let me see it's number 22 20 22. all right yes correct okay okay correct all right i think it's great yes makes sense um i'd like to also um in my report just give a recap i'd like to thank matt matt picaro for um doing all the the crunching of the numbers for us um we really had a um exciting year in athletics um this past year uh we had it started with the end of the close of the school year last year where our baseball softball and lacrosse teams all made the district tournaments last year uh baseball won the district three division four tournament and played in the state semifinals as well during this year alone we had 475 students participate in 38 sports and that's with a part-time athletic director and you know that is an amazing accomplishment um in the fall toronto had over um 200 students participate in sports in the fall and some of the students participated on the west boys football team um we also had west boylston join us for golf and cross-country teams in our co-op program and the fall season was one of the most successful into haunted school history girls cross country team placed first in the inaugural central mass tournament field hockey boys soccer and girls soccer all placed first in their league boys soccer team first league title in 15 years um the girls soccer team hosted a final eight appearance in the state tournament in which they went into overtime and the winter again brought great athletic success 88 students participated in middle school jv and varsity basketball cheer and ice hockey co-op with hudson and the boys and girls basketball team both qualified and gain gained a couple of wins in the state tournament um the girls basketball team won his first uh league title in the history of the school and right now we have 175 student athletes participating in the spring um a number of our track students um participated in the state meet and baseball ranked number two in the state softball number seven and lacrosse number 13 will all be host to begin the first ever central mass spring tournaments um so it really is an exciting year and i think it's again i think it's great that the kids are are you know we were able to get back in full swing um and have you know as many students as we have participated in in athletics and i'd like to thank the coaching staff um as well and all of our student athletes and then the last page you can see upcoming events this is uh probably our our busiest time of the year um at the school this last month of school is a whirlwind with a lot of things going on so um i just added some of those important dates and as as kate had mentioned graduation is um is june 5th at 2 p.m in the that's a haunted gymnasium [Music] hopefully my um i'd like to tommy and it'll be better so we finished 8th we have grades six seven eight six seven eight nine to ten we'll talk tomorrow christy come retirement sorry i'm sorry that's okay um defonzo like my lead teacher but also my testings are in the building and she's the one that works well with schedules works through all the accommodations and make sure that we have departures wouldn't have happened would have been success without without i want to talk a little bit about some end of the year events we actually been able to do some things we haven't been able to do the last for i wouldn't say three years uh our boys education foundation had pdf bingo he moved it outside which i think i'm not on the board i don't get a boat i think we should do that from now on beautiful evening uh the weather cooperated very quickly and the kids had places to go play on the field and they had a little board with the bingo i'm not looking forward to finding out the final content but i know that they've been well over 10 000 so a tremendous amount of work on their part and it was great to see the whole community back together you know so we have to be out there and then when the pto was in full swing we were planning for our race for education uh in a couple of weeks there they've targeted a goal of fifteen thousand dollars raised i know that they're about a third of the way there um and yeah the whole community and so that you know everybody can run around the field and have a great time it wasn't at the time but um there was a promise they meet their goals because her dining room this year she's been a fixture in boylston elementary school for 16 years her career bds can actually drive to the high school now probably couldn't have a parking spot um so she's impacted too many kids to account for her community and i know that she's going to be necessary for the opportunity to retire um you can see there's a long new list of upcoming events this spring is a very busy fun exciting time i did want to highlight two and invite everybody on the committee um if you would like we will have our combined concert tomorrow here at toronto at seven o'clock i'm stealing this so johnny can't say it now uh it's uh again a tradition we have not been able to have for the last couple of years we would bring the berlin and the oil spin band of course together for performance on the big one in front of the big legs and it's a it's a great time jackie bruce and audrey thompson our teachers that make that happen it should be beautiful the other one i wanted to point out because i want to steal john thunder was on friday june 10.

march 13 2020 i remember that last normal bill of our high school experience as our extended spring break turned into an entire year of online education coven 19 affected us in unimaginable ways yet it did not stop us from making it this far and i can confidently say that we are the most resilient ambitious and of course best looking class in magnolia high school's history if we can endure a pandemic we can overcome any challenge as one of the greatest street poets of our generation drake once said started from the bottom now we're here [Applause] after hearing that quote so many times i was led to consider the importance of overcoming challenges the first time i watched a new spider-man movie i still remember when i leaped from the couch exclaiming to my parents when i grew up in the future i'll be the next spider-man my mom responded rahi grow up you graduate in a month looking back these last few years i discovered that i did have a superpower the ability to combine the curiosity for learning with opportunities to serve all without wearing a spiderman costume i realized through much self-reflection that we are all on this journey to find the hero within us in life everything happens for a reason and the reason that we all are here is to showcase the rest of the world that we serve a higher purpose if there is one thing one thing that magnolia high school has taught me it is that we all have our own story to tell don't let anyone take that pen and write your story strive to become the best version of yourself and to always find your happy spa you know i remember one night i asked my dad dad what is the biggest investment that you have made in your life my dad replied back and said the biggest investment that i have made is in you after that night it took me some time to realize what that meant and i realized that investing time money and energy in the youth is a priceless activity and i am glad that we all have friends family teachers and others that have made us their priority to where they invested their energy every single day in hopes to better us as human beings take a look around you and find that people that have been with you since day one the people that helped you grow in all aspects without my family or my teachers or any of you fellow graduates i would not be in this place position that i am in today if anything all of you are the real superheroes of my life class high school was just a trailer of our lives hope you have your popcorn ready because the real movie begins now lights camera action thank you thank you for that amazing speech rahi at this time i would like to introduce our very own magnolia high school choir performing this is me with choir director alan garcia [Applause] [Music] i've learned to be earth parents and guardians friends and foes for those who know me hi and for those who do not hello nice to meet you my name is evelyn lay and i am so honored to be standing in front of you today throughout my 12 years of school i've never stayed in one place i was constantly moving and constantly adapting through different schools and different friendships during that time i've learned two things to never settle and to not get too attached my dad constantly reminded me that friends come and go and my mom adding on you are who you are surrounded with let now let that sink in for a moment because in a way don't you think that's true graduates look around you some of you have had close friendships throughout all these four years maybe even more maybe even less and others have experienced broken friendships some of you probably hold grudges against each other but others choose to forgive and forget and you know what that's okay not everyone will like you so what life goes on perhaps those friendships though are there for a reason so you yourself can grow from it you're a flower or a tree or whatever plant you want to be those friendships those hardships that's watering you that's helping you grow and this is just the beginning you're just sprouting from the ground and from here on out you will experience more hardship but you will experience life and don't be afraid to live it because that's what makes you bloom it's okay to move on from people it's okay not to talk it's okay to leave for your own benefit you do you because at the end of the day you have yourself separation is not the end saying goodbye is hard but is to say hello to something new today you made it we made it but this is just the beginning don't just stop here push yourself to continue expanding your mind your talents your mindset and allow yourself to grow because now's the time my friends let's bloom thank you evelyn i would now like to introduce our principal aaron chao you can see in 76 77 a 980 students combined and you can see there's a big gap there after 81.82 but then you can see presently and i will tell you the other number here but 2021 and 2022 are exactly the same we have 509 students combined in the high schools so you can see it's almost 50 less from the 76 77 when they were built there was a some data that we found that the two different schools at one time had 778 students and 782 students in those schools uh in the heyday in the population in wauwais county was a lot larger and now approximately 380 in one school and 420 in the other so quite a big big difference so student opportunities um i think i'm going to turn this over i don't think we talked about this but you helped develop this so i'm going to let you talk about it all right actually go back to this slide before that so when we look at programming as the chief academic officer i like to audit the programs we offer our students we try to stay competitive with other schools our size and so i can find their class offerings online and sometimes i can meet with guidance counselors sometimes schools get to be very protective of what they're offering and so i've done that twice i've met with mr keyfaber to go over those lists and our class offering is very comparable to schools that are obviously now much bigger than we are um and so our opportunities are very strong uh the catch of course is uh one of the steal a phrase from mr billman a critical mass of students and so we may offer those classes but in order for those to fit into student schedules then we need to have a critical mass of students to make that work and so some of the other challenges that come from not having that critical mass meaning so many students to fill those classes sometimes we have a hard time getting teachers to do those and so we have tried to drive one teacher on the north we'll drive half day and then go to the south or vice versa and so that presents its own challenges and so i i know that sometimes i live in this world so i could talk about it it makes great sense to me but maybe uh those of you that haven't built a master schedule it doesn't and so uh i worked with uh our marketing director laura you can turn it on laura laggy barles and uh she and i concocted this scenario here uh this is not an accurate statement bobby doesn't really exist uh the schedule that is there is not a real schedule uh but i wanted to put it together so you could see our challenge because we do offer lots of classes but in order for those to fit in a student like bobby's schedule is not so easy so the scenario we set up bobby been playing in band for sixth grade and he's a welder we love our work at heartland career center they do a great job giving kids uh career certifications uh many of those kids are gonna go make as much money as i do without even needing to go to college and so we love to send kids there the catch with heartland though is when you go to heartland you go for three hours a day their program is that long and that's because it's very intensive and so uh it's a great program but then if bobby's trying to fit other things in the schedule then he has to kind of offset that with that with that choice and so to be a senior he'll have to take english 12 if he wants to graduate on time and we want bobby to graduate and he'll need to take government one semester in econ the next semester and so his first and third period are fine after lunch he'll go to heartland where he'll take weldon capstone and he'll graduate with a lot of certainty but you'll see period two cad three is only offered period two cat three is taught by gary dale gary dale is one of those teachers and so he'll teach at southwood uh in the afternoon and he cheats at northfield in the morning and so that then locks the schedule for people that want to take cab we have a great cad program lots of our kids go on to architecture as a matter of fact mrs moore is not nodding because her daughter went through that and went to ball state as an architect and that's a that's a very difficult field to get into so the kids do very well so the opportunity is there the challenge is getting it to fit in their schedules and so so bobby really wants to take cat three however bobby has loved a band and again because of our tight schedule we can only offer band one period and it just so happens this year that bait is going to be offered second period the same time that cat 3 is and so this happens all across homestead caramel i mean big schools have the same problem it just becomes more magnified the smaller the student population is and so i think a community our size is used to a two-way school 120 150 kids in there and so to maintain that level of program it becomes a challenge as we get smaller because then that tightens up that schedule and so it's difficult it's difficult to say in a nutshell because our programming is very strong we offer what we'll offer great classes and we will let classes go with two kids in them the school board and our finances allow us to do that there are a lot of school districts that attends the minimum if they don't get 10 sorry you don't get to take that class that's not how it is for us however then if there's only two kids in it that tightens up that teacher's schedule and so maybe they can't get other classes that they want and so i don't know if that doesn't make sense or you want me to talk about that later on i'm happy to do that uh the long of the shorteners our program offerings are are outstanding for schools our size they frankly are the catch is of course getting those so that they can fit so we could have multiple sections of that i'm not getting a lot of knots so i'll say it another way if we had more kids if we had a bigger school you might offer band two periods in the morning right or cad could be offered two periods in the morning and that might shuffle the schedule around just enough to fit those classes in whereas because it's such a tight schedule you can only offer ban that one period i appreciate you nodding at least that makes you feel like i think that covers it and i just i guess i want to put a personal data in there too that we talked about too so when we talk about 2a school 1a school 3a school or whatever we're not talking about large schools here when we combine when we're thinking about combining for example my my senior class when i graduated a long long time ago but 130 students this year norfolk and southwest combined we have about 111 students graduating combined so less less combined compared to my one class can i say one more thing before i leave that we have amazing guidance counselors at the high school roger boone nicole michael bryan dubois amelia france like roger boone will he won't finish southwood schedule for another three weeks because he just wants to pour over it to make sure every student can get every possible and so he'll work combinations and i kind of like to do that so sometimes he lets me play that but we have amazing people who do the best to make sure that class fits and it wouldn't be solid right if we go two-way and we do combine both high schools kids are still going to have to make choices however i feel like to maintain the level of programming that we're used to having right we need to we need to grow that population better so building use efficiency this is just some data as far as the 2021 building cost i don't know if dr wants to mention any more of this but you can see that we have the different columns of the schools that we have presently the salary the benefits the capacity you can see that of how much the capacity of those uh schools are at present and then of course the building costs compared to the total district cost when you combine all of the district cost of those so when we're looking at this we are looking at the one high school and then eventually repurposing junior southwood and norfolk junior senior high school so it'd be a three building district and so you can look at how that would save actually cost avoidance for some of that some of that program not programming i'm sorry but some of the cost you want to mention anything yeah i mean that's just really a 30 000 foot view on our overall expenses for what it costs to operate um our buildings looking at salary benefits and then then you add into other things such as supply costs repairs and maintenance costs utility costs construction costs and then you also add into the fact from the district level some of those costs are always building specific when we talk about things like insurance uh some of our staffing are shared between buildings and so those are a little bit harder to break down because those aren't necessarily specific to buildings but if we didn't have our buildings we wouldn't have those costs still necessarily so this just i said like i said it gives you a 30 000 foot view this is based off of last calendar year our school finances typically operate on a fiscal year we're not done with the fiscal year because the fiscal year ends in june 30th so this is based off of the 2021 calendar year costs which would give you a similar idea regardless of its physical or calendar but that just kind of shows you what those overall costs look like from a year to year standpoint even though this is just a one-year reflection so what is the solution uh middle new high school grades 9-12 currently in norfolk and southward combined into one new high school the current norfolk and south of junior senior high buildings would transition into buildings for preschool through eighth grade this would transition msdwc traditional schools or five buildings into three buildings so student opportunities maintain and enhance academic offerings maintaining enhanced extracurricular offerings and consistent course scheduling and building efficiency so efficiency and staffing will result in increased opportunities for our staff and utility and maintenance costs so this is a possible timeline people would ask what what would the possible timeline of this decision be made so these are estimated date ranges that are subject to change so with a referendum on november 8th 2022 referendum passes then you can see how that goes from the architectural drawings from 2022 to 2023 and that would also include them bids during that time groundbreaking in march of 24 and then march of 2027 new high school complete so three years later and then open the new high school in august of 2027 and then do some transition of the uh other junior senior high schools of south of the northfield become the elementaries and you can see those dates there the 2028 2028 2029 and then of course um possibly the transition to three schools complete by 2029 2030.

