All right. Seeing none, we are now open to the public for discussion. Anybody interested, please approach the podium. I don't I don't think it's on trial. How about now? >> Oh, you got it. >> All right, I am Shadrach 453 Boswell Avenue. Number. In June of last year, my son attended Multicultural Night at Smalley School. At that event, he was harassed and physically threatened by two adults, Yusuf Powell and Tameisha Smith. The adults escalated the situation to the point where it became necessary for Dr. Freeman, Anthony Egan, and another staff member to intervene in the matter. To date, I haven't been informed of any consequences for those adults. I made a request to review the security camera video of the incident and was told I would have to wait until the video was edited to blur the facial images of students in attendance to protect their identities.
You're talking about our cemetery our our parks and cemetery group. So, they're currently under DPW, but it doesn't sound like they're going to go under buildings and grounds. It sounds like they're going to stay with DPW, but maybe some of the work might be under buildings and grounds. I'm I'm hearing that a little bit more work needs to be done to define what this department is really going to be doing. And if we could even wait 6 months to bring someone a director on and cuz there's obviously people doing this work now who could give some feedback. I mean, if we feel like we want to hire the the next you know, the technical person because we need someone else doing some of the technical work. You know, maybe that's something to look at. The other thing is I get concerned by having two separate departments.
She's very inconsistent with the release. Often times it's low. She's looking too early. >> Get that one in there for a strike. >> I've only seen one high. >> I think she heard you though, coach. Sorry. I I think I think she heard you. We manifested that strike. She got some good advice from the coach in the booth. And Nico gets back in the strike column. >> That one is low. Does get by. So, it's ball four. >> She misses is most likely low. It's either low or one of those ground balls. >> Isabelle Walsh will bat next with a runner on first and one away here. Walsh is O for O. She walked her first time out. >> Intentional walk. >> Intentional. It was the intentional walk. >> Yeah. >> Comes the first pitch. Bit high. It's ball one. >> So, I imagine Coach Sasso must have a scouting report on uh on number one here, Walsh.
Um over the course of all the people I spoke with, elementary coherence, across the board, it was most established and recognizable in elementary settings. And the sub-themes were things like benchmark assessments, clear intervention cycles, clarity of roles, and referral readiness. Secondary had a variability. Basically, departmental structures, weaker intervention scheduling, and you know, greater dependence on local interpretation, what they felt from a student point of view rather than what the data shows them in some cases. And less precise academic support. This is directly from the transcripts of the interviews that I did with these directors. Um usefulness depended on intervention specificity. I'm not going to read everything, but you know, when you match the interventions to deficits and you have progress monitoring data and fewer subjective referrals result when there is solid data coming out of the tier three um, piece of interventions. When there is stronger alignment, there's a cleaner handoff.
Trustee areas exist to asssure fair representation across all parts of our own community. Giving every area and every family a voice. Attempting to change that during a time when trust and leadership is already being questioned only creates more concern and division within this district. Our community has spoken clearly. Many people feel unheard and frustrated. And I hope this vote is not used as another way to silence those concerns. The public deserves transparency, accountability, and leaders willing to uphold the standards expected everyone else in this district. I do want to thank Jackie for her time and effort given while serving on this board. Public service is not easy and that should be acknowledged. However, I believe the right thing to do now is for her to step down. Thank you. Hello board members and community members. I've been here the last few months in what seems to be a harping manner.
Okay. Thank you. Thank you. All right, right now we're going to be moving on um to item 8 A2, approval of the uh California Department of Education General Waiver for Academy for Change Community Day School to allow sixth grade students >> President Conklin, I think there's one item prior to that. >> Sorry, I feel very aust- Okay, educational services. Okay. Um new instructional materials adoption for junior high school math. Okay, come on up. Sorry, guys. Thank you, school board. It's a pleasure to be able to present to you the junior high adoption math adoption, that is. So, I have Melanie Parent from Chico Junior here along with Carrie Gerrets. I have Mr. Chris Palmer from Bidwell Junior. I have Victoria Hopefully I pronounce it Leitner. Oh, no, no. Let me get that right. Leitner. Leitner. I want to make sure I get that right, Victoria.
Uh if you have any questions after you have an opportunity to read through it, I'm happy to answer. >> Thank you, Scott. Is there any questions from the board regarding the report? Just want to say that a lot of information typically a thankless to do all this. So, thank you. >> Thank you, Mr. Chair. Any further questions? Okay, we will now move on to agenda item K, the superintendent report. Uh there are no motions, so we will hand over to Dr. Good evening everybody. I will uh also be brief like Dr. Forsaw tonight. Um, it's a busy time of year all over the district. We are closing in on 120 days of school left and we are busy. There are a lot of activities that are going on and I think it's this time of year where sometimes we forget to say thank you to all of the parents and PTAs and PTOs and the volunteers who make things like field day happen.
I viewed this as an unnecessary delay as this was a public event with many adults in attendance taking pictures and videos of the event and intentionally or not capturing capturing images of the students in attendance. There was not any expectation of privacy in this environment. The district claimed that the facial images were protected by FERPA. It's highly probable that's not the case. In the end, I reviewed a zoomed-in version of the original with blurred facial images. So, while the offenders were entitled to a complete view of the incident, the father of the victim was restricted to a a more limited view. Now, given that the district consider the recording of student record, I made an attempt to obtain a copy of the video by accessing my son's student record. This evolved into a lengthy, multi-step process. Step one, I contacted Principal Santa Surma at the middle school to make my request.
