motion please discussion all those in favor and one of the opposed lead teachers for 2022 and 2023 uh this is uh attached lists just local 17 else based on local 1707 contract on the motion please excuse me okay discussion all those in favor anyone opposed cpt facilitator i'm sorry so what is that so that's an enrichment program for our english learners what we found was we have our regular homework help support we had english learners go which is great they still do but this is a specific program targeted for english learners that not only offers homework help it also offers enrichment opportunities additional language practice um before the pandemic we were also looking to do some more like so possibly like a service project where we would send students out to like maybe read at a local location in english this year they've been doing a lot of you know like even art projects they were sending cards so it's targeted for all of our english learners are invited and it's also a place where they can ask questions regarding the exploratory um or any really anything about the school our i our our purpose there is to engage our english learners beyond juntos podemos by providing them access information opportunities to like do sports to other clubs and it's definitely a focus on academics as well um can we put it on agenda for the next meeting to have a little bit more more presentation on the particular on this particular program so who runs that program i can put that together um heather lefeb is one of our english learner um teachers and also we have isaias nieves he's a graduate and a first year paraprofessional and they run it together if they're unable to come could they put together a adult yes i can actually also include it in my principles report yeah okay all right thank you mrs joe yes before we vote on the lead teacher ones i have two questions or two comments the first one is we should remove graphics as a lead teacher for next year since we won't be needing that so i'll just cross mine off and then at the very end it has culinary arts uh designated as a stipend versus the others have no such designation they're just the lead teacher salary stipend whatever but i was just wondering why that was entered as a stipend and the others weren't i believe in culinary they do additional duties in terms of the planning and organizing the budget for day-to-day ordering of food and items so they requires them to stay after school long hours to finish up the that duty and that's typically the lead teacher's responsibility so does that mean they get a different salary from the lead teachers they get an additional additional stipend they get an additional stipend principal zolinski i was just going to add to um what the superintendent was reporting that we found that that lead teacher role they are responsible for all the invoicing all the ordering um and it's hobby as a matter of fact when we were having dinner she was still here so she works a lot at additional hours who made the motion on the lead teachers nobody made a motion yet on that okay yeah i know she had a concern i thought we had a motion on it i apologize can't you have a motion on them we did a motion for lead teachers right now we haven't done well i'm just going by with the minute we haven't voted on it yes you're correct okay you haven't voted on it no we haven't even take a motion on it because marilyn said before that she wanted the concerns okay right okay so we have a motion in maryland you made the motion right so you're okay with the changes who seconded it you okay with the changes okay any further discussion nope all those in favor all right anyone opposed okay superintendent cpt facilitator for uh 20 22 and 23.

so under azusa high school under strongly recommended um is that the category we're going to are we looking at azusa high school for safety strongly recommended okay thank you so on azusa high school um we are partnering our combining azusa high school and that what we are calling azusa high school east which is paramount um so here we have um what else i'm so sorry forgive don't count against my heart it was just my mind i'm sorry i'm so yes so so going in order um thank you go in order um so we we broke everything into three categories um student experience our four categories um student experience um technology um safety and communication so in the student experience category we're recommending that we upgrade the exterior painting um on both campuses um that would be exterior painting for azusa high school as well as foothill it'll be approximately 300 000 per site um it would take approximately two months to complete um each site but yes this is one that we could have if the contractor team was large enough they can do both sites simultaneously any questions on exterior painting on page 23 okay moving on we are projecting um a kitchen upgrade also under student experience um this would um expand the current environment where we prepare our food so we can have a better flow of inflow and outflow of our students um that projection is of 2.6 million dollars um this would require dsa approval so upon dsa approval and upon having the um contractor awarded it would be two and a half years to complete this project no question about that one i have a question about that one okay so as as we're moving into this transition of the reconfiguration bringing all the students this next year uh the ninth graders into what does that look like if the expansion i mean there's going to be walls that are going to be torn you know down um what are we looking for nutrition services where are they going to be hosted they're going to be like a little bungalow that is going to be um you know how is that going to be so this one for sure we will start over the summer and over our break and we will break this up in phases so that way the kitchen would not be completely out of use but we would do it in phases um and it may be a point in time where we have to utilize our central kitchen s lawson to prepare the foods and deliver and utilize the cafeteria area for distribution remember arianes just for clarity uh did you also want to know like next year when the ninth graders come regardless of this like what the plan for nutrition services is that did i hear you correctly uh yes that that as well because after that right after next year um 2023 we're looking at two and a half years could be three we're going to have all of the students now and so i guess what worries me is that as we are going through this um phase of the kitchen you know uh expansion and so forth how are we going to be feeding our students and and so so if i could take that on so um this is like for the kitchen upgrade so our students we don't um provide the meals in the kitchen they actually have a separate cafeteria area where we prepare the food to build the kitchen and we transfer them over and carts and that's where our stations are so this will be upgrading the kitchen so that we can um like right now azusa high school currently does not have walk-in freezers so which is it limits the capacity of food that we can store we do not have the level or the grade of stove and overheads that we should probably have um the size of the kitchen is actually small and which is um we have a lot of heating concerns um the flow meaning we can't have as many people in the kitchen to prepare as many meals as we actually need and since we have the desire to go into scratch cooking this will give us opportunity so this is expanding the actual kitchen where we actually are cooking this is not exactly the area where the students receive their meal board member cruz gonzalez thank you i have a question about this this upgrade and what it would entail and and where how does it how where does that get us in the journey towards um being able to do full scratch scratch cooking yes so this would actually um put us right where we need to be for um full scratch cooking this will enlarge our um capacity and of our stove as well as our deep freezers and our refrigerators it also enlarge our storage and our prep area so meaning if we do this investment then we'll be set to do scratch cooking or it's the beginning of it investments so we will be prepared we will have the equipment to do scratch cooking but that will still evolve training of our staff to make sure our staff is also prepared but i want to say that as soon as we have this implemented that means we can do it yes we will have the materials and tools that we need to do it but it will still be a process of training and um training our staff as well yeah thank you for the clarification yeah i'm not talking about the staff i'm the the writing the staff readiness i'm talking about like the actual modernization piece right it'll this will be the full up upgrade of the kitchen so that we can transition to scratch cooking and i think i heard you say yes to that yes ma'am um i'm looking at this list here and one thing i i didn't see maybe have it somewhere else but are you gonna do anything with the the are you doing anything with the asphalt um you know in the corridor because it's very broken up and it's very uneven and i'm surprised it's not here and i'm praise the lord no one's gotten hurt there but i don't see it here yeah sam is on the um upgrades and add-ons in the next category oh okay but yes ma'am we could is it not the prior under safety it should be under safety for sure see asphalt repair so we have asphalt repair um and that's for the blacktops where you walk on um but the courtyards to make it more beautiful and welcoming that's on the upgrades and adam it's under consideration like does it support your i mean can you consider moving that on to the safety planters improvement okay so i think we're talking two different things so the asphalt which is the black top everywhere we walk when you get on campus that is actually in safety related and we have a projection of 650 for azusa high school alone and that's to repair the current asphalt what does that not include that what ask what what asphalt asphalt sections at azusa high school does that not so that includes everywhere you have asphalt and so basically if you're looking at zeus's ties courtyard it includes all the walkways minus right in front of the office where there's concrete when it says courtyard it's referring to if you've ever been to um what's festival in covina high school um north northview we're gonna go to those schools yeah i know it's a curse word but yeah so if you look at their courtyard that's what the courtyard upgrade would include doing astro turf in the planters seating walls no no viking ship but that kind of thing it wouldn't so the repairs for safety is just repairing what's existing courtyard is completely a whole different um construction so to board member rodriguez pena's question around the asphalt and some of the damaged asphalt that is entirely included in the 650 000 and the safety okay thank you so that would be one like if we're only focused on zoos high school we would need that green light to stay in that safety related category and the salmon color yes all right and then continue in the student experience and we will be um installing stands in a press box in the football field um that's approximately 800 000 um that needs dsa approval um and that would take approximately two years to complete uh oh question yes ma'am um so this would be trying to turn the current um practice field into like a stadium type of thing is that why you would be building this stuff yeah so this is what okay this would allow us to actually have our home football games at home great so my book so my question is i mean when we when we upgraded that field and we upgraded the the um the track right i mean we were specifically told that this was not a stadium and wasn't intended to be a stadium so are you saying that we think that if we make these investments this will be um sufficient to serve in lieu of a stadium yes it would be an adequate football field to house our games back and field soccer as well if i if i can also add a nuance to this when the stadiums were built there was forethought just in case for the future and so they added to the build of the stadium already i don't know technical terms but like punch outs for electricity for different things a scoreboard or whatever just in case you want to do that in the future so that's actually an investment that was made when the stadiums were built i'm sorry when the fields were built just in case in the future we wanted to move in that direction there's stub ups for stadium lighting and data i think that would also be a cost saving of renting not having to rent pictures college field yes yeah we'd have a field of our own and just so that i can understand just from a curb appeal and curb perspective so right now if you're driving along you can see the fields so does this mean that we driving along rockville you you didn't see the back of fans or with or were those stands be on the opposite side of the of the field that we potentially it depends on the design um typically when you have a football field you want to have some stands on both sides then you can have your home in a way um but yes if we put stands on both sides if we did the elevated stands which again we have to partner with city because you've taken a view from your residential area um so most of the time you build from the ground up but that would mean you would lose that view when you're driving along that that's all dependent on what's called sequa you have to do a neighborhood um for noise and lighting and all that stuff so that would all depend on zika and what the result i remember cruz gonzalez did you see you're unmuted do you have a question i'm still muted i'm you know i i mean i think i think in principle i support um putting these things in so that the space becomes much more usable right but i'm not sure that um we should be very clear that this is not the whether or not we think oh this is this is going to be the stadium because i think that i think sometimes community has a different idea of what a stadium is and if you look at our our neighboring districts like baldwin park and and um covina valley right um the stadium there is very different than putting some bleachers and a press box around um what we have so i just want to be clear about that i think i i think i i i think it's important because it makes it usable right and i think that it gives us flexibility in terms of being able to use it into into the evenings but i'm not sure that this that i would say this for my for our community that this is a stadium that that we're going to be that that's going to be like the stadium that we've been thinking about for many years and decades is that clear adrian you understand that that makes sense to me does that does that make sense to staff or stephanie actually um i i would like to beg i would like to differ on that because just recently i went to a track tournament that our asus high and gladstone high school um track team went to it was actually in baldwin park sierra vista here and right across the street our home and it works football games go on there there's friday night lights the track team you know there's noise and so forth um but like you said the sequa i i think it is important but at the same time it's working for sierra vista it's working for other high schools that have houses and it's not in a busy street like northview and it's working and i spoke to a few of the people there from sierra vista that do live across street and go to school there some of the parents hey how do you like you know how do you like have they love it they love having their field at their high school one of the things that i did notice um because i was asking some of the uh um parents there i said hey how do you guys like the bleachers here and it was perfect there was you know uh on each side um they did have like a bush covering um the field so yes there was no access from the outside to actually see the field they were okay with it you know they were okay with it um it looks great um you know you you mentioned uh northview i'm now mentioning sierra vista it works for them um i actually uh did go to northview um do a graduation there and those uh what did you call them the planters bring a bit aesthetically make it look very very nice though i i do like that hopefully you know we'll be able to go ahead and do that but moving back to the um the football field it you know if it works if we have the lighting already um you know i i think it would be great because one of the things too if we're going to be bringing our football team uh football games right to that's one of the dreams that i feel that our community has been wanting for a very very long time and i remember you know uh uh by uh former board member hamilton um having a conversation i was actually on the crowd and he would he made you know he would love to see that was one of his dreams and so being able to go ahead and be able to talk about it now and look at it realistically and be able to see it here and paper and us being able to go ahead and move forward with that i think it's excellent for our community i mean one thing that we do you know we're looking at parking we're discussing that right now but i think it's feasible and with your guidance i i'm i i fully support it board member cruz gonzalez no i have another question so in terms of the seating um the piece about installing the stands how many how many people do we anticipate what would be the capacity of the seating we would have to work with the architect once we identify um from the sequa um study to see what we can and cannot put in and then we can outline it so if we receive approval to move forward we will get um begin we get in the designs um we will do all the testing for sql then we bring that back to the board um to let everyone know exactly what we can and cannot do anything else therefore did you i mean did you understand what i was my concern not my concern i think like i said i think we need to do this but this is not this is not a full stadium that you would see at sierra vista or at the covina valley stadium that they have that's not what what and what i hear board member cruz gonzalez saying is is really around as as we as we look to dream up what we have within our community and within our district i i think i think i i hear this would be great to have this at azusa high school it would be a great thing to have but to not limit our dreams into the future especially if there are if we're looking at additional school sites that we need to figure out what we're going to do with and so if there was a future version of the azusa unified school district where there was a district field that that was fully a a stadium with full seating in full capacity and full parking lot that's what i think i hear uh board member cruz gonzalez saying is is let's let's look at this and celebrate what what this brings but but not not to think that uh that there couldn't be more uh into the future you said it much better than i remember roger espana so if if if that's going to be a stadium what how many stalls do we have and in the parking area are we going to have to expand that parking area tomorrow and i don't know how many parking no do not no because we currently have um um a couple of student parking lots in the faculty parking lot so if we had a night event um those will be opened up um for the community parking so the only one i know of is the one on off cerritos where's another one well by the office well yeah that one's kind of small i i you know just my opinion but um but do we do we know how many parking stalls are in the parking lot parking lot um i know we have that count i don't have that number in front of me but i can get that i'm just curious okay yeah any other questions before we receive board member bo so my question is not about the the field can i ask a question about a different item within azusa high school sure so um superintendent i'd like to have hear more about the vision for azusa high school east so foothill middle school campus because we're we're looking at azusa high school east as its own line item here and it's here in the strongly recommended for azusa high school so i think i don't think that we've had a kind of that vision conversation of what azusa high school east would look like what's its purpose um if we're going to allocate funds i'm not necessarily against the concept but i just i want to hear more about the your vision for what it does and by making this investment how will that benefit azusa high school and i'll echo that only because i i recognize that as we have had conversations and primarily i think back to the december 21st conversation that we had and we talked about foothill conceptually as as an attachment and then and then i know that we've had uh at the last a couple meetings ago we talked about street closure and so that means that there's there's serious thought and and in thinking around what that would look like but yeah to my to my knowledge i don't know that that the board really ever gave direction to say yes let's let's move forward with uh with foothill as a um as as an extension of high school sure thank you um there has been plenty of thought into what the addition of the foothill campus uh to azusa high school whether that's east annex upper lower um right all that will um will get decided eventually um right now the prevailing and i'm not i'm going to make clear that this is not the final but as we have been talking uh to staff as we have been envisioning the facilities and the programs and what makes sense um right now the uh the idea that's kind of moved ahead um is that the current foothill multi-purpose room um would be the new theater for azusa high school um and so that's a line item here some investment into that facility right now