but a tax collections were we're very good they came in and almost 100% of the budget in total revenue remember last year you did that a budget and spraying the summer and the state didn't pass their budget until October so whether it was a moving target of whatever revenues would be there but I should say the tax collections have all been entire to the tax collectors a report that I think that we ended up with like an $8,000 variance these are on a modified accrual basis and hers on a cash basis but but we tie it out international revenues the state gives us a little sing of what they beat us spent this is on a GAAP basis so for example the Board of Ed it shows here that they didn't spend two hundred and fourteen thousand of their budget there however that's a net figure however the final budget actual that figure will be lower because I'm trying to get it to tie out to find balance and the balance sheet but there's an encumbrances that I believe that they have about 75,000 a set of incumbrances and I think that the final number is going to be a hundred and forty thousand or so that they didn't spend and the conference's are things that are firm madness' the things you forwarded by age to the 30th and and just happen and we see that it's trying to match to the biota to you long enough to say oh you know I wanted it to do this but then we had the storm that hit and I'm instead of saying well we did in the Senate last year coming it kind of Macanudo the purpose of them in common citizens and we rarely tried to go through them so they are specific they're not like leftover whether the thing is one for each fire department totaled maybe thirty four thousand dollars so that's a little higher number than it was taking out a contingency and input up there so ultimately that 1.2 million $1 spent was not spent then we get down to the FEMA that the FEMA becomes an issue that how do we handle that and I think this is gonna be the easiest way to handle it it's kind of just off the bottom that there was a budget that was passed multiple the total of 1.7 million well then in the general fund and the general fund the question institute in 30th and so in Atlanta to treat this as a continuing and appropriation I think would it be the best way to handle it that I talked about well maybe we treat that as a transfer to a separate fund and an account for it there however how do we handle that receivable that the receivables and the separate funds and you've got 1.7 million coming out of the general funds and it had a hole for a year so this is kind of the plan on what I think would be the best way to handle it is just say let us handle it as a continuing an appropriation they did pick up a receivable that everything indicates that we will have reimbursement from from FEMA that so it's measurable we expect to get it in the current year so it would be available that sorry I picked up a receivable the expense that fimo we spent 1.7 million we will have spent after the all the work is done by now it's about 1.7 million we are expecting to get 2.8 million because of reimbursement and for volunteer time and reimbursement for equipment at time I don't think we can pick that up as a receivable the the extra that I'm just going through the the rules for picking up losses if it's remote if it's probable and those we think I have thanks that you know keen and that would appear to me again so what I'm proposing is we pick up a receivable just to neutralize the expenditures so when the cash is actually exceed you look interesting recorded pro rata is correct i I would unless it happens all before I would say I would have a hard time picking it up and justifying it to the to the auditors to keep it there that and I would say it's it would seem to me that it were were occurring again and then the Karma expenses that those are we're actually at 54,000 of expenses and they paid it as a half million so we're picking up a receivable for a FEMA to neutralize that for the kurma they have a prepayment that we're picking up is on earned revenue because we hadn't sent it they gave us money in advance at June 30th so all in all that in a senator column we are adding 1.2 million dollars to our fund balance ed that would be what would you consider our profit for the year that it would go to fund balance I go over to the next slide you have that the delinquent taxes are the light blue on top of that that just showing that that was about ninety nine point six percent that would mean I receivables went up because we didn't collect 100 percent it's a cash basis that the budget is the modified accrual basis and what a modified accrual basis says that you can pick that up to the next 60 days of collection is for years that are already levy not the 60 days of current your taxes and you couldn't berating them backwards and so essentially and then you have to subtract off for the first 60 days and to put it into the last year so essentially what's happening is it's a cash basis but a slightly different fiscal year from stead of ten number first along its 31st and it would be that cash it's the ultimate result when you're done with the April's on each side that does make our collections a little bit better this year because there was a big tax out in August of this year that's not in these figures because cash basis but it's figures against the budget you'll see that back taxes were high in that light headedness we could make it simpler that we can't the extent like FEMA we're going to say hey as long as we collected in the next year taxes Gatsby is very specific that it is going to be 60 days or less so we could say you know what our our rule the way we're going to whip twice worth this is just garbage to the 60 days that's been abusing taxes I don't know that that would make it a whole lot easier to explain that would make it a whole lot easier to see look at the schedule of the report of the tax collector to find out to these schedules but [Music] it's not gonna make a material difference either way so maybe just they're the most advantageous scientists a presentation is all complying look at yeah if we go next year last you next so this is an important water tax collection in history that 99% is a pretty good Fairfield County that all goes by wealth so other there's parks is that the state is it's lower that just interested it means this is only and exciting when you try and figure out what number you used to your budget but I'm saying we should use 225,000 an adjusted ending receivables just looking at those that it doesn't tie out exactly to that 99 percent the collection in the front rank 926 good as there at all sort of assassin adjustments but we want to watch this to make sure that they're not it's not a sloping up that that were falling further and further behind and collection so we also wanted to watch it to see hey we're gonna be very good if we can get it bring it down monitoring showers out of a balance sheet whether the income statement and probably the most unusual thing on here if you're not used to government's is this do to do from other funds that is five point six million dollars but I can tell you it took 15 hours that we have about 20 different funds that and what will happen is bill will be paid out of the checking account that the regular checking accounts but it's going to be paid or something that was maybe for the library and so the reduce to the cash and the general fund and replace it with an asset that it says do in front of the library and then the library they have an expense and then due to the general fund one of the neat things now the tariffs that are tied out at June 30th is Eunice's can do that automatically that right now think of saying that so we went through that with Muniz today and just how to get it done and then the softest of that sort of we'll be putting that in so you can see each of them and we have them labeled fund a fund so we can just a little quickly and say yeah it does tie that each one of those nothing else is too exciting on the revenues and expenses that the town clerk has various accounts so we're added together to make the general fund and that just that kind of irks me that because that's what I did back when Gatsby 254 worth of the prove that there were certain funds did it both I special rather than the funds that anymore in the Senate it's taken care of it and in combining hey that they scheduled that the financial statements to say oh yeah here's to the general fund and then here's the Economic Development Fund and all those other funds that did involve I it was just kind of a shocking well I don't know that there's anything that I'm allowing us to do that under the state statute to say you know we're going to take a portion of our expenses and column general fund that lots of times do it but but it doesn't seem appropriate that so the fund balance at the bottom that general fund is the figure that it was on page 72 and the column general fund trial balance the economic development and fund trial balance was closed in no activity in there anyway that that what that will mean is we can't spend money outside a budget through that trial balance the the revaluation trial balance where we're just kinda keeping track of the money for a rebound was closed in the restricted fund was money that came in on a set of another five hundred six thousand so we can keep track of things and the general fund trial balance about having a separate trial balances so that was closed in and you used some of the last year's income to balance to the board of events budget it this year have a quite figuring out that a creative way to show that on a budget actual because it's in fun manifested its pulled out separately that so the beginning fund balance was five point five million dollars the profit this year was 123 million we've got a negative for that accredits change what it changed how units was reported to them so that's when we get to the fund balance of six point seven million there were two trial balances also on a page seventy two that are not Pine Creek they at 83 as opposed to rampart 69 so we should not be surprised at how well rampart plays defensively herd excuse me Pine Creek at the net faith Horton continues to serve and right now rampart no answers for number one Horton he took the whole song right now back set brought down with the mop and water play of the back row by unburned and then the other way from Wharton [Applause] rampart another opportunity roll over the right-hand Pike Creek scrambling and finally rampart able to stop the bleeding they've got three trailing by seven now here in the opening set boy best volley of the match both teams coming up with big digs deep in their own end and rampart winning that point as you said let's see if now the momentum may switch to the Rams it's how about the energy in the building tonight both these student sections delivering great rivalry neither student section have sat down quick set dig it out of there and it's size up front for the Rams Ellis combining with penny that it's ten for a little bit of intimidation here that ball was clearly going to go into the net but when you're looking at those two players that is intimidating there's a be Wolverton on the serve been everywhere in this opening set and that's wrong smart play by the Eagles to let that one go long Riley Simpson outside here just a sophomore had a shot at it just went long Riley Simpson a transfer from Palo Ridge one of two players work back into this offense here the last couple of weeks for head coach Nikki bloom in set near side and that is in you can see the effect that number 13 cannot make those service errors if you're either team serving has been such a big part of tonight's game for both of these teams that's the second on four service air for rampart trying to find some consistency both these teams Pine Creek now up five five set fire and that is Riley Simpson you can see why head coach Nikki Blum and was so excited to get her back in this lineup she's a very tall girl she times that one perfectly and there is some velocity behind those spikes makes it look effortless down by four and Simpson violation looks like she went over the top of the net that's what the referee will say on the stop on the tower so Pine Creek up by five in comes Chandler Nelson the senior and she will serve it up for Molly Stowers team C Eagles team one and one and Metro play line drive serve you know get it over the far side throw it out by Simpson Horton now sets it up trouble and will considered company able to recover set far side another attack air for Pike Creek and the Rams have hit double digits in the opening set that's Abby Wolverton and Hayley Johnson the Intimidators at the net not allowing I believe was Agner they're trying that spike so Riley Simpson on the serve and another service air for rampart and you could see head coach Nikki bloomin saying hey we've had five this game those add up in a five point spread right now no doubt about it and the point going to ramparts a substitution here for the Rams in comes Emily Ellis I think Pine Creek got out of order they're in their rotation and it was caught by the referee in front of our table explaining her ruling to Pine Creek said coach Molly Stowers now it's a game of momentum swings and shifts and advantage Pike Creek early on they let it ten - but rampart is slowly climbing back into this set in this match and here they are down by four and it's they've got to be feeling good with grace Wilkinson the junior back serving here in a four point margin and coach towers may have the point the referees checking with that rotation see if the substitutions were correct and I believe it's going to stand and still be rampart serve you could see the officials conferring at the table [Applause] in the meantime the rampart Rams cheering section has not sat down it's I don't know if it's a bigger battle Josh on the court or in the bleachers tonight now the the noise for a Thursday night has been tremendous in student sections then on their feet from the opening serve rampart as we mentioned six straight wins coming in and Pine Creek look at the bounce back after dropping and Presets to Daugherty earlier this week that's still waiting for plan to resume if you have not been out to Pine Creek High School in the Eagles gymnasium this year very well done new bleachers new floor very nice district 20 facility so it appears we're just about ready to have this sorted out well the head referee just blew her whistle I think she's tired of