you going to have a teacher and kids that tested and that's where we have to do our cost benefit analysis because if we only have you know five six kids identified as gifted eight across the board and we paid a teacher one teacher salary for five students is or are we gonna that's something we need to talk about are we gonna do an after school or a pull out or something to pull those kids together but how effective will they be in a k-8 model with six kids you know that's usually the struggle at sites to get personnel and then you have um mr roman alley who's endorsed i've endorsed so we have to find ways to work with it we don't have the funding for it we want to make sure that we're doing our students but then again you're pulling miss cuevas who's the principal who has to monitor all this stuff finally that's down in the weeds the question is yes these five goals right here do they align with that mission statement the answer is either yes or no if the answer's no then we don't have a goal or we need to change the mission statement yeah we believe but having the dates i agree is going to helpful accountability we've been talking about getting talented for how long and you can go back and say well you said back in may of 2020 we were going to have us implemented the spring of 2021.

a motion and did we have a second bye miss kelly are you all in favor aye aye motion passes thank you we have no public comments on action items so we'll move right into our official school board business topics regular agenda dr baraco thank you again my first item is to seek board approval for a couple professional leave requests one to lobby at the state capitol with some teachers and that was actually last week and we went down and visited with five different legislators on a couple key pieces of legislation that i'll get into a little bit later and my second item is to go down this thursday afternoon and overnight into friday to be with the executive director and some other folks from the indiana association of public school superintendents to talk about some future professional development and conference ideas and they are paying the hotel so i will be submitting mileage thank you all right do we have a motion motion to approve motion by ms kelly second second by dr meddling any discussion hearing none all in favor aye any opposed same sign motion passes thank you okay my second item is to just give the board a quick update on some legislation that we're following not all of the pieces obviously there are nearly 40 pieces that impact public education but the big ones are beginning with house bill 1107 that we've talked about previously we found out today that this was pulled from the senate education committee docket for wednesday which indicates to us that there's going to be some significant changes and there's even an outside chance that the bill could be tabled the problematic piece is for us as i've mentioned before in taking away any burden from families to demonstrate that a school has not met the terms of their iep is we could end up in a lot more hearings instead of resolving those matters at a reconvened case conference and or at mediation and so when we were down there we did speak to all five of the legislators we met with that this particular piece of legislation was troubling um of course you know we met with three senators and two uh state reps and it had already passed over from the house so um don't know if we're making progress but we are happy to share some talking points with our senators uh one of which one of who does serve on the senate education committee so maybe it had some uh benefit the second piece that we're watching closely is house bill 1134 this is a the item that's been talked about a lot it's the house version that includes many of the same or i should say similar pieces that were in senate bill 167 senate bill 167 is the one that made all that news when the teacher from noblesville questioned his state senator about staying neutral neutral when it comes to talking about things like nazism and that it's really hard to do because you talk about it because you want to share what happened so people don't allow history to repeat itself so you know it appears that a lot of house bill 1134 will be debated on the senate side the positive again is that on the senate side their similar bill senate bill 167 was killed by the senate so hopefully they remove some of the pieces that we like the least one of which is that curriculum committee that would require us to have somehow committees for all subjects in all grade levels and have i guess evening meetings to try to go over the information even though in one piece of the legislation they wanted all the work done by june 30th so um obviously the people we talked to said don't get too anxious yet allow things to take their course and we said well we trust that you'll remove some of this stuff but we want to make sure that we've shared with you so no one could come back later and say you didn't complain about any of this stuff or you didn't make us aware of the parts you liked the least so we allowed that to stay in so we believe you know the the piece about opting out of certain lessons that most districts already have a process in place for people to talk to their teacher and their principal about that as well as to question selective lessons if they find something disturbing so we think a lot of that stuff already occurs but if they feel the need to put that piece into allah you know i think that's a piece we could actually survive and live with and the final piece is house bill 1072 where this piece wants to force districts like us to share our operating referendum money with charter schools if we have anybody in our district who lives in st john township but goes to a charter school somewhere they get a portion of the money we get from our taxpayer there's a lot of details that need to still be fleshed out in that legislation and as once again our concern is will the degree of transparency for those receiving funds be anywhere close to what we share with people and so those those are three pieces i wanted to make the board aware of tonight i think the next three weeks should be action-packed as legislation you know last week passed from one side of the general assembly to the other and then after three weeks whatever remains will go to conference committee where they'll try to iron out all the differences between what the house wants and maybe what the senate wants to see and the general assembly has made it pretty clear that they want to be completed by the middle of march so those conference committees would last about two weeks and then they would wrap up the session so we're gonna find out what's happening relatively quickly but it's just important for us to be diligent to pay attention to what's coming out of the general assembly so that we can at least share our feelings even though we don't have a vote we can still share how we think things would impact the students we serve any questions about any of that stuff yes okay on the house bill 1072 what are the requirements for the charter schools do they need to be a part of the referendum committee when it goes out and does its work or have you heard anything about it well the initial version said that they they cannot uh take a stance on the referendum so they don't get to help us pass it they just get some of the money now would this be for any uh referendums in the future or what would it essentially be now again that hasn't been uh well detailed yet wow the new laws usually come into effect end of june 1st of july don't they typically yes yeah but i was just asking you know because obviously you mean for that referendum so yeah they'd be privy to that so yeah any other discussion thank you doctor thank you safe travels now we'll move on to our director of human resources personnel mrs mucha thank you very much we are recommending that the following personnel items that were included in your packet be approved and in keeping with me recognizing people with 25 years or more of service i also want to talk about dolores strauch custodian watson with 26 years of service we have a motion by dr malcolm second second by mrs kelly any discussion all in favor aye motion passes thank you we'll move on to our director of primary education dr bracey good evening there are no field trip requests but i am seeking your approval for the professional leave requests you have received in your packets move to approve the professional lead requests we have a motion by dr medlin second second by mr marshall any discussion all in favor aye aye motion passes thank you our director of secondary education ms castaneda good evening for my first item i am seeking your approval for the revised copy of the professional leave requests that you receive this evening motion to approve we have a motion by ms kelly and i will second that any discussion hearing none all in favor motion passes thank you for my second item i am seeking your approval for the field trip request that you received in your packet so moved i have a motion by mr marshall second second by dr malcolm any discussion hearing none all in favor hi motion passes thank you and for my last item i just wanted to give the board an update on the s.a.t if you recall last year the state came out and said that we would be switching the high school accountability test from the istep to the s.a.t this school year so in march specifically march 3rd all of our juniors will be taking the sat this is nothing new for lake central we've given the sat before in the spring however what is new this year is that we are giving the digital version of it so as educators we tend to prefer paper pencil testing just because of all those great close reading skills and annotating skills that we teach our students however our kids are obviously very prepared with online assessments because they've been taking the ilearn exam so they'll be ready for that on march 3rd because of some of the proctoring rules that college board has we need to have additional staff in each classroom as well as staff in the hallways to monitor and so in order to meet those staffing requirements we are going to put our 9th 10th and 12th graders on e-learning for that day so that we have enough staff to support the 11th grade students with the new sat there has been some news that the college board made about a week ago regarding the transition to the digital sat and also to the digital psat some of that comes into play for us now obviously indiana opted in early to take the test online this school year for next fall when we give our psat like we always do in october that will be digital and then they also have some changes we're going to present the board later on this present the budget again to the board later this to the committee finance committee later this evening with a deeper dive into some of the budget drivers for the 22-23 school year but between now and april we're also hoping to get out in the greater danbury community um to share with whether citywide pto uh some of our parent groups that n has been able to organize last year and also this year and continue to get feedback but mostly try to educate the community on the rationale behind the 6.2 ask and so i know anne has started to kind of map out what these what this budget cycle could look like for us in terms of the the community members that we will be inviting in uh we have some experience i feel like we had a reasonable reasonably good experience last year as part of this process and we want to replicate the good experiences and kind of build upon those successes and so ann if you don't mind kind of given how you facilitated last year just kind of walk the committee through uh kind of the plane and expectations for this budget season sure sure hi everyone how are you tonight great to see everybody so we have um several different target groups i think that we can ask uh to meet with them to encourage them to get their folks together um i think that's the easiest way versus just having open forums though i i'm open to just having an open forum too if we wish but i think there's um some hispanic groups through our frc that we can target um and those workshops would need to be done in spanish for the families to understand i think that's really important um i'd also like to see our parents seeking educational excellence the group right now we have 29 folks going through that course i'd like to see that offered on a thursday night they have already asked some of the really hard budget questions already and last and last tuesday night's workshop where we talked about um you know equity in education and equity and budget funding and things like that um and then i think we need to look at you know different times i'm not sure a first thing in the morning would work for folks but certainly an evening one and perhaps a saturday one so i think we have the opportunity uh for three really um well-planned uh targeted groups um to to do our forums with thank you anne yeah thank you and i i don't know if there's any feedback on kind of the presentations from last year how perhaps we maybe can improve them a little bit um i know ann has been strategic in trying to go get out into different parts of the community and make sure our families feel comfortable asking questions in small smaller spaces um i have found that that's been really productive for those families to make sure that their voice is heard but that doesn't mean we can't get better and so i'm just wondering if there's any feedback on our experiences from last year and maybe how we can kind of build upon build upon our experience from 2012.