currently it has the floor space it has a stage and then attached to the multi-purpose room are some additional rooms that can serve like backstage prop areas you know those kinds of things uh in terms of program uh right now i'm gonna pause you have a question yes in this rooms we have um in the multi-paper stream we have the kitchen that is there would that be turned also into correct that could be part of the master plan where again that could be a backstage or a prop area or something like that um again we haven't moved forward to design or anything like that but that's that's one number two we think that this is a great um location also for our early college program uh early college program um currently uh has seen uh quite a bit of growth and interest which is uh which is great um we are uh in early conversations we want to begin conversations with citrus and explore uh growing that program to not just be a program where you graduate from high school and one year of college but possibly graduate from high school with a double with your high school diploma and possibly like an associate's degree and so that's that that's uh again one of the running or leading uh visions is that that would be a good place for uh for that uh and then we've also thought about um cte some of our like maybe that could be a pathway hub for some of our programs so those are some of the leading kind of ideas we've we've talked about vapa we've talked about some wrap around services and so we're trying to coalesce around something we what we do know is that next year we have enough space on the main campus that we don't have to use foothill the foothill middle school campus it's until 2324 that we would have to expand into that particular campus board member cruz gonzalez yeah two things um so one i really appreciate that question sabrina um i i think i i i think i was hoping that we were gonna have this conversation at the april study session when we talked about programs um and i and i know um that wasn't the content of that presentation so i do think we need to have um some real conversation about this about what the vision is for just the high but also our elementary schools and and clearly laying out which school is going to do what um but the second piece i want to just point out for the for this idea of like how do we how do we find that vision for the the programmatic side versus the high and that is i know that we applied for the community schools grant hopefully we'll find out this week that we got it and if so the part of that is having really engaging with your community around building a vision for your school and i just feel like that there's a great convergence there around us getting funding to build a community school that wants us to be intentional about including people let's have that conversation around the vision around programs i think i thought i think that's what i want to lay in front of us as opposed to maybe the we as the board or the cap you know people at the district office deciding this is the vision it's really a chance for our community to vision what what that what that should be i love it i think that's that falls in line definitely with uh voice and participation and engagement and leadership so question i have if if we were then you you laid out a number of hypothetical options and and scenarios of of what could be at foothill middle on the foothill middle school campus as an extension of azusa high school if all of those were to take place and and be placed at the foothill middle school campus what is the what what is the capacity usage then like how much of the campus would be used if all of those things were moved over versus how much of the campus would be would remain unused i wouldn't have that that answer for you right now we can definitely look into that um i know that mr fernandez has been doing a lot of facility planning and again thinking about if this moved here let's move that but i don't i don't know how much of the of the campus uh would be used versus not used so just my mind goes to and i don't have the number in front of me but my mind goes to looking at that campus and just remembering that the student capacity is in the thousands uh if i'm not if i'm not mistaken and so knowing that the capacity is in the thousands there's then still would be and i mean just looking at the number of students we have at uh on edition high school there would then almost certainly be a good number of classrooms that are that are then still available at foothill middle school i i wonder as we look at some of the my my mind goes to things like um the uh adult transitional program or or um why am i i'm forgetting that uh cirque or i just i think some of the some of the other kind of facilities that we have that are spaced around could something like foothill be certainly an extension of azusa high school but maybe also a centralized place where we have some of these these other programs and offices located i was kind of looking at center middle school for the for that um to kind of be a central location a hub for our other offices at our other cities um what a board member i agree with board member uh cruz gonzalez uh looking forward to our um meeting that we're gonna have i think it's really important yes the community be involved but i think most importantly i think is that we hear from our teachers our teachers are the ones that you know are going to be coming together right from both high schools they're the ones that are going to be combining the programs and i have you know before we had have that meeting i think it is important to reach out to both high schools and and for example um let's just say the immigrant program right what is it called i'm so sorry our international student program sorry yes yes sir international right so we have gladstone high school teachers teaching a certain way and then we have so i think it'd be important before that meeting that we reach out to our teachers and be able to have some type of um uh you know what is it gonna look like moving into a souza high you know is it what is the master plan right because we're merging two programs um coming together and so looking forward to that um in our meeting i think when i was when i was saying some of the pieces i saw some eyes light up and some fingers raised about just looking at the foothill middle school campus but were there some thoughts to add there i've been working with gabriel um and he was mentioning to me that they're gonna need 28 classrooms to use foothill so that's quite a few um whether that flushes out or not i don't know but i know 28 was was the number that gave me that once they go fully over transition fast on two zoo's high they will need an additional 28 classroom housing and is that to include these programs that um superintendent ortega was talking about remember i think that's that that's probably another piece of um information that we should probably have for our study session um because that will also help us determine you know moving forward you know in the next meeting we're going to be talking about facilities yes ma'am foreign i have a clarifying question we say that mr fernandez is projecting needing 28 classrooms at foothill middle school is that to serve the approximately 2 000 students at azusa high school that because i thought our we were just at capacity yes about 2 000 students on the azusa high school campus itself yeah so there's a lot of specialized and i'm not please forgive me i'm not a ed harris's specialist or anything like that so but there's a lot of programs currently that are going to be transitioning to azusa high that they're going to take up all 66 classroom spaces along with the teachers lounge and stuff like that so he was mentioning that there would be a need of house those 2028 classrooms at foothill now whether that includes all the programs you guys mentioned earlier i don't know um but um they're they're yeah so that's that's i mean that's all i can tell you i i wish he was here i'm in but um that's what he was mentioned and i can provide again just some nuances right so for example um just because we mentioned it earlier the early college program that's a two period program right um and so we need to house that program while school is in session and so are we maximizing the capacity student capacity of that particular classroom or classrooms well no because it's two periods now after those two periods there's a lot of things that we can use those rooms for uh but that would be an example of this room we're not getting the maximum like student capacity but because we need it for xyz or i'll give you another example um the medical academy pathway which has been doing just amazing things i'm not going to know the name of it but we have invested quite a bit on state-of-the-art equipment for that academy and so limiting them to a classroom um puts pressure points on the program and so you need either to combine two classrooms or you know combine three into two or something like that and so when we think about again student capacity that takes a hit on student capacity so some of the programmatic pieces uh do go beyond you know just that one particular looking at classroom to student just specifically do they need something more similar to like a lab right i mean because in the classroom they have it's not just a costume so they have they have all the equipment like you said so it's more of a lab um kind of looking room board member audience yes i i think um it would it would uh look similar to like the adult school um what is that the tour when we went on the tour they had like the classroom and then the next room was where they had beds and mannequins and the next room and step so there was like three classrooms um it was like a whole row of classrooms where that particular program was taking place and they had everything there is that correct this this is kind of jumping up to safety related but but i would say is entirely relevant as we're having this conversation um looking at the street closure per proposal that's another area where i know that there as there was conversation around the potential of foothill middle school as an extension of azusa high school and then we talked through what kind of green light to look into what are what are some of some options and at the at the last meeting or a couple meetings ago um mr ortega you came forward and talked about the street closure as as what would seem to be the most effective uh means of of kind of ensuring safety for crossover um but similar to that it would probably be worthwhile for us us to hear um some some detail around that because that that would be another one of the areas where i don't know that there's where there's really been conversation or or direction to to move forward with pre-closure over some of the other options or or not combining the two and finding other creative ways of getting students to to and from so could could you speak could you speak to that that piece yes um latosha can you identify the page and tell hope so you can put it up uh yes sir uh first and foremost um we have been in conversations with the city but as outlined in this plan uh there will be still a lot of steps before we can even uh even if we wanted to do this like we got the green light there's a lot of steps that would we would have to jump over to even say okay cool we're going to get there as was mentioned earlier there'll have to be studies done including sequa the city would have to approve uh and green light uh the project as well so some of things again that initially uh had been explored uh were things like tunnels uh things like uh bridges um and when we're thinking about uh cost um that would just put us in a category um that just would not be manageable it would eat up quite a bit of of um of our funds to say that i have numbers i i don't but i do know uh in conversations in-house and just again just in initial conversations as we were uh with the city those seem to be projects that would require an extensive amount of investment monetary investment for those kinds of things of course we also talked about [Music] not permanent closures but temporary closures like on street on school days and school hours so that comes with staffing needs to ensure that there is somebody there because these would be not permanent enclosures and so we would have to make sure that we have staff whether that's campus safety aids whether that's crossing guards uh whatever that may be to ensure because it's not since it's not permanent there would be any fencing right there wouldn't be any of the normal safety things that we can do in our campus so that would definitely be labor-intensive to ensure that our kids are going back and forth in a safe in a safe manner again this is just initial conversations as we talked about in collaboration in-house and again in just initial conversations with the city it just seemed that a can can you go to the photo um 17 817 um again this is just a initial conversation again they're still as noted here uh they're still dsa their sql their studies that have to be done um and of course we would need approval from the city as well but the idea here uh would be that uh if you look on rockville there um uh towards the middle of the page uh you see a red line and again these are just approximates but as an example that would be a permanent closure and it would probably be in the form of a cul-de-sac um and then if you look at the bottom red line uh that would be the second enclosure again probably in the form of a cul-de-sac so that now because that is part of the campus you can actually do the perimeter fencing um we'd have to do some uh pathways and some walkways and whatnot but because it's part of the campus um and it's not um temporary then the um staffing uh we still bigger campus we're still gonna need some more staffing but in terms of that daily 100 ensuring that you know we're uh securing those spots um that goes away just just speaking to that a little bit and and speaking directly there with with that closure i know that there would be a need for approval from the city yep um i i i would first now may not be the time for this because there's probably additional information that we would need but but i first would wonder what are the thoughts of even the board around this particular um matter this i my my i don't know that i personally see this as a as a viable solution maybe without some additional information i don't know that i i do so i would like to see some more um and so yeah i i i wonder like what would if if this wasn't an option what else what else might we can consider uh to do but just as a not to answer now but just as a food for thought um board member rodriguez i was gonna ask regarding um so i know the students do cross from boston to um memorial park and i know i spoke to superintendent ortega before and there is not always a teacher with them but i see them cross there and there's no barriers there's no i guess they just know the rules um that they need to follow but yeah they do and they're playing best they use the basketball court that are right there right during their gym time and then they go back just lost in school they come out of that gate and they go there and they just go back and that's it and they don't have all this i don't know board member arianes um what actually i was thinking about you kind of just shared right now um [Music] what are the possibilities of possibly building a bridge i i mean can we explore that what what the cost would be um a permanent bridge because you're seeing that it it's the you know the closure's temporary but you know looking at this long term that's just kind of it's temporary but looking at it long term what are the possibilities right what is the cost what would it look like um and it could be something permanent so just for clarification what we have here is actually permanent okay so so the our our idea and what's here in the book and the plan in the in the spreadsheet is a permanent closure of the street so it wouldn't not be temporary it would be permanently closed and that's in the future in terms of a bridge um i'll let brian start and then i'll let you oh i'll can feel them i just wanted to preface everybody's comments with that so we have the architect working on uh new buildings two-story building and also conceptual drawing of this very thing how the path would look so we're not nailed down you know through that but i'm just saying that um my my personal opinion for what it is my opinion i don't think this long-term solution um this is too long too long of a way to travel i think um we haven't built a new building here that since 1956 other than portable so i think master planning the high school campus is something that we should look into but that's personal opinion now so but to answer um bart member's question um we have explored um the cost for bridge um i can get the figures um from our architect again but it was in the millions of dollars and it was one of those and when we said okay in order just to build a bridge we would have to alleviate a lot on this current plan and based on facilities needs just for that and so that's when we um pivot from that conversation so so it would be cost effective to close the the straight is that is that what i'm hearing it's more cost it's a better route to do we're more being more efficient with our friends and something that the city added is that there are now a lot of new rules with bridges uh when we're talking about ada compliance and so i think they were saying that there has to be a spiral and so quite a bit again of a lot of investment in terms of monetary to go to go that route board member cruz gonzalez i just want to say that i agree with brian's last statement that we really need to have a master plan for the high school and think about it and think about what what should be there and we want what we want to be there long term i don't think that happens from just figuring out like a little bit left over from this bond and what we can build i just want to put that on there i did have a question though so you you referenced planning out a two-story building could you could someone explain that did i hear that right that is not in our current plan okay that was okay but um okay then what did i hear about a two-story building ryan's wishful thinking at this time to build a new building that is a high school so brian is working with he's currently working with the architects to get um to give a plan um since our buildings have not we have not built a new building on our campus um so he is exploring to see what that looks like and that was what mr allen was speaking of actually that's kind of pretty good i agree with the board member cruz gonzalez so i i think i agree that i i'm not sure that it makes sense to go try to like p and i i don't want to be offensive i don't think it makes sense try to piecemeal and think about like how do we add a new two-story building but i do think i'm thinking about what does that master plan look like and most likely it would include something like that i think about again we talked about sierra vista and baldwin park right and that building's not new anymore but it was new 20 years ago um and it's really beautiful two-story building um so i i think um this has come up the last time we talked about facilities and i do think we should find the space to say like this is important let's figure out how to make that happen yeah and if i could just add i think um a 100 right in terms of uh master planning um we are um all aware that those kinds of things take us way beyond this spreadsheet but that does not mean that we should not invest and do something like that um as we start thinking about the future of our districts uh and our sites at our district um but but again that would be way beyond right what we have the scope of what we have right now what remember rodriguez well yeah and you mentioned underground i don't think safety wise underground is not a good idea um safety but how many kids will be hiding under there right i'm the attendance lady so i can imagine i have to go find all these kids over there so i don't recommend underground yeah and and just i mean because yeah where my my mind goes and you i think you gave a perfect example board member rodriguez pena about the usage of memorial park and and slauson and hopefully when the crossings happen there's there's that their star staff their staff present right that's my understanding but um but to that to that point like if they're where i i wonder or can there be during passing during passing period and again not recognizing that this may not be an entirely long-term solution but if during passing period there was staffing to could there be gates that open that close off or that or just uh cross cross crossing guards that are there available it doesn't even have to i'm not even know that i'm talking about formal crossing guards from the the city but maybe that's what needs to happen but if we look at things like that just to allow for some passage to take to take place uh when when those when there's a drama class or when we know that the ecp is taking place is that is that a more effect effective use looking at staffing to to address that than um street closure this just i remember when this was shared a couple meetings ago i was a bit surprised um at this it seems like a drastic um drastic step especially if if does that even make does that make the most sense i just think about how long a passing period is and so if someone has to get from this squad all the way over to the other quad that may not even be most effective anyhow okay anything anything else to well i guess we were we were still talking about it was high school we did not if i'm not mistaken we didn't quite finish is that correct yes sir we were on page 24.

