begins uh next school year and moves into the following school year i want to begin by sharing that we have created a shared document that all of the departments uh speak into and write into uh it is a way to memorial memorialize the things the the numerous things that need to be accomplished as we are moving forward with school reorganization we have also instituted a weekly meeting to provide updates clarify questions um make decisions um and so those meetings are again just meant for that uh obviously us away from the meetings uh the departments and staff are working really hard uh to uh implement the decisions around school reorganization so i just want to um give thanks to all the staff that has been working diligently uh on this topic uh with that i'd like to turn it over to um staff who will give provide a little bit more details on some of the topic um good evening so i will address boundaries transportation and facilities so um with our partner powerschool formerly decision insight they have successfully redrew or redrawn our boundaries based on the school reorganization plan so what this means that charles h lee boundaries will expand to include house boundaries clifford d murray boundaries will expand to include magnolia and valley dale boundaries will expand to include ellington though we have our new boundaries on the outline new home schools for our families the district will continue to offer bullish fights can you repeat those because they're not up there so i can't see them so can you just repeat those again so that i can in my mind yes ma'am so charles e calls hp boundaries will expand and include powell clifford murray boundaries will expand to include magnolia and valley dale's boundaries will expand to include ellington we for as far as transportation school to school transportation will be provided as the district begins to communicate the boundaries and routes as the district plans to communicate the boundaries to the community routes and times will be made available to our family at this time we have committed to having at least one pickup and drop off location at our closed site for example based on the current approved site closure there will be a pickup and drop-off location allowed to transport students moving to a facility our director of maintenance and operation mr ryan allen along with our architects have walked all of our campuses to provide the border education with the detailed listing of the conditions of our site this report is being compiled as a result of the walk and will be set in categories um that outline the following things that need to be addressed based off of safety modernization and we'll also have enhancement and upgrades untapped this list will include the projected timeline and cost for all of the recommendations our goal is to have the complete report and present the findings to the board of education by the end of march or early april thank you all right at our next board of education meeting on march 15th we are going to provide a presentation on our planning for our ausd 2324 elementary and secondary programmatic offerings a part of the preparation has been getting input from our education partner groups on potential programmatic offerings and so far we have met with our elementary and secondary academic articulation and advisory committees we met with a student advisory committee we've met with our site and district administrators and we have plans to meet with additional student and parent groups as well as a preview in addition to secondary literacy initiatives dual immersion and seal which is sobrato early academic language we're looking forward to presenting our programmatic offerings to you on the 15th thank at the you where we get a list of those in writing um that includes of the programmatic offerings yes yes we're going to provide um presentation but we can also put that in writing um yeah the board package thank you good evening i will be speaking of uh on staffing and the negotiating impacts and effects the resolution to reduce or discontinue positions in the early abort action was a result of our staffing projections um exchange for next year as we move forward with school reorganization further the 22-23 school year we anticipate the certificated staff transfers of teachers and certificated staff at ellington magnolia pal and gladstone high school as for classified employees we do not anticipate transfers of csva employees for the 2022-2023 school year in the 2023-2024 school year as the identified schools closed we will need to reduce or transfer classified employees similarly for the 2022-2023 school year we will need to reduce or discontinue the number of management employees we have in the school district moving on to negotiating impacts and effects we recently added two additional negotiation sessions with the asusa educators association aea in addition to our regularly scheduled sessions we will meet to negotiate with aea on thursday march 10th and monday march 14th the schedule will include negotiating the impacts and effects of foreclosure we have our regularly scheduled negotiation sessions with csda on march 9th and if needed we can also add sessions to negotiate the impacts and effects with csda good evening i'd like to give an update on the ninth graders over they're all going to be at assistant high school next year first of all we have determined that all ninth graders will fit at the azusa high school campus in the 22-23 school year we are planning a three-half day ninth grade orientation experience that will include outdoor activities in nature around our community culture building motivational speakers link career activities parent engagement and a campus work we have recruited teachers and staff from azusa high school and gladstone high school who will work together to plan this experience for ninth graders and will recruit 10th and 11th graders from azusa high school and gladstone high school to help mentor the ninth graders the goal is to use the link crew next year as a means of transitioning the two student bodies together we have identified introductory cte courses from gladstone in the medical pathway and the digital media arts pathway that we will add to the current cte pathways at azusa high school and we will host the virtual eighth grade parent night to showcase azusa high school programs on march 10th at six o'clock to be followed later in may with the in-person expo at azusa high school and now to speak on our draft of the high school mascot and color selection process i would like to invite uh crystal and hannah to speak first about the context for this work here we can have hannah and crystal speak on january 26th mr ortega hosted a student advisory council meeting with representatives from azusa high school gladstone high school in sierra high school to discuss a process for selecting the mascot and colors first as a high school these students started in small groups to discuss their ideas for mascot and class selection that would be fair to those impacted by this decision after initial idea generation students formed larger groups and listed to each other's ideas and developed a final set of recommendations these recognition recommendations are included in the process mr fernandez will be sharing tonight all right so before i go into the description of the process they do want to share that we consolidated the student ideas into this process here we took this process draft on a road show we did share it with students we shared it with parents and we started with this unified uh staff to get their feedback on this draft that i am presenting to you tonight so first of all um we would like to form a committee from the three high schools including special education and el voices within that student committee then the committee will meet and design an initial survey to pull all current seventh through eleventh graders in a zeus unified while in school um that there will need to be a strong message campaign for students before that initial survey occurs to make sure that there's good understanding that that survey is occurring and what to expect then that initial survey of students will be conducted after the initial survey is conducted that student committee again will meet to review the responses and develop a final survey another message campaign that will go out to students parents and staff who will be participating in the final survey that final survey will pull all seventh through fourth graders in azusa unified their parents and the azusa unified staff and that finally that final recommendation from that final survey will be presented to the board of education i have a question on that i like to know at any at any time i didn't hear that the community would have a survey or input on any of these on the final choices so the outside the of the final survey another part for the other community members to speak into it but yeah the community yes this is the community or even participate right i mean i i think i was i think in our initial conversation i don't believe we were talking about having just a student only i mean i appreciate that we want to make sure that we have student voice in the decision but i think we have a lot of active alumni as we can see in the audience we have people that want to engage and so i i mean i agree with with yolanda i think that was i thought it was going to be like a multi-sector i thought originally it was going to be coming to you i didn't stay here that's why i'm questioning that thank you okay that was that's my understanding as well okay just for clarity um so in bullet one um are we saying that this committee that right now the students when they created this that it would be just students that that that are we saying that the board is saying that in that first one we should expand a wider net or are you saying that no in bull or baby it's both in bull in the sub in the second to last bullet uh that's where communities should also be involved in that i i personally would like to have him be involved on selecting under the selection um at what point when they're going to select the final um model right in this i'm not sure where it falls into here the way the the students designed this and we got a lot of feedback um there wouldn't be a committee selecting the mascot uh that would be um and actually i take that back it's mascot and colors um that would be based on a survey so the survey would dictate um the selection of the mascot and the colors and the survey going to right now that survey was going to ausd parents seventh or twelfth grade students and staff but what i'm gonna see it go to the community sure yeah thank you i i would say something slightly different i think ninety percent of of what you shared but remember um reduce painkiller i think when we look back at the selection of the aztec part of the conversation that we've had is that um it was selected by the students um like ultimately um with this i don't see where the community is involved and where the community is able to speak into things so i think it makes i think having the community involved in the in the uh the committee and even looking at you know some initial surveys that we have there but i would say i would prefer to see after there's we pulled the community pulled all kinds of folks which has limited down to some some options that the final say come from the students as opposed to um just across across the community because it will be our students who are who are going to be kind of caring and championing whatever that mascot ends up being but originally i i recall speaking about the community's input at some point of this process right and so that's why i agree with you i think when i look at this i don't see where the community is there right but so i would like to see some strong community inputs at some of these bullet points but i think when we're looking at right there it says the second last point says final survey polls all seventh through twelfth graders in a usd parents except i i mean even looking at parents and staff i really look to students more so to make some of the final the final call than than any of the rest of us because right now it's definitely the way the the students designed it it's really the opposite right so the students are the ones that will be the first to voice into this initial survey which is not about select your favorite mascot and colors it's about hey what do you think the future mascot of azusa high school should be and why so it's getting input from 7th or 11th graders on what they feel the mascot should be why it should be and what the colors are well what i mean i mean ortega like for example we narrow it down to five or three wherever then the community would be able to have input on is that does that make sense sir it makes sense but i'm hearing a board president greer say the article we're saying we're saying we're saying the flip flop of obviously so i think we're both saying community input and student input yeah um you're saying community input at the final with at the final um vote i think i'm saying community employment input on the front end and students at the final vote you know i'm i'm fine either way i'm good as long as they have me what about our other board members i you know i i i think that there should be community engagement in the whole even in the decision making and and the reason i think that is because i think operating an assumption that only the current students in the system are the ones that have the the valued opinions i think as we had the school is really the high school's really the center of our community right there's a lot of connection to it and so i think too to say okay okay because you're the i will say lucky or unlucky ones that are in our schools right now that you're going to make this decision and it's going to have a greater impact across our whole city and community right community because it's not just the city boundaries um i i think that that that should be there should be some community involvement in that in that in those in that where that how the recommendation comes to us and not just student driven okay then here those are three three members saying three different things so which is how it happens sometimes uh board member beau former are you honest so i i would like to see formal engagement of the community and and i think i'm seeing this as a draft process and this is our our opportunity as a board of education to provide feedback and i think what you're hearing clearly is there has to be um a formal way to engage the community throughout the process i'm sorry what what we're hearing from from you or from the whole board i'm sorry i just need to clarify what part do i need to clarify what um so actually i actually want to be able to answer your question so can you please repeat your question i was just asking for a clarification on what point only because it took me by surprise though i i need to understand what what i what i'm supposed to what you would like me to clarify and i apologize because i i don't that's what i was asking for claire i didn't understand it i know i didn't know what you meant by that remember would you would you remind uh would you mind just kind of restarting from the beginning of your comment just for clarity um so what what i what i'm saying is um i i i agree with the at least what i'm hearing from the other four board members who have spoken or the three board members have spoken to this point that um there should be a formal way to engage community members so non-parents but community members in this process and that mr fernandez says you're presenting this as a process that students drafted to present to us i'm seeing this process as now this is the opportunity for the board of education to have input into the process and the second part of what i um i'm observing or i'm feeling is i'm wondering i don't have the answer but i'm wondering how we is there a weighted system of input from students versus input from staff and input from community given that by sure number there would be more community members and fewer students so i would ask for recommendations about how to uh wait that if we're if because generally when we think of a survey we think of the total number of responses you know to a tally i'm wondering how we would incorporate and would it be a weighted survey response or would it be and would it be the same survey or tailored surveys based on student experience and community experience [Music] um yes i i think the committee does just need to be involved um from beginning to end i but i do agree with so i agree with that part with board member cruz gonzalez and i i agree with uh board member beau and that's why i asked for clarification so now i understand i i do agree that the percentage right what does that look like because we may have you know more teachers than we do you know students or something like that or more community members i think there needs to be a balance and so um but that means that and yeah i agree the community needs to be involved and that i think you both said what what what i don't think i did say which is that that would be my concern is that there'd be there could be so many community members that speak into it that it that it just completely overshadows what uh students may have to say so um maybe there looks like they're you this was not made easy for staff and that i don't know that there was clear direction coming from here uh maybe if there was a is it possible to to put forth maybe uh a couple options of some processes of and kind of bring that back for us to evaluate to look at where the community would be involved based off of what you heard here and then we can look at the next iteration of that and and kind of evaluate that process and quickly um so so it's not something like it's something that we'd like to see at the at the very next uh 15 yeah i i think that we have time right i think this the school's not going to change for another year and a half so i don't i don't have to rush the process but i mean that's my perspective so that's that i would say i don't feel the urgency to rush it um i did want to just bring up so i think that's good to bring back some options i thought that was what it was going to be sort of this refinement process where so i agree with adrian on that um in terms of options right i think we should make i think we should it would be good to re-clarify that the board has voted to keep the name as just a high school there's not gonna there's no confirmation of that that the board voted to con consider changing the colors but the current colors could remain right i think i mean my preference is that it remains um and then the last piece was the mask spot where we said it was going to change and so i do want the what i i want the board to requesting the board to reconsider allowing the option of maintaining the asset because i would just say what's going to happen if we put out a survey and you get like a majority coming back doing that what do we discard that i mean what do we do with that so i think that they're um that has to be part of the conversation um and so that's i'd ask the board to reconsider consider that at the very least then i'll i'll look to the board on reconsideration of mascot or including the option of the mascot remaining as the aztec as one of the options up for consideration as this uh committee considers up or for further clarification to treat the mascot as we are currently treating the colors correct where it could it could stay um or it could be i'll look look for direction um board member audience i are you asking for we would need consensus to give direction are we taking correct we're not taking formal action because it's not agenda right we're not taking formal action on this this is to hear if there's there's a request from board member uh gonzalez to allow for the aztec to be included in this process and so i'm looking to the board to speak into the openness or if not then it remains as it is as is which is that the aztec is not an option um for consideration um so i think that so we know that we took board action to leave the colors as is or to leave the colors to be decided they could stay the same or they could change depending on this process and the other part of the board action was to say that the the mascot would not be the us and i think over the course of the past six to eight weeks we've heard additional community feedback around a compromise or a modification of maybe it's the name aztec but not the um graphical representation of the hedra and and i did say in some of my prior board comments about um approaching this issue with a rich liberal arts education and critical thinking around why are we doing the things that we're doing so i'm at this point i'm open to involving students and community in that process and i would ask that as we guide that process that we're guiding students in the development and in the survey so that the criteria are laid out so that the students not only as they're designing our students and staff maybe are designing the survey that we're asking we're getting them to understand why we're asking these questions and it's not as black and white as up or down but if you know why would we change why wouldn't we change and what what kind of guiding questions need to be included kind of in the preamble to the server so i'm i'm open to that um i'm open to that because i i think critical thinking is really important and and and i will add that um i i the rationale or the reasons i stayed behind why i felt that it should change i still stick to the same thing but the last video i also said um what should have really happened is maybe um just like this young lady she did mention regarding um how can we make it right you know how can we not offend the native americans you know how can we keep it there but not to have their head i mean i'm over that kind of a discussion but not to have it where it's going to offend someone because it's any race anybody but if we can make it right i mean i'm good with that you know we can make it right and you know i don't know um well we're looking what what is offense you know what is offense because that would for all of us and um i don't want to offend anyone and i don't want to make it wrong but if we want to keep it what can we do to keep how can how can we fix it right kind of like that kind of my mindset is there so i'm good for that we can make it happen and make it happen right i'm there so so if the if the board is going in that direction and it's comfortable and i'm not saying that we have because it would require some voting right um because we've already made a decision i do think that we should have that conversation sooner than later because it would be silly to have a whole input process if what the conversation we really want to have is how do we have how do we we're okay keeping the aztec but how do we make it culturally how are we being culturally responsive like so i mean i look at the example of san diego state university so they put a whole committee together to evaluate you know what they could do to transition away from they're very if you see their mascot it's very egregious the way they um their monty montezuma right so but um and i'm not saying that we do that in zusa but that's a different kind of committee right that talks about the issues than than a survey around what choices do we have to change it so if we if then so i would i would then say let's have a let's let's reconsider the vote that we took in january and see where we are right if the board is coming if we have a majority potential reconsidering um and then we can if we if the if the vote changes then and and we say okay yes we want it we're going to keep the asset then we put together a committee that has this conversation but then and also i also want to respect the students the graduates the gifts from gladstone that are going to go there i also want to respect those students in that community that part of the community where we are working together and we do make them feel welcome and that they are also included so you know sitting here we have to look at the big picture you know i just can't be one-sided so i am looking at the two schools the two students i mean even staff so yeah we have to have a deep conversation and we need to make it right if that's the one how we want to keep it um more member audience one more opportunity if you had commented then i would uh i would say yeah that it if if we were to keep the you know we said you know we've had conversations around is an aspect of mascot or or there's even things to look beyond and that'll be on a mascot i mean but if we were to look at the the aztec phil still serving as a as a symbol that is connected to because there's a high school i would agree that it's important that if we were to do that we would do it in a way that is culturally responsible um and so yeah it would make sense that that then there is a conversation that we have around around what some of those culturally responsible parameters are and you know even maybe inviting um even some of the the indigenous communities to be able to even speak into what what that could look like in a in a culturally responsible way um and it probably would be important that we have that conversation prior to sending folks out as you're saying board member cruz gonzalez so that we're not sending a group group out to come up with a particular something that then we look at and stay still comes back and the end result still appears to be culturally irresponsible um and and i agree that what we have had in place is not to the extent of other other examples that we've seen just around around the country but i still think that what we have had in place um could be better and could be more more culturally responsive you know one thing i mentioned also so when we i've seen the petition i seen it on facebook and i see it had a nastic calendar i mean it looked really nice i mean i'm just saying you know it was a nasty calendar it was still called the aztecs and um that's the picture they had on there so i just thought the calendar looked nice they asked the challenge my request is can we bring this back the vote that we took in january for reconsideration and have that and then have that be on the agenda um we can clarify where we all are in that position on that on that but i agree with mr gr board member more president regarding including the indigenous people if they can you know work together everyone work together and that's what we we should do um we're going to be a team i'm just make it right i just think it'd be great because it also bring unity to the community and unity to the native americans and to all of us you know we're all chicanos we're all from here but you know what we work together i think it'd be more beautiful that way so i do believe to your request board member cruz gonzalez it does sound that there was sufficient board consensus to bring this back so we'll work with superintendent ortega um to add this to a future uh board meeting agenda just for clarity then by default then we'll hold off on the 315 of this for right now yes but we should acknowledge and thank um the students who went through this whole effort and we don't want them to feel like it was not for anything right i think um so yeah there's a we're we'll put a pause on on this and and look to reconvene and bring the group back um with with this kind of new set of of kind of parameters and and guidelines that we're looking at after a board conversation yeah and i think it's also great for the students that have worked on it i appreciate all their work but then again you know their kids and they'll learn you know there's change change happens all the time and you know i think it's also a good lesson for them to know that you know things um mr fernandez we that was that was quite a tangent that we thank you for waiting patiently there at the podium um we don't have to quickly move to thank you unless uh unless there's anything else that you have for us you're welcome so i i do have some other questions related to the earlier pieces absolutely no not related to the high school piece um so in terms of um so i appreciate um clarifying um where the enrollment boundaries are going to be so can we get information about student enrollment like those shifting what that would look like at each of the schools that would be remaining so that we have so that we understand that information yes um because what i see here right there's more students going to be at lee murray and valley dale i don't see more students coming to dalton is what i see right now in this list right right so so um can we see that and then i did want to i did want to ask a question about um because i was i was not a i i assumed that kids would stay at that school until the the closed elementary schools all students right all grades would say that how much school before we close so i was not thinking that like the tk kinder kids would go to the next goal and maybe i must have missed that but i do want to understand what is then going to be the impact on a family that has let's say a kid in tk or kinder but has a third grader or fourth grader and what does that do for them and let's say they have kids in middle school and high school right conceivably you could so i i'm not sure i was i i wasn't thinking that was going to be happening so i think i would like to have better understanding about that before decisions are finalized because for next year because i because i would have concerns about that especially we do have many families that have two kids at one school right it would make it very difficult for them yeah so that would be they'd be able to if they wanted to right now forcing but they'd be able to move right but what i'm suggesting is maybe that would be instead of saying yes you can move we would say you know it makes more sense to have the kids all be we're going to keep your kids where they are with the incoming kid that makes sense like we wouldn't move tkk so stay status quo for elementary for one more year yeah i mean i guess i assume that was going to happen and are you you're staying only for elementary you're not staying the same price right i think the high school kids are a little older they're not but they still have the opportunity for example if a nine if they have a ninth grader going to azusa high next year and maybe they have a tenth grader they have the option of sending their 10th grader to azusa high also i mean if transportation's a problem or you know like they have that option right remember uh board by recruiting are you just suggesting that we push out the transition time by an additional year no it well i mean in terms of instead of tk k going to their new school next year that they would remain at their current school for one more year so parents would have in effect a two-year window rather than a or an 18-month window rather than a four-month window to change to know where they're going to school well i mean i think in my mind the transition happens in one from one year to the next right so it would happen between the end of 23 and the beginning of fall 23.