okay community middle school this year the first half of this year has eleven investigations with four confirmed hivs the year prior nine with one and then 2019 2020 26 total investigations for the school year with 12 confirmed and swollen this year so far 10 investigations with five confirmed hivs last school year seven investigations with three confirmed hivs and the year prior investigations with 12 confirmed hivs okay for both lamont i'm sorry lafayette and the animals we've had zero this year last and then a couple of years ago in 2019 2020 we had one or two in both of the schools okay that's it for hiv um the other part of the state reporting mandate is for us to put in our violence and vandalism funnels district one so here they are at the high school we reported we had 19 incidents to report total six of them were violence random vandalism six of them were incidents with substances one was a weapons offense and reconfirmed hiv for 19 incidents total okay at the middle school we had seven incidents total two of them were violent one of them were vandalism four hiv confirmed and then in addition we have 12 other incidents that led because slowly the five incidents were the five will confirm the hivs you didn't have anything that's it any questions um i noticed that there were students that were removed from the district and my question is uh for every student that's removed from the district what's the financial implication is it the same as a student coming in when a student goes out of the district who is covering that student when they go to another district okay my son might have been misleading that just meant removed from school they might have been in an out of school suspension for an example no problem i wanted to answer this year is [Music] a question for you statistically speaking um it seems like even though the case load is up compared to last year um we're still trending below the same pace that we would have been on the year prior which is really the comparable year anyway and i noticed that at smalley school actually the numbers seem to dip even more dramatically than uh the high school girl yet is there anything that you're aware of behind that trend uh or is it just maybe everybody being happy that they're back well i [Music] i think are hiv specialists for another year into their position so they're doing a better job of prevention so i don't know if any many principals want i would say probably it's trending even lower than what that shows because you're talking about two years ago when we actually went out in march so even compared to the previous year which was the real last whole year i think it's trending a little lower than that if that helps good yeah i think that the the big thing is that every year as we've gone through this you know we've identified areas that we needed to train um not only you know administrators and hiv specialists but also teachers and staff so i think you know some of those things are starting to really take hold on yes [Music] and i think also the counselors teachers and principals having conversations that it might be a conflict and inappropriate behavior doesn't necessarily mean it's harassment and bullying it takes a lot of time to get to that point and sometimes parents are a little upset with that but i think once you take the time to sit down and explain that to them it's a little easier for them to understand you know media get to the bottom of what's going on but just because someone's unhappy or upset doesn't necessarily mean i'd also say our social interactions still aren't what they were three years ago being that we are still wearing these all day long so once that timeline expands we'll probably have have a good view of what's uh you know what's going on over time yeah that's great now you know just to echo something that miss clark said and you know where we started this whole thing you know even my own personal experience i think the counselors are doing a really great job with not letting situations perhaps get to some of the places where they would have gone in the past so i think you know wrapping this all up in a single thing just thank you again to the great job and the great work that they're doing i'll pass it on to them thank you all right dr gallagher is there anything else you want to cover in your report no that's it for tonight great um so we do not have any committee reports to offer this evening though i hope and expect that that will change at our next meeting where we can at least debrief on what happened in the operations committee meeting earlier today so at this point we are open to the public for agenda items only do we have any comments from the group and uh online you have no comments online great i don't see anybody approaching the podium so i think we will move on the next item is the approval of the minutes from our last meeting january 24th 2022.

what's up okay well now we know we've got we mentioned three or four steps i think we've now identified that specific one is a great example is okay well let's that's our model for the rest of these things and you know if you get to april and you're like hey may isn't happening okay you know when we look at it and say what do we need to do and the learning from that is we either need to correct how we set our targets or we need to go back and do a hot watch and find out why we missed her because some are going to be dead on other ones we're going to miss completely you know no we're nothing greg yeah so i it pains me a little bit to say but i i completely agree with mr hollery and mrs cutts okay i i i do agree that there should be david changes i do agree that yes we should have target things but maybe not on everything because not everything is the same it shouldn't be measured if you go back and look at develop a comprehensive curriculum i don't think that's something you want us stopping doing after we've reached that goal in three years i'm sure that more than five years from now would appreciate us to have this as an ongoing goal versus you know we completed it but some of your other metrics will drive that process so if we're using a certain math curriculum and it doesn't seem to be producing the kind of results that we wanted to produce then we needed obviously we're going to re-look at that and have a certain timetable that when is it is the curriculum the problem which would be why that would be an ongoing goal because you would want us to continuously look at after five years from after introducing this math curriculum what has those results been from those kids that started out in third grade to where they're at in april give us a good set of measurables to determine if that math curriculum is and also some of these are going to be driven by data so i i wouldn't say to put a time frame on when we're going to put you know a comprehensive curriculum together for our gifted students because we may do our testing and find out we've got three kids or we could do our testing find out we have 30 kids the path to success is two different paths to complete that so so some of it's data driven based solely on you know the results that's why i like this form because it has a definition of what metrics we're going to use it also has prior status and current status and and i mean the only thing that i think is missing in that thing is what's the next step and and if we're not on track what's the target date for for this uh um you know it to me is a much better format as far as as establishing what our goals are what are the actions that we're going to take what measurement are we going to use and what's what are the target dates right that's why that's the one we use all the time that's the one that we refer to the teachers and deanna because it's specific but but that's not a strategic plan right that's our priorities and action steps strategic priorities and goals for the 21 to 25 right because this is the overarching strategic plan that's that's the roadmap that that tells you what we're doing what our dates are i don't know that a strategic plan there's some measures here some things that have a timeline but that blue document is the one that has to have the specific timelines that when we do our new needs assessment and we develop what we need and we look at the psyop and the layer and then we continue or retire those goals and add more that's that's more of our ongoing document but that's the document we're talking about today correct no we're talking about we're just talking about our district goals the five goals yes and what we want to adopt as a district to say these are our emerging goals how we get is the other documents but for you to feel comfortable with the way this is written and if you feel that we need to go through and look and add specific timelines to certain pieces of this but you're right greg so much of the district plan says continuous and ongoing because they're things that we look at and we're reviewing constantly annually after benchmarks after state assessments during many formatives that teachers give determines are we teach and enrich okay then if i wanted if i go back to this guy these are the specific goals these are the actions we're going to take to get them so i think that some of these goals on here need to be more specific okay as stated in here increased student achievement as measured by nwe map assessment um so what level that should be here so it's on our side and here we were talking about closing the achievement gap right by growth that's why we wrote students in each grade level cohort okay the first one entry student achievement ela math at night with youth growth and on track as measured by nwa map assessment administered three times a year so when it says growth and on track that's where we're looking at all of the kids did they grow from the first assessment to the end of the year assessment but we look at it in the mid-year right now and then are we increasing the kids that are on track so that's okay what time does that relate to the fact that we wanted to see a three-point improvement at every grade level in math and english based on using america so then students in each grade level cohort third through eighth grade will demonstrate an increase in meeting and exceeding the standards along with demonstrating growth on state assessment so when we analyze the growth we're going to say did we move three percent of our kids into the three percent needs to be in here is my point that's the goal that's the mission that's what we make yeah and we can't be happy that's what we're facing that's what we're evaluating against is that specific goal this is a three three point improvement in in actually i think it's specific to eric easy merit not mwa map well so we did have it in there the the thing is that nwa map gives us a different we're operating on grid scores and then state assessment is operating on meeting and exceeding russia i agree