and this is always a year behind this this whole thing is it takes a while to compile it i guess so we're reviewing 2020 items on the quantitative quantitative assessment or indicators so we had a slight drop from 19 to 20 which we knew that the second thing on there is our expenses in 2020 outpaced revenue which again we paid for the wrestling facility and it outpaced it very similar to how expenses our revenue outpaced when we got the when we got the bonds you know we got a bunch of bonds in so our revenue came in but we didn't spend it out yet obviously so those two over a two year span and that net about even so we basically had no change there and that is all i have to report is there any questions i got one question on our banking when you said german american and old national do we ever shop rates like annually or anything yeah all all the rates nobody is offering anything good right now so we we do that i think myra told me to do that every two years so we'll be looking at that this year we did not in 20 i think amber did right before she left in 19 so we will be that will be on slate or in 20 she left so that will be on sleep for this year any other questions then i'll ask for a motion for adjournment of the finance thank you pat um made the motion travis seconded you'll do a little call kelsey yes meeting is adjourned so we'll start the regular scheduled board meeting in about five minutes in i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all so really quick before we get started i just want to let everyone know that um we are live streaming the board meeting tonight when one of our board members joining virtually so we're super excited to be able to offer this to our community so that they can participate and be involved in the work of the school corporation so i want to just thank um josh and the i.t department for getting this set up for us so great to again have everybody joining um virtually um so we'll start with um a motion to accept consent at the consent agenda travis is there any discussion susan will you call the role please chelsea yes tony yes yes travis yes amy yes earl yes yes okay um and so now we'll ask if there's anyone here from the community who would like to speak on an item that is not on the agenda no i don't believe there is anyone so um we'll move on to stronger together recognition teresa yes so i have two i would like to recognize tonight um so the first one i'm going to start with is one of our fabulous bus drivers i'd like to share with you a statement that i received from one of our administrators we had a student from our building who was missing and our staff worked together to find them i honestly would like to give a huge shout out to one of our bus drivers barb patterson she knows and cares so much about her students she was able to say with 100 certainty that the student got off the bus she said that she makes it a practice of knowing each student and counting them every time she not only called to inquire about what was happening but came on location to help search for the student she ended up being a huge assistance to the police and helping them find the missing student according to what we know now the student was moving around the woods through her voice and her coaxing the student finally decided to come out she and i spoke afterwards on the phone as a follow-up she had overflowing care and concern for the student she not only was concerned that the student was found but that the student would get the proper help moving forward i just would like to give a huge shout out to one of our everyday heroes barb patterson [Applause] we're giving you one of our stronger together awards because you absolutely embody what we mean when we say that we are stronger when we all work together so thank you for what you do on behalf of our kids every day thank you i just take care of my kids because they're my kids thank you and then the second one i would like to recognize tonight is somebody that i feel we have been extraordinarily fortunate to have during a pandemic for the last two years our director of nursing teren bratis has been incredible in helping guide us and provide just everyday wisdom to her staff and to our building administrators as we've navigated this pandemic it has been incredibly stressful and difficult in many ways and she absolutely has kept her staff going and kept all of us going she's truly become very dear to me and a partner in everything in the decisions that we make every day around this i couldn't do it without her and i'm just so grateful for her and i wanted to recognize her publicly because she absolutely is the definition of what it looks like to be stronger together so thank you taryn rhodes [Applause] thank you it has definitely been a challenging two years and probably a couple of weeks now thank you thank you i appreciate all right we'll move it to old business we have um several neola policies that it's the second reading so we need to vote on those i think we'll okay with everyone we'll take them as a set um do i have a motion to accept those policies okay okay tony uh made the motion half seconded is there any discussion all right susan if you'll call the role please asking for approval for a contract with smekins education for the 22-23 school year for a one-day professional development with new teachers it was part of our induction program this year for new staff and that's been very popular so i'd like to continue that next year using title 2 funds so asking for approval okay so travis makes motion susan seconds is there any discussion hey susan if you'll call the ball please healthy yes tony yes yes yes amy yes earl yes yes okay and then under professional staff recommendations we have beth krazowski for jennings county high school sped teacher greg layman for jennings county high school assistant track and field coach and jill stoner for jennings county high school girls assistant track and field coach okay do we have a motion solute 20 seconds any discussion susan if you'll call the roll please healthy yes tony yes yes travis yes amy yes yes and then under support staff recommendations cindy bifer's going to be moving from a sub teacher to a child paraprofessional for us daniel earl is going to be a driver of sped students um for one for blind or low blind vision student penny feeney is going to be a be a jennings county high school parapro kayla pyle will be a sub bus aide for the corporation ruth reitman is going to also be a sub bus aide for the corporation emma shockley is going to be a high school assistant track and field coach and jessica stila bauer will be a sand creek classroom medical assistant okay do i have a motion travis um earl seconds is there any discussion susan if you'll call the roll chelsea yes tony yes pat yes travis yes amy yes earl yes yes okay and then on down under finances um donations yes asking the lord to accept donations that we've received um during the last two weeks first baptist church at north vernon seven hundred dollars to the high school betty louis paulie uh in memory of marvin pauley 100 to the high school betty lewis polly a memory of linda lam 25 to the high school o'mara contractors approximately four thousand dollars to our adult ed construction training equipment classroom and sheldon's school pictures 500 to sand greek for student activities asking the board to accept those donations do i have a motion susan pat i like that any discussion susan if you'll call yes travis yes amy yes earl yes yes under operations teresa yes so we had um to add another street to a bus driver's contract and it's increased their mileage so we're asking the district to provide an additional two dollars a day for compensation for that change in route and additional mileage okay so i have a motion tony travis seconds any discussion susan chelsea yes tony yes pat yes travis yes amy yes yes yes under relations asking for approval for the high other i don't have anything okay well the fastest board meeting ever all right well right pat makes the motion to adjourn do i have a second travis second any uh call the roll susan chelsea yes tony yes pat yes yes amy yes yes
so we've got a lot going on on there some of the things we the board did is we had a healthy start times committee and we were moving from a three-tier bus system which we have right now down to a two-tier system we postpone that start for one year because of this transition phase we have going on this coming year and you can imagine the the staffing issues that go on when you're bringing three different faculties and staffs together three different sets of students together and all the different needs that go on so there's a lot of logistical planning going on in that regard the other piece is uh let's say i want to make sure i touch on everything its ball fields will be repurposed over at wisconsin there's been a lot of conversation about that so we've got a lot going on there's a lot of logistics to handle there's a lot of contracts in terms of the different unions we have with our staff and how we have to make sure that works and then there's structural uh administrative frames that we're working on we'll be announcing over the next few months of how that's going to work so we're really excited and i'll leave it there okay let me just pause with any question the reason i wanted to do this is it's going to dominate all of our actions next year right so when you see our budget we don't have any massive new programs or investments that we're we're talking about because this is what we're spending our time on next year we have small things we have to work on but but it is not a major set of new investments for the district because this is uh very important any questions on this oh yeah microphone microphone can you just describe the ball fields the change involved i get this question all the time and i just don't know the answer the change in ball fields from what we have would have before to what we would have after and i think i'm going to answer it but i think we need to be careful to not make this a ball fields meeting because we can go down a rabbit hole so that's a good question so we have a 16 and 90 at huckleberry they will not be no longer in existence at huckleberry and we'll be repurposing um we'll rework the 60 that's at wisconsin uh and add the 90 over a whisker i think that's how it's going to work so net there's going to be at this point based on the uh what the nbc is working on with the field study committee um we had net loss of a field at this point um and i know that's still up for conversation so i i do have a question but i also want to say that i'm so excited about this this is amazing and i've i've loved watching the progress so thanks to everybody's efforts as far as moving this all along and it's just it's going to be awesome um regarding fields and it's not a ball field question but for for the front of the parking lot space what will there be playing yards or areas where what what's that going to look like there's a grass field area in between where the parking lot the driveway is that i'm told will be about half the size of a soccer field so if you're going to envision you know a 50 yard by 50 yard big area and then there's three playscapes around the back and the size of the building and one of the there's going to be an asphalt playground that has uh some uh a basketball court or hoops i should say so for that green space the purpose and the kids will be able to go towards the road and use that space or that's that's the the grassy field we'll have and we will as it gets built and developed we'll look at how we could utilize that thank you you got it it's less than you would think because the parking is such a big building the parking will be bigger than the current huckleberry parking and that all gets leveled out in front with it's up on a hill right now that'll all get leveled out there's quite a bit of parking actually that has to be in front of the school the driveways come in on the sides in one side out the other side so it's that space that's right in the middle toward the road so and just one last thing bob i'm sorry uh for anybody who is watching who might be interested um you can go right onto the school the district website and it says new school candlewood lake elementary school and you can click you can see every document about the project as well as all the renderings and so forth that are that are topical type views so you get a feel for the landscape and support okay the second before i jump in the budget the second thing i wanted to talk about well let me just do the goals the goals are the same goals i presented every year we have very simple but pretty broad reaching goals class sizes and enrollment related things we've got to deal with that second we want to have a rigorous and effective curriculum third we need to have programs that are continuing to advance our students and kind of evolve with the needs of the world fourth that we have a technology infrastructure that makes it all work and fifth that we meet state and federal laws and their requirements so and there's a lot of those in education as you know especially in the areas of special education grants and and also mandates that we get some some mandates i'd rather not have to deal with and others we do so they're kind of high reach high goals and you'll see those throughout throughout the discussion here's the view of enrollment and i'll start down here on the lower left enrollment is only up four students year to year in aggregate but there's an interesting thing going on in brookfield what's we've had historically we had 200 size classes and 200 kids in a graduating class we are still graduating classes at 190 to 200 and we went through a couple of years where we were only bringing in classes of about 150 to 160.
