That's the oversight. That's the The board then ratifies those or approves those budget reports or approves those interim reports. So, as I read this, um the the one thing that keeps floating in my head is because the funds don't come to us all at once, right? Because they don't come all the all uh to us all at once, districts still need to function. Absolutely. >> still needs to function, we have to have the ability to shift funds to be able to allow us to continue to function until the funds that is earmarked for whatever it is that comes to us so that we can shift it. Is that what you're trying to explain? Yeah, this particular resolution deals with budget. Um the the budget is the revenues that we expect and the expenditures that we expect. Now, keep in mind uh Cindy, my director of fiscal or the district's director of fiscal services, is working on putting the budget together for next year right now using a set of assumptions provided by school services, um capital advisors, uh San Bernardino County Superintendent of Schools Business Advisory Services.
If you don't institute other remedies going forward from now, you're going to be back in that same situation again and we will go through this all over again. That $6 million, it was a key statistic that the business administrator pointed out that got eaten up by charter schools. All right. Well, somebody needs to start putting the onus on that. Like, excuse me, how is this going to continue that that sheer increase just got eviscerated because of the charter school situation? our health care costs. I had a conversation with the business administrator this afternoon. Prescription costs. What is the legislature going to be doing on this and the governor? We are 90,000 people in this city, but our collective input in Trenton is far less than it needs to be. You need to get to Senator McKe and Assemblywoman Gil and Begali. Have them come here as they should come to the governing body across the street.
So focus area 2 is about building the professional infrastructure required to sustain our vision. We're moving beyond just offering classes to really providing a comprehensive arts ecosystem. We've hired 355 part-time arts assistants, including accompanists, choreographers, instrumental coaches, vocal coaches, teaching artists to provide the specialized instruction that our students deserve while removing scheduling barriers to ensure that every student has a clear sequential path in the arts. And the proof is in the data. Over the past dozen years, we've moved from 35 to over 48% of our total student population enrolled in an arts class. Notably, we've seen a massive climb in arts enrollment over the past eight years. I'm proud to say that in the 2627 school year, we will once again have students enrolled in vocal music courses on every AUHSD campus. And that's something that hasn't happened since the 20145 school year. We know that students in band, orchestra, choir, theater, dance, and visual arts um they all have different ways of connecting to and supporting each other.
So, using those assumptions, we are going to bring a budget to the board next month. The first meeting will have a hearing of the proposed budget. The second meeting will be to adopt that budget. But, believe it or not, those estimates aren't going to be exact either on the revenue side or the expenditure side. Our assumptions for L C F revenue L C F F revenue may need to be adjusted. So, those are budget adjustments that are made as we gather more information as we move through the fiscal year. Also on the expenditure side, um the personnel costs are budgeted based on positions as that system is rolled each payroll cycle. The budget is adjusted to make sure we have the budget allocation to cover personnel costs. Um school site funds, they may determine, well, they don't want to spend it in this particular object code, they need it in another object code.
What are they going to be doing on this topic? Because I'll tell you what's going to happen. If you don't do this, it'll be on your watch that it happened, that you didn't exhaust every remedy possible. I salute everybody on the board. Citizens of Slifton have no idea, Superintendent, the amount of time and energy that it takes to put together the numbers that you have. And nobody wants to see anybody get laid off in this kind of climate. But the reality is we're going to be right back to where we were given the non-controllable expenditures that everybody articulated. It's just going to happen. And what Commissioner Paris indicated before, the growing needs of special education students, one out of every four in Clifton is in that category. So I will leave it at this and I thank you for your time. Please use this as a wakeup call to ally yourself with surrounding districts.
And uh we have to help students find their tribe. And so being able to offer these programs to all students is really important. We're also matching this historic growth with world-class facilities. Thank you, board of trustees. The Cook Auditorium renovation and the new Gilbert Music Studio named Club 33 and A3. And for those of you too young to know what that number means, ask one of us with like a little gray in our temples. They'll tell you a third. 33 and a third. Um, and and all of our venues serve as professional spaces for students to create and express themselves. So, and just this week, we learned that a student songwriting team from Gilbert uh actually using that studio won uh an award from the Orange County Department of Education uh for their song Moments, which they submitted to the USA 250 songwriting contest. So, kudos to those to the Gilbert students.
