moving down the list you can see the representation throughout the district uh second on the list you'll see n a that at 16 percent that represents uh community members that took the survey due that do not have children within their school um one that we we made a conscious effort to really get this survey out to the trilogy community and we do believe mr teresa joffez joseph did make contact with trilogy and their their responses are included in this uh survey as we and you'll see their responses as we move forward all others there it just summarizes the remaining schools at 14 so question number two asked in order to help us revise the previous categories from the 2021 bond election please indicate whether you support or did not support the following categories so in this question we listed the categories as we presented them in last year's proposal starting at the top we proposed in our bond last year to purchase one of the two lease middle schools looking at the results it's clear this this was a sticking point in the proposal with only 41 percent strongly supporting this category i will note this category has the highest percentage and the need more information as we know this is a complex topic we've discussed this several times but the complexity of this lease is not traditional i will note the combined if you combine the strongly support and the somewhat support percentage the total is 63 uh which looks and sounds better but as we progress further through this presentation you'll notice a theme with the leases the next category was major projects which showed good support at 59 percent being strongly supported next technology had the highest strongly support percentage among all categories at 67 percent major maintenance um this category had the second highest strongly support at 65 percent uh moving to the transportation category we find this is the lowest strongly supported category as well as the highest uh do not support percentage at nearly 20 percent uh it's clear this is not a priority of either our community our staff or our survey respondents and then lastly in 2021 we proposed the budget category for a land purchase in the northern part of our district due to projected enrollment growth survey respondents indicated this was not a priority with only 38 strongly supporting this this category um but this does kind of lead us into the 2022 [Music] categories and our question three so question three asks please read each potential category for the 2022 potential bond and indicate your level of support for the category what you see represented on the on the screen there is a snippet from our enrollment uh projection that applied economics did it's now going on two years you'll notice this graph is already outdated what they projected in these uh 24 to 25 um the five year period from 24 to 29 um is is extremely outdated the the building on warner is already well above what they projected to be and so we're working we did have them go ahead and start to redo this graph and update it with those new builds and permits that have been taken out but when reviewing this category that we proposed in 2021 we took a deep dive internally within the district budget as we're doing holistically through mno and you'll see later tonight capital and bond it was one category you will not see in this next question is the land purchase that i'm alluding to we know that the northern part of our district is going to see the most growth in the next five to eight years the excuse me the the district currently owns a piece of land that we've kind of discussed both you've seen it on an executive session agenda item and we're currently looking at researching a land swap to better utilize both internal resources that we have available to us as this category was clearly not supported in the 2021 election more information will come on this as we continue to research what both our current land will pro appraise for and if it's possible to land swap to a more advantageous piece of land that would be better suited for an elementary school or a new school build so transitioning to the the survey results for the 2022 category we can see that the middle school leases similar to the 2021 question it is clear that there's a lack of support and knowledge regarding the missile leases 40 percent strongly support this potential category and 20 percent again need more information the complexity of these lease agreements combined with the cost of the potential buyout works against the district in relation to other bond categories that provide tangible district needs this is why you will not see this proposed as a category in the 2022 bond i will note since i was hired now over a year ago i knew about these leases in fact it was and still is well-known example of what not to do regarding public leases for either constructing buildings uh and or purchasing buildings um the initial conversation surrounded about using bonds to authorize to pay down these leases now it's clear that the bond avenue is not the direction that we will be going both because there's no support for that but because we want to be conscious of our taxpayers as well um the district is now focusing on working with a third party owner which was jmf higley and looking to move these leases under the district which would then save millions in regarding to fee savings as well as enabling the district and then refinance those current bonds also potentially saving millions or more money on interest earnings so as a reminder those leases were taken out in 2012 so interest rates are not the same as they are in today's market mr moore can i ask a quick question yeah since we're looking at removing that piece from our bond um is there something we can put together just in general that educates our community on these leases what it does to our district the financial impact it has to our district how it prevents us from doing many other things that from mno or capital because we have this additional cost and we've talked about it several times that no other district has so when people try and compare what we pay our teachers what we pay for our maintenance what we just operating costs and different things no other district has this expense that we do that has to come off the top and so we start less than what we would have to offer so if there's just some in general information that we need to educate our community whether it's on the bond or not to understand the negative financial impact that this lease has toward for our district is there something that and for people to understand we don't own those schools we they're not ours so if if there's some information that we can put together just to have available have on our website in general so that people can understand that we are in a different situation than any other district um from when we entered into these leases um which i mean we won't necessarily go into the the devil is in those details um when we entered into these leases as our our community approved a 40-year lease but they didn't approve the financing and and here we are with this and it is a financial burden for us so i understand the the community response regarding our leases and and removing it from this bond this bond election but i do think we need to have something out there that that does educate our our community on the impact of these leases and as long you know i appreciate and i know you've worked so hard since you've come here and that has been a question over and over again how can we help um free up money that these leases are taking and what i know you we've worked over this and over this the long term cost of it what what the actual cost is as we continue with these leases president kaler board member rhys without stealing any of his thunder i think one of the things that we're going to get to here when we talk about it in a minute is one of the things that came clear to us in those comments is a true misunderstanding of what funding bonds can and cannot be used for and and quite honestly this is quite complex and very difficult to explain but one of the themes we heard over and over and over again is what is the essential what is the most needed what you know what are the greatest priorities uh trust transparency clarity trying to make those clear it was clear that that was not going to be how we would address the greatest needs that we have long term however one of the things we feel is is that through this process when we do explain where it's going to be an opportunity for us to address some of that misinformation and misnomers and understanding the uniquenesses of higley because when you do scale it down and you're talking about your priorities you're looking at your greatest growth your greatest needs that you can use this funding for again we asked the community we want them to see that we heard them and we're listening and were responding to that and through this process we learned a little bit more about other things we need to help people make sure they understand but it's going to take us time to i think to help them understand um and addressing the greatest need and we'll be following the theme that we reoccurringly heard from multiple people in multiple ways that he will continue to kind of go in further into but higley is unique and it is very different but being that this one is so complex it is clear in the feedback well that we got is this one won't garner support president taylor i want to just echo what what board member rhys has said i read all 38 pages of the question both five and six i went through and read every single one of the responses it was an underlying theme they want to know more about this middle school what happened a lot of people some of them weren't even here when this middle school project i'll say um started all the board members have switched out since then so um i think it is something to just echo that we need to get some information out to our community about these leases so they're under the understanding that we are on these leases just so they know where we're sitting thank you president kaler uh though the misinformation was the entire theme of the reading the survey results um are you going to elaborate on the third party um direction that you want to take with removing it from the bond and is it decided that you're going to completely remove it from the bond the middle schools i just think information and misinformation is what's caused the problem not necessarily being against the middle schools but just having no idea and just listening to what hearsay too yeah president caleb member schultz i think at this time um is clear like in this proposal uh we would not garner this would hinder our our chances of passing a bond and and i would hate to risk losing out on other capital needs that we need in our district over the next five years um at the at the expense of of one item that we've already been paying for eight years this is not to say i swear it must it's weekly that i'm talking to our bond attorney to try to figure out a solution for this um if it's not a bond this is not to say either too that we don't propose in the next five years another bond to take out this lease but it is clear at this moment in time the middle school leases are not going to garner support and i think taking a five-year break or conti we're continuing to budget for this yearly um and annually but reapproaching this maybe in five years once we have established a new level of trust with our community we're still trying to breach and get out of the birdwell era and build trust within our community fiscally and from a leadership standpoint um and and yeah the general theme was just misinformation but i think i can certainly do a just a straight information agenda item on the leases um as i get more information on potentially bringing those under the district um and and talking about refinancing and what options we have to reduce our annual obligation from 4.4 million to a lower amount so um yeah that's my comments on the leases so thank you for working on that i am with board member schultz that the hard part for me is understanding and and i know it's hard to communicate and the it is a very complex situation but i also look at it financially for our district excuse me what we would be able to do in our higher priorities over the next five years by being able to use these funds and at least pay one of them off freeze up our regular funds to be able to i want to kind of say self-supportive for those projects for those maintenance concerns and that we we would be able to handle those expenses on our own easier out of our normal budgets without this lease payment and so i i look at that too that with the five year i think we would get more out of it financially on our own by being able to pay this lease off i think the district would be financially better to be able to handle those major issues maintenance and not just major but our day-to-day because what happened and we're handling this and you're doing a great job is that some of those day-to-day things didn't get handled and then they become more of a major issue so um i i know it's hard for people to understand and and i've had more years of understanding this lease than most but it does it concerns me to have to continue to rely more on a bond in the future just as individually to rely more on a bond in the future that that could help provide us some financial freedom without having to rely so much on bond and overrides because it would free more financial resources that we already get up and president kayla remember reece one option we were looking at was a potential two question option on our ballot which would separate the middle school leases from our our core ask that we will present later tonight that is a legal option we can't do that we have to prepare multiple tax tables and we've already looked at that so i do have that ready if you would like to see that in the next board meeting i can certainly present that option seems like there's a consensus yes i would like to see at least as an option i would like to see it just as an option and i know uh that your road shows you put together were very poorly unattended and so i'm hoping we can reach the community to convey the message and like uh board members said with um to educate them more so it's not face social media and where you're getting your misinformation from over and over again president kaler board member schultz one of the things we talked about is we may have fewer road shows and more road we may go to more community a parent teacher organization events that are meetings that are established so that we can speak more we'll get on their agendas we'll be part of staff meetings and a little bit more explicitly attending those events we'll have road shows but maybe not as many road shows we'll do more um attending of events where those are already in process and what we can do is be part of the end of that so that we are on a captive audience but we're holding them for a factual information where we we provide that i love that mr moore um i echo some of these sentiments as well i know that social media is probably the biggest place of misinformation but yet we could use it for good and we could we could make our own videos that are factual and get those out as well so i think there's ways that we can reach the community in a positive way as well with some basic facts too so um people like quick and fast so they have to be short and sweet to the point but doing a ticket yes we could start your own tick tock channel the tyler moore show tick-tock no but in all seriousness i think that that social media area can damage us more than help us in some ways because the misinformation is being spread yeah i do have one quick question it was a few slides back you said we had around 900 ish people respond that seems extremely low to me and i i get it you guys did everything you you could to put it out to people i just want to point that out to our community that we only had we have 60 000 voters correct ish and only a handful i feel like um only that 900 responded so it is information that we are using to decide future and it is it's sad to me that that was such a low and i don't think it was anything you guys did it was just something to point out to the community so president kayla remember wilson i will note if a member of a community wanted to do this survey because we hosted this internally they would have to navigate to our website um and while we tried to advertise this as best we can that this was an internal effort within the district so um if yeah i mean not to say that's the reason why the numbers are so low but just to point that out mr the survey is closed correct it is close yeah all right picking up where we left off so coming down to category two on here technology um again we noticed this was the highly the highest strongly supported category was 64 uh being strongly supported um it also has the lowest percentage of need more information indicating that you know there's little to no questions regarding technology this is a known need for the district next safety and security is the second highest and strongly supported category with 61 percent the support for safety and security is very parallel with technology fourth down the list is major maintenance category which again is a has a lot of support with 59 responding strongly supported and 23 responding somewhat support the total of those two categories is over 80 percent in the general support for that category fifth down the list is the transportation category uh it's a clear this category is not again a high priority of our community with only 35 percent of responding strongly supporting that category lastly the final proposed funding category is major maintenance over 53 respondents strongly supported this category 22 somewhat supported this category um this category did have the second highest votes and need more information which we intend on presenting at the next board meeting um moving forward president tyler i have a question for you and i apologize it's already been given to us uh the transportation the new fuel efficient school buses um what sort of information was out there like what why were we wanting that what what was the benefit of of switching to that were the big cost savings or the the maintenance like what's the benefit of having that in our district dating our fleet i didn't go to any of the road shows so if that's just given i apologize no uh president kaler uh vice president anderson that would be simply updating the updating the fleet adding more to our fleet as we use it to support the transportation and driving it's one of the capital components that is it's where you buy those and ongoing buses is a part of how you keep your fleet from all aging out at the same time and it's part of a maintenance component we have some that are and hence this is a one of the things that have historically been part of the bond proposals yeah i think i remember not talking about so these would be replacing like you said replacing the old ones and then i'm assuming do they cost more initially but the savings is more beneficial is how you how you propose for that okay thank you i believe was one of our buses didn't even have air conditioning at one point so we had updated to all have air now which i thought was a huge thing a few years ago um but that was a big deal that we didn't even all of our buses didn't have air and so i think that's something that our community probably wasn't aware of that and those buses do get old and we cannot buy parts efficiently anymore those parts are unavailable they're either unavailable or at such a high rate just like if you were gonna replace an air conditioner and you have a 30 year old air conditioner it's not going you know the parts you can't find them so i think that was part of it am i misspeaking dr foley um for president caleb board member wilson that was probably prior to me being in this compass i am sure that if that was shared with you that was true i am not aware at this moment that that is a condition that we have a concern that we have but i know that maintaining them and ensuring that they're all in working order and that we have new buses is absolutely uh an important component and it's also your your whole fleet your white buses your your vehicles that are used for the district i am sure that that was a problem that at this moment i do not believe is currently a problem so all of our buses have air now so that's a fantastic feat that we have overcome all right i'm assuming in other districts it's more of a concern because there's more distance traveled we have such a smaller district there's not i mean we use buses but usually it's easier for us president kaler vice president anderson we've got planes trains and automobiles our interesting 24 square miles has multiple components that make transportation one of the things that is an essential component for safety and therefore although you're a small small space because of the transportation you provide to prevent people from crossing train tracks or other things does increase your your travel all right moving on the question number four asks if the 2022 bond proposal results in a potential minimum property tax increase how likely would you be in support i'm not going to spend much time on this because as you'll see later in this presentation we're proposing to maintain if not decrease the tax rate if we do add that component of a second question with the middle school leases we may be looking at multiple tax charts because if you add a variable if one question passes then you're going to go into this tax rate if two questions pat then you go to this tax rate so i will bring all that information at the next meeting so you guys have that with that said the the 53 of the respondents said they would be very likely to support a bond if it were to result in a minimal tax rate increase and the remaining 46 percent uh either somewhat likely or unlikely question five asked what modifications would need to be made to the 2022 bond proposal in order to increase your level of support so this was an open-ended question allowing the respondents to share their modifications in more detail fashion summarizing those responses we came away with some key takeaways so number one was transparency the main areas in which the district needs to address transparency all right keep pushing this question are providing a detailed spending plan for each bond category uh the detailed spending plan needs to include where the money is going what schools are receiving bond funds and ensuring the bond funds are going where they said they would be going another area in transparencies which i thought we did a good job at addressing was clearly explaining the financial impact to taxpayers but again we can we can address that with a clear slides and or information indicating the level of tax impact to various housing residential property values etc so the second takeaway address in the proposal and the proposed spending amount and how it was too high so the main areas regarding this takeaway include ensuring the district was only proposing needs that are of high priority also there were several comments about how inflation in the current state of the economy is affecting several of our finances our families within our district and our community members likewise the district should be sensitive to those impacts and look at its spending i do want to note that with both the open-ended questions we're just summarizing the responses i will respond to some of these areas that indicate there is a misunderstanding of how schools are funded the rules regarding school bonds and how they function so question number six the last question asked please share any comments or suggestions regarding the proposed bond the proposed 2022 bond categories similar to question five i'll similarize those with some key takeaways so first a common theme fiscal transparency uh that included much of the same as question five a detailed spending plan is needed and it needs to indicate where the money is going and what schools will be affected there was again a common theme regarding explaining the financial impact to taxpayers and as i alluded to i will ensure that is very clear in this next presentation second improved communication was a common suggestion regarding the 2022 proposed bond uh you did allude to social media and maybe making it more of a social media presence from the district in terms of factual information can be a possible resolution to this and also communicating the detailed spending plan with clear examples and messaging as well as possible illustrations um and what schools could potentially receive or put uh illustrations regarding class builds etc and then lastly there was an overwhelming number of comments regarding increasing security measures at our sites um higley has had a fair share of security incidents lately and it is important not to only the district to ensure our students and staff are safe while on campus but is a clear priority of our community okay so that summarizes the bond survey um again we we thank everybody who took time and filled out that survey we we're taking the input into consideration and through this process so transitioning to what i'm calling lessons learned and some common themes uh from what we're basing our proposed categories on first it's clear there's a misunderstanding about how schools are funded and why districts ask for bonds um a common request in the bond survey was increasing teacher pay and while our goal is to as a district to provide a competitive pay for all staff voter approved bonds are capital funds and cannot be used for teacher compensation or any staff compensation second the leases as i discussed earlier are a frustration of many they're very confusing and difficult to provide an understanding to our common or any anybody really in that regard on what they mean to the district and what the impact is third the district is still in a state of rebuilding trust within the community and staff while the district has officially and legally established closer to the middle school lease wrongdoings from the birdwall era we continue to work on rebuilding that trust one way we intend to do this through this proposed bond program and through transparency and a scaled back approach we have reviewed the 2021 proposed bond and squeezed down categories into what the district needs to maintain the current classroom conditions as well as address growth over the next five years as i alluded to earlier the district is utilizing its internal resources to fund previous items proposed in the 2020 bond such as land while we don't have a lot of resources to work with we're focusing on maximizing what we have in the interim what is clear the district will still have large capital needs over the next five years and the phase down bond proposal is aimed at addressing those greatest needs so with that we'll look at what we're proposing for the 2022 bond the 2022 proposed bond categories are a culmination of the bond survey results utilizing our internal resources when possible and focusing on our absolute greatest needs the big items you will notice that are not being proposed in the 2020 bond are the ones i've already touched on the possible purchase of middle school which i will add that to the next one though as well as the need for land while i believe again there's an understanding a misunderstanding of the lease knowing it's hurting the district fiscally at this time we just don't feel it's the right time to include in this proposal president kaler members of the board and again he will be talking on this a little bit further in when we talk about our next presentation when we get into we're talking about capital one of the things we were looking at when we were looking at those themes and i know that we keep in mind that we're hearing from a targeted population but this is a this population took the time to share with us their opinions we were grateful that this time when we sent these to our families who would be most impacted um by our growth i mean what we're talking about our potential growth our ability to have buildings facilities resources technology safety security the things that we use bond funding for what we were our fear was jet we have a real need the amount of money that we have every year allocated to this is so minimal that potentially potentially jeopardizing the ability to have the funding to address those most immediate needs is a concern and so your administrative team is trying to look at how do we how do we balance the feedback we got with perceptions with also trying to be very thoughtful about our reality and our current growth needs that we plan for just as you know um these things take multiple years to fruition and the planning for allocation of those resources starts now and moving forward and these are some challenging times as we talk about the different pots of funds from budget to mno to aggregate expenditure limited to capital these are challenging pieces we're also wanting to hear our community with those who responded with concerns mistrust um you know it there this has been a challenging um a challenging time and higley has unique challenges that no other district has during this challenging time so one of the things we're trying to do is be very thoughtful look at explore all options hear what we need but make sure we set ourselves up so that we are able to address those needs coming forward we hear you though in wanting to explore potentially two questions and we can take a look at that but when we looked at the initial feedback and looked at what we saw our thought was this is our our our safest bet to ensure that we would likely have a proposal pass on the areas based on the feedback we received wanting to go toward being able to be received as we've heard you and building trust and transparency obviously that is something we really want to be sure that we address i think i asked this before but i wasn't sure what you said the alternate um option that you were talking about buying the leases and putting them into highly i can't remember exactly what you said you said you were going to tell us a bit more about that next time or exploring in this presidency remember schultz we're still like that is a conversation that's ongoing right now so it's just in the initial phase yeah okay before i bring anything back i would like to have all information um much like the landslide you know there's a lot of information gathering but the the lease is it's been an ongoing process on whether legally in the lease agreement we can essentially buy out jmf higley who's the owner of the leases and bring it under the district um and so that's an ongoing conversation you've all seen the lease document i'm not reviewing that her attorney is reviewing that um and ensuring that is legal and before we do anything regarding that um we would bring it back to the board thank you so now i can go into the details of this bond proposal as i alluded to on the next board meeting i will have a detailed budget for each of these categories much of these are the same core needs of the district that you saw in the 2021 proposal we have adjusted the dollar amount slightly the biggest dollar amount adjustments in major projects and that is due to a lot of the enrollment growth in the north in which we are projecting we'll have to build another school earlier within the next five years again i'll touch on these in a detailed fashion the next meeting so some of the highlights of this proposal uh include the following so the total bond amount of 77 million which is a decrease from the proposal 20.1 proposal i can confidently say there will be no increase in the tax rate as our assessed valuation has increased as i alluded to in the first bond presentation we can we can ensure that this new debt would not result in a tax increase to our community it may potentially result in attack we may be able to reduce the tax rate um which would be again a benefit of this proposal the bond proposal impacts every student in school over the next five years we have worked at addressing the inequities as well as ensuring every student staff has an adequate facility to teach and learn in this proposal has a cost benefit of also reducing maintenance and energy costs as we know when equipment goes beyond its useful life as you alluded to ms anderson with transportation the same thing is for our facilities it costs more to operate said equipment and therefore by replacing those items well past their operating life there's an indirect savings to the operating budget because they operate on a more efficient basis finally the bond proposal will ensure higley unified remains the destination of choice for our families and allow us to continue to provide education in our current facilities for our students and staff mr moore please remind me we are tasked even though they're not our buildings we are tasked with repairs and maintenance of the middle schools yeah so that's complicated as well we technically pay into a capital repairs fund but unfortunately we are not previewed to use that at the current moment because of the lease documents when they were signed they obligated us to a 40-year capital replacement plan and so none of that meets our current needs so we have to fulfill those needs currently we as part of the research that we're doing we are trying to reevaluate and tap into those funds to utilize those to address those two middle schools but currently we are not privy to those funds that we are currently paying into okay so if so so the bond money for the major maintenance that would could be used on those mills we actually not proposing i feel confident that we can by the time this would pass and we'd be able to sell bonds we're not proposing to um have any capital repairs or maintenance funded from the bond for those two middle schools we believe that we'll be able to tap that capital repairs fund by that point in time um great so yeah okay thank you president kaler dr foley um in the past i've read through i obviously i mentioned i read through these um people have said they've experienced where a bond has passed and then the money just kind of dissolved is there any way that we can create maybe a website or a chart that says here's you know if this were to pass just in the future just so we have some transparency for our community hey go to this website and it'll say this is how much money we got this is what we used it on a b and c this is what it cost just so then they're more i know we do this a lot in our board meetings but a lot of people don't know how to access the information or don't watch the board meetings don't come to the board meetings so if there's any way we can get the information out to our voters so then they feel more confident with us so because it was it was a big underlying theme the lack of transparency and where our money is going and i think having something like that might be useful president keller board member wilson a point we'll take and one of the things annually we have to do too is come and do these presentations one of the things we've talked about is how important it is to capture that information on our website even to the point of we are also talking about infographics of how we can show by school by category basically what you'll get and how you'll get and when you'll get it and how much and those are the kind of things that visually help explain it and then also then would match our annual presentations to you on how the funding is being spent so i think that there are a lot of ways that we can help make that clear particularly with your administrative team here is doing a very different process than may have historically been done with how we evaluate need how we prioritize need what is our decision making tree what are those priorities in just a minute we're getting ready to go into the capital budget of which this is the second year that you have had a capital budget that is so explicit and where and how the money is being spent and that has kind of been the theme under um under tyler and leadership um and with the support of of of your administrative team so i think that transparency and straightforward where we're spending how we're spending has been a theme that we have done over the last year and will continue to do it is clear in the feedback we've received um how we share this information is very important person um i love that idea to be able to show it and one of the things i think would be if we showed up a percentage of how we're a visual than people would see like a progress report and then when it's 100 done like thank you you know for the bond um to show that it's being done that way they have a visual and can just see where we are in the plan president keller we haven't done this in a while and maybe it's worth going back to undoing at least an annual mailer we used to send out an annual report it was very nice colorful and it went to all the households in within our district and while i would like to see something quarterly but at least annual like mrs wilson was saying that when we do these annual reports if we can send some type of mailer out with these reports that show the snapshot that will show what we're doing and then obviously have four more information and being able to direct them so it could be more detailed but with hearing you know and reading there is a lack of trust and people don't know people don't know but the information is out there it is our the presentation you do for our bond and our override that's on our website you put our annual budget on our website we even our monthly report we get um financial report is on our website that information is there and people aren't going to it and i get it i'm not one who like i wonder what they're doing i'm not one to do that either i'm just going to say i don't know but i'm not going to be one to go out and search that information but at least with a mailer we're putting it in front of them and they can they can look at it and most of the time they're gonna at least peruse it and then toss it i get it but i think it's very important for a trust perspective that we are being transparent we aren't hiding anything we get more financial detailed financial information now than we ever have these uh presentations and how many times you go over our mno budget presentation how many times you go over our override or our capital presentations we as a board and as our community are getting more financial information than we have ever had and in some cases more financial information than some people can even understand but it's there and so it may be to our benefit i know there's a cost involved but it may be to our benefit that we start doing at least an annual mailer to get that in the hands of our our entire community and maybe with the assurance of with our with this new bond maybe we do send a quarterly report out to all of our community via mail with information that they can connect and get more details on our website but i think that's one of the first steps of rebuilding trust we are getting this information to you we're not trying to withhold anything and it's here it's available and now we're taking one step further to put it in front of you um i remember those mailers but i also and i love that that you bring information to people you don't have to rely on them being super proactive and trying to make sense of everything it is over information and no we're not always going to understand everything but i do recall a lot of concern about the expense for for those mailers especially whenever you know the resources in schools weren't being given you know and it seemed like them you can always construe that money's going to the wrong place so that would be my concern in that situation i like the idea but i'm sorry president uh maybe an email would be more cost efficient or something which i know but or some sort of get the information out without sending them out because they just are so this would reach our entire community not just our school community that was the difference as it went out to the whole district and we're reaching our school communities as best as we can through email and and as we can see through the survey but we're not reaching our entire community and like mrs wilson said there's there's a lot more voters out there than that took the survey and they probably it's probably a thing it it's it's a snapshot but it's probably an overwhelming theme so and i agree mrs anderson there was a lot of discussion and and now we have you know we're utilizing our own print shops here too and um and our sites have what they need now i mean they don't have everything that's why we're talking about this but back then too parents were sending in paper for their classrooms and you know things like that so we're in a much better position to i i would hope that it wouldn't be we're taking away from where we're trying to provide president oh sorry were you finished okay can we have like maybe a cost is sent in the superintendent's report on how much a mailer would cost us i don't i don't remember ever seeing a cost on those so i have no idea if it's how much in the scale of things it would cost so if we could have that that would be fantastic president kaler board member will said no problem we have done mailers and so we can show you the extent of it and there's different types of mailers and costs you know one of the things now too with qr codes you could send something smaller that links to an electronic website web page that allows that so that you're not printing as much so there are all kinds of different options but we can we can include in the superintendent's report an example sample and our pr department really does have a budget for these kind of things not a huge budget but that's one of the things that we've done a really good job at the other thing i'm sitting here smiling as we're talking because um myself and your cabinet team have been immersed in the work of strategic planning and one of the things in there is communications and fiscal transparency and protocols these are some of our strategic anchors in which we're developing action steps based on feedback we're getting from our stakeholders as work that may have been done but needs to continue to be done even better and and will fit into the work that we're doing as we align the work that's coming forward that we are actually very excited to share with you in april when we bring it back to you but this fits perfectly into the work that we're doing with our strategic planning and our goals and visioning for the future so yes more information can be coming and yes communication and fiscal transparency is a key piece and we're going to be looking at ways that we do that because trust trust and being able to share your perspective being heard sharing information in multiple ways some people like to read it some people like to hear it um we're going to try and be able to provide that response and i will say president kayla remembers that board that we we are working i i think kudos to the pr team like they're they're doing we're we have some cool things coming up some cool infographics um that are if you don't want to read into the fine details of each number these will pop you know these will be for that person um and we're working hard to update the website to be more transparent and also have more detail easier to recharge like you mentioned ms schultz percentages of spend etc so we do hear you and like we are working on making those adjustments because that clearly was a concern in the survey as well as as well as dr foley alluded to in the strategic planning so with that this is kind of the rundown of what will finish the the bond information on so the 23rd as i alluded to i will bring back um a detailed budget of what i propose i'll also add in the additional of a pestle question two with the implication of the middle school leases both we can say one school and both schools so we can look at multiple tax tables and how that will impact the overall bond um and then also in terms of communication we are you know looking at maybe scaling down the road shows and doing more um you know going to schools and being there for those pto or or staff meetings um actually yeah you know if they won't come to us i'll come to them so um you know we're looking at different ways to get the message out regarding the bond so with that that concludes my presentation and any other questions or concerns on the bond for mr moore one quick question sorry president kaler um how do we get our parent or the older community involved in making the decision because i heard a lot the 55 and older um they wanted more information more how do you guys have a plan on how to get them more involved or more on board maybe president kaler board member wilson one of the things you noticed is that there was an influx in responses because again we networked with that community leader she had been out ill and so it delayed it for a little bit but when she got it out to her team we were able to get that information so obviously working with them to figure out the best way to come to provide that information to them whether it is at a one of their events or specifically held there for them and working with them directly on how to best get the information to them the way they're interested they've also been very clear when they've told us no no this is not the time and this is not the place so being sensitive to working with our our contact in that community that helped us get the information out to plan events will be how we want to proceed great thank you yes our older community they've made it clear in some of their comments they're also very supportive of us but they're also our most faithful voters in our community as well and so they do make a huge impact on things that happen in higley um they are the faithful voters and they understand the importance of a vote so okay mr moore you can just keep on moving on we are moving on to 7.2 keep the ball rolling in terms of fiscal transparency we have the first review of the 23 capital outlay budget looking at the capital budget highlights you'll notice that they are very similar to the mno budget highlights that we covered at the last board meeting the reason for this is our main capital fund the district additional assistance or daa as it's also also known as is is state driven by a state budget formula so we like we covered in the mno budget highlights we do not anticipate any additional covert relief funding for the excuse any additional coveted relief funding for mno items neither capital as well the increase in two percent of adm will also affect the daa budget in a positive way much like the m o budget this will be the second year in which the daa fund will be fully restored from recession area cuts from the state as a reminder the daa fund was one of the funds that was cut back in the 2008 2009 recession it took 13 years to restore this funding back to 2008 2009 funding levels um so we are only being funded in our state allocated capital budget at the 2008 2009 levels so that's why the ael is back correct it is a portion oh we funded you fully for the last two years so let's let's throw another wrench in there okay yeah this restoration is playing a little bit into the al um aggregate venture limit issue as well unlike small inflation with mno the da is not subject to inflation just another example of the outdated k-12 funding formula and just a note charter schools get inflation on their capital budgets while districts do not last year we discussed how the capital fund balance grew over time and how we acknowledged the balance was excessive and we were creating a plan to bring it down i will review those balances again and show how we're bringing those fund balances down to a recommended carryover percentage so first we have the capital budget history here's a little recap as i mentioned um the last year last year the capital budget grew over time to to access mno to capital transfers with no intended spending plan the first four bullets are the same numbers i presented last year over those four years you can see the capital budget balance fluctuate slightly in overall growth over that time in 2001 we had some one-time cobit funding offset some of the technology spending we had budgeted for which kept the budget balance high higher than anticipated as we discussed with the m o budget those are one time dollars while we well there was a slight savings to the 2021 budget those one-time costs are going to be back into the budget in 2022 and you'll see that represented tonight the sixth bullet takes into consideration the current year projected ending budget balance and next year's state allocation we are still making expenditures but this is a safe estimate at this point in time it will be the basis of the capital budget for this presentation lastly in the seventh bullet you'll see a drastic drop in estimated beginning capital budget balance a large portion of this drastic drop is associated with the higley high school classroom edition and the fact that because we did not pass a bond we are forced to budget this classroom edition out of our annual capital allocation um this was a large bring down of the budget it was necessary in the fact that we're completely out of classroom space at higley high this is the student need for reference looking at um or excuse me this was the only funding source the district had to fund those project needs so for reference looking at the 2024 estimated 12.7 million dollar capital budget this represents double the state allocation of roughly six million dollars this district receives annually uh this budget is conservative still but will limit the district ability to to fund future major projects as we continue to see growth if the district does not pass a bond in the near future so now looking at the 2023 budget as a whole you should be familiar with the following template the slide details the three main capital funds and the budgets for 2023 fiscal year i will go into detail of each one of these lines on the preceding slides but i do want to touch on a few areas in this template so first on the very top column reading left to right you'll notice the page number of the slide in which you can find more detail on next you can see the spending category next to that is the daa fund also known as our annual state capital allocation next to that is the adjacent waste fund which is a levied fund that's not a budgeted fund next to that is the remaining 23 2013 bond authorization which you'll see is going to be fully expended this next fiscal year so now i'll go cover all the detail in between on the preceding slides but i want to touch on the bottom while you'll see the total expenditures this is the second to last blue highlighted roll it's the total expenditures per capita fund and you'll see the budget is 22 excuse me 20.9 million which is the same as i present on the previous slide uh 1.9 million for adjacent ways and again we don't anticipate leveling level levying for more adjacent waste funding and 3.8 million for the 2013 bond authorization okay so now if you're looking at the capital budget summary we're going to start at the top and work through the detail the district-wide capital budget is a culmination of a variety of district departments including sped hr public relations and so forth there's a total budget for all those departments of 56 000 from the capital budget this addresses any capital needs they may have throughout the year next is the adjacent ways budget which has been set at district wide because currently there are no designated adjacent waste projects we there may be some expenditures in regards to the higley classroom edition but we are still early in the design process we don't know if there may be implications to the fire lane that proceeds on the back of higley high's campus the district next the district is setting aside 500 000 and unallocated for unforeseen circumstances the times where the we have had to tap into this budget are when we have large emergency maintenance needs such as the lift stations that we occurred at d.o in higley high and then lastly we talk about this at every financial conversation the middle school leases we are budgeting 4.4 million but as i discussed in the mno presentation this will be funded from an mno transfer to the capital budget so proceeding on to some of the departments that have large capital budgets first is educational services and first up assessment and student informations they have an allocation of 465 000 this supports our student software needs canvas as well as enrollment software synergy there are also other assessment softwares the district uses that make up the majority of this funding which also includes florida virtual schools which is our higley virtual academy student instruction software next is the instructional aid budget of 450 000 this is used to purchase annual curriculum not included in textbook adoptions so this includes supplementals such as hda's traditional curriculum as well as we just discussed this dual language immersion curriculum and then lastly you'll see we're taking a year off from the textbook adoption the textbook adoption we're choosing to renew some of our adopted adopted curriculum and prepare for a 2024 adoption right transitioning to the i.t budget first we can continue to see support for the maintenance of the one-to-one student-to-device ratio in the amount of 1.3 million the district earlier this year completed the one-to-one device initiative and any ongoing budget in this category is prioritized at maintaining these devices and or adding new devices as students as student growth continues to occur at higley unified the schools presented are approaching the five-year lifespan for the levano laptops and the replacement includes higley high school in power ranch for next year moving down the list we are starting to slowly address the outdated teacher laptops that are no longer supported what i mean by no longer supported is these devices are no longer under warranty and the supplier will not repair the devices if they break so the district has said 1.3 million to start to replace these outdated laptops you can see the schools that have been identified for replacement include williamsfield cortina chaparral hta and santan mr moore about what's the life of these laptops so five years for technologies is a typical rule of thumb i'm not a technology guru but i can tell you if i don't replace my phone in five years it's outdated the similar philosophy for laptops and student devices they get a lot of wear and mute and use and by the time they approach five years they're either outdated or like i mentioned not no longer supported because that's how fast technology moves okay next is the district's annual software budget that supports a variety of district functions the main ones include microsoft so microsoft 365 all the applications that go with that our district email that we utilize visions is our district financial software this supports payroll allows us to cut checks every year frontline is also another big one that is a human resource software that supports the hiring of district employees lastly the 75 000 allocation budgeted for safety and security is intended to hold status quo and only replace video cameras as needed the allocation does have a budget to slowly replace the aging school intercom systems but wide scale replacement is largely largely contingent on a 22 bond proposal do we have i'm sorry um president kaler mr moore do we have the school picked because i was out of school this week and i was shocked to hear the intercom system so i there's two or three i've heard and none of them are good so i don't know if we have the school picked already for that or if we're still working on picking that yeah i believe it's still assessing the greatest need i mean there's a need throughout our district but they're still determining that okay moving on maintenance and construction the maintenance and construction budgets the annual capital maintenance budget is 1.5 million next year and addresses general hvac replacements we have approximately three roofing recoats one exterior building repaint some general flooring replacements custodial equipment and other various capital items that are incurred throughout the year one thing i've been working on with our interim maintenance director is really coming up with a heart a list much like we've talked about tonight a detailed list of what is being funded from this budget our schools have been in dire need of knowing what is going to be happening on their campus and we've done we're close to sharing it with them but we've done a lot of work in identifying every single dollar within this budget and knowing where it's going to go so again part of that rebuilding trust we need to also rebuild our trust with our schools and let them know what needs are going to be addressed and when moving down the anal grounds budget of 142 000 is budgeted to replace equipment only if it breaks and really only maintain the current conditions of the district landscaping again any enhancements are largely contingent on a 22-20-22 bond and then lastly understanding schools have large capital needs and cannot be funded from their allocation that we provide at the district level we set aside 250 000 for schools to submit a capital request that can be funded from this allocation these requests are prioritized on greatest need and are in a group setting we narrow down these needs and let the schools know which requests are being funded for next year so we just received all the requests so we'll be moving through that process in the near future all right then as we we've discussed um multiple times we have one big construction project planned for 2023 and that's the classroom edition at higley high school we've identified higley high school as the greatest need to student growth earlier this year and began down the path of hiring an architect and now as approved tonight we have a contractor on board we are able to budget 10 million for this project which has a district fully exhausting the remaining 2013 bond authorization and allocating 6 million from our annual capital allocation our daa budget towards this project in this proposed 2022 bond we would have a phase 2 for this campus and that would be addressing some of the other needs that the campus potentially needs including exterior paint a potential gym expansion to accommodate the additional students and other various items that are being discussed at our community meetings that are set aside previously and then as we've already mentioned tonight the next community meeting is tomorrow night at higley high school from 6 to 7 p.m i will note the picture in the slide is an early rendition of the classroom edition a full in-depth presentation of the design win final will be presented to the governing board as well as the total cost of the building so through the the cmar process that you approve tonight with the contractor we begin negotiating what the building will cost and what we call a guaranteed maximum price or a gmp this does not allow for any change orders once they set the gmp that is the final cost we do potentially estimate this may come in under budget but contingency and being safe we set 10 million aside for this purpose so this does include all furniture and equipment into this building so yeah the total building cost will be approximately probably eight million um with another two million of potential furniture equipment everything needed to make this building operational president mr moore the meeting tomorrow night is that online um streamed as well it is not is in person only we do share if you were to provide your email address and you can reach out to me we do share a follow-up of meeting notes through that we do also share that with mr fields and i believe he pushes that out to his parent group as well through his communication thank you there's a third meeting and there's a third meeting so there's this is one of a series so if you can't attend this one there's still another one for you to be able to attend and we're actually also looking at a fourth meeting so there we go we've had a lot of input so we'll actually everybody is heard i can actually not attend tomorrow is there any way you could send the email to us during the superintendent's report because that would be fabulous i'm actually going to the queen creek state of the town so if we could get that push test that would be fantastic or at least me i don't know if everybody else wants it okay i'm like i spoke for all of us i'm sorry we can certainly get that information to provide you the information all right moving forward um in the 2013 bond uh we there was a transportation allocation what is remaining is three hundred thousand uh josh crosby the director of transportation has identified his greatest needs of being two 84 passenger buses uh we're currently in the process of drafting a board agenda to bring to the next meeting the reason you're seeing this item budget in 2023 as well as the bus purchase currently taking place is because there's anywhere from a four to six month lead time on school buses and this money was budgeted in the 2022 capital budget as well it's just taken a long time to identify what the greatest need was so um the 300 000 remaining budget as i alluded was included in the 2022 capital plan that we presented next is a 50 000 allocation for furniture fixtures and equipment this budget is largely used for engine replacements that we can do in-house any other repairs and maintenance needs are funded by the mno budget that is an mno expense so and then lastly 150 000 allocation is budgeted for the replacement of the maintenance vehicles so this is our white fleet our support service vehicles the budget is prioritized by replacing the oldest vehicle in the fleet typically in excess of 20 plus years and they're no longer cost effective to maintain okay our schools so new last year was a priority to provide schools with more resources to address those smaller needs that don't get prioritized within the district level budgets i personally established quarterly and budget meetings in which i meet with each principal to ensure spending is appropriate but also help them guide the proper resources to address their school needs through their school allocated budgets the largest budget available to schools is the their ffme budget which stands for friendship pictures and equipment 572 000 equates to 45 dollars per student and that's based on 100 day adm which is also where we're funded from on our annual budget every school has done something different with their current year allocation and this allocation has been well received from principals schools have also received a designation for library books and resources and to the to or we're budgeting for that for 63 000 which requested five dollars per student this allocation is designated to replace library books and or digital resources as well as enhance their library spaces mr moore does the librarian have full or our media specialists get control of that or is that a principal decision it's a combined decision yeah it's a it's immediate well i should say uh our some of our instructional coach ms valerie thomas has worked with our media techs and our media i believe they're called tax on excuse me if i'm but yeah they they set the priorities for this budget and they communicate that with the principal great thank you all right moving down the list capital athletics this was the established last year and will continue at the middle and high schools and the same amount of a hundred thousand the budget was used largely this year to replace aging and warren athletic uniforms and equipment i have a question um it has to do with and maybe mr lotzenheiser can speak into this as well um because he was so wanting us to ask him a question tonight um uh the the helmet budget for our football teams does that come out of this hundred thousand dollars every year i know that's a huge expense yes i can you want to say okay okay he's got it mr moore's got it so this isn't the only budget um ads have in turn in terms of um addressing some of those needs such as helmet replacement i can tell you the high schools have utilized this to address um the helmet replacement conditioning and such like that and they've then um transitioned to using some of their participation money for other needs throughout the sports so thank you i just have a quick question is our is the athletic fund the equipment is that um dispersed evenly among the teams as far as no okay so this is first to the athletic director and then they determine the greatest need at this at the school okay but it's based on need not want okay i do believe and mr lots and i can certainly address that but so when we break down our allocation for the athletics when you look at the hundred thousand actually when the the two high schools each get forty thousand and the middle schools get ten thousand because of the relative size of the departments and what they need to do 40 000 for capital specifically goes to the athletic director and they're going to determine what happens from there one thing that we have done and mr moore talked about other funds that become available when participation fees now are paid it traditionally it would all go to the athletic director and they would have sole control over it however we have split that now so that fifty dollars per student goes directly to the uh coach and within there so they have some direct control over the spending of what that is and so they're getting an allocation directly determined based upon the number of students so the coaches have control over that so that might go more toward wants rather than needs because the coaches are looking at that where the athletic director is looking at the whole program as a whole from the school perspective thank you president kaler members of the board we wanted to talk space about that instrument replacement some great work happened in this 2019 school year bob edgar kind of took the lead with the conselmer group and he worked with all the band and orchestras teachers throughout the year throughout the entire district in that year they did an inventory of of of the state of the state of our instruments band and orchestra and they utilized a rubric that actually didn't just go by value of year but actually conditioned so that we had an understanding of what was our inventory and we determined it was pretty extensively in disrepair in old age or in great need and so from that inventory they prioritized a multi-year knowing if we could create an allocation every year which had not happened previously an allocation every year we've determined the highest need that we use across the district for this program which is a huge thing and so this truly is to the work of the entire uh in our employee group in this area who work together to help us figure this out and to put this together and prioritize so that's something that's a success for us because this is a a big piece in our district that didn't have a dedicated funding source every year too that this will now be our second year where we're being able to revitalize replace and improve our condition of our instruments and this is huge huge for us so it summarizes the school's designations in which they receive capital funding finishing up here we have financial services overseas the warehouse and we have identified an opportunity to increase some efficiencies of the warehouse operations as well as potentially save some operating budget so a budget 50 000 has been set aside to address additional racking within the rare warehouse which would allow the district to purchase larger volumes of supplies potentially recognizing mno savings by buying in bulk this will also allow the district to ensure supplies to schools stay the same in which we can get a leg up on supply chain issues by stocking up more on those high demand items such as toilet paper trash can liners etc and then lastly the budget item a bunch of balance carry forward of 1.8 million this represents about 20 percent of our district's annual capital budget which i've alluded to is approximately 6 million dollars a year this is still a conservative carryover amount as i mentioned earlier we're projecting to take a bigger jump down with this capital budget a big portion of the jump comes from one-time expenses that we are funding from our capital allocation so you can anticipate that we maintain at least a similar level of carry forward in years going forward president kaler members of the board though you can see the the importance though of us getting a bond to pass to prepare for the growth because the chunk of our budget coming down to get ahead of this you can't rely on our capital budget to be there to to build classroom space at the cost that it costs to build classroom space if we don't have a bond to address that so hence hence looking at our priorities at this point being connected to this piece too as well when we talk about both of these funds and again this should look familiar this is our budget calendar on the next meeting we also have um the third review of the bond but we do have as well the second review of the mno budget i think we're going to focus exclusively on the aggregate expenditure limit we still do not have a solution yet but we'll focus around the district's plans and how we attend to address the limit within higley this week one of the things that we proposed or put on our website under our announcements is just a little infographic about aggregate expenditure limit and and encouraging people to reach out to our our pr department our public relations department for more questions one of the things we're trying to do is there's this delicate dance between keeping people informed and causing pandemonium and panic we've obviously shared this with our our employees we'll be sharing it as part of our summary again obviously as we continue to move forward this next our next meeting will spend an awful lot of time on what does this mean to us if we don't have resolution resolution from the state at that point dr foley um superintendent hoffman spent her whole presentation on it and it was very good i hope that it i hope it reached those people who are making the decisions just finishing up real quick march 9th we will tend to we'll bring a third review as well as a tentative approval so we can allow the issuance of contracts for next fiscal year um i understand a lot is still up in the air but it is important to get ahead of contract issuance so we can ensure we are not only competitive with other districts but also so we can staff accordingly for next fiscal year at that time i'll also present a second review of the capital budget that i reviewed tonight i will present a scaled-down approach i won't go into so much detail but if something were to change i will bring that up april 20th much like the mno review we do ask for a tentative approval of the capital budget so we can get a head start on some of those long lead items that take several months to procure and then lastly to start our state or legal dates in which we have a to propose and adopt our 23 budget so with that i'll take any questions i think we're good thank you so much for the detailed report we always appreciate your wisdom and sharing with us all the things finances all right we're going to move on to 8.1 i move that the governing board ratified the updated 2020 1 2022 certified performance pay plan second this was presented to us already is there any other questions or comments all those in favor aye aye motion carries 5-0 moving on to 8.2 i move that the governing board approved the award of pre-construction services for requests for qualification the rfq number 22 22-03-23 for the higley high school project to chase building team second any comments or questions president kayla remembers the board i just want to make a brief comment this this agenda item is uh authorizing seventy thousand dollars for chase building to come in and establish where utility lines are um where they need to do drops network drugs etc so they can propose us a gmp that is final this is a different process in which we're building this than the field house that was built at williams field and also in addition this is under the board's threshold but we just want to be transparent in this process as we proceed through this construction project yes the behind the scenes rfqs are very in-depth so that we may not see here but it's been going on and we appreciate that was there a second okay thank you any other questions comments all those in favor aye aye motion carries five zero future agenda items again we have a lot coming up in the spring besides just our finances our strategic plan and life behind life beyond high school portrait of a graduate our wellness initiative and our virtual academy updates coming in the summer is there anything else the board would like to see in the upcoming months president koehler dr foley is it possible to get an update with um the safety plan um especially with some instances that we've had recently just how things are going is it working are there i don't know if that's to be an executive session or not or what we can say president kaler board member anderson those are some of those annual things that we'll probably bring back to you so we can do is establish it into our annual calendar that we will have those updates for you um a lot of work has been done um in social emotional as well as safety and so we will be bringing that information to you but we'll add it as part of our annual component too so that we'll get that to you as soon as possible okay i didn't mean to sound premature i was just knowing there's a lot that happened and i just curious how it's going how we're coming we will be happy to provide you that update some of those again those annual ones may have to be an executive session during for summary but some can be whole group so we'll determine what we can do in like a work study session and what we would do in executive session also meet our annual calendar i know board member wilson talked about the 1.6 million dollar cuts that the schools could face and i know that if 16.1 sorry i just what did i say oh sorry it's 1 billion sorry um i just encourage people to pay attention and to encourage their legislators to vote properly for that so that the schools i know we aren't facing furloughs as we talked about during last week's meeting but other schools districts could face a devastating pillows yes don't get me started i think i stated my opinions last time on that um also dr foley i know that there was [Music] we we talked about it briefly and it was in our status about some damages happening to our southern schools and i think it's really important that our parents of those areas are made aware that this is you know this is costing the district money and i don't know if this is something that goes out in a newsletter or if it's something that is a separate um you know just notification that you know we need to be we all need to take the village i know that in cortina alone there's parents that are always posting do you know where your kids are because i just took a picture of them um and you know then you go into the hole well that's shaming the child and you shouldn't be putting their picture out and so there's a lot of things that go with it but our schools are very important to us and we we do so much for our safety and our security and our cameras and following up but just maybe if there's some kind of communication that could go out to our communities just stating that this this is a problem and it needs to stop if at all possible and it's costing us a lot of money yeah president keller one of the things earlier in the year we had talked about particularly when social media had specific tick tock challenges that were being prevalent we were seeing an increase and it seems as though while there hasn't been a specific tick tock challenge the social media presence of um devious or social recorded acts are are still prevalent um an awareness of that and report and asking people reminding them of our safe hotline to report information for us to investigate so that we can do so i know that individual school sites have also been sending this out in messages from the principal but we can also continue to look at a global communication and just reminders one of the things we also notice how important it is to as we approach toward um our seniors in graduation and senior prank season all those things and reminders those are sort of timely topics to continue to keep on our our communication with our families thank you very much president kim yes along those same lines when we have areas that have some vandalism crime some issues maybe could we reach out to the hoas if they have newsletters that they put if they have newsletters that they put out to their community maybe just a small information hey watch out you know the school was you know vandalized or or something like that just just as i know our community puts it out if there's a particular area you know like this park we're seeing a lot of activity and you know maybe we can reach out and partner with them for them to drop a little note in their hoa communication cortina hoa has put out a lot of information because they were breaking um kids were destroying our lights in our gazebos in the park so there was um a lot that went on in the last couple of weeks on that topic i don't know about soseman so much but i know like cortina did um put some stuff out there and our hoas are in the same boat as we are and they're very upset so yeah so maybe sharing some of this information to make other community members aware as well okay with that said i move that we adjourn all those in favor motion carries 5-0 have a good evening you

