first day of writing testing all of our eighth graders were present that day none of them were absent so let's give them [Applause] all right thank you can we please have our third graders stand and their teachers okay those of you who will go through state testing through the years know that we have something that's called movement and it's really stressful for third graders that the state has this type of a test because you have to pass the reading test so that you can move on to fourth grade and we are very proud of you for your hard work because you all did very very good and your teachers will give you more information about that but we want to thank you because on every test that you took when we walked around you set the foundation you said you were role models for our school because we walked around and told all these other grades that you were taking about two hours to do your tests you were just clicking you were taking it serious and you were telling us how stressed you were about it because you really wanted to get to 4th grade so we're very proud of your hard work can we give an amount of applause [Applause] and just so you know could we have these flowers would you like to come down to cantaloupes okay so third grade are you listening every single one of you passed the test [Applause] [Music] all right good job congratulations [Music] good afternoon [Music] i was a little afraid to use that word um first of all my name is dr j st john i'm a member of the masons here in green valley and i have some friends with me some are masons and some go into american legion post and the two groups get together each year for the last 20 years and we give all the bikes for books program and so that's what we're here for today and let me introduce at the end of the radio robinson who is a member of our masonic lodge and also a member of american legion post 131 [Music] and next to him is harold lindelof who's also a member of our sonic lodge [Music] is um a member of american agency 131 and he served in the air force and his wife worked for the government [Music] and so thank you and what we want to tell you is that these two gentlemen flew fixed-wing airplanes and helicopters in for the government for the military this gentleman didn't fly an airplane but he rode in the back of a great big jet because he was a heir of that technician and so if there were wounded coming off um in lebanon they put him on the airplane with this juggling that he took care of until they got into the hospital setting that aside what we're really here for today is to tell you that readers are leaders and so what we ask teachers and the principal to do in this building is to give us the name of the best boy and girl leader in kindergarten first second and third and then for the western fourth and fifth grade we're going to begin and with tablet old man i don't know what a talent is you guys are probably going to get really excited about it i've been told you want to open the curtain there [Applause] zoe damian for first grade zoe salisbury [Applause] [Music] zoe salisbury and leighton wright [Applause] make sure you come up this way okay the stairs third grade swayze palmer and these were for the top boy and girl readers [Music] these amazing tablets so we have for fourth grade emily and ivan diaz [Applause] here's the news [Music] she's probably not here today [Music] thank you so much oh okay thank you students we're so proud of you it's a great way to end this school year [Applause] oh [Applause] uh [Applause] me [Applause] oh he's here so here's the deal it's been a raw couple of years for some of our middle schools um our eighth graders are in a unique situation where they're actually in their third year of middle school but not to participate for the first time in middle school for athletics this year you guys realize that maybe maybe some of them participated as fifth graders but only in track and cross country and wrestling okay so because of that we as coaches have decided to do things a little bit different normally we'll get back to this normally your first year in athletics you get a certificate your second year you get a certificate and a sports thing that looks like the sport you participated in and then the third year you get a certificate in an all-star game okay so because realistically all of our athletes this year were first-year athletes for middle school all of them doesn't matter if they're 6th 7th or 8th grade they were all first-year athletes so what we are doing a little bit different today is we're going to give kids a sports pick to those that are 8th graders but we also have some other cool stuff that have happened this year where many of you actually run a championship team so we have some cool things for that as well okay so because there's tons of athletes i'm gonna do things like we've never done before and if you participate in athletes this year it doesn't matter if it was cross-country volleyball um football cheerleading basketball soccer wrestling baseball softball or track come on down to the floor hey so this this right here is one of the reasons why i absolutely love working at cocktail school [Applause] all right so as you see we have lots of athletes sitting down here now can i get all my coaches that are asked to come down yes wow [Applause] so as i was saying for most of our athletes it is their first year to participate however i want to point out our girls teams all year long they qualify for the tournaments for every single sport they need tournament this earning a trophy for our school in all except one sport the entire year that's also remarkable so give yourselves a big round of applause so here to present to our school and we're going to do this in systematic order now the women would want in second place for the 2021 season for volleyball continental girls [Applause] in first place was a cross country for 21 as well for those of you that don't know how cross country works the in the tournament you only get to run seven athletes so those seven athletes when you release here you're gonna go to your coach or engage since your coaches are here and you're gonna get a championship okay not the ones that were on the team or a year because the summoner okay then in the second quarter my girl ended up with third place for girls soccer [Applause] okay then we go to the third quarter which this trophy here is a long time coming from those government history with led middle school but they usually dominate basketball for years and years and years and this year our goals once again almost all of them first year athletes in middle school for basketball with an undefeated season annihilated in the championship game [Applause] now i have three awards left to present to the school you notice we haven't talked much about the boards i don't know what to say about that except for this they didn't give up and they rallied in the fourth quarter sports and they surprised everyone because it didn't seem like we even had kids running on the track team that were boys but they almost swept the entire field events and they went by a wide margin marching and then first place extract as well matching the girls well while they did that they also did something that's almost unheard of in this week which is winning first place and being nominated by the other teams athletes and coaches and receiving the sportsmanship award and for those of you that know me well i put more stock in sportsmanship than an actual first place trophy and so our soccer team was i'm sorry our wrestling team was also not an idiot sportsmanship you participated if you okay so there's a now this is how this is gonna work your coaches are gonna go off to the sides i was told that we need to be supportive of our music department so mr ferguson can you please come up because this is good job thank you listen up you guys all out here deserve lots of things and you've done lots of things the way this is going to work is my coaches are going to get their stuff and try to handle on the side if you were across the country if you were one of those seven girls can you please go see mrs nathan right now if you were one of the seven girls from the cross country championship team you'll see mrs living not on the team the so if i was in volleyball i'm going to slow down she's is over here basketball coach coach [Music] is [Applause] uh [Music] thank you wow yes this a cross is yes ready [Music] wow um oh

here thank you let's stand for the of the united pledge of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all oops i'm sorry am i getting you good evening we're going to deviate a little bit from our usual agenda we're going to start out because we have some important recognitions tonight all right we have several individuals that have received awards recently in the district as a whole received one as well first i'd like to recognize even though he doesn't want me to i'm going to recognize south high principal ed schwartz for receiving illinois directors of student activities principles recognition award for the 21-22 school year this award recognizes amazing dynamic creative leaders who play an active role in promoting the culture and climate of their school community and who participate support and are committed to student activities that is obviously a steadfast supportive students very deserving of this recognition is the only principal i have ever seen that could imagine they can manage an entire student section at a football game by himself and that's evidence of his connection that he has with students so congratulations ed [Applause] uh every year the uh the next awards are the inspira distinguished service awards every year the illinois chapter of the national school public relations association recognizes those in the school community who support and improve communication in schools across the state this increases support for public education overall communication professionals nationwide review and judge these nominations district 99 is proud that inspira has recognized five members of our district 99 community and all five have received awards of excellence the highest level of distinction we'll be recognizing four of these recipients tonight the first two are jaden scarlett uh just our district 99 student board of education members they received an award of excellence in the team category both of them have been engaged respectful and brave during the time that they have served on the board when they speak the adults listen carefully jade and scarlet have done a tremendous job in providing a voice for their fellow students and the community has gained insight into what students want and need most of all which is to be heard so thank you both [Applause] [Music] so they're sending us a second one so you two will have to arm wrestle over this one you know i think they want to take your picture so your members of the students we'll do pictures at the end here oh okay we have a lot of pictures we got a lot of pictures to take yeah yeah all right uh the next one is terry pavisic who has also received an award of excellence in the board of education member category terry is passionate about students and cares deeply for her downer downers grove community she shows her support by attending events and volunteering throughout the year terry also has championship championed installing a garden at the t-99 center and serves on the district 99 education foundation we share our deep gratitude for terry's selfless and dedicated service for 20 years [Applause] thank you and our final inspiro award winner is principal ed schwartz he was also received an award of excellence in the administrator category ed's a strong welcoming leader who excels in interpersonal relationships ed realized that in order to develop relationships more broadly across the community he needed to adjust his communication strategies and he began issuing monthly video messages and has created nearly 60 of them since becoming principal in 2014 his efforts have created a more positive and connected school culture and community and as ed retires he will be greatly missed [Applause] i'm done with the individual i have the honor of the next recognition and that is from the illinois association of school administrators dupage region our own superintendent of distinction hank thiele hank was honored at an awards luncheon in springfield where state superintendent dr carmen ayala was a featured speaker the iasa executive director dr brent clark said my quote superintendents across illinois navigated immense challenges this school year so it is really it really is an honor to stand out and be recognized by your peers for outstanding leadership and elevating student success congratulations [Applause] [Music] all right and then our final award is for the entire district 99 has been named one of five school districts nationwide is a green ribbon school by the u.s department of education the recognition honors district 99 for its innovative efforts to reduce environmental impact and utility costs as well as to improve health and wellness and ensure sustainability around education this national recognition is due to the hard work and commitment of our people across the entire district we've been practicing energy conservation for many many years and it's an incredible honor to be recognized at this national level especially a huge thanks to jim colaje and kristen kocharski from our facility teams for pursuing this prestigious designation and especially to all of those in our academic departments who play a key role in delivering environmental and sustainability education every single day so a big round of applause for all of those across the district that make this a green school district [Applause] all right that's it for recognition well it's gonna be hard to follow that but follow what we must so um we need a motion for the board of education to approve the minutes of the april 18th 2022 business meeting the may 2nd 2022 workshop meeting with action item and the may 4th 2022 parent-teacher advisory committee meeting so move second joanne and mike thank you joanna vazquez drexler aye mike davenport aye christopher espinoza aye shirelle fuller aye jenny hagstrom aye terry pavasic aye and nancy kupka aye the minutes are approved next we'll move on to the first reception of visitors the meeting agenda includes two opportunities from comments from the audience the first reception of visitors is intended for audience members to address the board about any agenda item on which the board will vote the second reception of visitors is intended for finance members to address the board on any topic pertaining to community high school district 99 comments are limited to three minutes to provide all visitors an equal opportunity to address the board individuals needing more time should submit their thoughts and writing to the board secretary mrs nydia visitors addressing the board need to submit should submit need to submit a comment slip to the board secretary and will be invited to the microphone by dr thiele prior to addressing the board audience members should state their full name these proceedings are being tape recorded and are being streamed live and we are also tape recording for the purpose of producing accurate meeting minutes i reserve the right to modify these protocols if circumstances warrant and audience observation of these protocols is appreciated thank you we have no comment slips for the first reception of visitors then we'll move on to recommendations and reports of the superintendent all right uh the the first thing on the agenda is first recognizing uh jaden scarlett once again for all of your wonderful work over the last year this has definitely been a different year for school board members but what the public doesn't i mean they've seen you bravely sit up here and represent your peers for the last year but they haven't seen is the work you've done behind the scenes to leave a legacy of student board members participation expectations just kind of how it works and uh the very direct and outward participation