in an orderly and efficient manner thank you okay first on our agenda is is a gm815 however we are deferring this measure [Music] for this nominee just immune just for this time period to end that expires june 30 2022 however we are hearing gm 816 um which is for justin new for the hawaii teacher standards boards for a turn to expire 6 30 20 26 and to testify on gm 816 we have no testimony is just a new present please oh hi justin please have a habit of looking at the screen because that's all we've had for a long time how pleasant to have people in the room yes thank you thank you so much for joining us justin i think in your response you um to the committee you noted the ongoing shortage of licensed teachers in our doe classrooms and i wanted your opinion on how you see um hawaii teacher standard boards standards boards work contributing towards closing this gap well certainly we would have to make sure that the uh in spite of the gap in spite of the shortage that we don't bend rules because it's important for us to always have a highly qualified licensed teacher in every classroom students deserve that and we must maintain that for the public confidence in our education system and how do you plan on using your next term to to address this issue tristan what i need to do is to be kept up to speed is what it is because um i was on the board for a number of years and i needed to sit out one term at that time and that's by statute so i was not able to be a part of board uh business so uh we need to be kept up to speed by the board chair uh on this and to see if the you know the plan action plan to see what needs to be done and i want to be a part of that plan thank you for that justin you did mention in your um questionnaire that there were some what you called you felt was unfinished business and which is one of the reasons you want to return to help address these issues so you talk about that the htsb staff including executive director works for htsb but not vice versa this has implications for contested hearings could you explain that please sure uh what am i i was put into the role in the last terms to uh sit on the it's called a hearings panel of the htsb and i was always elected as the hearings officer so what's important to know is that there's a separation of duties in terms of the htsb staff and the htsb lucid award which uh i had set on and which i'd like to continue to sit on so uh we we make decisions uh we hire actually we do hire the uh the the the staff you know so that's why there's a separation of duties uh why i put down uh i'm sorry as i was leaving the board chair uh asked me and the tim asked me to help with the hearings in terms of uh documenting the work that we did so we did work with our attorney general deputy to make sure that what we do follows the protocols uh set aside under the hawaii administrative rules so we made a document to say uh this is what we do and how we conduct business why did i say unfinished business is because i was i did go on the website and i looked at the education preparation uh so uh programs so that's part of the question of senator kidani of the last question about how we're gonna make sure that we have more teachers available is to look at the educator preparation programs so we have to make sure that they follow the rules in terms of being accredited so that they can be considered a viable uh uh program now what i saw was a red a red uh indication for one of the uh programs called uh i think it's called moorland and it was read that they were de-uh decertified by the board so there's got to be some unfinished business there that is uh that needs to be attended to so i am really um to follow the protocols it's very important the national standards uh for uh for both education educator preparation programs as well as for the licensing to follow exactly what we have there again is to maintain the integrity of what we do so we're not going to just be signing off as much as making sure that the programs meet the standards as well as the teachers that are being licensed need to stand this relationship thank you for that explanation justin and you uh pointed out another concern and i hope that if you are confirmed you will get back to this committee with maybe uh an answer to this one you said there remains a shortage of licensed classroom teachers this is in spite of htsb issuing licenses to hundreds of teachers each month where are these teachers going so you don't have to answer now but i think that's a question that we all are asking ourselves too are you okay thank you thank you very much members questions for justin you if not thank you very much thank you church next on our agenda is gm783 submitting for con consideration and confirmation to the early learning board gubernatorial nominee benjamin notty the third or term to expire 6 30 20 25 is benjamin here please [Applause] good afternoon did you have an opening statement that you'd like to make benjamin keys um sure i'll i'll be very brief um i've been serving on the early learning board in different capacities most recently as the head start provider rep and before that the um home visitor rep so i think this is an opportunity to me to extend and and um you know contribute to the early learning board as they're moving forward with um coordinating a early childhood network in hawaii so looking forward to if i'm confirmed another couple of years two or three years i believe so thank you for that um we have robert peters on zoom to testify and support robert please thank you chair kadani and members of the committee and vice chair kim on the early learning board offers testimony and strong support of benjamin nakey iii continuing to serve as the head start provider representative on the early learning board thank you for the opportunity to sort support ben's application thank you and also colleen momohara colleen here also in support um ben i i um appreciate your willingness to serve and i know that you're currently serving so um in your your response you know that eoel implementation plans should be grounded in at least one of the five goals in the early childhood state plan and for those listening in the elb was established as a governing board through act 202 session laws of hawaii 2017 and is responsible for directing the executive office of early learning on how best to meet the developmental and educational needs of children from prenatal care to entry into kindergarten providing recommendations to eoel on improving the quality availability and coordination of early learning programs promoting collaboration across agencies and stakeholders serving young children and appointing and evaluating the eoel director on an annual basis so of the five goals um you are advocating for talk about investing in expanded home distribution for families with newborns contribute to health and health implement collaborate plan from the county to the state level to coordinate resources and services and simplify access for families invest invest in expanding public pre-k and increasing capacity in the full range of early care and education settings be a part of a broader group of stakeholders creating new models that increase compensation and support for early childhood workforce invest in data tools and infrastructure and help gather and share data to inform statewide efforts for our children's our children and families do you know if our eoel board is actively working on any of these goals now yeah there's different um yeah actually the early learning board has several committees that kind of oversee the different components of the um early childhood network that uh they're trying to coordinate but uel also um i believe is you know doing a lot of good work around gathering data uh meeting with different partners um there's a lot of people doing the work that's why so it's the effort is is bringing them all to the table um to figure out what would best suit um the different communities we have here in hawaii so they are doing the work thank you for that also um then [Music] you know that you believe the elb has the right composition and the ill elb chair has repeatedly told this committee that elv will be taking up board composition in the next year so some of the questions asked previously is that um what about the neighbor island represent representatives is that something that we should look at but recognizing that already it's a very very large board yeah 17 members yeah which does make it difficult um so your ideas there yeah i i think the conversation has you know been throughout the years of how large our our board is but also the neighbor island representation is much needed i think right now there's um from the county of mary's i think there's two two board members um when we have four counties so you know um we'd like more representation from the other islands outside of oahu i think just uh there's a limitation right now with the the current statute as far as um of who can serve as part of those two um neighbor island positions but you know the other way is also we head start is all on the other different islands so fortunately you know we provide service i'm a head start provider rep and i provide service we provide services on oahu uh hawaii island and my fellow colleagues also provide services on the other islands so you know i have a responsibility also to share um what's happening on the other islands in regards to early head start and head start i can bring some of that voice to the early learning board and uel also i believe that um we still have not hired the um executive director for eo and how is that search going i believe for a while yeah i believe an offer was made if i'm not mistaken um so i think it's nearing i don't know the details we do have a meeting this this week so we'll probably get more information at our next early learning board meeting but i believe uh selection was made just not sure what the um the outcome was of that selection thank you for that then members any further questions thank you ben next on the agenda we have gm 566 submitting for consideration and confirmation to the early learning board gubernatorial nominee kaiolani returned to expire 6 30 and i will take that together with gm uh for the same person for trying to expire 6 30 24 is kaiolani here aloha i'm here online just wanted to know to testify we do have bob peters on zoom good afternoon again sharokina and vice chair kim members of the committee thank you for this opportunity to provide supportive testimony strong support for kaiolani leiha's continuation as an early learning board member she is ideally suited to and qualified for the hawaiian language medium provider seat on the board has already made distinctive contributions in our conversations and deliberations to date we strongly urge her continuation thank you thank you bob would you like to make an opening statement please members of the committee thank you for um allowing me this opportunity to seek confirmation to continue working on the early learning board um it's been a really um great opportunity for me to be involved in the conversations um you folks know that the word is comprised of a significant amount of um [Music] experts in early learning um so it's it's been a real pleasure to be able to serve with them to learn from them and also contribute when possible um i have been participating in the meetings as a board member for a little over half of a year now um and prior to that um i kind of just listened in as a community member to try my best to keep up with what was going on in the early learning community so thank you so kayolani what goals do you have to see that the executive office on early learning uh achieve whatever their goals are um i you know i think that the one of the most pressing things is that director seat um being filled um and and making sure that we can [Music] support that director in their new role and kind of get them a lay of the land on um seeking new kind of partnerships collaborative efforts making sure that the eoel staff continues to seek i guess access for or consider all the different types of providers that we have so i think that that would be a goal of mine is just really to make sure that director position is settled um and and that we can get off on a good start with that individual thank you and also while you are being appointed to represent the hawaii medium early learning providers the board's responsibilities extend from prenatal to entry into kindergarten as a board member how will you ensure that eoel meets its statutory obligations to create an early learning system that is widely accessible and voluntary for both those served and programmed and service providers that is cohesive comprehensive and sustainable that provides high quality early learning experiences that offers opportunities for family and community engagement and parent education and support and also is sensitive to family choice and cultural diversity mahalo for that question um my experience at ahaupunanaleo i think has really helped me to build a better understanding of not just what our programs do and who they're marketed towards which is typically infant through kindergarten ready and that's through a child's care center but the hme pathway is representative of all families that choose hawaiian language for for their um [Music] for their children so you know that includes our staff members our program alumni our community partners who who choose hawaiian language for their keiki and they're going to face the same decisions that every other parent faces will their children attend the child care center will they stay at home with their grandparents will they take off from work and stay home with their children um so i in in response to this question it really made me reflect on what it means to be that high medium seat and it is extensive it is not just you know particular to a certain site or a certain preschool program that is done in hawaiian language but it's really in representation of all hawaiian language speaking ohana thank you my final question is do you anticipate being able to objectively promote this mission even if it negatively impacts or does not prioritize hawaiian medium early learning providers i i will be able to objectively promote the mission of elb um i think that part of the state plan um actually calls out and and what we went over earlier actually calls out the need for that sensitivity toward um an access to hawaiian language programs i think that they're not i think that they are mutually inclusive and also carrying out the elb mission would be serving the hme early learning providers well um so i do think that i could do that [Music] thank you for those thoughtful answers members are there further questions for you honey thank you very much moving on our next item is gm 757 submitting for consideration and confirmation to the early learning board gubernatorial nominee megan mccordeson for trying to expire 6 30 to testify shannon alivardo [Music] good afternoon check donnie vice chair kim senators canoe and favela thank you for this opportunity to support megan dr mccarson to the early learning board um megan as i know her will bring a big voice i think from the early learning community especially from those serving in the two to five year old range and with siegel schools as executive director and ceo of sibo schools serving children in honolulu from the west side to the windward side her practical experience will add voice to the early learning board and i think megan would be ideal for this position i think all of us have have been challenged by the pandemic but i think within this area um serving children our most precious children in their in their developing years from zero to five two to five she has shown that her representation of the children and families has been optimal and always in their best interests and we at siegel schools are proud of her accomplishments especially given that we have not necessarily shut down our schools to parents within most of the time so with that i ask for your support of this gm 757 of dr mccourston thank you for this opportunity thank you shannon also to testify we have robert peters testifying for the early learning board thank you chair kadani um i've known megan mccarson for about 10 years as both the executive director of ho kakou and now in a role as ceo of seagull schools not only will she bring the voice of center-based providers an important voice in our early learning community but she will also bring the vantage point in the perspective of someone who has served both in the public and the private sectors both of which we need to fulfill the um early childhood learning opportunities for our keiki so we offer strong support for the acceptance of megan mccorston to serve as a new early learning board member thank you thank you bob was there anyone else here who wants to testify on behalf of this nominee if not megan please would you like to provide some opening remarks sure aloha chair kidani and vice chair kim and the members of the senate education committee the last two years of the pandemic have put my leadership experience in both public and private education into stark perspective as the chief executive officer of siegel schools one of hawaii's largest center based child care providers i have witnessed firsthand the effect of school closures and due to the pandemic on the children and families in hawaii a lack of early education exacerbates the existing disparities in health and education especially for the most vulnerable in our community my belief in access to a high quality early education for all students is what compelled me to apply for the center-based child care seat on the early learning board i hope that my 20 years of experience in public and private education locally and internationally will help the eol meet its strategic goals and objectives it would be my honor to serve the community in this capacity mahalo for your time thank you megan while you are being appointed to represent center-based programs the board's responsibilities extend from prenatal to entry into kindergarten as a member how will you ensure that eoel meets its statutory obligations to create an early learning system that is widely accessible and voluntary for both those served and programmed and service providers well i think um you know as a new board member i think the collaborative approach to this strategic goal is really critical because it's going to take a lot of community partners public and private sector i think to increase access most importantly and within access i think that's a very broad definition it requires you know we know there are a shortage of child care spaces for and care for zero to five-year-old children so we not only need to increase access in terms of programming but the facilities and the workforce development critically because i think right now as i as i've referenced the pandemic has really exacerbated the shortage of qualified high quality workforce and those would be my focuses without knowing you know too much about what's already been discussed in meetings uh that would sort of be my focus leading into this but how would you ensure that as a board member eol meets these goals well i'd you know again be working collaboratively collaboratively with everybody to ensure that um their targets are being met um in terms of um they're pretty sound pretty ambitious to open new schools and and i hope there's a focus on rural areas and those that are hardest to reach in our in our vulnerable communities how do you foresee yourself meeting the statutory obligations as a board member to direct the office on how best to meet the developmental and educational needs of children from prenatal care to entry into kindergarten and to provide recommendations to the office on improving the quality availability coordination of being real so again i would just look at you know not only the quantity but the quality of programming out there available and making sure that we are meeting those targets and doing everything we can to increase the number of children and families that are served throughout the state not just here on this island what resources do you believe eoel needs to accomplish their mission right well the biggest challenges i see uh facing us right now is the provision of high quality free early education and prenatal services um and so the accessibility the affordability there are issues with facilities as well and most critically workforce development issues that i think we have a long way to go before we resolve those issues and i really am keen to collaborate with other community partners and higher education institutes to ensure that we're developing our workforce capacity in all of those age groups because i think we're really lacking and we're headed for much like other industries that are essential to the community we're headed for a disaster unless we really look at how to develop the workforce in this area and make it attractive for people trying to work in this workforce thank you for that members are there any further questions thank you so much for you know for being here mahalo for the opportunity thank you all right moving on to our final item on the agenda gm 689 submitting for consideration and confirmation to the early learning board gubernatorial nominee may o for a term to expire 6 30 2024 to testify bob peters please thank you chair kadani may or would be a new member of the early learning board she has a strong professional background in early childhood um and family resources her current position with the family who he really focuses on that portion of the community her seat represents the parent community really working to engage families to meet their needs and to respect them as their children's first teachers the early learning board strongly supports may's application for appointment to the early learning board thank you bob tracy garma tracy with us i.t is tracy there not present chair thank you her testimony was in support is may present support please would you like to make some opening remarks good afternoon senators good afternoon um chair peters and everyone in the room i wanted to thank you for the considerations for being the parent representative for the for the early learning board i'm very passionate in the early learning field and myself have a really young child that i i i'm learning as i parent and and i'm really excited for this opportunity to be and serve the communities and to bring the best to our children thank you for that in your written response to our committee you stated that expansion of available public pre-k programs should be a priority for the executive office of early learning what goals do you want to see eoel achieve i'm very excited to have that um to know that eoel is working towards the public pre-k programs and i personally know a lot of families and being on in the field uh working hand-in-hand with a lot of families knowing that a lot of families are having hard times uh trying to find the the perfect you know the perfect um pre-k programs for to meet their child's needs so it's very excited to to see and in support with with particular goals so how would you foresee eleanor meeting these goals so um a saying has come has introduced to me um if you look at the house from just one window you see just one side of the house if you look at a house from multiple windows you can see multiple perspective of the house but if you go into the house you can feel and connect and and and support and really feel what the real the house is so i think that when i saw um the goal well i saw this goal that was the first thing that comes to my head is when with the board positions that's what we need is to feel to know to see the needs of the families and to work from there on to really to really feel the needs in the community and the goal is to feel the needs of the community to move forward with that is um we we should open and be and and get um and and understand and we communicate with the community to see where the family's needs are and move forward from there on i like your perspective because the eoel house has many many winners um i wanted to ask i'm not sure i asked anybody else but i think there was some concern that there's not enough representation from the neighbor islands and do you feel that there needs to be someone that can represent neighbor islands on the board also i think um having a representative from each of the area is is ideal um i think what we need to do is to to see to take a look at this the strategic priority of what we want to do and see what we have and see what we need and then recruit from there on and they already have a board membership of 17 which i feel is too large and very difficult to accomplish goals and get get the board members on a track that they all agree on so i'm not sure how bob you have your your work cut out for you um final question why do you believe that the parent perspective is a valuable one to have as a board member i myself as a parent having having someone and something there for me knowing the needs for my child and meeting the needs of my child and understanding where myself coming from as a parent i think is important um there could be services out there but if it doesn't meet the needs of me as a parent i won't go to that services right so i think it's important as a we understand the needs of the parents provide that service that meets the needs of the parents and the children and overall as a family and every family is different and then learning the differences amongst every families will give us opportunity to to serve and and and to meet the needs when the parents get their needs met that's a huge foundation for us and the children to build forward our future thank you for that members are there any further questions for miss old thank you i know i've been asked the question but do you think that early education should substitute for what the parents should be um doing with the education for their child age and do you think that sometimes parents will utilize early education as a way of substituting so that they can do other things and be free from having to actually provide some of that kind of learning that should come from the family unit it depends on each family's compositions right some family really needs um the early education because their goal for example myself as when i first moved here years ago my first thing my mom told me is that get a good education and build your future so for my mom it's very important for her to see me succeed and and move forward with a good education now i have other friends or other people who have similar situation where you know i need child care so that i could contribute i need child care so i could contribute to the society i need child i need someone to provide care for my child that perfect care um that that that support supportive care so that i could contribute to the society so i can cut contribute to the workforce and and and and from there on okay so it depends on each family's dynamic and and the needs of each family so every family is different and that's what we're here for to take a look at what the needs of our family so that we could build a good uh good foundations for to meet as many as families that we can so we could support the child care needs whether it's for educational purposes rather it's for child care purposes rather it's for other purposes to fill that need so that adults in the family could do what they want to do to contribute to the workforce to contribute to the society or to contribute and sit in the early learning board but um public education can't be everything to everybody and there's just not enough resources to custom everything to every single family and education is one thing as far as academics but what about the social side what about the family learning what about the values and the culture that needs to be taught at home and is that our families looking at early education to substitute for that kind of learning and we're finding that the generations that is coming up may have lost some of that because many of us overachievers wanted to give our children more than what we had and so we were busy working and putting our children to further their education so they can compete and succeed and yet somewhere along the line they've lost some of that family values that we were taught and and that comes to family engagement is so important so when we are when we service the family when we come you know when we come with all these goals and and objectives that we want families to succeed definitely we want to that we want to make sure that we are mindful with that with the family's value and promoting that family engagement is as another important things that we need to consider um sharing make sure that we provide these families tools where we could um where they could um learn others open they're open their opportunities for other other things and also be able to share their family values to make sure that their family values continues in their child's social and emotional learning okay thank you i just hope all of the members when they sit on the board will will take those um kinds of thoughts into consideration and it's not just an academic learning but it's certainly the whole child and a lot of that depends on the family and the family unit and um and we cannot be all things to every every child and every family yeah yes thank you i believe in the whole chat supporting whole child thank you missile is there anyone else wishing to testify it's not i'm going to take a shortcut following the committee on education back to order remember um the chair would like to recommend that we advise and consent on all of the nominees that are before us today i want to thank them all for being willing to serve um i know that this takes time out from your busy schedules and this is not a paid position and that you will do the best that you can for the children of our community with that and hearing no objections members the chair votes by to advise and consent on all our gm's today okay we are voting on gm 816 gm 8 7 8 3 gm 566 gm 567 gm 757 and gm 689 um chair votes i vice chair votes aye to advise and consent senator de la cruz is excused senator kanu senator favela with four members president one excuse recommendations adopted for all gms thank you and the gm 815 again members no action was taken due to that gm being withdrawn by the governor

