so the assessment we're doing is to evaluate where where our students are moving along in the nah is it yeah um and for the m cash rates yeah well start next the uh counts towards graduation will start again next year i believe yep 2020 yeah 22 20 21 22. no 20 22 23 22 23 i think you mean the assessments that we just started so what you're referring to so the um we we started with a product called star assessment and um it does have crosswalks to standards as well as it will give you alexa on quantile which is like a reading math level but it also does give you kind of like a an association with mcas and we're going to have train our whole staff on that so it's not it's a predictor it's not a 100 but it's a it will give you a predictor which which when we review that data helps us to better understand the gaps of the standards that we need to focus in on more before they take the mcas no i'm sorry i apologize um so just very quickly the rest of my report a few highlights i just wanted to share other than the school improvement plan um i also in your packet you had a bookmark for summer reading we this year every year we've our summer reading program continues to kind of change this year the summer reading committee has put something together it's summer reading jeopardy so it's going to be you know an activity where students come back and they're going to have an opportunity to have a jeopardy based thing so in terms of for time i won't show the video but i might send it out through the superintendent we uh our staff member tom middleton and some students did a promotional video which was great um so all students are required to read one book from the reading list they can read extra books to be entered for prizes there is a summer assignment they submitted on a google classroom and we offer three summer support sessions for all students to attend either to find a book get access to a book make recommendations to a book and then we will have a summer reading event which is school-wide as a community in september where there'll be book discussions and they're going to right now the summer reading committee is creating a summer reading jeopardy so we're really excited the book list is also you shared it we also have worked really hard to provide some choice and also access to books so although we did have a summer reading book fair where students could purchase books all the books all the students also have access to check them out digitally through hoopla and sora which is through our the boston public library and our library and all of that information is available on the summer reading website so i'm excited and should take a look at the books and take a look at the book list and read along with us that's the video it's i'm sorry sorry i will send it out to you it's are you sure all right was that a joke yes that's just a yes i wouldn't throw i wouldn't put that one these four items make up the core values and plts yes [Music] super bowl appearances made by the glts football team yes well it's been an exciting game contestants now it's going to come down to final jeopardy this is the most highly anticipated event at glts what is [Music] i'm sorry melanie prom is incorrect anna what is the summer meeting program also today's winner with 200.00 [Applause] this year's books for grades 10 through 12 are platform you land golden arm the inheritance gains landscape with invisible hand love in english steve jobs insanely great and infinity sun and the books for the incoming freshmen are the silence between us here to stay almost american girl refugee march book one and house arrest thank you for letting allow me to share that and stay tuned to see how jeopardy goes in the in the fall yes i'm looking at i was looking at this and i see some pricing here which means i think that the student has to buy this nope as i mentioned so they are available for sale because some kids like to have their own copy they like to mark it up we also have copies digital copies available so any student can take a book out on digitally through sora or hoopla for uh free for no charge can even if we have hard copy i mean can we give it i mean i just i would love that me too that's what i'm asking i mean we should buy a pile of books and give to the student we spend money on many other stuff we should spend money on the books for the kids to get them free and you know this program is excellent i love it um we should give them the books that's just mine we can explore that i can explore that with the superintendent i know many teachers have done grants and uh we did give we did check out as many books as we could but i love even thinking about that because i think it makes a difference yes we always make sure that there's books available in spanish and audiobooks available really quick oh sorry really quick i just want to acknowledge our 2022 retirees we actually had a little celebration for them at our last faculty meetings this is the number of years i think it was mr hayden that mentioned earlier this is the number of years of experience that's leaving us this year that's a big number 214.

so that 24.9 million dollars is needed to take to make that payment on july 1. in addition note the grid below so this top grid here is associated with budget to actual the bottom grid is associated with cash on hand so note that the projected cash balance in our principal interest or our debt service fund is 25 million and you can see the year-to-date balance based on the budget is less than that at 24.9 million remember that i indicated that we had a cash balance available to apply against next year's cash next year's tax rate um and so this is an indicator of that available cash to offset the tax rate or decrease the tax rate going into fiscal 2023 okay and that's all i have tonight for the monthly report thank you board members are there any questions [Music] thank you miss butts we appreciate that we will move to the consent agenda items um 8.01 is there a motion for the approval of a consent agenda items i move that we uh approve the consent agenda as presented thank you miss humphries is there a second oh second thank you mr parker it's been moved and seconded that we approve the consent agenda items as presented all those in favor please vote by saying i i i believe she joined us is she still there okay and then those um oh thank you thank you mr eugenie and then any opposed with me that was 5-0 thank you very much that will take us to the action items and we will begin with 9.01 fiscal year 2023 proposed budget adoption dr mccord i think you guys have been briefed on what this proposal will be and uh in a very good way so we just ask for your support for this proposal thank you if i may have a motion madam president i move approval for fy 2023 proposed budget thank you dr santa cruz is there second second thank you miss humphries it's been moved and seconded that we accept and approve the fy 2023 proposed budget adoption which we've heard tonight and held the hearing for is there any discussion hearing none i will call for the vote all those in favor of approving fy 2023 proposed budget adoption please vote by saying aye and those opposed with nay thank you it has passed five zero now we'll move to 9.02 the video intercom system dr mccord thank you madam president governing board members um tonight we bring before you a request to purchase video intercom system it's it's a buzzer system and it's something that we would like to install at all of our elementaries and junior highs and gca as the tragedy has happened not just in texas but in other parts of our country over the years security of course is becoming more and more important and the expectation of our families and our communities is there as well as ours as we've been moving forward over the last few years in terms of safety and security we have a plan to secure all of our entryways at all of our elementaries and junior highs our high schools have been done at this point in time we've been working on those and as all of you know those things those methods aren't cheap and we have to do them in ways that are not just safe but aesthetically pleasing i think we've accomplished that and we've been incorporating those when we've remodeled front areas of office space and so it will take some time to be able to continue to to see those along and we'll accelerate them as much as we can but as was pointed out in the budget process and the proposal there are supply chain issues there are labor issues and so there's a lot of things dealing with those so we have to look for ways to be able to have a bit of a stop gap and make sure that we are securing our schools as as well as possible with uh the choices we've been given this video intercom system will be mounted at the front entrance of each one of our elementary and junior high schools again as gca gca will be completed it'll just take a little bit longer before the beginning of the school year and this system is with benson systems they're the ones that are doing our video cameras throughout the school district and uh what was nice is right at the beginning of summer we called them in to talk to them about the possibility of this being installed at our campuses and they didn't flinch and they gave us a little range of what it may cost the very next day they went out and they walked our facilities and they checked supplier to make sure that supplies were available and they committed to trying as hard as they can to make sure that all these are installed by the first day of school and so that will come at an estimated cost of 315 000 dollars and um it will be let me let me take a a just a quick break from that and i want to show you a video and it's it's real quick and it's not it's not long but i wanted to be able to show you and the community this this i don't know why the volume isn't working this is what the camera will look like [Applause] and if someone comes to the door um as you know at our schools whoever's manning that will either already know this person buzz them in and if they don't they'll present ids to be able to enter and this will be during the school day [Music] okay 8 000.

so here's our retiring we have sheila ballinger with 30 years kathy clemente with 34 years kathy scanlan canzano with 35 years rob ferrara with 34. elaine gosselin with 30 years john hardacre with 15 years and mr henrik 36 years and two of them are graduates so we've missed miss ballinger miss clemente miss canzano mr ferrara yep mr hardacre miss gosselin and mr henrik so and if you will indulge me i just want to share this this is something that i think we're all here every meeting we're talking about why we're here why we're all here and it's for the students earlier this year christa gillis and chris plourde came to talk to you about the program bar building assets reducing risks this was an end-of-year celebration for this is our third year of the program and this is for the teachers and what they did was they asked all students a question on what have you learned from your teachers from your coaches we asked staff what have you learned and this is just some of their responses [Music] is [Music] crazy [Music] is [Music] special things [Music] i don't care i don't care if they cause crazy [Music] is [Music] hide away [Music] run away [Music] oh [Music] this is me [Music] me [Music] is [Music] me this is [Music] yes [Music] yes this is [Music] thank you for indulging me i know that was long but tomorrow's the tomorrow's the last day of school tomorrow we're going to be celebrating our retirees as well as celebrating our students and this is a compilation of the hard work this year from administrators from the superintendent from the teachers and all the paraprofessionals the custodians the cafeteria this is all in this is what our students had to say and i couldn't be prouder and the district committee of course frank can you remind me and i can't remember what bar was about so bar is a three-year program we started the first year before the pandemic and so we only had really one year of it so bar is stands for building assets reducing risk so it's all about our freshman teachers working in small groups on wednesday afternoon and they talk about students so they you know use data and they try to identify students areas of need and match them up with interventions we also do i time lessons which are those sel lessons that students participated in so we found the program to be very successful we are even though the grant's over we are planning on trying to find a way to continue it and move it up to the sophomores that's also the data that you'll see that our freshman failure rate has you know with these students and since we've started bar we've seen we've actually seen the data show that students are more successful yes frank thank you leo um so this was a granted program and it the grand already finished is there um opportunity to extend the grant or and if not what can we do moving forward i mean unfortunately budget time has already passed um plan for next budget season to get some of that money to invest into this program with the superintendent support we have decided to continue with bar and we're actually using some of our other funding um to continue and try to expand it any further okay i'd like to bring it just one step further i would ask one of my committee members um i know this is out of sort um we spend a lot of money on a lot of stuff i would like to see a committee member make a motion that we spend up to five thousand dollars on the book program um not to exceed five thousand dollars and to still encourage those that want to do it that would over um ebooks or whatever to do it that way but i think that that's something i mean if we can't find five thousand dollars to do something like that we've we're making a lot of mistakes so it's up to any of my members with if they i can't make the motion i'll make the motion any further discussion all those in favor anyone opposed thank you very much okay on to out-of-state travel uh miss nari melconian excuse me athletic trainer is traveling to philadelphia pennsylvania we hope uh to attend the annual national athletic training association clinical supporium june 27 to july 2nd at a cost to the district of 660 dollars i need a motion supported any discussion all those in favor anyone opposed excuse me see no reports from committee no district committee priorities um i i'm sorry oh i'm so sorry two to three minutes of a break off at least for restaurant break sure yeah before continuing because they'll accept the motion of recess for nature all those in favor and you were opposed i can wait what would cost but we allocated uh we had a request so we didn't allocate money for that program so there is we have plenty of money for that program yeah just trying to put something next year um they remind me that i still go yeah one thing is to give money more money for the um the anti-veto yeah support but definitely that's something that would happen well that's a that's been a very successful program because that's is yes right okay oh oh this is going to be one of the most marathoners that would be a lie motion to return the session all right um effective 630 22 it instructor effective 630 22 auto body sorry um so again as we progress through this there are and i'd like to point out as i'm just commenting on the video camera as well as it relates to safety and security um this is this is a big step because i think in gilbert public schools for years our main goal is to be as open and as welcoming as possible and what i don't want this message to be is that we don't want you in our schools i think the message needs to be is we want you in our schools and we want everybody to be as safe and secure as possible within those schools and and i think this will help accomplish that this will be this is a gatekeeping kind of thing and so we'll be adding some office hours to each one of our schools that have these intercom systems to be able to help manage them so a lot of time isn't taken and and people aren't and their time isn't compromised nearly as much as it it may be we are going to make sure that before these when these are installed and before the school year starts that we're going to communicate with families to make sure that they know one that this is how we're going to be operating for the school year and two that they are still welcome on our campus and and again there there are some trade-offs for safety and we all know that and and that's important to me because i think as a school district and you'll see in in letters that go home when things occur one of the lines in there is your your child's safety is is our utmost importance and this is one of those ways that we continue to reinforce that also not just at the elementary and junior highs but at our secondary schools we're looking at adding security guards at our junior highs and high schools additional security guards we already have some marcy taylor and the secondary principals are walking each campus and sitting down and talking about their security needs not just for the physical plant if there's some things that they need to do different or they want differently but also personnel to be able to make sure that we have the appropriate number of people in those schools to make sure that they have the ability to um seek out and understand what the needs are of their campus in terms of where can we keep students safe where are we not where where are some of the areas that we're not as secure as we need to be and will a person be able to intensify that for us looking at adding two or three additional security guards for district security to help cover the elementary schools to have certain sections of the district where they can go and patrol and walk through campuses on a daily basis and be visible and let people know that gilbert public schools has district security officers available if there's anything in need on those campuses um i'm talking about a lot of physical things but the most important part about all of this in my opinion is the people that are involved with this it's very important that our staff and our students as well as uh community members that are on our campus we want to go by the if you see something say something we want to make sure that we identify people on our campus and do they have the appropriate badge are they cleared to be in there it's going to take everybody's eyes in all of our campuses to make sure that we are aware and we're all working towards the same goal and that is to be safe while we're there and so um and there's a human element that's involved our door's locked every night the appropriate way our gates lock the right the right way as tragedies happen and as horrible as they are it brings to the forefront some things that need to occur and and i think as a society we get very comfortable in our day-to-day and we have to be a little bit more uncomfortable about this in terms of just making sure that we are alert and we are aware and we are able to say something or intervene when need be so i think that human element of it is as valuable as anything we may purchase to help secure campus um and i think that's about it for right now but i just wanted to make sure that our our community our staff and our families and our students know that this portion will be coming and we will continue to construct those entryways but in the meantime this will be our stop gap to help with those points of entry and making sure that our families and our kids and our staff are secure thank you dr mccord board members is there a motion to approve the video intercom system it's pretty i move that we improve the video intercom system for our elementaries and junior highs thank you ms humphries thank you mr parker it's been moved and seconded is there any discussion uh i i do have a couple thoughts i wanted to share um one of the things i've been looking at some websites of uh people who study gun violence and i've looked at this and one of the big parts is for a crisis intervention and i know that we really work hard to make sure that our schools are inclusive that we work on anti-bullying and that we work hard to have that crisis intervention in place because that is a major component um a lot of school shooters are um in the schools so even when we hard in our schools we have to make sure we have that culture and i i feel like we do an excellent job of that and we'll continue to do that but it is definitely something that we want to emphasize along with making some of these changes just to be more secure but i i do give um dr mccord um thank you for bringing this forward into investigating this and i think it's it will be a change for our community we want to be welcoming and open but it's going to be a little different