remember that's the data that goes into the transportation support level as well as the transportation revenue control limit so i wanted to share that yes these are true findings and we acknowledge them but we have already made improvements in our processes so that these findings go away in the very next year next year that concludes the presentation are there any questions board members are there any questions comment for both of you and finance department while yes there are 10 no's on the questionnaire it's impressive that of the 175 questions only 10 showed up as a no and that you have already implemented some systems in some cases to rectify whatever those findings were and might be interesting as we move forward to give us some kind of notion and some kind of report as to how we address those 10 no's and and what's in place now i chuckled just a little bit not that it's funny but that student attendance piece plagues schools over and over again and a lot of it has to do not just with the training but with the turnover of staff in in those areas and then the constant retraining so uh my compliments to you and the department for uh the impressive work as it relates to to the entire report thank you so i i just had a couple comments so one question is will this year be more representative of what our actual miles are um because of the pandemic you know we we have things have been different with people being virtual or hybrid so well this year that we're in now be more representative going forward of what we will have so i can tell you that working with staff over the last couple of weeks we have done i will call a quick and dirty adding of all the miles and we are around 11 000 which has been comparable to prior years prior to the pandemic but we haven't reduced those miles by mechanic miles or training miles or activity miles so all that work is being done right now and we hope to have that report submitted by the end of this week okay that's great to know i mean it's just that we've had two years that have been very exceptional in comparison to what came before so um and and i know we've restructured our whole transportation system so it seems like we should be able to be more effective but again we did that just right before the pandemic so it's hard to know what what it should look like or what it will look like in the future because of the last two or three years have been very different so thank you thank you and i spoke with miss matanin about a few of the details as well earlier today and appreciated the conversation as she went through some of these things again kind of with what you said dr santa cruz mostly appreciate that you took the findings seriously and that you've already put steps in place to address how we can and train and review and improve in any way we can so appreciate that process that's all that i have board members are you any other questions i just wanted to add that there is an action item that's new this year at the um at the end of our brief board meeting that requires you to accept the compliance questionnaire by roll call vote so just a reminder that we'll be doing that at the end of this so this is this is the meeting of just pulling the board on on things but just even just to get some some understanding there because this is another area where we did already make uh some decision on and there may and there obviously is already some movement for these things so i'm just kind of one the request from from board member cruz gonzalez was for there to be some a options and or some current i'm not mistaken options under conversations before the the plan is finalized um so that's that's the request to come back so is that shared among uh of other board members or um is the request because if not then uh it will stay as it has been voted which is that the incoming grades would go into new schools and parents would be invited to move their students to those news i'm not clear that we voted on that we voted on which schools to close i think it was just a conversation we didn't vote on the we didn't vote on the process the process i mean the process was presented was the transition was presented to us but if we could consult them in it we voted on which goals we were going to close so can i think then can i see here if there is um if there's interest in revisiting that topic and i don't know if uh staff if you're able to sp speaking of that now that's probably something we just speak into if if it comes back into the conversation but speaking into the impact of that and or what has already taken place and so that may not be something that you're prepared to speak into but looking into at the rest of the board is that something to also bring back for a conversation and reassess i guess i guess what i'm saying is i didn't i thought that what he was presenting was recommendations and it wasn't like that's why they're developing a plan right that's why their developer plan that's coming back to us in a little bit and so that's why i'm not asking to make decisions right now i'll bring it up at the next meeting when they start when they bring when they bring report but i can bring it up later on i just i didn't i i wasn't clear i didn't think we were voting on a concrete plan because there wasn't one in december um well i think we talked about actually i do think we talked about uh when we when we voted i remember because i had to state out loud the different variations and when things would happen from year to year so i do believe that it was voted on and if my memory served me correctly we could check minutes but now i'm having a distinct memory that there was clarity on those pieces um and so maybe staff can you speak to what you're understanding and where you have been moving um what what did you take away i mean if that's the case then i'm happy just just i'll just go back and reread the minute just to clarify for myself i'm happy to do that i do have the minutes up and we did make a motion and vote um that in the 22-23 school year paramount valley dale murray lee dalton and hodge pending state approval would be pre-schooled through sixth grade they will remain open magnolia and powell first through sixth and ellington first through eight will remain open in the 23-24 school year the designated schools to remain open will be preschool through fifth and the designated sites to be closed will be closed okay that's fine i'm fine all right any other questions then so so for clarity then we move forward as as was voted back then any any other questions then about this okay and does that conclude the presentation mr ortega okay then we move on to 9.2 voting of state of california school boards association delegate assembly representative there a motion on the floor i'll make a motion um 9.2 is your motion to do we need to nominate somebody well so yeah um yeah i make a motion to select uh jeannette flores from the charter unified school district we can vote for two oh oh okay i'm sorry then um stephen he pronounces that uh from claremont unified school district i'll second the board member crews gonzalez moved to vote yo london move not me can i say chris gonzalez yeah you did my apologies my uh board member rodriguez pena moved to uh vote for jeanette flores and stephen or um for the state of california school boards association delegate assembly representative and it was seconded by board member cruz gonzalez any additional discussion and we will go ahead and vote and the motion passes or yes to one note moving on to item 9.3 approval uh ratification of resolution 21 22 23 certification of signature is there a motion i make a motion to approve the ratification of signatures certification of signatures second moved by board member cruz gonzalez seconded by board member rodriguez pena any discussion [Music] and we will vote and the motion passes five to zero which brings us to 10.0 and specifically 10.1 which is the approval of the consent calendar and 10.1 uh and encapsulates all the others so 10.1 all matters listed under the consent calendar are considered by the board of education to be routine and will be enacted in one motion there will be no discussion of these items unless requested by the board by a board member if a board member requests discussion that item will be removed from the consent calendar and considered separately is there a motion i make a motion um for the consent calendar 10.1 through 10.8 second any discussion well there will be none as a consent calendar then we'll move to a vote and the motion passes five zero which brings us to 12.0 curriculum and instruction and specifically 12.1 approval of memorandum of understanding between the azusa unified school district and the san gabriel valley regional occupational program is there a motion on the floor make a motion to approve 12.1 second move by board member rodriguez pena second by board member audianus any discussion and we'll move to a vote and the motion passes 5-0 moving on to item 12.2 approval of the agreement between azusa unified school district and atkinson anderson loyola rude and romero aalr is there a motion to true promotion at all make a motion to approve 12.2 moved by board member rodriguez pena by second seconded by board member beau is there any discussion mr taylor i have a question regarding uh the need for this contract in the board notes you indicated that azusa unified was disproportionate in its identification of students on the autism spectrum is that disproportionately higher or lower in identifying those students thank you i'd like to uh call in aaron kramer who can provide some more background on that okay good evening um i think i'm on good evening board members thank you for inviting me in um yeah i absolutely am happy to speak on this so just some short bullet points and i'm happy to expand the all school districts are monitored by the state of california in 14 areas by california department of education including graduation rate for students with disabilities least restrictive environment and also identification regarding disability and ethnicity so there are times when an ethnicity into your question may have a higher percentage proportional to the number of students who are enrolled in the district so the simple answer is it higher it's a bit higher in this area for the subgroup that we had to write the plan for so can you just please specify which which subgroup that your student group you're speaking about absolutely so in the 2019 2020 school year azusa unified was identified as having a high percentage in the area of asian excuse me so sorry i was getting off 2019 2020 was caucasian autism the 20 20 20 and so then we had to write a plan for that the subsequent year in 2020 21 we were out of and we were significantly disproportionate in the area of asian autism and had to write a second plan for that in this current year we have gone into a appropriate number however once you are identified as significantly disproportionate you have to stay that way and go out of that number i believe it is a three to four year process to sustain that number so ms kramer i have a question on that um what's the the process to understand if your identification is accurate meaning that you may have a disproportionately higher number of students by ethnicity by area of disability how do we know i mean are we saying that we think that there's an issue that we've over identified or could it be the case that we actually have more students that are accurately identified very good question and so that is a lot of the work and a lot of the training to answer those very specific questions that potentially we are under identifying in another area and so a lot of the um work that we do with the selpa and with our technical assistance providers through the state we work with collaborative learning solutions is to explore the root causes potentially of these concerns and to look at not just the groups that are identified but also the groups that are in our district and so looking at groups that maybe have a higher number in the district and are we appropriately identifying those areas as well as potentially over identifying in others any other questions then there is a motion on the floor and so we will vote and the motion pass is 5-0 thank you aaron thank you and next up we have item 12.3 approval of the contract between a zeus unified school district and assessment consultation consultation entry make a motion to approve 12.3 second moved by board member rodriguez pena second by board member audianus any discussion can i please have an explanation on this item we're going to bring back miss kramer good evening again so this is also my agenda item this particular contract is in consultation with a consultant who we are hoping to work with to support our behavior support programs in our school district including doing an audit of our current programs in how we utilize our student support assistance our instructional aides helping our teachers our administrators our school teams really implement evidence-based practices in the area of behavior especially supporting students with significant disabilities the classroom environments the ways that we interact with students who maybe don't respond to what we would consider maybe traditional positive behavior interventions as outlined under federal guidance under idea and so we really want to work with someone who can work in tandem with our behavior specialist um victoria torres who is new to our district and is doing a really wonderful job and we just would like someone who also has a little um a bit of a different perspective and making sure that we are supporting our programs and our staff our families and our students thank you very much i have another a different question so can we if so if this is directly related to um it feels like um primarily special ed support correct um so um why is this being paid out of supplemental concentration funding and which action service is it connected to i'm to have to partner with dana dr dana mitchell on that one um i will start by answering that we are doing a um overview of all of our behavior sport it is targeted toward special education however this also would partner with student study team processes for all students who may be distributing are demonstrating some behavior concerns so it is not solely for students in special education however you're right there would be um a percentage that would be supported in there so again my question is so which action and or action in our lcap is this because i mean in order to spend i'll see if these dollars right it should be outlined in our in our alcap so i would wouldn't i need clarity on that i'll be happy to um i'd have to look that up and i'd be happy to get that to you in a friday packet in front of me so what would be the so let's say we approve this contract which i agree we need to do right but it turns out that it's not in one of our actions and services so it's really shouldn't be coming out of supplemental concentration dollars which is does that mean that maybe we should not vote on it now so so it's clearly where it's coming from or you have the ability on the back end to ensure that we're not we're not misusing our supplemental concentration fund and i think i'm so sorry dr mitchell i think i can speak to that um we do fund our current behavior specialist out of our um lcff funding and so i can tie it to that um i don't have it like dr mitchell said i don't have that in front of me but i do know that we do support and have supported our behavior plan through our lcap historically and we can give that to you when would this this when when were you planning on having to start like what what we're going to start i can have her start as soon as um it's approved but we can delay that if we need to i have it up in front of me if that's helpful i just was able to look it up it is under i'm just reading i'm so sorry actions and services it's under my lcap section so maybe i don't have the the tie to the funding um part but it is we do update it in the lcap on a regular basis okay recruits is this something that you're you're requesting that we do indeed uh delay for for further verification on on the funding of course i would prefer it i mean you could come on the next agenda i just want clarity and miss kramer you said that there is there's face uh there's margin with this particular item yeah there would be margin we can do that that that's fine okay can we look to bring this i guess so your table with it so can i make a motion to well did you desert emotion yeah do you wanna you might have men in your motion to table it okay yeah i'll make my emotion my motion and you have that table the item 3.3 to the next meeting to the next and then the second was that we have the the information before we get we have the information on the funding i think i can provide that for you under goal 4 we have the board member rodriguez pena your your emotion is are you you have changed your emotion um so that there's a motion but not now not a second second and so now that is what's on on the floor uh to table this until the next meeting um any additional discussion then we'll go ahead and vote go to people this is a vote yeah this is thank you this is a vote to table this item to the next meeting and so it may it'll look different from what we're seeing on our screens oh the original motion says it's recommended to a vote to approve so this is the amen well not the amended most emotion the table and the motion to table this item to the next meeting passes five to zero which brings us to 13.1 adjournment is there a motion to adjourn moved by board member arianes second seconded by board member rodriguez pena and any discussion other than uh we will adjourn tonight in uh honor of alexis romero thank you then we will officially adjourn at 8 58 pm thank you everybody have a good night

and on that sky second all right thank you marionetta um so we can start with um i believe our roll call and i know that craig was typically doing that but should i do that tonight i know that craig retired um the past month so many you know well wishes to him okay perfect so i will do the roll call so um allison book present from ann arbor you jamal uh buford buffered um but present oh buffered i'm sorry no problem uh president superior township thank you david esow president from ann arbor all right sophie gorilla sophie griez president i'm sorry present on sanibel island in florida [Laughter] i hope you're enjoying that and we have uh john kutarsky we know is absent on this evening peggy leonard ah peggy leonard present from ann arbor michigan and sophie i'm so jealous the antebellum is my most favorite place on earth i'm gonna pretend i'm with you um marionetta porter present ann arbor all right and linson president ann arbor all right wonderful and then we have vanita harrison with us as well and skye stewart welcome hello everyone all right so um do we have um any public comment today like we can move forward from that and then an approval um of the agenda do i have a motion to approve tonight's agenda thank you in a second a second thank you alison um and then we can move on to um old business or sorry approval of minutes i think we need to vote after we get a second oh vote so a vote on uh the approval of agenda i can raise your hand hi all right great looks like we uh can move forward with um approval of minutes and this is from both december 2021 and our january 2022 meeting um because our february meeting was cancelled um is there an approval of the minutes from those past two meetings i'll move all right and do i have a second a second thank you all right and it looks like um then we then there's and sarah then we do some discussion and then okay so discussion um of the minutes from the past two meetings in the this is david in the january minutes um the fundraising development working group the description of what we talked about is completely garbled i'm not sure exactly what it should be but it makes no sense okay i see it looks like there are a few typos perhaps in our in the fundraising and development work group so i can read out what we have right now endowment is held in the ann arbor community foundation so it looks like we just need to to take a look at that paragraph again and um and just correct any of those typos all right is there anything else from any of the meeting minutes besides that paragraph from the january meeting all right then i think we can move forward um to any and sorry then we vote on uh on the approval of the minutes from january and december with uh pending those changes for that paragraph we either need to postpone the january one or just remove that whole paragraph because it doesn't make any sense to include it as it is okay so we'll approve the december and then maybe vanita and i can work on that paragraph um and we'll bring it to the next uh meeting so we can just approve that formally okay um all right so then do we have a vote to move forward um with at least the approval of the december minutes all right and i all right perfect we can uh move forward then um on to any old business um and it looks like we have nothing on the agenda for old business is there any discussion we'd like to bring up with old business i'm gonna take that as a no so we can um then do we vote on the approval of moving on from old business no no okay so we can just move on to new business then um and it looks like we have a report from staff all right so um do we have a report on the presentation the mayoral presentation for the golden paintbrush award winners sarah are you sitting on that committee yes um i am sitting on the stairwell project yes well this is um first we had the golden paintbrush award winner on the agenda for report from staff um it was underwater business that we just went past yeah i don't i think the meeting agenda that you're looking at sarah is different than what i have in front of me my mine has two things under old business the one you that you're referring to right now and the black lives mat matter mural update okay i must have an old um draft then my apologies okay well um so i guess we'll do a report from staff with those two um items so what we had initially um i can go ahead and and guide if you want me to sarah from here forward if you can't find that okay sure um so we have an old business we have the uh golden page brush awards and that was just a reminder that those two um those awards went to city council and there was a presentation for all four of the um recipients and they seem to be pretty excited about that as well as we provided their tile and their plaques here for pickup in city hall and i think i have just one person still needing to pick up um their award and it seems like things really well i watched most of them and they seem to be really appreciative of having the honor of being accepted for this golden paintbrush award as we brought it back after how many years i can't remember but um i think it's a good thing and i and i like that we will hopefully continue to be able to do that for folks um the black lives matter this was just an update would lin you were at that were you at that meeting can you kind of give uh your perspective on how that all went over how the council participated or did not and that uh well the the mayor gave the awards and you know other council members didn't comment really but i mean it was great it was really nice to see other artists come to the meeting and speak to you know their their work um the artist who does the chalk drawings david um yeah he was really lovely he what was nice is that he actually um spoke to other folks that he worked with so it was nice to hear how it's just not the artist working alone that they rely on other folks to support them it was really sweet it was really nice nice way to begin a meeting so thank you for all of your work behind that i think travis travis was excited to see that come through too so uh i i had nothing to do with it i was just there for the meeting so uh i think he was um he's really he was he was really happy that's great to hear thank you lynn the black lives matter update it's we're still working with the group to get this organized a little bit better um i think that council member randina is still working one-on-one with the assistant city administrator as well as working with um the mayor to try and make sure we're following the guidelines um i think they have a meeting set up i think at the end of this week or next week to hi you want to jump in here council members sure i spoke to mr fournier well i've been trying to chase down the details of all this uh for a little bit so it was just kind of i think digging through some inboxes uh and i talked to i i finally spoke was able to reach um mr fournier and he's he has a meeting tomorrow with staff and i really press upon um the need to finalize this before juneteenth um it's just we just we need an end date for this to happen and um he said he'll give us he'll give me an update tomorrow and i'll share that as soon as as soon as i get it on what the logistics will be like and what we can what we need to do if there's anything else that we need to do i had a quick question about the project is it planned to go on katherine or fourth at this point i don't know i don't know i only asked because when we were looking at i think it's when we were looking at the cip list of projects um and maybe i just know this because our my office is on 4th ave that's supposed to be reconstructed within the next i don't know five years and so i wondered the impact if it went on a road that's scheduled for reconstruction how that would happen i'll ask i'll call i can call john in the morning and double check him and ask that question um i think they were just trying to figure out which office if it was under it was under for a while we were talking to um the attorney's office and now it's it's back to the administrator's office and i also had a meeting with mr dahony too so he has a heads up that this is working but i can ask i can ask where exactly they're they're looking to put it right now it's just confirming who's responsible yeah i think i the last time we spoke i think the project was on hold potentially just because of the winter months and not being able to to plan the actual facilitation of of getting it together so thank you for that update lin i mean the city administrator's office says they're they're definitely looking to make this happen great it's been too long oh and i also asked um mr fournier to speak with the library since we've got some folks here who have murals at the library so there's there's definitely a way to to get this done in a timely manner we have a good example right there at the library so um no excuses so we'll we'll we'll get this moving great thank you recording in progress uh any more discussion on on that piece of old business all right then i think we can move on to the next um the next piece of old business that we had benita do we have something else on the docket we were all set with old business okay you want to go to the report yes let's go ahead and move on do you have the update or you want me to go ahead and i can that would be great i'm sorry okay yep no worries i'm so sorry that's okay so the first update we have here is from the water treatment plant stairwell project this is just an update from staff on where they are um sarah you are you on that panel yes i am so um the final four um muralists have submitted uh their work and we will be meeting um to decide on um on the final project uh this coming thursday the 10th um so that project is moving forward um and we have some really again great submissions um and we're really excited to move forward we met um kind of in between getting these submissions just to talk about preparation of the wall itself um and you know just kind of reaching out to uh to all of our finalists um on how they would like the wall prepared um the water treatment plant has um is working with a contractor that you know would be prepared to give more of a flat surface as opposed to these kind of cinder block um walls that it that it will be painted on um there's an opportunity uh within that building process to actually change the wall itself um so we ended up just giving that option over to the muralists um in terms of getting that wall prepped in certain ways so having that uh just be a part of that conversation so they've submitted um information about that as well because they're doing quite a larger project uh you know in terms of updating the plant um so we look forward to meeting on thursday and making that final decision thank you next we have the city flag redesign project this is again just an update and council member song i think you have seen this before this is another one of those items that we're still needing some feedback from mayor taylor um we were charged to do it at one point and then it seems like it kind of was pulled back so we're still interested in doing this if if there's a way to find that out yeah i think i mean i think we really need to work more closely with mr dahony and and kind of getting that through because he seems like he's just it just makes more sense to have him help coordinate staff on this um so i'll i i'll task myself with asking mr dahony what are next steps because i don't think i'm not really sure if christopher has anything else to do besides saying it would be nice to have okay yeah yeah okay who mr honey is oh he's our new city administrator he's amazing so he um he suspects he came in uh earlier in the fall was uh trained by our first black city administrator was mentored by him um mr dehones from louisville kentucky was the city administrator for cincinnati um just came from a similar position in arizona so he's managed much larger cities um he's fantastic so uh he's he's just a great executive great uh just getting things done so he's unflappable um it's yeah i think he's starting to understand uh how we have this long wish list of projects in the city and um he's been able to kind of mobilize the right folks to to get things going um so instead of just leaving it on christopher's plate or for things to languish in in an email inboxes um it's been helpful to kind of give mr dahony a heads up and see who else we can engage and get things going but yeah he's wonderful we're really lucky to have him here in ann arbor thank you councilmember i think there was um some discussion on the flag redesign project in terms of what working group that was assigned to i think we had initially put that during our december meeting under the outreach working group but there was some discussion about moving that to the special projects working group so i just wanted to um kind of bring that um back up um because i we did add that to the annual plan um and i just want to confirm uh that we have a consensus on which working group um would take that project on once once we're ready to move forward with it we're finding a huge overlap between outreach and special projects both in personnel and what we want to work on yes i mean i think it could really fall under either i remember the conversation in december about putting it under outreach was because um the outreach working group had kind of absorbed the youth outreach uh working group and there was um some discussion around the flag redesign being targeted specifically to youth um in our community as well so i just wanted to bring that back up to make sure we have it under the right uh and next we have upcoming commissioner appointments um we have sophie david and peggy um i know that both sophie and peggy have submitted their reappointment applications to the city clerk to continue and maybe i should let david say this part because i don't want to be the bearer of bad news david you want to let everybody know what you've decided to do um yes i'm not being reappointed we do have some applications um on file and some new folks have submitted applications and i know that um both sarah and jamal uh have received copies of those um i'll reach back out through the city clerk to see if we have any additional um prospects coming up and then we would if sarah and jamal if you've looked at the handful that you have already if you'd are interested in a couple few people maybe you want other folks on the commission to take a look at them and then maybe have some conversations it might be nice to actually at least get someone else placed in missing one spot right now with david gunn will be missing too so um let me know how you want to work that out yes thank you i think there were two at least one with with a high recommendation if not two um so we can definitely keep that moving forward and we're sorry to hear that david uh you are such an amazing member of this commission um and how many years have you been on the on the commission um i don't know if it's five or six basically two terms what are you what are you officially stepping down david uh i don't know vanita is at the end of may or something or beginning of may okay i think the term nancy anime yes we'll miss you thank you we will and and i would be open to continuing to work on cip or something else like that if you need kind of regular citizen involvement we we will always say yes to that offered yeah right so um thank you again so much and again sorry to see you leave but uh yeah right right not yet we have you for a couple more months all right so we will definitely work on looking at some more um some more applications in the meantime and i think it would be a great idea to maybe bring this to a larger group too and i remind your teachers if you have folks who are interested they can always go to the city clerk webpage go into the public art commission and you can do an application there online it takes you right into the site to to produce an application if folks are interested yes and that actually brings me to um a great new resource that benita shared with me um uh earlier today actually about um just getting involved with the city in general um vanita can you speak to that resource a little bit more that new um web page yep it's uh really the public engagement um we've got a public engagement committee here at the city we have approximately 35 members dealing with equity diversity city challenges and how to help local citizens and residents understand what's happening in the city of ann arbor so the engagement team recently came out with a new site that allows the public to go in and look at things that are happening with the city gauge interest and what they may be interested in participating in um so i shared that with sarah and i can certainly share it out with everybody um just as an information item so there's something you're interested in doing if there's a task that you'd like to be assigned with some of the different groups throughout the city working tiers it's just getting started but there are quite a few options out right now if you're interested so i can send that after we meet this evening so you can take a peek at it that would be fantastic anita i visited the page and it's just a wealth of resources um so great thing to look at yourself and with any of your networks yeah what we were finding with the engagement committee is that um folks were um folks were not sure where to go um whether it's i'm hearing the information from a local church or from a community center or just a neighbor um after discussing that within the committee group um everybody just seemed to be on the same page that we really just needed one location for everybody to go um the city does have different tiers within our website if you're interested in engineering well you can probably go directly to the engineering page and and click an interest link there but for folks looking for other opportunities um so we're excited and eager just to get that out to everybody so pass it on it's going to be a really good resource to find out what's happening and what's moving around here in the city my last item is somewhat along the same along the lines of the um agenda uh committee um and let me just go back through this here one second we want to make sure that we did this last year you know the agenda item that we submit every year um what i haven't been able to find and i have to apologize is we submitted um a council an item to council for the public art commission what i thought i shared at one point maybe it's been a while since we've seen it but i shared at one point a a list that was prepared by the city administrator's office that doesn't generally clearly define what our ask was as far as the public art commission i think there is a blurb within the most recent submittal that says promote um more art and be accepting and of creation of more art within the city and so my response back to the city clerk was to clarify what happens when we look at looking to make this exact same ass um for this next year coming up because we didn't get anything back from the administrator's office whether our at where we were accepted or what's moving forward does that mean there's a pot there's a portion of funding that we get um to use for the commission to move forward our ideas um so i'm sharing this test so you know that we've got a deadline coming up and we probably will need to get a little bit more information before we submit an item for the public art commission what do we need to gather or provide or tell them i mean this is something we should be bringing to you um i am going to gather what we submitted and i think this is i think this may be two years i i don't i think we last submitted this almost maybe at the start or middle of coven at some point so i'd be willing to get a small group together if you'd like and pull up our prior documents and then we could go from there and look at adding something to the next agenda but we also would need to meet the march the 31st deadline so vanita is this the letter that we put together with ali asking for funding yep okay yeah so deb and ollie and i put together a letter asking for a certain amount of funding which we all discussed at a couple meetings about how much we wanted to ask for in order to do the work of promoting the art collection um and just never heard anything back really um well is this a good time to talk about the arpa funding and i don't know if everyone's seen the draft allocations for the federal relief arpa funding that the city administrator had published last week uh so the the the draft uh so far that will go before that's already public to council but with more details will be coming from the city administrator on march 7.

