Sorry, I had a quick question. I'm very new, so might not be a good question. I'll push you to make a good question. Under capital outlay expenditures required to complete the kindergarten movie factored in to budgetary calculations, that just seems very broad. Could you speak to any sort of numbers or any sort of >> Well, the the overall project we were looking at 40, you know, 40 million dollars. So, we budgeted most of that in this fiscal year because as we build out, fiscal year starts July 1. So, we're paying construction bills now, so we want to make sure we have that in this fiscal year. Uh but as we're going to be doing construction throughout the summer, um we're going to be paying for this in in in the next fiscal year. So, uh when we do the budget, basically what we're going to do is take what the cost of the project is and subtract what we paid to date on it to give us our number for the next fiscal year.
So, we have completed all of those processes. We've worked with our attorneys throughout the entire thing in reviewing the language and making sure that we had everything completed. So, I'm happy to report that we have been able to do all of that and we're realizing more savings than what we brought to you the last time. So, I'll talk a little bit about that. So, this just shows what has been done, right? We we completed the audit. The scope has been completely understood. The funding strategy as as we talked about at the last meeting, utilizing a debt certificate, and Jerry's going to talk a little bit about that later in this slide deck here. And that is where we think that we're going to have the best funding mechanism, mainly utilizing our savings from a lot of these projects. So, we can go to the next slide.
Uh let me ask first, is there any discussion or questions on the minutes? Ms. Wheeldon, how would you vote on this motion? Mr. Major, your vote? >> Yes. Mr. Nallen? Aye. Chair votes aye. Ms. Lloyd? Aye. And Mr. Glick? Aye. I believe the motion carried 6-0. Thank you. Next, I request approval of item 10 item 10A through 10H, including the regular approvals of supplemental contracts, field trips, and professional leaves, school fundraisers, um and claims and payroll. Uh the one payroll that fell, I believe, a week and a few days ago of just over 3.9 million. The pre-runs, uh which are the bills that are paid uh prior to board approval because the board those bills need to be paid with a due date uh between April 1st and April 30th of just over 7.6 million dollars. That number is large due to some um large uh construction-related expenditures.
How much time do you need to get something scheduled with the landowner? Obviously, it's not your land, so Right. It is holiday weekend. No, it's not going to be this weekend. Um I mean, if it pleases the board, if we can coordinate through Becca, we can provide days and possible days and times, and you guys can circle up, and we'll eventually come to a time that works for everybody. It works. Okay. Um One one clarification, there is a use restriction on this property, is that correct? Yes. That was How does that work? I mean, obviously, you're going to have to change it, cuz right now it says no residential. >> Yes, we There's an activity and use limitation that we will have to modify and get approved, but that cannot be my We've had it reviewed, yes, but it can only be reviewed in concept, and it cannot be approved until we put in the vapor barriers, until we demonstrate that all the various construction elements have been So, that's another risk that we undertake, but we know what's going to be required in order to get the AUL modified.
Okay. Thank you. Good question. Excellent question. Uh I always appreciate our local, state, federal legislators. I know we have good relationships. Um our state perhaps a particular in this area, terrific. Plus, we are going to have a couple of new fed people. And I'd like to make sure that we are in touch with them as soon as possible so that they know who we are, where we stand, and what we need. But like you're saying it like the congressmen the ones coming the election Yeah, after the Okay. It's good point. Thank you. Thank you. Next up is second reading of revisions to board policy. This is scary. Um thank um sorry. Thank you guys. Um so, what we're going to do is we are going to pull out um 2.125 practice and then uh talk about that next month. So, then we're going to look at 6.170 Title 1 programs.
So, again, looking at the none of the the scope of the work that we presented at the last meeting hasn't changed, right? So, we're looking at the same when we talked about the roofs for the solar, the roofs that can accept the load, that is what we're looking at putting solar on. That does require four rooftop replacements. That is included in this work. So, you can see the the payout on all of these things in annual savings, but those are the main things. You'll notice the boiler isn't on there. It is in the work. It's just the fact that there really aren't any annual savings when it comes to that. If you remember, that had like a 220 some year. I think it's actually about a 250 year payback for for that. So, it doesn't while it is an important part of our operations, we're not going to see substantial [clears throat] energy savings from that.
And then the docket claims for this evening May of May 18th of just under 1.7 million dollars. Item 10E is the 2026-2027 lunch prices that Ms. Nancy Milspaw uh shared on her screen, which was a required federal 10 per 10 cent increase in both the elementary lunch, secondary lunch, as well as breakfast. The guaranteed maximum price for the Taylorsville renovation that came in just just under budget, thanks to a lot of uh engineering uh savings from Dr. Bozeman and his team. As well as the construction manager as contractor for both Richards and Southside Elementary, the recommendation there being uh for Maxwell to take both of those projects. They have a great relationship with them and the DNF committee uh unanimously, I believe, um supported that recommendation. And then last, um a recommend or approval for uh Dr. Bozeman and myself to go forward and work with the county auditor to engage on referendum calculations so that we can come back to you in June with uh hard numbers for a ballot question for referendum renewal.
