I mean I just think that we should be open and available for that just because I don't think this is this is obviously something that's going to affect the entire state one way or another. And again, it's not our if it goes back to Thursday, then we just imply and we tell everybody that's exactly what we're doing. If it goes the other way, then we tell everybody it's masks that we're taking that out and we don't have that right to enforce that. And but we got to give Dr. K, you're going to have to come up with something. I think that if it goes the other way, how we address, how we inform the public, like we want them to know. I mean, what we want to make sure that when the kids go back to school the next day, the ones that are watching and if we can get something out right away, we just got to be have a plan to say that if it goes this way, this is what's we of expected.

We're going to go back to, you know, we're going to stay the way we are. If it goes this way, this is what we want the students and you guys to know that and the and the staff, this is what we expect just so that everybody's on the same page. and and how like will we continue to proactively work those CO mitigation plans continue social distance cleaning and all of that those things will still be in play right if it goes the way as the district court depends some of it may change other than we're asking a lot of hypotheticals we can't make decisions until we have the facts in front of us and then we will develop a plan but what I'm saying the lawsuit was only on mask square. Noac [Applause] and vaccination and uh quarantine time. So it's three levels of of change.
⚗ AI-reconstructed · cite from original above
Okay. So that's and again social distance. It's not an easy thing, right? It's not. But that's why I think we should be once we come up with that we should meet a little bit before the meeting should you know if we can and or I don't even know if we can but I think we got to be in public otherwise we break law. Right. Just so we understand, we're on the same page and we are communicating that out to everybody so everybody knows what's going on. I guess I have a question. We have districts that have just gone and done it. How are they handling it? H how are what's going on in their schools? Do they have a bunch of teachers who don't want to come in? Are the students being kept home? I mean, I think we could get a feel for things.
⚗ AI-reconstructed · cite from original above
And I don't know that you guys have heard anything, but there's a lot of districts who just went with it. Said it pertains to everybody. How are they handling it? I mean, are they having issues? If they are having issues, how are they handling it? I mean, I think maybe we need to network a little bit here. Um, because that may may at least give us some idea which way we may be wanting to look at. I mean, I haven't heard any I I'm watching the TV like crazy trying to keep Dr. updated when I can. And not one newscast or any of these legal councils have come on and said ex uh district 000 had 50% of their staff not come in today because of the change. I haven't heard any negatives. Now, that doesn't mean it couldn't happen in this district. I'm just saying is there a way for us to figure out how to talk to some of these districts and say now that you've gone to this what's it like s student attendance what's it like for your staff because the only interviews I saw people were just people being interviewed said we didn't take your right away to wear a mask you can still wear that mask we are giving you the option and that's the only thing that I get any any people saying about anything that's going on in the schools Well, when I heard those districts, I I thought I only heard one district, but you named all those districts, right?
⚗ AI-reconstructed · cite from original above
No, there's a whole bunch of districts. I thought you named some 150 that filed the lawsuit. Yeah, but the only one I thought the only one I heard that was kind of close to the demographics as ours was like homeless floss. But I'm talking about all the schools that just have automatically done it now. They've all said it pertains to us and we're doing it. There's lots of schools. I just haven't heard. Let me share what he previous district Hinsdale 181 did. They went into emergency session. They came out and so what they're in what they did was they said students have the option of wearing a mask. Staff is required to wear a mask. You still have to wear a mask on the bus. And I think and again, you know, you you have an option to wear a mask. And so I think, you know, we have to be careful sometimes with our terminology because again, I think, and and Eric, you can correct me if I'm wrong, they're not saying don't wear a mask.
⚗ AI-reconstructed · cite from original above
They're just saying you can't mandate that you have to. You can still have an option to wear a mask. And I think that's how we present it if if the ruling goes that way, you know, and that. and um that that individuals still have an option to wear that mask. Now, I don't know what to do about the bus. I I would just tell you that I'm in charge of transportation. I don't know what to do on the bus because, you know, that's a federal mandate, right? And you know, it's it's required to to wear it on bus. So, you know, there's no way we can police them either, right? And I think that's the one school is saying you still have the option to wear it. My my question would be even though you have that option, are they seeing students that aren't coming because they're afraid because there's people not wearing masks, are they seeing staff not coming because not everybody's I have not heard any of that.

I'll be honest with you. I haven't either. That's what I have seen and the the stuff that I've looked at and researched and all that. I have not seen that's exactly what I'm think are just all over the place. Right. They're all over the place. I am I am hearing the few districts that I have uh had some information on the districts that went in that direction, the majority of the community supported that. So that's why there wasn't so much of a push back. That's why they went that direction. And that's why I said the demographics, you know, again, it is what it is. I just haven't heard too many demographics like ours that says, you know what, we have um accepted and for the district to have options for the kids or the employees. I just haven't heard that other than I heard Homer Fostmore.
⚗ AI-reconstructed · cite from original above
Not saying that's right or wrong. I just haven't heard it. And I think it makes a difference where that school district is located at. I think it make a difference in the in the de demographics as far as community support, too. I mean, again, I saw with the survey that we just saw with employees, 50-50 split. Yeah. Yes, she did. 5050 split. No, she was going around showing all the board members before the meeting and you were talking. Well, well, I say I say this. If if we do have a majority, a a good number of staff members who resign, let me know what buildings you all are going to be teaching in so I can bring my observation to. So, all right. So, what do we need to do now? anything going to wait until when's it we find out from the court? Is okay.

Okay. Any other questions for Eric? Okay. Does anybody have any other new business? Um, okay. Okay, we do have a need for close session. Can I get a motion to go into close session for the appointment, employment, compensation, discipline, performance or dismissal of specific employees, specific individuals for service, independent contractors? Uh, we can go on. I think that's it. So moved. Second. Roll call. Um, Brown is an I. Mrs. Galbbert, hi. Dr. Hall, I Mr. Sales. Hi, Mrs. Walters. Hi, Vice President RP. I, President Albert, I. We are in close session at 7:51. Eric, thanks for coming. Okay, we got four. That's good. Can I get a motion to adjurnn? Hold up. Bill, Bill, Bill and a second. Second. You do realize that we're being taped. So, Bill, you I want no part of this act. Let me turn. Okay. Second is sure. Okay.

establishes and makes an appropriation for an early child care work subsidy pilot program makes an appropriation to the hawaii early childhood educator special fund first up we have the executive office of early learning in support colleen hi thank you aloha chairs and committee members and vice chairs um eoel stands on its testimony supporting the intent of this bill and would like to clarify that there is pay parity in the public funded pre-kindergarten programs but compensation is not this is not the case for the private sector compensation issues exacerbate the workforce workforce um challenges that these community-based programs encounter we wish to also reiterate that appropriating excuse me appropriating funds to the early learning special fund rather than the hawaii early childhood educator special fund would benefit the early childhood workforce via the stipend program thank you very much for your time okay thank you very much okay next up we have nathan mulatti for the university of hawaii and support oh good afternoon uh chair kidani chairs sam bruno ventura vice chair kim advice teri hara and members of the committee on behalf of provost michael bruno and i we thank you for the opportunity to testify and strong support of sb271 relating to early early education we stand by written testimony and i'll be available for any questions thank you okay thank you very much i'm testifying for the hawaii status state commission on the status of woman power jabola carvolos and support mr president chair my president thank you very much i see yvonne law for the hawaii state public charter school commission providing comments please proceed good afternoon chair sandwin ventura chair kidani vice chair kim and vice chair ehar and members of the committee we offer comments basically just to clarify that the commission does not actually employ early childhood educators our individual charter schools do so we just offer those comments and wish this bill very well so thank you very much for the opportunity okay thank you very much we also have from department of human services um scott nakasone or dana lucca providing comments uh good afternoon chairs and committee members financial uh department of human services uh department of stands on instagram comments um and i'm available for any questions thank you okay thank you very much um craig your honor the department of budget and finance provided comments and we have kathleen algar hawaii children's action network speaks in support kathleen uh thank you chairs and women chair kabani vaisher uh ihara and vice mercado kim uh you have my written testimony and strong support i just wanted to highlight a couple of uh key pieces of information for you um the intent of this bill is to recruit and retain our early care and learning workforce um over the past couple of years we've seen a steady decline especially in in child care um the number of people um that that are in that workforce that um has decreased the number of spaces and programs available to our families when we've looked at the reason why people are leaving compensation is often than is often listed as number one uh conversation programs aren't unheard of there are a number of states already doing it uh most recently washington dc just passed a measure to give between ten thousand and fourteen thousand dollars to childcare workers and to permanently raise wages we also make sure that folks entering into the profession are supported and that's why we support funding into the early educator stipend program so we're asking for your support today for children families and for our dedicated early learning and caring professionals thank you hey thank you very much next up um we have early learning board and support is that you for early learning board no chair not present okay not present so next one is terry law an individual in support please lucy good afternoon senators thank you so much for um for hearing this bill i'm in support of this bill i do want to point out a few things so i am testifying as personally but also i am at the university of hawaii college of education manoa college of education i am a instructor there also the director of a project called hawaii early childhood educator excellence and equity project and this these are one of the issues that we are really con concerned about um i do want to just mention that research has shown that a diverse well-prepared well-supported well-compensated workforce is is essential for the delivery of high-quality early childhood programs there are the cornerstones of our communities in our state and we want to support our youngest children as well as our working families however for decades they've been faced we've been facing a crisis that is only getting worse though compensation has forced dedicated professionals especially those working in community-based and home-based programs to leave the field and this has prevented others from joining i also want to point out that as we consider a pilot wage program to really consider looking at those who are especially caring for infants and toddlers in home base and center-based programs because as we consider or as well yeah could you please wrap up and we do okay yes everybody is in support by the way okay so anyway i stand on my um testimony thank you so much okay thank you very much so as stated um there's hope anybody else on zoom land who it who wants to testify um regarding this measure sb 2701 okay saying that those who are providing written comments or support are in support hawaii mother's healthy babies coalition of hawaii aauw of hawaii and support early childhood action strategy and support special education advisory council and support and we've got 22 other individuals all in support and we have no opposition um members any questions of the live witnesses um senator missaluccia i have a question for dhs is there somebody yes okay so in the testimony it was interesting that you wanted to determine whether the first cohort for the pilot will use the subsidy to either supplement their income or to uh or if they're they're using it to further their professional development why is that important um i think it's just for us to get some clarity in terms of the intent of the measure because it it in our reading of it we weren't clear in terms of if it was to to further to further um enhance the workforce through um through the offering of professional development or trainings or of that nature or if it was something to do with retention um of the workforce and so that was our comm for our question is that easy enough to get that information um i think um well again i guess it's our question to um to the measure the intent of the measure and so that that's what we're trying to just get clarification from um through our reading of of this draft of the measure okay thank you thank you chair thank you any other questions members three men um may we have a breakout room all right recalling um the 315 calendar on the joint committee hearing for human services and education voting on 20 sb 2701 relating to early childhood education hms's chair's recommendation is to amend the purpose to reflect the clarification of purpose requested by dhs on page 1 lines 12-13 saying that the purpose is to retain existing early child care workforce accept all of the eoel amendments on section 1 line 14 subsection 2 basically deleting hawaii early childhood educator into and replacing it with early learning special fun and on section four line same deletion of the hawaii early childhood educator and replacing it with the early learning special fund pursuant to section 302 1 or 302l and um and the state accept also state public charter school commission amendment on page 2 lines 10 to 12 changing the um or state public charter schools by removing the word state and removing the word commissions and adding a plural to the schools um otherwise it's a blank appropriation so there there's no need to do a defect date any questions comments hms okay so for hms we are ready to vote um vice chair ijara on sb 2701 sheriff's recommendation is the password amendment chair votes eye all members are president chair uh chair votes aye vaishevo's eyes senator cassio senator mitsubucha aye senator favela recommendation is adopted thank you and for the committee on education with all members president recommendation of the chairs to pass out senate bill 2701 with the amendments share schools do not have health aides and at times their access to the public health nurses is a bit spotty additionally we don't have a we don't have a centralized system to support our schools like a keiki nurse program like the department has established we actually have been working with the department of health and also with our department partners in trying to stand up a similar program and in fact we are so grateful that the department of health has provided some foundational funding for that and it's just really due to the way that our schools are structured and the funding streams we our reoccurring seizures it is a spectrum disease comprised of many diagnoses with many different types of seizures and varying levels of seizure control not all students with epilepsy have a seizure every day not all students with epilepsy have seizure rescue medication prescribed to them but for each student with epilepsy the risk of a life-threatening seizure is present every single day of their lives they know this their families know this casting a seizure safe schools bill would greatly improve the care and safety of students with epilepsy so they can reach their full potential with as minimal disruption to their learning environment as possible 1 in 10 will experience a seizure and 1 in 26 will develop epilepsy it is vital that school personnel are prepared to appropriately and efficiently respond to anyone having a seizure i just really want to thank you for allowing this opportunity to testify on my comments and i will be here to answer any questions thank you naomi next to testify maureen ballard individual maureen please aloha uh chairs vice chairs and members of the committee thank you for the opportunity to speak today and provide support for sb 2071.

