So moved. So moved. Was that Danielle? Danielle second by? Second. Second by Raquel. Cindy please lead us in a roll call vote. Arlandu? Yes. Susicki? Yes. Guerros? Yes. Snyder? Yes. Gonzales Thomas? Yes. Medows? Yes. Kilgore? Yes. Motion passes, thank you. Item 11.6 approval of boundary for Abbey Meadows and Harvest Pointe. Tony? Yes, if you recall a couple months ago we talked about this as a possibility where there are two new developments underway being built on Redand the essentially the near the intersection of Redondo Road and Butterfield Road. Um these two developments are within a mile and a half or within walking distance Currently they're within the attendance boundaries of JB Nelson School. Those boundaries were drawn some 20 years ago. And before any children move into these homes, we think it prudent that we move the attendance areas from JB Nelson School to Wood School.
uh we take them seriously, take them to heart and every summer we have a summer retreat with the administrative team. This will be one of our topics this year. How do we do a better job in terms of working with our students regarding discipline and managing? But uh when you think about the world today and the social media, managing kids today, and I'm not talking about discipline, but managing and supporting kids in a way to get the best out of them behavior-wise and everything has never been more challenging than ever. Uh it's really challenging. What they deal with and what we have to deal with is enormous. So I do thank our uh team for the work that they do. It's not easy and I think when you think about this and you think about the work they did and we will talk about this at our retreat.
Mhm. Um some individuals, but not all, have contracts. And we would have to go into those contracts and really analyze what's in that contract and what the what the nation Okay. is. Yeah. Okay. >> But you're looking at it. You're around already the next budget cycle. Sure. So so some of the things that you spoke about this evening, that's why I actually staff positions. That really has to be looked at in a way to make sure that we're we're doing it the the right way and legal way. Yeah, no and I 100% agree with that. I think what my concern is is I think the answer when I asked this during the budgets is the past 10 years and correct me if I'm wrong, we've been over budget every year and I understand that that's special education. However, if we're under budget generally we would have to go to the Board of Finance and ask for an appropriation.
That way these kids can actually walk to school and it fits with our neighborhood schools model where where we can. Not all aspects of town are obviously walkable, but where we can do that, we try to and and this aligns with that principle. If I recall correctly and he was kind of that JB Nelson is the one that when they did the RSP study that was a little bit on asset crunch crunch, not quite there yet, but it was on the closer side. Yes, it was if I recall correctly off the top of my head it was 92%. And the ideal is anywhere between 80 and 90%. And next year we do think that it will be probably right around 89 or 90%. This is the natural course of things, not because of moving these right these these developments, but that was just going to be the natural course of it.
It's not do our teachers need some training on how to manage kids. Do our I think our teachers also are dealing with challenges and they've never deal dealt with before. So their job so I think we need some professional development for teachers. Not to say that they're not doing their best, but I do think there are some teachers who are struggling with management and they think they may think the easy way is to send them to the front office, which is, you know, that's for us to help them. And more communication teachers who feel they need help. We we have to make sure they understand we're here to help them. Don't be worried that we're going to get rid of you because you're having difficulty. We want you to go to your supervisor. we want you to go to the and the best people to go to are the discipline people that are in the uh safe office to work with you.
We do have to look at that. Right. Well, okay. So if we are over budget on special education, even if we're under budget on general education, we still go to the Board of Finance? We do. It but it's it's the bottom line. For right now, I think we're about 230,000. Okay. In the last >> Okay. So then 220. Okay. Um and that's being driven by special education. So we're going to have to even though we're under on general education by something like that. We still have to go back. Sorry. So I'm saying if we were under on general education by let's say 320, so we're in the positive 100. It offsets. So then you do not have to go to the Board of Finance. Oh, correct. Okay. Okay. So if we were able to do something about that proactively, I I think you know, that would be excellent.
Do you know if any of the homes are sold in that area like if we had any people register for the school yet? No, we haven't had anybody register yet, but you know, I think the first homes are about finished. I don't know Mark, have you heard anything lately by chance? Um the last I had heard is that there will be people moving in by the end of the summer. If I recall correctly, they were going to start sales in May, first closings in June. So, right around that time frame. Okay. No, there's one development that's single family and one development that's multi-family. So, I don't remember which is which to be honest. But one will be town homes and one will be single family homes. >> [clears throat] >> Okay, any other questions? All right, I will entertain a motion to approve the reassignment of the Abbey Meadows and Harvest Point developments from JB Nelson So moved.
