i gave you a little a brief uh synopsis of what where it's going to be taking place at west point high school the tulsa union high school district and so uh some of the benefits for that they're going to assign a mentor which i think is great it will be my first experience as superintendent and so it's always good to have someone who's been in your shoes i've been fortunate to have been talking with dr julie last week but this is going to be ongoing throughout the year and so it's going to be either a latino or latina superintendent from arizona i don't know who my mentor is yet and so this is someone who i can call on throughout the year on anything and everything after listening to regarding the audit reports and everything it's going to be good to have someone to just kind of pick their brain and and taking what that what they share with me that over time did all of my own style so that's going to be very very very positive um if we can go this is what i'm really excited about is there's going to be two instructors current superintendent this is dr gladys cruz she's she is from upstate new york so she'll be also doing one of the co-instructors the other co-instructor is close by she's about an hour and a half away i'm going to beat the high tower elementary school district so it's going to be good not to just have a mentor but this is someone that who is just an hour to an hour and a half away so if there's any other professional job that i'm taking place not just this one but what i'll talk about next she's close enough to where to talk to or also meet with in person and so she's going to be giving also one of the instructors a little a little bit of background with dr hightower she's in the grand canyon university board past president of the arizona association for latino administrators and superintendents past executive committee member of the american association of school administrators and also a president of the arizona school administrator so it's good as as i remember as a new principal i had good mentors um also in my experience with add i had good mentors this is critical i really believe that and sharing that with uh with dr dooley um this is what you're not going to get in the research i mean just real intense in life conversations with current practitioners who have searched the top of their their profession and so some of the topics of the course focus for this thursday and friday is going to be intense i mean they have signed us homework uh also a readings of a book that we're going to be assigned a book called um the uh the power of latino leadership so there you guys can see on the screen are a few of the chapters we're going to be reading as we get started but the topics include why we wanted to become a superintendent what will be our unique contributions as latino leaders the personal values and qualities that qualify for us as superintendent and professional growth objective so this is this is serious business and i'm glad because it's gonna challenge us to be ready to be prepared and so the next uh professional development opportunity i wanted to share with you and and i can't reiterate enough i am very grateful for the support of the board for for giving me this opportunity because it's going to help me do better which in a sense is going to help us do better which in a sense is going to benefit staff students and the entire school community and so that's always a plus this is from grand canyon university in partnership once again with the arizona school administrators and the arizona department of education it's called the superintendent's collaborative network and the we're going to have not meet monthly but they're going to be four quarterly sessions we'll meet in person and so the uh the leader in in the sense of this program is is dr john marissi he is a retired superintendent from scottsdale unified school district and he reached out to me a few weeks after the appointment may 11th and he gave me a heads up about this program and one of his staff members got in contact with me this is also going to be very intense but once again i can't stress this enough we'll also be assigned a mentor for this program so it's a mentor a latino latina mentor from the aspiring superintendents academy for latino leaders but also a mentor from the superintendent's collaborative i'm looking forward to it i'm going to take in the perspective the guidance but like i said as time goes by develop my own on what fits best for our district for us as a lord and superintendent and student staff and school community i highlighted some of the key uh key topics uh planning the first 100 days positive board relations and communication leading and retaining exceptional educators which you heard that topic discussed earlier from dr dooley uh communicating with both internal and external communities something else that's very critical of esser funding plans we have esther funding until september 30th 2024 so this is this is a front burner issue and this is going to be a topic of discussion in the carter meetings uh in addition exceptional customer service i really hope that very uh that's been very important to me and my experiences as a school administrator it all starts with us in the front office the first perception that the communities have of the school school district is when they come to that front office myself our office staff everybody so that's very critical and that drives a lot of the perception becomes around well we all realize that so bridging the technology divides so this is very critical as well i really like as far as the uh the last sentence they're talking about a collaborative network website via grand canyon university so we'll they will share with us a publication as part of our reading and personal professional library so it's going to be good to see what else is going on just around the state nationwide and how that can be brought and then used in our district so this is a great opportunity i can't stress this enough one of the sessions will be a virtual so that will be good in the sense of me being near physically not having to leave the district and so great opportunity as you saw earlier the other pd opportunity one of the instructors is intellisense so it's good to have those resources it's good to have this this benefit it's good to have it's gonna be two men for us and so i just wanted to share that with you so you have for your information um any questions or comments from any of the members of the board glad you're going yeah thank you thank you thank you for and that as i come back from each session i'll give you a monthly update to cody so just so we're on the same page and please uh reach out to me or during the meetings or in distant formal talks about i would love to share with you what's taking place and this is um stephen covey talks about it sharpening or soft this is going to help me continue to shuffle this off because that's how we grow and as les brown talks about it that's how we stretch it back okay next item is the discussion review of the governance team handbook if i could first just point out a couple additions one short section on page nine on parliamentary procedure and then the most significant changes were to the board calendar in the brain started 15.
so you know um i was i was not really upset with this coming off of the first year of covid i thought 89 looked really good i'm sorry you want to see um i think you need to give yourself sort of a pat on the back for for keeping it up that high if you think about the last year and a half this is pretty dang good so thank you for doing that and i i'm not sure you need a zero on that can we give carson partial points on this we can do anything we want ah there you go i i don't think it makes enough difference in the average to matter but i appreciate your thought and and um and i will tell you that i have very little to do with this this is one of those things that's really on the site principles and and um you know not that i don't encourage them but i was i was also a little surprised i really thought it would be a bit lower than that i thought we'd probably be in the 85 percent range given what kind of year it's been so so i appreciate your uh your comments melinda um even if it doesn't improve the the average i think that you need to get some points on that thank you so if you what is it on a scale of one to five one so how about how about giving her a two on that one that be okay with you guys i'm i'm asking you guys item number six to take it from a zero to a two okay um anyone have any alternate thoughts on that i i can say that uh it has been a very very strange year i you know when we look at melinda you brought up earlier the fact of our scores on the galileo and how disappointing they were i look at my own classroom and see the scores that i've been receiving this year it's all of our kids we have a long way to go it's and i'm glad to hear when we were talking about earlier we're going to be focusing so much on closing that gap because it has to be done um honestly i i i i'm pleased with what we did with what we had i think we did really well with what we had i'm not so keen on the 89 as a 90.
okay okay we don't know yet so hopefully we'll have the opportunity to figure that out when we get when the county gets awarded that so so you just need to have contracts by that deadline yeah well i i think that's part of the language that we get once the the once and if the uh grant is awarded so um and then last is the law conference dates so if you are interested in going to the law conference there is a pre-conference on september 7th the conference is on the 8th of the 9th please let karen know the conference opens the um room reservations begin july 5th and they can go quickly it's at the camelback end again so maybe get ours on the first day and hopefully get rooms this year that's what we're hoping that's what we're open so any questions [Music] and then moving right along to items 6c 1.
