the bus is still in good shape they go anywhere between 10 to 12 years a lot it depends on how many miles of us we got a couple buses that drive all day long and so their typical lifespan is a little shorter so i'm sure after 12 years they've started that one times with approval tonight since it's such a long delivery period we just signed an appeal or purchase yeah and then so once you approve this then i can go in and fill out the purchase order and there's a section that says ask if this has been approved by your board to purchase the new buses all in favor say hi and recommendation to approve the school board appointment of the non-voting member for the county redevelopment commission i believe that's you i'd love to okay i'm voting but you have every opportunity to interject your thoughts it's it's a good group of people i'm willing to accept it which hi we have no unfinished business or board policy public comment on anything numbers

3.7 of that is because we borrowed so much less in tax anticipation warrants this year our larger cash cash balances going into this year just led us to need to borrow less money to get us to the tax draw that we usually we we do every january we borrow tax anticipation warrants the debt service fund is the same way so the variance in the debt that service fund we borrowed about 2.5 million less this year to get us to the tax draw to make sure that we can make our semi-annual debt payments happy to answer any questions you might have about the first quarter's financials questions no anyway that was good news so thank you all right we are on to our items for approval dr roberts thank you dr shed i have a few items for your consideration starting with the minutes of the regular board meeting from april the 4th we did have two meetings in one evening april the 6th an executive session followed by a strategic planning session so asking for approval of those minutes you have supplemental contracts in your packet as well as field trips and professional leaves and approval of school fundraisers additionally the claims in payroll uh the claims from april 25th that uh accumulate to about 1.5 million dollars and then a pre-run for the month of march march 1st to march 31st that was a little over 2.4 million dollars and then we have uh payroll that is from april the 8th that covers the work dates of march 26 through april the 8th it's a normal one but due to spring break there's only a one week pay for support staff so a little bit less that puts us at about 2.9 million dollars for that particular payroll and then we all also have the second there is social studies resource adoption at the last meeting you had a presentation so kind of a first reading of those resources we also have we're asking for your permission to award food service bids for milk dairy dry goods frozen products frozen products and bread products as well as an increase in school meal prices of a dime and then student handbooks you had a lot of reading to do in those student handbooks so we have i know some administrators here in case you need to ask any questions about that a quick aside in regards to the student handbooks i have created a page of just some little edits here and there that we might make but in terms of content or content all very much well we need to get approved and we can make any formatting changes or anything else to documents and whatnot after this and then the last one up there is to uphold the expulsion examiner's determination regarding a student discipline case and at your places there is a letter in regards to that from the family so just wanting to make sure you have that information and those are the items that we are asking for your approval all right thank you so do i have a motion for approval of 3a through i um as they've been presented to us thank you mr bryant is there a second second thank you miss day hoffman just had for clarification doctor said through jay i think we said i there oh i'm sorry i was reading yeah we edit that yeah gotcha it might just amend that motion in a second to make sure we include [Music] jay are you okay with a through j mr bryant yes thank you and second my amended motion thank you my bad i was reading these words all right any questions for these items quick comment it's uh it's it was nice to see a healthy list of uh field trips on there uh and you know yeah yeah yes life back to semi normal hopefully yeah even we had one i think was really on the ball because it was a 2023.

pending any questions i'd like to submit for approval yeah just a i know last month we approved transferring some money over to a different bank yes yeah about it obviously that's what happened yeah what's what's tom what kind of time frame looking sure yeah um so when i go to close out april you're gonna see um some you know transactions on your depository statement on that that transaction actually took place at the beginning of april okay so when we go to close out april and we show you all that information at the may board meeting you're gonna see that balance in that bank it has happened yes it has so but thank you for asking it has happened and you'll see that that activity on the uh the may board meeting perfect thank you you're welcome can i get a motion to approve the consent agenda i make the motion to approve the cassette agenda i'll say that give a motion in a second all in favor all post motion passing next item on the agenda is reports first from assistant superintendent dr fred yes so a couple of exciting things i wanted to share with you so for the last 18 months to two years we've been doing a lot of professional development and work and teacher training around the science of reading and i know i've talked about that a lot but all that hard work is going to pay off because by the end of this fall every single one of our k2 teachers our classroom teachers will be licensed or certified ido reading specialists so because of all the work that they've done during our professional development they'll reach the criteria so they'll all be certified and what's cool is i don't know anyone else in the state that has that um and so because of that later on this summer um gcse will be highlighted by the ido and the indiana reading league with that um and while that's great for you know our teachers to have that certification and it's you know a great pr thing for our district um you know the big thing is our kids are gonna benefit from that with all of their special skills and learning how to read so i'm really excited about that um and then also tonight we have some exciting things happening at tz this fall some changes coming so i've asked mrs rhodes to share those with you so mrs rhodes whenever you're ready and i know think mr hill corey's gonna get me up there thank you yes okay so i just kind of made some slides here we'll just kind of go through them really quickly and then you can keep this to take notes or ask anything you would like so our next steps moving forward so so we put some i gathered some data obviously we have lots of data floating around we just tried to make it something that would be easy to read so we do nwa testing three times a year fall winter spring our spring testing will take place here in a couple of weeks but based on our testing that we did this winter it was determined that about 52 percent of our third graders scored in 50th percentile or higher we look at kind of 50th percentile as an indicator of passing i read or i'm sorry i learn fourth grade about 49 and 5th grade about 56 those numbers are a little bit higher than they were last year so we're moving in the right track our goal you see we're we've got some work to do uh 80 at each grade level is what was what we are going to be working towards the next slide so last year uh right we are heading into ilearn right now our third graders tested last week and our fourth and fifth graders are testing starting tomorrow they're all very excited um so last year uh you know a year and a half two years into pandemic and some of those gaps that we we have had we noted that our third grade 36 percent passed ela 46 to past math in indiana the average for ela third grade was 38.7 and then 48.7 for math so we're just under the state average in third grade um but again i think we're moving in the right direction fourth fourth grade 33 and 35 and then those state averages are there um fifth grade 48 and 47 and we are above the state average so that's where i want to kind of be a little cheerleader here because that is two years worth of or three four years worth of now wonders and eureka so having good strong curriculum and having something that everybody in the building is doing you know it doesn't happen overnight it takes it takes a while and the primary kids have had those curriculums and have built up and so i think here in fifth grade we've started to see see our results and i'm confident that we're going to see similar third and fourth coming in the next year or so so that's just a little bit there i read we have been consistent the last couple years with about 79 percent passing the spring test the one that we did right before spring break after we did remediation and we retested last summer 83 percent passed and we will retest again on june 16th after doing remediation the entire month of may as well as summer school june 16th or 6th through 17th our goal is 90 passing i think we are more than capable of that um with summary tests so and with the remediation plan we have in place uh starting in may i think um we're gonna hit some really good things so okay that's just kind of where we're at right now so now blasting into next year this is going to be our theme for next year um so getting ready and we're going to change some things into some space things and spruce things up a little bit from from what we've been doing the last couple of years so we've got a lot of things going on first corey we're going to be switching to a model card departmentalizing in fourth and fifth grade third grade will remain consistent because departmentalizing is not recommended for third grade and below and what that means for departmentalizing is our teachers are going to be put on teams of two and they are going to be given time to obviously help us increase achievement scores but also letting the teachers um grow in kind of an expertise in an area or two instead of having to learn other curriculum pieces and focus on all of those things we are going to have one teacher will be ela ela and social studies and the other teacher on their team will be science project lead the way on those stem things um so in within each grade level we will have three teams of two okay um all of our fourth and fifth grade teachers will be delivering our sel curriculum which is second steps um just for those social and emotional learning things uh just so that way we keep a very consistent language in the building with that and every teacher is using the same terminology and those kinds of things okay so that's a little bit about departmentalizing as dr french has been talking about we have been knee-deep in science of reading and science of reading if you don't remember is very scientifically based about reading and issues related to reading and writing and there are two primary components word recognition and language comprehension i like to think of the analogy it's a math analogy actually for reading but that we've learned from our reading specialist jamie piegler who's been coming in and doing some pd that if you think of each of those components as one if you have word recognition which is decoding and being able to sound out words all of those things if you have that but you're not good at understanding language either written or listening verbal then 1 times 0 is 0 so you're not going to be a good reading comprehender same as the other way if you're a good listener you can take in information but you can't decode then again it's 1 times 0 and you're still at 0.

now it's 7 and you can get twelve fifty back so it's still twenty percent credit so you can do more now so because of cost of things like that so so don't quote me on if it is five thousand yet because you get a thousand dollar credit or if you put 7 500 now to be a 1250 credit um house bill 1251 various education matters allows school districts to hire teachers like they do in college um that's not nothing something that we necessarily want to do but yet with a teacher shortage that's kind of what's um happening in some districts we haven't done that well i mean it's just a new law but that's something that's a little bit interesting um and then the other one that we're going to really follow and watch house bill 1093 these are all bennett enacted they have all been signed by the governor um this talks about e-learning days and how that's going to be uh how they're going to be limited um how many you can have but yet have waivers so nobody really knows uh necessarily what that waiver is going to look like and how that's going to work so we're going to we're going to follow that very closely right now they're saying the limit is three and it depends if you're synchronous or asynchronous if you're a synchronous um they don't count towards the three but they're asynchronous they count through the three did i say that right yeah they count towards the three and so if you have others then it may not count but there are waivers so we just don't know what that really means though is that waivers for other professional development or is that waivers for like weather and so we'll have to find that out but right now our calendar last few years has only been three anyway as far as the professional development so if it's just waivers for weather then we should be okay um and that's all i'll share right now but we will continue to look at all those bills the 34 bills or whatever there are 33 um new ones to make sure that we're in tune with all of those and i'm sure our school attorney will help us out whenever we need help one of us to so that's all i have for tonight all right we'll move to the curriculum and the instruction report uh mr greek yeah last time i we met we talked about social studies um i want to let you know that we've had parents look at the books and we'd actually have members of the public living books and they both came back with a favorable response they were all uh if i can remember the quote it was pleasantly surprised about how unbiased the books were and so of course that's how we chose them to be so we're happy to hear that uh and we now will be looking at math textbooks and so i've given you their list of the different vendors that the teachers have chosen um you'll see k to five they're still debating between the two we hope to have that wrapped up but as with social studies we'll have these out here uh for any member of the public and so if they want to come check them out we encourage them to so we already have the high school copies out here we should get the elementary ones by the end of the week we're hoping by the end of next week for sure so when did you say the approval for the final board approval would be for the social social studies books oh i hope to bring both to you on april 28th okay math and social media yeah now if mr q favorite creates a new board meeting i might try no um [Music] that's it okay so we'll go to new business we have a recommendation excuse me to approve the southwood elementary school sixth grade students and staff to transition to southwood junior senior high school starting with the 2022-2023 school year i'll let you speak to that yes so we have been starting this discussion even last year when we started with or adding some of our preschool classes where we've had some increased enrollment we knew that there might be a situation we need to look at and so last year we started discussing it and then we started in earnest starting this year with principals and administrators then we went to uh teacher meetings in november um also a parent meeting where we actually had the parents coming to southwood junior senior high school and we showed them basically a slideshow about some different situations that we were thinking because we wanted to get their input and typically uh everything was positive there were a lot of questions though which rightfully so when you move sixth grade up to a seven through twelve building and uh we ended up saying that we would make a decision in february uh to bring to a school board meeting in march which we did and after all the conversations i'm talking to the teachers again and talking with the administrators looking at everything to see if this could happen then that's the recommendation obviously the rationale that right there in the middle basically is that we need we need more space and so we do have more space at the junior senior high school at southwood and we've added you know really a couple sections and we will add more sections this coming year too because of the number of students that we have so that's the reason why i think a lot of people wouldn't just know what the plan is so the plan there i listed kind of a format you know three sixth grade classrooms will be grouped into close proximity with each other you'll actually be in the hallway the front hallway is what we call it would be down closer to the west end of the building but in that front hallway where the high school office is in that hallway sixth grade students will have different passing periods uh that's through the seventh and through twelfth grade so we don't have to worry about that situation sixth grade students will eat lunch during the seventh and eighth grade lunch period but be separated from them even though at some point that might even change because there are a lot of schools that actually have six seven eighth grade um eat together um and they do a lot of other things together too sixth grade students will have have a recess though that's one thing those ask about but they will have a recess uh our seventh through twelfth grade they don't have recess right now that our sixth grade will continue to have uh they'll have the regular special classes during southwood's homeroom period with southwood high school teachers sixth grade teachers will receive their preparation period during the homeroom period and an additional time during the students recess time to kind of match up and correlate with the same as what typical 7-12 teacher would have and then if the recommendation is approved further details will be discussed and worked out there are some things that we have to continue to work on but it has to be approved before we move on with that but i really have lots of conversations lots of notes um and i feel like this is actually going to be a good thing in a lot of different reasons um and uh we're ready to make the move so we make the recommendation for that move to happen uh for next school year if there are questions okay so they'll be on the south hallway towards the west correct okay so that has recess they go outside then they can go outside also we'll have we'll be able to use the gyms which will be nice because the gyms are large and things like that um one thing that we are looking at we we won't have any the only playground equipment that we may look into is doing like a gaga pit a lot of middle schools have but other than that you know we're not going to recreate you know swings and things like that but but they will have an opportunity to have a big gym i mean you think about southwood elementary how small that gym is and the tile floor and how slick it is and now they have a big gym with a lot more room so that will be better especially when you have the nasty weather like today so there are any teachers moving over there right the sixth grade teachers yeah that team unless there are changes you know with some sections moving there might be some teachers that could possibly move don't know if that's going to happen yet or not and if there's an interest or not but there could be a possibility of that but yes those teachers um i mean the sixth grade teachers will be moving out they'll be using the restrooms on the west hallway then yes okay that's good yeah and like i said they'll have different passing periods um we discussed back and forth but we are going to go ahead and just let them have lockers we were thinking about possibly doing cubbies in the classroom um but we have enough locker space in fact it used to be actually everybody has their own locker right now we still might double up a little bit with uh junior high but in the past it used to be we had so many students obviously they had to share the only people would not share with the seniors but now everyone has their own locker now that will change a little bit next year maybe some junior high kids will have to match up not quite enough to do all that so we feel like one classroom of three-year-olds and [Music] next year we're looking at having two of four four so we only have one right now we'll have two and then we're looking at having an additional um fourth grade classroom right now we have two sections but all three sections because actually you know there's only two sections so you think about fifth grade but now the numbers have jumped up quite a bit uh during the year the fourth grade teachers did a great job going out uh recruiting more students because that class kept on getting larger and larger and so um we will have basically three sections in all grades k through six except then of course like your littles you said that three year olds will be one section and the four year will be two sections i just wondered how early when you think about this registration period you think about okay how young they are right now and so they they may think about it differently this summer too and they want to be a part of it they're tired of it that's exactly right other questions though i'll make a motion to make this change sorry okay i have a motion a second to approve the recommendation to move southwood elementary sixth grade students to the junior senior high beginning next school year all in favor say hi bye next we have a recommendation to approve the revised 2022-2023 junior senior high school account and i can just tell you it doesn't really change that much when you look at calendars and when you do things in excel how this is done mr mcdivitt actually does this sometimes things autofill a little bit differently like autocorrect you guys have had that situation maybe in the past i have um so some of the days for example march on the old calendar had march 1st on tuesday and march 1st is really on a wednesday so when you look at all those different things it messes up everything and so that was caught um by one of our staff members uh the numbers were right it's just that the counties were wrong so nothing's really changed except it's the right calendar for the right a second to approve the revised 2022-2023 might do your senior high school calendar all the papers [Music] public comment for any items and i think that's probably a smart idea to put that before we take a vote on anything yeah it was interesting though the first bill that did not have it in there though that was the household senate building thought on the reminder but that also said that comments from people in attendance yes so we would probably be moving to strike that from the language to all facebook comments just to reiterate that there might be comments we'll probably even answer them but we're not going to take the time to do that during the meeting let me just rephrase that again um so uh any items from board members i just had a question on the movement of southwood this is already thought meeting that northfield or should we consider that being keeping both schools yeah that was a good that was a good comment there's there are other um in other words we do have the rise classroom at northfield also so that and there are more students at northfield and so it probably would not be as feasible to do that necessarily right now we have uh don't quote me on this but a rough estimate there's probably about 50 55 students more at northfield than the south one plus they do have the rise classroom so that takes up another classroom but yes we did consider that and thinking about that also but since we have the two elementaries too and we have enough space we still have a space and that consideration was considered but it felt like it wasn't something that we needed to do we had made adjustments for third grade because the maryland preschool was already much more yes so it has made some changes but just not quite the same level right i wanted to come in in your presentation and also the interesting part about the positive comment about working with kids that they hadn't worked with that you were willing to mix that up because speaking from an introverted point of view that likes just to be around the kids that you're comfortable with that's excellent you know there's always that the ones on the fringe that don't feel like they're part of friendships with other kids and that's that's really cool and and the kids made that comment yeah they said they they learned more from [Music] being the people they didn't know and i think that goes to pull them out of their comfort zone because you can see the kids who don't typically volunteer class or offer anything or the ones who participated the most which was there was a couple of one of the girls in my second switch she could not wait to get the coping done and make it she was the one that would not let anyone else touched the little spiro and it surprised me because that's not her typical personality so yeah that's great i like it the other riders board members okay

