first i'd like to say to all the journalists who are here this evening i do hope that you are finding yourself speaking to the many children who spoke tonight into the wonderful teacher who was brave enough to speak up i would love to see their voices represented in the newspapers tomorrow not that gentleman that's that was rude and spoken did they go off oh okay all right sorry um not the gentleman who was rude and spoke over everybody tonight he does not represent us the people who represent us are the wonderful teachers parents and the amazing students tonight who've said everything that needs to be said i had a speech here written tonight i don't even need to say anything we you you've heard everything from the kids that you need to know i will say this i do remember being here maybe about six months ago several times i've been here over the course of the past couple years um and we were a smaller group much smaller group then and you told us that we were just a small group of people we were made to feel like our opinions didn't matter and that we were somehow some sort of fringe movement there's no way you can ignore us tonight i think maybe we heard two voices that were pro-mask mandates listen to the people who are here these are your constituents we elected you to listen to us we're here tonight please do your job that you were elected to do for the community i don't know why i can't speak well into this mic um so please take a vote vote tonight do not wait any longer our kids cannot tolerate the physical abuse and the mental abuse please stop it our children are literally begging you thank you kelly will speak next and logan oster may come up i'm kelly gillenwater as of today 698 days have passed since you sent our children home and locked them out of their education two weeks we were told had you told me two years ago today that our children would be abused and neglected i would have said no way they're all court mandated reporters they won't let this happen instead you have according to the illinois board of education policy you are charged with employing a superintendent and other personnel making employment decisions dismissing personnel including determining whether an employee has willfully or negligently failed to report an instant of suspected child abuse or neglect as required by 325 ilcs 5 and establishing an equal employment opportunity policy that prohibits unlawful discrimination according to statute 105 alcs 522-12 preventing or interfering with a child's attendance at school whoever by threat menace or intimidation prevents any child entitled to attend a public or non-public school in this state from attending such school or interferes with any such child's attendance at that school shall be guilty of a class a misdemeanor every single one of you including the police officers in this room myself and several others are court mandated reporters and to my knowledge none of you have filed charges against the governor pritzker or yourselves your staff the police officers refuse to go and do well checks on students when their parents call they're being told they're not allowed in the building this is not okay the cdc ada fape and the department of child family and services just described our the definition of child abuse and neglect as an act or series of acts of commission or admission by a parent or caregiver examples clergy couch teacher that results in harm to a child any recent act or failure to act on the part of a parent or caretaker which results in death serious physical or emotional harm sexual abuse or exploitation an act of failure to act which presents an imminent risk or serious harm what you've been doing to our children is also referred to as munchausen syndrome or factitious disorder as defined by the mayo clinic a serious mental disorder in which someone discusses deceives others by appearing sick purposely getting sick or by self-injury i also want to state to you something every child is entitled to due process and every individual and i know if none and i've talked to nurses and i've talked to special ed teachers every student is guaranteed their day to have it be evaluated nobody has written a plan that forces a mask on any child thank you logan will speak next and dylan oster can come up good evening my name is logan and i'm a 6th grader at plank junior high i would like to share with you a little bit about my beliefs and experience in school in the last four days in regards to our school of matte policy on masks i believe students should be given a choice to wear a mask or not the amount of bacteria that grows in the mask that we wear all day is gross and it makes it difficult to breathe through especially during classes like gym or when we have to speak a lot in class also i miss seeing my friends faces every day i don't think it's right to force us to wear something we don't want to wear just because others are scared of getting sick from a virus that has caused less than one percent of deaths among kids you are you are breaking the judge's ruling and we shouldn't have to wear hamas any longer i have a right to due process which means that you have to get a court order to provide that i am denying a health hazard in order to require i need to wear a mask every day this week i've been an in-school suspension because i have politely refused to wear a mask we have started with our desk three feet apart on monday on this tuesday we each have a wooden walls put around our desk on wednesday we came to find our desks on opposite sides of the walls opposite sides of the room and the walls put and they still put the wooden walls around us we aren't allowed to talk to each other and the teachers don't talk to us either it feels like they're purposely isolating us from each other to intimidate us and make us feel alone i just want to go back to class to see my friends and get an education and i have a right to do without my mask my last thing i want to say mass suck dylan will speak next stephen landrum may come up my name is dylan i'm a fourth grader at boulder hill elementary i just want to say right now that masks suck why do you enforce why do you force us to wear these masks why don't we have an option