than what we've had before i've been to other states and um this definitely they already have some of these things in place so i i'm glad to see us moving forward i did have a question i know our sros are armed the security guards i assume are not armed that is correct thank you anything further all right seeing no further discussion i will call for the vote to approve the video intercom system has been presented all those in favor please vote by saying aye aye and any opposed with nay thank you that will pass 5-0 now we'll move to 9.03 fy 2023 transportation driving and monitoring retention incentive dr mccord thank you madam president governing board members this is a continuation of what you approved this current fiscal year we are still having a difficult time hiring bus drivers especially those with cdl licenses and we think this incentive will help continue to hire individuals it it does seem to happen where we hire some and then we lose some we hire some and we lose some so this has definitely brought people in but people move on for all kinds of different reasons and we will still be down we're probably currently down probably 35 to 40 drivers as of today and so uh the question may be well how are we gonna do this well we make it work and and we get the job done but we want to get the job done easier and and in a more uh conducive way so having continuing this incentive i think will help with that thank you dr mccord i will ask for a motion i'll move that we uh the 2023 transportation driving and monitoring retention incentive a second thank you miss humphries and mr parker it's been moved and seconded that we approve the fy 2023 transportation driving and monitoring retention incentive is there any discussion i hope it works i hope we can find those drivers and make it a little easier on our transportation staff well this is continuing what we've done last year so hopefully we wouldn't keep doing it if we didn't think that it was helping so and we appreciate our transportation drivers and department all that they do and their partnership to help our students get to school all right with that and see no further discussion i will call for the vote all those in favor of approving the fy 2023 transportation driving and monitoring retention incentive please vote by saying aye aye aye and any oppose with nay thank you that has passed 5-0 as well we now move to item 10 on the agenda items for future agenda requests if if you have anything please let dr mccord myself know um i will now move to 11 board committee reports uh beginning with myself gilbert education foundation gilbert education foundation partnered with the district to help with study and had a successful turnout and opportunities there for teachers to learn and classes to occur and it was a it was a really good turnout we had some great keynote speakers and um you just saw a great energy i think people were excited to be there and some of our presenters were just extraordinary and they're our staff so we're very proud of them thank you we're also working to meet to have our end of the year and kind of beginning of the year strategy meeting so that's where the gilbert education foundation is appreciate their support and those businesses who partner with them to help support our schools and our teachers 11.02 mrs humphries for the city of mesa liaison and legislative representative um i just want to share that i attended the asba summer leadership conference in flagstaff the first day we had clap we had breakout sessions on adverse childhood experiences homeless students fosters children and social emotional learning all of those were really good and gave me some insights into trying to help those those students more and then we had some wonderful keynote speakers jd venus talks about warrior leadership and bill de la cruz talked about listening to other perspectives and trying to come to consensus when there's disagreements so all in all i thought it was a very worthwhile conference thank you miss humphries 11.03 town of gilbert liaison dr santa cruz nothing real significant to add as you can tell we are in the throes of election season so all of the signs are there and we'll encourage all of us to become acquainted with the candidates and i was intrigued as i looked at the town gilbert website on the water management measures that the town is involved in no impact to the to the general community at this point in terms of its citizens but it's something to look forward to and see what kind of impact it will have on us as we have lots of green areas in the district that will consume lots of water thank you dr santa cruz 11.04 finance audit committee mr parker nothing thank you 11.05 insurance trust representative mrs yujetti i don't have anything to report at this time thank you that will take us to 12.01 meeting dates dr mccord i think madam president then when i did get the rain it was time for it to head so it just went ahead the uh ours is all pretty decent good i checked that nomination i'm not allowed to do that this first one is for the superintendent contract the second one is for that resignation okay but they may or may not be needed but okay do i have to word it any differently when they're joining us remotely no we just might have a verbal yes okay brad can do that brad you're about ready here thank you sir um [Music] but so we'll move into the approval of the agent this is alice and i would move to approve the agenda the motion is there a second roger seconds roger seconded on saturday [Music] all right basically we wanted to republish the budget to change our uh adopted general fund budget from five million eight hundred and sixty eight thousand four hundred and twenty seven to six million two hundred and seventy nine and that gives us the budget authority if we need to make any payments to graduation graduation alliance once we find out what our appeal of our audit is which we've been told now what diane three or four times now it's going to be done and we haven't heard yet still don't know no matter of fact i was a little nervous when one day they called i wasn't here that day asking diane for the password to get in that we'd send them what how many may 25th and this was like last friday i believe so that's a little nerve-wracking anything else you'd like to add diane no this just gives us the authority to pay graduation line so the total of this difference is going to be put into um if if you want to look at the budget document on page five of the general fund is going to be going into the transfers to the uh virtual education fund we buff that up to two million eleven dollars until the final legal max letter from ksde our appeal is not on there yet it already shows the cut of 189 000 as i put numbers together with this republication even with the cut we should still be in the positive number which is good however i'll share with you next week our cash balances were going to be reduced significantly from the prior year our carryover cash um but i don't think we're going to have to take out a contingency reserve fund that's my goal but we may have to take a little bit out of there so we'll i'll know more numbers next week and hopefully the appeal will be done and they'll say sorry you're out or they'll say oh let's we'll go ahead and give you an adjustment 189 000 is the maximum of the appeal or the maximum of the cut if they allow us so many other credits they say okay we're going to approve this many credits the cut could only be maybe like 89 000 or 100 000 i mean but that's the total worst case scenario so um i keep in my vineyards crossed and i've been working with ksde and sarah barnes and she's been helping me through this so hopefully um we ask for me in the positive case and they take it away when they walk right do they have a deadline like this when they have to have it that appeals yeah i tell you what dalton i've never appealed their results before this is the very first time we've ever appealed their findings so i don't know how long it takes but i can't help but think it's got to be done by the end of this fiscal year june 30th because we've got to move forward to the new year we've got to know our cash balances we've got to know what we're going to carry over so i can't help but think we're going to know hopefully this week or the 1st of next for sure by next wednesday when we have our year-end meeting and close out all the books or in our transfers i hopefully will know that for sure for better [Music] chad and make a motion i think josh josh seconded yeah uh any further discussion yeah just yeah [Music] as far as i'm concerned i don't know if we need it to talk about the superintendent's contract not elected personnel if someone feels like we do then we can certainly do that it's it's on the agenda just in case we need it so if you don't you can't table that we can move on to the approval of the superintendent's contract bill hour any questions comments or actions brought your moves to approve roger made a motion to approve bill lowery shout out chad superintendent i might do it one day it's pretty fun puts everything on itself no expenses no computer no no we had a conversation and he's coming into the office on friday to visit with bobby and myself so the contract for him the 50 000 is for one year and then this consulting agreement will be like on a monthly payment to him he's uh declining any benefits or anything like that no health insurance from personally no sick leave nothing like that so he's often out of any of that so i just have a few questions for him when he gets here and we'll have like a 10.99 for this consulting agreement there's a lot of w9s for tax purposes for him and for these businesses basically a vendor will send them as a vendor chad will make a motion to approve thank you for joining us today uh if everyone is able stand and have the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all right thank you moving on to item four adoption of the agenda i will make a motion second all in favor all right moving on to item five public hearing regarding the proposed 2223 budget mr livingston uh we i believe you need a motion to open and then you'll have a motion to close you even notice it was a public meeting i was just like let's thank you i'm good now please mister [Music] great so in front of you if we could just take a look at that front page front page and just go to the far right and it says total budgeted expenditures and aggregate school district budget limit so the key in what i do for next year's budget is to determine the maximum amounts for our budget limit and then once i have that in place i prepare the budget to that maximum equipment so you see on the far right is the limit budget limit from mno line one went from 15.7 million current year to 17 million next year and then that's the limit on the right that's also the budgeted expenditures on the left right beside it now behind that are about nine variables one is how much we have carry forward from this year two is how many students we have show up next year because we don't know that quite yet three then would be costs we have for water and energy efficiency projects and four would be district assistance for capital there's variable variables behind that but this is what we have based on our projected student count going up i think mr show i think we said 40.

good evening i'm going to call this meeting to order dr foley roll call please president kaler members of the board please let the records show that there are four members present and we have mrs schultz joining us telephonically thank you so much we are going to have a moment of silence followed by the pledge of allegiance one nation under god indivisible with liberty before we go on to our normal meeting process i am going to read a statement on thursday june 16 2022 a former higley usd employee was arrested on charges that appear to involve two district students the administration made the initial report to the gilbert police department which started its investigation the district has cooperated cooperated with the police throughout and will continue to do so due to the nature of police investigations the district learned about details regarding the sa the case and the criminal charges being filed at the same time as the general public the husd governing board dr foley and district administration remain extremely concerned about these allegations and we are dedicated dedicated to providing a quality education in a safe learning environment for all of our students since the district's original police report original report to the police excuse me some social media posts and other reports have asserted that details about this former employee were allegedly previously shared with husd employees we are very concerned about these accusations regarding this former employee the district has hired an outside attorney to investigate and help our administration review all of these matters it is the district's intent to learn the details of any prior reported concern and how it was handled one of our district core values is accountability if you feel you've reported a concern that has not been addressed by our employees please contact our district office through our safe hotline at 480-279-7233 or by emailing safe dot hotline at husd.org so we can be sure this issue has been received we take all concerns very seriously and will follow up on situations that are reported our district will continue to review our protocols practices and policies to ensure our students are safe on our campuses thank you very much president kaler do you mind um well this will be sent out correct this information and this this um statement will be um posted tomorrow i believe today at 5 30 on our district website yes thank you mrs anderson all right i move that we move on to our agenda which is our public hearing at this time we will recess for the purpose of holding a public hearing on the adopted expenditure budget for the 2022-2022-2023 school year in accordance with ars 15-905 d e members of the audience are invited to make comments and ask questions during this public hearing and this is concerning our 2022-2023 adopted budget that we've looked at several times with mr moore mr moore good evening uh board president koehler and members of the board tonight i will be presenting the adopted budget this budget is presented tonight is the same budget that we presented the june 8 meeting as the house and senate have not approved a state budget for next fiscal year yet there are several budget bills that are being discussed and the amounts vary in relation to the k-12 implication and potential budget increases and we continue to monitor those through our advocates at the legislature and our internal news sources so at this point in time i'll briefly walk through the same presentation that i present at the june 8th board meeting nothing has changed from that presentation but just in case we have individuals who have did not watch or attend that meeting here it is again so to recap the arizona school district budget timeline is as presented typically we have four major dates that we adhere to the first one being in june with our proposed and adopted budgets which are what we are doing tonight we proposed our budget at the previous board meeting and by state statute we have to have that publicly available in a local news source it has been posted on our website since that june 8th board meeting and now we're presenting the adoption of that budget in december we have a potential to revise our budget if necessary as a reminder budget revisions are only if we have under budgeted um if we are in excess of funds like we were this previous fiscal year we do not have to do revision until the may date so when we move to may 2023 we are required to do a budget revision based off our 100th day adm numbers that's where the 100th day is so important to school districts that is what our budget will be revised to in terms of total student enrollment in schools as a reminder for those are funded by a per people allocation so we revise to our enrollment at that may 2023 timeline and then we get to do it all over again uh and then june 2023 we will propose and adopt our 23-24 budget so some of the budget highlights within this budget i will not go into detail on each one of these lines but again we've talked about no additional coveted relief into this budget we have received all the federal funding and now we you'll see tonight to an updated spending plan of our sr3 but we anticipate no additional coveted relief funding from the government no nor have we heard of anything being allocated number two arizona schools will face potential cuts from the aggregate expenditure limit again in 2023 and each one of the bills that we are monitoring at the state none of those have exemptions to the aeol which is in my opinion overlooked as we're talking about increases but those increases will then be held to the aggregate expenditure limit and we will not be able to realize those increases in our budget um so i'm continuing to advocate for that exemption next year and we will wait and see what happens so number three asrs contributions are being reduced slightly those will affect our budget in a positive way it also affect our employees in terms of their take-home pay by that percentage number four our mno to capital transfer will continue to be 4.4 million to fund our middle school leases in addition uh in this budget we have seen an increase of approximately 3.6 million and we are proposing that uh be added to the 4.4 to make a total transfer of 8 million partially because we are waiting for our potential bond to be voted on november and so that allocation will provide a capital contingency if that bond does not pass in which we can fund capital projects without doing a budget revision at that time at number five higley medical medical insurance is moving to a self-insured plan that estimated budget savings is over five hundred thousand um miss martens has worked with our employee groups um to notify them of this change as well as no increase to employ their actual employee medical contributions while we have noted several times that there are some voluntary coverages that are changing we have been proactive in communicating those out and working with those employees that were affected so to highlight the 2023 proposed budget that we're adopting tonight back in may 2022 we revised our general budget limit to 109 million again that revision was in may 2022 that included um the exemption to the ael which we were able to realize the 16 million dollars back into our budget tonight we're proposing a 116 million dollar budget uh the highlights of that budget include no increase to adm in 2023 so again if we increase our enrollment we'll realize some additional budget capacity a flat projected two percent increase that is required by the state and that is within every budget bill that is being presented as well as a conservative additional three percent increase to the base based on estimates that i've seen we're looking at closer to a seven percent increase so again this is a conservative approach and if anything we'll be revising our budget up ideally in december or maybe may so this also assumes the mno transfer of 4.4 million that i've previously talked about the reduction to the asrs percentage and an estimated budget balance carry forward of 22 million again contingency for that ael if they do not pass an exemption for this 20 this upcoming year we will be held liable for approximately 16 to 20 million once the percentage is released in terms of budget capacity we cannot use based on the state funding formula so the difference from the 2023 jbl from revised to proposed is approximately 7.4 million and then that difference that we presented in the may revision was 2.7 million so that shows over 10 million in total budget increases as we discussed in our tentative budget approvals we've allocated approximately six million dollars to a seven percent compensation increase to all employees so that additional budget is what i just mentioned previously in the slide is the 3.6 million which we're proposing to move to the unallocated capital budget as a contingency lastly we made an adjustment to our 2023 average teacher salary calculation the main highlights here include removing all the additional supplementals that were included in this calculation we felt those were inappropriate and did not apply to our entire teacher base so the calculation while we did do a compensation increase of seven percent um the calculation that we'll legally post on our website will show six percent because of those um supplementals that we removed from the calculation so we feel this is an accurate reflection of an average teacher salary in higley unified