she's waiting for people that said maybe but have you know kind of thing students that will be participating in that continuing our hiring the schools have been filling positions either they were vacated from people leaving or just retire whatever it might be and then internal movements in the schools so which the principles do so that's going well and uh last week we had secretary training from all the schools we um nellie alfonso and karen karen and and actually our special ed department that participates as well uh just updating people on how to input data into our systems make sure everybody's on the same page make sure everybody understands like the aspen and all of that so we had that last week and and that's kind of it right now just it's normal anything else any questions comment doug just a quick question and thank you for your update dr gifford just a quick question around the curriculum summit piggybacking offer that with the two new positions that we've created um i'd i'm not sure if it's in your thoughts or whatnot is there any plans to re-establish a curriculum advisory committee or some kind of subcommittee that that involves different you know different stakeholders we actually have continued that we haven't used it a lot because it hasn't been a lot to uh like if we purchase books or anything like that miss oliver has worked with those groups but i'm sure mr tebow and miss pavail will really want to dig in and have a nice committee for that sure that'd be great yeah because you know i i'm here in rumblings regarding the the correct me if i'm wrong the purchase of a new lucy calkins program reading program that there i just want to make sure that we are including all voices at the table um at the curriculum table when we're when we're making large investments in curriculum we're talking hundreds of thousands of dollars so i just want to make sure that all all voices um have a have a stakeholder yep and mr tebow's sitting here so he heard it i've already given them another task the first order of businesses we had to uh we have to revise our strategic plan so that's going to be one of our um but yeah we'll we'll make sure that happens yeah that's good thank you anyone else ms white i guess i was just wondering just with that you know again just to go back into that um a little bit as we've talked about the our education around the native american or local history where are we and again since you have the curriculum summit what is the next step i guess now because i know we talked about once we have these folks coming in you know you know i'm i'm really you know curious i know when i ran into mr title bomb he wanted to you know come in and talk to us so i'm so i'm just you know just to you know speak to the community because i think that was the one thing we all agreed what we wanted to see right right we'll definitely be doing that as well i mean they have they have a lot of work to do already but i mean obviously i will be helping um dave mr tattlebaugh did come in and meet me oh we did okay not last week probably the week before and just we chatted about our next steps um he does want to come in at some point and just chat with the committee um a public comment time or whatever and just his thoughts about moving forward from their perspective right so i think once we get started we can put um that topic on the agenda so that he can be able to do that great yeah okay yeah he is gung-ho for sure anybody else kathleen all set was hammer good okay all right actually mike i just i i don't really have um uh any like specifics but i met with miss townsend today and we have secure dates for next year's special apparent advisory council meetings in person our thought is to take a tour around each school each month so that a particular topic relative to a certain age group might hopefully be hosted at a different you know school each month um so more to come on that uh just wanted to share that rich plans for next year already okay sounds good all right port of the chair that's me i guess okay um a couple of things uh number one in all seriousness a special thank you to uh town meeting for their support on our budget and also our capital items that we had there and and such uh it went real quick so yeah that was great it was it was yes it was great you know and again you know maybe that's the way you have to do it sometimes is just concentrate on a set number of articles that you know and nothing that's going to take you know no disrespect a month of sundays to go through type of deal so that was uh that was really a great day and it was good that it got done and we just move on now uh congratulations to all our spring sports that were in the tournament especially the girls lacrosse uh getting all the way to the elite eight i believe i went to that uh burlington game that they had at the stadium that they won in overtime and it was like you know i aged about 20 years and that day i was talking with somebody and it was funny because you have the discussion when you you know watching sports in the games of nip and tuck and you sit there and you go the last one to have the ball is going to win type of deal and it went to overtime they controlled the face off and that was that so that was that was great if you go by the uh middle school on july 4th or july 5th uh don't panic when you see uh two box trucks three tractor trailers six motor coaches and about 150 students working out in the uh in the immemorial stadium uh the cadets from allentown pennsylvania are going to be here for uh that day they're coming in about at the moment they're due in anywhere between midnight and one o'clock on july 4th uh they've got the parade in bristol in the morning and then they've got one in wakefield at night that that they may be going to and then they'll be around uh all day on the fifth practicing up in the stadium and such uh then pulling out on the fifth headed for delaware so they're going to be here so you know you'll hear some music i don't know what official schedules they're going to have but that's what i've heard in my discussions with the uh the travel coordinator so we've got that and the last thing i have uh since we're not meeting until the 25th of july and wonderful little mgl says june 15th i'm assuming you'll have some warrants for us to sign down the line mr kiley between now and then i i will have a date i think it's going to be the 13th yeah um but i'll uh i'll have a date i'll just i'll shoot it in the email swing by so just so everybody's aware all you know the year-end warrants that they have to process and such so all right that being said anything else chris thank you mr chair uh just a few things um i'd just like to throw out there for the committee to consider um one in as well as the administration one i you know i we keep hearing reports from from our wonderful chair regarding the through the years about our marching band what i'd like to see someday is a presentation some kind of presentation on our nationally recognized marching band to see exactly what goes on i'm i'm personally very curious um you know i've been to shows i've been to i hear them at the football from my house practicing as well as at the football games but i i'd love to just to see um if mr if ian um you put together something i'd i'd love to see something sometime next year about what goes into um the marching band yep yeah there was actually one of the students wrote in the uh high school paper she did a really nice article just just as kind of a foreshadowing all about you know everything that the spectrum thank you all about you know the what what the amount of work that these kids put in because it is really it's until you get into it and then when you know it it's just what it's like going into the competition and dating we approve we we approve these things every year i just i i just think it would be nice for them for the community to be made aware of that in addition um one of the other things i'd like to see a set up in a gender setting meeting maybe in august or september um so we can set up some agendas because obviously between the the um the dartmouth indian the native american piece um as well as um just everything that's going on um i think it's important you know we keep talking about the facilities master plan um so i i'd like to see something along the lines so we can set some agenda you want to do that more so as a workshop as a workshop as a workshop you know we can meet at bush street and yeah and do it exactly like we've done right yeah right yeah that's fine i think that would be great yeah um in in addition just so the committee's aware i asked along with dr jenkins that we the budget subcommittee meets uh more regularly so we're looking at having meetings like every other month just so you're aware of just because of we felt with the the whole esser piece in that ledge that we're going to fall off eventually someday um just to be where we're at and provide regular updates to to the budget subcommittee in which you know things that we want to bring to the uh the full committee um you know so just making you aware of that and last but not least one of the things i just i'd just like to ask and just bring to you know i'm sure we've all received everyone's received the email um that we the committee was recently made aware of a medical emergency in the district regarding anaphylaxis and i know that you know certain things we need to work on so i'd like to see that on the the following agenda hopefully in the following agenda it's certainly concerning to me um and and i think we need to have a discussion um in you know and give parents the opportunity to to speak at that meeting regarding allergies and anaphylaxis so um i would just ask that the committee entertain that uh for the next uh agenda you want to do that in july i do i do too yeah i'd like to see it in july if not possible thank you mr chairman anybody else i don't have anything else other than i that workshop i had i i'll do that then some ideas around topics yeah i guess you know i just would like to piggyback on what mr oliver said you know i think there's a couple you know things that you know we did get another email around accessibility and i think it involved more um miscommunications between like a parent you know and possibly staff when it comes to accessible seating but i think it does bring into a question of you know if we have procedures in place are they communicated to the public so i think um you know i'd like to have a conference that added into the conversation of you know talking about our medically fragile children as well as you know thinking about you know is there a place where we can have for someone who's coming to into an event you know on our website frequently asked questions for accessible seating i think that would be a pretty you know if i'm going to the potter school and i'm in a wheelchair is there what would i do like what you know so those kinds of things i think just a conversation about how do we make our facilities more accessible we know that that's a long-range plan for our stadium but that's not something we can do right now so is there signage just you know again just to give folks some guidance because i you know as a parent and graduates i you know after the fact i was able to see that you know looking through that there was something that came out after but it wasn't you know a lot of people weren't aware and so they were out there you know what 10 am sitting outside and you know luckily it wasn't too warm but i think that could have been avoided and they did there was seating available it just you know those folks for whatever reason weren't aware of it so that's that's one thing but again i i want to get back to what mr oliver said i think it's really important that we you know let these you know let this parent come and speak in these um to the um anaphylaxis and and see if we can work together to make our schools a safer and more um equitable place for them that's all i have all right okay all right our next meeting is july 25th at uh 5 p.m that'll be here the chair will entertain a motion to adjourn to executive session uh for an update on negotiations with union personnel and uh not return to open session so moved second move by mr oliver second by mrs white on the motion of any discussion chair hearing none roll call vote please john nunes yes mary wait yes kathleen ameral yes chris oliver yes thank you very much enjoy and happy fourth of july [Music] my

all right welcome to the uh june 27 2022 regular business meeting on board of schools trustees held in public with a start time of 605 this evening if may all rise we'll ask mr hoffman to lead us in pledge allegiance pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all well due to due to some summer activities and uh lack of attendance and students being able to be here this evening i'd like to make a motion that we've we're just going to postpone the accommodations i believe they're all everyone 2.1 2.2 3 and 4 correct sorry we scroll down and 2.5 michael earley is not here that no it's not here um so moved a motion to table the accommodation words 2.1 through 2.5 second motion by mr angel and second by mr hoffman i was in favor signify by saying aye aye opposed motion carries five zeros we'll pick that up sometime in the future four zero yes four zero thank you tom patrons comments we do not have any this evening we move to item four consent agenda dr terrell you know i i did see you here before the meeting i'd like to um we have some some rules can i have you to sign in and then we'll ask you a step to that's okay do you need a pen name address and uh i'd be speaking on and then even though you are the only one here i'll read through the policy for comment thank you so just the guidelines to speak at the meeting the patrons registered comments the board will hear patrons wish to come out comment on educational issues at the regular business meeting of horoscope trustees held in public uh sign signed the sign up sheet provided at the back room prior to start a meeting but um make an exception for that this evening uh when your name is called please come to the podium state your name and address and purpose for speaking the portion of the meeting during which the participating public is vita shall be 20 minutes speakers are referring to speaking on personnel issues so um and student issues mr angel will keep a time for us three minutes per speaker so if you'd like to begin go ahead okay um esther hill 907 seneca drive in crown point and i am just here because i'm inquiring i don't know if they'll be addressed at this meeting or maybe hopefully in july um next month but i know that biden's department of food and nutrition services announced that it will strip money specifically for lunches from schools who don't allow trans students to use the bathroom of their desired gender title ix says the school districts will have to allow transgender boys and girls boys into girls bathrooms locker rooms showers and sleeping quarters in order to keep federal funds for lunchrooms breakfasts and snacks so i am just i mean i know there's with media there's a bunch of false things that go on um i saw this it was concerned with crown point public schools um i am against this and i was just wondering how crown point public schools is going to address this is this going to be changing the 2022-2023 school year and if that can be addressed i would appreciate it if not this meeting next meet yes yes i recognize two genders boys and girls and um i'm very concerned for my daughter who is a first grader next year i'm very concerned for all the children i think this is just a horrible move so and i hope your your board all you members agree with me so thank you thank you for your comments okay so adam for consent agenda dr terrell your consideration this evening we have four point one thank you center and that is both 4.2 and 4.3 4.4 is our appointments by the board for the accompanying bond amounts this is an annual thing that we do each and every year 4.5 the personnel agenda 4.6 meal prices and then 4.7 which is our voucher registered checks as listed thank you dr terrell you heard the consent agenda as presented we have a motion to approve so moved second moved by mr hoffman and seconded by mr smith any questions or comments for dr terrell no i was in favor signify by saying aye aye aye aye i will abstain due to a personal conflict on the personnel agenda this evening opposed that motion does carry 3-0 and mr angel will abstain due to a conflict on a personal agenda this evening moving forward on five action items we have 5.1 disposition of obsolete curriculum materials and property mr hartman thank you mr president this evening again pursuant to the adoption of a new english language arts curriculum and resources we are disposing of language arts uh previous language arts curriculum items uh so that is before you this evening as well as a piano that was uh has been in storage for a number of years at macarthur that i think surfaced and needs to be moved because of construction that's going on there are pictures there and seeking opportunity to uh use the protocols that that might be able to uh maybe have someone take care of or uh maybe donate the piano so we're seeking your approval tonight to dispose of these resources as well as the piano thank you mr hardman you've heard that um excuse me recommendation to approve the dis disposal of elementary curriculum materials listed in property in the most economical manner and the best meets the requirements of any code 5-22-22 and code 20-26-5-4 admission of guidelines 73-10 which may include sale donation redeeming worthless and disposing of it as normal refuse we have a motion to approve so moved second moved by mr angel and second by mr hoffman any questions or comments from mr harbor not always in favor of significant pie by saying i i opposed motion carries 4-0 and 5.2 is the crown point high school resource adoption mr hartman again thank you again mr president uh bring to you this evening the resources at crown point high school that are recommending being adopted these are new materials if you look at the spreadsheet i believe that also notes the the rationale behind each of the resources that are being adopted seeking your approval to adopt those this evening thank you ms harmony you heard the recommendation to approve the crown high school resource adoption they have a motion to approve some move moved by mr hoffman and second by mr smith any questions or comments on the resource adoption mr hartman just for the information the public what is the procedure for adoption of textbooks the procedure for adoption of the textbooks at the at the high school level is headed up by the department uh chair and then there's involvement by members of the department for the uh for the adoption there's a review process that they go through looking at the resources comparing them and then coming up with a determination as to which resource that is necessary in some of the cases because their dual credit courses or dual credit resources we're really waiting for the university to tell us which of the resources that we need to provide for our students so that the students can be able to access the curriculum as well as do well to get the dual credit the college credit uh classes to piggyback off that question um i know there are a lot of questions with textbooks right now and i think it's a good time to discuss this how frequently do we review this list of items is it annually with the department chairs yeah annually there are uh opportunities for um i think for resources to come on in the list that you have before you today you can see that in the language arts department there's some novels that have been adopted for the instruction uh and they're pretty classical classic novels that you can see there when you think when you look at the language arts for dual credit speech again you can see the rationale for that is the university mandate if you go down into the industrial tech place course these are new they're not new courses it's a restructuring of the construction trades and therefore they're bringing we're bringing in the cte resources uh for that that that are new resources and uh really it's to help uh with the transition to the new courses uh that the that we are implementing uh at that point in time it there is a cycle that we go through so for instance like in in elementary school we've gone through a cycle over the last period of years where we've picked up and adopted news we've done a resource review the middle school too i think a few we've been looking at we did mathematics i think it was the last one actually it was science that we did so there's a cycle that we go through as we review those uh those resources the high school pretty much looks at their their resources that are built into the learning management system and then as things change they do start a review and identify what is necessary to be able to curate for the courses that that they have any other questions come all those in favor signify by saying aye aye aye opposed motion carries 4-0 and back to mr hartman for the textbook rental and supply fees for 22-23 cromwell high school and a special education yeah thank you uh the two sheets that i've provided to you are the textbook rental fees recommended for crown point high school and the exceptional education the crown point high school is by course so depending on what courses the students take then those fees are compiled and that becomes the crown point high school tbr for for the year the ella the exceptional education they align to the uh by grade level what the grade level elementary grade level um tbr is so for instance i think it was last month you would you approved the tbr for you know grades k through five so if if grade one was a hundred and ninety dollars then you'll see that the uh the exceptional education fee also at this for grade one for students would be the same the same amount so they do maintain a coordination uh of that it's hard to put together for high school what a fee would be for it because it depends on the courses that the students students take i mean if you're looking at core courses you might see lower tbrs overall if you're getting into some of the courses that as you could see on the sheet there's some pretty hefty fees that go with some of the courses either through maybe the cte area courses that are dual credit but there's those are consumable items students own those books in most cases and so you you can see some pretty pretty large fees uh that uh that students uh the students take so this evening seeking your recommendation of the of the fees for exceptional education in crown point high school thank you for the recommendation to approve the crumpled high school interception education textbook and rental supply fees for 22-23 do we have a motion to approve second moved by mr angel and second by mr hoffman any questions or comments from mr hartman mr airman didn't see a comparison on the chromebook rental fees was there much change on them yeah this we're moving we're transitioning to uh um touchscreen devices so this year you'll see that the cost