should be 20 right now yep so that number keeps growing uh again you'll see another fuel transportation for the great bend cooperative association for the expansion tank that was tim and i had been talking about that that was for central plains junior senior high school that needed to be completed um which other ones did i highlight uh top of page eight this is one that we've had and it's called red dirt race management and we have to have that at both the high schools people do not like coming to track meets that are not scored or timed with this official timing device in case the state record or something was broken so we will get we'll have that um those are the things that come up as a superintendent and you're like really you can't just go like this anymore no uh one of the ones that i don't know that i've ever mentioned this one uh on the last page page 11 you'll see where we pay cassandra better for watching the bus stop in lorraine she's done that for quite a long time well since i think i've been here so any questions on any of the other bills uh i will entertain motion to approve the emphasis i'll host my roger second bank josh and trevor's report beginning bank balance first kansas twenty five thousand six hundred ninety four dollars ninety five cents deposits two hundred sixty five thousand fifty nine dollars seventy three cents checks cash 53.99 ending passes and reconciliation the cash summary was in your uh packet if you go down the middle column the ending cash balance 529 899.81 the cash in the bank which matches the treasurer's report so we reconcile at the end of may i'm not going to go over each of those funds right now i'm just going to talk a little bit about the budget and what where we're at and the little bit of the limbo that we're in right now because we have not received word yet from the state on our appeal or audit of appeal of our audit what we do know uh in our general fund when we we're going to republish the general fund we should have done that when we did the virtual but we didn't so we're going to do it like what the 21st second and we zoom 9 o'clock in the morning and if you want to come to hollyrood let me know but i can zoom send a zoom link out what we want to do is when we republish our budget we're going to try to add we're going to add 411 220 that gives us the budget authority to spend that much doesn't mean we're necessarily going to because we still owe graduation alliance for some of the credits that were earned that they're denying so what that's what that does is it gives us the authority to pay them if and when we get that many we don't get the money they don't get paid we also are getting i applied for there was a clia grant for uh covid and i i filled that out back in the i think it was a fall maybe i remember when i did it but there's a gentleman named john tavias that i'm working with and he's from the state but he lives in atlanta georgia don't ask me how that works but i put in there eighty thousand dollars in salary for like nurses administrators uh diane had been working with him he's gonna get us that eighty thousand uh so that'll be about two hundred and uh thirty three thousand four hundred and forty two dollars after we take our graduation life uh alliance payments out the state wants to cut the budget 189 000 we still need to transfer about 9 000 food service per uh statute so it's going to be really close we have some utilities coming out you know we had a decrease enrollment when you do when i talked to bill i'll be going to the budget meeting with diane for central plains our enrollment's going to be down again we went ahead and gave a pay raise tried to use as much esser money as possible but it's tight so anything i didn't mention diane that i needed to that no i don't think so i just want to apologize for the republication of the general fund we should have done it with the virtual but i've never seen that cut so significant of 189 000 so i was a little worried so i thought we're going to get cut i didn't understand to republish to offset the cut so i spoke with sarah barnes from ksde she says no you want to republish that and get it as high as you can away from you and i said okay so that's why i didn't get the general fund republished back in may like i should have with the virtual so um optimistically speaking the 189 000 cut may or may not happen or it could be less they're taking away so many credits that they're saying we were either charged twice or they weren't uploaded correctly or we didn't count them right so maybe they'll give us some of those back so that cut is the maximum they'll cut it but it could be less so we're just going to try to wait and see what their results were and they were supposed to let us know last friday and they haven't yet so that might be a bad sign i don't know so we're trying to be optimistic about it here's the way this this works and it's very frustrating and we're working we're going to have a more direct system of making sure this is correct but in our audit and graduation alliance's audit we found they actually paid us for 58 credits that we didn't need didn't deserve so we owned up to that and said listen here's 58 you paid us for we shouldn't get here's this other hundred and some credits that you should pay us for and i mean we've been totally transparent with the state uh it's a learning experience this is the first year it's a little frustrating because i feel like at times they're saying well you this isn't like our set program that we're rolling out there so we're gonna just and they don't even audit every they just take a sampling if you're gonna audit something don't you look at every single one of them i don't know they're going through it now as soon as i know i'll text everybody like i said in thursday notes i went from optimistic to a bit pessimistic here as this goes on so just wanted to keep you guys in the loop on that thank you thank you and the presentation from superintendent and the board well i i wanted to do something tonight i didn't get many to show up they had things going on dustin was having a baby but this time of year well all year long our custodial and maintenance staff do an outstanding job uh we have a few here tonight we've got leslie if you stand up tim and brent those are the three i don't think it did am i missing anybody else all right leslie works here at the high school i took a picture of the floor in the locker room once that she did it was so shiny tim is maintenance here at the high school and he's also been working over at the elementary school brent works over at the elementary school and he's kind of been a lone soldier over there the last month or so of school we also have cali plows who isn't here tonight uh jan shaw from up at wilson dustin bopot who took on the bathroom remodel and wilson becky whitmer and angie prester that's our custodial and maintenance staff tim has jumped in and he's been drinking from a guard or fire hose here for the last year uh and done a great job brent's picked it up like i said over at the high school or elementary school you've had some health issues haven't you been a little tough for her but she's she's kept going we appreciate that uh they're just an awesome crew they i think i was over here the other weeks ago heck i think virtually every classroom was ready for students wasn't it pretty close they're all working together as a team this summer and then they're going to do the high school then they're going to head over to the elementary school uh i just think they deserve a round of applause they don't get enough credit for the hard work they do so thank you guys because other than the i mean they just they've got a lot of stuff they've got to deal with in it in a week and a day and i don't think they get the credit they deserve so thank you guys i appreciate your hard work thank you you know that's perfect and the information on the daycare from uh yes that is yes hey jr how you doing you want me to make the introduction i'm letting you do it you do whatever you need to do i'll take it from aaron my voice is course i've had a long day of talking uh but greg and i started talking about march about submitting a grant to the state of kansas against department of commerce and tax credits uh child care i'd done this last year for great bend from their facility you might have heard about for 60 child care spots uh glb architecture's company i work for is designing that facility uh but i agreed with greg go ahead and submit this in kind as a volunteer for the district here because i've done it before i'm also very familiar with this tax credit program worked with kansas kansas for kids fighting cancer back in 2014 when camp aldrich had a fire i've got this grant through barton county too to do some of the new building out there on the dining hall for folks from wilson a lot of fire projects i followed but when you're on a opera house burned down 1909 came back 2013 with the same grant to make sure that the stone there was structure with sound so i guess you could say greg has the right fit to come here and put this this grant together as volunteer grant was submitted early may these are for tax credits amongst some of your local businesses and contributors they also submit letters of support letters of commitment if the tax credits were awarded there was enough of those commitments really put together put forward a good application we should know by july 1st early july that that was awarded my conversations with the kansas department of commerce there was about 50 applications submitted we're speculating about 30 we'll be awarded some pretty good chance our governor has committed uh 25 percent of the money that's another allotted to this which is four million so one million of it one million of it is committed to child care grant submissions like one that was submitted we had to run this through a non-profit organization which a school district does not unless you do have a private foundation that you can run through so we were able to run this through the greater slime at community foundation which covers uh this area they have done that before i have done it before so they will be the recipient of the tax credits are awarded there are 70 percent tax credit which they then once the funds are rated raised from some of the local contributors here both in barton county and ellsworth county or anywhere across the state those funds would then be allotted to both uh wilson uh school and a project here called i'll just run you through an update on what we submitted and you might be asking why the architectural firm is involved with this with child care there are just certain requirements that come out of our state from the kansas department of health and environment relying on space planning safety requirements just the building plans april marshall guidelines and requirements so uh we may start with the cloud funnels wilson's a little easier uh what we're calling what we wrote there was for uh conversion of classroom space about 12 to be exact 1250 square foot classroom space into child care with that was perfect accessibility place to put it because with the daycare child care you're going to have to have a separate entrance versus the normal entrance to the school uh being able to convert that into spots for about 24 additional child care spots for wilson it's co-located in a building that already has a food service there and can accommodate playground which is all requirements practicality you can't build something new there so this actually worked out well for the space school wilson had for claflin the sum of space here to do a conversion conversion was a little bit more limited uh so what we recommended in the application was pre-manufactured building uh up to about uh exact 1630 square feet they're 68 by 24.
application of chapter within the housing code all right thanks chris um are there any questions for staff before we move on to the appellate or do you want to hold your questions for staff until we also hear from the appellate okay i'm not seeing a lot of questions so who do we have here uh representing the um a palette hey there i'm jeffrey shocks monsoon hi jeff can you see and hear us okay somewhat look at uh did you have like a tiny little screen with all of us on there yeah oh that's tough sorry that's exactly um plus the mask and so i wish i was there in person i had planned it but i didn't get the official invite until friday which made it a little difficult to book the flight um i'd love to be able to provide a little background on kind of who i am and about the house and about the safety of the stairs as they exist and how they're safer than an equivalent stair that would not require a handrail um but that this is new to me and i'm just wondering how much time i have to be able to provide some background you know i think you had certainly this is uh your appeal so i certainly would encourage you to provide us the detail level of detail you think is necessary for us to make a decision i appreciate that thank you i was born and raised in troy i graduated from the university of michigan with two engineering degrees and i lived in ann arbor for more than a decade i was at that time that i saw the frankfurt white house i was running through the arboretum and this was a destination of mine and i would stop there we'd look at the house and would run back i moved to san francisco in 2003 where i practiced patent law and i invested in startups and with the proceeds of one of my investments i purchased the house at 227 northride hills from the son of mary palmer in 2009 my parents sue and gary cox who were in the audience today helped me manage and maintain the house the palmer house is a work of art its references tranquility rights one of its top 20 houses of all time it's celebrated as a national historic landmark it's a state of historic landmarks and also the county it's been the setting of countless advertisements in movies as the subject of two architecture books not just a page or a chapter but an entire book an architecture book on the house not just one but two and it was recently named as the favorite house of all houses on the airbnb platform by the airbnb ceo people come from around the world to live in this art piece for a few days they do do it because the house has been meticulously maintained in its original form at great expense for over 70 years when i became steward of the house i signed not only an easement with the frank lloyd wright foundation that i would not make any modifications but i also promised mary's son that i would take care of the house like his mother did this has been an expensive promise to keep this sheet or singles alone costing fifty thousand dollars we've never made a profit renting the house in airbnb and vrvo as the house has demanded every dollar that we have made and then some unlike many of the other ann arbor residents who rent their houses for football weekends i do not rent the palmer house to make money i do it because i'm the steward of an art piece and the brbo and airbnb allow me to reach the people who want to experience living in this art piece the city of ann arbor is asking me to add an 11 foot handrail to the front entrance i cannot do this without drilling into the walls without ruining the design and most importantly without breaking my promise to the palmer family i appear today i'm asking for a i'm variance to talk about the safety of the front entrance prepared to show that it's safer than an equivalent staircase that doesn't require handrails and i'm prepared to brainstorm a compromise but before we continue i need everyone to understand that adding an 11 foot handrail to the front entrance of an otherwise original condition frank lloyd wright masterpiece is more than a practical difficulty it's more like a practical impossibility and i can't see everyone's faces certainly behind the mask and at this distance and if it's possible to just give some thumbs up that people understand like what this art piece is that would be great i'm happy to continue to talk about it if people don't understand the mohawk is right here in ann arbor thank you does the board have any questions significance of the house what are other uh means of entry into the house can you describe them yeah there's um there's another entry it's in the back and the house is a ranch it's a single single level and so there's and there's two additional entries and one that has been blocked off that's a very narrow entry but the entry in the back is a double door does that have stairs to access it i know i'm familiar with the front of the house and the driveway you know parking up top just i know this is the main entrance i'm just trying to get to you know other means yeah and this i believe the interest in the back has two steps um the the four inch rise is the is the design that was used throughout the step throughout the entire house and throughout the design both interior and exterior and so i believe the rear entrance has maybe one or two of those steps two steps we're hearing from the audience thanks awesome awesome okay um let's talk a little bit about the safety and it's important to me that the house is safe and both because i don't want people to get hurt but also as a light here i know the potential liability of the visitors fall and how that could jeopardize my financial security the steps are safe in their current form they're half the height and they're twice the depth of normal stare by several laws they're not even considered stairs it's not a theoretical question of whether the front entrance is safe it's rather a fact the palmer house has been around for 70 years over six thousand guests have visited the palmer house in the last decade none have ever fallen there's another design if we simply moved a couple of the steps around we can make it so that there's two steps and a five foot landing and another two steps and that alternative design would not require any handrails because there wouldn't be four steps in a row we could easily do this because of the landing it would be possible that the total and because of the possible ride or the total rise of the steps is so small it would completely eliminate the need for a handrail but i urge you to think about like how much safer the current design is than this equivalent design that doesn't require any handrails right now we could actually go up the stairs with a wheelchair my mother is in the audience when she was struggling with a reconstruction from her knee and she had a walker and the walker fits on the steps that's how deep they are and so like i don't i can't imagine anything safer than a walker that fits in the entire step while your staff member has noted that the unreasonable to to ask a person with a wheelchair or a walker to find normal steps we are actually thankful that our house is accessible by people in wheelchairs and in a walker i think the design is perfect the way it is and i urge you to come out and see the house if you think otherwise i'm happy to to consider any other compromise but i simply cannot drill into the walls not without breaking a promise thank you are there questions yes i have several okay todd go ahead can you hear me okay yes i can okay thank you i can't see you but i could hear you no worries um in the context of the easement and or promise that