to act i know they've got a lot of things to do but two years behind two budgets cycles well let's have a discussion about that so real quick so we'll put that on the agenda are there other items for the agenda [Music] a question about the prior items for the agenda i didn't in my bull years hear a distinction necessarily between what al said as far as a report to council and then what i think alice said with as far as further discussion about how to most efficiently prepare such a report to counsel i think that sounds like one thing to me and not two separate topics all right i i agree stephen i'm just trying to give us some things concrete to start with because yes i think the ordinance requires us to make recommendations to council we've got to figure out what those count recommendations are are intended to be because that we can't apparently we've tried to give them wording for resolutions but then we were backtracked to recommendations so i whatever it form it is or whatever it's called we need to make those recommendations which start out i think first with getting the parking off the rooftop so i would move for approval of the agenda as stated with the addition of the the the report to city council item that that al has described as further elucidated by dallas okay rita did you have a question or did you want to add something else i wanted to second that motion okay all right any other uh uh well if the motion is seconded then uh we're gonna vote so we'll this will be on um i think we could probably do this in one step uh the amended agenda uh as amended with the additional item of the report to city council are we all comfortable with that amendment that would be that would be number new number eight or a new number nine or a new one let's put it we'll put it at the end of the agenda and that'll give us an incentive to get through the rest of the agenda quickly okay whatever and i would actually i would also suggest that it be put at the beginning of the agenda thank you i think this is the most substantive topic and people could do the reports after it yeah okay approve the minutes or whatever and then get right into that discussion that would be my my recommendation okay sounds good so i consider that part of the original motion okay so can we have a uh all in favor of the agenda as amended say aye aye aye any opposed all right uh then uh let's get into what's next minutes uh yes from april 7th are there any questions around the minutes from april 7th i would move for the approval of the minutes if there's not any discussion about it have a second um i would just like to note that um one of the attachments is the center of the city exploration of issues item number 11 in the minutes that's all okay and we have us we i think we did have a second erica i believe seconded so could we have uh all in favor of approving the minutes as written say aye aye as amended as amended it is correct i don't think the minutes were amended we didn't amend the amendments we amended the agenda oh oh okay sorry okay and i think that takes us to public comment heather are there any members of the public alice you got your hand up do you want to keep it up there no we have somebody calling in with the last few numbers as 326.

pretty good but don't go too far from this microphone okay so you just come right out there yeah and they'll get it yeah you can just make sure you can see the camera in the camera i'll be able to see you okay just give me about a second okay very good testing one two testing one two okay good evening everybody welcome to the regularly scheduled meeting of the clifton board of education for june the 2nd 2022 we will have a salute to our flag and a brief moment of silence please join me in the pledge i pledge allegiance to the flag of the united states of america to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you roll call please here okay we're going to uh deviate a little bit and let a great presentation happen this evening we have um our wonderful robotics team here under the direction of um monique dettori uh these kids work so tremendously hard throughout the year you can come down later and see all their wonderful awards that they've won they're truly truly amazing kids and an amazing group and we're so fortunate to have him here tonight to do a brief presentation for us so this is tori you're on so welcome everyone we are the mechanical mustangs we're our first robotics team this is our um this was our 10th year in existence here at clifton high school i just i would like to introduce my seniors because we'll be losing them next year avi stan and dan they've been with me for four years through all of the cover chaos and we wish them good luck for next season and where they're going to school so the name of our robot is what bread i don't know that's what they decided to name our robot this year and um the game this year was to shoot into this scoring mechanism and have these low scoring things on up and on all sides and that in the center spun so when he would shoot it would go out of one or four sides there was much more to the mechanism on the field these big trucks for the balls to go out but you could score in the top for three points in the bottom for one point and then the end game was to climb on this basically a monkey bar set that is on an angle and this was called a traversal climb the highest climb and that was our goal for the season our goal was to shoot into the high goal consistently and to climb to the traversal level if you look at the top of this if you see all that silver that's retro reflective tape that's what you see on runners and on people that when they're riding their bikes and you see your headlights shine really back at them so our robot can see that with this camera it's called a lime light we had a lot of difficulty with things this season there's always challenges and one of the challenges was we got to a competition and the lighting was so unbelievably intense that the original camera we put on the robot couldn't see the retro-reflective tape so halfway through the middle of the season we switched to that camera the other thing that we changed is we changed our shooter so we started with this shooter and then we didn't like the angle that it was shooting from we have a cam it could move up and down but we didn't like the angle so then our students alongside uh my alumni dominic class of 2016 who's currently at picatinny arsenal he worked with picatinny and they designed our horn with a rack and pinion on the back and that ended up being our final shooter for the season so we have avi who is our operator along with lamar lamar is also a track star so lamar couldn't be at all my competitions so thank goodness for avi the right-hand man who [Applause] where are my programmers way my programmers this amazing machine to do autonomous mode which does things on its own and to do the vision tracking and then i have a group of catters led by ishan who catted our climber savannah who's not here renata who did our entire drive train and nick who did our arthritis arm and three of the four three of the four of them had never catted before this season so we're going to show you the robot i'm going to explain it really loud and but i'm not going to explain the climb because i would like lamar to explain the climb because he'll explain all the sensors so we're currently getting calm which is what we do we waste lots of time getting calms for the robot so our robot is currently compressing the white belt that you see is part of our tunnel system so the balls get pulled in there's two currently in there the red belt on the side is part of our queuing system how many sensors are in our queuing system eight sensors in our between our intake and our queuing system now we can't target right now based on the lighting so they're setting it up at a certain distance [Applause] and they're going to shoot again you saw it go in many times a second ago [Applause] so another thing about the robot is you only can score your own ball so inside of the robot there's a color sensor and when if we would accidentally pick up a blue ball it would shoot it right through the front which allowed us to just drive and pick up the right color and we didn't have to worry about the wrong color it would just get rid of it now my students favorite program is called taco bell why is it called taco balamar so during that things can get really hectic um sometimes robots bump into you sometimes things just get stuck so um essentially we provided a sequence where everything um reverts and shoots out the robot just like taco bell would shoot after you um [Music] to ensure that everything is reset back to normal and our robot can run smoothly for the remainder of the competition all right so we're gonna and we needed to taco bell to show the taco bell all right so now we would sometimes the goal was to score many many balls very quickly so we would do so we would line up with the logo and we would just throw it into the logo like that that ensured that we could score many times quickly all right the final part of the game i'm gonna shoot and then oh you can you want to shoot the batter can you shoot batter from here that's the batter shot also we could run right up to it and run into the wall and cheat the battery wonderful group of engineers could join me all right we would climb the traversal climb we have to hold this lamar [Music] it's fully autonomous it waits until it's at the right angle and then a climb to the top of the traversal can you explain to them all of the sensors involved right yeah that loudly loudly so let's see all right first off um when we're trying to go into this climb um the first thing that we want to do is properly align um ready our and in order to do that in our first several matches we had a lot of trouble with wasting a lot of time trying to get it lined up and not having enough for our beautiful climb that you guys would so midway through the season me and my other programmers um may use these so all throughout the entirety of this climate structure with um each on our engineer designs we have two sensors up here two sensors over here for each hook each individual hook has two sensors so for our first alignment task um we would have to wait for both sensors to be true so these these proximity sensors wait for the metal to reflect off them and once it gets that metal reading that means we're good to climb so um as you just witnessed that pretty much means that we're properly aligned with the structure and we can presume safely so now the iteration that i was talking about with my other programmers was allowing it so that um the driver would simply have to press one button and they would auto align with the bars ensuring that we wasted as little time as possible because in a game like this it's very crazy um so for our next process in the climb once we're already aligned then we have to climb up or pull up sorry so in this process we um we have the bar so we wait for our center values to be through so essentially as soon as we get over here we click the button and the entire system goes down and we have these two hooks on both sides over here and these are also have sensors so as soon as this goes past this and this goes backwards a sensor the sensor gets disconnected and we know that it's the bar has reached this point now it's for that same thing for all these hooks and that's how the robot knows when to go down when to go up so that process you saw between the switching between hooks every single one of these has a sensor every single hook so in total we have nine sensors on this climb so it's all one button you hold one button it all gets done so i think that's one thing and we did really well this season uh it's also for that same process when the ball gets intake it goes up into the shooter that's all one all by itself the white belt and the red belt on the side all does it by itself and i think we did that really well this season implementing a lot of sensors yeah um and with this ability to use these sensors um we can also program result and i also devised um what's called a state machine so essentially um within the entire climbing process sometimes we want to be able to pause something doesn't go right we want to stop stop the entire mechanism and using these sensors we can track exactly where we are in that movement so we pull down we know where we are we get the reading from the sensors we know that we're in transition to hook b we hold down again we know we're transitioning from hook b to the next one and stop the robot at any time um so so this season we attended three competitions and then we qualified for the mid-atlantic district championship which is new jersey eastern pennsylvania new york and we won an engineering award at each of our events they give out five engineering awards at the events of 40 to 60 teams so during the first event i don't i don't remember the order but we won innovation control we won the autonomous award for our climb innovation and control for our sensors and then we also won excellence in engineering at the largest competition that we attended for the entire robot package as well as the team and as well as just being everything about the mechanical mustang [Applause] so we want to thank our sponsors obviously clifton public schools um we are very very grateful for hoban engineering and the warehouse at 308 colfax i don't know where jim went he's over there we work there five nights a week saturday and sunday from um january until the end of april every single day we're there um i'd like to also thank pomponian who was incredibly incredibly helpful they helped supply us with um dinners monday through friday during the week so that we start at four we eat at six and we can work until nine or ten every night um our longtime uh sponsors the montclair society of engineers they're tom is the president we have bob rich is our programming mentor from the engineering society um we also are sponsored by picatinny stem [Applause] which is our alumni and this year our newest sponsor is the tri-state arab american architects and engineering society and i want to thank them i'm sorry if i got the name wrong [Applause] so they um helped us sponsor about eight of our students to go to our district championship this year so the 2022 mechanical mustangs [Applause] board members everyone will take a 10-minute break to get inside thank you [Music] thank you do you want to be do you want to be in the picture yeah back on stand in the front mr paris miss beltran move over here we're going to take a picture we're not going to be able to see you neal is [Applause] thank you guys thank you all so much excellent job [Music] nothing i need to know come here do a congratulations thing okay if there's anyone here this evening that would like to address the board if you please uh come to the podium and address the board thank you good evening everybody mark brunsiak holly street clifton tonight i want to commend all board members who share similar views in helping protect our children those are that kids are not tools for adults to quell irrational fears that kids are not proxies in propaganda wars about adult issues that kids aren't experimental subjects for untried drugs and surgeries in most cases that kids are not the convenient object for policies that politicians are too cowardly to forced on adults because they lose votes and money that kids are not the captive audience for the latest unproven social theory that kids are not adult partners that kids are not the vehicle for every insane crazy fantasy any given adult might have quite simply our kids are our most precious resource they should be cherished protected and made our number one priority every single day the two most important things i think this board can do is number one make sure our children receive a quality education number two make sure all of our children and staff are safe to the commissioners i continue to urge you to draft and pass a resolution rejecting the 2020 education standards just as multiple other districts have done i received multiple communications before the grade 6-12 presentation on comprehensive health was even finalized last week and again how disturbing particularly those in grades six seven and eight even the youtube video from the last meeting on may 19th was taken down which i wonder if it was due to the language presented that is verbatim in the standards once again to this date i still haven't seen i haven't seen the most despicable of these standards sent to parents guardians or guardians verbatim from any written communications from this district this is an easy decision i would also like to commend the board for the hiring of six additional sros in the new budget with the additional funding that the state has provided us which this district is rightfully owed the district is safer as a result of this and the district can be even safer if the state actually funded our district properly i can't even count on my fingers how many times our wonderful superintendent dr robert tosi has referenced this and i urge the commissioners to reach out to the legislature to fund our district correctly based on the receipts that our districts pays to the state to continue to help our district become safer thank you for your time and god bless america have a good night everybody thank you anyone else wish to address the board hi i'm julie solagi and i'm at 43 new briar lane in clifton new jersey um i'd like to you know last night i was at the uh woods um ceremony for scholarships my daughter is a senior at clifton high school and i guess i was very upset last night that she was not acknowledged and part of the reason i think is the the leadership of the school okay i mean they had the superintendent there they had the principal they had jennifer bergman jody spring they had a bunch of people and i just don't understand okay how it actually worked out so my husband actually sent an email i'd like to read it um and it also like to see you know listen to the response that i was given uh regarding this so um this morning he sent the email and said first i would like to thank the women's clever award considering my daughter emily for the women's club warwick scholarship we appreciate their generosity however i wanted to comment on last night's awards ceremony following along in the program it became apparent that some scholarships were skipped for some reasons i'm assuring that representatives of that donor were not in attendance i completely understand that unforeseen circumstances arise prohibiting donors reps from attending my issue is why emily and other students uh who all were selected to receive one scholarship from a donor that have not been present were not recognized in front of their peers and the audience uh for the academic achievements we were very disappointed but i must say emily handles herself very well considering uh i would like to make the following recommendations formally recommend all students and their awards even if the donor may not be present we sat through the entire nearly two-hour ceremony without having emily recognized it for her achievements again we thank the women's club for warwick for their generosity my wife and i plan to attend tonight's board of education meeting uh during us we planned to acknowledge that emily the public in the portion meaning since no such recognition was provided last night okay so uh the response that i was given uh was i am replying to you this is actually from um at the end it's from jody springer i i am replying to you with a similar explanation to what i sent mr zimmerman which is another um i guess his daughter also didn't receive the woman scholarship earlier i understand your disappointment that emily was not announced as she should have been unfortunately we are the facilitators for community groups and we cannot control all the aspects of the scholarships administration we are grateful for their generosity and support and want to maintain good relationships with them if someone um does not show up when they say they would or deliver items before the deadlines we are limited in how we may respond mostly i hope nothing bad happened and that they are okay and they follow up as soon as possible what we can control is how the evening is planned we print every student's name with their scholarship in the program they they all deserve that acknowledgement and momentum some scholarships require um that we do so some scholarships are announced but in the beginning by representatives from the community other students are announced at the end based on their rank uh we do not announce the names of students who are not there even though their names are in the program uh this seems like we skipped some people but most were either called earlier later or not going to be called at all other 250 scholarships and rewards were given to over 150 students there was an unusual amount last night changes last night we try to anticipate and accommodate everyone at best we can we ask for everyone to check in when they arrive and to keep the evening flowing we did not announce names of people who are not there unfortunately um things do and always go as well it doesn't always go as well as we hope they will make mistakes happen i sincerely apologize that emily's name was not called for the women's club scholarship i welcome your up your observations and suggestions we'll use your input for future planning please accept the regrets that emily and your family's experience was not what it should have been i have to tell you it wasn't what what i thought it should be and i just want people to know the ceremony is coming up and people have like every every kid should be acknowledged if if something goes wrong and a name gets skipped you guys have to do a better job i mean it's ridiculous i mean the graduation is coming up what are you going to start skipping names it's unprofessional you understand what i'm saying and regardless for these kids they worked very very hard nothing was said it was tossed at the end when they said when she had went up and said something said well here's something on the side unacceptable unacceptable behavior leadership comes down from beginning i have to tell you i raised my voice very well i'm very proud of her when she went up herself and handled it she couldn't have done a better job i congratulated for being distinguished honest be on honorable for four years i think she deserves it i think the board should recognize something and i really think that these people that work here i i work for a board of education so i know what it's like you understand and that's that's that's disappointing because you know what it doesn't happen over there that that that's really very disappointing to me and i'm very sorry that it happened to us but they don't have they don't have graduations they don't have things for easter thank you for your comments we will we will listen to those thank you anyone else wish to address the board see not motion to close motion to close public my mr abu drabo second by mr awad is the caller uh i'll check anyone on the corner nope uh no okay motion to close zoom motion for the uh calling by mr abu dravo second by mr awad okay we thank the um again we thank the robotics team uh for a tremendous job they did on the presentation outside um we were so happy that the weather cooperated and stopped to allow them to do this so we're very proud of the hard work that those students do um uh monique for the wonderful job that she does and all the other volunteers uh that do such a great job in that program they work very hard and uh we were very impressed with the presentation so thank you okay next we have our uh p b s i s miss rigoza all right all right good evening everyone um thank you president smith vice president mr daley commissioners of the board it's always a pleasure uh dr robertosi and central administration for this opportunity to get to showcase what our wonderful schools are doing with the pbsis implementation in our district so i'm really really excited for this one happy june we're almost there at the end of the school year for all of our my fellow educators for our pbsis recognition segment we have indeed saved the best for last and not just because dr orbitosi is walking in right now but seriously tonight we showcase oh and where are you there you are tonight we showcase mr mike mcconney a teacher yes look at that we didn't even get started and every single person in here applauded for him that that in itself but he's a teacher at clifton high school and the colleague to all in the one clifton learning community i want to look at you when i say this because i'm so sorry i'm giving away when students contemplate a career in the education field it is almost certainly because they have encountered an educator who has gone out of their way to connect with them to help them be successful to reach students authentically one must be empathetic and care to understand whether student is at in their lives as well as be driven to teach to the abilities of the student mr makani embodies the spirit and is loved by all who encounter his presence colleagues alumni parents and students have the utmost respect and admiration for mr makani as he is present with everyone he interacts with mr mcconney has helped all of our schools with pbsis implementation in one way or another he is a vital member of the mustang pbsis team at chs and has helped the middle and elementary schools develop outstanding video products for their pbsis implementation he does this all while staying cool under tremendous pressure he is also often the voice of reason in the group and always remains solution focused to all situations even when you're going live in two minutes harold s kushner says do things for people not because of who they are or what they