sorry that's all i'm asking that the district committee votes on all jobs uh as part of the budget so when we when i submit all the jobs uh by the postings every week it's a repetitive what i'm asking the committee to do is um not have me present job postings for a vote i can present the jobs that will be posted but not necessarily for a vote because it's already been voted on so i'm asking for a change in procedures that we've done in the past to only present the budge the postings without a requirement for a vote as it's already been accepted positions right in the budget and do you have a motion please second mrs fitzgerald yes i have a couple questions i certainly understand that when we approve the budget for the year that we are approving the jobs i use as an example um all of the coaching positions that in the course of a year seems like there's hundreds of them i i'm talking about athletic coaching positions so are you saying john that instead of saying softball coach number one softball coach number two you would just report to us that athletic coaching positions have been posted um and they wouldn't be listed and we wouldn't have to approve because we already approved every single one of them in the budget so that is question number one and question number two and this would be a request if this passes is that if we are um posting a position because of i'd guess i still want would want to know of resignations or in the case of um where we have a teaching a new teaching position that is grant funded at the when the grant runs out that now becomes part of our operating budget i would want to know those positions as a new posting because even though it had been grant funded it was not part of our regular budget so i would want those types of positions to be included if you understand my thought process uh sure i understand what you're saying so sure that would not be a problem so basically you're saying if a position was in the grant and had to be moved into the operational then we would consider that a new position in the operational budget yes i would then bring it to the committee for a new vote uh frank thank you um i was looking for a presentation because last night you said you you weren't prepared you're bringing a presentation to this meeting to discuss this um as far as everything every job even new jobs are within the budget because that's what we vote on on the budget which includes every job including new jobs coming up there's no no difference in that so i don't understand rationale for switching over to this and as well as the fact that you said the last meeting that you had a president you had you needed to do a presentation be prepared for this meeting for today that's where we push this back so i'm kind of confused as to what's going on so i can in lieu if the committee wants me to do a presentation on the benefits um and uh the um the pluses and minus of doing this i can put that together for you for the next meeting i didn't put it together for this meeting simply because of the timeline the time factor that it was going to take on the evaluation and uh actually forgot it was moved to this budget um to this meeting actually to be truthful with you so i can i can i'd be happy to put something together no sir you also like it yes vivian no i was gonna bring up uh pretty much the same thing because i read the minutes um so granted this isn't something that the school committee had requested this was something that you had stated that you you wanted a table this because of data that you wanted to present um and it specifically states here from the minutes that it's um data from other schools on the rationale for doing this so yes i was under the impression that you were going to provide us with some sort of documentation explaining so it's not what the school committee had requested as joyla i'm going along with the same um my question was why you want um to do this this way you said that it's because we are prevalent in the budget but the budget is so broad there's so much information there that we're not going to remember what we approve of didn't approve at one time in the past so going this way it's going to be very difficult to understand what's going on with the person that we are hiring on on a daily basis um so this is gonna be hard but i'm gonna wait for the presentation that you're gonna be doing next next meeting and then we'll i guess we'll have more questions then okay okay thank you okay anything further at this time to jail except the motion to table this matter excuse me table this matters to the next big motion drive a second further discussion dad sue uh when you have a moment could you call the role please mr rossi miss fitzgerald yes miss dislo haydem mr cirillo miss momma mr lamontagne yes okay uh superintendent uh the bids for the automotive building edition project so this will have to be voted on ladies and gentlemen we had not been on the automotive project we had re-posted the rfp because first time we only had one big bed but it came back again with only one bid on this document here oh but it's not in there okay i'm sorry yeah so this um well we just got the information on this yesterday that's why it's in your it came in late but i needed to get the uh contractor hired so that we can get the project off the ground soon but we only had one contractor that bid the job the architect has worked with that contract during the past at shawsheen tech and said that um that there were no issues and it went off successfully so he recommended that we move forward with this particular contract even though it was a single uh bid and it came in at 582 980 and that's to construct the shell of the building which is so the walls windows doors roof we would take over the interior aspect of the project which would include putting in the lifts and the doing the electrical work and a little bit of plumbing you have a recommendation from the superintendent ever mrs fischer yes john where does this amount of money fall within when you wrote up the specs for the job what were you expecting the bid to come back at in the ballpark well the architect expected it to be about a hundred thousand dollars lower than this but we have i think we're still okay we in the grant we put in nine hundred thousand dollars for this particular project so i think we can still get it done for uh pretty close to that amount because the biggest portion of the cost of the building is this aspect of the building and i think the reason it came in because when we first put this out when we first started estimating putting this project together you know was a year more than a year ago and costs have gone up substantially since then both for material and labor and i think it's this number reflects uh what the industry industry's going through right now okay hey uh zoila oh i'm sorry zoila yeah she's also your else right i'm going back to the same question this was not in the agenda and we didn't get a a new agenda saying that we were going to discuss this bit now i so that's one thing i see this bit was open on april 27th now my question we didn't talk about this in previous meetings did we that was it that was the first bid that was opened up way back in april then we had to repost the bid um and on thursday june 2nd the architect opened the beds and then i spoke to him had a conversation with him yesterday monday i had a conversation with him yesterday on the bid and got his his recommendation based on his experience in working with this particular builder um and he recommended it we moved forward given particularly he didn't expect that we would get any we would first of all get any other bids if we posted it again it would just delay the project another another four to six weeks nor did he think we'd get a lower bid given what's going on in the industry these days and the cost of materials and labor going up so much so he said if we intend on doing the project that we should move on this bid i just lost it you said something and i um so this was just open again on sixth second which it was last thursday and you only got this and this so you're not giving time i understand who who's that person that you're talking about person i communicated with was the architect the architect yeah okay um so this this particular project um was communicated to the uh facilities director of facilities who's been out on vacation since the middle of last week and is still on vacation this week this thing come directly to me then i got a call from the architect tech because no one responded to the bid um and um he wanted to know if if i had seen this yet i said no i hadn't seen it so he forward this to me and uh i looked at it yesterday and that's why you're getting it in the packet now because i didn't it didn't get in the packet because i didn't realize that uh it had come in time for it to even get another bit even if so it's it's like a time the time it's too close together so that's one thing um that's one of my my thing and it wasn't in the agenda so okay we just thought about that um my god so my question again because i don't think it was answered this never got to asked even though the first bit was on april 27th so this we have not discussed this specific project and that it was going to be going out there for a bit we had not discussed this one specific so can you ask that yeah we did discuss this project the committee approved to put this project out on an rfp way back way back in the winter the rfp was written and took a couple months to put that rfp together and finally because the engineers had to do their work a lot of people had to do some work the drawings had to be completed the engineers had to do their work then it finally was ready for to put out on on the architect is the one that puts it out on an rfp because we were working with an architect on this project and um but the committee was informed and voted to move forward on it and um it depends when it came in april 27th the architect recommended not to move to the school committee because he felt like uh there was only one bid and he wanted to take it he felt as though if we extended the time frame of the project we would get more bids so we decided to go ahead and extend the time frame of the project but we still didn't get more bids so it was supposed to be done for september we extended it to december to give we thought that the builders were concerned because of the lead time on a lot of materials that they didn't want to bid the job because the time frame was too close but given all of that this particular building decided that he could meet that the new timeline and so he put a bid in and it came in about 6 thousand lower than the original bid and was the same contractor so he reduces price by six thousand dollars since we have one more meeting and this is just a suggestion i'm not i'm not gonna go i'm not gonna vote for this because it wasn't in the agenda and i feel like i need more information even though you have provided plenty i i appreciate that but because we still have i mean i would like to give this one more week that's my particular request thank you leo and through you um when the bid has come in and we go through the process because my concern is where they came into the to this of the building this went to a person who was on vacation once again so i delayed the process because one you didn't know this was in nobody informed you and it's coming in late to us um it's the only bit that we got so i i'm i have no problem voting on this but my my concern is the procedure of the bid process why it's going that way it didn't delay the process because it came in last week in the school committee meeting was until this week so it had no impact on the prop you know in terms of the delaying the process because it still had to come to the committee for a vote so the fact that that that gentleman was out and um that it went and it typically goes to um the architect worked with the um facilities director on this particular project and um and it went to him so and usually it would have got in your packet had you know we've been aware that that had gone to him we would have printed it out and provided you with this particular document in your any packet but it's not all that complicated it's just it is what it is i mean it's a bid for 582 000 for a project that you know we put out on an rfp the only other thing i could give you the specs on the project and the bid and everything but it's somewhat complicated in deep details but it won't change the it's not going to change anything in terms of the cost of the project still going to be the same cost mrs fitzgerald oh i'm sorry frank it's not complicated to me i deal with bids all the time and i look at the specs but that's not my concern and that the price is not my concern my concern is that they had to call you to let you know that this was in and nobody had called back so there has to be some a better procedure in place when we're dealing with bits because a lot of these bids are time sensitive especially once it's been opened so that's my only concern so are you yeah so i think um in all honesty i think that i knew that the bit had gone out i knew we were expecting it to come in soon i didn't know the exact date i wasn't following it closely because i was working on many other projects and other time sensitive requirements from many of the other projects as well as my own trying to put together a lot of work that went into my own evaluation and uh also you know typical like we had operational meeting today i had a meeting with two other administrators on other issues i had a meeting on the budget today with some of the administrators looking at funding we have to we've got to meet net school spending this year and i'm trying to figure out a way we're about we've got to spend about two and a half million dollars before the end of june so i spent a lot of time working on that so um it's not you know it's just there's a lot there's a lot of moving parts in the school going on it typically the gentleman was on vacation unusual he's not typically on vacation during the school year but he's retiring he's finished the end of this end of september so he's trying to use up some of his vacation time he would have been in the building this was a busy time he didn't typically take time it's very unusual that he would have been out of the building at this time because he's very conscientious and good about it but he's just you know was just trying to use some of his vacation so it slipped it just slipped by us but it had no it has no impact on um the only impact it had was i couldn't get it i didn't have it to put in the packet because um i didn't get on top of it till yesterday this you know what's that mrs are you also princess mrs fitzgerald yes i don't know if this sheds light on it or not but historically first off we as a committee vote on all rfps no rfps go out for anything over a certain amount without us voting on it so yes back in the winter we did approve that and all of the other things that happened but all in the past all rfps once the specs are drawn out are sent out through the business office our director of finance would have been the one sending it out and would have been the one receiving it with the posting of the date and time of which the bid opening would happen and again that's just following not just best practices but the law that we would we wouldn't have to be notified as a committee but we could be when bids were open especially on bigger items so i feel that in this case because when the project went out it didn't go out through we didn't have a director of finance so the fact that it came in last week and went to someone other than our director of finance i think that's where this happened i have no problems with the amount i wish it were less but i feel that we have followed all of the procedures of the bid the bid opening and now voting on it and i totally understand why it came before us tonight and it again historically it hasn't when bids come in it doesn't always align with our meeting schedule so if a bid came in on thursday and our packets are already on the way out the door um we could still vote on it that next tuesday even though it wasn't on the agenda but i think in this case it's probably what happened because again our director of finance was not involved when it went out or when it came in so i'm not making excuses just i just said that for clarification of how the process has been handled but i know that we've met the law the legal requirements thank you for listening yeah for the sake of time let's just blame melissa [Laughter] take your time [Laughter] zoella thank you marilyn for that i just i said thank you marlene uh but again what usually happened and it is happening because we approve it if something comes in because um we had to approve it will will have an up modified agenda we did not have a modified agenda so because we don't have that it's why it's one of the reasons um i would like to put this up for next week um for the next next meeting actually because i mean it should be at least have been modified an agenda that said that that's an item that we're going to discuss do i have it where is it who's in the handle in the handout i just found it yes okay thank you yoshi mr hayden i'm i'm interested i know mr sharessa facilities manager is on vacation but has he approved this company uh i think this belongs on his head his hat under his hat if he's worked with these people before i'm sure robbie has uh looked at it has he bought into this he has not looked at it but he wouldn't um that's not something he would do would take we typically when a bid comes in like this unless we've worked with them in the past and there's um the architect are usually pretty familiar with these a lot of the companies and the architect in this case had his worked with the builder before and has recommended that we go ahead and hire him because his work was successful and he was pleased with what he had done it yeah at uh at shawsheen tech rob would never object to that um yeah it's not in his not in his job description to it no he wouldn't he would set up the formula you know the specs to go out but he but he has no say in when it comes in whether oh i i don't like this guy i don't like that guy he has no by law we have to go by low bid this is the only bid so we have to if we're going to do the job we have to i know what you're saying mr hayden but it's just there's no you know unless there was some reason that this company defaulted or we knew of some bad practice because we we would have to go by law with this company did we i'm sorry i didn't hear you did we get a lot of recommendation on this i i didn't myself we got a letter from the architect we got a letter of recommendation from okay um did we have a motion did that move on a motion in a second okay is there anything further ladies and gentlemen uh i did you call the role i'm not sure mr is still with i don't know but still would you please call the role so if you don't mind please miss mama yes mr rossi i think he's i think he's i'm sorry miss fitzgerald yes miss disler mr haydem yes mr cirello mr lamontagne yes osha carries okay moving on uh report from committees policies uh section b b b bbb school committee member elections and yep and section b bbc school committee resignation you may you made a motion for discussion we care of a second okay i'm presuming you have a question zoella yes is um police about elections on towns um so it says um actually not the legend which i just learned that andover and north andover at three years term i didn't know that but anyways on the resident school committed member resignation session um [Music] on the last sentence i should um should a school committee member move out of the municipality of district in which they hold office that member should be then that's not it if a member rests rests resigns obviously the sea is open there's nowhere here this is my point there's no way here that says what should happen if a member resigns i i know we had a situation already and um we stayed without a member for a big amount of time before we can get a new member and we had to go and there was no because the police didn't specify what to do it does there is a policy but it's not our policy every city oh it's the state is like i could tell you the way that lawrence works the way that lawrence worked because we've been through it okay the lawrence school committee okay and the city council get together at a combined meeting and they pick the they interview and pick the member and appoint the member for the manager of the term what made it even worse is oh we went through that right right but the reason it took so long is out of our hands what we do is we notify the council president [Music] again um we had this policy here that we need to agree on and approve right i want to be i want to see if we can add a clause here that says what to do when a member resigns and how because it should be i know that seats get filled by positions in other situations where whoever bought it highest should come and take that seat why we don't have that right well see it's set up by the the city and in town charters the end of i don't know i don't tend to know what andever's decision is that we couldn't put before you continue because i know that okay i know that the public school other than greater lawrence technical school do it in a way where if there were five candidates on only three seats the fourth candidate will take that seat based on the voting that they receive exactly we can't do we can't do that that actually that absolutely has to be done by the state actually oh yes no they do you're right it's just that we don't we don't do it here because we never filed for a home but it's not the city it's us right no it's the city the mayor gets applications he sends down to the personnel committee then but the the thing is that we can't do it because it's a it is a charter change and it has to be a home reputation by the city itself so lawrence if it was lawrence or methuen the methuen would have to change the charter to um to change that policy then it has to send a home repetition to the state to get it approved so we can't do it here even though it seems simple enough that we should but we can't so why don't we read things and look at it and approve it or if we don't do anything what we can do our responsibility stops is when once we notify the town or city authorities that's the end of our responsibility as far as this is concerned well here i think we have a chance to make changes based on what we need yeah i i have to respectfully disagree myself personally i think it's much deeper than that you know what i mean i think it goes it's much more of a complex problem than a complex situation than that because there's so many different so many different people involved in so many different type of people involved i know the last time we went months without without a member but that was partly probably because of of covert and partly because of we notified i know we called the i believe the administration i can't speak for john i believe he called the council president several times trying to remind him because it wasn't him right city oh city clerk i'm sorry city clerk excuse me city clerk to to move it for yeah because he would move it on the agenda the council president would move it into me so so you can call the city council president of florence and ask to see if he would put that in gender to be looked at and changed but that's a yeah it's not a process that we do here excuse me one second i just want to make sure we can move on first are you all set maryland yes and just by way of explanation again there are five communities having four communities that we represent and each of those four communities has a different way to do it very similar for instance in andover and this is how i came to my first term the gentleman who was the rep from andover passed away and only if there is x amount of months left in in his or her term in this case there was a long term it just started his new term and therefore they didn't want to leave the seat unfilled until the next election so i applied along with other people and it was again a combination just like with the city of lawrence of the border selectmen and the full school committee and each of the candidates we were all there together but it's in the original charter when the school was formed that that was how replacements so zoella to answer your question we could if we we chose we could ask for the change it would be a charter change but the right now we're powerless unless we ourselves initiated that charter i actually don't think we can initiate it i think the city of each of our communities would have to initiate it on our behalf i believe and i think i mean i think we can make a phone call and after to be initiated but i don't believe that there's a process where this committee can contact the authorities and start the ball rolling other than a for i believe that's uh i could be mistaken did you have something else you want to say no okay i thought you i know it's frustrating but very frustrating but we really there's no there's no um so thank you for the time okay these are two items i don't have a motion on these do i just a little discussion okay if we're gonna move on these ladies and gentlemen i need a motion on these uh these two items the school committee uh member elections and the school committee resignations we do them as a as a group okay okay further excuse me further discussion would you call the role uh so we're in the habit of it so mr rossi is he no i i don't believe he's i hate to say not with us anymore in fact that doesn't sound good it doesn't sound good i think he's left the meeting all right that's what i wanted to say he's left the meeting miss fitzgerald yes mrs disla yes mr hayden mr cirillo yes miss mamo and mr lamontagne yes okay new business i see nothing on the table matters on my agenda personnel are consideration uh resignations are auto body instructor effective june 30th uh 20 2022 uh no leave of absence no retirements are the appointments mr alexander avitco at veto plumbing instructor effective august 30th 2022 and ms osaka lou a business technology instructor effective august 30th 2022.

