apply but one thing that's concerning to me is in the 368-11 talks about the program's activities that are state-funded those are the programs and activities covered but in the civil rights commission provided testimony last year for 164. they said two sentences one right after the other and in my opinion just listening to it and reading it they the first one or one of them is seems correct the other one does not and i'll finish with this one if i can find find it here this was in last year's testimony by the hawaii civil rights commission it says for the schools which kind of took off part of it it's referring to um schools which are covered by the ada that's a special education law as opposed to 504 protections for people students with disabilities it says this narrow exclusion for idea cases which is the statute of claims within the scope of the idea that's the purpose of this particular resolution as i read it this narrow exclusion for ida cases should not apply to other state programs and activities which do not fall under ida coverage this measure would grant hcrc jurisdiction over public schools for allegations of disability discrimination against students unrelated to the ida requirement of free appropriate free and appropriate public education such as the cases that fall under 504.

there was one more there was actually another one that i wanted to point out but i didn't take a picture of it so i don't have access to it but it was the sentence before the one i just read that um again one of them i seemed right and the other one didn't but the free appropriate public education the standard of my ida the standard is appropriateness it's subjective it's based on appearance and a teacher's decision what a kid needs that's appropriate id or 504 has a different standard and it's actually it's written really clear in our 368 chapter what is discrimination what is disability discrimination that's what we're working with here but when i looked at even with the um committee reports there's three different descriptions on what is excluded in the jurisdiction one said over programs or activities that are covered by the ida that's what was concerning to me as well um okay excludes cases within the scope of the individuals or the ida from the jurisdiction of acrc and the last one was excludes cases within the scope of the ida from jurisdiction of the hcrc that's what made it or not that didn't make it again we're using the word cases but the statute said claims so what is the difference and how is the hcrc gonna interpret it so i appreciate your listening but that's my biggest concern can you guys you know we need your help you know if um for anybody else i guarantee you there's other kids like my kid who need the protection of this song we appreciate it okay thank you um then we have uh jason uh in support okay that's all the testifiers we have on scr 129.

uh members any questions of your committee no i just want to announce that um senator miss alucho for human services is now present thank you uh so i do have a question for um mr linto and maybe for this works all at the same time here um so my understanding from the bill the bill that we passed last year forgotten the number is that hcrc will take hcrc has jurisdiction over education claims that do not fall under the idea is that correct ms okay i can't we can't hear you but i could read your lips sorry i said that's correct okay so so anything anything that comes that's an idea idea claim should come should be adjudicated by doe law okay um or what what claims do you think need to be brought the ones that are based on disability discrimination let me give you an example um there's an all school field trip meaning anybody can go if one child like my child necessarily happened more than once um was able to go but he was required to pay 200 extra dollars so he could have his own hotel room and other certain things and it took a lawyer to help me say that's discriminating has nothing to do with ida has nothing to do with the free appropriate public education but then if it doesn't have anything to do with ida idea then it goes to supply civil rights commission right well this is what the problem is when it comes to special education our doe and i'm going to say the hawaii civil rights commission as well they see any special and related um anything they see it as an idea issue go to special education and i'll give you the okay so let me just verify that with hcrc is that the way is that the way you view the claims that come out of special ed i mean are they idea claims are they another kind of claim well the claim that ms alente just um articulated personally i would see that as a 504 claim that would be within our jurisdiction i mean when ms alente says what we've been interpreting i i'm a little confused because we we don't have jurisdiction until july 1 2022.

so we have not made any determination from the department maybe a department of education if you could come up to grab a chair there if you don't mind so is your interpretation the same as hcrcs i'm going to ask actually our director of our civil rights party is that the split i mean the fact that this new the new law that we passed last year hasn't gone into effect yet but uh once it does you what claims are you expecting to have to adjudicate at doe yeah did uh anything that has to do with idea and program services has remedies built into our current processes but if it comes to the example that she just you just mentioned that would be 504 discrimination which goes to hcrc yes okay so i guess that's what so why is what's why is there confusion i i was uncon i was not confused when i came into the hearing now then i became confused go ahead pull the mic around yeah i'm not as quick as answering but your office is actually i've called them multiple times over the last i'd say 15 years and um they are able to decide all the time can they help us or not but initially it's always be special ed go over there you need to go over there so so let's let's back up to now then before the new law goes into effect what what's the split right now do you do you guys does doe do anything other than the idea claims well we okay and is that going to change is that going to change on july 1st no you'll still be taking discrimination claims but if they don't want to deal with you a deal is there an exhaustion or remedies or anything where they have to go through you first you can go straight to hcrc you have to go to just to kind of undo the confusion the children who get special education under iba they have an iep that's their educational plan you might see accommodations listed this person needs a mate on field trips okay you're going to find it on the iep with this field trip after school going somewhere it might be considered extracurricular in fact this one case in point is the secondary student conference the one that you all provide every year it's in your law he came right before the pandemic that's not part but he doesn't need that for a free public education i go to due process hearing they're not going to look at it because first of all it's discrimination but it has to do with the idea because he's a special education under ida but was it required under fate free appropriate public education right that's when that's a discrimination sounds to me like that's something the d.o.u would take up the idp indicated that there need to be additional supports in all the presidential services if it's a program in service or the department then it would be it would be it would be uh because it would be okay which i'm sorry so to repeat myself that either you could take it up or she or anybody could go straight to hcrc currently i'm not sure all right thank you very much thank you very much for your time all right uh recess for decision making okay recalling for decision making the joint committee on human services and judiciary 3pm calendar um scr 133 sr117 cherish recommendation is to pass with amendments we are going to accept the domestic violence um amendments except for the implementation portion and well we just the first one we're going to accept if they mentioned three potential amendments we're going to accept the first amendment which is to create the task force among those people we are going to extend the deadline from 2023 to 2024.

we're gonna um put in the committee report um the concern of vbac's limited resources and requests that they implement it within the resources that they have available and we're also going to put in the status of women's concerns in the committee report about filipino women being subject to domestic violence um more so than substantial domestic violence as stated in their testimony any comments violence in addition to hawaii commission on the status of women domestic violence action in the filipino chamber of commerce um again we're going to put in the committee report that we understand the vax limited resources and request that the implementation be within the resources that they have available um any comments questions concerns seeing that vice chair for the vote with all members of the community and human services president today uh we're voting on the recommendation to pass ser 225 and sr 218 with amendments any reservations or objections to the chair's recommendation hearing none the recommendation is adopted okay thank you uh members uh jdc members for scr 225 sr218 same recommendation questions or concerns signal advice sure members uh with six members present passing with amendments are there any reservations or no votes recommendation adopted hey thanks members next up is scr 129 this request the white civil rights commission to clarify claims within the scope of the individuals with disabilities education act so i'm going to defer this mr mrs linto specifically since you took the time to come down i think i hope the the bill that we passed last year that goes into effect in july will take care of the problem if it doesn't uh be happy to entertain assuming i'm still here i'll be happy to entertain any problems we might have next year but i believe that was the purpose of the pill was to try to straighten out that sort of uh uh just getting the jurisdictional lines correct so uh what we're differing okay thank you we are adjourned for the joint committee hearing on with jdc calling the joint committee on human services and education 310 calendar first up is scr one slash sr5 urging department of education to deploy and implement a program to recruit and employ qualified blind persons to serve as orientation and mobility instructors and in other positions as teachers of visually impaired students but before we go on i just want to make sure that everyone is aware of the members we have here for human services we have myself i'm senator missalucia and senator favela and for education we have [Music] myself senator kidani and my vice chair is in another hearing and uh senator senator kanuha and senator pavel here okay who are also supposed to be in another meeting so please don't okay so first up we have um james gashel who has been very patiently waiting his turn testifying for national federation of the blind of hawaii please proceed thank you very much senators chairs vice chairs senators um you know it won't take very long this bill this resolution actually passed in the resolution form in the house and senate last year but i guess the clock just ran out on consideration final consideration of the concurrent resolution we hope it crosses the finish line this year it it's not going to make a law but it will make an important statement of the legislature's faith and understanding and the innate abilities of blind people to teach other blind people i mean who's better at teaching a blind person how to go from point a or to point b me or you i think i think i know so you can do some of that but so can i and and so blind people have the ability to do this the education department needs to begin to believe in us with this resolution hopefully we'll have discussions and get there we didn't hear from them as a result of the reso versions passing hopefully we will when the concurrent resolutions pass mahalo for your consideration okay thank you very much next up we have the farmhuman services dvr providing comments on zoom please aloha chairs vice chairs members of both committees i'm lea diaz representing department of human services the department stands on its written comments and i'm available for shasta hawaii state committee of blind vendors and support brandon young and support kimi owen akane and support jacqueline boris and support tabitha mitchell and support lenny ebisupani and support alice talbot and support melissa gerber and support and for the sr version um same people except we also have katie kind in support virgil senate in support um we have academy for certification of vision rehabilitation and education for professionals providing comments sabbath and michelin support local bureaus and support lending ibis accounting support from support and melissa gerber in support questions anybody else pushing testify on scr1 sr5 seeing the members any questions okay i i just have one question mr gashel since you're the only one here present testify did you see the academy for certification of vision rehabilitation and education professionals written testimony no i did not see it okay basically um they just want to remove the two paragraphs whereas the com certification focuses on vision-centered orientation and mobility services but does not focus on the structure discovery approach and the second one they want to remove is whereas a structured discovery approach emphasizes the employment of blind instructors whereas the vision center orientation and mobility approach emphasize the employment of non-blind instructors resulting in diminished employment opportunities for qualified blind persons as instructors in department of education programs um do you have any problems with removing those two paragraphs well i do in that and we do in that that's at the heart of the problem so if you take those statements out the resolution means a lot less okay okay thank you very much um any other comments questions concerns saying um can we just go to the decision making [Music] yeah okay um and i think this one has is this one that tech amendments yeah we have second amendments yeah okay we have tech amendments okay um we're just gonna go on to directly into decision making chairs recommendation is to pass with tech amendments um any comments questions and concerns with the sma amendment members we are voting on scr1 uh as well as scr5 are we ready all right good evening it is wonderful to see so many people here tonight so i welcome all of you to the regular school board meeting of the bartholomew consolidated school corporation and we're very very glad to see all of you here we start each of our meetings with reflections from one of our board colleagues and tonight we will hear from nikki wheeldon hello nick am i sounding okay all right good um hello so i am going my reflections stem from a sermon that i heard from my pastor a couple of weeks ago okay and there was a story in here that i thought was pretty moving um so the the sermon was focused around a man named dashrath manji who lived in india dashra's wife had grown ill he was in a small town in india and he needed to get her medical attention the nearest medical facilities were 44 miles away sadly the medical attention did not reach him in time and his wife died um there are many things that he could have done in that moment he could have been angry he could have become overcome with grief and instead he decided to do something different the reason it was a 44 mile journey was because he had to go around a mountain okay and so he stood there and looked at this mountain and said well i can fix that mountain over the next 22 years he worked by hand not with equipment not with government resources not with crews of laborers but he worked with his bare hands to carve a path through the mountain the the path ended up being 360 foot long which doesn't sound like a very great distance but at its tallest peak it was 20 foot 25 foot deep okay so imagine you're in the middle of a mountain and you look up it's 25 foot high and you've carved that by yourself by hand over the last 22 years in remembrance of your wife oh by the time he was done this i think took from 1960 to 1982 by the time he was done the path that you needed to take to reach medical attention had shortened from 44 miles to less than one mile so one man significantly changed the outcome of that one village so i thought where is my pastor going to take this there's lots of things the love of a man to his wife hard work okay and he closed with a with a quote by reverend william bucker i'm probably not saying that right who was an american religious leader and public speaker the individual activity of one man with a backbone will do more than a thousand men carrying a wishbone [Music] so the sermon is done i immediately look over to my kids and say were they paying any attention to this whatsoever okay there's some powerful stuff in here am i going to have to repeat all this which is why i wrote it down because i'm assuming i will have to do that over the years the second thing my own self-reflection is do i have enough backbone in my life you know guys i make lists of things like we all make lists of things that we want to do and am i focusing on enough of them that i'm going to make a real impact and and see a 360 foot path someday as i look as i look behind in my life and then am i a good enough role model for the people around me both my children my family my friends etc so um in in closing um i will say it also made me think about the work that our teachers do so our teachers teach math and they teach social studies and they teach all of these things but they're also teaching our kids how to do something with that parents have a role in that coaches have a role in that but there's there's a huge amount of work um that our school corporation does to help kids um find their backbone thank you very much as you are able if you'd please stand and join us for the pledge of allegiance [Music] indivisible all right not only is the house full our board is full we are all here so we officially have a quorum and we will begin tonight for those who come here regularly our space is looking very new and actually quite fair it's like there's nothing behind me but please note that we have made a point of going through an important strategic planning process and have come with a new vision and mission which still uh direct and guide the decisions that we make here each evening and in addition to our vision and mission we also have a core beliefs and they have been modified again reflective of the work that we have done in our strategic planning so with that there are several reasons why we have wonderful people here and the first is um addressing special approval of a new appointment so i'll turn to dr roberts thank you doctor so there is a slight change in the originally published agenda because we've been able to make it higher at least a recommendation to you to accept this higher back about a month ago we did you did approve evan burton as principal at northside middle school and since that time we have had a a team hard at work trying to determine uh who the assistant principal might be at northside middle school since evan was moving from that position to the principal and we had a vacated position and so with a team of individuals reviewing several candidates we did have a nice pool of candidates available highly qualified individuals that were interested in that position and through the interview process we do have a recommendation ready for you here this evening so i'm going to ask mr burton to come forward and make his first formal take take a formal act in front of the board which is to make a recommendation uh to you for his assistant principal at northside middle school mr murder good evening everybody lots of firsts already in this month so here's another one mrs monica note sign is a product of bartholomew consolidated school corporation she attended parkside elementary northside middle school and graduated from columbus north high school in 2006.