And there'll be other restrictions like you know, you can't plant tomato plants or things, you know, some some limited things like that, but obviously, our concern is being able to have residential use, which would have to be a modification. So let me make sure I understand. You basically have to build the project and then ask to change it? Well, you don't have to build the entire project, but you have to you have to put in the vapor barriers, you have to do all the various steps that have been required of and then you demonstrate and they confirm or refute and if they say you missed this, we have to do it in order to get um that done. But we've had DEP look at a draft. We've had our legal counsel, Goulston and Storrs, look at it. I We feel based on our current understanding quite comfortable it will be approved.
Uh does anybody have any questions on that? Can I add? Uh the reason for tabling that for a third reading is that we just want to pull the dollar amount out of the policy cuz that we can change We don't want to change policy every time that we might need to raise or lower them. So, or [clears throat] violate policy. So, it's going to be in our procedures. That is not policy, it's procedures. Yeah. But, the other uh four um Title programs is unless there's a question from the board, we feel like that's good to go. Yeah. Thank you. Okay. I move that the board approve the revisions to board policy as presented in the second reading removing 2.125 and voting on 6.170. Second. It's been moved and seconded. May I get a roll call, please? Mayman? Same. Burton? Aye. Delgado? Aye. Dothan? Aye. Garrick?
So, if you can go to the next slide. This is broken down into the different buckets, if you will. So, we have two that are in a sub-10-year payback. That's our HVAC [clears throat] controls retro-commissioning and solar array. And again, I want to reinforce these numbers are solid. These numbers are a result of Honeywell doing their their work. We went through two different iterations with Bowman Consulting and going back and forth and these these are where our numbers are and they're in guaranteed format. Then we have the long-term, right? 10 to 22 years. In looking at that, that is water conservation, building envelope, and LED lighting. You can see even though, for example, LED lighting 21.7 years payback, we're saving just under $125,000 a year in in doing that. Then when we look at the capital capital necessity, not necessarily [clears throat] any energy payback, we have the boiler replacement.
I request approval of items 10A through 10H. Are there any items uh in that group, uh 10A to 10H, that a board member would like to call out for a separate vote? Uh is there a motion then? I move that we approve items 10A through 10H as it presented tonight. Second. Thank you, Ms. Weldon and Mr. Major. Questions, discussion about these items for approval?
Obviously, I mean, it would be stupid to go forward through all this and not have it be approved. So, you know, we're we're comfortable understanding what the expectation is. Now, and that was kind of my concern is you go build this spend millions on this building and then you can't use it. That would be That would not be good. So, this process would happen in in the midst of construction. Okay. Yeah, go ahead. Something. Just a clarification on the activity and use limitation. It comes at the end of the process. So, after the response actions are conducted, you file a new activity and use limitation. >> Oh, I got Okay. The paperwork is at the end, but you've still got to get it basically approved during construction. It's really filed. The The LSP will file it with uh the property owner at the end of the process.
Aye. Hearing? Aye. Mesa? Aye. Thank you. Next, I need a motion to approve the closed session minutes for April 20th, 2026 and there are two. I move that the board approve the closed session minutes of April 20th, 2026 Uh the two of them as presented. Second. It's been moved and seconded. Can you roll call, please? Burton? Aye. Delgado? Aye. Duckmann? Aye. Garrett? Aye. Herring? Aye. Mazza? Aye. Maiman? Abstein. >> [snorts] >> Thank you. Um next, I need a motion to approve the consent agenda items. I move that the board approve the consent agenda items which include approval of the revised personnel report, approval of consolidated district plan, approval of Title 1 schoolwide waivers, authorization to release the supply and material purchase orders, authorization of contract approvals, approval of minutes business meeting of April 20th, 2026, District 62 net payroll for April 2026, District 62 warrant register and reportable bills for April 15th, 21st, 28th, 30th, May 5th, and 12th, 2026, [snorts] monthly financial summary for April 2026, voided check register for April 2026, North Cook net payroll for April 2026, North Cook warrant register for April 2026.