with you but no i know it's also intended to align with the superintendent evaluation right the superintendent evaluation does not relate to nwea that's on the performance pay area it specifically talks about ac merit and easy marital no we aligned it to the formative to entrep it's it's not it's not one or the other because we're analyzing both but we should be analyzing both um but just saying that we want to see improvement so if we go from x to y and then and that's growth then we can say that we achieved our goal whether it was three percent or ten percent or one percent or a half a percent if we got improvement then we achieved our goal roxanna this is meeting and exceeding the standards what are the standards on the state assessment right reading and math right well i'm just wondering if the information mr already is looking for is in here and i understand we want to keep this one page right well and then going back to the question because when we analyze data assessment data we're looking at when they determine letter grades they look at your percentage of kids that need and succeed standards they look at your percentage of kids who have gone from minimally proficient to proficient or proficient to contract right to exceeds they look at our special education students and if they make progress they look at our ell students and they've made progress so there's all these factors that go into this crazy formula they look at attendance rate and from all that they determine our letter grade so you have a special ed bilingual student they count three times in the formula because they're in this bed formula they're in the el formula and they're in the general population data you get a gifted student there again in that realm so it's it's just very technical on how you determine and how we determine progress as a school every year because we can't say that all of our students are going to be at 80 mastery meeting and exceeding standards in three years why not because we have special ed students who's even though they're growing right even though they're growing they're not going to be meeting and exceeding kids in standards ever on amazing merit they'll close their achievement gap and we're watching them but it's it's not realistic for us to say that 80 of our kids are going to meet and exceed standards at continental so what is realistic so cohort growth as we watch and i think that's it's important that she said growth that we define what we're looking at as growth are we talking growth as a kid going from minimally proficient to proficient or are we talking growth as a kid that was 50 points away from being proficient is now four points away from being proficient because that still shows growth so i think it's important to define what we're we're saying growth actually is because growth would be quite a few different things i don't want to go to what she just said if the state doesn't measure it why are we they don't they don't measure it doesn't count if it is so we had a student who was minimally proficient and they went up 28 points but they're still minimally minimally efficient so it doesn't move anywhere and they talk no it's the growth for moving from minimally partially partially to um proficient proficient to highly what we're working on is tracking the cohorts and we've been studying and analyzing where they how how they how they've grown kind of how if there's been backslides if they're students that especially it was interesting to see when we had our school closure that there were quite a few students who went from highly proficient and you could see just by looking because we have printed them out each cohort where you just see the slide of a bunch of big percentage goes from highly into proficient proficient into partially and then some of them they the minimally proficient stayed the same and we started to analyze to see wires minimally proficient some of them staying the same and it goes back to some of our special education students who have been throughout that cohort they're showing growth but it's they're still within that minimally proficient um but with few exceptions yeah every test for math and ela we have less than 50 of our kids that are proficient or highly proficient less than 50 so it's not just spend this that's that's driving this so i mean we can say that you know we've got sped students that just aren't ever going to make it in three years well what about the non-sped students that aren't making it so that's why we decided we were starting to look what is the pattern what's going on here with what we're trying to figure out and then what we're trying to do is we're trying to measure things we can't control yeah and so that's the big challenge we're trying to measure things like the the kid that shows up here that maybe didn't have dinner last night or breakfast this morning and has on two days ago clothes and things so we're you know we i think we really need to focus on what it is we can measure and be successful i mean nobody can i don't think anyone can argue with any of these goals although i'm sitting here kind of laughing to myself because the one the one thing i came up with uh was that i wanted to move to a paperless board that was my one goal i wanted worth of printing all of this is in color and this even though it doesn't look like in color it's in color and and this is going for about 25 cents and you know so none of us can argue with any of the goals i mean we want high performing students we want high quality staff and an inclusive culture and responsible organization which is where the paperless would come in and collective governance but i think what we're talking about is how do we organize that you know we've got this document and then we've got this document been stained you've got this document for the pads but we really want it on one document and i already had this in an email and i had this in an email and i'm not even sure what this is but it was in the email too i think what we need to do today is decide are those five goals what we want i don't think anybody could argue with that and we're kind of getting down into to the weeds we can't control from minimally proficient to proficient that's the way it's measured that's the way it is get on board i realize that you want to be able to say johnny went from from he took these three little steps and we're really glad and we're showing that but the bottom line is nobody cares about you and mom and dad when we're reaching out to the community their concern when they're looking at moving here and fleeing to usd they're looking at why are 44 of fifth graders minimally proficient that's what they want to know i had a conversation i'm talking several months ago maybe over a year ago with an individual that has their their kindergartner brendan kenner they put him in the enzyme because they had a higher grade at least at that time than continental did and so that's what parents are looking at when they're choosing school districts where they want to live where they want their kid to go to school now you know our open enrollment um law t in arizona it certainly facilitates that um but we should be the school of choice and we are so the thing is when you work in a school and you know how that works we don't buy our houses based on where our kids what the letter grade is of the school because we know what that means if we you can have you know you can we know what that means and that doesn't mean the success of the school it doesn't it it and i tell parents the best thing you could do it doesn't even matter where you're moving is that you are watching your child's progress that you're doing your job with your child you make sure that the teacher fit know what teachers you're putting your kids in because kids have different personalities and play with different teachers and then you won't have to worry if you do your part as a parent and you're setting those expectations for your kids and you're communicating with the teacher regardless of where you go your child is going to do well okay we have no control over that absolutely no control but what we do have control over is the teacher we put in the classroom the equipment that we issue um you know when you go through here and you read some of these things um you know recruitment and retention teacher retention fuel rate certified position employee satisfaction climate surveys well what does that mean i mean i've seen climate surveys where somebody you know the organization has 25 percent so what does that mean yeah and again we how do we push our parents to take those climate surveys and do them we've increased the amount of parents who have done them every year but if by far is not 80 of our parents don't answer the survey because if they're mad they're going to answer the survey if they're happy they're like well everything's fine i don't need to fill this out but that's so standard right across that's across all industries i guess we have so much ongoing work every single day that we're doing because we're constantly looking at our teachers and what they're doing like our learning walk tomorrow for example you know we're trying to align effective strategies school-wide and unless you pull teachers to watch each other and listen to us give feedback and give feedback to teachers and to kids we're not going to be able to close that achievement gap and we're and but that's been a three year process by the end of this year every teacher will have been observed and will have been part of the feedback group doing the observation and teaching has changed because they realize okay they're serious about what they're expecting because we're in a room like this saying when you did this your kids did this when you said this your kids did this and this is the end-all goal so it's just for us i think as school leaders it's very hard to quantify and put like i get metrics and measures and timelines but there's so much that's ongoing that it's just really hard to pinpoint what is gonna truly make the difference and get us over because it's the parent the student the teacher the leadership the curriculum the training and that's the same thing in every industry every industry that i work in i see the exact same thing and everything is ongoing uh that your your first goal of high performing students is ongoing that's forever your second goal of attract recruiting and attracting high quality staff forever that's that's going to go forever in an inclusive culture i'm not even sure what that means uh responsive organization i would tighten that up collective governance all of those are things that that we certainly want to do it's it's the strategies how we're going to get there how we measure that how we know when we're there that's or when we're getting close to it right and even if it gets to if we got all of our kids at 80 what would we all be sitting here talking about how do we get to 85.