so this is the the summary of the gilbert public schools strategic plan note again the student success in the center with safe and supportive schools employee excellence financial and operational efficiency as well as family and community engagement so go ahead and go to the next one and then just a high-level comment and this has been consistent the last two years all functions of gilbert public schools contribute to the achievement of inspiring excellence in every learner all employees regardless of their role contribute to the achievement of this vision the strategic operating plan employee goal is to retain and attract high quality employees in all positions throughout the district and compensation increases when possible shall be consistent across all employee groups so we have operated under those main objectives over the last couple of years a reminder about the m override commitments this proposed budget maintains the commitment for the two million dollar annual allocation for class size reduction it maintains the social emotional supports that we added in the 2021 school year and it also maintains salary competitiveness doesn't necessarily improve our competitiveness across the east valley but we believe it maintains our level of competitiveness with our peer districts in our neighboring school districts so the fiscal year 2020 to the fiscal year 2023 student counts because our budget starts with our student count which is our average daily membership it's important that we share what has happened over the last three years just an indicator again of the level of change that has occurred since the 1920 school year so note that in 20 in 2020 the revised number three we had our highest level in person student count that we've seen in about a couple of years where we actually grew in student counts over the prior year we had 56 students on an online full-time program and 43 students on a part-time then of course in the spring of 2020 covid came to exist and going into the 2021 school year we saw a significant drop in that average daily membership you can see it there going from 33 000 student counts down to just under 31 000 so significant loss fortunately moving into the fiscal year 2022 the 2021-2022 school year we have seen a rebound of those student counts and we were fortunate because as our practice has been we have assumed a loss of 400 students every year we assumed a loss of an additional 400 students going into the 2022 school year but as you can see we gained many of them back and so we absolutely outperformed our expectation going into the 2022 school year note on the 2023 fiscal year 2023 proposed that we are assuming that 400 student loss again we are leaving the arizona full arizona online full-time and part-time the same as it was as it is in the current year but note that 31 330 minus 400 is not 30 923 again a reminder we're funded on current year student counts so every month our student counts change so we based a revised number three on the student count data that we received in april and we have updated all that to reflect the student count data we have for may which which basically indicates that we've lost a few student counts between april and may reflected in the current year this is due again it seems odd the 100th day is over but remember we're constantly withdrawing updating records associated with our students until the final recalculation in july before i go any further is there any are there any questions on that i just wanted to make sure that you knew that we were able to do math and we knew that 31 330 minus 400 was not 30 thousand 923 yes it's important that we maintain that yeah so i just one question just to clarify for me so is it the revised number three or the proposed that is the the may count the proposes the may count and the revised number three is the april count okay okay so the proposed mno budget capacity i'll let um jackie take this on thank you right back to that the proposed has isn't the may count it has minus 400 students that's correct so the may count so we took the may count as our base and subtracted 400 from it right and the may count as our base was less than the april account thank you and note that there is a small adjustment on the online as well yeah due to the same thing we're changing every every day thank you miss pets so first we'll review the fy 2023 proposed budget capacity for mno this is the governor's budget for 2023 a state budget as you know and as miss vetchma as miss betts mentioned there it has not been approved so this is subject to change we took the fy22bla or base level amount and added two percent to it the increase either um inflation is the lesser of two percent or inflation um of course it's the lesser of two of those two and it's two percent because actual inflation is closer to eight percent uh but again this is subject to change uh we used this base level amount for the 2023 budget this slide shows fy 2023 classroom site fund compared to fy 2022 revised number three remember fy22 had 733 dollars per student but 541 of that was um one was was ongoing 192 was one-time monies so the majority of that budget balance carry forward is the one-time money of about seven million dollars and the classroom site fund is based um also on prior year weighted student count so you can see the difference at the bottom the 733 versus 708 however we did see an increase um as noted by the two asterisks of 167 dollars per student of ongoing monies over 22-23 and that 167 was a typo that was 164 that was posted so that we fixed that so some additional parameters of the proposed budget capacity you have seen many of these before the teacher experience index decreased from 1.0196 to 1.0167 in march when the preliminary budget was was presented we had numbers from the state the tei was actually 1.0145 that resulted in a loss of about a million dollars in doing some other uh work in the finance department we saw that the sder report which provides the tei uh had some holes and some errors in it so we worked with otm and we were able to redo that report ade then came back with a revised tei for us of 1.016 that results in a loss of about six hundred thousand dollars so in our experience we have not seen a revised tei so um it was definitely worked to our favor and just to be clear it wasn't anything wrong with the otm data that was submitted correct the department of ed had redone their entire systems and there was definitely a glitch in how they captured the reported data and so that led them to have to recalculate and and the tei is based upon every single school district in the state of arizona so everyone's tei was recalculated not just gilbert's thank you adm decreased by 400 adm 300 k8 and 109 12.

admin and our teachers and our staff and the volunteers who all came in uh to make these events happen i just want to thank them all because all the events were fantastic and an extra special shout out to um the htap graduation because it was really special as well as the other two graduations we had anyone else yes fabulous end of the year celebrations and i know that the schools were all excited to have so many things back in um back in play for the end of the year and so it was uh non-stop those last few weeks of school and i appreciate the board for attending anything and everything they can amongst their own busy schedules so um it was it was a lot so i don't think thank you okay sorry i don't know what happened the clown nose fell off the microphone we are going to move on to there's no public comments so we're going to move on to consent i move that we approve consent agenda items 8.1 to 8.22 second comments questions concerns i want to point out just a couple things one a gift donation by mrs shannon bodner for the amount of two thousand dollars we want to thank her and again i know the ptos donated quite a bit of cash dollars as well to coronado and power ranch for some items so again very generous community that we live in and we're very grateful i'm also excited on 8.15 if um thank you curtis for pulling that up um that the jmf higley foundation has agreed to help us with our funding for the roof replacement and capital repairs at saseman so grateful for that thank you for the work i'm sure is mr moore working behind the scenes non-stop on this so we appreciate that very much anything else all right all those in favor aye aye aye motion carries 5-0 we are going to move on to some oh we have an announcement to make president kaler members of the board with your approval of consent you have just officially confirmed the next principle of willingness field high school mr dan fox is in the audience [Applause] it's like you never left you really did it so thank you so much we're ex we're excited for you and for the williamsfield family and we thank you for your dedication and time to higley very much so appreciate you president kaler yes i was able to go to the forum and i want to thank dr foley and her whole team especially um these two ladies over here for putting on such a great forum for the parents and the staff and making it just a great question and answer so we got to hear a little more about both candidates so thank you yes and for the community to know that we are already working to hire a very confident um principal for saseman and that work is already happening and we are excited for what's to come there as well so um just know that we are working hard so okay thank you now we're going to go on to 9.1 and our student code of contact information item president kaler vice president anderson members of the board today we have an opportunity to come back and talk to you about the work that we can can you hear me you know i think that we need to perhaps have a something that we can rise the microphone on but i'll squat down today we'll we'll do good thank you i appreciate a microphone and a captive audience um so we have an opportunity today to come back and talk to you about some work that uh mr walker and a committee did in looking at a code of conduct over the last few months so when we came in february we talked about a plan that we put in place to review the code of conduct and so that's what's happening and you're going to see the results of that today the last time the code of conduct was disgusted or brought to aboard me was 2017 so it'd been a while and so were there while there had been changes that had made throughout the time they hadn't been formally discussed and talked about with you and i think what's important when we talk about the code of conduct is really that it's a regulation that is defined by policy that how we look at discipline and consequences and define those things and so within the code of conduct and listed for us you'll see different policies policy gic outlines student discipline but remember that the code of conduct is what supports the policies the policies are listed and so when you look at changes and different things like that there was no changes to policy that was made what was changes to us how that we are looking at uh providing a consistent and method for a disciplined matrix and definitions of the different infractions that occur and what our responses to those will be you know examples and questions that have been asked previously like when you look at dress code or something like that dress code is defined by policy jica and a regular regulation gica-r not by the code of conduct but the code of conduct addresses then what consequences and infractions can happen based upon the dress code and so i think it's an important distinction to understand that the code of conduct is not necessarily policy it's just supporting the policies that have already been put in place by the governing board and so when we take a look at some of the changes that need to be made they will be addressed through our policy process and through looking at that throughout the whole school year and turn instead of just turning around and changing what's happening within the code of conduct but i'm going to turn it over to mr walker who did an outstanding job and i want to give him credit for the work that he and his committee did about putting a formal process in place to review the code of conduct and to bring back some examples and different things about how they have made changes in order to allow for consistency and communication within the code of conduct for not just our community but for our employees as well thank you president koehler vice president anderson good afternoon as we move forward through the presentation i want to outline the process that we use to review the code of conduct so we began with an elaborate three-prong approach to review our existing code of conduct the prongs consisted of an internal review with our code of conduct committee we did an external content comparison with our neighboring peer districts our k-12 districts that surround us and then we had a legal examination to review the existing document as well so our code of conduct committee i just want to take this moment to publicly thank everybody for the work and discussion i was it was very productive um and that consisted of myself and then miss dina morgan assistant director of counseling services brian campbell our student information systems manager i'm mr todd berg the bridges elementary assistant principal uh miss lindsay reeves san tan elementary assistant principal miss andrea zabo gateway point elementary assistant principal and then mr brandenburg cooley middle school dean of students mr potts awesome and middle school dean of students and then ms pamela simmons from higle high school dean of student and miss ellner uh williamsville high school dean of students oh i'm sorry and terry pepper assistant principal from shepard elementary so prong number one of our review was the internal review so we pulled together a code of conduct committee with representation from all of our grade levels across the district and we were conscientious of including equal representation from all of the feeder systems within the school district the committee followed the process we modeled it after what we used for the course guide review process and utilized formal change request process so we used forms to request change based on changes to just general information within the code of conduct and in addition to that a form to request any changes to the discipline matrix and our committee spent over 10 hours together we conducted a thorough review of what we have currently in existence we did a data dive to look at a five-year analysis of a number of infractions and type of infractions that were issued and the consequences that were aligned with those and then discussion about best practice and best use of the code of conduct the peer district comparison our committee reviewed content from our neighboring school districts we utilized chandler's gilbert's mesa public schools and queen creek unified school district we reviewed the layout the violations the descriptions the consequences formatting the language that was used within and the process was the committee had a month to review the peer district and then follow back up and we convened to discuss findings and in our legal review process we used miss denise low brit from udall shumway where she took a comprehensive look into our current document looked for changes in policy changes in federal and state statute and then she reviewed format and language of the document and to ensure clarity uh inappropriate legal language of the document so our findings the committee found that our current code of conduct was considered relevant and appropriate for our school district but one of the findings that we did the consensus was that our code of conduct is essentially a disciplinary matrix but it's being utilized as a district handbook and we found that there's a difference and that was a big thing that came out from our peer reviews is our neighboring districts have a code of conduct but it's embedded within their handbooks and we really have kind of a handbook embedded within our code of conduct and so the discussion led to the point that it's not necessarily a useful tool in the sense of information it's rather outlining what happens when you do violate one of the rules rather than explaining maybe how the rules come to be and how to best navigate the expectations of the school district um there's consistency in the application rather than the matrix was the desired outcome from the committee so with that in other words the infractions and the the types of disciplinary language used in the code of conduct didn't necessarily equal a consistent practice across our district so what the committee preferred was the best use of the existing information and how to be more consistent with the code of conduct and then there was some legal changes that just needed to be aligned with recent legislative changes two in particular there was updates to the hazing law and in our kindergarten through fourth grade out of school suspension expectation so committee discussion led to suggestions to utilize the document to align better with the infractions so we would like to convene more frequently to discuss how to use the document across the district to be more consistent and so what is defined in the conduct document is utilized accordingly so it's one of the requests from the committee was to get together more often and to discuss the sequence how to best use progressively and what infractions equals which definition within the violations within the document there were legal updates required that needed to be assigned to align with the changes there was some grammatical and formatting updates necessary and then again the biggest finding is we use the code of conduct as a handbook and we should really have a district handbook as a reference tool and then within that would be the disciplinary matrix which is commonly referred to in our district as the code of conduct that would best provide specific information for our community for our students and our parents within the district so our next steps moving forward we've already updated the document with with the legal and committee recommendations uh we aim to publish the code of conduct by july 1st so it's available for the upcoming school year and then move forward to conduct training for best use and consistency but then the biggest next step that we're looking forward to is convening a committee to really dig in and prepare a disciplinary i'm sorry a handbook that outlines portions of the code of conduct within but in addition to that more of a better use k-12 handbook for the 23-24 school year so we'll bring back to you next year the handbook to present for the upcoming school year in the year to follow president kaler members of the board as i wanted to just add a component here one of the powerful pieces uh that he talked about was the work that he did with his committee you have the individuals here who are if you will the experts of discipline on a campus when they're taking a deep dive at our own data taking a look at our patterns our trends uh how are we using this how are we being consistent what additional resources do we have how do we approach this better consistently that's an important process that that that transcends in value beyond just the work that's on paper and i want to commend the amount of time that um this team and committee put together because that the the conversations that that james would bring back to david and i about what we were doing and how we were doing it and what we need to do differently is powerful um and it's important and you will see is going to be reflected in additional work that needs to be done this year as a priority when we look at the work toward accomplishing goals in our strategic plan any questions for anybody yes i have a question sure thank you for working on this and putting this together and making it more manageable and useful my question goes to your training for best use and consistency across the district so i'm assuming this is staff related correct what you're talking about the training correct okay um can you just i don't know if you put it together or if you have some ideas floating in your head of what that will look like of course we all know that first week back it's like drinking out of a fire hose correct so we we want it as teachers want it and need to use it but sometimes it does it's such a large document with so much information like how do we make sure that it's something that's perceived as relevant very useful referred back to and then how can teachers relay that information to students like are we going to have posters are they going to incorporate it in their first weeks back have the students interact with that information so it's not confusing to them the expectations are understood and then parents are also on board so that they know instead of getting that phone call and questioning why why was my son's a friend told me why his son's cell phone i was put up at the front desk you know whereas sometimes it's not consistent well the first part i'll address i i think when you talk about training and best practices and things we're looking for this idea of consistency of application of it across districts so that training in different things is what's going to happen with our administration in terms of making sure that we understand what changes have been made within that in terms of definitions because what we're finding out is that some places they defined an act in different ways our goal by getting all of the people in the room was to go through and figure out what infractions what would a situation wanted fractions to make sure that we have consistency there so when we're talking about professional development and things it's not necessarily for the teachers right now we're talking about giving it to the administrators so that we can all get on the same page and have those discussions we have our monthly administrator meetings where james has the opportunity every time and and we'll be doing professional development surrounding this throughout the year because i think this is something that is just not a shot in the dark and then we move on right this is a continual discussion and professional development throughout the year yeah and then to address some of the other points so that's part of the discussion that came up is is how this is being used and what is the familiarity with with the document from both students and parents and teachers and so that's part of this the process and that's where the handbook i think would become very beneficial is that it's going to be more of a tool that's useful for the community that they would use to be able to better understand the expectations rather than just go straight to the discipline so it's going to be a work in progress to better communicate that but one of the things that we are working on is a more uniform way that our administrators communicate to the teachers of what the best practices for classroom management procedures would be and then also have more of a uniform structure for when the kids come back and how the you know the key elements of the document are communicated to the students um this year was the first year that we've actually rolled out having the code of conduct acknowledgement online which is the hope that it touches more people sooner rather than having to go and on their own find a document and then get the form and you know now it's all one spot and it's connected within synergy as well too sure thank you thank you mr walker um i'm so happy to see this like get brought to us i've been in the district a long time i feel like now and i've looked at the code of conduct many times over but it's nice to see that we're getting all of our administrators on the same page where there won't be discrepancies i guess in what we maybe laid out i think it's really good because when our littles are going up to the next grade they already know the expectation when they're going to the next school our elementary kids are going to our middle schools they should have all been treated the same at elementary to go to our middle schools and then to feed into our high schools um on expectations and consequences maybe a little different i read through the whole thing don't worry um i read every line um so consequences will be different at different grade levels but the expectation's still the same that we're following um the policies that the governing board has set so thank you so much i know this was a lot of work because i read it all and it was a lot of work just to even read so thank you you're welcome and and to address that point as well that was one of my uh favorite parts of the discussion was bringing in a k-12 uh team to work together to have those discussions because rather in the past it had been separated so when i was a high school administrator we would meet as a secondary and talk about secondary discipline now having k-12 in the room to discuss what this looks like and progressively speaking it was very healthy and productive dialogue and so i appreciate the insight to that thank you president caleb members of the word going back to one of the first things they said this is like a regulation that's kind of like a matrices to our policies this also gives window into where are those additional policies we need to work on that need revision updating an alignment so that there's not inconsistencies and this is one of those cross check components if you will in a system that has accountability that shows where priorities are that we need to address and this process kind of illuminated that so we're i think the nice thing is you have a more updated um matrices going into this year with a clear outline of an additional next steps of what we're going to be creating to make that even a more proactive part and then as we update additional policies throughout this we will be rolling this out in training like we've done on all other components so again a nice um lock step component of how one piece is connected to another so that our system moves forward and not uh contradictory rather in tandem president kaler dr foley i sent this question in beforehand so i know you know it's coming but um dress code will be something we address um through board policy at some point president kaler board member wilson that was one of the components that that one is actually one that's substantially old i think we looked at it at 2000 and 2001.