we have a they create something this year it's a delivery system for our vaccine program so the preferred will travel to bes we'll have everybody set up in the jail they'll have a lot of time to put their creation together using the blueprints that they've already created they'll be judged by professional scientists that come around with a with the rubric and we ultimately award all prizes to boil opportunities especially in the spring when it's warm in it's created familiar and it really keeps them engaged it's a great it's a great thing that we have so let me bring you anyone to attend that [Music] fathers that i'm worried about like firecrackers um [Music] is um [Music] it's interesting to see the kids kind of fall right back into that routine it's not about getting the questions for everyone it's about doing your past on every single question and we stress everything is every single time so it's not news but i have a pleasure of being the third grade teacher during the ela class that's best because mrs tucker was out and the first day so the kids got that you know chromebooks with two pencils and one sheet [Music] to all the ela teachers that kind of help them figure out their structured variations um so the first day comes and you know they work hard but it's like gathered the scratching because you're attached right you've worked so hard with her she was so hopeful that you would use your scrap paper to do a better job and you really feel through your answers second day pages were full it's amazing um so it's just attachment to how hard kids want to work to please their t-shirts and the work that teachers do every day to kind of get kids ready for that it's not i know in a lot of places it's a very high stress time that are pervading to this together it's another day it's just it's just another class it's not a big deal so i was pleased with their neighborhood i was here yesterday writing shotgun on behavior uh while the kids were rehearsing the course with your person and they blew me away i mean it's really good if you don't know anything else come to the chorus part um i'm always amazed at the band because they made but this mrs impressive called joyful voice at the beginning of the year and to hear think it's a them of places you can't get that kind of work and we take the time and we invest the money in really strong musical education come and see the results of their current efforts uh i mentioned ice cream we um i don't mention one last thing it's just one of the things we're going to get to berlin memorial school takes the memorial part of today very seriously for years we've had a very elaborate memorial day ceremony it is less elaborate still but the community is invited out the other week obviously you know the veterans come and the kids have a song with your part if you're a veteran when your service standards play those veterans stand and if it's honestly um so i'm looking forward to that as well um i thought ours it's an important part of bringing people in and heading uncomfortable um super hard to get that right um carol castella was kind enough to do some tours of her old villain because of course carol preceded me as a principal a little bit more so she did some tours and we've learned some stuff you know that first year we took peer-to-peer into the two elementary buildings and there are some things like touring you know we're going to code their [Music] later on one of the things that we used to do was it was just parents and there was a lot of discussion around you know this is an occupational therapist this is a speech therapist but the teachers are going to get together they're going to do uh other immigration movements the incoming kindergarten parents so you get that more adult version of [Music] thank you [Music] all the activity going on once again i've been able to be a part of some of the activities bes and we've done field trips preparing one friday third grade class recently went to the library i think that it's really wonderful to be able to get out there again into the ingredients look forward to hearing about the ice cream social at tahoe [Music] congratulations if the principals would like to end their day now and head home i invite you to come today we appreciate you coming and thank you so much oh [Applause] so we have to the negotiation subcommittee update um we have had megan grill and i um as well as the administration we have had two meetings one on april 27th and the other on may 10th um all involved have worked really well together and we're hopeful to have well we're hopeful that items covered by the end right now thursday this week but i believe it's being rescheduled um and we're going to have an executive session at the end of this meeting to update the committee on progress so uh mr tatman do you have a policy subcommittee update yes i think i do so we met last week and we have several discrimination and harassment policies for you guys to read for free tonight uh these documents come straight from the party's office as is uh we took a look at our code protocols and policies there seemed to be a bit of confusion out there around what happened with positive cases in schools [Music] so we discussed we discussed that with jeff but when we switched to at-home testing uh the state recommended to the admin testing procedure for programs to do away with the contact tracing and so we did that i think we added some language into the policy to sort of clarify that that's up tonight it's more in line with what we discussed earlier this year what the nurses wrote to us about it's basically the contact tracing piece it was a big administrative burden taking away time from nurses teachers and administrators from their regular duties so added on top we've had several discussions this year about that it really takes time away from the actual teaching that needs to happen um with the recent assessment data that we saw we know we need all the time you get for teaching and learning so it's good that we don't have that so we have some language in there to clarify that uh i believe we'll be able to focus our energies on this uh same coding policy and protocol but just the more formalized convergence on one place one document uh we wanted to add this language to the base covering policy just to make it clear what our procedure is in the event there is a positive case becoming known to the school district so please take a read through it we have them already through the policy and protocol that's added to the event with that we do not have language in there we don't intend to have language in there that treats any student differently in this protocol in regards to the protocol based on their vaccination status or any of the status that they might have that wouldn't be equal we don't think that would be fair so just to all the nursing teachers and administration we do thank you and congratulate you on your hard work keeping the school safe and open and your dedication to our students so that falsity is up there also like i wanted to add in um the nurses were the ones prior to jesse suggesting they may not do copied uh contact racing um they were the ones that felt it wasn't worthwhile well do you remember the numbers jeff was like how many how many contact racing did they do and then how many recommended but also what our nurses had experienced and felt even prior to testing going forward um so i just wanted to put that out there thank you i appreciate that and they weren't able to do it who's got the department to do so much of that they won't be able to become much [Music] does anyone have any um questions or comments i had one question on the um [Music] why were these recommended did they change i believe there's some slight changes in the law so they just updated them but they're no significant changes in themselves usually if they usually um news is two ways this happens we can either get them from the mesc for review or when they get them to get them from our attorneys they've just done something work on you know maybe there might be some small changes in there but significantly so that their district should put down themselves this might want to adopt that first read correctly evaluation committee first i'd like to thank you for submitting your school committee self-evaluations and i'm going to have a report for you on june 7th when we have our next meeting um yesterday you should have received the superintendent evaluation form via email with the information you have gathered over the years as well as the report that jeff gave tonight should be easy to fill out um which would be well equipped at least if you have any questions please do not hesitate to reach out to me i'm happy to help those evaluations are due on or before may 31st so that we can have a report written by june 7.

so again going full circle the priorities of looking at our strategic plan student achievement that would increase that recruitment retention give us other possibilities for that financial be more efficient at cost avoidance and then facilities and technology of course provide safe and efficient learning environments so strategic plan number four additional opportunities for students facility improvements maintenance and upgrades building use efficiencies and so 62 years after the creation of msdwc we want to propel msd at wallabies county for the next 60 plus years so that's the end of my presentation okay we will now hear from jim elizondo from steeple midnight company about the proposed project how to be financed as well as information about the effect on the typical property taxpayer [Music] this information will be will be shown in the resolutions that we have construction costs cost of issuance equal total project principal estimated interest annual lease rental interest rate tax rate increase and impact on how the proposed project will be financed as well as information about the effect on the typical property taxpayer perfect thank you mr president i can sit down you just shared what i'm supposed to talk about yeah yeah now you get the hard part where i'd like to step in is we'll start with an estimate of the budget that these projects have been presented um that we estimate that to be ultimately look how we put that in around your existing debt service and then finish up with what we estimate uh taxpayer impact would be again every one of us knows our our taxes are different from our neighbors so we're going to give you some estimates based on some basic assumptions but then there will be at some point during this referendum process a calculator online that you'll be able to go and put your own information in and get you know a very specific yes uh if you decide to proceed after the next year but if we start with the next slide i want to start first with some of the assumptions we've used in our analysis and presentation first you have nine different taxing districts in the school district and by taxing districts if you live in a township you would have it here your over line and underlying tax plus the school tax rate in your in your township if you live in wabash or uh ryan or you know any other uh incorporated area you also have a different level of taxes i just want to highlight that because we all currently have a very different tax rate structure in and around the school district uh the lowest rates appear uh for walt's township at a dollar 27.83 per hundred dollars of assessed value and the highest tax rate we're seeing is in the wabash city portion that falls under msd wabash at 3.37.88 per hundred dollars of assessed value that's only on there as a starting point that we tax tax rates are different among all of us and you have a very diverse group of taxpayers next are assessed value assumptions basically as we try to project for tax impacts and how that might happen we need to look at the assessed value and make projections is how that might grow in the future you have utilized policy analytics to do reviews a couple times for you on this and have recently been updated i want to share some information from theirs and we have incorporated their estimates into our modeling first your 10-year historic av growth has been about 1.9 per year your actual rate of growth at 22 was 5.4 percent for last year they're projecting an average over the net out through 32 of 3.6 their models are defined enough that it's not just a flat three point two percent that we carry out they have given us you know six percent five percent three percent you know a trend line that we then have incorporated into our estimates um that is reflective of growth in the community it's also reflecting of farm-based assessed values starting to come up in their projection of those increasing so it's a combination of all a very thorough study of your assessed value and finally for all of our modeling we're talking about using a bond issue to fund these projects and so and your next hearing if you decide to proceed you will as a board be setting maximums for the future uh you can always pair those back if interest rates are lower when we sell bonds that pair can pair it back but you'll be setting maximum so we want to use a conservative interest rate so all of my modeling is using one and a half percent over the current market i think in prior bond issues that i've been here before you we've used as low as a half percent to a percent over the market but as all of you watch our news and the ongoing issues in ukraine etc our markets have had shown increases in interest rates and volatility so we're trying to be conservative there so we're using one and a half percent over the current market if we're in the markets today you'd be on a 20-year financing somewhere in the three and a half to three to three-quarters percent tax-exempt which is still historically a low interest rate but you know a year ago we were at one and a half to one and three quarters so there's been quite a bit of change there we go to the next slide we'll start with an estimated budget of 115 million dollar bond issue if you had the cash on hand and i will tell you there is a one school district in indiana that has 115 million dollars to put towards a project but if you did 100 of that would go towards brick and mortar engineering architecture fees etc but because we have to go to the bond markets we have other costs involved so i'm going to break down some of that so of that 115 million we would estimate that you would have about 113 million uh 400 000 or so available for hearts and soft construction engineering architecture you know everything you need for the building in addition we have a couple items that need to be added when we do a bond issue first one is capitalize interest it's minimal i have an about 385 000 change capitalize interest is interest we put into the bond issue to help make payments in lieu of the school corporation making payments in this case we i have a little bit in there to smooth to smooth tax rate that first year to be a tool if we need to smooth the tax rate if we don't we pull that out and that goes right to construction or reducing the size of the bond issue and then the final item would be cost of issuance that's attorneys the underwriting fees that's selling the bonds to the public so title insurance all of those things fit as custom issues i've used a conservative estimate of about one bit one million one hundred and seventy thousand hope is that pairs back but again i wanted to try to build a really realistic worst case picture for us today so now we go to the next slide how do we fund and how does that 115 million dollars fit in and around your existing debt service fund and ultimately how do you pay for that with taxes the blue represents your existing debt service tax rate fund from 2016 through 2023 23 is an estimate 22 is an actual number so you'll see in 16 and 17 we had a little higher rate historically it was higher there but we gradually as debt paid off we dropped down and held kind of in that 29 range through 2018 through 21 and that's really when this process started if we go back to mike's time schedule this the planning all started 2019 and that's kind of where we started to look at this from a base standpoint but also some things happened in 2022 we experienced that large uh assessed value growth you know the 5.4 and that drove those rates down even though there wasn't really a change in debt service and then our projection is driving the 2023 rate down only because using policy analytics estimated to over six percent and i live in an allen county i will tell you i'm afraid i got my reassessment notice and i'm up much more than southwest atlanta county grew last year so my guess is across the board just higher home value of sales is driving some of that so i'm pretty comfortable that that drop will be some i i guess that's the right drop but there will be an anticipated drop in 23.