you have with the family and or the frank lloyd wright foundation i believe it's called what does that mean if you need to make this adjustment to meet code i'm not sure to be honest i promised that i would not make any modifications to the to the structure of the house and so when when the house was for sale and honestly it was sold as a house not as a piece of work i've since then talked to sotheby's and christie's they think that the houses were somewhere in the close of the order of 10 million i paid less than a million this is public record the my bid was not the highest bid it was the second highest and the person that was the highest bid and wanted to add an addition to the house it's a smaller house it's 2 000 square feet instead they wanted to change the structure and mary palmer's son and didn't want that he wanted the house to remain exactly as it is and he accepted my bid lower than the highest offer but because i had a promise to never change the house or to modify it in any way okay thank you i just wanted respectfully to understand potential other compromises as part of this yes okay in a typical four-step um stairway the one that would rise you know 30 inches or whatever the total rise is and the handrail would be about two and a half feet but because the slope is so low and the steps are so wide and the height of each step is so low and the handrail would be close to 12 feet long it's about 11 and a half feet it's not insignificant the the front cover of these architecture books on this house show this particular front entrance and it would be marred by that tan rail it's as if the the board is asking me to put screws through a picasso i think i have a question so you had mentioned the the visual look of the staircase being very important but i also hear that you're very willing to change that to not need an appeal could you speak to that a little bit more because it seems that those are adoptions yeah thank you for the question um if you look at the some of the photos and i think there's a couple photos and frankly wright did an incredible difficult job of creating these horizontal lines and if you look at the bricks between the bricks adjacent bricks the mortar is flush with the brick but between the horizontal lines of the bricks the mortar is recessed and this which was done in great difficulty was to draw these incredible horizontal lines uh throughout the entire house but specifically the front entrance and so i urge you to look at those photos in a pocket and every single one of those bricks took probably an extra 10 minutes to lay down and there's thousands of bricks and they did that for this horizontal line you can't create a handrail and that's horizontal it has to be diagonal and so when i talk about modifying the steps they would continue this horizontal line and they wouldn't disrupt those horizontal lines that had been created by this masterpiece thank you i have a question go ahead in your arrangement with the polymer family did you specify that you were going to use uh the house as a rental it did and they were incredibly expected about that they knew that this house was not truly livable and that you that this house the way that frank lloyd wright designed it is not something that a family would live in but they wanted it to be shared like a picasso you know hung in the dia and so when i talked to them about the vrbo plan they were excited about that they warned me that it was expensive to to keep up the house and i was prepared for that again i haven't made a single dollar in this house in 13 years it's there as an art piece and airbnb and brbo is my platform to be able to reach people from around the world people have flown in from brazil and japan just to stay at this house what year did you make that arrangement uh when i purchased it in 09 okay and it went on to the vrbo platform immediately thereafter and we reached out to the city because at the time it was very confusing there's only three houses on vrbo at that moment it's very early on and there was laws on the city around better practices but there weren't any laws about a short-term vacation rental and you know people come out to the house and they scratch their head they said this doesn't fit into any of these categories we were honestly just ahead of our time and so at the time the city said we don't know what to do with you and we'll treat you as a private residence and so when this ordinance came up recently and said you need to add a handrail it was quite the blind side that we had been operating for 13 years and we've been told by the city we've been listed on the front page of the city of commerce right now at the front page of airbnb and this particular movement has um has honestly been quite a feeling of a significance as if someone doesn't quite understand what we have here i have a question for chris or maybe glenn what year was the handrail requirement added to the rental code not completely sure um i believe it's original to the housing code though i don't think it was added the house was approved as a primary residence so hey glenn if you drilled into the steps to make a handrail how many intermediary posts would you have to have from the bottom to the top look at it take some measurements is it more than two like if one was at the bottom and one was at the top and then the railing just went like that and it was a steel piper and you just drilled into the steps not sure it's possible though i think it's possible if you have the you know right supports i guess yeah okay that's all i have thanks glenn for coming up a point of discussion for the board you know understanding and i don't i am no frank lloyd wright expert but i know entrances were very important and the impression you got walking into a building actually rode by yesterday uh if no one was there my intent was to try the stairs i think the city you know absolutely in terms of interpreting the current code it falls under you know i i agree with the interpretation and the requirement when i look at the three criteria we would need to give a variant and i think regardless of if somebody publishes something and you know that stays with the building for the rest of his life presumably or into perpetuity but practical difficulties are undue hardship probably doesn't take the artistic point into view uh doesn't violate the intent of the section i think that's a difficult one but does it jeopardize public health and safety this is such an unusual tread and riser dimension that i think it may be helpful to the board to visit you know some of us and actually walk the stairs to see what it feels like that potentially you could say because of this unusual arrangement um you know and i appreciate the city so even even a ramp at a like a 1 12 slope you need a handrail but but a ramp is even a different feel than a stairway like this so that's one approach the board could consider thanks jerry and this is kristen i wanted to say i this is an area um architecturally outside my uh professional scope so i thought who might know more about keeping architectural integrity in line and so i reached out to the historic district commission and i asked what what did they normally do right because that's something as i understand it would be similar and while this doesn't fall under the city of ann arbor's historic district as is been noted uh it's it's listed in other places as historic districts and the information i had was that generally speaking they don't provide variances for health and safety items there may be some ways to address it like going into mortar versus drilling into brick or the stairs themselves that could be removed and repaired should it no longer be a rental property and no longer need a handrail in that same way so again this is just information that i provided whether that's completely applicable to this situation i just needed to get a little more information for myself given that generally speaking we're often looking at um a little bit of a different situation the rise and runs usually are far less than what we see as acceptable i have a couple questions so is this considered a rental property yes that's my understanding it's a rental property he is a registered property i've sold real estate in ann arbor for 38 years and i admire mid mods and i love medcaps and oslers and olenki's and all the beautiful architects um in the ann arbor area many many many times those handrails although there are handrails certainly would not pass code when i'm selling those beautiful homes and i think that that rise i mean i personally feel like it's a safe rise and i've walked i'm probably probably visited that house four or six times in my 38 years being in ann arbor i've never felt unsafe on those steps maybe maybe i didn't need a handrail at the time i'm getting older maybe i would want one now i i think that they're it's a beautiful beautiful property and i i personally hate to see it compromised but i think it's a hard thing to say what are we supposed to do just ignore the code to the city and ever i think it kind of trumps any agreement that you've made with anybody with the historic society and frank lloyd wright i don't know what the solution is but i would sure like to see i would sure like to see no handrail put up there but i'm sure i'm in the minority up here but i think it's a beautiful property thanks lisa i guess i had one more question maybe could someone speak to the winter maintenance of the stairs given that we have a lot of snow and ice that was the one place where i felt like um i didn't see that addressed in the uh packet in terms of safety they actually don't plow the driveways they are out there um don't want to be four inches or whatever especially if there's a quite incoming the results applied sometimes you don't like that because the steps are pounding obviously your poured okay thank you so shovels and salt if necessary yes okay thank you are the rentals year round there excuse me okay all right there's a couple i mean it feels like the board members that can appreciate the house and that don't want to see the handrail [Applause] but they assure you that every single person in the room including myself zooming in like wants the house to be safe and so i'd be happy to have a brainstorm around what are alternatives and if it is hey include handrails during the winter months and we can slot a handrail into the steps and if there is a hey please include a walker in the garage so that anyone could use that if it's hey you need to have a notice on each of the platforms that we use or even have someone initialized that there's there's not the handrail i'm happy to go down any of these paths i just can't drill into the mortar and the bricks may i ask why you're not able to drill into the mortar nor the bricks great so then it goes back to my original um you know please i'll try a different approach imagine you were growing up and one of your neighbors owned a picasso the guernica the really really big one 26 feet long and your neighbor passed away and that painting was being sold in a garage sale and someone wanted to buy it and break it up because it doesn't fit in the house it's not conventional but you saw something special in that you walk by it all the time and you went up to the owner and said look i'll buy the painting and i'll put it in the detroit institute of arts and i'll maintain it for years and years so that people could see this and the owner said great and that's what you did and you put it into the dia and for 13 years people saw it and it was celebrated and people came from around the world to see that picasso and when you put it in originally the city of detroit came out and said wow it's a really big painting we don't really know what to do with something that big it doesn't really fit into our rules but go ahead and then years later it was changed and someone said look you have to put screws in the painting to secure it to the wall it's not really a hardship it's just a screw just put a screw through the picasso and screw it into the wall and you're like this is a picasso like i can't put a screw through picasso and they're like well it's unsafe and they're like no it hasn't been 13 years it's been on that wall it's been safe as can be and they're like well that's the rules you have to put screws into the picasso it's really simple and the inspector walks over with the screwdriver and screw and starts to put that screw through the picasso that's what we have here this is america's greatest architect of all time and this is one of his top 20 houses of all time and it's on the airbnb platform so that people can appreciate this the city of ann arbor is acting like that city of detroit saying this is the rule you have to fix this but there's nothing that needs to be fixed i beg you to come out to the house and walk the stairs they're not even stairs according to certain rules okay thank you hey one more thing having been to the house several times part of the beauty is walking up to those house and experiencing those steps but is there any way that i don't remember but is there a different way that we could gain access and access and entrance and egress and to and not utilize those front steps and i think so as mentioned earlier by the other question um there is a rear entrance and it only has two steps it opens into double doors can you park in front of it sorry um what was the question can you park in front of the rear door that has two steps good guests park there and access the house that way and it's about 30 feet from the doors where you would park probably no further than the front door to be honest all right i appreciate all the discussion and is there are there other questions does the board feel ready to make a decision did you want to make a site visit we have a couple of paths ahead of us i would like to make a site visit i'm in support of that as well okay so i think what we'll probably do is um what is my smart word table table thank you gosh it's been a minute since we've done this table the appeal pending a site visit by the board to meet uh open meeting act i think we have to go in two groups or more if or or a designated subset of the board could go um to as you see get a feel for the stairs um they are an unusual rise and run um and and to make a sometimes putting your your yourself in those uh places can help make a decision yep it's hard i mean i think i probably know where the house is to start to visualize and not you know it doesn't seem like you said they're further rise and run than most but i think we should probably visit for sure okay so thank you absolutely [Music] i know it's intimidating i promise we're all smiling under our masks okay i'm gonna show our water to our neighbor okay yeah and they're all in that three and three quarter inch then the 18 inch yeah that was clear in the packet almost 13 years now i've seen one person negotiate the front steps with the walker yes i can see it thank you all right i don't think anyone using a walker is going to use a well handrail use two hands on the walker so i don't know [Music] the handrail is certainly for multiple reasons right so it would be not only for people who may need additional assistance uh could be emergency egress as well making sure that there's you know something to hang on to could be for those uh times before your your snow and ice removal company gets out there but i appreciate the demonstration and i think it helps visualize the the long with the unusually long width of the step right now i think it's not an accessible entrance so yeah and i don't think we're looking for all right so i think we're looking for a motion to table this appeal pending a site visit does someone want to make that motion sure yes okay can you say it again you have to say those words all right are you good brandi no no so todd was making a motion to table the appeal pending a site visit thank you you're welcome sorry that's okay i'll take it and angie seconds that all right all in favor aye aye aye opposed okay so okay sorry uh just to note tim said uh opposes the site visit or the tabling correct okay all right so that is our new business is there any other unfinished business [Applause] yes yes so what we'll do is we'll work with the city staff and and you as the representatives to coordinate a mutually agreeable time for everybody we're not just going to show up yeah absolutely um yep absolutely and i imagine it'll probably be in the coming weeks it's not like it's going to happen tomorrow but certainly we also want to move forward on the appeal um so we aren't leaving this lingering for too long we usually meet once a month so hopefully we can get it scheduled before the next meeting but understand that you know it's summertime and schedules get busy okay any reports from staff nope all right then i guess i'm looking for a motion to adjourn i will motion to adjourn all right jerry motions to adjourn i'll second because i don't ever get to make motions all in favor aye all right all right thank you thanks everyone for your time today we'll be in touch
