Um and I won't try to anticipate too much of that because I'm sure you'll have a lot of questions and we'll get through that as well. So first things first. So the process and procedures which is the first part of the memo. Um, this isn't really anything more than you wouldn't see in every guide that's out there on 4DB. This is the sort of um, uh, basic nuts and bolts of the 4DB process, which I'm sure you all know this, so please forgive me if I'm saying things you've already heard, but um, 40B is unique, right? It's the zoning board handles a couple of different things under 40A, which is the zoning act. And so they are special permits, variances, site plan, you know, certain things that come under the zoning act. 40B is completely different and so there's a different process for it and so just in general terms the first stage is before we even receive an application a whole lot of things are happening.

So, we're waiting We were waiting for the lease bids to come in. She had the purchase price bids today already. And as that keeps coming up, we'll we should have a good update for you next week in the school meeting. >> And well, we're also waiting because the fact that the city's three community service vehicles are all uh doing research. Hopefully, we'll have it by next week, but um um the challenge we were having and which she and I were talking about this morning is if if their city requirement is that we go full EV, then we're talking needing charging stations for those vans. You know, even if we went hybrid to be able to get a And I would like to >> like to know if that comes back to you so that I can go to the next green meeting. >> Yeah, yeah, yeah.

And the other group would be the Greenfield Educational Foundation >> because they're kind of >> I don't know them. What do they do? >> So, the Greenfield Educational Foundation was started when Susan Hollands was superintendent. um she and Robbie Conn from Cone Realy and they raise about $80,000 a year for the school district and so teachers in the district can write a project and they submit it and they fund specific projects um for the school district.
I apologize. Cameron Nimzinger Chararma and Landon Wall. And our summ students, the top 5% of the graduating class of 2026, we have Andre Ana, Rebecca Batterton, Susanna Batterton, Sophia Canton, Kayn Cochetti, Haley Miller, Sydney Miller, Samart Schzawa, Bradford Salosi, and Emily Ergus. And just want to reiterate my thanks to the board. We used to celebrate just the top 10 students uh at Brookfield and I think it was a couple years ago I'm looking at the board. I think Joy was on the Cape Subcommittee where we had this conversation about uh expanding that celebration beyond just the top 10. We are still working through the kinks. since it's the first two years. This we'll make this much smoother next year. I promise. Um but I don't want to take anything away from the work done by the students. So I just congratulation everybody and thank you to the board for RECOGNIZING and if I could just echo um not only is it an honor to celebrate you all here this evening um but it was such a a pleasure and a treat uh to be able to hear not only the academic achievements uh and the successes that you've achieved uh through the program but also just what you've learned learned from Brookfield High School, the accomplishments and the way in which that you've changed and organized yourself.
um if it falls under that PQP capacity. From your experience, is the city of San Jose moving those through readily? Um so long as it's not something different from the list? >> Yeah. So in our experience, as long as you're adhering to the general plan of the PQP and you're not looking to do something outside of the uh the the PQP, uh we feel that that is a a process that has been mapped out and that's why they why they have have it. Um there is when you do your conforming reasonzoning, it does go to council, city council, even though but the at this point you are going to council not asking for a general plan amendment but to uh to conform with the general plan that they have adopted. So there should be some uh you're essentially proceeding in the path that that the council has mapped out for you.

So, whenever you turn on the news or, you know, go online to NJ.com or north jersey.com, you hear about or read about uh different districts that were cutting middle school athletics, cutting high school athletics, cutting programs. But that doesn't happen here in Clifton. thanks to our central office leadership, thanks to their foresight, thanks to our board of health truly understanding um the meaning of athletics, not only athletics but our clubs. So they really stand tall for us in our in our time of need. So it really sets us apart. One of the things that sets us apart from other districts. So we appreciate that. Let's give a round of applause. All right, we're going to get to the appreciation awards. Uh, the most important part of this athletic department is sitting right here.

Yeah. >> Um, >> yeah, because partly they haven't really identified the X amount of dollars per year for the scholarship. So, we will have to go back to them to determine how much do you want in perpetuity for the the scholarship so we can fund out in the future. Right.
So, the developer is doing all kinds of things and we don't even know about that necessarily until they submit what's called a project eligibility application to the state and we get notice of that and that's sort of our first official sort of opportunity to see what that looks like and see what this project might be and to provide comment on that. There may have been some engagement before that with a particular developer or applicant but not always. um sometimes we see it coming and we have some some interaction, sometimes we don't. But that's the first um sort of point when the process really begins. And I'll talk about the timeline in a second, but you'll see that there was you many months between when we got that notice and when the actual eligibility letter issued. And so while this board um has the opportunity to gather comments from your your departments and your boards and committees and then give that comment letter uh to the state and that comment letter can include recommendations, concerns, criticisms, anything that the board wants to say.

And so, if you know, Mike is going on, he's going to be sending what it is that he wants for his recommendation or specifications.

Um, Robbie has um, you know, gone to Florida and he's kind of semi-retired, but um, the woman who's in charge of it, I went to go meet with them last year and I was told it was not my purview. So, um, I think this year it'll be my purview um, to go meet with them. I have some Kathy Blanchard is on it. There's some really good people. She's a retired teacher from Greenfield. Um, and they can always use help raising funds, but those funds can also help us move forward with different things that we may want to do. Um, they may be more than happy to have a um an issue to get behind. >> So, >> wonderful, >> you know. So, um I'll find out when they're meeting.
A lot of themes around um how you've changed and how you've put together schedules and reorganized how you came in as a freshman to how that changed all the way through to your senior year and how you'll take those skill sets and now carry them on into the next chapter of your life. Um real honor and just so proud of everything you've accomplished to date. So, thank you so much for all your hard work and we wish you all the best in your future endeavors. So another question you mentioned that you know where u the the properties um is is uh rare it's it's you know it's it's not many of this kind is available. So are you referring specifically to the beressa area because you know you have neighboring neighboring school districts that have closed multiple schools. San Jose Unifi is closing five of their schools as well. Mhm. >> Um so in in your assessment is are those because I'm trying to find out you know how quickly we need to move on these things because we have those properties are will come online. San Jose unified it will come online next year. >> Sure. >> Alam Rock is already there is available. They're right next door. >> Sure. >> Uh as far as being competitive uh what would be the best way to >> Sure. So if you look at Yeah.
Miss Marion, Miss Marone literally knows everything for this department. And I'm embarrassing her. She's going to kill me tomorrow, but she she goes way above and beyond. Whether it's transportation, certifications, schedules, uh, picking up on my many mistakes, uh, she does it all. So, Our next honore uh couldn't be here tonight. She had something else going on, but certainly worth mentioning. Uh she started out in this department as an athletic trainer, worked her way up to the vice principal at Clifton High School, now the director of safety and security. Um, we have a lot of high-profile events as you know and she manages to have security there, keep us safe, goes over our action plans, really goes above and beyond. So, let's hear from Miss Zanella. Last but not least, the next appreciation award goes to a student, well, former student who used to volunteer during our announcing on our live streams.

It's it's a reflection of the the town's position uh through this board. It's not our decision whether or not project is eligible. That's the state's decision. And so ultimately the state issues that decision and what's called uh a peel, a project eligibility letter. And that is what allows the developer to actually file that application with the town. So that's sort of the the nutshell version of the pre-application and that's when the gears start turning at town hall. Right. So now everyone's been alerted. We're getting comments from conservation, from planning, from zoning, from building, from public works, and all that sort of groundwork is starting to be um established and so we know what we're going to um talk about when the application comes in. So, that's just sort of phase one. Phase two is when the application is made, now it goes to the zoning board.