and that this was the appropriate time in which we should adjust this calculation and that is it so again as we presented on june 8th the proposed budget this is the same presentation that i presented at that meeting legally the board has to adopt the budget for next fiscal year by july 15th again we are making some assumptions in this budget as the state has not approved a budget but we feel those assumptions are conservative and that if there is a state budget passed in the meantime we'll be revising our budget upwards for the 2023 fiscal year so with that i'll gladly take any questions yes any public comments thank you mr moore appreciate your time um we've seen this several times so i think we're all very comfortable with it um any has there been any inclination that you've received on when the state may finalize anything i know right now conversations are they're very eager to pass something um there's there's been talks of a skinny budget which was passed last year to not only get something on the paper but or on the books excuse me um but still to the state it it there's so much surplus cash at the state um that there's a big everybody where it's gonna go yeah so we have we have a deadline and they don't correct okay just making that clear all right any other comments questions concerns for mr moore all right i move that we've convened re reconvene in open session second all those in favor i i i heard mrs schultz tiffany or mrs schultz uh motion carries 5-0 thank you we're moving on to our um move i move that we approve the agenda as presented tonight second comments questions all those in favor aye aye aye motion carries five zero and i think we're going to hear from mr lotzenheisser tonight miss dr foley dr foley president kaler members of the board we're going to start tonight with some some student celebration so i'm excited because we have some east valley champions in the house we're gonna have brandon keeling we're gonna get him a microphone so he can introduce the coach and our students and we can celebrate our amazing students and athletes governing board and cabinet members thank you so much for having us here tonight and helping us to celebrate our fantastic team um invites did go out to the whole team but we got families away on vacations and at beaches and and uh cabins and things like that and things that are not nearly as exciting to be here and celebrate championships and so this is uh this is our coach melissa ross andrew and cal who are both part of our championship team and we are very very proud of them what is really really cool about um these gentlemen is they were also part of a seventh grade team that also played in a championship game where they they lost last year to payne and so i am so impressed with their resilience to come back battle it shows their growth mindset went 19-3 over two seasons and coach ross did a fantastic job coaching them up as they beat castile of all schools which is always an added bonus thank okay [Applause] okay in addition we'd like to put up some upcoming uh events um as part of our report as you know we are we just finished the school year and we are well underway for the beginning of the next school year and um we have been working really hard as we get ready to prepare for onboarding our new employees and coming back with our admin retreat um we've got a lot going on and so what we want to show is that other than a few little days here around the 4th of july some may be taking a holiday we're in full swing for preparing for the beginning of the school year and we have some upcoming dates where we have meet the teacher events going on a board meeting in july as well as our welcome back rallying and beginning of the year celebration so ready or not here we come for the first day of school lots of events coming before we know it so thank you for the opportunity to share the upcoming events and that concludes the superintendent's report thank you dr foley i'm going to move on to board comments president kaler yes miss can we ask if anyone wants to leave they can right now i sorry not that i you guys are welcome to stay but if you'd like to leave feel free usually after recognitions we give families a chance yes yes thank you for coming and supporting your students any other board comments all right we're going to move on we have one speaker tonight so we value input from our constituents this time has been aside for anyone from the audience who wishes to address the board please keep and keep please remember this is not an appropriate venue to evaluate discuss or criticize district personnel policy keb provides a process for complaints about personnel speakers should be aware that false statements about individuals may result in civil liability members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ars 38-431.00 action taken as a result a public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date please limit your remarks to just three minutes and tonight emily anderson please all right president caitlin board uh thank you for listening to us speak tonight i moved to gilbert january 2021 to get my kids into school like normal and thought this would be a good move for them with the insanity that was going on back in california and at first it was they were first the centennial made some friends and were acclimating except that the administration there was a constant battle clearly lacking knowledge of appropriate actions and consequences with the child with adhd and oppositional defiance and they basically trashed the accommodations my son had from his old school most importantly a one-to-one aid after the 2021 year i moved them to power ranch after asking other parents about the schools and now i'm not sure that was a good move either my kids both have had endless issues with bullying and oh my god the behavior of some of the sixth graders and after myself met with the principal eight times my daughter's friend's mom and multiple other parents nothing changed i don't know if that's district policies on disciplinary or whatever nothing changed students in class calling out across rooms using words like there's children in the room the b word um ho hey horse so on and so forth things that i've never used around my children and i had to explain to my 12 year old daughter what those words mean and why they're so disgusting even physically aggressive towards another student whose mother is right here in class my child her friend and others have all said the teachers did nothing about it or my daughter said they saw they ignored it i too am an educator and was sub teaching the last four years while dealing with my son's needs too and i am shocked that i now find out that there's only two teachers on recess duty according to both my kids no wonder there's so many issues because they aren't properly supervised i as a as a teacher used to be at schools where there were no less than six teachers on a rotating recess schedule don't know what's going on here for example one day a male student said to my daughter i get in front of children um how much would it cost for you to have sex when he then physically put his hands on my daughter's hips pushed her into her son who was her friend making both of them feel horribly uncomfortable i said that is sexual assault as well as verbal i don't think anything nearly strongly enough happened in that situation and let me promise you mark my words if anyone ever puts their hands on my child like that again you will have a lawsuit on your desk faster than you can blink i hate to have to say that and speak like that but i'm disgusted at how unsafe i feel my children are gun violence is one thing that's a whole other thing this now we get to this dunton individual i'm baffled disgusted and enraged what has it occurred on multiple levels with my kids at in within this district and it seems from a lot of comments from people that have had kids longer here that there were things known there were complaints made i mean hey he's got a witnessing tamper tampering a charge you know so i mean what are those parents supposed to think of this we want action we want things happening there clearly is not a discipline for students to behaving like this in a classroom i at this point don't feel safe with my kids here and feel like they need to be homeschooled and that's really unfortunate because i'm not a fan of homeschooling thank you okay we're going to move to 8.1 8.0 i move that we approve consent agenda items 8.1 to 8.20 second questions comments concerns mrs anderson thank you this is regarding 8.9 approval approved the disbursement of the results-based funding dollars all i all i'd like for is this uh clarification out to the public on the difference between qualifying a and b as far as how the monies were distributed if you don't mind president klar vice president anderson members of the board evening in regards to that specific results-based funding it's based on the formula in which the state grades our classes um pardon me our schools based on the grades and the assessment that's occurred the unfortunate part is that the last time assessments were done and because results-based funding is behind this is based on 2018-2019 data you may or may not recall some of you that based funding started back in i believe 2017 2018 with data from a couple of years prior to that and at that time the district was informed by the state that it was only going to be a one-time instance but it's continued every year since then the district worked collectively with our education association to determine the best way to distribute these dollars and we've been operating that formula ever since so qualifying and a are clearly two different qualifications so it's just based on so qualifying it looks like the the schools received more based on the formula so it was i'm just trying to help to understand myself and others listening what separates specifically besides the formula is it just formula that determines qualifying versus a correct it is a formula and i couldn't pretend to explain all the details of that formula so the state addressed and identified specific things in relation to what is a qualifying school and it is related to items involving free and reduced lunch grades assessment et cetera those are the schools that qualified for the results-based funding and then separate of that the district in that collaboration with the higley associate education association decided that we also wanted to disperse those dollars to then schools that were again based on a formula from testing labeled as a schools b schools and then other areas within the district thank you i just didn't want that chart to be looked at and determined that the qualifying stood out based off of some curricular academic success versus there are other variables involved correct okay thank you it's a complicated funding everything it's it's a very complicated funding and i'm just grateful that the district we've had these conversations many many times and we've been able to follow what's occurred in the past according to what the state tells us to do with it so thank you for that any other comments all those in favor aye aye motion carries 5-0 and i believe we have an announcement to make yes thank you for the opportunity i am excited that in this agenda approval you've exproved the new um transition and promotion for mr bruce potts as the new principal of saseman middle school mr potts has been at saseman for a very long time in various roles he's probably suspended and bleeding the spartan motto so we're very excited to have him and great that he's continuing his journey with us and i'd like to give him an opportunity to introduce the individuals that he has with them thank you miss martens and the governing board it's uh it's pretty surreal i started here as a sub a long time ago and miss michelle anderson was actually my supervisor when i was a substitute teacher back in the day so uh it's an honor to be the principal and uh it's still trying to wrap my head around it i'm lucky to have a great team and my my wingman mr keeling is here and so i couldn't do without him so i just want to thank everyone i have a couple people here with me my wife katie is here my daughter alexandra who attends higley high school my son benjamin will be a spartan next year i have some nephews here that go to san tan elementary and my brother-in-law and my sister and we have grandparents here and so i just appreciate them taking time out of their day to come visit and i appreciate everyone's support uh i've got a lot some texts since the message went out to the within the district yesterday so it's been kind of overwhelming to get a lot of communication so i just want to thank everybody [Applause] mr potts we are very excited for sosamin and all that you bring to the table there and all that you brought in the past a funny story just because you're here and i can share it that i was the office receptionist when soseman opened and i had been on vacation and i missed the like walk through so i they they let me come on campus you know the first day was open and i walked through the campus and i walk into a classroom and i see a bunch of men sitting around a table talking i'm like hi are you are you the construction workers and they're like uh no we're the social studies team and i was like oh i'm so sorry so anyways mr potts was there but um it's been a joy to have you it's awesome in all these years and i know you're so faithful to higley and we appreciate all that you do [Laughter] yes [Music] see [Laughter] saseman is in good hands we're grateful thank you so much congratulations okay we are moving on and again you don't have to stay family we understand it's okay [Laughter] we're moving on to 9.1 in our professional development update doctor i'm guessing president dr foley first yeah president kaler members of the board we have asked dr chris treat who is our wonderful director of professional development to provide an update for you as you know professional development has been a real focus for us since we added this position this past year and as you have heard and have read we've done a lot of work in this area and um we are excited to provide a quick update for you on this on the work that's been done and the work that will be done um moving forward thank you thank you president kayla members of the board for getting the opportunity to talk to you a little bit about what we've done and and what we're going to be doing here uh in uh the the areas of professional development and i don't want to ever give the impression this is something that that i've done all by myself there's a wonderful team of of educators that i'd like to make sure i recognize here these folks that make up our professional development team we've got instructional coaches our gifted coordinator and so on and they work very very hard to bring quality professional development to our teachers all for the benefit of our students here in higley unified school district and i can say without hesitation that in over three decades in education this is the finest group of people i've had an opportunity to work with as far as not just their skills but their instructional demeanor and their ability to work with peers and to be that type of customer focus so you're going to hear a lot of servant leadership sort of ideas come out of my mouth here tonight because that's what we really strive for but as strong as these folks are it's it's important to recognize that we need to develop ourselves too and part of our mission was to try to pull together to take our strengths that each of these instructional coaches and our gifted coordinator had to try to come together and make something even more to be better as a team than we can be as 10 individuals and so to do that we've established weekly meetings where our team comes together and we make certain that all members are given the opportunity to contribute where we provide professional development for each other sometimes i'm providing it sometimes it's other team members each of us brings something to the table and it's important that we all kind of focus in on that but i'll tell you what we did to even get things started to get that ball rolling a culture built was we defined our core values and we did the same type of work that as an administrative team we did at the administrative retreat last year and as instructional coaches and those professional developers we wanted to make certain that our values were in alignment with those district values so that we were able to to walk the walk and talk the talk and from that we developed our collective commitments what were the things that we were going to guarantee to truly uh exhibit that servant leadership and make certain that the people that we were working for knew that we were there for them and to help them be the best that they could be all for the betterment of our students and so that was our whole kind of process sometimes as i said it was an internal sort of professional development we did for ourselves but we also did bigger sorts of ideas one of the things that our team completed this spring was cognitive coaching training at the arizona k-12 center cognitive coaching in a nutshell is uh empathetic listening so when you're working with a peer uh it's it's not appropriate to direct and to tell them what they should and shouldn't do but it's more of a dialogue process and in this our instructional coaches were able to really develop and hone those skills of that empathetic listening so that they could best understand what the needs of the teachers are to go ahead and meet the needs of their students you know i've always maintained that the best professional development is either the answer to a question or the solution to a problem but you don't know what those things are if you can't hear and really listen and understand what the teacher's needs are and the cognitive coaching gives our professional development team a set of skills and tools that they're able to use with each other as well as with our teachers and so on so it's really important that we do that kind of work and one of things i want to point out as an example of that collaboration instead of being 10 specialists in 10 different areas is our development of instructional maps we started by building a template that we're going to use throughout the year next year to really help make things easier for our teachers to marshal the resources that they have and marry them with the standards that we we follow and so uh we've created a template and we have a plan of action so throughout that 22-23 school year our instructional coaches are going to work with teams of teachers to unwrap standards when able or to go ahead and pull together the sequence of learning and align it to the vast array of resources that we have part of what we try to do is help teachers be more efficient with their time because there's so many demands on their time and with the in a resource-rich district like this we want to make sure that they're able to have the right tool the right resource at the right time we feel these instructional maps which our coaches will curate and make certain that are available to those teachers they're going to have that instructional sequence and have all of those resources at their fingertips including um common formative assessments as well as the types of resources that might be purchased or might be part of our adopted or approved ancillaries and so on so with that in mind we pull ourselves together kind of for that first big moment of the year and dr fully mentioned it and just a little bit ago it's hard to think that we're already there but we're gearing up for our new teacher orientation we're going to welcome in well over a hundred new to higley teachers and during this time we uh in our professional development group work and partnership with the other departments that are involved like human resources and and the people in tech support and so on to be able to in a very short period of time just a few days get many teachers up to speed with what does it mean to be here in higley as well as where to find those resources to be able to lead and instruct to plan and so working in partnership with these other departments we're going to provide four days worth of heavy instruction on curriculum instruction assessment the materials and resources all the technological training canvas how do we use our tools so that they can be up and running we always try to keep a mindset of day one week one we know we can't teach them everything but what can we do to help people feel comfortable so that they can begin their process from there but i have to tell you it is not just folks who are new to higley that we're concerned about there's also another group within that