you have 440 so kind of in the middle so that you can see that then the very last one is all the 2a because your enrollment would match a 2a school district typically so every 2a school in the whole state is also listed there on the very last page and obviously you don't have you're not in there because you don't have a classification in that but but it's easy for you to reference any questions or comments about this [Music] i'm going to continue before we go too much further uh because of the position i'm in i am i get to i get a lot of information from other districts and i am also doing two other superintendent searches and i uh republic county is a week ahead of you and originally that was by design because you were a week behind when your superintendent search came up because you may be getting similar candidates i would suggest to this board that you allow me to make your deadline for application go from june 23rd to the 16th which is the exact same day that date's not important to you really but if you would do that there there's some rationale behind that is now i have the next time i would meet with you would be june 28th which means some other districts have already heard from me a week in advance and you may have similar candidates so i'm recommending that i would meet with you on june 20 as opposed to june 28th and if we can't make the 20th work i'm sorry because that's the only date i'm available to come visit with you which then means if you are fortunate to have candidates for interviews you would probably want to interview them that same week that another district is which would be the 21st through whatever i hope you understand my rationale i i think it's to your advantage if you're able to do that that makes sense to me so it would be the 20th that i would be able to that i would see you next okay now i guess the worst case scenario would be you don't have any candidates i would probably call mr shear meyer and say you don't have any candidates there's no reason for me to come unless you want me to say what do we need to do now or i might say you had two and i honestly can't recommend any of you so it'd be a waste of your time to interview them but i'll be happy to come and talk to you about them but it's always your decision whether i recommend them or not but i'll plan on being here the 20th unless there's no candidates and you say i still want you to come because we need to get together and talk about next course of action i would recommend to you that you still uh have your conversations with potential interim candidates uh we've talked about that before so that you have a backup plan if uh we fortuna unfortunately would not get a suitable candidate to interview that you have a backup plan i will this evening or first thing tomorrow change the posting on our website from june 23rd to june 16th as the deadline and uh there's not been anybody reach out to me at this particular point if there would have been i would reach out to them just to make sure they knew that we were changing the deadline okay thank you for that i appreciate that the next thing we need to talk about and these are if we would have interview candidates is how you wish to go about that there are interview questions that you need identified there's usually a process that i would have you go through but it takes a little bit of time and not just tonight it would take you maybe uh three to five days to look through them and then send them to the point of view but diane probably and she would collate them i took the liberty of bringing we always recommend 21 questions so that would be three questions from each board member so it's pretty even it's a two to two and a half hour interview i have requested two districts that have already gone through this process earlier in the year to send me the 21 questions their board chose that doesn't mean you'll like them you might want to look at the 90 that are in the back of your manual and choose the 21.

so for those of you who voted in favor thank you so much because that's what we're doing as well as counseling programs so a huge huge thanks to our community for that support and for allowing us to establish a very solid foundation for our children i also um want to echo something that jocelyn mentioned in terms of safety we have been talking a lot around some of the safeguards that we're still needing and um what i went through was nothing in comparison to mr doug klein's hands and administrative assistant eduardo brazil both of them were the the first staff who responded to the incident in the hillview library both of them are uh heroes for me they didn't even think about the shooting they just ran to make sure that our kids were safe so thank you mr klein's hands thank you eduardo for your selfless commitment to make sure all of our kids are safe um definitely going back to the drawing board and trying to figure out what are some other ways that we need to implement and tweak what we have right now and and keep our students safe that is our number one priority um and finally um wanted to congratulate those people who are in the next stage of their lives and are retiring from alum rock i want to thank them for their many many years of service of all of the things that they have been able to do for our students and for um for the kinds of skills and commitment that made our district a wonderful place to be i'm not gonna say happy summer yet because we have one more meeting at the end of this month thank you uh board president all right uh compliments from members of the board thank you mr president well i wanted to say uh been quite uh quite a uh eventful month here uh i wanted to say that uh you know uh kudos to uh normal flores and jesus arahu for uh parent university in may uh we you know i had a great time there and got to speak to the parents uh it was a beautiful thing to introduce our children to golfing opportunities at rancho de pueblo golf course and also to teach our parents how to navigate the public education system and also to have to to break our expected attendance i i was told we were expecting 200 but we ended up around 450 parents so thank you to uh all the parents who came it shows your commitment to your uh child's education and also uh uh you know your your uh continued faith in alan rock schools uh you know as uh mr spacek uh mentioned in public comment yes i had the great pleasure of attending the uh alum rock jazz fundraiser at mount pleasant it's a beautiful sight to see uh you know what a difference our dedication to a well-rounded education makes uh great opportunities for our students to uh pursue uh their passions and you know a fruitful career in the performing arts uh so i i want to thank uh our alum rock jazz band our music teachers danielle finnen our visual and performing arts coordinator uh and the friends of alum rock jazz for helping that to make that happen uh have the great pleasure visiting uh adelante one at allante ii a painter and shepherd middle school uh it was great to [Music] see our that our what is it dual language immersion programs are doing well i at adelante i got to see a fifth grader prepare for her uh was it uh seo of by literacy uh exam and i think she hid it out of the park uh you know she should do well uh you know me down the road on the advanced placement exam in spanish uh you know and i'm also uh glad to have the opportunity to read read to our vietnamese dual immersion students at painter all three of the classes and uh very happy to hear that they are expanding into the second grade so what you know we're once again providing uh expanded opportunities uh for the alum rock community um i wanted to commend principal kleinhenz and his administrative assistant eduardo for uh their actions uh you know with the hillville library incident uh you know thank you for your thank you both of them for their bravery and dedication to our children uh you know uh in this day and age we you know we don't it's you know uh all i can say that is uh beyond beyond the call of duty for any school administrator i mean it is you know it's very sad that uh the incident happened but you know i you know we we should all be proud that uh you know we have uh principles like mr klein hands and dedicated uh administrative assistants like edvara on hand for our kids so uh you know i i want to express my gratitude for that uh congratulations to all our graduating eighth graders i know that i had the opportunity to farewell them when i visited shepherd and i got to go see the aptitude at goss uh graduation but to uh but i wanted to also say to to shepherd to ocala renaissance at fisher renaissance of madison and uh hubbard uh congratulations uh best of luck as you move on to high school and let's see here i had the opportunity to speak to some of our retirees today and i wanted to congratulate our retiring teachers our retiring classified staff on a uh you know career well done thank you so much for your contributions uh you know and you know i wish you the uh all the best in the next chapter of your lives and also to special uh you know appreciation to assistant superintendent renee sanchez who will be leaving us thank you so much for your many years of service to our district you will you will be missed and i i i know because you you accompanied me on quite a few of those school visits during the past year so uh my my full tour of the district would not have been possible without your help so uh you know on one final note a big thank you to to all of alamo for for supporting measure i uh your your your continued investment and faith in our district means that uh our district can continue to continue to do what it has done for the last 90 years which is to educate the child and to provide opportunity for children in alum rock in the east side of san jose so i thank all our you know all our residents for for your your support so with that thank you so much mr president remember thank you um first of all start with the lowest and hopefully end it on a good note um as we know you know what happened in valdez texas and other schools before that um was heartbreaking heartbreaking for everybody regardless of how you know you were connected um and then to have um unfortunately a shooting not directly related to one of our schools you know at the hillbilly library but still again impacted our community um immensely um continues you know it's kind of like when the the wound is barely healing it's like another one right um and so i mean as as a as a parent first and foremost um as a community member and as a trustee um you know it's like what we i'm like what can i do now right to like make an impact and to and to do something about it and i mean there's only so much we can do and there's so much we can do so um as a community member we're going to be gathering at the hillview library on saturday at 9 30 um just inviting um you know all the community uh will be out there um and there is a flyer going around some of you may have seen it um but it's eastside san jose families demand action um it will be there like i said at hillbilly library and it'll be centered on community healing we demand an end to gun violence our kids deserve deserve safe schools libraries parks and neighborhoods join us in peace bring sidewalk chalk and other art materials and be ready to reclaim public space um so i hope to see you all there on saturday um and then also and um i had talked to um trustee began about this um we have received we were provided a template from the california latino school board association i want to thank jorge pacheco the president for sending that to us um and i'm working on uh drafting the result of resolution for our specific district um using that template um in creating and drafting a resolution in support of school safety and protecting our children and staff um so i will be i didn't have it in time for this meeting you know we have deadlines and so um dr bauer you should be seeing that for the next um board meeting that we have coming up at the end of june um and that's just you know bare minimum right there's just so much to do uh but i agree um you know we must um do more do more um whatever that is and so bringing it to our um most recent and present um congratulations um to our staff um who worked so hard um a measure i um i want to thank all of the donors who donated whether it was a dollar to a thousand dollars i mean i know um you know we had um a lot of support um and so i mean from the volunteers that came to do phone banking uh maria you know all the names that were mentioned um thank you so much um and then last but not least to all of our students who are promoting this year to high school thank you so much you know for your commitment i think of your sixth grade you know i think of your pandemic um the pandemic time and having to help your little brother or sister log on while your teacher's calling your name and you know having to deal with it all while your parents are yelling at you while you why you haven't finished your chores and you did it so congratulations to each and every one of you who finished her eighth grade and are now going on to high school um to the parents and families um and to our staff you know most importantly who prepared our eighth graders to um go on to eighth grade i'm sorry to high school um and beyond so congratulations to you all um and to everybody um who is ending this year on a grade um you know from tk to kinder and throughout you all did a great you know congratulations on ending this year and promoting to that next year whatever that is um keep up the good work and um you know as your trustee i'll continue to do my best um in serving you uh and the rest of the families here at ellen rock thank you any other board members wishing to provide their comments uh we'll remember about them thank you president keep that i'll keep my comments short in the interest of time um and to not repeat a lot of what has already been said by my colleagues but i will repeat one thing um because it is so big i mean it's a little bit early but i think we're able to at this point um you know be happy about the results of uh measure i um i want to thank also uh ms martinez and tom fu specifically i was able to be um you know pretty involved initially with that effort um and i saw firsthand the very strategic precise um effective work that those two specifically did but also all of the people that put in their efforts and made the calls all of our teachers that supported we all know the impact the positive impact that these millions of dollars are going to have on our children and you know i so i thank my colleagues also who were supportive of it and those of us who were not directly outspoken against the measure um you know i want to thank us for understanding the impact of this um and then you know recognizing we all have our own opinions and that's fine but um i'm you know i think those of us that supported it and i also um want to just briefly touch on a um a press release that we just uh received information of um dr byro this week it's okay to talk about it right that you sent the the email about the press release okay i just want to make sure so um this is pretty significant in terms of all the work that we're doing um with this you know moving forward and all these different strategic areas and you know it's been some would say a kind of a rough four to six year period with different things that have gone on in the district and all of the work that we as a community have put in to turn this ship around and we continue it seems like there may be some people who don't um who don't really align with this phrase but i like the phrase of how we are changing the narrative of alan rock because the narrative previously and even to this day is quite often a negative one that you know alan rock can't you know do this they can't do that um you know the media has all these questions and and the public which is all fine but to me those things are not you are often not an accurate representation of the true narrative of this district and i continue to be proud that we as a board we as alam rock staff we as our community can point to the real objective data and results of the work that we're all doing and that we've been doing for the past four years so one of those things the result of a lot of that work is you know our credit rating which impacts a lot of what we're able to do as a district and how we're able to bring resources and fix things in schools and all those things and so we were in the in the past four years or so we were at at one point um i'm looking at a thing here negative credit rating the word negative is this for us and at this point because of the work that we've done mr chang cloveras team and all of this district team the hard work of grinding through those things that we've needed to do to fix things because of that we are now at an a1 rating with aa1 rating with moody's which is the second from the top and one of the things that's you know holding us back from that is enrollment so obviously that's something we're still working on but you know we know that's something that that's a reality for us but you know short of that a lot of the work that we've been doing with regard to the responsibility of our fiscal management is shown black and white in a press release if anybody wants to see it from moody's i invite all of the um you know vlogs and blogs and newspapers to write an article about alum rock um going to an aa1 predator rating because that's the true narrative of alum rock we are you know a district who is resilient a district who acknowledges our challenges and and you know has sometimes difficult discussions and conversations in an effort to move forward and it's shown um with these kinds of outcomes so thank you everyone for what we've done and we continue to move forward and strive for that top rating so thank you remember travis um i want to thank the parents and the students and the families for all the work that they do and and they have been doing especially through all these challenges and keep working with your teachers and the administration and the district and we appreciate you all being here thank you i want to thank the public for your support measure i password zelda strong so that initially the conversations were held with people who are very wise and were attempting to give us very good advice um i told them the community believes in omar community has been there for alumni and uh you know it happened and so very much appreciative of the public who stood by on rock and has given us the resources that we need to continue to move forward uh in particular as has been mentioned i think it's well worth it to mention again uh many martina stepped up and took on the leadership of this committee taking on that huge challenge uh that involves four and a half million dollars that are very very very important to uh to fulfilling the mission of this district is important specifically want to recognize her as well as tom foo who stepped up and became the treasurer but in particular maria out of her own resources because as has been mentioned um there were people who gave but you know it was a struggle this is a straight-up grassroots operation uh community led by teachers by administrators and just different people that stepped up and supported uh in their individual capacities and i want to thank each and every one of them from my distance i was able to observe what they were doing very grateful for the support uh that you provided so thank you very much for that um with regard to parent university i was super excited to go to uh rancho la pueblo it was very very great to see the amazing turnout uh the kids were pumped uh as they were being trained in uh golf a lot of uh you know kids from the neighborhood uh being exposed to this very strange game where you hit a little ball that stays there by that stays there yet you have to position yourself a certain