mr seuss you do have one amendment to the agenda and that is some additions under mrs mooch's personnel packet roman numeral 7 b1 thank you do we have a motion motion to approve motion by ms kelly second second by dr medlin any discussion hearing none all in favor aye motion passes is there any correspondence this evening mrs kelly uh no there's nothing to report this evening thank you we'll move on to our liaison committee updates and we'll start with mr marshall no report on personnel interviews thank you mrs kelly same for me nothing to report this evening on sheriff redevelopment or parks thank you dr medlin nothing to report thank you dr macko we are going to be recognizing lake central education grant recipients this evening and they are here so that would be part of my education foundation report that dr baraka will take care of and i believe he has legislative on his agenda so i will wait and defer that to him and i have nothing to report on dire parks at this point thank you and i have nothing for saint john redevelopment nor on the dollars for scholars so we'll move on to our official school board business topics consent agenda dr barack thank you again seek board approval for the minutes from our last meeting on march 7th and approval of the claims payroll and extracurricular expenditures are received in your packets last week move to proof we have a motion by mr marshall second second by dr malcolm any discussion all in favor motion passes thank you uh there's no public comments this evening on action items so we'll move right into our official school board business topics regular agenda dr veraco thank you and we're happy to kick it off with some non-action items but some recognition items and we're going to begin with mrs cruz from kohling who is down coming down to share some exciting news um so and i'll uh address all of you and of course everyone in the room but we're here today to recognize this is elizabeth the step we call her liz or miss a step in front of the the children she's a paraprofessional and we asked for the board to recognize a very special day i asked for our assistant principal mrs reddig to come with me she was actually the woman in charge that day i was not in in the building and she had called me and told me about this special moment so we're going to talk about something that liz was a part of but she is not only here to represent what she did on this particular day but what i think so many of your classified staff is able to do and we sure do end up on the better side of that deal for all that they're willing to do for our kids and so i'm going to hand this over to mrs reddick because she has all of the details but again this is not just in recognition for how mrs step stepped in but to bring to the board's attention and to our community's attention all that staff at all of our lake central schools are willing to do and go out on olympur kids so during lunch i got a call that a student was choking in the cafeteria and everyone ran in that direction and by the time we got in there i guess what had happened is um another para wasn't sure what to do and they liz just took over gave him the heimlich and saved the students life so we're so proud of her so liz we have a certificate here on behalf of the lake central school board that states our serious thanks and gratitude for your quick thinking in order to keep our students safe we don't ever expect that we would have to actually perform a heimlich the new maneuver and see a chicken nugget fly out of someone's mouth but she stepped in without any hesitation and did put that into action so thank you can we get a picture and i did forget to mention we have one person that i want to recognize who gave up tonight to be here i'm handing flowers one of our teachers um if it weren't for her we wouldn't have liz um [Applause] okay mrs novak we're ready for some high school achievements at this time all right thank you president sue's lake central school board dr veraco central office administrators i am very pleased to recognize some outstanding work with um our students this evening and i'm going to start by recognizing our national merit finalists and it is outstanding that we have three national merit finalists this year coming from lake central high school so quite an accomplishment um one thing that i do want to say first these students have scored in the top half of one percent nationally on their psat test and were chosen out of 16 000 candidates so we have three of them with us tonight so we will first start with britney gear [Applause] next is carson palm [Applause] and next we have ethan shashberger one more thing about mr shasberger ethan has also recently been recognized as an indiana academic all-star only 40 students in the state of indiana out of 289 nominations were chosen so congratulations um [Applause] aaron before we go on can we recognize any parents or family members who came with our students this evening they could stand to be recognized thank you for being here erin would it be appropriate to ask the two gentlemen that are in attendance i know it's early in their academic careers but do you have any particular direction you would like to let us in on where you're headed in the future go ahead and stand up [Applause] thank you so the next group i want to recognize is fccla which is our family career community leaders of america this was the first time that our club was allowed or was able to compete at the state level so i am going to introduce their sponsor mrs jennifer schmidt and she will call down the students okay all right so um as mrs novak said this was our first year that we have ever gone to a state competition for family career and community leaders of america which if you don't know what that is um it's probably it's probably how your home economics or um what homemakers of america has evolved now um so it's within the school of family consumer science but instead of just focusing on um home economics it's kind of catapulted forward into career paths so early childhood education interior design fashion design culinary arts hospitality and tourism management and our students who are within this club brought projects within those realms and competed against other schools in the state and we had a wonderful showing and this speaks volumes because really we went in blind okay you're given a rubric but um having not gone before students didn't know what to expect so this was really outstanding achievement um so the results that we brought home uh sydney bacher and karen skipper marion wright and autumn pomeroy all brought home gold in the fccla in action category bella bayard and athena binu brought home silver and fccla in action kayla and jillian jacobs jada parks and aya kanan earned a bronze in their star events alexis jones and amelia dominic competed in the baking and pastry arts which was a grueling two and almost three hour competition in a kitchen they had never worked in before and they were able to bring home a bronze medal in that category so we are very ecstatic about the achievement at our first showing at this state level competition so we are going to recognize the students with a certificate [Applause] uh [Applause] uh athena bino kayla jacobs [Applause] alexis jones and amelia dominic [Applause] congratulations all right [Applause] thank you okay the final group that i would like to recognize um for lake central high school is our business professionals of america group and i am going to let mrs danielle carr the teacher who has been working very closely with these students introduced them and their accomplishments okay so business professionals of america is a state competition and then a national nationwide competition and we participated in the state competition throughout the whole state of indiana and i would like to recognize a few of our students i would like to recognize kevin ahara here in sixth place and qualified for nationals and visual basics he start programming i'd also like to recognize ella budak for earning fifth place and qualified for nationals and c-plus plus [Applause] programming um trevor pulaski who earned the 10th who earned 10th place in c plus plus programming [Applause] karsten palm earned second place and qualified for nationals and java programming [Applause] and then abby beauchamp for earned fifth place and qualified for nationals in python programming [Applause] excuse me the can you tell us more about the did you say a national competition that one of the young ladies qualified for to go um nationals it's in dallas texas and they're able to go with their families if they choose to okay okay cool very good okay i'd like to invite mrs talent could we have the parents stand up at those last two groups parents yeah not yet mrs talent i need to invite mrs logan up first we're going to talk spell bowl first thank you members of the board thank you for allowing us to be here this evening we're so happy when we get to be here and in person tonight we would like to recognize for many years in a row the vivid spell bowl team i'd like to call up coaches michelle snow and ellen o'rourke [Applause] so this year on november 15th participated in the elementary spellboat competition that was held virtually throughout the state the team of 11th fourth graders was led by our coaches ms snow and miss o'rourke and vivitch placed third in the state out of 65 teams this year [Applause] so we would like to recognize those students i'll see yours sharia bianca [Applause] jc baxter [Applause] jackson bowles [Applause] angel diaz [Applause] caleb gregerson [Applause] anthony kalinsis [Applause] cameron nugent [Applause] samson perez taylor reddick [Applause] avery smotrilla [Applause] and adam wilson [Applause] and could we give a round of applause for all the parents who did drop-offs and pickups and studied those words because [Applause] okay let's quickly move on to our education foundation mrs talent mrs wolf mrs schweitzer mr selgen whoever is going to present let's do it first we'd always like to say thank you to the board for allowing us to come this direction to present and tell you the people that have written grants for the lake central education foundation and have received the grants also so do i face this one is that let me use the microphone oh gosh okay turn it or whatever it's hard to do okay well this is our 56th grant round this time we've awarded 10 grands for a total of twenty seven dollars and six cents um overall since the foundation started we have given 614 grants for a total of three hundred and sixteen thousand six hundred and seventy six dollars [Applause] schweitzer are the um presidents together mike selgen is our finance officer and i'm melody wolf and i'm grant chair so first one we want to address is danielle carr she's been very busy she she's from the high school she has 739 dollars and her grant was the audio how do i say that arduino thank you kits for the computer science lab she's asking for a set of boards for realistic and hands-on experiences which follow the indiana university computer science curriculum for all her computer science 1 students tracy caposi where's my tracy tracy is from watson she wrote a grant for 718 dollars which is cooperative learning literature circles the goal for cooperative learning literacy circles is for all students in second grade classroom to be exposed to and read the i can book series at differentiated reading levels also to grow the literature circle group members without working together to discuss books in depth with each other while using the reading strategies to grow as strong readers and those of us in primary know how important reading strategies are for students okay aubry nelson there she clark and she wrote a grant for 741.

it's okay we just turned things around because we have the video and other things tied to that teacher of the year recognition so we are going to recognize the columbus north gymnastics team but an individual in particular so mr clark if i could have you come to the podium thanks mr clark thank you on it's always it's exciting for me to be able to come up here and to be able to share with you that we've had another state champion at columbus north high school high school i i um gonna turn the time over to our coaches and let them talk to you about some of the accomplishments but just i do want to thank the board for taking the time to recognize our students for their excellence and the things that they do so i would like for the coaches to join me at this time caitlin bob and sandy come on up all of you emily coming up now i told emily not to do any somersaults or or anything she's coming up here so she's so far so good i'm going to turn time over to caitlin rediker she has been with us for two years is that correct and first year as an assistant and this is a first year as her head coach so she gets to have a state champion in her first year as a head coach it's pretty amazing so i'll turn microphone over to caitlyn thank you school board and bcsc for having us out here um it's a privilege to honor emily moore tonight for all of her accomplishments not only this year but in all of her four years she was all conference all four years all state all four years and then she had the honor of this year achieving her final goals her one goal was to place first place and all around this year she came close last year by achieving second place but she finally achieved it this year and got first place she was also first on floor and beam for the second year in a row and then she tied for fifth on vault and then unfortunately mars wasn't her best this year but we're proud of her and all of her accomplishments um she was all-conference indiana this year and she had the honor of being allstate this year again we're so proud of you emily emily says thank you [Music] [Laughter] [Music] i would just say that this this little gal doesn't look so tall even though she's got heels on but for four years every single meet every single event this she trucked it in and just was a rock star for our team so it has been awesome she carried her shoulders may not be that wide but they are super super strong because she carried our team for four years so it's been a pleasure and she's off to indiana state to do great things next year thank you guys so much all right titled spectacular sequels audrey students will engage and increase reading by reading sequels including drums girls the dangerous pie out of my mind gregor and the overlander and the giver they'll be reading the books in class and out of class and then the books will be donated to the library so other students can read them also so that's awesome [Applause] our next grant recipient is allison castle from clark her grants her grant is six word bursts of writing for 730.76 words have a dramatic impact on what we know how we interact with people and the decisions we ultimately make words can influence us inspire us or just as easily bring us to tears ellison's grant will facilitate power that power in a positive productive way for her students with the use of a six-word memoir oh i can't wait to read those congratulations i'd like to next i'd like to recognize jennifer frazier and joanne pratt from bibbich hi congratulations congratulations they received uh 748.50 for their who is this history-making person grant students will read biography books at their reading level and complete a google slide research report based on their person of interest to present to their peers [Applause] um one was allison clawsgrove carl grove thank you sarah complain us and ashley are we still cause stillnet thank you miss ashley and lori rosini they also receive grants but we're unable to come next we have a special presentation called a seed grant what a sea grant does is sometimes there are things in the corporation that people write grants or look for funding and miss talent's going to tell you about this special one first of all board thank you so much for your support always dr veraco for your support for the foundation and we want to also recognize our newest board member zach selgen who is here tonight so thank you zach for being here we appreciate it yep he's my son thank you to the community for allowing us to be able to give away this over six thousand dollars because if it wasn't for your generosity for what we do out there we wouldn't be able to do this so thank you very much and when our grant recipients write a grant they have a criteria in other words we just don't say here here's your money they do go through a very specific uh checklist it's not really hard just follow the directions and it's only a two-page grant some grants are 15 pages miss redick you know about those so we have a system that we go through we have a rubric and when the grants committee or people that are reviewing the grants looks at them we get all these brainy ideas and sometimes they fit right into a category like what you guys have received this evening and other times they don't quite fit just like that but our grants team is pretty amazing and so they think outside the box and we really want to support lake central teachers lake central staff so tonight officer kissinger would you come down please and mrs mucha [Applause] um mrs mucha is the chairman of our safety committee and this safety committee that's at lake central high school is bar none it is just i just can't say enough how wonderful you guys are and it's because of the leadership that's here and officer kissinger and by the leadership if i have this right of miss kimberly kweczynski decided to go ahead and write a grant for in round 56 and they were going to put together a grant for uh one bucket right or well more than one bucket several buckets for kaler middle school now we usually ask that our grants be a dynamic unit of study and i hope i'm not taking too long i promise dr barack will hurry okay so then um i'm a teacher too so it's like okay but anyway so but it didn't quite fit for that dynamic unit of study affecting uh more than a classroom so the grants committee was with melody's direction said let's think about a seed grant so tonight we'd like to present to you and it was mr selgen's idea so thank you very much mike on behalf of the education foundation we are going to provide a 10 dollar matching grant for the emergency buckets ladies and gentlemen these emergency buckets are amazing in the fact that if there is a lockdown if there is an emergency situation and students need to stay in the room and can't go anywhere and we experience that september 8th here at lake central high school erin and company oh my goodness and those students had to stay there so the emergency buckets will contain things like basic human needs during a crisis [Laughter] so the emergency buckets are for basic human needs during the lockdown and you know september 8th we experienced something that we had students locking down for hours on end and this bucket is for them to help with any kind of needs during a crisis so and that's something that we want to you know expand throughout the whole lake central corporation so i want to thank the education foundation this is huge i'm usually not lost for words so [Music] so thank you like to contribute since this is a matching grant this would be a wonderful opportunity absolutely so again thank you thank you very much appreciate it so we do have to have a picture and then we'll get out of your way guys ah [Applause] for those of you not familiar with the matching grant the grant is for every dollar that comes in for this project the education foundation will match a dollar for dollar up to ten thousand dollars so thank you education foundation and we will be sending out some information on how you too can participate in contributing so we can get the full 10 000 from the education foundation this is the part of our meeting where we transition into school board business so those of you who have other things to take care of homework grading papers other basketball this is the time to quietly depart and have a good evening and thank you so much for coming out what a nice girl cindy see what kind of results we get under your leadership um yes our kindergartners should have hurt yeah good evening i'm coming before you tonight seeking approval for the professional life requests you have in your packets move to approve the professional relief request and i will second that any discussion this is for the professional leave request under dr bracey all in favor aye aye motion passes thank you thank you i think we can all agree that we are never too old or too young to stop learning right so we have some amazing and very important people from our school district here tonight we have a lot of five and six-year-olds from miss ali duran's class at home elementary school we would like to invite them to come down come on down guys they're going to teach us everything they have learned in kindergarten [Applause] well first of all you said the magic word because now they're now they know my first name they didn't know i had a first name so we made a few posters together we made um we talked about our favorite favorite part of kindergarten and all of the things that we learned together so first i want to introduce who i have with us today we have connor we have michael we have savannah layla abby and rylan and this is just a few of my amazing amazing wonderful smart silly group of kindergartners this year so are you ready are you a little nervous that's okay so let's talk about first your favorite part of kindergarten so we had everyone in my class brainstorm a little bit of their favorite part of kindergarten and hopefully you can see some of them up here connor would you like to share your favorite part of kindergarten what's my favorite kind of narrative his favorite part of kindergarten is the sight know which one words is [Music] [Applause] learning new things miss layla i love to learn new things learning new things too [Applause] what is your favorite part abby um brain breaks brain breaks yeah and mr rylan i love math can we share one of the things that we just finished on our bulletin board for the month of march could any of you share about what we just finished as a class for the month of march so we did a march book madness of all of the wonderful books that we've read this year would one of you share which book won pigeon found a hot dog yep that was our favorite this year so they also shared most of them talked about this as well but they shared some of the things that they learned with me this year um some of them were we learned how to build a ramp right we learned about force we learned about counting by tens and fives right we also learned the pledge of allegiance i hope you did it this this evening when we did it all together we also learned about using a number line and how to write a how-to book right is there anything else that you want to share about kindergarten you do come here what else do you want to share um we do sometimes we do um treasure box and how do you earn treasure box if you have warm fuzzies now how do you earn warm fuzzies by doing good things they earn warm fuzzies when they do things extra wonderful that make my heart feel warm and fuzzy so thank you dr bracey for inviting us is there anything else anyone wants to share you do now you do making new friends it's okay anyone else want to share anything no we're a little nervous tonight right that's okay so thank you for inviting us thank you for allowing us to share thank you you're welcome thank you for coming good job boys and girls and thank you to your teacher say thank you mrs duran and don't forget to thank your parents say thank you mom and dad and one more person where did she go where's oh say thank you to your principal mrs tucker thank you good job guys great job guys [Applause] i know if i was a teacher that's what i want to be kindergarten all day every day stick thank you for coming thank you bye bye [Music] too cute which they're just as cute just as cute just a little more challenging some of them okay so we will um go back to my part of the agenda i just wanted to update the board really quickly on a couple pieces of legislation that caught our attention in the last couple of weeks um one was house and roll act 1073 the limit to e-learning days you've had this document in advance i really don't have any information that since i sent this to you but we will sit in on the april 22nd meeting to hear the details been contemplating as you know limiting how many e-learning days we do at least in the current format for next year anyway so we'll resume conversations with our teachers association once we hear what the indiana department of education says about you know what requirements there be to do e-learning and how much direct instruction from teachers is required to have it not count as one of those three days so that's what we'll be looking to hear from and i'll report back on that piece another thing that came our way and evidently it was in dr jenner's newsletter from the ido and it was passed last year and it didn't catch our attention because it's not effective till this year which is not usually the way the legislation is passed right i mean normally they say it's effective july 1 of the upcoming on the calendar but it does require us on student ids to have help lifelines for various reasons on the back of their id card so we've already uh mrs mucha and our providers have already worked out and uh we'll be ready to go on that for next school year i just wanted to know we're on top of that piece and while the law says grades 6 through 12 since our middle schools are 5 through 12 we'll do it on 5 through 12 so we can say we're covering it for our secondary schools and then the final piece is some clarification in senate bill 331 to the 45 rule that mr james has talked about in the past we mentioned that there were some glitches in that legislation that was passed the prior year where schools that were part of a special education co-op or in our case we send students to the hammond area career center and we send money to the career center or to hammond school corporation to pay for the teachers who instruct our students but we didn't get to count those dollars as going to the classroom under the current formula so they corrected that piece and it's a start we still need to get the fringe benefits included because as many people know and as mr james again has shared at this meeting at one of these meetings before we have a healthy health care plan for our staff we believe that that's peace of mind for our employees and we believe it's an excellent recruitment and retention piece but when you're putting a fair amount of money into a fringe benefit like healthcare we believe that it should be taken accounted for regardless of whether it's for teachers or classified staff members or whoever we just think it needs to be acknowledged and so as they work through some other gyrations in order to be able to more easily run those calculations we expect another update to that 45 percent rule in the next year's legislation during the long session i just wanted the board to know that we get some relief in terms of the hammond area career center of course we're not part of a co-op in special anymore we do our own but those other schools