group and those are those teachers who are brand new to the teaching profession and we know that they are having a different transitional experience for maybe a veteran teacher coming to us from another district or another state and so for those people we have even more focused support that goes beyond those first few days but actually lasts throughout the year and so one of the things our professional development team has done in this past year and we're going to continue on with this is to develop specific professional development experiences that are based on kind of that developmental arc that research and experience tells us first year teachers go through so on a quarterly basis those folks come in for very specific chances to kind of test out ideas talk to each other connect see that they're not alone but also to kind of meet their needs where they are and these sessions are tailored exactly to them and that's something that lasts throughout the year and culminates at the end of the year we just had our celebration past may where we have kind of a nice fun time where we pull all those people brand new to the profession together and uh truly acknowledge the accomplishment and and and welcome them into this profession that we care so much about dr tweet yes i think that that's a crucial part of the whole pd development because we did hear a lot of feedback from teachers that are seasoned that they were sitting in a pd that was definitely needed for those brand new teachers or first year teacher and even you know a couple years into the profession but they didn't need to sit through it as a as a more seasoned teacher so it's nice now that we have more focus on our newer teachers and i appreciate you bringing that to us great thank you president keller it's very important in professional development to where possible have levels that are appropriate to the the skill levels and experience levels of your participants to make sure that you're getting the right type of learning experience that person exactly when they need that and that's something that that team of individuals works very hard to do the other thing we try to do as much as possible is offer choice too and so you'll see in many of our sessions where there'll be different options that our participants will have but it's not just from our team either i want you to all understand that the professional development reach in particular with those new to the profession teachers that extends to the campuses as well each of the building principles recommends a veteran higley teacher to serve as an on-site mentor for that first year teacher as well and they meet on a weekly at the minimum but as needed basis throughout and our team provides support for those folks to make sure that they kind of have uh some ideas about things that they should be uh talking about that oftentimes are very calendar specific that we can kind of predict but also so that they have uh a level of training so that they can understand exactly what types of needs those folks have and how to best meet that and we've had a tremendous success with our mentors i can't thank them enough uh because they they really care about their campuses and they care about their profession and fellow teachers they put a lot of energy into that so i i thank them for that and we compensate them for that too and that's something that i i'm very proud that our our district makes the commitment to value the time and effort that they put in uh for their efforts with those new to the profession people and i think ultimately that pays off in our retention and and keeping quality people here uh not just in the profession but keeping them here in higley unified school district and so from there it's not just at the beginning of the year or just new folks but now it's kind of throughout the year and so this gives you an idea of what we do with teachers and schools all throughout the school year our team has developed a professional learning calendar to really take advantage of those early release late start wednesdays and to strike a balance between the uh schools and the messages that the principals want to to have to be able to develop their own professional development but also a chance for teachers to interact with our district team members and so this is a calendar that we put in the hands of our administrators uh very early on they already have the 2223 calendar and so they're able to see at times when it's going to be something that's going to be delivered by our team or which days are going to be for them and as we said it's really important to kind of keep that partnership and that balance alive one of the ideas that we brought forward from last year that we're continuing to work on and continue to work on last year was professional learning communities or plcs and it's something that not only was his work done with teachers and the support that we can have providing guidance resources and assistance in those meetings but also for building leaders as well i began last summer at the admin retreat providing training for all of our principals on best practices regarding the leadership of professional learning communities on their campuses and then throughout the year i was graciously given some time at each of the principals meetings to then kind of take elements of those best practices and provide training specifically for our principals so that they had something that they could uh utilize adapt maybe take back and deliver to their staff or give them a starting point to have us come out for me or our team members to go out and provide that sort of professional development and that will be something that we will continue on throughout the 22-23 school year and uh speaking of campuses it's very important i think that professional development isn't just a district office to school direction but rather we trust our building leaders and our teachers to say what they know they need and so with that we had the opportunity many times this year to create what i think of as kind of customized or tailor-made professional development for campuses i can't say enough about our building leaders and teachers who saw us as partners in this process and would contact my office and ask us to build something for them and deliver it or build something with them so that they could deliver it as well and on many occasions just had the opportunity to go there and and put a lot of information out there for folks dr treat yes um i'm sorry for not sending this earlier in a question how do we get formal feedback on pd is there any formal like how the teachers are handling it is there any way that we're getting formal feedback yeah thank you for the question uh president taylor sorry if it comes in later i'm sorry i never saw it in the presentation no no i appreciate it absolutely you know that's something that we need to do a better job of doing it consistently on the large-scale events certainly with new teacher orientation we send out surveys and we collect that data and we adjust that we also uh have uh nicely partnered with hga and they've collected their own data and they were gracious to share it with us and we used all of that information to help build this year's new teacher orientation but i'm gonna be honest with you on the smaller scale things when it's a smaller audience that's something that i don't think has been enough a part of our practice and something that i'm going to insist that we really do moving forward to find some way to always collect uh feedback and give that person an opportunity to go ahead and say what they like i think too often that happens more casually but we want to collect that data in the formal sense the way we have with our our bigger events we actually have almost kind of following a military model we have an after action report that maggie borzy our instructional coach who really heads up our nto uh put together and we we do a really good breakdown of what worked and what didn't from the lens of the participants as well as for for we who put it on but that's something that uh is definitely on our list to uh make much more standard i just have heard many times over um as mrs reese stated or i think you said today i don't know maybe not that um our teachers have come to us and said like oh this one wasn't so great or whatever so it's always nice to hear that we're working towards bettering the ones that aren't so great with our new t or our veteran teachers that they don't like so it's good that we're getting that feedback from them so we're not wasting their time yeah thank you uh member wilson it is very important to us to make sure we're meeting their needs you can't practice servant leadership if you're not paying attention and we have to pay attention before when we develop professional development sessions but we do have to pay attention afterward too and see what's what's really landing and what isn't i know that a lot of our instructional coaches uh when we've had kind of again bigger opportunities to work with larger groups where we've combined schools they've done a lot of pre-surveying to let the teachers kind of prioritize their needs before we develop what it is that we're going to bring out and had an opportunity to to sit in on those and of course the engagement level increases when you've had the ability to have input in exactly what you're about to learn and so i think that's something that was a real strength from our team this year thank you dr treat um just a good time to talk about it just for a moment um i'm so grateful that we were able to kind of you know navigate early or we call it late start but it's so that our high schools can have a regular pd having half days doesn't work in the high school because of sports and tutoring and there's just so much more going on in the high school level um i know that we also adjusted our middle school calendars as well so that they too got time for plcs and pd elementary same thing how is it going with our early our late start sorry our late start in our high schools i just know that you know it's it's short it's it could be rushed sometimes like i know one time the district provides the pd and then the other three the school does how how's it going with the with the late start because i know that that was a hot topic when we started that thank you president taylor i i'll tell you in my one year of being here in this i'd say it's going well because that calendar that i mentioned earlier uh you always know whose responsibility it is and you're able to plan for those moments so i know that the building principles are able to know exactly how to leverage that time and i can assure you that our instructional coaches who lead those secondary pd's particularly at the high schools on those late start days they put a lot of energy into their preparation and that's where i saw a great deal of that surveying ahead to make sure that that time was was well used because you know again i can't answer the question or solve the problem if i don't know what it is and our folks have really reached out and done that and i don't think that would really be possible if we didn't have a calendar so we knew exactly whose responsibility that next opportunity was going to be and i think that that level of organization and coordination between the campus and our team uh has really made that as effective as it can be president kaler dr treat i i don't see this later on in the presentation and i think in the teachers and schools it's a good place to just bring it up and have you touch on it real quick we have teachers who teach specialized subjects as well even in our elementaries there's music there's art there's pe and with having you as a coordinator and having coaches and they've had an opportunity one for teachers to step up and get some additional skills on perhaps presenting and they've put together some professional development for their specialized groups so even though we don't have a coach for some of those specialized areas with your help and and guidance we've allowed our teachers to be able to to get some new skills and and creating professional development for their peers in their specialized areas so i i want people to know we haven't forgot about them too um and and again we've had teachers who step up and and say hey you know what i think we'd all benefit from this type of professional development for art or pe or music and so i think that's that's great that i know they've come to you and you've helped them create it and so i i appreciate that as well that we go outside our basic uh subjects so thank you thank you thank you very much uh board member reece i appreciate the comments it couldn't be done without folks like you know i'm thinking of bob edgar i'm thinking of thomas murphy i'm thinking of jonathan william one of the difficulties that we have with electives and specials is we don't have a content area specialist in that group of 10 that specifically meet their needs and so because of that we rely heavily on the the folks that are doing it and the leadership that comes from within and i think it says a great deal about the way higley teachers support and care for each other because those folks step up and they reach out and they're very clear in what they need and we're we're very deliberate in making sure that they have the their needs met whether it comes from arranging uh scheduling subs or location or conferences or helping them get the resources that they need it's always important to make sure that none of our teachers feel marginalized just because they don't have a specific person but rather we as a team can be the ones that can help facilitate i'll never know as much as any of those folks do in their areas but i certainly know how to clear the space for them and give them the room so that they can support each other i think that's exciting i really appreciate that work one of the other things that our group does is help support new resources we know that we adopted new science materials we're very excited about getting our hands on those and getting going but i mean they're very complex too there's it's not just a book anymore it's learning systems and when you think about all the ancillary pieces that go with the primary text there's a lot to lot to do and our team in that case kim morton are a science coach but our job is to support the teachers in their ability to get the most out of the resource or tool oftentimes those teachers made recommendations for specific aspects of a learning system it does us no good if there's a training gulf between where we are and where we need to be so part of what we do is we make certain that we again arrange times for folks to come together and also to provide ongoing training beyond what the vendor uh promises dr treat i was able to view the science and i thought it was excellent when i came in to view it and i think the teachers picked a great in each one of their pieces we didn't go with a collective what do we call it collective um comprehensive thank you i'm like what's that whole word um and i think it was really good how the teachers were able to pick those but there is a lot of new material there we haven't had a science curriculum adoption in a really long time so i think our to science teachers because this will be a heavy year for them in learning the new materials that they have thank you board member wilson i agree i really am proud of the work that they did and uh understand that our job is to provide ongoing support throughout you know a vendor may provide a year or two of service but we commit to being there to support our teachers using these resources all the way through and beyond and that's that's something that we work very hard to make sure is a part of our process and our thinking but it's not just the adopted materials we also have our approved supplementals that we need to make certain that we will be a part of the vetting process but also a part of the process of making sure that campuses teachers and ultimately students benefit the most from how to use those particular supplementals and to incorporate them into that bigger instructional plan as well as all things technology we've got two outstanding tech coaches in janie ramirez and valerie thomas who do a wonderful job of providing ongoing instructional support for the absolute you know catalog of new educational apps and processes and tools that are available to teachers they do a wonderful job of helping make sure new resources as they come along are able to be utilized and maximized for our teachers so all this this year has led us to development of our professional development plan and it really began with a survey that i sent out to our building principals late in the spring to ask them really three simple questions what is it that you on your campus feel are your biggest professional development needs so that we could build that tailored kind of pd for them what do you feel are our district needs what are some things we should focus on as a district and lastly any other feedback that you can give us as a professional development team and so what i've been doing is analyzing that data and building that professional development plan for us and so what we have is by having this feedback focused approach we're able to not be in a position of telling but again but be in the position of meeting the needs that principals and others have kind of laid out for us to be more data driven and to be more more needs-based you know hit the target exactly when we need to and so we've really kind of identified three areas that we're going to be focused on focusing on this year based on that feedback that we've gotten one is a continuation of professional learning communities because that's something that we always want to keep developing the second that came through very very loud and clear was student engagement strategies to go ahead and really raise the level when possible from mere activity to true engagement so that students are engaging with the learning so we'll build our professional development around that and then lastly the mtss the multi-tiered systems of support and how that develops to go ahead and meet students needs across the various tiers as we go through to make sure that we're not leaving anyone behind and so those are going to be our three focus areas with professional development throughout the year along with meeting the individual needs of campuses and so what's happened is from that survey data we're kind of pulling together teams of our people smaller teams that will be working on the specific needs that one campus may have identified versus another i had a great meeting just the other day with the leadership team from coronado elementary and we outlined really a year's worth of professional development contributions that we'll be making in partnership with their teacher leaders as well as their administrative team and so again trying to strike that balance between it's not just something that comes from the district or it's not just that the schools are left to fend for themselves but that we're listening as well as providing can you dr can you clarify you said you sent the survey to leadership team to to the principles of each just the principles so did it didn't go it didn't hit the staff for their input or just adjust the principal's response that just went to the principles for their response what we have is with our instructional coaches they've also been gathering their information because they're the ones working closely with the teachers throughout the year and in identifying their needs as well and so all of that's been factored in to kind of these these kind of ideas around student engagement which is something that really comes up a great deal from our teachers uh just on our day-to-day interactions uh strategic approaches not just uh interesting lessons that are great but then what do you do after that but rather how can you have ongoing meaningful dialogues with students so that they can develop those bigger 21st century skills that we talk about you mentioned a survey before so has has a survey similar to that gone out to all staff members so that you can not yet or is it in the future is there a plan for something no i don't have any plans at this point to do that but certainly it would be an idea to take under advisement absolutely they did it in the school district i work and it was nice to to put in specifics of just what personally what we'd like to focus on and then as our plc you know as as a department chair just listening in of information or seeing weaknesses or strengths um it just really not that that we ever got what we asked for um but it was just nice to say hey you know this is definitely areas that we could see we could use some growth or just reinforcement and