do in return but because of who you are mr mcconney you make thing you make things happen for all of us in clifton we honor and cherish you for this mr mcconney's everyone's foxhole friend and truly embodies the one clifton community by being an outstanding educator and colleague [Music] we have something that your colleagues and and and people who cherish you put together let's take a look at how we're going to honor mr mcconney there you go what can i say about mr mcconney that hasn't already been said i'm happy to share a few words about mr makani a teacher that i admire very very much it's really just an outstanding individual what can i possibly say about mike makani that would even remotely describe the pivotal role he consistently plays in connecting with and inspiring our students in clifton high for those of you who don't know mr mcconnell he's the single most selfless person i've ever met he's always putting his students first he's empathetic i'm sorry i really want to do this justice because they put yeah so um let me just try something else [Music] what can i say about mr mcconney that hasn't already been said i'm happy to share a few words about mr makani our teacher he's not here because he's fixing the problem hold on we'll wait for him sorry thank you for your patience but you know [Applause] [Music] what can i say about mr mcconney that hasn't already been said i'm happy to share a few words about mr makani a teacher that i admire very very much it's really just an outstanding individual what can i possibly say about mike mcconnie that would even remotely describe the pivotal role he consistently plays in connecting with and inspiring our students at clifton high for those of you who don't know mr mcconney he's the single most selfless person that i've ever met he's always putting his students first he's empathetic he's kind he's the teacher that every parent wants their kids to have they come home and they say only good things about him and that's how you know that mr mckenney is a valuable member of the clifton team it's really just an outstanding individual i tell a lot about a teacher by the way they interact with our students and i see mr mcconney interacting with our students at board meetings in his classroom at school kids absolutely love him he's always there teaching us responsibility not just for our positions in our cast studio but just real world responsibility he's the type of guy that will go above and beyond for his students every single day he's always putting his students first especially when it comes to producing any sort of project that we're working on like staying after school for like two hours in 89 degree weather getting sunburned helping us produce a segment for the morning show and he's just an outstanding team player he does so much for our district he's definitely my favorite part of walking into clifton high school every morning and the one thing that's always going to sit with me because of him mr mcconney is you should never settle mr mcconney for everything that you do for our students for your peers for our staff in general and our district as a whole thank you you truly make it a great day to be a mustang all right dr robitosi president smith if you would be so kind as to help me present um mr mcconney with his certificate if the full board would join us out there that would be great nicely done okay i'm used to reporting these things can't see you that's great thank you [Applause] hello mr president yes vice president daley yeah uh mr mcconney not so fast mr mcconney yes um uh i didn't know where you were going to recognize you and honor you tonight and i couldn't be happier i want to add a personal note to that um my daughter was one of his students and she always asked for for him how's he doing so i know how much you affected my daughter in her education here and she went on to get her doctorate in physical therapy so uh but she didn't take up visual arts but she did take up something important but the connection you made with her left a lasting impression so i would like to add my personal recognition to you and and honoring you and your position there thank you thank you if other board members would like to say something please state um i could start at the miss password very good mr mcconnelly you always a gentleman whenever you do anything you put a hundred and two hundred 200 into it uh you have been a guiding light into the members of my family my daughter is very respected of you she comes and visits you frequently um she's got great editing hands for some reason i guess yeah i don't know but uh she loved your classes and you did make an impact on her plus the countless of many other children that went through the cast program the morning news is wonderful because of you uh you're a highlight to everybody in the clifton community and i thank you from the bottom of my heart for your effort and continued success thank you mrs pastor thank you mr paris we'll go around mr mcconney i kind of got to know you fairly recently yes um but the one thing that strikes me other than the accolades from your peers and the board and and other adults the fact that the students touches me in the video how you touch students lives and you make such a big difference in their future and envious that is something that you can't get in any other career and real testimonial to your dedication to students and to the city thank thank you dr danny um i just want to say you know congratulations thank you for all that you do my daughter took your classes she loved them and i know like the personal that i worked with you a little bit um in asking you about some things about television production and all uh you were always so helpful and so kind and she did go into uh television production now she has a baby and she's kind of took a side but on that but you know it's um you were very very um instrumental in developing that so thank you thank you mr canova yeah um so mr cunning um i know a memory that that uh i know a bunch of students have told me is that you know when i get on the board they've always asked me uh how's mr mcconney doing i haven't seen him in so long uh so i know that i didn't take your class myself but i know that there are many out there that have and they're always asking about you uh and it just goes to show you that the impact that you have on students lives and it's the reason why you know you're here and you're a teacher and uh it goes to show you we saw the video we saw how much everyone you know loves and praises what you do and the things you do and you don't have to be here in an education system but you are and i applaud you for that thank you miss beltran um i didn't go to school in clifton um but i can appreciate all the my friends who did go to school in clifton and they all uh come back and talk about you and ask if you're still running the tvs and everything like that so it's it's nice to know that we have an educator here that is sought after to the point where you know i'll be out somewhere and someone will ask me if you're still here um so it's you know it's it's on it's i feel honored to have someone like you working for our district and i hope that you feel the same way working for us that's all i say thank you mr wadd my favorite um instantly when i first came onto this board uh you were nothing but welcoming you're a kind individual a caring uh teacher and something you know uh that you remind me of with a lot of our teachers in this district is that you're not just educators you guys are also like parents to a lot of these students you guys are shaping them to be fine a young men and women and you leave a life lifetime impact on them and that's something that you know uh we thank you for uh we will continue to support you and the cast anything that we can do to help and just may god give you many more years of health happiness and just i appreciate everything you do for us thank you mr uh abu dhabi mr mccutty uh next year is my 20 year graduate from high school and to echo mr canova i think there's nothing short of people really asking about who you are you are one of the staples of clifton and there's no doubt about that you know i had zero period my senior year in high school and i always try to skip my zero period class come and hang out with the cool kids over in over in cast and um then one time remember do you belong here no i'm gonna hang out anyway um you are truly you truly have left an impact on many people and i want you to remember that and to own that because your character the decency you have shown people there is not one negative bone in your body and i can truly truly truly appreciate that you're a positive individual you're a great individual and i really hope you're not going anywhere because we still have generations of people to teach but i do want to deeply thank you from the bottom of my heart as a student of this district and a board member of this district it's a full circle so i really do appreciate you thank you mr mcconney um prior to you we thought we had a phenomenal cast program with mr jim kelly um he kind of started it and uh whenever you have somebody new taking over the the range you always have some uh some concerns but you did such a tremendous job of stepping in um you're always willing to help and the best the best comments or accolades were seen on that on that video uh when your students or the or the people who you touch each and every day um when they can speak so highly of you that tells us we have somebody here doing a great job and not to mention all of your colleagues um they truly know what happens and what takes place and i'm always impressed with the the morning announcements if anyone does not have an opportunity to see them they are saved onto youtube i believe and you can go back and see them he puts a tremendous amount of work in it and the kids do a great job with it so congratulations and and uh well-deserved award thank you thank you thank you everyone okay adoption of the uh minutes of our regular meeting of may 19 2022 so moved by mr abu yes presidents myth yes motion carries okay um next we have um our superintendent's report and uh you just bear with us it may be a little bit uh longer this evening because of the presentations but um a wonderful night for clifton here tonight so uh superintendent robertosi thank you mr president good evening commissioners and members of the public and our honored guests tonight our teachers of the year and our educational service professionals of the year certainly my favorite board meeting of the year where we get to if we're not honoring students if we can honor staff makes me really really happy before we do that i'd just like to say two things and i'm going to yield my report to the presentation i wish our board president a happy birthday today we're going to sing later in executive session there's cake and everything um and i just want the board to know that i was very upset about that parent who spoke tonight that really hurts me when i see a parent upset if i see a student you know disappointed so i did i was able to speak to mom in the parking lot and i told her although i know it won't make up for what happened last night i did tell her that i would love to have her her daughter and any student that didn't get recognized last night come to our next board meeting and be publicly recognized so it won't make up for what happened last night but she seemed receptive to that so we'll invite we'll do that at our next meeting tonight it is my great honor to recognize our governor's educator of the year and educational service professionals of the year each year the state of new jersey um through the governor's office runs this program and every public school in the state has the opportunity to nominate a teacher of the year and an educational service professional of the year those are all those other people that are not necessarily teachers but our counselors our nurses our paraprofessionals it could be any of those people who um have such a tremendous impact on students and so each school gets to nominate one each district so those teachers i'm sorry get to apply for the county teacher of the year and there's one county teacher of the year in each of our 21 counties and from those 21 counties they select one teacher of the year for the state and a couple of years ago we had our own megan graziano was the passaic county teacher of the year this year i think it was somebody from it wasn't from from clifton but it was certainly an outstanding teacher but tonight we recognize our own and i'm going to come up to the podium i'm going to call each of you up give you a small token of our appreciation we're going to take a family picture and then you can hang out and watch the rest of the meeting or be on your way so mr smith i think it would be great if uh if you would join me for a couple and then maybe the board members could rotate in and help me hand out some of the awards we might be having some technical please just classmates i don't want my fellow classmates to get in trouble for a simple dress code violation if any information just let us know lastly i would like to mention school safety in texas a week ago the third deadliest school shootings in american history left 19 innocent students from the ages of 7 to 10 and two teachers dead at the hands of an 18 year old in the state of new jersey schools are required to perform a minimum of one fire drill and one security drill monthly at clifton high school since september we had several fire drills and and sheltering places but we've seen a lack of lockdown drills it's terrible that students have to become a custom custom to these procedures to stay safe in school where you shouldn't have to worry about your life parents are worrying if their children will come home from school that day with the tragedy in texas now more than ever our students and staff members all need to be reminded and practice our lockdown prison procedures again our our our hearts go out to all affected by this horrible event that hopefully will help change the way our school practices in these situations thank you tiffany for uh for that great report and you're welcome to say well or you can leave when you wish to leave okay thank you again all right i'm going to move past announcements we'll go to uh first reading of policy which it looks like we have none uh we have no no number 12 right okay we have two committee reports we'll start with facilities um mr awad do you want to read that thank you president smith uh we had a facilities meeting on may 31st 2022 i was president mr daley was present president smith was present uh dr abratosi was present uh mr uchi mr abedrabo mr moldano assistant uh business administrator mr ahmed shahadah mr watkins costello and mr shah the meeting started at 2 pm ended around 2 45 pm discussion was the referendum update a brief overview of what was taken place thus far passage valley water commission has determined the pipe underneath woodrow wilson's field does not have to be rerouted committee members are requesting legal documents to be written up regarding the easement and potential liability of the of the project administrators and legal will obtain the documents for review remaining three bid packages are with the state being reviewed schools are getting security uh will be requested to get work done in the beginning of the project a second item discussed with school nine and clifton high school uh manhole repair three sewer-drained manholes were repaired asphalt around the manholes had deteriorated and created large holes around them maintenance department received calls from the building principles and immediately got a vendor out to repair another item discussed was grounds upkeep update maintenance has a crew of an internal team cutting all the grass and maintaining all the buildings on a weekly basis fenders that is handling the softball fields has been doing a great job and coming out every wednesday to cut and treat the fields the meeting adjourned and that was all okay any questions for facilities seeing none we go on to uh legislative uh mr abu drabbo thank you president smith um in attendance where myself um mr joe canova dr lucy danny and president smith dr robert tosie mr uchimser gingero as well um from our legislative perspective uh senator gill summoning assemblyman giblin assemblywoman timberlake uh and their each of their respective chief of staffs terrell ricky in the leader all in present meetings are 10 a.m and ended at 11 a.m we had a slew of uh discussion topics that day and um the first thing we discussed were the 2022 comprehensive health standards we did relate and discuss the feedback we've been receiving at our board of ed meetings from our uh public and as well as um we gave them both sides of the discussion so they understand where clifton stands and where we are with that so they are well aware the conversation has started they don't foresee any changes as to many of the public hopes but at the same time they also explain to us the importance of having these discussions at an early age for our younger students number two we discussed the clarification on who can and cannot hold seats during terms and they further explain to us that we do need to be advised by our attorney and as well they also explain their perspectives from the law we did talk about the staff reform on the state aid funding in the future they are well aware of what clifton has received in the past and we have made it a point to them about how much we are still short in clifton so we will have further discussion from them for future legislative meetings uh we talked about update on permanent free lunch we asked that the free lunch waiver would become permanent that they stated that there is no plan to continue on free lunch waiver we will continue to fight that because we all know how important it is that many of our students their only meals are is when they come to school and we have made it very um important and made a point to them of how clear and how important that is to the city of clifton the update on charter and out of district schools on the budget lines while they believe and they being meaning the state not our three legislators believe that public aid for for charter schools should remain with public schools we have also made it and i uh you know mr konova spoke very eloquently about it since um you know he has it was actually his item on there and we basically said to them that there needs to be an own budget line on the charter schools that the fact that we as a board as a district the night of a budget passing or a letter from the doe that we have to put aside for example two million dollars or somehow dollars and millions be off our top the budget for charter schools is unacceptable and that we need to fight for every penny and every dollar that comes into our district for our staff for administrators and for our students we asked them for a couple of different agenda items that either have been in state legislature or have been have passed through said the legislator are introducing the state legislature one in particular is the um instruction for high school students how it's not early at 8 30 a.m they did give us an update on the late start for schools uh we talked about topics discussion on legislative developments and updates discussion uh assembly legislative bill 1281 senate 464 assembly bill 677 and it's reciprocated mirror bill in the senate on a 96 and we also made sure they're well aware of the new jersey school board discussions that we've had and how we support their priorities and making sure we showed how urgent it is to our district and that was majorly and predominantly around our charter schools so that was on our earlier discussion as many you are probably aware and many are not aware the state legislature is being redistricted happens every 10 years while we will be losing assemblywoman timberlake over to the new 34th will be the new 27th district which means that we will even either have a new senator or continue having the same senator of political reasons we will continue having assemblyman giblin but we will also have a new legislator in the assembly which is john mccain john mccain is an ally and a friend to many of us and i spoke to the president and i spoke also to the superintendent um and to the legislative committee we will ask assembly mckean to come in and explain to him who we are as a district the important priorities that we need to fight for so this way he keeps it in mind as well and hopefully we'll have a very fruitful conversation and to my colleagues on the board if there's anything else legislative on the legislative end that we have not discussed and you think is it's important to make sure we put on the agenda please let me know in an email to the superintendent to myself and the president thank you any questions a comment mr president yes just for the board to know we did have a not a lengthy discussion we had a good discussion about the movement i'll call it to delay the start time at high schools throughout the state of new jersey there is some action um a lot of talk uh i believe there's a bill it hasn't gone anywhere yet but there's a lot of talk and i'm a superintendent i'm not opposed to to to anything that would make us start our high schools later because there is a lot of research that shows basically the way we do it in clifton and how a lot of school districts do where our secondary schools are starting earlier and our elementary schools are starting later that really that should be flip flop the way children's brains work that teenagers need more sleep and younger children or perform better academically earlier in the morning the issue is that the practicality of it right there are so many factors that go into a schedule for for schools and not to to mention the transportation aspect of it which is probably our biggest issue uh here in clifton so we have 54 buses that are all utilized all day and those buses are tiered right so the kids who are dropped off at the high school those buses then go on routes and pick up the middle school students or elementary school students so may not necessarily be a problem to flip that but what i suggested and what i implored the legislators and what the superintendents association is asking the legislature is to if you're going to do this make sure you give us enough notice don't tell us in august that we have to do this in september and and the reality is you really need two years to make that change the planning the amount of planning and the changes that have to go into in regards to scheduling it's not as easy as you think just well you just change the times right it's not that easy there's so many other things that go into it but from my perspective i'm not necessarily opposed to it because i do think i i do wonder how sometimes our high school students they're starting class at 7 30 in the morning right it's great it's it's just seems to me to be really really early um and we do have a lot of students who come to school it's already the naysayers will say well they'll just if you change the time they'll go to bed later at night and they'll just be late later in the day i don't necessarily believe that i do believe there is something in in the brain that impacts the way um teenagers and i have three of them now oh my god three of my four kids are teenagers now that's scary there's definitely something wrong with their brains right i'm talking about my kids so maybe that maybe it maybe there there is something going on there but we did uh we did and we'll continue to push for the legislators to to not spring this on us to give us notice thank you and if i may add to that as well on that discussion and mr canova if i missed anything on this perspective let me know please because it was your agenda item as well that not only from the academic perspective but from the financial from the fiscal responsibility perspective that if schools were also to be pushed we also have to take accountability for our fiscal responsibility about our buses about our personnel uh and how we have to handle that as well so that was also a discussion which i uh failed to mention was anything else mr nova on that no no that was right um if if we go later in the day then what's going to happen is we have to have more buses more bus routes we're going to have the place to store the buses we'd have to purchase them so the term unfunded mandate was used and we said make sure this is not going to be one of those because otherwise we're going to get collaborative for it anyone else yeah mr president vice president yeah mr avedravo thank you for that report uh i'm sorry i couldn't attend uh of course the conflicts um i will give you some information there's two things number one on charter schools the way they're approved it's totally untransparent and i'll give you an outline and you can have that discussion with the legislators as well in case the public doesn't know they just file a application to the state whether to institute one or expand uh we get a letter dropped on the floor in the in in the board office that's their response to us and there's really no dialogue uh either or no public hearing whatsoever either on that so we can look to give them some guidance how we can bolster that the second part is with count county schools every county runs theirs differently for instance hudson county does not charge tuition to any of their students that come from the the municipal districts here they just give you there's a flat fee that they contribute which hasn't changed in about ten years it's about seven thousand dollars we contribute about about 14 a piece or something like that so there needs to be some uniformity uh of how state uh tech schools and magnet schools county tech schools and magnet schools uh operate because