were getting uh a much lower number than what the state was suggesting because they participate in a co-op and that was that's not fair for them either so just wanted to let the board know that we continue to follow the legislation even when the session is over because we have to be ready to react to it and we also need to keep our eye on things because some of the stuff that was defeated in the last session could come back at us next time around and we need to be prepared for it any questions about legislation discussed or not when you're talking about the identification or the information on the uh id cards you're talking like hotline numbers like for depression suicide pardon me do you have human trafficking on there too i you know years ago we talked a lot about human trafficking and we kind of left it but i i know it's it is on the list it is okay good good no that's my only question thank you thank you dr varko so now we'll move on to our director of human resources personnel mrs mucha thank you very much we are recommending that the following personnel items be approved but i do want to bring your attention as i usually do to people who have given more than 25 years to education it would be milly hinton with a total of 27 years ruth bonacci with a total of 27 years of teaching and judy whitaker a bus aide who has spent all 30 of her years here at lake central [Applause] so we have a motion we have a motion by miss kelly second second by excuse me by mr marshall any discussion hearing none all in favor motion passes thank you very much i'm also asking as my second item for approval for the professional leave forms that were in your packet move to approve the professional leave requests we have a motion by dr medlin second second by miss kelly any discussion wait wait i'm trying to find him further down the list here i thought i had a question but uh it's for food service and transportation no not a question on that thank you all in favor aye motion passes thank you we also have our handbooks that i sent to you last week in an email um first i wanted to ask for your approval for our elementary handbook all right do we have a motion motion to approve motion by ms kelly second second by mr marshall any discussion hearing none all in favor aye aye motion passes and thanks to cassandra and her crew for putting that together and thanks for the middle school people including barrio who put together the middle school handbook so i'm asking for approval for the middle school move to proof we have a motion by mr marshall second second by dr medlin any discussion you know i i really like to have a reference sheet in there i believe in the middle school calendar or in your handbook are you too sick to come home are you too sick to be at school do you remember that i thought that was very handy i just noticed it in the middle school so i don't know i think it's in all three of them okay well i didn't have the full copy of the elementary so i didn't know that but i thought that was nice that's a good reference point and then i had a question um on the very end where there's the form that they find out the sign in and they put all their textbook information there's something mentioned called challenger software or challenger something at the top of that it's a challenger oh yeah do they go to the challenger the field trip see the challenge okay do all middle schools go there now all three okay good thank you any other discussion hearing none all in favor aye aye aye ocean passes and for our handbook from the high school i'd be carrie regan and her committee asking for approval we have a motion by mr marshall second second by ms kelly any discussion yes mrs novak i loved your flow chart that you had in there do you know which one i'm talking about at the beginning at the very beginning the arrows point down and this is your chain of command that you follow and in light of our conversation earlier tonight as a board members it might be maybe that's in all the handbooks i don't know but if it's not it might be something to think about doing it was very handy thank you any other discussion hearing none all in favor aye aye motion passes thank you very much and we've already been with dr bracy so we'll move on to our director of secondary education this is castaneda thank you my first item is to seek your approval for the professional leave request is presented motion to approve a motion by miss kelly second second by dr medlin any discussion did you have discussion i'm so sorry but i'm sorry to always question you this um when i saw the request for the automotive it made me think about the um machine shop he usually takes the kids down for competition too is he going to do that this year terry richards i haven't heard any information about that yet but for precision machining it's upcoming in the spring correct i believe it's later in the spring we haven't received any requests from him yet okay yeah because he always does that so obviously yes this is the state automate automotive one which is why mr wester is taking the students okay that'd be nice that'd be nice okay that's a new addition and then you've had your fccla go so that's even broadening the spectrum which is very nice that's all all right all in favor aye motion passes and then my second request is for the field trips that were presented in your packet so moved we have a motion by mr marshall and i will second that any discussion hearing none all in favor aye motion passes thank you and then my last item is just to let you know that we've had to revise the summer school dates just by one day um with the federal holiday for juneteenth taking place technically on that sunday but then being celebrated on monday we're not going to have summer school on that date so what the high school is doing that week is they're going to be off on monday and that's they're going to be in school on friday which is a little different we've tried to avoid fridays with summer school because attendance is a little low and then at the elementary and middle school they also will have no school on that monday um there will be a replacement day for it because that's the last week of summer school and we didn't think we'd have good attendance if we had it on that friday and then for our extended school year services um they are broken into groups so there's one group that attends on monday wednesdays another attends on tuesday thursday so the monday wednesday group will go wednesday friday that week in order to meet the minutes that they need for extended school year any questions on that that should be interesting because that's something new it is so that will be very interesting we're excited and that was all thank you thank you we'll move on to our director of student services mrs gramala good evening my first item tonight is to seek your approval for the professional leave requests that were included in your packet so moved we have a motion by dr malcolm second second by mr marshall any discussion hearing none all in favor aye motion passes thank you my second item was just to update you on a professional development session we provided recently so we received grant funds through the american rescue plan to be spent on services for students with special needs and so that grant we decided to spend the majority of it on training for our teacher professional development and also materials and supplies for teachers and our students so at the beginning of march we hosted our first professional development session funded through our american rescue plan grant dollars and that was a presentation on social thinking which is a intervention for students to help them kind of understand the world around them so we had 35 staff members participate which is fantastic and that we were able to train that many people and do that right here we had occupational therapists speech therapists counselors teachers and our school psychs participate social thinking is a methodology that focuses on helping students learn how the social work work social world works and really how we share space effectively so much of what we do in our world is just being able to navigate socially and participate with other people i mean that's really something we're seeing students struggle with especially with the effects of the last two years so it teaches students to kind of observe the world around them and understand it before they act and a big part of it is focusing on defining expected versus unexpected behaviors so what might we expect from someone else in another situation and also what will they expect from us so then when students maybe engage in a behavior that is not something we would want to see we would label that as an unexpected behavior and talk about what the expected behavior is so we had a really good response from our staff i sent out a survey following the session 22 of the 35 people who participated responded they all said they felt like it was effective and valuable to them i asked what they might need and several of them said they would love to be able to purchase some of the materials to go along with the program so we are going to use some of our additional money from this grant to be able to fund some of those materials for staff members so just wanted to share what we're doing great so may i ask who did the training um it is a social thinking has their own trainers and so she came to us from her name was carrie zwiebe palmer and she's from minnesota she's a speech-language pathologist who's trained in the methodology there's a lot of good strategies that work really well with our general ed students oh of course yeah and so that's everybody who participated kind of works with both populations um so we had our you know our counseling staff who works with anybody and everybody and the idea being they could take that back to their buildings and and be able to use it with everyone thank you thank you thank you and now we'll move on to our director of business services mr james good evening um the first time in my section is to prove the resolution authorizing uh three appraisers of the appraiser process for our biblical expansion project um that is the next step and uh so seek your approval for the resolution that was in your packet motion to approve we have a motion by ms kelly second seconded by mr marshall any discussion hearing none all in favor aye aye motion passes thank you and i seek your approval for the professional leave requests also in your board packet we have a motion by dr malcolm second second by dr meddling any discussion hearing none all in favor motion passes third i'd like to seek your approval for the donations that were listed in your packet kelly any discussion that's a huge donation to the girls golf team it is yes nice and i also want to point out that um the high school recently had their saint faldrick's fundraiser i listed in the board packet here even though the school isn't making that donation that money raised went directly to st baldrick's but because of the dollar amount that was raised i wanted to bring it to the board's attention for all those watching at home um the high school raised a total of 18 526 dollars and 41 cents that's also included more so informational purposes but so i seek your approval on all those all right motion to approve we have already kelly and then we have a second by dr malcolm any discussion hearing none all in favor all in favor aye aye aye motion passes we wanted to be really sure that one be sure that one really does sure okay uh so then my last thing is just to give the board a little bit an update on the 2022 tax property tax rates um you may have those bills have been computed you may have received your statement in the mail in the last three or four days like some of us did if not check your mail today it's there if not it's online and you know we've always prided ourselves here at the school district of being conscious of our taxpayers and keeping our tax rates as low as possible so just in general at your stations you have some charts and graphs and some summary here but um so there's 16 school districts in lake county and as you can see our tax rate this year is 79.18 cents per hundred dollars of assessed valuation so that is the fourth lowest in the county the three school districts that have a lower tax rate than us are highland whiting and east chicago fine school districts but they also don't have you know much debt their buildings are a little bit older whiting's got a one building district and so um that's one of the reasons why they're able to keep their tax rate low too so again we're very proud of that our tax rate has dropped since 2020 pretty significantly in 2020 the our school tax rate was 93.53 cents last year it dropped to 83.72 and now we're down to 18.

so it has decreased 15 in the last two years um if you recall lots of that was due because of the refinancing that we did on the referendum debt a year and a half ago but then also assessed values have increased and the higher the assessed values of all the properties in the district well then that means a lower tax rate is needed to generate all that but as you know your tax rate or what you pay as a homeowner is not just the school rate there's the county the city or town the library the township and so forth all the way down the road so really it's the bottom line that most people care about what's my tax rate of living in shareable or living in dyer or saint john or unincorporated area so on the next set of charts kind of show each of the town rates now there are 50 some different taxing units in the county because you could be in lake central schools but actually live in griffith we have a little portion there so that's their own column because they're a different combination of all the different overlapping taxing districts but on this next chart and graph is pretty much if you lived in dire central if you lived in sheriff proper or crown point or munster what is your total all-in rate and you can see that saint john and shareville have the two lowest tax rates in the county dyer is on the lower third dyer has a little higher tax rate they have more debt than the other two towns do and so because of that they need to generate a higher tax rate so you can see on the chart that we're proud that not only is our school rate low but the communities that we are serving are able to maintain lower tax rates and so you know in essence well what does that mean so i'm not going to go through all the details but on the last four pages i've given you some examples of estimated tax bill now estimated here is the key word because not everybody may have a mortgage deduction not everybody may have a homestead they may have some other parcels or buildings on their property there's property tax credits but materially this is pretty close so if you had a each page is if you had a hundred thousand dollar home or a two or three or four hundred dollar thousand dollar home you know what would that property tax bill be if you lived in cheville or st john or dyer then i do a tri-town average and then i kind of compare that to our neighboring districts or cedar lake crown point griffith and munster our neighbors and you will see that regardless of where you are the cedar lake rate and the crown point rate are about 12 to 13 percent higher than ours griffith is 41 percent higher than ours as is munster so in essence if your same home was in one of those communities you'd be paying that much more in not only the dollar amount but in the in in the percentage and that's important because that is what attracts people um all these places i mentioned have good school districts and so having lower taxes is what often drives lots of the migration from illinois over here and if we can keep our taxes low it means more students coming here that we can serve so any questions on that hopefully your tax bills went down anything else no thank you thank you thank you rob thank you all right do we have any public comments for this evening no public comments all right move on to our board comments in consideration of future agenda items mr marshall thank you um i'd like to make a general statement the last two two and a half years we've had a number of very interesting board meetings highs and lows to say the least that having been said i want to place in my mind tonight's meeting with its recognition of our students parents staff in sros i place tonight's meeting very highly at the top of the list i want to thank everyone again thank you thank you this is kelly well i can't follow that so all right dr madeline no comments dr malcolm well you're going to be really really surprised at this no comment all right no seriously i i guess what i get so amazed at is these children and students of ours that work so hard during the day then they go home at night and they do the extracurricular and they are just such hard working individuals and i feel very blessed that they have leadership from you that keeps them going because i think all of you as i look at you are well grounded individuals you know right from wrong you know when stress is getting too much and we need that we need that type of leader that knows and can read that when it's happening to our students we had a little girl over at clark and the only one that noticed she was stressed was her classroom teacher and he said something to her and it really impressed that little girl so the little nuances like that can make a difference in a child's life so thank you for being there and doing that share that with your colleagues please now i'm done and i will follow up with i believe i read coach huppenthal was the girls basketball team coach of the year so congratulations to him and you know i just want to say thank you to our two guys jeremy and aj you guys you've been here every meeting and you've made all of this work so we appreciate you and if you please come see us afterwards we just have a card of things so with that i will turn it over to dr morocco for board calendar or future activities yeah we'll be back here in two weeks on the 18th uh banquet season is upon us so please uh pay attention to your email as you get invited to things and hopefully you can attend one or two of those other opportunities to celebrate student success all right with that do we have a motion to adjourn oh wait i have to share something really important did you know mr huppenthal was a student manager when gene katie was coach do you know gene katie perdue he was a student manager i just thought that was interesting there you go a little fun fact all right do we have a motion to adjourn motion to adjourn we have a motion by ms kelly second second by dr madeline all a favor
⚗ AI-reconstructed · cite from original above
so moved all right of a motion by mr nunes a second by miss wait is there any further discussion on the motion hearing none all in favor aye opposed abstention well although i did i guess whatever you feel comfortable with miss amarillo then i approve okay so we have five in favor uh that passes unanimously uh next i would like to hand it over uh to mr kiley so that we could take a moment to recognize the many years of service to our district from mr richard pereira rick you want to come on up thank you so i was uh i was going through looking at all the projects that we've completed through the years and i estimated that rick has been a part of more than 80 million dollars worth of projects here and i'm probably underestimating that um there's you know a lot of work that he did before i uh you know before i came on board but in looking at it he built new with this building he improved all our older buildings extended the life of all of these buildings greatly during his tenure and at the same time managed to keep us afloat day you know day after day with emergencies that never seem to never seem to end so we really appreciate that um you know rick uh dedicated himself to finding a way to make whatever we need happen and um i just really can't thank him enough for being so dedicated um throughout all these all these events through the years [Music] he's had so many nights of sleep interrupted through the years i'm sure he's not going to miss that and he's still helping us out so today rick was uh helping with a uh with a sewer problem um you know top on his list but he had a big smile on his face and i think the difference is that he knows he can go home at some point and not have to deal with this anymore and uh and so he can have that smile on his face but uh but really it's been an amazing run for rick um and really his commitment to our operation is second to none he's gone above and beyond i can't say enough to you know to thank him enough for uh for all he's done so i appreciate it rick thank you thank you very much just want to appreciate one thing people have asked me over the years how how did you do it well very simple support and that's number one i've had support from school committees over the years superintendents business managers that have just been there right along never fight me always were there to help me said what do you want what do you need and that makes the difference right there because if we were in a system that didn't have a good quality of personnel to keep things afloat and add support i can't do half the things i did so as simple as that and the last person i want to thank the most is my wife jeannie because she was the one that i dragged you out tonight to bring it here because this is my last hour and hopefully you know now we get to do things so i just want to bring along and say thank you for everything you've done the sleepless nights and all that i just want to say thank you very much and god bless have a good day oh you don't get to leave yet you don't get to leave yet now you got to let all of us say nice things about you so i'll start maybe at that end of the table with mr oliver thank you dr jenkins so first of all i don't know if mr kylie mentioned it but for everyone watching at home mr ferreira is our or was our facilities director here for at the dartmouth public schools and first of all i got to also say that i'm i'm happy that you're still sticking around uh that you're for a little while anyway right but no honestly rick it's been it's been an honor and a pleasure uh knowing you and you know having the opportunity to do some projects with you everywhere i go there's a common theme that i've found the past nine years i've been on the committee is that when you when you talk to whether it's school personnel or town officials or town employees that there's always a common theme about how well our our maintenance department always ran and always and continues to run and i think that's that's an a testament to you um and to the team that you had developed here um and you know just i have no doubt all those um nights of snowstorms and early mornings in all the projects like mr kylie said it's just amazing and we're very fortunate to have you on board so um i hope you get to enjoy your retirement um and you know thank you for all your service thank you appreciate it mr nunes yeah thank you you know uh one of the things that rick has that uh people may not know is a number of licenses trade licenses type of deal and has been able to save this district tremendous amounts of money being able to do the little things type of deal and i remember a number of years ago we had put new windows in at the quinn school and tim cahill who was the receiver general came down to present us with the check that even though he gave us the check it still took a another year to get the money tight type of deal and he took a walk through the school and he was impressed with the inside of what the quinton school looked how it looked and you know and such and you were explaining to him what was going on and he sat there and said you know what we've got green money what do we need you know what does this school need and you never missed a beat you set a new roof and this was in september and that october town meeting passed the roof you know and you know we ended up getting a new roof for the state kicked in a tremendous amount of money on you know that and i've been here at night with events going on and you come walking in with your wife and your granddaughter because there's been a problem during the day and you're back to check on it to make sure it's been fixed and it's working so that there's not a problem in the school tomorrow when everybody shows up and the little things and it's appreciated and thank you for all of that my friend that's thank you very much i appreciate that yeah yeah i don't know what more i can say other than what my colleagues already expressed to you but uh when jim was describing you know all of the projects you know my tenure here is only not as long obviously as as my colleagues but um extending the life of our current buildings is what an understatement uh you have just done magic with your team and i just love how humble and the credit you give to the people that support and and that are under you around you i'm sure you know but i just certainly hope that you enjoy um glad you're sticking around to be helpful and there is something special when you know you can just go home right he makes you wanna yeah definitely a big difference uh but we are very lucky to have had you um and continue to have your support in this community um so thank you this is a well-deserved honor appreciate it miss wait yes and again like picking piggybacking on to what my colleagues said you know again i haven't been on this board very long but i certainly spent my time at mello at the high school and i always heard your name and like how is he here again whether i was at the middle school or at de mello or at the high school you know you and your team were you know everywhere and anywhere you know whenever anything was needed so um certainly you've been a real treasure for this town so thank you and i hope you and your wife get to do some amazing things on your you know retirement so i'll just echo what my colleagues have said um you know i remember we had i don't know one of the building consultants in in one of the years that we've been on here and i remember them being shocked when we told them how old the building was because they said we've never seen a building this building right still fairly new we think of it as new but from an architect's perspective not so new and they were shocked at how good it looked and to me that was a real testament to the work that your crew does because these are people that go around the school districts and look at buildings and they were just completely blown away and impressed by how good of a job had been done with this building in keeping it looking new and fresh um and i just want to you know sort of amplify one of the things that mr noon said and miss amarillo said about not only extending the life of the this building but saving this town money um your crew has and you have done a lot with a little um lots of project that that might have had to been bid out you guys took on in the summer and i think sometimes the community doesn't really see that but that's i think why we wanted to have you here because we all deeply appreciate the work that you've done we're sad to see you go but we hope you have a an amazing