And so, overall I think it was really good. It was a good learning experience. She's going to be providing us with a lot of resources as well to do additional trainings with our staff and those types of things. So, we're excited about that. Also, just wanted to recognize you know, it's always great to see our kids succeeding. We had two kids graduate today from 4T. John Light received an award at the CTEC Kiwanis luncheon a few weeks ago. Went down and recognized him and was excited about that. And so, I think it's always good to see our kids excelling outside of our school walls and excited about that. And also just excited about sharing about our corporation on April 20th. I was invited to do the Indiana Association of Public School Superintendents Leading with Excellence podcast. Um that that recording is going to be shared across the state on in July it was a great opportunity for me to share our story here at East Gibson and I was excited to do that.
We'll just try and stay ahead of it. So, I think that'll be another component is training our staff to understand where where we draw the line and how we can do it. >> My my point being with the meta glasses, it would be hard to tell them from regular glasses. So, >> Yep. >> Yeah. >> Yep. >> on that. Are we gonna is our policy going to be enough or are we going to have to touch the handbooks again too? >> I'd like to see the Neola policy before I give something definitive. I think my initial reaction would be we have policy from a consequence and discipline standpoint >> in terms of a cell phone violation or a technology violation. I my thought would be this could be an amendment as a policy but then refer to the handbook in terms of disciplinary and consequential um steps after that and >> you may not know this but did we do away with our bring our own device so everything has to be school issued now >> I don't know that be probably technology director question >> yeah and I that I know you may not know that but that may be a question because I think that basically by my reading of the policy what the law says is we basically that's done now so I thought we had already done with that, but I wasn't sure.
And there's been some of those presentations I've sat back and thought, "Wow." I mean, some of these kids are putting it all together and they're going to do this and this and this and this. They're out trying to figure out what insurance for a building is and what how many employees they need to have and just all these things. It's like and and like this year that group that was I'm just talking about were sophomores. Um so it's like whoa. Um, and I say and and the people that have come to be I guess you call them judges or whatever, but they came to listen to the presentation, they if somebody new, they're always just astonished at it.
So it allows for Vendetti really heads up base running to take third and Kotch takes second base on that mishandle by the catcher. Yeah, she's quick too cuz that ball was not far away from the from the catcher. The catcher actually picked it up pretty quickly and got it down to third base very well. But Vendetti just had some great speed and got herself over there just ahead of the tag. So now we have two runners on scoring position for Lorelei Colette and it's a whole new ball game. Now I don't have to worry about keeping it on the ground but if you can't put it to the right side, that's really what you want to do right now. >> Right. Although a long fly ball does score a run uh with Vendetti on third. And this one's going to just get over >> Gets over.
If anything, we're possibly a little long on some of our pathways. Um few years back, uh prior principal wanted to increase our number and Great. But I think sometimes you get too spread out and then you can't get students into those pathways or or it becomes so um hit and miss with being able to focus in on them. So it is something to uh look at and consider in the future as we um you know are maybe looking at staffing items like that. Yes. Next on the last second. Recreation Commission board appointee Roger Camp currently hold position on the recreation commission. term is set to expire on June 30th, 2026 and has expressed desire to continue serving on commission for the operating proced. Commission USD 24. >> I'll move to Roger position recreation commission. Is there a second? >> Second. Next thing is the K complaint that had as far as there was a complaint that first of all there was a concern brought to attention high school administration high school administration looked into that the family decided they wanted me to look into that.
Second by Josh. All those in favor say I. >> I. >> Any opposed? Same sign. Motion passes. Item number 15, our superintendent report. >> Okay. Okay. So, just give you guys a little bit of an update. We still searching for choir and band uh position and then also uh potential title position as well. um wanted to give you guys a little bit of an update on the Claplin daycare budget. So, um they are working on the sewer still. They did find the main out by the alley. So, they were actually I think they're planning on lasering that today. Um all of the grant funds have been expended from ABCC. That's Advancing Barton Childcare. Um the last payment is about $400,000. we have put back from tax subsidies $458,000. Um so what will happen is ABC will get that bid that bill and then they'll send it to us for that final $4,000.
