One teacher described this student as exceptionally wellprepared for every class. She arrived having read widely and she put those readings to work citing sources, challenging peers, and pushing conversations to places they would not have reached without her. She made everyone in the room think harder. What sets her apart even more is her relationship with the work itself. She prepares carefully, reflects honestly on her mistakes, and treats every assessment as an opportunity to learn rather than simply perform. It is my pleasure to announce the recipient of this year's Frederick Douglas and Susan B. Anthony Award, Sydney Weldon. [applause] >> [applause] >> At this time I would like to introduce world languages department chair Artur Bronco. [applause] Good evening. Well, hello. Um good evening. My name is Robin Lang, and I am an AFS volunteer. I've been one for a very long time. And we are here to congratulate and thank Batavia High School for their long involvement with hosting international exchange students. Are all of you familiar with AFS? Raise your hand if you are. Oh, or our history? Okay, well. Um since 1959, Batavia High School has hosted 123 AFS students and sent more than 40 American students abroad. But since the 2001, many of them have also been here on those scholarships that were just named. Each year, more than 2,000 extraordinary young people from around the world receive these highly competitive and merit-based scholarships to study in a US school. The Medallion Membership School program is a recognition that the US Department of State has created for schools that enroll these students. Um these future leaders include students who participate in a Congress-Bundestag for Youth program, the Future Leaders Exchange program, which these two were on, and the Youth Exchange and Study program.
Host schools like Batavia help build diplomatic bridges with other nations by leaving positive, lasting impressions of the United States on their exchange students, which you have which we have done this year. Batavia has hosted 22 of these students from 18 different, very diverse countries. Tonight, we have two of those students here to present the medallion certificate. I will let them introduce themselves, and then we'd like to present this certificate to Dr. Is Dr. >> [laughter] >> There we are. The girls are saying, "We don't see our principal." >> [laughter] >> So, I'll let them Sorry, was Uh hi everyone. My name is Sasha Ivanovich, and I'm from Serbia. And my name is Ugne Marija Grigaitite, and I'm from Lithuania. Um we would like to thank the BHS staff, the teachers, the school board uh for welcoming us to the school, for allowing us this opportunity to come to the US, and to making this a very welcoming environment from the very beginning, and allowing us to join your communities and experience all kinds of different things.

We learned a lot of things during this year. We've taken so many different classes that we don't have back home, like business, um marine science, which helped us choose our career in the next few years. And we also joined a lot of activities, like sports and clubs. And we just really like the environment and the difference between our schools back home and here, like um now that when we talk to our friends back home, everybody was like, "Wow." Like, they're really surprised at the way you guys teach here, and the way we learn a lot more stuff. And we have a choice of what we want to learn, uh rather than just like academics, but also like I like this. We joined a variety of sports, like cheer, track, and tennis. So, uh was really a fun joining them and that Batavia even provided us with the opportunity to join join them looking at the fact that it's really competitive in the United States which now we're going to pursue some of the sports when we go back to our countries.

So, you'd still be able to badge in and out of those rooms. Do you know how long the battery last? >> Not long. So, probably about an hour. Yeah, something like that. So, it's not fail-safe, but if there is a little hiccup, you know, that we've had a couple of times, that there there is still is power to those locks. Okay. Any more questions? Thank you very much. >> Thank you. Have a great night. Our next topic is the district salary study and Dr. Thomas. Thank you. So, this is a salary study in your packet that was brought to the board in the fall. Um, and the board asked for it to go back to include There's one employee group that wasn't on there. That was the CESPA union, the paraprofessional and nurses and admin assistant group. So, we went back to Gallagher and got that amount.
They did not charge us any extra for that. Um, and that was back in January, February. At that time, we were smack in the middle of negotiations, so the board decided to put the entire study on hold so that we could concentrate our time on finishing our negotiations. So, now that negotiations have finished, um, we're bringing the salary study back. Um, Ms. Canales, who's here tonight for her first official meeting. She's been in the district a week already, so thank you. Uh, we sent to the company to get an updated uh estimate of what it would cost, and they are going to honor the price that they gave us all the way back in November. Um so, what they do with the salary study, they will look at all employee groups. It's very extensive, so they look at um the market comparison, they look at benchmarks to other districts, they look at everything from salary to job descriptions, what's in the job descriptions, making sure things are aligned.

