I'm sorry, it's really late. >> [laughter] >> It does provide us with some good information as we look towards employee wellness, which is a very important topic. 754 participants participated either through the Empower opportunities that we provide or through their own health care provider. This year, we have very similar results to last year and areas for the one thing that changed a different this year under areas for improvement, it remained at active lifestyle. Um, but last year there was an area for improvement on heart health and this year that was switched out with nutrition. The other number that we're always really interested in is stress. And seeing how stressed we all are. Um, 89.33% of respondents reported little to no stress little moderate or no stress. Um, these screenings were all done completed before the winter break. So, that may be >> [laughter] >> accounting for some of that.
So moved. Second. Okay. Mike moves, April seconds. Thank you. Michael Riske? Aye. April Finan? >> Aye. Katie Courtney? Aye. Ken Dawson? >> Aye. Chris Trespinoza? Aye. And Don Renner? Aye. Motion carries. >> Thank you. Item G. Can I get a motion from the Board of Education to approve the lowest acceptable bid for English Department from Complete Book and Media Supply LLC in the amount of $140,117.02. So moved. Second. Chris moves, Katie seconds. >> Thank you. Chris Trespinoza? Aye. Katie Courtney? Aye. Ken Dawson? >> Aye. April Finan? >> Aye. Michael Riske? Aye. And Don Renner? Aye. Motion [clears throat] carries. Uh Item H. Can I get a motion from the Board of Education to approve the ITR bid for an IP-based intercom and clock system upgrade as presented with a total cost of $298,645. So moved. Second. April moves, Katie seconds. Thank you. April Finan? Aye.
My first point. Second, um I would like to have seen charts rather than a map of the chemical list. The visual display of information really helps if it's a chart rather than a location. So, that would be much more uh readily communicated what what we're hearing. And then >> And that is on our website. If you want to go Yes, all of those things are. Yes. Graphics. Mhm. And then the uh twice somebody said there's no significant health to human impact to human health. I guess the obvious question is what about wildlife, fish, and birds. The issue isn't the human beings. We are it's a conservation commission that should be focused on wildlife, even though we have such a terrible history with human health problems. I'd like us to focus on the wildlife as well. Thanks very much. Yeah. Thank you. I On on the wildlife issue, I remember when they were talking about the remediation of some of the mercury and other stuff farther down in the Sudbury River in Framingham.
And about 11% of respondents reported a lot of stress. So, we do want to although I joke a little bit here, we do take that very seriously and endeavor to find ways to alleviate stress amongst our staff and to support their wellness. And there's a little bit more information in the report there. Thank you. Thank you. Next we have May Township Treasurer's summary report of April 2026. I know, Mr. Willow is just so important. >> [laughter] >> Thank you, sir. All right. So, we had in the month of April, we had 12 new investments for 20.6 million dollars. So, all that money that came in. We did have a return rate of 3.84%. Thank you. Um, fire reports are happening. Yes, uh we had a total of six FOIA requests. Five were fulfilled, one's still pending. Three were commercial uh from the data branch. Different people asking but same company.
Katie Courtney? Aye. Ken Dawson? Aye. >> Chris Trespinoza? Aye. Michael Riske? Aye. And Don Renner? Aye. Motion carries. Item I. Can I get a a motion from the Board of Education to approve the Seconds Matter bid for comprehensive security camera system replacement as presented with a total cost of $628,446.51. So moved. Second. Ken moves, Chris seconds. Thank you. Ken Dawson. >> Hi. Chris Wespinoza. Hi. April Finan. >> Hi. Michael Risky. Hi. Katie Courtney. Hi. And Don Renner. Hi. Motion carries. And finally, item J. Can I get a motion from the Board of Education to accept the lowest acceptable bid for North High Auditorium mold remediation and HLS asbestos abatement at North and South High from Kinsale Contracting Group in Westmont, Illinois in the amount of $312,700. So moved. Second. Chris moves, Katie seconds. Thank you. Chris Wespinoza. Hi. Katie Courtney. Hi. Ken Dawson. Hi. April Finan.
Uh they're saying, you know, humans shouldn't eat the fish, but it's not a problem for the fish. Mhm. And that didn't make any sense to me, and I I pushed back on that at a presentation, and they they um the the people who are managing the proposed project said that the way the studies are done for human health, they look at is this going to be a problem for individuals? For wildlife health, they look at is this a problem for the population? So, it's actually the human health is a a much tighter threshold than for the wildlife health. And And fair or not, that that's apparently the way it's done. And that is kind of my point in bringing up what's there. Not that DEP and EPA thresholds aren't important, they are, they're relevant, but it's not our jurisdiction. Our jurisdiction is the environment, and so what may be safe for humans may not be safe for other things.