that was only possible because of the teaching i received from mr taylor finally i wanted to talk a bit about how my interest in this career came to be i fell in love with the idea of being a journalist after producing two segments for the rundown both were feature stories on combs alumni velvet wall and austin villegas it was through this program that i finally found the thing that made me happy and and what i do now may look different to what i was doing on the rundown in the sense that i switched to still image photojournalism rather than broadcast video this program taught me all the skills i need to continue my education at the walter cronkite school of journalism i'm eternally grateful to both mr taylor and the combs cte program as a whole for everything they have done for me and giving the chance to find what i love thank you mr the coolest thing is if you've ever been to a phoenix suns game and you see the photographers down on the floor alex is one of those guys it's really really cool anyway the last thing is that our students are fortunate to have a staff that cares about them we adopted this realizing that if it's important to our students then it has to be important to us as teachers and so sometimes we have a lot on our plate as educators but if those little things like student organizations and competitions and community service and all those things are important to our to our students or for our students then we as educators realize they're important to us and we need to support our students in those things so again thank you again for for the time tonight [Applause] that's a that's the superintendent's report so we're on the next agenda so we're on uh school and staff recognition ms paschall with uh simonton elementary good evening madam president dr wyman and board members and our fabulous large audience tonight thanks for being here tonight you didn't know you're going to get to hear about catherine sue simmington elementary and some of the great things that we're doing with technology um i do have our fabulous teacher maybe claire who's going to join me up here along with some of our students from fourth and fifth grade so jace you want to come up piper madison alexis um we're going to share some um of what they've been doing the last second quarter our students in grades one through six have been working on coding and tonight we're going to share a video that highlights some of the things that they've been working on as well as they would like to personally share some of their personal projects involving coding so we will start with our video clip and then we will turn it over to our stallions to share technology vision is that we come to technology to learn computer skills that will help us be successful in school and prepare us for future careers we work hard and play hard work is to treat other people kindly part of the safety is to walk in the crossing keep all four legs on the ground and no food or drinks in the sponsor ability is to stay an appropriate website responsibility is to keep focus and stay on task voting is basically telling the computer what to do coding is a fun and entertaining program and make it do stuff and make it move around directions and make it speaker and what you tell the computer to do when you like to tell the characters to talk to move to and to say something coding is a type of blog that you can put together to make really cool games and you can make a big project coding is to make your ideas real my name is bennett and i made a story about two friends going on an adventure and finding a witch i'm new here okay i'll leave them here's the technology room what do we do here we put educational games on the computers here's the hallway it's a little bit in our class i used coding to create a game where a butterfly has to block the clouds and if you touch the clouds i i do coded games on code.org when i made my background i was excited to help others i like sharing my stories with my class and seeing everybody else's videos i use critical thing to make my sprite jump and scratch and it's really hard because i make it land in the perfect spot where it jumps use math and technology to figure out how long my sprites need to wait for my story on my jumping game um i i needed help moving my spot across the screen so i watched a couple of videos and was trying to trying all the boxes until i got it right then i finally got it right it was hard but then i kept on trying and then it got easier [Music] okay so jace is going to share about his story with coding we use this program called scratch to create our stories use these coding blocks to tell the computer when to move talk or wait my favorite part is when they chase each other around the world the hardest part was when making making the snake change directions i use wait blocks talk blocks switch backdrop to say blocks this is my story a snake please don't eat me boss gonna be so happy [Music] yes yes yes no don't get me ha ha okay i give up [Applause] all right we would like to have our friends from fifth grade come over and share i think they're gonna use the mic actually okay piper and madison and lexus are gonna share more in fifth grade we did something fun things like creating our own jumping game on scratch we did lessons on code.org and jumping game and coding with roblox this is our evo bot ruby when we start using ruby we have to calibrate her so that she is ready to adjust to the color and lighting in the room this will help her to recognize the code we put on our map to do this we hold down the button until it turns white and put her on a black circle the robot is now calibrating on our map we use several different patterns to tell ruby what to do for example this code is fast this coat is slow the robot will also change colors with the patterns of the code this code is tornado it will spin fast it will spin and then start spinning even faster this code is back walk it will turn back into it singing and come back give us a minute now this code is nitro boost this code is zigzag we have nitro boost again and then next we have spin now ruby is going to the oz car wash for ruby's final code she has a back walk and now we are at the finish line that's ruby's world thanks for going on an adventure with us [Applause] do you guys have any questions for us [Music] [Applause] as you could tell these kids loved coding and i was shocked at what they can do at such a young age they were so creative in their stories and their perseverance coding is hard and it's tricky and it takes a lot of problem solving skills and they stuck through and did amazing jobs on our board we have a saying that says you have more power in your fingertips than generations before and it is so true i'm excited to see what these kids will do with this basic foundation of coding that they're learning well let's give a little treat to our fabulous students who helped us tonight too thank you i don't think they were shy either i think they did a really nice job and then miss claire if you say we're going to celebrate you also so um we just i want to say thank you maylie has been and continues to be part of the combs community um in many ways and this year we've been blessed that she is a technology teacher at symington and harman and she has jumped in with both feet and worked very hard to make it very engaging and fun and something that the kids enjoy and build on and like we said building a strong foundation for future things like i hear about with cte so very excited to have maylie with us this year and um just appreciate the creativity and the kindness that she brings to our students [Applause] and then we would like to celebrate a couple more people that are here tonight um this lady is so flexible um probably wishes her phone was not on in the morning because i'm texting and saying so how do you feel about this today and miss jamie is who we would like to celebrate miss jamie um is second year with us is actually a certified teacher and works as a paraprofessional for us but has been a teacher many days this year as a substitute so she probably really does want to turn off the phone every morning and not get that but she is just so kind so giving so warm like i said flexible but always with a smile whatever's going on helping staff members helping students so we really appreciate miss jamie and everything she brings to simonton [Applause] well i'm worried about my favorite thing bags i got them and i'm supposed to be giving you the blue apples so i have a blue apple for each of you so i'm going to give you yours i'm gonna put it back in here and then i would like to have maybe come up and i will give you yours in your bag are just some of your favorite things to enjoy i forgot about these nice apples okay one more we would love to celebrate is our lovely miss emily so miss emily is our go-to person in the very front the very first person that you're gonna see when you walk into simonton [Applause] always with a smile on she is the queen of attendance and registration she is amazing she um can multitask like no one else and i've never seen her um i guess frazzled she's so calm i just figure out how to frazzle you i don't even know what it would be so um just calm giving caring always wanting to know what she can do to help our staff our families always looking at what is best for students when we're when we're doing anything across the campus so i really really appreciate having emily a very front person again that everybody sees and works with so polite and giving thank you [Applause] um i love love love symmington and feel very blessed to be there if i could fill this audience right now with our entire staff and bring each one up so we could celebrate them tonight that's what i would do they give and give and give we actually have several people in the audience that are from symington tonight too and everybody is so giving to each other and they make it a special place so very blessed to work alongside each of you and thank you for letting us share tonight and celebrate and for our fabulous students for bringing some of technology alive for everybody to see what we do when we go to technology class thank you thank you [Applause] so we have a student of the month madam president pictures yeah you guys can get up and take pictures of them and do what you need to do whatever you want good congratulations [Music] was outside all right okay i just great yes i did my job thanks okay okay we're gonna go ahead and um proceed do we have any citizens comments no we do not okay so it brings us to the consent agenda does anybody have any questions comments concern on the consent agenda chad lisa you have any questions on the consent agenda uh no madam president no not at this time okay so then i'll take a motion to approve the consent agenda i move that the governing board approved the consent agenda as presented all in favor aye aye aye okay motion carries five to zero so we're going to go to our one huge action item and it's discussion and consideration of approval of fee schedules for the 22-23 year madam president members of the board and the tens of people who are watching this at home tonight they're very excited we're very excited yes and i just flew in from charlotte so my arms are tired [Laughter] you have three fee sheets in front of you tonight one of them is the normal fees that we bring to you at the high school what i'd like to say is that over the last several years we've really tried to go through and adjust the fees that we're charging our students and to really focus on the needs of what we have so you have the high school course fee schedule you should also have a second fee schedule that focuses on technology and then community education will be bringing a fee schedule to you tonight that will include some increases in their fees so i can answer questions on the first couple and then i'll let ms carly answer the questions on uh anything related to community yet um just i noticed in the information we had we talked about the thief for the computers and how a parent can opt in around so i understand all of that yes is there anything uh different any fees that have changed from previous years to what we'll be approving tonight no the only fees that changed is as we added a new course for ag4 we added the fees that go along with that other than that all of the fees remain the same for the course fees and then dr wyman can speak to the uh the the computer fees now the computer fees and and with community ed we increase the fees um about ten percent just to they're still below the neighboring costs but but it helps to run the program so those did go up but the rest is as mr cox said he did not okay looks good thank you for your time any questions any other questions no no no questions perfect okay do we need to so i've moved did you say that we needed to do something with community ed too or no no okay we increase the fees and if there's if there's questions ms carley's here to answer but otherwise not but i will remind you on the recommended action please read the motion exactly as it is because there's understated statute um uh authorization for principles and it has to be read in this manner got that bob dr wyman oh yep sorry i just i noticed that part that said that uh giving uh giving some authority to the the principles to make that decision is that is that has that not been the case previously or is that just part of no it's it's always been the case and this is the same motion that you read every year i just point it out because sometimes we'll make a motion that's not that just kind of summarizes what the talk is this is just one that we specifically have to read as it's written because the state statute requires it so but it's the same one we've used for years perfect thank you all right i'll take a motion okay i moved to approve the 2022-23 fee schedules and authorize the principles to waive the assessment of all or part of the fee assessed if it creates an economic hardship second all in favor aye aye motion carries five to zero now we get our informational yes the first item we have on if you remember back in september we went ahead and proved applied economics to do a demographic and enrollment analysis for the district and so we've asked mr rambert come here and give us a report on what they found so we'll turn the time over to him and there's a presentation that will be part of the his discussion good evening uh president hargis members of the board dr wyman um and distinguished guests very distinguished very very very distinguished looking group over there but anyways uh we're uh we're we're here tonight to share with you the results of of the of the update of the study really we certainly have uh been here before um so we'll just get right to it tell you what we figured what we found out this time study scope just for people may have not seen it is it's been pretty much the same but obviously we're looking at enrollment trends and punishing enrollment data every way that we can looking at grade level distributions geographic distributions right down to the neighborhood level and then um in this day and age we're also tracking enrollment at all of our alternative providers basically charter schools uh in the area even though we don't have a direct way to correlate how many of them are your students we can infer and so we do a lot of we you know we do a lot of that um demographic characteristics of the existing population unlike you know when in the period between 2000 and 2010 and between 2010 and 2020 there was enough of a population that you now actually have an aging of some of the people who moved in during the last boom so we're all we are looking at household type and characteristics and the age age hold ages of the householders don graves with our office is our residential development guy expert and he and he tracks um active projects as well as things are coming down the pike in terms of you know final development plans and platts and and all those kinds of things and then further out talking to the developers you know about their idea of their timing for their projects which we don't take verbatim but we do definitely open that door and then finally we do two models a macroeconomic top down how does your district fit into the southeast valley how does it fit into arizona and you know the bigger economic picture and then a bottom-up model sub-district model where we use these geographic areas so we're actually modeling the households and the population and the school age population and the enrollment in all of these red boxes and here they just happen to be colored according to the current attendance areas but these the idea with the grids we call them is that they don't change over time like the attendance areas might change you might move this there to that school and these don't so that we can actually get you know over a good period of time a handle on how enrollment is trending not only at the district level but really down about the quarter section or so level which you know breaks up gives us enough detail to understand what's going on so first of all we'll start back at the top with you know kind of the big kind of the big picture and i've got enough notes on this page i'm going to have to turn the page for a change but you know enrollment grew by about 4 000 students between 2010 and and 2011 and as i noted there has only increased by about a hundred since then and the interesting thing about these two periods is if i break it down into the 2000 through 2010 period there was about 9 000 new housing units built in the district during that period of time and that generated about 6 500 school-aged persons that means all persons 5 to 17 living in the district whether they went to one of your schools or any school that's just population impact with 6 500.