paying your amount of 647 thousand one hundred six dollars and ten cents and you have expense vouchers nine zero four zero four nine zero four three totaling six hundred fifteen thousand five hundred seventy two dollars and thirty cents bring those to you tonight for your approvals we have a motion on the uh gratification doctors i'm going to approve a second discussion mr mcgivern yes this is alan yes mr kaiser yes mr australia yes all right thanks to the district financial report sir tonight before you you have the district finance report as of june 10th and the accompanying budget versus actual so i bring those to you tonight for your approvals of the district financial report the budget versus actually i'm going to approve the district finance report second is that a second yes okay okay discussion discussion on the district management i just want to make sure i understand a couple things um based on how i'm reading this we've got 335 000 of unencumbered funds in mmo 125 000 unspent funds in the in the classroom site fund 271 000 of uncommitted funds and food services 58 000 of uncommitted funds and gifts and donations and 244 000 of uncommitted funds in federal areas of titles one through four i idea and yes are two and three so based on what i see here we've got slightly over a million dollars of uncommitted funds that we're going to have at the end of the year is that correct so that as it is right now yes that is correct okay and then we've got another 75 000 that we just got in the 100 100-day in-person grant and does that include the extra 65 000 or so that we got from the governor for summer school no okay so that's another 57 000 or so that we got in excess of what we anticipate so we're talking about literally uh 1.1 million dollars of funds and i'm assuming carryover yes every single one of those and which is literally of the projected budget for next year we got well over a million dollars i have a quick question um is some of that um leftover funds and what you uh had budgeted in case whatever it was in march didn't go through so what you have left remaining in mmo that is that is part of what we had budget in case the aggregate limit did not there are some groups though that mr already brought up that are restricted funds food service funds can only be spent in food service gifts and donation funds can only be used for the specific purpose of that donation so to say that they're there is yes they are there but some of that is restricted as to how it can be spent i was under the impression though that we were spending all of the procterial load money it's because when that was put together we had not run payroll and we had not processed their performance banks so their performance pay is coming on this payroll which it would be reflective in the next um okay next round okay mr mcgibbon yes mr allen yes liz yes mr officer proof okay on to unfinished so we wanted to just have an open discussion on questions that the governing board may have we have had several um discussions on things that we know internally um our team did go to the actorship active shooter training a lot of them went and we still have some going in july so we're um wanting to just kind of hear from you and if you have any specific questions i know that um mr mayfair and mr grayson have worked extensively on our school safety plan in the past and i think we know i have a question for you since uh all the events um i have not heard from a parent or the community have you guys heard anything i've gotten some really minor things on facebook saying that they're going to email me they're putting together all of their thoughts so we've received i know one for sure dan but have we received two emails i think it's just the one just one one just also being very concerned wanting to be involved um wanting to know more about our school emergency plans we responded to that parent together mr boss and i basically explained i believe that you guys have heard we've talked about doing a study session prior at the beginning of school year that we kind of talked about are our school safety protocols um the parts that can be shared with the public there's obviously some parts for the safety of staff and students that we don't share with the general public but the parts that we can that we do share those with them and moving forward we also shared with that those individual parents that uh we do have an active committee that meets monthly to discuss school safety is their primary topic and what they can do and what we're constantly making changes um ms cuevas and i also sent out um with superintendent rico's permission a letter that she reviewed um to all of our parents i believe you guys received a copy of that too which kind of states some of things that we do that we continue to improve upon and make changes where mr ferguson i will be working later this summer on taking things that we've learned over the past school year not just the most recent event but things that you know i shared when i came back from the conference in january things that we're going to be implementing to make our school school safer our fire drill safer for everybody and those sorts of things so we'll be implementing that and retraining like we do every year giving school year new stuff and returning stuff one thing that i know we discussed is you notice that when you're outside and you have to be buzzed in well there's an intercom system that we need the front office to use that you push and they say who are you here to see so that we know that they're here to visit the teacher or visit what's their business here prior to letting them in because a lot of times what happens is they're busy on the phone and they just push the button and don't look up to see who's actually who they're actually buzzing in so we've talked about that so that we can work with our front office and then having them wait here in the lobby while we call the person that is you know if they're expecting them or not or before we send them back to the classroom we typically don't let parents go into the classrooms to see kids if they come drop something off then we deliver it so um that's one thing that we had talked about in terms of having to just be a little bit more vigilant of who comes in because once they come in if they are here for business around the school they do need to put in their driver's license and then that alerts us if that person has a felony or something we get a notification on our phone that says so-and-so is trying to come in and this is what it's stating and where we've come to the front to say um you know pull them aside or say you know we have we need you to wait a minute where we can check with our sro or see what's going on um so that's added safety but that's when they come in and our of the stuff they're very vigilant about making sure that you have your id um and they're like oh you have to do the car ball i'm sorry you're going to have to go get it because you can't come in without using that system and i know there's a lot of schools and districts who don't have that um and we're very fortunate i feel like it's definitely added security for our staff and students obviously we've had the obvious discussions about propping the doors open i mean when we with koben we were letting teachers open the doors to for ventilation purposes so we need to make sure we have mr curtis who we purposefully hired to be monitoring and doing rounds so that'll be something that we'll be expecting him to make sure doors are closed and not popped open as he goes around the school i i continue to have a lot of concerns on this that uvalde thing hit me pretty hard and i can't imagine what a member of this unified school the district governing board was thinking and feeling after that happened and i would imagine that they also have a lot of safety things that were in place um obviously some of them weren't being properly followed um but i i'm just wondering i've read some things about some very professional firms that conduct security audits um and there's just something that tells me that we need to make and take every single step that we can possibly take to make sure that we have anticipated everything that we could possibly anticipate and we put things in place here in continental uh with with an absolute high degree of due diligence and i just i think it's something that we really should consider i think we've got the money to pay for it although i don't have any clue as to what a comprehensive security audit would cost or who would be in the best position to do that but maybe it's something that we ought to put out for you if i may address that so we've actually had our physical campus and our procedures not only um looked at and automated by local law enforcement and state law enforcement as well as the fire department as well as we've had an audit done by the 80 they actually have a safety officers within the arizona department of education that come to our facility all of the things that we've done we've become a role model school in the state and presented because of the things we've done because of audits and the great thing about the people so we've had pima county squat we've had the state department bomb threat assessment team come in and do audits we've had the sheriff's department so the great thing about those is hey they're all local b those are the ones that are going to be responding so they know what our campus is next week i actually have scheduled for law enforcement both serena pd as well as pima county for all deputies um next week all deputies that serve in this area to come and do a walk through with me of our campus so that they know if we say that there's a threat in the cafeteria they know where the cafeteria is if we say there's a threat in the sixth grade hallway they know where that is and so that's it's been a little while since we've had all those audits i think this is a great time for us to reinvite them in the great thing about that is we do get that input from them of things that we can improve on um without spending a lot of money that goes away when those people get in their car and leave and just send you an audit these people are invested because their kids go to school here right it's their community they're going to be the ones responding i would much rather have them doing our audits than us spending thousands of dollars it's not hundreds but it's thousands of dollars to have someone come in that gets on a plane and leaves um if we're lucky there might be someone in the state but we do have resources the uh the trust the insurance company also has audits what i would like to do is like get four five six fold on it where we have over the next few months we have all these agencies come and do a current audit with our protocols um in place because then it's current um but it's also that the responding agencies would be my preference of course i'll if that's what we want to do i'll take the lead on that we'll uh find an agency that you are satisfied with but i'd like you to at least consider using local law enforcement that are trained in responding to these and looking for ways to breach buildings and do that where it doesn't cost money but we can i think get the same result but even to me it's those are the guys that are coming and their involvement in the i don't know the 14 years that have been involved in school safety that has been the biggest thing that i've gained is it's super important to build that bond with them and us so when they respond um like the the recent shooting in in texas um one of the staff members was apprehended um i want them to know who we are so if we're trying to help in this situation we aren't pushed to the ground we can help them access our campus so that they can remove that faster and we do that by those interactions allowing them on our campus so we know every deputy knows what our faces look like where our campus is and how to quickly move around it and so to add to that sarita pd has had they're they have had extra training on higher the right situations but they're um their training is a lot more extensive than many police departments and so you are getting a lot from from them they are very very experienced and knowledgeable in that situation and i've been talking with them like i said they're they're planning on coming next week we're still working on times because it's difficult for all their shifts to get everybody in but i told them all summer long if we have to i'll be here at midnight i'll be here at four in the morning whatever it takes to get every officer on their department and then moving forward with like any time they're training you to walk a new officer in both agencies um that part of their training would be to come to our campus they already do that for sarita pd for sarita police department but they don't always bring them here um and so that's something that we're already that is in the works but absolutely so that's just some of the great things that we've already got going on this summer that was actually in play before all this happened this isn't something that we just thought of in the last two weeks this is something that we've been working on and we'll continue to keep school safety in the forefront but i i'd love to whatever you as a board feel its best that's that's how we'll proceed we can do both it's but that's i just want to be sure that we've taken every step that we could possibly take steve you know i i thought about this a little bit at the eighth grade promotion and i think we do have some good security here at the front doors but during eighth grade promotion or the track beats or what those gates wide open and anybody and anybody could come in right but we also had security at the front as well so the front gate that was the only gate open during the promotion time was made by two staff members um one of them has been trained and received training and identifying threats and that's why that individual is positioned at that point during those events um so here's the thing about the sro he was here on campus he's around he's not necessarily a physician that the interesting thing about the pima county school resource officer program they're not actually employees of the district so in some states and some counties within our state actually they are so in phoenix some of the larger districts actually employ they work for a department but they pay like 85 of their salaries which means that their supervisors in the school have some say over what they're doing he has a supervisor that he reports to he does not report to any of us um but we obviously can reach out contact his supervisor if we have concerns but he was here on those days and he was was present he's willing to let coordinate with you yep and you'll notice her his supervisor's advice he's actually parked out on the road now um so that he's more visible to people instead of his car being shuffled in with the others in the parking lot he's now parking his car out there leaving it there and then coming into campus they actually the reason why the supervisor didn't is because they've noticed out-of-staters speed by our school very quickly because they're not familiar with schools here because we're a mile up from anything so that was the main reason but the second one is it's more visible for people that are pulling into the school but it is also to keep people following the laws that they're expected because although we're a very rural school then it's still a school zone right up there for about 200 yards so and he's a while ago they were getting their budget cut the sros yes right there back so so their their budget got cut if you remember was it a year ago shelley that we went through this dance with the sheriff's department um parents and school board members contacted wrote letters sent emails to the sheriff for pima county um i'm just going to throw you on the bus shelley was a big advocate that reached out as well and basically said this is acceptable because they were short deputies they took ours completely from us um within a week we received that back after our community support um that happened to us cuevas was at three months ago approximately three months ago i got notified and i didn't tell you about this yet um but the supervisor wanted to meet with me and that's strange because usually they don't come and meet in person he showed up here with his deputy and we had a conversation he said they're short free sros because our school has a really good safety emergency plan and low disciplinary issues we're the school that's losing ours and he's going to be covering four or five other schools um unique situations sitting there in my office uh there's a knock on my door i invited students in we're sitting there having this conversation that's a student that was going through the restorative practices that we've talked about up here he was finishing it was his last day before he got full access back to the classroom having made a poor previous decision and the students out there deputy islas and i asked him questions working in teams and the student really understood the importance to respect staff and students on campus he expressed that verbally to both of us as we ask those questions he answered them perfectly and we said okay catch the bus have a good weekend we'll see you monday and off you win immediately the supervisor apologized for being there and said this is wrong with what we're doing you guys have got it right and we continue to try to punish you because you have low discipline because you mentor with your sro which is exactly what the program's supposed to be it's not supposed to be them arresting students it's supposed to be the mentoring and building positive relationships and so at six o'clock that i received a phone call from our sro and said i am now and we did share him with uh two other schools so there were three total and he said as of right now i am your only school and so per that meeting that was supposed to be taken away from for when i say permanently for the remainder of the school year and reassess based off of their um how many sros they have but so we had him full time further those three months for the remainder of the school year so like i said we're trying to do it right sir and to be honest you know can i give you a guarantee that something doesn't go right no i can't but i can guarantee you um i spent weekly you know hourless weekly nights thinking about this stuff and doing my absolute best to make sure that not only all of our students but myself and my students and our staff are are safe i go to conferences at least one to two a year specifically on school safety um i've been asked to present because of the things we've done here we are we are in a good place but that's not a guarantee that something can't happen and there's always room for improvement and that's what we're pushing and striving to do each and every day and so we'll continue to to give that guarantee that school safety is for kids to feel to be able to learn they have to feel safe and protected otherwise if they don't their environment their learning is not going to be as effective and so given this situations our society has presented it's our jobs as administrators and teachers to rise to dedication to assure them that this is the safest possible for us to make so our plan in july will be to expect to see some of the results of the security audit or what changes we're making or what additional phones or i mean we've also asked albert to look into cameras to see where our blind spots are and where we need to maybe increase funding for cameras in the school and we're also brainstorming on the pod areas because we usually leave one door open for kids who come and go from different specials or into the classroom so we need to look at how we can secure those doors as well can i add to your camera yes comment real quick um in the past albert has uh our iep director has helped us get some cameras um what's really great about those and this is also a hurdle that we just were able to do our older cameras are not remote but our newer cameras are so we've got two systems in place the law enforcement now has access and that's up and functioning right now where they can pull up and look our sro but also his supervisor so if there is an event they have access remotely so when they're in route their supervisor in the office can be telling them you know what they're seeing um and those sorts of things so that's a huge advantage that helps them in the response because then they're also giving visual ids of whatever the roof raft is that is chosen to come to school and also helps them narrow down locations which is live feed to the sheriff's department which is a huge thing that we actually were able to set up last week and all of our camera feeds have the location stamp on them and that's something we're looking to increase that type of camera throughout campus like i said we're kind of it's one of those digital things right that wasn't available when we started this back 13 14 years ago and now it's improving so we're switching those cameras out as they go back and try and improve it and get more visibility throughout the campus well it sounds like too that the state and the feds are going to start kicking down some funding for more secure schools based on our discussion in the executive session to approve the superintendent evaluation performance aid as a groupon so discussion please mr mcgivern yes this is alan yes mrs yes mr hospital crew i appreciate thank you next one is just a discussion on the climate survey 2122.
