the most stressful time of my entire life. Figuring out what to do after today. When I was coming to high school, my schedule was practically made for me. Now, everyone's schedules are going to look different, and I don't know what mine should look like. Some friends are letting go of my hand to pursue different paths of life. We may cross and brush fingers every now and again, but our fingers no longer lock together firmly. I reached for the hands that have guided me all these years and asked them what I should do. But they no longer have a power school schedule laid out and ready for me. My first day in the Tambury public school system, I had Miss Callie notices hand pressing down over mine to make sure the paper stuck to the glue during arts and crafts. Now I'm holding on by just a pinky.

Today, once I received my diploma, the hands that have guided me for so long, passing me carefully from one to the other, will slip away. Those same hands that used to hold me, telling me what to do, when to do it, and how to do it. I'm holding on by a pinky, and I'm holding on tightly. But the second I flip over this cord, proudly hanging from my cap, the grip of the interlocked pinkies will loosen, and I will be left hanging on to nothing. Even though we are no longer being held by the hand, it doesn't mean that we can't ask for help or keep taking in advice from others. Learning does not stop after graduation. And being independent does not mean being alone. Our hands have grown. They are no longer small enough to be covered when pointing to words or fit comfortably in the palm of our gues hands.

Instead, they are large enough to extend to others to be of guidance. So, class of 2022, in whatever you choose to do, any path you decide to take from now on, remember we're Hatters. We're ready. Let's do this. Thank you. I would like to introduce our board of education chairperson, Miss Rachel Chileleski. Hello. Good afternoon. As chair of the board of education, I am so proud and honored to speak to you today on behalf of the entire board and relay our heartfelt congratulations to the class of 2022. They say it takes a village. As board members, we volunteer countless hours and sacrifice time away from our daily lives and our families to ensure that all of you are equipped with the tools you need to be successful in school and beyond. The work is hard, but the rewards are tremendous. For me and probably everyone here under this tent, this is one of the best days on the job as we get to reflect upon and recognize the results of your hard work as well as our collective work to support you in your educational journey as part of your village.

Good afternoon everyone. Um, so, Mayor Espazito, board chair of Chilei, members of the board of education, parents, friends, relatives, and most importantly, the Danbury High School class of 2022. I am truly honored to be able to congratulate you on this momentous day. Some I want to also start off by thanking our families here today. Over the past three years, you have worked alongside the district as we've navigated through some challenging times. Thank you for continuing to partner with us and your dedication to your child's education. To our staff, thank you for all you have done to help our students during these last four years. Particularly, the lessons you have taught and the memories you have made will remain with our students for the rest of their lives. Each year, we learn from the students that walk through our hallways and sit in our classrooms. The class of 2022 has taught us the importance of being open to change.

Class of 2022, you experienced the most unusual sophomore, junior, and senior year in modern history. But yet, you prevailed. You have proven yet again that you were able to adapt and adjust when faced with challenges. Over the past three years, you have remained resilient and persistent. Your hard work, creativity, and commitment to your education has led you to this special moment this afternoon. And if you're nervous about what's next, don't be. This next chapter is an exciting one, filled with all the new people and experiences. The road ahead looks different for each and every one of you, and I am confident that you will all continue to shape the world around you in your own unique way. Today is commencement. People often assume that word means the end of something or the completion of something, but it actually means the beginning. I found it so ironic that the end of high school is actually called the beginning, but it truly really is.

All the experience you all the experience and education you've accumulated over during the last 12 to 13 years is like a toolkit that you will now take with you as you head into the world into college into the workforce into the military into new adventures that some of us don't even know are waiting for us. The foundation of skills and knowledge you have built in your time in Danbury is one that we believe will serve you well wherever you go. Remember this on your journey because the road ahead looks promising for you all. Congratulations. [Applause] And now the moment we have all been waiting for and worked so hard for, the presentation of diplomas. [Applause] Good. I think I think we didn't want it on the ramp. I moved it up there before I thought. Thank you. Ready? Here we go. Paz Moran. [Applause] Thanks, Alexandra Salem.

the order the regular meeting of the building board appeals for june 16 2022 roll call paul darling here robert hart here kevin cox here hugh fleck david armstar staff mike lemieux here john riser myself deborah williams and glenn dempsey and chris mcfarlane we have a quorum thank you any public commentary seeing none moved to uh approving the agenda move to approve a second who's in favor hi agenda passes uh the next item in the agenda is the approval of the minutes from the june 17th 2021 meeting so any of those those are attached to the packet is there any comment on those you have a memory from about a year ago's meeting any comments and no comments or there there are no minutes i mean it's it's the agenda but they're no anything attached to that yeah report so so jeffries are minutes from this meeting or is there with us are those been previously approved my apologies it looks like i did not attach those so we'll have to table that into the next meeting appeals and actions and she'll cause hearings the first item on the agenda is 81 a variance bba a 22 2000 variance requests for 322 east liberty unit 13 anniversary is there an applicant here for that you want to come up and say your name sign in and give us a five minute or so summary of your request okay my name is uh thank you mr chairman my name is rich kligman from superb custom homes we have patrick dyke who's our designer alan alcid who's the architect and jason bissonette from soils instructors our structural engineer patrick do you want to do a quick recap yes and i'm familiar with this particular process here so it seems like you've done some kind of a pre-hearing or gone through the documentation for the lack of being redundant when we started this project that was what we deemed to be a fairly unsafe spiral stair in that unit uh in some conversations with the city my understanding was that maybe under the rehab code we could develop a revised design a stair that would improve on the safety and welfare of the part occupants in that unit and given the structural condition of the unit being precast concrete and steel and the fact that we couldn't really do any major structural changes with a high-rise building and other tenants in the building and other units we couldn't get access to you know we did the best we could to make the opening as large as possible and designed a residential code compliant stair given the unit had fire suppression on both floors means of egress on both floors the the fact that the stair that we had designed we felt was a vast improvement on the safety for the occupant and given it's being used as a residential unit much like a single family custom home would be we felt that it was a more than acceptable solution that was what was designed and submitted for the permit set and it's my understanding until late in the construction process that we correct during the course of construction um there was a conversation with the building inspector and the project manager at that time that that that stair did not comply to building code for the commercial aspect of it which you know required wider runs and taller at that point however we once we'd received the permit uh for the stair that we ended up building we demoed out the spiral stair and at that point we couldn't go backwards and the stair that we have is maxed out and complies with residential we understand not on the building side but we were in a rock and a hard place and then we can't go backwards and until this meeting we weren't able to go forward so for the record myself as the designer allen is the architect we were never made known that the stair was not compliant until rich contacted me you know a couple months from completion of the project yeah after the stair the finish there was already built anything else you can have a staff report is there anything else uh any of the comments from the app again well we can go back and forth and question the comments out here after you present that report yeah um so just a little bit of we'll go over the background just um a little bit um i just wanted to point out um that the the violation was noted um in october of 21 again in november april of 22 and then again in april in each inspection report it was noted that the stairs were not compliant with the um with the building code staff recommends that this application be denied it doesn't meet the standards for approval the code has been that the code has the code has not been misinterpreted the provisions of the code do apply and the reduction in stair geometry is less safe than what is required by the 2015 michigan building code the applicant states that the stairway was constructed would meet the requirements of the 2015 michigan residential code that code is not applicable in our two occupancies the 2015 michigan residential code is a standalone code that only pertains to single family houses duplexes and townhouses and offers no provisions for r2 structures the introduction in the introduction of the 2015 michigan residential code it states this comprehensive stand-alone residential code establishes minimum regulations for one and two family dwellings and townhouses using prescriptive provisions 322 does not meet the definition of one or two family dwelling or a townhouse the nature of the r2 building has increased safety concerns that are not considered in the 2015 michigan residential code and this is why it's under the 2015 building code um the residential code is not intended to be used in commercial buildings it's a standalone as was stated before it's not meant to become a standard when the 2015 michigan building codes are not met [Music] the project it's because the 2015 michigan building code is a minimum standard uh in the in the code governing this project and is directly referenced by the 2015 michigan rehabilitation code for existing buildings this appeal does not meet the standards of approval the code has not been misinterpreted the provisions of the 2015 building code do apply and the increased riser height and decreased tread depth is neither equal to nor better than code requirements [Applause] okay thank you does the board have any questions for the attica um so the packet had a lot of cross-referencing