everybody i'd like to call the march 3rd regular meeting of the brookfield board of education to order it we'll start the meeting let's rise for the pledge of allegiance pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay we have uh all seven okay all seven of us are here tonight that's great um and uh um so first up on our agenda is board recognition and uh mr superintendent you wanted to say a few words i did i wanted to um thank the board um well first of all it's march's board appreciation month here in connecticut and board of education appreciation month month and i wanted to thank the board for the continued support and their continued commitment to the students families and faculty and staff of brookfield and all the great work that we do um i think it's a credit uh to all of you i i sent you an update uh a couple of weeks ago um kind of chronicling some of the incredible achievements over the last just few weeks um and during my superintendent report i'll lead in and then ask mr beldon to share a little bit about that because i think we don't stop and reflect on what we accomplish we we really don't give ourselves the we really do ourselves a disservice we do the community disservice not to remind of of what is being accomplished in the great work that's going on so uh thank you for all that you do and you certainly are appreciated thank you thank you thank you um next up on our agenda ben glad to have you again um so turn it over to you for our super representative report all right so this one's quick because we only had about six school days since the last meeting but basically just a few that i already said last time but the school day sat coming up for juniors and also the parent-teacher conferences coming up for schools the high schools early dismissal would be thursday march 10th and then a couple editions so diversity day is something that we're planning to run at bhs on april 1st it's not necessarily anything like national but we're just taking the day to kind of do something to recognize diverse students since we didn't really do something like that prior and then also more will come for that but then also graduation as you guys approved is now saturday june 18th for the seniors at the high school and then we just had a blood drive with nhs and we had all 40 of our our goal was 40 and we met that and they said like because last time we had a bit of an issue since the red cross didn't have like all the volunteers they needed but this time we had everyone and got done pretty effectively so props to the coordinators from that as well so that's all i have that's great thank you any questions for ben all right thank you ben appreciate it that's uh i know these meetings sometimes come fast and furious don't they it's like okay what am i going to say now so thank you mr belden though if i may i i'm not going to say where but i i checked with ben weekly and he is getting into the colleges he wants to get into but he has not made any decisions yet he's still waiting on a few others but he will be put on the spot to tell us where he went when he makes his decision so i'm all over him every time we meet it's that time of year isn't it absolutely my goodness okay uh so next up on our agenda is uh written correspondence we only had one this time substantially lighter than last time it was deborah regarding the mask optional date was it 84 last time amy 84 just on masks oh man um okay uh next we're on to approval aboard minutes i'll move that the board approved the minutes from the special meeting on february 14th the regular meeting on february 16th and the special meeting on february 23rd second okay it's moved in second is any uh discussion from the board okay all in favor of approving the minutes all right on your post all right you approved unanimously um so doctor bro turn it over to you for the superintendent's opinion all right thank you mr belden so i actually have something that just came in today literally and our tech folks were in back working late working on it our e-rate grant arrival of chromebooks came through today and that's 600 chromebooks came in um and i asked eric to give me the breakdown just so i could share it with everybody today because it's such nice new news um their uh 200 are being immediately set aside for a one-to-one program and getting ready um 150 are heading over to center 150 to huckleberry and 100 for uh the middle school and as i broke that news to mr renda when i was visiting wisconsin he looked at me and goes we're going to be ready for s back he was so worried about making sure you know you have a break fix here and a break fix there so um we're really in a good place uh certainly uh eric was really excited and um uh that that e-rate grant that came in kind of later in our budget deliberations really helped us with the operating budget so i just wanted to share that with the board the other thing really you know some of the big news um kind of under my typical covet update that i give is on monday we went to we don't have the universal uh masking as a mandate any longer from the state and the board suspended its mask policy uh just i think last week we did so it's really been a very smooth start to the first three days of the week the principals are giving very good reports while we're not tracking who's wearing masks and who isn't clear there is a clear majority of students not wearing masks and um from everything we hear the students and the staff for being very supportive of one another on their personal choices which is fantastic and what we've always hoped for and uh have to credit the school administration and the staff and the families and the kids for all being cognizant of that as we've started you know there was a lot of intentional conversation around that at each of the schools so that's going quite well i had to share the anecdotes i was at huckleberry yesterday and two students came up to me to show me their braces because they didn't have a mask on so they could show me their new braces and on the other end one at the high school and one at the middle school showed me their brand new smiles without braces they were really excited so it's really been great to see everybody's face and happy to share and um you know have those those nice conversations and that connection together it's it's going quite well um the other piece is it's important for me to message and the principals are trying to do this when they get some questions from families and from kids i thought we were going back to normal and the one thing we need to be clear about is while we all pray and hope that this is the beginning of the end we want to be very careful so as dr sullivan dr garcia the dph says when you remove one of your mitigation tools you want to be mindful of your other uh mitigation tools so we've talked about spacing and being careful about that clearly hygiene is a big issue ventilation all those things we want to be mindful of so while we are not having universal masking we still want to be careful and so some of our lunch routines that are a little more restrictive are are still in place and it's only been three days let's give it a week and let's see how it goes we've had some staff that have been great about wanting to bring like third grade and second grade together and i talked with dr pep sake i said can we wait till next friday rather than this friday let's give it let's see how it goes let's hope we don't have any kind of a spike we'll see what early next week looks like um and so we're just being very intentional and mindful kind of one thing at a time one day at a time so that's important to message that for everybody so we know that we're doing that the other big piece is test kit distribution um we put announcements out about that to let people know that was coming uh actually our facility director dan caldwell went up to the uh to the armory today to get our allotment of are you ready for this six thousand three hundred test kits today in phase three we still had over a thousand left from phase two so we do have a little bit of a surplus but we've given out two boxes which has four kits in it to each of our students and we started that distribution today so dan went picked everything up this morning and some of the schools were able to start distribution today by by the weekend we should have them all distributed so families can use them at the at their discretion if they think they need to use them uh so that's out there um so oh and there was one more piece on covet we did get an update from dr sullivan um we're actually continuing to progress in vaccination rate our 12 to 17 year olds are up to 78 percent so we're getting very very strong vaccination rate among the students in the 12 to 17 year old range our five to 11 year olds are let's see fully vaccinated is 37 underway is uh 42 of the population working toward a full vaccination so we're progressing there um as uh dr sullivan asked me to remind everybody that the you know the best course of action is if you can get vaccinated so it really can help you out so he asked me to say that so i'm putting that out there from dr sullivan in the health department um our dashboard last week we were down to four infections total on friday when we reported out on the dashboard so far this week we i've heard of two infections we'll report again on friday afternoon like we always do um and that's all i have for my covet update right now is there any questions that anybody's had anything lingering or coming forward okay i put on the superintendent report state of the town mrs carr our first select woman is having each department develop a state of the town and really it's taking on the structure of you know where is your department been where's your department at right now and where is your department going and really trying to get that message out there and she's asked that each department head superintendent being one of them to have that information to her next week a very strong draft ready to go and i'm actually mr belden and i uh we have our weekly chair superintendent meeting and so i'm going to ask him to take a look at it as well and i'll submit it to tara next week and just so everybody knows we're working on that kind of fun to go back and do some reflecting over the last couple of years you know where we've been exactly where we are right now and then you know looking at our budget and some of the things we're doing in terms of where we're going so um it was a nice opportunity to reflect i'm glad she asked us to do that in terms of uh two district postings that are going on right now uh we have uh as as we know mrs wagonic is moving on in her career as well as dr ruby and it's important to let everybody know that we have posted for about a week now our director of special education position has been posted and we are working on developing establishing the committee for that and i think our initial interviews are likely to start in mid-march for director of special education and just yesterday we posted the assistant superintendent position so i wanted everybody to know that be going through the full process there um let's see and then this week the schools especially the elementary schools are having their reading celebrations for dr seuss's birthday and read across america day and it's really been great uh to visit with the students uh see the staff and the kids dressed up as captain hat and everything else and also be part of reading og the frog i got to read chapter seven from ag the frog so if you see a video out there i i tried i don't know if it's the greatest performance about the frog but i did my best so that's out there moving forward last day of school we've had a number of cancellations um one two three four five snow days this year our last day of school which is our 182nd day will be on monday june 20th at this point um just a reminder for everybody by connected state uh statute we have to have 180 student days and as ben said earlier the graduation is slated for june 18th for the high school graduation and um one of the things we really need to do is really through march we still can have cancellations we still can have snow i think tomorrow morning there might be an inch or something like that we have to keep an eye on that for tomorrow morning so who knows but anyway i'm going to continue to monitor through march and then obviously revisit in april to see where we're at with that to talk to everybody about that um and i didn't know if there was any other questions on just make sure this is my last piece yes on last day of school there's any other questions or interesting ideas or thoughts that anybody wanted to talk about that doesn't change the graduation date does it it doesn't have it doesn't have to no it doesn't we're knocking on wood on no more snow days so am i not looking forward to the 4 a.m tomorrow morning then again i had i'd go jog with joy i guess at that time so i don't know get in the running club um but uh if anything if they're talking about there could be a delay in the northern part of connecticut so that's kind of what we're playing with so we'll check that out while i'll check that out when i get home uh but that is all i have or not i shouldn't say all i have that's that's the report i have but i don't know if there's any further questions or anything anybody has to go over all right so look i want to jump on something you mentioned but i want to i want to take it down a notch because there's a lot of people out in the in the community who think we meet once or twice a month and uh i wanna i just wanna congratulate and thank all of you for what we went through about two weeks ago i mean people don't realize that in five days we had four of them we met as a board right we we had the joint meeting with the budget with the board of selectmen and board of finance on a thursday monday we had our mask decision which was a highly challenging decision that's been kind of long time coming but we did it hours after hours minutes after the state voted on it yes um by the way all the i i'm on this chairman's list and they're all following suit right uh i saw danbury just announced theirs so um the next day we did met with the nbc to go through the furniture at the new school and then we had our board of ed meeting on on wednesday wasn't that was that was the 16th of the board of ed meetings so we had four meetings in five five business days and uh you know it's a lot i mean we ought to all be happy that's behind us but also um it's for the public it's uh this is one of the challenges of being on the board of ed is periodically you've got a lot of stuff coming together at the same time we do have another special meeting coming up on the 8th so that's next tuesday correct um with the board of finance uh tonight while we speak they're going through a budget presentation with the board of selectmen so we'll there they'll be that we're the first stop with the board of finance i think in terms of their deliberations and um yes we actually um as uh i think lisa you worked with uh you talked with jenny or mr rooney we're gonna end up having having here at they're doing it here at the hospital the round table again okay perfect so it's uh thank you guys i just want to you know share share with the public what we sometimes we get these it's not every month but some months they are so okay without any questions we're gonna move on um uh we'll start with some subcommittee reports and uh first up uh rosa is finance okay so i have a just a brief update because we met very briefly on valentine's day um speaking of there's another meeting speaking of meetings uh yeah so we met um that night before our meeting on the mass and um so to report on the um the most current financial report our surplus which we still have but it's running at about 47 000 now so if you'll notice month to month that surplus is getting smaller and smaller so it is getting eaten up the major factors contributing this contributing to this are excessive costs for substitutes and special education there's some dynamic shifts in individual student needs and changes in programming so those are contributing mostly to our the how that surplus is kind of shrinking over time we do have some salary savings um because obviously uh miss la brociano has has left huckleberry but when dr rudel stepped up obviously there are positions that there need to be backfilled so there's some fluctuations there but because i think what what ken is mostly keeping an eye on is those really high substitute costs because those are running kind of high and we may we may need to look at a budget freeze by the end of this year so can't be too comfortable with that surplus that we have and that's just sort of what's on the horizon so that's pretty much it okay thank you any questions for rosa all right so next up is uh policy and communications debbie okay we also had a meeting in those five days marathon meetings we met on wednesday the 16th before our regular board meeting we kind of tidied up the last couple loose ends on the school library media policy 6563 that was approved by the board later that night and we'll be talk that's the one about the reconsideration of library material um we also started uh going through the very long list of policies from cabe that are recommended and mandated so the three that are in your packet tonight are what we discussed that night and they are um three five four one records and reports regarding transportation complaints policy three five four two point for food service personnel code of conduct and policy 354241 food service school lunch service we actually had tiny tiny little edits to those really nothing major that you'll see in your packet like i said we'll discuss later on there was another policy on our agenda for that night policy 4000.1 regarding title ix but dr burrill wasn't able to join us at that meeting and we really felt more comfortable getting some feedback from him and input from him on that because that's a big one so we decided to table that until our next meeting on march 16th then we talked a little bit about communications and budget flyer for this year and i said i would take a stab at making the edits for this year lisa sent me the file and i'll bring that to our next meeting so that was pretty much it excellent any questions for debbie okay we'll move on to the uh third um subcommittee report which is the strata strategic planning committee and i'll give this report uh this is debbie and i are on on this committee with a couple of you as uh as alternates we had our first organizational meeting on february 23rd uh we were joined by jonathan costa from ed advanced and you all know those who've been on the board for any length of time know jonathan costa he's been done a number of things with us [Music] basically we talked about what the structure of the committee would be right and we've concluded his his advice is to drive for somewhere between 15 and 20.