in wearing them we should have freedom of choice we should be the ones choosing whether or not we want to wear our masks or not we have i have done in-school suspension all this week in a room by myself some of the teachers who have supervised me interact a bit rarely does anyone even ask me how i am doing or if i need anything i would like to resume classes again without max and continue my learning i would like to resume my freedom and so do my classmates they want no more masks and i want their freedom and want their freedom of choice back and so do i i am standing up for these for those students who are too scared of getting in trouble so let us get back to our old ways without math can resume our freedom and right to do an and right to an education stephen landrum will speak next and donna saviki may come up go ahead donna oh i thought there was someone before me okay um i'm donna sawicki um i'm a parent of two high schoolers at ohs and i'm also an ostego township trustee i've had several things to say but i'll start with the students that are speaking tonight and the ones that have been in school suspension it is like breaking my heart because this is so unfair um i can't help but not think like segregation um this is going against like we talk about equity that is the huge thing promoted and talked about right now and how is this even teaching equity and i want to talk about um one of the things i was originally going to say is just what's going on in our community right now and which makes it worse with what's happening with this in school suspension and how it's not fair because um so um i know firsthand that right before christmas covid cycled to the entire cheer team at ohs without any rhyme or reason people tested positive regardless of being vaccinated or not i can tell you that the majority of those that tested positive only had a headache and some some congestion a couple had a mild fever but recovered quickly in my opinion i can confidently say covet is very mild in children and adolescence as we move through christmas break and into the new year it seemed that almost everyone i talked to had some kind of encounter with covet especially parents and students at ohs so much so that i feel that everyone at ohs has either had covid or been exposed to it again vaccination status did not seem to matter whether people got it or not and i know some that were fully vaccinated and boostered that were sicker than people that were not vaccinated so how do you explain that i also want to mention then that oh first it makes me question if our numbers are lower because we have reached herd immunity from exposure and not necessarily the vaccine either way at this point it makes the mandate seem pointless recently i have been in the school to drop off lunches and attend several basketball games i have seen staff with masks down on their chins i have seen kids with masks on their chins as they make made tick tocks in the halls most of the basket most of the basketball players have their masks down on their chins which i can't blame them for because they can't breathe through them while running up and down the court coaches are pulling down the masks to shout out plays i know my time thank you christina hayes [Music] and christina hayes after that would be chrysanthelandowski may come up croissant lewandowski will be up next a lot of the things i wanted to say were already said by others so it's a little bit choppy i apologize for not being fluid in my speech um the american federation of teachers president randy weingarten had an interview where she had spoken and said that she was theoretically in favor of masking of a masking off ramp but only when the spread was low enough that there was no just dissemination or transmission in schools or when the vax rate was at least 80 percent but cobit 19 is not going away entirely anytime soon there will always be the possibility of one student transmitting the disease to another healthy young people or at very little risk of severe illness and whether they choose to get vaccinated is really no one's business but their own she went on to add how do we make sure that everybody feels safe repeatedly if you wait for the rates to get where everybody feels safe all the time will be waiting forever the appearance of safety appears to be more important than the facts indeed one of msnbc's other guests dr lucy mcbride said that mass mandates are doing more harm than good this is not march 2020 there are vaccines for those who want them those who want to one-way mask can do so using a well-fitted kf-94 kn-95 or n95 it does a good job of protecting the wearer and is not dependent on the behavior of other people we need to lift this restriction as kids are suffering from learning loss from the lack of social connection to their peers there is no convincing evidence in the real world that masking children in schools makes a significant significant difference in transmission in schools she said many students have gone two years without regularly seeing the faces of their teachers and classmates when wine garden is speaking and needs to be heard she understands that it's better to remove her mask and did so during a recent conference appearance why would this be any different in the classroom for everyone this virus is now at an endemic stage we need to learn to live with it our children must be free the district will end up on the wrong side of history if this continues this debate is really about keeping district adults feeling safe versus what is best for the children the harm masking has done and continues to do to our kids including impairing their social emotional and educational growth and as a heads up to the district adults the masking and restrictions are the reason for the uptick in negative behaviors that they've been so upset about lately so let's be done with that already ashley gentile i had one more sentence at the end i'm sorry um other districts are dealing with kids bullying on both sides after the masks have become optional so maybe we could start a program going forward to help them learn in peace together the next person to come up would be michael donovan i'm chris antolundowski oh i didn't