so that's just a summary of something we really haven't talked very much about in the center grove district before but as you can see it's something we're going to have to really consider and wanted to make people aware of that concludes the report questions any questions for dr gabriel is the general public allowed to ask a question no sir no we just have to pay for it next on the report this is dr gabriel yes i know this is your last report as you go off your retirement yep we didn't we didn't make a a big to-do about when we approved it on the first denial report on a new setting tonight thank you for your years of service with the school district and the meticulous planning that you go through every year in preparation of the budget i know we cover you with all sorts of questions i know as we prepare for salary increases and negotiations and insurance benefits i'm covering you with thousands of questions every year you've always been gracious in your responses and and i want to thank you for for all that thank you very much i appreciate those comments and dr gabriel i think scott said wonderful things to sum it up i was going to say something at the end of the meeting to congratulate you but i think people i don't think realize all the tireless hours you put in and all that you have given back to this community in this school corporation i've been on the board for six years and i've always been impressed when i see your especially when those slides come lesser and lesser but i'm always impressed i'm always impressed when i see the time and the effort you put into it and all that you give us from an informational standpoint so so thank you for your service and i appreciate that you take such an integral subject as school financing which is unlike any other and can make it so simple and understandable and the love you have for it really showed through i mean you have a genuine love for this kind of thing and that's what you know was needed so very much appreciate that sorry rob if i beat you no not at all i'm glad you i didn't know what the appropriate time to speak was i wasn't going with the meeting end without speaking so thanks scott strategic planning okay thank you very much well this evening i'm going to do a report out on the strategic planning update i do want to say that this is a multiple person input on this but we thought rather than handing it off to everyone that they would give it to me to do so i probably won't do it as well as the rest of the team would have done it but i will do my best now i know the board has heard some of this before and so we're going to provide you with uh just a quick update on strategic planning 2.0 just um going to that first slide i just want to remind the board and kind of just refresh your memory for those of you that might not have been around when we started strategic planning 2.0 the board worked really hard to get as large a number of parent input as we could we strive to get 100 parents to come out but we ended up getting 300 over 300 parents to come out and provide input into strategic plan 2.0 it was very well attended and got some great input and some really good involvement of many parents during that process we also had around 60 people including board members parents community members teachers and administrators all participate throughout the entire process which was over a year long in putting the plan together you can go on the website and see the details in the plan and it will drill way down in but we wanted to kind of just give you the overview today of where we're at the other thing that happened in that plan was that vision and mission statement became more codified we had pieces of that vision and mission statement the mission was pretty much developed but the vision at the time really didn't match what we believed our mission was and what we wanted to achieve and so um through the work of all of those people that i just mentioned we created the vision of all students receiving exceptional educational experiences so i wanted to say you know that's been something that's really gone very well stacy's done a nice job of connecting that with the hashtag of e3 square sorry e3cg thank you and so we've been doing that for several years as long as the strategic plan has been out another piece that before i move on to this that broke off of this plan was while we were going through you might some of you might remember that we had an offshoot of this plan in technology that we had a very intense focus on what can we do around robotics and technology and all of that that led to a subcommittee that involved mostly community members and business owners and mr mr taylor led that process with folks from the teaching and learning department and teaching people in the technology department extremely successful and led to the creation of the innovation center we got lots of support and donations through various organizations such as anders hauser lilly to name a couple and just been very successful now houses not just the innovation center and where kids go throughout the year from all of our elementaries and get some phenomenal experience from some great teachers but also too houses our robotics program which by the way has been extremely successful this last year and super proud of them so that that was an offshoot of 2.0 that i wanted to make sure i mentioned another thing that happened in the next slide is that in 2.0 beliefs were developed and codified and clear and clarified and so here you can see the list of beliefs that the organization embraced and so all of these things that we've been doing um we want to focus on all of these areas again this this was formulated in um 20 is it 20 20 stacey helped me 20 15 14. at least 15 right 2015 i believe it was yeah 2015.

so i want to the town thank mr voltman for the cooperation between the town and the school corporation you know that's forty three thousand dollars plus that we can put toward the project so that's wonderful news very generous yes miss kelly will you pass our appreciation on to them at the next meeting and i thank you dr barack and i have traded emails with him thank you in this world but yes right as a board member please do we greatly appreciate it i'm not biased against any other town but neither of them but no no he was they were fantastic and again that's 43 000 we can put toward the project so that's awesome uh my my next update is is basically the um lc schmidt and arctic optimization we're doing as i brought to you several attention several meetings uh we received a check from that's nipsco of the optimization process we did a project in the winter or late winter early spring where we've got these heat exchangers in high school and because of the bad water st john everything else we have to clean them even though we soften it and you know basically um our cost to do that was a little over twelve thousand dollars but going through the optimization nipsco refunds and everything else we got five thousand four hundred sixty dollars back so it basically equated to 43 the project was paid for by them so that was wonderful news um on that matter just last week i received an email from nipsco uh we filed all the paperwork and they have approved the incentive offer and rebate for the grimmer project which is just aforementioned for 63 131.84 so that's that's a rebate from nipsco for the upgrading the efficiency and energy consumption grimmer project nice great result um my last item is just the the annual update of the summer project list we're starting week four so we've had three weeks down we've completed about 38 of the projects already um some of the major projects we've completed today uh we repaved the south parking lot holmen that's completely done and striped uh we've replaced a large concrete sidewalk at grimmer as well as added a sidewalk at pifer for access for snow removal equipment to the back area we we completed the fourth grade roof replacement on the on the east half at uh grimmer and one big project we are in the midst of we started last week is we are having to replace the tanks at a transportation center with the 12 000 gallon diesel tank the 5 000 gallon fuel gasoline tank they're over 30 years old so they're not being replaced we're going with above ground tanks so last week we removed both those tanks uh it was quite the process it took three days and we have quite the mini grand canyon over it transportation right now it has been backfilled up to 12 about 12 inches below grade so it's tanks are gone they're disposed of uh we had numerical environmental engineering out there to do all the testing that the epa requires they took all the samples last week they are in for testing right now i should have those results by sometime after the holiday and they're out there today and they'll be out there all week running the new underground piping because we still have to run around piping from the dispensers which is what you guys refer to as a gas pump back to our above ground tanks and then the concrete where there's a bunch of concrete work associated with that that starts next monday and then our tanks are going to be delivered the week of july 11th so that's a big project going on and so we want to have that up and running by the time school starts and other projects as you can see by the list are ongoing and i'll have an update the next meeting any questions yes bill a point of information you talked about the fuel tanks yes metal i'm sorry are they metal they are the above ground the underground tanks were a double-walled fiberglass that's what the above above ground tanks will be double line steel they are still you if you watch the indianapolis 500 in pits they're kind of look sort of like that they're they're on four-legged pedestals on concrete pad but they're steel double lined tanks okay very good this is uh quite the to-do list it's a lot like whoa yes oh we did another thing we did we're finishing tomorrow um the the fencing repairs at the jv softbond baseball field should be done tomorrow good great great good all right thank you bill i have a question someone had mentioned that our teams our teams your custodial teams we're working four days 10 hour days no you're you're doing the five day week yes five day week okay thank you with that public comments there aren't on this evening so we're going to move right on to board comments and consideration no yeah board comments in consideration of future agenda items but i would like to start tonight i just would like to congratulate dr morocco for superintendent of the year for district one by the indiana association [Applause] so congratulations on that all right time with that we'll move on with mr marshall well as they've always said anyone who garners the honor of superintendent of the year must have a good board behind him no congratulations sir kelly yep sam congratulations larry well deserved dr medlin congratulations congratulations but i have a question now does every district represe elect someone as their superintendent and then do all those nine districts or eight districts whatever do they then do a superintendent of the year for the state like you are you in the running for another competition yeah we're like district one so we're five counties in this part of the state and then they'll there's like eight districts aren't there there are nine and then out of those nine groups they'll select one for statewide cool and then will that selection take place later this summer i don't know i don't know exactly why that's announced at the uh the fall conference at the fall conference yes yeah yeah well congratulations and good luck thank you yeah do we need to write letters of recommendation or anything not this time let us know so with that we'll move on to our board calendar of future activities dr rocco so we only have one meeting in july and um but the lines of communication are open and as you see bill's list there's certainly a lot of activity going on around the district in order to get ready for the start of the next school year and i'll say bill's doing a commendable job on how much has already been done and you can drive on any property and you can see that everybody's getting some love so that's important for our staff and for our families and our students to see those sections of sidewalk get repaired and to see those little things get fixed so that place is neat and tidy and we're very proud of the work that is being done by our custodial maintenance staff as well as those vendors that are coming in from the outside to help us spruce the place up so thanks bill all right with that one moved for uh german move for adjournment motion by mr marshall david second by dr meddling all in favor

because that is just one contract that's just yeah correct yeah so that doesn't have anything to do with the truncated yeah right oh okay all of these differences 11.1 to 11 points there's a lot right we're just we're just voting on we're voting to table the 11.13 as regards to the laura bishop correct communications correct yes yep so it's just that one line yeah when we talked in in governance there was stuff in the contract that outlined for particularly possible extra hours and and so we wanted to just make sure that we have procedures in place so that we can address how those are handled by the district right so we don't have those answers yet so we recommend tabling that so that we can discuss that further understood any other comments or questions about the motion to table 13.

it will cover people who are volunteers to us basically workers comp covers anybody employed by us and basically anybody else if somebody trips in that don't everybody do this falls somewhere leaving and it gets a severe injury typically it's over a thousand dollars in terms of the claim and and that this would cover everything volunteers people that are here visiting watching a game it's a very comprehensive plan so other schools have done this we're not the first one to do this and so we've talked to them they say it works pretty well um and there's there's really not that much this is one where we would get turn it over to the broker and it's part of his job to handle these claims we identified record what's happened and then pass it on to them and they follow it through the system of the carriers so bottom line the total amount for us is if you look at district midnight those are combined policies with 58 these are separate pilots that we have like the cyborg coverage we have different networks we have different technical pieces to our software and our policies so that we do that separately it doesn't make sense to combine the two um yeah the 99 foundation there's a small one that really covers their uh administration or their their board members um or just something like if they want to rent a property or come when they want to come for pizza awards on our property it would cover them if there was a liability against that you know something happened if they're they're planning a couple more things that come with the lunch trucks i think well the food trucks food trucks right so that allows them to bring them into our policy so it's a very lightweight policy and actually i've passed on to uh just recently though but uh to the who's your treasurer uh diane richards thank you to diane there's another carrier that a broker that specializes in nonprofits and so i gave it to them because there's other things they could get insured for like things that and brokers so um that's one that the other schools don't have so we we really put together all of the programs we think can benefit the two of us if combined better combined and it's worked well and it's been in place for more than 30 years because i inherited when i came in so it's a good system and so our total that impact the district 99 that we're proposing is 776 for renewing the policies we have in place and adding the new primary care coverage for uh 34 511 what's a good is an action item nice connection item with a good rudd number yeah right is there some reason we don't also partner with our other senators i was going to ask the same question well it gets it gets a little more complicated and they have to have pretty good systems inside and they always have it now i think they i think they have come to that point so it's a good we we have had conversations with them and um particularly 60 yeah yeah i was going to say 68.

um and so you can see a lot of these things today are still there things like college and career readiness you know our legislation legislators have found an emphasis in that here even just recently we've been focused on it long before that things like social emotional support you can see that as well on the list that again is something that has developed into you know a much higher need than it was in 2015.

