we like to recognize tonight one from last month and one for this month so if i could have rachel hubbard please come up so be ready to sit and listen for a little bit because teachers have a lot of positive things to say about rachel i love this adjective that is used tremendous all right rachel is a tremendous student who demonstrates fairness she's currently on the science academic bowl team and is working on research for the competition with a fellow student she always makes sure that the workload is fair and even goes above and beyond and finishes research outside of her other duties rachel is also thoughtful she's a thoughtful student always willing to lend a hand and help other students rachel is a positive person even when she's having a bad day and it doesn't let her stop her from being the best student she can be and another teacher said rachel is always on task and works very hard she helps other students and ask questions readily rachel howard one more landon miller if you'll come up that was a long walk not to be outdone but landon also has quite a few things that teachers have made comments on landon always tells the truth he always completes tasks given to him he is one of the most honest students you could ask for landon is a student who not only is trustworthy but is very respectful in the classroom there isn't a day he doesn't hold the door until the last student leaves the room landon is always willing to lend a hand and help other students study when they need it he will help go over material with other students that they are not as prepared for as he is he's a great kid i love that landon has to be one of the most thoughtful students ever he is always willing to hold the door open for teachers there's a theme there very good he always gets his work done and puts forth great effort landon miller good evening our our high school student couldn't make it tonight but i'm still going to honor him anyway our high school student is brayden mann uh he's a junior at green castle high school and we were tremendously good word i just used it tonight we're so proud to recognize him because of the strides he's made really since his freshman year i could go on and on and on because i got to have lots of conversations with brandon his freshman year but our character trait this last month you guys got that our character trait this last month was kindness and uh to share a quick story about how he portrayed this without giving too much away we basically had a student that had returned to us uh he'd been basically out for for two years in other words virtually and not really been in our building it was really difficult for that student to come back and not only come back but then get on a bus and arrive to school and so braden reached out and said you know what i can give him a ride it's not a problem so he arranged to pick the student up and walk him into first period class and for that he was recognized really really amazing and again if you know this kid at all um to say that we could come here and honor him i'll give him that plaque later on um just brings joy to all of our hearts and it has everything to do with him and we just sit here and get to enjoy it so brighten man [Applause] okay okay thank you everyone and the next item on the agenda is the approval of the consent agenda which consists of meeting minutes from an executive session on february 28th in a regular board meeting on february 28th the allowance of claims the financial report report and personnel reports parts one and two which are on the website and on the door this is roman uh um i did not next in your package is the new expenditures highlighted for the month of march i do not have any questions okay can i get a motion to approve the consent agenda so i've seconded that okay motion in a second no further questions all in favor aye all opposed motion passes okay next item on this end is reports and the first one is from assistant superintendent dr 000 french from the american rescue plan specifically for homeless children and youth and so we can use those funds specifically to help kids that are homeless or in foster care so we've irreborned those funds to help in terms of extracurricular activities or school supplies or if they need cleats or any other fees that would be attributed to that so we have dedicated specific funds we always try to make that work um thanks next is mr gibbons report yes i've asked mike montgomery from karen to provide a little bit of an update about our projects that are going out to to bid this month for secure entrances at our primary schools um the uh eight or the ceiling of the building envelope at tz and then some of the things at the middle school so an overall status up so this is uh what's on the screen is the same as the handout that you have so to give you a little bit of an overall uh status report of all the projects um football and track is uh it's essentially complete but there's there's a handful of things that have just been tough to get the contractor to finish they have been back even yet today and this week um working with mr gibbon and the staff to get those completed i think they feel like going to be able to run track on your first meet on april the 5th the high school in the mackinaly which is the the biggest project of the group we've all been working with the general contractor it's going well he's planning to move on site in early april and by the end of april they'll they'll be doing some work over there so there's some logistics work that's going on now to make it all work together and just as a reminder that project has to be completed by december 31st of next year so a lot of work to do but the group so far seems very professional and organized the primary thing to talk about tonight is the work that is now out to bid it's the work at the zonagus elementary school to seal up the envelope of the building so it doesn't leak to to reduce the humidity in the building which has been an ongoing problem along with that work as the secure entrances at the primary schools that's tz ridpath and dear meadow those bids are due april the 12th and we're going to talk a little bit about what's in those plans just so that you're up to speed and knowledge and before that and then ongoing right now is the middle school design work that includes uh the secure entrances uh the media center renovation and the science area renovations at the middle school and then the last group of work um is uh the high school parking lot area uh rid path exterior renovate uh there's some exterior work to do there and there's some other miscellaneous work that we're gonna try and pick up as part of that big group so if you go to the next slide please as a matter of fact skip skip a couple of them there now this is a floor plan of uh go back please go back one there we go this is a floor plan of rid path elementary excuse me i have to zonagas tz and in order to let the contractors know what their work is to do to seal up this envelope that's a little bit hard to see here but all the way around the perimeter we've poked our heads above the ceilings and identified every condition different condition of construction and talk and in the bid documents the contractors are given the information about what he is to do or he or she is to do to correct the air infiltration so if you go to the next slide and even skip one more ahead there this is just one example of the type of information the contractor is looking at in the for each different condition and there are 14 different conditions around the building in the upper right as an example you can you can see actually the top of the concrete block wall and then to your right of that is the soffit area and that is the area that's going to be blocked up because it just leaks a lot and you can matter of fact you can see over the right hand side you can see a light fixture with daylight coming in around it i'm so lower maybe a little hard to see but in the lower drawing of that exact same condition essentially we're directing the contractor to work his way around the building and the specifications call for two inch thick essentially cooler walls like you might see in a kitchen cooler a commercial kitchen and different conditions where they put that up and seal the perimeter around it and cover all the edges and we think it's a good as economical as you're going to find solution to give a good installation and seal up all those all those areas this is a typical condition and there's there's a lot of wide open areas just just like this next slide please uh this is a partial floor plan at t z elementary and this is their the plan that's developed to secure that entrance and in the upper left part you can see the where the office is and then directly below the office is a new secure vestibule and essentially a tz which is the toughest one there's a glass wall that will divide that entryway in half so that if i'm approaching the building and i want to come in during non-dismissal hours i would push the same button that you have now have the doors released but i can't go all the way into the school building i have to go into the office area to check in and then i'm allowed to go from the office area into the school and but during dismissal and the other times when the building's wide open both of the sets of doors will be open so the students can come and go and parents can come and go so if you flip one more slide this is at dear meadow elementary school which is the easiest of the three you can see uh kind of in the top part there it says new door that's essentially all i have to do for this particular building in terms of the architecture of it is to cut a new door into the existing office area and then set up some of the security a little bit we are taking an alternate to maybe look at a buzzer on that new door so that instead of people going straight into the office they might there might be a buzzer there depending on on cost but this one is very very simple to set up so if you can go one more slide this is a red path elementary and it's it's not particularly difficult you can see kind of on the right hand side there it says moved glass if you remember the entrance to red path there's already a glass wall after you come in from the exterior there's just not enough room to get the new door into the office so the glass wall gets moved back and then a new door is cut into the office area from the existing vestibule there is a fire alarm panel there and there are some complications but in terms of the actual layout and one other small detail up above where it says single door that's the door the double doors now that leads into the cafeteria due to the space constraints that's being changed to a single door um so again it was uh not too difficult to fix there's just some electronics that goes along with that next slide so uh the the other large part of the work that's uh coming up is the middle school and there are three primary components to this a renovation of the science classrooms you can see on the right this is the existing floor plan renovation of the media center and then some renovation configuration for the entrance area for the secure entrance and uh just the way that the middle school is configured there is a separation that takes people right in right into the court or a little bit like it is at to zonagas so it triggers more remodeling than you might have seen at rid path or dear meta next slide please for the media center our team has met with the administrators and the teachers and you know it's an opportunity to create a new um kind of new energy for the for the media center to help attract students and find new use for it so these were some of the images shared during a work session with the staff working in the media center area next slide please as we went through and worked we came up with some some different configurations and none of them have been settled yet but this is just kind of our progress one of the ideas was to develop if possible an instructional corner where now a lot of the classes if there's a substitute or you know some other instructional shortage they all go to the media center so this might set aside us a space to allow that to occur and also provide space for uh more flexible uh classroom gatherings in the media center and i won't go into a lot of details next slide this just shows that there are different options that we're studying now with with the staff next slide please this is some of the work in the new entrance area and this happens to be one of the options that seem to be a little bit uh this is a tough area to work out there's no doubt it just happens to trigger if we're not careful we'll trigger more remodeling