yes sir did i say something 12 i'm sorry 10 10 to 14. wait wait wait eliminate those two years that's right any questions regarding that all right can we have a motion on item 3.5 i have a motion from diana second from margaret all in favor that's again all right uh boys we've been through this pretty quick dr wright would you uh give us a superintendent's report absolutely i received a both a note and an email from the gentleman that runs the white mountain country club golf course and he was complimenting a coach ron everingham and his team he said without exception it was the most well-behaved most well-mannered group of kids they've ever come across now that every time i hear that i want to share it because i need to do a better job of sharing the good things that are going on and to recognize coach everingham's effort and those those students that are on that golf team so i appreciate them and i wanted to recognize that we saw the beauty and the beast i don't know how many i think most of you were able to see at least one of those uh showings and uh as you saw it was really it was the best most uh amazing high school production i've ever seen and i would say it rivals stuff at the collegiate level it was just entertaining well done and so the amount of work that went into that and and there were community members that donated a significant amount of money that did not want to be recognized but you need to know as a board there was those funds to make it go forward those were community donations the hours that went into it there were hundreds of hours donated on the parent side the community side the one contractor that was there he's working on a place at my house he's always busy and he stopped to help with those things and so there are a lot of people that came in and made that work and it meets the needs of a whole group of kids that that's how they express themselves and man are they good at it so i'm just really proud of them and mr bloomstrand and teresa and all those others that have done the hard work they do that all the time that's what they do it's who they are and so we're very fortunate to have them i i would say in regard to that i've watched a lot of the plays here at the high school they've all been good but i think this took another level this brought it to another level and i think the standard has been set that's going to be hard to maintain in the future and i i i'm sure these leaders can do it because they did it this time on a shoestring i think also it's a good representation if you have the community support and you're working together to help kids you can do great things and so that's what our community has been about for a long time and i think that's important the high school band if you remember they had a they got a score of excellence the second highest rating if you remember five years ago it sounded like pots and pans being banged together jennifer only did an amazing job i'm not exaggerating it was scary wasn't it but we loved him and they kept playing and it was it was it was tough and they're starting to really come together jennifer i think it's their fourth year with this is it not it shows and we said just stick with it i think we had 13 kids then 17.

fringe benefits include 12 sick days per year the assistant superintendent will receive 30 days of paid vacation each year the same health and welfare benefits provided to other certificated management employees a 50 000 term life insurance policy during employment payment for membership dues in the association of california school administrators and two other organizations an annual medical exam not to exceed 500 and reimbursement for actual and necessary expenses while performing day-to-day duties for the district and again this is for 10.5 any other uh discussion conversation okay then we'll move to a vote and the motion passes five to zero and i say something i'd like to congratulate norma camacho you know great choice well-deserved i've known her since she was like a baby she was a teacher then she was a principal and then she was a student mr rochester student and then she came into the white house and now she's even higher congratulations well deserved young lady sure yeah miss camacho would you like to share a word or two sure thank you board president career school board cabinet um i have been in azusa unified almost my entire life as a student and my entire professional career um it is an honor to be selected um for this position and i am committed to work in partnership and collaboration with all staff school board and community and continuing to move the district forward thank you thank you one of the things that i would like to uh to share is that first congratulations norma camacho um you know we we're we're lucky to have dana with us um your spirit and the way that you are in the community and you're with the community and you're a very positive um individual i've worked with norma before and seeing her as a teacher and engage with children she gives all of herself to this sister and i can honestly say that i am very excited we're very lucky to have you and we look forward to working with you and congratulations again all right moving on then to 11.0 consent calendar and specifically 11.1 which is approval of the entire consent calendar so all matters listed under the consent calendar are considered by the board of education to be routine and will be enacted in one motion there will be no discussion of these items unless requested by a board member if a board member requests discussion that item will be removed from the consent calendar and considered separately is there a motion on 11.1 i like to pull an item item 11.3 are there any additional items um rodriguez painting is that a motion to approve the consent calendar except for 11.3 yes i make motion to approve uh consent counter eleven point one to eleven point seventeen uh what what with the um pulling of the eleven point three do we have a second a second okay then we'll go ahead and vote and the motion passes five to zero item 11.3 now becomes item 12.1 approval of agreement between azusa unified school district and california school boards association so yeah my question is on on these um the csva board evaluation survey tool the cost is says not to exceed 3 500.

the the drum line within a couple years was really organized quickly but those other instruments are difficult but now we're starting to grow that program we've offered it down to the elementary level at some level this year too and we want to try to expand that and the junior high jennifer and teresa and mr bloomstrand they they're they're amazing the the groups of kids and the diverse how many sections they have i don't know all i know is they get here very early and they leave very late so we're very proud of those programs and so this band received the second highest rating at eastern arizona's college festival we want to recognize them as well and jennifer olney within her efforts there for interested community members at on april 26th at 5 30 pm in this room we're gonna we'll start and outline the sex ed committee well that ought to get some headlines there people are paying attention now so what we're gonna do is that by statute there's a prescribed way that you have to flow through this and there's certain hearings that have to occur this takes time it's not a one meeting it's going to take time principles if you'd return and ask your staff members faculty and staff who wants to participate there's not a limit on participants i'll go ahead and head the community up we'll get it running and we'll explain the parameters and then what we're going to do is present what we've been doing and then we'll we're open to committee input then at the end of that i'll take from the committee i'll take a probably consensus and an idea and i'll have to come back to the board for its approval of of what we're doing this is going to take us probably up to the beginning of next school year or certainly through the summer it will probably be in august before we're we're done we don't start teaching this if we do teach it um it doesn't start till sixth grade we don't teach this to kindergarteners so some of the urban legends that are out there we're not doing that um and we'll show you what we've been doing and what the programs are doing and anybody that comes in an outside provider is going to have to understand we have a set curriculum that you must follow you can't deviate from it can't go off script and so we'll make that i have talked with my administrators without exception they feel it is important to do they feel their perspective is we're not starting before sixth grade and we want to keep it science-based and and keep the politics out of it and just share the information that the kids need to know to keep themselves healthy and safe and so for those interested community members what we'll do we'll put out an all call we'll put out on the the website we'll put it on the marquee and then just word of mouth the 26th in this room at 5 30 we'll have the kickoff meeting and so that's that's where we're at with that any questions from the board on that topic okay you can also email mary ford that's m4 brusd.org i will provide in june we may have need to call for another levy adjacent ways levy there's two important projects one of which is at the porter mountain turnabout i don't know the i would as long as we consolidated what four years ago four or five years ago four years ago this week k through six when we went k through six since then uh release time mornings and afternoons it's busy the first couple weeks of school it's backed up to the 60 and so we've had some narrow misses with children almost our kids running across the street after school to their homes in one instant a city worker with a semi truck almost hit the kid came so close it bumped the child and the driver had a heart attack well at that time i started working with the town it's been over two years we said we've got to figure something out well we don't have the resources on our own to do it but we're working state county and then there's some covet funding federal funding we have adjacent ways that is money that can only be spent ingress egress on our property and have to do with a very narrow scope of of purposes and so if we first have to go to the state to see if we're approved to use those funds that way if we are then i'll form a committee explain to the committee what the deal is how much we would love you for that and and move forward the other important project that we have that we're trying to get interpretation to see if adjacent waste can be used for is in front of the high school we get a river that runs through it in the monsoon and then it freezes when we have snow and then it gets hot and cold at night it's a slip and trip we have people slipping and fall every year we had two this year one of our employees is still in fmla from a slip in that area and so we had the state facilities board director out here evaluating porter mountain for weatherproofing which is really painting and and weatherproofing from cracks chuck joined us there's the floors that are have moved because we did the civil engineering and pulled the water from underneath the foundations no longer being undermined by that so the floors have moved an inch and a half two inches in some cases and so we've got verbally the state's commitment to help us out with that we're in the process already roger and jeff have done an outstanding job of keeping on top of that the roof needs to be replaced ac units need to be replaced the paint job alone is probably three or four hundred thousand dollars so we're looking at probably a million five in work or more maybe two million but that's going to come from the state it won't come from the local taxpayer we're working on drainage behind that facility as well at the high school the project that was approved is already there with the gym the old gym the main gym rather and the boys and girls locker room areas that are joining the stadium there's leaking behind that and there's that roof needs to be replaced and that's already been approved we still have a few other projects that i won't belabor the point too much it's sufficient to say that we're we're continuing to press the sfb to fulfill its obligations and we're doing our part on the facilities to make sure that we're providing the preventative maintenance and then we're lobbying chuck spent a couple hours with me touring with sfb the nowhere serious and we're going to continue to lobby for our students in our community i i don't have any other i do have one more we have hired lauren's biology teachers also going to be our head girls soccer coach play collegiate soccer science teacher right out of college we're excited about that and so um that's a hard to fill position and we're making a pretty significant headway on our staffing we're on we're on track we're not done yet but we're on track and that's there's no questions from the board mr president that's that's all i have i don't have a question but you've been on top of the state since you got here trying to get these projects oh my focus on trying to get these projects done and they'd still be sitting there if you hadn't yeah thank you for a while they didn't like you very well or they were afraid of you or something i don't know as long as they keep approving that and we get funded it's good well proving it and getting it done are two different things yeah but we'd still be sitting here worrying about a lot more than we are right now thank you i second that and not here maybe can i just make a cake yeah um so the state we're maintenance guys okay and so when we go to battle for these grants and try to get these hundreds of thousands literally millions of dollars they they don't have a tendency to listen to us all i got to do is make a phone call to dr wright he makes a phone call he sends emails out and things happen so his support is you know 50 of what's getting all of these uh and and we're talking probably close to five million dollars in grants by the end of next year and projects that are going to be underway and it's his support behind all this that keeps this stuff going thank you margaret for mentioning that well there are a lot of people in this room that haven't been here longer than he has and when he came we had so many projects oh yeah that had just sat still because we didn't have any money and the state just kept saying no no no no no and so he became a friend of the state many trips down there many phone calls a lot of time a lot of frustration and with jeff too so thank you always reminds me of the princess and the pea you can take that for what it's worth maybe you can sleep better knowing that these contracts are underway maybe you know that doctor right there are a couple things that i think and i'm not speaking for the entire board but a lot of people have come to me from the community that want some board input and i think we need to get it get you looking into it so we can possibly get them on the agenda so we can do some action and maybe uh you know vote on something at least get some information first one is uh tax credits a lot of people have come to me and they said you know i give my tax credit i don't know if it's getting spent where i asked it to be spent is there any way we can have that tracked so that they can they can do that so with so that we can publish every now and then some you know this many dollars was given to the the drama department or the stalker or football or whatever it was so that we can get that out there so people because they they think it's just kind of goes into a dark hole here at the school and goes into this fund that you know gets used for you know candy bars for the office or something like that that helps people see the spots that really need donations right absolutely and along with that and this came from athletic sponsors not really sponsors but people that are interested in the lakes at the school they would like to know if if that money is going towards the purchase of new equipment um uniforms that kind of stuff because they see kids wearing the same uniforms they've been wearing for 15 20 years and they want to know if that money is enough or you know where that money's going for them and also to pay the coaches and they didn't particularly say that the assistant coaches but perhaps the the head coaches maybe get a little bit more money to keep them here so we could stay competitive and not have a turnover like that if you guys can come up with something and bring it back to the next meeting i think it would probably be useful any other questions or comments from the board in regards to that make next year easier yeah it might make next year easier if we can get some things like that on the agenda so we can vote on them yeah i had a comment from a friend that um when her taxes were due was going to have to pay and you can right contribute she contributed a sizable amount to the blue ridge robotics club and she got a little cash register receipt but that's all she's gotten and she was kind of hoping to get something some better acknowledgement of that maybe we can send cards out for people that don't aim the the board needs to accept those donations one thing so when the board accepts them we always send a letter and we sign i sign it so i'm not aware of that donation okay make sure it is coming to the board for its approval but that is our practice to recognize them and we do in every instance because it's important we don't take those those dollars are hard earned and we appreciate it but i appreciate i'll look into that for you mr waldo yeah and then if i might add mr president operationally we're going through right now to see where can we tighten our belt we're struggling in transportation what adjustments if any need to be made to make sure we have enough drivers and take care of local students as well as primarily local kids first and then whatever adjustments that we make we'll uh we'll be glad to present those i'll also remind the board that we'll have our annual presentations um in august it shows about what we did last year what we're doing this year the first board meeting in august if there are other elements that the board like to see presented in advance of that we could do that in either june or july thank you in regards to contributions um i totally agree we need to have some type of um clear definition on how we handle that because many times and personally i've experienced it where we've submitted a significant contribution in the past like we paid for all the track uniforms coming from my husband's office and not once have we ever received a note so we could use that appropriately for his business taxes as a sponsorship so we need to do better and ensuring that it's recognized because we need to be able to use that for tax purposes too and and these are always you know several thousand dollars worth of contributions so i don't know how we can go about that because i don't know if where you know like when we give the check to xyz person is that coming to the district office so they know so i think that sometimes we'll get the information but a lot of the time we don't so if it's large any any donation of any size should go through the board for two reasons one for just as you said we we need to know about it because if they're if we're going to receive a donation on behalf of the school we need to make sure it's it's accounted for and then recognized two i think what happens is people that are well intended are helping they're going directly to the team of the coach or to the a.d or just or just bringing in their uniforms and it's well intended but we should be recognizing that so i'll work with we need to provide some training to principals ads [Music] head coaches and even one case i know we have a brand new scoreboard we didn't pay a dime for that you know and the soccer field came from somewhere we need to figure out who donated so we can recognize them and then also you know it's it's a significant right well for something like a scoreboard especially i think it would be nice to put something on the scoreboard saying donated this one has it recognizes the practice the medical practice on it yeah but you're right mr walter we could do something that says i might say i recall several years ago when diane jackson was doing the tax credits i remember getting a little receipt but also i got an email and it had uh it was a one-page thank you thing had blue ridge logo and color and thank you for your donation and it itemized exactly where the donations went and i haven't seen that i've given the donations but i haven't seen that in the last couple of years okay i think that to me it seemed very worthwhile good practice but i i think maybe right donations are important and then when some person collects a donation like basketball team for example they're asking for a banner donation of four to five thousand dollars and when that banner never is seen on any basketball games it makes it very hesitant for a person to donate again that that's why all donations and fundraisers must be board approved right now they're happening and they're not some of them are not and we're trying to get our arms around that but all donations all fundraisers must be board approved that's a recent auditor's change that we we're abiding by but it's going to take us the better part of this year and the first part of next to get that message out but if you hear of those please email brenda and i directly so we can follow up on it well it needs to be right at the heads of clubs and anybody that's in receipt of anything yes i would say if we establish like a minimum amount right you know if they give uh you know 200 or more that they get some kind of a note or an email or something from the sponsor of that club or the president of the club or somebody representing club and then also it would be nice to let that person know exactly what it was used for where what the intent is for it to be used and i think we'll have a lot more repeat customers but if if they give the donation and they get a little cash register receipt and that's it you're probably not going to get another one that's a good point that's a good point that's yeah the irs i don't know if they're going to take just that cash register receipt i yeah i don't know who's going to be responsible for that but i think it's important business office up district office we'll get it figured out right okay and that should be aimed at every new team sounds like a lot of extra work i'm brendan already on it you don't take money personally right yeah right um another thing is i want to make sure that we include um like it was brought to my attention that our drama team doesn't have our theater team does not even have like a coach or an assistant coach so maybe we can reevaluate that because all of these people that put hundreds of hours in in excess of sometimes like a track coach received absolutely no compensation so to ensure that our sports teams and our other arts and extracurricular teams all of them have an opportunity and i think that we'll get better donations that way too thank you sounds good anyway kind of open a can of worms with that one yeah it's okay i bet i open another one [Laughter] kate this is really going to open a can of worms a lot of people are coming to me and want a four day week and i if if i remember right we promised that we would stick with the schedule for five years so that we wouldn't create so much confusion because i think there was one four year period that we had three different things going on and i felt sorry for the kids that adapted to those so i don't know what we can do about that but i think we need to be looking into it and i think we need to know what it would involve if it would save us any money or i i just you know i'm a little hesitant because i'm an old school type person i like the five days but we're running a lot of stiff competition with four days and you know it looks like it's successful in some places maybe not in others i i don't know but i i would like for us to do some groundwork i'd like to know what the administrators think i'd like to know what the teachers think and i'd like to know what the community thinks and so i think we need to have some some work put into that okay if it's permissible this time is permissible to the board what i'll do is i will put an agenda item the next for the may 12th to enable me to establish a committee and then we will probably not do this until the early of next fall there's no way to get this just to be clear right way to get this done coming here okay but i i think for the board meeting can you have us some statistics to look at i you know like yes i know that's a lot of work and it's only a month to get it together but you know i'd like to hear from the high school and the in the junior high elementary what your thoughts are and what maybe what some testing maybe you've looked into some testing scores and how they're you know affected that way so i you know so we have some numbers in front of us and maybe some financial numbers too i don't know how that i think we can wait for that i think it's going to be a several month vetting process so maybe we can just announce that we are entering the phases and then allow this group or committee that gets formed because i know it's there's a lot of information and i know it's going to take every single department and every you know like how will this impact i think giving us time is really important to do it right i just think giving direction why is giving people direction and not having it come in front of the board until later okay if it's just this is a bad year to ask people to do