don't have a kid in elementary school and i'm not following all along on the one on book once thanks for coming [Music] read the books and i mean like last year my people made word because i knew where i had that book so this year i was like you know this one's a little bit shorter it's probably a little bit lower level a little more engaging i told the staff like we'll try i don't know if he doesn't like it it's really actually probably one of the most popular books that we've done until it was older but it was a story of a um because i was like this is the first time i haven't had a kid in elementary school and i've been left down we do the daily trick and it's just so awesome if you're around your time because darling on the loudspeakers they'll say guess what time it is and it doesn't matter where you can hear the kids go it's trivia time to the point that my kid wants the other two books in the sequence on facebook lin's camera and roundup and they're like it was today we had i think about five that didn't make their appointments yeah i was like oh no okay thank you any other questions comments move on to middle school i heard some good things about league man it was excellent and mr bostick's band teacher herself was there was the very well any other questions or comments from middle school now move on to high school report i guess i just tell you guys thank you for the uh ability to put the uh weight room together uh if you noticed i put a list of all the kids that went to their kind of their first weightlifting competition and i put a bunch of kids in there for you guys to at least notice that that is something i think is kind of going and mister he's done a really good job getting that going and thank you guys for what you've done there's some other things i put in there but i know you guys see a lot of that stuff as well um i do have somebody that i want to recognize tonight and it's not even a student i want to recognize tom burris he's our custodian he brought in a a lanyard with some money about 130 and said mr reed somebody's lost this he knew it was in the locker room and stuff he didn't know where it was at nobody came forward nobody came forward and i decided i better just get on the announcements and say can you identify this before you get it and didn't say anything about the money but mr uh uh burroughs came forward with a hundred and some dollars that shows you how good that is i have somebody like that i just was thinking about that today because he you know they don't get recognized a lot and those guys are doing a lot of a lot of things and taking care of kids and we found somebody with that that got the money so you know i i teached him i said well i'll go in our retirement partner so i think that kind of money and i talked to the girl about it i said didn't you even think to come to the office and ask i think she was just scared to uh she was afraid that she lost it when i'm never going to fight it so pretty proud pretty proud for doing that and we want to use special liverpool don't have anything big other than the report we are very pleased with law conferences back in person this year so i have two administrators i said they'd be interested in going and mr spring and mrs grover actually i reached out to her as well so it's pretty exciting um and then obstacles will all go for sure that's in november but we're glad that we're returning to some face-to-face stuff because we've been zoomed out for a while so we zoned out pretty easy so and faces it'd be nice but um started getting reports back on who's planning on returning from a para standpoint so we'll be looking at real numbers of what we're going to need staffing was for next year have you had anybody apply for this speech council it out and did some things like that so we're still very hopeful okay any other questions for special ed report you want a technology report you have some information there from doug if you have questions feel free to let me know and it um be now or it can be like in the next few weeks we'll make sure that we get those answers for you uh he does have the capital outlay the tech capital outlay summary of some things that they're looking at doing and i think and i'll be looking for approval at the may board meeting um on some of those items if i remember correctly so anyway that uh information there please look it over and if you have questions pop up email doug or email me and or call me or doug and we'll be happy to answer those questions it's the last school for security camera install you guys got yours last year here before yeah we got ourselves yeah oh they've been very beneficial i'm not assuming because your kids are always cause it says middle school should be elementary there yes yeah we're looking at that that's the last frontier and those those can be i'm going to say if if certain things transpire they can be moved offside they can be taken down and we can relocate repurpose those so it's not set once it's set in stone [Music] after we do this summer about five percent or less i think it's down to specials we talked about it when he talked to me about it that's what i understood too so we're down to like less than five percent in all buildings of having new lines everywhere which is great it looks like the number is comparable to [Music] once we actually go to bed we're hoping that we've estimated versus the week doug because doug is hoping that he's estimated a little high that number might even be down a little bit again it just all depends on our world today we're not sure if it's going to go a little higher a little lower we're not sure but it's it's in that ballpark it's definitely in that range of acceptable number dollar amounts any other questions or comments on technology report for now we'll do more next month i was kind of late with my report putting that out friday because i was hoping for some information didn't get it once i put my report out to you guys on board docs that's when i got an improvement there is a document there and you guys can look it over in regards to the softball field and turf and possible drainage project a project i should say that can be done there again you guys ask for numbers as far as dollar amounts for what the infield and warning track would be on softball in field and warning track for baseball and there's a an alternate on the softball that shows if you're doing the drainage work so anyway having said that just it would do it it would allow the field to stay in natural grass natural dirt but it would it's the drainage piece that they're gonna have to come in and move a lot of earth drain tile you get the idea pipes and it's it's a real it's a real project so that's that's in that document like i said i got later i really really i want you guys to have a chance to look this over and then ask questions so really i don't want to discuss it a whole lot tonight because i mean we just did get it friday and that's a short turnaround for you guys to have that and so i want you guys to look it over and talk to me about anything that you guys might have and we'll discuss it we'll discuss it next month if we do an approval of some sort potentially next month it could be touch and go whether it could be something that could be done when we're talking about end of july august september and october just depends on what mammoth turf company has on their project list as far as the things that they they have you know the other projects that they would do so anyway again i want you i want you guys to look that over carefully and we'll talk more later next month and you guys can be talking to me throughout throughout this uh next month before the may 4th meeting um the second question i just wanted so the baseball one was just it wasn't the infield that was just for the that would be in field baseball in field and the warning track around it correct okay good no good question basically if we were to do the end fields the only thing left to take care of on those fields would be outfield grass only on baseball and softball the rest should be like turf or you know i'm going to say very minimal you know until you have to do some replacements at some point in time in the many years hopefully many years to come so we'll talk more about this next month and yet this month obviously you can feel free to contact me as as needed we have spent a lot of time and lauren butler is here today in talking a little bit about health and absence guidelines again terrific news with what's happening with us i'm going to actually pull up lori's report here today we're in like say really good shape overall a little bit of middle school flu going around which is i say very very minimal but no covet cases students or staff gosh almost two months now is that about right so a month and a half you know pushing everything out closer to maybe even to the two-month range but we are not managing engine testing kids we haven't and the staff for a month and a half to two months now with that being said we've just we've had discussions and have been talking about what should we do so there is an adjusted document can you pull that up on the screen by chance we can basically look at one of two way one of two things that we can do one we can do a an adjustment to our last health absence guidelines and i think yeah christie's going to pull that thank you we can do an adjustment to this and these were the things that we talked about as far as adjusting and this has the the blessing of dr sawyer as well as carl lee carl is our new um county health director taking over for lindsay payer and our administrators and directors i've shared this also with the cobra advisory committee and we can take this document and look at it in this adjusted manner with the strikeouts and come up with like i say this adjusted document or the second option we can do is say guys we're we're really looking at that quote-unquote least restrictive environment that we've talked about all along do we just go back to business as usual we bring out these documents if needed hopefully never to be needed again ever they stay on the server and you just don't even have to bring them out ever so there's there's kind of your your two options right now as far as what we could do moving forward we can keep this adjusted doc or make any other adjustments that you see that may need to be there do this for the rest of this year come back in august and reconvene and determine what we need to do or we can say we're just going to go away from the health absence guidelines and go back to the quote-unquote business as usual lori i don't know if you have anything you want to add administrators directors i did not hear anything from the code advisory committee i sent this out saturday to them i said please give me your feedback i thank them so much for their service i say you guys don't understand how important you are with your discussions and conversations and the board greatly appreciates that because we don't end up with sensational youtube moments from board meetings with great patrons that are angry fired up upset we don't see that here and i think a lot of it has to do with how we've communicated over this path over the past two years and while everybody may not have agreed 100 on how we've done things we've done it with the i would say the best interest of trying to keep kids in school and we have done a remarkable job i'll stack it up against any school district anywhere being on site learning what we've done so with that i'll just ask if you have questions do we have another document that talks about like fever vomiting diarrhea yeah so i don't think we need this because that's basically all it says yeah sorry the only thing i see difference is turn the water fountain back on right i mean this says we're leaving water fountains off and i think if we revert to old guidelines it's just if your stick at home wash your hands don't you know have to be paper free the only difference i think is this covered absent skyline we're going to turn off the waterfalls this is yeah it does in this water bottles for after school questions or comments from anybody no i kind of think that kids being as it warms up going out for recess and stuff i would be going to a regular guideline before do we need emotion or you just need us well i would say i would say no motion because we've kind of talked about this as doing us as we needed to and i think you it seems like everybody i'm seeing a lot of knotting in the heads and in agreement that this is kind of the direction that we should go to so we'll prob we'll put out something in social media that kind of hey we're back to normal back to the old way of doing business so we can we can put that information out and we can dust off that old document that was our previous way of doing business two years ago and we can get that out through the website with christy and uh and social media facebook twitter and ankle from there any other questions or comments feedback okay this is that's all i have anything else for me okay move on to anybody move on to results monitoring reports lots of data there for all the extra stuff i love that we obviously have kids involved i think matt says it all time it's the direct tie to all those activities to academic success too so any questions or discussion on the results monitoring your results i reported wonder like with the numbers going up in weightlifting i know it's more popular but when we talked during linkage the teachers were talking about which i know just because in high school but with the requirements changing that you don't have chemistry and you don't have to have some higher level math i wonder if some kids were like okay good numbers you know choose weightlifting or something like that yeah if they're not about doing interns or going foothills they're gonna have to take stuff yeah few of those so some some like these will go but you know overall the electives will be down they just talked about how since you don't have chemistry you know kids are like well i take it if i don't have to have it to go too or whatever so that's a whole other problem yeah yeah wow there's a huge problem there that you know that's why there's been questions about weighted grades and some things like that that is probably going to come up because you know kids are going to take easier easier roads and you know there's those kids that we know need to be and they're not and they're not doing it you know we're we were all kids and you know if we weren't challenged you know we weren't going to try to be challenged if we could get out of something so i i worry about that i really really really worry about the major classes the trig the the physics the chemistry those kind of classes because we're down right now in those numbers of study peace will come into play with people like crystal ekton and donna mullen in the counseling department so if a kid says for example i want to be a veterinarian and but i'm not going to take physics chemistry science i'm going to take those advanced sites well wait a minute it's a disconnect there if they want to be in a certain area but aren't willing to get challenged in an environment that's probably the most comfortable environment for them where they've got support in a high school setting with people they know and their parents doing their laundry for them and helping out persons maybe not always doing their laundry but cooking meals and you've got that supportive environment where if you go to college you may have a grad assistant to teach in a class and it may be kind of tough so that's that's going to be i guess the importance of ips in the future aligning with what you want to do as a student in the future with the classes you need to be taken at burlington high school or internships or flynn hills technical college or whatever the case might be so good point yeah there's some numbers in there too from the teacher linkage that i know they as far as different uh you know activities as well as classes electives um you know and i think there's some comments at the end um as far as updating the overall piece of that report a lot of information on the other discussion would you know the numbers didn't go down much you know with the enrollment piece they're fairly close i have to go back and look to see i think they're down a little bit but not but it's part of the classes that are coming too i don't like how we teach i mean i don't like it i'm not saying they don't have some ability to learn but we only have three classes of it right now and a halftime teacher and who would you give we can't find a full teacher for it i i don't know the answer guys i really wish i could say i knew the answer to you know you could decide you throw it out there but then you better have somebody that could teach something besides spanish you know to do it and then you're hiring somebody who does who doesn't have what's that who's in there one hour it yeah so they're in there with that's where that classroom okay do it i always think it's better i don't know how you know then i think they have to take if it was like for example if they were if they were licensed in chinese they'd have to take a practice for spanish and i think the state is getting ready to put a committee together to restudy graduation requirements in the next year so keep that in the back of your mind so you're going to probably see some additional things that might be looked at and some things that may be taken off i think you're going to see some type of finance class eventually as a requirement i don't know where it's going to be at you know we can do that anyway but i think that's going to be one of them that is a required class but you'll see that survey probably because they're putting people on it right now if i was still here i would like to be on that for that graduation requirement yeah thanks i mean those are great questions those are good things for you guys to be aware of and i appreciate you asking those kind of questions and and we discussed i discuss things every day we're just trying to put together a schedule right now it's hard to put together a schedule and based upon we're waiting for you know i think the business piece probably has the best opportunity to get somebody because you could do an intern to teach if you were a business major and graduated with a business degree and was willing to go back and start doing a the the intern to teach program and uh you know four days which tells me there's a lot of schools that are doing that now but it's a lot easier if you have that degree to do that we even have a couple of those now you know we have one in my building right now that's doing that but she's doing it in special areas any other questions or comments make a motion to accept the results to monitor and report concerning physical education performing arts visual arts and foreign language as a reasonable progress towards beating the board's results policies okay motion except in a second for example results policy here motion passes seven zero move on to the contract approvals and appointments first one is ksb dues and this is just again just the renewal the yearly membership renewal there's some information there in your board docs program very again very helpful the assistance that we get from our ksd membership looks like it's comfortable last year they did a good job of keeping prices very similar so that's good motion from computers and that's the additional piece that we utilize again whenever we have questions that arise for legal type issues we use this quite often just to make sure we're doing everything we can to make sure we stay out of harm's way we'll just say that but again it's very very helpful uh if i remember right i think it says remains the same so this amount is the same this last year so that's a yes and again they have that consultation piece for you as board members if you ever want to talk to them or have them talk to them or we have to pull them up on the phone or via star relief for the any communications so with that being said very good to have this support from them i want them to approve the kdsb legal assistance fund i know about 2 300.

don't put your name on it i will be taking that feedback to the board in their exact session following this forum and all the feedback will be read to the board so your voice is very critical and very important the way we're going to work our forum is we'll have each of your finalists take about three minutes to introduce themselves and then we'll start with the questions and i will read the question and then the finalists will take turns going first answering the question okay um we usually don't have to do this but if there is about two minutes per question but i'll be the person that says that we need to move to the next question we want to get as many of the questions done in this hour as we can again your voice is very important so please make sure i get that card before you leave and again on behalf of the board thank you so much for coming and we are gonna go ahead and start and we'll have each of your finalists take about three minutes to introduce themselves okay my name from tucson is born and raised in tucson arizona and first and foremost i want to thank you for for welcoming me to your beautiful community i wanted to also extend uh for these past two weeks this has been truly a great professional learning experience a little bit about me i've spent about 21 and a half years in k-12 public education i've also served for nine years as an elected official with the city of south tucson as a council member so i taught different grades in my 21 and a half years i've been a bilingual kindergarten first third grade teacher i've also worked as an eighth grade social studies teacher and beginning spanish teacher i had experience on the classified sector in k-12 public ed working as a campus monitor teacher assistant and substitute teacher so that really helped prepare me for when i began my career as a teacher in early childhood i've been very fortunate to work as an assistant principal at the elementary and middle school level working for a couple of years at uh elementary middle school in tucson unified school district i've also served for 10 years as an elevation principal tully elementary management school in tucson university district and also my most recent administrative position in educational leadership was as a middle school principal wade carpenter middle school in nogales unified school district i've been very fortunate in my graduate studies at u of a and also at northern arizona university so this has been a great experience i look forward should i have been given the honor and privilege of serving the homeland of high school district to work every day making them making making sure that every decision i make is based on what is best for students my vision includes high expectations relationships and professional growth for all staff through ongoing and uniform professional development that is teacher center student center and then the professional development is a script it has to have the important features of focusing on content collaboration feedback and reflection and also personalized coaching and support so that's a little bit about me i don't want to go work in three minutes because i can if i if i had to but i want to keep it short and sweet and give your finalists his three minutes as well thank you roman originally from saint johns arizona a small town of northeastern arizona raised four great kids put [Music] the majority through college junior college the university level spent most of my time first 20 years i have a retiree from american telephone telegraph uh selling fiber optic cables so i did that for 20 years uh was recruited into education uh because my passion in everything that i did drew me towards educating uh children uh and i worked at the elementary level as a principal at the interim superintendent level at the superintendent level and just a little bit about me was recruited at the arizona arizona administrators association got in tucson uh by a group of administrators and became what they call a turnaround principal working in conjunction with the arizona department of education uh if you don't know what a general principle uh is or does you go to the family school districts it's great to hear that uh the work that has been done here is at a c level uh that's that's always great news to hear and we're going to uh failing schools and basically they would give me a little time typically about two years to improve and empower the teachers and the staff to come together to do the things that are in the best interests of children and that's learning i'm also uh with western i i finished the work by mba so i have a finance background from the western international university i've also spent time at arizona state university as well as the university of arizona and the university of phoenix so i'll leave the uh questions and hopefully we got some uh we can engage in some great dialogue this evening uh with the uh the community here uh just a privilege here to be a part of this finalist even myself nick i want to thank you there was a arizona school board association for this entire process it's been a great process and if given the privilege to serve this community would do that the best capacity and always putting the children first and always being compliant with the state and thanks so much so we're going to start with mr madrid um and the i'll read the question and then we'll want to try to stay within a two-minute answer so we can get in as many of the questions as possible so first question for our finalists what action will you take to hire and retain highly qualified educators well thank you nick this this question in itself when you look at the uh website and you look at uh apparently uh if the website is up to date 3011 vacancies uh right now in the school district uh that could change that problem changes on a daily basis uh i'm sure that the uh the team is problem put some people in place but hiring is is one thing but to hire a highly qualified uh teacher uh is another thing and uh as i shared with the board when i'm sharing with this community uh it's important to have a grow your own time of mentality in looking to have have people that have graduated here from the community uh go up give back to the community the process of hiring comes from a number of different levels uh from the local level uh it's important to ensure that you're reaching out to the folks and two some folks in phoenix and to do this at a national level uh and sometimes we have to go in the direction where we're doing j1h1 these are basis a lot of great international teachers out there but it's certainly something that every school district not only offers but many school districts in the united states as you know has got a teacher a shortage right now so we're doing our best to work on that and that's where we're at right now with the school district right now thank you sir that that's a very uh key uh question hire and retain highly qualified educators i think first and foremost what i would look at and i really believe my experiences without is just getting down and being involved yourself as as superintendent in the process of interviewing candidates you yourself going out of but having your staff with you that's where you get to look into uh the eyes and the hearts of every candidate you want to see if they have the heart or they have that passion for the students not only for the students but for the families the families and the communities that they serve you also when you when you recruit going through the documentation process you want to make sure also that they want to be a team player and they want to be in there for the long run more than the first two or three years and to retain the challenge of retention is taking place like my colleague said throughout the country and and i would have drawn my experience that in previous educational leadership positions you have to provide a personalized mentoring and support program you have to you yourself have to lead it in your role as superintendent working with the school leadership one of the more effective vehicles for retention is just having really good in-depth focused conversations having book studies and these book stories where you touch into the motivation the positive enthusiasm but just the support just the support that new teachers need it's critical coming into a new profession into a new environment that they're going to know the content they're going to have the steps involved for differentiating instruction for scaffolding and all the other technical masteries that are needed but you have to provide that support system you have to make sure that that they're motivated on a daily basis and you have to lead by example and it's it's a strategy that i've used in the past that i would use it again you have to be their short support from when you first ask those interviewing questions you look into your eyes to see if they're the best fit for your community in your school district but also to provide support on a regular basis it is very critical and the research and the studies support that that is one of the most important features for the group and retention of the teachers into the christian district what is your best idea about how to deal with bullying in a way that makes you stop well first and foremost dr clement was critical is there has to be ongoing um as i stated earlier that professional development must be taking place at all times to where the staff is always involved always informed not just in the board policies but also the strategies that are out there not just for staff but also for students students come to the school in many different occasions and they're looking for help maybe some students say it in different ways so what can we do as district leadership what can i do as a superintendent with my instructional leadership team what kind of training can we provide to the staff not just the policy but whether it be through professional development whether it be through webinars that are available from all different resources whether it be through arizona school boards association whether it be through what asiana's the association for latino administrators and superintendents what is out there for us to see to look at to share with our staff so that they can be able to identify and notify them when there are students coming from adverse childhood experiences and then what are the steps after that that we have to take place first and foremost it's it's a very important issue that cannot be tolerated we've talked about academic achievement being critical but i really believe student achievement and school safety are one-on-one you cannot have one without the other you need to have a safe environment the students have difficult safe and the families and us families in the school community you have to feel that we're doing everything possible at the school level to you are entrusting us with your treasure with your childhood for education and your safety we have to make sure to have communication with you at all times whether it be with our monthly parent meetings our monthly parent council meetings to work parents are also being informed being shared the same information that we're sharing with staff everyone needs to be on the same page moving forward to provide the safest possible environment for all of our students from kindergarten what is your best idea about how to deal with bullying in a way that makes it stop you know uh we have high expectations of of our children and we do not have control an either today of some of the things that go on uh outside of the school meaning that um there are so many things kids are traumatized they're going through situations uh where they do not have a home and we expect them to shake all of that off at eight o'clock in the morning and start learning this is a very very difficult thing for any child any teenager to do it's such an appropriate world that we live and one of the things that i've done in the past is that i have uh worked with kids with autistic behaviors for those of you that are aware of the autism spectrum uh we've used everything and empowered staff to use everything from the zones of regulations which helps them show self-control which helps them be in a different zone i've also used the keeping it real program and i've worked with the social workers i've worked with the counselors i've used resources that are available at my disposal to bring those programs in to bring these therapists and with merit approval of course to allow us to talk to the children and those are some things that beyond the handbook that the handbook and the parent handbook are one thing but we certainly have to take another look at the cyberbullying that goes on uh some of the identification sexual orientation uh which is title three that everyone is entitled to a great education and that means that there are things in place i would use my professional background as a secretary treasurer of the arizona school administrators association uh to to to to bring programs that are cost effective to this community and remember parents are parents are the first teachers and it does start at home so it's important to understand that we have a professional working relationship with each and every parent in this community and to look at our allocations whether the title one and title two and even title three and there's some vibrant uh funds that are available as well to address these types of things we also have johnson o'malley uh with the uh tohono uh odom uh reservation that we can utilize different resources to bring those programs in it's all about preserving the maintenance and operation budget and those funds and it's important to have programs in place that address the social and economic static of the social and emotional learning of each and every child so that's important to understand is that there's funds available to do that i utilize myself i utilize my staff i utilize the community and everyone within the capacity to assure that it is a safe place and learning cannot take place until students feel safe how do you feel about school you know the sports program uh was an athletic uh director for some time and you cannot uh you know it's a very challenging thing not to be able to play sports right now we've just gotten out of that with the coke at 19.