if you are around and you want to stop by boylston elementary school they switch between schools each year please come by and see this it's a great the students practice a challenge during the spring they work on what they're going to do they have to do an engineering plan then when they get into the building they everything is disassembled they have to actually assemble the product that they've created they have and they have a specific problem that they have to solve with that product they have to do the engineering plan they have to display that and then they're judged on what what and why they've done what they've done so it's it's so cool yeah so please come by if you're if you're able to do that and then finally i just also want to mention our parent camps have run again this year for incoming kindergarten students at both elementary schools and toronto will be hosting their parent camp for incoming fifth to sixth graders and that is thursday from five to six thirty so i should have gotten invitations for that as well i heard the kindergarten one was wonderful everybody that's great thank you we had copenhagen i know unfortunately i know we knew that but you got your back oh no i didn't [Music] yeah everybody i spoke with said it went really well and it was a really um positive and productive thank you i'll communicate that with the principal thank you okay thank you carol i'm mr mara the director of technology the technology department will give us an update good evening so um i have just one item in my report i just wanted to make you all aware that in the fall when we distribute chromebooks this year we will be offering a an insurance program for again it's optional for parents that would like to for 20 feet per year it'll cover accidental damage so crack screens depth any kind of major damage um it'll help again hopefully allow the cost of having to replace a quick problem because full replacements around 300 but you know this insurance program only 20 dollars more information i'll be sending something out in august to the middle high school parents through school messenger with more details but again i just want to make sure you guys were aware of the program um and again in my repo i talked about you know we got four um different offers we went it turned out we went for the one that also had the best price um but it wasn't solely that i looked at turnaround times what was covered lack of deductibles and any extra fees so that parents felt know if they choose to take this insurance it'll be a twenty dollar cost for the year and that's if they don't get hit with any surprises you guys have any questions i have one quick question how many um yeah so um it's about um five to eight percent of the number of chromebooks we have so um we have close to a thousand now at this point so you know it's somewhere around 50 to 80 that we see damaged um you know some are you know purely accident fill in um dell will cover um some things and they won't cover others um we're just at a point and when we first rolled those up to everybody we needed to do it quick we needed to not worry about were we ever going to recoup any losses but you know now that it's been two years and i guess it is hopefully going to be less of an issue we can um of hold the line a little better and if we don't we won't be able to sustain you know so what's the other thing we're used to dealing with textbooks and um a way that they don't get his 300 billion okay we have a negotiation subcommittee update um basically our last meeting was cancelled um there were members on both sides who couldn't attend so our next meeting is our next meeting is wednesday june 22nd from 8 to 1 pm um the school committee self-evaluation is very close to being done i hope to have that done within the next day the superintendent evaluation did take all of my attention um and then mr wilbur do you have an election subcommittee update for us after that based on the result because right now it says next book money meeting is august 31st but is that negotiation committee or negotiations but if they're election subcommittee update would be that nomination papers are available can be picked up from either the boylston top clerk the berlin town clerk or myself they are due back to the town clerks by july 26th at which point they anyone interested in running for the seats will have to have collected 42 signatures from residents of berlin and or boylston um and yeah this will be the last school community except for the potential negotiation world this will be discussed because by the time you get to august 31st they would have been due back and been certified with the state so july 26th is the due date to return them but they are available now thank you adam he's done a lot of work mr topman as well um but really impressive thank you for picking that up and running with it and getting everything done so efficiently we're going to move on to our business items at this time i'd like to entertain a motion to approve the 2022-23 school committee meeting schedule second discussion so my only thing is we have to add a meeting for this one that christie just said would ever be for this year that's not for the school year that's it okay good question any other discussion all in favor aye aye i am an eye as well opposed motion to approve the 2022-23 school committee meeting schedule passes at this time i'd like to entertain a motion to approve policy ac the non-discrimination policy including harassment and retaliation could have a motion i think and we were concerned for that one school you know i myself have not been able to give the time to really read through this and understand what the changes are from what is in place now so unless there's a legal reason to have to do it yeah i would actually agree with that i've read it and dissected it and i think that um thank you julie appreciate your time if an individual member committee wanted to review it and send their thoughts to the subcommittee they could do that without violating any kind of community law we can look at it each other agenda and then policy can okay so adam has made a motion to table okay so okay so yep so we have to vote on that motion that's opening correct um all those in favor of sending the policies back to the subcommittee all those opposed okay okay okay thank you to table bcd on the agenda so paul's ac policy academy calls and jscj capable of three items [Music] all in favor of tabling policy ac policy acab and policy j-i-c-k until the next um school committee meeting second i'm sorry i'll close it's gonna launch it motion to table those three policies passes um at this time i would entertain a motion to approve the seal by literacy coordinator job description but i have motion second discussion all in favor as well opposed motion to approve the seal of bi-literacy uh coordinator job description passes so christy in listening to mr conrad today are we voting for the regional transportation reimbursement and the annual authorization of student accounts yes yeah oh not the student accounts though not the other yeah yeah yeah so okay so we're going to vote on i'd like a motion to approve the regional transportation reimbursement second discussion all in favor as well opposed motion to approve the regional transportation reimbursement passes we're going to skip the authorization of student activities we will do that at the first meeting could i have a motion to approve the annual authorization of revolving funds second discussion all in favor aye i'm an eye as well opposed motion to approve the annual authorization of revolving funds passes i would like promotion to approve the unpaid balances go to the district and acceptance of donations second discussion all in favor as well motion to accept the unpaid balance is owed to district and acceptance of donations passes i would like a motion to approve the elementary literacy tutoring job description second discussion motion to approve the elementary literacy tutor job description passes um so i was going to say that our next meeting is august 17th if needed um but we were hoping to meet on the 31st but it looks like we may meet before then depending upon what happens at teacher negotiations so we'll let you know let me know otherwise we will see you on hopefully august 31st but we'll see before then as well could i have a motion to adjourn second all in favor i'm an eye as well this concludes our last meet of no this concludes our meeting unfortunately not the last one thank you very much

no motion on that please with a second okay mr hayden discussion mr cirillo so we're doing a um on the job site training at 99 degrees no they'll be doing it here at the school and this what kind of training we give in the movie just microsoft for the english speakers i mean non-english speakers to teach the after i mean the microsoft office suite course it doesn't specify that it's for specifically for who it'll be the in staff that not the 99 degree sends to us haven't identified whether they're it's not identified whether they are english speaking or not i'm not i'm not aware that that they are they aren't because i know they get this funding for them for their um for eso instruction for their work yeah um but they've been sent to us then where does it say if there's an the need to support el um students and we would certainly do that we would include that in in our uh teaching and support of those students this is his first time working with the this corporation and we want to make sure that we meet the needs of those students we'll do whatever it takes to ensure that we're doing a quality program for those and within the agreement that we have with the company i'm program hvac automotive tech advanced manufacturing or welding metal fabrication pair contract september 6 to june 2023 this is annual positions motion please discussion all those in favor anyone opposed okay um the added one john the bio uh facility uh advisory committee facilitator am i right oh okay sorry it's a handout i think john thank you this is new because i'm working on oh you have one i'm working on putting a pi by park committee together black indigenous and people of color faculty advisory committee facilitators i want to hire a facilitator to work with me on this new committee that i'm putting together to help this one of the purposes of this is to get a better understanding of the culture and the climate for people of color within our own facility so this committee i'm looking for someone to hire a facilitator to oversee the committee this is a new position stipend is fifteen hundred dollars uh for school year twenty two twenty three you have a motion please have a second second mr hayden mr lavoy um this would be an in-house stipend for one of our present employees yes we've been looking for an existing employee to to be the facilitator can i ask what kind of um what kind of who does this person answer to you for if they decide that we need to change something do we have to take it to a committee or can we just go into a changing process well it's really to uh to give me some uh for to meet with myself and susan and once the committee comes together we'll sit down and determine as you can see what's outlined there some of the things that we'll work on as a committee and they'll do a report to the principal and myself and then we'll bring back to the committee what we're doing we'll do ongoing reports to the committee this is to help us better understand um to you know one of the things that was recommended in the workshop that we went to that i was talking about earlier that frank was asking me what we got out of it this was one of the things they had talked about uh would be beneficial for us to understand one of the chat what are the things that are um that make this a good school for people of color to work and so that that we could share that with the outside world um based on like we don't really always know how a person of color is feels within our school in our environment so we want to get a better understanding of you know what they see or what they feel what they're experiencing as a member of our faculty or or staff member here at the school that's the main you know one of the important aspects of this committee that then we can work on improving you know the culture within the school based on some of what we learned from them and then if we have a really good culture in a school that gets outside the community more people are going to be interested in applying to the school that's one just one of our strategies that we're working on thank you mr zoella two questions one i don't find the job because it's a new position i don't see the job description unless um i was just going to say that the facility the job description is basically the same as all advisors in the in the school they're just an advisor to the uh to the principal and the superintendent what they're going to um what their duties and responsibilities are will be our outline in the bullets here of what we're expecting them to work on that that really will be their uh job responsibility also this is only one position this is bullets for that position yes yes i haven't read it um so my next my other question is on your other accomplishments there's a bullet that says higher college and industry recruitment for diversity candidates is this the same no it's a different position no that's a different position yes no somebody were seeking to give responsibility to that particular position yes so someone on someone that uh that we're seeking to recruit to do that kind of work the other one's just a stipend yeah it's a consultant it's actually a person a consultant we're trying to hire to help us with that work which one is the consultant the one that's in this book this one here the one the one that's on the my goals there other other yeah we don't have that person yet we're seeking a consultant to do that work for us yeah and this is actually a position that we're seeking it's a stipend position to start up this new committee as one of our strategies to recruit people of color to our school the requirements is the same as what you just told me a faculty member carmen is basically a person of uh and a person of color that the faculty member in the school is what really is the only requirement we all said thank you anything else okay uh mr solo john and i and i see the need um because a lot of the questions will be your a lot of reports i'm asking not a request that came from our budget hearing in lawrence um why aren't we just hiring a diversity equity and inclusion officer like everybody else like other cities and towns and other schools have done why we just break why are we breaking it up into all this areas we did hire somebody that their responsibility what you just outlined is going to be part of the responsibility of our new what's the title of that position sue we just hired somebody their responsibility to be uh part of their responsibilities of what you just outlined to help drive some of our work in that area um the um i know the position um but it's not the same there's two completely different things because this person will be actually also working with hr working with the staff um all this culture all the stuff that you have here um and as well as helping with recruitment so i mean my we're doing this when we could already go and move towards that direction because that was also a question one from several of the state representatives that came here why don't we have a diversity equity and inclusion officer and i think we can certainly have that but this is not in place of something like that this is just a stipend of most of the members on this committee will be volunteers just to give us some feedback of how we can improve the culture within the building to support our staff who are people of color that we can do a better job around that it's not really to fill the role of putting together strategies and methods and working what you outlined probably might certainly be something we should look at as well so i'm happy to you know sit down with you if you want to kind of sit down and talk a little more what you think that might look like or what that should do be i'm happy to talk have a conversation about that let's not do it at the next meeting either okay please okay vivian quick question um what is the expectation of how often they're supposed to meet with with staff or yourself to get back to you and report on stuff so this particular committee in its initial start i would expect to meet one once every two weeks and then to meet with me at least once a month anything further all those in favor anyone opposed okay future gender items executive yes uh zoila excuse me he's my monitor um i was made aware that this meeting only two people can be seen maybe those that corner the the um the string yeah the the stream the live stream i don't think that's weird no that's not it i'm talking about the live stream so it's yes so that should be fixed um i'm just bringing it up because it was brought to me and i want i want to make sure it gets fixed so that everybody can be seen okay yeah it's going to be it's going to get fixed not really notice it'll be fixed okay thank you okay also too we should we should probably have a um something that's showing what's being actually being streamed i know we used to we used exactly what i wanted to ask you if we can see yeah whether it be put up there or right now so at least we know it's working live right we know when to smile yes but not to smile you know beautiful thank you okay okay good very good thank you for bringing it to our attention so thank you from the communities how they're picking there after dark people students and what their recruitment process is because we're our emission policies a lot stringent um and we have a lot of people on the waiting list that these seats are going that could go to um changing the formula around so i just want to see how the communities are doing that and um either they could come here or send you a report how does that that process being done i think that's it okay making sure that it gets on the agenda it gets given to you you know that get that information okay okay just uh anything further no okay at this time the uh superintendent just told me that there will not be a need for an executive session this evening so um i have a motion to adjourn second mr hayden oh that was the second all of all those all those in favor you want to post thank you ladies and gentlemen and be looking for your emails i think you're going to get flooded with a lot of information you

we set aoi full time and part time equal to prior year total add-on weighted counts also stayed the same base level amount increased about that 88 or so budget balance carry forward bbcf is estimated at 29.87 million and that's estimated because we're still paying bills so we'll find out what our what our bbcf is later on this fall classroom site fund increased by 167 per student of ongoing funds and the trcl was also set equal to fy22 so comparison of budget parameters year over year we have the fy 22 adopted versus the fy22 revised number three and our fy23 proposed you can see that the difference in the adm which we've talked about the total weighted is also adjusted for the 400. the base level amount has gone up the teacher experience index adjusted again down well way down and then back up a little bit transportation support limit i'll just speak really quickly to classroom site fund again from 733 to 708 and again it looks like a decrease but it's actually an increase of ongoing funds so normally when we present this grid we do not include the transportation support level it was important for us to include this tonight however because you can see in comparison to the revised number three that the difference between the transportation support level and the transportation revenue control limit is closer in the proposed budget remember that when we were within the pandemic in the 2021 school year the transportation did not really begin operating until after the first three weeks or so and then we were on a hybrid model so our number of miles on on the transportation support level were greatly reduced we are back nearly in full operation now in transportation so in the current year we were able to increase that transportation support level getting us closer to the revenue control limit which means less of that difference or the the difference between the two is less so it has a positive impact on our taxpayer more of the money associated with the funding of our transportation revenue control limit is coming from the state formula and that from our local taxpayer so now we'll look at a comparison of mno budget capacity the revenue control limit is at 214 676 million the transfer of mno to unrestricted capital you can see that we completed that in the fy22 revised number three there is no transfer in 23.