every county is different it's really very very unbalanced and i also give you some outlines on that too as well thank you mr daley and if the public is tuning in on this uh the conversation we've had i think for years mr daley has led the charge on um on the charter and and um county schools so if people are are not aware um we have students in clifton who go over to charter and and um and county schools in the county school where mr daley is referring to state county technical institute and if anybody's not aware the money in the state of new jersey follows the student so you're looking at about 700 students in total 750 times that by eleven thousand dollars that's how much money is leaving this the city of clifton to go to to pay for these students now in terms of charter schools um we made it clear to them that you know the reference i used was if you're shopping for a house and you know there's a short sale on a house in this shorts that we're talking about is um church properties and these charter schools are buying up um we have to move you know you have to move to buy the house quickly before somebody else does with cash or has a prior agreement so in this case if there is a building we have to say we have to think ourselves as a board do is it time for us to buy now or we have to jump on it quickly before another charter school opens up so we face many facets of different sides of how we have to make our arrangements as a board and as a superintendent and as as a whole as a city how we have to move forward and and it really changes and we made this clear to them it really changes around our budget priorities um to do we go after a building that's we know is coming down the road and we got to start a conversation quickly or can we wait a little bit get our you know the money of the house order in order and then move at at a prioritized date when we see fit so there's there's a lot of facets that we've discussed with the legislators on this and they are very well aware mr daley so anything you have to add to that moving forward please let us know okay any other questions legislative okay i just would like to uh comment uh um our assemblymen made it uh very clear how thankful they are of clifton for having this type of meeting he told us that it is very uh unique that it does not happen in other districts and they felt that this is a tremendous opportunity for both of us to share our ideas and our thoughts so i just wanted the public to know that it's this is something that clifton has initiated um and our legislators are very proud to be part of it and maybe other districts will uh follow us and and add on but uh uh something might give them on to make it uh known to us that this is not common practice with other boards so i thank you and president smith did the administration through you um superintendent robert tosie if you can just give us also a couple dates for summoning mckean for the new 27th legend district um so we can get a better understanding of when we can invite him in either meeting with you or with you and the committee as a whole or even with money mike to understand really where we are with our finances because moving forward we're going to be a very unique district moving forward we won't be with east orange orange and montclair we'll be with roosevelt park west orange livingston so we're really going to be um competitive and fighting with our urban essex county neighboring towns and montclair i think is the only town from the 34th that will continue to be in the 27th new legislative district okay we'll move on to um [Music] unfinished business is there any unfinished business yes mr smith um i see with you know the reports that there wasn't a report from the policy committee i'm just guessing that you know it's going to it's going to happen in the near future the policy committee yes so for this upcoming week next week yeah so um just everybody's aware as well thank you for um star wars uh mr president if you may um so i believe dr robertos it's the second tuesday of every month is our standing policy committee meeting uh we have a couple of things on there um talking about the dress code talking about the login process something that you brought up last meeting and a few other things that we're going to discuss for that meeting as well so if anybody has any agenda items please let us know as well thank you the only reason why i bring this up is because last week i brought to light when one board member decided to give another board member uh jello shots consumed of alcohol uh they didn't consume in the boardroom but i just found it very disrespectful for the deus and for the building and what we stand for for something like that to happen here and i would like to you know set to set it straight is because after the meeting you decide to send one of your family members to harass me and try to intimidate me why i brought this to light and i just find it very rude and very disrespectful for someone that's the vice president of clifton against substance abuse to be doing something like that in our administration building somewhere where we sit here we discuss policy and you know try to pave the path for our students what kind of example are we really setting for the students knowing that board members at all due respect sometimes we act childish or we throw tantrums or we're giving each other alcohol on certain things i think we should set the standard and the bar high and that's something i really want discussed in policy because if commissioners are allowed to do this what's going to happen with staff what's our excuse when staff students and others do that and i'm just really disappointed because we took an oath and i think we should you know abide by it and at least have mutual respect in this room we may have disagreements but you know because someone brought a light of a certain situation and when they do it they're being harassed and you know threatened and disrespected but if the tables were turned the other way around which you know it's always a loose cannon i just think that you know we should really look ourselves in the mirror and kind of you know you know before start judging other people make sure our hands are clean that's all i had to say okay so policy will uh yes i would like to on uh unfinished business yes i'd like to respond first of all i didn't send my daughter here my daughter came down on her own because she was watching the meeting directly okay i don't know what she said to you because i know she i asked her when we got home what did you say to mr white she said that she wanted to speak to you and you ran out of the room samantha does not have to use vulgar disrespectful or any kind of insulting language my daughter can speak very professionally she has a master's degree in communications and i'm very proud of her as she comes to the meeting several times and speaks very eloquently i told you last meeting it was a sealed bag it was wrapped up i did not know what it was she asked me to deliver it to miss beltran okay i didn't know what it was i walked over and handed to miss beltran that's it i didn't have my car that night i got dropped outside i didn't want to leave it in the car i didn't know what it was she just said to give it to her mr awad you have a funny way of talking about harassment you're the one that filed ethics charges against me and then you had then had your wife copy the ethics charges okay i can get into that as well you keep on bringing this up you talk about disrespect you should have spoke to me in the back room and said hey what did you do that for and secondly i am vice president of clifton against substance abuse we talk we teach people about the ill effects of substance and a substance awareness people partake all the time people on this day is partake all the time on every different thing from alcohol to to illegal and illegal drugs okay my job is to bring awareness to the community which i do if people want to partake in that including members of my family as long as they act responsibility so be it i can't prohibit people from stopping them from drinking i don't drink alcohol i don't do any kind of illegal drugs and i only take heart medicine for what i need for for my my enlarged heart but you are the one that disrespects me at every chance you get and you brought miss beltran and dragged her into this my daughter came here to speak to you and tell you what happened i did not know what was in that bag and i will take a lie detector test if you want to pay for it and swear to it on the lie detector test i challenge you thank you i'm more than welcome to because it was pretty funny when you handed her the bag you guys were discussing what was in the bag and you guys were giggling and chuckling about it there it is but it's okay listen president smith this is under a new business i think i think it's time to move on it is okay let's stop please it's un was unfinished business you brought up for the policy that's it that's where it'll end it will go to policy and bring it back to to the board uh yes unfinished business we had a a personnel meeting and we don't have any minutes and i understand that everything on that personnel meeting is confidential however the meeting should be documented who was there what time we started what time we stopped the board members should get a copy of the confidential report so they know the discussion that we had right the public shouldn't get the copy of that but because there are there are several things on the agenda that are going to reflect and i have a bunch of stuff that i want to pull to bring into the back room so we can have the discussion with the whole board what happened at that meeting but there's no there's no documentation to memorialize that that meeting actually occurred and it's a committee meeting it should be documented time date who attended personnel personnel personnel maybe something else was brought up in the personnel committee and then what we can release to the public and what we can't it's really important that we document and memorialize that the personnel committee actually met thank you and if i may uh president smith to follow up on that i actually agree with miss sebastard uh only because there is one issue i do i want to ask the pool uh if it's okay with you and the in the superintendent under personnel um that i had a question but i didn't get a chance to send it to dr robert has a toasted city because of work so okay when we get to that um yes uh dr robertosi did inform me that these meetings are documented who attended all that time uh we can get a copy of that out in the future to to all the boards so that everyone's aware of it but uh that information is documented um and uh i think it's only the second meeting you've had of personnel for for the year so we'll definitely make sure that that's done and that the board will get copies of that information okay any other unfinished business okay seeing none um oh i'm sorry i had one um i just wanted to let the board know i just got the response so um i did send the um i did ask for the advisory opinion so i will send everyone the uh the copy of the opinion that i asked for and then uh response we received today uh from the from that uh email um basically just stating that they received it and they'll look into it at their their next meeting so i will forward all the board members a copy of both the letter that i sent um as well as the response that we got today uh so this was uh a request from miss basford for legal opinion on adding members of the public to uh committees okay so once the meeting is over i will forward that to everybody so you have that i'm sorry thank you for bringing that because i just looked at my note um the young lady the student um um who spoke mentioned about the dress code and i apologize i just gone through the two different notes between this meeting and last meeting uh if it's okay with you and the superintendent i'd like to invite her to the next committee maybe we have the dress code as the first priority on that agenda and as the student rep sitting in since andrew's leaving if we can possibly get her feedback on that as well and understand what the gripes are with the student population okay okay any other unfinished business all right seeing none we'll move uh to number 16 mr daley would you mind reading that expression of condolence for us thank you mr president whereas on may 18 2022 the community noted with sorrow the passing of ms deanna steve smith and whereas mr steve smith had served the board of education and the children of clifton faithfully and conscientiously as a highly respected grade five teacher at school 17 for five years now therefore be resolved that this resolution be forwarded to her bereave family to serve as an expression of the great regard in which ms steve smith was held by the board of education the administration employees and the pupils of the clifton public schools and be further resolved that the the contents of this resolution be noted in their entirety in the official minutes of the clifton board of education for future generations to peruse okay motion by vice president daley second second by mr abu drabbo see no discussion vocal please mr abedrabo yes mr awad yes miss bassford yes ms beltran yes mr canova yes dr danny yes mr paris yes vice president daily yes and president smith yes ocean cares okay next we'll move on to um uh education administration okay we have uh ea one through ea 15 where any any of those that you want to pull uh on ea no but since you're asking a question um a number five ea which looks like p5 on here should be corrected to e5 e85 okay we'll make that the correction and on that note so moved so moved by uh mr abu drabo second by mr awad discussion seeing none roll call please mr abedrabo uh yes but i'm staying on ea4 mr awad miss bashford yes miss beltran yes mr canova yes dr danny yes mr paris yes vice president daley yes president smith yes mr president can i get clarification on that um ea 5 please it just it's just a grammatical error here it it's on ea 5 says p 6 2 2 thank you that's all just for record purposes thank you all right next under p uh the superintendent has asked for p through 43 be pulled for executive so p38 243 these are um personnel matters and if i may add president smith pool p6 as well please for clarification see i just have some questions about reese um rescinded lines from previous meetings just get understandable why before i vote on it okay so we'll add p yeah six thank you mr president yes um can we also put p20 in there um for discussion for the board okay p20 as well we'll pull for executive and the public just the public know these are all personnel matters um when the board meets an executive session they will discuss these and they we will come back out then action will be taken all right so i'll make the motion to approve um p1 through 51 with the exception of p6 p20 and p 38 through 43.

enjoy watching them so kudos to them what a what a great thing that we have here in jennings county so it's fantastic so next on the agenda is the jennings county high school presentation you tell me when i'm good so okay i just gotta make sure all right well guys first of all thank you so much for letting our team from the high school come in i think you just click stuff and present to you guys today about some of the things we've been working on throughout this school year if you're looking at your packets that is not the entire presentation it is not that long there are elements linked in the presentation that we wanted to make sure we're included so that is why it is so long so travis no worries we'll be out of here before 10 30 or 11 the night i promise so so some of the topics we're going to talk about our new thousand point semester requirement that we put in this year our srt math and english lab pride days and then pride day incentives that we were able to start adding in at the end of the school year once the coveted restrictions said lesson for us our alternative education results dual credit opportunities stem foundation that we're building this year workforce connections and work ethic certificate some culture and climate of jchs and our goals going into next year thousand point requirements so last year we were given the opportunity to meet with what at that point was our curriculum and future committee it's its name has changed several times it is now our steering committee um but they were we were looking at data over the summer on things that we needed to do and as we looked through great books we started to find like courses so when we say like courses like algebra one being taught by teacher a and algebra one being taught by teacher b and a grade great disparity in between the total number of points in each course and as we talked about what equitable would be for a student trying to get those courses to where we were offering the same amount of points and the same opportunities in each class out of actually the teachers in the committee they came up with this idea of a thousand point grade and setting it at the start we knew for the semester our class would have 1000 points now as we brainstormed and worked through that the interesting part about that is is every student walking in the class knew exactly how many points they had to earn to get a credit because 600 points is 60 of the semester grade so they knew walking in it wasn't a i don't know how many points we'll have in class this year maybe 2000 maybe 700 they knew a thousand they knew they had to get to that 600 mark um that really helped with the conversations and guidance and admin when teacher when parents would call in and want to know about students grades um very difficult to have those conversations sometimes when we're based on percentages of categories or based on percentages here this was very cut and dry for for parents they knew a hundred points was ten percent of the students grades so it really helped with that did you get it there you go okay uh so how did we implement it after this had been decided during the summer um our teacher group that their names are listed there got together they put together a presentation that they presented to our staff as we came back to school and like i said that whole presentation is included in your packet towards the back of what they talked about and giving kids equitable experiences being able to collaborate we put in that we'd have common unit assessments across the board to where we could look at data between teachers and and where we were the strongest some of the data that i pulled about this and again this is not to where we can directly say it is due to the thousand points so that is not my claim here this will take longer time to look at this as we go through with it but this is great distribution during first semester from the 2018-2019 school year all the way up to this last school year um and what you're seeing there in the graph is at the far left is the num or the percentage of a's so that's every grade that was taken for the semester so between 700 and 8 500 grades are taken because every student is taking around seven classes so you can see how the numbers are there but the big one we want to talk about is the f's and the one that'll jump out i'm sure to everybody is last school year first semester as we're coming out of the covet bubble of our students or 23 of the grades were failing grades i'm really happy to see again i'm not claiming this as to the thousand point decision but i'm really happy to see that our we have come back more in line with 10.5 percent this first semester when we go to the second semester it's even more exciting to me and this one you will only see three lines when it comes up sub can you try just the arrow yeah there we go so you only see three lines because the one is that covet semester when we shut down and kids were held harmless but as you can see here again last year we were at 15.6 failures the second semester this semester just uh that we just finished up was 8.5 so cutting down that number by almost a thousand failures this school year so really exciting going forward and again something we'll continue to track is the data on that great distribution but as we go forward um we reach back out to our teachers to talk about what they thought and some of the comments from teachers took a survey of our teachers it was it was a mixed bag and even teachers that taught different classes um one teacher told me that she walked in my office and she said i think this is the smartest decision we've ever made for freshmen and i think it's the dumbest decision we've made for my junior and senior level classes and i said so where do you stand at and she said that's exactly where i stand is that that and a lot of that was because when we get in those upper level classes they're so unique they needed flexibility and that was a great that was great feedback for us that's something we're implementing and adding i'm going into next year as long as light classes are the same those teachers can actually talk to us and actually give us a proposal to adjust their number of points because some classes felt like a thousand were way too many points so they felt like they were going to end up having to give away points to get to a thousand other classes felt like there was so much they weren't giving ample points to encourage a kid to go do it so overall it was felt like that it really helped students be able to know where their grades are know where they were in the course know how much they needed to make up especially towards the end i had another teacher came down and talked to me about a young man that was at 570 points right in the last week of school there was one assignment left and he said it was so easy to have that conversation with that kid and say this is a 75 point assignment you have 573 you have to get 28 points on this assignment to get your credit in this class and he said the kid worked diligently because he wanted to make sure that he got that credit um some of the the other side of that feedback though was some kids got to a grade they wanted and started to tail off because they had hit their their peak um so those are all things we're going to work with as our teachers as we go forward and continue to see where this where this leads us so this is what i just talked about with the teacher proposal coming back and requesting a higher or lower total go ahead seth and then i will turn over to stephanie about srt yeah and so this is another piece that we think plays into the decrease in failures this semester um we implemented an srt lab so that's our student resource time when we went to four lunches during our lunch blocks that allowed a 35 minute time for every student during that time for student resource so we were able to staff a math and english lab with math and english teachers where students could go on their own they could be assigned they could be assigned certain days they could be assigned you know we had points where the student failed first semester they're now in the lab every single day so this proved to be very successful we had almost 700 kids in and out during the school year to be served and this is one thing that we're really working on over the summer with our steering committee and the implementation of all of our mtss positions and how we continue to strengthen this and make sure that these kids are served right away as well and this is something that has been built into the master schedule again so that we can make sure that we have certified math and english teachers every lunch blog available and so you know this is also another piece that we implemented this year that it's also helping to increase the success of our kids are our pride days and pride day incentives our pride time basically builds in a checkpoint for kids to make sure that they're completely caught up on assignments typically they ran around a mid-term point so we had our some of our staff run missing assignment sheets for every first period teacher they would go through these sheets with students and just have a point during the year to say okay here's our missing assignments we're going to work through every one of these and every one of our classes so that spanned over two days we did have several classes that continued with instruction a lot of our dual credit and ap courses would continue on so a lot of those students didn't have missing assignments so they were not missing out on a lot of that instruction as we continued through the year this is also an area where we wanted to build an incentive for students who were doing well um because we know that not every you know not a huge part of our our building or there's there's a large majority that aren't missing assignments so we want to make sure that they have enrichment activities and other things to work towards so a lot of implementation for pbis kind of started we haven't officially rolled that out but once we were able to lift the coveted restrictions we could run grades for any students that didn't have missing assignments and who didn't know you're failing grades sorry who didn't have failing grades so that's what we started so that they could have time outside we had a movie we had time in the gym those types of things types of things that they could look towards for an incentive so um and we did see once we released those incentives we saw we saw progress and students because i know joe you were tracking those grades and so this is probably the slide that i'm most proud of and most impressed by but talking about our alternative education our impact and um i started out when i was doing the slide i just looked at the total number of credits that we earned at impact this year and that's 315 credits now to break that down a little bit more that's 60 students who have come in and out of impact during the