than you need or want to do but this uh in this particular one you can see that the office and clinic and guidance are moved across the hallway to the outside walls and then those two classrooms that are moved down the hall to the north a little bit and then the hallway itself is actually jogged up towards towards the west a classroom is added so it ends up reconfiguring quite a bit of the area some of it one of the things i think all of us discovered in working with the staff was there's a lot of spaces that weren't as efficiently used because it's you know kind of an older school and they've just kind of used space as they've found it so it does give an opportunity to create some more efficiency in the office and guidance and and you know just for example uh i believe there's a partnership forming with the local hospital in terms of um electronic uh so this will allow you to have a better facility for that next slide please this is a blow up of that same area where the potential of the hallways just shifting to to allow this particular scheme to work and then if you flip to the next slide please uh this there are multiple uh versions of the possible science area this this is the layout that seemed at the time uh currently seem to have the most attraction to the staff and uh there are three uh science classrooms they're all a little bit bigger than what they have now the prep areas in between and the labs the the science classroom labs are a little bit larger so instead of sharing a lab space and and each teacher having a classroom they now have a combination lab and classroom space all within the same footprint that they have now and all all new equipment so that's i think that's the last slide and that kind of gives you an update as to what we're working on right now so if there's any questions i'd be happy to try and answer them for you at t z when it rains how are we collecting that rain water and getting it away from the school not very well yeah uh that is not part of this work this we're trying to get out relatively quick okay to get as much of it done during the summer right so it seals up because it's inside space that's going to come as part of the next the next the next wave and right now the rain water runs off the roof and just goes nowhere to tell you the truth and initially we thought maybe groundwater was part of the contributing factor but we did have some soil borings done there and they it wasn't that it was this and just as a reminder once this uh the air testing company that did this said that one of the things that will happen is we'll go through this process of sealing it up and then you'll have a reasonably well sealed building then we'll test it again because there may be other openings that without enough pressure they just didn't show up before so we think this will take care of a lot of it but there's more to come with that building there okay thank you thank you just kind of on that same topic we're looking at testing one wing of the middle school that has some humidity moisture issues to see if that's an envelope um issue as well um so we have some dehumidifiers hamilton couldn't even test that that here a new wing just to see if there are any leaks that we can seal up and on that same top or excuse me on the topic of a high school working on the phasing a lot of meetings in preparation for this the construction is coming and it's going to come swift and it's going to come fast so we are working on some announcements for families and community in general because with them with weddle brothers mobilizing next week people are going to start to see some fencing that they're not used to seeing and we're gonna have to make some adjustments to our to our operations so and that'll be constantly changing as we begin this journey for our beautiful high school we'll be updated it won't be for a real long time though what's that it won't be for a real long time though no it'll be done yeah it'll be done tomorrow mike told me that but we are working on that because we do expect to share information with the community and we obviously want to get in front of our staff first and then students and families that's what i have for this month okay thanks um next item on the agenda is old business and we have no old business so the next item on the agenda is for the board to hold a preliminary hearing on the proposed construction project if you are interested in speaking at the hearing please make sure you have signed and signed the sign up sheet and that includes your name and address after a presentation by the administration and his advisors we will there will be an opportunity for the public to make comments about the project the notice of this preliminary determination hearing was published as legally required and at this time i will ask bond council to explain the purpose of this hearing good evening jane herndon from ice miller pursuant to indiana code 20 26 737 before a school corporation can alter a building where they're going to spend more than a million dollars they're required to hold a public hearing in addition after certain thresholds the law also requires public hearings and this is the second of that public hearing for that purpose thank you yeah we will hear from mr giving you at the process of determining and communicating the project with the community and the need for the project yeah so we obviously went through the process a year ago last march with our with our two hearings and that was for essentially this group of work at the high school in mcanally center and then the work that mike montgomery presented on from krm and we heard overwhelming support from our community and our public and you know one of the unfortunate things with the climate right now with the construction market being volatile supply chain being challenged is our bids came back a little bit higher than expected and so in order to fully complete the work that our that we hear from that we hear that our stakeholders want us to complete it's necessary to add issue excuse me issue some additional bonds and so this we need to go through this process in order to do that so we can adequately complete the work throughout the school district um and you know one of the changes that we made a result of that is obviously we decided not to do the off-site ball fields because we couldn't afford to do it we wanted to focus on our academic spaces we wanted to focus on safety security and then obviously finishing up the high school campus making sure that we did the work the right way so we can revisit the off-site ball fields at a later date but we we believe it's important to uh to focus on this you know the rest of this work and move forwards with that okay thanks okay well now we will now hear from stifl nicholas and company about how the proposed project will be financed as well as information about the effect on the typical property owner good evening luke bruggeman with steeple we serve as bond underwriter for the school corporation there's a couple slides i have for you guys we've been working with the administration on this proposed bond issue and i just want to share the potential structure and the potential taxpayer impact or lack thereof that this bond issue would have so if you flip to the first page this occur it's the current debt profile of the school corporation so this is just all of the school corporations outstanding bond issues grab the ones from the back thanks so if you flip to that first page that's the school corporation's current debt profile that all that includes all the outstanding bond obligations that the school has uh in uh in the bar chart there is all is all the different ones and and that corresponds to y-axis on the left-hand side for the annual payments for each one of those on the right-hand side is what the debt service tax rate is and that's based on uh that red line graph that you see running through there and that's really the most important part of of this bond issue so you can see uh the school's maintained about a 62 debt service rate over the past couple years we structured this 2021 bond issue that for the first round of these projects to allow for future projects the strong assessed value growth that the school corporation saw last year along with the low interest rates during the bond issue last year allowed for that capacity to be realized earlier than expected so when you flip to the second page there that the blue on the bottom is the current debt service that was just on that prior page the orange there is the potential five and a half million dollar bond issue uh layered on to that for the outstanding payments again the most important thing here is the debt service tax rate that line graph you can see that we're still targeting that 62 cent rate that the school corporations hit historically over the last few years and then not only that i think it's important with this bond issue that we're we're doing this in a way to structure the bonds to maintain debt service capacity for the future so we're not doing doing this round of bond issues and and hamstring the school corporation for any future projects or any future debt service capacity we know there's going to be capital needs in the future you're going to have something that comes up over over the next 20 years then the last slide is just the legal parameters of the bond issue and that's really just going on what was shown in those charts before and these are the maximum parameters for these bond issues we can always come down from this but we cannot go any higher uh than what we're proposing here so that would be a five and a half million dollar uh bond issue approximately two hundred and fifty thousand for uh cost of issuance and then five million two hundred and fifty thousand for hard and soft project costs now you can see the estimated interest expense there and the max lease payment of two million nine hundred and forty thousand that is the combined max annual payment that the school would make in one year for the 2021 bonds and the 2022 bonds combined so we're not going over that original threshold that was passed uh last year the maximum tax rate impact 61.99 you've heard me say 62 cents time and time time and time again tonight that's what i'm referring to the net increase over the 2021 rate is 0 so we're not going above that historical 62 cents i'll pause there answer any questions that the board or the administration has so debt service tax rate neutral and again all of our projects will have been bid by then and so we'll only issue bonds in the amount we need we won't take the full 5.5 if we don't need that right and we still have room in case there's an emergency here thunder exactly all right thank you thank you thank you okay now we will open the public hearing so if there's anyone that would like to speak about the proposed projects now is your chance no one okay so keep in mind there's no board action needed at this hearing rather to hear public comments and now we will have ms herndon explain or summarize the project resolution so the first resolution is your exhibit a entitled the project resolution it probably looks a little similar because this is very similar to what you adopted about a year ago and if you look in the first few paragraphs it it summarizes that action that you took back in march of 2021 then at the top of the page it goes on and really really reiterates what you just heard luke talk about the 5 250 hard and soft construction maximum cost of issuance of the 250 000 for a total maximum of 5 million 500 000 and most importantly that the tax rate is expected to stay level uh at that 62 cents so any questions on that resolution okay can i get a motion in a second to adopt the project resolution okay i have a motion in a second all in favor aye all opposed motion passes how could you explain or summarize the preliminary determination process a resolution this resolution is the one that you adopt after that second preliminary determination hearing that we just had it describes the project in exactly the same way it was described a year ago the only difference here now is it is authorizing the additional maximum of the five million five hundred thousand dollars the term of the lease is still 22 years and it goes through the annual lease payment that you heard luke talk about and all those financial figures that are required by statute again the most important thing in many ways is that tax rate expecting to be net zero with the maximum increase at the 62 cents okay thank you and can i get a motion i'll make a motion be approved as read a second motion in a second any further questions or discussion you're not all in favor all opposed motion passes thank you um next item