and the idea is i think the vision was that we wouldn't spend the money on life safety in the building if we were going to get rid of the building correct and then but i just would assume because there was on a plan that we would transition the kids directly from mec into the facility i think where it goes into a thing is are we doing are we prepared for the kids to be in the high school with the other kids are we prepared for that setting and and i think i just assumed that if we approve this which we did to go okay mec boom we're going to go right into the new edition that's what i always envisioned that it would step right over i didn't think it would be this quick where we're making a decision and i'll say this i i don't mind us i like us having a discussion i do i don't think anybody has said dr coglins you made this decision you did but you say to us the board and you put it back on us that's how i feel instead of just saying that this is what we because are we a team in this because we're asking the question why can't we we're not saying that you have made the decision to do this and why are you doing this but when you say you all the board did this the board said that that makes now that makes it look like out there tv land or youtube that these are decisions that we're making and we have decided to do this and we told you to do and and instead of making it like we're a team and we say and you say hey you know what remember we discuss blah blah blah instead of saying that it's us who are making these decisions and us who are doing telling you to do these things and in seven days we got to make that decision and i think it's terribly hard i think it's true i agree because she's made it clear that no you all have to make that decision well dr hall i just i'm sorry it came off like that that is not was certainly not my intent my intent is again when the board asks me to investigate things i investigate things i bring recommendations to you and eventually you know you do vote on that that so that was my intent to say you end up making that decision i can give you the recommendation um and like i said i think you're asking me do we have to close it next year no we don't have to close it next year you know i think we do but i think it does i think i think when you get into i think when you get into the numbers we don't make sense to have five students and spending thousand 75 students those were things that came to us after the fact when after we agreed on the building and when you came and brought us the numbers and how many students yeah that came that came after the fact and it just it just proved financially proven that we don't have five students but you know i heard the plight of the parents and the staff came and all of that so i do understand that i definitely understand that but doctor coughlin these came because i asked was anybody going to lose their job because she said no we can please a b and c in these roles that they are familiar with and teaching so on and so forth so it came down to the students which are limited still five six students we're talking about yeah and it comes down to we keep our students five students in a building i mean we have we have done a good job of or the administration has done a good job of everybody's talk so give me a chance so it's so funny so no but no but i think but you look at it i mean the administration has done a good job of of placing all those teachers if if we bring back to mec we've got the cost of maintaining the building we've got to staff it we've got to bring in a new administrator and then we have to backfill all the positions in a tough teacher and you know when it's tough to find teachers we've got to backfill all the positions we had allocated them to this year so your if i understand the feedback we've received and i'm not saying it's not valid but i think from when we look at when you look at the data and you look at the facts we have to move forward on this okay okay so we did vote and we do feel it's financially prudent to go ahead and move forward with this but we did hear from the parents concerned parents and rightfully so so i think what it boils down to though is how confident are we that we can have all these questions these unknowns answered how confident are we that it's going to be this smooth transition because i think if we can tell parents we have all that in order they're going to feel a lot better if we do go ahead and move move forward with this this year so i guess how long is it going to take for us to have all these answers of the who where you know that parents can be comfortable were there parents at the friday meeting that i couldn't attend yeah there was yeah there was one one really yeah because i at the other public comment i thought it was all staff and i think that's their concern there's a lot of like unknown you know what i mean what's going to happen and i think if we can have solid answers for them that's what it boils down to whether or not we move forward if we can't if we can't say there's too many question marks then i don't know how we do move forward but if we can be confident that yeah if we can be confident that it's going to be a smooth transition you know then i and i guess my other my other point here is everyone every day and i just thought on tv that chicago is putting an astronomical amount into mental health for their students and treating them over the summer and all the stuff with covets so everything's blamed on covet i get that nothing is anybody's fault except coded but if we have all these kids in our school that we keep saying are having social emotional problems why in god's name do we only have five kids at mec next year i mean you say you want to grow that program to 100 and whatever when we're at the new wing well we've got this building and now we're saying i mean i don't think i knew when i said all this was going on that we were only going to have five students left and every day your administrators you across the tv across the country they're talking about all these kids with social emotional if that's what we're dealing with in a therapeutic setting why do we only have five going to mec i think i think that's what this has shown is our huge disconnect communication because obviously the teachers don't understand the criteria and i had the question and you kind of answered that like what's the process because i've had teachers say we've recommended people and they didn't they didn't get it all day long so there's a huge social emotional rights district and if we have that many kids that we already know are having issues why do we only have five at mec i i don't well that's part of this whole process i mean that's what needs to be straightened out is one what the criteria is what the process is how what yeah i mean that's what the administrators are saying it's so they're and that's why it's frustrating because i think nobody understood frustrated and we and we don't understand but it's too late i think now for this next year i i do i mean like like nelson said i really think it is too late to say we're going to go back to the mec facility but these things have got to be ironed out and straightened out and be so clear to the teachers going forward and i think this too comes back to our earlier presentation we had about the marketing communication this is exactly what i'm talking about we need to have brochures we need to have things flushed out on the website we need to have these things done in place because of these reasons along with our uh credit scott king magnet school how are we getting more people to go to that school we need to advertise we need to market those things the same thing here so it's all the same things that we're talking about we do recognize that we're trying to figure out then how how we're going to do that i guess what is the qualification i mean what is the who recommends that they go to the therapeutic how is that done how's the process done who determines who goes then to the mec and that lends itself to what sandy's saying is that if we were willing to not put six to eight million dollars into the older school but we're going to put 14 million into an addition we're gonna have five kids there like that lends to her like to what she's saying is well what's the criteria i mean well that's why we're rebuilding it yeah i mean right because we do have a lot of social emotional kids especially after the pandemic so what is the qualifications who determines who goes there and why don't we have more numbers there then all right so i'm going to bring that back over to my uh team over there ms riley and certainly mr wartell so ms raleigh can you at least talk them uh talk a little bit about what the process looks at the building so when there's some discipline issues at the building how does that get brought to you know the team and the paperwork portion okay so once all interventions have been tried and the student is still not successful the administrative teams at the building then recommend the student if the student is a volatile student or a student like you said with drugs and weapons they wouldn't go to nbc nbc does have crit criteria in which ratel can speak more of to than i can what i can tell you is that when we get when i get the packet if it's special and i have to meet with ellen of course to talk through the packet with ellen but typically it's me ellen for special ed the building administrator along with mr wertel or mrs pappas if mr wartell can't be available or vice versa but it's usually both of them together once we go over the packet and looks at look at the whole child then typically they're told whether or not if they can actually be admitted depending on if mec can actually service them because nbc only services a certain type of child and you can't speak and that would like the type of staff that you have in their certifications right okay and so we do have um some students that we have to place out of district right now we have about thirty thousand dollars that we spent this year on having to send students to um schools out of the district because nbc can't service them okay so again we're we have five children for the next school year we're going to build a wing that's going to serve 100 to 150.

yes ma'am so after um the football stands and the installation of the football stands um the next weather stadium light that would be for zuza high school only the projected cost is 520 000. this would require dsa approval but this would allow for nighttime um games for both football soccer and track and field as well as band practice and moving on to page 25. um this upgrade recommendation is to improve the baseball infield and outfield i'm completing this task will re-grade the entire field to maximize the proper ball on flow of travel as well as on player safety um this projection is 1.3 million dollars on this again would also need dsa approval and this would take one year for completion and this is re-turfing with with organic turf or or tarping with uh synthetic this would be for the dirt area and relay yes natural gas with with natural gas so the grass would also be graded so everything would be removed and then everything would be replaced yeah repeat it and fresh does it makes does it make sense to to look at the potential of synthetic or or is is are we thinking that uh natural grass would make the wood is what would make the most sense you want to podium but yes to answer your question but i'll let right now synthetic is um for baseball it's really tough because the the ball travels much faster a lot of coaches don't like it uh but it's a preference thing you know for the baseball coach here to talk to the athletic department about that but it is a it is uh um a lot of them don't use it because it's injury prone as well when you're diving for a ball or whatnot um a lot more injuries with the synthetic yes ma'am so what is the problem we're solving by regrading the field um this is just to improve um right now um we have not um attended to our baseball and our softball area so this is just i'm upgrading and um re-planting everything out for safety as well as flow travel we have some unlevel areas in our grass so this will make everything level upgrade clean and aesthetic it's safety or aesthetics or both this is both and that it's one of the reasons why i would strongly recommend it versus in the safety category and have we had experience safety issues with the field so so in left field you're looking at would be first base there's a stream lip that comes up because years of not being graded correctly when a player is coming in for a five ball or whatnot he could not pay attention putting in things and i would just add one more word um definitely safety aesthetic student experience but also when we're thinking about sports in general right just some equity as well one of our audience as as we're speaking about sports in the field and baseball fields one of the things that um i i'm not hearing and that we um this last year were we're having a conversation about was the the restrooms right so asusa high has it's on here oh my god yeah oh okay yes i want to get there okay i want to get there we're going to get there okay let's get there okay okay next is the um baseball field same thing regrading um this one will be approximately 200 thousand dollars um it does require dsa approval um this will also include increase and improve the flow of ball travel um next we have our softball infield complete this fast we'll maximize the proper on ball travel and improve player safety this has approximate cost of two hundred thousand dollars um with the projection completion time of one year and this too also needs dsa approval now on page 26 we are in the turf and bullpen i'm completing this task would improve the ball and player performance this cost is projected at a hundred thousand dollars on this two days dsa approval and this will have one year of completion upon approval i'm still on the baseball area we're looking at dugout upgrades this will also include the drainage while providing protection against weather elements the projected cost is 200 000 also needs dsa approval and projected completion time is one year as we look at each of these baseball softball items and especially just knowing where they're located and we see the one year is is the thinking behind this that these are concurrent programs these can be concurrent during off season so the only um the only potential that we would have is that this will not be available for pe during this time of production moving on to page 27 this will be the lighting and resurfacing of our tennis court i'm completing this task we'll include proper traction above tracking as well as improve the visibility during the game the projected cost is 260 thousand dollars this also would need dsa approval and it takes approximately one year for completion i'm also in the student experience category this will be the new theater um this would be on the projection of azusa east campus or the foothill campus um this projected cost would be five hundred thousand dollars this would modernize and um revamp the npr room to an actual little theater um with this cost we are also including um repurposing some of our um or all of our lighting that we were able to remove down and repurpose some of the seating as well as enhance so i'm actually making into a theater um this will has a projection time of one and a half year and this would require dsa approval remember bo i have a question about the theater um so what will happen to the lewis theater base this will become the lewis theater yes but what will happen to the current lewis theater space that is being converted back to two classrooms and then um how many seats are projected to be in the new or how many seats are in the current louis theater and how many seats would be in the future i can get that number three i don't have that i just want to share an experience that um going to the little theater and a souza hi and actually going to a production at the foothill middle school where we saw um oh goodness beauty and the beast was it two years ago there were there were a lot more people um being accommodated at foothill middle school than there was at the theater and so um i think i would like to see that you know that number as well it's kind of the size of a cafeteria the the foothill it's their cafetorium i guess where they have a stage and they have tables with the kids have lunch that's just kind of pretty much would there be risers in the new theater ricer for first like stage feeding yes if we if the design allows for it we would have have dsa approval so they would outline what we can and can't do okay if i was picturing what is at the glaston high school campus now that that's where my mind goes is that is that the is that the idea of what we would be looking to accomplish yes sir okay so now i'm going to page 28 we're now in the category of communication um this will be upgrading the digital marquee in front of the azusa high school campus um all the electrical has already been done so this would actually just be upgrading the actual marquee that projected cost is 195 thousand dollars this does not require dsa approval because the underground utilities has already been completed but this would take approximately three months for completion also communication this would um is for the football scoreboard this will allow us to be able to have full use of our turf um have a way to keep score for all of our games as the projector cost is also 190 000 um this would require dsa approval but we have already completed most of the underground utilities to make this connection happen why why would one require dsa approval and the other would not if the underground is done for both um depending on the style of um scoreboard that we purchased um depending on the size that would determine if and if or if not we do not yes all right now we're on page 29 and we're in the access category um this is our restroom an athletic area um completing this task will allow us to have restrooms in our athletic area as well as in our pe currently what we use is we rent portable porta potties and that we have out year round for both athletics and pe um this projected cost is 325 000 um this would require dsa approval and the projected completion time is one and a half years so for all the i'm strongly recommended i'm sorry i would like to i'm so sorry for my item oh no i'm so sorry um i would like to see um right you're seeing for uh near pe and athletic facilities but at the same time pe is is closer to the gym not closer to where the football and baseball fields are at so my question is where would they be located so they would be closer to the field area so we modernized the um restrooms in the gym area once we did the turf as well because that was required for dsa so this will actually have a restroom in the area that's nearest to the football field as well as the baseball field so what you're saying is that it would be a new eradicated uh area for these restrooms is that what you're saying yes ma'am okay and um so what looking at the timeline right or these restrooms it will be 14 months until we can start this it would be no once we have approval one pound dsa probably a year and a half to complete the construction a year and a half and so because that this is greatly i mean so this would be in the plant i would like to see it in the plan where we know we're talking about like the um the um the bleachers and how where they're going to be positioned in a feasible place where they can serve both um the baseball area right the the soccer area and our well it's gonna be on the football field but that it could serve both areas and how big and how many stalls and um and what is all that going to look like yeah so um approval um we'll have the architect to come up with a design we could present that design to the board as well as submit that to dsa perfect thank you you're welcome and i think to board member audience's point i think it's just a good reminder for all of us that um as these things are happening they're also coming back to the board right so it's not like oh green light and then you until you see it um the the uh the contracts right the the drops all that will will still have to uh come to the board of education for for approval as well just one additional going back briefly looking at baseball and and softball and to your point mr ortega about equity and access are batting cages a part of is that already a part of the plan that we what what what is that the status of that and or is that something that we've thought of or considered having some type of um something available for for batting i don't know if that's as we're looking at bullpen as we're looking at some of these some of these facilities that are available for our students is that is is space usage for that something that we have we talked to to coaches or teams understand the potential need for that and is that something that there's room to incorporate yeah so part of that 1.3 million what the number was is would incorporate that as part of the plan so the the part of the 1.3 million would include that's already including some batting cage areas yeah all bunched together okay with new fencing and new uh you know i have a question