you've had with your peers over the the whole year so that you could represent them accurately so i for one is the superintendent appreciate all of your hard work and perspective this year it has been a difficult year to be a leader but i appreciate all that you have done and we have a small little token of things [Applause] so i think the board echoes dr thiele's sentiments and we wish you both well in your future endeavors i don't think anybody has a doubt in their heart that you both will not just exceed whatever you choose to do thank you so thank you for all of your hard work know that we are so appreciative to you and just wish you only the best in life yeah you're here [Applause] all right at this point ed and courtney will come forward and introduce our two new student board before we do that i want to piggyback on some comments about jaden scarlett because as someone who's been here for all of our student board rep since we began this is the first time the two of them have worked so closely together together they developed a website as a form of communication with the students in both campuses and had constant back and forth communication with students so they were truly representing their student body so i just want to kudos to them and most people don't know about that the students do but the general public doesn't so great job in taking everything to the next level thank you thank you thank you and now to introduce our newest board member reps miss lip my replacement at south high and i spent the morning together interviewing the seven eight candidates we had more applicants this year than the last two years combined so i think jaden scarlett's representation also put the word out there a little bit more that this was a role to be had so i'm excited to introduce caitlin vincent class of 2023 who will represent southam next year and i'm going to let caitlyn go for a few seconds tell you about some of the things she's involved in a little bit about her hello i'm caitlin vincent some of the things i'm involved in at south are different service clubs like nhs key club as well as a south high special club called life of a mustang where we really work in to build more school spirit throughout the school i'm also a member of the varsity girls basketball team and i'm excited to work with you all in the future thank you [Music] [Applause] and i would also like to echo what ed said thank you to both jaden scarlett um you've brought a lot of awesome things to our buildings and to make sure that students are represented and represented well um and and i really appreciate the fact that jade you have personally um made it a point to talk to me and include a lot of different perspectives in our conversations so thank you very much and i wish you good luck for next year to both of you thank you thank you um i would like to introduce luca palauskas she is going to be our our board rep for the 23 uh 22-23 school year so i'll have luca come on up introduce herself and talk a little bit about what she does at north high hello so my name is luca paulowska and you applaud at the end of the house so a few things that i am a part of is national honor society french honor society and i am also on varsity track and field for the last three years and i'm looking forward to doing it for another year and i am very excited to be a part of this great group awesome welcome [Applause] all right welcome both all right uh strategic plan this was discussed at length at the last meeting between the last meeting and this one we've gotten a variety of feedback that i've shared with the board a couple of small tweaks along the way so this document is in uh presented in board docs and has both the structure and components as well as kind of the document that we'll be building in all of our tasks goals and outcomes for next school year if there are any questions i'll take them now if not this is an action item later on this evening all right let the record show dr kupka has been asking for one of those since i walked through the door so we can check that one off the list after tonight hopefully well for one strategic strategic [Laughter] there are so many things like this i know all right uh inboard docs is the recommended board of education meeting calendar for next year um it features a single board meeting in july i think it falls this second week on the 11th the second week of july and then everything after that follows our pretty traditional first and third unless there's a holiday that moves it for that month any questions on that one all right thank you julie for pulling all of that together all right i'll turn this one over to scott we had our parent-teacher advisory committee meeting uh this year as we always do and then scott reports back after this meeting to the board yeah so thank you i want to thank jenny and joanna for being there we had a low turnout we had one parent that stayed with us the whole time and we had two people on the phone uh um for a little bit to make a comparison a year ago we had over 60 people with us so we are looking to go back to in person next year and we hope that will bring more people with us but we did review the consolidated district plan the path program and we looked at our oversight team for special education which is our crisis de-escalation team so the one feedback that we did get um talked about they really appreciated the district looking at the interventions to get through covet and things like that which kind of came out of uh genus consolidated district uh plan so yeah that's our update i don't know if joanna or jenny have any other thoughts i don't think i mean the team did a great job presenting uh they did for the you know one parent that was with us [Laughter] that's uh yeah definitely i mean they appreciated the information you know that we presented and um you know like i said our team they did a fabulous job presenting to one parent um very professional we appreciate that one parent all right um textbook recommendations for next year rob yeah we have four textbooks recommended for next year uh one in math for pre-calculus and then three in science for ap biology ap chemistry ap environmental science just a reminder it's a really robust process that this goes through it starts at the teacher level it's vetted through the department chairs they do part of a readability study and they do comparison between different textbook options and then that lands with gina and our apis who then look at all of that information and then ultimately decide on whether that's something that they want to recommend going forward so these four made it through the gauntlet and that's what we're recommending all right any questions for rob and those are posts those are available for people i'm sorry i didn't hear you those are available for the public if they wish to review them yes oh all of our materials all right uh english department novels uh this has gone uh we don't have a slide for that one this one uh information is in the box for this this is an action item later on this evening um mark and jury work through mostly i think dree heads up this jury and melinda yes so you can see that's 140 different titles 100 14 000 total number of books that go out for bid uh and then the lowest responsible bid was in the total amount of a hundred and eleven thousand six hundred sixty dollars and twenty cents and this is up for action later on this evening it's the same process we followed for several years so any questions on that one all right the next one was discussed with the board and closed session last month as the board is aware our attendance at t99 continues to grow which is a wonderful challenge to be presented to us we used some of the interest income from the master facility plan bond sales to expand existing space inside of t99 last summer however we still have enrollment growing we're out of space inside of that building and we are also can't bring any more staff on because we have nowhere for them to park omega across vernard has graciously for years allowed our staff to park there but we need to expand and we need to expand parking in order to have enough spaces there to have staff show up to serve the needs of students so mark mark and jim have been working uh with the neighbor to the north of uh the t-99 property what's the address there mark 4226 bernard 4226 bernard uh you can see there's an action item uh up for this evening to enter into an agreement to acquire that property uh for a cost of four hundred thousand dollars and then a lease agreement to allow the resident to stay who's a north high grad to stay in in uh at that property until he purchases a new home and then up to a certain date marches to the end of march 23 and uh that's when we would need to start construction and we have a pretty safe plan of rebuilding our building so uh mark and jim have done a whole bunch of work on this and i appreciate their work uh getting to this point i know we discussed it with the board in closed but are there any uh final questions regarding this before action this evening another just the other key thing is that it does require rezoning and our contract protects us against that if it's not approved for a change in zoning we can resend the deal that was my one question if we had have we had um conversations with any preliminary conversations with the village or the planning commission preliminary but and we've met with nothing guaranteed no they of course not but um there's there nobody's throwing up any uh red flags village is uh going i think has already reached out to jim to start the process for them okay so i've had several conversations with dave fieldman just so we know who on his team is working with our team to work through that process so staff isn't offering any opposition to this not to this point you know that's important generally the key like yeah procedures around why they can zone or not zone or is it just a decision based on what the village wants to have there's a whole process to go through in their zoning committee commission okay the the property we own right now is zone b3 correct it's um it is correct b3 right so that's what we're looking for so this is adjacent too so and it's it's not like it's going to be an island in the middle of something yeah if we were trying to like the next house down the block we were trying to do this with that might be an issue so how is the neighbor uh that wanted the property is he okay with us not any input but we do have to have and we'll have a community meeting that's one of the first steps and so we'll find out the answer to some of these kind of concerns in some ways i think they'd like to see this house not be there anymore because oh it's an eyesore i can't i don't want to say that publicly but you said that i didn't you saw it okay but once once the board takes action then then we'll go over and knock on the door and and visit with the neighbors right so i think ultimately there'll be a public hearing um i think there's three different meetings and hearings for approval yep two with the plan commission one with the village council all right any other questions all right up for action later on this evening all right uh foia requests we've received as we have been rate lately several and have responded to many and have many pending they're available up on our website yep all right consent agenda and action items okay we're moving into the consent agenda but we have two changes to the consent agenda yes so in the personnel report since publishing thursday evening we have two additional hires so you'll see in your packet that there's an updated one uh that those ads are belford hernandez and carrie noyland alfred awesome very good not that it's not great carries right and then mark you had something you wanted to i do i have an update on the the treasure surety bonds we put this initial memo together a couple days ago actually on the 12th and thinking they'd be the same form as pass but there was a different form that they look for now it's a little more conservative so we're going to be having a higher bond than what you we originally had calculated so it's up by two million dollars in terms of the overall bonding that we have for all of our cash and investments on that did anybody have anything they wanted to remove from the consent agenda for additional discussion no hearing none we need a motion for the board of education to approve the consent agenda is presented which includes the personnel report appointment certified the personnel report resignation certified retirements classified resignations classified the personnel report salary and benefits wages wage increase classified the financial pages the 2021-2022 final school calendar the 2022-2023 board of education meeting calendar treasury surety bonds the discipline improvement plan and the approval of template agreement to permit enrollment of non-district students in d 99 transition program on a tuition basis so moved second mike and terry thank you mike davenport aye terry pavich aye joanna vazquez drexler aye christopher espinoza aye accurate meeting minutes and they are being streamed the board's presiding officer which is me reserves the right to modify these pro protocols as circumstances warrant audience observation of these protocols is appreciated we have one comment slip on noel manley i'll go to evening my name is noel manley and i'm a resident of darien illinois united states is a country filled with systemic love and kindness and district 99 is a community filled with systemic love and kindness last year i attended a zoo meeting hosted by our congressman sean caston on the topic of federal housing policy congressman casten invited federal housing expert and author richard rothstein to present mr rothstein spoke for better part of an hour and shared many insights on education and suburban america specifically he noted the following in his presentation one all single single-family zoning ordinances in the country must be overturned and eliminated this will give way to allowing people and organizations to build any type of housing on any piece of land and therefore make housing equitable in the united states two good schools are not measured by academic rigor or academic excellence the only measure of a good school is equity if a school does not prioritize equity in his opinion is not a good school it's important to note that the good congressman did not challenge any of mr osteen's assertions or assumptions i took the opportunity to again review the 27 thousand dollar district 99 2020 equity audit report on pages 42 and 40 through 45 the report outlines a clear and consistent pre-covered downward trend in math and reading scores for the period 2015 through 2019 for all demographic groups so it appears that mr rossi may be correct by default academic excellence does not define a good school so where is the equity dividend this district like so many districts around the country have invested hundreds of thousands of dollars in equity education whether it's in equity consultants equity directors equity videos etc or is the equity dividend what is the efficacy of this investment absolutely nothing we looked at the way we looked at the events of this past weekend violence in buffalo new york laguna woods california and milwaukee not to mention what happens here in chicago these events occurred several weeks after the brooklyn subway shooting and several other and several months after the driver ran over a dozen people at the holiday parade in waukesha wisconsin and then two weeks after a student was attacked at lions township high school now district 99 is not responsible for any heinous acts but this district is participating in a nationwide equity trend that does not appear to be bringing people together so this tremendous investment in time effort and taxpayer money when can we expect an equity dividend to kick in thank you all right that was our only comment slope okay we'll move on to communications and announcements jenny any update on lund no we have a meeting uh this coming friday