okay it's five o'clock and so i'm calling this special board of education meeting to order and we will begin with the flag salute so i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you yay all right we'll let our last board member come in and take his seat so he isn't rushed and just give it a few seconds while i'm waiting for him i will let everybody know that the lcap family and community meetings are starting the first one will be tuesday the eighth at six o'clock at your student school so you have a student in a chico unified school you will have a lcap meeting and snacks and child care will be provided thank you all right so we have mr tennis and now we can move forward um tonight's uh is a discussion action calendar that's uh very specific um it is to deal with the california voting rights act the draft maps and the sequence by district elections and adopt resolution number 1570-22 establishing district-based elections the final map for those elections and the sequence for those elections and i do have a speaker's list so um again this is only comments on the map issue that's in front of us so the first person i have on the speakers list is amber brown all right amber and you'll have three minutes and he will show you a card or ring a bell okay ring a bell all right good evening board members my name is amber brown and i am here to express my opposition to the orange maps both a and b and would like the board to adopt the green map it is my understanding and i thank ms dalby for sending me this information that the maps are being selected based on a set of criteria most important being the two criteria that you are legally required to comply with the california voters rights act and creating districts with nearly equal population additional criteria being considered are communities of interest social economic data housing tenure neighborhoods of interest school boundaries and last and lowest priority is election sequencing essentially mapping around incumbent's addresses the green map most represents the ideology behind the voters rights act number one and nearly equal population number two also most represents number three while the two orange maps meet some of the key points they are below the green map in the top three crowded criteria they seem to focus on keeping trusty areas in intact mapping around their addresses referred to as election sequencing number eight on the list the last criteria and the lowest priority the orange map completely negates the whole purpose of the voters rights act and behind at large versus ward base let's define gerrymandering the manipulation of an electoral constituency's boundaries as to favor one party or class gerrymandering protects a party lines and keeps bad incumbents in power is that what's going on here i'm not sure but it seems suspicious that two of our current board members favor the orange maps with a priority of election sequencing mapping around incumbent's addresses and continue to eliminate maps blue and purple that most represent the top three criteria including what you're legally obligated to comply with voting rights act and nearly equal population please adopt the green map tonight that both that best meets the top three criteria including the voter rights act this is the right thing to do and remember upset enough parents and one of us may be sitting up there with you or in some cases without you thank you have a good evening dr kaiser point of personal privilege i can't access the um the maps on on my agenda oh my rescuer was that your yeah i i want to be able to follow the speakers by looking at what they're speaking to oh all right and okay so with that uh our highly skilled tech genius uh we'll move to speaker to uh logan wilson hello there my name is logan wilson i have three boys who go to school here in chico a fourth grader and a little chico creek and then two middle schoolers in marsh i'm also a business owner here in town i work in the real estate sector i have a property management firm and i work in the agricultural business as well you don't know me um i don't know most of you but it doesn't mean that i've been idly sitting by watching one of the most tenuous times in history to be a school board member and to be a parent as well honestly but i'm here specifically to express my support for the green map and my disapproval of the orange one from what i've seen and there's no reason for it to be untrue the green map is the only objective one left it really does emboggle my mind i think the term gerrymandering has actually snuck its way all the way down to our local school board here in chico california that type of political maneuvering seems like it should be reserved for washington d.c or the house of cards on netflix or something else but not here in our local schools where our kids and my kids are the collateral damage it's it's also appalling that there's simply even just the appearance that the current school board is attempting to choose their constituency through the orange map in an effort to preserve their own position this goes entirely against one of the most powerful tools of the democratic process which allows constituents to choose their own leaders not the leaders choosing their constituents i implore that each of you have the decency to cognitively remove yourself from the situation and simply evaluate how it looks to all of us parents on the outside i'd hope that the self-directed and self-serving districting actually flies in the face of what you believe or at least what you did at some point in time mr lando i don't know you you don't know me but i urge you to hold true to your previous statements and have the integrity to stand firm in the midst of conflict you are on record disagreeing with drawing the map lines around trustees and i simply ask that you hold firm to that and change and don't change with a fickle wound circumstance i'm no political strategist but i am a business strategist of some sorts and honestly my read on this situation is if you vote for the orange map and approve that tonight you're significantly overplaying your hand you see like it or not each of your performance has been under a microscope for all of us parents we've been backseat drivers for the last two years and i don't envy your position for that that's a tough place to be for each of you at 30 seconds perfect so all that to say what what you have as a result of that is a very galvanized base of parents who crave common sense stability and putting our kids first at every decision so i'd caution that if you vote for the orange map you and all the incumbents will be met with strategic and tactical response from us parents just like the speaker before we mentioned when your term expires so from the bottom my heart i do honestly want to thank each of you for the efforts you put forth in the time because this has not been an easy experience i can imagine it's been extremely difficult and it's okay to disagree i hope that you vote for the green map not the orange one thank you all right my next speaker is julie treat three with the t reach um hello everyone i'm here tonight to kind of wrap up this process that i've been involved in since the beginning in september um i've decided this year i was going to be involved in all of these census and the map drawings the county i did i started here then with the school board and then i'm right now starting with the city so this is just about me following and wanting to really get involved with my constitutional process um so i'm just gonna go through kind of how i've been involved in this thing to give you an idea so september 1st we got the introduction to king consulting and the attorneys and we heard all about the um the cvra and the requirements to make sure we don't disenfranchise a hispanic voter we had three um inputs from the community we wanted one high school or two high schools or we wanted elementary school focus so that's kind of how we started down the path on september 1st september 2nd we had another meeting just to make sure we got public input as required by law and there was one that was submitted online october 2nd um we didn't have a meeting specific to the maps we had a big teacher's contract going on and um and there was again a lot of talk about the coven okay october 20th this is when the census data actually came in and um so they were able to populate the maps and produce the blue the green the purple um we want to make sure we preserve trusty areas and uh talked about the census blocks hispanic community again much more evenly distributed so that was a good thing and again we started really doing the deep dive into the numbers into all the spreadsheets and you guys started asking for more data i think at that point then we got to november 3rd and that's when again we had all hell break loose because of the vaccine mandate resolution whatever you want to call it which kind of puts us in the backseat again but we still have a time to get to um we talked again again about the very end of the meeting after that blue green yellow you guys give your input socioeconomic we talked all about hispanic numbers again went through all the analysis again in detail and this is when the um we got to then the november 17th the infamous november 17th meeting this is when blue got eliminated and that just like what happened that was the number one comment commented popular map and that's when we were told the meeting was going to be delayed from december 15th which was the original date to get approval until january 19th so then we get to january 19th and this is like to me basically redoing all over again that original october 20 from the census i had to go through all this again with the orange maps with all the data now how's it applying to my house et cetera the sequencing comes in it was just it was like we should have done that last year needless to say it is what it is so this one here we eliminate the purple map the number one map that your spanish community voted for was the purple you all voted for the purple pretty much past past past this this i had no idea why you eliminated the purple i submitted my own maps as did another parent we had to basically on february 16th we do the whole thing again because there was somebody not absent so today here we are february 16th my number one issue here you're stepping on the constitution i'm here to represent the democracy the constitution this is the basis for it by drawing a map with your home addresses you better tell me right now did you move last year are you gonna move next year because if this was drawn based on your home interest now what if you move what if you move next month it shouldn't matter anything at all where you live it matters about who and what we want as voters and number two the tax dollars thank you [Applause] all right our next speaker is loretta therese good evening my name is loretta torres last time we met i was no name this time i did figure out how to put my name in i'm a grandma of three children in your districts i have also as a grandparent watched how this has unfolded over the last two years with covet and masks and mandates and i do believe this has been hard for you but i want you to know that these parents are not going to forget when you come up for election so your whatever maps you're thinking of drawing to help yourselves there are little lines parents are going to find a way to vote you out and my comments now are really to the people who are watching and listening find somebody in the districts go out and beat the bushes and find a good candidate to run against you because you're not going to be here the next time if you don't vote for green thank you [Applause] all right my next is joshua flash is that correct okay all right my name is joshua flash i'm clearly here to support the green map and not the orange ones in november miss robinson told chico news in review and i quote there's no consideration for incumbency our concern is setting the districts up appropriately where people where people on the board live we haven't even looked at well the orange map came obviously after you guys looked at where you guys live that was after let's keep in mind the purple and the blue maps got voted out okay uh the consultants tried to defend the orange map by claiming it relieved election complexities which i'll tell you what i think that means in a minute i don't know if you realize or not but your vote tonight is going to convey one of two possible conclusions to voters if you that you'll be able to win an election based on your actions i can even though i disagree with that and i don't think you guys have done this right for families recently with the covid situation i can appreciate that kind of integrity however if you choose the orange map then you make it pretty clear that your failure as board members you're confident in winning the election solely you're not competent and win this election solely based on merit probably because you're in action to do what was best for our children by ignoring mass choice and refusing to hold teachers accountable when their biased detrimental treatment students made the mask list are students that made the mask of choice they were treated terribly um so you've essentially resorted to gerrymandering the map makes it easier for all of you to keep your seats i'm not sure even if that will help but that's the way it looks to everybody and with that please vote for green and not blue or orange all right and our last speaker is deanna lindstrom hi my name is deanna lindstrom and i thank you for giving me the chance to speak on these maps that seem to be an issue no one asked for these maps no one in the community wanted these maps except the few that have shown just how power hungry they truly are money was spent to create these maps money taken from our children that could have been better spent on nutrition arts music sports and even health care in terms of emotional support for our children that need our help this was done for a sole purpose of better positioning with bias for certain incumbents to have more area to control the community has put their input on the maps they want and you got rid of them it so happened those are the maps that benefit certain power hungry members the least the ones that are still on the table benefit kaiser and robinson the most go figure again the community did not ask for them but since we are here i vote for the green map and so do many others in this community please vote for the green map we need new leadership kathleen kaiser you have never had the best interest of my kids or anyone else's in mind you've been a supervisor since 2006 and have become complacent in what you are doing instead of what you really should be doing for the community as a whole not just for your personal gain you are rude even when responding to someone you do not agree with even though they were polite to you time to move on eileen robinson you too cannot lead without a directive from the teachers union you ignore every parent that does not agree with you and you talk bad about us behind your back don't think i don't know what you say on social media and as a member of the parent union we know it is time for you to move on also we need representatives for the parents and children not for board members that only see themselves as being high and mighty and disregard for the well-being of the whole community tom lando please vote green it is in the bet and stress of your community but whatever it is you guys decide i'm watching your every move every decision and will speak at every board meeting to hold you kathleen kaiser and eileen robinson accountable for continuing to take from and ignore our children including keeping the mess [Applause] so there were three other names on the back and so i was mistaken so we have terry dimarco terry demarco oh good okay hello my name is terry demarco i don't have children in the chico school district but i am a parent uh from everything that i've seen and watched on all the youtube videos it seems to me that purple was a much better map than even the green or certainly the orange and apparently i'm not sure what that is by the way why when that happened the purple was just you know cast aside i didn't understand it when i was watching it on the video anyway if uh citizens who are taxpayers um are given any choice i'll say the green map because it just seems like it's a better option unless you want to go back to purple purple might be something you want to think about um seems the only reason for what i've understood unless i'm mistaken which i don't think i am the orange map seems to benefit some maybe not all but the school board members and i don't think that's a good choice i think you need to put the children and the family's needs ahead of your own anyway um i just think that's what y'all should do is think about the constituents and people who you actually i would assume some of you might consider that you actually work for the people that pay taxes in the city um so yeah the green map instead of the orange map without a doubt um we just need i just think that if you don't consider the purple or the green map that there's a lot of parents who are going to see to it that you don't have to worry about this process and all these questions in the future that's it [Applause] all right our next speaker is jordan colby jordan colby okay good evening board um i'm jordan i have two kids at parkview elementary one at marsh junior high i would urge the board to select the only objectively created map at this point by selecting the green map it's a waste of taxpayer dollars to pay demographers to come up with maps that make sense for a school district if in the end you just create districts around incumbent addresses that would be pretty easy there were better maps at the beginning of the process as i stated when i addressed the board the purple map made the most sense to me as elementary school boundaries can be very meaningful communities of interest regarding neighborhood schools there was a lot of interest in the blue map i feel the green map is probably the weakest of the original draft maps but because you've disposed of the blue and the purple maps the green map is the only one left that doesn't have the primary purpose of drawing a district for the specific for this specific board this process will create trustee districts for the future of chico unified don't make it based on the present members of the school board there's a recent poll by uc berkeley institute of governmental studies and it shows that voter confidence in our public school system has hit an all-time low eleven years ago pollsters asked a series of questions to california voters about their attitudes regarding public education at the time 55 percent gave their public schools an a or a b grade that has now dropped to 20 percent 20 percentage points to 35 percent this time around 25 percent of those surveyed gave public school grade schools a grade d or f up from 10 percent the last survey so i ask why is that it's because parents and students don't feel they have an advocate in education my experience with chico unified is that our teachers and administrators are doing an excellent job i love my kids schools i have only praise to say for their administrators and teachers but parents and students need a voice people can see that very few school boards were able to stand up to teachers unions and provide leadership when they were needed the most in the last two years school children suffered through needless school shutdowns and continue to be subject to covet protocols that are more stringent for kids than what we have utilized in healthcare i'm a healthcare worker my kids taken way more covid tests asymptomatically to play basketball than i have to go treat immunocompromised patients those failures are a direct result of an inappropriate relationship between school boards and teachers unions gerrymandering of election districts just looks like more of what people have come to expect from their public school boards thank you all right thank you all right and then for real the last speaker is gina bax good evening thank you so much for having me here tonight it was so nice to see the whole community and they were working together on the process of redistricting a couple of months ago the two groups were extremely comfortable with the original three maps they weren't perfect but somehow we got to manage it because these maps stayed true to their strategic intent of advocating for communities of interest which is one of the most important principles of the fair maps act for example the purple map had the highest percentage of hispanic at 24 24.8 and was the only one that emphasized on elementary school boundaries in constraint in construct the orange maps have the lowest percentage of hispanic and will and will place kaiser on my district which makes me a little bit concerned the last minute addition of these two orange maps only two people in our entire community requested has also created anxiety confusion and frustration within the board and the community at the board level for example board members showed no interest in this process and didn't even show up at the meetings when their vote was essential to expedite this process this kind of pressure put on our board members could have been avoided especially when they are just trying to straight to stay true to themselves thank you lando for that within our community people go together to learn and educate each other about this process we have park meetings we create social media support groups and reach out to board members for guidance and advice we are desperate and just want our kids to be well represented two years and almost 80 000 dollars of taxpayer money later here we are rushing to meet the map deadline to avoid legal sanctions all this time and money could have been used to accommodate the needs of the hundreds of kids who have been left outside their classrooms under extremely bad weather conditions for not complying with mandates there are no laws and have not been proved to diminish the spread of covet even our homeless have been offered shelter and warming centers to overcome the challenges of nature i would like to take this opportunity to take to thank all those kids who have stood up for themselves outside your classrooms all day long with no direction on how to do your homework and to all those kids who were brave enough to speak at these war meetings you are true heroes and you deserve an apology from all of us [Applause] all right that's the end of our speaker list and i do thank you for taking the time and the emotional energy to show up so what we have then before us is the one item the california voting rights act draft maps and sequences by district elections and to adopt the resolution establishing district-based elections and the final map for those elections and the sequence for those elections so is there a board member that would like to from yeah from us yes absolutely did you have a question i think mr lando just asked my question which is can we discuss without emotion on the floor yes absolutely thank you doctor well we can ask the technical questions of staff before emotion is on the board no um i don't have questions i mean we've all looked at this data a long time so i think we know we know anybody else i have a question um and mr gant you might want to get ready um put on your thinking cap um i understood from our colleague um ms dalby today that she was delayed because of a transportation issue um i took the liberty of calling the elections office today and i understood from them that they didn't particularly mind if this decision were put off another week do you have mr gant you seem knowledgeable about what our process is and time frame is do you feel there is an extremely compelling reason for us to move forward on this tonight rather than put it off one more week when we could be joined by ms dalby and we would have the full board well um ultimately it's the board's decision uh whether to move forward tonight so that's that's not there's no legal compulsion the uh the deadline for the county committee to complete its work and presumably pass a resolution that approves further approves the map that's been selected by your district and to also enter an order that the election that would otherwise be required under the law could be waived the deadline for that would the absolute deadline would be prior to 125 days before the election the elections office they typically don't want to get that 126 days before the election i haven't spoken lately uh or at all actually with the elections office i think we heard some comments from someone from the elections office one or two meetings back that indicated they have a very full plate and they would like to get it you know with uh all due haste that that's reasonable so i i can't speak to what their soft deadline is for that so i think it's just a question of what the board wants to do i also can't speak for the county committee we tend to think about the county committee as a check off the box perhaps or at least sometimes it's thought of that way they are an independent agency and they have every right to once it becomes before them to ask questions to request more information to have doubts they're not required to approve the map that comes before them and they're not required to waive the election and i would it would be not appropriate for me to comment on what their process would be we would certainly hope that when it comes before them that they would be ready and willing to move forward on the meeting that they receive it at this time the latest information i had was that they had intended and hoped to have their meeting on this topic on march 8th yeah and i don't have any uh i don't have any clarification as we sit here right now whether that intent or hope has changed so i hope that answers the question yeah it does thank you um you know um this isn't the outcome that i wanted tonight um but i think that um given that our deadline for making this decision is july 6th which is two months away longer than significantly longer than two months away um is that three months or four months away can somebody help me out here um july anyway i i just feel that the county could could pivot on this one and could figure out a way to approve our decision given that we're the largest school district in the county by far and since ms dalby is unable to be here because of just unfortunate thing with her travel arrangements i think that it's the responsible thing for us to put the decision off for one more week and so i would move that we do that are you making a formal motion yes ma'am all right so a motion has been made to postpone the this very specific agenda to the 9th of march i need clarification yes it would coincide with our existing meeting that we're going to have on the 9th of march and that would miss the deadline for the county which is their meeting as far as we know is scheduled for march 8.

it's proposing an allocation of half a million to the arts um and i'll just read this paragraph if you don't mind says we have heard loud and clear from the arts community that they would like to have a portion of these funds dedicated to artists who have been the most adversely affected by the pandemic so we would propose the city create a grant program award up to ten thousand dollars to artists to pursue an artistic endeavor that would be displayed or performed in the city of ann arbor this would be direct payment to artists rather than to art institutions nonprofits or businesses uh my condition this is mr domini would be that we ask a local arts organization to administer reward process um so uh that that's that's being proposed by mr dohoni with more details on march 7th and then a final council vote on these allocations and approving federal funding for a number of projects everything from unknown crisis response universal basic income and then the arts will be on march 21st so you have we we have dec pollock i think to really thank for for her outreach and then you'll see in and all for this this memo um they mr dahony and staff had also included her emails as examples of the kind of outreach um that came to council and came to staff she i went to a number of the community engagement meetings that staff had hosted and deb was there she was she was at a number of sessions uh as well as social service agency directors so you know it was an interesting situation where folks had to speak to everything from food gatherers to the arts um and how the city should prioritize this this pandemically funding that's great to hear that that's moving forward and um allison had shared um that email with with the group and i think when we met for communications we discussed it um there as well so i'm really glad to hear that deb is is pushing it forward um and and it will be discussed yeah so if the commission itself has anything an addition to say then um it'd be a good time to advocate for council you know on march march 7th our first meeting of the month before we vote on the 21st if if you want to make a statement or um i don't know you know say that you fully endorse this allocation or if you have any recommendations on its implementation um that would be really helpful i think to mr tahoni um and for folks who will there'll be there'll be considerable data table on what this means because this is the only area that was particular to an industry or sector whereas you know most of the other allocations were for infrastructure or new programs that wouldn't receive funding from the general budget um so this was and then the size is pretty considerable too i mean that's half a million which is the same amount for community and law enforcement data platform that's the police oversight commission has been asking for um you know traffic stop data and more accessible traffic or police data so um this is this is a big allocation uh and the 100 000 to liberty plaza improvements so half a million is it's a pretty pretty good chunk of money yeah that's very significant so we'll all i can definitely draft something i can send to you and i can um you know try and get that to you this week i can send it uh to the fellow commissioners as well just to take a look um make sure everything looks good and and we'll definitely um add a statement to put behind that and i would echo kind of what you were saying about having it be administered by an arts organization um i mean staff could definitely do it as well but someone who i think it should be clearly defined what an artist is and who qualifies and i think we as a commission have talked a lot about including musicians and performance and all that as a part of art so be open to seeing lots of artists types of artists supportive absolutely it would still definitely be an option for it to be housed here within our own finance department oftentimes this is just my opinion when we send those out to have somebody else administer it we're paying them money to do that so um if there's any kind of way that it can still stay in house and be done through our finance department which we already do have some funding line items set up um i i kind of agree with allison just just to toss it out there so it doesn't get a portion of that money just goes out to somebody else for and and in any case too anybody looking to um receive some of that we still want folks to be able to come through the our commission to ask for those funds and receive those funds um so it will matter how it will be there internally or externally okay so we can definitely we'll draft something and i can send it out to everyone for any edits before um submitting to you when and we'll try to get that to you this week thanks sophia something to say oh i'm sorry i can't see all the hands sorry sophie go ahead yeah i was just going to ask should we be proposing uh putting together a group of organizations and either under our aegis or joining everybody together to um to decide to help decide how the funding should be issued or suggest ways it should be done i mean it's quite it's quite complicated and um and we want there's a there's a balance between trying to make sure well half of it's trying to make sure that people know it exists and encouraging them to apply but then you have to decide how it's going to be distributed which is really quite difficult and so i don't know what we would suggest have we got a suggestion how that should be done and what organizations might be involved and stuff like that can i maybe it would help if i gave an example of another another um funding project which would be um universal basic income the uvi program and the idea is to ali we're allocating a month to folks who meet a certain um criteria over a period or three years um and then the discussion so far so nothing is actually uh operationalized this is just kind of a drafting of where the money is going to um be prioritized the implementation part hasn't been decided yet but so far discussions have been who who our partners are on ubi would be potentially uh the county um the in our area community foundation and we've already talked about like all three have this effort if there would be an rfp process um so that wouldn't be three separate entities administering three different ubi programs um but nothing it's it's just so early in discussion we can't steph can't really do anything until council votes for approval for this allocation and then they can get to those details but um having that kind of rough direction beforehand helps helps as we debate because this will a lot of details for these programs will be debated on the 21st when we when we vote on it um so if we can similarly follow the folks who advocated for ubi or even the money for coordinated funding for social service agencies where agencies are preparing information saying you know plea thank you for the allocation this is this helps us considering that we have two to three times um the number of service requests during the pandemic just having those kind of um data points and reference points for council and staff uh to think as they kind of finalize all the details would be really helpful and just you know if you can send that before the 21st then we can uh debate then we can have an informed debate on that versus um i guess uh just speaking to our favorite projects that we've individually advocated for so nothing's written in zone because we still have to vote for it but you can definitely send ideas and how you would like it to be written in stone or painted and at this point what's proposed doesn't have any money for nonprofit arts organizations it's just artists right right right and it's it's a rough it's something you can see on the on the memo it's there's big draft across across it um but if you let it move in a different way you know the arts commission is saying great initial idea but other cities do it this way we would recommend it go doing this other route this would be the time to say it because meaning is right odds are if we put it out for an organization there'll be an administrative cost right um yeah those are those are those are important details i don't know if we have the capacity to manage a grant's program i don't know if we've done it in the same way before or at this size i don't think we've done a half million before oh you're a mute vinnie i kind of knew i was still on you because i i was coming from the standpoint of we can do it we can figure it out okay okay so we'll we'll gather some data points then and put together a statement and get that to you then thanks thank you and that's all that we had for staff and now we are on the um committees working groups okay so we can start with the cip working group david do you want to take the lead on that one sure um we have we probably have to spend a fair amount of time on this we've got two reports for you one of them is basically an update on projects that were previously approved by council [Music] where we're just giving you an update um a lot of projects have disappeared from the cip um because of things like train stations that were in there for a while and are gone um a number of them let me get get to the right ones um a number of them just haven't happened yet and there are some projects that have moved forward but without art in them because they were projects that were funded by you know through the dda or through the housing commission or something like that where council has officially approved artistic enhancement but the council's say really doesn't have any say over those projects so um nothing has happened with them so there's really not a lot to report in that respect the second document is more important that's our annual report of new items in the cip or items that we have not previously recommended for enhancement so there are four new items that we are recommending for enhancement [Music] fire station number five replacement which is up on north campus of u of m it's a city fire station but it's on north campus property they're built tearing that one down and