um so in addition over at dad the fire alarm panel which is a 650 thousand dollar ask which would be a referendum question um i kind of battled with that so without the 650 i died we're at 2.1 million with the 650 650 000 that died would be at 2.8 million um for this coming for this capital year um that with don um again it's not my decision but i just i really hope that moving forward we're going to build a new middle school and not renovate that but again that's just my personal opinion on the matter with that and my fear with the fire alarm panel after walking and seeing in the field if that does fail it's a major issue and it's not something that could be you know we couldn't just issue emergency pl and have the panel replaced overnight it's going to take months in order to rewire that entire building but occupancy senses every single room and smoke detectors and whatnot so that's several months worth of work and i hate to have to close that bill for higher night boxes so that's something that just has to be done i can't see i think we're foolish not to do that if we're buying pieces for it you know i'm not off of ebay and whatnot so um i think that that's a life safety issue that has to be addressed they're sharing one person so i've opened up to my my fellow planning committee members so i just have a question because this state just published something about the 90 million dollars for hvac is that going to impact our total right now because we i forgot what i read yeah i think it's premature to know for sure the uh it would have to be approved i believe but i know that the governor proposed that but i don't know that it is officially approved yet i don't know that i haven't received any communication to indicate that it's set in stone i would love to be able to access that because certainly god knows we have playing work to do but um i don't know the parameters are on the obviously as you guys know we've been very aggressive about pursuing state grants and even partial you know reimbursement grants so i i would think that we would be great uh candidates under the circumstances in our district but i don't know the official uh and whether we're going to get it in time yeah yeah and i think you know andrew's point is certainly uh valid about the fire panel that god you know but even under the best case scenario we wouldn't have a replacement let's say that you know did you suggest that maybe there's a new building in the wildest dreams that's probably six years away that's absolutely right and like while the stream like hit powerball money kind of lucky so you know i i think it's still a relevant enough issue to be to warrant inclusion and and even if that's let's say we do build a new middle school and that building becomes some sort of public building and you know maybe town hall and extracting marks place and that's money well spent for that if that ever went down we would have a major problem on our hands and not want that to be fixed overnight you might just ask rich a question because i know you said it you're not walk through and i just can't remember the duration of time needed to replace that particular piece yeah it would probably be conservatively um probably about six months six months yeah it would have to be phased as i explained before you actually have to install the new system have it commissioned approved by fire marshal before you can even think about doing demolition on the existing system so it's really two entire separate projects so that's why the timeline gets uh so at some point impact the school year well it would have to be that work would have to be done off shift you would have to be awarded as a second shift project you wouldn't be able to do it during the series yeah yeah the downfall would be yeah there's no activities at that building for the construction period right i i definitely agree with andrew i think you know safety is my first priority here um and especially if something happens and an emergency when we have to shut if it happens during the school year we might have to shut the school down just to get this done so i i do agree that that's yeah i mean that would be extreme we would find a you know an alternative plan you know that would be yeah right which we gotta bring people in sure certainly sometimes we have you know technical or mechanical issues where the fire alarm system may be offline temporarily during the day it's a river but it's happened before um and you have to do what's called firewatch where we have people literally walking the building making sure it's not on fire and that comes becomes very costly if the panel goes down and we're talking about months and we got to hire people whose job it is to make sure we're not on fire and disruptive kind of crazy but we're pretty creative in getting you know replacement components and things like that so i think uh i think if it came to that scenario yeah you know then we would have to look at a physical watch i think uh i think andrew setter spot on regardless of what the end use of that building is going to be it's a life safety system that's a requirement so whether you use it as a school or anything else you need a fire control system so it is money well spent thank you oh sure thank you um yeah this makes sense to me andrew which put together and i agree on the safety thing at least for me and first and foremost i think that's what you basically said so i i definitely would like to send the fire the dodd fire system fire alarm system over to the uh to the town council was were any of these items i thought you andrews mentioned one of these items would go over the referendum threshold the dialogue now oh i was thinking like an aggregate then do anything that was i had asked ben [Music] i do not think any of these are going to put us over into referendum from prior expenditures interest rates so it's the ones that you you've taken out which i kind of went through already highlighted them those like the high school windows right that's a continuation that yeah that's what that would have done to referendum um yeah so first blush i think we're good from a referendum point of view and just as just a anybody who's watching um understands where i'm coming from what we have here is a list of i don't know about 15 or 20 items one of which is over half a million dollars if an item is over half a million dollars it goes to referendum um many all the other items are below half a million dollars but if they are aggregated in basically a related project then it effectively goes over half a million dollars and would go to referendum even if the number we're looking at here say 200 000 if there was a 300 000 project on last year then you'll see it in november high referendum which is just generally speaking this is something that i don't really want to have i don't want to send over to the town council a dozen referendum questions and they have a dozen for town projects and then voters are being asked to you know vote on two dozen so just in general i'd rather keep it to a lower number of referendum questions but the way i see it right now is the board would only be asking for one here within this list and then one other really big one the schools right the schools are actually it's gonna be two referendum questions oh really it's gonna be one for north and one for south and elementary school no that is okay so we're not one there's two separate questions that's interesting that's it's two separate buildings the school construction site is going to be two separate grants applications yeah so you would have to do two separate uh state construction tests unless we had norton in norton annex because we've already been expending that we would still continue on to labs over at dual right i'm sorry the laboratory district laboratory that 250 000 would be a referendum question assuming that's what the council deems it to be because it is in combination of prior years um appropriations we're definitely over the 500 000 threshold oh yeah yeah so we're over a million so that one android i believe would wind up being a recommended question but it would be a referendum question of explaining you know what the aggregate prior appropriations it plans so yeah just add um i mean i think these are all valuable projects to do besides the fire alarm system but if the town council says it's not fitting in their budget laboratories getting deferred for another year generally speaking i'm not talking about the specific laboratories but some of these things could get deferred for a year and i'm perfectly comfortable with what you know the town council and the finance director uh decide is best particularly in light of what we're probably going to be asking for this year um right so i just wanted to add that and then uh one last piece i just want to be clear on the generator have you gotten the do we have the demand data yet have we gotten that no we got the we have to hire an electrical engineer to perform all of that in order to determine exactly what size engine we need well that's yeah and we should be able to get that from eversource for 50 bucks i believe was the last number i heard it's the interval demand data it's not minute by minute but it should be yeah we get we pulled out all the time i mean that's not that's easy to get so here's the thing that the generator that we're looking at right here it would cover us but we don't really without the demand data i don't think we know what size generator we should have no this is an estimate i mean agree agree but with that demand data which i think is only 50 bucks then you can come up with a better estimate for the generator and you can see if that 220 is a reasonably good number because it could be way undersized for what you might actually want or it could be way oversized i'm just saying i really would like to get the demand data on that and i think it's should be straightforward to get from ever source then you can just plug that into the size generator that you want that would that would best suit the school yeah okay but does the size dictate the lifespan rich in sense not so much the lifespan but it does dictate the cost i mean ultimately an electrical engineer needs to do that assessment the one thing about highland i'll mention is the only building that we have in the school district that's actually 480 volts three-phase so that changes changes the complexion of the generator specification it's costlier because of that so the high school generator is 250 kw but it's on a 208 volt three-phase system so it makes a there's an impact to cost depending on what kind of electrical system you had in place but yeah no that's not i mean that would be part of the assessment and the design we're not just you know my intent wasn't just to go out buy a generator it's gonna have to go through a design process and you know be built out just like the one at the high school this time sure so they'll do that assessment size it appropriately add 20 for uh you know for contingency and then go from there do we think the 220 is a fair estimate great um the town just bought i believe a 225 portable uh generator and that don't quote me but i believe it's around 130 000 so considering construction costs uh plus uh you know uh prevailing wage you know items like that i think we're in the ballpark yeah and at this stage i mean that this is what we would narrowly put into the capital budget it gets i had suggested once once the appropriation is made we go out to bid you know first we hire an engineer electrical engineer to design things like there's quite a few steps to actually get to the real number and if it's under it goes back into the general fund anyway no i understand that but i'm just wondering if it might be over it's just it's just a date again it also might not be enough yeah exactly exactly yes definitely yeah well yeah that's been said it's a you know this is our our estimate you know so what's our fault back if it's not enough at 220.
um all right uh dr brower do you want to go ahead and uh do you have any comments you for president i just want to thank aria uh and all the negotiating team members on both sides for a very robust negotiation season i am very pleased to bring this four to the board for approval we were able to reach an agreement and uh we're moving forward so thank you so much for the opportunity thank you so much to both teams for their hard work around this is there any uh comments from members of the board uh okay you know what uh board member vice president let me go ahead and take public comment i'll go back to the board okay hello board president at this time i see no public comment romney you we'll give it a few seconds in case anybody wants to raise your hand scene none and i'm going to go back to the board vice president yes uh do i do we need a motion if not i will motion to approve uh uh item 8.03 the uh contract area i'll go ahead and accept the motion of the moment uh is there a second second all right second vice president second by uh board member and then chavez all right uh for the comments from members of the work yes oh i think anders i think you're muted uh vice president yes yes so i just want to say i you know i i'm glad we have this here today i'm proud to move the motion to approve it i think that uh you know this is an opportunity for us to do right by our teachers uh this in recognition of all they've done you know in in this still ongoing panic and uh this allows us to move on and move forward with the business of uh of improving alum rock so i i urge my colleagues to vote yes remember right on yes thank you similar to dr bauer's comments i also want to thank um both negotiating teams uh for all all of their work their you know very challenging and arduous work and and you know it took a long time to get here but we got here um and i specifically also want to thank dr bauer and her team um for you know on this side of the table for for the work that they did for for being able to you know remain very um in my estimation very professional very appropriately maneuvering um things the way that they needed to be handled to come to this result and you know wasn't always easy but but i think it's good that everyone finally you know has come to this um and so i just want to specifically call out those efforts and and also i forgot um just kind of thinking out of the box um being responsive and thinking out of the box and being able to suggest and propose things that were likely to get us to this point um that's kind of more specifically what i wanted to thank dr bauer and her team for so thank you everyone for the hard work uh not to repeat too much of what's been said um just want to highlight and think uh you know especially as a union member right like the the union and standing up and ensuring that uh you know the members got what they needed and that they felt good um and in addition um that both teams on the negotiating tables um were able to show up you know on um behalf of uh who and what you know they were there to represent um i think you know it shows that alum rock you know we um we we do our our job 100 110 and so um i know it took a long time you know i as a board president of that um you know the phone calls the mornings the late nights the middays um so i would just get reports um so being where we're at now i am very excited i'm glad um i know teachers you know were um feeling you know in the different ways they did and um i appreciate them showing up to the meetings as i've said before and um communicating with us and i hope that that same um persistence and showing up you know continues to show but now right i'm in and now continuing to work and i'm shifting that energy that now is kind of left you know that somehow or rather you know not focusing on that or not having those negotiating meetings frees up a little bit more time and space and energy for all of us that we use that right um to continue to keep pushing forward keep showing up on behalf of our our children and families um so i look forward you know to uh continue to work together to continue to do my part as a trustee to support the teachers to support the staff and ultimately to support our children and future generations of the yellow rock queen elementary school district so i'm happy um i look forward to supporting this and uh you know just continue to move forward from here thank you for the comments from members of the board yes uh i just want to thank you all for your patience and your efforts and during that and journeying ahead with alan rock thank you very much and looking forward to seeing what's around the corner thanks all right um i'll add my comments to the item i you know i'd be dishonest to see that the road here wasn't a little bit challenging uh we had our difficulties but i'm very very proud of the work that everybody's done the bargaining units representing the members very very effectively did an excellent job moving forward and and putting forward the data and making the case um or the remuneration is necessary and it's pretty clear um that is very very much necessary in my opinion if i could i and if i had the resources i would make us the highest paid district in the county so that everybody would want to jump ship and come to us um unfortunately we have the the financial situation that we based here in elm rock and so given the circumstances i'm appreciative of the administration and the the teachers being able to come together and coming up with a a proposal that makes sense for alamo that allows us to provide the remuneration that is rightfully deserved um but at the same time allows us to maintain fiscal solvency and so for that i'm very appreciative of all sides uh for the work that was done uh to achieve this um to get us to this point so thank you very much to all of you who put in a significant amount of work i'm looking forward to uh continuing to move ahead and move alan rock and you know move well mark forward so thank you very much um all right uh given the fact that we called for public comment uh the board has already spoken at this point we have a motion and a second on the table and i'll go ahead and call for a vote as i see you on my screen uh vice president hi board member linda travis hi myself 49 motion passes all right thank you very much go ahead and move on to item 1.03 never mind we've already gone through that to the explanation to the audience which was done by earlier on uh move on to item 2.01 honoring february is african-american history month dr bauer is there uh anybody in particular who's gonna introduce the item thank you board president this is a very special location because we are going we're gonna try to start the habit of celebrating the month and uh i want to thank um mr ronica dalton for leading the way with black history month and she every month we're trying to gather a group of students to share with the board and the audience the fantastic things that our students are learning ms veronica talton thank you so much for guiding the 1619 club very unique club for alum rock and so proud of them and so proud of seeing you and in our students to lead us in remembering this very very important month so i'm going to pass it over to you miss dalton thank you dr bower and do i have the ability to share my screen or will that be shared for me um you have the ability to share your screen okay wonderful thank you mark bell and i just want to make certain that all of my students have logged on good evening to everyone um i see two three waiting on uh three others and we will take a collective breath but i do want to say good evening to president quintero board of trustees dr bauer our school community we have rehearsed and we're ready to share i'm so pleased to announce um that the members of the 1619 club are joining me this evening um the one that says 1619 um if you could promote him to a panelist that will be everyone all right just want to make sure i have all the students faces all right so the one that has 16 19 if we could just promote him to panelists i'm hoping that he can hear yes miss tilton uh he's alright thank you thank you so much so tonight i'm speaking on behalf of the 1619 club which is a black history and social justice collective this is a club for middle school students in our district and we're going to give you a little bit about how we got started um i founded the club in the fall of 2019 at joseph george middle school and at that time um it was early in the year late september when i met a student who did not feel a part of the school community and this particular student was afro-mexican and so after talking with our principal i decided to go ahead and begin this club and the following fall which was 2020 dr bauer approved virtual meetings district-wide because we were on distance learning completely so any middle school student interested in participating not just joseph george students could join the 1619 club this fall 2021 we have started hybrid meetings so we have hale and manny mahia [Music] hello my name is evening to share some of the exciting things that happened so far during the 2021 through 2023 school year and to provide a glimpse into the months ahead at mariana academy our calendar is packed returning inside and outside of the classroom let's flip back to august and september of 2021 the start of school was particularly exciting with a return to in-person learning for all grades it was great to see all friends and make new ones as we kicked out the 2021-2022 year there are a few construction projects underway as students returned to the mariana campus our parking lots bus circle and a portion of our playground were temporarily closed off as new parking lots and a new improved playground with full-sized basketball courts for though but construction did not interfere with our excitement about being back in school we found many ways to enjoy the remaining space on our beautiful grassville campus such as weekly games of gall doll ball using chocolate volleyball and soccer nets just taking time to read under one of our many beautiful trees october was an especially exciting work for our fourth grade students as they had the chance to take a field trip to the apple valley center for innovation the students love the hands-on staff activities and explain that it exhibits with the help of several middle school student guides it was also a great month for parents and staff as the parking lot and bus cycle construction was completed and open for use february december kept us busy running and celebrating the holidays and the opening of our new basketball courts and playground also in december our kindergarten and second grade students had a turn to take field trips to the apple valley center for innovation it was great to report on the action taken in closed session uh prior to that uh i'm going to read we did an amended um case on exp expulsion case 16 21 20.