standing up there long delay you'd ever want to see these in any kind of contest whether it's a baseball game football game that momentum that both of these teams had you're cooling off a little bit you're trying to stay loose out there mentally you're trying to stay in the game and the officials don't want to make a mistake but they do need to pick this up a little bit I would think this is advantage Pine Creek because rampart has been on a bit of a roll here and we'll see how it shakes out as Wilkinson with the ball and whether to serve and here we go at a 1511 opening set here grace Wilkinson for rampart to try to cut it to three servings been such a big key serve top to handle for Pike Creek and how about a service ace after a long delay and we have talked about an all night deep serve serves to the left to the right as long Wilson a senior and that appeared to be a sure point for rampart but credit Wilson stuck with it you call the deflection she got it but it went off a bound out of bounds off of a rampart player late thus the point for the Eagles for it and serve and another service air Vince it's been a game an opening set of miscues for both these teams still trying to find their rhythm he'll try the opposite corner Horton is there good dig of the back row by rampart set their side down Wow that was big man you can see head coach Nikki Blum and could not believe it here we go on the 20 TV replay Wow that was close and I believe they called that out they did and of course no replay at this level for our officiating crew so 1713 and now rampart trying to dig in down by four Alissa Adkins serving here for the Eagles mate Wade is check back in for the Rams go on opposite court so free ball here for rampart set far side the touch rampart Emily Ellis there again the middle blocker she comes up big for the Rams and right now Pine Creek is having some difficulties setting that ball at the net the the first girl going up for it obviously is the decoy but there's nobody behind there Josh they're just having to dink it over the net so Kayla locusts the senior serving now a pass forward here by rampart tough play that added somehow the Rams able to keep it alive Peyton wave with a tremendous play here's Horton and that would have been out there you're right exactly we've seen several balls tonight that would have been out and Pine Creek making the wise decision well that's that ball go long and the Eagles back in front by four you talk about both of these teams still trying to feel each other out just a little bit here in this first set there also as the spatulas progressed playing not to make a mistake you've seen that a couple of times here from both of these teams and that's him able to fit it inside that back drive on the right hand Emma Jen rich the junior take another look times this one perfectly over the blockers and drops it just inside the backline now six points away from taking this opening set and a service error both of these teams have had their chances rampart to pull back into this one and and quite frankly the Eagles to win it but these service errors have killed them here in the first set and there's the other air for air well Nikki bloomin has just about the talent of the rampart Rams getting those two transfers back having ten seniors on the roster but on the Pine Creek side they've already have two players verbally committed to play next year savanna not will go to the heart of America conference and play for Baker University she's very committed there and Gabby Wilson one of the centers on this team going to play for a head of the air force head coach Mark swindle in the Air Force Academy a great play to keep it alive second airside war and that's Riley Simpson she has been big for rampart here as the ball is set up nicely she gets the big right hand and knocks it in and the Rams down just five here in the first rampart nine points away from going out they got some work to do because the Eagles three points and they close out you and pack here Pike Creek High School is Pike Creek takes the opening set 25-21 Josh out vince greco and it's a power outage here so apologize for any of the technical difficulties on the viewership end of things but it looks like we are back up and running ready to go so set number two Pine Creek and they're gonna drop the opening point here in the second said it was a dominating performance by the Eagles in that first set they went out tend to rampart made a big run at the end but when all was said and done a four point victory in that first set for Pine Creek and here we go set number two under way and a two nothing lead for the Rams if the Rams don't have seven service airs in that first set they win set number one and that's one of the things that Nikki bloomin had talked about with her team in between sets they've got to keep the ball in play and they've listened they're doing a very good job here with the first two points of the second set great take there by wilkinson not able to keep it alive and pine creek is on the board here and set number two we talked about the great play at the net of rampart earlier but looked at the Eagles as they get the block to drop and get their first point of the match we talked about the great news gymnasium here Josh Lee they need to get the electrician back I think it's still a few kinks to work out our fagner serve they're not going to be able to keep it in play and rampart Vince a much different looking team here in set number two they've calmed down they're playing boys are playing it's an old sports cliche Josh but they're playing their game they're not making unforced errors right now doing everything right mine creek able to keep it in play they'll set it over so on opportunity here for the Rams to strike set straight up an attack err couldn't get it our product Haley Johnson tried to finesse it over and just like that the Eagles within one we talked about airs that wasn't golden opportunity for could use some big hitters and that was a big hit right there so with the point the put way by Wilson were even at four that goes Alyssa Adkins good serve a little top spin on it set backside the block up front 14 and 5 that's rough in general we've called ruffs named time and time again here tonight perfect synchronization again as the two of them time their jump and they set down that block in Pine Creek up by a point here in the second elissa at conserving for the Eagles service error or plaguing both teams in this match tonight and certainly ramp artists felt more on that and with seven service errors in the opening set costing them perhaps at first set so even at five and back goes having over 10 you invents these aren't even close I have kind of speechless right now because you're right we we talked about keys of the game serve tough take them out of their system mix up your shots serve aggressively those are keys from both coaches maybe they're serving a little too aggressively because there's another in both nikki bowman and molly Stuart's towers have just got to be beside themselves right now because these are self-inflicted wounds absolutely you talk about a free throw in basketball a serve is basically the same thing all you have to do is put it in the quarter play to start the action and neither one of these teams are doing that right now straight up in that and that's going to be a point here for Pike Creek so it's not pretty but the Eagles look up at the scoreboard and they find themselves up by one back sir for Pine Creek will be number five that's a city Martin Anna has been outstanding here tonight live drive serve rampart on the Block back goes out and now the Eagles starting to find their legs here in the second set they open up a two-point lead ruff back to serve for two straight I believe in that break between set one and two the Eagles have made some adjustments at the net because they are really timing these jumps able to come up with a block there and that really stopped some of that momentum for the Eagles see if the Rams can capitalize so here's grace Wilkinson a junior to even it up there's the pass for the set to none and certainly the Eagles are aware just how big this would be if they could find a way to close out this second set and go up two games to none two different Huddle's during that timeout Eagles very animated dancing around the huddle they come out with a lot of enthusiasm a little more stoic and businesslike on the rampart side as they were told by coach bloomin focus don't let them Wilson and it's perhaps a miscommunication on rampart side and take a look she finds the perfect spot on the floor there wasn't a gram within about three feet of that and the Eagles are down one with a chance to tie it up here take her that serve dies just on the other side of the net puts at torn out the right hand is what are they going to say wide I think what's out fine three and had to be a loose playing carefree and on the other side he gets the sense that rampart they're just trying not to lose at this pool and you see the Eagles huddle they're all enthusiastic they've got the momentum their student body is on their feet and let's not forget the job that Mia Abner has done the outside here over 510 junior on the service line Josh is pretty simple put it in play and good things happen all that said keep in mind ramparts got ten seniors they've got tremendous leadership and they realized certainly a one-point deficit certainly not insurmountable but they need a stop right advantage of home-court here tonight they lead the rampart Rams two sets to the line taking the second set 26 24 Josh how Vince Greco back here in Colorado Springs and boy Vince coming in on paper it looked like perhaps rampart had the edge hit won six straight but momentum advantage pine creek tonight they have really fed off this crowd here at Pine Creek High School playing at home they do have a great crowd but do not count out the Rams as a matter of fact during that break the assistant coach for rampart turned to you and you said you gentlemen ready for five sets tonight so no quit in the Rams here tonight they are out to win this match they're gonna have to dig themselves out of a hole down to nothing Haven McCorkle will start things out here for the Rams and you could sense it from this team walked out of the locker room it looked like a team that was a little more relaxed and had a focus that they have clearly come out with here with the opening point in this third set on the back road now played off quick set at the net tapped down with the right hand and two straight here to open up set number two that's Tyra Marla take another look just nothing's plain and simple that's all it was a little set a little spike and just like the second set the Rams jump out early maybe McCorkle now for three straight and puts rampart at a pretty good position here to begin this third set sometimes when a team finds themselves in the hole that rampart is there's a little more focus and then there's a other side of the net there's a little more complacency we're up to we don't want identical records we should have a good game tonight and Liberty is a team actually that's made up of several different high schools so it's not just girls that go to Liberty high school it's some other schools as well it's a it's an all district 20 team and all six schools are represented five girls on this team from our Academy for from Liberty and Pine Creek rampart as well and one each from DCC and one from TCA they all come together they all play here at Liberty and this is the third year of their program they've taken girls that have come together from a lot of different sports some to play soccer lacrosse some former volleyball players as well they've all come together and they've all learned the sport about at the same time ingesting your Koski former standout field hockey player herself is leading this team this is her second season and she's doing a pretty good job at the at this level you're teaching these players pretty much the whole game from the ground up they have one girl Jennifer Schneider that came in she transferred in and she's played before the high school level every other girl they're learning as they go along and they're learning from two pretty good ones Jesse near Kowski Taryn Brill the two coaches they both won national championships when they were collegians playing for the University of North Carolina so they've got a couple of good coaches but they're not so much teaching skills and teaching strategic strategy I should say their teaching skills they're teaching these girls how to play the game from the ground up it's been fun to watch they won two games each of their first two seasons and their win on Saturday when they went up with Smoky Hill their third win the most they've ever won so that was an exciting time for this team it certainly is and on the other side for the rapaho warriors it's Ashley Loftus in her first season for the Warriors and like you said they have been been doing about the same thing both of these teams learning more about the game they don't have a bunch of players to come in and I've been playing this forever they're just just now learning well they really are an Arapaho started their program the exact same time Liberty did the 2015 season so both of these teams in their third year and you see they both have three wins this season Arapaho they won one game their first year they won two games last year three this season they they've been improving like we talked about Liberty they've got three wins this season and they're coming off a good win they were on the road last week they won at Smoky Hill four to one the week the week before that they played Cherry Creek the undefeated team number one team in the state played them do a very good game they lost 3-0 they gave up a couple of compete level let's see if they can win a few of those and then get balls into areas flats and throws get balls into space where they can run to them and and create some better channels and some lanes to get some offense going and the Lancers get a turnover there from a rapaho and they will start again with the ball and that's one of their better players Madelyn bourgeois one of two seniors on this team bourgeois and do d'avoir both the two seniors today and they were recognized before the game as this will be their final home game for the Liberty Lancers yeah and their final game of the season overall they end the season this season at home and and two seniors that they were part of the program when it started