building a new one some tennis and basketball court renovations where we're talking about probably painting murals on the courts downtown alley improvements it's not really clear exactly what that is but we thought that might be worth asking for enhancement in conjunction with what the art center is doing in the alleys and then briarwood mall ponds is a stormwater project that we thought might have some potential so most of them the fire station is a good size project most of them are small but those are the ones we are recommending to add that same memo also has a list of things that we approved last year they were presented by to council in the march 15 2021 meeting but i have not been able to find any uh anything in any minutes saying that they were actually approved by council and deb gosselin the cip person from the city had no record of being advised that the council had approved them for enhancement so we believe the council never actually voted on them they were just provided them for information which is not the way it's supposed to happen unfortunately so we're trying to get those resubmitted this year and hopefully we can actually get council to vote on them but first we need your recommendations to move these forward all right we have a recommendation to move them forward i will certainly move fantastic thank you alison and i believe we have the final drafts of the cip report um ready to go right david yeah the i mean the drafts that were included with the packet that venita sent out this week were were the ones that we um that our committee worked on right so they're ready to to go to council then and be voted on yep perfect once we all approve them now so we have to do a motion like any discussion and then all in favor yeah all right so any discussion all right and then um thank you david yes thank you and uh then a uh vote to approve raise my hand all right all right wonderful thank you we can check that off the list thank you so much david and allison and then we have our outreach working group anything to report all right so you want to take the lead yeah let me just um get this up okay i'm assuming you can see me i can't see you um the outreach group met in january and try and make this thing small [Music] yeah the outreach group met in january and we went over what the the things that we'd already agreed that outreach work group should be doing kind of brought them down to these bullet points raise awareness of the art commissioner's work stimulate discussion of public art in ann arbor facilitate public art making especially but not exclusively by youth inspire and solicit ideas and projects from individuals businesses and organizations and encourage and normalize ownership and buying by the public of an albert public art and um we we were inspired by the monument labs projects that they've done before um we wanted to do a survey of the community and um monuments lab is going to be visiting later this month in ann arbor and i would encourage all of you to go to the the talk by them which is part of the penny stamps lecture series but marionetta was going to describe some of the things that that they've done and what we could do similarly uh so i would like to hand over to my editor okay i'm not too technically savvy but if i hit the share screen let's see i have when i hit the share screen i get a notice that says the host has disabled screen sharing vanita does she need to be promoted as a panelist in order to share her screen yeah when i signed on they asked me if i could join as a panelist and i said yes okay so we might need to do something else to allow you to share your screen vanita would it be possible to enable her to share her screen let me try again okay hold on a second she's on it okay i already have you listed as a panelist marietta yeah i i when i hit the share screen uh button i get a notice that says the host disabled participant screen sharing anita maybe what you need to do is uh you're the host can you make her the host for a few moments oh there you go oh coho good now she should be able to okay destroy my life can you guys see this we can success oh okay um so so we had interesting um peggy and sophie we had interesting discussions and it's really interesting venita that you bring up this uh public engagement committee because that's kind of what we talked about this whole idea of public engagement through public art kind of spearheaded our conversation so most of us when we think about public art we think about murals and statues in the landscape that beautify our surroundings but oftentimes our engagement with those things are passing we're driving by or walking by and we only notice them at a moment's glance and um there's been a whole new conversation among artists and activists um they're trying to reimagine kind of what public art might look like that really spurs public engagement and so um we started talking about that and and so sophie mentioned uh monument lab um one second that's doing something wrong here um how do i if you go along the the um menu at the top you can get the slideshow okay let's see i was looking for it oh yeah gotcha i see it it was try slideshow there you go is that better okay yep yep okay so now um so the monument lab um is actually coming uh to ann arbor on the 17th st patrick's day i don't know if that's going to be a live uh presentation or whether it will be zoomed but it's been sponsored at the michigan theater uh by penny stamps and a monument lab is a non-profit public art and history studio that's based in philadelphia and they've been working with artists and curators and activists and educators and civic organizations to rethink the ways that we think about monuments and public art in 2017 they teamed up with a mural arts philadelphia an organization there to produce a citywide exhibition organized around the central question and that question was what is a is appropriate what is an appropriate kind of monument for the current city of philadelphia they engaged 20 artists um commissioned them to create a temporary um monuments throughout the city uh they engaged five different city squares five neighborhood parks and um essentially had a public art extravaganza kind of like a biennale uh all throughout the city and also in some satellite kind of locations and um so a couple of the artists i'll show you uh tadia did a monument to new immigrants it's a statue of an immigrant child the child is unkind of unmarked by race or gender or ethnicity um but it's made out of material so that the monument over time disintegrates um and so there's a kind of time element to to the piece hank willis thomas uh did a huge kind of afro pick uh and planted it right in the spot where uh the statue once stood of the philadelphia mayor frank rizzo who was a very controversial kind of character another artist sharon hayes did did a piece she was really concerned about the absence of women in public spaces and um did this piece call if they should ask where she had empty pedestals engraved with women's names um famous women from philadelphia their names on on these pedestals um and so some of the sites actually just became uh places for impromptu community gatherings readings poetry readings musicians would play a set so the public art actually kind of encouraged people to engage with it in in some in some meaningful ways at each site they they set up these kind of modified shipping containers and they asked the public to fill out questionnaires about what they thought would be an appropriate monument for philadelphia there were lots of suggestions someone suggested that there needed to be a monument for black american soldiers someone else thought that there should be monuments or a place where jazz performances could happen someone else said that they needed to have a statue that um celebrated man ray uh the sculptor since he was from philadelphia other people talked about disability access to public art so um they really have spurred this conversation with the public about public public art they they then uh did another project in st louis uh where they teamed with the st louis museum called public iconographies and in this project they worked to build an atlas of the city marking traditional and unofficial sites of memory throughout the city so residents were asked to identify existing monuments potential monuments and monuments or landmarks that have been erased from history so they mapped all of this so what what you see here uh they over over a thousand places were mapped and those places in green are those monuments in the city that have been recognized those places in blue are places that are existing without recognition gray areas or those places that were demolished or erased and the red areas are the citizens proposed monuments so if you notice the kind of red line here one of the proposals from the citizens was that they wanted to have an art walk along the waterway there in st louis so they really were engaging um the community about their public art monuments and projects and what what was missing and what um what was valuable um they also um talked about uh the they also mapped sites like um hop alley which was a a strong chinese community there in st louis and mill creek valley which was an african-american community and native american mounds historic mounds they wanted citizens wanted those places even though they were erased to be to be recognized by the city another group um a two-person collective actually uh based out of boston um is doing some interesting things they're really they call themselves the department of play and they're really interested in establishing temporary play zones um throughout the city that inspire intergenerational play and encourage kind of imaginative thinking and world building um and so they staged these kind of pop-up um temporary exhibitions throughout the city most of the time in kind of empty spaces vacant lots um sidewalks or or plazas where they engage engage people um to participate in making art or doing something kind of creative here they have cut out foam pieces that they asked folks to to build a structure so they are really interested in engaging people with actually kind of creating on the spot temporary sculptures they're also really interested in in this idea of bringing communities um together and exploring play as a as a kind of medium for forging kind of positive social relationships this uh particular park uh in in boston is really a contested site um it it borders two neighborhoods one that is becoming more and more affluent and one that is is having lots of economic problems and so the big snow day they decided to engage the citizens of both of these neighborhoods together to work to build a snow fort so they're really interested in using um public art and public engagement to spur conversations uh with with their citizens and then the last project that i'll talk about is a project that's done by an artist named sonia clark it's called the solidarity book project [Music] she put out a call to people to choose a book that has taught you something about solidarity and she she asked for three three responses you could choose a book uh and alter that book you could read a passage from from that book or share a reflection from that book and she then invited people to um to share those things so if you chose a chose a book she would send you a pattern and which would allow you to actually sculpt this this fist on the the edge of the book and um so as you can see people then got a chance to talk about the their books but also kind of an art project as well and so all over the world people responded to this she's from amherst college so she got the college to um agree to match a dollar amount for every submission so for every person that sculpted a book uh they donated a hundred dollars for every person that shared a reading they gave fifty dollars and for every person that did a reflection about what they thought about the word solidarity they gifted 25 so over the course of the project they raised a hundred thousand dollars which they then gifted to non-profits that were serving um black and indigenous communities to support literacy so it was a really interesting uh project and then she uh then took those books um and displayed them in the amherst library and i had an event where students came and read from different parts of of the books that they they had um engaged with so so these are just uh a few uh ideas um that we could have talked about in terms of what could we do i know that we we already have like festivals and there are things that happen uh already in ann arbor are there ways that we might also think about art not it's just something that you stand back and look at but are there ways that we might think about public engagement with the art that we have or thinking about other projects that could happen like pop-ups that would engage the public in in in our public art in ann arbor thank you veneta for walking me through this wow marionetta that was amazing thank you so much for that presentation um that is really inspiring um about the function of public art and all of these amazing projects um it sounds like the outreach group has done some great work over the past few months um and i mean we want to be a support in any way um you know that that that we can for these projects going forward i will definitely be attending the monument lab meeting for sure um do we know so we don't know if that's in person or i can i can double check uh as far as i know they were planning for it to be in person but i haven't had the follow-up but i can check can they let us know yeah thank you i had a few more things to add from from our meeting so uh maybe if maybe vanita i could share my screen also would that be possible can i try it just easier if i can do both things at once okay um these are just uh the notes that i took from my meeting so marionette was talking about the survey of the community and all the other events that and projects then we wanted to co-op volunteers uh happy to add expert or just keen volunteers we're thinking about would it make sense to join with the special projects group in the outreach group together um we have quite a crossover of membership with uh i mean they're just small groups each but peggy and i are on both of those so that was something that might work for several things and save people going to quite so many meetings possibly um then there's engage with youth so peggy suggests partnering with the art center and i think that that the art centre were holding off on something that peggy was was suggesting that we collaborate with but perhaps in the future that we'll be able to go on and do some more collaboration with them and their youth work uh peggy did you have anything to add on that particular one no we were going to for youth art month we were going to move forward and print a book um well there's a murals book that the ann arbor arts center printed and we were going to print additional copies of those to give to students for youth art month but we decided that it was just too expensive so the art center has made really nice copies that are eight and a half by eleven so teachers will just print them out on their own um but we are planning to have uh we're to showcase ann arbor public school artwork on the main street area association website and we are going to have we decided for youth month because covet is still lingering and as much as it would be nice to put our downtown people didn't feel comfortable with it so for the month of march teachers are going to present lessons on the murals on ann arbor and then we're going to have a mural designing contest the mural is not actually going to be painted but we're going to have kids design their ideas for a mural on a certain building and then i'm not on that committee to pick the winners but they'll be cash prizes for elementary and middle school high school students so we are engaging from youth art that's it okay um we discussed briefly the activating the leadership forum which so far as i know nothing's happened with yet but uh we're going to give that some future thought and i don't know if anyone has any thoughts on that currently um alison or anyone sorry you got me pulling up notes for a different um section of our agenda what were you actually asking me um well we were talking about with the outreach we were talking about activating the leadership forum at some point seeing what we could might do with them i don't know if there's been any discussion around that in any other group um is that still its own working group it's no longer its own working group i believe i think that um ended up going under the leadership working group um but the discussion i remember about activating the leadership forum was to talk about um getting more volunteers on our working groups particularly for um certain projects um where you know we're trying to avoid quorums right so actually to go back sophie um to your earlier point about um the outreach working group and the special projects working group kind of melding together the only issue right is is that four is our is a quorum so if we have over four people technically we're not we're not supposed to do that so we were looking to you know potentially start activating that leadership forum by looking at those names and reaching out to people to maybe come on to some of these working groups um to help with particular projects um that's my memory if anyone has has a different memory or something to add about a way to activate the leadership forum now's the time that's also what i recall is that we were saying that we could um rather than have an entire group that we are looking to reach out to um that we're just kind of looking at that list and saying well this person would be really good say for our communications working group because they have a background in marketing or whatever and inviting them to participate in that working group and then potentially that network of people who we engage with at that point could um at some point be create be that um leadership working group it's that name isn't accurate i don't i something forum was what we were calling it um that was it the leadership forum though i don't remember it being called leadership forum i remember it being something else but i could be wrong because leadership implies they're leading us i thought it was more of like uh they were um i don't know i could be totally wrong i don't remember i agree like supporters not we didn't use the word supporters but like supporters of public art or something yeah i don't think it was leadership but i would have without digging through old notes i don't remember what they were called at any rate i haven't created the forum they're all it's been created as a list of people who could potentially advocate for us or help us in some way and those people will be great list of people to actually add to your working groups if you need some people with some specific skill sets but by all means if the outreach work group has any desire to take that on they're welcome to does everyone have access to that list of names i recall sharing that recently at least with jamal and i believe marianetta um but does everyone still have access to that list or is that something that i should send out to the group again um just so that we all have it and maybe we give it a a name refresh i kind of remember it being the leadership forum and you know what i'm looking at it right now it's called the leadership forum so i'm just crazy tonight sorry but we could definitely you know give it a little rebrand um in terms of the name um but does everyone have that list i don't i haven't i don't i don't know this okay when i will definitely send you that list so you have access and you can of course also add anyone that you think would be really useful um and you know what now that we're kind of thinking about using this as a an activation process i believe that um we did a kind of a brief description of at least a job title description of what that person kind of specializes in so we you know maybe we can take a look at the list we've created any submissions that that you submitted maybe taking a look at those names and making sure that there's kind of a description of sort of skill set or job title or something like that would be helpful maybe in terms of uh reaching out um and i believe that the name of the person that submitted um that person for the leadership forum is on there as well so if you have any questions you know who to to contact um but i will definitely you know i'll just go ahead and send it out to the group again um and we can take a closer look at that i just had it open so i shared it with um commissioner's song perfect thank you allison does marinetta have it in jamal i i i have it okay great okay so um the other thing we just discussed was the having a series of pop-up events and we were just kind of brainstorming here what else we might do uh [Music] public webinar conversation with the golden paintbrush award winners ask if they have ideas for pop-up events and other public art event art projects or just asking them about the projects they did just things i don't know veneta seemed to think we couldn't put this on the website per se but it would be nice if we could get it up on the um the city's twitter feed or something i don't know what the city has but so that there's things that people can go to and and find out about what people are saying about their own art projects within the city or other art projects within the city so there's a little bit more communication and back and forth um [Music] so we can't do the web page or the instagram feed i think but uh maybe we can try and find another way to to put things out there like you know interviews and pictures and stuff like that the the city flag as soon as that goes ahead we want to try and be ready so that we can uh discuss what it is what parameters there are whether we're suggesting to the city administrator where the city administrator is suggesting to us or a bit of both what the parameters are for how the design should be and um whether if we're having youth designs whether we need a professional graphic designer to to make the design to clean it up to make it a little bit more professional looking um there's also a ted talk apparently on good flag design i can't remember who suggested that but perhaps perhaps you could be googled or someone can who knew it where it was can can let us know where that was i think john shared that sorry who did you say allison john gutarsky okay okay we might be able to just search it so i'm i was just thinking that you know we need to have everything ready so that as soon as there's a yes from the mayor or city council that we're kind of ready to go rather than having another couple of months go by which is so easy to let happen yeah i'd like to see us be ready to go with that in the fall i think that'd be a good time to launch it so hopefully we can get approval and move forward how do i get out of here stop share there we go great okay good thank you everyone thank you sophie and uh and marionetta and peggy um you guys did a lot of work and um and these are all great ideas that we can can keep working on and honing in so so thank you so much do we have sarah you're muted again sorry guys i just wanted to say thank you again to our outreach working group um for all of their hard work over the past two months you had a lot to report on and really really great content um very inspiring thank you um and then i think we can um move on to our special projects working group um which we did meet um sophie did you want to take the lead on that or i can um well i have a another sheet of minutes here if you'd like me to quickly run through that sorry yeah if there's anything you wanted me to screech to halt while you say something exciting then that would be great okay let's do that again okay can everybody see that okay um yeah so this the a b's and c's of the the list that we put together before i think in december um continue with the golden paintbrush award of course um seems to have gone well we might be a little bit more efficient next time as well now that we've done it expand the public art tour to include non-city public artworks we were just discussing this again this is the kind of a brainstorm um maybe even include a bit like that monument slab uh survey that marionetta was talking about have people in the city say what they think are monuments that they would like to recognize or should be monuments or used to be monuments so that we could make a map like that one it seemed to be something that people enjoyed engaging with and it came out with some some interesting ideas and inspirations um so vinita was saying the current collection includes city owned art but this would be kind of a separate project from the official city-owned art art tour so that's just a project we could work on we'll decide which way to go with it according to what else we're doing probably find more ways to include performance art city celebrations um i think jamal was leading discutant on this one um i don't know whether we should or could or would get involved in festivals which seems to be going very well with jennifer goulet west park bandshell is in need of or is under repair but it's a wonderful thing and we thought it would be nice to not only have that repaired and think about ways we could advance the use of it but also maybe even have another one on the south side of town or another part of part of town and to liaise with the parks department and talk about that another thing we thought about was the water treatment plant mural whether we could get some kids from the schools to to sing some watery songs to go with the unveiling ceremony um again that would probably be something for the fall i don't know peggy i was it's involved in that idea because obviously she's our school's correspondent and jamal was talking about the youth alliance jamal can you actually i'm in on that one um so i'm a part of this group um we don't have a name yet um but we got a little bit of funding um from mcaca i think well they might have changed did they change their acronym recently to something else um and i believe the ann arbor area community foundation but this uh kind of spearheaded by heather martin from youth arts alliance and essentially we got to go ahead the green light to display art in our courthouse um kind of resistance art for families that have been affected by the criminal justice system so um it's it was supposed to be june it's kind of got pushed back to probably september now um but it could look a lot of different ways um actual we plan on doing like um actual art pieces on display um for a few weeks in the in the courthouse but also like live performance um um video uh pieces audio pieces being played or seen as you enter the courthouse um so it's in very early stages of kind of putting all that together but um i just kind of threw that out to the special project group as a potential um for you know the work that i'm doing with my young musicians with formula 74 which um i could talk about that on the next one as well but just an idea of some some possible special projects jamal that project sounds really cool one thing i would say that we found previously with the one public art project that we have within a court like an area is the security um doesn't allow the public necessarily to come through as easily as one would like so just kind of in advance kind of figuring out how you can navigate that so that i'll all feel welcome to come see the work would be ideal yeah for sure thank you good point jamal do you want to talk about the community high school used to be jones school thing as well here yeah um again another project that i'm involved with i'm kind of leading the uh music supervision actually i saw on our list um that we were just talking about the leadership list uh donald harrison was listed in the list uh in the list and he's doing a documentary on jones school which um currently now is community high school um jones school was an elementary school um downtown ann arbor uh up until like 1965 i believe and it was a predominantly black school that neighborhood was actually predominantly black uh like the water hill kerrytown area i actually lived there when i was um three years old back in 1983 it was about 50 black then um but as you all probably know it's very different now um and so donald harrison a friend of mine is doing this documentary and i'm kind of helping with the music supervision so i just kind of again threw out an idea maybe there's some way we could um connect um the potential release of this film with some performance with the screening of it um i don't know how where when it's probably a long ways away but um yeah just throwing that out there that's what i was going to ask you you're not jamal you're not any closer to knowing when the release is going to be you're still working okay yep jamal if it's uh if it's done and released and out by early october um we have that art fair that we do on at the intersection of ann and catherine that closes those streets so and that only goes until i think it's seven each night okay so potentially we could invite folk you could have a big screen there invite folks to sit in the streets and watch it sitting on hopefully the black lives matter bureau that could be kind of cool we can talk if that works okay i'm good oh and then yeah our film formula 734 um similar situation we are uh we just got accepted for another film festival um the north carolina black film festival um so that will again delay the actual release of the film because film festivals are very particular about exclusivity so um but once we get through this film festival process that could be a potential space for some live art or live performance or art display sounds exciting i'm looking forward to it um okay so just a few more things here there's uh the idea of art projects in neighborhood parks um some of the parks have had those concrete animals on like turtles and things to play on and a lot of them are like falling apart or lost their color and things like that and we were thinking it'd be fun to get some new ones implemented made created which would need obviously some kind of a budget and proposals and call for art and all that kind of thing but it would be nice to to get some animals back in our parks to for the kids to play on uh and also maybe some way that they wouldn't be definitely wouldn't be plastic but maybe not even concrete i don't know we might have some other ideas about what they could be made of but there's an awful lot of plastic out there that's just my thought um the black lives matter mural do we know anything about where the paint is coming from i don't know why that's in there i don't remember about it but does anybody know what that question was about i think we just talked about wanting to make sure that whenever it was done that it was done permanently so or that it would last for a while because we talked about the fact that the festive fuels mural last year it got rained out and someone's going to go to that effort to paint it it needs to be there for a while right right for sure um does anyone have any information about that well i mean we can look to the one in ipsy i don't know what kind of paint they use there but we might also think about some sort of security because that was that was vandalized early this summer they had to be repainted i know initially that um they were told it couldn't be permanent but then i think i feel like travis had gone through enough channels to figure out how to make it a permanent installation if i remember rightly they said they were allowed to use they were supposed to use chalk paint which doesn't last obviously but then when the paint was donated they were allowed to use that even though it wasn't chalk paint because it was donated which sounds weird but that's how i remember it is happening yeah well so the paint that was used in ypsilanti is actually like street grade paint and that's ideally what we would use so that it doesn't wash away like the paint at the festival's one and i think like i was saying i think travis got it all kind of worked out that that's what they would be able to use last time there was something somewhere else in our packet about the city was taking over the actual kind of supervising the painting of it which is i assume how they got around the rules saying it had to be temporary yeah i think so okay right so it's a it would be a city administrator project versus a commission project do we do we need to be able to contact it was just something we were asked for our support for well i think actually that black live matter mural is actually going to be a council driven initiative i think it's a council driven initiative for the black lives matter mural on how the design and the development and the setup um but councilmember song i again i think they have a meeting tomorrow to pull out a little bit more of that so we probably would have more to share next month okay great okay then the last thing here is the concentrate media is starting a program voices of youth engaging in journalism so this goes back to the idea earlier on the list about um whether we could get more or perhaps if we sit now the other group anyway whether we could get more uh interviews discussions uh reviews of art in the city um yeah and whether we could collaborate with them yeah i can talk into that as well yeah um um art kind of dialogue um reviews but also the the youth engagement part um youth outreach i think um i know that's probably i think that's in another group the outreach uh subcommittee but um i'm working with them around my formula 74 music project um with some young people so again i just thought that might be another um avenue to get young people um engaged in some art projects and maybe kind of the more journalistic review of some art stuff that might be a good tie-in to the discussion of the golden paintbrush award winners um since some of those winners were from the youth art month as well but if there was some sort of pop-up discussion if they could cover it um that could be really cool yeah i think it would be i this is one of these things where the special projects and communication seem to be crossing over but i think it would be really nice to help publicize the golden paintbrush awards that more people knew that they could nominate themselves or others for it and it became much more well known as a thing that's happening regularly because then it'll be more successful okay thank you i had a uh a good chat with lisa sobay and planning commission and um i'm thinking about parking day coming up in september i don't know if y'all remember that where um it's it's this like international effort of taking over parking spaces and designing them into parklets either you know sitting in a parking space and playing chess or reading books or playing music um that's coming and she had done that i think prior to even joining planning commission but uh in my chat with her saying you know maybe we can start planning that in advance and just make that really art oriented um so parking day is september 16th sorry my daughter's singing frozen in the background i hope you like frozen uh so parking day is september 16th and she was wondering who she should um lisa's wondering who she should be in touch with to kind of talk about that and see what that might look like because what we can do is um maybe work with a dda and see which parking splash which businesses would be open to releasing their their parking for this um i remember doing this uh before the pandemic and sweetwaters was uh had dedicated i think two to their nearby parking spots and people are able to set up astroturf and just kind of re-envision what how parking can be activated you see this in toronto and and quebec uh i'm sorry montreal too where they have pianos out in these spots for a day or mini mini golf so kind of like the pop-up events that um we saw earlier in the presentation but specifically on the theme of uh parking sounds great who did you say was uh on the council for that one lisa dish no it's uh lisa sovay s-a-u-v-e she's on planning commission um she's also a part of the art space initiative that um that came forward too and uh in that partnership with avalon i don't know if anyone went to that uh community outreach yeah okay would lisa perhaps be interested in giving a presentation during one of our commission meetings oh unfortunately yeah i can ask her okay let me write it's fun it's really fun um i think i brought i brought like a um lemonade to one of them one year um has it been going on for quite a while i've never heard of it before yeah parking day i mean if you google perks parking day it's just people do really fun things all around the world to celebrate um yeah parking day 2020 yeah celebrated everywhere everywhere yeah it's the third friday in september every year okay a global public purchase of the very art project launched launched by rebar in 2005.