way to make sure that it flies in the right direction it was really cool to see that happen as the kids were in the driving range or putting i took on a little guy those ones like four years old or three years old and man he was amazing at uh putting uh really telling me a thing or two um and so it's very exciting to be there to see the excitement uh there's a lot of conversation about getting rid of eventually that it was not needed in the east side and i'm glad to see that by the outpouring by the uh engagement of these kids their parents it's clear that that is needed it's an open space it's a facility that is very very much needed in the east side to expose kids to this uh this is a sport that um sometimes is a tool uh to rise up and uh and climb up the ranks in whatever position that they're they're looking to to to move up in and so thank you to the uh to normal photos our team everyone who was out there to set it up it was a massive undertaking by different uh people from throughout the district um the fir the folks from first tee they were very very supportive and very pumped up about the the entire event so uh thank you to each and everyone who made it happen very excited to go to several promotions i wish i could be at every single one but sometimes they overlap sometimes that you know they're taking place during times where i have to be here at this meeting and so um nevertheless it's uh very very uh intoxicating to be there and and feeling the energy that's coming out for the the kids the parents the excitement uh i truly uh enjoy going to each and every one of these promotions by seeing these uh bright faces and uh the you know the excitement they have for the next step in their academic career i'm very very glad to see them off with a firm handshake sometimes it's not too firm then we've got some of these kids coming really exciting that's really cool very exciting um jazz band uh had an amazing concert uh where there was uh you know our kids showcasing their skills um really really excellent event excellent event well put on thank you to all the volunteers that make it happen and continue to um move the alumni jazz forward you uh go out there raising the resources uh to make this happen i'm very appreciative of alan rock and the support that oliver provides for our music programs for visual and performing arts i want to reiterate that we are one of the few districts that still provides music support to comprehensive education many other educational institutions in particular some of our privately operated competitors have done away with everything or if they do have it they charge a fee in our situation we provide those that as part of their academic experience here at alum rock very grateful for that with regard to school safety some of the concerns have been raised and i think that the concerns are those that i i hold as well every morning when i drop off my kids i'm now i'm going to think what many other parents throughout their countries are thinking and it's a sad reality that we are in this state not in the state of california but i mean in this situation that we find ourselves in where parents are having to um get swaps to go identify their kids and i know that it's rough and it's but it needs to be talked about because it's hitting too much and um the same thing continues and continues and continues and so for those who've raised the concerns i hear you because it's my kids that i'm having to leave up to school and be concerned now more than ever because of what's been happening and so rest assured that the administration is going to move forward to determine that each and every site has the ability to be properly locked that we have to the best of our abilities within our means are going to continue to work to ensure that we can provide a safe learning environment for each and every one of our children i know that dr bauer is in constant communication with san jose pd um in that uh we are i know my children's school just recently before the tragic incidents in texas as well as at fisher um went through a a a um a drill uh the ones that pd advises us as we go through them uh it's a new reality that we are now having a brace for and prepare for constantly i know that school teachers did not go and didn't come out of their education program trained to have defend for their life and i want to thank each and every one of our staff and the selflessness demonstrated by those of our staff such as principal doug langhansen and who selflessly ran uh to the site to look after our kids thank you for that thank you very very much appreciate your putting the safety of our kids before your own um with that said i the full expectation i am assuming that the entire board agrees is that the administration is going to double down their efforts to ensure that all of our sites have the ability to be secured from the inside those are my comments all right um moving on to fighting item 5.01 we have a staff presentation on the 2022 2023 alcap do we have any comments from the public at this point with regard to the presentation at this point i see no request for public comment all right dr bauer can you identify the staff yes sandra garcia is going to be presenting for us tonight for president oops good evening everyone let me make sure i'm set here okay so good evening uh board president quintero superintendent dr bauer board members and community i'm sandra garcia and in my role as director of state and federal programs i will be presenting a draft of the el cap this evening for 2022 2023 first just a little bit of information that i've shared in the past just so that everybody is on aware of what needs to be done in terms of adoption of the lcat we're required to hold at least one public hearing to solicit recommendations and comments from the public at the same meeting we are to hold a public hearing um for the lea budget and budget overview for parents and then at a subsequent meeting we will bring the final draft of the lcap to the board for adoption as well as the 2021 um yeah the 2021 2022 annual update the 20 22 23 lcap federal addendum and the lcap uh 2022-2023 um budget overview for parents at the same meeting as the late budget as well you've seen this timeline in other presentations just as a reminder of what we've done in terms of preparing and developing the lcap throughout the year and we are now here at the public hearing in june we will bring it back to the board on june 23rd for adoption and submit to the santa clara county office of ed by july 1st this lcap draft includes the annual update for 2020 for this current year 2021 2022 um the supplement to the annual update which uh you saw um i believe in january we brought that to the board uh for approval but it's part of the the draft uh results of the annual measure measurable outcomes the four out cap goals the actions and services with the budget allocation and the budget overview for parents at this time we are working with the county office of ed um at the same time so that we can bring you a final copy that is approvable at the county level as well so we've been making little tweaks here and there but nothing um you know drastic that changes the content of the elk just wanted to make sure that everyone knows this is the draft so the goals are for the 2022-23 elf cap if you remember we developed a three-year lcap last school year the goals remain the same the first goal is around our instructional programming for students the second goal is deals with the annual progress for english learners the third goal is the support provided to students families to provide a positive and engaging learning environment and then the fourth goal is the strengthening relationships engagement by all educational partners or stakeholders as we've known them in the past this um chart i brought to you um the last board update and i just wanted to share it one more time as a reminder of the overall considerations um that are based on the input shared by our various educational partners and a few of notes are that i want to point out are the school day intervention support for students that was something across different educational partner groups that was brought up the need for intervention during the school day for our students another one was the expansion of enrichment offerings in particular more sports at the elementary level more enrichment opportunities in stem robotics you know different types of art opportunities that our different partners want to see for our children and the third is additional mental health services for students and families including counselors of course and the training for staff and parents that is so important in that area and then the fourth is behavior support for students additional behavior support for students so as i mentioned earlier the budget overview for parents is one of the pieces that is um important in the um approval process for the elf cap and i just wanted to share the three slides that you will see in the budget overview for parents and these charts are meant to provide an overall view for parents of the funding that goes into the lcac so this chart is just uh the budget overview of the district um and you know in here you'll see the local control funding formula here which is 108 000 that's what we'll receive our district receives total and lcf funds but 24 721 is other state funds and then we also receive federal funds so in this 108 thousand um it's broken up in 83 000 of other lcf funds but the low the supplemental concentration dollars are 25 million 120 100 h this is generated by enrollment of high needs students the foster youth the english learners and the low-income students this chart here shows um the that allen rock will spend 150 million on general fund expenditures next school year um but the total budget expenditures in the elk cup are 124 million so the difference here what is not included in the lcap would be federal local and state funding that are specific to restricted purposes and also the general fund operating costs to pay teacher salaries and transportation utilities special ed costs and things of that sort and then this is prior year increased our improved services for high needs students our district received 22 million 74 860 and we spent so we spent more than we were actually um needing to spend for our high needs students we spent 26 million 439 619 last school year so that's a little bit on the charts that i just wanted to share with you on the budget overview and then i'll go a little bit into highlights um for each of the goals and then what is in the proposed goal for this next school year so um the highlights for goal 1 which is the instructional program component of our elf cat just a couple of things that i really want to point out are that we did serve over 458 students this year in our independent studies program so we're able to keep 458 students connected and learning this year via that independent studies program um to date i think we still have about 280 students about in that program but overall 458 benefit from that we tried out a new um online pd platform this year i was very successful with our teachers we had 70 of our teachers that participated in uh thrive which is the online pe platform in terms of our fast bridge data as you know we weren't able to take the expect test last school year but we did monitor progress of our students and we have 36 percent of our students honorable grade level ela and 35 on or above in math um on the fast bridge um assessment benchmarks um one thing i did want to point out was that we had a 25 increase on a test that is given to only our dual language students to monitor uh their progress as they [Music] transition over to the learning of english and our 43 of our students in second grade in our dual language programs scored three or above in reading language arts which again is an increase from last school year um and then a 100 percent of our foster youth received additional support services um whether it was school supplies transportation support counseling services we were able to provide additional support to 100 of them this year and our early learning department uh provided a leadership program for principals supported by the new teachers center and this is all on early learning so next year um we are going to continue a lot of the actions and services that we currently are providing so i'm not going to go over every one of them but i do want to point out that we do have more support for induction and new teacher support written into uh goal one uh intervention support for students um as was mentioned earlier is as a priority for many of our partners and also extended learning opportunities including enrichment opportunities for our students and terms of goal 2 which is around our english learners some of the highlights that i want to point out is that one of our goals is to increase the number of students that receive the pathway to buy literacy award in fifth and eighth grade and we did increase that by three students this year so we'll continue working on ways to increase that number in the years to come we also were able to reclassify 175 students this school year compared to 50 students last year so that was a big increase and something we're all very proud of in terms of goal 2 will continue with a lot of the um important uh goals and actions and services that we know support our english learners in particular you know the extended day and summer programs that help our newcomers and long-term english learners and especially at our elementary schools those students that are at risk of becoming long-term english learners and then this one at the bottom where support for increased achievement of pathway to bi-literacy war and expansion of dual language opportunities so continue to look for ways on expanding the opportunity for more students okay in terms of goal three which is our um students feeling safe and welcome and supported um at their schools this one involves a lot of really important services um in terms of highlights i would say probably the biggest highlight in this goal is the opening of our new sel department this school year which as you heard earlier provided service to many of the students in our school district if you see bullet number two we were able to hire nine additional counselors that supported our elementary schools and with the expansion of these services all of our counselors together were able to serve 4 289 unduplicated students in our district so um half a little over half of our our district so that is a big accomplishment um and one of the biggest highlights in this goal that i wanted to point out um i also wanted to point out just as a uh this is a um something for us to to really look at next year and dig into a little more is um the survey item dealing with uh connectedness and students feelings of connectedness at school 67 percent of middle school and 78 percent of elementary school students reported feeling connected to school as we drill down only 48 percent of middle school and 57 percent of elementary schools say they feel close to people at school so definitely something that um i will be looking at as well as my colleagues on how we can continue to um to work in this area of school climate um in reducing incidence of bullying and increasing student attendance as well as working on the targeting services for chronically absent students at our schools those are two of the main ones that i wanted to point out as well as more how to expanding more in the area of social emotional learning and mental health wellness goal 4 is the engaging our stakeholders our educational partners in the work we do in our schools like providing that collaborative environment that is focused on student achievement this was probably one of the the areas that was very challenging this year and the reason was that we really didn't allow parents in person so we had to find other creative ways of involving parents and continuing to have meetings virtually and you know as the year went on we were able to to invite um small groups of parents back for smaller events like promotion ceremonies and things like that um but even so um virtually we had 220 parents participate in our virtual parent university in october and then most recently our family fun day which was in person in may we had 487 parents and students participate in this area as well we now have on-site vietnamese vietnamese interpretation services which has been a great addition to [Music] our state federal department in our district mr hui is busy every day supporting our vietnamese families and you know he just has a great way with them they've connected with him really well and you know they know they can depend on him for quality services at the schools and at meetings so that is a big highlight for me at least and then our sls coordinators and school community liaisons they partnered with several community support services to increase attendance at some parent events and just keep parents connected as much as possible to our schools and then for next year we'll continue with you know the same services that that we know are supportive of in our schools of course our community liaisons uh parent square still continues to be a great mode of communication for our parents um but also looking into other ways that we can increase communication with parents or and or encourage and support parents that are not connected through parent square to become connected on parent score looking at ways that we can offer hybrid model of in-person and virtual presentation series um you know depending on the parent you ask some prefer virtual a lot prefer in person but trying to figure out you know what what is what can we do that will involve the majority of our parents and that will be inclusive of of the needs of our families we'll continue to search for more vietnamese translation services and seek opportunities to continue to build leadership capacity in our parent leaders i wanted to mention these additional plans for support only because they may not be funded through lcap funds but they are they are support services that we do provide and will be providing um that are will be made available through our emergency covid funds and so i wanted to make sure that you know the community knows that we will be um focusing on providing school day intervention support as you heard earlier we have an interventionist position up for approval which again across the board teachers parents are you know union reps principals all support this and and want need this support at their school site and that will be funded through some of our emergency covert funds induction and teacher support which we know is needed for our new teachers additional behavior special support for students before and after school homework support and tutoring expansion of our after school programs to the nine-hour day and providing enrichment opportunities for students our universal pre-kindergarten and our of course our elementary school counselors which we've been hearing all along have been a great impact an addition to our schools so the next steps are el cap adoption on june 23rd and submit the lcap to the county office of bed for approval by july 1st thank you uh questions from the board we'll remember uh yeah first of all i'm wondering if it's possible just to see if there's any public comment just to um be able to i asked for public comment at the very beginning oh sorry i had to take a bio break okay perfect so then i will um go forth with the rest of my comment um so as all as always first of all thank you um for the report um and for keeping us you know up to date with what's going on there's so much work that gets put into you know into this that we we would not be able to keep track of what's going on without these kinds of reports so thank you for continuing to do that um i do have one i don't know i guess question or maybe request about the