um and this last one is don't forget to downl and that's a lot of work to be lost so i forgot to mention that um does anybody have any questions on the evaluation mr wilford do you have an update for our elections that so we've received the information from the secretary of state's office related to the upcoming um election for school committee so a couple things i'll just note here um so i've spoken with both town clerks both in royals and berlin we're going to plan to open the process to take our nomination papers on tuesday may 31st when papers can be taken out will be the boylston town park the berlin counterpart or from myself at the district's park in order to get onto the valley you have to collect from boylston or for our berlin wilderness district each candidate has to collect at least 42 signatures now reminding the interesting candidate that when collecting signatures if you do choose to cut them from both and boylston we have to keep those separated on different forms because the berlin town clerk's going to receive the form and certified voters from georgia berlin vice versa and if there's the berlin name of oil to this the boylston uh counterpart will cross off as not the registered voter um those are going to be due back to the town clerks by uh 5 pm on july 26th so the process to take out paper and return them will be eight weeks which is what i understand pretty long compared to other processes to become located so i'm glad they're giving people the time they need the other thing i'll point out is just to remind everybody there are all six seats will be up for election in november there will be three seats for residents of berlin three seats for residents of boylston on the boylston side two will seem to be for a four-year term one of them will be for a two-year term the opposite is the case for girls where two seats will be for a two-year term and one moving forward so that's the information i'm going to prepare a press release to put out get over to the item as well as other used uh agencies interested in sharing this as well as making sure this information gets in front of the select boards of berlin there's only 42 signatures 22 citizens required in berlin forms is based upon a great question it's based upon the number of voters in the recent elections the number of certified signatures required in the district foundation papers must equal one percent of the last most cast for the governor in the district [Music] yeah i would also encourage you to get more than 42 anybody that's running because a lot of times before non-elections sometimes they will nullify a signature because it doesn't match or the information so it's always better to go over just to make sure you have 45 that are approved i mean like that correct point perspective candidates also have to decide whether they take out the paperwork for the four years thank you so much all right now we are moving on to the business items um at this time i would like to entertain a motion to approve the formation of a budget and finance subcommittee thank you discussion all in favor all right hi i'm an eye as well opposed motion to approve the formation of a budget and finance subcommittee is approved yes i'd like to appoint adam wilbur and julie lee to the budget and finance subcommittee thank you for your service i would also like to appoint mr joseph michael beck as the bvrc treasurer for 2022 2023 thank you very much and could i have a motion to approve the marian hoffman award no sorry award passes at this time i'd like to understand a motion to approve the moses read tyler scholarship award recommendations second discussion just a question i guess i'm trying to understand why these roles sit with us and i think this i know for the moses really tyler um award the fund um the person who was in charge of the fund or actually i think it was first developed it was recommended that the school committee approved i think those are the only scholarships that we approve yeah it's just the way we're set up [Music] um i would like a motion to don't do the inside i say most screen moses tyler scholarships award recommendations passes my apologies um i would like a motion to approve the student activity fund guide sort of discussion all in favor aye morning have a nice while motion there's no nobody else motion to approve the student activity fund guide passes like a motion to accept the grade seven to hondo field trip to roger williams park zoo discussion all in favor the motion to accept the grade 7 condo field trip to roger williams park suit i would like a motion to accept a donation of 9 942.10 from the boylston education foundation to the boylston elementary school for the purchase of five instructional audio systems by wednesday right discussion what what are these questions or filtering it amplifies the sound um it's like it's audiology help basically but i mean i know personally it benefits all students not just students who have those needs like for me personally sometimes i haven't find something but something that's uh assistive technology called teacher awareness day um everybody's so we have them now in all of the bms classrooms okay um and i think that when we started doing this yes we had it in a couple of classrooms and i'm not sure if they moved it to kind of a specific student and for now i don't know this might get us to having in every classroom and then so these last a while too so we don't need to replace them they're amazing systems i know that i have people out here from woodward when i go into those classrooms you can stand virtually sometimes they go into regular classroom and have trouble hearing the teacher except when they use their nose so yeah that's amazing any place in the classroom and they're talking you know a normal tone in my experience teachers that have them equipped in the classroom once they've been given a chance to get used to them they do use them regularly yeah pretty reliably because i think that it also again helps them um in terms of voice product you know production and being able to reach everybody in the room and if you had a student get five or four right under iep um it could be written into a five or four or ninety eight yeah it's an accommodation either some students do require them to bob's point um but that's not the purpose right of this gif this is more of a universal science yeah so thank you to the bef [Music] all in favor aye hi i'm an eye as well motion to accept a donation of 9 942 and 10 cents from the boylston education foundation to the western elementary school purchase of five instructional audio assistants by lightspeed would like a motion to accept policy evcfa with added amendment discussion just a second no absolutely so i'm pleased that we're covering covered policies and policy and we can point to this when there are questions about our policies and to the extent to which we even have public policies in some cases um as i look at this there's obviously a continuation of our mass optional policy except for school health offices and it's pretty clear readiness that's the only time and place where we require mass to have schools here in berlin um i also see here that there's language added that says once a suspected coping case is presented to the school community we will follow protocol a no other protocols are necessary any other steps to be taken by school officials so i i think that what has occurred over the last couple months is that there have been a combination of recommendations and requirements from multiple entities whether it's destiny or the mass department of health or the cdc and at this point many of those are not in compliance with each other and when we don't have a policy that states where our policy is different people within a building might look to different other entities to determine what our policy actually is as i started looking and reading through some of the information that we've even reviewed back to january because there were things even within our own policy documents that concluded each other so i think this is our be all end all coded policy documents it's great i think that the future needs to make adjustments to this that we come and look at this first and make it very easy for our administrators and teachers to understand and nurses understand what our policies are i think that prior to now it's been somewhat failure of the school committee to not have had this as clearly stipulated as we do now which is to say that there are no other protocols beyond what's in here that we expect from our school district when it comes to contact person or anything of that nature um and furthermore we're going to be able to put in place a protocol that specifically speaks to students being assumed staff individuals it says to test positive and the requirements that they will remain out of school for five days they can return less than they've been about fever for 20 more hours and experience improvement in other symptoms so we certainly i think are continuing to be very aware of the covert situation we obviously have more cases happening right now luckily for everything most of these cases have pretty mild symptoms and i think that we continue to monitor this i know i look at the dashboard every monday morning and see where it is christy thanks for continuing to get that published for us every morning every monday morning um it makes us aware of what's going on across our first position i think it's no different than what's going on of state right now i think we continue to have a policy that is appropriate for the current endemic nature of this disease that causes predominantly violent symptoms of the vast majority of people who get it especially students who are in our schools so thank you guys and i just certainly support you and we will uh we'll certainly let's improve and get it out to the school to make sure um j k l and m are all at first reads so we will score those next time our next and final meeting is june 7th we're really looking forward having uh join us as an official member um we'll be leaving three of six again could i have a motion to go into executive session to discuss strategy with respect to collective bargaining with bbta and not return as well this concludes our meeting good night thank you

the issue also is you're not ready occurring that time schedule to actually put debt on so there may be some periods where we have that little bit of a drop and then we're going to go back up what i want to show is 29.18 cents per hundred dollars of assessed value is where i'm paring back and making a comparison so that's our his your historic kind of tax rate in that service if that makes sense we go to the next slide uh this is what uh an amortization of approximately of 115 million dollars might look like in the grant put into the debt service fund the next slide will share with us that that's about a 54 per 100 of assessed value increase to the debt service tax rate over what we were experiencing 19 20 21 in 2021 as our starting point so that is our first reference point is you know roughly a 40 54 increase in that debt service tax rate over and above what you were historically paid up through 2021.

if you go to the next slide part of the resolutions that you don't have you have no resolutions this evening the part of the resolutions if you after the next hearing you'll be asked to consider setting some maximums and those maximums will be tied to the worst case scenario for this debt on its own ignoring all your other debt with just this debt and you'll see that we have for this debt alone 83 cents per hundred dollars of assessed value as an estimated max with about a 10 million 400 dollar maximum lease paid and that is what you're setting that maximum lease payment that's again based on one and a half percent and twenty years of repayment those would you'll be asked to consider that as a maximum uh in those resolutions now we go to the next slide there are a couple other things that um mr president you read some of the things that we needed to highlight in the hearing these are some of those items and i'll go through them with you um just so you know what they are and again they will be in the powerpoint as you have on your phone on your website etc but current debt service lobby for 2022 is one million nine hundred forty seven thousand two hundred eight hundred and twenty nine dollars your current debt service tax rate levy is 25.61 uh cents per hundred dollars of assessed value the maximum term of the lease is 22 years i just said 20 years in the financing the state of indiana only allows you to finance for up to 20 years however the lease will be for 22 years because we need to add enough cushion that if there are delays or anything in the process you don't have to start over so again it's all going back to the idea that we're trying to set maxims that we could stay within but ultimately you cannot finance for more than 20 years um the estimated total interest again using very conservative interest rates uh about 71 million dollars the debt service rate to net assessed value these are two ratios that the bond markets look to as bond buyers evaluate how much interest they should earn when they buy your bonds it's also something the legislature has added within the last few years as something they wanted to have as a comparison point among different school districts the first one is your existing debt service to net assessed value and that's 1.31 that fits in the low to moderate range after you put if you were to put this debt on there you would move into the moderate but not the high you you'd be pushing to the high but still in what the bond market would consider moderate um the outstanding an overlapping underlying debt takes a look at how much debt do you have outstanding so how much is obligated not payments but total outstanding debt plus any outstanding debt in the county townships towns libraries etc and the share your taxpayers have in that so as an example you may make up 50 percent of the county debt so the county has uh 5 million dollars outstanding you would we would attribute 50 of that to this number again that comes in at about 3.38 fitting in the low to moderate range um so again those ratios when i throw them on there i want to try to relate them a little bit to you as a board of where you fit in and among your peers nationwide this is not statewide we're talking about buyers nationwide and so you know we look at those ratios and say this doesn't scare anybody away from a bond standpoint you know where it still will be an attractive indiana bond issue winning if you decide to proceed next okay now we start to talk about you'll see i've highlighted the nine different taxi districts and we're starting with the median value of homes in each of those taxi districts and that again was provided by policy analytics um so we'll start with largo township you'll see the median value of a home in largo thank you welcome welcome to walmart county i apologize medium value home is 149 400 uh in the uh that town this city or town is 45 liberty township uh 146.7 trying to find where the white's best for me to the look is uh 78 300.

noble township city of wabash 142 300 papa 154 500 ryan 82 000 and waltz 52 120. the reason i'm starting there is that is the median house obviously when i started i opened with the idea that all of our houses have different values this is trying to reflect the market value of your home again all of our market values of our home until you sell them who knows what they are but they're all assessed at a certain level so these are market valley homes from that we then would take away any of the credits um exemptions etc to get to your net assessed value and then we calculate the tax rate on that net assessed value if you have any circuit breaker credits um 65 and older veterans etc those come out of that assessed value before we calculate the tax impact so if you follow on that if we go to the borough township the estimated tax impact would be 351 per year or 29 a month and as we read across you'll see that it goes from 48 342 101 354 326 369 114 and 282 with a monthly ranging from 4 to per month those are all different because our base assumption is different in that we're looking at individual houses with different prices if we go to the next slide i throw in the base assumption of a hundred thousand dollar home and the point of this is to show you that the tax impact is equal among all taxi districts when you go to referendum the tax circuit breaker tax credits remain in place but when you go to referendum this debt would be outside of the circuit breaker cap so that means every tax in district shares equally in that payment of that and that's what you'll see there a hundred thousand dollar home in every taxing district would experience about 177 dollar increase per month or per year or 15 per month if we go to the next slide any of you that have farms and farmland you know there's no simple estimate here uh to to give everybody a little quick share of that is every acre of farmland is assessed at various production levels and it starts with a base assessment from the state that is set every year based on a formula so as an example if you have a an acre that's 100 killable but you have a wet area that doesn't produce very good or it isn't very productive you may have different ratios part of that land may be at a 120 percent of the face value some of that may be at 90 percent of the base value and so it's a it's a convoluted idea but i wanted to share at least a very basic idea and that is 100 uh thousand dollars of 100 killable land at the base assessed value so at a ratio of 100 or one times the base value so it's a very simplistic approach but again you see the 542 dollars across the board or 45 per month for farmland every every farm will have various assessment or various production factors you a lot will have homesteads on them you'll have out buildings etc so from a farm standpoint when that calculator comes in place you need to sit down with your assessed values and check out and actually run a number to find out exactly what it is to you but finally if you do know that number the next slide shows the formula we use and the formula is the one seven cents per hundred dollars of assessed value you multiply that times your net av now there is a tiff value that is calculated and that is that should not be part of that calculation that's already calculated into the 54 cents so the next version will have that plus tiff scratch down there the actual formula is the 54 cents times the net assessed value divided by is the way you can calculate your own but um we'll modify that um that is all i have uh for my part of the presentation i'll turn it back over to you mr president all right we'll now open the public hearing remember if you'd like to speak sign in on the sheet here i see a lot of names but not very many people that have signed up to actually want to speak i will offer another chance for you to do that even if you've not signed this as i mentioned earlier just state your name and address and limit your comments to the proposed project financing and keep your comments around three minutes and also let's try to avoid being repetitive so without any further ado first person who has said yes they would like to speak yes yes um oh yeah please do you know properly how many jobs may be lost in this scenario [Music] we would not so we're projecting out you saw the timeline so the timeline obviously we have retirements and different things not knowing class sizes and things like that so those are some of the things that we would look at so we're actually going to look at an faq and so i'm going to add that one on faq okay um and it's going to be it obviously would have to be a prediction right because we're looking at you know this would be something that would be five six years down the road and so um somewhat of a looking at data and looking at uh uh retirements and all those different things that you would look at so i'll put that on there i also want to commend you know the work you did on this finding out how all this is and i understand why it means why you're looking into this um it's for academic purposes mainly getting better programs i still think that what the board's been able to do is to give us options you've given us one option and that's your option to look at what if this referendum failed what are you going to do that's what i want to know what happens back to the drawing board go back to reconfiguration be funny look at the consolidation um you know those are the things so this is a lot of money to spend on something where we you know we're given one option to look at and that's it um i would like to see the other options how much that cost i know there got to be a lot less money than 106 or 115 million and they would accomplish the same goals of getting more programs um closing down a few buildings to save money um we're not we're not able to see those options and you know we're not given a choice we're giving your option and that's it that's all i have thank you the next person that said anything she put a question mark mary kramer oh yeah [Music] uh my husband and i graduated from wabash i'm from uh 37 57 mill creek quiet we're in the southwest district but my husband and i both graduated from wabash back into heyday 75 and 77.