all right thank you very much we had extensive presentations about both of these topics at our last board meeting so this is an opportunity for individuals who might have comments or questions about that funding and that change in our appropriations to let us know and speak now with any questions one of the things we teach all of our pre-education candidates is wait time i'm really bad at it but i don't hear anyone having any comments to make anything else all right i get to play again we are out of the appropriation public hearing and we are back in our regular school board meeting and we have the lovely opportunity for a presentation of the 2022 education hall of fame award i will turn to dr roberts and miss day of dwyer thank you dr shed we do have a list of presentations tonight and the most fun one will be the very first one as we celebrate uh the educational uh legacy that dr linda de clue has left here with the bartholomew consolidated school corporation before i go any further i want to turn things over to this day of dwyer who chairs the committee who makes the selection for our education hall of fame thank you dr roberts i would like to first if they're here if they would stand the committee that actually supports the decisions on going through all the applicants for the education hall of fame and it's larry perkinson jennifer detmer lucy mikhail patricia zavala alonso and i apologize if i slaughter the words uh and uh thank them i know larry is here um and thank them for their time to come in and you know i think the hardest part is going through uh all the applications we appreciate everybody and and really enjoy reading every application of why a particular you know teacher educator should be a hall of famer and if it was up to us many times we find that there are several in you know one year so um it takes a lot of time to kind of decipher and and everything so i appreciate the committees their work on it and uh particularly thanks to larry ferguson for actually crafting our words uh he smithed it really well and uh because there was it was like the plaque would be so huge linda you wouldn't be able to get it in your car so we we had to finesse it and we just gave it to larry so with that you know again we look forward to this year this coming november is usually when we go through the applications again and please anyone that you know that you feel deserves and earns and is worthy of our education hall of fame please submit your letters and application for that it's fun to celebrate and i know i've known linda for a long time since i've been on the board and it was just phenomenal to hear i thought i knew a lot but i learned so much more so with that uh dr roberts uh thank you and congratulations dr de clue thank you mr dave off the wire and as kathy indicated the application process is in the fall and i think the due date for nomination is always around november 1st and then we make the selection from there and here we are time to recognize our 2022 uh education hall of fame award winner dr linda de clue we're going to do so by starting with the video [Music] linda um this is definitely a deserving award for you we go back to our days at lebanon and i was truly impressed with the work that you and barbara peterson did at central elementary school he showed me what a great school could be what it could look like and what it could feel like and then you took that work and you came down to columbus you took your house and came down here to columbus and eventually i was fortunate enough that you rosemary and mike brought me down here to share in that work of that effort and our efforts don't work we never really find out what kind of impact we've had on people whether it be students teachers administrators but you've had a huge impact on so many of us and i really appreciate that and making me a part of the work thank you so much well i had the opportunity to meet uh linda um a very long time ago 1987 to be exact and uh we had the opportunity to work on the same project during our doctoral program at indiana university with dr leonard barrillo so that was the first time i met linda and we worked very closely for several years primarily on helping principals understand the importance of inclusion for students with disabilities among some other areas but that was that was our major focus and we had a great time during our work together in the doctoral program and after completing that uh linda came back here to columbus and i went on to other areas left and much in new york and some other places and who would have thought after 12 years i would have come to columbus as a director of special education in 2001 to get the opportunity to work with linda again and when i got here she was the assistant superintendent for curriculum instruction and really was very supportive of me and my role as director of special education and the families and students of people with disabilities and really helped us begin to look at inclusive services in bcsc uh in supporting uh working with building teams to help them understand the importance of including children uh began asking good instructional questions about how we were making decisions related to materials and placement and services um such a great partner in helping move special education forward in bcsc and then she moved into her role as assistant superintendent for human resources and continue to be a major support in our areas helping us find good high quality staff supporting us in various training opportunities and just always being there to support and answer questions um not just for for me but for all our special education staff our families and our children um and when she retired i have to tell you that it was a very sad day for me because we've been together so long and um she was just a marvelous person to work with and so deserving of of this honor and that i my words i don't even have the right words to to share how much she deserves this but i just congratulate linda on an amazing career and a fabulous job here in bcsc i've been fortunate enough to work with linda since the 1990s which really boggles my mind now that we're in 2022.

they're going to shorten the sat right now it's about 3 hours and 15 minutes they're gonna drop it down to closer to two hours which is wonderful news because our students experience a lot of test anxiety and test fatigue for the calculator section or the mass section i should say they're going to allow calculators on all of it currently there's a non-calculator section and a calculator section so those aren't going into effect unfortunately for this school year but it's something that we can look forward to and i think we are excited about the switch from the istep to the sat it's just much more transparent when the test is over we get a copy of the questions we can look at where our kids did well and where there's some opportunities for growth and so it is kind of a step in the right direction in terms of assessment do you have any questions is the sat limited just to math and language arts yes okay and no writing no they've gotten rid of the essay okay and then how many juniors will you be testing that day all of them do you know how many are in that class uh upper 700s i don't know the exact number off the top of my head that's why you've got to have all that help huh we do good luck on that and we're good with our technology equipment it's all been yes i think because we've had to do the ilearn assessment that we're pretty well versed in using our chromebooks now for testing yeah and the nice thing is that the the cii platform that istep and ilearn are given on is the same platform that college board uses so there's a little bit of familiarity there too oh that's good that's good okay thank you sarah is the total number of correct answers still at 1600 level it is they're keeping okay no change sir no changes there okay this is castaneda um did they give any rationale for getting rid of the uh non-calculator portion just curious they did not give any rationale um i think it's easier to do with the calculator it is and so at the upper levels i think they're more concerned about can they apply the strategies than necessarily do the calculations freehand i don't know as a math instructor how you feel about that you could probably guess people coming out of high school don't know how to do arithmetic so this this would it would be nice that they'd have some type of gauge on that but they won't know so i don't think that's good any other questions no all right thank you our director of student services mrs gramala my only item tonight is to seek your approval for the professional leave requests that were included in your packet move to approve we have a motion by mr marshall second second by ms kelly any discussion hearing none all in favor motion passes thank you and we're moving right along the director of facilities mr i have an update for you tonight um at your stations tonight you found uh the 2022 maintenance agreements throughout the corporation i bring to you this this time about every year i do want to point out despite the supply chain issues and the pandemic and everything else not we didn't add anything to the maintenance agreement with the exception of we're bringing watson elementary school on to the optimization program we brought pifer on three years ago we brought grimmer on last year so we brought pifer on this year and we we i've worked with uh the uh schmidt and everything we're basically doing for the same price because we've got the others under control so we got to bring it off at the same price and the overall you can see despite all the stuff that's going on in the world right now we're we're saving 19 000 over 19 000 for what we had last year so that's great with our vendors and partners that we work with throughout the years so that i thought that was really good news in the times we're living in right now so if you have any questions i'll be happy to answer so with tell me this watson is going on with the optimization we're trying to bring up each building it's been very as you know i'll bring some reports to you usually nip schools behind they're usually like six weeks behind the calendar year so that we will get the final reports here usually about this time mid february so in some time march i'll bring in like the results our entire optimization but you've seen the rebates we've beginning we've been really good with saving the energy we're trying to bring each building up a little by little so now that we're adding watson our plan is to add vivid next year okay so that's that's kind of what we're doing right now so so then eventually you want all 10 schools that's the goal yes yes and that would not include tap though because it's more of a residential right it's a triplex that's what it was when when we uh when we took it over so it's it's pretty much just like your house right right there's not a lot there's not a lot there you can do other than just setting things back just like you do at home right right and mr ledger i must say to you that um i think i asked you about the snow removal company that we use and you mentioned the payloaders that are necessary to get it done and you saw that last week yes i drove by the other day and that parking lot was so clean i could not believe it so the guys worked a lot of hours i mean it was it was amazing and again they were in demand all over uh all over chicagoland because you need them for a snow like that yeah yeah yeah they did a nice nice job so i did want to compliment you on that yeah i do that was a very nice thank you and we don't have our director of technology mr mourinho here but dr verraco if you pass along you know our thanks for staying on top of all those spams and everything else so they're getting heavier now aren't they now we're on to our director of business services mr james okay so our last board meeting we dr brocco mr ledger and i did a presentation about the proposed vivid elementary school expansion project uh indiana code requires that we uh do this twice and so we are going to go through it again um for the board and the community members that are here um so so we have encouraged our staff members to view the last meetings um archived version because this presentation and it's in its entirety is there and so we're going to go through some of the information again because tonight is uh in addition to us presenting it we have a chance for our public to ask questions or make comments about the proposal and so as we mentioned before you know the number of classrooms we have remaining that are empty across all six of our elementary schools is getting very low the second bullet point is also important though you know some of this as i shared with the divish staff the other day is due to our commitment to having smaller class sizes among our youngest learners because our population is not that much bigger than it was before and yet we we've run out of classrooms so we need to be forthright about what has changed and what has changed is a commitment to having smaller class sizes for k to two colling is in their second year in a row of being at full capacity um and as i mentioned the other day we already had you know turned in the i call it the the pit in the library where they used to sit and do some group reading um we we filled that in and turned that corner of the library into a classroom a few years ago i also want to reiterate that um you know the demographics are something that are important our last revision from our licensed demographer jerome mckibben from north carolina former indiana resident was back in 2015.