okay hearing none can we have a roll call please mr ball yes mr fazio yes mr dawson yes miss casino yes miss lima yes miss muffin yes and mr januzzi yes any other okay so now 13 is tabled i did want to say for uh the donations thank you to staples for 7 800 worth of donations that's their um third time that they have yeah so far yeah that's that's because at first i was reading i was like oh six hundred pence boxes seventy eight hundred dollars i was like what kind of pencil boxes are there everybody went back and read i'm like oh additional supplies in the fall that's right now mrs guzino you were mentioning a issue with the rest of the items that are actually attached to the agenda right okay so i'm not noticing any anything being truncated i'm actually seeing pdfs attached to the agenda right not uh excel documents was there anything in particular so if you open the pdf document you'll see you can read across the account description uh doesn't give a full description of what the expenses so i can see where they started it but i don't know the full description of the and so that is actually just which of the account the actual accounts in our chartered accounts where the expenses would actually be coming from it i wouldn't call that a description of what we're purchasing per se because they're grouped into like employee benefits or salaries or you know that's the level that you're actually getting with the account description okay so i i understand your point which is many of them are truncated with an ellipsis and it's difficult to track them back to the individual financial statements however i don't know that what you're missing is more explanatory in that particular column i think what we're looking for is something that's not actually a part of that report which is a more thorough explanation almost like the memo line on a check right right i mean i haven't seen um i haven't seen a document with these expenses outlined so i'm looking at this for the first time so i think part of it is just as a new board member i'm reading through this and i'm seeing expenses but i'm not understanding what they are and i and i'm simply coming to it as if if i'm expected to vote on it i want to know what i'm voting on otherwise i have to abstain so it's just it's just a matter of like putting the information in front of me so that i can understand what i'm what i'm actually i think that's fair um the one thing that i would draw your attention to is what's not part of our packet this particular meeting but would have been in prior months are actually financial statements okay the financial statements do have the full account descriptions that these would be aggregated into so think of this as a transaction level report each time we send a check you're going to see a line in this particular payment of those schedule and then those would be summed up and presented in our financial statements which might be a little bit more explanatory okay in terms of you know how much we've spent here today whether or not we have budget for this spend where we're at relative to what we're doing so when we talk about the approval of these what are we actually approving tonight when we vote on this to actually make the disbursements that are listed here to the payees so we're approving these payments going out to people correct so again it's like i don't i don't know what i'm paying people for if i can't read it i mean i'm happy to abstain and i'm sure you guys all know because you've sat longer than i have um but it's just uh it's just good to have just to have a description in there sorry to be so picky listen it's entirely within your purview any other comments or questions okay hearing none can we have a roll call please mr bell yes miss defazio yes mr dawson yes miss cavino yes okay we are up to other matters to come before the board which there have been none presented oh so what are we supposed to say oh no we already tabled 11 13 so that's not correct i like it don't worry okay we are up to new business anything to be discussed from nothing special there's nobody else past you i don't know i'm looking over here okay all right uh hearing none we are open to the public for discussion any comments from the room all right i'm seeing none let's talk about mine there one more double check and i have no responses online okay so at this point we are going to move to go into executive session under items uh one two three and i believe that's it may have a motion motion thank you mrs defazio a second thank you mr bell all in favor [Music] yeah so just to be clear we're going into executive session under items one three seven eight and nine not one two and three as i already said sorry we are ready tom you are unmuted you are good to go thank you sir we are up to item number 16.1 resolve that the boundary board of education approves the resolutions as outlined in approval of hiv cases under high school they have a motion motion thank you mrs defazio a second second thank you mr powell roll call mr ball yes mr fabio yes mr dawson yes miss casino yes miss lima yes miss messin yes mr januzzi yes item number 17.1 resolved that the bamboo board of education approves the resolutions as outlined in approval of hiv cases under middle and elementary schools this is 17.2 and 17.3 have a motion motion thank you mrs defazio a second second thank you mr ball i'd like to make a motion to postpone uh the community middle school uh hip report number 27 uh until the next meeting because there's some information that the administration needs to include with that great do we need to vote on that you do so first uh [Music] thank you mr ball any discussion hearing none can we have a roll call to postpone 20 uh cms-2022-27 mr ball yes miss defazio yes mr dawson yes miss casino yes miss lima miss muffin yes and mr januzzi yes so we will now return to the original motion which is to uh approve items number 17.2 and 17.3 but 17.2 now amended to exclude cms 2022-27 any well we're not actually taking discussion any other comments or motions to make hearing none can we have a role call please mr bell yes mr fazio yes miss casino yes miss lima miss messing yeah yes and yes we have exhausted the agenda are there any other items to discuss otherwise would someone like to make a motion to address thank you mrs defazio a second thank you mr ball home favor aye aye have a great day

that would be the one that we had conversations with so it's possible we would do that we just didn't choose to do it this year well maybe in the future we could look at that yeah he's part of a he's part of a group already so he has to get out of the group and before he can go to another essentially different set up so there's there's a time for that you can't just walk away from it they're part of a different cooperative yeah yeah well some of our other center districts are not only us that they send to so yeah it would be a little more complicated right you know in that regard so 68 would seem to be a good fit yeah yeah yeah the timing and whatever deals they're in and but maybe it's something to bring up because it begs the question right if by combining with 58 we get a better deal if we bring even more in does that you know does that help you um and i had i have to ask what what is foreign accident um we do we have a group of kids that are going on so that's for the country how they travel that's true insurance workers comp on the teachers basically those individuals and um it's a policy we only put in place when we're putting a group out of the country and there's one going to costa rica yeah right now last thursday okay first one i wasn't aware that we we did that i thought maybe it was something that brought you to the jury swap with the germans and go there okay good news thank you all right the next one is our annual uh bulk purchasing of cmg supplies uh jim has provided you a memo i'll let him give you the highlights you know we don't have that policy approved yet so it's not like we've signed it [Laughter] what happened with copy paper first and foremost it is extremely high right now i'm hard to guess so i went out to bed bits came in very high as i expected so i'm rejecting those bits because i cross reference as i do each year to our state better your class bidders that won the copy paper and every year usually our bidders for the public bid are lower than the statement this year's complete opposite so i'm going to go ahead and move forward and award to the vendor midland they're the leading state that give them purchase order they're going to be able to supply and get appearance on time and save us about 17 000 so it's tangential so i apologize but you know when we went to chromebooks one of the ideas was that we would really diminish our use of paper we have we think everybody used to every year we have and i'm just wondering as our copy paper keeps climbing if we go back to the prior year's memos just because it the regular bid process we didn't go through every year i provide you the prior year this year and every year i've been here we've reduced in the amount of paper we've used and actually even with some more printers through the mfp that have been added to the newly built areas or buildings now we're still we're still below we're doing great thank you good good all right so okay cmg so just to familiarize you with what products fur grounds fertilizers salt we do all custodial supplies we also do filters so our list has expanded over the years we have hundreds of items that these vendors bid on so it's really worked we really have good competition uh this year there was 13 bidders been doing that first year ever everyone won something and nobody was like really high in the other really low very competitive so um we'll be giving hopefully with their approval purchase orders to these vendors all 13 of them and they're familiar there's a couple new ones but we went through their business requirements so tonight we'll ask for a total amount of 141 and 64 cents jim i didn't see in the in your memo if if this is uh within a budget expectation it is okay um believe it or not i'll take it back 10 years ago our budget was 200 000 and uh we really brought it down and even this year so factory when we were getting supplies it went up a little bit our buildings are bigger went up a little bit each year teeter-totters back and forth we kind of go through supplies and we have you know two years later inventory and get some more and then somewhere left over so it's really tricky we try not to store a ton of stuff salt is one we'd like to store some because sometimes it just goes out and can't get anywhere um but we're still trying to do a good budget we're doing good deal thank you all right this is an action item later on this evening freedom of information uh foil requests we've received them we responded to them and as always they're available on our website if you search for foia you can find this little one that the arrow points to and then there is a spreadsheet that lists all of the requests and all of the responses thank you moving on to the consent agenda we need a motion for the board of education to approve the consent agenda as presented which includes the personnel report appointment administration appointment certified appointment classified transfer position classified the personnel report retirements classified resignations exempt resignations classified the personnel report determination classified the personnel report salary increase for administration and cmg the financial pages the adoption of cte accounting textbook the property and liability insurance renewals the approval of district depositories and resolution authorizing depositories resolution approving surety bond of treasurer resolution approving treasurers surety bonds for the series 2020 general obligation bonds resolution approving treasure treasurer special surety bonds for series 2018 general obligation bonds the acceptance of donation from district 99 education foundation the acceptance of donation from the district road runners inc and resolution of nomination for membership on the downers grove planning committee before we get a motion i would like to if and if there's anything else the any of the other board members would like to extract please feel free but i would like to recognize um the acceptance of donation from the district 99 foundation which is about 4 thereabouts thereabouts thereabouts for some programs uh within our schools and from the downers grove road runners which was 12 500.