Few years ago, we spent 2.1 in capital on a budget of 2.4. >> So capitals really. Um, if we come down and take a look at our 691 fund, that's in your cash reports. 5.4 four million spent in fund 691. Uh that is going to increase between now and the rest of the year. We're I guess Dr. Moody is not in attendance, but we are more than halfway done. His building on the south end of Del Rio, building one 01. I'm not sure. There's 20 units going in there. I'm not sure if we've got them all installed. I know they're going in sections. Last I heard 11 installed. split that into three sections. So, that project and if you have an interest in what we've been doing with another item, I'll call your attention to it. If you can look at the very back of our financial report, you should be able to see that.
>> And again, I think once we have this committee get together and see the feedback from the parents and the community and that it'll help us make better judgment as well, but we appreciate it. Thank you. >> And thank you again. Thanks for the conversation. It's a great conversation. Did you have anything to >> Um I I just want to mention I'm this is just an information item. We're not making any decisions tonight, but um I appreciate you guys listening to us in the study sessions as well as tonight with our concerns. Um I do share in some of the concerns with the K through 4, um but I also understand that it I at least I believe that we're not going to replace teachers with this, especially in a K through 4 setting, that primarily these guidelines are just going to be maybe an introduction so that they can, you know, grow with it um along the way, but um this is a little bit off topic, but you know, I think the screen time, you know, situation with K through 4 is is pretty pressing, too, and that kind of goes alongside with this AI conversation.
Just rough rough rough breakdown of of the system costs. >> Is that because Oswego East can't hold as many uh panels because of the tubular building roof thing? Okay. >> Yeah, we we take into account and Charlie does the designs a lot of different factors. So we kind of look at the roof and say, all right, one there's got to be a setback. Two, where's the equipment? Where are the drains? This is very flexible. This is just a very preliminary what you're seeing. The high level pictures there, those are the high level what we would think the designs would look like. They easily could change. Typically, they're they they they could go up, but most of the time they probably would end up coming down. Again, I want to stress we haven't done structural analysis yet, either. Uh all that would happen after uh the board would decide to move forward.
I'm learning a lot about construction, but it's the the PVC that goes around the bottom that's that's really durable. So, when kids are bumping into the walls, um it should look good for a long time to come and it's going to be great for Riverbrook. >> Um I have a question. So what was put in our board um packet um did not there were two options one is the good option the best option um and then there's no subtotal so I'm there's a cost difference are you recommending that we go with the good or the best option >> well it's not always the Avon way to go with the best and I think we're always extremely frugal here but I think in this case it was about $4,500 more for the best option and I asked Mikey about this and it's just a higher quality quality paint and it's one that will last on that wall with lots of little fingers moving along the wall.
Yes. So, I guess I guess the practice is already there. I'm I'm still trying to figure out what the whole point of this is if I know we want to see an annual audit. Um apparently there's a full audit that is somebody seeing it, not all of us are seeing it. Um that is bi-annual. Um so, in all reality, if the practice is already there and if we find issues, what are we looking at? So. How do you find the issues without an audit? Chicken and the egg. But so that brings up one of my wonderings and I have two I want to share. Um it seems like the two times I remember, one recent and one a while back where we had um theft with people involved in the the extracurricular accounts, it wasn't found through an audit, but it was found internally prior to an audit.
infrastructure and system upgrades. So, planned improvements related to HVAC upgrades, boiler replacements, chiller work along with window and roofing repairs to address aging systems across multiple buildings. Early childhood student programming, continuing the development of that with outdoor learning spaces, including potential new playground equipment, learning environment enhancements, locker room renovations, bathroom partition replacements, interior facility improvements, site and operational improvements, parking lot repair, sidewalk improvements, and other maintenance needs. Additionally, athletics and student experience planned upgrades to track tennis court improvements as well as enhancements to athletic fields and facilities, technology and systems such as backup internet and of course communication and safety across the district. This plan reflects a multi-year phased approach across 2026 through 2028, allowing our district to prioritize needs while maintaining fiscal responsibility. At every step, our goal has been to ensure that we're not only maintaining our buildings, but also creating environments where students feel safe, supported, and prepared for success.
And so those are some things I've been working on this past year or past year past month. And I also want to share a little bit about the Empower Schools Next Gen Sig Grant. Mrs. Cruz and I have been working on this. She's actually been lifting a lot more load than I have been. But this is a grant that we can apply for. If I remember correctly it's like $3 million and we could possibly get It's a lot. It's a lot of money. It's mainly focused on just middle school. They feel like that we have a very good chance of getting this grant. This would allow us to really re-envision our middle school and really try to bring it up to date. So we are excited about this. We are fingers are crossed. We'll probably be making that application here in the next few weeks.