so one of the things we didn't do last year was really set kind of a level setting playing field for folks to understand the budget process so might this year do we want to invite in erica haynes and the folks from connecticut finance project to really kind of do a budget 101 in helping folks to understand why it's important that we advocate for the ecs formula why is it important that we have our legislators on board you know really the big picture piece of it not just that we need to go to city hall and attend the forums there or send in comments when they do their public hearing in april um but rather you know what are the nuances of the budget and how do we parse out pieces of it for folks to really be able to uh target their comments to and i really think you know just that education 101 um on budgeting from eric erica or anyone from connecticut school finance would be uh well worth our time to do that what do other folks think about that about this did you have something uh i i just want to say i think that's an excellent idea uh my question would be is how can we tie in the community groups with [Music] a lot of the local churches or any of the local churches involved in that list that you have and i know some of the churches are still not in full blast and i know my church um they are still doing some things on sunday uh but it's a limited uh amount so uh my question will be that there's a a segment of the community that we're sort of leaving out how can we sort of partner that information with the budget concerning the budget to that group of people yeah absolutely good good question mrs cooper um i would suggest um you know we in previous years probably five or six years ago when we were doing some of the work we did partner with the churches and we met with them in a coffee hour after mass and i think it wasn't your it was at new hope that we met with folks then and you know they were already there at church we provided light refreshments for them we came in and i can't even honestly tell you what we were talking to them about but they were very um attentive because they were there already uh for mass so that's something we certainly could do oh okay and we we got out into several churches um throughout nelly maywork i don't remember with saturday or sundays but i i do recall the brazilian church in town um new hope there was another african-american church that we also visited yes um and then i i feel like we also had an opportunity to visit some of our community centers as well i don't remember which one we did we did so i mean we can target all of those all right so um ann and michael be working together with the proposed schedule um and you know making sure that we and and i don't know the best places to kind of post these events like for example last night citywide pto uh volunteered to post some very important information from our high schools i know obviously we have our own facebook page but i i do think it's important that we kind of leverage all these media outlets um that we can access leverage to kind of get the word out to invite folks [Music] mr wallston i is a lead into to the next conversation that you're going to be having with us the website update um are we going to be putting a budget presentation on the website for folks to access i'm sorry i want to make sure i understand your question okay can you say that again i'm just wondering you know with regard to the website i know we're working on redoing the website and kind of updating some things is there going to be a presentation of the budget on the website yes something that might be narrated to walk the people through it well i didn't think about the narrating part but uh we were definitely going to put the uh budget presentation and kind of requests up there that was uh mentioned in the previous meeting right but the the narration part is something that we can relocate or perhaps like a link to the um the budget workshops or something of that nature to sort of give people a little bit of uh access there because sometimes looking at that information by itself in a presentation form is a little a little tough to digest okay enough thank you all right so if there are no more questions on that um i will share with you there that we do have some updates on the next two items and that is the district website in parent square our director of technology is not here this evening not because she's not here i didn't invite and didn't invite her um but ann and mike have been intimately involved in updating both of these programs for us um so i'll ask them to provide an update i'm very excited about both uh parent square and the website work is underway um there's some technical technical things that need to take place before parent square is released to the community but i'll ask ann and mike to kind of give us an update of those in those two areas thanks kevin um and i'll talk about the website first and then we can both ping pong on parent square so uh the website um we had a parent letter that went out yesterday that gave a bunch of updates on everything from covid to the website and in that section on the website was a survey soliciting feedback about what people want to see on the website how they're going to use it questions about mobile capabilities you know shortcuts sports schedules all that kind of stuff uh the survey is in english spanish and portuguese so the letter went out also in all three languages and the link is right there and the first thing when you get in there you select your language and you go from there um that survey will be open for a little over a week it's going to close on february 16th we're hopeful we get some good feedback um our partners it's a company called lumi out of hartford uh they're going to go back run the numbers on the survey and let us know what they found out and how they're going to incorporate those requests and that feedback into the design from an aesthetic standpoint it's going to look a lot more like the danbury city website than the current uh school website which i think is a big plus um you know some of the things we talked about with with the agency just right off the bat was the sort of uh that landing page is is a bit busy and there's a lot of stuff happening on it so we want to make sure that it has a just more professional aesthetic to it you know it's it's much more well organized things are there's a better logical flow to it and uh it doesn't seem like that everything's sort of it feels like the las vegas strip sometimes when i go on it uh so you don't have to uh you know everything's fighting for your attention so it's just going to be a lot cleaner um aesthetic and i'm very excited about it um and that will live also in my shop too so i'll be i'll be overseeing its maintenance and making sure that it always looks sharp um let's see okay so that's the website um please sheriff if you do um if you encounter folks in the community um that they can get that link off that letter and go and give feedback on the site um so the second piece here is parent square and i know we've been talking about this for a little while you all obviously been talking about it longer longer than i have um so we are in the process of switching over from power school um we are not switched over yet um i would say we're probably in a beta testing mode um there's a very horribly boring but essential process of data tagging going on and what this is is um because it links to power school we want to make sure that if one teacher sends a message out to her students it only goes to her students and not the student's brother who might be at another school or if they send a message to the parent that it only goes to those parents not a parent who had that teacher last year all these little quirky sort of digital logic tagging things that um systems like this really sort of hinge on to become effective because if we don't get that right we're worried it would just be uh become a nuisance and then people won't pay attention to it so we really want to make sure we get that get right um we've been testing it internally with some of our staff to make sure that you know the initial logic works and we expect to have that done in the coming weeks um and do you want to i'll add to it um we did send out to admin council from last summer we sent out a short video for them to look at um then over the last few months we've been doing this deep data conversion over and then we resent it to them again um just two weeks ago and then at admin council on thursday morning darlene from parent square will be coming in to walk folks through it to answer any questions that they have and then they'll be able to start to set up their classes all the information in their schools that's already loaded in there and then we're hoping that by the end of february we'll open it up to the parents so um we're very as mike said very excited about this um the voice is wonderful on it it's got a little peppy step kind of thing going on um when the gentleman gentlemen speaks it's it's just that kind of that drawl or you know you're getting a robocall um so hopefully that will change um a little bit of the perception of our families as well as to uh the new and upcoming um and for those of you that don't know about parent square one of the great things about it is if you have three children in three different schools and you're getting different robo calls or calls during the day you can elect to take those calls and put them all into a digest at night and so you're not throughout the day receiving all these calls from your schools at night pick a time that you want to deliver to your inbox or your text or