retirement so thank you so much thank you and on top of that i just want to reiterate one thing you did say you're being left in good hands the crew that's there now is an excellent crew i've had excellent crews right along from the time i started the time i finished right down to the custodians uh all my guys the maintenance guys there and the support staff from you guys that's what makes it very very easy 30 years went by very quickly and jim's right we did about 80 to 100 million dollars worth of improvements and you know i didn't do that by myself trust me that was with a lot of help you know so i just want to say thank you very much thank you thank you we appreciate it thank you thank you thank you [Applause] all right so the next item on our agenda is we've set aside about 10 minutes for public comment if anyone in the audience would like to speak on any of the items in the agenda on our agenda for the evening i would ask you invite you up to the podium i'd ask you to state your name and share your comments with us hello my name is shelly dang respected school committee members i would like to have some comments on the equality and the diversity subcommittee which going to be discussed tonight from the charges that i got from december 7th for this subcommittee i would like to know that is the same charge is going to be used for the subcommittee this time and where these charges came from uh who and what defending defining the cultural aspect of dartmouth please differentiate between equality and the equity please explain what exactly is equality under inclusion length and why this is the only nice subcommittee been limited to find the best practice research and innovative message to be implemented in dartmouth school district please provide suggestions for members in this community who believes that truth is exclusive and constant and suggest how to be inclusive to commit community members and the parents who do not want their religious and moral conviction being diluted in the end as a non-time resident in dharmos and with 20 years of higher education experience under immigrants from a diverse cultural background i would very much like to be considered to serve in this subcommittee thank you anyone else would like to make a comment about anything on tonight's agenda item please step up to the podium and introduce yourself hello i am lynn turner i'm here to speak about the equality and diversity subcommittee that's listed on the agenda under old business i have a concern that it has the title equality and diversity when all of the charges for this subcommittee to work on use the word equity in fact the word equity is listed seven times in the eight charges for this subcommittee and equality is not listed once not even once our constitution clearly states that we are all created equal it says that because we should not discriminate against individuals based on sex race or creed the fact that we are created equal allows us to strive for excellence and anything we want to achieve equity has a very different meaning equity allows for discrimination by giving special privileges to groups of people based on things like race sex or beliefs in an effort to obtain an equal outcome it is similar to everyone getting an award of equal value and not having anyone stick out as excellent equity is also ripe for racism by dividing people into little social or racial groups and focusing on differences i even watched uh lessons of how to teach this on video clips from desi is desi telling our school board to sneak equity the word equity under the word equality how divisive and misleading it is to have these words hiding under the blanket of equality this subcommittee is also lacking transparency i had to capture a screenshot of the charges during a diversity and equity diversity and equality zoom meeting because i could not find the charges document anywhere on our school's website if you would like to see these charges i have them posted on my vote lynn turner facebook page the charges are powerful because they include funding these efforts both for our students and for our teachers on number five it states make recommendations to the school committee on equity diversity and inclusion through the district with regard to allocation of resources ongoing activities and strategic investments to shape future direction number six is recommend practices and policies to provide ongoing professional development for staff and training for our students and families in issues of diversity and equity i am guessing that number seven is why they are trying to erase the dartmouth indian logo on number seven it states the charge is educate and inform the community on equity diversity and inclusion issues recently i was there was an equity loving committee member that took digs at me on facebook saying that she didn't like that i am for all children i can assure you that i am and equality is for all children regardless of race sex or creed it ensures that each individual can thrive and reach their highest potential the american dream i find the charges of this committee to be misleading and if not even deceitful and unconstitutional i urge that this committee not reinstate the equity equality and diversity subcommittee today other comments please step to the podium share your name share your thoughts [Applause] hello my name is jeannie tripp i'm a parent i am a registered voter i have lived in this town for 50 plus years my husband's family goes back generations i grew up in this town i went to dartmouth schools my three children graduated dartmouth schools and i can tell you that yes children can be tough and the kids make little groups of their own that's been throughout the generations we never had these type of things come up when my kids were grown up or when i was growing up if you're from dartmouth you know the music department mrs boulay she would kill herself to get a poor child a violin so they could play violin if it was sports and you couldn't afford the registration fees i don't care who you are where you came from what color you are what nationality what your background is it didn't matter the parents the faculty the people involved in these groups stepped up for these kids they always have that's what this town is which is why we support the indian it means something it is a strong value that we've all had i grew up with it my kids grew up with it maybe i'm not native american or indigenous as people would like to call it today but i'm not politically correct i'm just a dartmouth resident who cares about my town and the future generations that are coming after us thank you i appreciate it other comments please step to the microphone share your name share your thoughts good evening all rene vieira co-president educators association i'm jody parisi so when we met last time we asked a number of questions regarding uh the items on the budget and uh recognizing that mr kylie wasn't here we're um you know looking forward to getting some of those answers this evening um but there were a couple of um other comments that we'd like to make on behalf of some of our colleagues let me go first yeah okay so i do believe school committee members that you have received some information from one of our ele instructors our um carrie dejesus and she can't make it here this evening but she wanted to just thank you for hopefully receiving the letter that she sent and for giving it some thought so i'm just going to read her statement i want to thank you for the opportunity to address the decision to eliminate the fourth english language education teacher position in the district i hope you were able to read my email detailing the need to reinstate this position based on the increase of english learners both at demelo and parter schools since september the creation of the fourth ele teacher position provided stability and consistency of ele instruction both at potter and cushman it also allowed dartmouth to move towards providing english learners the ele instruction minutes recommended by desi eliminating that position is once again resulting in english learners not receiving the english language instruction to which they are entitled i do thank you for your thoughtful consideration in meeting the needs of our current and future english learners carey de jesus it was also brought to our attention that when trying to fill staffing shortages within the speech therapy department lack of consultation or collaboration with existing speech staff raised some concerns in regard to staff licensure and supervision requirements ensuring that district speech therapy needs would be met with type of personnel being hired while considering the level of supervision needed for that staff due to administrative decisions the department continues to be technically short-staffed as there are a high number of speech therapy staff but a shortage of speech therapy language pathologists the speech and language pathologists must meet the mandated level of supervision required for these additional staff manage the impact on their workload caused by supervising these staff outside of their contractual obligations meet the service delivery needs and administrative duties for example iep meetings evaluations consultations and provide services to highly complex populations the unintended consequences of these hires have resulted in the needs of the department still not being met as it is physically overstaffed resulting in wasted funds that could be used to hire the speech-language pathologist that the department actually needs thank you for your time thank you any further comments i'm christian silvera um i just i have two things quick i wanted to make sure that all members received my email that i had sent i don't know if you're able to provide a head nod or you know i know i had gotten one response well assuming that you all received it i just ask that you please consider everything that i had said in my email and if there are any members here tonight that did not receive it while you are all conversing later on i hope that one of you may read it aloud to the rest or summarize some of the points that i brought up thank you thank you any other comments for this evening all right see no further takers i'm going to send it over to our student i involve for her student representative report this evening hi everyone yes so since our last meeting it has been a really exciting and fun time here at dhs our music program continues to blow us away with our strong and captivating performances this past weekend our indoor color guard earned first place in the nes ba finals and our interpercussion and wins each took first place in their respective company is well into their rehearsals for the upcoming spring musical shrek we are all looking forward to their performances in early may the tedx dhs returns to dartmouth high school this friday april 8th some classes will even have the opportunity to the to attend the event live and members of the community can live stream the event to enjoy the hard work and thoughtful entertaining student presentations thank you thank you any questions or comments we know you probably have a busy evening so you're welcome to say but you're also welcome to go if you would like thank you i totally would i have a big test tomorrow i know good luck good luck thank you guys thank you thank you good luck all right moving on to old business we have our discussion and vote on our fiscal year 23 budget but first i'm going to turn it over to mr kiley he shared a memo with us outlining some answers to questions that were asked at the last meeting and so i'd like to give him a chance um to share those contents of that that memo with uh with the public thank you dr jenkins i guess first i'd just like to say um that we had a meeting with the finance committee which i attended mr nunes was there to support um last thursday and i thought it went very well they had some uh good thoughtful questions and uh they kept me up on the hot seat for for quite a while but um i'm hopeful and thankful for their for their time and consideration and hopefully they will support our budget moving forward so uh the at the public hearing which i regrettably couldn't be here but i did i did watch the whole thing there were a number of issues that were that were brought up and i'd just like to go through them and offer some information about each one student parking fees so eliminating student parking fees was a fifteen thousand four hundred dollar proposal it was included in our budget as a proposal for consideration it did not reach the level of recommendation to make it into our budget as it currently exists so i think and i had spoken with mr silvera uh following that meeting and made sure that he understood exactly where it was in the process the there was a question regarding the directors of teaching and learning um and stipends that relate to their work so and i think dr gifford may have actually followed up on this during that meeting but i'll just go back through to reiterate that we'll be maintaining the project time and ell coordinator stipends during fy23 and the other stipends relating to that transition process would not be would not be funded in the fy 23 budget assistant superintendent secretary to director teaching and learning secretary you before you i we had sent home a revision um the budget has been revised so that position is included as a superintendent secretary in the fy 23 proposed budget um and you have all those pages that are impacted and the budget online is also reflective of of those revisions esser so there i think the question was regarding acceleration academies in esser which are sort of intertwined but can be two separate things uh esser is supporting the acceleration academies our lots of programs that you know that we're currently running we are also receiving specific funds from the department of ed federal funds that relate directly to acceleration academies in addition to esser so as to how long that will be continued by the department of ed i'm not really sure i don't know we don't know yet what's going to happen for the summer but we're anxiously awaiting that but we did incorporate in the esser budget support for programs so that's that will be available to to help with that none of those funds are actually coming out of the fy 23 budget so the rbt issue i think that was partially clarified by dr gifford um but i will just say that the 49193 that's included in the fy 23 budget is for one staff member a registered behavior technician teacher assistant and uh training of three existing teacher assistants to become registered behavior technicians really looking to build some capacity in in in district to be able to address needs as they arise um so that is uh and there's so there's training cost and and uh stipends uh that would be for those folks uh as well assistant principal cushman this one was interesting because i'm they must have been written somewhere because i'm sure that um i'm sure that that um they must have seen it somewhere but um it hasn't existed since 2012. the early childhood it's been the early childhood coordinator since then and it is the reason that the early childhood coordinator is funded at the level it is in the budget is because the idea special ed grant covers most covers a good portion of that salary so 58 000 is what's funded in the fy 23 budget special education administration costs okay so special education administration costs actually increased by essentially the cost of living the projected cost of living increase for salaries nothing else in fy 23 impacted those costs we did reclassify a person to a more appropriate so the assistant pupil support services administrator was classified in with outreach workers which really doesn't make sense it never made sense and i finally fixed it and moved it and so it does it maybe could be perceived that that was an increase but it was not uh esser again um so i believe the question here was how is esser intertwined with the fy 23 proposed budget so we are funding approximately a million and a half dollars of staff and expenses in fy 23 in the esser budget so that will be we're currently in fy 22 using the sr2 grant um it's and we used a little of the sr1 grant to finish that off um we will in in fy23 and fy24 be using the ester 2 grant that's a 3 grand sorry um two and we will exhaust the sr3 grant at that at that point uh it actually is available to us till december of 2024.

everyone in the crowd everyone on the board cabinet members let's all join an applause to celebrate these amazing educators and they also get a some new bcsc swag with our new motto together we learn so pretty excited for that thank you so much i always look for these opportunities let's keep them coming thank you congratulations [Music] thank you congratulations yes all right how fun and exciting so our next presentation is to learn more about best practice at columbus north high school and we'll speak with you mr clark thank you again uh always uh wonderful to be able to come up and speak to the board and share some of the things that we feel like our best practices at columbus north high school we start with our school slide i i didn't really get much but i'm assuming we still cover some things about the school right and i had a slide that i put together and uh mrs hester's really jazzed it up for us a little bit um just tell us a little bit about columbus north high school and what we're all about so as you can see there's try to we try to hit all the the pillars of bcsc we talk about udl we talk about pbis we talk about being respectful and responsible and building positive relationships this year i guess i'll point out a couple differences from the last slide other than the jazziness to it a couple differences would be that uh that our language is 32 different languages spoken at columbus north high school and that constitutes about a quarter of our population so our demographics have changed i remember when i first came to columbus in 2003 wasn't near that and so we are an evolving community and it has i would say personally to you it has enhanced and enriched our lives here in columbus and i'm very proud to be a part of that the other thing i'd point out is since that time we have also picked up a i think another state championship this year with our girls cross country so we're going to make sure 39 third most state championships and of all the high schools in the state of indiana so that's a little bit about columbus north high school we move now to our best practice i i want to say that's that's um for us this year we were really excited when the board approved a professional development time for us it's something we have needed it's something we have longed for and and just we've had some fabulous days with that so we wanted to say thank you to the board by showing you that that is we feel like was one of our best practices this year that we were able to take that time that you allowed us and put that into in into get that ball rolling and put into work and we'll have a staff member and a student here to share with you as well the takeaways that came from that almost immediately so i'm going to turn the time over to mrs hester and let her talk to you a little bit about those this best practice thank you i'm a pretty honest person so in full disclosure i had help with from our udl facilitator corey williams on that fancy slide i cannot take all the credit she's much better than i am at slides so the first thing we wanted to do is just show you we're working really hard to put together a database for our teachers and so in that database it has all of the professional development we've done in different places throughout the course of the school year and it's linked so that they can go back to those professional development sessions or even if it's one they weren't able to do or they didn't choose as an option they can revisit it there so we're collecting everything in one place the second slide basically shows where we came up with our professional development goals so basically we looked at universal design for learning is kind of the roof the framework of the house that columbus north is hoping to build and then we have positive behavioral instructional supports social and emotional learning school-wide learning outcomes we use habits of mind and then culturally response responsive practices so we surveyed our teachers to see what they needed in terms of professional development how could we best help and support our staff in these areas and so this is our reaction this is also a quarry slide so i can't take credit but um i did do the other slides i promise but this this slide is how we really felt with the addition of the days that you gave us because it's so rare that we can give professional development on a day when teachers don't have to worry about how their classroom is performing and get away for a quick quick lunch or stay after school when they might be helping students so we're just really grateful for the opportunity in terms of planning the day the district plans the morning and then in the buildings we plan the afternoon so we had a chance for all of our staff to be made familiar with the strategic plan which was really great and then we also had some udl mpbis videos and also discussions in different groups with our staff and then we had the lunch break and then we came back and did our building pd and this is how we broke ours down we did three sessions and so in session one and two there were six different options much as universal design for learning gives options so we had six staff members present in session one and six different staff members present in session two and then we used our udl facilitator corey williams to do a great keynote on cultural responsiveness for all our entire building we did have to find the experts which we decided we could find many experts within our building as dr pleek said we're blessed with amazing staff so we wanted to really draw on the talents we had and share those with all the teachers in our building and we were able to have seven sessions regarding udl two with pbis two with school-wide learning outcomes and social and emotional learning and then three that kind of talked about cultural responsiveness and we're lucky to have here tonight a teacher example and a student example so our teacher example is andy keifer and his um title was focused on creating authentic conversations between students to encourage inclusiveness in connection to class content andy thank you jen um looking at my topic i that's a mouthful those words there i can't believe i put all this together um so the the professional development day on february 21st gave me the opportunity to present to my peers my teaching goal this year focused on improving student discussions focused on current breakthroughs in biology and zoology as you can imagine uh student discussions and the climate we've had the last two years is a challenge and so this was a very valuable day for me to kind of formulate some things i could share with my colleagues and it was in a supportive environment and i was able to share an application that i've used for years called flipboard that i assumed everybody knew about but surprise to me it was very very beneficial to all my colleagues that came and that meant a lot to me and this is used to guide discussions and to support inclusiveness so i combined that application with some methods i learned from other teachers especially brad branham who also presented later that day my teaching skills did improve this day because i had time to share ideas with with teachers and from many different subjects so you can imagine with the size of our ability and the number of teachers that i don't get to have those conversations outside of my department very often so that was very valuable to me and i appreciate it thank you i'm going to introduce claire edwards she's an outstanding student i'm i'm really excited that she's going to be able to speak to you for a little bit and she's a student in my zoology class so this is claire hi as mr keith faber mentioned i'm a student in his zoology class and his zoology class is one of my favorite classes and that is because of all the lab work we do we each work with a lab partner and i really appreciate having a lab partner because it gives me someone to bounce my ideas off of and it also makes our dissections go quite a lot smoother and what mr key favor worked on over his professional development day is he implemented a new activity for us to do we've been learning about anthropomorphism which is giving animals human characteristics and he organized for us to watch a movie and to take notes and he also organized an incredible discussion for us to participate in and what was really nice about this discussion is we were able to do it in a small group which we haven't really been able to do because of covid and this was really nice to hear from people that you don't usually get to talk to maybe because they're on the other side of the classroom or because you don't know them very well but it really helped us write our analysis that we had to write after the movie and after the discussions thank you claire and we just have a few testimonials i think i forgot to start i this is not i'll just admit this i forgot to start my stopwatch and i used to coach track so that's really that's really sad but i'm just going to flip through a couple testimonials for you to see from teachers i will read the one that was regarding mr key faber since he's here it was refreshing to hear from a current teacher who understands the experiences taking place in the classroom on a daily basis and the helpful tips they are actually applicable in any class and then we just have some pictures you can enjoy and our teachers as you can see we're just really appreciative of this time as we are so our biggest take home is a thank you to the school board and that we have amazing teachers and we feel really blessed at columbus north oh i think i'm supposed to say are there any questions is that right mr clark thank you very much that was very helpful to learn about are there questions individuals have yeah sure go ahead mr grimes so please forgive me for not remembering this um is this year two or three for block schedule you're second here yes okay so in um well i guess my question is and we kind of tie it into this is how things been going with the block schedule at north well probably better i mean as an administrator i feel like things overall are going well there have been some adjustments there have been teachers have had to learn to chunk their time better and so we've spent some time with that there have been some teachers who have appreciated the ability to take a little bit longer on a you know topic or a subject and to be able to allow students to actually dig into that while they're still there and get their questions answered but there's there's a i'd say overall it's been good so far we're still working out some things uh that need to be tended to as always we said when we went into this that it would be an evolution and that we wanted to if there were any changes we wanted them to be organic so we're getting feedback and we're talking about things that might need to happen