Uh Petty Cash is was updating a policy that has not been updated since 1996, changing uh personnel and who's who's responsible and the numbers on the petty cache. Uh we also discuss agents ages of attendance that is just bringing us in line to to what we're doing. So, uh, kindergarten eligibility from January 1st at grade 5 years old by January 1st to September 1st. Um, we also discussed reporting of child abuse and neglect. Uh, that is a uh a state mandate. Um, and we did have one question. Were you able to find out if the the cleaning crew has to be responsible or checked as well? >> It doesn't appear that they have to be. Okay. No. >> Right. Um and then lastly, organization of instruction, just uh changing the uh the schools, updating where children are going to school, ages. Um and that's all we got.
But it was well said and I appreciate. Do we have any public comments? >> I have not received any public comments. All right, we're going to move on to item G, public hearing, and we will be conducting a public hearing to solicit the recommendations and comments of members of the public regarding the specific actions and expenditures proposed in the 2026 2027 local control accountability plan for the district. I now open the public hearing at 3:18 p.m. regarding the 2026 2027 local accountability plan or the LCAP. Mr. Saucer, >> thank you. And although I think we we had a chance to talk about quite a bit of the items and I don't have an answer for that other one, I didn't um want to be looking now. I did uh verify that my answer about I just wanted to double check on the Granite Hills High School 2023 CAPS math scores.
Um, is telling us, are we actually here if you want it. There's the outcome itself. That. Um, is telling us, are we actually making progress toward the outcome itself. That. Um, are we seeing implementation, uh, community's There's the outputs that actually tell us. Um, are we seeing implementation, uh, community's There's the outputs that actually tell us. Um, are we seeing implementation, uh, during the school year, you that actually tell us.
Two of our three children's classrooms were displaced. And it has been clear that an extraordinary amount of care, intention, flexibility, and hard work went into supporting students and families through a difficult situation. We are deeply grateful for such capable leadership and feel fortunate to be part of this special school community. So, thank you. That experience also highlights something we value greatly in conquered schools. When challenges arise, our district approaches them thoughtfully with students well-being at the center. As our son prepares to transition to middle school, we hope to see that same intentionality applied to educational technology and AI, which we know significantly impacts the learning environment and potential of our children. Technology can be a powerful tool for learning, but how, when, and why it is used matters deeply. We are encouraged to see the district taking a closer look at educational technology through the upcoming assessment and we're hopeful that it will lead our school community in a productive and intentional direction.
Those are all first readings, so we'll continue that in the fall. just uh a little context with the cleaning crew comment. >> I'm sorry. Yeah. So, uh the the new law indicates that contracted individuals who have direct contact with kids have to receive uh specialized DCF training the same way the rest of our staff do. And so, we have a lot of folks that are contracted that fit that. And the question was does the contracted cleaning crew and it doesn't appear that they have to be but people like Kelly services substitutes who have direct contact every day with students contracted specialed providers etc. They do. >> Thank you. So those that are pretty much student facing. >> Yes. >> Yeah. >> Exactly. >> Okay. >> Yeah. >> Mr. White. >> So basically the cleaning crew comes in at night or after hours. So there's a chance but it's highly unlikely they have any real contact.
Um wondering, you know, why weren't they listed there? I did confirm that for that school year, Granny Hills High School had a distance from standard of 129. They were in the orange, zero students in the student groups in the red, one in the yellow, uh five in the orange. That's out of order. should be zero in the red, five in the orange, one in the yellow. Apple Valley High School had a distance from standard of 159. They were 30 points below with four student groups in the red. So that's Yeah, you had me panic that I missed a a school, but I they're they're there. They're not there for the right reasons. Granite Hills simply had outperformed Apple Valley High School that year by quite a bit. Okay, >> thank you.
Um, are we seeing implementation, uh, during the school year, you that actually tell us. Um, are we seeing implementation, uh, during the school year, you know, on a quarterback quarter basis? But then, that means there's also quarterback quarter basis? But then, that means there's also quarterback quarter basis? But then, that means there's also inputs that the monitoring quarterback quarter basis? But then, that means there's also inputs that the monitoring quarterback quarter basis? But then, that means there's also inputs that the monitoring report also describes what are then, that means there's also inputs that the monitoring report also describes what are then, that means there's also inputs that the monitoring report also describes what are some of the key inputs that are inputs that the monitoring report also describes what are some of the key inputs that are inputs that the monitoring report also describes what are some of the key inputs that are aligned to accomplishing the report also describes what are some of the key inputs that are aligned to accomplishing the report also describes what are some of the key inputs that are aligned to accomplishing the outputs?