see you come up okay okay it's a continuation because i did email you guys and no one responded so um we would like an explanation why you just missed the judge's ruling without the parents input first and also for failing to tell us we're in the law it authorizes you to create on an unconstitutional mandate policy 7165 parents never signed or agreed to the policy we also never agreed to the governor's mandate this is why a judge with common sense ruled in our favor of our constitutional rights it doesn't matter what you believe or feel what matters is what is legal however in the end what this board did was to take away our freedom to choose and this should scare anyone much more than kovit i wish that you would open your eyes to the reality of the mess the politicians in illinois have made the shutdowns in mask wearing have done more damage to people than the pandemic itself wake up and trust in god okay okay since i can't read all this i'm gonna go with this part all the judge's ruling puts all schools and districts and their and their staff on notice as to the legality of their policies any school district continuing to enforce these illegal policies after her ruling are exposing their district board members administrators and teachers to potential significant financial risk civil rights claims foreign violating constitutional protected rights would possibly now be covered by the school's insurance policy leaving the district board members and administrators teachers personal assets exposed not only violating due process right is a serious issue this is why almost 300 districts in the state have switched to fully mass optional policies and abandoned vaccination testing policies on their own volition their lawyers are surely advise them of this risk it's possible you may be continuing with illegal policies in hopes that the appellate court disagrees with the trial court but that is a serious gamble because if you are wrong i am putting you on notice right now sorry that the district as well as every board member administrator teacher involved is going to be sued by me for civil rights violations against my children that is from tom davar you know who he is ashley gentile will be next and hi my name is ashley gentile and i'm shaking like the leaf right now but um i am a mother of one child we have a daughter at fox chase and i am representing myself and my special needs daughter excuse me this has been really difficult for us i'm going to go ahead and just read my email that was sent because no one responded to it and it has some extremely poignant facts in it excuse me my daughter has been we moved from a different district to oswego specifically for the education here we had a i'm sorry my daughter i am speaking up for my daughter today because she can't because she doesn't have a voice she literally doesn't my daughter has a speech disorder called apraxia and it is a disconnect between her brain and her mouth what she needs is to see visually see the way that people make a sound a single sound because of this she has made very little progress in school she cannot even as an eight-year-old make a blend sound of an sh because she is not able to see visually see what is going on with a mouth when it needs to be made additionally i myself have been in a classroom i myself have been a substitute teacher's assistant and i myself have seen the abuse done to children both physically and verbally the mental abuse that's been done to these children i have seen a teacher and a teacher's aide who have physically required a child to wear a mask even though this child had the exception i have physically seen with my two eyes that every time this child took off their mask the teacher had a plethora of mass available and they immediately put another one on her they physically had to hold her down to put it on her this is completely unacceptable and this is not going to happen to my child anymore you guys have the right tonight you have the right tonight to make that decision please stand up for our kids thank you for your time michael donovan is next and raul diaz may come up i thought the kids were going to be a tough act to follow guys i i had a lot planned i had it all written out credit to the teachers in this district from what i've seen from the students tonight they expressed this perfectly there is no upside to these masks there is no benefit to these students in fact quite the contrary they are being harmed by this they are having delays in their education they are acting up more i know plenty of teachers and the district has gotten significantly worse throughout doing this my question to you what is the benefit of continuing to persist with bad science that does not have a positive effect on anyone [Music] why do you persist you can take the vote tonight every other district around here has figured this out stop hurting our children please i beg of you make the vote happen tonight thank you val will speak next and scott hansen may come up my name is raul diaz my son is a junior at ohs and well i'll say masks should be a choice not a mandate but so he was forced to participate in online schooling uh last year when he was uh exposed to covet right they made him stay home he had to sign in and do the online courses this year he suffered a concussion earlier in january i thought that it would be it made sense to me that since he had everything in place for him to participate in in classes and he couldn't be there physically um that he would just log in and participate in online courses they or the school told me that that was not allowed because it's not covet related it didn't make sense to me um i reached out to the school the nurse told me that it was a state policy he reached out to the state the state told me that it was a district policy and that's why i'm here it doesn't make any sense for children who have the ability to participate in their daily classroom remotely to not be allowed because it's not covert related if they have a valid medical condition that precludes them from being able to attend in person why are they not allowed to just sign in on a daily basis so that they can continue to receive their education because i mean i