uh david saint hillary uh apologized that he hadn't answered it sooner um but that's that's all taken care of now so mr russo i know you had asked the question about the um the reserve monies and and i know john just said this i just wanted to restate it a different way and that is the 137 which was our operating budget uh we planned on the 139 and so for the entire year we were budgeting at 139 um and so we the the monies that you see with the projected 98 000 um at the end of the year is with the 139 number in mind uh so we budgeted against that reserve the entire year and kate um john and eddie eddie why are you trying to pull this up if to kate's questions about ending the near in the negative can you please walk kate and then also the committee through the plan if we do experience that spike um and claims um as as which is possibly it could happen so what what is the plan if you could talk everyone through that hey do you want me to answer them yeah i'm still having trouble sharing it well i have two screens and it's not grabbing from the second screen not even the first one so give me a quick sec sorry about that guys well the um the plan would be and i i've spoken with the city finance director about this uh possibility uh we talked about 10 days ago i alerted him to the fact that we were watching it closely we were really not in a position to predict and i asked him what would be the procedure if the claims continued to be high and exceeded our appropriation and and and pushed our budget in and i also asked about the timing of that i said when would you need to know that because we really won't know that ourselves uh probably until the uh first week or two in july when the the final junes come in um so one of the things we're going to get to at our our next agenda item is a look at the reserves that the city has uh currently uh for us and um one of those uh at least one of those reserves is specifically targeted for health insurance now it's you call it sort of a corridor when you are a self-insured employer like ourselves uh you're required to keep and reserve at least a month's worth of claims and uh we have that and a little more that's that's been on the city books for some time now uh so that that would be the first place we'd go to look because that's what it's for that's why it's there we would uh draw down on those uh reserves with the city finance director said and you know he's been consistent on these uh this he said well make sure you you've used all your other money first and there's no grants you can use and that kind of thing which is fine and that's that's how we'll do it but that was part of the conditions the other uh choice is the amount that we returned in june now the and that's on the letter i'll get to in a minute that's the 2.8 million that we'd like to get added to this year's budget uh but if we have to use some of that first for health insurance claims the way it's been designated on the city books is a very much a general amount unlike in prior years i'll explain that when we look at it so that that would be also part of the plan but i'd like i'd like that to be plan b if we could uh questions okay just a quick clarifying question john you've said that we need to keep at least a month's worth of uh health insurance claims in reserves is that calculated as like an average over the course of the the 12 months or how how did it mean how do what i've seen um the correspondence i've seen is that that's a recommendation that comes from our broker consultant uh gallagher uh the the city likes that in writing from them uh so i i'll find out i i don't know exactly but i can find out today and let you know how they do that it's a a concept that's not um unique to to dan marie it's uh it's powerful accounting gatsby's and all that stuff so that's kind of fun i'm trying to get a handle on you know what we have in our reserves currently versus what we should have in our reserves you know in anticipation of those numbers so it would help to just get that information thank you yep uh other questions or could we talk all you think about the letter that's attached i i think it's kind of important uh i don't know if you can put that up ed but it's a letter that i wrote on may 9th to the the city finance director and um it really was because we were getting ready to set our budget for next year and distribute the cuts that were we had to absorb and what i did was if you can you put that up at all or sorry john sorry everyone i'm just having trouble i'm actually cara's here trying to help me but i emailed it to cara um casimiro to see if she could share it i can't even see you guys to be honest i i just i hear you but i can't see you so um what the letter says is that there um it goes back to the city council meeting and the mayor's budget and says um it it it highlights that there were three component parts of the uh what the city was um identifying as uh school resources uh the first part was the 4.4 million 64 000 added to our operating budget that brought us from to 141 and that's what you voted on uh the other night um you'll you'll see that when we get to that agenda item oh there it is um this will be the third page uh said that yep let's pull it up here almost yeah it'd be the last page actually now i think about it so i don't know why thank you what thank you kara thank you john thank you everyone for being patient can you go to page 10 ed uh cara is sharing it can you go to page uh 10 um care that is the the last page there it is okay so uh there it is may 9th um which we have not gotten an answer by uh by the way but um i said because we're getting ready to adopt the budget um could you help clarify uh something and you'll see there uh numbers one two and three that's right from the mayor's budget book this is what the city council voted the first one there and increase in our funding brought us up to 141 million then uh there's the the 2.8 million what they describe as future non-recurring of budget needs that's the return from last june that that's our unencumbered balances last year um and the third piece was uh they believed or their uh i should say they're describing our increase in alliance fund money as money that's going to the board of education i won't we're not here to talk about that one but grants are separate they're not part of the 141 million you'll you'll see in a minute they're off budget we have an alliance grant of 17 million comes from the state of connecticut it was going up to 19 million most of that is to pay for increases and things like that for people that are already there off budget so it wasn't 9.3 million coming to the board of ed um nor was the 2.8 million coming to the border that um but anyway as you can see i i took an excerpt from the mayor's uh budget book where they said pursuant to a mutual understanding between the city and us that we could uh designate the remaining 2.8 million from last year but he says for non-recurring budgetary needs if needed so there was my question in the next paragraph could he clarify how we get these monies and if it was a mutual understanding under there's a connecticut statute that allows cities to reserve unencumbered balances it's 10-248 a so i said if that's how this mutual understanding was arrived at could we talk about it again because it permits city councils or town finance boards to decide exactly how specific this should be um different places take different views it seems here that what they're saying is the uh agreement here was to use it only for non-recurring things and i'm i was inferring maybe we could open the door and and use it for our operating budget uh but and then i ended ended the memo so we're we're still waiting for an answer on this um and that's why uh when we adopted the budget uh the other night we did it at 141 million because we don't have this uh non-recurring money uh allocated and and the way the the city manages us if you will is uh through our bank account we have a bank account from which we pay our payrolls and we pay our our bills and all of that and what they're they'll do is they'll put only 141 million in there it'll you know come and you know a couple times a month they spread it out but we won't get 143.8 million so if we plan to spend it we wouldn't be able to pay our bills uh come june that's why i i thought it best that we not uh adopt that spending plan and the programs and services in the event this money uh was not released for those reasons so that's um that's the other part of it happy to answer questions on that so it's also part of our our next agenda item questions move on go ahead um so john i you gave us a bunch of documentation this morning and i noticed that that 2.8 wasn't applied um but just doing some quick math if we do take that 2.8 out of the existing reserve funding that we have um that's going to drop us down to under nine million is that right about 8.5 well the the of course it's the city the city has the money so we wouldn't really we could request it i think is the way and if they granted it it would raise our our budget to um 143.8 million and yes there would be less reserve to use for other purposes you are correct okay i just want to make sure everyone understands where that money is coming from and what that leaves us but the reserves the reserves are not 9.3 million this is just what the mayor's book said but as i mentioned the alliance grant has nothing to do with the school budget it shouldn't be there honestly it's it's um i'm i'm just to clarify john i'm looking at the second page of the document you said it sent us this morning which has just the reserves breakdown it doesn't include alliance dollars in there correct correct okay it just happens to be close in total that's a coincidence okay so the total you're showing there on there is ten point uh approximately 10.4 million right i was hoping to walk uh for the second agenda item i want to walk through some of those documents if we're finished with this report you could go to that or your choice it's you know i'm going to share it to kara so share i'm going to send it to carousel uh cara cashier john okay or maybe i could share it cara just sent it to you okay i might be able to do it too okay can people see this no can you see my screen still looking at you jeff okay um see here sorry just takes a minute to come through the network it's the network's a little slow today so should we should have it any second here it is i i have it up i i mean i have my uh screen i just can't share it for some reason same here there it is okay all right so if you um these are the questions um it came in you just go to that for a second if you can um go to the second page cara thank you and if you could turn it sideways sorry this is the same list a little tricky hold on yeah or if anyone who has their email at home that would be good too um okay all right that's it okay so this is uh can you hear me okay yeah okay so this is the sheet that um we looked at last fall if remember this came from the city finance director and it was the breakdown of our reserves and you'll see at the top there that the important uh concept to me was they divided that into four categories so when i asked for that money in march i had to find reasons in each of those four categories that were non-recurring unexpected and in a memo i did that and that is the the money that was released um or i was told is being released uh this week so at the bottom oh and then that this the middle section those are those um other reserves and if you look in the middle the 2.1 million that's the the ibnr that's that corridor that's the health insurance amount i was talking about um and you can see some other more uh hard-coded reserves and then the total at the time was just under 10 million dollars so you if you look that and you see it says held on the city books so just in pencil there i lowered it you know the money that was released brought us down to 7.5 million but if you add what we contributed at the end of june the 2.8 million it brings us up to 10.3 million so i think kate those were your first questions for reserve funds held by the city what is the balance as of 7 122 after allocation moved to 2.8 well we could subtract that and we talked about the required recommended balance of reserves so did i did i answer that or questions on that so just to be clear john that seven seven and a half is closer to the number we're looking at once we have approval from the city on that 2.8 that we're looking for for the 2020 22 23 budget that's correct that's correct but it's you know it's in these categories so you see like 40 000 as a lap board of ed lap reserve elapsed his liability and auto policy um and then there's a part for workers comp and things like that so this is what i'd like to talk to them about is you know could we have some of these things relaxed a little bit so john just to go back for a second and make sure i understand this the remainder that seven and a half those are all designated category funds that we have to that we have to hold but uh i don't know you know i i honestly i know that the health insurance when you're self-insured you have to keep a reserve uh for i thought it was one month's claims but the others i i honestly don't know how they were arrived at a city council under this 10-248-a can decide those things it's like a house rule but there are also things that maybe were just set up as as good business maybe there was they had reason to um maybe they thought it would make sense to have a workers comp reserve or something like that again this is their balance sheet it's their decisions hopefully they consult with us a little bit but we've still don't have much to say yep excuse me john yes okay i apologize i realize i'm 29 minutes since the meeting but is there any chance that you could put together uh minutes for this meeting oh i got it i got it sorry i'm at work at the moment outside i really i got it out thank you theresa didn't want to thank you thank you um i do have one one question to clarify um the 2.4 release for the 2122 that's the one you just gotta okay to spend and that's what we based on uh 139 thousand dollar under 39 million dollar budget correct right and the way yes and the balance um from the initial covet year of 2021 is 28 or 2.8 million that's the second no that's the second covert year oh okay 2.4 was the first the 1920 year that was in march of 2020 that we were shut down right okay thank you okay all right okay so um kate the next uh set of questions have to do with the um the cares act the sr2 and the sr3 funds those are the um three coronavirus uh relief grants so what um what you asked was the original amount of the grant and the expiration date of each grant the grants balances and some other things so um in my as you look through the uh package the next thing i uh i'm sorry but i included the alliance grant award letter in there um when you uh get these grants you get a formal award letter and that the second letter is the um sr2 rant if you could put that up um you can see it's 11 million 168 000.
you have cost right now we're estimating about 115 115 dollars square foot site side concrete ramp we're talking about 10 to 15 square foot that estimate came out to be about 200 000 so the grant total with the tax credits maximum was for 200 000 tax credits at seven percent rate that's 285 000 and i'll go into details a little bit more on there's obviously some gap five debt funding still out there we're still going to have to to search for uh we're actually do it address it now the other identified other funding sources would be the dane g hanson foundation which actually helps with county because then it's in that area geographical area they have been submitting uh awarding funding for child care so these tax credit dollars are through private contributions serve as the matching fund that would give daniel i don't have exact numbers but that dollar amount reward would be to dane hanson we will do these tax credits uh for quite fun unfortunately we're not in the danger hanson foundation territory but the good news is with the great bend child care facility they were just announced two weeks ago that they received funding from the patterson family foundation so some extra dollars in 2023 will be allotted again and those dollars will be used in bargain county so if again if from these tax credit contributions uh patterson family would match uh with those contributions and i think we have a county commissioner that's willing to help too yep timeline wise might be kind of curious on you know when this would all go into effect the tax credits would be effective legally july 1st if anybody wanted to make a contribution after july 1st until but most of time uh these contributions don't come into the tax year it's a refundable tax credit whatever contribution you're good let's just say uh somebody in this community wanted to donate ten thousand dollars they are getting seven thousand seventy percent of that contract contribution back uh they didn't report the remaining thirty percent on the federal uh taxes for a refund larger as long as you're an itemizer so that brings just based on your tax bracket that brings you total contribution to about 85 cents donating some dollars for a good cause you're going to find that business there's your contributors right so schedulize on if you know let's let's just say all the tax credits are used by the end of this year which is practical it could happen i've seen it done before great ben they've already raised all theirs in less than eight months uh i think right now with construction material house and renovation i think wilson the building up there you could actually have about this time next year go ahead and just once the school's session is over you go there and get that out make that conversion probably two or three months so that it's prepared for the start of the 2023 school year again that was but i said 24 additional spots i didn't tell you on the platform spots uh what we proposed there was for 20 child care spots for ages three to five and then the option would be two separate classrooms uh because you'd have to have an infant another classroom and that will allow space planning up to eight infinite classrooms for that classroom so with uh just the way shipping is right now if you order anything you guys better visits it's projected to hear out so before pre-manufactured building we uh the vendor readers we just had to have this for the grant application with will scott which is a vendor that does pre-manufactured home gave us some of their square footage dimensions that uh it might be a little later before you can actually bomb awarded could take up to you to get that pre-made profession building here and i would say about beginning october 2024 to have that in play but she you might be asking where that goes in claflin what would you propose is the best spot it's over by your community center pretty much on the east side where playground already is uh makes perfect sense to just build a pod there and place that on there very functional uh drop off uh right there so everything's accessible uh i don't know i don't know if i missed anything if you guys have any questions on an open terratana uh the last thing you might be asking is living where do we get the workforce uh how the state how this grant uh goes about it same thing with great men they technically right now don't have a solution to where their providers are going to come from i describe this to what you saw like industrial spec buildings about 10 years ago you get it built and a company will come that's how the state's viewing it right now i think we can find those providers but anybody in child care will tell you that it's not a profitable business but if you can build infrastructure facilities for it it makes sense it pencils them so that opportunity to pursue funding is out there i think you all would agree that you should submit so that's my update on that job here these questions and yeah i appreciate your work on that yeah all right not a problem at all so uh it wasn't too difficult of a task to get together but uh like i said 50 some applications for submitted i can let greg know everyone should i probably see it out there in the news media but with it being electionary any grant seems to get awarded recently uh it's the news before the apple campaign take credit for it it's been great to work with the district and really both communities again some of the businesses that submitted those letters to support and commitment i obviously know there's a need for families workforce here to have that level of service for chad appreciate god thank you thank you thank you jay i appreciate it a presentation from trent i wanted jesse to come tonight for joe and jesse got the call because he's the guy that he's crawling around up there probably more than joe is sometimes uh our air conditioning at wilson there's several things that i would like to have the board do a little discussion on tonight one we know we cannot change the controls on it a we can't really afford new controls b even if we could afford new controls they're like a year out easily it'd be a next summer project yeah uh i have concerns with the way it's being operated now and we've worked up joe and i and jesse's been in i think you've been in on some of those phone calls about since we have epm controlling it when train is up there replacing compressors we're going to have epm up there and epm and i know i probably won't be here but i'm going to tell whoever's in my seat to be there to make sure they run it the way it needs to be run because i truly believe that's been our issue and caused a lot of our failures correct me if i'm wrong jesse yeah there's certain sequencing that comes on excuse me on a telepath and the way it's usually set up from the factory you've got eight compressors on that so when you have load it'll kick on one and then well there's two circuits each has four it'll kick this one on a little bit more low gets a little warmer it kicks this on on this side and then two and then three then four the five