We are also excited about the work of the intentional tech coalition and fully support this group as we believe meaningful progress will come from strong partnerships between schools and families. We also believe that parents and educators share the same goal, helping children learn, grow, and thrive in a rapidly changing world. By working together, we can ensure that technology serves our students in ways that are purposeful, age appropriate, safe, and aligned with the values of our community. Thank you all for your time, your leadership, and your commitment to our children. Thank you. >> Thank you. >> I'll just check again online. Is there anyone who wants to make a public comment? All right. And I don't have any more forms in the room. So that concludes public comment. Um we'll now move on to the consent agenda where we have warrants a donation for senior week.
>> Yeah. Thank you. Any other questions for the committee? Anything further, Mr. Aki? >> That is all. >> Thank you. And there's no action required for this committee tonight. Um, we move on to any other standing committees that board members would like to report out at this time. None. Okay. Item number six would be the approval. If you take a minute to review the minutes and I will ask for a motion to approve the minutes for May 21st meeting. Have to read those. >> Thank you, Dr. Har. I approves the minutes and I would make the motion that the Cheshire Board of Education approve the minutes from the high school showcase and business meetings. Both of those meetings held on May 21st, 2026. Is there a second? >> Miss Fitzgerald, are there additions or corrections for the minutes in front of you? Seeing none, all is in favor of the motion that is on the floor.
Um, are there any questions or comments from members of the board regarding the 2026 2027 local accountability plan or LCAP that have not been answered yet except for the one that you referenced that you'll get? Are there any public comments regarding the 2026 2027 local accountability plan? Hearing no further public comment, I now close the public hearing for the 2026 2027 local accountability plan at 3:19 p.m. Next, we'll conduct a public hearing on the 2026 2027 proposed Apple Valley Unified School District operating budget. I now open the public hearing at 3:20 p.m. regarding the 2026 2027 proposed Apple Valley Unified School District operating budget. Mr. Schulenberg, >> thank you. Uh I'm going to apologize because this is probably going to be the longest public hearing we've ever had um because I'm going to be reviewing my slide deck for the uh proposed budget. Um, I'm also prepared to answer some questions that were submitted by Trustee Longshore yesterday.
But then, that means some of the key inputs that are aligned to accomplishing the outputs? But then, that means some of the key inputs that are aligned to accomplishing the outputs? Um as well as a CCHS trip to the White Mountains. Would someone like to make a motion to I guess first anything that needs to get pulled off from the consent agenda? >> All right. We accept the consent agenda. Okay. Is there a second? Second.
Unanimous. Thank you. Carol, do not take vacation again, please. Because you're asking me to call on Adam right now for correspondence. But Mr. White, do you have any? >> Uh, no, I don't. Although the superintendent might have some. >> Oh, nothing in the queue. >> No. Thank you. And the superintendent does have a report though. >> Yes. Uh just a number of things. Um tomorrow morning I'll be out of the office as I was uh elected the vice president of the Connecticut Association of Public School Superintendents for next year. >> Oh, congratulations, Dr. Ser. >> Oh, yeah. >> Yeah. >> So, Oh, thank you guys. Thank you. Um, and I have information on our um, nextgen school building committee report. I have to give Mr. Gussenberg credit for putting that report together to send to the town council. Uh, in short, this this gives you just much more detail in terms of some of the nuts and bolts that are going on.
So, I'll review those afterwards. Uh, so first off, uh, here we are with the proposed budget for 2627. In in, uh, putting this budget together again, we use our estimated actuals as of May 26. That's an estimate of the financial activity in the current year, which of course will be, uh, reconciled for the unodudited actuals that will come in September. We use the governor's January proposal, this May revise, the FICMAT LCFF calculator, school services dartboard, and then of course the SPCSS, the common message that comes out of the county schools office. So if we look at our estimated actuals for 2526 and take a look at this particular slide, you'll see that we are estimating um a deficit spend on the unrestricted side of the general fund to about 7.5 million and a deficit spend of about half a million on the restricted side. So in total a deficit spend of about 8 million on the general fund combined with an ending fund balance of a little over 23 million.