something like that okay then if it's permissible what i'll ask the board is to permit me to establish a a forward committee of stakeholders all educational stakeholders that we normally do and to do that sometime in the fall of 22 to begin it but to jennifer's point this is a nine-month process or something but i understand i i get calls like that as well and i know that when we're interviewing people too they're considering show low or they consider now shallows four day we're five so it's it's a there are other elements things have changed last five years and so i i think it is important that we're not telling death to the community and we'll listen and take that feedback and then and then uh you know i'm more than willing to do that more than willing to happy to do the formal announcement of the formation with the permission by next board meeting yes then we would follow up after the school starts on how it was formed and then give community members an opportunity to volunteer to be part of that yes okay i had the idea i think there are a lot of people though too thanks for expanding on that there are a lot of people too that know this this is a catch-up time and they're concerned not enough time being spent right you cut out a day so you have to look at it from both sides yeah that's why you know ultimately i want to see some numbers and some testing scores before we make everything is messed up because of what we missed so that's going to be hard to get okay the next the next can of worms that whenever i'm in a conversation yeah i've had three things i've never been a conversation about the school these are the things that people bring up those two and transportation and class size you know and the transportation is a burn a saddle of some people we're sending buses to white river and they'll say you know i'm looking at those buses there aren't any kids on those buses so and i don't know how many kids were hauling i don't know cost wise what it's taking to do that i i don't know but there are people in the community that are pretty concerned about that and then the other argument is is we're bringing kids from outside district into our school on open enrollment and they're increasing the schools the class sizes and limiting the number of hours educationally that the kids that live industry can receive so you know those are just some concerns i don't know how they'll be answered but i think we need to look into that if it costs wise and whatever if it pleases the board on the operations side we're looking at transportation from a driver's standpoint but we're having a harder time finding drivers so we need to look at that and say does it make sense economically it ties up two drivers the second on the class side open enrollment is a whole separate issue every school is subject to open enrollment but schools may also establish their capacity so with if it pleases the board i'll make a presentation on classroom capacities that we will establish what it looks like based on our current projections and you know what i can give you an update on all of that so you know where we're at and then well frankly we've had annually we've always had the board approve our open enrollment policies now they're very narrow in the state stipulates them anyway but it is still the the way that works superintendent suggests [Music] provides the capacities and in our case i'll have the board review it and ask for your approval um i just think it's a good practice we've done it like that for seven years and so if that timing works for you we'll put that on agenda item as well what do you think i think that's something we need to look into now so we can have some answers you know those are the same three things i get drummed with just about every time okay well a lot of people don't know that we can cap at different yeah levels yeah well there any other direction that any members of the board would like to see us move in the upcoming months i think we're going in a lot of directions yes that's a lot of directions at once but you know i'm trying to represent the people that all are at me all right next item on the agenda is call to the public and we invite the public to make comments to our request of the governing board regarding items that are not listed at this time elsewhere on the agenda those wishing to address the board are asked to submit a request to address the governing board form available from the secretary of the governing board which is mary ford members of the board may not discuss items on the agenda therefore action taken as a result of the public comment will be limited to directing staff to study the matter of scheduling the matter for further consideration and discussion at a later date the operating roles of the public are as follows individual time limit is three minutes per person and time cannot be seated to another individual so if there's anybody that would like to address the board right now we'd love to have you bring some info can you can you can you fill out the form for mary got him thanks this is just part of the open meeting laws we have to have the names of people that make comments thank you kara messi caramasa yes i am a citizen here so i do not excuse my allergies i was outside most of the day i don't have any students at school right now but i am a former educator so i'm very interested in what's happening these days in school and one of the things i had read and was that the arizona arizona school counselors went to a training in i believe it was chicago a couple of weeks ago the national conference on social emotional learning and i don't know if any of our counselors have gone and i'm i don't know how to get that information so dr wright if yes ma'am i can answer that they did not attend that oh okay and in fact we haven't had the social emotional learning that is anything under that is really student support it is not connected to critical race theory it is in chicago and there are trainings that are taking it that direction ours is towards specific support guidance counseling and that's it it doesn't get into the other elements of of critical race theory and we have not participated in those trainings and there were two things the other thing was that i know mr pico was talking last meeting about a junior leadership and he did mention that one of the components was sel and again i am interested can we see the curriculum for that it's for fourth and fifth graders um may it starts may 12th through the 17th it is federally funded sure so absolutely what i'll need to do is follow up with the county i'll work with mr pico to gather that um i think the real important distinction is that uh geographically those two the social emotional learning in our area means something very different than oregon well that's good to know yeah it it does and so for but we've even tried to change some of the terminology if it's going to be student guidance we call it student guidance we're trying to stay away from that phrase because it is used differently um it's not used that way in ours it's not associated with critical race theory or any of those others it is in some areas for sure um so i can provide that for you i'll work with mr pico um if you could give me a week i'll have i'll have that available in some way shape or form either online or hard copy for you most likely online i appreciate that that's right okay if we can read this i gave dr wright your email address name okay what's it on there yes ma'am it is yeah can you read that former math teacher i think i can read it i graduated high school and snowflakes oh that's pretty good i can read your uh telephone number well i'll we'll follow up with you make sure you get that okay thank you yes ma'am thank you next would be janelle [Music] good evening my name is janam the question i have is regarding you just approved for the friends of the navajo county anti-drug coalition so my question is and then you can get back to me later is how many drug issues vaping in the bathrooms things within that nature has happened at the junior high in high school and then what's being done about it so if you guys can get back to me i'd appreciate it yes ma'am we will i can tell you anecdotally a little bit we've taken a couple of steps we've noticed that the door the bathrooms that are designed all bathrooms are designed even with doors when you open it up there's a privacy wall we've removed those doors from the entrance and we're having less problems it's still private but we're not having the vandalism problem vaping at the junior high in high school is a problem just like it is everywhere what we're doing about that we'll provide you a little presentation and tell you i'll give you the data that we have and take and talk to you about the steps we're taking to try to mitigate that we do that yes ma'am okay next one is here we go the next person is uh i can't read this jennifer bramhall i know it's perfect penmanship cursive mixed horrible penmanship i never received any rewards because i'm a science person you don't have to worry about that all right so i'm here under another hat for our non-profit it's project elevate and camp grace i wanted to just announce that this will actually be for our entire state of arizona but we were awarded a grant through asean track to provide free day and summer camps for the entire year we can have over a thousand students that's involved and we're hiding all the math and science components into large projects that these kids are going to be doing so we're really excited of all the stuff that we're offering we already had over 50 kids every single week that signed up and most of them are from our community and we have it open to all the other ones so i wanted to let you know it's really exciting the two stipulations is you could not be a church or you couldn't be a school to get the funding and we're neither one so we're really excited about it and we're going to be opening up opportunities for teachers to get paid quite substantially so the state required that we pay 25 higher than their currently our current hourly rate to be able to have teachers come for two hours every day and help us with the program so woohoo yippee yeah congratulations i'm kind of excited too because my grandkids have enrolled already the good ones the googles i want to see are here uh next person would be colleen and olivia i'm sorry hi thank you so much um i talked about this last meeting and uh anybody get back to me it was the whole issue with cnn being shown in our classroom um because of like sexual misconduct with their employees now i know that that was a mr dr wright had said something about it being like a hollywood issue that you know there's a lot of sexual misconduct with fox news and cnn and msnbc and all across the board which i get but upon further research i'm only pulling cnn for sexual misconduct problems with including minors and pedophilia um just for instance the cnn there was a producer back in december two of them actually john griffin and rick selby who were soliciting underage photos of a minor the one was and the other one was arrested for multiple accounts of trying to enlist unless unlawful sexual activity of a minor it was a constant thing that kept going on now i do realize that the one of the head joe the ceo zucker was let go or resigned since and i don't know if that was the main problem but there's many instances throughout i mean there was one with the jeffrey toobin exposing himself on zoom i know a lot of people know about that um i personally would not want my child to be watching anything on a live or you know even a pre-broadcast that comes up with this a lot of the people that were fired chris como donnell don lemon's actually still there he was accused sexual assault chris cuomo was actually accused of sexual misconduct and had to leave i do understand that that happens a lot but like i said my concern is the pedophilia part of it and that this is almost acceptable from this news network now i'm not saying push right wing push left way there's cbs msnbc there's abc and they do have sexual misconduct with adults between men and women and that and that that's just unfortunately part of our society i get that but when it crosses the line into minors that's just not something that i think should be on our students tvs on top of that they're backing and i know this is still controversial the disney elites that were coming out the disney ceos and things that were the higher up executives pushing the do not say gay bill which that's not part of it and we've i'm sure we've all done our homework and that's in florida but things trickle down and they come through and they trickle to different societies and a lot of that gets misinformation when cnn is pushing that it's okay and that it's right wing to be you know going against these ideologies and what's it going to hurt it just seems like more of an agenda that's being pushed instead of an open conversation so the children can come to their own thought process maybe talk to a person of authority like you know a principal a teacher ask their take and come to their own conclusions instead of getting this shoved down their throat i personally don't feel that certain things like sex ed and things should be taught to children under sixth grade which i'm i'm all for another thing too is when they're pushing this russian disinformation and they're pushing all this information and that's and that's on a lot of size but come to find out um they're reading their words from before and saying oh no we were sorry but they're shoving it down the throat without giving people an open mind and kind of putting it out there the way they're supposed to be doing but might like i said my main and there's plenty of newscasts that go on left side and on right side and we can mesh them together by all means that's part of america my problem is the pedophilia and the heart and if they're in engaging in this which it is documented and they've been arrested and charged problems things like that might want to start thinking about if this is going on in their network maybe it shouldn't be going on in our school system just my thoughts abc msnbc all that they push a different narrative than fox news and oem news newsweek which are newsmax which is not even in our schools that i know of which is fine but this part is where we need to protect our students and our children so that's why i thought of it okay thank you firstly um i think i told you i'd follow up with mr webb and i'd call you and i didn't that's my fault i will do that this next time i will say it's also it's in every instance parents may opt out if a parent said i don't want my kids watching cnn they won't watch cnn that kid can be excused without without any repercussion that the balance that we have is is this is just the idea of censorship is trying to make it appropriate for the age and the other side of that is we're using those things i don't want to take tools for my teachers that kids need to see that it's important but we are trying to separate it's becoming increasingly difficult to keep academics and keep the politics out of schools i don't care far right far left whatever keep it out of the schools and so we're trying to teach academics teachers do need some flexibility our jobs try to support them in every way we can having said that our principles it is their job to make sure they understand the content that's being taught in no case should we be showing an entire episode of fox or cnn without any dialogue and purpose normally those are small little tidbits segments that are shown and there's discussion but i will say that anytime a parent views something as inappropriate they can you can opt out of that our teachers are accommodating i'm very reluctant to say just a blanket can't use this any longer it we in no way shape or form support harming children or any organization harms children we're not saying that there there is a difference between administration and the front line people we should not be showing things that are that we don't know how they're going to come out because the teacher ultimately is responsible for the content that's going on in that classroom it's a balance we want to support our teachers too we want our kids to be educated we do apprec we do a really good job of that can we do better probably so um but are we doing a pretty acceptable job and i think we i think we are but i will commit to you let me follow up with i i'll say probably junior high and high school i don't think it's being shown in elementary and let me see how it's being used what networks i i mean it's a pretty good suggestion is in making sure we're varying those i mean it shouldn't be just foxy and in there they're on both sides of the aisle there are plenty of outlets and we could mix those up as well and so let me get with my principles and i'll follow up with you may i call you colleen you said i couldn't read that well i guess i put my glasses on okay thank you i appreciate the comments thank you any other individuals like to dress aboard if not can i well announce we need to announce that the next board meeting will be may 12th [Music] at 5 p.m and we will also have one june 21st second all in favor everybody wants to go home

um but and then the next page and the compensation is uh 2700 for travel i want to know is that included in the 3500 or the additional thank you the 3500 includes the 2700 and we don't know if they're um local or they're coming from somewhere we don't know that yet correct but not to exceed is uh to add a cushion uh we have no idea what the travel cost might be and so um they might need to fly in and fly out the same day they might need to fly in and get a hotel they might be local um but whatever that may be that cushion allows us to pay the 2 700 and then whatever we pay for travel expenses okay great thank you any other question or discussion then we will go ahead and vote on actually we'll need them uh is there a motion make a motion to approve 12.1 4.1 12.1 oh 12.1 is there a second oh second a moved by board member pena second by board member cruz gonzalez any additional discussion then we'll go ahead and vote and the motion passes five to zero which brings us to 13.0 business and finance and specifically 13.1 capital facilities program general obligation bond update yes thank you give me one second to share my screen right in collaboration with the district's architects team the director of mlt and the director of mis presented before the board is a draft project list to address the facility needs for our schools i'm sorry for our schools that are projected to remain open as a result to the school reorganization process the projects have been placed into three categories safety which is colored in peach which we consider a must do then you have the next category strongly recommended in color blue which are items to improve and enhance our facilities and in this category you will see the emphasis to elevate our high school facilities the final category includes the upgrade and add-ons which is in a colored yellow which include all of the previous allocations for the three schools left be modernized which includes paramount lee dalton along with other items to increase the facility in instructional operations jamal okay um as you're speaking about the items can you make sure that they're on the screen right now we only see peach and blue i am so sorry all right here's the blue and then here's the yellow strongly recommended okay and i apologize in the bottom left hand corner in the green box you will see the available funding of approximately 59 million dollars which is comprised of several funding sources following the boxes to the right outlines the remaining if we were to complete the safety related items the second box to the right includes the remaining funding that will be available if we completed both safety and the strongly recommended and then the third box to the right outlines the shortfall of approximately 44 million if we were to account for safety strongly recommended and the add-ons [Music] the items in peach okay the items in peach are safety related and are considered a must tonight we are seeking feedback on the blue and yellow category based on the feedback we receive we will bring back revised blue and yellow category on may 3rd may 3rd board meeting for further discussion and render a decision are there any questions for me comments i i just i have a question regarding the new little theater and it's azusa high east [Music] the where school we're so is this campus or east somewhere else so is a high school east is a representation of us accounting for utilizing the foothill campus got it thank you you're welcome you know i i just wanted to add something to that regarding if that's little mr lewis's questions mr lewis's um theater that he had i think it'd be nice if on the foothill facing the street there was a sign there that did um mr lewis's name on there like mr lewis i don't know auditorium or theater or something like that because i've seen that before and it'd be nice because we're we're theaters is so small you don't you have to literally go in the campus to see this little park like this big so i think it'd be really nice because the community really loved him and um if it's affordable i would like to see something like that as well thank you i would like to ask um here on the upgrade adam item yes ma'am i see that there's the pool um that has been added for us through the hyde i do not see the pool added for gladstone middle school is there a reason why um at this time if it was an add-on we were just giving the cost for azusa high school to have it at a high school or on pe but if the desire of the board is to also have it at glaston middle school it will be the equivalent cost and do the middle schools usually have a pool i don't know if i've seen one but um i don't know just for information does anyone know seeing a middle school with a swimming pool i understand the high schools because they do compete and you know with other schools and everything but i'm not sure about the middle school i'm hearing um brian i'm state that no that's not common to have it yeah i think so okay so though i would add as as we are reimagining schools i i wouldn't i wouldn't necessarily have us look to what is common around as we're making a decision and instead say what what will azusa have and how will azusa stand out with that said there are there are limited resources and so we have to make we have to make decisions and so that may or may not make that that cut but but i would push us to look beyond what is typical um in districts around us yes sir again i i i'm gonna say it again there's um uh the la county supervisors they have funds and i know like for gladstone like i think it was 10 years ago um when i had a conversation with one of the county supervisors so we can look out there again you know for that money that way we can go ahead and this would be uh eldest elise and catherine parker excuse me just correction it's it's warger he's um yeah hilda is like across the street i'm seeing for both high schools yeah i know hilda is here for a susa high yeah but but i'm also looking to get funds yeah from from both so i'm pretty sure that with redistricting we're all there it's all under hilda's elise now it will be it has changed um but i think that i agree that's a really good point so um for example they've invested in la puente and they partnered to put a school i mean to put a pool in there not at a school but but at a community park with the agreement that it would be available through the county so i do think that um there is opportunity to think about that um as well as thinking about having further conversations with the city around joint use right and how do we think about facilities um you know for example i'll just say we don't have soccer fields anywhere in the in this city right you see other cities but we have lots of field space at some of our schools right so i i think that those are good opportunities i use them as examples my feedback in terms of the timeline you present um i'm not comfortable with that i i think i think what's important we have most of the board here was not part of the decision making around measure k and deciding priorities um and i do think that there's there's the need to have a clear vision especially now that we've consolidated in terms of where our schools are going right whether that's a full-fledged master plan or whether that's some other kind of visioning process i do think that that needs to happen to think about what we want right so for example do we do we look at the upgrading a little new theater or do we build a beautiful performing arts center like they just built in west covina right so like let's let's have conversations about that and what plans for how we would get to having those pieces because i know for example in other communities they've passed multiple bonds or they have much higher asset values so they can get a lot more out of a single bond um but having those plans um so that's that's my feedback in terms of from the board my perspective what needs to happen next um um but i again i'm just one of five people but i think that to me that that makes more sense to me [Music] so today during public comment we heard um some employee feedback regarding staff restrooms and it's not the first time that i personally have heard this from district employees about the status or the condition of their staff breast room is that um contemplated in this list that you present us here so staff restrooms is part of our deferred maintenance plan so that would not have to be utilized through bond dollars we're actually taking that on through the general fund through fund 14.