all the way up until eight and that's the normal sequencing and the way that it's running right now that we've found is it's starting that process it'll go one it'll go two and it just kicks them all on so somewhere it got bypassed the original uh sequencing that that it should have been on that and from all that he's written down yeah yeah there's a lot of stuff that thing is uh it's kind of been gunning a little bit so um and it's an aged piece of equipment to say at least it's what i believe 24 piece of equipment but yeah the sequencing would definitely benefit from being either reprogrammed taken back to factory or at least if we're putting in x amount of compressors just let us know the sequencing when we're there that way we can do the best by the district to get the most bang for your buck as far as cooling capacity and uh percentage of capacity of the piece of equipment because i believe right now you guys are operating about 25 percent of full capacity maybe you might be able to get away with a high pressure switch to get one other compressor on the other circuit going which gets you to you know roughly what 37 but yeah one of the things that we we talked about we've had multiple phone conversations joe and jesse and myself is a few months ago the board had voted to replace two of those compressors i'm a little concerned about just doing two after talking with you and uh joe just for redundancy sake i mean we're gonna have to pay to have the crane out there correct yeah and the mobilization and the mobilization and all that the difference between two and four was what 28 uh i believe was it 58 oh yeah 30 to 58 30 to 58 so there is some savings so some of my one of my recommendations i think to the board would be that uh we would if this would be out of next year's money would be to go ahead and replace the other two compressors and try to get epm to run it the way trane wants it to get run so we hopefully have because my biggest fear is we put two in there two of the other old ones die and then we're right back to where we were two three weeks later does that make sense right i'm kind of summarizing our conversation yeah so right now if you put in two you're going to be at 50 of the capacity of the machine and if we get six you're at least 75 and i would recommend i was talking with one of our technicians and he thought that maybe we could get another one going maybe if we put in a high pressure switch we might be able to recover an old compressor so when we're out there either way for the the current one that's been approved if they've got some downtime when they're pulling refrigerant if you guys i could just sell the part directly to the district it could be there and maybe we can have a go with that um and probably a couple hundred bucks i want to give you a direct quote on that there's no problem on that yeah they've been they have helped me a lot because i didn't i'll be honest with you the first thing about big air units but they have uh they've helped me a lot so we do all four compressors you can re-sync for whatever you do they can make all eight i would hope i can't answer that because i don't know what all epm's done and i'm not a factory trained technician as far especially on the ddc portion of it but at least if they're out there to say here's how we did it and maybe they could at least get us to sequence one through four that's still going to be a benefit as opposed to just one two kicking them all on and then they all shut down and then they get kicked on and they all shut down and that's what can cause a lot of the wear and tear on those is just they're designed to go gradually come on as the load builds through the day and then gradually come off as the load filter you know goes down through the day so yeah the idea would be to get what you guys do is it possible for us to get back to where it was factory which we could provide that to them if it is they can get in there knock that out and hopefully get it to be as operational as a piece of equipment as possible it's where it was when it came out of the factory 24 years are you familiar with larry pitachik because he's been up there with you he's been up there several times with our technicians yeah i've never met larry i've talked to him on the phone right several times yeah he's indicated he's not sure exactly what runs and what doesn't matter yeah yeah which is kind of sad yeah it's just the way that that thing was uh i don't know change just was not i just wouldn't recommend it but i mean honestly it's like they bought a ford truck took all the components that ran the ford truck out and put gm in there and wonder why it doesn't run right i don't know why anybody would do that do you see that other business working with they're a little bit of a handful but mr sherman i think i might want to maybe be involved in that uh they've been known to like if a a friend of mine who's a superintendent had taken their system out of the district and they they like wrote a letter to every board member telling them what an idiot their superintendent was for taking that out so i'm a little concerned about it but honestly i'm going i mean i'm not going to be here so i'll be willing to be the biggest sorry outfit to him in the world what are they going to do hate me i mean come on i want it running and i want it running right and if you can't do it i mean i i wanted i even just i said could i just get like one thermostat switch for the building you know i know that's crazy but we talked all sorts of different things we talked about adding just thermostats to each room the train could control because i mean a trust trained they oversee what we do at hollywood they keep an eye on it and i trust them that they're going to do the right thing i'm going to write them a little bpm a little bit on this and they hate me so be it i guess i don't know i feel like it's worth it it's just it's not cool what they've done and we did have some luck contacting them and getting a little bit of help last time we're out okay good for what that's worth are there any other questions that anybody has on that as well as i do know joe wanted to relay that the ddc because we presented like nine options on the scope and i think that was in february he did want to relay that just doing the the controls portion and that's it would be roughly plus or minus 200k again it'd be next summer so how far the compressor is out compressors so we've got uh 2n that you guys have already got and we've got probably a couple of dozen within our district which is going to be you know iowa a week any liquid line dryers and a couple of other auxiliary items but those are a lot easier to get for compressors compressors last summer was an issue this summer and i shouldn't say things like that so far hasn't been as much of an issue it's just everything else so anybody else has any questions concerns comments i'm more than happy to answer it and if you don't now and i walk out of the room and let greg know and i'd be more than happy to hop on a call or shoot an email off to anybody that needs i want to give thanks to jesse and joe because they probably get tired of my dumb questions but i don't know how all that i've learned more about him than i ever really wanted to know but uh they've helped us out i don't know how many times you've toured and walked up there and got up there and dug into that stuff but they've helped him with some stuff over at the elementary school so props to them and i think they're a good partner for this district and education just takes one break in a long time what's that just takes one of them to break for you to learn a lot about it yeah well i should learn i've learned a lot because we haven't had a lot of them break so so your plan right now at least do the two yeah and i believe that's scheduled uh into this month's first week of july so ford decided to do two more we would coordinate it and i would do them all in the same way appreciate you guys very much thank you jesse we appreciate it appreciate it thought sometimes from the board on compressors i know that it's another 20k to do it kind of makes sense to have the train there one time i mean that's my biggest concern the amount it would cost if we did lose and we needed to do it and you had a days like this here's crosby we could just fix the pressure switch on one and get that going or whatever get up there those guys have been so helpful and i'll shoot that over thank you pressure switch thank you thank you thanks jesse if you need anything if we if the pressure switch does work and is there restocking like on the compressor like if we don't need the fourth compressor what does that cost us anything oh we wouldn't be able to take it like back off i i would say maybe um i could even get that pressure switch over to larry you try it you're going to try it ahead of time yeah you can if i can get that part uh get you a price and then maybe you can try that next week or something it works it works and whatever yeah and that's on so there's two that work on on one circuit and then the other one that we think would potentially hopefully get going on the other that being the case any other questions thank you guys so much my biggest fear is i don't if we got weather like this it's going to load it pretty hard i don't i don't know that's my concern and i'd like to only pay for the training once and i won't be here but i don't i would hate to have you guys in august happen to call him back out to do something i guess maybe we could get him that pressure switch within the next week and he could try it and see if we could get another compressor online i mean i think we're going to be meeting another timer at the end of the month you want me to see what we're at and let you know that okay that works important okay and property insurance you received the policy update ours went up about 14 which is a little less than what a lot of districts are getting 21 last year it was 136 this year's 158 again this is through emc where we are it's it's a benefit but it's also a drawback that our buildings are not like all in one community so the chance of a tornado or some natural disaster hitting claflin spiraling over to hollyrood and then up to wilson and knocking all our buildings out is quite slim that does help us quite a bit if i'm not mistaken we would have uh we would have plenty of money if under the blanket coverage to repair or replace any building that was totally destroyed by a tornado i've made sure of that with cassidy so my recommendation to the board would be to go ahead and raise that and here just an fyi i don't know if you remember or not we were with uh kasb and they emc no conrad insurance was writing that then they went to a consortium of districts all paying in kind of uh everybody pays and then it was going to go it was going to be over 200 grand if i remember right well they had that tornado in handover in their first year of existence hit that school and i've talked to several superintendents who are like scared to death right now what their property insurance is going to be because it was basically a pool that we all put our money in and if something bad happens somewhere that money goes to that well unfortunately it did happen and they're looking at a pretty good fill in andover for that tornado so i'm not saying we made 100 right decision but i think this was a good decision for us last year thoughts are actions from the work hellmuth we approve the emcee property get the chairs all right second by chat any further discussion all in favor raise your hand and the work compensation anything one taketh or one ticket this one gives back uh our we'd had a work comp claim that had been riding on our record for quite a little bit um it's down about 30 grand we were 53 000 last year this year we're going to be at thirty thousand dollars uh for workers comp uh with which is through kansas association of school boards so uh that is a positive for us thoughts or actions by chance second by josh any further discussion raise your hand mr president i moved that the board going to executive session pursuant to the canvas of the meeting site to discuss confidential personnel matters related to non-elected personnel as they relate to employees contract and possible resignation and that will return the open session act seven oh five 705 with superintendent great court john sherman the innocence raise your hand fastest uh all right we were back in open session mr president i knew that the board going into executive session pursuing against social meetings act to discuss confidential personnel matters related to non-elected personnel as they relate to the principal's position at wilson and that will return to open session in this room at uh 7 15 7 20.
okay hopefully you've had a chance to review the climate surveys um we had 41 responses from staff 102 responses from our parents and 330 student responses so almost 50 of our students and 41 of our staff as we're talking about safe and organizing is interesting because our parents feel 90 of our parents indicated that they feel our that we provide a safe and orderly environment students on the other hand were at and they feel that there's adequate supervision at 70 our teachers um response was 75 so they're relative there um when we talk about our book excuse me our teachers our students they 63 felt safe and then there's the question about that they trust their teachers and that student response was 64 but the students did respond that they feel that there's adequate supervision so as we as a leadership team start to look at the data what i was so proud of is the fact that there's 18 pages of comments from the student end and we've really worked hard to let them know that we want we need their input they're the eyes and ears of what's going on in the classroom and working at building student agency and when you read their feedback they're very specific on what they like and what they think needs to change which is very nice because what we do is we bring the data back to them during our student advisory and we talk about it and we bring the data to the teachers as well and say look at the discrepancy between what the teachers believe versus what the students believe and what the parents are saying because our goal is obviously to have them all in agreement and in alignment with what we're doing in terms of curriculum safety emotional well-being and the safe and armedness of our school so what we'll do is come back to the board we'll discuss it it's always on our board governing board agenda for our retreat to also identify some things that you've noticed and things that maybe we need to highlight and focus on overall when you look at teacher satisfaction was you know 56 anywhere from 50 to 60 in different areas and obviously there's a lot of things that we can do as a leadership team to improve that with teachers um but again i was very pleased that the students actually took the time to tell us about what's going on and what they feel needs to change so we will um follow up with whatever in comparison to last year did they like the school lunches um you know that was interesting that's their big thing is they don't like the school lunches so i think last year i think we had a better response in what they were wanting but if you notice they want choices so a lot of the comments where we want choices we don't just want and um and i don't know if the other middle schools have choices for kids or if they're hearing it from somewhere but when i was a kid when we may do this like a hamburger was always an option and then whatever the day was so if they didn't like that they could at least have it right so that'll be something we'll be meeting with food service on because we share it with the departments as well look forward to discussion of the fort retreat yes thank you that we will talk about the arizona academic standards assessment so you have the attached uh data that we provided which you've all seen and we've discussed in executive session um you will be hearing more from um this is cuevas and um in our future meetings for july and august on how we roll out the data and the information for the teachers and what instructional decisions we've made in terms of reteaching the bridge for our students i had to meet a 301 plan this is an action item we're looking for a motion to approve the 301 plan for next year 22-23 i think it's fine the only thing that i wish the committee would think about is distinguishing on the performance pay between proficient and highly proficient teachers i i still am convinced we need to be better really rewarding excellent teachers and right now a teacher that's graded as highly proficient is getting the same thrill money 301 money is one that's great and just as proficient my only comment real call please mr mcgivern yeah mrs allen yes mr skies yes mr rashford yes next is the uh to approve next year's calendar i believe it was just modified attached in the last to tuesday's second semester this is an action item so we'll need a vote on the word count i'm going to approve the governing board calendar next year second things right here this is not my skill set okay who made the motion calendar okay i'll tell you i said all right mr mcgivin yes this is allen yes mr skies yes mr ashley yes all right now for the fun part to read the policy advisory item so this is first read so what we will do um and being that we are going to have a new executive administrative assistant will plan for second read in july and then we can submit them to asda what i can do is at our board retreat i can let you know what we're doing and what changes are in that policy that's right to be sent to us but most of them as i've reviewed them are not um there aren't any major changes to the policies that we have they went back and forth with the mass mandate and we may have noticed that in some of those but we can move further at our government before you suggest that we take action or postpone no no it's just discussion because it's first readings um are these available on the website yes you're going to want to let me approve the first room i move to approve the first rate of the policy advisory second one mr mcgivern mrs allen yep this is now more first reading of advisory 680-711 looks like this is just some re-numbering i'll make a motion to approve policy advisory 680-711 a second discussion okay sir mr mcgivern yeah alan so this is the budget um we budgeted with a one percent increase in our adm over last year um if you one thing that was a big change this year versus previous years we learned that the three sideways okay so you see our mno override increased dramatically over the previous year um the emino override page are you on this would be page seven so it's up roughly 400 000 over the previous year so our maintenance operations um override is based off of a 14 of whatever our revenue control limit is our revenue control limit went up over a million dollars versus the previous year so that's why that figure is much much higher you can also see where we took money from our maintenance and operation in the amount of 141 195 budget move that into our capital that way our capital budget would have a budget of 550 000 versus the 436 that it was going to be so we moved that on over if you i'm sorry coming back up here to page one of the actual budget i apologize for all the flipping you can see all the different categories where we have budgeted funds for the upcoming school year our budget this year versus last year is roughly 491 000 more than this year now please remember we are using forms that are based off of this school year's allotments the state still has not passed a budget for the upcoming school year once those are done we will update the forms with the new amounts and once once we bring you the hopefully it'll be done before we have to issue out the adopted budget um and that'll be our july board meeting um i'm pretty sure the state has to pass a budget by june 30th i'm pretty sure they are locked into law to have that done by then so we should have budget forms at the worst case scenario within the first couple of days of july so that'll give us roughly five six days to be able to put together a brand new budget for the for the actual adopted um i apologize for not being able to get this out to you any sooner but this this was was released last friday or the friday before and we had about three days of quickly able to put this together fortunately i was able to do about four days worth of work prior to the sheets coming out so that i could get everything within our accounting system and then adjust from there so does anybody have any questions whatsoever on our proposed budget for the upcoming school year first of all we need a motion first we're going to do that motion to approve knobs i moved to approve the proposed budget last year one second the discussion yeah i'm not so sure i understand the imminent override situation okay um in essence uh our tax rates were going up um i mean the eminent override was what was 14 to 1.226 i mean that that's significant it's an additional eight cents basically more than liked out every dollar we saved the taxpayers on the bond refinance i understand if the revenue control limit is up by a million dollars but why does that increase the override from 14 to 22 because when housing values go up the amount that the state pays goes down so that the taxpayer has to make up that difference so if if it was conversely four houses with housing values going down you know we increased over 40 million dollars in value in property over the previous year so that's going to give us an increase to our tax base but unfortunately as a donor district we won't give most of that away as i have this budget right now i don't have anything going back okay um i've got a few more for somebody else [Music] um on the illinois overall increase in salaries is around four percent yet in the regular regular education the top half of that mlo budget i've got benefits going up 42 percent over the budget this year how can salaries go up four but benefits going 42.