in college so it's exciting to think that as a senior you're doing college level work and you have a beautiful voice so thank you all for your wonderful performances tonight next we'll move to [Music] item c audience with individuals uh we do not have any this evening okay next superintendent governing board update do we have a student update superintendent update dr kellis thank you madam president members of the board and members of cabinet several dysart administrators have the opportunity over the last few days to go to the safety summit and the safety summit was hosted at grand canyon university and it included guests from all over the country in some very prominent positions such as the fbi homeland security the the chiefs of police from significant events that have happened such as the the las vegas shooting of mandalay bay those who have investigated incidences such as the parkland shooting and other areas around the country where they have averted and diverted school threats and so the entire summit was based on trainings from the experts in the field on how to keep our children safe in our schools and so we are looking forward to bringing more ideas and opportunities forward in the future that's all i have to report thank you next we'll move to governing board update um i just like to share that after getting through the holidays and january seemed like a long one for many people including myself with illness and recovering from the holidays it was nice to get back with our students and i was able to enjoy two girls basketball games at valley vista high school of course they won and of course they'll be i'm anticipating them moving into playoffs and then ultimately bringing back another win um so just great to see them in action as always and great to be back with the students i'll go ahead and jump on in had the opportunity to attend willow canyon's production of the mouse trap you know with some of the uh plays and uh the concerts and everything i i'd drag my uh husband or um my children my mom and so i took my husband to this and he really liked the fact that it was a suspense type thing and we were all trying to guess to see who was um the person that committed the murder and it was it was really good so thank you mr walgren for your um theater presence and it was a great play i wanted to also give a shout out to all of the dysart education fund foundation's mini grant winners there were several and i forgot to write down the dollar amount that was given to those teachers so thank you for submitting and winning your grants i had the opportunity to also attend the mayor's breakfast with the pastors and other community leaders the one word that comes to my mind was cold it was cold and it was held at the surprise stadium and i think i think it was two of the heaters kind of went out that's why it was kind of it was windy too yes also attended the superintendent's parent advisory council and um great information to share with parents uh more specifically about the aggregate expenditure limit and how parents can get involved with that also attended the summit on the school safety at grand canyon university and it was great to actually listen to those folks the the former director of secret service director of uh fbi and um one of the parents of the parkland shooting in florida max schachter he has now kind of made it his mission to be an advocate for policy change and the highest levels of for school safety and so breast excuse me best practices and the resources for safer environment and it is it was great to also know that dysart has implemented a lot of the stuff that some of the school districts out there are not even implementing so um it was great to hear that we were doing a lot of that stuff already february always tends to be my favorite month because of cte month and career and technical education and so thank those teachers that help those students that with their vocational endeavors and also this week is national school counseling week thank you to all of dysarts counselors for their efforts and i believe their theme this year is better together and of course with parents and with teachers and the counselors involved with the students everything can be made better together and for success in their future plans so that's all i have what else okay then we'll go ahead and move to consent agenda items i move that the board approved consent agenda items as presented with the exception of moving um item f11 to action discussion second motion made by christine prichard seconded by crystal chaffin motion carries next we move to information discussion items uh g1 board monitoring of adopted policy section 9 instruction 9.25 through 9.50 dr kellis thank you madam president members of the board and members of cabinet dr croto will introduce this item thank you dr kellis madam president members of the board cabinet and guests uh tonight we continue our policy monitoring with sections 92 9.25 through 9.50 we are bringing to you tonight we do have changes for policy 9.35 and dr pulling uh we'll explain our changes to 9.35 which is honor rolls dr pulley thank you madam president members of the board cabinet and audience our one recommendation is for 9.35 which has always been about honor rolls we want to add the phrase academic recognition so we should recommend procedures for an honor roll or other academic recognition particularly at high schools honor roll doesn't always fit they might do some gpa recognitions they might do some cambridge or ibap recognitions and so just to add some language to support the principles and recognizing you know lots of other academic recognitions so that's our only recommended change at this time and i'm open to any feedback questions or comments i have a question so can you elaborate a little bit more on why we need other academic recognition i think principals like to take the opportunity to recognize you know range of of academic recognition so like really fits in the high school context because we have the cambridge program at willow canyon or or um international baccalaureate and so it just gives some flexibility to have other academic recognitions other than just honor roll because they might want to call it something else particularly if they're you know recognizing like gpas honorable tends to be more of a k8 term but certainly they can still use that term but just gives a little more flexibility to recognize more students academically sorry go ahead madame president madam president ms jaffen i think the [Music] the policies are needed to have academic recognitions we absolutely celebrate student students academic success all the time what this does is also establishes procedures so that there's some consistency when we're doing those academic recognitions i guess my concern is why why isn't honor roll good enough that's my question why is it not enough to have on a roll at the high school level madam president miss jeffen yes there are honor rolls but there are so many other recognitions besides honor roll so honor roll is not a all-encompassing term like academic recognition is honor roll generally is for traditionally grades um but we as dr pulling mentioned also recognize students for their performance on national assessments like like cambridge if they make growth if they get scholarships if they compete academic and academic competitions there's a plethora of other academic recognitions that can happen that are not specific to their grade and so the honor roll as i said is a traditionally grade related but there's a lot of other things that we can provide some consistent procedures for i guess my concern is everybody gets a trophy so you know with honor roll you have to have a certain gpa to get on the honor roll i guess i don't understand are we going to reward students who don't have high grades and president chaffin are there yes there are going to be recognitions that are not specifically related to grades but to other academic accomplishments so would these be supplemental in other words they would not replace the honor role at any of our schools and president miss densmore that's correct there are still honor rolls and there are still acknowledgments of students in their grades such as gpa at the high school top one percent top five percent we don't even call that honor roll at the high school we call it the top one percent and um that academic recognition while it's related to their gpa doesn't carry the title of honor roll but yes there are other academic recognitions all right go ahead i was going to well i was going to suggest something but i'm i don't know if it would um i don't know if it would kind of be in line with the part of it that you're struggling with so maybe not but i was gonna say is there a reason why we have to have honorable slash academic recognition will we just have a policy on academic recognition knowing that honor roll is an academic recognition but are you feeling like the traditional honor roll title is you like that piece of it i just don't want to see us lowering the bar i don't want us to see i don't want everyone getting a trophy i don't want us to see us lowering the bar to where oh hey you got a d let's give you some academic recognition you know certain students they try their best and they get c's that i understand but i just don't want to see us follow suits of some other school districts who do away with grades and do away with testing i want to make sure that if we are act if we are recognizing a student's academics it is for their actual academic success not just lowering the bar i see what you're saying so so initially i was thinking and i i could be wrong but i don't know if i see any high school principals here do i oh yeah sunny perfect thank you so much for coming um so i know and i can only speak to valley vista we didn't call it honor roll it was like the amethyst award you know so it was like the highest like 4.0 whatever so i can understand where this would incorporate um the high schools and and i don't know like at your school is it the same thing you don't have honor roll at the high school level so we have those principals plus kids who score on ap exams maybe they're in that grade academically in terms of the letter grade but they are scoring fives and fours on these ap events where they're earning college credits so obviously we want to reward them for that high excellent so there's that's where i see us being able to reward them for those accomplishments even though they may not have that a or b in the course um because then we have another thing where they do score four or five they get great bumps and they're great standing waves because that exam shows that they have imagination right but what i'm saying is it's not called honor roll right right so that's so i can understand like what dr polling was saying as far as it like would incorporate high school type things but i do as i do kind of see your point now i would hate that i don't think we would create um awards or certificates for anything like have it be a day of just like like kind of like what crystal was just alluding to where everyone gets a certificate for something we're still going to keep it very academic and have very you know our standards for earning those certificates yeah so i i have a question like um s.a.t scores so if someone got a um what is the perfect score 1600 i think it is so would something like that appear on their transcripts perfect essays better present stories bill that is an example of something that um a student could get academic recognition for not necessarily beyond the honor roll but would get some sort of recognition whether it's on the transcript or whether it's on a certificate or a gold medallion i don't know that there's opportunity there for additional recognition okay or like for an example i thought of an example we this would not be the place where we would be giving out certificates for perfect attendance it's not like do that at a spring assembly or something where everyone might er like sports things or different things are kind of incorporated into those types of assemblies but academic recognition will remain academic correct yes that's great do you have any other questions no i guess the growth when you talk about growth what gross you know you want to recognize growth which i think is really important i think that's amazing because sometimes students don't quite meet x amount of benchmark but they've grown exponentially since then do we have parameters for growth and impressiveness is jeff and again this is to establish procedures so as we look at those procedures we can look at gpa recognitions we can look at standardized testing procedures for recognitions those are the kinds of questions that you're asking or exactly what we are asking to be more inclusive of to make procedures for thank you so are we okay are you wanting honor roll to stay in the title or do you feel like academic recognition kind of encompasses all of it i like to keep honorable just for the elementary and i don't know if middle school will have similar practices as a high school but at least for the elementary kids keeping it simple as honor roll i think would be okay a good idea um i do have other policy questions but i don't know on this particular policy nope not the same i have something on a different policy as well i'm okay on this okay okay and so it's from uh 9.25 to 9.5 of the questions yes okay yes oh okay so let's look at 9.46 i asked about this policy about a year ago and it was stated that there was legislation so this policy was in pause and i'm pretty sure that this is not being done consistently in our k-8 schools i'm consistent or on grades four through six they are not reciting the following passage from the declaration of independence and i don't know that every single student is getting the opportunity to parse it participate in the pledge of allegiance every single day madam president yes uh i'm president chaffin if you would like to provide some examples of where that's not happening we'd be happy to follow up i can do that thank you just just to clarify and i i appreciate the opportunity for her to follow up with you but um as far as having um the opportunity to do the pledge i know that we have this policy does that also translate i haven't had an opportunity to look but does it translate into procedure as well madam president mrs densboro if you look at the bottom of that policy in 9.4 point p1 there's procedure that's attached to it i know at the high schools um i know you're asking for examples i it does i know there's been concern before to where sometimes it'll just be the pledge will be on the tv and kids are doing whatever like it just happens to be on tv it's not like a an actual we recite the pledge or stand up i don't know if you're aware of that but i do know that that happens in some of our high schools is the expectation that it be a a period where they they all you know stand or at least remain silent or whatever during that time where it's an acknowledged time madam president the expectation is that while that's not stated specifically here in policy for high school but that every student throughout the district have the opportunity to do so and when you say it's not listed as far as specifying high school does that need to be added then or i would just assume that all of our schools would adhere to the same policy right madam president yes that's correct and this is as you can see the bottom of the policy taken from statute so when it says grades four through six that is why it says four through six it's because that's what the statute says i see so then we would have to amend the policy if we wanted to apply to 12 like 412 or k12 or we couldn't because that's not what's in statute uh madam president regarding changing it to go more i won't say restricted but expand the opportunity beyond what the statute includes yes you can do that the statute doesn't say you can't make it available to all students it just says you have to do it for grades four through six any thoughts on that from anybody else i would like to expand it for k through 12.