you're welcome i do have another question i thought it was my understanding in recent years that the state passed additional legislation around some state funding state matching dollars requiring districts to have a have a facilities master plan is that correct am i am i wrong about that but not required yes yeah um and like i said i'm not necessarily saying that so you so and you're oh we don't have mic for you oh we do um but i think as we as we think about we you know we've had a great con presentation about our technology and where we need to go right um you know i i really believe like we need to have these conversations about what is that vision right um i haven't even brought up the id our previous conversations around like sustainability right and conserving energy and the feasibility of solar and other other pieces that you could put in so i i i would prefer to have this kind of broader conversation did you want to speak to that yeah one of the things that you can do to aside from doing a master plan for the whole facility is doing one just for your high school um one of the things that you're going to be able to do going forward is when you whatever you decide to do with a big property you can build new buildings we haven't built a new building in azusa high as far as a legitimate from the foundation up since 1950 so that's something that we look forward to um but i think that we need to masturbate our high school for sure for losing our students because of the dilapidated festival but we can also do one for the entire district but um we have done one in the past in 2000 i do have old one um so there is one out there that we have spent money i'm chuckling because that's now two decades ago right yeah yeah yeah and and then some border member audience i i think this is a probably a really good conversation to have at a like you know governance meeting for us to be able to discuss study session a study session there you go um for us to be able to discuss like that you know the needs the wants the because it is a different board than you know like board member chris gonzalez said that when measure k was was passed and the direction that we're moving in right now i think it would be a great opportunity for us to uh board member president uh greer um i would like to go ahead and dust that yeah and i i i'd love to get to hear from uh superintendent ortega just one of the things that that we recognize is as as we have been making a number of shifts and and decisions which has affected which campuses are to remain open which campuses are to remain closed i imagine that there must be some items on this list that are that are pretty imminently needed um could you speak as we look at as we look at appropriately pacing items on this list can you speak to what you see as as a timeline for the conversation happen that allows for that conversation versus the need for items on this list to take place immediately sure i can start the conversation latasha if you want to join in on that as well um we definitely uh as a staff um feel the need to um try to accomplish some of these things sooner than later we have a year and a half for [Music] all of the high school students to be as a high school um and so you see that we invested quite a bit in azusa high school and just these initial conversations we have things on this on the safety side that um literally we we can't wait anymore so for instance tonight we have uh an item coming for approval on the gym floor the gym floors as a high school is a safety hazard right now the only way you can use the gym floor is if we pull out the bleachers because we have to make sure that we're covering parts of the floor that have exposed nails and things that cause a safety and there are sports that want to use the whole entire gym with the bleachers back and and we're saying we can't do that right now we have to make sure now that we move forward uh with that um so you know again it would it would be great to align the transition to the new schools as closely as possible to some of these big projects we have taken the proper step i believe uh to pause all construction and all bonds right now uh so that is completely on pause that we're not doing things that we you know we had no idea what was going to happen because of the of the closure um so just in our heads as we have campuses that are not as uh populated right now this would be a really good time to start doing some of these at least the safety items and then maybe have a bigger conversation on the blue and the yellow because again some of these some of these things are really really pressing i don't know if you wanted to add anything to that yes and so i was just going to echo those same things and then i'm just thinking of how we're combining efforts so um some of the items that mr manuel presented on in order for some of those items to actually work some of his key items that were initially part of construction are listed so we start off with his items lines three all the way through line um nine so those are technology related voice over ip things that we need to do before we currently do not have surveillance on any of our campuses um so that that's considered to me a safety is that something that we could push down we could but it's also something i think is important at this date and time we need intrusion alarms we currently do not have that at most of our campuses um so um items and safety is not um to me are items that we need to take place now and some and the reason why i'm saying now is that even if we receive the green light today it's going to take about a year for some of these things to actually happen so it's not even a turnkey we say yes today and then tomorrow we're moving it's other dsa uh forms and things that we have to submit to actually get the approval so the longer we delay on the safety related items or longer time frames before we can actually have them happen and i just wanted to speak on the little theater it wasn't us trying to reimagine saying okay this is what we're going to put at foothill it was because we actually had to close the theater at azusa and they currently don't have anything so this was our idea of thinking that's why we put it with safety is that something i could wait yes but we're also identifying that now we will not have a theater space for them to utilize or board member audience um did you speak on the street closure honestly the high east it's 1.3 million dollars um what exactly would that would that be so that would be working in collaboration with the city of actually making two quota sects so that will close off two streets um and i'm sorry i don't know brocktale thank you and it would make it so that that's a clear path for students to walk through safely without having to worry about ongoing traffic would the residents be able to get in somewhere or how yes so um uh both um both sides over i'm very bad with directions but for both sections there's an entry point for both residents to get in yes i'm fenimore i'm going to say yes but i don't know the name of this chose rockville then the next one's venom okay okay then they would enter and so they would be it would be on uh rockville in first and then uh the next three over that uh i can speak a little bit on it so um if you are going if you're on um on first and you're gonna go north on rockvale um there is a not this street i don't know but there's a street that you can make a right on this closure would be north of that street so residents can still take rockvale to get into that neighborhood going south on rockville there is also a street that goes that's right in the north northern part which runs with foothill the street closure would be south of that so residents can still take rockville and get into into linfield the only parts that would be closed are north of that street and south of the street so think about the field portion if you will of foothill that would now be a permanent closure there would be no traffic it would just be part of the property part of azusa high school take a field trip i can't i can't picture that in my brain right now i remember chris gonzalez um um i i appreciate what you're saying and i do think it's important to start moving forward with some of these pieces um i do want to just mention though i mean i think we made a commitment with measure k that we were going to take the unmodernized schools and we were going to monetize them so i see for example the upgrade items we have classrooms from dalton lee and paramount do we have paramount in there too yes we should right and so to me that's part of finishing modernization so that's why i say like we have to have these conversations right because in my mind it makes more sense let's commit and make sure that we're going to fully modernize those schools that didn't get a chance in under measure i um and that may mean that it goes we go down beyond your red right but because we're saying these schools never had a modernization and now it's the time most definitely the other question i have so does the affordable funding the available excuse me the available funding below does that include the funding that's that came from the settlement agreement with the rosedale it does so where where does that live in here you actually um see that and fund 40.
⚗ AI-reconstructed · cite from original above
and fund 40. okay special okay so you staff staff is looking for direction yeah and i think i mean again if it's possible right we we are definitely um would want to speak about the things in the blue and the things in the yellow and refocusing and re-prioritizing and how does that make sense um if you look at uh the graphic there looking at what the current funds that we have that's about 23.2 million dollars [Music] if if we were to look at items in blue and yellow and say what makes the most sense if if we if we had the opportunity to move forward with the things in the red um and and and then continue having conversations about the blue and the yellow and twenty twenty three point two million dollars um i think that would be that would be perfect so you see the numbers at the bottom um if you start with the green section um the sec the first category to the right is where mr ortega is referencing the 23 million dollars so we have available funding the 59 million less the amounts and safety which is 36 million and we'll have 23 remaining available for discussion to identify and prioritize prioritized projects i'm going to say i agree with with my fellow board member gabriella and say that we need a study session i think looking at a big spreadsheet and making decisions is a bad way to make decisions and are we committed to have a study session for the blue and yellow are we saying a study session well i'm not clear with the red where is all of that where i'm not even i'm not clear so is this stuff coming out of measure pay is it part of its measure it's not clear to me what spending what so at this time all of our funding um we would we have a total of allocation of 59 million dollars of that majority is coming from measure k we have other funds that we could capitalize on which is fund 40 fun and fun 25.
⚗ AI-reconstructed · cite from original above
um fun 25 is more restrictive that's developer fee so our first priority we will spend down um measure k then we will go to our fund 40 then developer fee for those that um are available that qualify as expenditures through our developer fee funds just to be tremendously clear because you said you said most of those funds come from educate but measure for the grand total would be 59 but it says measure k total is 22. plus the 14 million of the last issuance at the bottom so so for clarification what you're saying is that we have about no measure k funds all that we have left are what 30 36.1 million 36.1 million so the maintenance uh funds are separate than these ones here yes yes ma'am and and what are we using the maintenance funds for for deferred maintenance so um yes deferrability for projects that we could tackle in-house as well as things that we can um take care of that doesn't require dsa require projects or does not require us to go out to something that we could do tangible and make it a rotating cycle okay thank you i think we really have something like a respect meaning just for painting right here i'm just kind of like so am i hearing the board say that there is a desire to not move forward on anything including the items listed under red until there's a study session well i mean what kind of guarantees am i are we are we having that we're going to be able to complete modernization at dalton lee and paramount um if we're saying yes go ahead and spend measure k dollars on everything up above this line above under under red and i just want to add also so like what is the timeline i mean this this should have to be made like right now today or do we have some space um we have space for everything it's just a matter of the longer that we take to make this at least to start on the safety items our facilities will continue to be in the current condition they are until we have i agree though the safety items are really important and another option could be um to approve the safety and stick with the commitment of the 6.5 that was allocated for those three schools stick with the what the 6.5 million which is part of the add-ons that is the modernization allocation that was allocated for the three schools that you're referencing so this is exactly why i want to have it i want to have a converse study session i i mean i have other questions like for example like voip and cabling right um why are we is is it is it an option to try to get e-rate funding for those pieces right um so i you know right but it's currently not a funding window but so yes if we're able to leverage e-rate we both definitely will but right now that's not a funding window for us at this time so we'll okay but i want i would like to have those conversations and we can have them right now but but i just again a spreadsheet is a very poor way of having this conversation i don't feel comfortable deciding this i i would like i said before i we need to have a study session sooner than later we could schedule that um i would be open for it so that way we could have a much richer deeper conversations we're talking about taxpayer money we're talking about money that we're going to spend and i would like to go ahead and um have more of questions answered and so for president i would like to have a study session board member beau is this an info item this is an invitation so we're not required to take any action or we're not even able to take action on this item right i think you were just waiting for direction right of the board that's [Music] but but again an info item then it comes as an action item correct each item as like let's say we have the green light to start on everything in safety each one of those items will be an action item once we award the contract right and i'm not comfortable with that yet thank you so yeah yeah the challenge the challenge that for me as i look at this is i do see some i hear that there are some items that are listed as safety that i agree our safety when you talk about our the gym floor and the need for that there are some things that clearly are safe safety issues um even as we talk about the street closure i'm not i don't know what yeah but the timeline on that is but but that that would seem to me like maybe that's is that something that could wait or does it need to start right away so so even as i look at this though there are a number of items listed on under safety the challenge is that some of these do appear to be potentially urgent and some appear that they could they could wait so because it's not separated out it becomes difficult i guess i would ask i know you have something to add there brian are there is there an argument to be made for any of these items on the red list that are tremendously overdue and maybe we can start with with those those items in particular um i would actually allow emanuel and daniel to speak on their items and then i will piggyback off of them and you said one thing i would like to go and see this street closures in what streets are we talking about what does it look like you know just tell me the reason we could do a field trip but i will say i like going with um board president's first question like the street closure most definitely could be an item that does not have to happen at this time okay i mean obviously there's butts right so it doesn't happen at this time uh we open up the high school that's not done so now we need crossing guards we need extra campus security aid because now it's a full-flown street are we gonna try to do um temporary closures right so there's ramifications but yes i mean it doesn't have doesn't have to be done today but i mean if we don't have that done when the when the school is open then again we have to pivot and do different things i also see the majority of the items here are for azusa high i'm having conversations with the city about this yes have they has anybody talked about the idea of looking at there's a lot of local investments around walkability and and upgrading coming through skag and other like city and state have we have right we have conversations about partnerships around that i'm not saying it may not be possible right but i think they're more well versed in in what's out there around that yeah the city um as we were having conversations about this uh this is a recommendation um so you know as if we're gonna be thinking about this because we thought about everything right bridges tunnels uh temporary closures only on school days um you know just kind of different things like that um and this seemed like the most fiscally responsible thing to do the easiest thing to do and the safest thing to do remember beau so i agree with board member cruz gonzalez and i think generally with my colleagues that this is a list and it's not a plan and it's really hard for us to have input into a vision and a plan when we're just looking at a list of items i think when we look at safety we all kind of react like oh wow safety nails in the floor on the azusa high gym we're not saying we want that or that should even have been allowed to exist however these are big chunks of dollars and i think it the level and the magnitude of these expenditures really weren't a well thought out plan and you know maybe it's time to update the facilities the master facilities plan it i think we nee i would be in favor of going fast to go slow rather than trying to rush through and make decisions on a for example a road closure that we're not even looking at and i think that one one part that sticks out to me maybe the most is i don't recall a full conversation of how the azusa high east campus for the foothill middle school campus will be used as part of the high school i don't recall that detailed discussion and the contemplation of spending 4.1 million i don't feel like i have enough detail to say yeah what about you guys like again i think that we keep going back in in circles and we keep asking questions and more questions keep coming up so i'm again i'm going to suggest um point of order president can we please schedule something so we can yeah i mean let's pull let's pull our calendars out um so just looking at may uh what kind of time is needed for for this plan to be put together for us to even be able to discuss it yeah um again unless brian latasha i would want just some kind of further feedback from the board in terms of what it is that we're looking for um i'm just trying to wrap my head around you know a vision and a plan but with like coupled with these details um i just want to if we can kind of if unless again that's bryan natasha you have a good understanding of what's next and just get some more feedback on what would help the board what can we provide or what can we bring forward to help this conversation i think board member said it well that that this this is just kind of like you know just dollars on paper that there's not a clear like understanding you know written out like what's the vision you know i mean we're looking at numbers but it it's i would like to see you know exactly what vision you have for you know uh how many fire alarms where are these going to go the intrusion alarm you know to go into detail because i again i'm looking at this blindly and we're trying to guess and that's why there's so many questions though because i mean we're we're going to question everything when it comes to money and especially how we're going to upgrade you know susa high and all the schools that you guys have here so again i i think that we can sit here and we're going to have another 30 minutes again we need to have a steady state right so the challenge is so we say we're going to have a study session on may 10th but but uh business services says that it's going to take us it's going to take them a month in order to have in order to have a plan if so so so we need to under do we need to hear um what is the what is the timeline that is going to take you all to produce the plan so that we can so that we can ensure that the the study session that we scheduled is after that but i hear you all saying you don't know until you hear from us what you're look what we're looking for from that plan you can't give a timeline on can i make a comment please so the safety items sorry now the safety items you don't need a plan for safety um what you really want to plan for is if you're planning on doing new buildings the complete construction of a new if if it's safety like let's say i get a call tomorrow there's a broken window i need to go and fix it right so we've through an assessment we've already distinguished we need all these things for safety so safety is pretty much you have to do it by code and through dsa you're going to have to do these things so um as far as the details that ariana's looking at you don't get that into the weeds until you get bids until you actually have an assessment done by a contractor so so these are things in in safety that you don't necessarily have to have a facilities plan that's more for new buildings um your vision going forward if you're gonna put the abilities does that make sense i do understand that but i have again with street closures i mean we just had a lot of people here saying that you know that we didn't communicate and we're transparent we're talking about people closing a street in our city where people live i i again we need to have a deep conversation about that right how are we gonna address this how are we gonna let those individuals know this you know the community know um i understand like you know the the drainage and so forth that you're saying it's pretty self-explanatory but again i think that after we can sit down with more time and be able to go you know step by step i i would like to do that then we can give you a more clear direction yeah actually before board member board member sorry yeah but what i was going to say too is that with the street closure so we're already behind if we're going to close that off because you have to go to dsa and do half the travel new gates all that stuff so i'm just saying that time is of the essence i'm not forcing you to make a decision i'm just saying that we have to think in terms of if you decide to make that decision tonight it's not like tomorrow we can just start construction there's a process i'm just i'm just putting that out there just for info and the only point that i wanted to add is that everything on this list whether whatever we decide to do each item would have to come back to the board for approval so once we're doing fire alarms once we go out to bid for the contractor to do the fire alarms that did the whole process will come back to board so it's not given a blanket of okay yes let's just tell spend 36 million and we'll never have any other discussion each one of these items will require board approval to make it happen so we wouldn't know that until you get the bid from whatever companies how can you give us the plan if you don't have that would be our channel yes right yes so if we were hypothetically to give direction on on the the red items to to take next steps i should say with these red items that does not necessarily give approval meaning that there it authorizes you to take those initial next steps but there would still be the opportunity for it to come before the board where the board could say no and it doesn't happen case in point the gym floor it's on here and safety the gym for item is actually on the board agenda for approval the actual contract did bid through cmas today and can i ask regarding the defense on north rockville what's the mean what does that mean just a new fence uh no so yes that's the perfect question so currently there's a fence on a back way of glass zone this is deemed safety because we've had an instance where staff will go in they don't lock i'm sorry you mean azusa rockwell that's behind us dudes behind me yeah i'm sorry that's the last part of the chain link fence so they have a size up you know i'm just not northbound thank you yeah but rockville is the long street is it by first streak at that end or is it the other end oh the the one that you're going to do to divide or cross thank you sandra and i'm sorry i started jumping to the other fences on here for um glass on high school so i apologize okay does that does does that shift anything for the with the board um on on anything knowing that there's they're in essence each item has to come before us before it moves forward i i am comfortable if it's gonna it will come to us and when it comes to us we would know who the bitter is i mean who what company they're going with then we can ask the questions about how much are you know for these people or whatever whatever but how would they know if they haven't put bits out for these jobs if when i'm seeing it if we don't give um direction to move forward how would they go out and get the bidders right so i i feel that we need to give him some kind of direction today premier bow so i think i'm i'm interested in um having more of a timeline and so for so for example for each of these safety items right i don't think anyone is necessarily disagreeing with safety items as a general concept but what would the phase-in look like right and would we start at when we start with azusa high school or are we starting with are we evenly distributing the work are we starting at the elementaries right as our entry point as we're trying to boost preschool and insurance into the district and then kind of looking at it down this way to finish the modernization at some of the campuses is that bleed into some of the strongly recommended items so i think rather than the just the list but in perhaps it can't be a fully detailed plan but more of a project timeline of what would this look like and then how would each of these line items be funded right so we have the the rest of measure k we have the final issuance and then we have fund 40.