year but really it's about 35 that were the core group that were in there um others kind of came in and out we all know what alternative event is but i pulled two students that have just blown me away this year in everything and i wanted to get their full data profile so this is student a and student b between last year and this year student name is 57 unexcused days last year this year he missed nine five of those were in august when he was still building relationships with the teacher in his classroom so the rest of the school year four days hearing one credit last year hearing 17 credits this year had 11 discipline referrals this year and we didn't see him in the office at all this year it's an unbelievable impact in the change that we saw student b 22 unexcused absences to seven earned one credit last year as well but only has earned three his freshman and sophomore year he was expelled his freshman year and only earned two credits this year and 16 credits and is working to continue to get back on track to graduate went from four discipline referrals to one one of the cool things here is actually at the end of the the semester student b came to me and said hey we want to we want to challenge to see how many credits we can get and i said okay what do you want and he said we want the administration to cook chili for us and i said you want us to cook chili for you yeah we want to have a chili cook-off and i said all right if the class earns 20 credits as soon as you do that we'll do a chili cook-off it's pretty cool student b was working on a class but watching everyone else to make sure he could be the 20th to pull the paper down to bring it to me and say you better get to cooking so we did do a chili cook-off i was robbed joe won the title it was completely set up we won't go into that but what is transitioning in these kids lives is unbelievable i mean these two kids i can promise you that their freshman and sophomore years were headed to dropouts they were headed to probably being the kids that i would see that i had in class that are on the jail inmate roster and both of these two kids are now making connections with people in the community for workforce jobs are finding their interests and truly believe they have a future so it's those two like i said this may be the slide i'm most proud of because as i truly broke it down individually it's unbelievable the change we've seen in these two young men those are just two i was gonna say and we could have gone on with student cd yeah you know all of them it's amazing good stuff so just to update on dual credit opportunities i know this is something that we've always been proud of at the high school that we've been able to offer a lot of dual credit for our students through ivy tech iu and vincennes so right now we're at around 45 college classes or 45 high school classes that are in dual credit through these universities some of those classes are in credit for two or three college classes so that's those are our curriculum classes around 45 of those credit for over 800 college courses was earned by students in this this last school year so 800 courses 11 seniors completed our indiana college core and this is um ours is actually awarded through ivy tech because that's where most of our credits are through but this is a block of 30 credit hours where students actually earn their certificate through ivy tech so they are technically a sophomore in college at any indiana state university indiana public university we're continuing to expand these opportunities this is one big piece that we're working on with next level programs of study specifically a lot of our cte programs and our pathways and aligning those dual credits so that we can also have students graduate with one year certificates or at least on their way to finish programs through those because the college core is typically for bachelor's degree bound students so we are looking to make sure that we're expanding into some of the technical areas as well this is probably the most amazing thing and travis scape artists who sent us this because as we were talking back and forth with what the class of 2022 did but this year's senior class based on the number of college credits they earned in the cost of a college credit saved 725 467 by opportunities that were given to them here at jennings county high school so spreading that out across the entire class about three thousand dollars per student were saved in their college credits they earned right here in jennings county high school okay so it's a stem foundation and really we really are at the foundation level of stem we've been working every month with pd for our teachers to to learn learn more and more about sin the good thing is is that we've got we have a lot of stem going on in our building already you know with some of our programs our cte cte programming this stuff's already happening and what i've found is that the teachers are starting to learn that it's just good teaching so project-based learning problem-based learning things of that nature we have teachers already doing that in our building and we're just starting to learn to document it a little bit that we're doing some cool stuff from bill lane who's teaching our building model uh castles and kids are making uh catapults and trying to see which castles are strongest to um do we want to show some of these videos yeah these mousetrap race cars and robotics class and we got all kinds of stuff going on most schools in our state will say they cannot become stem certified in a high school level as a whole school but program wise we can we can actually get some sorry stem certified and we're really going to try to work on that the next few years getting these programs certified it's a big jump it's a lot of work a lot of documentation but we can do it the big thing that we're and we'll talk about later we're starting to get the community involved in this we have a lot of partners who are helping us black hat racing some of the names you mentioned where people from our local community are helping with these things um and that's a really bright um cool thing that's going on in our in our corporation we have these these people from in our community who want to help our kids so do we want to show maybe one of these yeah uh let's just do the mousetrap race cars this is mrs reynolds class kids are putting together they had a race it's going to look not as cool with sound probably but here they are just making them it out apart what's cool is seeing the kids pride in it they're so excited to show you what they've done and that pride there's one in here that after this video was put out on our facebook page they were very upset of the race i recorded because they felt like their car performed a lot better when we weren't there so they came in my office to let me know you filmed the wrong race so just something to show that we have kids doing great things now what something else cool is going on is um something pushed by the state is employability skills and at the end of semester we decided during the school year we decided to to do a survey with our kids and see you know where do we stand with with employability because like we said we're just in the foundation level the stem programming and to be honest with you we are really shocked that we feel really good about where our kids are with employability skills they're learning about collaboration they're learning about communication they're learning about careers they might want to go into within all of our classes so it's a very positive note even though we're not really been pushing it it's already there so we're just going to see where we're at we're in a good spot already and we'll continue to push employability skills throughout the next few years seth go ahead and show the robotics class this group just totally has blown me away with what they have done this year and what you're going to see throughout is a variety of projects and and these kids work on these projects for months on end and we went up one day they created a marble sorter which i jokingly said when i walked in like is that like you can just sort them but when you watch it it was this entire machine that had a color scanner that they had programmed that based on what color had scanned the marble would shift it to a different bucket and drop it and they had worked on that for a month and it finally got it right there it is working correctly here at the end another student had actually built a bionic hand that was fully constructed and would move based on the coding that was put in and again these are kids right here in our high school that are working on these and the coolest thing about this class is a lot of the projects they do mrs redelman is a is a resource but she's never built a bionic hand so it is a truly collaborative experience with those kids working with her to try and figure it out when we talk about that stem and that engineering mindset they're experiencing it every day fail retry fail retry okay so um joe had kind of mentioned the employability skills and this year here and i were fortunate enough to work with our students who were working to obtain the work ethics certificate which is part of the governor's work ethics certificate and through this initiative students are learning and being able to demonstrate these work ethic competencies and so this year we had 17 of our seniors obtain this work ethic certificate and when joe and i were talking about like you know what's our vision for this what do we want for our kids our thought was well if they've got to be able to demonstrate these work ethic competencies and have employability skills we've got to get them out in the community we've got to pair them up with mentors and people in this community who can help them to see how do i show persistence in the workforce how do i show initiative and the different work at the competencies that there are um students who obtain the work ethic certificate also can receive incentives whenever they go to be employed whether that's um right after high school or after some sort of post-secondary schooling so um community or i'm sorry businesses in our community um offer incentives as do across the state so if a student obtains this work ethic certificate then when they go to become employed or go to interview for a job there are different incentives that they can get like tuition reimbursement um a raise after the first 60 days on the job whatever it is having that certificate incentivizes that for them so like i said this year we had 17 seniors obtained the certificate it is not required this is something that students sign up for um and it was it was pretty fairly rigorous this year so um we paired them with a community mentor um someone who's in in business and industry here in north vernon they were required to meet with their mentor at least twice a month that could be either on site that could be through email through zoom meeting text phone calls and we charted over 75 plus total hours of communication between january and may when those students met with their mentors students were also required to do a mock interview and receive feedback when joe and i talked with our kiddos they a lot of them didn't have jobs yet they've never been through an interview in fact the lilly scholarship interview was probably the first interview that they'd ever had and i think we can all probably say the first job interview we ever had was really it was nerve-racking and painful and all the things so we wanted to prepare our kids and get and get them some really good feedback on what their interview skills were students were expected to discuss with their mentors as well as demonstrate those five work ethic competencies that were outlined in the program and then we asked our mentors to write letters showing that our students were able to demonstrate those skills for them and on the next slide you'll see i just threw in some quotes that we'd gotten in some of those letters and i think they're all pretty awesome we have great kids and and that's true but sometimes great kids don't always possess all of the work um and employability skills and so through this program you can see um that that they learned a lot of things so these are just some of the i'm not going to read them all to you but these are some of the really awesome things that people said mentors said about the kids that we had something really neat uh similarly about this is that when we met at the end of this and got feedback from our kids one kid in particular said to me well i found out i don't want to do that career how valuable is it to know that instead of going to college wasting money and time i want to do that i went and saw it and i don't i don't want to do that and that's very valuable also a cool thing was these kids also said i have a i have someone in the community now that i know if i want to go for a job i can call them they can be they would be a reference for me and so obviously we want these kids to come back right and work in north vernon so even if they don't want to work at nvic or they don't want to work at you know hilex or whatever they at least know someone that might be able to put them in front of someone else and we talked with our kids a lot about how networking was really the most important piece of all of this so we had a celebration breakfast um at the end with our mentors and our kiddos and it was it was really awesome we had a good time with it this year so then here on this next slide talking about those workforce connections and how we're giving kids real world experiences we were blessed both north vernon fire department came in spoke with our kids but the one that i'm probably most proud of is forced construction came in and brought all of their union representatives as well um and it was kind of funny dale working who works for forest construction was teasing me back and forth before they came in because when they had gone to brownstown had like 115 kids in the auditorium so dale was like you know you got to beat 115 well unfortunately i didn't beat 115 we had 85 kids in the auditorium but after he came back down what he had realized is brownstown sent their entire group of students and there was a lot of kids who weren't interested we asked for kids who were interested to go down there and dale was blown away because those 85 kids were going down and talking to those union reps and figuring out what was available for them post graduation so when he came back down he said you did lose but we really won by coming here so it's amazing to see that and then mr schultz is back here so i'll shout him out as well but his culinary arts uh class and this is them at the teacher of the year banquet they have they have catered several different programs this year they do an amazing job they are the utmost professionals and just so much fun watching these kids not just gain skills but gain confidence some of these kids are the ones that would have put their head down and coward to talk to you that are now having a conversation as they're serving you a salad or serving you mashed potatoes and that confidence is going on and on black cat racing we've already honored but i i have to just say as we kind of read through some of those names of of coaches the real world experience they're getting there when you talk about coach allen magner not only works at decatur mold has helped a lot of these kids from black cat get employment alan has been a racer for his entire life races every weekend is a great resource for these kids to learn from in the racing world bob watts um what's electric i i will the funniest story i can tell about bob watts is the the gentleman from purdue that runs this entire program came down to present our trophy to us two years ago bob caught him in the in the main office and for about an hour and a half explained to the guy why everything they were doing was wrong and why it would work better bob is now on the board for this and has shown them bob was right bob is in our backyard and is helping our kids then when you talk about davey thomas and and davey is the father of jared thomas jared thomas motorsports engineering right here in town these kids are getting real world opportunities two of the the young men that you um honored tonight are headed to iupui to major in mechanical and motor sports engineering and are working this summer at jtr motorsports engineering here in town so these connections are really preparing our kids for the next opportunity and then the last one here and this is kind of exciting because we're finally getting that timeline where we can see that and i've included all this in the back of your packet as well the last three semesters we have taken a culture climate survey we use the same questions each time we do so we started it in the spring of 21 then again last fall and then again this spring and we're starting to see data trends so that's the last thing in your packet where we started to put that data together to see where we're trending in those areas with our staff so we're excited to be able to continue that and see where those data trends go going forward what are our future plans and what are our goals number one it was it was mentioned by stephanie earlier but mtss lab and getting our mtss positions in we feel really really good about what we were able to do with the srt lab this year but there is still so much of a need and to be able to pair that and truly create that mtss umbrella that will will cover our credit recovery our alternative and our interventions and truly give us a true tier one tier two and tier three system to identify struggling students and implement interventions is going to be amazing so that's our big push this summer is getting that in place getting that program ready to run from day one we've already met with the middle school and i can't say enough about the middle school they've given us a list of about 65 students who they've identified already that day one need supports so lucky for those 65 day number one they walk into jennings county high school they're going to have a support that's working with them from the first day that they come in attendance and graduation rate we know that the only way to be successful is to be there we also know that the only way to get to the graduation is to be on track and we know with the gps that's coming down the pike for our accountability it's vital that we get kids on track right off so freshman year is going to be something we really focus on to make sure these kids are on track going forward so that we don't lose them we believe that when they see success will help that attendance rate and graduation rate what we've seen and we saw to the impact is when kids don't have that place or that person at school that's when we start to lose them you know the two students i use as an example once they found that person um and kristen campbell who's unbelievable in what she does they were there and they don't miss i mean they do not miss school because that's their person so we want to give our kids that opportunity right off the bat to pair them with that person um to help some of those things uh in the future and then again continuing to build community partnerships across the board you know this is something that nikki and i actually just talked about this morning was not just our manufacturing and healthcare and education and all the opportunities that we have but down to even our students who have to work to help support their families right now a big push for me is i want to get with our employers that are employing teenagers to work with them and say make an agreement with me that you're not going to start them working until 1 at 1 pm at least give us a chance to get them in for a half day on an alternative schedule and get them an education so they're not gone and if we can truly partner with that across the board i think it's going to give us a great chance for all these kids to stay on track and get across the stage for graduation any questions is that somebody speed playing anderson that is anderson speedway you're exactly right earl they were invited up there uh last saturday that was the little 500 that was a great car race yeah it was a sprint race yeah next time tell me absolutely does anybody have any other questions thank you [Applause] so i'll just thank you all again for coming it's a lot of information and a lot of data so if anybody a lot of background information as well if they ask questions reach out i'm sure that dustin and your team will be happy to answer those questions and i will um since we've already talked about black cattle shout out just real quickly the culinary i was had the opportunity to be at the teacher of the year banquet and the food was amazing so thank you for that that's what a great opportunity again um so moving on to new business we do we have several policies for first reading so that's just your vote this time then um programs um nikki asking for approval for the high school textbook adoption for next year focused on science courses i'll read off the list integrated chemistry and physics adopting active physical science biology and biology honors adopting biology by miller levine chemistry one adopting basic chemistry zoology integrated principles of zoology environmental science adopting the science behind stories environment earth and space science the 15th edition of earth science and then acp biology biology concepts and connections anatomy and physiology human anatomy and physiology human genetics concepts of genetics and life science by inspire science so asking for approval for those textbooks and thank you to it's been read question by travis do we have a second second by tony any discussion um all of those in favor and we'll do a roll call i'm not sure if pat is still on the line but we'll do a little call tony yes and then on to approval for jchs reverse credit asking for approval for the high school to be allowed to offer reverse credit to students so students this is something we've done in the past and bringing it back to help our kids get graduated and extra opportunities for courses if they take a course offered through ivy tech say in the summer which ivy tech is offering free this summer then they can get that credit put onto their high school transcript so they get credit through the high school so rather than us just offering it only from the front we can also accept courses from ivy tech to give our kids more opportunities so asking for approval for them to be able to implement that for next school year okay do i have a motion motion by susan do i have a second second any discussion hey susan do you want to call the roll pat yes travis yes amy yes earl yes renewal of a district license for cammy i have renewal for three licenses that all come from cares funds would support and services for our kiddos in jennings county up until their third birthday and then we take over as jeans county schools to provide those support so asking permission to approve the mou with please go ahead hello um can you all hear me i'm jeff crockett we can yeah great uh so i'm i have been involved i've appeared before this group before i've been involved with the leader of the green team which has helped to activate uh short-term activation of the commons through gardening we've so we're very excited about the new year we have this new growing season we have a group called the wild ones a group committed to the planting of native plants and attracting pollinators and we're very excited we also have a number of new volunteers and we're getting ready for the growing season and work sessions except we don't have water and i've been in contact with jeff watson dda director since february explaining about this problem and he right now he is in the process of getting quotes for the repair of the sprinkler system but i offered a plan b which seems very reasonable which is basically to provide a spigot so that we can attach hoses so we can water uh our existing gardens and the new ones uh coming up for the wild ones [Music] so i'm waiting to hear back from him we also requested a mural we think a mural would be a great spot there's a couple places in the commons for that we've already contacted mary tfoles early in the spring but we need permission from the dda so in the process of finding out the process for that but we intend to move forward with that and this is all going to come from donations the third thing we're thinking about is tai chi sundays which we're very excited about joette ryoma is a member of the tai chi group and he is connected with a tai chi master and we have talked to the dda about setting up about the application for that the good news is that dda doesn't get any uh revenue on sunday so it's like a no-brainer allocating the space for something creative like that a number of us are very excited i intend to attend and a number of other people so it should be pretty exciting the fourth thing we asked is because of the wild ones the wild ones came in and looked at the plot it's just to the east of the elevator the problem is that park cars impinge upon the garden area and sort of interrupt uh the planting and other things so we recommend we ask the dda to remove the five parking spots just to the south of this area c2 which because there's an average of 600 free parking spots will not result in any loss of income for the dda jeff responded that he this would violate the uh operating agreement agreement that the dda has with the city so i i was this first time i've heard of that so i went online and discovered that there is an operating agreement but guess when it's dated uh july 2011 and there was uh an amendment that was expired in 2015 and currently the most recent amendment is amendment number two which was promulgated it was started on uh basically july of 2017.