teacher but the scope of her impact reaches far beyond the art room alone in all of my years in education i have never seen students so excited to attend art class and it's all due to mrs bogus and her approach with kids she is a soft-spoken humbly creative and positive individual she brings art to life through fun and engaging projects that allow students to experience success even if art is not their strength heather records her own videos and uses them as part of her instruction she even started the huge art project on our campus last school year and the kids absolutely love it this is a project that all students have an opportunity to partake in students have the option of taking a one question quiz at the beginning of mrs bogus's art class and then at the end of the quarter she draws one correct answer from each grade level and chooses which students will help with the huge art project for that quarter the artwork is then displayed in the library for all to enjoy until the next quarter huge art until the next quarter huge art is ready it is a tradition that the oldest participant takes the artwork home so this has been just a great addition to our campus and in the library when you go in there all of the kids get to enjoy the artwork that even if they weren't a part of it just to be able to celebrate the hard work of those students so and to close we just want to say as a teacher who sees all of our students heather really does well at holding students accountable and she intentionally tries to connect with them even if she only sees them once a week kaler members of the board will continue with the superintendent's report i don't know about you but that was wonderful then always why we love celebrating when we look to the month ahead this is the beginning of the very busy spring that begins and when we look at our calendars and begin to see there's all kinds of upcoming events in the next several months this is just to highlight a few of the meetings that we have coming the next over the next month one of the changes you'll notice on on our upcoming superintendents report was on march 4th we had scheduled a superintendent's visit to hta but there was also the best buddies carnival at the very same time so what we did is we worked with mrs bacon to move that at a time that wasn't right the friday before spring break or in the middle of state testing so we will be going to hta in may to celebrate and visit them as well so that we can try to be to as many things as possible on a in a time of competing calendars so there's lots of upcoming events and as you know more more to more to come and invites to be had so a busy spring is on the horizon and that concludes the superintendent's report thank you so much yes we um after spring break especially we hit the hit the ground running until the end of the school year um that was a delightful points of pride this afternoon it was fun for the surprises too moving on to 4.1 any board comments mrs wilson um i was at so much this week we had signing day at both high schools and that was fabulous to see those high school seniors sign off on what college you're going to go to mrs martins did an amazing job at the job fair and i just have to point out how great that was and how many candidates were there mrs schultz and i and along with mrs richards went to the east valley school board information session and they were able to tell us some really informative things that we got to pass along and then also the state of education from superintendent hoffman i got to watch i did not go but i did to get to watch and that was a fabulous presentation by her i know there was oh higley high school as well i went to the choir concert in at the church and that was fabulous they did a great job so thank you to all those students all the teachers who made that possible thank you any other board comments all right moving on request speak 5.1 we value input from our constituents this time has been set aside for anyone from the audience who wishes to address the board please remember this is not an appropriate venue to evaluate discuss or criticize district personnel policy keb provides a process for complaints about personnel speakers should be aware that false statements about individuals may result in civil liability members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ars 38-43.01h action taken as a result of public comment will be limited to directing staff to study the matter respond to any criticism or scheduling the matter for further consideration and decision at a later date please limit your remarks to just three minutes and i have mr barty marty bender good please i appreciate the opportunity that's the community and the board this is the second board meeting i've attended and i have to say that the most uplifting part and i would encourage anyone in our community to attend the first part of these meetings to see the teachers to see the students to see the volunteers the smiles the applause is very uplifting so i encourage anyone to come attend that i'm here tonight to talk about the the new bond proposal of course last year i was against the bond i thought it was too large i thought the spending plan was too nebulous because resources are limited i wish that the survey would have been done in such a way to have asked respondents to prioritize spending versus saying what's very important somewhat important everything seems important but we all understand that we're in a universe where we're limited and so we have to know what the community thinks is the most important and what you all think is most important so that we can align and come to a decision and vote the right way as it is we had 80 to 90 percent of respondents say that they strongly or somewhat support certain items like classroom technology spending major maintenance spending and major product projects which is classroom expansion but 70 percent strongly are somewhat supported the lesser items which is paying off the leases new transportation and land purchases and it makes one thing that everything is important to everyone and we all understand that we have to prioritize in some way shape or form the new whittle down plan uh is 77 million versus 95 million last year this is slightly less than last year's plan about 20 percent but it still doubles our overall indebtedness and increases the interest that the community pays by around 2 million a year so i'm requesting that if possible we whittle it down a little bit more when you look at the 21 plan versus the 22 plan and the categories involved the spending details you said are going to be released the next meeting which we're all very interested in that the devil's in the details spending on technology safety and security last year was to be 15 and a half million this year it's been increased to 21.5 million which is up 39 i'm interested to hear why that is the major maintenance is basically flat from last year about 11 million and major projects has been increased from 27 million up to 45 million dollars that's up 67 percent so again i'm very interested to hear the details in that as i'm sure the community is um i hope that you listen to what respondents told you in question six and give us a detailed solid spending plan that addresses only the critical items for the coming years so that we can keep the borrowing currently to an absolute minimum and keep our powder dry for the future as i said last time and i hope the illustrations show not only the best case scenario but also a moderate or a worst case scenario so that we can see how current borrowing would affect the least financially secure taxpayers in case things don't go as well as we hope again i appreciate your all time and everything that you do for the community we're with you thank you thank you mr bender moving on 6.0 i move that we approve consent agenda item 6.1 through 6.10 second any questions or comments all those in favor aye aye motion carries 5-0 president kaler yes members of the board i'm going to have tyler do a quick introduction based on your passing of the consent agenda yeah president kayla remembers the board with the approval of the consent agenda item you approved item 6.8 which is the approval of the award of the construction manager at risk or seymour as we like to call it for higley high school to chase building we have two representatives from chase tonight who came in attendance and we will look forward as a district to working with chase on this project and continue uh to evaluate um what higley campus needs within the the budget that's been set aside so again we look forward to working with chase and just wanted to acknowledge him thank you thank you i guess [Laughter] that said tomorrow night we have another community community meeting at higley high school i believe that's at six o'clock p.m so we of course invite all the higley community to come and enjoy uh the presentations and their input so we'll probably be seeing more of you both so thank you so much for being here tonight congratulations all right we're going to move on to mr tyler moore and the second review of the 2022 bond proposal all right looks like just me on the agenda tonight but uh good evening tyler moore show again here's the tyler warshaw president kaler vice president anderson members of the board um this evening we'll take a look at the second review of the 2022 bond proposal first on the agenda is a review of the bond survey results as we discussed we'll review each question asked and summarized the results for each of the six questions we sent out to staff parents and the community some of the questions had open-ended responses and for those we have provided a summary of themes from those questions and some of the takeaways that we've gathered next we'll discuss the basis of the 2022 bond categories in which we'll explain lessons learned from last year as well as important takeaways from the survey that we'll consider in the 22 bond third we'll look at the summary of what we're proposing for the 2022 bond we'll also review the highlights of these categories and why we feel this proposal not only meets the needs of our students and staff for the next five years but also takes into consideration the tax impacts to the community and finally we'll review the upcoming schedule as we've done with all our financial presentations so diving into the survey results question one asked which schools or school does your children or child attend select all that apply so if you add these percentages up it's going to equal more than a hundred that's because there's more parents do have children that attend multiple schools so someone's checking the numbers that's why the survey received just over 900 responses in total uh the highest percentage the highest percentage came from higley high school representing over 17 or excuse me of the total respondents with 160.

is and then it's [Laughter] are we all a little punchy make the same face is okay so the counselor's paperwork is down there i put them next to steve as with the kids as well and chad is here hi deanna mike is fun okay i'm gonna call the meeting to order at six o'clock i need a motion to adopt the agenda i move to adopt the agenda as presented i will second that all in favor aye aye motion carries four to zero we are missing uh mr ray for he will be um joining us just a little bit later he's running late so go ahead and say the pledge indivisible with everything okay um we were unable to have to review the minutes from last meeting so we are going to go ahead and review them later and uh vote on them next meeting so i don't need an approval of that we'll move right into uh current events superintendent report thank you madam president uh a couple things we have first off uh many of us just returned from ncdc 22 was held in charlotte um there's several of us here tonight that are still on east coast time so just give us a little bit of slack it was an early morning to catch a plane we had 24 25 employees go and we had two employees that were finalists for uh awards on the national level again ncdc is part of the modern teacher network that we're in there's 124 school districts across the country that are part of this network lori bevacqua who's a preschool teacher over at ranch was a finalist for a change agent teacher of the year and rebecca smith was the fire she's down at cta was a finalist for personalized learning classroom for the intermediate level um and they represented us well at the same time we also had three different groups present and had some real good feedback and made some real strong connections with school districts from around the country doing the same thing we are ranch elementary school uh presented on creating campus-wide culture of student learning it was ms cruz mr johnny diane tabor laura bavaqua and joy befree ellsworth elementary also presented they presented creating a learner-centered culture for all and ms dunker ms bond presented there and then uh miss fullmer myself presented on using innovative marketing strategies to protect propel digital conversions hashtag forward so overall real good uh conference we talked to a district in minnesota and a district in uh new york that we're looking to see if we can make a connection with them and actually since we're all using zoom as it is actually starts to start to interact with those two school districts in terms of what we're doing with our hashtag forward program seeing if our kids connect with the kids in those districts and our teachers and and pd and instructional coaches connect with them so it's in initial stages but a real positive uh [Music] conference on the national level you do have the numbers i'm not going to go through the numbers just suffice to say we continue to see the same pattern we've seen pretty much all year long uh we're still up some kids most of those are a result of of coming back in person but the trends and data that have been there all year long are still there so i won't go through all of those we are starting uh continuing to see success um across the district uh recently dr goolsbee at the comb center for success high school and middle school went to the alternative national alternative education conference and as a result of that the school has been asked to join a cohort that is comprised of alternative schools from around the country and they're looking at adopting some evidence-based exemplary practices so i think for that school it gets a real good foundation i've talked with dr gould's being we're going to ensure that whatever the framework is within that cohort it'll still be centered on our hashtag forward and our strategic plan but it is a great way for us to get additional resources to help with our tillers our tournament alternative schools again those are brand new programs and so uh reaching out and talking to what and seeing what other people doing around the country is just another way to grow that program to be even more successful than it is as as we speak right now between the online and the two alternative programs we're seeing 200 plus kids uh in all three programs so it's been very successful at the high school um the drama department was very very successful in recent state festival results the one-act plague competition received excellence award tech challenges was top 10 and two different events the troop as a whole received a gold honor and mr smith was named a.s or arizona that's been teacher of the year in your packet i give you all the different individual kids that want awards we also had orchestra choir and band audition for regionals and six students qualify for the regional orchestra and band that on let's see february 18th and 19th so next week they will go ahead and audition at regionals and and depending on how they do they'll have an op opportunity to make allstate um with those those auditions so those kids are being successful we also had some of our kids in the digital media program down working with asu and and some of the different programs to see what it takes to be in the news media and one of our former graduates alex gould was there and was able to kind of showcase how he's doing at asu he's part of the concrete school of journalism mass communications he's earned training at the arizona republic and they had the press conference for the phoenix mercury and the ants when they announced the hiring of the new uh coach and he was there and he was at the sun's game and and was able to i think his picture was on the front page of the suns or of the arizona republic of the sun's game so it just shows you when you go across the district um we're seeing success on lots of lots of different levels um whether it's our staff like ncdc or these kids and we can we can we spend a little bit of time every board meeting just to talk about what we're doing and i think it's best summed up by a couple of the teachers that were at the ncdc 20 conferences is we're doing what other very successful school districts are doing across the country and so we should be proud of what we're what we're doing and what we're accomplishing so i just want to share those there are some upcoming dates uh just one reminder the next board meeting is the second that is on the uh is only three weeks away normally we do the second wednesday but because we're on spring break i know there's a few kids out here that are not worried thinking about spring break but when we get to spring break um we don't usually hold the board meeting that first week of spring break since wednesday before let's see now for employee recognition each month we go ahead and try to recognize employees and we have two different groups employees and kids and we have two different groups you want to recognize today and we will call up this first group and then i'll say a few things about it but this i gotta think the week this week is actually um school counselor uh national school counseling week and so we want to take just a few minutes to introduce people to our counselors not all could be here everybody's leading very busy lives so not everybody could be here but we will see who's here and we just want to way to say thank you to them so we have heidi durant at combs high school [Applause] and you guys can just wait we'll get a group picture at the end julia godin from comb center for success and cta i don't think she's here nope john grafing from ranch [Applause] latasha haggart from combs high school [Applause] jorian joint from ellsworth jolene peterson from the high school madison rankins from cms [Applause] christina ramsey from simultan rachel ribel from the high school michelle sheldon from cta and leslie weiberg from the middle school [Applause] just know that that during this this week every year is national school counselors week and the importance of the role they play for our students can't be understated especially as we talk about the pandemic and everything that's happened with kids uh there's been a big push on social emotional as kids have gone through the pandemic and and what they go through and this group uh along with their social workers have worked real hard to make sure we have social emotional education within our schools and that's just critical and and they and on top of that they just work with our kids in general to get them ready to meet the challenges of the 21st century uh it takes a lot of people to run a school district and these special people really have the big hearts that work with your kids every single day and they should be thankful to do so thank you very much for all you do for our kids then also during february is ct month so i'm going to ask mr scroggam to come up and explain a little bit about ct and the programs we have and i think he's going to highlight a couple programs madam president members of the board dr wyman thank you for the opportunity to be here tonight and to share a few things about our career and technical education programs at combs high school with me today we have some teachers we don't have all of them but we have some and i'd like to just recognize them we have one of our og's brian taylor brian has been with the district for a while he's been at the high school since it was built so we appreciate brian brian is our media and digital communications teacher along with math math is okay but your cte is really important and then we have the other end of the spectrum we hired some new teachers this year one we brought on at the beginning of the school year and that would be lexi robinson and lexi is our our agricultural science teacher and ffa advisor and um even newer than that is our new nursing services and cna instructor which another was another rare find but definitely well worth the effort and that is christa pacheco and i appreciate recognizing our counselors today as uh my title is coordinator of career and technical education and and honestly that's what i do i coordinate but i have incredible support from administrators and from teachers and from the counselors especially this year with one of the programs that we initiated at the high school so they deserve a lot of credit for the success that that we have in our programs so craig taught me how to use this and i'm going to do my best hey so february is national cte month so across the nation secondary and post-secondary schools are recognizing the value of career and technical education in our country for those who don't know what career and technical education is it used to be vocational ed but it has evolved over the last 15 to 20 years it's much more technical now and some programs that we have at the high school we have 13 in fact everything from nursing services to digital photography and a lot of things in between so we're offering programs for our students that they're interested in but more importantly an opportunity that for them to explore what's out there and maybe before they graduate from high school maybe choose a career pathway that leads to post-secondary or directly into the workforce so who are we um we're a lot of things in cte our students are