of the chromebook is 70.68 for the rental over four years uh previously you would if we started back a few years when we did not do all touch screens you'll see somewhere around 56 so that's the increase that you'll see as we are as we're making a transition to uh to all touch screens in the in the district so we're not doing it every you know full scale we are doing it through the uh cycle that we have identified and moving everything to touch screens thank you question that may be more directed to artie but our are we having difficulty hiring exceptional education instructors the reason i asked was that there was uh i don't know how how many people read it but the indiana school boards association sends out an email every morning of articles from around the state and they had one i believe was this morning talking about transitioning licensed teachers into exceptional ed and have programs set up for them to to learn that transition over the course of a year so yeah i would say that um that comment that it has been more difficult to find exceptional education instructors but we've been able to um receive some high quality applicants and and get them hired i think our challenge in that particular area would be in some very specific specialized area for instructional support uh some of our therapists and and whatnot but um to this point the market is thinner but we've been able to to get some good people on board any other comments or questions uh maybe anybody else or back to mr harmon all those in favor signify by saying aye aye opposed that motion carries 4-0 and uh item six we have discussion report items at 6.1 policy revisions and additions the first reading mr akiwa yes thank you mr president uh board members um just uh item here uh involving our updates of policies this is a very specific update that we're doing outside of a batch update if you will but as you know we work now with isba for our policy updates and we found it necessary to address this one sooner rather than later that's policy 9150 which speaks to school visitors in particular you'll notice the draft there introduces a new statement uh leading us to have our administrative guidelines direct us on how we are going to allow those that are going to be present in our building uh to provide services to students largely uh with approval by the principal for appropriateness for those folks to be present so we would just like you to go ahead and see this tonight for uh first reading potentially and for information and with the option to approve if necessary thank mr kiwa for the recommendation of a first reading and potential approval of uh policy number 9150 because i don't know what it requires any action though no we don't um bring it back we can move probably move to way of the reading of it but which i will do second the waiting of the reading also all those in favor of waving the reading this evening approach all right say and oppose most carriage 4-0 thank you thank you mr akiwa and uh item seven information items we have superintendent discussion groups do we have anything from either anywhere cedar lake winfield crown point i know i missed last meeting crown point rdc had one of its uh quicker meetings last month i think it was less than 10 minutes so not much going on there other than you know continue to accept and approve facade grants and paving contracts for improvement of city streets winfield still trying to find money with which to do something so let's move forward to director of elementary education mr ramirez thank you mr president and board members i'd like to take this opportunity to really share my appreciation and thanks for our administrators at the elementary level for their dedication throughout the school year that then continues into summer school as well as preparing for the upcoming school year specifically i would like to thank and recognize cindy wise for her service as both an elementary classroom teacher and building principal at lake street her career has really been one that has been filled with pride in serving her students her teachers and families and i know that she is genuinely looking forward to her retirement and sharing time with her with her family as well as specifically her grandchildren i know will keep her busy with activities but just want to thank her for her contributions to our elementary team as well as to our community thank you director of secondary education mr gene fermi thank you mr president board members um just like mrs ramirez i'd like to thank all our secondary staff for all the hard work they've been doing in summer school our middle school teachers administrators and staff be wrapping up this week with over 200 students at the high school close to a thousand students in some type of online course or in person you might see them walking around town occasionally in their pe uniforms but uh there's quite a few kids getting some education this summer and we really appreciate all their efforts and doing that well and then also um since it's the first time we've met since the graduation like to thank mr martinez high school administration for just a a great job at the ceremony in particular amy helmuth assistant principal who um orchestrates that whole thing sets it all up and makes sure it went off flawlessly i've been at a lot of them and that was that one was really well done and it was a great night and i think our parents and families enjoyed it and the kids did of course thank you mr g for me um chief academic officer mr hartman thank you president um coming up this the student friday on our information systems that will be accessible these are the final results we have preliminary request rescores final results are posted july in addition to that professional development we're both attending summer school we time things curriculum resource training that's coming up so that helps us in addition we continue to build our capacity to support our students academically and socially looking at tools and interventions thank you mr harvard and uh chief human resource officer mr akiva thank you mr president i'd just like to continue with the thanking and appreciation for all of our front office staff members uh administrators department heads uh we've had quite a fast and furious furious hiring season we've conducted i probably can't even count the interviews but quite a few and i think everybody's just done an outstanding job uh screening all of the applicants that we've received for various positions here in the last two months we've done a a wonderful job and i just appreciate all the uh the teamwork attention to detail uh and diligence and and bringing on board high quality individuals into the crown point school corporation so thank you to all of our leaders and support staff out there that work so hard on the hiring process uh this hiring season thank you and uh mr reece from the business office we have nothing this evening the director of communications ms allen thank you next to each of your computers is the next issue of the we rcp newsletter it will be in mailboxes the week of july 4th but that's an advanced copy i'm also excited to announce in the next couple of months we'll be switching our mass messaging system we currently use school messenger it's more than a bit outdated it causes a lot of our messages to land in spam boxes instead of inboxes so we are switching to a platform called parent square it's a kind of new up-and-coming platform a lot of other districts are making the switch to them as well and i'm looking forward to better communication with our families as a result that sounds exciting thank you i know i know i've been a victim of a spam email a couple times this year we are equal opportunity dr terrell superintendent of schools i would like to begin by echoing the remarks of mr ramirez regarding cindy wise and her retirement she's been here a long time appreciate her leadership in the building and at the same time we're excited uh to see what comes out of the interview process here we'll be going through over the next couple of weeks and looking forward to the future as well i want to thank all of our people who are in our buildings over the summer not just our administrators but also maintenance the custodians with summer school going on every one of our buildings has summer school sessions going on and with six of our campuses having major projects going on right now it's created um some challenges and they're still doing a great job with it also recognizing our custodian and maintenance crews with all of the normal summer projects that are going on that continue to happen even in the midst of all this so we appreciate their efforts last thing this evening i'd just like to remind you board members and also our community members of the state of the school address which will be july 13th breakfast will start being served at 7 30 with the program beginning at 8 and being concluded by 9 a.m i look forward to the opportunity to share some highlights of what happened this past year and then also some of the vision for the next school year as we come into that and that will be held at crown point high school thank you drill no other business of border school trustees anybody have anything this evening like to comment or discuss we uh progress on the um agreement with the city regarding the construction for the new concession standard we learned so we're in the process right now of reviewing the plans that they had created for that building and working with the architect who created those plans and then looking at what that process is going to be as we get that built we're in a good place with it it's just one of those things it's going to take a little bit of time before we start seeing the dirt move there we have an end date in mind though i think it's is it october of 23 yeah october november of 23 so that's the date we're working towards to be completed at that point correct okay thank you uh dr have you had an opportunity to meet with mayor land yet i have not i was out of town in the last week and a few days before that so he's a bit busy also right yeah he's running i have met him before he was in this position though and have her have had a relationship with him already so look forward to continuing to strengthen that and grow that about any other other business or oh i like to just take a minute i told mr g and fermi and akiwa when i walked in i i didn't mean to like drop something on them this evening but i want to bring it up now just that we had a lot of emails to the board um in regards to school safety um after the incident took place in texas and some other you know violence around the country and um i responded i probably didn't give the detailed response that maybe those you know that mailed us were looking for but can we just take a minute and you know from from way above just give us a couple things over the last i mean this goes back i know many years but you know looking at yourself mr dean firmly and q i know you guys have spent attended several conferences and some of the things that we do to try to you know keep our schools safe could you just take a minute to touch on that yeah absolutely so you know with with school safety it's all about preparation and communication and we started back in 2019 pre covid we really changed our our safety protocols really from top to bottom and built our safety plan anew and went out and trained all our teachers and staff in person that year over 80 trainings in person to every building then and then coveted so we we're constantly trying to update those those protocols that we've put in some standard response protocols uh part of the communication piece not only with this is the time of year we we do do online tutorials but again have plans for the beginning of the school year to get back out into the buildings to make sure that staff and teachers and students all know what is expected in case of emergencies but we also meet with our first responders which is huge we're part of a group that meets at lake county schools and we're one of the few schools that meets monthly with police and fire from winfield cedar lake crown point and the county and and we do that monthly whether we have a topic to discuss or not um like i know in july we're going to be talking about how we're going to move cars around come the beginning of school with construction in the fair um so those are things that really help the safety continue to to build here in our district um and i'm gonna let mr kiewa talk a little bit too but one of the things i want to make clear though is a lot of the things we put in for safety like access points um being buzzed within cameras radios all those things are kind of in response to emergencies but part of what we want to do as well is beyond a proactive on that and some of the things that mr hardman mentioned with multi-tiers of support for our students we've added social workers we have mou's memos of understanding with our mental health providers and crown counseling and pillars of wellness and these are for kids that by working with them and making our teachers more aware of hey you know these are students or families that might need some additional support that's beyond just going to see the counselor so if we can be proactive and make sure that we're keeping kids safe and healthy that's just as important some of the other things that we're talking about as far as physically locking doors and things like that so i'll make sure that we're trying to attack it from both ends and something that you mentioned there that has come up i mean so many things have been brought forward to us through your training but one is for example a few years ago i believe that there was the conversation conversation of you know flipping a desk and sitting under it and just sitting there verse okay no if if there's an opportunity to escape we're gonna take it and it's all difficult conversations but they're it's they need to be had and i'm just kind of bringing this up that those things have come up to us you said no if there's an opportunity in a in a serious situation we're going to you know correct take different actions that maybe would up 15 years ago 100 you know we've been now probably at least five plus years into new philosophy on how you react to those situations when there might be an unwanted individual in your school building so um we feel really good about that uh but we are we're continually staying on that not only do our staff members do online training but we do in person as well this particular year we've added trainers in in-house and some of our trainers are actually our law enforcement officials and um so we're working together with them as we train our staff members um so in addition to all the q uh the planning um that goes on and communication with all the stakeholders regarding safety you know we do continue to look at uh some infrastructure uh software um surveillance um you know down to you know locks on doors and how the doors work and our sally ports which are in the front of every building so we're constantly looking at those uh as well to make sure that our physical spaces are as well equipped as they can be to keep keep everyone safe and i add another note that i believe with mr colson maybe it has happened before that but i i think i've heard that it's not to do a gotcha moment but a little bit of walk around buildings pulling on doors making sure they're secured and you know and bringing that to the principal's attention like hey this is not you know this we do this for a reason and i mean that's just you guys have brought these things to us in the past and um i think that yeah to that to that point mr warnie uh mr coulson has completed a threat of assessment on every building in our district the uh assessment that's required for some of the grant funding that we receive for safety so he does that annually i think it's also crucial though too and dave coulson is here in our audience this evening our supervisor of school security um his relationship with the first responders here in our community and beyond is so beneficial for us when we've had threats that have come up dave has worked very closely with our local law enforcement and they're on that like immediately and many times before the message even makes it around to many of those who are seeing that it's already been addressed and are is in the process of being handled and dealt with very quickly and promptly and we appreciate that as well as our the those that we work with being willing to take those threats serious and get on them right away i think the other thing i would mention too we continue to put a real emphasis on having school safety specialists in all of our buildings and continuing to as we bring on new administrators get them trained to be a school safety specialist as we remodel buildings build new buildings we make sure that we're using the best safety protocols and practices that we know now and including those in those buildings as well so there's a lot of things that we don't reveal just simply because you have to keep that tactical advantage if you will um but that's always at the first thought in all of our minds as we do these remodeling and additional projects as we bring those forward a couple comments so one artie i hope that school board members aren't considered unwanted individuals in the buildings not at all i i think the biggest take i had from uvalde was to make certain and give reassurance to the community that we have a an undisputed chain of command um but i think that appears to have been the biggest failure there in trying to respond that either nobody was in charge or nobody wanted to be in charge and somebody has to react and react quickly so i don't think we have an issue with that in our district that's good right you have coming yeah just just to add to this discussion i think something that has been effective and we need to make sure it continues is the reporting of what people here see social media i know we've been effective in following up with those reports and it has helped so you know we we there's always seems to be a warning sign when something occurs when it comes to school safety and if people continue to report and we can get to it before it occurs that's the best way and i know there's processes in our administration to handle those that reporting as well i don't want to be left out with uh mr g and fermi's experience from the school perspective of things going through all the training required by schools is that and mr colson's outside law enforcement background experience which i think you'll find unmatched in a school corporation as far as every level of its cover and mixing that together puts us in a good spot it's never going to prevent anything but i like knowing that this community is obviously sending emails worrying about school safety that we're doing every thing we can to try to prevent obviously you can't stop everything but i think we're in a great spot to make sure we're prepared prepared and we're also in a spot to try to stop things before they even happen and i think that was evident a couple times this school year when rumors had spread of what was going on they were middle school the one time and i forgot the other one whether it was a high school the other middle school and it was addressed and you know kind of vania vanished and extinguished pretty quickly based on the way it was handled internally once again not giving out secrets of the trade so to speak on how to come to it come to a know-how that it wasn't a viable threat or if it is a viable threat and what the next steps are so i'd like to thank all those involved for making that comfortable from the board's perspective knowing that it's being handled and nothing's not being followed up on if it's brought to our attention thank you i believe that's good enough it's not that we have an audience here this evening looking for answers to this but um now that we do have the benefit of streaming and you know when an email comes through and not that we've dropped a lot of information here in the last few minutes but to be able to respond to somebody and say this was addressed at you know minute mark of whatever board meeting um i think it gives them a little bit of um an opportunity to see us in discussion and throwing around some of the things that have happened over the last few years through training and um and and really as you guys know when those emails come in we as a board we can respond confidently it's not a you know you're not nervous to respond to somebody to say that these dots have you know eyes been dotted and the t's been crossed so thank you for the discussion i think that what we've done with our entrance ways has been nothing but spectacular in the last i don't know would that start five years ago somewhere around there i want to say i mean to get into the building i mean when you got to be double buzzed in and once again i've been on the board long enough and i know the people at jerry ross and yet every time i got to be double buzzed in which i'll never ever complain about no matter how long i live in this community that that's a good thing that they just want to verify who it is coming in their building so no matter what time of day that's good to know that that's the protocol that's being followed yeah all right thank you um any other business uh this board discussion comments anything going on was anybody aware of our speakers even this evening that something had been done formally through the state about restrooms i was just curious i hadn't heard that yeah typically that will take some time to shake down and see what the true impacts of that are going to be it is a continual issue that schools are facing not just here in crown point but across our state and our country as well and it's just one we just have to continue to watch and keep our eye on okay well i think the other issue associated with that is the potential lack of funding for underwriting of student breakfast is on lunches right and so as you know over the last couple of years throughout the shutdown of schools one of the things that they did was offer free meals for everyone there's some talk that that is something that might gain some traction and become a reality that's just offered all the time again because lunches are something that comes from the federal level we'll have to wait and see where that all lands right now the plan is that it'll be go back to the way it was before where if you qualify for free reduced lunch you'll have discounted or free food if not i as was on the agenda this evening our meal prices are there and they have not changed going to pre-covered times as well thank you let's move we could circle back with any business if anything comes to mind but let's move forward with boris davis appreciation recognition mr smith you have anything to see me i know mr offline i want to acknowledge the football folks for putting on a wonderful golf outing week ago monday very well done and i don't know what kind of results they had but i'm i'm sure it was very successful played with mr angel oh we tore it up i know and and lost money to mr reese yes we'll leave that one there [Laughter] hey mishra mr angel i don't have anything to see okay well you know what i do i would just like to say thanks to those behind the scenes and i say this a lot but it's true on how much actually gets accomplished that people in the community and the public aren't aware whether it's the hiring aspect the buildings and grounds aspects security aspect the middle administration level which i'm just using middle just to make sure i include everybody on what they're doing behind the scenes to make sure that the school year is ready to go and curriculums are in place and everything it's really incredible that we function at such a high level knowing that i mean i assume we're going to be probably closer to 9 000 students probably corporation-wide this year probably somewhere i mean if you think about that that's really impressive so just to all those that don't really get any acknowledgement during the course of school school year thank you for all you do to make sure that we kick it off with a usually a blazing start no matter it's at the high school level elementary level middle school levels and that it's done in a professional way to where kids are receiving the best education possible thank you mr yeah i don't have anything specific either i'd like to i think graduation was a success um everybody involved there did a great job ran free ran extremely smooth and hopefully all the families enjoyed it maybe there's yeah and uh any uh i i had a few sports uh items to write to acknowledge now they're slipping me right now but you know we'll get back to that i'm sure everyone's gonna be uh accommodated soon everyone in the spring sport extremely exciting extremely successful statement but i think everybody did i think our boys won the conference standings again and i think girls came in yeah well all sports and the girls came in second by not much yeah so right there right down to the wire so anything else uh before we wrap up this evening if not the motion to adjourn moved by mr angel seconded by mr hoffman all those in favor signify by saying aye aye opposed most carries

