All of these are marks of a person's character and I'm not sure why you keep drawing those conclusions about me. Um I believe I did answer your question um Superintendent Nelson did did you have a was there part of your question you had for me that I didn't answer specifically? There's no need to continue this. Okay. Okay. Thank you. All right, I'm going to go ahead and make the motion on consent item one to approve. And I'll need a second. I'll second the motion to approve item one. All right, we'll take the vote via roll call. Mrs. Longshore Nay. Mr. Raleigh Aye. Mrs. Tucker No. Ms. Akpara Aye. And Ms. Buchanan Aye. All right, we're going to turn it over to Trustee Akpara. You've got 13, 17, 22, 26, 27, and 28. 13, I know [clears throat] that we brought up the issue of safe and civil schools for student champions training for High Desert Premier Phoenix Academy and Yucaipa Loma.
Do >> you need it? I can bring it up on my computer. It's the Ukrainian Refugee School of Impact brand. Miss Cus, I called Mus. Oh, okay. Go ahead. Go ahead. >> Yeah. Well, >> no. Go ahead. >> Honestly, you probably because you spoke to I I would have deferred to Janine on this because I know she she's aware of it. She told me about it. I'm not comfortable enough in saying it because I might be wrong and if we need to, we could pull it and put it on next um next month. So >> what she told me is that I believe it's a group and >> I don't think it's exactly us getting money from them, but I think we work with them to support the Ukrainian families and it's been with like legal services or like getting adjusted kind of sort of thing.
And so we want to um honor that as well. Um number four, the development of a plan to ensure compliance uh with our teachers and our assistants, our teacher assistants. Um there's also a piece where we can review and comment on the school district reclassification procedures which Mr. Salivar mentioned earlier. Um also the review and um input on the written notifications that are go home to our parents of our pluralingual students. And lastly review and comment on the development um of the local control accountability plan the LCAP. So they are heavily involved um in our LCAP uh process um and they are they sit at the tables where some of these you know big decisions are being made and they provide their input and I really just want to thank our board because they really push us to be better um and so they're amazing thought partners with us and so um I appreciate everything that they do.
I am I'm interested in knowing how it's going so far in order for us to go even deeper. It's amazing. And they are celebrating and they are working to identify the students that are actually moving on to um Hills High School and Apple Valley High School and making sure that those students um have a connection when they arrive at those schools. In fact, I I believe they've been invited to the student champions so that they get to meet those eighth graders that are moving on to their campuses. Um for us, it is a um highlight of what is going on and what is going right in our schools. And so, to continue this is something that all of the schools are looking at ways that they can create connections for students, not exactly like the student champions, but certainly in the cases of our foster youth, making sure that they have a champion that's attached to them.
But I did ask about that too because I was curious. >> But it doesn't cost the district any money. >> No, it's just something like that. Yeah. >> Thank you. >> And yes, >> Vice President Santiago Yes. President Basford. >> Yes. >> Motions carry. >> Can I have a motion for P1 through P38? >> Motion by Commissioner Brunak. Second by Commissioner Ciano. Discussion. Roll call, please. >> Mr. Brunzier. >> Yes. >> Miss Eric Barnes. >> Yes. >> Mr. Paris. >> Yes. >> Mr. Ragdale? >> Yes. Mr. Ciano, >> yes. >> Miss Suarez, >> yes. >> Vice President Santiago, >> yes. Abstain on P35, my name only. >> President Bassford. >> Yes. Abstain on P35, my name only. >> Motions carry. >> Thank you. >> So, under D Finance Facilities, we are looking for a motion to approve F uh 1 through 12. I'm going to make a motion to pull D5 and as a separate item.
Again, we cover all these topics at every one of our meetings and we show that by, you know, shading um every one of those agenda items to ensure that we are in compliance. Um more but more than anything that um we're doing it in an authentic way and that we're really listening to our families um to you know uh respond to to their needs. Um at this moment I'm going to um bring up our uh secretary Miss Sonia Moran and she is going to uh read some of the recommendations um for the 202627 school year um that comes from the DAC board. Good evening board cabinet president Guerrero and Dr. Freed. Uh some of the recommendations that we have for the board for the year 2026 2027 are as follows. to continue to strengthen uh ELACs at school sites by providing leadership training for ELAC board members, administrators, and coordinators while also increasing parent engagement and attendance at the DAC meetings to strengthen articulation and partnerships with feeder elementary DACs by attending their meetings and inviting elementary DAC representatives to participate in AUHSD DAC meetings to continue to support and build the capacity of parents and caregivers through our whole child community schools approach and school redesign efforts.