you can go on to the next slide we we then our committee of 60 individuals worked to create six goal areas and focus on for student on student learning those areas were character education stem integration you're in go back a minute sorry yeah your investment teacher capacity connected learning and learning needs and so i want to dig into each of those as i go thanks so the first is character education so you can go to that one thank you so the district and the committee developed a goal as you can see here and work through character education when we started we had a very sporadic character education throughout the district every building had a little something different so the goal here was to organize pull together and have a very common character education language and so the principles work together with teachers and sta and other staff and began the process of basically organizing and unifying it across all nine buildings and so that led into the character education um so you can go to the next slide thank you and so what happens next what's really interesting about character education and as a strategic planning goal this has become basically a standard operating procedure for us now so rather than a goal to accomplish we've actually done this so well and so often that this is now just a standard operation for our buildings and how we how we function what's happening next what's going to happen next so we're we're looking at defining the definition of of needs from the focus of personal and social growth to social emotional learning and you can see i won't read all of those to you but you can see the areas of focus that we plan to follow out now between 2022 all the way through 2023 and our administrators and teachers will be working through these areas to carry 2.0 on i'm seeing the next slide a stem integration so you can see here we had a goal in stem integration which was you know to increase their performance in science technology engineering and math and so what was accomplished you can see here some of the items and i won't read them all to you but a lot of training for teachers in this area it's hard to imagine but when we started this teachers did not have a lot of experience with a lot of the technology that we have today and so now today a lot of the technology they have in their hands they've gotten a lot of training on stem kits were provided to to the elementary students and available to the teachers and that's the hand-on manipulatives to do different types of activities that's more stem related we continue to work on global campus which you know who would know became very valuable during the pandemic and we were ahead of the game there and just a couple of other areas you can see we receive national recognition as a community and state and at state levels and for our stem work um and that just continues to go on to this day um so i'll just go ahead and move on um is there anything else i'm good okay good on that one yeah yeah absolutely i've been able to go observe when they do the stem at the it at innovation center i mean from first graders up to fourth graders phenomenal and it's amazing what those kids start talking about just because of the manipulatives got put in their hands and each table has to come up with the same result but it it's you know if there's 20 tables there's 20 ways they come up with that result and it's just phenomenal to watch those kids and the wheels turn yeah one thing too i would add is that we've had as it says here recognition um we've had schools from all over the state um and maybe even out of state come and observe the work that's going on we know that i believe it was plainfield immediately started to develop a facility just like ours and i i think there was another school district as well who came over and that's great that's what we do in this industry we provide that for folks and and hope they go out and steal it because they think you know what we're doing is great because it is great for kids i'm going to the next slide so the other area focus oh i'm sorry uh the so the next steps for stem integration so as you can see the stem courses are being added at the middle schools we're redesigning the k5 elementary innovation center piece um incorporating elements of reading and problem solving and some humanities humanities piece we're also applying for the ido computer science standards um we um into the tech lab specialist specialist time and then finally in 20 next year in 2023 uh we're looking at middle schools into anticipating and promoting differentiated support you know for their instructional practices to include co-teaching blending blended learning tech integration and more innovative innovation visits innovation center visits oh is there any other questions on that no okay next is your investment at the time we were working on this we were looking to improve safety in the corporation um and but one of the things we really wanted to do was really educate people on our investment dr gabriel does a fantastic job of making sure people are have availability to all of our funding all of our our budget information is out there you can read it to your heart's content and dig in as far as you'd like but also too with stacy's help they also make it very simple and easy to understand too so uh it's it's been great to have that resource out there for parents and and community members and we received a lot of positive feedback from that we we instituted or implemented a marketing plan a couple of things that we did in that way was we have the center grove ambassadors program so we've have several we have a few classes of that the pandemic kind of put a kink in that and we're excited to get that going next year but that is uh you know we have people and community leaders that involved in that mayor myers was a part of that group we've had some state representatives that live in the district that's been a part of that we've also had you know business leaders and so forth that were part of that and that program you know it's about four or five classes and they come in and they spend time learning about the district and everything that happens in the district the next part is uh we had the oh sorry go back to me tracy sorry we had the uh silver card program that's an exciting one that's where we issue out silver cards to folks over a certain age where then they have free access to all of our programming unless the programming is for something like say a state competition where we don't get the gate they're going to have to pay to come in but other than that then go to all kinds of of school functions we also work with our assisted living facilities and provide them there as well and a lot of times even like our some of our programs i believe our choir and our drama programs have offered special times just for those individuals to bust in and see a program just you know for them we've added electronic signing throughout the district as you all know uh that's been wonderful to unify that communication stacy has control of that so be really nice stacy because she can put things out on that we've created virtual tours for each school and athletic space if you haven't seen those those are amazing it's been a great thing for folks that have been looking to come to center grove we hear about that all the time and again as i mentioned the development of the hashtag to highlight the vision and social media and all of the great student performance act you know academics athletics all of that and people just contract that hashtag and really get the information so one of the other reasons that we really worked on that if you remember we were looking to do a safety referendum at the time and unfortunately that didn't pass but we did tell the community that if it didn't pass we would slowly implement what we could with the budget we had and i have to say you know dr long dr gabriel done an excellent job of working that into the budget writing grants and getting things we're further along than we thought we would be based on that another huge thing that helped us was our involvement with community health they came in and picked up our nursing staff which really helped us and then they provided a lot of social work mental health support counseling or things that we thought we might have to hire they've come up they've stepped up and they've provided provided a lot of support at no additional cost to us so with that been really really moving along in our plan and finally on that note too our eoc was accomplished you know without raising taxes and having great interaction again compliments to dr long and mr alexander for going out and working with two fire departments to come together join hands and and you know work to create that beautiful facility and provide safety here on this central campus that we're really fortunate to have so going on to the next slide which is your investment beyond so we're continuing to manage the debt and maintain a steady tax rate that's something we're really proud of and the board takes a lot of pride and takes very serious to continue to maintain that steady tax rate um as you know by looking you see that that tax rate of ours of a dollar two to a dollar for um it's it's substantially lower than most of the school districts around us um but we're able to uh pay i've said you know you get a great bang for your buck center grove you know with what you pay in your tax rate we've been able to maintain a seven to 12 percent cash balance that's across all of the funds can be somewhere between that seven and 12 cash balance that helps us in borrowing a lot of our lenders look for what our cash balance is you know we continue to focus on communication the areas of importance with white river township residents and we've increased the exposure to white river to right river township community through social media news publications stacy puts out a quarterly newsletter to the community uh that really we provide a lot of we just had one go out got a lot of compliments via email from parents and from community members and some former board members really appreciating that community letter that really highlighted mostly all the academic success we had this year which was amazing and then finalized the trademarking and i don't even know if we've had time to tell you this but we are finalized as a trademarking and so our next steps are to figure out how to police it and so we're going to be talking about that with you and the board and so those are some things that will be going on you know that was a task set before us a long long time ago and if you've ever tried to do a trademarking process through the legal process it is cumbersome and uh difficult and hats off to stacy uh for sticking to it and getting all the way through with our our legal team moving on to the next one is if i have any questions on on that okay moving on to the next area was teacher capacity and this was a huge one for us prior to prior to the strategic 2.0 we we've had pretty much a one one person show in our curriculum department and there was a lot of things that unfortunately couldn't get done from grant writing or curriculum implementation instructional pieces and so as we've grown that department the things that we focused on was developing a guaranteed and viable curriculum between k-12 and what does that mean as i'm sure you all remember what we talked about is is that we're going to guarantee that what you're going to get in this school district whether you go to elementary one or elementary six is exactly the same it is it is a guaranteed curriculum that is across the board you're going to have that same educational opportunity and that what we are set out to do is going to be viable in other words we can get it done um because if you look at the state standards that the state puts out it'll take about i believe it's 22 or 22 23 years to get accomplished so yeah and so we had to pare those down and make that more manageable so you can understand how difficult a teacher's job is just in general just going to school and working with anywhere from 28 to 35 kids every day just on a day-to-day basis but then having to uh having to organize curriculum having to do lessons having to do grade grade books and you know and all of that work and then you know classroom management discipline all of that the social emotional needs of the students the social emotional needs of the teachers all of those things are just a lot that go on and i think people really often underestimate the significance of what a teacher does every day and so with that we work really hard by providing them with instructional coaches in each building that's to help them with their instruction this is probably more popular among our newer teachers that are coming in and just starting to really learn uh what it's like to teach and and really what it's like to teach as opposed to what you did in student teaching for you know a few months and then also to professional development for teachers to help them you know grow as as teachers and leaders and then cross-curricular instruction snapshots so instructional snapshots basically teachers work to kind of you know put together what are these solid lessons what are these great things that they do that helps people helps other teachers you know figure out the best ways to teach um and then the supported instructional rounds in each building and i'm just talking about how we use that as well and so we've developed those this has been pretty well implemented since 2016 you can go next slide and what's happening next so as we continue to go on what we're looking at is continuing to develop our common assessments and measure student learning and provide learning support we're looking at ways to on our numeracy and reading instructional frameworks in secondary we're developing common assessments and continuing support of quality assessments and feedback and are learning cadre also for their practices and then finally new new teachers redesigning programs to support new teachers and collaborate between district administration building leaders and instructional coaches and so that's the work that's moving forward from this a lot of the work that's happened in teacher capacity has become standard operation so i'll pause there a minute see what questions you have or comments okay we'll move on to the next one uh so connected learning wow did this benefit us and we had no idea we started down this path to increase the effectiveness of instruction through in instructional technology to improve student learning and so what was accomplished was a survey that helped us find out what our students had access to what what future we needed to do for pd professional development for our staff we then implemented online courses in canvas that grew exponentially as you know and became a backbone of what we had to do to get through the pandemic and then you know one of the really neat things was the monday monthly twitter chats that were held and teachers were able to engage in some professional development via via twitter so the connected learning piece while it it was moving along at the right pace the covet hit and uh it got accelerated and you know what really helped us is i know that a lot of the school districts around us said how in the world are you already there and it was because of the work that you know we had started down this path you know a few several years earlier so with that moving forward our connected learning plan beyond that you go next slide you'll see that we're continuing to develop the essential elements of e-learning to support virtual and blended instruction you know to be prepared for that you know event that might need that that might require that um we're also looking at that not only that but also too there are some instances now where that's become the best practice sometimes as all of us have probably learned that sometimes it's just better to have a zoom meeting than to drive all the way across the state for a meeting so there will be some opportunities for utilizing the technology we're piloting the global campus flex program so we have 30 seniors that will be full online and that's a that's at their request and based on need is that our capacity right now or just a chosen number it's the number who um were able to that applied and met the criteria because there were some criteria we wanted to set kids up for success so there were some things like had taken a global campus cast path class in the past and been and what are some reasons that some of these kids need this some like the flexibility um they can work and do global campus and manage some things some just really thrived in the environment when they were in virtual school and wanted to continue that opportunity as we developed the classes to do this for seniors it might expand we also are working with the high school it might be able to go down to the junior level or maybe become a blended program where kids could part of the day here part of the day or every other day at school at home so there's a lot of opportunity here um it's kind of nice to have a small group to work up some of these yeah oh yeah you don't want it and we've been having some students do these things on an asthma basis for medical reasons or different things but this is our true first kind of like that's a section of kids there that we'll get to fully implement that the other things are some staff plc courses that will be online through canvas um and then the digital learning grant we are a digital learning literacy grant recipient which is great and we'll be able to utilize that as well um would you like to give a little like just explanation of what that does for us yeah so this summer our connection learning team is providing some intense support volunteer for teachers but they're able to do it kind of they're doing a session an elementary session and a secondary session and it'll embed it in that will be a lot of those blended learning techniques so how can i utilize technology in ways whether kids are sitting with me or not with me to flip learning there's a lot of different things and some of the tools then to do that and giving teachers more training and support for that so then they can go back and then if they choose they can stay in that cadre all year the grant lets us give stipends for support throughout the year and some a book study and some really great continued learning so it's not a one and done it's a how do we continue to grow together as a group and the grant helps us pay for all of that how often do you have to re-up for the grant uh at this point we might need something different so they they survey our teachers to see the needs and this was one of the places teachers wanted to learn and grow okay thank you next slide so the next area was learning needs and as you can see there we were looking to meet the learning needs of our diverse student body so even back in that 2015-16 school year you know we we recognize that our demographics are shifting and changing and so we're working to provide our staff with the tools they need in order to meet that ever-changing population and so one of the things that we started with was we developed the we developed the plc model the professional learning communities a lot of school districts around the country use this model and basically teachers meet and they answer the four questions once a week they meet as a group some of them do it more but they talk about as you can see those four questions there what do we want our students to learn how how how will we know when they've learned it what will we do when they haven't learned it and what will we do to enrich students who have learned it and so they focused on that and have become very strong in those questions and work hard on a regular basis as i shared to focus on those questions and that can result in anything like i said they use a lot of data a lot of times it's student performance data that they're using probably most of the time and that can be anything from state data to test uh local assessments self you know self-developed assessments uh to uh nwa which is a big one that we use um so they'll use those things uh to have conversations around and those are guided there in the building with their it could be either their administrators or their lead teacher in and or department chairs so this is the learning needs slide um and so the next the next slide uh so so one of the things to talk about here and also at your stations um you'll have a kind of a one sheet paper we wanted to give you it's got it's kind of on a black background you'll see these data points you know we've always talked as a board that you know the state state testing is frustrating it's changing every two years it's so ridiculous we hold you know we it's hard to utilize it in a meaningful way because the data changes so often the test changes teachers are scrambling to then figure out well what is exactly now the state wants to assess so what's interesting in 2014 as you can see amongst our peer groups here we were ranked 36 we looked at that and you know that was that was concerning for everyone and as i said you know we were light in our you know our curriculum area um so the board the board said let's let's work on this you know we looked at uh through the strategic planning process what to do to improve that area as you can see we click we quickly implemented several things i can't say that one particular thing helped but we then made a quick jump up in the following year got back to where we belonged in those areas now when you look at that data you can see we're just we're running the same kind of trend line as as the other districts that we there that we put there this is our peer group that all of you know that the board selected several years ago as districts to compare ourselves to uh demographic wise uh financial uh as well uh so they they have a similar revenue stream as we do um and and their demographics and all of that so um is there i will show you so this is our top five peers yes we actually have 12 peers that are similar to us as a graphic size and all of those things but when you put all 12 of them on here it looks like just spaghetti thrown on a plate because there's too many lines what's important here is we're we were out of the top five before the strategic plan and now we're in there and we're staying right in those sec that third or fourth spot all the time so we're fourth out of 12 now fourth out of five of our premieres of our peers yes and then the number under at each point then is where we rank in the whole state among all public schools in the entire state corporations yeah and that's an important distinction when we say public schools because when you look at other data there are you know especially from the state there are you know online virtual schools there's private schools there's all kinds of charter schools yeah yeah and so um it's pretty hard when you you know to try and compare your test data and your scores to them those that can select who comes into their school those that can you know cancel you know uh contracts and agreement and things like that so um so we wanted to stay as the board wanted to stay focused on these on these uh peer corporations um you know a lot of times people say well you know what's uh you know what's the what's going on with brownsburg you know um and we had this discussion if you guys remember several years ago about this and one of the interesting things about brownsburg is the fact that they do a pretty heavy concentration of language arts and math to the point that students students don't receive the other cat the other areas unless they are maybe in that la that fourth question we had which was what are they doing right um so um we had this conversation in committee work we had this conversation with teachers you know we we're all about a well-rounded student so you know that that involved things like science social studies all those things we did not want those things to not get taught or be put on the back burner so with that you can see where we're a lot similar districts like us who do that they are very very myopic and focused on those those things especially at the elementary level um so i'll go on to the next slide uh so what's happening and moving beyond and i'm sorry also too you do have in front of you a couple of other data points and and you know i can go over those if you have some questions but just ilearn data and there is also the um i read data as well and we have some notes on that page for you um so then uh the last thing is that we're going to continue to move forward with understanding being a professional learning community we're going to stick with that model and the process of professional growth and and continuing to develop that that's become a standard operating procedure for us to continue working in that area we're also looking at our enhanced systems and support to response to instruction so you know you've probably heard us talk about this on and off throughout the years but this is what we do to help those students identify those students that need that extra support and so we have processes in place that teachers and administrators work through to provide students that individual academic support so they focus on the specific data and then they implement various techniques try it out and then if that didn't work then they're going to try something else out so their interventions they're just going to continue to try different interventions out you know that might be out of the norm that a child might need so that's the learning needs slide is there any questions on learning these before i move on to the last one okay so the last thing really isn't part of strategic planning 2.0 but we wanted to basically give you an update on next steps for facilities because it is part of strategic planning um you know i i will probably defer this to dr long because he just loves to talk about it so um we are having a facilities report do you remember something you weren't around in 2012 we had a facility assessment done of all of our buildings and they gave us a kind of a checklist of things that we needed to do to um to improve them and we thought after 10 years it might be a good time to go back and say hey what did we get done and what do we still need to do just kind of a self-check um we are updating our student potential forecasts along with our building capacity and utilization reports make sure that we're still on track with what we what we're expecting enrollment wise and make sure that we're meeting those needs with a building expansion we worked with aecom hunt to develop building standards they met with all of our maintenance guys to talk about what we want in our buildings and what's a a traditional building and and all the specifications because as you know we work with two or three different architects sometimes four different architects and they want to put things in or or you know they they like something and this way it's it's something that's in line with all the rest of our buildings so it's easier to fix it's easier to get parts uh it's standard with what we're putting in in hvac or hot water heaters or anything like that and it's really going to help us so now when we're going to add onto a building or build a new building we hand them our building standards and ask them to design that with our building standards in mind instead of going back after they've done it and say no you've got to change this this and this and then we're also part of our facilities report and we didn't do this last time but in the 2012 report we probably started replacing our lights with led lights we've used geothermal wells to try to reduce our our cost so we're going to do a study of our utility efficiency by building to say you know to look at to see if we're what we've been doing it has paid off for us uh financially um that's about it any question dr long i'm glad to see the building utilities efficiency study on there you know not only looking at all the good things that have happened and how we've saved but then ways to keep improving right thank thanks sure on that initial cso report have we gotten through all the items that were in that report or do we have anything um i know uh probably the big things and that's one of the things that we're going to do we'll chart those of what they ask are what they recommended we do in 2012 and where what we did and then what's left so you'll be able to see those side by side uh to gauge that and then i think that's a time for us to prioritize hey we need to do this so for example all of our roofs have been on a roof replacement plan and so you know we're almost finished with that cycle of replacing those roofs so now we need to go back and say all right we got to keep the roofs on there but what else do we need to keep in our our cycle kind of get into a preventive maintenance program so it doesn't cost a whole lot you know we talked about renovating north grove and center grove elementary and hadn't been renovated and while mr russell 30 some years or well something like that and so now our goal is to try to renovate those buildings between their 20th and 25th year so they don't fall into so much disrepair that it costs a lot more money so we're going to try to to to head that off we've got a preventive maintenance program that that will spit out all the preventative maintenance that we need to do on our equipment so we make it last longer or so we can forecast when it's due due to fail because of age as you've brought up you know it's a continuous maintenance it's a fluid situation so that budgeting doesn't get surprised right your schedule in those rooms you schedule in new premises sure yeah mr thompson and his crew have done a really nice job of getting that preventive maintenance program up and running and it creates a lot of work at the beginning you know to get caught up with that you know those monthly checks or everything but once you do that then we can extend the life of our equipment a little bit longer and and like you said we can project when we think we're going to need major replacements sometimes as we saw that that you know that's a new pool no it's 25 30 years old already and you don't want to make it you can do right but there comes a point the usage is just a lot more than what i think people phantom sure so just kind of to wrap it all up i said we had over 300 people involved um they worked hard with dr nelson and um let's say i think it was mr proctor and dr harp and they all worked to basically assimilate the information that you have in front of you today so with that any other questions i'm dr arkanov i if you said this during your presentation i i apologize for asking now but i'm assuming this update somewhat of the strategic plan itself is available somewhere on our website it will be after this presentation after tonight yes yeah wonderful information in here yeah and so if you go to our website and any page on our website go all the way down the bottom you'll see strategic planning link you click on it and it'll take you to 1.0 and 2.0 and everything in between and this will be am i right stacy this will be linked up probably there at that okay so it's under community yeah i think of thanks goes out to not only the administration but everyone in center grove all the employees the teachers the you know not certified staff and everybody else that have been pitching in to make this thing work yeah this is a true team effort so thank you doctor thank you okay next item next item is consent agenda items thank you this evening i'm recommending that the board approve the consent agenda as presented mr president i know that we approve the consent agenda as presented second motion has been made as secretary to approve the consent agenda items as presented all in favor say aye aye oh sorry i have a question and i'm sorry that i just i didn't catch this when i reviewed the materials have we gone to a three-year contract because i got my next i got a begin date of 701 to 2022 and an expiration of 6 30 a 25. yes absolutely yeah normally on two year we have that discussion for each i'm out for the administrators those are that's for that administrator's list well for a little amb yeah so those are everybody but me but everybody else on that it's all those administrators with that discussion with the board about supporting the three year for all the administrators the principals and all of those okay yeah sorry i forgot okay i remember having that conversation so okay you want tables because because yeah yeah and it's at the moment a one-time shot okay once again we have a we have a motion and a second to prove the consent and items all in favor say aye aye aye does anyone opposed motion passes thank you thank you let me take just a quick moment and someone for uh sure uh dr members of the board uh gives me great pleasure to present to you uh tonight mr joe branchella from among this lovely wife collette he is our new athletic director as of your most recent action here this evening to approve the consent agenda mr bronkela endured a rather grueling interview process involving 21 or 22 committee members an initial round and a second round interview and finally a third round interview and we haven't scared him away yet so comes to us with over 21 years of experience in education both as a teacher as a coach and as an athletic administrator most recently down in madison and running not only the high school program there but also the middle school program there and every sport that they have at the high school they have at the middle school he's done that with one assistant and no administrative assistant so we know he's a hard worker and we're excited to have him join the trojan family thank you for the opportunity it's amazing and touring here got some great shoes next on the agenda is action items we have one ashland this evening yes thank you uh this evening i'm recommending that the board approve the covid related absence forgiveness for employees and mr taylor is going to provide you with some additional information thank you dr arkanov which one of these is working um this is a uh a returned item we did this in january for the first semester at this point we're bringing this back for the second semester as many of our covet absences happened in those first couple months there the second semester january and february so what we're recommending tonight is for the board to forgive all covert related absences for the second semester of the 2021-22 school year beginning january 1st 2022 and running through june 30th 2022 paid leave that was used for a coveted qualifying reason shall be restored for the employee employees who did not have paid leave time available and were forced into lost time shall have their wages restored the cost of restoring these lost wages is 800 871.