Do we then need to have you know, is the administrator then handling the payroll and working with HR for for their four-member team when it's possible that that could be part of DPW rather than having this complete separate department. It could be So, so my ex- my recommendation and if that's people that want to do this, that's fine. Is that we take a step back from starting this department, do some of the work that's outlined in here because we need some extra help with things. And then determine what exactly if we need a director position or is it a position that a goes back and reports to DPW. And if not, okay. But you know, we we were given the staffing report from um from the Collins Center finally. So, I have to admit I've started looking through it, but I haven't been able to get through all of it.
Uh if he did give her the free pass in the first. defense. >> It's a good stop behind the plate by Vendetti and it's two balls and no strikes. Yeah, Walsh is batting .312 on the season. >> Does she have any home runs, Jake? >> No home runs. >> Okay, let's hope that she doesn't get number one here. >> Two balls, no strikes that one. Another good stop behind the play by Vanetti. >> She goes to the opposite field. Let's go. Reset. Let's go. >> I think that if he gets another walk here, you'll probably see a mound visit from Coach Sasso to calm down his pitcher. >> Here's the 3 0. And that one is bounced again. So, it is another walk for us. That's the fifth walk issued. >> We go now. >> Okay. So, he's he's letting her go. He's he's letting her go.
There's a true message coming from tier three interventionists to special education of we're ready to make this referral and here's why and here's what it looks like and here's what we've done. Um, more collaborative problem solving and of course child find always informs all of our decisions. Um, and leadership and capacity shaped implementation. Uh, the influence of the principal, uh, principals in these cases who had backgrounds in intervention, um, maybe had a better, uh, structure in the building having done it themselves as interventionists. Doesn't mean to say that other principals who didn't had weaker systems, but there was a definite tip towards principals who had done this, uh, as interventionists in their previous lives before they became administrators. Staffing and expertise. Again, time for collaboration, training, uh, data systems if we talked about Branching Minds and having a common language. And I think the system that we're going to use with Branching Minds will help inform this.
I assure you that I could be your greatest ally between between a greatest ally and a bridge between an upset community and a dysfunctional board if you choose to do the right thing. I want to start by giving some thanks for thanks for due. Joe, thank you for your leadership on this board and adding to the agenda the removal of a board member that no longer meets the requirements in which this board is obligated to abide by by your own personal bylaws. We appreciate that. Julia, thank you for contributing to the declining attendance numbers of Anderson High School by having your child attend Foothill High School with an interd district transfer. Again, I question why you're so invested in this school when your child does not go here. Anderson is hurting in enrollment numbers and it seems that you should be concerned with that enough to leave your child in the district that they belong in to help the future of this district which is all of our end goal.
From Marsh Junior. And so, they're going to be here to discuss the adoption process that we went through and how we came to to bring forth to you the approval for the adoption and the 9. 910,000 yeah, 910,000 cost that's going to incur. All right, with that Good evening board. My name is Melanie Perrin. I am a sixth grade teacher at Chico Junior. So we're just going to quickly go over this with you guys what our process was. I'll click this. Maybe. There we go. Okay, so we started this process over two years ago in the fall of 2024. The math departments all got together at the secondary level and we created a rubric that we thought would help us to figure out what is the best curriculum that our students deserve and need to help them. In the spring we were able to have publishers come to us and present their curriculum to the high schools and to the junior highs and we were able to really look deeply into the different options that were out there because there is a lot of different ones.
I went to field day today. Yes, it was warm, but it was excellent. I went to field day on Monday. It was warm, but it was excellent. And I think I think it's important to recognize the commitment of the parents and the community members and the brothers and sisters and who are here to make events like that happen for our kids. So, um, it was a, as a new superintendent going around to those activities for the first time, it was a it was a very enjoyable moment and I just wanted to take a moment to publicly thank all of the community members who make events like that happen because you are making memories for our kids and I I certainly so thank you.
That was on May 1st. As she requested, I forwarded my request to his secretary, of step two. Step three, she refers it back to him. Step four, Principal Santa Surma refers me to Christine Lee, the business administrator. I assume that's her sitting over there. Am I correct? Is that a yes? >> I'm sorry. >> Are you Christine Lee? >> Yes. >> Okay, I was trying to Okay. Step five, I contact Christine Lee. She refers me not to another individual, but to two departments. IT, information technology, and registration. I inform Step six, I inform her her referral is not helpful. I need a point of contact, an individual. Step seven, Christine Lee in her capacity as OPRA conduct pedestrian informs me that I need to submit an OPRA request for the student response record issuance. Step eight, sensing that this didn't sound right, I kept it simple and sent her an email with three basic yes or no questions.
And I know that some of the items in there are being addressed with this department. So, I would like us to, you know, just take a pause, really look at this and determine what really is the best path forward. And I I mean I didn't get into this detail and question when the department was brought up in February or March, but as I've had a chance to think about this and as some of our personnel have changed, it might be a chance it gives us an opportunity to take another look. That's my feedback. I I I can appreciate that. I just don't know who does that planning work. Um that is is is that basically has to happen. Um we already have it reporting facilities reporting to DPW, and I'm letting you know that things are falling through the cracks. Um this is not I I don't think this is extravagant for uh 13, maybe 16 facilities, a number of grounds, a cemetery.
We don't have anybody up in the in the the bullpen just yet. Um we're going to let see if Nico can fight through this >> as Eve Clinton will bat for the second time. She's 0 for one. First pitch is close, but it's ball one. >> Again, this is this is the hardest part of the game for a kid who has not really pitched all season long. She has had such a terrific year. Put in a tough spot late in the season. Uh, and that's a strike. >> She She is a good pitcher. Uh, but when you don't pitch all year long, it's hard to just come in and and and jump in like this. So, I feel for Nico a little bit. I I I know that she's if she could will herself to do it, she would. And right now, she's just having a hard time finding the plate.