um and um so it's also the time to be looking at what openings we might have what you know those kinds of things so we did uh jen bless her heart and kim worked on the mostly gen but worked on the letters that go out to our employees that that are kind of the letter of intent so are you planning on coming back next year are you planning on retiring are you planning on leaving so that we kind of already have a handle on that but we need to go the next step we need to start issuing contracts to let people know yes we plan on having a regular school year next year and yes we plan on having folks back and so i'm just asking you for authorization to issue contracts i will say to you that i'm going to be much more strict this year about folks having the appropriate certification and i will hold those contracts for folks who don't currently have the certification so some people are in the process like our interns are in the process and should finish at the end of the year but i want to hold that until some of those and and some others to make sure they have them what i would do in that case is the 15 days that they have to return the contract would start the day i actually give them the contract and we're only talking about a handful of people but i wanted that up front as well and work agreements for our classified people so it's not just contracts sorry questions hey do we have a motion i'll make a motion that we um authorize the superintendent to issue contracts and work agreements for school year 22-23 second second that motion attaboy all in favor aye corey burgess i'm amanda ayman i'm charlene diaz hi anna boyd i'm melinda supresso so moved item 5.13 tyler technologies dr stewart mr president and board members we for a number of years have used infinite visions as our business software and we continue to do that they have been working tyler technologies is the parent company they have been upgrading their programs and in the upgrading are moving them to the cloud there are a number of benefits for us to do that security cyber security being the major one because instead of us keeping all of our payroll and hr and insurance and budget and purchasing and all of those data instead of keeping those housed on our local server they would they would be housed on the cloud and they would be the responsibility the security of them would be the responsibility of tyler tech and so that that's the major uh that's the major benefit there are some other benefits for us having some more accessibility to their own information by employees so i will tell you that our hr person and our payroll person spend an amazing amount of time it's not huge but it's it's information that employees need to have but you know you get 10 calls in a day about hey how much how much of my check is going to retirement and that kind of thing so lots of questions like that all the time this would allow our employees to look up their own information they would have access to all of their own salary information their you know their how much they've been paid on any given payday their insurance information it will allow them to put in their own uh their own demographic information and if they moved or changed phone numbers or whatever they can do it themselves instead of having to contact hr or in this in that case hr to do it for them because a whole lot of things especially all of our time cards are done manually the employee uses the computer it goes into that software system but then it pumps out paper and a payroll person has to sit there and manually put that information in all the time so this would allow us then to have a program that would tie in divisions directly and save a whole lot of time with that so there are a lot of benefits the cost is a little higher but there are times during the year when our two people our hr and our payroll person are not quite enough people to do things that need to be done in that time frame but it's not enough work to have another employee it's not enough work to have another half of an employee but man to pull back some of that from them so that their workload is pretty even through the year would be a real benefit for us and and i think a real benefit for employees to be able to to look up their own things so i i really would like your approval for us to move from our on-site in-district housing of all of these data to the cloud and the related services any additional questions we get a motion i'll make a motion that we a switch to um instead of home district based district based um safe a motion to approve 5.13 tyler i got technologies all in favor aye corey burgess hi amanda evan hi charlene diaz hi i'm boyd i'm melina thank you item 5.14 hathan and buckner is a proposal for audit mr president and board members we concluded a five-year contract with haven buckner last year we as as required by uh law we did put out our fuse to how many can six or seven oh five sorry five uh five uh auditing uh services in the state uh either got no response or uh sorry we can't do this and so then we re-issued the rfp to hafen buckner and they have agreed to to do that for us have another five-year contract so we need your approval to for that contract with haven buckner and they will do our audit in a timely fashion even though it's getting a little late any questions i move we approve item 5.14 i second that motion you're gonna take your chance on me nope all in favor aye corey burgess i'm amanda eamon i'm charlene hi anna boyd i'm melinda so moved item 5.15 convene to executive session i move we convene into executive session ars 3843103 a3 discussion or consultation for legal advice with attorney or attorneys a public body and ars 38 43103 a4 discussion or consultation with the attorneys or public body in order to consider its position and instruct its attorney regarding the public bodies position regarding contracts that are subject of negotiation in pending or contemplating litigation or in a settlement discussion conducted in order to avoid or resolve litigation we have a second i'll second that [Laughter] i'm in favor aye corey burgess aye amanda ayman aye charlene diaz hi anna boyd we are in executive session [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] so [Music] [Applause] [Music] [Applause] [Music] [Laughter] [Music] [Applause] [Music] [Applause] [Music] so [Music] so [Music] so [Music] so [Music] do [Music] at this time i'd like to move that we reconvene in open session can we have a second i'll second that amanda amen all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd so moved item 7.2 consideration of possible action regarding district hvac air quality system issues related to matters and open for resolution of said issues i move to direct superintendent and legal counsel to proceed as instructed and to engage in further due diligence and move forward regarding modifications to the hvac and other mechanical systems to ensure clean air and healthy environment of our students staff and community second i'll second that motion all in favor aye corey burgess i'm amanda amen aye charlene diaz hi anna boyd so moved uh item eight point one future topics um mr browski you wanted to add i think i think it's time to do a like a town hall or something like that to get the information out i've been collecting petition signatures and we had a lot of questions about about the purchase and the housing thing and because i didn't know anything about it i asked for you know a talking paper talking points and it came back but there's a lot of people out there who do not have any even that much information so you know i think it's time to do a town hall all right so can we direct to dr stewart to put a town hall together and let us know what dates are available can i can i put myself forward to help her absolutely wonderful so i love it find out what dates are available let us know if we have multiple board members that like to attend we will have to post so please just keep advised of who wants to be there on those dates i would like to go depending on what date we pick once you know i'll let you know where i'm at i think others might be in the same situation let's just get back to us on that any other future topics um i noticed when reading the reports and fox creek's report had a little deer governing board on the back of it from mr osuna about uh nose rings at the junior high and the covering them up and the wind and all these other things so is that something that eventually comes through that they have a meeting confer to talk about students um student handbook i mean how does that's not a meet and confer but it is it is one of the topics that can be discussed in the superintendent's employee advisory committee okay and um and we have been enforcing that they're not doing that right um you know because it is in violation of the current dress code yep i just know that it was in there i wanted to bring it up just so then that it is recognized that we we we did see it in there if there's anything to discuss on it or or what not right any other items in the fox creek [Music] board report and i'm sorry i missed i missed that piece are they it was later you had to go to a further page there was another page down there so is it that they're wanting to allow them so so the discussion is wanting so well the the report came from mr osuna and it had mentioned um it showed uh you know a face um trying to show that um not many they discussed that um students that have the nose rings they to cover them up with a band-aid or they're to wear the clear pieces in their nose um some don't have the clear pieces they lose clear pieces they can't afford the clear pieces band-aids go on but band-aids fall off especially in our lovely bullhead city wind that we have then they have to go back get another band-aid they're losing class time going back and forth so it's just something that was in there i want to recognize that it was in there and you know she can hear the wind out there right now so i'm sorry i missed that don't have the discussion and they can bring their if the administration has changes they can want to acknowledge it sure at that time but not necessarily on the agenda at this time maybe not necessarily but if you wanted to reach out and kind of communicate with them and and find out what what you know what their recommendations are what their issues are and and how might they be able to change it i mean i don't know okay i just want to acknowledge it was there any other future i will take it to administration and to the employee advisory committee perfect thank you no other future topics okay upcoming board events um there's a long list of possible activities you can attend um if you are interested in attending any of those please let kim know and she'll get you registered for those um oh there we go it was hidden for me uh march yeah just it says meeting's gonna be all month okay um march 10th first we're only around one day right [Laughter] now it's during spring i'm here i've got the toc so i mean is that what you want to be doing here in tennessee because i think i'm going to be busy here in that house busy with the tournament um yeah that's not going to be that i won't be available on that day i i'll be up at the toc so i'd be here [Laughter] that's right we could you guys could carry on without us so um okay would the following week be good when is the high school's meeting it would be that probably that monday the 14th okay i can't do the one week the 17th would be the thursday yeah saint patty's day i'm good any thursday what about the first my life thursday march the first thursday the third we good calendar-wise on that day unless you're planning on going to the chamber mixer that would be there not at this point it wouldn't all right are we good with that day march 3rd yep march 3rd i could see my calendar let's set that as a tentative date now if there's a problem or conflict please let us know and we can we can adjust accordingly um so at this point set it for march 3rd at workshop at 5 30 meeting at 6.