i think that's actually the important thing yeah that's a good that's the opening day so i think i think it depends on what the event where the venue is but i think once that is solidified my understanding is that will help determine if um and so they i was not given the impression that 2425 was not a possibility um but i think they need to decide on where first and then go from there have they given us any estimate when solidity might come yes great question so today's wednesday i was kind of left with the impression move this will be a little bit more crystal by the end of the week and so i'm hoping in the next couple of days we're going to hear again like that path i think it'll be a little clearer thank you thank you that's all i have i'm sorry you're welcome to stay over there i did the best i could he can't tell me what he doesn't know and so um the next report i just want to speak to is i'll start from the top now superintendent goals update family school and community partnerships i did share this update in our community relations committee last night but i want to ask dr selig to provide an update regarding our district website survey many families may have seen this survey and i just want to provide an update for the board and then also for our community the intention behind it so the district just embarked on a beginning of a fairly long process of reviewing our website and the first one was to put a survey out to the community to get some feedback about what people want to see and more importantly how they're going to use the site to make sure it's optimized whether it's prior to mobile the languages that we want the information to be available in if there's certain things that should be available to download versus repositories so that survey went out to parents in our letter uh two days ago and we've already gotten about 160 people to respond to it across all three different languages spanish portuguese and english that survey is going to be open until the 16th of february at which time i'll close and the reference we have doing this it's an agency at a program called looney they're going to run the analytics on it and incorporate that feedback into the proposal so from february through may we're basically going to see a whole lot of mock-ups wire framings and you know sort of test test pages and to get a sense of what it's going to look like and how it's going to feel i can tell you it's going to feel a lot more like the danbury city website and a lot less like the current school website which if you've been on that homepage lately you know it's a very busy page and there's a lot of different things competing for your attention so we're going to have a very clean very modern design and it's really going to be optimized around the way people really want to use it so you don't have to go clicking five six seven levels down to find a little bit of information so yeah the uh surge will be open for about seven eight days and uh thank you mike so the the next area i want to focus on is voice for change and next time i need to do a better job coordinating with students because greg had also provided an update but let me just share when i put my glasses on because i wrote some notes for myself so voice for change number one is a first of its kind student civic engagement invitation offered by our commissioner of education uh charlene russell tucker um in this invitation is over 1.5 million dollars of federal relief monies available for districts across the state of connecticut as part of the invitation students are invited to write a proposal on how to change schools um and and modernize schools in the way in the post post pandemic and we have a number of students here at denver high school have who have written a proposal students who the winners at a school will receive twenty thousand dollars on behalf of danbury high school dan barry i think we have eight or nine students who have submitted a proposal i'm making the board aware because i would like to invite principal donovan and some of the students who may submitted a proposal and share some of their recommendations uh for change at our next meeting so just wanted to provide that update for you voice for change is a a great initiative for the state of connecticut and it's been a wonderful it's been wonderful to see our students right here in danbury high school engage in a civic civic opportunity so i just want to provide that update for you the next one is the legislative agenda mr ryan bingham who is our lobbyist he has agreed to join us at our next board meeting on the 23rd and at that time he'll speak to some of the conversations with some of our local legislators and obviously the city of danbury and kind of give us a forecast on number one reviewing with you some of our focus areas for this year i have pushed really hard again for the state to escalate our payment schedule given which has been well documented in our presentations our enrollment growth over the last one two three five years and as we continued as enrollment and danbury continues to grow we will continue to see a decline across the state of connecticut it was made very clear to me by the legislators that um you know it was made clear kevin if danbury is um escalated on his schedule that means someone has to receive one last year of funding and i then made it clear then we could make a very good case that given our enrollment in a declining enrollment across the state of connecticut i think someone could lose a payment uh while we are awarded um an escalated payment um so i don't know how well that's going to go over with some school district that might miss it but i think it's our our job to advocate for danbury and then certainly the facts are there that enrollment continues to grow while they decline across the rest of the state so he will be here for the next meeting and kind of walk through maybe i don't know if he can really forecast how reasonable it is how reasonable the ask is in terms of we won't be awarded any additional monies um but he felt confidently like if it was gonna happen this would be the year given the surplus at the state with some of the release funds across the districts in the state of connecticut so i'm looking forward to having ryan at our next meeting and it's always a great opportunity to ask some clarifying questions as well and then last but not least this was not on agenda but we did have um just want to acknowledge the governor's announcement on monday afternoon um and i know we had a question from one of my parents earlier and frankly it may be many families in the danbury community we actually prepared the letter that went out on monday on friday and it is true that our masking poly as of right now is still the same until at the very lea until the board makes a decision otherwise but you are right and i can understand how there may have been some um mis-messaging given the timing but we are i will be working with the board to schedule a policy committee committee meeting as soon as possible certainly prior to the 28th and hopefully in time before the 23rd of february with the policy committee i think will be important for us to review um and and work with and speak with our local health department get feedback from the local health department and and hopefully also invite have an opportunity to invite someone from the mental health community get get some feedback from both agencies across stanbury um and inform the best decision for us you know and i it's my understanding that a lot of districts are you know some of our bigger urban districts have already made a decision some other districts are made other decisions to mask or not mask and certainly i understand right here in our community we're going to be divided over this topic um we're going to do what's in the best interest of danbury and so i'm hoping with our policy committee meeting we can have an opportunity to discuss those things um and certainly invite in the various viewpoints and then ultimately we have to make the decisions in the best interest of our danbury community and so i'm looking forward to scheduling and my office will be working on some dates with the policy committee and we can get started with some discussions and i'm hoping we can have a some a clearer clearer understanding of next steps uh no later than unexplored um and i know we had a question this even from public speaks but from my office we'll be pushing something out to the families regarding the next steps in the process because i understand that question um not only the parent from this evening but we may have many parents who are asking questions about next steps so we'll make sure we push something out from my office to the community and then for me that is it in terms of my the superintendent's update um if there are any questions i'm happy to answer are there any questions for the superintendent from board members we'll move on to chairperson's report so on my report actually i did want to check a date or policy meeting i have the 16th that may work i'm trying to find my policy list rachel to the extent that we were talking about it before i can make it work okay okay so that is theresa michelle kate joe and bridget so i'm i'm looking at uh wednesday the 16th at 6 30.