So, all I'm saying is it's a team approach. We're going to continue to work at this to make it better and and we really do hear you and we agree that we do need some improvement and and we're going to take on that challenge. >> And Miss Lavoy, just to piggyback on that, on April, we did professional development with a wellness theme where um Miss Gillis, Mr. Vogle, a couple people from Mr. Nelson staff and some other experts we have did some PD around wellness um and some of those and bias and antibbias uh as well. So we had some PD where teachers did learn uh a little bit about some of these signs uh to help our students. Um we do have peer mediators that our students are trained and I'll leave with just a congratulations. Martha Carrasco and Brenda Cody are are our peer mediator uh adviserss.
So I very much am happy that we will do be doing the brick by brick. Um if it comes to the brick by brick, how does the minimum minimum budget requirement come into play if we find out we don't need an increase next year? God willing. Minimum budget requirement is required to do to the the town. Yeah. Final board event at the state rate that it did the year before except for as um one of our um who was actually said um there are four exceptions to that and um you know, we can't close the school but you know, there are four um exceptions in the state. So Okay. All right. Okay. It would be great if I could take it. Good luck, right? >> I would love that. Right. I mean but let's brick by brick we might be able to do it. Yeah.
So moved by Katie. Second. Second by Raquel. Cindy, please lead us in a vote call vote. Siziki? Yes. Alderman Thomas? Yes. Alderman Orlando? Yes. Alderman Yarros? Yes. Alderman Saiger? Yes. Alderman Gilber? Yes. Alderman Meadows? Yes. Motion passes. All right, we are through the action items. Thank you everybody for your time and effort on that. Discussion items, item 12.1, ramp agreement. Brad. So, this is just so people have time between now and the next meeting. We'll bring you the full agreement next meeting to approve, but this is a a part of a group that Tom got us involved in. I'm going to put it squarely on him as part of the Aurora Education Commission. He's a big wig on that. So, he's like opened some doors for us. So, this is a partnership with a lot of different school and educational entities including Chicago Public Schools.
Brenda Cody's retiring uh after several years. I don't have the number uh but always done a fantastic job with that. So we'll have two more peer mentoring adviserss coming on next year. So thank you. >> Thank you. Um I don't want to stay here please one second. I I just on a personal note I don't want any answers. God knows I don't want to make this longer than it has to be. I know how hard your job is and I appreciate everything you do. My career was 28 years in teaching. The disciplinarian told me because I was from industry. I was when I said something something got done. The disciplinarian told me that this is not a penal institution. It's an educational institution. This is high school. This is the best years of their life. Treat these kids the way you would treat your son and daughter.
So it's yeah, I I am Yeah. I know, you know, they used the word yesterday in the coffee room. Mhm. I think we're all uncomfortable. We are. We are. We we all have you know, not really sure what directionally Yeah. what what it is completely, right? Mhm. But we're asked for a 375, we'll make it 375. >> Yep. Yep. Michelle, you good? I I am yes, I I I will approve this. I want to say though I do wish that the professional development we were cutting less there and more in the staff members. I understand the reasoning and I'm happy to approve this. And I think that the brick by brick was necessary because when it comes to next year when we start to study all of this again, we're going to have to be able to say this is why we need this is why we're cutting these programs and not these staff members because what we have heard over and over and over again from the public is the staff motion.
We're a part of Vallees, which is our career and technical education. So, it's us, East Aurora, and West Aurora that are participating from Vallees. We have some vocational centers and then a system a CTE system downstate. So, kind of a a nice group of diverse partners that are working together with an organization out of NIU called Ed Systems and we've we've met them as a part of the Rural Education Commission and they're they're very involved. They're really good at data. And this is a regional acceleration of model pathways project that we're working collaboratively with them on. They obtained some grant funding and they'll funnel that through VALLEYS to to help fund some of this work about $63,000 I think is what VALLEYS will get between the three districts that are a part of that of this work. And what we'll do is we'll look at creating a data infrastructure to really analyze our region to see what career pathways we need for our students.