formatting of the report and so on the the last couple slides when it has each of the goal areas and and it's the highlights and then the proposed actions or or um yeah the proposed i wrote it down somewhere but um so i'm wondering in that highlight section if it's first of all i the things that are in there i love to see like specifically one of them was i think i saw it in several areas where you talked about um progress that has been made or improvement that's been made um that's very helpful to me and because i that shows me in those areas that that's a highlight that we're moving in that area um but i kind of then i start wondering if the word highlight is used as a just a generic term for bullet points as opposed to actual like um quantitative highlights because you know we obviously we're aware of our you know going back to academics and test scores and all that from earlier but you know what we had i think 36 percent um grade level ela and 35 in math and that's we have that in our highlights category and of you know again we know that's not a true indication 100 of every student but it's something and so i wonder you know why how how it is that we come to consider 36 and 35 uh percent to be highlights um and i would you know again back to what i saw in some other areas like if it said hey we went from 34 to 36 then i i that would be make a little more sense to me and the reason why i think it's great to see the successes that we're having it motivates us it energizes us it shows the community the great work that is being done but it also for me is important to see those areas of ongoing challenge or new challenges that pop up because then it's easier for me to connect those areas to the proposed actions or or services there it is so i i just um you know throw off i guess for consideration in terms of the formatting of that highlights area if maybe you know we could put some thought into how that's presented so that it shows those areas that are i guess for lack of a better term quantitatively highlights where we show growth or improvement or exceptionally well high numbers and then areas that i i would just call them maybe like ongoing challenges or continuing challenges or areas of focus where you know we know there's work to be done and we're and then it i at least can cross over the to the box on the side and see okay so we're having challenges in this area and here's three things we're doing to address those challenges so hoping that makes sense um but overall um you know it's always a very informative good report and that's just a little i guess food for thought that i throw out there so thank you miss garcia thank you appreciate that feedback remember travis thank you very much sandra garcia for the report i do um i would like to respectfully request if you if the board is going to receive the dates and the locations of the lcap meetings with the parents because i know before the copa that's the way it was done so is it going to be in person so we can actually hear what the uh parents have to say about some of the stuff i'm hoping that next year we can return to in person but the last two years have been via zoom okay and but the board will be updated on those dates so we could hear absolutely thank you next year correct you're talking about next year right okay yes other comments for the board um so i have two one in regards to the um meeting with the public you know we just gotta make sure that you know since it's to be coming to us as we know on the agenda um that you know we don't more than two of us are there or that you know we get that information ahead of time um anyways if you future just to make sure that we think about those things before we attend um things like that uh but in regards to um we will be getting the final one coming soon and my request is a little just more easier and if my peers are in agreement um instead of getting it printed again as a final if we can just have it available to us you know on board docs unless somebody requests it and if you know everybody else does then don't print one for me i want to save as many trees as we can i know it's a lot um a lot of work you know which reflects a lot of work center that you and the team has done so thank you so much um and you know thank you for doing your best to pull out right all of those details i mean everything is important in here uh but thank you for doing your best to pull out the things that you know you um highlighted for us um yeah i mean as we know we're we're all doing great work um and it just gets better and better so thank you for um highlighting um the outcomes the outcomes right which i mentioned earlier are important to me like where have we improved um and you know that will then set those goals for for the next year so thank you sandra and thank you for thinking beyond right like okay we're doing great um and you know how how can we um become better and so you know even in bringing in um you know and we'll be talking about it later in the in the meeting uh but even in bringing in additional staff you know to support um our students which also supports our staff right and even though you know the the language may you know need some editing here and there the idea as a whole is exactly as you know apparent for me um what we need you know in order to ensure that every child you know does well so um thank you for going above and beyond and and thinking about you know okay outside of the box right we've checked all those boxes but what else can we do so thank you for that and um that's it for me thank you thank you or vice president pump yes thank you mr president and thank you sandra for uh preparing this presentation uh for the war tonight i just wanted uh to say that uh you know in in tough times this is uh this shows growth i'm happy to read that we're you know we've more than tripled the number of students that are reclassified as english proficient you know with english being the the main language of business in this country uh you know the fact that we are able to increase our success rate with english learners uh means that our students have so much more opportunities to succeed in the future and also the second part is i wanted to uh note that uh you know uh you know it's a further commitment of this district to to do outreach to all its constituents by way of uh the expansion of um vietnamese translation that you mentioned and you mentioned you know the addition of uh mr qui as the uh as another vietnamese translator and i have the opportunity to meet him at parent university uh this past may and he did a wonderful job uh translating uh for the vietnamese parents that were there so uh you know uh despite you know despite all the hurdles that last year and this year has given us i'm glad that we we are we are seeing academic growth as well as uh the increase in our ability to reach uh all members of our community in this district so i i wanted to um express my gratitude to to everyone uh in this whole district for uh you know showing showing so much improvement despite uh very very challenging you know in spite of very challenging circumstances thank you for the comments um thank you for the work that you've done uh appreciate uh all the input that you uh get from um parents from everybody and for patient in a way that uh makes it makes us able to be able to keep track of what you have all the great things that are happening out there so thank you very much for that um all right uh this is a staff presentation there's no action on this item correct no all right thank you we're gonna go ahead and move on to item 5.02 a public hearing on the outcap i'll go ahead and open up the hearing right now at 8 18 and uh we'll go ahead and leave it open can you remind me dr bauer to close off public hearing at a reasonable time sometime before we adjourn well if you call you know public comment that will take care of the public hearing and you can close it right away all right that way we don't forget because we do have a budget item and it's a big deal so uh is there any comments on uh with regard to this public hearing on the outcap so any comments from members of the public please indicate by raising your hand yes mr board president at this time i see no request for public comment all right go ahead and close this uh hearing at 8 18 given that there's no public comment moving on to item 5.03 a staff presentation on the proposed uh budget for 2022-2023 barr can you guide us into this item i'm gonna turn it over to mr chang good evening can you hear me yes we can hear you okay thank you um good evening board president uh members of the board and superintendent dr bauer um tonight i'll be giving an overview of the proposed budget of fiscal year 2022 and 2023 and so with that some of the items that we'll be covering uh will be key assumptions uh which leads into the multi-year projection for the general fund and then lastly the statement of reserves the first assumption will go over our enrollment you may recall that we did a demographic study or update early this year which shows that in year 2223 uh we're projecting to serve 7 671 students in year 23 24 7 376 and then the year 24 25 7093 um the next sets of assumptions will be revenue uh we'll start off with the lcf and this is based on may revision so for the district's lcf um the assumption would be based on the the formula we will be based on a prior three-year rolling uh average ada um starting in year 2223 uh where the cola is 6.56 and then moving forward to 23 24 also using um the prior three-year rolling average ada and cola there in that year is 5.38 and then in year 24 25 again the three year rolling average 88 and the cola is projected to be 4.02 in that year for aptitude which is the district's dependent charter school uh charter school do not have the benefit on using the prior three year rolling average so um their calculations can be based on current year for all three years and this cola itself is the same that the district will be receiving other state revenue includes one-time discretionary fund and this is the first time that that governor newsom has proposed a one-time discretionary fund um in in his term as governor um and so with that uh the average per ada is one thousand five hundred and uh for adam rock itself um that equates to a little uh approximately 12 million dollars and then the other state component of the revenue is special education and with that um the base rate will be increasing from 715 to 820 per ada other local revenue includes parcel tax which we assume that um uh it was well it was gonna expire at the end of this fiscal year and as you heard some discussion earlier in this board meeting um that you know the the partial tax is tracking good um at this point and so when it's official um when it's official um that voters have approved then we'll be adding um the parcel tax revenue back in to the district's budget starting in year 2223 um and we'll be reporting that out in the next reporting cycle uh for federal revenue um you may recall that you know the districts has or will be receiving three rounds of esser esther one and two have been exhausted um esther three um will be utilized in year 2223 and 2324.

public employees discipline dismissal release reassignment on a motion by maria appara seconded by wilson so the board of trustees approved the following in accordance with a contract agreement between the apple valley unified district and napa valley unified teachers the board of trustees approved the recommendation of the superintendent and in the best interest of the district and employees to proceed with administrative transfer of employee number 8927 from phoenix academy to vanguard prep effective seven one twenty two on a vote of five oh okay that's it thank you dennis okay item three adoption of the agenda the board may approve the agenda as is or add or pull any items from consent agenda for discussion or action um do i have a motion to appreciate us first by maria second by dennis all in favor aye aye any opposed hearing then that'll be the order okay so what we have next is a recognition for apple valley unified school district family centers as recipients of the national assistance league operations school bill award and this will be presented by trenay and we all just took a tour in the back there so we're in it's all yours renee see magic thanks matt if i can have the board and cabinet um join me up here and if i can also have the family centers zyra cassandra and mariana as you're coming up i would like to just um talk a little bit about the family centers and this award operation school bell is the assistance league signature program chapters research specific needs of their local communities then develop and fund and implement programs that support children in need the goal is to help children succeed in school by providing new clothes health assistance including hearing vision and dental care and literacy they focus on cultural and higher education in richmond as well on may 2nd the apple valley unified school district family centers were presented with the assistance league's national operation school bell award national not local and i want to just keep pointing that out and so we were at spring valley lake i ran over um before something else that was happening and so i got mine that sits in the superintendent's office early that day but then these are the stars of the show right so [Applause] so um the national award is given um to honor those who through significant financial in-kind or service support have a direct power um powerful impact and positive impact on the operations school bell in the chapters community they acknowledge the leads of the family centers who go above and beyond and so from apple valley unified school district it's the service that they provide right um probably a lot of in-kind time that i don't really want to know about because they're always behind the scenes doing stuff um so here today is not the entire team but i'd like to read their names um so that you know who is out there doing this work karina ramirez is part of the equity in access um she is um clerical in the department currently but was previously a family center coordinator at yakaloma school zyra hall and [Applause] zyra is the coordinator of the family center at granite hills high school but um way involved in a lot of other things if there's service in the community that needs to be done she's often there with a group of kids supporting aurora martinez who is out of town currently is the coordinator [Applause] here at the esc cindy carasas is the coordinator and veronica gonzalez the former coordinator and now counselor at phoenix academy still serving pelra rios is the coordinator at yakuloma jacqueline tosado is the coordinator at sandia academy and mariana torres the director of equity and access who thought she was going to 18 years ago volunteer in our district for families right that's how we we get our people is they come to serve and they want to serve for free and then we say let us pay you to do this work so um she is the director of equity and access and without the um complete vision and support of her um none of this would be possible and and i know you did just get the tour of the food pantry and it is a highlight of this district so i'm going to finish with taking care and giving back the power of a generous heart that is what assistance league says right that's their one of their national mottos and then assistance leaks charitable programs rely on hands-on improve involvement by their volunteers and spring from their generous hearts and minds each innovative program is designed to meet specific needs of individual communities assistance leagues members volunteers have achieved true transformation in their communities and have helped make a better world possible we appreciate the dedication of the assistance league of victor valley as they have supported our children in this school district and the wonderful staff and of the family centers in abusd so i'm going to have them [Applause] no pressure thank you me all right go move on to discussion items we have a presentation on the elf cap from patch laws or assistant superintendent educational services thank you okay so i've got a you got a copy of this presentation there i'm going to try presenting from here i've been in the habit lately of presenting from the chair but i lean forward and i can't see you all and i don't know if you're having questions so i'll give this one a shot this is a presentation both on the lcap as is up for approval tonight or this afternoon but also our local indicators which must be by statute now presented at the same time the lcap has data that's presented at the cde and other measurable data the local indicators are things we measure only locally or we keep record of locally and it's up to us to determine whether or not we're making progress so a couple of things before we begin i'll just tell you there are five indicators apple valley unified school district has met the requirement in all five areas and i'll go through how that is determined remember the lcap process we are always in lcap process constantly examining data gathering information and input or surveys meeting with various community groups and staff we start to draft and present ideas both to the community groups the district advisory committee and dlac and to you and by april we get a consensus on our lcap draft we bring it to you twice typically three times i like to do a may presentation of just what the highlights are june for a public hearing which we did last thursday and then today for approval and then we'll uh submit it to the county i'll submit it tomorrow um we'll go back and forth over language and and uh just uh updates and if there's some significant changes it'll come back to you for a final approval and then by september they have to approve the whole thing and so that's the process we've become accustomed to in this current funding formula it matches roughly the budget cycle big ideas for today are these local indicators it's either met or not met those are your only two choices there's no percentages there's no numerical value you have one of two you can make one of two and i actually input these on our district dashboard i either say we met or did not meet the criteria and i'll highlight the fact that for the most part the criteria are simply to be transparent and report it is not that you have to hit a certain numerical data point you simply must self evaluate so um we'll go through those in just a moment these are the five areas um they're part of the eight state priority areas there are many sub priorities underneath these so for example basic conditions you're going to see a report on two or three different subcategories that fall under something called basics which is things like facilities qualified teachers and sufficient instructional materials so remember met means we've implemented a process to pay attention and report that data so priority one first the number or percentage of teacher miss assignments typically this number has been very very small in prior years the states change the way they define some of these terms and so we actually have by state definition because of some course code misalignments or the way that remember typically a multiple subject elementary school teacher might be assigned one section first grade all day but in a high school setting you might have a teacher who not only teaches the five sections but those sections may be subdivided with maybe different groups of students in the classroom so they could easily have ten sections assigned and if one of those sections is miscoded or if it's a student in that section happens to have an iep that calls for an autism certificate and that teacher doesn't have it on that day that this report is run that's technically a misassignment and so those are the kinds of things that are in the misassignment let me tell