we serve this community with joy and with a sense of purpose and we serve sometimes on special days and sometimes not so special days but today is a very special day for our own miss amy norman happy birthday amy norman thank you yes yeah she's been busy all day with school board activities and what a way to spend a birthday huh on such a gorgeous gorgeous day couldn't think of anything else to do with good people okay well i believe now we're going to start mr smith you're going to lead us in the blue ribbon update madam vice president dr smith members of the board can we continue on as uh lc you'll see the west side as it continues to come down and that will again will be expanded parking lot this fall the west end you'll see the new sidewalk going in and also there will be a roundabout turn around there on the south west door entrance and the new gym renovation and also the new entrance on the east side lc new addition new science rooms we actually uh did a uh completion of second and third floor and hopefully here in a week and a half we will do first floor and we have already started moving new furniture into the second and third floors ln new addition is coming along quite well again windows siding roofing windows all that going in as you can see here as you drive by uh the new facility site work uh there on the south east corner uh the new drive we ran into a little bit of problems there but they should be finishing up that this week and getting some binder on and of course the west end this huge hole you see here is an aqua swirl that's for the new pool uh in case we do have to drain the pool there's a place there for the water to slowly dissipate through our lake at ln uh ln field house upgrades continue on uh new pool is going quite well roof siding interior work concrete going down uh really moving forward and the pool itself will be start to be dug here in the next couple weeks fabulous any questions good it it was lovely to visit the lc new building about a month ago so impressive and i really want to go back to high school that's all i'm saying okay uh next on the agenda requests to transfer funds mr shreves madam vice president dr smith members of the board this is a request that we bring to you two times a year as you know a few years ago they separated the education fund and the op out of the general fund and the operations fund they combined bus replacement transportation and capital projects but they give us the ability to transfer funds between the two and so at the end of june we transfer we will ask once we get these next three days done and bring back to you in august but we need permission ahead of time to do that the transfer to make those two funds whole so we can take what we normally spend out of the general fund and transfer from the operations education to cover in the operations fund and vice versa so later on i'll get your permission to approve this resolution then in august i'll give you a breakdown of what that was any questions i guess my my question is um we move those funds but they they were all they all used to be part of what we called our general fund and now they have special silos and we're free to move them within those few silos is that correct yes and the general fund when they broke it into education they took part of what was spent out of the general fund and moved it over to the operations fund but the funding store source is still in the education fund so we have to move get permission to transfer those funds to cover those costs thank you i just wanted to make sure i was remembering that correctly um okay the next up is the request for an rfp for uninterrupted power supply upgrades mr butter and briefly uh happy june birthday to mr butter and mr shreves as well thank you madam vice president dr smith members of the board as you all are aware we are eligible for federal e-rate funding to reimburse network infrastructure purchases and upgrade and so we are bringing back to you a second portion to utilize our available e-rate reimbursement funding the first request here is to advertise a request for proposals for uninterrupted power supplies or battery backups is more commonly known this will allow all of our networking equipment throughout the district which also now supports our phone security cameras pa systems wireless access and a number of other systems uh to maintain power in the case of an outage uh they also protect the equipment from uh unwanted power surges and other things and so at the next meeting i will bring this back to you for a final approval to advertise a request for proposals thank you again any questions from the board no okay next item you're up again request for rfp for network upgrades mr butter madam vice president dr smith members of the board um this request also comes out of the same e-rate funds uh we felt it most appropriate to bid them separately since the uninterrupted power supply battery backups is a specialty item that wouldn't have the same bidders as for our networking equipment so aside from that this is the same request to publish or advertise an rfp for network switch and wireless access point upgrades and again i'll bring this back to you at a subsequent meeting for approval thank you next up this will be presented by myself uh in lieu of mr mcgregor who wishes he could be here this evening with us but president mcgregor is otherwise engaged um so this is the proposed board of education meetings for the 22-23 school year and as you can see in august september and october this year we have one meeting it will be a combined work session school board meeting due to various obligations of the faculty the administration and the school board and we always have one meeting in december january and february back to two and frequently the march meeting and the july meeting are single meetings that month so we just this sessions will be a little bit longer and i think that's just basically for information we can vote on that later so that we can get that published board do you have any issues with this calendar nope um i um and my spouse will be in belfast for the august meeting but they don't need me to be here to run a successful meeting so um and i don't think i'll call i won't i won't call in probably at one in the morning i probably won't call in but um i will stay informed okay all right next item i i think they can get by without me i think so uh again uh mr shaves our financial update please yes madam vice president dr smith and members of the board we'll start with the general fund report as you can see there's a lot of green check marks on there which is good but you might say why do we have so many in some places well the salaries was an estimate based on what we thought would be early payouts which our employees can request we didn't have as many this year as we did in the past so that kind of affects that number a little bit plus we had some open positions throughout the spring but as you can see we're doing quite well in the general fund we're going to keep an eye on that as we move forward because we do know utility costs are going to go up this fall in the summer we don't know exactly how those are going to hit but i know i saw aes asked for a 19 increase the other day so we know that's going to impact our electric bills if you look at transportation they're they're about it's like they're just a little under where we'd anticipated and that number may be a lot worse by the end of the year than we anticipated just because of the fuel costs that are going to go up this fall unless gas fuel prices come down so just to alert you there we do have fund balance that can cover that though so it's not like we're going to spend more money than we have we'll just we just may have to come back with additional appropriation in the file to cover that but we're keeping an eye on that and we'll keep you posted as we go through if we get to that point and and will we will we think about this as we make our budget for the next year yes we will no one could foresee when we did the budget a year ago the fuel prices were going to go as high as they were and inflation was going where it was but we will factor that in next year and hopefully it goes the other way and we budget too high and come in looking very well after next year thank you very much i had a question regarding the fuel prices so that new rate will be calculated starting july 1st is that correct how does that work we actually are on a day-to-day purchase right now our contract ran out in may as we do every year uh anticipating prices will go lower so we are just kind of in the waiting game right now to find out what happens and then hopefully as it drops we can lock it in at a decent rate roger for those people in the public that don't understand how we handle that how do we purchase steel can you just give them a quick yeah we do it we got a consortium we work with and also locals vendors as we look at the volume of which we have we look at it on a quarterly basis and sometimes we go on a six-month purchase where we lock it in for six months and re-evaluate it and purchase again so that's kind of where we're at today it's a waiting game thank you okay if there are no more questions we'll go on to the board committee chair reports uh miss norman parks and rec thank you miss mustin um the two big items up are the fourth fest for the city of lawrence when which our district is a big part of each year that will be on july 4th at 10 a.m indiana community park um coach kiefer will be our um is the term master of ceremony or the grand marshal yes so exciting parade um and then secondly the farmer's market at the fort bend cultural campus is continuing on every thursday from four to seven that's all i have wonderful mr friji you and those policies oh yes yes yes everyone looks forward to this uh well dr harshberger and i are working through the proposed uh policies that will be another packet we were hoping to get those to you uh today but just didn't have enough time to get through them all but there's about 20 or so policies but a lot of them are just technical revisions um some deal with some updates for school visitor policy education grant policy address and grooming policies but uh hopefully i'll talk a little bit after this meeting tonight and then i think you can look to see those presented for first reading in july great because i never have enough reading in july so that's good um i guess the next would be our lawrence township foundation and our executive director ms gibbs is here this evening so she will fill us in madam vice president dr smith members of the board we just completed our annual golf outing one of the largest fundraising we were at capacity with golfers thank you for your presence and your support you do have an award-winning golfer among you and dr altemeier [Applause] exceeded our goal by three thousand dollars this year which will be pouring back into the district so we celebrate that i just signed scholarship letters today uh you might know that we had the largest pool in history of applicants this year with over 230 39 recipients going from building automotive culinary future teachers collegiate scholarships of 76 250.

2022-06-29 Navajo County, AZ YouTube / Blue Ridge Unified School District #32 transcript source: youtube BRUSD Regular Governing Board Meeting, Tuesday, June 28, 202… · passage 1
we'll call this meeting to order it's five o'clock and we'll start with pledge of allegiance damn i forgot i'll chuck would you lead us since you're standing i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all right just a short announcement before we start we excuse margaret gabby she's out of town uh if necessary she could meet i mean she could uh be with us on a remote call so we'll excuse her today our first item of business is uh presentation of our uh chief financial officer dr wright do you want to do that and the budget i'm sorry i want i just want to introduce kimberly dugdale she's our new chief financial officer she'll provide the presentation today and we just want to welcome her to the team thank you good evening governing board president governing board members so i'm here to present the fy 23 um blue ridge budget and i have the clicker all right so just some factors that went into the budget so we estimated a two percent increase that's an inflation increase that's um the legislature sets but that'll be a bigger increase as a lot has happened in the last week but these forms were based on a two percent increase we will do an updated budget um in september with the new forms and the new inflation increase we estimated our student count to go up from 1725 to 1775 and we have an estimated carry forward of zero as you can see here in this grid i just have a comparison of our fy 22 budget to our fy23 budget we're gonna have a negative 1.4 million dollar difference in our budget i'll go over those factors here in a minute so like that you can understand what those are for our capital budget we're going to go up about 378 000 for our federal and state grants we're going to go down um about 2 2 million but those are estimates so i just want you to keep that in mind those numbers are purely estimates impact aid we're going to go down about 78 000 and that's just loss of students directly related to students and for other funds they're going to stay about the same so our m o decrease um is affected by a couple things one um by our loss of our m o override which was about six hundred thousand dollars and not having carry forward those two things have impacted um our m o carry forward and that's why we don't have any this year because of those decreases on our enrollment we're estimating is going to go up 50 students like i said previously and we did set this at a two percent inflation increase our capital again is going to be up by 378 thousand dollars that is directly correlated to the extra 50 students that we are estimating that we're gonna get and of course our state and federal grants our estimates um and will be adjusted as we go along throughout the year 30 questions we just just done this yeah are there any questions on this slide okay all right ah whoops i'm looking at my computer not okay so uh impact aid so our impact date carryover is going to be about 450 000 impact aid will decrease as students from any federal lands decrease that increases as we have more students from federal lands as well and there will be some minor adjustments to our actual revenues depending on grants depending on what the legislature before when i made this powerpoint the legislature had not decided on what they were going to do but they have decided so there will be increased revenue coming in with those increases so we just want to thank the arizona legislature for funding public education this year so we really appreciate that all right question do you have an idea how much that increase will be yes it's going to be about one million dollars with all of the different um different buckets of money that we will receive okay so the next step is on july 12th we'll have a public hearing over this exact budget that i've submitted um and then we'll have a then we'll ask the governing board to approve the adopted budget like i said now that the legislature has closed and has given us our new formula they will submit new forms and we will have a revision in september so that that will represent that one that one million dollars all right are there any questions any questions no thank you i just had a few comments not on the proposed budget but well it does impact the proposed budget the increased funding that we're going to get it's not going to be an incremental million dollars that we can spend out it's going to help us when the physical cliff arrives in 2024 with the end of the sr funding if you recall we received 5.9 5.4 million dollars over a three year period that made up for the loss that we had without the override and so what we will have some capacity we just don't know how much but it's it i want to be clear we don't have an extra million dollars we're going to meet and we'll look at every line item and we'll look what i mean by that is we do have an extra million in revenue but that's not going to be available to spend is what i'm trying to suggest we're going to need to plan for 2324 and 24 and 25 as well to plan for some carryover in order to understand the impact kimberly and i have to go down line by line to figure out what the increase means to us and then look at our adm we'll have that information how many students we have the student count by about the 15th of september level out and then we'll have the opportunity to resubmit the budget make any changes that we need and then we'll come back to the board in july and have a better idea of what the plan looks like going forward does that make sense mr question you mentioned we're going to have a decrease in the m o but we're going up in enrollment by 50 students i we have to take for that's a good good question we have to make an estimate because of current year funding if you guess and and there's more students show up than actually you've budgeted for you don't get funded for that so the current year funding makes you make some assumptions and so we're anticipating we're just looking at what the past has been here's what makes it confusing we don't know how many of the white river students will lose because we're not running buses it may be 25 it may be a hundred we have new students moving in we don't know if that's gonna be five students or fifty students so we just have to take an educated guess and so we're budgeting purposes we're looking at fifty an incremental increase on local students but somewhere along the line we're getting a decrease from the department of ed is correct yes we will that's when you do your revised budget if in fact that we don't have 1775 and we have some lesser number then we come back with that lower number we make those adjustments before the okay before the so basically you're budgeting very conservatively yes sir good i think so i think it's a good idea any other questions i i have one comment with the funds that are coming i'm hoping that we'll be able to funnel those some of those funds into teacher wages increases i don't know if they they'll be earmarked to the point where we can't use them that way but will that free up some money so we'll be able to funnel some more money into teacher salaries that's the hope but again we're using esser funds we've spread 5.4 million over a three year period and my guess is it's not going to be a lot different if we do have the capacity to do it then we certainly will but if you remember the approach has been to keep class sizes small which requires more teachers and also we're trying to avoid layoffs and so we could provide a big increase this year next and third year layoff 30 of our teachers we want to avoid that that makes sense yeah but i think part of the problem is is i understand that this extra approximately a million dollars that we're going to get is coming from a state surplus and so that's that's not going to be there every year this is a one-time thing correct no sir the these are the good news is this base level support okay and it goes to but there are certain areas some of that funding that goes to our special ed programs some goes to district additional assistance but this is funding we can anticipate uh the point i'm trying to make is we've always taken a conservative view to say the last thing we want to do is lay people off oh yeah and so we want to make sure that whatever we do is sustainable so what i think this extra million will do is sustain the head count that we have and the programs and people that we have and it might to mr merrill's point it might provide a little extra capacity where we look at him and say you know we are comfortable we can provide a little more increases than we anticipated the other thing in this proposed budget it provides increases for all entry all people all levels we've recognized that the inflation has hurt everybody and of course those at the lowest end of the weight scales have suffered the most yeah so we want to make sure all of our classified folks that are non-certified are being taken care of as well and this budget incorporates that as well so teacher pay is always an important part but the larger picture is the entire organization that we look at okay thank you dr wright thank you kimberly we appreciate the work that you put into that um next item on the agenda is the consent agenda after reviewing your packet are there any items in the consent agenda that anybody would like to remove and vote on separately all the items uh two point there's a 2.1 through 2.1 [Music] do we have anyone here representing football so we're good at them right we're good that's their yeah i don't yeah i don't i don't have anything personally as anybody else anything okay if not we have a motion to accept the consent agenda as contained i have a motion to have second from diana all in favor be good i'll get you next chuck next is the business section of the meeting item 3.1 recommendation to approve the proposed budget for the fiscal year 2023.