yeah 19 in the 1970s but even if the ordinance was changed that we would be you know that you'd be grandfathered in because this is already an existing facility yeah and students aren't required to drive themselves to school to get here that we do provide buses um i'm assuming there have been transportation safety studies done on what would be considered acceptable for walking and safety for students to walk if they're not able to do that i'm not entirely certain that it would be entirely safe crossing that area to get into here without a bus well and honestly uh i brought the question up like i would have assumed that in the spirit of what we were all there for safety would have been the number one concern and the onus was placed on the school district to fix this um and i did not feel that and this is just yeah i don't think we can i did what i don't think we can fix this like really i don't think that there is anything a school district can do that will fix it correct as long as there is one more student with a birthday well and like mrs mrs bankowski said this we're aging the students are not we are always going to have this issue and those students walking from prescott mill it as soon as as soon as those 80s if we were to build 80 spaces we're going to have the next 80s yes what does help this is banning parking on those streets because then we don't have the safety issues of the students going so mr barter suggested that we annex another piece of property and build an even bigger um structure really yes and have we looked into that we have that third high school lap down at run 26 maybe we could stop renting that out build a parking lot and bus them from there that'd be great it that's that's not a realistic solution well there were that was what was frustrating is that um we really needed everybody to kind of do their part we really have done and provided more spaces than they were required to but also without being forced to we already did it no this is relative to other high schools too i think that we have a lot of parking compared to lots of different high schools correct and a lot of what you said laurie was was spot on so this just doesn't this and we don't have sense for it to be something that in a community where we value intergovernmental relationships and we've all benefited from ben from working with each other this this one specific thing really makes no sense to me why we wouldn't continue strong intergovernmental cooperation um to to provide an easy fix this has been an issue since that subdivision was built that subdivision was built because it was approved by our village to be built there knowing that there was a high school across the street from it um and we have to understand that this is not just like you wouldn't charge the one owner of that store for that parking garage i mean like this is a community and we can't do it we we don't have that kind of authority to handle private roads and to handle situations on them and i wouldn't ask any staff member to step off school property to begin to do that in a village area we were also asked if what can we do to um i don't remember the word i'm going to use the word like deter students can we take away extracurricular activities or can we take away other stuff and we were dr sparlin was like absolutely not no and um you know they're working legally on a street on a public street on a public street they're not doing anything illegal like this is no we're not no and we want to encourage our students to participate where was the village at where they is mr barter was the only village representative there well mr de santos uh and uh the villa troy was there um and um i mean i guess what was their answer what did anyone else have to say about this that they had that that they had done what they were willing to do okay so they were done what they were willing to do but not what they could do well that they were that they had ordinance the one side of the street not to be parked on but that they felt like this was a public you know a public space place and that they they weren't comfortable doing that for the second and warned us that when pm that they went to check the ordinance and that it was so old that they will be updating it very soon what ordinance the ordinance about how many parking spaces per enrollment yeah for the third oh i see so okay i see where we're going with this so okay well we do have this issue in other municipalities as well i know in montgomery they've been very hesitant to do much of anything related to the roads to solve the issues with student safety um which has been a true concern at lakewood creek parent pickups not just our student safety but the the the people that live in prescott middle class but this has happened what i'm saying is this isn't just us we go we do have this issue and some of our other municipalities it is a long-term thing and and frankly it's just a matter of being good at working together with each other this is this is not a good example of that and that's real disappointing to hear so i hope that that we can have some more conversations about if we need to work with our community intergovernmental agencies in a bigger way and it might just be that you know what it is an unfortunate thing that those homeowners made that choice to be part of when they chose to purchase there but i that's a shame to me that we can't do something better when it's not hard to do i do have faith that the chief was going back to look at permitting in that area he did say that there's only so much um he can send over his that makes sense because he's like i've got the rest of he goes up you have an entire yeah you have an entire store every day yeah so upping that isn't going to really help we just need some signs for school hours that's not that's not to me that doesn't feel like much to ask um to help out some of our community um maybe it is and i just don't understand all the pieces and i'm willing to hear that safe um in any event i i don't think that an unwillingness to put up some signs makes it justifiable to spend a few million dollars also of public funding in in a school building area well my concern is that if we had that money available readily and easily and we didn't have all these projects i mean we don't though we never would because there will always be projects and our focus is to manage street parking our focus is to educate the children in our community that's my point so when would we ever choose to be willing to give up education in order to try to annex public roads that's just where i would go with it but you know what do i know i do believe that dr sparlin first of all you handled the meeting very well um with all eyes on the school district he really held our position so i was very grateful for that but i do think we still have a responsibility to make those announcements and to absolutely and those insurers are very large font you cannot miss them you walk in the front door of the school during school hours there is nothing else on the monitors other than that it is not allowed in prescott mills the problem is it actually is allowed in part of prescott mills like it it just is it's a legal thing that any citizen can or or not that anyone can park a car legally on these roads so we can say all we want to but there's but we might not be telling the entire truth by saying that but what we we've seen kids like hopping into in six kids into a trunk like let's let's do our part and tell kids oh for sure well that's not great let's not do it i mean hopefully we do have the good sense not to remove all of the things that we currently put into place to discourage it but clearly despite all of that six kids in a trunk will happen with a three million dollar garage or a lot or whatever it's going to happen if there is a legal space to spark to park right and that's evident when we build 500 additional parking spaces well that is more than we did on the other side of town we weren't able to provide enough extra parking for community parking at an elementary school because we don't have student drivers in a different municipality and even there we had found that there are challenges working with our village governments on helping each other out when it comes to providing these minimal efforts to help out our neighborhoods that's a shame all right anything else on that no i found the policy though you found the policy yeah nice one one parking space shall be provided for each employee plus ten spaces for each hundred pupils okay 280 and we have a thousand yeah a thousand we have over a thousand parking spaces and we need about 280.
we have those we have that that was given to us we have june 27th which was already on the calendar anyway and then we have uh uh monday july 25th august month monday august 22nd those three meetings if that's good for everybody we'll start at five o'clock and again only with the summer schedule kathleen um i just want to say i uh i will try my best i just i don't have the summer off and i have been working partly from home and from waltham so i will try my best and if you will excuse me if i need to be excused i just i don't want to hold up the rest of um no problem shannon so i'm going to be out of town the last two weeks in june so that one it doesn't matter when you hold it knock on wood hopefully safe travels i am not but the question now becomes is when you get where you're going the way the airlines are can you come back you know august 22nd i can't commit i have two kids starting college and i don't know their move-in days yet i will do my best to work around that but i'm just not 100 sure yet no problem i think they're good for me they're all good for you all right 25th for me it might be a problem but it is what it is yeah okay yeah it's everybody's on you're trying to do vacation welcome to summer yeah yeah i got you i hear you all right and then in uh then to move back into uh september we've got september 12th which is uh we normally get a chance to meet the new hires yeah and uh monday september 26th and both of those would start at uh 6 30 back to our usual time that's good okay all right perfect yep that takes care of that next item like the gifford your report yeah i don't have a lot tonight obviously it's the end of the year and you know it's all about end of year activities you all know what happened at the high school so um we do have middle school promotion next week and all the other fifth grade this grade everybody's doing something but um the curriculum summit's going to be kicked off as well so a lot of folks have signed up for that um as we usually do right after the school ends people teachers they really asked to do it this year so i was glad to see that and um just the other thing you know we're just schools are trying to fill vacancies that we have and we did uh have principal interviews for the high school today and um we'll see how we're going to move forward with that so that's kind of it just end of year wrap wrap-up for me uh a couple of things i know mr people kind of mentioned some of them yesterday but just uh one two three four five six seven eight nine ten eleven twelve twelve of our uh personnel are fortunate enough to be retiring over the next almost one year gene flight from the high school sharon guido from demelo judy cronin the art teacher here at the high school patricia kane who's a business teacher and does decker and does a wonderful job with that rosa costa a math teacher here uh teresa uh [Music] baird yeah who is a great five sped teacher let me back up for a second uh gene's a sped teacher and sharon is a nurse uh alan braley is leaving uh the middle of july he's a maintenance guy that takes care of all our fields i'm not quite sure how we're gonna do that we'll probably need no disrespect mr kyle we'll probably need about 20 people to uh to replace him with what he does uh tracy oliveira we all know from director of teacher and learning is leaving in uh september margaret collins who's a sped teacher at cushman school is going out in october as is monica o'malley uh tavaz who's a math and science teacher at the middle school and of course uh mr doan darren doane who's the principal at the uh middle school and he's leaving the middle of march so a lot of personnel a lot of experience and we wish them nothing but the best that's right enjoy your long happy retirement the only other thing i've got i know nine you talked about it a little bit but my congratulations to the graduating class had an opportunity to go to the who the prom and then the after prom there were over 300 students at the after prom really had a grand time they had a carnival type of theme plenty of food plenty of entertainment frank santos the hypnotist was wonderful as as always scholarship night to see all the students and the local businesses and organizations that uh step up to the plate and help our students out you know wish them all wish them all well and dr jenkins