of various codes which i have some questions about possibly to glenn but first of all the spiral stair that was in the dwelling unit originally it was a permitted as of right i mean permitted by code egress there the met code at the time it was put in the spirals there the high the right and the run i couldn't find at the time because i went back and did some code research to see when permit was issued i don't know what version of the code the city was using at the time because sometimes municipalities lag the current version of the code might not have been adopted i do know that it being a five foot diameter stair it was extremely small and the tread was the phantom stepping was like a real issue right and i understand that yeah but i guess what i want to establish first is that those spiral stairs are in every one of those units not just this one i think there's just two units there's only yes the michigan building code the 2015 version allows a spiral stair like that as an exception for an egress stair so i just want to make sure we're clear on that that what's driving this is not the fact that it was a non-compliant stair is that the owner doesn't like it because it's cumbersome and it's difficult to use he wanted to improve on this yeah my point is that this is a this is a preferential decision by the owner understood okay so and in early conversations with the city before i started designing there was some conversation that the stair may you know i designed whatever i could get to work and it may uh upon their approval be accepted as an improvement in this health and safety welfare the part of the confusion was there's multiple codes that apply to this project but there wasn't a clear line in the sand and my rationale was okay i can draw an alternate shaped stair i told the client the best i can do is draw something else that will fit and see if the city will accept that and if they don't they will reject it and then we will just you know keep the stair that's there or we will if we're allowed to replace it as a replica we'll do that um and so when we submitted the plans and were issued for permit my understanding because i i wasn't really sure which elements of the unit would qualify under the rehab code the assumption was that okay the city must not find objection to this alternate design and then when we found out unfortunately the original spiral had been ripped out and we were told we couldn't go back to that now now that it had been demolished is that correct that's my understanding yes uh and mr dempsey can verify but when we had a zoom call and at that point he said because that was my question what's our worst case are we going back to what we have and he said no we can't and i don't disagree you know in the context of us not knowing what we started with relative to code but i would argue that i don't think anyone would disagree that the current stairs is safer if all things being equal this current starts safer well i see that's where that's that's a little bit of the problem that i'm having here is that the spiral stair as it as it went in it wasn't is it not it was a code acceptable staircase i'm assuming so well i guess i'm stating that also as a fact so what what the situation is is that the owner didn't like it because it wasn't a comfortable stair and was asking for something 100 a different configuration to suit the owner yeah a hundred percent yeah all right i just want to make sure that that was that's clear correct and then once we were approved that's when we took it out okay so understanding the difficulty and reconfiguring the new stair to meet the commercial building code the other thing that manifested itself in the packet is that the residential code has a particular standard for riser and tread which didn't match the narrative that that your code consultant offered so i guess this one is maybe directed to glenn it's the 2015 residential code that would apply in terms of an alternate design i'm not saying that that's the case i'm just asking the question because well what i'm getting at is i looked at the internet at the 2015 code version and it was a seven and three quarter rise and a ten inch tread your consultant has it as a eight and a quarter and nine inch tread and that's closer to what you guys designed you have a nine inch tread so i'm trying to understand which which one i don't know what code your consultant was looking at whether it was like a so mr green was uh i think he was one of the founding members of the international code council but that's not my question no no but my question is really to glenn there are two different standards in this packet that are listed for a residential staircase and i wanted i just wanted to know which one might be applicable here this would be an r2 type of construction so it's a it's a multi-family as opposed to a one and two family single dwelling family so the 2015 michigan building code would be the applicable code because it's a new staircase put in place and i'm not i'm not making myself clear the alternate stair that they're proposing which hues to the residential code which i understand is not really applicable in this case i just want it but it's cited a lot in the packet i just want to know what this what the riser and tread standard might be under the 2015 residential code because they're two different sets of numbers that are showing up as an impact of the building code which was permitted on the residential code supplies and reunders and the building code so can you can i can i speak to that for a second yeah um so there's the reason that there we have so many step configurations uh part of the reason is that the michigan building code gives an exception for stairways within residents so it doesn't need the need to meet the seven and 11 standard of the building code they can go down to the seven and three quarter by ten um within a dwelling unit that's that's exactly what i wanted to know thank you so let's just say for hypothetical reasons seven and three quarters and ten but you have but you don't have a ten inch tread you have a nine inch tread i believe there's an exception for where yeah and if you want to pull that up but the way that i interpreted mr green's languaging is there's an exception if you can't get to that number um um i'm sorry mrs william do you have an extra fight [Music] okay so i'm looking at um okay so i'm looking at pages 39 to 40 in the packet he's citing residential code three one one point seven point five point two tread depth minimum tread depth will be nine inches uh the greatest uh let's see um that's the residential goal though correct yes sir yeah that that's not the residential code it's 10 inches he's saying using the michigan residential code no r311.7.5 provides so you're saying when uh um using this saying the purpose of showing the requirements uh greatest uh so yeah i mean mr green is uh you know citing residential code for that nine-inch run yeah yeah though you're not one of your family no correct correct we knew that we were unable to conform under the building this was all about would that be being acceptable under the rehab code is an improvement on current safety condition right because there's in all reality everyone i'm sure everybody's been on a spiral stair before a co-compliant spiral stair especially when it's a five foot diameter when you've done i've done that before it's six foot six six six seven eight where you can walk around the outside of it on the outside rail and you don't have the concern about phantom steps this was so narrow by the time you took out the handrail areas and whatnot you were forced to walk really close and even though you could say that that stair was coming um the reality of it is it'd be very very easy to phantom step and fall not debating that yeah okay i i no you were clear mr hart okay right here so um just sorry mike like one more time the michigan residential code for a single family home or one and two unit dwelling is what for the riser and what for the tread i believe it to be eight and a quarter for the riser and nine for the tread oh it is not i believe i believe in residential code it is right that's what i wanted to get to thanks yes according to what they have in the pack and under 311.7.5.2 tread depth minimum tread depth shall be nine inches i'm on page 40 at the top and with spiral steer at 12 inches and it was seven and a half of what your packet said so you go from seven and a half to nine and i think on the on the walk line that stair was only like four inches i actually don't even think it meant we we measured this 25 meter packet says seven and a half at the wall line that's 12 inches in at 12 inches yeah so maybe you know if it's right at that number or less i'm not really sure it's extremely tight probably all the residential code ones is all grandfathered it's really hard to change back to the building code i mean that's why there's such a difference that that inherently been built in there so long that eight and a quarter nine inch tread i think that and that's a that's a um a change in the michigan from the international yeah and i think it um is to accommodate um tighter spaces and i think that it's also considered that in a one and two family dwelling it's going to be one person who's in there using it for probably multiple years i don't know if this makes any difference to the board but the the tread is always measured nosing to nosing these treads actually had an inch and a quarter nosing so there is a little bit more surface area to get your foot on is it the nosing isn't it three quarters of an inch that's allowed you're about an inch and a quarter max is it unnosing yeah if you have no nosing at all it you have to make the treads deeper right but they're actually ten and a quarter on the surface and then it comes up and there's an inch and a quarter projection but notice in the packet there's a there's a drawing in here that has kind of a winder stairway on page 31 is that that was lunch i i drew that um because that was an attempt when i first started the project to try to get the michigan building code compliance there that winder shape was the most efficient shape to get it to work yeah and i still didn't have nearly the headroom and then we went to well what would it take to cut the opening and move the steel and that became not a feasible solution so again under my understanding was that this element may qualify under the rehab code as an exception under the article that was referenced to me by the city what is the head remember and that in that scenario what is the head room limited at that stage that's terrible six eight is required six eight is required but the in the wider it was far less what did you have in this one less than that i can't read it if i could remind the panelists to make sure you use them i apologize it's okay thank you i've been told i'm a loud talker but not that loud is there a handrail on the stair yes sir there will be no there is there is oh there is this was just a diagram i drew as a exploration of riser and run and shape configuration [Applause] yeah just a couple more um the building is sprinkling yes and it has a second means of egress to the carter both both floors have a door that goes to a fire rated corridor um so this serves as a supplemental means to be garage between the two floors i don't even think you could say it's a means of egress because each floor has an independent in case of a fire the first thing you would do is go for that fire rated corridor and then you've got the fire suppression so the the stair