in 2015 they were sophomores so they've been with the program since its inception and I've done a great job dude applause a forward she'll be very active over on the far side running down the right wing and and Madeline boos wha the center defenseman she's very active she's maybe their best all-around player she plays strong she's got a great Drive when she can hit the ball so both of those seniors they will play the entire game and they'll be active neat Murray played the ball in there with a nice lift but the Lancers came back with it Jennifer Snyder played it forward and now here you see the Warriors trying to work something the Lancers collectively get back on all the way around and and you'll see in some of the some of the tight shots some of these girls very good at turning that stick forward and back to use the the right side of the stick if you touch of that round side the reps will blow the whistle the ball goes to the other team nice job there by Olivia Ruth stopping that ball and playing it forward but the Warriors were back and able to retake possession there's a good look at amber Winter strum playing the ball in these two teams very close as far as talent you mentioned they've both been only in existence as teams for three years so ladies still kind of learning the game as they go along you look at the number of goals that are scored Arapahoe scored 35 goals this season in 14 games Liberty 36 goals in 14 games so these two teams they're almost identical in everything they've done now they played three times Liberty has won all three times that they played and they met once earlier this season up at Arapahoe McKenzie do Dubois scored the game-winning goal in a 1-0 game so maybe the Lancers with a little bit of confidence and there's a good look at penny Schwab right there the defensive middie and he Schwab won the the one player from the Classical Academy you mentioned all these players a lot of these players from different schools but she's the one from the Classical Academy she does a good job there in her position when she's active she's a defensive middie but she will be up in the play she'll be up playing a forward position you'll see a lot of times those even the defensive Middies they'll be up into the play the forwards will have to rotate back a little bit the midis can run basically anywhere there's a good shot of penny right there or she will set it down and put this ball right back in play penny a junior midfielder defense for the Lancers there's a nice pass there couldn't be handled by du Dubois and most coaches probably prefer players to pass rather than dribble the ball exactly and that's what the the coaches want to see and we'll see as this game goes along the more passing there is the better chance Liberty will have on on offense and the better opportunities that they will have a lot of times you'll see them and again a lot of the girls they are learning the game as they're going along they'll they'll get the ball on their stick and as you can see that's a short stick so they got their head down they run right into traffic sometimes the more you can make a pass and and spring somebody there is no offsides so you can send the ball down and try to free up one of your teammates nice steal right there by McKenzie dutiful while she gets it and sends it inside look out Lancers trying to make a move but the whistles blown and it goes back over to the Warriors Olivia gotten in this whole game into the the Lancers in and the Lancers almost got trapped they've been playing so much offense all of their defenders pushed across midfield and you wanted to push up a little bit but they almost got beat behind on that last play it's the Warriors now trying to do it on the left side but Jennifer Schneider is there and a call is made and the Lancers will take the ball this will be Mollie Kapus peipus typists malik apis in the game now for the Lancers took that free hit Benny Schwab tries to control it another back hit and it'll be Lancer ball Schwab tries to play it forward and the Madelon Eric Campbell fair couldn't play that one good hard drive there by penny Schwab maybe just a little little too hard but you can see how quick Liberty wants to play they don't want to wrap a hoe to get set up at all there's a ball played up into the air knocked down by a McKenzie dutiful wah a little bit high on that ball so now the lady Lancers will come back Kylie McCullough in the game and here they come forward again Campbell Fair is there Ruth trying to play it she goes down and a call is made that'll be a foul and the Lancers will get the ball and again it'll be McCulloch to take it nice smack inside 2 to voucherize because you kicked out of there by Crowder the Lancers keep the pressure on again Tacey davis and another back hit and again it'll be warrior ball what a great ball by Kyle and McCulloch to get that ball inside and it was outside of the arc again another rule in field hockey there's a good look at McCulloch gets all the way through it's touch by boot by my McKenzie dutiful wall and then kicked out of play by the goaltender but had that ball gone all the way through it wouldn't have counted you have to be inside the arc for that goal to count that's why you saw Mackenzie jump in and touch that ball and try to get a redirect in front but she wasn't able to Tessa Morris is up on the sidelines she's looking she's looking better than she was when she came out she's probably wishing she had some of those goalie leg paths exactly and I wouldn't have heard it all back now come the Warriors look out Madeline bourgeois is there they send it out to Lucy Fleming Fleming tries to get around the corner and we got a call inside we have an obstruction call on Liberty so this will be a corner coming up for Arapaho the first corner of the game and the corners definitely a chance where a team can definitely score on because you're it's basically a seven on four yeah it's an outnumbered situation you can see the Lancers have to start inside the cage they can't come out until contact is made with the ball the rest of Liberty has to start beyond the 50-yard line and a tough hit there by the Warriors look out deep inside and the Lancers make the stop on the corner so good job defensively by Liberty and you see this very often when a team gets one corner they typically get a couple of them because once they get the ball kind of down there in the mixer everybody goes to work and they're whacking and hacking in if you get a foot touch that goes against you Lancers come out quickly on defense a good job there and they're gonna call the ball to the Lancers great job defensively right there for Liberty and that was number 11 Mollie peipus yeah good job by kaya pass and I think she she took a stick on that one that's you take one of your fastest players and they call that the fly she's gonna run right at the ball and get there as soon as she can and she got there about the same time that stick came up and and got her there's a steel lookout shot inside and a goal the Arapaho Warriors have scored and drawn the first goal of the game nice pass inside from 12 yeah there's the redirect right in front the goal gonna be scored by Meghan England yep the assist on the play the pfaff in Schmidt and most of this game has been played down in a rapaho zone end and the one time they get a chance and again it comes right off of a corner you get a corner you get it in you keep put in playing Arapaho takes the early lead tough blow for liberty who had spent most of this first half in the offensive side of the field so that is a tough one as they fall behind one to nothing early in this contest bourgeois lifts it ahead it's gonna get through Campbell fair will play this excuse me that's Olivia Ruth sending it in for two Dubois and again coming out as Crowder with a big kick Lancers trying to put more pressure on but the Warriors again break out of there forcing Liberty to come back on defense great job by Cape has taken that ball but there's gonna be a coal and it'll go back to the Warriors for the free hit the Warriors amber winter strum takes it down low that one's gonna go across the in line and it'll be Lancer Bowl well early on in this half Liberty had four shots on goal all saved by Crowder and he's Crowder would come out several times play and kick that ball out of play the goalies cannot cover the ball they have to keep it alive they have to kick it Crowder's done a good job of that and Arapaho whether that early storm by Liberty and then once they got their opportunity with a couple of corners they took the early lead got to take advantage of those set pieces and they certainly did where with at two in a row and got the goal due to voix plays this one at the back of her stick it'll go back to Arapaho Liberty really trying to put some pressure on those free hits of the warriors warriors moving ahead they're trying to push it past that Liberty defense to get it to Megan England stolen back again Taylor sabato that's England who got the goal bourgeois comes away with it and he Schwab there now and hit it out of harm's way good job by Jordan Toller patty Schwab tries to advance the ball taken back and it's going to be a rapaho free hit right there it's just outside the 20-yard line boy Penny schwab had a good look she had Kate Kaitlyn tabling streaking up the left side and just couldn't get that ball up and over the stick and there's a call right in front and the Lancers will be able to come out past the 20 and keep possession Schwab sends it forward that's a steal quickly comes Arapahoe was not touched in a great job as the Warriors Kaitlyn fan Schmidt came back and got that ball and again another call that will give the Warriors another free hit went off the foot a penny swab it wasn't inside the circle so free hit coming up for Arapaho amber winter Strom guarded there quickly who's with by Tessa Morse who's back in the game good to see that for the Lancers gets the call and Morse will set up here for the free hit I'll give it to Penny Schwab Schwab who do a great job just sending that ball she's getting ready and does so right at the middle of the field but I wrap a hose there look out here comes Jennifer Schneider for liberty and Olivia Ruth is there as well Ruth now tries to play it to Schneider but it'll go out of Bounce you like what Liberty did right there is trying to change the field try to use the width of the field and so much of it was being clogged up here down the down the left side as Liberty is attacking and penny tried to put a ball to the middle it goes to the far side just a little too far but you like what Liberty tried to do just using the width of the field just like soccer and hockey sometimes you want to reverse that field or reverse the ice in hockey and get to the open side here's a nice pass inside and edges gonna watch that one just go out of across the end line free hit coming up here for Liberty good look at the senior Madelyn boos wall bouche wanna Schwab and on the outside Morse tried to play it forward but it goes out of bounds actually that went off of the Warriors as Morse checked with the official on that one got the call penny Schwab now just across midfield and as you could see in that tight shot it went off of one of the Warriors feet but there was no advantage gained it came right back to Liberty came back to Schwab so the officials will put their hand up as it's a foot but they'll just say play on if there's no advantage gained by the offending team good job defensively thereby an amber wennerström gets her stick down and stops the hit from Penny Schwab Schwab this time dribbles inside now she'll try and get by winners drum but winner Strom comes back up with it so here's amber winter strum trying to play it through the middle of that lancer defense looking ahead and look like peipus but look out the warriors keep it ahead and they will call it believe a foot off the foot of the Warriors and it comes back to the Lancers well early on in this game I thought Liberty had some pretty good energy and some good jump and now they're back in their own end they've been defending and when you're defending you spend a lot more energy when you're when you're back there doing that and that last ball that went through it looked like Liberty could have played that several times and they weren't able here comes Olivia Ruth up the middle it's got dutiful ah whither tried to send it down low and they'll get a call off of the foot and it'll be a Lancer chance here as they come up with a free hit should be just outside the 20-yard line this is Kyle and McCullough with it McCullough plays it back jordan Toller the nice touch forward that's a great job there by Tessa Morse Morris brings it down towards the end line sends it in the middle Lancers are down there and so is Crowder she did a great job getting down the butterfly position to make the save on that one great save by the goalie and it's gonna be a stick violation against Liberty let's take a look at it right here Morse gets the ball in look at all the white jerseys going to work Mackenzie do too vol with a couple of chances that were saved and there's the touch on the back of the stick by Kylie McCulloch but Lancers coming right back in right back in the Warriors come back at it though and the Lancers put pressure defense on but the Warriors will keep it like Liberty was on their heels there for a little bit but about the last minute they've they've shown a little more life they've gotten the ball down and had two shots on goal Jennifer Snyder can't handle it McCulloch and she'll send it in but there's a call it was out of bounds it'll be warrior ball substitution for Liberty coming into the game number six Chiara Casimir comes into the game Casper's sophomore from rampart High School she will replace Olivia Ruth it looks like Ruth has a issue with her shin guard she's getting a new tape job here in the sidelines meanwhile the Lancers come back up Morse trying to win the battle and does so gets the call this will set up another free hit and Kazmir will take nope she'll give it up to Penny Schwab or the it like the way Liberty's pushing up look all their defenders even inside the 35 I'll try to control it went off of Liberty and out so it'll be warrior ball Kazmir couldn't quite handle it down there inside good look at a few of the Lancers right there there's number six Kiara Casimir just came into the game there's dutiful walk number five Jennifer Snider number two in the Lancers really putting pressure on here is Tessa Morris again