yes that was a very poor for young hearts for life young hearts for life and for special education yeah there's there's some twists with that so the district is picking is going to have to pick up the rest so actually they covered the entire cost that wasn't covered already so yes oh perfect perfect so so we're very good that's a really good program and i would hate to yeah so between the ed foundation and the roadrunners the full cost for young hearts for life was covered and then the roadrunners also gave an additional donation for our special education programs yes very generous so education to approve a ward of contract for custodial maintenance and ground supplies to the noted vendors in the intricate amount of one hundred forty one thousand five hundred fifty six dollars and sixty four cents so moved whoo i thought jenny was gonna try to send it she would i moving on to new business we have the first reading of the board policy grading and promotion uh this is a small change it's actually taking a policy that was more specific to district 99 and making it in line with press it aligned the press policy actually aligns with the practices we'd like to use going forward um since it was this small change in going back to press we did consult with mike and sherelle as to whether or not we could just bring it to the whole board for first and second reading they felt that that was appropriate to do so so this is the first reading for the board to know that it's there and the public to know that it's there and then if you have questions the best person to reach out to would be gina over the next month this will come back to the board at our july 11th board meeting hopefully for approval assuming that there aren't major concerns raised by board members between now and then i have a question do we have it do we define freshman sophomore junior senior elsewhere or do we even need to define it we do not need to reclassify students as outlined in the policy okay we're not required to thank you that was my question any other questions if you do have urgent questions gina please reach out to gina directly and of course for our protocols copy me all right moving on to our second reception of visitors this is the second reception of visitors which is intended for audience members to address the board on any topic pertaining to community high the board secretary mrs nidak visitors addressing the board need to submit a comment slip to the board secretary and will be invited to the microphone prior to addressing the board audience members should state their name their full name the proceedings are being tape recorded for the purpose of producing accurate meeting minutes and we are being live streamed i reserve the right to modify these protocols of circumstances warned audience observation of these protocols is appreciated thank you we have one common slope for the second reception of visitors mr nol manley my name is noel manley and i'm a resident of daring illinois the united states is a country filled with systemic love and kindness and district 99 is a community filled with systemic love and kindness i want to acknowledge the board's june 6 2022 unanimous vote to keep the book genderqueer in district 99 libraries i have to say that i was very impressed with the lockstep vote that one that went with absolutely no debate or discussion from board members clearly the pornographic imagery and the graphic sexual descriptions are the type of children's literature endorsed by every member of this board this actually gave me pause to answer the question what is the mission administration what is the mission of this administration and board is it to educate children or engage in social engineering so for answers i turn to the 27 000 district 99 2020 equity audit report it's important to note the equity audit report as you might expect skews towards the nebulous concept of equity and away from academic rigor however the report does identify some important statistics that point toward a general precovid downward trend in academic performance in the district for example on page 42 the multi-grade average of psat and sat assessment reading by ethnicity and race demonstrates a downward trend in reading scores in all ethnic and racial groups for the period 2015 through 2019.