so for example how are we using fund 40 what project is will be funded by that i think would be helpful so that we can begin to understand with more specificity how we are funding these projects with which fun mission if that if that was board direction um is that something that you would be able to take action on and and to produce something for us to create a study session here soon or or is there is there still more you'd be looking for from us to give you direct so what i want to make sure i'm hearing um is that if we took the items starting with safety related identify the time frame of when everything will take place and which funding sources will be allocated for those tasks remember so i mean i think that is helpful but i think it doesn't get to sabrina's earlier point about you know this is a list not a plan right and so i would hope internally like that that there is a plan around like a plan around these pieces i i know you're looking at portugal but i mean for example like um i look at the safety related item pieces and um there are pieces that are required by dsa right that clearly we understand fire alarms not so sure that voip or the classroom conversion for little theater are maybe dsa required safety issues maybe they're educational safety issues where we feel the urgency um so i want us to be clear about about those pieces um but i would be very concerned arthur and i'm talking to arthur right now that that you you're not able to articulate a plan for what these facilities look like right and if that's the case then we have to go through a process to be able to articulate that um and i don't think it's the board's responsibility to say this is the way we want the plant laid out right that's really an internal you guys have obviously discussed and decided what's important what to recommend um and so really that's really your responsibility to be able to synthesize that into a vision sort of a plan for where we're moving forward and i also feel like if we if we had also decided which one's our dsa needs dc approved because i do know that those will take longer like a permit that will take longer than just something you just need do not need a dsa approval right so that would be helpful too so we know what so i'm hearing urgent yeah so i'm hearing having these items listed out with a fun with funding source with a with a timeline um coupled with a with a overarching plan that that would come with that um sorry rodriguez paint you also just added approval and timelines so so i'm i'm hearing the formation of of information that would be helpful for a study session so if we were if we were looking along those lines um what what is a what is a timeline word which that could be produced for the for the board um we'll make whichever date we schedule for a study session in may yes so currently may 10th is the is the only may date that we do not have a board meeting schedule the 24th i believe we don't have a meeting schedule that's right enter 24.

i'm through the 10. i'm feeding the 10. i i may have to fall in but but i'm free well and then again what time are we are we talking so i'm sorry the time afternoon i think that would be at 5 30 uh that would be a 5 30 start time or evening so if we have if we have a 5 30 p.m study session on may 10th um and miss jamal you'll you'll be able to collect this this data that'll be the central focus of that meeting yes and we're focused on safety are we looking at all i think we're focused on facilities that uh in in general um i think that correct me if i'm wrong here uh colleagues i think if they're there appear to be some items of urgency and we're and we're saying that there's difficulty because we have to also take into consideration the uh the full usage of measure k dollars and how those are are expended so it's probably i see it as a larger thing that goes beyond safety but i'll look for the others as well no problem i would agree as well yeah i agree we'll have it done i did want to just say um i thought we were gonna and i thought we were gonna have a com maybe i missed it but i thought we were gonna have an additional conversation about the technology plan right including discussion about where different pieces were gonna be funded and i thought that we said that was gonna come back to this board meeting yeah so that and that was requested and there's uh what in the within the board packet there's some uh questions in regards to that uh to speak into the desire to have it return or not i have a question now now the board has uh taken uh direction in being able to go ahead and discuss this further at a study session meeting um will we be pulling the item from the agenda today oh there's no need to pull it's an information provisional so there's no need to pull no no uh the gym floor oh well we haven't voted on you i guess we can we can discuss that when we get to it okay then we will move on okay yes are we confirming the study session to be may 10th may 10th at 5 at 5 30 pm okay then we'll move on to 13.2 approval of resolution 21 22 30 the closure of fund 53 tax override is there a motion to approve motion to approve move by board member rodriguez spain is second by board member adianas any discussion uh yes i have a question regarding so um this this fund was from the measure i the remaining of the measure i funds is this you found someone found this money is that what happened or i don't mean found but i won't say foul well look it's until when 2000 2003 and here we are i mean that's yes and so it's been sitting there and it's just one of those um the question continue to have why do we have fun why do we keep having fun 53 why do we have fun for the three no one most districts aren't using anything for and we realize this was sitting there so the auditor's recommended and the okay the auditors and um um laco recommended that we transfer the funds to general fund and then under board approval then we actually pose the fund so so why is it not transferred into the measure king since it was scuba funding measure i because the only way you could put funds into a bond fund is from the issuance we can't transfer or not to not from another um funding source but we could out we could allocate it if it was originally for for facilities used to add to say we are going to assign or commit because of the reserve requirement commit the 12 million the 12 thousand dollars i said 12 million 12 000 is that emotional we're here or what should we do well there could be a motion i like to make it work so you want to do you want to adjust your oh i'm sorry i i changed my emotion my motion and i like to make a new motion right to have this funds um transfer to the measure cave funds facilities to sign up for facilities we're going to assign the funds for facilities facilities but not necessarily like i forgot you just depend on and can you put it into the okay the facilities on but can you put you so you can put it even in maintenance funds you can put it any funds yes we could put enough funds but the facility funds is the one we need for this you know list don't that's who i want to put it um does your second still stand with that board member audience yes okay and we'll go ahead and vote and the motion passes five to zero moving on to 13.3 approval of the proposal between azusa unified school district and wilden energy solutions there a motion to approve make a motion to approve 14.3 you have a second second but i have a question uh so moved by board member rodriguez pena second by board member arianes um board member iannis um yes what exactly is this um weldon energy solutions going to be uh bringing to your district so this um contract is to um complete or to help facilitate our sr3 expenditure plan for hvac windows and doors so this company is our energy energy conservation company who would assess how we maxify maximize our energy conservation so they will make the recommendations on the type of windows recommendation on the type of doors and the recommendation of our hvac units as well as give us the useful lives or how we can repurpose our current hvac units and i have a second question it says here no budgetary impact so that's all free yes um and so uh yeah so we actually just to get back story we went out to bid for this um and that was one of the factors of what made them more um enticing to the district um all of the other entities that responded to us they stayed no i figured that oh okay all of the other entities that responded um they stated that they stipulated that they would do the work but in the end if the district decided not to implement their plan then there would be a fee between 75 000 to a hundred and fifty thousand this firm um in their bid they've um identified that they will not charge us if we chose not to implement their plan but they will have the rights to the plan meaning we will still have it we can plan it but they too will use that design to present to someone else so with this right here i mean nothing is free so are we borrowing from like a bank are we borrowing from any of our funds no this is this is they're designing a plan to help us spend our estro dollars on the type of windows that we're going to implement our doors and their hvac units which is what we told the state we're going to spend our s or three dollars on so how are they getting paid they they so they um they work with the contractors and between them and the contractors that's how their fees are handled but the district does not pay welding any additional question conversation okay then we'll move to a vote you picked it right there thank you i would have to give ryan that credit yeah and the motion passes five to zero which brings us to 13.4 approval of the contract between azusa unified school district and harsh wall company llp independent audit services make a motion to approve uh 13.4 and i have a question moved by boardman rodriguez pena second by board member arianes so my question is um our auditors that we have now the eddie bailey firm who how long have we had them and is it like time to to get new auditors is that why we're looking at this so um good practice is you um rotate audit firms um every four years or for the financial side at least on rotate partners um we've been with eddie bailey e bailey for over 16 years um and we were with them 16 oh 16 yes yes and prior and i can double check the years but they changed their name so there they were original auditors and they changed their name to eddie edie ed bailey so they were prior um i want to say ela clifton allen lift and larson allen i believe they were bt yes rbt i would have to get the actual name but um they were um and so previously um prior leadership was going to go out to bid but they chose to stay with the firm with a new partner and with the partner name the entity name change i think this is great i think that i prefer changing auditors every so often and not just changing partners and because we've gotten better perspectives when a new editor comes in um just because they differ they're looking looking at things differently so i'm glad that we're doing it thank you any additional question question we'll move and the motion passes five to zero bringing us to 13.5 approval of resolution 21 22 31 authorizing filling of applications for the california preschool transitional kindergarten and full-day kindergarten facilities grant program is there a motion to approve 13.5 second moved by board member honest adianas second by board member rodriguez paynium any additional discussion or questions then we'll move to a vote and the motion passes 5-0 moving on to 13.3 approval of proposal between azusa unified school district and kya services llc is there a motion president 13.3 you meant 13.6 thank you 13.6 same language to approve 13.6 check it any discussion then we'll move to about and the motion passes five to zero bringing us to 14.0 curriculum and instruction and specifically 14.1 uh third quarterly williams uniform uniform complaint report we have no complaints to report okay motion to approve 14.1 uh that's info so no no however 14.2 approval of the contract between azusa unified school district and roberts castillo's bmx freestyle team is an action item okay 14.2 a motion for approval okay second move by board member rodriguez pena second by board of member arianes uh any discussion okay and we'll vote and the motion passes five to zero bringing us to 14.3 approval of the memorandum of understanding between azusa unified school district and dennis langlais bmx freestyler is there a motion to approve second move by a board member ariana arianes and second by board member rodriguez pena any discussion then we'll move to a vote and the motion passes five to zero bringing us to 15.0 human resources and specifically 15.1 approval of the contract between azusa unified school district and loma linda university is there a motion to approve make a motion to approve 15.1 moved by board member rodriguez payne and second by board member arianes any discussion and we'll move to a vote and the motion passes five to zero uh bringing us to item 15.2 approval of the learning site agreement between azusa unified school district and california state university san bernardino question to approve 15.2 second move by board member audianus and seconded by board member uh who's gonzal uh rodriguez pena any additional discussion or questions and we'll move to a vote and the motion passes five to zero bringing us to 16.0 and 16.1 adjournment is there a motion to approve motion 16.1 you have a second uh and any discussion then we'll move to a vote and the motion passes 5-0 which means that we are adjourned at 10 11 p.m everybody have a good day you

in i'll go ahead and get started as uh as they're still entering the the room um first of all thanks for having us here tonight uh president kaler members of the board cabinet it's a it's a pleasure to be able to introduce such outstanding uh students for what they've accomplished this has become quite a tradition for us at cooley middle school when it when it comes to our band programs and our our color guard program introducing state champions not just state state participants but state champions it seems like each and every year we're here in the spring and it's so exciting to talk about the accomplishments of these uh fine young men and women we at the middle school level we came home from the state championships this year with a percussion state championship and two color guard state championships so we have two color guard teams and two state champions [Applause] before i turn it over to mr edgar i would like to just talk about a little bit about the program as dr foley said to mr tannenbaum don't go very far because you're going to see that this success is carried over into williamsfield high school as well who we feed into and it it has become quite the program mr edgar miss huddle mrs edgar uh they work with the williamsfield students as well and again it has become quite a program of success and quite the program of not only the success but the fun and enjoyment that the students have so with that i want to bring up mr edgar to talk more and brag about his program all right come on [Applause] all right all right all right so we we have up first our black guard which is the top middle school guard in the state they're currently put into a division all by themselves so that somebody else can have an opportunity to win in the next one so outstanding job this is our coulee black guard [Applause] uh two years ago and then covet hit and can you hear me all right there's a live stream oh sorry we we introduced percussion ensemble into the program a couple years ago and then then coveted hit so we're we're just to the point now where it's out in the competitive world so this is uh our first place uh cooley black percussion ensemble which is comprised of eighth grade students on our campus [Applause] pull in tight here it's pretty sad when good job [Applause] next up on the coulee front uh we have our coulee purple guard coulee purple guard so i made i made reference to creating a separate division just for the the previous guard group this is our next group that went ahead and won the next division down so super proud of these students phenomenal job phenomenal growth coulee purple guard [Applause] nice job [Laughter] [Applause] so out of the four participating groups from cooley uh middle school in the wjz championships we had uh two state champions on the guard side state champion on the percussion side and then the runner up on the percussion side as well so super proud of the students and all that they've been able to achieve this year great job to them [Applause] so mr uh mr varner was able to uh highlight some of the pieces already but i do want to say an ad add to it that uh we're just so proud of of the participation with our with our students we can see the progression um from our eighth graders um and as they exit cooley and enter right into high school and um there's just an opportunity we use the word dominate all the time right and that's that's something we say constantly constantly it's it's become part of who we are and and being able to see our students transition and be there and be supported and have that opportunity to go on and do this at the next level at the high school level for them it's super exciting and it doesn't um it doesn't come without a lot of hard work again i can't say it enough that our our programs between marching band and winter guard and our winter season they are some of the hardest working students um and club advisors and coaches that i have ever seen in all of education that the the lights go out for everybody else and they're still out there um at night time so thank you so much mr edgar and miss huddle and pam and everybody else that is the team that helps to support these kids so i will turn it over to mr edgar congratulations guys [Applause] all right come on down here this is again speaking to the percussion ensemble aspect of our program again a couple years ago we introduced it coveted happened nothing really happened so now we're now we're out in the competitive realm this is our high school uh percussion ensemble the uh williamsfield black percussion ensemble state champions in the concert a class [Applause] congratulations [Applause] so in in regards to that group that was our our top group the next group would be our percussion red ensemble which is a runner-up as well so the depth the depth is is in place and it's bodes well for our future next up we're going to shift gears to guard at williams field [Applause] i gotta i gotta brag on these guys a little bit not that i haven't been bragging on everybody but um so this this group has been in the open class for a few years now the open class is the top class in the state of arizona there are currently three groups in the top class that open class this year it was very very competitive to the point where all three of the groups including higley high school that should be noted would have been contenders to make finals at the national level their scores were that high so super proud started off the year strong the other groups came to play they started coming back and beat us out a couple times but these guys kept scratching and clawing and fighting all the way through the season and just delivered the goods in their final performance super proud of what they were able to achieve congratulations to the williams field color guard [Applause] while they're taking this picture i think it's it's important for us to recognize the support we get from our district and the depth and the breadth of the programs at the elementary level bridges power ranch and coronado all received the highest rating of superior for their their trash can bans in the color guard side of things hta gateway point and chaparral all received superior ratings the top ratings that you can get for their color guards saw some in middle school had a phenomenal drum line and a very strong guard program as well so those things need to be noted the depth and breadth of the program within the higley unified school district is significant and we're very proud of it and grateful and grateful to our district for the support also also sorry i left one group out of there our our wins group which is a relatively new activity we use it as a feeder program on our middle school and high school side so it's combined middle school and high school students to help them understand the marching activities so when they come into high school marching band isn't as intimidating they understand i march from here over there and i play my instrument and i'm okay and uh and we treat it as a a feeder development group whereas other programs treat it as a strictly competitive group meaning it's all high school and it's the best kids and they came in second by just a couple points so super proud of them as well mr edgar we're sure proud of you and your team here you are more than welcome to stay but we also say you can leave at this time if you would like to thank you for coming tonight we have one more celebration tonight next week is a very important hallmark holiday if you all don't know but it is administrative assistant day and we have one of the best in all the land so darlene please come up [Applause] even even if there wasn't a holiday for you i would make one for you because you are so good to us and we are forever grateful for all you do for us [Applause] all right [Applause] president kaler members of the board not much gets by darlene reach so that was kind of nice thank you um the upcoming events as you can see uh although we haven't hit the 90 days of may yet it's starting to amp up ramp up and this is a time of year where literally there is somewhere someplace we could be ancient every night and uh with competing events obviously sometimes it's hard here just a highlight of the few fun things that we have coming up obviously we're going to be celebrating teacher of the year reception a lovely reception for our teachers of the year we have so many teachers to celebrate and we're looking forward to that we have a beautiful fine arts festival coming we have a superintendent's visit to higley traditional academy we also have governing board meetings retirement receptions and graduations on the horizon along with lots of other awards end of the year celebrations too many to list here but just a few highlights of the coming events in the next few weeks thank you dr foley yes 90 90 days in may has begun it began for us last night several of us attended the underclassmen awards at higley high it was fantastic there was one particular student with a 5.0 which was absolutely astounding so we celebrate all those kiddos and it's nice to see the fruition of some of the decisions we make up here into the children that we don't get to see quite often so it was a fun night and i appreciate higley for hosting it i also got to attend the williamsfield dance presentation i believe it was last week i could be wrong and they did a fabulous job picking music and all their dances were outstanding and that dance crew will be well missed at williamsfield that is getting ready to leave i know a lot of seniors are getting ready um to leave us but they did a fantastic job and i echo mrs president kaler's statements with the underclassmen awards it was absolutely fantastic last night i text dr foley and just let her know it was really a remarkable event to see all those kiddos freshmen sophomores and juniors go through so thank you mrs wilson it was last week and i also attended the dance concert and it was amazing it was amazing i think that all those kids need to stay that are graduating another year because they were so so good i even cried at several points because it was just so [Music] amazing i wanted to go the second night too it was such the best by far that i've seen and i told uh mrs lewis that it's the best i've seen her do so it was a great great prediction mrs kaler also in reference to last night's undergrad as you said we get to see some of the decisions we make up here and we celebrated like they said some pretty amazing kids but to hear these kids that have proficiently and done multiple languages while they've been whether it's through our middle school into our high school or just our high school we had one who they're doing their third language and they're only a junior so it's it's amazing to see these opportunities that they have and it just warms my heart to see that the students taking advantage of them and one's planning to go on to be a translator and so it's it was just really exciting and they still have another year of high school so um to see the opportunities that we do have to offer our students and the success that they have with it was was pretty amazing so um it was a very enjoyable evening yes the end of the year is full of excellence um okay next step request to speak i'm going to read a little paragraph we value input from our constituents this time has been aside for anyone from the audience who wishes to address the board please remember this is not an appropriate venue to evaluate discuss or criticize district personnel policy keb provides a process for complaints about personnel speakers should be aware that false statements about individuals may result in civil liability members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ars 38-431.01 h action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date please limit your remarks to just three minutes and i have