dr wright you want to just explain to everybody here what we just did with the sure and in fact in kimberly phil and the gaps are for the city the process is you have to provide a proposed budget forms are completed and submitted the board has all that material in the back of material and then now before the 15th of july the board has to approve a final budget so we'll come before the board on the 12th of july with a proposed final budget making some revisions and some changes if necessary and then we'll move for that approval as well right kimberly is there any gaps i left in no but it will be the exact same budget okay so what we're doing right now is approving the proposed budget that will be presented for final approval on the 12th and submission to the state okay so can i have a motion for item 3.1 have a motion from chuck a second from diana all in favor and be unanimous thank you all right uh recommendation number item 3.2 recommendation to approve the hire of uh new employees are there any of those new employees that anyone would like to we don't have any of the new employees here um we don't need to go through those do we unless there's somebody that would that remember the board would like to point out [Music] can we have it right we have a motion to accept item 3.2 i have a motion from chuck have a second from diana all in favor all right thank you all right uh item 3.3 a recommendation to approve the memorandum of understanding this is with um well dr wright you want to just explain this is with the test sir we have uh this is a yearly thing we have to do this is actually a new opportunity there are really three it's okay this is the old love kitchen facility that was that shut down some time ago and incidentally the people that were being fed there were then redirected to the re-center and have been serviced there the re-center's done a great job with that so there's not a void of food delivery and there are other organizations as well the senior center and others that have been delivering and some churches we have in addition to that though this this building itself is a property of the district and so our approach has been we want to try to use our buildings to its highest use this memorandum is between a non-profit organization that's going to be working with gaining grants other entities including like npc for housing excuse me for child care in the area that is the love kitchen and it has a sizable grant but the first part of this in order to get the ball rolling so to speak an mou has to be in place so the grants can be written and the funds generated and so our hope is within a year or so is to have child care in that building that used to be the love kitchen and that will be available for uh community members and then behind that is where the teacher house and we hope to expand it and that might be a good pairing for somebody looking for housing and child care that's the idea for the teachers that we sir i mean any questions in regard to that is this for like the entire community or is it our school you know teachers that are at our school first and then if there's capacity or is it just whoever wants to be involved with it for the child care we'll have to wait to see how the grants formulated to see if it's income based i bet for the housing it's only blue ridge teachers and then if we had more if the demand outstrip the supply we just have a lottery to select currently we have two teachers living in what used to be the old cte office for mr waldo and that was we refurbished that and remodeled it and there's two teachers from the philippines that are living there and they have this past year this next one would be the old necog building that was donated to the school that we want to try to get prepared for a family and then we're looking at how do we what type of structures do we want to put on that space between the nacog building the playground and the love kitchen we have a pretty decent sized piece of property to accommodate that did that answer your question yeah and then that is you know do we have we are we going through the process right now for approval for development oh districts don't aren't bound by town and county ordinances we can pretty much put up on there within reason um if it's a district asset you can put it up there it's it's a different zoning rule for for school for schools yeah cool any other questions we can have can we have a motion to accept item 3.3 the memorandum of understanding between the beverage school district and secretary's community development corporation [Music] i have a motion second try check all in favor thank you item 3.4 recommendation to improve the food service management contract this comes up every year seems like every month goes any questions in regard to that or dr wright you want to explain that one too we we have uh we have barb here and we have southwest food here i will mention that inside that contract we've addressed a couple of safety concerns we're going to update the door that comes in and out of that facility with camera and and some locking keypads to make sure the door is not prepped propped open and left open anywhere where we receive deliveries that's been a problem and so we're addressing that we've addressed that issue inside this contract and we've been reassured that southwest will work with us to to do that we do have funds in the food service account to provide those updates to that door in that area to secure it and so we've had a great relationship as long as i've been here we've used them and had a really good relationship if you do have any specific questions though barb simonton is here and stephanie is also here from southwest mr walker this one is that keypad arrangement for the uh porter mountain campus as well yes sir both of them yes the junior high in high school share that same facility and so that's delivery but for the elementary school the same type of setup will be there as well good yes sir any questions any further comments we have a motion then to accept item 3.4 i have a motion from chuck a ii from diane all in favor and also ginanis okay item 3.5 recommendation to review and approve the food service meal prices i there were no increases from last year right that's correct any questions from anybody yeah it has been great i was looking at these costs so when i went to school we we had to come up with 35 cents and that was all you could eat and you could smell the food cooking all day so it was really made you hungry smelling rolls anyway enough of that we have a recommendation to approve item 3.5 ever okay i'm sorry i'm emotion 3.5 a second all right all all in favor and also unanimous okay i'm 3.6 a recommendation to approve the 2022 summer food program would you like to talk to us a little bit about that or no so we've just received word that they did extend the waiver program for summer food so this the dates here do say a limited time from 11 july 11th through the 14th and the 18th through the 21st so we are able to extend that time through those waivers and we will be able to offer the entire month of july through the waivers that congress just extended um i so we will be able to do that and that will be free to all students for the month of july we are plea we've been extremely lucky and happy to do that and i just want to give a great handout to stephanie and her crew for the amount of meals that we've served this year through summer food so that's that's really where we're at right now and i am invited to participate with a town along with usda tomorrow and my contacts with ade are saying that it is possible that they will extend summer food for the rest of the remainder of the school year for next year but until we hear that for positive we're just on hold so we may be back before you asking for participation in that as well i'm curious how many meals do you serve during the summer um well if it's a typical they have to come on the site and eat it it's it's minimal it's probably yeah 5 10 20 kids if they have to eat it on site now when we are able to extend it out and people can come and just pick up the meals and take them home where we can deliver we've served to 250 ish yeah so it just varies on the avenue that we're able to offer it all right thank you appreciate that any other questions we have a motion to accept item 3.4 i mean 3.6 the motion from jennifer a second from diana all in favor good okay item 3.7 recommendation to approve the talon iga dr wright you want to explain that to us also yes sir yes sir this continues to be a great program for our high school students npc provides the instruction at no cost we have a fee of about 2 300 a year for the technology and we end up owning the technology at the end of the period and i don't know 60 kids i think was the last time i looked at it we have 60 students that participate in talon alone it's been a program that's really evolved over the last five years and so i i would strongly recommend we continue its use and provide some additional high quality instructional capacity for high school kids questions i heard that they now allow sophomores to also take classes through talon is that correct mr webb sophomore the eligibility have those rules changed last year met some student sophomores that are doing spanish and so they're they recommend that they you know somebody's gonna be motivated keep their grades up and because it is a lot more rigorous than very good classroom work so but they did open it up to them and it's like english 101 and 102 and all of you know math classes and things so we'll have more of our kids graduating with an associate's degree are close correct that is correct we're still waiting for them to be able to open up a science course that would give them their completion for to be able to get their aea or their general studies was it because of the lab requirement correct and lack of a teacher they just can't fill that position any other questions or comments if not then we have a motion to accept item 3.7 the motion from chuck second from jennifer all in favor that's good thank you okay item 3.8 a recommendation to approve the intergovernment the iga technical education courses and nabit programs dr wright you want to explain those also yes sir this is an annual requirement there are no substantive changes to the program and again this provides our kids with uh some job ready skills when they graduate and so this has been a a great partnership for our schools and i would encourage its continuation check questions in reviewing the the agreement i noticed everything is listed as c a v t uh instead of navit what is the c standing for that acronym changes i don't know but i know it's the first time i've seen that it's been nabbed for 20 something years i don't i honestly don't know cool the cool through the whole thing for an explanation i didn't see anything and they changed the acronym three years ago and they changed it two years ago and then this last year i honestly don't know what i know it's i know it's still a jted and navid as we know it but they have a different nomenclature well at the end where it calls for signatures it has matt webber's name and it says navit there but everything else above it says season yeah i don't know i don't know i honestly don't know i can look out you know you you pink my interest though we'll figure it out and report back to you what that acronym means matt can do that as next presentation he gives right isn't he coming in july we'll ask matt whatever that question in july yes sir thank you chuck so we have a record and can we have a motion to approve the item 3.8 emotion from chuck segment from diana all in favor thank you uh item 3.9 this is a recommendation to approve the iga dual enrollment school year dr wright this is more of the same but can you explain it yes sir the only change is a positive one npc is returning back to providing the stipend for teachers so it's less expense for the district and it's still at 68 dollars a credit hour which is a bargain for the participating students that want to take it for college credit those are the only changes and that's our teachers that are certified that are teaching like on campus that is is the dual enrollment yeah this is different than the talon which is an online yes program and our teachers have to have the credentialing in order to teach that course which is tough but we're doing it also the the curriculum is the college course curriculum and it's taught by our teachers that are community college certified so it's the equivalent of the college class that's correct yes sir so that's like our calculus and all of that correct yeah and a lot of the cte courses oh yeah as well any other comments questions we have a motion then to accept item 3.9 a promotion from diana a segment from chuck all in favor thank you okay item 3.10 superintendent's report dr wright want to give us an update on what's been going on so far in this summer yes sir yes sir foremost we wish to offer our our heartfelt condolences to the mcgowan family there'll be a celebration of life at at 3 pm at the junior high and we're encouraged to wear green i hate that color but we're wearing it for liam so this i pulled out this tie this is got a little bit of uh it's either scottish or irish but if this is in honor of liam this his favorite colors are grainy like gold so i'll be wearing this ugly tie for at least two more days in honor of that that young man so three o'clock a celebration of life three to four o'clock at the junior high i think to allow the gathering to be really from two to five is that right miss courtney and the celebration will be from three to four and you're encouraged to wear green i will add this that in at every campus junior high and high school especially with emphasis on the the pre-teens and teen grade levels we are ramping up the resiliency and also the mental health aspects next year we have two certified counselor positions that we want to build back we had two social workers we feel strongly want certified folks in that role that are school counselors and then we're also looking for student support people that are have had experience working with kids that can connect with kids this is another example of why we need to keep our class sizes small too you have to know your kids and and we do but we'll know them better if we have fewer students to in in classrooms so this is a you know this is an epidemic uh the mental health and the resiliency the these youngsters are up against a lot and so we're gonna do our best we're gonna redouble our efforts in this area we'll have more information on that on the final budget present presentation and those positions will be included in that in that proposal the uh i just wanted to make clear too our goal is to always always compensate our teachers our support staff administrators classified certified to the greatest level we possibly can since we have started this effort almost eight years ago our teacher's salary went from forty six thousand to just it depends on which report you read fifty two six are right at fifty four depending on what report you're reading but they have increased our 301 payouts are also increasing but we have to be responsible in the decisions we make we went through layoffs before we've done it before it happened right before i got here it happened again in 2010 they're they're not fun excuse me 2020.