thank you vice president anderson i i think that's wonderful i think we've again probably done that more casually and it's something that we need to formalize just like we talked about the feedback because i do know that our coaches spend a great deal of time that's partly why they're in classrooms while folks are teaching as well is to try to help see those things and have those conversations but to go ahead and formalize the data gathering process i think there would be value in that so thank you i i see your point mrs anderson and then i also see the other side of that is when you get so many so much feedback if you can't um reach everybody's needs then there's that disappointment from our end that well you sent me a survey but then you didn't do what i asked so i see that there's that tension that we um so like you say sitting having those coaches sit with those teachers and listen in on their plc's even and getting that information that feedback and going to your principles and saying you know this this pd whatever so i think that there's that tension of both sides and i could see why it could be helpful and i could see how it could like overwhelm to both sides if it's communicated well and they communicated well it when it was sent to us as hey we're not saying it's going to happen we're just we just want to get a collective like if there's one thing that screams out that then hey then that's an area that we need to hit but i i understand what you're saying no yeah when you're asking for help and the help doesn't come absolutely but if you communicate it well i think it can be thank you thank you president kayla you know one of the ways that i think that we did do a something like that again not quite as formalized as what you mentioned uh vice president anderson but was that pre-surveying of teachers before we had the two campuses come together for both middle schools and for the high schools and i know that was something particularly our math and ela folks did as well as social studies and science where they would basically give folks choice and say here are the things that we think based on our observations and what we've heard from those sitting in in meetings you've identified what are your priorities from here and that helps the instructional coach that developer kind of focus in on that the other thing is uh our folks have done a fantastic job using choice boards and those kinds of things and so while that's not quite a survey it still is giving those folks the opportunity to hone in on maybe a set of skills that are more tailored to what they need so not quite to that point but also not ignoring uh teacher input completely either so i think that's something that will be an area that we can definitely grow on i appreciate the suggestion i appreciate all the input and i just know that even in this last you know since you've joined us it's such an improvement so um it you know yeah we want it all perfect right away but that's not how this works but i'm i'm grateful for these steps towards um really making pd valuable to every person in some way so thank you thank you president kayla i appreciate that so this kind of leads us to our next steps what is it that we're wanting to do moving forward uh the first thing is we want to continue to carry out uh this professional development plan it's based on on research people have spoken these are the areas that there are needs we're going to go ahead and continue to pursue those and again specifically continuation of plc student engagement and our mtss multi-tiered systems of support we also want to continue to develop that timely and responsive professional development when a group of teachers or a principal contacts our office we want to be able to develop and deliver effective professional development for them when they need it and to be out in front with that and i'm really proud of what we were able to accomplish this year and i know that's work that we want to continue on with that we certainly want to align all of our future professional development to our strategic plan that's one of those things that we model with each other when we develop things but we also want to make sure that we're being overt and identifying where we're aligned to that strategic plan and then lastly as the primary researcher on the stakeholder events that went with that strategic plan i've had an opportunity to hear from students and parents via the data collection and we want to incorporate the types of suggestions that folks made as far as areas where they could see improvement or things that we should capitalize on and when appropriate and possible we want to develop professional development experiences that incorporate a lot of the things that we were able to learn from that process of data gathering and so this will be kind of our our mission for the year as we go yes stating our strategic plan and getting that out to our teachers is um definitely part of our plan so thank you for carrying that out any other comments or questions mrs anderson go ahead sorry um first of all i just want to put out a formal thank you to the teachers that mentor and also give the trainings i just want to make sure that they're recognized and thank you to everything that you have done to make this a more sophisticated approach to training teachers um i just wanted to call out you know as a teacher we get real excited about the trainings and we are eager to learn that's why we teach for a lot of reasons or some of the reasons but it does get to a point in the year where you're exhausted and it's another pd and um you would really much rather have that time to re if you even wanted to say it just reflect on the implementation of what you've learned or even just to grade and work with colleagues so um i guess what i'm leading to is so tell me understand are you giving pds every we or every time you have an early release or late start is that always pd or do you allow for time to reflect on that and to talk about the implementation and everything else the schedule that's been created essentially our office is one day of the month of those uh early release wednesdays late start wednesdays and the rest belongs to the uh the schools so it's for plc time or it's for school directed and and that can be as they choose uh and and what they can do we do really work hard to make sure that we're never being tone deaf to kind of the time of year as well as the the needs of teachers again it doesn't work to force an idea to anyone we want to make sure that what we're bringing is what someone really needs go back to that idea of the answer to a question or solution to a problem if that need is really about reflection then we want to help facilitate that too so we really try to strike that balance of ideas that we have and needs that are identified and never never hit the wrong note and force something onto someone at a time when it doesn't work dr tree um you were mentioning the schedule for middle school do we also take one because they only get two correct so do we also take one as the district yes for the full is it two hours they get a little longer right doesn't matter okay i'm like trying to remember the whole schedules um and they get a little longer do we take the whole two hours that they get no okay we we balance that with uh the the site leadership too and so again no professional development is effective when you just kind of pound and pound away with somebody so we try to stay very nimble with that and work in partnership again with the building it's the same type of thing when we instruct students of any level adult learners work the same way it needs to be varied and it needs to be responsive uh and so we we don't go all the way through like that we don't take the whole two hours from middle school we'll maybe take an hour for district needs and then right okay great just want to make sure that they still get the same level of pd that everyone else gets even though theirs are broken up into two a month where other schools get four a month thank you for answering that all right thank you dr treat we see your name everywhere and so we appreciate you very much all right we're going to go on to a policy revision update and this is an information item but it's going to come to us in a few moments for an action item this is straight from our asba is there anything that you'd like to add dr foley president keller members of the board these are two again as you told you were working through those policy briefs that come out of asba we review them this one these are both as copyrighted meaning that we are just updating it to reflect what asba's reflection was on that all of these things are things to some extent that are connected directly to state statute obviously we want to make sure that our policies are the most up-to-date so we're working through this and that's what we have right now for this for tonight to consider thank you um regarding policy ihamd the instruction and training and suicide prevention uh first i'll jump to the bottom um it has the cross reference for ikf the graduation requirements i'm just curious why that policy is in relation to instruction and training and suicide prevention i read through that policy and i couldn't quite make the connection but i'm not sure maybe i'm missing something and that's something we can address later i'm sorry i didn't bring this to you further as knee deep and other things but um i don't know that's something to look at president kayla mrs anderson what we can do is if you would like us to bring it back instead of approving it not tonight we can pull it off of the the component and look at that and bring it back is what we can do is review why sba had that like that remember this one talks about the what was new or changed in this one didn't was the identification of student identification cards um i am not sure why the reference of the requirements was down there it was it was part of the copyrighted asba component okay um so we can if you'd prefer to pull it we can bring it back with additional information for the next one um again as you know we've been working hard on the compliance of all of our policies i'll do whatever i just didn't know if i missed something just why a graduation requirement policy would be stated on this policy um but i also had another question about the policy i do believe though that that was um that's been a policy for the last i at least two years um that i'm trying to remember from my uh graduates but they did take um there was a class offered to them we'll have to look back if we we can pull it that's no problem in my mind if we want to pull it and look it back at when that went into um play in this policy because it's not new i don't think but if you read it um which which statement at the very bottom language ikf it just says school districts shall provide training and suicide awareness and prevention for school guidance counselors teachers principals and other school personnel who work with pupils in grades 6 through 12 each person who is required to obtain training shall complete that training at least once every three years i think it has to do with the identification card the the graduation requirement yeah i think that actually sorry my mic's not working or we have too many phones go ahead i believe it has to do with um the student identification card that's why that it's up there but i could be wrong and i do remember something being offered pre-covered like president kaler mentioned yeah this was a this was part of bills that were going into the state legislature and i know that there was um so many talks on suicide at the state there were bills being passed and i don't know if this is why they tucked this one into this policy particularly but it was um it was a you know four or five years ago we had a plethora of suicides and they they did start going to the state and asking for more training and things like that so i i'm not quite sure how it ended up here but i know it was it may have also been talked about at law conference that's where i'm remembering it back to dr foley could you help me yep we were connected yeah president kaler um board member wilson correct that was one of the conversations that they had at our law conference is that this was a component most of us have actually already done this component this has been on our cards for a long time pretty much this is just updating the policy to reflect that i i there's we found no concern with the policy or the implementation of it that's there because we've been doing that to maintain compliance for a while i think the question about is exactly how is it craft cross-reference to the graduation requirements um that is the component that i i don't know right off hand i have that other policy open the ikf and i'm not seeing anything can i say it sure i mean you can bring it up if you have your agenda i'm just thinking no i'm it on your thing but you're looking to see it but i don't see anything listed regarding instruction and training and suicide prevention as far as the graduation requirement it talks about a lot of the other features unless we need to update that policy um maybe it's that here chasing the policy and it is the statute of the updating and policy again this is one of the things that this is for discussion and that's why we put it like this but with what we can do is preparation for the next meeting provide and look into those answers and bring it back so that way you don't approve that this this evening if you don't want to approve that one um are there any questions specifically with any of the other ones with the expulsion as well did you have to i'm happy to um i'm happy to pull it off our action item for tonight perfect and then um bring that back for further discussion so we could compare any discussion on any of the policies that we'll do is take that information policy committee we'll meet and look at this we'll provide updates for you so that you can kind of read about it ahead of time and then we can discuss it again in the next session to determine if we're comfortable uh passing them or not are you comfortable with that mrs wilson anderson i'm looking at her i'm talking to you are you are you comfortable with that i'd rather be correct and you know take some time than pass it tonight and then come back okay um also regarding that policy if it's okay if i keep them keep going did you need to speak um if you i know we just added on about the student identification cards but reading this one now what was previously passed it says the training prescribed above must use evidence-based training materials not just curious who determines what the materials are and where they come from uh president kaler board member anderson that that is one of the things that james walker has been working on substantially and we're working out on all of that training that's also going to be part of that vector group the state actually identifies what you can and cannot use and you select from that what you can use and what you will use and hence that's one of the things we've done and it'll be part of common to the conversations that we share with you in our our information sessions next a month when we talk about our healthy higley initiatives as well as some of those additional safety and security measures that we've been working on this year this is one of the things we're actually really proud of that we've highlighted the work that the team has done in outlining our protocols and our processes and our documentation to create more comprehensive resources than we have ever had so this is something we actually look at as something as a system we've done very very well and worked on hard this year um in alignment to this policy so while the policy is this big there's this much work behind it and a lot of work has been done so i believe uh president kailer and i both attended the suicide training at one point in our tenure as a board member i'm like i believe we have been to some sort of suicide training and i'm uh mrs morgan and miss mr walker working on a more comprehensive uh suicide prevention program everything is going to be in that wellness and wellness initiative it was supposed to be tonight but we have postponed that due to some illness um but um you know we we this is still a very sensitive subject correct um i heard about um you know a couple towards the end of the year at just one high school and it was really difficult so this is still happening in our community this is still happening with our youth they're facing it and so anything that we can do to support suicide i'm of course all in so we will [Music] do i need to move to remove that from the agenda later or we just how do we do that mrs you won't second it you want a second you won't you won't i will just we won't second it okay so yeah go ahead mrs anderson this one shouldn't need should not need to be removed i was just questioning why things occurred and in here that's all okay um so sorry uh my first question is um in the very beginning there was a like the first statement i believe i printed and i'm not seeing the strikethroughs but there's a strikethrough on this link thank you the language very first sentence a recommendation to expel maybe i did the wrong one uh shall be and it's strike through through the principle and forwarded to um the superintendent so i'm just curious what the i'm using for that the strikethrough was was what we do is we sort of show you what was taken out from what was previously there right but why remove that part i guess um in order to keep it copyright right we didn't we decided to keep it copy written when we read it we felt that it didn't add to it and we wanted it to maintain its copyrighted form because of how actually litigious and connected this one is to some of the updates that came out of the legislature and hence one of the reasons why we wanted to make sure it was updated um so what we did was struck through what um was being removed from so that you can see blue was what was added right red was what was struck through and as we are presenting it we are presenting it as keeping it comp as a copyright um to what aspa provided okay that's why and then the second strike through that and so i guess if you're striking through to keep it copyright correct there's a strike through on f8 the copies of potential exhibits to the extent available so that that references to um a copy this letter will remain on fire file and the letter should contain so this is a formal letter to the responsible parent or guardian and then that that part's left out the potential exhibit and and one of the reasons why is if you look at number nine it kind of addresses it so it kind of duplicated it a little bit so i think the thought was keeping it copyrighted allotted to we would have to remove the copyright if we left it that way and we felt it was addressed in the updates that were there and the recommendation was and as we've seen with most uh districts who've had this conversation they also kept in the copyrighted form okay i i just read i took exhibits as being like maybe um black and better word evidence or things that came through on the investigation or if it seems like we're still going to do that in nine okay it copies of the policy copies of this policy unless provided in connection with the same infraction so i just i read those as just being two different artifacts but if you're telling me that nine includes the exhibits or just whatever would be help the parents understand what's happening right for the decisions made i just wanna make sure that that's not left out that the parents are not are not receiving things that help them better understand correct okay no okay no thank you okay information item next up we are going to go on to our information item and the updated sr3 spending plan and this is going to be submitted or presented by mr moore good evening again president taylor members of the board uh tonight i will present the scheduled six-month update of our sr3 spending plan uh this will include some slight adjustments to the original plan and as a reminder the governing board doesn't approve this plan but it is presented publicly in a public forum and we have this plan originally as long as these revisions that you'll see tonight um all took the work of the sr-3 committee so it was not one person making these decisions as you as a reminder that original plan had numerous stakeholder input in terms of our community our teachers and even students involved so um the work is still being run through our committee and that update is required every six months by ade so that is what i'll present tonight so as a reminder esther 3 was the final covered relief spending plan uh it was a part of the american rescue plan approved on march 11 2021.