on the agenda is a prelim um an approval request for a project resolution mr no we just we just did the uh we already adopted those we did that completed those b and c just as okay gotcha okay next item on vision is an approval request for a resolution to authorize deposits account with teachers credit union yeah so one of the things that we have done is we've approached some of our local banks about our interest rate on some of our some of our accounts because as you call right now all of our banking is with first national and ccu has offered us a an interest rate of 0.75 our rate of return through for the next two years which would generate roughly uh an additional 18 thousand dollars in interest and obviously you know we we try to be good stewards of our money and the taxpayers money and so as a result of this there's a proposal to transfer some of our funds from first national into an account with teachers credit union because it offers a better rate of return so we'll still keep first national bank as our primary primary account but then we'll open up a money market account with teachers credit union so in order to do that the board has to uh to take action sounds good to me to get a motion to approve i have to make promotion in a second many questions okay hearing that all in favor aye all opposed motion passes next item on the agenda is an approval request for some special education services one being the 2022-2023 speech language pathology something i am a speech language pathologist services contract with shelby slack 2022-23 physical therapy services contract cornerstone rehabilitation and the 2022 summer speech services yep so it's my recommendation that the board approve these requests so we're able to keep our people in place and continue to provide the awesome services that we do for our students and their families i'll make that motion thank you okay i have a motion a second any questions can hearing that all in favor all opposed motion passes next item is an approval request for the 2022 summer meal program so as is customary again we just want to be able to offer meal services through our food service department throughout the summer in order to do so we have to have board approval to do that and mrs carrick and her staff will publicize which sites they will be we are shifting back i believe to a more of a cafeteria style approach meal so families and students under 18 coming in for the meal rather than a grab and go curbside i make emotion different okay motion in a second all in favor all opposed motion passes next item on the agenda is an approval request for a deca overnight field trip to georgia yep so we had some students qualify for and mr rogers correct me if i'm wrong is it an international competition and there's i believe there's three students uh is there more now okay but there's three students um and they're going to be chaperoned by mrs dell travel arrangements and everything have obviously been taken care of but since it's overnight and out of state it requires board approval and those documents were included in your board packet i think it's a great opportunity for our kids to not only rep them represent themselves but our school community certainly is a celebration of their hard work i make a motion that we uh let them go and do their job in georgia okay motion in a second all in favor all right all opposed motion passes next item on the agenda is an approval request for tozonicus intermediate intermediate student device proposal yeah so included in your packet was the advice proposal to update our computers um at tz and uh thanks to mr hill our technology coordinator technology director he applied for a federal federal emergency connectivity fund grant and we just found out that we were awarded 188 thousand dollars from the federal government which is amazing and that's really going to help offset the cost of devices excuse me of the replacement devices for tz for the next four years and uh also included your packet is a quote excuse me a quote that dell agreed to extend that had already expired to allow us to move forward with purchasing those devices so that hopefully we'll get them this summer but if not i've been assured that we can work out a transition when they do arrive and so this will greatly offset what families are currently paying for in rental for their device we're still working out what that exact fee is but it'll be a lot less thank you for getting the grant that's good yeah mr mr hill did a good job yeah okay can i get emotional proof i like them i'll second that okay we have a motion and a second all in favor aye all opposed motion passes next item on the agenda is an approval request for a builder's risk proposal yep so as is legally legally required as a part of the process um epic insurance midwest who is our current insurance our current insurance agent we have our various policies they bid out the builders risk policies and so in front of you you have the proposal too many pages here from hanover insurance and it's at a roughly a cost of thirty six thousand dollars or roughly eighteen thousand dollars per year um to cover us um during the building project uh and uh you know say we finish up earlier than the two years it'll be prorated and there'll be a be a credit given and so um this policy would go into effect april 1 and it's my recommendation that the board approved this request i'll make a motion to that effect in a second any questions comments okay here you know all in favor aye all opposed motion passes next item on the agenda is other business does anyone have any other business to discuss i'm just curious how the how the dog's doing here speak how dory [Laughter] i'm probably getting way ahead of myself here but we've talked briefly about the summer food program so clearly next year we're going to think about are you hearing anything as far as if our meals will be funded again this year yeah so there's a lot of debate in the federal government with a lot of things right now um and i don't know it just depends i know that one side you know there's an appetite from one side but there isn't from another no pun intended with that um but we have not been uh told that there's a guarantee that meals will be free next year just curious good question okay thanks to any other other business okay next item on the agenda [Music] all opposed motion passes thank you for coming and be careful going home you

thank you chair kidani vice chair mercado kim aloha and mahalo for hearing having this hearing for my confirmation today um my name is chad keoniferias and i'm honored to be appointed by governor ige to serve as the first executive director of the school facilities authority i have spent the last 45 years of my life in and around public and private education institutions of those 45 years 30 years have been here in the state of hawaii serving as a teacher vice principal principal and complex area superintendent um as you saw in my resume my education degrees include a bachelor's of history and education from little mermaid university masters of study of occupational studies from cal state university long beach and a master's from university of hawaii at manoa in education administration i strongly believe that my years of service and my experience has prepared me to take take on this new challenge and create a new path forward for education in hawaii i bring with me in my relationships forged in school buildings gymnasiums playgrounds and in the community my record and accomplishments speak for themselves but i'm most proud of my ability to bring people together to accomplish our collective goals taking the time to build common understanding and creating a culture of inclusive inclusivity and collaboration is how we will get things done in the sfa i pledge to find the greatest talent and allow them to do what they do best i believe in high standards that begin with me the leader quality is a must my transformative leadership and my ability to think in and out of the box will ensure existing strengths shine while creating new opportunities to reimagine the use of our current assets i believe that education in hawaii requires a balance of public and private partnerships that create the best use of those resources let's build the facilities that our students faculty and communities deserve mahalo thank you very much chad i think that completes the testimony members um just for a little background uh chad also known as kyoni is currently the complex area superintendent for the kauke pahoa complex on the big island he's been an educator for almost 30 years in the doe he's also currently serving on the school facility agency board is one of their five members notably keaney has extensive educational background having served as teacher vice principal principal and kaz all on hawaii island he also has worked with his family's construction company managing short and long-term rentals that they have constructed so i will at this time ask our members if there are any questions of any of our testifiers or of mr ferrius [Music] i have some questions um let's see of chad please chad are you there yes i'm here go ahead chair as far as the uh duties uh for the asset the duties and our sfa structure and your response to questions you noted the priority administrative positions that you are looking for this committee certainly recognizes the need for the administrative report and also we're very interested in ensuring that the sfa structure has staffing that is capable of completing projects do you envision positions such as a chief financial officer to be able to also handle operational functions serving also as deputy or chief operation officer yes sure thank you for that question um i recall extensive conversation with the sfa board on this exact position we're hoping that this position can serve in dual roles acting more as a deputy um and we're comforted in the mlc that's in place um and i also recall conversation i'll have this conversation with the board about this position perhaps serving as an administrative services officer asl but yes it would be for the dual role thank you chad also i wanted to comment that you know being that the sfa is a brand new agency i think um it's critical for us to realize that the sfa would probably need to focus on some revenue generating projects at the onset to help us move along and accomplish what we are looking to do so with that in mind um and you are currently a member of the the uh board how um have you prioritized what the development of teacher housing or what their priorities are going to be and how do you see that [Music] how do you envision teacher housing whether it's here on oahu or on the neighbor islands and thank you for the clarification between oahu and the neighbor islands i think teacher housing has emerged as number one priority for the sfa board we're very fortunate to begin to look at various structures mainly in honolulu county around uh permitted uses um exceptions permitted uses for for different housing structures uh currently we're looking for the solution the most attractive way to um to get private partnerships involved with us while also maintaining uh teacher housing that's cost effective and that ensures uh quality of life for for our faculty our staff and our teachers and notably that these projects will look very very different in the urban and rural setting having visited well having served here in kaukau pahoa and having visited hana moloka'i these will take unique solutions quite notably the housing structures on kauhana and schools like honoka these rural areas where teacher cottages are maintained on doe facilities i believe for our rural areas that is where we will begin and start to branch off all while looking in our urban setting for projects that are attractive to investors to first start our private partner a private public partnership in teacher housing thank you chad as you noted in your response to the committee many of our school facilities are aging and in need of repair replacement one criticism of past efforts to improve our campuses is that it is typically a piecemeal effort upgrading or building one structure at a time do you anticipate that sfa will be handling things differently uh yes um the answer is yes in having having served in the dlv for 30 years being very very fortunate in my early years to help in the design and construction of both the keal high school and keaau elementary campuses just it was a tremendous benefit to me seeing how these projects take off how we work with private developers like shipment corporation how we um engage in the process of government bonds et cetera and and then the next 25 years in my career seeing us create lists