it they're not fun we want to try to avoid those so a lot of it is just planning and making sure that we're using these dollars directing them into the classrooms as much as we can we've pulled out 125 000 of expense from the home office and at the district office we're we've removed 2.5 positions and we're putting that back into the classroom we want to give increases we but we also feel extremely responsible for uh making sure we don't put ourselves in a position where we have to let people off it doesn't make sense and so if you're looking at the budget maybe we have all this money no we don't 80 percent of the funds that we have go to salaries and benefits 80 percent so you're really only talking about 20 percent and that 20 percent is earmarked or directed towards specific areas and programs like special ed for instance federal programs they have requirements and so you know it's easy to look at and say we have all this money you should be paying more it's because they don't understand what school finance is complicated it's not a simple business and we're not a business to begin with we're a field and part of that mission that we want to try to do is provide certainty for our employees and our staff members and teammates so we while we have provide increases if there's capacity to do so we absolutely will but we will not do it or make a recommendation to the board in any way that we believe to be irresponsible and so it's last eight years it's served us well and we continue to take a conservative path but we also recognize that we're not going to hoard money either if we can invest it and it's responsible we'll make that recommendation and ultimately that's the board's decision of course i want to welcome kimberly she's just that she's landed completed all of her work and has been great to work with and so we welcome her to the team she's highly highly qualified she's a teacher a classroom teacher and a math teacher that my good friend ed be going stole and turned into a business manager and she grew into an executive in the finance and she comes to us from a large district as well she has small school experience as well so we're very fortunate to have kimberly and we welcome her with open arms we we don't have any other we don't have any other items we'll have a thorough presentation on the 12th for the final budget proposal and then as always any questions feel free to reach out to me and i'll be glad to answer them if there any more now that i have mr president welcome i'm free to answer anyone questions comments all right thank you dr wright next item on the agenda is call to the public we invite the public to make comments too or requests of the governing board regarding items that are not listed at this time elsewhere on the agenda those wishing to address the board are asked to submit a request to address the governing board form available from the secretary mary ford to the governing board members of the board may not discuss items not on the agenda therefore action taken as a result of public comment will be limited to directing staff to study the matter or scheduling the matter for further consideration and decision at a later date the operating rules of the public are as follows individual time limit is three minutes per person and time cannot be seated to another individual so we open the this meeting right now to call the public if there's anybody that would like to address the board we'd love to hear it going going gone all right thank you uh do i have a next item is uh as a executive session item can i have a motion to go into executive session will convene an executive session which will not be open to the public pursuant to ars 38-431-03 a one for the discussion of personal matters second could i have a motion first a motion i have a second a second from diana okay all in favor of going into an executive session that's unanimous thank you we'll excuse the public this time but we're not really going to excuse you we're actually going to go to a different room where it's private so you can stay here if you'd like to

and whereas keeping students teachers and staff safe from the threat of gun violence is the responsibility of all adult stakeholders at each of our school sites and throughout our district and whereas in order to continue with preventive measures to increase school safety we must act now therefore now therefore be it resolved that the governing board of the elementary elementary school district adopts this resolution and directs the superintendent to assist school administrators in updating their school safety plans to include the most current materials and training on detection and prevention of acts of violence in all forms and be a further resolve that the governing board directs that super the superintendent to update the student handbook to include the most current information about parent legal duties to safely store firearms and be a further resolve that the governing board and the superintendent will continue to work with city and county agencies public health agencies and non-profit to collaborate and increase efforts to inform district parents of their duty to safely store firearms in their homes and be be it further resolved that the governing board directs the superintendent to send out a yearly notification to all district parents community members and staff on safe firearms storage and the district commitment to school safety and be the be it further resolved that the governing board will direct staff to activate the district-wide safety task force by the first regular october governing board meeting to conduct a holistic review of the safety issues at all district sites and facilities throughout the 2223 school year this task force will have an advisory role and will adhere to all established safety protocol calls as per ed code and board policy safety task force composition the members of the safety task force will be appointed by the superintendent and two trustees and will include at least one representative from each district bargaining unit two members of the governing board parents and teachers with at least one parent or teacher representative from each school site there should be an equal or almost equal number of teacher and parents parents as members of this body the safety task force will intentionally and regularly seek feedback from district parents on committee matters as the safety task force seems appropriate and the safety task force may or may not combine with the wellness committee and this body may also include a representative of local law enforcement if the task force chooses to include the safety task force will identify areas of safety to priority prioritize investigate develop a timeline to guide their activities and you utilize the 22-23 school year to determine short-term and long-term recommendations for the governing board school site leadership and or district leadership to consider and help improve safety for our students and staff at every school site and throughout the entire district dr bauer do you suggest that i keep reading the entirety or go to the second to the last maybe be further resolved yeah okay so it is pretty long and lengthy and if um all the information is definitely important um it is a public document um but i am going to go to the second to the last be it further resolved that the governing board urges the united states congress to not only continue but to increase funding for gun violence research by the united states center for disease control and the national institute of health to learn how to best protect american families and communities from the devastation of gun violence and be it further resolved that the governing board calls upon the state legislature to increase k-12 funding for wrap-around services to prevent bullying harassment discrimination and violence in our schools and to provide funding for programs and staff such as counselors nurses psychologists and social workers that support students mental physical and emotional health and be it finally resolved that the copies of this resolution be sent to our congress representatives state legislators and uh state superintendent state attorney general and governor of the state of california okay thank you yay i see all of you and at this point i will go ahead and pass a meeting over to board president andres quintero all right um so haven't heard the resolution do we have uh public comment at this point board president quintero i don't see anyone for public comment wait no i don't all right uh i'll take it back to the members of the board is there any comment or questions from our members of the board uh board member chavez i do have a question so um what is going to go exactly in the packet of the for the parents um are you going to quote the penal code 26835-4 that you may be guilty of a misdemeanor including a significant fine or imprisonment if you keep a firearm whereas a miner is likely to access this is not what's going to be put in the packet so we don't have that packet yet trustee chavez but i think that's a great um recommendation the the superintendent uh through this resolution it just says that she will be doing that packet that we are gonna be asking her to do it um it's not necessarily the packet but i think you know in regards to recommending that that be in the packet i think that's a great recommendation so are we gonna be voting on this before we know what's gonna be in the packet we're gonna be voting just on the resolution today um directing staff to eventually send this packet out okay so my question is to dr bauer dr bauer right now what exactly is going to are we voting on are we going because if we vote for it now i want to know what i'm voting for what's going to be in the packets versus not knowing what's going to later on be in the packets right now you are voting to for the uh the resolution to be sent to our representatives just saying that alum rock condemns gun violence in schools that's my understanding that's number one and as a result of that the formation of a task force to look into all of these details including the one the very good recommendation that you're providing trustee chavez as of right now there's no packet okay the task force is gonna talk about what needs to go in the packet thank you uh board remember yes thank you uh first of all um i want to thank trustee arnold for bringing this to us um i know it was a lot of work it is pretty lengthy and and detailed um so i want to thank her and also want to thank um trustee jorge pacheco of oak grove school district for also bringing um working with um you know clsba to bring this to us and um i just had two clarifying questions number one um i fits in here but i was thinking about something else when i saw it but um the the connection between the safety committee and the wellness committee um can you um just um just re restate that or or or clarify what that connection is i'm trying to look for it in the document now but i'm not able to find it so that's number one is it okay to respond board president yes please except go for it um so yes so the wellness committee um as you remember we had been meeting before the covet hit so this um it's on page three um at least on my pages here and it's on the bottom the safety task force may or may not combine with the wellness committee so at that point you know um i mean there's just so many details that the safety task force may say you know what it's appropriate to or they both might decide you know we're looking at totally different um issues so let's just keep them separately so it may or may not um you know it just makes sense right the wellness all around and the safety overall it may or may not be a good idea so it's just in there as a possibility got it thank you i knew it was there i just i missed it and the second question i have um is with regards to the um let's see what is pages page four on mine at the top this body may also include a representative of local law enforcement if the task force chooses to include and so you know as we're um you know vice president famous has got us working towards this road map to returning our meetings at some point to the board room and and to the district office if and when those meetings we do get back to being in the um in the board room and being able to provide that kind of access to the public and all that stuff then i i'm trying to remember exactly the resolution that we passed several years ago with regards to law enforcement i've i want to say that we the resolution we passed prohibited law enforcement from being on any of our physically on any of our sites i could be mistaken about that but i that's why i'm asking if um if anyone remembers back that far it's been many meetings since then um so that so if that is the case then i'm just wondering if there may be some modification needed to this or whatever or maybe that would put them down the line but to allow for um law enforcement individuals to be present physically on our sites um to be part of this task force so i think dr bauer has the her hand up i believe she has a response yes a clarification trustee vegeta that resolution talks specifically about law enforcement performing certain duties paid we have had law enforcement in our sites whenever we have an emergency and we call and they come and they participate and they are they conduct investigations and all of that so it's more about somebody who is being paid by the district to be doing duties in the district which is a different role from somebody participating in a path force okay i just i didn't remember the specifics of it i just wanted to make sure that we didn't have conflicting resolution so thank you were there comments from members of the board uh board travis to me right now the way it's written it's not as clear and concise as it could be is there you know maybe something that we could you know see it rolled out a little bit more in writing what some of the things mean if not whatever the district decides thank you thank you um i actually actually kept it shorter than the original one that um had been written um every item on here is so important um i'm sure we can do away you know with a lot of it but um yeah i think just to answer to trustee chavez's we have uh actually um than the original uh that was sent out um and you know i don't i don't deep into it you know i got um feedback from trustee and jorge pacheco um just to see if there was any other you know areas that maybe we can cut or even um shift and so with that support we were able to present this um and again you know every part of it is so important um uh and so with that um i'd like to motion to um approve resolution 63-21-22 i'll second the motion but i also have a question you're on you andres thank you um we have a motion in a second we'll go to your comments or remember i know you have your hand up uh yes uh trusty herrera do you happen to have by chance any idea of because i know this was this resolution the template of it was sent out to many different districts and so um in your conversations with uh trustee pacheco i don't know if this came up but any idea how many other districts are taking a similar action and the reason why i asked is because i think it's important if there are a number of districts which i assume there are that we kind of try to stick fairly close to the template because i think that is you know it's kind of a statement of solidarity by school districts everywhere that we stand behind these particular items so um so yeah that's just the question if we have any idea how many other districts but my thought is that it's important to align with those who have participated or will can i respond board president yeah go for it uh so um i don't have the the exact number um but what i do know is that when i talked to him about some of the issues as we were editing and even some of the feedback from attorney you know and i'm going through it also with dr bauer um he had received similar feedback on some of the items that were brought up so you know i know definitely you know more than his uh district you know oak grove alum rock i just don't know the total and um i i'm in agreement you know into ensuring that we keep this um you know as true to to its forum as possible um but that's a good idea i think too um you know just as we move forward um as not just alum rocky elementary school district but as districts across california um you know i'm working together and and really learning from each other right maybe there's some things that other districts might not might be doing that we're not or vice versa um so thank you for bringing that up uh trustee before because it just sparks up other you know thoughts for me but i don't have the total number thank you or your microphone sounds really bad you gotta beat yourself with them yourself okay uh sounds way better okay okay uh well first of all thank you uh board clerk herrera loera and uh for bringing this to uh to this board's attention and also to thank uh trustee pacheco oh girl who i also did who also approached me about this resolution too so my question is a more of a technical nature to dr bauer uh organizationally which division of the district is in charge of uh student safety student services okay okay so i take so you know just just so i take it that student services would uh facilitate this tap the meetings of this task force uh should this resolution pass these but they will be part of it this resolution is very specific directing me the board is directing me to be coordinating and be working with the trustees that will be part of this to gather the individuals that's the way i'm interpreting okay and i will defer to trustee herrera to for her take on that that's that's the way i was interpreting they as a staff will be part of it because they are the hands on the ground that need to implement some of the kinds of things that the committee or the task force will will through the board uh direct us to do okay thank you very much all right respond to that yeah go for it um you know i i think the coordinating and the beginning um of this task force i think i believe we'll have dr bowers like more engagement you know more of her time um invested as it starts but i think as you mentioned vice president bam you know as once it started she'll kind of step back and then student services staff will probably take lead and then eventually um you know provide uh feedback right to the superintendent and the board um etc so that's my thought okay thank you further comments all right um i'm uh in particular one of the things that i want to make sure to underscore and to note for the public and what i find important is the notion of uh that is clearly spelt out of the safety committee as an advisor um and i think it's important to recognize that uh because of the fact that we at the end of the day the the the board is the one that's this place here to go and make decisions on behalf of the district and so i i very much am uh comfortable with moving forward because of the fact that this is going to give us very good information and uh very good recommendations on how as a board to move in a particular direction or not move and stuff of that sort so i want to thank you for making sure that that was clearly spelt out and that's something that's really important because of some of the confusion that we've had in the past where individuals have attempted to create basically another board or have asked for the creation of another board and uh and so i'm really glad that it's clearly stopped up this is an advisory body that's going to give great information uh that eventually that those recommendations will be factored into what the board does so um if there's no further comment i'll go ahead and call for the vote as i see you uh is there further more president quintero there are no further comments all right um so i'll go ahead and call you as i see you uh boardman board clerk hi board member an instrumental i foreign vice president aye board remember chavez i'm an abstain right now all right so with my sop 49 motion passes for uh in favor with an abstention all right moving on to item 2.02 report on the workforce housing community survey this is for information only do we have dale scott here dr bob i'm gonna turn it over to colvera to introduce dell yes good evening for president members of the board and superintendent dr bauer um mr del scotts can be presenting the data survey um on the workforce housing mr pena if you can elevate mr del scott to the panelists and mr bill scott when you're ready all right i will need the ability to share my screen or i will meet you somebody giving girls or dale the opportunity to share a screen patricia can you do that since you're the host please or perhaps one of you can share the presentation to the committee that was made a few weeks ago oh okay here we go i got it all right uh thank you very much um i'm gonna run through these slides um with some amount of i'm not going to go through everyone in great detail but i want to give you an overview and i welcome questions as we go through the presentation the survey was conducted of probable voters within the district within the district's boundaries as you can see in this slide it was conducted in june it took about a week to complete there were 300 completed surveys they were conducted in english spanish and vietnamese you can see the listing of the various methods by which people responded it took about 13 minutes and that last line the margin of error being 5.65 that is a margin of error on either side of any of the of the responses that you see the way these surveys work is once the person is either on the phone or is being engaged through text they are then given a few questions what i call warm-up questions to make them understand that i make them feel comfortable that they are their opinion is actually being sought and they're not trying to be sold something and then the potential ballot question the item that would be presented if the board were to go forward putting this idea on the this measure before the voters is read to them before they read it without any information and then a variety of questions are asked of them to see how various pieces of information would influence their decision one way or the other there is some demographic information questions at the end of the survey i'm going to cover a few of those at the beginning and take them out of order because i think they're important for you to understand to get a better sense of who the voters are we asked yes sir sorry you said to ask questions throughout the presentation right okay quick question i don't know if you have this but do you happen to know um for this particular study if i don't even know if it's appropriate the way it was um operationalized but is there a p-value that you were aware of in terms of the results and i suspect there is but i'm not aware of okay thank you but i will ask okay thank you uh we asked the uh the respondents the question do you have or you ever had any children or grandchildren who attended or are now attending school in the allen rock union school district this i think is a particularly important question um often board members will consider their constituents to be parents those are people that that they speak with they talk to regularly but as you can see here over half of the voters the likely voters within this survey and have no children or grandchildren or i've ever had children or grandchildren within the district i think it's important to keep that in mind as we walk through these details we also asked that question from what you know or what you've heard how would you rate the quality of education provided by the district this is really a very interesting response we do a lot of these surveys these are excellent uh responses especially coming out of covet there's been a great deal of um shall i say so-so responses to this question but to have uh over a third of the respondents saying that the quality of education is excellent or good is really exceptional for this district we also asked the question about the quality of fiscal responsibility and the same thing having a a response of excellent or good for almost 25 percent of the respondents um is very unusual in this current environment i also think it's interesting that you have 23 percent of the respondents say they are unsure and that makes sense since over half of them do not have any children in the district they don't really know what you do so it shows to me that many of them are telling the truth they really don't know much about the district we ask a couple attitudinal questions do you agree or disagree allenblock public schools are our community's most important asset and should be our number one priority 88 of the respondents agree with that with that statement which is remarkable only six percent disagree and we also ask the question do you agree or disagree quality schools increase property values again 85 agreeing with that statement and over 10 disagree very strong support for the district so far we turn to a question also regarding housing do you agree or disagree there is a significant shortage of available and affordable rental housing in the san jose area clearly this is something that people are aware of 82 percent of the respondents agree now i'm going to turn to the response to the question of the ballot measure this question uh these words that are on the left hand side in the box i'm not going to read them but this is somewhat similar to what that final ballot measure would sound like obviously we're going to take some information from this survey and make sure that that information is highlighted but it discusses the fact that the funds would be used to improve local schools it wouldn't be taken by the state it would renovate classrooms build below market teacher housing uh repair schools roofs and plumbing 71.5 million dollars with a three percent per hundred dollar tax rate and no increase in the total amount of approved debt jump in and ask your question sure uh yes uh can you clarify for the purposes of the public and also for my own clarification um what the percentage necessary would be on um on a ballot item such as this yes thanks here for pointing that out the requirement under state law is okay thank you so as you can see here without information before information i should say 50 58 of the voters responded that they would vote in favor that's our hard yes in addition people that said i don't know were then asked a follow-up question but would you be leaning yes or would you be leaning though and 11 said they would lean yes so you are at 69 percent um going into it we usually take the gas and lean yes together as a as a sense of where you are um so 55 is the threshold and you are well above it with this original question now a number of questions are asked uh regarding the various projects various statements uh various facts um they are randomized so everybody is not hearing the first question first one the second question is the second one in the following pages i have reshuffled those so that you can see what answers rise to the top this is not the order that they were asked in first we covered the impact of specific projects so for example let's take the first one if you knew that the funds would be used to upgrade steam labs and there was some information given about what a steam lab is and the question would you be more likely or less likely to vote for the bond so we have a few things going on in this uh s in this table at the same time one is the dark blue are people that said i would be more likely the dark red or people that say i would be less likely as you can see in this example at the top would be less than 10 and then the orange and the light blue are people that said it wouldn't make a difference to me and then we go back and determine is that person saying it's not a difference because i'd be voting yes or is it not a difference because i've been going no from the previous question so keep your eye on that combination of the red and the orange and the combination of the blue and the light blue if you put those two together the blue and the light blue in that first question you're 85 and in all of these uh projects on this page upgrade steam labs improve student safety increase student access to computers maintain and upgrade technology and classrooms you are over 80 as um more likely or um it wouldn't make a difference they were still rebuilding this sorry uh another another question question i'm assuming that in the administration of this survey just to uh remain consistent there's not really an explanation provided as to so for instance if someone didn't know what a steam lab was or um they wouldn't really get clarification of that or would they um well there's two parts to that answer there is more information given in the survey regarding what a steam lab is the question is longer than i'm showing it here for purposes of presentation however there is no additional information given to any one respondent if someone said well what would that mean improving student safety and campus security the person conducting the survey would not be provided would not be allowed to give additional information okay thank you um so as i was about to say the other on the second page specific projects alarms hvac repair ada requirements one of the classrooms again all uh well over 70 percent touching 80 percent they begin to fall off a little bit but these are still excellent responses roofs restrooms plumbing wiring the nova begins to increase a little bit as you can see it's now beginning to get closer to 20 percent but these are really very unusually high returns in the second segment we have the impact of specific statements so for example the most powerful statement was if you knew that funds would be spent locally these funds would be spent locally and cannot be taken by the state that has close to over 80 percent if you go down to the bottom if you knew the bottom of this page if you knew the bonds would not increase the district's total authorized debt still very strong over 70 percent but not one of your you know top top responses statements the one that does resonate is by re-authoring the bonds the district can continue the job of improving schools which is the second one from the top we then turned to the subject of teacher staff housing and gave them some various details about this this was more of the sharing of information to see whether they agreed or disagreed or whether it made a difference or not regarding the bond um housing in san jose will allow building teacher staff housing in san jose will allow teachers and staff to live in the community in which they work that was the strongest response at 80 providing housing will make the district more competitive and attracting high quality staff also 80 and the bonds will be used to construct below market rental housing for teachers and staff approximately 75 there were some other responses they weren't uh weren't as strong but still well over the 55 threshold which is the black line i should have pointed that out uh at the beginning um uh run below current market rates it would provide the district with additional funds would not be paid out of the general fund good but not as good we also checked the tax sense sensitivity of this so even though this would not increase the total amount of bonds that have been authorized it would begin the tax sooner rather than later in this case state law allows that the state law requires that the cost of the uh of the bonds be disclosed to voters but it can be disclosed either as cents per hundred dollars of assessed valuation in this case three cents or as dollars per 100 000 of assessed valuation they are obviously roughly the same the reason we don't say cents is it's nobody can quite understand what a point one cent is among voters um that's why we round up to three um you can see that the math is pretty good within this district there's not a great deal of just difference between the respondents uh saying they preferred three cents over the dollars per hundred thousand slightly better for the cents would you be more likely likely or less likely if you knew the district can continue the job of improving schools close to 80 percent and the district will not increase the district's total authorized debt now that we have gone through all of these statements we've gone through the costs we've gone through the projects and some of the other details we go back and ask the respondent would they like to change their vote in other words so we have on the left hand side their responses before information and then having heard this information we asked them if they would like to vote again and this is the response after information which is well over 70 yes when you use the yes combine the yes and yes together 67 percent two-thirds uh hard yes 15 hard no now we know that not all voters are exactly the same in their voting habits some voters are very strong voters they vote all the time other voters do not vote quite as reliably and so it's important that number one we have the right mix of those voters when we're conducting this survey and then number two it's interesting to see if there's a differentiation between those types of voters in the next slide you can see that this survey as a whole was made up of 46 very reliable voters those are voters that voted in the last four out of four or three out of three elections 47 percent were reliable voters three out of three or two out of four two out of three and then only seven percent of the unreliable voters who voted only in the last one out of the last four or three elections um what i like to put my keep my eye on is the very reliable and the reliable making sure that they are over the 55 mark and in this case that is that is true obviously the unreliable voters i should say obviously as i would expect the unreliable voters are very supportive which is great it's just they're not as consistently as voters but there are some that are within this uh considering this survey i'm going to turn to next steps in just a second with the next slide but i'm going to pause here to see if there are any other questions about the survey itself go for it okay thank you uh first of all i'm encouraged by um the report here and and what it says and and you know also as i think about the recent parcel tax i'm encouraged about the community's perception of the work that is being done by this board and this community um but the re the reason why i had asked about the the p value um i didn't i didn't hear it in the beginning maybe you said it but i thought i read a few days ago that the um number of respondents was somewhere around 300 is that correct i believe it was 300 um in that range right 301 301.

