Start with the moderator's motions. The moderator's motions are listed in your handbook on page four. They are the same standard motions we approve each town meeting. So I'll address ask to address them as a group. Do I have a motion to approve moderators motions one, two, three, and four as printed in the handbook? >> Second. >> Raise your cards to vote. All in favor? Thank you. And opposed. That motion passes overwhelmingly. On to our business for the night. Article one, here time reports. We have three reports tonight. First is from Jill Verns on behalf of the stormwater advisory committee. Uh Jill, and there's an apology to go with this. There's this great video you're about to see, but there's no sound because they didn't upstairs didn't know ahead of time and they can't get the sound done in 10 minutes. So, pretend you're back in the old style movie houses where you have no audio.
It has somehow become worse. Adding a third action that can be p punished. Maybe you meant to have it say or school or school grounds that substantially disrupt school operations. Words have meaning, but that isn't the point. First or actions that writing the language of rules and leaving it vague and ambiguous does not bode well for students. Kids need structure and rules that clearly define what is and is not allowed. But secondly, more important, this item contradicts language already in our policy handbook and nobody has mentioned it. Do we look through the entire handbook, look at the holistic thing? Because in 5145 civil and legal rights and responsibilities we have the language quote any section of the school which can be used at all times without disruption of the main body of students and which is available to students during non-academic periods shall be available to students during non-academic periods shall be available for peaceful assembly of students for the purpose of voicing opinions.
In the like underneath the calendar in the middle column above. >> Oh. Uh oh. That's >> Yeah. Thank you. You're welcome. And >> I asked Michelle because I didn't see Columbus Day on there and so doing some research and Michelle's answer. I guess California doesn't think that's important enough to recognize. So a lot of us wouldn't be here without uh Christopher Columbus marking the beginning of European exploration and colonization of the Americas. So at least quite some time we haven't had that. >> Yeah, that's recognized as a federal holiday in our states. I think it was like back in 2009. So >> we're state police, not federal. So yeah. >> So thank you. >> Of course. >> Great. >> Any other discussion or questions? >> Roll call vote. >> I. >> 7B. Approve final resolution 2616 to terminate classified employees due to lack of work slash lack of funds.
Um, and it may even be just continue to um be transparent and open. Um, in our interactions with the community. Maybe just take a second and see if you have any thoughts on like because I think these self eval I guess where I'm coming from is I think self-evaluations serve a purpose but rather than just taking all this information and going oh that was nice I like the idea of saying like well what do we do with this information like how are we going to continue to improve and Well, I I can if you don't mind me typing in just a little bit based on the conversation that you all just had. I've got I wrote my words. This is not a goal goal written, but you know, I wrote LCAP expansion, make sure we're including LGBTQ special ed, you know, to to share that with our our administrative team.
the 2526 tax levy versus the 2627 tax levy. Debt service stays the same. Existing bonds will be paid in pool as of 6:30 2030. As long as we don't have to go out for more bonds for um construction or things of that nature, that will also help um the taxpayers because the township currently pays that amount in our tax levy. So when that is paid up, they're no longer paying that um to us any longer. Um hopefully there's no more bonds before before I retire. I don't want to do that again. Um 2026 the average assessed home was 188,000 just over and just over 189,000 for um the 2627 school year. And then our local tax rate obviously you're seeing is obviously higher. That is because we had to raise taxes. So um I think that's it.
Man, I'm proud of you. I really am. Uh Miss Piteri, Miss Esani, congratulations. First women duo, and I love that. Uh thank you guys again. >> [applause] >> Anyone else? Mr. President. Okay. Uh first I would like to say thank you very much to my family, my greatest supporters, my wife. So, thank you for giving me that support there. Thank you to all 488 voters who believed on me. Thank you to the running mate, all the candidates, and uh congratulations to vice president and president, Mr. Esani and uh Piteri. So, congratulations to everybody, and uh we land the strong foundation last year to build the greatest future. So, we started last year and let's not stop.
You have their title and each staff member. It is recommended that the staff members listed above are approved for the corresponding extra paid position employment. Make that motion. >> Second question or discussion call for the vote. >> Say I. >> Motion carries three to zero. >> Mr. President, members of the board, the ESS director Anthony Delara has requested additional hours for himself for the month of June to finish ESS required reports. The administration has approved up to four days at six hours a day or 24 hours total to be worked within the month of June. Jill's going to give you a little commentary, though. Jill, >> good evening. I'm Jill Burns representing the Ashlin Storm Water Advisory Committee, or SWAC as we call ourselves. At its core, storm water management is about reducing pollution. And unlike wastewater, storm water isn't treated. It flows directly from our streets and neighborhoods and activities straight into local streams, rivers, and lakes. And because of that, everyday outdoor activities have a direct impact on our water quality. The town storm water program operates under what's known as the MS4 permit, which requires not only regulatory compliance, but also public education and community involvement. SWAC was established by the select board to support that work. We serve as a resource on stormwater issues, help monitor the town's compliance efforts, and work with town departments to increase public awareness and understanding. One of our ongoing priorities is education. Helping residents make the connection between what goes into the storm drain and where it ultimately ends up our streams, rivers, and lakes.