so we have a policy that is even you referencing the terminology of clothing that our students would look at us and say what are you talking about um and so it does re it does beg the question that that may resolve and need to be updated thank you i appreciate you guys looking at that i know that's been a hot topic in our community and even within my own households at times so um i appreciate that you guys are going to bring that back before us to look at and possibly revise uh to be clear to parents on expectations and to students all across the board thank you president kaler i appreciate your taking the time and and that you've we've been talking about this we talked about this earlier today the players you brought in the deans you brought in the assistant principals they're the ones who handle the discipline on campuses and i appreciate excuse me that you are working on the training and getting this information to them we receive disciplinary reports every week and in the past there's been some times you see the same infraction two different locations and two different outcomes and i know all of us have been like what's going on here why are we you know can you explain and sometimes there's totally an explanation and and it falls under a certain term but the matter of the offense could be different but i appreciate that you guys are working with all the the administrators to get on the same page so that i know for you guys and for us as board members if we hear stuff from the community we see that consistency and then it starts conversation what do we need to change it does this make sense instead of us well i think we're going to just change this one or that one so i i love that you have that committee of the people who are the ones who handle it and then you're going to do the training so that we can be consistent and from what i've seen from you mr walker you're going to be surprised providing that support for them as well to ensure the consistency so i i just want to let you know i appreciate having the people that are handling it in the room and helping making those decisions so thank you thank you board members uh and and one of the things we're going to continue is to keep the code of conduct committee uh year in and year out so as as trends develop and things change we'll continue to have this discussion so the hope is that we come back every year and we inform you of what our discussions look like on an annual basis and so that's that's the the hope is that this remains a consistent practice will we be swapping out the elementary principles because i don't think all of them are on these elementary assistant principles are they all on there or will we be swapping them out how does that look for your committee moving forward so the committee for next year is to be determined but one of the things that we did is we have had ongoing dialogue so outside of the committee there's been discussion points ongoing throughout so the hope is to include everybody's consensus and opinion in the process thank you mr walker yeah we need to remove the word culottes or parachute pants whatever what what was in 20 years ago that we were [Laughter] that was probably 1970 so i'm knickers okay so anyways uh thank you for addressing an old document we appreciate that very much and moving ahead i'm just thinking ahead that you know we have parents sign a code of conduct but it might be when the handbook is created it's assigned the handbook it might be an acknowledgement of that online i won't be here in 23 24 year but i would definitely encourage um somehow that gets a signature so that's my only input for that but thank you for your time appreciate it thank you president taylor and that's part of the the discussions uh you know it's it's very um early on in that stage but the the hope is that the code of conduct is a part of the handbook so they'll maybe no longer be a code of conduct acknowledgement but a handbook acknowledgement and consisting of many pieces including that of the discipline matrix would be interesting it's in this district too when we when we put that rise to the occasion students this is the expectation so many do hit that mark so again it's it's getting that information out to them and saying like you say early on in the elementary years of saying this is our expectation and this follows you all of your days so i think that'll be awesome thanks sure thing and the hope is that the code of conduct remains as a point but the more important information would be for our our students especially to stay out of that chapter of the handbook and the preceding information would help to guide that better exactly awesome good stuff appreciate you gentlemen okay we are going on to 9.2 and our governing board initiatives and the progress made i believe this will be dr foley president kaler members of the board i i'm sharing to the next two agenda items are really important for us because one of our very our core values is accountability and one of the things that the governing board has done a very good job of doing is and historically has done is outlined strategic initiatives that they wanted us to focus on this for the year i will be sharing really quickly because we'll be talking about last year's work and then our next agenda item we'll be talking about this coming year's work and this is work that we did initially and that we started in april 10th in this room in 2021 and then we updated this together when we did our retreat a year later um on april 9th and one of the things that we had done together as a team was to identify obviously there were a lot of priorities that needed to be accomplished and as we worked with our myself and the cabinet team to identify four core priority goals that we were going to work on this year we then identified in those goals what are examples of the kind of work and artifacts that you could be expecting to receive from us and that we can keep you updated in various ways um from email to status to presentations to ongoing community weekly or daily as needed communication so i will review real quickly the four goals we identified um and then we'll talk about the progress we made when you look at the slide it looks like this it looks like a file folder that we left that pi that presentation exactly as it was from when we did it over a year ago so we had identified that for this year our priority goal was to update and refine our strategic plan for the 2022 through the 2027 and to outline a road map for a portrait of a graduate so we had talked about the fact that we would develop an outline we would implement plans we would organize and gather feedback and that we would put together a portrait of a graduate as one of our goals so this is just showing the next slide is kind of a summary of progress that we made as a team um for toward that goal as you know strategic planning was a focus for us this entire year and um the next few slides and again we've shared this with you in our retreat but as you can see this was something that kind of summarizes over from from identifying that this was a goal to swat analysis to identifying core values to working on feedback groups to analyzing feedback analysis through multiple venues coming up with updating and those documents and resources as you know you've approved this at our meeting in may so that here again some of those artifacts that were created as part of our progress toward this goal okay um goal number two uh was to continue to ensure a safe uh that the safety of our students and employees as they return to school in the 2021 20 20 20 20 21 school year ironically as we identified this goal as often happens one does not have a crystal ball um at the time that we created this this goal we really truly didn't know about the next wave of kovid we had no idea about the variations that would come through our community we had identified at the time back in april had we had we had a crystal ball if only we had a crystal ball we had talked about how we would work with the department of public health how we would work with our communications and our screening protocols and how we would be very intentional toward social emotional well-being of our to students and employees obviously knowing that this is always something that's been a priority but obviously this was a great of knee greater need considering the reality of that we were dealing with you know a year is a long time ago i mean the month of may alone felt like a hundred years um so um when i look at examples of progress made we identified a mitigation plan we identified a progressive mitigation plan we had to modify within that progressive mitigation plan because once sites were not all the same coveted cases rise new variants came guidance from the health department changed i mean when when superintendents are on zoom calls with white house and cdc officials you know the world is unique in requiring momentum and change the health organization guidance on a monthly basis was shifting and changing needs changed for us obviously we experienced things we could never possibly predicted and yet we identified and kept consistent with our mitigation plan our our progressive mitigation plan and our dashboard and courtesy notifications and i think i think that you know very challenging time we navigated through a very unique unique time that we could not have even predicted when we established this as a goal some of this was within our control and a lot of this was was not obviously we provided support to sites as needed with increasing cases when december and january hit we saw numbers unlike we'd never experienced as as a yet in covid so again um a lot of progress was made that this year as we navigated through this as a team also one of the things we're really proud of is the tremendous progress we made towards social emotional support you've heard through our work that we did with esser and our surveys and our priorities the addition of additional counselors the work that we're doing with bringing in resources we've done a lot with outlining some priorities that will be what we build off of this coming year so one of the themes you'll see as we talk about progress made in these goals is is that where we left off we don't drop off we pick up and continue with the evolution of this which you'll see in our next presentation kristen kahler dr foley um i just want to thank you for all the work that you guys did it was daily things were changing we remember sitting in this board room and things would change the next day as soon as we decide something things would change so i think that this one when we originally said it we thought it was going to be one thing and it became this massive the iceberg analysis is probably very um true on this one you see the small little peak but underneath the surface it was huge um so this one i just want to thank you for the for the guidance here because this was a big undertaking so and they all are but this one especially keeping our kids safe um is high in our priorities so thank you uh president kayla remember wilson thank you for that feedback i think one of the caveats here is when we look at these goals none of these goals and all the work that that was accomplished doesn't happen without an amazing team who works 24 7 round the clock and there was one there was never ever any one of these that was done in isolation or by themselves by by a soul person this was a combination of multiple people who without everyone's work and support we would not have done as well as we did as an entire team and so i think that's one of the things our team is proud of so thank you for that and dr foley i did hear from other people in other districts how they were looking to us and how we had handled the situation so well and eloquently and we handled it for exceeding what their district had done so i just want to thank you publicly say that that other districts were looking to us which was nice to see so our next goal goal three obviously the heart of what we do is teaching and learning in spite of navigation of others of other circumstances teaching and learning obviously was a big priority for us as you know that part of the pandemic focus was a surge into the implement implementation of technology devices curriculum resources and this of course had to maintain a priority so we identified this obviously as a core goal where we identified initiatives that we would be or you know outcomes of this including multiple things we are really proud of i got to go the right direction we are real proud of the fact that we officially launched and did our virtual academy we had universal access for all students with devices this is huge we sustained and improved the use of canvas and are our resources that allow us to more personalize and customize professional development as well as curriculum for students as well this is huge this is kind of those foundational pieces that need to be in place um we know with the addition of a previous year you're one of your focuses had been to identify a professional development uh director that was hired and that individual and the coaches and the work that they did not only with teachers but also administrators was huge and customized professional development this bullet alone doesn't do it justice and i know that you had opportunity this year to see in multiple updates the kind of work that was happening the success we had we had started and have always been professional learning communities but again that this did not stop we also realized that it had to be reasonable and flexible when we're minimizing contact with individuals how do we in rise in cases of certain cases of covet how do we continue to also focus on how we're using our data how are we improving and how are we using it it didn't stop one of the things i'm really proud of about higley is urgent and important always continue to move forward even when we were in the middle of crisis um it would have been very easy to just stop and say you know what um we'll get back to this when when kovitz stops now it's a part of our ru it's a part of our world um and this didn't stop obviously we are evolving are we there yet no we're always room for improvement but we didn't stop striving and working hard to keep making this a priority and obviously one of those components is the multiple tiers of support mtss what do we do when students aren't being successful how do we use the tools we have now that we have invested in this technology to be sure our interventions are targeted specific and yield results for our students we're getting ready to get state data and that state data will allow us to continue to use this framework that we've put in place to be sure that we continue to ensure our students are achieving at the level of success that they need to that is our goal that is our priority that has that must remain our number one focus and there are tons of examples of how this was um how this work continued and finally our final goal that we identified for you for this past year was our ability to identify processes of procedures and accountability the theme of the last two years has been processes procedures and accountability and and consistency follow-through and ensuring that that if things need to be addressed that we do so that we don't just do it to fix it for now but that we put systems in place to ensure that they continue to happen beyond a particular individual who's in that position so one of the things that we had identified for you that could include were handbooks emergency plans support processes and alignment of budgets and and fiscal accountability there so this is one of the things we implemented right away having goals identified right up front that we begin dealing with right away as we're planning for the new year is what is so important you saw as we came to you and shared with you what we did with our admin retreat we have a administrator handbook that's alive and well canvas we've added to it all year long as we're building this year's admin retreat guess where it's going in the admin handbook so that this becomes where we go and how we function our emergency site plans obviously the this topic is one of significance and important and in recent days has only been more of a national conversation across one of the things you'll know is that we'll be bringing additional conversation about what have we done what are we doing and what are we continuing to refine and improve when it comes to safety and security because in addition to academics safety and security is the most important thing we do for all of our for all of our students and our employees for our community so again those are have been worked on substantially and again a great thank you to the multiple people involved in that especially under the leadership of mr walker again suicide risk management protocols and resources were established this was a huge component that needed to be done systemically and that's something that we're actually proud of that we were actually training our administrators in february something we're planning to roll out in july again another sample showing of trying to not work behind but work ahead and again there are lots of ways that we can show you that we have documented evidence of accountability that we are truly living our core value and and when we identify a need we are working to put a process in place to fix it but we're seeing more of a symbiotic relationship in this component rather than others you will see in our upcoming goals um we've identified priorities and focuses for us this year that build off of the work that we've done this year overall again going back to oops going the right way none of this happens without substantial effort of an entire team and i am so blessed to be surrounded by some amazing talented individuals who work their tail off um and i'm lucky to be part of that and and um we are proud of the work that we have done but we're also excited to show you the work that we are outlining for next year as if these weren't these goals weren't very high efforts and challenging but they were accomplished in a pandemic so um thank you again and we'll talk more about that later on when we have another motion in a bit but um well done higley and your team and dr foley under your leadership really really knocked all of these out of the park so on behalf i know of our entire school board well done very well done president kaler i just want to note that none of these goals are or were a one and done um although returning to the classroom or or returning to school in general isn't necessary um i'm hoping for anything in the future but we implemented just different social emotional awareness that will continue health and safety protocols still ongoing that's that's going to be here to stay um how we clean the classrooms and and things like that it's it's made that shift so while next year this isn't a goal and the different goals are we'll see but it's something that started and will continue it was just the beginning of certain areas but they're they're not done they will now be part of an ongoing process so i just want to make it clear that we have obviously lots of evidence that the accomplishments you guys have made and even though the school year's over these goals aren't just oh we can check mark that that we were successful they're ongoing and i mean you made that clear in mr walker even today like there's a lot ongoing that because of these goals and i won't say only because of these goals but because of these goals we were able to get the process going it's stuff we've talked about for years and years but we've never got that ball and process going so now that you have it's moving along and they'll they'll continue and just be part of the normal um ongoing improvement process so i just want people to understand it's not just a checkbox like yay we we were really successful in that these are not done thank you i just want to encourage the community and students and even staff members to take a moment in in the summer time or any time to send an email or just a thank you to the staff in this district to thank them a lot of the good that happens and a lot of things you see your the children doing comes from the behind the scenes um and i i'm not saying you have to i'm just saying if you have a brief second just just send just send that email make that phone call and it keeps that momentum going as well and and share your stories of success we get a lot of emails of concerns but what what's good that has happened um if you and send it to us the ccs so we can read about it too and know know more about your experiences through the hard work and efforts of all the stuff here all right thank you now we're going to move on so we can just keep moving on to the next which is our 9.3 focus areas for the 2022 and 2023 school year so off and running again off and running again perfect so this is this is a continuation of this is a continuation and our first chance to publicly present to you and to the community a conversation that we began back at our retreat um in april where we historically identify goals for the coming year which is an important component and one of the things that that i came to you at that retreat was said listen we went into a deep dive of all the work that we had done with the strategic plan as you saw in those goals the strategic plan consumed an awful lot of our time as we focused on what do we need to do and how do we need to do it and how are we going to get there and one of the proposals we brought to you is we wanted to bring our initiatives for you from this year to be directly connected with our priority focus areas in our implementation of our strategic plan going back to our core value of accountability this is the one way that these things connect and overlap again so in a very similar fashion obviously we took our strategic plan and we identified we identified a priority for us in every one of these areas from each of the anchors to also our portrait of a graduate so one of the things that i had come to you with was saying is um we've got um focus areas in each one of these and and and wanted you to understand this idea and you said come back to us with examples of implementation like we did before so that we can walk through this so myself and of course as you know we don't do anything in isolation we do this together and in multiple meetings over multiple settings we brought in various individuals from our team to begin to highlight out what is the work we're wanting to do i want to compliment our team for a minute by no means at any point is anyone looking for the easy way out we are presenting to you probably one of the most progressive aggressive plans of what we want to accomplish this coming year as we work toward working toward achieving our strategic plan not only just to check a box but to to put it into practice at an exceptional rate um so one of the things that we did was our first thing when we look at our portrait of a graduate go back here our portraiture graduate also our strategic plan number one our strategic anchor one we talk about teaching and learning talks about how we are going to maximize academic social and emotional growth of each student as aligned to the ports of a graduate as you know our work that we're proud of in our strategic plan now has a portrait of a graduate that defines a who or what and how so one of the first things that we wanted to do we said one of our focus areas we want you to know is that we're going to work on defining our portrait of a graduate so that we identify what pre-k-12 opportunities to students have that build responsible citizen college and career ready scholar and innovative learner so here we're coming back to you with what we have identified as work that we know needs to be done in order for us what are what are the examples of progress that we will do systemically to align to our our focus area of a portrait of a graduate that's aligned to 1.1.1 where we're going to identify upgrading our pre-k through 12th grade instructional maps to ensure alignment to our arizona state standards and our resources this is essential work that needs to happen some of the work that we have done is outdated some of the work that has done been done is done been done virtually remotely not all in the same thing we've added additional resources we just did a massive science adoption it is now time to update all of those we also did a massive realignment of all of our resources that we're using instructionally this is how we're going to work with our teachers across all of our areas to update our maps this is huge i will tell you if all we did alone was that this is a massive undertaking that's going to require hundreds of thousands of combined hours of individuals as we do this but this is essential and this is important and that this is work we're going to need to accomplish we're also going to identify specific ways when we're doing this when we begin to look at how are we ensuring all of our students regardless of their program have access to experiences that we've identified in the porch of a graduate we're going to start by focusing on identifying specific ways that students in husd at all grade levels have developmentally appropriate opportunities to engage in the community what are the themes experiences and opportunities all students have regardless of their school or program that will allow us to be sure our students have these experiences going back to conversations of consistency not identical but but consistent types of experiences that ensure students have access to these that's huge we have an amazing community we have a lot of resources here in some cases perhaps an untapped opportunity this has been discussed multiple times before as we emerge out of to covid covid nor normal but navigating that world this is something we want to finalize and identify we also one of the focuses we're going to have on professional development this year when we talk about going back to innovative learner you'll notice that parts and pieces of this college and career scholar working on the alignment across the board a responsible citizen the community connection and we talk about innovative learner that's the how what we're focusing on this year one of our themes for our professional development while we will customize as needed is engagement how we're utilizing our tools how we're engaging students to ensure that that we are making learning more relevant and meaningful and engaging that is going to be a focus so what you'll begin to see are examples of the types of professional development that we will be focusing on with our across the board on how do we engage um so that is our examples of progress for this one for focus on 1.1 now i'm going to go into each of the other four anchors unless you've got any questions on this one this is how we're going to help connect to that portrait of a graduate and and its alignment to 1.1 because you see that the two are connected so then the next thing we came to you is said we want to focus on 1.2 by building the district's support for systemic resources for social emotional positive student behaviors this is huge this is something we've talked about you've just we've also just now or finalizing the hiring of additional individuals who are being hired for this support so here is when we taught when we brought the people in the room to say what can we reasonably do what knowing in mind that we're shooting for the moon but we're going to land among the stars what are the stars that we can be sure we can accomplish this year as we move this momentum as we move this needle we have identified that we are going to develop and you're going to learn a little bit more about this in the coming informational sessions these take time to put together but we are developing a healthy higley wellness initiative where that identifies partnerships and agencies and community resources that we have to help support and to to customize as needed we've identified themes that we're going to begin to put parent information you kind of got a sampling of this toward the end of the year but what we're looking to do is actually build a more comprehensive component not just an awareness component but also what will students at what grade levels have access to and what instructional or online resources will we have vetted as part of the conversations that happen around this one of the things we know is that there are a lot of things out there but there's a lot of controversy around the things that are out there what we know is that we can do this so we can do this well if we do this ourselves and we do it in the same way that we do all other curriculum reviews we're going to identify we've identified some themes we've identified topics around resiliency which we're going to talk about in just a minute suicide awareness and drug prevention those are going to be kind of the community additional resources and things that we build on our website that we provide fair information for that we have triage support so that we can we can begin to be a conduit of supportive resources as needed for for anybody in our community for this year we're going to begin focusing on resiliency which includes a proactive and preventative ways for to overcome obstacles in developing positive life skills this is one of those foundational pieces that we can do pre-k-12 that talks about self-esteem um healthy behaviors ways that we set up proactive for success this is one of the first things that we're going to start where we build the as you know it's one of our three themes resiliency will be the one that we do a teacher component a student component and a parent component while we maintain developing the other components this will be something we add to this will be our priority for this but as you can see that our we're not putting this on as a we're going to check a box here what we're doing is showing you our development toward reaching this goal in its full capacity a lot of work needs to be done here but it's exciting i will tell you just having uh dina started with