So, >> anecdotally, I don't really see many, if any, in our building. So, even if it's in theory allowed, I don't think that we really have it. >> Okay. Thank you. >> Other questions for Dr. Diggins. >> Well, I appreciate you uh talking through that one. I'm sure that will create some interest from a few different levels. uh board. We will bring back um this multiple times um throughout the summer and we'll be very very upfront and communicative with all audiences on this and you're going to keep hearing this. I've I've been doing this a long time and so is Dr. Diggins, but um we'll be functional. We will be compliant. We will communicate this and be consistent and then we're going to get back to the business we do. And so once you do those four things, um, kids will adapt and we'll handle it.
So, I just want to thank thank you guys for what you've done, those that have been any part of it. And Greg, thank you because I one thing one of the things I noticed when you were first on, um, you you're very easy. You're very good at telling kids. They they come in tell you their life story, how they got there, all the problems. You basically got them comfortable say, "I don't really care what you've done in the past. I care about what you do in the future." And I think that is phenomenal to have that opportunity. And I think and these kids, the kids that do the the online stuff, I mean, I I've heard in one of the sessions when we were there that, you know, these kids think that's it's going to be easy. I just, you know, and they don't they think and and then there also though at that age just like getting to work with a group and getting a presentation together being online and having um you have to manage your time.
That's He calls it a foul. >> Foul ball down the third baseline just over the outstretched reach of the third baseman. Um but she could not quite get there and Lorelei Colette stays live. Yeah, from here I thought it scraped her glove but there's an umpire right behind us so he would have seen that. Um but it it got over it. And this one IS A LONG SHOT OVER THE CENTER FIELD. THIS ONE IS ONE hop the fence. Loralie Colada is going in for two. It is a stand-up two RBI double for Loralie Colada. It does exactly what she needs to do in a big spot. Puts that thing over the center fielder and we've got ourselves a Clocker lead. What a time to come in with that shot right to center field, you know, especially two strikes on her, too. Um and she just ripped that ball right over the center fielder's head.
They filed an actual complaint. I would like to investigate it thoroughly. Gave them my findings. After I gave them my findings, they wanted to appeal my findings and board again or we can hire an outside party. At that time, you guys were going through a lot of information as far as potential for elementary school project as well as hiring superintendent. We end up hiring KD to look into that. You have their report and you have a couple of different possible options. So I think that report investigation offic Second submit your move. We have the contract.
What that leaves is it leaves us $60,000 in that child care account for the fencing and then to help with backyard surface area and then they're working on the playground equipment on ABCC side and they have a grant for that that they're writing right now. So, pretty good position. We haven't put had to put any district money from that. Everything's been um tax subsidies or or um funding that we were fortunate enough to get from the Kansas Commerce Department. So, I wanted to give you guys a little bit of um update on where that is. Um the next item I have up here, uh we talked a little bit about this last month, but we do have the items, some items from Wilson Alumni Association. Uh they talked about more like those senior panels at Wilson. Um what I would like to do is after we get the building uh clear with teachers and students.
And it's got cash balances. If you go down there, um you can see some interesting things. And this is a result of what I've been able to do with the with the staff in our office since about April 4th. So, if you can see that page, it's got three-page uh summary. And at the very bottom of page three, it's got 4.8 million. That's our cash balances by fund. Okay. So, if you go up to the third from the top, you see fund 570, 683,000. If you go back to your March report, that was 141,000. That's a really powerful fund. 570. Um you can use it for salaries and benefits. There's nine things in schools we spend money on. Salaries, benefits, purchase, services, supplies, capital, all these things. 570 covers them all. It's quite unusual. So, if we have costs for administering grants, we can move some of our cost in our office over to fund 57.
Uh I think limiting it um is important to the conversation, especially when you um meet with a committee. Thank you. >> And last thing, Mr. President, point point out. So, if you go back to the beginning of that, this is 304C. These guidelines will be put in as guidelines into the governing board policy 3043. So, they will be attached and visible for everybody to see just as procedures are. So, they will be This will be 304C. Just so you know what that Thank you. >> Thank you very much. Go to item H, action and discussion, recommendation to approve 2025-2026 revised expenditure budget. >> Uh we have no further presentation um or questions. If you have questions, Francis is still here, but it is up for a vote. >> All right, I motion to approve the 2025-2026 revised expenditure expenditure budget. >> Second. >> [clears throat] >> Motion carries.