involved um basically in in everything you can think of when it comes to exploring and developing skills that will take them beyond high school so in many cases here you see a group of students they are planning their program of work for what's called a student organization every cte program has a leadership organization and so these students are planning out their program of work which often involves community service it involves planning out fundraisers competitions and things like that and it's supposed to be student-run we have advisors great advisors but the students are the ones that take charge of it we have explorers i call this explorers because this is dr wyman mentioned this this is a group of brian taylor's students that went to the arizona interscholastic press associations sons media day they got a tour of um the footprint arena they got to sit in front of a um a panel of uh different individuals that work for the sun's organization and then they got to do a mock press conference with the president of the phoenix mercury about an hour before he went to a live press conference to announce the new head coach for the phoenix mercury it was a great experience so they got to explore and see really what was out there as far as job opportunities we are leaders this is our ffa group they recently competed in um it was a regional competition lexi of which many of them placed it very well but all of our cte programs have an opportunity to measure up against other students in the state and use their skills in a real world environment we're collaborators this is a group of not only students but you'll see teachers and administrators in here this was the queen creek chamber of commerce business education summit where we collaborated on how we can bring businesses and schools together to help our students develop those those necessary skills obviously we're learners and in cte we spend most of our time learning hands-on we use industry standard equipment and we follow industry standards in what we teach and so this is our new medical assisting program where students are learning how they would actually or what they would actually do if they were in the job place um we're risk takers we have an annual mock interview event every week or every every year and this is tough for a lot of our students because we bring industry professionals into our our library and they go through an interview and some of them it's the first time they've ever sat across the table from an adult and went through those interview interview questions and it's scary for them we've had students cry before but at the end of their interview they were smiling and it was one of the best experiences they've had and so we're very proud of our students when they step up and they and they take this this risk we are definitely advocates this what happened a couple years ago this was mrs belsey's nursing assistant students where we went before the house education committee with the help of dr wyman and we're able to share a little bit about one of our programs in front of legislatures and let them know the wonderful things that we do in cte we're competitors we dr wyman mentioned some of our students that competed in some events recently some were mr smith's but we have several of our ctsos that compete at the regional state and even the national level against other students we're looking forward to them attending this summer we're sensitive to the needs of our community we oftentimes have a health fair where our nursing assistant students step up and offer a booth for community members that want to come in and get their blood pressure taken or whatever it might be and we're we're a team you'll notice there is a familiar face in that group somewhere in there right we this is part of our um annual mock interviews and we bring in industry professionals from from throughout the community we have everything from uh our wonderful board member uh to uh a surgeon and everything in between and they come in and spend time with our students and provide them that that valuable feedback so there's a lot of things that we're doing for our students it's not the vocational ed of old this is uh what they call there's new collar jobs we learned a little bit about that at our conference in in charlotte 47 of the jobs across the country will require less than a four-year degree but more than a high school diploma so we need to fill those right and a lot of our cte students will be the ones that will feel those so what do we do this is our this is what we do in cte we assist students in developing technical professional and leadership skills to better prepare them for college and careers at the high school we've adopted this idea that we are going to add value to their high school experience we are not just an elective we are a program of study most students to complete a program have to complete two to three years in order to be considered a concentrator in a cte program but our goal when they graduate is to hopefully place them in one of the three e's either they're employed they're enrolled or they're enlisted we do that this is the the cte model this is common across the country we have our classroom instruction by our wonderful classroom teachers most of that instruction is hands-on again using industry standard equipment doing those things that they would do in the workplace we have work based learning so we have internships we have school-based enterprises and things like that that give them opportunity to be in a real world type of experience we have the leadership development which is part of our student organizations that i mentioned earlier we also support the core subjects so we try to integrate math reading and science into our content area to help those students apply those skills that's something that might be relevant to them and then of course the community involvement we try to be sensitive to what's out there and what we can do for the community be involved as much as we can what's happening so we we this year fully implemented what's called major clarity it's a college and career readiness program thank you counselors at the high school middle school for helping us do this this program we don't have time to spend on it but one day i'd like to do that for you all to let you know the wonderful benefits it has for preparing our students for their future this year we implemented that every second year student and some of our third year students will attempt to gain an industry certificate we added one in fact to our sports medicine program which is the emergency medical responder certificate so our third year students will test for that one as well so by the time they finish they'll have two certificates under their belt this year will be our first year of medical assisting graduates we started the program last year we have some that will finish this summer we created what are called regional advisory councils so our health services programs which is three of them in our media technologies programs which are for them trying to find advisory members if you've ever been on advisory council it's a challenge so we are aware of that so i recruited the a couple of ct directors from surrounding school districts we combined our resources and we created some regional advisory councils to help improve our programs we have three programs that will offer college credit in fact our medical assisting program when they finish the program they'll have 18 college credits under their belt when they graduate from high school which is amazing we of course have ctso competitors that have uh competed at the the regional level and are competing at the state level and we hope to have some national finalists as well we attended the elevate for tomorrow conference we had most the most attendees from the districts around us we had over 200 of our juniors attend this conference which was an opportunity for them again to gain some a better understanding of the workplace employability skills and then obviously we have our mock interviews march 3rd and 4th if there's any industry professionals out there that want to participate there's my plug i'd love to have you join us but what's most important we do all these wonderful things but we have an end product that's the whole idea and so i'm done babbling for now and i would like to turn the time over to some students and former students who are either in a program or have completed a program to share with all of you the impact that cte has had on them so first i'd like to invite up our agricultural science or our ffa officers and have them share a few things with us president members of the board and dr wyman hello my name is haley lynn struth i'm a junior at combs high school and i'm currently serving as a 2021-2022 homes ffa chapter president last week i was able to participate in a spring district competition for culture and this competition let me test my knowledge on the constructing of floral arrangements tool id and plant diseases and the basic plant knowledge of floral knowledge this was an amazing opportunity my team placed third and i placed top five qualifying for the az ffa state competition at the end of this month [Applause] hello my name is caden vandegrift and i'm serving as the 2021 2022 ffa combs and chapter vice president in the beginning of this semester or the first semester sorry i was able to take a trip over to cac for their first and i placed first as an individual as well i'm looking forward to competing at the arizona ffa stop state competition at the end of this month for a chance to represent arizona ffa and combs ffa at the next competition national next fall great job [Applause] hello my name is david stoddard and i'm a junior at combs high school this year i am serving as the combs ffa chapter sentinel it has been a huge year for combs ffa so far we have raised over three thousand dollars in our fundraising efforts and have hosted and attended community events back in october the chapter partnered with queen creek ffa on their town haunted house for the annual trunk or treat and in november we hosted our first chili cook-off for the community we are excited for the new opportunities in our community [Applause] hello my name is taylor latta and i am a sophomore at combs high school and i'm currently serving as the combs ffa uh chapter reporter this year the agricultural science classes have been cleaning and improving the land lab our outdoor classroom we have also had chickens and that we have been working with as well as our new upcoming upcoming garden bed project students are also working hard on their plans for next year's animal facilities for their county fair projects hands-on learning is a huge part of ag science classes and i am excited to see what else we will do thank you um up next is quentin kendall uh quentin is a member of our digital communications program hello i'm clinton kendall um i've been a junior at the heist or i'm a junior at the high school i've been in the journalism program since my freshman year and photography since last year and my time in that program has given me a pretty clear idea of the direction i want to take my future in both education and my career and i'm doing a lot of things right now that i'll be doing in the future in a career path and that has been very invaluable to me thank you really our goal is is uh we want to be able to ask our seniors when they graduate what they're going to do next and hopefully everyone will have an answer similar to clinton's where they've found their passion and they've decided what they want to do next right and our last voice is coming from a former student velvet wall velvet has an amazing resume as such a young lady and velvet i want you to share just a little bit of that resume with them okay hello my name is belle vitwall and i'm an alumna of comes high school there i took digital communications for all four years of high school i actually found my passion for journalism through the program and i decided to attend cronkite asu for to pursue journalism in the print industry um so in my journalism class i learned a lot of essential 21st century skills that have aided me throughout my college my college career and my actual career that i'm just starting out uh when i entered the journalism school at asu i was a step ahead of all my peers i knew how to build and manage a website i knew how to interview and write articles i knew simple coding and how to use a camera while some of my peers had never touched a camera before they'd never interviewed people before they had never even you know written an article or done journalism before so i had all these skills under my belt that i was able to use the skills i learned can be used across any field like critical thinking communications and adaptability the skills i was taught have helped me throughout my college career and even in my new job i'm currently i just accepted a position that i started this week as a marketing coordinator at a window company previously i interned with them last semester which was my last semester at asu i also interned with echo magazine um for a semester and i have worked in both cronkite news which is a professional program where we cover news in arizona i covered education and they put out a daily broadcast and i also have worked with augmented reality in a new media innovation lab and in that class i used coding which i had learned my freshman year of high school how to do simple coding so i've learned a lot of skills that are needed you know for the industry and it can the skills can be used anywhere cte allows students to gain hands-on experience that will help them get jobs right out of high school and will help them in their pursuit of higher education a lot of students do not have the opportunities that we have at their own schools and so i really appreciate the opportunity that i had to find my passion and to be able to pursue that and i'm very happy to tell you guys about what i've done and to give back thank you and then uh dr wyman mentioned alex gould alex is doing some amazing work for us and he wasn't able to be here tonight because of his busy schedule but he did send mr taylor an email and i'm going to have mr taylor read that real quickly for us okay good evening i apologize for the casual friday dress but my little pee brain left my clothes on the kitchen counter when i left for work this morning and i had to cover our soccer game this afternoon so i had no time to go home i apologize uh before i get to alex's present or note that he left for me uh the the two people that spoke on behalf of the digital communications program kind of sell themselves short a little bit uh velvet graduated in in three and a half years from cronkite and was on the dean's list every semester that she was there um quentin started my program as a shy little freshman uh he mentioned he's a junior now but he is a junior with a voice and a junior who constantly comes to me with innovative ideas on ways to improve the journalism program at our school and that is something that he has definitely blossomed into as he's grown throughout the three years that he's been a part of the program so don't sell yourself short kiddo uh they're they're doing great things uh so i'll get down to the reason why i'm standing here sorry like a typical uh millennial they send me their information via text message so the compliments that are about me in this message i can share the transcript with you just so you guys know that i am not ad-libbing at all so hello everyone i'm sorry i couldn't be there in person today but i wanted to take a little bit of time to talk about how the tv and news production classes or simply just the rundown the name of our our television show helped to set me on the path that i am on today for those of you who don't know me i graduated from chs in may of 2019 and i spent my sophomore year through my senior year in the tv and news production programs today i'm an intern photojournalist at the arizona republic and the photo editor at the state press a student-run newspaper at arizona state i am a visual journalist for cronkite news and i'm working with velvet at the asu media enterprise the rundown and mr taylor taught me almost everything i know i everything i know now from photography to my my knowledge of the adobe suite of applications in my senior year i decided i wanted to certify certify myself in five different adobe programs premiere pro after effects indesign photoshop and illustrator mr taylor provided me with the chance to learn those programs over the summer between my junior and senior year he let me borrow a laptop with after effects on it so i could teach myself how the program worked over the summer by the time i graduated i had achieved the goal and i still use all of those programs today i also achieved something i never really thought i would especially not in my first ever national journalism competition and that was to win a superior award for broadcast news package at the journalism education association spring convention in 2018.

two i like to call the meeting to order so we all stand for the pledges three seven four opposed present arms i pledge allegiance to america and to the republic for which it stands one nation under god indivisible with liberty and justice for all ordered arms posts right race forward march [Music] public participation the board welcomes public participation and asks that speakers please limit their comment comments to three minutes the speakers may offer objective comments of school operations and programs that concern them the board will not prevent any expression of personal complaints or defamatory comments about board of education personnel and students nor against any person connected with the danbury public school system look at that do you have anyone for okay please come forward thank you and the reason why i'm here is i'm just a little confused with clarity as far as the nasty mandate i received a notification on the seventh letter from superintendent boston and at the end of the letter he was talking about copic procedures as far as testing and quarantine and at the end it says the district will continue to enforce universal united states and maintain the mitigation strategies we have used throughout the pandemic we also continue our ongoing collaboration with the city of danbury's department of public health now the confusion for me arises with the fact that um on monday as well the governor said that he is a mass mandate for the entire state and it will it'll happen on the 28th i'm sure that's what it will said but my question is um what is danbury planning on doing as far as mass mandate um he says it'll keep it up to the individual districts so uh with respect to that i'm curious as to how this decision is going to be made will it be me from city hall equality paid through the superintendent's office will be made through the board of education so i'm just looking for some clarity with respect to that um and basically as a parent coming out and i'd also just like to state that i would like the mass mandate lifted i think that he put um so one reason why i want the school system to remove the mass mandate first one most of all is that the children are at completely such a low risk and we should be thankful for that as as far as you know that they really aren't affected and [Music] we shouldn't put that burden on them us a little more we got two more faces okay excellent thank you for being here antonio tom dan thank you thank you for your partner yes thank you so superintendent to report i see our students are waiting around so we will start with the i'm sorry seeing that stan berry career academy update and i'll do this while the fine gentlemen are behind you so let me just share like you i have read the newspapers and i just want to acknowledge in front of you and all families on tv that this that danbury public schools right now we are still optimistic very optimistic that our work all the work behind the danbury career academy is still moving forward however we're in a transition in that we're still trying to find a venue and so the venue that was initially planned which is the building at the summit um it appears to be appears to be some challenges in negotiations and so the city has um is looking into different looking into different options at this time it is my understanding whether it's at the summit or a different location or venue in the city that the opening of a new school is very much still part of a plan what you should also know is that there are a lot of staff members in this room most of them to your left and some of them to your right who've worked really hard to get us to this position to be able to open up that building from an academic and academic experience perspective and then there are more you know more who are not here tonight uh we're all determined to make this happen um and equally important so is the city of danbury um so i we don't have concrete answers for you this evening um but i i think in the next couple of days our path will be a little bit clearer so just ask you to stay tuned i honestly i think we'll have a lot more answers before the next board meeting but i think no later than the board meeting i think the path will be a little bit clearer for all of us in this room because i think we've all been a little anxious about what's next so we were all a little surprised by the stalin negotiations and a little confused about what that meant for us moving forward but we've been assured by the city that a venue is their top priority and we will find them so just just stay tuned um the team and i we're working really hard to make sure your academic experience is going to be top-notch that is not going to change but the venue might and we will be prepared for that so i just wanted to i'm glad you stayed for this update geography can be you know malleable we can go through those five has the city given us any indication as to whether they believe we are going to meet our goal of being open fall 24.