that that should um also appear on eddie's grant report and you can see the uh the award period right up above there um it it ends in september of 23. what they mean is you your expenditures your encumbrances through june you can pay during the summer of 23. but that's um that's the 11.8 million and you can see for all intensive purposes uh there's one more year to go with that grant if you then uh go down to the next one you'll see uh what we call s or three uh that's uh 25 million dollars and you can see it goes for uh another year uh up until september of 24. the one uh the cares act which i just i should have included i'll hold it up it's in pink um that was 2.2 million and it it expires september 30th of 22 or this month we've we've spent all of that so those are the three uh grants and the glass for the grant and the expiration date uh the balances the the grant balances of 6 30 22 we don't have yet we have a few big things to go this month uh particularly what we call the final teacher balloon payment uh teachers can you know there they work 10 months but if they want to try and set aside some money for the following summer we hold back their pay and we give them a big check for the rest of their contract later this week so there's some big payroll about to go through i think eddie we thought it might be a 15 million dollar payroll on friday um so there's you know benefits and things like that with it so we don't have the june 30th uh balances but we do have um you know the balances through may so i think if you want to look at those i sent it to caracara can you share that um esser one two and three uh created it this morning so you guys can take a look of um what was budgeted what has been expended year to date what's encumbered and what the um end balance is as of may 31st um as john mentioned there is a big payroll on this month uh i'm sorry this week it's the final payroll the most important payroll of the year um which up to five to six pay uh paychecks per teacher the balloon payments which is uh 15 15 16 million dollars we'll know the exact amount um once the report is run tomorrow morning and um john and i will take a look at it and make sure you know uh you know dotting our eyes crossing our teeth to make sure everyone is in there um it should be did you get it i don't know if you got it carob might be page nine reporter eight no i didn't uh send it out i actually created it this morning i wanted to just to share with the committee so they can take a look at each line in them so these are um you know your 100 lines are your salaries 200 are your benefits 300 are you know service three four five hundred you're like property professional purchasing services uh then equipment line and it breaks it down by each grant so you see s or two in the description i didn't manipulate the system too much because i grabbed it from tyler to show exactly what the number looked like as of uh may 31st um so if you could see this and i can share with the committee i just didn't know if it would get there on time but i'll email it to um the committee so you guys could have it part of your document uh the packet and you'll see negative numbers i know those one questions there so for uh for example if you look at that social security 5200 line for the cares act which is the first one we went over budgeted on that that about ninety thousand dollars which we're rolling over to sr3 to cover that balance um i had mentioned it probably the last two finance committee meetings same thing if you look at the 289 the supply line for cares act there wasn't a budget created that when um we submitted it to the state so you know we did use the money we uh we did buy supplies but if you go all the way down um once you total this amount for all the esters there's more than enough money it's just once you get into the detail of each line some lines are in the negative some are in the positives very similar to what we've been doing the last few months and kind of uh transferring from grants to grants if it's allowable in the esser grants it's a lot more allowable for sr1 2 and 3.
7 20 with superintendent greg clark and john sherman to be in attendance so motion is our second second by allison all favor raise your hand look fast okay so much 20 seconds 15. mr president i made that the board going to executive session pursuant to the social meetings act to discuss confidential personnel matters related to non-elected personnel as they relate to the superintendent's position and that will return to open session in this room at 7 25.
so if you remember when we did this last year this is where the any contingency funds are placed why funds because there is no other place i mean i can put them anywhere on here and you're going to ask me the same question about why is this category in the interest of transparencies though greg i think we need to be able to show a budget as to where the monies are and if we need to set up a reserve budget i believe the school district can establish a reserve budget and and place money in there as a reserve for contingencies that we don't anticipate right now so i am limited to what is here i cannot i cannot just take 200 000 out of my budget and put it somewhere else and i i have to budget this number down here and what is it so we we can't add line items no yeah we do have reserves that's why we place it in places like this that way we know where it's at and that's kind of the public the public doesn't know where it is what would be a better line item to put the reserve item in that would make it more transparent and we can footnote the document so that we know that we've got that just in an effort to be more transparent because when someone looks at it just like mr ollery has and sees a 42 increase in benefits it begs the question so where can we put that maybe other programs i don't have my glasses on but it seems to me that i saw something something that had a zero value and then we can footnote it it can only go in like aren't aren't some online items like once you put the money in it that's it no no everything any anything is interchangeable okay do you have a line that we don't use there's the others so it is in a line item within benefits that we don't use okay so that's why it's that's why it's there and if if you want to know exactly where it is it's an under employee dental we don't pay for employee dental so that's where all those funds are so that's so misleading it's not necessarily like that i don't understand how you think it is you're just gonna have to explain how you think it's misleading because okay so put it in dental benefits we don't pay dental benefits we don't annotate what it is so we've got a big chunk of change that nobody knows why or where it came from or what it goes to okay so how is that different then if i put it under 2 900 we can annotate it and say this is what it is it's a reserved contingency so what i can do in future budgets is under on the very front page where we talk about average teacher salaries i can put an asterisk in there because i can't put an asterisk on within the document because it won't the the formulas won't work with an action i can put a comment in here this is about the only place i can think of i can even put something and say that there are contingency funds in the amount of x located under one thousand sixty two hundred why can't you put the their contingency funds are in other i can put them wherever okay i just keep them in sixty two hundred because that's another other means is for something other than devil well actually that other is more like dues and fees travel hotels so it's not really really unused so using an unused box yeah yeah so it but there's nothing in there right now so you could put it there and then and then put a footnote on page one that's saying under this line item whatever the amount is it's like 200 somewhat thousand dollars 287 000 is a reserved for contingencies i could yes okay i think that would be at least transparent and i can put that on when we go with the adobe budget i would be more than happy to do that as far as the actual pages go these are all locked by ade in the auditor general's office so i can't add anything to that page okay page three on classroom site fund obviously significantly down 738 thousand down to 483 000.
so very similar to alliance where you can do alliance uh a priority school is another one but other than that those are the really only two grants we can do uh transfers hey can i just ask a quick question here um those sr3 funds that are in the system did you guys only put the dollar amounts in that that were discussed as far as we're going to take x number of dollars for the for the 20 uh 21 22 school year and then you know divide the other section of this into the 20 20 22 23 school year or is is this does this reflect all of the esser funding here it reflects all the esr funding but for 2223 we need to read our resubmit an updated sr3 plan in order to move certain line items from line items in sr3 to cover those so the itemization here covers two school years or one two two school years thank you you look at our monthly report uh for the sr2 and the sr3 you'll see the same amount that matches the award letter so you'll see for sr3 25 million dollars as a budget but we're not spending a corset all down in the first year in in these expenditures are things that have occurred since the grants were approved in the fall okay all right and then uh so following up on eddie's question if you go down um the next question you asked was for an itemization of expenses that will be covered by the grant in and i included the alliance grant in the next group of papers you'll see that i sent you but this is the application that we send uh to the state of connecticut that gets approved and if you look at i don't know if i'm getting ahead of you cara but you'll see uh for each grant uh uh first you see a summary of the line items i i don't know if you can go back carry to my um care if you click that additional financial uh it's that tab at the bottom i'm looking at i can barely see if you click on that additional right at your bottom whatever additional finance get that one thank god so if you go down i think i'm probably on page eight seven or eight so there it is yeah it just passed so this is uh this happens to be our alliance grants the same thing for every grant they'll show you how they've approved you're spending it but as you go down a little more for everything we want to do we have to show if you went to page nine for example cara or ten you can see um the itemization of expenses that we we plan to do in the grant now for the um the esser grant uh if you were to continue i gave you all the alliance um the esr i think um begins let me just see there'll be another purple page that'll begin on page 24.
there's a motion is there a second second is there any discussion i thought we're going to make another what did i miss all right we're back in open session uh so we're going to move into the board discussion on the principal position in wilson i would like to make a motion that a contract be offered please okay a contract be offered to ken holtz uh for the interim principal position in wilson for next square any further discussion hearing none all favorite raise your hand and we're going to go ahead and table uh number 14.
i mean that concerns me um if we divided that up by our certified teachers every teacher would take about a 4 000 haircut over what they received this year which in essence wipes out salary increases our teachers will make more overall next year than they did last year okay so if you remember when we put together last year's budget we talked about how remember we still had those free buckets of customers like fun money right each one had over a hundred thousand dollars in it yeah okay that money doesn't do me no good sitting in that account it needs to be in teachers pockets that is why the previous year was over 700 000 right and this year the budget's 400. not only that but the amount for weighted student account went down 25 dollars as well it went down from 738 to 703 i believe so but they are going to make less they are going to make less but they made a lot this year i understand but that but that lot last year is based on having over 300 000 sitting in the fund that hadn't been used [Music] i also just noticed that the 2022 expenditures um for the classroom site fund don't trap with the district financial report okay so what's not tracking because i didn't i don't look at the this says on on page three it says here fiscal year 2022 actual expenditures for budget adoption use actual expenditures uh to date plus estimated expenditures through the fiscal year end uh 728 thousand one hundred dollars and yet the the csf on the district financial report shows something like 631 or something like that so this was all prepared prior to friday okay we ran payroll today which will take out that extra money which is why it is the anticipated expenditures for the printer of the year so that's why that's not going to attract yes it's all income well that that 613 included in convert csf funds or 631 or something like that under the district financial report let me look into it a little bit more deeply and i'd be more happy i appreciate that um and then the only other thing i just noticed on here is that it's probably a typo right if you go to the summary page one find it on here at the top under budgeted expenditures and budget limits you see what i'm looking at you've got the same amount in budget budgeted expenditures and budget limits for both the classroom site fund and unrestricted capital athlete fund yes that is correct we budget to that limit so the budget expenditure is the same as the budget limit yes so if you look at the very first page of the document yeah okay it'll tell you budgeted the available budget okay budgeted expenditures those two numbers correctly thank you not a problem always enjoy your questions anyway any reason to give some donations has gone down so much to be honest we didn't have a whole lot that came in as far as gifts and donations we had more in tax credit come in it seemed like than we had within a regular donation um also remember that we did have some donations that came in i believe we got like five thousand dollars for for computers from one organization we got another 8 500 from another organization so you know there's 13 000 right there and just give some donations towards technology that we didn't receive this year okay anyone else broke off please mr mcgivern yes mrs allen yes mr skies yes mr ashford gordon school of ads okay i'd like to um as we looked at our pre-service day schedule we'd like to move the governing board breakfast to thursday august 4th instead of august 1st if that's okay and we're reflected in our july 4th as well and remember the retreat is july 8th from 1 to 5 location to eat awesome would you like to have it here any preference do you want to go to la fasada do you want to stay here do you want to go to the experimental range for the retreat yes for our governing body that was not so good it was nice it's just far and dusty is it a gravel road it's dirt when it's right with you i know that's what i said your driveway is very dusty it's four miles so i mean it was nice for us to be able to be off campus and not be interrupted yeah um but when we're here typically we don't get interruptions like we do when we're christmas but if you want to change this scenario then we can go back to maplestaba or we can stay here i don't care you know the omni has a really nice college where do you stay here august 1st uh future agenda items we added this in case any numbers want to add something in the future to the agenda anyone join once or twice okay discussion we'll do as normal we'll start again with and we move our way down if anybody has any information and discussion well i think that we should all be very happy about the test scores and they overall look good and then we should also celebrate that in fact the budget does have to be passed by june 30th and uh so you'll be able to get that done before the july and before i have to have surgery well definitely before your surgery i can come in and finish it for you i'll use crayons um i want to congratulate joe ferguson i'm a huge fan congratulations on your new endeavor i think you're going to do great reading over the climate surveys it seems you are going to get a very warm welcome from the teachers um i know they're all looking forward to it it's a little bittersweet um our jazz fan and orchestra and all of that are going to be pretty sad you've got uh whoever comes in she's gonna have to choose to go in our music department thank you for what you've done in our music department and good luck thank you i will let go what mrs allen said however i think we should have had a requirement in there that you had to find a very very talented successor before you were able to move on to the connection um yeah just on that one grant that we got um we asked for roxanna we wrote most of them we asked for nine grand correct me from wrong and we got 65 000.