these numbers get even worse when you drill down into the specialized groups but we have gender queer in our libraries on page 44 the multi-grade average of the psat sat assessment in math by race and ethnicity demonstrates the same downward trend for all ethnic and racial groups in the district again these numbers get worse when you do the drill down but take heart we have genderqueer in our library so with genderqueer intersectionality videos transgenderism lectures white supremacy signage people of color field trips etc one has to ask what is the mission of the district if the mission is to engage in social engineering and virtual signaling in the name of equity this board is an administration that gets high marks however the mission of the board administration is to educate children and prepare them for the next step in their education this district is failing it is failing children of all racial method groups it is failing their parents and is failing taxpayers but at least we have genderqueer in our libraries thank you all right that was our only comment slip we have one more thank you sir let me get back to the timer here sure my name is joseph levan i am a relatively newer resident of downers grove and i'm very excited to be a part of the community and to get actually involved moving forward i just wanted to take a couple minutes to thank the board for their service and for the work that they're doing to provide diverse education for students of all backgrounds i have worked for a number of fortune 500 and fortune 100 companies over 10 plus years in human resources and i can say as an employer who has actively sought out diverse candidates and candidates who can work with diverse perspectives and backgrounds that that type of education is something that i strongly value for the community i want to be a part of the community that i have joined it is very important regardless of position regardless of background that you are able to represent and support and create diverse inclusive productive spaces for everybody to contribute to business results and that's regardless of position or standing in the organization so i wanted to keep my comments brief but i wanted to voice my support for continuing to make sure that we are building future leaders and future employees that are going to contribute to the success of organizations i work for and others that i represent in the future thank you all right didn't we anybody else just want to make sure got them all all right thank you okay we're going to move on to communications and announcement jenny do you have anything on london i do um we ended the school year on um may 20th the last meeting we will resume in september as far as i can tell because it was sort of the year in review it was a recap of a lot of items there were some that were lend related such as dues budgets subcommittee positions etc that aren't really relevant to the district looking forward they will continue to monitor some student assessment requirement legislation bills seeking to modify demographic reporting standards graduation requirements and comprehensive sex education standards they're also monitoring a possible extension of time that may be allotted to schools to spend federal covert relief funding and then just as a side note there were five students from dupage county who were u.s presidential scholars there are 161 total nationwide and all five from illinois were from dupage county wow cool fun fact okay uh joanna could not be with us did i even heard any update on sas ed i think they've completed their school year yeah they completed their school year they're i know they're meeting with individual school districts i don't know if we've had our meeting yet but over the next month or so they have you know they'll connect with us and have our year in review meeting with them thank you uh terry anything on the 99 foundation yes um as i told you last meeting um our uh our event is going to be september 10th and we've named the event so it is it let me let me get there it is the district 99 foundation block party okay and with this block party it will be at north and we are going to have games in one area bands are going to be playing in another area and we're going to have food trucks so it's it's a little bit uh for everyone and it will be september 10th 10th i know we put it on here september 10th and it will be from two to six thirty two to six thirty yes and so it should be a lot of fun and i want you to use all of your efforts to send good weather because necessary it is going to be outdoors with no rain date so it's it is what it is so anyway put that down on your calendar and um um that's what we're going to be working on this summer so really there's not a a lot going on except for that sounds like fun yes yes it should be fun and it's a kind of welcome back to school and there is no charge to get in it will just be whatever you want to purchase from the food trucks and um and that so what's the goal how many food trucks do you do um we're we're looking at maybe six or eight okay but uh there will not be any um duplicates so if we get one pizza vendor that's all we're gonna move on to another type of food so if one ice cream truck one [Laughter] just so you know they run out they run out okay i'm there it's it's great yeah yeah yeah yeah so it's it's really just a kind of a thank you to the community too for for um supporting us now if you would like to donate uh and be a um contributor to the food trucks and or to the block party you can do that we will have sponsorship and those will be um put up so you know if you would if you would like to you can contact us on the website and he would be maybe there will there be music well that's what the bands are the best there's going to be different bands it's kind of like a battle of the bands kind of thing where um they set up and play and um like local groups uh yeah i i think they're gonna go through um oh that group um that's in hinsdale uh what is that uh like a planner or something that they no they're they're a group that um gets different groups too okay an organizer or yeah that's right yeah yeah yeah okay so there'll be bands and then you know i think maybe our high schools might want to have their band come come and play too some of the students yeah yeah so it should be a really fun event some games too yes the games don't take well um don't look at me we we kind of stayed away from that one because the line would be too long but i think about money that could be made that's you know but uh no we're gonna have you know different i have a feeling they'll be the the fish bowls so there will be things for little kids too in our kids there are little kids and big kids there's all kinds of things and and we're also having um different student groups helping out key club you know national honor society those kind of kids will be um terrific helping direct people and to help with the games and all of that so we want to involve number two on your calendar yes yes and so you'll be hearing more from me about that excellent so anyway that'll be a great thing and it's at north thank you okay chris couldn't be here but the illinois association of school boards i don't think there was anything new from that the biggest thing is the transition from national association of school boards to the they're working on that over this summer and you can expect to hear more as the next school year started out so we did not renew with national school board association we're actually refunded for half of the year last year once iasb left it and then they just said to be on the lookout for information over the summer that technically happened when do you recall when did we when did we in the year it was yeah it was several months ago oh yeah after the round the first of the year probably so we haven't been part of the nsba for for quite several several several months now our upcoming meeting we will not have a workshop in july we'll have the regular business meeting at 6 30 p.m here on july 11th take note that's the second week of the month right because of the fourth of july holiday and everything else so july 11th to make sure that that dates on your calendar with that we just need a motion to adjourn so moved you want this one a second very enjoyable all those in favor aye aye all those opposed we are adjourned thank you board members for your service your last adjournment ed uh you're i will not be with you all in july as that is when i will be attending the iea leadership conference so my messages will just be submitted in writing for july and as always and closing thank you all for everything that you do and have a great rest of your evening thanks ted uh committee updates i'm not sure who all's had uh committee means uh we'll start with aaron nothing from me nothing okay nothing anybody ah chris i got something we had a special cac meeting um in order to address our subject area leadership teams that was predominantly part of our discussion because we wanted to get those up and rolling for next year we did we determined that we would have three teams this upcoming year math and ela which are anticipated to be permanent teams and then the last one will be social studies because uh we are in the process of uh integrating the new illinois social studies standards into our program so that is going to be one of the assault teams next year and um we outlined how they will meet in our how often they will meet and how each team will be comprised and we're working out the details on how they will actually function so awesome thanks but they are in the process and hopefully will be up and running come this fall all right the next item on our agenda is our consent agenda which is our opportunity to approve a number of routine business items all in one vote all the details of each item in the consent agenda is included in the board book so mr pierce if you would take us through that consent agenda absolutely 5.1 and 5.2 is the approval of the may 24th 2022 regular and closed session uh media minutes 5.3 is our monthly personnel report 5.4 is the authorization of our monthly payroll and bills 5.5 destruction of our closed session recordings from december 7th of 2020 5.6 designation of authorized depositories 5.7 is the certification of hazardous bus routes 5.8 is the approval of our insurance benefit contract renewals 5.9 is the approval of our contract for cisco smartnet flex 5.10 approval of our microsoft volume license renewal 5.11 approval of the contract for email security services and 5.12 is the authorization of our intergovernmental intergovernmental agreement for our cooperative uh boys and girls swimming and diving teams and then finally 5.13 is the approval of the debt are there any items for clarification or removal from the consent agenda all right then i would entertain a motion to approve the consent agenda as presented move by myself second by lock all in favor aye any opposed all right the consent agenda is approved as presented the next item on our list are reports and i'm going to hand that over to dr hitchens right and i will hand it over to tony unless you have questions about the foyer request for this month or the treasures reports budget all right i say but we get to talk budget one of my favorite topics the upcoming budget for the 2023 fiscal year this is the preliminary budget so it is our first pass at the budget's our first look at what our revenues and expenditures might look like in the upcoming school year in terms of the approval process you'll see the preliminary budget here this month next month we will post what is called a tentative budget on display for the community to see and the board will adopt it in august we will hold public hearings on the budget for also for the interfund transfers that are included as part of the budget and in this year what's different about our budget is that we'll hold what's called a truth and taxation hearing it's atypical for us we don't typically do it because we do not usually anticipate a levy that is five percent more than our prior year but unfortunately this year with inflation being as it is our levy will in fact be more than five percent and so we have to comply with the law we will have to hold a truth and taxation hearing along with our budget hearing they don't necessarily have to coincide with one another but i figured since we're adopting the budget it basically makes certain assumptions about what the levy is going to be or what the board expects the levy is going to be we may as well do them at the same time just to get them out of the way we do anticipate though that we'd adopt that levy in november or december as we're required to statutorily by law after those hearings are conducted in august we would adopt the final budget in september at the regular meeting in september so that's the process overall this budget given our first look we anticipate a surplus of 1.5 million although of a 600 000 of that surplus are in non-operating funds and it is for either debt service or capital projects which just based on the timing of when we've been receiving federal relief money or esther money uh we're able to book a surplus in the capital projects fund so that surplus looks better than it really is in actuality overall our revenues are increasing by 0.6 which is good given what we're facing but our expenditures are increasing three percent so the growth of our expenditures is significantly outpacing our revenues that does cause concern so we have been enjoying surpluses for the last several years our financial condition has significantly improved but our expenditures are growing at a faster rate than our revenues and we will need to be cautious in future years on a side note which is also included in this preliminary report uh staffing is uh increasing in terms of its uh relative to its our enrollment we're going from about a 8.1 ratio of students to staff to a 7.7 ratio which is which is excellent and on average that will have positive influences on class sizes across the district not that there won't be class size issues of course but on average um those class sizes are improving and significantly that's a pretty big difference from year to year and perhaps i would say venture to say the best ratio we've ever had in the history of our school district but we will have to be careful that that moving forward as i mentioned those expenditures increasing and enrollments continuing to decrease in future years so we will have to be cautious again i add that this is the first pass at the preliminary budget it will change in the coming months as it certainly already has and so those numbers are certainly subject to change too so i'd be happy to entertain any questions you might have all right we'll be talking about this for the next however many months three months four months um so the next item on our agenda is building our future together yeah so building our future together and so here we are um after many many years of discussions on this particular topic and we're reaching a point where the board of education has a decision to make and so we've offered here an outline for a conversation for the board this evening and this is a conversation for the board of the board by the board and so this is just an outline of that conversation and you are certainly able to take it any direction that you may want to but we just thought that this was logical in terms of of that at least the concepts that should be addressed in this conversation so first and foremost uh the review of the process in history i know you've been hearing this for a long time and uh but on many cases this process started before several of you were on the board so just to give a brief recap the first time we really started talking about this was in 2016.