[Music] [Applause] [Music] no no no [Music] hello [Music] [Applause] [Music] no no no no [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] so [Music] [Applause] [Music] [Applause] [Music] so [Music] so um at 50 percent and the only way to get there to make it 50 is to is to change the the voting areas which again impacts the school areas and knowing that we're legally okay that that we don't have to change and it would be my desire to keep these schools the feeder schools together as much as possible and the only way i can see that happening is to maintain uh as we are which i believe would be called scenario one so that is the direction i'm on i'm headed would you like to make a motion to that effect so that way sure i can make a motion that we accept scenario one our current status okay i will second that motion all right we have a motion in a second to accept uh scenario one as our trusty area option um i'll open it for discussion again and i'll start with you and marie and then i'll go this way i think that um thank you for watching and listening i just i i feel the same way um i would love we'd love to balance out we'd love to um to uh to do that and and make the c-vap um of course because that was that was what the direction was to make sure that we tried to do that but i um you know finding out that we would have to um change the the schools um i just feel that stuff it wouldn't be worth it um and i'm the one that has to bear the brunt of the extra but you know i just feel at this time if we're in compliance and as i said before that was the first question um that i asked were we in compliance and and we have been so i didn't see the the need to do this but we did and when we tried to find the variance and we tried to find the um you know get up to uh change it would change the boundaries of the school and i'm i'm totally against that so i am in agreement with mr o'neal okay i'll go to my right okay i expressed my opinion at the last time and i still maintained that the whole purpose of districting was to give our people our citizens the opportunity the minorities to have the opportunity to maybe you know be closer to be able to elect someone from their group and this is not let's say maintaining yes we're okay maintaining our districts but that doesn't satisfy the whole idea of the districts and as far as keeping feeder schools together i brought this out the last time i have to my area three different schools who are not in my area and yet i you know they are the people there are people in that area in my area that feed western even though it's not my school they feed magnolia they feed dale but they're not in my school orangeview it doesn't matter and i mean and like the citizens who live above my area in your area brian you know they go to kennedy but that you know i have a lot of people that feed kennedy okay i have a lot of people that feed walker so it doesn't really matter to me this was all a political thing not keeping our feeder schools all together because we're supposed to represent all the schools no matter who they are and you know the only thing is the people in a certain area are the ones that vote for us and that's all so that's why i don't i just you know it you know we'll we'll stay within that thing but it's not even it's not evening out the voting areas as much as if we had made the change so that's why that's why i feel thank you half a dozen of one in the other but that's what to me it it was the purpose of this was for people voting and we're supposed to represent all of them and we represent them whether they're in our area or not thank you miss fishy miss smith ann marie i could barely understand anything you said my apologies and i just i concurred with with mr o'neal just put it that way and i i did hear brian and i'm come very comfortable with that with scenario one all right thank you miss uh smith and and i wanna i wanna say a few words as well i know everybody heard what i had to say at the last world meeting and miss piercy i don't want to belabor this uh conversation but in terms of no i will because you had made a comment about politics right so uh it's it's not about politics it's about making sure i think when i initially came in and asked uh if i if i remember accurately and if you go back and check our youtube videos when i brought up the issue of wanting to actually go ahead and change the scenario i think you were comfortable with scenario one at that point right so the reason that i actually made the argument to have different options is to get to that point of trying to see if we could go ahead and create a second district which will be a majority latino district which then allows them to elect their not not a latino person but at least the person of their choice into that district but my primary concern was always to make sure that our feeder patterns were taken care of and even if we don't my only issue is in the trusty area that we're looking to kind of make the change which is anaheim and sycamore the area that i represent if you take a look at it there's only two schools in that area and if you take a look at the attendance boundaries majority of the attendance boundaries is within that trustee area so i don't want to and the reason that i was not in support of the other two is to show that to make sure that our communities of interest who are the same families who send their kids to sycamore who send to anaheim would get a trustee that their they know that is their representative that they could go and advocate for i don't think you get anybody from anaheim in sycamore or anaheim area coming to mr o'neal or coming to you and saying hey we have an issue at anaheim high school or sycamore junior high i've always consistently had sycamore junior high parents come in and ask and a matter of fact i even had a conversation yesterday and today about parent groups wanting to discuss issues and they know who that trustee person is so that they could they're comfortable and they know that that person is going to be dealing with anaheim high school and that's the reason that i am going to stick with uh scenario one so having said that i could go a little bit deeper into the discussion of politics but no i'm not let me ask one question al is the attendance area for sycamore i didn't look at this the exact same as you know in in all of it in the area for anaheim yeah is it all right if you take a look at that those are only high school boundaries right so if you take a look at the sycamore area you do get a few of them going there but what i wanted to do was to make sure that we capture the high school area boundary as much as possible because the families do all right but that's the difference it's you you're we're trying as much as possible but you're not getting them all no and that's the point and the point is those people should still feel comfortable going to you whether they are in your area to elect or not i i think that's the issue of you know the argument i also part of why i supported district elections is not only because we wanted to give the opportunity for a minority community elect their choice of representative but it was also democracy in terms of grassroots democracy where a person in that neighborhood could know their representative and go and talk about the issues most often sycamore parent issues are the same as anaheim high school parent issues and when they come in they have a kid most often they have a kid who's going to sycamore and anaheim so i mean regardless like i said i could go more into the political topic of it but i'm not i'm just going to go ahead and be respectful of everybody's time okay i know that looks like we have so if somebody is in in anne marie's area but they're going to sycamore are you going to tell them i can't deal with you because you know you're not in my area well that's why absolutely no i and i think we are still able to to even go back to your initial point of view all represent everybody i've told you that this at the last meeting i've had parents of cyprus who come up to me and asked about issues and it's like i have parents from other high schools that come up to me i think that could still be done what i am saying with this particular map what we know is that for the past since we adopted in 2014 parents are comfortable with the way that they know who their representative is and they know where the boundaries lie so i want to keep that moving forward and because it's not making a big difference because even to your point of saying like well we want to create the second point for uh a minority group too it's only at 49 percent you know what in another year you're probably going to hit 50 in that district plus if you even take a look at the next closest community which is there it's 29 so either way they're at 49 so the only point is to get it about 50 we'll be there in about a year so having said that uh i don't want to belabor the point but [Laughter] let's vote okay all right well i'll call the question all right um all in favor of chris that's a real call isn't it recently yes it's a roll call all right it's a roll call uh so i wanted to confirm we have the resolution we take the resolution and vote with their old cardboard for the map in one vote okay perfect we have to do okay i thought we did it separately before um yes okay we accept uh scenario number one as to fulfill their resolution okay so does that second that maybe two that's what i was wondering i wanted to make sure that we bifurcated so that way we are clear okay so the first one doesn't need to be a roll call vote right with the map itself okay so all in favor of selecting scenario one as the choice of uh trustee areas trustee area map please vote i any opposed opposed motion passes four one and now we go to the resolution itself and can i entertain a motion for the resolution please i have it on the floor yeah we're doing it uh we're bifurcating it i know but i thought we already had the resolution on the floor oh we had the resolution on the floor that's right yes we do okay sorry yeah so we'll take the vote on the resolution itself and uh mr o'neill aye ms randall trejo aye ms piercy supposedly let me out okay miss smith aye and i vote aye motion passes five zero thank you all right and i'll entertain a motion for an agenda certainly who moves second have a motion on a second all in favor aye aye congratulations thank you very much for your time uh meeting ajin okay

he came here with a consulting company and helped kind of gear up our technology and then we hired him in 2007 he was a professional friend that we could always depend on i'd call eric on the weekend let's go on six o'clock in the morning you'd like his way down he'd pull over and there's nine times to fix what i asked for on his phone i don't know how the heck he did that but he did hand so um which they served last wednesday in glendale it's been sad to see something like that he was a young man compared to me and very young man kova is continuing to ravage our population we've had as high as 15 percent absenteeism here at school 70-100 kids um depending on the day uh but they're we're worried that have uh covered symptoms we were averaging over two two staff members educational staff members out a day with no subs so dr jim boltz is spending a lot of time in classrooms and that's that impacts impacts us all so and one of the downsides of being in a rural and somewhat isolated community is i don't have a lot of time to talk to peers about what's going on in their schools as i mentioned one time recently last month i was at one of our payment county soups meeting and usually is a fairly optimistic uh happy group of people we all like our jobs not there it's really sad they've had as high as half their schools quarantined uh because of covenant it's uh it's getting they're just it's hitting them just like it is otherwise magnum flags are bigger schools and and i think maybe they have more contagion because it doesn't say that everybody is trying to figure things out there's no given solution and everything i can read is going to be long term early on i heard someone from the cdc talking about this could be 25 years i used smallpox as a an example and you said smallpox vaccinations i didn't realize this started about 1950 and smallpox wasn't eradicated so i'm afraid my my kids and my granddaughter are going to be the generation that deals with this financially i get frustrated as you all know very fast about money or the lack thereof people ask me what my two biggest worries are about running a district and i talk about the lack of money and teachers and if i have a lot of firsts i might go a bit more excited that's not the case financially well i mean back up about the state develop a new school finance law and it's the same one we use today and it is so much better than the previous law i appreciate the fact that obviously the young person administration this law has passed but it's a thing called equalization for example in ajo because it's not when we talk about rich districts and poor districts we're not talking about the income of the citizens we're talking about the taxable property in that community or in that school district one of the school districts uses a model on a lawsuit it's called roosevelt versus bishop bishop dianne bishop was the school of state state schools in content one time that lawsuit kind of brought about sfb they used cartwright district in west phoenix as a model my mother was a teacher there i lived there it was not a bad neighborhood not a reason to little rocks it was not a bad neighborhood at all but there was no industry it was all tracked homes that's very low on the tax on the taxable state so um we don't have tactical income here tactical property that osborne district does in phoenix for example elsewhere district has four schools four or five schools and they're downtown saddle mountain behind the white tank mountains has the nuclear power plant a friend of mine was the superintendent there for years several years he took over after a person had run a district over several million dollars in debt but they have more money than they have students to cause the use of money so districts like osborne and saddleback now merced mountain their money comes to help out students in schools like us who have a low tax part of the part of the bill the law and this was done well i got a thousand legislation 1982 there was a lot of cross that isl work it was different political atmosphere than i worry we have today part of the bill said they put a ceiling on how much debt or or budget the state can have the purpose of that is to stop taxes from going up we will hit that ceiling on or about march 1st that means the state is going to have to cut 1.2 billion from the budget somehow that means that little aho is going to lose over 700 000 this year now talking to people that are more hooked up with the legislature than i ever will be they have talked to people of the party that's in the majority they were told by one representative or senator this state legislature can vote to override that seal it has to my knowledge it hasn't hardly been talked about yet at the legislature um we if we don't have that vote we're going to have to adopt another budget in march for the remainder of this fiscal year that's gonna hurt seven hundred thousand dollars um the auditors are telling us we're in very good financial shape uh i planned it and a little bit tight with money especially taxpayer dollars because it's not my money spent uh we try to be very cautious on purpose and that's health when it comes to tough times like we had last year with buying chromebooks and things like that so um districts across the state are all going to be in deep trouble what we fear is that there's going to be a lot of quid pro quo in the legislature to get a majority to supersede that they call it ael i can't think of what it stands for now sorry uh for example cutting taxes on the super rich there's a representative named farnsworth owns a number of charter schools he's also a lawyer he's also in the state legislature he got a 20 million dollar check a couple weeks ago because he's picking up tax support of his charter schools his son is the manager the bookkeeper of his organization so his family is becoming wealthy running in charter schools i'm not a fan of charter schools so please accept my bias but there are people involved there that are getting richer and unfortunately in my opinion our kids are going to suffer what this is going to mean if they don't i think they will but i'd be remiss if i didn't tell you this that this could mean layoffs of staff it could mean early in some some districts are talking about ending the school year in march uh i hope i hope none of that happens we're using money right now to tutor kids three days a week because our kids need it i've talked to several of you about the fact that we had to be in my opinion to help keep children safe and healthy we had to have online education most of last year but every district i've talked to i've read about talks about that topic i was talking to someone just yesterday was an educator and they said it's like we've lost this generation uh the kids are having a hard time because they weren't held accountable when they're doing online work as they are when they were teachers they don't have they don't have the expertise of what a teacher's next to them in the classroom to help them and motivate her so and so forth so that's kind of dismal it's something when i can't sleep at night just kind of back here in the back of my mind i hope i hope that they send you folks a board letter about three weeks and say the legislation came through if you know a legislature a legislator tell them tell me support right now that i haven't talked to them for about a year but our legislators for auto are basically very supporting the public debt and i hope that i hope that continues um there are two bills coming out of the senate this year that will increase vouchers vouchers as you all know are tax dollars that go to private schools initially that was sold to the voters or to the to get the thing passed in arizona don't know about other states that they were saying that uh schools in poor neighborhoods were not good schools excuse me i turned this thing off um so they were saying we're going to send special ed kits vouchers are running for special ed kids what they found in one one statistic i read a couple years ago um only about 18 to 20 percent of the students in the low-income areas who are bailing themselves of those doctors they want to be in the neighborhood so the money then was going to people who have their children in two expensive uh three expensive private schools and feedings are xavier uh phoenix country day and um i remember the perfect thank you uh so and the fact the governor's kids go to those schools uh so i worry that key politicians our state don't know what it's like to be a student in an inner city school of tucson or phoenix or a rural school like ajo or gila bed and something like that so that's going to be harmful i think it's going to create more of a homogeneous environment and my belief system that education heterogeneity is important in the learning process so i'm kind of frustrated cove has taken its emotional toll on kids and staff the nea which i was a member for years i did a survey recently wanted to read this so don't forget they talked about the increase in educators losing leaving the profession sooner than later sooner than plan in january they did this survey last month of the people who surveyed are talking about burnout people can say well teachers don't have a bad deal they get weekends off they get most nights off they only work eight hours a day as i told the board member one time i was president teacher associates and said yeah we do work those hours and we only work 9 or 10 months a year but we'd get it done because we're so good now that was kind of being a little