priority lists and doing read priority lists and repair every year re-prioritizing on what's on that list has resulted in piecemeal construction one building here one building there felt like trying to appease certain communities in time at the time to calm them down never ever getting to the data driven um results that we're looking for so my my hope for the sfa not my hope my goal for the sfa is that we look at data collaborate with communities collaborate with principals collaborate with state leadership to build the facilities that are that our students deserve also notably in looking at some of these tough conversations around building schools in areas of growth have have turned out to be very have turned out to be the easy conversations what we haven't talked about is areas where there is low growth how do we reimagine those facilities to reuse them for community support for wraparound services for multi-generational activities and i believe that's the strength of the sfe and the beauty in this legislation well thank you for that that response of pioneer because another aspect of the sfa is that it is empowered to look at school lands as assets to both the school and the dewey at large there may be instances where redevelopment serves the greatest good for the state so how do you foresee taking on this part of the sfa duties yes um so i believe that question and the structure of that question is exactly why i wanted to be on the sfa board and now that question is what excites me most about the ad position um serving in the deal we having served over the last 10 years and specifically last six years on a committee called the committee on weights committee on weight statutorily has to me every two years to come up with the formula of one what is the value of one student based on the amount of money in the department and the toughest question often brought up to the committee on weights is what is enough or what is not enough or what is too small um to stand on its own and so though the value of one one is roughly around five thousand dollars per child with with exceptions made for gt and ell and and um economically disadvantaged the struggle is when we have campuses that are 60 70 80 years old that's not factored into the formula principles do their best to make ends meet for these kids and we've never factored in the cost of operating these facilities and i looked at it on a case-by-case basis usually 10 to 15 schools asking for extra money an exception to the wsf to maintain their facilities or keep their doors open certain schools in the state of white are too small to stand on its own and deserve an exception because of their geography and the distances students have to travel but others are not so we have to have the courageous conversation what do we do with those properties when you think of it as one property might not be as daunting when you start to look at 380 plus properties in the doe over 4 000 acres and the average facility age is 65 years old it can be very costly so the sfa will tackle those conversations do what everything we have in our statutory obligation to do it and engage the doe on the conversations that are not is that your question yes it does thank you chad uh members i've just reminded you that the school facilities agency will be tasked with building new schools building new uh buildings at a an existing school but the day-to-day r m uh will still uh be in the hands of the assistant superintendent of the facilities who is currently uh randy tanaka who's in the audience today and with that members are there any further questions senator kim thank you thank you mr freeze appreciate you being here to and willing to serve um so are you gonna be working out in honolulu or on the big island yeah as we stand up this agency um not knowing exactly where we're gonna sit but with the reassurance of the moc um we'll get off the ground in in my current hopefully with the mlc in my current office as i transition to work on those projects in maui and oahu so specifically will i reside on oahu immediately probably not but the work will be on oahu and that will be something that has to be um moved on very quickly so yes it is the intent to reside here at some point in honolulu yes to work out of honolulu right okay um because while of course our neighbor island a very important facility is important the bulk of it is here on oahu and um so one of the questions i have as you looking at the new schools and i i i guess i'm confused with the r m for the older schools but you know there's this competition it seems on getting all the new schools getting them state of the art and yet a number of our old schools you know have been around for so long and their electrical wiring is owed i mean senator michelle kidani and myself are both graduates of farrington high school and you know the buildings there and the pool that is out of out of service have been there when we were there and so it needs a lot of attention how do you how are you going to balance um the needs of a number of the older schools with the new ones and i think that's a very fair question that's an excellent question especially after senator kidani pointed out the difference with rnn and cip so this statute when we look at new schools those schools that we've been talking about about on the ewa plane needing five new elementary schools for this year in the house bill that just crossed over to the senate uh elementary middle school in central maui and a new high school in kapolei etc so those are new facilities on on state lands that either we have title two or we'll be seeking title four the sfa does allow the law does allow for new construction on older campuses uh new construction of all their facilities re-imagining of those facilities looking for new uses uh both school and community and maybe even income generating on existing campuses so if we're looking at a school like farrington in need of uh buildings or or what what may seem like rnn it may not be it may be new construction all together to lengthen the capacity and the life of that campus and to increase the capacity of that campus so it's not just the repair of the pool the sfa's authority would be in building a new group well at this point the plans are to move the pool eventually i don't know if we'll ever get to it but to put a new gymnasium new buildings and yet that plan has been on the books for a while now what is what is the average cost of building a new school from scratch like a new high school from scratch yeah i'm not sure there's a there's one statewide average the cost of construction varies from island to island i do know the kihei high school build is in the 250 million dollar range just looking at that project so the presumption would be that we would start there the capacity and the size of that school would matter also well my understanding is more like 300 million dollars for that school and that it's not an average cost so again is is that kind of decisions going to be made like do we look at what it costs to put a school in or it doesn't matter what the cost is as long as you put it somewhere because then it impacts every other school it impacts the money that's available for some of the older schools that would need some of that funding and not only for the new buildings but all the all of the bells and whistles that are going into the new schools as far as the technology and the old schools don't have anything right so yeah point taken to answer your question no there won't be a frivolous spending or a no no matter what it costs approach from the sfa we will be looking at the most efficient means in developing these schools and the most efficient sites i do know of certain projects on the books have spoken with cases and principles about schools being built in one area and sort of leapfrogging the other schools so the students would pass an existing school to get to a new school that wants to be built i believe the sfa will attract the talent work with the doe to talk about um how we build these schools using what we have in our authority but engaging the deal with what they need to do in their authority which comes to boundaries and uh different geographical um boundaries for schools and looking for what makes sense looking to what makes the most sense but you're right that type of coordination um has has been done it may have been done well in certain projects and not so well in others and it's usually when we start talking about what do we do with our aging facilities people and the community automatically think a school closure or a smooth consolidation and that's i mean that's though that is something that might might need to be addressed at certain points oftentimes it's not how do we reimagine the facilities we have co-locating these facilities attracting uh private partnerships and other government services to co-locate on our campus to make it feasible to keep these campuses open okay finally what is your position on portables it's been my whole life here on hawaii island we're so fortunate that we have that ability i'm thinking of 2015 when we had to temporarily move kyonipoko elementary to chiao campus so i guess my answer is i love portables for the purpose it's served for the purpose it serves but they should be temporary facilities and what is temporary for a portion should be temporary right what is temporary what's the time frame that considered temporary because i know we have portables that have been there for 20 years if not longer is that affordable temporary well so i wouldn't say 20 years is temporary again um i do know there are certain existing circumstances that have kept portables open i'm not a fan of portables i taught out of the talk out of them for quite a number of years and so no in the case of kyoni boko work we had it for a year and it went back that was very costly i get that and we kind of had a fema blank check at the time maybe not blank check we did have some fema assistants at the time so we're able to do it um i wouldn't want to see portables used for longer than the construction of new facilities so is it your intent then to review all of the portables across the state to see how long we've been there and that if they've been there over a certain period of time shouldn't we be considering what's alternative should it be a permanent building or i mean again if we're not going to analyze it if we're not going to look at it you're going to build it and forget about it and justify the that you know we're going to have all these portables that have a beach and every place else and then you know while we await three new schools that we don't know when it's going to come online mine so so fair question fair question and no it wasn't my intention to do that at first but uh since you asked that question it will be front of mind in asking those those questions about portables again i feel very passionate about it i love that it served this purpose when we need it and i have the experiences of teaching in there and the discomfort of of what that looked like for me and my students so it will be front of mind and i will engage the randy tanaka in that conversation and use and leverage those numbers to help us get our new construction done quicker thank you yeah i agree that there's use good use for portables but it is considered portable temporary and it's not supposed to replace something permanent thank you right thank you for your questions thank you senator further questions [Music] yeah senator kim my dad said temporary permanent um so we have in campbell right now temporary permanent classrooms in there for over 20 years my thing is when the doe chooses a site to build and this is with whole appealing let me go to appeal first hopefully started the development and they were supposed to start on alum farm side by kahimu hala that area that they're starting kind of moving movement now the reason for them going where they went was because they said the infrastructure was there already and they built honolulu middle school okay it's fine but in that time and we was waiting for a new high school location gentry built 78 to 80 homes on the lot that we thought it was the blast zone that they wasn't going to build anything there so when we asked the doe about this property we could not build a school there on fort weaver road because it was considered the blast zone we in honolulu westlock would blow up what i'm asking this is because kihei right now has a school that is being built or being built on on a property that did not meet the doe standards but it went ahead and started it anyway so can you can you give us an idea of what is the standards that that a regular school that is being built by the dewey