thoughts to item number 12 discussion 2022 legislative recap [Applause] [Music] [Applause] all those in favor from thank you so much ryan you have that thing working all right thank you so much agenda so you're welcome to stay around i appreciate that maybe i'll log in on the way home i appreciate it um so my name is ryan bingham many of you seen me we did a zoom um during the beginning of session so this is me in person not in a box uh you met zach dendis who joined our firm in november who's been my partner in crime on all things danbury this session first and foremost we thank you for your confidence in us uh to utilize us we've had a great opportunity to work with john and michael your team and kevin to try to advocate on your behalf share information as we see it and try to be an effective communicator not just with your legislative delegation but the broader legislators as a whole in the specific committees that that are you know trying to pursue action on things that could affect as broad as the budget as we'll go over but the smaller the more minute educational policy so um you know just briefly this was a short session uh you wouldn't know it because it feels like a marathon when you're inside the building but uh it started in february it ended may 4th at midnight it is technically not a budget session and we'll get to sort of why that became problematic this year but there is a budget that gets passed there's an intern budget and there was a lot of activity on that this year one of our major priorities was and has been to escalate the transition for ecs funding to the city of danbury you know the target's out there um we've pushed hard and i think through your advocacy through the advocacy of your legislative delegation um and uh in a lot of the districts in your sort of cohort um it it got a lot of traction this year to the point where um you know we really thought that it had a really great chance of passing and ultimately what ended up being the sort of dagger to its passage was because it was short of this interim budget period that none of the we'll say out year proposals not dealing with this year next year's budget but out year proposals all of them including the escalation of ecs were shelved for consideration this year and reconsideration for next year and i think that i'm sort of getting ahead of myself but in preparation for that long budget session in january of 2023 um i think we should all be sort of keeping our eye on the prize there um their momentum is has been great a lot of people talking about it kevin came up to the capitol with mayor esposito during a probably the highest attended press conference of the year at the capitol and there are many so i think with the pressure continue the pressure there because it's such an incredible amount of money for the district um so i'll let zach fill in the blanks on the budget side and then i'll hit some other highlights and we'll move on yeah thank you again for for having us um my mom cut her teeth in the border bed in a different town many years ago and you guys are the unsung heroes so thank you guys for for everything you're doing and for having us i think as ryan alluded to having the superintendent having the mayor up at the capitol was huge i think this is not only an issue on the ecs side that really a lot of groups wanted to see but a lot of delegation members from a lot of the major cities really pushed for they were very disappointed to see that it wasn't included in the budget as ryan mentioned earlier but it is something that you know is hopefully going to be a topic of conversation the governor during this short session really pushed for a certain set of things to be included in the budget and a lot of things as brian mentioned we're not we're not there but that isn't to be said that next time around they're going to address especially the dcs escalation but also a lot of work around hvac and air purification inside of schools technology around that as well we worked immensely closely with with your delegation but also with a lot of the teachers unions folks like that um as well as the hartford delegation and other cities as well to try and push the needle forward a little bit on this and like i mentioned i think there was a sense at the capitol that with the short session no excuse but with a short session and trying to push a budget through that there were some priorities that were going to be taken care of next year so that is kind of where that stands with the ecs funding the a lot of the things that were passed in the budget this year as you guys have probably read on the news times and all the wonderful papers that you have are related to tax cuts as in an election year you're going to see a lot of mill rate demo rates being addressed car taxes things like that that's really what had to be paid for in the budget and the use of arpa funds for those types of things kind of is not necessarily allowed so they had to make the cuts where they felt was necessary and unfortunately when it comes to new spending that gets impacted as well so in the packet that we i believe passed out and left here you'll see essentially our bill tracking report for the session which talks a lot about not only the car tax rates but also and i'll leave our cards here if you guys have any questions about this call us we could go for a long time here but we won't it goes through a lot of what happened with the budget the recommendations but also what's going to be happening with the implementer budget it talks about property revaluations it talks about like i said the car tax and at the end something that john and i worked on a lot with ryan as well of this document you'll see the town by town runs for the finance pieces of it all so if you have any questions or any concerns around those things we'll leave our cards give us a shout it's a lot of numbers i've picked just the damn very obvious numbers here but if you want to go through other kind of what other folks got in terms of comparison please go give us a call and we can talk a little bit more about it and i think we're very happy to to take a few questions if time was for that just a couple other quick ones i just want to say quickly that they brought the package when they walked in so i handed them to olga they'll be ready for you guys and then we do have another document that we share um to the team here on fridays during session which is the tracking reports another 13 pages they're click little clickable links um so you can see sort of where bills went what happened to the past things so um again we've got as much information as you want ready but um just quickly you know on the positive note you know obviously one congratulations on the career academy referendum passage your delegation did a phenomenal job carrying board changes in language carrying forward the 80 reimbursement for this wonderful career academy that you have for coming and specifically and i don't like you know sort of playing the politics there's somebody that i really need to thank and you see him for his service who's not running and will be a loss david r conte was [Music] really instrumental in a lot of the school construction funding over the years not just this career academy but high school innovations and you name it and he's been really useful for us because he's 100 for danbury for public schools in danbury and uh we're going to miss him for sure um but whatever happens in november in terms of the election they're confident that that person or those people who take the mantle and do a fine job but it would be you'd be remiss not to to thank him for for always being there willing to pick up the phone on behalf of the danbury public schools so with that said just two quick other items one as we mentioned next session is critically important to your biennial budget pushing forward for the ecs escalation as the ability for more people to be in the building becomes more where more people come into the building more often what we didn't do this year because of restrictions on the public's access was we didn't do danbury day and you may think you know maybe it's not you know relevant or meaningful it is and i know that since you know we've started working with the danbury board of ed to to bring up some of the great things that you're doing here in the public school system um to have your local chamber come up and talk about all the things that danbury's is doing is so impactful to people because sometimes they get in such a narrow lane focus to be able to meet you to see the hat or mascot and eat some local fare it's um you know it's pretty impactful for an opportunity for all of you to lobby for yourself so so i commit to you that um that we want to do damn every day we're gonna pay for um you know maybe one or two board members to help us organize that um it's a future you problem i know there's some very current you problems um but we think it's a pretty useful activity and we want to make it a big splash as a return and then the second thing that we're going to do an off session is work on with your administration the opportunity for federal dollars so you know obviously you've heard about this federal infrastructure fund but there's also investments in clean air and hvac from the state there's money from the federal government on that so as we get into the summer months we'll be working with michael kevin and john on accessing those in fact i called your former mayor mark bauman who's now the fisheries and the czar of the infrastructure fund on the way over here and i said i'm going to drop your name because we're going to be working on getting some money into the district from the federal dollars instead absolutely 100 committed so so those are the sort of things that we're doing as next steps um because we certainly think there's opportunities to help you know at least deal with some of the budget constraints that you have so that's sort of our pitch and update um you know we're obviously very easy to reach um on a dime so you know we'll sort of leave you with uh an opportunity to follow up on anything that we've provided if you have anything now or in the future please don't hesitate ryan the last time we talked exactly last time we talked there was some movement on the government governor's initiative around providing support for districts under the sel work and i'm just wondering what does that mean for districts more specifically what might that mean y'all follow up with me on that [Music] is it too early to start being attentive to certain deals that would be given additional [Music] we're not at that point yet because anything that didn't pass as of may 4th at midnight 2022 is dead and so in january when session starts in 2023 all the new bills start getting filed but there's a time between probably november election in january where we really want to get together with the you know we'll know at least one new delegation member talk about the priorities and see if they'll introduce bills that might be specific to danbury so i think we'll end up having to work on our uh legislative priorities earlier so that you know we sort of can retrain and train new foundation members to to make sure everybody's sort of up to speed yeah i'm sure question it's my understanding there's a bill on its way to the senate which will give 16 billion for school securities is there any way to influence that at all zach's our federal guy he worked in congress for 10 years for one of our senators so thank you for your service i'll let uh take that one so yes um basically all that money i worked for senator murphy for about 10 years five of which were in dc and a lot of that money is has to be appropriated so that bill still has to pass and we're knocking on wood uh because as you know i'm biased i guess he introduced it so former boss um but yes there will be money that you can leverage especially for larger school districts it's it's key to kind of know that that money is going to go to the state so you know having delegation members briefed on on how that works is going to be important and we can certainly handle that piece of it so short answer yes long answer hopefully by friday we'll know more well i suppose the answer i was looking for is service your influence to influence that body of government to pass that do you yeah i think you have the support of your congressional delegation at this point as far as i know yeah every every um every house member has mentioned in the state of connecticut um that they would be supporting that bill senator murphy introduced it and senator blumenthal is a co-sponsor of it so not only would it provide a lot of other things related to school security but a significant bump up in mental health support and kind of general school funding thank you questions thank you both so much for coming in we appreciate it thank you thank you you our budget strategy presentation so i just want to share with you for one in your packet you have a copy of the this friday the great thing about posting presentations prior to the meeting is that a lot of feedback and with that feedback has required a couple of updates to the slides so that's what's coming around now their minor revision but nonetheless [Music] typically i move when we do presentations if it's easier to turn it off that's fine like the moonlight i will get started so good evening everyone happy to see we also have some folks from the community in the audience one i feel like it was very important before the year closed out that we planted the seed for our legendary needs to put a 22-23 school and when we made our presentation budget presentations i was saying last year this past school year particularly over the last couple of months as part of our 152 million dollar ask i was continue to be asked well what happens if what happens if you don't get your full ask what does that mean for programming what does that mean for physicians and frankly i was reluctant to share publicly what that meant number one because we as a set as a team we had not gone through the exercise of walking through what that might be two i did not want to create an alarm for my staff and we have a mad exodus out of this school district as a result of some realities we've been faced with however is our original plan of spreading our essay 2 and sa-3 grants over a three-year period the 11 million dollar gap meaning the 152 million dollar ask and a 141 million dollar that's been authorized we have to find ways to close that gap and that's 11 million and so the strategy we are looking to implement is one that will accelerate the spin down of the eso grant and instead of that being spread out over a message three being spread out over three years that now means we will spread it out over two in summary that means the cliff is in front of us this time next year will be the last year of the expiration of all three at that time of our relief monies period part of the reasons why we feel like it's critically important that we escalated in this fashion is one we as we try to provide provide relief for kids this school year we were faced with some unforeseen challenges staffing challenges due to shortages staffing challenges due to coping and just staffing challenges period meaning the additional positions that we invested in with the relief monies student support specialist i.e interventionists those folks were used to cover classrooms as were our coaches who typically support new teachers disrequired were instead deployed to cover classes because we just did not have a choice the little girl who's on the front page of this presentation in many ways is representative of danbury public schools so this little girl who calls her fourth grader at one of our biggest schools in the district with daniel and we're gonna say she's in the fourth grade because she looks like she is and as a fourth grade student our class size is typically within class guidelines 24 in the classroom in third grade that's right in fourth grade and in a typical classroom in danbury particularly our bigger elementary schools their 24 students in the classroom approximately four students with an iep 10 students that require some type of tier 3 intervention support because they're not reading at grade level we may have five students who require english language support and frankly not every classroom in this new school has a new teacher but it's very likely that there is a teacher with first-year second year or third year new teacher in this building all of those teachers require new teacher support particularly given the fact particularly given the fact that those new teachers have not been in school our second and third year teachers have not been in a school building full-time until this year so we've had a workforce that is does not have the typical training of our workforce in the past which is which means our coaches have a very different work ahead of them this year particularly this is kind of what we call this little door ariella by the way and just want to talk about this idea a little bit more because right now arielle is classroom day she will go to specialist class of what we call in district and so she goes to a rotation of art music and pe which we used to publish in and and so that's certainly part of that rotation also ariel gets an opportunity and her classmates to go to um library media classroom as well so that's part of her experience but what she will also notice in her classroom as a cooperator is that maybe 10 students who leave the classroom for english language support because those students are learning the language and so there has to be a certified staff member waiting there we have four students and again this is a typical classroom in denver public schools we're going to be at least four students with an iep that requires some type of service some students may have a service pushed in some students might have to push out will be pulled out and some students may get services pulled out some at some point and then we may have eight to ten students but in this case ten students who are not reading at grade level and so we have a tier three interventionist teacher who's waiting to pull the students out at a certain time of the school schedule to provide tier 3 support and when i see tier 3 and someone intentionally sitting down with students helping them learn how to read so that they don't become a special ed student which requires a greater investment in becoming specialized critical strategies ariel right now is a fourth grader certainly in what we are seeing as critical staffing that's needed in all of our buildings with no flexibility on support and for english language students for our special ed students or our tier three students all required services that we have to provide for kids certainly our classrooms when students go to specials we have to provide those because our staff our teachers by contract or to get prep time and lunch time and when our kids go to specials our contracted staff this is where they get prep times i'm just talking elementary right now however when ariela goes to middle school the services look similar although the classes there is certainly a more robust class offering course offer and then when she goes to high school she will be faced with a schedule at the damn very career academy that is robust in his offerings which we're all very excited about if you've been in danbury for just a little while you know that we pride ourselves in the fact that we can offer a comprehensive list of offerings for kids from ap in every content disciplinary you can think of the same is true of honors courses and the same is true of our regular courses or college prep courses we don't want to compromise that experience very well the required services i just talked about the other ones are optional and as we go through this presentation i cannot impress upon the board and our community enough that just the basic services that we have provided and enjoyed in this district are are at a point right now we can be compromising just the basic services we have provided in this school community for a long time and so this school year meaning 2021 we had an opportunity to reopen our school buildings and we're very excited about that and quite frankly very proud of what we've done this year i had an opportunity to meet with our administrators today sent a letter to all of our district staff this past week thanking everyone thanking our families thanking our staff and thanking our administrators we've needed everyone's help to open up this school district safely and successful we felt we feel very good about what we've done very good however what we've learned this year is that the supports needed for kids are greater than they have ever been the reports needed the supports needed for kids are greater than they ever have and i think this board has heard enough from our families and our staff i think we've heard quite a bit what that reality has looked like in the schools in the attach i had included a letter to the board and also included a letter to the greater community i do not have it shared in this presentation however the presentation pretty much encompasses and so this slide that's called funding sources city plus state plus federal plus sr it was important to me important for us to find a way to share with the board and share with the community provide a little bit better understanding of where we are as a district in terms of our financial state and what i did not do this year which will change in next year starting tonight and that is being as transparent as possible of our budget in our financial situation as part of our budget process we have talked a lot about our operation budget and i and i think gave detail in significant detail because that's where our focus was trying to advocate for all monies in our operational budget however it was important for us in this presentation to talk about the other funding streams because we believe there's a perception we want to acknowledge it that there's a perception that you have extra money and so this presentation is designed to speak to the idea of having extra money and where these additional funding streams quite frankly how we've leaned on these additional funding streams for years and i don't think the community really understood how we've been doing this for years this is not new for me as your superintendent your new superintendent this is something we've been doing for years and and we're just at a critical stage right now where there is no more room to ask a question so i'm almost funded sources and i agree with you understanding where it comes from on you guys i was back on past the budget i mean when you get to those basic services i mean based on past history and you really think the city was going to give us 11 dollars exactly what but i mean they've never had a history of the school took on a um longer i mean so to your point what like in some community i mean how do we inform people i mean we have budget meetings and workshops we can get 75 people and most of their politicians you know chicken things just can't i mean it's just i mean we have to this let people know i look this this is johnson who is your co-taught in your cultural kids class who hasn't i mean she's not gonna be there anymore i mean i don't know i mean i understand i understand why we don't do all that stuff but it's just i think that's what we're doing here yeah so so i mean i agree with you but i also think our obligation is a decision about what is a lot of us you know our due diligence is putting together a budget that supports our schools and making sure that we put that forward to the city right you know um you know i think what mr wilson was trying to do here is that he's breaking down in that transparent way that we may be having to do it so let's keep getting into it sorry oh you know that's my highest no i understand um so and and i want to and i'll circle that with your questions about um did i think about the 11 million because we will need more next year um and as a as a community we will have to make some decisions on what's important to us and i think it will be perfectly clear to the school community if we don't make the right decisions um that it will be even more clear when we get to the end of the 20 years so i opened on this one earlier and we had proposed initially a 152 million dollar budget to your question route um we've authorized 141 million dollars which leaves us with an 11 million dollar gap and let me be clear the fact that we had four million this year is in my eyes progress given my short time in this instrument um but we need more four million dollars covers salaries and benefits with just the staff that we here have with step movement for all of our staff that's with the 4 million dollars that is not acknowledging one additional kid in the school district oh by the way we've had a couple of hundred just in one year not to mention it two years prior in which we got less than four million and so that's what's happening and so we've used alliance we've used title one title two type of three title iv to cover those differences there is no more and by the way while every other district in the state of connecticut has gotten some type of relief money their enrollment has been flatlined even as cities have had flatline movement milwaukee stanford has experienced also some enrollment growth but even the big districts have not gotten the vote that we've received our monies are going away those monies will go away but they're not experiencing the same enrollment goal we are and without an investment to address that growth we're going to have some problems so next week so what we try to do when you'll there'll be a continued with the cadence will be similar in that we will talk about alliance we'll talk about all the grants and then try to do a visual breakdown of each one the 141 million this is essentially our budget book revised 152 million initially saw in your budget book this now reflects the 141 million and this is for the breakdown and i'm sorry the asterisk is at 82 million because in in our presentation we had moved purchased services and i believe john you said that was from paraprofessionals for two years to two years i'm sorry and so we had four million dollars in the purchase services line appropriately we moved that up to salaries because during the 2021 school year prior to ed and john's arrival that those monies were in that line so for the new school year we're moving in to salaries so that's why they asked her but the bottom line 141 but it still stays the same so just wanted to acknowledge that change so this is an update in your presentation in your slide and previously we did not have one of the cost-saving strategies that we implemented this year the first one i want to talk about is we used eso funds to address social distancing district-wide we hired k5 elementary teachers classroom teachers to help spread out class size in our classrooms through attrition meaning resignations retirements we were able to fold in nine of those 11 positions and so which means nine people on this side retired or resigned we had nine people in these extra positions for social distancing they came in they replaced the nine people leaving not only was it cost neutral it was actually at a savings because the folks on this side of the room were a little bit cheaper than clothes this cost difference saved us 500 i'm sorry it was 554 000 and we were able to move make this move um with without impacting class size in our clay pipes classrooms we did however because of enrollment world have to keep two of those positions so we were unable to get rid of all 11 but we were able to um through attrition who nine of them the other two cost-saving strategies like to talk about and that is these are projecting we have more than 40 certified staff members who have announced their attention to retire or resign and we are projecting a savings of close two million dollars and this is through what we call bridge meaning our staff who's leaving at the top of the salary scale your strategy we will look to replace those folks with less experienced staff members which means they will come at a lower autonomic pay scale last but not least but this is a savings we get to realize our hiring has a higher um hiring has to reflect this strategy so we have to be look at every single scrutinize every single hire there are some highers that that are hard to build that are not going to have a choice but the other positions we will have to maintain and stick to stick to the uh to stick to the play and higher people at lower at the bottom this year last but not least we are examining the economics of a retirement incentive plan for teachers typically districts do not see a cost savings in year one and so for the first year probably we're not going to see a savings because any incentive monies would have to be poured into the first year question subsequent years however typically districts do see a savings and so at the very least we feel like we need to do our due diligence to see if there's a savings opportunity across the district with that however comes we need to make sure there's a workforce behind if we create an incentive to incentivize they have to leave we need to make sure we can find teachers so at the same time this analysis needs to improve to make sure there's enough folks ready to become teachers to replace them the next one is alliance budget i think this will allow us to go a little bit faster so our operation budget includes over 1300 staff members our alliance budget we have close to 200 staff members in the line 191 specific of the 19 million dollars that's projected for next year 16 million dollars is in salaries and benefits which leaves us three million dollars for supplies three million dollars for initiatives it's not a lot of money and the 1.3 million that we talked about as a budget driver as an example on this is a place that typica i'm sorry the science of reading bringing in a new reading program that's required by districts this is a place where we had looked to and hope to put those monies and so we're excited about the fact that we're looking to experience a two million dollar increase on alliance next year one million dollars certainly will just go to salaries and benefits just because of set movement and moving up and then of course it's that one million for this initiative that we're hoping is going to cover our scientific reading initiative and then of course on the next page again you'll see a breakdown in a table kind of representative the next one is title grant and this is not one we've talked a lot about publicly in the past i do think it's important one we have what we call title one title two title three and title four these grants those salaries and allocations are very specific and they also just so you know include public non-public schools as required by statute and so when kelly cara and i are planning at the beginning of the year i'll budget how money's going to be deployed we actually have to we're required to also meet with our non-public school peers they meet with them typically to be right here in this room we give them an overview of how these monies by our source of expense and then kind of as their parent district we work with them to provide services and then that happens for every single one of the grants because all of their students also require services and those services and that support comes from us and we use for example type ones to help to help in that regard we also have so you know um and again this is again anticipating um and a bump from i believe 3.7 to 4.4 next year overall grants of the 4.4 million dollars of all the grants collectively 3.3 is dedicated to salaries for 37 staff members these physicians mostly are support positions for schools again this this is not a new strategy these positions have been in there for years probably that they wanted to a couple of more this year because they've become improving operation budget which which leaves a very little bit for supplies but you can see in the screen specifically it's mostly staff funded and then the next slide camera this gives a breakdown and again just kind of a visual presentation and i am happy to go back a very specific question by the end of these slides last but not least and that's other grants and certainly as a district we've talked about on title one before um i think this slide provides even a little bit deeper look into the funding stream that the district receives and that's our ida grant which is specifically for our special needs students priority schools which is connected to alliance just for some more specifics priority schools a little over 1 million has funded since i've been here reaching endeavor and the ace of staff almost in its entirety i think with the exception of the two principles so the entire staff is in this budget typically in districts frankly these are operational items um for us they have been in grants for years magnet school so this is our this is ais elementary school this grant helps us provide funding for it's pretty much a third of their staff and in districts that are able to the magnet monies allow them to do something over and above what your typical comprehensive elementary schools for us it just helps us to cover the cost and in our case it helps us cover the costs as that so that's how we deploy these magnet school monies then school readiness also kind of rounds out of the other grants these grants title up to seven 17.3 million in which 5.8 is dedicated to salaries for 70 staff members we don't have as much in here for staff that's because their grants are specific and these grants would be totally all up a little bit more specific in terms of what we can spend on and how we can spend it so you'll see the additional 7.2 is allocated as necessary equipment improvement supplies and other programs salaries and applications are grant specific great next page and to just round out kind of the cadence that's going on this is the last page of those grants and slides um you'll see the breakdown here so i'd like to go to the summary slides slide 13.

