A being the LLC's uh site license for grades 6 through 8 as well as 8B, the Skyward software license agreement. So, Dr. The first item is for licenses for our sixth through eighth graders for students in the areas of both math and reading. This is a great support that meets students at their level um and is really useful to all students across the middle school. So seeking your approval on that and I'll let uh Joe speak about the Skyward licenses. So the Skyward software license is just a renewal of our existing Skyward software which is our SIS which is what we use for gradebook attendance all that good food service basically everything student facing.
This just really gives you a sense of how the breakdown happens. The challenge is we don't really know how calculations are done yet. Still waiting on some guidance there. Um and with the end size being one. It's literally student by student. Um but that's going to be the grading scale. Pretty traditional. We know that. We come to expect it. I will draw your attention to the note at the bottom though. um that if schools perform extremely well, so if a quarter of them earn an A, the scale is going to bump up. So um so it's great to do well, but the penalty for high success at the state level is continuing to increase the percentage that it takes to earn that A to 2.5 points per year um until it gets to that final grading scale to the right. And so there's a lot of unknowns not only at the individual school level but also at the state level.
And so >> it's I learn or I read or essay always. But in my world, we we use test scores to help kids instead of hurt kids. And so the KOAT, the cognitive abilities test is that test that we give man. It's mandated for all kindergarteners. We give that second semester and then second and fourth grades transition years. Did >> I say fifth? >> It used to be fifth. Sorry. I have four comments. >> What else you got? >> All right. >> It's like my dissertation defense. >> This is also available in the superintendent's office for review. We'll have second reading next month. Um we're we are two department comments. There we go. Mr. Craig. >> Yeah. One update for you on the project outside the variable. That walk up entrance as of this morning was completed and uh looks pretty darn nice. I think folks will appreciate that come graduation time as uh be full campus up there.
Haley to Ruby. And we've got one out here in the top of the fourth. That's going to be a devastating inning for for Norwood who was playing pretty well in this game. And when the Clockers bats just come alive, it's it's it's hard to to come back from that. It It is hard to come back and not only that, but it gave Bella a tremendous rest. Um And she hit hot shot to Butermann and we get a quick second out. Becker grounds out 4-3. Haley Butermann pretty busy here in the top of the fourth inning. Uh she makes two quick plays and it's already two outs here in the fourth. Yeah, I think Bella's had like maybe three pitches this inning and has two outs. This is the kind of inning that uh she could use, especially after uh Marshall put all those runs up.
>> We've got a great team. So >> action item, John. >> It is an action item. I will make a motion to approve FY 20223, FY 2324, FY 2425 AFR revision. Second, sorry. >> One of the >> All right. All in favor? >> I. >> All right. Our last item of the evening is um the first reading of trust policy number 4-302.01. 01. >> So, I'd like to explain the reason why we asked the trust to create this policy. Um, we've had a situation three times this year, which is sort of a variation on a theme each time. Um, I think it's only going to continue to happen. And so, this policy really is sort of even though it's reactionary to what has happened, it's preemptive to what we believe is going to continue to happen. We hire people who come to us for our insurance.
>> Uh, the material is 12. They have a production warranty of 25 years and most of the time panels that I said panels that are still out there from the beginning of solar are still producing. They're just not going to produce the same level, but um we model this around making sure that it's at least going to cover the whole 15 year rack rack there. >> Um, the the inflation reduction act credit, is it contingent on the contract being signed or the panels being installed? >> No, so it's actually that's great cuz there's a and I'm going to let you Harry explain exactly, but it's a 5% um, safe harboring. So, whatever the project costs would be, the district would would have to pay 5% before the end of June. If you do that, you're locked in as part of the program. And then once you've got that contract signed and the 5% paid, uh you have till December 31st of 2030 to have the systems energized to then receive the tax credit.
Um and congratulations Dr. Windom on your achievement. Um, and like Kim said, congratulations to the seniors. >> Yeah, very nice meeting. A couple things as a matter of levity. First, um, I knew one of the the students who was honored for math, his name was Jacob. And I said, Jacob, five students from Maple. He was one of them. That's amazing. There must be something in the water at Maple. And he said, I don't know. We just have a normal water fountain, but maybe there is something in it. Magic water fountain. I love it. You know, that's it. Yeah. So, and Dr. Winnham very much congratulations. So deserving. Uh certainly your success is reflective of Avon's success and Avon's success is reflective of your success. One doesn't work without the other. We're very proud of you. Um, and when I have many um, conversations with my fellow school board members throughout the state, I often hear about some of the challenges they have with school with superintendents coming and going and maybe not being on the same pathway.