right now uh sassy joanna nothing we have our meeting on wednesday terry education foundation we are meeting wednesday but from the last meeting i wanted to remind you again about september 10th to put that on your calendars for um it's probably going to be a food truck rally at north and so that should be really good and um we're working on maybe doing a battle of the bands kind of thing which would be interesting and fun and let's just send a message up upstairs that we're going to have great weather yes because it is outdoors so let's just keep start with this friday yes yeah yeah absolutely absolutely and uh anyway there will be more to come next month yes we're trying to determine how many because we want to uh do some things by the football field yeah and our soccer field whatever you want to call it um then maybe include some of our clubs and that as maybe uh drink participants so that they would make a little money and it's this is going to be more for the community not a fundraiser per se we want to just show our thanks and appreciation to our community so it should be a really fun event you are going to have to purchase the food from the food trucks but that's your decision on which one so we're trying to also have many different price ranges so that you know kids and adults can all get their food so it should be fun and especially with the music there'll be different bands hopefully we're we're working on the details but we just wanted to make sure that everybody puts that on their calendar for september 10th because it will be here before we know it and school will be started it'll be a kick off for school also we'll have quite a few celebrations over the next two years since next year is our 99th year in district 99 huh yeah yeah after that is our 100th school year so so that sometime next year we have founders day the 100th year you know 100th anniversary of the founding of the district so yeah lots of lots of momentous occasions over the next couple of years yes yes and i i just i personally just want to say welcome to our uh new board members and um i know the uh gal from south has left already but we welcome you and and you'll be able to participate in these things too put them on yourself it'll be fun it'll be fun okay uh illinois association school boards chris brown good evening nathan brown 423 to vote drive oswego i'm the president of the prescott mill single family hoa i previously addressed the board about the need for more student parking at oswego east high school as there are now 90 cars parking in our subdivision every single day i've addressed the board on the issues that that has presented for our residents as well as the students in the past first i'd like to thank dr sparlin members of the school board and staff of oswego east for listening to our residents concerns and working towards a solution your time and attention to this matter is greatly appreciated last week the presidents of the three prescott mill hoas the other president uh richard funk is with me here tonight as well we met with dr sparlin several school board members the mayor police chief village administrator and a village trustee to further discuss the issue at that time we were told it's possible to add 60 parking spaces to oswego east and it would be added for consideration to the district's list of capital improvement projects i'm here to ask for the quick approval of this project and to expediate its completion before the beginning of the new school year this has been an issue in prescott mill and the village have asked the school district to address it for seven years now the safest and most appropriate place for students to park is on school grounds and the addition of these parking spaces would certainly go a long way to solving this problem thank you for your time and for your consideration the following procedures and protocols will be in place tonight for our question and answer session individuals wishing to make a comment or ask a question will be required to fill out a comment card with their name email and question so that the board and or administration can follow up if a question cannot be answered at the meeting to ensure the process is as efficient as possible we ask that speakers submit their comment card to to a specific member of the board if no board member is directly asked to address the question or the comment from the audience then any board member may ask answer comment and additional board members who may wish to answer or comment can do so as well board members answers will be limited to two minutes if no board member elects to respond to a question then the president will make a statement on behalf of the board questions can then can be on any topic except for specific student situations or specific personnel i.e no questions or comments can be made about any teacher employee administrator or by referencing the district employee's title if members of the public have any of these types of questions they should be directed to the building principal or district administration thank you michelle trager hi i'm michelle trager four kids in the district thanks for having a public forum i came to you guys twice in april asking for three things fasd awareness in september once again rate of fasd two and a half times that of autism not only do we have autism awareness in this district we have a whole program for it secondly to support the fasd respect act which is bipartisan federal legislation i've sent you all the link to do this very easily 60 seconds or less via a text campaign i've also asked you to thank congresswoman lauren underwood who has signed on to the legislation as a co-sponsor because she recognizes how important this is to children and families in her district which is our community i've asked you to get training for staff not just special ed staff but gen ed teachers and deans and administrators who are often dealing with individuals with fasd when it comes to discipline i sent you all the information you have the statistics the facts you have the links to the academic journals that's the reality the only new information is that it's mental health awareness month and i'll remind you that over 90 percent of those with fasd have co-occurring mental health issues and their suicidal ideation rates and attempts are higher in that population btw it's also national foster care month and if you want i can send you the recent 250 page report from hhs and cdc about fasd in the child welfare system i'm certain we have foster and adopted children in this district so i've asked for a reply i haven't seen received one this far um if we look at the prevalence rates we know that we could be better meeting the needs of 850 to 1700 students in this district my energy needs to go to other places who wanted me to present legislators who are interested in getting in on this so my question to you is what can i do to help you guys move on this and what are we going to do as a district thank you hi michelle how are you thank you i will say that i have read your email it was full of an incredible amount no and i'm very very cool in there is definitely promoting her with it um i'm actually meeting with miss underwood in the coming couple in a couple of weeks so i look forward to sharing that information with her um and i'm also looking to get more involved please thank her so i will definitely be doing that and i want to reach out to you when i have a moment so we can sit down like i told you i was a little overwhelmed perspective it's more of the administration that i know can address your questions but i just want you to know that it is something that i do care about for your constant advocacy um truly it is it is it is um it's nice to see and that you care and that you continue to push so thank you [Applause] oh i will absolutely reach out and thank her so um i tend to babble so i'll leave that short and sweet and yeah i will echo that as well i would love to sit down and meet one-on-one as well i don't know if i reach out as far as how do we do the awareness month um the training uh this might be actually uh maybe you theresa maybe youth faith i don't know um because i would be i mean i'm for any awareness um particularly something of problems so sure and we had spoken uh briefly uh right after the border me and then i had if we played phone tag a little bit it is on our agenda to talk about it at cabinet and light a little bit bigger but the things toward next year as we get toward the end of may here we're really working on ending this school year um and building that so we will get back to you lisa williams my name is lisa williams i have two kids in the district currently i am going to touch on or ask questions about school safety uh there was an incident that occurred at oswego high school last week involving my daughter um i don't want to go into that little background to know why my concerns have come to light um she was sitting at a lunch table minding her own business another student was at the lunch period that should not have been in the lunch period to begin with attacked her for no apparent reason after the incident occurred i was notified by the school as well as my daughter i requested to see the video from the lunchroom to see what happened and unfortunately i was told that the video was complete garbage and i couldn't make out anything from the video or anyone in the video and i asked if that was because of the amount of students kind of they just couldn't tell and i was told by three different people that the camera isn't working it needs to be updated or replaced and hey they have been requesting this for well over a year at the very least if not more so as this incident went on they are now relying on kids cell phone video recordings of what happened after the initial contact my first concern is you're using kids videos that they're not supposed to be doing they get in trouble for recording and now we're using those properly in the videos so um i don't know how many kids will give their videos willingly if they're known to get in trouble for this behavior luckily one student did give up the video it does not catch that initial act so we don't have that on video to hold this student responsible that was did the aggressive behavior um the next day there was more attacks on her uh social media everything as usual so she went in and filled out an incident report this time the incident occurred in the hallway and it was caught on camera so i was thankful but then i did question okay so this camera is working why not the launcher well that hallway camera works but other hallway cameras are in the same boat they are not up to date and they aren't catching certain things and again when a fight starts between two kids and you see this verbal altercation people start filming when it comes out of the blue no one gets that initial what happened at the beginning you're only getting the result of the rest of it so um i asked why again heard from other two other people need upgrading or they need to be replaced because they are not reliable this is a basic safety issue and i appreciate all the safety protocols we go through for coping and everything else i had no idea that sending my kid to school i had to question whether we had basic technology i think in this day and age that you would see a video and a good video of what's happening in our schools in the hallways in the lunchroom where a lot of stuff like this takes place so my question is what are we going to do about that has it been heard i don't know i've been told by the school people that they're requesting it i want to know if it's actually been heard and if we're working on this and you know um what happens if there's no video or witnesses in a situation and a child doesn't take responsibility or get blamed accordingly like they should or get held responsible another problem i had when this occurred on the very day because um i had trouble getting a video or viewing a video i sent in an f-o-i-a form on 5-11 i checked um in today because i would have liked to have that for tonight and i was told that they never received anything i said i emailed it i have a sent email receipt and then she said oh yeah and i'm not gonna name names because i'm not here to get specific people i just wanna address generally what can we do um that she remembers something there was no name attached to it which i find hard to believe because if you look at the form i had to sign it i had to put all my information in it so she couldn't make anything out or couldn't attach it to anyone so she just deleted my request so now i request it again today and um i received an email back saying we received a request back as of 5 19.

president and phil here nolan here here gorman here uh just a reminder if you want to do public comments fill out a green form and bring it up here if you would need um motion in second to approve tonight's agenda second a thief yes brock yes yes nolan yes yes ray i'm sorry gorman yes uh rejoice in reciting the pledge of allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice good to thank everyone who came out in person and then those watching at home welcome thank you we have some administrators here tonight for some reports uh uh matt newquest with the middle school matt hogg with the middle school will be presenting later on on middle school handbook changes and we have director polloway with us discuss capital projects have public comment now we have one public comment uh leanne larson just press the button on the mic there you go thank you thank you i'm on um i came because of what i've heard about seesaw closing i was really shocked when i heard that because um three of our four sons went to seesaw one went just as a preschool student for two years until he started um kindergarten hbt and then our twins who are juniors now um came here two days came to see saw two days a week full time when i went back to work um part-time work and i just saw seesaw such a wonderful resource the people were fantastic they were teaching the kids things i mean i think it really prepared them for kindergarten really well and i don't know the whole story here i've only i had first heard that they were closing because someone was looking for another um daycare center and i thought oh well maybe they're retiring you know it's just they've been at it a long time and then i've heard on facebook that it was more an issue you know with the district offices needing more space and i thought wow um where are people going to go out here i mean we're we're out here quite a ways and it's such a fantastic resource to have this here in these people i mean they're here until six o'clock at night and you know the kids can come after school and come before school they're you know they've got babies here i can only imagine what they went through during covid you know to mask these little kids and i mean it's just it's part of our community and um i just was really shocked i thought well if they need more office space i mean a lot of private businesses people are working from home i have several friends that they work from home practically full time so if there's more administrative positions you know is that being considered but again i'm not i don't i don't know the rest of the story and i've asked before when i've spoken if the the district could possibly communicate to the community some of these issues you know more proactively so that we hear about all the facts that we we know what the situation is before we just see it on facebook um that would be helpful to everyone but i think community input would be really crucial also you know we get these emails about any other issue that comes up that everybody can get this email glass so i know there's ways that you can communicate with all of us and you know some surveys or something i think would be very welcome because people want to be heard and um i just was really surprised that it might be that they're being pushed out for more office space it just didn't make sense these are our families in our district these are kids are going to