is merely for internal yeah supplemental yeah supplemental correct yeah yeah and it's probably why they approve the original spiral or the designer intended it that way to begin with i don't know again that stair that's the original spiral stair is permitted under the building code as a means of egress just the way it was configured but again not to belabor the point it nobody likes using it yeah yeah you get that right well and mr i'm not sure too on the code you know at what point it may have changed but the fact that we can't go back to that too is is part of our challenge of you know in other words if that was a coach implying stare and at the end of the day you decided hey we don't like what you have for whatever reason go back to what you had we're not we're told we should be able to do that i would think we were told we were not i think you're allowed to do that yeah yeah but again it doesn't it begs the begs the issue yeah the owner can't handle a spiral stare so um can you kind of complete the picture when you go out this the extra means of egr the the main means of egress to the corridor once you get out into the corridor do you have two ways to go two there two fire stairs two five to two and there's an elevator but the elevator can't be used in case you're right two or two to two opposed stairwells so if you didn't count or figure in the stair that's in question and you would and you relied upon the stair the door to the carter it would satisf things like a common path of travel would be okay yes this is a steel frame stairway to what it looks like no it's a woodworking you know the other provisions of the stairway the headroom that complies handrail lighting all that yes sir you said the head room was clear on here so narrative motion [Applause] okay okay i guess so so they don't see any photographs with the finished finish there there's kind of a progress shot there would you like to see what it looks like yeah andrew sure top-down view from the kitchen level looking down uh each stride is lit for safety uh would you like to see the problem as well so the hand rolls in the middle middle the handrail correct and there's railing on the garden yeah oh yeah no absolutely so one thing is that we have a board of five members as three are here today so all three of us will have a voting favor for it to pass i believe that's correct is that a minimum of three votes out of the five or four quarter of the people that are here yes i believe that you'd have to have the full quorum agree unless mr reiser sees differently so in the past we've had that we've given the applicant the option of tabling it until we have more board members if you think that you may not have complete consensus or we can go ahead and vote and if i may uh are we confirming with bylaws if it's and then if you can tell me mr chairman if you're all voting in favor then we'll take it now yeah we we understand this would be the point that we would table that before it goes to motion we know it's been uh seems been difficult to try to have a quorum for these meetings we're trying to be sensitive to the efficiency of the i think the advantage of tabling it would be is you don't pay the fee again you don't have to reapply and there's no guarantee that we'd have four members the next time right so we don't have the bylaws handy right now you might want to consider tabling if our legal staff agrees or maybe we could um we could take a break a five-minute break he's going to get his laptop okay we're taking a break can i just add something to the conversation that even when you look at rehab code in 403.1 it talks about alterations in any building or structure shall comply with the requirements of the international building code for new construction alterations shall be such that the existing building or structure is no less conforming to the provisions of the international code than the existing building or structure was prior to alteration gives you one exception an existing stairway shall not be required to comply with the requirements of section 111 of the international building code where the existing space and construction does not allow for the reduction in my staff report i stated that this isn't an existing stair so i don't feel like even that portion of the rehab code covers this alteration i would agree with that yep read a big motion yeah what did you decide to do you want to oh i don't think we can make the motion and it's just not vote on it yet i think if you want to develop a motion then we can decide we have tablet we have a motion for the next period or we're going to decide to vote on it or not so it's fresh in our minds as far as what the uh motion would could be okay thank you for that mr governor all right i moved that in case bba 22-2000 the appeal of the building officials decision that the work to be performed at 322 east liberty unit 13 is granted relief from section 1011.5.2 the building report of appeals reverses the building officials decision for the reasons as follows the applicant has a probe has proposed an equivalent alternative on the following basis that the circumstances of this construction concern the owner's inability to use the original approved spiral stair that the proposed replacement stair is a supplemental communicating stair and not a primary egress there that the proposed stair meets safety provisions of the 2015 michigan residential code for a single dwelling unit that with further consideration that the building is sprinklered and has a direct path to a primary second means of egress and that this appeal approval is not to be used as a precedent for future similar conditions or appeals do you have a second on the motion i suck at that discussion on the motion do you want to put in there with the rise and one are as it was built i mean uh it has a minimum a nine inch tread so it has a minimum nine inch tread now or is it bigger than a nine inch tread it's a tread built nine at nine inches for what you would deem is usable tread yes it does it does the actual chart is deeper but with the nose yeah by the definition of code and the rise is uh why is his equipment to what the spiral shared was it's the same number of steps as the spiral stair was so the rise is the same i can't say that to be true i just uh you have the plans my goal was to be under eight and a quarter you know when you're dividing it by an equal amount yeah there's there's some big ranges sometimes uh and being able to meet the head clearance if i win another riser i would not have met the head clearance so it was like the maximum i could go is that did i was that clear in that saying that because it's okay right now it has to comply with the minimum requirements of the residential codes and hopefully what they're but they've built there is that eight not more than eight and a quarter inch rise so does it fall within minimum yeah okay so we'll wait until we get an answer about the motion thing before we vote mix three so yeah yeah is it possible i could hear the motion again is it possible that i could hear the motion again right um you get the motion debra now he would have to repeat that [Music] i missed part of it when you read it the first time i was just wondering if you could reread it back because you guys killed me um this is a voluntary position right mr heart that's all i can do not like you're paying for this so can i paraphrase oh yeah paraphrasing [Music] the motion was that if they built a conforming replacement stair if they built a replacement stair that conforms to the michigan residential code for within a dwelling unit um and that the stair itself is in effect a supplemental communicating stair not a primary egress stair that and that because the building is sprinklered has a direct means of egress to a corridor with with the um twin uh fire stairs um and the fact that the owner is challenged or was challenged by the original stair that was in spiral stair that was installed that they were making a reasonable accommodation but perhaps the most important thing of all of that is that i don't want to see this being used as a president for future situations i mean if if something like this happens again i would expect that the construction be shut down period and we're also not boxed into a situation where we're trying to rationalize i some kind of equivalency to the code because on the face value of what you said what was presented by the building department you're right i mean bottom bottom line you're right so the motion is basically trying to make an accommodation to the situation that was presented but that's that's the gist of it okay thank you yeah we're thinking that uh we're feeling that uh it has to be a majority of the quorum so the two two out of three are are there bylaws i couldn't find them on the city website does this board have bylaws like other boards do no we're a maverick organization you haven't been established for very long here right because bylaws can set forth what the quorum is yeah but if i don't think this board has any different bylaws you could follow it if they're biased i want to whatever those are in case you know these feel people feel aggrieved then they can pursue an action that we didn't follow our rules yes so there is this still derosa uh hail single state construction code which says that the construction board of appeals or like building board of appeals mcl 125 point 15 14 shall be created consisting of not less than three nor more than seven and we have six on ours three of whom aren't here so we have three and that's quorum so uh absent something in our bylaws that roberts generally a majority prevails so the majority of those present and voting would determine what you do today if you want to be if you want to table it to be extra careful or to get more input that's your prerogative but i think that you two out of three have the uh ability to rule the day today that's good news good year okay thank you for that mr riser clearly so any of that further discussion on the board the only thing i the only question i have is can can they can in the future this happen again they come back and we're held viable and saying well you did it here you accepted it here's what he's trying to do as long as i'm trying yeah really hard to make make it clear that this is an exception not a rule and right nobody comes back and says but uses this as a precedent yeah correct so the other 12 units in the building or whatever well you did it in this unit you're going to hear us that's a lot there yeah yeah and again mr chairman darling i think there's only one other unit that does have a stereo totally i can't understand what you're saying so the coming back is it one more time right yeah in point of fact there are a lot of other buildings growing up in ann arbor the kind of mirror sure you know this this kind of arrangement so you know um yeah so we have a motion we have a second on the motion right there we have mushrooms right i'm gonna take a boat those in favor of the motion say aye any denials no denial so it passes uh three or nothing thank you very much for all your time and energy thank you thank you so the next item on the agenda is item number 22 108.2 dba 22 [Music] variance request from 1299 harp street ann arbor michigan is there a applicant here step up sign in and tell us a little about your appeal i'll get you after okay um hi my name is jim skrivens i'm with root associates architects and representing the uh the owner of the property at this at the location um quick background on the on the house the um our house was built in 1940.