school district toward fulfilling the vision of the board the board has created fostering excellence for every student in the areas of academic skills knowledge citizenship and personal development thank you very much and congratulations and welcome to the board [Applause] here we go dr sparling will now make a comment good evening to everyone in attendance whether physically or remotely in march of 2020 all of our lives drastically changed the past 23 months have been difficult and complex for everyone especially our students many of you have lost loved ones to covet and to anyone grieving i am sorry for your loss there is no one that hasn't been somehow changed by this pandemic at all of our board meetings we have set time set aside for the public to share its thoughts and opinions on different matters with the board during public comment opposing views and issues are often expressed in a variety of topics we don't all have to agree on opinions shared but what is important is that we are all respectful of everyone sharing their views i respectfully ask that we remember this as people are speaking and that we refrain from making comments or interrupting others tonight the board of education wants to hear from you and we also have other school business that needs to be done we have people to hire bills to pay and construction projects that need approved we also have two informational presentations that will be of interest to the community all of these things are important for our district to operate in august of this year the board of education approved policy seven colon 165 regarding student use of face masks during a pandemic on that same date the board approved our district safety plan which outlined the layered mitigation strategies we are going to follow we were going to follow to help ensure we would be able to have full-time in-person learning for the 21-22 school year the face mask policy is one layer of our plan that was put into place to help ensure we were able to get through this year with full-time in-person learning which we've been able to do the safety plan is a 21-page document that outlines cleaning and sanitization hand-washing ventilation classroom layout social distancing visitors to school personal protective equipment and face coverings in our buildings and on our buses throughout this pandemic we've had to change or modify our protocols in response to the ever-changing conditions and guidance we've been given i know many of you are here to share your opinion on changing our requirements regarding basking in our schools the board and i appreciate all the information that has been sent to us this past week in july when the positivity rates and the number of cases in our area were very low i recommend it to the board and they accepted that recommendation that masking would be optional then as happened many times in this pandemic the metrics changed and the board also had to make changes as they adopted a safety plan that were based on local metrics as you are all aware over the past six months illinois schools have operated under the governor's executive order in regards to masking as many of you know our school district is a defendant in the downstate lawsuits challenging governor pritzker's executive orders regarding certain cove and mitigation measures including the wearing of masks in school buildings we are complying with the tro which prevents the school district from relying on the governor's pr pritzker's executive orders regarding masks however the judge who issued the tro did not prevent our school district from generally following our own policies and safety plans at this time policy 7 colon 165 and the safety plan require that mass be worn inside all school buildings based on local metrics however we want to acknowledge that the landscape of coven 19 has changed as compared to last fall as the community responds to cover 19 changes and metrics continue to show decreases decreasing cases we understand the importance of having a plan in place that allows for layers of mitigation to be peeled away in response the board has asked the administration to present an updated safety plan during the february 28 board meeting recognizing current metrics and the fact that our youngest learners have now had the opportunity to be vaccinated if they so choose the board and i look forward to hearing your thoughts and opinions on the subject this evening as you can see from our agenda we will not be making any decisions on our safety plan tonight with that said this doesn't mean that changes will not be made in the near future the board and administration will remain in open communication as we work together with the same goal of keeping our schools the safest environment possible while making decisions that fairly represent the communities that we serve i thank you for listening to me for everything that i had to say and as i mentioned a few minutes ago as our community members are provided with their time for public comment i ask that we all show each other respect that we all deserve thank you thank you dr sparrow now i would like to make a comment one of our goals as a board is to maintain a healthy in-person learning environment for students and staff we truly believe that everyone in this space wants that as well we might not always agree on how or when we get there and that's okay listening to different perspectives and putting ourselves in the place of others helps us to grow as individuals and hopefully lessen the distance between our positions it is our desire that we extend grace toward one another as we navigate these challenging times together your voice matters and we hear you thank you now it's uh an opportunity for public comment so on behalf of the board of education i would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their public school system residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the secretary of to the board when the secretary calls your name i ask that you come to the microphone state your name for the public record and provide your feedback tonight we will extend the 30-minute maximum time frame for public comments to 60 minutes so that the board has the opportunity to hear from more residents comments will be limited to three minutes per person to honor the the board's student voice priority our student ambassadors will be reading student email comments for a time period of 15 minutes please note the public comments that we've shared by email will be recorded in the minutes and shared with all board members no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment if your questions or concerns require follow-up and member of the administration will reach out through the contact information provided on the comment card thank you apologies in advance if any of the names are read incorrectly jonah travis stutton hi my name is jonah travis dutton i'm a fourth grade student in old post elementary i want to tell you i absolutely hate masks it restricts seeing most friends faces plus it is hard to hear when talking i also hate masks because they remove our rights and we need to fight for them another reason i hate masks is because it can be hard to breathe please make masks optional we are one of the only states that have such a strict mandate most other states have gotten rid of the mandate and they're doing fine just give us a chance thank you jonah christopher dutton dear board my name is chris and i'm a sixth grader at thompson i want to tell you my feelings about masks i hate them i can't breathe especially in gym they are uncomfortable i can't see anyone anyone's faces and it's hard to breathe please give us a choice everyone is sad and it just isn't fair i have weaker lungs and i think it is time for a change it is hard to hear classmates and teachers and if we don't wear it we are denied learning which isn't fair during summer band we weren't forced to wear a mask and everyone had so much fun and no one got sick the last week of band we were forced again and it was awful thank you chris i am a studio student at murphy junior high i do not want to wear a mask anymore i saw that the judge said that we shouldn't have to wear a mask my mom works in plainfield and they don't have to wear masks my mom is willing to homeschool me or let me switch districts if oswego's rules don't change [Applause] rebecca dutton dear board of education i am an 8th grader at thompson junior high school i would like to tell you my opinions and feelings about masks mass absolutely suck it makes it harder to breathe gym class is horrible you can't see your friends faces they are uncomfortable and it makes it harder to understand others i wanted to go to school without a mask and stand up for my rights but the way students who have gone without a mask have been treated is absolutely ridiculous students are getting pulled out of school and even suspended denying their ability to learn simply because they do not have a piece of cloth covering their faces during the first couple weeks of summer band masks were not mandated everyone was happy and those who wanted to wear a mask could no one got sick however when masks were mandated again around the last week of summer band the moon the mood completely changed everyone hated it nobody wears their mask properly anyways and not much is done about it how would it be different if masks were removed completely i'm in i'm in a musical it's horrible to practice sing and perform when there is a mask getting in the way choir is the same way singing with a mask on is absolutely terrible after school sports our after-school sports are the same way playing sports in a mask sweating in a mask is just horrible if we are healthy and have no reason to wear a mask then why should we sincerely rebecca dutton yvonne gomez by far oswego high school has had many incidents that have not been handled the efficient way or at all from staff disrespecting students to sexual assault to staff putting hands on students to staff failing to support and listen to students the level of disrespect and discouragement from oswego high school staff has been unacceptable to allow this behavior to continue is an unsafe and dangerous mentally and physically for a learning environment this school talks a lot about respect from students to staff and doing good and being to class on time etc but where's the students respect from the staff in my personal opinion if the staff respected students more they would care more about the rules i've talked to many students about the way i feel and i would say at least 50 or more kids agree with me i will continue to fight for a better environment oswego high school staff should get training to dean deal with mental health and how to approach escalated situations and understand the way of students thinking ashton pope hi miss studer i was told to contact this email if i was wanting to say something about the mass situation okay so one oswego naperville and aurora are the only cities that wear masks in school and not even in schools like all over the country no one wears masks so why are we the ones who need to wear masks in 2020 when i was going into sixth grade the board had said that if you are vaccinated you are allowed to not have a mask on then we had e-learning all of the first semester last year even when other schools were well not just in the district but other districts still went to school when schools were back in person they didn't have to wear a mask raquel saraco i'm a big believer in free will in people's choice i find it unsettling that our school oswego high school is the only school that is continuing to mandate masks every other school is allowing their students to feel comfortable with whatever choice they decide and when my school is not doing the same it makes me feel as if they don't value our freedoms i understand some people are still afraid of the virus or have loved ones that have health conditions and are afraid of spreading it to them but those people can wear masks and get the vaccines they want people don't even wear their masks correctly therefore it is useless on a day-to-day basis anyways you should never force anyone to do anything they don't want to do this pandemic has been going on a little over two years and we need to stop being so afraid coronavirus is clearly not going anywhere and will always be a thing just like the flu or any common sickness i hope this week of high school does better and listen to the judge thank you caleb fortson einstein stated that doing the same thing over and over and expecting different outcomes is the very definition of insanity for two years we have socially distanced and worn mass and still covered numbers escalate for two years obsession of preventing covet has been a priority and not discovering ways to treat covid due process and the right to be are the very things that set us apart from all other countries mass should be an individual choice some people say well why isn't wearing a seatbelt a choice well studies prove seat belts do more harm do more good than harm and then through due process laws were enacted for courts to follow disciplinary circumstances for offenses of not wearing a seat belt we have worn masks and socially distanced along with excluding fellow students myself included from a learning environment without a positive coveted test all because there is a chance of us having covid despite our efforts to socially distance and wear mass covetous covets still spread so why are we still wearing mass why are we putting unfounded stress on children if the preventative measures are not working vaccines boosters mass socially distancing have happened for long enough if it worked numbers would not rise the omicron variant is much milder we are told by our federal government but could it mean herd immunity is working and as people are put into an environment with covid our bodies have adapted causing a less serious virus the theory of evolution was taught to me the fundamental idea of evolution is adaption we have been muzzled long enough it should be an individual's right to wear a mask not a school board or administrators without a medical degree making personal choices about our right to be thank you for listening caleb fortson brandon lane hello i'm a student who is currently attending oswego east high school i'm emailing you regarding the mask mandate at schools in our district this monday some students protested the district's mask mandate i was compelled to contemplate doing the same however i did not a decision in which i now regret i witnessed other students harassing these brave masculist students with profanity and putting up signs throughout the school our school contributed to the harassment by segregating all of the masculist students and keeping them all in one room as you know i and many other students and parents are upset with the current mask situation we believe it should be up to the person to be able to decide whether they wear a mask or not i hope this contributes to the overruling of the mask mandate in our district thank you for your time and consideration aj weber hi my name is aj weber and i'm a sophomore here at oswego east high school i'm writing to you today to give my opinions on the mass topic for the district 308 school board meeting to start i believe the district policy on when to require a mask is outdated and unintelligent this policy needs to change due to the fact that this virus has changed so much since the month of august we are never going to get down to the level of transmission in the area that the district wants to see there is always going to be a student out sick and we cannot keep on waiting for this virus to go away which is never going to happen students know more than anyone how infuriating it is to wear a mask eight hours a day five days a week for months on end it is uncomfortable it is frustrating and it irritates my skin you may have noticed half the students in the school have either kept it below their noses or below their mouth because of how uncomfortable it is to wear all day long so ask yourself this question what would what would change not requiring masks the only thing that would change is the happiness and well-being of most students we would all have the freedom of choice thus this leads us into the topic of the temporary restraining order i believe at least until we see what happens with the appeal mass should be optional for all students and staff other surrounding districts have gotten their freedom back and i believe we need to do the same i am sure we all have heard by now the illinois mask mandate is expected to end on february 28th however the governor is keeping the mandate in place for all schools throughout the state i believe that this was a very selfish decision by the governor of illinois he is clearly trying to win in his legal battle and does not care about the comfort and well-being of students and staff though the governor wants to lift the school mass mandate in the coming weeks i believe we should follow other districts and do it sooner technically as of this moment the governor has no authority to mandate mass for schools because of a downstate judge declaring it illegal after all why keep us in a mask when we were the lowest risk age group while it is being lifted for everyone else in conclusion we have all gone through so much these past two years and i believe district 308 should follow other districts and make mass optional for all students and staff because it's time to move on sincerely aj weber good evening my name is eric eichorn i'm a sophomore at oswego east high school i'm sending this email in regards to the mask mandates that are being enforced in the district i would like to start by addressing that i understand other people's views and opinions on the mandates and i fully respect their decision to wear a mask however i would like to share my views we have been living with coronavirus for over two years now and we've been living with the flu for many more years not once were we ever told to put on a mask by the district when flu cases were in full swing the masks were originally put into place to limit the spread of the coronavirus and while the numbers have gotten under control since the beginning of the pandemic there's only so much we can do to keep covid from spreading around the required case transmission level uh to lift the mask mandate in the district is 10 to 49.99 according to the district email and while we are currently far above this level what is going to bring us to the required level we've been wearing a mask this whole school year and not once have we seen a significant decrease in cases in our district so why the mandate it's clearly not proving effective now so what is going to make it effective in the future we need to learn to live with this virus we've been living with the flu for decades and while the flu was a very dangerous virus in the beginning we have adapted researched and become immune to the flu it does not seem to be fair that students who are still young and healthy for the most part are being forced to wear a mask when the rest of the state is starting to ease their restrictions according to abc news the mortality rate for students under the age of 25 is one percent and the one percent mortality rate with students with existing health issues such as asthma or heart problems and masks can be helpful to the group of people who are at higher risk but the general population does not need to be forced to change their life for the smaller population to conclude i just wanted to share my opinion i was taught in an early age to speak up if i believe is if something is inaccurate or unlawful thank you for your time sarah winter hi my name is sarah wainer and i go to lakewood creek elementary school i am a third grader i do not like wearing masks at school it makes me feel uncomfortable because i can't breathe i get upset because i can't see my friends faces or my teachers when my daddy told me that the school wouldn't let us take off our masks i cried and now i don't want to go to school i love school pe is hard when we have to wear our masks we get sweaty and i feel like i can't breathe in it i have been getting dots all on my face because of wearing it for so long i miss playing with friends without wearing masks i miss seeing smiling faces around me thank you sarah weiner natalie arias board of members and district administration my name is natalie arias and i am a sophomore at oehs i have a sister in eighth grade a brother in fourth grade and my mom is an elementary special education teacher assistant i've been concerned this entire school year about covid and the safety of our schools my entire family is in three different schools every day first i want to say thank you to each of you for working so hard to do what is in the best interest of the entire school community and not making decisions to please one group or another there most likely isn't a way for you to do that anyway second i was happy to hear that it was advised that it was okay to continue with the district safety plan regarding masks i know that there are decisions working their way through the courts but i would not feel safe attending school in a building with around 2 000 students without masks being worn by everyone especially as there is no other option for me but to go to school in person finally i want to make sure that you know that there are students and families who want to follow the guidelines from medical experts their guidance has not changed masks should be worn universally in schools please continue to make any decisions regarding mask policies with their recommendations in mind our entire country is still in a high rate of transmission for cobin 19.