2022-04-12 Yavapai County, AZ YouTube / CVSchools AZ transcript source: youtube Chino Valley Unified School District - Board Meeting - April… · passage 1
good evening everyone welcome to tonight's school board meeting um i'm glad everyone's here now thank you nice smiling faces thank you if you will let's stand please i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right moving forward the adoption of the agenda item number four i'm sorry five is call to the public i don't have any forums however and we will just continue to move on item six a is a public hearing regarding our instructional time model in our four day week i do need a motion to go into the public hearing okay thank you all in favor all right thank you so this is the second required hearing on the instructional timeline so there's two before it's adopted later in the agenda you will be adopting or or it's presented you can choose to adopt or not um again this is provides flexibility different ways to get the instructional time necessary and the reason for us doing this is we are because we're on a four day week we cannot cancel a school day because of the snow day and our plan would be to provide a alternative assignment that would make up the day that they missed back then which would actually be and we'll talk about there's a change in the calendar later that day would be next monday the 18th which is a non-instructional day it's a professional development day um students would be given an assignment to make up that would be our instructional day to make up they don't attend they do the assignment their presence um in the future this would allow us to do online instruction during snow days rather than just not doing anything on those days and then we wouldn't need to make those up so this allows us that flexibility to do that permanently correct um also this is staying on the four day week so we're not changing there's nothing changing with the four day week all it's doing is allowing the district to utilize the instructional time model in as necessary do you know if any of the other four-day districts i don't know i do know that prescott has adopted the instructional timeoff any other questions or discussion from mr joel all right can we have a motion a is our high school student council report um there you are hi okay let me pull up my notes real quick so we have quite a few updates um so first of all we had our blood drive it was really successful a lot of participation um there was about 40 people who showed up to donate blood um there's not much to say about that next up we have our prom coming up on this saturday um it's from eight to five it's at sand hill warehouse in downtown prescott we're very excited about it um we're selling tickets until the end of this week um and the theme is starry night um we have a lot of hope for it next up is our dodgeball tournament um it's this thing that we hold um every year where people can like sign up and make teams and all that stuff um and that's gonna be april 20th and we're still getting people signed up for that at the moment we're expecting a good turnout for that um next up is our senior trip to disneyland which is going to be may 11th um everyone is going to be leaving that thursday night around 11 and they will spend the next day at disney and adventure park and we'll drive back afterwards and the last update that we have is regarding our morph dance which is may 4th it's a color powder dance that we hold every year after prom it's in front of the cafeteria outside of the patio color powder is provided everyone wears all light um it's a super fun dance um and that's about all that i have for student council at the moment so it sounds like a lot keep in mind yeah absolutely always thank you [Music] item 7b all right i get the pleasure of re offering the golden plate award it was already presented to bernie boris who's our teacher in our culinary arts program so come on up and want to bring your your kids so for those that don't know the county health department every year does the inspections of various food service facilities including our kitchen here and in order to get the gold plate it's a hundred percent and how many inspections three times so on the three inspections that they conducted the health department they received 100 and it's not there's not a whole lot of places that get this and so it's um tells you the quality of the teacher and of the kids and the program in general so i want to um present this to bertie and her staff congratulations and uh well done please you want to say something can i talk to fccla now so while i have them up here with me uh we went to state the culinary department had um uh between the mic ted and our chino school we had 22 students go to state to compete and we have a silver winner here for her cake dec decoration and another silver here for the mystery basket and one of our students in our school wants the gold actually one goal for the state um milan milan and then we have two of the students in chino that go to mic ted on the friday class and they're the ones going to nationals so i just want to give these guys superintendents report mr schultz all right there's one thing i'd like to talk about that's not on here that just want to mention real quick starting the 24th i believe it is or the 25th we are going to be remodeling the boardroom um we are using some esser funds to uh provide a a better way to communicate with the public to communicate with um other school districts or or even between schools so what's going to happen is there's going to be a basically a screen behind you that'll replace the logo so that when instead of putting stuff up here it'll go up there for the public for the audience to see and there'll be a large screen on that um wall back there so that you guys can see what's up here you'll be able to see it it'll be on that screen back there and then in addition there's going to be some easier equipment for our videographer to be able to take you know better cameras and a better setup so that it's better sound and video in our meeting presentations at any time that we do a google meet we meet in here every once in a while to do um group meetings or trainings that kind of thing so all that will be um it'll be a better situation that's happening on the 24th so it'll be set up for our next so yeah we've been waiting on the equipment for quite a while finally came in as everything else is slow uh quick legislative update um there's state bill 1269 which if you read the name of the bill it has nothing to do with schools it's a strike everything amended bill that does it's a significant it's a really very significant change to how schools are funded gets rid of what's called the teacher experience index gets rid of the teacher comp gets rid of what's called the transportation revenue control limit or the trcl replaces some of those funds with other items it's really it started out to try to get rid of the trcl which is in part well the trcl is actually a funded through property taxes and so atra which is a anti-tax group really was pushing this and tacked on other things to try to get it to pass the problem is being a strike everything no opportunity to go through the normal committee process it's not going to the education committee even though it's an education funding bill it had one hearing in the appropriations um the house of appropriations committee i went down to try to testify it was not allowed because they limited the number to three four and three against the bill um so that was uh there was um i was like number four and was not able to so they limited the the uh discussion to two i think nine minutes on each side and for and against so um i did while we were down there and sit down with another superintendent we were able to meet with uh senate president fan of course our representative and she was her she and her staff were very receptive felt that was heard and so that was that was good but this would cost ultimately cost the district about 580 000 in the once fully implemented about half of the school districts in the state would lose money about uh while no charter schools would lose money in this in this new proposal the there is um there is a part of the proposal is saying that you well what you can do is you can go out to your voters and they can vote to go on to the charter school calculation and for us that would bring in about two and a half million dollars but that would be an additional tax property tax on your uh they would basically be taxing themselves which i think all of us know uh tino valley is not up for which would essentially be an override but or bonded over right so it's not really feasible and what's interesting is they're using i've heard chino valley district being banked around as someone that could really benefit from this and i want to get the message out that uh no it's not something that's going to benefit you about it so um i was interviewed from i think i forwarded you all to my interview from kjzz i was interviewed by abc 15 interviewed by somebody out uh it was the um the npr station out of tucson and so um i want to get the message out this is not in my opinion not good for rural schools in general and not good for chino valley specifically and so we'll see that goes um i've heard some there's been some things printed one of the highlights or one of the headlines was fan is not a fan of sb 1269 which is at least a good sign and she's saying that it's because it's not good for rural schools 17 of the 24 schools in yuppie county would see a decline in the budget because of this so um just it's not good no i'll just keep getting the information out that it's not good for rural schools not good for church so questions on sb 1269 um the other one is uh that is of concern is sb1211 um i am all for transparency if a parent comes in and wants to say and says what are you teaching your classroom well more than you know i'm more than happy to address that or have the principles address it or have a teacher's address what this does is require a searchable database of every single thing that we use in classrooms websites worksheets textbooks everything that we use would have to have a searchable database the administrative burden that this would put on school districts is just enormous and so it's not it even though the i think the intent is good the implementation is not and so that's why we're working with um with other school districts and lobbyists and so forth to try to get this overturned or not not moving further we think that we are at a point um we're hoping that it's stalled but we'll see and this is the time of year in the legislature it seems like things can you think are dead and they just kind of pop up out of nowhere unfortunately last year they there was a supreme court case that said you can't basically add non-budget items to budget bills which i think is helpful because i could see something like this being negotiated onto a budget though down the road so that's it's um i don't think that will happen so we'll see what happens we'll see if it has any more legs and bills forward um lastly uh there was something that came out about the state budget um which is really in limbo right now at least on the surface i imagine there's a lot of people talking behind the scenes and negotiating there was a report that came out that says the state is fairly flush with funds both one-time money and recurring money and if prop toy even continues it could be even more money or it fails to continue it could be even more money so um there are some legislators that have said we have money we need to get it out to schools and so we'll see how that if that actually comes to fruition or not but um we're hopeful and uh we'll see so that's legislative update any any questions just just an observation this this state has gone from you know budgets deficits and so forth and a big turnaround i think one of the major changes is that arizona like many states is now taxing internet sales so our sales taxes i'm not sure people realize this our sales taxes have what increased 50 something i'm not certain but it's that's a good chunk of what this this revenue is and that's an ongoing resource that this state has never had before because if you look at the numbers internet sales are what 25 of total retail says it's an incredible percentage now we were never able to collect sales tax on it if you buy anything from amazon you're going to see sales taxes packed on and i think that's what john is pointing out we have a new ongoing source of revenue in this state that we ought to be wise and how we tap it as an ongoing source and i think what john is doing in phoenix is fantastic because we need to tap into that as a source of funding for schools and if you think about it the maximum that we can get added to our per pupil funding is two percent by statute now they can always do additional bills or if the budget they can add money to that but that's all that the legislature has to do it's the rate of inflation or two percent i heard in uh this morning that there's uh reports coming out that say that uh inflation's been eight percent in the past year that means we are losing we have we're losing six percent compared to where we were last year at this time and um you know we we increased uh wages last month you you approved increase the wages that was about four and a half percent of our teachers um it was about seven and a half percent for our classified staff that's you know classified staff were barely staying even certified staff and administration we're not gonna say any so um it would be nice to have some additional funds that we could put into you know most of our budget is salaries that's where most of our money goes as it should and so it'd be nice to have some additional funds other questions i would like to make an observation also um with the advent of possibility of the sp 1269 we go from the poorest of the poor to even being poorer which i think is an unfortunate reality that everyone needs to be aware of my other observation is that we have a growing economy in the state of arizona and we are tapping into some of the uh that sales tax as you just pointed out yeah um but what is woefully inadequate is that we as a state devote less of our gdp to education than any other state in the union so what we need is to tap into all of those taxes and all of the growth that's taking place increase our gd the portion of our gdp that's devoted to education and then we will be able to begin to consider being more competitive with salaries which will help in recruitment and retention which is difficult in this district reducing classroom sizes to reasonable numbers that will help in achieving the kinds of academic our student achievement goals that we all have so there's no discussion at this point in time of significantly increasing per pupil funding in the uh throughout the state so that we can become can begin to become close or approach the average or the middle for the entire united states um so all of this is um this discouraging news um what you presented here and uh without discussions of really using the tax dollars that we have towards education and significantly increasing it i'm not as hopeful as you john moving on to the capital lawsuit um as you all know uh china unified school district is a is a plaintiff in the capital lawsuit oral arguments are being held this wednesday which is a significant milestone what i anticipate happening is the plaintiffs arguing why the case should be uh summarily judgment saying that the state has been underfunding capital unconstitutionally and the judge making that decision based on the evidence that's already been submitted the defense will say well the case should be dismissed [Music] i'd be surprised if either of those were happened and the likelihood is is a um the judge hearing this and then setting a trial date for some place sometime late in the fall or early in the winter next year this is in the superior court though isn't it it is a spirit card yeah so we got a ways to go yes well yeah the one whatever decisions happens here it's going to appeals and then supreme court so i just think people need to be very right this is not the end all of that case unfortunately wow and how long has it been i well it's been it was before i was superintendent so it's probably close to 17 years that this has been in play so um yeah it's it's not nearly done but i'm starting to see a pin light a pinhole of light at the end of the tunnel and you know not knowing what that what that uh what's on the other end of that tunnel but um i think that we're getting we're moving forward which is a good thing um lastly um you on the consent agenda you all will be considering a contract for sodexo i want to uh ben montgomery's here from sodexo he's our general manager i want to congratulate them on um the potential um approval for the contract we've been partners with exo for 11 years and looking forward to another five years and um they've done uh their rfp uh went to the review process and came up to be um the most adequate for the district and so i want to congratulate sodexo for getting that uh that agreement or of winning that rfp will say that's the best way to play i was i was not part of it on purpose um and but i was glad to hear what the result was that's all i've got listed in questions thank you item 7d1 administration staff ladies and gentlemen the month of march 31st 2022 is over the expenses are in and finalize the revenues and finalized uh the reports you have in front of you i'll just summarize real quickly our operating fund of this came along last year mr responder question on this our operating fund shows 1.14 available and that's with a lot of encumbrances that are still you could say at this point overstated so as those enterprises get closed those purchase orders that are open to be closed that amount should rise closer to four to maybe five percent that's that's what we're looking at and and just to kind of john remember as our first get it get together last year was when our conferences were like three times uh uh what our expenditures were and he did an incredible job getting those paired down i was so happy to see this this year close to the imbalance and as you say we know it's going to disappear as you close stuff out he's going to congratulate you on that thank you we're in the process of doing that as quickly as possible getting with our department heads and principals and directors and just making sure that if they have made their purchases on those purchase orders to get it closed and we're real close even this thursday most of the schools budgets have been analyzed very closely and final purchase orders in place this week to get us through the year and so you look at 24.4 percent in our capital budget and we've still spent nothing in our 620 adjacent response just moving a little further if we look at our fund 570 on the cash balances worksheet we spent almost 200 000 this year 198 000 that came in really heavy that's the one that's got all the excel data beginning cash plus revenue minus expenses if you look at fund 570 you can see that 198 000 spent that's again very very helpful that comes in from our grants we skim a little bit off the top for administrative just a reminder that the adjacent ways if it's likely we're not going to spend any money this year we're saving up money for um to partner with the town on the improvements around territorial so that's going to be that's still a few years out and this will just give us build up that account um we used a significant amount for the bus lanes behind del rio a couple years ago this we just built in a backup to work around the project around turquoise uh just on that same sheet the 1691 sheet if you look at that sheet that has all your cash balances and it's the ones that this is you see that we've spent 434 000 there and we have made some progress with our contractors and our architect and they've looked at our a lot of that 434 000 has been spent in that 691 fund has been spent on emc ii or an architect team uh i think it's safe to say 380 000 of that 434 000 has gone to them and they've come up with a solution for our hvac and it involves not necessarily rebuilding all of our pre-structured prefabricated restructures not rebuilding and taking apart those structures on top and then strengthening them simply mounting their vrs variable refrigeration flow units and they're ductless and they're much lighter and they wouldn't go on the roof and so that company amc ii architect is in the process right now of revising some of their plans because most of what they looked at was how to restructure our prefabs groups and after really looking closely at that we thought that might not be the best way to go they're not designed to hold some heavy weight up there they're designed to basically hold roof coverings like just sheet metal steel if they have so hopefully by the may meeting we'll have that final drawing and design for the hvac units which will probably be this variable refrigerated flow mounted off the building and it's ductless and it's i've got photos and there's websites you just look at vrf if you google it and they're all mounted outside so that weight will not go up that's that's where we're at right now we still have to accept their findings and work with them once that final set of drawings is put in but that's the direction the school facilities board would like to get john will we need to then authorize formally the uh preparation of construction drawings and bidding or will that be automatic through the state no we do that we hold that and then we run a contract with a person that's authorized by sfb they're called studypath associates they'll help us put together a good program we'll send it to large hvac installers and three weeks ago we actually had hvac installers here on site we've had school facilities board staff here twice actually just been here three times and we had epoxy foam stick and put on all kinds of sealants the plan would be to seal every one of our surfaces take the current evap coolers off seal all the penetrations and then mount the vrfs on the ground nearby so technically we would be managing those contracts yep we'd be involved in preparing the bid publishing the bin receiving the bid responses selecting contractors and then sfb will be going to be with us every step of the way thank you very much and so that's that's where we're where we're going if you look at that 691 fund i'm just going to focus on that you see we started with thirteen thousand one hundred sixty one dollars there the plan would be to have our maintenance department spend that on local things that meet the definition of school project district-wide carpeting district-wide flooring things like that and then that's our money then we'll have that zero balance we'll bring in all these monies for projects and we'll pay that up we'll end the year so that's just a couple of years and that's really all i have to end in cash all funds is just about three million two million nine ninety nine thousand and that balance is with both of your cash reports once you page cash reports then there's the one page report that goes through month one and both of those balances so that's what came in the end of march to start d2 student activities yes very well student activity we see the start of the year 160 000 brought in 12 600 uh spent here today at 9445 and any cash 147 000 things are right on course we've got a big trip coming up to disney to land may 11th and there's a 52 seat 52 students at this point going anywhere i still want to right yeah we just right now we just have one bus because we didn't get enough kids to sign up for a second bus but thank you john i don't know a lot about how they're all spent but i can look at the report tonight i get involved a little bit and seeing some of these big things thank you any questions thank you then we'll move on to item seven a through h our consent agenda which is an action item i will make a motion to approve the consent agenda a second second thank you all in favor item 9a is a 0.5 fte dean of students mrs cox baby i'm coming to you tonight to ask for an edition of 0.5 fte dean of students with our current enrollment numbers i have a 0.5 dean of students and myself and we need i need help so i'm asking for an addition to make her full-time dean of students so she can help with evaluations and to discipline we both disciplined that so do you already have somebody in mind the current dean of students we have halftime she's actually full-time but she has she's splitting her job and as half of her day i don't say half her job is dean of students and half her job as an instructional coach so you'll be actually doing approving another um position later but that half time position would go full time so she same office same location same person just doing adventist students full time instead of half time okay sounds good any questions for mrs cox again as this is an action item we need a motion to approve the 0.5 ftd student's position there you go all in favor thank you go ahead and stay right there item 9b is to revise the title 1 positions at territorial so we have um currently we have two title 1 teachers and 4 paraprofessionals that run our title one program one of our taiwan teachers has chosen to move to a paraprofessional lots of people do that towards in their career she's chosen to do that so with that it offered us a chance to restructure the title one program so what i'm asking for is to restructure it have um one teacher and five pair of pros would work in the classroom but with that other half of the teacher salary to move into uh a 0.5 dyslexic interventionist so that we can she can work with groups and help screen because that's to take some of the stress off of our special ed department screening and doing all of those we have an interventionist who can work with them under the title we could we could meet the needs of our students in a little bit what we feel right now more appropriate and so it would be adding a 0.5 fte title 1 dyslexic interventionist and a 0.9 fte para professional to work with students can you explain a little bit as to why there would not be any additional costs to the district because we're taking a teacher salary and we're cutting that in half so half the teacher's salary would be 0.5 and help me out if i messed this up dollars half the teacher salary would be still used for a teacher a certified teacher and that 0.9 would be used for a paraprofessional and so that's how we could make the position anyway just want a clarification for it thank you make that suggestion work that way and i wanted to see if you could do that and just as an add-on this that 0.5 dyslexic teacher is going to pick up the other half of the instructional codes that our dean of students will no longer be doing so that's kind of how that fits in with this so it's actually going to be a full-time teacher with half-time dyslexic teacher and half-time instructional knowledge from pictures yes yes okay any questions okay all right and actually i'll make a motion to approve the revised title one position at tech to changing one of the current title one teaching positions at tech to a point five fte title one dyslexic interventionist teacher and adama point [Music] is a thousand dollar return to work statement so um recently we received the budget for next year's classroom site fund and we'll be coming to you later in the um later in the year when we talk about class recycling which is 301 that's what it's now called um we're this year we distributed 9 000 per teacher next year we're gonna be proposing ten thousand dollars for teachers that's good that's outside of this money we also have enough funds to do a return to work stipend basically using classroom site fund monies to reward people for coming back basically so their first pay in august after they come back to work they would get a thousand dollars added to their check most of it would come out of classroom site fund um there are some staff members that are not eligible that i'm proposing to get this that are not eligible for classroom cycling um instructional coaches our therapists um counselors um they would get a thousand dollars out of eminem so that's why there's still an mmo portion there but um just again a way to get money into staff members hands and so it would just um they come back to work reward them for rewarding them for signing their contracts almost like a retention bonus our retention stipend um they come back to and we don't want to give it now because if they don't give it now if we give it now they'll come back we may not be able to capture that or get it back so it's important that they we actually see the whites of their eyes before they are eligible to receive this but we approve it now august 11th comes they get that added to their paycheck so quick question this is a this year only one time so it's a one-time off we may do it later you know we can do it again next year depending on the funds and things like that available but we feel we have the classroom site fund um funds available to do that um for this upcoming works this year yeah and it's in addition i apologize to the 10 000 that they will be getting correct that's it would be 10 000 on top of this thousand dollars so it'd be a total of eleven thousand dollars that in classroom cycling some of these some of these staff members getting this thousand won't get to ten thousand because it's already built from their salary but if they are eligible for classroom site fund it's a thousand plus another ten i'm just curious what portion of the classroom site fund will this make up approximately well you figure that it's one eleventh or so in eleventh yeah so nine percent i think it's a really great idea because i think considering what our teachers get paid anyways i think it's a really good idea unlike some other school districts uh a hundred percent of our classroom site fun money goes into the teacher and other pockets of teachers we we have the ability to use it for other expenses whether it be health insurance or additional staff or whatever we have for many years not not every not since the beginning but for many many years probably 20 or so 100 of that money has been going into teachers pockets and i think that's i have no intent of reversing that that's a significant force on the portion of their salary and um they they deserve it so the implication here for me is that if you're incentivizing retention through this that we've got some problems with retention um well you know we uh average about 25 turnover annually and this year it's going to be probably closer to 30.

[Music] um [Music] if we don't get more kids showing up for tonight you may have to take off the pizza or your three kids can yeah you guys have one pizza too there's pizza for parents also it's not just for the kids so help yourself you got a postcard that's why you're here right yeah just wondering where everyone is yeah you got your postcard as well they got mailed [Music] again show up get the pizza [Music] thank you all for attending we are out of recession and that was on the uh the summative evaluation of our superintendent in case you don't know where she's here tomorrow i guess we need a motion um to approve the evaluation make a motion to approve the evaluation any discussion mrs allen yes mrs kais yes mr mcgibbon mr hollery yeah and mr australia yes and i had no call to the publisher mr okay ben thank you for joining us ben from gelder okay you can i'm just view thank you so since we don't have to call the public that takes us to the special education okay so this stacy um bertram had an emergency and had to leave the state so i told her that i would report for her and then any specific questions she can follow up next month okay so on her report we're giving the colgat evaluation so it's from the list of state board approved tests of gifted education so we chose the colgat and this is riverside insights evaluation they utilize other academic evaluations from this site for identification of students with exceptional special needs so we are screening all k-8 students that have been identified and referred through multi-modal modalities methods teacher referral parent referral and looking at our nwa formative assessment scores they're reviewed to identify students that are achieving at or above the 94th percentile so students are served to attain a score at or above the 94th percentile so additional evidence may be submitted to support additional testing or probationary placement so that means in some cases where there's a discrepancy between what the teacher and the parent are saying um versus how the students did on the assessment we can re-evaluate what else is needed to show that the student is above that standard or above mastery in that area so again information from achievement testing we're looking at state assessment aims and independent map observations and samples of the students work can be offered as support and parent outdoor classroom information so where do we stand there are 19 students who have completed the evaluations and there are six more students awaiting evaluation results and ms romanelli did finish giving the results um to us today which we can update you on where we are in may so there are currently six students of the 19th who have qualified for gifted education to date so students gifted students qualify for an iep gifted students identified as scoring in the 94 percentile or above are eligible for gifted extensions to classroom study construction so mrs cuevas ms stacy bertram and myself are going to tour sopry in a model with salida school district to look at potentially providing additional services for our students right now saurita students are being given services at sopri and they go one day a week for grade level services so we want to go see if that's a possibility once we identify more students until we actually hire a gifted and teacher to service our students that's not the only option because we do have an in-house option in our scope and sequence and how we'll serve service students but if parents don't agree with the models that we have in our school it may be an option to do the intergovernmental agreement with the meantime ade multiplier allocates 75 per student to fund gifted education so again that's going to give us those nine students is going to give us 450 um to look at what we want what we want to do to service the students so again they're unfunded mandates that we are looking at but we definitely are excited by the fact that we do have students that are identified and we are going to be doing second grade screeners for all the second graders just came in as well so we'll be working towards identifying more students so please jot down your questions or are there any questions now that i can refer to but again we can follow up in may any questions okay but that will move on to our director of preschool dr champions okay so um thank you for giving me the opportunity to talk about our preschools and things are going well we have this pretty much distinguishing statement as the school looks that we do and for something um currently we have 24 uh four to five-year-olds 16 i'm pre-k here continuing in the dual language class and they're working in the special education for the inclusion classes and ten in general actually they're 15 now because we just have transfer of special ed students so we have 44 current these are the categories the different children are classified as so we have all of our special ed students are also receiving speech services six of them i see occupational therapy we have two students receiving physical therapy five uh developmental delay pre-identified autism and you can see the rest of that those are just the different categories that we serve the cost to parents as you know last year we came to you and asked for tuition rates and we did go up 160 per week which is based on a 32 day um our part-time sessions are 26 dollars per day and you have students on two three and five day schedules and initially of one student on a two-day schedule everyone else is on a three or five day schedule which i think is really good um we've kept our dual language class to all full-length kids pretty much so that's been pretty good after school care went up to 60 per week including the early out days um that's been pretty manageable and um we have gotten um we have gotten some grants this year so dps i think that's not a different slideshow i'll talk about that but this is our revenue so far 185 6977 um 93 of our expenditures our salary which is important this is great slide we're doing okay with our finances which is great going to the next one um open enrollment we have a level for most students right now four staff children we've had about 20 kids on our waiting list for this year that never got served um current class going to kindergarten they'll be 27 out of our total 44 children um the rest of them are too young that's why they're not going to kill her current kindergarten children who attended preschool here was 20 out of 64 kids uh five of those were virtual only and current first grade children recently there's 20 out of 70 in a population of first grade so we're pretty much maintaining that same you know third population each year um this is kind of our schedule through the day it's pretty standard i've gone over this before if you have any questions i'd be happy to entertain that we did add coding this year i'm teaching the children to code with robots which is really fun that's been really neat so that's an addition this year put it into the next this is just our staff and we have staff that have been with me for 16 years and then also half here so we have two new people this year and so just a lot of gender people there um this year the trainings we've had the pbs is now requiring 12 hours for new hires which we have to do right when they're hired our quality first coach comes in monthly and we do a book group we're doing a book called loose parts for this year which is about um learning and using materials that are commonly found with socks and sticks and castaway items things like that um also i do quite a few trainings with my staff and me every monday for two hours and also we do participate in the staff trainings we also pay for our staff go to conference workshops such as the southern arizona association for the hdhd young children and we just see their books under study and i did whatever because i didn't put on there so this year we were really lucky because des gave us a grant to help pay for child care and they did this last year as well which what they did is they took the amount that we were collecting we have about 12 kids on des which is stands for department of economic security they take the amount that we um we would bill for which maybe it's like 3 200 and then they give us the balance of that so it goes up to 5 000 each month which has been really nice and then also we have a stabilization grant which is another 5 000 every month so that was really a great grant for us to have to help support us being independent as preschool so any grant i see always apply for it right will tell you i'm always like looking for the money so we did do a big fundraiser this year to purchase shade for our playground and we had a lot of fan participation um and we are going to be able to purchase some shade for our sandbox so we're very excited about that so um if you have any questions i'd be happy to answer i'm not asking for tuition rates this year no okay thank you thank you now for our superintendent okay there's a picture there on the front of one of our families at science tonight that i thought was a really cute picture so again thank you governing board members members of the community and staff for being here and so just quick updates attendance update and registration so attendance for today we have 53 students absent we have the stomach bug and fever going out friday a lot of our students went home and sick so thinking that that's why they're still out zero on quarantine in isolation and registration for next year is slow and steady you see the enrollment slide that we are just down three students from where we were at the end of year last year at this time and we are still less 37 students from prior year end of year 1920.