go to not all of them they're from hampshire and other communities but a lot of these kids are going to go through these schools and the hardship on the parents that a lot of parents have to work and there's not a lot of options out here and um especially right on the the eve of our tax bills being due you know it's kind of a slap in the face i think for some of these parents to be scrambling around for daycare my opinion so i just wanted to say that i have a prior commitment tonight so i'm only going to stay for a few minutes i'll duck out early but um again thank you to all of you you're all part of our community too and um i know so many people here that care about um the whole community you know and and all the the needs of it so we'd really like to have a voice in it and and be able to be heard the other thing just i i thought about this the other day um there's no way that we can ask questions we can come here and we can make our comments for three minutes and then it's and you're done and um it'd be really great if each person would be allowed one question and i know you guys aren't necessarily set up to offer facts and figures on the fly i don't like putting people on the spot but be really great if someone could come up and say i have a question about this and just ask the question you guys do what you could and then i know i've had comments before and esther or dr stern you've followed up with me you know and it's been great but some questions that we could ask to you in this this setting would be really helpful for people and just tell you get one question and you know if it can't be answered you know it needs more but i think a lot of things people would like to just hear you know even a brief response so it's my two cents for tonight thanks all for thanks all to all of you for serving really appreciate it thank you thanks thank you another public comment uh rachel hi good evening um i just wanted to talk about uh the curriculum i was doing some research on the district website for 301 and there's not a whole lot for parents in regards to what and like entails the curriculum the only thing that's on there is uh the common core stuff which only addresses like math and reading and language arts it doesn't address any of the other things that are taught in school um i did meet with the curriculum one of the curriculum directors on she told me that you guys were developing or working with a system called embark that will give parents more resources to know what's being taught in school because i just feel it's hard as a parent there's no school books anymore textbook type things that come home there's very few pages that come home so i just feel that we're not really getting a complete picture of what these kids are what our children are being taught in the classroom other than if you know my child comes home and she's she or he is online and i'm standing behind them looking at what they're doing there just doesn't seem to be the resources that i feel as a parent um are needed in order to know what's going on in the classroom so i just she told me the embark program wasn't going to be ready for like a year or two and it seems like a very long time to wait to know what's going on in school and to i know there's all these mandates there's always a new mandate um about what's being taught in school or what you can do or what you can't do and i just feel as a parent it's just very hard to navigate through that and to know what your obligations are um and i know some of them are like there's a scope you know like you you have to do a certain requirement and it's only like you can fear this way or that way there's kind of a broad thing um so i just had some concerns about that and i just wanted to encourage and like ask if maybe there's any way we could get that program sooner or if there's something more that can be on the website so parents have more of an idea of what is going on because it's very vague i just feel like the curriculum base is very vague and i know teachers can't give you all things all the time but i would just like a little bit more information so i can do my job better as a parent knowing what these kids are going to be taught at school and then i can back that up at home or redirect at home if i feel appropriate so thank you thanks thank you thank you all right move on to action reports uh we need a motion second to discuss and improve the consent agenda no he's louder [Laughter] i resemble that remark revenue expenditures are in your report revenues are currently at 47.87 percent compared to 52.47 a year ago expenditures are at 60.41 compared to 60.84 a year ago this month district impact fees came in at 271 thousand three dollars 52 cents for 30 home starts our total impact fees for the year are 1.5 million dollars which puts us over our million dollar budget we've had 470 new home starts in the last two years which shows you the need or the reasons and stuff that we need extra classrooms cafeteria spaces mobiles boundary shifts district office expansion future additions to schools and maybe even a new school right now the surplus is going into our capital projects funds to offset all of our future school construction projects no transition fees were received this month and currently we're under budget with our transition fees bills payable report for central's normal northern cain is a little bit light this month because of the timing of balancing out the schools none of the schools got their reports in on time [Music] the next fact on your list the usda authorized some funding to help assist with supply chain challenges with food service meals so we did qualify and we did apply for it for the relief funds we received eighty one thousand seven hundred eighty nine dollars this year already um so it's going to be used to offset um food and certain supplies there's not very many supplies that it covers but it covers like non-processed foods the milks the grains your fruits and veggies it can't be on pizza fries chicken nuggets anything is processed it doesn't qualify so we think that's good so we have to we have to keep track of it and we'll use it no problem the next big thing our current bus supplier midwest transit received a cancellation letter for lots of buses we were one of the schools that was affected with that and there was a 5 000 increase per bus if you wanted to place an order to to try to get back on the list our 83 passenger buses that we were excited about were not being manufactured this year so they're going to give us 78 passenger buses which is still bigger than our 72 so we can still try a little bit bigger nine of our 28 buses were cancelled luckily we were trading at eight so we were able to negotiate an extension of our current lease and we ended up going with a two-year lease because i don't think it's going to fix in the next year so we extended our lease for two years on those eight buses and then we did have to buy one extra bus and then our two wheelchair buses we had to to buy with that increase and because we don't buy them outright the the lease is we do a two-year lease they're able to midwest transit was able to eat some of that lease cost they did it with us and some other schools that i've talked to so um it won't be a huge impact on our our budget for for next year are we concerned about the eight buses in two more years and maintenance like you know what does that look like potentially because that's why we always do our two or three years or whatever it is good question we did look into that um so the mileage then if the small buses have um 20 000 miles on them they extended it to 60 so you'd have that extra 20 000 um we may be on you know for tires and and more oil changes and stuff like that um that we can manage i would look yes for the nine buses it's worth it they're not having no buses and director was going to look at the routing in some of the buses that were in shorter routes flipping those around yes so she can take some of the buses that have higher mileage and put it on a shorter route to kind of keep the miles which they do anyway but she can do that a little bit more so um so i gave you the letter of the collins that's the manufacturer that had canceled i don't know how many orders but i it's just a crazy world out there and then the last thing was just some positive news that back in july when we locked in our three-year contract for natural gas obviously we jumped on that before who knew the energy market crisis our energy market would double in price so currently based on our therms that we use we we're going to save about 185 000 in natural gas this year so we've locked into that price for the next two years as well so i'm hoping to see the same kind of savings so that was some good news yes next we need a motion and second to approve student attendance uh boundary shift for hbt so moved second we really don't have any update we did communicate with the hundred-plus families that we're going to shift to 100 students not that many families via district email we've not really received too many uh concerns a couple parents i've talked to specifically and we've kind of adjusted ways that we can manage their concern so at this point in time i feel like it would be a good move to go ahead and make that approval so that we can move forward with some of our staffing needs that we have uh currently yeah and the total was 108 kiddos yes give or take with that projected kindergarten group you don't know what it's going to be presumably i was at pv on friday um and chatted with them i mean they were you know already talking about how they can be creative with their students as we talked about with rachel you know after you know open session last week and she and i have spoken outside of that about you know kind of what that looks like and i know you guys meeting you and our new principal i'm sure we already have some of that done we'll uh we'll work diligently to make sure we can cluster some of these kids to minimize the social emotional impact especially for our older kids our orphans like my girls that are fourth graders going to fifth graders have their one year kind of with without them and then they get to go back with their peers at least you know in sixth grade which is great for just for my kids age group for the ones that we know yeah our goal for all the fourth graders going into fifth grade would be to cluster them with at least a couple students to try to keep them and i think there's like 16 or 18 of them like it's a good amount it was almost the whole class not that we do that anyway to be very clear but i think there you you've spread them out among all four classes and have three four five kids each one so all right hempfield yes nolan yes yes yes bulk yes garment yes next week motion in a second to discuss and approve the annual fuel bid second field bid specs were sent out to 12 companies four companies um return formal bids um al warren company al warren oil company came in with the lowest responsible bid um they were all i mean if you look at the results in your packet they were like within 1300 bucks i mean it was basically was a wash but it was they were just that much cheaper the budget for next year is going to increase tremendously based on this so when i was looking at it it's it's gonna probably be double so we'll we'll see how that goes but this year just as a reference we budgeted 330 000 and we've already spent 350.

excuse me uh item of gratuity from the school corporation i'll wait till everybody goes i'll be last our first one this evening is tim bannon tim has been an asset to the business department says his arrival at lc he's been a huge resource to many teachers always willing to help a hand and offer a kind word he greeted students daily with a smile and a hello and taught them the tools needed for good business etiquette students always had great things to say about him and his class especially his look into the future project he goes above and beyond as a teacher helping his students succeed by praising encouraging and gently pushing when needed he's kind compassionate and has been a driving force in the success of the business department tim has earned the respect of students and staff by the way he conducts himself and his classes he will be greatly missed but we wish him well in retirement tim bannon ron frederick ryan has served the lake central community for 23 years as an educator and 19 years as the varsity girls track and field coach these titles however are hardly a match for the lasting impact he's had on our lake central family he served as lake central high school's english department chair successfully leading one of the largest departments at the high school ron's high standards and love of literature strengthened his deep commitment to not only his department but also his classroom his honors and ap level students maintain an unrivaled respect for mr frederick a respect that's built been built on the relationships and rapport that he fostered in the classroom in his 19 years as track and field head coach he has a career record of one thousand seven to thirty one [Applause] eighteen ihsaa section champions 11 regional championships 15 doc regular season champions 11 undefeated regular seasons and a 64 meet doc winning streak he has been a seven times northwest indiana post-tribune girls track and field coach 10 times coach of the year 14-time association of track and field coaches and a three-time indiana coach of girls sports district one coach of the year ron frederick dede logan didi is retiring after 33 and a half years in education her teaching careers included three years in louisiana one year in a chicago catholic school 18 years teaching grades one two and three for lake central before accepting her first principal position in 2005 at berger elementary in griffith she came back to us in 2009 when she was hired as principal of bibbidge elementary since that time she has brought insight organization inspiration joy contagious laughter and a presence that's much more of a friend than a colleague to some elementary administration team she's well respected by our corporation and loved by anyone who has the pleasure to know her dede and her husband phil are excited to finally move to their retirement home in crawfordville florida with their daughter sarah she has not given me the address i have worked with dede in two school systems and i can attest she's an unbelievable principal and an even better friend didi logan [Applause] tom clark tom this was written by ed beck i remember when wgn came to do a special on tom in regards to the veterans project that he and his students have been working on since he first came to lake central schools one of tom's current students said mr clark is real he's not putting on an act for the cameras his enthusiasm is here every day and it's obvious that he loves his job i found this bringing me back to 1989 when i was in mr clark's class when i remember that very same enthusiasm i know he's won some very prestigious awards and he's had the opportunity to meet some very influential people but what i and many of his students will remember most about tom is his passion for the content and his dedication to the capabilities of his students his veterans project basically started with a group of kids and some quarters calling washington dc from the pay phone remember those in the school lobby to get information about veterans from lake central high school the determination of these students and tom's commitment to the project led to a museum constructed in cherryville that showcases our local veterans and what they did for all of us i know that like central high school will miss all the things that tom brought to us i also know he and marsha will be having a lot of fun traveling around the country i wish them the best as they move on to their next adventure tom clark kathy maycek it has been truly a pleasure to have kathy as a member of the protzman staff she has been a staple here for 17 years she started as a lunchroom aide in august of 05 then a paraprofessional in january of 08.