so um i mean i'm assuming that this is the case but do you typically find that for a voting population the size of alan rocks that a a um [Music] a value of 301 respondents is tip will typically provide a a fairly valid indicator of um what the the sense is on these questions no excellent question um i would love to have 400 um and it is a trade and i'd love to have 500 but it's a trade-off of the amount of voters and the cost it simply becomes very expensive and time consuming once you get up to those numbers um remember that the margin of error is five point let's call it five point seven percent uh in either direction uh we go back to the before information and after information we're still in good form either before or after we have gone back using the 300 number is a fairly common number that we use just for pricing as well as availability of callers now we've gone back we've looked at how many of the final results fall within that margin of error and you as you would expect with something of a bell curve there are some far on the on the stream of doing much better and some are on the extreme of doing much worse but the vast majority fall within that margin of error as we compare it so i am comfortable with the 300 summer okay thank you for that clarification as long as you went ahead and pulled from the various subs subsets of the of the voters so high propensity lower propensity you started having a good random mix that 300 should be is what is within the five percent and it's pretty valid you know you can go as high as a thousand and you you hit that wall and get nothing better if you're going it does it that's a very good point it trails off at a certain point but it just doesn't provide any additional reliability i'm sorry interrupted but were there other questions okay is that the presentation bill or oh i'm sorry there is a question uh yeah trustee actually it's not on the presentation more like um one on was the teachers pulled where they asked if they would live in the housing should we have housing in the district because if that's going to be who we're going to be marketing to um i would like to see what their responses are thank you yes there was a full survey done with the teachers as well as the staff and it was very positive dale do you have those numbers or do you want to talk about i yes there was a survey completed i'd be happy to share it um not at this time i don't have it keyed up uh but it i was i believe i have sent it to the district i'll send it to the superintendent again and perhaps she can distribute it to the board members it went through a number of different alternatives i will say that uh two specific questions that come to mind were asking those teachers that responded and i should say that emails went out to every teacher and staff member in the district not just teachers those that responded we asked them in general whether you would live in the project or not would you be in favor of this are you favorable to this type of event or not that was overwhelmingly positive and then we asked those that responded if they themselves would be interested in looking at the potential to live in teacher staff housing and that was also while very very positive uh with a much higher number of people responding that they would be interested and i think would be feasible under the types of dollar amounts that you're looking at for the construction of the house one more question could you give me the response number that that you did recently and was it within this month or last month um i would have to check i will tell you my my recollection is that the percentage response was in the high 30 to low 40 percent that's my recollection that's what dr bauer has the information we're looking for okay i was just gonna say this was presented to the board um and i'm trying to look it was either the april or the may board meeting and the presentation was part of your packet but i'll go ahead and resend it thank you and also um there's some birds in my back window so if you hear whistling it's not me it's the little birds okay thank you further questions or comments from members of the board i thought trusty charles needed to replace a battery in her fire smoke detector but thank you for the clarification it does sound like that uh dale is that the end of your presentation uh one more slide um the as you can see here the voter results being presented today on june 28th um our anticipation uh given if we have the correct if we have the board's permission is to bring the reauthorization bond measure back to the board for action at the july 21st meeting i'm assuming that meeting is still one that is being targeted and assuming passage of that measure which requires uh four out of five votes uh in the state of california we would then present that resolution to the county and it would be on the november 8th election uh in 2022.

and that concludes my all right thank you for that information um with regard to the workforce housing uh committee i'd like to report out that there was a recommendation from the committee to support moving forward with the replacing the bond the recommend the exact language of the agenda was that dr barr do you have that language with you because we recommend that you put approve and move forward with uh placing the bond it's in the next item of this agenda the next item of the agenda is to consider whether or not the committee actually continues this item 2.02 is to talk about the recommendation of the committee correct correct so that's why i'm bringing it up now and i'm reporting out what happened at the committee level so that was our recommendation uh board member um yeah i was actually a little confused so thank you for bringing that up um president quintero i know that at our last committee meeting we talked about these next steps and i noticed that this was on for information only um so i don't know we're able to shift that and make that recommendation because we did talk about that recommendation at the committee meeting i'm just i'm reporting out what the recommendation was from the board so there's no action to be taken around it's just uh this is what the recommendation was from the board and so the board will go ahead and choose to take whatever action even necessary at the next board meeting on july 21st uh remember uh yeah but i think my question is probably more appropriate for the next item so okay uh further questions or comments remember the board [Music] if not then thank you dale i'm gonna go ahead and take public comment at this time um anybody wishing to speak on this item please indicate by raising your hand for president there are no raised hands at this time okay all right um so yeah this was uh for information only and my intention at this point was just to report out what the action that we took at the committee level which was to recommend it recommend moving forward with the uh placing the bond um if there's no further questions or comments remember the board then we'll go ahead and move on time 2.03 all right see none then uh i'll move forward move forward with item 2.03 um do you have any public comment on 2.03 mr board president there are no public comments for this item all right um all right well with regard to 2.03 i ask the designer to be placed on the agenda so that the board as a whole can take action if it deems necessary um or should consider the need to retain the workforce housing committee in the situation with the jefferson ninja high school district they started their work after uh there was an approval of the bond here we're ahead of the game and we've heard that it's actually beneficial to have a committee on hand so that those who are working on these items can go ahead and continue to bounce ideas bring items up or that they might need to flesh out obviously the board has ultimate say on what takes place but this is a place in a space where things can be worked out given the fact that it's a very complex issue um and it's going to be taking up a significant amount of time so i bring this forward to the board for the board's consideration to determine whether or not you deemed necessary to continue because if you recall when this body was created it was very nearly focused it was very a brief time frame we've learned a lot as we've gone through the process and so that's why i'm bringing it forward um i see a hand up so i'll go ahead and begin board discussion board vice president trump housing all right uh we have a motion it sounds like you're really far away so if you want to uh mute yourself can you hear me now yeah very very like completely but we can hear you a little bit better okay something's going on with that mic if you can mute yourself and i mean yourself it tends to get a little bit better there you go oh now it just completely died out sorry about that um all right i kind of got your motion and you said that you repeat it go for it okay [Music] and it sounds really bad man if you can eat yourself number yourself again i wonder um president quite or dr bauer i i don't know if i t has found any thing in the troubleshooting i wonder if maybe a different computer is the issue i have no idea what what has already tried but all right give it a try again yeah stay still get back a little bit [Music] it's really bad man i'm not sure what's going on do you want to give it a um bread was already dead i'm texting brett to hopefully he can go again they're in a different uh room yeah um try it out talk from there yeah i know if you can get back a little bit it sounds like you're a robot transformer it sounds pretty bad um yeah i'm not sure what's up with your machine man yeah yeah before it was just faint now it's really mechanical or something yeah i think colvera and brett are on their way to rescue to the rescue and we were we had been having these conversations we have no idea what's going on if you have some like with the audio phone or a microphone is it maybe just the room he's in because he's in a separate room right he's in the boardroom yeah yeah maybe he needs to switch to another room because where i'm at there's usually no problem there i've been there too and i had no problem yeah i think maybe it's a computer winner yeah because marina used to sit down there when she you know when she was more president trustee chavez all right give it a try again let's see if that mic uh finally got fixed or something vice president fam i think we need to trade back our places we tried to trade two weeks ago and i don't think it's working how can you try the speakers um and do the the real tech audio instead of the siemens system go to the little arrow next to your microphone uh can you hear me now ah sounds way better okay i'm using my phone uh okay so get uh you know so given these well first of all previously i asked at this so we uh do you know in order to retain the workhouse workforce housing committee um there would need to be a motion to retain it am i correct yeah that's why it's being presented for board action so whatever actually today would allow it to continue okay so uh given the informative presentation by mr scott and the uh potential benefits of workforce housing i move that the workforce housing committee be retained is there a second to that motion second all right i have a motion in a second i've already taken a public comment is there any further comment from members of the board can you help them repeat that i didn't hear please uh board member board vice president found do you want to go ahead and repeat your motion yes i uh my motion is to retain the workforce housing committee all right there's a motion in a second further comments or questions for members of the board uh board remember i'll go for it thank you uh i guess i have a a request and a question um so the request that i'll put well first of all i'll have a gratitude i want to thank you president quintero and vice president herrera taking the initiative to um you know start this this committee and and start the work there and and continue the work in a very meaningful productive way it's not just a group that's meeting and you know month to month and not really having any action or productivity very clearly there's some productivity there so i want to thank you both for that um and my request that kind of puts one or both of you on the spot a little bit and if you can't that's fine but if you could just maybe do provide us with a brief synopsis or not a timeline but just you know some bullet points of of what the work progression has has been in the um committee um just so we can have an idea of of kind of where you started and to where we're at now and then i'll ask the question the question that i would have is if we do approve to move forward and retain the committee what would be the the projected work that would continue or what would be the rationale to necessitate continuing the committee forward so those are my two things uh board member uh laura do you want me to go ahead and take a crack at first or do you want to respond yeah but not before putting him on the spot i'm not the vice president anymore i am the clerk so i just want to honor um vice president moon go for it uh vice president that's okay so so the the idea is that what we've learned from the presentations um that we've had as part of the committee where we've brought in people who've already gone through the development of uh workforce house teacher and workforce housing projects particularly up in the peninsula is that there's a need for a body that's available to go ahead and respond and so that's the logic behind this uh and so the idea would be for the committee to still be available maybe it's not meeting every month but it's uh it's available for uh the workforce housing um project and then as soon as you know if the public is uh supportive and if it does just move forward there's already a committee in place that can already begin to work on the project and hit the ground running that is already informed and has already been uh getting information with regard to this project so that there's no lag and there's no need to get people to get ramped up and to just get the committee up and running we're already able to move forward as soon as the the if the public chooses to uh give the the green light on this very important uh manner um and so that's the logic behind uh authorizing the committee to stay active rather than just shutting it down and then going back and having to re re um reincorporate another committee take board action to bring it back um board uh clerk and then i'll go to dr barack i think the only thing i'll add to that is um you know the fact that we've had very detailed discussions around um the next steps for language um things that you know i think maybe we can think back to like the strategic planning right like there's some things that maybe might call for additional conversations or looking in further um and obviously at the end of the day being a committee that brings a recommendation to the board that's been thought out that's been talked to um you know the different representatives are on their area cse um so some of those discussion that some of the discussion that can be had there um obviously to then create a recommendation that could be brought to the board um that's been thought out you know with the committee members um to get to a point where there's a recommendation i think now you know we're at a we're at this place where i mean we're we we can move forward uh fast but i would i just wanted to add that in regards to um you know uh being a committee that's already formed that can just kind of come back if need be um in addition to [Music] you know um any recommendations that might come or maybe language of the you know bond measure you know are we going to include and are we not so that those things don't have to happen necessarily here we can come that the committee can come to the board with a recommendation that's been kind of thought out in that way um would be the only thing i would add dr bauer i wonder if it would be helpful to have dale give a mini summary of the timeline so that the board knows you know what are the next steps potential steps for the board to take uh that are coming because he has been reminding us in the in the workforce uh committee right like these are the next steps and that's kind of what we are trying to follow but i think it will help the rest of the board to hear from him you know just a reminder i know he has mentioned that um we have right now the board has two surveys you have the results of the staff survey and now the voter survey so based on these two results the board is going to be asked to make decisions that's why there was no decision tonight but i think it will be helpful just to refresh our memories because i think that's part of that might answer some of the questions that's just my suggestion uh dale do you mind uh provide us a recap on the i know you provided at the very end but if you can recap the the timeline they'll be beneficial for the public as well sure do you want me to talk about the timeline of the reauthorization measure which includes the housing or do you want me to talk about as well the timeline for teacher staff housing that was um you know if you can include them both that would be great can i add to that request really and it follows up from my question um that would be helpful in terms of hearing the timeline going forward but also what i was hoping to hear in um with regards to like bullet points was just for instance you know like in the conversations whatever could be shared obviously you know what is the the feeling of of teachers or staff or what you know what are some of the highlights of the meetings that have been had to this point to get us to where we are and then obviously you know it would be helpful to hear the plan going forward but i'm i'm still kind of wanting to get just a little more context about the actual kind of discussions and meetings that have already occurred um because that context will give me um you know a little more insight into the plan moving forward so hopefully something of that nature could be included um again nothing too detailed or anything but just a some contextual information about the work that's been done and the and the path that has gotten us to this point tonight so do you want us to go ahead and provide you the recap in writing we could shoot that over in the form of a couple of some bullet points to talk about what's taking place up to now i think dale's prepared to talk about the actual what's what would happen with the bond is that okay do you want it would it be okay for the committee to send that to your writing yeah i would actually i would love that um so that would that would be very helpful yes we'll shoot that over uh board member you know what dale can you go ahead and do the presentation i'm i'm not sure if you have to take off so if you can uh talk about the timeline can i get a quick question in if they can just out you know send an outline something in writing that would be great thanks that's what i just told them we'll remember sorry my internet is going in and out and there's a plane above me so i didn't hear everything all right dale go for it sure um regarding the election um the district has to take action um by no later than roughly the first week of august in order to put an item on the november ballot under california state law that vote has to be a approved by two-thirds of the members of the board which would be for a for a vote of at least four uh one it's taken to the county it is then delivered to voters ballots will go out october first or so final election day is november 8th there will be a final count of the vote that's probably going to take well into december and then a certification would occur in january at that point in time the district then has the ability assuming it wins the district has the ability to issue um bonds from that reauthorization measure for any of the projects that are outlined in the in the ballot measure and that would include teacher staff housing as currently envisioned um the teacher staff housing projects in particular generally go through the following steps there is the engagement of a consultant to do a feasibility study on one or more parcels of land that you own or want to own that may take more a couple of months or more depending on the complexity this is a superficial view it has to do with how many units would be possible on the sites what's the elevations are there any environmental problems what's the zoning it doesn't get to the level of doing soil borings or anything such as that once a decision of some sort is made regarding the the site and the number of units and the financial considerations there is a process that takes roughly nine months that has to do with doing permits getting all of the necessary easements in place doing specific drawings that can be bid making a determination of how that process is going to work regarding bringing in architects and developers after that process is done and these are regularly reported out to the board generally through the committee and when that process is done then there is typically some type of bidding process for the construction and the construction can take anywhere from a year and a half to two years at the same time while that is going on there has to be a number of decisions that are made regarding the teacher staff housing including for example the very complicated or very important such as um who is going to receive it how is it how are they going to be selected as well as some of the more mundane issues such as how are roommates treated our how about pets how about spouses number of issues such as that so that is a when the when the president says it's nice to get a step ahead