we settled on 15 to 18. split relatively evenly between our teaching and administrative staff and on the other side boards and board members and members of the public right so it might be two-thirds one-third but it's it's in that mix and we agreed that we would get together again in an upcoming meeting to talk about what what structure we would like to do for getting members of the public involved [Music] we would drive the schedule of events around the strategic planning to have a organizational meeting by the spring a real kickoff meeting in the august just the school's getting ready to start and the and the focus sessions because the way he runs this process is focus groups would be in the early fall with a report out in the fall right that's the general flow of events his advice was don't try to rush into it right this moment because the spring is not always the best time to be going and doing focus groups there's too many things that go on with the end of the school year so uh so his advice was to drive this and and have it completed before the budget process is actually you know starting to be aired because it's a it's a statement of priorities and that does impact what we talk about in our budgets so uh the spring between now and the spring will be about deciding which volunteers of the in the teaching and administrative staff will have on it and then what members of the public and board members we would have on it um and uh and that there will be a kickoff then uh a kind of a preliminary you know i think john uses a term uh formation meeting formation right and then the real kickoff with homework assignments and things like that would be in august yeah so um it was about a 45 minute meeting but it was a get organized discussion debbie anything you'd like to add to that no i thought it was good we all seem to be on the same page and you know i think it'll be a great process i think one of the things to let to remind everybody that that the process of soliciting information from the public has has actually been long underway um we've had thought exchange and that's the technology platform that we introduced early on in the school year in uh via school message had sent that out to the everyone on our email share not just families and staff and then in addition that we sent it out a second time jonathan's actually shared with me some report outs from that of what folks are saying uh in terms of their input so he can he's going to help uh one of the conversations we have parts of the conversation was to drive the focus group discussions off of what he's already learning from thought exchange and maybe before the focus groups in the early fall we send out thought exchange again to continue to get feedback i mean i think we had over three or four hundred responses from different individuals and so on top of that when people are excited about the start of school because you know like bob said the spring's coming i'll be very candid i think our families and staff i think people are exhausted you know at the end of the two years here with the pandemic and everything else and then the spring just gets very busy so get some rest over the summer and come back fired up and enthusiastic and ready to go i think is a good idea so uh yeah so so we've already got some input the uh he must have said a half dozen times in the meeting just remember we have a plan that we're working on today we have a lot of initiatives that we've taken on over the last um six years since john since you've been here many which have reaped a lot of fruit in terms of curriculum and a new building coming in and uh you know improving our back office that we you know seems to be running very uh deliberately which it wasn't six years ago and uh and he says don't assume this is a complete reinvention of everything this is about enhancing and getting priorities right for the next you know three years right and so don't don't think this is a sea change as much as it is a prioritization session and you must have said that to us a half dozen times so and i think bob debbie and i are definitely uh of that same mindset that we agree that that's what we need to do okay any questions for bob all right next up is our consent agenda okay i will move that the board approve the items on the consent agenda which are new hires transfers and the january financial um okay any uh any comments or discussions yeah bob i'd i just like to take a moment you know while thanking the board for all of their commitment and especially because it's board appreciation month i did want to take a moment um and express my thanks and uh appreciation for the board being understanding that i wasn't able to be here um on the 16th but not being here i wasn't able to address the consent agenda from the 16th and i really wanted to just give a tremendous thanks to uh mrs wygonick who's been with us for four years and this is her third year as a director uh for for the program coherence the connection with families and all the great work she's done for us and just really wish her well um in in her future endeavor uh uh as the director in waterford and then uh my my colleague for almost 30 years dr ruby who um has been with us seven years i wanted to really thank her and wish her well um on on her new adventure in her career as a endowed professor over at sacred heart it's amazing uh what what maureen has done for us and what she's contributed to public education all these years and just some of the things to talk about curriculum instruction assessment professional development um securing the materials for us social emotional learning uh working with equity and inclusion recently and all the work we're doing there she's been absolutely invaluable and i appreciate everything you've done uh for the children of brookfield uh maureen for this board for the community for me uh for and for our colleagues you've been incredible um and also i have to say that uh while ken and i haven't actually added it up we talked about it today maureen's brought in in competitive grants almost a million dollars uh in the time she's been here with us so anyway we certainly are going to miss her but we've got her through most of august so thank you for everything maureen i certainly do greatly appreciate it thank you i'd also like to just by the way we'll miss you just do you know i notice on here that uh margaret fitzgerald is retiring and uh and uh she taught all five of my kids um how to play musical instruments and uh then as at huckleberry hill and it's been just such a joy for so many kids who've gone through our school district and uh and i will never forget let's go band let's go back you know bob it's amazing we're uh margaret when i mentioned to the uh board and the nbc at the february 15th meeting where we're talking about furniture what shocked dave pepsosky and i is when margaret told us a couple of weeks ago that she was definitely going to retire and she's been talking about it a little bit but she made the decision and we were in her band room we were sitting the three of us were sitting together and chatting and she's so excited about all of the furniture and the storage and everything for the music rooms and for band i said and you're picking this time this is the time you need to stay at least for a year or two and she said you know she's got her or her reasons and you know the children and the grandkids and the whole thing she's so excited about the future and um but we just can't thank her enough for the leadership and the impact she's had on kids for years and years and years one it's amazing lasting memory in brookfield is if you ever go to the memorial day parade when we were having them we haven't done in the last couple of years but the number of kids marching on the street excited as all get out to play you know to march in the parade and it's it always jumps out at you when that parade is coming how many kids from the brookfield schools were involved in music and uh she was she did state level roles she did leadership roles she was teacher of the year at once she was she is our um she is our k-12 visual and performing arts uh coordinator yeah so she works with the you know up and down the chain with all of her music and our teachers so yeah we will miss we really will miss margaret and we're very again just happy for the stage of life she has reached but uh we're gonna miss her no doubt about it there will be a void okay all in favor of approving the consent agenda thank you hi okay uh we're moving on to new business so you have three policies um we'll start with uh let me ask you a question would you like to make one motion for all three or would you like why don't you paraphrase and do one motion for all three i will move that the board approve policies number 3541.5 records and reports transportation 3542.22 food service personnel code of conduct and 3542.41 food service school lunch service for a first reading as recommended by the policy and communications subcommittee second it's moved and seconded so debbie why don't i turn it over to you and you can walk us through what those are about yeah um they're really pretty straightforward um again these are recommended by cabe they are um we we pretty much lifted the language right from cabe's recommendation except that we changed titles in places where it was appropriate uh like in the first one records and reports for transportation complaints we added the director of business business operations because i think it had transportation coordinator before we don't have that title so those were the kinds of um edits that we made but the first one transportation complaints is basically what it is it just says that the director of business operations will maintain a written record of all complaints and conduct appropriate investigations and the superintendent will provide the commissioner of motor vehicles with a copy of the complaints um we don't have that policy today no that's a new policy for us correct okay these are ones that cabe said all three all three of these are yes okay um does that include like parent complaints or it's really any complaints concerning school transportation safety so um second one is food service personnel code of conduct and again there really was nothing controversial in here um you know there there were rules about you know couldn't hire members food service no district employees can participate in the selection of the food service personnel you can't hire family members or you can't hire an organization that employs a family member cannot solicit or accept gratuities employees cannot purchase school purchase food directly from the contractors for their own use so again nothing complex or out of the ordinary in that one and then the last one is against about school lunches and professional standards for food service personnel this one just really outlines the professional standards that that our school personnel or school food service personnel adhere to under the national school lunch and school breakfast programs and the laws that correspond with that and again i don't think we made any changes on that except maybe the titles of the personnel involved so that's it so by food service director they mean whoever is directing the the actual food service company right nobody in our district correct okay any other questions for debbie now just as a reminder we're accepting this for our first read we'll come back to this and after 30 days for uh as everybody's had a chance to read it at their leisure and do a final vote on it buy one so when do you need questions for um i think your meetings on the 16th right right why don't we just aim for that sure march 16th you seem pretty straightforward okay okay all in favor of approving the motion say hi hi hi any opposed all right it's unanimous okay um that's it for new business uh old business um we have the review of the book drama and the appeal on that and there might be a motion but i think that our first order of business is to receive a report from the cape subcommittee who had done the review at our request and so mike we can turn that over to you to lead the discussion yeah i put together a small summary on the very steps that we took there was a lot uh so i'm gonna start from the beginning november 1st 2021 a parent came and submitted a written request for the book drama the main point of the request is that drama depicts material not suitable for elementary children following the request the library specialist dina pearson followed the steps of policy that was currently sorry that was formerly on the books the parent and the library specialist met with the sorry they met and then the issue was taken to the next level a committee was made to review the book this committee consisted of an administrator a curriculum specialist a classroom teacher a member of the mental health team and a pto parent volunteer on november 17 2021 the committee voted unanimously to retain the book so this is the cape committee voted to retain the book sorry i'm sorry the the ad hoc committee formulated by the school district sorry about them the issue was then elevated to the board of ed level where on december 6 2021 the cape committee met and discussed the issue the cape committee decided to request that the policy committee formulate a clear policy as to reconsideration of library materials as the current policy only concerned instructional material on january 5th 2022 the policy committee presented a policy amendment to 6563 for to the board of ed for a first read on february 9th 2022 the cape committee continued discussion on the book drama and uh deana pearson was in that meeting we voted 3-0 in favor of retaining the book uh the evaluation and discussion were consistent with the policy amendment which we added so slowing down the second there was nine points which we covered throughout the book and it was determined that the book was still suitable under those nine points on february 16 2022 the policy committee presented the added policy addendum with revisions 6563 to the board of ed regular meeting it's important to note that the policy addendum or not the indent of the amendment was based on ala recommendations so some comments for myself is i i do want to you know thank debbie and rosa we we took this very seriously uh we had decent debates on this book and the process was taken extremely seriously and every step followed and the the great thing that came out of this is that we we formulate a clear policy as a result of labor materials okay okay thank you um and maybe offer it to your uh your co-cape members and if you guys would like to add no um mike had sent us a copy of the report he just gave and so we had an opportunity to read through it and we were in agreement that that's those are the steps that were followed and and he's right we had a very thorough process and um and really ultimately ended up with a really good policy i think so no further comments really for me okay all right any questions from the board on on this topic your recommendation is that we continue to retain this book yes as a board yeah okay do you like to make a full motion or is that okay that's one second if there's any discussion or requests i just asked a question um what was the discussion regarding the age range on the book uh that you know regardless of the age that was one small portion of the nine points on so the uh the six five six three does have that age appropriateness bullet and some of those children are at the upper are sorry the some of the children that are on the lower end of age are still in the school also we talked about the fact that when publishers review books they set the age the recommended age limit so if you look at reviews from not just publishers but professional journals like school library journal hornbook circus reviews they all have a different age range so some of them say age 9 to 12 some say age 10 to 13.

i would say it's not a deadline i would say it's when they were planning to rubber stamp our decision is there a second for this motion okay so it dies for lack of a second why not may i make a motion yes all right thank you um i'm gonna make a motion just so we can get the discussion portion um i am going to move adoption of the resolution with the green map as the uh adopted map second [Applause] i'm sorry to incorrupt so although it's hyper technical i did want to point out that the process is generally first to move the map the recommended map and then after uh assuming that the there is an adoption of a map and a sequence of elections there would be a that information that would be filled in on the resolution so there'd be a second vote to formally approve the resolution which could then be executed and ready for service on the county community at the end of the meeting i just wanted to thank you given that i'd like to amend my motion to adopt the green map second as i mentioned all right so the motion before the board is to adopt the green map and then as pointed out by council it would require a further approval of the resolution with the information included so we have a discussion about this may i speak to this yes thank you so much all right a couple of things as many of you pointed out um my commitment was not to care about where incumbents lived and that's perfectly true the only reason i'm voting for the green map is that it has the highest concentration of hispanic latino voters in an area that's it however given that i have a real concern about how this whole process has played out the assumption that we are up here to look out for ourselves and the personal attacks on members of the board well i understand you're angry and frustrated about both the maps and the masks i don't understand it i do understand it i should say but i'm worried about what it represents that's interesting because middle school students have no problem at all yep excuse me sir okay my point is that you've already convicted us before we've gone ahead and voted which is frustrating if we're going to talk about i've heard a lot of comments about how people don't trust the school boards anymore and i'm worried about what seems like a nationwide attempt to an attack on public schools i know that none of you attend that i'm not absolutely sure about that thank you for that um and this is no it's fine i'm not flustered i'm just trying to figure out how to dress this best because i would love to get back to a community where we can in fact actually listen to each other without cussing and interrupting and yelling and i'm not hand slapping anybody here it's happening everywhere in the state in the county in the city in the nation and the fact that one person continues to post inflammatory and often false facebook messages and the same 40 people come out to yell about it every time it's scary and it's a complete abuse of what you should be doing appreciate that you were concerned about my absence i um though you have no reason to believe me i would like to assure you all that i've had some personal stuff and that i take this very seriously i'm sorry to have missed those meetings that it was in no way about ducking the votes as was not even applied explicitly stated by mr tennis given that the green map is the best one because it fulfills the needs that we were required to meet with through the cbra so please continue to dislike me thank you i want to remind you that this is a board meeting and it's not a town hall and inappropriate comments are really not what board meetings are about it is our legal responsibility to make this discussion and this choice which is not reflective necessarily of the comments that are being made so please uh everybody who wanted to submit a speaker card has had a chance to speak and you did so with feeling and so now it's the board's job to discuss the option in front of us thank you dr kaiser yes i would like to speak all right to the motion um i i share your concerns remember lando about um deterioration of a process that i've never seen before in the school board school district not school board saying that however i'm going to go back to where we got started with this process from my perspective this was not something we chose i'm not sure if you were on the board yet when we first got oh okay so you you've been here since that first time when we had to agendize this issue before we got sued um once it came before us in the way of oh this is coming might as well accept it i paid as much attention to that issue between board meetings as i i literally paid so little attention [Laughter] the reason why is because i considered this process and having to do this number one i understood why but i didn't see it as anything that was going to benefit how well our kids were doing in classes what our aides were doing how many custodians we had i saw it as so disconnected from our educational process that i did not pay attention to the process until you know i had to do it before a board meeting and there was to be a decision in the process of ignoring it the the covet shutdown happened and we suspended our process and i i didn't think about it again until we got word that the sentence information was going to be coming in october and the governor was going to lift the you can't wait any longer you're going to have to do it that's when um you know my attention again went back to this process we had information about the fact that our hispanic population is more throughout the community with this last census than it was before there's not as much of a concentration as there was on what we were operating off of in the first few iterations of districts that we had when we first got this started so we had some new information when i take a look at what we have on our plate tonight i i see several things number one there is a higher percentage of hispanic population in trustee area one when i look down at trusty area and then that's on the green map i'm specifically i want to make sure i'm accurate on the orange a the hispanic population doesn't go above 21.2 percent in trustee area one it does go to 22 in trustee area 2 back down to 21 in trustee area 3 and so it it fluctuates with a lower percentage in trustee area 4 on the orange a and in orange a it's down to 14.8 percent so there are some [Music] deviations between green and the orange maps because orange a and orange b are basically pretty much the same so then i look at the next impact that we we were made aware of just as the um [Music] the consideration of maps had reached the point where we had three and i think we had eliminated one by then but um [Music] we were all each board member individually told that the sequencing process that we also had to approve which we hadn't talked about yet would create a situation with all three of the purple blue and green maps that we had not considered yet but it would present situations where current board members in order to keep their seats if they chose to would have to run against each other that you know has never been a possibility in this school district before it's the creation of this process that put us in a position where two board members or three in the case of of some of the sequencing stuff would be running against another currently seated board member and i um considered that in the current community atmosphere of dissension that one of the last things i wanted to see was board members running against each other instead of board members who were totally focused on the area that they the district that they would represent if they chose to run and would be elected that they would be running against someone not currently on the board and i thought that considering the current climate politically and that that would be [Music] the best outcome because having board members run against each other i don't see that as a very positive thing in this community right now then if you take a look at what the orange map do and allow board members to decide to either run or not against another community member rather than a sitting board member that that would lower the temperature in this community and that if people wanted to run against someone that was currently on the board that's fine we're you know where that's what we expect uh sitting board members but the divisiveness that running against another board member would create was not something that i that i um thought would be good for the board sir i want sir you are interrupting a board member's conversation about all right then you you a reason that you want to act like you don't know how a board meeting runs you don't know how to behave in public is that your reason i am finding your uh acrimonious comments very disruptive and it's not facilitating the board meeting at all dr kaiser may i continue yes please do all day long i asked if i could continue yes she did she's trying to finish her comments [Music] the next part of the consideration for what to do tonight i go back and look at some of our criteria from the beginning and i look at [Music] the the way the orange maps configure the neighborhoods the big blocks um there's a difference between orange a and orange b and um i think that's something that we need to discuss in depth um but i i do not believe that there's any disadvantage to the protected class by supporting orange a or orange b i do believe that having this process begin with a level playing field and that that just means the opportunity is there if a board member chooses to run to run without running against a fellow board member and so i don't see any downside to the orange maps i do see a downside to continuing disruptive [Music] behaviors both online and in person which i believe would be the result of approving the green map now you go back to what would happen with the green map may i speak to that for a moment i just i want to touch on that premise because um i mean it took a year so but you guys thought out to me eventually we all ran in the same election i don't see that as any kind of a problem i mean you run against somebody and if you win they're not then the other person isn't there anymore to be grumpy about about it i don't think again i remind you this is not a town hall that's not the law go ahead matt i mean miss linda i'm i i i'm not going to debate you on that issue you and i have different opinions i respect your service and i respect your opinion and i you know i don't wish to make it a divisive issue that's that's my reason is to avoid what we're seeing but we have an adversarial political system it's i mean it's the nature of the system we're in okay the no that that's okay the um if you look at the sequencing issue of the green map it doesn't allow for a level start and i don't see why that isn't important to us level start means there's one board member in each district no it doesn't a level start means we all have a chance to run a campaign and win election and that's true in any map we have um okay my opinion is that the level playing field is one member per district to begin this process after this election year then it you know it's it's free and open and and um there wouldn't be hopes that would be free and open the whole time i'm sorry what oh okay now i'm i'm pretty much um i think you understand my position um i believe that um regardless of what the sequencing does that the orange map both a and b with the change of some of the student count in a going to b or is it b going to a is important for us to um [Music] consider in getting these districts the other thing that i that i believe people don't understand about at least how i feel is we're a chico unified school district it doesn't matter what district we get elected from once we're elected we represent every student in the district from every district and so in my mind i want to separate the two processes one's political and i don't like it i've never liked politics i don't like running for election i don't like campaigning but um sir you are being incredibly rude then why don't you leave point of order sir we are not going to get to the vote okay but i'm not asking you to leave i'm asking you to be quiet so we can debate we can get to the boat so we can all get out of here when you create an atmosphere of harassment you are interfering with the process of us taking a vote this is the discussion before the vote and clarifying the rationale that each board member has is important uh did you have anything else either you wanted to add doctor cuz no just to point out that the orange maps do give a much clearer picture of if you look um at the you know the the drawings on the green map there um they don't as easily identify what our criteria were and i believe the the orange maps do and i'm ready all right thank you yes matt that last point that you just made madame robinson um it's not entirely uh our fault or anyone's fault i mean it's actually let me rephrase that it's actually your fault sorry to throw a log on whatever fire there is today but you you voted to eliminate the blue map and the purple map right and so so you can't complain that you can't lay any complaint that the green map doesn't accurately represent you know i think maybe it was neighborhoods you were alluding to um hey i mean the blue map did a great job with that but it was the wrong color it wasn't orange and so it got eliminated and the same thing happened to the purple map i as some of you might remember had an opportunity to study abroad as a foreign exchange student to israel when i was there i took a couple of classes on middle eastern politics and history and middle eastern politics in history are full of hardball politics politics where they don't have things like the constitution they don't have things like like bodies of law that govern all of their lives that they honor and