eighteen hundred hours so i meet my silence my mobile device and welcome to us all for the finance subcommittee meeting i believe we have a quorum in attendance and john and eddie are going to give us an update where we stand financially as at the end of april and we can also have a few other little discussions mr spang please thank you okay thank you i think we'd like to talk about the monthly report first so i think i'll turn dead for that part okay thank you john thank you al thank you everyone i'm going to share my screen here basically it's basically the packet we uh emailed everyone you folks mind if i eat my dinner while i'm watching did you bring some for everybody of course michelle is that you that's the zoom user i just want to verify it is kate thank you so much thank you thank you ed you're muted still can you hear me now yes do you see my screen on the share screen yes thank good um so we're we have come to the end of april so this is our monthly end of april report we've completed eight of our ten school months which brings about 73 percent of our year-to-date budget has been expended um our little monthly little box in here basically breaks down our original budget as of july 1 of 2021 of 139 585 uh what we've expended 101 million 397 what's encumbrant and our reserve of 2.443 which is included in that 139 585 also i left the sr3 carry forward which we've discussed the last few months after all of that we have an unencumbered balance as of april thirtieth of a hundred and fifty six thousand seven hundred dollars here quick on the narrative um we continue to forecast throughout the year we have six weeks left throughout the school year the major budget line items we're looking at are our health insurance claims transportation utilities and substitute lines very similar to uh last month when we kind of or the last two months when we went in and we looked at those line items budget line items that some of them were in the negative some of them in the positive um the team and i we did a great job we cleaned those up on the general fund on the grand side it's a little different because grants you can't just move uh budget lines from one grand to the next there are a few uh for example priority grant uh priority district grant you can move into alliance which we did and remove some individuals in there um there are some there are two grants that are in a negative right now which i want to point out which is the the medicaid which is showing a negative of 170 172 580 and 52 cents um that's basically we receive quarterly payments but we booked them in the bills once the bills come in or the payments come in we apply it to what we've booked in our books so um once the state gives us our money that 172 clearly goes down we just get it every quarter um so by the end of june 30th we should see that zero out the second one is the magnet school grant is that a grant 130 and i'll scroll down after i finish my narrative just so you guys can see what i'm talking about um right now it's a negative 256 thousand six hundred thirty two dollars and seventy cents um but the magnet school tuition grant uh grant 131 is showing a positive of 253 so once those two offset it'll leave a little balance of about thirty three hundred dollars which usually uh in the past the general fund covers and also throughout the grants we've been identifying any staff members that might have been in the general fund that should have been in the grants and vice versa so we've moved some staff members in there i'm going to go scroll down to the next page which is our our general fund and our grant summary breakdown page very similar up top is our general fund summary report which i just broke down it breaks it into our 5100 line which is our salaries 52 is our uh our health insurance benefit line um 5300 is the purchase professional services 5400 is purchased property services 55 is other purchase services 56 is supplies 57 is program improvements and then 5700 lines are dues fees and staff development so as you see this is what was budgeted 139 585 that's what our budget was for this fiscal year 22 what we've expended what's encumbered and what is left as of april 30th that 156 700 but that's unencumbered that's anything throughout the you know if we have to um if there's any facilities things that pop up or any last-minute things you know there's graduations there's certain things throughout the next six weeks as we come to an end for the school years that you know that money will um clearly that 156 will be used the next tab is your grant fund summary report that a budget amount of 78 million dollars in grants includes our big esser grants and those are the ones that are two years in three years what we've expended year to date what's encumbered and what's uh the balance is is 33 million but remember some of those grants are more than two or three years so we'll be using it if not this year the following year and then the next four five or six pages are basically a breakdown of each line item as i mentioned in the top summaries um as you can see here and i'll go slowly so if there's any questions please stop me um [Music] sorry about that so the first page is really our salary lines you'll see some areas where there's positive amounts those are vacancies we haven't covered um so that's why you'll see for example you know the supervisor director line 69 000 you know teach regular teachers you know there's uh we have vacancies in certain areas safety advocate very similar 27 000.

minutes your name and uh where you live please i think yeah yeah i think he's gonna go first and then that's okay sorry about that go ahead okay all right hi everyone so hi i'm chris salaturo i teach sociology here at stevenson i live in arlington heights um i sent you all my letter of resignation about a month ago and uh that letter is scheduled to be approved later tonight so i came here tonight to kind of provide some closure for my time here at shs and leave you all with some direction for the future first i want to say thank you to the board for the tremendous opportunity that i've had working here it has been a tremendous opportunity and one that i could only have dreamed of so many years ago and working here district 125 has allowed me to grow as a teacher and rise to the top of my profession and especially my subject area i'm so grateful and proud of what i've been able to accomplish for more than 15 years i was selected for senior awards night as a teacher who made a difference in students lives i've earned three ambassador awards from the board my student voice survey data has been higher than stevenson's average uh consistently i've appreciated the ways that the district has helped me thrive in my discipline i became the um assistant high school uh representative for the american sociological association one of only two teachers in the country to be on that advisory board i was a co-author on the national standards i co-authored the c3 common core standards for sociology and i was a pioneer of the loyola dual credit program i even got my justice of the peace license and married two of my students who had met in my class 10 years later they ended up getting married and they asked me to be the officiant so needless to say it's been an amazing time and i really appreciate all that however the last several years have been incredibly stressful and so much so that i've decided to resign and the reason that it's been so stressful is this proficiency grace baiting system known as ebr that stevenson has implemented and i think it's incredibly dysfunctional and i wanted to speak to you all tonight quickly and let you all know that dozens of my colleagues and students all feel the same as my letter indicates to you and i know i submitted a letter this morning and i i pared it down so that i would just be hopefully under three minutes i'll be quick i'm not going to read the whole letter but so you have details but as my letter indicates i've tried over the years to address this dysfunction right and there's just a few things i would like to highlight so first this evidence-based grading is confusing and contradictory because students don't know what the expectations are so for example some teachers grade on trend and other teachers grade on the overall mode and those who use trend define trend differently a trend could be one for most recent a trend could be the one most recent grade or it could be two or three most recent grades it varies some teachers grade skills like reading and writing other teachers use categories like homework and and tests some teachers are told that they can grade homework and other teachers are told that they can't grade homework that it shouldn't be part of the student's grade some teachers allow students to make up work at any time during the semester while other teachers set dates limiting when work can be made up and they use that to affect the student's grade some teachers have a grading system that moves with the most recent grades so like you have so many grades at the beginning and then as the semester goes the grade moves but other teachers use the entire semester body of work in short it's a dizzying array of practices and what it does is it creates confusion among students as they move from class to class students will thrive with predictability and stability and this grading system is anything but that ebr is also frustratingly opaque in the end what students really care about is what they need to go to college and that's grades but ebr sort of keeps their grade mysterious until the end of the semester one student said she turned in one thing towards the end of the semester and her grade went from an a to a d and she was like you know shocked and surprised and and it's difficult and i've developed a rapport with students so they come to me and they say help me i don't know how to do this and this is another class it might be math or it might be physics or it might be whatever it is um and so i promised students i would speak out i promised i would tell their story because many of them said they feel afraid um students feel that um ebr sometimes is unfair for the kids that do turn things in on time and that do their best they're competing with the same kids to go to the same colleges and some kids will turn things in two weeks later and get the same grade even though it's two weeks late or some kids will try multiple three four attempts on something finally get an a and they're all getting a's but the students that did it right the first time feel like it's it's not fair that that they're all getting the same grade and then lastly the last thing is just that ebr is an obstacle to helping kids because parents have trouble figuring out what it is if i ask students do your parents look at your grades they say yes but they don't know they can't make sense of it they don't know how it's graded and then student services has trouble looking at grades like counselors and social workers and targeted tutors all look at the gradebook to try and help kids and they can't figure out like the array of things i mentioned earlier each teacher has but you can't tell that from looking at a grade book so they don't know how to help kids so um i just want to close i want to say thank you again for i appreciate so much the opportunity you've given me i've thrived i hope you appreciate everything i've given to you guys but please don't let this issue fall by the wayside um if you have an honest and safe conversation with teachers students and parents i think you'll find dozens and dozens if not hundreds that that all agree that like this is stressful and confusing and they would like to see some type of change but thank you all very much thank you appreciate it thank you thank you so chris let me just say a couple of things first of all thank you for your comments um we do appreciate them and we'll talk about them i also want to thank you for your time here at stevenson i know that you've worked real hard and we appreciate everything that you've done for the school so i want to thank you for the board thank you thank you i think that's funny i'm actually here because of that man and i never met him before my name is melanie gorrell i live in buffalo grove g-u-r-e-l thank you um this issue of mr salaturo's resignation is kind of being discussed and shattered a lot on several facebook groups twitter this is how it came to my attention and i'd like to read the following over time the social construction of white people have changed spelled c-h-n-a-g-e-d back then t-h-a-n the definition of who they considered white was the colonists that came to american and started a life here the people who immigrated here even though they have the same colored skin they weren't considered white still because they weren't from american now the definition of white is so much broad in comparison with asian people spelled incorrectly a while ago we would just refer to them as one big ethnicity but over time they have gotten broader and now we call them asian or japanese not capitalized about j-a-p-a-n-e-s period lower case and there's also so s-o-o-o many more races to be referred to in china just like being white the diffident i think they mean definition of it was very specific and not a lot of people was considering them as white but now a lot more people even people that lived in other countries called themselves white for white people we never got discriminated against i think they actually spelled that one right but for example african a-f-e-r-i-c-a-n american people just because they don't look like us we have stenotypes that they are always in the wrong and always doing something bad like crimes or drugs i have no idea what this is about according to mr salaturu this is in a college credit honors class at this school but because it's social studies it can't be graded on punctuation grammar spelling only on content and i can't even figure out what the content is that i'm supposed to be reading i don't know why this isn't a problem to some people but i think it's really a problem and this evidence-based grading that he's talking about i want a teacher like this to stay at stevenson i'm a tax paying parent i have a freshman in the school now he's got a few more years here this this piece of garbage that was turned in two weeks late and he can't grade it based on punctuality is is an example of failure i'm sorry my third grader knows better grammar than this person who wrote this besides the issue of this which is infuriating i wanted to ask the board and know if the public will have some transparency as you appoint two board members one of which was elected in the last election it was a very difficult campaign for the two ladies who fought to get in here the results were pretty close i'm not sure but maybe one of those ladies has put in an application i know a couple of other people have and i just want to know if there's going to be some transparency that when you do make the appointments the public will be told how many candidates applied and how you reached your decision to pick them thank you thank you very much thank you okay thank you for your comments uh we and you probably know this if you've seen other board meetings we don't respond to comments and meetings but someone will get back to you and talk to you okay any other public comments okay now we get to nicholas's last right um i'm i'm sorry i didn't hear you said her name so quickly okay i um to stevenson and i was like this is completely different um [Music] [Applause] so as most of you probably know this is the first year um okay so the first thing um um so the first two events i wanted to talk about was senior carnival as well as the senior sunrise so both of these were sponsored by our lovely ppa and i think the senior sunrise was super sentimental for everyone i was kind of sad a little bit late um but it was definitely great to see all my friends you might have to explain the dogs a little more because i don't know why signing a dog seems like a very strange thing to don't know just for do but um they gave us a little toy dog um and everyone had to record sharpies and just write your name whatever else kids loved it is awesome yeah it's every year i signed some seniors last um and then i think my favorite part of senior sunrise was there was a little bulletin with a map on it yes i unfortunately was on bus 18 so i was stuck at the prom table until about 10 but that's all good i think it was really great the food was really good um um culture and i've been really close with all the underclassmen this year so it's really great to kind of recap since we're moving on to the postseason right now the section was this weekend so it would be a great tip to have this season with my coaches as well and then spring fling uh that's coming up this friday and i know the springtime teams have been working really really hard i think the rest of student council's really kind of slowed down but for the assembly and spring fling team they've been working really hard every single day to get that ready for a bunch of students and i know we have um lots of teams lots of teams signed up really early this year which is kind of different from last year because last year springfield was our first in-person event um except for freshmen i guess um it was really nice to have these last couple of two weeks to decompress when you're not taking the testing i actually really liked the schedule hours and um chilling for four periods afterwards was nice and i like to say it went off without a hitch but um full disclosure on several occasions mr gobble saw me walk into the sports center at 8 30 stroll in with starbucks in my hand without my apid labels it was all good for micro or macro actually sign up for micro that's another story i found on sunday the tesla's this is it's a round of applause tournament for allied soccer between warren brown stevenson and london and there will be an after party in the sports center with carnival games house food and his free countries for allied soccer and the next thing was polish fest so my friend izzy is actually president and polish club so she got all of our friends to go it was really fun but when i went to pick up my car from then last um is homework for heroes so this is um the third time the students helping soldiers has collaborated with the athletic department this year they did one with football which was touchdowns for troops i think and then military appreciation day and also some like and stuff like that so that was really great to see um yep and we really enjoyed having this past year it's been really great i know i gave my speech a little bit last time because i wasn't sure so much thank you so much alex you've got she's got big shoes to fill yeah i remember you said that after kayla walked out for the last time it was true and you did it we really do appreciate you did it well professionally with a sense of humor that that was really pleasant and made it really enjoyable but it was incredibly informative and gave us a very good sense of what was going on in school from a student's perspective so we definitely appreciate what you've done this past year um and so we wish you all the best in the future stop by anytime you want and make sure you tell alex all your secrets so that she can continue i'll be here okay see you in two weeks graduation graduation well then we'll see you in two weeks in three days take care of you guys thank thank you playing well this weekend thanks guys all right so much fun to recognize our students um always a fun meeting um and next month uh although we'll be back in the little house uh we have our math team won a state championship badminton won a state championship and who knows okay um moving right along um mark um i'm not sure if you have anything to share but we're presenting tonight um the board of education our letters of intent for the 23-24 school year you reviewed these last month as a first reading we talked about them briefly tonight we're presenting them to you for your approval can you have a motion first and second any uh discussion or questions for dr twaddell would you pull the board please no i agua all right gorson aye moons i shang no iceberg all right frost hi carrie's six to nothing okay the next item is our approval of an intergovernmental agreement for the sharing of student data for educational study um if if you recall right i think literally the month before the pandemic uh we were tying up some of our loose ends regarding our intergovernmental agreements with our feeder districts trying to make sure that we can pass data between the districts um in a way that meets all of our legal requirements so carol's been working really hard to finish that project up uh district 79 and district 103 signed those intergovernmental agreements had those boards approve them tonight they're being presented to you for your approval again with district 79 in district 103.