[Music] good evening everybody i'd like to call the regular meeting of the brookfield board of education for wednesday june 15th 2022 to order uh please join me in rising for the pledge of allegiance i pledge states of allegiance and to the republic for which it stands one nation under god indivisible with liberty and justice we have all seven members of our board of education here tonight and of course dr burrell so we'll start in on the agenda for those of you who do attend our meetings regularly we've for the last months we've had public comment at the end of the meeting but we've had a number of us have had a discussion that we're going to put a limited block of time 20 minutes max at the beginning of the meeting for items on the agenda right because it's fair to let the public speak about the items on the agenda before we actually make actually take actions on them so you may have noticed on the sign up sheet there was an agenda item uh column there that's so i can make sure that we're talking about things that are on the agenda there's a second public comment at the end of the meeting which is for anything under the board's purview so and and so there and so we have i think as i'm looking at the signups there are four people who want to talk about school security which is an agenda item and there's one wants to talk about the after school program and that will be done at the end of the agenda um so with that we welcome public comment and the board thrives on getting input from as many people as we can on the decisions we need to make because we are representatives of the public in that regard we will have 20 minutes here three minutes per person for those of you who are speaking you'll see my handy-dandy little timers i'm i don't like to be saying your time's up your time's up your time's up because that happens at some public meeting so i just use these as a visual so just keep your eye on it but keep it to three minutes and i think with only four people speaking we can fit easily within the 20 minutes so with the boards uh okay we'll go ahead with public comments so the first two signed up is laura orban and uh when you start please for the record name and address because we need to put that in the minutes laura orban is it is the speaker on john it should be up test okay thanks we can hear it i'm not sure the audience will hear but the tv should be able to hear it 95 stoney hill road and so as you know i'm here to talk about school security and i'd like to address both um the process and the product um so first i'll address process i was very happy to see the administration and board of education taking a proactive and methodical approach and reinstating the school security task force at the last board of ed meeting i think the task force has the right charge and should be allowed to do its work and go through the steps of determining what things if any need to be done to make our schools more secure so thank you for doing that on to product or potentially asso's armed school security officers i i firmly believe that there's no parent in this town that is not shaken to their core at the thought of losing a child depending on the issue and personal ideology we might hear platitudes ranging from we should do everything we can to keep our child safe to we all have lives to live and if you're scared stay home so i think that it's important and incumbent on all of us as parents and on leadership that we not deal in platitudes but that we make fact-based decisions um about what will be effective and we should solve problems in the type of thoughtful and collaborative way that we expect our kids to solve problems and the same methods that we want them to use as they go out into the world and enter their careers so with that said asso's are not sros sros are school resource officers they're active duty police officers who have received extra training to be in our schools their officers who have access to the health insurance plan that all officers can police participate in thanks to the contract that they have in place through june of 2026 they're police officers who are part of the union that through collective bargaining entitles them to sick leave holidays injury leave continuing education participation in a pension plan uniforms equipment and other benefits all things that for the job we're asking them to do are critically important there's a disciplinary process because police officers are human they're not perfect if they're injured on their on the job their contract covers this so i think the process should be followed looking at the timer i think the process should be followed and if the process determines that more of a physical security presence is needed then nothing less than a full police officer with all the support and benefits that that job requires should be considered i i think both our kids and our officers deserve that and it's why i'd like to see the security task force and that process be followed through thank you for your time appreciate that next up is carrie colombo good evening i'm carrie colombo 29 huckleberry hill road on december 14 2012 i promised my first grader i'd have lunch with her at center elementary school just before heading over i heard there'd been a shooting at sandy hook school the details were fuzzy and there was a rumor that a shooter was on the loose targeting different schools in the area i arrived at center school as i recall i opened the front door popped my head in the office and i asked if i should take my daughter home i was told that i could decide i walked down the hall and i sat in that lunchroom looking around and planning how i would protect the most children if someone entered the room with a gun i didn't yet know that the weapon of choice can decapitate a person since then when i arrive at my kid's school i see a police car parked outside i ring a buzzer and show my driver's license to the camera once approved i'm buzzed in through the locked door to enter the building foyer met with another locked door all doors around the schools are locked within fire code the front office person sits behind bulletproof glass if i'm not mistaken to ask more questions about why i'm there my children and their teachers fall silent hiding during lockdown drills as a matter of practice i hate that we have all these measures in place and i am so grateful for them having experienced the need to protect the children in that lunchroom i deeply value the time and research that has gone into safety improvements implemented over the years after that life-changing december day i applaud your relaunch of the special task force to continue efforts to identify and address any areas for school safety improvement as much as many of us find comfort in the idea of a greater police presence in our schools i do encourage you to look at the research that concludes that sros do not prevent school school shootings or gun related incidents overall sros do in fact intensify the use of suspensions expulsions police referrals and arrests of students i fear it would be far worse with armed security such as assos suggested who do not have the much needed and extensive training of our already very skilled sros in our schools when we consider the needs of our students that have been amplified in this pandemic and where we spend money allocated to their welfare please weigh the proven impact of additional mental health professionals and programs that engage our youth who aren't necessarily involved in sports or have fewer opportunities to connect please thoughtfully consider research-based interventions proven to improve school safety and the school climate this is the wise approach simultaneously perhaps we as a greater school in brookfield community can talk about more systems and processes and the importance of personal responsibility i'm almost done our community needs to be educated on what constitutes a concern where to report our concerns and how to address them and lastly it is up to each one of us to ensure that our weapons are safely stored in our homes so that our youth are not able to access guns in the first place thank you thank you appreciate that okay third up is adam giuliano good evening i'm adam juliano 16 willow run i'm a retired new york city detective and current certified instructor with the state of connecticut post c academy out of norwalk police department um as far as sros ssros and all the other abbreviations they're not cops they're security specialists so they don't arrest anyone they are there for the safety of our children they have they're either retired police officers ex-military which should be preferred if you are going to start hiring they should be trained and have due diligence in firearms and combat and preferably combat experience um you're you're talking about the safety of our children my child goes to schools in this town he's in wisconsin i want armed guards in the school the fact that we have police officers in the school is great but now we're taking police out of the town and putting them on the schools so now the town is less safe and the school is safe why not do both why not have sros sros whatever you want to call them have armed guards in the school with special training it's approved by the state they have everything in place for them as far as benefits pay rules and regulations everything's already there let's take advantage of it and do it the teachers they should have active shooter training i teach that course they should all have it the janitor the teachers the lunch lady everybody it should even be in the federal buildings for town town hall everyone should have active shooter training and know what to do you can go online and google active shooter and the federal government after newtown came up with run hide and fight it was a good effort and it was something put together quickly to appease people and it wasn't well thought out run where hide where do you know how to fight do you know where to fight do you know what to fight if you're going to hire someone to teach the town the the the teachers the people that work in the town do you do diligence research make sure you know who you're hiring there's a company going around selling window glazing for schools they're scamming the schools and telling them it's bulletproof it is bulletproof one bullet from a pistol not a rifle not a high power weapon and they're paying tens of thousands of dollars to glaze all their windows and it's going to stop one bullet when they could have a magazine with 10 or more if you're going to make decisions make wise ones don't make hasty ones don't put my kid their kids and everybody's kids in danger because of political beliefs and nonsense you're going to defund the police there was a lady that was thrown in front of a train in new york city new york city lost a billion dollars in funding i tell you to ask her what she thinks about defunding the police but she can no longer tell you so that's my advice anyway thank you thank you so much appreciate it all right and last up is elena lopez hi everyone elena lopez nine summer pastor lean um so i'm a parent of three brookfield students huckleberry and center schools i had the privilege of attending the security subcommittee meeting which was um a wonderful education on the program and really opened my eyes after listening to offer officer publishing explain the asso program i am in favor an asso is not a guarantee that an active shooter would be stopped but it gives our children a layer of protection that they currently do not have one of my questions that officer puglisi answered was why not just have an ssr and sro in all the schools the explanation that sros are a wonderful asset to our schools they are actually not best practice for elementary school aged children which i did not know the gold standard is really an asso an asso is someone who checks ids at the front door and completes sweeps to make sure that buildings uh the entrances and exits to the entire building are secure and i believe in uvalde i had heard that a teacher had left a door open um and and these things are you know it gets hot these things are sometimes an accident sometimes they're left open from the night before an activity at the school i don't think people do these things on purpose but if we are paying someone to make sure it's shut they're going to make sure it's shut i do think initiating this program in addition to sros which is how it was explained to me the sros are maintained at wisconier and brookfield high school is really a wonderful addition when we take a step back and looking at protecting our students as best we can from all angles the chief also explained how these security guards are thoroughly vetted and that the caliber of the person who we would consider would be very high the truth is the sooner we put out a request to hire such people the greater the pool of candidates is going to be especially considering that new milford has already taken action on hiring these folks there's a lot of debate and discussion around this topic at the state level and at the federal level but when it comes to local government when it comes to you guys sitting in the chairs this is something you can do for our kids regardless of what goes on at the state and federal level so i thank you for letting me sit on this in on the subcommittee so i could be educated and thank you for letting me speak tonight thank you for coming today even though it was a rather short visit today i'm learning um all right that's it for public comment at the beginning we put it within the 20 minute window board members just are you okay with this as an ongoing approach just agenda items limit to 20 minutes and i will just urge if we have a lot of speakers to try and do it less than three minutes right um so that people can all have a chance to speak so i think that would be a it's a good way to let the public give us their input before we're actually talking about things we'll come back to public comment at the end before moving on to on our agenda i just i just i do need to pause and thank chief publishing for uh joining us tonight and uh we have a number of items on the security and the asl so items tonight and truly truly appreciate your being here and being on the security task force so next on our agenda is written correspondence monique matthews debra case and laura orban wrote regarding the security task force howard lasser wrote regarding written correspondence evan and jessica juska julie falter leslie ruggiero and jennifer ackerly wrote regarding school security officers michael einstein wrote regarding after-school programs and vaccine vaccination status and catherine boniello wrote regarding curriculum at wisconsin okay thank you next up is approval of board minutes i'll move the board approve the minutes from the regular meeting on june 1st 2nd gates moved in second and any comments from the board members on the minutes as drafted hearing none all in favor any opposed no so we'll turn it over to you dr brill for an update all right thank you mr belden so uh we we're going to revisit security a little bit later so we will be talking about that but my report is brief and on a much lighter note at this moment in the meeting uh the first thing i wanted to just let everyone know and i think lisa sent you all an email that looks like august 16th will be the board retreat date this summer the other piece is just a couple of great activities and i've been able to um visit and be actually participate in a tug of war and a little bit of pickleball today and some other things it's just been great to see kids getting back to what we'd call normal and enjoying themselves with their peers and their stat the staff and the teachers so really a big thank you to our parent volunteers in the phys ed department and the brookfield athletic advisory uh all of our students um for the ces and uh and huckleberry uh field days that were held here at the high school over two days each and just great activities going on it was wonderful to see the kids together and you want to talk about security i did mention that we we definitely can have a mom force and i think you want to talk about having great security nothing like a mom force you see him stationed everywhere keeping an eye on things i couldn't even get through a fence you know there was a gate nope got to walk around it was beautiful at brookfield high school last monday we had the celebration of excellence it really was the the first annual uh mr bolandon team had planned that and we've had different academic and sports and all kinds of end-of-year celebrations but this was a combination and also involved some underclassmen not just seniors and it was just a well-attended joyful event and a number of board members were there as well this past monday night the eighth grade whiskey here moving up ceremony was wonderful we had a great night um i think i think mr renda ran the program in just about an hour which i think everybody appreciated but all the kids had their opportunity uh literally in the sun to be recognized and um bob joy and debbie were there and i forgot to mention amy so she gave me a hard time about that so i want to make sure everybody knows that mrs foster was there not only as a board member but as a parent which was most important the today i was able to play a little pickleball with some of the kids they were at ymca for the end of year grade four event and um i believe there's a grade four um parent orientation night at wiscon this evening and then tomorrow and i know amy you'll be mentioning these at the end of the meeting but we have the grad walk tomorrow where the um seniors put their cat down the caps and gowns and and take the bus and they visit their uh their three feeder schools and get to see the teachers and the kids and a lot of rah-rah and cheer is just wonderful and then of course graduation is late on saturday morning uh with the car parade prior to the graduation and uh we're looking forward to that on on the 18th so those are some some biggies there i wanted to share and the last one which was really another big news we spent monday afternoon with the candle with lake elementary school planning team which i've told you is about 25 employees from teachers to paraprofessionals custodians secretaries administrators it's just a great crew and we worked on not only the mission statement and finalizing that in our second meeting together after retaining feedback but also uh four to five core belief statements so that really is the fundamental document that states the purpose of why we exist as a school so dr pepsoski and the team could really launch forward this summer and start planning the the all the different logistics and big ticket events as we lead up to the midpoint of next year with the huckleberry move in and then eventually for the following year with all the center school kids moving in so uh and then candlewood lake itself is another agenda item toward the end of the meeting that is all i have okay thank you um i had one question on graduation um it looks like three board members will be in attendance and handing out diplomas amy myself and debbie um and uh what time do we need to be at the high school i guess is the question we got a nice invitation from mark i would say the best bet given the car parade and everything else if you're there later than 10 o'clock it's going to be an issue because it starts after 11.