mr hopkins ms robertson all right administrative employment business manager laura smith laura smith has applied for the position of part-time business manager for the ohio unified school district she served as the district business manager from april through july 1st of 2015. it was the superintendent's recommendation that the board approved the employment was met effective april 1st 2022 that's part time on her school's visitation uh about 50 000. and what's the definition part time uh half time half time so basically half time it depends on the day of the year uh right now for example um leanne was down here two days so she could say well i worked two thirds of the of the audit uh when value was here she'd be here every day just depends on the person's load typically they have several small districts they work for and so we're looking at halftime basically and as i recall from concession monday she's one that does not have multiple districts she had antelope and as i've said a couple of individuals at least i think it's harder to find business managers i think and his principles are super intense because we're all teachers and there's more teachers than our business people and so after i talked to her until i was going to throw the gin and she said three more job offers so it's we need people like this is there is that 50 000 for half time so if she worked all the time it would be over a hundred thousand that's pretty good so i'm sorry so this employee is a part part-time employee so we just don't have the job load for a full-time employee correct the way the budget works uh 20 of my time is on the business as well and so i kind of picked up some slack and that's been we've been doing that since two thousand and thousand three four independent contractor she's independent so we don't provide any benefits okay we have to pay uh income taxes so she basically required to work 20 hours a week did that and 90 of what she does online which one of the things she and i talked about she said i'll be down to oh at least once in the shelter she plans on being here a very important meeting uh i'll assume this board meeting here we have something so much explained before um be here for the space station for example uh one of the things i'm nervous about the whole list right now but one of the nurses about what i mentioned on this potential budget guy that budget has been adopted about just before the transition so right now would be mrs burns you should have to do it next next month and so and that's one of the reasons and i'm glad someone pointed out that i had i had an incongruity on the start dates i wanted both board members or programs i'm sorry both business managers on board the same month because i want ms smith to do the 22-23 budget because that's what she's going to live with she's going to make work and the animus burns will be exiting and so you'll see a change in her letter she comments that i asked her to change her resignation from stephen perry to end of april and that's why and she agreed and so understand i certainly never have a problem with i don't know you gotta shut a lot of it i don't see what she has to do well we can do stuff on nowadays sometimes she'll do a lot of stuff online with a remote desktop she'd be on the same screen we're on or the penis or so you're on i think part of it she just thinks it shows that she's respectful of the district and she wants to support the people that are working around them and that makes them feel like support as well how much did we pay deanna okay leanne well okay we paid leanne about originally i offered i uh she said i only want forty thousand dollars i said no we got a big job leanne came in when we had i mean you recall we had an audit that didn't look pretty and uh i said no you're going to do some work to clean things up so i said i want you to take at least 45.

the enrollment impact was 4 000. so we've all we you know some of the kids obviously even back then were going to providers outside the district whether they were charters or other districts um certainly that was still going on um but there was a pretty you know at least um a relationship between the number of houses that were being added and and our enrollment and what's happened since then is there's been six thousand more housing units added there's been about only about 3 000 no school-aged persons net created because we have the population in in age and in the early part of the 2010s when housing uh vacancy rates were high a lot of those were reoccupied by older people who were they were investment properties a lot from canada a lot from elsewhere so we picked up this sort of older age group out of those houses that were built during the boom so we've only got about a 0.5 you know even just of school-age population coming out of there so um charter schools gain 4 500 during this period now obviously those couldn't have been all from this district we knew they weren't because the school-age population didn't increase that much but the fact of the matter is that they essentially consumed every single bit of that 3 000 increase in school-age population since 2010.

i'm hoping that works so save that date please yeah are we doing that remote are we doing that in person um does that work for everybody um other dates uh this friday february 11th at noon at the new 7-eleven on federal road miss kisha smith had invited board members to celebrate with the great plain elementary school community um in celebrating being nominated for a donation from them um so just if you'd like to come this friday it's in the middle of the day of course at noon but i'll be there and if you'd like to join me i'd love to have you where is this is that the 7-eleven the old bennigans well they're having an open house they're having um it's it's some kind of they were nominated do you want to talk to that right i i believe on teresa and everyone uh it's a combined ribbon-cutting um activity plus an opportunity to kind of celebrate one of our schools in the district and great plain as being honored um after round cutting i think i think of free slurpee or free coffee it's lunchtime going backwards a little bit uh the ap interviews were completed today thanks to teresa i was on them and theresa and i have been like marathon interview panel panelists but it's a again i enjoy that process and it's a we had a great great panel with other staff administrators um so that is done also last week theresa and i along with dr mead and several several other staff we attended the ribbon cutting of the saint joseph parenting center on stone street by the sacred heart school that was a nice a nice event and will be a good resource for our families um and lastly for me i just want to welcome our new member bridget guertin thank you thank you for your interest and and stepping up to fill a role and thanks to all the board members and uh cara p for all her help and and setting up the uh the interviews for us so very excited to have you thank you and so that's it from me are there any other board communications and comments okay um i just wanted to give a little shout out to west side middle school academy they had their science fair last week on tuesday and wednesday and i had the honor of being one of the judges on wednesday for the 8th graders we saw some really excellent projects a lot of them were centered around the environment which i think is really forward thinking on our students part but i just want to congratulate them on a really successful event mr john newhausel is the coordinator for that and he always does a fantastic job so i just wanted to to give him some recognition for that it's a lot of work for him to poor date i also want to ask do i understand correctly we're not allowing public comment via email anymore okay i guess i would just encourage reconsidering that decision just because i know that there are people in our community for whom it's a real hardship to get to these meetings either they don't have child care there's a job conflict or other meetings that are going on so i just want to put that out there thank you thank you any other board comments updates questions here i don't have a comment i sort of want to ask a question and and i apologize i didn't attend the last meeting and i'm going to keep talking about this until something is done granville avenue as far as a sign stating that this is a school i took my grandson to school the other day a parent was getting out of the car and you know how small children they sort of run away from their parents and the people are flying up that street one two and three and i think you know they don't realize that that is a school and we need to do something uh before something really happens to a parent of course in the street and the teachers inside the outside might not be seeing what's going on but it's very dangerous mr there i could um we have made a request to the city um and underneath i am under the impression that a sign will be installed um i have continued to follow up with them and will continue to do so as it it's not as you know promptly as i think we all wish to but there has also been a safety advocate uh placed at that school which was not the case the first year we were there um and part of that is to ensure safety um as students are coming and leaving the property but i will continue to reach out to make sure that that is on the top of their list the other schools have crossing guards now there wasn't a pass there was an issue with safety advocates going on the road because of the contractual issues or whatever training uh yeah i suggest we put a call into the daily police department who is i guess still coordinating the school crossing guard program and they can station there we'll do anything else from board members any comments updates questions i'm going to kind of look to you joe i would like to amend the agenda to include an executive session regarding uh personnel so can i entertain emotion may i just refine it just a little bit yes um the exception that we're looking to go into executive session is because of the disclosure of a matter that would require discussion in public session regarding law enforcement or dcf records that are otherwise protected from disclosure okay and we can amend my understanding of robert's rules and kim will correct me if i'm wrong we me and not just robert's souls is also foia we may amend our agenda with a two-thirds vote because this is a regular meeting so i'll make the motion to go into executive session in accordance with what you would mention rachel and in accordance with the particular provisions of foia that were just mentioned by mrs thompson so there's a motion on the floor to enter into executive sessions for that purpose seconded by kate any discussion uh would you do this theresa yes rachel toleski aye michelle colella hi kate canetta hi gladys cooper yes lauren bailey i joe da silva bridgette guertin aye albert rousseau aye melissa britton aye unanimous motion you

superintendent please good afternoon chiara kidani vice oh i'm sorry i thought i needed my camera okay sorry let me try again good afternoon chair kidani vice chairman kara kim and members of the testimony on sb2827 thank you terry next to testify colleen momohara interim director terry i mean colleen please aloha chair kadani and committee members eoel stands on its written testimony mahalo for the opportunity to provide comments we defer to the early learning board on this bill thank you thank you colleen next to testify robert peters chair testifying for the early learning board robert good afternoon sharokina on behalf of the early learning board we've offered comments on this bill because the board has not yet had a chance since the bill was made public to take a position on the bill we will tomorrow at our monthly meeting we are particularly interested in looking at this bill in terms of what its implications are for growing the board at this particular time i'm happy to answer any questions that members may have with regard to the early learning board after when the time is appropriate thank you thank you robert that concludes the oral testimony for this bill there are a total of five testimonies received moving on next item is senate bill 2038 relating to early learning requires that each neighbor island county is represented on the early learning board without term limits subject to removal and replacement by the mayor of their respective counties to testify please colleen momohara interim director hello again committee members the all stands on its written testimony we appreciate the opportunity to provide comments and we refer to the remaining board on this bill thank you thank you colleen next to testify robert peters and good afternoon chair kadani and members of the committee the early learning board is not ready to take a position on this particular bill as it has not had the opportunity to discuss its implications for the board and the increase in size and additional membership we'll be happy to answer any questions if that would be helpful thank you thank you members that concludes the oral testimony we received 13 testimonies on this bill we're going to move on to oh oh yes members questions i do have questions for um bob peters please um your testimony is that uh early learning board has not had a chance to discuss these bills has the early learning board ever discussed the makeup or composition of the early learning board we we have had discussions about the composition and in fact it's one of our priorities this year to really begin to dig into that to look at the nature of the board what its needs are at this stage of its development and the representation on the board um and right now you have 17 members is quite quite a lot for any governing board actually so adding four or five more members um i'm not sure if that's something that you think uh early learning board needs but um i think that will be um a a good part of the focus of the conversation as we look at these two bills um it has less to deal with the worthy and yes of the representation in this case and probably more to do about the size and what's a reasonable size to be an effective board thank you robert so um are you saying that uh the board is planning to take up these questions at a future meeting or are you saying that this is just not feasible now i'm i i can't share the sense of the board um since we haven't had this conversation in any depth and and obviously not with these particular bills in front of us tomorrow's meeting which is the monthly meeting of the board these two bills are on the agenda for conversation as are the other major bills that affect the early learning board in the executive office on early learning so after that meeting i should have a better sense of the board and its intentions okay thank you for that information robert appreciate it you're welcome members further questions moving on to senate bill 3280 relating to the issuance of special purpose revenue bonds to assist st joseph school in planning designing constructing reconstructing renovating acquiring equipping and improving their educational facilities to testify matthew f dink head of school joseph st joseph high school yes hello thank you very much for your time uh i'm just here to support any questions about the bill as we've written statements thank you next to testify randy pereira please good afternoon chucky donny senator thank you guys very much long time no see long time no see god to see all of our well thank you guys very much i'm testifying today as a board member and proud alum of saint joseph's height of saints schools part of me and a member of the cardinal legacy foundation we provide a written testimony and certainly would welcome any questions from the committee and appreciate your support moving this forward thank you randy members any questions uh for matthew can you give us a little bit information on what this special purpose revenue bonds is is it going to be used for yeah so st joseph's going through a little bit of a resurgence now and so as uh things are picking up in our community a new uh gym or a multi-purpose building would help us support our community so as we're the police stations right next to us the fire department's building a new fire station next to us so as things are building up in our area we think we can better support the community if we have a new multi-purpose building our current building that we use is almost 60 years old so i don't see a number associated with what you're requesting is there a figure attached to this at this point senator we're we're still working with our architect but i will tell the committee we're looking at approximately four million dollars just that's the rough estimate based on what we're looking at it at this dream stage and certainly would work with bnf if in fact we're so fortunate to get the legislature to appropriate uh okay that helps us thank you so much uh randy for that information members further questions if not moving on to senate bill 2 6 1 2 relating to environmental sustainability establishes a reusable utensil pilot project in doe schools on molokai requires the department of education to report to the legislature on the feasibility of statewide implementation appropriates funds to testify superintendent hayashi please oh hello kidani members of the committee randy tanaka office of facilities and operations for kidani and the department we stand by our testimony i can tell you in fact that i have seen the program uh it's it's very inspiring to see that we start with our young young younger groups to have them understand what sustainability means in its application the one request we have is the removal of the requirement to adopt administrative rules thank you very much for the opportunity i am available for questions below thank you randy that's the only oral testimony we have of the total 17 testimonies received all in support members any questions if not moving on is that the final one yes okay um i don't think we need to recess no but we got to get donovan honor of everyone oh there he is okay um i don't think we need to resist so let's just so for senate bill 2827 members the recommendation of this chair is to defer this bill and also to defer the next bill senate bill 2038 as our early learning board has not had the chance to meet on this and they are having a meeting tomorrow so um we will defer to a later date members questions okay on senate bill 3280 this is for the issuance of special purpose revenue bonds to assist st joseph school members the recommendation of this chair is to pass as is senate bill 30 to 80 members questions if not chair votes aye sure votes i pass unamended or sb 3280 to pass unamended myself votes eyes senator de la cruz and senator kim and favel of senator favela on sb three two eight zero vice chair senator favela with i said de la cruz i i vote i uh senator kim is excused here you have four eyes one excuse me senate bill 2612 relating to environmental sustainability uh this is for the pilot project at uh d.o.e schools on molokai the recommendation of the chair is to pass senate bill 2612 with amendments to remove the requirement for the doe to adopt rules to effectuate this pilot program members questions not senate bill two six one two pass with amendments chair votes eye senator two six one two noting the excuse kim as excuse four members president are there any opposition any reservations seeing non-cherry or four eyes or recommendations adopted thank you members can we go back to senate bill 2827 and senate bill 2038 relating to the early learning board the recommendation of the chair was to defer but i just wanted to clarify that we are going to defer indefinitely senate bill two eight two seven and 2038 members questions all right this concludes the meeting on education you

well there's been some things because i'm not going to do that i'm not going to do that i'm going to do that so we have to bring in other business people so we're probably paying another 15 000 outside of her with individuals certain tasks that had to be done for the auditor general's office so the cost right now is probably around 60 thousand plus venus orcilla and then claims and myself so this lady is going to do all those things for example we're paying a lady and i'm she's really sharp and i don't know her i met her we've always talked on the phone she's doing all of our title grants and stuff she's a business manager a little bit larger district and but ms smith and i talked about you i don't want to write the educational part of it like for title 1 for example educational partners we have no problem doing that and she'll run how we spend the money and so on so with the keep account not keeping account of that so it worked out we did that she was here before and then she was the one the person and she was with a friend at that time we brought her on board when bryce spencer passed away and jermaine to the situation but i don't know she told you our fixed asset person was here who does all of our inventory like every single little piece of whatever um she just got to drop off her for a business management position so she's going to try to still be our fixed staff person and our capital assets person and be the business manager because she doesn't want to leave the time drive but that's a huge job like she comes on fall break in spring break and crawl through every space you could find with her little and that's another person that would be a business manager if it was a full-time position together [Music] yes or no yes all right thank you very much you have to speak up because we're a lot okay next person position employment for spring sports of individuals beloved expressed an interesting coaching for the 2022 spring sports season jose ariane is the head basketball baseball coach lonnie alvarez is co-head softball coach kayla leon as co-head softball coach and angelina valenzuela as assistant volunteer mrs robertson aye mr pearson this is an eye mr guthrie aye mr hopkins aye ms duncan aye ms passover is the approval of the 20 23 23 school calendar the 3273 ajo schools educational calendar has been proposed this calendar released the minimum instructional days 180 including all state and federal holidays and then you had mentioned here that the teachers did approve the date change that you stopped by monday for the april holiday is that okay teachers i think today today and we've had eighth grade promotion on 23rd of may and high school graduation 24th of may 2023 the teachers agreed to move eighth grade promotion to wednesday night 24th at 12 high school graduations the 25th and then that frees up one day so take uh april 7th which happens to be good friday office just a day off because that's the only month that's not a three-day weekend yesterday i printed it but i i think what i did so that takes this day off this becomes for that april holiday and these two days move over and add an extra day here so with all of them you get 18 so your eighth grade promotion will actually just have to change what you think the last day for teachers through the 26th after that the question of 26th are going to stay the same they would the teachers last day would be the 26th that's true the whole that so i would like to make a motion to approve the adjusted calendar adding the extra holiday in 15 minutes all right mr robertson hi just a chance for a conversation oh yeah sure and i just want to bring this up and i've had to explain to you like nine times why we do it this way but and and that's probably the way it should be i've always wanted and then super kid doctor explained to me several times so i had danny morales but to me the teachers work day should be on fridays because there's so many ball games in all the sports on fridays and the kids leave to go out of town on fridays so they have wednesday afternoons off and then they're on fridays and i've always wondered why we don't have fridays for the teachers but what i've been told and dr mcgill explained this again is that when you do that and kids will come to school on fridays their parents take the whole day friday and make it three day weekend all the time and so they have trouble with the attendance but just the same thing same thing happens sometimes the teachers not the teachers are present tonight did but say that well i got lucky um but uh sometimes it's three day weekend is a real nice opportunity to go to rock and quiet or go to the mountains and so uh wednesday's nice so my concern would be like during baseball season your girls and your boys all have a ball game on friday out of town and so you have what 30 kids that are that are leaving to go to a ball game and um so that i i can't believe teachers are doing a whole lot in the classroom that day with that kid wrong i could be wrong and uh but um so that's just the only concern i have especially the coach where maybe you want to leave a little earlier but you can't leave until you know later because um and on a friday because they're trying to get into the school day and get the kids there longer so just i didn't know i wanted to bring that up sooner or later i just didn't have a place to bring that up at i don't know how you can so that's the same question before on that one also because i always thought the friday then the same thing was on kids or you have staff that just take your friday out so they're doing this to have family vacation so it seems like the wednesday early releases comment but it is correct do you are you aware of schools that have or dr lance there are schools that have friday early release my own district dude before there was a shortage of subs whereas they had 15 schools and um in the state of texas is um is being swept with uh district switching reporting one of the small benefits of his travel for athletics and they also do things um he also have clubs that travel their chess clubs debates things like that first year as a business major but what was done wrong here in my opinion i had nothing to do with that part was at that time the state mandate for instructional time was based on days not hours downtown hours and seventh and eighth grade was like two or three more hours per month per week than other grades so the kids elementary kids got out say 2 30 high school kids got out three thirty seventh eighth grade kids were here until almost five o'clock so they and their teachers were leaving all our whales was gone they looked like they were dragging at the door and i the board at that time didn't extend that because the community didn't support it they thought that it's something you might bring back to the community again sometimes we're comparing custodial care plus they just saw it as a day where school school employees didn't have to work it worked for me but that's not what we exist for i was living in the valley and an apartment here i could go home and do all the yard work on saturday friday and see my wife and kids all weekend but uh it wasn't that i think it was the best thing for kids at that time away with structure i think we could structure it better now the law didn't allow this world well i'm sure that us and including other districts are really going to be looking at us now with uh offline classes online classes people not coming to school anymore now i'm sure lance is probably you know going left he probably thought ahead of this and you know it may be something that they would consider but i would hate to test the teachers anymore especially like a four day work week being here from six seven more until five six in the evening that's just no way it doesn't it doesn't have as many minutes into the days i was really surprised [Music] it wasn't that much longer many more days around the big benefit that that i see is a teacher recruitment you know younger teachers then they know that they can go to the city um for a three-day weekend then it's easier easier to get them out here to share a house and that sort of thing at least or electricity that was what a lot of people they're saving bus miles well here it wasn't a factor because we don't make the minimum on bus money so we're getting paid we're getting paid we can't way lord and what we're doing transportation is now if we if we took our bus to heal eventually black half we've got kids then we get paid with externality this is a valuable discussion but you can't change zero connection approval of out-of-state student field trip for the stem cell stem club is asking permission to travel out of state for a may 2022 field trip to disneyland california students will use tax credit donations from the stem and aerospace club for this trip mr chizzy will give us a report on the monday study session [Music] it is recommended by the superintendent that the board approved the proposal for the third student out of state so i know again monday and that part of the program documentary my only reservation would be is that the people that donated to this probably didn't donate for a trip to disneyland they donated for the program about coming in after the trip to get a report on what they did and then having a couple of the [Music] but yeah that concern was was brought up because it could easily look like oh we're just letting them go it doesn't matter but i know when i taught that physics class the amusement park in north carolina had a science day and just all science classes could go so we took the physics cross there and sadly they didn't have any real programs set up they had it set up one day but me and the teacher i was with made sure that they were educational about using it too i had no doubt that mr chidi will also uh we've got a good senior class membership there and we'd like to have that continue next year can we add something into the motion that says um approved under the condition that there's a lesson or i don't know what it would be called educational plan and um um because he has so many chaperones he's actually going to go back to the van for a couple hours and sleep before they take him and he has another teacher going he said if he's too tired that that teacher will be able to switch out for him as well so i would like to include that condition as well that there are enough chaperones oh the chaperone there's one set of parents going in their own vehicle but the chaperones on the bus are certified teachers they we also discussed that perhaps he could put something in the proper news that would explain um using tax credit money but if you get it in the paper ahead of time so may i repeat what i think you just said there's a combination um it proved that what i'm hearing is the board would approve this based on having an educational experience at disneyland students having a second driver and number three having a board report on return the meeting he's going to be doing a lot of drone work after spring break and i would love to see the favorite pictures of kids involved in that because there's a better future in that i think that the appropriate time to talk about that educational experience additional driver and the board report from the students that they could give to the board after the trip and public notification of said trip and how what they'll be experiencing state statute requires that the local government board approved a strobe and sequence for different students every five years it was the superintendent's recommendation that we approve the attached 2022 gender scope um questions uh so i understand i'm just looking at what the what we're doing for the gifted students what's in the plan and one thing that's listed is ap ib classes we have no ap courses i'm sorry that was one of the things you have to think about okay so okay one time we've had uh uh a.d classes um advanced placement classes just when brian mckenzie was the principal and he had a master's degree in history classical soc courses is that something that if it's a teacher's qualifier i believe they require a master's degree in the content not just and many teachers have a master's degree in education and i believe it's almost like teaching a community college you have to have a master's in the content i know a lot of places those classes you can actually get college credit reports okay so and then also i you said on monday that we weren't doing pull-outs but we do have pull-ups listed for as well pull ups are listed i would not recommend number two i think um the older as i mentioned one day the older the children get the less more social problems cola system creates for them it's not every kid with a lot of kids and so uh i think there's nothing understanding with their age appears for everything and we depend on teacher differentiation construction okay so we're not we're not doing that correct so those two pull outs is that correct then the last one is um self-contained classes for addicted students um we're not doing that either okay so that's listed under pages two and three through six okay okay so those those two is there some board members that weren't present uh as a young principal that was an old principal in my previous district we pulled out of kids we did one day a week one day for every two weeks and with k3 kids was okay but starting with middle grades and definitely by junior high we saw some social issues the association went several ways and helped the child have the motion second mr goodwin yeah so i would like to make a motion that it um being approved with those three types of pull outs the ap id and does that contain i oh yeah okay all right mr guthrie all right miss duncan was the approval of the certified working conditions of the teaching committee uh miss donald connolly mr baja mr beltran have worked with the superintendent to review the previous certified working conditions update the proposed working editions agreement to start february 20 22 to june 2015.