one speaker leslie lander you did i say that correctly thank you yes all right thank you governing governing governing board members amy kaler michelle anderson christina reese jill wilson and tiffany schultz for setting apart this block of time to allow anyone from your audience to address you i respectfully will keep my words to less than three minutes my name is leslie landrieu and i'm here with my husband rob uh as a representative of the williamsfield boys basketball booster club of which i was elected to the position of president this year which was also formally held by my husband uh in 2019-2020 of high priority that we as a married couple have ascribed since 1994 is the importance of teamwork that concept has naturally been pulled over into our parenting allowing all five of our children to thrive in their academics first and foremost we are celebrating our youngest induction to nhs tonight making that on our perfect quin quintuple for the landview family so we are incredibly grateful to all the schools and amazing teachers that have played crucial positive roles in our children's success stories teamwork is a concept that also leads to success in our students extracurriculars and on a much bigger scale the achievements of our school districts to excel and dominate teamwork by definition means that people will cooperate using their individual skills and providing constructive feedback despite any personal conflicts between individuals it's a selfless it's selfless focuses on end goal and runs on the concept that the whole is greater than the sum of the parts here's where my requests become specific as per your agenda's request to speak section i would like to action to be taken to direct staff with administrative power in the spirit of teamwork to proactively contact rob and myself for an interactive transparent discussion regarding matters that three of them have respectfully made been made aware of since february 28th the follow-up after three on-site in-person admin meetings one assistant superintendent meeting since the aforementioned date has been regrettably non-existent on their part many issues been brought to their attention by us that they would not have been aware of without us consequently consequently my husband and i feel unfortunately disregarded and not important team members as we've spent countless hours on properly preparing details for their review time is a precious commodity to all including us our personal time has suffered through this process just as their employee considerations of time has been we ask for your assistance and upholding gold three goal three from higley's uh strategic plan in regards to communication and community relations to engage all stakeholders through transparent respectful and consistent communication thank you once again governing board members as well as superintendent dr don foley associate superintendent ms sherry richards executive director miss martens miss darling reach and mr chris treat thank you everybody i appreciate your time thank you so much follow up with them thank you so much dr foley for following up with them appreciate you coming in can somebody hit the lights in the back by chance please feels funny thank you i appreciate that i know the kids were all against the walls and the light switches so thank you all right we are going to move on to 6.0 consent agenda items i move that we approve consent agenda item 6.1 through 6.15 second comments questions or concerns yes mrs schultz no i'm sorry um i i do want to note that there was some acceptance of gifts and donations can you pull that up for me thank you so much and these were big amounts that were donated for several different schools and these were in our status of who helped do these donations and these fundraisers through our boosters our ptos intel uh just thankful for all those that do donate to our campuses because they fill in a lot of the gaps and we're very very grateful so i want to point it that out with that said all those in favor aye aye motion carries 5-0 president kaler members of the board cabinet and community i'm excited to share with you two new members to our administrative team first i would like to introduce miss heidi lindsay she is your new executive director of elementary education [Applause] also with us this evening is mr marcus berkshire he is your new director of assessment and student information and i believe he has his wife dawn with him thank you so much and welcome to the higley family we look forward to working with you all thank you is this a welcome back for mr berkshire yay good to see you again [Laughter] we're excited to have him back and also excited to have heidi thank you so much for pointing this out to us tonight okay we are going to move on to there's some information items and again these are just informational items our educational day our third quarter special education day school report our human source resources quarterly esi report so um if there's any questions or comments on those if not um no no no on those reports okay so we're going to move on to 7.3 and president keller can we just take a minute and thank you guys for putting those together to keep us updated and um so that we know where we're at budget wise money's been set aside for this and um so that way we know throughout the school year where we're at so thank you for for putting that together and even though we don't have any questions we've had the opportunity to review it yes thank you all right we're going to go on to our science adoption process president kaler members of the board we have had honestly an amazing year working through this process we're excited to bring you the informati information and recommendations this evening i want to start out by acknowledging our steering committee and a couple of people aren't here this evening because they're at school events with family members but david lotzenheiser the executive director of secondary and athletics dr chris treat can wave over there he's our assistant director of professional development mr jim pasic the director of informational technology wendy garretson is here she is our purchasing manager and we also have kim morton she is our amazing k-12 science instructional coach and as you can imagine she has poured her heart into this project so we've got a little presentation here and i would be amiss if i didn't acknowledge the 31 teachers that worked so hard to make all of this come to this point so i'm going to turn it over now thank you president kayla members of the board i want to talk to you a little bit about the needs and goals that we saw that drove us to kind of do the work that we did to involve those 31 teachers and all the folks that uh ms richards just go ahead and introduce you to so one of the things that kind of drove this work was those new arizona science standards that we got in 2018 so at that point it was very important for us to start looking as a district to make sure that we could say that we're not just in alignment with our teaching but that our instructional materials support the teaching so that we can give our folks the tools that they need to bring those standards to life because these standards probably more than any other have kind of represented a radical departure from maybe the way that science was taught when we were in school this is more about the doing of science it's more about a hands-on approach it's the student in the role of being the scientist and not merely a passive learner in that process with that in mind we knew that it was time to also update our materials to make sure that our teachers had the tools that they need to meet that new challenge because that's a big jump from from being more vocabulary driven exclusively to now diving in and actually doing science as opposed to merely hearing about it and with that in mind we had several goals that we kept kind of foremost in our process here obviously those aligned materials that was the first it was very important for our teacher experts and kim wharton to be able to see hey are these materials that are being presented to us aligned to those state standards to which we want to adhere we also wanted to make sure that we gave our teachers a lot of opportunities to be involved and provide feedback not just one time but many times and i'll detail that a little bit further so that they could take long extended looks at the materials that were offered up by the various vendors that go out went ahead and answered our rfp we also wanted to make sure that they had chances to give not just quantitative feedback where they threw down a score and we had an average and that was it but rather tell us what you liked about it we wanted teachers to be able to interact with the materials both on their own and then later with those vendors where they could put the features to the test and lastly we want to kind of look at digital platforms i mean as we move to this one-to-one environment it only makes sense for us to go ahead and leverage the power of the materials and tools that we have here to make sure that our students are able to interact in a 21st century way with these materials and so with those goals in mind we took on this task and here i want you to see the timeline that we kind of follow this isn't something we started yesterday of course this has been going on all year long as you see we kicked off our initial planning back in august we went ahead and put together this timeline of action that we were going to take and this information was always shared with the public along the way we've maintained a website that not only had the timeline of information but relevant announcements decisions from uh one phase to another and where appropriate inviting the public to come in and participate and view the products as well as hear vendors you can see that in january that's when we had those uh vendors finally kind of submit their proposals to us and our steering committee the people that mr richards just introduced you those folks had a chance to evaluate whether or not that those vendors did adhere to the rfp and that's kind of how we kind of went through that phase one and wendy garretson will give us some more information here in a moment and then on into phase two and phase three and we're just kind of wrapping up that 60-day review with our uh chosen finalists and so you can see where we are in this process to this moment right here at this april 20th board meeting where we're introducing our process to you and kind of the approach that we took and hopefully we'll be purchasing some new materials in the next month or so so that we can start getting those inventoried and getting teachers trained and able to put those things into action next year see if i can advance it there we go i'd like to turn over uh now to uh wendy yardson before we go on real quick dr treat can you tell us what when we adopted the science curriculum we're currently using well that's a great question i don't know if i have the answer to that kim can you help me with that when when were the materials that we're currently using adopted i'm not sure okay sorry it just popped into my head normally i would have asked that earlier so you guys could be prepared i don't like yeah it's it's quite all right it it definitely predates these standards that we have so we know with that we were already using materials that were kind of out of alignment with the type of instruction we know those were adopted in 18.

it is 7pm like to welcome everyone to the april edition of the columbia school board meeting and we will start with our roll call kimberly please here tammy hines here andrea cory here greg meyer here scott little here lisa schumacher here tyson search here all here perfect okay we have a quorum thank you everybody would stand and follow me with the pledge of allegiance i pledge allegiance to america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you all right welcome all to in attendance and our new hires just thrilled to have you here tonight and everybody at home watching for this uh riveting board meeting as usual i think correspondents are coming around um i think we have some public comments this evening i think one is a phone call yep we have one that's a call so i will make that now hello hi it's alyssa i'm calling you from the board meeting i'm gonna have you introduce yourself and then you can go ahead and have your your time to speak okay okay whenever you're ready go ahead okay my name is michelle good evening i would like to address the non-renewal of mr david ackermann i'm going to stop you real quick can you give your first and last name sure michelle mueller okay thank you go ahead um okay so i want to address the non-renewal of mr dinbachman's contract much of the board of education's actions surrounding this incident seemed to be veiled in secrecy this leads the district parents and citizens of this town just reminds that mr ackerman has been bought out no one on the board is talking about the payout and wasted tax dollars it is under the public's impression that the board voted to not renew mr ackerman's contract at the february 2022 board meeting however in tonight's agenda a new cms assistant principal's name is on the agenda for board approval under item 6 ce following that under item 7e the agenda states approve an administrator's voluntary resignation as submitted unless mr reeves mr blackley miss huels or mr dugan is resigning without communicating this first with our faculty and staff we assume this item line is referring to mr ackerman it does not feel transparent of the board to keep an administrator's name private in the public agenda and if the non-renewal of mr ackerman's contract is already voted off why is the approval needed for resignation there have been many steps in this process that have seemed suspicious like due process and proper procedures that not have not been followed when many of the board members of this board ran many members of this board ran for these positions a few years ago they were very vocal on how important transparency and honesty were however we are all left with the public speculating and spreading rumors about mr ackerman as they are unable to get accurate information about what really happened how can a board of education who have taken an oath to be financially responsible with the district's money justify paying two administrative salaries for one position the board of education most of whom have not set foot in columbia middle school met with staff or talked with those involved chose to be make a decision based on personal feelings and accurate assumptions and selfish motives the board completely ignored the teachers further cementing the attitude that our teachers and staff don't really have a voice and their input is not valued have any board members taken the time to accept the invitation of the teachers to visit the schools have any board members question the arrogance and ignorance that is highly apparent in the decision that has been made are you still blindly making decisions based on personal agenda the public deserves to know about the gross misuse of district funds to save a few bruised egos the cusd 4 staff deserves better and so does the public by the board of education that claims to care about our district okay that's your time michelle okay perfect thank you thank you all right that was only our our only phone call any other comments hi taylor nicholson i teach sherman at columbia high school i just wanted to make a quick comment to you guys and just have it on record uh that our german exchange students just arrived in town they just arrived on monday here at the high school with a nice welcome from the police department the fire department the uh and the ems as well um had a little welcome for them on monday morning thank you to mrs smith and mr reeves for uh joining in our welcome and making the german uh our german exchange students feel nice and welcome here in columbia um they'll be here until may 9th so you might see them out in the community for sure it's cool we've got some field trips playing but yeah this is uh we're at 29 years almost 30 years for our exchange and andrea toyzier a teacher from germany some of you guys might know him has been doing it from the very beginning so i want to make sure to get his name on the record because uh he's a huge part of it so thank you guys thank you mr reese mrs smith and i just wanted to get that out there make sure it's on the record that's all i got perfect thank you are there comments hearing none all right next item on the agenda i see correspondence is going around i believe all right and next item is our consent agenda let's see would you like to walk us through that um sure so in our um consent agenda let me go through here um so we have several resignations for many different reasons some of our staff is moving on to other positions some are retiring and several of our coaching positions are making some moves because of some retirement so we it seems like a lot but we have several that are leaving so that they can accept the next position up and we can kind of move some people around for that um our employment education um we're applying or i'm sorry we are recommending kaylee cox to be included as one of our paraprofessionals here at parkview and then we have our certified personnel to fill in those many different vacancies that we have in the different positions due to those retirements and people moving on next then we have the absence of jc limestone so she will be leaving for maternity leave at the start of next school year and then you start to see all of the additional basketball and sports hires from those moves listed above the non-certified class is just making that additional movement on like we do every year and then the extended school year the esy is our special ed summer school program and so that's our staff and we are really excited uh gene gotcha is overseeing that program and so those are the many different people that will be helping to make sure that we carry that off successfully and then our vacancies that we're adding on there for the different positions and then finally the last one that's on there is the summer workers and we have several different things so that we can get a lot of projects i spoke with kurt steve earlier today and he is overwhelmed with the number of projects he's looking at but hopefully with these additional summer workers he'll be able to get quite a few of those knocked off of his list so the administration is recommending that you approve the consent agenda item as presented one point i'd like to and nothing personal just we have two administrative positions here i'd like to remove them from the consent agendas just so we can have a quick discussion about those two so items c e and f mr elliott this is is it benny perfect nothing personal just very important decision i think the board needs to discuss it so you know there are comments are we going to go into the mission session then we'll do that after right we'll pull them and yeah yeah we'll go quick executive session then we'll come out with you guys so we need a motion i will make a motion to remove them item c e and f from the consent agenda maybe like a second oh second yes actually i'm sorry we don't need a motion any board member can remove any item from the senate agenda for discussion is board policy 220 i believe so forget the amendment forget that so be a motion to accept the consent agenda as amended correct i'm making that motion all right thank you scott appreciate it i'll second that motion perfect [Music] uh roll call please adam pumpkin hi yes perfect motion carries welcome to the new hires congratulations all right on to item seven is our communication reports and presentations like our enrollment report is in the packet okay so say we are up three students from last month so it's three students um but we're excited that those three students are here um and then tonight we have eagle view that will be making our building reports hello everybody my name is amy freese and i teach early childhood at ease with you just we've been very busy at eagle view lots of fun things that are coming up as well one of the things is mrs hughes did an amazing job with her musicals everyone was so happy that these were back because you know obviously with kovid things didn't happen it's really very very impressive if you don't know that mrs hughes can teach 300 kindergartners and first graders to get up there and know all their parts and all their singing and it's just from her you know she's the one doing it that's very very impressive she's a rock star as i tell her and we all appreciate all the work that she does she's very very good um the next thing is field day is back as well we have a netfield day in a few years as well due to covet and mr miller our pe teacher has always coordinated the fun events at our school so we're excited about that that'll be coming up soon at the end of may um on monday something that we haven't had in a couple years as well due to covet is the eighth graders are coming back to our school and they will be reading books with the pre-k through first graders um and that is that is really neat experience for both i mean teaches them patience it teaches younger kids all kinds of things from the older kids they look up to them so that is really really going to be exciting on monday we also have opened up our dramatic playroom back up it used to be a room separate where the kids can go and you know pretend to dress up or you know be at the bank or be at the store and work on those kinds of skills and that's really good because kids do learn especially at the younger age learn best through play and so that's how they learn how to problem solve and you know and interact with kids because let's face it social skills are important so um that's awesome that that's back the kids have been loving that it's very loud when you walk up that way so they've been really good um let's see it's a good loud it is a good loud right it is yeah uh kindergarten celebration is coming up as well at the end of the year um we never really had a kindergarten graduation i don't think but this is kind of it's not really like kindergarten graduation but it's a it's a really neat experience for those families as well just to celebrate what a great year they've had and with their teachers and they do some singing and stuff like that as well um friday one of the exciting times for me because i teach special ed is our ace olympics is back and it's our special olympics it's at the high school at the multi-purpose field and this is just a great experience in general for all all the kids a lot of high schoolers and middle schoolers come out and cheer on the kids and we also have a few other schools freeberger is going to be with us millstott um and this is just a great experience and this year i think it's really really neat the high school band or it's maybe part of the band i'm not sure if it's the whole band or part of the band is going to do you know the national anthem but what i think is really cool is when they give out awards they're going to be playing we are the champions i think that's really me so anyway that's coming up and that's really exciting so our la my last thing is we want to thank mrs pecker she's been here for seven eight years seven years and she's done a great job at eagle view and we just want to say thank you oh thank you awesome well i really don't have anything else to brag on other than we are full uh seem ahead with kindergarten screening coming up last two days of school kindergarten's last day current kindergarten's last day is wednesday and then the last tuesday two days of school we bring in the incoming kindergarten and we do them in small groups about 20 they get to hang out for about 45 minutes do some cutting some listening some get to know the building get those jitters out before they spend the whole summer worried about how kindergarten's gonna go so we do have that coming and inviting families back in um i know a lot of this sounds like you know we have to get back to where we were so inviting families in while their kids are screening i do like a question and answer kind of also to alleviate some of those jitters for the parents um that we get all the phone calls over the summer so might as well knock it out it's a group um i do want to thank my staff at eagleview it's been amazing thank the board and thank the community for my time here and i wanted to give a little shameless plug out to my drivers um we have had crazy field trips coming out we uh like picking up the students and even during easter break and sports don't stop even though it's easter break so we had drivers driving during their easter break as well so i kind of wanted to give them a plug because i had the chance to do it so thank you drivers and uh transportation department so yeah cool all right we're gonna combine this next two or we're gonna do them separate now i'm gonna roll them all into all right perfect so we have the superintendent and the assistant superintendent report all rolled in one sounds good so i want to echo first amy's sentiments too um unfortunately this is the last time we're going to get to hear from april at a board meeting but i've been talking with april quite a bit about all the things that are planned out for the rest of the year i told her i'm going to follow her around and videotape her kindergarten incoming kindergarten presentations to the parents