email however you want to have it delivered and then you read it at your leisure however emergency alerts on school delays or cancellations or early dismissals or whatever would supersede that digest and come directly to the device that families have chosen so we did a lot of back work on this um in prep for bringing parent square to danbury we are taking it slow because we want to make sure that it's done right and so um the data does take a lot of time as mike said and we're almost there so we're really excited yeah one last thing opportunity that it brings our district yeah yeah thank you thank you man so there's one last stage to to have the sort of manual control and was talking about where you can get a digest instead of the daily calls folks need to go in and activate their accounts it'll verify their email there's also an iphone app that you can download and have everything stored in there but you have to go in there and toggle your settings the only way you can do that is once you activate your account so there's going to be a little a little push to sort of get folks to to click on the activate emails and do all that but i'm i'm i'm optimistic that once people realize that you can control the way you're getting your information people will will go and do that it's just like push notifications on your phone two or three of those come through you're very quickly and they're trying to to to manage it to make sure you don't get overwhelmed for this program are really wonderful they're easy to walk through our family liaisons are ready to help the uh families in the school and the board of ed will have their own group too so you'll all be trained on it to be able to communicate with one another as well did you ever clean these lenses [Music] that's going to be my next question so thank you yes uh thank you michael thank you i'm sorry yep go ahead rachel when did you say the rollout was going to be for parents mid-february we're hoping by the last week of february we'll be able to push that um that button to notify parents we do have i think it's close to uh 1800 that have already registered that have gone in and have been able to to do it just because they know it's coming and so um they're they're ready to go so that's how easy it is yeah that's exciting thank you yeah and i'll just give a little props to to our technology department one of the things that makes this possible is is the the student um contact data is so clean um because during covid we had to make sure we had all the proper contacts so that has made it really easy to sort of at least get the first you know the first thrust of these um data tags going because and there's certain districts where you know a kid moves he lives with dad and then he moves to mom's house and then he might be with grandma for a little bit in between or there's two dan smiths or something like this and the data gets crossed we've scrubbed all that stuff out and that's actually a tremendous tremendously huge job to do um so you know props rit department who was able to do that where you know that big that big lift is is largely largely through any other questions about the periscope or the website update i see um michelle and aller on now i don't know if the either one has questions so kate if if i can add um well al and michelle might be considering questions by luis as well um currently we use on school messenger as a means to communicate with our families for messaging for announcements etcetera we will parent square will replace school messenger as our primary means to communicate in terms of our robocalls etc and so our expectation is these next several months as we close out the school year we will get the school community up to speed on really benefiting from all that parent square has to offer [Music] our families whether they register preparing square or not will still receive the calls from the robocall system however if once they sign up for parent square they will realize the benefits whether it's in english spanish in portuguese they can begin to receive their messages um they can receive them in a catalog fashion as ann was referring to earlier where if you have particularly if you have more than one one child in the school system um and you may get various emails whether from yes yes your teach your child's teachers or your principals or the district they can be catalogued in a way uh where you could just kind of get them all the end of the week or all at the end of the day um and so it's you know a number of different options um in which you can receive this information but you can only do this once you register again otherwise the um the default is you would continue to get them in a fashion you did before but the parent square offers some additional options and for our families that are familiar with classroom dojo and remind we have a number of teachers across the system that are using those platforms now um parent square will allow for communications directly with your teacher in this platform um and with your principal in this platform as well so we're really trying to increase communications in that in that space um it's not necessarily you know just about the district and me pushing our communications to families um this allows for more um this really forces more communication between our teachers and our parents throughout the school community so really looking to build upon the gains that we've made and strength how we strengthen partnerships with our parents during the pandemic we don't want to lose that momentum when we feel like this is an opportunity for us so our teachers we will work on training our staff our principals for the remainder of this year um pushing out one way at the very least one-way communication for my office principal's offices before the school year ends we will make sure that our staff is trained uh before this year ends um so that we can open up next year um you know fully communicating with families um with what this means uh so we're really excited about parent square i know you've heard heard this from me a few times um i was um really quite like i don't know if one is the right word but um i was encouraged to kind of wait with the official launch just to make sure we've ran a couple of more tests and that's what mike was speaking speaking about earlier because they were really our tech department was really concerned um that we would have a couple of challenges if we started the communications before we ran ran these last number of tests so it sounds like we're talking about a couple of more weeks before we're in position to do something and then i i have um although nothing concrete kate i do have another update for you regarding the academy but i don't know if you had any more questions regarding district website budget season or parent square for that matter thanks mr wallston i just want to open this up to committee members and see if anybody has any questions about the things that that the staff just discussed i do actually have one question and i might have missed it because i i got on late um is the survey list like on the website that is out until february 16th i guess that time frame does do you have the ability to go online and see that survey you talk about the website survey yeah the website from earlier the um yeah it's currently linked through the letter that went out yesterday and actually don't know if there's a link on the website i'll make sure we get one up on the front page oh that would be great thank you sure just to build on what mike said um tomorrow i'll do a blast out to the community to all of our community partners and ask that they share it with families too um so all families will get it a couple of different times to be able to remind them to make sure that they take the survey [Music] and again parent square for parents it'll be live at the end of february or is that just staff will be live i'm sorry i was confused [Music] right so think i had mike so we are aiming for february at the very end of february we still have a little bit more data scrubbing to do and work with the admins because they need to be very comfortable in using it so that's our target is the end of the month but it potentially could go another week past that um you know depending on where the administrators are in being able to allocate time to get up and going yeah they're big trainings the 16th so i think a lot of that will depend on their comfort level right got it and that will i'm sorry sorry no please go ahead and that will ultimately replace remind talking points um every every other app that we use for uh school messenger at the very least and or down the road potentially a few more thank you yeah right and and we've been we've been made aware there are a number of different platforms that our teachers are using um in absence of one provided by the district our teachers are using classroom dojo teachers are using remind um and other means to communicate with their families we will be encouraging everyone to make sure that parent square is the only one that they're using for this form of communication so yes who will be replacing all those others okay um i don't see any other questions so feel free to continue mr wilson okay so um given that this was not part of the original agenda i just thought i'd put an asterisk danbury academy update i'm not sure why i wrote this in because i don't have anything concrete for you in terms of an update uh but i do want to re reiterate what what most people have heard in the community um so as as i think everyone is aware on this call it sounds like the talks with the summit regarding our students moving there our danbury academy