They look at our structure and make sure that's aligned to our strategic plan and our goals. Um so, they do all of those things to take a look at um the different uh employee groups, and then make recommendations for where we might want to address. It's a little bit different than, you know, we do a lot of studying on our own when we're trying to do negotiations and things like, "Okay, well, Crystal Lake pays this much, and we pay this much." But, they do a much deeper dive into the total compensation. So, it's salary, benefits, um all the different days off, or things like that with the different employee groups, and and it's So, they're trying to take what we're usually doing apples to oranges, they're trying to make apples to apples, so we can understand not only where we are as a district, but how we really compare with other districts, and then they can make recommendations from there.

>> Any questions regarding that? I'll entertain a motion for the food service agreement for 26 to 27 school year. So moved. >> I'll second. >> All in favor say I. >> I. >> And next on the agenda will be the resolution authorization [snorts] administration regarding auditor certification. >> That's a mouthful. That's a big one and stuff. I got that straight from the attorney. They said this is what you name it in here. Um okay. So, we do know that we have we are a school district that operates with an operating referendum and we've passed two and we're very thankful again that our community sees the investment uh in our school as well worth it to be able to provide that opportunity to us with the new legislation that went through. we are kind of going to be off timetable of our current referendum and so we want to go ahead and explore the opportunity to potentially do a new we will be renewing this referendum but because of the language and the changes we have to actually technically run it as a new referendum but it will replace the current referendum and so that would be in this fall's election.
So, as a part of that, what this resolution is doing is it's giving me permission to explore with the county auditor what that would look like if we went with the tax rate and we sat down with her and how would she calculate the median household income or median household um appraisal value so that we can have the information for the question. And so, at this time, you are not approving a referendum. You are not approving a rate for a referendum. you are just giving me permission to be able to go on the school's behalf and meet with the auditor to be able to explore and bring back more information on that. We have been doing some exploratory information gathering with that. Um we've looked at the question and we've looked at the needs. We've looked at how our current referendum is set up. We currently use it for school and health safety initiatives.

As we just talked about our agreements with youth first and with the sheriff's department for our SRO. Those are both things that we are able to do as a part of having a referendum. Maintaining class sizes, advancing academic programs and opportunities, maintaining athletics and extracurricular programs, and maintaining music and physical education programs. So those are all the things that the referendum goes directly to and helps with it. The other piece for this as a part of the resolution when I sit down with the auditor I'm going to have to sit down with some numbers for us to be able to discuss. And so one of the things if we look at our current rate and then we look at how SEA1 is going to be changing how tax levies currently work. We need to look at what does that do to the tax rate. And so because of how assessed values and how te tax credits are going to work, we need to look more at the levy amount and then look at what rate provides that.

So that's allows us to spend down this budget. So let's say Carpentry buys $20,000 worth of lumber which they have in next year's budget. So we move 20,000 into that carpentry lumber budget this year and they purchase that lumber this year. Then that extra 20 $20,000 that's in their budget now gets moved into a contingency account. So at the end of all of it, we may end up with about 1.5 million move out of different budget line items for next year and put into contingency. So at some point we will be asking you to revote on the budget once this whole process is completed. But the goal is to um we're about $5 million uh from net school spending we projected. Um I'm not saying there is, but it's a the age of the building, it's a it's a good thing to test before you start a project. Um That school has probably the oldest boilers out of all of them. Um so, it does have some older boilers. Um it has the same ventilators as all the other schools, so we have the same issues with that. Um We do have some issues uh with parking there. We have parking that's added down the end for for teachers and stuff, but that parking lot gets pretty full. Um the gym is in decent shape, but it should be resurfaced sometime. Um but it's not used competitively, so it's just for the kids to play on, so it's not as critical. Um When you say re- should be resurfaced sometime, what's the set 5-year, 10-year? Um yeah, probably 5 or 10 year.
We we can do uh minor top layer resurfacing for a few thousand dollars, and that's what we do with the high school and the middle school just to keep them at that level. Um but that school eventually would have to be stripped down to wood like the middle school was, and it's probably around a $30,000 project. So, we we try to drag it out as long as we can with the existing conditions before we do that. Um the rest of the school that does have VCT 12-in tiles on the flooring, those are getting pretty old, but we keep stripping and resurfacing them. Um they're in decent shape, but like most of these other schools that have that, you know, if there's a time to do it, we should do it, but they can they can last a long time, and they just don't look as crisp and clean.