so our math scores were a little bit above state average and our language art scores were a little bit below for ire this was our biggest hit i read we were at a 49.35 the state average was a 53.2 so looking at last year's scores we we heard it would have been three years ago because we didn't test last year or two years ago we didn't test and then these scores come from last year's data so the the academic impact of covid so for english language arts statewide schools were down 20.8 percent and as a district we were down 13.7 so we are less than that covet impact for the state and then for math it was 23 for the state and we were at 14 decrease so we're under that academic impact of coped for i read though the state average was 14.52 and we were at 18.5 so on the next page we have a percentage of our students taking the i am the alternative assessment we are at 1.17 the state because it's a federal federal grant the state the federal grant says we have to have under one percent we are at 1.17 we have dropped down the state average is a 1.11 for preschool performance data we were at 69.89 and the state average was 59.4 graduation rates we were 64.1 and the state average was 78.6 and then least restrictive environment we were at 88.34 and the state average was 81 so least restricted that looks at our kiddos in the general education classroom more than 80 of the day so the next page breaks down our data for the last four years or four times that we've got the data 2018 was the last year we took istep oh i'm sorry uh 2018 was the last year we took istep so that 2019 data was our first year with ilearn and then 2020 we did not test so that's why the scores are the same that was the year that we shut down in march for october 19.
we've been those of you who have been on the boards for a while lived through that but what that means is every year we're graduating 200 bringing in another smaller class so overall our our population isn't growing but what's happening is the kindergarten grade is now turning back up so the entry into our district has gone from 150 160 and it is now in one set mid 170s and next year the projection is over 180. so what we've been finding is we're adding instructional staff at the youngest levels and lowering instructional staff at the older levels and that's in fact what you'll see again in this year's budget it's an interesting challenge because it creates some multi-faceted issues there's a big push to do school choice you know out of danbury that was approved by the state legislature and conceptually it's a great idea but the program is structured so that you actually bring kids in in kindergarten the one place where we don't have room to bring kids into and uh and so without adding staff we could bring him in but it would be even more staff in brookfield so we're gonna actually be talking to the danbury people who are doing that in the spring and see what we what we can do with that but it is this growth in kindergarten every year it's stepping up you know somewhere between eight and ten kids and when you have an average class size of between 18 and 20 that's adding teaching staff so what generally happens to a kindergarten cohort 13 years later does that class size stay the same does it generally go up or down um it goes up slightly over time i did i did a look at that it's been going up a lot more in the last three or four years over time because we are having a big migration of families into brookfield right now so i'm seeing you know you're seeing eight to ten kids coming in in the middle school ages especially um as you look at the enrollments each year so in the last couple years the population of transfer ins have been like 20 to 30 maybe [Music] yeah so so you have this interesting phenomena of you know what's happening the other thing is this grouping here between huckleberry center and the fifth graders out of wisconsin that new school is our biggest school right it will be uh uh notably our biggest school um in in the in once it's up and running so it's it'll be very different having three schools than four schools in brookfield i'll just point out a couple of other uh little tidbits our special needs kids it's slightly down seven down year to year the ell students have been growing so or that's english english language learners so these are children whose primary language at home is not english and that has an impact on us and we have a um is it on this chart uh yeah so and we have the outplaced students is a very expensive piece of our budget um it's at 31 in our projections for next year that's actually up from this year's budget which was 30 and it's down from where we were in october which was 34.
what's the problem it's too big if it's not enough yeah we have to ask for more money yeah that has i mean it happens yeah that's what happens regularly sometimes if the death is 10 000 you know we use our main operating maintenance budget we're allowed to do that you know if it's a real large over-expenditure we could go back to the town council there is a emergency fund which we explained in the budget so there's a variety of ways to deal with it but you know i think at this point it's a reasonable estimate i wouldn't lose any sleep over this amount at this stage and like we were discussing when we were out there i mean it's our one building in town that's fully air conditioned too right right that's that size and we could actually use this emergency so if it didn't go over i think we could get it yeah put it together pretty good and it houses the government freezer which resources yeah you know food service commodity it has uh that's some inventory protection there asset protection so if we go back to the labs ferment after the 250 so i guess i can have to ask my fellow members here in the black community are we if if bond council says that this is going to make this be a referendum question do we want this to be on the ballot or do we want to push this out today i'm pushing it okay that's the question yeah was that you were there was it did it including falling apart well it's just a continuation of the improvements that we've been making like norton is fully done yeah you i think we showed some of the labs that do little you know those nice blue ones so we we completed two phases that do a little i'm currently working on the third phase yeah yeah and the two that we did i mean those needed significant alterations because of the ada compliance and that's kind of what what's driving some of the cost up is that so once again once we get into the elementary schools aside from the gang bathrooms so norton is a more and i use the term loosely more modern design um they didn't incorporate bathrooms in the classrooms so it's strictly gang bathroom so norton was renovated it's 100 percent complete do little circa late 1950s early 1960s especially in uh k through three classrooms everyone has a has a toilet you know it's not a sink in a toilet so all of those will eventually need to be renovated as well um so yeah those will that will continue we'll despite the fact that the gang bathrooms may be completed in that school we'll need to continue to keep updating the remaining bathrooms as well all right so ben what do you want to do next so i would what i would do this the laboratory are we going to push them out is that the decision yes if it comes to that yeah so what what i would suggest is just running down very quickly to show what's coming out yeah okay and that's i've already uh highlighted it and right so at cheshire high school the replacement of the walk-in freezer refrigerator i could do this on the fly can we just talk can we talk about like what we're going to do with them with the items oh sure do you want i mean we don't if you guys have time to do it now this request is to replace the walk-in refrigeration unit that's um right inside of that doorway where the loading dock is and this ties to the liner the loading dock project which is right below 600 000 the loading dock is failing we have to make some improvements you know to the site improve the drainage so those two could be linked yeah so that's what i'd like to do let's take that 600 and then 175 make it the 7.75 make it one project and move that to next year that was we designed that we paid the design in that last capital budget correct so we approved we there was fifty thousand dollars last year for that right did we do the design um no no no no we included you know that was for the design of the parking lot period we have it for this year oh yes i'm sorry you're right all right so for now what i'm going to do yeah so the 50 grand was appropriate for just the parking lot for design of yeah all right some what i'm doing is just shifting in over to one year so you can see what year two is gonna look like and then you know if committee is okay with that we can make some further refinements but i just want to try and at least make sure that we're all on the same page what's coming out okay so the next item coming out is the window replacement at threshold high school so i'm just going to move 500 000 there take this out that two million over the next four or five years is that gonna where is that gonna bring us for new replays is that gonna bring us to like the year 2000 windows and then you would you know equal edition yes right rich because those are starting to mike right our new edition uh new edition yeah yeah those windows to this committee but it's yeah it's a it's a case of round robins you know if you hit it in your own house replace uh you know if you have 20 windows and you replace one window a year you're constantly replacing windows it just never ends and that's kind of where where we're at i mean i think that we need to obviously a good time to think about it right i don't see why we wouldn't go for like a window replacement attraction facebook for two million dollars versus doing this like 500 500 i mean yeah it sounds like a bond to the money as the money is expended anyway so what's the difference if you're asking there is actually the difference is it'll cost you less if you do it right once yeah yeah i mean the short answer is that you know we've been kind of stringing our things along waiting for you know it's been going on for like eight years now we've been discussing a master plan then school modernization you know but we want to keep projects moving along because you need to right now we know with the two you know proposed elementary schools we know what schools are staying online for a number of years so we do need to direct our attention and that's i mean that's what's going to make this easier to do i remember when i first did this two years ago it was like where you know what are we going to be paying a 20-year bond now that's going to be in a dumpster i hate sales that's that's true [Music] yes just with regard to doing like two million at once instead of 500 each year i'm just curious to have been open jim jascott's perspective is the finance director for the town on that because i mean i'm just wondering is our like our debt rating is that or uh would that be impacted by saying we've authorized two million this year instead of offering authorized only 500 000 i think you know the more debt when you have so much debt that you cross a threshold whatever it is as a percentage you know you know of the town's you know total expenditures right because you borrow the money is not the only issue it's now you have to pay that debt yeah so you're increasing your debt service so when you get to a certain threshold it could change the town's bond rating which means that it would cost us more to borrow but there's a little give and take there in the sense that you need to get your projects done sooner sooner rather than later because the longer you wait now you've got construction inflation building up so it's not a simple black and white answer and the schools are part of the town's capital budget request right this is in the scheme of the town you know jim jascott and the council look at the whole picture and have to decide what are we financing what are we you know bonding you know this year and over the next five we're we're the biggest we have the most number of buildings that the most capital needs certainly but we're not the only capital needs i mean i'd have to think too if you were going out to bed for a two million dollar window replacement project in cheshire high school you're going to get a lot better of a price from a contractor doing it as one product yeah i mean like absolutely and you know there's always the discussion about like you know we're gonna go out we're gonna bond with worry about that and i totally respect that but at the same time does the bond the bondage just look at the condition of our facilities think about like that as the overall picture of you know like i vividly remember that our bond um process and our credit rating being tied to having a plan or not you know and so given the fact that we have at least forward momentum on a plan when we are evaluating for our credit rating which obviously influences the bond process the lack of a plan is problematic right now we're able to get away with it because our financials are in good shape but you know we can't just do that forever and not do anything for ourselves having a plan will support if we can we can afford to get away with it because we have a plan school you know if it's 500 or if it's two million you know it's like i for one how many times am i going to vote yes in favor of your replacements the general high school right yeah this is a guy what are you guys having with me just at a time right yeah so so where does that put us if we consolidate so i think we need to look at where we are over the five years and see where if we wanted to go for like a two million dollar asset for the windows you know we have to see what our bottom line number is that we're i would suggest that if you're going to go that route then it's worth getting an architectural firm on board first put that 50 000 out there and they'll do the they'll give you an actual number to work with no real number this is our debate you know this is a this is a an estimate you know high level estimate from us you want to get a hard number if you're going to go for that kind of money you're going to want to have at least an architect's uh budget assessment for the you know do a construction budget assessment i mean based project connects as funding is approved like 500 000 of funding is approved we go to our architect and say hey we have 500 000 so we design and do you know the way we did it that's what we're doing now yeah yeah we have alternates you know so we go out to bed and we decide up okay we could do whatever 15 units this year okay i mean it's kind of a significant improvement at the end or like that to heat uh we talked about that i mean those are original you know what into the guy who i guess you know it's not the old oh yeah that's not that's on the docket for this year it's in design right now okay yeah i was going to say the ones in the front couldn't afford it right so for now we'll leave it like this but we can always you know change it you know even when we get to the council if we wanted to adjust it we could do that okay so the next item in red i wait a second so we're gonna district labs this 250.