so both of those pieces have to be in place in order to have kids become good at reading comprehension so we are currently providing staff almost weekly with some kind of a pd whether it's at plc or during our weekly collaborations sometimes after school things coffee chats webinars those kinds of things to get ready and start continuing this into next year so our 22-23 school year is going to be heavy into these components we actually have somebody coming next week that's going to model a whole lesson for all of our reading teachers so that we can then kind of restructure our reading time away from the traditional language block into more of the science of reading program and then we will also add writing a writing component called science of writing and we'll look at that starting starting first semester and kind of make some changes there coaching and modeling with with jamie piedler our reading specialist as well as some changes we're going to do with with kathy asbell and myself and our teachers will be doing teachers modeling and coaching lessons with each other and as well as kathy and i doing things and then mrs keeper coming in as well so this is what is kind of being given to us by the doe and so mrs peepler's also been sharing this with us and it just kind of is it's just a visual for how all these pieces fit together so you've got language comprehension that is made up of background knowledge vocabulary language structure verbal reasoning and literacy knowledge and then that word recognition piece with phonological awareness decoding and site recognition and those kind of weave together to make that rope that we get to have be a skilled reader so it's just kind of a nice visual and the doe is looking at that as well so we're a little ahead of the game i think dr french has mentioned that we've already been planning science of reading things and i know when we got our i read scores back the state sent a three or four page document on tips for remediating and it all had to do with science of reading and looking at it that way and we were just we're already on that so we felt pretty good about that um some other things just just kind of really quickly we're going through and we're going to be getting a lot of different resources and kind of revamping what we already have first we're going to be looking at some new spelling and word recognition material so prefix cards suffix cards a spelling program that's based around rules so we won't be really asking kids to memorize lists of spelling words we'll be helping them understand a rule and then asking them to apply it our wonders reading program we have that for at least another year so we'll still be using that as our core reading program but we'll be supporting that with some other material that's a little bit more content rich i'll talk about that here in just a minute and then writing again continue with what we're using right now which is a common core writing resource that we've enjoyed using the last couple of years but then as we learn more about the science of writing and what what different ways we can be doing that we'll transition to that science and social studies is where we're going to see a real difference and we are going to be looking at some resources with a site called core knowledge and then project lead the way industry science will be a supplemental it's an online digital science but we'll be looking at really building background knowledge and content knowledge in content rich subjects for kids and those high interest things so that will be a very strong component and we're going to be the big piece here is that last couple lines currently fourth and fifth grade third grade does this as well continue but fourth and fifth grade they alternate between science and social studies every day so we have a social sciences time so they get about 45 hours of science and about 45 hours of social studies throughout the year and they are going to be getting 90 hours of each so that will be doubling because we're going to have a built in everyday science and social studies time and then i don't want to leave math out we use eureka eureka has come up with a new program called eureka squared that i kind of like eureka 2.0 better so i just call it that they have given us the new pacing guides some built-in assessment days which is going to be really nice because they give us about 180 days worth of lessons and then you're supposed to assess as well and there's just not time so you have to pick and choose so some of those days are built in there's a digital component that we're going to be having access to that will give us some benchmark testing and assessment as well as providing teachers with the material that they need to remediate and use in the rti process with math and then lastly we're going to have a building wide math backed fluency program i'm not exactly sure what that's going to 100 look like i've got a couple of ideas but i don't know about you but i remember you just learned math facts i was just a given you knew it and we still have fifth graders counting on fingers um and i see that in print so we're going to backtrack a little bit and it's not going to be a digital game it's probably going to be a paper pencil timed kind of thing but we're going to make it a building wide initiative to get everybody learning their math facts so next year it's going to be a big year obviously change brings about a little bit of nervousness lots of questions so we are going to be very intentional with our plc and our collaboration times looking at lots of data looking at curriculum instruction providing times for teachers to have lessons modeled and see how things should be and then we'll also start some discussions on breeding practices as well that's what's going on just don't give us a math facts test some kids really like it and so we have some classrooms that are still doing math time tests and any time if i walk in at the wrong time mrs so i know this is like with the whole curriculum and everything but just curious about reading in general so i know um so like when i was you know a little kid i just i loved reading and so i just wonder about programs or or anything to kind of spark you know i and i think some some kids are going to want to read like crazy and some are but um anything to kind of kind of spark just that just reading on their own outside so we encourage parents if kids are having trouble and they just don't seem to have an interest to to let kids read anything read a comic book read the newspaper read this you know the sports edition um we have if you haven't been into tz or dear meadow or with that we all have the book vending machines right now and the kids love that and that has sparked some interest in some kids being able to come get a book but there's lots of we use epic also which is it's an online book service and kids read books online so it's kind of like a nook or kindle but it's on their tablet but we just really encourage parents to have kids read anything and even if reading to them you know i know tv we do a lot of you know kids should read every night for 20 minutes but that doesn't necessarily mean the child has to read parents and that sometimes will spark some interest this core knowledge program and that resource will be very beneficial because i think it hits on a lot of high interest things there's a lot of things on you know american revolution american history science kinds of things that there's non-fiction topics that kids really get into it sounds a little bit like the teacher is going to be able to specialize to an extent into like a couple of fields yeah especially fourth and fifth grade um they will be either ela and social studies or they will be science and math so that's going to take take some things off of them but let them really be able to dive into some of these new things it's easier to be an expert at one or two things than it is of five or six steps sounds great thank you thank you thanks it sounds like that k through two reading program with everybody being certified it's gonna lend right into yeah that's the score of going up right that's the goal and then we also have some summer pb set up with our middle school english teachers too to kind of extend that up all right next is superintendent report yeah so just give just a couple of uh updates this month obviously we're still working to finalize our numbers from kindergarten roundup that took place um earlier this month and we'll continue to track down uh the buildings will continue to track down kids between now and the start of school so so we can really kind of begin planning for what those classes or what those numbers look like so when i get those i'll share those with you exciting work taking place on the building project obviously we see a lot of visible change now i think just either today or yesterday a second construction trailer has dropped off definitely appreciate everyone's patience and cooperation especially our parents and our high school student drivers as we change operations and and procedures um relatively soon here within the next week or two we'll lose our main entrance um to the high school and so they'll punch through the temporary main entrance which goes right through the guidance guidance department and that will serve as the main entrance until the the main work in the front of the building is conducted a lot of the teachers in the first part of the building have moved out of their either classroom same thing with the media center and then at the end of the year here we'll lose some areas at the back of the building so our teachers and building ministers have been doing a good job working together communicating we're still kind of working through what some of those unintended consequences or challenges um might be um but just and again um continue to communicate with our with our parents as we uh as we tackle this journey together but nonetheless exciting times for our for our school and community and then obviously last monday we approved a reward of the contract for the secure entrance and building envelope project at tz to deal with some of the moisture and humidity issues and just overall heating and cooling the outdoors so that work will take place either this summer and into next year it's we're on track we think as long as there is not a supply issue to have the secure entrances in each of those buildings complete by the start of we're still working with the middle school focus groups to to develop out plans for the updated science classrooms media center space and secure office century suite but again that's exciting as well so continue to move right along uh right along with that um and i cheered with the board and you'll see here highlighted at the end of the month but we're very proud of miss amy berry who is recognized as a wthi golden apple award winner and so it's already understanding that wthi will be highlighting award winners i believe the last week in april is that correct okay so but that's a that's a huge honor and i couldn't think of a more deserving um individual for uh for that she actually will be featured on friday even better great so we're really excited about that and thank you for writing that article jared and then we celebrate the wonderful staff that we have at gcsc next week with a week filled of activities celebrations and raffles because here we choose to celebrate everyone during the same week rather than during the individual week or individual days throughout the year so a lot of good things taking place and obviously moving towards the end of the year yes indeed okay okay great item on the agenda is old business and we have no old business which brings us to new business and the first item under new business is an approval request for the 2022-2023 [Music] school psychologist intern yeah so special thanks to uh mrs sullivan for arranging this our current school psychologist is working towards retirement and kind of easing slowly transitioning to retirement and she was able to line up an intern from indiana state to help assist dr ayette with some of the duties and so we have a proposal in here that we're seeking approval for um and there's no cost to the district she'll be supervised by dr ayat and hopefully be a good experience for her at the same time assist us sounds good to me more help the better so i'll make a motion to accept give a motion a second all in favor all right all opposed motion passes next item is an approval request for permission to hire summer bus cleaners yep so mr clearwater uh is wishing to basically kind of take care of the annual duty and just line up some extra help to help clean our buses that take they get plenty of views throughout the year and uh are in some dire need of cleaning so i would recommend that the board approve of this request she'll move i'll set for that okay we have a motion and a second all in favor opposed motion passes next item is an approval request for to declare items of surplus yeah so as is customary we have a few things that have since been replaced that if possible we'd like to be able to sell to recoup some funds or at minimum donate them as as a means of disposing them and so in your packet we have some old high jump pole vault pits which i believe mr greenlee has lined up a seller for those and then in cleaning and preparing for the building project in macanal we have some old swimming lane dividers some extra diving boards and a extra timing system for the scoreboard those are all we don't we don't need and we like to be able to sell them or donate them and so this completes a step that we need to take care of so it would be my recommendation or declare those items of surplus make a motion a second okay we have a motion in a second all in favor all opposed motion passes next item on the agenda is an approval an approval request to accept some donations several of them first one being from putnam county community foundation to the greencastle high school of decath in the amount of 225 second is putnam kind of community foundation to greencastle high school baseball in the amount of 2500 third is fm reed scholastics to green castle high school the amount of sixteen hundred dollars next would be the jack and shirley dalton trust to a student at greencastle high school to be named later in the amount of two thousand dollars mary allison children's trust to greencastle high school in the amount of and the mary allison children's trust to the zonicus intermediate in the amount of 2978 dollars and two cents it is so can i get a motion to approve these donations i will make a motion okay i have a motion in a second any questions for the quick match says that's over eleven thousand dollars of donations we just got ourselves thank you thank you okay let's vote on it quickly for some chances okay all in favor aye all opposed motion passes last item on the new business is the first reading of the 2022-23 building handoff yep so again another customary end of the year activity no action being taken this month just a first reading and to catch any technical corrections and we'll bring those for approval next month it's already okay great um next item is other business does anyone have any other business no i just have a question i know i ask this all the time but how's the how's the dog what's the dog doing that's um i briefly asked about this the other day and i don't have an answer but when the legislature said it was only three e-learning days allowed unless there are special circumstances are we going to have to re-look at our schedule or how we yeah we're wait and see because even in the we were supposed to get guidance from the doe in their weekly memo last friday um but they even they put a little one-liner in there that they're not quite ready to give us any guidance so let's wait and see yeah so to be continued one of our students uh mr hertenstein i believe is the name he had his name up on times square that's pretty cool for doing the finance stuff for the younger kids so yeah yeah i wasn't aware of the times square thing but i know fox fox 59 came in and they did a nice piece a nice story yeah he ended up going to new york he's pointing up and if you look at the very very top one you can see his picture up there it's pretty cool that's cool congratulations to him okay anybody else okay next item on the agenda is adjournment can i get a motion make a motion i'll say okay okay motion in a second all in favor aye all opposed like motion passes thank you all for coming this evening you

live stream will include the 1 30 pm agenda for the committee on education and as vice chair i am chairing the meeting due to unforeseen circumstances our education chair may be here later and then like the event that we have to abruptly end this hearing due to major technical difficulties the committee will reconvene to discuss any outstanding business on tuesday april 26 at 3 00 pm in room 229 and a public notice will be posted on the legislature's website david i'd like to take this time to remind our testifiers that due to time restrictions on our hearings we will be limiting testimony to one minute per testifier per bill for people participating remotely please remain needed and the video disabled until shortly before it's your turn to testify when i call your name unmute yourself and your time will begin after your minute is completed staff will mute you so that we can move on and move this hearing along in an orderly and efficient manner so with that we would like to uh introduce the members of the education committee senator drew kanuha and i understand senator favela will shortly be here as well starting with the first item on the agenda is hcr 7hd1 urging the hilo high school community council to recommend the hilo high school gym be named after albert and lawrence maglin lewis how do you say that since it's your area man ligous meddling yes okay oh let's see and lester yes yes yes mr seto please proceed you have a testimony thank you good afternoon honourable senators of the education committee thank you for the opportunity to speak in favor of hcr7 my name is lester sado currently a resident of waikoloa in on hawaii island but i was born and raised in hilo graduate at appito high school i am one of many supporters who are urging the hilo high school community council to please name the relatively new hilo high school gym in honor of coaches and brothers al and larry min lingus there are many reasons for this which are found in the testimony and i know i just have already you know less than half a minute so if you would go over those please that would be uh very important may i just add a little personal um information there is because coach uh larry manling was died in 2007 at the early age of 65 while still in the position of head coach and because coach allman lingus his brother is 92 years and many say they'd like to honor him while he is still living we urge the senate to please pass hcr 7 because your endorsement will help greatly to influence the hilo high school community council to recommend that the name of their gym uh be given in honor to the milingus brothers so thank you very much for considering our our testimony thank you very much um there is no one else here testifying for this measure so is there any questions i i do have one question so at this point mr seto is it that the um high school um council does not want to name it i would say they are uh those who are not in favor we don't we don't have a feel as to whether the majority are for it or against it so we don't know that's why we really feel the um the need to get as many supporters as we can yes is there other names that are being circulated they are yes they're yes there are other names there is the the a volleyball coach of the women's team who has won two state championships uh but her tenure is not as long as the 50 years uh consecutive years of the melinda's brothers and some want to name the gym after the legendary coach afuc his name would certainly be the prominent one for the new gym but coach afuck already has his name on the hilo civic auditorium the hilo civic auditorium is called the uh chinen afuk civic auditorium and that venue is of course much more prominent and bigger than the gila high school gym those are the only two names i've heard so far i guess my concern is that we're inserting ourselves into a process not knowing all the other names and then and you know trying to pick one over the other or like you said influence um the group and picking when i don't know that we on in the in the committee uh even looked at all of the names and then choosing one over the other i'm sure there's um others that might want to um ask that you know it'd be named after one of the others and the fact that the testimony only receiving your testimony at this point um raises some concern so i don't know if the senator of the district had anything to add i'm on the other side of the island [Music] okay we may want to ask the senator from that district to um to weigh in on this so i hope you can understand that i can understand it yeah yeah okay thank you very much we will move on to to the next item um next hcr 51 house draft one requesting the department of education to prioritize funding for air conditioning in schools on hawaii island that are regularly affected by vog testifying is keith hayashi for hawaii state d.o.e randall tanaka are you here yes welcome randall hello senator uh members of the committee thank you very much for your time today um yes we in fact have prioritized since the volcanic eruption a few years ago last year we introduced [Music] more air filters to help mitigate not only the covet situation but generally we knew that uh vog was was will be an ongoing issue we have introduced 594 air purifiers in all the rooms uh classrooms uh in the keaau and honokaa and hilo complexes we continue to move forward in other mitigation issues such as air conditioning units with filters so we continue to progress with the focus on that area because of bulk we support the measure okay thank you uh we have damien chang individual in support and no other justifiers and i forgot to say if there's anyone here wishing to testify in the measures oh please come forward or on zoom hearing on any questions hearing no questions we will move on to the next item on the agenda and that's hcr 74.