So, that budget adjust adjustment needs to be made so they can facilitate a purchase requisition and spend those funds in whatever object code they have determined. So, this particular resolution allows those adjustments, those budget adjustments to be made in a timely manner to allow the district to operate, to continue to operate, and then the oversight, again, as I mentioned, there's the budget financial report that comes to the board and the interim reports. Okay. Thank you. Um I do have a follow-up question. Um in terms of our funding, um what we anticipate receiving, our revenues, and our expenditures, um these are things that can be anticipated based on past revenues and past spending. And I believe you uh I think Mr. Schulenberg, you confirmed that we do have a guarantee of some degree. So, as far as being able to anticipate money coming in and money going out or being appropriated for each of these things, it's not an abstract idea per se.
get in touch with our legislators and start to put the heat on the very people who are in Trenton right now as well as with our governor. Thank you very much. >> Thank you. Um I'm going to take a little um poetic >> President Bas. Yes. Sorry. Can I make a quick comment on that? >> Absolutely. Because we have some update on that. >> Thank you. Thank you. So don't really usually make comments but because of the budget and um it's very important because we're going to discuss it later. So I'm the chair of the legislative committee. We met. We have our minutes. We're gonna mention this later, but I did, as Commissioner Ragsdale mentioned, reach out to Senator McKon, Assemblywoman Mgalie, and Assemblywoman Gil. We actually saw her at an event this weekend, and discussed it. So, they are all invited to our next legislative committee meeting, which is later this month.
Um, we're also mid- project on the new high school band room renov uh renovation at Orangeview Western 712 school, which will give the next generation of music makers a worldclass space in which to create and develop their talents. from digital music production labs to replacing aging pianos and replacing theater tech theater tech district-wide. Uh we're ensuring that when our students uh when they step into a studio or a classroom, they're using industry standard tools to share what it's like to work in these professionalized spaces and work with additional industry pros. I'll hand it over to Charlie, Kimberly, and Theodore. Hi, I am Charlie Dobello, a senior at Cypress High School. Thank you. And I am part of the theater department. I've been asked to talk about the struggles of working with the spaces and equipment that we have at our schools. Many of our programs are struggling with the main issue of spaces our students are currently working in.
It's can be relatively predicted. Yes, we can relatively predict it and adjustments are always necessary as we get into the actual fiscal year. And so anything that is exceptional or outside of what we anticipated, that would be maybe few and far between. So, then maybe at that point in time this board could hear maybe those exceptional times and and give direction on it. Correct? Well, with this resolution being approved, we would facilitate those adjustments and then those would be reported to the board either in the budget financial report or the interim reporting periods. And the reason why I bring this up is because you know, where we are in our current financial state in this district, what we've been doing hasn't been working. In fact, our finances are quite concerning and it you know, doing the same thing and expecting different results, that's the definition of insanity.
I'm waiting for a response. And um they're usually very responsive and very um open and and and partner with us. So we will have them hopefully in our legislative committee meeting um on the 20th and we will update everybody from that. So you know healthc care is on that agenda um out of district special education um out of district costs and other things around that that we're going to address. So, we have re reached out to them and we will be partnering with them. And the whole point of that committee is to continue to nudge them and to ask them for assistance because the last thing I'm going to say, sorry, is that listen, the healthcare adjustment is, I guess, a solution, right? But it puts it on the local taxpayer and we want to know what the state can do besides just us pushing it back on local tax.
As programs are growing bigger and bigger and spaces are growing smaller and smaller for how many students are joining each program every year. An example of this is Cypress High School where we have to share our theater with both choir and dance in a very limited space. We have no room for our sets for shows, no room for students to change costumes. Teachers and leadership have to change a lot of staging and spacing because of our off-centered stage and not enough room to store supplies. Our programs are so lucky to be growing so quickly and get new equipment over the past few years, but the new equipment doesn't work for small, awkward spaces we are working in. We are hoping for changes like new seating for our theaters and we're refurbishing our spaces to help improve our programs and help students to feel comfortable in the spaces they're working in.
So, understanding that we can anticipate revenue, we can anticipate spending based on prior practice. I encourage this board to consider that and provide provide more structure and provide more direction so that we can make good financial decisions and help this district make good financial decisions so that we can gather ourselves and handle the funds that we are being appropriated. Okay, thank you. All right, you've kind of answered I think my questions as well, but I have three. Yes. So, the first one was can you give us like an example in the past of how something I feel like there was an adult ed example at some point? Um, maybe, but like of what is a necessary transfer because it's not necessarily like the way I understood it when I was reading. It's not necessarily we think we're going to get the money, but it's like this is how much you're going to get, but we don't get it on day one, but we do have to pay people on day one.
That's it. Thank you, >> Mr. Wood. Just to uh give you a little bit more information. I sit on a couple county and state uh committees. Our legislative New Jersey school boards committee has been vigorously discussing. Also, the county leadership association have had thorough conversation and we're asking New Jersey school board to advocate legally and uh legislatively down in Trenton for us as a whole. So, there is districts by districts are all coming together. There's also been some creative information that are going to be shared with our um finance committee about maybe sharing costs with other other entities. So, um I can tell you that Livingston is actually going into consortium for health benefits. I I'm I'm ask my colleague in Livingston to get me some information on that so I can bring it to the committees and give you guys to look at that and maybe explore it.
