And I think a lot of choir students, not just at my school, but across the district, um share that perspective as well. This would improve the quality of our performing arts programs, but also serve to attract more students to them. And on that note, and circling back to Charlie's point, I've noticed how small arts groups um like Oxford Academy Spotlight Theater Club, for example, struggle because they lack the facilities or resources to showcase themselves. It may not be reasonable for a 15 person group to reserve Kennedy's entire 500 person theater, but that doesn't mean that there aren't other um there aren't other venues that the district could consider to make available. For example, Oxford NPR is very well equipped with incredible sounds and light systems. Or Magnolia's High School amphitheater, for example, could be opened up to the dozens of groups that would benefit from it.
This is all budget. It's not cash. So no, there is no requirement to put it back. Okay. In the budget. >> The other one is okay. So it's like it's a budget. All right, thank you. Thank you. We'll be taking the vote via roll call. Mrs. Longshore? Nay. Mr. Rowley? Aye. Mrs. Tucker? >> Aye. Ms. Oakar? Aye. And Ms. Buchanan? Aye. Item nine, adopt resolution 2526-13 authorizing the participation in the California cash reserve program and the issuance of 2026-2027 tax and revenue anticipation notes for the Apple Valley Unified School District and requesting the Board of Supervisors of San Bernardino County to issue said notes. Um let me go I'll go ahead and make the motion. Can I get a second so we can have discussion? I'll second it. Bless you. Okay. I did have one question because I know we approved this last spring. >> Mhm.
Siano >> here. >> Miss Suarez >> here. >> Vice President Santiago >> here. President Bazer >> here. >> We have a Thank you very much. >> Sorry. Legislative committee. >> Yes, madam president. Thank you. Legislative Committee uh meeting minutes Tuesday, April 14th at 5:00 PM. The meeting took place on Tuesday, April 14th and began at 5:08 p.m. In attendance from administration were Miss Kus Levage, Mr. Doctor. Board of Education members in attendance were myself, Commissioner Kenova, Commissioner Ragdale, and President Bassford. The committee discussed several points to bring to our legislators to seek financial and logistical relief on the main topics. First, reducing special education out of district costs. requesting a cap on the cost of an outofd district placement as well as the state paying the difference between the per pupil cost and the cost to send out of district. Second, funding for health care costs and capping future increases.
Not only that, I believe that all arts programs, not just the performing arts, should have more places to showcase their work across the district. As a seventh grader at Oxford Academy, I remember being wowed by all the art installations across campus. If you've ever been on campus, there are so many large and beautiful murals left behind by um classes or choir or or like um previous students as well as artwork being hung prominently in the hallways. And I remember being very inspired by them and wanting to pursue the arts or not just the arts but incorporate arts into my education a little bit more. And I continue to be inspired by their work today. I believe creating more opportunities for students to showcase their work on campus would not only increase the size of our arts programs across the district but also help students whether in the arts or not deepen their appreciation for it and grow beyond their core classes.
Did we end up ever needing to use it? We did not solicit a tran in this fiscal year. Okay. Thank you. So basically what we are what we are looking at is to approve it and if we don't need it, we don't use it and we don't incur any interest on it. Is that what we are looking at? I'm sorry I interrupted you Ms. Okpara, but yes, that is accurate. With the adoption of this resolution, we will provide this resolution to the team at Dale Scott who is is the financial agent of this particular cash borrowing pool. And Cindy Cockrell, our director of fiscal services, will will work with the Dale Scott team to do a cash flow analysis knowing what we know at this point to see if a tran if we even qualify for a tran. Of course, before we do a tran, we exhaust any internal borrowing which is the next resolution, the interfund borrowing, because it's cheaper to borrow from ourselves than it is a tran.
The state should assist with funding while also capping the increased percentage levied by the insurance companies. Since districts are not allowed to exceed a 2% increase, it makes sense to cap the allowable increase at 2% as well. Finally, requesting flexibility in how and when a school district can use virtual school days. This could involve allowing the district superintendent the discretion to call a virtual day. Future meetings will be held the third Wednesday of each month at 5. The next meeting will be held May 20th at 5. Uh, President Bassford, myself will reach out to legislators to try and have them attend the 20th meeting and we have done that already and we will keep you posted.