have to have the minimum requirements do you know yeah so i've read i've read numerous studies that suggested a high school should have 50 acres or 55 acres um et cetera those studies have become sort of obsolete we've we've looked at models around the country of vertical schools with uh with a much smaller footprint if that's what you're asking um in terms of of kihei high school i don't know the details i i don't i don't think i i want to know too many of the details except to learn um from what was done so we don't do it again i think the beauty of the sfa or the legislation that that has created the sfa is to create that layer to really ask those tough questions to come together with developers private public partners and communities to ascertain what they need and want for our students and i think maybe that's i don't think maybe i know that's where we have gone wrong in the past while i want economy of scale while i want to look for the most efficient product uh but most efficient ways of building schools i do understand the need to engage communities so that we have the schools that they want to need um yeah so no i i think we need to look at various uh we need to look at a varying degree or varying type of models that is not not just hawaii based what we did was we looked at the successful schools and we tried to say if waikia and kea ao and and farrington have 40 plus acres that high school gotta have 40 plus acres of land so no i think we need to engage conversation around that so we can start building these projects that make sense uh just looking forward um letting you know i mean we're the largest school in the state of hawaii and we're not anywhere near in not growing so i like the idea that you open to private partnership and other things because i know we're not gonna ever get another 37 million dollar building so i threw this a lot over the cages and principal lee and other people in the community suggested the same thing over the last 10 years we have a library that is on our property that we want to start the conversation in swapping private partnership uh dissolving the library giving it to the school at campbell high school because the library is very very underutilized and the students only have certain time to use it they have to come with their own um which kind of they have to have their own uh librarians and they have to have their own time so i hope you're open to that and and going forward um please start the conversation with um principal lee another one is that we have a big community park across the street that is very very underused going forward if we could stop making a conversation that if we can acquire that maybe a um moa just between 5 30 or 5 in the morning to six o'clock at night so the school can use the facilities because we have no tennis courts we have no place because they're going to start fixing our football field after 50 years of the school you're finally gonna have a new football field so the football player is not gonna have any place to practice so this is something that i think we should start the conversation now before december come and we have no place for our kids to practice football because illinois is already working on the fact that they're gonna have their sixth grade win so i ask you if you can start these conversations i really appreciate it thank you for your time chair thank you uh looking forward to working with you closely thank you thank you members if no further questions i'm going to ask for a short recess calling the committee on education back to order members thank you the the recommendation of the chair is going to be to defer scr9 sr3 based on the testimony of the legislative reference bureau any questions thank you and for gm 751 recommendation of the chair is to advise and consent to the nomination of chad um farias to the as the executive director of the school facilities board members questions if not chair votes eye chair recommends advise and consent on gm 751 uh shareholder vice chair votes eye senator de la cruz excuse senator canoha senator favela all right four members all voting i one excuse recommendation is adopted congratulations mr faria this meeting's adjourned you

all right good evening everybody and welcome to the ninth grade family course registration night my name is tom sadiq i'm the principal of the high school i'm here with some fabulous people who will all introduce themselves now hi i'm nicki grimacki assistant principal hi there welcome my name is sam camera i am also an assistant principal and i am ella stocker i am the librarian at the high school these are some folks who will all be getting to know the next four years right now we're going to talk to you about the registration process so we can get your students all ready to enter the high school so we're going to have a slideshow and go through all the slides and at the end we'll be able to answer any questions that you may have thanks for joining us this evening taking time out of your busy schedule okay i'm gonna just get the slideshow up here and then i'll take us off the screen so everyone can read this properly so again good evening so tonight we are going to talk about everything you need to know relative to your children registering for courses in ninth grade so the purpose of this evening is to discuss with you the four by four block schedule and answer questions that you may have about that how to access the videos that were made by the department heads explaining the ninth grade classes we're going to talk about elective opportunities at amherst high school as well as the registration timeline so the 4x4 block for for some of you you already have children at the high school so that you're pretty familiar with this uh for others this is brand new and so for us as a school we're actually in our second year of this block uh well first years as the 4x4 when we um last year we did a modified block um but what we have decided is you know the importance of students having fewer classes at one time so the way this will work is your children will select two semesters worth of classes so so we call it four by four because there's eight blocks to fill and i think this will become clearer as we go through the presentation so within the school day we do run those four blocks we start our school day at nine o'clock uh our second block b block begins at 10 25 and then embedded in the c block is a 30-minute lunch so based on the course that students have we do this by departments different departments eat different lunches and we have we operate um on day schedule quarters and so every quarter we rotate that so that students uh have you know the opportunity for different lunches some you know throughout the year they will probably have different lunches then we end the day with our d or then our fourth block is our d block and then we end the day by rotating each day of the week students go back to one of their four classes um and that is what we consider our plus block and i can discuss that in more in more detail as we go so a sample ninth grade schedule uh for semester one a student might have english science math and then for 45 days the student would have their required health class and then they would uh get an elective that would offset that 45-day elective and then the same type of configuration for semester two because we have eight blocks um most students will have five core academics so that's the math social studies science english and world language and then that leaves the opportunity for multiple electives so um one of the benefits of this 4x4 block is that students get to take many electives and try different courses in engineering the arts computer science and so far the feedback on that has been has been excellent and so a lot of questions come up about the 4x4 schedule and um and again because many people in our you know this is only our second year um you know several about the schedule so one will be how are the electives offered and i just spoke to that most electives are going to be 45 days 60 hour courses and it allows for students to really sample and try lots of different courses for many many years prior to the block amherst high school used to have directed studies embedded in the schedule we no longer have those so students will be in classes for the four blocks however as i mentioned earlier we have this class at the end of the day called the plus block and what we found is that sometimes students who are absent and they need to um make up work or students who need extra help with their teachers they're actually going to go bl go back to the plus block for the courses that they already have so instead of having a study hall with a teacher who might not be their own instead they have this mini 40 minute period at the end of the day which is like a study hall and yet it will be with their actual teachers other questions that have come up for students with ieps the way we do academic skills for most ninth graders is we actually offer it as a block during the day it's so far been successful in helping students transition to the high school it's time in the day for them to receive their related services and it's also time for them to connect with a special education teacher who in many cases will be their liaison and to get extra help and support with their high school classes so most courses in the high school run uh 90 days one semester however it should be noted that there are some classes that are year long so they are double blocked some of those include algebra 1 topics in mathematics and ap bc calculus there are some courses that run three quarters of the year such as our a b calculus course and our ap statistics so that's the whole first semester and then it's another quarter in the second semester leaving anot uh yet another quarter for an elective for families and students that might be concerned about continuity it's certainly an option for students to request to double up in uh in different areas such as math and world language so students will be permitted to request those additional blocks and um based on our you know our enrollments we'll do our best to accommodate those requests so here's an example i had mentioned that for example algebra one is such a foundational course in mathematics that students coming into ninth grade who are scheduled for algebra one that's a double block so we wanted families to see what that would look like so they would still have they would have the math all year then they would have their other core academics and it still leaves time for multiple elective opportunities for students on ieps who have academic skills here's another example where the academic skills as two semester courses or year long still allows for ample elective choices so we thought that even though your your children are coming into ninth grade it's still worth noting some of the opportunities that we offer here at amherst high school that we're really proud of and really helps to engage the students and give them a well-rounded experience we have many students who choose an alternative learning program as part of their their program sometimes in ninth more frequently in 11th and 12th grade but students are permitted to do community service for high school credit some students especially older students choose to be teaching assistants and they contract with the teacher to do that and many students who have interests that they want to explore more deeply can receive credit for independent studies additionally every student in the high school is placed into an advisory those advisories meet once a week on wednesdays and there's many different activities that are led by students as well as faculty during advisory time in addition it's a great reminder that we have 45 sports teams we have 40 clubs and then we have our ensembles and you know in our performing arts and music department so there's many opportunities for students to be involved in the high school outside of just their eight blocks so the registration timeline as you'll see those events uh in march have already occurred and here we are on the third bullet march 30th is our course registration night and then on april 8th all right so after tonight hopefully you feel more comfortable helping your children choose courses april 8th course registration closes and then from april 8th and april 11th the counselors will help with students who weren't able to meet that deadline or really have issues or concerns that need to be addressed before they feel comfortable submitting their registration and then we have a verification period so between april 25th and april 29th you will receive a list of which courses your children have elected for ninth grade and