this is dr kathleen kaiser calling the chico unified school board meeting to order we will go into closed session and at six o'clock we will reopen thank you ready i'm sorry okay i'll do it again i'm calling the chico unified board meeting to order we have been in close session there is nothing to report from closed session and with that if you'll join me in the salute to the flag i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you all right so the superintendent's report yes thank you well another year is school years coming to a close and after the oroville dam incident in 2017 the campfire in 2018 two years of covid in 19 and 20 it was really good this past year to have a school year that while not normal by any stretch of the imagination we had our kids back in school full time in person and i'm really proud to report that we had 907 high school graduates that graduated this past june and we had 808 8th graders promote to go into high school next year so we're looking to the future and just wanted to say congratulations to everyone who had students that have made it through or made it to that next milestone so i will keep it short and that concludes the report all right thank you very much so does anyone have announcements i'll just add from my own i did five promotions and graduations and the atmosphere was extremely positive at all of them a bunch of very cheerful students so now it was a very positive thing anybody else okay so items from the floor i just want to review this you have three minutes if someone else has already commented and made in effect the same statement i would encourage you to forego because we have an extremely long agenda we could be here very late so with that the first person i have is michelle items from the floor also there'll be a 30-second warning bell and then the 30 and at the end of your time you'll hear the bell a second time okay i have pride that this district has an immersion program since before i was school age i grew up in a small town outside of chica with a strong population of spanish-only speakers i would notice as a student these classmates being pulled from the classroom to focus on language development i noticed the struggle as a kid i wanted to make friends with all and struggled to communicate with non-english speakers as the only language i knew was english dual immersion schools have four pillars bilingualism and biliteracy high school academic achievement social cultural competence and lastly critical consciousness dual immersion rosedale was built intentionally to establish equity in the chico community my daughter just completed her kindergarten year so this was my first exposure as a parent at rosedale i don't know what rosa was like pre-pandemic and recognized the last two years have been the hardest years for educators it is hard for me to determine and speak to what equity is lacking at roosevelt today what i know is events like this the dismissal of the roselle vice principal and equity leader incites fear and concerns the fourth pillar of dual immersion school is critical consciousness this pillar is important to roosevelt and i would argue all schools critical consciousness focuses on achieving in-depth understanding of the world allowing for the perception and exposure of social and political contradictions critical consciousness helps to grow students and society with tools and awareness to take actions against the impressive elements in one's life as a woman i have used critical consciousness as awareness that i can do more and progress up the corporate ladder i have moved from companies that did not support me as a woman or as a mom for others that do without critical consciousness it would be easy to say that this is just the way of life and to continue the toxic trend equity is meant to build to build and support each individual to give them equal opportunities if we help build each other and each student up we would become better at society i hope to leave everyone today to think and recognize biases that we may have we all have them the key is to be aware so that we do not act on them homeless people in chico are just humans that may that may be luck has not been on their side students from the lbgdq community are students going through difficult self-awareness that doesn't fit into society in today's society easily especially with changes in so many state laws statements that name a virus after a country results in poor treatment of people who may look to be from that country let's be aware of our biases recognize we are all human and show empathy to others i hope we can teach this awareness to our kids so we can all become better as a society thank you all right my next speaker is dr christine lesner am i ready okay um greetings school board i'm a mother and also a professor in public health at chico state i have a phd in health education and i want to say that i appreciate your statements about valuing equity in the school district here is the definition of health equity from the american public health association ap the apha mission is to improve health of the public and achieve equity and health status for all americans to achieve health equity obstacles to health must be removed such as poverty discrimination and their consequences including powerlessness and a lack of access to quality education inequities are created when barriers prevent individuals and communities from accessing these conditions and reaching their full potential inequities differ from health disparities which are differences in health status between people related to their social or demographic factors such as race gender sexual orientation income etc health disparities are one way we can measure our progress towards achieving equity as you can see we measure our progress towards achieving equity through data and looking at differences between groups and the outcomes i would like to read some data from the california healthy kids survey from 2020 2021.

20 to 18 was our ending 100th day count this year for this year's factors we budgeted 2260 next year they sound very conservative based on some growth that we know is going to occur in the lower grades that's that's the projection we try to be as close as possible so when we come back to you in september we may have some numbers to stick in here for student count but we know we have to run until our 100th day 20 25th of february of 23 before we know our final student count with our final final budget but as long as we're close as we limp along districts do get behind a little bit if they aren't checking those student accounts students in the seats in august september october november december by the end of october we should have a pretty good idea of what our student count is and then revise in december and then final revision in may should catch us up so that's where we are right now for our operating fund capital is is good news uh the budget for the current year 1.8 million and ups about 700 000 to 2.6 million for next year and again some variables there just going through this sheet but that's our factors and i think it was four years ago three even up to three years ago if the district owed us 1.1 million for our capital they were paying us 300 000.

um as i alluded to earlier in our budget presentation this is the last uh covert relief funding that we currently have active in the district we have fully expended esther one and esser ii um and so this timeline for spending um estrogen threes from 2021 to 2024 and the plan you'll see tonight as well as the original plan had us going all the way out to 2024. the intended use of this funding is to address the impact of code 19 and the potent pandemic on students educators and families the allowable uses include but not limited to the support the la's ability to continue to provide educational resources address students social emotional and mental health as well as academic needs supporting staff as a component of recruitment and retention efforts so moving to the next slide you'll see the on the left is the original spending plan which was included which included four categories learning loss initiatives support and retained staff school facilities repairs and technology to support instruction and on the right you'll see some of those categories with only adjustments coming to the learning loss and the support and retained staff which i'll cover a little later the important note is that learning loss initiative did have a 20 of um so in the covert relief funding we received approximately 7.8 million and 20 of that was required to be spent in the learning loss category so we are still maintaining that 20 percent with this adjustment so what you'll see here is a part of the original plan as well as some in red expenditures some of those expenditures are over budget what we originally planned and so that is now the new budget going forward to start off we free summer school and tutoring we originally estimated a 400 000 cost per year what we are realizing is far less in terms of actual interest and participation in the summer school program um and so we are revising those expenditures down slightly you'll see i think they're all communication and all our efforts we are still providing free summer school for any credit recovery as well as throughout the year tutoring programs by offering teachers additional supplemental pay to provide those tutoring efforts through esser and so for the next couple fiscal years we'll continue to monitor those expenditures but we've slightly revised down to approximately 725 000 for this category mr moore do we still do tutoring over our breaks in fall break and spring break do we still offer that sorry is that part of this i'm sorry to put you on the spot yeah before fall breaks i i'll have to defer to uh dr foley on that one sorry we can get additional clarification to figure out which funding source we use for that and how they're identified i think we might use title i'm sorry i think we might use title i just don't want to misspeak for this right you're right i'm so sorry that's okay i think it's important to know though every opportunity for tutoring that we we're funding it from this so the funding source yes is coming from esser i'm not privy to some of the opportunities out there um for those tutoring efforts that breaks we have multiple funding sources yeah we'll get that information you need one of the 65 buckets you're not sure which one it comes out of we will confirm thank you moving down the list as you know we counselors have been a big topic in terms of addressing social emotional health of our students and staff and so our additional plan included adding three counselors to service our elementary students it was also to include to add one district lead we were able to fill and hire that position miss morgan and it also added positions that would be grant funded through three years so that alluded to position we would fund those positions for those three fiscal years um i'll defer to ms martin's in a second but some of the issues we're having and why this expenditure budget has been reduced is filling those positions coincidentally every single district is also trying to hire additional counselors with this funding source so with the pool and i'll let ms martin's elaborate a little further but the pool of this group is rather small and so um we've revised this slightly and uh i think ms martin said some more input to that yes thank you mr moore president kayla vice president anderson members of the board um in regards to this specifically as mr moore mentioned we were successfully able to hire the assistant director miss dina morgan and she'd started with us in march but it has been a struggle we have a neighboring school district that's much larger than ours and they're looking at nine plus councillors and their pool has been very difficult too so in working in conversation with miss morgan as well as mr walker what we discussed was what alternative ways could we address this to successfully fill the positions and support what we need to do but do it in a manner that makes the most sense so in conversation with them miss morgan reached out to the arizona department of education and we talked with them about creative pathways and what we were able to do is instead of hiring certified counselors we're going to make them teachers on special assignments and they're actually individuals that are working on the degrees so they're certified teachers that are currently actively engaged in a curricular program to get their school counseling degree and they just have to show us they're continually active in the program to continue to be renewed each year as a result of that we've been able to hire two recently as a result um both of which well one specifically the other one i'm not positive about that's actually within our district but has been working on their degree in this area and they're excited about this opportunity so i think it's a great compromise for us in regards to that especially for those individuals that are internal to us currently in supporting their efforts to continue their certification in other areas of interest i think that's awesome that we're thinking outside the box being that everyone's hiring counselors and it's really hard to find i think it's really cool that we're thinking outside the box and trying to find people yeah i think it's important to know like the purpose of this funding is to address that need and so you know when we realize there's an issue there we try to address it and be proactive and try to make sure that we can provide support to these students and especially our elementary students the last portion of this learning loss category was the 95 phonics core classroom program dr chris street and his his team have we have purchased this product it came in a little higher than what we initially budgeted and they are working on implementing this product to our teachers moving forward the second category support in retaining highly qualified employees we have fully expended the one-time retention stipend that dollar amount represents the individuals who qualified for that based on the criteria up on the board so that came in a little less than estimated so there's slight slavings there that is the final expenditure amount on that as you know the record retention type stipend for next fiscal year will be funded from the plus upgrade which is a state funded grant next pd for teachers and staff we have started some expenditures in that and again that 50 000 will take us all the way through fiscal year 2024.