concerns require follow-up and member of the administration will reach out through the contact information provided on the comment card thank you jacqueline bias i'm going to put it down can you hear me i'm jacqueline byes and i live on grapevine trail in oswego my husband and i are parents of three children in three different 308 schools two of our children have special needs and are in self-contained special education classrooms our boys are currently in fifth seventh and eighth grade hunt club thompson and over at plank i'm also a special education bilingual teacher in a neighboring school district my husband and i are also on the board for epic epic 308 exceptional parents of exceptional children you become involved and become an advocate when something matters to you i want to thank you all for being part of the 308 board of education as you have all found a reason to become advocates for the students teachers and parents and all community members before i became an educator my husband and i had to learn how to navigate the world of special education alone there were so many obstacles acronyms learning curves and walls that go up when you have children with special needs throughout our many years of special education services that our children have received in the school district some have been good some have been supportive and some have not i'm here today that you to ask you to thoughtfully consider when parents reach out to school administrators for support such as one-on-one aides to support them have you visited the junior high high school and elementary special education classrooms have you had candid conversations with the educators and support staff within those classrooms do they feel supported by their administration do parents feel supported by the administration are students truly receiving what they need in order to work towards their highest potential are your teachers and paraprofessionals receiving what they need to support each and every special education student how is this information shared without resentment or retaliation i don't typically ask for more than what i think my children need or legally deserve an iep is a legally binding document that is supposed to be followed by all staff who work with that child however have you given thought to what happens when there isn't enough staff to support that child's legally binding document this is happening every day in our school district we recently requested a one-on-one aid to help support our middle son during the school day we were questioned as to why not why now in seventh grade would he need a one-on-one aid when he never required one before we were warned that just because we asked for a one-on-one aid that he may not receive one we were warned that there was a shortage of paraprofessionals the pandemic affected some students more than others if you know anything about autism you know that children and adults with autism thrive on structure i'm here to ask that you consider what is happening in special special education within your schools within our schools why is there a shortage of paraprofessionals can we do better as a district to support your overworked overstressed and underappreciated special education teachers and staff what can we do to address recruitment and retention of our paraprofessionals thank you so much thank you i will send the letter since i didn't get to finish thank you thanks thank you michelle trager thank you jackie nice job hi i'm michelle trager again a parent of four in the district i'm going to talk fast and i know that i emailed you so you should have this information and the relevant cited uh studies i'm asking the school board for three things one a plan for raising awareness and training our educators about fasd and neurobehavioral informed approaches two to plan to make the month of september fasd awareness as it is nationally and three to contact our representatives and senators and ask them to co-sponsor the fasd respect act which will help provide funding guidance and infrastructure to contribute to the aforementioned training there are provisions through the department of education in that bipartisan proposed legislation the exciting news that i have to share is that parents and advocates have been meeting with representative underwood's office along with other legislators offices last wednesday afternoon representative underwood called me herself to say that she had signed on as a co-sponsor that's how important this is it's crucial we get as many co-sponsors as possible so the bill can even get called out of committee to be voted on as a school district we should send her a note of thanks for doing this and we should contact representative foster and senators duckworth and durbin and ask them to do so as well again fasd impacts 1 in 20 people which is 2.5 times the rate of autism in a district of 17 000 students that's about 850 students in over 90 90 percent of individuals with fasd will develop comorbid mental health conditions as far as the training i want to tell you that in february i was invited to present about fasd at the illinois council for children with behavioral disorders i didn't see anyone from our district there in march i was invited to present about fasd to the macon pia which is decatur special education district as part of their professional development day other districts and other entities that serve educators and children are recognizing how important this is when the school board talks about the importance of mental health and the importance of sel the concern about suicidal ideation in our students it is lip service unless we acknowledge fasd when the board talks about diversity equity and inclusion it is lip service unless we acknowledge our students with the highest needs and most severe disabilities and unless we acknowledge fasd which occurs across all socioeconomic statuses all education levels all races all ethnicities all orientations and all cultures in which alcohol is a part of life if we say we are a trauma-informed district it is lip service unless we truly understand how trauma affects the development of the brain including fasd which is a prenatal trauma and there i am with time despair since i didn't email our student ambassadors i did print out these sources because this is great information for them to have and to understand how the political process works as well thank you michelle keaney good evening my name is rachelle koenig i've already emailed all of you on the board and the administration but i just wanted to read my uh a good portion of my email for the record first of all i want to thank all of you for what you do this is not an easy job it is not easy to be in front of all of these people and not everybody brings their empathy with them to every board meeting and i really do appreciate that i also want to acknowledge the administration because it's tough right now it's tough to be a parent in this current climate of the world and it's tough to actually educate children during this time so the mental and emotional and psychological and physical labor that you all put in is not lost on me and and many of us um i'm i wanted to speak just because i first of all i have two sd 308 students one in uh at ohs a freshman and one at trauber junior high school who's in grade seven they've been in this district their entire educational lives their father and i moved here almost 16 years ago from the city of chicago so we aren't from here but we've been here long enough to understand the dynamics of this community my reason for speaking today is just to express my concern regarding the challenges to curriculum programs and even the books in our school libraries there is a censorship attempt going on right now that includes redaction restriction relocation and removal there are inflammatory accusations being lobbed lodged against teachers and librarians and there is an opposition to representation within the curriculum that for me is unsettling at best i am very much aware as are many parents that any student can have access to the internet and read or view absolutely everything that we have been talking about including books and materials on any list circulating anywhere i also know that our children know more now than we did when we were their age and they know more now than we do right now it's as i said it's not easy to parent it during this time my concern is to make sure our kids are as informed and empathetic as possible including learning actual history recognizing and respecting differences and practicing inclusion i'm concerned about our district's ap status if the censorship gets out of hand and i'm concerned about our district losing money to frivolous legal challenges when there are so many more important issues and causes that matter to our kids and their future i ask that the board allow the sd 308 administration teachers and librarians to use their education and expertise to discuss and determine the curriculum programs and media available to students while they are at school and i ask the board to encourage any parent who does not agree with said decisions to make their requests specific to their children only again i want to appreciate say how much i appreciate everything you're doing and the time here tonight and um i have extra time so thank you very much again thank you thank you thank you for trying your best all right that's all for public comment all right item 6.1 is an informational item from our ambassadors and members of our superintendent student advisory committee anya and colton and monica so uh tonight we get to talk about the future of the student advisory committee and the roles of student ambassadors um there's several vacancies that's going to be coming up that are going to be coming up in the next school year so this is a chance to kind of lay out the structure and um and really get a head focus on what's next to come for us and this committee okay so yeah just so um we can just preface some things before we get into the presentation itself um like colton said we're going to be recruiting some new people there's a lot of seniors on the committee um they're going to be leaving next year so as we're recruiting new members we just wanted to emphasize a couple of the objectives and goals that we have for the members who want to join the student advisory committee or want to be a student ambassador next year i think the most primary objective is to illuminate student voice the whole purpose of this committee is to highlight the concerns opinions thoughts and ideas of our respective student bodies and this is a really big portion of what this committee is all about in order to be an effective member of this committee one must be extremely driven and have a passion for these thoughts and passion for representing student mindsets the second objective is to collaborate and of course the committee members have to collaborate amongst themselves in order to create solutions for the problems that we're seeing but they also must be able to collaborate with the student bodies whether that be indirectly through research and through surveys or directly by directly speaking with them through interpersonal connections and communication and finally they have to be able to employ vision uh as you might have seen this year there's been a lot of i guess dilemmas and problems and issues that have come up that we've seen prevalent in our student bodies whether that be sexual harassment uh whether that be mental health issues but in order to actually solve these problems our members must have the vision necessary to know what a solution could look like for our future and so now kind of to go over the structure that we settled on for next year's committee like i said before there is going to be some vacancies next year myself included as much as i love this role i get to graduate and move on to college but um so we have actually all of our members from oswego high school we're seniors this year so all spots at oswego high school will be filled additionally with the two new spots we've added to the committee so there's going to be two more students from each high school on the committee two more positions so a total of five from each high school and then included in that five one student ambassador for each high school to the board um so up there highlighted in light blue is the positions that are filled we've decided because of uh the vacancies and what a phenomenal job anya monica did um anya will stay on as the oehs student ambassador for you know that continuity and and kind of uh everything that they've learned we've all learned to go on with future uh committee members and a future student uh ambassador so um yeah that's that's and monica will be staying on too as an advisory committee member because um she was fantastic and she as well as everyone else on our committee and all the adults that were able to be on that committee it was a really great dynamic group of people that i mean we were all so excited to work with and it's it's bittersweet to leave but it was a really exciting opportunity so but this is the uh the structure for next year so this is the structure that you're proposing or this is the structure that dr sparlin has approved for you guys uh proposing composing this entire presentation comes from everywhere i got well i wasn't sure i gotta ask okay um i'll introduce myself real quick i'm monica lopez i'm a junior at asuka east high school and i'm on the just a member on the student advisory committee and i'll be talking about the term length so um anna and i specifically will be saying um going into our senior year we're staying on the committee and i'm super excited for that and she'll be saying as student ambassador i'll be staying on the committee which means that for no one's like colton said we'll be coming up for oe and then it so when you apply we'll um for the when you apply on the committee um you'll stay on your junior year and hopefully continue into your senior year unless there's some extent away in consider extenuating circumstance that prevents you from fulfilling your role your senior year but will be expected to continue into your senior year and then currently only juniors and seniors will be able to apply um yeah they'll be chosen they're doing a year to expect sorry and then um we're currently not accepting any underclassmen as permanent members on the committee but we're open to that idea and then yeah just like colton mentioned before there are currently a couple of vacant positions okay so the actual application process is quite a bit to talk about so i'm going to try to cover some of the big points right now like colton and monica had mentioned we're planning on having four student advisory committee members per high school um through this proposal uh that you know the student of the sd3 board of education can kind of like think about and then one student ambassador per high school and they would all be juniors and seniors as of right now through this proposal there are a couple of different i guess roles and responsibilities that each type of member would have but it's mostly schedule based not skill based and i'm going to expand a little bit upon that later so a student advisory committee member has to attend this scheduled student advisory committee meetings they usually happen you know after school either ohs or at ohs sometimes through zoom they have to assist with research that we've done through some of our meetings and also through survey development which has been administered a couple times this year as we've talked about through our student advisory committee reports prior to its administration and finally they have to be able to provide insight into student voice specifically they have to be good with collaboration communication these are really important skills to be a student advisory committee member and that's the primary role of that job a student ambassador also was to attend the student advisory committee meetings they also attended the board of education meetings as colton and i have been doing this year and they would be providing student ambassador reports they would also assist with the research and survey development prior to administration but they would also provide and convey student voice to the student board and it's through that relationship between the committee members that get that student voice input and the relationship with the student ambassador who gives that input to the board of education that we can have that smooth flow and really provide that connection as liaisons between the students and between our board of education to kind of illuminate some of the problems and issues or even just the thoughts of our student bodies so then kind of just like i guess bouncing off of that we were thinking through this proposal that we would only have one application for both the student advisory committee member and for the student ambassador but at the beginning of the application students would have the option to be considered for only the student advisory committee member only for the student ambassador or they would be open to be being considered for both and that's because there's a lot of similar skills for both roles there's a lot of public speaking or just interpersonal communication there's a lot of i guess collaboration it's the ability to be able to do things on your own but also have that sense of teamwork but the main difference is you know the schedules of what types of meetings you go to that sort of thing and we think one application which would be a little bit more efficient to analyze seeing as we have quite a few vacancies might i guess evaluate the applicants effectively and then um we had a couple of things that we did like about the old student ambassador uh application elements one of the was the two recommendation letters i think that's a really good way to gauge uh student i guess like personalities student involvement inside or outside of school an essay gauging the purpose of them applying for the role and i think that really evaluates someone's drive you know like what is i guess your motivation for wanting to be on this committee what has driven you to want to represent the issues and the thoughts of your respective student body and we also did appreciate the fact that there is an interview after this application had been reviewed and i'm going to go a little bit about the application review after this slide but about the interview last time it was conducted by the entire board of education but we had proposed that we're open to that as well we had proposed that it may be conducted by the returning student uh advisory committee members and that would uh be in tandem with also mr grays mr mrs bankowski our principals mr gatewood and dr waller in order to incorporate i guess some sort of student voice into the decisions for our future student advisory committee and especially as students who have been in this role before it may be important that we have a say or i guess some sort of i guess perspective into who we might be working with in the future and then like i said earlier there is application review and that did happen before the interview last time we want to keep that the same we think it's good that we reviewed the applications and then determined who we would want to personally interview to gage who's best fit for the roles um so the people who would be reviewing the application would be the same people who would be doing the application of the interview process just for that continuity and we'd have to consider several things first one's availability like i mentioned there's differences in schedules so one person who may be i guess fit for both roles might fit better into either student ambassador or for student advisor committee member depending on that schedule and the second thing that we'd consider based on that schedule i guess aspect is the multiple year commitment if they're not seniors already um and of course that's not mandatory people might not be able to do it for several years but it's definitely a benefit if we can have that sort of flow with experienced members as they continue in that position as new members are coming on as well and that could be kind of like you know monica helping new members come in adapt to the role and the responsibilities or i would help the next student ambassador with their roles and responsibilities as well and we also thought that possibly seniors and juniors could be considered equally because this is more evaluated not on age but mostly on qualification your drive your motivation and your purpose that you want to accomplish within this committee so there will be no advantage or disadvantage through the suggestion based on grade level and so that concludes this presentation if any of you guys have any kind of questions feel free to open up to any three of us um i would just like to say one more time this was a really great opportunity i appreciate dr sparlin and the board for creating this this role for students um it's i like i said in the first board meeting i attended it's a it's a great opportunity to have as many voices at the table as possible and with our uh added positions there's gonna be even more voices at the table uh hopefully uh so yeah if you have any questions feel free i have some i'm gonna because i get to hear from you guys more i'm gonna direct some of these to monica also so she gets to participate too um so tell me about how what would be your guidelines as you're interviewing new people to come onto this committee what would you be looking for in people to join the committee have you given that much thought yet i was just i like i really enjoyed the questions that we had from our original interview because i felt like they as i was answering them i was like oh these are good questions like for me to answer i remember one of them was talking about like what's something that you feel like needs to be better about like the education system like what's something that we can personally improve on and i like remember some of my responses about it i was talking about like freshman biology i think like curriculum with that that was another question was about the curriculum like what can be like better for that um and then i think like involvement with uh like how how much are you involved in school and like what are you involved in like why are you involved in that do you just do you join a bunch of things just to be in them or do you enjoy do you join a bunch of things do you join that much i join things join clubs or stuff like that and actually engage them and like put effort into what you're into and so questions like that i think would be good too and then kind of to add on to that by looking at their um their school activities or whatever they're involved in you can see that drive and commitment they have to any kind of position or anything that kind of they're involved in looking for someone who is able to [Music] gauge the student body to to be able to reach out to students to to have ideas on how to reach out to students i that was one of the questions i know we were asked was you know how are you going to reach students it's it's a really important factor if you're going to be sharing student voice and kind of not limiting the um knowledge experience and opinion to that room to that committee but really reaching out to the i mean the entire student body because that's who all of us speak for that's who everyone in this room represents and tries to make a great education system for so kind of looking for those qualities is really important in finding someone who's going to be successful in any one of these roles so yeah and i think like i'm so sorry no you're fine you're fine i was going to just ask if you had anything to add i feel like i was something to say but um i think one thing that i was considering because i was thinking about this when i was like making this slide i was like what am i really looking for and i think a really big one is problem solving because we're faced with like so many issues you know and i hear from so many students all the time because they're like yeah i know you're the student ambassador you know what about this problem and i'm like thinking about it and there's like you you're approached with so many different issues that either you hadn't considered before or you didn't think you'd have the opportunity to share before and i i don't remember what question it was but it was a good question um there's a question we got during our interview and it was like a very like in the moment situation like what would you do if this happened what would you do if someone reached out to you and i think the ability to create a response that's genuine on the spot like this is what i would do in order to make sure that this committee is successful or in order to make sure that student voice is illuminated having that problem-solving skill being able to respond effectively in a genuine manner that shows that you actually care about the purpose of this committee is so important that's something that i would definitely look for is that a spider those are oh i couldn't do that you guys just did that with a spider dropping from the ceiling it was teeny teeny tiny i didn't just say you did it's all okay yes and i maintained composure you guys this is pretty cool to get to see some of the work you've been doing um what are the things and again i'll start with monica just because she doesn't normally get to have an opportunity to share um and uh what are some of the things that you're you're looking to address in a more robust way next year in the committee now that you'll have some people potentially returning that have done this before what what kinds of things would you like to be able to do that you weren't able to do this year because everyone was new does that even make sense i don't know yeah i would okay i would still have to continue um talking about the issue of sexual harassment because i just remember when that survey came out and that's a big population of people were super concerned about that i was just like like i personally wasn't super concerned about that but i think