so i profound a provision in is actually both in the original uh guide or original contract and the uh amendment that says the dda shall have the right to allocate portions of facilities to third party for long-term parking usage and mutually agreed upon non-parking related use which is exactly what we're promoting we think that what we're asking is reasonable no impact on the dda and i'm a little confused about why the dda which is spending 4.2 million on the state street uh parking redesign can't spend just a little bit providing water on the commons it seems like a reasonable thing but the other thing that should be of interest to you is the fact that the last amendment was done in july of 2017 which predates proposition a so i've been getting a lot of feedback from jeff while his various aspects of our proposals violate the city agreement so the question i'm asking all of you is why has this not been updated uh proposition a changed the dynamics to the commons and should have changed the operating agreement to uh for the the dda and the the parking structure so in my letter to jeff i encouraged him to reach out to mr dahoney to ask him for much need update and i would if mr horney is here i would very much appreciate you sort of looking into it and helping to update it and this will ultimately help in the activation of the commons because when you talk about activating you're going to have to talk about a change in the way dda manages that property so i would encourage you to start that process now but just after you pass the rfp which is probably the most important thing that you will do this year so i encourage you to get on that right away hopefully pass it by september and then look into this operating agreement thank you very much for your consideration and that is it as far as gas with hanzo did we lose adam looks like we did yeah apparently where's robert black [Laughter] well if we've lost adam i think um we have two choices to wait for five minutes or i will be glad to continue the meeting as best as i can if you'll if heather if you'll help me because i'm not in my usual um computer environment and i've got to make sure i don't close this window when i open the agenda window will you feel support and the rest of us in moving forward what comes next well the next item would be um the item that you requested right about the recommendations okay an amendment to the uh agenda or addition to them councilmember briggs has her hands up though if you would like to call on her um the next item where is she how much i don't see her hi hi erica erica yep i just thought it would be helpful to um all right well let's see i had it up right in front of me um i wanted to read off what council is expecting so uh the next item is actually member comments i think we moved this to the front of the agenda yeah we do we did yep so what council is you know the resolution that was passed um council of commons is an advisory body's city council and the city administrator will build upon the work of the center of the city task force by providing written recommendations annually on such subjects as funding needs and operations and maintenance model and the role of the council of the commons so um based on some of my this is a little bit worded a little bit differently than some of the what's expected of some of the other commissions um which is basically an annual report so sometimes you know transportation commission for example that i serve on provides an annual report um about activities of the commission i do think that um in terms of what i can imagine being helpful to council is providing a little bit of an update about what the commission has been working on this past year um i think the somebody mentioned already the idea of using our subcommittees that we have um as kind of a little bit of a framework as well and providing a report out on some of the the known issues there in terms of fundraising and there's been so much great work that's been done in relationship to research around other parks across the across michigan that i think that that would be useful i also think putting together something that would also be particularly useful um in uh providing information to the parks and the update of the pros plan i know that the pack is going to come to this commission and ask for a little bit of feedback i think preparing that could be useful for both purposes actually but then i also definitely agree with what alice had mentioned in terms of using that that framework that heather had already kind of put together um the the commission has identified a number of different issues around sort of things that have been parts of different resolutions and some of the some of the the the challenges around that um for example you know maintenance is a big reason why activation of the top of the parking lot becomes challenging in terms of putting out things like benches or tables that becomes that's that's a key issue around one of the challenges there and so i think showing city council um exposing the entire council of some of these issues and some of the the things that the commission has been grappling with um and then of course talking about the rfi process and the rf our movement towards rfp and some of the funding needs around that i think that would be an a great report um to bring council up to speed from my perspective thank you erica i do you are are you uh it sounds like you might have a way of making a report section at the beginning and then the recommendations based on the information and the report and basing those recommendations pulling from that living document is that sort of where you're coming from um well i mean i think if you know if there are specific recommendations that the entire commission thinks that are appropriate to make right now certainly that could be a part of the report i think that um you know some of the oh the other piece i didn't mention was the update around what's been happening with liberty plaza there's been a lot of the focus around activation around centre of the city space has been happening it's been focused in on liberty plaza from the city's perspective and so i think that's actually something that um the administrator dahony could be putting together as as part of a or an update to council as well but um you know i think providing almost a report of activities and some of the issues that we've been wrestling with would be just really helpful stephen uh thank you um so i guess hearing that i'm i'm feeling as though we don't owe city council some report maybe it maybe i'm misunderstanding but it sounds like if city council wants to have written recommendations annually on various topics funding needs uses of the space priorities etc already if i'm not mistaken city council has appropriated some funds first for this space right already we've issued an rfi received responses to it are working on our rfp right city council is not uninformed or somehow in need of a report and if i'm understanding it correctly in circumstances where city council is expecting an annual report from a certain commission that's spelled out more clearly right what i'm also seeing on later in today's agenda even is further discussion about our discussions with the parks advisory commission and if i'm worried about the sequencing here and so if we go to city council and tell them some message based upon some belief that we owe them an annual report that should already be coordinated with what what we're already explaining to the parks advisory commission and the results of that dialogue that is really yet to be completed and so unless we've got some obligation to go to city council on some date certain and provide some report on certain topics it doesn't sound to me like we we have a need to do that and i would be if i were sitting in a city council seat i would well great but where's you know where's park's commission like how how is this all fit together and i had wonder where that coherent story was so i i appreciate that there is a requirement to keep city council informed on at least an annual basis but i believe that obligation has been discharged and continues to be fulfilled by the activities that we already have taking place and so yes without without interrupting you i want to ask uh does that that that sounds like uh we our minutes should be reported enough when our our obligation is to supply recommendations for consideration is that succinct and clear yeah i mean i don't think there's a there's not an expectation of a of an annual report in a at a certain date certain you know i mean i think there are things that the commission has been considering that are helpful to be sharing back with council at different time periods and particularly um i think actually some of the stuff is most important kind of heading to parks right now the pros plan in terms of something that could really be developed and be useful um but yeah i mean there's it's it's fairly loosely worded okay um adam if if you want to take over from here we missed you but i do think we could i think we're still on the same i think there's a general idea that we could use the living document for and add to it for just a a recommendation item you know one recommendation another recommendation and another recommendation which may not resolve all of those issues but will be able to reflect the kind of work we've been doing and why we recommend this make this recommendation i think that's that would be a good way to be very succinct and focused that we want the the parking uh removed so that we can do based on these other things that we've been doing so justifying our our recommendation with the activities that we've been doing in research and on the with through the working groups is that is that understandable uh it is it is i uh i apologize first of all i think my wi-fi is really going to be a real problem um all evening unfortunately um but uh it does and alice if you wouldn't mind sort of continuing to um coordinate that would be real helpful okay so um i i will need a little more coaching in terms of the agenda because i don't have it up on my screen and i don't have it it's okay heather and i can help with that okay so yes i was just gonna say we do have a hand raised allen's hand is raised if you wanted to call on him um and then just let me know if when you're ready to move on to the next agenda item and i can let you know what's up alan yes well what i heard from steve was that this is all in process and there's no need actually to have the discussion of the first item that we put in front of everything else yeah and just to let them know that we are continuing but that did not seem to me what was our charge to actually have some communication with the city council at least annually which we are by and in the various questions that are on the nine questions in there for in our living document the uh the overall fact is at least in my impression of factuality is that there has been no action on any of these and we've been completely stonewalled by the dda as well as by uh three city administrators on dealing with the parking which was the uh third recommendation of the center of the city task force accepted by the city council and the uh and now the city council or the administrative the city has apparently adopted a new contract in direct violation of the uh charter of the city that says there is continuing parking when the charter of the city says that property should be developed not as a parking lot or a continuing parking and storage of parking stop but as a central park and civic center commons not as a parking lot and dda has stonewalled us not even jeff crockett was very good in searching out uh the document of the old agreement we have not been able to get any copy of what is a new agreement but it is clear that surface parking is continuing there that's in violation of the city charter and at least our council of the commons should bring that to the attention of the city council and not simply say it as part of our continuing conversation now that conversation should have been finished and similarly while we are concerned about financing the city council has said that that revenue from the surface parking should be allocated or sequestered or made available for the development of the central park urban central park and civic center commons so while we are anguished about any funds for a water fountain and they've not even turned on the water fountain in liberty plaza which is existing water fountain and not create any sense of preparation of a tort of water found for the library lane area and similarly there's no progress except that it is difficult looking at the public restrooms and while i understand there is a city policy city long-term plan toward wi-fi uh the the desire from the council from the center of the city task force and city council resolutions to bring wi-fi there has done nothing the library has not turned its wi-fi toward the commons and so there is no wi-fi there so we have a situation where all the institutions that should be helpful here that are year-long evaluation and recommendations to the city council our advice to the city council yeah completely blocked and even the question raised properly about what's going on in liberty plaza that milton dehoney is dealing with has given no direct report to the council of the commons as to what actually he is doing there in terms of security when the long-term discussions there everything i've been involved in from the council center of the city task force is how to involve the users of the liberty plaza in the governance and administration and care and responsibility for the place so we're in a situation of a complete stasis as i see it and while there have been activities from various efforts that the initiating committee has done toward program and the green team has done beautiful work on the garden but everything seems not to be moving forward except with a lot of shoulder effort and it seems to me our our year-long evaluation should at least acknowledge that and not simply say that we're just continuing and we'll send you a report of the programs and it'll certainly be nice to send the city council a report of what activating activities have been there and what continuing needs remain to be wi-fi is a very important one in the public restrooms as a long-term alan can i can i interrupt you because our our intention should be to start with very succinct recommendations according to this agenda item not to review all the things that we still haven't done well as i understand where we are is to ignore this item of the agenda and to go on to uh the working group updates okay we've got three hands up though we and so erica was can i say just by way of replying because i said the thing that provoked the thing i just we're making them i guess relatively modest procedural point that i don't think we owe city council some homework right substantively i wholeheartedly agree with the that we should be having the discussion on all the points that allen just raised we're not going to be able to do any programming on this space unless there's not parking on the surface that's how i feel about it i think others may feel the same way but my first point was the modest one about the procedure i don't think we should we should have this discussion if we want to go tell city council to do something then yes let's do that i don't think we should do it under the the belief that we owe them something in addition to what has already been provided right in terms of an annual report or something like this that was that was my only point so simply yes let's continue the discussion i i like what alan was saying and getting those topics back on the table to be considered and how do we prioritize that thank you um and as we do that uh erica um i think we it seems like there is some underlying agreement that we need to say recommendation number one and then support the recommendation with any relevant information but i agree with stephen that the report could be done as we go through an rfp if we need to but it's um we need to focus on those things that are barriers now that we need to resolve erica you have had your hand up yeah thanks i just wanted to you know um i guess caution i have a different perspective around kind of what's been happening at the city in terms of the concept of being stonewalled i think that we have heard reports fairly early in the commission from dda and and our previous city administrator around what some of the challenges were of um fulfilling some of the the aspects of previous council resolutions and some of the challenges that that were there and um and we continue to hear it from current dda director and city administrator and so i think that's not stonewalling that is providing information that we need to figure out as a city how to proceed you know i i personally um maybe hold the unpopular belief within within this commission of of not feeling that we necessarily need to remove all of the parking on the top of the structure um that that is an opportunity one of the things that we've already heard is that that and gotten presentations on is that that parking can be removed at any moment for any event and that has happened without an without um without delay and so from my perspective um that's that's not a barrier to success that this certainly could be a different perspective from this commission providing that information to council about that recommendation recognizing what the barriers are and asking council to provide more direction to staff based on the barriers that we've um we've heard from but heard about but anyway i think that um as as we've kind of discussed that there's there's not necessarily a certain that we need to have this report um i thought it was important to have this conversation at the beginning because it might frame some of the other conversation that comes later on in terms of what pieces of these reports might we might we might start wanting to focus in on in terms of providing recommendations or feedback to counsel at large um i do think there are you know i do think we do need to cover the whole agenda tonight but thank you erica um frank you've had your hand up for a while yeah just just following up uh erica's comments um you know there there is uh a deep level of frustration here about working with the dda and and jeff crockett has done a wonderful job of communication and so on i wonder if we're at a point adam where we need to establish a working group to really hone in on this uh i agree that we don't have to have all the cars removed instantly tomorrow morning but we have to we have to come up with a a better system and uh the green team's concern about plantings and uh the the risk of having cars backing into an area that which is i think east of the of the elevator shaft i think is a real one uh and we we do we do need the beginnings of some permanent space uh and it could be in conjunction with tables and benches um we we need to we need to force and focus this effort and i i would suggest uh you know lisa erica um adam uh yeah mr de honey i don't know if you need you know he's a member of this group we need some real focus on a conversation that's going to result in some progress this is very this has become very frustrating um and i guess i'll just leave it at that we we need to i think sharpen the focus and up the ante in terms of how we're going to dialogue there isn't a community that we've looked at detroit royal oak plymouth where the dda hasn't played a strong and continuing positive role you know the plymouth dda says in almost an apology we're more than just a park but there they're saying you know we're committed to the park but we're more than that well you know when you look at the original documents and the and the amendments and revisions of the of the dda in this city there's strong reference to public spaces and and public uh parks in the downtown and it's just time to get beyond this i'm i'm you you can see my frustration i think it's reflected by a number of members of this this group and the those who are working every day to try to advance this so i'll just stop there thank you um adam are you able to join us i think he's blanked out we'll see i i i'm going to leave my video often i'll attempt to have a clear signal here um so i i hear you on the uh on the the uh desire to you know really much more formally engage with the dda um you know i i will say that uh i think we've uh you know attempted to have some conversations here and i do you know i have been i'm listening to the conversation even though i can't uh i can't always uh participate um you know in being on screen but um yeah i i've taken this approach that i i do think that there is a turning you know going on within uh around this property and uh and an improved series of relationships and i i hear what people are saying and i i don't doubt at all uh the past um wrongs of uh that have created this uh interpretation of stonewalling i think this is quite real actually um but i i want to look at this from a sort of uh optimistic um standpoint in the sense that i feel like there have there have been we are hearing different things now and i have no reason to believe that that what we're hearing is is um is is not in good faith um and so i want i i am i am very comfortable with reaching out to uh jeff watts and i did reach out to him early in his tenure he's only been there a few months by the way i'll just you know i i'll defend it i'll defend the guy a little bit here even though i don't know him um and uh and you know what while this may seem important to him and i i know it's important to people here i know this may seem very important to all of you and it is um i'm sure he has a lot of things going on as well as a new dda director and new to the community and so i do want to give him the benefit of the doubt a little bit here as well but i hear you i hear what is being suggested and i have no problem at all reaching out and trying to form uh you know a productive working group with the dda around the near term activation i've had really good conversations with a number of the block partners if not all of them i think at this point um with the exception of the dea and so i'm happy to complete that loop uh at the request uh of what frank just made and so um i'll take that action item if that is uh if that's what uh is being requested here and uh and do that i would just like to chime in i just would like to remind us we are an advisory group to council we are a city commission i don't think there's anything wrong certainly um and i'm with you meeting with um jeff watson i have set up a time to to meet with him next week as well um i haven't had a chance he hasn't had a chance to meet with city council members yet um he said he's new to the city so um and this i'm certainly talking about center of the city is one of those topics but i don't know that in terms of having a working group that works between the commission and the dda directly is necessarily the function of this group that's really a staff-to-staff relationship and we need to kind of just be cognizant of of kind of what the roles are of the commission versus staff roles in my opinion um i was just about to say thank you erica and and this ask if we could combine these points of view by um saying you know stating the the goal through of a recommendation and then asking the council for support in going in that direction such as you know how we could strengthen the relationship with the dda perhaps even by changing the composition of our membership on this commission as some groups are representatives and it's represented but neither of the public major public institutions are represented we might need to think about that and that would require councils engagement with that issue um and uh now i see um two other hands up so i'm gonna ask i think allen preceded frank you know again just uh i i hearing erica we are an advisory group to the city council and for more than a year we have had zero to say to the city council we've had no advice we have not cohered on any question of a group to convey to the city council individuals have talked to individual city council members but as a group we have not been an advisory to the city council i think that's what we're trying to to attempt yes to focus on right now with recommendations advice and recommendations i think are closely related in meaning and require the same kind of communication with council would you say so erica okay so frank i guess i'm responding to erica but just in general uh i see this as fulfilling following up on recommendations to the task force to reach out to the block partners you know what more important black partner is there than the dda i mean we're sort of the site and so i i see this in the in in a positive spirit i think there needs to be more communication and and understanding uh among the new leadership of the dda uh you know the history of this and and uh in the in the in and just better communication on a regular basis and i think through that process uh and um i think we'll hopefully see progress so i that that's the spirit of my recommendation okay i don't see any hands up right now so i'm going to move that we start with a recommendation and see if we can structure a recommendation as a an example of other recommendations that we need to make and that so i think that most of the discussion has kind of had a relationship to the parking so um we need to remove the parking we need to make the rooftop more accessible to activation and we recommend that we explore the relationship with the dda in a positive direction to manage that removal if temporary or permanent and to remove the barriers toward any barriers related to parking on the roof toward activation which would include events and gardening ongoing gardening and all of that stuff would that be a reasonable way to go just start with a recommendation and fill it out a bit and then go to the second one uh as uh suggested by the living document would anybody know anyone else okay i'll support okay um and uh since we have uh emotion and support uh we can start discussion with jennifer i'm i'm just asking for i guess a point of clarification but i don't understand what barriers are in place for parking when there is activation like parking has been removed i've done it in that lot multiple times right i don't i don't perceive that there is that there is a barrier there that if the space needed to be used for something the dda would grant that it would close that lot so i i guess i'm a little confused as to why we're that's like the primary thing that we're focusing on because to me getting the space you know people who are willing to activate the space um is probably a much then that would precipitate the need for the parking to be removed so i i just want to state that i'm i'm a little uncomfortable with that being a primary objective and i i don't see it as an impediment so maybe i'm just confused i want oh thank you jennifer i don't mean to make it the only or the primary we can renumber them but we have to start somewhere and i do believe that there are barriers to casual uses as activation uh rather than just events uh as activation so i think that's why there is a in um a perception that there are still barriers to just general activation and not just for events so i think that's that's what i i see but i see that rita and erica also have their hands up so rita yes you stated that there are barriers to casual use and that is correct because if we use of any other public space doesn't require asking permission to use it and so that makes this space very different um very different from liberty plaza and if one were to use it casually right now the best way one could do that is walking maybe carrying a jump rope or some chalk or something to use that space there is no place to sit there is no table space those kinds of things that facilitate casual use as i define it which would be an ability to sit in a place in public um comfortably um are lacking so i consider the barrier two barriers to that are the requests required and the um any supportive i'll call it equipment for right now for lack of better views so just to use that as an example erica yeah i mean i i also um in terms of there's been a lot of research that this group has done this is the working group on successful public spaces and there's a lot that that working group has been reporting back to this group about what a successful public space looks like and the level of programming that needs to happen there and sort of some of those public-private partnerships and what they look like and so i think that's what we all want is to see a successful a successful public space based on what i've been hearing from the