and my kids both graduated from southwood in 2005 2007 and while i understand the need programming is very important to me my son in his senior year had to drive from southwood to northfield so he could take jim wen which is physics class and in the course of that there was a car accident involved um just he and two other students had some issues with that so programming is to me the utmost importance my concern though is being short-sighted and i realize that this is a very sensitive subject but commenting as we have that wabash county population has gone down so dramatically in the last year to 185 as a county-wide project with manchester wabash and all the surrounding incorporated cities that's determined that perhaps consolidation is something we could consider and again i realize that's sensitive for everyone but i don't want msbd to be short-sighted and invest this enormous amount when there may be another option that should be addressed we're going to ask that you please keep your your comments about the project at hand consolidation is not the project and i realize that my concern is just the short-sightedness perhaps this isn't the right time i realize that you are on the time frame and i understand that completely but i just hope that you consider further down the line that there may be a better step and maybe right now we need some further information thank you [Music] uh ryan rosie you have maybe have you changed your mind yes is that enough mine are pretty similar i'm ryan rosen around the corner on 300 west um i don't want to get argumentative i don't want to get i don't want to get timbers raised but that's a very valid question i want to reiterate it is a part of this because it is an option um you're talking about one option this is a great point you're talking about 115 million in a time of almost unprecedented inflation they're talking about 10 gas by the end of the summer and you want us to pay 115 000 what other options are there you failed it reconfiguration how many years ago four that was a necessity six however many years ago the necessity of that situation didn't change and didn't do anything since then why is there not another option why are we not looking up the forecast of continuing declining in population and looking very why this has been on the docket for a long time we had these conversations ten years ago when i sat on the school board nothing's changed it's getting worse and now we want to pay a whole bunch of money what's the other options and why are you pursuing them or are you at least looking at them i i've got some answers outside of here and they're prejudiced and strong somebody's got to come up with an answer that's not prejudiced because i've heard those kids and those people for way too long if it's about kids in education there's a better way to do it okay thank you for your comments steve ford it says depends on discussion appreciate tim's comments in particular on the synergies involved with maybe consolidating classes and combining those things that critical mass can offer too and i would just offer that if anybody has any interest in conversing with the business community on subjects of synergy subjects of uh how schools are perceived in terms of hiring recruiting the wabash my door's open and be glad to post those conversations or um coordinate those if ever helpful so just just an offer there and again thanks for the chance well that's actually all who signed up to speak if anybody else would like to speak for free to do so at this point just state your name and address and eventually sign this [Music] um i actually am really concerned about what would happen if you go to to vote for this and it doesn't pass what's what's the backing i mean nothing's been said about a backup all this all i've heard about is just like everybody else said this one option and uh i just think it's it's really kind of a silly time to be be looking into spending a ton of money or you know i'm not real person and all the uh you know all everything that goes into the education part of it but i just i do feel like financially it's not a good decision at this point and so if that happens what are we going to do after that is there anybody have any idea i mean i i figured we would get some kind of answer when it comes to that and uh also i i think i think we're missing the point as far as the the population goes uh i think that the people in this county are heavily taxed and to ask them to pay more is egregious i mean not only is assessments going up and i i'm sure everybody sitting in here understands that and then you've got lloyd taxes upon you know more tax everybody wants more and more and more at what point is enough we got to figure out a different way so i mean at what point does does another option come out or or a backup plan you know at what point is that does that come out yes uh and i signed you everything but i didn't sign anyone to speak my question oh everyone else is is looking at other options but when we're talking about a class being offered at northfield that a student at southwood wants to take 10 years ago maybe it wasn't possible but now they can do it on the internet they don't have to be physically in the class to take it so if a teacher wanted to be at northfield two days a week and at southwood two days a week the kids would share the burden of doing the online classes i don't see a need here i i'm maybe i'm missing something but i don't see a need for a new high school not when our enrollment is declining every single year and with the technology we've got today we don't need the physical building that's all yes um matt burkhart 594 west 250 south um have you looked for can you disclose possible locations yeah um looking at uh north of heartland career center between 150 west and 200 west [Music] [Laughter] he's trying to find your address the big brother's always looking at mr lacey brother [Music] do you guys have an answer for your backup plan nobody's answered it yet and this will go to referendum and if it doesn't pass there needs to be a plan correct i just i want to reiterate tonight's purpose is to gather questions and concerns that you have we will put together we will answer these questions we're not going to do that tonight we're going to issue a faq and we'll be part of that so you have an answer for that yeah yeah okay okay um well we know the the cost of this land how much it's being sold for or how much is known under the price remember we won't know exactly how much it cost per acre or whatever i would think that would be yeah i think that's going to be public knowledge but then we'll have to you know at some point when we make that actual purchase that'll be on the record mr daisy yes adam statement 242 west hill street in wabash two boys that go to msd you go to northfield um i commend you for the work that you've put in uh to this this project to this point and i know it goes back many years i would like everybody else's has stated that that you you are all in a tough position um something needs to be done with our buildings and there there are things that we do have to do to progress forward so you guys are in a tough position but i think back to the way that they started your presentation with the original board members of msd they were also in a very tough position at the time with the township schools and a lot of residents that were opposed at that time to consolidation so they were never going to make everybody happy but they they had a plan they kind of had to take that leap of faith and and progress and obviously they have a vision and here we are 60 some odd years later and it's it's worked out well um i i ask that you board members also look into the future not our our problems we have right today in the the current environment with our buildings and the maintenance and making sure that kids are taking care of what the class they need to think forward 60 years in what our county what the state of education will look like what this whole northeast indiana will look like at that time make decisions based off of the big picture it's tough nobody can can see it but do your best and not just solve the problems that we're dealing with today kenneth yeah first of all i want to thank everybody um i do have a a question um we obviously have a great school system here you want to build new buildings what's going to happen to the old buildings what are they going to be you know uh i mean i was kind of getting outside but you know we've got an old jail we're building a new jail what's going to happen to the old schools i mean you know the land doesn't exist now urbana doesn't exist now you know because that's the end of the city but you know a lot of schools have been shut down so if you get rid of northfield uh southwood uh metro north shark creek alright i mean those are all going to go by by and what are you going to do with those buildings what are you going to do with that property and where is the new facility going to be built because you're going to have kids south town you're going to have kids north of town you're going to have more bus traffic it's going to have to be more safety issues because you don't have more bus travel to shuttle these kids back and forth to school to their homes how's that going to play in the factory but the main thing is what's going to happen in these other buildings what are you going to do with them where's the money i mean who's going to buy them isn't going to go back to the taxpayers can they sell them or is it going to go to fund the new school facility i can answer that because part of that's well that's part of this program so i don't know if you heard everything on the presentation too but um so building the new high school we talked about the location of that and actually siri was helping us to try to find that too um but along those lines then northfield and southwood would be repurposed into our elementaries okay and so you're right there would be so eventually there would be three buildings that you would have to follow indiana code as far as leaving them empty if someone else wanted to purchase or something like that but just like we did like other schools do they have to make decisions where they sell them or they demolish them whatever i mean but those are some of the decisions that have to be made um of course the fountain was one of those that was was closed earlier and that was purchased and been used and so so anyway that's part of that but as far as demolition then that goes back onto the taxpayers because your demolition you're getting rid of that building and then you still have the property that somebody's still going to have to maintain that property and it just can't go up in the weeds right yeah they're going to sell it off uh right there's options that we have to follow through indiana code which we would not know that until we got way out there until like 2029 2030 something like that so good questions but that's those are the things that um you know it would have to be in a transition period and you have to follow any other code of how those are opened up to the community and for any other uh person that would like to purchase okay thank you mr daisy can i just make one you have one question sure thank you and i didn't speak my full three minutes i'm just curious next tuesday's meeting on the 31st can you kind of give us an idea of what will transpire any decisions that will be made at that time i i will not speak to that because yes if we um continue to go forward at next week's meeting i believe the schedule requires us to vote resolution point you can find out what the other options are is there at the next meeting or after you guys decide whether you go forward or is it gonna be after you go forward and it it is voted down at what point do we find out the other option [Music] okay i will say that those all of those things have been discussed though in all of our in our work sessions in our strategic plan so the strategic plan we're looking at those four priorities and what matches with the four priorities with what what uh we feel like is the best plus the best plan going forward and so those have been discussed i will say that um but we have to try to follow or not try to we are following the strategic plan and those priorities and i would say too that those meetings as i would reiterate what we said earlier uh evening those meetings are available online and i know this is somewhat short notice too because i i follow facebook too and i know you have felt blindsided um but we've advertised these for almost three years now and so i would encourage you to go out on our msd page and watch some of those those live meetings of our public work sessions and get a lot of those answers that we've already spoke to in public meetings yes um i grew up in somerset um how long of a bus ride is it going to be from the for the kids from the southwest corner of the district to the new high school are you going to have buses to drop off kids pick up kids like we used to do at metro north to go to northfield when my kids were in school i mean i know i was on the bus for 45 minutes from somerset to southwood yeah the new this is the question yeah part of the program okay well at this point i'm going to like to thank you for those of you who participated in this hearing we appreciate your time and interest in the project and the future of our community please note again as i said this is just the first step in the legal process no more action is legally required tonight rather this hearing is solely to hear your public comments and to work with our administration professionals to look for efficiencies to conserve tax dollars and meeting our educational needs this board will hold a second public hearing in this room on may 31st at 6 pm our determination hearing we'll get back to the regular meeting and we're almost finished with that we have no unfinished business no board policy before us public comment we've heard the public comment uh any items from board members i just have one one thing nothing pertaining to this but any of you that know kevin wilson he was involved in a farm accident today he basically lost his hand and so please uh keep on doing your prayers [Music] in is anything else from any of the board members

oh oh come on correction um all right we are here for a special meeting tonight and like before we call the meeting to order i think we should have a moment of silence for all of and hexane selected by the decent school and then moving on to business there um we can't add anything to the agenda so i would entertain a motion to approve even motion and then we are here for the budget caring so mr clark well uh virtual credits with our partnership with graduation alliance have increased uh we're hoping we're in under audit right now well we've audited and now we're appealing the audit so we need to increase our virtual fund from 1.5 million to 1.947 million with the hopes that here before the end of this week or early next week the state approves those extra credits there were some snafus in how it was uploaded to the state through the k cam system so we're providing them documentation of all the credits to show when they were completed and i talked to craig 9 schwander yesterday at the state i don't want to sound too positive because i i would be wrong if i said i thought 100 it would happen but i feel like we've got a pretty good case they just i don't think they their auditor knew necessarily how to deal with that many students getting credits so i would ask that the board approved the republication of the budget what happens if they don't approve the credits graduation alliance doesn't get paid okay and that doesn't leave us in breach of contract no because they they are the ones carrying most of the load on this so we had i had a conversation with greg harp today and you know they don't want to i mean lose out on that money but they understand you got to operate within the system and i think i do feel pretty positive about it because i've seen how they're we're documenting it out and they're documenting it out and i think we'll be all right but i don't want to say 100 because they didn't predict rain today and it's rained all day so that's kind of something that you can learn or they can learn in the future from yes we are we are developing even trying to develop even a better system where they're going to be the ones uploading some of the stuff decay cam and it'll run through me and graduation alliance so we don't have this it boils down to some credits that we had kids earned in june of last year that we uploaded in august that they're not wanting to give us credit for but we've got documentation so i feel i mean like i said is that because it passed over the fiscal year uh and power schools shut down so yeah what this does is this doesn't affect the general fund at all because the general fund is high enough it's just that the virtual budget wasn't high enough to allow for those payments to graduation alliance so it's increased by 400 000 if you notice the difference of the two numbers there that gives us the authority to write those checks to graduation alliance but it doesn't mean we're gonna we're just gonna wait and see but if that if those credits get approved we have the authority to do that without having because we have a deadline on republishing the state department says may 15th but i but since we're not doing general fund they're giving us an exception so as soon as tomorrow brad was here but he's not but we'll have mr clark get these up to brad shurmur the president has to sign and then i'm going to email those in and they told me it's not as significant as if we were had to do the general fund because that affects their state aid so our state aid is not changing this is just giving us authority to write those checks if we need to but we're not gonna if we don't get them here aren't approved but i just want to make sure we can and not have to worry about not being able to pay so it doesn't affect the general fund at all so they were very helpful at the state and they go down just whenever you have your special meeting to send us this stuff the next day so it may or may not happen but we got the authority in case it does happen so okay i have a motion on the table to allow re-publication of the budget and i have a second so all in favor say aye yes i do hey jamie this is why you're here jamie she was so nervous everybody on camera needs to see you well i had received an email and it was probably one of the many thousands of emails that i i get a day that i didn't just delete and it was a the kansas state people transportation association wanted people to nominate outstanding bus drivers and so forth so i nominated you okay and i think it was great because you didn't win but you were one of the only 13 people in the state that were nominated so it's i'm going to read a few things here it says uh on behalf of the kansas state pupil transportation association thank you for submitting a distinguished service award nomination on behalf of jamie sink we received director 13 nominations this year congratulations on having such an upstanding caring person in your organization we need more people like her in the school transportation world now i'm going to read you what i wrote to them okay because it's this is all true jamie zinke is the transportation angel for usd 112 central plains jamie has driven a bus for the claflin school district and now the consolidated usd 112 central plains for 32 years the thing that impresses me most about jamie is that her focus is all on the kids she spends hours devising the best routes to get kids to school and home each day parents have jamie's cell phone number and can text or call her with any change of plans and jamie just makes it happen we pick up students on paved roads gravel roads and some that can't even be considered roads and jamie always has her best clean and presentable to the families and students she serves jamie is our transportation director and has a great professional development plan for her drivers she has written and received several epa grants that have helped our district purchase new buses jamie was one of the first transportation directors in the state to get school buses with seat belts we are very proud of that accomplishment she is responsible for getting all of the maintenance done on our massive fleet of vehicles from buses to vans to cars she makes sure they are all in tip-top shape and ready to transport students and staff safely during the recent covet pandemic jamie oversaw the cleaning of every bus every week we used a clorox 360 machine which i know i saw your husband having you do sometimes even though he was taller to ensure that the drivers and students were safe jamie has been several of our athletic teams good luck charms for example state volleyball jamie makes my job as a superintendent so much easier she knows the students and their needs and our transportation needs and i get out of her way and let her do her job the greatest compliment i can give jamie is that the kids just love her hugs are given tears are wiped away and a safe ride to school is a given when jamie's ink is behind the wheel usd 112 could not operate without jamie and it's with this i fully support and nominate her for the distinguished service award and transportation so jamie is an angel for me so she gets this nice plaque i'll give you [Music] and everybody in this district is paranoid because it said presentation everybody didn't know what it was so but she earned it she's she's a great lady thank you for everything you do jamie yeah okay now you have a sheet there that lists what uh we're down a custodian right now at the high school and here yes you're correct and here yes so we do have a couple extra summer uh helpers than normal we have one in the hospital over at the high school and we're still short of a person here at the elementary school so it has on here for technology we'll have sherry gerard technology and custodial melissa watson custodial alexiodra wilson waits ted sorry um but the last two splitting her hours and then for central plains high school waits pat siles and christina her painting hailing gas mowing aaron gonzales and summer meals delivery terry wick i would entertain mission programs promotion by chad second second of jessie habeger for 0.5 para at cpes andy griffin for a pastor at cpes macy squires for daycare at wilson and maya on those last two if for any odd reason the daycare didn't happen they would be fairest but more than likely they would probably just go back to the job that they're doing as a navy but my hope is that we have that daycare up and running sooner rather than later it's still a lot of work to do but that is the plan we need to have that listed as daycare yes here and then on to the discussion of the district office location so does anyone feel it necessary to i don't know let me kind of point out some of the high points from each one we have plum creek in hollywood that and the agreements that we had offered last month were a thousand dollars a month at plum creek for two apartments one being a two bedroom one being a one bedroom there would be two bathrooms and they offered to do revisions to put in a doorway between apartments it says that these apartments would be at the south end of the building and a ways away from any other tenants they currently have and they would have joining patio for outside entrance that was a thousand dollars per month with the only utility for a one year with the contract being reviewed every year thereafter if it was extended or 850 a month for a five year and the utilities would be we would be responsible for electric and all other utilities would be included for the claflin elementary school there was no rent it was for a 10-year agreement that could be exited with two-year notice and the cost was 10 percent of utilities let's get into that i don't have this work but it's written down um but it was there's a bathroom up there or the bathroom on the main we did have anonymous donors offer to supply half of the paint and the carpeting to have that be done the only other cost that i was looking through is that we would be responsible for costs associated with ada requirements but i know mr ford said that he talked to an said that as architect as there was access and they do have the left on the south end of the building and since they are putting a ramp down two steps to the bathroom that should grant access to the ada bathrooms we of course would be responsible for insurance costs and then for computer services or required upgrades of electrical service and then as far as pushing there was 15 square foot of office space and an additional 4 000 square foot of storage space there is a storm shelter it would allow jamie to be able to wash buses inside there were three offices and a bathroom we would be responsible for all utilities there was a offer for 850 per month lease the purchase for eight years uh shorter term eight hundred or eighteen hundred and fifty dollars for four years and then there was a direct purchase offer as well i think it was 104 000.