And and not trained through Safe and Civil, but some of the similar information. So, this is through their funding, through Equity Multiplier, and um it is going well. Thank you. I was asking because I needed update before we have an agreement on this. Go to the next one. 17. Number 17, um uh which settlement agreement for a case case number. I know you cannot share what the case is because that's my that's my wheelhouse. I know you don't share those. Um but is this rare for us to get just one this year? We've had a a few of Yeah, I think this is the second. This is the But it's been a We have had fewer, and that's nice to see. Yeah, which means our people are doing a better job. A good job to to avoid um I am I just recently wrote a paper on on that to explain the importance of uh trustees knowing about special education so that we are not coming from the world of uh trying to avoid litigation, but rather um being able to uh be uh proactive to give our people the trainings they need so that we don't even have to go look at litigation.
>> A second. >> So motion by Mr. Ragsdale to to uh pull D5 and second by uh Commissioner >> the other group >> and to move the other group. Um discussion >> everything except the budget line. So this vote is just a just a separate >> vote on that and then move everything else. >> That's all this vote is for. >> Yes. >> Thank you. >> Roll call. >> Okay. >> Mr. Brunzak. >> Yes. >> Miss Estric Barnes. >> Yes. >> Mr. Paris. >> Yes. >> Mr. Ragdale. >> Yes. >> Mr. Siano. >> Yes. >> Miss Suarez. >> Abstain. >> Vice President Santiago. >> Yes. President Bas. >> Yes. Motions carry. Now um five >> so >> we have a motion >> motion motion by >> by commissioner ragsdale second by commissioner to >> discussion on D5 >> yes >> correct >> yes no okay roll call >> roll call >> Mr.
Continue to support and build the capacity of parents and staff by providing training on mental health, social emotional needs, and cultural competency and strengthening instructional practices to increase access and success for PL students. We would also like to continue to create more awareness around the needs of dually identified students uh by continuing to elevate family engagement by strengthening participation in the greater Anaheim special education local plan area. um community advisory committees and while increasing meaningful opportunities for families to build community, elevate their voice, and access resources to support their students learning. Expanding parents reflective learning walks by intentionally including a diverse range of classrooms and programs, including co-taught settings, serving dually identified students to build parent capacity and understanding of how we support students with varying needs. continue to increase opportunities for pluralingual students to engage with guest speakers and role models, including community members and former Pluralingual students to inspire and motivate them, affirm their identities, and expand their awareness of college, career, and life pathways.
>> Mhm. Uh thank you. Next one. 22. 22. Juvenile court schools. How are we um keeping up with those uh students of ours that make it to the juvenile court and how is it transitioned back to us? Okay. Mr. Nelson, you you can probably speak to this and if if there's anything else you just let me know. Every one of them is independent, right? So um it depends on the length of time that they're there. Typically um the placements are at least 30 days when they are transitioning into juvenile court school and upon their return, um they are welcomed back and a plan is put in place for anything that they have missed and if there's um credit recovery that is necessary or we monitor. So um each of them has a counselor and we're aware that they have been there and that they're returning.
Mr. Brunzak, >> no. >> Miss Estri Barnes, >> yes. >> Mr. Paris, >> yes. >> Mr. Ragdale, >> yes. >> Mr. Ciano, >> no. >> Miss Suarez, >> due to an advisory opinion, although I care deeply, I am unable to vote on the budget, so I have to abstain. >> Vice President Santiago, >> yes. >> President Ambassador, >> yes. >> Well, we were waiting for Mr. Kenova to be on. I don't think he's on. >> Um, he may be trying to log in there. He could also call in if he wants if he's Thank you. >> Just give us a minute. We're having technical difficulties tonight. >> Yeah, he wanted he asked to be present during the vote, so we're trying to be accommodating of his vote. I didn't get nothing on my phone. >> Would you like me to call him? >> Yes. Could you call him on the phone and then put him loud?
Thank you. >> Thank you, Mrs. Moran. And you'll notice that in our recommendations, there is um a bigger focus on serving our students um in our special education settings. And so that has been something that we've tried to uplift this last school year. Okay. Now, I'm going to introduce our new our incoming board. Um so, as I call your name, please stand up. Our new pres for for later. Um, our new community outreach, uh, Blanca Lasano from Anaheim High School. Our new parliamentarian, u, Miss Maria Torres Wang from Kennedy High School, our new secretary, Nativida de Loya from Catella High School, our new vice president, Erica Visoso from Savannah High School, and our new president, Mrs. Sophia Romero uh from Anaheim High School. And I'm going to invite Sophia to come up and say a few words. >> Go back. >> All right. Hi. I'm gonna break this.
Perfect. Thank you. Anything to add, Mr. Slauson? No, I would say that's accurate and to be honest, if they're in our county and it's our county superintendent of schools court school system, it's actually much more seamless. We've been experiencing students most recently from outside of our county in the state and even outside of our state. Uh quite a number of students now placed here from court systems in Mississippi, Texas, Alabama. And that's not as seamless as you might imagine. Thank you. 26, 27, 28. 26. Um board policy, high school graduation requirements. Does this include the um students who are um foster youth and uh homeless youth uh students because of the number of credits that they have to meet instead of meeting the 230, they meet less. Is that what you're looking at? It does include still the provision for students who experience either a change of placement during foster and then have a reduced requirement.