so that we can have that ready to go um with all the communication so um erica you have a lot to you know possibly fill in in april's spot but um so like i said we're we're gonna miss april next year quite a bit um a couple of other things that upon i want to give a shout out to all of our um staff and teachers for not only getting the testing done you know we finished the iar state testing and it's been boxed up and shipped out the sat has been given boxed up shipped out we're working on psat right now we're finishing up the illinois science assessment we're doing the map assessment the ames benchmarking so there's quite a bit that the teachers are having to do that's outside of their getting their curriculum taught but even more than that is the flexibility that has to come with that i was telling somebody the other day when mr nickerson was talking to our german students and he was telling them well today you're in the library but tomorrow morning you'll be in the choir room because we have some things going on here and on thursday you'll be back here and none of that would be possible or run smoothly if it wasn't for the teachers that were so willing to be so flexible and and make sure that we get all of our requirements done but also that valuable testing that we need that benchmarking testing for our students so i just want to give a shout out to the teachers and the students for that we are currently working on the covid relief sick days being reimbursed to faculty and staff the governor has approved that that came out of the legislation and so um i'm going to give the administrators a huge shout out the faculty and staff are all given the opportunity to turn in their days and then our secretaries and the administrators went through and cross-referenced it and then sent it over to julie who julian brenda then spent time double triple checking that we have everything and that we're not missing anyone or anyone's days and then julie is getting ready to embark on the giant task of awarding those back to all the teachers which she told me cannot be done in mass it has to be done person by person and date by date so it will be a huge undertaking for julie but she is confident that she will have that done before the may payroll comes out so we'll get that done taken care of and have those reimbursed to the teachers and staff and then the only other thing is so in 2018 when the evidence-based funding formula came about there was a calculation that used student attendance to do that they have now discovered that there was an error in creating the code for that attendance calculation and so some school districts were grossly overpaid and they were working on how to get that money back and some districts were underpaid we were notified that here in colombia we were underpaid since the fy 19 school year so they are going to take our underpayment and split it up over the rest of our state evidence-based funding payments and hold on to your socks because we were underpaid by 409 dollars so that four hundred and nine dollars will be divvied up into our final evidence-based funding payments over the rest of this year so we're gonna try not to spend that all at one time in one place but we are getting some more money so never going to turn away more money so that is all i have for the double report perfect items for action i start with the approval of the ihsa annual membership sure so this is something that we do every year there was talk that we may have to pay again this year because kovid did so much damage to ihsa's budgets and all of that but we were notified that there is no fee for us this year so this is just um the administration is recommending that you approve the ihsa annual membership any questions discussions you'd like to make a motion to approve our ish i'll make a motion to approve the ihsa annual membership thank you andrew again twice in a second perfect no money involved so all in favor aye any opposed any extensions perfect that passes uh b is the approval of our consolidated district plan so again i feel like 2018 is a trend tonight in my speeches but um so from the 2018 testing our cms special ed population was identified as underperforming on the state testing and so that's we were granted then some additional money part of the requirements of receiving that federal funding was that we create the consolidated district plan so we use this grant to pay for a lot of the benchmark testing and supports that we use for the students it's cms but also kind of across the district and then there is a portion of that that we also meet with ics and share some of that federal funding with them as well so the administration is recommending that you approve the consolidated district plan as presented any questions would you like to make a motion to approve the consolidated district plan i'll make a motion thank you lisa uh there's money in this room i think so let's do a roll call vote on this one tandy yes andrea ford yes frank meyer yes item c is our approval of our amended 2021-2022 school calendar so we did use all of our emergency days this year so the amended calendar that's being recommended is that may 27th be the last day of school it would be a half-day student attendance day that day i'll make a motion to accept the amended 2021-2022 school calendar perfect thank you do i have a second second thank you tammy all in favor aye aye any opposed any extensions perfect item d is approval of our meeting dates times and locations for 2022-2023 so the administration is recommending that it stay on the third thursday it's a tongue twister the third thursday of the month at seven o'clock um as it has traditionally been held melissa interferes with the pencil awards correct perfect all right and we'd like to make a motion to approve the revised meeting dates i'll i'll make that motion thanks scott i'll second thank andrew all in favor aye aye aye aye opposed any extensions all right next was the proven administrative voluntary resignation as submitted this one so we have a resignation from david ackerman from the assistant's principal position at the middle school and is there any discussion before moving into this miss trackman has tendered his resignation and uh because i'd like to make a motion that i move that the board approved david ackerman's voluntary resignation is submitted effective at the end of this 2021-2022 contract year i'll make that motion same would anybody like to second it a second thank you i roll call please yes danny hines yes andrea corey yes greg meyer yes hi next one is our substitute pay considerations so mr grody talked to you a little bit about this last month and he included some of the studies that he's done looking at the daily rate of pay as well as the long-term subpay in there we did find that we were quite behind on long-term sub pay position so mr grody through that study is recommending that we raise the long-term subpay up for next year and we are competitive with the other with our daily rates for for subs on a daily scale so what are we going to and from um it would be uh we are raising it to 170 a day is what we were raising so that kind of puts us about average of what a little higher than average there are a couple of districts that would still be a little higher than us on the days and they consider a long-term position after 20 days in a 20 consecutive days in a position will he possibly look at revaluating the daily pay anytime soon um yeah i know we're competitive but there's one that's higher than this there is you're right and i would say i think that's definitely something that can be up for discussion um like i said i think he was when he looked at those numbers was pretty happy that we were were up there and definitely competitive with the districts surrounding us but i think that's always something that's open for discussion do we have many that are that fall into the long-term category um uh no we don't have a whole lot that typically fall into that um when we start getting into like maternity leave or medical leaves is typically when we would have more of those so i definitely think some buildings in some years see more of those than others i thought that i thought i was going to have this the single day rate as well as far as a recommendation so i think i'm with lisa it's while we're competitive i don't know that it's where it should be where it should be okay like long-term pay we're above or if we adopt this we're above average and only one district which is a little more difficult to get to also right but i mean you have to be here 20 consecutive days right at higher pay we're talking about the day-to-day because i know that the subs i mean that's a lot to step in and take a day absolutely and we raised um if i'm not mistaking a few years ago from 85 a day to the 100 a day i think it's been maybe this will by the third i think it's three years ago shortly after i got on the board that we raised it so i feel like i feel like that could be a little bit more competitive sure if not would you have in mind i'm putting you on the spot you are putting me on the spot but um i mean there are lower ones too but it'd be nice to see i mean even a raise 125 a day say whenever whenever i looked at it i mean it even at an eight hour day at 15 that's 120 a day you know so that's honestly where i where i was thinking it needed to be at least 125 as well at least what 20 at least at least the 15 an hour if you figure an eight hour day that it's up to working if they work you know if they're working all day or takes eight hours of their time we have four hundred dollars coming in here so i mean we have subs on a pretty consistent basis we have excellent subs and uh personally i gave i don't really gauge it as far as it's good to know if we're competitive with other districts but i'm really just trying to reward the individual for their time so and for everybody in the audience and at home also our we're talking about the straight sub pay per day columbia is a hundred dollars a day there's only one district is dupo which is 105 a day everybody else is waterloo is the same as we are redbuds 91 smith 1095 and milstead 90.

united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right thank you so student reports yes thank you president kaiser i am super excited tonight to introduce citrus elementary school i don't think we have ever had so many students and parents show up for one school so kudos to you guys for all being here and we really look forward to hearing from your students so with that i'm going to introduce principal shannon payne good evening board um superintendent staley i'm so obviously we have something that's really special at citrus um relationship with our families and our students and one thing that's really special about citrus that we started as i started at citrus was the running club and i brought the advisor for that program mrs moore who i'm going to invite up here and i'm going to let her tell you all of the wonderful things that happened because of our running club and then our students are going to share with you what makes this part of our school day so incredibly special and with no further ado mrs moore all right good evening so i just want to talk a little bit about running club it is a program that we run before school about 7 45 to 8 15 in the morning all kids are welcome to come out i play music we have i give out prizes the kids either walk or they run some kids just come out to dance because they love the music so um basically we have kids come out we've created running um little scan cards for them they get to get their cards scanned by some helpers that we have out there and then i upload it into a system and then i give prizes depending on the amount that each kid has run and what you can see behind us is we have these hanging when you come when you walk into um kind of the main fourier of our office you'll see these boards hanging up here and they just kind of honor and show the kids and how much hard work that they've done so looking here you know we've got about 70 of our school participates in this program it is not mandatory it is strictly they come out and they just want to be there and they run and they have a good time we also have um every month i kind of upload and i and i show you know the top runners for each grade level so then and it goes month by month so it's not just our top runner who i have here today with us who's run over 70 miles this school year um and so we try every single month if a kid runs 70 miles but this month they choose not to run we have another kid that you know runs a little bit more in the month of april then we try to honor them by putting their name up and they can see it and their parents can see it um and so you kind of see our top runners here and then we've run over 4 000 miles combined um as citrus students and so it kind of shows we like to see we've made it all the way across the united states and we're almost making our way completely back across the united states collectively so these are some of the great things we decided to do and start this program just because you know exercise is proven to really just stimulate our kids brains it helps with you know kids focus in school it helps with their you know fidgeting it improves their motivate motivation and engagement and the things that they do every single day at school and it really helps kind of with their cognitive skills and so we started in 2018 we've continued this program because we've seen firsthand the difference it makes in our behavior of our students from before this program to now and just the exercise and all of that before they come in and have to sit down for a school day so you know we've seen that firsthand what that looks like we've also seen a lot of our test scores improve and increase there's a lot of great things happening this is just one of the things happening at citrus that's really shown that it helps our kids start on a positive note and really our kids love running club and and their enthusiasm and their love for being out there every day is kind of why we show up every day so um i have a few of our kiddos here and they're going to go ahead and introduce themselves and they've have like a sentence or two to tell you why they love this program hi my name is leliana gonzalez i am a student i am in student council one thing i like about running club is being able to help others hi my name is christopher zhang and one thing i love about running club is that running club is able to make you see and meet new people and as you can see i am the number one on the overall leaderboard [Applause] hi my name is henry s i like running club because i feel like there's always a goal to achieve oh and you know what hold on stay here so some of the prizes that i give out and he's actually wearing them because henry was one of our top runners when we started this back in 2018 we take that off and every 10 miles they earn these prizes and they get to kind of keep track and hold on to the things that they earn so he's wearing these in their three years in the making so awesome henry hello my name is harrison colotti garcia i'm in second grade the best thing about running club is i get to hang out with my friends [Applause] hi my name is amy solomon and i like running club because i get to be outside a lot and it's like camping when i get to like swim outside and stuff good job easy my name's kate zhong one reason why i like wedding club it's because i get to see my friends [Applause] hello my name is violet and the best thing about running club is i get to hang out with my friends and family hi my name is victor and i like running club because it gets me ready to learn what's your name aj and why do you like running club because i love it yeah all right and aj is a kindergartner all right thank you okay i don't know how to turn this off i have a question so did you know i was a running coach i did not oh yeah well i don't know [Laughter] because this is pretty great and i'm very impressed and christopher having that many miles by now is really impressive so you'll have to aim for the chico has the three mile you know and then the six mile and then the half marathon so we also have we have companies around town that help donate things oh wonder he actually is about what is he at 71 he's about four miles away from winning a watch that was donated and so that will help him track his miles on his own and then we had another company donate brand new shoes for those who hit 100 miles wonderful wonderful so this is great you guys and the chico state women's team that i was coaching had the best grade average of any team of athletes so all right well i'm just going to do a little transition here and invite shannon back up to the podium it's all staged sarah you're pretty awesome why don't you come on back up i think you kind of got a win to this so a good evening school board members again i appreciate this opportunity to recognize one of our fantastic certificated as you can see teachers at citrus it's my pleasure tonight to present the superintendent's award to sarah moore who teaches third grade at citrus sarah's been teaching for 15 years and five of them have been at citrus and she's making a difference let me tell you sarah moore is loved and in fact this is how i know it each time we come together on friday morning for our school-wide meeting the entire school chance misses more misses more right they just go on forever until she gets up there and has to tell them to stop um part of what makes her love by citrus students is her passion for meeting them where they are creating strong relationships as you see and also for being the leader of the running club where they get a lot of time with mrs moore from kindergarten to fifth grade what's special about sarah is her commitment to citrus doesn't end at her classroom door i think you see that tonight in addition to leading the running club three days a week before school starts for a full 30 minutes she's a part of our instructional leadership team she serves as a teacher in charge when i'm absent from campus she's just committed to not only her student success but really the success of our entire school community i'm grateful to work with you sarah and i'm proud to honor your commitment to citrus and our school thank you great job [Applause] there's a way to do this [Applause] i just again want to thank you that was a great turnout and a wonderful student presentation and thank you sarah very very well deserved and that concludes the superintendent's report so if you want to stay you are more than welcome to but if you have homework or dinner or other things you have to do you do not have to stay or extra laps i do expect to see running to the door so we're moving to announcements does anyone in the audience have an announcement that relates to chico unified all right you have an announcement okay all right so my announcement tonight is just that this saturday is the environmental council's endangered earth event we are celebrating the 43rd anniversary of the endangered species fair it will be held downtown at chico city plaza from 11 a.m to 2 p.m and we'll be kicked off with a walk from children's park in downtown through a few blocks away to city plaza at 10 30 a.m so there will be a walk peaceful demonstration um with costumes and puppets and all the fun things and just capturing the spirit of the long-standing endangered species fair but we're bringing it to the heart of downtown chico this weekend so excited to see the turnout all right thank you anybody else so i have an announcement and the announcement is that the league of women voters is revving up to get ready for the elections that are coming up in june and they will be holding several candidate forums the first one is for the butte county board of supervisors districts two and three april 27th and these are available on zoom so you can see them the second one is for the butte county assessors on april 28th the third is the california state assembly district three on may second and the fourth one is the u.s congress district one may fourth they are also very much interested in having volunteers to help register voters you can go on their website and see when they are doing registrations they do have they're also interacting with the students at chico chico state excuse me so i just really want to encourage you you can get involved with those activities even if you aren't a league member just as a volunteer all right anything else anybody else oh yes this is actually a pta announcement i am proud to announce for the first time in two years our service award dinner is happening whoa so we are the tentative date is may 16th i know it's a monday i know that's difficult but our catering in our place uh where we're having it is booking up quickly and i am proud to announce that it's going to be held at pv hopefully by the culinary students they are catering they are decorating they are doing all of that so i hope to see everybody there this is a big thing and the money from this goes to our district scholarships for seniors and then i'll let you know you guys will all get an individual invitation with all the details but i just want you guys to put it on your calendar excellent thank you so we had a dinner held there yesterday and by the students in the careertech culinary institute it's quite wonderful and that was to recognize the parents who were graduating from the all-star parent involvement that they had 13 weeks so they if they graduate they didn't miss a session so very very impressive and dressed up and spanking just whoo so it was quite quite nice and their desserts are to die for so i think that you really will get a good audience oh yeah they very quite remarkable and it's a wonderful tribute to the students and to the faculty who are leading this so really impressive okay well it's wonderful to have normality return for the pta gets to celebrate all right so with that are there any items from the floor that somebody wants to bring up items from the floor okay seeing none we're going to move to the consent calendar and is there anyone that wishes to pull an item from the consent calendar you guys are forcing me to do all the work okay i am pulling an item from the consent calendar i'm pulling two four under educational services so are there any others to be pulled um we'll do it just a second okay so may i have a motion then on the consent calendar i'll move passage of the consent calendar okay with the exception with the acceptance 2.4 all right second all right so i have a motion in a second uh again we'll do a roll call vote robinson i lando hi kaiser eye dalby aye all right tennessee okay so uh i have somebody gonna help me out with this one so john will you come on up would we like to explain why we pulled this well we're really excited i don't know of a time when any chico high or pv team has ever been invited to the nike invitational in arizona so just some highlights of this opportunity for our students it's 32 teams excuse me 32 courts so if you picture 32 full-sized courts 96 teams in the last two years over 60 students have been offered collegiate scholarships in this tournament the chico high has a connection through their through their head coach with the head coach at arizona state who also sponsors the tournament it's just a wonderful opportunity for our kids we would like to say that they're really excited about the volleyball and they're excited about the asu visit and the grand canyon visit but we also know they're excited about the opportunity to hit the water park so it's a fantastic opportunity for kids again i don't think any team in chicago unified has ever been invited right i know i think it's just amazing all right so with that i would like a motion please you know i think that um this kind of stuff is really cool you know for young people who are able to do it um i did my share of this kind of stuff and um it just really changes your life to be out there with your peers and see something new and you know have the school pay for it it's just it's just so cool you don't even fathom it at that age but eventually you do so i move passage of this item all right i'll second that motion okay so we have a motion and a second and um since i don't think i think we can just vote right okay all those info favor please signify by saying aye aye aye all right five to nothing thank you for that and uh i hope chico high gets to show their stuff with that we move now to our discussion action calendar and the first item on that is the butte college connection mr shepard has to run back up this time so one of our goals every year is to consider all the different students in our district all different programs we have and i think it's really important to consider some of the some of the programs that don't make it onto a marquee they don't make it into too many consent calendars but they definitely serve the needs of our students so i'm going to ask elaine ellsmore who's been a a leader of our college connection program for a number of years i'm not going to say how many to describe the program she's got some students i think they want to share their experiences with all of you elaine thank you john good evening trustees and administrators i'm elaine elaine ellsmore and i've been honored to be teaching with college connections since 2007 and i'm also honored to be joined tonight by alejandra class of 2022 ethan class of 2022 and clara an alumni from the class of 2019.