miss way congratulations on your children graduating type of deal wish them well and just and again she mentioned that but you know our teams all our sports teams are in tournaments so some are continuing some unfortunately had some tough luck uh last week but uh congratulations to all of them for uh for making it so that's all i have anybody have anything mary yeah actually i don't want to use her chris over there but i do want to make sure that you know we do revisit the security just respond to parents i think you know we have a lot of questions around just our you know physical buildings you know so if we kind of hit that in the future if it's not on you know this one just i know the letter that she said like the doctor jenkins has been dr jenkins i apologize doctor giffords if she wants dr gifford i was looking at dr jenkins i apologize dr gifford has been responding to those i mean the letters have gone out so it's you know she's on top of that i know yeah and i guess i just also want to say and this is kind of like ties back into what you know dr jenkins was mentioning earlier as we you know think about this it was a terrible you know obviously it's a terrible day terrible thing but and it's horrible i i think as we think through and i thought mr gallashaw was so eloquent and you know in looking back yes mr dalsh i'm looking at you like and looking back at our like you know how our children like process through technology and dr jenkins the warning signs were there i also think we want to caution that you know we can make our schools in the fortresses but it occurs to me like more and more that our children then playing on saturdays at dysa you know and they're completely you know at crepe bowl you know we're in the groceries with churches so we just we have to be really thoughtful about how we you know proceed because you know we can't put kevlar our best and our children our toddlers running around and i think again we have to be you know we have to make sure our teachers receive the training and i know some protocols are part of this you know now i think in the fall we're all aware of that and that needs to happen and have the right conversations for these kids but you know again we have to be very aware of all of our spaces around the town that it's not just our classrooms you know that you know we can't put barbed wire around the uisa i mean there's just certain reasonable things i think steps that we have to take as um you know and to make sure the mental health and you know everything and i also just want to say i thought that um you know we talk about mental health and all children inclusivity i thought that miss lassie's speech at the commencement program was just beautiful and outstanding and just so loving for i felt like every child that left that speech felt seen by her and i even saw like a boy hold up a heart as he was i just you know i think it speaks volumes about so many of the beautiful teachers and staff that we have that really they see our kids from the day that they come in in you know preschool and they're you know there's so much love that follows these kids you know there are students even if they're no longer in our particular school so i i just thought that was beautiful so that's how i'll end on that mr oliver thank you mr share and you know echoing some of mrs waite's comments i i think one of the things that would be really nice that this committee could do and show be you know show the thoughtfulness of our educators and of our staff some of which have worked 30 plus years um you know it's it's wonderful that we acknowledge them right you know at our school committee meeting would be you know even more wonderful if if we invited them you know whether it's a school committee meeting or you know maybe we have it in the auditorium where i just think it's it's a good opportunity and it shows a level of respect and a level of you know of care that what the town of dartmouth and what the dalton public schools is all about and valuing our staff and valuing our educators in our faculty as well um so i'd love to see something you know it doesn't have to be this year um it could but i'd love to see something that we we start some kind of official recognition of our retirees from from the school committee um you know and it can be a small token of appreciation um and just recognizing them maybe you know how we do our new staff at the beginning of the year when we read little short little bios about them maybe we have a short little bio done up about our retirees and how how they've spent their their careers here um so you know i'd love to see something like that formed idea okay anything else all right our next meeting is going to be uh here on monday june 27th 2022 starting at 5 pm with that the chair will entertain a motion to adjourn to executive session for the purposes of negotiations with you non-union personnel only union is not included tonight just uh non-union personnel and not return to open session so moved second by mr oliver's second by miss wait on the motion any discussion hearing on roll call vote please ms gunther john nunes yes mary wait yes kathleen amarillo yes shannon jenkins yes yes thank you motion passes unanimously thank you very much everyone have a good evening be safe thank you [Music] you
have a motion motion thank you mr bell a second okay thank you mr minhas roll call mr ball yes mr dogston yes miss lima mr minhaus yes miss moussam yes mr yes we are now at item 17.1 resolved at the boundary board of education adjourns a motion motion thank you mr paul second thank you mr zumko all in favor aye you guys have it have a good evening [Music]
as i said before this is all to change depending on what we what we want to do just i like governing governor's team handbook everybody uses governing board i mean the ben does this and say uh state um so you know just everyone does and i think there are things throughout the book that should be changed so that we can language so um that's up to us you certainly can change that um the reason why i chose that title um it was more like in the spirit of collaboration because the government investing word is us lead five so that's that's why i presented that way it could change yeah it should and then the other one was on page four uh new board members on boarding um we're not taking a sale and having a champagne or anything wrong no i don't know i don't know what is true that isn't oh isn't the word on words it could be information for new board members that was one that i felt that was not appropriate and then on page six the last about in the middle of the page when engaging with staff members board members who are also parents or students will make it clear that they are acting as parents rather than board members six okay so that's probably from last month we should have what marsha has is probably from last year that's okay but i don't think um the text of that change so let's see if we can find it it was just not clear to me what is sure you know i'm not saying it it's yeah the whole section is drawn because it's under the site visits section well that's fine if you drop it it's funny and then also on that page it goes on on behalf of stakeholders the board works to set the vision and establish schools of the district i did go to the uh current dictionary and stakeholders are people who will uh take bets from people and hold the money and i don't think that's what we should be using i think on behalf of community members or something that's most open martial stakeholders is a pretty internationally recognized term i've been at a lot of meetings and stakeholders yes it's used all the time you know stakeholders anybody that has an interest in what you're doing oh you know it's keeping the language used by the arizona department of education where they're going to be lesser three funds so we have to get stakeholder input i know what you're talking about because it is a current dictionary in the same way those two people are invested in the district then i think we should have a community and some debt but something that says that that's what we need to worship but i'm more than willing to hold the money yeah i don't know the rest of the point might not agree near the top um yep right you got it okay if a board member observes members board members who are also parents of students will make it clear that they are acting as parents is that the same wording yes is it not clear so to me it's one of those things that you would you would hope wouldn't need to be said yeah at the same time you don't want the teacher to think oh they've got i've got the board with a president of the primary teachers for a long time and the minute they they knew i was on the board they panicked if i went in and worked in their room and everything they it took you i'm not even mentioning more just working with the kids they finally changed and accepted me but i think any time a board member goes in you're going to get those feelings whether you're a parent and this is a an attempt to address that in the specific circumstance of a parent who is also a board member and i find myself that this actually was taken from nikki whaley's notes from the from the training we had but i find myself as a parent people remember in that situation often where i i come to address something and they do they didn't i have to make clear that i'm working in capacity right now as a parent i'm here approaching you as a parent and not as a board member um so i do think that's important um and helpful to new people did that when i talked to her about moving some logs for me because i'm not asking myself right now you could be expanded when yeah i mean i think you're right as well that it's hard for people to separate oh yeah it's you know it's very it's kind of like if a police officer pulls you on the road to give you friendly advice you're still thinking these options pull me over and you're intense about it but that's to me why it's valuable to have it in there so that okay board movers are at least aware of that have the prior knowledge that they might need to diffuse that it just gives the idea that the parents are the only ones who get the staff nervous yeah i mean everyone that goes gets the stats i know it's a teacher's shaking did you i know these teachers up there can tell so much so altered just a little bit to be more inclusive okay and then i went on to page 10 in the organizational chart um [Music] changes [Music] um i thought that the superintendent secretary was put way down below i mean i know the line goes down but i didn't think i until you worked so hard and does so much and then when we get her down the reef is sort of equal to a finance clerk or whatnot that's not good and i think that uh i would like to see her known as um a superintendent's assistant rather than the secretary that's more that's more contemporary yes it [Applause] is that goes up down or down it goes up traditional ways okay it's at the top yeah all right [Music] sure so the maintenance and transportation director comes out of the director of finance technically in the party districts here it's much more challenging to see that that difference but definitely in large districts so who's the director of finance right now um venus so so we'll say comes under venus i have them both reporting directed at me so i have more parallels this um at that time we did this it's been done 10 or 12 years ago that was basically the director of finance was uh spencer and so she was the finance person just like laura smith is now and we changed the finance coordinator was uh venus galrani and so we had without an extra step there we have a person finance officer i can't think of what we call her finance clerk so she down there under finance uh coordinator director right now who've been finance directors venus venus still reports she reports she's kind of got a dotted line between who the business manager is and me i basically deal with that on a daily basis and to something more detailed than i uh or if i'm not available she goes straight to the business manager the business manager now orange director finance the way we're doing at that time is the same person i think also if this was done landscape rather than this that it could be spread out as well and then we'd have more room now but one of the reasons and relaxing one of the reasons we didn't put superintendent secretary up further because uh she doesn't supervise anybody and that's one of the typical things we see on organizational church so if we put her up and we could easily put it between director of finance and principal but she doesn't she would have anybody understood kind of quick made that a little more challenging just to decide yeah but again you're right we did a landscape instead of a vertical excuse me we'd have more more room to play with that well then i went on to page 11 and um so do we need to redo this chart yes so your page 11 is already 13.