board of education i would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their public school system residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the secretary to the board when the secretary calls your name i ask that you come to the microphone state your name for the public record and provide your feedback please note that comments are limited to three minutes per person for a total of 30 minutes no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment if your questions or concerns require follow-up a member of the administration will reach out through the contact information provided on the comment card thank you very much michelle traeger is okay by stan can you hear me thanks dramatic for effect right okay so my name is michelle trager i have students in elementary junior high high school special ed dl and gifted um i've taught to the board but not quite a few months not since mr schroeder and mr culture were seated thank you um so i wanted to talk about fasd which is what i've talked about before fetal alcohol spectrum disorder and i also want to talk about some isbe updates that you might not be aware of and i did indicate on my comment card that my comments do require feedback from the board so um in december i was invited to testify in front of the illinois state senate at the children's behavioral and mental health committee hearing i testified for 20 minutes it was a three and a half hour hearing and it was about the lack of mental health resources for our students with the highest needs and most severe disabilities and isbe's total abdication of responsibility to those students i further made public comment at the state board of ed meetings in december and january now you may not be aware that isbe has made some rule changes as the result of myself and other parents talking about the struggles that their own families have had left on their own because you might think ispe is a resource they've kind of screwed you guys over and other local school districts and they're not providing the resources that this district in honest good faith tries to provide for the students that need it so they're just now making those rule changes in march i spoke at governor pritzker's press conference where he announced a new children's behavioral health transformation initiative and i can send you the link to that press conference if you would like it i'm hopeful guardedly that some real change comes out of that to help the families who most need it here in the state of illinois but you guys need to be aware of this because someone has to hold them accountable it's the head of isve it's the head of dcfs it's the head of dhs it's the head of idj it's the head of hfs and idph and if you need me to tell you what all those stand for i can email you those as well i would like to talk to you about the fact that april is autism awareness month fasd is at least twice as prevalent as autism last month was national birth defects recognition and specifically on march 21st it was down syndrome day because of the 21st chromosome i would like to tell you that fasd is 35 times more prevalent than down syndrome i would like to ask this district to please put on the calendar that september is national fasd awareness month specifically september 9th the ninth day of the ninth month to symbolize the nine months of pregnancy when no amount of alcohol is safe to consume i would also like to ask this district to please commit to training our educators not just our special ed not just our counselors not just our social workers on fasd informed practices fortunately these often overlap with trauma-informed practices however to be truly trauma-informed we don't just conduct groups with traditional behavioral therapy we have to be informed i'm sorry time's up can i just finish that please we have to be informed about the changes to the brain thank you very much wayne harshberger good evening wayne hershberger i have one remaining daughter in this district and i'm counting the days until she's gone back in november of 2019 she had an anxiety attack that was not handled well that was at trauber junior high in august she had another anxiety attack that was not handled well this time at ohs by a social worker okay social worker the next time it happened was during her pe class where the teacher should have known about a 504.

i hereby call this special meeting of the board to to order roll call please brown is here here president here please stand and join me in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all ms roop would you please read our mission statement it's to empower each student to positively impact the world for a bright new future thank you can i have a motion to open a public hearing on the closing of money education center building moved second roll call please brown hi president aye motion carries so first uh dr carrie is going to make a presentation and then we'll open it up for any public comment good evening board members and members of our community i wanted to take this opportunity to spend a few minutes sharing with all of you the reasons behind our recommendation for closing the moani education center building as you know this program has been a wonderful program that we have housed at the moani education center building in moni for approximately 20 years it has morphed from starting off is called cap to being called the moani education center and you can see uh we have mr wartell and miss pappas they have been our administrators there for the majority of the time and with the programs that we offer at this site it allows for small class sizes it allows for more support for students that need additional resources and it also offers online classes as well as small group in non-traditional teaching methods but more recently in the past few years we have been noticing significant problems that are beginning to emerge for example these are our four areas the first one is low student enrollment we're going to share with you in a few minutes the enrollment has declined in this program for the last few years at that site the next one is diminished student-to-teacher ratios the next one is rising per student expenditures and the last one is deficient in equitable facilities and i'll talk a little bit more about each of these when we talk about fiscal feasibility when we take a look at how much it costs to educate one of our students we take a look at the costs for salaries expenditures at buildings transportation those all go into a per student ratio and i'll show you in just a few minutes how we calculate that amongst all of our schools in the district and where the students at mec emerge this is a look at a five-year trend looking at our data as you can see we've had some significant decline in the last few years back as far as in 2018 we had about 46 students in the program and currently at the beginning of this year we have 19.

2022-04-12 Coffey County, KS YouTube / Burlington USD #244 transcript source: youtube April 11, 2022 USD#244 Board of Education Meeting · passage 2
there it is this kind of ties back into the report with our science leaders or besides expansion we're just talking about there's a document there for great bush blended learning mou yes and it talks about uh spanish one and spanish two set of three sections there's a couple of spanish one classes in spanish two and you have to have this turned in to get on their uh list and you have to have it now so that you can put them into classes because if not you're putting in late you may not have a choice and then you have to revamp all this stuff so we've got it early so we can get the classes that we want at that point and we are going to continue to evaluate this method yeah in year two we'll see how things go you know we may decide that this is the way that we will continue um and we may end up deciding we want to try to advertise for a part-time spanish person you know whatever 50 percent of 0.5 spanish and a 0.5 whatever our potential needs are it's always challenged to get those to fit sometimes as you know and understand with your openings so but for now we definitely think that this is the best route to go for year two and just see see how how it goes and evaluate it and there's a basis there is a price increase for this year so that's something we're cautious enough too what was it this year i think it went about 50 votes it was a slight price increase i think i think it was 400 if i'm not mistaken anybody have any other comments or questions or ideas about finding a special 0.5 teacher that can do this in business motion to approve the green bush blended learning memorandum of understanding for the purpose of delivering foreign language instruction to burlington high school students for the 2022-2023 school year and the amount of 450 dollars per student per semester second question when you look on our computers move on to cli and this is just again information for you regarding the cli um renewal a reminder southern coffee county has decided to get out of the cli process they are going a different route they're going to use a curriculum leadership a group of christians that curriculum they're using a curriculum person through greenbush um it's it's uh i'm honestly it's an exactly similar process to what we're doing but they've decided they're going to go a different direction and so that puts us in a scenario where we will be us and only us in that cli process you can see the cost the dollar amount is just with us just bearing the whole cost is just going to be about four thousand three hundred dollars approximately more um because we're gonna say we're at this process with a part in the process where it's a lot of revisions a lot of just uh taking what we've done in the past seven eight nine years and revising what we're doing so with that being said i don't know if you have any questions what was it last year third so are we actually getting more pro products from them or are we just paying the sec's part uh we're if that for that amount where it's it's just it's us and only us before well last year our half of that caught the fee was like 18 half of 18 300 i think so the 9150 is what we paid so i don't know if i'm answering your question yeah so yeah our invoice our involvement is is just much less because it's again a more of a revision type scenario of what we're doing we're just making any updates to curriculum as we get information from you know from the state and our people locally are seeing what they really need to adjust for for our students for that learning process so and stacy brewton continues to be a terrific person to work with she is very flexible with the evening sessions for cli to work with staff either in individual or as individuals or small groups either in person or via star leaf that has been i would say a huge plus what's uh i don't know i mean why did scc want to go to green bush um how do you hear something cheaper or better no i think they just want to have something a little different and um uh matt thompson did not express exactly the reasons when he told me and but i think they are their staff's interested in trying something different and it still would be a fee through greenbush they'll have a person that helps direct them very similar to what we have so um we've had a lot of conversations about curriculum director of the past and cli and the cost of it and this is cheaper it's kind of someone to administer and the staff does the work i did that at my previous district you prefer this style stacy does a good job what i like about stacy is we're pretty honest with her so like earlier this year there was some questions about assessments our staff a few years ago some time writing assessments we weren't really finding that that was meeting our needs doing we'll speak for my building and we'll be pretty much part of that like we've spent all this time doing these assessments as it's really not working for us and so ccc is like we can work it out so we're going to do what does work for us and how we make sure that that's still meeting the curriculum i mean i feel like we can be pretty open with her you know i think it's from my point of view it's very nice like we also had a big debate the elementary uh yelling committee we had a big debate about this sacred book list that we were having some arguments within our building about and it was nice to have her as an outside facilitator helping us problem solve that and we came to a solution with that so i mean i i know the teachers haven't loved every step of the process but i think we're really past a lot of that because we have the curriculum in place we're just doing updates now i mean they've done most of the dirty work yes so i i do like how stacy facilitates that with us that's my personal opinion any other comments or questions i know that i mean it kind of sounds like maybe we're getting a good deal by just paying 50 percent of the price last year and getting more of that bigger district but this year it looks like that's been adjusted so we gotta pay more or if anybody has any other ideas or questions about how else this could look we've talked about that in the past the second we can put on our computers notion passes 6-1 move on to the dairy bin there's your one dairy bit and we don't want it or milk so if we want milk next year there's your bid i don't know if you have any questions christy is a part of that with diana hess and those two do a great job working together with food service and awesome team if you have a question splash comment don't get that i kind of want to get out there so next year the free lunch for everybody is going to be gone right correct okay so breakfast and yes yes so can i share that round up all day on friday i mean i do think it's important for us i'm sharing it i agree i mean that is an expense that has been gone for two years sir and it's going to come back for the form that they're going to fill out the home economic survey it's going back to the old process as well wow we've always had highland food dairy food i think as long as i've been here dairy foods company llc or a 2017-23 dairy bit as well second there you go options one bit but i think last year was maybe a little lower than that and we've had as low as like 12 dollars i think anchors so that's a reasonable and that money goes back to the ffa program remember it's a we put it in their their account motion to accept the bid from aaron skillman for a bid and the amount of 29.41 per acre computers how many about acres acres right and this is again a company called partitions plus that we get the partitions from as far as great planes putting in the bid for this so the partitions come pre-made and basically it's again we're just talking about partitions only those are the 10 there's 10 different restroom projects if you will at elementary middle and high school this will take care of i think we've got all partitions restroom partitions that'll be done new nice everything operational working and we did we did a few last summer and i think that's where you heard some people say these were really nice everywhere and so yes it's time so uh having said that that's that dollar amount there is a set again installation is separate installation will depend on how many of these you approve if you approve all ten for that grand total of seventy two thousand seventy 571.47 then the installation will be approximately eighteen thousand to install those and i'm installed before school starts that yes that is the plan and they didn't there's not a delay right now as far as we have been told that uh it's things are running smoothly and timely in the bathroom partition world so that's correct are they the same size as our current ones yes same size they will have kind of a dark gray look to them uh inside you've seen some of the new ones that we put in uh so uh yes i just was wondering like our new floor epoxy floors um the floors that have been cured yes if needed if they don't have the same spots so yes but um it'll be after the curing has occurred for not for this because we have it's an installation piece the partitions being as far as the from the company we have not put a uh like a i'm going to say a clause if you will for them not being too less than that in a time in a certain time frame we haven't done that in a shift manner if you will so now as far as if we do for the installation we can put in a penalty clause similar to what we did with the vhs office remodel which we'll talk about here in a minute i think so once the petitions are arrived then we should have an expectation that they need to be installed within so much time we'll put that into an agreement okay completion um we will since that's strictly labor i want to say that would be paid on completion on the install part yes they're going to be the same they're going to be same color as what we did last summer so those are yes and because the install will be under 20 000 we don't necessarily have to bid an install on that if as long as it's under 20 000.

production on the 25th junior high school um [Music] is ceremony this time of all right thank you thank you and a presentation from i just um [Music] um [Music] administration [Applause] one of the concerns i've approached the day about this were faith and takers that's part of this plan i've kind of given them a little summary in this plan variety knows i really do as an administrative team to sit down in one area here go um and shop for a little bag better cameras with more details buildings so we're going to be working closely with them i hope to have some idea what we're looking at possibly by jersey they've already worked it all out i just got to make specifically the only cost that i talked to you about was about monitoring because of some issues you've had with our systems that we currently use as we talked about yes about the star [Music] um okay something as far as knowing how all this works that's why marijuana um a lot of the smaller districts um actually have a program [Music] for that thank you guys presentation for both of the student council end of the video but some of these people put together some of their thoughts and ideas of all everything that's going on and unfortunately it's not going to be the biggest picture if you want to see it again we can we can have another show but right now we'll just go with it [Music] to the board of education and administration and patrons of usd and 112th grade students from nursing schools would like to take this time to share our thoughts and feelings about recent discussions of our school [Music] i've lived and gone school in wilson my entire life the majority of those years i've always known that we could close at any time if i'm foreign you used the word stable to describe the environment and will be offered at central plains high school there's nothing stable about the school you have grown up in and loved being close and all of your friends you have known for the majority of their life being spread out to the surrounding schools now i started my education here in preschool with almost all the classmates i had i may not remember much from back then but all i remember was having fun there was very little bullying or problems in my elevations every time i would fall my friends took me back up again and they still did that [Music] next came my junior high years where i made so many memories that are extraordinary words like football and more sports and scholarships then i met our amazing high school staff people that helped me through more than just my school they've helped me through many hard times now i'm in my freshman year with the fear of my school shutting down i don't think you guys understand how much it means to us to graduate the place most of us have been for our entire lives leaving our friends actually at this point they're more like family i actually care for these people and they care for me i never want to lose that one [Music] is a unique setting because we were pre-k through 12th grade on your one word looking back to the days as a young elementary student i remember looking up to three high school girls who were active in school and thinking about her because of her past building to [Music] i feel proud to be a part of a team that works hard to not only improve during off season and during games but also to make sure every single member of the team feels like they matter [Music] every day i am constantly reminded of how lucky i am to be a wilson dragon and i am incredibly proud to be part of something so special [Music] we do not know what the best decision will be to stay with this district [Music] and finally we want to stay together to keep our community strong and alive we are trusting you trusting all our humans with our thoughts and prayers in the forefront of your minds as you would your own child when making the lasting decisions that will affect our today's and our tomorrows thank you for your consideration the students of wilson schools [Music] [Applause] thank you board approval for the ksd contract for the 22.23 yes we will find which is the same as it has been in previous years our membership will be 8486.90 and i'm at it based on our state aid and that is about 800 uh that is i bet you at least every week okay your hands okay push play josh second by roger paul federation looks best and board approval for uh michael ryan or pe for civic point of elementary jennifer heap your secretary for city clinton's junior high senior high amber beckerman your nurse supports plans and more removal for the senior trips [Music] the um for wilson high school detailing you know basically that they will spend i'm talking oh my god and we had a few words regards if you wanted us to do that now just just i didn't know how this should work um [Music] because [Music] thank you and more approval for the city of wilson we've done this every year allows him and more discussions on naming of districts do you recall last month we had a presentation on maybe [Music] the board will consider requests for school and community groups to name the athletic or other school activity facility building or portion thereof or person providing a referral name and proposed name excuse me has significant special significant and or the person has made an outstanding contribution to the school of school systems and has been deceased for at least 10 years the board shall consider naming requests after they are recommended to the superintendent that's our first problem that doesn't mean you can't call that's how we name anything in our newspaper uh um anyway okay okay so i knew that yes [Music] maybe further discussion [Music] in the presentation for the wilson daycare uh uh one of the things we've been talking a lot about is daycare uh for both businesses wilson right now a little bit farther along you know they have a goal to establish a day here they can possibly grow into a center they feel like and i agree that will provide incentives to teachers as well as encouraging new teachers to come to wilson for our district additional resources for the community fire marshal has already been out but they were out reviewing our building we've already had some people that are interested and qualified to run a daycare cory hammock has been out and they've got some paperwork in progress j.r roble uh [Music] is working on a grant for um and one for the city of wilson this grant will cover some uh renovations equipment curriculum and even salary wilson has received pledges of one uh monetary oil storage businesses and individuals and likes there they are they're able to go through the day handsome grant as well because it's being located in ellsworth county i did get a text from j.r and we would be able to run this through the stone kill branch so that would not be a conflict for us to get money i'm going to applaud these ladies i mean you want to talk about making a bull by the horns thank you by the way by the way to the ground uh they are very excited uh still trying to finalize some details but i would like you know the board to there's a lot of details that we'll still need to work out and cost but i mean they're doing a great job i mean i guess by consensus i would like the board to agree that they kind of continue to move forward you know one of the things that i've been conscious of is if there will be any cost in the district we're looking at some rooms inside of the wilson to possibly be used so we have quite a bit going on here is so i guess this is supportive of me going forward on working trying to work this out for the care facility and building your world thank you [Music] each presentation there they are scars um is [Music] whether it was four [Music] and work with smaller foreign um hey is [Music] two days you is [Music] is your career um [Music] um [Applause] um [Music] um [Music] um [Music] or [Music] um now literacy um [Music] uh dyslexia [Music] know is um uh [Music] um uh first um is overall please is [Music] is thank you [Music] about different types of projects that we could address here in the issues of wilson we have option one two compressors on the same unit for thirty thousand option two four compressors including two money circuit fifty eight thousand my recommendation important this time would be to choose one of those two uh to moving forward so the air could be in place forward whereas there's six and there's three mainly three small ones all large for my technical abilities oh some have been replaced what we had started to do was write the date on uh when they got put [Music] uh exactly part of the problem is somewhere at some time there was approval to allow a outside company to control a trained unit and they went in and ripped out all the factory trained controls that they engineered to run that unit and one of the differences in uh that's been explained to me is that for a commercial unit which goes on they really run on they're not that's how they should say that they the new controls have been run like which causes constant starting stopping and then there's oil at the bottom of these that is only to be heated when the compressor is not being run and we found out like on the ones in hollywood i'm sure it was up there that oil was being heated even when it was running and that's not something that you should have happen uh i only found this out after four or five years of working with trained and people that actually know how these units and this knowing that history for a while and stuff like that [Music] control i would like is okay further discussion um and a discussion of the district hospital you have uh [Music] another holder or another excuse one of them is the possibility of moving departments we need an audience who lives in elkhorn here's the property manager there you can see the information that she's given us what they will charge us a month you have uh if you recall on friday notes a while back i sent you that information on a mobile office that emailed him that gentleman not a become not a cost of more than sixty thousand delivery set up then you have the one that is pictured below here um which is 42 527 dollars so there we have several obstacles uh one of the things that i'll mention just for safe and ease because i would like for our mr congress to stay in elementary county uh for the simple fact we have to go to the state switch our county uh take all our vehicles switch all our behaviors and just quite a bit of work in switching count uh not opposed to it but questions information [Music] uh the benefits on that okay um the initial some of the initial plans that i put out i had six straight living over here just sell contained red so we figured everything out i know that's not uh preferred at all [Music] for administration so that's one of the reasons i've kind of received just another option thank you very much so i think coming back [Music] if there are any other objects in the district um [Music] notion that the usb 112 will be located for the 223 square root of all classrooms i believe that the unc 112 district office be relocated for the 2022-2023 school year in order to allow for more classroom space at central plains elementary school in columbia located [Music] i have a question uh just prior to this motion there was discussion to the individual office to possibly different locations including departments a mobile office a hollywood city office or a business meeting not college okay because i thought that was fun so i mean for me i'm definitely in favor of looking at alternatives just because we don't have a location um isn't necessarily right another location their spaces and districts that are available [Music] that doesn't make sense district's office locations [Music] pose closed captioning not available a quick summary we had the work session to discuss uh things of what the district needs to do [Music] two we did have a discussion a little bit about the land transfer option for wilson to move to a different district and there is a group of people including myself that has been looking into what options we may have there's quite a few reasons for that but it is something that that we're looking into and i think that and i'm to address the fact that i have publicly been against the land transfer in the past um and so my involvement in this kind of recommendation of that is i have a turn on that i think that i i personally feel with the kind of discussions we've had in the last couple months as well as is an indication of a bigger issue that we have as a school district and i think that and that's my biggest concern i think it's affecting students at both junior senior high schools and there's a lot of concerns that i have with that and so looking at different options of how do we solve that we you know we talked about the combining of sports and trying to unify that way um different options and they moving students from one one school to the other and combining those things like that i think that in the end unfortunately because of the issues that we have between the communities and between the district is that we're going to lose more students than we can as a district and that's no matter which direction we go and so that's obviously a concern my other concern is that if we if we don't do a land transfer and we make a different move moving the wilson junior senior high school or some kind of combination to the platform school is that we still have three buildings that we need to maintain and improve uh all of which all three need set improvements and i truly don't feel like there's any possible way to pass them on in a configuration that includes all of that and to be able to improve and so that is kind of why i have been leaning towards the land transfer and you know we've been looking at possibilities of what that means talking to other school districts and just trying to get to see if there's any interest and so that's kind of where that sits pass it off to anybody else's i don't think the bridge is to be funded between wilson the south and it's a lot of people are mad at each other i don't want to you know i was a classical bobcat and i do post hard for when you lose school earlier now but i just feel like we can't hang on to everything uh i just i don't i don't think combining with sports is going to fix anything i may maybe wait to maybe start something um but i for one think and transfer if we can pursue that is the answer to make everybody happy because you were against it and now you're for it and so i think we are starting to see maybe that road but children may say no and we need to have an answer if they do say no we need to have something on paper it's where we are headed for the school year 23 hockey i don't know we need to discuss those options but something has needs to be decided tonight so i have a couple different things i know that the communities of wilson the dorms are pursuing a possible land transfer out of usd 112 and it has been stated that some of the school board members said that they don't want these committees communities in the usd 112.