about the batting cages just because there was an incident and this is about oh goodness 12 years ago at gladstone high school some of the batting cages that were put in were actually taken by one of the um coaches so you know the whole like fencing everything so how permanent are these batting cages making sure that nobody is able to go ahead and i'm you know i'm being realistic here so so the batting cages that last one are still there the netting might be what you're talking about that's inside the actual fence so the so the the netting um can't speak for it because that is a temporary thing it's replaced because it gets worn out but the actual infrastructure for the batting cage is still there at gladstone it would be the same thing aren't they put in with concrete yeah they're put in with concrete but then and then pain length uh enclosure but they can't take them off the top no they can't take them off but what she's referring to is the actual inside that structure is netting so that we hit the ball it doesn't recognize it yes so i i mean then that's their question how how can we assure that you know i mean and that needs to probably replaced but who will be accountable for that if that's a big benefit so the netting um that would be just like if we had our volleyball net um that would just want to be one of the ongoing expenditures that we would um test ensure that it's there before every season but there's no way to lock up netting because it could always be cut off would it be under the responsibility of the athletic director and the coach um well we wouldn't outline a responsibility at this time but we will just ensure that it's there and i think there are again some more um i think there are possibilities on these kind of batting things where i think you can actually put a gate i mean not a gate but a door that can be locked so it's inc like completely enclosed and so i think that's that's a layer of security that can be added most definitely explore so for the strongly recommended items for azusa high school a loan is 7.1 million dollars and for the two items under strongly american minute that was tied to azusa high school east um it's approximately eight hundred thousand and that is five hundred thousand for the little theater and three hundred thousand for the exterior painting um but majority of all the costs um 7.1 million is solely for azusa high school and solely for athletics i have a couple questions um under for azusa high school under strongly recommended reciting 300 000 expenditure for exterior painting can you talk to us about the stat the state of the interior paint or their classroom yep um the interior painting is one that we would feel that we will take on in our deferred maintenance um as well as what we're doing for carpet so that's not to say that it does not need it but it's just one of those that we would do that internally with staff with our deferred maintenance fund okay and then um on page 29 with the project timeline i don't know if this was a carryover from a different um site but i was wondering about the third line down playground equipment was that something for azusa high school or is that maybe a carryover from a different site no this is the project timeline so under strongly recommended you'll actually see playground equipment but it's for the um elementary sites so this um activity timeline um actually should have only included just as a high school but it's actually picking up the entire category of strongly recommended does that make sense um well it doesn't make sense to me because when i look at the table the chart on page 29 it looks like all these things are for azusa high school except playground equipment yes and this line should not have been included it should have only been on included on the second section of strongly recommended where playground equipment is included for our elementary sites on which page so yes it's a carryover like that line should have been and it does exist on page 34.

how is that going to change if all these kids were recommending now are not making it to mec how does a kid make it to mec then i mean i'm really confused right so that was before that that's some history that i can't answer because that's before me i'm following the criteria that's given i know i know and we wasn't sending them last year to you before what changes are we anticipating that number two increase because of the pandemic and we're seeing more and more kids struggling do you think well the criteria itself needs to needs to shift the one thing you have to remember how the new wing will house how many people it can house about 80 about 80. and this new wing has what in it what's numerous classrooms it has a gym it has a workout room it has a cafeteria it has a washer dryer it has supposed to be for like um uh trades and things of that nature they have access to the trades because we if you so so my i guess my point is that hey so that and i'm trying to get clarification the 80 that will that could possibly be over there would that include students who decide to take that path or would the 80 be mec and other kids from the high school will also come over there to take trades no they think the trade rooms are separated it's just giving them the opportunity it's giving the mec kids the opportunity to have this you'll have the same opportunities right it's not going to be everybody's mixing the kids it's 80 mec availability for kids capacity to be in just that program adjust that program and and so will the trades area be separated from okay that's what i'm trying to get because i wanted to make sure when you said that it's not in the new construction but it's isolated okay yes so again we're trying to make this more of a choice program as opposed to your scent to mec because what we're seeing there's a lot of anxiety out there where students were giving them some more choices we talked about servicing students that are experiencing trauma we're looking at developing a universal screener to find them in eighth grade so as they're transferring in we can counsel to say we have some choices here if this would be something that would be suitable for you instead of saying you've misbehaved you know you're going there now because that's not what we want to do well i would just like to add and make myself clear in a statement that it may have been perceived that i was just focusing on dollars and that's not the case and how much money we can save by closing mec the one parent that came here on that friday and she was concerned about her kid not getting the treatment and the attention that if nvc work were to close that her child would be left out right and i totally disagreed if that is the case i think all the kids that's going to be affected by the closing of mec should get yeah should get the needs that was multi-needs oh that was the maltese okay well that too sorry i'm sorry about that but but going back to the kids yeah we got a lot of stuff going on okay i'm a multi knee person too but going back going back to those students so are we saying that whatever the students that we expect to come back as part of the mec program they aren't going to get the attention that they need in the new program we're saying that yes yes that's the question so so you're telling us that right yes yes we're confident for the few kids that are going to be there with what we have there with the strip the the schedules that it wouldn't set the only thing they're looking for is a cool down room but there are as available that would be i think the one thing and some board members are saying they have some reservations that that is not the case it's the answer is that the administrators is not getting is are giving us are not clear and concise and everybody in this room just said the word social emotional we're seeing it across the country but yet those kids are still in gen ed and they need to be at ndc but they've been refused and and the teachers are not understanding it either because they're having to spend all this extra time because that child has something they can't give in the gen ed world so they have to give an assignment over here and then help the kids so where's the gap between our administrators and the teachers talking and getting getting on the same page and again it comes back to what we're talking about a program that's probably going to be in transition i think that's where we're at right now and especially we've been closed for two years you know and we're getting ready to transition into a kind of a a hybrid program if you will and moving forward we gotta get that gap close quick so so is there information that the administration could come back with between now and next week that would help you on your decision unfortunately though you're talking about two different issues and what you the questions you want answered are not going to be answered by these three classrooms that are going to be at the high school this year i think we're talking about two completely different issues that's just my personal take on it i'm not disagreeing with you i agree with you i've heard the teachers i said there's a huge disconnect between what the teachers understand and what we have but that doesn't change the fact that that's that that disconnect was there even with mec they had that disconnect and that misunderstanding this past year even when we had mec that's why i'm saying that there's two different issues and i think that's why like this the teachers have to understand what the qualifications are i don't think teachers because i've heard too also from a teacher um what the qualifications are that you actually are then placed into mec so there is there's a disconnect there and i think everybody needs to get on the same page and and then we can feel more confident okay any other old business i do have a question are our ac rooms up and running in this 80 degree week um i don't believe so yet right our cooling rooms i mean that was the whole point right for everyone that got did you hear that question spring break that's a good question this is our first thing to do because right before i left yeah the update on the cooling rooms yeah the feeling rooms are up and running yeah yep there's a spring break except mec sorry yeah nbc has it too right tim they got the 10.

okay thank you um so my last comment on azusa high school and recommended items um and i like how we're talking about categories that are centered around themes like communication access student experience and as a parent when i think of student experience that's why i was thinking about what does my child's classroom or classrooms look like what do the walls look like what you know what's the paint job inside look like and what's the classroom furniture i know that's a super exciting purchase for any school and any teacher so i would like to have some board discussion around including the line item for classroom furniture as being part of the recommended items for azusa heist and i'm seeing that down under the yellow band second to last costume furniture five hundred thousand dollars okay and are you you're you are you're separating that out you're saying is high school you're not necessarily talking about the other campuses because we're having this conversation specifically on azusa high school i'd like to include that as a um something we we consider we talk about what are the things that we are green lighting specifically for zoo zoo high school not at the exclusion of the other campuses but specifically for the high school i think um that would go along uh i would agree with board member beau that the classroom furniture does make a big difference as well but i think also too that um like she shared the the inside the paint on the inside you know what do these feelings look like i mean if we're gonna we're you know we're talking about just a high here making it the state of the art school i think it's it's it's not an add-on item it's something that we should consider um you know a strongly recommended item and mr ball if i heard you quickly you're you're not saying that that it's excluded you're just saying that it would be excluded from this plan because that's something that we have the capacity to do to do in-house with our staff yes sir what our diversity is yes board member roger espana um i also didn't notice here um the the library at azusa high and at glaston high you know because she brought up furniture you know the furniture is very old and the libraries are very old um and i just if it's maybe somewhere else but are we thinking about you know um upgrading their libraries at all because they're very i agree um at this time we did not include um library upgrades and our um plan but that would be something that when we're contin we're continuously working on our overall facilities master plan to identify okay this is a hundred percent of where we want our district to go and what that looks like um and that would be included there because we're thinking about you know having more students at azusa high school and and their library is is small but then again you talk you talk about um the um the middle school glaston high they'll have more students too so i just think it'd be nice if we think about that the library is also um looking for furniture but also with the little painting or i don't know yes they're very so and until that point that's as i think where's what we're starting to do is you know we we went through some of these strongly recommended at azusa high school we've not yet really touched on safety safety related items but as we look at the numbers in the lower right hand corner of just looking at our our totals there comes a point where we are not likely i i don't see feasibility for us to do all of the things that are on this list so so there comes a point with all of these things on the list where we have to make some difficult decisions to say what what is excluded because i'd love to let's do let's do everything that's on this list but but there's a but we don't necessarily have the the funds allocated now to be able to do it all yeah and i was actually going to recommend that if the board is getting close to like coalescing around as was a high school that i asked latasha to take over the screen we have spreadsheets prepared so that to that exactly that point like if we do like if we go through this and like okay yes yes no yes yes yes no um what does that do to to the to the budget so that you know kind of okay um well we know safety related items right now is sitting at 26.4 million dollars you know and so you have a better sense and you're making some decisions informed based on real-time budget changes as you're making those decisions and we have uh spreadsheets prepared where we can start doing that the complicated piece though that i see and we made a decision to do it this way we jump down to and i understand we jumped down to azusa high school but because we skipped over safety related items i don't i i could see how that could present a false sense of what is what is truly available without without first looking at some of the safety related items okay we can go to safety all right let's look at let's look at safety so safety related starts on page nine well maybe i can ask this would the board prefer to go through this in every item as we have with the other or or um would you feel comfortable kind of zooming out a bit more since since these are and asking specific questions are there any any thoughts there because i would be comfortable zooming out and not necessarily going indeed i agree okay so for example i yeah correct me if i'm wrong gym floor is already happening so we have that here but the truth is that that's not that's not something for us to decide that's happening yes we approve that at the last part same thing with the the classroom conversion for the theater yes what what other items on this list are already happening are the feelings um i would i would also add the the street closure that that would be that would be one that at this time i would i would be uncomfortable moving forward or giving a green light on i mean i'd look to my colleagues as well but yeah i agree i i think uh as stripper jean ortega has talked about you know the city we need approval with the city and i don't think we have that yet so well but even and that's why i go back to even without the city as as we have conversations with this well no with the residents everything but even as we have conversations with that i'd like to feel i would i would like to feel that we as a board are are saying that that as we are interfacing and engaging with our that this that this is something that we're behind that we can also champion and that we that we fully understand and so i as one person can't say that i at this point can get fully behind that that concept um without without a greater level of well i cannot get behind it uh for the purpose of i would like to still go over there and i'd like to see it and show me like where are we closing what are we putting here i mean a picture is fine you know in and i understand what a closure is but i i like to see from where to where just visually i would like to see that before i would make any decision on that and we can remove that from the plan at this time are there are there any other i looking at the safety and i have my handwriting about that i'm sorry board member are you talking about the you're talking about the the crossing at assistant high school correct so um my suggestion is the city is doing a lot of work around the pedestrian master plan i mean i know yolanda you're very involved with that um and if you think back to how we got the light at gladstone high school we did um we did walking audits around there we brought the community together and we looked at the area and thought about what was the best way to make the ariable area walkable right and one of the findings was that we needed a light there at the intersection and so i i feel like this is the same kind of thing this is about walkability it's about community and there may be opportunities with it with the with this with the school to partner around safe routes to schools and those kinds of things um when it comes to that area so i think um rather than saying like i like we don't want to like let's put it let's let's put a pause on it i think that there's an avenue to have a conversation about it that's collaborative um that and that may have opened up avenues for other funding right to be able to make something like that happen okay i i would agree i think that um at last meeting i shared something similar that you know to get the community input around those areas just um to be able to go ahead and uh um and i would suggest that we lean i mean i would turn to the city and say city partner with us because they're the experts in the pedestrian i mean they've been doing all this work and they're the experts on the streets and we aren't right so i think the more and maybe that's a conversation for our two on two meeting um to have with with this with the city leadership and they do have a plan with the um when we did azusa walks but we did not walk in that area at all you know that part of of the area so uh but they do they do have a plan um online right now so look looking at then the salmon alert items that we have here um are there any items this is this is a lot of money there's this 20 this is 26 million dollars uh but as but i i know i was reviewing and i was looking at some of these piece by piece were there any other items that any other board members saw and and and question the the its existence on this list or on this section and and its priority uh you have a question on the um the ad upgrade to path of travel restroom parking what does that consist of you want to break that one down and this is for azusa high school um azusa east as well as glaston [Music] yeah so this this includes upgrading some of our restrooms that are at the high school and junior high um parking as well it's upgrading the existing this is the high school parking lot and then ada upgrades to path of travel so once you start um creating stands and restrooms and all that you have to submit the estate to make sure that your handicap students can get these locations and things of that need and yes that's another thing i i know that um the students come from gladstone high school in in the special education classes you know someone did mention that azusa was not um didn't have the proper right um walking and facility for them to go there there was an instruction did mention that so yes we want to be sure that we do have an accessibility for them to come to us is a high yeah right to get around them some walk in wheelchairs and and some are uh and and just to be impaired just to add to the conversation this is one that um it's safety related but the ones tied to zuzia east we do not have to do so that's one of the conversations where we have six hundred and fifty thousand fours as a high school and then we have five hundred and twenty thousand for gladstone we do not have to commit the 500 000 to azusa that could be one that we table until we identify the further conversation that we're going to have of the need of the facility and how we're actually going to incorporate it so it was one of those if we wanted to give the green