as we move forward thank you other questions tell me a little bit about how you use flipboard in the classroom you mentioned that uh yes i've been using flipboard for probably um 15 years i read a lot i'm reading articles all the time what i like about it is it's high level academic articles that you get which is kind of counter to a lot of what our kids look at and so it's hard to get them excited when there's also a really exciting tick tock video so um trying to get those in front of them as much as i can and and i read all the time and i'll see something i really like but i it's an easy way for me to throw it into a folder that i can pull it up and have it for the kids access the next day thank you nice other questions thank you thank you very much for sharing about the first professional development day and you're ready for another one next week we're ready we're excited awesome great thank you very much you all right next is our team who'll be talking about our secondary social studies resource adoption and i'll ask you all to introduce yourself as you take turns hello i'm laura oozley i'm the udl facilitator at northside central and mcdowell i'm corey williams the udl facilitator for north east and mcdowell we share and i'm brandi coomer and i'm the coordinator of instructional technology greg lewis social studies department chair at columbus east and central middle school lori martin uh social studies department chair at columbus north high school and northside middle school okay so corey britty and i were the facilitators of the social studies adoption this year and when we first started thinking about who we wanted to include on our committee we know that we needed to reach out to greg and lori the department chairs and so we met with them and we wanted to and be sure to include a representative from cea and that we had good representation from all secondary schools so we have a variety of teachers teaching a multitude of classes at different levels and then also we had some parent representatives on our community this year as well so we had a couple of goals going into the year so we knew that we needed to provide some professional development making sure that we connected udl and cultural responsiveness so that we kind of leveled the playing field and made sure that everyone on the committee had a good background knowledge to move forward so we used udl guidelines the windows mirrors and doors article to accomplish that goal and then obviously the big goal was to make sure that we evaluated and selected the best materials for our 7th through 12th grades in social studies so we spent some time looking over the rubric and actually refined it a bit and then had a variety of vendor sessions which we'll be showing you in just a minute so corey's going to tell you a little bit about our timeline so this all started last school year last may is when we first met with the department chairs to begin the process and then the beginning of this school year we got started with two half-day professional developments with the whole team and so first one we established norms reflected on our current resources that they've been using for the last six years and how those aligned with udl and maybe some points of strength but then some areas where we could grow in new resources some shared learning experiences like laura said around cultural responsiveness and windows mirrors and doors and then started working on our shared understanding of the rubric and the rubric's been around for a few kind of cycles but it's always constantly kind of changing and tweaking to best fit whatever subject we're adopting that year and kind of new current updated practices our second day we worked on a futures protocol so where did we see the social studies departments and our secondary buildings five ten years down the road um technology and integrations information from brittany which we also had the challenge of thinking about changing lms's after we have adopted this uh material this year we'll use it for one year with its learning and then it also has to work with whatever new lms we have the following year and then also some continued shared learning around cultural responsiveness from there we were ready um after we had asked the teachers what vendors they wanted to see and hear from um we started after school sessions we had 17 sessions and heard from 13 different companies and so all of those committee members that you saw on the first slide there all of these sessions were held after school hours so they were giving their their personal time to really um dig into this work to find the best resources that they could for their kids and so then december and january they had time to kind of look at the samples that were sent watch the recordings and get online access to really dig into and use the rubrics to pick out their best favorite sources and so in january they had the top two to three per each course due we worked with spinbridge this year our company to do our negotiations um and so they were really easy to work with we had a representative that did all of the negotiations for us and then after he got all of those final quotes um our student services coordinator was able to calculate the potential course fees the department chairs took those back to their teachers and march 11th right before we left for spring break we had our final selections these were the 13 vendors that our teachers had asked to look into and so we had presentations from all 13 of those all right so i did want to share this as someone who's on both the elementary resource adoption and also the secondary so last time we all saw each other jeanne long gave an awesome presentation about how social social studies at the elementary level really was recommending studies weekly and that one rose to the top and discovery education at the elementary level wasn't quite at the same resource level as studies weekly so we did pick discovery for some of our grade levels and i did want to share that it's a totally different experience between discovery at the k-6 versus high school and middle school the elementary version of discovery education is a little bit more of a viewing for a video platform you search videos there's not a whole lot of structured content for teachers there whereas at the secondary level and i tried to scroll through this so you could see a little bit of the difference there there's chapters there's resources there's the ability to translate content into multiple languages there's assistive technologies for text-to-speech dictionaries there's resources there for the teachers to use for assignments for students so a little bit more robust in the elementary version so before we go into all those resources i wanted to share that little bit of pertinent information and help clarify that so now we'll get into the actual selections all right so this was my fifth adoption overall my fourth as department chair and i'll be perfectly honest with you i don't consider it to be among my favorite things that i did in my job and i mentioned that just because uh i want to give special thanks to laura and corey and to briny for making this by far the best uh of the process and it was uh really just seemed so much less painful this year so um so that being said so after our two pd days after our two professional development days we we got all our materials we got access to the digital um trials uh i set up subcommittees with the teachers that either currently teach that and or have certification in those areas around each of those classes then they began reviewing the materials using the rubric looking at state standards they had access to the presentations yielded uh the two to three top picks what's really interesting and unique about this round for me of the four that i've led uh this is the only time that we uh came across came the results were uh quite uniform actually so um at both the seventh and eighth grade level at central uh it doesn't indicate it here but both my world uh texts uh and uh resource packages are by savas and then also one way then at east the four core classes in addition to ap psychology all selected savas now this was there was a little bit of overlap by teachers maybe on maybe teaching world history and us history but there was no concerted effort to say hey let's do savas this was really organic in the way that it occurred and i think it speaks uh pretty loudly to the quality of the sabas program overall i just find that noteworthy um interestingly also um savas was the selection of world languages and english at the middle school level at central yeah and so kind of consistent with that as well uh last year so um all of the other courses are based on uh teacher preference uh looking especially the ap courses looking at what the ap uh curriculum from ap central has um um and so it's a not the same uniformity as the core classes but um they're all there for you to um see i don't really need i don't think i need to go into a great deal of detail on them but i will take your questions after we're done if you have any specific questions about those so with that here comes laurie martin my colleague at north i have not been through as many uh book adoptions as greg this is my third book adoption too as a teacher and this is my first one as the department chair so i put um i made a slide for the process that we used so we well first of all last may i did a survey for my teachers and i asked them to think about what they liked about their resources what they thought the strengths were what they thought they wanted to improve uh what are you looking for in new resources so we kind of started thinking about this last year then we utilized our department meeting time at both north and northside northside has a curriculum planning time every other thursday they also used that time all of my teachers participated in book and resource adoption selection just like greg we had subcommittees and we looked at all of the content from different resources based on what teachers taught all of the teachers had access to vendor presentations and recordings thanks to the efforts of brittany corey and laura so they could watch those and i attended i think 11 of the presentations so i could tell my teachers this one looked really good i think you should really watch that so i felt like it kind of helped them to narrow the scope a little bit the teachers used the committee uh the rubric that the committee developed to help narrow the choices their top choices were based on the rubric scores but also on the cost and each teacher wrote a justification like a rationale for the resource that they chose and we talked about them we collaborated with the english department we talked about what worked really well for them what did not work well for them my teachers almost all of them are involved in some type of facebook group for their curricular area and they had a lot of conversations with teachers all across the country about the resources that were being used especially in ap because ap teachers are kind of of like mind so they felt like it was really important to have those conversations and they got a lot of good information from that so i um for both 7th and 8th grade northside my teachers they love discovery they love all of the resources that it offered all of the things that bernie talked about the immersive reader in discovery is better than anything that we could find outside it levels the reading depending on lexile score it can do different languages it has a lot of interactive activities so my teachers had discovery previously and after going through all of the other resources they chose to stick with it my middle school teacher said if we can get both discovery and newsela for social studies this would be my dream world every single one of the six told me that so because of the genius of charles at spinbridge he was able to we actually got discovery in new zela both at the seventh grade level for three dollars and 36 cents less than we paid uh in the last six years uh eighth grade went up just a little bit we tried to stay within a ten dollar budget not going anywhere above ten dollars for each semester for each course so we were able to do that with the middle school my high school teachers for geography world history and united states history also chose discovery for very much the same reasons i think corey linked their rationales to your presentation so you can read them if you would like again because of spinbridge and charles we were able to actually save 2.86 over what we had been paying previously so government economic and our standards economic courses are listed here both government and econ went up a little bit econ standard actually went down um most of the choices that we went with were like really well like looked into it was kind of even when i went back and i looked nine of the resources for courses were the same that we have used previously and nine of them were were brand new uh same thing psychology and sociology uh i actually myself teach sociology and had a course um worked at iu on course development for sociology and my group recommended this uh book a down-to-earth approach and i loved it could totally understand why so we are changing sociology same with psychology those are two new we are adding a course in social studies called latin american studies this was the brainchild of one of our world language teachers who really wanted to focus on the cultural aspects of the spanish language that they didn't have time to fit into their regular spanish class so she chose this book so this is a new course indiana studies ethnic studies and humanities do not require any text that's completely teacher created for the ap courses we did a pretty good job of staying within our budget nothing above ten dollars vfw i kind of want to point out ap us history has used bfw uh for the last six years and because of that my ap gov teacher and my ap us teacher talked about the benefits of bfw and they decided that if they adopted the same text which they were different before that students who normally take apush would also take ap gov and that way they would have kind of continuity they would know how to use the text and that has also worked really well for discovery because my seventh through eleventh graders basically use the same resource so they're very good by the time they're even eighth graders at navigating it um ap econ this is the same text that she's used before ap euro switched um this was her first year teaching it and she really did a lot of research and talked to her facebook group and found that this cengage text was better oh i think that's it oh no ap psych sorry um ap psych ap human geography um also stayed within the budget ap world history modern is going to be a new course in two years um at columbus north so that's why that text is a little bit above our budget is because we've not we didn't have a cost before and then i'm going to share a new tech's selection they don't have a true department chair we worked with uh veronica buckler who was their teacher of the year who was just up here a little bit ago to make their selections for ela last year and then because she taught yale last year and she's teaching social studies this year so we got to work with her again um and they selected this resource called actively learn and so their social studies and english classes are co-taught and so this resource is a perfect fit for them because it's a lot of current event text so they'll be able to tie in ela standards um while hitting the social studies content um it has immersive reader accessibility tools fully embedded in the platform it'll integrate with both our current and any future lms we select um and you'll see the cost um info there um for this resource they are very excited to get started using this it was pretty kind of uniform decision there and cut and dry for them so the google doc that's linked there in your presentation contains all of the online access vendor recordings website links for any of the resources that were selected so that you can go in and look at any of those and then it also as laurie mentioned has the teacher kind of rationales for why they selected those programs so if you want to see why the teacher selected those certain programs those are linked there as well um or if you have trouble with any of those or want more information about any of the resources that we presented to you tonight um you can contact any of us up here and we're happy to get you hooked up with those those resources questions for us wow that was a lot of work so i deeply appreciate that are there questions individuals have i could tell that you did mister he is a social studies teacher well i was i guess i still am i don't know um so [Laughter] um a couple questions so i understand the importance of uh taking into consideration uh individual teacher preferences teacher styles and things but central northside northeast why why the differences and is it so a why the difference and b has been typical over the years that books have been resources have been significantly different try so um well the two schools are very different um obviously and uh so i don't know the last time around we we adopted discovery and uh and my teachers at both central and at east for the two the seventh and eighth grade at central and the um the uh four cores we're really uh very much wanting class sets um under uh action and expression uh on the udl rubric one of the uh one of the items is that you know students have options for accessing materials and uh if you've ever been in a classroom and uh if a teacher in a digital platform in a with a digital text a lot of teachers also provide paper copies and tons of kids take those paper copies and so we just thought it was the best of both worlds the digital platforms for savas were very very strong um and uh so that's why we did that but getting back to your question about why the difference um i think that we were given the freedom to go the path that we wanted to go um i mean i'm sure that if we had gone a single route that uh we probably could have had some additional economies but i think as uh lori mentioned we stayed we tried wherever possible to stay within the financial parameters that were laid out for us i don't know how did i do that all right you want to add anything i agree with everything that greg said the cultures of the schools are different our teachers have different teaching styles and there was very much consensus between our teachers in the curricular areas my teachers felt like the digital platform on discovery which was important to them uh was very good the interactive activities were good the immersive reader was good speech to text was good being able to adjust lexile level they felt that newsela added a lot to discovery and that they could use primary sources it connects primary sources to current sources so that students can make connections that are authentic and relevant so they can kind of see how this old history that they would think is connected to present day so new zealand does a really good job of that and they thought by combining those two resources and they have the ability to print pdfs if they need it my kids at the middle school found a little bit differently because our demographics are a little different that they preferred the digital so i think it's just different cultures different demographics and i think we we both tried really hard as department chairs in those departments to do what we felt was best for our particular set of students yeah i would especially echo that last comment that she just made i would just also share that even though they chose different resources they're still teaching the same curriculum the same standards it's just different resources to use with the students and all of the resources they chose still aligned with the udl framework and still scored well on the rubric and had the accessibility features and the translation and kind of all those key pieces that we really need to have so it's just two different sets of resources to teach the same curriculum um and even within you know at least two teachers next door to each other that have the same materials they're gonna teach it in different ways and use those resources in different ways to best fit their students so really having that choice as close to the teacher level as possible um has kind of been the philosophy that we've taken great do you have enough yeah and i have one more um and this is certainly not intended even though it may appear as if it's certainly not intended to put anybody um make anybody uncomfortable put anybody on the hot spot but of course you know the the political climate in which we now live um you know a lot of the hot button topics center around the social studies and so was there ever any consideration or thought given to um perhaps and i've seen other corporations do this and that's why i kind of thought of this thought or consideration to kind of a public open house once the materials were selected to invite the public in for just to give them the opportunity to see those materials i would say that like i would say that as well also all of our materials are linked to its learning so parents can also log on with their children's help can log on and see the resources um i feel very strongly we had a lot of conversations about the political climate and cultural responsiveness and multiple perspectives however we also decided as we talked that our these resources are just that they're resources teachers can pick and choose the best things that they think they should use from those resources it is not the primary way that my teachers teach it's definitely a resource that they use to align to the curriculum and align to the standards and if the materials don't align to the standards they find other ways to teach echo that i don't have a single teacher that i would call a textbook teacher last year when we were here presenting to the board corey and i to about the ela we received a question about if we had parents on our committee so we took that back and that is a big reason why we did want to include parents this year hoping to get a little bit of more feeling like the community is welcome in decision making yeah so we had two parents who had access to all of the resources all the communication everything that went on throughout this um but i would also say any of the resources that we had listed on there all of their websites have information that the community could see or if anybody um wanted more information they can we can share that same document that we have linked in the slides thank you mr stenner thank you great work and please express our appreciation to all the committee members i'm curious about the interplay between indiana state standards and and the ability abilities of these vendors so i'm imagining in your rubric one of the lines has something to do with state standards and you know the box that describes the worst they didn't even think about indiana state standards and the box that describes the best you know it was a great uh great setup to address all the necessary state standards are there vendors that aren't at that top level today i mean i can't imagine so a business model where they wouldn't be but all of the vendors will say we are aligned to indiana standards would you i'll not agree with that we know that that's not true so what my teachers did is they looked at the standards and they looked at like for example in discovery there's an essential question for each little section in the chapters and so if those essential questions did not align to the state standards they didn't use that section so again i kind of go back to what i said to mr grimes is that it's a resource and my teachers know that and we i mean we're fully aware that texas california new york they textbooks are made for them they're not necessarily made for us so we as a staff it's our responsibility and i think greg would agree it's our responsibility to make sure that we are utilizing the resources the best we can and making sure that we're teaching the standards based on the standards and not on the resources we chose i would say one of the main ways that stands out is the seventh grade standards for indiana are not like the seventh grade social studies standards pretty much anywhere else in the country so that's one way we can see right away if they have things that will align for seventh grade for indiana because that has to be tailored to our state standards because hardly anybody else has the same seventh grade so that's one of our quick ways we can look and see if they have things specifically for indiana a couple other points i appreciated the distinction about uh the discovery materials that we talked about at the last board meeting that that was very helpful the difference between the secondary and the elementary materials and then the other thing that uh i'm curious about uh is somebody mentioned charles at spend a bridge and the ability of that third party to kind of step between us i'm assuming what are the arrangements between bcsc and spinbridge that allow us to take advantage of this check can you hear me okay um so last year um we were approached by a vendor that uh spinbridge came in and said we we do procurement across all kinds of sectors and they mentioned textbooks when i met with them initially and it struck a chord with me immediately as an area that at least at the elementary level the negotiations happen between the administrative assistant to dr hack and these textbook companies these textbook companies that have an incredible amount of clout experience in negotiating um and whereas on bcsc side almost nobody has that somebody who does it every day versus somebody who does it once exactly and so spin bridge takes the original quote that they get for what we receive from the textbook companies they negotiate all throughout the process so they just get that list of all those 17 or 19 vendors and they go while in parallel these folks work on what is the best choice for us from a teaching and learning standpoint once these folks select their vendors they hand it back to spin bridge and say here's your task now go finalize the price spin bridge takes 15 of the difference between the original quote and the the final price that they negotiate uh it's so far this is the first textbook document we've used them for and the the feedback that i've gotten from both the elementary and secondary has been very positive in their experience with them so we um as long as all the financials work out we may move forward with with further textbook adoptions with the same company so we're uh parties to or members of other purchasing groups but this is the first time we've used the expertise of the purchasing group for textbook adoption resource material adoption correct in in textbooks as far as i know there aren't any purchasing cooperatives that do textbooks they do everything else from computers to water bottles and microphones but as far as i know i don't know one that does textbooks that's great thank you and a question for keep that mic mr phillips so i'm i'm glad that on top of making sure we have the right resources to teach our kids there was a mention of budget which is also