another trait when you're on the student advisory committee is being open-minded and realizing that like there are a bunch of problems that may not affect you but they affect everyone else and this is a big problem that it needs to be solved especially with such a heavy issue of sexual harassment so i think that i would like to continue more and i think um a lot of more of mental health because that's still like a really like popular issue that keeps occurring and that students are still concerned about and so trying to figure out more ways i still feel like we haven't really students still aren't necessarily fulfilled with everything that the district has been doing and i still hear complaints about mental health and i still hear my my classmates complaining all the time and i'm like well if you can complain but we have what are you gonna do about it let someone know so something can be done and so i think mental health is another one and i think just more like curriculum-based stuff too i think um just like in like the student-teacher like relationship and stuff like that like how to like better that relationship in the classroom anything to add i think she hit it you know just being able to continue it like because like we spent so much time thinking like how are we going to do this survey you know how are we going to reach everybody but now we got like we got like a head start i think we can just hit the ground running you know like this is exactly what we need to target we have the data from our first student survey i think we can make a lot of progress seeing as we'd have returning members to guide our newer members and like truly like implementing like new like new um guidelines but like like something new implementing something new to actually create like an effect on students because we say we're going to do it but i want to be able to actually do it and actually have it like make a difference and i want to see my classmates and my peers more happy and more happy and more content with like what's going on thank you i appreciate it all the work that you guys did on this thanks for answering those thank you yeah i do want to say that you know i've only been on the board i don't know maybe less time than some of our student ambassadors yeah very yeah exactly um but the feedback that i've gotten um that you've shared uh has been invaluable already so i think that it already matters um and it does make a difference already so and i've only been here two months it's probably more than i even know great job thank you does the board have any other questions regarding this i do i have two questions how is the transition with everything that was the data collected the learning with regard to sexual harassment how are you going to transition that from the current team to the new team is there a plan for that like specifically interpreting the data yes so it does help us that there's two it does help them that there's two returning members we had great um assistance from dr waller i mean she spent so much time uh desegregating data so that you know for some of us that have never looked at a google form or answers from a google form or any kind of survey she did a really good job of giving us to giving us it in a format that the minute we looked at it we could lay out and sit here at a table and say okay well that that's clear that that's an issue or or you know this amount of students is is are uh worried about this or um whatever the case may be i think having you know dr sparling dr waller and mr greywood and our principals there will really help that transition because monica and anya they've had experience with this but all the adults they've had even more but i think now that they've really been able to look at that data or look at any kind of raw numbers and get a conclusion out of it and them still being there that's really going to help any kind of transition to new members and it was really helpful as a new member as someone doing this for the first time so i think that'll even be more beneficial having adults and two of your fellow peers helping you along the way yeah we still have all the disaggregated data i think we still have the research papers and we discussed that as like a whole team so i'm pretty sure we're pretty clear on everything and i think another thing is the fact that we can really just like communicate them like the first couple of meetings could be centered around you know just providing that information setting that foundation um and possibly even another part of the interview or the application process is you know seeing like with some of the work that's been conducted this year already how do you think that's been implemented are there improvements to the implementation was there anything memorable from those surveys just to gauge if our applicants really understand the format and the structure and the impacts of what we've done as a committee and seeing that from the reverse perspective that's what i was hoping to hear and then my second question is you've provided really great road map and and steps forward for us and i'm incredibly grateful for that is there anything else that you could would ask of the administration to support this student voice going forward you can ask for anything i still feel like something that i've that's always been on my mind at these meetings i still feel like we're missing like like a student population that like i mean obviously there's not much we can do about it but i think we do something like it's like students who like don't always like check their emails and don't like how to phrase a nice way students that aren't necessarily more active in school like us three and i still feel like we're still missing that like little population that is probably getting affected by this by the most and it's just like this little forgotten population of students that are like kind of like left to side like oh if they don't want the populations that don't that don't want they aren't doing anything to get help but truly they need that help they need that assistance so i still feel like if we could figure out a way to reach out to the students that like they may put up a front may show some resistance but still being like hey like we're trying to help you like administration is here for you because i still feel like there's just this big wall between the administration the principals and these teachers and the deans and the students and there should not be that wall it should it should be a bridge it should be like that easy communication so i still feel like that's still there and i just if there could be some way for administrations and teachers and deans and stuff like all the employees just to be more like not like you're already engaged enough but like re doing like the extra extra step to get to those like that population of students incredible insight you just spoke for a lot of people thank you that's kind of what it's all about yeah yeah i was gonna say go ahead no i won you weren't wrong okay so can i say yeah um so you know when we when we brought the youth participatory action research project to the district i just want to say you guys are like the poster children for it like i have met the authors of this project and this initiative and they would be so proud of you guys for what you're doing and how you're doing it and it really is student driven and so when you want to know what's going on in your school this is a example of how to get to it and for you all to do you see the skills that you're gaining when you talk about how dr waller showed you all how she was desegregating information or or data and you were able to see it for yourselves this is what ypar does it actually creates these social scientists for as students who are who are engaged in methodology and creating questions to be answered and then and analyzing it and making meaning of the data i mean it's just like all right here and i'm just so excited i'm so excited for what you're learning for what you're doing for what you're discovering for our our district and um it's it's meaningful and you can take this and put this on your resume for colleges and they are going to be very excited that you're gaining all these skills but that you're making an impact for our district so appreciate it very much should we ask ali and jared if they yeah of course ali jared it's hard to hear everything so if this was covered i apologize but um the only the only thing that i had was uh i mean first of all i've been just thoroughly impressed i want to say that but the only piece that i have i certainly sorry excuse me i certainly understand uh the junior and senior piece and i don't have a problem with that at all but i i certainly um wonder about um you know looking into the future some type of mentorship where we're um advertising this for uh freshmen and sophomores kind of um looking to make sure that they understand um this option and so forth and again it's hard to hear everything so that might have been covered but i i don't know if we could speak to that or talk about maybe that option just making sure that we're getting that advertisement out to them i also appreciate that you guys are comfortable enough with us to ask questions i know at the last meeting and i know that we ask you guys a lot if you have questions but i noticed at the last meeting you asked your own and that was huge for me same same um if i could answer uh the one question that mr clogger asked uh we did consider when we were thinking when we were talking about this uh the fact of considering underclassmen we thought as of right now specifically with freshmen it's kind of hard to or there isn't really an avenue right now to reach out before they get because you get to freshman year you're in a new building um it's kind of hard to reach out over the summer or even in the their eighth grade end of their eighth grade year to talk about this position or gauge any kind of interest in it and really your freshman year is should be focused on adjusting to high school now we and and same thing with sophomores um it was kind of the fact that you know this is going to be the second year um that doesn't rule out any ever underclassmen being a part of any process and we even can talk about uh while not having a permanent member on that committee certainly you can gauge uh any type of sophomore or freshman or multiple a group you know as a have a group of sophomore freshmen come to any kind of forum with us or any kind just to gauge their interest that's always possible i know that just the fact that you know it was the second year and there's not really an avenue to reach out to anyone who's not even in the high school yet when this is a a committee and and roles held by high school students i just knew that that was kind of we all knew that that was maybe pushing it a little just for the second year so i don't know but any of them can submit questions or frustrations or to you right absolutely and that's something that i think we should definitely improve on for next year creating like really like open communication um with the rest of our committee that doesn't mean that you know you have to find you know the student that you're looking for that's on the committee and like a school of like 2 500 30 000 students because that's hard it's not finding all that but like making that i guess like open communication form like colton was talking about that's something that we could definitely improve on for next year creating some sort of you know i guess like media platform or kind of doing more outreach something in school or even just like providing opportunities during lunch periods for students to come and talk to us because i know students have ideas and it would be great to hear it you know just like right from them instead you know trying to get things from surveys all the time because while that's really helpful for widespread data you know you can get some really valuable things from just listening to someone speak absolutely and they may be more inclined to talk to you at a lunch one-on-one versus in a open meeting type of thing again like a scary room with a bunch of adults i appreciate that perspective thank you so much saw i saw a lot of uh heads from the board nodding up and down so i'm assuming that the process that they've laid out is uh they're you're giving them a green light to move forward with what they've uh suggested um we had discussed that i believe in closed session earlier i'd like to continue to do that before we make a decision yes all right thank you so much wonderful great presentation thank you great information thank you for all the time you've given to the other kids you're okay to go thank you all right ursula is dr bailey uh up and running to zoom i can there he is okay well good did you hit evening again i am here ali swanson she's not showing up okay two sick board members from home that is definitely true but can i point out the dramatic improvements from the days of holding a cell phone to the microphone yes yeah okay ellie's there dr bailey you can hear us i can can you hear me yes yes yes well welcome dr bailey this is john sparlin uh thank you for joining our board of education meeting this evening we welcome you to the meeting and the four's yours well thank you i can't i can't see anyone can you see me we can okay i'm just gonna well i've been watching the board meeting so i know what it looks like at least so i do have a sense of who i'm talking to and um i've spent my entire professional career in education and i got goosebumps from some of the presentations you had tonight between the talk program and and bionic and amplify and uh i just want to say wow uh congratulations what a great district and thank you um i was also a science teacher so the robotics team uh i have a special place in my heart for that um that accomplishment so thanks for letting me be here tonight and uh i'm sure everyone's got a lot on your plate and it's tired so i can be really brief with my presentation although i'll make sure that i give you all the information that you need i'm going to share my screen and it'd be great if you could let me know that you can see it okay yes yes sir all set yes okay um so i've become quite obsessed with superintendent evaluations over the last couple years and uh and we started in new york state with a group of superintendents and board members and uh with some research and came up with um a set of problems that we wanted to work on so uh the problem that we identified with superintendent evaluations by school boards and you could argue that this is one of the most important jobs that a school board has is to provide a thorough evaluation of the school superintendent and unfortunately what we found a lot of was inconsistent or non-existent annual evaluations as you know in illinois it's the law to do a an annual evaluation of school superintendent and i can't tell you how many times i've come across school districts that don't do annual evaluations we've also seen in the field that there are often quite subjective annual evaluations using superficial feedback and hearsay rather than clear criteria and evidence we also often will see a lack of alignment between the district's annual goals the national standards and superintendents actual evaluations and then lastly we see quite a bit of inefficiencies whether it's a paper-based three-ring binder or a word document or google docs that take way too much valuable time for both the superintendent and the school board so what we've been doing and what we have now in 270 school districts in new york state and now approximately 40 school districts in illinois is called super eval and super eval is a simple efficient evidence-based online system so that the superintendent can use national standards and the district's annual goals to show that they have evidence of meeting those goals and that criteria and reflecting on those goals and that and that evidence to promote growth of the superintendent and support the superintendent board relationship so that's what it is i have a four-minute very short four-minute video that will give an overview without getting into the weeds of the program too much so i'm going to play that now and if you could uh i'm sure you'll be able to hear it but let me know if for some reason you can't hear it welcome to super evil super evil is a new way to conduct your annual superintendent evaluations online saving valuable time for superintendents and school board members super eval creates unique roles for superintendents school board members and board presidents allowing users to access only the information they need to complete evaluations based on standards of excellence in just five easy steps super eval defines a reflective and evidence-based evaluation process the super eval dashboard drives the evaluation process displaying easy access to the five essential steps completion statuses for each step and due dates that are defined by the leadership team [Music] the evaluation process begins with the superintendent defining annual smart goals derived from longer term district and or board goals these annual superintendent gold align with the performance evaluation superintendents can enter custom goals or select from an example list of goals used by superintendents across the state once goals have been populated superintendents can mark step one complete [Music] step two requires superintendents to reflect on each of the 24 competencies defined by the council's superintendent model evaluation rubric throughout the school year superintendents can supplement their self-reflection by adding supporting evidence to their portfolios with drag and drop functionality the annual goals defined in step one will auto populate in the last domain once reflections are complete for each competency and supporting evidence is attached the superintendent digitally submits his or her self-evaluation to the school board for review triggering an email notification to all board members in step 3 the school board reviews the superintendent's self-evaluation including the reflections and evidence before conducting their own evaluations school board members have the option to start a new blank evaluation or an evaluation that is automatically pre-populated with the superintendent's rubric responses each of the competencies has a rubric identifying four levels of the superintendent's performance with descriptors for ineffective developing effective and highly effective board members can also easily reference the superintendent's self-evaluation reflections and evidence the board president can conduct his or her own evaluation as well as have a real-time high-level data view of how the evaluation is progressing this allows the board president to lead the board through the process once all board evaluations have been completed the board president can mark step 3 complete supereval automatically consolidates all of the school board's evaluation data into a single evaluation saving time for the board president by eliminating the need to manually collect this data the board will then meet to review the consolidated evaluation make any adjustments necessary and prepare the final evaluation for the superintendent's review this process is closed to the superintendent once step 4 is completed by the school board it triggers an email to the superintendent permitting access to step 5.

schools on their temporary killers as well questions or comments for mr smith this is what's on behalf of the board please uh share with everybody to thank them for their safety on site principals thank you for your instruction with your students because it's anytime that you're knowledgeable i think anything can happen at any given time so thank you for your awareness and making it make sure results of our document management software mike mr president dr smith members of the board um a couple months ago uh you authorized publication of a request for proposals for a new document management system uh which will allow our school corporation to improve uh all of our historical archives records and files into digital format and align those directly with state and county retention requirements so we published a bid had a significant interest in the bid as you can see in the documentation um a large number of vendors responded along with a lot of different software solutions our team along with folks at the business office selected five software solutions to review as finalists we conducted two hour demonstrations with the team to review which systems best fit our needs given the fact that we're using the system primarily as an archiving solution it was a situation where we did not need a dramatic amount of bells and whistles so because a lot of the systems provided the basic features necessary it was a very very very close evaluation and we ended up having to do lots of additional due diligence but as you see in front of you we put the five finalists vendors and our selection team chose the software file bound proposed by canon cool and i'll present that to you for information this evening questions or comments for mr michael on our document management software just testing uh dick and chris if you guys here is okay yeah good yeah my kid so question the comments results uh permission to advertise by these proposals for the one-to-one devices mr president dr smith winter's report in front of you you'll see the results of the request we got from these r11 devices the rates are a little bit higher than last year but as you know the federal government has raised their rate so we expected that to be reflected but we do think of a 2.944 rate that's a great rate from what i've been told by other people so later on i will recommend american capital at an annual cost of 235.41 to be approved for our online devices questions or comments his recommendations yes my recommendation will be going with american capital with an overall rate of 2.944 and an annual cost of 236 285.41 very good thank you any other questions or comments thank you mr michael cancellation of outstanding check update this is something we have to do every year for a statute on any check that we've issued that's more than two years old as of december 31 of the prior year so we've been presented with a list on our account cable checks of 8 295.68 and a payroll check of 39 37.91 so later on i'll ask you for us to cancel those outstanding checks questions on our outstanding checks so my question about this is there were a few checks on there that were a bit large and to you know to vendors et cetera um if we cancel these and they later come to us we re-issue them yes by statute if they do come back later and say they've never received a connecting with cash yet through the form they can sell out i think it's about the five years thanks but what happens sometimes does that cash it and it gets lost in the bank system that never goes to our account okay well win win my question was that as we're cancelling these checks a few of the checks were rather larger to vendors that we know we owe the money to and so we cancel these checks is there an opportunity for those people if they discover they haven't gotten the check to get their check of course mr trump said that there is a process thank you again just remind everybody to please speak directly into the mic and i guess i should be knowing that myself speak directly to the mics so that those out in our virtual space can hear us thank you if there's no other questions our 2022 protected tax wager yes this is something we do every year and the reason we need to do this is with the circuit breaker or tax caps they come all they do is come out of the operations fund but by the forecasting the resolution we can spread those out through all of our taxing funds so it lessens the impact on our operations fund so later on i'll ask you to pass the resolution so that we can do that again this year first action questions comments on the protected pathway thank you mr freeze financial update we'll start with the general fund if you see that there's almost all green check marks and just a reminder april is a prepaid month so the cash balance will be able to see that reflecting next month it's a pre-pay monthly this month in transportation the only the name of the stick up six out there is the supply the materials where the gas comes from so we're keeping an eye on fuel but as the fuel prices fluctuate we're just a victim of as that goes so if there's any questions i'd be happy to take those at this time questions comments on the financial update thank you mr shreeves i was just you brought up the gas um just again for my knowledge for public knowledge the gas prices will be locked in through june is that correct yes any other questions or comments for on our financial update thank you mr street board committee turtle horse park to recreation thank you mr president um just two quick updates on parks and recreation yes the lawrence is at the fort bend cultural campus this saturday from one to five our district has a lot of involvement in that so we just want to welcome the public out to that the second thing was there was a successful launch of the spring sports youth leagues at the various parks and lawrence on saturday thank you foundation i think i think crystal could you put your um okay foundation report um well first of all i would like to say how exciting it is to read about the the numerous opportunities the foundation is providing i know that recently you know i guess today we have a thousand first graders involved and last week i think we had a thousand or eleven hundred um third graders involved in a presentation that just i was really geeked about it was i wish i had that opportunity as a student but it's it's amazing the opportunity to have so thank you to the foundation for that and as we're getting ready for our seniors to graduate in our awards ceremonies the foundation will be giving out their annual scholarships and that will be very exciting as well so thanks to the foundation for that new policy to take a look at until sometime you know after june i believe when the new ones may start rolling in from the ola