you that as i look through this list with mr conrad none of the teachers on this list are misassigned from the point of view they all have credentials they've been approved if they're emergencies they've been approved by you properly so this misassignment number although i could easily have reported zero this is the most transparent documented number i can come up with that i can say here's where i got it and every year we'll work to get that number down we actually had at the time of reporting one vacancy remember this is for the 2021 school year it's not for this year it's for the year prior so starting now we'll start to work on this school year's miss assignment list which is lengthy and again start to go through the state process to essentially negotiate with them to explain here's why this teacher is teaching this section we get we allow our sites to be pretty creative to solve problems to make schedules that work for kids sometimes we get in a place where the course the course they think they want to offer doesn't match the credential perfectly and we have to write a document and that all takes time so that's why this number is 56 but i want i feel very comfortable that this list does not represent misassignments in the way i used to think of them meaning someone with the wrong credential that's not the case these are minor course code errors and and i think it's the right thing to do to present this number um it's that's what will be on the school accountability report card and it is for the prior year the other area is students with textbooks all of our students have common core state standard aligned or properly state standard aligned textbook that's not an issue at all we also have something we do internally in our system to do our own we actually bring in a third party to do a very rigorous analysis of our facilities that facilities analysis works on a system of percentages schools are in good repair if they scored 90 or above we had five sites one of them within two one hundredths of ninety percent we had five sites that were considered fair now they give us that report and immediately mr schulenberg's department gets busy remediating those deficiencies they've all been dealt with so these sites but on the day of the report we have five sites that were fair there are three high schools desert nose and mariana and so again they run right to the list they get started and they remediate those deficiencies this again is our most we we do this to ourselves we used to do our fit reports ourselves as a principal i would walk around and i'd say everything looks good or i'd find a couple things i felt like really needed attention and i turned those work orders in instead we have a transparent process that yields the most rigorous analysis of our sites as it can be done partially in some ways let's just put it this way it's as strict a standard as i think any of us would expect for our children in school by virtue of having analyzed our system in the following matter we have met the criteria for basic conditions implementation of state standards they give you two options we choose option two which is essentially a self assessment by subject area and so we have met the standard our self-assessment yields the following essentially all our core content areas have been updated um theta smith and the curriculum instruction department has done a wonderful job every core content area has a updated curriculum there's a couple are just finishing up high school bio and chem are meeting and physics actually so they're taking a look at new content some ap courses just changed even though we just adopted and so we're going to of course keep those books aligned to the test sixth seventh and eighth grade language arts will be going through the process again um coming up shortly and eleventh grade english will will be going through that as well so again they have standards aligned materials because those standards haven't moved much but we're going to keep those they're the next in line for a refresh what did they change on the high school level the ap what courses are they psych psych has to be the only ones that's the main change this year addition as you may know the new mathematics framework's just been adopted no textbooks are yet available so we'll be watching for that very carefully parent engagement it's actually parent engagement and parent involvement we do this with a number of ways of course as you know we survey and report those surveys to you and to the district advisory committee the survey data this year looks pretty good we you see that we had a large increase in the number of students who participated in the youth truth survey which will become relevant in a moment our family participation was back up to where we like to see it a little higher and then our employee participation not relevant for this report but i just want to make sure you know we are gathering that input from all of our community members so for parent input remember each site has a parent involved in the district advisory process they also of course have members of the dlac and of course sites have their parents involved at the school site level particularly in their development of their single school plan so by virtue of that particular type of parent input we have met that standard and we by the way present to other districts on how to get parent input to the measure that we get it just a reminder the surveys categories of these youth truth is the three that are common to all groups are engagement which includes things like academic challenge how how difficult is school do you know do you have do you feel challenged at school and career readiness asking them questions about you know are they being connected to their life after high school um there's a whole section on relationships and comfort with school and the adults therein have reported to you about that and then of course culture so priority six is actually school climate those surveys are perfect for the school climate that's what they're designed to do to satisfy this particular priority so we use that survey that data has been shared back both with the district advisory the course the school site principals do get their data back for their site for all stu all groups students parents and staff the advisory groups get a look at this data too um by sight and also in at large and so again by virtue of this kind of a self analysis and then the adjustments we make to the lcap to to meet this for us it's important to note that in our lcap youth truth metrics are one of the things we look to every year we want to see growth particularly with the in this if you remember november we had a slight decline in some of our areas from april we can hypothesize why that might be but it's critical that in november next we see growth and we expect to finally um broad course of study this is a defined generally as making sure students have access we do this by transcript analysis um taking a look at reports that show us student groups and their um success in various courses we make sure those students have access to things like summer school which thankfully now is you know a couple thousand students enjoying a summer program it's fantastic we look at the distribution of grades by different courses and the distribution of grades by different student groups remember that our program does narrow at high don't have the describe but the grad rate there as you can remember from the graduation a couple weeks ago is fantastic so they either get back on track and return to the comprehensive high schools where they can go back to the elective environment or they stay and they finish and so this priority is area is met and so we've met five the five local indicators there's a lot behind each one of these it's a year-long process of course this is the time when we report them but we're always paying attention to these like even you know to to talk about teacher credentialing for just a moment that's something that's being worked on diligently really all year long to make sure that people have what they need so i'll pause there for questions any questions uh for pat can you continue pat you have more that's it that's it okay good good presentation thank you good way to in the uh the year off and we move on to public comments says kylie do we have any more any public comments come in we do not okay thank you superintendent comments renee yes this afternoon you toured the food pantry which provides 150 to 180 families with food each friday awsd is applying for a california school board's golden bell award for our food pantry and we are asking that the board signed a letter of support at the end of the board meeting and for this application on a different topic the board of trustees has requested information regarding different ways school districts can fund stadiums in reference to the granite hills high school football stadium mr schulenberg has presented various ways to complete this type of capital improvement project during recent board meetings the most expedited way to proceed is with a certificate of participation a cops which is debt to be paid back over typically a 30-year time period our redevelopment funds could partially offset the debt service payments but the district would be committing unrestricted general fund money dollars annually from the budget to serve service the debt i would like direction from the board to place a future item on the board on the next board meeting which is in august to invite mr carty of piper sandler to present the board the next steps required to move forward with a certificate of participation caught i recommend that we do that is the rest of the board so that i have um consensus they just yeah yes we do thank you okay and then um i also would ask that mr schulenburg take a second um and explain uh about the cost of fuel in the district i know that that was a topic at the last board meeting so i asked him if he would prepare just a statement regarding that for today and then i have one final thing when he's done yeah uh thank you uh in response to a couple questions that came up last thursday from mr rowley and mr bender a point of clarification mr raleigh um inquired as if we pay sales tax we we do pay sales tax to the full rate on our diesel fuel however on our gasoline the sales tax we pay is only 2.75 because of the california state fuel tax on the gasoline specific to the price per gallon you go three years back on our diesel we paid about 222 a gallon in bulk for our diesel fuel you go to a few months back we paid 333 a gallon for our diesel fuel so a 50 increase over three years but a 34 increase over the last 14 months so most of that increase has occurred very recently on the gasoline side three years ago we paid about 220 a gallon three months ago we paid 330 a gallon again about a 50 increase over the last three years but again if you go back 14 months a 26 increase in the price of gas we're paying in bulk and then mr bender had a question specific to the taxes we pay on the fuel we buy on our diesel fuel there are a couple federal taxes and a california tax and these are these are not part of the sales tax but that those federal and state taxes on diesel for us uh total a little over a one cent per gallon tax on the diesel and then we pay sales tax not only on the price of the gas but on the taxes for the gasoline uh the state and federal taxes total about 52 cents a gallon mainly due to the california state fuel tax that replaces part of the sales tax so on fuel we pay like 52 cents a gallon 52 cents a gallon on gasoline are the total taxes we pay inclusive of the federal and state tax and then we pay the 2.75 sales tax on top of that and that goes up on july 1st we're not sure of that we're not sure if it's going up on july 1st is it yeah it's automatically they voted it in every year it goes up the gasoline tax that's all i have thanks matt thank you and then just to so that i can expedite the end of the meeting and not have a comment then um most of the school year was focused on compliance with california department of public health orders and we are fortunate to complete the year with a lot of normalcy it felt really good to be at graduations with families there without some of the requirements summer schools in full swing you heard mr schlosser say there's over 2 000 students participating we have our endless or seamless summer feed going on so that um to support families that need food during that time and then um professional development is in full swing and people are attending um everything that is being offered there's people in the sessions um while many of us have vacations planned for the summer there are teams like our it team our maintenance and operations teams and and several others that are out there getting ready already for the 20 to 23 school year and so while some of us are taking time off we know they're out there working hard and we appreciate them so i just want to mention that because behind the scenes there's a lot of work going on painting we drive by some of our schools you'll see see things happening that beyond summer school so i appreciate everybody and i hope everybody has some time off even those that are working hard great thank you tony wilson no i don't have a whole lot of comments i just want to uh wish all the staff to have a good summer break birthday and that's all i have thank you maria nothing christopher uh yeah real quickly i just wanted to say thank you to the parents that participate in our district advisory committees and our lcap process obviously this is incredibly important to making sure that we are guiding this district and the way that our community sees fit so thank you for your participation and i encourage more to to come out for those meetings very important um congratulations to our uh our family centers once again and thank you to the assistance leagues for recognizing the fantastic work that you all are doing thank you for supporting our students and our community and and then lastly just one more thank you to all of our employees for an outstanding year it was not easy it was not always fun but you approached it with the attitude and the demeanor that we need to make sure that our kids have exactly what they need in this community so thank you very much please get some rest over the summer i know that everybody will be working on one thing or another and we look forward to coming back in august ready to go better than ever so thank you excuse me dennis yeah i was very impressed with the food pantry and the league of assistants what you do 170 families this is great that really you know i've always said it's it's easy to tease but it's hard to teach hungry kids it really is so [Music] thank you dennis just like the echo what trenay said is that um it was good to end the year on a positive note with graduations live in person and uh i'd like to thank everybody that sits at this table because uh all the way from kylie all the way down to matt down there that uh you know it we we had a good year it was very busy and there was a lot going on and a lot behind the scenes a lot of communication not just from the diocese here but there was a lot going on you know with emails and keeping up on what was what was occurring and uh everybody handled it very professional and uh look forward look forward to a good a good next year and the food pantry i had no idea this was going on and with the prices of food i think it's going to be even more of a popular program so keep up the good work thank you make sure you thank all the vendors such as walmart and that that actually donate because without them and be pretty much not able to do it so thank you so with that um we have no public hearings at this time no special meetings this time and um we just need to move on to discussion items to approve the amended 2022-2023 board meeting schedule so does anybody have any questions on that i did i'll go ahead chris um was were we because on it we've changed it to where the meetings will start at five o'clock and we're staying in for a two hour closed session that's the plan for next year yes cool all right okay seems to work out good uh that we don't have to keep going back and forth and then we don't let the public have to sit an hour while we're back there apparently it works out good so with that we need a motion to approve second okay dennis and maria second all in favor aye any opposed hearing none that'll be the order okay so we'll move on to approve the certificated and classified personal actions as motion so moved second chris second dennis all in favor all right any opposed hearing then that'll be the order adopt local control accountability plan for 2022 2022-2023 maria ii nunez all in favor aye aye any opposed hearing then that will be the order pass and adopt resolutions 21 22 28 committed fund balance fund 0-1 motion so moved second motion by chris second by dennis was and if anybody has any discussion on these items please just speak up all in favor aye aye any opposed hearing then that'll be the order adopt proposed budget for 2022 2023 do we have a motion second dennis ii maria all in favor aye aye any opposed during them that will be the order all right moving on to consent agenda we have consent items 1 through 15 if nobody wants to pull any items for discussion i'll need a motion to approve items one through fifteen move we have uh approved the uh agenda from one to fifteen okay maria do we have a second on that a second uh wilson okay all in favor aye any opposed during then they'll be the order we have no need for a second closed session and there's nothing to report on closed session of closing items anybody have any future things they want to bring up uh for the next meeting trenay already did for the stadium so that um that will be on next agenda which is the in august yes all right if anybody has any other board member comments if not um we'll um [Music] adjourn all right second second second by chris all in favor aye aye that'll be the order so we have some stuff to sign kylie so stay in your seats you

if we were going to go through the process what i would also i'm going to use use an example you'd look through those 90 questions choose the 21 you would hope to ask or if you were the only board member this would be the 21 i would ask you would do the same thing send your 21 questions to diane i've got them in electronic format so you don't have to write them you can simply say question two six nine and then she goes through seven board members one question two four and five they're in there but that means you're going to have to look at those probably take three or four days send them to diane and then she's got to compile them very happy to do that if you do that that's the process you need to do if you would prefer just to look at a an example of what some other boards did with their 21 i have a copy here and i'll just give it to you and let you decide how you or the board to decide how you choose to do that they may be completely opposite of what you're looking for but i wanted to give you an option of uh because of the time schedule of what you need to do so mr chairman if you'd like to talk to your board i'll just step back and do sidewalk if they want to go through the process of looking through the total or one quick question yes ma'am do you feel like their superintendent characteristics lined up with kind of wherever i would say that those two weren't as nearly as much on the financial end okay for sure but everybody wants an experienced superintendent which very rarely happens anymore but everybody's looking for that which you were which kind of indicates somebody that knows how to run score the two the two i chose is public i i asked lincoln to send me there and hillsboro has to send their questions so that and i don't know how many questions are in the manual for i think there's like budget questions there's one listed in this 21.