helpful i wondered where the ten the ten dollars that was referenced how do we how do we identify that that one didn't come from my office from a financial standpoint it's probably more thinking about parents and the impact on families but that's an assumption mr jensen thank you mr johnson very good thank you other questions so i was wondering about the rubric that you use for that is that in the google doc that you sent us it might not be but i can check that and add a link to it thank you all right thank you all very very much for this work and please thank your colleagues i know it's a lot just listening to that many vendors makes me twitch so may i say one more thing absolutely i want to absolutely praise laura cory and bernie because as greg said they made this process amazingly simple um i think i said maybe to greg i don't know how you and libby did this before they were here um they were phenomenal i also want to give a shout out to my amazing department who put their hearts and souls into choosing these resources and making sure that they were doing the best for their students so i just wanted to give a huge shout out to them as well they made my job very easy yeah i'd say the same thing about my my folks and uh i would also say in terms of the process i can remember some years where we had upwards of 10 10 days that we met on the process and so to get out of this thing with two days it's immeasurable thank you thank you all very very much so just a reminder to the board that would serve as the first reading of what is something you will then look at to potentially approve at our april 25th meeting right and we'll have the opportunity they've given us the google doc that we can go look at any and all of this as we wish all right now is the opportunity for our annual food service update from dr bozeman and miss mill spa i jumped in front of nancy because she won't let me speak highly of her she tries to grab the microphone before i do so i'll introduce uh nancy millsbaugh director of food services for bcsc just want to mention uh publicly and thank her and her department for leading the district and the community through some challenging times with the pandemic and supply issues and a few of those things she'll mention but um we've mentioned that before but just appreciate her leadership during this time and i'll let nancy take over her annual presentation for you this evening thank you dr roseman and thank you to dr uh roberts and to the board for inviting us tonight to update you on our department i'm going to start first this evening just with our meal participation data from august through december you can see we have had a huge increase in meals since this time last year excuse me what part of that is is we are currently providing through a waiver through the usda free meals to all students regardless of their income guidelines at this time so that's i think the big jump in this last year also at this time compared to last year our kids are in the building so we're thrilled about that and that you can see has made a big difference in participation for us um these are some photos of some of the current offerings that we have put on this year to kind of increase our participation with the kids the first one on the top left is one of my favorites is the cuban sandwich with spicy garlic mustard it's really good if you haven't tried it come in and eat with us there's also a southwestern chicken wrap which has been very popular with the students we have added a hummus bowl for some vegetable protein for the kids and then we have a new pot sticker dumpling that's going to be probably in the next couple weeks which i like it i hope the kids like it and we've done a little testing with them and they seem to our summer feeding program you can see we did have a huge amount of children and families eating with us in 2020 with the pandemic this last summer it did cut back a little bit i think again because things opened up and people had a little more access to food in the community so that's that's wonderful our summer meal program speaking of that we actually won an award recently it's called the turn up the beat award so it's kind of fun uh and nationally it was from the usda 84 sponsors across the united states qualified for gold silver or bronze and bcsc was one of three schools in the corporation and we did win a silver um currently we're still under usda waivers these are just a number of the ones that are working under another one is that from to actually january through uh june of this year the usda is offering an additional 25 or 25 cents per reimbursable meal given purchased by the students and also we are under the the universal meals at this time these were not included in the most recent budget past it's at the national level and the waivers are set to expire june 30th for us what this means for bcsc is the universal free meals will end at this at that time we are expecting a decreased participation because of that and then we project a 40 decrease in reimbursement per meal because of the decreased participation and the loss of the 25 cents additional to each meal the kids are receiving that's going to cause less flexibility for us to deal with the supply chain issues which are continuing to plague us we've never seen anything like this this year i thought last year was bad as far as that this year was a nightmare but it's going to be better next year so i'm always a plan for the worst and hope for the best so um with the supply chain i mean the main centers of play things for the kids that we just expect like pizza and chicken patties and hamburgers we haven't had we haven't had hamburgers in our district probably since november um so it's been tough and but we have been very pleased with one of the waivers that um the usda allowed people to do is to to not provide all the the requirements for a kid's meal which offer five components of the food groups and we have not taken advantage of that we have continued to provide all the requirements that the kids do it might be a little bit different that's what's on the menu that day but they they have not received any less nutrition from us this year the meal service regulation changes will significantly affect our meal service options that just being said because you can't give um you know food to the parents off of a bus you can't do feeding in areas that are uh like might have required to be able to qualify because of their income those will go away with the the loss of the waivers um some new procurement changes for us this year we are planning to join the southern indiana commodity co-op this is going to allow us to join 11 other school districts and purchasing in group of our groceries and things like that for food service and we're projecting a savings to all of those divisions for our program the healthy hunger free kids act did not go away with any of this it's still in effect and it just means that schools are federally mandated to raise the price of lunches if they're charging less than the national average determined yearly we haven't had to worry about that this year with the universal free meals these are the last few years of the national paid equity again this year we're on the universal free meals they have not released that lunch equity for next year however if you look at school year 2020 21 at 3 and 90 cents our school district is still currently not even at that so this just gives you an example some other school districts currently they will face the same situation because they will still follow the meal price regulations and so uh proposed meal changes would follow the recommendation where they raised about 10 cents as is the cap on those each year and on the last slide the school nutrition association they do have an award each year for the food service employee of the year bcsc has nominated cynthia dilling and she works at mcdowell education center i don't know if you've ever met cynthia i highly recommend you go and meet her she's a fabulous person and one of the things we did is we talked to some people and if you would allow me to describe her from the words of the staff at the school and also you know staff in the district that know her and different students the words to describe cynthia are positive kind welcoming respectful loyal committed fun gracious humble and she treats everyone as if they were part of her family cynthia to me displays what it really means to take pride in a job well done and she does it showing kindness and love to all this award has not yet been determined by sna we're still waiting on that but i i honestly feel that bcsc is already the winner by having someone like cynthia dilling on her in our school family so um this ends my presentation for this evening short and quick and if are there any questions i'd be happy to answer those you're itching do you have questions so i i just can't fathom all the changes and and i'm assuming still some unknowns yes so so can you elaborate a little bit more on the choice of going to a cooperative and what that's like so i remember these really long lists of things that we have approved and you've gotten you know competitive bids and i look at all that bread and go oh my goodness so so explain what we'll see differently and how how you've come to that choice our our bid price um our bits actually were out um already and with the competitive bid and then actually what is happening with the climate with the all the production and manufacturing and the supply chain issues there are i've been a number of companies i'll give you an example uh a current food bread company that we're using they're dropping different states for for bread because they're having so much trouble with drivers and things like that so part of that was the main deciding factor in trying to get a group of people to be able to jump onto basically their bid process as well we could all work together to make the bid process work for all of us and to be able to purchase in a larger amount from some of these vendors we have a limited amount of vendors south of indianapolis for our our food service and so um joining some of the others where we maybe hadn't used some of their products before and things like that it seemed to make sense for us with um with going to this i i think they're basically they use like a lot of the same small companies that we do like the dairy because there's not a lot of dairies out they use some of the same breads that we've used in the past um but to us one of the things i thought was a big benefit was the chemical portion of it um they have a really good surface program that they have already put into their uh rfp and there's ghosts for five years and so i would be our group would be tagging on to the the fifth year of that but with our bids out which the currently we're opening them tomorrow we can still we just won't be doing line item bids in the process where we have to go through everything it's more like an overall who's the best you know group and then you go with the group price for the the different categories of the foods whereas before we've done line item bits right that's the one i remember so is this making your work any easier for you i don't know yet it's this this is very new yeah we've already got our bits out i i think it it's in in a sense yes but also in a sense you i will take a portion of making the rfsps for 11 other groups and you kind of all divvy that up or you will take um you know we will be the the representative area leaders at different times and we will have to go to the meetings and things like that for that so a little more meetings but a little less hands-on paperwork i think is what the trade-off will be but again like i said with the projected savings it's at least we're thinking about 170 000 savings to to do this for the district all right thank you other questions mr grimes i don't have a a question but i do have a comment while you're up there i just uh congratulate you again for uh the turn up the beat recognition one of three in indiana one of 84 in the nation uh that's great and just say uh thank you very much for going above and beyond the minimum and uh you know taking care of kids over the uh over the summer months thank you very much it i'll i'll say something as well i have a student at northside middle school and then i have two young ones at saint peter's and and we're not sure the oldest he's in fifth grade he's not sure where he wants to go in middle school and then my daughter brags about your food okay and they come back and they they talk about what they eat for lunch she goes we get ice cream sometimes and we get this and she's gonna love those pot stickers okay that's her favorite thing in noodles and companies so so anyway the food seems to be it's a boy so the fifth grader the food seems to be a determining factor and you might have just swayed him into uh north side middle school thank you to you appeal to the heart of a wielding in the stomach of a whale we do want to invite you all on earth day we're celebrating we try to have special meals for the kids every now and then and one of the ones we're doing is earth day we are serving all protein-based uh entrees for that day so we're having a plant-based chicken nuggets and then we're also having like veggie burgers and of course there's always peanut butter and jelly and those kind of options for the kids but trying to get them to try a little since since we can't get hamburgers anywhere else we're going to try to get cheaper but they're very good so i hope they'll like them awesome thank you i appreciate the commitment that they're still getting the nutrition even though we had those flexibility so thank you for taking care of the best for our kids great yeah thank you for persistence about our focus on the whole child so thank you all right we have an opportunity for board commendations if you'd like to start i know you just well i don't have to start i've got i've got some but i don't have to start okay so i've whittled my list down from 48 to 5.

so there could be a little spillover into the next fiscal year if we're lucky enough to have any money left but that's um you know that's that's how that works um that's a quick question so how many staff are we funding from that partial so parts of 16 staff significant that's huge i mean it's it's been something you know that that committee members have commented on i think i've commented on publicly i'm and i know dr gifford has as well we're certainly concerned about that i know we've talked about how that's going to impact us moving forward because it's it's it's a lot of money and uh it is going to go away so we do have to note that i believe you gave us a full account of the employees that are here yeah no i know i'm just trying to get a reminder yeah no i don't know we've done that several times uh instruction administration costs so uh all right so the the change there is really the the two director of teaching and learning positions and the elimination of the assistant superintendent position um and i mentioned the reclass of the assistant pupil support services administrator which was in the outreach worker category into the instruction administration category where it's more appropriate for it to be um i think those those were the the comments or questions that that were raised during the public budget hearings be happy to answer any questions questions comments from my committee members so i'm good i mean i i just want to thank you for in response to christian's advocacy around the parking passes i do thank you for responding to me i missed it for a few days but um feeling better and you know it's tough it's you know it makes a great case and i my hope would be that as we move forward i mean we're in kind of stark times we've got these partial 16 positions that are funded and that money is going to poof potentially go well as we know as we stand now go away but i would like to see that continue to uh you know to be removed i just very impressed with his research and his advocacy around that um and i and i have i have concerns about the el ely positions and uh it's my understanding and and it was sort of referenced in the in the email that we we received um that the numbers are going up and when you talk about equity and supporting students needs uh it's concerning and i hope that we don't um you know dismiss the fact that that might be that needs to be potentially revisited so that we don't um that those students aren't impacted in what they they need to receive um but thank you for this your response to a lot of it it's budget is always tough and it's uh there's a lot of conflicting priorities absolutely you know it's competing priorities and we're you know we're fortunate that we have we do have a lot of support um you know from the community and obviously our budget request right now is at 4.7 percent um i know through my discussions with the administration and the town that we've spent a lot of time talking about this and and they've been very supportive of us um and i hope that the boards follow suit uh you know and support us through a pretty challenging time financially but but yeah i mean there's there's no doubt that we have to prioritize um in order to make this happen other questions or comments yes go ahead mr oliver thank you dr jenkins um so a few a few things um one i'm going to um disagree with probably some of my fellow colleagues that i would personally like to see the fifteen thousand four hundred dollars striked out of the budget um i think between school whether it's school choice funding or whether it's finding the money in our operating budget i think that's a small a small dollar amount considering our overall budget and some of the um some of the lines that we have so that's just just my thoughts on that in regards to the teaching and learning stipends i'm going to go back to my my statements at one of our previous meetings that i'm all for these positions however i would like to see the salary range and not just for these two positions but i think it's good municipal finance practices as well as good business practices and we are charged with budget and policy that the superintendent of schools come to the school committee to ask for parameters for salaries for non-union positions i'm not saying that we need to set the exact salary but i think it's good business practice that we have some kind of parameters that we agree on because that is one of our charges the school committee is budget and so once again i will say that i'm not comfortable with the salaries i'd like to see some concrete figures that's not to say that i'm not opposed to approving the budget this evening it's just i would like to see some concrete figures to go along with this from other school districts i know dr gifford had presented them she didn't present them but she she let us know that they're all over the place i would like to see some actual numbers on that and i would also like to see if we are gonna if the committee's pleasure is to continue with with you know the salary range in the ballpark of 140 that these stipends be included in those positions um there is absolutely no reason why if we're paying someone 140 000 a year that these that some of these positions or these stipends can't be rolled into that so that's what i have for that in regards to one of the um the comments made during public comment tonight can i don't know if you're able to mr kylie elaborate a little bit on the sl the um slp and the slpas i assume as to i i could offer a little bit on it um so i know that uh that hiring slpa slps pathologists has been very challenging and there have been times where we have had to address needs by hiring a assistant speech language pathology assistants and i understand that that's the concern uh you know before us though that was expressed tonight and and we're cognizant of that um and we have made attempts to try and address the staff several attempts to try and address the staffing in that department um and continue to so i i can't i don't have a lot of specifics on that tonight but um it is accurate that we have had to address needs with assistance which do require supervision by the pathologists which does take time out of their day so we're aware of that um and have tried to address it we've posted jobs and not filled them for us jobs far slps for slps now and shame on me i guess for not knowing this but our slps on i i know they're under the general bargaining contract but is there any kind of additional monies they're teaching salaries they're just straight teaching salaries yeah incorporated there okay assistance is different assistants are paid under teaching assistant um contract with a stipend okay on top of that so i guess is there i know this is a this isn't a dartmouth problem the right this is a bigger problem with speech language pathologists so you know i don't know if there's anything we can do to make ourselves more attractive that's but i appreciate the follow-up mr kylie and all the work that's uh put into here so other than the fact that i would like to see the parking fees eliminated um you know that would be the only change that i would ask everyone to consider thank you other comments or questions mr nunes yeah thank you madam chair but unfortunately i'm gonna disagree with my esteemed colleague here big surprise the uh i think the packing fees are fine i've said before and i'll say it again is you know we the uh parking is a privilege and and such and we paid almost four million dollars for bus transportation so if with all due respect you don't wish to pay the parking fee we have fantastic bus transportation that you're more than welcome to take advantage of in general the budget overall my compliments to mr kylie sitting waiting to go to the finance committee the other night i said to him i said listen just you're aware i says i've looked at the budget and unfortunately i'm not going to chew up two hours of your time because i really don't have any questions it was really cut and dry and my compliments to the administration the budget subcommittee for for their work on on putting it together would i like to see the ell uh ele i should say my fault english language learner stay yes i would you know is that something that maybe we can fund in with the uh essa grants sure okay fine but uh you know there's a lot of work that goes into the this budget and a lot of time so i will defer to uh administration and such on that thank you any other comments i'll just can i answer the question um did we eliminate the fees for high school transcripts this year we in in the next uh school year there will be no fees for transfer so for me right i see those two fees as problematic i see that transcript fee is much more deeply problematic than the parking fee children should not have to pay to get transcripts if they want to apply to college so i don't necessarily disagree that we might want to move towards right reducing the parking fee or getting there but i think we've made an important first step by by eliminating that transcript fee and i think we have to phase these in so for me this year the removal of the transcript fee for next year removing that burden from our graduating seniors i think is a positive first step and so i would agree with mr nunes that i think i'm willing to keep it where it is to keep that parking fee sort of in the parking lot and remember that you know we might have to slowly chip away and and get to it but i just want to highlight that it's not that we're not listening to students or trying to make it easier on our students we have removed a fee that students currently are paying so i'll disagree with mr oliver i'm my number one i'll agree with mr oliver on my number two we have a fiduciary responsibility as members of the school committee we okay any increase in salary for every employee in this district our hands are tied if the initial salary is set outside of our purview because we can't go down right we can never go down i mean i suppose we could but i'm not sure i want to go there so i think it's super important that decisions about where to hire people come by us because it it has impacts those decisions have impacts on our budget so i 100 agree with you that i think i don't want to necessarily delay approval of the budget but i do want that to come back to us because that's part of the way we have to control the budget we do that with all of the other salaries in the district i see no reason why initial salary should be any different so those are my sort of two thoughts the third one is i will echo my colleagues thanks for putting together the budget i know it's a lot of work um it is a delicate balancing act i wish we had more money i think mr nunes often talks about how much more money we would have if we were just at average spending we wouldn't have parking fees if that was 10 million but who's counting right so um i appreciate all the work that goes into balancing the tough decisions that need to be made um so if there's no further comments just go ahead thank you just and also just to to mr kylie is a great job thursday night with the fincom you know answering questions that they posed to him and they were a wide variety of questions on anything and everything from transportation to building age to you know classroom teachers and such so and he had all the answers which was good so just thank you my compliments appreciate it there's not many times when he doesn't have the answer no there isn't no thank you all right so if there's no further comment i will entertain a motion to approve the fiscal year 23 budget appropriation for the potter school classroom teachers and the hundred amount of two thousand dollar forty two thousand and twenty three dollars so moved second all right so i have a motion by mr nunes a second by miss waite is there any further discussion on the item hearing none all in favor aye opposed abstention one abstention all right so that passes four approvals and one abstention from mr oliver next i will entertain a motion to approve the fiscal year 23 budget appropriation for the total budget excluding the item voted individually in the previous motion and the amount of 47 million 382 dollars and 82 cents good so moved second all right so i have a motion by mr nunes a second by mr oliver any further discussion hearing none all in favor aye aye opposed that motion carries unanimously thank you everyone thank you mr kylie thank you all right so the next item on our agenda is discussion of the equality and diversity and subcommittee um i do want to make one clarification for the record the charge of the committee has been was publicly voted on by the school committee in a public meeting that charge is posted on our website in the december 7 2020 minutes so those that charge is publicly available if anybody would like to see it i welcome them to go look at our minutes that are available on the dartmouth school committee website having corrected the record on that we can open it up for discussion i think perhaps the first item if i if i can maybe structure our debate is to maybe talk about um well i guess the first question is whether we want to continue the committee right if the vote on that is no we don't have to have discussion about anything else so we