Any questions on 8A or B? Okay. All in favor of 8A and B the ISL learning site license for grades six through eight and skyward software licenses say I >> opposed. All right. Motion carries. Um I'd like to get a motion now for 8 C and D. 8C being the Toshiba E Studio 4525 AC. Uh and 8D the uh Pioneer Roku TV acquisition and equipment relocation reallocation I should say. >> So move >> second. >> Yep. >> Um okay. So in an effort to uh make things even and level across the buildings um we were looking to add another copier printer to Camden so that they would have a color copier essentially. Um, and so that C would be to add one color copier. It' be a four-year lease, and at the end of that, we would own that machine. Typically, you get another two to three, four years out of them after you own them.
Um our team has invested a lot of time um and energy learning about this, hearing the experts. Uh Mr. Steve Baker is still um even though he's retired from principal at Bluffton High School, still um hitting the circuit around the state presenting on this. He came and presented to our administrative team. Uh Mr. Brimberry set that up. And so there are people that are spending large amounts of time learning about this and and helping us to figure it out. And so Cindy, if you don't mind, the last one thought it was fitting to end here because at the end of the day, that's what it's about. And we're going to still do that regardless of what accountability models might propose to us. >> So one of the coolest things that I liked when I first heard about this was the focus on the individual child.
I'm quite certain. um passage of all the items for tonight. I think we're uh we'll be plenty busy over the next few weeks preparing budgets and updating grants and uh preparing to get some communication out to parents for the student fee letter for student fee program as well as getting our student information system Mr. Paul and his team about getting that information into student software so we can assess. Thank you for that. >> Thank you questions. >> None. Mr. F. >> I'm just highlighting the tech department had a busy year this year with projects. Our server infrastructures that we have in the back, all those servers were replaced this year. Um they were on some of those were on year five and six. So they were due to be replaced and we got those done. phone system upgrade is complete and it's working. So, that's exciting.
It'd be nice to get them right back on right back on those bats, right? Get them right back going. McDonald steps up to the plate and she fouls the first pitch off. So, it's going to be a strike one to McDonald, the first baseman, uh who did uh reach base via a free pass in her first at bat in the second. Yeah, the tough thing with Norwood, you know, the number one pitcher was out and usually these softball teams have one main pitcher. Um so whoever typically is in is, you know, the second in line of pitching and uh >> [screaming] >> it gives a little bit of an advantage to the team at bat. So, Bella toes and throws here and she's going to go high. So, it's going to be two and one here to McDonald in the top of the fourth with two outs.
>> Yeah. and they are not FMLA eligible because they haven't worked for a year. You have to work for an employer for a year to be eligible for FMLA. They have almost no acred leave because they're new. They get spotted some leave up front. um they have already planned a surgery >> or you name it and they're gone for many many many weeks and even though they have a work agreement and are expected to return to work, they don't. and we needed a policy that clarified if you do that, you have to repay us your insurance premiums for all the months you were off. And so this is it's not like we're gaining back boatloads of money, but it also it's a way for us and we already have them signed paperwork that says they know they have to do it, blah blah blah. In the most recent case, we had our attorney draft a letter um including the evidence that had been signed that this um payment was required.
So, plenty of runway. >> And would we get the credit then only after they're energized or >> Yes. >> So, if we did a phased install, we wouldn't get the money until we have everything up >> You would get it phased as well, though. >> Right. >> take a tax credit on each building. >> Right. >> Depending on how or how many or many buildings you did. Yes. >> And how does the tax credit work if we don't pay taxes? >> Exactly. Yeah, so we are not tax We are not tax consultants, either, and we highly recommend that you you hire an outside tax consultant, and you pay them to help you. But, going through this process now number of years, I've seen the checks. I didn't know where it was coming from, either. This is a >> I can speak to that. >> government-funded >> I can I can speak to that.