thought that's what this is all about right the kids are learning and continuing to progress um i don't understand why that is a policy that the district has in place and that needs to be looked at it needs to be restructured it needs to be amended to allow that particular circumstance so that children who can't go to school can continue to learn from home and i i that's i just want to make sure that it's on the record so that i can pursue it further if nothing comes from it tonight i'm definitely going to keep on digging for answers trying to get the board or whoever else to look at it and give me some kind of solid answer as to why he can't i mean as it stands now he is back in school but it took that long he missed like three weeks total and and he's even truant now because for whatever reason it's just i don't know why the school keeps marking the maps and when he's home you know with a valid reason but besides the point um again i think kids that have a valid reason to be home medical reason to be home should be allowed to log in online to participate in their school and this whole caveat that it has to be coveted related is just unacceptable and wrong so that's it [Applause] good evening board and everyone my name is scott hanson i am a parent of three children in this district and i'm a public school teacher myself in a neighboring district who has recently gone mask optional we um this this school year approximately 40 of our staff and students were covid positive at some point during the school year and it's safe to estimate that roughly 50 percent of our staff and students were vaccinated i would imagine and this is a much smaller district where i teach i would imagine in a district of this size you know if you were to do the math there those numbers are relatively proportional if not larger so the data that we should be looking at is who's really in danger who are we still protecting um we've all either been sick or we've been vaccinated and it's time to move on with our lives so on behalf of everybody here we ask that you make the decision for the community moving forward thank you thank you all for your patience and now we will move to um comments by members of our board and i would like to go out of order and start with our student ambassador report they've been here a long time and they've got to be at school tomorrow so please the floor is yours thank you since our last board meeting colton and i had the opportunity to meet with dr sparlin last week to discuss the current status of the student advisory committee work particularly with the review of the second student survey responses that evaluated the knowledge students had on sexual harassment within our schools and reporting procedures we discussed our future steps and evaluated the progress of our committee project as well as our committee as a whole so the student advisory committee was able to meet with dr waller this past week and began disaggregating the data from that survey that was administered this past january um while we were just in the beginning of sifting through the data we have found we have continued to see the importance of the issue to the student body it the data has shown that students are being affected and have noticed trends themselves as a committee we work to continue to separate data based on several identity factors to better understand exactly what we are looking for and how that information will shape our progress moving forward the whole process has really been an enlightening to the fact that student voices tell us so much about our district and has revealed the willingness of students to share their voice when given a platform to do so thank you very much now we'll have board member comments go ahead i wanted to take a moment tonight to thank all of our students who have both emailed in their comments and came here to speak tonight and i know that it was a really hard thing to do to decide to give up those one-time events and all of the different education to take a stand for something you believed in and it doesn't matter who agrees with what side of what but i'm finding that i'm pretty darn impressed that our kids are able to take what they believe in take an action step and understand what they're going to miss out on when they do that so thank you very much for speaking up for yourselves tonight and for showing us what you know i think you did a lot of argumentative essay writing there so she should be some kind of english credit perhaps i don't know um aside from that you know this is a really difficult time i think for everybody and it's nothing different than what we've seen over the last two years we all say that the only constant throughout this entire pandemic situation has been changed and i know dr sparlin had talked earlier that we'll be reviewing these things as well and i hope that we do because we do need to take a look at where things are going to go what will be safe for our community and what will the burden of removing one measure of safety take and give us as another burden but i think overall my favorite comment tonight was the one that said you know what when this is done we need to be working on how to build together because we do we need to spend time with our kids and help them understand and respect that now that we have an individual choice whatever day that happens whatever month that happens or a year that we will work together to teach our kids how to respect each other's choices and to still be able to be friends with people even if they don't make the same choices as us that's pretty much all i wanted to say but thank you for speaking your minds and thank you for doing it in a respectful way where we could continue our meeting i really appreciate it okay anyone else um i'm in honor of black history month i'd like to recognize scientist dr kismika corbett dr corbett age 36 is currently an assistant professor of immunology and infectious disease at both the harvard t.h chan school of public health and the harvard red cliff institute in 2019 she was lead scientist at the vaccine research center which is part of the national institute of health and is credited with discovering the genetic code for the covet 19.