of the process those are the kind of questions that are important to be starting to think about and that works well at the committee level who can then bring recommendations to the board all right further questions from members of the board all right see none then uh i have a second uh a motion in a second uh we've already called for public comment earlier uh says can you remind me we did call for a comment correct that is correct i just want to make sure um and i'm going to go ahead and call you as i see you if there's a what this what the need for this particular position is and how it will be beneficial to to our students may i respond for president yes please do thank you this is to match the 700 000 grant that russo mcentee received from the state and this was built into the grant and because this is such a massive project we really need someone to coordinate all the activities that need to happen in the next four years and it is very specific to the grant the work that this uh person is going to be doing the training this person also needs to bring it's a very specific in terms of coordinating these kinds of outdoor activities okay i think so this is a it's a very specialized um position and opportunity for our district and for our students then that they may not get elsewhere and that we can um help to provide in a very efficient way through this position yes we uh part of the description and i am learning as well i'm not very much of a of an outdoors person but i love the concept of environmental education and in this particular grant it's not only environmental education as a concept but very specifically providing students and families an opportunity to visit outdoor places that are 15 miles and beyond from our district so this is a grant that where the state is seeking families that have that that don't usually have an opportunity to go camping or to go to our state park national parks um to participate in those kinds of things and learn some of the skills that are required in the outdoors uh including i mean all kinds of of things but this is a very specific job description for somebody who's able to coordinate to help uh the families the staff uh and and the kids to be able to participate of this amazing opportunity okay thank you i agree i think this is an amazing opportunity it's it's unique it's um from a personal perspective it was opportunities like these through alum rock and east side union high school district that made a really big difference in my life that you know we were able to go to places like death valley and yosemite and those experiences helped to shape me at that age and so um i will be in support of this strong support and i would urge my colleagues to support as well okay uh so with that uh let's see here uh it would see no further comment from the board i will call you as i see you uh claire carrera hi uh trustee bejarano aye trustee chavez hi and uh let's see here uh myself voting i uh let's see here uh board president quintero it looks like there's something to take a break yes looks like there's uh so uh with that the vote is uh four to zero with uh board president absent uh or not voting okay moving on uh let's see here uh item five consent calendar board discussion and or action the board may take action on any item in this section unless it is designated for information only well it looks like there's only one item 5.01 approved ratifying notices of employment in changes of status uh june 28 2022 uh okay uh motion to approve uh do i have a second second okay second by uh motion by trustee chavez seconded by clark herrera lawyer um mr torrico uh any comments from the public mr board vice president there are no comments from the public on this item okay thank you mr toriko uh any comments from administration okay uh seeing none i will then call you as i see you uh clark herrera loera aye trustee bejarano aye trustee chavez aye my self-voting eye with board president not voting motion passes four to zero okay so uh moving on to item six closed session so uh item 6.01 announcement in public comment regarding items to be discussed in closed session do you want me to read them yes yes please yes okay we only have one 6.03 the employee public employee appointment employee employment uh titled principal entitled assistant principal okay thank you very much uh let's see here do we have any public comment uh regarding uh items discussed in closed session mr toriko mr vice president very good place to start can you see that yes we can perfect all right well greetings everyone i'm very happy to be with you here this evening i want to just begin by saying how much i've enjoyed working alongside the leaders the faculty the board members the students of cliffside park to take a look at the work that you're doing and uh look to to see what plan you might create to guide your decision making on a go forward basis so we're just going to run it down quickly what was the purpose the purpose was to create a guidance document a plan that can be used to help make decisions to move the district forward we made a very deliberate decision to refer to the process as you probably saw the um flyers that we use we called it looking forward because we didn't want anyone to feel intimidated or that they didn't have something to contribute by calling it strategic planning to some people we feared that that would seem a little off-putting we wanted it to be very invitational and make sure that we had maximum participation so what was the process well we hosted a number of in-person input sessions with the board and community with faculty and staff and with student representatives from each school from grades three to twelve we also conducted a district-wide survey so donna was outstanding with her team to get that up and out there i then aggregated and analyzed all of the feedback and input and this evening i presented this to the board of education so um here's when i was in town uh here are all the dates that we conducted these input sessions with the faculty and with the community and here's what it looked like this is a shot from the high school where our faculty members were organized in rows facing each other where the design is intended to elicit and engage every voice what we want to make sure is that everyone feels heard that it's not the loudest it's not the most influential but that everyone has a a an opportunity to share their thoughts ideas input and understanding about what it means to be a part of the cliffside park school community so we have a couple of pictures there seeing everyone engaged in the process and so i will tell you that while the adults were interesting the students were amazing you have some incredible students they are articulate they are invested they are involved when they were offered the invitation to share their thoughts and feelings they did and so this is kind of just a shot of one of the students input sheets where you can see what i asked of the students is what would a school be where you would be most successful we have two columns one is a heart because i believe great schools have connections have relationships where every student feels known valued respected and dare i say loved on the other side is ways that teachers teach so kids learn and we wanted to hear from students about their experience in the classroom when i went to the elementary school it felt like a rock star they were like yay and again uh i mean the kids were just amazing um we talked with them in small groups they had a chance to share with each other and again they were asked the same two questions about heart and their brain how to reach kids through connection and teaching and learning and um we gathered all of their ideas and input as well i will tell you that i was particularly impressed at one of the schools where one of our little girls came with her list she was ready with her ideas to build a better school i think one of my favorite ones is an emergency snack cabinet baking class but but seriously you know ways to connect with teachers and ways to what they're learning so this information was gathered to extract the themes that we see from schools three four and five as well as school six and the high school so we um oh and this this one includes five and six i should say right the middle school as well as the high school um and if i was to uh describe the themes that were most recurrent what we would see on the side of the heart was that the students are looking for more opportunities for connection for a sense of belonging and being understood and really having an infusion of more joy and fun and and a positive experience in school both interpersonally and in the classroom on the right hand side when it comes to teaching and learning kids talked about their teachers and really wanting to connect to the teachers they want teachers who care teachers who are active teachers who are passionate about what they teach um they talked about what they learn and they want it to be relevant they want to have more opportunities sometimes when it comes to courses or electives when it comes to how they learn they want to be engaged they want to be they want instructional practices to really offer them opportunities to become active participants in the learning and the learning environment as well they talked about places where they feel they would be most successful at learning so this is a picture of the faculty again we had tremendous engagement um i don't think i've ever been to a place like goodside park where every single person leaned in and fully engaged so what people did after they collected feedback on the questions is they aggregated their findings and reported out to the group so the questions were the same when i worked with the adults in all of the schools as well as the community forum the questions ask people to share their insights about what they see as the strengths what they're proud of the areas for improvement what they might consider the weaknesses what are the opportunities for improvement what are our resources and assets what are the internal threats for example things specific to the district that may become obstacles to improvement and the external threats for example things like funding and you know things that lie outside of the control of the district so again all of that information was aggregated and analyzed and what was really interesting is that sometimes what people described as strengths also showed up as challenges so for example there was a real celebration of diversity in the district and at the same time an understanding that that presents challenges for example with language barriers with making sure everyone feels valued seen and heard so some of the same strengths sometimes showed up as an opportunity for improvement and it really made it a very fascinating and dynamic uh process so when it comes to the survey this was really impressive 370 people responded to the survey which is outstanding and you can see on this first slide who the folks were who submitted a response here is some information about if they have children in the district where their children attend and as you see there's a nice cross-section represented including people who do not currently have children in the district we then ask them to tell us a little bit about how long you have been a part of the cliffside park community and you can see by the pie chart that you have really a very stable community that over 50 percent have been in the district for more than 10 years what do you consider to be most important so the survey asks people to respond to these four things educational excellence improving technology communication and long-range facilities plan clearly you can see by the size of the blue that there is an interest in continuing to improve educational excellence the perceptions of the school district and the ranking of the district within the state those were some ideas that that came up so then we started to peel back a little bit and said well what priority do you place on these various um so the first was state assessment scores so you can see there the distribution and i don't need to kind of give away the ending in advance here but this topic had the most variation in terms of what the importance that people placed on assessment scores when we look at safety it shouldn't be a surprise i'm sure to anyone that safety remains a top priority social emotional learning there was a wide-ranging recognition that students have been significantly impacted even at times traumatized their significant life changes so there's a value on social emotional learning and supports art and music less so than social emotional but still important to many people when we ask them about athletics you can see the responses there we inquired about full day a preschool variation across the board in terms of facilities repairs and improvements that was something that tended to come up from faculty in a certain way from the students and the community parent and community outreach this was really a recurrent theme the idea of communication and community engagement so when we put it all together um what i did is i added the number of people who responded with a four or a five so high and very high when it came to the priorities that i just shared with you and then i ranked them so that you can easily see them in order so i'm not sure if there are any surprises there for you but i just wanted you to be able to easily see what the survey reveals when we go back to this first question the earlier question about the goals that are most important i did a similar ranking here in educational excellence communication facilities technology we then asked about the preferred method of receiving information because communication was such a recurrent theme we wanted to ask people what is the way that you most appreciate receiving information and it was interesting to me that they're like if you look at this as a pie the pieces of those pie um are really quite similar so there wasn't an outstanding you know overarching preference for any one means but we do see that the clickside park school app came out um oh rather a pardon me the website came out as a top uh source of information what do you value about the district this was something that was analyzed in the 370 respondents i looked for the recurring themes and this is what continued to come up i'll be quiet for a moment just let you skin those certainly things to be very proud of things that people said they appreciate that they value this small town feel even though it is um you know a more suburban urban type of setting where there's a lot of growth people still value the tightness of the community in terms of what would you like to see improved or done differently here's what people shared so after asking what they value and what they'd like to see done better or differently i then looked for comments that were identified in that open invitation comment section and looked for ideas that weren't represented in these games so comments that came up um were these not necessarily by a large number of people but they did stand out as unique so i brought them forward just because they were they were interesting i thought it was interesting that people did express an appreciation for this process and for being included some of the concerns that were mentioned are here some of the concerns that were mentioned inside park i have seen in districts everywhere i have been these include availability of subs concerns about new standards issues of just change and support for some of our of our atypical learners the children and their parents who need perhaps additional support i think it's important to end on a high note let's look at the compliments yay people said kind things they said the councils the teachers the administrators are great um even the superintendent got a shout out we love mr roman uh needle uh communication they were like yay we love mike um district and staff have managed the challenges of coded very well thank you to all and we're so proud to send our students here so certainly there was a great deal of recognition for the outstanding work that you're doing and still an interest in moving forward which brings us to where we are today i presented the findings to the admin team on the june 3rd i then came into the district and provided all of the raw data all of the information i've collected to the superintendent and to donna and we then decided on today's presentation and this overview to provide you some insight into everything that has transpired to date and the plan moving forward and from here the plan is to create a plan that will address the district's priorities um and so that's pretty much it in a nutshell um this is me this is my contact information i'll leave it up there if if any of you would like to contact me for any reason but i'll do a stop share and invite you to ask any questions that you may have or offer any of your own thoughts and insights well i had a question of the comments that you wrote sort of in a summary of basis there are some of them possibly just comments from one or two people or are they comments from a number of people they were they were um unique they were rather unique okay but they they they did show up and not fall they did not the comments and concerns didn't fall under the um those other two categories of what they value or what they wanted to work on so i thought it might be important to acknowledge them okay thank you tracy i found something interesting in the data that you just presented one of the things that was important to the the community was that the district had a higher ranking within the state but then if you look on another slide they talked about test scores and test scores were not given that higher priority in comparison to the other questions that you asked but i guess you and i both know that basically the ranking within the state is based on the test scores so it seems like those are contradictory in that we want to provide a higher ranking within the state but we don't value test scores which is what we're ranked on so you know you were the deputy commissioner can you give us some insight here yes well and and we talked about that as well when i was in the district with our kind of a post uh process debris thing um i i did bring up the interesting juxtaposition between we we want to be better but we don't want to use test scores as the as that indicator uh when it comes to to rankings there are some other perhaps some sats like this the the school rankings are based primarily on student performance on statewide measures like um the njsla scores on graduation rates on attendance so there are some other measures but i did find it interesting that there seemed to be a perception that we don't want to use test scores as the measure of educational excellence and yet we wish to be perceived as a rigorous uh as a as a high achieving district so that caused me to wonder what then what what metrics then are you using to assess um that educational excellence if if not assessment scores that are aligned to the standards and that measure student mastery so what what measures are you looking at so to speak so i i did find that an interesting and interesting noticing anyone else tracy if you could just give us a brief summary of come september then uh how you're going to be involved in working with us um administratively to set some goals yes so um so you know the greatest compliment is is to be invited back so i'm thrilled to be able to come back and work alongside the admin team to turn the priorities that were revealed through the process into a plan so the the idea is to create kind of two things one is a plan on a page something that can be easily um communicated understood uh and measured and monitored so we want to create a plan on a page that would be about a three-year duration i think that i think the day and age of a five-year plan is is is gone we've learned that the world can throw us a curveball at any minute i think the idea that we could forecast five years is probably not very likely but three years is something we can absolutely get our arms around so the idea is that i will come back i'll work along this the uh district leaders in teams to to create the plan on the page and then behind maternity leave and then at the bottom of page seven and then continuing uh we are uh updating the salaries for september um some effect of july first some except some in september uh staff across the district tech staff uh secretarial staff custodial staff these are all contracts that were previously approved last year with uh three-year agreements so we're just updating the salaries of those staff members and that continues through page on the bottom of page 14 we're also approving staff members who are work working outside of the school day during weight room and intramural supervision page 15 we are approving tuition reimbursements at the bottom of the page you know as per contract with the cpa a staff member who has tenure can get reimbursed for tuition uh up to twenty five hundred dollars not more than fifty thousand dollars total and those people have provided evidence that they've successfully completed graduate classes and received a b and above and let's see at the bottom of page 16 uh this coming school year is our last year of a five-year 21st century grant for our after-school program so right now we have a tuition program for grades pre-k through three and in grades four five six seven and eight we receive a grant so students only pay 25 for the entire year to be part of that program and we are approving staff members in that program and a director and also psych supervisors as we have in the past and that basically brings us up to mr alfano finance which starts on page 26.