future education and career development please enjoy the next two short videos [Music] [Applause] [Music] uh so [Music] hi i'm jamie springer and i'm a student at shadow ridge high school i'm in my third year of the business marketing program here in this class during your first couple years you're going to learn things like the basics of business your the four ps price product placement promotion during you're going to work your way up to the third and fourth years that we offer at this program and you're going to learn things like project charters and business management students who want to participate in this program will learn life skills that you can learn absolutely anywhere that you go we learn everything from working into business to owning a business and everything in between my personal favorite part of this class is working in the fan shop let's go take a look at it so in the fan shop we sell everything from shirts to stickers to chapstick in this pro in this part of our program you have your first year students who are going to be working with selling cash handling customer service things like that your second year you're going to be a supervisor so you get a little bit more power your third and fourth years though you're going to be in the management roles these management rolls allow you to handle finances scheduling and all sorts of other things that make you the big gun other things that you can do with the fan shop is going into the snack bar the snack bar is where you're going to be spending most of your work experience and you're going to be able to work before school during lunch and after school with lots and lots of customer service with all the kids on campus another part of our program that is my absolute favorite is our partnering organization deca in deca we get to compete and learn about leadership and all things like that and network with kids all around the country if you would like to know more about the business and marketing program here at shadow ridge you can contact your counselors or visit our website we hope to see you on our program [Music] all right so a couple great videos thank you to mr mcginley uh who went out and shot those and for promotional so the next slide that denise is going to take us to it's going to show there we go it's going to show what makes ct different ct different is held into by four quadrants classroom instruction laboratory instruction work based learning and personal leadership development or ctsos i have a long list of things that i'm going to say about that but i'm not going to so we're going to move on but those are the four quadrants that each of our cte programs have at all four high schools so quick little data of an enrollment over a period of time you can see we were up really high and then covet hit and now we're rebounding again um out of the i think approximately 78 7 900 high school students we have at least we have around 4 500 students that are taking the cte class students who took two or more cte class graduation rates state approved industry credentials we're really excited about this piece the governor came out with initiative about three years ago put five million dollars into a budget and said there's five areas um high need areas you get industry credentials that are recognized by ade we're going to give you a thousand dollars per kitten um obviously we're excited about a thousand dollars per kid that's spread out across the state of arizona we didn't get a thousand dollars per kid but we did really good so we use those funds to help continue to fund the credentials that our students get i'm very happy to say that whenever we offer offer industry credentials our students pay no fees it's picked up 100 by district cte or grants every year one of the things that's different about cte also is that starting in october we have to call back on kids that graduated the previous may it's required by aed so we make placement calls so starting in october we start calling all of our graduates uh teachers the staff at the district office and we start finding out what those students are doing so 80 requires us to make placement calls teachers staff we'll call students who graduate in may we're trying to find out if they're working in the field that they took their ct class are they going to college are they in the military or are they on a mission ade then uses this information to grade our ct programs um those are some things that our students said in emails that we receive back from a survey that we send out to them to find out what they're doing ct program is the best thing that happened to me it is really the start of my future career so i'm not going to go through these you can read them i have some guests back here that are going to tell you that in person and i'm really excited about that next is parents so here are some comments that parents said in the survey that we gave my child ct helped her go directly into a job she loves working in a lab obviously that's our phlebotomy program at willow canyon it's a fantastic program and gives the kids a great start to careers in cte so with that we have two former students who have went through our cte programs a parent and one of our business partners so we wanted you to kind of see the whole realm of why we're excited about cte so joe dominguez former valley vista fire science student europe good evening yeah i'm uh joe doming i graduated from valley vista in 2019 where i took fire science for four years and in march of 2021 last year i was hired by phoenix fire department where i work in deployment and communications so we handle incoming 9-1-1 calls as well as radio traffic uh for i believe about 30 different organizations now so a good most of the valley um with fire science i learned a lot of essential skills that are great for not only my job but i think any career path that anyone decides to go into ones that come to mind are critical thinking team building and adaptability with emergencies you can just never know what to expect so uh gotta be on your toes gotta adapt with anything that comes at you um with that we also learned a lot of um excuse me just uh job skills with resume building interview skills and as well as physical fitness and mental wealth was something we focused on in class a lot with physical training every friday as well as stress management was super helpful with tests grades super stressful but also with my job because we get someone else's emergency every two minutes it's going to take a toll so learning those skills very early on helped out a ton thank you thank you thank you next up next up julia stingler hello and good evening my name is julia stengler i'm a fourteenth former graduate of willow canyon high school i graduated in 2018 i was a four-year deca student member and in the marketing and business classes i remember being a freshman in the marketing class and trying to figure out just high school and everything in general but i remember sitting there and sorry i'm like i get i'm nervous um i don't speak a lot to um people like this i'm nervous i'm not gonna lie um so yeah i remember sitting there being a freshman in my marketing class and the teacher talking about deca and just how marketing works and business and how it um is just so relevant in our world and then i remember her talking about travel and she that's where she had me i was like okay we get to travel this is cool um so being involved in deca and marketing is where i really develop my passion for business um and that like in that time is when i knew that i was going to be a business owner one day um and i could not be thankful enough for all that deca and cte has taught me so um while in deca i got to learn all about business and marketing i got to learn what it truly means to be an entrepreneur but most importantly the real life application of what i was learning through my time in deca i learned the importance of networking because it's not not always about what you what you know but who you know i got to travel to anaheim california to austin texas seattle washington atlanta georgia and new york city new york and being traveling all those places that's you don't meet a lot of high schoolers that get to say they got to do that while they were in high school through a program sorry i was given the opportunity to attend conferences meet many people create new business ideas witness incredible speakers become a better leader and the list goes on these are ex all of those experiences during my travels and at our conferences are experiences that last a lifetime and i still talk about all of my trips today after graduation and taking what i learned from deca i have continued to implement these practices into my everyday life i'm a better in a more personal setting i'm a better communicator being able to know how to talk to people like my bosses or strangers it comes a lot more natural to me just having those personal conversations because i learned that in decade of marketing um also after graduation i have applied for and received many jobs because of what i learned in deca and business many of those jobs my peers did not get but because of what i knew from deca with business etiquette and how to stand out from others i was able to receive those jobs in my college years i changed my i'm going to be graduating from asu this spring uh in their interdisciplinary study program i'm studying interior design and business and i'll graduate with a certificate in marketing um but in my college years i have changed my major and bounced around a lot i'm just trying to figure out what i wanted to do i started at physical therapy and i ended up in interior design so i was kind of all over the place um but at the root of that i always knew that i was going to own a business no matter what it was i'm going to be my own boss one day and i'm going to have a business and i know i'm very confident that it's going to be successful because of the skills that i learned back from when i was a freshman um currently working for an interior design firm and i'm currently at one of the top interior design firms and i was able to get um that internship through deca and everything that i know and i'm super grateful for deca i recommend it to everyone and i am still involved in willow canyon's deca program and helping mentor those students to be successful as well so that is it thank you sorry i'm a nervous talker in this kind of situation but thank you guys so much thank you julia next we have our parents sue olinsky um she has four daughters that went through willow canyon sportsmed also not the greatest public speaker but thanks for paving the way um nice to see you mr dean um i am a parent i have quadruplets that started at willow canyon and they were young they were 13 they didn't really know what they wanted to do well one did she wanted to be a nurse the other three kind of didn't really know what they wanted they were only 13 years old they were athletes they saw the sports med program at willow and they thought it would be an interesting thing to do so they all did it together four or two of them three of them went through all four years one stopped she's an artist she should have gone to sunset hills but she didn't but she's a visual communications major um i have a nursing major and i have two that because of cte are graduating i'm gonna might cry they're graduating and they're going to grad school to become physical therapists and it's because of cte and mr miller who's not here but we have to give a shout out to him because he's amazing he still mentors my kids calls them checks on them you know it was an amazing experience and they wouldn't have done it without the sportsmen program and they were in deca and they really enjoyed that to no business majors but they do want to own their own practice so there comes the deca but we wouldn't have we wouldn't be where we are and i wouldn't be the proud i mean i would be the proud mom no matter what but i wouldn't be the proud mom with two kids who have scholarships to grad school and we're very proud so thank you dysart and thank you cd thank you sue and next is we're going to have erin come up and aaron is a business partner with us as we created our new nursing services program at willow canyon arm works for sun health and she has been instrumental in getting that program and talk about connections and so i'll let erin talk about that thank you jim and thank you so much for the opportunity to be here with you tonight i am so proud to be here and i'm really grateful that we're at a school district so i don't feel so bad about this little crazy kid running around but one of the things that i wanted to talk about with this group is um the investment that this has taken we have been talking to jim and dana for over four years to get this cna cte program started it started the communication about this program started before i was even with sun health so it has been an incredible investment that both dana and jim have done to help bring this program and i have to say it couldn't come at a more critical time you know clearly i work in the healthcare setting during a pandemic so the critical urgency to have cnas ready for to enter the workforce immediately upon graduation is of the utmost importance for not only my organization but the entire healthcare infrastructure and one of the things that i am most proud of in this program is we actually have been able to employ one of the students that is also currently attending clinicals at one of our facilities she i met her at the cte fair in october october october she was hired in november she has already been accepted into three different nursing schools and i've heard from her teacher that she talks about her experience at sun health all the time in class and we are hoping that from this very strategic move that she will be able to apply for multiple sun health scholarships because of our sun health foundation we have about 6.6 million dollars in nursing scholarships and medical and healthcare availability to provide to our local workforce and so i'm crossing my fingers that the second that the scholarship cycle opens i will be handing her an application so that she can help pay for her nursing school whichever one she chooses so we are extremely grateful to be here we're extremely grateful for the partnership and we're grateful for jim who listens to the workforce needs and says how can we help make that happen we also as sun health have our own internal training program that is called a certified caregiver training program which is specific to assistive living and jim when we brought this up to him he said how can we use cte to bridge these multiple certifications so my nursing student example may be going into our certified caregiver training program once she graduates in may in june going into our certified caregiver training program and hopefully we'll have two opportunities for employment by the end of june so just a true testimony to the investment the collaboration of our businesses and our education partners i also am part of the westmore education workforce development committee and so i'm in communication with multiple school districts in the west valley dysart aguafria peoria west mec and we are have all been talking about this critical nature for all of us to be working together collaboratively collaboratively to ensure that those workforce needs are met and i think with all the different things that we're able to do we will have no problem making this happen because of all the incredible support we have from school boards like yourself people like jim that are that are dedicated to making it happen no matter what and saying what our students need we will make it happen and then having workforce business partners like myself in my organization that will say give us your kids well we'll give them paying jobs we'll help provide them internships we'll provide them clinical experiences because we want them to stay right here in our community so that they can support our local community and the growth that is happening in the west valley so thank you very much for your time thanks aaron and again a special thanks to all of you for coming and spending the evening with us i could get up here and talk about cte and how great it is and we're celebrating cte but this is really what it's about it's what we're preparing our kids for with that i do need to say thank you to tracy carroll holly dana scott invited our fire science teacher tracy thank you all for being here and the support that they give the teachers everything that we do um in cte and we when we end our pds in cte everything is about what's best for kids and that's where we're we're driven and that's where we're focused so dr kellis thank you thank you for your support cabinet jim thank you teachers counselors staff business partners and community ct students and families westmech thank you all and let's celebrate cte month later i think with all the the students and staff that work with you to make this program a success you always have been and i love hearing from the students and their success stories as well as parent as well um all of you just really um just enhance this whole presentation but you always like hearing like okay we know our program's great and but um you guys are the product of that and and seeing how much good you're putting out into the world with all your just vast different um paths that you've each taken it's just um it's amazing it's it's a wonderful program and i just thank you so much for all you do for our students as well so thank you very much and thank you for the treats yes enjoy this way yeah thank you swag thank you thank you all right next we move to action and discussion items h1 recommendation to approve staffing modifications for exceptional student services dr kalis thank you madam president members of the board of members of cabinet dr polling will introduce this item thank you madam president members of the board i'm going to ask um dr croto to introduce and also have dr montano come up please thank you dr polling madam president members of the board superintendent callus cabinet guest tonight we're bringing to you a recommendation to approve staffing modification for exceptional student services tonight we're looking to change our teacher out of district student position to an out of district student liaison position so we have dr montano here to kind of explain the need for the change and what it entails so dr montano thank you madam president superintendent kellis members of the board and cabinet thank you essentially we as you know have a diverse group of students and learners and some of our students require services and environments that we are unable to provide within the dysart unified school district and so we partner with some private placements for our most unique and needs and learners um we have always we haven't always we have a current person who helps keats manage those students so that they are dysart students and we want to be very closely involved with everything that's happening with them currently that person um the the title the the role requires a special education teacher certification um but the job is bigger than just that aspect and so we're really looking to just shift from having a special education teacher to a school psychologist preferably both because these students we are still responsible for their ieps their evaluations and kind of the all of their schooling even though they're in a private placement so essentially we have triannual evaluations that occur for these students and so are currently our school sykes on the sites their home school school psych is responsible for going out and doing it so it's kind of placing a burden on the stu and the sites because it's a lot more to have to go to the students at each of the out placements where the students are to go and do this so if we have one person doing that they will be able to have more consistency for the sites and one line of communication for parents as well as the schools and we also have an obligation of responsibility to provide the same services to students who are in residential treatment centers so these are often students who are placed outside to resident treatment facilities not by the school district but by outside mental health providers or insurance through private insurance et cetera so all of the students who go there regardless of whether they have special education needs are required to have an evaluation done by a school psychologist so we're responsible for that so this person would be able to do both of those roles instead of just being the representative for dysart for the iep meeting so we're looking for a cost effective way instead of adding a whole school psychologist to our staffing which is closer to the 80 000 mark and doesn't really take the um [Music] they could either do outplacement that was one option but this would take the burden off of this site school psychologist at a lower rate because we're just shifting from a special education teacher to a school psychologist um salary and calendar because these students also were responsible for doing it throughout the summer any questions how many students do we have like level d right now so this school year we have 129 in private placements but we also have 36 active in the rtc's and voucher students because i know several years back um like kind of like what you were saying the school like the lead psychologist but it didn't have to be the lead sometimes just because i remember i attended went as a psychologist and the special ed lead to placements um and we just kind of did it i mean it's not like you had a lot of level d students on your campus that you'd be following anyway um so tell me more about why you feel like this is needed yeah so it's one of the big things we're trying to do is look through different lenses and so when we look at through the student the parent lens and the school lenses sorry the outside placement lenses it's actually much better customer service so the parent has kind of got multiple points of contacts it gets a little confusing when your students are out placing the school so the school teacher the private placement which is separate from dysart then you have the case manager which is the special education um that out of district liaison right now who's a special ed teacher then you also have a school psych from their home site and depending on what the circumstances you kind of don't know who to go to so this will help to be kind of just that one-stop shop that person that is really getting to know the student all and and make those connections but also in the evaluative process that school psych lens helps us to be able to bring our students back so when we have that constant connection and we are knowing that student at that deeper level we're able to maintain those conversations and talk about and be able to attend the ips and speak to the evaluations about how the readiness is there or not but hopefully there to be able to reintegrate but the numbers are also increasing in the number of evaluations we're doing on sites so as i look across the three-year trend we're already ahead of where we were last year and then the same um for rtcs we're already where we were at the end of last year so the volume is going up just in general um within our district but also the rtc placements and i'm wondering i mean since our goal is always to uh have our students in the least restrictive environment so hopefully get it going not having a student in level d forever you know trying to transition them back wouldn't it be ideal if they were followed by their home school team rather than some you know out of district liaison liaison person this would maybe make it seem more personal and part of their home school so they feel like maybe they still have that connection to their home school so we do that as we're getting closer to showing readiness and we have the the teams come regardless so those are the iep meetings but but currently they they are not able to attend all of the iep meetings to homeschool so we do have um the school sites at the high school um level we try and do that as much as possible but it's more likely when we're getting closer to that reintegration um but that out of district liaison currently right now is that kind of um they pass the baton so they are able to make seamless transitions and reintegration plans so we do involve the home schools but they're not throughout the entire time that would add to the case load even higher which would i would worry that they would not be able to serve their students on their campus let alone the students who aren't showing readiness yet so they are involved and they continue to be including opportunities for extracurriculars if they earn it et cetera so they do have a connection with the homeschool but really having that singular person who is very well versed on each of the students is is very helpful in my opinion okay um and this might be a question um for dr kallas i'm not sure as far as was there any consideration to as opposed to creating another seventy six thousand dollar position um offering maybe a stipend to the psychologist okay okay so it's not an additional seventy six thousand it's about cost difference of less than ten thousand dollars to do this but as far as if you were to if we were to post that position that position that that that position has a price tag of seventy six thousand nine hundred and eighty dollars correct but we would take away the special education teacher position so was there any thought into offering a stipend who would get it psychologist okay for doing the extra if you're because if things have changed and that psychologist can no longer go to whenever they have a level d student follow on their own then would was their thought into offering that psychologist compensation for that extra time they wouldn't be able to do it outside of the school day would be my first reason why we didn't look at that so we considered it and kind of shelved it because you have to be able to go and do the testing for the student during the academic day so they drive to the school they do the academic testing it takes several hours and they do that across several days so it would be taking away from their site school it's not a job that could be done outside of the school day for that aspect um it wasn't a bad idea just we couldn't find the logistics for for making that work okay thank you does anybody else have any other questions i just had one question question um with it had to do with the job description as far as the education certification yep are you looking for somebody that has both the special education certificate and the school cycle ideally and we have almost 10 in our district that already meet those criteria so it's quite common for teachers to slide over to become school psychologists later in their career so they often get a degree in special education teaching they go through it they get some experience and then they want to continue their education and they go and they get their eds or their master's or doctorate in school psychology so we have several within district and there are plenty outside the district as well the special education teacher is preferred i think it gives a really good lens as well because it's really important to be able to speak to the standards in the development of the iep goals and also the environment in the classroom and so that is a really big and valuable part of it but i i don't think we'll have a shortage of people who have those two qualifications because of that natural slide from one to the other cool that was my only question thank you i do have a couple of questions um so is this a liaison because what it looks like um you're eliminating a teacher so is this liaison going to be responsible for instruction no so it currently is a liaison but the qualification is special a teacher it will stay a liaison but the qualification is now we're looking to have it be a school psychologist they do not give direct instruction or instruction they participate in iep meetings they are responsible for the prior written notice which is a big piece of kind of the summary of what happened in the meeting they're responsible for helping when a school site iep team has determined that a school that a student needs placement they actually negotiate and do all of the conversations with the placement the parents to get them over to see the location and do the intake they help set up transportation et cetera and then all of the problem solving along the way while they're there so they do liaise between this home school as well as the parents and the private placement and then when you were talking about i guess students placed i don't know are they placed in a home are they placed in when you were kind of did i get the wrong idea about that the residential treatment center maybe yes okay yeah um so oftentimes we have um we have students in in our that live in our boundaries who might have um most often it's more significant mental health needs and agencies it could be mercy care it could be um southwest behavioral health when a student is to the point where they need around the care safe environment and some very intensive treatments they will place a student in the residential treatment centers and because the student lives in our boundaries we are still responsible for their special education needs if they are student with special education needs and there is also a process by which any student who's placed in an rtc if they're not already identified we have to rule out that they don't have special education needs so we have to perform an evaluation on every student a psycho-educational evaluation i guess and then can you i don't know i'm not familiar with the psychology realm can you kind of elaborate on why this couldn't be done outside of the workday as a stipend position so the students wouldn't be available so that we we assess students and do the evaluations of them during the academic day in the school setting uh you don't do it in a home setting um and that would be why okay but we have done it before during the school day we've had our psychologist go to these we currently do that right now right yes and this um is this current position this uh teacher for out of district students is that a currently filled position it is would this be an immediate change or a change for next year it would be a change for next year so i i know we talked about a little bit of um the long term care facilities for somebody that's maybe having a mental health issue um what if it's not something like that what if it was i don't know maybe like an injury or something and a long-term care facility for a surgery a major surgery something along those lines i i know that just from personal experience you know when i i had a son having some long-term care stuff at phoenix children's hospital where we utilized um the in-house you know teachers that were there um is this something that would work in some in a case like that um it would work with the hospitals it could be yes so those are often sh well it depends so it could be long term i have this i know the situation well yeah um so they the difference there is that the hospi they have um special education teachers there etc so it would be a person who could liaise there as well that with those hospitalizations we typically work more with the home school as well though because oftentimes the work is actually coming from the home school so oftentimes like phoenix children's and we work with other hospitals they're not providing uh the the grade level content it's the home school um so that's why typically when we have a hospitalization we prefer to work with the school site because then they have the connection with their gen ed teachers who are providing the work but again this is that a person who is kind of doing that with most everything else we haven't had too many of those currently but when it does happen you kind of have to go case by case but often the school sites are easier but this position would not be somebody that would go out to these long-term hospitals or care facilities and give instruction no so all of the rtcs the resident residential treatment centers and all of the private placements have their own teachers they do their own content provide all of the services however we are fully responsible for that students education so we might not be delivering it but we certainly are invested in ensuring that the right things are happening for the students and that we're making sure that we're communicating with the schools they're communicating with us and that the parents are involved and that we're communicating with them okay so it looks like we're asking them to have experience it says you know must have classroom experience with students identified with disabilities must be familiar with special education law so i guess we want school psychologists who have also been teachers correct preferably but it's not a requirement because we do have school psychologists who have all the classroom experience without being a sorry the school-based experience without it being classroom-based experience and what about the position right now does the position right now they do not hold a site they do not is that right correct and the reason sorry i'm just putting my thoughts together the reason we need them to have a psychologist certification is to complete the evaluation so we're responsible for the iep and the evaluations currently the liaison is able to help with the ieps but not the evaluations and about how many students do we have 129 that are in private placement and then there's an additional 36 that are active in rtc's right now and how often do they need to be evaluated at least every three years and then every single time a student is placed in an rtc if they're not already identified as a student with a disability we have to roll it out so basically we have 129 students with an additional 38 36 right now and that's kind of transient so as kids come and go it fluctuates but last year we had 41 in the year before and we're already at 36 in february so we've got 129 students but you really only have to evaluate them every three years unless they get placed in this residential correct or a parent request or we suspect a disability in an area that hasn't been identified so it's at least every three years but it could be more often so if you divide that number that 130 by three the average so right now the sites the psychs at their sites have done about the average if you were to take all of them this year i've already completed 32 each and so that's an additional set above that and how long does an evaluation take so it depends if it's a complete full psycho-educational evaluation you have to go the pace to the student so it could take two to three days it could take five six seven days just for the assessment portion so doing the evaluations with the assessments with the students and then you also have to do the write up and it takes two meetings typically so you do a review of existing data where you talk about all the information you already have any gaps in any information we might need to get and then if you need more we go we test and then we write it up then we come back and we have a meeting and then we write that part up too and are these all the students or these just the out of district students this is true for any student with a disability so all students who are served with for special education services require a triannual evaluation and an annual iep okay so i'm a little confused why it says out of district but we're only talking about students we're only responsible for students in our district and so i struggle with that name as well it the out of district has to do with the private placement so either the the school itself is out of the district so it's either the private placement or the residential treatment center so i struggle with that title as well i guess i'm just not understanding how if they're out of the district if they're placed out in the district we're still responsible for because they reside in their their home where the where the parents bed like head hits their bed is kind of that whole thing right that we're the home districts so despite the fact that their needs aren't being met in one of our school buildings we are still responsible for those students and so that is where um the responsibility lies okay and then about how many people on their own campuses are psychologists responsible for evaluating can you repeat the question on average let me try and say it a little bit more on average how many students do psychologists service on their own campuses so i just gave for right now as of right now and as of january i should say um if you were to look at the average it's 32 is what they have completed by january and then whatever's left for the second semester so we could be close to 60 65 by the time we get done with the school year per per school psychologist and is that including the 129 students that right now would include those students okay so basically we're looking at 129 students who need to be evaluated every three years some of them a little bit more often correct and then an additional 36 so the 129 are only in private placements the additional 36 are the residential treatment so we're looking at around 137 36 and we have 24.