Oh couldn't handle the ball ran by it a little bit but she's still whacking and hacking at it as they like to say that's one of those fifty 50s Liberty couldn't come up with but well they're just intercepting so many passes and there's a stick violation against Liberty well it looked like a pretty good play from up here Tessa Morris had that on her forehand but the refs blew the whistle banishment now trying to get by Toller they'll get the call and Toller it's that one out of bounds just backing getting some more help defensively earning yourself some time with 250 left here in the first half sometimes that's all you can do with it just get that ball out of play let your defense reset and again the Warriors coming back trying to get behind the Lance or defense and they're gonna call obstruction no they call obstruction against the Lancers and it'll be a rapaho warrior ball this one's pushed forward good job by McCullough to cut that one off again it comes inside Schwab tries to send it out she does so to Morris Morris hits it up not close to Kazmir intercepted by the Warriors and again amber winter struck with the free hit gets it to Darby Sherrod on the side try to get back to winter strip Schwab is their winner strim really trying to play that ball now it's deep inside and a whistle and a veal answer ball we got a corner coming up actually they're gonna call obstruction here on on Liberty and that was a pretty good call I don't know which of the players they got it on but one of the white jerseys just turned and just created a screen right in front of the goaltender so the third corner of the game coming up for a rapaho the last time they had one they scored a goal on and we'll see if Liberty can get out and and do a little better job of defending this one amber Winter strum will insert the ball and here comes Arapaho fan Schmidt sends it inside kicked out by edge bourgeois they're trying to play it goes across the in line it'll be Liberty ball good defense there by the Lancers really good job you have four players in the cage they all came running out they all picked up their man the ball came in on the goalie let your goalie kicked that one out of play and it ends up going back the other way for the Lancers and now I call against Liberty Arapaho has it they'll send it up into the field Kylie small plate that one and it comes back to McCulloch McCulloch sends it forward to do to Vadhu Dubois sending it even further forward and they're chasing it the ball towards Crowder Olivia Ruth and there we go the first corner for the Lancers and it all started with that long pass by McKenzie doodle-oo what a great job she had it on her floor hand-turned sends it all the way down in and liberty will get a corner there first corner of the game now we're under 30 seconds left but the half cannot end on a corner so if it's a live corner even if the clock runs out they will continue playing until that play is over there's the insert bourgeois takes it gets it to Schwab Schwab sends it low and it goes in no goal the officials saying no goal a touched the back the heel of a stick down low no goal for the Lancers oh what a bad break there for Liberty it was a great shot that came in by penny Schwab take a look at his Schwab takes the shot Mackenzie do Dubois got the touch Olivia Ruth down there as well and you see the official right away said oh it touched the back of the stick and that's the way the first half is going to end Arapahoe holds a one to nothing lead on the Liberty Lancers that's a half time we'll be back with more high school field hockey on 20 TV you welcome back inside district 20 stadium Brian German alongside Dave Toller the Arapaho warriors have a 1 to nothing lead over the Liberty Lancers in high school field hockey and as we went to the half the Lancers had their best chance penny Schwab hits the ball and the official you see him right there make the call he says no goal and he said that it went off the back of a lancer stick that's Crowder laying in the goal crease there but a very questionable call I don't see that ball really hitting anything there possibly due to voix down low well and even if it did it hits the right side of the stick it looked good from here but the official blew that one dead and disallowed that goal so a rapaho still leads 1-0 and we're in action here in the second half this time Lancers moving from left to right and they'll try and keep the pressure on that warrior defense again Morse gets the ball penny Schwab can't handle it he went off the foot of a rapaho and they'll get a free hit here and that'll be Tessa Morse lining up for it horse back - Schwab Schwab who had that nice shot - in the half there this one's taken away by the Warriors they come back up the other side Megan England who has the only goal in this game with all the answers keep the pressure on good play there by Malik ibises Liberty's defense is pushing way up typists just to the ground laid that stick down blocked it and send it back for liberty now they move it ahead look at this this ball on the run for a rapaho is Piper Rundell but she couldn't run that one down and soak Ibis will put it back into play for the Lancers Liberty had six shots on goal in that first half Arapaho had three the Warriors had three corners two liberties one and on one of those corners Arapaho got their only goal of this game Tessa Moore stood a great job pushing it forward here now cuts back she's gonna lift that one down low gets by Crowder but just outside the goal a nice tried a great move there by Tessa Moore she brought it all the way up the field really was take a look at do de voir right here she just wanted to get a piece of that and she knew it she slams her fist down she was in a great position if she gets any piece of that and tips it it can go and had that ball gone in clean it wouldn't a counter it was outside the arc so one of the Lancers needed to get a touch on it doodle-oo was right there in a good spot just couldn't make contact Jennifer Schneider gets called this time for using the back of her stick warriors come back and now trying to move ahead Kapus comes back defensively unable to stop that ball moving ahead Arapahoe now trying to get something going boo schwa plays it dude of Y now moving in ahead and great job I tabeling tabeling had ruth ahead and there's a good call tabling will keep it alive she'll come inside Olivia Ruth is right there and another call this time it'll be another corner for the Liberty Lancers what great teamwork from Liberty that's exactly what this coaching staff Jessie no Kowski that's exactly what they want to see pass pass pass get it in the circle yet draw foul now we'll see if the Lancers can capitalize inserting here will be Jennifer Snyder Snyder lots to choose from they'll come out the bourgeois bourgeois stops it's a - wobb Schwab tries to get it inside and a call is made and the Warriors take the ball well I know those are opportunities you can't let those get away attack here so typically on these plays it's the players that get together they do have some set plays that they want to call that the players can do that on their own they make the call in the field and we'll see what they do here's the insert bouche wasps sends it back the other side this time Morse sending it inside they're in there Olivia Ruth is right there there's dutiful wah still playing it and they're gonna call it back he'll hit for the Lancers a little bit more activity off of that one that was a nice play another one that's gonna be a violation we weren't sure which way it was gonna go I was I was with you Brian I thought it was going back the other way but Liberty gets another corner Schneider will take it booyah stop this time she'll send it down low Ruth is there and again another corner for the Lancers this kind of a situation that happened in the first half where Arapahoe got the goal they had two straight corners the third straight one for the Lancers we'll see if they can't capitalize yep just got to keep keep at it keep at it keep it in and as many chances as you can it moved over now this time they send it well outside booyah sends it down low there's a great opportunity but it goes up and out off of Jennifer Schneider that's a set play that Liberty will run we'll take a look at it here comes booze wall with the drive comes right off the goalie and the inserter is Schneider who just steps in for a rebound and that redirect it looked like it might have went up and over the top or just wide of the cage there's a good look at the freshman Jennifer Schneider who just had a good look at the cajon eve Murray for the Warriors really made a great play getting a stick on that ball and Schneider was trying to send it home sunanda Lancers get it back again Schwab to Kapus back to Schwab Schwab will send it down low looking for a player dude of wise there and again the warrior defense is right there to stop any Lancer opportunities and they get the call on the ball back well you got a feel that Liberty keeps getting these opportunities these chances down low eventually they're gonna get something to go in you just have to keep keep going at it sometimes you got to get it a little lucky down there - Schneider sends it inside Duda for I can't handle that one no one's did warriors come back having a tough time handle it there is winter Strom back they come Schneider can't handle it good defense by Jennifer Schneider and arapaho still trying to move that ball forward rapaho did a great job in the first half and they're few opportunities they have they're the only team to get a goal so far today penny Schwab trying to play it back at a rapid right there this time it comes back bourgeois is there trying to dribble it and just keep possession there's a whistle and it'll lead Lancer ball did a really nice job of just running some time off and waiting for her defenders to get back behind her she was the last line of defense back there just eaten up a little time she ends up winning that ball and she sends the drive up the ball will go over to Arapahoe it went high off of Taylor sabato and that gives the ball back to the Warriors when a drive like that gets up that high gets up above the knee into the waste area they'll call it dangerous play and that's what they call there that's why the Warriors have the ball when you're strong got it back Lancers trying to play it ruth comes away with it and Schwab will play it for the Lancers they'll move it ahead due to fois couldn't quite handle that one out of bounds and over to the Warriors so winner Strom again will take it the junior for the Warriors nice stop by Penny Schwab and that's a dangerous play again we just saw one going the other way that ball on a drive that gets up that high they'll blow that one dead now pushed forward got a run on that ball with some speed on the outside look at Tessa Morris coming in JC Davis gets it back to Morse Morse it's been doing most of the damage for liberty on offense she gets that ball back right on the in line now pushes it out sends it inside look out Ruth's shock just off the side of the post and out and Wow look at Crowder the the goaltender for a rapaho she knows she missed that one there's a good look at it right there just a little spinorama in tight by Olivia Ruth and it goes wide but how about the speed of Tessa Morris on that ball that was sent down deep to an area let your teammates run to it boy can she run she she outran everybody to that ball got it in deep and led to a good scoring chance there for Olivia Ruth warriors now trying to get it out of there and can't do so this comes back with it doesn't get enough on the ball but due to why's there do devoirs relentless defensively trying to get that ball back for the Lancers and almost has it here does so but they're gonna call something against the Lancers yeah they call the push that time on on McKenzie dude of law and she'll get that call she's an ice hockey player so she's used to going in and throwing her body around and you can't do that in field hockey Schwab loses this one the Warriors come back coming down to the final 20 minutes of regulation time Schwab since that one out of bounds we talked about this Liberty team just in its third year of having the program it started in 2015 this is a team that last year they were the number one overall academic team in the state they had a team GPA over 4.0 this season they're right in that same area three point nine they're up for consideration for that academic all-state team so you've got some girls that devote a lot of time to this sport but they're getting it done in the classroom as well that's the awesome news if you don't know district 20 one of the best school districts in Colorado Springs how some of these student athletes the amount of time they devote to practice to weights to to watch and film and everything else and they can still go and carrying a 4.0 you don't get a whole lot better than that and that's over a team of about 26 players they have so they're they're getting it done in the classroom and you can't say that it's they're doing it because maybe their school is easy because all these ladies are all different schools right all six are represented on this one team look at Tessa Morris again the speed on the outside trying to steal that ball and she does get the call the Lancers will take it right there well the coaching staff loved that one the the girls on the bench cheering them on and that that's what they want to see here's a lady Tessa Morris here she goes dribbling it up the field she could be inside the circle now turns and sends it and I believe it went off of and out of bounds it did it just came off of the stick and well what a nice job she did have you taught you don't want to dribble too much but she just passed it to herself just kept pushing it forward after got it down on the goal line honest he took that shot he just had so much spin it went out of bounds and now Kyler McCullough comes back in for Kaitlyn tabling McCullough from Pine Creek High School look out here comes the Warriors good job there by cactus to push that one stop that one Kaitlyn fan Schmidt was running right down the middle of the field for Arapaho that we are gonna get another corner for Arapaho right there well this is how rapaho splayed it's it's a little bit of a rope-a-dope it just seems like they're taking the best punches that Liberty has and then when they get a chance they get it in right away they get a corner and they will get their fourth corner of the game their first of this