plot from andover articles um the mcast the not mcas m-a-s-e joint conference coming up in 2022 please let the superintendent's office know if you're planning to attend uh if you could by july 15th because i guess the discounts are start falling off after that so if you attend plan on attending if you could let sue know but but did you have a question or sue tomorrow sure let's you know if you're going to attend so yeah i guess the from what i was told the discounts and everything start falling off if you do it in august it's later if you don't do it i mean it's more you know is there any public participation this evening i didn't see any uh sue do you know if we're gonna have a student report by the student or um that's fine of course please please whenever you're ready um so we're very excited this year and the month of may may was mental health awareness and we had our first ever mental health as well as our guidance counselors what was really great about it was they reached out to local community kind of community organizations and we have all kinds of cool community organizations here um what this photo that you see is um there was an opportunity for students to write a message uh an affirming message for someone that was suffering from a mental health um we had a last period and we had all students were able to go out and attend the fair they were able to speak and it was really something great that i really wanted to be an annual event now in honor of mental health awareness you can see some of the vendors that came um so some some highlights for athletes as well our track this year was a bigger track team than ever the boys won the cac league champions and they also were dual league champions and uh the first time in school history the girls champions oh yeah so sorry um the boys won the freshman sophomore meet and um we had a manny vasquez that was a state champion the javelin and he went uh and he was a division four state champions owen carlton finished fourth in the state in the 400 so we had a great great showing for the track team and what was great about it is we had so many kids that wanted to participate the athletic director came to john superintendent at lavoy and i and said hey we don't really want to cut kids but we have more kids than we could even bring and so we actually divided the kids and had this first time ever freshman sophomore group boys volleyball they qualified for the state vocational and m.i.a tournament they had a great season and right now for fall sports registration for all fall sports is happening right now as well as sign ups for our summer conditioning and according to this athletic director we already have over 135 athletes signed up for summer conditioning what's great about that is also already include some of our incoming freshmen so we do have three cac all-stars james mcconnell and this is for baseball he's a junior jersey anduhar and victor roa a senior we also had the biotechnology fair it was um just recently and we had our biotechnology students they actually did projects they did experiments and then they were able to not only to present to their um their peers but they also had some parents can come in and other community members come in and it was a great showing and they really um tested all kinds of things as you can see here they tested plato conductivity so who knew we just are in the process of celebrating pride month for june and we did have um uh show up for pride on june 10th where we invited the whole entire school community to wear stickers to be allies and also students were able to wear things that were appropriate and it was a great showing it was a great community day we had some of our students attend a field trip for the gsa club and they went to the pride parade in boston and they had an opportunity to take a dance at the high school and then we all know about graduation um just for a second a great night that she added in there um and so again i'll be talking about this a little bit my principles report but it's also summer reading time and we had a book fair for all of our students to come and purchase summer reading books we also have provided access in terms of getting them digitally through sora or hoopla both audible as well as written print so that's a list of our book selections i believe you also have a bookmark and the qr code on the bookmark will bring you right to our summer reading website um you can get more information and read along with us finally we had a class of 2025 community fundraiser happened on a a beautiful sunday on june 5th and we had the members of the community we had a great showing of the freshman class i believe all of the representatives were there and we were joined by many other community members so next year there's a hope to expand into methuen the purpose of that fundraiser was to start to help the freshmen defer some of their costs for yearbook class trips and prom fees so thanks to everyone for making that a great day and that's a message from maureen how much did we raise that day the i believe the total was fourteen hundred dollars on the sunday when the ss3 was completely closed so imagine that yeah i didn't think it was possible for these uh presentations to get any better but uh she's outdoing herself uh every week excuse me every month you know please uh please let her know at least let her know how how much we appreciate it i mean that's one of the that's one of the best i've ever i've been here for quite a few student presentations you know so yeah very good okay uh brender is not here for the admission or any other questions i'm sorry comments no brenda's not here but that she's not here yet though right okay this time the chair would appreciate a motion to table the admission update to a later part of the meeting so move discussion all those in favor [Music] all those in favor anyone opposed after dark policy admission after dark admission policy this will require a vote ladies and gentlemen superintendent in front of you you have the after dark you should have the after dark admissions policy which would require its uh it uh simulates our regular program with some uh changes in terms of the uh some of the uh words which reflect after dark program versus a regular day program but it's inconsistent with it's consistent with the our day program in terms of students that apply to glts for the after dark program yes it was the recommendation whether you have anything else to add no no okay the recommendation from the superintendent of a motion police the second thank you discussion any discussion um yup sure mr soil just for clarification purposes um under the admissions part where it states no non-resident applicants must submit an application of admission no later than march 15th are we accepting students who are non-residents of our serving communities uh we we're not accepting residents of uh that are not we're not accepting students that are non-residents but you are accepting applications yes okay because they sometimes students are uh coming from another district and maybe applying okay [Applause] because they're going to be coming into the district okay all right into the district to the after dark program or to the regular they would be coming into the district to the regular high school and then if they're interested in the after dark program they'd have to come through that process so for the after dark now we have a committee that's going through the application process and they've grading it on three criterias a b and c scholastic achievement attendance and school discipline and conduct um now correct me if i'm wrong but i believe school discipline conduct was something that this c was taken out of our own regular missions it can it has to be something of severe it stays in but only severe infractions can be considered suspension or are greater um if someone has to have been suspended to count it okay so this this criteria is maximum of maximum of 10 points for 1 25 for the other and 10 points for c um so are we grading the participants as they're coming in how we have is that the evaluation process is in it and if so um and i know superintendent you might not be able to answer this one and i wait to um the uh brenda comes in um is this the same equivalency to what our application processes for attendance for the school yes same criteria we use for our day program yoshi yeah zoyla yeah actually that was one of my questions at that line because if i understood correctly we have a rolling application process so there's a deadline of march 1st and you're saying this is the same as our regular admission um i'm missing something there the march versus when we expect students to apply if someone applies after that it doesn't have rolling admissions in here it's the same it should be the same criteria as our our day program so if that language is not in there i'll ask susan to put it in there sue amano to put it in there it simulates should be exactly the same as our regular program so if it's missed then we'll we'll add it presentation too for if i have no no but we but brenda is going to talk about mission right right and this is admission so and it's the same as our regular admission so the same questions for regular admission is going to be for this thank you mr chair through you um john this is when the the march first is for those in let's paint the picture is for the after darkest juniors and seniors so you have to be in your sophomore year for the application for the after dark correct yes you have to be in your sophomore year okay and they have a tool march first deadline to apply yes those are your uh opportunity to get in is a lot greater if you apply prior to march first prior to march first okay um okay you're all set yeah i mean most of it will apply to admission so most way to brenda gets here aka anything further on all those in favor anyone opposed could you call the roll uh would you have a moment please miss marmal yes mr rossi miss fitzgerald yes miss disney nope mr hayden yes mr cyrillo yes mr lamontagne for anyone to answer yeah no okay i did turn mine in via an email attachment so i haven't turned mines in um i saw an email from susan lally that was sent yesterday so i'm trying to understand if there was an expectation in doing it via that okay um my computer for some reason wasn't cooperating with me and i couldn't do it on my phone that's what she has to okay um for clarification purposes i could have sworn in our last meeting was it mentioned or discussed that we were waiting on certain documentation that would have been provided in order for us to finalize the evaluation process yeah you should have received the surveys early last week i think you didn't get them yet i thought that susan sent them all out the surveys it was part of the school improvement plan if you got a copy of the school improvement plan on the back of the school improvement plan or all the surveys maybe we we probably should have articulated that yeah in the back you'll see the two surveys there's the conditions for school effectiveness survey and the panorama survey or in the back of that i think did sue send that out to lally oh in the packet oh okay yes i received both online but it was last week sometime i believe that and it said with the school improvement one that we would also receive a hard copy in our packet but we did receive it all online i just don't remember the date but it was last week for sure yeah i know that um susan came to me and asked me if there was a way we could send this out digitally so we sent out a digital copy the only difference is um the comments were only in this part but all of the other data as well all of the panorama and the conditions data was sent digitally it's this is the full version with the comments is there anyone else that's uh able this evening to uh to pass it in to uh well do we have any idea when we would be getting it knowing that the state is supposed to have it for july first yes mr joe i my recollection of the discussion was that we would receive the format if we chose to do it online but we could do it handwritten and that it was due today the 21st so that there was time to collate include comments overall grades whatever in order with the hopes of getting it in for july 1st but also i believe it we were going to ask for if it was possible to have an extension if it all didn't come in that is my best recollection you're correct uh they made correct me if i'm wrong john we had spoke about this uh i guess everything the whole entire school goes in on the same day and the fact that if the superintendent's evaluation was not along with it it was whose opinion was it that it would mess up everything so we had i had can you explain it a lot better than i just did please um we i had our director of student data contact department they they would like it to be part of the application isabel goya if it's not then we'll just forward it forward it after they would prefer it that way but if it's not they'll take it okay they'll take it after july first okay and who who is this you spoke to isabel we send all the day all our uh our evaluations are due july 1st and if for some reason mine is not ready then we could we'll submit it at a later date after they'll still they'll still accept it okay my my point was just to let someone know and to see if it was acceptable mr hayden yeah mr boy you said everybody's evaluation goes in yeah that is that's actually brenda let me see maybe she's supposed to be here maybe maybe something's going on one second must have had him excuse me that call for five minutes that's okay now i gave him time lavoy you said that everybody's evaluation goes in at the same time does that include the administrators are the administrators all done with teachers are all done for the end of the year there's still uh some all the teach the most i believe most of the teachers are i can't swear that everything is done because i haven't gone on in check to see that everything is has been submitted hr would know that better than i because she collects them all and i haven't gone on to check to see if all the reports have gone in i know that some of the administrative reports are still being worked on but they'll be done by the end of the month by before july 1st okay so what date are we gonna push this up to now to get the superintendent's report this friday is that uh mr hayden i'm sorry can you confirm that mine did go through i had trouble also but i did share it it did go through as far as i was concerned if it's not in there please let me know and i'll do it by hand i know i know it's not in this particular packet i don't believe no no you're uh i don't have yours here physically uh yeah i'll check tomorrow with soon i'll see which one she's waiting for and uh tom i'll let you know okay what's the next date then that we're going to um as i'm looking at it and i know it's different from last year's i'm looking at the stuff on here and it all looks completely different from what we've done in the past two years uh my question is and i know that talking to sue that all this came copied out of teach point is the superintendent evaluation being put into teach point now as well the evaluation has always been in teach point all the administrators superintendent everybody's has always been in teach point uh but it comes from it's supposed to have come from the um from the dsc's uh manual i know that um the one that you're completing this year i believe is the same one as last year i think the same elements and same standards as last year last year's i've looked at it over so i know it's completely different i mean especially the front and in the ending of it that's why i'm asking is it has it changed the process because even one look in the air is looking at a summary of assessment um evaluation what you did educator plan and form and you're going to plan trash observation of evidence collection and so forth so there's six um you have six different points here leo but yes this is the show i'm not sure what um you're looking at but the form that i filled out did not have what you just said the observation points and everything the form that i filled out was i think identical to last year except that there were um at the very beginning there was a place that i don't remember from last year where it showed that it was either a one-year two-year uh three-year plan and the start date and the end date so i made the assumption that the start date was july 1st 2021 and the end date was june 30th 2022 but it didn't have those things you're just saying so i don't know if you were center are looking at a different form i'm looking at the desi template and the reason i'm looking at the lesson template is because i'm looking at this form which you're right the beginning part but if you look at the back part is also completely different from what we've had um in previous times which made me go back and to look at the template for um from the from dusting so that's why i'm questioning is it did the format change they were steps that we missed throughout the year i can just try to clarify the what you're reading out those are the steps of the six cycle like full evaluation system so if you were going in to actually observe a teacher that would be like one of the observations i know last year and the year before due to covid we did especially with our teachers as well as our administrators we had focus elements instead of having the whole rubric but i believe what you received last year would be the whole rubric it just probably wasn't out of teach point like we gave you this year because if it's the full rubric but you'll see the same elements and the same ratings are there but all those things that you mentioned those are the full those are the site that's the cycle of the the full evaluation that helps you applying for what dates yes what dates what dates of the committee is committee comfortable with i think mr hayden is all set maryland's all set i myself am set i'm not sure about any of the other members uh oh i'm sorry and mr rossi is all set yes mr rossi is all set also monday the 27th of july no well the 27th of what of june i mean you want to do it for the 27th of july no no i don't want to do my first how's the the 27th look for everybody everybody you have a problem with getting it in for the 27th okay can somebody make that motion please you have a second discussion chef francis did you have oh no no okay all those in favor who does oh okay all those in favor anyone anyone opposed okay gets us to the front office and john you'll check on mr hayden let's make sure it's not out in cyberspace somewhere yes floating around okay do you have a hard copy of it somewhere at home no so you have a hard copy of it okay okay this time the chair would appreciate to bring your agenda back to an admissions update do you have a motion please move all those in favor anyone opposed hello i think everyone remembers brenda is our director of admissions and guidance brenda richardson okay thank you again i apologize i didn't realize the meeting was starting early this evening so i believe everybody has in their packet um our most recent admissions data so we have our applications from each community our current enrollment for the class of and also the numbers of transfer applications that we have for each of the classes 23 24 and 25 and we also included just a sample communication for an acceptance letter and also a waitlist letter so i believe miss salinsky just passed out i just kind of typed up these notes and just gave you a copy they're sort of informal but just in case you wanted to follow along or had questions and the extra page is our current admissions criteria that's in our most recently approved admissions policy yes yep that's right from the admissions policy so i won't go over everything in detail but i'll try to touch upon what i think were some recent questions or concerns that the committee had had and then i'm happy to answer any questions so just the overall admissions process for the past school year for the class of 2026.