feedback of that working group a successful public space does not look like a parking lot with nothing on it um and so i am hesitant personally to recommend it recommend removal of parking um one of the things that i've heard is a recommendation is putting up a you know putting up some tables and chairs and i think and that's one of the sort of casual uses that i've heard come up a lot in this group and what we've heard early on in this process in this commission is that the barrier to doing that is maintenance so city staff and dda have said if we put up tables and chairs there somebody needs to be responsible for cleaning them and clearing them and currently this isn't under the park system um so who is responsible for that they've asked that question they haven't set it up as a barrier but they've asked the question and we nobody's answered that question yet um and so that that is the barrier that i see for um putting activating that space in a more casual way is that we don't have a maintenance model now that could either be a conservancy or it could you know there's a whole lot of different options that could happen in terms of answering that question we also have concurrently heard that we have pretty significant um safety issues that are happening in a public space also on the center of the city liberty plaza that does have places for people to sit and so the city has been city council activated in the budget appropriated in the budget 100 000 to help with addressing allowing stuff staff to to move forward with making improvements in the center of the city in that space and so i think that we want to be you know we just want to be careful about how we move forward and be cognizant of what those some of those barriers are that we hear for me it's not that there's parking there necessarily it's some of those other things around maintenance that i think we have to address and that we might want to provide recommendations on around maintenance model or something like that thank you erica i see a kind of conundrum here though is is that if the answer is to keep parking uh during times other than scheduled use then you are putting cars there and you can't put anything else there for casual use so well that's what we're going forward with an rfi and rfp so that we can actually do design and actually move into development of a public space that is done in a way that's thoughtfully done and hopefully successful is what i i kind of thought one of the tangible actions that i saw that we were taking as a commission was to issue that rfi get information about you know figure out you know actually moving forward moving this forward as a a public space that we can um be proud of okay oh thank you we have stephen and alan and rita i think was the sequence that came up with hands up stephen uh thank you um i guess you all know that what my position is about parking but i'm other people have different views on that uh for me it's less important that question and more important the topic of having the good dialogue with dda and having the good dialogue with with the library board um i don't know that those are topics that we need city council to come and intervene at the moment to tell you the truth i don't know that we've tried and failed uh to really to air out what those topics are and how we would propose to approach them and so from my perspective it doesn't it doesn't necessarily make sense to lead with the idea that we shall start with removing parking um let's lead with the idea that we'll we'll have a more uh in-depth conversation with those other stakeholders and figure out what this this path forward is uh and then if we decide we need city council to come do something and make somebody come sit in a room with someone else or make some priority be prioritized over something else then that's the kind of thing that we asked city council for help with but i guess that's my feedback so far thank you thank you steve that sounds like something that could be a different way of approaching the reduced use of the rooftop for parking but also be more constructive in developing the relationships we're looking for um alan briefly briefly well the the second recommendation of the center of the city task force was irregular meetings of the block partners which again for that entire time since uh two years now has not been convened and milton dehoney has not and we have now you have been successful in our own uh working group to convene that the block partners have not in fact been involved as a group of how to see this as a endeavor for all of us in that area to make something positive be happening that serves all the different groups around and i would say that uh just to repeat having been involved in what is the commons the commons is not something that is run by the government the commons is that which is commonly pooled resources self-managed by the users and this is a situation we have where the users are not invited into this process at all the initiating committee is in this which i am a part is in this council of the commons because we are recognized by the city council as activators as our mission and have done many programs there and even when we seek to put up a information point to have a regular place where people from the city from the the public can see what is going on here what is what are the different ideas that we did have during the council during the uh center of the city task force yeah we're not permitted the uh the previous interim city manager said no there's even a law against a rule against having a permanent or temporarily permanent information point on that parking lot as long as there is parking going on and so we are blocked and if the people were actually allowed to put out some benches the initiating committee that's our job to look at how to manage just take care of it keep those not being stolen keep it clean and so on people would like to do this but that we are in a situation where the only way to have anything happen is to pay thirty four dollars or as equivalent and have a particular program for that begins at a time and ends at a time and then we are cleaned up and out of there there should be regular uh facility so people can come and hang out and have a lunch and so on and if it turns out to be a mess then come to the initiating committee or come to ourselves and see how do we clean this up and keep it clean part of the uh the is how to look at a zero waste situation and as an ambassador in the a2 0 how to see this as a demonstration place to keep something clean and useful for all of the public so unless we see this is a place actually to invite people to come in and use and have lunch and talk and hang out and bring a table and bring a chair and take care of it and and there are times yes when the chair should be taken off for one reason or another but the dda will not allow us to use the existing storage space in the alley to put a table to put a chair when we did that after the earth date we were told oh no we cannot do that that is dda republic parking space and get them out of there immediately and well we did and i will continue my conversation with with jeff watson but the friendly is the way a park happens and this has not been friendly and inviting thank you alan and i would i would uh it i would hope that we could coordinate our contacts on behalf of this group with each other within our group and adam has volunteered to make a separate contact and i would not i would hope that those those conversations could be coordinated somehow rather than randomly arranged and um and possibly having crossed the hospital randomly arranged i've got business to do and i want to talk to the man right that you're you're certainly allowed to do that as a private citizen um rita um i don't want to belabor this but i do want to point out that or just ask a question we have um other um benches and tables in the kerrytown area recently placed within the last year between community high and the farmer's market so i guess i'd ask the model what is the model for taking care of those they are bolted into place they're not going to move they are always looking clean to me so i don't know who takes care of them but it doesn't look to me like they need a lot of care i would also say that my experience and discussion with the other communities that have these central parks often have even movable chairs and tables and they are not experiencing vandalism or stealing so i feel like we've got an excessive focus on some elements of using this space that i'd like to see break down as a second point i do think that it will be very helpful for all of us to um understand a little better and my point on this is just that our communication in our group isn't really very well coordinated we don't know who's doing what who's what conversations have been accomplished um and and where what the status is and i hope that that we'll find that out as we move forward in this meeting with the report outs but but i feel like we're pretty disconnected and i'm sorry to say that okay now where are we at this point um we've used parking as a jumping off point does someone have an agent um well i think one other jumping off point could be um slightly amending our the composition of our membership to include someone from the public library and someone from the dda as a formal member of this mission and i would move the consideration of that idea now if and if it's not successful don't second it but um i think that would be one way to address some of the issues that have come up with the parking in a separately focused way if that's so i'll move that and if nobody wants to go that way just don't second it frank are you seconding okay um so i have a vote on the first um movement that you made pardon um are you are you making actual um movements where you want a vote i didn't i don't know if i did i not move the discussion or exploration of that issue as a potential recommendation you did and somebody seconded it and said that it was a discussion and then it would go to a vote to close it out before a next um okay well let's let's just suppose to close it out for now because i it is apparent that we need to um possibly have the rfp groupers or separate group look at actual wording and we're not going to get very far with it tonight if we don't keep going so i will make us i will ask for closure on discussion discussion for now and uh we can take a vote on that and i'll read you what i wrote down um and you can tell me if this is correct or not um there's a motion that the group starts with developing a recommendation to explore with the dda steps towards the permanent removal of parking activate the space i am going to clarify that it's the library lane parking lot okay well it's if for uh is this the exploration we're voting on or closing the exploration for now or i i need help in deciding how we move forward from this particular issue i haven't i've interpreted as that the council of the commons will work on developing a recommendation towards exploring this with the dda okay so we could say move to move this is to make one of our recommendations the removal of parking on the roof of the parking library lane structure that would be the basic uh goal is that that recommendation would be to remove parking and whether it gets done on an everyday bus basis or not that's that's where we have to what we have to get through to um have action from council i guess and that's the only way out that i can figure then rather than just going round and round about why don't we get it why don't we get it why don't we get it so i move that we draft a recommendation to remove the parking from the rooftop and and then we will get a response one way or another i think if we make it specific we won't get the exploration and the attention that we need i'm a little confused if i can jump in i you had introduced a discussion about increasing the membership of our council right and well right now we're trying to close out yeah okay we're trying to close out the first discussion okay and then we could go to the second and that's so that's what i want to do is to um and these don't have to be permanently numbered one two and three but um and so forth but we want to close the discussion for now on the recommendation remove parking for top of the parking structure thank you so that we can move forward well i i'm not out of order to say i don't i don't know that i've i've heard that i mean i heard several comments about parking and many of them were thinking you don't need to permanently remove parking and so i don't know that i'd be comfortable having this commission try to go forward and say that we we this commission have either by vote or consensus or whatever thing come to this conclusion i mean if we want to call the question that's one thing but yeah it's not really a i perceive i appreciate that um nuance um i wouldn't want it to be a recommendation until we have explored what we're really asking for and so maybe what we're looking at is how to promote the coordination of removal of parking with the activation of the space um and that would allow for permanent removal or temporary uh event based which i think is still the big question we have it and so but that's that's a major issue and we would recommend that we come to some kind of clarification of that if that would be a better way to go about it so alice can i just ask a quick question so the the final language that you're talking about here is that we will investigate we will work with the dda to investigate the possibility of parking of uh parking spot removal yeah i think uh its management of parking would maybe more um better received um the management of parking to make it clearer and and more available and meet the goals of activation of the space i think that's what we need to do because it's it's still perceived as a barrier by many and certainly it seems to be a barrier the parking seems to be a barrier that is unresolvable by the dda and so we want to we want to get some kind of coordination of the management of that whole issue so i'm i'm guessing um and again i'm saying it's not number one but this is definitely an issue that we need to resolve and provide some kind of recommendation either to resolve it and clarify it or to change things and i don't think we have the control to do that but i do want to close this discussion uh whether we make this a recommendation or not we will have we will have discussed it in substance i believe and we we need to move on to another issue and i'm all for anybody suggesting a second issue for us to go to because we do have we're at 8 right now and we need to keep moving language that i have for the motion is that the council of the commons works with the dda to explore the management of parking to meet the goal of activation for the library lane lot to provide a recommendation to city council anybody like that one i like the direction of that i don't adam are you comfortable uh being cited as chairs to as to initiate that and to bring other members of this of our council into that conversation as needed yeah i'm very comfortable serving as the point person and and you can state that if you'd like in the resolution i do ask in that regard that the other communication the sidebar communication that has historically gone on here also uh is uh is you know reduced or eliminated as well because i think if we're designating uh an official communication stream we need to go through that and we'll work to keep people in the loop okay i'm uh heather do you need to incorporate that or can you incorporate that okay this is what i have now the motion is that the center of the city chair or i'm sorry the council of the commons chair lead um work and communications with the dda to explore the management of parking to meet the goal of activation of the library lane lot to provide a recommendation to city council adam okay i'm fine with that okay so on favor uh well we'll move that statement well this little sidebar does not say that my forthcoming meeting with jeff watson i should cancel or i should call it i'm meeting as a private citizen where i'm meeting as a member of the initiating committee and not part of this group and i don't agree with this at all i think everybody should be talking to everybody myself yeah and i think what is causing confusion though is i think that there's uh that if we're gonna if we're gonna create a recommendation for this body to do something that we have an official way of communicating and it's not just me but in this particular case if you want me to do it then that's the case but i think what the concern is is and and you know frankly i am just going to say that i have this concern is that there is uh some animosity i think for past historical uh issues with the dda that is being expressed here and has been expressed here several other times and you know uh animosity is uh is not a positive catalyst to building working relationships and i would like to have a working relationship with the dda on behalf of this council and i'd like for this council to have a working relationship with the dda and that's not gonna happen if we're uh if we're continuing to have um animosity with the dea for historical wrongs and so uh so i'm fine with this resolution but uh and i'm supportive of it but i have that caveat in there and so i have no issue with you communicating with the dda but you should do so on behalf of a private citizen or on behalf of another group that you are part of representing that group if this resolution goes forward just one point of clarification i think erica said earlier that she has a meeting coming up with uh jeff watson i i don't think what we're doing now should be affected affect that at all no i think so no it's it's kind of separate and it's covering a lot of different topics and not not discussing parking management yep and and i and keep in mind too erica and lisa you know have the uh the virtue of being elected members of the city council and so they have uh they have uh you know a different series of purviews but i think if if we're gonna create a formal resolution here then we establish a formal way of communicating in this regard agreed thank you adam um so we'll move that that resolution that statement um and we'll need a second for that i had adam seconding that early on it was kind of written in different ways that's adam yeah adam if you want to let's find that second sure all in support um raise your hand say yes all right yes hi uh all um anyone objecting okie doke that's that's one down twelve to go okay um okay i think we should i think the issue of as i think about it i think it is not necessarily appropriate to to consider reformation of our membership um that's a complicated and long and drawn out thing and i would like a suggestion for a second issue or exploration uh to consider erica i would actually this could be a very long discussion i wonder if we might be able to do that as make recommendations and put them to the next agenda to kind of move on with the agenda to make sure that we get through the rest of the agenda by nine okay um i i'm good with that too okay well then let's move uh heather what's the next thing on an agenda sure yeah i might add you know you can maybe consider that homework you know for everybody in the group sorry my dog's broken um as well i think i think each group could consider what recommendations they would make as they report out to the rest of the yeah and kind of come come to the table next time with some sample language or um so this time yeah this time so um the next item is member news and updates anyone have anything to say at this point i wanted to see whether this item which was sort of a motion and sort of set aside it seems to me it should be reflected in the minutes that this question is now on the table for our discussion even though it did not result in a vote or an action um let's be more reflective of what actually goes on yes alan i think i think we can put because we did take a boat we can put that uh briefly in our minutes we can't we can't afford to or we we don't benefit from a word by word description of what what we discussed but we do benefit by saying that this is an issue and that we have um attempted a temporary uh means of going forward with it by having establishing a formal connect communication channel through adam with the dea about the parking okay i i meant the discussion about increasing the uh who is who is the membership of this yes i i i have removed that as a motion and we are going to go forward with the um reports from their working groups is that right heather those member news and updates oh members member news and updates but possibly that can be combined with working groups yeah i think that would be great um anybody who is not a member of a working group should speak now as a member having a communication to the body i i have a concern that we're not going to get to the update on the rfp i um really see it on there no it's not on the agenda well they're working groups uh okay uh the bottom working group okay there's your answer frank okay thanks um so who's on first on the list for the working groups sorry we have comparable communities who's the leader of that frank i think her rita frank and rita have been in charge of that well um we're working on a document that we'll try to summarize of the salient points we've learned in each of the three engagements with detroit plymouth and royal oak and i spent the afternoon printing off for my vast and growing collection of documents where that conversation actually is and i might mention and adam you might chime in on this uh i think it was our meeting with david cowan from detroit we actually took on assignments to each of us that would be alice myself rita yourself and i think sarah we took about 20 to 25 minute segments of the meeting and we're going to try to transcribe how that conversation evolved over the hour and a half that we were on that and i i don't know if if adam you collected them up i i have my own and i have rita's but i don't have the segments the other three segments i think i'm correct about this alice sarah and adam each had chunks of that zoom tape that we're going to look at and try to capture with those segments and put it together as a whole if that's confusing i'll send you an email later yeah frank i apologize i missed some of that i have i definitely have some information and and um but we could we can chat offline too and try and get some clarification okay i i will add that as a member of that group that um and i started to i tried to start an excel sheet to compare things like participation of the dda maintenance of the space and you know to have a to be able to look at one issue with regard to the way other communities do it and see oh this one did it that way this one did it that way or everybody's doing it like the dda seems to be a consistent one to show that all of these communities that we looked at considering them relevant to our work um did this did have a good relationship and a positive growing relationship along with the park itself and so that was very important and there were other things about funding that could be informative to compare those things to separate them into these separate these specific um areas of comparison i tried but i i had trouble using the document yeah that's my uh it's that strong skill set of mine to deal with these yeah i've had uh changes in windows changes in in all kinds of things to deal with but so and i read it was was trying to help me but we've all got so many things going that i think that that um we are going to have to recall more from memory and notes right hence yeah i'll just add that we did um submit at least some of our um documentation of each of the separate um uh connections that we made or at least two of them i believe two are minutes for this group i really i believe i recall those i was that's why as frank was talking i thought didn't we do that and i think we did do some some of it some of them yeah okay well anything else on from the um compare comparable communities okay next block partners outreach yeah so first my internet connection has been weird all night too so sorry if i freeze um we met right before the april meeting that i did not attend um so i'm not sure what was reported out there i'm hoping adam adam can kind of talk a little bit about it if you did this in april then don't bother doing it again but um i know you you mentioned this earlier you've been having some some communication with some of the the bigger player block partners um so if you wanted to share about that if you haven't otherwise we still have this this survey that we've um designed although i don't think we have all of the contacts done and i'm kind of unclear heather who would actually send out this survey once we i think the survey itself is pretty much ready to go if we know who it goes to and who actually would send it i consider this survey your research you know that you're doing to help you develop a recommendation so i would say that it comes from this body okay you know rather than an official survey it depends on how you want to send it out and how many people are on your list i guess in terms of how much support you need maybe from me to do that um you know if it's just um you know a dozen people that it's going to or entities that it's going to uh not so hard to do um but if it's going to more than that you know it might involved involved much more effort okay or if you're doing it electronic sorry i'm thinking about it in terms of like a paper oh no we're doing it electronically and not need addresses like easy enough to do i would just say you know you can send it out or you know somebody from the council of the commons can send it out yeah and i think it would be great if you could say this is the working group that is focused on the block partners partnership um community and um all the words we can use um but instead of from the whole body i think that would that would make it a more focused and customized um yeah i mean that also might confuse people more that have the part of the point of this was sort of raising awareness like i i just don't think like something coming from me it's going to go into someone's spam or you know like i don't know so i don't know even like the proper method listing out to people maybe um maybe it can be from heather could you say the working group of um the council on the commons is reaching out to the block partners and you're sending this survey on behalf of that group would that work yeah i can do that i could do that yeah would that work with you sarah yeah okay that gives you some standing and also limits the the sidebar and now we have that word sidebar communication yeah okay i think we have a lot of contacts i think i think we discussed i can't remember the small group that gathered right before the last official meeting like maybe just um kind of taking off some of the bigger players like the dd just sending it to like really the more immediate block partners adjacent um so i can probably set something up and like survey monkey i don't heather does the city have like a like a survey tool that is preferable we do but it um i i'm not sure if we can only send it to like a select group you know i'd have to look into doing that because otherwise it would just be out too to everybody you know to take um so yeah it's called a2 up in city hall so that's it's just kind of fun yeah that's too broad yeah right right so you might just have to do survey monkey also also i've grown concerned about the the relationship between the msaa the main street area association in that there's been recently there was a big newspaper article about all the events they were planning on main street and and it is called the main street area association and this is definitely if they're talking about the area that the dda which is the downtown district you know there's some it's very vague what area they're talking about but i think maybe they need to be surveyed too adam i think they were were they one of the people that you've talked to yeah uh they they are but i mean they are you know the mainstream association is uh is a private entity um and they they there's a purview you know a geographic boundary that covers the the uh area that they serve but uh but they are you know they do engage with the city uh and certainly we've seen them request the city to take certain actions or request counsel take cert certain actions in the past but um but ultimately they are a private association that's driven by their board and their members as are all as are all businesses that aren't within the block that we're talking about correct exactly so so i guess my question is is the block part of their area and no it's not okay