uh s3 equates to about 22 million dollars of which about 18 million dollars of it is for broad usage and then 4.5 is for learning loss so this slide um just really breaks down the lcdf uh revenue uh by year so starting in fiscal year 2223 um you see that district is projecting to receive about 108.7 million dollars in year 2324 that amount goes down a little bit to 107.9 million dollars and then in year 24 25 a significant decrease to 103 million dollars uh with respect to um the assumption for expenditures um the proposed budget does include the ongoing salary increase of five percent for all staff uh starting in year 22 23. um the calpers rate are as follows year 2223 is 25.37 year 2324 25.2 and then year 2425 um 24.6 for calstrs rate the rates will be 19.1 for all three years the budget includes a increase in step and column for all three years an increase to a contribution to the special education program in the out years and then maintains the contribution to routine restricted maintenance uh for all three years um this budget also uh assumes a reduction of 19 certificated ftes starting in uh in year 23 24 both to align with declining enrollment and also the expiration of the current independent studies program so of the 19 um certificated ftes nine of it uh will be related to independent independent study and then in year 24 25 also assumes um a reduction of another 10 certificated fc fte um and this is to align with declining enrollment starting in year 2223 the districts will be transferring approximately 4.3 million dollars in principal salaries and benefits and in addition to that 5.3 million dollars in custodian salaries and benefits from the unrestricted general fund to the restricted general fund to utilize sr3 funds um the same will be done in year 23 24 to utilize so3 funds again and then in year 24 25 all salaries and benefits um for principals and custodians would be transferred back into the unrestricted general fund since the sr3 money will be exhausted by then so with these assumptions this is the multi-year projection for the unrestricted general fund starting with year 2223 the district is projecting to begin the year with about uh 24 million dollars in reserve um it shows that we're projecting to receive approximately 95.9 million dollars in total revenue um projecting to have a total expenditures of 91.8 million dollars which brings um next year's reserve or ending fund balance to approximately 28.2 um in reserve and so that 28.2 carries over to year 2324 where the district shows that total revenue will be approximately 82.3 million dollars um total expenditures will be 87.3 um and bringing the ending fund balance to about 23.2 million dollars at the end of fiscal year 2324.

and if you don't feel the budget and finances highlighted enough you could get rid of two questions and make sure they get in there too i mean i could i mean for me i could go either way but i just i feel like it's probably a good idea if we spend the time to go through our questions i just we wouldn't be able to spend a week to do it but i mean and some of these questions i mean obviously are going to be on there anyway why are you interested in the position as you look at the position what do you consider to be your greatest strengths challenges how does the superintendent ensure that the curriculum and structure instruction happening within the school district this means i mean i think i think the majority of them are going to be probably what we choose yeah we don't have the time to really take a lot of time and pull it over but i think it would be wide for each of us highlights what we feel is dying on vacation mrs oshner informed me that diane just couldn't be here tonight but she's not on vacation so she would be available this next week if you hadn't toured by a certain time to get them collated how soon do you need them i don't okay it goes what what i would recommend that you would send them to your your clerk you're 21 she'd go through all of them tally them and then she would put that together for you is the way it works she's just not here to hear that explanation so i would try to contact her tomorrow so usually if the clerks here i say when do you need them you know tell the board when you need them so that um get it done in time for your next meeting i mean if we did is it unreasonable to ask the board by monday to have the questions is everybody okay with that okay so we'll just do that okay just didn't so get them to die in before the board meeting so those questions are in the back of the manual yes sir and i will send an electronic version to diane first thing tomorrow morning that way she can forward you the electronics so if you want that there it's easier for you for some of you it may be easier just to do it that way i just think three 21 questions for each board member yeah and then you can file them and then when the 21 then usually we let the board clerk and if you okay with this because we think every board member should ask questions not just the board president everybody okay with that then i'll ask diane just to assign names that way when you see the questions you know the three that you're responsible for before you get there so you're not looking at that before the first and being surprised at the questions or if there's a hard word i'm thinking i'm lying a little bit you know but you can prepare yourself do we need to come up with follow-up questions for those questions i i wouldn't too much unless you ask the same follow-up of every candidate now i do know that some questions will require follow-up because you want clarification but if you have too many follow-up questions you don't get to your all 21 and then you ended up not having the same comparison of each candidate so try to be as consistent but i also understand that things can take you offline a little bit okay so we know how to do the question so the next uh thing is we would recommend that if you have an interview that you obviously have a formal interview in the evening and that you would have a dinner with them they can tell you more when they are breaking bread with you than they might be able to during the interview that's the informal well it's going to be pretty formal to them because they're nervous as heck but that might be at 5 30 if you choose to do that so the interview days the board only has to be there in the evening now if you have three interviews i hope you do it's it's a hard week on you but it's only evening so you're not missing work hopefully unless you have night shift or something if typically we would have you do the following but without school it's going to be a little different whether you have school or not we think there should be a tour of your communities and of your buildings and because you're quite a ways away that tour may be longer than a typical tour your buildings won't have the soul that they normally have because they are not going to see the life of the kids in here but i think it's important for them to see your buildings so they need to go into all of your communities now all of them when i say all of them the board needs to make a decision do they go into bush and lorraine i mean that's a decision is it something that you need to show them or you definitely need to have them go to claflin and wilson because that's where your two buildings are but that's a decision you as a board need to decide what's the tour going to look like when you drive around claflin and wilson i'm going to make an assumption those two for sure it's just not a willy-nilly tour you're just not driving around like i do on saturday nights with an ice cream cone through town you're driving to make sure they see your any recreation areas parks swimming pools you know anything that because if they happen to have children they want to know about those things you might drive by the churches now i'm not saying what church you want me to drive by and you're not even telling me you're driving by the churches you know but you're driving by the churches because they might ask hey is there a presbyterian church oh absolutely let me drive you there or no there's not but there's one five miles down the road or something you know whatever so whoever is going to give that to her and that's another board decision and we would recommend it not be a board member it could be a clerk could be an outgoing superintendent could be a principal uh you know whoever you wish it to be the buildings are usually the principles are usually the tour guide of the buildings but it doesn't have to be it's whatever you choose it to be the reason we ask it not or recommend not a board member is because then that board member now has a favorite because they got to spend two extra hours than everybody else did so you want everything to be as consistent as you possibly can one thing that we would recommend if it was during the school day or year is a meet and greet with the staff and that's just a meet and greet it's a 30 minute deal where they get to stand up and say i'm gary seacrest this is my wife barb i'm the superintendent at whatever here's my dreams and aspirations for your district and it's pretty much done with school not in session that's a very a decision you're going to have to make because if you have three people show up that may not be a real good look so that's something you have to consider so i say the tour and the dinner and the are for sures you might wish and and we would suggest on a normal interview date that you would give them an opportunity to meet with the principals and the central office staff so diane your treasurer jane toby and i know you don't have a principal at wilson but if you would so usually meet together so that four or five thirty minute once again it's a meet and greet just talk and get to know each other get a general feel so if the dinner starts at 5 30 that's the time we can say we know is on the schedule and then you have to decide what you want to do before that so the tours for sure meeting with the principals and office staff you need to decide if you want the teachers to do that but then count back from 5 30 since that's when you know it's going to be if i come on the 20th and i hope i get to come that you have candidates then we'll talk about what the phone calls would look like that night and then you would offer a motel or a hotel lodging of some sort because if they're coming in from 200 miles and the interview concludes at night it's a nice to offer them a hotel so i'll leave it up to this board whether what kind of lodging you may have in one of your communities the smaller communities that don't have hotels unfortunately they sometimes look at adjoining communities depending on what direction they're coming from honestly if they're coming from the east you know an hour to slide you know at least it's on their way home but uh airbnbs uh hunting lodges a lot of times are are very good and i don't know your communities like you do but there might something you need to think about in advance so i don't need to be here while you're talking about what you're going to do i've given your suggestions and i'll i'll call dying we assume she'll be back on duty tomorrow i'll talk to her you guys will might have to let her know that hey we want you to get a remote get a motel room reserved so she can get that reserved for potential you know i cancel it without at least you'll know on the 20th whether you need it or not and then if you're going to have a meal catered is a school district going to do it usually the interviews not i don't want to say usually it's becoming more common that it's a catered meal and they do it exact location of where the interview is going to be so the meal comes in you're done 15 minute recess everybody cleans up everybody restroom clean up come back in in the same location so you don't have to travel between the meal and the dinner but once again if you wish to it's your choice it's no right or wrong it's just more convenient to do it in the same room and the next visit i will guide you i won't tell you how much you should offer that would be something that you want to consider if you get a full-time superintendent i would recommend probably sometime tonight that you decide on a salary range so you know what you're currently paying and i'm going to throw a range but it's not in fact i'm going to make the range so strange you know i'm faking it because i don't want you to think i'm giving you a suggestion that we're willing to pay anywhere from 50 000 to 58.

outdistanced yourselves among the men in your class um her choice as the recipient of this scholarship is based on a quote from her counselor mrs hickey success reaches far beyond her grade point average class rank or any test score it is her drive character and the way she relates to others she is by far one of the most caring and humble students i have encountered she has participated in varsity cross-country track throughout her time at scarpa tech where she achieved varsity letters for 2019 through 2021.