And that's all I'm going to leave you with. I thank you very much. Bill, I might owe you an apology. I think you uh lost out on your son's sporting event. And Christa, I might have canceled your birthday party if today is your birthday or yesterday. I thank you both and all of you. Kate, Chad, thank you very much. Have a good night. >> Thank you. Have a good night. >> All right. I don't believe I'm saying this, but let's move on. Student data. Um, I think Brenda and Pota were gonna uh do that. Uhoh. All right. Are we ready to go, Mr. Hayden? Or >> I'm sorry. >> Should I start? Okay. All right. Thank you. Um Pota Athan Ellis, she's our director of teaching and learning. So, we're going to share this presentation together. Um so, this is basically about um student data privacy.
So I need the I need the brick by brick and I think the public needs to know that. Right. 100% agree. So I'm going to I'm going to agree to this. >> That's why we can't that's why we can't just rush into this and say we're going to bring Nick back out of here in a minute." Okay. This is so No, I'm good. You're good? This is good, Shannon. Al, you want to jump in so you don't have to go last? I was going to go to Amy. And then Al. Are you good? Yes, I'm good. Al, you can go after you. Oh, mix it up. Um Yeah, I think for my running of the center, I think it will show the town and probably show that for us too. Like it is good to know what we're spending our money on and how we are operating our funds.
And I think that's a huge piece, right? We want to make sure that the programming that we put forth to our kids really matches what our region needs in terms of jobs and careers. They'll provide some technical support because they do this work throughout the state and then we'll develop a regional action plan for developing work-based learning opportunities for our students with all of these other organizations. So I think it's a really awesome opportunity. We had our first call about a week ago to meet all the different partners and kind of process through what this might look like. I included I think the Commission on Purposeful Pathways. I found I had not seen that before but I found that to be really valuable as a read to kind of show like what the the true purpose. Why are we building these pathways? It's really impactful on students in terms of their college selections and their career selections later on and um some really valuable work to me.
So, this report is kind of a followup to um one of the the trips that this committee approved probably back in December. It was an out-of-state travel request to go to a national conference. So, in March of 2026, uh Dr. Ethanellis and I went to the student data privacy conference in Long Beach, California with a goal of aligning um GLTS in terms of data privacy with national standards. So, before I say anything else or forget, I just want to thank you for supporting the work and approving a trip like this uh because it really is um incredibly helpful. it it puts us in a you know a position where we're you know with other some experts and also other people who are still learning but the information that we came back with I think this conference in particular um was invaluable so thank you for that um so the conference was offered by an organization called A forl access for learning so it's a nonprofit organization that brings together people from educational institutions vendors mostly um software companies curriculum providers and other software um providers and other stakeholders to develop real world solutions to data privacy concerns.
Um So, I will support what we have now. I think we're Thank you. I think one quick comment. We haven't overrun on special ed the last 10 years. It saves about half. It's not every year we go back to the town for money. I I will Um so, there's a tricky part to that, right? Because and I may be being insensitive to this as I wasn't here. Um the ECS money that was with the that excess cost money for special ed was that extra money was always given to the town. So, the previous administration which stration always asked for that. That If you want to count that, then yes. >> Okay. In terms of You have had balanced budgets at the end of the year. Special education has also been under the same race with areas of revenue to support board of ed shortfalls, special education or board of ed and it's so that makes it a little bit harder to account for.
So I included that little research brochure in the discussion as well. We don't need to talk about this or if you have questions I'm happy to answer them. I don't know as much as I want to cuz we have another couple meetings coming up but they're asking us that we get the start this process to get this agreement up and running so that we can share data amongst the the partners. Tim, did I miss anything? No, you did a really nice job. Thank you, I appreciate that.
So they're part of a national organization as well, the SDPC, student data privacy consortium. There are a lot of acronyms in education and I feel like particularly in student data privacy. So bear with us. Um, so and the goal is to build a shared digital freeway with safe safety guard rails for every student. And honestly, it's not just students, it's staff, too, adults. So, we all have access to so much technology now, so many different resources. And we don't really know a lot about what we even have like at our fingertips. So, I don't know how many times you download an app or, you know, go to a website, you accept an agreement, do you even check the preferences, data, privacy settings? um after going to this conference and learning more, I go in and I check them all the time and I change the preferences.