But uh they're still there. Um I do know that uh AEL has some older furniture in it um throughout the classrooms and stuff. Um so uh I know there's been a few questions whether we could replace some of that furniture and stuff. So, that might be something that's going to come up on the capital list um or general operating budget depending on the cost if they're going to do a classroom at a time or try to do them all in the summer or something like that. That'll make the difference there. Um the roof's in good shape there also. Pretty much all our schools have roofs that have at least another 10, 15, 20 years left on them. It's hard to say cuz they're they're rubber membrane roofs and they last 30 years uh plus, but you don't know um they won't start failing until you're getting closer to the 30-year window, but they could last 20 years past that.

And if a few things I want to point out, I I went out to the EdSight, which is the interactive data portal for Connecticut's public district schools and programs. It's by the Connecticut State Department of Education. I looked at the performance index for 2024 2025 Canton schools. And just to give you some clarity background. The performance index is the average performance of students in a subject area. So, uh English language arts, mathematics, or science on the state summative assessments. And it ranges from 0 to 100 and it's reported for all students and for students in each individual student group. Uh the performance index is accountability indicator number one. And the ultimate target for the indicator uh for all students in subgroups is 75. But again, remember it goes from 0 to 75, zero to 100. For Canton, the ELA performance index for the school year 24-25 was 72.6.
So, we're below that threshold. Math, 68.7. Science, 74.3. And I made the comment last night about Simsbury beating our state average. They're spending $2,200 per less per student. And Simsbury's ELA performance index is 78.7. So, it's approximately 4.6 points higher than ours. Its math performance is 75.7. So, it's 7 points higher. And its science performance index is 78.7. So, it's over 4 points higher. Again, Simsbury spends $2,200 less per student. Um I also pulled performance index for all the Canton schools. And for every category, for each of the four schools, we're below that threshold except Canton High School science, which is 81.9. And I And I'll pass these out to all of you to see what happens. I Those statistics are alarming, and it's telling. We throw so much money at this budget. Largely, the administration was blown out of proportion. Um we use technology, and and that's not the wave of the future for teaching our kids.

Having a second or third-grader or fifth-grader on Chromebooks. I heard stories during March Madness where kids were reverse engineering or backdooring the firewall. We're watching tournament, March Madness tournament. That's not what we should be doing. The kids should really be watching March Madness tournament during school. Ours My seventh-grader has not read a single classic literature book. And I I took a tour of a private school to see what their literature department, what their English department teaches. The The table was just lined with classic literature. It's classic literature for a reason. Instead, he's reading a book on poems and doing these weird, odd exercises in the class. And that's just one example. I'm sure we can come up with many more. But that points to the reasons why the accountability index, like in Google, is not performing. But instead, through law of diminishing returns, we keep throwing more money at the budget.

Uh so, we are recommending that the salary study um be approved next week at the board meeting uh to take a look at all the compensation across the board for all of our 400-plus employees. If we have this study, is does it become public? Yes. Like, as soon we would get a report, a report from that company would be a public document.

And so you will see that we are going to explore a 40 cent rate instead of a 25cent rate. However, everything's changing with rates. If we didn't change one thing that we did, you're going to see our rate change. It's just how the new law is going to impact it. What we're concerned with is the levy. We're really trying to look at how do we keep things stable for all of our taxpayers and that's our priority with it. So again, you'll see a higher rate on here for us to explore. You will also um see a max higher levy on here than what we have had in the past. That is how we do our budget. Every year I come to you guys and I tell you we're budgeting high. We've got to protect our budget and make sure. So, we have to estimate really high and we have no intention of going there.