it's a chance to make sure that there aren't errors or mistakes or if we have new information from when they originally requested courses you have an opportunity to change it and then on april 28th students are going to get an opportunity to come to the high school and visit the high school in what we call step up day here at amherst and it's a really nice chance for 8th graders to experience a morning at the high school engaging with high school students so yes we are excited to welcome the class of 2026 to the high school and at this time principal sadiq and i will answer any questions that you might have with the idea that um now you know after our presentation is really a nice opportunity to go in and look at the departmental videos which ms stocker has posted here on the stream yard so there's the link for you to independently explore the the videos that each department made all right thanks mr mackey for that now we're just gonna wait to see if we have any questions from our families just put them in the chat and then we'll do our best to answer any questions and if you have some a question here we go who do we go to with questions i think it will really depend on what your question is a lot of questions can be answered by our guidance counselors of course tonight if you have any specific questions we have to do our best to answer them i think it really depends on what your question is yeah and in many cases our middle school counselors also you know our middle school staff have a lot of experience with this so in many cases the middle school can also answer your questions and i was just going to add that in the slideshow with the videos from department heads that mr mackey just mentioned there is also a link to a google form that you can fill out with questions and that google form goes directly to those department heads and they'll be able to answer those questions directly and their email addresses are also right on those slides there's also a way to get in touch with them directly thanks okay how do we go about language placement so if your child is taking a language at the middle school and they do well in it then they will go to the next level at the high school there's also chances to do placement tests mostly the placement tests are done for students who are transferring into our district from another middle school or from another high school okay how often are languages run for the full year you know concerned about loss of language skills not practice for year and a half for half year so there are is an opportunity for some doubling up like there could possibly be a chance to take level one in the fall and level two of a language in the spring it really depends on enrollment in the other class choices that your child is trying to get we are trying to also come up with other ways to provide supplemental supplemental material for students to access in the in the in between time of languages and math courses as well those are the two biggest questions we get about the potential gap of time in between so i'm definitely working hard to figure um out more ways and more opportunities for students to stay current or up to date with their language or math class okay we're curious to hear about the honors curriculum how do we decide if our child should be in honors how many honors classes should a child take realistically so some of the recommendations for honors classes at the high school be made by their current teachers at the middle school and then in some of our classes like the english class for example and many of our language classes you have the option once the class starts to decide if you want to do the extra honors work or stay with the college prep work um i'll oh go ahead go ahead okay um i'll also add that that's actually one of the benefits so we know that there's you know pluses and minuses to this block schedule one of the benefits though is that in the past students had seven courses at a time so if students wanted to take honors level in multiple curricular areas they they were balancing seven different classes in this schedule most students will have three core academics in one semester and two in the other so i actually think this schedule provides more opportunity for students to take more honors classes if they're taking let's say three of their five classes as honors and they all end up in the same semester those are things that we can try to balance in the summer i'm one of the 12-month employees so i'm here all summer working on schedules and so we do go through each schedule by hand and really try to balance those if we can um so i would say that it's a little easier those of you who have had children that had the seven blocks at one time i actually think the feedback's been that students feel because they don't have the classes all at the same time that it's easier to take more of the honors classes if that's what they choose to do replacement test for heritage speakers uh yes i believe there are placement tests that would determine what level would be the most appropriate one so you know we do i'm fortunate to have a lot of folks who their first language isn't english so we try to offer you know challenging courses for everybody so there would be an option in the summer to take the placement test before we finalize the schedule [Music] falling behind and doing more poorly in their math and language classes under this policy so again this is to be kind of we get the first couple of years that we've done the block schedules there's not a whole lot of data i know with the plus block and the work that students teachers are trying to do now to catch students up i mean it's something we'll continue to look into so one of the also one of the challenges coming up with the pandemic when we went from remote learning and things were so much different to now being in person honestly it's going to take us uh unlike maybe another year to really get some quality data to find out if this what kind of impact it's having we do understand that there are there is a potential for students to have a significant amount of time between math classes and language classes so that's why we're also working on again ways for students to stay up to speed with the math not to lose too much of what they've gained so yeah signing up for the classes believe the the link is in the chat and will also be provided excuse me one of the things we wanted to do is to make sure that you got the information tonight from us and then there will be more information sent to you with different opportunities to start to register for classes and the timeline will be sent out again and middle school counselors will also begin in touch with folks to answer questions and to help with registration uh the honors recommendations generally do go to the high school [Music] and if there is a place on the forum i mean you can request any classes that you want really and then we'll there's a verification time like there are some classes that have prerequisites and if questions like that come up once we review the schedules the guidance counselors or admin from high school get in touch with you to verify a few things and clarify any questions that we have but a lot of the recommendations will come from the middle school to the high school as well um i just wanted to mention too um the the way this evening is designed was for us to kind of introduce you to like how many courses each student's taking i do think if you watch the departmental videos and then there's a place where you can actually pose questions about specific courses i'm available sam camera who does the scheduling is also available you should feel really free to reach out to us directly but i think once you watch those videos it's going to answer a lot of the questions that are coming up here so doubling up in math and language in the same year again there's no guarantee but you can request it and again we'll try to do our best to honor those requests there's a lot of different variables with creating new master schedule every year because based on requests so it's not only going to be the request of your child but also the number of sections that will be able to offer so it's hard to say definitively right now if that can happen or not but we'll try our best to honor those requests uh that's a good question i mean now that things have loosened up and i'm hoping that the code numbers will continue to be low we will think about ways for students to families to visit like right now as mr maggie said earlier we do have a step up day planned for eighth graders but if families want to also come and visit we could definitely figure out a time i mean over the summer there are other programs in summer school going on in the school but it may be less challenging to figure to have students come and take a tour over the summer than during the school year while school session so let's say right now we can try to figure something out for the summer one honors and a math elective miss chromakey yeah so we have so the algebra one is year long um the middle school everything really depends on which math course um your child is taking now in the in the middle school or if you're coming from another school we do do math placement exams if your child is coming from a different school and then we work really hard to allow students who are trying to get to calculus before senior year to double up and have multiple opportunities we care very much about not tracking students in math we want to have multiple pathways for them to reach calculus and beyond so while i can't specifically answer the algebra one and math elective um you know that's something i you know we could take offline and look at your child's individual situation and sometimes there's a little lag up there we go okay have outcomes on ap exams change since the change to the 404 block so last year we were in a different version of the 4x4 block and students took ap exam so this will be the first year that we've been in this version of the block schedule that will have ap exams so honestly we'll have to wait to see those results and then compare them to past years to be able to answer that but this is one of the data points we'll be looking at in terms of how much impact we think the block schedule if any has had on students learning um also in our high school some of the ap courses if they're double blocked they're actually they're gonna have more instructional time than they had in the seven drop one schedule additionally at amherst high school students can take ap courses and they are not required to take the ap test that's different in different high schools but we do not require students to take the ap test they're encouraged to they're prepared to take it but they they are not required to so we actually have a lot of courses where students don't actually take the test um and there's been you know there's studies you can you can go online you can google different schedules and what they find is that that the real predictor of academic success is not necessarily the schedule um the 4x4 became very popular in the late 90s and then it's really resurfacing again uh based on the you know after the pandemic or you know we're still in the pandemic but there's nothing that suggests that 4x4 block schedules have a detrimental impact on students even as they look at those gaps they actually find a lot of the benefits from students having multiple opportunities to study to have different electives in their schedule as well as doing better on the fewer courses that they have at a time all right thanks for that so the question is if a student takes an honors level class and figures is too hard then what does it look like so part of the answer that question is going to depend like in english class for example when honors is embedded within the college prep class there's not really a big detriment to that they can just decide that the honors work is a little too much to do and they would just on their transcript it would just be reflected as a college prep class of seven honors some other classes it may take a little more schedule change we do have an ad drop time that we try to make these sorts of change because chances are it would mean a major change to their schedule because not every block has like if they have b period honor honors algebra there may not be a b period college prep algebra so it may have to go to another period which means other classes would need to be changed so a lot of would depend on the class and the timing of it you're muted ella can't get through a meeting without somebody being accidentally muted um i just want to point out that somebody in the chat just mentioned that the departmental video link