that's well over a decade ago yes i was going to say i since i've been on the board we have not adopted a science curriculum or anything so i just didn't so that predates me so there's our decade and so i just didn't know if if you were aware so we know it's at least 10 years okay thank you sorry i didn't mean to put you on the spot with the adoption process on my side of it with the procurement rules and the adoption rfp process components rfp means request for proposal there are many acronyms in my line of work so you kind of get used to doing this so to start off we start off with the curriculum as rule one of the rules is ars 15-721 and 722 the curriculum rules and education principles tell us what the legislature sets for the district to follow and adding on to that with the procurement rules and requirements are adopted by the school board of education and that dictates the process for both the adoption and the procurement so with that we have our rules and we have our thresholds on which the district must follow through all these step-by-step phases in which we continue to do with this our curriculum costs so in the evaluation criteria all interested offers understand that their proposal will be evaluated in accordance with the criteria outlined in the rfp and that is all done specific so they have to go through the curriculum checklist in which the scope of work was given by dr treat and then obviously down to costume which we have to look at and phase one is you're non-responsive and you're unacceptable you're non-responsive meaning they just didn't follow the guidelines in which the scope of work or requested and in the unacceptable it is it does not meet the basic criteria curriculum in which the district what we uphold and what we require i think isn't that oh here we are and the technical advisors curriculum feedback this was a great face too i really really enjoyed this the teachers were incredible i think they had a lot of fun with it as well with the teacher individual analysis of the viable curricula and then phase three is the top five vendors in which we gathered all together came and presented their curriculum to us and then that's when everybody gotta well everybody the teachers got to come and ask them certain questions and kind of that touchy feel that we all need to do sometimes to see what it's like so that was a great presentation and i really look forward to getting this wrapped up as we have been working on this for quite some time and this was a big task for me to take on the first two months of me being on the job but that's okay so i look forward to moving forward with this and see where we go welcome was it that the teachers had five two presentations to them is that it was the five that kind of passed the argument yes and taking and taking in evaluations and then the committee doing the their evaluation as well because we take theirs into consideration we chose the best top five yes yes uh president taylor what the way it worked was from that initial kind of uh call for proposals with that rfp the steering committee they did the work to make sure as wendy said to see that the proposals were appropriate but we left the science expertise to the teachers and so once we determined which ones were appropriate those were the uh vendors that advanced to phase two and and you can see here on this slide kind of some of the work that happened with that in phase two we we really use the power of our canvas uh course to build um kind of a four-part area for our teachers who are going to be giving heavy feedback we wanted them to first be oriented to the task so in the canvas course we gave them a chance to be able to see exactly what it is that they were going to be doing we wanted them to have an opportunity to be trained in how we wanted them to use the rubrics and the tools to be able to evaluate the materials we wanted to supply them with those actual materials so that they could go ahead and look at the various proposals and look at the various offerings from the vendors and be able to score them and then to be able to score them actually within canvas so they became kind of one-stop shopping for the teachers and so this contrasts with the way that maybe this is done has been done in other times and places where you put all the teachers in the room at once and maybe give them a very limited amount of time to interact with the materials instead by using canvas we were allow or we were able to give our teachers four weeks for them to interact digitally with the uh submissions from the vendors and to be able to really kind of on their own time decide you know at their own pace how much they really wanted to dive in and look at a particular product and not feel rushed and also not feel that table bias that can sometimes happen when there are five of us sitting around a table and maybe one person really likes the product but then someone else says they don't then they start questioning their own judgment this way they were able to on their own do their own investigation evaluation and put those scores in but it wasn't just done in isolation and digitally we also maintained the physical materials that the vendors had sent in phase two in two rooms and labeled them appropriately here in the district office so during that month any of our husd teachers whether they were a part of that group or not could come in and examine those materials and many folks did and they were able to kind of provide feedback so if you were a type of a person who didn't want to just look at the digital uh offering you could come in and actually look at the physical materials too and handle it and and provide feedback that way and what we found is that teachers were able to we would have greater participation it wasn't always at the expense of someone's personal schedule but they were able to say yes when we wanted them to be able to participate in this committee and i would hate for somebody who's willing and has expertise be shut out of the process simply because they have other obligations in their life and other professional obligations too this way they could still have their voice in the process which is why we had such a large number of teachers that were able to be uh able to be a part of it and so then in phase two at the end of that four weeks they entered in their scores and we were able to go ahead and look at not just those quantitative scores but the feedback that they also provide provided to us and determine by grade band and by course what the two finalists were for each of those so that teacher feedback was very important in determining okay from these viable offerings these are the the products that need to advance to that phase three and it was in phase three then that we had our two finalists not in total but too fast by grade band by course so each group is being able to look specifically at what's meeting their needs and that's when we began that 60-day review where it's available to the public and we had announced that on our website and they're still maintained here in the district office we also had during that time period that time that wendy had mentioned when um vendors came and did presentations so all those teachers who participated in that phase two kind of canvas based digital evaluation were then invited in here to the district office again by course and by level when the vendors came and made their their pitch and demonstrated what the capabilities were this was particularly important because of the digital uh importance that we had put on there they needed to see so how does this interact with canvas how does the gradebook really work how do i really assign something how do i really edit or adapt materials and kim morton and i were able to sit in on many of those meetings and i want to say right now how proud we were of of how assertive the teachers were in taking the opportunity in that moment to interact with the vendors and not sit back passively but to put them to the task and ask them tough questions and ask them to demonstrate the very features that help determine whether or not they should choose one or the other at the end of that time period those teachers were able to fill out evaluations again based on okay of these finalists and what you saw what is it that still kind of resonates with you and it was very interesting to see how their scores kind of then drilled down to clear-cut leaders and so on and what their aspects were that they really appreciated about one or the other as they left qualitative feedback all the time during the period when these materials have been on display we've also had a qr code in the room where the materials have been displayed for any of our members of our community or teachers to come in and examine the finalists by level and use that qr code to be able to give instant feedback on any of the materials and any commentary that they wanted to have so uh this is what kind of leads us to this final recommendation and i'd like to go ahead and turn it over to uh kim morton here to talk to you a little bit about the photos that you're seeing reiterate something said one of our goals from the very beginning loud enough to give as many teachers as possible the opportunity to participate in the committee um and even if they were not able to participate we encourage their feedback through the entire process starting on january 18th when phase two began we set up two rooms in the ed services and one was for elementary and one was for secondary we put in all of the vendor materials that made it into phase two and although the committee members were evaluating electronically we encouraged them to come in and look at the physical materials as well not only the committee members but we did offer all the science teachers in the district if they wanted to come in and look at those materials they they were able to do so and we definitely encourage feedback from all that did come in on february 18th we started our 60-day display and so we took the finalists and we condensed the rooms into one room and we supplied a qr code because it was now open to the public as well and so that way again we we wanted as much feedback as we possibly could get and so the community that was able to come in was able to supply feedback as well as any teachers throughout the process um regarding the public viewing just i'm just going to kind of lift off my list off my questions and whoever wants to answer me that'd be great first one um how was the public informed of the 60-day viewing i mean there the qr codes were posted but how was it announced was it email was it letters at home how do they know to attend if they wanted to uh president taylor vice president anderson we maintained a website with announcements on the front page of that website we updated and announced out to everyone as each kind of stage went along so that not only do we have the timeline which kind of gave the overall picture of what we were shooting for but as each event came along we would go ahead and kind of uh make that uh aware or make it uh signify it on that kind of top page of the of our website they need to be a little more proactive to know about it the viewing is also still going on so so the thing of it is it's not done yet this is also a public conversation where this information is being shared this has been an open process this entire time been following been following actually exceeding the expectation of a procurement rule around any and all of this so obviously if there's anybody who has questions concerns would like to see these recommendations they are more than welcome to come see look scan because again this is all coming back this is an information item to you tonight these are the top recommendations that have gone through the scrutiny of the multiple phases perfect and that leads to my next questions um so far how many would you say have come and attended i know the online i don't know if you can track how many but and then for those that have attended so how many um the feedback responses um who is reading them and how how is it being taken i know you're going through the phases and how is it being taken into account for the decisions being made yes uh at various phases we've had different groups that have been a part of that so in that phase two when there were many vendors uh materials still in uh under consideration uh those were teachers in the district that came in and they would be able to give their feedback through kim so everything focused uh funneled through kim morton so she would be able to have an expert that would be able to kind of take all that in and became our point of contact and as far as uh at this point with the 60 day we we haven't had any traffic yet so hopefully we'll get some folks that'll come in but those materials are there and and we're ready to hear what they have to say is there any way we could send this out like maybe in our weekly email because i know as a parent a lot of times i don't check the website as often as i maybe should and so maybe we could send it out on that friday email out through and just let people know it since it sounds like no one's come in anyway it might be a good time to maybe proactively tell our parents hey by the way we're looking at adopting a science curriculum and it's on display at the district office president kaler board member wilson what we would probably do is have that come from the sites we find that that that that those things are read more closely from the site so we would inform this that we've been following this process this has been a long part we're completing the end of this we've just done an update we can work on a little blurb that will come from the site rather than at last in the district because we typically wouldn't of course i was talking the friday email from the sites that go out to every friday i get an email from all the different schools update to it it just might be nice to put it in there we could put a link also to the website to the website of where we're at even better than even coming in but i think that having that offered to the parents so they can see would be beneficial for everyone to see hey we're doing a science curriculum update and here's you know options for you to view it thank you i just i had the same questions as mrs wilson and miss anderson but one question did you just said no other teachers have come to look at it i know you mentioned the public but we're open to teachers and no one else did i just wasn't sure if i heard you correctly yeah uh president taylor board member schultz uh since that point we haven't had any other teachers but we had a very it's such a large participating body in the process that most of the folks who have a vested interest have kind of been with us from the start and they were in that phase two and phase three we didn't turn away any teachers that wanted to participate in this process and and and asked for a great deal of participation all the way through so i think that at least to date anyone that had a real desire to see things was probably in on it from the beginning but they are all still more than welcome and we would love to hear what they have to say and you had mentioned beginning 31 teachers correct um in the beginning was that a variety of teachers as far as across all the grades i'm not sure if i missed that president caleb michelle when you have a second here they're going to progress a few more slides and they'll show you the different areas and so you've had representation from each area you'll also hear about how much um there was great um consensus through this process and and only one dissenting one in which a new resource came along and that's the only one we're not adopting and they're going to go out for it next year because we'll follow procurement on it so what you're going to hear in just a minute is kind of the amount and you'll see the the list here um and how much again consensus there was around this process because truly anybody who wanted to be involved in this process could have been involved in this process i mean we made it very very easy because keep in mind if you'll remember those of you who are on the board in the end of 2019 we tightened up our process for uh for textbook adoptions we actually started this process in the middle of covid and a whole lot of new resources came out and we wanted to and and some new things came out that our team wanted so we started the process all over again at the end of this year so we have been science touching for the last two years so this is uh this was almost a restart you read in your status report we literally restarted this so there is some tiredness of science touching with our teachers having lived in this in two years because this is an extremely time intensive process when you go through all of this the canvas course was one of the ways particularly in january when we had a lot of people out and our and our coveted cases were rising that we were hoping to make sure we kept as many people participating as possible so ultimately we feel really good when we science touched this at the end of 2019 and into this year 2022 the amount of people we've had involved so from us we're going whoa we've had great involvement so thank you that answered my other question about the consensus so i appreciate it um throughout the process i'm sorry i just wanted to before we stop the topic can you tell me the date at which the public viewing will will stop when is it over do we have a set date because it has you know started february 18th as a 60-day public i mean it should be ending soon according to this but i didn't know if it goes it's gonna end end of may ish 90 days that's one this is 60 it's a 60 day public viewing so it should be ending soon april i'm just going by okay honestly i think we had intended to leave it until we bring this back okay in may okay so okay we we have a spot for it it's all set up and we'd love for people to come in and touch it and you guys too okay you're invited oh yeah i think i i already clicked on the link and signed up for the free whatever but it's a little little extra work but we'll figure it out um thank you for making this possible for the public and for all your hard work and to the teachers i know you have more to say but it sounds like you've done quite a lot to make sure that everybody has input in the viewing of it i appreciate it so boss president anderson i think just to add on to what they're saying i think it worked to our benefit to have this extended time period because new publishers came out with resources that were better aligned to these new standards so sometimes things work out for the best and i think we've learned a lot through this process and should we go through this again canvas was like the gym honestly so and these guys worked really hard to make it work efficiently so the teachers i think appreciated the flexibility with the schedule so very much i wanted to um share this slide with you because throughout the phase two and the phase three process we use several tools and evaluation techniques so the teachers could give us evaluations on the products but we also gave them an opportunity to give us feedback on the process this was just so amazing what i did is i made a word cloud and the words that are larger those are the ones that we kept seeing over and over our teachers are they said that they were good choices they said the process was easy and it was simplified i loved that they said how happy they were throughout the process it was exciting the thing up there unanimous was interesting because we had 14 different grade bands or courses that were evaluating almost every single one of them was unanimous in their decision it was just it was an amazing experience and i can't tell you how many thank yous i got whether it was in person or on one of the evaluation tools or during the um during the phase two and the phase three sessions and you'll see some other comments up there that i put up them up there because i thought it was very powerful that they thought that the process was so easy and convenient i know that a lot of our teachers were a little apprehensive when they went into it they thought it was going to be this very big time consuming how am i going to have enough time for my family and textbook adoption and for them to say it was so easy and convenient i think that was just pretty amazing um i heard that they were excited about the materials that they they thought that all the choices were great choices and they're really excited um and they're looking forward to having materials that will support their curriculum and our new standards but the one that really stuck out to me and this was from a high school teacher it was during the phase three um the phase three uh publishers when they came in and he said usually this time of year i am just waiting for summer he says he's done and he just he doesn't want to think about next school year and this teacher said he's so excited to return next year and get started on these new materials because he's so he's just so happy to have something that will really support him in his classroom some additional feedback that they love the flexibility of the course it made it easy again they're excited for next year which i think is pretty great especially you know as a teacher i know how april is and you're like okay but they're excited for next year they're ready to come back and use these materials they thought that they were great options and they can't wait to see where we go next and um they're they're very excited to get the products when they're when we do have them the results you'll see up there those are our results and one thing that i wanted to point out you'll notice that we did not adopt a blanket publisher where the entire district has the same publisher the reason for that is before when we said that we really wanted to give teachers a voice we really did we wanted them to find the product that they felt would suit their needs the best and that's the way we went into it and we told them we're not looking for one publisher we're looking at what will help you and what will be the best materials for your course and so these are the top results i think in the rfp process we had about approximately 14 to 16 um vendors come in and then we narrowed it down and this is where we are right now president keller members of the board what's really important to note is every single one of those are comp because they had to in phase one their comprehensive curriculum that is aligned to the new standards that are far superior than anything we currently have in our warehouse or in those classrooms right now for the standards because we have staff we have a lot of stuff but these are now aligned to the new standards and are comprehensive and in some cases will provide our teachers maybe more updated resources than they've had at their fingertips in a very long time and the um conceptual physics is on hold yep until next year right and we'll explain why yeah uh president kaler it it's what happened was the committee of teachers who teach that course they didn't really see the book that they wanted none of the books that made it to that point really truly address their needs and one of the publishers had uh in kind of the beginning of this had hinted at a book that was something that maybe they would rather have and so in order to go ahead and and be faithful and true to the process it was more important that that we would go ahead and kind of restart with that group and take it back to the beginning and move forward so that we could uh honor the process obey the law and also make sure that the teachers got the book that they really wanted and so they kind of went into that with their eyes open knowing it might mean a bit of a delay but it's not it's not saying no and it's not saying never but it's making sure that they have the product that will work best for them president kaler members of the board my my passion and joy and love in in in teaching is curriculum and i will tell you having had over a decade experience of being a curriculum director in some way in some fashion publishers or sneaky individuals they're wonderful they're lovely but when they do have an opportunity to come in front of of teachers they will come with here's what we saw but guess what's coming and again it's nice that they shared what's coming and that might be the next best thing but if it wasn't part of our entire process that's a violation of procurement and we can't do that following the procurement laws so what we say is if you don't love it and you don't want it that's just fine we'll go back and and follow our process and include those resources in it so hence um we're not going to stop the whole group from moving forward we will adopt the ones where there is consensus on or those who have been deeply invested in this whole process going yep this is what we want move it ahead again this is going to go out to all of our our again we will add all of our teachers are going to see this again in a summary of this of this presentation anyone who wants to learn more no more to see to come see they can we will encourage our we will have our sites add the link to the website about the districts doing this come see it conceptual physics will go out again next year so we follow procurement and and again we're pretty excited about the fact that for the most part this was the most harmonious curriculum