End quote. We've had this language since 2001. Do we live in a world where free speech of our kids is no longer welcome? Don't don't answer that right now. Maybe the better question is who are we as a community to want to take this away from our kids? Item number nine needs to be removed from the draft student discipline policy 5144. We need to stop thinking that threats of punishment are going to make our schools better. In fact, beyond all of the punishment, we should be focusing on something else in that 5145. but is fairly rarely invoked. Quote, "A primary task of the school is to create a stimulating learning climate which develops active involvement of students in their education and develops a spirit of inquiry. This climate is created when students work together with school staffs in such activities as planning and evaluating school programs.
Do I have a motion? >> I'll move approval of resolution 2616. >> I'll second. >> All right. Any discussion on this questions? Okay. Roll call vote. I >> I >> 7C resolution 2617 request to open parent square pay account. >> I move to approve. >> I'll second.
So, I mean, I've got that written down. And, you know, in terms of, you know, being to use the word inclusive, but you know, more inclusive and making sure we're getting other groups that may not always be involved involved. That's something that was a very natural goal out of the discussion that you just had. >> So that was, you know, just to let you know what I've written down over here as a thought. >> You're like the chat GPT who just >> summarized. Well, I would like to add on to what you said about, you know, the trust and integrity and and being open and um honest in any relationship. Those those are critical in any relationship. And I feel like on the board it's also very critical that that people believe that we are that we have integrity that we can be trusted that we are open um that we listen right >> approachable because without without that trust you know that that's just not good.
Anybody have any questions? All right. Thank you. >> All right. Um, we're going to open the meeting to the public, please, for the discussion of agenda items only for on our public hearing. Motion a second. >> Second. >> All those in favor? a post or ab um so motion and a second then to close the public hearing portion of the meeting. >> Motion second. >> All those in favor? >> I >> oppose or abstain. Um so now just approve of the budget. May I have a motion and a second to approve the 2627 um budget based on the resolution uh that is on the agenda? >> Motion.

Mr. Diaz, Pacorino, congratulations. Mr. Daba, look forward to working with you guys. Anyone else? Okay. Just to echo the statements and not to, you know, beat a dead horse. So, congratulations to Mrs. Son and uh Mrs. Petere, Mr. Diaz, Mr. Pacorino, and Mr. Regio, a a bright future here. So, congratulations to all and looking forward to working together.

You may have seen the message only rain down the drain on catch basins around town. And that's part of this effort. As part of this work, SWAC has partnered with local student groups, including the Ashland High School environmental club, uh, W students from Worcester Polytech Institute and local Girl Scouts on outreach and education initiatives. This evening, we're presenting a short video developed by some Ashen Girl Scouts focused on the importance of protecting storm water and the impact of our local waterways. So again, as Adam said, unfortunately there's no audio tonight, but the video is available on the Ashlin Stormwater web page. So you can play the video now. Thank you. As it comes to an end, I'd encourage you to go out I'll go out and watch it with the audio about that no clapping thing. >> Next up is the school committee and chair Laura Tosti.
Civic engagements down. There were less than a dozen people at the town annual meeting last night. And we're telling our kids not to stand up and speak up. Is our district putting two and two together and getting five? The party thanks you for your service to their most essential command. Look, we're old. It's going to be their world. We're here to help and guide, but we need their input. We need them not being afraid to stand up and speak up when they want to, when they need to. But if we're writing policy to shut up and shut them down, we need to do better because they deserve better. Thank you. >> Thank you. >> All right. Next up, uh Victor. Welcome, sir. >> So cute. >> Hello. Um, my name is Victor and I'm actually a student from uh, Came Elementary School and today I'm here to talk about um, on how basically from last year when I was in third grade, we had 30 minutes for lunch.
Any questions? Any comments? You guys understand what that is? Yeah, >> it's so that we can set up like credit card payments for >> Chromebooks that are damaged or that don't get returned when students leave the district or chargers or um stylus, um library books, those types of things. So, um it streamlines that and it's going to make it easier to communicate with people and then easier for them to um render payment. >> And we already have an account at the bank. Um, I checked with the auditor in the county and they said to just set up the resolution. So, it's clear that we're changing the use of the account, but it was back from when students would pay for lunch and we haven't used that account. Um, it just has um a $200 minimum balance. It's been sitting there for the last four or five years since all students eat free.