89 and 89.67 energy actually bumps it up it's slower that's a big jump so it'd be different if it was running to a 90 and it was one point but not rounding it up four percentage points quite quite a bit and like you said it actually doesn't does nothing but yes she's absolutely right though nearly nearly 90 average attendance for the district is big coming off of what we've come off of the last couple years so that it that is big they're they're doing a lot to get the kids in the seats now we just got to get them you know doing something while they're there yeah doing something while they're in the seats it doesn't change yeah and it doesn't change the result unless you're one of those achievers who want to look for next year and then you're like oh crud i got a two i gotta beat the two so no i truthfully you know when i calculated these i they're honest and they're they're accurate so um you know i have no problem with it being what it is and um uh you know because i always try to stretch for the goals and and and sometimes what you're stretching for you don't have any control over you know truthfully so um uh you know the a couple of the a couple of the things you know okay yeah there are things i can control i can control how many events and things that i go to i can control that one i can't always control some of the other things so um but i can certainly try to control them and and place some emphasis and to me part of attendance is you know i'm not so interested in kids having perfect attendance because i don't know that that means anything what i am interested in is kids coming to school because they want to be there and um and so to me part of what will increase achievement is us having not just a safe place for kids to come but a place where they like coming in and want to learn so so no it's that attendance thing is still a goal but not maybe for the most obvious reasons oops on a positive note too is that you know in years past parents you know gave their child tylenol and sudden to school even though they were running a fever you know should they be in school no but i think parents are a little bit more vigilant about that and and taking their child's illnesses seriously and keeping them home when they have fevers yes so i think that's a positive you know even though it doesn't look well in the on the data but so yeah i appreciate that thank you all right so we need a motion i'll motion to approve the payment of 50 of the performance compensation to the superintendent amanda amen i'll second that motion charlene diaz all in favor aye corey burgess hi amanda amen aye charlene diaz aye anna boyd i'm melinda sabrasky so moved thank you and thank you for the kind comments as well i appreciate it item 5.1 intergovernmental agreements with colorado union high school district dr stewart mr president and board members monty and i have met and and then shot things back back and forth a little bit we've also run these uh i've run these documents past the attorney and i actually have the sign page for all four of those i think you have all four of them um the major changes were the um the year you know upgrade up updating it for the year in the transportation um kim if you'll pull up the transportation one leave it right there for right now one of the things that we added to any of these where money is exchanged between the two districts under the under item roman numeral 4 financing we've put some specific dates in there and that was recommended to us by uh the accountants with whom we're working at heinfeld beach to bring all of our things up to the correct speed and then if you go back to page one on this one uh kim the um no the same one transportation but page one oh you're only seeing the end sorry okay the sign page page one where we have the percentages that each district pays monty had run the numbers on maintenance and we had it split originally 60 40 or something like that and he had run the numbers with maintenance and we came out a little better on that one so we're going to pay a little less of the percentage on the maintenance for the mechanics so we were both looking at all of the details on these things the one for the agreement for technology we have a huge amount of detail in it this year and and that came about because the auditors had asked us to be very specific about which things were shared and how and there you can see those and so a description so for each of the things that are shared and we're not sharing personnel but we are sharing lots of equipment and services and programs and so they had asked us to be very specific about that so you're seeing a lot of detail there are actually two items in this list that are going away we left them in with the explanation so you would know why they are going away kim can we scroll down right there so the visions we have gone to the cloud version of visions the high school district you know will determine what they're going to do and then because because of other changes we've made we are not doing ruckus and um so we left this particular these two particular items in with the strikethroughs so you would know what was going away and why there were a couple of other things that went away and and i think you already knew about those so very specific things and if you have any questions about any of them i'll be happy to try to answer very cooperative conversations by the way any questions or concerns all right can i move we approve the four intergovernmental the four intergovernmental agreements with caller union high school district all second amanda amen all in favor aye corey burgess i'm amanda eamon aye charlene diaz hi anna boyd i'm melinda sugar i'm melina sobreski item 5.2 memorandum of understanding with northern arizona university dr stewart mr president and board members we are completing a three-year agreement with nau for the program where chuck nozzle is a designated as a teacher an nau teacher but he also as part of that role supervises a number of teachers in the county not just in bullhead who are working on bachelor's degrees in education and he teaches some of those classes but he also supervises them i think the cohort that he has right now is 16 i think last year's was 17 or 18 and so these are these are opportunities for us to grow our own uh our own teachers and and they pay part of his salary as part of this agreement do we have any questions on the memorandum and can we get a motion i move we accept the um understand memorandum of understanding from nau i'll second that all in favor aye corey burgess aye amanda aymond aye charlene diaz aye anna boyd i'm melinda sabrowski summit item 5.3 contractor demon for chartwells food service dr stewart mr president and board members we are entering year four of a five-year agreement so every five years we put out an rfp for the food service program if we decide to continue to do it that way rather than have our own and so this is an amendment each year they present an amendment to us for estimated costs and and what we would make what they guarantee us to make keith fiedler is here he's the oh i don't know his official title but he's he's the boss of our dire food service director uh and uh elise actually moved on and took a job in california with chartwell's parent company and so our new food service director won't be here until the middle of july but keith is here to answer any questions you might have about this agreement and it has been already approved by the food the nutrition department of the ade as presented so if you have questions for keith he's here to answer them so we've got an increase of what's going on yeah the cost increases each year and when we get that when we did the original uh when we did the original rfp and got the it's a big binder that's in my in my credenza and they estimate what it's going to be what the costs are going to be each year for five years what um what they're going to guarantee us as you know as savings for each year uh and then and they give it to us in in pr in exactly the kind of detail that you're looking at there but of course it's a projection so it was done in the spring of 2019 and uh and i actually was serious uh yeah so uh that was um uh you know that was i had just come on board i wasn't actually officially on board yet um and was part of looking at that rf you know at that i'm sorry at chartwells uh bid for this um they've been right on the first year the second year and even this last year actually for the two covid years because of the way the funding structure was made from the federal government based on the covid pandemic we actually had more money at the end in our account than had been projected however we all know what costs have done in the last six months and so the projection for this coming year is lower than it was in that original projection and keith and i spent some time talking about that and and i said i'd rather you i'd rather you'd estimate low and we end up with more than estimate high and we're not there so so it's down some but it's it's not unreasonable what percentage is it down it's down about 30 percent i think you want to come on up what's called the keith guarantee is a basically we do a budget forecast of your finances could you come a little closer to the mic oh yeah sure we do a budget forecast of your finances based on the enrollment size and participation rates and average costs we were scheduled to have a conditional guarantee in other words a budget projection right around 300 000 that would be your your surplus for the end of the year as i looked at that over the last several months i said i don't know what inflation is going to continue to do it has been up eight percent over the last not even a full year it might have topped out it might go down it could also double when when we talked i said i don't want to come in and say yep blue skies everything's going to be fine and a year from now you're going wait a minute but we we allocated based on that and it's not there i would rather say here is a projection that is reasonable it's not going to be it's not going to fall under that we can really stand behind that and the truth is but it's hopeful and local isn't a good budget strategy we're hoping that yes it will be significantly better we also had a higher than usual increase in the per meal fees the premium fees are what pay predominantly for management and chartwells support area support staff pays for me i'm not actually in your budget here but i'm here and i wanted to be able to say we can recruit and retain solid competent effective management for this account because that's the most critical piece in being able to have account an account run smoothly and really reach the goals we all want to need is to have that expertise there so and and everything's getting more expensive so please correct me if i'm wrong the way that it's set up is we are contracted with the chartwells provider food service and at the end of that contract we have a guaranteed return from you of x whatever that's going to be and in the last few years we've come in with a greater return than what was guaranteed so what this is about is you're saying that we're still getting a return we're just lowering that rate of return because everything has gone up the cost of food cost of staff cost of everything has gone up significantly nobody can deny that in the last year and the other and i'm sorry corey the other thing that has changed though is the reimbursement rate is going to drop back to what it was pre-pandemic so our reimbursement rates have been higher prices went down yes sale price yeah that's about right reimbursement rate yeah was it 459 just under 459.