and that's basically exactly why your enrollment is basically unchanged almost for the last 10 or 11 years um the next cut we take added is looking at it by grade cohort court i'm sorry so the average enrollment per grade in each one of these four groups and of course yours is a little bit skewed in the beginning because there was no high school you know so we obviously see that 912 line jump onto the graph but it always looks this way in fast growing areas you know the first part of the decade here in 2000s where it's led by young families young kids and so you see the k2 and 3-5 cohorts become the largest on a per-grade level basis and basically since 2010-2011 not only has the rate of growth in those cohorts slowed in terms of the population the charter schools have come along and so basically those enrollments really haven't changed it's almost exactly flat high school enrollment has continued to go up steadily for us i would say that since 2015 the charters have added 900 high school seats which is brand new before 2015 there were no charter high schools active in this area so they've also been impacted now although the number is still going up and then you can see our little bumps or our dips last year the covet related you know impacts and the good news you have there is that most of your kids came back there were places where people found alternative providers and just didn't come back chandler unified school district lost 1860 kids that year and this year's enrollment was back up so they're still down 1800 from 2019 so at least you have that bounce coming back up you know onto the curve getting back to the sort of the sub-district stuff this one just takes your students this is your k-12 enrollment so your actual students that are coming out of each one of those boxes i was talking about in the beginning out of the grids and they're you know they're color coded by you know the range of students that you're getting out of there just so you can kind of get a handle on you know where the high and lower density enrollment concentrations are and again this is enrollment not school age population so you see some places where you know the school where there's a charter school in the middle of a development you don't really see that many kids coming out of there and that's basically your that's basically your answer since we've been working here for a while we there's two of these in the in the report that cover a longer range but this is just looking at the enrollment change sub district for the last five years where we know you know the net result is zero increase and so we can see some places red which is where enrollment is increasing during that period a little number tells you how many enrollment increased during that period but then a lot of places uh interestingly in the central and even the eastern parts of the district where we saw some pretty significant enrollment declines and some of that is the aging of the population but by and large it's people making making choice over over time demographics i talked about were shifting on us a little bit too but you know the numbers are fantastic i mean from a population of 2 700 and 2 000 to 29 000 in in 2010 um so compound annual growth rate of 26.5 you can see that during that period even the overall growth the under five five to thirteen uh components particularly were above the uh average rate of population growth a lot of young kids coming in and in fact the population you know that i really high school is important but the five the preschoolers and the elementaries are what's driving their enrollment numbers and so those that's that portion of the population i'm most interested in so during that 2000s period when the boom was happening that portion of the population under under 14 rose to be almost a third of the total population of the district so it's a fantastic concentration back down to 25.6 now which actually is still pretty high it's still a family area there's still a lot of kids out there there's many districts where that number um is much much much lower as you can see in the second five years or in the second decade i'm sorry the overall growth rate falls to 4.6 per year compound annually is still a very very strong growth rate but look at the distribution of the growth by population cohort whether the under 5 and 5 to 13 are less than half of the overall growth rate and by far the biggest you know the growing cohorts are 45 and up 45 and 65 and up and it gets driven by the population by household uh by the age of householder and so that's 25 to 34 and 35 to 44 year old groups are essentially the families who have kids or bring kids with them and so you can see that that in that same period in the 2000s how that became almost 60 of all households of 55 of all households were in that childbearing you know age cohort and that's fallen to 54 which is still about 10 percent higher than the next highest district in the southeast valley so it's still an astronomically large number it's just less than it less than it was before one of the things that we've got driving us um everywhere in in in just something to be aware of really is what's happened with birth rates in the state of arizona and and nationally although in arizona it's much more extreme this is kind of a complicated chart but i'm going to be following the red line which is the birth rate for the state of arizona which during the great recession fell by 19 and since there wasn't any population growth during that period or not much the natural number of births per year fell by 17 during that period of time and then we had this recovery period in the economy from about 2010 through about 2014 where that birth rate went flat and every time previously in american history when we've had a dip in the birth rate because of a recession then on the other side of it guess what you have a little bit of an increase so we saw it go flat we thought it might increase and exactly the opposite has happened we've got a sixth straight year of continuing lower birth rates we've got a little population growth that's offsetting the number of births but we're still looking at the you know the pot of students coming forward statewide isn't getting bigger and in fact the arizona state demographer is not projecting a increase in the population under 18 in the state of arizona through 2030.

and i will make the motion to table the vote on this until march a chance to go through this and i came up with some questions that i hope will clarify some of the benefits [Music] just that one and then the one that another one is the professional days um thank you [Applause] i think this one here should say personal day it's not because they the teachers have so many sick days and have so many personal days so two two person days and then they have so many that is um [Music] it should be personal dates because when we change the policy last year there's the two personal days and then so many sickly days for certified teachers so instead of professional days where they're going to a workshop or a thing this should say personal days not professional days so that's where the caveat is is it makes sense i think so i'm on the problem it's page two halfway down or almost to the other oh i say yes you go back professionally here that's where professionally it doesn't count against their belief they have curve those are it's like bereavement kind of they can go if the district asks them to so they won't come against their first moment so i think the day before this is supposed to be personal not professional so yeah that's uh that's a typo okay so i can change that right now okay that's my dad okay so um the let's see on that same page where it says and i have a bunch of questions and um i hope i hope we can get through pretty quickly some of them probably will you know beg over your discussion um i hope i can get these answered without taking too much time so is this because we haven't we put actually this works out because if i continue before the next so on that same page it's um one uh b1d where it says reasonable requests for absence from school texas will be considered did you discuss that same one last year yeah that's what i'm going to ask so uh 13 professional leaks so and my question about that one is uh so does that apply to leave it applies no that applies to just if someone wants to leave but we're also discussing things that might need to go back to the community [Music] if this document doesn't meet policy we shouldn't be ratified so if we see anything that hey you just need to go back and you need to fix this it's not the board responsibility to fix this it's maybe to make life's administrators you can say hey this is the problem with it the staff needs to figure that out to make sure it meets policy because this comes to us and i know we discussed this flashlight you know brought it up also this doesn't follow policy we shouldn't be approving it not waiting for after the fact that that's why we've discussed with dr cooley beginning of the year to ask them start working on it then so they could have it all hashed out figured out so when it comes to us you know he's very good about catching these i don't argue that at all eric i agree with that but we have time scheduled for discussion that's why we have a monday meeting so we cannot and in march we're not actually having a regular study session because we're having the candidate individually superintendent well then we should schedule the monday one so we can discuss there was other scheduling issues we couldn't have one and they're just doing it on that wednesday i don't think we're wasting time just to do this i don't think we're ever wasting time in the meeting i mean yeah sometimes these needs might cool a little and i understand marsha but i think it's best if we just brought up these small items here figured it out that we can stop doing and take it back to the staff they can fix it and they can then march okay we fixed this here it's done then we can approve it don't do it now then it winds up we're doing that another month on time well for her before having it so when did the other one and everything else so the one that we are doing here right now inspirational until june 30th 2023 the teachers one of the things they they wanted to have it brought to closure and not revisited you know they went for an annual basis and then every six months or so yes uh okay so the next one i have is okay did we go back to the evening we'll request we're maybe there'll be some things that you notice but these are mostly questions that i've had quite a bit um so the next one is the three next page [Music] i'm sorry i don't care where we're at uh okay um there's the first one and the next page goes to release the title page the first one so we're on the second page of actually the document itself number three on that page it's still under v-certified personnel lunch period um they can paraphrase it they can launch an arc up in the cafeteria and if they lunch in cafeteria they will assist in supervision of students and intervene to stop inappropriate behavior and then we have something new added that says supervision may be covered using one certified teacher and and an additional paragraph so can you just explain how that works um it's i've seen schools good but i don't think it's safe i think it's important when you have supervision of students um on the playground especially you have certified teachers there instead of having two certified teachers we talked about we a child if there's a serious accident playground a child's parent's suits and districts it's hard for the school personnel to answer questions when you have a class of 25 you have a teacher so you have 200 kids 100 kids on the playground and you have young teacher out there that's hard to explain you can't defend it so i think he's always like that teacher now we have the intent and we try hard to have a 30 minute duty free and after lunch hour that does not always happen because occasionally we have weather situations or we have a shortage of staff but with a bigger school i had the privilege of having enough special energy non-one room teachers i gave them part of their day they had one one period of duty every day during lunch hour they would be on the playground in the cafeteria or something else at least well here we don't have that privilege that freed up this is the homeland features to do before school after school and recess so now we have with our lunch period we have to have a teacher out there so lance and his magic that kind of jumbles up what's going to happen he's out there a lot casey's out there a lot when i have time i'm cruising i try to go to the cafeteria a couple times a week just to see how things are going but enjoy it i like seeing the kids so i can help out but it can't be relied on because it may have other comments so so these super advising uh certified teachers and parents are not on their lunch period in their regular right it's much easier to give the pear pro a lunch period break that is a teacher now it's still a challenge because if they're a one-on-one aide and they're supervising the fourth graders in the cafeteria helping supervise fourth graders it's it's tough to find them a lunch period is not fourth grade so someone has to cover the one-on-one person so this thing it gets very i think it's very convoluted um i think i think all of our paragraphs right now are one-on-one structures we have more one-on-one paraphrase right now in this school this size and i hadn't schooled a thousand kids um with some more serious needs autism has continued to grow um depending on whether child is in the spectrum they may need a long one person to help keep them safe so it's just definitely it's hard to do so the fourth grade goes in the cafeteria the fourth grade goes in the cafeteria with a teacher and a repair pro and so then they all leave the cafeteria at the same time and go to the playground yes typically that's why i understand that you see okay so the cafeteria staff will release it okay fourth graders can go and resist recently started using the playground we bought equipment for two years ago and it's in my opinion it's safer it's bigger space they're not running around between wing three and and the gym has nothing to do with this but the kids seem to be directed yes and the reason for that i was like five or six years ago that teachers no longer on the staff would go into the cafeteria and eat to eat guy free lunch and do that on the federal lunchbox and the team the teacher team that i was working with we took that we took that off probably 10 years ago i was still alive that wasn't how to generate so it says maybe so it's not it's not necessarily going to that correct adults in there probably the cafeteria has the risk of the least certified persons the safer area is confined when robert was the cafeteria manager he could be very friendly he also had a deep voice and uh there was no screwing around and um i have been there every day for a long shot but at times again this year in the last few few weeks i haven't seen i haven't seen these whoever hey any poor behaviors now real real quick um so the kingsley approved school calendar are also going to be reflected here so we're not seeing the correct two separate ones again correct before the end of march march 15th so the next one i have is e i'm sorry it's 5a hospitalizations major medical life insurance and it says if insurance benefits are available to employees independents all the penance will be listed with the health household if insurance benefits are available to employees if they don't work if they don't work 20 hours a week they don't get benefited so only some are so i think they're eligible yes okay and that's right so the next paragraph says if insurance methods are available to employee dependents the coverage will be the same from polite same thing we also had an employee who wanted to not have themselves but have their dependents so we had to say you have to have yourself and your dependents your dependents are an attachment of yourself so it doesn't work the other way you can't have medical insurance for yourself as an interest from your dependents it has to be like everything uh so same section d where it says uh the other side school district will pay a minimum of 2506.

not 30. sorry i did the math wrong 66. yeah we have 24 psychologists in our district or do we have more than that we have more than that we have um the high schools um typically have 1.5 there are a couple campuses who have additional allocation as well i'm looking over to dr carter to save me here it was 36 plus the 129 yes 36 yeah so 166 ish okay yeah one now yeah that's my that's right yeah 166 divided by 32.

so you might get some you will get some out here because you're building houses you're building houses for younger people but overall the population of the state school-age population of the state isn't is it really isn't getting any bigger so that's you know kind of driving everyone's enrollment numbers um as we talked about the the impact of charter schools in the district the we divide them into two groups the one the four that are you know directly inside the boundaries and then there's three more which are within a mile or even less of the boundaries and so they add up to 5 800 there's been a 4 600 student increase uh in those since 2010 i noticed i noted that you know kind of the bump up in the uh in the in the high school component we know these aren't all your kids especially since we're you know including some from outside but i just want to give us an idea of you know what we're up against in terms of the kind of growth uh that that that they have experienced uh so don's going to talk to us about something a little more cheery which is residential development well as rick had mentioned you know there's been about 6 000 housing units permitted in the last 10 years and you see on the chart uh that in the early years there wasn't a lot of growth we're still coming out of the recession and so now a lot happening and then it starts picking up again about 2015.

um it says let's see okay the balance of the medical insurance maybe may be paid from 301 monies if the staff possess this to the board and the board approves it so how does that work the staff we have three buckets of money for 301. i most couldn't i i know that my question is how does the staff present it to the board yeah the staff has to i think i think it's 85 staff has to approve the 301 plan whatever it is actually so our approval of yeah approval let me explain that let me explain that 25.56 that's a that's a weird number that was the cost of premiums for a year in 2002. and we always have it there saying we want to guarantee because the board at that time wanted to guarantee that amount of payment there have been one time since then that we were broke so broke to the point we couldn't do it and um we found some it was during uh president obama's administration and he had um the administration created some funds about the same time we got the school improvement plan and so we started the year with insuring employees full-time employees at 2500 and statistic dollars now insurance answered around six thousand dollars almost and what was sad we found out that some of our full-time employees are only getting 256 dollars by insurance they couldn't afford to pay the rest of us so um pat and i worked and patti found money and some obama money that we had enough federal money we could shoot through eighteen weeks about a call so that only had another nine weeks from three thousand very very unfortunate employee full-time that since now i hope over 25 times um may march first doesn't happen like i explained during my report because that's going to hurt us for big time and obviously you folks will be involved potentially we could have a special meeting between now and march first not just for the events or to talk about that so uh number six reassignment of certified personnel responsibility um section c c um section c at the bottom of it it says in filling vacancy the superintendent will give preference to highly successful employed certified personnel so is that a like a category of it's changed during nclb days the work is highly highly qualified thank you highly qualified and that's changing highly successful and successful is kind of like our local major basically as a person who can handle children well if a person can has good academic results on the map test whatever the case may be then they could be signed if they want to meet now if we have three people going to be assigned to this certain grade level or certain class there's no way they can all be happy so administration has made a good call based on observations and typically that's been done by the principal every principal has done that has come to me we've talked about it to my knowledge that's my recollection um teachers have not been satisfied with the decision at least they haven't come to us if they are so i think that's one of the reasons our our contract doesn't say you are a third grade teacher in the alma elementary school that says you are a teacher in the oliver school now we wouldn't put a teacher who's a primary certified person to teach high school chemistry because if they want certification for it they may not have experience we could put someone who has secondary kids 6 through 12 anywhere in 6th through 12th grade and obviously dr chabots want someone that's going to be able to manage the class and have a positive instructional program but that's why we leave that question okay so question so is is highly successful the same thing is it says highly effective so that is the same thing yes and this was the wording of the team this year so she has two certifications in middle school science and middle school [Music] okay so let's do the six through 12 science she can teach science to sixth or trophies uh amanda has an elementary kids eight so she can also teach sixth grade science seventh grade science eighth grade science but they can't switch so she can teach six through twelve science general science but and she can teach sixth through eighth grade general science but she can teach third grade not reached thirdly so she decided she wanted to be a third grade teacher she wouldn't qualify for her madness job because she's not successfully certified okay okay um okay so it is the same as effective yes um next one i'm going to show you delete b10 okay now we'll move to the next page so it says in the first paragraph it says 60 calendar days after the birth of the child the employee shall be expected to return to work so is this for false to all um certified staff so though so so what about staff that's qualified for um fmla that's all f and only that's where they expect that's where the regulation comes from so any staff that's covered by fmla is going to be expected to return after 60 days and they during that six days it's not paid leave unless they have okay so so this is my question so so this does not apply this whole maternity section are you saying it doesn't apply to the staff that doesn't qualify for fmoa or advise them well we try to do the same thing i would try to do the same thing we don't have to we have to follow fmla but if someone someone does not qualify for fmla would not have that come up uh we would not and i i apologize i can't remember how i know with insurance we don't have to ensure someone has less than 20 hours a week i don't know what kind of fml so basically flma require for for our agency it's a health insurance yeah right if you're off on flma we continue your health insurance right that's that's the main and we guarantee that they are some similar job they they may not necessarily get the exact same job back but uh a similar position so i i understand i'm trying to be clear on what this says so so it says 60 calendar days after the birth of a child may be expected to return shall be expected but fmla if i give birth on one day i can take 12 weeks not 60 days so that's 60 work days which we talked about in 60 days yes 12 weeks so this stuff is the full 84 days if you're waiting 60 work days and wouldn't get into the change with this challenge obviously we should two months i would change that to 12 uh 12 weeks okay um so i just want to be clear on this if us if in order to qualify for fmla you need to have worked in the district for a certain amount of time it's a year or so yeah at least a year let's say i've been here in the district for less than a year i may have a baby i have a whole bunch of sick leave i can't i can't use that to take a time out it's saying if you've been here if you had not qualified for fmla yet if you're a teacher the maximum number of league day you have accrued 12 that you get paid for okay okay so i would have my 12 days of cycling that i that i could use as maternity leave yes okay okay so when it says okay so when it says um okay leave with pay she'll be approved only to accept recruit leave i understand that you have that if you've approved sick leave you can use that and get paid if you're using fmla it says issuance will depend on current sick leave but that is not right right because you can take the time off for fmla yes you should put the appropriate meaning there issuance of pay if she wants to pay not relief thank you uh okay next section 11 association privileges um are we adding issuance of pay for that uh so the next section 11 is the association privileges association she'll have the privilege to use those things school facilities is this a reference to this could be either aea nea or afg okay so but we don't have that we need to have it essentially right and and one one of the things that happened think 2013 or 14.