second half so KY pish Schwab Morse and of course bourgeois gonna play defensively on this one there comes the insert look out for the Warriors good job defensively stopping that ball and a good steal by Kapus she sends it forward looking for Schneider Schneider does a good job keeping that ball she's got some room to work with sending it forward for du Dubois but back to offensively for the Warriors and doing a good job there was Caitlyn Frenchman excuse me that was Abby Chalmers now again Lancers will have to go back and I'm sure that coach Ashley Loftus is loving this because when they when the Warriors have possession it's great cuz you have a one to nothing lead Lancers back on their heels right now I sit there by JC Davis Schwab has it she'll send it up the field looking for do Dubois and again off the foot or yours playing it forward there's Kapus another whistle that one got over the over the sidelines and typists was trying to play that she got the last poke in there that knocked it out of play so warriors will take possession they'll be just fine with this with a 1-0 lead approaching 15 minutes left the corner coming up here for a rapaho Lancers played well defensively last time on this and for Arapaho that's Brook Tillman sending it in or a pehoe trying to get it going and a whistle and back to Liberty and a good stop by the Lancers it really was and I tell you what that that takes a lot of courage when you're running right at somebody with no padding on and they're swinging a stick at you Tessa Morris got in there broke that one up and Lancers had it but the Warriors will take control in the midfield if the Warriors are keeping the Lancers on their heels right now here in the second half Lancers down by a goal need to get something going push it forward Tessa Morse it sit on the side to McCulloch McCulloch tried to play it and there's a call and we'll go back to the Warriors when Liberty's been successful in this game gaming the ball if they've been jumping them defensively they've been putting pressure on the Warriors and that's why they get their steals and start to move the ball back to their side of the field and they've done it with those long passes and you saw over on the far side just too much dribbling by Liberty they just ran right in to traffic and sometimes and you can talk about it across all sports basketball football the way you beat a trap is don't try to beat the trap make the passes that go around if they lit a rapaho get in and trap them inside Olivia Ruth tries to get it again this ball is sent wide and out by McCullough Kylie McCullough who's from Pine Creek High School trying to get all the district 20 schools mentioned at least once the free hit by rapaho again tough defense as it went by Snyder the Warriors will keep it there's Tessa Morris coming back the other way she'll send this one to the center tasty Davis couldn't handle it take him back by Arapahoe there's bourgeois who's moved up further up the field she sends it up to Schwab Schwab with a nice play to keep control now to Schneider on the side she's naughty there's that to touch passing we were talking about earlier in the game with stopped it and then send it on to a teammate that was Ruth Nell Schwab has it and that's a tough pass terrorism's intercepted by Fleming and the Warriors will come back with the ball 1225 now left second half wrap up 1-nothing long as you're saying Brian number 24 Madeline booze was really pushed up to the midfield coach Jesse Noor Kowski changed up the formation a little bit they've moved bushwa who started out as the sinner D she's playing more mid right now Jordan Toller who was the left D has slid back to playing the center D spots a little rotation trying to get boost wash she's got a big hit she's got a great Drive and they're trying to move her a little bit closer up try to make use of that big shot she has Snyder trying to get the ball back here and does get the call so the Lancers now with a big hit by Kapus I just tries to stop that one here's bourgeois sends it forward taken away by foreigner Strom and back by bourgeois and a good job running into the ball there there's some McCullough who goes down and gets the call a little shove from behind by Arapaho and here come the Lancers Schwab sending it over to Morris Morris she's done this all night long dribbling down the side and gets the call good job offensively just keeping the pressure on the Warriors and more sets it up again this time on the good evening everyone and welcome to the new school building project presentation for Boards of Finance and selectmen we're gonna have a presentation on the proposal following which we will be opening up for Q&A for our boards of Finance and selectmen after it please know that everyone here we're gonna be opening the floor up for input and questions thank you all for attending and I want to do clarify for a moment why we're all here why we need a pre-k through five quite simply center school and huckleberry are aging facilities which will require extensive and costly repair to remain functional all building systems are at or past the end of their expected useful life the schools are not energy efficient and there are safety issues in terms of accessibility and emergency access since these schools were built eighty and fifty seven years ago respectively school use requirements have significantly changed with the changing dynamics of Education as a consequence our elementary schools face some significant space limitations using either inadequate spaces are those designed with a far different use in order to house our fifth whiskey near were using portables which again have far outlived their expected useful life it will take upwards of $700,000 to replace these portables should we maintain our present grade distribution but by moving 5th grade to a pre-k through five school we right sighs whiskey near for the three grades it's designed to educate and more importantly we put all of our elementary students together to provide for the coherence and continuity of instruction in a pre-k through five school with modern amenities modern safety features flexible learning areas all designed to enhance our children's elementary school experience while we avoid the inevitable deterioration of our older elementary schools so with that I would like to present Jeff Lozinski from Tecton who will be going in greater detail with our building proposal thank you Jeff [Applause] thank you I'm gonna give a brief presentation I'm not sure if we want to give some time to turn around okay thank you so again thank you my name is Jeff was in ski I'm principal at Tecton architects our team has been working on this project for the past year or so and this presentation really is a brief summary of the process that we went through more a focus on the the preferred option that was selected by the committee and then a summary of the the costs and what the design could possibly be so before I get started just some housekeeping if there are some questions there's a new email created and it's shown here so please you can obviously ask your questions tonight but also if you have any additional questions you can send them in to that email address so the goals of the project and I'm gonna go fairly quickly through it the process started in 2015 or a committee was formed to study the longevity of all of the schools in Brookfield the there was a component the existing conditions analysis of each school that we've completed studying all the different various systems site building for each school we came up with recommendations for capital improvements and upgrades for each school as it relates to the existing conditions we also held numerous input sessions with educators relative to the educational needs and the programming aspects of each school we reviewed and updated the demographic projections the enrollment projections developed a series of options studied with a committee that was dedicated for the last pass you're going over each of the pros and cons of each 12 in total I'm work over all all 12 and we also held a couple public forums one on the existing condition one on some of the proposed options and then several public committee meetings and then various different presentations to Ward boards and then the committee and the Board of Ed unanimously selected option C prime which I'll go over in a little bit more detail we've already heard about the aged average age of all four buildings sixty years old and the average age of the additions is 17 no building has ever been fully renovated or modernized since it was built so again summarizing the problem aging buildings they obviously require more maintenance an efficient educational environment very difficult to adapt and modify the existing layout to meet the current educational needs you heard 5th grade's at the middle school now there was some surveys completed where there was a strong guidance to bring it back to the elementary gable elementary kid grade levels with that you're still using the portables at whisk and air and then as you heard building systems or either add or pass room useful life and then with that is the high energy consumption at each building so part of the options that were studied we also looked at a variety in fact 60-plus Town on properties to see if there was any capacity for for a new school on any of those spaces all of them nearly all of them were inadequate because of various different sizes wetlands but also all dedicated open space as well so again I'm not going to go over all the options that we studied but we studied it from a student population and it's great structure perspective and this this graphic illustrates that we had ten and then the committee kind of focused it down for the second public forum to four and those that attended we relabeled those a b c and d and ultimately with the feedback that we heard from that public forum and the various different building committee meetings that we had we finalized on basically option c or c prime it's a minor adjustment to option c so in summary it's three schools in total phase one is a new pre pre-k to five at the huckleberry hill elementary school site the the keys to that building are we're gonna house an early childhood learning center so you'll see in the and the concept plans how that can be separated from the rest of the school and the creation of a 5th grade Academy which was important for that transition year then you would demo with the existing huckleberry Hill Elementary School and then repurpose Center elementary so that's phase one phase two after ten plus years after down the road whis Kinnear couldn't either look at a renovate as new or targeted renovations again we have capital improvements projected out ten ten years out that shows some needed repairs but phase two would come ten plus years out in addition same thing at the high school so why was it selected these are really encapsulating some long conversations about why what's important to each option and unanimously this bullet it was the most important piece and discussed at length the least disruption to the students it's inherently safe for not only during construction but at the completion as far as the location in the building and the opportunity to meet all of the current school safety infrastructure guidelines it obviously improves the learning environment solves and this is a big bullet and they should be bolder but it really resolves pre-k to 8 nearly 3/4 of the student population and one in one swing pre-k to five and then it writes sizes that whisk in their middle school brings it back to two six to eight halfs the construction time when compared to renovate as new looking at eighteen months or so more predictable costs you can control typically control costs better when it's a new building less surprises and then it preserves and improved improves the athletic fields and you'll see that in some of the concept plans that I'll run through real quick so this is what the building could look like okay this isn't what we're saying the design would be but for those that are familiar with the site it would be back past this the existing school back up on the hills the property goes for quite quite a ways up the hill and the keys to the concept or to the design or to this school the the soul to the school is that you would have a component for early childhood education pre-k through one with its own separate entrance its own separate drop-off so that it is is isolated successfully from the rest of the school you would have a shared core space which the components are the cafeteria is the gyms the media centers that you know it's leveraging that shared use of those common spaces between the pre-k through one and through to five greats to the five would could be located up kind of towards the the rear of the building as you know if you're familiar with the site it kind of steps up towards the back so it's about it's a two-story building as it steps that along the hillside protected outdoor space using utilizing courtyards for the various different grade levels was an important key feature and then obviously schools are are as Exhibit A here is the they're used by the community and to place the functions that you get utilized most by the community towards the front so they're easily separated from the rest of the building is a key key piece and then they also you know more detail to that is locker showers and the use of a potential of an emergency generator for as for a shelter for some of these events that seemingly happen more frequently so the keys to the concept this is the site plan on the right side Candlewood Lake Road just to give you orientation the existing school is located here in that light kind of beige color this is the proposed conceptual site plan now the orange block that you see on the left side is the new school pre-k to 5 the gray in the middle is the parking around 250 spaces adequate ratios to support that size school and then you'll see some new fields laid out towards the front portion of the site the keys concepts are as I mentioned earlier separate entry and drop-off the creation in the Early Learning Center shared spaces that 5th grade academy protective courtyards establishing neighborhoods and I think that's key and is particularly in this size school and this these grade levels so you can see and just diagrammatically how you could potentially separate post and traffic or or parents there's good distance between the entries for separation for the grade levels