uh things are loosening up they're starting to pop loose uh and i i remember playing a sixth grade football tackle football and these are things that uh uh the smaller communities do the arizona interested alaska association uh you know there was a i wanted to be a part of all those decisions and they noticed madrid because mr madrid is in on the scheduling of those games and randy down at the canyon athletics association which is is now uh part of this organization uh whoa fernando's here yes uh mr good is here we want a fair shake uh part of the scheduling and we need to be a part of that so uh intramural sports athletics is a part of any small community it's about who we are uh you will find folks that will take a little hitchhiker to get to a game and you will see them there and that's why we have these uh van pools and all of these things that are very important there's a lot of parents that feel uh hey it's not it it's my investment i've got an athlete here and i'm going to take them to a school or school district that offers programs that are conducive to that these are the things that the superintendents are faced facebook that i have been faced with and it's an understanding of us working together to assure that we have programs in place uh but remember you're a student first and an athlete second it was a very good point um school athletics is is very great it builds uh self-esteem in students it builds discipline but not only that it really builds motivation it builds character and and i went through school athletics myself in middle school and high school the the connections you develop with your teammates can last a lifetime i mean to this day i'm thinking over 30 years ago when i played ice crescent works at football high school i still keep in touch with my best friends today so at the same time in my experience as a school administrator i've also served as athletic director it's very critical to have grades to have good grades and to have that student-athlete connection that's something that needs to be there as well but i want to also talk about something else i really believe there's an overarching theme separate from that it brings the community together and and there's nothing like a great friday night football game there's nothing like a great basketball game a baseball game against your rival and so it's critical it's critical i think it touches on the social and emotional well-being as well for all the students but not just for the students for the staff for the adults it gives you something to rally around the built-in school spirit you have a more productive environment school spirit the students are giving their extra to have the best possible grades and i only said because that's what i went through myself so i'm a strong believer in athletics i believe it's very incredible it helps all students come up from all backgrounds that they can achieve success success whether it's on the baseball field basketball court football field track and field there's so many different sports that the students can take advantage of so it's necessary it's critical i'm the strong support of it at the same time getting out of the open 19 endeavor era there's so many changes that take place but but maintaining school sports in a school community in school district community is very very critical there is a huge number of parents community members and school staff eager and hopeful for change that a new superintendent can bring high on the list of desired change is how the district treats teachers specifically less creatively not a culture of fear but a culture of collaboration a new environment will go a long way towards reducing high staff and future attrition i believe that people rise to complete expectations of treated respectfully and professionally are you the candidate to foster a new more positive environment why that's a very good question um i believe i am the candidate and listening to some of the the undertones from from the question from dr clement i'm going to talk about my experience going to an environment where you're serving as a new educational leader i feel very confident in my training i have received training and restorative practices years ago in my role as principal of tucson infant school district i received training and restorative practices in bethlehem pennsylvania i brought that training back to tusd with other traders we had a trained trainer model the focus was on on building restorative relationships and you do that one person at a time at the same time though it's very critical to stay in that social discipline window of doing things with people and staying out of that punitive window of doing things to people if i listen to the question correctly that sounds like the main focus in that question my background also involves having conflict resolution training while i serve as a principal at wake parkway middle school nogales unified conflict resolution training is critical because we have to be honest we're not always going to agree on everything and we're gonna have to realize how can we as adults make the best decision possible based on not what is best for us as adults or convenient but what is best for the students what is best for the student learning at times when that is done it does cause discomfort with the adults in the building whether it be the school leaders teachers certified classified staff that's going to happen but the challenge is how do we learn to confront that how do we approach that in a restorative manner to where the next day we see each other we're collegial we're respectful i've done that before i know i can do it again one of the things i do in each of my previous administrative positions that i would apply here has just taken a basic survey he's taking a basic you know several question survey asking every every employee certifying classified everybody because everyone's voice is just as important as the next person asking what are the strengths of ahu unified school district asking what areas need improvement and third maybe the most important gives me a direct knowledge of each staff member in the district what are your professional goals it's critical to reach out and know where everyone is coming from where they are and where they want to be i believe doing that one person at a time one relationship at a time can address a lot of the critical aspects of the question that was just stated by dr clement i've done it before i've been successful and i know thank you roland that that in itself uh i personally also feel that i would be the person that would be in this i started off uh as a seventh grade seventh and eighth grade science teacher so i i was a teacher and as a teacher uh it's it's the most difficult job when it's done uh wrong it's the most difficult job when it's done right and through the wallace foundation uh through a number of superintendents that i was mentored by it's important to understand that things are going to happen and it's important to understand that some teachers that we have that we have gone through our educational process think about it just one second and i'm sure there is someone or more than one teacher that has been able to make a difference in your life those connections stay with you before your entire life and those learning experiences are important in the upbringing i had basically one word that was given to me i remember as a first year teacher and this was someone that was in place as my mentor that was a chair and they told me he just survived we'll just survive it was two words and so uh i had a great team that was uh that i was surrounded with and a great foundation of peoples i use this experience in my own uh working as a turnaround principal when you go into schools that uh are not functioning correctly it's a matter of going out and beating the bushes knocking on those doors and basically four words you know it's i need your help and uh when you do those things the ability to empower staff staff will do anything for you as well students but when you see the principal the superintendent in the classroom every day and listening to the concerns that teachers have of whether those concerns are basically an increase with 301 winnings whether those are parents that just have gone through uh the administrative assistant and right into the classroom they need safeguards that are in place and through the wallace foundation i found that when you have the professional development and you build a climate and a culture of trust and you have an open door policy that teachers will come to the understanding that it is all collegial uh like my colleague just stated is very collaborative and you have to have those critical discussions on what it's going to take to move these students from one level to the next it is not an easy process but it is a system that i have utilized over the last 15 years working as a chairman of principal interim superintendent superintendent and i would do the same and bring that to this community and uh that would be one of the first things that i would do thanks so much what will you do to brighten up school buildings and grounds and make sure that fields will be maintained year-round that's a great question i think the learning does start before you step off of the bus whether you're walking uh down a roadway or an alleyway and you are stepping onto the campus i think that all the bus stops need to be maintained in service i've utilized a number of different schools and resources the school facilities board uh right now some of the things that are uh they're very frugal with their spending they're very frugal with what's going on but i had founded along with the al garciullo dan martinez north american technical college this was an inner city school on 39th avenue and broadway road which would also have precision academy systems was which was a high school we would erect a building every single quarter from the ground up which would include framing which would include electrical wiring plumbing all the way to heating ventilation and cooling and what we would do is we would go out to schools and school districts and we would use our students and sometimes you have to be you know they have to be a certain age to be able to go on to certain uh federal buildings and things like that which are on federal tribal lands which i worked with the bureau of indian american department interior when i went uh to another school and became a turnaround school uh principal i would look for those programs through the maricopa skill center through the phoenix job corps and you supply the materials in this case we would supply the materials and we would beautify our campus and have those students while they are earning and learning and building and erecting they would be able to uh beautify the campus uh remember there are lots of sources out there for funding different sources everything from pacific gas and electric to software project arizona public service and uh what i've done is work with those uh legislators to let's look at different types of funding sources to bring those types of programs here uh we just got done with a beautification project on arbor day uh planted trees all over the place i worked with arizona arizona state university the maryland fulton graduate teachers colleges changed its name a couple of times but it's important to have these programs in place and to understand if we and a lot of times we i've got donations with the help of a lot of different uh political and uh folks that have the foundational money to do that uh to uh briefly refurbish uh buildings i understand that there's some things that need to be done here i would utilize all those tools and all those resources necessary to bring those types of programs here to our school district well that's that's a very critical part it has to start first uh you have to have pride in your school you have to as the school leaders um from the very littlest thing to you see a piece of crash on outside kind of class you set the example and you pick it up that's what i used to do as a principal it's something small but it sends a message that every little thing is important and if you as a school or school district leader are willing to do those little things that maybe other people don't think about before you know it you have two or three other staff members two or three other students but it has to start with you you have to set the example you have to have a great deal of pride your school should look beautiful the grass should be green you shouldn't have weeds but it also goes a step more than that you have to also be very proactive a superintendent you have to look for partnerships there's a lot of partnerships out there it's just a matter of finding those partnerships whether it be with pima county whether it be with the business sector whether it be with the local or the state elected officials tap into as many resources as possible because at the same time you set the tone and you get it started but you also need help every little bit helps reaching out to your parent council your parent teacher organization getting them involved to help you also getting the school involved you know many times i'm sure my colleague and myself have both taken the initiative and cleaning up the schools on saturdays everyone out there students involved also every little bit helps because students staff families everyone deserves to come to the school when you see the school your shoulders are up your head's high your grass is green our football field should be just as green as any other football field whether it's a one eight two eight three four a five a six a school it doesn't matter that sends a message to our students when we do anything possible anything is possible they're going to have that priority and so it's also a matter of looking into the facilities budget what are budget projections what can we do what what what i'd be able to do as superintendent as your school district leader believe me i've shared this with uh over the last few weeks with some of my uh some of my feedback is that i may not have the answer either way but i can promise you this that i'll find out i'll research and see what else is out there to make our fields the best looking fields anywhere anywhere because our students and you as the families that they not just student safety but it starts with when you come into your school every day it should look like a beautiful absolutely and um that's a very good one tell us about your experience if you have had anywhere under achieving students rose to great level expectations i'll give you two different examples of and my colleague has made a good point using the term turnaround principles it's something that i've done also as a principal at tully elementary and tusd as the principal of a carpenter middle school at the dallas unified school district we went from a performing school at tully elevation our first assignments principle for one year the next year we went to excel that was back during the ames testing we you go from performing to performing plus signing performance we're the only school in pima county to jump through levels how did we do it data analysis that's it's i understand that there are so many other things going on in the school besides the debt and i get that but the reality is you have to address that issue we had internal assessments it wasn't just the state assessment and then the quarterly assessment every three weeks to coordinate benchmark assessments internal assessments in between to see where all students are advancing the students that need extra tutoring or re-teaching or the students that have enrichment that have it they need to be challenged even more how can you differentiate that instruction we did that we went to excelli and we went to highly performing for many years and my role as a principal at sally elementary by wayne carpenter it's probably the hardest work that i ever did but it was the most fulfilling uh during my five years there in my first year at lake carpenter we had f level scores on convince from the azmerit test that just started ela was at 13 proficient matches at 15 8th grading science was 24 and several years we made the jump we made the jump from an f to a c we improved our our math proficiency by narrating 18 our ela proficiency by nearly 10 and our eighth grade science proficiency by 13 but once again it took everyone to work together we implemented an instructional focus on variety across all core content areas ela math science social studies fine arts and resources everyone was teaching those writing strategies and all grades in all subject areas it takes a complete transformation when it's possible we did that i'm very proud of that we had a great staff but we had great students and we had i can't stress this enough it takes strong family engagement as well at the school level you have to be willing to be committed to have those monthly parent meetings parent engagement family engagement we made our ell subgroup data a priority we prepared our students for the big year end of the year arizona english management or assessment we shared with every single parent who came to our ell family engagement nights the scores of their child on the three by five card we put it in black and white anticipated connect with each parent this is the score that your child has this is what you need to get to go to that next level that can help the overall school grade and it did it takes a lot of work but with the school staff and parents working together anything is possible and we saw great results in both occasions in my role as principal the elementary and middle school level well thank you uh you know this is something that i have uh lived uh since uh as a as a science teacher science and math go very very uh close together the mission here is that every student graduates college and career ready and that starts the minute someone is able to uh basically be enrolled in the kindergarten program that starts with early childhood and that's it starts with breaking down all of the data and in a school with this science what you do is you disaggregate the data you look at the data and you take a few steps back and then you look at it again one of the things that i found myself doing in those positions is finding a roadmap they call a mains blueprint they call it blueprints those have not changed so it's a matter of talking about data each and every day it's a matter of students and the teachers showing that the responsibility does not just lie on the teacher but students need to take a responsibility in their learning i've done programs as every uh with the every student succeeds acts as you know that was no child left behind my doctoral studies at arizona state university were on the awareness and attitudes of educational administration what that basically says is do students try hard enough when they are given these types of assessments the surveys that i did in instruments that i sent out came back as you don't necessarily have to be the most popular person on the campus but if you are respected you will find that the parents will engage their children more that students will try just a little bit harder and you are always having these meetings that are very productive uh associated with data this is where we're at we have a pulse on how we are doing we were able to get even the nominal scores and improvements are celebrations and these are different conversations that you have at the kindergarten level kindergarten the primary level the intermediate level we have kate of pre-k through third grade as the primary israel intermediate 456 and secondary level we are always having those conversations at each of the schools that i've worked at uh that is why i've been able to be recruited and retained uh in new mexico and southern utah um in northern arizona apache county yavapai county uh navajo county i'd like to do the same here in pima county as well so it's a matter of really rolling up your sleeves putting the data up having those conversations with the governing board to let them uh let them know this is the direction that we are going in right now we need to stay the course it's like any good captain uh being a parliament we need to stay of course and we need to assure that the wind is going at our back in the right direction so it's a matter of really rolling up our sleeves parents are a critical part of this we can't get this done without the success of the parents but there are things that we can do in the regular school day to ensure that every club if you want to be on the sports program you have to do these things in order to be eligible to play sports there are a lot of things where kids are are resonating and rising kids will rise to any expectation that we set let's raise the bar to grade levels in anticipation that we will not get to where we need to be because remember our scores have been tabled right now for the last two years so we have to take a an initiative and we have to have a campaign the campaign is driven by data and the data is what my decisions are based on in the best interest of each and every student here in our home have you ever been involved in developing or updating a teacher's salary schedule please explain you know that's a that's a crude you know that that kind of uh doug tells off one of the questions that was just asked uh yes i have a dr clement uh that's a very important piece when you look at the salary scale you look at the latter educational scale and if there's if there's one thing that i've done is to assure that we can incent and increase those percentages uh to not only to recruit but to retain the very best teachers i've done some committees uh some school uh finance committees where we have looked at a number of different things but when it comes to preserving uh those teachers salaries those 301 monies that's one thing that you will find me uh i i would uh get some pushback when it comes to them wanting to uh cut some uh percentages off the teacher's cell if there's anything that we need to do it's one like i said before it's the most difficult job when it's not done right it's the most difficult job when it's done right when it's done wrong those things are important for us to understand a lot of times parents don't understand the reality of what it takes to teach a classroom to get into the classroom to prepare those lessons and to visit that lesson and i found myself doing that as a teacher like i said i was a science teacher and as a teacher i went on to also get a cte endorsement in business and marketing remember i have a background in marketing i also have an industrial technology cte certification i also have a history of certification this just goes on and on and on with supervision and all these different things but when it comes to teacher salaries we have to look at those stipends and those increases and we have to uh truly make sure that this particular teacher is the right fit for the office school district and sometimes you have to revisit that and that's why i said this job actually starts the second that the contract negotiations are offered is that we have to look at teachers and we have to look at increasing the pay and uh to retain those teachers with this beautiful community here and there's no reason that the teachers cannot stay here i will say one other thing in addition to teachers with that plan goes a plan with teacher housing when you go down to laurel lane over here you go over to about the side you look at the apartments but when you go down the the street over the hill you also come up to mesquite now this is the housing that uh is through the arrows uh that's through the united states government it's for our board patrols i'm very familiar with teacher housing and let's put these teachers in a place that they can afford and uh the renovation of the city is wonderful it's beautiful but let's make sure that our teachers are comfortable as well and we do that by working together and using all the resources to increase teacher pay this is a very critical issue i'm going to be transparent with you and be direct have i myself specifically been on a teacher salary schedule committee or involved in the negotiations no i have not but i have been a student of of the corpse and the summaries from my previous superintendents uh as i have shared before in the last few weeks if there is an if i cannot if i do not have an answer on an issue i will research it and my past has always helped me research effectively to find the right answer and then make the best informed decision some of the committees that i have now though just to share with you just some of my background that i don't really prepare me for a salary schedule committee i've worked with a teacher evaluation committee no dallas unified school district on the best possible evaluation for for certified staff i'll also work on a boundary review committee looking at different attendance zones for schools i served as chairman of that boundary review committee in tucson unified school district i have also served on a strategic plan committee a diversity subcommittee so that experience i i am completely confident i have no doubt will help prepare me to make the best informed decision look at all the data involved when involving all the stakeholders the teachers involved in the salary schedule important topics governing board members community officials employee groups all that comes into play all those stakeholders play a critical role so my past involvement on committees my doctoral studies research had to do with the very important component that conflict salary schedule is is working with employee groups and so having done the research for my doctor at the university of arizona had to do specifically with working with employee groups in the large southwest urban school district so i have no doubt that would prepare me to make the best possible informed an effective decision and absolutely teachers need to get paid comparable settlements to other professions they have the most important job they teach all the doctors we have in the world now they teach the lawyers they talk to judges they've got all the elected officials it all started in kindergarten and so absolutely it's a very critical profession and the salaries and benefits have to be at the same compensatory level that other professionals receive in other capacities absolutely they deserve it what do you consider a good school culture and how can you build that i think a good school culture starts first and foremost with with my role as superintendent um you need to see me coming in every day first of all you need to see me coming in every day okay um i i i i don't miss work i don't know how to say that the question is the physical cultural has to start with your leader coming in and my previous roles as an educational leader um i take a great deal of pride in sharing this with you in my 16 years in tucson unified school district i had nine months of sick leave when i left to usd and my five years five years before dallas unified school district i had almost two months of sick leave that i did not take with me i love to go to work but it doesn't just involve going to work if you have to set the example you have to get there with your shoulders up with your head up you have to have that positive energy you have to have that enthusiasm um there's a saying in spanish you have to be proud of what you're doing and the reason it starts with you with the culture is because every staff is going to see it every teacher is going to see it every custodial maintenance staff member is going to see it and more importantly every student's going to see it if the student sees their leader coming in not [Music] no positive energy not transmitting that they're enjoying that day and why they're enjoying that day how are we going to expect to improve academic achievement how are we going to expect to make our schools the best possible the most beautiful schools that we can possibly have but it also has to go with empathy you as a leader have to have empathy you have to understand what it's like to be in other people's shoes you have to have integrity you have to do what is right and honest at all times you have to also be willing to empower those that you work with you have to build leadership capacity with your leadership team with your teacher leaders with your parent leaders you have to have simon said it talks about that about this leadership class you have to create a circle of safety as the leader you are the leader your staff your students your families your school community they want to see you create that circle of safety where everyone feels value everyone on your team has to feel value that they're important they have a voice there has to be communication of your vision everyone has to know what your vision is at all times all the time there has to be collaboration with relationships and maybe the most important of that circle of safety from simon says new year's eve you have to build trust and you build trust by being transformed you as the leader you want that culture you want that positive culture that positive energy you have to have trust you have to show trust to the people you're serving they have to know that they can come and talk to you and then you talk with him at a meeting anyways you perform email communications whatever it might be there has to be trust and you have to be transparent that time that community that culture of integrity thank you a great question and in order for us to uh and i can't we must have almost uh some pretty similar uh vacation times that we've built up that we have left school districts with uh that you could only carry so much and that always concerned me as a superintendent is that somebody was going to create such a void uh with having two or three months if they were to leave and you have to take a sense of pride uh in that office uh so that's a that truly is a matter of showing up to work each and every day that's also uh assuring that any any climate that you have that needs to be changed needs to start in the superintendent's office and principal's office and i've always said hey you need to answer that phone on or before the first screen how many times have you done that and you picked up the phone to make a phone call maybe not so much anymore but there's somebody on the opposite end so it's important to understand that when you have a professional learning community i've gone through the solutions tree training i've also done this at the uh as a as a faculty for western international university for navajo technical university for today college and it's a matter of building into her interpersonal skills when you when you start walking with a spring in your step uh and understand that the self-esteem uh is very contagious in a very positive way your students will see that and they will come to know that as well as the classmates that the certified staff to see that uh a mercenary has a certain understanding of what it takes to be in this administrative role not as an administrator but as a person as a teacher and to understand that each and every day is a different day those students that have a very tough time and teachers that have a very top uh tough time and understanding that one day is not going to be the same as as the next and that's a good thing these are learning experiences that i have utilized but i set the example by having basically an open door policy basically almost no door policy where i've actually taken the door off my office and that doesn't always work in certain occasions but you need to assure the community that that vehicle that mr madrid is driving each and every day is that is there those teachers need to understand that mr madrid is visible he's in and out of the classroom every single day would need to also understand this madrid is a part of who we are it's a sense of pride in this community it's also a sense of pride and understanding that it's important to show up to school each and every day your parents have a job most of them do those that do not have a job your school is a safe haven for you the only job you have is to get an education and that starts up the superintendent's office work with you and we will work together to ensure transparency is always the key but it's those professional learning foundations that i've been a part of solution stream is a big part of it i've been i've worked with before i've worked with all of these great educators in the past and also at the arizona school administrators association to ensure that uh not only do we have a place to build a climate but to transform the culture and that's whatever school that i've been at very proud to say that uh it's always been a positive uh positive experience do you know the financial condition of this district how would you describe our situation i have uh like i said uh coming from a finance background uh dr clement you know gone over the finances uh i got over the the school finances i've looked at it and broken it apart i've looked at the 2100 i've looked at 1000 i've looked at the carry over items i've looked at the title one the title to looked at all the different programs where things can be a little top heavy in some areas and we need to assure that the most important thing in the school district is to maintain a balanced budget and to be fiscally frugal that means that once again i said this earlier is that we have to preserve our maintenance and operation funds things like lighting uh things like electricity uh toilet paper uh paper towels dispensers open purchase orders to be able to replace uh everything from uh something that happens in the restrooms to uh water main breaks that occur but there is a uh there's a certain amount of funding that goes billion into budget that we need to preserve now when you look at the budget there is a system and there's a processes that peter senghe uh and i myself through the wallace foundation utilize that there are steps that we use to protect our banknotes and operation budgets it's a process it's a system and uh we work together with your finance director but i would also like to say that i've also been a finance director and engineering business manager my south federal projects uh manager as well and uh i understand the process that it takes to uh to preserve your to preserve your your monies and at any given time an emergency can arise where you are able to draw down those uh allocations but it's really a system of checks and balances it's a matter of understanding that we have to assure that certain things uh are there when we need them and uh that's that's soft capital that's hard capital those are salaries and uh and through the trust fund we work with the trust to uh bring down the expenses for our health care system so it's it's a big compilation a lot of different things that we have to assure that are taking place and those only happen in our checks and balances and that we're always showing uh that we're ready for every single audit that comes about our way [Music] that we want to do we can't do it if we don't have the financial accountability everything's in order that being stated i do have experience as far as looking at maintenance and operations budgets title one budgets what funding sources can be used for what activities is very critical whether it's a title three after school activity for english language learners in preparation for assessments those are very critical things that have to be in place what i would do first and foremost is just it's critical to have a strong instructional leadership team a strong leadership team especially uh speaking from from this perspective if given the honor and privilege to serve their superintendent the first thing i want to do is just go over financial projections over the first 90 days i have a 90-day plan that i [Music] would share with the governing board and it includes that i need to sit down with our leadership team whether it's the business managers special education director the school principal and just look at what do we have well what the reports are due when are they due what are some challenges that we may be facing the next three months six months nine months what are some critical decisions that that have to be made at the same time there's always uh my experiences helping find additional funding sources outside of the traditional maintenance and operations budget of the district title one funding of a district you have tax credits how can you look to those tax credits to help you as ancillary funding in your district but also i have experience with grant right now i'm very proud to say that in in my final three years at big carpenter middle school we had a school safety program grad with the arizona department of education three years four hundred thousand dollars where we were able to secure funding for a full-time uniform nogales police department on campus eight hours a day every day for three years we related education two students he was in classrooms 140 hours a year 20 hours of planning 20 hours of presenting to parents and staff so what can we do what can i do in my role as superintendent not just to be current to know the financial projections to talk with my leadership team and going back to what i mentioned earlier having that trust i did have trust in people who have been with the