such an extra like five evaluations possibly per psychologist extra five or five total five an extra fee it's probably an extra five so if you look at that three to five days on average per and then you add that and that's the time they're off the campus to go and do that so that's what we're looking at so sorry um so we considered a school psychologist to help but then we're at a site level but then where do you give that help to help reduce it or we could have added a school psychologist in addition to the current special education teacher who serves as the out of district liaison and instead we look to kind of collapse that into one to be a little bit more time and cost effective and what about our interns are interns able to alleviate if we used our current psychologist to fulfill these needs would our psychologist interns be able to alleviate maybe some paperwork or some other things so the the school psychologist interns have a track and they are not able to be released to be able to doing that part of it until the second semester so like right now they're able to do that and that's exactly what they're doing they're taking on more of caseloads for themselves but they still need to be supervised and aren't able to be doing it without so the meetings the paperwork everything still has to be supervised and attended with the school psychologist madam president 32 is the correct number got it right thank you okay thank you very much yeah any other question i think so okay thank you all right i'll entertain emotion i move the governing board approve the staffing modifications for the exceptional student services as presented second motion made by tracy searching bill seconded by joe grant motion does not carry next we'll move to action discussion 2 recommendation to approve the employee work calendar assignments for the 2022-2023 school year dr kalis madam president members of the board members of cabinet dr croto will introduce this item thank you dr kels madam president members of the board superintendent kellis and guests tonight we bring to you the work assignments for the calendars which we spoke about at last meeting primarily the changes on here are the the community ed changes that we spoke about shifting the calendars you can see them in additions in green we did add the positions onto these calendars we will need to um delete 211 since you did not pass the motion for out of district student liaison so we need to delete that piece um also on calendar on 248 uh we have a clerical error with the auditorium manager the community community education manager and the program manager those need are should not be on 248 they were copied on there accidentally they are on 258 that is not a change they're just in two areas they should not be in two areas so with that i bring to you to approve these calendars in the future they will come with the work calendars and be on the work calendars at the same time it won't be two separate items so with that i'll stand for any questions that you may have on the the assignments for the work calendars for the purpose of a motion um dr croto can you repeat again which one's week so this what we're looking at now is not correct so we wouldn't be able we wouldn't just approve as presented uh because what we're looking at now is incorrect or is this the corrected version madam president what you have is the not correct version there's some when we did a copy and paste we included too many okay so do we need to read it a certain way or just be mine because i think youtube wasn't writing probably make the motion including the recommended changes that dr croto made okay and i can repeat the changes if you need me to do that could you repeat it okay sure uh the changes that we are asking for tonight that need to be changed on the incorrect version is deleting the out of district student liaison that's a new position that was added you did not approve that so that needs to be taken off the 211 calendar and then on page 2 on sorry work calendar 248 the deletion of auditorium manager community education child care program manager and the community education program manager need to be deleted off the 248 calendar because they do appear on the 253 calendar they are correct on there they're just copied in two places accidentally so i have a couple questions um i was just kind of looking at some of the positions um let's see what was it so the behavior analyst what what calendar is that on behavior analyst is on 211 day calendar so there's a couple other positions i'm not quite sure maybe can you explain me why a behavior analyst is on a 211 calendar instead of a 197 when there are no students why are they on when they don't have students i cannot explain that to you i have no idea i mean why the work calendar is assigned i can research and get back to you i do not know why they appear on the 211 and i would assume there are extra duties assigned to them at that time but i do not know exactly specifically why they're needed on 211. i and i it's been a while but i can speak a little bit i do know that they do a lot of um programming type things over the summer and like work with a psychologist and so i know that a lot of their work is more than just student interaction but i can't speak to all the details now but i do know that they do a lot of programming stuff and as far as a tls um is that the same situation why uh maybe the tls the bookstore manager social workers are not on the same calendar as students miss jeff and that's correct they they don't just work with students obviously with the students not being there there are extra responsibilities that they need to do outside of the typical school year well because i was kind of looking at some of our neighboring districts with um a couple of positions one of them was a social worker and a lot of the neighboring districts just have the social workers on campus with the one the teacher work calendars madam president ms chaffin considering the role of the social worker and working with students as we've shared in the past that they typically try to make connections with this resources that are available in the community and sometimes those resources extend beyond the school year and to just have that position go away on the last day of school and not start until the first day of school or on the same schedule as the teachers is really the disservice to the students who the social worker has been working and creating those those supports for well it's kind of like the teachers too because teachers are on a 197 day calendar but they often do extra work before school and in the summer too mad president michelle and that is correct and teachers who do extra work during the summer are paid for that typically their their work calendar is very consistent with as you mentioned with the other districts we have found that with the social workers that the services that the students need it really truly is something that you can't just have them disappear on the student when the school year is over that some of those have to carry over and so that's why well and i understand that if you're curriculum planning or if you're planning for a department yeah you get a stipend but what about just teachers who have to show up a week before they come back be just to set up their classrooms or they have to stay you know extra days just to maybe pack up a room and move you know teachers do a lot of extra stuff outside of their network calendar too and president schaffen we do bring teachers back four days early we have in the past looking at the next calendar i think we're at three days early and we're actually bringing them back a day early after the winter break so that they have that extra time i know i understand that but anybody who's been a teacher knows that those four days before you get back to school are all meetings all meetings you get no time in your classroom you get no time for lesson planning it's like pd and meetings from eight o'clock to four o'clock and then you got to figure out how to set up your room and you know that's my point just um off of what dr kellis just said you were mentioning because i i hear machefen's point about comparing teacher work calendar to social work calendar and i know i know a lot of our neighboring districts do have and i think dicer at one point had their social workers on a teacher calendar so have has things changed because you mentioned them doing things over the summer to prepare do you do you know what they do over the summer do they make home visits or what do they do over the summer madam president as i explained as they work their caseload with students that is working in conjunction with community partnerships with community resources and making sure that the students are receiving the resources or the family that they need so to that point what do they do during the summer that is one of the primary reasons of why their calendar is extended as far as preparing for the upcoming year they again would be looking at the caseload of the students coming in and what their needs are and making sure that they have the appropriate supports necessary for them to be successful another thing i would think to that is i mean normally community resources don't change much and you usually tend to once you find a couple that you use a lot you typically keep with those same resources as needed but as far as a caseload don't they just determine their work week or even throughout their school year based on situational needs and even if there are a couple students who say you know they're going to need like maybe ongoing type check-ins or whatever isn't that assessed like in the moment to where there wouldn't be a lot of there wouldn't be a lot of like case management type stuff madam president you're asking for a generalization on all social workers i'm sure that that's the case from time to time but i think there's also a number of students who just like if you take as was mentioned psychologists high school counselors all have the extended time on their calendar and each of those other job positions for the exact same reason they have students that they can't just make a cut them off right at the last day of school and say i'm not available to help you anymore so the intent when the social workers were approved with this most recent adoption of the position you were perhaps referring to back in the day when we used to have social workers but as we've brought them back it came with the vision that they would be able to provide the supports necessary for them to be successful that they have resources available to them well the other thing is is i remember mrs winterstein talking about social workers right now are overwhelmed and they're being reactive rather than proactive and it just seems like if they can get a head start on getting their whatever their caseloads and all that together they can be more proactive but there shouldn't be case loads i mean they don't see every single student on a campus well case law may not be the right word because it would change i mean you have students that have mental health issues that all of a sudden they learn about and that's where i remember her talking about um that they're all they're right now they're being reactive rather than proactive and at some point they need to be proactive but in in theory if there is a situation where someone needs a resource it should be identifying the need identifying the community resource and then communicating that with family and maybe being that bridge initially but then that's that's a family issue i think it depends on what the the issue is yeah i just i mean i just i know like with our community ed situation it was about being mindful of the budget and um it seems like in like miss schaffen said neighboring districts i mean their social workers are on teacher calendars so um i'm just i just think that's a good question um well we're talking about the social worker calendar um i remember at towards the beginning of this year we we had some technical difficulties as parents doing the um i don't know the family update for dysart in which you couldn't bypass opting in to the social worker option so it forced you to opt into it so with that said i know that there is now an opt-out process um do we have that data by chance of families that opt-in versus opt-out madam president miss densmore i would just caution the board about deviating from the topic of work calendars positions and their work calendar we can certainly collect that information and provide that to the board we just we're talking about caseloads so that's that's why and even that i would be cautious about expanding it too far but um referring to their why they're on that work calendar yes we can talk about that but data about the opt-in opt-out i think is we shouldn't talk about case load either mad president mrs densboro the i apologize if i made that assumption that caseload the question if i understand it for miss pritchard was referring to how much time they need during the school year to do their job and that's referring to the the work council that's that's why i'm i'm asking that question okay i apologize for misunderstanding the case load really is so the the data for the opt-in opt-out we can collect that if you have a question about their handling of the data i'd be happy to answer that question there any other questions about the calendars i moved to approve the employee work calendar assignments for the 22 20 2022 2023 school year um with um dr crotis dr crow dr croto's modifications and moving social workers to the 197 calendar second motion made by crystal chapman seconded by christine pritchard are social workers on the 197 now on the 222 222 for this year ending in 22.

and the last few years has been really pretty steady which is uh interesting it hasn't gone didn't keep shooting up and hasn't dropped it's been pretty steady which because if you've had different projects going at the same time at different rates and that helps balance things out you'll see at the end of the chart there's a drop the blue bar is the family housing and the green bars on top are age restricted you see the uh the family housing dropped quite a bit in this last year and this is something we've seen basically all over valley and what is happening is the housing market right now is so strong builders are actually building out projects faster than new lots can be created to go on so you have subdivisions built out and then they have to wait a while for lots to be finished for the next subdivision and we're seeing this all over the valley the builders are just burning through these a lot so fast that you know they don't have any replacement the permits in the last year have been basically concentrated in the south those ones in the middle on the west side of the district is an ovation that's age restricted but other than that mostly what we have going on is archer meadows over in the southeastern corner of the district about 300 of the 600 permits that were on that last chart about 300 of them were there at archer meadows that project's been building you know very fast and then you know and cantata has been they're still building and then we have some more there in the uh south southwestern corner of the district but mostly it's confined in the south for for the last year but this is about to change the housing potential we have about 23 000 units in potential and this number is going to shift and change especially in that far right bar mostly because some of that is including state land which may not actually go residential we don't know how that's all going to play out but as you look at the bars there's almost nothing in active projects now there's not very much going on right now in active projects and as you look farther you'll see you know you're having a real bump like in the next five years there's a lot of housing about to be added these bars are color coded with blue the light blue is lower density single family the darker blue is a little a little bit higher density single family and as you're looking at this and you can see where it's being split in pretty you know pretty good portions and both of those and this is a good thing it shows you're having a little bit more diversity in the housing market and the reason we look at this is because there's a there's a correlation between the type of houses and the age structure of the households now for our purposes we actually have this split up into about 10 categories instead of three but that's what we're getting at is there's a different age structure and the orange bars at the top is multi-family which has not been a factor in the district before but we are starting to see this the uh there's about 500 here in this next year that's coming on these are single-family rentals they're both under construction right now at least the the groundwork is being laid out on combs road on the north side there's a bungalows project and a hancock project and those you know may well have some kids but they're going to have a different a little bit different structure than in you in your normal single family but the thing on this chart you'll see you know as we get in these middle years you're having a big bump of new housing units being planned the multi-families apartments well yes mulder families apartments although these rental projects they have now technically they're single-family because they're not attached but we treat them as multi-family because that's how they behave people are going to come in and rent those for a year and then you'll move out and somebody else will come in and rent for a year and sometimes they're even referred to as horizontal apartments oh i see okay so yeah it's a little confusing because it's single family but they're treated like apartments and that's how we look at them and those would be the two the two developments on either side of ala right now is what yes those are both single family rentals yes so those are both uh the you know the one store and they're either single family or duplexes sometimes so one of them's not in our district though then right no no they're both in our district because they're there meridian is a cut line right there by the olive mill so everything decided meridian so so they're between ala and the fire station the old fire station then on the other side now as we look ahead when i mentioned about the next year to five years we're going to have a lot of a lot more activity going on and this is what we're looking at this map is color coded where red means an active project it's like if you look out at archer meadows a lot of that is in red because that's an active project although it's going to be active for just the next few months and the dark orange means that it's imminent within the next year or so so we have combs ranch and where farms where we have part of this it's they're grading it now they'll be building houses sometime later this year the lighter orange refers to the stuff they'll be coming on in the next you know two or three years so again later phases at combs ranch and where farms where they're in the planning process and woodside homes up at north creek they're up in the northern part upon the northwestern part of the district and we've got they've also done some of the initial grading and it'll be probably late in the year before they actually start building houses but we've got a lot of stuff coming on in the next couple of years and some of these these projects are fairly good size and they're going to be building over several years and that's going to be filling up a lot of the space in the next few years that that land that's surrounding north creek it's up on the north side of queen creek road that is has a potential of about 1800 houses and they're currently planning that so they don't have a developer yet but it's in the planning stage so that'll be coming on too which will push the growth out for another several years since it won't start for a while it'll go on for quite a few years now thanks john the state land parcel that uh don was talking about this sort of still in question and may you know cut off that last you know several thousand units of supply beyond ten years is the state property uh town of queen creek calls a special area three now the 4100 acres and they are indicating at this point that there will be very little if if any residential so that's actually changed since we did our research on this earlier last fall so there's you know it's a lot of land we'll see you know i mean i think it's good to hold land for industrial development but at the same time 4100 acres of is a lot of land so we'll have to see how that plays out going on down the road just for the board's knowledge of that that land north of germain 1600 of the first 2 000 acres has already been deemed what town of queen creek calls urban employment and therefore no homes whatsoever the remaining portion is still up for debate so that's basically meridian to neff north of germain up to the county are our boundaries which is about pecos is what we're talking about there so that has changed significantly right and even whoops oh shoot i turned it off you can see between kenworthy and schneff where we have some yellow on that map and that's the part that really is is has been the latest change we already knew industrial you know west of west of kenworthy but uh that has been a change and what's not on here because it's not part of it but the other changes is uh the 24 was at one point going to dip down into our into our district right about the line of where down in the yellow that has now been changed and the 24 is going to go straight across on the on the current path that they it has to hook up to the north south freeway so it will not be dropping down into our district at all so we we talked about 2 300 or 20 about 23 000 units in potential some of that may not be in potential but we're looking at a absorption or construction of around 11 400 of those housing units over the next 10 years none of this is dependent on that supply so you know it's sort of neither here nor there at the moment at least in terms of these projections but as don was saying and by the way when it says new units that's actually lagged a year so when it says 2122 that means there was 721 new houses permitted during the year 2020-21 so we lag it a year to get them constructed and get them occupied so that's when we figured they actually hit inventory and actually not all of them get occupied only 628 but anyways this is about um you know about the regular represents an increase of about 10 600 households so occupied housing units and then what i do is we structure based on the type of housing dawns you know tell talking to me about um the that those age cohorts so those house of the householders just like i showed you with the census and then i'm able to translate households into school-age population and so here we're just going to show that historical relationship between households school-age population is all persons living in the district 5-17 whether they go to your school or any school and so there you can see the that kind of like kind of the per household rate on that and then we compare that to your enrollment and then we calculate the net difference and then the last column is just the ratio between the two and the chart on the bottom is just a graphic uh illustration of all of that um on this graph the uh blue bar is total school-age population the red bar is what we would expect to come to our district that is what you actually got this is what we actually got this is all historical information got it okay so it's showing that we're getting a reduced percentage of students coming to us over the course of time right because the school age population has continued to increase during this decade not nearly as fast as it did in the last decade but it has continued to increase but your enrollment has not but my observation about all of this is that there is a saturation point and i know it's not going to go to zero we're not going to extend this 1.8 percent annual decline you know out to out to zero i do not believe that it's ever going to happen and dr wyman had some interesting observations that might help us out going forward on that one too and it's very real and i'll show you some scenarios we did with that in mind is that um the places where charter schools can come into the district and obtain an affordable site are you know very very much being depleted the district has gotten out in front and controlled the new school sites as much as possible so hopefully we're going to get a much better capture rate out of that news this new housing that's coming forward than we did over the last 10 years can i guarantee that absolutely not you know and that's where it's frustrating for us because we're pretty good at the whole demographic housing part it's this whole competition you know parent choice part that becomes you know very very very difficult and because it's really difficult we actually set up three different scenarios so obviously we're just showing history just to keep it in mind but the first sets of columns are that enrollment population ratio so what let's say um it did it declines by i calculated the most it probably will decline is we could be about another seven percent so it would fall from 43.6 to about 36 um the middle column is well what if it what if it just stays where it's at and then the increase would i took the seven percent on the other side and i think that actually gives us a really valid range so based on the number of new houses that are coming which is substantial compared to even the last decade i see it you know the potential for a minimum increase of around 1500 students but if you actually do you know are able to actually raise the rate as a result of having better control over the supply of schools you know that number could be 3 800 and i'm sorry that i can't be more precise but you can look at the last 10 years and and understand why you know i'm not willing to put a number you know onto it so what we did was took i think this is the um let's this is the stable scenario then that i went ahead and ran through our sub-district model at the grid level this is this here is aggregating those grids up by attendance area so you can see what the actual numbers have been in the attendance areas and also details out of district because that's an area and then you can see how those have changed historically and then what we're seeing in the projections and essentially in the next you know five years if if this plays out simonton elementary will get a a huge boost and the other three will get a you know get get will get a nice kick and then in the second five years the focus turns over to the ranch elementary attendance area and no one believes we'll actually put a thousand forty kids in the ranch that's just how big the attendance area is going to get and so that's what these projections would would play out now what we do is we're really modeling this where kids live where houses are that's attendance area stuff but what happens is of course not every kid goes to their school so we this chart tells us that relationship so if you read this across at ellsworth elementary they have 370 kids that live in their attendance area they get eight from harmon 14 from ranch 85 from simonton 66 from outside the district for a total attendance of 543.