in the meantime dr hart barter and others are [Music] working on updating some of the administrative guidelines so that's what's going on at the president thank you anything else doctor thank you for those committing to your updates board on java action items because we are in the virtual space we will call out by name on our action approval a resolution about 1028 prelim determination mr president dr smith mentions the board tonight we held our second of two hearings on the upcoming project i would like to point out two things on that one is that there's no tax increase with that bond issue and second i talked to mr smith and we are on the schedule from the original schedule of those projects and at this time i asked for you to approve the reservation of the 10-20 vice president second by miss amy questions or comments mr prezi yeah miss puckett yeah it's amy yes there's no uh miss wendy i am a yes motion carrier thank you approval of lease proposals for the one-to-one crisis earlier this evening i presented the results we had on our one-to-one device lead leases and i would recommend that we earn the police with american capital as presented second second recommendation movements wendy's second mr freeze questions and comments it's the free team yeah it's puckett to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you might have a roll call please miss cantha shannon jenkins here mary wait here kathleen rebroadcast on dc tv channels 18 on monday and saturday at noon and thursday at three we're going to take a few things out of order this evening because we have some school kids here who need to get home and do some school work and study for class so we are going to skip the superintendent's certificate of academic excellence for our next meeting and we will start with presentations from the quinn elementary school of spotlight on kids dr gifford would you like to introduce introductions i know tonight mr granfield was not feeling well so we have miss yovolov chick i always say it wrong we'll call her miss y and miss thomas here assistant principals to uh and a lot of kids so it looks um like we're going to have a good presentation good evening everyone we wanted to start by thanking you for this opportunity to spotlight our amazing students at quinn my name is stephanie irmilovic and i'm audrey thomas and we're both the assistant principals unfortunately mr granfield like dr gifford said was unable to come but he is supporting us right now from home i'm sure so tonight some of our fifth graders are here to bring the process of writing to life for all of you because it's a spotlight on kids and what they do every day they've worked very hard throughout the school year researching drafting their ideas writing integrating technology publishing their final products and sharing them not only with their classmates and their teachers but also with their families at home for our spotlight on kids tonight our fifth grade students have created a presentation that will hopefully persuade you to take their side and if not it'll at least give you something to think about we have a few fifth graders here with us as you can see and they're representing the entire grade level a grade level who worked collectively to create this project so we are excited to see what you think here we go good evening we are fifth graders from quinn elementary and we are happy to be here to showcase some of our hard work in the following slides you will see the steps we took to complete the following project but first let's introduce ourselves my name is logan francisco my name is addison thomas my name is ella torres my name is laila faye my name is kedzie calabrese my name is pennsylvia my name is violet hill and my name is audrey ostegi the unit of writing we worked on during this time was a research-based argument essay we were required to read of sorry we were required to read a variety of articles that discussed whether or not snow day should be virtual after doing some research and identifying our strongest evidence we are required to develop a draft of an argument essay on this issue we had to build a powerful argument to support our claim in doing so we had to evaluate arguments in the perspective of authors with this new information we developed a stronger second draft should snow days be virtual this draft included three reasons to support our argument our goal was to write for real life purposes and audiences you our school committee please enjoy the following video hmm have you ever witnessed a snow day well if you have you can agree that it's an awesome day you are wide awake rushing out the door still putting your boots on just to play outside in the snow you probably stayed there for hours and hours on end all day now imagine instead of rushing out the door with excitement you probably walk over to your combat to begin the virtual work for the day while you watch the snow falling outside your window side picture right well this is the reality for some students who have virtual snow days snow day should not be virtual because some students may lose access to digital work students have already lost a lot due to the pandemic and most parents would prefer that their child will participate in a traditional snow day while virtual learning may have its advantages technology is not always the most reliable making traditional snow days a better option one main reason technology proves to be unreliable is power outages if a student's device sets down and gets kicked off of the google meet or zoom the student isn't learning and could fall behind on work another issue students face with technology is poor internet connection even if a student's home does not suffer a power outage the internet during a snowstorm could easily go out lastly technology could prove to be an issue because the student's device may not function a problem might occur with the audio or video on the device making it difficult for a student to learn another reason why studies should be kept traditional is because students have already lost a lot due to the cocoa 19 pandemic kids have lost friendships and from the members kids have also lost some of their social skills keeping traditional snow days allows for some normalcy and students lives some families with busy schedules actually get a little time to spend together during snow days and boost family relationships students should have the opportunity to disconnect and be kids students have already lost out on so much holding on to traditional snow days allows students to keep that element of surprise of no school lastly research shows that most parents would like their children to have the experience of a traditional snow day there's been a lot of focus on closing the educational gaps and some may feel that using a snow day as a virtual day can help to do so however others believe that students need a chance to just be a kid evidence suggests that many parents would simply rather have their children not long into a virtual day in the new york times article should there still be snow days it states sarah allen a parent in king's kensington neighborhood of brooklyn said the streets near her home are coded her four children will not be attending classes as usual miss allen is certainly not the only parent who feels this way if parents are going to declare their own snow day it can be argued that school districts should cancel as teachers would now have to catch those kids up who did not attend the magic and the excitement of snow day is something every student should experience virtual learning may be a great tool but it doesn't replace the learning experiences that take place within a physical classroom students should experience a fun-filled snow day and most parents would agree in conclusion snow days should not be virtual because students may lose access to digital work students have already lost a lot due to the pandemic and most parents are preferred that their children participate in a traditional snow day [Applause] [Laughter] so thank you very much as you can see see a lot of work went into this presentation um and this is what they do during a regular school year so this wasn't something that we put together just for the school committee the boys and girls in fifth grade and in a lot of our grades at quinn school and across the district work really hard to put presentations like this together and i think they did a pretty awesome job and i would be remiss if we didn't also mention their classroom teachers we have three of them here today mrs rosa miss saltmosh and mr bowman have come to support the kids does anyone have any questions any comments or questions mr oliver i'll just stop by saying what a wonderful job you all did so i have to ask were these a lot of these your ideas was this all student driven or did the did the teachers kind of give you some some ideas some hints you just come up to the microphone because it sounded like these are all your ideas i could be wrong um the teachers did help with a little bit but it was mostly student driven yeah that's awesome and you you folks made a great case to keep snow days the way they are so thank you all very much mr nunes yeah thank you madam you have a fantastic job i mean being a little bit older than you guys i can remember when i was in grade school we used to listen for the air raid siren to go off and that would that was the k that was the cancellation of school type of deal so uh but i totally loved you know the logic you put behind it and what you looked at and you know the different pros and cons of of being there and that's absolutely wonderful so um nice job thank you miss amarillo just as mr news says a real fantastic job i i loved uh how it was put together i love the drawings throughout as well and i'm am i correct to say are some of those drawings actual student drawings or oh no they were great but um yeah i know great job you made a great case and yeah if you're asking me uh my favorite thing about a snow day i i concur that we keep them traditional you made a great case but i was also of that thought as well um is not setting my alarm because i'm like a 4 30 family we're in light sleepers throughout the night so just not even if it just means an extra 20 minutes of sleep i really look forward to that so thank you great job just wait yes so i guess i just have a question because i it's you know hard decision here but how many of you actually this year during a snow day either build a snowman made a fort um did had a snowball fight or went sledding or did something fun outside on a snow day raise your hands well that's pretty good i think i think you i mean personal experiences you know you're showing you're really putting that time to good use and that's exactly what you should be doing so we'll keep those traditional snow days in my opinions so i just want to say that was really great and i want you to all keep keep it up because i'm going to tell you a story about my child who in elementary school got instruction in writing a persuasive essay and they had to write a letter to their principal and he was in fourth grade and he decided it was not fair that all of the fifth graders had all the fun all the end of the year events everything and so he argued that the fourth grader should have a talent show and now um demelo has a talent show every year for the fourth graders because of the persuasive writing of one of the students here there so your writing matters your opinion matters and i'm super impressed with what you have done i will also finish up by saying that i am also by training a political science professor so i'm going to teach you two things about government tonight one a school committee cannot make a decision about an issue unless it's on the agenda so while we all very much appreciate your arguments we will not be taking a vote tonight and two right that really isn't our purview it is in fact the purview of the superintendent luckily she happens to be sitting here and she heard all of your persuasive evidence so don't be disappointed if we don't take a vote this evening do know that your arguments and your opinions were heard by all of us and we very much appreciate it thank you thank you so much awesome [Applause] all right so next on our agenda we're going to have our student representative report and can you step up to the podium and join us hi everyone so with the return from april break we've had some very exciting and engaging events here at dhs to start off our indoor winds took home the scholastic winds a class silver medal for their outstanding performance at the wgi world championships in dayton ohio this past weekend our indoor percussion took home the bronze medal at the wgi world championships finals this weekend with their stella performance congratulations to the indoor color guard who had a strong performance prior to april vacation congratulations and best of luck to all our students and advisor mrs kane who are currently in atlanta for the deca international competitions the dhs theater company is celebrating its 10th year in existence with their production of shrek the musical on may 5th and may 6th at 7 p.m and may 7th at 1 pm and 7 p.m tickets are going fast so we to all our ap students who will begin ap exams next week our teachers and students have worked so hard all year and are very prepared for your success thank you to all the custodians who worked hard over april vacation to transform the dining hall back to normal there was a definite buzz in the cafeteria as students sat at lunch tables instead of individual desks for the first time since march of 2020.

this is urging the board of education to rename the castle beach the castle high school football field after former representative ken ito and we have ron han in support and he is not available no one else to ask questions for so we will move on we are on house concurrent resolutions 56 house draft one requesting department of education to implement a filipino history culture and identity social studies course for high school students we have a number of justifiers uh keith hayashi interim superintendent teri ushijima are you here oh there it is in person welcome good afternoon good afternoon chair and members a member of the committee raymond fujino on behalf of interim superintendent keith hayashi the department will stand on its written testimony offering comments okay and basically can you just share what that just of the comments is i'm going to call up our social studies specialist roseanne fukuda okay who has more extensive knowledge um nice math by the way yep motorbike chair and member of the community can you speculate hawaii department of education yes thank you yes just a gist of what you're you're supporting your non-support i know you said comments so yes would you like to explain to the public did you have i'm sorry yeah do you want to explain to the public your testimony are you in support are you opposed we're offering comments yes is what's the gist of your we're saying that there are mechanisms in place for any school um in the state to create such a course and that we even have something called directed studies that can certainly be used by any school in the state that wishes to make um detailed study um of such a course so um that this measure is not needed at this time because we have those mechanisms in place should a school want to to create such a course maybe we would entertain that okay but this is a resolution so you're you're not required to do so but it is requesting it if in fact they're able to so the mechanisms in place would be for an elective course yes should a school um put that forth we do have procedures um for schools to be able to create courses okay any questions has a school ever gone through that action i'm sorry has the school ever gone through that action that process uh they have not in this particular um course but schools yes they take advantage of that and create courses yes signature okay thank you okay uh next um testifying is amy agmayani justifying for why friends of civil rights thank you very much for this opportunity to testify in strong support of this resolution we believe that it will benefit filipino students as well as students who are not a filipino heritage learn about hawaii and us history and we appreciate the department of education identifying the fact that there are mechanisms to do this and we will hopefully encourage people to use these mechanisms but obviously it hasn't been used for this area and so i think this resolution requesting them to pay attention to the largest ethnic group in the public schools is appropriate okay thank you we have patricia palagal welcome patricia aloha thank you vice chair mercado kim and senator kanuha my name is patricia halagao and i'm a professor at the uh college of education testifying on behalf of the teen alex filipino education council you may read our full testimony online in support of the resolution research backing curriculum that reflects the community we serve but what i'm here for really is more to listen to the students who you'll hear expressing that they feel invisible in their education and a call for an education that reflects them their story is like many of us who did not learn about our history culture and identities until we went to college but what's so exciting is that these students are actually doing something about this and taking education into their own hands so i want to list up the filipino curriculum project they're a group of diverse team of public and private high school students immigrant local born mix who are designing the kind of curriculum that they want to learn in school and i'm so proud of them um for doing what they're doing and opening the doors for other underrepresented groups these are our future teachers and so i appreciate the wide support community and multi-ethnic support of the resolution and thank you for your time okay thank you very much remark below ubilotti okay welcome [Music] good afternoon to all thank you for allowing me to testify my name is raymar biote i am i'm a recent graduate from waipa high school i am testifying on behalf of the filipino curriculum project a public and private school collaboration that advocates for filipino representation and our high school education we strongly support this resolution so that the next generation of filipinos in hawaii will grow up seeing themselves in school and that they will grow up recognizing the history and culture of the philippines that most social studies curricula have long overlooked and we believe that representation does matter the whole filipino curriculum project team also hopes that this resolution will open the door for philippine representation and other ethnic um groups on the island such as samoa tonga portuguese hawaii and many more as a brother i support this resolution because i want my younger sister and the next generation to grow up in a community where seen and valued as a secondary education major i support this resolution because i know that education can make students feel seen and worthy and that education should be one of those endless gateways to making every individual proud of their own ethnic identity and again thank you for madame for giving me this opportunity to testify thank you thank you [Music] caitlin agnes hello you caitlyn welcome caitlin um so hello my name is caitlin j nagness i'm a recent graduate from cal poly high school and one of the members of the filipino curriculum project that i'm here to testify for and as a second generation immigrant from the philippines i didn't grow up learning my family's language or knowing the country's history at all for these reasons i felt lost saying that i'm filipino american when i got to high school i didn't i realized that there's so many other people who feel the same way as i do and it's shocking to see that i joined this project because i don't watch because because i don't want future generations of filipinos in hawaii to feel the same way as i do supporting this bill will also benefit those who aren't filipino because the philippines culture includes vast similarities with other ethnicities like the polynesian islands this curriculum will allow every student who chooses to take this class to embrace their culture and self-identity as a group we already received a lot of support from the doe by connecting with other education leaders and talking to various communities in hawaii we hope to gain your support as well thank you for listening thank you charlene hello thank you for the opportunity can you hear me yes um thank you for the opportunity to testify here um in strong support of this resolution on requesting that the department of education implement a filipino and history culture and identity um social studies course for high school students my name is charlene blumenlag and um i'm testifying as an individual um i do not represent the university however um i have i i teach at the university level and have actually taught filipinos in hawaii a credit bearing course offered through the ethnic studies department at the university of hawaii in prior years and among my enrolled students over several semesters were undergrads from filipino backgrounds part and full as well as non-filipino backgrounds some were um from the continent but many were actually schooled in hawaii in the public school system and the private school system and i mean strong support here for this resolution because the significant impact is that it will be offered at the high school level rather than having students wait for university where many actually do not have the opportunity to continue on to so i just want to establish trunk support with the students here for this resolution thank you for the opportunity thank you charlene our next testifier is agnes molati agnes thank you vice chair marcato kim secretary and senator favela i am a product of the public school system i came here to the united states to hawaii um on the ship so technically i was i'm fresh off the boat and i was part of that i was i grew up in a time when it was very contentious to be an immigrant and there was great divide between the locals and the immigrants in my ninth grade year at waipahu high school i took an ethnic studies class and we read about quindaly o'conne's story and that changed my perspective as to how i view the world and how i viewed myself in it i was always yearning for information for stories about filipinos but that was so lacking and so i'm really in strong support of this resolution i feel a stronger ethnic pride and identity i will empower our youth to positively contribute to their communities i direct the health careers opportunity program at the university of hawaii manoa there are many students who have come through there for filipinos hawaiians and others from underrepresented groups and it's just so encouraging and so um inspiring to see when we talk about when they talk about their culture and they talk about their um background that they light up when they feel that their culture is valued the healthcare's opportunity program works with high school to college students thank you agnes appreciate your testimony leonard forrendo president testifying for surrender youth council and then we have about 18 others in support individuals in support and one with comments is there anyone else wishing to testify on this measure either by zoom or in person uh hearing none members were open for questions and the two of you sitting in the background is just um you know it's very exciting to hear that um you know i went to this event um last night saturday night and it was for the filipino women was a ball on their achievements and their accomplishments when being here as women and leaders in our state the only reason why saying this is because i'm i'm not filipino filipino nephews and family members but every time it's my second time because of pandemic they didn't have it second time going to this event and there's one thing that i can tell you right now is not loss is their culture especially when it comes to these women leaders this event is held and just beautiful dresses and you know i finally got myself a barong you know and looking at the festivities and the reason why i share this is because when i went home and to let's let you guys know i keep turn runner up for boron contest just to let you know thank you thank you but the reason why i see this the sadness that i feel as a hawaiian as a portuguese and japanese i i see the culture of of the filipino culture strong i understand they want to do the language in the schools and i think that is great but there's one thing that i can tell you when i listen to some of these kids i don't know if they ever been there so i even told my staff and even some of my hawaiian family if they ever get somebody that offered them to go to this ball they should go because it's well put on well organized and they love to dance love to love to dance and i feel so proud to be there you know i mean i'm not a filipino but i feel proud to be a part of something that they kept their heritage so strong and then at the same time i feel sad for myself and for my heritage as a hawaiian that even though we see everything about hawaii but we don't have that cultural gathering like the filipinos did uh that night so i'm glad that these kids stepping forward and everybody's coming forward but you know out there in in uh uh facebook lab he was his zooland or whatever you call it we got to get together as all of the people of hawaii too exactly what that one guy said he's a brother and he wants his sister to know all these things i like what he said because he didn't say and i'm proud because he said couple of my races portuguese and hawaiian so i was very happy that he said that but going forward we need to have the doe uh uh specify the actual needs in our multicultural we cannot keep thinking inland style teaching mainland ways uh uh you know i'm sorry corn i remember i might have a test about how much corn anyone would train across the street and whatever county i never know nothing about corn in elementary and the only train i knew was the train that never moved i mean ever so those