light on that item with the exception of this is one of those that it does not have to all happen together board member audience did you have an app oh will we be able to go ahead and speak about the upgraded add-on items or is that something that um the court president is that something that we will consider for another time you know looking at the grand total of um fire commitments the safety related items and the strongly recommended items for um that we spoke about of course there's a high um what is the total just in those three categories do you have a total yeah so if we were to do the prior commitments and the safety related items we will still have approximately 9 million remaining in which we can pick and choose items out of the safety related or the um upgrading add-on but that would be up updated if the board coalesced around the street closure then that adds 1.3 million dollars to that if if we well potentially right because if we're saying that let's let's move forward and bring the community in around a solution if i know that grant funding is one of the things that we see as an option but would we want to have some funds reserved for for a solution um we may not want to just throw all one point three million dollars back in the factory a question a question that i have it would be in regards to parking expansion drop-off slurry drainage i see each of the campuses listed here or some of some of the campuses listed here it would be helpful to get a sense of what the thinking is for for the campuses that are that are identified so these are all of our elementary sites um that we um due to the added and projected inc increase in students this will improve the current pickup and drop all at all of our elementary sites right now we've noticed a bottleneck especially if you look at dalton murray not so much at lee but the pickup and drop-off area is not expanded to the point where we can have a proper inflow without having congestion so this we had architects walk each of our sites they came up with designs um for how we can increase and improve the parking as well as the pickup and drop off for these specific sites and this is the project that cost to make that happen and we already have those those plans have already been drafted we have sketched for they have not been submitted to the essay but they have been sketched by the architect didn't belt and just have their their parking um done yes they had their parking lot done but they didn't yes but their their pick up and drop off area was not increased and where's their pick up a drop of white by the top and the street area left side to the left okay yes so if if the street if the pickup and drop off area is in the street what how how might how might we enhance that so one of the designs from the arctic for dalton specifically so um i'm not good with east south east and west but the current parking lot that goes along with it pasadena 10th street where faculty currently park that will now become a pickup and drop off parents will enter in and exit out and then we will build a new area where the staff can actually park and it would not be in the flow right now parents drive through the area where the faculty is parking to drop off their towels if they're not dropping off on the street so this will have a designated area for pickup and drop-off and during non-pickup and drop-off time it will be additional parking spaces and what it would do as well is at all elementary sites it would imagine hodge right there's that little we call them cutouts we've been calling them cutouts but you can drive in it's like a little loop um create those kinds of loops at our sites and for [Music] sites like hodge that already have a loop looking at expanding those out so you actually have a bigger space where cars can actually safely go in and we can safely pick up and drop off students so same thing at murray expanding that lee currently has one right now on what would that be fifth three there you go on fifth street um so looking at those types of uh solutions and also looking at the current parking that uh schools have and enhancing and upgrading every site would be different of course some sites would get multiple cutouts possibly uh other sites we would just increase the current cutout that they have some sites maybe their parking is already adequate but other sites we need to put additional parking i want to i want to be careful and i because it is it's it's not my intention to micromanage but but my mind my mind goes to [Music] the marquees that we have at the current our current high schools and now included in this plan is is um upgrading the marquees again and and so um looking at kind of doing something once and and doing it once right um i know that that is that are those plans something that can be easily shared out and uh are there they're available sketched up to be shared out in a board packet i will send those in the board update this week thank you adrian can i say something so i i you i mean you you'll just articulate what i was thinking right um and i'm gonna bring out my um my my british blood which i don't really have you know but um i don't want us to be um what is it called um penny what is it called plenty something pound foolish i'm forgetting the face but like you know i think like if we i don't want us to put in things because we can it fits the budget right and we can make it happen versus what we really want in the long term um and so that to me that's always a driving concern for me around how we decide to spend money especially if it's long-term these kind of infrastructure modernization pieces that that we expect to to be here hopefully for for decades right so i i i you you just i mean that's what i'm thinking as well mr mull i have a question what can be billed to deferred maintenance or what cannot be built different maintenance people custodial okay so we can't build services to deferred maintenance we can measure we could build the staff that are performing the deferred maintenance but we could not do custodial or a new improved but if we're truly modern fixing what we currently have existing we can use deferred but again deferred maintenance is the million dollar contribution that we make from the general fund there's no fund the state does not give us funding what is in our referred maintenance reserve account or if i'm calling it correctly how much how much do we have in deferred maintenance um deferred me i think we're going to project that we will have approximately 900 thousand that might be a guess um but when we close the books i'll have a stored number but we are currently utilizing so like this year instead of transferring the full million dollars of deferred maintenance we um receive board authority to purchase our um first fleet of vehicle so um in order to put funds in deferred maintenance that's the general fund contribution of the million dollars and do we replenish it at the million dollar level or do we contribute a million dollars each year yes ma'am is it our intention to spend down the million dollars each year yes ma'am and um what we've done i'm under the leadership of superintendent ortega is we've actually outlined a deferred maintenance plan on which we are sharing out with the sites but they'll understand okay use it for maintenance we'll be upgrading your carpet on this rotation cycle every five years we'll be rotating your um your asphalt will be um upgrading your painting we'll be upgrading filters so that way it's not to the point where our sites are just abandoned and not touched we're truly once we have a plan in place and we get authorization now we will actually have a rotating cycle on how we're going to keep this going over the next five years i i just want to say i i truly appreciate that um because one of the things that you you touched on is that um what i've seen in the past is that a project was done and then we never saw the pain ever again right um something was done and then it was never touched again kind of like our hvac can you explain that i'm not understanding the word number honestly uh yes so for example there was a project done right so painting and the painting would just happen right uh magnolia magnolia was upgraded and it was done once but it was not up kept so what happens to a facility when you don't upkeep it it is period and so we so so then the aesthetic goes you know go down and and so forth and so what i appreciate is that they're looking at a cycle of every five years to upkeep the paint to upkeep this because again just kind of like um lawson right the carpet that carpet's 30 years old ew right do we know it's 30 years old how do you think it's their pretty sound it's pretty old and some of the it's pretty old yeah it's pretty old and so some of the teachers have been there for that long you know that were there for 20 years the carpet was never ever replaced and so what i'm saying is i appreciate um ms latasha and brian you know having this on the radar to be using these funds to be able to go ahead and um making sure that our school district our schools are kept up to par um just kind of like what ms a board member beau said right when we see our schools that are up kept in the ceiling's not falling off right on a student i mean these are safety issues aesthetic issues and it's something that we as um assist unified school district have you know um not addressed and so what i'm saying is i appreciate their um thank you their corrective approach in this matter since we're going to be moving in the reconfiguration being able to go ahead and you know move this and i you know i'm kind of like what um what is it a superintendent uh um ortega thank you i'm sorry i have a migraine right now so i have like in a fog you know reimagining reimagining a souza unified school district and as i'm seeing it on paper here i'm getting really excited and you know yes um i understand the concerns of my fellow colleagues of you know um the digital marquee you know i i get it where can we use those funds right to so we can facilitate other things it well not not working i'm saying if we're gonna if we're gonna spend the money on a digital marquee let's let's let's spend it once so so now i i'm with you like all the things on this list are great but if if we let's say if we we spend money on parking expansion drop-off and then only to find out that it didn't address the problem that it was just a it was a you know a band-aid didn't didn't even make a dent let's as we're looking at some of these solutions let's let's kind of enact and put in place solutions that will actually address it into the long run and so that doesn't have to be revisited and you know the next member kind of like now that you're saying that um so when you're going to do these um dropbox you've seen them out of the school site or you know about them or you know they are going to make a difference how do we get determined that this is what's going to work for us brian and edgar which is our architect they actually walked the facility um they assessed on the number of current parking spots that we have and the projection of um the increase of a need a parking spot based on the increase in faculty as well as parent flow um and um pick up and drop off and we're also incorporating um the pickup and drop off our buses as well but while brian is going up there another way yeah to the might brian another way of looking at this particular at this particular item uh is that um at all of our elementary schools this is a pressure point right now right parking's a pressure point pick up and drop up as a pressure point yeah and so alleviating that um in some schools it's gonna be hard to solve but we're gonna we can improve right but when we think about like murray as an example that's a that's a tough school because that is um uh covered by three sides and but again we can definitely alleviate what currently exists at murray uh so it is a it is a pressure point uh at our site when we think about specifically pick up and drop off time when we think about parking and we think about pickup and drop-off and so we feel that this is going to if not solve greatly help and improve the safety uh in terms of pickup and drop off and parking and you know and that's not only uh could you mention murray not only at a pickup and drop drop off for parents but it's also for residents because when i know it's the end of the school or in the morning i go all around the other way or i come in the other way because i know what it's going to look like you can't get through either way um so it's also for the resident in that community you had kind of uh come home calm your nerves about so it's not like oh yeah i think that looked good there so the architect has a a consultant who's a traffic engineer and so all these plans will be run through them and they do this 24 7 on a continual basis though it's not you know just off the top of our head you know running these people um know the flow of traffic and and you know dope points and things of that nature so they'll be able to advise adjust according to that to that question right yeah yeah they would know that's that's what they do best right yeah thank you so any any other items and again uh actually board board member audience i think you asked at some point or will we get to upgrade add-ons and i think that they're if that's the wish of the board i think that there's i mean we can go there um as we were looking at potentially utilizing the spreadsheet that you were that you were talking about i'd say it would be helpful if we were to identify any items within the safety related that that we were recommending not be included so that way it could be excluded from the spreadsheet and then we can actually see what we have uh to kind of work with it with that being said other than street closure which i which i've i think i heard enough enough board members say to at least pull well but even then do we want to identify monies to keep to keep reserved for that purpose are there any other items on this list that any board members would want to have additional discussion on or to to potentially pull from this list and not have prioritized so i just want to ask about the fencing upgrade so the fencing upgrade consists not not repairing the fences that are there already totally because they're painting defenses right remove those and then put them like the other schools yes ma'am that have already been so totally removed the whole thing yes ma'am yeah okay and yeah i do see that as a safety issue because i know people jump over those chain defenses very easy any others because if not then i i hear i hear silence as as the kind of adding the entire 26.4 with the with the potential exception of street closure funds are are there any amounts that whether whether including kind of reserving that amount allocating that amount for for the the fusion of those two campuses or or not in allowing those monies to go back into the pot is there a preference one way or another from the board can i just ask you about i i can't pronounce it the word the intrusion alarm what is that because that said all the sites yes and so that would allow us um right now we do not have any intrusion alarms meaning if someone were to enter our campus to alert us um and so this will now allow us to have intrusion alarms on all of our campuses does it go like on on body heat you know they know or just the body this is um actually from the doors and windows opening that's where they will go through oh okay i would love for the body heat on them the 60 000 there for every campus we do currently do have intrusion alarms it's just to supplement and repair or replace the existing contact contacts above the doors so we need to replace all those all the like what you're mentioning heat sensors things of that nature motion sensors they're all old if you look at this feeling they're usually a brownish color look like somebody's been smoking right next to them so that would upgrade all that the infrastructure the wiring would remain the same just by just buying a whole pack of those uh door ringers they they motion people my dog runs around and it gets clean and then he runs by my cat and everything yeah that's admit that we do have something that's expensive i move that we have i mean that we have all of the ring doorbells go to rodriguez paid his phone turn it off can we talk about the surveillance piece that's an a significant dollar amount surveillance understated oh yeah that's 3.7 million dollars can we can we talk about that yes we can so we um we strongly believe that having surveillance on campus would help us with the vandalism and break-ins that we currently have we currently um have pious as well as we have our own overnight one-person security who's currently monitoring our site but we really do not have the means of if someone wants to break on our campus to truly be able to see at the point of entry who that was and what was taken this will now um guard us to be able to better protect our facilities and to be able to have eye on our facilities so these are security cameras yes and we don't have any at all no i'm not saying we don't have any we have some um we have i won't speak to each site that we have them but i know we have some um in certain areas that was deemed important so like we have some on our yard here but it's only on certain areas um i don't want to publicly stay where we don't have them but yeah we have so much we have some centers law center we don't want to say where we don't have them but we have them at some sites um and not all so this is to upgrade them because it's on every school yes upgrade an app upgrade and add yes any any other questions on safety related well then then let me ask specifically uh would the board would the board prefer to exclude the entire 1.3 million and and throw that back into the pot and i well let me let me point out i'm seeing a nod from uh mr ortega which would based off of our conversation would you adjust your recommendation if the if just based on the conversation today um trying to say well let's leave 500 000 um i don't know where we would even start with with that um and so if we're looking at you know possibly um let's explore the uh additional staffing uh to make sure ensure that you know kids are crossing uh safely um then i don't see a i don't see i would just recommend let's just remove the whole entire uh budget item i can can i one one thought i'm so if there were additional staffing to cross my mind goes also to our can there be gate to gate so like do do we add a new gate so that so that one gate can be immediately opened and students can cross right over into your space so maybe that's minimal cost and so therefore we wouldn't need to add it but but i could see the potential of some costs yeah and i'm exactly your point is where i'm at like anything like that i think would be minimal and could be swallowed up in like some of these fences some fencing upgrades or whatever okay and so removing the 1.3 will now change safety related to 25 million 136 000 board member audience yes but i would like to also explore other possibilities i mean because if we're looking great at um at staff right adding staff say i mean god forbid that we would have a tragic accident you know happen because someone's speeding off on rockville avenue just like they did on larkyll and when we had that incident about 20 years ago with the twin girls at gladstone high school i i but that was a very busy streak right it was on vernon rockville is a very busy station yes it it it's very busy it's there people drive through i would like to explore that possibility a little bit more you know like you said you know reaching for the community like what what what can we do kind of having an in-depth conversation i i don't want to just close the door on it because i think the safety of our students is the major priority here i know the question is what does slauson do um i think slauson is excuse my it's a mess when the kids are getting out because as we're picking up kids at slauson we're literally you know it needs attention but no but i'm sorry but what i mean like when they're playing pe and they go across the street to play at the um basketball court right i mean we're in their cosplay we're comparing right we're comparing maybe two classrooms right a pe teacher has a maximum of what 50 students so we're talking about 100 students i mean if we're looking at you know asus high and i'm just imagining this i'm just this is not like something that's going to be on paper but you know we're looking at 3 400 students going through that street so i just don't want to close that door i would like to have a more in-depth conversation and that's my suggestion yeah and i think to that to that point um mr ortega i think what we've discussed or it seems like the direction that's been given is not to to close it off but instead to certainly explore that but but for us to not uh reserve funds at this time and is that is that the understanding so i think that's what i think that's where we currently are without your support okay okay so so then i'm sorry mr mall can you say that number again the new update number it's no longer 26.4 it's like would you like me to show my screen sure i'm going to say that while she is sharing that number is 25 200.