us i remember it was because it was my birthday march 28th she started with us march 28th um and it was she came in and she and james had a meeting and coming with ideas resources support someone who is full-time dedicated to this to be guilty infrastructure behind it it just matters this is something having people dedicated to this will help us do a better job of helping support our sites our students and our families so this is something we're excited about dr foley i'm excited to see this page because i think healthy can mean a lot of different things and i'm glad you said that um different community members think a healthy is different thing but the resilience the suicide awareness and the drug prevention is awesome to see um it's awesome to see i know we were working pre-coping on some of these but now that we're kind of through that little trench of craziness it's good to see that we're bringing these back and i was able to attend the drug prevention at the end of the year lat at the end of the school year i don't even know when it was it's kind of a whirlwind and a lot of parents did want more resources more more and more so it's exciting to see that this is one of our strategic situations thank you any other questions about our proposal for anchor 1.2 so again this is a real this is a nice focus on the kind of work you're going to see not that not that the other parts on our strategic plan aren't important we're working on them we find this to be a foundational piece and when we get this part done remember this is a five year plan but if we do this part and we do this well and we build on it it will only allow us to really truly take it from where we are to what we're all envisioning where we need to be um president keller dr foley just something that came to mind as as you were going through this is maybe seeing about getting some sponsorships from local businesses for the parent meetings that can help us maybe do some additional advertising use their own avenues for advertising we have we have done several different parent forums pre-covered we did the it only takes one pill and everything and currently they're not very well attended from a parent or community standpoint which is i know sometimes discouraging to staff because they they put a lot of time and effort in getting these speakers and um preparing the rooms and and whatever they need to do it takes time out of their normal work day to set these up and so sometimes it can be frustrating when you have two and three people that show up for what we feel is a a huge important topic unfortunately when something happens then we do have a large voice outcry on we need to do more but we do have these and so maybe something to look at local businesses one to offset some cost maybe to supply some additional cost for additional advertising and again to use their advertising methods however they may advertise if they're sponsoring it i don't know bring some cookies or what whatever but maybe that that can help drive some additional attendance because it i know the more we do hopefully the more we'll start to come and attend and and the more consistent we are instead of in one year we only had one and in two years we had like four parent meetings but then we didn't have any and i'm speaking even pre-coveted so um maybe as we create this program we may look for for some of that not just the partnerships that can help with the topic but just some financial support for trying to drive more attendance great idea thank you that's a great idea you're right it was interesting in our last form we didn't have a large attendance but it was an interesting diverse attendance we had some individuals who were coming from a neighboring district to see how did that go well you wanted to preview it with us we had parents from charter schools who were in the room we had some students and we did have some of a few of our own parents but you're right our ability to to bring more in and again we are open we want these to commit community events whether you attend our schools or not please come but we're also looking to how can we increase the attendance but also have those resources available beyond the meeting that are easily accessible because you're right sometimes when you need it you need it and you need it at your fingertips and i think we're working to build our own internal resources that we are that we are comfortable with that we've vetted from agencies to to websites that we can then begin to offer for families um that'll be important that we that we heard from from what we've heard from our community that they would like president taylor to follow up on what mrs reece said we've had um business partner breakfast in the past and we had some hospitals be able to come in and talk to us and maybe they would be a great partnership for something like this where they would be able to advertise differently than we can even but that might just be an avenue to also venture down just to back up with mrs recents that i think a hospital might be a really good place and doctors offices dentists i mean there are many many many options there so our next one that we've identified um great suggestions our next one that we identified was for strategic anchor two we talked about the importance of culture matters um we want people to feel valued we want to focus on our strategic anchor 2.3 by supporting our employees through meaningful feedback and interactions to build a culture where employees feel valued we have identified that some of the examples of progress and again by no means is to say in all that we will do but we said here are some indicators of the kinds of things we are going to work toward we're going to be implementing the danielson teacher evaluation instrument as you heard several months ago you approved this instrument this is a substantial shift for us to have a more comprehensive instructional tool to guide feedback and conversations with teachers to do this it's a substantial amount of training as you heard we had administrators and you read we started with having administrators come in at the end of may because literally two of our days in july at our our admin retreat is going to be dedicated to the training of how to use this instrument and you go that's a lot of time but when we are using a new tool with integrated reliability and being able to make this meaningful we're going to invest a lot of time in that we're then going to turn around and work to provide teachers the kind of training that they need now they don't need a two-day full training on how to understand and use the instrument we need it to be a meaningful component for them there's a difference between using this instrument and having this be the feedback tool you have but in all cases we're going to do this in a very meaningful thoughtful approach so that it's also not a one and done frequency over duration is always a much better always much better received and it's also when you need to know when do you need to know and how do you need to know that we're working on making that as meaningful as possible we're going to also ensure that employees questions and concerns are addressed in a timely manner when and capture voices whenever it is possible to do so it's not always possible to do so sometimes we have to communicate things that in some cases we didn't have a choice in the outcome it's it's it was directive uh informed told but changing and sharing that communication one of the things we received positive feedback from our employees this year that one of the things we implemented as you know is after every board meeting there's an employee summary where it says here's what we did here's what we talked about here's what we're working on here's how you can access more information that was well received people actually i've appreciated that um and so however wherever we can communicate answer questions and make sure that people know that um we're wanting to hear now not always can we give you exactly what you want but we're not we're always receptive to hearing and trying to understand and then even when the answer is no trying to help you understand why that's one of our goals and priorities the other thing we're talking about is make decisions when possible that will contribute to employee satisfaction for example employee benefits our salary compensation and acknowledgments and recognitions we're going to continue to work on this again not always possible but where we can this is one of the things we're going to really work just drive and that's one of our filters how do we make this right with what can we afford to do and then how do we make this right uh what will be well received i think one of the things that that overall we are really proud of our employees we are really proud of how higley has done what they have done we know that we would not have been able to accomplish all we accomplished that this without everyone throughout the organization giving all that they did this year um and making sure people know that is something we're going to continue to work at so those are some examples of how we're going to focus on those that culture and feedback um and being valued strategic anchor number three one of the things that we've talked an awful lot about is is developing a marketing plan to help us enhance our relationships in the community this is a big one for us um and this is going to take an awful lot of time and this is one that is going to consume a lot of time that we're going to work on and obviously as we know all big things are a process and sometimes it's one step forward two steps back as we as we get it just right know that this is one of the areas that we're going to strive to get just right and may take us quite a bit of time to do it but this is what we're going to focus on we are creating a comprehensive marketing plan that will guide our district for future communications to better showcase our accomplishments and achievements we're looking at a redesign of our website and our company that we're utilizing to do this so that we can make this more of a go-to more user-friendly and i mean we've had some challenges and communication when one system is down that relies on another system to pull information to communicate you can be end up with a lot of interesting challenges so this is one of the components to put a systemic piece behind the scenes we're going to be relaunching this business partner events business partner breakfast we're going to work closely with um you know sarah watts with our town council with our with our um i mean when we were back in covet we were doing good government events virtually when we started even beginning the conversations of strategic plan we were on a zoom call with business partners we are now evolving out of that i'm going to go back into reestablishing these business partner kind of relationships and opportunities and this is something that we're excited about implementing this year we're also working on this again this is something we've worked on but we're continuing to work on is the establishment of those various circumstances to guide when when where who how do we communicate with as you know that in an ever-evolving world with social media with um with unique circumstances the best ways to communicate for safety as far as need to know when to know how to know and when you don't have students in our district what do you need to know um this is something that we're working on so that we have kind of like a matrix if you will of our communication matrix so these are the things we've identified this is this is huge this is a big one yes dr foley a massive undertaking that you have put yourself [Laughter] to take on uh may i just suggest that when we reach out to our uh district business partner and events that we include um chris clark from the queen creek chamber of commerce as well um we have two schools in queen creek and we have a huge um you know queen creek marketplace is right next door and there's a lot of businesses that just love to support our public schools and i know chris clark has his own children in higley or had i think they've graduated but um just keeping them in the loop as well would be um i think really important thank you yes and and with all the new businesses that are literally becoming in our backyard really close we're going to have a whole lot of very close new partners relationships to build and form so that's kind of exciting too dr foley do you have a timeline on when we would have the business partner breakfast is back do you have a thought on it at all we've been working on an outline of a few things that are looking more like a like a fall in a spring thing we have some additional dates with some other opportunities to highlight other events and things that they would be involved and included but we will provide additional information yeah um on as we kind of uh work through that with again multiple individuals yeah i'm excited to see this back because it was missed this year and i understand why it was missed i just missed it i have a quick question about the business partner breakfast can you briefly tell me what do you do at the business partner practices and our students ever included yes president caleb vice president anderson historically business partner breakfasts were scheduled on the calendar that allowed multiple businesses to come learn more about higley and we established an agenda and it did sometimes have prior to covet i can remember in 2019 we actually had like a student panel that was talking about the opportunities that they have the wakeboard surf um things that were happening at higley high so our students were one of the things we would want to do is make sure that our students were a big part of that i mean think about the lovely connections with our strategic plan this is one of the ways our student leaders can be part of connecting with our business leaders in our community a beautiful thing so these agendas we control usually there was a little bit of academic there was a little bit of upcoming events some student highlight and focus i can imagine there will be factual information about potential bond events coming up that kind of thing has historically been what those look like obviously depending upon the size the scope and scale we're going to be taking a look at venue because the larger they get the faster we outgrow this space particularly when we involve food or those kind of things but um there's all kinds of different opportunities that we are looking and talking about and exploring and and i know that sarah watts even has some ideas herself and so that's one of the things we're kind of working through and they did a it allowed the site administrators to be able to do networking with businesses who were like hey tell me what you need i want to be involved and and things like that so it also in one room gave a lot of networking and connections so as we i'm sorry no so sometimes we receive emails from businesses or people that own businesses in our community and this would be a great opportunity to say hey who would who would i send them to to you or you can you can send them to me you can send them to darlene get their names and make sure that they're on the list often times we work with the gilbert chamber of commerce we could work with queen creek because they have businesses associated with them who automatically get those invitations but for those who may not even be part of that yet we we can we can invite them i mean it's our party if you will we can invite them to our party um and network so it's an opportunity for us to know who else is out in the community and what they might have to offer dr foley maybe we should reach out to our pto and ask if they have anybody that's been super supportive because as a pto president i had a couple people i remember sending up as well and i don't know that rptos know that that you know we involve our businesses this way too and it's a good way for those businesses to network with other schools within our district so maybe contact the ptos and ask if there was outstanding partnerships that they may have that they want to share and i think dr foley too we have our asu connections as well so mr schmidt comes over and um so we have that asu poly campus connection and they usually attend or send somebody from asu over so it's really it's a really great event and we have missed it so i'm glad to bring it back what's interesting is we've had an opportunity to network with these individuals at other things with undercover protocols but to host it ourselves and come back in to our own party if you will is kind of what we're looking at we re relaunching with a with a real heavy focus on helping people understand what our strategic plan is what we're working on what our priorities are and how they can help and just be aware of the great thing another way for us to help share the wonderful things that are happening in hindi because you know word of mouth and reputation is one of those things that is this is an opportunity to help connect and getting those realtors involved as well is a good way to keep our community growing [Music] true so then strategic anchor four notice this one rhymes an awful lot with one of our focuses that we had in our goals for this year so going back to when one not one and done this actually is pulled right out of our strategic plan this is an area we found is a real focus for us systemically and noting that one component fits nicely with another and the stronger we get things become more automatic and this is a big piece of who we are and how we are so again when we talk about focusing on here's examples we're going to continue our formal review of our policy through our district process you heard a little bit today even our code of conduct component is deeply part of a triggering piece for our for our policies you will notice that it's connected a lot with number bullet 3 with the creation of a comprehensive student handbook that encompasses the code of conduct applicable policies procedures and discipline expectations one of the things we noticed is that student discipline our own data how we're documenting it how we're reporting it how we're responding is an opportunity for us to get better not that we're doing wrong but we can get better we also are going to provi continue to provide intentional professional development and resources to administrators employees through successful implementation of policies and procedures just changing it and informing them of that change is not enough one of the things that you will find is that we establish annual calendars of when we have our meetings we've also began to establish the list of all of us know that that you can you can have a massive meeting for administrators and put a thousand things on the agenda and you can say you covered it and you did formally but it won't change what you do and how you do it and one of the things that we know is is that this is frequency over duration ongoing so one of the things that we've established similar to what you see when you have upcoming board agendas there are some things that are annual things that always happen every time of the year but we also now begin to have our annual our other plugs that are standing in where we're going to work with our administrators so that timely need to know as we reform one of the things we find is it's better to get their input and make them aware of what's coming and what's going before we make all these changes and then make them and go oh wait i wish we would have known and should have thought about so this isn't going to be embedded as part of our ongoing training so when we have our calendars we also have our timely topics and working agenda where we're putting these things in which is another strong component of processes and procedures documented and ensuring implementation not just a one and done and it's in the handbook but rather part of our ongoing training and response so again this is this is systemic ways that we ensure that that we are becoming more consistent yes there is autonomy yes one size does not fit all but we are part of a system and policies and procedures and help us to be stronger as long as our system in getting those to individuals is established and set and this is one of the things that we've outlined in our strategic plan so as you can see a lot of work went in very thoughtful with the words around this where we identify those examples of what we're going to do and how we're going to do that this year i have a team of overachievers and we work hard and you can see we've where we've got a lot outlined for us this year but those are what we are proposing to you from our strategic plan as our focus areas for the next school year and why we wanted to bring that to you now is these are big and a lot of the work that needs to be confirmed needs to get going and in place as we prepared next school year because as you know you've heard me say if you're not six months ahead you're already a year behind and we want to get going and get on top of this and and a lot of the work we're doing this summer and preparation for next year is an alignment to the strategic plan we took our time putting these together for the strategic plan and entire year process so that we could bring this to you but we're moving really well we're kind of proud of this dr foley we can appreciate very much that you brought this to us already in june knowing that it was going to be a big task for you and your team but i can understand the importance of it being done so that we can start moving in july already towards these hefty goals so well done any other questions or concerns for dr foley i just want to mention just so people understand these goals that you just brought to us the board initiatives is what we hold you accountable to so everything you just laid out as board members and what your performance of your performance evaluation is are on these goals and these are huge there's a lot of work to be done um so it's stuff that you're willing to to tackle and take on and have prioritized but this is what we base our superintendent's performance evaluation on so i just want people to understand that as they go through and read this watch it look at it there's there's a lot of work to be done um and you're up to the task you and your team and you're prepared and you're ready to go um even down to the examples that we should expect to see throughout the year not just at the end of the year as we're about to talk about this past year but you we see the work and um all the progress throughout the year so i just want people to understand these aren't just we're going to talk about them and and they sound good which i get but this is what your performance is held to so i just wanted to clarify that because you have a lot of work yes i do we we do we do and i do and as you shared this is one of the focuses you had us aboard um from an october retreat was to update and refine the superintendent's evaluation which now includes an entire component on the completion of these goals which is something you will vote to approve so i bring them to you as a proposal this is um our first meeting discussing the examples what we will do we've heard your feedback and better understand kind of what you're thinking and looking as far as implementation we will bring these back to the next board meeting on the 22nd for you to officially um adopt them we will start we are already started work on them they're directly connected to our strategic plan but then my evaluation for the following year will be reflected to have these as indicators of a accomplishment and of course no no superintendent does it alone but but i will ensure that this work gets done with this with myself and this amazing support team that i have all said anything else all right moving on to 10.1 it is my absolute pleasure to announce that dr foley's evaluation from our gourd goals and initiatives from last year she was deemed highly effective so with matching this amazing accomplishment and it was done like i said not just in a regular school year but during a pandemic as well it is my pleasure to move that we approve the top percent allowed per dr foley's contract which is a six percent which is six percent for her pay for performance second questions concerns comments mr schultz did you want to say something no okay all those in favor aye aye motion carries five zero [Applause] well done dr foley we are blessed to have you and moving on to 11.1 any future agenda items you can see we still have a lot coming up president kayla yes um i just wanted to mention i've been in quite a few schools recently and i know we've talked about it but publicly want to mention how bad our carpets are getting i know that everyone keeps saying that our schools are just fine but i just want everyone to be aware that how big the runs are and how they're going about that so maybe look around your schools because i know that that's been a hot topic that our schools are just fine but carpets are getting a little worn so thank you mrs anderson um can you please remind me um the last time the employee code of conduct was reviewed i'm sorry i didn't ask this sooner but has it been recent i cannot remember there's a policy and a policy is that what it goes by say good afternoon president keelar vice president anderson members of the board um there's no formal employee conduct separate of the policies that are listed in g so as we continue to work on policies we'll continue to address that but there's a staff conduct which is policy gbeb and then there's some exhibits that go with it okay and that's included how so is that included in contracts where employees are made aware of their expectations and so every year we send out an email and communication that happens at the various uh first of the year kickoff that just directs individuals to the policies to let them know that all employee policies are listed in the g section okay so and then if there's any changes um misreach and or if anything happens here it's communicated out to them separately too okay and if you say this i apologize when was the last time that policy in the agreement so it was pre-covered um where there was a review of the g policies but i do know that there's some additional components that we need to revisit so we'll be revisiting that throughout this next year okay that that was going to lead to my future question vice president anderson one of the things is that if they are updated statutory or legislatively those usually come to us through asba if we make or to make sweeping changes to them obviously we would bring them to you for approval but when when people are hired they're obviously referred to this their expectations and those kind of things but those are the policies that govern us as far as employee conduct and behaviors and just to follow up on that all of our policies are public record anyone from the public can review any of our policies at any time it's within the governing board section of our website under inboard docs they can go in and they can read any and every policy and see the regulation that goes with it so our policies are very much so public record so if anyone has ever wondered what our policies are they can access that through board docs on on our website so okay thank you and the reason i was asking about that is you know we we have these reviews and trainings and involvement for students and their expectations of behaviors and then we say stuff just go read it you know and follow the rules so i just didn't what first i was making sure is updated or current and then um if there are any helpful ways that we could stop should know how to behave and should have good expectations but um should we also just say here's everything now go find the way to behave you know like just like we hold our students and give them a way to learn and and give them a chance to learn their what was expected maybe we should do the same for our staff as well and just a good reminder yeah um vice president anderson so we do do our annual trainings every year and that happens in the beginning of the new academic year and those highlight the most significant areas like sexual harassment um if facilities there's some lockout tie out so certain specifics of that um in those are as dr foley mentioned kind of more compliance components too not all of it but some of it where some of those other areas i i struggle in the sense that it would be hard because there's there's just so much that you really could address it would be so continuous and unfortunately we're not appropriately staffed that way to do that but it could be in the future that we have some more ability with the onboarding of the new assistant director to where we could focus more on training if we've got somebody else to support the day-to-day operations of the department so i wanted to also add in board docs there's a searchable feature that makes it pretty easy if you want to find a specific policy you can search pretty easily the word you know the words that you might think are in it and it pretty much does pretty well on pulling up this specific document you're looking for so just for the community as a whole there is a searchable feature all right i move that we adjourn second all those in favor i i i hear mrs schultz can you hear me motion carries four zero zero i move that now we are going to sorry getting there uh i move that the governing board could be in an executive session for discussion or consultation for the legal advice with the governing board's attorney pursuant to ars 38-431.03 a3 all those in favor aye i motion carries five zero and we will be adjourning from that in executive session so thank you and have a good afternoon you

15 percent override is based on prior year adm so there's an increase there to 33.4 million the budget balance carry forward we're estimating at 29.8 proposition 123 intuition in is also estimated at 2.2 million the energy water savings transfer that lease the last lease payment was made in this year so we will not have that as a budget adjustment in 23.