are the things that we gotta really like like they said they're gonna centralize teaching for the people in hawaii off the mainland style because that's not going to help us any here but i'm proud and like i said i'm proud to go to the event and i'm happy for these kids i think they're doing a great job and um you know you know that i'm going to be pushing for other other cultures too it's it's awesome thank you thank you um thank you take your chair thank you senator fabella i certainly can't understand that because growing up i was the only um korean filipino student in my school it seemed i shouldn't say i was the only one but certainly lacked first i was kind of embarrassed to say i was filipino because you know they had all these stereotypes about filipinos and then there was nothing about koreans and there's still nothing i think that is being taught in the schools about the korean culture as well and so it took me to become an adult to understand all of that um but i just want to also make a point that you know we are multicultural and and our schools should reflect that in the curriculum or in the electeds as well so i think that all of the ethnic groups uh that contributed to who we are today should be there so hopefully uh this is just one of many as um to directing um doe that we're not trying to tell you what to teach but that you folks look at that and look at how we can become more diverse in in our curriculum so if there are no other questions just reading the um [Music] is this going to be just specified for farrington and like paul oh yeah no because you know i have a beach area not and again you know each and as it was stated by each school uh they do look at what they're gonna offer and um you know those are things i i'm sure a lot of thought go into it before they put it part of the curriculum um so with that we will go into the decision making took a restart reset to call the education committee back to order we are in decision making the recommendations will be to pass hcr7 urging the hilo high school community i'm sorry we're going to be deferring hcr 7 at this point again the committee feels that this is an issue that should be dealt with at that level we don't know all the candidates it's hard to take a stance for one family versus the other family at this point so the recommendation is to defer is there any discussion hearing none okay uh h c r 51 this is requesting department of education to prioritize funding for air conditioning schools on the hawaii island that are regularly affected a recommendation is to pass as is is there any discussion members hearing none if uh senator kanoa would take the vote recommendations to pass pass hcr 51 unamended cherokee dhani is excused vice chair kim hi senator de la cruz is excuse i vote eye senator favela all right three eyes recommendations adopted thank you for helping current resolution 74 this is urging the board of it to rename castle high school after former representative ito again i uh a very good friends with senator representative ito and uh i feel he's very meritorious however the recommendation is to defer this measure again it is the naming and that's something that i think needs to be further uh is there any discussion on that hearing none so ordered uh hcr 56 house draft one requesting the department of education to implement a filipino history culture and identity social studies course for high school students recommendation is to pass as is is there any discussion hearing none again doe if you will just take a look at all of the cultures that we appreciate that um so with that uh chair of woodside of three members president any with reservations indian opposition recommendations adopted okay thank you and members we are on our deferred agenda from april 13th and this is advise and consent on several gm's gm this is for consideration confirmation the early learning board and also um the board of educate okay let's take it uh i'm going to take it all in one motion so gm 784 gm 801 gm 804 gm 802 gm 803 and gm 805 and again these are for the board of education as well as the early learning board is there any discussion numbers hearing none recommendation is to advise and consent shares recommendation on on said gm's are to advise and consent outside shareholder spy senator kidani is excused senator dela cruz's excuse i vote i senator favela bye share recommendations adopted okay with that that's the end of our agenda we are

super ebell compares the school board and superintendent evaluation to present a data view that identifies areas of agreement and disagreement providing an excellent catalyst for discussion superintendents have the option to add post evaluation reflections and comments at the conclusion of these five steps the superintendent and school board president applied digital signatures to finalize the evaluation once the document is signed the evaluation is finalized and super eval generates a foil version of the superintendent's evaluation that can be used in response to any foil request the evaluation is then stored in a digital archive that can be accessed at any time [Music] so that'll give you a good sense of of what the program is about a couple things i want to point out we have rubrics that are built into the system uh they're based on the aaa aasa national standards for superintendents these should look pretty familiar to the board its relationship with the board community relations staff relationships business and finance and instructional leadership so there are 24 super superintendent competencies across those five domains in the last section we allow the superintendent and the board to define annual goals that they'd like the superintendent to work on so that the superintendent can put in evidence and reflection as to how he or she has met those goals i mentioned that there are 40 school districts in illinois i just always list some of them because a lot of times school districts want to know who else is using uh super eval to evaluate school superintendents and so i like to share that i also often get questions about the cost so i like to put that up front super eval is based on an annual subscription model that goes from july 1st to june 30th the cost is based on two evidence evidence-based funding tiers i believe us we go through it 308 is in uh tier two if i'm not mistaken so that cost would be eighteen hundred dollars for per year that includes the superintendent and the school board for the purpose of evaluating the superintendent over the years superintendents and school boards asked if we could add additional roles into super eval so there is a way that dr sparlin would be able to use this to evaluate his cabinet uh any principles that report to him and any any additional staff so uh for a hundred dollars per additional license dr sparlin would be able to use super eval in the same way that the board evaluates dr sparlin dr sparlin would evaluate the people the leaders in the school who report to him and then we do have a component of this where the school board does their own self-evaluation for 300 annual subscription and then there is a one-time onboarding fee that includes training on the on the program so i'll stop talking there and um i know i've met a couple of board members and dr sparlin and presented this a couple times so i hope i'm i'm not being redundant and i'm happy to answer questions that any of the board members have about super eval i just uh dr bailey nice to see you again i had the opportunity to meet dr bailey as well as three different school districts at the triple i concert um in the past november this past november and i will say it kind of floated out of there and i think i ran straight over to teresa and i was like teresa did you hear about this um because it's definitely something that is needed when i was campaigning for my board seat one of the things that i was conflicted with and frustrated with is kind of lack of common language lack of understanding the process and from a strategic standpoint and for me going through an evaluation cycle with uh regarding the superintendent contract once there was definitely some confusion every every board member enters from a different perspective from a different um you know experience level i happen to be an hr practitioner so this is something that is incredibly um close to me and something i'm very passionate about but not everybody has the same filter through which they are doing this and so i think the opportunity here um for our district is exponential i think that once we can align the board and the superintendent with the goals for the district and then dr sparlin can align his cabinet and so forth and so on i think the opportunity the synergy for that to happen i think just will make things uh more transparent i think it will give us the opportunity to save money and understand what is expected and then what is actually uh produced so um this was a no-brainer for me i brought it to the board and wanted to share it i had the opportunity as dr bailey has up there to hear from all of these districts they had both their board president and their superintendent present and many of them had some of the same frustrations and and challenges that we've had and to hear their um testimony as to how they were able to overcome that with this was um very impressive and we even had the opportunity one of the superintendents opened up his evaluation and went through it with us which i thought was incredibly brave um and there were districts that were you know large and small and so forth so you got to see you know where other people were finding challenges and they were very similar to what we were going through also the automation of it this is very similar to what teacher how a teachers are evaluated i've used the evaluise software before for teachers and this reminded me very similar where you upload your artifacts and so forth and it gives dr sparlin the opportunity to do so on a day-by-day basis versus having to sit in front of the board um in a closed session and answer questions from a year ago which is we none of us can remember what happened so i'm just very excited about it i hope the board sees the value in it um dr bailey i i when i saw this in november though i thought the board evaluation part self-evaluation was a part of of this that they were intertwined um do you mean do you mean in terms of cost or do you mean in terms of the program itself both so the the school board uses super eval to evaluate the superintendent right um that's that's what the platform fee covers um it's a separate process for the board to evaluate themselves so it's still within super eval but it's it's a very different process where the the board does an assessment of of how it's meeting best practices for school boards and then throughout the year the board collects artifacts and evidence and reflects on on those best practices and then comes back and does a second you know how are we doing type of evaluation where each board member then you know for example the board speaks with one voice when evaluating the superintendent or whatever whatever the thing is that the board's working on uh the board completes the rubric about how the board's working so they're connected but they're really um separate processes and and a separate cost to do that okay thank you i i must not have understood that i also want to share that uh the illinois association of school boards has adopted this as their official uh super evaluation tool and that is part partially why we get a discounted fee as we are part of it one of the and i don't remember which district it was but one of the districts said that they were really struggling with goal alignment and once they set the goals for the board and then once they set the superintendent goals and the superintendent set his cabinet goals uh they were all the same which i thought was interesting but they just said that the alignment of all of those and seeing it physically seeing it and being um able to evaluate against it really [Music] showed where the holes were in their process and jen if i can add just one more point to that the the retention rate for districts who use super eval is 96 to 97 year over year so when when school districts when school boards when superintendents use this they sign up again and they really like how this does align goals with evidence and reflection and gets the whole entire school district moving in the same direction uh and providing that accountability for everyone along the way exactly so that you know that you you'll see right away if something's not working in terms of meeting annual goals and that's a wonderful conversation to say hey this this is something we need to work on and uh i've always believed that education is about growth and so that's why we do this and uh we're very much in favor of the alignment piece that you're talking about that's that's really important to though thank you dr bailey and i know you couldn't see i i was i was about to start asking you some questions i appreciate your adding on before we get started though dr sparling are you comfortable continuing a conversation about your contract in open session yeah that's fine okay thanks um second so i have done these as most people could imagine seven times um on paper on paper i have compiled these two of those times myself i love the concept of automation let me just start with that i love it i because having actually done this the time commitment involved was about 20 to 30 hours of that week wow wow and most of that time was spent tracking down my fellow participants to make sure that they had given thought to what they wanted to add and offer in terms of things so that was my experience so i can see the benefit of an automated system but i do have some very specific concerns that i want to make sure and this is probably more i think you did a great presentation i feel very clear on what what it is that you provide and i appreciate that but really with my fellow board members a few different things um and maybe dr bailey first you could answer for me one of them and you're cool for real you're okay okay one of the concerns that we have had in the past um the concerns and the problems that you listed um yeah these are these are real problems um and they have been uh throughout several different boards however the problems tend to be [Music] what uh mrs johnson had mentioned that everyone comes from a different place so one of the things that often happens is there's no feedback given how and on this um i heard you say that you can provide evidence and documents to support the feedback throughout the year but board what if we don't use those what does that do to solve the problem of will we commit to using those tools in a way do you see what i'm saying um because i have often received straight numbers without comments or feedback or anything to give any clue as to what was informing that decision so this tool could help that but frankly most of these categories are categories that we have on the current evaluation the automation process is awesome the cost is pretty low um i believe we already have a border val tool that we use through iasb so i don't think we would need to in my opinion i don't think we would need to purchase an additional one no um dr sparlin or well dr bailey so the question is how do you solve the problem of specific feedback what what part of your tool would change that problem or solve that problem that is different from doing it manually what about the automation process makes it more robust for dr sparlin in terms of feedback sure that that's a really good question um first of all i would say that having a rubric that's point and click the rubric has descriptions for performance so you know i should show you this rather than just right so we currently have that same rubric for performance i'm speaking more to the comment piece rather than the rubric okay the specific feedback piece i'm gonna say that you know the the if if board members aren't committed to giving feedback to dr sparlin and we've facilitated that by identifying the the criteria providing the standards provides dr sparling goes through and says here's my evidence here's how i'm reflecting on that evidence here's how the evidence is indicative of my performance with regard to the competencies that have been identified or the annual goals quite frankly there's nothing in super eval that will force the board member to give constructive feedback our our point in doing this is to create the process and make it easy and efficient but thank you sorry i would never claim that it provides motivation or um right you know know what i mean well and and that's what i was asking for is to highlight that that doesn't take the responsibility off of us as board members to observe hold accountable and handle our our no responsibilities but the automation piece of it can reduce some of the barriers to having time for it um i don't think that's a bad idea i do have a couple very very specific questions but can i i actually have a bridge to that to your question so for instance when um a teacher is evaluated on student engagement she will she or he will upload artifacts that specifically hit on student engagement right yeah that's and well and that's the piece i really liked so let's say that you have an option community engagement for dr sparlin i'm making this up right now along the throughout the year and we also what i would presume we would want to maybe do like a quarterly or a halfway through the year and say here's how you're doing so far right he could have uploaded 12 things that he did in the community that we may not normally know about so then when we're sitting having our closed session evaluation when he's not in it and you're like well i know he went to this and i'm like well i didn't see him in anything we now have an opportunity to have engagement around these things where we may not have before and so what i appreciate about this is that instead of us having to dig for it it's up to dr sparlin to say okay well here's what i've done against this specific goal thank you um so really quickly dr sproul and i have a few questions for you regarding this typically in your contract um we have to agree to the superintendent evaluation tool being used and we usually do so so that you have the entire year using that tool um so is it your impression that this is going to be used for this year's evaluation or that you will have this to inform you for the following year yeah we had uh we had that conversation when dr bailey was presenting and uh that's something that i had spoken to and i would like to use it beginning for next year so you have i have the year as ms johnson just mentioned when you talk about artifacts and uploading and being able to demonstrate the efficiencies of each one of these goals and and things of that nature so you have that year and you're able to do that as you as you go thank you for that answer that's kind of that that fits with what i believe i've always learned been taught understood about how the contract evaluation process for the superintendent works um so that makes sense um do you like this tool dr sparlin does this feel like it will help you portray accurately what your job is and how how you're achieving it yeah i like a lot of i like the things we just just apparent some of the things that were already said you know whining board uh aborting the superintendent goals along with the cabinet because i see i i think right off the bat i would like to use this with my cabinet as well so we're utilizing on the same page and we're utilizing that same tool and we have all of our arrows so so to speak in alignment go in the same direction you know i like the self-evaluation piece i like the idea of being able to upload the artifacts that demonstrate you know that that these uh these goals have been met and this is how i see them and i like the self-reflection piece and like you said um sometimes the feedback has been you know it's been there but it's been lacking and you know we've talked about this before and um i i like this idea but like dr bailey just said you know it's up to everyone to provide the feedback as well that's the key point i want to really have in this conversation is our responsibility and i don't i also don't care i i don't prefer having these conversations also in open session given that word self governance is a closed session topic but since we are discussing it if it's okay with everyone else i just want to make sure i'm highlighting that it is our responsibility to be looking for these things throughout the year as well um and i think that that will serve us if we use a tool such as this it that that is a that is the most important piece is that this needs to be a consistent piece for us as well yeah for the sake of your first question i just want to give dr sparlin a chance to elaborate on the first question because we did have an extensive conversation in regards about this year and next year okay thank you and i just wanted him to uh just elaborate on i thought what else we discussed in the meeting in regards to what could happen yeah we we also talked about a um utilizing a what was the what's the word i'm looking for light white yes yes came up with the idea of you know that you know we could do a light version of it and uh so you know i and dr bailey said you know when we had that conversation he said that we could do that if you know a white version obviously the artifacts and all the types of things that would be there i mean if you're going to start this if we didn't use it anyway exactly right right yeah but it would give us the opportunity all of us to utilize the two of the issues no i i don't think that any of that is a bad thing actually and no additional cost thank you well right and i think what i appreciate the most is this 1800 a year contract that is very low yeah if i remember correctly the our budget is significantly higher than that and this would be a tool that would allow us to more effectively handle our one of our most important of our three responsibilities which is hiring a superintendent and evaluating yeah right so i i i really like this lorry to your point about how you didn't get a lot of feedback and you had to chase it um super eval prompts and does the prompting so it kind of takes a little of the human part of it out so it's not like oh the president you know bugging me the president's bugging me so um but also number yeah i gotcha yeah no and and i and i didn't i want you to sure i i want to make sure that i'm also speaking accurately on behalf of all of my former board member peers that you know this isn't any one person it could be any single person in a given year if that happens to be a busy week or whatever so that to me when we talk about a superintendent evaluation is the most important thing is that this is an ongoing tool rather than a once-a-year tool um and i know dr sparlin and i have had those conversations also that it it feels incomplete um because what if you don't you don't remember a year ago or even six months ago or cove it happens where all the things yeah right so i'm super super interested in in looking at this um when that was you actually answered my my last question which is are you looking at using this something like this for your cabinet and you are um so that is for me something interesting because i like the alignment with senior leadership and what we are also looking for because it does put everyone on the level playing field so that's my last question one of the killings that i think you have to leverage i just want to make sure to get the value i know what was going on and i don't know if we would say i missed this comment i i was just saying i i think it's very smart to leverage it you know through the cabinet and whatever however deep you want to go um to get the true value um because they have a dollar hundred dollars per additional that's that's so can i just get those the oh yeah ali and jared do you have any thoughts or comments is this uh is this coming out what what bucket of money are we talking about that's coming out of capital not capital outlay it comes out of the board of education our budget our our board budget that we thank you i just want to the other point that was that was really driven home by these other districts that i had the opportunity to hear from is that it also holds the board accountable and i'm not saying dr sparlin has said this but there are some times where he may get a call from seven different board members who have issues and it's very hard like what is the one voice because we all have very different perspectives and he's very good about saying okay this is what i'm hearing the board say but this really kind of puts it in you know black and white here's what you said were my goals here's the art you know and so i think the other part that is very um impactful is that it also keeps the board accountable well yeah i i i really i really think this is interesting um yeah i i guess i i have a few specific wonderings about things like at this current point we are able to see performance reviews that each of our fellow board members has submitted for better or for worse because sometimes for dr sparlin that helps him understand because he knows that person oh they would view this this way because of acts um will we and he still have the opportunity to see which board members were reviewing things so that if we have follow-up questions we can ask i had that question i was going to defer to dr bailey i believe on the video it showed the anecdotal comments but it looked like it had the name of the person underneath it did i see that wrong or did i see that correctly you saw that correctly uh you as a district and as a board have the option of providing the names of the people who provide the feedback or you can remove the names and and only provide the feedback so and done both ways both ways in the district and my personal feeling is that there should be a name attached to that feedback and and i think that's the way you build relationships is that you you address you know people who have things to say so