is not working for them so i am double checking that it should be working i did check it beforehand and it was working but um if anyone else is having some success if they would let us know in the chat that would be very helpful so one cause working for somebody else so christina if it's still not working for you feel free to reach out to me directly and i'll find you like a pdf version we can send you thanks all right let's see if a few more questions pop up so again if more questions come up that you think of after this is over please don't hesitate to reach out to us and as mrs gramacki mentioned the middle school is very knowledgeable of all of our procedures as well so you can start with them or you can reach out to us and we'll do our best to answer any questions that you have and ella would you mind putting um my email as well as miss camera's email in the chat so that again if tonight people didn't feel like they got the answers they could write to me or miss camera directly and we can respond all right so we'll hang out for a few more minutes and see if there's any more questions yeah i thank everybody for joining us i know everybody's schedules are really busy and spring sports are just starting some people's dinners or sometimes a little bit later now here we go any guidance on kids switching from french middle school to spanish as a freshman it's generally not a problem yeah it that's no problem students can start a language brand new in the middle in the high school or if they've taken a couple years of it at the middle school then they can start at a higher level at the high school it's really up to you and what you feel is best for you and your child it's definitely no problem to start even if they you know if they've done two years of french then wanted to start spanish brand new with spanish one instead of french two at the high school they could do that and then most state schools only require two years of a language some of the other private schools require three sometimes four years so the depending on you know if you do two years of spanish at the high school and then in 11th grade your child decides they want to try french they could do that as well i don't want to depend on kind of where they're at time yeah i don't want to ignore this question about the difference between geometry honors and algebra honors so first of all we have algebra 1 which is a year-long course and we find that when students come to the high school and they haven't yet had algebra because passing the math mcas is a graduation requirement we double block the algebra so that students really have a strong foundation and plenty of time to study algebra we so it's algebra one and then we have a geometry honors course and many students who completed algebra in the eighth grade will come into ninth grade and take the geometry college prep or geometry honors course so um so i'm not sure how to make the distinction because they're two different content areas obviously algebra and geometry so i would encourage you to watch miss moody's uh video miss moody's the department head for mathematics here at the high school and if you continue to have questions about the math i encourage you to reach out to her directly or you're welcome to email me and i will work to make sure you get a personalized response i said correctly kids take five quarters of last year it can seem to take two core classes in the fall and three in the spring so it really depends on the number of sections that we offer so now i think we signed social studies in the world language are the five core academics we're speaking of and again it will just depend on the number of sections that we offer of each of those classes and it's all based on enrollment so it's hard to say we try to have it balanced so it's three and two but it's not necessarily always three in the fall and two in the spring and we're trying to balance the schedules it's definitely trying to get the three and two this means again sometimes it works out during the spring during the fall or three spring and two in the fall vice versa all right let's um so there'll be information coming out about the spring musical here now we're trying to offer allow more folks to more audience members this year than we have in the past so there will be an opportunity especially if some of you i'm sure hat may have students children already at the high school maybe in the performing arts program definitely a chance to come out i think opening night is next thursday thursday friday and saturday it's always an exciting time of the year all right um i think ella can put the links back in the chat for everybody i know with all the questions i think they were in that one point with other questions probably near the beginning of the stream they're actually in the description box right below this video rebecca so if you just want to take a look right below where the video is you should see a link to both the slideshow with the videos in it and then also a link to course registration directly um there was another question um oh until after apparent teacher conferences uh no i would say pl you know especially because a lot of the choices are going to be the electives it's a nice opportunity for students to select those um the reality is is if if you're if you make course selections and then something drastically changes up until the summer we can make a course change right so well we don't want to do that for you know everyone because it would certainly throw off our master schedule um if something compelling comes up in a conference and you need to make a change we absolutely can change that and then there's also the course verification process that allows you to see what students have put in and also for things like english those choices are made once school begins because students are in the same classroom and so that's not a decision that has to be made right now students can make that choice in the fall all right i hope everyone's gotten all their questions answered at least for now and please reach out with other questions i'm not sure how long this was scheduled for but i can hang out for a few more minutes let's see if the questions come to mind all right well i think that that oh here we go thank you i'm glad it was helpful thank you for joining us again i know it's seems like doing these evening things it's convenient for some but at the end of a long day sometimes you know it can be hard to even make this happen i'm glad that everyone who's here with us was able to join us hopefully it was informative and this is the beginning we'll be getting to know each other a lot better over the next four years and we'll be sending out more information about upcoming opportunities or ways that you can learn more about the high school and look forward to welcoming your students to us in the fall oh here we go all right actually many people are leaving which is fine but there is a question about the um sample schedule so maybe you tuned in late but that is on um ella will will our powerpoint be available so that they can go back and look at the example schedules and again i'm glad someone made that note on our example schedule we put three in the fall and two in the spring it could very easily be the opposite yeah and i'll just note that um i can add that powerpoint i'll add it to the description box it's not in there now but right after we get off this call i'll be able to add that in there um and we can also add a link to it within that slideshow so it'll be in two different places but folks to go back and look at that powerpoint again thanks so uh so time for socializing and recess we don't have an official recess at the school we've we've thought about trying to figure out a way to fit recess in think it's important for students to move a lot of socializing does happen during the lunch blocks and students do get a chance to connect during the passing period it's five minutes in between class we encourage students to walk and talk so they're not going to be late to their next classes but the socializing most of it does happen during the lunch time and also during the plus block at the end of the day if students because it does rotate they don't necessarily get to see students who don't have class with like on mondays right now a period is the plus block at the end of the day tuesdays b period wednesdays is advisory thursday is a c and on friday is d period and though during those times they can get a head start in their work or they can socialize a little bit with students but yeah that it mainly happens during lunch i'm going to be getting in that into school as well right i can't see how many people are still with us there are any last questions like to try to take them now if not i'll get on with the civil knights all right well again thank you everybody for joining us hopefully you got a lot of good information from tonight and again if you have any questions don't hesitate to reach out and take care

well good evening everyone and welcome to this special board meeting of the board of education for the azus unified school district on march 29th uh 2022 uh we will go ahead and call this meeting to order at 7 p.m and we'll move to 1.2 which brings us to our flag salute let's stand for our flex loop we will then move to a roll call board member rodriguez pena president board member beau here board member cruz gonzalez here board member adianas president and i board member grier i'm also here next we move to item two point area 2.0 and specifically item 2.1 which is the approval of the agenda is there a motion to approve the agenda make a motion to approve 2.1 second moved by board member rodriguez pena and seconded by board member adianas any discussion hearing none we will move to a vote and the motion passes five yes uh to zero we will then move to area 3.0 and specifically item 3.1 public comment on agenda or non-agenda items this is an opportunity for the public to address the board of education on agenda or non-agenda items individual speakers may be allowed up to three minutes to address the board of education on any agenda or non-agenda items when the public wishes to address the board on an agenda item they may fill out a blue card stand at the podium or raise their hand while in zoom attendance the board will take blue card requests first followed in order by speakers at the podium and then those in zoom attendance i do want to just just remind everyone of of a couple things one please keep a close eye on the three-minute timer that you have during public comment um it's it is it is not um the most pleasant thing to have to interrupt you um if you pass beyond the three-minute threshold but i will do that and i apologize in advance and so again i will ask that you please keep your eye on the timer um so that you can stop yourself and i don't so the end of that i don't have to um also i'll want you to take note of the fact that at the 20-minute mark there is a board policy which will allow us to which would require that we vote to allow for public comment to continue i am going to we're going to say that at the 20-minute mark we will not take any new comment requests meaning if you have submitted your comment ahead of that 20-minute mark and you got your comment in then the board will vote to to receive those comments that came in prior to the 20-minute mark but if you uh come and try to put in your comment after that then we will not be receiving that comment taking new comment requests at that time so i would ask if you do intend to to make a public comment tonight ask that you submit that comment uh either raise your hand and zoom attendance prior to that 20 minute mark or submit a blue card uh prior to that 20 minute mark to to ensure that when we vote that you would be included in on that vote uh the last thing i'll i'll say before we move on into this into public comment is that the format of our meetings do not allow for for back and forth dialogue instead there's public comment on the front end of the meeting and that is the opportunity that you uh the public have to speak into uh the meeting and share your perspectives and your comments and so i know that at times there are comments that come out in the during the meeting um and and i'll again apologize in advance um we won't be engaging in dialogue uh once we've passed really at any point but after we've passed the public comment portion of our meeting um then the the meeting is a is a public meeting between the board of education and so there will be dialogue among the board of education but there will not be dialogue back and forth between the board of education and the public and so just want you to be aware of that as well with