these are smaller key plans showing conceptual floor plans again what the building could look like and you can see from right to left how the building you know on the first floor kind of Nestle's its site itself into the hillside this this piece is the portion that would be pushed against the hillside the second floor is a full floor and then the third floor kind of sets up in the back so at no portion is it prettier than a two-story so we're we want to be sensitive to the scale of the overall building there you can see in planwise there the separation there early childhood the shared core spaces in the blue and then the fifth grade academy some other pieces you can see again on the plan of the protected outdoor space as I mentioned previously and the key one of the other keys is the establishment of the neighborhood so at no one point point does a student in a grade level have to pass through another's neighborhood to get to a common core space and that's very important considering the age groups and the use of the combined use of these this building so a very simple diagrammatic layout I'm always thinking about the future whether or not it's expanding the building or modifying the building to to accommodate that bubble potential bubble class coming through or the ability to add to portions or ends of the building to accommodate either a change in program or unexpected population increase so we did think about that as well and then as I mentioned the transitions between the grade levels was a topic that was discussed at length and you can see these neighborhoods as they you can see they create these pods which are nice neighborhoods are homes for for those great levels to to live in so the numbers how do we get them this for those that have attended the previous presentations this is consistent format from those presentations so I'll run through it fairly quickly the projected enrollment for each grade levels here this column the column in the middle is the allowable square footage by the state so you take the number of students times the allowable square footage you get a bunch of numbers by grade level ends up being about 138 thousand square feet so the existing building for a frame of reference is about 68,000 so it's about double that size the cost so you then take the cut of the site improvements so we're modifying about 16 and a half acres there's about 250 spaces the new building you would take times and this is key here I won't go into the great detail at this point but the 415 the $450 per square foot is it's not you know the high end it's not low end it's it's right in the middle of the historical averages for new buildings of this the size this vintage there's this grade level which is important so it's not gonna be on the low end where you're gonna have to start rented modifying and on the maintenance becomes a nightmare in five or ten years it sits right in the middle where it gives you a good solid 30 plus year building so you take all those costs 66 million there you see the number and then there's all these other soft costs so I like to explain it you take the building you turn it upside down you shake it everything that comes out is really soft cost so it's all the furniture the computers the designers the civil engineers all of that stuff so it's the numbers that you see on the right side just to keep a frame of reference our turnkey are all all in costs the difference between the 78 and the 63 is this is the total project cost this is the cost the 63 is the cost to Brookfield after of the reimbursement by the state so all those numbers are kind of summarized down here the state reimbursement right now could change but right now it's at 22.5 for new buildings for Brookfield and then there's some ineligible costs related to their various different components of the building that we want it to project so you know what is what are what is a 21st century learning environment look like so obviously you've seen a lot of these in Connecticut and throughout New England as as communities renovate and build new outdoor space is you know taking every opportunity to to use not only the building but the site to educate students there's a lot with a lot of studies and findings relative to the introduction of natural daylight into the into the space collaboration that ways of teaching the methods of teaching require flexibility collaborative space social space so you can see these these kinds of techniques utilize in a lot of today's educational environments and then of course it doesn't always have to be you know flashy spaces it also relates to the furniture as well so do you have to keep that in mind is it provides the opportunity for student centered learning project-based learning and personalization so it really hits all the marks at times we were asked in many when we're comparing different options throughout this process comparing new to renovate is new and and it's an important comparison obviously when you're when you're talking about the order magnitude of projects like these and on the left side is a summary of Avenue and on the right side is renovate as new so the numbers the student population would remain the same the built total building area would remain the same parking would remain the same the renovated site area would be increased depending on because the new building you're going further back and then obviously you would have four new you would have a demolition of existing time frame something to keep in mind here it's about 16 to eighteen months four new 32-36 four renovate is new so it's three years potentially four renovate is new so so those came into play and I and I know is just a bullet about disruption to students but that's a pretty substantial one to consider the cost summary the biggest difference is that you would notice is that the reimbursement for new is twenty two point five renovate is new is thirty two point five okay so you're getting a little bit more back from the state and then all the other comparisons that we mentioned earlier about the pros and cons and why new versus renovators now we can get into the baton to into the QA at this point I'd like to turn it over to Marshall hi for those of you that I haven't met I'm Marcia Marion I'm your new finance director I spent 35 years working as a audit partner specializing in government's auditing consulting and and accounting I've done this a number of times and there's two phases as far as the finances goes one is the incremental cost what is the extra cost for you on this project and then the second is how does that fit into the project as a whole so tonight we're going to go through the incremental cost and then we're working on a 10-year projection for the boards so they can see well this is the incremental cost and and you know this is how it would fit in all together the incremental cost that there were four factors that we included in our calculations one obviously is paying sixty three million dollars that and the debt service on sixty three million dollars we came up with four different options on the debt service were tried to be conservative at every step that we have a 20-year option and a 30-year option either one would be fiscally responsible in that the life of the building apparently in Brookfield might be eighty year that none but it's certainly longer than 20 years or 30 years so we looked at both the 20 year option and a 30 year option you've never had a 20 30 year option before and that's because it's new for the state of Connecticut and then we looked at two different formats structures of the of the debt one is a level principle you take the 63 million you divide it by 20 and you add interest to it so that's going to have a high beginning balance and go lower as the interest goes down but the principal stays flat and the other option is a level debt payment that's like most of us have on our mortgages where in the beginning there's a lot of interest so there's a little principal and they level off it's the same payment every year it's a little bit lower but it stays flat for the for the life for both of these we got the estimates of the interest rates from our advisors are um from financial advisers that we use for these things hilltop advisors and they estimated when we go to do the interest it'll be about five percent we included six percent in here just because we we want to be conservative on every number that we give you the second one is there's some costs that you're going to save by not having the two schools that one as I understand it has electric heat it's very expensive but between the architect and looking at the the energy costs and that the school looking at operational costs it looked like there was going to be about the savings of at least four hundred and fifty thousand dollars a year that one of the things that they talked about that I didn't even think about was busing that you don't busing to two different schools but that is four hundred and fifty thousand that's what the the Board of Education would save but the town's not going to save 450,000 because your tax dollars still have to pay to heat that dot that building and to keep normal maintenance on it so we took their four hundred and fifty thousand dollars and the estimate for for maintenance of keeping the heat on and things were thirty thousand to be safe we said let's call it fifty thousand so we're estimating that you're going to save fifty thousand dollars a year on the operating costs the third thing that comes into play is right now you're doing a lot of capital work on those those buildings that and a lot still needs to be done every year going forward so we have a ten year capital plan that we again that the architect helped us with Jeff that was just speaking helped us with a ten-year operating of what would need to be done to those buildings and those grounds to keep them in the condition for a school it's not really fair to take that number and subtract it out because you know the total number because you know that your budget is not going to allow for you to do a hundred percent of the cost so what we did is there most of them are safety issues for the two schools we took the capital costs that need to be done in the next ten years and we assumed with budget constraints you're really going to stretch them out over 15 years that and you're not going to pay cash for them you're gonna have to take dead out for them so that was what we're subtracting out that if you didn't do this school you would have to pay these debt costs so that was the third big big figure when we took all those that's how we got to the to the costs of the school per year several years there's actually a savings where where it would reduce your taxes up front before you start the project when you first take out the money that you get a Premium for taking out debt that that's a check that comes to us when we take out debt because people want to buy municipal bonds it's about three percent of what we take out so that would be a small blip in the front where there's a savings and at the end of the project if we project if we finance this project over 20 years this debt that we're taking out on the capital improvements would have taken longer than 20 years to be paid off because it's not even coming into play for the first 50 for every year for the first 15 years and then from there we calculated an incremental mill rate in the and the cost for the average home that just so you get an idea of how that worked that the first column and I've got the details here they'll be up online as well that the first the the first column is the year-end because I can barely see it here I'm sure you can't see it there the second column is this is just one of the four debt possibilities this is the 30-year debt what that would be the cost savings that 400,000 we talked about is in the next column the debt service on the capital needs of the two schools or in the next two columns and that brought us to a net cost and we took that with it with the incremental mill rate we're using the value of one mill as it is in this year's budget we're assuming that that it's going to increase by one percent per year the the grand list that is lower than what you've projected in the few in the past than the other buildings you talked about a one and a half percent projection again we wanted to stay conservative so then we have the cost the average home is three hundred and forty thousand dollars in value which we've multiplied by seventy percent to get the taxes the so the here are the four different categories that of the fort types of payments the the data for that and again it'll be on the website and I've got some handouts today if this stuff excites you but here's the the meat of it that there's the four different categories that if we were to take and finance this over 20 years using a flat principle the the highest year would be the first year of debt service that's that blue line and it would cost the average homeowner a little less than six hundred dollars a year in taxes that that is about fifty dollars a month for those of us that pay with the escrow and it would go down from there the other scenarios where we're paying it over a longer period of time or lesser if we're doing a flat principle so you can see there's two lines that go down below zero that's the 220-year debt the debt would be paid off for this before what you would be paying off in debt and on improvements that that are going to have to be done if if we don't do this and then the two lines that extend out the red and the purple line that's if we had 30-year debt so that to me seems to be a very important numbers what would that happen what would how would that affect the homeowner for their taxes the second set of numbers that we're working on now is the is a 10-year projection that we're where does it look like the town's going to be in ten years that the Board of Finance of the Board of Selectmen can't make a decision just based on this they have to look at the the full picture that's thank you Jeff and Marsha for the presentation so I'd like to take some time just to recap the compelling reasons educationally and otherwise that prompted both a strategic Facilities Committee and the Board of Education to unanimously choose this new school proposal above all other alternatives educationally this new school proposal will allow for the development of the early childhood learning center which will house our pre-k through 1st graders with this our youngest students are going