one nation under god indivisible with liberty and justice for all because early morning everyone uh we have no members of the audience so we're going to do a right before to stay in the community starting with finance um uh thank you mr chair i will um gladly hand over the report to mr masiana members everyone else the included import members package are a couple of reports and what i would like to do even though it's the second item to start with medical benefits report which is on the bottom of the stack because it'll lead into a final entry for this year's closing of the books so this is the medical benefits update as of may 31st and if you just scan down towards the bottom of the months you see that in the month of may our claims were 777 thousand 151 which is good it's you know it's below the 900 000 per month that was expected and i know the board members have been looking at this closely this year um and as a result of relatively low may claims and an additional reimbursement on stop loss our net fund balance went up 143 in the month of may which brings the medical benefits reserve balance as we make 31 to a million 410 797 and so that gives us about 1.57 months worth of claims reserved um assuming 900 000 per month of claims so that's our kind of ending point as of may 31st for medical benefits again lower claims month uh which was was good to see and additional stock loss reimbursement helped increase the fund balance this year so i'll stop there if there are any questions on medical benefits before we go to the finance portion then i would like to take a look at there's a fiscal year-end report and memo and i'd like to just take a few moments to walk through it board members and you see at the bottom of the page just quickly if you look the fiscal year and transfers which we'll get to you'll see that the remaining balance is zero in our budget this year so we did we did balance out the year and i'd like to spend a couple of minutes on the following couple of pages to talk about uh the year just kind of at a high level and what i'd like to start with is before we get to finance overall you know this year was a year that was marked by cobit you know as as we know and i know you know for me the year kind of is a bit of a blur that we started off kind of rough which we didn't expect was covered it got better and then it got a little bit worse towards the end however the important thing is that we were open the entire school year our students you know greatly benefited from that um on the finance side there were really two things that i think are noteworthy in the budget this year one was the cost of colbit and number two is you know the rapid rise in inflation typically energy prices which did have some impact on the budget in fact if you look at the chart in the middle of that second page has the red on it what i wanted to do here is get the board members a sense of you know what what were the impacts from code and inflation to our budget and these are approximates you know there are some estimates but i think it gives you directionally a sense of you know what were the offsetting costs and um items that were under budget due to coping 19 and inflation so you see the first two we had surpluses in our instructional assistant and teaching assistant salaries of 355 000 and maintenance salaries of 135 000.

calling the chico unified board meeting to order and we'll do the flag salute i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you okay are there any announcements that someone has any announcements all right well if nobody's kids have won anything or whatever okay i guess not that seems odd for us but so we will move to the consent calendar and is there anyone who wishes to pull an item anyone on the board who wishes to pull an item from the consent calendar okay seeing none is there anyone in the audience that wishes to pull an item from the consent calendar all right so with that may i have a motion sure i'll move pass it to the consent calendar all right second second okay moved by tom and second by matt so all those in favor it'll be a book roll call vote lando eye kaiser i tennis eye okay so passes four to one thank you i mean four to zero all right so with that we move to the discussion action calendar and number one is the draft 2020 2 23 local control accountability plan and is tim and tina are coming up to the podium i just want to say a few words about the importance of the lcap we moved to the local control funding formula in 2014 and with that came the requirement that we do a local control accountability plan what was unique about that is it was the first time that schools were required to engage with community and get input from our different constituent groups into the goals of the district so since 2014 we have been doing that we've been meeting with our community and we've gone initially beyond what was required we met with different groups of parents we met with students we've met with staff which was required so it has been something we've been actively engaged in the entire time for chico unified it sets our goals for the entire year for both the district and for the school sites the school sites align their plans to the lcap and those goals are in common and it's how each of us are evaluated ensuring that we address the goals of the lcap another unique part of the lcap is that for chico unified we look at it as each individual students the group as well as groups of students and that is required by the lcap that we do that so our belief is that we help every single student each student is important each student has unique needs we need to help each student we're also required to look at the different groups that are designated by the state and it's important that we do that and i'm just going to give one example there are many examples but i want to give one example of why it's important for us to look at the data that comes out for different student groups and i'll use the foster youth and homeless as an example when we look at that group of students and we look at that data we see that their academic achievement is not as high as other groups we see that their attendance is not as high that they struggle with attendance and so that tells us okay we have a group of students that are struggling that need some support so for chico unified what we did is hired a foster youth homeless coordinator who has the skills and the knowledge to connect those students with the supports and services that they need so that's just one of the things that comes as an advantage of us looking at different groups of students so with that i just want to say we're really dedicated to both the lcap the lcap process and the outcomes it requires that we look at our outcomes every single year so it gives us a chance to ensure that indeed we are progressing toward the goals that we set and the goals we set with our community so just wanted to give that as a little brief intro and then i'll turn it back over to tim and tina thank you good evening following the public hearing last week of the 2223 el cap tonight we bring the document before you for approval a few notes and that will follow up with what kelly had to say um about about the lcap and lcff in general um oftentimes when we're discussing the lcap we talk about targeted groups and achievement gaps and i just wanted to add some additional clarification after last week week's meeting around the turn that term targeted groups and achievement gaps so the state requires us as kelly alluded to to identify gaps in achievement in all the measures that are present on the california state dashboard achievement gaps between are all students so how is the district doing as a whole and how are certain student groups performing and there's if certain student groups follow uh fall two or more level or more than two levels below the all students group they're officially identified as that's what officially we term an achievement gap and we use the term targeted student groups so that those requirements are set out by the state do we find them useful absolutely kelly used the foster and homeless example earlier and that's a great example of us targeting a specific group of kids to give them what they need to be successful academically in school that being said services provided in the lcap based on our analysis of these targeted groups and all of our student groups are available to all students for example we see an achievement gap in elementary reading between student groups and when we address that achievement gap we bring in intervention teachers we bring in professional development and those intervention teachers are not just serving the kids in the targeted groups those resources and funds and and personnel go to serve all kids based on their need in that area and that's an important important thing to note because we do talk about student groups etc a lot in the lcap but the services that are provided are given to students made available to students based on their identified needs with that i'm going to turn it over to tina to talk about our budget well right along with what tim said the money budgeted for these expenditures goes to all students when they need it so we work very closely with our fiscal department since the 2013 school year when el cap came into b we've followed that line of making sure that all of the funding that goes to say counselors for example in fact does what tim just said if any student needs help that student will get it regardless of who the student is so just want to make that distinction i think it's it's probably pretty clear but if you if you have any questions don't hesitate to ask about that so with that we will open it up for you to ask any questions about the lcap tonight we bring it to you for approval to submit to bcoe before july 1st that is our deadline to do that and on a side note we do work closely with jeanette spencer in particular from butte county office of education she works with all of the butte county schools on their l-caps and plans and she has seen no no issues with ours and has given it her stamp of approval pending uh yours all right so is there any board member who has a particular question or comment on our lcap okay eileen whoops thank you and um oh boy i hate that thing did i miss [Music] [Laughter] um some comments from a consumer um it took me three times through the lcap before lights began to come on today was day number three going through from beginning to end what i was looking for when i started going through was to look at what was being identified by our process of meeting with people and and meeting with schools parent groups you know what was that doing and um the overview of the meetings that started in march and ended in april was really good you could get an understanding of you know what was being highlighted by the community and by a community i mean everybody's students staff parents and people at large because i know some community members did attend too i i saw the um the different breakouts in the in the process of who was coming in as those targeted groups and what their numbers were and i began to look for you know have we have we covered all of those disparities with some kind of plan and i did find that that most everything that that had been identified especially where you get into the graphs where it says you know all students and then which students um let me get to it because it makes more sense if i have the stuff in front of me um this this is another thing we need a guide that says you'll find this here you'll find the next the next group on pages sorry about this i didn't write down i think we start on page i'm past 27.

and is leaving us you know this year uh unfortunately last week on jean's last day we had a celebration for her here in this very room but that same day june's mom passed and i called her and told her all the nice things that teachers had said and she had called me the beginning of this week to say i'd really like to be at the board meeting because this board of education has done so much for her and her career here supporting things that we need to do her professional development her her goals that she always set for herself every year and she really appreciates everything the board did for her and for our teachers here in our school she was also happy that her sister her daughter and her husband neil are with us tonight to celebrate this great night uh during coven the teachers came up with another way of celebrating retirement with me at the beach and so there's talk that we're going to have another fun celebration because we're not ready to let jean go uh gene it's been admirable and we talked about this at our graduation the work that you've done with children the dedication that you did to this profession your love and your passion never went unnoticed um you even talked virtually which we thought was an omen's job way beyond what any teacher could do and you did it with fourth and fifth grade admirably the parents got to see you every day as well as the kids and what you did at home was just amazing but what you have done over the last years that you've been here gene has taught at almost every single grade level and you know i think your mom is very proud because her mom was a kindergarten teacher her mom was an educator and very often we've been interviewing for gene's position and others and every once in a while some of the candidates that were interviewing said my father or my mother has been my greatest influence and jean would say that you know she followed she saw her mother's life and said i want to be just like my mom and gene i think you are because when i read the obituary which was written by you i could tell and the family what was said about your mom is why you are the great person that you are and i know she's very proud of you but to choose the career that your mother chose just says so much about you and so the board just wants to thank you for being a part of our school district you were in jackson but we love you better than they do from 2007 to 22.

i don't know if there's anything you want to point out couple quick guidance we are working on our year-end which is just the close of the year in 21-22 which also leads to our fiscal order which also leads to our opening of the 22-23 school year uh so a lot going going on talking back and forth across the current year and the new year which opens up i believe on friday i believe it's july 30th um this year is probably the greatest number and the greatest absolute dollar amount of summer projects we're taking on in regard to facilities as mentioned previously we're taking on replacing of roofs at number six school on the elementary side and high school masonry project and roof replacement we are taking on a high school office renovation at the high school also we are updating our sound systems at the high school for both the auditorium and the gym inside and outside and at some of our elementary and middle schools we're taking on the replacement of our floors with lvt and renovating two bathrooms at the school five and in addition at the high school we are taking on the installation of approximately 19 ac units which should complete the ac installation at the high school in total uh these projects are going to be in the three point two to three point five million dollar range yeah mr i just want to point out that once we complete the high school we're actually finished with our i guess it's been a four year plan of air conditioning every classroom across the district correct right so that was a big big job but and i'm glad we're completing it this year and the majority of that 3.2 3.5 million dollars in total dollars because it's going to be expended really comes from historical surplus and again i'd like to thank the board for all their support in regard to giving us the opportunity to use chunks of our surplus for our capital and facilities projects over the last nine years we've probably uh totaled somewhere between 21 and 22 million dollars in capital and facilities uh projects and improvements over the years i want to thank the board for their support and obviously mr roman gina awesome that's pretty much it okay uh any questions on the consent agenda before we i have comments go ahead a couple comments i'm sorry it's okay talking to me first of all i saw pictures of the volleyball team practicing in the gym and they seemed very happy to be in the new gym so thank you everyone who made that happen it was nice to see kids in there actually practicing and if you permit me a personal note i want to congratulate mrs murtagh on her retirement on behalf of the parents and many many many students that she's impacted in her time here in cliffside park i want to thank her and i want to wish her well and much happiness in her retirement i know that i had the good fortune of experiencing her as a secretary in both school four and school six and you know every parent depended on her and every kid loved her and i think that it's going to be a big loss to cliffside but i want to wish her well in the next phase of her life very nice anyone else on the consent agenda are any questions motion to accept i'll make a message i'll second it that was mr tarabak he was number one it was mr capano number two yep okay i'd like to take a vote if i may um this is a brew yes but i have kept to abstain on page 11 jessica foster and who was that mrs abreu i'm sorry page 11.

that comes from a couple of things one is unfilled positions we had someone filled positions the entire year and number two is we did have quite a bit of turnover and when an employee leaves because you don't fill the position right away you have a salary pickup and so you know the staffing issues that we faced helped give us surplus and those accounts where we offset those were you know additional costs for energy you'll see and this is scattered electricity diesel and gas for transportation heating oil natural gas and propane you know hotels all told those were almost 300 000 worth of additional expense above what was budgeted and then related to staffing we did have increased cost of teacher substitutes some do not cover but a lot of it due to this was a year that was marked by you know quite a few long-term um future absences for illness maternity so when teachers go on leave and we do bring in substitutes to cover for that so that you know was a negative variance of 227 000.

you know while you're looking i'll just mention that a guide is not a bad idea uh it is a very large cumbersome not easy to read document again if i were in control of the lcap world it would look differently but it is something that tim and i can consider for next year when we start on page 33 that begins the measuring and reporting results that i mean it may be just the way my brain looks at things and can't comprehend a lot of stuff but that's where i really began having trouble trying to figure out what it was these um metric baseline outcome things were reporting and um i also had a hard time with the graph that says that some aren't um okay so let's go to page um page what 38 okay because 38 has the pupil achievement local indicator graduate a to g completion so that's that's a simple thing to understand 1920 all students was 41.9 percent 41.9 of [Music] that was my question that's a really good question um and to answer it and then i'll give my commentary afterwards that is the percentage of graduates meeting a through g requirements so that's what the graduate meant in front correct okay huh okay well i i i was looking at the um the left-hand column quite a bit to try and figure out what the other columns were trying to tell me and so i need to pay more attention to what that column says the cte pathway completion there were some disparities in um in those metrics and i saw later in the elk that it talks about um the increase that may have happened because of chico high going to the block schedule and i went ah that makes sense so some things that i noticed were disparities later on in the lcap there's an explanation for why that may have been um if there's any way of of making it a little user a little more user-friendly that would be um wonderful and again all of the things that we've been talking about in the way of disparities between groups they show up they're not in some areas they're significant to the point where um uh for example priority for people achievement local indicator graduates passing an ap exam with a score of three or higher with some of the groups it's zero um and and that's that's disturbing but our our goal is to to move those numbers up um and the goal is what's over on the right hand column the the next thing that i wanted to point out was on page 27 we go into how we get feedback and one of them the most interesting feedback groups was the students and if you notice we have um we have gone out and talked to students at every elementary school um where is that that was page 29 it's 29 kathy thank you ah there we go yes you're right it is 29.