ultara second the second of my new news all in favor aye aye is there any opposition hearing then that'll be the order discussion information facilities improvement financing operations to be by matthew schulenburger assistant superintendent thank you mr raleigh um on a board member's request a couple meetings ago i was requested to run through some brief information about facilities and some possible improvements and also some possible financing options uh first off i'll start with uh i call it the elephant in the district we now own 40 acres of land adjacent to granite hills high school so many individuals have asked what comes next that land was purchased partly with the intent to eventually build a athletic stadium on that facility so i would like to point out to the board there are some considerations as we look at this particular project mainly that's 40 plus or minor 8 plus or minus acres so a stadium with some lit athletic fields what type of surface a natural or artificial athletic surface seating for 5 000 and i will admit 5 000 is just a number i picked could be more it could be less in the final plans or any uh conceptual uh athletic facilities we put together is there a desire to do track for track and field is there a desire to have a natural track as there is at new bass stadium or is there a desire to have a artificial surface track with some new athletic facilities at granite there's always the consideration of renovating the existing athletic facilities and i would also like to point out that a 40-acre space a stadium such as newt bass or a typical athletic stadium and appropriate parking will not take up all 40 acres so are are we going to build in phases are we going to do it all at once just things to consider as we look down this path is a field house a part of this a field house typically contains locker rooms for both visiting and home teams is that a desire to have a facility like that snack bar and restroom facilities for the spectators of course something to consider restrooms of course is i think pretty mandatory but a but a snack bar and of course sufficient parking for any of those facilities so this is just a very high altitude overview of some of the possibilities related to that 40 acres adjacent to granite hills high school some of our other facilities and things throughout the district one thing we have to take into consideration governor newsom has basically created another grade in the k through 12 system transitional kindergarten it currently serves those students born between september i'm sorry turn five between september 2nd and december 2nd of the current school year and he has proposed a multi-year phase in and i actually does not propose it's actually law now but in looking at our transitional kindergarten pre-pandemic we've historically had about 200 transitional kindergarteners in our system and about a thousand kindergarteners and now that is all pre-pandemic right now we actually have you'll see there in the 2122 school year we enroll children between september 2nd and december 2nd our enrollment is 164.
uh with that we're done i move we adjourn amanda amen i'll second that motion dias all in favor aye corey burgess hi amanda amen hi so moved we are done thank you for coming [Music] you
please continue to do what is best to keep my family and all of district 308 families safe thank you for your time vincent drain to the board of education secretary i am a sixth grade student at binaristic junior high school i am writing to express my stance on the current in-school mass mandate we the students are frustrated over being masked for the last two years we understand the intent was to keep us safe initially but just as the virus has evolved so has the understanding of massive mass effectiveness and unfortunately has become a political means to control our civil rights and ability to choose what is best for ourselves we have been told to stand up for what we believe in and this is our opportunity to do just that now is also the time for the school district and our teachers to stand up for us i suffer from anxiety and the mass make it a lot worse please help the kids mental health we have been through enough i am tired of constantly being asked and reminded to put on or pull up my mass it has caused me many days to not want to come to school and created a divide between me and my teachers i want things to be normal again as well as i am a hockey player at a club with 500 plus players we have been playing and traveling together massless we have been the perfect scientific test case that we can remove the mask and be safe does the school board also not see that all of us kids have been playing together massless outside of school and it makes no sense that when monday comes around a mass is miraculously going to keep us safe this is america the country of freedom help us uphold our constitutional rights thank you very much vinnie drain ava murray yes i would i would love to hear the rest of those ava murray hello this is my third year going through covet 19 as a student and as one of as the one going through the constant mask wearing i thought i should have my say i didn't i do not love masks but they protect us as a whole and i enjoy knowing that i am at a lessened risk of getting coven 19.
Well, good evening everyone. Thank you for giving us a little bit of your time this evening to give you an update on the Connected Learning Initiative within Broad High School. Um I'm going to talk just a little bit to give a little bit of background on e-learning and then I'm going to have our master teacher from Brown County High School go ahead and really give you the update from across the state, region, and locally what's occurring with current connected learning. Of course, our vision and mission statement is up here for Brown County Schools. With every initiative that we do here at Brown County Schools, we connect it directly back to our mission and our vision both always important to show and make sure that everyone understands what we're working towards every day. Everyone feeling okay with the mask? So, as many of you know, our target for students when they walk through our PK to your adult system is that at the end of their graduation, whatever that might be, maybe that's high school, maybe that's at the end of their adult learning here at the Career Resource Center, this is our target, our graduate profile.
so the 2021 that is our first year our first assessment after the impact of copen so you can see our scores have dropped down there are some key areas in language arts that we're focusing on that we'll talk about and it's important to note too with the graduation rate on that previous slide that they look at the previous year's graduation because the way the data comes in so that data for graduation rate actually came from may of 2020 so that was the year of the shutdown so graduation rate did drop because of kids missing some of that instruction and the earning of credits at the high school level okay looking at the compliance this one goes back to those compliance areas of disproportionality and transition um with the disproportionality of suspensions and the racial and ethnic groups and racial ethnic groups in special in general our numbers were too small so we don't get a score there we look at the next one the percent of disproportionality in specific disability categories we were compliant and we scored five um compliance area ten the percent of districts with the demographics um making sure that they're inappropriate looking at whether they're in the appropriate category or not we were compliant there looking at 11 which is looking at that 50-day timeline which we saw in one of those first slides we had 100 percent and that so we ended up in that top 20 with a five and compliant the next one down is looking at the preschool and the compliance for getting them tested on time and conference health again 100 and then like i said with the transition ieps right now we are not in rotation we will be in rotation with the next year's data looking at the bottom part um continuing in non-compliance we have not had any continuing non-compliance so those are not present in both those areas and looking at that matrix change we can see from the years that we look we did drop a little bit there with 2019 because of transition assessments and changes in the way they were scoring that and we can see that we were at 100 in our compliance matrix for the year 2021.
we actually had an influx in september and october so our official report was at 34 but our budget was at 30. and we've been dealing with that all year long in our in our in our outlooks so that's kind of what's going on on enrollment um this is what's happening on class size we used to have a big problem on class size but as the years have gone by as a board we've really worked hard to try and keep within our class size guidelines and class size guidelines are up on the top right of the chart so you kind of know we have a high and a low and a target for each grade for each great grade grouping this year the last couple of years we have met them all this year the top end of the range is 20 and we're at 20.3 and 20.8 in the kindergarten and first grade but you may see the note with support and i'll talk about that more as we go through the budget because it's a very important piece of the budget that we're going to show you so we're actually pleased with uh with been able to maintain the right class sizes in brookfield um glenn you always ask me this question what's really going on on the special eds this is a very simple chart but we've been we keep our eye name by name by name on what's going in and what's coming out last year we had 30 uh in our budge in our budget three of those are leaving we have four that are coming in and 27 of the 30 ish are consistent from year to year they're not really changing a lot so that would tell you that other than the one additional there's not a lot of dynamics inside the uh the cost of the special ed bob can i just make one yeah um mr belden said oh we keep track name by name the educators keep track name by name even on our fine and it's important on the finance committee uh i i get a number it's all by number uh is we keep everything private just to make sure that i get christmas i get student one student two student three is all i ever get so um okay so this is the overall budget um and i've broken it down to try and really kind of get the dynamics of what's going on and what we'll do in the coming charts is go through each of these areas and talk about what's happening to to the spending overall our budget is up 3.8 percent year over year that is made up of a what we call a status quo budget that's kind of if you did nothing right that's what status quo is right so the same programs basically the same staff what's happening to your spend it goes up naturally two point seven percent that in recent years has been over three percent um this has been actually one of the lower years in my six years on being on the board in terms of the status quo budget and its growth i'll take you through the detail of what drives that in the next chart um we have a couple of areas that i that are new things that we need to talk about the first one is a bilingual teacher and it's a it's a legislative requirement that we have to deal with john will talk about that a little bit more in the next chart and an upcoming chart we have and that's that's about 0.2 year-to-year growth that's one position that's a teacher a bilingual teacher we have some dynamics on enrollment in this area that's another 0.3 percent year to year growth we are asking for four and a half paris that's a half of a paraeducator per classroom and at the request of the teaching staff and the and the administrators at center school they said we would much rather live with a 20.3 class size then add a t and have help than to add a teacher and not have help and so there's been a discussion the costs are not all that different between the two and so we've had a good healthy discussion at our board meeting about that as an option to have a better educational experience for our kids [Music] that's in the 20 point that so that that's why i say with help it's 20.3 it would have we'll show you the numbers it would have been 18 it would have been 18.3 if we had added the teacher so the the point down on that very quickly is the the teachers and mrs diamond you know collectively felt that with another set of hands for a half a day a given the pandemic the needs of the student is very different kindergarten first grade the last couple of years than it's ever been before the needs that we're seeing drastically and so the extra set of hands and two more students in my class was better than a new colleague and eighteen kids in a class yep i have one quick question on the uh bilingual teacher is that a dedicated uh for a class can you hold the question because we'll actually have a chart um we're gonna reduce a grade five teacher right and that's in those class sizes that i showed you and uh we have the one additional outplay student happens to be a very expensive one sadly so that's enrollment driven that's very straightforward you know this is what's happening with the students we have it's point three percent year to year uh we have a very interesting phenomena and i have a whole chart on it on the arp esser grants and there's the esser grant and the arpester grant and we we have a phase in where certain items actually have to move if we want to keep doing them they have to become a budgetary item and i'll walk you through what are the items and how they roll off in a coming chart and that's these two are the ones for this year and then we have this last little bit here which is the new investments we're going to go through them in detail but there's that you see none of them are huge the most important one is a math interventionist at huckleberry and that's driven by the needs of the students who are with what's been happening with covid they really need some help with math and we're seeing that we would actually the net cost of that's less because we would actually reduce two para educators in uh huckleberry because we have the interventionists helping specifically there there's a little bit of need because of the enrollment to take our 0.7 art and music teachers and take them up till full time uh that and then and that's a there's a cost small cost of that the athletic trainer is a difficult story uh because we can't retain we went to a service two years ago two years ago three or two or three years ago three years ago and it's just been hard to retain anybody and so we if we're going to retain an athletic trainer for the sports teams we really need to get to a full-time job this is the net cost it's the cost of an employee less look what we were paying for a service boyce hockey this is a last pay-for-play sport we have and we had an appeal from parents to please don't single out the hockey team to do pay for play and uh and it was 16 000 for us to eliminate pay for play there and the last two are situations uh not all secretaries just selected secretaries one in each school and then the athletic uh uh director we find ourselves always there right now they're 11 month 11 month employees right they're 11 month employees and we and parents are calling up in the in the summer months saying i need to enroll my child but there's no one there to answer the phone and uh and we have a an athletic director who has to organize the fall sports but he's only got 11 months and he's out in the summer so it's it's we always earn a scramble at the beginning of the year so we you know for relatively modest increasing amount of money it was that made sense to us to tactically you know make the make the schools work better so the net of that is 2.7 status quo that the next couple of categories are are enrollment driven another you know almost 0.5 percent uh we have the arpa situation and then we have these small numbers of investments so and we'll go through each of those in a little bit more another question i'm sorry yeah um so i was just doing a little bit of math the salary per para does isn't the same on the ones being added versus ones going being taken away it's not huge but if you divide the 100 998 by 4.5 you get 22 444 if you divide the 39 790 by two you get 1995.