on this slide in terms of the statement reserved uh districts are required to disclose um their fund balance particularly the amount over the the reserve of our requirement so for us the percentage of requirement is three percent and so starting in year 2223 um the district is projecting to end that year with about 22.28.2 million dollars um in reserve in any fund balance of which uh three percent um for the reserve requirement is about 4.5 um leaving 23.7 um over the three percent amount um and the districts intend to use that um to mitigate uh structural deficit uh when the one-time funds are exhausted um are exhausted and then in year 23 24 um we're projecting to end that year uh at about 23.2 million dollars the three percent equal requirement equates to about four point through two close to four point three leaving um a balance of 18.9 million above three percent and again uh the district 10 intends on using this to mitigate um the structural deficit when the one-time funds are exhausted and then in year 24 25 um the district is projecting to end that year um at about 6.2 the three percent requirement um equates to about 4.19 um leaving a balance of about 2.64 and again this balance be used to mitigate a structural deficit when one-time funds are exhausted and this last slide here i borrowed from school services and this just shows kind of the statewide average in terms of where the reserve level is so for unified as of last year 22.36 elementary school districts um the average is 26.1 um and high school district um 21.82 um and this is just for your reference and with that uh i'll be happy to take any questions questions from members of the board remember yes thank you mr chang for the report um just a quick question with with regards to that kind of the last part of your report there when you were talking about um the reserve funds and how they the plan is to spend them um on the structural deficit and just for the purposes of the public's understanding of what that means um and i think you also covered it during the report but just to re-emphasize when we are using those remaining reserve funds to cover structural deficit can you just reiterate what that actually means and why it's important to the district to to take that action yes absolutely um so you may recall that in the assumption assumption section of the revenue we identified um two components of one-time funds one of them is the state discretionary funds that the governor just proposed that comes out to about 12 million dollars in one-time money and then the remaining sr3 money which is about 22 million and so it just by adding those two one time it's about 34 million dollars that eventually is going to run out at some point and so once those one-time funds are exhausted um you know it it's it's it's it's really important for the districts to kind of maintain some of those balances to cover the shortfall that will occur in the years out thank you further congress from the board all right there be no comments thank you for that presentation um at this point um we're gonna go ahead and move on channel 5.04 uh the public hearing on the 2022-2023 budget adoption i'll go ahead and open up this public hearing at 8 34 and call for public comments members as public which you speak please indicate by raising your hand mr board president it's at this time there is no request for public comment all right see if there's no no requests for the comments then i'll go ahead and call this uh this this public hearing on the budget adoption at 8 35 that um that concludes item 5.04 moving on to your item line uh 6.01 uh discussion consideration of and to approve resolution number five eight that shoe um forward slash 2022 the authorization of the remote virtual teleconference meetings of the board uh what remember travis motion to approve um all right uh there's another there's other hands up and i know this item was uh elicited a lot of conversation last time so let's uh let members of the board have a conversation about we'll remember right now i'm just gonna second all right there's a motion to prove a second is there comments uh further comments we'll remember on boardwalks for them thank you mr president i can't hear you you sound like you're really far away oh okay can you hear me now am i the only one having the problems or uh yeah everybody else can hear you very far away me are you unmuted fully or no i i i am i speak really loud maybe the speakers everybody else is having the same problem can you hear me now i can hear you like you're really far away in the tunnel or something and it seems like everybody else is having the same experience here you can unmute yourself and meet yourself again try that see if it uh resets it or something uh can anyone sounds a lot better okay i guess there's something wrong with the you know with the um you know i i am uh cognizant of you know recent developments but uh before voting on this i i would like to request administration on uh was it brought up a a plan for say a proposal to hopefully return to an in-person board meeting sometime in september um you know at some point uh you know you don't don't get me wrong you know i i as i mentioned i'm cognizant of you know developments with the pandemic so i i'm not going to oppose this uh this item at this time but um you know most of our districts are are back to in in-person board meetings and at some point there needs to be a road uh a clear and distinct road map for the public uh to return to an in-person board meeting so i am you know so i will uh request administration uh look into a return to in-person board meeting uh a road map to an in-person board meeting in september thank you very much uh board member uh yeah first can can i just get clarification on what the actual motion is on the floor right now specifically actually there wasn't one i hadn't adopted i hadn't accepted one but it seemed like uh board member chavez was interested in approving the resolution uh 6.01 resolution authorizing remote telecom teleconferencing for the next month yeah as is she just wanted to move forward with it but i began taking comment because of all the conversations that we had last time and i don't want to you know move ahead without having enough dialogue amongst ourselves here but it looks like there's support uh to move forward uh with the resolution from what i'm seeing here meaning meaning that basically the same as this month yeah just want to clarify okay um but i don't have any comment at this time if that is the motion on the floor yeah i'll go ahead and i'll accept your motion remember remember travis and there's already been a second uh by board member uh so um we've heard uh board report uh board president fox comments at some point in time we will have to come back in person and so looking forward to hearing what that roadmap might look like so there's a motion in a second if there's no public members of the public wishing to speak pleasing the kid by raising your hand on item 6.01 resolution to continue this remote virtual teleconference meetings mr board president this time there is no request for public comment all right there be no public comment i'll come back to members report board uh remember you got comments yes just one quick if i could um additionally add on to the the request that vice president fem had made of staff if we could also include in that road map the um i guess the financial because you know our our particular i understand the concept of you know doing trying to be aligned with what other districts have done or are doing in terms of returning but you know i also think that is our particular um you know realities of our boardroom and all those types of things um also i think it's important to consider so if the if staff could include um you know a somewhat of an analysis of the financial cost if we had to move it to a different place or wherever um and i guess that just the cost or staff time um staff ability to accommodate again given the the reality of of our particular district our boardroom social distancing all those types of things and actually i kind of wasn't clear if the request was to return everyone like the public just filling up the boardroom or i don't know that i was clear on what that request meant all right let's get clarification on that board member uh more of us for their family yes well first level to answer a couple questions uh yeah uh you know myra but yes uh uh the roadmap would be a return to a traditional in-person board meeting you know but uh to answer uh trustee bejarano's question i did get a cost estimate if we were to re if we were to move the board to uh on you know say the school catholic one the cafeteria of one of our schools the cost of that would be two thousand dollars for uh you know for each time that the board moves to an alternate location uh within the district site to to hold a board meeting now uh now as far as for my uh proposal here uh since it is a you know road map to returning to the boardroom i don't you know i don't foresee that there should be an additional cost to staff if we return to the district office uh in september uh on roger meuchin thank you for that uh board member travis you had comments uh yeah i i just can't see spending 2000 each month if we're going to have it in a different location why spend the money when the district can use that for something else thank you all right uh board vice president yes and then let me if i may respond to that mr president trustee chavez i'm not proposing spending any money i you know i distinctly set a roadmap to returning to the boardroom in the district office so it should not entail any additional cost to staff all right further comments you want to jump into this one no all right um it seems like uh we have a motion we have a second there's been plenty of dialogue uh board public comment has already been called uh i think you do have one one member of the public we had a public comment we called it at the very beginning of the quarterback president not the beginning we called it a little while ago and so the issue that i want to avoid now that you've mentioned it from the problem is that i don't want other people coming over saying i was raising my hand earlier and you didn't call me you you've only called certain people so i do i see it and i do want to apologize but i don't want to uh look like we're providing preferential treatment calling on certain folks because we we've we've had that situation where people raise your hand afterwards so we're being equal we're applying equal treatment here transparency and everything like that all right um so just want to be super clear um so there's uh let's go ahead and i'll call you as i see you uh board member hi board member uh word restaurant phone reluctantly i uh board member chavez hi board member hi and with my software and i uh motion moves unanimously so um moving forward china 7.01 contract for legal services with dwk um dr bauer do you want to go ahead and speak to this item or is there a motion to approve motion to approve second by award vice president second by board member correct correct yeah okay yeah i was wanting to make sure um there's a motion in a second and members of the public wishing to speak please indicate your hand by uh raising your hand please indicate by raising your hand yes mr board president we have uh one member uh miss uh i'm sorry looks like the hand was uh lowered at this time we have no request for public comment all right all right there's a motion a second i'll go ahead and call you as i see you uh there seems to be no further comments from members of the board remember aye board vice president unanimously item 7.02 uh approve resolution uh number 5-21 four slash two two committed general fund balance zero motion on silence into approved motion by vice president palm second i don't know is there any comments members of the public anybody any member of the public wishing to speak please indicate by raising your hand mr board president there is no request for public coming all right uh the reno public comment will come back to the board if there's no further comments i'll go ahead and call you as i see you or member but i don't know i board vice president aye board member travis aye board member aye my sophomore golden eye motion passes unanimously we've already gone 39.01 uh you missed data one what's oh citizens oversight oh yeah yeah thank you for catching that uh this is an information discussion action citizens bond oversight committee appointment dr bauer do you want to go ahead and introduce that item sure this is uh in response if you recall we are missing cboc committee members and we were able to recruit somebody we were able to recruit parent aurelia bernardo from san antonio to represent the the parent component one of the parent components in the cboc committee she uh submitted her application was reviewed i believe a committee chair alison singholan is very excited about that so i re uh asked the board to approve this um this candidate to the cboc committee all right motion motion second uh remember second by board member uh members of the public wishing to speak please indicate by raising your hand yes mr board president we have miss ellison uh miss elson you have two minutes please submit yourself when you begin speaking the timer will begin thank you good evening superintendent bauer president quintero and trustees i'm alison singalani the proud parent of an arusd middle schooler at renaissance madison and the chair of the citizens bond oversight committee or cboc i want to thank the board for consideration of item 8.01 the cboc appointment the cboc is a group of volunteers that provides a critical service to the community reviewing and reporting out to the public on how the district is spending the bond money that our voters approved so they can be confident that their generosity and trust in investing in our schools has been well served this is more important than ever as the bonds program is moving forward again to make much-needed updates to our school facilities i want to thank mrs missouria bernardo for applying to join the cboc and for her willingness to serve the community welcome to the cboc irelia aurelia learned about the cbsc opening when dr bauer shared this with spark the superintendent's parent resource committee i'm very grateful to her for sharing that opportunity so thank you dr bauer i would also like to remind the board district staff and community that this important work still needs more people we currently have openings specifically for a senior adult member and also for two members at large residents of the district with experience in bookkeeping accounting construction or working with contractors are especially needed but there is no limit on how many members the cboc can have all are welcome to join we meet once per month and all meetings are open to the public applications are available in english spanish and vietnamese on the district website under quick links click on bonds and you'll see committee applications on the left side of the page we would love to have you join us thanks so much thank you for your comments ms ellison mr board president at this time we have no more requests for public comment all right uh coming back to the board uh there was uh she helped me out i was remote there's a motion correct achaba is second by four member and uh there's further comments for remember yes thank you um i just want to thank allison and the rest of the committee um citizens bonds oversight committee um and then also want to give um you know shout out to aurelia you know i read through her um application and she's already a member of the school psych council has been a part of the pta i heard spark in there um so you know i know she's a very committed parent and you know the fact that she rose her hand at the ask of dr bauer or the call um you know just tells me the kind of person i'm looking forward to meeting her um and i you know plan to support this um and then you know also extending as alice instead just reiterating you know there's still spaces and um spots available um if you are interested in um giving back to the community and making our district better you know um and ensuring that we're we're all doing um where we're supposed to with our bonds um as allison mentioned is a very exciting time with our bonds so um there's there's going to be a lot of movement happening so um i look forward to seeing more community members um join our city citizens bond oversight committee thank you remember but i don't know uh yes thank you without repeating too much more of what trust i want to thank her also for volunteering and you know for all the reasons that um trusted pointed out i think her qualifications are um you know will be very useful to this role um she does bring a wealth of specific knowledge and experience that i think is going to be helpful and she's a long time resident of our community so she knows alan rock so that's why i'm very supportive of her appointment i want to thank miss singalani for continuing to be a consistent um presence and and leader in in with our cboc um and also similar to the last time i would like to invite you know those there's we've heard people that want to have a more direct opportunity to participate um in some of the work of the board and so i i think this is a great opportunity for that um i think you may speak to this but trustee pham obviously um you know has that background and today he sits here on the board with us so you know it's a i think a valuable experience in a reciprocal way both for the volunteer and for the district so um i would encourage any of those who are wanting to have a voice to consider joining up they need the help thank you word with further info yes thank you mr president uh i want to extend my uh my uh sincere thanks to miss bernardo for uh putting her name forward for consideration to the bond committee um the bond committee is a important part of uh of any bond program uh it provides a critical voice and especially as our uh district moves forward with uh school renovation projects and bond projects in india in the upcoming years uh the bond committee will have a uh you know a very uh constructive role in uh shaping the improvement uh of our facilities for years to come and uh yes i do i have had the pleasure of serving with miss singhalani for for many years on the bond committee so i also since she is here tonight i wanted to uh thank her for continuing to be with the bond committee and for her leadership as chair thank you for the comments members of the board you know that i'll wrap up with mine um thank you for your willingness to step up i've served on the bond oversight committee before i was a board member i served on not just the island rock but i served on the bonneville committee for eastside union and um you know if you're have concerns as members of the public in particular that are you know wondering why things happen and how things this is a perfect place to start learning about how the district operates you get a lot of information um that is very valuable and lets you understand why uh things are taking place for example i never understood why they selected to begin the hvac system back when i way way back in the day when i began they were they were just finishing up with the hvac systems because we had a school district from california they didn't have hvac systems and so they were beginning they began with uh middle schools like hey why is that the case and so the idea was