school district for many years how do our financial projections look but then at the same time looking at other resources i would also draw my experience with arizona department of education this past year i was very fortunate to work as an education program specialist with the elementary and secondary school emergency relief the esser fund which was a product of the american rescue plan for president biden in march of last year arizona was allotted i believe 2.3 billion dollars for elementary and secondary school emergency relief will spend during the pandemic to address these issues i gained a vast amount of knowledge by looking at grants and improving grants whether they were one hundred and thirty thousand two million or thirty or 40 million so what are some additional funding sources that are out there what can i look for but also i would i would also turn to my team and and have that trump on my team and just have good discussions about what do we have what are the projections what are the deadlines that we have to meet what are some possible challenges over the next 90 days of six months and nine months so this will be our final question so that we reserve some time for the finalists to be able to have some informal uh meet and greet with you [Music] your closing statements with this this question how can you convince us that you are the person for this job how much time do you have you're going to each have three minutes first and foremost i think school district you have two uh great finalists out there who i really believe uh carolina for you and your students and the school district community so um the governing board has two great people to choose from moving forward i believe it goes to to three things three basic things we've talked a lot about research that we need as practitioners like i we don't just you know we don't just get it in the morning say here we're gonna do this we have theory that guys are decision making we look at data but three things as to why i know i can come in here if given the honor and privilege to serve as your superintendent i would just share with the staff that we're going to focus on three things if we focus on three things only we're gonna have success you know and it would just it would be your family your health and the whole unified school district everything else we've talked about revolves around family your health and often high school district every decision that we can make is based on what is best for the training for all the staff whether it be trauma informed care training restorative practices training whether it be capturing kids hearts training whether it be a partnership with ben's bells a beat kind girl all that goes back to the family health oh unified school district um i believe i'm the best candidate for this position is my background in my experience whether it be as a bilingual first grade teacher whether it be as working in the classified center whether it be working on the city council in south tucson i've had experience looking at a 12 million dollar budget making the final decision as as as mayor and council the different funding revenues whether it be you know community programs for pima county how can i use that background and knowledge here in the school district we've talked about budget many times maintenance and operations title one well i'm very confident in my background whether it be as an administrator educational leader or as an elected official what quantum sources can i use to help address the challenges that we have but but just the fact that you got to have that love and that heart and that passion for students for your staff for your families and you you you and every day when i get up to come to my job every decision that i'm gonna make is not really based on what's convenient for me what's comfortable for me what's convenient for our staff what is the best interest what is the best thing we can do for our students it may make us stressful less brown talks about children your sons daughters nieces nephews grandchildren and that's what's going to give me the whole satisfaction that that every single day it goes back to the american association of school administrators their code of ethics i believe number one is making every decision based on what is in the best interest of the students that's how i know that it is going to be you know that i'm the best candidate for the position and that um i would perform it with pride with distinction and you'll get everything and i'll also make sure that all of our staff members give everything that we got for your students for the families and then and to make our whole unified school district not just the best school district in kima county or in the state but why not the country why can't you know that was said many years ago if not us who if not now why not why not right now thank you uh you know this this in itself uh in this position in itself uh requires not only an educational background uh but experience and uh i do they certainly feel as though uh that uh you do have two great candidates up here that the governing board uh will make a selection on but when i look at stephen covey's uh seven habits of highly effective people i have lived that each and every day for the last uh oh gosh since 1998 and i'm dating myself so one of the things that's important to understand is that aho needs to be the destination district that these sources that are outside the normal realm of funding that starts at the washington level with the united states department of education and that trickles down to the uh school improvement division and when you have a professional working relationship from the folks that are at the state educational level uh which i have comments uh the list goes on and on in virginia this is tom horn i've worked with uh the bishop i've worked with john coopenthal i've worked with janet paul when you establish these professional relationships they equate to a district uh getting a second look that second look comes from professional organizations that have been a part of uh that continue to be a part of the nba hispanic society that i have been a part of but also from the secondary school principals association all of the networking that i've done over the years has always equated to additional funding and that means your children the children here at aho unified school district will be given that we bring to the table and it's one thing to uh go out and stretch your hand out i said for every uh remember i come from a business background as well for every nine of those you'll get that template to say yes and being able to secure the 14 million dollars to have a wi-fi system available is important technology is important and those are the types of things that i am able to do for a school district is to work with those key corporations and to bring the additional funding and it all it all goes back to a happy campus children are happy they come to school every day when they come to school every day the learning takes place so it's a matter of really looking at all the perspectives that go into the superintendent position it's a very challenging position i've done this before in the past and certainly i want to do the very same for our students here in the office community and it's a matter of building and going as a progressive district and i think we need to take that uh one step further we do not plan on the next couple of years and we plan for the next 10 years and the next 20 years and some of those things that we need to do is be self-sufficient and the superintendent's office is the person and the organization that we need to bring fiber optics to the district we need to have our own standing powers we will not rely on anyone but we are the lighthouse we are the destination district and uh we've been privileged to be your next internship thank you so i want to recognize first called mr madrid and dr soltero you gotta this takes a great day of courage to put yourself on the stage as it were so kudos and congratulations to both of you for being a finalist the second i want to recognize the board the board committed to a comprehensive process that involved parent input community input staff input [Music] it's been a rigorous process this is my fourth visit um to aho it's been my pleasure to serve as the search consultant the next step in the process will be that the finalists will have some time with you make sure before you leave i get the feedback form the board is scheduled to reconvene their executive session in 10 to 15 minutes they will deliberate review all of your feedback review all of their notes from the multiple interviews and then um the plan is tonight to come out of the big sex session at some point and make a decision to enter into negotiations so i will also be around for a little bit so if you have any questions of me as their consultant and the board is here also visiting not this is not an official board meeting so again thank you for taking your time to engage and get your voice heard [Music] [Applause] city

so why am i here tonight why am i here i've been communicating with mr miller there's formal documentation to mr miller i talked to him in december i've talked to him again in february i still don't have a response to my formal complaint from december and my my request was i've now seen three anxiety attacks not handled well by members and staff of this district and i'm now seeing a pattern in behavior so my last request was an investigation into dr sparlin and his executive directors and how they're handling the training of staff when you don't handle an anxiety attack correctly you actually make it worse okay so i'm the dad i don't always know how to deal with anxiety attack i give it off to my wife or my son so when staff members in these buildings don't approach a student in an anxiety attack correctly you actually make it worse and i'm tired of it i've gone through due process i'm not getting the response i'm here tonight this is your last chance before i seek a lawyer and i will have to bring this up with an attorney if i do not get the response i expect thank you 6.1 board member comments um this saturday this is update on the saturday the 308 panthers and wolves writers traveled to yorkville high school to attend the southwest prairie conference literary festival at the literary festival students attended young adult author jeff zentner's keynote speech various workshops and writing industry professionals an open mic of slam poetry and an award ceremony oswego high and osceola students accounted for 56 of the awards given to the 12 schools in the the 2 3 3 8 gear at forward are the undefeated winners of the 2022 midwest regional so the midwest regional is the oldest in the first robotics and frequently has teams from around the world in first robotics i read that wrong sorry this year there were 47 teams from three countries and states all around the midwest included in those were 47 teams were two hall of fame teams and at least five other teams who are also current world qualifiers uh despite the quality of challengers two three three eight did not lose a single match and won a perfect 16-0-0 this is the first time in our program's history that the team has will complete will compete bless you at the world competition holding the honors of both dedication to outreach and inclusion and robot excellence in the same season um congratulations to the students and the staff and we wish you the best in houston at the world championship next week in texas so amazing um and teresa posted a really cool video and it's on the sd 308 home page i think there's a contest to vote in too there's a contest to vote in it too i think there is [Music] kelly tell them to vote for it for our team tell them to vote for our team yeah vote for chuck chuck is the name of the robot right vote for chuck i just have something very short to share that um on the evening of april 7th i was able along with some of our administrators and mr gatewood to watch the amplified presentation at ohs i wasn't really sure what to expect going in but i was simply blown away the vulnerability displayed by our students and supported by our staff was not only brave but gripping i urge everyone to view the replay i think that is on our website teresa yes yes and i want to thank each and every one of those students and staff members and let them know that i see them and i thank you for leading the way and amplifying student voice it was great i'm sorry [Applause] i won't repeat everything that she said but it was one quote that stood out to me and it was a quote on stereotype it said the problems with stereotype is not that that they are untrue but they are incomplete they make one story become the only story and so i thought that it was just phenomenal a phenomenal opportunity by dr waller and team to give the um all of the students a chance to opportun a chance to amplify their voices so it was it was powerful please take the time book all right 6.2 super attendance report well good evening board i'd like to start out my report on congratulating two oswegoy students for being named finalist in national merit scholarship corporation competition arya bothra and ziyad khan were both provided with a certificate of merit for achieving this level so congratulations to both aryav and zayed on this wonderful achievement so give them a round of applause it's a big deal at os board of education meeting i focused my comments around our five-year financial projections and the progress we've made regarding our financial outlook tonight i'd like to speak to student voice in our strategic plan in vision 308 under support for student learning amplifying student voice is one of our goals so last night thursday night i also attended the amplify event amplify the amplify the coalition is a group of students who have come together to share their lived experiences dr waller and staff did a phenomenal job of creating a safe space to cultiva cultivate and amplify student voice that need to be heard as was just mentioned very powerful messages were shared and as someone in the audience i left uh with a sense of pride on what and what's happening within our district and but with that said listening to the students lived experiences but not only their lived experiences in school but their experiences outside of school and within our community that reminded me that there's still much work to be done as educators we're in a business of educating students we need to listen to what our students are saying take action to create the culture and atmosphere within our schools to ensure that students and staff feel safe and that they are cared for and to provide them the educational experience that they all deserve the purpose and the goal of the amplify event was to make student voice heard and throughout the evening students as well as staff express expressed their experiences from many lenses they spoke about homophobic language microaggressions they shared how their cultural experiences are many times not acknowledged due to our traditions in public schools and society at large they spoke about their transgendered and their struggles that they face not only in school but also their own experiences with their families as they try to navigate sharing who they are we heard from students on their experiences growing up black in areas where the majority aren't and we heard we heard from students who have had to deal with racism regarding the religions how they dress and sometimes how they've been treated in district 308 through our diversity equity and inclusion efforts we're making progress toward educating all students and staff in the topics i just shared we have created the positions of student ambassadors to the board of education to allow for student voice to be included in decisions that the board makes we have surveyed our students asking for feedback in areas we need to address and to improve upon as a school district we have a board equity committee that is looking at policy to ensure that our policies are fair just and equitable and we're providing professional development looking at our curriculum adoptions through an equity lens to ensure that our curriculum and materials we use in our schools are reflective of our student population and include the accomplishment and contributions from people of all walks of life so that when our students are in history that they see themselves in that history and can envision themselves as individuals that not only have contributed but also people who are able to be the change that we're all striving for so when i started my comments this evening i you know i started that amplify was a very proud i should say a very powerful event that i was very proud of this is just one example of what we're doing to provide a safe place for student voice here in district 308 there are many types of events and opportunities that occur throughout our district tomorrow night april 12th the black student alliance will be presenting our black excellent excellent show right here at oehs the performing arts center at 6 p.m and i say to any of the students or anyone that's here this evening or anyone who's watching at home these types of events happen on a regular basis in school district 308 we have some wonderful performances across the school district that happened throughout the year and i highly encourage the students parents and community to come out and hear what's here what's going on here at 308 because a lot of great stuff is happening i apologize for being long-winded in my comments but uh i thought it was very appropriate to say so thank you [Applause] 6.3 student ambassador reports so much shorter comment tonight just uh update that uh dr jessica and dr waller had a chance to meet with department chairs of the connecticut wellness departments um to discuss the process uh topics and glows and growth within the mutual ground program uh dr bojasic is working with mutual ground to also determine glows and grows from their perspective um dr sprawling and dr waller their next step is to meet with uh dr kincaid to discuss the action plan and then meet with the high school principals and we'll go from there on our next steps thank you all right on to our presentations item 7.1 is a presentation on talk and the bionic program tonight we have uh wendy mann and colleen prado from ohs and kathy ingam ingamunson and tiffany morelli from oe so we thank them for being here this evening and if you're ready you can come on up to the microphone and like i said when you're ready go ahead and start your presentation well good evening everyone i'm tiffany morelli i'm one of the school counselors here at ostwego east this is this is isaac mccumber i'm sam mendoza and i'm kathy munson one of the social workers um so first of all we just want to thank all of you for allowing not only us but oh to be here and to share what our program is the benefits of it and just hear from some student voices about how it's impacted them so you can see talk stands for teens activating a language of kindness and these are just some things we're going to go over really quickly our mission kind of the timeline and then hear from our coordinators here oops sorry do you want to do that for me actually thank you so talk started here at oe actually in 2004 so it's been around since we opened our doors and really the main mission of it is to help students connect with other populations in our school of 3 500 100 students and just get to know them better build relationships that they probably never would encounter in a normal school day and we also help students kind of build talk about building a positive climate spreading kindness and just you know activating that language throughout probably one of the highlights of the day this is a slide that shows our speaker eddie um i always say slaughter he has been been a key figure with talks since we opened it in 2004 when it first started here and you know he is a former ncaa all-american runner and he really brings a lot of his personal stories back some really funny and engaging stories when he was a runner about resiliency you know pushing through obstacles and things like that but one of you know the best ways that he gets the kids to really engage in what the day will look like um because he kind of starts our first two hours and he gets kids up you know in groups competing against other groups which really gets everybody up and kind of running around the pack at the auditorium he uses a lot of you know music and different ways to get the kids up and engaged even a lot of our boys are up dancing by the end this kind of highlights at the end when he really shares a very moving story about at one of his presentations that he was traveling around at another state and it was one of the fathers who lost a son um in the sandy hook tragedy came up to him and really connected with him and really gave a part of the story that he shares with our students that is usually there's not a dry eye left you know in out of the group it's very very moving one of the other things you know from that that he really teaches the students is that you know no matter what obstacles come our way that we have within ourselves the ability to you know channel positivity not only with ourselves but really with everyone that we encounter we've talked about using different speakers over the years because you're probably thinking my gosh he's still with you that long we did try a different speaker two years ago um for one of our two we do two each year um but the feedback from the students you know keeps coming back to how powerful his message is and we were chatting earlier because some of the students you know participate first as um as a participant then they might be a leader and then a coordinator so they've seen the presentation three times but what's beautiful about it is one of the girls today said i always take something different away you know from his um messages and his presentation because he does mix it up a little bit each time so he i can't say enough about how much he helps to impact our students really quickly just about kind of our timeline what it looks like in a traditional semester we do run two events a year this year we just did one but you know we start in the summer we start preparing looking at surveys and feedback from the former event figuring out maybe what we might want to change or implement in september we recruit our leaders and our coordinators who actually really run the whole day of talk we decide on those leaders and trainers our coordinators and start training them in october and then we have our event in november the next one okay um so i think this is isaac you're saying all right so uh just some things how like talk has it uh impacted me it showed me a lot how to like you know take responsibility towards myself like all my actions and everything and um you know like what i learned from talk like it looks all good you know like on paper and everything um but to some students didn't really strike them because some students you know when they walked into it they thought oh it's gonna be like an emotional thing or you know something like it might not be for me but it was what was really cool about it for me was that i sort of stumbled in on the talk right i was just a sophomore kid didn't really know much didn't really know many people i had my own group of friends but um when i walked in it was by one girl who showed me hey let's try this thing talk you know it's really cool event um think it might you know impact us so i went to it um you know the beginning of the day all good we had a lot of fun games we heard from eddie the speaker which really got us all engaged um after i heard from eddie you know everyone started you know sharing all their stories and then that's where you really learn like you have a lot in common with people that you wouldn't really think you would and like the type of people that came which is really cool is that it wasn't discriminatory it wasn't like some a certain people could come you had to be athletic you had to be known like it was people from all social hierarchies of high school that came in to talk um which is really cool for me because i got to meet a lot of new people who i wouldn't normally meet you know what i mean um so i just really thought that was you know a really cool event i really recommend it to a lot more people because like it's it's impacted me and it's made me who i am today so thank you awesome so i'm sam mendoza i'm a coordinator as well this is just a quote from one of our participants that they just felt like they could be themselves at talk it's a lot of people walk in to talk thinking that it's like oh i can get out of school for a day i get some pizza and it's like a really chill thing but like i know i always had a stigma about talk i was like no that's for people with problems like you know if you're insecure and stuff you you go to talk and you do your thing but then one day a teacher emailed me saying oh i think you'd be great for this for this talk program and you should apply and i did just because i felt like i had to and i'm so grateful that i did because it's so much more than that i feel like we all walk around like high school thinking like oh they're better than me or they're cooler than me i like their shoes it's always like you're kind of down on yourself without anyone really like doing anything specific to you and so through talk you kind of learn like we're all human and we all really face like have struggles and so you get to hear from other people about their struggles and you realize that you're more alike than you think and so i think that's a really great thing because it's like a domino effect that starts you're like oh i didn't know this person in my class before i saw them i talk and i saw that they have anxiety as well and then you just do that to the next person who didn't go to talk but it's like a domino effect you just keep spreading that kindness to everyone and then it goes around the whole school and that's why i think talk's such a great program like only one person in the classroom has to go to it but the impact is almost immediate you can see it like in every classroom afterwards everyone's just kinder to each other and it's more like a community thing than anything [Applause] that was a lot of great information that we shared we're just going to leave you with actually the quote that our coordinators came up with for our t-shirts for this year and it's just one act of kindness can change the world so we look forward to continuing this tradition at oe and just seeing how much better we can improve it each year so thank you for your [Music] [Applause] time all right we're not going to hear from ohs bionic thank you board for having us tonight uh i would like to say our presentation's a little long but i feel like it's very important to understand what our program is um i would like to give a big round of applause to our three sponsors here miss mon this is brettel and mrs i'll now hand it over to delaney to talk about bionic hi my name is delaney holman and i've had the pleasure of speaking with and reaching out to multiple of you we would like to first and foremost thank you for inviting us and being willing to hear from us the students to be specific as our teacher sponsors miss mohn ms predl and ms ziefert thought it was important for the student body to speak on the impact bionic talk and hike have had we're here with oe to discuss our two talk programs yes they have the same name but there are two completely different programs but it is important to note that we are here today to recognize that we work towards a common goal talk is only and although we're here to talk about talk talk is only a sliver of what we do and although you cannot talk you cannot talk about talk without talking about what's on the underneath you cannot talk about the umbrella which is bionic without talking what is talking about what is underneath the umbrella like talk and hike hi everyone my name is ethan rhodes i am one of the board members that you see up here representing bionic you're going to hear the word bionic a lot in our presentation so i might as well explain it to you now it stands for believe it or not i care it is a mission led by teachers but ran by students mr dr sparlin mentioned earlier that his agenda plan that we want to hear the voices and become the community that the students and the people in oswego want to be that is what bionic is here for that are the programs from any age from 5th grade to 12th grade to after college to before you even walk through the doors of st 308 there is always the possibility to become the person that you want to see in your community now there's a lot of programs and we're going to go over them a little bit but the whole point is that through kindness every day holds the possibility of change hey hey board i'm christian i'm also another board member that's representing bionic tonight um bionic is a club at oswego high school that runs talk as well as hike as well as path due to time we will not talk about path but we'll talk mainly about hike and talk so bionic does so much more we fundraise for all of our programs and our club ourselves bionic is fully immersed in the community as when we are not fundraising for ourselves we are fundraising for people in need such as our giving tree which you can see pictures of which provides families and needs with essential gifts and financial support around the holiday times bionic also trains all of our student mentors for programs people to people come to bionic for talk hike and pat but end up staying for bionic because all of the friends and they have made and the community that they are now proud of to hear our story i'll pass it over to abby hi everybody i'm abby um i just wanted to say that bionic has been a safe a safe space for me and made my high school experience more enjoyable i have watched my older sister flourish from a shy and introverted freshman into a confident and up and coming educator through her involvement in bionic bionic also gave my sister a support system and the power to become my brother and i's main caretaker when my mother passed when my siblings and i struggled with and endured the loss of my mother due to colon cancer just earlier this year we found a home in bionic people we could lean on financial support through giving trees in a forever family i know when i leave high school my brother will be taken care of through bionic and flourish in the same way my sister and i have the pro the program talk was especially helpful for me when i was in an abusive relationship and offered me a safe space to share my struggles and get help to to discuss more about talk here's christian so as you can see talk is a sel program here at ohs it provides great seo and is an all-day program where we invite as many kids to our main gym as possible as an inspiring student mentor led with full of games and get to know use as well as taking time in our day to spread the message of talk as we as we spend the spread the message there is also there's one main message that we like to spread it's that you're not alone everyone has a struggle but you're not alone we run activities that break down stereotypes as dr sparlin says and give students the opportunity to talk freely about their troubles and challenge in life and for in schools for example our talk program has been is going to be running april 21st uh at ohs and will have a wonderful opportunity to bring back manuka high school uh staff as long as along with their 40 students that they are bringing along for their talk program we'll also have three to five administrators from valley view take a look at our program as well as they look to implement it in their district we would like to say that we also have seven different districts come to our talk training to implement it in their districts passing it over to delaney to hear a talk story both christian and i's older brothers were on the board of bionic when they were seniors we both saw this as a legacy when entering oswego high school and we both have had the opportunity to be on the board of bionic as seniors as well as a freshman i fell in love with bionic at talk talk showed me what a few kind words could do and inspired me to stick with it and strive to make ohs and our district a better place at talk i found family community and purpose through talk i learned leadership as as a sophomore when i was elected to train other students beca to be a mentor to others and talk as well i and a sense of community so much so i will graduate with over 450 community service hours this year more than half of which i've done for bionic talk talk training and being able to paint a mural for talk to learn more i'm going to pass it over to abby about hike hike is a day where we bring our trained students together to be role models for 5th graders we go to elementary schools to run the hike program our hike program shares a message on the power of words and how to stop bullying our students provide friendship with the elementary students as well as are trained to identify and stop bullying at the source while ensuring all children are involved and shown a day of fun and positivity and then ethan is going to talk about his impact that hike made on hi everyone um on the previous slide that you saw was implemented seven years ago well i'm a senior now so that makes me fifth grade when we started the hike program i'm proud to say that i've seen this from the beginning and now i've seen myself become a hike mentor i remember in middle school growing up and thinking that i could not talk to anyone i was shy i did theater and i would repeatedly get bullied on a daily basis i would go to high school scared for my life wondering what is going to happen everyone says and any musical from disney channel will always tell you that it's a scary place but there was something waiting for me on the other side of those doors and that was bionic i got to join the hike program and i met a great mentor named jet he was a senior and he showed me that by using my abilities to really use my voice i can lead people and show them that through kindness we don't have to live like that we don't have to live in those years where we feel like we are nothing where we feel like we can't reach out there are so many kids throughout middle school and starting in elementary school and they have so many questions about themselves and they don't know how to be the person they really want to be again going back to dr sparlin and then thursday night this whole agenda is meant to show people that they can be who they actually want to be that they can live the lives they want to have and they can have the culture and the experience that they deserve i'm glad to say that now being a board member and a hike leader that i get to go to those fifth graders and i cannot explain to you the the emotion you read off their face the smiles that you get from someone telling them that they matter and tomorrow we're going to have a program just like that at home club that all of you are more than welcome to visit you'll get to see those smiling faces light up as people that they thought would never even notice them give them the attention that they deserve show them that there are people in this community that really do care about them and that they can be the people they want to be i'm going to pass it back to christian to explain a little more just where you can see everything i would like to thank ethan for his amazing story on how hike has impacted him and to hear more stories and read more about these different life-changing experiences there is a bunch of them on facebook as well as our own website that we have set up so you will get a link to this so go ahead and check out our website i would like to say that if you have read all of this you can see it everywhere on our social media we're flourishing with positivity every single day i'd like to say that you are all welcome to any of our events that we run we have a hike that is being ran tomorrow like ethan said at home club elementary school as well as we have a talk being ran april 21st so if you would like to get more information on on that you can email any of us or you can email our sponsors as well if you have any questions regarding the club please feel free to reach out to any of us and our wonderful sponsors as we have uh here so these are our emails so feel free to reach out again i would like to thank all of you guys to on behalf of bionic uh for hearing us out i hope you have a wonderful evening i think our work is done here i got chills i said i think our work is done here anybody have any thoughts or comments or questions for the groups i i was just going to say if if you can take a full day and spend in the program i had the opportunity to take a full day at both high schools a few years ago and they are it's a transformational experience it is a process and when you go through the activities that the students uh put on you realize uh you're not alone and there's a lot of people dealing with the same types of things that you are and it's very powerful so keep up the good work very proud of you great job i will be attending at hunt club tomorrow i'm a hunt club cougar [Music] but um i also wanted to share just a personal experience with delaney as everybody