today is may 16. 5 19 hasn't occurred yet and they give five business days to get a copy of this video so i don't know if we're pre-dating or why that date was given to me but i'm also wondering um when i will copy that video or someone acknowledge how that system works freedom of information act this is my husband what's that this is my husband who was out of town during the incident last week but wanted to show support for me okay yeah good thank you i appreciate you both coming up so my name is john petsky i'm the chief finance officer but i work with buildings and grounds and uh we're actually meeting um with my director of buildings and grounds is meeting with the schools to do uh kind of a technology video audit to see out of the of our schools are there cameras that are not working because they're out of date or because the network lines are not working so we're auditing that and making sure that our technology is is uh capturing what it's supposed to as well as adding cameras to where they need to be so i'll follow up with him on that and find out at ohs what cameras are out and need to be addressed can definitely do that um and then for the foia that's actually um to foia the videotape because it has the video actually has a lot of other students in it so it's not something that we would give out through a freedom of information act request because of the privacy rights of all the other students and people in the building but uh if you contact the principal we can see about you know what student what specific incident you're looking for and we can uh we can at least approach it from there so the school can see what video footage we have and if what you're looking for is on that as well yeah so okay okay dr petzke our question for you then is when was the last time if any did we have an audit regarding our cameras you know what i'll have to ask that i'm not sure when the last time we had an audit was um but i can look into that certainly now part of that answer that question is when the camera goes out or a piece of technology goes out a work order may be placed for it that's what should happen and uh i'm sorry to hear what happened to you was your son or your daughter daughter to your daughter i i'm sorry to hear that um and we have hundreds of cameras throughout the school district you know i remember you know 10 years when we started i started here we we had barely any cameras you know no buzzer systems no raptor system the uh different security measures that we have put in over the last 10 years have been have been expensive and we do we and we we do look at the updates as dr pesky was just uh mentioning but that tomorrow i will check to see if there are there has been any work orders and we'll check we'll check that camera it's like any other piece of technology um it can go out and you know it may take a little bit of time to get the pieces and the parts in if kids find out cameras aren't working i'm afraid of the free-for-all it could become as well called us safety big concerns thank you thank you lisa i just wanted to thank both of you mr mrs williams for coming tonight and bringing this to our attention um one of the board um focuses is safe and inclusive schools safe being making sure that our kids can get from class to class so um we will i will as a board member follow up to make sure that that that happens as well and thank you for coming tonight and sharing with us what's going on with your daughter thank you yes i did i i deal with that as well and also dr sprawling can i ask that whatever the results of the audit are that they be added to our comprehensive facilities plan um going forward thank you thank you hello my name is robin cook and i am a parent of a child attending oswego high thank you for allowing me to participate in an open session dialogue question and answers here to discuss fasd as an adoptive parent of a child with fasd i have learned that fasd children need to be celebrated fasd children need to be supported not hidden or ignored due to their disability fasd is a hidden disability and a medical condition fasd is more prevalent than autism or down syndrome what training and practices will fsd 308 put in place to support fasd children agenda for uh myself myself and uh mrs comutus to talk about actually this week so it is it is already on that agenda and i apologize i don't have any more of an answer for you tonight regarding that thank you michelle mcbridey hello shellman ferdi some of you recognized me from the january um we talked a lot this year in the teaching and learning committee about the deficits in learning that are happening here in district 308.

so it is affecting this year's budget already just having the gas prices be higher so we'll see is there any claws is it for being locked in at this price through the remaining or do they have outs um so with our bids we always kind of do what their markup is over the market price so if it goes down and the market their bid price is like 12 cents that's what it is okay so it can fluctuate correct yes crossing fingers no one yes yes a thief yes yes and phil yes gorman yes the next emotion and second are required to discuss and approve the annual paper bid second um so copy paper bids were sent out to eight suppliers three came back with responses only one came back with a complete bid all three of them came back with terms and conditions due to paper shortages and there are no guaranteed dates so basically all of them said that they can't guarantee that the delivery will be on time contract paper group was the one that came with the complete bid their total bid came in at fifty four thousand four hundred and eighty two dollars [Music] they uh they did say which is included in your board packet um that they can't do they can't guarantee the delivery dates but right now it's from eight to twelve weeks of the order date um quill came in with a bid not on white paper which is what we need so um they only bid the pastel paper and then their prices were subject to change within 30 day notice so any 30 days they can stay up it's going to go up and you're just stuck with it and then midland paper didn't do anything they didn't bid at all they just sent a letter stating that they're not able to for all the same reasons you could order three three months at one time and through their state of illinois master paper contract and so looking at the price of that contract it's actually higher than what contract paper was able to give us so i think everybody every school district is going to probably go to the state contract because everyone's desperate so i'd be fearful that we wouldn't get it even if it was cheaper um so we're basically recommending that we accept contract papers group um and looking at when we placed our order almost every school but one has a surplus of paper so it would definitely get them through at least probably december we can shift some paper over to the school that is is light so my recommendation would be to place the order now so we can have it by december when we really do need it did we see anything significantly different between 1819 which is our last full year and now we're using more digital resources that require less paper did we was there anything substantively different did we see more paper use this year unexpectedly in some buildings in some buildings yes yes and is that something that as administration would give feedback on you know as far as one of the things we're talking about with uh brian tobin some some districts actually limited amount of paper that an employee can use we've not gone there yet but if we continue kind of using your key fob and they get so many um that may be something we want to consider especially as we look at you know making sure that we have enough paper for all teachers minimizing what a teacher might be able to use to ensure that we have enough paper for all teachers to have access to those resources uh so it is something that we're still having conversation about but have not made a determination i mean even something is simple for me the amount of paper that comes home and one daughter who brings home everything another one who just put some recyclemen in the classroom so i don't know what comes out from her so but there's so many single-sided things when they're getting so many things in the same day why is it not getting double-sided right to use i mean even something simple like that that you know some of it absolutely is of course but there's still a lot of single-sided sheets especially k5 we're talking here we're actually doing those kinds of worksheets but you know hopefully we can provide some sort of support and creative paper minimizing solutions my guess is why it's not double sidedness they could be instructing it at different times and so to have a kid track it and keep track of it and you know get shoved in their desk or wherever it's probably a management nightmare so that never happened with my children just kidding so they're probably everything i'm sure they have the people trying to have a kid keep track of that yeah that would be my guess and then on the paper recap sheet it shows you the amount um contract papers in the first column and kind of what some of the other ones would be but then in the far right column i kind of showed what the award was for last year and the price difference over kate for the case compared to last year so you can see that the prices um average 60 increase on copy paper prices so it it went up tremendously too so are they putting chips in paper now is that what the problem is they're microchips in the paper it's like everything else yeah supply chain shortages um you know not being able to get buses fuel prices going sky high from energy prices even then our ability to receive paper yeah next year will be toner right it's always something yes anfield yes nolan yes gorman yes i move the the temporary secretary lisa algoman shall not be re re-employed for the 2022-23 school year as her temporary employment will be concluded so moved got the motion yeah right second so um again just like we have our reduction the temporary um resolution we bring forward for our teaching staff this is for the support staff uh we have a temporary secretary this year we brought in later due to some of those covet guidelines that had changed mid-september i'm sorry mid-spring and so we had brought some to assist us one is already resigned we still have one left and so as to not keep her on permanently with a temporary position for this school year we're just asking for the resolution to go ahead and release her at this point in time and if we need to look at that for next year we go back to rehire all right a thief yes frog yes hemphill yes nolan yes yes dormant yes ocean second required to discuss and approve er cassella and company as our external auditor through 2024 i'm in your board packet you have a recommendation to renew for a three-year period in the packet you'll have the actual letter that came straight from eder casella we negotiated down to a five percent increase each year same thing everything's being affected they came a lot higher we negotiated them down to this these prices that you see in the letter um they are they're efficient they this past year was the first time that the audit was a little bit delayed not not of their fault but just the compliance stuff not coming out in time so i recommend that we renew their their agreement any questions on that would there be any other reason to go with someone else um i i feel for it it'd be a lot more work starting over again because they got the history they've got it all set up not that they would do any different a different firm probably they could do the same services um but for you guys let's be honest for the amount of work that you guys put into it there's that that it makes it easier for you to continue i know what they're looking for so we have a lot of that stuff already done for them prior to that and i did reach out to other king county schools to kind of see what they were getting as increases and some were getting 10 to 12 percent um so i feel that this was fair in the past i think the the last two times we've renewed about three percent three percent which is what it was um some of them are still in like a five-year contract where they had two two two and you know they might be at zero but um everything's just going up so i the cost of the northern kane one is a little bit that's close to the floor i mean with the whatever 1.5 whatever our budget is for that which is obviously very small relative to and the complexities are very different for that one is that just this price is this cost just end up looking like the bare minimum that you would have for anything of that size because it's pretty simple yeah you still have the same reports you got a report and there's probably different testings that you have to do yep so you still have you may not have as many similar responsibilities though yep you got to do the federal compliance because um perkins is a federal grant um so you got the single audit and stuff like that sounds good cool thank a you yes bog yes stanfield yes nolan yes yes gorman yes mexican emotion and secondary to discuss and approve no change to our food service prices for the 2022 to 2023 school year don't move second you want to take it dana do you want me to cover it okay um so every year there's a ple calculator that comes out that you have to like put all your figures in to see if you need to adjust your prices they sent out a letter saying that this ple calculator is not going to be available for a while but there was like an exemption that if you had a positive balance or a zero or a positive balance that you can get a waiver and you don't have to worry about that calculator for the year so we did fill that out we did have a positive balance very small fourteen hundred dollars but um it was still positive so we are able to keep our prices the same okay we just need board action on it to lock it in yes i think something changed i don't there's a state level maybe a few months ago where i know we're mandated to take public school districts humanity to take the lowest bid on all food service and now i think there was some flexibility within that that is what i recall a few months ago correct so there's a couple changes and so just even just with our bidding for our food services do we re-look at that and say if something's three percent higher but we feel like the quality of food is different the choice is different do we explore that are we in the middle of a multi-year contract right now with our food service vendor we usually do gordon's i think right is that who we are well we were part of a purchasing co-op so as a co-op then they go out everybody makes that decision together so okay um and so i think we're in ni ipc whatever that stands for i'm not sure off the top of my head but i can definitely get that um and part of that does allow for that flexibility now so it'd be interesting to see when they're just curious what will come back if there's any there's more compound competition then too because right now we don't have to pick the lowest one but there's various local vendors that i know that have received so garden food services are currently provided and then the help of baking for yeah yeah so we have certain ones that have got the lowest bids and i know that in like 2023 i think there has to be a plant-based option as well i think headed towards i think it's giving us more flexibility too for different types of foods absolutely which is again the fact that you could be you know five dollars cheaper for a year-long bid and that's that gets you how you were required to take it which is kind of crazy um so you know hopefully i'll be interested to see what is that something that's done when