Was there any questions from the board about any of the goal areas or the memo which is 10 times longer than the video? I had one. I forgot it though. It was great. Okay, thank you. Thank you. Next up, we have the 2026-2027 developmental budget. Mr. Burton. I'm just going to pass this over to Mr. Burton over there. Purchase order. We got to get you a closer phone. Well, thank you, Mr. Burton. I love it when it gets late at night. I take my time and talk about financing numbers. She's really into it. [laughter] Uh really quickly, um uh this is the the month we go over our developmental budgets. So, the board gave me authority to go ahead and start working out the budget at the January board meeting. Uh so, in the packet there's a memo kind of going over here some basic budget assumptions we're using to build the budget.
First one comes from our career and technical education department for our AP business with personal finance. Both of these recommendations have gone through each department looks at the text. Not not only this, but also at least one other, sometimes two other resources and does an analysis on the on the book, reviews them, goes through and these are the department's recommendations. So, you can see the copyright uh, this. It's a brand new, uh, course, brand new, uh, a title there for this AP course, business with personal finance. Um, we have historically gotten classroom sets of textbooks and then had an online resource that that backs it up. So, uh, that's what we're bringing forward for recommendation this evening. So, you can see we're going to have classroom sets of textbooks for this course. Um, the max that you can do is a 10-year license for AP, uh, courses and so we push that all the way up to the the 10 years.
And we we fully expect it. Um but we also hold our all of our staff members to high expectations for a responsible use of those. Um but we'll stand with a student and pretend Mr. Dr. Parsons is a student and Mrs. Hearn is the teacher and and I can be able to stand there and tell Dr. Parsons that in fact um Mrs. Hearn already passed Spanish two and three and four and five and six, I believe, because she's teaching the course. So, when she needs to use her device for professional purposes or even to address something personal, we expect her to be professional in doing so and expect Dr. Parsons to respect the fact that he still doesn't know how to speak Spanish as well as his son does. But again, I I fully fully know that the first weeks of school it's going to be difficult and we have to um we have to um make sure that we uh implement with fidelity and every student is is held responsible for following the expectation.
>> No, we don't. >> [laughter] >> So, so there's nothing more going to be generated than what we already have. We can't say that for for certain. I I said we do not want to do a and will not do a full pre-characterization of the site. I also said over the next several months we may do some additional work, geotechnical work relative to understanding the soil bearing capacity for the building. At that time, you know, if we're doing some digging, we probably can get some additional sampling. That would be included in the RAM report. To cut to the chase, if it means getting across the finish line here, and you I mean you're asking me now, you know, for you to go on a sidewalk and tell us where to do the characterization. You're asking for an You're asking for peer review on something that's not commonly peer reviewed.
Uh and as a reminder, in August we'll present the tentative budget um for next school year and then and adopt the final budget uh in the September board meeting. Uh just a few highlights, uh revenues um CPI, we're going to use 2.8% on the budget, which is a little over our 2 and 1/2% long-term average, which I think is a is a good thing. Uh student fees, uh we're not recommending any changes at this time. >> [clears throat] >> Uh state funding, uh while I'd like to say it's the same, uh in a lot of ways it is. Uh there's a lot of prorationing of prorationing of many categoricals. Um you know, as I talked to Christopher, I talked about the $1.5 million special ed money that we get, Uh but they always back that down and 71% is the percentage that we're using for both regular and special ed transportation.
Uh, so when you look at that, also paired with teachers editions with, uh, online access, the total cost comes out to $19.12 per student, uh, per year over the course of that time, right? Obviously, we will be paying all $27,717.04, uh, at one time. Uh, but breaking it out, again, looking over those 10 years, uh, with our our, uh, numbers of students that we have right now. We do pad that number by about 10% when we look at, um, our current enrollment so that we can handle, uh, any additional students that that come forward. So, that would be for the CTE course. The next one is for in social studies, our AP US history. Um, our our book is no longer in print, the one that we've been using. So, we looked at it was inside of that 10 years, but we couldn't find, uh, a replacement for that.