live but teachers work hard i don't see lazy teachers in the outdoor school and i appreciate their work and i hope i hope our parents do so 90 are experiencing burnout 55 percent of those people say they're going to retire early as soon as they get out they're going to get out now i don't know what we would do if you were downtown oslo without our international teachers um we have good people i think they're hard workers um but um it's it would have been ugly here for several years if we had one of those people it looks like it could get worse um we talked about that i want to talk about counselors just real briefly i know a couple years ago the board one of my goals was to find the counselor and i was lucky [Music] now we're using an agency called southwest behavioral health services because if you think teachers are rare business managers and counselors are more so and we had a gentleman assigned our school one day a week i didn't think that was enough coming back from the kobe so i talked last spring and i asked thank you lisa i asked last spring can we double that on an idea we can double that our counselor here missed most of the last i think semester six months yeah at least this fall semester because it's a very very severe illness and has recuperated this appears to be okay he's scheduled to be here now monday wednesday and friday so i'm happy for our kids obviously they're not going to see a counselor unless the parents give permission but sometimes our kids just need someone to talk to and sometimes adolescents want to talk about things that they wouldn't not want to talk about their parents offense parents because i wouldn't do that my kids got through it but adolescence was a time and challenge for a lot of us um well on an upbeat i got a letter yesterday and i'm not sure how why we got this but i'm glad we did the tucson optimus club which i wish i could become more so um they sent us a check for 1400 of course to use on a reading program but all right so i really appreciate that um and um i wanted to talk a little bit on monday night's meeting um a statement trying to address very briefly that the first board member had asked for agenda information about the superintendent of search and research search had to hear anything back angelina keeps her email very early um that was about 101 afternoon the questions in that email were answered at 407 418 so i just don't want support to think yeah i think i can respond to something like that but i didn't mention anything anyway long story short i want the board to know that we're trying to communicate okay [Music] the doctor all right so one second mr president hi mr hopkins approval of teacher contracts for the 2022-23 school year the administration's requesting board approval for the insurance for a contract to enlisted teachers john obama april caviaro and claire williams olivia garcia caroline rodriguez amanda yagam charlie barankum chad chidley pamela de la cruz bobby casey jose bruce and york mercy ericom darnell connolly marianne developer richard bill daddy williams manager beltran veronica angela garcia mary grace and kevin wilkins mr president um i mentioned this the other night but a couple of members weren't here this is not our entire teaching staff right now the only reason other people are not included that you may wonder about is because of the visa because of covet j-1 thesis had an automatic three years and then go for a waiver for five or two more several of our teachers had had a way but another wave for the last two years they've been here seven years and it appears that the state department has not gone extended so that's why they're not if if tomorrow they were extended it would save landslides and some worries and we would be glad to recommend those people that's why it's agreed with us okay uh superintendent recommendation i recommend the approval of the issues to contract mr hoffman hi mr cruz richard i miss robertson all right mr goodman hi hopefully thank you very much classified working agreement agreements for the 22-23 school year the administration is requesting voter approval for the issuance of working agreements to be listed non-certified staff members the administrative would be venus governor maria lopez candace moore arcelia linos angelina valenzuela shannon wolfe in the cafeteria martha benavidez sarah ray alejandro ortega and fernando rossorio and maintenance with daniel cotton james davis raphael flores rania actually gonzalez perez richard russell studion jose r young and as parapros we have lloyd daniels samuel hernandez bethany morales evelyn sanchez maria diaziola maria durrant debbie house tristan williams sherry simpson alejandra fingarowa suzanne leon christopher newman bernadette camayo julia gutierrez francisco lopez crystal pacheco andy and the vasquez recommendation is to approve the issuance of working in agreements to the above individuals [Music] ketchup when i was reading them last night that alejandra the figure relatives listed twice was she no i'm sorry oh that she needed alejandro that's the biggest just remind the board it looks like we have two four six eight more uh maintenance workers actually short one two of those gentlemen um are part-time employees well i and if you i'm sorry go ahead i'm just going to look at the first bullet let's say each student shall be provided with an opportunity to participate in the pledge of allegiance another patriotic observance each day it's only four through six that includes the preamble okay let's i i whole wholly think that kindergartners are capable of doing this let's just it might take a while for them to learn i mean we can create this policy with the understanding that it's not going to be implemented right away i think definitely for three on up it's and i'm not quite sure about second grade but i really think for grades three and up this is absolutely doable for the younger grades it's going to have to be more of a call and response so we can make that a policy we just have to know that it'll take a little bit for the kids to learn it but if we want to make it k12 then or do we table that until summer maybe i don't know so it's not to disrupt whatever their process is now in class so all of a sudden we change a policy and then they go oh okay now we gotta change it is that what you're thinking no i'm saying to table this and we change it over the summer maybe well other than the fact i would still like you to follow up though on the fact that if the pledge if each student students have provided an opportunity to participate in the pledge of allegiance um that is k-12 and like i said i i i know for sure in some of our high schools it's just on the tv as an announcement and so it's not really regarded like it should be i don't think um because then they don't really have an opportunity if ever if it's in the middle of you know chaos in the morning or um other things are going on within you know getting instruction ready or whatever and a student wanted to stand for the pledge or say the pledge it's really not conducive from what i've seen so i guess dr kellis would need examples and that's what i think you were asking for right yes and i hear you saying that we need to make it a more intentional pause in the day for this to happen do you need me to tell you what high school it is is that what you're saying missing no i mean i'm just okay i'm just restating if i understand what you're asking yes i would i would like that to be more of a mindful practice for whether our teachers make sure that there's opportunity based on what's happening in the classroom work right because otherwise it's just if you happen to glance up at the tv it's like oh there's a flag waving i guess that's the pledge understood thank you so maybe we have a conversation over the summer about adding it to k-12 or expanding it to k-12 for the preamble for the pre-order for the right but the pledge thing should be happening like now should be yeah dr kelly will follow up though okay and then i think that's it for the best and i have something but i have to find it now i'm all distracted sorry um policy 9.47 you want to support miniature horse [Laughter] [Applause] i thought that was pretty cool yeah i always wondered about that i have lost it oh okay i'm sorry 9.29 for school volunteers the um the policy the district shall establish suitable procedures for recruiting approving and managing school volunteers i know that the word managing encompasses um a lot but i would like more built in to this to specifically outline the process of excluding a volunteer that maybe has violated the volunteer policies madame president densmore just for clarification are you asking for additional language to be put in policy or in procedures well i think that we need to start here first so in other words the second sentence should be the district shall establish suitable procedures for recruiting approving managing and excluding school volunteers and i'm open to suggestions on synonyms for that word that might be a little softer but what about removing school volunteers does that say what you wanted to say or is that still too soft that's fine you're revoking the revoking there you go volunteer privilege right i'm sure that there is something built in well i don't see it outlined in the procedure but i'm sure that we do have a process to go through but i would also like to see something available to the public that both staff and other volunteers within the district can understand what that looks like thank you madam president mrs densmore and there's a lot of language in here that talks about in the procedures about the volunteer process and we also require all of our volunteers to go through volunteer orientation so that could be incorporated into multiple places okay thank you madam president mrs densmore also just want to let the board know that our back our volunteers are required to go through a background check and if that background check um signifies a concern then they are denied entry what i'm hearing you ask for is procedures should that need to be revoked once they start to volunteer is that correct they have already been approved okay very good thank you and maybe not just link to a criminal issue but maybe just conduct or disruptions or say thank you anything else i guess i'm just a little confused um are there incidents that we don't know about with school volunteers and being removed any incidents that you aren't aware of but i'm aware of a few that have been addressed okay they have been addressed okay okay but the process is not clear for removing a volunteer correctness okay so would these be separate motions then it's information okay for next time okay all right anything else thank you we'll go ahead and move to information discussion g2 information on employee complaints and grievances dr kalis thank you madam president members of the board and members of cabinet dr croto will introduce this item thank you dr kellis tonight we have the opportunity to outline our governing board policy 7.17 employee complaints and grievances when we start tonight it's important to outline the difference between a complaint and a grievance and if we can go to the next slide that would be great to begin tonight as i said it's important to know the difference between a complaint and a grievance the complaint is an expression of dissatisfaction by employee regarding conditions or circum circumstances that do not allege a misinterpretation or violation of governing word policy procedure or our certified mou a grievance is an allegation by a district employee of misinterpretation or violation of government government board policy procedure or the mou so the difference is the policies and procedures the mou a violation of that would constitute a grievance and things outside of that are complaints very important as we proceed through this policy addressing concerns and complaints if employees have concerns or complaints we like them in writing we do that through an email obviously we encourage our employees to face to face with their supervisor if they have a complaint and do that so also if they have a complaint and they need to take care of it hr they can email their immediate supervisor or hr we'll be glad to assist them in getting that concern or complaint resolved it's important to know that in the complaint process we always address our employee concerns and complaints uh matters fairly confidentially that would allow that law let's lets us do quickly and at the lowest organizational level so all the times even though they come to hr oftentimes we we turn them back to their supervisor to start there and discuss the complaint and solve it at that level grievances is the violation of a district policy or the mou on working conditions it is a multi-level process begins with the informal process that you see there level one level two and level three in the informal level this step is obviously missed sometimes but before you can file a written grievance by our policy they have to the grievant the person filing the grievance must attempt to resolve it by one or more informal conferences with their immediate supervisor as in policy times we refer the grievance back to this process to begin that the first informal conference has to be conducted within 10 working days after the employee or the grievan knew or should have known that an omission or act has occurred to file the grievance so that's important timelines are important after the informal level comes a formal level one so without within five working days of the informal conference if they cannot have a mutual acceptable resolution it's not agreed to then they must present the grievance in writing to the immediate supervisor again level one is for the immediate supervisor the informal level and level one is for our immediate supervisor this time it's in writing in that process in writing it we are very clear that it needs to state clear concise statement of the circumstances giving rise to the grievance and includes a citation or specific article section or paragraph of the policy procedure or mou that directly and specifically governs the employee's terms and conditions of employment that has been violated that the decision rendered in the informal conference what was that decision and the specific remedy sought a lot of times we have complaints or grievances and we always want to know what remedy are you looking for this is an important step if you do not include that step we often will call and ask you what remedy are you looking for in this process also in level one the immediate supervisor shall communicate a decision to the employee in writing within five days so after they hear or look at the level one they have five days the immediate supervisor does it is important that the party requests an imperfect conference or attempt to resolve the matter in the above time limit so time limits are key in this whole process moving on to levels two and three so the appeal levels after level one if you're not satisfied it goes on to level two which is to the superintendent at that time again there are timelines there are forms to fill in the procedures and timelines must be met you have within five working days to file level two appeal if you do not agree with level one with the immediate supervisor again all of this we can talk about besides listing it here tonight you can find all these procedures outlined in 7.17 procedure one it's very specific on the timelines i will be glad to help anybody through this process that needs it and doesn't understand the exact process they can just call hr and we'll be glad to walk them through that there are some general provisions again 7.17 lists all the general provisions but if you have failed to do any step in this procedure within a certain timeline then it is deemed that you accepted the decision of that level and there's no further right of appeal so timelines are important um and failure to file the grievance within 10 days after you should have known or know of circumstances that shall constitute a waiver of the grievance so those are important pieces again they're all outlined in 717 in the procedures and with that um i mentioned that you can find it for the third time in 7.17 and if you need help you can call hr we'll be glad to help you um through this process or determine even sometimes they're unsure if it's a complaint or grievance and we can talk through that process there's no problem with that so with that i'll be glad to answer any questions you may have thank you questions sorry i do have a question so what do we have in place to protect our employee employees when they file a complaint or agreements madam president uh member chaffin are you talking about retaliatory yes um a lot of employees are afraid to file a complaint or agreements against our administrators because they're afraid that of retaliation right we do not we have a statement i don't know exactly where it is but we do not um we are against that practice we do not take retaliatory actions very lightly we deal with them and that's not going to be done so that is the district's stance on that so what would you suggest to an employee who is still not even confident to you know an employee after hearing all this and hearing you say that what would you say to an employee who is still afraid to file that complaint or agreement i would say they need to call and have a discussion with me and talk through that process and i will be glad to guide them through that process and talk them through that and provide them some resources if they need that thank you anyone else well crystal really just asked my questions for me um so and thank you for saying that that if there is a discomfort for whatever reason with going to that immediate um immediate supervisor that they can contact hr directly have that conversation at least and you can at least you know try to guide them through that process and help them to be more comfortable and confident in in having those discussions and giving that feedback maybe maybe that's all it is hopefully feedback um to their to their supervisors um you know i think in looking at the grievance uh policy and also the procedures i i think it is important and i'm grateful that the statement of you know non-retaliation is in there but i'm not sure that everyone is is confident uh in that process but um you and i talked earlier but can you kind of just mention how many grievances you might get in a year on average madam president um remember dinsmore on average uh i've been here this is my third year here so i i've had one which i inherited when i come in since i've been here so we don't have a lot of grievances do we have complaints i'm not going to sit up here and tell you we don't even have complaints we do have complaints so it's human nature um you know things don't go right and we solve them we strive to solve them and make our employees happy so um it's important to us that we take care of these situations that they're handled correctly and we're here to help so we'll be glad to do that thank you very much for that um i think that's in some ways a very good thing you know that we've only had the one in three years but it does make me wonder though if people just aren't familiar or comfortable or confident in that process so having this discussion tonight hopefully people are listening and watching and uh can pass that word along if um if there is ever a concern it is definitely a complicated process um and sometimes there's a complaint that the word grievance is used often for when it's a complaint or vice versa so i would say if they're unsure ask we're here to help and they can even come to you with just a complaint so if an employee comes to you and says wow my supervisor was just downright nasty to me but they didn't really break any policies it's not right that the administrator the supervisor is just nasty to them but at the same time if they technically haven't broken any policies then what happens