What this tells us that accomplishing the outputs and so an effective monitoring report. What this tells us that accomplishing the outputs and so an effective monitoring report. What this tells us that we're actually going to see all so an effective monitoring report. What this tells us that we're actually going to see all so an effective monitoring report. What this tells us that we're actually going to see all three types of data we want to report. What this tells us that we're actually going to see all three types of data we want to report. What this tells us that we're actually going to see all three types of data we want to see the outcomes, the And the we're actually going to see all three types of data we want to see the outcomes, the And the we're actually going to see all three types of data we want to see the outcomes, the And the inputs.
>> Any discussion? >> Favor. >> I uh in terms of correspondence, I think it was two. >> Um we got correspondence related to um signage at the high school. Um and then we also had um signage sorry from the All right, moving on to discussion. Um, the first thing is the Maisy O'Donnell um dining center update and as you have been leaison. >> Yep. >> There I will turn over you. >> All right. Um, we welcome Sandy Smith who is joining us on behalf of the Maisy O'Donnell Foundation and we have Betsy O'Donnell who is joining us on Zoom from Bulgaria. So it's really late um really really late and so they are coming to us to tell us a little bit about their project which are really looking forward to working with the O'Donnell Foundation the Maisy O'Donnell Foundation with the town with CC Pools.
I think I shared for much of the building project that we were ahead of schedule and under budget. um at both locations. The there's good news and tepid news. The good news is we're still under budget. The tepid news is that Barnum has fallen a little bit behind schedule. Uh but OMG, uh Tecton, Arcadus, our our NextG school building committee of course is doubling down and working really hard to uh bring that back into uh the typical time frame. Uh, and so they're making good progress at Barnum. Uh, and I know Vin is all over it as well as our uh, the rest of our team, myself and and the folks from those different companies I mentioned. Um, and we should have our our certificate of occupancy uh, very close to when we were hoping to somewhere in July. Um, I want to shout out Vin who if you've ever moved your home, you realize how challenging it is um to just move, you know, maybe if you live in a really large home, 8, 10 rooms or something.
And you can see the components there. You see our designation for economic uncertainty on the unrestricted column is $8,75,814. That does meet our 3%. Uh required reserve. We do not meet the board goal of five. Um that is our estimate as of now. And again, these will be reconciled as we move toward unodudited actuals and the actual financial activity which of course then will be audited by our auditor. So the revenue detail again this is just digging down into the current year. You'll see our LCFF sources. There's all unrestricted. Federal revenue, the majority of which is restricted. Other state revenue, which comes on both sides, mostly restricted. And of course, other local revenues that we receive. So, we're projecting about $261 million in total revenue um into uh our fund 01 general fund. This is the detail of the LCFF. Um and I know there there was a question posed at one point with the education protection account.
But that's only three types of data we want to see the outcomes, the And the inputs. But that's only three types of data we want to see the outcomes, the And the inputs. But that's only meaningful if they are aligned. see the outcomes, the And the inputs. But that's only meaningful if they are aligned. see the outcomes, the And the inputs. But that's only meaningful if they are aligned. Um, if the superintendent shows inputs. But that's only meaningful if they are aligned. Um, if the superintendent shows inputs. But that's only meaningful if they are aligned. Um, if the superintendent shows up, it says here's some inputs, meaningful if they are aligned. Um, if the superintendent shows up, it says here's some inputs, meaningful if they are aligned. Um, if the superintendent shows up, it says here's some inputs, but they are random things and Um, if the superintendent shows up, it says here's some inputs, but they are random things and Um, if the superintendent shows up, it says here's some inputs, but they are random things and have really nothing to do with up, it says here's some inputs, but they are random things and have really nothing to do with up, it says here's some inputs, but they are random things and have really nothing to do with the outputs.
Betsy is currently president of CC Pools also. So I will turn it over to Sandy and Betsy. You guys can decide who goes first. >> I think Betsy you're you're up first. >> I am. So, I just want thank you, Sandy, and and thank you, Tracy. Um, you know, Kristoff and I just want to say once again how truly grateful we are for the support of the town in this initiative. Um, you know, really this has been a community endeavor to raise the money and the funds. And so, um, we greatly appreciate your help as we navigate these final last details. Um, and I will turn it over to Sandy who will walk through, um, those details. >> Great. Thanks very much, Betsy. And thank you, Tracy, for that introduction. I thought I might just give a quick rundown of what's happened since we were in front of you on August 20th last year.