adhere to as as individuals what they value historically okay and it'd be great if this could change but is who's the most powerful person who has the most guns the most troops who controls this place and that's what they play pay homage to not the law the orange maps in this situation are closer to that than anything else that's ever been considered than any other map because the orange maps care about the current office holders more than they care about where the best place is to draw a line what's the best way to organize the city [Applause] that's my reason why the green map as mr lando is saying is objectively the best choice for democracy rob murray who each and every one of us knows is a very able-bodied demographer he came up with three good maps for this process and he said right up here a month ago that he had no idea when he drew those maps where anyone lived after all that was the marching orders that he had been preliminarily given two years ago was to not take that into consideration or make it a very last bottom priority okay he didn't even know where we lived when he made those maps blue purple and green only one of those remains and it's the green one and that's what makes it the best it was objectively created it was democratic you ask any global citizen which of these two options today if you asked it on this very day march 2nd 2022 98 of them would say the green map is better if you appraise some of the facts why because it has one thing it can brag about that the others do not have and that is that the guy who put it together was completely blind to the stakeholders the the existing current stakeholders and he was doing something that was just best for the people and best for the democratic process so that's my argument for the green map all right so uh i would like to uh dr kaiser yes may i respond yes mr tennis do you remember stating that your sole purpose was to make sure that there were turnovers in the board and that you would do anything you could to make sure that the current board was not reelected by utilizing one of the other maps i do not remember making that statement all right so i want to go back to the legal reason that we had to do this and that we were threatened with being sued if we didn't and that is the california voting rights act recognizes when a recognized minority group loses the ability to influence an election and they only needed one case historically to prove that and it did happen in chico not i don't believe in the actual board but in a city election where an hispanic candidate failed to get votes in the open everybody votes the same but in the areas where there was more hispanic living she got more votes so to me the critical thing with this is that when i look at the orange maps and the 18 plus hispanic population which means they could vote they're pretty balanced whereas the green gives more to just one area the there are three areas on the orange maps where potentially an hispanic candidate with the voting age population could gain uh influence could be elected and that was the whole purpose of the voting right act um we did say we got comments from our from the population at large that neighborhoods were very important chico has always recognized real significant neighborhood influence and those got strengthened in the orange maps the avenues have been a long time organized group and that was another neighborhood the mountain communities got recognized as being very distinctive communities they live in very different circumstances than most people in the city limits live in and so those were the things that i saw as very attractive um the context of this is on a lot of other things they're relatively equal but those were the two things that i thought were particularly of interest so the neighborhoods that were recognized were the barber neighborhood the chapmantown neighborhood downtown south campus the avenues and cal park so the effort was to try to recognize those neighborhoods and then of course recognize the mountain communities so i'm in favor of either of the orange maps but probably orange b the most because it did bring more school popular populations into that area a lot of comments we have gotten about the size of the area the size does not matter at all it's literally population that is the key factor they have to be by law relatively equal and that was done so all of these maps were drawn by the same demographer group and they're all legally meeting the qualifications demanded by the california voting rights act so um yes i just wanted to address the point you made about um having many uh trusty areas with a high hispanic latino population because my understanding was that the point was simply to get the highest concentration in one so that it would be more likely to win a single seed which is why i'm looking at green again because it has that one that just happens to have the highest number i think we really need to consider that as again the whole reason we're in this mess in the first place it's one percentage point among the voting age yeah it's 22.7 no the voting age yes i understand that 21.7 21.7 and the other one the green is 22.7 but one is bigger than the other yes by one percentage point all right so uh are there any other are there any other comments that any board member wants to make well do we want to call for the vote then on the motion the motion is to vote for the green map okay do you want to call for the vote madam president you call for the vote so and i'll begin with a roll call all right so the vote's been called for on that motion and all right robinson this is on the motion yes to marine map approve green robinson no okay lando i okay kaiser no tennis eye okay okay so we have to by law have three yeses to pass any ballot um so do we want to have more discussion can i get a clarifying question there um since mr gant is here is it we have to have three yeses or do we have to have a two versus one with at least a quorum of three present yeah three yeses you need a majority of the board a form of the board in favor of any vote thank you and so uh at two to two the vote has failed yes so the vote is final and it has failed thank you yes okay i have a comment all right that i i um the last meeting ms dalby voted in favor of the green map i'm going to read from an email that i have here from keaton dently that i'm happy to forward to you that i just received um from who keaton dentale who's the gentleman from the election officer point of order i'm sorry yes um and i mean no disrespect but we in order to have this kind of discussion we need to be inside of motion so if someone wants to pop it on the table just so we can do this that would be great um i'd like to well i'm going to make a motion similar to one i already made um and i think that this email here provides a basis for for doing it are you okay that would be so make the motion and then we'll discuss it absolutely um and maybe one of the one of you didn't second earlier but maybe you'll you'll change your mind but i think that we're okay putting this decision off for another week um i'm looking at verbiage from the elections office in butte county seems to indicate we have easily enough wiggle room to put this decision off we're all going to be here anyway we don't have to make a decision right now so you want to actually state your motion so i move that we put this decision off for one more week i will second that okay so it's got a second okay by way of discussion if i may yes go ahead this deadline date for the county committee to adopt the resolution is july 6th while our office would greatly appreciate that the maps are done sooner rather than later it would appear from our point of view that the school district does still have some wiggle room on the time line for adopting the maps pending the process at the county committee level hope this provides some clarity keaton dentally i apologize for the lateness of this communication but i when i found out that ms dalby knowing that she had supported the green map i wanted to get an answer to this question and so i got it i feel like we should just put this off i know it's not what we want to do but okay so we have a motion and a second that's information that is uh reinforcing the motion uh is there any other discussion yes tom yes um so it seems like we have to frankly i mean i'm a pragmatist that's why you guys don't like me about the mask mandates um but it seems like the only thing we can do here is to put it off because otherwise we're gonna sit here all day making motions about green orange and voting two to two so let's just i hate i hate booting it frankly i wish uh miss alba were here so we could do this but i also don't want to stay here until 10 o'clock voting two to two over and over again all right eileen did you yes madam president um i don't support the motion i do believe that with further discussion and consideration considering [Music] what our criteria are that we should be able to come to a decision this evening may i yes i mean there's a reason why deliberative bodies always have an odd number of people so this kind of situation doesn't happen it's we're locked we're going to stay locked i hear what you're saying but there is no super compelling reason it's easy it's better for the county it's kind to them and they're going to have a different meeting at a different time but that is not the end all be all i mean i don't see why we can't wait until we have a full five so we can actually have a vote that everyone feels like they're completely heard on miss robinson i believe it's up to you to call for a vote we have a motion on the floor i don't know if there's more vote more discussion that's what i was calling okay so uh the situation is we have input from the election office that they believe that it could be postponed that's not the county but still a critical input and the motion is to postpone until march the 9th and we have so i guess we call for the question robinson no lando i kaiser aye tennessee [Applause] okay so this decision has been postponed to march the ninth and i truly appreciate all you being here for your legal advice and perhaps we need to see if kings if they can be here also on the 9th so that is literally the only item on the agenda so this board meeting is closed you

people across the world temporarily repurpose street parking spaces and convert them to tiny parks and places for art play and activism so if um you go to myparkingday.org you can you can see folks set up many libraries like mini cafes um little mini gardens for the day um i've seen pictures of folks put hammocks up um and you can see what they do around the world too and when we did it here in ann arbor um i think we used a lot of i have a lot of uh classical tables and chairs and benches from um just hoarding them off of craigslist and hosting um neighborhood and street um street parties here in our neighborhood so we did you know we were i was able to drop off and share some of those in chairs folding chairs um yeah you can you can see some kind of examples of that um so who should i can ask lisa to come and speak more to this but um so maybe we can just start from there then yeah um you can give her my contact and maybe um then i can loop vanita in if we set a date that maybe she could give a little presentation and we could do some more discussion um at a at a later meeting because that sounds like a really fun idea i i think that would be great it's really dorky people come up with really funny ways to make a parking space i think it's you know it's a great way to use a parking space more than just looking for one right and we can do something more so great thank you for sharing glenn sure all right so um i think we can then move on to our communications working group um we were able to meet um i can speak quickly about um some of the items we brought up uh unless anyone else wants to give a stab at it first um i can go ahead and take the lead and then um and then add on to it so uh we talked about um taking out another observer ad um for the uh golden paintbrush award maybe for people's choice award but also to just publicize nominations being opened for 2022.

second all in favor aye aye aye motion okay there we go motion carries five to zero okay we have the superintendent report thank you mr president uh madam president um on the consent agenda today is recommendation for new principal and assistant principal registrar at combs high school um just want to give you a little background on the process and on the individuals and if you'd like they can come up and and uh speak for a couple minutes or you can wait till the consent agenda whichever is your preference uh the recommendation uh for the well let me start with the process the process in terms of the assistant principal was a committee a committee that was comprised of district office personnel as well as high school staff including administration that would be individuals that are assistant principals interviews were candidates were reviewed prior to the selection of who would interview then they came in for the interview process a recommendation was made based on the interview process and then the appropriate [Music] background checks etc were taken taken place and then looked at experience and those kind of things to determine uh placement for the high school principle for principal positions we do a little bit more in the district so again the same uh vetting of all of all candidates and the selection process for those that would meet the criteria to be interviewed and a committee slightly larger committee because the high school principal included a parent of high school students as well as i think it was eight or nine individuals on the committee both district administration as well as as well as teachers and counselors from the high school of the six individuals that were interviewed three of them were brought back for a second round of interviews that consisted of discussions with ms hargis and myself and then separate discussions with the leadership team at the high school and then after that there was a community forum uh and then in those steps all three of those steps uh individuals uh that were involved in the interview process uh had forms to fill out and comments to be made about the individual candidates uh that that they'd listened to and then that information was uh uh moved on to me and for my review uh and then along with all other considerations um of what i believe is best for the for the district uh what we need to do to continue to move the high school forward in the district forward and then a recommendation was moved forward our recommendation for high school principal is miss tanya loftus miss loftus has 10 years experience as administrator with the majority of that experience i believe it's eight or nine years at the secondary level that secondary level would be both middle school and high school primarily high school but there was some time in the middle school level uh that experience was in a lot of it was in the apache junction district she's currently an assistant principal at skyline high school in the mesa district and has been there for the past three years she received her ba from asu and special education and her master's in educational leadership from the university of phoenix i don't know if you would like for her to introduce herself now or to wait that's up to you guys i think that we usually do it after consented okay that's fine we'll do that then for the high school assistant principal registrar i say registrar because that's the primary area of responsibility as opposed to athletics or operational uh areas is miss april kazzynski did i screw that up too bad april okay sorry about that she's currently dean of students at payne junior high school in chandler school district her teaching career has been in special education with the majority of her time at hamilton high school in the chandler district she received a ba from north central college in sports management and her master's in educational administration from grand canyon university and so those would be the two that will bring forward in the in the consent agenda uh other uh discussions for the report today if you look at the um numbers that we have i'm not going to go through all the numbers the one thing you may notice is that you will see a slight decrease in terms of the number of of students in comparison to last year that's in large part if you remember last year we did have a little bit of upswing right around spring break for uh students coming back that had been doing in person and so that's going to be reflective of some of the some of the changes in terms of the numbers but it still shows that uh year over year uh would still be 261 kids above what we had last year at this time and so we were starting to see an uptick in the number of kids that were returning from the covid covett stuff we have released you approved at the last board meeting we have released contracts and work agreements to all the staff went out last week the the length of time to return the um contracts in two of the three cases is dictated by law classified staff have five days to return uh certified staff have 15 days to return that's 15 calendar days and that's per state statute administration and psychologists have 30 days to return again that's a state statute not quite sure who decided at some point time that that teachers would have 15 days and the others would have 30 but that's in the statute so we just we just go ahead and follow that at the schools uh probably the biggest thing coming up i know there's more than a few students in the room that are probably counting the hours the days the minutes until we get to spring break that will be coming up on [Music] on monday and it is a two-week spring break the recently the stuco kids up at the high school received a recognition as a platinum level in the areas of charitable contributions and service hours by the arizona association of stew student councils it's their highest award and i think probably um what that tells us more than anything else is is we we always talk about combs cares and the fact that our kids are going to get recognized for charitable contributions and service hours indicates the amount of time that their sponsor dr nelson has worked with them to make sure that whatever their experience is as part of student council that there's a portion of it that says we give back to our community and we help our community out and so for those kids to be recognized for that speaks highly of of what they do and how they help our community out it's one of those probably those quiet unsung things that most people don't see but it does make a difference in our community so we did want to recognize them and and let them know how proud we are for the work they're doing as as part of the student government also we've we're starting up with the spring sports at the high school note at the middle school uh we will be ending our third quarter sports here this week and then they'll start up the fourth quarter sports when we get back from when we get back from a spring break and that's what i have for reports all right any questions all right let's go ahead and do the school and staff recognition mrs dunker come on down i think i haven't used this before i'm going to stop you right there i made an error my apologies so i can go sit down for a few minutes no yep you can you can breathe for two minutes that's my apologies my apologies a few times over so uh the other thing that we do um every month we try to recognize different groups of employees that um based on what's happening in the country generally speaking we have a lot of employee groups that have either a day a month or a week that's recognized on a national level and this particular upcoming week march 6 through march 12th marks the celebration of national school social workers week and so we wanted to take a moment uh to go ahead and recognize some of the social workers or the social workers in our district uh governor ducey has issued a proclamation that declares the this week school social work uh week in arizona um and really what we talk about when we talk about social workers especially as we come out of covet 19 it's very similar conversation than what we had last month with our counselors with everything that's going on in our country and and all the things that kids face in schools today and our families are facing uh these are those unsung heroes that that go the extra mile uh to help our kids and help our families uh help them with what resources are available if people are struggling working with kids in school on a daily basis to help them out if they're having issues they're forming together as a team with our with our social worker excuse me with our counselors and with other individuals in the district to provide social emotional training for our teachers and for our staff and just providing a component that at the end of the day makes school a safe place for kids you can look at kids all you want at the end of the day when you talk to kids this is probably the safest place they have and that's in our school system and so we want to call up these individuals and and recognize them and and truly give them a thanks for all that they do for our kids so at the high school we have jessica doty she could come up [Applause] at the middle school we have lorraine schindledecker just have yeah have him wait up there [Applause] uh at ellsworth erin gomez at harman tanya thompson [Applause] at ranch lori mcrae [Applause] and at simonton angela alberts in many cases our employees burn the midnight oil on several different levels so we appreciate those that can make it they can't always make because they have busy schedules so thank you again [Applause] all right thank you man can come up yeah madam president members of the board dr wyman it is my pleasure to share with you what's been going on at ellsworth this year we have first grade here they are going to talk about writing and what they've been writing um they've also been they worked on unpacking their standard as well as a success criteria for their writing so they're going to share with you their journey and then they will read their writing to you they did opinion pieces so they're actually very excited about that so i'm going to call up mrs schweikert our first grade teacher jeffrey buckingham and jayde palafox [Applause] all right hello everyone thank you for inviting us tonight um in first grade we have a roadmap for each subject that we're learning about it looks like this all of our students have one and in our ela journey like miss dunker said um we're currently learning about opinion writing so ms dunker's going to show everyone our unpacked standard here and this is our new standard that we've happened upon and when we unpack it what we do is we look for what we have to know in the standard and we also look for things that we're going to have to do so essentially we're picking out the nouns and the verbs in the standard and we're making sure that the students understand what's expected of them and let's see jeffrey and jayer do you want to come over let's take a look over here at our unpacked standards is [Music] very good jeffrey that's excellent and then we also talked about reasons and we also include a closure and we know that a closure restates our opinion in a different way thank you boys [Applause] and then along with our unpacked standard we develop success criteria so the teachers are in charge of this but it's really more for the students as well it's a list of features that our first grade team wants the students to include in their work during their practice but it's also for the students to know what's expected to that of them and it also helps them to extend themselves throughout the course of our unit or our module so here are some of the different ways you can see right here these students are proficient they are a three they are agreed because they can introduce their topic they can restate their opinion they can add a reason and then add it so we don't always start at a three sometimes we start at a one or two but that's okay because as we learn more we know that we can move our means up throughout the level and when we're agreed we don't stop learning we keep going for a four please yeah would you guys like to share yeah come on over come on over okay all right let's see mr jeffrey come on up here oh and you have yours come on up that uh like guys a little closer yeah a little closer there are many fruits sold at the supermarket i think bananas are the very best they have healthy vitamins that are good for you everyone said love bananas very good and mr jayed go bud there are there are many amazing presidents my favorite one was george washington he is on the dollar bill that's why i like excellent job [Applause] thank you very much great job boys [Applause] we all love bananas we better all right oh miss schweikert don't go anywhere you can put your stuff down but i want you to come back up so now for our staff recognition and she didn't know she's like oh i see nicole here i see jenny here they are they being recognized tonight like well nicole is but um rachel has been at ellsworth for how many years rachel where'd you go come over here for nine years and i don't know how she maintains um this level of i think a lot of coffee um this level of pep and calmness and patience that she displays throughout every single day she really does um build a love of learning in all students she builds relationships with the students she really tries to bring out the best in them every single day and she is a leader on campus people turn to her for ideas and for suggestions and she is so reflective she's always trying to find ways to improve her craft even though she's been teaching for so many years so i want to present rachel with a blue apple [Applause] we'll have to get some blue for rachel oops sorry i can't i can't i'm embarrassed now i know i'm so sorry rachel i broke your apple [Laughter] and i have a plan for you that i'm not gonna breathe there you go all right and then could i have miss nicole horsley come up here please so nicole started with us last school year as a playground aide and that means that she did a lot of lunch duty and when we had an opening for one of our resource paraprofessionals she loved us so much that she wanted to join us full time and one of the things that i love about nicole is that she is always looking for ways to help students last year she she created some different games for the students to play on the playground she really took ownership over that she made a little red light green light card for them she really um she bought playground chalk she has a little sprayer that the kids like to be sprayed with when it's hot out after their their lunch recess and today is an example of she was with a student who was upset and she told the student she's like you have a right to feel the way that you are but i need you to be safe and it was just it was so reassuring to see that you know allowing that student to have those strong feelings but and letting him know that it was okay to show them but in a safe way so she is loved by many on campus she does crosswalk duty she gets to know not only the families that come to pick up or walk every day but also the community members that may drive by the school every day i know that you've built a relationship with the guy that drives the mustang and he revs his engine every day for you um so we are really lucky to have her and we i just wanted to recognize her with the silver apple and i'm not going to touch it [Applause] thank you and lastly and josie couldn't be here she had an another um function tonight so josie carpenter is the admin assistant at for ellsworth and she has actually worked at the middle school um for a number of years left for a little bit found out the grass wasn't greener came back to our district and i got to tell you that it is she really does help me keep my head on straight had she been here i wouldn't have broken the apple that's just one example that i can give of josie she takes care of the front office the school today she was up i was um she was with the student tomorrow's twin day for school spirit and she was trying to find out what hoodie her and the student had that match so that they could be twins tomorrow for twin days so it was she just she really does a great job and is a great part of our community and so i wanted to recognize her unfortunately she couldn't be here tonight but that was the office personnel for our blue apple award thank you so thank you for letting us share about elsewhere thank you okay so that goes the student of the month yeah madam president members of the board dr wyman and also our honored parents and guests and our colleagues the pleasure again the best part of my day is the recognition of students of the month could i have from combs center of success austin bethel we will recognize austin at the next board meeting could i have from combs high school claudia pinkerton [Applause] claudia shows great responsibility when it comes to her schoolwork by making sure everything is turned in on time and done at a certain level of excellence there have been multiple occasions that claudia has shown responsibility by getting work completed before having an excused absence she's always looking to find new resources to learn and help learn economics in her class with mr hoagland mr hoagland nominated you and claudia he feels that you're a great example of what it means to be responsible both as a student and as a person congratulations claudia could i have kaelin moss come up from combs middle school [Applause] there