moving to the summit it sounds like those talks are at a point where um that is no longer going to be an option for the district um i know i don't think the mayor has announced um has announced it's definitely a dead deal if you will but um it does not sound i'm not optimistic that that's going to happen the city did make us aware that they are happy to explore uh one of the options that we have talked about prior to seeking out the summit as a possible location that option was actually at danbury high school obviously that comes with some challenges but the city is certainly prepared to revisit that idea and as i think most people on this call in the community also where um the mayor had informed the community there was potentially a third option out there as well um and so at this time um waiting for confirmation on the two alternate options i'm hoping to hear something by the end of the week in terms of how what direction the city wants to go in in terms of a venue for a heist for new high school and in middle school space but again as of right now it does not sound like this summit is something we're going to be able to move forward on um and i'm hoping to hear something more concrete about um our concrete next steps so hopefully we will have something who knows maybe i'll have an update going into the board meeting tomorrow if not if i get something more concrete certainly i will communicate that to the committee on board sorry kate it is what it is right um i i do hope we'll we'll find uh we'll find some solutions together i know um this is a really great project that has a lot of potential not only for the district and our students but for the community at large so yes so hopefully we'll find a good site for it and and all of the hard work um that we've done to date um we'll we will find a venue like we we will have a danbury academy um still the venue is still to be still to be determined but i'm optimistic we're going to find the right place for our kids and for our staff and for our school community i think we have to back in the support by the city um i i'm confident we will we will find the right the right the right venue for our new school thank you for the update mr wilson and i appreciate your optimism because um we certainly could use more of that yes i understand [Music] all right do any committee members have any other questions about any of the subjects we covered today or any suggestions for um this committee okay any and yet i'm sorry i mean we kind of skipped over committee goals and i just was wondering if there was anything there that you had in mind it's it's i like to see that you know it's not just used for communicating out the budget and and so that it's used in other ways which is exciting but did you have anything else in mind for the committee um at the moment no i mean i think you know we could use this committee um in it in a number of different ways uh it would be really great to have you know sort of um [Music] i don't know if a meet-and-greet with board members would be something that folks would be amenable to but i just think that you know whatever we can do as board members to be more connected with the community whatever that looks like um this might this committee might be a really good vehicle to develop some of that agreed good thought thank you anyone else all right uh in that case i'll look for a motion to adjourn please [Music] thank you gladys can i get a second please okay thank you michelle all those in favor aye aye thank you so much and hopefully that gives you guys a little bit of time before our next meeting thanks for joining us you

for testifiers senate bill 2545 relating to composting grant program any questions for testifiers senate bill 2891 relating to the department of education and inclusion of food hubs in the inaudible state hawaii state farm to school program any questions final bill senate bill 3190 relating to the fish hatchery education at waianae high school in questions okay we will go into the going to recess can we go in a breakout room please reconvening committee on education or decision making we are looking at senate bill 2512 recommendation of the chair is to defer in favor of senate bill 3292 which is next on the agenda senate bill 3292 relating to school facilities authority recommendation is to pass with amendments and the amendments would take um would take language from senate bill that basically says the board until the board confirms an executive director the sfa executive director would be the assistant superintendent the doe superintendent for facilities until the executive director is confirmed and this executive director would be chosen by the sfa board after three names are sent to the governor but again if the governor does not um send a select a nominee for senate approval then the sfa i'm sorry the current doe assistant superintendent would serve as that sfa executive director got it oh yes but i thought i thought the senate confirms uh ed yes i'm sorry senate you're right what happens is so the governor never points it so we're gonna have the assistance yeah we gotta just wait we're gonna have new governor pretty soon yeah because we have been waiting for two years already so this was just to hopefully get something started before uh waiting another year and a half okay so they the the acting is on until the senate confirms the nominee that's correct okay thank you that's if the governor doesn't approve somebody doesn't send a nominee's name within uh 60 days to the senate okay okay well let me just throw this out then to to put that urgency to it shouldn't we not have it to in in with an unknown date so that the next governor might not feel oh there's somebody in there we don't need a point you know what i'm saying so maybe until the next by the next legislative session so that the governor got to press upon the new governor that must appoint somebody but it would still be open you know like like every other mama knee that comes up so i know what it is right it's just that we've taken it away from really and we wanted to do this thing are we giving it back to them and if nobody the governor doesn't any governor doesn't appoint anybody we'll be right there where we started from i mean we start the programs that maybe right now yeah no i i realized that yeah it's a catch-22 it's like because you don't put somebody there then nothing happens you put something we put somebody there but we also have a like a day you know dead certainly certain and we can always take up the measure again the beginning of the year to say okay governor are you going to send somebody up to us or i don't know i just thought i'd pull that out what any kind of action yeah i mean the board is supposed to send three names to the governor right so this starts the 60-day club for the government right but what you're saying is that once we put the [Music] temporary person in from the daily facilities that the next governor coming in may not have an urgency yeah because somebody's already there anybody but i think that would be that would be up to not just the sfa board but also the senators the senate to remind the governor that this is a vacancy that needs to be filled just like the other commissioners right yeah yeah i guess we could hold up other camera cabinet members at that point until he literally confirms this one okay leave it to john i've been okay okay so if you guys are okay with that then the recommendation of the chair is to pass senate bill 3292 with those amendments recommendation is to pass senate bill 3292 with the space being rented does not meet the code requirements of um of the time both in 1987 and 1999 boca codes were researched and they both have requirements that the space does not meet it appears this space would be acceptable as storage but is now being used as habitable space and it doesn't meet the minimum standards of the ann arbor rental code or any applicable building codes and was rented out prior to a rental inspection this uh this property came to the staff's attention as an unregistered rental through a complaint i would like to add that if this if this area was intended or wanted to be used as habitable space it would require a building permit and it would also require that it meet the minimum code requirements of the current code all right thanks mike are there any questions for staff at this time go ahead just to be clear there's a reference to uh the permanent for a second story edition but this is the third floor over here today so that's correct and is the the room in question considered occupiable as a bedroom you'll be able to go buy it by code i'm assuming it's just square footage yeah it's a ceiling height square footage and a door height issue so i have a quick question the whole house is the rental not just this bedroom right um i believe bedrooms are rentals are they rentals separately like you rent them out by lease to separate people yes gotcha all right are there other questions for staff all right not seeing any at this time and it looks like we have the appellant in the room did you want to uh address the board or make a presentation yes i did great please approach the podium thank you i am barbara h stewart and i've been a resident at 906 5th street since so about 30 years i'm a widow i have two grown children one living in detroit one in chicago and i have a host of health issues that have made this whole thing very difficult they include spinal stenosis peripheral artery disease and copd and adhd the space was always intended as a bedroom space we installed baseboard heat in it for the bedroom not the storage my son used it as a bedroom from 2003 to 2011.