yes members of the board administration and staff at honor yes we've got a real quick summary of the financial position of the district at the end of may 2022 our operating budget 15.9 million expenditures 13.6 million our capital budget 1.8 million expenditures of 673 and we've got cash balances of all the other funds there uh we're in good shape overall with their other fund balances as well i like to just go through dates again uh to mention briefly so the 23rd i'll be bringing back the preliminary budget hopefully by that date it will have the approved legislative approved factors for next fiscal year in there if not we'll have to just do that later on in the year and then with our funds or fund 691 with our school facilities board fund we've got our architect about 600 000 worth of billing and all the roofing assessments all the asbestos studies are finished we've got our architect now working with pueblo mechanical to do hvac installation quotes and we've got our architect working with [Music] progressive roofing to do where penetrations have occurred hopefully we'll have those quotes back for you on the 23rd of june and then we'll enter into contracts with those providers with their own separate contracts under that job order contracting that we brought you on may 9th and then we'll be able to enter into those contracts and sfb has been with us all the way the new division of arizona school facilities board is division of school finance i believe dsf so they've changed their name three times they used to be school finance facilities i think yeah it used to be yeah used to be oversight board for about six months we'll facility oversight board so we know we're getting lots of oversight direction and uh we appreciate that but we also appreciate their funding the estimates for the hvac are between five and about seven million the hvac for the estimates for the roofing they call it a roofing rehabilitation are between four and five million so somewhere between nine and eleven million for everything that's the estimates but we haven't seen the quotes yet once we see the quotes we'll bring those to you and we'll have contracts ready to be approved at the june 23rd meeting if not it'll have to be the july 11th meeting is our it's our next meeting but they've been working on that together with our architect for over a month now we have spent seven hundred thousand dollars so far and haven't done one physical thing that's just in the drafting the planning the john quick question though i'm the eternal optimist assuming we can let contracts within a reasonable time period once all this is done will that work be able to be done during schools when school is open that's my understanding that they can get the units ordered the units are anywhere from 8 to 12 weeks out once they get these hvac units ordered so they could be again most most optimistic uh estimate on site last week of october first week of november and then they would be able to hopefully get those installed by the end of end of january but whether the plan that we've heard is that pueblo mechanical the main general they're acting as general and as a job order contract would be bring some portable buildings to the school district and they would be able to work on sections of different campuses the kids into the park well that's what i was concerned about because that construction is going to be disruptive and uh so that that's a super i'm glad glad to hear that we get both we get classes continue but we get the installation during the fall and winter yeah they've discussed that uh chuck chuck hink is the general from pueblo mechanical and that's what he said if you've got a quad of four buildings or four classrooms here you'll put those students in the temporary buildings over here redo that section move those students back in and then move the next section of classrooms into that same area and that's what they've done before and that's what they anticipate doing here sure and let's be honest everybody be happy to be this place to get ac cindy even if it is in december and january exactly but you answered my question i was wondering what the timeline was so that's awesome that's great so just in my mind if everything works and everything is available through the you know it's a kind of a compromised supply line out there for certain goods and services but uh i would say by march first if everything falls into place and funding falls into place right so mr livingston we're gonna seek you again with student activity real quick please okay so if you take a look at that report from uh from elizabeth she's got all our expenses 123 000 cash left there and if you look over at the encumbrances in that second column from the right you see the i believe it's let's see golf has a golf tournament that we're still kind of working on our growth coach at the high school had a golf tournament and brought in quite a few revenues quite a few fees and we've still got some to tie out to close the year we still got some expenses there the boys and girls soccer as you know did really well this year and they've ordered some rings and those won't be here until probably august september and then we've got wrestling as well the two thousand dollars they ordered some ranks and state rings so those things we we try to close everything down by about the end of may once schools and students leave but these are going to probably go over into the next year doubtful that they'll all be done by june 30th but we understand we're trying to get state rings from a company that's already two or three months into making state rings ours may not go to the top of the list so but other than that i think everything is double checked and deposits are right on track with uh we're not going to be written up for anything with our student activity we haven't got really good responses from our schools and we have a good cash deposit system so that's working really well all right thank you very much now on to our consent agenda item 7 8 through d we would we actually need a motion for this to approve our consent agenda well we will take the from this side this time i move then the consent agenda and probably should be approved like i did all in favor item eight a our personnel report mr scholl we have three new certified one new classified three classified sub 17 resignations one termination one certified change 12 classified changes and 180 times would be the same without them there is a supplement so please refer to that as well either of you need some time to look over at anything [Music] i'm excited number four in the supplement decided to apply i encouraged him all right um any questions on any of these guys either fantastic this is an action item whenever you are ready to make a motion to approve tonight's personality report with supplement move we accept today tonight's personnel report complete with a supplement and i will second all in favor thank you guys all right up next item 8b miss daniels 25 ft classified position for the family resource center thanks mrs marley is a .75 fte employee that's all she wants to work because she's semi-retired um you wouldn't know by how hard she works she does not want to work 40 hours a week but she really needs help in the family resource center we have um we've wrapped up the year with 413 homeless students in the district so she is very very busy and to that end she has requested assistance with things like laundering the donations that come in organizing things that come and go she has a program where people in the community sponsor a student every month throughout the school year and she has a list of the things that they donate for that month some people choose to donate money and so she has some volunteer shoppers you go do that so it's a very busy location and i had told her well you know we'll see blah blah blah and then um the feds coughed up a little bit more stimulus money for homeless and it was originally going to be competitive and i thought yeah i don't have time to write one more grant this year and then they said oh well it's not going to be competitive you just need to fill it out and i said okay this is enough where we'll be using that money it's we have two years to spend it so it'll give her a position for a couple years and then we'll kind of see where the economy is you know how things level off or how the needs level off so it's just someone who will work 10 hours a week and just help her out a bit were we or was this position originally um advertised or thought to be hired at uh full-time um miss marley's position no we have had we had full time in the past we had a little homeless grant then we've had you know various folk in the position over here some of them we split it with other jobs things that they were qualified for and when we had a change of personnel she had expressed an interest in it before she retired and only wanted to work half time so talked her into three-quarter time for this year but she said you're not talking me into full-time today okay so it's just looking at future funding so and i think that it'll be interesting because as we roll forward with it um you know there will come a point in time when she's ready to retire retire but well i've already had about five people begging me for that job when she does so which is kind of cool i think it's a testament to the success she's brought to the program and this saturday is our next food pantry day so your safeway's generous donation every family who comes receives a 50 gift card in addition to all the groceries they can take that they can use on saturday so that's good really good so i'm just asking if we can use grant fund to give somebody two or ten hours a week just as you know like a little assistant in the room either if you have any questions that sounds good i think it's your turn yes it is okay on agenda item 8b i move that we approve a 0.25 full-time equivalent classified position for the family resource center second i absolutely agree so all in favor thank you everyone everyone's happy you've been in this reminder special meeting on the 23rd remind me one time three o'clock oh three three pm oh yeah that's what i had right two times right where those arrows are
well for the kids for the kids plus staff yeah so thank you for that that's good information that was very helpful that's a shame i i i mean if we had all the money in the world and education was amazing and kids were 100 achieving in reading math and everything else i would definitely consider this next but i can't like that's not our jurisdiction yeah we have so many craftable projects that yeah students we really do need to get heat first and roofs okay yeah so just chillers and boilers speaking of look who's security camera [Laughter] thank you all right okay thank you dr sparlin all right 9.6 i make a motion to postpone discussion on the resolution for board member elections indefinitely can i give you an example indefinitely miss swanson no miss simultan yes miss doyle i miss johnson no mr cerrone aye mr gatewood called question so this could be brought up at another if if we're voting on it indefinitely is if there is a reason why we wanted to bring it up before we could still bring it up yeah oh yeah that's just postponed yeah it's just postponed without a specific date all right motion passes four two four three four two all right um 10.1 action item approval bills for payment can i have a motion please get my glasses on i make the a motion to authorize the payment of bills in the amount of three million eight hundred and ninety two thousand three hundred and eighty two dollars and forty eight cents as presented second mr cerrone yes mr gatewood aye ms johnson aye ms swanson aye ms doyle aye ms simonton aye motion passes six zero action item 10.2 approval of cooling towers at the wheatlands elementary and thompson junior high school and structural work on supports at the narcic junior high school can i have a motion please and make a motion to approve a contract with c at acetely heating for the base bid and the two alternates for four hundred and forty seven thousand nine hundred and sixty dollars as presented second but i have questions and they stayed till 9 30.