alice i'm on the board of the i'm on the board of msaa and it's that's that's pretty far we would want to talk to francis at state street before we would probably want to engage with main street area association just because of their geographical purview but we did include both associations as a stakeholder the survey could go out to us brainstorming potential i think that's a good idea sarah i think it's having both you know um is it's it's it's kind of a strange location given the geographic boundaries of both associations but yeah and the dda's district is strangely arranged too they always claim that they're the downtown and then they want to claim state street area i mean it's kind of weird campus area is also in the downtown but no it's not you know it's just kind of it goes way back to park's designation so um okay sorry for interrupting but sarah did you have anything else to uh nope i just the survey i'm trying to find like the most recent version of the survey and i don't even know if this is it but it's really like pretty open-ended and and you know sort of asking for opinions on improvements or activities or something like that and really just giving them an opportunity to connect more with us um so sort of like an initial stage in feedback so you know give us your thoughts well explaining what everything it like what the center of the city is um just giving their thoughts and then like if they want to keep um continuing to be engaged just sort of if there is this black partner group formed this would give us you know at least some people formed in that number two thing that alan referred to earlier um officially because i think that is still something that should probably happen so this was sort of like a first step into identifying like who some of these people are that are interested in engaging with us so i will send around what i think is the final draft of this survey to that sub committee um along with the i will find the list that i think erica started of contacts and then we can just at least get this out there and then you know kind of parallel adam has been and i think eric i've been talking to some of like the bigger the library the dda people that i don't necessarily think need this type of survey yeah i'm happy to fill in too on in on the updates i have talked with the new director of the library um and had a really i think it was a very positive conversation um about the ability to you know work together shared some of the comparable communities work and some of that vision um and uh you know there wasn't an ask or anything like that at the end of it uh it was it was just you know an introduction and here's what we've uh what we've been doing thus far and you know here are some of the things that we've learned from some other communities and i left it at that i think it was constructive um and uh you know i indicated that as we move forward in particular with an rfp that we would want to engage with the library as a neighboring institution and prominent member of the block and so there seemed to be receptive receptiveness to that we discussed how it would be uh based on uh you know taking those steps that that that uh that you know we would ask them to get engaged when there was a a planning process going on uh for for the planning of a development of the site and so uh so i think it was good we've had some communication since then um i think we're off to a positive working relationship and um you know i i think it's i think it's good thus far um likewise i reached out through some contacts to establish a contact with the university of michigan credit union in fact just today it took a little while to locate the correct person because they've had some leadership changes too and uh just today um we traded some emails back and forth with uh with i believe i don't know this gentleman's uh i guess he's he is i actually don't know what his title is like uh exactly but um tom kuslikis uh with um credit union and we've had now a phone conversation and are gonna get together for a cup of coffee and talk more about the project similar to what uh what we did with the the library and so but you know very open willingness to have that conversation and i think that you know i have no reason to think that they will not want to be a a good community partner um and then uh the final conversation i've had i've had a couple of conversations with first martin mike martin and he certainly is very interested in uh participating in you know as the as we move the process forward around planning uh you know and and being engaged in that process uh because of the relationship with their property uh both liberty plaza and the uh top of the parking garage that is you know makes up the majority of the center of the city so um you know i think those are good things you know the dda as i indicated previously it's the one entity have not um not directly connected with uh that uh now we will go forward with that um but you know i think i think the conversations i've had you know people um have very uh different uh historical visions around this site and i think it's about i think the success that you know some of these companies one-on-one conversations are um indicating is that you know uh if you describe what we're learning from other communities and sort of the interests that seem to be popping up here um it paints a bit of a different vision from some of that historical um historical vision and that some folks may have and so i think that's positive and seems to be moving to uh indicate creator support so we're just gonna keep working at it like that and that's that was that that was my plan and i think that's uh very much in concert with an activity that is in concert with the survey work um and uh and we'll just keep sarah and the subcommittee block partners uh block partner subcommittee or black partner worthy group rather um in the loop on all those conversations um and and i'll get into the parks uh commission update later i guess that's another obviously another partner in that regard too wow well a lot of we have a long way to go don't we but i'm glad to hear the progress um and i see ellen i see you have your hand up but i do want to say that i think i'll ask if any of our working groups have a recommendation in mind that would further the work on their behalf not not on the work of the commit the group but that would further the center of the development of the center of the city from that perspective of that working group so keep in mind when you when the group your working group um reports to uh to think in terms of a recommendation that would help move your goals along we'll check in with you alan before we go to the next working group if in that in this working group one place we we were including the state street main street uh i think we even talked about kerrytown what are the surrounding areas are really relevant to this but also we had some question as to how to address or touch toward the issues of distress around liberty plaza and i think our last draft was to sort of sort of ignore those questions leave those out of the stimulation of the questionnaire yeah but we need another meeting of this uh working group to finalize what is what is actually the survey and who it's going to go to and uh yep i just put on my calendar to do all that tomorrow okay it's not on my calendar i won't do it so it's on the counter good talk to you soon sarah okay thank you alan uh who's next what group is next racing fundraising okay i i can give an update on that one um uh so uh we had a discussion heather frank and i talked um earlier this week i think it was or maybe it was last week uh and uh and um i i think took some good uh created some good ideas about external sources both uh private um you know potentially individual donors and also you know local business contributors that they could partner we talked about public grant opportunities and we looked at associations who helped coordinate some public funds too we took some action items and we're getting back together again i think it's next week and uh i thought it was very productive uh first step and i think as long as we keep moving the ball down the field and uh in the in the way we did after this first conversation then we'll be we'll um you know hopefully have some fruit to yield as a result of our labor so i thought it was i thought it was good i don't know if heather or frank would like to comment at all but that's that's what i've got i think that's a an accurate description and uh i think this is this kind of regular what i call massaging the list uh is is important um and i think that uh there are you know there are some key players here who not only their financial support but just their presence and involvement it provides an important implied endorsement uh that carries even further than the dollars and um we we the library green conservancy was able uh was able to have a banner at our earth day program with the initiating committee and we you know had four what we call community partners bank of ann arbor largely through matt altrudis efforts we had the zingerman's community of businesses are now supporting uh library green on this project uh the towsley foundation harry and margaret towsley foundation and the mosaic foundation of reader and peter hayden are all substantial donors and i think getting those you know well-known community names uh backing this effort uh uh really uh is a kind of a a parallel goal to actually raising the dollars we need to do things that we need to do okay yeah um that's what that's concludes that working group do we go on to the next one which would be near-term activation this one i think has some relationship to the parking issue we we've talked a lot about this one already yeah yeah yeah and i don't know how much i don't really have anything to report out um just as a reminder to the group that we sort of put our cadence of meetings on a hold while um mr dehone and the police and you know some other folks involved in the that immediate surrounding area were dealing with some of the crime and other issues that were troubling at liberty plaza um and sort of us us trying to work through that while those that group was meeting simultaneously was not very helpful um erica i don't mean to put you on the spot but i'm going to hold to you i was about to raise my hand yeah i was going to say i haven't been part of those conversations um since i left spark so i i would look for erica to give an update and there was just a um i think adam was at a meeting prior to me but then there was a meeting of the kind of larger working group again which um council member ram lawyer and i were invited to so i did get an update about what's happening there um and kind of i if i was smart i would have my notes in front of me so i will try to recall on the best i can all the the details of that and um recommendations for the use of that hundred thousand dollars the council had allocated um for um improvements at liberty plaza one of the primary pieces of how that that funding is going to be used is for um support for programming three staff members um temporary staff members are going to be higher this has been a recommendation long-term recommendation of the parks staff that and what we found here is that successful public spaces require staff that help and and do that um and organize events and so um obviously this is not a uh maybe three temporary staff members the question um i had made a recommendation to perhaps even think about um and others as well uh you know maybe bringing in two temporary staff members and being able to stretch that that funding out for a little bit longer um the idea is hopefully that those those staff members would be around through the end of the year and would be organizing events all through the summer and early fall and whole gamut so i'm sure that um there was definitely a desire to connect around um with this group and and initiating committee and leveraging conservancy as well in terms of that space that came out of that discussion but um so that's that's a big win there was also discussions around um sort of how improving sight lines um some of the the issues that had been identified that had caused some safety risks in terms of um some of the shrubbery and um chairs in certain places some of those had been removed or changed in order to address those issues on a temporary basis and then additional programming of social service agencies and in terms of making sure that existing users of the space particularly vulnerable users are getting the type of support that they need the real goal of the park staff and city staff is to not to make this a space that works for everybody and to not um so that everybody feels safe and welcome there it's not to exclude any groups um but um and so that's i think a really good approach that the city is taking uh in terms of just trying to make sure that the resources are there and improve for those who need it as well as getting active programming into that space and there was real desire to to be evaluating this and a real acknowledgement that this needs needs to be successful i mean you know we've been talking about liberty plaza and the challenges there for a long time um and so this is an opportunity to to really be moving forward in a productive way so um it's we are still a little bit the beginning i mean hopefully within a month we'll have folks in place and we'll be getting an update on that as well in that committee are in that larger working group um but i um i'll also ask for information be to be shared here as well thank you well i'll just i'll add one one point here uh i'll add just one point here um from my perspective and and sitting on the sort of subcommittee on that uh that that uh looked at that that uh those recommendations before the working group um you know i think mr de honey is in uh you know really i think he has listened to the discussions here and uh is trying to uh move you know solve the problems that this that the community is experiencing in liberty plaza with an eye to how do we how do we help this be a part of our plan for the for the uh for what the city is going to decide to do or look at deciding to do around the center the broader center of the city i think he's really trying to be a really um a constructive um bridge builder on this uh if you will and and so i i really supported the uh the effort that he put forward um and i'm glad to hear what erica just said as to what's what's come out of that a little bit more so that's that's the only other piece i'll add thanks adam i was just about to ask if this was if i was hearing it right that this might be a movement toward integrating the block making it a a hole rather than making it a hole so that what benefits liberty plaza would benefit our further development of the center of the city and vice versa that these would be complementary developments that we're doing to improve the overall situation and potential for this project what else and what else from that group and i think just to that point um there was a a real discussion around um yeah obviously what happens what happens there really is is beneficial obviously to this space it's beneficial to all the surrounding spaces um when when there are problems there it is it is it is challenging for the business community when it's not activated activation there is beneficial to the business community when it sees a slowdown at different times of year so um there was a recognition that um that activation was was going to have these um positive ripple effects good to hear next group i've got rfp development so i can comment a little bit here um can you hear me okay okay so uh sorry i can only see when the the little green box moves to my uh picture uh so uh so i i comment a little bit so we did have the first meeting of the rfp uh development um group and we kicked off uh heather and you know since then uh we've had and this kind of spills into the parks uh work too um you know a desire to uh ensure that there is um a really symbiotic relationship between uh the parks department and uh and this working group and so um you know we we batted around a number of um number of ways this could be done and the thing that we arrived at uh was uh the you know to make sure that we sort of make this this as a discussion point in our report to the uh in our in our upcoming we had called it a report to the parks advisory commission but it's almost kind of turned into more of a discussion with the parks advisory commission including a you know a report out of some of the things that we were we've been working on and so uh stephen erica and i talked about uh about what what that could look like and um so i i bring that up you know here because i think that what we're finding is that this uh advancement of the rfp the the continuing writing of the rfp and um needs to really um there needs to be good alignment between this the council of the commons and the parks advisory committee um on the direction on that and so what we arrived at was we need to make sure we get on the parks advisory committee agenda asap and we've done that we're going to be there on june 20th and have that discussion and the rfp will be brought up as part of that and a strong desire you know will be expressed around you know having there be a working you know working uh staff working together on on that and um and and you know dealing with any barriers around the um the uh you know strange jurisdictional issue that um that the proposal the the you know the proposal has created so um you know that's that's where we're at um i don't know if heather or erica would like to add any further comment um but i feel i feel good about the direction we've had it's not sort of a stall it's sort of a just we need to get packed uh we need to have some conversation with pack stephen obviously you could feel pretty uh frank your hand is up i just want to make a quick comment uh i've really encouraged erica on the report of how this money's going to be used the hiring of the temporary staff and it really dovetails uh in some ways yet to be determined uh the earlier conversation we had about activation of a library lane parking service and and you you correctly observe that we're building on sand unless unless we can solve the the issues around liberty plaza and activation uh obviously is is key and um so it's i think it's going to be exciting to see how that goes and how we can uh leverage off of it in some way for the broader public space on on the block in the in the near term thank you frank um next group is it then it's uh the next item was updated on report to parks advisory commission which adam basically covered unless there was anything more to add to that no not unless stephen or erica would like to add any additional comment yeah i i think just it's just important that um as adam mentioned that this is it's it's a little bit more than a report it's really making sure that a check-in with pac and um um getting um making sure that they're comfortable with the the approach that that um moving forward with as well right now and um we need to kind of be in alignment is in both commissions and um steve's been providing great updates um so they're they're pretty aware of how things have been going um so this doesn't come as a surprise uh but just it's a good check-in point and a good opportunity for for pac to be able to weigh in on kind of um before we're moving forward you know so we're moving forward together with rfp process hopefully i i would like to mention that this might be might also involve a conversation about what the role of special properties are in the park system such as the farmers market cobblestone farm and i think four or five others um and whether designation as one of those properties is possible or beneficial or not not really working in this situation that would be a good thing to kind of sort out along the way i think i guess i'm not sure what that means we've got park we got two things we have parks and we have natural areas and special properties farmers market because those those start to look like different ways of managing and administering those properties and also the funding is different too that i agree with it yeah there are several uh instances of having some sort of a non-profit or other sort of partnership with the city to manage or program in a particular space community action network um the skate park farmer's market there's a variety of examples yeah that's something to keep in mind is as either a bank of ideas or something to avoid i don't know which that's a good point has this question actually been on the parks advisory committee agenda as a topic that everybody talks about besides periodic reports from you stephen um i'm not hearing that yet i guess i don't maybe i don't understand the question no we've not had a discussion as to how to activate the space somehow if that's if that's the question we've had discussions and updates just as far as uh me reporting in from this commission yeah okay thank you and heather you said that's our last group working group yeah that's it then the next item is next agenda items and then after that we get a public comment um agenda items for the next meeting is that for the next meeting yeah so if we want to list out some agenda items it sounds like we are wanting to return to a discussion about recommendations yes definitely recommendations to counsel i would also recommend um we're gonna have a report back probably on how that conversation with pac went yeah exactly that'll be an important discussion um and it it might be helpful um to have a presentation or update somehow from mr dahony around that may be a good check a good point in time either for him or somebody else on staff to be providing an update around what's happening exactly on liberty plaza we may have enough of development around staff being hired that might be the right timing in terms of just a little brief update on that i would think okay doing that makes sense maybe check in on whether we do want whether we want to consider a [Music] slight adjustment of our membership in order to support the things that we're discovering have more equity in terms of the participants in this project at least i don't know i would like to be more succinct than that but um to maybe to review our the status of our membership would be one thing and we can remove it from the agenda or table it if we if we need to because that is a long-term kind of thing but if it would help to move that forward then we'll anna if this sounds okay with you i would put that under recommendations the discussion of recommendations because that's something that i believe needs to be a council resolution right it would be yeah okay anything else what's next is that the next thing before adjournment it's public haven't time oh i'm so sorry you got booted out and i'm just now seeing there she is i think all right you're back in sorry about that um uh for public health we do have one person with their hand uh and i believe that's jeff crockett thank you very much i just want to congratulate you all i watched the whole meeting i thought it was exceedingly well run alice you did a fantastic job um and i appreciate especially the outreach to the dda which i've been trying to do for the last three and four months and i believe eventually it will work very well i do want to comment on a couple things first i want to say that the addition of wild ones in my opinion is going to be a game changer we're talking about a group with 90 people 90 volunteers they're talking about classes and other things they're really invested in using this as an educational experience and in fact if you look more broadly down the road imagine having 14 different lots 14 different gardens with 14 different themes supported by 14 different groups which i believe in the long run is possible one uh one year building on the success of others and then what you're going to find is you're going to have a lot of people eyes on the street eyes on the park a lot of people there maintaining their gardens this is what we've experienced we're there you know our group of 20-plus volunteers is there three and four times a week checking irrigating and all that kind of thing the other thing i want to mention is that the parks department well i want to say that there will be no trouble finding volunteers to come in and maintain the tables the parks department has an adopt-a-park program and one of our volunteers who came in to help plant is a member of that program and he goes around the different parks and cleans things up and maintains uh the facilities there this is going on right now and the parks department could not do this without these volunteers and i have every confidence that if we activate the space and start off with just a couple tables next to where the wild ones is doing it we will have no trouble maintaining it and we will fulfill our obligation to begin to activate the comments so i just want to conclude by congratulating congratulating you all on a very well-run meeting thank you thank you jeff anyone else heather that's it that i see with her hand raised whose hand is raised nobody nobody oh okay good and i want to [Music] state my personal kudos to all those people who have participated in the gardening efforts uh and the excitement that the wild ones joining the group is going to generate um i think they've they deserve all the singing that we can get and keep them from being unsung because um it's it's the it's the thing it's a really active and exciting group and group effort so with my comment i often i welcome any other comments about anything else before we adjourn nice job alice thanks for stepping up really well done yeah it's easy adam laid a good foundation yeah he did wow seamless i really appreciate it too uh yeah all right i just want to say thanks and uh i but i also want to say i do think that uh you know that we saw last year um about some of the excitement that the gardening uh efforts did provide and uh i know jeff is trying to be good at good partner in this and and those folks are are having a good time and they are beautified in space and so i think that is that that comment that made that alice made is a uh is an important one to recognize so um just thanks everybody sorry for the technical difficulties but thank you again ellis for everything thanks everyone for overcoming our adversities and moving forward with courage so good night everybody thanks everyone everyone bye everybody [Music] you