⚗ AI-reconstructed · cite from original above
so our total budget limit for fy 2023 is 280 million dollars a budget increase from fy22 revised number three of 11.8 any questions on that and you're saying still that the budget balance carried forward is not a static number because you're still paying bills that is correct yes so fy 2023 proposed mno spend increases i'll turn this back over to you bonnie okay and this is the information that we've been sharing all along uh since the preliminary budget was presented to you back in march so go ahead jackie so again this is just a summary of these non-discretionary increases remember that these are things that we are obligated to uh to adopt or to spend or increase we have limited control over any of these items so that's a total amount of about 3.4 million dollars note that the inflationary increases this is the first time we've ever put on this grid an inflationary increase is non-discretionary as jackie mentioned earlier we are over an eight percent inflationary increase during the school year but because of that inflationary increase we felt it was important to send more money out to our schools for their discretionary budgets because they're going to see increases in costs so as part of that million dollars we are increasing elementary by five dollars per student junior high by five dollars per student and high school by eight dollars per student so that's within that budgetary increase is within that one million dollars and it's about another 250 000 going out to all of our schools in addition these are the programmatic increases that we have discussed with you earlier the most notable is the addition of instructional coaches and that has been directly related to specific goals in the strategic operating plan again we're constantly looking at our salary competitiveness for various groups and then also the um the effort to right-size our leave benefits as we're being compared to our local school districts so we're trying to right-size our benefits to be more reflective of what's happening around us and so we've been buying back some of those six sick days starting with the certified staff last year and then the hourly staff this year and then finally the expansion of pay for performance not only have we seen significant dollar amount increases in classroom site fund but remember during the 2020 legislative session they changed the classroom site fund rules allowing us to include no this is the 21 session allowing us to include our student support personnel our occupational therapist physical therapist speech language path speech language pathologist to participate in to pay for performance so that is included here as well and then finally these are the pay increases by the various groups so three percent ongoing for certified exempt and administrators on top of that we did make the three percent stipend in the current year ongoing the pay increase at 3 percent for the hourly staff so we're going to give them the 10 or we gave them the 10 10 cents per hour then we increase that by three percent remember that back in september you all approved a dollar fifty increase for all of our hourly staff members which which amounted to between four point four percent and twelve point six percent so they've already realized their ongoing um three percent stipend and then finally the the um pay increase for the professional staff members so again we did the same thing with the hourly and we bought back for our professional staff members these are speech language pathologists nurses social workers etc we bought back there two days just like we did with certified a year ago and then as well as our exempt and professional staff members that work within the district office so our payroll manager our purchasing manager our otm managers as examples of that so that total amounted to 11 million dollars so then we have to consider budgetary savings so we know that we are we have we've you all have approved a premium holiday already as well so that will result in a 750 000 savings to maintenance and operations there is there was a arizona state retirement rate reduction which we've um included here sixty thousand dollars yay that's right and then of course as we've talked about a 400 student loss if realized would result in a loss of a a would result in not needing 20 fte teachers so expecting to see that savings as well if we do indeed see the 400 student loss and finally the energy and water performance lease is paid off if you remember we did include it in the budget grid at the top so we highlighted that in yellow so you recognize that we're not we're not trying to double count that for our budgetary savings so now what is our total budgetary increase need considering all those together so our ongoing available from budget balance carryforward we talked about this earlier we've got 29.9 million dollars of budget balance carry forward but we're absolutely convinced that at least 5.8 million dollars of it is ongoing money due to all the work we've done with moving expenses into various funds which we continue to do every year so in addition we have the projected ongoing savings notice the 2.3 million not the 2.6 million we've adjusted for the energy performance lease the total non-discretionary increases are 3.4 million and the total discretionary increase is 15.6 million so we have a total budget deficit of 10.9 million dollars so how are we going to balance the budget for that 10.9 million dollar deficit let me let me if i may just ask quickly on the top so ongoing available available from budget balance carryforward so from we're showing 29.9 million although we already said dr sanchez that that might flux depending on bills coming in that's largely from the grants the sdsu grant yes right although we do want to maintain our policy says that we want to maintain we're targeting around 11 million a year right four percent that's right though it's about 11 million okay so we're we're slightly above that but that's mostly one-time money correct except for 5.8 of that we believe is an ongoing ongoing funds that we could sustain and we would see sustained from different for diff from different transfers or different as well as we've realized as well as turnover and vacancy savings yes yes okay okay thank you okay so sorry to go back to so our total budgetary deficit was 10 10. nine million dollars yes okay so how are we going to fund that yes so um remember that we've already considered the 5.8 million it's part of that whole budgetary grid that we've already done so i'm not we're not adding that again and then note the one time so instead of 29.9 i now have 24.1 because we're using 5.8 of it considering that ongoing okay so then in addition the reallocation of mno expenses to other funds we do this annually we expect to realize another three million dollars and then finally the increase in classroom site fund contribution if you remember originally we were going to do a two percent ongoing but because classroom siteman came in so favorably at 708 dollars per student we were able to come back to the very next board meeting and make a recommendation that we believe that we can sustain easily another percent increase and so that increased the classroom site fund contribution to 7 million so you can see with those on the ongoing column there's 10 million dollars available on the one-time column there's 24.9 million dollars available so the deficit the deficit's 10.9 million dollars so we have 10 million dollars of ongoing against a 10.9 million dollar ongoing deficit hundred thousand dollars that would have to be funded from the drawdown of fund balance nine hundred thousand dollars out of a fund balance of nearly 25 million dollars is a very sustainable amount especially given that we expect the governor's budget to be the most conservative that we would see for fiscal 2023 also is it possible that as we spend through the year and we are careful in our spending that we could realize that about that 900 million dollars at the end of the year 900 000 yes 900 sorry 900 900 million is a lot 900 000 you know say we allocated x amount of dollars for something and then that money came in less so we would have that little bit of savings over the balance of the entire year we could possibly come up with that 900 well that's correct in addition we're making making a recommendation or an assumption that we're going to lose 400 students well if we lose only 200 we've already won yeah so there's still so many things that are moving with possibilities in the future and also this the student counts in the current year are not done as i indicated they're being recalculated and the final is not done until about the 15th of july okay the reduction in teachers due to 400 student loss how would that be determined so right now the otm team is is allocating out fte based upon the student enrollment going into next year so if the enrollment is there they're going to allocate out the fte if it's if it's not there they will allocate out less and there is no layoff of any personnel yes we have ongoing regular um attrition that easily accounts for that 20 ft you bet so go ahead um jackie thank you uh we've got the average teacher salary here as proposed by governor ducey's 20 by 2020.
⚗ AI-reconstructed · cite from original above
this is the same grid that's on the cover of the budget you can see that we have the estimated average teacher salary of 2023 for the budget year of 63 average teacher salary of 22 which is the current year prior year in this budget the increase total is estimated at 65.71 that percentage increase is 11.48 the salary in fy 2018 was 4676 making the total increase of 36.44 again these are estimated numbers we will be scrutinizing these numbers and presenting again with the adopted budget and then again once uh throughout the year can you tell me what the percentage increase is if we don't include the recruitment and retention stipends that we've paid i can't tell you off the top of my head however we'll bring it back and go through those details with you um when we do the adopted budget presentation that just yeah because this is one-time money that may not happen again i would like to just that's correct ongoing increase would be that's correct that's correct in addition please know that we are just adding the pay increases to the 57228 we are not considering the fact that we've already had attrition of our most high our highest paid teachers that would have our average salary go up not down so we will present another estimate to you probably at the adopted budget but also expect that in our revision that's in december or january that is when the average salary will be computed more accurately to reflect the population of teachers in gilbert public schools next year and also looking we're calculating the increase since fy 2018 so that is basically five years ago correct so it's a 36 percent increase over five years correct not over the three years that's correct go right ahead all right next up is the fy 2023 proposed unrestricted capital budget capacity and here we have fy 22 adopted versus 22 revised number three versus fy 2023 proposed the daa or district additional assistance formula brings us to 15.6 million dollars for fy 2023.
⚗ AI-reconstructed · cite from original above
last year fy 2022 was the first year that we were fully funded so there was no daa adjustment or reduction the textbook allocation is highlighted on this grid the eight hundred and seven thousand dollars is included in the fifteen point six million uh we were doing that so that we could show the reduction and the textbook allocation uh we will clean that up moving forward since we are now fully funded the budget balance carry forward in our unrestricted capital is 28.4 million that includes the 20 million dollar transfer interest earned we're estimating at 20 uh we i'm sure that it will be higher than that since we've got more money in there and then again the transfer from mno brings us to forty four point one five eight an increase of one point six million dollars from revised number three fy22 this shows the fy 2023 unrestricted capital preliminary budget allocations these numbers are in millions or percent you can see starting at the top is athletics at about noon and then we have on the 8.98 million dollars in contingency and then circling around the pie we've got operations about 5.55 million allocated or earmarked for the schools rather and then teaching and learning technology other at the top is other departmental needs keep in mind that technology operations and teaching and learning although they they are a big slice of the pie those are not departmental budgets necessarily they support the all the schools and departments district-wide so could you maybe give us an example of teaching and learning or technology absolutely so technology supports all of the software district-wide so our visions financial software our infinite campus our student reporting software they also purchase including in that included in the 4.42 million dollars is 2.5 million dollars that will be allocated in 23 for laptops and chrome chromebook refresh district-wide teaching and learning purchases curriculum a lot of software for students and operations of course sorry good operations of course um district-wide uh capital needs as needed across our schools yeah and what's what's give me some examples the contingency is just um something that we're holding that's used to be spent but we don't have a request or knowledge of of what the needs are out there at this time to know how to allocate it out keep in mind that under teaching and learning also includes the the gifted curriculum adoption as well as the planned traditional school math curriculum so every year dr newman presents to us an unrestricted capital request that includes those new curriculum curriculum adoptions because we're trying to catch up on those as well but we can't do them all at once we would kill our teachers and then please keep in mind this does not include the 20 million dollars held in reserves in our capital so keep in mind that that 20 million dollars we are holding in reserve not knowing whether we'll need it in mno or an unrestricted capital we moved it into unrestricted capital due to the fact that it's a one-time money and a one-time fund and unrestricted capital is eligible to receive interest earnings so we felt that was the a good reason to to make that transfer any questions on capital before we move on we're still going to talk about capital but we're going to talk about fy22 capital spend so we have some examples of fy 22 unrestricted capital spend here um so we wanted to to kind of highlight where this where the money was spent in fy 22 so we have 3.2 million in adopted curriculum school-based instructional furniture and equipment some classroom furniture there of 1.4 library furniture of 1.2 athletic equipment and uniforms half a million dollars vehicles and equipment marquis and library books and media and then district-wide technology and operations again 4.3 million remember this is this is fy 22 spend and this some of this includes encumbrance this is not this does not encompass all capital spend we have about 16 million dollars spent and encumbered but we wanted to highlight some of the some of the spend um and show you that it was a lot of it occurred at the school level and then we have some picture slides to highlight those purchases so we have some library furniture at our elementary schools [Applause] some flexible seating areas scoreboards at our high schools i do want to mention that one of the librarians sent us pictures of their new library furniture and i really appreciated seeing that that was really awesome so it's impressive yeah weight rooms are one junior high in high school high schools football helmets and pads have been purchased white fleet vehicles and equipment our white fleet vehicles are quite old we had a forklift in the warehouse that was purchased i think in the 80s and it was becoming a safety issue so we were able to order a new forklift and marquise and then before we leave that i wanted to make sure that you all knew that the last six marquis are on the budget for replacement in 2023 and we've um jason and his team has already begun the process of getting those completed that will catch us up on all the marquees and then in addition the the curriculum spend remember that you approved an english language arts adoption as well as the mandarin adoption in last month i think and all those purchases have been encumbered in the current year much of it will not be received before june 30 but then we will just roll over the purchase order but just wanted to make sure that you knew that we are the spend reflects what you all have approved during the school year and i just want to comment about burke's marquee because i've watched theirs they used to have the put the ladder up put the letters on and it's one of the last elementary ones to be replaced so it was not as safe as these electronic marquis but i will kind of miss them so anyway all right moving on to fy 2023 other fund budgets these are found on page six of the budget forms federal fund budgets um are based on approved allocations uh we've talked a lot about sr3 that is currently allocated and and being spent epu or education plus up will be spent in fy 2023 and the 100th day grant you'll be asked later to approve some flexible site substitutes and we are going to use those 100 day funds for those employees other fund budgets in the budget forms are estimated at this point we do not know what the ending balances are as we still have three months to pay bills and close it out any questions on those so again as mentioned before there's lots of risks and there's lots of opportunities in this budget not least of which is the fact that we don't have an approved budget for 2023 from the state legislature yet we are committed of course to update you as quickly as possible and to get another revised budget completed uh as soon as we know what the final dollars are and then again we could lose more than 400 students or less so there are both risks and opportunities associated with that and then the budget balance carry forward again is an estimate as always over the last three years we have been making decisions to maximize that as much as possible maintenance and operations and understated capital are still two of our most flexible funds so having additional resources available in those funds increases our flexibility given the unknown of the future miss fitz i just wanted to say when we say assume a loss of 400 students it's not like we just passively say that or think that that's something to just you know well okay what do we do about it it's something that we actively are working on on every campus we're working to retain students we're working to invite new students enroll in these students we're working to offer programs that will be appealing to students but mostly to take care of our students best way that we can and to let our community know that we have outstanding teachers you know programs and that we're actively working to keep our numbers and to keep you know to keep the students that we have here and to do what we can to make sure that they have a great a great experience and learn and have that opportunity so absolutely so as always we present to you an estimated tax rate grid and please to see we have made very minimal changes basically on the primary we've just decreased the primary tax rate to reflect the decrease in the qualifying tax rate that the legislature has already approved we have that qtr and so then we've also looked at our m o override you can see that it did increase a little bit but our class b bonds were expecting to decrease as we continue to pay off the older debt and so very very conservatively we are showing nearly a 12 cent decrease in the tax rate and we believe that this is going to be a greater decrease we do not have information such as what is our cash balance in our debt service fund right now which all plays a significant role in that tax rate calculation that will be completed hopefully we'll have a better idea on the adopted budget and then it will be finalized in mid-july and the new tax rate will be reflected in that first budget revision as soon as we get more information so we have nothing further this budget does not require your approval but it does require your signatures during the action items um you'll be asked to approve a public hearing and an advertisement for the adopted right yeah so remember that we're proposing so we have to advertise for 10 days before you can approve the adopted budget and that will be the end of june yes the 21st of june right okay thank you board members thank you for all the work well done well done thank you all right at this point we will adjourn our work study and reconvene okay i'm gonna start this meeting and call the order at six o'clock and um on the do we have any questions on the agenda um i have to i'm going to make a um i'm going to chain do i need a motion knit to it yes you do okay i'm in a motion to make a change to her agenda i'm going to do i want to take 9.1 and 9.2 and put it after 8.9 before we go into exactly you guys don't have to stay i'll second all in favor aye aye aye anybody on the phone yeah okay motion carries four to zero and are we going to note that mr ray is not here okay four to zero all right let's go ahead and do the pledge [Music] again okay um any questions on the meeting minutes okay i i i quit question the corrections that i had i assume they're all okay okay so i'm gonna make a motion to approve the meeting minutes i'll second um all in favor hi hi hi aye motion carries four to zero okay um let's see superintendent celebration and recognition uh thank you madam president it's a couple things state budget if you're seeing anything on the state budget right now it is starting to move not extremely fast there's a little bit of gamesmanship going on and it may take another two weeks before that that budget gets done there was a budget you may hear some stuff in the news about a budget that was pushed yesterday i would just say that would be an ultra conservative budget and so you have the ultra conservative budget that was pushed last year last week then you have a proposal out there from aaa which i would say is the ultra liberal budget and so now the negotiations will be to try to get somewhere in the middle so i still think that a lot of the conversation that's taking place and some of the conversations that we've had about the numbers and what they're going to be uh we'll get there it may be a a little bit less that'll be a little bit more uh it just depends on on how the negotiation goes and so you're still looking at a significant increase to the base support level the most important part about that increase to the base support level is it does mean that it's a little harder to get at when it comes to cut time and you're gonna get annual inflation now just remember the annual inflation for our budgets is no more than two percent it can be less than two percent but it can't be more than two percent i just tell you that because the increase um when you come to for example the minimum wage increase that's the consumer price index and so right now that inflation is running at somewhere in a neighborhood of 8.9 percent so when you see what's going to be the increase for classified staff in january it could be upwards of seven or eight percent uh off the 1280 so the 1280 could go as high as as 1380 or 1390 so that's a significant increase um so we don't know what that impact's going to be but so even if we get a massive increase to the base support level uh we're still running at a deficit just because we're getting two percent when other factors that we have to deal with are coming at eight or nine percent there will be more than likely uh a poverty weight or an opportunity weight which would mean more money would go into those uh schools that have higher rates of poverty you'll probably see an additional increase to special education weight we just don't fund uh what it takes to really educate those kids so those are two positives there will be something with cte whether it's formula or grant funded i think people are still arguing over that piece um you'll possibly get some additional one-time monies for district digital assistance or or capital items but there's also a real big push to put inflation in the da right now we do not get inflation so it's a set amount that stays forever um that's not a significant increase overall given that it's that's factored off a two percent not eight percent uh number uh but it would be nice that over you know annually at least you're going to get some sort of increase for capital programs and then there is still discussions about how to fix the aggregate expenditure limit uh prop 123 and prop 301 if they don't fix those um then giving us all this money we may not be able to spend uh whether it's a short time fixer or a long-term fix that's part of the negotiations too so we'll just have to see now there's going to be some other things in there because the governor has his pet projects relative to k-12 obviously he's pushing some bigger issues water and some other things like that but so this will not be all of k-12 and we'll just see how the negotiations go you'd like to think it moved faster but it could be mid-june meaning the 25th 26th 27th 28th against the deadline yeah and we will do a budget presentation on the 20th at a retreat but know that the the forms that have been released by ade represent a zero percent increase because um technically speaking the state hasn't approved even a two percent increase so um we will be doing our budget proposal and then we'll be adopting in july and then we'll have to come back in august or september with a budget revision just because um the now that we know what the true increase is we're gonna have to modify uh the numbers so so that's more than likely what's gonna happen maybe something miracle happens and and we can make something by the 20th but but i don't hold out hope on that so we would look at a budget revision basically in in august or possibly september so i meant to look at this before i came to the meeting and i forgot was is it senator boyer who was looking at some kind of a grand design to fight up close to there's what's happening with that well that that's part of the problem um uh not to get too far into the weeds but let's just say that the senator is not one of the most popular senators down there and his compadre and the democratic side is not one of the most popular senators down there either so it's how do you get to the middle ground which i just said you had far left and far right so the middle ground is somewhere in where he was at so how do you craft something that they don't get credit for but ultimately they get credit for it because they're the ones that are that put out the idea so that's part of the wrangling that's taking place right now is how do we give somebody credit without giving them credit but there's nowhere else to go but the middle and so how do we get somewhere to the middle so that's the issue that's really down there so trying to get everybody on the same page is getting difficult for that reason i didn't let you know that once again the district uh was uh uh awarded by a health airs on the worksites program uh the platinum award which is our uh the highest award this is the second year in a row we've gotten the highest award for a healthy arizona or from healthy arizona worksite programs it's statewide and it helps to look at employees or excuse me employers in arizona and what they do for training and technical assistance tools resources to design implement and evaluate worksite and you're really looking at efforts of our health and wellness committee and what we do throughout the year to help our employees maintain a healthy workplace there's copper silver gold and platinum levels and for the last two years we've been at the platinum level we will be receiving recognition uh with an award on next week on the 14th but again it's it's just through the hard work of dr duplessis and the health health and wellness committee that we get that uh that award so we're appreciative of that we also had an audit recently on non-criminal justice compliance on it basically looking to see from arizona department of public safety our integrity their integrity unit taking a look to see are we doing everything we are supposed to do in terms of users and and ensure that the agencies who use criminal history records so when we hire someone we have to check on their background are we doing it are we doing it properly are we going through the state and federal laws fbi regulations national crime prevention and privacy compact guidelines and as part of their audit they found there were no findings and so we were recognized for our policies and procedures and practices and that we are doing everything we're supposed to be doing so again thanks to uh hr for that we continue to work on enrollment uh with kayla and just some numbers that if you have questions she can probably answer better than i can but the general enrollment campaign we totaled over a thousand students 1060 students that were enrolled if you really want to translate that into a dollar amount that ends up being over 5.8 million dollars our virtual kinder roundup campaign we had 30 students enrolled through that program the crm process that we've talked about in the past just is a way for our schools to reach out to our families more more quickly and capture them and they're not waiting around to come in and so again on 30 students you're seeing it at a dollar value 137 000.