okay we had i numbered them one two ten and eleven and um they certainly didn't apply to what we have done for the year um and i thought that was rather humorous but anyways at the bottom and number 11 says remember always that a board member's first and greatest concern must be the educational welfare of the students attending the public school i find that that should be number one not 11. and that is the first thing that should come on the code of ethics [Music] that page is taken directly from our policy that is policy vca um i don't see any actually that is the number one thing and we sometimes forget that that our first thing is for the students and that should be number one and then move the rest down yeah and then i think that was it pretty much i also question um there are a couple of the ones here that um it like on page 15 and i don't know what page that is what section it's the notes from aspect and i presume that it's not going to be part of the manual or is it remember she's going from recovery marcia can you read a part of the uh down at the bottom where it says additional meeting agreements well it's a different page because she's going to last night this is they came from that's what i said is that going to be on but the thing i objected to is the board secretary because um angelina is not the board secretary she's the administrator so yeah so that came that's been changed that came directly from the willy's notes um but let me see if again but then it goes future board agenda items request yeah requested agenda items will be tracked by the board secretary and i object to that title yeah if that's been changed okay if i could have a copy [Music] but yeah it sounds like that's actually another stranger sections um one short one parliamentary procedure on page nine green is all new um and and then towards the end the board calendar which i basically took uh dr dewey's board calendar that he gave us a couple months back and combined it with the asba suggested board calendar um and so like i said before this this is subject to you know what we uh you know agreement by the board and the superintendent what makes makes sense in terms of when things should happen but i just flunked them down where they are where they were in one of those two places so again this isn't something we're voting on monday or wednesday two improvements so a lot of time to look over at this [Music] okay any further discussion on that and i actually i talked to you about something i thought we needed as an informational i don't know winston but i am thinking we um well to get the board the background on it when we hired astro to help with the superintendent search one of the things we paid for was a post-hiring session with them that would help dr saltero and us just kind of proceed with running the district there were two different options that nikki had presented we have already paid for one of these training sessions we paid for it when we paid doctor comments um she can do them either by zoom in which case there's no additional cost to us or if you wanted her to come here in person maybe dave or travel and most likely an overnight state it's we don't have a date for it i just wanted to throw it out there because i'm thinking wednesday it would be nice to firm up which of the trainings we want and when we can do it so that it doesn't make any sense to do our training you know it makes us do a training early on in dr saltero's stay away so um i was gonna have that i think in order to decide which session and which date we want for whitney to do a vote even though we're not spending any money one thing to talk about was looking at board members training calendars i think july is pretty cool yeah very open for her but she thinks it will fill up pretty soon because there are so many new superintendents around the stage people bring their agendas for the church alive for example when you're available and when they had the first session um nikki charged mileage which aspa typically knew that but she didn't want to spend the night she want to get back to phoenix of the united states hotel here in town she should have that options yeah i think zoom if zoom works tonight didn't work um that's the first type of craft problem but zoom is much less expensive it's effective training session so at first i thought it was something we could add onto a board meeting but nobody wants to add a three-hour session so it would be a matter of scheduling a special session i know she's not available thursdays and i said i can't speak for the board i'm not going to set the date based on what works for me i don't want to be the only one that's able to make it i said it would seem to be that mondays or wednesdays since we already have those in the regular meetings would be one where it would be most likely that more board members should be available for it on these nights but like i said i'll bring that up and i'll even bring them right up and let you know what the two different sessions are on that we would be considering that and if we wanted to we could even decide to do both but like i said that would be paying out of pocket for one of those two sessions because you will be paid for one yesterday and also make sure that they don't um conflict with the two workshops that he's already got going yes yes was it what the superintendent's meetings for pillar county are what thursdays the first thursday of every month who's going to get the chair of the shooters yet so but it would be the only morning legend yes [Music] mr hopkins mr guthrie hi 48.
and it's dropping down to we don't know yet but we'll know in july but everybody's forecasting it at 3 87. significant change yeah that is a huge struggle now we're still projecting that over the five years of the contract you're going to come out way ahead of the original five-year rejection okay yeah i i just so everybody understood what because it took our conversation for me to grasp all that um the projection is about 100 i think as i recall about 178 000 compared to 300 000 which was the projection three years ago for this coming year so but the last two years our actual balance has been in the neighborhood of four hundred thousand so um you know well over the three hundred thousand projected so as i said i i would just assume that keith estimated low for this coming year when there are so many variables that we don't have control of i was just looking at the direct costs and things and i was you know auto expenses and you know things like that i i was just like employee travel i i didn't know understand what those were uh typically that employee travel that happens twice a year when the director will go to a team meeting and training and it's pretty low really and this year when we go we're going to carpool and we're not flying to save about 600.