And for that I'll hand it back to Mr. BELKI. I was like man I got to follow Theodore. Okay so finally we turn to uh focus area three. Nope. Yes. Focus area three, uh, which is sustainability and community access. Uh, to ensure that the progress that we've shared tonight becomes a permanent fixture, uh, of the AUHSD experience, we're building a foundation that survives beyond any single school year. And the sustainability starts with student voice. The Youth Arts Council launch has been a huge step towards co-designing our programs with our students. And big thanks to Angela Stecker for her work in coordinating our meetings this year and the work that she did. I don't know where Angela is there. Oh, hi. I'm on camera. Okay, good job, Angela. Um, we're also breaking down the walls of the classrooms uh by forging some deep community partnerships with worldclass organizations like Chance Theater, Pacific Symphony, Save the Music, Mr.
But this merely gives us the opportunity to participate if the need is identified. In fact, I got an email from Mr. Farrell at Dale Scott earlier this evening asking if we had approved the tran resolution and I let him know it was on our agenda for this evening for your consideration. And again, if that is approved, it will be given to Dale Scott and Cindy will work with the team at Dale Scott to determine if we even qualify for one. So the question I asked you know before you you came in because I was waiting is if if we got a tran and we didn't use it or we didn't tap into it there will be no interest charged because we didn't even though our name is in our district name is in the pipeline um we won't be charged anything unless we we use it, correct?
Any questions? >> Any questions? Um there was a request from somebody to do the allege meeting with the uh legislative representatives in public. I don't know if you guys want to think about that and give it some thought, but maybe once we get a resolution from them, maybe we should have a public meeting with them as well. Commissioner Rexel. Yeah, I don't know about a meeting, but definitely I know that member of the public would like them to kind of address us or just be in like say something I guess maybe because maybe if you know what if they can come to a meeting and tell us about what they're doing, >> right, >> legislatively instead of just telling us alone. >> Well, I think we have to give them our requests of all the um the information that all the the >> the problems and the situations that we see and maybe they can come with solutions and we can do it in public.
Holland's Opus Foundation, even local artists who are co-designing mural projects with our students on their own campuses. Perhaps most significantly, we have successfully leveraged Proposition 28, the AMS funding, uh, to ensure that every single one of our 12,500 arts students across all campuses has felt the direct impact of a new new resources, staffing, and materials. We're not just maintaining it, we're innovating it. And to share how these partnerships and funds are creating life-changing opportunities, I'll hand it over to our last group, Andrea, Fatima, and Kate. Hello, my name is Andrea Nario and I'm a senior from Anaheim High School representing Apac and theater. Two years ago, Anaheim High School's advanced theater class had the opportunity to work with chants theater. With the help and guidance from Mr. James and Shinshin, the students developed and mastered skills you can see in live theater like choreography and acting as well as skills you may learn behind the scenes like blocking and script writing.
Well, if if through that cash flow analysis it's determined that a TRAN will not be needed, then the process ends. If through that cash flow analysis a we determine again working with Dale Scott that a TRAN is needed, then we do become part of the pool. Um that TRAN this particular resolution authorizes up to $25 million of borrowing. It may only be 3 million or 5 million or again, we utilize our internal borrowing first, but yes, if if through that analysis it's determined a TRAN is needed, we are part of the pool. The funding would arrive in July. We would have that cash in the county treasury within our fund 01 and when the delayed apportionments that have caused us to issue a TRAN arrive, that TRAN is paid back. But yes, at that point once we participate and we borrow that money, there is a cost to the borrowing.
they can come and we we can just craft the meeting and let them go and then they can come out >> and then I think we should introduce to them to that idea of banding with other towns in Pose County. Maybe that'll help them as they go to Trenton to fight as well. >> Absolutely. The meeting took place on Thursday, April 23rd, and began at 5:33 p.m. In attendance from administration were Mark Jingaro, Michael Doctor, Megan Zenola, and Eric Mountain. Board of Education members in attendance were Anthony Santiago, Joe Kenova, myself, and President Bassford. Mr. Doctor explained that the residency department found seven students that did not reside in Clifton. Two of those students were charter school students, saving the district $36,96 in direct tuition. Mr. Danola discussed whether security should be required of outside organizations renting district facilities. Various requirements were mentioned and there would be an opportunity for some activities not to require security.
Because of this collaboration, some of our students were able to get in touch with the chance theater summer program for students 18 years old and below. I would also like to highlight the impact of Proposition 28 in my school. For the first time, the Anaheim Performing Arts Conservatory was able to provide the opportunity to watch our spring musical Between Lines for free. With the technical and financial aspect, we were able to get royalties, projections, set pieces, costumes, music, and many more without paying a dime. Furthermore, because of Prop 28, it aided us to branch out between lines to our community and bringing the message of identity, belonging, and the power of imagination to overcome personal difficulties to a wider audience. Hello, my name is Fatima, a current senior at Anaheim High School representing Choir and Apac. I would love to see our district expand transportation to increase students access to arts education because I know I can open the doors for so many opportunities.