one more one more one more exhibit rr i'm sorry that's four r's replace page four removal of jose de la cruz now i will all good yep all right do i have a motion to adapt i have a motion in a second uh all in favor all right no no nays so we will now proceed to the study session so public uh well i'll go ahead and get hand it over to you all right well it gives me great pleasure to bring up uh carlos fernandez our director of community school and family engagement but i first want to acknowledge both carlos his leadership our aohsd team and of course our partners and friends at asta for their leadership as you know we've received a significant grant to really further this work so carlos is going to share a lot of the mind work that the team has put in place to take this to fruition this upcoming school year as we begin to make it all happen so that i'm going to turn over to carlos all right thank you dr fred and good afternoon board president jabar and board members cabinet friends and family here in the board boardroom and then watching at home our teammates our colleagues it is uh we're smiling here we are it is a is a happy day for sure to share um our community schools uh approach here at anaheim union we're going to share a grant but we're also going to share the work we're going to share the partnership we're going to share the commitment that we are making with our with our families our community our staff our students i want to talk about the outcomes for today just kind of set some some uh understanding and some um expectations so that we can get through um this part and uh one the one part the most significant is ultimately how does and how well the community schools approach enhance our current anaheim union systems and structures really we're going to talk about alignment and integration and enhancement and what we're doing we're going to understand the grant the components the structures that the grant is offering and expecting from our district we're going to talk about the measures of success through this grant how will we show success what will the grant be asking us and ultimately it's a five-year grant great news and it's only only five years right so how will we sustain this work this approach the the structures and systems um that we are developing so we're gonna be happy to take um questions uh i would like to ask if you can hold the questions until the end of the presentation because there are some teammates of mine that i'd like you to introduce right now so that one of us can answer that question i'd like to introduce the district community schools advisory steering committee um committee council we're making cons consistently on language um our parents we have parents that have been with us in doing this work for at least a year and a little bit uh marisa bermudez over here and jesse alvarez i know we have ellie robles maybe watching virtually district leadership that have been part of this work joe carmona um we have kenny perez our interim coordinator family community engagement de la cruz has been working with us lorena moreno as a principal has been has been brought in and that will be continuing to work through the lens of principles and lorna was part of the interviews we'll talk about those interviews we have our classified coordinators of excuse me community school coordinators araceli huerta garcia we have asta leadership we have grant shuster we have jeff morgenstern and we have lisa eck that will be that have been working with us alongside us uh amazing work and together and i'm sure there will be good questions to ask of uh of our teammates and our community school organ organizations that are have been with us we have los amigos that have been working with us or not we have um oco we have volca orange county human relations and we also have as part of the grant work uh along with this group the gear up for folks excuse me the gear folks have been helping us and helped us through uh the grant writing as well so um if they're watching virtual shout out to to this group it is an amazing group and we will continue to do good work together all right with that on may 18th california state board of education approved the first round of california community schools partnership program grants that was a significant dollar amount for the entire state for districts that applied to receive the community schools money anaheim union received the largest amount in orange county over 23 million dollars of an implementation grant for 11 new schools and two existing community schools in sycamore and anaheim that is a total of 13 community schools officially part of the community schools approach here in anaheim union with 23 million dollars i know you've received some handouts and you know in terms of budget in terms of each site what they're getting remember this is a five-year grant so 23 million over 23 million dollars over five years every site has received a portion of that depending on their enrollment over five years so our 13 community schools are there in front of you these are written in were written into the grant uh very proud you see them there sycamore and anaheim our feeder school orangeview western dale magnolia south catella and brookhurst and savannah along with our gilbert high school making up the 13 schools that were written in that have been will be receiving funding we're going to talk about the grant and the components and then this is again exciting the amount each school is receiving depending on their enrollment over five years anywhere between one million four hundred twenty five thousand over five years up to two million three hundred 375 000 for five years again depending on the the enrollment of the school all right so we have been doing community school work with of our our two pilot schools um for a few years now a couple years a couple of our teammates here sitting behind me have been were part of the pilot round kovid changed things up a little bit but we have worked on a vision that completely and was enhanced and supported the work that we have been doing for a couple of years so what we wrote into the grant is the work that you see and the the work that you see on the slide here this is our vision for community schools to expand and support an equitable and asset-based instructional approach focused on community strengths and nurturing potential so our vision here at anaheim union our core values our infrastructure such as our career preparedness systems framework is aligned with our community school model to serve as a means to create a safe place at the heart of the community where students families educators and school staff are connected right so this is an expansion of the community school model as we talked about our two community school pilots through the addition of the community school coordinators at every site through the addition of community school teacher leads at every site which we'll talk about a medical billing technician we will also be adding mental health providers social work leads that will be a part of the work community partnerships services again all of that will provide and transfer a transformative approach for long-term student success so this is our community and i want to be able to frame our conversation around our students we we asked our community school coordinators to think about a situation a student that we have been working through on this approach and so we have a story for you just so that you get an idea it's a comprehensive approach a simplified story we we have longer narratives to share but i will share the case study so that you understand how the approach is going to help support students that and so i'm going to ask you that if you imagine if all schools had this capacity and the capacity to amp resources to support our at most promise students so there was a student single mother with disabilities who was undocumented child in special education suffering from severe anxiety and was exacerbated by the pandemic of course a mom's disability coupled with not being able to read or write made communicating directly very difficult with her so student struggling with attendance frequently late or absent to school our first period teacher says hmm something's going on here and recognizes our students strengths and and areas of growth and says there's something that we need to just do here so began to refer and make connections to um the student looked them up student with special ed connected with the case manager the case excuse me the case carrier the case carrier met with the parent and began to realize that more support was needed so we can begin to refer to the counselor and and and to the family community engagement specialists our faces so the faces meets with the parent to provide information on education series but again realizes that this story is or this this is a very challenging case so with the counselor refers the family to our education monitoring team our emt that is a system that has been created for a long-standing system right through that emt and that approach that team approach introduces the family to our community school coordinator our community school coordinator began to be able to manage the case with our family and their needs refers the family to disability rights agencies for support they meet with a parent on campus it works with a partner our partner our project state partner meets to establish weekly grocery pickups helps family renew social service benefits through this constant constant contact our community school coordinator builds a trusting relationship with our family so the community school coordinator being a part of the student support plan now in place on campus student and parent begin to build that relationship and then they comply with our staff that um this the student would be more comfortable if the school provided or referred to their pronouns pronouns and those were recognized so that they can could go by another name so the community coordinator meets with a case carrier who then informs the students of this request to support the staff and this name change um so staff development for all our teachers was then a part of this system so professional learning right as we talk about this and so again as several layers layers for this one student this very complex case comes to progress because we're not necessarily at success yet this school really is truly based on this you know example is really the support the only support that mom and student has but through this transformative approach that we talk about this community schools we are seeing progress and we are hopeful this long-term success is possible all right so i wanted to tug at your hearts we wanted to tug your hearts a little bit to understand the complexity but really the opportunities that we have with this grant there are two essential structures that the grant calls for one of them are our four pillars of community schools that's community schools movement i'm actually going to talk about that at our in our next slide what i'd like to do is is simply share the commitments there are four commitments written into the grant as essential components of the community schools our first is that this commitment to asset driven and strengths-based practices right and you should hear affirmations of the work that we are doing in our district and the alignment and integration so we know that we need to be committed to asset space approach and strengths-based practices so we view students their families and our community through the lens of their assets and strengths and values the collective wisdom derived by experience family history and culture so the community schools approach really views the language of students and family as a vital asset to be uplifted all right so again we affirm the work that we are doing here in our district second is the commitment for racially just and restorative school climates so we commit to creating nourishing and sustaining school climates that are centered in support for all students during all school interactions right so the commitment explicitly expects the presence of restorative practices which we do have rather than punitive exclusionary discipline that detaches students from school and then and from their needed support the third commitment is the powerful culturally proficient and relevant instruction we know that is a strength of our district so california's community schools commit to be driven by teaching and learning that is relevant inclusive and centered in the wisdom history and culture of experiences of our students families and the community and the third commitment is the shared decision making and participatory practices as you see in our audience and who's part of the district site and who will be excuse me the district committee and who will be part of the site you will hear this making and participatory practices are part of the fiber of the work that we do in community schools students family and staff and community members must have genuine engagement in decision making about school climate curriculum and services and shared decision-making practices must also prioritize transparency and shared accountability to ensure information is both available and accessible so that all interested holders can fully participate all right we're going to we're going to zoom in on the four pillars because really this is our um going to be the work that we do around our structures and the we're going to talk about data in a little bit through those four pillars the four pillars of our community schools is how we are going to be holding ourselves accountable is how we're going to be drawing around professional learning integrating student supports this is an important component we start with this one but there are three others and i want to zoom in on these are where the student supports live by extension their families and this is how we meet their needs around academic needs around physical needs around social emotional and mental health health needs right and so the again the grant talks about trauma-informed health mental health and social services so students are supporting students also require that students be well-known so that they can be well