if we have to do it good morning and welcome it is my pleasure uh as mr belinda the principal of brookfield high school to be here for the first ceremony like this of its kind very excited for the spanish and french national honor society induction this morning i was slated in the program to say the pledge of allegiance uh which was already taken care of so i don't have to do that mrs holly suggested i sing the star spangled banner nobody would want that so i'm just i would like to express my gratitude and congratulations the students both the current members and the soon to be inductees will be members very shortly uh and to mrs mack and mr davia for all the work they put in to make this a little more special occasion uh then typically was done at an awards ceremony i think this is an important opportunity uh and a great honor and so we're giving it to time in importance today so with that i'll turn it over to dr helen hey good morning my name is dr holly and i'm the curriculum specialist for the world language and english to speakers of other languages departments and welcome to our first french and spanish honor society induction ceremony congratulations to all the inductees and their families and it is with tremendous gratitude that i would like to acknowledge the following people for making this ceremony possible mr melanda mr labia and mrs mack mrs colavito miss whiting mrs dark angelo mrs hofkroff the entire world language team current fhs and shs student members and last and certainly not least our families thank you all for your acknowledgement support of the immense value of linguistic and cultural diversity it is now my pleasure to introduce rachel tang who will be the first student leading the student-led induction activities for the french honor society thank you [Applause] so the aim of the brookfield high school chapter of the french honor society shall be to stimulate interest in the study of french to promote high standards of scholarship to reward scholastic achievements to create enthusiasm for and an understanding of francophone cultures and to promote international function and now we'll have samia for the shs [Applause] hi so the mission of brookfield high school spanish honors society is to support the study of the spanish language spread the love for the spanish language and culture to the entire bhs community and help our spanish-speaking english learners integrate into our community and next catherine will be saying some french quotes [Applause] okay so i was just supposed to pick a french quote that meant something and just like explain it [Music] the english translation is other things can change us but we start an end like family we all started in the same class together and we've all moved on to fhs and maybe we all end up in different places but we all start together so it's like we're family now julia's going to do the spanish quote [Applause] hi i'll be reading a poem it's called [Music] is thank you [Applause] hi so um this year we have a centaurus survey to all members of fhs and shs society members and 18 percent of our french under society members and so we learned that out of the spanish students there are uh sorry guys and students have uh sales and a total of five languages so there are many different languages that our students speak we have french spanish portuguese mandarin asl german and russian so our members responded we've traveled to more than 20 countries including brazil spanish or croatia and italy and outside of the classroom eighty percent of the members plan to use their language at work sixty percent in education ninety percent when traveling um fifty percent 15 in sports um and 15 with friends [Applause] okay so in that same survey students responded that they hope to use their languages in education medicine field of science law government art finance and accounting engineering psychology and social work business and international relations so that what that really is showing is the why applicability of this stuff this is not just a niche thing for people to say this could this can change the prospects or someone's future both on a personal level um and also on a level of getting income you know for example there's a lot of organizations if you're going through um you know for international cooperation the pan-american societies is spanish is the legal franc region so we also had a section where people were allowed to talk about their favorite phrase or word language in that translation um so someone said which in englishman's early hands that's uh thanks to cinderella for um you know that's the kind of the the model of the language lab you know as in you know have your hands without your phone or anything like that um and then this word that doesn't exist vocabulary it's simplified to missing someone but it encompasses a deep longing for the personal place that's an interesting concept of talking about um how language can also increase your vocabulary not just giving you a synonym but also in creating concepts that you've never had in your culture or language um and the final one in spanish is used to say what a small world but the literal translation is the world is a hatred so although you know that sounds strange to us but you know um it's the same thing you know it's iranian cats and dogs it's just an arbitrary wave that we speak we're all accustomed to as being the dorm and so through studying other cultures and other languages we can expand our horizons of what is culturally normal and you know realize how much of our culture is very interesting you know arbitrary titles [Applause] [Music] so hi i'm amy mack and i'm a french teacher and the french honor society advisor and it is my pleasure to pronounce to invite the new members of the fhs app to receive a certificate of associated francaise brookfield [Music] [Applause] alexa gattner alyssa eaton shyly kosaraju olivia montalto rion patel [Applause] bob saraj [Applause] [Music] hello hi everybody i'm mr davida i'm a science teacher here at the high school and uh the advice of the spanish on our society so i want to congratulate congratulations and i want to present you now with your certificate so i'm going to call you up here and present you with a certificate of induction fatima abdullah [Applause] if [Applause] me honey foreign now [Music] chloe morales [Applause] adam leaves [Applause] sean [Applause] isabella ortiz [Music] cassidy money gotham [Applause] yes [Applause] thank you very much everybody congratulations to all the new members and thank you for participating in this ceremony [Applause] okay that concludes our honors uh language society's induction ceremony thank you um would everyone please stand for the pledges [Music] under god indivisible with liberty and justice [Music] lauren daley here bridgette guertin here julie mariano here ralph [Music] and now we have a few recognitions we'd like to do i'll turn it over so good evening everyone so we have a lot of exciting recognitions to discuss this evening sorry to break up the smiles with good noise in the front row class so i want to start off with a couple of weeks ago we had a magnificent evening recognizing our teacher of the years here in the district at broadview middle school a couple weeks ago and one of the teachers that was honored that night number one we are appreciative of all of the contributions that all of our teachers made not to mention all of the nominees from every school look for all of their contributions for the 21-22 school year so i'm just gonna pause for a moment on that one you guys can applaud if you like it and she informed me invite our teacher of the year um person awardee uh this evening i want to ask dr casemiro to speak a little bit about the process that was involved in selecting the teacher of the year before i announced the microphone so the criteria and the characteristics for the teacher of the year so here's part of the rubric that was used um when selecting um some of the very fine educators from across the district and then ultimately the one that rose to the top of the pile so the teacher of the year candidate is an expert in their education field they hold themselves to high standards and they create achievable fair and growth oriented expectations for students they have a vision for success that reflects an unwavering relief in students ability to thrive and in the areas that they influence academic and opportunity gaps are eliminated or substantially narrowed these were especially instrumental in this last year the teacher of the year candidate is innovative in building meaningful relationships with colleagues students families and communicate within communities they communicate with all stakeholders a clear compelling impactful manner that creates a culture of respect achievement and wellness in order to establish a safe and thriving learning environment a teacher of the year candidate communicates in a way that is engaging inspiring and impactful can motivate a child to retain other educators into the profession they express a strong desire and capability to speak on behalf of all educators and they present themselves in a professional confident and appealing manner they speak with passion that is energizing and empowering and they communicate in a manner that connects and resonates with others and so um with that the work of these teachers and ultimately the teacher of the year really transcends the classroom their department leaders they are influential in their schools the district they're most often well known in the community and these are books that will ultimately be a prime representative at the state level and thank you dr casper and with that i would like to announce and please help me in welcoming up miss emily lopez from rogers middle school so thank you very much i put together just a short speech because i i'm not a public speaker so i just want to thank all of you the board and the entire cabinet for the honor of being named dan mary's 2022 teacher of the year i am truly grateful for the administrators teachers paraprofessionals and the amazing students i work with at rogers park i've had the privilege of working with esl students for many years and with that comes many challenges but also many rewards i will never forget a parent teacher conference over zoom last year during the pandemic the student was a true role model in class completing all the assignments and even coming to office hours to check if the assignments were done correctly or if he was missing anything during the conference i asked mom what is your secret and she said simply i show him love that's all i can do i don't speak english and that she says and that says it all if we show students love and connect with them they will flourish i feel this award is not just a recognition of me but the recognition of my school rogers park i believe i am only receiving this award because i work alongside incredible individuals miss elita and all the administrators and teachers that really care about kids and work really hard to help kids be the best so thank you again for this opportunity to represent the teachers and i would like to take a picture with you because dr zelita pushed this out the way [Applause] hmm oh so the good news continues in regards to recognition and i'd like to just share with the audience you can hold your applause we have several names to mention but this the mentioning of the names is about folks who have made a commitment to this district i did not do the math but it's a lot of years wouldn't date anyone in the audience collectively but but i i've had the opportunity to work with several of the folks who are retiring this evening in my short time here i can't thank all of you enough for everything you've done for this district whether you're supporting schools leading schools teaching in schools we truly appreciate your service to this to the school district and for our school community and then this evening of course we have a small token for your appreciation but really your appreciation has been shown by our parents and our kids over the years and years of you served in a school district and we we that comments be limited to three minutes the public may offer objective comments of school operations and programs that concern them the board will not permit any expression of personal complaints or defamatory comments about board of education personnel and students nor against any person connected with the danbury public school system the first person i have signed up lori woodruff good evening um my name is laurie woodruff and i am a fourth grade teacher at ais math at school that i used to take my glasses off so i can say glasses are for far away um i'm typically one of the quiet ones i don't say too much and i find much comfort in working behind the scenes i am usually terrified of speaking in front of people tonight however i am coming forward because i am heartbroken and i am angry that matt calvinist was not selected as our next principal my voice and my wonderful colleagues behind me should be very important in this decision and we were clearly not heard we are the ones who are there every day working side by side with mr calvinis as our leader we see the challenges and successes of our students every day and know the needs of our students and families for the past four years matt has served as our unofficial unpaid assistant principal prior to that he was our previous principal's right-hand man he has always had a leadership role in our school and has earned the respect of his colleagues parents and students when our principal left in march to take on another role in the district mr calvinis stepped in as interim principal and made the transition seamless after already having established a good rapport with our upper elementary students he quickly made his presence known to the students in the lower grades and in what was a very short time knew every student in the school by name mr cavanese has worked tirelessly over the years to build confidence and a strong rapport with our students and families he has found a way to communicate particularly well with our esl families they trust him they respond to him they respect him he has built that rapport with every family he has come in contact with and has helped create a climate of diversity engagement and trust this year the focus has been on nurturing social emotional learning with our students transitioning back into school after covid has not been easy for anyone with everything that our students families and staff have been through over the past two years is taking our principal matt calvin is away really the best thing haven't our students been through enough haven't our families been through enough haven't we the staff been through enough is that really going to help our students with their social emotional well-being mr calvinist's work ethic is unmatched he has earned the right to be our principal he has already hit the ground running he is our person he is the leader that will promote a successful climate and culture he has the successful formula that our community needs although we have been instructed that this decision will not be reversed i am asking you to revamp the hiring process to include hiring from within and listening to the stakeholders who work directly every day with our administrators thank you [Applause] uh before i talk about uh mr alves i do want to express my deep disappointment that juanita harris was not selected to be part of this body twice apparently this rock star has been passed out and then is deeply troubling um when i heard that mr calvinist um had not been uh selected as principal of ais i was shocked and i truly literally did not believe this clearly something had gone wrong because if the hiring committee knew what mr calvinist uh how competently he has led ais during before and after the pandemic hiring him would have been a no-brainer mr calvinist has basically served as principal or co-principal of ais with mr roach prior to the pandemic he was our he was a go-to for parents teachers and administrators it was a central part of keeping ais the school that it is during the pandemic he upped his game he was a constant problem solver for the school in a way that was well outside of his role as a teacher and yet he did it with grace and dedication he was a daily point of contact for families and teachers and he acted as the hub of ais and kept us all sane currently ais has been lucky enough to have mr c acting as principal uh when i heard that mr roach would be stepping away i like nearly every single parent in this school took this in stride we did not flinch because we knew that mr mr calvinist had earned our trust and our respect over and over and over and over again and then came the news that mr c would not be us continuing his principle and frankly i was curious why on earth with this person who has stabilized our school twice not be selected why would the hiring committee create yet another unnecessary transition after a hellacious pandemic for kids parents and teachers when a rock star had been doing this job and proven himself already and why if at another school was an internal person hired as principals sparing that school of an unnecessary transition and not ais not only has this decision rocked the vast majority of ais families it has sadly impacted the morale of staff and of staff and teachers this district is lucky to have mr calvinist again he is an absolute rock star and you know what happens when we use up our rock stars and throw them away and we don't elevate them when they have earned it they leave [Music] and i can't say and i can say that you could just get one uh some more sentences i can say that ais deserves mr mr calvinist and uh mr culminates deserves ais i don't know if the district does anymore i hope he stays on and i am going to ask regardless of contracts that this gets fixed and somehow mr calvinist is hired as principal at ais thank you [Applause] hi my name is janice anderson i'm here on behalf of a lot of angry parents and while all could not make it tonight i'll express the same regret and not being able to attend knowing that mr companies would be there for them were they in his place well i've not worked in the school system i have been a manager for more than 20 years and i know an exceptional employee when i see one and mr kelly's is just that he is exceptional he always steps up he's always there he does far more than that and his thanks is being passed over for a second time well i could stomach it after dr guptowski left i was able to chalk it up to being green as a principal that's no longer the case now he has the experience he's done so much for the school i'm honestly just disgusted to put it bluntly i'm really trying to understand what flaming circus hoop he needed to jump through to be chosen i just don't understand he's earned this position there's sweat and unpaid labor i ask you to reconsider this decision it's had a catastrophic effect on morale not just for the teachers and employees of ais but for parents who chose aliens as their school what is this teaching our kids reach for the stars become teacher of the year and they get passed over for a promotion you've earned it's really unacceptable i'm pleased i ask you to reconsider do whatever you can it's just this is not fair to the kids thank you good evening board members superintendent halston fellow teachers students and families i t not like to talk in front of grown-ups although i sing and dance in my classroom my name is julie moore and i'm currently a fifth grade teacher at ais i've had the pleasure to work at both miller ridge primary and ellsworth avenue school as well tonight i have decided to speak on behalf of the teachers of the district who would like to have a voice in the hiring of administrators for the future of danbury denver public schools board of education and administration has continued to ask teachers to do more every single year since i began teaching in 2001 and every year teachers do it this year like no other we have been asked to do more with less less people to move the students of danbury who are living through a pandemic and every day teachers do it at ais and all danbury public schools there is not a second an extra set of hands and we continue to move students forward with less and this year we were down staff from the beginning at ais and then our administrator who we adore was moved to a new position and mr calvinist was asked to take over as interim principal he continued to plan support and train numerous teachers to take over for his fourth grade class while also being the principal he seamlessly slid into the position after having been chris roach's right hand man he has been willing to take on these responsibilities as they have been given to them as the same experience as any assistant principal would have had most elementary schools in danbury don't have an element i don't have an assistant principal or leadership based positions this makes getting experience before moving into the position of administration very difficult when hiring the permanent position for principal for ais when it began in may the process was not handled as it had been in previous years when replacing dr natowski a committee was chosen by the staff to represent the whole school not just a few areas the staff was asked what they wanted to see in a new principle and how we could continue to make ais the incredible place for students to grow and educators to work together this year's process seemed russian unprofessional and to be honest i was under the impression that the interview was a formality for these reasons i decided to speak out so no other candidate nor school will feel the shock and disappointment from the lack of protocol and hiring it is in my hope in the future that this will change for the administration and will set forth protocol for hiring our students parents and staff deserve that going forward [Music] [Applause] good evening and thank you for your attention we have a lot of eis parents who aren't very happy um i am an ais parent i've been there eight years i have served on the board for seven years as a pto president for three years i worked very closely with just about every teacher there prior to the pandemic when my 40 hours of free work at that school declined my heart rate is literally 131 i'm a triathlete very physically fit my heart rate's usually 50.