is that like june 1st is that like next meeting or is that august that we well they actually do purchasing a month by month because they're looking at different food products so similar things so they do a lot of work with their yeah with their you know what they're going to serve i'm just curious what that looks like so any information even the next meeting just information item maybe yeah sure i'm glad it didn't go up one thing yes i mean yes excuse himself in a motion second to discuss and approve the annual resolution to allow the lease of the classroom space at cms and chs for specialized programs with mid valley so moved exactly so this is an annual resolution that allows the lease of classroom space and last year was at prairie holes at the high school we are moving um the the program from perennials middle school to central middle school and it will be for two classrooms for the educational life skills program and the new pathways program and the rant does not change and then for the central high school classroom for the new pathways program as well so we have another classroom didn't we have a new one this year at the high school at the high school right is there another new one so a second new one this year and one next year the high schools remain the same oh that is the same just want to make sure just an update we're just adding no new classrooms or shifting adding additional classroom to the middle school middle school okay we're moving into central middle school because of the need for an additional classroom did not have the space so for mpk but the central high school no change in the number of mid valley rooms at chs correct hand pill yes nolan yep yes a thief yes yes gorman yes motion second to discuss and approve the affiliation agreements including the board pack to provide externship opportunities for students seeking assistance certification this is just similar to what we do almost on a monthly basis for you to approve the event affiliation agreements uh the one thing i do want to add i'm just going to pass it around amber ballard who is our kind of our externship coordinator she's our vet uh tech assistant who is actually hired by us who works within the classroom one of the cool things she did this year was have our students actually write letters to the veterinary clinics that they've worked in for the externship opportunities to thank them and to let them know what they learned in their services and i think there's some really great stuff here in terms of the experiences that our students are getting with these externships that we thought maybe you would like to kind of preview while you're you're here at the board so something to look forward to thank you are we finding i mean obviously animal eye consultants is a very narrow scope and a very high specialty i would assume eye consultants right are we getting i haven't noticed any other kind of very specific you know like eyes or you know other specialty vets that are getting access to like animal ophthalmology for instance which is not i'm guessing a very common thing to have specialty eye clinic yeah i don't know that we're accessing those we're actually we're we're basically looking at any veterinary in the region depending on what they're doing i do think we have some specialty clinics not necessarily i don't know something like this that's pretty special yeah this is pretty specialized but we do have some really great experiences for some of our students who opt into those programs and finding that good marriage okay uh with those i don't know if we have you know all of those right all right nolan yes yes a thief yes yes handheld yes gorman i'll move on yes information items first we have the review the proposed changes to the middle school handbook uh tonight we have um matt newquest joining us and principal uh dr hogg and matt will be presenting on changes to the handbook good evening and thanks for having me um i believe you all have the memorandum um which is what i'll be referring to here um major proposals um those first four bullet points that you read the addition of uniform grievance procedure which is board policy two colon two six zero located on page twenty four the addition of title ix sexual harassment grievance procedure which is board policy 2 colon 265 located on page the addition of the administrative procedure formal title ix sexual harassment complaint grievance process which is board policy 2 colon 265 ap2 located on page 28 and then finally edition of exhibit title ix sexual harassment glossary of terms which is board policy 2 colon 265e which is on page 33 those four were recommended by our district office who sought legal counsel to add those to the middle school handbook so those four sections right there would be additions moving along to page 11 book bags and purses the language in the handbook would be returning to what was read in the 2019 2020 handbook language i'll read that for you apologies as i think about what we were talking about with one-sided and two-sided paper at the bottom so what we would be deleting is one book bag or backpack will be allowed in the classroom for transport and storage of supplies all supplies must be carried back and forth between home and school each day and be able to fit in the bag and hang on the back of a chair slash desk again that is the language we would be deleting what we what would we be adding would be book bags backpacks etc etc are not allowed in the library media center or classrooms purses must be able to fit into an 8 by 12x5 box if the purse does not fit under the desk or into the box it must be kept in the student's locker during school hours so again that was language that was approved in the 2019-2020 handbook so we would just be going back to that next would be the cafeteria board policy for colon 130 that is located on page 12.

and as you can see now uh in the past in the prior months we had some negative numbers we've had some big positive numbers so we've kind of cleaned that up in the general fund um in the last two months as you can see [Music] and i'll jump into the grants real quick and then i'll turn it over to see if there's any questions and here here are our grants um page seven as you can see and you'll see some big amounts some of those are either for example your s or two six million dollars but that's for uh two years our s or three the 18 million dollars that's left that's for three years um we have initiatives that we have we have uh staff in there for the next few years um and i'm trying to get one of the negatives so you guys could see uh the medicaid uh grant 74 that's the 172 uh 172 000 those are the ones we receive from the state quarterly once we receive those payments we apply it to this grant and then the last but not least is our magnet school tuition grant and our magnet school grants those two will offset each other 256 and the 253 and then whatever is left over the general fund will pay for it which is about 3 300 and that's my monthly update are there any questions teresa um how do we look coming towards the end in your estimation uh we we're going to be closing the books at zero um that's why we keep monitoring those line items whether it's transportation health insurance utilities the sub line you we do see a balance of 156 000 but as i mentioned before um there will be things throughout the next six weeks that we'll be using that money for so [Music] i don't have a question so much i just want to say that these numbers look uh tremendously better i'm really impressed actually how clean they are so thank you guys uh for your work doing that yes thank you kate i think the finance team in general and everything i imagine working with a new software system and updating the the ledger entries have been a challenge over this past year and i commend you you both for for all your efforts and doing this absolutely thank you ladies and gentlemen any further questions on the budget no just worried about what the city still needs i'm going to turn that over to john yeah uh ale if uh this would be a good time uh can you take the document down yes thank you john uh we we thought we'd give you an update on the audit i think is what um teresa's referring to so al would be would this be a good time to start or would you talk about the report right if committee members don't have any further questions on on this on the the numbers for the end of april uh yeah let's i'd like to have a little discussion on that and clear that up on your okay um so i made uh uh my last report was at the board meeting um described it where we were then and at the time i mentioned that their auditors had asked at an open items list as they called it with individual tasks on it and i also mentioned that we had engaged a former auditor to help us make sure everything was in uh the correct form and um you know the exactly what our auditors were looking for um so we've been busy uh the last week and what i can report is that um 20 of the 21 items uh were sent to the uh consultant uh there was some back and forth some of the things uh were camera ready others he thought needed some different headings or maybe explanations in different places really to make them um i i'd say more user friendly so when the uh city auditors received them um it would be clear to them uh what um exactly we were trying to say and how we were answering their questions um and i think um maybe that's um that will be something we'll do better on uh this year is um being a little more descriptive but nevertheless um 20 of the 21 items uh he finally um passed uh approval and uh they have since been sent uh to the city auditors uh you you do that they have a portal and it's pretty easy you just drag your document over to their portal and release your mouse and it it's dropped in so they've uh they've started looking them over i imagine they'll be they'll there still will be some questions and those will um continue the next uh day or two the um the la the other item though uh has changed so uh last week um the item that we had not um complied with was uh it's called a payroll test that they do where they come in uh they take some random paychecks and they trace it back to the hr files to the union contracts the deductibles and um they had sampled a couple people in the summer and uh felt we had not answered that and make a long story short we asked them could you send it again they couldn't do that they couldn't find it one thing led to another and they've told us that they're now satisfied with the payroll testing that they had done and that they had looked at some things otherwise however um there is uh an item that they um they wanted more information on and what in in simple terms it was they wanted a listing of every transaction uh that occurred during the year uh and it's it's quite a few um we until um yet until early today uh you just couldn't get that out of the system um part of the problem was half of the year was spent on the old system and uh half of the year was spent on both systems so you couldn't go one place and get the detail that would would match um and you really couldn't go into two places either um one of the systems you had to do individual line items meaning if if we had a line called um i don't know insurance pay insurance expense we'd have to go one way and and print out some things it just it couldn't be done i'll leave it at that but um today uh we did find a way uh to get that information and we pulled it up we've been speaking with our consultant and uh i have to tell you it is uh one 000 pages long and uh each page could have up to 40 line items on it and they're probably 13 or 14 columns across it's it's a lot um it's so big that we cannot um we cannot usually when you you call a report from the system you can save it on the server it's actually in a cloud that the tyler has it's too big for the tyler server it's too big to put on a thumb drive it's too big to put on our desktop um we can't email it or any can't certainly can't drag it anywhere so we're gonna have a conversation with them uh thursday morning we'd like not to have to print a thousand pages and one of the things we're going to talk to them about is we think we can go in and probably do um maybe 18 or 19 a month at a time and and send them that however may june and july are are so busy um we need to do probably one for each month uh we'd end up sending them um uh pdfs we think they want that we're hoping they could do something else uh but that's a discussion we're gonna have they can always certainly come in and look at the information uh whatever they'd like but um that's that's where we are with the thanks but john we're having take a long time to process this digitally to send them a digital copy of this um i it would probably take um half a day i think at least um okay i i don't think it'd be more than a day of somebody doing that but um it's a lot of time for one report absolutely it would make more sense to do a quarterly report as opposed to every single monthly transaction oh my god yeah well the the quarter we can do is july august and september because july and august we don't have to the payroll you know most of people come back in the end of august so um that one probably yes wow those are basically the two items on our agenda to any of our subcommittee members having additional questions for john already can you keep a surprise to how you make out thursday oh sure yep all right absolutely thank you you know we're looking for the you know the most efficient way to do that um there's certainly the way i described if nothing else that's the way the information will go printed and mailed so it it will go but you know i'd like to make things modern so you were so you were able to between the two systems get that information right so so what what happened was um you know the software that we've used here for many years the company that supported it said they weren't going to do that anymore so uh ourselves and you know probably close to 20 or 30 districts in connecticut had to find new software and we did but i think perhaps because we were remote or some of the changes they started the year out on the old system even though it could not be supported and for about six months uh things went the way they they always went for years uh but in january of that year they had a recommendation to switch the payroll over to the new system so for the remaining six months of the year or half the payroll was paid out of the new system now they get to the end of june and they they have to report these kind of things like i just described out of one system trial balance and stuff so what they had started to do was they would take batches of information so if they ran a check run for 400 000 and maybe it was 80 checks and things like that instead of putting those in the new system check by check they put the whole batch in there it was the right amount but they did that for months so for a number of months they were working two systems now the auditors come around and say hey i from your new system give me all the detail that ties in it's not there it never was there so that really was the problem i think you know hindsight's 2020 and you know there was a the pandemic people were home and working remotely but i think the decision to to put the payroll onto the new system in january was a poor one i would not have recommended that i know why they did it they were afraid that when they got to the end of the calendar year the w-2s wouldn't come out right or would be hard to do because they were coming from two parts of software but i think what they they didn't know is the software today especially what we have is very very intelligent it it had no problem uh combining the two systems in other places and would not have here but um i i guess they probably didn't know