served we know that we do that we will continue to make that a priority in our community schools approach the second pillar is extended learning extending and enriched learning and opportunities so this includes academic support it includes enrichment this is the real world opportunities that exist in our district that we continue to make a priority internships project-based learning right so before and after school care and summer programs tutoring and others learning opportunities exist and will continue to be a pillar for our community schools approach family community engagement is our third pillar and so this means actively tapping the expertise of our families right as we talked about in our commitments they are true partners and they are they are supporting and educating our students both here and at home learning opportunities for families we have a breadth of learning opportunities and we are talking about including which we do but expanding home visits home to school collaboration culturally responsive community partnerships which which we have much of and our fourth pillar is collaborative leadership and practices all right so this is where our professional learning takes place with our colleagues in the classroom outside of the classroom this is where our collective trust is our shared responsibility responsibility for outcomes this includes students and families and community members and staff so professional learning transforms the school culture that we we uh are you know have been making a priority on uh climate that centers on pupil learning and supports mental and behavioral health again around um our students so those are our four pillars and as we as you thought we look at the new positions you will see that these four pillars are integral in our positions that we um have included in our grant and we are expanding what i wanted we wanted to do at this point is just simply from the last few slides bring together the alignment of what we have been working with in in through our anaheim union and what this community school's approach is this is image brings everything together it is our career preparedness systems framework that brings that structure uh and the approach and connects to our four pillars which are next in the next circle those four pillars are part of how we create a culture of mutual trust collaboration and assets based approach and we we include and embrace and need families and community and the school to be able to meet the goal for our thriving students right so this embraces all of us around cpsf around our four pillars around the culture of creating that culture family community and schools around each and every one of our thriving students that is the community schools approach the positions that we have included in our our grant with the work of of our teammates behind me are those listed in on the slide and we're going to focus for today's presentation on the the top two and then really quickly talk about the community schools manager the first one is the community school coordinator which we'll discuss in the next slide the slide after that will be the community school teacher lead critical and very unique to the community schools approach i hope you ask a little bit more about that one because that is a very unique model here in our district that really no one else has has included in their model community schools manager and quickly the community school manager just approved by our personnel commission yesterday this was written into the grant to be able to share share the systems development around community schools approach um they're assisting and managing the community school coordinators which we're continuing to bring on as we speak professional learning is going to be part of the management of this community schools manager of community school coordinators and other staff alongside our community school teacher leads and then data reporting for our grant we're going to need to report and hold ourselves accountable so this person is going to help manage the data and reporting of our grant and i know you have those job descriptions um as handouts for you um but those are the the last ones the other three that we won't get into the details today is the billing technician has also been written into the grant our school our social work leads three of them social work leads have been written to the grant and college interns as well all right so we have amazing community school coordinators two of them that we have had again for a number of years araceli huerta antony garcia they really have set the tone and the approach for this work and again thank you guys for being trailblazers thank you for doing the work that you are doing and look at where we we are so really i want to appreciate you guys these coordinators are going to become 13 positions we have two and at every one of our 13 community schools we will have a community school coordinator and a community school coordinator so as we speak we're hiring those people those positions are going to be interviewed hopefully in july so we can get them through and and get trained and ready to go our community school coordinators are they partner they're part of the partnership coordinate new partnership they secure new grants and funding which they have thousands of dollars have been brought in by r2 they manage the community school center at the sites they refer and manage families to community services and they're going to be part of the co-lead work with our community school teacher lead which we'll talk about at the site you have a handout that shows uh perhaps there's questions about you know what does the faces do i understand there's a faces there maybe there's community liaison that also exists and what does the community school coordinator do in essence that's the the crux that the system um allow and embraces we need all of those positions and our community school coordinator in that handout you can see the differences centered around community schools approach centered around partnerships services and managing of our families all right our community school teacher lead i i am smiling with uh amazing the amazing experience that we just had so grant um lorena and i had an opportunity the pleasure of interviewing over 40 teachers that were interested in the community school teacher lead from those 13 school sites they said i i've read the job description i love it i want in what can i do uh amazing experience with those interviews and um we selected our 13 just last week hr was able to offer and get acceptance from our 13 amazing community school teacher leads so as it says in the slides right there um just a couple quotes from the interviews because it really speaks to where their their perspective is that there is no way that we can teach as what one person said unless you teach the whole child and that community schools serve the community they act as a bridge to connect the community becomes one with the school and that is our teachers saying that how important and integral this work is um yesterday we met with them and then just the you know the smiles on their faces about i can't believe we're here and we are blessed to be a part of this work i'm with you and so they are going to be um working on professional learning in the classroom their focus is alongside the civic engagement work the work around culturally responsive as the commitments and the pillars talk about and trauma-informed practices and approaches they're going to help to build that capacity and help co-lead alongside our community school coordinators our school site level advisory committee um and and there's might be a question on the five c we know we have these amazing instructional leaders and our 5c coaches these community school teachers are going to be working alongside them as well as as instructional leaders on the campus our 5c coaches focus in on the cpsf implementation they're working on the capstone and portfolio development our community school teacher leads also working alongside them cpsf implementation focusing on these in civic engagement and culturally responsive practices along with co-leading the advisement we know that how important it is because five years are going to come very quickly we we need to understand our plan our reporting our grant asks for it what is your plan in five years how will you sustain this work we we know that this is a transformative approach to the work that we do we do or doing already and we know that this is important to be able to sustain we're going to be looking at how the lcab will potentially sustain this this work after five years we know that we have a medical billing technician that's going to be bringing in um you know billable services or funding from those billable services grant writing as our two communicable coordinators have already done bringing in additional funds different funds unique funds and partnerships that are immensely critical for our work in our community that we have many many of that we will continue to look for to be able to you know create a sustainability program or model excuse me this is how we believe we will ensure success um in anaheim uni and through the community school structure what we worked for through the last year and again kudos to our team around asta and their seed funding and their asta grant around community schools is we there was an intentionality about bringing in site advisory council to be able to ensure that our voices in the room are are brought in and part of the decision making transparency but also decision making right so those school site council um advise school advisory councils for community schools are going to be critical in the success every one of our 13 schools co-led by a community school coordinator and a community school teacher lead will be brought in bringing in students and parents and staff administrators community partners community members to that group to be able to make recommendations on invite advising our school on how to um use uh the funding that they are being rece they are receiving through the community school grant right so advisement is critical we have our district advisory council that will continue to do work um around you know the district level advisement of the community schools approach and again i tell you that we are we were joking yesterday we we are right now we are in line with uh the work that we're doing we are completing each other's sentences through this work i mean it is really really phenomenal that our partners parents and you know our staff it's really a unique environment that we've created around mutual trust collaboration pushing each other but really aligning ourselves with the work that we are doing needs an asset assessment we're going to talk about that as one of the critical first steps you know in this year in understanding our community what are our needs what are our assets and then that will determine our next steps our recommendations for action or recommendations for services at every one of our sites i know you may be aware we our budget that we included in the grant we needed to show a one-third match and so there is a cash or in-kind match that we are we are saying this is important to we're contributing or we're saying we're including this as credit for our our budget um i i appreciate the a few weeks ago when i was told that my name was was going to change the title of my you know title was now a director of community schools and family community engagement that means we value you know the work and we know that um it is it is that important that someone's title change you know matters our department you know is being created around this work so we we appreciate that we're going to zoom in on the five-star data tracking we know that's important ultimately who's benefiting from the work and how do we correlate it back to student success which is the root of our grant how do we ensure that students are succeeding because of the community schools approach this this slide gives you a little glimpse as to what will happen at the beginning of the year through this community schools approach in fact our work around engaging families is going to be captured this way so on the left hand side you you see an id that's similar to our ids that we have our parents are going to have a digital code or digital family id that as they walk into any event a coffee chat a open house a service that is being provided they simply are welcomed and they get beeped in to the the scandine that's a better word scanned into the uh system to capture them as attending this coffee chat this service on the back end it's already capturing what is this event about what pillar of our community schools is is it capturing um and those families that family captured at that event at that date during this event in that pillar is being linked to our aries student information system now that's the game changer the student information system lives over here the parent information was living over here we are now co collecting it or combining the information so that at any point our board members our schools will be able to run a report that says i wonder what um student do student with disabilities you know how many students with disabilities attended us you know this kind of service i wonder um how many experiences do we have that of families that are coming to a leadership and you know development or collaborative decision making event where our families are included from one side from the other district wide that's what we're going to be able to be able to run at any point it's going to be live um ultimately what we're going to be able to correlate and we believe wholeheartedly is that family engagement is correlated to student success we just had a few um examples of that within summer you know i mean a couple families not attending well there's some there there's a correlation here so we want to share and show that family and community engagement is critical and that um if you're engaged students are succeeding as part of the story as part of the story and so that's the data that is going to be able to be collected through our five-star system that's aligned to our aries information