thank you dr bailey my recommendation is to keep the names but some districts don't want to do it that way thank you thank you dr bailey i know it's so hard to see being doing the remote and i really appreciate you coming in to do this via video at a disadvantage um actually on further reflection i think we don't give dr sparling the names the people who we do give each other the names of the people so that would be something we should probably consider is that the other thing dr bailey and you can touch on this this their program is also very um customizable you can call his team and if we choose not to use those 24 and we want to add one that might be a further conversation perhaps in the future at some kind of board agreements or whatever but um i feel confident that i have the information that i need now from dr bailey if we want to ask anyone else ali and jared do you have any more questions before we let dr bailey go i would like to expand on one of lori doyle's question if i may the question where we all answer a question differently based on our sometimes our own relationship with him like how i would more experiences yeah right so how i would answer a question is sometimes very different from what fellow board members would answer a question so how does buying your system cut down on that or is it just that's always going to be how it is this is just a different tool to use yeah that was so i'm sorry i'll let him answer that's a really good question too um i think uh the way our our program works is that when you rate dr sparlin on the rubric it takes the average of the seven seven responses yep he might so that in terms of the rubric that's where he'll be evaluated on so whether it's highly effective or effective uh wherever that that happens to be but then the comments themselves can be based on very different experiences from the board members but i would also argue that the the most important thing that should be based on is the evidence that you either see or don't see in dr sparlin's portfolio if you will um that's legal is there a way sorry go ahead sorry in in our the last several reviews that dr sparlin and the board have agreed to we have weighted different sections in different ways is that an option with the software it is not okay so that would be a difference in how we do an evaluation currently and again with dr sparlin's permission we rate in past years we've rated the board priorities as about half even though there might only be four or six that's about half of the weighting of the review and some of the other things have a lower level rating based on what the board has felt at that time we wanted to make sure he focused on being board priorities in this format if there's no waiting available it's worth considering how does that get set up so that the importance of board priorities if that is still this board's priority is to have board priorities rated higher in his performance review how are we going to capture that and not dilute it with other things that we have currently been weighing as less important because we might have 14 things but four of those things are worth half of the grade so to speak well it can be based on what the competencies are that we choose so if we think whatever broad i mean board priorities isn't actually an item so whatever those board priorities are let's say social emotional we pick the competencies that match that and those will i'm sorry i thought i saw on here i thought i saw on here and i just want to make sure i'm understanding this right because this is different to me um and i haven't had the luxury of looking at this previously so i had seen on here in the quadrants you were looking at the five domains with the five domains in our annual goals f1 f2 f3 that's what i'm referring to as sport priorities no common language is important yeah um but i'm seeing that as three things in a list of yes thank you so much for changing to that one that was the one yep there's 24 competency and only three are on annual goals whereas currently we rate those as fifty percent of the evaluation um am i correct dr sparling that's about 45 it's it's a it's more of waiting yes yeah it's a higher weight so that is so i get the competency that goes into each of the goals sorry but it's it's and to use the common language annual goals um those three things weigh a lot higher right now which is a significant change so i would be concerned about and thank you ali for expanding on that because that's actually what made me think of it um i want to think about that part of it and how do you make this is the system able to work for what we have valued doesn't mean we still do but what we have valued which is we really want to see and i think we'd have to discuss that in closing yeah and well and that's what i'm saying i there's some of this that kind of falls into open and closed and i don't want to overstep on that but it's hard to have this conversation without those pieces yeah i think most districts identify specific competencies and don't evaluate the superintendent every year on all 24 competencies right so i the way i would i would probably do that given what you've asked me is i would identify specific competencies and and remove other competencies like that's just a click in a box and you can pick which competencies you're using i would also say that your annual goals are where you know maybe that's where you put your highest priority is in the annual goals and you can put as many or as little as the annual goals you want you also have the option of just using annual goals and evaluating dr sparlin not on the 24 competencies but on annual goals and and having that be the only thing that that you use thank you for sharing welcome yeah i i heard that that there is flexibility to that and so the conversation about that would be a closed session conversation i think um okay that we would all have together but thank you for explaining that there is flexibility in that okay anything else thank you so much dr bailey we'll be in uh touch you for your time and and thank you for what you do for our community um it was a real pleasure thank you thank you goodbye all right item 7.1 is a presentation from associate superintendent faith alquist regarding professional development thanks i thought i'd come over here so it's a little easier for those people at home to hear from me so i'm really excited to talk about envision 308 and professional development this evening as you may recall a part of envision 308 is having an annual report on all things professional development which also includes the preview of a three-year plan this is the first time that we've presented this but we'll have this annually and just as we're getting started i felt like it was really important to talk about some of my beliefs around professional development it is the responsibility of all of our leaders while i'm party of one here this evening there are hundreds of people that are involved in all of the processes of developing our staff with professional development i feel really strongly that the trainings that we provide to our administrators and to our teachers need to model the type of instruction that we want our staff to provide to our students and then training needs to be ongoing it is not a one and done type of a situation we bring on with our coaches and have repeated processes and then it needs to be monitored through classroom walkthroughs through our student and staff survey data as well as our achievement data to see how we're doing and then finally each staff member has a role in their own advancement of their skills it's my belief that if we want to develop our administrators to be instructional leaders then we have to expect them to model good instruction so this next piece is something that we use on a regular basis it's our vision for instructional practices and what's a little unique of this is it's not just student and staff the far right columns are also what roles do our building administrators and our district administrators provide when they do this training so this is part of our climate for learning in component five and it is our expectations for designing for engagement and when the team sits down to work with their coaches or with each other to make professional development we keep these things in mind so whether it's for students or whether it's for teachers we're looking at having some autonomy in the learner that they have some choices there that they have some differentiation because we have lots of experts whenever we sit down to do professional development as well as novices just like our teachers do with our students and then having collaborative structures and having time to reflect that's really key with what we're wanting our staff to do with our students so we need to model that and then really being upfront with what is the expectation and learning targets we talk about that within our classrooms and then the sense of inquiry of having staff or students ask questions and apply their learning and of course all of that with the final role is about establishing a level of trust where students and staff can take risks and then go on with learning so this next uh chart is really something that i'm going to come back to several times throughout the presentation whenever i sit down and look at professional development or i'm like oh we're just not getting it um i reflect on our ability to do these five things and this is not just about professional development this is about how do we build a climate because when you think about training 2 000 people over many complex issues over many years this is about managing complex change and this chart kind of keeps in mind what is important when you do that so for example in the first column if you go down and vision is missing then you go over to the purple and it tells you what emotion is likely to happen then you have confusion if you have all the skills which is usually where professional development starts and ends if you are missing that you have anxiety with education incentives is more about the why do we do what we need to do if that's missing then we're at resistance if staff doesn't have the materials or the time then you get to frustration and without putting all that together in an action plan then you have false starts so it's really important to start with the vision and when at all possible you need to encapsulate all the different things that go into what a teacher or a school or a district needs to do so that they aren't stand alone and they aren't considered death by initiative so this is the vision and for those of us that um for those board members that are brand new um you may not recall this climate for learning framework was written right before uh covid and this is everything that we are trying to do special ed general ed english learners this is the entire picture of what we want for students and for staff and it's not just the esd directors that work on all of this we've recently adopted a interview process through hr where our questions for teachers and applicants are aligned with the climate for learning so we stay right up front this is what we are about in sd 308 so i'll start with this piece and all the vision because as i said if we don't start off with that vision piece we can't do the rest of all of the things that we need to do so at the very top with explicit sel instruction you'll see my green check marks there and green says it's established and yellow is we're getting close so with explicit sel instruction we've incorporated what are the sal standards what are the curriculum materials where we're at with where we want to go does that mean that we're there yet no but we have that vision of where we're going so the check mark is green when you look at common expectations for behavior we have a vision of where we want to go and our elementaries and our junior highs have common expectations for behavior but our high schools don't yet they're almost done i was hoping by tonight i would be able to turn that to green but they're very very close and then the next piece is how do we integrate sel and you'll see later that we have some components of what that would look like just a reminder those social emotional learning skills a lot of what we're talking about is organization managing emotions managing stress being able to look at different perspectives so it goes very well when you're talking about a math problem do you have resilience to have that productive struggle it goes very well with social studies where you're talking about different viewpoints with all the different curriculum areas we'll be working on having some of those pieces integrated and then we did talk about youth voice and i know we call it student voice sometimes when we wrote this document we called it youth voice but those are the same things you'll see it's a little check mark because we have some great things and you saw a huge presentation tonight on that but we're going to expand that and that's going to get bigger so i didn't know green or yellow i wanted to give a lot of kudos to what has been done already so it's a small green check mark and then that next piece supportive school and classroom climate it's this is so huge that i've broken into different components this involves our equity work our academic work engaging instruction it also holds all of our expectations for our staff members learning in it is our vision for literacy instruction and this is what we've been working on with all of our k-8 staff members and lots of trainings and coaching and what all of this looks like it gives the overall pieces of what should be in daily literacy instruction it also ties in our diversity statement on reflection with our equity statements this is where we're going in literacy we also have our vision for math instruction uh and a lot of work has been done in the junior high level on this and this is just being introduced to our elementary staff it again describes all the types of instruction that it should occur daily and it has all of the coaching pieces of where we are going to improve our math instruction then the last two that are on here for vision is the staff sel and we do have a collaboration type of a team approach that we are wanting to roll out eventually based on john hattie's research on teacher collaboration that is aligned with envision 308 and inquiry-based instruction but we realize that our staff is really stressed out right now so we are not pushing that right now but we have a vision of where we would like to go and then the last piece is that supportive discipline and dr pajasic has been working with a team on this because we need to have a common shared vision and a lot of this isn't just us at esd saying this is what we're going to do we want to work with teams so we have a shared vision we have lots of people that have put into those pieces so all of that is just the vision now we need to start working on skills incentives resources action steps all of those pieces so i'm going to go through and talk about each of those with the different areas of our climate for learning and our three-year professional development plan so first with explicit sel instruction this is that first component now that we have a vision we can work on other areas we have skills and trainings that continue to need to be done and then a lot of this work it will now be on the why the incentives looking at student survey data looking at how we are doing it meeting the needs of that and then continuing on with all of those um highlights of the work uh each slide after this is organized in the same way that the first row is what was done in 21 22 and then the work as you proceed down each slide that would happen in all the subsequent years part of our decisions for all of this is we did conduct a staff survey we had 667 responses and we asked staff where they wanted training with social emotional materials that was one of the lesser needs as identified by the staff now i'm going to talk about common expectations for behavior as i said the vision is really really close what we really are working on now and have to put in place is collecting data by our office referrals by talking with students all of those pieces to get to the why we need to continue to do those improvements and then once you have data that you can compare across schools then you're able to really get in and target professional development and instruction around those pieces the next piece is the sel integrated with academic instruction and you can see some of the highlights next year as we roll out the new k5 social studies instruction there will be really specifics tied into how do we build social emotional learning skills with that then you can see in the following year we'll have six through 12 with social studies and then after that we'll be starting to work on the k-8 ela curriculum and how to integrate all of that next is youth voice and engagement and a lot of this also is about that inquiry price and how do we get our students to really go after what they want to learn and using that inquiry piece you'll see a common theme as in vision 308 and in our new materials whether it's in math even in the reading and literacy frameworks but especially in science and social studies inquiry is a huge part of that where students decide questions take on their own research and then provide their answers and get used to weighing their evidence and sources to form their opinions also when you look at our staff survey on this for inquiry that is the top three in the top three of what our staff said that they needed so we will be building that into our plans as we move forward also part of this is student choice and we had two different components that we looked at at this not only the staff survey where it was in the top three for the highest need but we surveyed all of our high school students and 41 of them reported that their teachers almost always are frequently provide choice we'd certainly like that number to go up to be higher than that then this again is that big category of classroom climate so i've broken this down uh this uh component that is here first is general and then i'll go to literacy and math math first with general it's really about all of our diversity equity inclusion training which i want to remind everyone is about including all members of race but it's also inclusion of special education students specialized instruction for el students just really how do we meet the needs of each and every one of our students and a lot of this is looking at data by demographics to identify our areas for improvement we've had over 40 trainings in dei on this year and we will continue all of those pieces when we asked our staff um this came up as the highest need and cultural responsive teaching of what they are wanting more training in uh we asked them more details within that and the two highest areas were recognizing and responding to inequities and then also having courageous conversations i said a huge part of this is knowing how we're doing and knowing how we're doing by demographics so really getting in and looking at data our staff identified that as a high need as well then if you get to just how we are doing with all of these pieces with literacy lots and lots of work was done with elementary and junior high staff this year on what that looks like getting in and looking at data we've identified some new data sources that we're going to need to especially help out our first graders on next year and then additionally you can see when we get down to 23 and 24 that we're going to need new resources in k5 in in ela this next piece is looking at differentiating instruction which is key to both our literacy and our math frameworks this stat was pretty interesting to me so 50 percent of our staff identified this as a high need and when we surveyed our students 50 percent of them said that teachers frequently are almost all the time design activities to meet students where they are and stretch you to learn more so we've got 50 percent of the students saying that their teachers are doing this and we've got 50 of the staff and of course we'd like that to increase on both student and staff surveys on what they're saying that they need this next piece is math specifics on this our data and our classroom walkthroughs show we need to work a lot on precise math vocabulary and collaborative structures so we've had a lot of training on that and then as we look through on what this looks like we looked at student achievement data and saw that there is a difference in gap between our girls and our boys and we've identified and done trainings around that so lots of work to be done in math some of the things that will be coming especially for elementary will be working on number sense and i do think that we'll need some outside training and experts in that in the next couple of years all right staff sel as we had said will continue to work on that but we're not going to roll out the team structure of those pieces because we've heard a lot loud and clear our teachers are tired they're really working and we want to keep that for a little bit later all right so um i just want to make sure everybody knows all the different modes of professional development there's institute and school improvement day trainings but ongoing coaching is huge and we do have a coach at each of our elementary schools and then two that we share for junior high and two that we share for high school uh and that ongoing piece coming alongside having somebody down the hallway that can really help answer questions or go in and teach while you model and then we utilize we train all of them ahead of time and then they go out and train with their principals and assistant principals out at the buildings so we also have offerings through esd and individual training opportunities that are just kind of a bonus if people would like to participate them and then committee work and study groups and of course we have a lot of staff that does individual work and reflection to really get where they need to be this next piece is just an example of what the elementary schools have been doing since january and we do modify this sometimes and we backed off a little bit when we saw that staff was really feeling like they were being overwhelmed with the amount of new things that were coming in but again this is how we use our wednesdays how we use our faculty meeting times um what this looks like and this next piece just because i kind of geek out about how we do all of this is just to show kind of how leadership and that climate peace has changed uh over the years where he used to think you had one person that was leading they told people then they told the people below them and so forth what you really want to get down to is that design-centric piece where all those pieces fit together if you think about math vocabulary but if it doesn't have great classroom management or students don't have a sense of belonging or social emotional all of it has to work together to have a great climate for learning so when we think about what we're working on in teams everybody within ed services may have expertise but everybody has to be working on all the components of climate for learning to make it all work so then to bring it back to what we said we would do for the next year by next april is by then we want to have all those check marks turned to green for the vision components and then have a system of data collection for student behavior so that we can analyze and then come back with another three year plan based off of staff surveys student surveys achievement data and classroom walkthroughs so the goal here tonight was to talk about a three-year plan and then there are the links of all of the different trainings that happened at the elementary junior high and in high schools and then part of our presentations is how are we doing and i was back and forth between making progress and making great progress and attainment and i landed just slightly to making great progress and entertainment with all the things that we want to do for climate for learning questions i know that was a lot of stuff that's great you know what um i i had a question and uh we did talk about this in teaching and learning i believe um differentiated training so we know that there's teachers that could lead these training sessions um right and then they have to sit through it every year so what are you so um part of the expectations for engagement is that we would do differentiation just like we want our teachers to do that for students so for example when uh i give a training on the math framework for elementary i will say okay here are where we want to go here are some things if you're already an expert of articles to read and here are some things if you're a novice and give people choices in the activities that they might do or give them time to reflect and dive in and do their own research if they already feel that they're at this level eventually even at the school level when we write our district improvement plans we may have one elementary school that the data the classroom walk through say they don't need this particular thing we're not going to have one size fits all if they already show that they don't need it so that's the type of differentiated instruction we're talking about i know teachers will love that can i ask you about math is it okay yeah so i noticed you talking about wanting to increase vocabularies and number sense particularly in elementary and one of the things that generally speaking is something i'm interested in is not just what we want to do for the kids starting kindergarten next year but there's 18 000 kids that are already past that stage so what are we going to do for those students that need to make up the things we weren't teaching before so a lot of the work that's been done at junior high this year is really getting in and trying to work on that not any fault of our staff as there are some polls or things that are going in or even what's been lost due to covid while that's while they've students um although some students have really excelled during comet 2.