okay it is 4 p.m and the asdb board meeting is now live hello everyone uh it is 4 pm now it's time set for the special board meeting uh of the asdb board of directors uh just quickly i'll do the call to order i don't see sue k here now so i will do it um david nigro is present lynn davison is not president aaron wonders president mike gordon present dean howard president sue cake and ifill uh is not president linda bove linda is not president brittany buchanan i'm present and tv chance okay uh great so we have three four five um six so we we can proceed uh we'll go to uh 2.01 information and discussion item non-renewal of contract with desert voices for preschool services um you know on on this one you know the reason that we're here today is uh the board was informed uh last week that um the superintendent decided not to renew the contract for desert voices the board knows that the voices is one of the nonprofits that provides education to some students on behalf of the agency there is a preschool contract there's also a first free contract that's not effective this is just preschool when we look at that at who that affects and really the reason why this had to be a special meeting and not um you know put on the july agenda uh there were three children three families uh that were set to go to those voices uh and uh next year in in the you know starting in august uh and now that's that's in jeopardy they can't do that uh in the manner in which uh they were intending so because there are three families that were affected by this uh you know we i wanted to call the special meeting um and and talk about it uh and i wanted to get uh you know people's thoughts on it you know certainly for me i'm not here to take away choice for families especially with just a couple of months before the next school year um so i uh i'm certainly very concerned about it even if it were just one family but here we have three so you know in this item you know the next item on the agenda we'll talk about policy changes and why we propose some of those but but here i just wanted to get the board's opinion on uh you know on this action or or anything that anyone wanted to say about this about this topic dean david i i agree with what you're saying i'm concerned about the three families that we're getting ready to go to desert voices i'm totally in agreeing agreement with the whole um issue of choice i hope that becomes a topic and then my biggest question is why did we actually cancel this contract so hopefully those will get answered in this conversation right there there is the the substantive issues of why uh it was not renewed and in a moment we can have i can see tv's hand is up but in a moment we can have the superintendent talk about that and and the board can talk about that uh you know but in terms of the the second half of that is what we're going to do with those three families and how we're going to make sure that there's you know a continuity of services so um uh pv i think your hand was up yes thank you president david nigro so i'm trying to understand the situation particularly with what has happened and i feel like i'm walking into this meeting not knowing enough it does seem like some of the board members might know more than others so i'm not too sure entirely where any additional information is coming from i think there seems to be a little bit of maybe unfairness to the rest of the board if some of the members appear to know more than other members i just wanted to make sure that we have that clarity in the information and the transparency just to make sure that the information is available to the entire board at the same time i don't want us as a board to jump to any conclusions before we completely understand the why and what is the behind the scenes workings so if the concern is the three families at the same time i do want to make sure that there are appropriate funds and fiscal decisions that are being made for the entire agency so i would definitely like to hear more from superintendent annette reichman and from dr benedek i understand that she does oversee the contract for the services provided for preschool so i would like to see and hear their thoughts and perspectives and explanations so that way we can if we have any additional questions or further discussion if this decision is is making sense for us uh right petey i'm not sure uh what other information you uh may be interested in um you know but again there's two two kind of subtopics to this i mean the substance of why and then what is the agency's plan for those three and and the superintendents assume generations emailed to the board explain that plan uh that was to all of the board uh i'm not i'm not happy with that plan um and i want to talk about it um but if you want to talk about substance we can do that superintendent reichman yeah if you can explain my goal is the superintendent or two folder two goals one of the goals is to provide the best educational support to all of our students at asdb my second goal is to make best use of the agency's resources and that is the best use of the taxpayers money so that is how i framed or how i framed all of my decisions here that framework was also applied to the decision to take a look at the options of renewing the contract with desert voices this is for their preschool services i would like to now turn it over to dr benedict because her and i have been in conversation for almost a year about this decision we did not make this decision overnight we took a lot of time thoughts and consideration and collected a lot of data to try to make sure that our impact on students were minimal so dr benedict hi good afternoon superintendent reichman and superintendent assistant superintendent rex and cooper and board president night grill and members of the board i want to first thank you for allowing me the opportunity to share more information about this decision um before i go into anything though i'd like to clarify whether or not everybody has received the summary that annette provided i don't know if she provided it just to to president nigro or if it went to the whole board but it outlined the why has everyone seen that document yes that uh dr benedict that email went to the entire board okay perfect thank you so you have there that you have that to refer to um it outlines um bullet points where we were three years ago why we entered into this contract um what circumstances are now that led us to this decision as well as the impact um one thing i want to clarify is um the three students that are being referenced that's actually not accurate um as that there are there are not three students enrolled there that are um going to be going there again next that's not an accurate statement i hesitate to go into any detail there because there are only three students and i would be completely breaking confidentiality if i went into any detail um about those children because there are so few of them and so i want to hesitate uh to do that but if you refer to the impact you'll see in the first bullet point there are more details there right and we see that i know that it's a very small number of children uh there is there are there are two children that are slated there are three children that would be there are are intended to go there next year next year two of which would be new uh one of which is their now um but my understanding of you know from this email uh that students being reevaluated that placement might change um but but it at least as of the date of this email last week it hasn't and again we don't have to talk more about it but there are three from the date in this email there are three students who were expecting to be at desert voices starting in the fall and are now no longer going to be able to do that possibly yes two students whose meetings have been held the district has decided on the lre the lre was desert voices i want to remind but the process hasn't started yet the institutional voucher has not been applied for yet um everything hasn't transferred over the ieps were just held in the last couple of weeks i want to i'm sorry go ahead i think it's i understand that the institutional voucher i mean it's we're two months away from the school year but they're slated to go there they're families and they believe that they are going there of course and so let me explain a little further for and i apologize if some of you already know this um but the decision as to what the least restrictive environment is for a child is not driven by funding source a district makes the decision as to what the least restrictive environment is for a child and how it's funded isn't parent's concern the district has to figure it out and so those districts i make very very clear in every one of these meetings that i attend and the only reason i attend is if the district is interested in desert voices or fbc same applies there they're interested in a possible placement there the reason i'm at the table at that point in time i'm not part of the iep team i am a possible play we are a possible placement there to share what our options are it when it comes to the decision of the least restrictive environment that does not involve asdb that involves the district and the family that are the iep team if if that team the parent and district decide that desert voices i'll use of course as an example here is the least restrictive environment that's where the child's going the institutional voucher became available a couple of years ago when we entered into this contract that allows districts the option to enroll the children with us since we are an lea now and then basically we then now of course are the lea and we are privately placing the child at desert voices or fbc so with that said whether the voucher is available or not has no bearing on whether a child can go to desert voices or not we of course know though that there are many factors involved when districts make decisions we all probably know that there are districts that are very open to looking at private placements for their students there are districts that really want to keep their their students in house and do everything they can to provide services there and certainly money is always a consideration a district's always going to look out for their bottom dollar there are multiple ways in which a child can attend desert voices or fbc they can be institutionally vouchered through us if the district so chooses the district can privately place them there there are many students that attend desert voices and fbc where we are not involved at all where the district privately places them there and then of course in the event that the parent and the district disagree to the placement and the district does not agree to an out-of-district placement then the family of course has their due process rights and they can unilaterally while they go to mediation with the district if they choose they may privately enroll themselves they may unilaterally enroll their child at desert voices just like fbc if desert voices or fbc say that it's an appropriate placement that they can meet the child's needs and then there are scholarships available and they work with families i don't get in i'm not involved in any of those decisions says at that point asdb would not be a part of it so with the cancer not i'm sorry not the canceling but the not renewing um our contract was up june 30 will be up june 30th and the decision to not renew well based on all of the factors that you saw in that um handout um it does not it does that does not mean those children won't go there they're out there iup say that's where they're going i i understand that's where i say that they're going but the way that they go there and the the path that they go there is is gone and i understand that you you know the district can privately place but that is far more complicated than what you have described um and the reason for that is the the the amount that the agency pays to desert voices is a deeply discounted rate versus what districts will pay so the desert voices came to us in january and gave a report um i'll refer to that right now their preschool tuition at that time january of this year was thirty three thousand nine hundred and seventy five dollars that's what a district would pay to privately place at desert voices the contract rate the discounted full-time placement was twenty three thousand seven hundred maybe three dollars that happens to be the amount of the voucher that the agency gets i will say i believe there's a difference that when there is a child that the district only gets half that voucher money i believe for preschool because it's half day um and not the full amount we get the agency and the institutional vouchers the full amount the 23 783 so it's over ten thousand dollar difference um so now what those families are facing is instead of you know i know their iep says that but their district is going to have to make a choice because the districts hold the ips in this area the district's going to have to make choice uh do i pay the extra ten thousand dollars to privately place or do i serve them in-house uh which they might do uh or do i i mean i'm not sure what the other options are really i mean i know we have zero men and that's it but that's the that's the financial reality of it their enrollment at desert voices is in no way guaranteed with the discontinuing of this of this contract tv this is tv uh it seems like dr benedict you wanted to respond i'll go and let you have that opportunity again i i want to emphasize that the decision as to where a child is educated is not driven by funding and where the money is coming from to send the child there and like you just acknowledge there is a lot to that president nigro but that is the responsibility of the district it is not asdb's responsibility to make sure that districts are doing what they're supposed to do and make the appropriate decisions for children we're there as a resource to provide our professional expertise um when when called upon um and for any district who just had a meeting and determined that the lre was desert voices to turn around two weeks later and say oh it's not the lre anymore that's not that's going to be very questionable that's going to call things into question i mean the problem is we wouldn't even be having this conversation have we just renewed the contract and that child could go to desert voices right and and pv wants to talk and i'll let him talk but the the fact of the matter is the contract been renewed that child could have gone to desert voices wouldn't have cost the agency a dime we would have gotten the voucher and forwarded onto those voices um and now that's now that's objective so uh tv yes thank you president nico and i would also like to remind the board that we want to make sure that communication access is equitable it's important that people do recognize that in the appropriate order that one is called on that we do have equitable opportunities to speak so please if we can request to be fair to one another when we are putting in our input for the variety of board members so with that said i am trying to understand the fiscal component aside with it being the school district responsibility that aside the contract itself even aside can you help me understand can asdb provide the similar lsl services that deserve voices is able to provide yes and thank you for asking that um i live eat and breathe this every day i have for the last year both desert voices and fbc um and those two contracts while they are set up similarly um they are different and that fbc has what we can't offer at this time we have what desert voices offers we didn't three years ago we only had a few individuals in-house who were trained in strategies um to promote listening and spoken language they were new to us they were primarily in our birth to three program we did not have the capacity we also had a half-day program we split children by age and not by language level we did not have a scope and sequence there were many many reasons why we sought out and put out an rfp to see if someone could assist us in providing those services with the intent to continue to grow our own capacity to provide that we now have that we now have a full-day program with a scope and sequence with 30-minute rotations just like desert voices does of intense language instruction that depending on the child's mode of communication and that one-to-one or two-to-one one instruction is in asl if that is what's specified on the child's iep it is uh spoken language strategies are used um with that child with another child in another classroom with another teacher well versed in that on their way to certification and so we do offer those the primary difference is when you're at desert voices you will not see any sign language in the environment at asdb of course you will not see it in those 30-minute intense language instructional sessions but you will see it on the playground you will see it around the school because it's a deaf school or i'm sorry so i just want to make sure that i'm understanding you correctly dr benedict currently at asdb you can provide an lsl program and that is was not provided previously and i think that's a great significant improvement in the growth of asdb currently does asdb have a gap in services that desert voices can fulfill or will need to fulfill again no we offer that i'm sure dean will attest to though as well there is controversy within our field that sends some people believe strongly that even though we may offer a you know listening and spoken language approach in those one-on-one intense language sessions that it's not a true listening and spoken language program because when the children are on the playground or in other environments there is sign language however we rely on research that tells us that that doesn't interfere with the communication development of children it only promotes it um to be able to have um exposure to two languages another thing that we do very differently than we did before we used to offer what were called spoken english classes dual classes and asl classes kids arrived to school went to their three-year-old or four-year-old classroom either listening a spoken language asl or total communication dual where they spoke and signed at the same time we have moved away from that it's been a challenge for a lot of people who have for many years educated children using total communication but what we promote now is that we are either sign only or voice only because when you present both languages at the same time you degrade the quality of each language and you're simply presenting broken two broken languages to a child so if there are both signing and speaking children in an environment together like on the playground we do what's called sandwiching and we'll either sign speak sign or vice versa speak sign speak and it's working and it's beautiful um i know dean's been waiting for quite a while dean did you want to jump in yeah this is being a little equity equity is exactly right so this is pv uh all right president nigro if you could establish some sort of order to how we can communicate i want to make sure that everyone has an opportunity to add to the conversation and ask their questions perhaps one board member at a time can ask a question when that board member is done then they can turn off their camera and the next person can hey how about you give other people a chance to talk to because so far you've commanded the whole conversation okay i don't appreciate the accusation i'm a little baffled because initially when the president was talking i was waiting to be recognized and i want to make sure everyone has equal opportunity in order to make sure that you are recognized and that we have a clear means of communication and if that means the president needs to call to order um i would like to make a motion that one person be able to ask their questions and move on or if and allowing that person to finish their questions for clear communication access uh tv uh this is david nigro you know we uh we don't have a time limit right now i want everyone to be able to ask their questions uh and say what they want to say um and you know on zoom it's a little bit harder to do uh then in uh you know real life when we can be together in the same room uh if you would like me to call on people i can do that that's that's fine um and that's that's the you know the convention that we had followed uh when we had zoom meetings more frequently is to have the person turn on the camera and then we would know that they would want to speak and i would call on the person uh you know that i noticed first um you know in in the course of the last conversation dr benedict uh recognized uh uh dean uh to speak um i think that sounds fine with me uh and if you guys want me to to call on people then that's that's fine i can do that for the rest of the meeting thank you president just more than anything i want to make sure that all board members um have equal participation just need to remember that with an interpreter there is a slight delay so it may look like a person who is signing is done but they're not in fact done yet and then when the when somebody else just speaks up i i just want to again make sure that we all have equal access to this meeting so again if one if you would prefer one person ask one question and then move on to the next person or do you prefer waiting for one board member to finish completely and then move on i just want to make sure everyone has equal access and there's no cultural misunderstandings during this time all right uh thank you pb i can call on uh folks um and i know that dean had his hand up before so uh dean if you wanted to speak yeah thank you president niagara this is dean so i'm trying to figure out a couple things number one if we're doing the same thing that if asdb is doing the same thing that does our voices are doing what are the outcomes and we've had conversations with desert voices desert voices has come to our board meeting explain what they do and explain their outcomes and my impression without a lot of the facts behind it is desert voices is actually getting better outcomes with that said what's the data that shows the comparative minutes provided and outcomes and the actual true cost per student that's one of my questions thank you dean um i i will speak to part of that and then i'll let sheena speak to the financial piece of that because um the the num the dollar amount that that president niagara has referred to does not calculate the cost that we now and cure because we are in lea we now transport desert voices has no related services so if a child needs otp anything else we provide that we have to provide school psychologists in the event an evaluation is needed um so there's a lot many many many more indirect costs my time my staff's time um and that does not account for that but i'll let sheena go into more detail but i can respond to um your question about outcomes um because that is what it's all about right um and desert voices serves a very different population than we do we have a variety of children who come in