knows being on the board has been a little emotional and at times a little bit toxic this year with political environment that's going on and let's just say that delaney sent the right email at the right time and uh reached out and it really hit home that day so from the bottom of my heart i she can read you my ridiculous email um but it was you can't imagine that the impact that you made so thank you very much [Music] i i just wanted to say thank you also some of us um believe it or not at one point were younger [Laughter] it or not and um some of us are um you know survivors of losing people when we were in your shoes and so to see something like this for those of us who are is tremendously uh impactful to say the least so from the bottom of my heart from uh people that uh or from somebody that was dear to me that i remember i say thank you thank you yeah i've been i've watched talk from its infancy so i was employed at ohs when i was invited to attend talk and just i so impressed with the skill level of the um the trained students and then their abilities to get students to open up about all sorts of things and so we know that when students lead other students follow and i'm just so impressed with both of your programs and the things that you're doing within it um i mean obviously you know social emotional is a really important aspect of of where we want to focus our attention as a board and you know our mental health and um you know just our social emotional health and the safety of all of our students is so important and so the work that you're you are doing i commend you for it and keep keep up the good work and we support you and um you know i hope that our administration and i'm sure they are are supporting you in every way that you need and so we are here for you so thank you very much i was i was trying to my my son um attended talk this year okay the impact of what you all do thank you how it affects all of us and how it affects families thank you all right okay item 7.2 is a presentation from our executive director of human resources ken miller and this year's progress and the priorities yeah you guys do not have to stay for this yeah [Laughter] [Music] [Laughter] the other districts are checking them out you can really see it that's crazy that's awesome very tough like it's it's contagious you all people are amazing outstanding right now you got to follow that yes that's a that's a tough act to follow again i don't know tough act to follow it really is to say the least no it's it's amazing to hear what these uh students are capable of and uh with that said thank you dr sparlin uh it's a privilege to be able to sit here this evening especially after the presentation that just occurred to be able to talk about the role of human resources in the envision 308 plan so far this year as there is no specific quadrant to human resources tonight we are going to be focusing on the human resource involvement in three key areas which include recruiting and retaining a high quality and diverse staff maintaining a balanced budget and exploring ways to increase private and grant funding now the goals set forth in these areas in vision 308 are the discretionary turnover which excludes retirements promotions or dismissals will be reduced by 10 percent compared to 2021 in all categories that the demographics of newly hired teachers and administrators will reflect the demographics of those awarded bachelors or master's degrees in education at illinois institutions of higher learning that our five-year balanced budget projections would remain favorable and that we're adopting balanced budgets and that we're increasing our revenue from private and grant funding and i'd like to take a moment to go over these areas in a bit more detail when we're looking at recruiting retaining a high quality and diverse staff this slide illustrates the discretionary turnover that occurred at during and at the end of the 2021 school year in an effort and where we're at thus far for 2122 now the numbers are different because again we there is a degree of seasonality associated with turnover and a lot of it does occur during the summer but um there are many areas where we have made progress and in order for us to be able to help address the impacts of turnover some of the things that the human resources department has done was to negotiate retention oriented mous with the ota and with the oespa we've also revised our exit interview protocol and we've also re restructured the distribution of some work tasks to be able to reach this from a recruitment perspective this next slide shows the percentage of teachers and administrators that have been hired from different demographic categories and the percentage of bachelor's and master's degrees awarded in 2021 from illinois colleges and universities in parentheses it's important to highlight for example that candidates that identify as african american received six percent of the bachelor's degrees and slightly more than eight percent of the master's degrees in education in 2021 and 4.35 of our teachers and more than 28 and a half percent of our administrators hired this year identify as african-american i won't go through and read the rest of these but it is important to note that after two years of job fairs having been postponed shifted to virtual and the need to focus on less traditional means of recruiting this year has represented an opportunity to hit reset with respect to how we approach job fairs to this end we're going to be focusing our time energy and efforts on attending colleges and universities that are producing high quality graduates which reflect the diversity found within our community case in point is the job fair that we'll be attending at the university of illinois at chicago and it's important to note that because more than 50 percent of the bachelor's degrees awarded in education last year went to candidates of color according to the illinois board of higher education and for next year we will be broadening our scope to look for opportunities such as partnering with historically black colleges and universities so that way we are intentional and strategic with our efforts with respect to maintaining a balanced budget each year so far for 2122 we finish negotiations both with the oespa and the ocma on contracts that control long-term cost cost growth and also enhance our flexibility to reassign staff and also we've implemented medical insurance plan design changes that enhance the quality of our benefits while avoiding any year over year cost increase and it's important to note that we have not had to raise employee contributions for medical insurance now for five consecutive calendar years and with all else being equal employees who have medical dental and vision insurance will have had less money taken out of their march 30th 2022 paycheck for benefits than on their march 30 2017 paychecks in regards to exploring ways to increase private and grant funding the human resources department in conjunction with our benefit partners and consultants that locked in have worked on a partnership with rush medical for this year to provide our employees with a one-of-a-kind benefit that you will not get at any other public employer in the state of illinois the way that this partnership works is that any district 308 employee who is on our ppo or a high deductible plan or their covered dependents can submit for reimbursement of 100 of their out-of-pocket expenses for non-emergency care received at any one of the thousands of rush affiliated providers in the region in exchange for waiving the employee cost sharing the district does receive a financial contribution which reflects a discount above and beyond the already discounted blue cross blue shield rates that exist so for fiscal year 2022 this partnership has generated over 261 thousand dollars in revenue for the district and is truly a win-win-win for rush the district and ultimately our employees so looking forward how will we measure success a year from now and when i have the privilege of standing before the or sitting in this case before the board of education next march to provide the progress update you will see that we've updated our onboarding programs for all categories that we've identified high quality and diverse teacher preparation programs to partner with and that there are procedures in place to be able to prioritize student teaching placements from those schools and also that we've updated our performance evaluations for the oespa ocma and non-bargaining support staff with respect to maintaining a balanced budget each year we um we will be we will have updated our life and disability policies to reflect long-term cost controls when these policies were last renewed in calendar year 2019 the district was able to avoid several hundred thousand dollars in costs and we're looking forward to being able to drive a hard bargain with our providers for the 20 for the 22 23 uh calendar year and beyond we will all also successfully negotiated a collective bargaining agreement with our partners in the as we go transportation association with respect to exploring ways to increase private and grant funding we will continue to work collaboratively with rush medical to be able to strengthen this one-of-a-kind community partnership while also surveying the landscape for partnerships in other areas that can benefit our employees the district and our community partners so with that said that concludes my presentation and are there any questions from the board of education yeah i um that rush plan is i kind of want to just call it out just for the community it's huge yeah i mean you basically can get everything back and and it sounds like it's a win-win it's a win for rush obviously because they're getting more more customers more revenue and we're getting revenue do you know what a what utilization um like uh you know as a percentage of the people that are utilizing i know that he'd be able to say it's like well that's just a percentage that's not uh um that's something that i can uh work with our uh work with our consultants on and i'd love to be able to provide dr sparling with more information yeah because if we can grow that i mean everybody wins with that and um yeah just like it's a great program and to your point this is one of those opportunities where the incentives are aligned so that way if anyone benefits everyone benefits right and to your point it's free after mail and rebate so to speak yeah i mean and it's yeah even the deductible um you know it's it's a great great program so i mean i i i when i heard about that i was um impressed so very nice a very nice program well and ken had worked really hard on that when he'd started it a couple years ago and this is very similar to what they give their own employees for the employee benefit for our employees which is just kind of an extra bonus on top of the mail and rebate aspect of things that we can provide for our employees not only maintained costs of premiums but lower costs of out-of-pocket expenses yeah it's it's giving everybody a raise if everybody would take advantage of it yeah i'd love to see that's why i went i i want more people to hear about it i just had one question in regards to the strategy for 2023 it says you know under the recruit and retain high qualified and diverse staff um what other criteria have you considered in regards to [Music] retention and i see that it's pay and recruiting but i'm just trying to figure out is there are there any environmental factors that's impacting morale or uh the culture of or any efforts or strategies in regards to the culture of the the the teachers the staff the administration that will also be included in your in your strategy well i think that the ongoing impacts of the kova 19 pandemic have had an impact across the board and this is a challenging time to be in public education but with that said the opportunities for us to be able to really make an impact on student lives have never been greater so to that end that is one thing that i if i were to if i were to point out or highlight it would be that but we are continually looking at exit interview survey data and looking at those qualitative factors that can help to be able to inform our strategy going forward got it so we've been thinking from a proactive standpoint because it may even be an opportunity for us to look even before the exit interview is just a recommendation like a stay interview it could it could be stay but i'm even thinking about strategies that you know globally speaking if we benchmarked against other districts organizations or whatever it may be what other benefits or um what else can we do as a staff as a board to just to make three continue to make 308 a great place to work because obviously many of our staff and teachers are remaining here so what else can we do it's just it's a not a hypothetical question because i think we really should do something but it's just a question can i peggy back off of that um the most as ken knows i'm an hr practitioner so this is pretty near and dear to my heart this is a human resource update and like i kind of lost the human part of it for me um so i was just scribbling some notes i would like to see some culture goals in there such as to maintain a positive value-based work environment revamp the employee experience for substitutes and tas feedback loop um increase evaluations from you know increase evaluations from proficient to excellent boost our district culture via our district values i would like to see some of the people-ness in in these updates in the in the envision 308 plan so that we start to address um culture and then at the building level climate so i would i wholeheartedly um agree with eugene and then on the back page i just really had a question more than anything it says what does success look like in 2026 under maintain a balanced budget maintaining regular updates in communication i guess i don't understand how that is success that's kind of what we expect but what is what does it look like what is that what does maintaining a balanced budget look like for us via the human resource lens so i would just like to see that um updated a little bit if everyone agrees but ken doesn't do that we do that all that what she's asking for we do the budget right i mean like the peopley part i appreciate but like i i think that has to come more from the board to sparlin to filter down i'm sorry i can't i couldn't i think it i think it comes from the board like i totally i totally agree when we set our expectations i just i i totally agree but we also know that there are some things that are beyond our control kovid uh the political environment that seems like there's a little bit of attack on education public education right now those things create fear and uncertainty and there's very little we can do but if we can insulate our district and our culture then i think i think we're underestimate underestimating the impact of culture on our bottom line a strong culture actually increases your net income by roughly 765 percent and so if that's what it can over a 10-year period excuse me so if that's what it can do to positively impact it imagine what it's doing to negatively impact it so i just i would really like to see just some more um options around that and ali's right it starts from the top down jen can you send me your resource on the figures on that yes i i that's actually what my master's was in so yeah i'd like to have the resources yes of course so we know that like staff is like your best advertisement right so when they're happy they're going to sleep positively and they're going to then encourage others possibly you know send in applications etc etc so i know that you know their perceptions about their work place can positively you know can support these efforts or hinder them right hinder our culture what we how we see our culture and so i just wanted to kind of say maybe those some of those types of things should be included in in our efforts you know making sure that our employees are happy and that we know they are like getting that feedback that we need and i think that could help and regardless i do have one question do you um i mean looking at the um the shortage that is really hitting at this point everybody um in some areas what what um i see your indicators for success a year from now and i see what a success looked like in 2026 but i am curious um what impact you envision us as far as having to overcome uh when it comes to the shortage and what uh how you see us navigating through that um i mean there's simply just not enough people coming out of these programs in some in some of our areas that we really need people coming out of programs for and i think to that point this is a state issue and more specifically an illinois state board of education issue and i am pleased to be on measure at some of the flexibility that they have adopted over the past couple of years with respect to honoring through reciprocal agreements teacher preparation programs from other states it used to be when i was working for the state board of education that if you were coming from an out-of-state educator prep program you were given a provisional license you were required to undergo additional coursework and additional there were additional hoops to be able to jump through that made illinois a non-competitive place for people to relocate to i think that with some of the changes that i am glad to have seen from the state that is going to help and i think that we do that is going to encourage us to broaden our scope when it comes to recruitment efforts to be able to look at the broader the broader area because now it's a somebody who goes to the university of iowa would be on equal footing from somebody at uiuc when it comes to being able to obtain a professional educator license in the state of illinois that's something that until very recently was not the case did i did i also see something about student teachers can provisionally teach in districts that just came out too yes yes a lot of the the i i have to commend the state board of education for everything that they're doing to be able to increase flexibility and to be able to ensure that we are we have additional avenues and venues to be able to recruit high quality educators who may be coming from less traditional or non-traditional means or from less traditional locations like out of state knowing that there's less in the pipeline how i listen i appreciate everything i mean they're doing everything but throwing you know the kitchen sink it if you're following legislation down there they're doing about everything they can i get it but um i'm curious if there's a strain then on building administration if there's a strain you know that's going to come with um mentoring programs if there's there's unforeseen strains that we need to be aware of that we need to communicate um because you know quite frankly when you have less applicants when you have less that are coming through um you know there are strains that i think that people don't realize are coming because of those situations and i i'm curious if if you can speak to that or if there's you know there's unforeseen things that we need to be aware of that are coming i would have to say that if it was something that i had the ability to foresee i would have i would be informing dr sparlin and the board of education it's difficult for me to be able to anticipate one thing that i've learned is that change is accelerating and the rate of change is accelerating and it is difficult for us to be able to predict what the future will pretend and i i will have to say the increased flexibility that we're seeing at the statewide level is encouraging and it is my hope that they will continue to improve and build upon that to be able to ensure that we have avenues and venues to do right by our students by giving them the workforce they deserve i have two very short answer questions i hope that i just wanted to kind of follow up on one one of your um markers for success this year looked like a change in the exit interview revision process can you explain what that means to you well one of the things that we we did is we redesigned the exit interview survey in our process for administering that um the last time it had been changed i want to say it was sometime in the early 20 teens i don't know if that's an appropriate save because we're in the 2020s now or what have you but it close close to 10 years and um and in order for us to stay relevant to stay timely and to be able to make sure that we're getting the feedback that we need we've redesigned that to be able to um to drill down a little bit deeper in some of the different areas so so we're using internal sources still for this and i maybe i'm just thinking more granularly about this but are we still sending out just basically an email are we um reaching out actively how does what does that look like here um we are we're approaching it through multiple means we're reaching out um through email we are also reaching out uh to schedule opportunities for individuals to be able to to speak with a member of the hr administrative team as well we're trying to broaden our scope to be able to drive response rates that can help to deliver actionable results thank you my last question is about the hard to fill spots i know in the past we have been looking at a few different specific subject areas where we've had hard to fill positions family consumer science rings a bell some of our dual language positions maybe at other grade levels um or maybe tas in in our dbe program can you share what we're currently doing to make those hard to fill spots less hard to fill the areas that are the hardest to fill again our areas are those highly specialized areas specifically with respect to related services when we're looking at our school psychologists our social workers our speech and language pathologists that is one of the areas that uh that the labor market is is close to being broken on um additionally have we seen some issues with hard to fill positions in what used to be referred to back in the day as the type 10 or the k-12 grade range endorsements whether that's industrial technology whether that is family and consumer science some of the foreign languages for example where we've had where we've had some some difficulty but it has not been to the scope or to the degree with the related service providers so related services is one key area that you're looking at some concern with um i heard you say the k-12 type 10 whatever those words are what that sounds like to me is as we're trying to expand career and technical education programs we might not be able to find people to teach them that's not necessarily with respect to career and technical education um the industrial education endorsement is but one of many ways to be able to teach career and technical education but i'm using that to point out broadly speaking that individuals that are going into the the specialized teaching areas where you've got a very narrow focus over a very broad grade range those are the areas where we are seeing some difficulty um more more acutely than others but that pales in comparison to what we're seeing when it comes to those related service providers related services i'm hearing that from you several times here i i've picked up that that might be something we'll want to look at all right thank you for that ken i appreciate it if i could add something um earlier you mentioned uh or the giving students the quality education they need when it pertains to recruiting retaining high quality and diverse staff could you maybe touch on what kind of impact it has on the student body the positive impact it has on the student body to have this kind of consistency and and diversity in our staff in our district well i think that with respect to to quality um we're looking at areas we're analyzing performance evaluation data we're looking at where we're sourcing those high quality those those pools of high quality labor from and trying to be very intentional and strategic with um with where we are diverting or diverting or devoting i should say our efforts too um i think that it's one it's important to be able to make sure that we have a workforce that represents the demographics of the community that we serve and that we're um but that we're also looking at ways to be able to do that that maximize the impact through having high quality educators who are trained who have a commitment to diversity equity and inclusion and that are um that are going to go the extra mile to be able to meet any student whether i can get them where they need to be now i'd like to throw that question back at you guys yeah i was just gonna say can what does it mean to you yeah i think i mean you kind of touch on it i mean having um staff in a building that students i mean they see themselves in our in our school and they see i mean it kind of talks to uh you know talk and bionic too is the fact that you see people who've had maybe the same life experiences as you um that you didn't previously see in your in your school district um familiar faces when it when it comes to you know retaining the hype retaining the staff um it really helps i know for me and and many other students uh the fact that when we see ourselves represented in school no matter you know however you want to classify you know diversity whatever you know whatever uh classification classification you want to give that seeing ourselves really kind of motivates us to be active in school be you know participatory in a plethora of things that you can do at each of our high schools so yeah i was just taking notes on this but um i guess this also goes back to our sexual harassment and sexual assault a project that the student advisory committee is working on building that trust with people you believe will understand you best and people you feel safe around and you know we have to account for the fact that there's many different ways that students feel safer on staff um it builds a bond between uh the school and faculty and staff and the students that i don't know maybe colton you might agree you might disagree but i think in some ways has been a little bit that gap has been really present especially recently and i know a lot of students and a lot of staff really want to bridge it you know building a really safe uh communicative learning environment is so important because it not only benefits student students academically but it helps them learn because they're focusing on their education they don't feel bogged down by you know those emotional pressures or that feeling of loneliness when you don't have other students to talk to it'd be nice if all students felt that they have a teacher or a different kind of faculty member to talk to for sure thank you guys for sharing that i appreciate it um the growth in achievement faith can is measurable when you have a more diverse staff that's representing your student population is that coupled with good instructional practices and resources and all of those things but yes the the link between uh how safe students feel how welcoming they are i would say the same for staff you know the more that you can work and learn in an environment that you can take risks for and feel like you have a sense of belonging achievement and accomplishment just zooms right okay thanks ken for the update yeah nice job thank you thank you thanks again thank you all right 8.0 consent agenda are there any questions on the consent agenda if not can i have a i make a motion to approve all items under consent including 8.1 minutes from the board of education meeting on march 21st 2022 open and closed session and march 23rd 2022 special closed session meeting second miss hamilton mr plogger hi mr gatewood aye ms swanson aye mr ceron aye ms doyle aye ms johnson aye motion passes item 9.1 is information on financial statements does the board have any questions on what has been provided not today probably reserve the right to have some leader item 9.2 was an annual informational report on the student rights and responsibilities section of the student handbook val patterson executive director of student services is here to present and ask answer any questions so val i thought we were going to get our staff members out of here earlier i mean it is only 8 37 good evening thank you um i would like to present the rights and responsibilities um summary updates for first reading a little background that was provided to you in the memo but i will state just a few facts from that typically january through march of each year and that occurred this year in 2022 we take the current school year's handbook sometimes called the code and we open it up for any legal or procedural review all suggested updates and revisions were reviewed some of the bodies involved in this clearly the board of education's attorney has legal updates for us all building and any district administration can also submit or recommend either a review process or direct suggestions from themselves the board's diversity equity and inclusion committee and the district's parent advisory committee which is within a special meeting of the board's policy and legislative committee also have input the parent advisory committee meeting was held on march 14th you can see in your memo that we did list all the members on the committee and we had an asterisk by any of the members that were present and participated in the review the co-chairs of that committee are jennifer johnson and ali swanson from the board i was there serving as an administrative liaison for the committee and of course we are so well represented by ursula studer who does all of our minutes and tracks all those corrections and changes to all the documents and then we had three guests in attendance at that meeting it was dr denise hildebrand to go over the requirements under the special education umbrella maureen lemon was there as board of ed attorney and michael de armand came in and had some recommended changes he went over to talk about with transportation all of these are required by state law i wanted to share that the recommended changes and updates have been incorporated into a draft for you as well as a summary which i also provided a big note all of the spacing paragraphs any of the things you see that are outline issues those cannot be finalized until we accept all the changes because it bumps all the spacing around every time you add or delete anything so please don't worry about that we will get that into you know printer ready shape we're really looking for any content revisions or questions that you may have this evening a significant change in the past we had some board policies that were either listed or linked but not clearly throughout i believe we've added up to 40 live board policy links what that means is in grades 6 through 12 students have the electronic rights and responsibilities now provided them on their chromebooks i think it will also bump down into grade 5 beginning next year and that means that as they're looking at that electronic document if they're researching a section and there's a board policy that applies they just hover and it takes them to it what's really cool about it is obviously we're linking it to current policies so when policy 7 colon 180 changes again when it comes to the committee as soon as we post it out on the board site it is automatically linked to the updated policy so there could be places we can add more references to policy but i would say under each section we're fairly well covered now that we've really researched and looked for a lot of these policies so i'm happy to say that all the hyperlinks will be checked when all the changes are accepted to make sure they work and they go where they're supposed to but if you saw anything that we didn't have linked correctly at any time we can very very quickly fix that so that said i don't want to take anything away from your time to ask questions um and i'll open it up for your your review and i have a place to take some notes here so that i can go back with any ideas or changes or thoughts you may have that we need to address i just have a quick statement that i i believe this was your first year on the policy committee i think second but the first time we were remote so this is the first in person here well it was mine as well and you really took on a large group a very diverse of opinion group and a lot of suggestions and handled it incredibly well and also took the opportunity to vet things through the other committees that we have so what happened in those meetings actually took val way outside of her of those meetings and she put in a ton of work so i'm just i'm great i'm very grateful for everything that you did this year thank you thank you i really do appreciate that um without going down the rabbit hole of the dress code yeah okay i was reading it do you do we want to talk about that i was just going to ask the bottom footwear what they thought about this because i i think we've heard a lot from students this last year especially but over the years about dress code and what we put in it versus maybe what we enforce from it and i would like to hear your thoughts anya and colton about this if you've had the opportunity to look at if you haven't that's okay i i personally haven't had [Music] a bottom and shoes yeah i i just read through the whole thing because like most of it's in like red now yes i was like when it was like really hard to miss yeah so i was reading through it um honestly like the stuff that that got crossed out like i already know the people who are going to be pretty happy about it it's the people who've had a lot of problems with the dress code already i guess a couple of points that i really liked was just kind of like that like cultural cultural awareness you know the inclusion and like the fact that it's explicitly stating you know it's like including these it's not limited to these you know the this is what you know you're allowed to have but not just because we're allowing you to habits because you have a right to have these in a school environment that's kind of like the the vibe i was getting from some of that which is really nice so that's just a couple of the stuff that i saw and most of it you know i think a lot of people i mean there's always going to be people who not will not be satisfied with things and you know that's why there's always like room for improvement but like overall i think these are some really good improvements that i saw read it sometime it's good so the piece that i was interested in that seemed like it might be part of what you guys are working on is the concept that that was new to me in here about um specifically stating that students are responsible for managing their personal distractions regarding other stress that's that's new for us um is that something that you have found in the work that you guys have been doing also that has come up yeah especially that it's not someone else's responsibility if you're wearing something um that could distract someone else from learning it's your responsibility to not be distracted not their responsibility not to wear something distracting that's a that's a shift and it's definitely been like i remember one very specific conversation and i think it was the conversation that started or you know student advisory committee's need to have a talking pen because everyone needed to talk at the same time it was a really intense conversation but it was like you know if high school's preparing us for the real world in the real world people wear what they want to wear so this is a great time to start teaching people you know like you know it's not it's not their problem they have to be able to wear you know within reason like what they're going to wear that's appropriate for the learning environment and it's your responsibility to not kind of take liberties with whatever they're wearing so i think yeah that was a really big conversation for us so i'm reading this and this has some really good points that i've not seen before in our old dress code so this is pretty exciting and to your point of like the shift like you know it's it's a new shift in policy it's it comes along with a shift in our culture you know it's it's something that students they you know we're going to look at that and we're going to like well well yeah you know it's just right it's something that's yeah it's it's our as a as a student body is our own kind of culture in high schools i'm you know everywhere is that just because when it comes to dress it is your responsibility to to manage those kinds of because what i consider distracting is completely different than what somebody else might consider distracting and why have it defined when it might not be either one of those distractions for us so it's it's that shift you were talking about is is it comes hand in hand with the ship that shift in our culture thank you but because of that statement going down to point number clothes or it's not a number actually it's under item number eight the new section the last sentence clothing that significantly disrupts the learning environment or could present safety concerns will be addressed and enforced equitably by administration i think that that's um to your point what what some may consider equitably may not be fair just to i think that we need to probably