miss beltran yes mr canova yes dr danny yes mr paris yes vice president daley uh yes no on f8 president smith yes all right emotions carry okay we'll move on to uh board member comments um miss beltran you're up first today okay i'll keep it sweet uh thank you for the robotics team for that thrilling uh presentation outside um i think it's really cool that we can um we could do something so special here and that we get to compete and traveling across the country with that robot must be a pretty exciting experience for the students that participate in that club and i look forward to i'm probably going to look at some more youtube videos of it performing because i think it was pretty cool with their little demonstration i'd love to see what other people have going at their schools but since we're winning a lot it seems to be we have a really good robot named toast or bread red named bread covered in toast stickers um and congratulations to all the teachers honored tonight it's truly special to stand out in a district's as large as this all of our schools have many teachers and many assistant support staff and for you to rise to the top it really is something special this is in a small district with a couple of schools this is a college sized campus if you want to uh take it like that so if you're if you rise to the top you really are something special you really are impacting the lives of the children and it doesn't say that the other teachers that didn't win this year aren't doing the same uh just means that next year now you have a shot to win it and um and that's all i have for tonight okay thank you uh next we have miss bassford okay um hello happy june and i'd like to know why we haven't had a resolution for equality for um pride month a little disappointed about that we have a lot of students that are believe in what my shirt says equality for all so i hope maybe our next meeting we can actually have a resolution on these that's right any board member can ask to have that resolution at any time so i'll be happy to put that on the agenda all right thank you um also um congratulations to all the award recipients job well done you make this district a better place to work and you also make it that people step up and look forward to being like you you get you set a good example because that's what leadership is and it's really nice to see so many people in this room that do a wonderful job so congratulations to mr mcconney i said what i needed to say before but once again uh thank you for a job well done um yesterday i have to apologize for yesterday i didn't make the scholarship award um ceremony i'm very sorry about that but um i had been invited months ago to the retirement dinner for dr feinstein from new jersey school boards association and i did attend to him um i did attend that and i wished him well uh he's uh i've known him for 12 years uh he's been a guiding light but the one thing um they talked about the larry isms of his 53 years of service in education because he started out as a special ed teacher and he advanced himself up to you know superintendent and um the garden state coalition he was the president of that to new jersey school boards association the one thing that stuck with me when i first met miss dr feinstein he keeps on telling me to call larry but i can't uh because he's just he's just a that figure that you know he with the respect because he just he commands it without asking for it he said that when you vote when i first met him when you vote on anything as a board member you stop and look and say is this is this best for kids and i've lived with that and last night he talked about that in length and it was really nice to hear that again and it brought up a lot of things to me as well so i really respect him so godspeed dr feinstein i know i'll be bumping into you in the state with other things um they did pick his replacement uh dr purcell um he's uh he's got a very very big resume so look him up uh so we wish him a lot of luck um we've got some of some of us got to meet him already at different meetings so we're really excited about that as well to meet him and and we we're looking forward to what his vision is going to be to move the advancement of public education to you know the future so that's a big deal so if anybody hasn't met him yet i encourage you to you know drop him a line say hello uh he's got a really impressive resume and they made a really good uh choice when they they appointed him uh or hired him um i have a question that i would like to bring into executive session this uh student representative mentioned something about lockdown drills i'd like to talk to about that in executive session because that is a security issue and also we did get an um an email i mean a letter from somebody from an organization uh because it has to do with finance and things like that i feel that we need to speak about this in executive session so i just want to bring that to executive session thank you have a good night uh happy pride month to all that celebrate um happy memorial day that was fun uh marching with everyone and uh and honoring the veteran the p the service men and women that paid the acc the ultimate sacrifice on a personal note um at three o'clock my whole family converged on the veterans um the vietnam veterans memorial in jersey city where they laid the pla my brother stone at the vietnam veterans memorial site and persian field on between summit and central avenue it was really a moving ceremony to meet some of my brother's comrades to meet some of the people that he actually served with to meet their children that i never knew and the kind words they had to say about my brother but it was such a moving ceremony from the beginning to the end um and they're all aging out there in the 70s the late 70s so i gave the one gentleman a promise as long as i can work a walk at 3 o'clock on memorial day i'll be there to help him with anything he needs to watch my family break down the way they did because a lot of us couldn't cry when my brother had passed and uh it was really an emotional day but to see the service that these people gave to themselves but the one thing that was brought away from it was after 53 years of my brother's life he finally obtained the welcome home that he deserved when my brother came from vietnam and he traveled through california because that's the way the flight went he was in his uniform and he was spat on at the airport in california when we met him in newark airport at 3 30 in the morning the night he rolled in he flew in from vietnam he walked very past us because he was in civvies of civilian clothes we didn't even know who he was he was bald old looking it really horrible what the war took away from him what the war took away from my brother was his innocence not a day went by that he complained he never boasted or bragged but never complained about anything he went through he said it was his duty this respect that those people showed my brother on memorial day i will never forget it will resonate with me for the rest of life i don't even know these people but the respect was just overwhelmingly kind so i'd like to thank the jersey city veterans association vietnam veterans association for what they did my brother and my sister and my other brother we got up to accept his uh his little placket my niece was there my nephew came in from massachusetts but to see my great nephew and my great niece standing there with the flags all furling and and just to hear the kind words about my brother really was overwhelming so i thank everybody and i thank everybody for um coming out from memorial day and showing their respect to everybody that has lost the ultimate sacrifice for this country it's about respect and i appreciate that thank you and good night okay uh mr canola yes good evening um first i want to give a congratulations to our mechanical mustangs i love seeing things like that and i'm definitely a geeky at heart so i love listening to what uh what you create and how you even speak so eloquently about it the students who are explaining it and talking about the sensors and how things operate um those are the future engineers i think we're teaching our kids to to do those things in the future and today's machine is tomorrow's whatever it's up to you all right we have people now that are doing space exploration that could be one of our students one day so i love seeing that um and that is one of the clubs that we offer here and i attended the open house for ccms with my daughter and there's a plethora of clubs different things that kids get involved in um miss gaba was encouraging parents to to let their students know about these clubs and encourage them to partake i would i would also agree i think you know getting students into into clubs and getting involved with other students and being in a cohort and having a group of people to rely on and people to to bounce things off of and conversate with i think that helps especially in a new school um so i encourage everyone to take a look at the clubs that we have congratulations to all the award recipients um i have to give a special shout out to my school three who school four went first for some uh unknown reason um but mrs barhorst who's actually my daughter's teacher and mr stefano who's our school nurse so congratulations to them um gracing them getting recognized tonight and i love having awards like this i think it's better than the in-fighting that goes on up here in this dais congratulations to all our new appointees tonight um and i'm glad seeing people getting into these uh into these roles where we can help educate students and help people you know get through the battles of theirs of life um and that's all i had for tonight thank you okay dr danny yes good evening i'd like to say congratulations to the robotics team it was actually very exciting to watch the demonstration and through my 10 years on the board they've always presented a you know robotics demonstration which is kind of always interesting because after all i mean that's why we're here is for the students and as mr kanova said it really was something to hear you know how eloquently they speak about um what it is that they're doing the demonstration and um how it's all put together so that's really really exciting and um congratulations on the awards um very well deserved also um congratulations to the awards recipients for being honored um and um you know we're we're coming towards the end of the year and i just want to say to all the students and all the teachers that um i think you know this year i think was a very challenging year um very tiring i know for myself as an educator i know and speaking to some of the teachers administrators who said that you know it was just a very challenging year so um we just have a little bit more to go and then you know summer break and for those administrators who um are in during the summer i always know that it's a little bit more of a lull so you know time to get refreshed and head on then to the new year and again uh congratulations to the new administrators who were appointed and those who will move into different positions it's a leadership role and it is you know interesting to then move into a different position where you are in charge of the students econo educational experiences and in you know their development so um and that's all i have for this evening thank you mr paris thank you mr smith um i'm going to echo what my colleagues have said about the robotics team it was so impressive to see what it truly is a wonderful team of people it's a team sport they all have their talents um they were the uh the one leader was referring to the software team uh several times and you could tell they they really work together it's amazing the amount of time that they put in and and also uh thank you to the wonderful community supporters that support that team um it's just a fantastic cooperation between uh the community and and uh our students um congratulations last week to ccms's junior honor society um amazingly well spoken young people um there's a lot of a lot of great great students coming up to high school next year um congratulations to our teachers and award winners and mr mcconney and that's all i got for now thank you thank you um mr abu drabo thank you president smith um to robotics team i apologize been a little late but i've had the opportunity to watch you in action during um during your competitions and i'm sure it was not a disappointment as i'm always amazed what you can do and i learned a lot through uh through your uh actions in your competitions uh the scholarship awards was phenomenal last night president smith and myself and dr robertson were there um and the amount of people the amount of students that were sitting on that stage and i believe dr robertos of your scholarship foundation gave away i believe 25 000 last night and that's phenomenal and that's just from one you know from one donor or foundation of him herself and that's phenomenal to help our students moving in uh into the higher education realm congratulations to uh principal dalia shelby from school eleven i think you'll be a great asset over there vice principal nicole turi i think you're doing an amazing role and amanda i'm sorry i didn't get your last name uh but if it was a recommendation of the committee and dr robert tozie i'm sure you'll do a phenomenal job congratulations against our governors of the year ca excellence in education our 25 years of service and of course mr o'reilly i've spoken very highly of you have past meetings and i will continue to do so as our 2022 educator of the year um [Music] mr mcconney i had you on my notes but we already discussed you our clifton pride flag raisings on june 18 at 11 a.m uh today i got invited to a group project uh to a facebook group um for ryan's eagle award project uh christy wellins invited many people to make it more of a community effort so if anybody is able to help and donate to ryan's eagle award project it's a facebook titled ryan's eagle award project i think ryan wallin will do a phenomenal job understanding the project that he's working on so please also donate to that there is an event coming up that kim castellano is hosting under her event under her organization it's called family fun day in nash park um it's something you have to register for i think it's a great opportunity uh and it's particularly why i'm highlighting this because um they're honoring um i believe her name is maria talley the former school 12 principal um retired principal and uh she's been a great continued community supporter after her retirement um so if you would like to attend it is a link that you just got to sign up your kids it's a great event to have it's going to be on june 5th on sunday from 1 to 4 p.m so bring your kids out uh just don't forget to register please and i believe it's on june 12th and i did notice dr robertosi you sent us an email about uh the use of bus um from the district so i didn't notice it on the agenda so if we can discuss that uh we received a letter from the driver just so you know i i couldn't find it i get my time back right i found it it's on there oh you did all right great mr found it it's on the agenda thanks mike um we all i believe we all got a letter from the palestinian community center for palestine week uh the flag raising for the palestinian flag raising clifton is on sunday june 5th at 11 a.m um so everybody's everybody's attended i believe everybody's um invited i think as all board members i believe got this letter as well uh i'm glad that tonight's meeting went well um [Music] listen the public is really at this point and people ask me what the heck's going up on the board and i can't speak for the rest of the board and i always say go to go to president smith to discuss this but we need to do a better job on this days working together being kinder to each other reflecting on the words that you know being kind to each other helps the heart as danny kept reminding us last time around we all we all mean well for our district we all mean well for our students we all mean well for our administrators for our teachers we really got to show the public that we can truly work together you know from both sides of the city infight really does nobody any good it doesn't do anybody any good and it creates nothing but barriers um [Music] whether it's saying that you have to get your heads checked or talking about what mr frost is talking about so i was talking about or in fighting off or infighting there it really needs to to be a better standard and we need to set the standards here up on this day is for our district for a better clifton clifton's phenomenal um and if i can have 30 seconds many of us are products of clifton and you know product students of clifton and we really need to give back we we told our students last night don't forget clifton come back do what good pay it forward we got to do the same here and that's from the mentality standpoint and that's from respecting each other thank you hey mr awad no comments tonight okay vice president daley uh thank you very much mr president uh just a small small correction for uh miss beltran uh toast was the name given to a defensive back of the new york giants obviously a dubious distinction but it made me trouble because i remember that when he got that name uh just briefly uh the robotics they're they're always here they're terrific and um and obviously our staff but also a shout out to mr hoban and the montclair uh society of engineers they put a lot of time and support these uh support these terrific students so i like to recognize them as well again i'd like to congratulate all those individuals who got awards and recognition tonight and our our new uh staff members also wish them uh all the success and support we can give them but that concludes my remarks mr smith thank you when the robotics team came and asked if they could do a demonstration we of course love the robotics and um we welcome the presentation um however we felt that in this room it really would not give justice to what they wanted to do we'd see a video of what took place um so um i believe it may be the first time that we ever uh started uh a board meeting outdoors um and then continued to uh move it inside so um i thank everyone for uh adjusting to it uh to allow our kids to demonstrate to not only us but to the public uh what a great job they do in the area of robotics and um the time and the effort that's put into that um monique had said to everybody about thanking pomptonian for the food she supplies them with meals um most of the time out of her own pocket uh so that the kids could so the kids could eat um i was just blown away by hearing that that um that one of our staff members uh and i'm sure there's other stories about other staff members who give and i'm not trying to um say that um she's the only one i'm just talking about this particular situation um but to ensure that those kids have food she makes sure that it's taken care of and that's not only here why they're practicing and setting up when they go on the road and they travel to these competitions the same thing happens so i thank her and i thank all other teachers um anyone who knows teaching your classroom becomes [Music] a major responsibility especially financially uh for all teachers i worked in a parochial school and i don't know if any of our teachers get reimbursed and if they do it's probably very little but uh in program schools there was no reimbursement um but you didn't care because you wanted to do what was best for the kids and you made your classroom look great and so i commend all the teachers that go above and beyond um what they have to do and even if it has a financial cost to them that they go ahead and do that and i hope that uh down the road we may be able to find some funding or maybe some of our big corporate donors could make some donations for staff expenses in their classrooms or something to that so if there's anyone in the corporate world that's uh listening uh we would gladly uh accept any donations you have for that um i i think it would be a a great thing for our teachers so i thank um monique and i i want the the uh the board if they don't know and the public to know that um i can't think of jim's last name off the top of my head um mr jim hoban has a um a warehouse across from clifton high school and um whatever product he produces during the day at the three o'clock when the kids get there there is a section of this warehouse that he allows our clifton kids to use the warehouse at no cost to the district to uh run this robotics program to build the uh the robots to program what they have to program all of that he donates his warehouse and we are so thankful for that uh not many people are aware of that i wasn't until this year and i had the opportunity to go visit his warehouse and saw the operation that is it is but um for someone who and he's very active um as an engineer um an advisor to the robotics program as well donating and dedicating their time so i thank jim for um allowing our students to have the space to do that and we all know what space would cost and uh the district so we're so thankful that he uh offers that to our our district um so i wish continued success for that and i i just think that's these demonstrations that we do for for our kids i think that i i wish all the rest of this stuff we could do in five minutes and the rest of it um of of showcasing our kids and showcasing our staff that's what makes clifton great and um while other towns honor their teachers i'm sure um clifton i believe does a phenomenal job of ensuring that our staff knows how much we appreciate them and how thankful we are that they teach here in clifton um whether it's a teacher whether it's a para whether it's a bus driver whether it's someone in the the uh office uh in our counseling uh food service transportation wherever it might be we're very proud of of the work that they do and uh as we're beginning to close out our year um we we thank you to say thank you to all of our staff um again we started out in a challenging year um but we we've come through it and uh clifton b can be very proud of its uh if it's in staff so i just wanted to quickly say that mr mcconney um when we built the uh the uh new wing at the high school and we put the um cast studio in um it was like state of the art and now i know we we have we have to update it because it's getting very old but i remember montclair state university had come to visit our studio and our studio was better than what they had at montclair state and they came and did a lot of their instruction and training at our at our studio um and then obviously they built their own studio um but we started that cast program um with that studio and i hope that the board uh will be able to fund and update that that studio because we produce a lot of good things there last thing uh pomponian i i can't begin to again thank them for all that they do for the district um from the wonderful job that they did on the superintendent's fundraiser to what they do for our kids all year long they really are a tremendous group um and uh i like to thank alex and donna and all of the staff um for the great job they do in food service clifton be very proud of uh pomponi and all that they do for our district so um again congratulations to all the award recipients um it's just not one night it's one night that you're here to receive the award but we appreciate and thank you every single day of the year for all your hard work and dedication so congratulations to all the recipients um and um i know that they will be uh being honored at a dinner um uh coming up uh and uh the board i will ask the board um for a head count of those that are attending that dinner so i can get that information to uh mr llama so um that's all i have and uh we could move on on your business i always forget all right we'll go to new business is there any new business president smith if i may yes mr object uh through you two the superintendent and money mike um so my understanding um that the track and the football rings uh i'm going to go a little athletic mine right now um are being given their rings for free because of the plant process and the rings taken forever for them to get for the students to get um my understanding dr artosi from what you told me was 22 thousand dollars that um the district is getting back can you just explain because there are there were people who were asking me and i referred him to dr robertosi and i believe uh some people reached out or somebody reached out because i didn't don't speak for the administration um can you tell just can you clear up and make some clarity about where that 22 thousand dollars is going back to what budget line um sure i mean i wasn't aware that we were getting refunded for this but if we paid for something and we're being refunded for it it's uh board funds i mean it could go back to the athletic fund it was purchased from i'm not sure that it was paid for yet like so you may not be getting refunded we don't pay for items until the items are received okay so i would be shocked if we did pay for it um the truth is you can't predict how many state championships you're going to win you know next year so you can't really budget for rings right so when it happens the athletic director doesn't have a budget but he probably has to go to mike and say well football team won and our policy is that we get rings for them and mike finds the money so i'm sure our athletic director has a budget line for that purpose okay um but something like he's not going to have 22 thousand dollars in that line every year because you know we don't win state championships every year he's going to have to go to the ba who's going to find the money from somewhere else and so um that's where that money would go back to thank you um and then also speaking since we're on the football um topic are we going to do anything for football in terms of their championship we're going to honor any of the students any of the track folks track team as well because i i still haven't seen them up here and i think i said this about a few months ago in terms of awarding them and i get there was discussion or president smith you told me maybe september by then can we do something sooner than that because by then many students will have graduated by then and nobody's going to come back for that um so either dr roberto president smith is there anything in the plan and discussion about honoring any of our teams from track football any others that i'm missing that have won championship sectionals states i don't have an update on that for you but i will get one um i don't think it's a wise idea to recognize a team in september when half the kids are going to be gone correct um the short answer for this year was basically because of our mishmash schedule we were born in the boardroom we were in the high school and we were coming here and then we were going to do it and so if we were going to honor all our teams um i don't think that's going to happen um at this point right now but i'll follow up and get you a better answer thank you uh and then just going off of what president smith mentioned earlier about um jim hogan using his facility across the street for our students for the mechanical mustangs um i know when the the what are they called again the arab american assault engineer association um presents tri-state thank you as uh presented them with a thousand dollar donation um i don't remember dr roberto mr hogan said that there was a facility next door to them um that they owned and they said that would be perhaps a good opportunity for the district to help the robotics team pay for that facility is there any way we can take a look at that i'm just saying since we're again since we haven't paid the 22 thousand dollars see where i'm connecting things um to help the mechanical mustangs with offsetting some cost at least for that facility so they can have a bigger place a bigger space and make it make it their own home i mean football teams have their fields the band still hasn't had doesn't have their own home space but it's something we hope to work on for them besides the upper band field but it's just it's just a thought throw out there an idea to have a discussion as a full board bless you so the robotics team can have a home uh rather than feel like they're always being a visitor and a space across the street i think it's a great idea i have no idea what the cost is i'll ask principal hamda to talk to mr tory see if they can get us a proposal on what that would include um i'll let the board know how much that is and the board can decide if that's an expense that we want to make i'll also ask if that's an expense that the teacher wants or would the teacher rather us give money for something else um i think after what we saw tonight i think we should give those give that group more money and get more students involved i agree because it's so so very impressive so um i'd rather i'd like to hear from the the teacher and the principal what they want i'll bring that to the board and we can make a decision on what we want to do and i and again i only ask because i remember when we were a visitor across the street during that donation they did mention or you did mention uh to them to put a budget together prior to us passing the budget but unfortunately i guess from what we haven't seen that they didn't do so um so actually not sure about that they very well may have okay um because the the principals do work with the ba directly on their budget um so that very well may have happened okay thank you any other new business okay seeing none we'll be moving into uh executive session for executive session we have personnel matters we have a legal matter we have the issue of the lockdown drills we have the anonymous letter and um we will uh we will probably be in executive session for an hour um at least an hour um action will be taken when we return uh if we're going to be longer than an hour we will come back and uh update the public on that okay motion for executive sessions second by mr awad any objection nope see none sorry lucy okay i just wanted to update the public uh that the board is still in executive session uh it's taken a little bit longer time uh we're on our last issue which we hope would be uh about another 20 minutes uh and then the board will come back out and vote on those resolutions that were made for executive session so we thank you all for your patience um this has taken a little bit longer than we had anticipated but we should be out relatively short shortly thank you all hmm uh vinny or tom can you ask mr mcconney if we're ready to go uh the board met in executive session we discussed numerous personnel matters a legal matter and roll call back from uh executive session please mr abedrabo here mr awad here miss password here miss beltran here mr canova here dr danny here mr paris here vice president daley president smith here we have a quorum and 38 through 43.