should probably start with that sort of big picture first personally i think there are some issues that came up i mean i think in the um the the meeting on the 22nd i'm reading dates i think despite disagreement across different sides of the debate there is some consensus about moving forward with developing some more curriculum developing partnership um that i think we can all agree on that that that should be done maybe that's the charge of this committee maybe it's the charge of a different committee to do that um i think there are some other things that the committee could work on um but i will sort of open up the conversation for my fellow committee members with that first sort of question about whether we want to continue the diversity inequality committee thoughts right miss amarill i mean i i will start i and uh i would say i would like us to continue it i would like us to uh you know change the name to what would be traditionally a dei committee i think that it is an important conversation as a parent of a young man who receives significant special education needs that is an equity problem that is an equity conversation and those in our district who are like him who are more vulnerable than him who have different needs whether they are uh students with who with um uh who undiagnosed learning needs those students and those families um need to be considered and thought about in our charge and that is i'm sorry i'm passionate about it it i'm highly offended to hear anyone question whether or not equity is important within a school district where there are students that range from the most vulnerable to the most successful and who learn with ease they're in my family i've got three of them i've got three different learners one of them is voting tomorrow he can't tell me when he's got a hurt on his knee but his needs are just as important as my oldest who valued her ap classes and so i'm sorry i think we should continue with this committee thank you miss amarell mr nunes or mr oliver i think i saw both of your hands go up yeah well i think the uh i'm tossed with with this and kathleen i appreciate your passion no doubt about it um change it to equity i could i can live with that i really could i really could uh because i think we all have to we're all equal in this in this profession and with what we are content and need to do i know i spoke when we were putting this committee together about trying to not make it too big type of deal and i still kind of stick with that that idea my question becomes is you know as as we go back you know and i will apologize i i think i've seen some emails and again i threw them into the folder but i don't think i printed them which is my own fault you know the uh community members that we have right now they still they the two community members i yeah i i would say i think they both have we've also received some emails i know but so i think i don't think we're ready to appoint them no i'm not ready i'm not ready to do that but that was my question is you know and i apologize if they did leave at least one of them did i'm not sure about the other i'd have to go back and look yeah i've got to do the same too so that's it right i think uh i don't know i'm i'm still tossed of this and i i think i would like to to to see where this committee is going to go you know in the in the in the future what you know what what you're going to talk about and what you're going to try and what's going to try to be tackled you know that type of thing i mean i'll just leave it a dab mr oliver you had your hand up i did so i guess from my i i 100 agree that i think we need to move forward with with continuing a committee i guess the questions that i have are more around the the direction that the committee goes in and the topics that that are discussed um however in in this you know world and climate that we're living in um i think it's very important um that you know we have these conversations and we try to we try to make dartmouth public schools um you know a better place for for everyone and you know be able to meet and service the needs of all of our students so i would be certainly be on board for continuing this committee but i you know we really got to look at our administration or our district liaisons to the committee i i think too we need to lean on them some more um and you know from some of the topics that may come forward um so i'd like to see it's a long way of saying i'd like to see it continue okay uh miss wait yeah so i've put a little thought into this as well um i think that when i when again it was a tough first goal at you know the committee certainly when we were you know dealing with covid and the committee kind of meet in person we know a lot of that work is really important to you know get to know people and we're meeting in an open meeting forum which is i think difficult to be clear all of the meetings were open and streamed no i know no one involved no no absolutely yeah record on that no absolutely so i think um and that needed to be done i think it was a it's a difficult task the way it was set up so possibly like you know again the charges that we had i think were you know well thought out but we may need to go about it in a different way um bringing in particular you know i had an idea about bringing in each school let's say you know to mellow and they can share with us what they're doing in the school because they know what the work is being done they can share what their school improvement plan is around these issues of diversity equity inclusion how they're trying to accomplish that and then you know those members who are part of that board under open meeting can ask them questions so they're not you know being tasked with doing research on their own which i think is a challenge when you have these members who are coming in who are you know maybe members of community or this not to go and find out you know what exactly is happening in a school i think that's uh that's difficult i think it'll be a nice time for tamela say like this is for example to say this is what we're doing this is you know what we'd like to see you know this is you know we can also find out these are some of the best practices that we've learned about you know with whether it's dealing with diversity race inclusion these are facilities we need you know and then you know going through each of the schools and then you know even bringing in like our you know athletic director do we have accessible seating at our facilities you know i know that was an issue with one of our band shows that um someone came in with someone in a wheelchair and they were you know a grandparent they didn't know you know again it was difficult for that person to find out where to go so there's a lot of different issues but i think if we i think being you know redirecting it so that you know we're having the the people whether that the curriculum folks who are coming in as you know or the individual administrators and staff of schools like maybe we have a different school come in or group you know each meeting however whether it's quarterly bi-monthly you know i think that would just be a process that might make it easier for this to work to get done and then you know once you listen to all the electric schools i think we could say like oh look quinn is doing this that's great you know maybe you know we can add a diversity library at quinn like we have it de mel you know just some of those kinds of things so that's just you know where i was leaning in terms of the procedure but i would like to see it continue obviously but so i would i would like to see the committee continue and i 100 agree with with miss ambrell um i also don't think i could support an approach by school and here's why because i think we need to focus on specific issues and what the say climate is for specific sort of learners in our schools and people who work here one of the things that we're doing on campus is we're doing a climate survey to understand um how students staff faculty feel about our institution to identify any issues so do our students who are receiving special services and their parents do they do they feel safe i know we've had issues with that do they feel supported and i would like to see uh sort of tackle those sorts of issues where we can provide input for for instance i'm just following on miss amaral's thoughts right if the first issue we tackled was how do our students who are receiving special services feel included what are best practices we can ask people from schools but we can also receive input from the community and identify where some of the the the weak spots are i do think that um part of our sort of our plan and is about communication and so providing avenues for people to have input and communicate about this i think would be good um so so i i would like to see it continue as well and it sounds like there's maybe some consensus about that mr nunes is on the fence but that's fine so i think it seems like the committee i'm getting a sense of the committee here that we want to sort of move forward where we may con contemplate a change to the name to more accurately reflect the charge in terms of composition my inclination is that right now it is predominantly staffed by people who work in or employed by the schools and to me that seems appropriate because we're getting into some matters right that are the purview of administration and teachers and so i feel that predominantly administer we have two administrators three staff members two students right two school committee to community i think that balance seems about right to me like i didn't wouldn't want to tip it so there's more school committee members or even more community members because it's about things that the administration and the staff have sort of control over but i'm open to other arguments about how we might change the composition of the committee if people think we ought to i'm not talking about the people who are in those seats right i'm more talking about the seats that are on the committee because i think since the terms have expired we have to do a whole new call yeah yeah right um so what i want to focus our discussion on right now is do we think the composition of the committee is right we have two administrators two school committee members three staff members two students and two community members mr nunes yeah i think the the if you want to do anything else maybe you and you got 11 so you want to try to keep it odd maybe you add a couple more community members keyword maybe that's discussion for another time you can't add another school committee member because now you got a quorum so we still we we're still subject to open meeting no no no no no no no no no no no no you're not listening to what i'm saying right you got a quorum right so the three committee members could make a vote and we own it that's true so true you don't want it you don't want to go there right that type of type of deal so my only thought would be if you know when it you know read the tea leaves john you're going to see that this committee is going to continue so which is fine and i'm good with i i can live with that but i think maybe we want to think about maybe adding two more committee community members period and then maybe taking a step back and again i don't know the two students from the high school that we have i don't know what their class year is i think they're both they both may be seniors okay so maybe we wanna maybe want to look at maybe making it available to juniors so that you have a little bit of continuity or a junior and a senior so that as one leaves you know the junior moves up and then you put a point another june that type of deal so that you're not always having to sit here and bring you know the two students up to speed as to what's going on that that's my thought mr oliver i'm just going to agree with everything mr news said [Laughter] i agree it's amarillo oh wow geez my concern is say we we when we do you know and again we're all doing our best to make the best decision here and um you know we're we are five folks with different sort of perspectives and it's wonderful most of the time but you know say the committee say john decides he wants to be nominated to be part of the committee and and mary or whatever and it's not me i i would really like us to save space for one of the community members to have a perspective or some experience with disability um and inclusion so that would just be important for me for the committee to consider if if i i'm willing to serve although quite exhausted mentally emotionally and physically these past three years but two and a half not three but i want to make sure that those voices are at the table because it's very important just wait yeah i i agree i think um you know we seem to be all in agreement as far as the composition of the you know the group and i thought we did a nice job trying to you know balance out to make sure that we had um different you know voices which is why we added an additional staff member too just to make sure that we had um different you know uh expertise you know brought to the community so so i'm gonna disagree only because i have concerns about having a majority of the committee not being employed by the school district that would be my concern i think there should be a majority on the committee that is employed because we're talking about sort of workplace issues and matters of curriculum and and that sort of stuff um so with if we expand i mean maybe we could go to three community members i'd be a little nervous about four about the balance of the composition of that committee given what it's sort of deciding as mr nunes points out i don't disagree with them we're walking a fine line between policy and curriculum and so to me i would tilt the balance more towards people sort of who are employed by the schools to make sure that the people that are at those conversations have have the stake in it so maybe we could consider rather than expanding community to four maybe to three i don't want to be like no on everything if you all vote for four that's fine i can count the votes right mr nunes read the tea leaves i can read the tea leaves too but that's my only concern about expanding um community membership to four well good mr madam chair you know and i understand what you're saying uh but with two administrators and three school staff you've got five if you have four community unless you're concerned about the students students committee members are not are not employees either so we're ex official employees so okay again i was just you know i understand where you're coming from right and again it's the pleasure of the committee on one vote if we want to expand to four community members that's fine um i would i would argue i see that you want to expand and that's fine with me i would argue for three yeah that's fine i'll split the difference with you okay so i'll make a i'll make a motion that we expand the uh the uh committee to uh be three uh community members okay do i have a second on that motion a second okay so i have a motion by mr newness the second by miss amarillo is there any further discussion on that part of the motion hearing none all in favor aye aye aye okay so i have a you know follow up so should we can we expand the staff to four and balance that is that um i think we're good i'm sorry i didn't hear what she asked if we could expand the staff to four i think i think we're good and i think we don't want to get it to get too big okay that's hard i was thinking the odd number that was the year well no i i got you but coming all right and i pull the heads up so i think what we've we've let me just sort of summarize where we're going to continue the committee or and expand the community membership i think next up we would the agreement was we're gonna have to do a call for all new membership but i don't think we're quite there yet right because we still need to revisit the charge right um and then the name yeah um right now the name is the i guess it's been the equality and diversity subcommittee um it is more traditional to miss amarillo's point to have a dei committee diversity equity and inclusion um let's discuss the name now and and sort of settle that or make a motion that we rename it the dei committee second all right so i have a motion by mr oliver a second by miss amaral is there any further discussion on that and just for the minutes diversity equity and inclusion i know we know what you meant but i just want to have that further record is there any further discussion on that hearing none all in favor all right okay so the charge um miss waite had sent a charge a draft charge around to dr gifford and myself dr gifford is out and sick i work it was just a working draft today anyway so so do we want to [Music] work from what was approved on december 7th do we want to and we keep drawing this out but i want to make sure we get it right do we want to wait and have ms wait circulate her draft and then we can read both the existing and her proposal and come ready to do that are we ready to do the charge tonight mr nunes uh with all due respect as you see i do not have a i don't have i don't have december 20th december 7 20 20 minutes in front of me so that's agreed that that's why i suggest that i think i think we've made some decisions right that we're going to continue the committee with the name we've changed the composition all right so check check check next item i will miss gentler could you circulate the december 7th meeting i may [Laughter] yeah could you re-email that to all of us as a reminder that we're gonna need to read those and then i copied you on the email from miss wait if you could do that when you forward miss wait's draft charge and then we'll have it all in one place and next meeting we can talk about the charge once we have the charge i believe then we can do a recall anyone who has i think put their name in i'm pointing out to the audience saying has put her name in already i think it's fine we can keep those in the hopper but then we'll put out also an official call if anyone else wants to put their name it as well and then we'll consider that does that work for everyone wait it does i'm just you know revisiting you know i guess as part of that the you know even though we're doing the charge i am still curious about you know defining the process because i think that's where we got caught up it seemed last time so and again if we're not going to school by school how are these members going to do that work you know are they going home and researching on their own and coming back are they you know so again just for next time to talk through that like actual process you know is i think an important piece of it too okay other comments questions concerns okay so the next item on our agenda is a discussion of our may meeting schedule all right so we have a meeting scheduled for april 25th the uh select board and the finance committee have asked for a joint meeting on the 9th of may mr kylie you were saying that you think we should attend this meeting yes well i i think given the our hope that you know we're going to gain support from the finance committee and the select board for the fy 23 budget i i think it would be advisable that we that we attend i'm fine with that i would just like to convey and maybe you or dr gifford could do this that in past joint meetings we've sat for like an hour of discussion of things that are like about i don't know the conservation commission no offense to the conservation commission but we don't have anything to do with the conservation commission so i would ask that the fincom and the select board arrange the agenda such that items relevant to the schools and the school committee come first um because then we can you know then we can sort of be done with with that portion of the meeting and not have to be there for things that we have no input on no purview over right so i would just ask that the other thing that i would ask is at least 48 hours before meeting to get meeting materials put to us in the past we have received meeting materials the day of the meeting some of us have jobs we can't read things during the middle of the day some of us have lives where it shows up as we get there they draw things being dropped in front so even if it is a draft it's not finalized we need something that to look at beforehand so that we're informed about what we're talking about when we go into that meeting and mr nance and also some type of an agenda as to what they're going to talk about i mean with all due respect as i've said before if they're going to start talking about finance policies and everything else we're out voted there's eight or nine finance committee members there's five members of border selectmen even for discussion purposes if we all vote no it passes so you know that type of deal i'd be happy to relate convey the sentiments of the committee to the town right so then the other question about our meeting schedule is we have a meeting scheduled for the monday after that so would we prefer to do like in in the past we've done um our own meeting prior to the the joint meeting to get through any sort of needed business we might need to get through signing of warrants or any votes that might need to happen and so have those both on the ninth or do we want to do the ninth and keep the 16th what's the pleasure of the committee there or do we want to flip-flop and move to the ninth and go to the 23rd that's another option thoughts everyone's pulling out their calendars and that's why i've got mine out too so imagine i will not be able to make it on the 23rd i have a medical procedure that day but i will no longer be chair so that's okay i'll let you do that to me so we are meeting on the on the 25th of this month yes yes the the joint meeting is what the 9th may 9th the 9th okay i was writing down so the question is do we want we could do we'll probably want to do a joint meeting or at least post our own meeting before on the 9th just in case anything comes up but do we want to just do that we could do the 9th and the 23rd we could do the 9th and the 16th or we could just do the ninth well the 9th and 23rd would be the 9th and the 23rd does that work for everyone yeah because other than i mean other than that in all seriousness and i knew we're getting to the end of the year we are yeah okay yes the end of the school year type of deal we don't meet if we meet the ninth we don't meet till june six yeah okay so that yeah so so was it work for the committee to do the joint meeting on the ninth we'll probably post something maybe for a half hour before that just in case there's any anything we need to get through and then we'll meet and we'll do our own meeting on the 23rd that's it mr kylie maybe we can get the planning board room yes there we go okay so let me do okay okay so that having been said we can move on to new business um i don't think mr kelly i think the superintendent superintendent is out ill she didn't give anything to mr kylie i don't know if you have anything or just the uh you know we haven't met since the spelling bee so uh the spelling bee was great it was stereophage yeah which wasn't pronounced bacteriophage i don't think i don't think so maybe i misheard but it did seem like the science department had like slid some money they had a little advantage four words in that string that were you know very sciency right it just happened that way thank you to everyone who contributed and i still think i owe a check so if we have not done that yet mr nunes is the only one who's remembered to do that so i just pulled up the def uh website so i when i open up my computer remember that's a good idea perfect all right so yes that was an excellent evening thank you to everyone who participated and i believe our because we changed the timing this year because of the pandemic um the call for grants is actually going to open up quite soon so hopefully everyone in the schools will look for that um i also do not have anything to report and so i'll ask other members of the committee if they have other things to report miss amarillo i do uh i'm sorry i'm the special education sort of speaker tonight i'm not in any particular order i'm really excited to announce that we are so grateful first you hear it first that we will have the special education parent advisory council will once again convene in the fall and so on september 25th which is the sun oh gosh anyway september 25th we will have our eighth annual community southeastern massachusetts community resource and craft fair which is so needed and i just am so excited to be talking about this 20 we'll say 27 but uh and and planning and getting some really great well-rounded resources in the hands of our community so i'm so excited about that i get chills so and then tomorrow via zoom we have it on our facebook page the dartmouth cpac facebook page six to seven we have our annual parents rights in special education so if anyone is interested in learning more about you know those procedural safeguards and just the process and and the regulations for special education that is on zoom the link i think was emailed to everyone in district today everyone is welcome it's a webinar style so it's a listen back you don't really have to be on camera to to take notes um and just a reminder that we are also having on the 15th of april we close our annual parents satisfaction survey so that i don't have the link in front of me i was trying to get it and but that can also be found on our um facebook dartmouth cpac page and as of i'm gonna you know we were my family was ill as of a week and a half ago there were over 80 responses so that's a great indication that people really want to ha and and the and you know a very a good range of responses and um so far pretty positive i have to say but the folks have um the ability to also share some commentary and we've asked that they um take out any personal you know identifiable you know taking it out of the context of who they are and what school they're in in terms of the co the comments but those comments are really vital because we uh they you know themes come out of them and it helps the the district you know see those themes in terms of what what gaps there are or the perception or the climate in terms of what parents are feeling is happening versus um you know what we're trying to do or haven't quite succeeded at but those are my my updates thank you another updates mr nunes thank you man of chair a wonderful student rep talked about a color guy taking first place in nezba finals on sunday in their class which is good they're leaving tomorrow night for dayton ohio for wgi awesome they've got quarterfinals on thursdays semis on friday and finals on saturday so wish them good luck and safe travels this weekend saturday starting at three o'clock we're hosting uh nezma finals for percussion and that uh it'll be 15 it's in it's a nesba run show the music association will run the 50 50 raffle in the concession the dartmouth is the dartmouth uh wind ensemble will be on at 6 10 and percussion will be on at 7 30 with awards right after so wish those guys great good luck and ladies good luck they leave during school vacation on wednesday for dayton and they won't be back till late sunday from school vacation so safe travels to them also sticking with our percussion and wind ensemble our annual night of percussion is going to be uh thursday april 14th at seven o'clock so that'll be here uh and then they'll start out in the auditorium and then move over to the column lynch activity center and last but not least uh i happen to be i sit on the open space committee and i just want people to realize and that the survey that we worked on is on the town website so if you can take you know a few minutes and uh go in and answer it the committee would uh appreciate all your valued input thank you thank you mr nunes i will also uh remind everyone that tomorrow town elections thank you to everyone who is volunteering to serve our committee good luck to everyone wanting please turn out to vote tomorrow miss wait i was just gonna do um one last thing is that the high school open house that for incoming seventh and eighth graders was originally scheduled for thursday but because you know their conflicts with a middle school play that was moved until after vacation i believe it's the 21st i was trying to look it up on my my calendar but i couldn't see the 21st of school vacation i don't want to be whatever the i'm sorry i have it on my phone if i just couldn't get it up do you have it um if it's a week after vacation we can announce it at our meeting yes i can't get it up on my um for some reason my computer is frozen right now but that was good yeah i know they did she rescheduled it just yesterday and was sending it out you can announce that date if it's after break um yeah we can we can announce that i think it's that thursday after break but like i said okay what's happening with us i got one go ahead mr oliver thank you um so last but not least i was wondering if we could add for our god welling our next meeting agenda um if we could uh have discussion around the uh dartmouth indian doubt sure we can add that to the agenda the logo thank you much all right um our next meeting is on april 25th i will entertain a motion to adjourn so moved second all right so the motion by mr nunes the second by miss amarillo any further discussion hearing none all in favor hi hi opposed stains motion carries unanimously thank you everyone thank you [Music] oh