you go good job kalyn comes to class every day with a smile on her face and as always and always a good morning she comes prepared to work and she works very hard even when she might find something difficult with the content she's polite when she is asking for help and she even says thank you when i'm passing out the work and that's mrs wooten she works very well with her classmates and no matter who she's working with she treats them with kindness and respect and that is what responsibility is all about congratulations caleb could i have reagan diaz from cta [Applause] you ready when we think of a responsible kindergartner we think of reagan diaz this amazing kiddo comes to school every day with a smile on her face and is excited about learning she always comes prepared with homework completed a positive attitude attitude and ready to work hard and to learn every day even when the work is hard she perseveres reagan listens follows directions and shows quiet leadership to her peers by always doing what she is supposed to do her kind heart and helpfulness to all of her classmates shows them what it truly means to be a good friend we can't be more proud of her academic and personal growth reagan has shown this year congratulations reagan [Applause] could i have logan champagne from ellsworth logan is an excellent example of our character trait of responsibility he takes pride in completing his work and makes sure that he is accountable for all of his assignments and some that may be missing we can always count on logan to do the following expect follow the expectations around our school with a great example for those who may need to be reminded of what's right thing to do we trust logan to be respectful at all times to everyone he comes in contact with even in difficult situations we deeply appreciate all that logan does to be responsible student and adding to our positive classroom culture at ellsworth congratulations could i have easton schultz come up from harmon [Applause] we will celebrate easton next month could i have kyler meyer come up from ranch thing at the right time he's trustworthy and dependable kyler takes care of his belongings and is always kind and caring to his friends and peers congratulations kyler [Applause] and last but not least could i have ella hopes come up from symington [Applause] i was asking her if i said her last name practice ella is an extraordinary student who exemplifies responsibility in everything she does the classroom and the school sops at all times when given a test she completes it in a timely manner if she's unsure of something she asks questions to make sure she has clear understanding of the expectations and directions congratulations ella this concludes this portion of the of the board meeting if you would like to take pictures at this time parents and then if you want to stay you can stay if not you will continue with the board meeting we'll go for about five minutes one two three go [Music] you need these [Music] tell them confidence that's good it makes me feel good i was glad she picked two boys [Music] well because they're in there so tight you can just touch it sometimes so and that's the first time we've had break so if i call him tomorrow good job thank you okay and then there was five he said then there was just five lisa to come back [Laughter] okay we're gonna go ahead and move on so um governing board members do you have anything that you would like to report um yes i have one thing i'd like to share each month we get an update from evit the east valley institute of technology and in the most recent update which either came out yesterday or today there was a information about even hopefully in the future being allowed to offer associate degrees and apparently that's something before the arizona state legislature and they're considering that now that community colleges can offer four-year degrees it's kind of trickling down so they're very excited to be able to offer that for some of their programs and we'll just keep an eye out and see if that becomes law thank you anyone else okay do you want to have public comments no we don't none okay um we'll go ahead and move on to the consent agenda any questions no does chad have any questions he does not okay then i'll need to i'll take a motion so i move that the governing board prove the consent agenda as presented second all in favor um that's five to zero emotion we got it from chad so with that we did um approve uh tanya loftus as the principal for the high school so if you miss loftus if you would like to come up and say a couple words that would be great first off i wanted to take this opportunity to thank the governing board as well as dr weinman for giving me this opportunity to come and lead combs and then secondly i wanted to commend combs unified school district in regards to the process that i went through the interview process to become the principal at combs high school i think it speaks volumes in regards to the dedication of this school district and ensuring that the students have a good safe um leader uh who's dedicated to them you the it was the most humbling experience that i've ever had and i learned so much from the experience i learned a lot about myself and i also learned about combs i also want to thank mr farabe for having already have combs high school to the point that it is and that i get to come in and continue that work that he has done thus far and so i'm very appreciative of of what he's done and i'll be honest i've tried for many years to come out here and work for him and now he's leaving so but i do commend him and appreciate what he's already done at combs and again thank you governing board for allowing me to come and work at clemson thank you thank you thank you along with that we have an assistant principal at um the high school and it's april april i'm gonna go ahead and let you tell us your last name i'm not going to be as brave good evening everyone um my name is april kuczynski so it was close i just want to thank you guys for having me here tonight and for allowing me this opportunity thank you dr wyman and the board for this great opportunity to be a part of the j.o combs family it has been a great experience going through the interviews the number one thing that i said when i left was how professional everybody was i still have the goodie bag so i appreciate that i'm really looking forward to being a part of this district and to becoming a coyote next school year thank you thank you oh do you guys have any questions for them no i will let you know that they will be uh on campus tomorrow uh with chris uh doing a number of different things and a chance to meet students staff and be introduced at uh at a faculty meeting at the end of the day so they will be there tomorrow we are we are sad to see mr fairby and mr sheldon go but i'm sure you guys will fill their shoes um okay so we have uh 8.1 is discussion and consideration of approval of the 21 22 staff growth stipend uh this was part of the uh budget recommendations from uh from last year if you'll recall we had indicated if uh if we had uh a hundred or 200 kid growth 280 m growth over the course of the year when we get funded for that we would go ahead and provide a stipend this is not permanent it's a one-time uh uh stipend uh and we did in the comparison you'll see four zero uh it's two hundred and five eighty m a little over 205 atm uh and so we're going to go ahead and move with the stipend as we presented as part of the budget the attached uh list has all the individuals in the amount that they receive i think it's approximately two hundred and fifteen thousand dollars uh last year if you recall i believe the number that we used uh and this was more in the neighborhood of 265 000 but uh just given the number of staff members we have that met the criteria we've had any number of positions we haven't been on phil this year the number is a little bit less than what we'd anticipated any questions on that bob you have no questions wait all right um so i'll take a motion then i move to approve the 2122 staff growth stipend as presented i second look at lisa all in favor aye hi perfect all in favor uh five motion carries five to zero all right uh 8.2 discussion consideration to approve estimate oh wait a minute estimate of access capacity for open enrollment acceptance for 2223. yes uh the state statute and governing board policy require that the the board establish uh capacity and anything up to meeting capacity school districts can't accept open enrollment students anything above capacity when we reach capacity then there would be a process that you have to put in place to put people on a or students on a wait list and then select off that wait list so the purpose of this agenda item is just to give you that um those numbers and what you're going to see is school based that is based on the sfb calculations for the size of the school you also have a grade level based and a ratio as well as program specific when we talk about special education i will note that the grade level is starred only because we may be two part portions of that we may be above a specific grade level uh ratio so let's just say we had two kindergarten excuse me two first grade classes and they had 28 and 28 kids if you had a kid from the outside coming in we could place them on a wait list if you had a student that moved into the district then you have to take them by loss so you just because we use the number 27 that does not automatically and mean that every single class is no more than 27 the law is what the law is relative to kids moving in the other portion of it is you may also have let's just say 27 or 28 kids in one class and in the other class you only have 25.

i think 9 was the lowest age we found in the reviews that we looked at so the age range is is somewhat arbitrary you know depending on the reviewer um and like mike said there are nine and ten-year-olds at huckleberry and there are other books at huckleberry that are recommended for ages even higher than that that are already in the huckleberry library so it's really a question of maturity and parents comfort level with the content of the book i also wanted to add that um and i wish deanna pearson was here tonight i don't know if she was asked to be here she couldn't make it tonight i know that it wasn't she did a really fabulous job presenting to the cape committee and helping us understand how publishers create those age guidelines and a large chunk of that which i found interesting was that it mostly had to do with appeal rather than necessarily an age-appropriateness of course that plays somewhat of a role in that determining factor but that's why you see the differences in age ranges according to publishers or other reviewers is that they do take some subjective measure of what what age group do they think a book like that would appeal to so some of it has appeal to do it now when you talk to the librarian did if a parent has an issue with their child getting a book do they have the ability to ask the librarian not to let their child take that book out what is the kind of the the ability for a parent to within the policy there is a formal write-up form of forms that say my child is not to take out ex-book and that's what they they they they collect those they didn't they didn't do that and they did that and that's the parent did fill that form yeah okay and also an added piece i actually talked with uh dee earlier this week and she was sharing with me and i must put a thank you out to the parent who brought this to our attention in the first place because it's really been a great process for all of us it's a it's a learning process we haven't been through anything like this probably in 10 years you know with the book challenge um and so we really it's important to thank the parent for going through the steps and bringing this to our attention the other piece is dee is actually working with that parent and actually was going to have them come into the library and kind of tour around and look at the books see the selections um you know that we talk about family connection and engagement all the time this is a perfect example of it so um and dee like you said rosa right from the start i mean what a professional she's been right on top of it available to the board available to the family and uh she really along with mrs labrizano they led a great process at the school level and then obviously being available to the board committee we and you know going to that discussion that we kind of looked under every stone is we went right down to discussing the the new school library camp like elementary school library setup so a lot was discussed within in these meetings including a new policy a little bit of facilities i mean it was all kind of um you know combined i'm actually on the the cape and the policy committee so it's like along with debbie so we get we can't sell the whole thing so the new school um if i remember the library's on two floors right correct and uh and will there be different selections of books up on the upper floors where the older kids are the older here and then the younger the the lower floor is where the younger kids are and they'll be different selections of books the selections will you know the essentially you know just keeping it basic and simple there's going to be give and take and puts and takes like we say the center school library will go over to the lower level and the huckleberry library will go to the upper level and of course we'll look at wisconsin if there's selections there that we think are appropriate for fifth grade we might bring those over as well i want to add those two levels aren't connected so you can't just go into a library and then go upstairs yeah you'd have to get permission that the students would you know visit the other life to go up the stairs to the library and that kind of thing yeah i think you told me mike that the the there's stairs but it's like staff homes upstairs yeah so yeah and uh we need to get into the library and look at the function the functionality of how that'll work for student supervision and those kind of things oh i can't wait to do it it's not a hidden staircase can't wait to do a tour of the school school when that comes we're talking about doing that by the way for the board and and sometime in as the weather turns nice so um if we could just get back to to this book discussion though i think uh mrs pearson relayed a story to us that was very impactful to me um regarding this particular title and she said that she had a student who checked the book out three times i think you know he would check it out he would return it when it was due and then he'd check it out again and return it again and check it out a third time and return it again and then at some point i guess another student was waiting for it so he couldn't check it out a fourth time but he waited a few more weeks and then it got returned and he went and checked it out a fourth time and mrs pearson said to him you really like this book and he said mrs pearson this is the first time i've read a book where i saw somebody just like me in it and um that's what we don't know about books we don't know which book is going to be the one that really resonates with a kid and you know what's right for one student is maybe not right for another but for that kid that book made a huge difference that's such a good story um and do you know what what age group that child was i think she said third grade or younger i mean i'm younger okay i think it was third grade so probably eight nine year old okay wow okay any other discussion points okay mike do you want to make a motion uh i move that the oh sorry i'm getting used to this i move that the board uh what vote to retain the book at huckleberry hill elementary school let's say the book drama dropped by reyna telgemeier is it telchemeier or telgomeier okay okay it's been moved in second at any discussion okay all in favor please vote yeah with your hand any post [Music] okay passes six one okay next up is um is the board of education's budget um do you want to give an update on where we are or do you want me to do it so um where we are in the broad status of our budget we submitted it on january 31st as required the first selectmen has gone through her review of it the board of selectmen has now officially completed their review while we're meeting here tonight the board of selectmen is presenting to the board of finance in that budget is it seems that there's been a reduction of three hundred thousand dollars to the board of education budget it looks like 91 000 in the paperwork that we received but they added in 208 000 for that the update on the insurance rates that we had received remember where they were going to adjust that and then took a 300 000 challenge reduction there doesn't seem to be any particular um specific items that they wanted to take out it was more about affordability and the overall positioning of the bud the the town-wide budget so that's being presented to the board of finance we do have a session with the board of finance next week i am sure and we've received no questions from the board of finance since our meeting in middle of february so i'm guessing the discussion will be centered around so what do you what's your reaction to the 300 000 reduction you've gotten so and that will be a discussion i mean and we will be in session so all of us will be able to sit at the table and have a discussion with them so just know that question is coming but the board of finance is now just embarking on what is a month-long review of on their part so so there's still a lot of time left before this budget gets voted off 300 000 is a challenge and cut because if you remember we don't have that much in the way of new investments in our budget so that means you're going after you would have to either find a way to use some contingency to pull items ahead so you actually could avoid spending the money next year and there's some room for that discussion i think but the board of finance that'll be part of the discussion with the board of finance and if you remember anytime we under run a budget they allow us to use some of that under run it's in the fund balance you know for future budget needs well we haven't used that for a couple of years and we've under run like two years in a row so so there's some room for that discussion um but then uh we will have to come back and think hard through you know if that if that cut stays you know how that impacts the district and it's uh i mean we all went through we scrubbed the hell out of that budget so uh and i don't think there's a lot of there's not any fat to go cut out it would be now looking at the items and the programs that we have which is never it's the hardest part of budget process for us so and it captured everything rosa yeah i think you did so so i think we have a chance to influence next uh next tuesday night um and then we should influence uh we don't have the answer on what would we cut because we haven't had a chance to meet on it right we don't usually do that formal meeting until we see what the final budget structure looks like but we do have a chance to influence and discuss with the board of finance and uh and talk about it and it's a hard budget this year because of the revaluation i mean speaking for the board of finance i know they have uh it's a challenge from where they sit as well so question um kind of maybe for ken maybe heard dr brill maybe for you um but have you gotten any indication as to the rationale for like why 300 000 like where where did this number come from or is it just to fit a box yeah yeah i think to make it work one affordability but i think the the the handling mill rate but the other part is the um you know the the uh the insurance was a part of that the affordability of the insurance um so that's what we have the key the key reminder for everybody when we talk about 300 000 that's practically three three-quarters of a percent uh in our budget so that really is a significant you know much of what we deliberate on is every year is a two to three hundred dollar production reallocation you know we spend a lot of time on in a 48 million dollar budget is a small number but it's it's what moves us forward in the district right and uh and we have a lot of programs that are effective and we want to keep going so and then you add in fuel cost increases or a new mandate through legislation from the state or the fed and there really isn't a lot of flexibility to actually improve so 300 300 000 is significant in our budget bob max the the insurance savings is not all the way known right right so is are they maybe expecting a high so so what so what happened this such a recap is we had assumed a rate of increase on the on the insurance rates then we got input from this from the state the people who run the insurance fund that we participate in that they were going to apply some arpa funds to it so we should expect about a three-point lower rate of increase and then when they and that's what we baked into our budget and then right before we submitted they came in and said oh well it's not going to be quite that much so the adjustment they and so i think it's more about four four four point something percent year to year instead of three percent i'm trying to remember the numbers can so ladies should come up for just kind of share it seems like that's always a moving target so it is and it will be moving it'll be moving until april i think right yeah sure so we we made our first assumption based on the opeb report which was using a uh six and a half percent increase and we decided to be a little conservative and use seven percent then we got the information from the state that they were using the arbor money and they said that we would be able to decrease they said that would have the effect of decreasing the increase by about four percent so again being conservative we took our estimate down three percent down from seven to four and then they came out and later on and said oh the four percent is off of what we're at we're actually expecting 12 percent so the four percent brings it down to eight so now we have to bring hours up from four to eight which is two hundred and eight thousand dollars and what's important on this is not only you know it's a moving target mike right and you get this input from the state uh the board of ed and the town are in the exact same position we work together on this we we we have the same health insurance so was that reported yeah no it kind of came up right at the end okay so and we agreed that we agreed with the town that we would submit our budget based on the four percent number and that they would adjust to the actual rates when they were known and this is the first i think this is the first salvo of what is known i think when when do we actually get the per person rates have we seen those yet we have not seen them yet usually it's in march or april i'm hoping for sooner yeah so you basically another salvo to be coming from the insurance provider that says here's the actual rates per for a couple per individual and that usually has a plus or minus as well so can historically has i think if i if i remember usually the final number that we get in around april is usually lower is that am i like remembering this correctly or do you think historically like it could be all over the place you know it i think historically it has been a little bit lower than our estimates although we tend to be a little conservative i've never in in my almost six years here have gotten any information from the state this early at all to even influence our estimates so it's really hard to say i'm assuming that they probably are being a little conservative because that because they really they gave us 12 minus four percent equals eight so uh i would guess that they would be airing on the conservative side i'm certainly hopeful that they are okay thank you kevin you're welcome it's crazy insurance is always the hardest number to call on these budgets so so uh so i hope everybody can make it next uh tuesday um and uh and i i think we ought to arrive with uh to remind them of what our budget submission looked like right so that we have that front of mind that the amount of investment i think was a lot less than three hundred thousand dollars it was about a little less than three hundred thousand dollars and some of those were very needed all of them were very needed right but but it does put things like the pay-for-play you know thing we put in there immediately at risk sadly so um next on our agenda is um public comment is there anybody here for public comment nobody's signed up there's no one in the audience so we'll move through that then an update on the candlewood lake elementary school building project all right there's uh there's not much new going on since our last uh big update i think they're just um logistically starting to plan for the big move and i think dr bruhl has a couple of points on that yeah a couple a couple little ones so just uh one re reiterating from a couple of weeks back um the exciting thing is the you know we're moving forward on the furniture that's a good reminder for anybody who might be tuning in it hasn't been tuned in a while in a while the other part is the roofing material did arrive so that's being laid down as fast as possible according to the construction manager he actually gave me a call today um depending on the weather you might remember it needs to be above freezing for the adhesive to work properly so um you know it's been cold but it's also we've had some nice days so they're going as fast as they can um and putting that in properly bob mentioned a walk through i talked with mr checko we're thinking probably may for this board the board of selectmen board of finance uh to take a walk through some of our key administrators that haven't had a chance to walk through uh might be a saturday morning something like that uh the the key is it's got to be dry right now it's a i think uh what is what a dan caldwell say it facilities a knee deep mud pit right now i've been over in quite a while it is it is muddy over there um and uh and so that implies quite wet so we've got to get it drier and it has to be safe and we have to time it so as a large group going in or even phased in as groups going in we don't disrupt the construction we want it to keep moving along we really don't want to slow things down and we it needs to be safe um so we're working on that so we'll get a date in may on the calendar as soon as we can as rosa indicated ong is working on the actual logistic plan and i think for the next nbc meeting they'll be having that public discussion which really is the winter move-in and making that happen and then the last piece that uh mr tenz of the construction manager shared with me is that this summer they will be doing the widening to candlewood lake road because remember we're getting that big right-hand turn that comes in the right lane for the right-hand turn coming down the hill into the school and then there'll be a repave of candlewood lake road as i understand at least in that area so exciting times do we ever get an update on those stools like the shipment of the stools are we going to get those in you know the chairs remember those phone ones the phone ones i have communications into eddie i'm still waiting on that if somebody just gives me the name of the school that's got them i'll make the call and go over and pick it up myself i just need to know so i will continue to ask eddie thank you for the reminder [Music] i can't keep picturing after that meeting what the janitors will think right okay they'll get at the end of the school day they'll just go to the end of the vacuuming or sweeping there's gonna be all of these things just strewn around the end of the thing so i kept asking what's the storage strategy and are there racks to put them in or things like that and then at the facilities committee you mentioned there was like robotic cleaners that come with the the the carpet tiles and i'm picturing these robotic cleaners you know running over these uh little stool things they're not getting anything done because they're bouncing around and they can't get in my head just keeps going there's details to be worked out okay um three main points i was thinking we could recap dr brill's covet update from the superintendent's report talk about the decision on the book reconsideration and maybe this latest update on the candlewood lake elementary school what are the chromebooks oh yeah chromebooks or the chromebooks i was back and forth with that deb i have some language that eric sent me that's already crafted on the chromebooks that saves the lives i would like to do the chromebooks okay we've talked about that we have plenty of times to talk about the school and that update is was pretty much it's moving along yeah right so perfect okay upcoming events at center and huckleberry read across america's spirit week is ongoing the rest of this week at center school there's a virtual assembly for the one school one book on march 10th and there is a virtual evening program for families on march 15th center and huckleberry will have report cards available on march 16th and early release for conferences on the 17th and 18th at wiscon there's early release for conferences on tuesday the 8th and at brookfield high school early release for conferences on the 10th that's all i have does anyone else have anything okay hearing none that's it for our agenda i will say last meeting we got done at 8 15-ish and i said that's the fastest meeting we've ever had well we just beat that so without objection we're adjourned [Music] all right