i feel like we should ask them something i do have two you want to come up just i mean you're here so one question i have is um this was for thompson junior high so how old are these cooling towers thompson was going on 24 it was refurbished i don't have that date it was probably 2009. thank you um and the wheatlands i believe is that 20. it's as old as the school so i'd have to go so are they i think i know i asked this because i hate to you know buy a new car if mine's still running are they still running we had the problem with the wheatlands this summer with that tower crashed okay um it is running uh end of life well so it brings up my second question sure so we're replacing the tower at the weedlands but we did not replace the tower at boulder hill that's next on my agenda so you'll see that in the near future the boulder hillary recommendation really super near future because i yes assume that since boulder hill went out first we would have replaced that one first correct and boulder hill is the chiller not the tower but we definitely need to move on the tower boulder hill next all right and then my only other question is um the totals with the alternates there's a big difference in price once you get into the alternates so i guess my question is they can't i don't know the word for it they can't bill us more than the bid correct correct so even if they have to do more work or the prices of i know the prices all these parts are going to change order if they ran into something unusual well so here's that's what it's called change order so my concern is when you get a two hundred thousand dollar difference what's the change order going to be it depends on the problem i can't tell you in my experience there hasn't been a whole lot of well i haven't no change orders where my towers are concerned those are very pretty basic mechanical pieces of equipment you don't run into a whole lot of surprises with cooling towers getting them well delivery and supply supply is a whole other conversation but so if the price changes because of not being able to get them that would not come up as a change order right i don't know that i can answer that potentially so that's my only question well my concern is it's a 200 000 difference and usually when there's a difference in companies it's not that big sure sure it probably would be more of a problem with the refurbished with the acquisition it's better the company getting the getting the parts and if one company has problem getting those parts the other companies could have problems so it would be kind of uh and and i think that the issue isn't so much as um getting them it's it's getting them in a timely manner yeah that that's our the big problem is is timely delivery i just my only concern is on the change orders sure i'm trying to read it fast again but you just say refurbished this is not refurbished no more changes if it would be harder and the prices could fluctuate more if it was refurbished about the fact of change orders but here we're looking at brand new equipment getting it replaced should be one and done okay i just wanted to make sure i wasn't when you say refurbished it made my stomach drop a little bit no no no no [Laughter] wait a minute wait wait wait wait wait wait why didn't i was trying to see where they were coming from what kind of chillers they were putting in uh the towers towers yeah i can't i can't say i don't have that information immediately available that's my only my only other concern is are they putting in a tower that we're going to have to go to canada to get the parts for where are they putting in one that's i can get that information i don't have it readily available but duly noted for future references as well yeah sure all right hey thanks for staying so late thank you do you feel like you got your money's worth out of this are your hours worth i should say absolutely yes okay his two of his this is still in almost three hours this is this is professional development for me i'm learning so much just sitting here truly good great no feeling and rob i actually believe you would sit through every board meeting just to learn i make a motion to adjourn second
okay i just didn't i didn't realize that was the cost of the district to send them when they work we employ the company chartwells not the employee so if we employ just like if we had an employee that wanted to go professional development we would contract they would put submit and we would allow them to do that but you being your own company i figured that would already be a part of that and and the same thing with auto expenses and and some of those costs are the operational costs it's a good question because it speaks to the nature of the agreement in a fee account which this is where essentially we're like chartwells is like your tax preparer none of it is their income they're just providing a service to prepare your taxes uh in in a fee account like this the expenses are all of the districts we provide a service and the related expenses to us providing that service are then district expenses now for example i have all kinds of travel that are never going to be on your expenses but when one of the on the ground directors or assistant directors travels to go get trained to get new information on what legislation is doing these days and we have workshops on dealing with the these financial shifts and i think amanda one of the things that i appreciate is that those things are broken out that we can see what some of those administrative costs are used for as opposed to them just saying administrative costs and putting a total dollar amount i don't know about you but when i see that in something i want to know well what administrative costs are we talking about here so at least in this case we know that some of those administrative costs are salaries we know that some of them are travel we know some of them are you know whatever the things that are itemized there as opposed to just a total that we don't really know the fuel cost is all travel between schools none of it is out okay yeah it's highly item so do we have any other questions thank you thank you all right then we need a motion i'll make a motion that we approve um the amendment so we're approving the amendment their permit for amendment for [Music] chartwells i was looking at the years a five-year contract you're four of five yeah four and five okay four chart rules uh for souffs for food services for 2022-23 i'll second that sure whatever yeah i got it all in favor aye corey burgess aye amanda ayman aye charlene diaz hi anna boyd hi i'm melinda sabrasky so i moved item 5.4 updated salary schedules for teachers librarians interns speech therapists dr stewart mr president and board members the only change in this from the current one is to add the item that is starred at the bottom last month when you all approved the classroom site fund plan for next year part of that plan is that teachers receive fifteen hundred dollars from the classroom site fund in addition to the salary on the schedule and so the only change to this is to make that statement on there so that everybody's clear any questions uh that i move we approve the updated certified scout or certified salary schedule second that motion adam boyd all in favor aye corey burgess i'm amanda eamon hi charlene diaz hi anna boyd i'm melinda sopraski salute 5.5 undergraded elementary designation addition to elementary sites grade levels dr stewart mr president and board members we've learned that in addition to grades k one two three four so on the state also has a grade called ungraded elementary and if we were to add that to our approved grade listings with the ade it would allow us to get full funding for some of our sped students who are in kindergarten so as you know our kindergartners are funded only at 50 percent and um and then if we designate some of ours some of our kindergartners who have certain special education classifications as ungraded then we get the full funding for those students so i'm recommending that we do so any questions okay that i move we approve do we add ungraded elementary to grade level designations at the three elementary schools i'll second that motion all in favor aye corey burgess hi amanda amen aye charlene diaz aye anna boyd i'm melinda sabrasky so moved item 5.6 additional personnel for preschool program at coyote canyon dr stewart mr president and board members uh tammy alvarez wrote a grant for hqel and received 760 000 for two years uh yeah wow is right um and uh so we would like to uh when she wrote the grant it was for one additional classroom so a teacher and a paraprofessional for that classroom so we would like approval for those two additional positions on our uh organizational chart because that will increase our our preschool it said what 15 15 students in that classroom yes any questions and i move we approve the additional personnel for the preschool program at coyote canyon yeah we'll second that motion adam boyd all in favor aye corey burgess aye amanda amen aye charlene diaz hi anna boyd i'm melinda sabrasky so moved 5.7 three cheers pre-k curriculum mr president and board members for the first time in 14 years we've looked at a new curriculum for the preschool and in fact they piloted two programs this year and the preschool under mrs alvarez have selected three cheers as the curriculum and so we would like board to adopt this curriculum for our preschool program any questions and i move we adopt a three chairs pre-k curriculum i'll second that motion all in favor aye corey burgess i'm amanda amen aye charlene diaz hi anna boyd i'm melissa sobrowski item 5.8 sewer project at bullhead middle school mr president and board members this is the project that we discussed first in the workshop to replace the sewer at the middle school and to accept the bid from gonzo's uh plumbing for 115 000.
nope yeah 100 and one fifteen one fifteen hundred and fifteen thousand i move that we accept um the sewer the bid for the sewer project at the middle school and then we continue with this with that project and get it done thank you i'll second that all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd i'm melinda sabroski so moved item 5.9 project to renovate restrooms storage training spaces and transportation mr president and board members mostly what i'm asking for here is for your permission to go out for bids for this project so that we can find out what it might cost us to do these things and you can either modify the proposal or one of the things we could do is uh is to send it out in with pieces and then when the bids come in for the uh for the pieces then you can all you can decide which things you want to accept that way we get uh prices for all of these items but then you can you can pick and choose which things that you want to have happen and we would have that we would then have that for the board meeting in july i'd like to move that we do it just that way but we piece it out for a bid um so we have a little more guidance on which direction to go with this i'll second that amanda amen all in favor aye corey burgess aye amanda aymond aye charlene diaz aye anna boyd i'm melinda sabrasky so moved item 5 10 policy regulation adoption mr president and board members i've given you an exhibit kf eb a facilities use agreement it's one that we've already done but when we were using it recently i realized that it still had the word elementary in it and so it's just a matter of taking the word elementary out of our name for that one the other two are one is a regulation and the other is an exhibit that have to do with the leave the paid leave that we have been authorizing for covid related illness and i'm recommending that we rescind both of these policies i mean these the regulation in the exhibit not the policy all right i will move that we adopt the revised school facility and rescind what is it gcca rb and gcca ea all second amanda amen all in favor aye corey burgess aye amanda aymond aye charlene diaz aye anna boyd i'm melinda sobrowski so moved uh 511 approval of purchase of and use of handheld metal detectors mr president and board members fox creek administration specifically asked for this item as you know we've had many many issues this year with vape and a couple of incidents with knives those kinds of things but the big issue has been with vape and so the use of a handheld metal detector would go a long ways towards speeding up some of those fact-finding situations especially since we're finding that students are very creative about where they carry their vapes and other especially the females i think it's probably a toss-up but yes so they've asked for this it would not be used when students enter campus that's not its intended purpose the intended purpose is if there is and i took this right out of the policy some material or ma or matter detrimental health safety and welfare of students so it would be used in very specific situations when there was a reason to believe that a student might have something they shouldn't have i made it for even though fox creek is the school that has specifically asked for this uh i'm asking for your approval of purchase of these uh if the other school sites also request them do we have any questions hold on how much are these about eighty dollars they're not very expensive expensive i move that we pre we approve the purchase of uh and use of handheld medical meta metal detectors to protect our children could i get you to add following that policy following whatever policy policy okay thank you i'll second that uh all in favor aye corey burgess aye amanda aymond aye charlene diaz aye anna boyd i'm melinda sabrasky and mr president i will since you have approved it and we are working on revising the handbooks we want to be able to put in the section in the handbook that has to do with searches that it is possible that this instrument would be used in a search so that parents know up front that that's a possibility that's a great idea got it all right um okay item five one two conveying two executive session uh ars 3843103 a2 discussion or consideration of records exempt by law from public inspection including the receipt and discussion of information or testimony that are specific required to be maintained by state or federal law if i could get a motion to enter into executive session on those terms a motion to convenient executive session amanda amen i'll second that motion anna boyd all in favor aye corey burgess i'm andy ayman hi charlene diaz hi anna boyd i'm melinda sabrasky we are in executive session [Music] [Applause] [Music] so [Music] so [Music] so [Music] so [Music] so [Music] so [Music] so [Music] so [Music] i move we reconvene to open session oh actually uh six point three i move we close executive session see you there second second amanda amen all in favor aye corey burgess amanda amen hi charlene diaz hi anna boyd i'm melinda sabrasky all right so at this time i move we reconvene the open session wait a second i'll second the motion all in favor aye corey burgess aye amanda aymond aye charlene diaz hi anna boyd i'm melinda sabrasky 7.2 future topics um could we have a could we have an update maybe on den the den program all right anything else uh there is the recommendation for the one hour workshop uh for moochie link is that the one we're gonna invite everybody to yes all right yes and if you could give us some dates that you might be available that would be you know if you could give me three dates then then we can try to coordinate that with mutual link and this is for next month right it could be in july yes um i the only time i'm not available july is the 5th to the 15th oh the 14th is our board meeting night and we have to meet then because of the budget i will be out of the country that's my germany trip well i guess i'm not going to disneyland now thanks no i'm just kidding there's still three um i mean if we kept the 14th i'm sure i could be back by the 14th um well i'm i'm i'm on a cruise from the fourth to the eighth and the disney after we just the third is a sunday second that's a saturday is there a particular time that they're going to be in town no they they will accommodate us they said that mutual ling said they would accommodate us and i will say that because our budget for our budget for next year has to be approved no later than the 15th so you know your regular meeting is the 14th so if you couldn't at least have it then it's a friday if you do that i might not have a budget ready 10 days in advance remember for budget i have to post it 10 days prior to the public hearing so that would make it just a little tight so our regular meeting is the 14.