system so these are really the last two slides and then i'm i'm uh i'm i'm excited for the questions so that our teammates can answer the measures of success our grant was written through the lens of we know that you have you know statewide we know that our schools our district have um uh data needs and gaps maybe it's around suspensions and expulsions maybe it's around attendance maybe it's around graduation rates or a through g completion we submitted all of those data points in our grant along with cte pathway information um what we are going to share is obviously how are we doing on those those measures because the grant wants to know we also know how important it is to include a holistic you know approach of of student data that includes cte pathways right how many of our students are completing pathways how many of our students are completing dual enrollment how many students are participating in internships and mentorship opportunities that data is critical and part of the story uh you know because because a part of a community school teacher lead role is to develop the cross-curricular opportunities and pathway development at the school alongside our teachers alongside our administrators so those success measures are important to capture and we will be able to capture that again as part of the reporting and monitoring of the work around community schools but it's more tangible than just that one story that of our student that we shared and it is a holistic approach that we believe wholeheartedly that this is transformative that this is going to be creating an environment where where our students are thriving where our families are thriving and our community is thriving through our community schools approach um and so i want to thank you for the time as we end our presentation our slides and i'm excited and i'll turn to my teammates as well as you're thinking about our questions for the community schools all right thank you that was a awesome presentation and i know that all of us were taking notes and making notes to ask questions so i'll open it up for uh questions starting with miss piercy okay i don't like being first but i will be this time okay i can put you last and marie you know i i said i will this first time you sent to me ask it i shall give it to you but i usually don't like it okay go ahead i'm ready um okay when we let's go to the beginning here um the community school coordinator is and the um teacher leads are they going to get stipends from this grant in other words that or are we hiring new teachers i mean i think yeah thank you for the question explain the teacher lead she's a totally new teacher that's only doing that yes or um got it um the the the start with the teacher lead the teachers are current teachers at our site um yeah we didn't hire outside we looked at because this is important relationships matter how important it is to have someone in the trenches at the site so 13 schools the 13 40 teachers that applied were from those 13 schools and so their position um if they're at the high school they have six periods one conference period what we wrote into the grant is we will be paying for a portion of their job to be able to be pulled out to do the community schools work so in the job description two periods will be given to each high school community school teacher lead and so our friend our teammate amanda bean and scott jensen at hr is working out the impact of that now that we pulled this teacher from this high school there's two periods that we need to figure out who's going to be able to take it um look to see if we need a six-fifths look if we can absorb it into the master schedule or is it part of just an additional fte an additional teacher because maybe there were already a couple of sections that were additional in that department okay and that's the case that once becomes part of the mechanics of doing it but the teacher lead will have two periods at the high school and three at the junior high three because of the instructional minutes the junior high minutes are smaller they're 40 plus minutes and the the high school periods are almost an hour 50 plus minutes so it's about two hours give or take a few minutes each of the two now okay and let me let me get this straight the teacher is still going to be teaching correct half of the day in other words are they going to get a conference plus those two correct so they will then on a high school on the junior high no on the high school they're teaching two then two periods only and on right there so high school sixth period two for the community schools conference they get a conference yes and then they'll teach to teach three all right six periods not on heights so uh remember piercy this reflects very similar to what the 5c coaches have it's very similar where they're teaching part of the day they're released part of the day okay their work we focus on the community school efforts whereas right but what i'm saying is don't high school teachers teach five periods normally with one conference total of six periods okay so if they are going to be community school for two plus a conference that means they'll teach to at the high school they'll teach too and then they would do the same thing so the the every high school teacher lead basically in essence it will they will be off first and second and strategically to be able to meet with other uh leadership groups they have their conference period third and they're teaching four five and six period four five and six same as the feisty coach there's six periods it's a six okay teachers at the high school do not teach six volt periods including their conference period though so they teach five periods plus a conference period so that's six periods that they're on campus on campus right so two periods is for the community school one period is the conference period we just talked about and then that leaves three more periods and those are the teaching periods oh yeah just like the 5c coaches yeah okay okay gotcha all right and also i know you you asked about stipends about work that is outside of the school day because there is a a commitment to be available after work time after the work day which is written into the job description which is also written into the grant there will be compensation at the hourly rate to be able to participate in those events that are tied to community schools be it after school be it evening weekends depending on the needs and assets of that of the community the community school teacher lead is that those stipends those hourly rates costs are written into the grant okay i was just getting i mean i should it was just i kept adding the conference period in there i know okay um and then um okay so the teacher leads are our teachers are the community school coordinators from our staff also is this have people you know applied for this is it from within the district or is this without the district yeah yes to both so um community school coordinators um that position flew internally and externally okay and there are uh for instance faces some faces have applied for the community school coordinator uh position so it was flown in internally and externally as well okay all right can i call grant up just for a minute to be able to respond to the community school teacher lead and again to be able to say i know you asked about that the the model that we have here in the community schools approach in this grant is a very unique model and um grant has had some conversations with other districts and what have they said grant about our approach so i guess carlos wanted to ask his own question to get it answered so um very quickly um what and and this went there were discussions within our steering committee there were discussions with mike and i individually when we would meet and just talking about the model that people were trying to build had a teacher being pulled out of the classroom full time to do the community school coordinator position and that was one person was going to be responsible for everything and in all of our meetings we just talked about how much more sense it would make if a teacher still had a foot in the classroom so then we're working on educational excellence and we're working on new pathways and we're working on new ideas for the classroom that someone is able to still teach and be able to meet with other teachers and have that time to have their foot in both you know in both of those doors and so we created this and no one else was creating it they're either hiring community school coordinators that are district positions or csa positions or teachers but it's just one person and we decided to do this as a dual position and they would be joint co-chairs of the site committee and we started presenting this different places in the state i reported to the nea board of directors and we've started getting calls and just recently just last week san diego is changing their model they created a pilot for next year with their biggest high school to do our exact model because now that this is an option no one thought of this and now that they're seeing it they're saying wait a second that seems to make more sense and now we have a meeting with ucla next week with our steering committee and because ucla is the technical assistance center with alameda county people are looking at making our model the statewide model that this is the way it should have been from the beginning um although we're just a year ahead of time here but we're gonna we're looking at this as another way though to build relationships between classified staff certificated staff the administration the parents and the students all together you know building this sharing leadership sharing decision-making process and building a system that's going to be there for whoever replaces all of us in the next few years you know that it will be there and be able to work for the community based on whatever the needs of the community are so i think that's what carlos wanted me to share with that question great question [Laughter] okay so we have a community school coordinator on each campus correct and we have a teacher lead on each campus then the community schools manager is this one person for the for all 13 schools correct this is a manager district administrator level uh one for each for everything for the entire the billing technician is that one for the 13 schools one for the 13 schools okay then of course we have social worker leads now there are three then that will be utilized between those three 13 schools or are we just adding three more so we currently have three social work leads and uh dr cruz is here if uh if there's any questions yeah we currently have in our system currently our social work leads right we have some already we do so this is just adding three more it's it's using this funding to um to to come to replace those the salary that they were being paid for so we're not adding we're using this funding to pay for those solutions those that we have correct oh okay we're not adding to our numbers okay and then of course our college interns i mean others will be utilizing them just like normal yeah tutoring could be after school could be during the school day as we we've had a few of the college interns um participating as well okay um when we okay so if we're hiring uh these coordinators do they have to have credentials or are are they considered social workers or i mean in other words the community school coordinators yeah community coordinators are not clinicians they're not social workers they are classified positions um yeah they're i know we didn't so there are classified positions that's okay that's what i wanted to know okay and then okay what is for the budget thing uh in kind we have to give a third we have to match a third what kind of in-kind match are you speaking of yeah joe you want to provide a couple examples what we wrote into the grant yeah and he's got the list memorized the work of somebody as you know so good afternoon uh yeah so that's a great question and so our uh district match um comes from a few different sources so some of that is existing time of our staff members that is being dedicated to this work so as part of the grant we had actually included part of uh mr hernandez's salary really we're going to include all of it now right because his job is really being re-uh know reimagined to support this work ongoing part of the extended learning opportunities so when you think about before school after school summertime opportunities we have long-standing partnerships with anaheim ymca through anaheim achieves and so at those sites um we already have after-school programs in place uh and then again as we build this out this is an opportunity to you know redesign reimagine and can continue to enhance the great work that is happening within those programs and so the ymca staff is going to be essential moving forward um and you know the the funding that we use for those after-school programs um is included as part of our district match um and so that that's the bulk of where the match is coming from from some of our existing salaries and from that funding we've used to support after-school programming across our sites and it it it worked in the sense that we were successful in having all 13 of our sites funded because that's the number of sites funded for those after school programs right so it was a nice synergy there that um all of the schools were accepted into the grant okay oh good um let me check again let me see if i have one more well i'll come back to you you can come back to me okay all right uh ann marie well she asked most of my questions so that was good i'm glad you went first um i wanted to know um for sustainability sake um our teacher uh coordinators that were calling teacher coordinators teacher leads community school teacher leads are they going to be training and they're going to have opportunities to train to sustain this yeah yeah so so they will be trainer of trainers they will be building their capacity they will be going to conferences they will be bringing information they will be able to build capacity on-site district-wide um you know perhaps so absolutely yes trainer trainers model they are amazing 13.