We also have our master and mentor teachers who are known as our instructional leadership team. And our academy leaders. So our academy leaders are listed out there. We have three academy leaders, Rebecca Bryant, Dennis Ball, and Chris Sampson. And of course our guidance counselors, Donna Allman and Brad Harmon. So tonight though, I get to introduce you to The marketing of the academy leaders are I mean I know that this guy is in charge of the marketing. Yes, so he is overseeing that particular academy and leading the development and the work along with career connected learning. So he and his colleagues, Jim and Chris, they work to create the career connected learning lessons that are given every Tuesday during SRT. And then they also will be working to establish partnerships and councils and all the work that goes into um that, you know, implementing programs of study and the pathways.
i mean ultimately ultimately if we want to build something new in the future you're going to be demoing that anyway because you can't use it in the crypt we could build a nice greenhouse to actually use for teaching and like solicit some of our growers in town have it be a project and actually be like a on a piece of property on one over okay well first of all the location we're talking about is this what i always thought of like is the observatory there we go okay right next to the old entrance to the high school yeah i mean yeah before we just go rebuilding it for eight hundred thousand dollars i mean have we thought about alternative site locations yes [Music] we actually had uh i don't remember we had dean [Music] it's just not it's there are locations but it's expensive so as you know the landings on the south side of the building where you were just talking about the assistant principal's office those doors we walk out for graduation yes off that landing was one potential option right presents significant handicap accessibility that's right yeah another potential option was if the as you pull into the facilities you're driving toward the football field you'll pass the west gym and there's a little alco parking area to the right back there that's another potential location we examined as a matter of fact we discussed this at one point with cef but the the actual cost to just build out there is really pretty astronomical that south facing is what we need for sun in the winter months so it's got to be over that that way but we've definitely studied it we've tried to look at different options and across the greenhouses yeah it's up there and there's nothing the current greenhouse yeah it is right it's more like a novelty than an actual teaching yeah so is it is there any education that actually goes on in there right now yeah limited bust yeah because i'm just wondering what's the impact if you just deal with this now and revisit construction of something new in the future that's what you know we've been basically living without it for years because it's just not accessible i mean it wasn't it wasn't natural when i was there 20 years ago right really really right i'd like to still see the design possibilities on it though oh sure but i mean that location i'm just thinking when you're talking about like accessibility that location is set like three feet higher in elevation right something like that although you could do maybe a ramp from the outside but then you're cluttering up the side right now connects through in between two classrooms is how you get to it the idea was you know if you're teaching botany then you would go right to the greenhouse from the classroom it would be a lab basically you know that was the idea but it's just physically it's not a great spot it's not functional yeah it was some architects legacy legacy design it really was because it's it was some legacy it's nice to look at it but it's not functional let's keep going do you want me to move to year six leave it in yet three but you're leaving the 50 grand could lead to 50 grand but if you want to reduce the total five yeah i mean i think that's that's seven hundred fifty thousand dollars i don't think the council's really gonna be this is like their years two through five right whether it's there or not by the time it gets to year two they'll i guess year one they'll ask us questions i mean year three or year four i'm not sure if it makes that much of a difference to him yeah i mean it's not gonna impact your your call for this year you can leave it in right now and think about it going forward but i don't want to just leave it alone i i do want to see the cost of demolition and i do want to see the cost of design for future planning you know what i mean like so next year we leave the 50 000 for next year and so next year when we have the clinic maybe we decide if we're going to design everything yeah that makes sense yes to have a plan please let me know but one other thing one other thing i'll add to it is if you did demo it just are there any other options for what you use that space for i mean it is square footage it's space what's something else to read it's going to go there picnic table yeah little patio no but even that i mean that could be good if you just want to cover it you want to go outside and eat just getting to it is an issue yeah that's what i'm saying yeah the cost when we looked at it back when i was principal to just ramp it out was really expensive and it ate up that outer room i was telling you about with the three eight foot tables it would beat that up because you need a certain pitch on the ramp for handicap accessibility it's just a nightmare yeah that place unfortunately no definitely the 50 because i do want to see the design you know okay i'm curious about it and that would be our plan to then try to move 750 000 somehow all right so we got a walk-in freezer and that's part of we'll think of this to this so what's this so this is now stadium this is seating agreements yeah this is really to um take care of some of the things that need to be done yeah at the athletic complex um there's a secondary viewing tower that's not used i don't even know if you can know that i know yeah so that's never used it's in disrepair it's got to come down we need to do some work inside the press box we need to make some compliance improvements so you know those and we're planning to do that over two years okay let me still be below the referendum threshold on that yep then the next one is um you have 200 and then 220 as hvac work at the high school when they're reporting go back up so rejection high school for the h so this year we're doing the 225 000 and we have two two out over two four six yeah that's gonna be a referendum question