these kids are older and they're going through life changes and so therefore it's important to get them the hvac system first and so that was the justification health and safety and stuff that sort was a priority and that's how things were were um put in place uh we begin and so it's always a a great opportunity to learn um the committee does not meet every single week uh it meets you know less than a the board does uh at uh well what is uh the current schedule on a quarterly basis or what are we looking at the way people know what they're think it's a monthly basis all right we're all right gotcha all right well it's on a monthly basis um it's not you know an excessive amount that's been asked of you so please uh step in and help us and and join uh the cboc so that you can learn more about the district and and make sure that those funds are being spent in the appropriate manner you do have the support of a audit firm that does run through the books and they provide you the information so you don't have to be an expert cpa or anything like that to dig through the books and make sure that every dime is being spent the right way uh there are there is support that's provided to you uh it's paid for out of the bond funds so please apply uh please join so we had a motion in a second uh i'll go ahead and call for a vote to see you uh board member but i i remember vice president hi board member travis hi board member board member hi myself we're not emotionally passive uh i'm sorry i have a quick question i was just gonna hold on give me a second congratulations on our new cboc uh committee member uh board member travis you have a question sorry um i know that i'm not sure who made the motion in the second can you tell me who made it and if it was made there was a motion in a second was all right i'm glad that you were called i assumed that you had made the motion you provide uh we know that the children get a lot out of uh you there you're there too not not just many times not just to provide uh the work that you do professionally but to provide a listening appreciated uh all right um there's a motion in a second we've already taken public comment i'll go ahead and call the vote uh the cu board member aye the board member aboard violence president tom aye board member chavez on approval resolution 57-214-22 the recognition of certificate retirees motion to approve motion by award winners and fun second second by board member chavez is there any members of the public wish to speak so please indicate by raising your hand mr board president there is no request for public comment at this time all right um there'll be no public comment i'll go ahead and take the comments from members of the board board remember don't know you we can't hear you you're muted that's probably because i forgot to unmute um similar to my previous comments um very briefly i just also want to thank um the people who are being recognized this evening um for specifically for you know the impact that they've had on on children you know that's every single piece to to this to this organization is important um but some of the people that have well not some of the people who have the most direct consistent con contact and influence on our our future residents and leaders and and um community members are the people being recognized tonight and so for the impact that they've had i want to thank them and congratulate them on their retirement and also wish them the best and um a great time in their retirement thank you uh board member thank you also similar um you know thank them for each um and every you know day they showed up to work you know the smile um blessing to you know the students each and every one of the students that you all worked with um and you know wishing you the best um and you know i i was thinking you know all the wisdom right that they they all have and they're all gonna leave with you know but don't forget to mentor you know our next generation um uh take some time because um the wisdom that you carry you know it's not something that they can just learn in their training so um thank you for your service and then i just have one question um did we have a video that was coming up or i don't know if i misunderstood that on this one okay thank you yes thank you mr president uh you know i want to uh thank all the art all the teachers who are retiring um you know you already the the central casting uh on our on stage talent uh inter interacting with the children interacting with the parents being an advocate and you know in many ways uh covering for uh the uh for the gaps that occur when uh you know what as with many of our families having uh you know two parents both working to to pay the bills so uh you know uh you know in many ways a a you know we are still in in your your debt for you know for all career and appreciate the work that you've done to uh support our students as they're moving through their academic career to provide them that strong foundation as they're moving ahead and so you were very instrumental in the lives of a lot of kids that we've seen promote uh just uh today uh many of whom are moving on well oh [Music] so very appreciative of the work that you've done there i know the the massive impact that the teachers have on their on their students uh having had my son you know mentioned something that you learned well it's true because my teacher said so i'm like oh okay well thanks that's that's very serious there and so that's the impact that uh that teachers have on their students especially in these very impressionable years by the time they get to some of those higher grades around a little bit more they tend to be a little more cynical not just kidding uh all right um so with the with that said i'm going to go ahead and move on to uh more to approve this hour to vote on this item i'll call you the cu uh board member hi board member what restaurant hi we're remember chavez [Music] myself 49. the motion passed unanimously as was mentioned by uh mr motion board member is there a second second by uh board member brano uh is there any members of the public wishing to speak mr board president at this time i see no request for a public comment uh there's uh coming back to members of the board remember but i don't know uh oh i'm already unmuted okay thank you um so i just wanted to um on this item thank dr bauer for the tireless work that she i mean everybody in the district but you know dr power is in a unique position here with us and i want to thank her for her tireless work and dedication um you know as any relationship we agree on some things we disagree we have conversations and it's fruitful but i want to thank her for her dedication to our kids and it comes up sometimes you know with the public um in this area so i just want to um report that i to the best of my ability i looked at all of our neighbor districts and and superintendent salaries and and um you can look for yourself but i'll just say that you know i'm very happy to um approve this and because i think that dr bauer is deserving of um compensation commensurate at least close you know or if not more than you know her colleagues in this immediate area specifically with the challenges that our district has i think it's very um well deserved so so thank you and again to the public know that this decision at least on my part is done because i believe that it's deserved but also because i've looked at the our surrounding neighbors and and this is definitely well within um the bounds of what is reasonable and and you know i'll leave it at that so thank you board was prisoner fun yes i will i you know i i wanna you know um commend dr bauer on you know uh you know for her service too i just wanted to note that this um so on july 1st and i remember this because years ago we were i was at a uh election night watch party for uh then councilman compost and dr bauer made the rounds at that night we you know being introduced as the superintendent designate the hell of rock that was 2014 so on july 1st uh dr bauer will be starting her ninth year in this office i wanted to kind of circle back a bit and that would make her you know all she has already done so but that would make dr bauer the longest serving superintendent that this district has had in 35 years so the first superintendent to to [Music] you know so i i mean and also to quote uh dr ramon martinez who is a local you know uh legend in uh public education do do you know his long service as the east side union high school district's director of grant programs for many years and who also found found dr bauer out there in texas um you know she you took on the toughest job in san jose public education uh you know alum rock is sort of is the district where the the challenges of uh uh you know the challenges of the underserved population of silicon valley you know come come together and you know manifest itself in in all uh all areas from academic to social development so i wanted to uh you know mark this occasion uh uh of your long service to this district so thank you very much uh board clerk thank you i can't really top that thank you mr phem um i think the only thing i'll add um is you know that um we've had at least one maybe two but i know one um positive evaluation on on dr bowers since um her last raise and um i wanna you know remind us all you know that she very humbly requested that we not talk about raises at that time you know uh because of what we were going through and that you know shows the leadership right um in that she wanted to ensure that um the staff were taken care of first that we made sure that um that we you know negotiated um and had an agreement before we talked about any raises that she so uh well deserved at the time um but thank you dr bauer for your humble leadership um and continuing to you know stick up and stand up for our alum rock families um we've been through so much you know i think of i don't know how many superintendents you know have um masses of people walking up and saying absolutely not you won't fire our superintendent you know and i know that happened years ago but that was for you and um here we are again and you're still you know with our district and so um thank you for your leadership you know a lot of this movement and all the good things we talk about right wouldn't have been able to be done without your leadership and pushing and staying and being committed in your consistency so thank you again for the comments from members of the board see none then i'll go ahead and wrap up with my comments um i was like eight years ago that we went out as a board to go look for a superintendent because we had gone through that the unfortunate merry-go-round that we lived through for as uh as board of vice president fong mentioned um for years for generations at that point 35 years of just one superintendent after another the dysfunction that was on rock because some election happened all of a sudden everybody's on the chopping block and i'm glad to see that that's been something that will be left in the past and i'm hoping that it can continue to be something that's been left in the past i would go to random board meetings i like for different organizations and somebody would say you know years ago i reached out to rock nobody responded and they refused to and said you know forget you we don't want to partner with you and they said refreshingly the other day you know by that time i was already on the board i you know i got somebody to respond back and we're beginning this conversation about establishing this great partnership uh i think at that time it was like uh helping kids with dental stuff and stuff of that sort um and so that's just one example of well then what we we call the new alum rock at the time i'm glad to see that this is a real new album rock uh and then we're moving it in a positive direction uh it's indicative of that because of the things that we were observing the stability of the district and so um this is very awkward that uh talking about raises and stuff that's what in public but it's because it's it's a public's money and it needs to take place in this venue i know many people may be watching and then i mean you know this is kind of strange but that's just the reality of the situation that we live in as a public school district and i'm grateful for that because there's publicly funded organizations out there that are not as transparent as as your local school districts uh are as exemplified by what we're doing here today i mean at that time eight years ago we said hey we're taking a chance on you dr bauer because you know you're gonna jump a couple steps here that traditionally um and uh and so therefore there's a lot to be made up um and so i'm glad that we're getting to a place where now dr bauer is somewhere around the range of her counterparts here in the district and so i'm very very supportive of this uh this action tonight so thank you also thank you to all the folks the the certificated managers and classified managers from the previous uh item that very uh rightfully deserve the remuneration that they've earned um so thank you very much for your work dr bauer uh if there's no further comments from members of the board i'll go ahead and call you as i see you um there is a motion in action incorrect uh motion in a second i want to make sure yeah i got it right here in my notes soon uh but remember board member travis no board member aboard berkeley hi board vice president aye my sop 49 motion passes 4-1 with chavez's dissenting all right uh moving on to item 10.07 this is um the approval view management physician uh transportation manager um do i have a motion motion to approve motion by vice president second second second by board clerk um is there any comments from members of the public there is no request for uh public comment at this time mr board president all right there be no request for public comment i'll go ahead and i'll call you oh is there further comments from members of the board board member thank you i just want to confirm um dr bauer this is a position that we've already had right in the past um it's a position it's not one of the new ones no we're just filling a position yes and i know it's very needed so i'm so happy to hopefully get somebody and have that moving forward i know we heard a lot about transportation tonight alone um so yes i look forward to to moving on that thank you all right board uh vice president you know and i i want to echo that you know uh we need to fill this position i mean uh when i started kindergarten you know we had a bus service that uh transported kids from from home to school and in this day and age getting getting from home to school has is a lot more challenging than we would think it uh it is and so it you know not just that but also being able to uh take our kids to educational opportunities outside the classroom as well as supporting special programs so you know as we've heard tonight wanna know alum rock for alum rock jazz band is one of the organizations uh that is having trouble with um but it's kids being able to participate because of the uh you know shortages in in transportation which are you know across all school districts right now so uh i you know uh you know i'll be in support of uh filling this position and you know hopefully we can get to work on uh resolving the you know transportation issues that that keep our kids from reaching their potential thank you all right for the comments members of the board all right let me go ahead and add my comments did you bring this item years ago um nine years ago a while ago i was at a school boards conference where there was some firm that promised to save you tons of money on transportation i went over and said hey what can you guys do for us at album rock just as a new school board remember relatives who had been on the board for a couple years i wanted to find out more information how we could save money and possibly expand our opportunities for transportation they turned around and said hey uh we looked at alan rock and we can't beat your the work that you're already doing you guys are doing great and so that's the caliber of program transportation program that we're running on rock i'm hoping that that's still the case that was a couple years ago i'm sure that that's still the case and uh i'm looking forward to seeing um the support that they're gonna get through this uh to this new position um all right i'm gonna go ahead and call you as i see you if there's no further comments from members of the board board remember i don't know excuse me i import clerk hi board member chavez hi for vice president phone aye my cell phone and i'm motion passed unanimously uh item 10.8 approval of your position job description uh an intervention specialist i'll go ahead and uh um there's uh yes just want to point out that for items 10.08 and 10.09 while the agenda itself is correct it's a proven approve new position and the cover item for each of those items that does say approve new management position and it is not so this is not those are either 10.08 and 10.09 are not management their regular certificated positions so like i said it's correct in the agenda as published but in the cover of each of those items uh the word management is included that that should be uh stricken and then approved as as amended all right um there's a motion in a second i'm going to take public comment before we move forward i'm not sure there's a motion in a second yet there was uh somebody trying to make a motion but i didn't accept it let me just go ahead and take public comment first we'll get back to it any members of the public wishing to speak on this item 10.08 please indicate by raising your hand mr president i see no request for public comment right there uh we'll go ahead and move back board vice president uh question to uh superintendent bower or mr torrico who however can answer you know in in in reference to uh public comment earlier um you know what would it would it be feasible to uh to confer with uh area and then uh you know bring a revised version of 10.08 and 10.09 to the june 23rd board meeting doctor you want me to answer the question yeah yeah certainly we did attempt to schedule a meeting earlier with area leadership and calendars were not able to be coordinated so the meeting was held not too long ago about a week ago or less certainly the the sense of urgency that we have is that we believe that and this is certainly several positions that are categorically funded so we need to fill them spend the money before we cannot spend it anymore and it's really based on supporting students for learning loss because of covet so it's money that's that's not going to last forever um so be so uh declare so it looks like we are up against a deadline of sorts there's a there's a yeah if i can expand there's a deadline and certainly we want to be able to we believe that a great number of our teachers are qualified our current teachers are qualified for these positions certainly we want to make sure that they know about them and and certainly if they do take those positions it would put us in a really difficult position to fill the positions that they vacate as classroom teachers and we certainly do not want to start the year with subs or unfilled teaching positions so really the the goal is to post it quickly uh hold those interviews and then begin to replace or even or hire the folks that we need to start the year in august fully staffed certainly waiting two weeks would put us in a really difficult position to