it all back on you guys on your parents for all the work if you guys get a chance to watch this video you'll know that the hours that went into this are countless i'm sure so congratulations and thank should have asked uh i know i'm miked here but i should have asked coach to come to the podium so that they could hit them okay okay item three patrons comments patrons register for comment on educational issues we did begin the practice of reading this a few months ago and we'll continue to do so that everybody understands the guidelines the guidelines the board will hear patrons who are legal residents in center township or winfield township wishing to comment on educational issues at the regular business meeting of the board of school trustees held in public patrons must sign the sheet provided in the back of the board room prior to start a meeting when their names are called to address the board they will move to the podium in front of the room state their names spell them for record keeping purposes addresses and the topic that they will be addressing if patrons have prepared written statements on a topic they may present at this time a limit of three minutes is allowed for each speaker we'll ask mr angel to be our clock keeper he'll give you a little warning at a minute 30 seconds and pretty abruptly cut you off at three minutes the portion of the meeting during which the participation of public is invited shall be limited to 20 minutes unless extended by a vote of the board if we go beyond 20 we've accommodated extra minutes recently in board meetings speakers are to refrain from speaking on personnel issues and student issues okay thank you um this evening we have jennifer carr miss jennifer would you come forward please good evening hi my name is jennifer carr c-a-r-r i live at 1-2-4-2-0 washington street here in crown point our topic that i'm speaking on today is the start of the 2022-2023 school year i'm on here on behalf of more than 4 300 supporters of the petition to delay the start of the school year until after the lake county fair concludes some of the reasons why people have signed and why we believe the decision to start on august 10th during the fair is the conceived r concerns about the safety of children walking home from several schools while fairgoers and fair workers from other communities increased the traffic and possibility for unfavorable action interactions concerns about the safety of everyone involved with pickup at the end of the day for many of the schools around and on the way to the fair we all know this is already a hot mess adding more traffic is ridiculous based on the march 2021 recording of the board meeting the comments made at the coffee with the superintendent and the superintendent's statement as quoted by the times that safety is not that big of a concern it does not appear that the safety of our children was ever seriously considered in the decision shameful concerns about the mental well-being are children who love the fair and live their best lives there nearly every day for many the fair brings joy and creates lifelong memories hanging out with friends laughing having fun just being kids we owe it to them after all that's been taken for them because of covid participation in 4-h 4-h shouldn't be forced into deciding between school and their passion and what they've been working towards all year excusing their absences doesn't mitigate this the corporation should continue to be a good community partner and not impact the operation of the fair by taking away parking options additionally vendors in the fair itself will be negatively impacted financially by this decision also fans feel misled by the corporation survey and in no way voted or were interested in this decision august 10th is also just way too early from a weather standpoint kids have more opportunities to be active outside during the warmer weather in august and several school buildings are not adequately air-conditioned and finally concerns for community members whose businesses thrive in the warmer weather starting school early in august will financially impact these institutions as well there are many other reasons that i've been reading on social media that i will not go into here but there are a lot more reasons why this is not a good decision we appreciate the desire to hold final exams for high schoolers before winter break this however is not an either or proposition to start school after the fair on august 15th or have finals taken before winter break we can achieve both the current calendar has winter break starting on wednesday december 20 what okay december 21st if we extend that week through friday we pick up the three days needed to delay the start of school until after the fair this option was presented to me by current employees of the school system um given the feedback from the community we recommend you revisit the decision and determine the school the parent's preference mr board president in an email to me you indicated you'd bring this up in other business so i look forward to your discussion and follow-up action items thank you for your time thank you [Applause] and bill mccall hi my name is bill mccall mcc all i live at 1215 cheyenne drive in crown point when i spoke to you in october i was asking for your help to use the bulldog stadium at crown point high school to showcase a lacrosse game consisting of a team comprised entirely of crown point students against a fellow regional team i was told then that there were hurdles that would be difficult to overcome but i've been working hard towards a solution in spite of it i sent this board an email in october another one two weeks ago i appreciate your response mr warney i'm interested in the reasons uh that you were told i've sent emails to mr dorilla and received a response from him that i ford forwarded to you that said granting such a request was quote against school board policy this past weekend we played against zionsville at their high school stadium and afterward i stopped for lunch at the same place that dr tyrell just happened to be eating my good luck and possibly his bad luck sorry it was i'm not shy so i asked him about my request i i don't think you'll mind me saying that he replied almost verbatim that it was quote against school board policy so i read the policies all all of which are online and i and as i asked in my last email i need help finding the policy everyone keeps telling me that prevents us from playing on the field i couldn't find anywhere that the use of the stadium by the public is prohibited in fact it specifically lists that the stadium is defined as a recreational facility and can be available to community participants in manual policy section seven thousand i played varsity lacrosse with crown point written on my chest for four years and i've been voted team captain in the last two and as captain i'm here representing the 39 boy boys all of whom are crown point students many are here with me 22 girls who wanted to be here were playing chesterton at chesterton's stadium as well as the 76 kids in the youth program from kindergarten to eighth grade who see us the high school students as examples of what dedication and hard work can bring them distinguished board members we are known by every team that we play against is crown point high school lacrosse team we consist only of crown point high school students and we only have two home games left against regional opponents this wednesday against laporte which we're which we're going to be honoring our youth teams at halftime and may 11th against munch munster which is our senior night 30 seconds i'm here to officially submit an application to hold these events at the stadium and i'd like your support help me get to the answer yes the policies say that it's possible it's even clearly defined when i started this in october i had a whole season i'm down to only two games now i'm in the same place i was last october just with a little more knowledge i need your help if there's a policy in place help me find it or better yet help me change it if there isn't a policy help me get this event on the books to show that this board stands with its students either way and simply put i need your help thank you [Applause] thank you maybe moving forward with our agenda dr terrell do you uh consent to jenna to you item four consent agenda before we go there uh may i make just a few comments regarding uh bill's comments this evening and uh appreciate bill the way that you've represented the lacrosse team and getting up to the microphone i know it's not an easy thing to do but appreciate how you've done that and the conversations we've had as well um i will tell you that so the school board policy that talks about this explains all this is but then with school board policies there are administrative guidelines that go along with each school board policy or with many school board policies so the admin guidelines are what gives our administrators our schools the meet if you will of how to enact the school board policy so the admin guideline that refers to this is also but it's 7510a and in there it goes through and talks about all of the different facilities and who may use them and in the policy it actually identifies what class of groups different organizations are there's one two and three and in there as you the admin guideline talks through what facilities are available what practice facilities are available what performance facilities are available and for our performance facilities outside being football baseball softball and soccer fields those are all listed as not available so those are the the things that we've got to look at we are continually looking at what can we do how do we look at the bigger issue i think that is here and that is to have it so that lacrosse can play on our campus i know that you've mentioned that there are several schools who play in their football stadiums for those schools their football stadium is also their soccer stadium because they have one we're fortunate here in crown point to have a soccer stadium to have a football stadium so with that being said we are looking at long range what can we do to be able to bring lacrosse onto the campus [Music] we believe we've got some solutions that can work for that we're just not at the point where we can share what those are going to be at this time i know that's not what you guys would like to hear because you'd like to hear let's go let's do it right now that is where we're at with it so uh you mentioned about the classes uh the board can change yes can they do that sitting here this evening no the way that lacrosse has been viewed in the past has been class three and we can get into a debate about should you be class two class three what that is um this isn't the time or the place for that uh i'm just telling you historically that's where it has been classified and that's why it's come up as that is there there is and we don't get back and forth during this time but yes yeah if if if i could interject maybe one of the other board members this is not a typical situation um mr smith you know in our conversations you presented why don't we have a discussion um nobody's opposed to that the problem is at this time getting to where you want to go you know is we haven't seen the opportunity to make the change fast enough for you to get where you need to go um i think that at best at this time dr terrell bill and really just appreciate all of you guys coming you can hear in the tone of my voice is something that you know we're not wanting to you know i'm being i'm just being honest that it's time to move forward this evening and i'm unfortunately not optimistic to getting that may 11th game taken care of but i think we need to we need to move on with our meeting we need to stick with the agenda that we have and you know for further discussion please reach out to me there's members that are willing to sit down and get you the answers and explain things that you need to hear i appreciate the time um rest the board are you okay with moving forward is it yeah i mean we can come back to it during discussion period sounds good sorry i got logged out without uh there we go back in okay so um moving forward item four consent agenda dr terrell for your consideration this evening we have 4.1 uh the regular business meeting notes that were taken and the appropriation from rainy day fund 4.2 the south lake career cooperative agreement 4.3 the personnel agenda and then 4.4 the voucher registered checks as listed in your board packet thank you i've heard the consent agenda as presented by dr child we have a motion to approve so moved second uh moved by mr angel in second by mr babjack i'm sorry moved by mr hoffman in second by mr dave any questions or comments for dr terrell if not all those in favor signify by saying aye aye opposed motion carries 5-0 just because i was gone for a while dave you didn't have to forgive me yeah sorry for that anyway uh item five action items we have 5.1 textbook and resource adoption ms ramirez thank you and if you guys would allow me i'd like to come back to the consent agenda we do have one of our assistant principals who will be joining our team here in crown point with us tonight alyssa bell will be joining the eisenhower staff and we are very excited to welcome her she is coming to us um from the classroom and is very oh we would like you to we would like alyssa to stand i just want to make sure alyssa alyssa would you like to introduce your guest who's with you here this [Music] is my husband evening you for having me thank you and sabrina thank you for mentioning that yeah we are very excited to welcome melissa um you will very soon find out how kid-centered she is she's excited to work with and get to meet our staff at eisenhower and really throughout the district and um is very excited to be part of this community and i have every faith and confidence in her vision for teaching and learning here so welcome welcome yes thank you mr ramirez and uh thank you dr terrell had informed us that you know we'd we're going to be excited about a new hire so thank you for bringing that to our attention that she was present this evening we knew it was in the personnel agenda yes and mrs dado may be even more excited about her joining uh her staff as yeah there will be a lot of energy over at eisenhower next year for sure so we are very appreciative of the full-time assistant principals at our elementary building so thank you very much um to go back to now 5.1 after conducting an ela elementary curriculum review that began in january and concluded in april i am here tonight on behalf of administration to request the textbook and resource adoption for use beginning in 2223 of the ckla knowledge as listed in the agenda you will see the items that we are requesting for the resources to support appropriate academic standards for each course and grade level the administration recommends to the school board that the school board approved the textbook or resource adoption for use beginning in 22-23 thank you mr mers you've heard the recommendation to prove the textbook or resource adoption for reviews beginning in 2223.

you hit 13 million 0 82 282 and our equalization 8 is supposed to be 25 million 659 thousand 219 dollars however when you com our actual equalization age this year is going to only be 22 million 200 232 064 dollars so when you look at the overall overall budget our local fair share expect this number um this is the wrong side okay um was supposed to be 13082 down here at the bottom and that's what our tax rate will be this year so we're right at our local fair share number um our equalization is a negative three million three hundred twenty seven thousand two hundred fifteen dollars so again while we're doing better and we're getting more money from the state the reality is we're still being underfunded by the state and our equalization dan do we know what the year over year that is like last year compared to this year how the state came up with that equalization number i i i tell you what that is the the question that um we ask constantly of how how they come up with the numbers yeah they can't give you a straight answer number one and number two they give you these really complex formulas that they they think work yeah where are we sure i guess my question is were we short last year we've been the least short we've been a long time okay three million is pretty close like we've had we've been when 10 12.

is getting in and looking at what are the priority math standards and diving in to make sure there's understanding on that there are not all math standards are created equal on what needs to come after that so we've established priority standards and are focusing on those number sense is really hard if you're at junior high level and you haven't you don't have a good sense of number so we're working on some of that but i will be very honest with you that is a very difficult thing to establish late in the game so how do we do that do do is there a way to still do that because that's where we look at our academic achievement at the end of the day are graduating seniors our academic achievement in math is low correct it's way lower than we want it to be even if it's higher than state standards it's still not enough so that tends to be i think from what i've heard from you before a a function of a lack of number sense from elementary years number sense uh place value but then if you're taking away some of the teach the all the standards and really getting in depth into and if you have to go back and review the concept of multiplication in sixth grade so that and you do sometimes correct yeah and by giving our staff less standards that they have to teach them all to equal they aren't all equal thank you i appreciate that jared ally did you have questions i just had one uh might sound like a strange question but uh and it's uh 667 responses yeah 30 um is that good it's not that's not stellar but it is it is a large enough sample that we felt that we could you know answer those questions i agree with you that we'd like more than that and we'll have to figure out different ways to get that numbers higher it's not stellar yeah i would say that the data is probably good but the engagement's not just for clarity for for the rest of the viewing audience 667 out of how many possible we have 2 500 employees but not all 2500 would have been evaluated on this so how many were were offered the opportunity to complete the survey approximately i would say around 1500 by the time you take maintenance and transportation and other people out so it's so less than half is what what that kind of amounts to thanks for clarifying i have a question um and i might be this might be a little bit early for this question you said the coaching that is coming from the instructional coaches is that where we the instructional coaches that we brought on with our esser funds so some of those coaches had um that was in place before our esser funds our interventionists are things that we're using for esser uh it's been my experience that that coaching uh bringing in a staff member that's there that is trained on literacy math sel behavior technology to incorporate all of that and bring that back what a model that we use frequently is we train the coaches and then we train the assistant principals and then we train the principles and then those three provide the training to staff so that you have the leadership and the person who does the evaluation but also some of those experts to work alongside with staff to help support those those needs so it's not our essa funds it's something that we had utilized funds before this as a means to really uh improve our district the concept of train the trainer sort of so to speak it is but it's a more than a one-on-done institute to train the trainer so would you either now or in the in the near future consider reallocating some of those coaching based on need by school so if we really need two or three coaches at some schools but two schools could share a coach would that ever be um perhaps i don't see that in the near future for us to say that a building doesn't need a coach at all right right so maybe partially but we're still at a whole lot of new training to roll out so i don't see that right away i just wasn't sure if based on assessment data that you would say we really need to shift some resources to these schools to really help boost right and then it might be that lindsay shannon heather myself go in to do more of those pieces or we would have coaches go over in mass on a given day and have people share that responsibility for that professional development but not take it completely away okay okay faith do you want to go to your let them try to get back our other board members and i it might be more comfortable i know you want to take the mic you want to take the mic okay so you mentioned at the top of your presentation that um our teachers are you know have a lot on their plate right correct um and so like how do you how do you balance sorry about that how do you how do you how do you balance what they have on their plate right and um for those of you who are at the board committees there's there's two schools of thought and i think both are right we have so much to do to improve so full forces that way we have staff that are working so hard and they're exhausted back off they're right too um and i think it's about listening um talking with the principals who've gotten feedback from their staff and we have you know backed off on a few things this year we have um put off a few things into next year's calendar already and are waiting uh into longer into the school year to give staff more time to to think about that i think a lot of it is building trust with people that they can tell you this is where i'm at and listening may is never a great time i've been doing this for a long long time in may as always when people are exhausted february is also not a really great month to ask but throughout the year we've had some feedback especially with our elementary staff that have to teach it all when we're doing literacy framework math framework new social studies new they teach it all um and that's a that's a big big job yes staff sel is huge to our climate for learning if our staff is super stressed out and have short maybe patiences a little less or don't have more energy to make one more phone call it falls apart so we have to be really careful about that in designing our climate for learning i did have a couple questions can i ask i'm sorry um on slide six we talked about explicit scl did we i know that you said it was in the vision stage but have we made attempts at making that more interactive i know we've talked about that before so for high school uh yes we'll be talking to you about uh our plans to re-uh think high school sel very soon um and then slide six okay i'm on slide six let me go back to it hold on um i had purchase of sel materials question mark so we purchased sel materials and curriculum for this school year just for this school year correct okay and that's not something that maybe the students and the collective could come up with our student advisory committee i i was actually thinking something very similar ali about can our student advisory committee participate in what this redesigned high school seo would look like yeah that's kind of where i met with that one sure i don't if we have kids in our buildings who are quite frankly doing some pretty great things and have a pretty good handle on some of us i think um we'll want to dovetail and put those things into place with our we'll want to start out the high school year with work on sel and our our student group won't be quite ready to say on day one this is exactly what we want people to do but definitely including them along the way and having those peer groups is really really impactful um and we can definitely maybe incorporate both of those the timing won't be super great well just start off the school year with him but we have talk at bionic that presented at our last meeting also you know beyond just our own student advisory committees um that i i would really hope that we are really taking seriously that that student voice piece that we have that tiny green mark in that big yellow one right above it so we're talking about those two things together there's been and they also spoke earlier about there's a when when they're talking about there's a missing component and kids they aren't grabbing this is a really good opportunity to also engage those kids we've been having a lot of discussion around talk and how to incorporate that as a district program and you'll see some slides in the near future i know dr sparlin saw some very early saturday morning on how we could write that into envision with those pieces i think to ali out i'm sorry are you done ally nope slide 15.