regardless in year in 2425 yes yeah included in this first year is 25 000 but the school windows which we talked about you know right now we haven't mapped out over you know four years okay if you want to reduce you know if you wanted to just take a couple of these years instead of 500 times four you could do a million times two or just leave it as is and next year we talk about you know what's the best way to portion this money can you just highlight it in another color that way we know we're gonna need to consolidate it yeah somehow okay so we want to keep doing ceiling tile replacement door replacements yeah those are the next two keep going with the labs keep going with you know fixing bricks paving you know hvac work this is all hvac [Music] you know we just looked at some of the roofing at you know dodge probably overall as a school dodge roof system is the one that needs the most attention so we're gonna have to keep going with these then we've got um the window replacements we're ready when we move this plane to design work do little unit vent so we'll keep so what is that 3.8 million yeah i mean those are all other than the new section original single-pane windows so duo hvac that's the big nut you know doolittle's roof that's rated as fair and the committee already said let's design it so that's it yeah do a little window design as well and we can't like with the jewel with the dual roof that's we won't get anything from state reimbursement oh yeah we could yeah we'll get applause for circumcision as long as the roof system is more than 20 years old so we're going to be eligible for a school construction grant for roof replacement it's not that the roof replacements have been kind of strange over the years and i think they've changed it because they would exclude like some of the labor costs but we didn't get that to jump down that i would say 30 is a safe assumption so what we do is after this gets approved as we there's a further step to this where we take all these requests and we'll identify is there potential grant eversource incentives those kinds of things and so when we submit all the backup details that goes to jim and you wouldn't deduct that and is there a threshold for how big of a project we have to have to go to the state for reimbursement you know there's a there's a practical threshold because it's too small the amount of legwork it takes and the requirements of the state become owners as i said it's like but that's just kind of that's like the high school windows like we were gonna go in for a project for three million dollars for windows and storefronts that might be worth going to the state forest exactly versus 500 000 okay yeah i would say anything a million enough with which eligible for state construction where that would save the taxpayers a lot more okay so that was you know we're at highland now so we have you know the actual work to redesign the parking the actual work to add that turn lane we pushed the um pitcher renovation into year two island you know if we want to lower this year you can push it to year three i don't know that it's that meaningful at this point okay it's good for me yes time so what you would have to do is a motion to um to have one as a planet no i'll tell you what it is as a planning committee you recommend that the five-year capital plan of 32.5 you know you'll read the exact dollar amounts so it's 32 532 500 and with the year one two million six hundred ten thousand okay so to make a motion that the cheshire board of education planning committee move a five-year capital expenditure planned budget of 32 million 532 500 with year one being two million six hundred two million six hundred and ten thousand dollars for consideration by the board of education quick drama draw over there are we supposed to build my voice or by hand i mean we have rules that do that govern that right you could do either you can do either a roll call style boat or by hand and we typically do by hand and then we announce the outcome yeah three in favor unanimously approved by all you know bananas anybody anything else before we journey i actually did have one question if then did you connect with energy resources at all just to ask them about solar and if it would make sense at this point i discussion no hearing none is there any uh all in favor any opposition hearing then that will be the order okay six acknowledge receipt and review of 2021 audit report as prepared by nigro and nigro pc we have a presentation by matt schulenberg on this item thank you mr raleigh let me get the presentation up on the screen great thank you you all have a bound copy of the audit at your space that is for you to take with you this evening if you choose to do so if you leave it at your seat i will be happy to collect those and take those back first off this is an audit of our financial situation from last school year the audit as of june 30 2021 like to acknowledge right off the right off the first there was a slight clerical error on page 59 in the supplementary information section it incorrectly listed the term of expiration for mr raleigh and mr bender the correct term expirations are listed there and you will notice when you turn to page 59 in your copy of the audit a corrected page has been inserted in your audit report there is no material effect to the audit based on that it is merely supplementary information to the audit so what is an audit this of course is the independent auditor expressing an opinion on our financial statements determining compliance with laws and regulations particularly in federal and state program you'll notice page one and two that's the independent auditor's report it's basically a narrative and we have a clean opinion from the auditor in terms of our financial statements the management discussion on page three through nine is really a readable analysis of the district's financial activities i will point you to the fund balance comparison which is table a3 on page six is a point to look at if you're perusing through the audit any time and again the the auditor does go through a summary of certain factors affecting the future they talk about the governor's budget proposals some of the different things he's proposed the categorical programs and how they might affect us in the future in that particular analysis the government-wide financial statements are contained on the following 41 pages page 10-51 really reports the financial position and activity of the district our statement of our net position and that position is really something that's unique to a public agency it's calculated much different than the net position of a private business so you see our net position