And two from park district asking for permission about district. Wonderful. Can I have a motion to go to close session? I move that the board go to close session to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific specific employees of the district, specific individuals who serve as independent contractors in an educational setting, litigation when an action against, affecting, or on behalf of the public body has been filed and is pending before a court, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting, meetings between internal and external auditors, finance committees and their equivalents when the discussion involves internal control weaknesses, identification of potential fraud risk areas, known or suspected frauds and fraud interviews, annual superintendent evaluation based on progress towards performance goals, and school building safety and security. Second. Submitted and seconded.
Hi. Michael Risky. Hi. And Don Renner. Hi. Motion carries. Thank you. Yes, with all that energy efficiency work, maybe next time I'm reading all these motions, I'll be a little more efficient. >> [laughter] >> No promises. We're going to only upgrade the electrical, not the board president. >> [laughter] >> I kid, I kid. Um okay, can I get a motion from the Board of Education to go into closed session? Oh, new business. New business. I'm sorry. I apologize. Yep. Yep. I'll click. Just doing a good job of reading down my page. That's all right. Thank you. Uh we presented these to uh the policy committee. They are all clerical in nature. There is not a single substantial change in this. This is just clerical cleanup. First reading of policies, if you want to go through them. Um if you have questions, please reach out to Chris Down or I and we'll get back to you, but they are all just clerical cleanup uh this time around.
So, it's important to know what's there. Any other comments here before we ask for a continuance? Just a point, Mr. Chair. I was not being rude while people I was listening closely. I was looking at the decision the comp permit decision and there was uh we have to uh write a check for $10,000 to the town for review of the activity and use limitation um documentation as well as uh to be used at the discretion of the town uh to make sure we're complying with MassDEP. So, that strikes me as LSP-related work or so. It's condition 30 if you want to look at it. >> ZBA? In the ZBA decision, yeah. >> Thank you. Okay. Thank you. Um do you want to move for a continuance? We're doing Um is that our next unscheduled date? The next regular meeting of the commission is on June 1st, which would make the next available date for a 40B meeting be June 8th.
Terry, can I roll call, please? Here. Garrett? I. Perry? I. Matthis? I. Maiman? I. Burton? I. Gondola? I. Stecklein? I. Thank you, everybody. We have no um action after close session, so we'll go to the hand clappers if there's nothing else to see. Thank you so much for hanging in there with us. Appreciate it. Have a wonderful evening. Thanks, everybody. >> Mhm.
They'll be back next month for approval. Julie, do we have any slips for visitors? >> No, sir. Okay. Item 12, can I get a report on Len? Uh yep, I I can report out. So, we have a meeting coming up uh Wednesday morning. Uh a lot of legislative updates. I provide those in my weekly updates to the staff and everybody else. Uh a lot of committee churn, although it's really hard to get a read on what's going to actually happen in this session. Uh the house is operating different than it typically has, where uh they aren't calling anything to the floor unless they know they have 60 votes. So, there's almost a kind of like a behind-the-scenes vote count before they take anything to the floor. So, it's kind of weird uh in the way that it's occurring in comparison to past years. Uh we're just indifferent.
June 8th. And and to confirm that the commission would like to get into the stormwater at that hearing. Correct? That's what will be and we'll we'll circle back to the contaminants stormwater. >> work with Becca to schedule Okay. that stuff. Um No, I know, but will he be ready for the 8th June 8th? Mike, does that work for you, Mike Carter? Mike, we can't hear you. Is he muted or is He's He's unmuted. The sound is not coming through. >> not coming through. Uh how about a thumbs up or a thumbs down? Thumbs down? Okay. That doesn't work for June 8th. Okay. Mhm. It's off. Well, then we can continue with contamination on June 8th or we can go to the next available date. The next available date would be June 22nd. Notably, I will not be here for that. [laughter] Yeah. What's your suggestion, Mr.
Um so, Len has done a really nice job of keeping track of what's happening and keeping us uh informed of what's moving on. Um very little has moved through yet to the point where it's going to uh the governor's desk. So, uh we'll keep you updated in the next couple of weeks. Makes sense. Chris, anything to report on SASSIT? Uh no, we've got a meeting next Wednesday that's going to go over the uh uh what do you call it? Uh Bylaws, facilities. Yeah, for the the new the proposed purchase of the building and um what we gone over it last >> Yeah, what we talked about last time. So, then I'll have so I'll have more updates probably at the next meeting. When they do purchase a building, do they ask their member districts to make a contribution towards the like down payment? >> We're still working through the mechanics of that.