uh i'll just edit on the back end for now again we could adjust and so this number still always has to stay at that 32 million for 32.5 which is next item that will come out is the design for the dodd uh window replacement so we'll put that put that there so good so far yeah so this was the highland parking modifications where did you move the dial replacement i just moved it into your five yeah no this one this 50 is staying this is the traffic flow improvements this is the parking improvement so there's two different requests for 50 000. i thought we put when our walk through i thought we pumped it together it was uh not the two separate we have two separate can you make okay so you want to keep if you're gonna if you're gonna you're gonna do one you gotta do the other one no not necessarily not necessarily the reason they're separated for the entrance modification is going to require state dot coordination it's a whole separate a whole separate project developing additional parking because it's too it's really two different well i i don't know i suppose you could but it's two really two separate site categories um one's gonna deal with an intersection with a state highway the other is and that's you know it's an internal site plant so are you limiting the firm it's like saying i want to do siding and uh heat work on my wow i think there's limited firms that could do both where i might have better bids and better well right maybe so just i mean i mean we can look at yeah leave both of them there because you're gonna have to deal with like postal right and all that for like permitting for redoing the driveway for the parking yes yeah we'll have to yeah but i mean those are all local agencies once you go into the state then it's a whole nother gold wax and the documentation required you know from the architect is you know pretty significant so that's why i kind of try to cut keep those separate because they really are although it's both site improvements they're both two separate animals but uh we'll find i'll find out to see uh if it makes sense to combine okay so we're going to move the highland window replacement now i'm going to try and look at where we put it so that we kind of balance it out a little bit i don't i really don't want to move it out to this year but for now let's just move it there see what it looks like i'm putting it in the 25-26 and then the cafeteria all right so we're 2 million 6 10 because you have 2 million 8 10 yeah but we took 250 out for the labs and added 50 000 back so that's 200 000 so that's your number right now 2 000 6 10.

everyone is equally important but i'll start with miss talton um as always thank you so much for your efforts and and pushing forward a number of different things here with our district and and being i'm sure there's other people that you're working with but kind of um as far as i can tell the the the kind of the tip of the spear or the the face and the front and the driving force behind this and i really appreciate that this is something that we need you know it's easy for someone to sometimes volunteer to do things but to follow through is really important and and i definitely appreciate that about your work and so thank you and to all the students first of all thank you all for for being on here tonight it i know sometimes it's i'm even kind of nervous right now it's kind of hard to talk when you know there's a lot of people watching but honestly you all did probably better than most of us do up here and you're speaking um and i learned a bunch of new things i knew some stuff about some of the people but some i didn't know so you really educated me and and people people that are watching this and i was getting a little bit worried until we got zaikuan on there because i thought we weren't going to have any boys but i'm glad we have a a young male representing and i would encourage families and and anyone who sees this to whether african-american or not um to learn more and be involved and take a miss talton on her offer and be a part of the group because the more we learn about each other the better off we're all going to be so so thank you so much everyone and and i'm really happy thank you uh board remember [Music] i'm you just like uh trustee gerardo mentioned um i do want to start with uh miss talton as i was i'm seeing you so proudly see your students present um i couldn't help but to also think the time invested as an adult as a teacher and all the things that you do so um you should be very proud of the work you're doing and the and the youth um future you know well current leaders and future teachers and doctors and judges and whatever else they want to do so thank you for creating a safe space for them um and being that safe adult that they feel connected with whether it's from your own school or any other school within our district that means a lot to me as a as an adult you know that has a 13 year old as a person that works with youth um that knows that not every youth feels that way um with somebody at their school so thank you for being that adult and within our district um especially to create a safe space where youth not only go and feel good you know in their mind heart body and spirit but that also they're able to learn about um themselves about others um about black history um and black stories you know and the truth um thank you for that you know coming from somebody um that didn't grow up seeing that or having that um so and knowing what that also does so thank you for providing that space um and ability uh within our district to to be able to do that so um i know that also you've gone above and beyond to look for grants and look for funding um and how to bring more resources in to our district so i appreciate um all that you're doing um and even that i see you you know i hear you i honor you um i also want to you know tell you that um i see you i honor you and i respect you for all that you're doing um and uh to the youth like uh trustee vegeta mentioned thank you for showing up thank you for being involved thank you for doing your part to make this world a better place starting with yourself and then sharing with the rest of us um and i look forward to seeing more you know of you um maybe here at the meetings once a month or so at an event um invite us you know we're not able to go all the time but you know there's events coming up make sure that um you send us an email with the details you know we'd love to participate and get to know the work that you're doing even more thank you board member from vice president paul you need to unmute yourself oh god okay thank you mr president uh first of all i i want to thank miss talton here for her efforts in starting this club uh you know this your elementary music class at window and i also i believe i saw the uh your choir class at curtin when i was doing school visits uh you know so i i thank you for uh [Music] your work in making uh not you know not african-american history accessible to our kids but also accessible to the allen walk community in general i'd also like to congratu uh thank the our student presenters today uh all six of them and i can uh berkeley brown allison rosella's ortiz and forgive me if i get this uh first name uh that uh rue karkaya livingston uh samara west and brian nunez and zukon smith uh thank you so you know interest in american history and i know you will do well down the line somewhere in high school on the advanced placement exam in american history um you know so i want to thank you know just want to thank uh you know uh thank you for thank ms talton and the kids for this opportunity to uh to pay homage to uh african-american history month and also to uh congratulate them on you know or uh showing uh you know very uh i think very advanced applied knowledge in american history and i you know uh look forward to seeing other projects from the 1619 club thank you very much remember travis thank you miss dalton for all the work that you're doing with the kids i know you're taking a lot of time and effort and love to for these students and that's really appreciated and it shows in the kids uh it seems like they're happy to come and talk to the board and educate us on what they've learned and i hope it continues even more and on my site visit to lindell on march 7th i hope to see you that day at the site thank you thank you to all the students uh to mr for the work that you've done i um i in a very very small scale i know what it is helped a student organization as an educator myself to begin one at the campus where i work and uh obviously not the level that you're doing here uh you know it's amazing intense work that you're doing so thank you for that um but uh you know it's amazing to see the students rise up and and uh really step up and demonstrate that they they know what their um what they're learning and so they've um they've uh they've absorbed it so thank you very much for that work um i'm gonna go ahead and move on to you're on mute i'm gonna go ahead and move on to public comments uh yes board president we have two speakers uh first speaker is joseph george principal tara bickford ms bickford you have two minutes please submit yourself when you begin speaking the timer will begin good afternoon everybody um i just wanted to say how extremely proud i am of our students at joseph george and miss talton how grateful i am for you um i i vividly remember our conversation a few years ago and you really running with this idea to get this space started for our students and i'm just so grateful um students you kind of brought tears to my eyes because i'm so happy that you have this space and i'm so proud and that's what i have to say thank you thank you miss bickford our next speaker is adrian vayne miss vayne you have two minutes please submit yourself when you begin speaking the timer will begin um first off my name is adrian vaden i'm a teacher at joseph george middle school and miss talton is not only does she teach the students but she teaches the teachers as well she has helped me to have good conversations with my students about race and uh the african-american experience in america um i know you guys can't see me but i'm white and so sometimes you know it's a little uncomfortable for me to you know have those conversations but she's been invaluable to having helping me to make those conversations happen and so miss talton i thank you so much and i'm seeing my students on here and i am so proud of you guys you guys are awesome and i i'm just amazed at how eloquent you were this evening and you guys should be proud of yourselves your parents should be proud of you i i just like miss bickford am extremely proud of you thank you miss vane uh mr president at this time we have no more public comment all right you know further comment then we'll go ahead and uh move on to item 3.01 um members of the public wish for just a board are mattered on the agenda please uh indicate your desire to do so by raising your hand at this point is there a public comment i see no public comment at the uh excuse me yes i see one uh adrian vayne miss fame you have two minutes please submit yourself when you begin speaking the timer will begin hello again it's like we just chatted um uh adrian bain joseph george middle school i just wanted to say i am extremely relieved and grateful that our contract was settled i was though slightly disappointed in the three pay raise um as you know it's been an incredible incredibly difficult two years and the cost of living has come up and i know that salary and benefits are going to be opened up in march and we need to keep teachers i i i'm exhausted i i i'm not sure if i can be in this profession anymore because i'm just exhausted um and i know i love my kids i love my job but it's really sort of getting to me and the fact that you know i have a really small car that now it's costing me over 50 dollars to fill up my tank the cost of living has gone up inflation's gone up i think i saw a report of 7.5 percent we need to be able we need a bit of a raise a little bit more than 3.25 and i know you know sometimes it's hard but there's no way we're going to be able to keep teachers at our district if we don't raise the salary and once again thank you i'm not trying to be unappreciative i'm glad that we got the contract settled it's a peace of mind that i it just makes life easier i just hope that when we go back to negotiations march 1st you keep in mind that we need a raise thank you miss finn our next speaker is sandra rivera miss rivera you have two minutes please hand me yourself when you begin speaking the timer will begin good evening members of the board i am reaching out tonight to thank you and let you know that i'm relieved that we were able to come to an agreement and a settlement has been reached and while we're glad that negotiations were over um i just hope that with our re-openers that are going to be happening hopefully before march 1st that's what our tas had stated that the district is seeing a willingness to offer a decent salary and benefits so that we can attract and retain the teachers we have we have surrounding districts with extremely competitive pay scales um looking at santa clara unified i just you know i could get a 27 000 a year raised if i switch if i move my teaching experience with me over to that district but that's not something that i want to do but it may be something that i have to do so i am again appreciative for the settlement that we did reach but please keep in mind that we have a new cost of living that's going to be introduced and we still have two years of salary and benefits so at this time please use your resources your energy so that we are not constantly depleting our resources and energy and let's do this next negotiation session and come to a fair agreement thank you ms rivera our next speaker is danielle is deandrossi you have two minutes please submit yourself when you begin speaking the timer will begin good evening board members um i would like to say that i feel very relieved and i'm happy that the contract was settled fairly and i'm here to say that i do not want future negotiations to drag on and if we want to change the narrative and alum rock about negotiations changing the narrative would mean that we do it in a timely fashion and that our goal is always to attract and retain great teachers because without the teachers then we can't teach the students and then what happens to this district so if that that you know keep that narrative running in your brain constantly what can we do to attract and retain great teachers what we've done so far is the start and it was a good start but really let's take a really good long look at that moving forward i would like to thank you for your time thank you mr ambrosia board president at this time we have no more public comment right uh moving on to item 4.01 uh elm rock administrators association we have somebody from the market ministries association all right can you all hear me yes yes good evening dr bauer board president and members of the board my name is rebecca jensen i'm the proud principal at aptitude academy and i'm here to report on some things that are happening at our sites for araa it's been a busy month but the most exciting part for us as site leaders is the programming that we've been able to bring back things like steam challenges at ryan and design challenges for the students where they can engage in hands-on learning mr manluco from painter reported that the vietnamese immersion program is showing some exciting growth especially in reclassification of our second language learners and they just wrapped up their cultural celebration of the lunar new year so it's been a great environment um looking forward to programming i know um i heard the doorstep principal share about it um and aptitude has a program coming in well as well where we are working with different organizations called the get down and hip hop for change that is hoping to bring some music and arts to students for after-school programming as we look for all opportunities to get our students engaged back on campus i just want to take this opportunity to thank our communities and our leaders