is a negative 11.9 million that's nothing to worry about it's the way we have to book certain financial transactions that does not concern the auditor at all in terms of that type of financial position for a school district you will see on page 14 that's our audited fund activity in each of our operating funds fund 01 being our general fund where the majority of our programs where we receive the majority our revenue and operate the majority of our programs there are notes in that section page 16 through 51 and that's a narrative explaining the financials so that's some great reading if you go through that it really it digs into a little more of the detail of what the financial statements mean for the school district the supplementary information contained on page 52-65 that just lists some of the items that you can take a look at there the part that i always jump to when we receive the audit is the findings and questions cost this is the important part of the audit if there's going to be any findings i'm happy to say in our financial statements and our federal awards we had no findings in any of those programs however i'm i hate to report that we did have some findings in our state awards mainly in our calpads and duplicated pupil count when we transitioned to the cep meal program several years ago that's the community eligibility provision which enables us to feed all of our students for free we started with some of our schools and have since expanded that program to all of our schools and by implementing that program to support our students and their families in terms of meal access at our schools we lost an important piece of information gathering mainly the federal free and reduced meal application to determine free and reduced status for our students the free and reduced status for our students is an important part of our local control funding formula calculation that establishes what's called our unduplicated pupil percentage or it's a major part of our unduplicated pupil percentage so we implemented what's called an alternative income form to gather that data and we've surveyed our families by using paper forms a couple years ago in the fall which facilitated about 13 000 paper surveys in my office that were processed and entered into our student information system and we also have an online data verification where the families have to verify their address and their phone number at the beginning of the school year and an income survey is electronically part of that and we had some issues with the records being overwritten and the the in the timing of those two different activities so unfortunately we had some students identified incorrectly in our student information system which will result in the apportionment loss of about a hundred and eighty one thousand dollars this error has already been fixed by the director of fiscal services working jointly with our i.t department and our ed services department mapping out the timelines of when we will collect this information in the future and when we will not need to collect this information in the future and establish what's called this year in our data collection process so unfortunately this did pop up this last year and from what our auditor has told us this is not an uncommon problem throughout the state of california with districts that have implemented the cep our second finding has no fiscal impact but they had to report that our california clean energy program report was filed late we did hire a third party vendor to facilitate this entire process for us and unfortunately they did not meet the deadline but no fiscal impact on that finding and that's my quick presentation again you do have the copy take that with you if you'd like if not leave it at your station and i will gather those up at the end of the meeting thank you thank you thank you judy a motion to accept that report mr raleigh thank you i'm going to call for the is there a motion to approve the audit from nigro and nigro we have motion bender second maria [Music] okay all in favor aye any opposed That's kind of how my position uh came about. Formerly, I am a US History and Psychology teacher here at the high school. Uh this is my first year here in this role. And so, what I wanted to do is just kind of give you guys a little bit uh some information on some changes from the state and how my team with the Academy leaders has uh proposed some different programs of study um that we're looking here to offer at the high school here next year and how that's going to meet some of the uh the new requirements from the state. Uh so, the way I've got this set up here is looking at the state. They've got a new GPS dashboard, which is a data tracking system that's going to be used for like accountability. We've also got the next level programs of study, graduation pathways.
is that enough time for everybody to be able to go and get back yes all right unless there's uh unless there's concerns then we'll see each other in closed session at 8 17. and uh all right we're going to go ahead and reset the closed session see you all at 8 17. see you all members of the board this is so soft um uh all right everyone we're going we'll go ahead and reconvene um this uh the february 10th meeting with the altmock school board uh at 10 30. um dr bauer are there any items to report from closed session no sir all right thank you um i'm seeing that we do have a quorum so we're reconvened everybody's here and so um moving on to a future agenda board request uh any requests feel free to get them to the superintendent and uh they can you know take the proper actions necessary all right i'll go ahead and adjourn this meeting at 10 31 have a good night everyone
We'll give you a little information on the Regional Opportunity Initiative or ROI, um which I've taken part in here over the last several months. And then just just a local update as far as what my position entails and what my team has been working on here um at the high school. So, the first thing here is the Indiana GPS dashboard. And what this is is to try and create a more holistic approach to the accountability system of the state, where it's not just solely focused on test scores and growth um and and things like that. They're trying to incorporate other elements such as career and post-secondary readiness, communication, collaboration, work ethic, and then also civic, financial, and digital literacy. And the goal is to try and find ways to measure each one of these elements all the way from kindergarten all the way up to high school and to track those indicators to make sure that there's growth occurring in these areas not just on standardized test scores.