i am a clinical director and clinical consultant at caio um so today we are going to be talking about our top three strategies for navigating challenging behaviors um so i'm going to go ahead and share my screen and that way we can get started on our our presentation for today alrighty okay like i mentioned we are going to go over top three strategies to navigating challenging behaviors and this can be applied both in homes and also in our school settings this is going to be our agenda for today first we are going to go to how go into how we define behaviors or a behavior then we'll discuss how to identify functions of a behavior or behaviors meaning how can we identify why a behavior is occurring then we'll go into those three strategies for navigating challenging behaviors so how to reduce those challenging unwanted behaviors and then lastly we will go into questions and answers feel free to ask questions in the chat as we go i will stop and look and answer questions throughout the presentation or if you like to hold off to the very end either way is fine with me okay so before we go into our presentation um this is who we are and what we do so kyo is a team of over 800 professionals in behavioral health ranging from behavior analysts down to program supervisors our behavior therapists who implement the direct therapy and then our admin staff we provide a variety of different services including aba therapy in-home and centers and also via telehealth we provide parent training behavioral consultation and school and community shadow support so we are kind of in all the different types of settings and communities uh this is where we serve we serve in uh major metro areas in over 10 plus states across the united states um if you like to look into more of our services feel free to take a look at this link i'll be sending a copy of this training presentation to kevin to share with you all okay so now going into our presentation i'm determining the function of a behavior so what is the behavior trying to tell us um and when i talk about behavior this doesn't just mean you know inappropriate behaviors or unwanted behaviors but it also can mean those could mean um they're talking about those appropriate behaviors however in this training we're probably going to go more into inappropriate behaviors so there are four main functions of behaviors um the way that it's been really helpful to remember the four functions is through this acronym eats e-a-t-s e is for escape avoidance a is attention from others t is tangible meaning getting access to tangibles like things activities environments and s is sensory self-soothing now we'll go into detail about each four function and what they mean and what they look like so first going into escape avoidance this is when a behavior occurs because a child wants to get away from something or someone so this can be delaying or postponing a demand a non-preferred task maybe a non-preferred person or even a non-preferred setting maybe it can be homework bad time if bath time is not preferred maybe seeing a specific teacher or a specific adult anything that we do to get to avoid or escape that would be escape avoidance so here's an example of escape avoidance behavior we have a dad maybe um asking their child to go for a walk and let's assume going for a walk is non-preferred the child says no and flops on the floor uh once dad sees that the behavior of flopping in vocal protests the dad then says fine we'll just go back home inside we won't go for a walk so as you can see the child has learned that every time they vocally protest and flop to the ground when a non-preferred activity is presented like going for a walk they now know they don't have to go on a walk and that demand is removed our second function is attention from others this is when a behavior occurs because a child is trying to gain social attention or a reaction from a person or people this can be familiar people like family members teachers but it could also come from um strangers so maybe someone on a sidewalk um maybe a an acquaintance um just a random person this social attention can be positive or negative so positive meaning cuddles um maybe giving a loving like a lot of tension like cuddles hugs and so forth or negative meaning reprimands being yelled at punishment maybe time out those kind of things um so for this example we have a mom that picks the phone to make a call as soon as my mom picks up the phone the child starts crying mama the mom quickly hangs up the phone and says yes love so here the child has learned that every time mom makes a phone call and that attention is diverted from them um they cry mom then provides that attention to the child and again feel free to ask any questions in the chat if you have any as we go through the presentation our third function is tangibles so access to tangibles this can be again items it can be activities or environments this behavior occurs because a child is trying to get physically trying to physically get access to something they want or need like an item or activity and this can this is most likely something that is preferred uh motivating and they want this item so in this example the sibling is playing with a toy so maybe we have an older sibling playing with a toy the younger sibling then pulls the sibling's hair pull the hair and then older sister or brother drops a toy and runs off crying now the younger sibling has a toy so the youngest sibling has learned that if i pull my big sister or brother's hair they let go of the toy then i get what i want uh one common example that i see often is maybe around electronics um maybe it's time to go to bed and turn off electronics and no more screen time maybe your child starts to scream cry and then you just give them the ipad and that kind of stops the crying so now the child has learned that i can engage in the screaming behavior in order to get access to that tablet or that preferred item our fourth function is sensory so sensory is when a behavior occurs because the behavior is internally pleasing to the child in some way this can be due to any one or maybe five multiple over five senses like sight smell hearing taste or touch um not only can i be self soothing like internally pleasing but we can also be engaging in sensory behaviors to remove an unpleasant feeling so in this example we have a parent baby just going about their day maybe they're working preparing dinner um getting the evening the evening settled and then the child starts biting their nails or rocking back and forth so the child biting their nails or walking back back and forth has nothing to do with the parent or the caregiver it's just a behavior that they are doing that is self suiting themselves in the classroom maybe you see a student um tapping their foot on the floor or maybe they're tapping the table and that could be that it's self-soothing providing some sort of sensory input for them um an example of removing an unpleasant sensory feeling or internal feeling could be a child may be wearing noise cancelling headphones because maybe the sound like loud sudden noises startle them so putting on those cancelling headphones could remove that loud noise from them okay so now that we know what the four functions of behavior behaviors are and why it's occurring what now what do we do how do we teach new skills or how do we reduce these challenging behaviors um so these are our top three behavior strategies that will help reduce those challenging behaviors regardless of the functions of those four functions of behaviors and they're pretty effective for not if not all of those functions so our first one is um choices we'll go over what choices are then we'll go into the pre-mac principle and then our token system the number one choices this is my ultimate favorite um so choices enhance a personal a person's quality of life we're providing that buy-in for the individual but also increasing that motivation so instead of giving the child one option for everything we're giving them choices of what they can do and what they can use material wise so i'll go into a few different examples of choices um i use choices pretty often with my my nephew also with the clients that i work with the students that i work with it's pretty effective for for all of them so examples of choices lunchtime maybe um for lunch you know we give two choices of food options do you want an apple for lunch or do you want a banana and that way they have the buy-in of what they want to eat maybe a writing task do you want to start off with your sentences or do you want to start off with say a word scramble uh worksheet so give them an option of what they want to do first or even math tasks do you want to do two problems or do you want to do five problems and that way again they have the say in um that choice but they still have to complete the work um also transitions so maybe you're transitioning from a preferred to non-preferred activity but giving them two options if not preferred hey after we finish um playing with bubbles do you want to go inside and do uh math or do you want to do science or even breaking it down do you want to do um do you want to do counseling or do you want to do identifying letters whatever it is so again you're giving the child a say as to what they want to do our second uh strategy is called the premack principle also known as grandma's law uh the pre-med principle states that making the opportunity to engage in a high probably probability behavior contingent on the low occurrence of a low frequency behavior will function as a reinforcement but low frequency behavior that is a mouthful however what it means is that we want to be able to reinforce our our child or the student for engaging in a more difficult um more difficult task and give them something fun to play with after so you might use the statements first you do this and then you do that or if you do this then you get that um so in this example we say first do homework which is that more difficult task then we can go play and that play is that more reinforcing motivating task so they know that if they do this more difficult task reinforcement is to follow sometimes we just assume that our students or our children just know that you know hey you do homework then you know by finishing it that is reinforcing yes it might be to us however um our students and children might just need that extra push of having of knowing what their reinforcement is afterwards um a couple other examples are you know first we wash hands and then we can go outside or first we wash hands and then we have our lunch maybe lunch is reinforcing here are a few other examples so when you have finished your math worksheets you can read a book so assuming that math worksheets are a little bit more difficult and then reading is a preferred task our second second example is first writing a journal then you can have free play and lastly first you finish your dinner then you may watch tv again always that first activity or first task is always that non-preferred or more difficult task and that then is always that reinforcer token system so this is our third effective strategy um also one of my other favorites it's a system in which an individual earns tokens for targeted behaviors once the individual has collected a predetermined number of tokens they can trade those in for an item or an activity they desire so you might see this as a point system a class point system um maybe a star jar or marble jar can be just marking tallies on a piece of paper but essentially you are reinforcing the child after they engage in a certain number of behaviors and then they can exchange those those points or those tokens for an external reinforcer like you know a prize in a price box maybe extra free play they get maybe an extra break and so forth these are some examples of our token system so they can be super simple or you can make them as elaborate um as you want them to be one thing that i like to really consider are the the child's preferred activity so if i have a client or student that enjoys let's say paw patrol i might incorporate paw patrol into that token board um because maybe stars don't have any kind of positive association to them but they see paw patrol like oh i get five little puppies on there then i get um you know a prize in the price box if you're maybe working with older students and maybe 16 of stars or maybe just marbles in a jar you can make it as simple as you want it to be so before we go into questions and answers um i kind of want to hear from our um if you all feel comfortable sharing any experiences that you may have had using token systems or maybe even first and then and also maybe choices maybe students or with children that you have if you feel comfortable sharing so i think there's a couple folks that join a little bit late we'll reiterate um if you have any questions you want to speak you can either put your information in the chat box or you can use the raise your hand feature and i'll let you ask your question or share your input i'm also going to put the sign-in sheet in the chat box one more time if you haven't signed in please sign in so we have a good accounting of who um attended our training so yeah please use the raise your hand feature if you want to share an experience or an example or ask any questions about what we've covered so far awesome and i see bill here says that his son uses a point system at school and banks points to buy rewards from a menu yeah i absolutely love that um you can also one thing that it's not mentioning here but you can also kind of delay or kind of time how um when you want your child or your student to earn that reinforcer so maybe you know it's they you know at the end of the day once they heard hit a certain number of points or tokens then they get that reinforcement throughout the day or maybe they kind of store those points and at the end of the week they can earn something larger like a pizza party um or a larger you know toy or some sort so you can either do it short term or kind of push it to long term it really depends on the child's ability to be able to wait um for longer periods of time if it's something that's relatively new then we do suggest kind of using that short term token system and then eventually working up to a longer term where they can wait a few days or a week or so great thank you for sharing bill has anyone ever used choices or first and then statements or even boards i see a question here see i have a question here from elena but i'm not sure if i quite understand this um i'm gonna let her try to speak yeah of course elaine are you able to are you there yes sorry but i i i miss some works so my question is for consistent example it's just in case have the children have a behavior problem or what is the difference between a behavior problem or stress or engaging what is it what is the next step for eating identify is behavioral or mental health support so that's his question yeah that's a great question so i think the first step is um you know getting maybe an input from the child's pediatrician or other professionals as well um because if it is something that is contributing to more of mental health maybe some psychological aspect um i wouldn't say aba or behavioral tactics alone would be effective they may also be you know in addition to maybe cognitive behavioral therapy or other types of psychological therapies in addition to behavioral tactics may be more effective so i think that if you're concerned if it's whether it's behavioral or a mixture of behavioral and mental health um definitely consulting with other professionals like a pediatrician teachers school psychologist or counselor and kind of taking those next steps from there i hope they answer your question then just from like the school perspective for me i think there sometimes is a lot of overlap right mental health stress anxiety and and some of these challenging behaviors they they can definitely interact right so i think those suggestions that eva suggested um if you're seeing these things both at home and at school your iep team should be supporting you with the the school behaviors and potentially helping like align between what's happening at school and in home um but it's it's not a super clear like this is one thing this is another thing right so i think really having clear support systems knowing kind of what's happening on the medical and kind of physiological side of things is really important um as well as knowing kind of again what works and what doesn't work for your specific student so yeah thank you um i see another question um from michelle what is your strategy for aggressive behavior great question so what i would first go to um regardless of what other what kind of behavior it is but whether it's aggression maybe tantrum or what have you um first you want to identify that function of the behavior so if we go back let's see here we want to figure out why the child is engaging in aggression so maybe looking at past occurrences or maybe even going forward future occurrences and seeing okay is is this child engaging in aggression because they want to escape or avoid something or is it because they want to get attention or remove attention get attention remove some from someone um or is it because they want to get access to an object or item or is it sensory so once you first identify the function of that behavior then you can implement um actually all three of these strategies would be effective um but having that key piece of identifying the function will help you um kind of pinpoint why it's happening um so michelle if you have maybe any if you want to share um if you think maybe it's one of those four functions we can see how we can apply um the strategies to um that aggressive behavior you might be seeing but yes so first you want to identify that function of behavior and then go from there however all three strategies that we talked about today are effective for these four functions of course no problem okay so i'm gonna go back down here i know that this was a pretty uh a little shorter presentation but any additional questions or even comments or feedback that any of you may have regarding personal experiences with students or children that you work with um elena wants to ask another question bring her back go ahead elena i thank you so for example and um i know how very hard my my son only have a speech uh this is the ip is very low so for for exam one time say i'm sorry i i feeling very stressed i know i don't want to do this i don't want to do this so i hate i have direction for my son but other times is very uh for example in the pandemic i think it's very hard for funding the new um the new the school for example is a new for uh check the new uh friends everything so what is the other i don't know i think for mothers working very hard for i don't know other supports in the school or more i don't know more guys for [Music] a live stress maybe tips something yeah i'm not sure if i quite understand um the question um it's only for for example i you know the the iep is very different each person right for example my my son have very only have i not have any disabilities the any bad disabilities for example another another person or their friends have different disabilities in my case i can work directly with my my my son but okay you tell me have a stretch you tell me have a lot of confusion for new friends and in school in person for my question is what support you have for other students you know can eat a lot and talk a lot for expression you know so what is the next step for help directly in the students but maybe mom i she helped you for no can extend while you express you're feeling expressed directly with mom this is what my no questions is more support maybe in the other this different disabilities maybe or tips for yeah i'm not quite sure um i think i don't know if kevin if you have more of a clearance around this and how um others with different disabilities might get additional support at school but i think it definitely depends on the evaluation and the assessments that they might conduct but i'm not maybe having to be a little bit more to add on to that yeah um elena if um you want to send me a chat in the chat box um directly to me with your information i can kind of connect you with with whoever your um right person is um so that we can kind of figure out what's going on in the school side there's a little couple details that we want to kind of find out what's going on more okay yeah thank you thank you also helpful i send the information thank you of course we have a question from lucia um i think this is for you eva uh just like what is your like what services do you guys provide at kyo and what does that look like and how do referrals happen i don't know if you want to speak to that yeah of course um so yes so refer so it depends on a couple things so um what you want to do is i can also actually pull up a link here so we provide in home and also community-based applied behavior analysis therapy um also we provide support in school schools as well but if you are looking for services you can contact our intake department in which you will be connected to and take specialists and um they will give you kind of like a rundown as to what the intake and assessment process looks like um typically it does require a a diagnostic report from like a psychologist or diagnosing physician like a pediatrician um then recommending epa services and then we go through an assessment with a behavior analyst and then if our behavior analysts does see that um that based on their findings at 88 would it be would be appropriate for your child um then they would submit a request to the insurance for direct therapy i am going to link see i will put a link in the chat and if you go here you can set up a phone call um a phone appointment with an enrollment specialist in english or in spanish and to follow um with lucia's question which assurances do we take um so we do uh accept a variety of different insurances i don't have off the top of my head which ones we accept but we do accept a lot of different ones um it depends on the subgroup and the network that you have but during the phone appointment um the enrollment specialist can see if possibly if your insurance is covered or if we cover your insurance um and they can go from there and then i see another another comment here so the behavior sometimes is getting better the next week instantly turns very bad and why is this happen so yes this can definitely happen it's pretty common um most of the time so one day you see that this behavior is getting better maybe you see a decrease in that challenging behavior but all of a sudden the next day or next week it's like uh came back again this can be due to a variety of different factors one of the main reasons would probably be that seeing if those strategies you're implementing are consistent maybe not just with you but with across all the adults that this person is coming into contact with so going back to okay is are maybe caregivers are they all consistent with these expectations or is one caregiver reinforcing this inappropriate behavior if we find that there's some inconsistency that definitely can kind of then um give that child big signals of like oh okay with one person let's say this aggression is getting reinforced but with these other people it's not and even if it's just getting reinforced by one person um that can kind of continue that behavior to occur so it doesn't have to kind of happen every day it can stop and then all of a sudden if the child learns oh hey this worked with uncle billy um i'm gonna try it again so as long as you guys are consistent as much as possible then you will also see that behavior decrease consistently of course there are other factors like environmental factors that could contribute to that maybe changes in enviro schedules routines and even physiological factors like illness lack of sleep so taking all those into consideration but definitely consistency is key thank you for your question i thought i saw a question in the q a but he lost it there [Music] i took care of it oh thank you any other questions comments concerns feedback