john our annual position for security contract up to 425 hours expected guard hours will be three to nine each evening monday through thursday and three to five thirty on friday motion please move a second yeah mr hayden mr lavoy is this one of our monitors or is this part of the outside security system no this is one of our monitors typically thank you anything further you have a motion to move forward um a second to move it forward second to move forward time so my question oh okay we're all set then yep all those in favor all right anyone opposed that's okay oh okay you're not opposed thomas okay clerical um academic specialist so academic support specialist excuse me so this is clerical contract start date as soon as possible replacement position with combined duty see attached job description a little motion please discussion all those in favor anyone oppose clerical designer specialist clerical contract start date as soon as possible replacement position with combined duties see attached a motion please have a second more discussion yeah this is uh the show yes i want to thank the superintendent and principal for clarifying or re-clarifying this job description i felt it was superior to what we did before and i have no questions francis would you ever and i noticed you changed the job description from what it was before um are you still looking for this particular position somebody with a high school diploma yeah because we feel the uh the uh the credentials industry credentials are what's critical in this position so we feel like many of our past graduates from uh our what would have been graphics department uh would have the skills and the ability to do this particular position given the credentials that they receive and and the requirements of the job our and the experience are are critical and most important in this particular job outweighs we believe not that a college associate's degree in this particular area might be valuable but we feel experience and credentials are just as uh critical or as important and doing the tasks so what shop would this because this to me that sounds like a graphic shop graphics and visual design combination of visual design and graphics um and and possibly uh at one point our our marketing program uh could have had some of those skill sets as well in the past then it it also speaks to me like somebody's already looked at for this position so if somebody comes in with a higher degree that person is going to be overlooked for a person you already have in place that you want to put in well this position is being posted for the best candidate however we'll look at all candidates who apply and we'll pick the best candidate um i'll say um deal they had a motion to move a second to move it forward i have a motion i don't i have a second uh so move anything for anything further any discussion all those in favor do you want a poll well but okay he did a second to uh sorry to support it no no i didn't motion second first discussion did a second for discussion we could we'll correct the verbiage can i have that motion over again please i'll move forward uh remove my motion for my second for discussion and maybe for a second i'll support it for maryland state any further discussion all those in favor anyone opposed cte coordinator a cte coordinator per mass but contract replacement position for one of our administrators that's retiring at the end of this year have a motion please have a second mrs for show yes normally replacement positions do not include job descriptions if it's just a replacement so i was wondering if any of the duties are changing in this new posting for the replacement and if they are changes in the job description what are they there there are no job changes job description changes from our previous uh coordinators responsibilities and job description thank you anything further yes mr hatham mr lavoy can i ask what departments this is covering this is uh the construction uh cluster sorry construction cluster carpentry plumbing the electrical anything further okay all those in favor anyone opposed okay future agenda uh items did you put this on john i did okay so uh looking for the committee uh to consider uh at our next meeting uh typically we i present job postings that are already voted on in the budget what i'm requesting is i present the job postings that jobs that are being posted every when they come up but not necessary for the committee to vote on those job postings unless there are new jobs that were not in the budget that's how they do it in every other school district okay excuse me one second yeah just remember we're not to discuss it have to discuss it this evening i think it needs to be clarified right but no i know no i don't mean that sarcastically john i think it needs to be clarified but we're not going to discuss it till the next meeting after he makes a presentation mrs fitzgerald yes i was going to ask for an example would that be our yearly long list of coaches would that be the type of thing that's already in the budget but we wouldn't have to vote on each single softball coach and assistance individually is that the type of thing you're talking about yes thank you other questions or comments no the superintendent will excuse me one second i'm sorry superintendent will put together a presentation and uh bring it up at the next meeting john i was just going to say another example would be like if we if a carpentry teacher retires and we're hiring a new carpentry teacher and it's in the budget that would be another example where i would bring it to the committee saying we're posting for a carpentry teacher but wouldn't require a vote from the committee to approve that since they already approved it in the budget that's you know typically what you find in almost all other districts the way it's handled good mrs fitzgerald yes one more example maybe being a little sarcastic so the half an hour we just spent i'm doing all the annual positions wouldn't have been had to be voted on 25 minutes it was 25 minutes sorry all right if they're all replacement position that would be correct okay we'll look for yes francis are we doing for the agenda items right now uh yeah sure what do you mean so one i want to see the um what are the demographics for all employees hired between the last five years see what the demographics are for us well and i'm talking about every position um you have to get in touch with hr for that john yeah okay do you understand did you did that put into the the minutes uh yeah right okay we need to for the last five years right last five years we need to carry that forward to hr vivian i just wanted to make sure i brought it up uh before we go on into executive session i didn't want to disrupt the flow of the meeting um i know yeah when we approved uh today's minutes well when we approved today minutes from the last meeting do you mind madison uh putting me as abstain since i had missed the last meeting that is all yeah no not a problem i just want to make sure okay anything further this time the chair will accept the motion to go into executive session for the purpose of our contract negotiations we will be returning to adjourn all those in favor anyone opposed madison when you have a moment could you call the roll please [Music] yes mr rossi miss fitzgerald yes miss dizza mr hayden yes mr cyrillo he said yes mr lamontagne is yes um thank you so oh boy dirty gosh this is decent compared to some some other meetings we've had uh also ladies and gentlemen please don't leave this lane around if you're not gonna if you don't need it please no that's fine just don't leave it out on the table either take it or give it to the superintendent or record it please you're right you're right oh it's friday you're a long [Laughter] weekend um no no uh this time yes can i just make a request this doesn't change any votes or anything but uh frank will you pronounce those words can we put in parenthesis what this means zola was good enough to tell me it's teachers i mean together we can can we put that in parentheses it'll be almost june by the next meeting i think the invitations went out today no no you don't have to no you can just show up gonna get really busy between now and the ending no

so that would and while it's while it's pulling up so that would mean that we we've already given a green light to all of the prior commitments which is 24 3. uh it sounds we are now giving the green light to take next step of course these things are still coming back and we've asked for some additional information on on some of these but uh now the 25 one under the safety related items under strongly recommended items we've not given direction in regards to azusa high school we've discussed it in detail but we've not given direction so i think now at this point we can we can plug numbers into your spreadsheet yeah and so at this point just with the two categories prior commitments and safety related would not have 10.2 million would it be possible to move that the panel of uh i think this would be on on over here internally the panel of or minimize it or yeah there we go thank you okay i'm sorry oh yes so i'm just looking at the two categories that we've come to an agreement on um prior commitments of 24 million dollars and safety related is now 25.1 that will leave approximately available funding of 10.2 where we can now identify which items in the strongly recommended or upgrade category so as we discussed in detail the azusa high school items i mean as a as a starting point are there i i'm not i'm actually i'm not quite sure because i i think there are a lot of items on here but since we spent time looking at it as a high school um we can kind of begin there and or see about other items from other lists that we would want to include board member bo thank you um everything's important right and we we're we're trying to identify priorities and timing and other sources of funding right so all of these things um i think about again that the immediate student and parent experience as being very central and how do we have the most impact for the most amount of students i know we're building out azusa high school as our flagship and so it's important to make that investment however the majority of our students are not in israel high school they're in elementary and the middle school great so when i one thing that i'd like to toss out is including classroom furniture for all the site and including playground equipment for the sites that are listed here as adding that to this list so prior commitments safety minus the the safety that the revised safety items all the playground plus all the playground equipment for the sites listed and all the classroom furniture the sites listed and i know that gets us very tight with anything else that we've identified at azusa high school but i also think about this again high impact for the for as many students as possible and equity um and you know the long game of attracting new students into the district and student retention it's a long time to wait if you're a kindergarten parent to know that azusa high school has a lot of upgrades it's great for the high school students but how do we spread it out to know that every site every classroom is going to have something fresh and new and you can get as a as an individual parent you can get really excited about your own classroom and i think that kind of enthusiasm spreads throughout the school sites and throughout the district and just to confirm we say classroom furniture and playground equipment correct yeah so i'm looking at the classroom furniture with the overall total of 3.150 and playground equipment of 890 000.

i'll have it up on the screen that would leave us so it's 6.2 million remaining the largest we can see um mr eddie there we go that's the new total it'll be 6.2 remaining um that's after subtracting um prior commitment safety classroom furniture of 3.1 million in playground equipment of 890 000. could you magnify it a little bit more yes ma'am or maybe a lot more is that okay dr bill are you a little larger okay so i do think so i'm just i i also think and i the pieces around the second about the high school i do think getting back to this idea of master planning the high school right i just i wonder about making commitments and thinking about okay we're going to do this this and this in high school without thinking about what is the comprehensive long-term plan right because if we're thinking about placing a new building right where does that go and how does that affect maybe some of the some of the athletic fields that we have now or maybe it doesn't right so i do think that it makes sense maybe not to make commitments to any to some of these um you know i'm picking and choosing and instead say let's let's let's have that conversation now about envisioning what what it should look like and then maybe seeing once we do that what makes what makes sense to actually do on this list [Music] that's yeah i i i personally would not feel uncomfortable with that i mean i i'd be okay with that um i i'd look to staff i mean based off of let's say hypothetically this list that we have here now which is prior commitments safety related items with the exception of street closures classroom furniture playground equipment if if there was direction from the board to to move forward with this i would imagine that not to mention the other things that are that you're is being you all are being tasked with studying and looking into this would be enough to to get the ball rolling yes sir i i also feel really uncomfortable saying okay let's allocate all these dollars um because i guess in my previous and my experience right costs are costs are never what we initially expect right even even if we if we have built-in buffers right and so to me the most important thing is that we finish those schools that we committed to right and so i wouldn't want to make this big laundry list and start committing to all kinds of things and not be able to ensure that we finish those schools so i'm okay with the buffer and saying okay we're not going to like allocate all 59 59 million dollars right now and figure out how we're going to spend it so so do i hear you suggesting uh prior commitments do i hear you suggesting than also safety related items or do i hear you saying i do yeah i know i'm not saying i'm saying based i'm saying not i think i'm comfortable with like what do we have right now if we if we do it with what sabrina suggested we have around like a six million dollar buffer yeah and if i can add um um that that would be fine with staff um because what this would allow us to do is that we could complete bring all these contracts to board um we can truly um secure and procure the cost based on the contracted and bids and then we could truly identify based on the cost or the change in value of anything we'll know truly how much of this 6.2 we have available and then we could come back to board and said okay now that we've have all these projects procured they may not have started but they procured and we have contracts this is what we truly have available i'm comfortable with that because we're talking in a real time now oh thank you yeah i agree with that yes and we're okay and we're okay with the ones that sabrina suggested that i'm i'm okay i think that's i don't know i don't know about heard i wasn't here i'm sorry so so uh board member both suggested adding in addition to the prior commitments the safety related items with the exception of the street closure that adding additionally the classroom furniture which would be a total of one point uh gives me three million one hundred fifty thousand as well as playground equipment uh in the amount of eight hundred ninety thousand don't mean to put words in your mouth when you're sitting here i remember both but but said that there are a good majority of our students throughout the district that are that are at the elementary schools and so including those um what would increase the what would enhance the experience um closer to now for a good majority another question i i had because i and i'm comfortable with this as well another question i have is we we have identified one million dollars per year that we allocate into uh deferred maintenance what how did we how do we identify that number where did a million come from um is that just one of those that's always been a million is how how might we more appropriately determine what what that number should be because a million dollars is a as i look at the the list of projects on this list a million dollars is a drop in the bucket so what are what is there any kind of staff thought or recommendation or or thinking on how to make that number reflect what is currently in front of us yes um so um i cannot answer where that number came from um this was prior to us um i can say what we've been doing is we've been um with our five year deferred maintenance plan we try to identify what is that projected cost and from there we're um trying to id um come back to the board for recommendation of increasing that um one million dollar but in addition to the one million um we are required by the state to contribute three percent every um routine restricted maintenance which is resource 81.50 so that also helps so it's not i don't want it to come across that we're only allocating a million dollars to help with our facilities um but i do think a million dollars is not enough especially with the age of our facilities and what we need to do um but after we have a plan um and we truly identify okay to do x it will cost x um for the next five years we will be coming back to the boards and if we can get authority to increase that contribution to the um fund 14 going forward yes i know i i would i would love to to see that and have that conversation just to determine the the reasoning and the logic behind that number and and where that gets us and what kind of facilities projects we're able to tackle in a certain period of time you said that there's another fund there's another source where there's three percent what is what is that uh current where i don't know it may not even be a reserve but where does that line currently stand and what can we use it for versus not use it so um resource 8150 is for team restricted maintenance it could be used on anything besides custodial um currently there is no reserve because literally every year you have to spend it so it's not one that we can accumulate funds in and so whatever our three percent reserve is we have to show that we're contributing three percent reserve for routine restricted maintenance and so we typically spend that on all of our grounds we pay for our groundsmen and our mechanics and our maintenance staff so if we look at this year that that would be roughly how much of a three million dollars so if we look at roughly three million plus the one million that we have in uh deferred maintenance so so we do have upward well not taking declining enrollment into considerate we have upwards of four million dollars that comes in our from our budget to tackle some of these things that are up to this let me restate it so a million dollars is able to tackle majority of our three percent is paying for staffing that are doing our grounds in our facility is not really funds to set aside to help with our facility got it hello tasha so the three percent does that come from us getting state funding with matching state funds from our bonds is does that requirement come from us is that a criteria for for getting state bond funding no ma'am the three percent is required for routine restricted maintenance um resource 8150.