to us come to us some with no language some with very minimal language some from homes where there are three languages used english spanish and sign that's not the typical demographic profile of a class that starts at desert voices they have had a few students and again this is very difficult because um i do not ever want to become near to crossing the line of breaking confidentiality and when you're talking about but a very low incident population there's risk at doing that um but the there have been instances um where children who have gone there who had a few more needs than than just the impact of their hearing loss on their language that they have ended up going back to the district desert voices would be the first to say they did not have the capacity to serve these children they did not have the background or the knowledge um i am seeing in our own program as the students that come to us who are more and more and more involved that we too are having difficulty but we take all of these kids so if you look at the overall outcomes of our group and their group it's going to be different now if we desegregated that data and we just looked at those children in our program that had a similar demographic profile to the desert voices children i can have that to you in july as you know as part of the strategic plan we've been participating in odyssey and all of the data is in now from this from the fall and the spring i can tell you anecdotally that it looks very very good i can also tell you that i attended all of our preschool graduations last week and just yesterday yesterday i attended our preschool graduation in east valley and i want to give take this opportunity to come in cindy drew and her instructional assistant tommy they are the most incredible set of educators they are out there all by themselves doing this day in and day out and they were tasked with doing what ptsd did and that's going to a full day and that was serving the needs of both children who just spoke and children who just signed and they started the year with four children ended with seven they had four graduate yesterday i witnessed the most incredible preschool graduation not to say if you think you know the ones at asdb and pdsd were great too but what she accomplished in the same room with children who had completely different needs the way she used her space the way she used her aid she was able to provide the instruction that children needed in spoken language and the instruction that people that children needed in asl because her aid is deaf and she signs as well the children were all up doing their performances they were all speaking signing their parents they had grown a community there must have been 30 parents grandparents communities that we don't have at asdb at ptsd because everyone comes from so far away and it was true inclusion it was true celebration of language and these kids i've never heard kids talk like that coming out of one of our programs in the three years i've been here i mean it was phenomenal and siblings coming up and signing to their deaf little brothers and sisters and i know that's just anecdotal and like i said i'll have more quantitative data for you in july that reports being prepared thank you um on the same lines you've seen i do share a concern and i want to make sure that we have all the data to make sure that the decision is appropriate and correct i do want to make sure that i restate my question so currently gaps and services are there gaps and services that desert voices need to fill because asbb cannot fill those gaps and the second question related to that if there are no gaps is desert voices considered a dual service and my third question is if we do um move forward with not renewing the contract i did notice in the email it says that the contract can be renewed at any time i might i want to double check to make sure i understand correctly if we do get a student referral that does need desert voices can we as an agency go back into negotiations and establish a contract without any delay for that specific student's needs okay so let me make sure i have your three questions one do we not have the ability to serve children that attend desert voices and therefore do we need tester voices is that your first okay and then your second question refresh me your second question i was focused on the first and the third what was your second different gaps um that are that would require desert voices to fulfill and the third is if we the contract is not renewed and we get a referral for a specific student that needs those voices can we quickly move forward to renew that contract to make sure that so as far as any gaps okay i apologize i'm sorry um as far as any gaps and services um again that's a very philosophical question people would argue with me that no we don't have what desert voices has but when we look at the research and um and and what works for kids not what we think works but what is shown with research to work that the environment we're providing with both both asl opportunities in just an asl environment and then opportunities in spoken language both completely driven by each child's individualized education plan yes we offer the same instruction that desert voices offers let me repeat what i said at our last board meeting desert voice is phenomenal they have a great program they do amazing things this has nothing to do with the quality of their program or what they offer and we still and have and and plan to continue to have a very good working relationship with them when you have a low incident disability if you divide that's never going to be good for kids we have to support each other we have to make sure our birth to three families know that desert voices is an option come preschool we tell all our families that just like we tell them deaf mentors are available that's our job to be a hundred percent impartial and to let families know about everything that's available so no we there wouldn't be a gap in services although again you could hear some people argue that i just want to be transparent second um you had asked about if a child was referred could we still send them there not without the contract if we don't have a contract then it's the child the district's responsibility if an iep team in a district decides that the lre for a child is desert voices they bear the responsibility as the lea to send the child there no matter how they have to figure that out um and there i will tell you one of the ethical issues that i have personally when i sit at these meetings is there are districts that are and i'm not speaking to any one district but um this is just reality because the vouchers available they'll send them there but if it wasn't that's not what the the the iep team has determined that it's not the lre and in district is but because the parents want it then they say okay you can go and i'm all for parent choice as well but the iep process is it works when all the right people are at the table and parents have rights and you know the spirit of idea the iep process these contracts erode that to a degree and i won't go down that road right now but it is something i want you to put in the back of your minds and might be worth discussing later on down the road um thank you dr benedict um pb president nigro did you have more comments or questions i do have additional questions that i want to make sure that you have an opportunity to speak uh you can go ahead i i have some comments as well but uh you can go ahead and ask further thank you um yeah i just wanted to let you ask as well um wanted to follow up with dr benedict to clarify what she was saying about philosophies aside from a service perspective and an educational perspective can asdb provide the services that desert voices provide and it appears you said yes i just want to double clarify that you're saying at this point desert voices will be considered a dual service when we can provide the services in-house correct you're on mute all right indication of services just to clarify duplication of services if we continue would be considered duplication of services right um with our recent lea status in the past i would have said no because we aren't like a local school district but since we are now my logic follows that yeah it would be seen like a duplication of services why are we in fact ade has said as much to me that essentially what we're doing is the district is placing the child with us we're it's just like the child's a resident of our district and now we are privately placing them at a program that we have that we have so yes if you follow that line of thinking yes i'm not a judge okay so is that a legal issue or concern that we should be consulting with the ag in regards to with the new lea status i'll let lieutenant reichman perhaps speak to that um that's an interesting question it's not that's the simple answer um pb are you uh finished with your questioning for now just a couple more please bear with me so if the contract is not renewed and the student or parents are wanting desert voices based on the iep's team's decision and in that process parents still have the ability to choose desert voices just does that mean that asdb no longer is in the middle we are no longer the middle organization yes okay and so i think i'm going to hold my second question after president nigel's comment uh thank you pb uh dr bennett if you said that um we can provide uh the same services as desert voices aside from the fact of the you know where the instructions delivered set that aside in the email that superintendent rightman sent us on may 18 to the entire board she indicated that zero of the preschool teachers zero were certified in lsl zero is that is that correct uh you're on mute dr certified with listening to spoken language national certification correct we have teachers that have all gone through um our our five cohorts of listening spoken language with kathryn kreimer which is continuing next year we also have a new teacher coming over whose expertise is in listening a spoken language and i will tell you that they're um i i don't want to speak for sure but i last i checked there was one certified lsl teacher at desert voices and others working toward it just like we have so it's pretty equivalent so there is one i i was under the impression that they were more um maybe that's changed over time um we've had a lot of turnover yeah i was in the person there were more certified teachers that we have none at this point and and from that email we're more than a year from even hoping to get the earliest one that would that we would get would be in june of 2023 uh correct right and those are birth to three teachers who work with our preschool teachers and um will continue to support that process um we even have our lsl certified individual that's down in tucson she supports the entire elp program she was even supporting the co-op this last year in yuma working with those teachers whose students they were serving in the public schools used listening and spoken language okay so there are there are some differences uh uh dean i see that you had your hand up yeah i was gonna let you finish this is dean before i had the follow-up question of that comment dr benedict just said so so desert voices does not have teachers or did i hear there was only one teacher that is certified in lsl so they're all certified teachers of the deaf um but and again i don't want to mistake so i would have to get that that information from um deanne chapman but okay i know in the past recent past that i was aware of um their their head of educational programs who just left she um did not have her lsl certification she was working toward it um and again there's been a lot of turnover there so i i don't know but i don't know i do know they're not fully staffed with lsm people no okay because i i just had remembered hearing something again that their their teachers um have masters listen to spoken language not best studies but i don't even know if that compares because we're where my head's going right now is i'm trying to figure out what's an apple and what's an orange comparison of all this and i'm i'm you know the dumb guy in the room trying to understand all these acronyms and everything's going on you know so bear with me that's kind of what i had heard as far as what's going on on desert voices on the lsl side no you're fine dean and and as a matter of fact i mean that's you were not the dumb guy in the room and as a parent you've been through this and you know and um you know um there are programs uh master's programs that emphasize asl or a bilingual approach there are master's programs that emphasize the lich steam spoken language approach the recruiting that barb shrek did a number of years ago before i came she got a lot of teachers out of utah and they all come to us with um experience just like you're referring to some of the teachers that desert voices likely whose programs we're in listening in spoken language and in working with infants and toddlers so we are we have a lot of that in birth to three now we don't have as much um on the asl side in birth to three um that's why we work very closely with the deaf mentor so you know we're not perfectly it's hard to be all things to all people so we have these partnerships in-house and and externally um to make sure that we can provide and i know that you no one here knows me more than you've seen me speak a few times in the last three years but i can tell you that anyone that knows me and having been in this for almost 30 years that i would never take an opportunity away from a child to go somewhere and if i thought this contract was going to make that happen they're not renewing it i never would have been a part of this decision and i know that's you just have to take that as face value but i felt i needed to say it uh thank you dr benedict so i think we're hearing is that the although the agency's lsl capabilities are much improved over you know several years ago they they aren't the same um and it's that you know desert voices is another option um even though that there is you know they're both lsl or lsl like uh they're they're not depleted and i'm not sure if did you want a response was there a question yeah yeah that was that was the question i mean i think that what we've we've seen is that they're they're they don't exactly overlap uh one and we will talk about even if they did uh because there's another there's another component to this discussion but while we're talking about the substance of the programs that are offered we have an option we have two options as opposed to just one right now or or we did before this issue what i what i'm tv i see your hand just really quick if i can respond to what um president nigro just said one thing i would really encourage everyone here to do is come august please come to our preschool programs please go to tucson and please come to the ptsd campus and go to desert voices they would welcome you there and go and see what's happening and make your own decisions most certainly we welcome anybody anytime to walk through our programs this last year for both desert voices and us was extremely difficult in regards to staff desert voices had to start turning kids away because they didn't have enough staff either we operated with minimal minimal staff at times and they made it through the teachers the kids and we're looking forward to a year you know a year coming up here that's not laden with covid impact and and you know hopefully being fully staffed and we're just on the precipice of just taking off and we've got the people to do it and the people in place and if you go and you watch what they do there and you go when you watch what we do here and you still at the end of the day feel like this isn't okay then let us know please uh thank you i did observe the class uh when they had the the three different classes a couple of maybe three years ago in 2018 or 2019 um but i haven't been uh in the last year or so um before we move on to the second part of this discussion um tv did you have another question yes i did thank you president micro a side comment i can guarantee you that uh you're not the stupidest person dean just to add to that if it would be it would be me because i'm the one with tons of questions here to ask so i'm really trying to understand the whole picture the full scope and get a crash course on the basics right so i really do appreciate everyone's patience in my inquisitive nature to really understand based off of my reading material and the discussions that we are having here and the other board members your opinions and thoughts i really do take that so my primary concern is that i want to have all the necessary information i need to make a confident decision with whatever decision we are making to move forward in the best interest of the students and to make it clear i really don't care if it's an asl or an lsl total communication my main point is what is best for that particular student for them to thrive and for them to become successful so that they can be productive members of society working and to be able to contribute back to society that is my end goal that is my focus so i just wanted to make sure that we do this right because this can potentially impact have a longer impact in the long term so i think it's interesting uh there's an interesting question in regards to lsl certification that has come up now it seems that there's a limited certification pool but there is education and experience to back that up so now my perspective is how many of those teachers at asdb whether it's campus choose some ptsd how many of those teachers actually have asl certification do you mean have they passed the aslpi is that what you would refer to or any sort of asl specific certification if we're going to focus on lsl certification are we doing the comparative no no there's none no it's a problem we have teachers that have tried to take the aslpi in an effort to be able to administer the vcsl um but to date um we've we don't have anyone that's in a position to be able to learn to do the vcsl um we have some very fluent people um i don't know if you've met our supervisor for the preschool ptsd he has done some tremendous things with that preschool and it is by and large a is a bilingual environment there we have half of the staff um you asked if there are certified asl teachers no but half i'd say almost half the staff are deaf um and native signers so we do have um that as well um but no there's no asl type of certification that anyone has i appreciate that response kendra and the reason i ask is because as the only deaf person in the board today and growing up signing or not signing i don't think that we can do a distinct comparison because we need to fully understand what it's like to teach language appropriately with the grammar appropriate processes appropriate rules and structure of a language etc so i just wanted to make sure that we're being equitable when we're talking about certification and expectations for one that has lsl background for listening spoken language we should be monitoring that as well for those that teach asl for our young birth to three and in addition to that i just wanted to make sure that we're also recognizing and i'm really i'm curious with the question the question with the contract for desert voices if we were to provide our services in-house can we tell desert voices what we would like or what we would require for their certifications or are we i guess best more easily able to keep our certification requirements in-house if we are servicing for contracts um you could write anything into a contract as long as both parties agree and the state procurement office says that it's all right to put in in the contract um and i would have to look but the contract was three years ago and people that are there now aren't the same people but there is a a website and i will look up the link and all i'll be i can share it with everyone you can see who ever who in the state of arizona or anywhere has lsl certification it's public information so you you can we can look that up anytime and we can see that um and again i know they have their own in-house training we have our own in-house training um one thing i wanted to to speak to petey and i don't know if that answers your question but when you mention the lsl certification and the asl certification one thing that i i we need to get away from i feel strongly about is saying asl and lsl in the same sentence asl is a language lsl is an approach to teaching children who are deaf how to listen and speak it is a it is a theoretical model that in practice has shown to have great outcomes with kids but they aren't comparable asl is a language lsl is a way to teach spoken language spoken english um i think that's important to remember sometimes did i answer your second question though yes thank you dr benedict i completely understand with what you're saying a language versus an instructional model or approach i totally get your intention and i guess my intention was to make sure that whatever we are providing whether it's an lsl approach or for providing an asl as a language instructional model approach that we are equitable and that's definitely one of our our points as a support is to make sure that we are being equitable and if we just to go back a little bit our current contract does require that does your voices stop become lsl certified no okay so but we are requiring our staff in-house to be lsl certified right that's not written in policy anywhere no okay so then when what is the hiring requirement for lsl instructors for asdb versus to those that are hired at desert voices so interestingly most of our teachers come from programs that similar to the one i came from 30 years ago that was very generalist in nature you learned about all of the approaches and then after you got out of school and settled into your job you started to specialize in something and so we have a very diverse group of teachers with expertise um and experience and background in in teaching through a bilingual bimodal method teaching through listening and spoken language methods um and i can get those exact i can i can list the staff and put all their experience there for you that might be good information for the board to have i'd be happy to do that um and then you could really sit and look and and compare and i can get those from desert voices too again it's public information um you can look up on ade's website what everyone's certification is whether it's early childhood special education it's all public information and i'd be happy to gather that for you thank you thank you um dr bennett i do want to talk about the financial aspect of this again uh superintendent rickman mentioned that she didn't feel it was uh in the best interest of uh best use of public money so i do want to talk about that um i did mention earlier the numbers uh that were again presented just in january um discount of full-time placement uh 23 783 that's what uh asdb pays the desert voices asd or death voices uh their actual cost the cost that they would charge a district is 33 975.