wishes to address the committee on an item on the agenda time will be provided for public comment before during consideration of that item public comments shall be limited to two minutes per person all right um there's nobody indicating nobody wishing to provide public comment at this point we'll go ahead and move on to item three there's a review of the agenda anybody wishing to change the order of the agenda right i assume that since it's so this is so brief we'll go ahead and move on to item 4.01 a report from dale scott daley on the floor okay i am going to report out the results of the voter survey that was conducted recently it was a bit of a rush but we got it done and i'm very excited to have the opportunity to show this results to you let me bring them up everybody can see i hope and if there are members that cannot say i'm happy to read off the numbers i'll read them as i go along but if i missed some of them please let me know and i'm happy to go through the survey was conducted in the middle and mid to early to mid-june it was conducted in both english spanish and vietnamese 300 surveys were completed you can see down at the bottom it says margin of error 5.64 what that means is we're not looking at a an absolute number so when you look at these numbers you have to keep in mind that you could just shift one way or the other by about five and a half percent so keep that in mind as we look at these numbers the way the survey works is people are given information to find out how they feel about potential projects this goes on for quite a while and then at the end of the survey we ask for some demographic information i've moved some of those questions up because i think they're important to know as we're going into this remember we're only talking to voters we're not talking to the community at large and we're really only talking to voters that have a high higher probability of voting so keep that in mind if we look at this slide very interesting do you have or have you ever had any children or grandchildren who attended or are now attending a school in the allen rock union school district over 50 percent do have never had children or grandchildren nor do they now have children or grandchildren attending school in your district that is uh that's a that's not the highest that i've seen but it's definitely a large number and keep that in mind um a lot of times especially uh board members will often think of their constituents as parents um that's not an in uncommon those are the people that you talk to the people that you interact with yet 51 of your voters at least in this survey really have no contact with the district um and so as we're walking through this keep that in mind another question we asked was and this is a great answer what is the main way you receive information about the allen monument school district and these have been been color coded for your for your use you can see the blue is information from the district district communications friends and families and district employees district websites district social media very close to 50 percent of the information comes from the district this is really great news i mean whatever you've been doing to reach out to people has really been working you have about another third of traditional local newspaper local tv another quarter to a third of non-district social media and internet news but the big driver here is district website friends and family district communications that's a that's a big deal i think something you should be really happy about any questions about this slide before i move on i think it's really important surprising very important information thank you sam next we ask what from what you just now started coming back to the beginning from what you know or what you've heard how would you rate the quality of education provided by alan rock you have again about 40 percent that say excellent or good remember you're coming out of a very difficult time so this these are actually good numbers compared to what i see around the state very large percentage of people say they're unsure that makes sense they don't have children in the system not a very not a really large number about 20 saying poor but a very large number compared to what i see in other districts saying either excellent or good we ask the same question regarding the district's fiscal responsibility now this is an easy one for people to knock obviously but still you have almost a quarter saying they're unsure and that makes sense because they are unsure um that fiscal responsibility goes down to about a quarter in terms of good and excellent 25 percent poor 25 percent are so fair so balanced but not as good as the previous one we asked two attitudinal questions starting out do you agree or disagree with this statement allen rock public schools are our most our community's most important asset and should be our number one priority 88 of voters agree with that statement that's amazing i mean you know not to sound too good but are there are there any issues where 88 of your voters agree on anything i mean really that is a huge number but they are behind you in the schools a follow-up question do you agree or disagree quality schools increase property values again eighty-five percent agree with that and a very small number uh disagree and a very an even smaller number say they're not sure so strong feelings about the importance of schools and the job that you're the importance of the job that you're doing then we asked a question about housing do you agree or disagree that there was a significant shortage of available and affordable rental housing in the san jose area i'm not sure where that 11 is getting their information but agree with that statement and then what happens is without ask giving them any additional information we ask people we read people the ballot language as we kind of interpret what it would sound like today now this will change of course before we get to the board should the board want to take action but this assumes similar to a person voting without knowing anything else how would they vote we read them this ballot language i'm not going to read you the whole thing but you can see it's authorizing 71.5 million dollars it starts to improve local schools with funds that cannot be taken by the state it discusses technology uh discusses below market teacher rental housing it discusses repairing schools and roofs talks about the tax rate it talks about there's no increase in total approved debt so a lot of information say yes they would vote for it 18 said no they would not and a very a fairly large percentage said i don't know that group that says i don't know is pressed on that once they say i don't know they say well are you leaning no or are you leaning yes and 11 are leaning yes so in our world we take those two numbers the hard yes and the lean yes and put them together and you are at 69 yes and that doesn't mean you're going to get all the lean yes but that's a good number to a good way to think about it um the threshold for for approval is 55 and you are way ahead of it without even adding information about providing information now after they see this question for the 71 point million dollar bond we then ask them questions about a number of projects and i've i've grouped these in different categories to help you review it one is questions about the projects two are questions about the some statements about the district some observations and three are questions about teacher staff housing those are those are randomly given so there's so it's not mixed up in terms of uh as we try to analyze it but they have been resorted so you can see which ones rise to the top in each of those categories i'm going to go through those now so the first is the impact of the specific projects so we yes if you knew the bonds was going to be used for these projects would you be more likely to vote or less likely to vote so the dark blue is more likely the red is less likely again we have this group in the middle that says i'm unsure or it doesn't make a difference to me some of those are going to be yes voters already they've already said they're going to vote yes some of them are going to be no voters those are the orange so you want to keep your your eye on the blue and how it moves the dark blue and the white blue and the orange and the red together keep your eye as you can see on this first page the top projects are steam labs student safety computers and modern technology and upgrade technology in the classrooms all over 80 in terms of more support and when they are told steam labs they're they're they're giving that acronym correct yeah it's it's it's uh it's spelled out for them got it okay these are abbreviated for purposes of the pre-presentation um going on down the list uh fire alarms and emergency communication hvac ada requirements renovate classrooms and facilities still up at 80 percent uh more likely or no difference would still be a yes voter and then uh begins to move a little bit not much but deteriorating roofs asian restrooms plumbing systems electrical wiring you're still over well over 70 percent on these so the point of that was all of the projects were over 70 most of them over 80 percent now i'm going to flip to specific statements these are arguments not so much arguments but information about the bond so for example the first one if you knew that the funds would be spent locally and cannot be taken by the state would you be more likely or less likely 80 of the voters say they would be more likely or would still be a yes voter reauthorizing the bonds so the district can continue the job of improving the schools close to 80 qualifying for state matching funds close to 80 percent create construction jobs 75 percent will not increase the district's total authorized debt doesn't really resonate as well 70 and then we go to the impact of teacher staff housing so if we ask the people with some different questions about how this is how we discuss teacher staff housing um housing in san jose will allow us housing in the district will allow the teachers and staff to live in the community in which they work eighty percent the bond will provide housing that will make the district more competitive in attracting high quality staff eighty percent the bond will be used to construct markets below market rental housing for teachers and staff still good not as good 75 i think there's three more [Music] rent for the housing would be a current would be below current markets good providing housing will save the district money by reducing the cost of training good not as good but good rent for housing would not be paid out of the general fund still over 70 percent but just not as strong as the previous arguments under state law we need to disclose to the voters how much this will increase their tax rate and that can be described to them either as cents per hundred dollars of their assessed valuation or dollars per hundred thousand dollars of their assessed valuation so if we're going to do it as cents we would say it would be less than three cents per hundred dollars if we were going to do with dollars we would say it'd be 21 per hundred thousand dollars there seems to be no rhyme or reason as to which works better in which community in your community discussing it as cents per 100 it works a little bit better that's that's not the case in many um sometimes it's the opposite sometimes it's the same but as we go forward well that's how we'll describe it for your community so then after we get them through all of those questions about the dollar amount the cost the various projects um the teacher staff housing we asked them again now that you've heard more information if the election were held today would you vote yes or no on the left-hand side is where we started out after they get information that 58 goes to 67 plus 8 leading yes so you're well in the 70 you know 75 yes category the no you know stays about the same it goes down a little bit you know that is pretty much enough now all voters are not exactly the same we know that um some people are very very reliable voters they both you in every election some voters only vote now and then so we can't give them equal weight in the survey if we want to have it as accurate as possible so this survey has been balanced and the answers that i just showed you are made up of those three types of voters but they don't have equal footing so the answers those 300 respondents 46 of them were very reliable voters they've voted in the last four out of four or the last three out of three that's on the left-hand side some of them are reliable voters most of the time not always three out of four two out of four some of them are very unreliable they've voted in one out of the last four or one of the last three elections they're different in how they like how they say they will vote for this bond and what we're really interested in is where are the very reliable voters and where are the reliable voters are they over that 55 mark and the answer is yes it's harder when they are far below that 55 percent because we know they're going to turn out and we're hoping the unreliable others turn turnout but right now this shows a very strong support by the very unreliable by the very reliable voters 72 percent yes in lien yes and by the reliable voters seventy four percent by the yes and the leanness very very strong results one more slide um timetable uh this will be coming back to the board it says june 22nd but it's actually june 23rd i believe we're bringing it to the board for presentation and if the board decides to go forward there will be action on july 14th it needs to be it was presented to the county uh no later than august 12th which shouldn't be a problem then of course we have election day and onward and upward assuming success so i'm happy to answer any questions about this bring back any slide or talk about the technique any questions for our members of the committee dale you're gonna share the slides with us right on thursday or we may send them to you yeah yes of course thank you um just a quick comment the july board meetings on the 21st oh okay i'll make sure that's correct um i'll go ahead and open it up for our questions for members of the public if there's any there is no uh public comment all right all right i'll bring him back to the committee and dr bauer i just wanted to see if we can see the slide of the timeline one more time so that we can start um considering trusty quintero this should say july 21st changing right now thank you we have a special board meeting and give me a quick second june 28th next tuesday all right when is our meeting in july the 21st okay so can i ask something for president um between now um and july 21st i mean i guess at some point do we as a committee um need to bring it to the board to then make a decision to move it forward like do we need a special board meeting before july 21st or would that give us sufficient time for the timeline here no it's going to the board so that the board can go ahead and just head on july 21st the results what's that uh so at that point as a board we can vote on moving forward with this or not whatever we want as a board it'll be the board's uh decision at that time at this point we're just bringing forward the work of the committee the results of the right so my question my question is do we vote on june 23rd as a board yeah the board would be presented with uh the results okay say something dr barry i'm going over the agenda for thursday um it i did not the the item is not on the agenda okay but look we need thirds so then the it can come on the 28th in this during the special board meeting all right then uh we'll go ahead and bring it onto the 28th for the boards consideration yeah thank you uh dale i guess you can update the um the voter results for the 28th note okay that's june 28th okay june 28 at 6 30.