our client his parents purchased the house in 1994 he he inherited the property from his parents and uh in january of this year he wanted to rent the parcel so he had the housing commission come out and perform an inspection and found some violations in the home mainly well they were in the home but the basement was considered not to have a be permitted um it was at some point about 40 years ago the basement might was finished at some point and so we had been working with the building department to come up with a we looked at the things that were in violation of the housing code and brought those up to compliance but we are still have three items that we're asking for today they've one of the issues is the hallway that's in the space is two and a quarter inches short at one end of the corridor or the hallway area the two doors leading to the sleeping rooms are roughly an inch short below the code and then of course the egress windows that are leading out of the sleeping rooms are also short only in height the width is acceptable by building code and the area is 5.2 square feet so the area free area is also in compliance there our proposal was to if we see our drawings our proposal was to correct the staircase which was an existing stair and it was installed at the time the house was built in 1940 and so we decided to bring that up because that was in violation of the housing code and we also decided to correct the window wells on the exterior of the house because the window wells were only 20 inches deep and you couldn't climb out through the window well through the egress windows so the three items that we're looking to appeal today are the width of the one end of the corridor the hallway the head height on the door openings and the egress from the windows themselves going out they're all existing as far as we know they they're um they've been there as long as we can tell but the issue goes back that the building department can't find any permitted building permit for the finishing of the basement itself the building at one point in 1982 the basement was fixed up as a part of a community development block grant so the wall was replaced in one one side of the basement work was done down there we don't know to what extent that work was so um i think that's basically the situation that we've got going right now so thank you staff report uh staff recommends this application be denied uh no permits were issued at the time of construction um in uh so now the area needs to meet the requirements of the 2015 michigan residential code and it's in its current configuration it does not meet these requirements if the renovation did take place 40 years ago it would not have met code of the time i'm referencing the 1981 boca code and that's at the end of the report which is pretty similar to what the requirements of the 2015 michigan residential code are and it's correct it was the the issues were realized during a rental inspection that happened january 11th of 22.

what's nice about being there that early is i hear it's going to be a gorgeous day but you get to see the kids and the families coming in in their decorated cars and wave to everybody and say hello so it's um we're not sitting around we're we're greeting and welcoming so okay i would say by 10 10 o'clock would be the target for the board members okay good thank you you got it all right any questions for dr burrell okay we're going to move on to subcommittee reports and joy i'll turn it over to you on facilities okay we met on june 2nd the majority of our meeting focused on a presentation from hillyard they presented a custodial staffing model tool and the model showed that we're going to need additional custodians and possibly equipment too for the new canada lake elementary school once it's occupied we discuss this modeling tool and ask hilliard to return at a future meeting because we need more information as to the factors that are leading to the conclusion of neat that needing more staff so we request more information they're going to come back with another presentation to us we reviewed the school dude reports we got an update on the capital projects the rfp for the boys locker room project was issued on may 19th and the proposals are due on june 17th the whiskaner wall update mr post reported the lowest bidder provided several alternatives one of which had a cost of 796 000 which is 96 000 more than the amount appropriated he also reported that the board of selectmen had approved the additional funding and the board of finance will be discussing the matter the following night which i believe they approved yeah we have two applicants for vacancy for a custodian position building condition study mr post and mr call will be working with the purchasing agent to issue an rfp for the service and we had a brief discussion about school security and measures being taken at each of the schools such as not propping doors and some miscellaneous discussion we discussed uh ground maintenance at wiscons that's it okay thank you any questions for uh joy joy on the whiskener wall is there a timeline like for when that work might be we're still waiting for that yeah okay yeah so we're hoping glad it's fully approved now yes it's fully approved we're hoping at our next meeting in july that we'll have a definite answer for that do they think it'll get done through the summer months or is it something that'll go off into the fall do we have any sense of when i last thought you want to come up can share a little bit i think the the expectation is that it will be done before the end of this calendar year so we've issued the the purchase order in the contract so with the uh the contractors lining up the materials that he needs and getting the has to get permits for the uh abatement of whatever asbestos is there and define whatever spaces we can and cannot use at various times during the project and dan caldwell is working with the contractor and with the principal dean renda on scheduling everything okay thank you ken okay any other questions all right so we're gonna move on to uh personnel and negotiations um i'll give that report um so personnel on negotiations this was an interesting meeting because it wasn't quite personnel in negotiations john approached me some time ago and said we have a proposal that's going to need the approval of this board but we don't know who which subcommittee to run it through um because it doesn't quite fit any one subcommittee so we agreed since uh the board chair the vice chair and the prior chair were all on the personnel in negotiations that that we would we would take that on and review it it was a great meeting i mean i'll look at joy and rosa that the topic was about the uh it was actually a report from the bhs pillars support group or team um to making a recommendation to improve mental health services for students at the high school um you know that we've gone through a very difficult time um over the last couple of years and there's a increasing need and they showed us some of the data on that for mental health support and there is uh so they reviewed what options we might have and they concluded that there is a organization cifc which is community um i forget what the f c is the actual acronym stood for but cfc is a local agency they support they provide mental health services um and they it's it's actually as a direct service actually contracted with the parents and the student and this and the role of the um the schools is to actually provide a space and actually provide access you know that's an option that we can introduce students to we went through what the programs would be and they offer a range of behavioral support and mental health types of services that would be very valuable and they work it through the insurance so that it really in the end isn't any cost to the students so you know we all came through that thought it was a excellent excellent suggestion and they're going to bring it to us at our july 20th meeting right we'll have the cifc representative we'll have the pillar support group and we'll actually do that at the full session of the board in july and they said if we approve it they would be able to start in the fall which is great so that's that's what we handled at the uh it wasn't quite personnel in negotiations but it was a good discussion bob i i sat in on the brookfield cares meeting last week and they discussed this and said that you would be mentioning it tonight and it really does sound like an amazing opportunity for us to add to the services we provide i mean i think what they do really it's a complements and adds some of the services that we just can't provide so i think it would be really excellent yeah and they actually are uh federally funded uh they are state funded they get a lot of grant money so what they do is they wear insurance will cover stuff they'll you they'll work with the family's insurance and where it isn't they use the grant money to cover the rest and and that's a nice you know approach for dealing with having it and it's private with the student and the family it's the the communications between the agency and the um and the schools is really only what's mandated under the under the special education usually special education but not always special education um uh standards so uh you know where where it's required we will communicate but other than that it's with between the student and the and the agency and the parent and that was really important to us uh when it was uh brought to me originally was that this would there be the communication with the families that was critical we were going to bring people in we're just going to work with students and then where does it land in a vacuum somewhere we wanted to make sure the families would obviously be involved that's the critical for anything under my leadership the families are always involved and so um not getting into a lot of great detail on it great summary bob thank you um you clearly were listening there's no doubt about it the um presentation will be july 20th so the team a couple of the team members i think mark bolando will be able to be here our special education director amy dean and cole hickman should be able to be here and we would be able to go through that and have a nice discussion with the board by the way it's the um you might just pointed it out to me it's actually in the notes the connecticut institute for communities cifc is what it stands for so so that's any questions okay and the third subcommittee report is the security task force subcommittee and i'll give a high level overview but then i want to turn it and ask the other board members to you know add if you guys would the meeting lasted about an hour and a half um we started with organizational stuff right we talked about reorganizing establishing the committee we talked a little bit about the process and the and the membership um it the for for the members of the public who are listening um and both here and on the tv feed it the makeup of the committee is three board members so it is um rosa myself and sharon and it's uh some administer a variety of administration so dr burrell mr belanda mr post and mr conklin for cyber security and i.t and tools and we have chief poglisi we agreed to add the fire marshal uh to the group and three members of the public and we agreed that we were going to go back to the members of the public who had served on the last version of this committee because this isn't a new thing this we've been doing this committee on and off every couple of years for since i want to say 2012.