can i get a motion motion a second second thank you mr baldwin any comments or discussion hearing none can we have more problems mr bale yes mr fazio yes ms casino yes yes and mr zipko motion cap thank you number six resolved that the superintendent recommends for approval the resolutions is outlined in personnel resolutions under district and high school this is 6.1 through 6.10 i have a motion motion a second second thank you mr zipko discussion you have a question on 6.4 when you have the 5 000 stipend everyone received the exact same amount except but someone has less time like their starts february as opposed to january is that yeah i mean the way the agreement was written um they're all getting their 5 000 now um even though we have somebody just starting they're gonna have to pick up and do all the work anyway but i think when we approved that we also said that if anyone were to leave the district early would there be on pro-regional where it says retirement um but the letter says resignation i i think that's the way she put it in but it's for retirement i just wanted to take this opportunity to thank our retiring vivian for incredible service and i wish her the best in our future endeavors thank you that's great roger any other comments okay here you go man i have a motion i'm sorry may i have a roll call absolutely i'm sorry mr bail yes mr fabio yes ms casino yes mr gennady yes miss lima yes mr samantha and mrs yes thank you item number seven result that the superintendent recommends for approval the resolutions is outlined in personnel resolutions under middle and elementary schools this is seven point one through seven point eleven battle motion yes we have to make a change um if you go to 7.2 the very first item is christensen um it says on there that her effective date would be february 21st actually the teacher came back early from her leave so her effective date is 2-1 so please make that change on all your agendas for two point uh for february first instead of february 21st thank you thank you dr gallagher any other comments or discussions yes with an abstention on 7.6 um miss lima approves the resolutions as outlined in education resolutions under district and high school this is 8.1 through 8.8 may have a motion motion second thank you mr paul open for discussion i have a question on this one um i noticed that newcomers program required two marking periods a minimum of two marking periods do we have any information that shows what the average amount of marking periods is student will stay in is it is it more likely to learn for two and then that's it more likely they're very longer than that and then it would be a half of the year right right but you know with language proficiency they're usually in and they stay and then my other question was on the title three federal grant does that affect enrollment like as far as when a student comes into the school no so it's just any other comments or questions um on the trips regarding the university visit where is that university um 8.6.6 is hour and 47 minutes if you're wondering i think it's great taking these i like to see the trips coming back getting out of the building these things okay any other comments or questions hearing none can we have a roll call there's the bail yes mr fabio yes escazino yes yes miss lima yeah we are up to item number nine resolve that the boundary board of education approves the resolutions as outlined in policy resolution to under district and high school this is 9.1 and 9.2 and i have a motion motion thank you mr fazio a second second we're going to give that one to mr zamotto time goes to the runner open for discussion you might want to explain yeah yeah now this is the the we're in policy one policy one point one sorry sorry sir it's okay yes but it is it is tricky sometimes to find the documents and to be able to review them on time so so on your weekend report that's where you're going to get your your edited copy so you can see what's going in what's coming out also in there is um usually the policy policy alert brief that's in there and in there i'll tell you why you're making those changes on each one of those policies you know whether it's a state law change whether it's a case law change or whatever it is so they give you a quick outline on what those are um you'll see on some of them you know there's some options sometimes usually for us us to fill in um but they're pretty pretty vanilla like you know you get a line like he's gonna be the destiny for this or you know on this one i think it's the high school um okay thank you any other comments or questions okay can we have a roll call please mr bale yes mr fazio yes mrs xena yes mr januzzi yes miss lima yes mr samana yes and mr zupka yes i'm sitting here waiting for somebody to start reading the next one we'll be here a long time i know i know number 10 resolve that the brown brook board of education approves the resolutions as outlined in financial resolutions this is 10.1 they're 10.17 may have a motion motion thank you mr farzio a second second thank you mr paul uh discussion i just wanted to thank for the donations for the small elementary school said the pizantes family thank you i'd like to make a note of one change in the financial resolutions you'll see in there for the first time um probably ever um you guys are recruiting the list for student activities please know that the auditors um and again this is part of what regulations think student activities has to come back into the full of general accounting principles so we have moved um to repeat the moved student activities to our po system so uh on a monthly basis you'll now start to see what is being expended out of student this is where i asked activities the grants so what you're seeing there is um the grant application is actually filled out the year previously okay um if we don't spend we're allowed to try over 10 of the year previous fund okay so what it's showing you here for example under um ten point eight numbers and left glass is four point eight yeah okay so um our original allocation amount of there that's what we were originally given in the gram okay and then the carryover amount is actually from the 2021 school year we did extend it so then that's our new amount in the last column okay so it has nothing actually to do with the narrative of the application funding of the application carry over from what we have i just wanted to give a shout out to the communities middle school yearbook club i know it's a lot of hard work and the mr mr subs the fundraiser but for the 15 sales really excited that that's going to be occurring please you know that's incredible yes thank you really good job please tell them awesome is this um 10 15 is this like a re-application of it's the uh for architects to submit is that the same thing and we're just resubmitting it to try and get a better price oh no no this is this whole new one this is for the um hdec systems um if you recall we have that extra fund that was here kind of earmarked for hec so at this moment time while we kind of headed the game in terms of we have air conditioning heating every classroom this is the opportunity to um replace a lot of unit ventilators particularly in smallie lafayette and vermont that are really outdated and actually in this we're putting ventilators into the animals which never happened before um but it gives us the opportunity to do that it's it's one of those things that um you know it's there so you might as well take advantage of it um type of thing so all and again all of it's going to be through the arp extra funds nothing from local taxpayers or the state and whatever or is that other thing just dead on arrival the cafeteria pretty much i mean again what we what we suspected out was again when we did when we did small we we roughed it out at 350 square foot we came in right about there a little less than 350 square foot so you know obviously we went out at 400 square foot was our best projected estimate for the cafeteria at um lafayette unfortunately the lowest bid was 3.8 million which came in roughly around seven and a quarter square foot just to give you an idea of the price variation obviously right now between labor supply chains and everything else um it's not the time to even think about re-bidding or going out or anything like that um you know until we so we can either either prices come down or we could approach a little bit more you gotta go over our stances we're gonna try and pay cash on that so there was no tax increase there's no referendum there's nothing coming from the state we're gonna use internal funds to try and make that happen um so those funds are still there you still you're still there you're they're still in your your tax reserve um obviously the the only other issue that you have is you do have a number of other things that are also coming due that we're gonna have to take a look at and start to say okay um you know let's let's talk about the football field i mean football field duck definitely needs to be replaced that's something our lights are dangerous in the field we really need to start talking about replacing them yeah if we're going to do that we got to replace the track replace the fence so on and so forth so there's a number of conversations that have to be had and a number of you know quite frankly difficult difficult decisions are going to have to be made um in terms of what you want to do what you want to prioritize going forward i just have one quick question it has to do with uh budget transfers i think when we received the audit report for the most recently completed year that was an area of concern so just a quick you know snippet of how are we doing there in terms of um having our budgets appropriately aligned relative to the transfers we're making out yeah we're doing really well there um and i think the audit recommendation was more on the grant side not getting the approvals to do those transfers so on the transfers you need are general general are general accounts which you know inside again i don't want to get suits belabored on this but there's a number of different account numbers um i think we have over a thousand account numbers so inside those thousand account numbers you may have another two thousand sub account number so you can make transfers underneath all those sub account numbers without a problem it's never going to be an issue or anything like that that's kind of what you're saying very good all right any other questions or comments hearing none can we have a roll call please mr bail yes mr fazio yes yeah okay so you're yeah miss roswell yes yes thank you okay we are now into uh i guess new business if we have any otherwise uh we are open to the public for discussion so i know what i want to ask um i wanted to bring up the governor's announcement today that um the mass mandate is no longer coming from the state and both seemingly being left up to districts come march 7th sounds like we're going to have to make a decision there and i know that uh previously we had always relied on our uh chief chief school physician for the for that because none of us are have any real medical training so it would be better to rely on someone who does so i had a very long conversation with dr frank today okay is his recommendation which he's going to be sending out to us in the near future is um not to mandate masks he basically said it's time to get back to normal um what he said was leave it a personal choice if people want to wear a mask or a parent wants you to wear a mask allow them to wear a mask and i'm really summing it up for you but you know basically it was um i don't want to get into the semantics of it he doesn't you know you know why are we going to march 7th like you know he was kind of really questioning some of the science behind it and things like that so um but that was that's going to be his recommendation um and as you know i i discussed with the board leadership i would reach out to him because we kind of knew this was coming and we wanted to be able to rely on our chief medical inspector for this so um that's going to be his his opinion okay or his recommendation and ultimately that does still come down to a board decision already so we still have to make that official that we're accepting his recommendation shouldn't be clear that's the process right but i don't know i don't know if you necessarily need to approve his recommendation um we can talk about his recommendation um if you feel as though you need to approve this recommendation you can do that um but but ultimately it really just comes down to you know um there is no there there's not going to be a man right so if we do not forcing us to do so if we do nothing then the mandate goes away we would have to actually act to we don't think about the map right okay [Music] he is letting his his masked mandate expire march 7th you don't have to do anything his man his mask mandy is expired what he did say from what i you know and again i didn't see his whole press conference but allowing people to choose to wear masks was his statement that's also what the recommendation was from dr frank i would anticipate between now and mark 7.