i understand that where does that requirement come from the state but where so the state is just and it's not connected to us having a general obligation bond and getting state funding matching funds no ma'am so prior to um lcff um we the state used to give us money for routine restricted maintenance um and then for the first um ten years of implementation um the state told every district that you have to work to start contributing up to three percent into resource 8150 for routine restricted maintenance um and we've been doing that um and it's just a requirement to show that we are actually contributing to that resource and for our district we utilize that resource to pay for our grounds and make that okay thank you adrian i do have two other questions um one is around the classroom furniture and so um are we gonna have a conversation about what that what that looks like and what that investment means in terms of furniture that we're buying when it because i don't i don't know what that means is it going to be more chairs like we have right now that are not really flexible and i would don't don't don't really belong in a modern classroom or how is that decision being made there there are a lot of nods around the room that you may not be able to see yeah we can definitely um um study that and bring some recommendations uh to the board so there's no plans there there's just a line item and an estimated cost but we don't really have a plan for that like how that would what that would look like correct um there are lots of different options um that are emerging uh in terms of student furniture there's furniture now that is multi-purpose so it's a desk also a white board it's also a magnet board all in the one workspace or workspaces to your um point uh board member chris gonzalez um there are lots of flexible options where um it could be a single desk but with a turn it could be a partner and then with another turn it could be a group of eight uh and so um we can explore all of those and and again we can bring to the board uh some recommendations and some options and we can involve uh staff as well in dreaming and ideating uh what this could be and if i can just add one of some of the conversation that we have been having um as we're working to come up with um standards um what will every kindergartner class looked like whatever first grade class looked like so we could have parody across the board and that includes the furniture so it's not just a matter okay it's not just a matter of just the desk and furniture in the classroom is truly what do we want each classroom to look like at each site so there's no more i want to go to this school because they have x we're going to have a standard of what does each classroom look like at each grade level and that's how we're going to find utilize these fun and when you say we who's the we um ed services mis in our architects and we're getting input from our staff when you so what does that input look like how what what's the process for that input we work we're going to solicit our teachers as well as our classified staff so you haven't done input yet but we're going to be doing input yes ma'am okay and then i mean my two cents on this is just i think that program design right and and instruction instruction should really drive what what that furniture looks like and not like not the other way around right and so it really has to be centered around what our instructional design looks like um i think that's really critical i think yeah so i'm i'm i think we start with teachers and schools and build from there in terms of what that looks like the standard maybe and so i'm not hearing that that's how it's happening so then my other question adrian and it's going back to something that you flagged and i'm sorry i'm going back to the safety related items though but are we comfortable saying yes we're gonna go we're gonna do these parking expansions at the elementaries without without even knowing what that entails and say oh that we have plans but we haven't seen them i would come back i'm not allowed to say this way i'm not comfortable with that the reason why i am comfortable is because because this has to come back to us and so knowing that we're going to see some of these plans in a uh update and knowing how long it takes for some of these processes to happen i think that there are there are some built-in safeguards for us to be able to to speak into it um so that that's that's what gives me uh a level of comfort i wouldn't i mean if there are already some plans out there i'd like to see them before we start making saying yes we're going to commit to this because i have no idea what that means i mean what you know it's it's so vague so i'm going to put the designs in the weekly board packet um but again for each one of these line items before we actually can start anything we have to bring each item to board for approval so that will be another lens of when we have a time to discuss it but i will be providing the designs the current designs for each of the elementary sites in this weekly board update and uh board member bruce gonzalez i know that i for one would be extremely critical of those as as as we're looking at them i know i know i would i would have a lot of questions just to ensure that it again it gets it done once so so that again is why i would feel comfortable uh a lot giving a green light for things to move forward but i i hear your apprehension and wonder if there are have apprehension from others on the board no i agree if it's going to come to us and we're going to see it and we're still going to have a yes or no answer i'm i'm good with that ma'am you will so i have i have another question and that is i've heard a lot of reference to working with the architects on this and working on architectures on that is there anything else that the architect we've been asking the architect to work on that we that has not been talked about tonight no ma'am i have a another item to potentially add to this list and i know we so far we just have the two but the theater is on the strongly recommended and if we're already converting the theater to two classrooms that would strike me as uh the 500 000 would strike me as something that we may also want to additionally add uh to the list now and adrian i'm just going to say i don't agree with that because i think if we want truly want like a performing arts center and a really state-of-the-art performing arts center it's not going to cost half a million dollars and to your point of earlier about like let's build for the long term right um to me that's that's one where it has a lot of potential but if we just make like you know put up a quick theater it's not that's not what i think we want to be able to use for the long term unless we're saying that that's an investment that we're going to have temporarily because we need to have a theater so yeah i i would to not have any type of facility at our new high school to me would be would be problematic uh i think that if there was some type if you think about what a theater is which is in many ways it's an auditorium there's there's you know a certain amount of seating that's there and there are presentations i think that if something like that happened on the foothill uh but foothill middle school campus that is likely something that can still be utilized and or repurposed so i think it's a worthwhile investment but to not have any to remove the theater and not replace it um and not knowing when we would then be able to replace it would would i i for one wouldn't be comfortable uh leaving as a side school with nothing yeah i agree with that i i don't want to prolong uh prolong them not having a theater um for for several purposes i mean if we we spoke about where it was going to be at in and and and also in lieu of mr davis you know um you know they removed you know stuff has been removed it's gonna make it into the classroom and then just to just not do anything or put a pause to it i i don't i i don't i'm not comfortable with that and i think into that i let's let's still dream dream ahead like we can still dr that that should not prevent us from or preclude us from being able to consider a performing arts center in in the future yeah but but just for the for the here and now um i i would be very uncomfortable having having nothing right and so what is that going to look like for 500 000 what does that look like what is that we will bring the plans to board for approval before we start construction is i that's okay that's so i i know that's going to have to happen but at what i i'm i'm asking in yeah my someone came up with that dollar amount and said okay we can do this and so in in our minds what does that mean what what would that look like so that is transferring the existing lighting that was at the um little theater previously into the multi-purpose room um it's improv um increasing to have an elevated stage as well as um um the seating um that we have there as well and exit i think so if again if i'm if i were picturing the little the little theater at gladstone high school would that be a would that be a helpful model of what where this might get us or is that not a yes on a smaller scale but yes on a smaller scale so are there so there's a bit of some differing thoughts but but looking to the to the rest of the board thoughts on uh the inclusion of the 500 000 or the theater again knowing that it will still need to come back to the board for review anywhere in that funding is there a as i spoke before about about a plaque about a name alongside the yes ma'am and and i know foot i'm going to score as two well i don't know when you call them our keys but you know two those will be removed you know there's two marquees on the wall yes okay and i have on the board um just to show if we were to include the 500 000 it will leave 5.7 million remaining and we would look to that as a buffer for now for a future conversation uh after after we start to see where these uh what these actualized monies are okay any other in any other thoughts if we look at that right there unders i guess it says safety related items there's a new total five point uh 5.7 million left over is are there any thoughts on uh or any i don't know if we're gonna take a motion or or just kind of give direction but any thoughts on that serving as our completed work or for this evening or not serving us we have this update in our packet the update that you're changing okay board member chris gonzales you have two questions one is around our facilities ad hoc subcommittee and so where what what will be the plan i think um in terms of that committee meeting to help um you know engage with the staff on this since we're not gonna be able to pull call together study sessions all the time as a group of five right yes this could be a topic at the facilities meeting so what i'm asking is what would be our plan for how often are you guys going to meet we can engage the two board members that are on that subcommittee and we can have an initial meeting and discuss recurrence and frequency uh and length uh with them all right and then come back to add another edit at the next board meeting with it like it like a like a regular like the schedule i'm not on the committee so i think i mean i'll defer to sabrina and and gabriella about this sure um again while we can engage them right away and try to get an initial meeting and work on those three things frequency um length and a schedule that we can that we can bring back hey i can't see their faces so they're nodding yes ma'am we're not right thanks yeah i just see arthur right now um so um my second question is around this is very ambitious and there are a lot of projects that we plan to be running at the same time and so um can we talk about the project management right now a little bit yeah so we um have the services of mr dixon who will be taking lead of our project management as well as we will continue our weekly bonding meetings with our architects and while we will continue to provide updates in our weekly packet so mr dixon did we go what process did we go to to determine who the who this project management was going to be done by so we brought this to the board a couple of months ago um we solicit through um [Music] donna blank on the facility cash we reached out to cash for recommendations and he came highly recommended and we also talked to surrounding districts that he's provided work for so i guess i think i'm not i don't think i was clear i thought he was coming in to advise us i didn't i i guess i wasn't clear that he was coming in to manage our bond program and i don't know maybe if i was the only board member that was not clear about that well he um we did um identify that he was going to take the lead on our project management in conjunction with um mr brian so he could be hands on the ground our boots on the ground um as we have our country um construction project going forward that was clear for me at the time okay then i do think that this this could serve as as direction and can serve as uh for the most part concluding our work for for the evening uh one one thing i'd actually if we could share that screen before we remove it the only thing i would add is and this is to uh board member cruz gonzalez's point when we have some of these items on here like classroom furniture um and then but then we ask or kind of talk about what is the what is the vision for some of these i do also wonder if if if that is not something that we have the information that we have readily available then how how did we come up with these numbers um and so uh because then as we have the conversation and we look at things and we decide this is the format of furniture the models of furniture that we're wanting to have how do we is there just inherently buffer baked into that and what percentage is is buffer or whatnot so so some of these as as they're as they come it would be it would be helpful to get some understanding of some breakdown uh for some of these whether that's now or or or uh in an updated format in a packet but but i do see some room for some additional information for us we'll provide that anything any other questions comments uh from any other board members if not i um do you recommend a formal action on this yeah so i was gonna recommend uh since we still have the spreadsheet up that maybe this serves as a good model for someone to make a motion i just want to thank thank everyone the cabinet and latasha for all you and brian for all your hard work you know putting this together and and helping me understand it easier by seeing the way it's set up it's really great and the conversation with the board is really good it's the meeting that was overdue and i appreciate it thank you i would like to thank brian emmanuel and superintendent ortega acknowledging him today yeah i i i concur with with my colleague i'm grateful for grateful for them thank you i think i i would you um it does seem like a lot um as board member reasons allah said it did like a monster but at the same time i think these last three hours almost that we've been dialoging and being able to ask questions and you guys clarifying um this time invested that um was much needed and we would not have been able to do that at a regular board meeting so i am grateful to my colleagues that you know for showing up and being able and being flexible to today with that being said i would like to motion to move forward with 4.1 discussion approval of the isuzu unified school district ausd facilities plan um actually before we take a motion would it would be helpful if there was specific language around what is being motioned and so we could we could use the the image to clarify what you're what you're motioning and then what is being seconded line by line i i would say sure i would like to go ahead and motion the today may 10th 2022 available funding 59.7 million the prior commitments for 24.3 million safety related items for 25.1 million classroom furniture for 3.1 million playground equipment for and ninety thousand and the theater for five hundred thousand the new total being 5.7 million dollars left in buffer left as a buffer for now second my second emotion it's a move by board member arianes uh seconded by board member rodriguez pena any uh we'll we'll vote by hand any any additional discussion okay then we'll go ahead and take a vote board member audience yes board member beau yes board member rodrigo espana yes board member cruz gonzalez i'm a good i'm gonna abstain and i am i am a yes and so the motion passes four yes to one abstention which moves us to 5.0 and specifically 5.1 adjournment is there a motion to adjourn and make a motion to adjourn 5.1 second move by board member rodriguez penis seconded by board member audianus any additional discussion hearing none will move to a vote board member audience yes board member beau yes board member rodriguez pena yes board member cruz gonzalez yes and i'm also a yes and so we are adjourned at 5 28 p.m thank you everybody you have a good 9 28 8 28 at 8 28.