that and and i know that i know the person advising him is he's very good um but it just wasn't the right recommendation to make looking back so john would it be your considered an expert opinion that we will not have these difficulties next year um well uh we're doing a we're looking inward um i have some ideas eddie has put some good ones together we're gonna sit down with the auditors um and go over those um it's i don't want to belabor it but um auditors can do things two ways they can um you know when they're doing the city financial statements there's a lot of schedules and notes and things like that either they can create those themselves or most of them um or they can ask you to do it and they'll come check your work it's a lot less expensive if your own staff creates all the materials so that the city of danbury has selected uh the second approach where everything's put together and then it gets examined and i i think that works fine when your auditors are coming on site they're coming on location but when you try and do that remotely um it's it's very very difficult i i think almost impossible because as i let off with there's so many um places you look at a piece of paper or a schedule unless someone's telling you um here's this and here's that you're you're trying to figure it out you may get confused by the heading and when you when you're not talking to people and you're only emailing back and forth buses really really slows down and that takes us time out from us trying to get school started you know the end of august being a september that's our busiest time to have to do additional work so um what i'm one of the suggestions i'm gonna make has to do with the banking and um most cities and towns uh the town or the city treasurer controls the bank accounts the bank reconciliations things of that nature um here we do that and um i'm not sure we really need to do that it's um it goes back but i want to sit down with david st hilaire and say you know what are the advantages to that um and i i also think uh with eddie and i being here uh in the summer this year all those those 21 things they'll get done before they ask for we know what they are and we'll do them we'll get going um you have time in july to do some of those things not in september so uh some moves like that um our our staff here is um familiar now with the system it's one system um we'll be able to get those it's the the struggle has been trying to explain things that happened uh well before eddie and i got here and then to demonstrate those from the system and um those those won't happen again understood because you came on board in october correct uh last end of september end of september yep and once again i commend you for your efforts well thank you uh eddie told me we're a team eddie [Music] yankees win theresa question uh two things uh one with all the to be sure no more than we're not using the old system anymore we're done we wrote our last check i it might have been january or december uh we use it to look things up okay yeah but i mean we're not posting to that system and this year was all one system okay and then the second question is so all the things questions that the city wants we're assuming they're going to ask for the same next fiscal year is that correct so we will be prepared uh and let yes every year not every year but some years there are new requirements you know they get their requirements either from the aicpa or gasby sometimes the state of connecticut says we'd like you to do something different for example uh they have some new requirements this year to look carefully at the esser funds and the cares act money that came in uh so they've done some more checking done some more and you know it every year there might be something new uh that comes up but um it's hard to say this early i know of nothing yet so it's not going to be a completely different setup next fiscal i mean so you you're guaranteed pretty much you know eight out of ten are going to be the same yeah they they change um the accounting rulemaking body you i know you maybe all have heard of fazbee for corporate accounting and financial accounting standard boards there's one for government accounting too called gasby and it's the same thing every uh year or two they put out some new uh rules that say you need to report this in the back yearbook or report it a certain way but there are there are none that um i know of that are new for the current year or a couple knew the audit they're doing but um nothing new that i'm aware of so that was the 21 extra questions that we did not anticipate that no the um i i thought that well the questions that came in i'll be honest um we had we thought we'd gotten those before some of them we're pretty sure we answered before um there was nothing um you know there might have been no there was nothing even on esser with that uh they were all things that um have been around for a few years you know they want to see um trial balances for each of the funds we maintain they want to see our bank statements they want to see that they've been reconciled different listings um you know our year ends june 30th they want to make sure that things are in the right year not the new year not the old year or vice versa so they'll say uh give me a listing of all the checks that you wrote after july first for the old year so we do that but that's that's been around for a long time so are you able to uh give us a number how many things generally you have to submit every year just an idea you know i've been looking for the original list i actually called frank conley uh he showed it to me uh my first day he wasn't able uh to come up with um i i'd like to do that because that's that's what i want to talk with david st hilaire about and say say look at all these things um is there a a good way to do those um it's lengthy um you know we're we're big operation so and and they're they're thorough i thank you thank you very much welcome chair members or sub-committee members any any additional questions committee members any additional questions last cooper how are you on board yes uh just a quick question i don't know how simple the answer is uh and maybe i missed it along the way all um could you sort of explain to me how do you zero out all these accounts uh the objects accounts and at any point will there be a number attached to those object accounts that are all zero [Music] ms uh miss cooper you mean the general fund zero accounts yes all the objects accounts were there's complete zero i can't remember that the first or second page if you start with teaching the top of that so i'm looking at it right now so for example uh assistant principal right there was a budget i guess my question is how do you how did you zero the number that was supposed to be there or was that number supposed to be there to zero so if you remember some of the other lines had huge positive lines um so they weren't budgeted correctly on one line versus the other line a lot of that had to do as john mentioned due to the two systems being merged we weren't here at the time so uh we don't know if for example if they budgeted one million dollar on one line and then two million on another line it was one might have been less one might have been more and that's what took us a while to go through it and make sure that it was budgeted correctly and also that it was encumbered correctly for the remainder of the year so what you're saying or this zero is going to stay completely like this correct all right you'll see some some lines may change for example if we you know we hire a teacher in the next six weeks for whatever reason right then it'll hit that teacher line that's showing a positive of fifty one thousand dollars because that's a vacancy they're recovering okay and the last and i think that'll go right back to uh the health insurance uh object i can't remember what page it is i didn't have full of the time to completely go through this but that's what caught my eye uh the health insurance it's going to zero itself out so i'm looking at it right now the health insurance is page two that's the 5200 line um right now you know we budgeted 22 million dollars we've expected uh we've expended uh 17 million dollars and then there's a 4.9 million encumbered for the remainder of this month in may and the remainder of in in june so that should cover that if there's any surplus for whatever reason based on um if there's a surplus or the other way too it depends on claims then we'll be we've worked very closely with our claims um uh person or consultant so they're keep we talk probably every other week or so just to make sure there's no surprises okay thank you thank you madam chairs came out i apologize i should have recognized you first ma'am do you have any questions for john already you're fine you're fine i think mr wallston has something mr wallston sir good evening everybody hi mr rousseau um so i just i just wanted to make the committee aware and the and the members of the board who are also attending aware at our last board meeting um i had suggested that this would be the meeting in which we would discuss next year's budget so that this subcommittee can make a recommendation to the board um i want to share with the board um there is a need to schedule one more finance committee meeting uh before our board meeting next week i am spencer to that circle okay okay thank you mr russo and i just wanted to make the committee um aware that we are the cabinet and i we have had a number of discussions now um trying to reconcile the decision by city council uh regarding the budget for 141 million um and so given our enrollment increases um and the challenges that we've been talking about really for the last couple of years particularly on the heel of the pandemic with the challenges trying to support social emotional as well um we are we are we are in a position where we have to make some really tough decisions um and so i know i'm going into the pandemic when we started to uh when we when we first started to receive the monies from the relief grant uh we knew um this year next year and the year after uh we would be faced with some very tough decisions because it's quite frankly it's very difficult to provide relief without without hiring staff to provide that support for kids we have hired because we have hired people to provide support um but the reality is we've also hired people to address enrollment um and that and and and those that that staff has come from grants um that will be expiring soon um and so it's it's a combination of a number a number of things um and and frankly some things that we will be presenting back to the board um prior to our next meeting and so i'm hoping we can get a date um either next monday and tuesday and make sure we can have in the packet on friday for the committee to review um our recommendations for the 20 22 23 school year budget but the the team and i still needs a couple more days we're faced with a lot of tough decisions and frankly some decisions about how we're going to address this financial cliff that's in front of us all right i am taking a look at a schedule possibly for next tuesday [Music] committee uh members i prefer it not to be on on monday on a monday and i i actually cannot do tuesday i have the teacher of the year yeah um uh unless we do it at six o'clock well the teacher of the year program starts at 5 30.

so you see he born in 1912 was more like a grandfather by age than an uncle to me uncle mike lived through the great depression and experienced the same poverty and hardship so many others faced during that time this experience left him a no-nonsense no frills hard-working brutally honest strict but yet sometimes gentle man his nickname was froggy i never learned exactly where that nickname originated but it stuck with him his entire life he grew his own fruits and vegetables in a garden that occupied most of his one acre property in canyon city colorado when he visited his home you knew to follow his rules if you didn't he had a special voice that demanded conformity it was gruff direct and short on words he had an innate ability to be intimidating he loved to fish and hunt not necessarily for the sport but out of necessity he did so for food he had a non-negotiable rule when fishing you had to eat what you caught there was no such thing as waste if you caught four fish you better be prepared to eat four fish i learned to be very aware of how many fish i was catching and may have even secretly released a few back to the water out of fear and respect as a result of living through the great depression malcolm mike did not trust banks he was reluctant to deposit money did not use credit and refused any sort of debt he operated only in cash if he wanted to invest i wish i would have known this earlier but i didn't find out until i was a bit older if he wanted to invest he bought gold and hid it throughout his home and throughout his property uncle mike was never one who liked having a boss he was not of a personality to accept oversight or being told what to do as a result he and my aunt opened a drive-in restaurant in canyon city and named it froggy's poor boy the drive-in was very successful in canyon city and after a few years they opened froggy's poor boy drive-ins by the way you can google that and read more about it opened froggy's poor boy drive-ins throughout the west he had restaurants in waltzenberg durango cortez and the last one in moab utah he operated these drive-ins until he retired in 1963 he worked extremely hard to build his business scattered over five cities in two states customers drove miles to have a froggies hamburger and a beer for 15 cents he did hamburgers better than any competitor of the day it's a little bit about him well one summer when i was home from college i think it was after my first or second year of college my mother and i went to visit my my uncle my uncle mike and my aunt as i was sitting with my uncle in the small living room in the house he built we began discussing his life experiences and my future when when with uncle mike i felt tremendous pressure to answer his questions in such a way that he could and would be proud of me and maybe even impress him i wanted him to tell me that i was going down the right path making the right decisions and that i was going to be successful he asked my what my college coach of study was i proudly and confidently told him i was either going to major in mechanical engineering or mathematics i felt good about my answer i felt my course of study would impress him and he would express his admiration or at least his approval however his response was not what i expected he offered neither admiration nor approval instead he said young man i think it might have been son he always liked to use the word son that's fine but that's not what's important let me tell you something he said in his stern non-apologetic way it doesn't matter what course of study you choose or even if you finish your studies he continued what is most important is that whatever you choose to do in life you do it better than anyone else does it it doesn't matter if you go into medicine construction law trust trash collection or the restaurant business whatever it is you must do it better than anyone else does it and this is almost an exact quote if i remember right from almost 40 years ago you can become a ditch digger he said if you dig ditches better than anyone else digs ditches you will be successful this was not what i expected to hear from him but to this day it stands as the most accurate important and impactful piece of advice i've ever received i've tried to live my life as he advised and i have seen his wisdom play out over and over again in the lives of friends relatives and co-workers my uncle bike passed in 2003 the age of 90.