And then that controls work that we talked about, making the system open and integrating T-99 into that, there isn't a energy savings. There's an operational savings that's that's going to be tied to that. So, you can see that bottom line is $417,680 in annual savings. Um when you look at to the number here that I have for you. That's a just under a $20,000 increase in our in the annual savings that we presented a couple weeks ago. $88,000 in 26 $88,026 in the annual revenue. That is just over $11,000 increase from what I presented last time. And then when we look at the one-time savings at just over $1.8 million, that is actually an increase of a $108,000 from what was presented last time. Remind me what revenue means here. So that revenue is from our solar. So with the Illinois Shines program, we will have revenue and >> back on the grid and you get a credit or what >> Right, we're not putting energy back on the grid because we're not going to have enough to to have that.
Hearing none, we can move on to the One thing I think that would be nice would be to have I know some of these are new, but to have the totals by school to see where we're from a cost standpoint based on like what the budgeted number was and see where we would expect a school to have a little bit more work to do cuz I think you're getting to a point now where you've got some of the schools Parkside's a great example everything's pretty much done been done so you should see needed zero dollars moving forward but but it would be good to see those totals by school just to see where the work's at. Sure thing. Any other questions or discussion about these items? Uh Mr. Glick, how would you vote on the motion to approve? Aye. Ms. Lloyd? Aye. Chair votes aye.
Okay. >> After the response actions are conducted. That's That's the regulation. >> But by the end of the process, you'll know if DEP is going to approve it. It's really It's It's really the LSP. It's It's a semi >> It's the LSP that's It's generated Absolutely regulated by MassDEP, but it's the LSP who files >> Makes the call? with the property owner. That's correct. Yeah. And I just wanted to just very briefly >> So, is that you? That is correct. Yes, that's correct. Yeah. I just wanted to mention on soil characterization, it's really I view it as waste characterization, you know, because the different disposal facilities have slightly different parameters. So, depending upon where it goes, you know, you'd sample for that uh facilities parameters, their requirements. So, just a clarification. I I just one quick question about disposal. My understanding is when you take a bunch of soil you think is contaminated, put it in a pile, you test it, decide how contaminated it is, and and then figure out where it can go.
Second. It's been moved and seconded. Can you roll call, please? Delgado? Aye. Duckmann? Aye. Garrett? Aye. Herring? Aye. Mazza? Aye. Maiman? Abstein. Burton? Aye. Wonderful. Next up, we have communications from the board. Do you want to start, or else I have a whole list of things. >> [laughter] >> I Right. I can start. >> Go ahead. Okay. So, um this one's just a side note. I loved the podcast um this last podcast with Bola. It was so good, and to hear two people that I know have put so much into our community Dr. Amaday and Steve Samuelson at the Gen Center. Just to hear your guys' vision of what the future looks like. I actually got a slightly emotional. So I just thought that was great because I do like the idea of coming together and I know my children benefited from having um different generational people coming into the building, reading to them, being a part of it and I know my children are well-rounded with that involved.
We're going to use everything that that we produce. It is part of that the Illinois' Illinois Shines law that goes through and it says if you save this much energy, then you'll you'll actually get revenue for that because we're we're taking the load off of the grid. >> Okay. And it helps them in their functions and their operations. It's much like it's a kind of a energy savings on steroids that we do right now. We we participate in an energy conservation measures that we do a test in the beginning part of the year and whatever we can reduce, regardless of whether we're actually asked to reduce it or not, we get a check for that ability to do that. If we're able to, they call on us and it's a hot summer day and they say, "Hey, can you reduce your energy consumption?" And we do that, we meet that threshold, we get even more savings than that.
Mr. Nowlin? Aye. Mr. Major? Yes. Ms. Weelden? Aye. It is unanimous. These items are approved by a vote of six zero. Thank you. Um yours is a little trickier than normal this evening. Hi. There are two documents for you. >> of the year. It's very busy in HR. So there are 28 recommendations, two pieces of paper for you. Four retirements, nine resignations, 14 appointments, and one leave of absence. There are no additional personnel recommendations. I request that you please approve the human resources recommendations, those two pages, as presented. Thank you, Dr. Stalbaum. Board members, you've heard the recommendation. Is there a motion? Move that we approve the human resources recommendations as presented. Second. Thank you, Mr. Nowlin. Mr. Major?
How long does that take? Um it's it's typically uh a fairly quick process, and you you'll submit the analytical data and an LSP opinion to the disposal facility. And it's it's also regulated by MassDEP. The soil will be moved with a a 21E bill of lading. But that was characterized as being material being put into a truck and then hauled off site. My understanding was it couldn't be moved until you had a place to put it, and you don't know where to put it until you know what how contaminated it is. Yeah, I I I could jump in here maybe and help a little bit. This is Joe Lombardo with McPhail Associates. Um typically in the process from when we get the samples to to what Bob was describing, get the pre-characterization samples, get the testing, get the data. Yeah. That data tells us which type of facility can go to, what in-state online landfill, asphalt batch plant recycling, out-of-state landfill, um sometimes to New Hampshire.