i think something like that it got pretty expensive like 700 bucks a year or something like that plus i want to thank the teachers felt safe so none of sections uh so in section 12 weekdays um so can you explain um halloween day how many days can be used okay under what circumstances can they be used they have we have two personalities they can be saying i'm going to go to download but the policy says too so we are sticking with two correct and they're not used during the year and they revert to helping accumulate sick leave leave can accumulate to 200 days by policy two days is also personal leave by policy these days leave days professionally that we talked about already professional league does not is not taken away from teacher's league people typically going professionally because the principal right you see a conference we think teacher x the benefit trumps we ask them to go i'm not saying professionally i'm for example if you've got to go to court for good us being ticketed that's personal or if you just want to get out of town you want to extend the weekend and there's there's room there's not doing i think we have something in there about a minimum a max what we do on that 12d a maximum three certified personnel uh approved per day for personal needs including 12d uh but so after that lance doesn't have to prove that okay okay so i i'm so at the top it says eligible leave and if you have 1.04 days per month you get 1.001 four days per year for ten month employees um so those are sick days those are not your personal goals and they cannot be used for having to go to court or anything else only things you're right and you require proof we require proof if someone's leave days extend the holiday and that's part of the agreement because we had people like you know this coming weekend is three day weekend it's president's day so it's real nice to have friday off seeing a four-day weekend but so the agreement says it's been on the agreement since i've been here shortly after i came that if you don't have any doctors if you have three days leave you need to have a doctor's note saying okay that person is out you get dodged if you don't have a medical reason for being out on friday this week if you take take friday off and you have saturday and sunday and monday you get docked from monday so so if i just take a qualcare day whatever day and take it on medical i don't have to so basically we're saying we're going to trust them unless they're sitting holiday or if we have people extending christmas break any any holiday okay so when it says on d it says no more than three certified personnel personnel pre-approved leave on the same day unless weighed by the superintendent so that a plot that applies to personal belief no problem that's going to be hard to it with what we're facing right now with kobe it's very hard sometimes to approve that to follow that correctly because someone if they if they have coveted or they have the flu i don't want them here i don't want contaminating everybody else so then we're we're going to suck it up and try to find a stuff people are saying if people are saying i want to make a dental appointment you've got two more people out i'll make a demo for next friday i've already got two people out now make your dental company the following friday if i was doing this i was a principal and i think lance that follows this line of thinking as well we haven't talked about it if someone is sick sick we're not going to limit the three we have one of them this makes no sense right believe it or not in the last few years the last couple of weeks it's rare that someone's up we have at the end of last year we had a black update so that they're in this software there's black updates that we would we don't truly have we don't approve the message policy as well yeah um the last two weeks of school are listed in the black update yes they're excited to be there sick days that in december everybody's sick right because now that their border mandated sick days are going again and so they're going to use them up they don't want to lose them so they they all take off in december and so i just wondered if you have the same same issue somebody has about 10 days per year they haven't used them and now the last month is coming around and you don't require any documentation for them to take off sick but they can accumulate the 200 which is the best disability insurance there is and then we also have this involuntary leave transfer where if a person has a serious illness for example a rookie teacher if they get cold they're going to get docked because they don't have a sick leave so people who have accrued sick leave like i've been here corrupt also i've gotten a significant amount of safety for every 120 days learning three days uh doing a lot better though i had an opera had a wrestling match with pony a few years ago and i can say okay i can give up the five days to lance if he's out circling something so we can take care of our colleagues so the next one is f uh sick leave me used for fmla does does that just mean fmla right yes it means that while they're if they have like i said a few minutes ago if they if their reason for being out like they'll say maternity leave that's good they have 12 weeks yet pardon me if they're having accrued sick leave they get paid for the sick leave they want if they want to use it they don't have to use if they want to get excuse me they want to get paid okay so this means that in fact i mean basically you can you can get paid and if you don't then you take it without that and someone said well what's the value of fmla it protects your job yeah yeah okay so um the next just the same same uh paragraph approvedly requested will be determined based on the severity of the employee's need so this we're talking about fmla or sigweek or both i would say we're talking about fmla i think we will follow that from my legal order that's what paragraphs dealing with fmla so um it's got to be they can't just say well you have mla without a reason we need to have a chronic reason for availability so that that sentence refers h just below that says sick leave may be used uh to care for our spouse child parent relationship um so now we're talking we're not talking about fmla straight up sickly okay okay so we can this says it can only be used for spouse child or parent um yes you're correct if you're i'm sorry you're looking financially i'm sorry right um yes that's correct so no not grandparents or grandchildren okay um so so in this part that we fixed a while back that has all of the the definition of family underground it doesn't even believe this isn't very sickly because it cannot uh no no it's not it's on the first page um according to this statute family member is it lists it has one two three four five um relationships um or is that you just yeah i'm sorry it's probably page two might so that defines all of the ways that you can be related to someone and use sickly which is much more comprehensive than spouse child care define family member is it as it relates to leave or that's just the definition of clown number this is for leaf or sickly i don't believe that's an intention i think that i think the uh i think most people probably interpret that say that i think ars 23 just refers to family members defining family members for whatever benefits we can easily change that to have well no it is i um policy and statute so um so your question is when the could could 12h have the same parameters as um b1f i'm saying if if we're talking about sickly um we'd like to see him a lot it needs to because that's the law of respect um okay so and then in the same same place back to lead days h sickly may be requested her spouse to a parent and then it says um by requesting illness family um not to exceed 10 days so that's saying that if if you're using your sick leave not for yourself um but with for but for a family member you can use ten um but if you're using it for yourself you have more because you can accrue up to safely so um so those 200 days those aren't limited for the individual so yes all right now after three days we can say we want to hear from my doctor's evidence [Music] this is one that has caused some some disagreements in the past no personal leave be granted on a day before or after a holiday break correct okay so does that mean a single day before or after the holiday that means anything it extends the holiday now we had the question a couple years ago someone yeah the holiday took the third day off and whoever the principal was turned it down well now i wasn't gonna i was gonna be here on friday but they did they didn't they didn't they didn't think that was going to happen in my regulation so if it's going to extend that holiday it's going to take construction time away from kids we're going to be very very careful about that so okay unless okay so unless there's a medical emergency so okay now excuse me here's an example if a person can combine and people started this kind of stuff if they can combine a personal need today with getting their teeth cleaned you know a minor medical operation our procedure and before christmas it it looks obvious if you're just trying to extend the holiday and you would not smile and so if we found out we had my recommendation to you i'm going to bring them they've got all two ways to get a teeth point for example using the example and i'd like to see them here with the kids okay so if some so they can't take um the week before or the week after or any number of those days we've never said we've never been we've never been that specific but where we've seen cases where it appeared by our judgment and friends of gentlemen because i think i remember the case um if it appears that it's a it's a plan to extend the holiday and we're not going to be here if it stands on the blackout dates a week before or after one break so the blackout dates that are listed it says a week before or after one week sure unless the person is really secular this is holiday so there's so many holidays that if if you can't extend if you can't use any of those days extending out from any holiday especially if you consider the weekend on the other side like like if it's a let's say it's a friday holiday and you can't have to take a monday off then that effectively blocks out a huge quantity of school year it also leaves more it also leads much more there's only something like eight days of holiday during school here so they have a lot of other time to use sure no i'm not saying that there aren't other times to use it i'm just trying to figure out what what the intent is here we're trying we're trying to intend is to try to keep teachers what we can for students because for example this year we have a dearth of substitute teachers and it's going to be better for kids in the american education system and they'll have the future with them okay so there's no personal leave to be granted on a day before or after a holiday break it means the entire week probably which yes last year essentially it's thanksgiving i decided hey i'm going to take the monday off too right now i'm going to take tuesday off that meeting and tuesday was not just another day it's a further extension of that holiday and therefore would not be covered because the question last year was the person who took monday and tuesday after thanksgiving wanted to get paid for tuesday he had a continual absence from wednesday before the thanksgiving day through the weekend through monday through tuesday so they took a week off and both of those days all extended that holiday yes rather than you know it could come back monday and still take tuesday off and not be a problem because that's not extinct yeah that's it the only thing that i could see with all this is there's only certain times that you require a doctor's excuse it's one of those times you require a doctor's excuse the day before holiday i would i mean i know you wouldn't say that in the paper that you require a doctor's excuse if somebody takes off sick the day before holiday we talk about a day but i thought you couldn't require a doctor's excuse unless there were three consecutive days of sick wait exactly we used to say two weeks three is if the policy says three we went back to three we were saying two last year and we went back to three right but we're talking about just one day if it extends a holiday we will we will ask for doctor's experience okay make sure you have that yeah make sure you have that clear discussion right here and that it's legal because because arizona's sick way says that you can take two days off without a doctor's note but if you take three days off consecutive without a doctor's note you can ask if you can ask well yeah we can ask for that three days anytime right this is specific to a holiday right but but according to arizona law is does that mean it's not true actually what you're saying it has to be worked out i agree no this this is stuff that eric crazy rich working for you i guarantee you he knows all these regulations and he will hold you to the to the fire on it right he you know he's gonna say hey i'm taking my paid date take time off for the state on on the day before christmas and if you don't like it you can't ask me legally you can't ask me so i'm taking it you know one of the some of the things that flexibility that we have we don't have we've got time before and after the holiday using christmas example like this year this coming year we have a week before a week after it's like a lot of live different times in a business where you work through the holiday now back to your question if it's unless the law has changed in the last year and i'm not aware i haven't seen a policy change or a law change this is supported by a long done verifiement well this is the same policy the family stuff all of the family members and it says we actually changed it in here recently but we did change it we changed it from two day two consecutive days to three consecutive weekends and launching right oh i'm sorry politics no no the law requires you can't ask until there's been more than two days so my thing on this market is you know because it says right here we got the queue no personal lead granted on a day before our holiday break okay that says that right there then you come down here blackout names administration will take consideration weeks before or after winter break kind of click there so i want to just say the week before and after holidays are blacked out except for sick leave and if it's after the you know a lot of time for you to ask for documentation though i'm taking these this week off for appointments whatever that's fine but if they're gone over three days and you can ask for something well let's just make it clear simple the dates the week before the five working days the five working days after are blacked out and blocked out days are approved by policy or statute i didn't remember which could we reduce our number of blackout days we had blackout days two years ago and we brought those back down last year so i would feel like that would have to be like a very clear conversation with the staff because it does say administration will take thoughtful consideration and that's a benefit that means that i could come and say okay i i really want to take this i haven't seen my grandma in 20 years right a few years ago christmas this girl was full of teachers yeah they wanted to extend their work right so what we're saying break as high as two weeks that's why we cut it off so but it still says the administration will take full consideration that we did okay so so if if you change it to um the written silent with the no no personal leave granted right um you you're potentially removing a benefit so that would have to be really clear i think you understand the administration will take full consideration um but we are talking about cube so we were talking about you and t kind of go kind of hand in hand what you have uh they'll take thoughtful consideration the week before effort before and after holidays it just needs to be it's clear and what i would even be fine if it was just put the week before and week after of spring christmas break all break things like that we put these are blackout dates but if we visit something requested we'll give it thoughtful consideration so he had more blackout days in the past i think that's alignment policy or statute last year right i think you tell you make it ambiguous that we're right but anytime you put something in that says the administration administration approval well when you put in administration approval besides and and under walk criteria so my grandma is sick i need to take off and go to timbuktu and he says you know what lonnie go ahead and go so eric hears that so next day he goes in and says hey lance my grandma's sick i gotta go to timbuktu well he knows eric he knows he's not he's gonna go to his grandma so he tells him no i'm not i can't imagine that for eric you can't go and then and then um eric says well you just approved lonnie i'll come um you know i i hate 30 33 years i've had every excuse everybody come to me and say hey you let him do it how come i don't get to do it you know so i just i think it just should be black and white you can't do this and but you probably disagree that's right i don't care but it just i've always had that sort of stuff come back to bite me right and so i i mean i would read it if you know you can't extend a holiday break period not without an employee just can't extend it and so no excuses you can't extend it then they're going to say well if i have coconut corn cheese so i think that's sick they switched her doctor's appointments to the day of studying holidays and the principle of the time told her you're not going to get paid for the state people and she said that's fine i understand that this is but i have to go to this necessary doctor's appointment so she didn't get paid for the day because she understood that she was extending her all day and she was finally not getting paid for that thing so i i i just i i had uh we're talking about personal belief and there's only two days yeah let's talk about kids for a moment in the classroom and so we're not arguing that point we just want to make sure that it's clear to your teachers right exactly what you're wanting the behavior i was trying to get something out we have personal leave days there's just two of them so if we're talking about taking a week off before or after christmas that can't be a personal tuesday we're doing it now someone says taking my two personal days tuesday and wednesday and i have doctor's equipment's thursday friday so edgar they've never seen it because they're taking the first place the two sick days they don't gotta bring them they may have to work that monday but the rest of four days extended by four days you're right that's the kind of thing and as i said to someone that rules unfortunately are made for those that break and that type of thing i've seen have not enough i saw that happen in my previous assignment but for sickly there's very specific requirements for sick leave so we don't actually have a lot of unless it's three days we take the teacher's word for it unless you see something like that so if that kind of takes care of it if someone's i don't sick that there was ever an issue with someone taking their sick time during that week i mean right so all of this all of this discussion really applies to personal things and there's only two and we grant as we say earlier in the handbook which the teachers agreed to we will prove plants can improve you know in advance two teachers would take the same personal understanding but not i think the third three some number like that but we have a limit to that because obviously we're paying 100 bucks for subs and we can get and it's rare so it means right now that the emergency kc and lands are setting that's taken away from the program for the rest of the kids so i so you have up to 200 hours of sick days that you can accumulate right 200 days right and you can accumulate yes okay then you only have two voter mandated sick days so we're we're grouping right now i feel like in the conversation we're grouping all that together because i could take 200 days and um there's only specific times that we ask for an excuse right yeah what the conversation was earlier on specific times so i can take the week before christmas sick so there's always your documentation okay okay so there's only three days there's really two there's really three types of leave that we're talking about we're talking about personal leave which is you could take it for anything if it's a birthday um yeah for black cupcakes and then there's the sick lead that is arizona sickly retirements that are very specific and then there's all the other days that you may have accumulated that the arizona requirements don't necessarily apply to what would be an example i see what you're saying a example would be so i think what the conversation comes down to is this here needs to be rewritten and be very specific about your requirements of when an employee has to bring in an excuse when you can use those days around a holiday and and just gonna have to be very very specific so that if i'm a if i'm a a bad teacher that wants to extend out my vacation that i can look at this very carefully and read all this and say okay so if i'm going to be gone and i'm going to use my my sick days it's very well written in here that i have to come back with adoptions excuse me other than those two days that the voters give me there's very and all the voters pardon me but policy says two days and um accumulate 206 days it's rare that a teacher doesn't understand that because there's two or three ways we talked to it but to them about the beginning of the year typically and we also have a far for example hurt powers at ncr performance called personnel action request almost anything that affects personnel or payment has to be hard to give that accounting takes care of that if i have evangeline puts in my life she's not a good example if a man that puts in two days a personal weekday for tomorrow if i'm the one that land signs it first then i sign and i'll say if there's accumulated personal leave and venus can check on the fun files and see if there's if because there's no personal need left and we reject and send it back so teachers know about it and they learn about it fast so okay i can i'm sorry can we can you say that you're saying that someone can ask to use their sick leave no we'll talk about personality okay so we're just talking about those two days in my example that voter mandated sick days were going to go away he was going to use the two days to go work at another department right you got a part-time job there you're going to go use those two voter mandated days so we said to him you're not sick you can't take those days and you know he said to us you can't ask me you cannot legally ask me what i'm doing on those days daddy researched it you know what he was completely right we could not ask him what he was doing all those days so we he had to lie but he he could take those days and go and um so those are the sort of things that that we're finding that we're having to be rewrite everything redo everything because those things are coming up now because they don't have the work ethic that you know what i'm saying they don't have that work ethic they they and and they're going to throw in your face and they're they're going to make you eat it unless you you know you're very um what and technically we don't technically ask penises and men around teachers or whatever but she's saying if you take these days and you want to get paid for it then we need a doctor you want to take those days we're not asking you if you don't bring in a doctor's host that's fine decided to pay for them so if i want to go and extend my prison vacation after five days and go to the philippines and i'm willing to take the cut and pay i can just go no we're not going to prove we're going to die all we could do we could take personal stock we could take personal action we could dock pay that's the first thing that would happen if that happened repeatedly personal discipline i mean typically you could have a person they want six extra days i'm calling it sick wednesday and thursday i'm using a personal day for friday yeah so this tool starts again i'm sick monday tuesday i'm taking a personal day wednesday that's why with that exact thing the thing was happening that's why i went down to two days that policy didn't support it so then you go back through lance was telling me a story a couple weeks ago about some of his former colleagues in the valley one district is paying as high as two hundred dollars a day for substitutes so they're worried about teachers in neighboring districts and districts are like across the street from one another of taking a sick day from ajo it's like a sub and he'll bend for two hundred dollars a day that's unethical stuff and that's what creates that's what makes rules like this necessary unfortunately and those people who are honest and have integrity they're getting they're getting impacted as well because as you said you've got universal treatment people it's frustrating but that's where things are so it seems tricky like you can't really have two different sets of rules for for some of the sick days you require documentation on day one and some of the sick days you have required documentation on three day three policies policy the land supports us for the three days what well policy is this is what you're asking on three days that's one thing we can legally by policy we can ask for a doctor's note they want to tell us that most doctors don't say i'm treating about doing your asthma or something like that we don't have to ask the doctor more frequently or they'll say lying guthrie's under my care at least three days something like that okay or are they gonna and we have some people that i say whoa you can't come back if they have an injury especially one of the maintenance workers so they have an injury they want to come back forward at work you get your release i don't want would it be inappropriate if we ask you to go back and leave part of this document to do the research you have to do to consider the different days off the paid sick time the district sick time and paid leave i can do that rewrite this i can do i want to do it with the teachers because this is their document and it's going to take some time i hope i don't our next board meeting i've forgotten about the fact when i had one long board meeting in march it's march 9th a month from the 9th but i hope i can do it i'll sure try because i want to get this baby to bed because i'm also going to bring back to you in march 9th the classified because we finished that about a week ago and um and then the classified crew is very i always stay picky about making sure that what certified rights are that they have unless the statute changes for example there's just no such thing as continuing status of employment for a classified person certified people had this it's nothing like what tenure was 20 years ago right because arizona legislature disemboweled tenure but um i'd like to get that approved too i want to get some things put to bed before yeah i hope so with our legislature right now so yeah it will change yeah it is possible that we apply the arizona laws from all of the sickly and to me that would be a nice benefit and also clear i think we are buddy the first 40 hours of leave is affected by third grade sick time launch that ars is not talking about teachers simply on personal treatments and policy because they've got 20 20 different now we the administration is just saying that applies to the first 40 hours of their a possible 1600 it seems like you wouldn't have to do that because if the fear is i understand that black updates call that but if the fear is that someone has 206 days and they're going to keep taking them they're going to have to come up with an awful lot of doctor's notes yeah right because after two days they have they'll be required to have common doctors nowadays right they've been in the classroom for a number of years and they've accumulated 150 sick days and it was right before christmas basically missed from thanksgiving the christmas break and it was legitimate they had serious surgery and that paid the bills um one of the things that not to be argumentative but i do then well i know some days um this is a political process when it's not full-blown negotiations like we saw 30 years ago but it's that type of discussion and so sometimes it's easier for us to sit here and say we can do this this and this i don't really want to take the team of teachers and say you're going to do this come hell or write water because then it doesn't become me for working nation's discussion because bob given new mandates and some places i have to do that but i want to be as gentle about that as i can because they're all good people and appreciate their support and their work when they're doing this yeah it just has to be has to be clear and i think i think i think maybe it's clear to them that it is all of us because they live it and if they've been here more than two years they they're pretty well understanding of what's going on another good part is all the wrist wraps later at the end of the year i don't believe that anybody so [Music] yeah maybe okay so okay so so you're saying that where it says we're paying we're paying and whatever their contract rate is so it needs to be removed okay so b and c 14 it says the superintendent they make salary recommendations within the district salary schedule um so so does that can you can you just talk a little bit about how it's course our summer schedule right now is uh not in good shape because when i came here salaries were so low that basically i cut the bond three years off the salary schedule right here absolutely raised so you could raise the starting salary from 28 000 to 35 and so you go several years where you get a raise unless you go unless you get 301 money the government gives us some money or they take additional credits additional hours to change columns so that's something i have not changed because we can't afford it if we do it we can't afford to pay the people it's going to be so that's a suggestion what the policy and the meet concur does is it says to me for example if i'm looking for a highly needed special ed teacher right now that's one thing if i am two days before school starts i know i've got five kids in that program and i need to spend an extra five thousand dollars for that teacher i do it because i gotta recruit and uh i did that to our former band teacher person came in i gave him a raise before they ever started because we needed a band teacher and a music teacher so they started with with no experience they started uh forty thousand forty one thousand camera because i needed that person now if i had been recruiting in february for granted you're going to have better that wouldn't have been desperate to be honest so that sounds really right but it's the real world so the policy allows that society okay so i don't i don't do my best if if my wife had come to work here number one i wouldn't negotiate with her i didn't let someone else do it if i'd given her a five thousand dollar raise i would feel very suspicious so you come down and tell us when you're doing that typically i am to know when it's happening when it's not based on this published salary schedule and why what justifies it i think the last time we did it was a teacher who uh it was across the board with the teacher that was h1b and when we do h1b to firm you have to check her pay and their fair labor standards or something like that and it was a thousand dollars less or more that we had to bump her up and if she didn't get any more education or any more experience whatever and he did bring that support it's been like six years ago what the law requires excuse me when we're bringing in an international teacher they don't want an administration to take advantage of that person just because they think we have a lot of more teachers make significantly more money in beautiful downtown ajo than they do in their home country they're just invisible there but we can't take advantage of someone because it was unscrupulous to say well they're not u.s citizens we're going to pay 10 percent less to start because we can get away with it that's like jim crow law you can't do that that you can't do that that's terrible so that's why if there is a range that doesn't include college getting an extra degree or getting more with whatever at the we do have to bring it to you and that's the only time that i can remember that every other time that if there's raises adjusting minimum ways that we're mandated to or it's the teacher came to us and said hey i'm taking math classes to go um there was a teacher that she's not here anymore she got her master's in curriculum and development and then even worked with the principal that was there to like be a co-assistant principal so that was because she got an extra degree it was in curriculum development and she was actually working with the principal as like a an intern that you don't have to because it's natural but for the other teacher six years ago that we did her her um her visa didn't work and the department of labor says you need to pay her an extra 1500 to match what everybody else is supposed to be paying for her grade level or whatever then that constructs the board but if it's her salary schedule you don't have to bring that to a board you just write an advantage and it's the contract that you've already approved the issue if that makes sense one of the things that's frustrating about that is that during the u.s news world report while we're funding arizona education 49th in the nation we're paying teachers when work when cost of living is factored in we're paying teachers in the united states right now in arizona 48th in the nation we're in costa only we're only behind mississippi and obama but when we factor in cost of living we're paying people 50 information that's terrible that's why you're a good teacher we that's exactly right we've got two decent people sitting here and you know i my daughter so i'm gonna get personal my daughter's a teacher in las vegas and i want her to come home and she wants to but she doesn't know if she's been there 15 or 17 or a bunch of years and i was very young to choose one and so she doesn't know if she can afford to come to arizona and we'd love to have her but it just takes me right off make sure you vote republican so quick question you said 101 monies three and so on so there was a line out all right again um so base salary schedule number 20 it says including the base salary including one-on-one moneys and that's been removed because we don't have those money okay so on the seller's side where it says and that should be removed just looking at the salary at the bottom it says 101 these are included but they aren't correct okay and then back to um hiring um employees that are um where that we just um voted for the contract for that and this is news in 2010 2011 2012 we had a lot of money so we have a couple of people that are getting a much higher salary because they didn't really didn't have a conversation about about how we kind of how when that happens with the board and it hasn't happened in a long time were at that rate previously this year yeah great but right now we're not giving people raises we haven't got the contracts out on one end sorry i want venus to get the contract done if you can so we can start blocking the hundreds of 30 days um we have the money this year to have the past week is [Music] is whatever from the 35 that they were making so it's not going to be exactly in line with what their education and their experience are because they were here and they qualified for that risk for edge so it went up percentages so if you try to pick a teacher and find them on the fellow schedule and they will give them right for it you're going to make yourself have a migraine if it's total confusion okay if that makes [Applause] off the charts exceptional circumstances then then they will be on them on this chart right yes we've tried this unless it's going over 100 they can but typically they're in a frozen situation because they're if they're beyond the salary schedule more likely influence ourselves [Music] uh if i am hired and i've been here for several years i i i automatically will work my way up the schedule um yes if you continue education so if you only have a va and you're here past 12 years this has worked for uh eight years before that you won't go past this number until you move over everything sure so that's where the salary step comes from it was down right so we had a teacher that was here 15 years and they worked that hole and they stayed here because they didn't move that's the same number and that doesn't have anything to do with it and the reason we did that was for recruiting purposes i first time i recruited asu houston was there they were starting teachers at 20 000 more than we were provide a round-trip ticket for two to houston maryland's twice there's no way i can i walked out there's no way i can compete no way now when i go to ohio or hopefully we find some schools for lansing i thought he's not that fantastic there am i right here better than here um a bunch of our teachers that came from maryland were here and then went back to maryland and they have they have awful parties in maryland and there's all of our old teacher friends there not all of us but lunch uh so i i understand that there's financial constraints um but like there's an obvious huge difference between the teachers that have less experience but they might even have a doctorate um we might have initial funding so and then you know that changes a lot obviously as you have not yeah as you work your way down and to the right but the other thing that i noticed is that it's super inconsistent like one year jump you might get 5 000 more dollars and then um when it probably depends on longevity and or education and then you might get eighty dollars for another job sometimes because going across you're going down experience-wise doesn't typically generates pay they're going across horizontal and education but sometimes it does like for nine to 12 years if you're going if you have a doctorate you go one jump down and you get five five and a half thousand dollars more um whereas the jump the previous jump was uh eight hundred dollars realistically you're not going to get somebody here because there's probably absolutely no way that's educational and only had one to three years this is these are that these are probably not going to happen so we have them there on the dollar signal but this and this how are you taking [Music] like one to three years this is not gonna happen it doesn't mean so you're probably looking here because these i know there's only a selector from here to here but this is where your comments were going to be ending up yeah i realized that you're more down at the bottom i don't have like yeah it's it's filler it's fun yeah i just i i just couldn't find like a pattern i know that it you know it's going to increase as you go down as you go over something else we don't want to sacrifice the good for searching schedule when i was a business 90 down here 97 because it's the first time i've worked with a small district where i had a hard time making payments so i wanted to give us some rain one of the districts to give a range instead of one year two year five years it's one through three four through seven six something like that so that was something different and it's it's it's worked for since 1998.