um i think this is important um to know that the uh the very first page you know you'll see what the state uh allows you to use the s or monies for it was same with the alliance but um you know they remind you and they what you do is as you look for example at page 26 or 27 um maybe we'll go to 27. um that's a good page we we said we were going to hire 14 fte teachers for expanded campus for the school year if you look down student behavior specialists 13 elementary schools three in the middle school so these ideas all had to be approved by the state of connecticut they had depart state ed department they did it but what these were if you look at the amounts those were the amounts we would spend in this case over two years so um it's hard to see but you know the idea the sr2 grant was to hire these teachers uh pay him this year and next year and that's the amount of money that it was approved um so you can we have to do that for for every grant um so if you want to know what what we were planning to do itemized this is where you would look and then as you go down you'll see the same thing for the sr3 that begins on page 54.
could i make a comment just uh just so you know today was the deadline to get the question numbers i'm missing josh's and so just throw that out there i got everybody else's awesome thank you and the summer school for such planets village you should have a sheet in there that'll be paid for out of s or three if we ever get it when we get it thank you sorry i'm a little pessimistic on some state stuff right now and just so you know i was at this that um i asked about summer school at wilson and they're not going to happen this summer so just be at central plains well i was like getting my computer back up is there any discussion from the board thoughts actions otherwise motioned by chad is there a second second by camera any discussion you're done all in favor raise your hand and lord approval for uh assistant coaching wilson and melanie freeze for para central plains filming although that be approved motioned by roger seconded by josh all invader raise your hand and mosh pests and board approval for michelle mcvay for the summer peter wilson and aliyah she crow alicia crow for the summer custodial and central points actually i should say summer second second by roger paul favorite change and board approval for the 2223 school calendar there was just the change on the parent-teacher conferences due to some conflicts with athletics so he's a conference from the 16th to the 9th of february yes that changed february 17th workday february 10th entertainment motion by johnson yes okay and board approval for the rooftop i've sent out roof bids uh for some planes uh high some swings elementary school and wilson uh both those buildings have the steel roofs and they are the original roofs we've had some work done to them i've given the board pictures i believe on some of the issues brought some of the material that will be used for both those roofs it's kind of like a bed liner for trucks but a lot thicker i sent out bids to three camp local companies got three bids back uh we have washington roofing and this basically be the packet that the auditor gives to we have washington roofing and i thought this was a typo but it is custom paint and carp uh i can't read that it's a light i wrote it in there on mine it's 61 seventy 571 thousand two hundred and i thought custom could have spelt like cuss was wrong but it's right and the last one was uh stucky roofing and construction out of great bend and theirs was 59 073 000. this will basically deal with the valleys all the seams anywhere there's an intrusion into the building will be sealed because john had walked they'd walked the roofs the main metal is fine it's the seams and all that that need to get repaired uh believe the low bid was washington roofing of the three that we received and my recommendation would be that the board approved that for and that will be for physical year do they need to say that diane in their motion that it would be paid for out of the 20 23 school year capital outlet ever use any of these companies washington roofing is they did they are in charge of this whole roof here um john i've known him i knew him in high school didn't see him for 30 years and then we bumped into each other when he i found out he took care of the roof here um yeah they did the wreck um they've repaired i've had nothing but great service when we had the hail storm here they were over here the morning after putting tarps on the broken skylights evaluating they helped the insurance guy figure out yeah we need a new roof here so we got all new roof when we had that wind storm in february we had a little issue up here i think tim spotted it they were over and fixed it they do that's their job it's are roofing [Music] they're going to make it color to match the roofs and all that i don't know if i brought that to a meeting or not if i didn't they're just pictures okay he brought it into me and it's you're talking yay thick maybe you know there's several layers to it you spray it on yeah i'll make a function [Music] um any further discussion you're done i'll favor raise your hand motion passes and a board approval for the ina alert i name for a minute out of my life allison asked about the bidding of this uh i did a little research on how like ina became on the state vendor list the state has sets out a project and asks companies to bid whoever is the lowest bid can provide this that's how they get on the state vendor list i talked to somebody that might become might work within this district and and that person felt like this was a good use of esser funds sr-3 funds in particular one of the things that i had added was vape detectors in wilson i didn't do the whole security and i think i talked to roger about that on the phone that i would be for vape detectors in the building but not the whole security system because i think that is is a good policy these cameras they local company you're looking at the bid for central plains high school is 117 650 249 and on the very back somewhat back page here that group the vape detectors for wilson uh is nope that's just central plains high school i added them all up no no no on the very back page you'll see the vape detectors in wilson for 35 819.
that was the one for the summer school to try to i guess part of the goal was it to help kids recover from the code shortfalls um and we splunked it around part of the thing was to entice kids to come so the roxanna had the idea of friday funday hence the trip to the pima parents base the zoo et cetera and it sounds like it's working if you're getting close to 100 kids in summer school um i don't know what haven't had years past but that was a pretty cool surprise to get so what this will do it would because we did budget entitled federal funds for summer school to pay teachers so what this will help us do is journal entry those teachers from this grant and then it'll free up title funds for us in the school year to do more curriculum planning and collaborating with teachers or whatever you need with that we probably have some stuff to sign up it is
and you can see the different uses uh there and whatever i'm going to make it dizzy for a second cara and john can we stop for a second um there there was a of something to cast there was a the other one john and eddie the presentation when it gave the breakdown um at the conclusion of our budgetary process where that 9.3 million was on the screen can we find out when and put that one back up ed can you find that one and so we can get that one back up here that was that one pager where it gave the breakdown and it was like a nine i think it was like a 9.3 million piece um and and i'll kind of speak to what's on the screen right now okay cara if you can share that i'm sorry kevin that's uh page number two is the one that you should go all the way back up to this file that's the correct file and it should be page number two that that page right there that's the one kevin's talking about no not this one it was the other it was the other one where theresa was asking clarification on the number there was a different one that she was asking about i think it was theresa and she was the letter that was submitted to uh to the city right right and i think the letter was explaining something to us is it this one eddie no it is um it should be that how many do you have four tabs i can only see four tabs of yours there should be uh yeah let me see if i could find the first one okay and so well well what cara is looking for for eddie and john i just want to share those documents that we were scrolling through fast is um representative of the presentations some members of this team courtney carrick kelly and i and mead when we made our presentations in the budgetary budget process for these federal funds coming in and so as part of that process we were anticipating um challenges uh with learning loss social emotional challenges and rachel kate to begin with al you might recall miss cooper you might recall us saying we're going to need an increase in guidance counselors we're going to need an increase of social workers we're going to need an increase of interventionists and so we were doing we were presenting those on pretty power points but what you saw in this submission to the state was to take all that information and actually submit it line by line what those positions would be what their purpose would be et cetera and we spread that over a three-year grant in essa ii and so3 and then cares uh you know for those first two years um when i when and i'm just summarizing what john and eddie have talked about um and and essentially given the shortcoming from the city we are now moved to revisit our three-year plan of so3 um and and frankly accelerate the last two years of that grant and make it a two-year grant instead of a three-year grant uh that's how we're planning to make up some of those monies but i wanted to get to the i think it's at the end of this document i'm not positive final page on this document but i i also yep this is the one so i also recall the moment um with city council uh when there were questions and and frankly i think there was you know i think some folks left confused well the the the district asked for a 12 point um you know a little bit over 12 million and we're only three million dollars off um and what's what's not accurate about that statement is yes we did get four million from the city but our ask was specifically for the operating budget and so when john said alliance is not supposed to be part of the operating budget and i just want to hammer home that point right so the 2.4 million was not part of our ask from the city we were already anticipating the 2.4 million dollar increase as part of our grants um the 2.8 million dollars from our reserves we were already anticipating and you guys might recall and i can i i i'm happy to also present something that reported reported out previously we anticipated an increase in claims for the 22-23 school year specifically health insurance claims in which we had eligible uh monies and reserves specifically for that purpose so that's what the 2.8 was for and so that it was not counted as our ass from the city because in our eyes we already had that money in the bank the 2.4 million from alliance was not in operating ask that's a grant separate from the ask from the city and so when john continued to say we have an 11 million dollar shortfall the number still remains we receive 4 million dollars from the city which obviously we're grateful for but it still fell 11 million dollars short of the 152 million we were saying we were needing the 2.8 and a 2.4 that are in this number right here that was separate and apart from our ass from the city the city as part of their presentation grouped them all together and said we're giving you 9.3 and again we already had 2.8 million dollars in the bank and we had already anticipated we will ask for that 2.8 million and apply it to the anticipated increase in insurance claims we had already anticipated the 2.4 from alliance in fact and as part of our presentation we said 1.3 million we would apply through grants for our for our um for our requirement to provide a new reading program next year right the other million dollar is quite frankly simply just in salaries alone for budgetary obligations so the 2.4 million dollar increase we're getting from alliance obviously we're happy about but it was already spoken for just between the salaries that are already in already in alliance the other million dollars is for the new literacy program that we're required to implement so our 2.4 and 2.8 you take those two out it's 4.1 million and again john continues to try to hammer home hey there's an 11 million dollar gap and so we're filling that 11 million dollar gap with accelerating so3 funds instead of spreading that over three years our our implementation plan is to implement is to spread it out over two years and so i just want to clarify some of those things one i want to clarify this page because it was i don't want to suggest it's inaccurate but these are not two and three on that you're looking at on your screen was not part of our operational ask our operational ask that we did receive is 4.1 the other two we already anticipated as part of our budget so i i just want to be clear about those things and i there may be some questions about those things i'm happy to answer them if we can so uh kevin i also in our um second piece of information at the back uh there's a chart that shows the grants um and also the numbers i think is the very last page someone wants to see it visually so that is also a page in there from the uh mayor's budget showing exactly what you just described i'm sorry which document john the additional uh finance material tab right there cara thank you um i think it's the last one of the last pages [Music] yeah yeah there's a graphic those shows the um i think one of the questions asked was um describe the funding sources so in addition to the 141 uh these are the different amounts of our grants next year um the big ones that is and then cara if you went to the next page i'm sorry the the other way um yeah so so here are the numbers themselves what they'll look like um and as as kevin pointed out um you see at the the top there is is june 9th of a year ago where we had the sr3 we were planning to spend over three years but now with the budget cut and absorbing that you can see at the bottom part um next the june 8th uh board meeting we decided to go over two years that's how we've absorbed the cuts so you can see nine million dollars would have been uh spent two years from now now we'll spend it next year the reason that's not 11 which is what the cut is is because we have some salary savings we have we get every year that's in in the memorandum i i sent you may 20th that's what we think is typical of all the attrition where we hire people at lower steps than the people who are are leaving and then we also will require fewer k5 sections next year just for uh the way the enrollment has come in so that's the difference between the 9 million you see there in the 11 million uh that was cut john can you go back to that um the chart for a second with the grant on it yeah just the page right above it yep yeah um i just want to make sure because my understanding is the alliance dollars we receive are reflected in that 141 million dollar budget uh not at all that's that's what that's why we object uh no um maybe i'm asking the question the wrong way um the sr sr2 sr3 cares money title one money that comes in separately from like the main budget that the city gives to us yes and the alliance funding is rolled into the city dollars now it comes in just like the now it comes in just like the s or cares act title one yes it's a it's a grant you saw um i put the application in the package you have we have there are only certain things you can do with it we have to ask the state for permission they approve it and then the money comes and we have to have a separate accounting of that uh you're in reporting if we have a change um that grant is managed by the state ed department just i i think what um the confusion comes is because when um when the state of connecticut finances it they finance it out of our state aid and that's how it it gets discussed but but the actual management of the grant it's no different than any other grant we have it's it's not part of the 141.
and like i said that will be out of s or flats so my recommendation would be to approve those is that s or three yes or three no but they know that it's you've got the whole s or three thing there it each time we've had to do esser they've changed how we do it now they've got a link on ksd's website under the authenticated application that administrators get in i submitted what i thought was a completed form they said oh no you didn't put these dollar amounts diane and i worked through salaries and put them in there i hit save diane called me said well he never submitted i'll clear down on the very bottom of the page there's a submit button it's now been submitted hopefully we can start drawing on that money sooner rather than later no doubt that we get it oh no we'll get it what's the total amount 500 996 000 and you have to set some of that aside for student uh learning loss what's a certain percentage right twenty percent is that right twenty percent but even the summer school could come summer school can cover some of that and hv does like the door access so because we were not asked to fit it before this was presented that doesn't mean that there aren't other companies that could provide that service but hva will have saved from fittings thoughts reactions i think that i mean i've always been a big push on the security stuff in general i think that the faith issue is a very big issue but i think we need to do something so with that i'll make the motion to approve the i alert is there a second also right by roger you need further discussion fair enough yeah yeah yeah um we proved this tonight when can it be started and like you said they do know that we want to pay it we've had multiple conversations i couldn't tell you right today what a start date would be but i would let you know as soon as they know if the board approves it i will get a hold of them and i would let you know my thought it would be before i mean my goal would be i hope it could be done by some in the summer but i'm not going to promise what they could do a lot of it the vape detector the cameras uh those cameras have turned i mean we've got cameras now that at the time were good cameras but as time goes on technology improves one of the things i like about this company too is that they will monitor help us monitor it so yeah so is your motion to improve the remote monitoring on all the pieces either so yeah the 173 which i think is one and there's cameras or things there it shows you where the vape detector is relocated um there i think i told you too that and you see where the cameras will be located uh those vape detectors also detect like scuffles or if somebody were to get into a fight in a bathroom it would set off and let an administrator know okay let's go back didn't you go back to the administration yeah oh yeah oh yeah plus remotely in some places yes because one of the things that we had issues with and it just technology changes is we had these cameras and something would happen and well that camera wasn't working right then they will make sure that stuff's working because i said dude i don't want any like oh i'm sorry it didn't work right then because it always doesn't work right when you really need it to work you know it doesn't catch john peeling out of the parking lot it catches john parking perfectly so uh the the way that i understood it is that the monitoring is to make sure the equipment is functioning or if there is that's not not one video yeah thank you they're not yeah i'm sorry yeah they're not sending their monitoring clarifications off but making sure that everything is working as it should so with that if we're doing the remote monitoring that's thirty dollars a month and ninety five dollars a month this is the 173 included 117.