Yes. So I'm I'm I'm thinking that if we are going through these growing pains of reduction in force uh and you know, that means we are going to be saving money from the reduction in force Mhm. uh I'm just wondering why we would need to get a loan um if we are reducing uh A particular loan this yeah, I'm sorry Miss Opar, this type of loan is exactly what it is. It's a tax and revenue anticipation note. So, as you mentioned earlier, we we expect to receive so much money, but we don't get it all at once. >> Correct. The state apportions our cash out on a monthly basis or quarterly basis depending on exactly what cash. Then the federal government apportions cash out on their own timeline. Um so, if we run into a cash shortage in the county treasury, and say we come upon a payroll period, and our cash in county treasury will not cover our payroll, they will not process our payroll.
A proposal will be sent to legal for review and be brought back to committee once received. Mr. Kenova inquired about a procedural procedural issue at Clifton High School involving entry and exit from the main office area. Miss Denola explained it was a compliance issue and that building administration will be consulted. Mr. Mountain stated that board docs will be updating their format and features. The company will send videos for board members and central administration to view his tutorials and will welcome a company representative to share information and answer questions when the opportunity is appropriate. The question of the functionality of the district app was questioned. The app is still functioning even though associated with the old website. It will soon be removed and there is not a need for a new app as the new website is mobile friendly and has appropriate functionality. The meeting adjourned at 6 p.m.
Last year, my school's advanced choir was able to go to San Diego to compete in a festival there. We were able to compete with schools all across the state that went to the same festival. Because of our high ranking, we were able to get gold and therefore be invited to the Festival of Gold in New York City, one out of 16 schools in the country. I would love for more students to get this opportunity as I know it is something that helped me grow in my arts experience. I would also like the district to expand on an expressive curriculum for students. As now the president of the choir program, I know that for me being in VAPA classes at my school definitely helped me to become a much more confident person. It has taught me how to be a great leader and an overall good student.
That's why we would have to do a TRAN to have that cash, again, through that cash flow analysis that Cindy would work with Dale Scott. If we're identified in a cash deficit, then a TRAN would cover that, and then when the apportionment arrives, we pay back the TRAN. Okay. Thank you. >> Unfortunately, it's a it's it's it's necessary when a cash shortage occurs, but again, we would exercise all internal cash borrowing prior to utilizing the TRAN. Well, you know, they you know, we've had this conversation before. We keep having it. It's about every year. Uh my my concern is that if if we don't set that aside, or we don't agree to it, then we'll run the risk of um shutting down people that should be paid for the work they've done. Uh because we don't have the funds to pay them. And then bringing them back when we get the funds.
>> Thank you. Uh Commissioner Ciano, any questions? >> I have one. >> Um Commissioner Paris. >> Uh thank you. Um was there discussion as to this update to board docs whether a cost increase comes with that or not or is that >> um just a transition to a new platform or do we have to pay more? >> Mr. Dussy, can you answer that question? >> I'm sorry, I wasn't at the committee. I I don't think there's an increase, but I can confer with >> I can say that there wasn't one discussed at the committee. >> No, there wasn't one discussed at the meeting, but um they said there I remember them saying there about a slight increase. U Mr. Mountain talked about with some new features it would be I don't hold me to something. I remember $4,000 being mentioned. Did anybody else remember that?
I know starting high school can be difficult for some students, but having a place where they can express themselves through the arts would be very beneficial. I will now pass it on to Kate. Hello everyone, my name is Oh, >> you got it. >> Hello everyone, my name is Katie Bosco. I'm a senior at Anaheim High School and I will be representing the band program. Community is a very significant aspect in our district and I'd like to highlight how we can foster it in the arts. Community and civic engagement can be expressed through establishing partnerships with colleges. To make this happen, hosting district-wide field trips on college campuses can be an option to showcase art careers and can become a resource for students. Furthermore, allowing college guest speakers to speak with students about their experiences can give us an understanding of a college and career path.
That's not how you want to run an organization such as this. We need to be able to always have the funds to pay the people who are working. And to be able to turn the lights on and all of that that we need to be able to um service the kids. Mhm. So, uh I'm just the my final question is when was the last time we we tapped into it and actually used it? Used the TRAN? I would have to research that, but I it's it's been several years since we since we used >> Something in the books >> Since we Yeah, since we used the TRAN. Okay, thank you very much. I do have some questions. Um according to our second interim report our district is has roughly $43 million of non-voter approved debt. This was only roughly $17 million at last year's second interim report.