It's wonderful to have you in the position that you are. The last thing that I will speak about is something that we all know occurred two Fridays ago at the high school. There was a call-in of a threat without getting the unnecessary details. uh when I live with someone who went through all of that with her students, I will tell you it was a moment and I know it was a moment for a lot of panicked uh teachers and students and parents and it's not something that just everyone said, "Okay, great." Turns out it was sort of a false alarm, if you will. It it's all it's all fine. Well, that's not the way I appreciate that the administration uh treated it because I don't think the teachers and the students and the parents treat it that way. I really appreciate the fact that there was a debriefing.
So, at that point, we just be paying for service. It's just over $5,000. And then D is for the Pioneer TVs. Um, so the plan here is to move the viewboard touchcreens, uh, where the touch capability is not used as often, uh, or hardly at all in some middle school and high school classrooms to elementary school classrooms. Those viewboards cost about $3,000 each. So instead of trying to outfit our 17 existing classrooms that still have the old projectors, we're moving those viewboards from the high school middle school to the elementary school and then replacing them in those rooms with the TVs which are much cheaper um and still provides the teachers with the technology that they need to run their classrooms efficiently. Uh and we did check with the teachers that are having their boards moved and they agreed that they did not need that level.
And I think that's a great thing. The other interesting thing as I sit here and listen to you explain what's going on, there's a key data point that goes throughout this entire model that I think we can start paying attention to. And then when I look at this data model too, I have several questions. They're ultimately going to be questions for you, but then you can very well and very easily turn around and send them to Mr. Brimberry because I've asked him about this too and you can definitely throw him under the bus at this point if you want. But how are we as a board going to start watching this and seeing this information? because I know the cut scores and all that stuff are going to change. When I was last told about this, they said they were going to give that information to us in November, which is not a Nate that I heard you guys say, but that's when they thought they were going to lease that final stuff in November.
That was a busy project. And we're all of the computers are in for the computer refresh for this next year. So, we're starting to get those put together and start working on getting the summer projects going. >> The kids take computers home now or they don't. I forget. >> Certain grade levels do and others don't. >> They get new ones. >> Yeah. First, fifth and ninth get new ones. So um those stay and then the lower grade levels stay. >> Thank you.
It'd be really nice if Bella can get McDonald's here and and get right back right back to the plate for the Clockers. Changeup. That looked like a good It It was a good pitch. It's called strike. I I tell you what, when she's got that changeup going, George, she really does fool batters. She's got a tremendous off-speed pitch. She put that one past her. Let's see if she can go one one more buyer here and that one's right down the middle for a backwards K for Bella D and we are out of that inning 1-2-3 going into the bottom of the fourth. No runs on no hits for the Mustangs [music] and the Clockers are getting back to it with Domestico leading off in the bottom of the fourth up 14 to two. Yeah, one thing Bella does with that changeup is her delivery looks exactly like her fastball.
Um and my instinct tells me this is going to happen more and more as it's expensive for people to buy health insurance. They don't necessarily want to work for an employer that has roughly 12% of their income with health or state retirement, but they do want access to insurance and then they stiff us. And so this is a way for us to begin to thwart some of that by showing that we have a policy in place and it adds a little bit more meat to what we need to do. So this is a first reading. Um it was drafted um this was drafted by our attorney who we we receive our legal services through the trust who also provides we have prepaid legal through the trust from our attorney and we also have um these are trust policies. So that the attorney who just specifically does policies also reviewed it and our leazison for policy with the trust has reviewed it and presented this to you this evening um for a first read.
The tax credit is actually a check from the US government. It's a big fat check. >> But, it doesn't go as like a tax credit. >> No, no. It's just a check. It's a rebate check. >> Okay. So, it it it's not really involved in taxes so much. They They give you the money. >> They give us the cash. >> That was the incentive in the IRA for nonprofits to start using energy solar. >> I reserve my right to ask more questions, but I'm done for now. >> Well, what I was going to say that one of the things that we really would invite is continued questions. Um this is again a preliminary uh presentation review. Um this is not any decision-making making tonight, but it was really important to at least because of the time sensitive nature of it, one of the board to have full questions and whatever you submit, we'll have we'll do our best to make sure that the next board meeting those questions are answered to satisfaction.