seats that would be fantastic madam president we would like to recognize a shadowridge high school student who was just honored with a huge award with the be kind crew miss grant is going to provide information on this and then we're going to ask the student to actually give the speech that she gave when she was recognized ms grant thank you so much it is my privilege to introduce miss savannah and savannah is looking forward to studying at barrett honors college at asu correct where she wants to major in sociology and criminology so savannah the floor is yours thank you i stand before you guys today because someone took a step back and noticed how i've been living my life i live my life embracing my strength so that i can fulfill my individual purpose i undoubtedly believe that my responsibility on this earth is to make a difference and change lives we all have a voice but some are able to use it a lot better than others throughout my high school years i've made it my mission to make sure everyone feels loved included and that they belong most recently i planned a you matter week on my campus the entire week was built on the idea that everyone matters and no one is alone we had our student council write every single student's name on a piece of paper and hung him in the hall for all to see it was such a beautiful thing to watch everybody gather in the halls look for their name and get excited once they found theirs the other thing that took place this week was staff and student ted talks either staff or student had the opportunity to share their stories with their peers and teach everyone how they've grown for me this was the most heartwarming experience to see different groups of people in one room with no feeling other than love and compassion many students came up to me crying after and said i never realized you were just like me or i never would have thought you went through that we only see the image that our peers let us see of them but what we don't see is the pain we don't see the hurt and all the past battles they've conquered to be standing with us today so many students were inspired by this and asked to share their stories on the spot because they said i never thought anyone would listen to me up until now to look back over my high school career there is one main teacher who has helped me and supported me in all my endeavors as well as inspired me and this would have to be my senior government teacher mr boos i have never met a more outspoken yet to himself man so passionate about his students he has never been afraid to speak his mind and will never withhold the truth from us he is able to see the strengths in everyone and teach us and has always pushed me to do exactly what i wanted he taught me that if i ever ever scared or hesitant about doing something that i should only want it more and work 10 times harder to get there mr boos has taught me what the real world is like and what the people in it are as well and times when i felt like i failed he made sure to tell me how proud of me he was and only encouraged me to keep going to this individual i have to say thank you for not only believing me but teaching me how to conquer my dreams going forward into this next chapter of my life i hope that with the resources i will now have that i can make more of an impact than ever before thank you for giving me this platform to speak my truth and i can't wait to see what the future holds as you can see we have great kids in this district so thank you savannah if you'll hold on just a minute savannah if we can ask you to hold on if we could ask the board one more time to uh head to the steps so we can get a picture that would be fantastic congratulations is [Applause] and madam president that concludes our recognitions and celebrations for the evening all right thank you next we'll move to item c um audience with individuals miss schaffen this is the time for the public to comment members of the board may not discuss items that are not specifically identified on the agenda pursuant to ars 38-431 dot action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date in order to facilitate accomplishing the business of the district in a timely manner a time limit of three minutes will be imposed for each individual or group addressing the board when you approach the podium please state your name for the record first we have elliot blevins good evening my name is elliott blevins i'm here as a parent of two children in the dysart school district um obviously after the events of yesterday a lot of us are looking to see that every opportunity to keep our kids safe at school is being done i think something everybody can agree on i would hope is that we can enhance security measures at the school and that we're taking advantage of any opportunity we have to create new safety measures and reinforce existing ones so i would ask the board to consider the following interventions with the goal to reduce the chances of a school shooting in our district by enhancing basic security and prevention measures and improving staff training and community response i would ask you to consider the following as district-wide policies that would hopefully apply to all dysart schools those would be creating a threat assessment team and programming our schools that can recognize risk and intervene in a timely manner that we provide accountability and consistency of safety measures throughout all of the schools these can include locked exterior doors on the campus installing cameras by the front office with a buzzer entrance locked doors between administration front offices and class hallways installing shatterproof barriers in the front offices and locks inside classrooms that allow teachers the ability to lock doors from the inside that we implement an anonymous phone line allowing students and staff to report suspicious behavior and bullying that we provide more licensed school psychologists that are accessible students and staff that we require school emergency plans and lock down drills are to be collaborated with local law enforcement and that we require all staff to take annual trauma-informed training and competencies i know that some of these things a lot of these things require resources and that the district is on a budget i recognize that i do also think that most of the community would support a stand-alone bond to fund improvements to school safety if that's something that can be considered and if so i would ask that the board publicly support that bond as well and try and get as much traction on that as we could and additionally there are a lot of resources available i'm just one guy and i found a lot of information on the internet i know the board is resourceful and can find more too but there's a lot out there the school district could take advantage of so thank you for your time consideration thank you next we have tina mullika good evening madam president members of the board dr dean cabinet and guests my name is tina malika in the 20 years that i've been a surprise resident including 12 as a dysart parent i have watched the district grow and sometimes struggle but become infinitely better since that it was in 2001.

to be standing here today my name is micah southwick and i'm your student body president [Applause] after the past two years who would have thought we would all be here today in a graduation ceremony that we can finally call normal not only did covet affect the classes of 2020 in the class of 2021 but it stole half our high school experience away from us we missed out on the ending of our sophomore year and our entire junior year i recall being a sophomore and thinking all this would be over before we were seniors and yet i was wrong we can all be honest online learning was a challenge it was terribly hard to get up to turn our chromebooks on while laying in bed trying not to fall asleep we all know we did it we fell asleep from time to time but it fills out if the world was sleeping on us and not giving us a fair chance to live these one and only high school years to the fullest however online gave us a chance to try new things it gave me the opportunity to unlock my dancing side thanks to miss sussex i can confidently say i am one of the best dancers at moon valley [Applause] trying not to look at the negatives and finding positives was difficult but with my best friend amari we got through it and i hope all of you found those people friends or adults to help you along this uncharted path omari and i would throw the ball every chance we got trying to make the best of our free time covet gave us we prepared for football season with ambitions to win more games unfortunately we all know how that went but i can stand here today and tell you that the hard work paid off i'm living out one of my childhood dreams which is to play college football i sincerely hope you have all found a way to live out your childhood dreams coven may have taken away so much of these past few years but dreams are something that it can never diminish mumbai gave me a chance to succeed and i will forever be grateful with both of my brothers graduating from the same school i had big shoes to fill and trust me i was reminded i'm isaiah sauzak's brother every day senior year wasn't easy but here we are as one class we are finally graduating the teachers have helped us keep us bonded together despite all the odds stacked against us thanks to teachers and coaches like miss sarafini miss rabb and coach maldonado i was able to leave my mark in the valley and i genuinely hope you felt as you did too i'm grateful for these people as they have helped shape me into the man i am today in pond recently i felt apprehensive whenever i thought of finishing school and starting share these experiences with this particular cohort and am exhilarated watching the excitement and potential reflect off each and every one of your faces as we prepare to thrive in new environments and venture into new challenges i know when i recounted my experiences as a moon valley rocket i remember the moments that got me to this very position i always had goals to perform the absolute best i could while within the confines of a classroom and other school sanctions and i'm so extremely grateful for the support i garnered from mentors and peers alike it is with no doubt that it could not have been half of the strong-willed person i am without him that generosity from teachers that came in forms of writing last minute recommendations staying beyond contracted hours to ensure i was successful or even just reassuring my racing mind that eventually i would thrive and be exactly where i needed to be without that unique support that can only come from moon valley faculty i would have missed out on the opportunities that would take me anywhere i was willing to work for these four years created admissions to over of 20 of the top colleges all throughout the nation ranging from coast to coast after an insane and anxious amount of pouring into facts and details to plan my following years it is with an esteemed honor that i begin the fall at the university of southern california there [Applause] i will be majoring in accounting and business and work to receive my corporate law degree i am most proud of my tenacity and my capabilities that brought me to this very moment but it's with great privilege that i commemorate those who helped form them i would like to acknowledge my sisters and my cousins to whom have brought me much joy and vivacity to my childhood my father who has been nothing short of my cheerleader and has connected me to loving people and my mother who has been the backbone of my aspirations in the fuel to my fire the friendships and mentorships i have formed on campus have established my wild ambitions and will carry beyond my teenage years into my careers memories and future milestones i know that all of my fellow rockets are just as thrilled as i am to begin our own lives and show the world what we're made of as we part ways and establish new memories i hope we all take joy in the connections we have made here and find unity in the shared laughter in chem lab or small groups in english and especially home games learn to be grateful for every opportunity to make a mistake and create your own life story relish what was once had and celebrate for all to come congratulations rockets [Applause] good evening everyone my fellow classmates as well as teachers faculty friends and family who have made it here tonight my name is isaac prentice and i'm honored to stand before you all as someone who represents our class of 2022.

school 2022 graduation ceremony to the class of 2022 we made it my name is chidera okorama your classmate friend and the person who's going to miss you all take a minute to soak in this moment and think of how far we have come as individuals and as a class we have lived through many cringeworthy moments the tick-tock era the woe and gorilla glue we experienced lockdowns at home and at school online learning in pajamas and supported one another in unprecedented times of the pandemic but most of all we survive the capstone despite all of the unforeseen circumstances this class has unquestionably been one of the most greatest and successful classes in the history of savannah high school and of course the most attractive a direct quote from joanna santos during the late night facetime call exactly two hours five minutes and 26 seconds before graduation our class has to be the most fortunate class in the past two years from being able to attend school dances to playing sports and engaging in in-person interactions with our friends and teachers and i agree we are all a living witness to our dedication and commitment to excellence because we made it here many decorated with these cords sashes and stoles reminding them of their personal accomplishments graduates you are all meant for greatness and we must try to be hopeful and not give up easily while we attempt to change the world for the better as harriet tubman once said every great dream begins with a dreamer always remember you have within you the strength the patience and the passion to reach for the stars to change the world let us embrace this new change that is about to be bestowed upon us as we enter the real world on with all of the knowledge gained at savannah high like in math class where you learned that y equals mx plus b in science class we found out that mitochondria is known as the powerhouse of cell in english class miss venezuela helped to analyze various william shakespeare's writing and all of these things well you know are what adults often talk about in their daily lives i have had one unforgettable experience here at savannah i'm going to miss all the amazing teachers staff lunch ladies custodians and friends that i've made along the way and i would personally like to express my heartfelt appreciation to mr olivas and ms stew for their unwavering support and guidance it has been said before and do believe in today when i say this you and i all of us are capable of changing the world for the better you can accomplish anything you set your minds to so let us step out into the real world and embrace it with open arms but before we all do ask yourself what am i leaving behind what is my legacy what impacts have i made in this community of ours for those that i've known on a personal level and those that i've not yet been fortunate to meet i will be forever curious to know what accomplishments you've accomplished and where life has taken you a decade from now for those that have only listened to part of my speech without falling asleep remember this of me i enjoy long romantic walks to the fridge class of 2022 best of luck y'all [Music] thank you chadera please welcome our second class senior speaker miss ivana marlejo [Applause] thank you mr pulley it is with a great honor that i welcome you all today i welcome all students staff and family members of savannah high school we are gathered here today to celebrate the end of our high school career thank you to the teachers and staff who saw our potential before getting the chance to grow into it and thank you to our parents who never lost faith in us when we needed it the most thank you to our loved ones who unfortunately could not be here today many of us have gone through many losses this year and i would just like to congratulate you on being here today we watch each other flourish from teenagers to adults and live moments that will soon become memories it seems like just yesterday we were only freshmen longing for this moment to come the upperclassmen of our time once told us enjoy high school because of time time flies this year we got the pleasure of being those upperclassmen trying to give out the same piece of advice in the blink of an eye we are ready to step into the next chapter of our life every decision we have made for the past 13 years has led us up to now take pride in this moment as you have all earned to walk across this stage we leave our campus not only as peers but as one big family the experience at savannah high school has been surreal we have made friendships that will last us a lifetime and we come across teachers that taught us more than just lessons in a classroom we were hit with the tragic event halfway through our sophomore year with kobe taking more than a year and a half away from us to be here and enjoy this last year has been nothing more than exciting this is perhaps the last time we will all be together as one and i wish you nothing but the utmost success in life i'm so proud to have come across such an exemplary group of individuals continue to leave your mark as we all did this school year this is only the beginning to what we call the rest of our lives you have all shown personal growth and character development i see it and i applaud you many people will never know what it was like to live through a time so harsh like we did an event that will soon be put into history books we survived it in the midst of this exciting moment let's take a second to remember the struggles we have endured to get here getting here has been nothing short of hard work many of us struggled getting through school online and i was sadly one of those people i got a taste of what it was like to earn money and i lost i lost the vision i had once created for myself the consequences of my actions caused me to start off my senior year at gilbert high school the hardest part was accepting the help when i needed it the most with the amazing support i received from both campuses i got the chance to come back and walk with my class i did more than enough to be able to come back to savannah and graduate with my class i had created many goals and i got the support to reach them working hard for all of my credits i dug myself out of the hole i initially put myself into taking advantage of every opportunity i was given and doing the most with my time i joined things i joined clubs i got involved with career fairs and i did more than enough to come back home finishing school at gilbert would have been the comfortable solution but i am no longer looking for comfortable i was looking to get back it is not the struggle that's important but the lesson you take from it having to prove not only to yourself but to the people around you that if you could be great in one place you could be great anywhere it was a very hard adjustment coming back to savannah stepping back onto the home i initially failed in i could not self-sabotage myself knowing the amount of work i put into coming back i'm here to tell you that no matter what it took to get here every struggle is different and every struggle is real i hope you take with you today the satisfaction of knowing that you pushed through every obstacle and succeeded mark twain once said the two most important days of your life are the day you're born and the day you find out why this is just the beginning of your journey continue on and remember the beauty behind the struggle is what shapes you as an individual wherever life takes you from this point in on find your purpose and leave your legacy be the brightest light in the room and be curious of the ideas you are yet to discover fascinate yourself with the idea of you today we become savannah graduates the home of the rebels is now home to our future doctors athletes entrepreneurs and artists pursue any pathway you love and enjoy what you do for the rest of your lives every single one of your experiences has been different here at savannah high school for whatever reason we chose to become rebels four years ago today we throw up our red caps and say we did it congratulations to you the class of 2022 [Applause] thank you ivana cedar and ivana both spoke so eloquently about their educational journey while at savannah high school savannah high school is truly an amazing one-of-a-kind school because of our committed and caring teachers and staff members again at this time i'd like to recognize and acknowledge the savannah faculty and staff for their dedication in preparing our students these last four years the class of 2022 is a special class to me i have seen them grow and flourish since our days some time ago over at brookhurst junior high school you have all had an incredible ride to get to this point and i could not be more proud of you this year back in person has been quite remarkable and i know many of you enjoyed it to its fullest you have had to navigate through many challenges of high school that not many of others had faced over the course of the year i was able to witness your kindness and your compassion for one another for your families and for our school community the class of 2022 is in a class of its own and i'd like to recognize several student accomplishments from this amazing class it is now time to recognize some of the academic awards our seniors have accomplished seniors as i announce the academic award which is symbolized by your sash or your accord or your medal please stand to be recognized with applause those that earned the career technical educational pathway please stand [Applause] those that earned the award for dual enrollment please stand you can remain standing those that earn the award of seal of these awesome accomplishments [Applause] so proud of you all again this class of 2022 is ready for life college and for your next chapter whether it's career it is evident in your capstone that you did several weeks ago many of you shared about your educational journey and how education is working for you we are proud of you as you continue your journey some of you are entering the workforce others will be attending community colleges and others are attending universities no matter where you are headed you have all gained and developed so many skills which we call the five c's and with them you will take on the world students as you reflect on your four years at savannah high school one thing is clear during your years of high school you have been challenged and you may have struggled at times but with this struggle came the opportunity to learn from each other from your colleagues from your peers your teachers and those that care most about you what you learned was how to persevere how to persist and ultimately how to succeed class of 2022.