i you know this year i heard someone say uh someone at a city officials say well we don't have to give them the alliance but we are i don't understand that at all it's it's for educational purposes it's it's not for general taxpayer relief whatsoever right in fact i think the history of it is you know it was really designed to be a an equalizer to help districts that didn't have the tax base that some of the more affluent ones did just to level the playing field so that our kids would have the same opportunities as anywhere else that's the purpose behind it but it does roll in through with ecs i'm sorry to interrupt but alliance and ecs come together right and it's and and my understanding is the alliances is can be loosely applied to to things and it's not um as restricted as maybe some of the other grants well it maybe carrick um casamaro could help but i think it's it's designed uh for educational initiatives uh and things that are done there i know iris is around carol could you comment on the purpose of the alliance yeah uh sure um so so the alliance grant is typically supposed to supplement um educational initiatives for um high needs students so we we generally um in in so there's i forgot how many alliance districts we have now but you'll find them generally in areas where um that are a little bit lower performing more high need students um and and and where there's there's the need so it's intervention reading programs supplementary academic programs for students social emotional supports um you know positions for um leadership positions that support those areas that i just mentioned so it really isn't uh you know to john's point earlier it's not supposed to be a catch-all for for any staff that we need to put in there there there is an allowance for some operational costs in there but primarily it's for supplementation of services other questions okay it's pretty complicated i'll say that much it's not we think sometimes we talk about these things as john is the are the are the uh the um is that in this packet i could find it it's pretty straightforward i'll show i'll search this packet i think it's in here for what are you looking for the alliance the list of items for alliance that are intended it's at the very beginning it's probably page three or four it's the the approved application [Music] it'll be right after that here it comes right there it should show the reason the purposes yeah yep okay been around a long time now and kara wasn't it originally used here at uh for kindergarten maybe for more full day or yeah so we we used it before because we had half day k um and we used it to increase to full day credits full day case so we have quite a few of our kindergarten teachers are in the grant maybe all of them i have to go back and look okay okay do you think we got all the all the questions yeah the other thing i did i know you asked about some of the um specifics in next year's budget we could maybe do that at our next meeting but i did put the table of contents in that from our budget book that we um submitted to the city and that has some details um it you might recall we have we are going with more of a building based approach this year so and we built it all online so a lot of the decisions as to what we were going to buy were made by the building principles and program people this year certainly get out that information if you'd like i certainly appreciate you putting the documentation together i've been at work since 8 this morning so that was a a lot of work to try to go through before the meeting here um but i will in the next uh in the next week go through that uh pretty thoroughly and let you know if i have any questions thank you okay all right does that cover the agenda item now do you think that's what well yeah and as long as we're in session here um where do we stand we submitted the city audit have we submitted them every document they've asked for we have anything outstanding because i i saw a note that needs to be completed by june 30th just to make sure that we're hard to hit that one so i'm gonna send i was sorry i can't display my screen um i'm gonna follow up i had two emails i wanted to show you that that are pretty recent um you know we're we're using a professional municipal auditor to help us with this um effort dan pappalardo is his name and uh the first is an email from him to the auditors on sunday morning june 12th where he said i just uploaded two responses from john spang concerning accounts receivable quote as of now i believe this completes the recent open items asked for by your firm i did ask for an outstanding item list from you last week but have not received anything i am not sure if that is good news or bad so here's a professional municipal auditor saying this looks like they've done everything they need to do you didn't tell us anymore but then uh monday morning yesterday the field auditor writes back the priority school selection support has not been provided please attach our selections for the title 1 grant i'll send alliance selections by noon and we'll send outstanding items additional requests by the end of the day we also need a batch detail for revenue so it continues we're working on this new stuff as best we can uh but i i think for a professional auditor to think they're finished um i did too but apparently there's more so as of the 13th i've asked for additional information item completely yeah yeah and when they say i'll send the alliance selections by noon um they go into the alliance grant into our reports um look at the detail and they'll ask for backup on certain samples they'll they'll be looking to make sure that the things that are in the alliance grant belong there and are in the right year not the the wrong year that what's missing here though is this kind of work the sampling the testing all of that is usually done in the springtime and should have been done in the spring of 2021.
i've added all that up let's double check my math um 41. you adding it all up for me again adding all four numbers the i'm adding up 41 000 which is the cameras okay i'm adding the door access which is 30 000. and then the vape detectors for central plains high school which are 45 and then the very last page which is vapes at wilson which is 35. so you could do the whole motion of i got 153 when you add them all all three together all four together correct there's four numbers to add 153 472 and 19 the 117 was just for central plains high school when you add the three oh you didn't lie well no because i didn't have it yet what's the what's the per month feed total just 95 30.
when they come back in the fall they're not sampling they're not testing they've they've checked all your systems they come back in the fall to put the report together the the city's annual financial statement but as you can see here they're they're they're doing work that should have been done uh earlier i i don't know why it wasn't i you know this is before my time but it's a very un unusual and not standard procedure my my experience okay kara's sharing the letter that uh um john received this sunday if you guys can see that that's a from the auditor that we hired to help us out during this audit yeah it's right there in his um you know as of now so what i might do al is um i i may ask the city finance director to send some of his accountants over here to wrap these things up um you know they don't work fridays maybe they could come here on a friday instead and do it but we just we need more manpower if this is what they want understood sir uh so if you're getting new requests for new info new info as a late of yesterday or monday uh yeah great idea so uh the next time i i received some school security nicer and um we we've had a director a chief of security for now for five or six years and and i guess my questions are uh what improvements has he made have we made his in district over since the man's tenure and uh because of the present uptick in violence issues nationwide uh what are we doing to safeguard our students for starting in september because i realize you can't do this overnight but it is an item of concern for me and god forbid the city of danbury has the worst day in the history the last thing i want to do is tell a parent is we didn't want to pay for it all right oh so mr russo i mean that's a loaded question i'll see if i can certainly is sir so so one i i'm not sure when rich started uh but i can tell you from when i started in 2018-19 the district at that time was implementing recommendations from a study that had been done post sandy hook in which we were implementing festivals in all of our school which was recommended nationally as kind of best practice to help safeguard our buildings safety advocates were implemented throughout the school district again i think these were recommendations from studies that have been done district-wide um so that that's something that's been in place since and so if you were in this district pre-1819 and you went to our school buildings and so for example if you went to because i think this is one of the schools that had this implemented um last um and that's king street primary you go into that building you can no longer enter a door and then you're immediately available to the entire school population you are directed directly to an office which limits um the the access to the entire school community right and so the same is true yes theresa um i appreciate the can we get this in writing can we get a summary um of all this information and give us time to digest it for the next uh our next board meeting sounds very comprehensive and we do want to hear that seriously i think it'll be helpful if i have in writing what you're asking because i'll just ask the question i'm just trying to unpack some of the questions he asked so if you you have it in writing and we can certainly respond to it um i think mike in the last meeting gave an update on some of the many upgrades um that were made and are being made right and so if if again if you've been in this district prior to 1819 and you went around our schools that extra layer of um protection from the public was not there so if you go to ace there's a vestibule in which you have to be buzzed in two times the same is true of danbury high school and various buildings across the district again this is an extra layer of protection that's provided the safety advocates is not something that was implemented in the district pre-sandy hook and it was a strategy that was implemented post sandy hook and that is the advocates at every building along and i'm assuming the district has uh resource officers uh pre sandy hook and so that that was something that was already in place i i would imagine and then on the upgrades and cameras across district y and so this is right now the second the second round of camera camera implementation there's been a upgrade in my short time here already and we're in the middle of an additional study and received uh recipient of a major grant to upgrade our cameras across the district and so the safety study that's being conducted right now um is not only just recommending more cameras but strategically where they're to be placed we will have an updated security study done which will give us feedback on every school in the school district and and how we can make our schools um safer um and so that that is also some information we will have and obviously there will be some next steps accompany with those with those recommendations um and then uh last but not least um and this is the big one we also applied for another grant which is the mutually grant in which um the emergency response and the danbury police department upon invitation will have access to our cameras in all of our schools and so the event of emergency uh the chief of police and emergency management system can have access and strategically can enter our buildings based on what they can see and their cameras uh and so there there are a lot of things going on uh we budgeted i believe 250 000 because that is part of the matching grant uh for the mutual league grant but there's a lot of you know a number of different things going on district-wide and then of course the last thing that we've talked about uh which was last week which is about you know as a strategy on the board considering on the idea of armed guards in schools uh to complement the advocates and school resource officers that we already have district-wide so i mean just to kind of recap of since i've been here 1819 what's been going on and then this last year i'm trying to you know because we've been out there competitively applying for grants and finding ways to um leverage additional resources to provide as many upgrades as possible so just just a quick overview but this is really just a recap of what mike presented out the last four weeks okay so i noticed that the number of safety advocates in my recollection and let me caption have gone down at danbury high school the number has decreased and uh and as i say these times i'd like personally i would like to see more people more boots on the ground if you would sir but i i understand um there are different strategies strategies to implement such as putting the alarms and buzzers on the doors when they open that there's a notification uh one but all right thank you very much for the update sir that question answered asked and answered you welcome no uh also i received some information uh on salary increase increases uh for exempt personnel is this the forum to discuss that or do we do that in executive session okay we need an executive session okay he asked an answer i'm done do we have anything else any other board members any other any other committee members additional questions you're in there fading in and out ms goober [Music] i hear you [Music] and it's very it's very to me can't hear it is it possible to get this all glass from the phone fielder question [Music] we're having a really hard really you know you see we see different numbers we have with the understanding and again we really it's cooper you're not you're not coming through at all i don't know if you can hear us at all and i'm just looking on a second i'm talking to the gladys right now i think there's a delay on her own um gladys i'm going to try to um hold you up to the microphone here on my end if you want to say that just a second okay you might have to disconnect she has to mute herself on her you hear me there hang on that's her phone so we're just it really is delayed gladys can you mute yourself yes on that end the video you know i try i try uh to attend as many as these committed me to step i probably can and to me it has seems to be every time the information is different or we don't really understand what we're saying how we're saying and i have to get back to you with additional information and i know at some point that happened but it just seems like especially the uh letter john sent out to davidson claire you know it was sent out may tonight and as of now you haven't heard anything from them and and it needs to be a follow-up because you do things business-wise in a business time fashion and i think for us as board members i'm not no financial person i have tried my best to go along and understand what's going on we talked about essa funds we're talking about the uh the operating uh budget we talked about the 2.4 million dollars we talked about the 2.8 million dollars and and there's information out that other people are giving out to other people concerning those numbers that are not true you know the actual information so you know i i just i guess i i need to hear some type of clarification for myself and be able to say this is what this board is this committee is putting forth this is what we understand numbers are this is why we are at zero do we know come in june july you're telling me that if we're not the health insurance doesn't come true we're not going to know whether we're uh we have money or we don't have money and and i think we really need to be clear is how we talk to people and how we get this information to people uh because like you know today was a little bit more clear day to me but if i'm confused i can imagine other people that's not even here at the meeting will be confused when they hear this again so it's just clarity and really understanding what we're doing so uh i didn't mean to go rather only on this chair but but thank you thank you gladys these are board members subcommittee members any additional questions going twice board members any other board members will be present with any additional questions mr spang do you have a closing statement sir so mr russo if i may before john speaks um i i just want to say to the committee um and some i know that we also have some board members that are also in the meeting um i i need until the next court meeting requested in the last meeting that we will have a presentation update for the 22-23 school year um the the 22-23 school year requires some significant adjustments that finance office is still updating but based on our last report and guidance to the board and that is we are looking at accelerating our so3 payments um to address the gap that we did not fill with um the city the city monies uh which we which which is going to require of us a lot of shuffling around our staff to make sure the board can see it and the public can see exactly where where folks are in terms of their payment source um and so what what what we plan to do we will have available for the board packet on friday um detailing uh what 20 kind of forecasting with 2223 looks like and operating uh kind of who's going to be paid out of operating but also what that means for ester 2 and s3 given that keras has now expired ester 2 has one more year left s3 originally planned for two more years will now just be for one more year which means the cliff is upon us in one year instead of two at the same time provide a little bit clearer picture on alliance funds how we maximize those and how we've also maximized our other title grants so we will provide that kind of update as part of the presentation request that i had made um in our last board meeting so we will be ready for our next meeting on the 22nd and that information will be available in a packet on friday uh but but i did know that we there was no way we're going to be able to turn that around for the committee meeting in my eyes the committee meeting was for our typical monthly updates i could there was no way i could turn all that information around in time before the board meeting on thursday but i i will have it make sure that that information is available for the board as part of friday's packing thank you sir thank you mr eddie could you do us a favor in that itemization that you had put together for the um grants to esser grants um could you send that information to us please yep we'll do thank you so much anyone i'm just speaking of sending information um could i request that if information is sent to committee it be sent to the full board okay thank you and i was also just reminded we will we will need some action on the 22nd regarding the specs uh for danbury career academy um so just the heads up we did get our enrollment update um so we're positions us to finalize our ed specs which will require some board action thank you thank you for the update sir i hope by the grace is where we will be prepared to vote on those questions anyone else i have 1 20 1 21 pm i'll take a motion to end this meeting so moved everyone i will see you hopefully this evening and it's in person live meeting mata i'll second it thank you for seconding teresa all in favor