that said uh we will begin uh with our first commenter uh this this evening um jose padilla thank you my name is jose padilla and i'm here as an advocate and proud parent in support of dalton elementary school and reside in the rosedale portion of azusta for some further context one of the attractions for moving into those approximately 1200 homes was a promise of an elementary school as an anchor point to the surrounding development in light of that never transpiring my family as well as others reached out to the team of educators at dalton elementary and found their comprehensive approach to be what we were looking for up trending academic performance full processes and a caring and engaging team all quickly became a factor for my my household specifically and apparently decision makers as well to the 10 of them spending seven eight million dollars taxpayer dollars on renovation recently the notion that this is a school in discussion for closure at this point reeks of ulterior motives and lack of transparency at best you can imagine that even the idea of closing dalton disbanding a well-performing team of educators and potentially squandering millions of dollars already spent in the is a good way to activate those residents of those 1200 homes taxpayers and voters within them who were already shorted to school let alone potentially on path to lose another one nearby full performance and engagement at a school in general is something that you haven't even tried to highlight as part of your process thus far showing exactly how out of touch you are with the parents on the ground time does not come back for them and their children and many parents have decided dalton is a better school for them right now as an alternative the idea of closures and possible manipulation of staff positions down to the down the line to address deficiencies does not jive with the parent they need immediate results you all behind the desks here can relate to this i'm sure someone some of you don't even have your kids participate in the schools you work for and preside over let alone and some of them some of you do let me say this clearly we currently have families that are closer to lee and some of the other schools that attend dalton because those parents believe that it's a better option based on performance growth in engaging teams and the taxpayer dollars that have already been spent and should not be wasted frankly we can all do better the team of board members superintendent ortega you can all do better and as parents of course we can do better as well i'd like to start that that emphasis by saying that i and as well as other parents in the you know in the adulting community thank you jose thank you your time is expired moving on we have joanne chiles hello my name is joanne style i am a retired teacher and spent 37 wonderful years teaching at charles stately elementary school i also went back after retirement to volunteer until coveted it all started in 1976 before a lot of you were born when i was a pen attending apc now known as apu and i was lucky enough to do my teaching at charles lightly school at my teach credential and my master teacher was mr joe rocha and i think you all know who he is i couldn't have asked for a better mentor to guide me while on my journey to pursue my teaching career i was so lucky to be hired at the same year at lee i misspira montes at that time was only 21 years old i have so many sweet wonderful memories while teaching at lee i often drive by the school and reflect on my memories that brought me so much happiness into my life we had the best christmas and sync with the mile programs and talent film that i actually documented on video which i like to watch that always brings such a smile and sometimes tears to my face when i watch those videos i see my former staff members that we have lost a lot of our school we have lost a lot of our staff members our school secretary mary garcia teachers gail ortega and recently jesus luna my lisco staff was like my second family who were there for me during my happy and sad times in those videos i see some of my former students like rose garcia and michael ramirez who are now teachers and i'm so proud of them now that i in my golden years i often look back and thank the lord that i was placed there to pursue my teaching career at lee elementary school when i heard that the board school board was revisiting the reorganization plan which means at least could be on the list of schools to close again it just broke my heart and i cried why it's such a perfect location conveniently located in the middle of azusa and right down the street from azusa high school to me that makes no sense and i pray that school board will make the right decision and keep charles day police school open i'm not here to give any other i'm more sentimental in what i'm saying healthy there's a lot of other things that are going on that i have from my school thank you so much thank you miss childs next we have sylvia gonzalez you may be sitting here asking where were we when this all started but as i always say to my son it's never too late and this is why i'm here my son was student of the month for the month of february and last meeting here a student from ellington was awarded for an essay he wrote and if i recall right a parent was recognized too from where ellington closing us down now keep in mind arrow highway people going to work coming from work tired on the phone or just simply rushing i had mentioned an accident that happened earlier this month on market and arrow now now i want to add the standoff that happened a few years back started at 4 am and ended up until 6 pm next to valley though why risk our children now what can you tell me about ellington's location oh this is my son joelle he's gonna i am to welcome starters today i wanna talk about third grade live next to my school i walk with my mom every day to school the area we walk through is safe if my school closes down i would be scared because i don't know the area that the new school is in i cannot trust the other schools personnel because i don't know them but my school knows me and everyone else my teacher is the best there is in the world i love my school i feel safe in my school and not the last meeting you said you you the changes are good and indeed they are but they are not always necessary keep my school open mr miss uh gonzalez um next actually let me just remind you before uh as nancy sharma prepares to approach the podium that we're about to halfway mark to the 20-minute mark and so just want to let you know if those who are just tuning in after the 20-minute mark we will not be receiving any additional comment requests submissions so if you do intend to leave a comment uh then you want to make sure that you get your blue card in as soon as possible or that you raise your hand in zoom attendance so that you can get on the list because at the 20-minute mark we're going to be voting and we will only be voting to receive those who have indicated prior to that 20-minute mark that they intend to lead provide a public comment uh mrs sharma good evening respected members of the board teachers parents and fellow students my name is nancy stamp and i am a student attending henry dalton element to everyone this school seems like the best school and the same goes for me dalton has given me memories i will never forget it has friendships i always remember and teachings that are on standby there's a saying by steve jobs quality is more important than quantity which is something i've learned at my school which is at the risk of posting i was at this school when i met my best friend and found out for my past reading especially the harry potters my school is the best because of my teachers that dedicates their whole lives into teaching their students i can't say that you won't close down not available but that's a tough one to follow huh all right good evening board superintendent and district staff listening to the concerns from parents and even students at various school sites over the past few weeks has made one thing very apparent our community cares and wants to be involved there are parents who prioritize geography location and student safety when they're choosing their schools so uh some parents value the programs and opportunities their schools some parents appreciate the staff and the environment that their schools offer as well there are too many reasons to list obviously there are great reasons for keeping schools open no one reason is better than another but what is not apparent and what has not been apparent in the last three years is what does the board prioritize after delegating a committee with a difficult task of sorting through all of the factors to consider when reorganizing i still don't understand or know what your priorities are i still don't know what framework you are working off of when you're voting on this issue and so our community deserves clarity on that issue so when you're voting i would hope that you provide that clarity when you're voting on this issue the consistent word i keep reading and hearing is capacity i'll just say this about that particular objective we're talking about children's education we're not talking about the best way to package soda cans so when making decisions tonight i hope you prioritize student learning and opportunity and not packing efficiency lastly i want to say how appreciative i am appreciative i am adulting teachers and staff i and a lot of parents do not live within the dalton boundaries but i chose to send my child to dalton and our decision was not based off of the school in our area in fact that school is great that school has great people but our decision was based solely on the people at dalton and the philosophy for which they actually conduct themselves i value how they challenge my daughter i value how they teach positive reinforcement i value that they focus on stem the extra distance that i have to travel to take her there is worth it and i know full well there are parents that also walk there and i know that dalton is also very important to them that they're also willing to walk extra to make it to dalton so i'll end with this when you vote tonight make your reasoning crystal clear on why you're voting the way you're voting our community deserves to know why thank you i'll just see that i just have a quick comment actually um i also am apparent to dalton i'm a parent of dolphin and i can talk hours about how much i love people frozen and of course oh he had other choices but i'm not going to do that i'm actually going to just have one thing which is finance one of the things the big big point of all of this has been about money and about you know of course the attendance and how many kids we have but sorry about it the um dalton has been significantly modernized we put a lot of money into the school and making it the best it can be and now it's back on the shopping block possibly over schools who haven't been modernized there's schools who are going to require you if you close dalton you have to spend a ton of money to bring up and modernize some of the other schools that aren't currently apparently being discussed i'm not really sure why but we need to look at that if you're gonna if you're gonna factor that in the money that it's gonna cost to bring other schools up to the level where dalton already is then you have to stay realized that it makes no sense to close down so thank you thank you next we have fran carruthers thank you for providing this evening for us to make comments about the school's closure my concern is what will happen to the site of ellington school is closed as it stands now this pool is the center of the community of 500 homes it provides green space an area to walk around with pets and children a park-like area for families to play sports at and support the environment with its landscaping what are the board's ideas for this site will it be abandoned will it be sold for high density housing will it become an attractive site for squatters some suggestions for repurposing the site would be to use it for an art school a tech center a charter school or lease it to a private school why did the board build a middle school on the campus since you had access to projected demographics it seems it was not well thought out if it is must close could you provide buses to take students to another school clark allen and arrow highway are dangerous street please do your own research on closing ellington school and not just accept the proposals made by someone that does not live or use ellington school thank you [Applause] next we have gloria romero good evening uh my name is gloria romero and i am azusa high graduate 1974.