to be in a smaller more welcoming environment this is the draw of a small school like center school and we can recreate that in this new school proposal in addition the pre-k and kindergarten classrooms will be larger with bathrooms located within each classroom not only is this a clear safety advantage but it's less disruption to a school routine for our beginning students who are just learning school routines every single grade in the school will have its own neighborhood with the classroom situated around a gathering hall this will promote a sense of community within each grade and improve teacher collaboration among those grades as Jeff had mentioned no student will have to go through another grades neighborhood to reach the shared learning spaces this will vastly decrease disruption throughout the day and improve the monitoring of students during those transition times the new school proposal will also allow for the creation of stem and makerspaces and provide the flexibility to accommodate for presentations that happened throughout the day not only this but we will have specific learning areas for our children with special needs technology will be integrated throughout the school and there'll be a positive connection to the environment via outdoor spaces ceiling height lighting and acoustics and finally the arts will intentionally be provided for with proper classrooms cific for studio music and performing arts all of these educational advantages would be difficult if not impossible to fit into a renovate as new option if they could be incorporated into the renovation it would increase the cost considerably another reason the new school option was chosen was the consideration of construction factors it will it's estimated that the new school proposal would take approximately 18 months to build with minimal disruption to our students that's compared to the up to 3 years with the renovators new project with the renovation our students will be educated on the same site as construction and will for at least some time be housed in temporary portables so if you look at that three-year construction for renovation we're talking about an entire generation of huckleberry students that will live in a significant or live learn in a significantly impacted learning environment another outstanding advantage with this new building per plan is the elimination of potential health and security risks that arise during construction ensuring both the proper learning environment and the health and safety of both our students and staff becomes considerably more complicating and potentially more costly when dealing with the renovation time and money are not nearly as controlled when you look at the potential obstacles that may arise during a renovation some of these costs could be renting additional portables or perhaps even renting a temporary school should we find hazardous materials or concealed conditions during the renovation the new school project is far far superior to all other alternatives in terms of modern safety amenities the effective flow of bus and car traffic parent pick-up and drop-off clear sight lines and the integration of 21st century school design safety principles can be implemented throughout the entire site in addition there's going to be a protected exterior play courtyard for our pre hey through first graders as well as a secured enclosed outdoor gathering space for the entire school looking ahead to future needs the new school proposal allows for minimally disruptive additions should our population of the school greatly increase or universal pre-k is instituted flexible teaching spaces are additionally located near the neighborhoods that can transform to extra classrooms to accommodate for those bubble classes that we always know arise keeping in mind that any new building addition is not just a learning environment but an extension into the community careful attention was paid to the school fields with they renovate as new option the 60-foot baseball field is eliminated and cannot be replaced in addition we may lose extra field space depending upon the final layout with the new school proposal all three fields the 60-foot Knight the 60 and 90-foot baseball fields and the soccer field are reestablished in new locations on the school site the monies for that is built into the project budget as an additional community benefit the new school is planned to be used as a shelter for the west side of town having just experienced the macro burst were all familiar with how crucial local shelters are with this new school proposal a generator and Locker and shower facilities are there to support the use of the school as a shelter community voting is also considered in the entry designs of the gymnasium in terms of security and parking so all of these areas the shelter and the then the voting are located up front near the parking lot and can be locked off from the rest of the school last but certainly not least a new school project will yield annual savings in terms of energy efficiency consolidation of staff reduction of redundancies and a reduction in an capital costs I want to emphasize as Jeff had touched on that this new school project is not considered a champagne taste budget whatsoever the building was priced at midpoint definitely below luxury but yes above bare-bones because at that point building quality and longevity is affected all involved with this new school proposal firmly believe that this is the best option for our students and for our community so thank you at this time we'd like to entertain questions from our boards of Finance and selectman having kind of lived and breathed this for the last month and a half with everybody I don't have any questions at this time so why don't we start with Dan divorce sets and rundown having not lived and breathed this and had no prior information I unfortunately have no questions at this time either I honestly think it was a little bit improper to present tax numbers and individual specifics without having the Board of Finance on board selectmen to have the opportunity to challenge those a head of time so I don't have any questions at this time but the project of this magnitude does it hamstring us from doing other improvements and that we've been told are required for instance police radios we were told in the last budget cycle I may be the one before that hey these radios are coming up and they're required we push them out a year does this impact or would it impact those types of projects yes and no it impacts from a timing perspective and we have to look at the overall growth in our Grand list plus new development which brings in new revenue which allows us to do things like the police radios and possibly explain this ban the police station but I think we believe that overall when you see the final financials that we are not going to hamstring the town for the next 15 years I don't think we should do that we have we have going to have to get the police radios within probably the next five to six years and we don't have a choice on that one that's a safety issue we have to do it so the answer to that is I don't think so and once you see all the financials the entire buckboards the all the financials you'll be comfortable that we can do the things we need to do in a reasonable amount of time and at a reasonable cost and I do want to make it clear as to what tonight is and what tonight is not and was never meant to be tonight was a presentation of the project and estimates okay tonight is not for the board of Luckman or the Board of Finance to make a decision so I want that to be a hundred percent 102 percent clear my decisions are made tonight by either one of these boards what we have liked to have the information that was presented and everything behind it beforehand of course but with discussion with with Steve and Colette changes were being made right before this and it wasn't feasible to distribute accurate information before the meeting but because this is strictly informational and for us on the boards and new folks here tonight thank you for coming to get information as preliminary questions about it you know we will have future meetings on this I promise you and decisions will be made starting with the Board of Selectmen and if it gets to the Board of Finance then decisions and discussion will be made at that time and yeah I understand the disappointment not having the information but given the circumstance and given what this meeting was a understand why we don't have it questions I was also part of the process and the strategic steering committee so I've been fairly well informed over the past year so I actually don't have any questions at this point okay this is based on the estimate um what determines the 18 and a quarter percent soft cost that you guys included the 18 and a quarter is based on historical averages in one of the previous presentations I gave a sample breakdown of that we can certainly provide that to you with a list of all the different categories okay and then for flat principle versus flat payment that's the same fixed interest rate on those but it's a it's a it's a fixed there's no because it seems like with the flat principle it is a variable payment that the interest rates do change a little bit based on the market that right now the market that which is we double-checked on because it doesn't seem to make sense to logical sense that the longer the bonds go out the lower the interest rates to us it seemed to make sense that would be higher risk to have a fixed rate that long but that's not what the market is doing right now so they they do go down a little in the later years okay all right III like Dan to this is a big project I think we need to go forward with this as a town but we need to understand it better and and I think if we're going to take this seriously we should be prepared for each meeting and not come into these meetings without having the documents and to look at and to be I'll ask questions I think for the next one we need to be prepared and have this so we can make you better use of this time and better use for the people in the audience because we're just getting the presentations now it would have been nice to have these and hand them out to the audience so they could have taken their own notes in these papers and made sense of this I think if we're going to take this serious let's take it serious not being prepared that could be black and white that the information that black and white could be handed to us we could have had this prepared you don't go to a meeting unprepared without having the presentation and I'll reiterate with Dan I mean I understand what what Shawn's saying but this project means so much to this town and it's so important to this town it needs to be done for this town we need to come to these meetings and be prepared I would strongly disagree with you that we're not prepared we're trying to save the town money we made copies to this for each of the board members so that they have it and it's available you have it right now it's available on the town website and anybody can look at it and we'll print some copies up and have my office as somebody doesn't have a printer and you can come stop by my office or John barriles office and pick up a copy did the Board of Selectmen have anything or should have move on to hi sue Slater I was also on the steering committee so I'm very familiar with the building and all the thought that went into it the meetings that we had had the the reports that we had gotten back from the citizens here I would have to say thank you to everyone who did put this report together and I appreciate all the work that did I know tonight's intention was to hear what it was see where we are at this point say basically if we can afford this and I think that was the intention of tonight here's your numbers now the Board of Finance has to you know look at it and you know see if they agree with it what I really want to hear tonight are just everyone's questions Harry shaker I did have two questions one have you considered or is it going to be a consideration for solar on the roof not as part of this project but possibly down the road and my second question is is it a thought to include the pay facilities building for the high school and a new parking parking lot now I know that it would be in addition to the scope of what the work was going to be but those are two issues here at the high school that seem like it's just never gonna get done especially the facilities building it's a dangerous situation back there and it's also a real neat now if it's gonna be a different project fine I just didn't know if there was any possibility of incorporating in it Thank You Harry I'll turn the solar question over to Jeff in a second we put on the capital I'll plan that project in the back of the school for facility storage concession bathrooms etc but that was pushed out into the future in this past years capital planning so we do have that in the plans we're tightening up and going through for the 10 year capital plan for the next meeting for the consideration of the 14th I think you meet again as far as solar we will be looking at all sustainable strategies whether it be photovoltaic or geothermal variety different systems so that's typically looked at for every project that we do so the answer is yes my reason for bringing up the facilities is this is kind of like the gymnasium floor for the first 12 years we were going to try to do it the next year and it's something that I thought could possibly be incorporated it would be a minimal cost compared to the size of this and it's something that is absolutely necessary there's there's absolutely no facilities and our back feels with thousands of people using that and on a monthly basis so it's just just a thought thank you so with a question with the solar if we were to incorporate that are there additional rebates or benefits from the state that we would get by using anything I'm Derrick bride with consulting engineering services yes there would be other rebates that you could go after with the state and other utility incentives out there the problem with that is we would have to look at them along with the state sometimes they will take that money off the top of your reimbursement that you get so we work closely with the state if we were to be working on the project with you we would work closely with the state along with the utilities in the committee's to make sure you get the biggest bang for your buck