the board as it's taken a team to really bring these these programming forward and i just appreciate everyone's support thank you all right moving on to item 4.02 teamsters we have so many different teachers yes hello can you hear me yeah we can hear you okay so my name is i'm representing sisters tonight and we're just happy to see the contract between area between area and the district went through we're so happy for everybody and then as a teamsters we want to say that we do our best for the district for our kids in the communities all right thank you uh 4.03 california school employees association sharon are you out there trustee quintero she's not able to join us tonight okay all right moving to item 4.04 alan rock educator association bethlyn yeah before thank you um good evening dr bauer board of trustees and the members of the alum rock community it is with a huge sigh of relief and satisfaction to report that the tentative agreement that was reached between area and the district was also ratified by our membership this week this agreement was reached literally on the day we would have started incurring fees for fact-finding so fortunately we were able to avoid such costs thank you to you board members for ratifying this agreement tonight and allowing us to move forward immediately to begin reopeners for salary and benefits for the upcoming two school years as is spelled out in that agreement i would like to thank everyone that had an effect to help us reach this settlement including but not limited to the district's bargaining team the superintendent and those board members who stayed the course and persisted until a reasonable agreement was reached i particularly particularly want to thank the members of areas bargaining team including our former bargaining chair sam e stepp who has since left the district along with sandra rivera may mona berta danielle d'ambrosio and ryan jager and our cta staff person chris clark it's been difficult and a stressful process especially for those members who teach full-time and sit on the bargaining team particularly during this covet pandemic i also want to thank the parents students and community members who supported our organizing efforts to reach an agreement and of course our area members it's never easy to work effectively during a lengthy labor dispute and this time was no different in fact it was extremely difficult yet our area members stood strong and held each other up it is with the strength in our unity that we will continue to build on our successes in order to reach our goals of smaller class sizes safe learning environments and to recruit and retain the most qualified and caring educators possible in our attempt to ultimately provide the best educational programs for our students with that thought in mind i want to urge the district be it the superintendent the district's bargaining team and or you the board members to begin the negotiations for our salary and benefits reopeners immediately the tentative agreement explicitly states that reopeners will commence prior to march 1st 2022 area sent possible bargaining dates to the district on february 4th offering february 9th which was yesterday the 11th which is tomorrow and the 15th it wasn't until last night the 9th that we heard from the district stating that none of those dates work instead we were told february 28th the monday following a week's vacation and the last day prior to march 1st was when they could meet unfortunately that date does not work for our team i am choosing to believe that this is not a foreshadowing of how these negotiations are going to play out but only a an issue of bad timing so please let's get these reopeners settled as quickly and fairly as possible teachers are beginning to make career plans for next year the sooner they know what the salary and benefits alum rock is willing to offer the better chance we have of retaining the best teachers i'm sure you've heard the great news coming down from the state regarding the anticipated cola for next year being significantly higher than six percent now is the time to show your employees how valuable we are the other amazing news coming from the state this week is that the coveted sick leave has been signed into law i know that will relieve some stress and anxiety on our members who are still dealing with the loss of their own sick days afforded to them under edcode it has been really difficult guiding our members through the confusion of the different leaves that they are entitled to during this time hopefully this will remove some of that confusion and add back those days that were deducted from their sick leave days due to covid despite the groundhog seeing its shadow a couple weeks ago i do believe brighter days are ahead the omicron variant seems to be waning almost as fast as it came on as long as we don't back off on our necessary precautions too soon like masking and social distancing we may finally gain the upper hand on covid hopefully we can then redirect some of that energy on some of the very important business that lies ahead like renewing a parcel tax and filling four open school board seats in the upcoming fall election again thank you for getting us to where we are now and i appreciate everything that you've done and hopefully will do to continue us moving forward thank you all right move on to item 4.05 superintendent i'm gonna be very brief because i'm still um trying to get out of um my cough but i just want to let everybody know that we are looking forward to uh bring um the parcel tax to for board approval on march 3rd i believe hopefully that that was a good day it was a good day to have a special board meeting and the reason i'm saying that is so that everybody uh knows that we're moving forward on that that is a very very important effort on our district and um just informing to everybody when that when that is going to be brought to the board thank you very much all right uh item 4.06 board of trustees forward vice president obama yes uh thank you mr president well first of all i want to say uh i am glad that we have the issue of the contract behind us and that you know we were able to ratify the contract uh you know again as i said previously uh you know this is a way of recognizing uh all the work that uh alan rock teachers have put in during this pandemic so i uh you know want to be very happy that we are we are in a position to move the district forward again uh secondly i want to uh wish uh everyone in alamo this is the uh the lunar new year was on february 1st so we are now officially in the year of the tiger so uh again i want to wish um teachers staff administrators children parents uh healthy happy safe and prosperous year the tiger and then hope that uh you know we will kick this pandemic once and for all and uh you know have happier days in the future uh you know and coming on that i wanted to take an opportunity to uh congratulate painter elementary's vietnamese dual immersion program i had the pleasure of seeing the the video of the uh tech performance uh you know from our vietnamese immersion kids uh you all did a great job i'm very proud of you i think it's a symbol of what what our kids can do uh you know we started this program very very recently and to see these kids uh hit it out of the ballpark once again uh you know last fall i i believe i i had the pleasure of seeing seeing our our kids at the moon fest perform at the moon festival with board president and you know now board clerk and superintendent bower and it's sort of you know uh i am very impressed with the not just the efforts of our children but also the you know the efforts of the vietnamese immersion teachers you know without whom this would not be possible and the support of uh principal manluco at shepherd to you know for all his work on you know getting it on a straight path to progress so again i congratulate all the the all the students of the vietnamese immersion program at peter for their wonderful lunar new year presentation and hopefully i uh hope to be able to visit painter as well as all the other all all of our alumni schools again uh you know uh you know in in the spring thank you for the comments from the board yes um i too seen the video on the lunar new year presentation and that was probably the cutest little dragon i've ever seen and i was really happy to see that all the kids looked like they were enjoying themselves as well as their audience and thank you very much students and for all the work that they've done in that school for the children that's it thank you remember thank you um also just uh hoping uh that everybody had a a very um happy and safe uh lunar new year celebrations um and continue to celebrate um this past you know i feel like this past two years since the opening of our vietnamese dual immersion program i've been able to learn even a lot more about the vietnamese community and then also honored to be a part of the santa clara county vietnamese american service center part of hiring their staff and being a part of the center and opening it up and ensuring that our vietnamese community has the resources and services they need i've been um i've been learning a lot so um thank you to um all the vietnamese community out there um contributing to make uh santa clara county and alum rock union elementary school district uh better um and then also just want to again honor the black history month thank you again um and then i also want to invite everybody for the upcoming mashika new year march 12th which is a day celebrated but that weekend march 11th 12th and 13th at emma bruce park i'm not sure that we'll have another general board meeting where i get to make a general uh report so at this time just want to invite our community to come out um and celebrate we're looking forward to being together once again after two years uh of not having this big ceremony uh for the entire community um you know we have up to ten thousand people come through um and celebrate our indigenous cultures this year we'll also start with friday night um and have native night where the moek maloney will will host will support and work together to host the native indigenous community and open up in that way so that will be new for this year so we're really excited um through calculator which is a organizational part of um and has this big event for our community so if you're able to come out please come and also just a reminder in general um as jocelyn mentioned you know that we get to keep the guidelines necessary to keep our our community safe at this time you know as we've heard in santa clara county we get to continue to wear our masks um and so i'm glad we're doing that thank you everybody i know it's hard it's tough it's like uh when are we going to get out of here when am i going to be able to get rid of this mask um it's not time yet but i know we're close uh to that and thank you dawson and i agree i think you know we'll be able to get um through this end of this pandemic hopefully um soon and be able to not have to wear them or even have those conversations uh but until then we get to continue to uh do our part in order to continue to stay safe um and then also as a parent of the teenager myself you know um and and just a human being going through this you know remember to get resources and services if you need help whether it's for yourself or for your children um i know i've mentioned it before but just you know reminder we have amazing uh social emotional um staff mental health staff dr artigas and dr amazon who run our department and i know are super busy and have their hands full but never too busy to make sure that our children have the resources they need in order to be healthy to be able to come to school and and learn so if you need the help you know there are resources and services and make sure to reach out for help because i think we as parents are the ones that know exactly you know when we see our children um needing more support and not you know um so it doesn't fall on our teachers and you know all the other stuff but that we can continue to work together to do our part to keep our children um healthy um and happy as they come to school and uh thrive and be all that they you know get to be um in their few full human selves so thank you so much president quintero and that's my report for today for the comments all right see none then i'll go ahead and finish up some brief comments on my part i just uh you know i'm very very heartened and happy over the fact that we've been able to move uh over this um this uh come to an agreement with regard to the the contract and so that's always exciting but beyond that i'm really really excited over the fact that we've been able to move ahead um from where we were at a couple years ago i'm going to shut down having to completely change and even at that i'm very very um excited and thankful um for the hard work and dedication that everybody my teachers our support staff that continue to come in day in day out and keep the district running the administration um everybody who stepped up and made it happen our students who hung in there and under trying circumstances continue to to forge ahead and keep on moving forward and so i think it's indicative of the the the 90th anniversary that we celebrated the birth of the district during very difficult times and uh we were able to demonstrate that elm rock was able to be prepared and moved ahead uh by securing all the devices that were necessary for students uh the connectivity all of those things were were very very uh important things for our community uh demonstrated that all mark is there and is here and um is an asset and is a is a lifeline for our community and even in those difficult circumstances i'm sure that dr bauer can remind me but uh it's probably hundreds of thousands of millions of meals that have been distributed through our child nutrition services uh to the broader community not just our students and so those are all milestones that we definitely have to keep in mind uh that alum rock has been through difficult times and our best days are ahead of us and so thank you to everyone who's held firm especially thank you to all those uh parents parents i know it sounds kind of corny felt like it's an airline you know you have options but we thank each and every one of you for choosing alan rock for a holding a firm and upholding that we are our public school system we are the school system that allows each and every student that we don't have the opportunity we don't have the option and we won't counsel our students um because this is their school district so thank each and every one of you who's helped who has hung in there with al-mah our best days are ahead of us and so um looking forward to your support as we come to you in the future you'll see an item as dr bauer mentioned and march 3rd it's going to be very important and we're looking forward to the community's continued support thank you very much we're going to go ahead and move on to item 5.01 public hearing uh dr bauer you want to go ahead and take on this publication the district's initial bargaining proposal to open negotiations with omrock educators association um 2022 2023 openers let me go ahead and explain we just need for uh you to open the hearing and to be able to hear if there's anybody but any public comment around that item got it all right i'll go ahead and open this hearing at 635. is there any public comment with regard to the reopener no public comment at this time for president the same with the next one all right um i'll go ahead and open up the public hearing the alam rock educator association initial bargaining proposal to open negotiations without a rock union elementary school district uh it is uh 2022 2024 reopeners i'll go ahead and leave the public hearing open until we go into closed session please remind me to go ahead and close the public hearing at that time dr bauer okay uh moving on to item 6.01 discussion and consideration to approve resolution number 23-2021-2022 authorizing remote virtual tele conference meetings by the board and district committee subject to the brown act for the period february 11th 2022 through march 12 2022.