define that i think it's a little too vague because it leaves you know what you're saying on that it'll leave that up to the discretion of every building and every person based on what they believe is or is not and it could it could potentially everything that you just said depending on the person who believes it's equitable can deal with it accordingly and i think that we should do you think that's defined i think i think that the administration did give feedback on this saying that dress code if if they were left to identify whether every student in their building especially at the high school level were dressed within a certain parameter every single day would take the entire day there's there's a lot going on there i think for them um equitably meant that um if you know male female all all of the categories in other words whatever they're looking at no matter who in the environment came in with that t-shirt or that thing on it would be the same response so i think they're getting away from trying to decide if straps are too thin or not or all of that is gone and it's really about the disruptive piece i did include um you'll see that policy 7160 is linked and really it's it's not too different from student discipline where under student discipline to do exclusionary discipline such as a suspension one has to significantly disrupt the environment or significantly cause some kind of safety concern and i don't know that dress would be all that different the way that it's phrased here i wonder if there's a way to kind of include that portion do you know what i mean like if that's the point because i see what you're saying it could it could that sentence could make it very much like it is now yes that's my point it would it could almost and i i don't know how to fix that it's just up for interpretation and so i just whenever you have a policy that's up for interpretation it almost could possibly i don't want to say void the policy but i just think that we should give some consideration to that sentence can we maybe ask administration yeah to come up with a more of a procedure because i think i mean i like i hear what you're saying but i think i get you i think procedurally that's where we're headed not maybe necessarily policy only in that this is communication to the students about what we expect from them so even the procedure it's i think it might be fair for them to know what could happen and what constitutes that like if you clear a classroom because of what you're wearing i can't listen we're not going to go i can't even think of anything but um there's a level of of disruption that's clearly definable and then one that could be more subjective and i think that's what i'm hearing and if it's like a rubric kind of procedure but shouldn't we my concern is more for the male teachers of the world so if the administration got together and they created a procedure for equitable enforcement regarding student appearance then that would be our administrators primarily secondary that would get together and say if we were going to go across our buildings what is it we see every day that we would be addressing and what is it that would be not a big deal if you will well because that will change it will change a lot okay that's about the i mean yeah that's i see what you're saying you have different grade levels and you have all the different and disruption we deal with it all the time in in student discipline where i may say what's the disruption well two kids came down and complained that's not a significant disruption but 20 parents kept their kids home from school and 50 kids reported it and two teachers said i couldn't even teach today there you go there's like a difference in levels of disruption and i think they're pretty good with understanding disruption in that other way so i think it's applying it here but specifically looking at what would equitable look like so we could all make good decisions and the same student in multiple buildings and i think that's what you're getting at the same student in multiple buildings would either be allowed because it would say hey this isn't the hill that we're fighting on or we would all react the same way and say that that's really offensive or that has some language that we just wouldn't be able to tolerate yeah the the scenario that you just explained was perfect and it sounds like that standard operating procedures that's beautiful but for a new for a person let's say a new employee coming into the district and they don't know what our standard operating procedure would they act in the same way and if the answer is no then i think we have to give them something to be able to go by so it's for employees what to expect and then i would say it's for students what to expect so one of the things we could do is we could say within the procedure that there would be a student component that all schools would present to students within the first week of school much like they do a lot of the important um rules and things that have to happen and we would just incorporate that for the students to understand and be able to ask questions so they know what to expect yes i wanted to share and bell i don't remember the number or ally if you remember the number but um principal principal darnell was sharing with us that she spends hours a week on our this our current dress code and um it was surprising actually to be honest and that to me is kind of disruption now in all transparency and you've both done so well articulating tonight so i'm going to kind of pose this as a question we had a number of parents that were concerned um eliminating some of the um i'm going to say restrictions i guess could be the word from our dress code how do we how do we talk to parents about that how do we how do we alleviate their concerns about um making it a little bit more broad and open wow okay um oh hot that's me sorry i have the mask on so no one can see when i'm moving my mouth i'm saying that's like a problem but that's a really loaded question and i i know parents i have a parent actually who who has some really good points about the fact that maintaining a dress code in some ways could hypothetically enforce a more structured learning environment um but my parent grew up with like you know like the full-on uniform so maybe that's just like what they're used to for me i would say to parents who are thinking like that number one there will still like i'm reading this right now it does not look like there's no rules right things will be regulated obviously this just allows for a little bit more representation and in that in that sense it might even be more of a benefit because as we heard in the previous presentations right a lot of the school environment is not just academics it's the social environment it's the individual um i guess representation those relationships you have and those are things that may even influence one's academic performance we spend most of our time here and being able to represent ourselves freely without thinking you know like oh well the shirt i'm wearing today cause like a fuss and so and so class it's kind of liberating almost especially as someone who's seen other people get dress coded and you know it's completely different levels of shame in one class it could be the teacher saying like oh you know like take your hood off and then the kid will take their hood off in the other class it's like you know it's a little embarrassing right so i think it's just it's a little bit liberating and i would tell these parents you know while there is still structure it's important to consider the fact that for a lot of students this is another way of feeling more comfortable at school this is a way of really representing themselves do we are we needed can we just turn it over to them thank you so much you know my son is going through this jersey phase and i was reading the other day about belonging cues and so in his little ecosystem it's about jerseys and i think that's really what you're getting down to is that you get these belonging clues by what people wear or don't wear i see colton is wearing his auburn today um so i think that that was so well said anya so thank you thank you well and parents can still parent yeah well there there is that option oh yeah yeah you're right yeah because i would say like you know in that instance in some of the you know scenarios you're describing i mean we don't notice until a staff member brings it up brings it to anyone's attention i mean that's a good point it's not i mean i've never been in a class and now i'm not saying it doesn't happen but i've never been in a class where a student brings up the distraction because i i think as students we have a pretty good compass as to what that's a great point us ourselves what would be distracting and i wouldn't want to you know wear this and this to school because to me that would check we kind of have our own the ability to to guide ourselves in what is distracting to us well and it gets to the point where i would imagine that sometimes the enforcement of a dress code creates the distraction yeah okay thank you guys very much for that enforcing cell phones well i was just going to say i have a parent and i sometimes have to parent so she's not watching and uh just wait for that face but in you know i just want to say this parents are still parents we're protective of our kids and that shifts happen in each generation and so you you know i i also understand and want to be empathetic towards them because it is a shift for us right it's a different generation every generation parents are like oh look what those kids are wearing you know so um i just want to make sure that everybody had a voice in it and represent those parents as well so thank you for answering that wonderfully i no longer remember i'm sorry just all the conversation around this and really amplifying student voice and having a way that we are trusting our students to be responsible with their decisions and their reactions is the way to be any other questions for valerie thank you val it is so much appreciated this is a lot of tense things to navigate in one little area of the whole school district but i appreciate it i i want to thank the board for their thoughtful feedback certainly our student ambassadors fantastic job that was excellent feedback i do have some good notes i will work with i also want to thank dr kincade she did a phenomenal job under the dress code and some of the other new pieces just working across the educational services department different directors making sure feedback came in the two high schools had extensive meetings junior high administration was brought in dress code was hours and hours of discussion and i just really think that a good product came out because kids were consulted administrators were involved and there was just a lot of of time put in on it so i want to thank all of them and i know she'll be instrumental in helping to make sure that we get an administrative procedure with that equitable enforcement we'll involve shannon looters and that to make sure our junior highs come along too and hopefully that'll that'll be a big strong piece that'll kind of be off the table for next year we won't be hearing about dress code every day yes thank you thank you all right item 9.3 is an informational report on the consolidated district plan associate superintendent faith dalquist will to present uh go back to my seat to take that time just wanted to let everybody know that the consolidated district plan is a formal application that has to be filed with the state every year it's just happened in the last three or four that this has been a new requirement and what it requires the district to do is to fill out many many pages of applications to make sure that we would have coordination of all of these efforts and once this is filed after that we are allowed to then write the actual grant applications and submit those so what this does is just looking at all these different grants uh and the descriptions that are here and making sure that they are all working in conjunction toward a common goal and that they're not overlapping each other or working against each other so those are all the pieces that are there the next slide shows the different amounts that were received in school year 2021 and then 21-22 once this is filed the state will start putting in what the numbers would be for the next school year and we would start writing all of the grants that make all of this work possible some of the requirements that we have to do through those uh all of the processes that go through this making sure that we've involved stakeholders and that we have ongoing plans for improvement and how all of the funds will be used for that having a needs assessment such as the staff professional development survey that we've done looking at some of the assurances of our auditing processes and also coordinating if there are any private schools that are interested in the area on that and then i need to put down the board meeting date that i shared this information with you as part of the application process questions really well written faith thanks thank you all right item 9.4 is information and discussion item regarding board of education meeting calendar for the 22-23 school year so we put together three options that we would like your feedback and on in regards to the board of education meeting dates for next year in our conversations we've talked about ideas for change and this is an idea of change that we feel that could be beneficial so option one this is our traditional meeting schedule and there's nothing wrong with our current schedule but we wanted to talk about some other options so option one again is our traditional schedule that we've been following for the last couple years option two here we are moving the meetings to wednesdays it is the same as option one but holding our meetings on wednesdays why wednesdays many school districts uh hold board meetings other than monday nights uh for many of us but monday nights monday night creates a certain amount of stress on the weekends and uh before our monday night meeting and uh when we talk about work life balance and things of that nature we felt that moving the meetings to wednesdays can help with that also with board members have questions and uh over over the weekend you have two work days that you could have to answer and to answer those questions and it is a consistent schedule and then option three is holding meetings on wednesdays every three weeks rather than every two weeks i know for many of us when we have the additional week in between our meetings it allows us to focus on more just school business for that first week before we start have to focus back onto the board business the building agendas and things of the things of that nature okay this this one truly provides consistency in our in our meeting schedule because it is every three weeks on wednesdays you know there's we have we have school on those on every uh every three weeks on wednesdays and um so those are three options that we wanted to share with the board and get your feedback on and have discussion on we would like to bring the schedule for the board meetings back at the at the next meeting so this is your opportunity to have some discussion amongst yourselves and and uh give us some give us some feedback while i appreciate that i will be unavailable every wednesday due to my work schedule when i when i started for the board i kind of ran knowing mondays i'm a football mom so wednesdays i am football mom there are a lot of sports on wednesdays i do appreciate the more time they'll look things over but i like this process every third monday so yeah is that like that i i would support the every third except for the fact that more often than not that means a really long meeting because there's a whole bunch of time sensitive stuff you've got a cramming because else it's going to be three more weeks till you meet and you won't and and while i appreciate that the agenda setting does take some time i know that we're looking at adequate staffing plans to kind of provide more spread which should allow more time for that i would hope um but also i don't think that from a time standpoint we have the ability to do that and still have enough time to discuss things for information and then take action at a following meeting you know what's interesting about the ever three every three wednesdays to making it consistent like that lori it can't be wednesday or every every three third monday what have you yeah the um it equates to the same number of meetings minus one so no it doesn't matter about the number of meetings it matters about the timing of them so what we currently do kind of incorporates the fact that there is an ebb and flow to the timelines of things for our school district as in there's a lot of things due in this month and this month most people are on vacation because school's not in session so maybe we need one um and i think that that more speaks to our real work and the timing that it goes to but i can also respect just it's just every third whatever um i mean latonya i can share with you um the week of so some of my job is at night um just is can we look at just what that would look like of every three on monday sure i didn't hear ali did ali say she couldn't do wednesdays she said a lot of sports occur on wednesdays i don't think she did answer that okay i didn't hear her i guess she could answer for herself she could but she didn't she didn't yeah i would say let's look at if it's possible for every third but if not then because of the flow of the district then we have to just reconsider okay that's what we'll put together we'll put together it every third uh monday and uh we'll bring we'll look at that and uh bring that back and if it if it flows we'll bring it back and uh i'd like to see both options to compare to still i don't want you to get rid of our traditional option either yeah um no right so please don't come back with only a third monday for action is what i'm saying yeah no that that's not what i intended so thank you so um does it pose a problem with uh three weeks in between an information and an action item i mean is that do you foresee that being an issue at all or it's a mooring question no not necessarily no it doesn't have to be it does need to be better planned in advance and often that doesn't occur in a school environment we always have the option also of calling a meeting if something happens correct i was just going to say you can always call a special meeting if necessary to get something done if you had to but but the quiz doesn't matter the attendance ability matters but in emergency situations we can always call a special session oh yeah and we can now too however here's some specific examples i'll tell you about bond restructuring there's a time limit on we have had the issue of needing to call special sessions even with two weeks apart because it fell in a month where we only had one meeting that month and it was three weeks between the meetings yep dr sparlin i know you and i have often talked in the past about with three weeks you kind of forget the flow of what's been going on because you have that whole extra week in there and so when you come back from even just a one meeting month that's the benefit of the three week is that it would be more consistently every three weeks but you do lose some of that continuity it also will make each meeting longer because you will have more committee reports you'll have more topics that you need to cover and from what i've experienced and maybe that will be different going forward and i would hope so anyway but um there's often things that are last minute adds to our agenda that had been overlooked that we do then need to take a little bit more hasty action on that we don't have the luxury or where it's shared with that we don't have the luxury to wait till the next meeting when really for good consideration we should opt to do maybe that does it affect any bill pay no oh no so if it's only did you say one less meeting in the year correct yeah but it's more meetings during the holiday season it's more meetings during the spring break season it's more meetings during summer vacation season it's more spread throughout the year equitably but not necessarily when we have work there's not a whole lot to be done in some months in the school cycle of a calendar so consider that too great so we'll just see when you come back with it very good i will bring you back uh two calendars to look at thank you 10.1 approval motion i make a motion to authorize the payment of bills in the amount of two million two hundred and eighty one thousand two hundred and one dollars 2022-04-12 Will County, IL YouTube / Technical Support transcript source: youtube Crete Monee School District 201u Special Meeting 4/12/22 6:0… · passage 2
so it has gone down quite a bit and even the students that are going to be going in would be going in for next year that number has gone down significantly when i mentioned to you about the spending per student ratio this gives you a chance to see it visually of what we are standing per student at um for the uh moani education center and this was taken from the illinois report card of 21 school year you can see across all of our schools moani education center tends to have the highest amount per spent per student and that's about over seventy thousand dollars per student compared to some of our others in the district including the high school program so it is somewhat of an outlier some other things we want to take a look at we want to look at the students that are attending that building they do not have the access to the newer high school facilities that we have they also do not have access to career and technical education programs such as our manufacturing program jrtc as well as others and they do not have access to enrichment and extracurricular activities and again it's based on the proximity of where the program is located they are somewhat removed and it's very difficult to transport them back so that they can participate with the other students in after school programming as well though they are participating in many great activities again there's many more that are offered at the rate in the regular uh traditional high school setting when we look at our equity statement it is really important to make sure that we are taking down barriers and obstructions for equity we're making sure that students have equitable facilities programs resources and as we look at our statement number two which basically states we will analyze data through a culturally responsive lens in order to direct resources opportunities and supports based on student staff and community needs we are feeling that we are not meeting this goal for students at that particular site where we have it so just to summarize some of the key points tonight we are noticing limited enrollment we are noticing that there's a large expenditure based on the students that are going there and also that the students that are going at that particular site they are not having access to newer facilities programming that the rather rest of our students are so we believe this is the time to consider closing that building but we are not we're not closing the program but we're going to be moving that over to the high school and looking at adding the the new wing which we're beginning to have a conversation with now but the building at this point we believe has um met its uh its obligation and uh is probably ready to retire that site we do have some upcoming public hearings still ahead we have april 12th and that's at 6 00 pm we have april 19th 6 p.m and april 22nd at 2 00 in the afternoon so this uh hearing is being videotaped the other two will not be so this will be posted on our website for people to view at their convenience any questions i think the only the only thing just to clarify just so we're all on you know everybody transparent we're not closing down mec program no we're relocating it to a facility which is attached to the high school but i think that's just the idea so everybody understands that that we're taking that program and we're moving it over and i think the money that it would take to add some of the things at mec the current building and bring it up to code and add air conditioning everything it was you know more feasible to put the addition on and i think mr cerma alluded to it that at some point our long-term facility and finance plan says we have too many buildings so coupling them into one building is a financial more it's finance sense as well just because the upkeep of the building is going to be too expensive that is correct i think and just to clarify too we're not you know opening this wing for 19 students or less the intention is that that program will be built up to higher numbers again yes we're looking to service at least 80 to 90 students at that part of the building yeah and you put alternate teething teaching methods in non-traditional i think what everybody's losing losing to is that you know i understand uh maybe nostalgia you know however it looks but in the next five to seven years teaching is not going to be the same it's already it's not going to be what it is today it isn't it's not going to be what it was 10 years ago teacher shortages uh administration staff shortages it's just going to be different so having that could turn into something else meaning our non-traditional teaching ways may uh be something of the future i i don't know what to say with that but i don't think in five to seven years we're going to be we're not going to be having the same discussions we are today that is correct any other questions i just have one question i know some parents have alluded so how do you respond to that those parents yes and that is a good question we are we have been meeting with the architects in fact i just met with them today and we are meeting with administrators and we're actually going to be meeting with the the teachers at mec probably uh next week to show them the plans the plans that are put in place do still carry the spirit of having them somewhat off by themselves so they have that small more cohesive environment for them to continue so we are maintaining that in the new facility and cara the the the gap here here before the new facility is ready adjacent to the high school will they also be segregated or separated in classrooms at the at the within the existing high school building correct we are estimating about three to five students that will be uh going to the high school we have uh reserved about three classrooms to maintain their their current structure and we will be keeping the mec teachers there to continue that programming uh for those students and so they are somewhat isolated in that uh in that hallway they may have a staggered schedule so they may be coming in at a different time than they were at the other students as far as they're not having to go in at the same time with buses and they may have an alternative lunch schedule as well so we are still maintaining the type of environment that they're used to okay thank you all right thank you and terry there are no public comments board do you want to keep the meeting open in case somebody comes in for public comment or should we close the public hearing i'm looking was probably one of the or the very first graduating class at a camp in 2002.

concerning new student laptops have a great day and be sure to follow us on twitter snapchat and instagram at gchs pirates and also be sure to listen to gtv radio on live365.com hey everyone i want to take a couple minutes and talk to you about um some exciting news in an upcoming event as you can see on your screen right now and maybe you've seen around the the building on little post-it notes student laptops are in they're ready to be handed out and in the next few slides we're going to talk about what the details of that process will be so let's get right to it the laptop swap will occur april 19th and 20th during your seminar blocks details on what that process is going to look like will be emailed to your teachers and then they will pass that along to you on the 19th or the 20th depending on your seminar if you do not have a seminar block please come see me and we'll set up an alternative method for getting your laptop to you this is underclassmen only so only freshman sophomores and juniors will participate and receive a new laptop seniors sorry but you've only got a few weeks left and so we're going to leave you with what you have in order to receive a laptop uh you have to have one and so if you haven't seen your laptop in a while and you get a loaner quite often time to track it down and if you have troubles tracking it down and it seems to be truly gone or missing uh please come see me and we'll uh we'll discuss that any intentional damage to your laptop will be charged to your account um intentional would be things that you did purposefully to damage the laptop and that's pretty obvious if you have a question as to what that might be or if what you know your laptop if there is some damage to it you're not sure whether that falls into that intentional category come see me ahead of time i would much rather talk to you about it and see if we can get it resolved before the swap date final word on that if you're missing keys that's not intentional come see me i have old keyboards we can replace the key if you're missing a hinge cover come see me we'll we'll put those on there that that's not intentional stuff so if you have a question come see me on the 19th and 20th we're only trading laptops going to continue to use your current charger it's the same exact charger with your new laptop as with the previous one so we're going to take that off the plate for right now and just keep using your current charger for the remainder of the year now this summer when we get our new bags in then over the summer time we'll swap chargers and we'll swap bags so that when you guys come back in august you'll have the complete package if you're missing your charger um you can purchase a new one for thirty dollars that through the bookstore with this with mrs hager um if you have questions regarding that please come see me uh it's your responsibility for transferring your files if necessary from your old computer so that they are accessible on your new computer so to be kind of specific about that if you have files that are in google drive that it's already taken care of you don't have to worry about those google drive is internet based and so they will be available as soon as you log into that new laptop but files that live on your desktop for instance i see a lot of art students come through and they have their photos of their art projects and it's usually on a desktop folder that would need to be transferred someplace either to google drive or over to a usb drive so that you could use them on the new computer so common areas are like i mentioned desktop if there's something out of your downloads folder your documents folder videos photos those are only on that computer and would need to be transferred every time we do this we get the question of wanting to purchase your laptop that is not an option we do not offer the opportunity for students to purchase their laptop so not an option and that pretty much uh wraps it up um if you have any questions or want to talk specifically about something that is in regards to your computer or files on your computer please shoot me an email or come see me at the help desk i'm happy to happy to talk about it all right thanks for listening and we'll swap laptops in a very short amount of time thanks

um finding it is difficult in you this will be the next bit finding is difficult to find people construction working installation so no that's one thing we did not do but they may be time to i need i i just need to go okay you know what i i can't remember i don't think i've been in the restrooms out there it's ever okay all right thanks for that okay unless we can't make it when we need to okay on our computers for the bathroom partitions motion passes 7-0 and move on to the vhs office remodel they have three different numbers there for project one project two project three project one is the main office project two is the mail room and project three is the break room we only asked we only had one bid and that was from great plains to do that it's my recommendation that we just do the main office project one at this point in time um i just i i i'm not going to say it not let's say those other two rooms aren't needed but i would rather wait and see if maybe there's a maybe a different way we can go that may be a little bit less expensive than about eighteen thousand dollars approximately a little bit more than eighteen thousand dollars on that uh so anyway um if you're talking about main office counters you're talking about your countertops uh the office desks are going to be built-ins if you will um they'll have a vacuum you guys saw this when you took the capital law walk a lot of like say lots of built-ins lots of space lots of countertop workspace it won't be kind of just hodgepodge put together if you will there is on this job that may 31st is when they can start on this job and they need to be done by july 22nd a late fee of 200 per day will be assessed after july 22nd unless there's certain materials and can be proven kind of you know the scenario where there's an issue with materials coming in wood counter tops whatever the case might be but there is a 200 um per day late fee assessed so i may be my recommendation to do project one the office is just in need of some work and it will also looked at part of what we have budgeted would be in your carpet and painting in there as well so it would give it a nice refreshed look in there questions is that also done through great plans that or they is yes materials and then higher electricians and stuff correct yes and we will look to pay out like i'm going to say a third to start with for materials so they can get wood countertops things like that probably a third paint will pay out after a month on the job and then at the end we'll pay off that final third so we'll do it in installments so just if we do just the main office yes you said the new flooring yeah carpet what would you say where does that go to like where would they have the cut off uh the whole it's gonna be new carpet throughout the whole office area everywhere there's like principles yes would not have and that's separate from this so this is not carpet friday this is not a carpet project okay a separate carpet i thought you were saying i was like all that and nick no no no no i'm sorry okay yeah there's i think two or three different carpet styles in the office at the high school i'm not quite sure how they pieced it together but they did so okay i would just say i have some work recently being done by great plains i've got two houses and i'm not very satisfied with work number one is the timeliness of the work and it's been pretty rough i'm still trying to deal with it so i'm i'm not there i feel like you know we're going to be pushing to the end [Music] i and you have somebody else install and they don't quite i'm kind of leery too with where we're sitting with a local general contractor that had someone not do great work for them and we're fighting that what we do with those doors in high school yeah just kind of gun shy now i guess can we re-open the bed for another month we could you can reject these and that's fine if you want to or just you just uh yeah you would have you would need to reject the bid yeah i'd like to see some other options okay okay is there any other discussions time frame wise if we do something in may they still start at the end of the month we've got the summer to do the work there's not a lot of special materials i think for this i mean it's furniture wood stuff yeah like you said we've gotten burned recently with some bad contractors it's easy to sit so you can get the materials and then find electricians later or not or stuff like that it would be nice to see a turnkey you know entity come in and provide the service themselves with crews they have but i don't know where that is well i guess i want to make sure to clarify um i don't think i think with great points i think ron straughter is planning on doing all of the work i don't think there's any there's not any electrical coming in that i think he would have to subcontract i'm not 100 sure on that but i i think his plan is to do all the work there so anyway but still again you guys have the ability to you can reject and we can repost and see go ahead and reject all bids for the vhs main office remodel and open them back up because you're basically looking at counter tops and cabinetry and that kind of stuff them to complete work and strike work i mean the time's there so motion is second to projectile bids for the great plans to sign for project one in the vhs office and we can vote on our computers i don't have anything for personnel unless you guys do you guys have a couple of um supplemental assignment documents that you will look at and get back in touch with me and steven starting yeah move on to uh be briefing on us i appreciate the teachers coming and spending an hour and more yes volunteering her time okay major good job everybody [Music]