great um a great panel of local african-american leaders um free food it was it was a really well um put together event so really excited that we celebrated that here in azusa um and then just um i do have a request i really appreciate um that mickey's here to talk about some of the initiatives they they do and i know that we've been very active in all in azusa right but i do want us to think about how do we how do we incorporate a lot of this momentum that already exists around like engaging and and being community driven through this through a health lens um that the city's already sort of laid the groundwork for um um i think a lot of community members have been involved with over many years um how we can how we can make it all be cohesive and and sort of supplement each or and support everything right i do want to say i think that there are opportunities for us to think beyond even i'm really i'm really excited about this item on that we have later on in the agenda but and i'll speak to it at that point but i i do think we should think even we could think even bigger like we have we now have a bunch of empty school sites right i've been in el monte they have a really cool bike track at one of the school site at what they they converted into a non-profit center and they have a bike track and they have i went i was in pomona and there's a school site that has a big community garden right next to it that's run by a non-profit so i think there's opportunities for us to think about this opportunity to think about what we can do um but it requires us to partner right so i appreciate this first step and i i hope it's the beginning of many more partnerships between us between us and the city and other non-profit so thank you remember your awareness i would i would like to say good evening to everyone and i would like to congratulate all of the students that took a graduation a promotion a certification um i get really excited at graduation because it's a stepping right it's another step in this individual's life regardless of what degree or what they're getting if they're promoting if they're graduating a certification it means a commencement a new beginning so congratulations to all the new beginnings all our students in this district you guys make it all worth it it was a pleasure to be at all of your guys's graduations so congratulations to all and all the families thank you for that um i just want to just say this is the end of the year right this is our last meeting uh regular meeting of the year and there's there's a lot to to discuss i see a friendly face out there um and i'm really excited to just what's going to be coming up this next year we have a lot um but looking forward to it and mickey thank you for being here and your vision your passion from 20 years ago it's it remains and i'm i'm very excited um just like my colleague here said or susie unified to partner up with parks and recreation in the city so looking forward to because you're right we service the same individuals right these are our same families and why not team up together to be able to provide a more robust um after-school program teen center like i'm really excited i can't wait i can't wait for all of this so thank you and thank you cabinet [Music] board president grier i have no comment this evening thank you i'd just like to use my time to make a formal request of superintendent and cabinet for um a background report on the benefits of full-day tk and kindergarten and if we could see that sometime in the fall i think the back to school season is an appropriate time to start thinking about ways that we expand our programming in our ausd 2.0 now for item 8.0 and 8.1 mr ortega thank you board vice president beau uh i am excited to announce our student board members for the 22-23 school year those are going to be natalie de la cruz from azusa high school carolina dominguez from gladstone high school and daphne pineda from sierra high school and this year i'm particularly looking forward we are going to be attending the student board member program together at the csba leadership institute that's going to be taking place next month with our student board members so i'm looking forward to beginning that relationship with them at that point in time unfortunately natalie will not be able to join us because she is attending a very prestigious uh stem opportunity out of a university california irvine called cosmos and we tried to ask and they said the attendance is really strict but we'll we'll catch her up on on what we learned and what we went through at that particular program this summer i also plan uh to once again uh call at least 100 families in our district to see how the 21 22 school year went want to see if they are attending any summer programming and let them know that we're working really hard and we're getting really excited even though we just ended uh to welcome them to the 22-23 school year um i have already started these phone calls and i am just very grateful for the conversations the feedback and the opportunity to connect with our families thank you good evening board of education i my comments will be brief tonight summer break is a time for rest uh renovation and renewal and my hope is that everyone here um all of our staff and of course all of our students find time to to really rest and and get ready for the upcoming school year um i do appreciate the um work and the leadership that we we have here and we're looking forward to some great years uh some great things in 2023 good evening board um i would like to use my time to thank our fiscal service team um in collaboration with human resources we have successfully completed the retro uh i'm happy to announce that we'll be issuing the retro checks on friday um june 21st 24th from 12 00 pm to 2 pm i want to remind all staff that you have to come in person there's no direct deposit if you're not able to pick up your warrant we are going to mail your warrant that same day to the address is printed on the check but if you come in person please bring a photo id good evening board i had the opportunity to visit our seal summer bridge professional learning last week and it was very exciting to see our teachers and students immersed in fully implementing a seal unit on the ocean and they shared a lot of positive feedback in terms of having the opportunity for job embedded coaching i got to see some modeling from one of our seal coaches so it's been a great experience for all so far i also had a chance to speak with two of our middle school teachers who are utilizing the camp invention program and they shared how much the students are enjoying those stem activities and how engaged they are in that learning and how much they've been able to infuse into those opportunities because the kids are so engaged and want to read and learn more and mr hartman shared some great pictures with kids building model runs today as well so that's been exciting for our summer programming thank you moving on to section 9.0 general functions and 9.1 presentation of the district's 2022 california school dashboard local indicators ms garcia medina can you hear me okay perfect and good evening president greer board members superintendent ortega cabinet and audience it's a pleasure to be here with you again this week to present um the california school dashboard local indicators for the 2022 school year the state of california has been shifting timelines and requirements for the local indicators and this year the local indicators are being presented to you on the same night that we are approving our lcap in the fall we will upload the local indicators to the california school dashboard and we will also publish our indicators during the first week of december to make this a public viewing for our community as you know the california dashboard is part of the state's accountability system and it allows the public and our district to see the multiple measures that we're using to address the eight state priorities that the state has outlined for us and it shows us how we are measuring our progress towards meeting the needs of all our students the next slide shows you the eight priorities that we have for educating our students we use these priorities to develop our district goals and also to determine uh and guide our spending additionally there are accountability measures that are tied to each of these standards that address these eight areas we also look at these standards these priorities the metrics the progress in order to inform our lcap process the next slide shows you the two types of indicators that we have we have our state indicators and we have our local indicators our state indicators include data that's pulled directly by the state it includes a spec data for example that's tied to performance levels and this is all found on the dashboard you see an image there that has four examples of what the data how the data is reflected in a graphic form it groups performance uh on each of the state measures that's displayed by a gauge it's broken up into five different color segments that represent the five levels of performance you'll see an arrow that's point pointing to one of the colors and that corresponds to the performance for that measure red would be your lowest performance indicator followed by orange yellow green and blue being the highest performance indicator and this is only for state indicators we also have the local indicators on the right hand side and those are developed by the district using self reflection tools and we report on progress in meeting these state priorities as well these results are all uploaded to our california dashboard had this all day a lot of time the next slide shows you um the state priorities and the dashboard here you see uh the eight priorities that alongside of the matching indicator and you can see that as we're reporting we're reporting state indicators and local indicators you can see them side by side and you'll see that there are two that are overlapping the school climate indicator and also the course access indicator the school climate for example it's data pooled by the state for for example suspension rate and then we also have local youth truth data that we're pulling here as a local indicator so that's why you have x's on both areas for course access you'll see college and career indicator that's data that's pulled by the state and that would be a state indicator in addition to that we also have a local indicator where we're measuring access to a broad course of study for our [Music] students the next slide shows you the landing page this is what the california school dashboard would look like if you were to go to the website um and this shows the 2019 results which are the last year that we have as a result of the coven 19 pandemic there are three takeaways that we should take into account as we're looking at the california dashboard we want to ensure that quality education is defined by more than just one single number so not just one score that's why you'll see multiple indicators we want to ensure that equity is being sought for all students so that's why you'll see different subgroups with different color gauges for each of them and we're also want to ensure that we're supporting local decision making as we are out analyzing the results of these local indicators what i'll be sharing with you today is the local indicators that will be part of the 2022 school dashboard for asus unified school district so the next uh slide shows us the process in in this development of the california dashboard and the indicators first we're looking on and we're deciding upon options and gathering data so what tools are we going to use to measure locally some of them are state required tools we're ensuring that we're including feedback from all educational partners and that we're desegregating data to determine our needs next is the one highlighted in red we're deciding how the district is going to use local indicator results so we want to identify our areas of strength and our areas of need we want to make informed decisions with our planning and we use these decisions and actually these this data to inform our lcap in terms of adjustments revisions goals actions and services next we want to make sure that we're reporting on each of the educate on each of the indicators to the school board which is what we're doing tonight and then we want to upload this information to the california dashboard for our community to have access the deadline for the california dashboard to be updated is november 1st and it's expected to be available for public viewing in december okay the next night is going to take us to the results for each of the priorities the first priority that we have here are basic services and this assesses how our district is doing in terms of basic services we use our williams settlement reports to gauge our progress and we are measuring our progress towards 100 which is what we want in each of the three areas the first area is qualified teachers appropriately assigned teachers we want to ensure that students have access to standards align materials and textbooks for use both at home and at school and that our facilities are in good repair we have 99.9 for qualified teachers our textbooks is at 100 and our facilities is at 82 percent okay our next uh priority area is the implementation of state standards and here we are using a reflection tool to assess our progress on the left hand side you'll see a scale of one to five that we're using to determine our progress level one is exploration and research a level two is at the beginning phase a level three is initial implementation of standards in this case a level 4 would be full implementation and a level 5 would be full implementation and also sustainability of state standards so you can see on the right hand side um are the five categories that we're measuring and all of our ratings are within level four full implementation or level five with which is full implementation with sustainability and these this is our average for these uh indicated levels you'll also note that you did receive a local indicator progress report that gives you more details in terms of the specific questions that are asked and for the different categories as well as any narratives explaining further each of the state priorities the next uh priority uh three is parent and family engagement here uh we are also using a self-assessment tool at the district level to gauge how we're encouraging our parents uh to participate and how we're partnering with them in decision making and we're focusing on three areas which is building relationships between schools and families building partnerships for students seeking input for decision making we are also required like i mentioned earlier to write a narrative that outlines uh strengths and needs and plans for improvement in each of the areas and you'll find that in your report that is also attached to tonight's board agenda item some highlights in this area include the opportunities that we offer parents for engagement and leadership through opportunities such as superintendents roundtable the plaque plus process uh d-lock school site council elac and other uh opportunities at the school sites for parents to participate in the decision-making process and and being engaged in their child's education priority number six looks at school climate and this measure indicates our students sense of safety and connectedness this data comes from our district annual truth youth truth survey and here we're looking at the elementary level at a 64 percent for safety perception of safety middle school at 62 high school at 54.

and one of the the details regarding one of our goals is in employee excellence so just a reminders that we believe all functions of gilbert public schools contribute to the achievement of an inspiring excellence in every learner all employees regardless of their role contribute to the achievement of this vision the strategic operating plan employee goal is to retain and attract high quality employees in all positions throughout the school district and then compensation increases when possible shall be consistent across all employee groups so the fiscal year 20 20 23 proposed budget is also consistent with the override commitments that we made in november of 2019 we maintain the 2 million annual allocation for class size reduction that amounts to about 20 fte teachers maintains the social emotional supports that includes the social workers and behavioral health counselors and then finally maintain salary competitiveness so the proposed maintenance and operations budget capacity we always have to start of course with our student counts we've been sharing three years of student accounts just due to the pandemic to give a reminder as to how the the coven 19 pandemic has impacted our student enrollment and to highlight as well that we seem to be bringing all those students back to governor public schools so 2020 revised number three was the the highest student count that we've seen in a long time over 33 000 students and you can see the small numbers in 2020 on our arizona online when we move into the fiscal year 2021 revised number three you can see the the drop in the in person but the significant increase in the arizona online both full-time and part-time a drop of some somewhere in the neighborhood of 2500 adm or average daily membership or 2500 student counts and then 2022 revised number three again we've increased our in person about 1600 students our arizona online full-time has decreased and part-time decreased as well and you can see our growth of about adm over the revised number three in 2021 and then note the proposed as we've been saying all along we are assuming a 400 student loss a 400 student count loss which we have assumed the last three years and we are distributing those 100 from from high school and 300 from k-8 um from k-6 and you can see the estimate for next year is 31 419 student counts note that the math does not work out perfectly that that's 400 from the revised number three 2022 budget the reason for that is that our student counts for the current year are not finalized until the end of july when they do the statewide recalculation so every month these student counts are changing that reflects that difference so the governor's budget this proposed budget that we're requesting you adopt this evening is based upon the governor of arizona governor ducey's budget so the 2022 bla or base level amount was four thousand four hundred and forty five dollars and fifty three cents the increase of inflation of two percent uh brought that up by 88.90 to the 4534.44 cents note that the two percent inflation is required by um the prop 301 that was approved by the voter back in 2000 and that back in in november of 2000 and also just a reminder that inflation as of today is over eight percent so the two percent inflation increases is pretty low so again the additional parameters associated with the proposed budget capacity the teacher experience index it is going down it's gone down the last three years from 1.0196 to 1.0167 primarily due to again our retirees leaving the school district and retiring and then bringing in less experienced teachers total add-on weighted student counts based upon fiscal year 2022 revised budget number three we just are keeping those the same it's really difficult to know which types of add-on students we will have going into 2023 so we just keep it flat as if it were the same as in 2022.

like some people 17. i think we're a friend probably ever the party's just started we have one more young man yeah yep one last one a perfect sat score [Applause] are you a graduating senior no i'm a junior oh my gosh one more year yep congratulations congratulations [Applause] well um good mark all right thank you mark for your help and uh congratulations to all of our students um and unless you'd like to stay for the rest of the meeting um this would be a good time to find your way out oh wait wait wait uh one last one um the student was unable to make it uh but our ihs a girls shot foot track field state champion yes um [Applause] thank you for coming thank you all right thank you everybody have a really great night we appreciate you being out here [Music] the next generation just come to an ambassador awards presentation because that was i just want to tell you one of the many reasons why i was on probation at college [Laughter] was that when i took a math test and they asked what's one plus one i said they couldn't be it's got to be a trick the answer was these kids are unbelievable all right very impressive well moving right along uh the next item on the agenda is our uh approval of an intergovernmental agreement for the sharing of student data for educational study so as you know uh right before covid um hit literally the month before we were in the process of developing some intergovernmental agreements with our feeder districts not being a k-12 district we are precluded from sharing data between the districts unless we have an inter-governmental agreement so we want to be able to share data back and forth around student achievement map data other kinds of academic data and we need to have these agreements in place with all of our districts so carol tonight we are bringing forward uh district 73 and 76.

2022-06-22 Kane County, IL YouTube / BPS Communications transcript source: youtube Batavia Public School District Board of Education Meeting fo… · passage 2
we kind of mentioned it as an aside the board of education but we work didn't start in earnest until about 2017 when we formed our first facilities committee to really take an in-depth look at the way our facilities function and what our current and future needs would be so that was five years ago that committee worked together for the better part of a year more more than a year and established some recommendations in terms of what were clear and urgent priorities for facilities in the school district but in so doing realized that there were a lot of projects that were puzzle pieces of a larger picture that we couldn't quite fit together and we were afraid that if we moved forward the plan as it was without more professional assistance namely architects that we could throw good money after bad where we could get projects out of sequence or work on certain aspects of our buildings knowing that other work would have to happen and we might actually have to tear down some of the improvements that we made to actually correct the larger hole so of course after that recommendation the board of education agreed to hire uh professional architects to do a real whole a pro holistic approach to a master facilities plan that started in 2018.