on any of those projects I guess I do have a question and I also a request both with regards to the 10-year plan that's being worked on and to be presented I guess I would ask if considerations are being made in that 10 year plan for uses it in refurbishing costs for center school that'll be included in their details on some of the cost savings that you mentioned in terms of consolidation in terms of energy all that will be laid out in in detail people have asked you know the plan currently is to demo Huckleberry and repurpose center school we don't have a final decision on how we're going to reverse the center school but it's near and dear to a lot of people in town and I think we should do that community center sports activities there's a bunch of various things and trying to pick a number without knowing what you're going to use the building for it's very difficult but we do have the numbers in there to maintain the building as is not let it get any worse than it is but keep it in shape heat it do the regular maintenance we need to do and then we're gonna have to look at at some point what we want to do with that building and that's gonna be another whole conversation with the entire community in my opinion but I think you know there we have groups that come into Town Hall almost weekly asking for places to me and we have to turn them down because all of the town's facilities are completely booked and we really could use places for maybe Girl Scouts or Boy Scouts or you know various clubs to me so there are a lot of things I think we could do is Center school and we have to think about that very carefully because I do not want to sit in my personal opinion is I don't want to see that building go idle right we need to come up with a plan for it but I think coming up with that plan for it is beyond this or this groups purview collect could you or Jeff go into detail on how we came up with the size of the building was it based on enrollment projections what projections was is it the size of the town the size of the plot itself and how far were you looking in terms of those projections thank you Thank You Chuck this on can you hear okay so the numbers in the column that say projected enrollment starting with pre-kindergarten at 39 so what what the state requires is a projection at least out eight years and you take the highest enrollment in those eight years for that grade level so what that column represents from pre-k all the way to grade five is the projected enrollment um the enrollment projections were updated by Maloney McBroom over the summer and we utilize the highest projection in that eight-year period and that and then so you take those projections those students and the state square footage in that column the 116 is a square foot standard that the state allows per that grade level and it changes per grade level you multiply those numbers together and that gets you your your maximum allowed building area so that that's how you size the building and and so that gives you an overall mass of an overall size of a building and then the state has standards for pre-kindergarten kindergarten in various different classrooms and that's how you have to meet all the various different standards it was updated it was updated and interestingly tomorrow night at our Board of Ed meeting we're going to be getting the updated enrollment data for this October we get it every October just as a little preview for everyone last year we had a total enrollment of 26 36 and this year this October it's 26:48 so if you're looking at the projected enrollment for a pre-k through 5 school this year it would be at 1068 I have a question regarding to what Dan said on the cost savings how are we gonna guarantee capture of these savings I mean it's a number on a piece of paper now but how do we go forward and guarantee that we're gonna save a hundred thousand six hundred thousand dollars in one year on these estimates how do we capture that because we always say we gain savings we gain savings and gain savings but how do we mandate a capture of that savings and make these true numbers because right now it's a number and a piece of paper right we're estimating what savings in particular are you talking about and then I can address them so that's more Martius okay do something at home or say we're gonna save twenty dollars a month on our electric bill but it always seems to creep away from us how do we capture it I can talk I can talk to the savings on the growth of the savings and we've put a factor in there for cost-of-living adjustments we use the same factor in there that we have on our temporary or on our 10-year capital a 10-year projection in progress as far as the specific savings on what they are probably Colet or John can talk more about that on what makes up those savings there would be the savings would start in the year that you closed the two schools so I would say that that would be the easiest way to capture what the savings are to say here's what it was and in this budget let's say it's the year ending 2021 budget and then here's what it is in the year 2022 budget and then make sure that it's a at least that amount and you can see where those savings occur I would say that would be the best way to capture it but to really capture it in the bank correct that you could you could itemized it there and and show that it's that it's less I agree as far as the savings associated with the school itself Tecton Associates is very comfortable estimating the amount of energy savings that they will do it's conservatively estimated at 250,000 again though we backed off thirty thousand fifty thousand again to be conservative for maintaining center school the other two hundred thousand dollars is the consolidation of staff which would be determined based on the final layout and the busing savings and then just the the reduction of redundancies which we can further delineate for you as well dan so just to elaborate a little more on the energy savings so we were tasked with the calculating existing energy usage on your existing buildings along with the proposed new building given the energy inefficiencies of the both the elementary schools in calculating out the efficiencies of the new school we came up with around a 200 or 250 thousand dollar savings annually with the new new building so one of the things that surprised me in the presentation perhaps it was in some of the previous presentations I didn't go to all of them was the inclusion of the lockers and the showers in the generator which aren't necessarily educational items but more town needed items and I was wondering when that got added and if there we know what the cost of those particular pieces are to the project in isolation so I can talk briefly about the cost of generator the code requires us to have emergency standby systems and all our facilities so in order to have an ease of maintenance we generally put a generator within every building over the past decade or so we've been finding the cost of generators reducing drastically over the years so to upsize that generator to accommodate the extra square footage of the gymnasium some locker areas some extra heat and potentially the a warming kitchen or something like that you're only talking a couple hundred thousand dollars extra for that extra cost so it's something we've been putting in almost every school that we work on um it's kind of almost common practice now in the industry but it's it's a smart use of your money similar response to the locker facilities where you know we're not talking a full shower facility suite we're talking a few showers adjacent to existing changing rooms or locker rooms for that grade level so there's the capacity or inability to have that function in this school so when you say for that grade level are there gonna be multiple locker rooms or is there one locker room I'm in favor of that so yeah at this grade level you don't historically see you know shower facilities but to expand the changing slash locker areas to house two to three shower facilities is a minor incremental cost to the overall scheme okay yeah now we will take questions that will answer to the best of our ability if we can't anyone on the panel will obviously defer out to the experts there is a sign-up sheet next to treasurer John Lucas over there if everyone could then I will write their name and address down on that sheet but also announce it and we would like to keep each speaker to five minutes and the timer will start going as soon as you announce who you are while we're signing up you know I would like to thank everyone that is here and that is tuning in for being here and tuning in as the chair of the Board of Finance I'm excited about this project I'm excited at the possibility that the Board of Selectmen will pass it to the Board of Finance and we will have an opportunity to consider it and possibly bring it before everyone in town so thank you everybody and I hope everyone does have a chance to speak and I hope everyone does get out what they want to get out because this is a great time for everyone to give input and ask questions and get answers all right so why don't I start I'm Bob Beldon 7 red barn Lane and for truth in advertising I'm on the board of education so I've very familiar this and I'm not going to use anywhere close to my five five minutes I actually didn't hear something like that I think is important in the presentation I was wondering if somebody could talk to the board's and to the public about the schedule you know what is the time that when are we thinking we're gonna go to referendum how much time do these two boards have to deliberate on all of this and then once it's approved by the town what's the what you know what's the broad schedule after that so that's just one thing if we could spend a couple minutes on that okay so the schedule just to go over real quick the bow box and the bottom there is basically where we are right now fall 2018 a couple of lines that you need to be aware of if there's a referendum sometime in spring we targeted on the top March but at this is a preliminary schedule there's a deadline to submit the grant application and you didn't do need to have referendum support and for that showing financial support for the project that's June 30th 2019 so you submit it to the state there's seven or eight items that you need to submit you sit and wait until basically December I think it's 15th now middle of December where they come out with a priority list as all the projects that submitted grants they give you a list show you your ranking you're on the list and you're gonna get reimbursement or a modification thereto then that goes through committee and comes out typically the other side in the spring of state funding approval in the spring of 2020 and you really need that our recommendations you really need that commitment which is from the legislation saying that they they approve the total bond in total the project and then you can either start or go out to to bid depending on how you want to sequence the design and pre-construction phase but let's just say you're halfway through design at that point when you get that letter you put it out to bid in the fall of 2020 and you start building it you best-case scenario would open for the fall of 2022 it's a buying frame from a floor Kimberly Drive just a question to kind of reconcile from a previous presentation with regard to the scope and the cost the the option C which is I like that that's the best option I think it evolved with my thanks for everybody put their work into that but there is discussion of the the huckleberry and then also then we skinnier there was there was a discussion about upgrades to whiskey near but I think for what I understand you have here that's that's not part of this sixty submode that's ten years down the road or that was you really couldn't see that color on that presentation so just what's the what's the situation with whiskey near yeah and the second question is is there was discussion that there was a requirement for a second row second access wrote the huckleberry that would go across Errol Ella I think to Belden Hill and come out on Turkey Hill whatever that road is over there you did it was on the map he didn't discuss it I want to show if that if that's a requirement if the costs are associated with that in this sixty three million dollars if and with the town is that something possible you have to buy land we have access to that did I think that's sure so the answer to your first question about whiskey no you're absolutely correct we showed graphics similar to the detailed breakdown for each school assuming that the whiskey nur at some point in its life in the future ten plus years would be a renovate as new and those dollar costs were calculated the same way that I reviewed the the proposed pre-k to five this it that would be phase two that would be ten plus possibly fifteen maybe even twenty years out the systems in there and as you look at that capital improvement plan are a better vintage and better condition than some of the elementary schools and that's why this option was chosen so those numbers that I had presented were at the the original at the second public forum were really two to illustrate what a renovators new at whisking air would would be when that would do occur would be 10 plus 15 years down the road the second question you had is relative to is relative to to a secondary ingress egress and that is absolutely true as well regardless if you do this project or you keep huckleberry hill as is today it's our recommendation through our consultant team to provide a secondary access to the site it's not technically required it's it's a strong recommendation what you have going through the site and a very light filter as you can see kind of right through the middle of the site is a floodplain and you always want to have two ingress egress out on a site that has a floodplain so regardless if it's a new building or the existing we recommend that secondary ingress egress and the cost is built in to this project yes correct yes I wanted to reiterate though that the one area of work on whiskey near that is involved in this project is the destruction and removal of the portables because we want that to happen as absolutely soon as possible don't take Steve's time but in the town can a town talk about that Road is that is that something that's doable do we have to acquire properties is this I don't you know when you start you know doing that son okay yeah