And what's really awesome about this is from what Christie presented with our graduate profile, you're going to see a lot of commonalities here with communication and definitely work ethic are are through the key factors that are right off of our our graduate profile. So, things that we're going to be keeping track of in the district anyways are now going to be tracked um to at the state level. And there's some different um I know this is a little harder to see if this is on the state's website or you can also possibly send out the presentation at some point as well. But, there's some proposed ways that schools are going to be able to track um these different parts of the GPS dashboard. Some of them are still in the works. As you can see down here at the bottom, it has some just aspirational indicators that the state is still kind of deciding on how they are going to be able to track track and measure those things um such as like uh extracurricular participation and career exploration at the elementary level, right?
So, I guess I was going to point here, too. At the high school level, a lot of the same kind of things they keep track of. High school graduation on track rate. Got AP course enrollment. They are now moving to standardized test at the high school um from the ISTEP uh to the SAT. And attendance is going to be a factor there as well. Some of the new things that are starting that they're going to be keeping track of here is the graduation pathways completion, right? And that's going to involve programs of study um that will be presented here um over the next couple of weeks. Got strength of diploma, fast track completion rate is going to be one of the factors that they're going to be using to um assess schools. And then after high school, looking at employed and listed in this role, median income, labor participation rate, and then sustained employment.
So, keeping track of graduates even after leaving school. Yes. Remind me which class is the first one that graduates and is a good class of So, this is I think going to be finalized at the end of the year, and they're going to start keeping track of the GPS dashboard leading 2024. So, the current The graduating class of 25. I think that would be Our grads and our friends and our sophomores actually are on the graduation path. Okay, that's what I was trying I was trying to remember what year that was transitioning. Sophomores and then this is for um what will be our seventh graders will be the first ones. Who will experience it first? Who will experience the GPS dashboard of the grads. Yeah, okay. Yes. That's obviously those are positive But what is career mean? And all this stuff, it's all the state is kind of outlined and it's still kind of a work in progress.
You understand? I even like if you see down here like the aspirational indicators, they have the civic, financial, digital literacy competency. So, it's something that the state is wanting to measure, but they have not actually like quite determined how they're going to go about doing that. What is career Career credential is skill trades, other things other than two or four-year college. Yes, that's correct. But actually some form of post-secondary education. Yes. Okay. The things you're obtaining prior to high high school and in high school or maybe if you see one two of the outcomes post high school. First, that's what I'm So, they're kind of wanting to subtract things afterwards. No, that's Absolutely. Absolutely. That is a huge new thing. Um it it is has been a goal for a lot of districts, I think for a while. Um it is a it's definitely a very large feat.
Yes, to be able to do Cuz even colleges have really struggled with that. So, I'm trying to imagine doing that at a high school level. A lot of data. Yes, we're able to do that to some extent because we have the resources to do that. We can track how many that are on track, we can track how many high school students are on track, and some of them are not. And then we can also track our CCMA credential, our CNA, our electrical. And we know which students were on track or not on track. You know the number of students on track. Great, but to like what is every kid doing when you're out of high school? Like, you know, that is a really tough thing. It's a setting in colleges have much stronger connections with the students, I think, as far as their career. It's really tough to do.
And that's a lot of data, you know, that's a lot of person to write that data, right? That is a great job for Our data different than some of them, but I think it can be very useful for the schools if they know where their graduates are going and what their graduates are doing. Well, I I think it's great, but it's just really cool. So. How much data do you collect into this program? On this, uh currently this year at the high school we've been keeping track of students that are on track. So, just as far as credits Or let me let me rephrase my question. This is new today, correct? These things are new. Some of these things exist and some of them haven't existed. So, the question I'm asking is what data do you have to this point? What things have you been tracking?
We've been tracking the high school graduation updates. We have been tracking AP and dual credit. We've been tracking SAT performance and we've been tracking attendance. We've also been just we we can't track graduation pathway completion yet because those students are sophomores right now. We have college and career credentials. We have not been We have tracked that through our career technical education like a student that might go for culinary arts certifications. But, the ONC CTE hasn't tracked that yet. Strength of diploma, we have tracked that. That means do they get a general education diploma? Do they get a 40? Do they get an academic honors diploma or a technical honors diploma? We do track that. Pathway completion, we do have rates of that as well. Um So, I guess if you look at Latino, employed, enlisted, and enrolled, that's a little harder to track. We do have some data around that.