Lucas? Can I Can I ask you I mean, considering it's that far out, we may just stick with this. I mean, if if the board thinks that you can get us comment, we're going to have the site walk. Let's just say for discussion's sake, we have it in 2 weeks or whatever, well within the time frame. If you can get us back additional comments, um you know, in the next week or two, that gives us 2 weeks to respond and a week to get it into the next hearing. Seems reasonable, no doubt. And then we have continuity between tonight and the next hearing. The only thing we probably won't have, maybe they've started, is the discussion on the peer review. If you want to get me the scope and some of the proposals, maybe we can get them commissioned in the next couple weeks. We're probably realistically, even after the next hearing, there may be, you know, one or two issues that are straggling out there, and you're going to want the LSP to come back at some point.
They are not we, they are working because they, you know, uh SASSIT has its own attorneys and and financial advisers are working through all the mechanics of it. We have it in theory right now. I would imagine by the time well, we meet with them on Wednesday. We'll learn some more. I would assume that Chris and the governing board will will learn more on the following week. Okay. So, I am not 100% they're they're >> [clears throat] >> gathering information on that at this point. >> Okay. Um April or Katie any report on the foundation? No, we haven't had a meeting in a few months. We do have one on Wednesday. Okay. Lots of Wednesday meetings. >> [laughter] >> Um Ken anything to report on IASB? Still in a holding pattern. As Hank discussed, so by the end of the month hopefully we'll have uh some good results, good action.
That's fine. But I think it makes sense probably just to stick with this topic at the next hearing. Okay, which would be June >> of June. The 22nd, is that what you said? Okay. Okay, 22nd. So, we'll continue to the 22nd. Is that Is that what we're saying? Yes, we we would like to continue to the 22nd so we can continue the soil contaminated discussion. >> Okay, and then we'll schedule the site visit offline. Right. And we'd also like to advance the peer review for the wetlands and civil so hopefully we can have a peer review letter prior to that hearing so at least we can start reviewing it. Okay. Um like a plan. Okay, so uh we need a motion to continue the hearing to June 22nd at 7:05. Roll Roll call vote. Ackerman, I. Crow, I. Crouch, I. Atkinson, I. Molton, I. Toledo, I.
Okay. And I have nothing to report on the village liaison position. Um we our upcoming board meetings are scheduled for June 1st, 2026 uh for workshop meeting here at the ASC at 6:30 p.m. followed later in the month on June 15th uh for our monthly business meeting again here at the ASC at 6:30 p.m. Can I now get a motion to go into closed session uh for OMA exceptions one, personnel, and OMA exception number two for collective negotiating matters? So moved. Second. >> Mike moves, Ken seconds. Thank you. Mike O'Risky I Ken Dawson I Chris Respinosa I April Finan I Katie Courtney I and Don Renner I motion carries for the members of the public the only action the board will be will be taking when it comes out of closed session is to adjourn. Let's take a short break and we'll reconvene for closed session.
Wands, I. Motion passes. Thank you. We'll see you on the 22nd. And thank you for all of your questions in public. We have a second hearing. So, I would suggest that we take a 5-minute break if people want to file out and give the commission a chance to stretch. >> Mhm. >> Welcome back to the Ashland Conservation Commission meeting. We are back from recess. This is May 18th, 2026 for our second hearing of the evening. We have a continued hearing request for stormwater management permit Highland Road and Ballard Road map 9 parcels 199 to 207 and 255 to 257 to Peachtree Group LLC care of MP Design Consultants SMP 2026-1. Good evening. It's nice to see you in person and not on a computer screen. Uh for the record, my name is Jason Panos, practicing law at 246 Andover Street, Peabody, Massachusetts. I'm joined by Sandra DePietri, uh applicant principal.
And uh John Graniero is online, our uh project engineer. Uh really uh we noting the late hour, we tried to get a ahead of as many of these issues as possible. There have been active conversations between John and Mike Carter. And so I'll hit the easy stuff first. We got the DPW letter this morning. And we believe that your condition 27 adequately uh reflects what's in that letter. So I don't think you know, and you may hopefully have the same opinion. I don't think we really need to talk about that too much. Uh but I noticed that Mr. Mar is on as well. Uh who may want to inform that. Uh we looked at the proposed conditions and uh and I'll have John Graniero speak to the technical aspects of these, but we reduced issues down to two. Uh conditions number 22 and condition 32.