adoption i've seen done in a very long time particularly for us with science because prior to this year the end of the year the previous one they weren't so excited happy or thrilled so this was a positive experience and a real highlight for how we followed the procurement laws we followed our processes and ended up allowing for more people to be involved anyone who wanted to be can be anyone who still wants to come see can thank you for doing this i think it was a long process it sounds like it was i'm excited to not just see one name actually because i have heard in the past some feedback on that so i'm excited to see all the different names here of what we're doing i'm excited to see that conceptual physics will be um getting what they desire or they want or need all those words that they probably need and not just settling to me that's a big deal but we're not just settling and giving them you know we'll just do this for now i want to thank you and your committee please pass that along to anyone who couldn't be here tonight with us but thank you so much i'm sure the excitement was pretty big in the room i've had the pleasure of teaching at cooley middle school back in 2016 and i've seen those books in the content and i can tell you teachers pay teachers is going to take a little hit after getting some better content in the classrooms here and i'm sure it was an easy task because uh the standards for science aren't super clear on what to teach they're very broad and and it's felt in different subjects so i'm glad that they have landed on um vendors if you will people or businesses that they felt comfortable with i can't imagine how difficult that was to make sure that it was going to really fit in into that big bubble of what they need to cover um and it is interesting thank you for pointing out the different vendors that it that savas is how you pronounce it it's good it's in your middle schools and it seems to carry over into your high schools and then it kind of branches out to the mcgraw hill for the specialties anatomy and all those so that's i imagine that's going to be good to have be have familiarity with the middle schools and then as they transition to high schools that's that's really neat to see thank you guys for your hard work that's awesome president caleb member anderson you're absolutely correct our arizona standards are unique they're not they're they are unique and so publishers weren't written for arizona standards they were written for more of a national standard so picking the right resource that aligned the best that had the resources is why we wanted to involve and and and why you can't just pick one publisher and stick with it because there are strengths and weaknesses in all of them the good news is is that there is alignment and there are greater resources than there have been and that way this is a win-win for us um we talked about how no one can remember the last time this was adopted 10 years ago how often should it happen and is there a process moving forward that we're going to revisit this every five years what does that look like president kayla remember schultz excellent question one of the things that typically happens is that you have a rotation schedule you've heard about tyler talk about a funding schedule and sometimes what happens is what prompts buying new new resources is usually the change in standards and the change in standards is actually a multi-year process then resources come out and then they're adopted once once you want to adopt a core material usually it's anywhere between three to five years that you purchase that now you can renew that you may not go out for a new adoption if it's working and it's fitting and it's adopted and the standards haven't changed what you'll do is renew subscriptions um quite honestly as curriculum has evolved hence one of the reasons why one-to-one having devices is so important is that curriculum has been become more individualized to meet the needs of the learner which comes with a digital component so sometimes it's textbooks sometimes it's licenses that allow us to customize it so which is a challenge for adoption and you really have to track it because once upon a time you could use the old textbooks but after a certain point you keep track of it because licenses expire and they disappear so if your curriculum was reliant upon entirely so what you do is you budget carefully and you have a schedule which we maintain in ed services following this meeting we have a work study where we'll be talking about our stan chris center's curriculum instruction we'll talk about some of the the definitions we're going to also talk about the procurement rules that that bind us if you will but ed services maintains that so what you've heard us say social studies would be our next content area that we currently would adopt because those have had new standards and we haven't purchased new resources math and ela had an adoption um they re they purchased resources um we will not be going out for a new adoption what we would do is renew subscriptions to those adoptions that were working but we would do it in budgetary time so we maintain a calendar and it's individualized based on content and where we are with purchasing of licenses for when we bought the adoption so it is a well-maintained process in the ed services department that has been tightened up significantly and highly in the last two years um and we will happily expand upon this in our work study tonight dr oh sorry guys sorry and just i don't know is arizona or just for my own knowledge pretty much um arizona standards being unique in a good or bad way um great question so president kaler board member schultz great question actually it's a good thing because one of the things arizona has prided itself on is always being unique and one of the things over the last probably 10 years the arizona department of education has done is a beautiful accordion model with its experts in our state to look at them work with committees to refine them so that they are they are what's ideal for arizona or best for arizona they rhyme with national standards but they are some unique components because arizona has chosen to add some unique pieces that have come from the field and from the community but it is in our case a good thing the challenge is is that because arizona does not fund education like other states do textbook companies aren't quick to jump on creating entire textbook series for arizona because the likelihood of a district being able to afford it would not be worth their time so large districts or large states that spend a lot of money when texas does a new adoption textbook companies create new resources so here's your new unique standards that are great for students and teachers but we're not going to give you any money sounds about right just research okay awesome thank you just one quick question um is there an extra fee to use the online resources um president keller board member wilson yes it depends and what happens is this idea of this best and final so what happens is that there are uh sometimes subscriptions or purchases based upon these that depend upon so everything is not the same that what what what the cost per student is for seventh grade might look different than third grade or ninth grade but again it's appropriate for the resource that we're buying and one of the things you heard in that phase one was in order for it to meet our threshold it had to have certain had to be comprehensive had to have electronic components had to meet the standards because going back to textbook companies being savvy they'll throw anything they have in there if you might like it you might buy it and it may not align so there is an extra fee for us each grade level has and i'm assuming each one of these little different boxes on this divide previously depends on the resource sometimes it's included sometimes it's additional depends on the resources but we work on the best and final and in this place we're buying the comprehensive component thank you so board member wilson that was really part of the whole process that we made sure we understood digitally what they could get and if that would include a book how much it cost and i'm going to compliment ms garretson because she is working really hard on this best and final offer and i i believe we're going to come in under budget but that's not short changing what we wanted and this is a five-year adoption and like dr foley said we can continue that and buy additional licenses or resources but it was real real important that we understood how we're going to use the one-to-one piece with with every one of these going to the point though hence the importance of that timeline and knowing what you have and what you're going to do because from a budgeting standpoint you wouldn't want to do a massive a renewal and an adoption in the same year hence we have a timeline because otherwise it would be difficult to fund hence why we're tight and on top of that at this particular point any other questions or comments um yes this process has definitely taken a um a tighter step when it comes to processes and procedures i think one of the reasons why maybe we haven't heard from teachers and community members so much is that it's it's awesome and it's doing what it's supposed to be doing it's reaching the right ears and the right people are getting their hands on it i love that we open it up to the public and love the feedback but at the end of the day the loudest voices are our teachers they're the ones that have to put their hands on it and teach it every day and i think we've done a stellar job and including anybody that wanted to be part of that and again welcoming again them today tonight this week come look at it i know some of our math teachers like to see what's happening in science so i would welcome our math teachers as well to come and take a peek but again it's it's been a very tight tight policy and procedures followed completely procurement thank you so much um just different than in the past and i appreciate that i appreciate the fact that we're on this rotation we are staying on we are going to stay up stay on top of our curriculum we are budgeting mr moore i know is not here tonight but he's working hard in that budget area to make sure that we are funded for the future my only question is is taking on a new curriculum what is the timeline and this may come next month to us but the timeline of training the teachers in this curriculum just kind of give me a brief overshot view of how that looks for them president kaler it's really different vendors offer different levels of professional development that comes with that that was one of the things that we made clear in that scope of work that within that first year we wanted as much hands-on as possible so part of it depends on when those materials actually arrive but that'll be some of the work that i'll be doing particularly with kim morton as we start to build a schedule of specific implementation and follow-up professional development for these teachers so that we didn't buy something because it had a feature that we then don't know how to use or that we're not comfortable with and so it's going to be really important that we don't just accept the professional development from the vendor and we say well that's good enough off you go we'll certainly take that but we're going to incorporate an ongoing kind of care process that's going to go along with that it's just the timing is going to kind of depend when the materials come in and are available but kim and i have already talked about how that's really job one next year is to make certain that we actually get all of the advantages that were identified by the teachers in these particular products definitely thank you for that i know that i just waited um six months for dishwasher parts so i would really hope that curriculum is a little bit quicker than that and it didn't fix it so that's really disappointing um so again thank you so much for all that you've done on this process we very much appreciate you a couple of us have lived through previous adoptions and this is absolutely top notch has been done every eye dotted every t crossed and we appreciate you all okay we're gonna move on next up i think we have mrs martens with a benefits update good evening president kalar vice president anderson members of the board my fellow colleagues as well as our higley community i'm here to present a high-level benefit update part 2 from our march 9th meeting that we had had so as the request of the board we're back here to talk about some of the ancillary products that we didn't have an opportunity to talk about because we didn't have all the full details at our march meeting we had the primary details related to the healthcare products um for medical but not the ancillary and or sometimes called voluntary products so as just a reminder we have kairos who is starting with us effective july 1.

so let's get a little insight i personally have no problem raising the daily rate as well this is something we should look at the budget because we've got to look at are there a thousand 1104 days last year that we had subs so i guess that would be it do we know of the 1104 days how many were long-term how many were straights up um i think he has it broken out on the other with how many were here for more than that in this packet or was that in last month's with how many were here for more than the 20 days i want to say it was five we didn't really have anything in our last packet that was just something that i brought to the attention sure of him doing a little study on the survey that's something that we can definitely get i know that he had worked on those numbers so so if they were all just just daily rate and at 120 dollars it would be a 22 000 increase increase to the budget so honestly i mean coming from where lisa is where adam is i think i would suggest we increase the straight sub pay to 120 a day and go with the recommendation on the 170 for the long term what's everybody's feelings on that i'm okay with this yeah i agree with lisa and adam do you need somebody to make that motion are you making that motion i can but i'll make that motion all right perfect would you be the hero what's that let you be the substitute the hero for the day and i'll second the motion perfect so it's 120 and one so 124 strikes up pay 170 for long term and that actually puts us in the highest if not the second highest on on the scale so we're gonna we want the best all right so i have the motion and a second kimberly can you roll call please yes right yes lisa schumacher yes tyson search yes yes all right i think y'all thank for the subs for the work that you guys do much appreciated all right next item all right permission to sell bus number 15 which is a 2009 bluebird 77 passenger bus with roughly 47 000 miles um so on the previous two buses that we've sold we actually came out um very well in compared to what we thought we were going to make on those buses and so this current bus number 15 has quite a few mechanical issues and the estimate to repair those is quite high so seeing that we did well on the other two buses the administration is recommending uh or asking for the permission to sell this bus as well in the same format every little idea we we wound up netting nine times what we were going to accept on a trade-in value by putting on online auctions so that did work well and actually our buses had the one had a caterpillar c7 engine which is really undesirable and the other had a blown head gasket so with the two issues we had i think that was yeah i think we did it very well and we like to make a motion to get rid of our last problem child bus make that motion thanks scott second second at least a second all right heroic options right yes yes yes tammy hines yes yes motion carries uh last item is the approval for the intergovernmental agreement with dupos community school district number 196 regarding the joint transportation services sure so this kind of came about this year we have german one students that are coming from dupo they come over we have it set up it's mr nickerson's first hour obviously they're moving to german too and we won't need them first hour we probably need them second hour um but we also send our rotc students and the emt students to dupo um so what this intergovernmental agreement would allow us to do is when our bus goes over to pick up the rotc students it would allow us to bring back the german two students and then dupo would come and pick those students up at the end of the day um so it's really just helping each other out and going through it that way any questions discussions comments would be like to make a motion to approve the intergovernmental agreements with the dupont i'll make the motion thank you tyson jury second oh second and your second myers yes all right on to item nine which is our discussion items start with our facility study um so just kind of an update um the city is putting together an accident report for us from that route 3 section there kind of that stretches between the high school and the middle school and then we are including that and we're writing a joint letter to idot from the city and from the school district requesting that additional access road that be added in with that one-way turns only that would help cut down the traffic at the high school so that's that's where we're at the city's putting together their stuff to help strengthen our our need for for this extra turn route great questions all right item b is individual board member comments and we have anything they would like to contribute or say here yeah i'm just going to say so you know i just wanted to thank the the arts department you know attending the different musicals the middle school the high school the band concerts that went on all of that that happened over the last month i know the logistics for that it's not easy getting the volunteers i know that you know there was some hemos pizza that was uh used for some high school students to run some audio visual stuff you know that's just the kind of ways that you know some of our folks are getting it done so as a parent and a board member i just wanted to thank you know the band the choir all the arts for what you guys keep doing for our kids to keep the days enjoyable and continue expanding that learning opportunity anyone else i wanted to thank april for her years of service and good luck in your new thanksgiving thank you anyone else all right president's prerogative i want to echo lisa's remarks to april appreciate all the dedication and hard work you've done for the district and uh you've been a real rock and i know everybody's counted on you and and you will be missed so thank you thank you very much i do know a lot about buses now [Laughter] i wasn't well worse than that i wasn't in your education wasn't it no but it's a good it's a good department steve and brenda in the past and now we have abby they will you'll be in good hands so yeah perfect and i told april to keep her phone close by her one thing i'd like to do is address the public basically the board can't comment on comments that that come in where no one of us has any power by ourselves we are only a group and we have my opinion doesn't matter we're only have an opinion we're all together i can tell you that we have a fantastic board this board is here for the right reasons there are no personal agendas there are no hurt feelings there are no vendettas against anyone the problem is we hear all sides and we want to hear all sides and we will always hear all sides but it doesn't mean just because we hear you doesn't mean that we're always going to side with you so there there's always three sides every story your side their side and really what's in the middle usually you guys have have entrusted us with your faith to see the big picture to spend the time to get into the issues and that's exactly what we're doing we're all acting in the best interests of this community and not one person on this board has an agenda or a personal issue whatsoever so um there's just some items we can't discuss i wish we could just the way it is so that's i'm just gonna have to leave it there all right um and i did create an executive session earlier so uh we're gonna have to join into executive session for and i gotta get the glasses on make sure i get this right for the purpose of appointment employment compensation discipline performance or dismissal of specific employees of the public body or legal counsel for the public body including hearing testimony on a complaint lodged against an employee of a public body or against the legal counsel for the public body to determine its validity validity 5 ilscs 120 slash 2 c1 and the other one doesn't apply tonight so we're not going to read that one i'll make that motion promotion by scott we're second oh second second girl call please yes yes adrian corey yes fred meyer yes scott middleton yes mr yes okay we're going to enter into executive session um we do have an action action item as a result when we come back out so if anybody would like to hang around and come back in you're definitely more than welcome all right perfect we are concluding our executive session during our executive session we reviewed um items that were taken out of the consent agenda for the assistant principal and of the columbia middle school and the principal of eagleview so we had the discussion based on that and that brings us back to item c paragraph e and f i believe are item e and f excuse me which would be a the approval of you mentioned normalcy is returning and it's been a couple years since we've been able to be up here and speak to you and share with you this program college connection is a partnership between chico unified and butte college and i work with our seniors from pv and chico but we are housed out at butte college this is a program that provides students with college immersion in their senior year and there are a lot of great programs and students participate in concurrent enrollment and have access to chico state and butte college but beyond earning college units for free college connection students get to spend their senior year navigating a college environment and learning about all of the things that are different about the college academic environment from the high school academic environment and the goal of the program is to allow a diverse group of students with a wide variety of gpas a wide variety of academic goals major goals college goals and career goals to go out to butte college and to have the experience of being in a more autonomous academic setting and make choices and choose schedules and begin to meet with professors in office hours and use college resources and do all of these things that they would hopefully do after they graduate but maybe don't have more than a one-day orientation to try and expose them so this is a year-long orientation and not only do i get to teach them but i get to support them and advise them and help them reflect and just really leverage their strengths leverage their experiences so after they graduate they can go out and they can be successful college students whether they stay at butte college or they go directly to a four-year college like many teachers i could go on and on and on and tell you about all of the students that i've had the experience to work with since 2007.

you know they're a pooling entity that represents public entities and for us one of the biggest things in this process is the fact that it's the buying power that we have and because we are going self-funded we get to maintain our own independence within this process as we move forward so as we talk about the ancillary products um the biggest areas in terms of that are dental and vision so we have other items that are tangent to some of those components and that's in terms of health equity for our hsa as well as our fsa the health savings account and the flex spending accounts and then metlife will be the carrier that will utilize for all those other items in terms of basic life which is district paid and that ranges depending on the employee group that you're incorporated in whether it's via contract or policy supplemental life ad d short term disability and other work site benefits and i'll talk more in detail about them as we get to that point in the powerpoint so outside of i'm actually going to go back one so outside of uh these ancillary products other things that we offer real quickly is that there is going to be a change into our employee assistance program and that's available to all benefit eligible employees and that's going to move to com psych so our current employee assistant program is by the holmen group so it's the same setup six sessions when the employee calls it can be for lots of various reasons whether it's works place stress other financial components and or death or a limited time and opportunity maybe setting up wills or trusts or things of that nature as we look at our first item in terms of delta dental i'm just going to talk about the highlights so this plan is almost identical to our current plan i will say something that's a plus is that the rates are a little bit lower and the biggest difference here really is the fact that there is going to be a maximum of orthodontic services to our children or children of dependents of the plan that are 18 to 19.