funding summary city plus state plus federal plus estimate so first go to the next slide the first slide is staffing summary and these are all of our staff members and how we pay for them district-wide and this is certified and not certified and so you'll see the vast majority of our staff is in operation budget close to 200 an alliance 37 entitled 70 staff members and other grants and 155 staff members in the two s grants so i i think it's very important that we emphasize when we receive our first grant in the we 2019-2020 the cares grant in the second half of the year from march until and that was six seven hundred thousand dollars i remember the exact number and then we received we were in receipt of two additional relief monies opera funds which we call hearing district essential free and those the positions that we on that we hired with those monies serve multiple purposes one the physicians help to address social emotional needs in this district psychologists social workers counselors deans of students we hired these physicians under that umbrella of addressing mental health and social emotional leading students anticipating there was going to be a significant need given a pandemic and time kids were out and to the faculty presented after the opponents many nights to our community we also hired 30 plus staff members specifically to address social business and so we needed additional we needed 15 high school staff members dan was close to 30 20 29 30 students at classroom if we have an eight period day plus 15 extra teachers it allow him to get down to a more manageable at that 26 he felt a little bit more comfortable safer that we can socially distance this was a priority when we reviewed our schools in the fall going back how i opened in other school districts the additional staff is socially distancing non-initial non-issue a higher extra staff is social distancing the money goes away you go back to normal because enrollment has not increased dan needs every single one of those positions right now plus by the way in our budget he needs more because the enrollment that we've experienced this year has been heavy middle school in high school so we've been able to through attrition let go of nine teachers at the elementary school those eleven nine of the eleven positions because we've experienced the majority of our enrollment growth six twelve this year we have not been relaxed at the middle school in high school and so the investments we've made with the relief monies are now monies that we just need for loaning growth but we didn't get the additional monies for that employment program and so we have to park it in places where the funding streams are and so you are seeing in that 155 a number of staff members and these are not all certified staff members and certified and non-certified staff members that we we're going to need a significant investment in 23 24 to make sure we're addressed we're ready so this is just a funding summary for the remaining american relief funds the cares act which is the initial one that was shared with districts in 2020 spring of 2020 that expires this june next school year and initially scheduled to expire in june 30th 2023 is esther 2 6 million 404 million sf3 originally we had planned to deploy that disperse that over two more years and given the gap we are looking to move all those monies to next year to 22-20 preschool and i'm almost done enrollment growth plus funding and this next slide this is a little different from what i had shared with you previously that current enrollment is 12 100 in grid this year and in this slide we tried to put together a slide that had enrollment versus funding streams and what you're seeing in 2022 which is the year we're in now is our budget of close to 175 million this year next year because we are holding in all of so3 that's going to be a little closer to 190 million to cover the position that we just previously talked about next year is the year of uncertainty this is assuming um a four billion dollar investment again by the city of danbury and everything else not flatlined increasing gradually like title one of alliance but the gap is significant and this is the gap and this is where it brings us this evening and where we're trying to plant the seed for the coming stone we understand and again going back to perception we understand clearly i think a lot of folks in the community i mean this is typical in school districts any position that is not directly in front of a student districts typically begin to look at the physicians that are not directly in front of kids um if any tough decisions have to be made as a superintendent i'm always going to say we have to start everywhere else first before we go to a classroom however what is important as we begin to as again we're just planting cc's right now and beginning to think about this here we have talked about in my short time in this district talked about danbury public school doing more with us right i think we're proud of the fact that we've done that but i don't think it's clear however is how much more we have done with less certainly we have celebrated the fact that we've had a number of schools at this nation in this district blue ribbon schools in its district that's about growth because our kids no matter where they come in our staff and our principals they take them to the next level but we do more with less and so can we read things and so if you look at public available data and so that's insight for us we were able to find 2021 data which is most recent 2122 data this school year and so when looking at how many students per administrative district-wide not in the school but across the district we have more students per administrator than our comparables and again i have conquerables and i don't had mentioned previously in meetings talking about um a district reference group we've also added an additional district middle town which is not in the dirt group but we tried to find comparable districts for the board to see meridian stanford no more are directly in our comparable groups middletown is outside an actual terrible group for certainly similar population uh as denver public schools the next slide is the number of students per staff and then this one you will see although the slide doesn't seem as significant as the administrator it still means her classroom our teachers are doing a lot more with less but the emphasis i'm trying to place here is cutting just further separates us from our peer groups cutting right so well going back to your question about the 11 million and frankly which is even more next time we ask again cutting anything in this budget just continues to separate us from the same comparable districts that we've been compared to by the state we have done more with less for a long time and i understand that that's a reality of districts but the investments need to be different right now because we have maxed out our funding streams that's where we are ready this next slide is really just reiterating kind of what we talked about already and it's it's really going to require a different kind of investment and in ralph tonight frankly is like day one of trying to have a different conversation a different dialogue with our partners and because this is a city problem right now and i feel like we need folks at the table to help us address this issue that we're about to face and it's the cliff that we've talked about a couple of years ago is upon us sooner that sooner than i really liked it and so ken before you go to the next slide i just wanted to share um and then open it for the discussion anticipated maybe a little um when we are because i again please understand and appreciate your reluctance to talk about what might we lose if but the first thing we are required to provide services for students in this district and so opening up with ariel's class about hey her kids are peers in her classroom some are going because some of those students have an iep services you have to provide english language support we have to provide tier three support we have to provide and then there are supports we just should be providing given our strategies around trying to save us money district-wide and so having coaches to support new teachers because as a strategy we want to bring them in by the way we have a cohort of three years of new teachers in our district because they have not been physically in front of kids right now you know we're trying to add to that very young core of teachers we close the door and we have a principal who's running all over the building of 400 because they don't qualify for the system principle and they're struggling to get in classrooms because they're addressing all the mental health challenges that you've heard so much about and it's the coaches right now that are providing that support plugging in where hey this is the new math curriculum you've heard about in the district this is the new reading program you heard about someone being face to face with helping answer those questions because by the way their graduate program wasn't even in person because they were learning remotely when they graduated these are the people that were put in front of our kids so collectively as a team we begin to look at programs and services that are not required and service that we have to have a discussion about if we're looking for savings and they're not the kind of things i'd like to ever talk about in any district but we have to okay and so the bigger buckets we are we have to provide kindergarten we have to we are not required to provide full day candy park as a superintendent it would be crazy our focus should be paid one and two so that we can change the trajectory of learning in this history that's what we should be pouring in more resources more interventions more coaches but we're not required to provide full day and it could be a significant savings in half day high school electives which is probably i want to say the most but there is a lot of money in a high school schedule again it's because our students our community we enjoy a comprehensive selection of electives for our kids it's what a comprehensive high school should do however we could offer a schedule that looks like the middle school schedule it's fixed in nature you get seven eight classes the schedule is what it is that's what we're required to provide but that's not what a high school experience should look like and so because it doesn't look like that we have the teachers to make sure that we can we have the teachers to make sure that when kids request honors chemistry we have to go back chemistry we do not have to provide honest chemistry and ap chemistry right we want to provide ap chemistry but honestly don't and so we can maximize if we really want to be efficient we can maximize classes and maximize ap maximize our college college prep courses if you don't have these classes because right now we have we just went through an exercise a couple of days ago where we had 60 plus classes that are less than 24 students in the classroom and and so many people would say well you shouldn't buy those classes oh but wait it's it's it's ap chemistry with 18 kids in the classroom who's going to tell a kid you know we don't want you to take ap chemistry we're we're educators of course we're not going to come that class but then we have ap physics with 15 kids in the classroom well if we're trying to be efficient with our money we should not be running ap physics if you want physics you just take regular physics and we max it out at 26 to 28 kids but why would we want to tell the kid they're not going to take ap physics we are educators that's not what we want to do but if we're looking for a significant savings this is when you begin to realize there's significant savings because the middle school schedule is very tight they have a thousand kids we have the staff exactly associated with that number done but in high school we give kids more choice so they have the opportunity to sit with mr miller in his class but we don't offer that class right so it's very structured and but just looking at some of the other offerings so class size certainly we have some range could we maximize more in our k2 which right now is at 22.

when we look at breakdowns of students at chico unified that have considered suicide in seventh and ninth grade asian hispanic and black students range from 15 to 30 percent asian students average at 25 percent white students range from 15 to 16 percent during this time so this is a clear disparity what about the gender breakdown girls range from 20 to 24 percent that have considered suicide while boys range from 7 to 11 percent this is a clear disparity in race and gender students report reports of harassment at school in the past 12 months due to race ethnicity religion gender sexual orientation or disability range from 17 to 23 depending on the grade this number should be zero disparities also existed from these reports from the 2017-18 pre-pandemic so this is not because of the pandemic i would also like to bring your attention to the data from the california school staff survey for chico unified this is mostly teachers all school staff sixty percent believe that racial ethnic conflict among students is a problem eighty-five percent believe that harassment and bullying between students is a problem forty-two percent report needing additional professional development support to work with diverse racial ethnic or cultural groups 35 percent do not believe that school staff examine their own cultural bias through professional development 22 percent do not believe that schools consider closing the racial ethnic achievement gap as a high priority so what what has been done since this report came out is by far not enough and some of it is damaging in some cases so in in fact multiple equity leads have been treated poorly for trying to implement changes with the goal of increasing equity in our district in order to achieve equity at chico unified we need to be data driven but we also need higher administration to get substantial training so that we don't continue to do harm that's actually being done right now thank you okay danielle penne our penie feel free to correct my pronunciation of your last name penny liked the pasta all right yeah madam president board and staff i'd like to address the post that was posted by caitlin dalby it shows someone coloring in the thin blue line flag with the caption next time you see someone who hasn't filled out their diy pride flag help them out by coloring it for them it's nice to be nice when the public became aware of and complained about it caitlyn you chose to defend yourself and attack those who complained about it saying and i quote you all there are people out there outraged at the silly pride flag meme i reposted they think i'm out there coloring on other people's stickers and they're spreading my private post around if in my is if i'm the original creator people in my community have actually been led to believe that i have created this caitlyn when you look at your original post it's exactly what it does it makes us lead to believe that you did post this even you even added it's nice to be nice you continued in your repost after people complained about it that this was not your original post so you showed the reddit post from two years ago um you continued in your repost that um you've where you got this post and then you also said it demonstrates that some people just can't laugh about a silly dumb joke caitlyn instead of apologizing for the misunderstanding of your post that your post caused you shamed those that complained about it you are entitled to your opinion however as a public servant who represents the community you are held to a higher standard i wonder if our school resource officers and the families of police officers who work for chico unified or who have children you represent as a school board member see your post as a dumb and silly joke when i spoke to one police officer's wife who's also an employee of chico unified she asked me to ask you this do you think that those families who this flag represents go to bed at night not knowing if their loved ones will make it home do you think they think that this post was silly and dumb i can only guess what would happen if a board member a staff an employee posted something similar but instead it was the pride flag and the comments were to erase the pride colors and add red white and blue would it still be a dumb silly joke as a public survey you are held to a higher standard you are entitled to your opinions but when you cross the line and post on social media you need to take responsibility and not shame i am asking for a public apology to the officers and the families who protect and defend our employees families and schools in our community thank you [Applause] julie treat hi everyone julie threet member of this community um for me it kind of comes down to this wonderful presentation that um diane olson gave in march of this year it's the special education the development plan and the money and the programs that she's trying to put in place for next year you've got over 1600 kids in this district on special needs plans you've got kids in every single one of your schools all colors all stripes all sizes and shapes and you look at this trend line i mean it's 29.6 million dollars that's needed for the program but look at the trend line this is 2003.

so that's only recently been fully funded so that's tremendous and then there's one that's not on there but if you turn about three pages in uh you've got front and back pages to this to this page that says classroom site fund it's actually probably the fifth page in and the number is 2.4 million it's just right here this budget so that's his classroom site fund at the top that last year or the current year i could say that was about 1.8 million and that's jumped to 2.4 million the state is is recognizing at 1870 for the current year 2022 the state is recognizing with the the consistent healthy increase in sales tax revenues if they kick back that percentage for us and our teacher fund business completely for teachers uh this classroom cycle they don't call it 301 anymore we just call it classroom site fund so correct me if i'm wrong superintendent but i think this year 2122 total pay was 9 000 a teacher full time each teacher received nine thousand dollars correct that all the qualifications correct the next year it's set to go at 10 plus a potential bonus correct we'll go to the board in july for an additional thousand dollars so it could be eleven thousand dollars next year going to teachers out of the classroom site so just a bit of real quick math if we do 120 teachers about like what we have and each one's taking about 10 000 out plus we have to have employer related expenses social security retirement that that 120 teachers 10 000 a piece 1.2 million plus other related expenses about 1.5 million yet our revenues are coming in at 1.8 so that's just really good so until we completely change the plan and we don't know how long these revenues can sustain that tremendous growth right now it's 700 a student back in 2001 when this started it was 272 and they didn't always get that put into the amount into the kitty per student per year and then that ten thousand dollars for each employee could change um once we know for sure what's coming in and kind of look at the carry ford and everything else once that's established so we could always make a mid-year adjustment um uh we i we would do whatever we could got no not go down but we could make an upward adjust adjustment based on the revenues i think that's one thing we've discussed if we might have a nice five or six hundred thousand dollar cash balance but if the fund goes down we want to income average it as long as possible so there's not a steep cliff they go from 9 000 to 7.

transportation incentive stipends mr josh crosby has been successful in filming a few of our bus driver vacancies he still has a long way to go but we are looking far better than we did last fiscal year i'm very optimistic that we can support a lot of the routes this year internally and not have to contract out and so that incentive stipend has helped recruit some individuals next covet leave kind of blew our budget out of the water um i'll let miss martens elaborate a little bit on this uh although we were very nervous it's been a long time ago it wasn't that long ago in which um the board recalls we were struggling with our filling um covered numbers increased quite drastically late winter late to early winter when we're looking at december to february in which we were looking at high uh leave rates in the bigger picture so this is a result of all of that i'm gonna knock on some wood i'm gonna find some wood somewhere and hope that this next school year is going to be different but what's wonderful is that we had an opportunity to be able to do this and continue to do this like many other school districts around us our sun sets june 30th so we'll no longer have a higley covid pay june 30th of 2022 in a number of the school districts that were offering them if they were actually many of them weren't offering them um we'll be sunsetting theirs also as we look to move forward and knock on wood that things uh things don't go quite go the way they did this last spring moving down the list um abm contracted cleaning this is new from the original planned um sr3 spending plan as you know we've had a difficulty hiring custodial staff not only because studio staff but a lot of our support staff and so we had to contract out with abm through a couple of our schools we felt this cleaning not only during the time of covet but also when ms martin's alluded to the heightened um transition rate in terms of december january it was imperative that we kept our schools clean and sanitized and so that expense represents that cost that the district incurred to contract out custodial services for those schools that we did not have coverage for and moving down the list operational support classes we have not expended anything from this category at this time um when we go to re get a reimbursement request or request a reimbursement request from ade at that time then we'll go ahead and expense the allocated percentage that 80 is approved for indirect costs so these are costs related to operating maintaining the grant and all the overhead that a grant like this incurs the next two categories have were not um changed from the original plan there has been some expenditures that have moved around within the category but the overall budget for these categories has not changed um the category of school facilities repairs improvements and additions this was strictly related to the hva system upgrades across the district two notable changes the first one coming in actual cost in the district-wide ems system that has been purchased that came in a little higher budgeted as well as we are still waiting for that to be installed as lead times have extended drastically farther than what we originally anticipated the second cost the chiller for higley high school you'll see that is over 136 000 over budget again when we submitted our proposals and went through the rfp process those costs drastically increased in that short time span in which we had approved this plan and so we're being flexible within the the original budget to address those increases lastly the santan elementary they have a different kind of cooling system they have a they're cooled or functioned by cooling towers and so um the governing board approved on june 8th to cooling towers for santan and that is just a modification that need came up more urgently and so we've made some adjustments with that so again this total budget will not change from 1.5 million we will just make some adjustments to address some of these other areas that we originally plan for within our capital budget lastly the category of technology to support instructional delivery innovation and operations you'll see we've started some expenditures we've purchased the student laptops for additional growth you'll see that on your board agenda tonight that was improved in consent as well as some adobe creative cloud software licenses i know mr pasic and it has work is planning a lot of these initiatives for fiscal 23.