our regular your regular meeting is scheduled for the 14th and you're going to be gone when amen uh he'll be gone until the 15th i'll i'll make sure i'm back for that for sure and if you want it to be an hour-long workshop before that meeting that's fine i mean i don't you know that's up to you or if you want a separate date that's okay well i think why don't we why don't we put it on the second day or a separate date a separate date okay let's find a separate date and that's up to you i just wanted you to know what you're offering corey's here for it yeah what day is corey getting back yeah we don't want to work we fly back in on the 15th so the 16th i would be available what about the week of the 18th yeah how about how about the 21st okay so that can be one of the dates um do you want to pick a couple of others that would be your preferable date july i'm here not trying to be difficult but i don't know my kids are going to ai a state leadership conference in indianapolis and i don't know when they're flying back with aia whether it's the 20th or the 21st i'll know more as in the next couple weeks so um and i have to drive to pick them up out of phoenix they're not flying into vegas so i would 20th or 21st i may not i will know more when the flights are booked by themselves i'm good i don't leave i don't wear i'm pretty good in july so okay so you want me to try for the 21st and we'll see how her see how our thing works okay i can tentatively get it set up with them and and um and with the 20th be an alternative 20th being an alternative sounds good sounds good okay all right thank you for doing that i appreciate that all right any other future topics all right uh upcoming board events nothing slated melinda is going to yes flagstaff yeah i'm going flagstaff this this weekend yeah for the conference so all right what's up uh one of the asba uh it's a leadership leadership conference both uh no not bolts but a leadership conference yeah so all right other than that uh future time and date we just talked about so we're set there um unless anything crazy happens and changes that please let us know um and we've covered everything on the agenda so we are out of here thank you very much you probably ought to say the meeting is adjourned yeah he doesn't want to he wants to let it just roll getting done no you don't have to do that i know he needs to just say it's adjourned yeah there you go all right [Music] you

could have those individuals who are going to be presenting tonight related to the performance academy please come up over the past several months we've been working on enhancing the performance academy and giving opportunities to families and students and as i stated enhancing those opportunities and we want to present that information to you tonight mr martin good evening thank you all for this opportunity tonight that's right thank you all thank you for this opportunity tonight uh governing board members dr mccord we're excited to present to you a little update on performance academy and where we feel like we're headed with that as you know performance academy started at mesquite elementary four years ago in the 2018-2019 school year and in a minute we'll get the powerpoint up as well too and during that year 2018-19 school year was the first year of performance academy don koberstein who was here tonight principal actually had researched this model with looking at what school choice offerings we offer in gilbert schools and what some of our surrounding districts offer and we saw that there was definitely a need for an alternative school schedule for students that were performing in athletics and other elite sports competitions types of things and so she researched that and as you some of you were on the board at that time many of you were we we started that in the 2018-19 school year it was is it was and is as of right now for grades four through eight so we do have junior high students that are joining uh the mesquite elementary staff and um during that time we've learned a lot in the last four years and so we're going to go through kind of a little historical perspective of what we've learned with successes and challenges too first of all we we started the first year out with over 30 students enrolled and we thought that was a great enrollment for our first year and then of course the second year covid hit and so that changed a lot of things and the last few years we've had a more difficult opportunity in collecting those students and getting them to mesquite elementary some of the other successes though the summit personalized learning platform in grades four through six with buzz in grade seven through eighth really allowed these students to have individual academic growth patterns and they have grown exceptionally well academically for this campus with support from two different teachers that have supported students in grades four through eight during this time the students in grades four through eight go to specials at the campus but one thing that we've found too is that students in seventh and eighth grade also want to have that opportunity to uh go to specials as well and so switching to some of the challenges that we've had of course like i said covet hit at the end of the year too we transport these students at 12 15 or 12 30 every day to multiple facilities and at the time it didn't seem like that was going to be a huge need middle of the day there's not a lot of transportation needs but as we've learned over the last year or two transportation has um the the challenges with transportation have grown exponentially as well as to some of these gyms and studios are quite far out of our district boundaries and so looking at the utilization of our resources we've began to look at is that something that we want to continue to do in many instances there's only one to three students at some of these studios as well too that students are going to the other thing is our junior high students wanted to have electives and we've tried to do that don koberstein has worked with greenfield junior high the last few years in trying to offer that but what that entails is either somebody from transportation or somebody from the mesquite elementary staff during the day transports those students to greenfield junior high usually for band or orchestra and then transfer transports them back for the remainder of the day to mesquite elementary and of course that's utilizing resources too the other thing that we found too is that parents uh have to find their own studio or gym and and make that connection even though dawn both don koberstein and don anistenis have done a great job of trying to market it by not having an official partnership with any gyms or studios that's been a hindrance because some parents of course have the wherewithal to find those combinations of okay i can get my student to a certain studio after this schedule but that has definitely we found been a challenge to the growth of this program as well too because there are no official partnerships with other gyms or studios the other thing too is going to these gyms in studios costs quite a bit of money for the families and so by not having official partnership we've learned that other districts that do sometimes when you have that official partnership you can use the tax credit funds for families to supplement or offset that cost to those gyms or studios which can help students or families quite financially so now what we're looking at is we've learned the successes we've learned the challenges and so now we're looking at performance academy 2.0 as we've as we've looked at this for the last four years and so some of the things that were been working on the last few months has increased student success to alongside their learning their peers by moving the seventh and eighth graders 2 south valley junior high they'll be able to have a junior high experience during that day with their peers instead of being probably 10 to 15 students at an elementary school and then they'll be to have all of those course offerings they'll be able to go through a schedule which we'll show you that is much more typical of a junior high students in this plan the fourth fifth and sixth graders would continue to stay at mesquite elementary and continue to get that great academic offering that we have both of these schools of course are are a rated schools they're also a rated a plus schools of excellence from the arizona educational foundation they're also both proximity to each other and part of mesquite elementary does the students do move into south valley junior high so the students can potentially see some of their peers that may not be part of the academy in that as well of course students will many of them will get accelerated academic support at both campuses and the students will have access to athletic facilities with the addition of a part vendor partnership and like i said that tax credit program we think will be key to the growth of the performance academy a little bit more information about the performance academy at mesquite elementary of course instead of grades four through eight this coming school year it's planned for grades four through six that's 7 15 to 12 15 pm school day is virtually what it's been the last four years so that stays the same for performance academy knowing that the elementary for the k-6 general population doesn't start until 8 10.