that we made it to this moment today our first speaker today is chinonye omerondi chinonye will be attending columbia university in the fall majoring in creative writing and psychology upon completion of her degree she would like to attend medical school and pursue a degree in psychiatry and become an author [Applause] if we were to stop time right now in this very moment who would you be for some that's an easy question in time frozen smiles unmoving and mouths mid-sentence some of us are wonderful artists aspiring lawyers and doctors passionate advocates of social justice full-time athletes and part-time workers at a boba spa or theme park but some of us most of us don't have an answer quite yet rather in this still and surreal moment we are nothing more than what time has made of us graduating seniors in silly blue robes ready to turn our tassels eager to face the unknown but the clock didn't always run this fast throughout our years here there are moments where time seemed to slow so we could stop and laugh a while like when we showed up here in freshman year trying to find our friends at a school with no quad and terrible wifi or that weird period of time where those tiny little babies popped up in like every classroom or that lab in chemistry where we froze our hands off to make ice cream at eight in the morning or lunch when we crowd up on the phone to record tick tocks during the renegade and when time stopped on march 13th 2020 we celebrated and mourned the moments we lose to computer screens and social distancing with masks hiding the fear and our faces and covet cases rising like dark swift waters we thought the worlds was over the class of 22 we are still here despite the despite the time that was stolen loved ones lost in tears we could never get back the clock continues its ticking and if we stopped time right now in this very moment we would be more than athletes and artists we would be one thing strong thank you chinonye at this time i would like to introduce our very own cypress high school choir who will be performing the defining moment by pink zebra [Music] everybody hey it's time to wake up are you ready things are gonna shake up can you feel it feeling on the inside nothing's gonna stop us nothing's gonna stop us now we can always reach higher find a way to to light a fire turn it up and never let it down you know nothing's gonna stop us gotta stop us [Music] [Applause] [Music] history will unfold before this could be the defining moment [Music] we've never been this close before [Music] his story will this could be the dividing moment [Music] is [Music] da [Music] oh [Music] [Applause] thank you choir our next speaker today is diana valdivia diana will be attending syracuse university in the fall majoring in photography communications upon completion of her degree she would like to be a sports photographer [Applause] wow guys this is it the day that we've been working towards our entire life the day that we always thought was lifetimes away today we graduate we finally get to leave the small pond of cypress high for the bigger sea of the real world the past four years have been a blur of moments and memories moments that in four five years will seem like lifetimes away the inside jokes that are so vivid now the laughs and moments that we take for granted will be blurred unrecognizable the past four years definitely haven't been what anyone expected their high school experience to be walking in we were promised ragers every weekend the cafeteria separated by jocks and geeks and the whole school randomly breaking out into song and dance that somehow everyone already knew while it definitely wasn't a high school musical looking today at the people that have spent the past four years with i am proud proud of the way we've persevered proud of the way our classes refused to give in and chose to live every moment to the fullest from senior bonfires to basketball games centurion games to a class snapchat story formal from senior sunrise we've really done it all and chose to seize every moment and i want to take a moment to say thank you thank you to everyone who has pushed us to do our best who taught us to live life and put school aside every once in a while to truly enjoy the moments we only get once thank you to our parents who held our hands as we checked through high school who guided us as we climbed but always knew when to let go and let us conquer the unimaginable thank you to our teachers who played such huge roles in our life beyond education but the biggest thank you goes to the people that i've spent the past four years with thank you for giving me so many moments to cherish memories to tell my future family and lessons to carry with me even though our high school experience is now coming to an end the moments i've shared with you all will live with me forever now let's take the last day we have together and cherish it cherish the voices and smiles of our classmates the memories with our best friends let's take the last day we have together and live every last moment to its fullest live today in the moment because tomorrow today in the past four years will all just be memories we cherish wherever life takes us thank you diana i would now like to introduce our principal dr kevin hodgson [Applause] good evening families friends faculty dignitaries and most importantly our graduating class of 2022 i am so honored and humbled to be standing in front of you tonight a night of celebration a night of reflection a night to look ahead but also a night to be in the moment as graduation speeches go many focus on the past so many focused on the future but not nearly as many focus on the present or being in that moment i've asked you to do that right now really take in your surroundings look among your classmates your teachers your counselor sitting near you your families and friends in the audience these are the people that helped you get here tonight who are you grateful right now right here take a couple seconds to reflect on those who have helped you get to this moment although it's tough to not think about your past or wonder what the future holds there are many reasons to be in the moment number one the future is not in your control the moment you experience right now is what you can control you can't control what will happen in a year's time let alone what will happen in the next five minutes by living in the present you stop guessing what might or might not happen and instead you stay focused on what is happening in the here and now number two you stop waiting so many of us are waiting for something better to come along we dream about the future or when things will get better when we'll have a better job a better boyfriend a better girlfriend when will transfer to that dream college stop waiting don't wait for everything to be perfect before you decide to enjoy your life three and this is the last one you will become so much more productive think about a time where you are in the zone you might not have realized it at the time but being in the zone can only occur when you've turned off all distractions and you're fully engaged in the task at hand allowing yourself to be fully present in what you're doing mean things like work or school become a lot easier and you become much more productive class of 2022 i thank you with all of my heart and soul you will be missed but not forgotten cyprus high will always be a home for you i challenge you to go out into the world and be resilient be tough be flexible be adaptable continue to learn but most importantly be yourself and be in the moment thank you and congratulations thank you dr hodgson class of 2022 we have arrived at the moment you have all been waiting for i am pleased to introduce our dignitaries who will be presenting diplomas to our graduates president of the board of trustees mr al-jabbar member of the board of trustees miss anne-marie randall trejo and member of the board of trustees mrs anna piercy miss april monera and mr kevin dole will now read the names of the class of 2022 graduating seniors please for 100 4 000. so that being put forth and the portal you had the portable two but when i i just thought i'd throw that one out there sorry yes we did i wanted to which i think might be quite a bit actually i don't have a number on that but we know that would be an added expense 60 000 for the portable and then we would have to run setup for electrical and other new toyotas okay that being said i would like to open the floor for any further discussion so one of the things that comes to my mind is as we're looking at all of the options as a whole anything that involves owning another building to maintain gives me pause at this point um it's another building to maintain and pay insurance on and repair the roof and maintain the hvac and all that so that causes me to hesitate also because what's our long term what's our end game so i feel like right now we're a little bit in a holding pattern of getting by to get to what the long game is so um one of the other thing one of the other solutions in the back of my mind is there is space at wilson however that only makes sense if wilson's going to be in the district long term while we write this out and figure out the end game you know if they're going to be here for five years it makes sense that's free space right we're already paying utilities we already have insurance and and all of that so that's one of the big things for me is do we really want to own another building to maintain is one of i guess that's one of my questions to everybody is that really what what we want to decide to do i agree with that i don't think we should get another building right now i mean we've already got three postings for taking care of i don't think we should have another one and i don't i think wilson would be butt wash but i want to move it up there just to move it back if it changes personally i mean that's just a lot of hassle right yeah to me the numbers run all the numbers clapping by far the cheapest even if like going through these utilities even if you triple them to what they are now it's still going to be same or cheaper than anywhere else and as far as i know all the forms guaranteed i think most of the pain will get donated so i'm counting that way so i'd make a motion to put that clap there's a motion on the table from belton to move the district office to the city of platform any further discussion at least now with the wreck for the gym and stuff what is our expense there we bobby would know i think it's around 3 000 a year for gas and electric and then we do redo the gym floor i don't think i think there's a cap at 3 on gas and electric that's actually pretty good because i know when they run the boiler it can get pretty expensive we do redo the gym floor and i don't remember what that cost is that annually that you move your gym floor uh yes because we do post games and expenses wise did we pay for a portion of the roof the roof yes the lights no just for square footage just by the square footage the rook was a third i think was that what it was i could uh just have some numbers here on what they are if you guys want to look at uh i think it averages out to about 250 yeah yeah if you would average all those out it's going to be about for the ten percent of that is there internet and everything on the second floor already is there internet and everything uh it's it's been wired for uh internet then you might be able to answer that there and i can't buy and i know they used to have the internet there they got all the cables there from uh uh that were in the office uh i can answer that okay yes jesse jesse works up there and then all of the uh surveillance video pipes into their hook and work that works monitor i'm just asking because that could add a lot of chats so what do we use direct what do we use the team for do we use it for games we use it for practice on game days volleyball volleyball and basketball both high school to junior high so my i guess biggest hesitation right now is those mini splits and and whether or not you know we're gonna have to do that or not because i would echo allison on the fact that this is i in my mind kind of a short-term solution until we can hopefully yeah i know but i am i mean i don't want to have to put a lot of money i'm just i would just like to express my thoughts for people who have asked me ask me my thoughts and concerns so and having people donate the paint in the carpet has definitely alleviated some of that if we were going to have to pay 14 000 for carpet and then another 14 for mini splits and we're only hoping to have this be a three or four year thing until we get a pawn pass the cost really kind of about even down so that was that was one of my thoughts on one of my hesitations um i also just the timing i mean that wasn't the room here the timing of all of this the perception um could be very divisive for the whole district and i don't want there to be that perception so i want to make sure that everyone knows that we as a ward are trying to make the best decisions for the entire district physically financially not it is not personal at all any of these decisions it's trying to look out for what's best for the district and it is hopefully just the means to get by so that we didn't have to move the sixth graders to a less conducive environment i feel like it is kind of silly that i have heard so much ascension over a district office no offense at all mr clark diane bobby but we're not moving a huge employment base we're not moving students so there's not a big reason to get so concerned about the district office it really should be about the numbers and what makes the most sense i guess one of the other hesitations i have with the agreement with the claflin wreck is a two-year notice is kind of a long notice to can to be committed so essentially if we agree to this now that means that for at least two years we're in that locked in correct and i i feel like that's a little bit unfortunate to be day one you've got two years that you're locked into the agreement and then that two years continues to be pushed out two years so it's not even like you can commit to two years and at that two years then you can make that decision point again it's perpetually pushed out for 10 years so i guess that gives me a little bit of pause as well it feels less flexible if that makes sense and that was one of my hesitations without reading through the agreement with it being proposed as a ten-year agreement right so we are fortunate to have some representatives at the meeting i don't would you be amenable to changing it for one year yeah i think there'd be obviously modify that and in all and honest all honesty i mean if okay let's say we were to pass a bond issue and part of that was to add a district office somewhere i could imagine that being at least two years from okay the bond passed yeah it could be two years i i i don't right but i understand your points of concern too so you know for example if wilson is going to stay in the district then i don't want to be perpetually pushing out two more years because once that decision point is made i would rather utilize space we have then continue to be outside of district facilities so i think there's just a lot of moving parts that i could see is it a bond is it the pursuit of the land transfers taken off the table there's other things that could come into play that make it more attractive to not be you know does our enrollment change or our classrooms shift or something that there's just space available that we want to make that move in less than two years so then maybe um i would went to a men don't motion to approve the transfer of the district office to the old elementary school platform pending approval that the contract be modified to one year agreement early termination early interpretation thank you sorry for that okay so where's the second now we're gonna take a vote for a second on the amendment so all those and do you want me to do a roll forward okay you're making a motion to amend the previous motion okay so now we have to vote on the amendment correct then he'll do another one yes okay what's that mean we gotta wait for them to say we can do it one year no we can approve it as long as they approve the one year so as long as they approve it it's fine we're good yes the amendment passes six to zero so now the motion is essentially what the amendment was that it would approve that question i'm sorry so now we'll go back to dalton's motion of moving the district office to platform with the amendment that it's a pending approve approval of a one-year early termination by the wreck does that all make sense we'll find out okay so now josh yes yes well we don't have to remake that essential version correct yeah okay just dalton or roger yes the motion pass five to one five oh i'm sorry okay allison all in favor aye durian thank you for all being here thank you [Music] i can't believe you