uh well if they contacted me and asked i would first ask have you spoken with your supervisor sometimes things are taken out of context and it's not meant that way or they're not aware that they might have hurt your feelings or made you feel uncomfortable and so that needs to be addressed if they're not comfortable with that we give them some encouragement and tools to use um you know they can often bring somebody with them just to listen we don't let them advocate but they can bring anybody they want with them to talk to an administrator at any time but we encourage that communication it's very important that we have that open communication back and forth between supervisors employees so they understand where both people are coming from and i will tell you 99 of the time it gets solved that way if they just listen and hear each other um and and figure out what went wrong so um and it's that communication piece oftentimes if people do not communicate it just sits and brews and and builds and makes things worse so we encourage to have that communication quite a bit and then one more question um so what if an employee their supervisor they have a complaint their supervisor was just nasty to them they go to the supervisors and say hey uh i don't know what your deal was i don't know if you just didn't have your coffee but what you said was inappropriate it was wrong and the supervisor says okay i'm sorry let's let's work it out two weeks later supervisor does it again employee goes okay hey what's going on oh i'm sorry and then two weeks later happens again so what happens if it becomes cyclical um at that point um then i think it progresses to the next level we have other assistant superintendents that supervise schools and supervise their supervisor so if they are unsatisfied with an outcome they tried to work it out then they need to go to the next level and and try to work it out at that level and resolve it the best they can thank you and again i just want to reiterate that timing is really important in this process you can't just let it stew for two weeks and then decide to do something that is correct thank you you're welcome i just had a quick question regarding um if there is any difference between an employee who is a dues-paying member of dea and those who are not in re i've heard lots of times saying well i'm i'm part of dea but only for the representation or only because you know but but what does that really mean because i thought the way the way we um associate ourselves as a district with the ea is that that representative or that liaison is supposed to represent all employees regardless of whether they're dues paying dea members so can you speak a little bit to what that comment might mean or is there even a difference between how um grievances are handled by a dea member versus one who is not a dea member member madam president that's a great question from an hr standpoint and a district standpoint there is no difference on how we carry out this policy with a member or a non-member if a non-member files it they will be treated the same way the difference with representation is oftentimes they like somebody to come with them and support them through the process so that person would be in there to take notes oftentimes they know the procedures a little bit more than the employee and they can assist them in those meetings but they are there for support so there is no difference on how we process it whether it's a member or a non-member we will do the same um we will do the same thing we also afford employees they may bring anybody they want it doesn't have to be a dea member it can be anybody it can be a colleague that's not a member or a dea rep to support them and we often tell them that every time they're welcome to bring somebody that person is not there to conduct the meeting they're there to listen take notes and assist the employee but we deal with the employee equally across the board but since we fund the salary of that dea membership or that liaison technically the understanding is they should go with any employee and sit with them and represent them i'm present that is correct so there's really no difference there's no difference whether you're a de member or not correct okay thank you other questions i i just want uh ask one to uh dr croto the complaint and the grievance processes are all listed within the employee handbook correct or online that can be referenced at any time that is correct thank you all right thank you next we move to g3 school reports dysart high school and sunset hills elementary school dr kellis thank you madam president members of the board of members of cabinet dr dean and dr pauline will introduce these schools good evening madam president members of the governing board dr kellis and members of cabinet and our community this evening i am pleased to welcome dysart high school and their principal sonny resh who will be presenting uh the information regarding dysart high school and we'll look forward to mrs resh presentation and we'll ask her to please introduce any of her team who are here as well good evening i'm madam president board members cabinet members and and guests um here with me this evening is uh miss jen chernikov who's one of our assistant principals over curriculum instruction uh miss gino royal is also here who's one of our or is our family outreach specialist um and tracy kanan is here who is with who is one of our teaching learning specialists for the district um so she's a dicers high school's representative um like dr uh dean said my name is sunny rush and this is my first year as president at president isn't it sorry i'm principal at dicers high school go sonny congratulations on that by the way um deicer high school's uh current enrollment is 1423 students our school colors are red and white with some black we tend to add a lot of black accents to our our uniforms and things our school mascot is hot stuff what makes us unique are some of our specialty programs which are signature programs our automotive program uh which is one of our definitely one of our cte programs that continues to grow just got a nice new renovation and so it looks fabulous i know you guys have all been there so you know how great it looks for the kids the kids are super excited about it and they have enjoyed um all the new renovations to the um facilities we also have avid and i know a valley now also has abbott but we are one of the original schools that started avid we do have rotc so there are many students across the district that do attend rotc first hour at dysart high school and then we have the cte photo imaging program as well one thing we love about cte and and the avid program in rotc is that it allows opportunities for our students to be successful for college and career readiness so it gives them those different skill sets that they are going to need whether they are going into a workforce or if they choose to go to a university or community college so we're pretty proud of those signature programs that we have on campus so we even though we do a lot of great things there's always areas for growth um and some of the areas that we really need to grow in one is um since we've kind of been back in person we're struggling a little bit with the tenants and tardies um our tardies have started to kind of grow and so we started kind of looking at our tardies and we noticed that first hour especially we were tending to have a lot of tardies so i kind of looked at with with our team what's going on why do we have so many targets first hour and i noticed that we were having a large back up into dysart road so what the team has started doing and we've only been working on this about a week and a half we started tweaking our um traffic flow so if you've seen our social media you know we posted um our new traffic load that we're trying we've actually cut our tardies down in half already in just a week and a half so we're going to take that so that's awesome so now we're getting more kids to school on time which is awesome but our other challenge is our tenants our kids that are missing so many valuable school days and so our family outreach specialists and our counselors they have been working hard to provide resources to our community to find out what it is that they need in order for kids to come to school and be successful what what what do we need to do to get you in our doors every day because we know once they're there we can educate them it's just getting them there one of our areas for opportunities of growth definitely for us a re-teaching students now how to have academic conversations at those higher dok levels when we came back in person kids were not used to having conversations anymore they're used to that online piece and not really having to have conversations with their peers and things so we really have had to uh work on re-teaching students to have those academic conversations at those high levels so what we did was are what we are working on currently is really making sure our teachers are lesson planning with intentional discussions built in um and then making sure teachers are teaching kids how to have normal conversations that then can lead to academic conversations and then we can continue to increase the dok level of those conversations another area of opportunity for us is our student involvement and that would be our athletics and our arts in terms of both participation numbers and the number of students that are attending those events so recently i we ran a town hall through our monday advisory period to find out why students were not participating in athletics in the arts and why they were not attending events why were they not supporting their peers with those things and we got some amazing feedback from our students they were very honest with us which which is extremely awesome so we have some new things that we're going to implement for spring sports and spring events in the arts and then we'll obviously carry those over to next year if they are very successful for us but um what i did was i took the student feedback portion and gave it to my athletic department and then i gave the activities and student involvement piece to my stuco group i give it to the kids so they can see what we can do in order to get kids involved get them back into being being involved with the school because we all know if kids are involved with their school they're going to graduate with us and they're going to graduate on time so the whole key is to get those students back involved so leading back into the arts our arts programs definitely need to encourage kids to continue in the arts to to take those higher level courses so an opportunity growth is definitely for us to continue to increase the not just the number that are attending our sorry in the arts but taking the upper level art courses how do we keep them going into three four and five six and maybe those ap art courses as well um we have increased the number of kids who are getting the art seal but we're still we we need more we need more kids into the arts um so that is definitely an opportunity for us for growth as well um oops sorry um celebrations so we have a lot of things we can celebrate i picked a few for us to kind of talk about one is our family outreach position that was started a couple years ago now that we've been full-fledged back in person that position has been a very key position for us at dysart high school so miss arroyo actually created a classroom on our campus that is open to students and and parents during the day and evening to provide supports for them so she offers courses for parents so like schoology courses um like how to operate schoology and how to look at kids reports and those things how to look at courses that we have how to help navigate any of our infinite campus features any of those type things she tries and run and then the parents need help with financial aid all those type things ms ariel runs through that particular classroom so we're very grateful to have that family outreach position because it's really helping us reach our families not only does she run that room that has the academics side of it but there's also the side of the need of like making sure if kids need clothing they get to the clothing closet if they need food making sure they're on our food list to make sure they're getting food for the weekends and things like that she provides snacks in that room as well so if kids need snacks during the day they can do that as well so we're pretty excited about miss arroyo and all the things that we have going on with that um she also makes phone calls home to our kids that are struggling so our kids who are not attending to find out why they aren't attending is the transportation is you know are you watching the kids at home why is it that we're not coming to school so that we can get the resources to the parents so that we can get the kids in the doors she also calls home for positive calls so she calls home for kids who pass ap exams she calls home when they finish their financial aid process she calls home if they are earning distinguished demon cards she'll call home if they have really good grades just to keep the positive communication going on as well as the other needs that we have for our kids the other celebration we have is we we have really worked on our school culture this year we have a staff member who started a committee that's called the the culture wars if you will or color wars excuse me if you will and each member of the staff that's classified certified everybody is on a team and we they run a monthly challenge with the staff and so they compete for points and prizes and then they get bonus points if they attend student events so if they go to arts shows if they go to athletics if they are running clubs and activities for kids they get bonus points because the whole goal is to build that culture and to make sure we're providing for the for the students that we have the other thing that our school culture or our group does is they recognize a pbis staff member of the month and pbas students of the month so teachers give kids pride points we have a pride mantra on the wall and when kids are following those pride monitors teachers can award them points they can take their points and they can redeem them for prizes okay and then at the end of the month we randomly do a drawing and then the kids get prizes from us all of our prices are donated by our staff so each month when you look at our social media when we post our two pbis students of the month you'll see what group has donated the prizes to those students and what they have donated so our staff definitely is giving back to our school which is totally amazing so we really appreciate that our athletics our winter season has been phenomenal we'll take it all four of our um team sports are girls and boys basketball our girls and boys soccer are in the playoffs this week so that's that's pretty amazing our girls right now girls soccer team is down in tucson so that's why brad's not here because brad is down supporting the girls in their soccer game um tomorrow night if you guys aren't busy come on by the boys basketball team is playing at 7 p.m in the gym so you can come support them in playing saguaro high school for their first round of the playoffs and then girls basketball is at saguaro high school playing their first round and then saturday if you're still not busy saturday at dysart high school at noon our our boys soccer team is playing in the playoffs as well they receded in the top eight so they actually have a buy so we don't know who they play yet but we will after um tonight so definitely proud of our athletics we were going to have a wrestling qualifier but unfortunately in a match recently he may have dislocated his elbow so unfortunately that's not going to happen now but we definitely wish him a speedy recovery and everything um we did have a girls basketball players score 51 points in a single game which set a school record for us it's going to be really hard to beat but that was pretty amazing to watch an individual score 51 points in a basketball game um the other thing we're really really excited about is the fact that we have a high teacher retention and we believe that our high teacher retention is because we have a lot of supports in place for teachers the peer mentor program the district has in place for our teachers in their first three years is amazing it helps keeps teachers in their fields and helps them feel extremely supportive because we know if people feel supported then they're going to want to continue to do the things that they are doing so we're really proud to be able to have the peer mentor program and love that it's keeping our new teachers um in the profession and providing supports for them um the other thing that we're also trying to do in terms of our culture pieces is we're trying to make sure we're providing those sports for them as well because we know if they feel like their colleagues support them then we're family it's going to keep that environment going and it's going to want them stay with them to stay with us and so i'm proud to say currently it looks like our staffing looks um again to retain high number of teachers for next year um the other thing that we're extremely proud of and if ms pacheco was here i'd give her a shout out our social media and websites if you don't know ms pacheco she is extremely extremely tech savvy person and so she has our social media on fire she promotes about athletics she promotes about the arts she promotes about um athletics and then community events that our kids are doing like our produce on wheels um when we do parades and things like that so she she probably posts three four five times a day but really keeps things current so that everybody knows what's going on because if the community sees all these positive things that we're doing and the kids continue to read it they're going to want to be involved with what we're doing so we're pretty proud of that as well um our focus for for the year our focus this year has been on plc's school culture and our graduation rate um our focus this year in terms of plcs is that we were trying to to ensure that teachers were writing daily learning intentions and then they were backing that up then with success criteria so we began with making sure teachers knew how to write a good success or sorry a good learning intention and then we worked on okay then what are the little steps that the kids need to have in order to master that particular learning intention so now that we've worked all semester on ensuring those things are going we have now implemented a new challenge a staff challenge for february and our staff challenge for february is if every teacher has their learning intentions and success criteria posted and when we walk in rural rooms excuse me and kids can articulate that they can tell us what the learning attention is and then what the success criteria looks like how the teacher is going to know that they've mastered that if we master that as a campus there'll be a school-wide reward for them if we don't master across the campus it's okay we'll take the top department and we will reward the top depart the top department for achieving that award so we're pretty excited for that because we found out through all these color wars and challenges we have very competitive staff extremely competitive staff um our third area of focus is our graduation graduation rate last year our graduation rates dipped a little bit and we want to get that back up so our goal issue is to get it back up above either at 90 percent or higher so our family outreach specialists and our counselors have been working hard to really reach out to students who are struggling to make sure they can be successful provide all the resources possible so that we can get that graduation rate right back up the other partnership we have is with sundown sundown is is just such a great