be fully staffed by the time august and school starts again in the fall oh yeah uh let's see do we have an idea of what the debt of what that deadline would be so i believe the the funding is for this school year and next school year and then it goes away um but certainly the the deadline for for hiring uh these positions and replacing any teachers that we might lose is as soon as possible because it's very competitive right now um and certainly we we don't exactly know who else and certainly we hope that no one no other teachers leave but but certainly we are used in hr to getting some surprises in july and sometimes in august and it makes it very very difficult to fill those positions so late in the hiring season okay thank you mr toriko uh board remember chavez you had john uh yes would you take a motion right now to uh prove this give me a second let me go ahead and hear the comments from the rest of my college sure uh board clerk so um i have a question i have um i'm gonna be supporting this because i think we need them you know obviously um i want to make sure that the job descriptions you know are um are appropriate right in every which way perform so i'm wondering are we able to um if we approve these request an edited version at the next um meeting so for purposes of hiring somebody that you hire somebody but that if my peers agree that we direct the staff to review with area leadership between now and the next board uh deadline right because i don't know the three days before the the whatever it is that timing to review the job description um to then move forward in a finalized job description is that possible so it gives you the ability to hire somebody but it also allows for the editing of this job description if need be you know certainly we could always approve a job of ships in this evening and then bring back another one or typically what what's done when we bargain effects of job descriptions with the associations is that we come up with there's something that needs to be clarified we do that with the side letter uh and kind of memorialize that and then go forward so there's no misunderstandings you know but yeah but certainly um that is one way of handling it is just approving it and then just bargaining the effects and then coming up with an mou with the association to clarify any of the things that uh that need to be clarified that if there's any concerns from them is there any further comments members of the board uh remember i don't know i'll take your comments i think just the chavez might have been before me uh trustee charles mentioned she wanted to make a motion but i wanted to hear oh all the members of the board before okay reaction okay thank you um i'm i'm supportive of um approving the item as is tonight um i think it's important that we handle this expeditiously and i'm not a fan of going back and forth and and you know making modifications if if if it is you know to our staff's estimation and to their expertise um what we need and acceptable for the district then i'm comfortable supporting that um and i don't see the need to um you know have continued back and forth on it but i would be open to as he mentioned a potential side letter or something of that nature if um you know if that's necessary in the future but i'm supportive of it as it is as it's presented to us tonight all right there's been comments made let me go ahead and mix up my comments and i'll go back to you uh more remember travis the concerns that i have from the issues that were raised um are from my experiences somebody who's uh in education who's evaluated and uh what was mentioned was that there's some lack of clarity with regard to the evaluator or the evaluation that's going to take place and that is something that i have the personal concern about and i would hope that we would be able to square that away make it very clear so that there's no a fans or bots or there's no concerns from the affected parties um with regard to the evaluation because i think that when you set it up it's right there and there's no gray areas you're going to avoid conflict or any grievances in the future uh that would avoid us costs um that we may occur if we can just square all the way up front so those are my that's my two cents i would hope that um we could figure out a strategy on how to clarify that um and uh and avoid any sort of uh conflicts in the future um with our bargaining teams we've uh we've moved in a different direction with regard to the last part of the last um the last contract and i'm hoping that we continue that positive direction so if there's a way that staff can figure out how to clear that up um then i'd i'd feel very comfortable or let me let me hear comments from my colleagues here uh board member travis um uncomfortable moving forward as is and uh to get qualified staff and in a in a good time frame i think we should do it sooner than later because then um other employees who you wanted to pick might already go to somewhere else so i think this district and the staff will do a good job in wording um this out and that's why the district plays pays the lawyers the big money so that the contracts will be you know um written correctly so that's my comment and and when you're taking the motions i'll be happy to make the motion but my motion will be as is thank you uh yes uh with regard to your uh concern that you brought up um president keem i'm wondering and i don't know if this can be discussed here um mr torico you can respond as appropriate but i see that the evaluation as as it's described in the job description is that um performance of the position will be evaluated in accordance with the collective bargaining agreement so to me either that spells it out clearly enough or then what that suggests to me is that there's some something in the collective bargaining agreement itself that is not clear so i'm wondering because what i'm looking at here seems pretty clear to me i'm just wondering and again respond as appropriate if we're able to or not but is there something in the um collective bargaining agreement that is ambiguous or unclear in terms of evaluation yeah and i won't comment on that because certainly that is a discussion they have at the negotiation table with the association in which we will have once we hear from them what they want to discuss and certainly we are required by a lot of bargain any impacts and effects of a new job description and we will certainly do that okay well just i mean so for me then the description that i have here um is clear enough for me to feel comfortable with uh approving it this evening as is all right um seems like there's a will of the board here to move forward as is um would there be a desire to incorporate a conversation with regard to them to clarifying that particular item moving forward with the uh contingent sort of what uh board member board clerk and i thought i was mentioning of moving forward but uh clarifying that uh area that might be a little bit uh that may have some lack of clearing uh well then mr president would i be able to make a substitute motion to that extent which one's ever made i'm asking for a motion with that particular if there's an emotion with that particular i'll make that one then all right is there a second second motion by a forward vice president font by myself motion passes 32.

found time to do all that with all she has done but she did she did it all our winner is truly running her own race both on and off the track so it is my distinct pleasure to award the john s carpa teachers and support staff that support them day in and day out and recognize these truly extraordinary individuals you you've heard this evening through the words of our students how they make an impact day in and day out so when they leave your homes and come to us these are the teachers and the support staff that work with your students and care for your students as if they were all for their own this year's teacher of the year is quite dynamic he earned his master's degree from rutgers university in business administration and marketing he's got two bachelor's degrees one from stockton university and business studies and one from old dominion university in sports medicine so it's bachelor of science from 2001 to present he is a member of the united brotherhood of carpenters ready now last year mrs birdsall is mrs burris all still here she was our teacher of the year last year and mrs birdsall and i are huge disney fans so if any of you were here last year you know i gifted my cc tech ears to mrs birdsall while i was trying to think about what i could get our teacher of the year this year so that was a hard act to follow mrs byrd saw the ears because that was an easy one so i thought and i thought and i thought and i said you know what i think for the baseball player we need a cc tech baseball bat what do you think mr mcdonald now that bat comes with rules so the rules are that maybe he would challenge mr mcgraw and myself and dr skinner and dr nolan and mrs robbins if she's around and mister by sally and mr briggs to a baseball game i will lose but i'm really great at running so i think that that's what we're going to do so of course being a little supply chain issue the bat is on its way so i don't have that swinger up here right now but our 2022 teacher of the year and i'm so proud to announce is mr sean mcdonald from construction [Applause] that's right cat that's right i do have to apologize for my voice right now i lost it a couple days ago so i will talk until it is completely gone all right um thank you dr rossi i i truly appreciate this honor um but i am also very humbled um throughout the school as i walk through every day i um i get to see fellow ct instructors and educators that are truly awesome we are truly blessed here at this school to have so many people that are very very talented at what they do um there i could have done this alone obviously it does take a village and there are quite a few people that i do want to thank um first off our our administrative team um with mr mcgraw dr nolan dr skinner mr baez ellie and mr briggs and mrs robbins here thank you um this this team truly understands the importance of the skilled trades and and how it is important not only for this community but how how the world truly needs the skilled trades and they give us all the support and really the freedom to do what we do best and that is teach what we love i also like to thank our our district office led by dr rossi and mrs duffield who give us you know everything that we do need to do our jobs the equipment the resources the materials so we i greatly thank you for that uh to keep going i can go on and on um i see captain lopez there with his with his team members with the school uh security we work in in the safest school in america and i thank them for that i truly do i and and before i move on from the district office i there is a lady there jeanette shaw that i every one of us in the programs know that without jeanette um we probably won't have any materials around um she gets everything done for us and i'm truly blessed to have her on our team um finally i want to talk about my family just a little bit um i'm i left the carpenters union i guess seven years ago and it was it was a very difficult decision to do it was something i was very comfortable in and to come to a profession that most people might perceive as easy is by far the most challenging thing i've ever done it's easier to hit a 99 slider in front of 50 000 people to actually get in front of a class of 30 and try to teach them something it's very very challenging but i'm very very very fortunate to go home to to a wife who is in the teaching traits she's a teacher i wouldn't call her teacher she is so much more than that and and to my four daughters who who they supported this change that i was making and and i really do have to give my wife so much credit because when when i went home it was it was um times that i really want to go back to putting the tools on and taking the easy way out and she she wouldn't let me do that but what she told me was that the instruction of the student shouldn't be my top priority and and she told me that what i needed to do was make connections with the students that would allow them to be comfortable and and to have an eagerness to learn and once i understood that it the teaching part of it came easy uh that the instruction part came easy and i i hope that my students can see that in me and that i've grown as a teacher because of that to understand that it's there's more to it than just what's in the books you know and the and the videos and everything that we show you it's about getting to load getting to to learn and and to watch these young students really really take off and grow it's it's very rewarding and then i also want to i want to thank the parents that are here tonight and the family members and congratulate you for what you've done i mean it's it's because of you it really is you were you were that crucial part of their cctech journey that they've gone on and unfortunately and i'm you know i have high school daughters as well um and you know very summer i'm in the same shoes that you are um here's the tough part for you you know most of their decisions that they've made throughout this life throughout their life so far um they were these decisions were heavily influenced by you and now they're at the point that they um the tide is changing and these decisions are truly going to be theirs it's it's going to be you know it's their choice to make it may not be the popular choice it might not be the choice you would made but it is theirs and you need to stand with them and continue to guide them you know and and still be there for them even though they are growing up and going on to some really cool things that you know i've heard tonight and uh it's really cool but be there for them please you know congratulate them tonight continue to grow with them on their next journey students uh finally you know i'm going to get to you a little bit because i have to and then give me the microphone and mr mcgraw said i could take his time allotment so i'm going to use it these decisions you make they are yours [Music] be wise with your choices put a lot of thought into it be careful with your choices but most of all stand by your choices be proud of your choices and and run with your choices they're yours you know own up to them and go with them all right i do ask you a coup one more thing though please um i need you to put the human back in humanity i need i ask you to care i want you to help to travel to share to serve to fail to learn to grow and especially to love you know booker t washington said those who are the happiest are those who do the most for others right it's it's not all about you you need to touch people around you you need to help people around you all right that's what we definitely need from you and finally i cannot leave without quoting a carpenter i mean i have to right all right i hope you don't mind all right uh this is a furniture maker gary rogowsky he said all i know is that we none of us have much time on this earth we are each here for a short while there's evidence if we choose to do this creative work we need to make things that will leave a mark a good mark one that says someone was here trying to do something of value speak up pass along the knowledge that we have so that others may benefit from it and may make a life for themselves show that the act of forgiveness is one of our most important tasks leave good evidence of yourself do good work you've all done good work here at cctech go on and do more good work thank you [Applause] and with that i'd like to invite mr mcgraw to the podium for some final remarks mr mccall [Applause] well i'd like to offer my congratulations to tonight's award recipients i'm very proud of all of you i too would like to thank the families involved in your child's life from the time that they were born and as mr mcdonald said please stay involved and keep supporting them this does conclude our program for this evening families are welcome to stay in the gymnasium to take pictures have a safe trip home and congratulations [Applause] you

this is not item uh 10.08 uh 10.09 approved new position job description induction and new teacher support tk through 8th grade is there a motion on the side oh motion born by water problem [Music] well um remember travis board advice for the thumb i wanted to say would it be possible for me to make a motion with the same stipulation as uh used in uh item 10.08 uh okay um i'll accept that motion can you repeat it can you say it out loud please uh you know i motioned to approve uh item 10.09 uh but with the stipulation uh to negotiate with the area uh as was used in item 10.08 okay thank you uh there's a motion by war russian phones or second a second sorry uh getting ready all right comments from members of the public it would be the second karina yes mr wordpress uh yes mr president we have a public comment miss uh joss lemers miss first you have two minutes please admit yourself when you be speaking the timer will begin thank you thank you for um making that last motion and approving it and thank you for considering what this current motion i do want to make clear that no one ever reached out to me or attempted to reach out to me on behalf of aria to bargain these job descriptions i pointed out that there were areas that needed to be clarified and changed and was told that and no one has reached out to me since then to schedule any meeting all that we care to do and as i explained earlier we are very much in support of these job these positions they're clearly needed and useful and i know that you know potentially there will be teachers interested but making a hasty decision to create a description that would need to be clarified just to get it out there and save 10 days doesn't make sense and what areas attempt is is to have it up front and clear rather than having to create any additional or side letters which we have never had to do before we've managed in the past to knock out these job descriptions with you know brief conversations and most taking place during emails and i don't see why that can't happen again and i but i do want to thank those of you that understand why it would be more a better practice to get the job description straight to begin with so people know what they're applying for thank you comments miss mers mr board president at this time uh we have no more requests for public comment all right is there any further comments from members of the board see none that i'll go ahead and call you as i see you board vice president palm ai board remember travis no board member but i don't know no board clerk hi oh with myself when i'm when she passes three two all right uh moving over to item 11.01 it's approval contracts over a hundred thousand board discretion action um do i have an uh do i have a motion on item 11.01 motion got a second uh second uh question mr president yes uh would it be possible to combine items 11.01 through 11.06 i would be comfortable with that but i know that we do not have counsel here okay i think we've specifically been told in the past that we need to take them individually yeah i would just roll the dice and take it now i'm just kidding um but uh but now let's yeah we've had some pushback if they're very similar um they're all related in some way or another then usually you can take them all but uh these are kind of different so let's avoid any issues and just