Next, I'm going to invite Kimberly Good evening. Um, I'm my name is Kimberly Baragon. I am a current junior at Catella High School and my focus area is infrastructure. When I was in eighth grade, I took a photography class that made me really passionate about my work and I really grew more into an artist and photography. An idea I would had that I would have that would not just benefit the students and also the but also the community is that we need more funding for photography to purchase enough cameras for the students to use to create photography for their passion. Another idea is that we can have more internships and more programs to teach students how to use photography out in the real world and build their passion into a career. Thank you and I will now pass it to Theodore. Hello everyone. My name is Theodor Vang.
And so, we can move it from somewhere. Yes. >> right? >> Well, um that actually is more applicable to a resolution you'll see a little later, which is the interfund cash transfer resolution, which allows us to transfer cash between funds when we have a cash shortage due to a delayed apportionment either from the federal federal apportionment or a state apportionment. This resolution is all pertaining to budget. So, if if an account line does not have a sufficient budgeted amount and a purchase requisition against that account line is created, it it will not work. It it won't go through the system because there isn't a sufficient budget allocation. If a staffing line doesn't have a sufficient budget allocation, then that creates an error during the payroll process and a budget transfer must be accomplished in a timely manner, so staff is paid appropriately on the appropriate budget lines.
So, anyone else would like to adjust the board? You have five minutes. >> Motion to close. Seeing none. Motion by Miss uh Commissioner Brunac, second. Second by Commissioner Suarez. That being said, folks, we are going to we are going to at this time we are the Clifton Board of Education will move into executive session. Um the matters to be discussed are of a confidential nature and may include but not limited to personnel matters, contractual negotiations, attorney client privilege communications and matters involving litigation or anticipated living litigation. These discussions are not appropriate for public disclosure at this time as they may compromise the confidentiality of individuals, the board's legal position or ongoing negotiations. No formal action will be taken during executive session. Action, if any, will be taken upon return to this to open session. The board anticipates being in executive session for about approximately 1 hour.
I'm a senior at Oxford Academy and I'm honored to be representing my sight's choir program. As the president of the Oway Singers, I've appreciated how Prop 28 funds and other arts related funds across the district um have benefited our program on many ways and on all grade levels. Not only do we have student teachers like Mrs. Ramirez, who I've put on screen behind me, but also an accompanist and many choreographers who take the burdens off our primary choir director, Mr. Hogan, and improve our shows with their talents and many perspectives. To further expand our horizons, though, I see an opportunity to take advantage of our dire or our district connections like Dr. Brown, assistant professor of music at Chapman, who I believe adjudicated for our most recent choir um coral festival, and open up opportunities for these professionals to interact with students more, open up guest lectures, find time in some school schedules um for students to learn hands-on from them or in other ways.
And again, the oversight of the board is the board financial reports, the budget financial reports for the monthly periods and the interim reporting periods that display the net effect of all the budget transfers that occur on a daily basis. Okay. Is there any type of requirement of putting the money back? And again, this is budget. Yeah, so it means it doesn't have to. >> if money is budgeted in the I'll say in the 4000s because that seems to be the the the account that everybody takes a look at. If if money is budgeted to be spent in 4310, whether it's district allocated funds or site allocated funds and a decision is made that that particular budgeted amount the expense needs to occur say in 4380, then the budget is adjusted. The allocated expenditure amount in 4310 is reduced and it's increased in 4380 to cover the expense.
Um if we have to extend, I'll come out and notify you immediately. Uh following five minute reset for the board uh as expected to return to public session. Could I have a motion to go into executive? >> Motion by Commissioner Bronziac, second by uh by uh Commissioner Ragdale. Vote please. Roll call. >> Mr. Bronziac. >> Yes. >> Miss Estri Barnes? >> Yes. >> Mr. Paris? >> Yes. >> Mr. Ragsdale? Yes. >> Mr. Ciano? >> Yes. >> Miss Suarez? Yes. >> Vice President Santiago? >> Yes. >> President B? >> Yes. >> We'll see you. It is 9 8:21. We will see you approximately 9:21. If I have to extend, I'll be out. Thank you. >> Fivem minute recess. from executive session. Roll call, please. >> Mr. Brunziaak >> here. >> Miss Mr. Barnes >> present. >> Mr. Paris >> here. >> Mr. Ragdale >> here. >> Mr.