program for our kids that are missing a credit or two towards graduation and because we value that partnership so much and we've worked really well with sundown there are kids that are going to graduate with their cohort that normally would not be able to to achieve that so we're pretty proud of the the partnership that we have with sundown this year and and how successful the kids are being because the whole goal is for kids to get the things that they need for that next chapter in their life and so with that um that kind of concludes my presentation are there any questions for me thank you very much i appreciate your presentation um you ended on graduation rate and what your goal is what is what is your graduation rate right now i know you're trying to get to at least a 90 but what so this last year was slightly above 87 okay um well and just listening to you i think for me the big takeaway is just your your energy and just um how proud you are of your your school and your students and your staff all the different um things you're doing there to build culture and kind of like how you alluded to as well that students if they feel a part of something or they're excited to be there and they feel supported obviously that's going to contribute to their success academically and build a positive learning environment so i felt that the whole time you were talking so it sounds like they're very lucky to have you there and i wish you the best thank you so much anybody else just a couple of things miss fresh um with the family outreach that gina is doing i'm just curious have the other high schools contacted her to see what secrets she may have in order to um so they could probably steal if you get my meaning oh some of the ideas that were used ideas that you're using yes i don't have them no they're not they're not maybe they should well right so the the that program is funded by title one so the other schools don't necessarily have that position right and so i was just wondering if they happen to they may have a student um whether it's the school counselor or the social worker and i was just curious if they happened to contact her and say do you have any inside scoop on on the the clothes gathering or the um the food and outreach and stuff like that so i was just curious because i know it's it's going very well for her and i know you're keeping her busy and uh which yeah i know so i hope that continues gina and um the fact that you cut the tardis down by rerouting traffic flow and that that's amazing because i know that that little area is kind of uh yes you go in and then but the fact that you've actually cut it down it within a week and a half that's that's phenomenal it took a team for sure it took a team for sure so um keep up the great work sunny i know you had big shoes to fill with miss hartjen but uh just like miss pitcher said your energy is just up there and i know you're excited about what can lie ahead for our students so thank you thank you i do have a question um as far as oh sorry as far as the family outreach position do you say you would you've noticed a significant increase in student and parent engagement just offering that service i mean are you seeing a lot of kids coming back onto campus a lot of parents going oh this is how you navigate schoology this is like have you noticed a big increase so we have noticed in certain areas that we have parents that one it helps that gene is bilingual as well for our community um but yes we every time we offer services we do have families that come in um a lot of them are working families because we offer the the events at night obviously uh for them but we have noticed i wouldn't say it's like huge huge but definitely an increase in numbers and gina's been able to get some kids to come back to school that haven't been coming to school and to me that's huge and even even if that's one child that's one child towards our goal we'll just keep taking them so i definitely believe that we definitely have an increase i wouldn't say it's huge huge but definitely moving in the right direction and we're going to keep working on that as well well thank you and now is this the first year you've had the position or is this your number two this is year two okay so it's still fairly new yes okay thank you you're welcome thank you so this is more like your first normal-ish year yes yes been able to fully use that position yes right right i just i am so in awe of your your positivity and your glow and just you know everything so positive about your students and your staff um i really wanted to just note that i i appreciate you still i mean even though we're you know into the second semester you're still talking about that transition back to normal normalcy because i think it's going to take a little while it might take you know beyond this year so um and and just you know with the with the outreach that that that you all are doing um i'm so impressed by that you know just the positivity calls that you're making that makes such a difference to a parent and to a student i mean they're going to want to come and they're going to want to learn and and get more of those positive calls so thank you for doing that thank you gina thank you gina poor gina we have so many questions about gina i know um is there a thread that she is finding a common thread that she finds when she makes those calls as to why students are not coming to school or why they have an attendance problem because i mean they may come and then they may not come is there a common thread so and gina can speak more more to the if i'm not correct but some of it is just like some of them are taking care of siblings and things like that so parents are kind of using them for babysitters or whatnot or the motivation factor we have several that we just got to get re-motivated to come back to school every day you know that whole waking up in the morning um and getting there but to me those are the two big things i see gina do you see anything else yeah we do have some that are still you know not wanting to be here due to covet as well for sure and then the other question i had was when you did your survey what what were some of the things you learned from those students as to why they didn't attend student events was it a job was it again they had to get home for other reasons or was it so i was really shocked to find that a large portion of it was like i'm lazy oh okay there you go um but they they most of them said to incentivize it so saturday we're trying to do a gray out for our soccer match that's on saturday we're trying to do a gray out if they buy a ticket then we'll give them a free t-shirt to motivate kids to come so a lot of them want things for coming reduce rate they said that they felt athletics was it cost too much to go to the event could we reduce the price of the events some of them were not aware of our punch cards so we're going to do a better job of making sure they're aware of those punch cards for athletics because then they do get a reduce right because they're buying so many at one price so they get a couple games for free with with the punch card so we'll make sure we advertise that a little better next year um but i was kind of shocked with those so essentially they want to be rewarded for coming which is we can do that we can find ways to get them there give them little things and then once they're there and we're winning all the time they're going to want to come back thank you very much thank you ladies thank you president rush thank you very much [Applause] madam president members of the board i will introduce principal joey toki if she would of sunset hills and if she would introduce her team and then present yes absolutely good evening a member president members of the board dr kellis and cabinet i'm thrilled to be here to talk about sunset hills um i love my school as well and i have an amazing team with me today this evening so i want to introduce i'll go this way mrs dougherty our assistant principal thrilled to have her a part of our sunset hill staff we have lisa moberg she is our sixth grade teacher she's also our language acquisition mentor a support for our teachers um and our students as well in terms of our ell students we also have miss jackie older who is our teaching and learning specialist truly the best of the best and so just appreciate your support being here with me tonight as well so with that being said who are we we are sunset hills um we are pre-k through eight school our enrollment is one thousand five students i checked before i left we're actually at one thousand eight we truly are growing almost on a daily basis at this point in time so we're excited about that um our school colors are blue and gray we are the home of the bobcats um our signature program is the arts and i included our vision and our mission empowering learners and leaders to benefit our world and our mission truly encompasses everything that we do day in and day out sunset hills community shows respect ownership achievement and responsibility in the pursuit of excellence in academics athletics and the arts some opportunities um we have closing the learning gap we have the data up there as far as our 2021 spring testing we did see a decrease in both ela and math from 2019 to 2021 with an overall proficiency in ela 60 or 48 our goal is 64 and math is 38 and our goal is 62 so we know that we have a lot of room to grow um in those areas and we've been very focused this year in order to do so um we also um focus on our english language uh learner subgroup uh in 2021 eight percent showed proficiency in ela and with math zero percent and our special education subgroup ela 11 math 10 so those are areas um that we are targeted and focused on ensuring that we are improving those subgroups along with ensuring that we are focusing on all of our subgroups one thing that was very interesting with the next piece is our clarity of goals we took a look at our staff student and parents survey with our staff and parent survey what stuck out to to our team our leadership team and myself was um that the there wasn't a clear understanding of what our goals were what the data is that we used to to assess those goals and how we progress monitor those goals through the year that's our continuous improvement plan that's what we we live by every day that's what we make connections with but the fact that um that it wasn't higher in the percentage of those that knew that we had that in existence essentially that was a concern so um we did create a continuous improvement plan it's quite the document what that we'd provide um and work through but we did a one pager and the one page we call it the one pager and our teachers were thrilled to have that as just a guide and to be able to have that next to them when they're doing their planning when we're at professional development so that we can not only just have that one pager it's one thing to have a page of what our goals are our action plan and our how we're going to monitor that but also making sure that everything that we do that we are connecting to our goals and being very specific about that very targeted just as much as it's important for our students for us to do that for our students we need to do that for our staff as well and communicating our goals to to our community as well as well as updates visibly improving teaching and learning we went through a training with dr hall from west end in and this was about our professional learning communities but that plus piece that plus piece being the teacher and she provided us with information as far as how we we know we set learning goals for our students but we also know that our focus area as a teacher impacts how what our teaching looks like impacts how our students perform and so that plc plus piece is um setting up goals teaching and learning goals so how are students going what what do we expect from our students but also um what are we going to do to impact that that learning the scope and sequence has been provided from educational educational services has been a great support to us with this as well another opportunity was data analysis and discussion so in past we looked at big data big data big data was more of our focus those are our benchmarks our state assessments and so the focus is really looking at small data which is the unit assessments that are built into the scope and sequence but it's also looking at when i'm teaching what do i what data am i collecting to see if my students are showing proficiency during that time frame as well and how do we respond to that so we really wanted to focus on frequency of how often we're discussing data and what we're doing with that data have a focus of that and ensure that those teaching and learning goals that we're setting we're constantly reviewing that when we're looking at that small data and setting new goals to ensure that again our students are growing but as a professional as a teacher i'm growing as well and i'm setting goals for myself um staff wellness is another area of opportunity we know these last few years have just been really tough and in order for us to be good for our students we have to be good for ourselves as well and so um we have an amazing team that put together a staff wellness calendar for each month and part of those things we have yoga mondays talk about it tuesdays where there's goal setting as far as how am i going to be okay what are those self-care things that i need to do for myself so again that i'm okay and i'm good for my students and it's also been a great way for our staff to connect with one another where i may not see somebody in the hallways because i'm upstairs in 8th grade and i'm a kindergarten teacher downstairs we've had an opportunity to build that network within our school and build those relationships and turn um supporting with our overall culture um celebrations um i've listed some percentages as far as our deizer instructional protocol we knew that in order for us to raise the achievement to to meet the goals that we've set for this year um we need to be very specific and very targeted on the areas that we're looking at and so a celebration would be that we have improved in each of those areas that we've that i've listed from the august walk through data to the december walk through data um and then there was one academic conversations that didn't go up as high as what we would have wanted to see it we want students to be able to be having those academic conversations to be using vocabulary to be learning about learning from one another so that's still a focus of ours response to intervention we had a team that went and learned from one of our sister schools as far as how to strengthen the rti process we had it but we needed to be more efficient more targeted more specific and make sure that we were tracking and seeing how students are proceeding through that response to intervention um so we went to a sister school of ours it was west point so thank you to west point for um sharing their learning with us um and got some coaching from dana noble as well and um we did a rollout this year and it has we've gotten a lot of positive feedback and we've sought that feedback from our teachers what's working what do we need to still work on um to ensure that that time is useful for them but in turn is useful for our students and our students are growing and we have seen a decrease in our ti students due to tiers one two and three of instruction um being in place monitoring that progress and it's positively our students are positively responding to that um positive behavior interventions and supports those are our roar expectations so our bobcats roar we show responsib respect ownership achievement and responsibility um and one thing i want to highlight from here is um that we have started a student ambassador program so that our students when they come onto campus again we're getting a lot of enrollments almost on a daily basis maybe a little less but it seems like we're always getting new students we want to make sure that they know about our school-wide system of support for behavior but also who are we at sunset hills and connect them with somebody so they feel connected with the school and so our student council and jhs members are helping to facilitate that and make those connections and again just make sure that they start getting acclimated to our climate and culture from the get-go we have some academic celebrations as well um data chats these have been super successful that's that's small data we've done that at a grade level um sometimes it's grade level especially for k four five eight we're a little bit more content specific and we can look at different content unit assessments and have those conversations with teachers and we have a protocol that we follow and at this point since we've been doing this almost um pretty much we started about in october where we started get real specific with this our teachers are now coming to us where they know exactly they're kind of running that protocol themselves and coming up with those ahas and what are the areas of strength what are the areas of growth and what is my how did i do in my teaching and learning goal had my students do how did i do in meeting that how did that impact and then setting additional new teaching and learning goals for the next unit so um just being again very targeted and specific um we also have our arts program again that we we are an arts focus school uh beauty and the beast i know that you're going to be really busy with dysart high school in the next week or two so come february 24th 25th and 26th we will be that will be our school play beauty and the beast junior so we would love to have you join us for that um it is always every year is an incredible experience for our students for our families our community and it will be at the vista so for anybody to attend our choir we have 62 students of the enrollments there um we will be attending disneyland to perform so thank you for approving that as well it's been a couple of years since our students have had that opportunity and it truly is an extraordinary experience for them and again for our families as well we have art club garden club also miss moberg i forgot to say she is our garden club leader and that is for students in first through eighth grade and it truly is it's it's a it's an art um i remember a couple years ago a family member um had taken things from the garden and um they made a meal at home took beautiful pictures and so it just i don't know it just came full circle for our arts program i know it looks a little bit different but it's it was it was amazing athletics i'm thrilled to say that we were the district baseball champions this year and thank you for inviting us to celebrate that it meant a lot as well to our family our communities our community our families our students and our staff just to have that recognition this year that was great um we have gotten um to the semi-finals in all the other sports so we're going to keep working on that and see if we can make it to the finals and continue to do great things with athletics focus of the year again that professional learning community plus excuse me professional learning communities with that plus piece being the teacher having a focus on the teacher um and how that impacts um my practices impact the the students and the student learning the dysart instructional protocol academic conversations being a focus um as well as we are going to roll out checking for understanding and what that looks like and sounds like to truly check for understanding before during and after a lesson and how do i respond to that our ess and el subgroup growth is definitely a focus continuing our positive behavior interventions and supports we are working on tier two training this year um but with the the pandemic the implementation looked different we started our we built our roar expectations and the the pbis tier one in uh 2000 1920.