>> He's on Zoom. He said he said he's waiting for the meeting to start. >> He just sent me an email. >> Hold on one second. >> Call his vote. So, Joe, we're voting on the budget at the moment. Um, it's the 6% budget. Um, everyone was roll called except for you. Um, can I call your name? >> Yes. Um, Mr. Kenova. >> Yes. >> Okay. >> Motion carries. >> Thank you everyone. Board member comments. I'm going to start with uh Commissioner Ragsdale. >> All right.
Good evening, executive board members, President Guerrero, Superintendent Dr. Frerieded, members of the cabinet, staff, parents, students, and community members, and of course, our newly elected 2026 and 2027. God, I get emotional. DAC board. >> That's right. For those that don't know what the um acronym DLE is is, is um District English Learners Advisory Committee. We're going to try to make sure that we include all the meanings for the future as well. So tonight, I stand before you with a heart full of gratitude to honor as I begin my new role as a new AUHSD DAC president. the um again I'm gonna um just repeat the district English learners advisory committee. This opportunity means so much to me because it represents my advocacy being the voice, dreams and dedication to the families and students that we proudly serve every day.
Um and then if I can look at the And it does it also include um um partial credit when they trans- transfer? Yes. >> Because instead of looking for the full credit, they they can get the partial credit coming in. Yes, it does require that both the sending school, if they leave us, um provides partial credits to students who are leaving at a point at which, at least at high school level, we are not used to issuing credits in um fractional apportionment, but we must do that for students who leave. And also, we must accept those credits for students who come to us at those times that are not the traditional times at quarter or semester. 27? 27 Reciprocity of academic credit. Um uh I'm curious here because sometimes they come from um uh a non-accredited schools. And they're coming with credits that didn't come from an accredited school.
Uh good evening everyone. I'll start with just the the general stuff. Um happy teacher appreciation. The teachers are genu genuinely the backbone of our district. Um one of the backbones of our district and I I've truly been impacted by so many great teachers that I had at Clifton High School and here in Clifton public schools in general. I had the privilege of attending the film festival by our cast program. Thank you to the Clifton Education Foundation. I attended the seal of biteracy ceremony, project uni unity, project unity, uh the school 13 tricky tray and the culture night. Um to the people that spoke to Matt Ward, I I concur and appreciate your criticism really of of of the entire decision in general, I agree the uncontrollables um you know are a huge issue, which is why we're definitely going to fight uh for the district's interest and the taxpayer interest with our with our legislators.
I would like to recognize and sincerely thank thank our former DAC board members. Your leadership, commitment, countless hours of service, and passion for advocating for our English learner students have made a lasting impact through our district. Your work has helped to strengthen the connection between families, schools, and community. And that and that dedication does not go unnoticed. It is also my honor to share that we have received special certificates in recognition from our city council member Carlos DeLeon, Natalie Rubelaba, as well as our Orange County Board of Education Superintendent Dr. Bean. In appreciation of all the incredible work you have you all have done because of tonight's meeting filled with many important celebrations and recognitions. We will be planning a special celebration dedicated entirely to honoring each and every one of us. And I just want to thank you all and um we look forward to continuing the mission that we have and um you know I know Heidi Berber and um Paola uh what's Rosenberg sorry for that but um they're not present and Laura but we're going to include everyone and thank you Mr.
How is that working? How do you deal with those credits? Here's how we do that. Uh we endeavor to contact the school and take a look at the if we can get a look at the curriculum and have our curriculum experts from that same subject area evaluate whether or not they would accept that for an equivalent course in our system. We still mark it as transfer, but we let, for example, the English or science department say, "Okay, I think that matches our biology class." Or that matches, so that we don't harm a student. But it is it gets very difficult if it's unaccredited and doesn't adhere to any kind of curriculum um that we can identify. And so, sometimes it's difficult to issue anything other than elective credit. It doesn't happen often, but from time to time it does happen. It's more difficult when they're coming from out of country and the credits are not only difficult for us sometimes to parse, but it's hard for us to get a uh real curriculum to examine it and and then get it translated so that the um teacher department chair can decide how many credits to issue.
Um, you know, lastly on the budget, I'll say even before become even before getting on this board, I I've come to the podium as a student, um, and even after being a student advocating that the board increase and other times decrease from what the plan was. Um, you know, we're in a tough situation, but you have to do really what you have to do, and it's it's genuinely in the best interest of everyone. Um the former Clipton Student Union president and me got very proud when Jenna came to the mic to testify. Um who is such an amazing student and as Dr. said attending Cornell University um you know to the parents at home encourages students to do the same. It's great when students advocate for themselves. Um I also do not regret my decision whatsoever to have come to CHS even having multiple chances to go to PCTI.