um so i'll i'll say i'll make an effort to spread but i'm just kidding i have fiddled it though um so just uh got a handful here so just a little over a week ago um the north track team had a lot of success at the hoosier state relays indoor track meet in bloomington um tucker smith last year's state champion in the shotput who we recognized um threw a state relays record and uh won the event by nearly nine feet so as uh tucker made public i think last spring you know the secret to his success he's he's fueled by chef boyardee so i assume that trend continues and then also uh the 4x800 relay team ran a hoosier state relay record as well so just good luck to track at north and all the other spring sports teams across all across the district as their seasons get underway accommodations congratulations to the bcsc winter guard and all their hard work who recently placed fifth in the state at center grove and that is their first time in making it to the state competition in six years so congratulations good job to the combined bcsc winter guard um a couple items from new tech one their teacher of the year veronica butler shared with me a project that they are doing in their class and sounds exceptional and this is from veronica we just finished a great project around the american dream we had several community members to be panelists for our juniors presentations each group identified an obstacle to the american dream in columbus and proposed a solution of some kind to the panel we plan to be able to continue a few of these ideas through the help of heather carson it's council for youth development and our best presentation will be presented at cyd's open meeting on april 20th so you know cool stuff going on um higher level thinking stuff going on at new tech and the other one that i wanted to share from new tech and this has already gotten a fair share of a press deservedly so and i just wanted to share a couple things that that i got from two people directly involved and so um it deals with piper parks and her um screenplay blue being selected uh by project pegasus and so just to share a little bit of what i had in a discussion from mr with mr steele english teacher at new tech so he says mr gaylord saw an article about project pegasus over winter break informed mr steele from there mr steele adjusted on the fly designed a screenplay unit students assignments were due i believe in early february and uh mr steele decided to hey you know anybody that wants to put their words out there to project pegasus for national consideration there will be some extra credit in there for you and so mr steele says piper screenplay blue is beautiful dealing with loneliness and the effects of the pandemic yet ends in optimism and a call to recognize the beauty around us including the beauty columbus has created for its residents as a teacher i could not have manufactured a better project nor could i have chosen a better human being to be recognized in piper parks she is kind patient and understands the human condition deeply and then he goes on to say you know what's going to happen next the next step is to solidify three day weekend for filming there are pegasus pictures bringing their full hollywood production team you're going to let new tech students apprentice every job and participate in 8 to 12 hour days alongside the professionals and then next falls class will help edit the film and once it's complete they want to take piper on the film festival circuit including the heartland film festival and her film will be played before all pegasus pictures and then finally made available on multiple streaming services including amazon prime and so as mr steele says this is a huge deal for piper her classmates and columbus this will garner national attention and at the heart of it is an amazing kid and her gorgeous screenplay all highlighting what is wonderful about our community and then just um a little bit from piper herself um piper piper wrote i'm grateful for all the support that i've gotten this means the world to me the past few years have been tough with many people suffering from heavy losses and intense loneliness from isolation due to the pandemic the screenplay shows how i handled these intense feelings of emptiness and hopelessness during this time i hope once released many will find comfort in its message opening up is hard i know it is but with a little help you can see the color in your life again i know i have this is because of the help i got and looking at my beautiful surroundings i mean why make things harder on myself when there is such a colorful world around me such a diverse one the future is bright and so that's that's yeah exceptional stuff from the senior piper at uh at new tech so congratulations to her best wishes you know as they move forward with um the production process um and then um lastly i being a teacher i guess you know i have kind of a soft spot for teachers maybe but uh just to recognize the the 20 of the district's teachers for being there in their building and programs teacher of the year and so i've received a lot of feedback from nearly all of them regarding the good things going on not only in their own classrooms but in the buildings and programs in which they which they teach and a few things i thought were particularly impressive in their responses you know one of the common themes in all their responses it was obvious their enthusiasm for the profession is they were eager to share so much about what's going on in their classrooms and so um some of those stories i plan to save and probably share at future uh at future board meetings they're just um you know very uh enthusiastic full of optimism and so their dedication was also evident um angie ginder has been in the same exact classroom at rock creek for the last 20 last 22 years and that just being one of the many examples of their dedication and then you know lastly the one thing that was incredibly impressive i thought with so many of them were real quick to deflect their personal accomplishment and credit to their colleagues support systems and most importantly the students carrie tyree taylorsville said that she was privileged to be part of the taylorsville team and put team in all caps bold triple exclamation points at the end and mrs morlock jennifer morlock in the pre-k early childhood program at parkside says i truly won this award on the backs of my super capable and amazingly kind teaching assistants who make my job really doable and so i close commendations by just saying you know their their their collective responses really reminded me of the new bcsc tagline together we learn together being capitalized with a particular emphasis on the together and so and most of their responses as well included examples of the symbolic four stripes on the check mark family students staff members and communities working to get working together to deliver the highest quality education possible for kids in in bcsc and i'll conclude there thank you thank you very much are there others yes go ahead doctor shed commendations to the uh special commendations let me say it that way to the staff members and parent chaperones who safely got the sound and spirit of columbus down to disney world and back over spring break i know that the students all had a great time and were involved in a parade down the main street at disney during the week so wow fun the commendations all around there fun fun any others all right i've got my list it will never be as great as mr grimes um i just so i'm going to start with one of our students so accommodations to chatna raj yadav she's a seventh grader at central and she won the american legion auxiliary americanism essay contest and her essay was about how can we support families who provide care to their veterans i will not read it but if you would love to see it i have it and it is it is quite dear so uh congratulations to shetna yadav we have three of ours uh teachers here in bcsc that earned um lilly creativity fellowships and i'd love to highlight them i would like to go on all of them but the board president wasn't invited first accommodations to michael walls at columbus east high school his uh event will be re reef visitation for revivication i got it um he's going to be scuba diving the great barrier reef and sample some of the biodiversity of that australia offers below and above the sea at level five courtney foreman at mount healthy and also at smith her opportunity is entitled make mine mediterranean exploring the greek islands and their unique and unspoiled landscape learn their traditional diet and carry this healthy lifestyle back home to achieve and maintain wellness and lastly anne freeman at northside middle school her project is indiana anne crosses the pond to uncover geologic gems traveling both to the lake district in england and the grand canyon in the u.s to experience the magnificence of earth's 4.6 billion year history so we have a great theme of fabulous teachers here in bcsc and i would also like to offer congratulations to benny coomer she was named the outstanding educational technology student of the year at from the university of arkansas where she earned her master's so congratulations to you as well others alrighty it is the opportunity for public comments and mr grow i see that you've signed up to speak about curriculum on all right my name is eric grow i'm here as a civic minded citizen of our community and father of three i've been raising the issue of inappropriate materials in our school library since late last year um i want to thank the two of you that have been engaging on this uh for your contention it's been invaluable allowed me to kind of push past my previous understandings um and i hope it's done the same for you guys um i think it would be boundlessly productive if that contention could happen amongst all of the board and administration from the feedback i have received i've come to understand a few positions of the members of this board i have great contentions to those stances and many others if you would only take the time to discuss them with me if i'm wrong in them i would be grateful to have my understanding bettered so i plead with you let's talk among many glaring issues i have yet to hear any contention to are that no one has given any any viable argument to the defense of the content itself in these books and parents in our community are just simply unaware of the content so i'm going to address that the best way i can given the situation that our schools have turned down the idea to inform parents of this content and we in the community have no other outlet to publicly engage with this board another thing that i've been calling for attention to for about six months now and something that seems counter to bcsc's mission statement and at least one of the core beliefs all these books are available within bcsc the book blankets has multiple drawings of underage teenagers masturbating and having sex the graphic novel flamer for middle schoolers includes a scene where several young teenagers masturbate ejaculating into the same jar with the intent that one of the kids is going to drink it a parent doesn't begin to justify these books if i handed that material out around town to underage children i would be arrested and likely go to prison and rightly so a court of silver flames is in both of our high schools um i don't see any little ears in here but to those listening at home i encourage you to pause now and make sure you don't have any eavesdroppers skipping over several full pages of descriptive erotic content we start here quote exquisite punishing thrust slammed so deep he hit her innermost wall and her eyes rolled back into her head at the sheer bliss of it cashin's fingers dug into her hips so hard nesta knew she bruised loved that she'd bruise he shifted his stance and his plunged even deeper rubbing against that spot with a savage thrust do i feel good to you i like it when you ride me hard every time i move and my body is sore i think of you of your cashion came with a roar and at the first pulse of his burning deep into her she climaxed until his seed was again running down her thighs until he slid his fingers through a stream of it and brought it up to that spot the apex of her sex rubbing into her sensitive flesh with idle circles and she came again i'm gonna have to go home and shower that one off um i failed to see any literary value that justifies these contents i'm just about there i'm not sure why you believe you cannot address this issue without the process of a form being submitted i'm working on those forms but as i feared the list has grown to the second page with books like these in our libraries but more importantly the books are just the result of the problem addressing these books on an individual basis will not do anything to solve the real problem currently in our schools so i ask you know why are we okay with these books why can't we at least have the discussion of the issue um you know all of the positivity you guys bring to these meetings is awesome you know i'm not up here just trying to be a puritan i mean this is extreme content um you know so i with that i thank you for your time and i look forward to having discussions over this content thank you thank you all right the opportunity for school board member reports go ahead mr grimes uh yeah i'll just go ahead and uh take a second here to promote so um good better best 5k coming up saturday april 30th at uh at south side to recognize uh again an outstanding educator in bcsc that's going above and beyond outside the box um you know incredibly dedicated to uh students um the the winner will be announced at 8 15.

we presented a big check and we'll probably jump up in the air with it and then uh 8 30 the uh the run walk will will follow um 16 people have been nominated i you know they're they they look to be great and i'm sure the committee will have a tough tough choice with the winner being announced on friday so registration for that either on bcsefstars.org or if you were prefer old school i have some paper copy registrations uh here with me tonight as well and then just to kind of keep in the back of your mind another bcsf fundraiser august 13th to kind of celebrate the beginning of next year i know that's a ways off but that race last year i think was on the single coldest day of the year in november it could be the single hottest day of the year this year on august 13th but that will be out at the bcsc soccer complex up and down the people trail nice thank you are there others i would say for the latest extension of the people trail bricks are still for sale people brickster's still for sale i think until about may okay thank you i'll just share that the business advisory council met on march 11th that seemed so long ago and we had the opportunity to go over the demographic study that the corporation has done providing really in-depth information about the end where the growth in our community and in our school corporation service area if you will is expected to be and that is a part is we've had the conversations about looking at our elementary buildings looking at our investments informing that whole process so it was a very very good meeting i know that some of this material will also be shared at our strategic planning meeting that we will get scheduled all right cabinet reports yay all right all right it is the opportunity for items for approval dr roberts all right thank you dr shedd and we will run through a number of items here starting with the minutes of the regular school board meeting from march 7th so about a month ago you have a list of supplemental contracts in your package packets as well as a list of field trips and professional leads school fundraisers you also have some claims and payroll items claims for april 4th so dated today a little over one and a half million dollars you also have a couple of payrolls that cover the time frame between february 26 and march 25th the first one the normal payroll did include the winter c stipends from our contract they cover the work days of february 14th the 27th and the march 25th uh payroll was a normal one they covered the work dates of february 28th to march 13th total was over just about 6.6 million dollars at the last meeting you heard the elementary social studies resource adoption recommendation we're asking for your approval this evening we also are asking for your approval to declare some school school buses as surplus and if doing so that allows or gives us permission to donate or trade them we're also asking for approval of policy 8310 that policy is the one for about requests for records from a commercial vendor that's asking for specific information and how to adjust or address that so you have that in in your places because it did not make in the packet is that same item that was shared with you from last time so you do have a hard copy here um there's the resolution uh that is in there uh was the recommendation of legal counsel is to have a resolution that we're changing that policy to include that very specific language we also have a recommendation uh to purchase some school buses and we're also asking for permission to approve a contract for hvac filter exchanges and preventative maintenances um we have various names that are attached to those recommendations so let's really entertain any questions you have after uh hopefully a recommendation or a motion in a second thank you thank you so i'll entertain a motion to approve items through a three a through j so moved thank you miss wielden sarah's second okay thank you mr bryant are there questions individuals have about any items on the list so really the change on the 8310 is the in the red it is dr biltz and so um it's indiana code uh we we have not included that previously but it just indicates a person who requests information pursuant to the indian access to public records act may not use such information for commercial purposes and it goes into some additional information there but that's basically we will from time to time get you know a request for records from somebody in california vendor who's trying to then use that for commercial reasons and so based upon how that request comes forward we we then review that and if it falls under this uh particular indiana code citation we would not provide that that information okay thank you all right other questions all right hearing none i'll ask those of you who approve items three a through j as they've been presented to us if you signify by saying i i those opposed all right dr roberts we unanimously approve those items thank you dr please i request approval of the hr recommendations as presented this evening all right thank you sarah motion to approve those items so move thank you miss is dayhoftwire a second second mr grimes thank you any questions of dr pleek i i did i noticed we're continuing to bring on stem professionals and i was wondering is there a just generally are there differences between the folks that we hire for those positions and the folks that we would hire full-time teaching in a classroom the stem teachers that we are hiring will be full-time certified staff members beginning in the fall of 2022 and they are all classroom teachers with the expectation of elementary education and for several of those that we have hired a lot of them are internal transfers from teachers uh requesting the opportunity to teach stem thank you right any other questions just real quickly yeah so the resignations i was looking at they're all effective may 23rd most of them yes except for one yes it was i guess i'm just asking is may 23rd the end of the yes that is the last day of contract and then so if there was somebody that was effective the 25th then that would be what would that be was that march okay marcia i read it wrong march 20th yeah it's a different month yeah got it thank you all right if i'm without any other questions all those in favor of approving the human resource recommendations as presented to us if you'd signify by saying i i was opposed they've been approved unanimously dr pleat thank you thank you all right lastly board input comments that individuals would like to make yes nothing all righty miss wielding i just say it's pretty exciting that the north chose their teacher development day for best practice so when i haul all my people in for employee development they don't usually talk about how excited they are and so i'm doing it wrong and i took some notes but i thought that was that was pretty positive that was exciting to see so i'm glad we made the change thanks for the recommendation great okay mr hoffman uh congrats to the 2022 teachers and to emily moore and i just want to announce that columbus north unified track team this year will be going to the first meet this wednesday down at seymour at five o'clock it's the quad um so it'll be interesting because they have a new coach which uh hopefully she'll she'll do just fine but a lot of jitters um and then i would like to kind of announce that the last two years we weren't able to the first responders in bartholomew county and the city of columbus were not able to do operation safe prom at the high schools and this year i'm really excited that we're able to as we call it get the train back on the track and uh we'll be doing operation safe prom this year it will be at columbus east high school it will be may 5th and also thanks to both the high schools very much for allowing us to do this uh alan trissler is always the emcee which he's certainly irreplaceable uh and myself i take care of a lot of the moulage and such and between us we tag team with all our public safety and it's a group effort so you know we feel you know we're just kind of that piece just to get everybody rolling and everybody else takes care of the big stuff for us so but um he and i decided that next year is going to be our our last years of doing operations safe prom we'll be at north next year and i have a replacement for myself which we'll be mentoring this year next year although they've been toward the last three or four years and lived with this for over 30 years so i think she's kind of got it figured out alan on the other hand is a pretty critical piece and we're working with the sros which we feel that's where it should be i have playbooks binders for both high schools because they're very very different in what resources we use and so um you know so you have two opportunities this year next year to listen to alan as he does our cadence uh because depending on how fast the guys extricate people out of the car depends on how we get them slowed back down and vice versa so um it's been an honor to be able to do this for such a long time and we couldn't do it without the administration and the high schools allowing us to come in and wreak havoc in chaos before prom just so we get a message out to our kids to be safe at prom thank you for that very much pat no dr bills so i really enjoyed the presentations tonight i was just telling it's just such a textbook adoption such a thoughtful process i just really was impressed with my dad i have been impressed by that tonight a few times that i've seen it i also want to welcome our school attorney for his first official meeting i guess [Music] macgyver so he's back here being really quiet yes welcome thank you mr graham oh real quick just uh congrats again to emily moore uh you know to to be a state champion i just you know the amount of hard work dedication long hours spent uh you know that's huge and so congrats again to emily uh thanks to mr clark and the other uh three members of the north team here this evening to share their best practices um thanks to the second members of the secondary social studies adoption team and uh again thank you to mrs milspal for sharing the update on food services and you know kind of hard to imagine there's too many school systems out there that offer pot sticker dumplings to their kids it could be wrong but then you know yeah so thank you me too veggie burgers thank you it was just a wonderful night of celebration for all of our teachers for professional development i appreciate we have to remember back on the work that the administration had to do to make the application to make those professional development days possible so i do appreciate that foresight and and it is interesting i appreciated your questions mr grimes about why do we have different books well because we have fabulous different high schools i mean and and that is what's very special about bcsc that we do offer the great diversity and the great opportunities for our students great teachers and for our community so it was just a lovely exciting evening we have meetings coming up and i know you all pulling out your your phones to be sure they're on your calendar we will have an executive session this wednesday on the 6th at 5 also a strategic planning session at 6 and that will be upstairs in the boardroom our next regular school board meeting is april 25th at 6 30.