year the superintendent recommends that the board approves if i ask the question okay did they ever go to business mr hopkins aye mr guthrie aye ms duncan aye ms robertson aye mr patron first idaho business approval of the 22 2022 budget revision in accordance with arizona statutes ars 15-905 and 15-9-10 by may 15 the board may revise the school district annual expenditure budget after notice has been given and a public meeting has been held the revision reflects the adjustment for adm operating and capital budget line items to account for actually numbered expenses reflection of uw expenditures attached as the district's annual budget extended should pressure condition number two the explanation for predominant reasons for the adjustments the superintendent recommends approval of the 20 2021 and 22 district annual expenditure budget revision number two i will make conversion mr hopkins all right mr kurz merchandiser aye ms duncan aye ms robertson hi the next one this is the approval of ground solutions hub site at ahura schools the administration is requesting more approval of the grad solutions hub on the operational business the site is to be named ajo academy the purpose of the hub will be to help secondary students successfully graduate from high school who may be in jeopardy of not graduating the superintendent recommends the approval of grad solutions site on the office version mr president on monday 19th folks we talked about this and i strongly believe that this will help students you know you know we'll also provide some services to the district as well but you had there was a concern about there was a wish that could be a one-year contract uh the contract we received from grad solutions is a three-year contract um i talked to them today did zoom today for this while and the ceo doesn't want to do away with the three-year contract because of the cost and the labor it takes to get us to get a program going and they want to make sure it's going well they think they can one year mean after the time but on on the 11 on the contract if i can share that with you said the agreement shall commence my execution of the agreement by the parties and expire june 30th 2025 unless the agreement is extended or non-renewed either part of this is what was they added because i kind of jolt either party may terminate the agreement with a 45-day notice so it's a three-year contract but if a year from today you say this hasn't been good for students that have been successful in our high school or students or the district or would be if there's a problem you're probably going to realize it long before next may and so would there be any consequences or costs to the district if yeah and one of the things i've done in the past and i'll do it again this time um i don't want to ask when we have uh agreements with other governmental agencies and this is not governmental agencies we always have our lawyer take a look at it and usually have two governmental agencies they require that at least once you do it so before i give this to you folks to sign and send back to grad solutions i'll send it by ben yeah i think i think it's fine but i'm not a contractor um materials i told them today they want to make sure they have pardon me that they have basically the classroom and a lab type setting and i said you have ample sort of hardware and since we have a significant amount of chromebooks because we purchased during the shutdown and they said now they have they had the stuff they'll bring it in so if if you want to put it up i'll just advise them that but i don't want to look just fall asleep i need to have board approval to give the ade to get our entity number so that this can be up and running about to start the school okay so we could if we could help us [Music] okay uh i would like to amend the motion and the amendment i would like to make is to move that we approve a resolution site on the aho school campus and then add just part of the explanation above to help secondary students successfully graduate from high school who may be in jeopardy and not graduating and the reason why i'm asking for that is because i'm asking to add that the motion is as it stands is uh move the approval of a resolution site on that host school campus and i would just add part of this explanation to help secondary students successfully graduate from high school who may be in jeopardy so basically it's adding the line from the explanation to the recommendation yeah just that part of that last sentence and your reason behind that so they don't try to do something else um the reason is because unless these students are at risk for not graduating then there's a good there's a possibility anyway that they would graduate either through the normal path or some other and if that's the case we'd actually be losing money by putting them into this program dr dooley would you get the motion again because over here it's difficult here as if i heard and just career you may have seen this right now they're saying only 16 to 22 year old students and i'm assuming the 16 year old comes about because statute says people ages of age 16 must be in school and holds the parents responsible not the student um so that limits the chance for someone trying to go through grad solutions as the freshman or sovereign they could do it as a junior senior so the way i read it i recommend what i have put down i recommend the approval gradual a grant solution site on the elbow campus approve so you can say approve on the school auto school site to help secondary students graduate a question was asked on those is still on your mind a question was asked monday night was can can students from the west part of the reservation come in the answer is yes so anybody the students can come down from heel bend or they can come of course that's going to be something that i think really makes it's going to be important to communicate to them that you're on the school campus you're going to act like you're student and not a high school whether you're not get the same expectations pretty much separate from the rest of your high school rooms uh depends on what the configuration is next year right now we've got a room at the end of one of the wings and we have a room in the middle of wing two where we have a lot of computers right now it just kind of depends on configuration staff information we try to separate the kids on one extreme on the north side of the original campus we have the fourth fifth and some sixth graders and the middle it's kind of middle and maybe a couple rooms on the first wing our junior high high school is the first wing and half a second so they're definitely planning to get it now but they're all we have a positive authority over them so we have an assigned group [Music] um i have a question that says secondary students and we also said 16 to 21 there's a little variance because a secondary student sometimes can be 14.

2022-05-12 Maricopa County, AZ YouTube / Dysart Schools transcript source: youtube Dysart Governing Board Meeting - May 11, 2022 · passage 1
at this time i'd like to call this regular meeting of the dysart unified school district governing board to order let the record reflect that all board members are present please stand for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay next we move to item b executive session we have a call for executive session pursuant to ars section 38-431.03 a3 and a4 to obtain legal advice and provide direction to the attorney for the public body regarding the superintendent's resignation agreement and release i move that we adjourn to executive session drive a second second motion made by christine pritchard seconded by don densmore i would like to explain my vote on the record that this executive session i do not approve there is no merit no foundation for this session and is totally unethical and immoral i will be voting no i'd like to get some clarification from our legal counsel there was an allegation of um unethical conduct i want to make sure we act in accordance with the law is there anything unethical about adjourning to executive session madam president members of the governing board the motion to go into an executive session is within the legal boundaries of the governing board of the district thank you we have a motion that's been made and seconded hers is not popping up no michelle we're done for a second session we'll reconvene at six starting the regular meeting with a public hearing so we're still in recess okay at this time we'll reconvene the regular meeting right not yet all right so we will move to information discussion item c maintaining confidential information potential breach and board requirements and this was brought forward um regarding a recent concern with a breach of confidentiality and i felt it it was important that we had a statement prepared that i would like to share with the board regarding that incident each governing board member has taken an oath of office that specifically requires each of them to support and uphold the laws of the state of arizona in the execution of their roles this includes compliance with all aspects of the arizona open meeting law previously the board has met in closed session closed executive session regarding the contract negotiation with the district's chief executive officer dr quinn kalis as is permitted by the open meeting law the open meeting law expressly forbids parties who attend the executive session or who receive confidential information as part of their duties from disseminating the confidential information discussed in executive session the arizona attorney general's office has the ability to seek penalties for violation of this confidentiality provision the news of the agenda item that the board will consider later this evening was leaked to the general public from the board's discussions in executive session this violated the board's trust and was not authorized further it has generated reckless speculation as to what the board may or may not do in the future this breach is a potential violation of the open meeting law and has been extremely detrimental to the board's ability to conduct its business governing board members are limited by law and their ability to comment regarding executive session discussions and are limited in their ability to respond on social media or to request by the media for information the breach that occurred has hampered the board's ability to re to reach a fair and reasonable resolution with its superintendent the board respectfully requests that all those interested in the potential resolution between the board and dr kellis maintain all professional courtesies due to all the parties involved and understand the constraints imposed by law do any board members have any questions or concerns we also have our legal counsel here as well that can address any questions that you may have not hearing any i would assume everyone is clear that's we're going to move to item d public hearing there's a public hearing for fiscal year 2021 2022 expenditure budget revision dr dean good evening madam president members of governing board members of cabinet this evening mr hicks will provide information on a budget revision thank you good evening madam president members of the board colleagues and community members thank you very much it is a pleasure to be able to present our second and final revision of this fiscal year before i go through it very quickly because it is the smallest budget revision i've ever done in my in the history of my um career um i would just like to thank mary dell and her team and specifically mr robertson and miss pierce who put a lot of time and effort into this so first as we do above budget revision it is required to be done before the may 15th of every fiscal year which means it has to be done by the 14th and any time that we're revised in our budget we're required to have a public hearing so here is the just a quick little summary looking at the four major categories identified by the auditor general in the arizona department of education you can see on the far right column our budget revision and the totals and the changes and you can see the net total from our mmo change is a 60 000 change our capital funds also looking at that is a small increase as well or this one is a small increase not a decrease of 60 000 a small increase but then also our emergency building renewal grant program that is i commonly refer to it as the arizona school facilities board program it has moved on to the arizona department of administration i still continue to use sfb acronym with it we've moved the budget up on this as we've been approved various projects but we also understand that they are out of funds and so they're not funding any additional projects even though we've been awarded the projects there is supplemental appropriations requested in the current to the current legislature at this time um unless they come to a budget negotiations um before that time these will all probably a lot of these projects will move to july 1 and we're on the list for july 1 and will be approved at that time our classroom site fund is not changing from our december revision and is pretty normal and steady federal grants has the largest increase and that is mainly due to our srn arp funds coming in and also emerging the emergency connectivity fund that our i.t department applied for and did receive state grants moved up ccip and our voc ed was the main driver of those going up and our food service fund as we're experiencing the largest number of meals ever provided for our students this year also goes with increased expenses so revenues increases and expenses increasing on both of those and so we've moved our food service fund those are major funds that i just did a really quick summary it is really almost extremely close to our december revision so there's very little just as a reminder as you know i always like to just put a cut sheet or a a copy of our website so that we post all of this information on our website as well as additional information as well as um although i do the rainbow report and i sometimes talk extensively on the rainbow report as i said with only sixty thousand dollar change or twenty thousand dollar change uh it's really minor so i don't wanna go through the whole report just as it's very similar to our december revision and um i'll stand for any questions um and then we could open it up to the public hearing um and then i'll just remind the board that this agenda comes on for actual voting later on in the agenda but i'll have no additional information at this time for that so if there's any questions from the board thank you very much any questions or comments from the board and we'll have public hearing i would invite anyone who has any questions uh regarding the expenditure budget to step forward to the podium not seeing anyone we will go ahead and continue on with our regular meeting item f audience with individuals miss schaffen this is this is the time for the the public to comment members of the board may not discuss items that are not specifically identified on the agenda pursuant to ars 3843.01 action taken dr dean members of cabinet and guests my name is nicole king and i'm here to address the role of the board as a board you have an obligation to remember always at the board members first and greatest concern as it fulfills its obligation to the community must be the educational welfare of its students furthermore one of the district goals is that dysart unified school district's culture will be consistently reflective of a safe and secure environment for all stakeholders can you tell me how these duties and goals are being met when you are reducing school counselors on site thinking emotional intelligence is a bad thing and saying that our teachers are indoctrinating our students by asking them to critically think and be empathetic towards others board policy gives teachers the opportunity to create in the classroom an atmosphere of freedom this atmosphere permits students to raise questions dealing with critical issues that that sorry dealing with critical issues at the time an atmosphere of freedom produces an environment conducive to the study investigation presentation and interpretation of facts do not trust the professional teachers and staff to make the best decisions for the students they care about they spend more time with other people's children children than their own they spend their own money making sure their students have what they need how can you assume that they do not have the best interest at heart of all the time your duties and responsibilities also include supporting the employment of the of people best qualified to serve as board staff members and insist on a regular and partial evaluation of all personnel monitoring the superintendent performance based on district goals and policies dr kellis is more than qualified and there is no just cause to remove him his last evaluation was in 2019.

uh so thank you i'm going to call this meeting to order dr foley roll call please president kaler members of the board please let the records show that four members are present thank you very much and just so everybody realizes mrs anderson will be leaving sometime during the meeting because we also have our williams field senior award ceremony tonight so she is going to go represent us so if you see her leave that is why thank you for doing that for us we're going to have a moment of silence followed by the pledge of allegiance 2.1 i move that we approve the agenda second any questions all those in favor aye aye motion carries for zero next up we are going to move into at this time this meeting will recess for the purpose of holding a public hearing on the revised expended expenditure budget for the 2021-2022 school year in accordance with ars 15-905.01 members of the audience are invited to make comments and ask questions during this public hearing mr good evening president kaler members of the board tonight we are presenting the revised 2021-2022 mno budget so this timeline should look familiar to you this is the timeline that we used in all our estimated budget implications for both the 22 revision and the 23 proposed and adopted budget so we find ourselves on bullet 3 there with the may 2022 so as required by statute we are by may 15th we are required to submit a revised 2022 budget to ade this is the closest board meeting i can get to taking my time and revising this budget to be accurate for this year and then get that submitted today with board approval next step will be our june in which we'll present our 23 budget adoption first will be our proposed budget and then we'll adopt the budget at the following meeting so as a reminder the 2020 budget highlights include no anticipated additional covered relief fund grant funding we did face at one point in time that 1.1 billion dollar in the aggregate expenditure limit cuts that was passed an exception for this year by the senate and that was house bill hdr 2039 and that was passed on february 21st so that was a huge relief um in terms of letting us use our entire budget capacity for this year also including this 22 budget revision was the increase in adm that was approximately 2.2 percent and you'll see that reflected later in the slide um and also in this slide we're reversing the plans to reduce the mno to capital transfer due in part to our 2021 bond proposal not being successful we do need to fund that middle school lease payment completely out of our mno budget and so that that is also revised within this budget so moving forward to our budget revision number so in 2122 back in june we adopted a budget of 106 million 760 771 dollars that budget again was adopted in june we used various estimates to get to that number that included a 16 million carrier carry forward from 2021 which brings us to today so during our budget conversations throughout january through march we were targeting and estimating a budget revision of approximately 110 million that number slightly come down in this actual revision that we processed today that is due in part to some carryover numbers being slightly lower than anticipated and um some of their adm numbers with our group b weights being different so which affects our overall weighted adm um which enhance in essence reduced our budget that difference is approximately half a percent of what i estimated so pretty close when you're talking 110 million dollars so that jbl difference is an increase the four budget forms that were presented to you tonight as an increase of 2.7 million um that increase is part one of that seven percent increase that you've tentatively approved in the march board meeting so as a reminder that that seven percent increase was proposed with our 2022 budget revision and our 23 budget adoption so this is part one this decrease i would not be worried because what we're seeing right now with the legislature and what's tracking we anticipate a higher 2023 budget proposal so we will bring those numbers um when that budget proposal for 23 comes through um but this slight decrease in our budget revision for 22 um should not alarm you in in the fence and the the essence that we won't have the budget capacity to fund that seven percent increase and like i mentioned so tonight we're presenting the budget revision again on june 8th we will bring our proposed budget we'll be proposing that budget for 23.