Does the policy also apply to adult learners at McDowell? Is there any distinction? They are not technically students in, you know, uh in student status. >> program. That's more of a community program. Good question. Questions? Thank you. As we move on, each board meeting we allow the opportunity for public comments. Um we have three folks that have signed up to provide public comments this evening. Uh you can come forward at this time. We've got the microphone and the lectern. Uh Sandy Watts, Dave Watts, and Kate Hyatt are the names here. Three speakers. Uh do you want one three-minute time limit or three three-minute time limits? It's cold in here. We're ready to talk now. Okay. First of all, thank you for your time. Kate Hyatt came to me several months ago and asked if I would help her organize a free community concert. The goal of the concert was to lift up our community in song and poems and show the unity that our community has.
To give To show you how much this means to me, I will agree to both of those. I want a scope on the LSP cuz I don't I want them to review They're They're not reviewing the RAM report. The DEP ultimately is the judge during the executive. But, if they want to look at our soil management plan and some of the approaches there and say, "That looks reasonable. Add this, you know, whatever." Fine. All right. I think it can be done for, you know, 10 hours of work. It shouldn't be more than that. I I'll agree to it cuz I want to get make you feel comfortable. But, you know, I'm kind of going above and beyond here, and I hope the board can appreciate that. So, let's get a scope. Let's get a couple proposals from LSPs. And, you know, once we're going to we're going to get additional questions, we're going to do some additional work.
That's going to probably go down a little bit more and we're probably going to lose more funding which is unfortunate. Um the federal funding uh we're going to say that's constant at this point which is kind of an assumption, but when we say it's constant, we also have to remember that we lost money this year from last year. Um so that's a loss that we're going to endure. Um the other thing that we're going to uh No, actually I think we're good there. Um Okay. Um and expenses we'll move on there. Salaries will be most of our employees are members of the collective or subject to collective bargaining agreement. Um and that's what really dictates the the uh percentage increases. Um health insurance uh we're going to be watching to see what happens with that. Um there was a renewal, but we are now on the same cycle as the co-op the Ys which is joined them.
So, we are looking at, uh, the American pageant, um, uh, the 18th edition for that. Same thing, classroom sets of textbooks. The most that this company could go out to is eight years. So, we maximize that and again, you're looking at about $30.54 per student per year. Uh, the we have a higher number of students, um, and again, I doing the math, that's two less years, right? So, it's going to cost a little bit more. Uh, but that's just over $63,500.
We went straight to uh our minister at First United Methodist, um Howard and he said, "Yes, you can use that space." Jenny Heikelbeck was so kind and came up with the title of our concert and it was songs for hope and courage. We were fortunate enough to involve more than seven different churches as performers. We had students from all over the community. Thank you. Um that were the performers as well. The ages range from age five to 80 plus in ages. And I say 80 plus cuz we didn't want to put anybody in the spot and give their exact age. So, approximately. Um, we also had diversity. We had people singing in different languages. We had antique Chinese instruments and we crossed several decades too of music. So, it was really diverse. So, that was the cause and we have Kate here that's going to share the effect of what happened because of that night of music.
We probably can be doing that before they're even finally contracted. So, when we're going to have a nice clean package, if you will, and then you can turn it over to the LSP and say, "What do you The peer reviewer and say, "What do you think about this?" Okay. I You know, to your point about you acquiescing to this stuff, I don't think these are un um uh unnecessary requests or unreasonable requests. This is what we're supposed to be doing. And, uh it we would be negligent if we didn't ask for this information. So, I'm glad that you're acquiescing that that that you'll go forward with this stuff, but don't make it sound like we're being unreasonable because we're not being unreasonable. I'm not saying you're being unreasonable. You're definitely There's being a lot asked, and let's I I don't want to bring it up, but you represented lots of people here [clears throat] in a public hearing that I refuse to agree to peer review before this commission.
Um so I know what the the the renewal is for the co-op. Hopefully maybe we can be a little bit better than that. Uh transportation's going to be up 5% um and obviously the capital projects will be going to be included in the completion of full day kindergarten. Uh at this time enrollment is projected to be steady and we aren't anticipating any new staff um in being added. Uh and as always there's legislation which always comes our way and we're going to continue to monitor that and defend our interests.
Any questions about either of those? All right, those are up for approval this evening as well. Uh back to Jerri. Nope. No. Travis. >> Back to Travis. >> [laughter] >> So, we had uh on on May 11th, uh we had a sealed bid uh that we went through. Uh we had eight sealed bids um and and the bid was for 16,339 total novels. Okay, so a large number of novels uh that that we are uh purchasing. Um so, we we looked at the bid review, did reference checks, and our recommendation is to go with the low uh responsive bidder at $140,000. Um with complete Book and Media Supply. Questions? It's a good process to continue going because we see a a wide uh array of uh I think our highest was 190 some. Yes. >> Somewhere around that those lines, so um it continues to be a good process for us.
So, we're talking fast. In addition to a lovely night for all the people who attended, we took up a free will offering and we would like to present ECSC with a check for $2,050 and 26 cents and we'd like it to be used for school lunch account balances and classroom needs. So, Okay, what a kind gesture. And you [applause] said the 26 cents was I young student that happened to have 26 cents in their pocket and if a lot of people give a little, you have a big effect and that child was showing that. We We don't know that, but we're assuming that was a child. So, so thanks so much. Thank you. >> [laughter] >> Thank you. Thanks so much. THANK YOU. DR. PHILLIPS, START US THROUGH YOUR recommendations on agenda items here. Am I in the right place? You are, yes. Sorry, I'm I'm pausing here.
I've agreed to stormwater, I've agreed to wetlands, I'm now agreeing to, you know, LSP. So, I think we're both being reasonable. Let's leave it at that and I want to get you guys comfortable with what we're doing and if it means hiring a peer review for a few thousand more dollars and having them write a quick report that says, "Yeah, this looks compliant with what I would expect or they may be missing something." Fine. You You've your consultants have basically described everything as per industry standards. This is not our industry. We don't know what these standards are. We need someone independent working for us to tell us, "Yes, they're right. That's an industry industry standard and typical of what should be done." Okay. Um since we're on peer review, is there a status update on the stormwater and wetland peer review? Cuz I I believe those funds have been in place for a bit and I know we had requested a uh virtual meeting with both of them.
So I have any questions? Thank you. You're welcome. With gas with with gas prices, is that transportation number realistic? Well, we have a contract. Okay. So uh But But the the question But it's not the contract doesn't Well, well it it does. So there there could The bigger issue we're going to have, that's a great question, but the the one thing that I'm more concerned about is we're going to bid next year. Um and our price costs have gone up dramatically in the last number of years. So, kind of hoping when we rebid out, maybe we might be able to beat it a little bit. Uh but with the prices being the way they are and buses costing more than they used to, having my doubts about that. So, it's going to be interesting to see where we end up with that. Okay. Thank you.
Continuing with Travis. Uh Honeywell investment grade audit back. Back again. So, we we've been discussing this for a while, but um I I am glad to say that we have uh checked all the boxes along our process of of what we are required to do uh to enter into an energy um uh service contract for performance. So, when we look at this uh energy savings process, uh we had to do several different things. If you remember, we went through our audit. Um then after the audit, we had to go through and have a third-party review and do an audit of those findings. Um so, I'm going to present those the numbers after that review has been completed. Um as well as we had to uh both on our website, in the newspaper, and posted here, uh give notice of of our intent to enter into a contract.
No, no trouble. I request approval of item 9A minutes of the regular school board meeting from April 27th, as well as the board work session and executive session held on May 11th, 2026. Board members, you've heard the recommendation from Dr. Phillips. Is there a motion? Move that we approve item 9A at this time. Thank you, Mr. Glick and Mr. Major. Uh Ms. Wheeldon?
Um we haven't heard back and we don't know >> Well, we we we skipped over that because we wanted to do this evening first. Right. Um they are on board with doing uh the peer reviews and I believe that they're on board with with having that meeting as well. Okay. So, we can um We just need to schedule it. Yeah. >> Okay. Is that something we can work on in the next week scheduling a meeting? Not saying have it in the next week, but can we start working on the schedule offline? During the week. Yeah, could we work offline during this week to see if we can schedule something in the near future? >> with that, Becca. Great. Thank you. Um Okay, do we want to try to schedule a a site walk uh this evening? Do you want to wait on that or or what?
