and we just want you to have this clock that no one ever uses anymore everything is digital but we just love this clock and it just says a hundred years from now it will not matter what my bank account was what sort of house i lived in what kind of car i drove but the world is definitely a better place because i was important in the life of the child [Applause] [Music] [Applause] [Music] [Applause] [Music] still loving what i do i know that anyone i've touched any of those children i've touched they're in my heart too it's it's not just me giving it's everything i've gotten back so i really appreciate it thank you so much [Music] and gene didn't have many board meetings but her family has not and usually after presentations we tell our guests that um if you want to stay for the entirety of this board meeting because they really are excited um you may but i said i know you want to go home to your family and enjoy your time and family again so important so thank you for being with us tonight [Music] matt is not with us tonight she left her vacation caleb was an occupational therapist for us for over 10 years she worked here four days a week and at love led schools and again uh aileen matt with outstanding occupational therapists and um she gave someone it's a great career she always says it was a great career and then unfortunately for lean um in september she had a very bad fall and it was because of dogs knocked her over and she needed surgery on both knees so her life was over 180 where here she was the occupational therapist and um she never returned to it back to us until around mid-march the surgery and everything took a toll on her she did not see herself leaving either but when she came back she had difficulty still you know still in therapy but she was you know every month every week when we talked it was always like i just want to get back i just want to get back and found it difficult and that's why she made the decision that you know i've had my time here i've loved brielle so much um but i think she needs to take care of her health and herself and felt that this was the right time to retire so we're looking for her replacement too but aileen matt i asked her you know come to any board meeting when you're ready and she is a little on the shy side but i said if you want to come back and do it publicly the board would love to say their financial advice to you too so if she does want to come back i will certainly let you know some of you do vote for me but um i'm going to do that so we want to recognize her too so thank you and at this time visitors business comment on agenda items only at this time any correspondence yes we had a beautiful card [Music] thanking the board of education so much for awarding me the leadership and citizenship award i am honored and blessed for your kindness thank you and we'll move on to committee reports on district operations certain things um i i anticipate that i've been meeting the same identity and i'll save a little bit of time on the next one too um i was traveling that route was unable to attend that meeting so i will catch up at the next meeting and if there's anything you heard about um and human resources joe we met with charleston and went over the writing joint agenda [Laughter] and administrative report yes there's no way to report for the month of june and my administrative report is really um thank you to everyone for being at our graduation it's hard to believe that that was just over a week ago it was beautiful it was a nightlife tonight outside the community really loved the graduation this was an amazing class we graduated i talked and you could watch it on youtube um about all the great things that have happened tour like i kind of give a summary about everything that's happened to us over the years and when you just see the awards children get the accomplishments of this class it just says so much about you know our teachers our children and this board of ed and i thought it was a wonderful celebration i think everyone agreed the awards that you give out from the board to the community are more than generous and our school year ended it's a tough june but our ending was excellent with field days for everybody um all the things that we had planned to end the school year worked out very well and you know you were afraid that we were gonna have to cancel things but nothing got cancelled whether those worked in our favor and um it was just a wonderful school year this year so thank you thank you anyone have any comments or questions and so we'll move on to action items so we'll begin with curriculum and programs cards [Music] [Applause] do you have a second i'll send that mr becker yes this is jones yes dr laval this is mcdevitt yes mr melinda this week yes mr bike yes and next we have district operations ted um [Music] outside one it looks like they're going to start the work on august 1st do we know how long you're working right now um we know probably won't be ready for the start of school we're going to start off with first um if you want to go down there the room is almost 100 uh so we track the room they come in august 1st and it's hard for them to say when it will be ready because they don't know what they're going to find when they start taking up the carpeting and find out why we have you know a bump running down the middle of the library so without having the library and usually start school um we call it a teacher on a card a librarian it's gonna be on a card and go to the classroom bringing closest classroom all not available [Music] if they're not finished by the beginning of the school year is something similar to the window project we did where the vendors came in after school hours nights and weekends any other questions mrs jones yes yes yes this is sure they've been reviewed by the policy second mr becker yes this is jones yeah dr phil with valkyrie yes this so if you look at the positives you know against the the negatives you know the net negative budget impact of covet and inflation was about 218 000 which we were able to manage within our budget by not spending in other categories which board members know that you know to manage our budget what we do is we put expenditure caps you know throughout the year on our non-payroll line and controllable line items so that's the impact of you know coping 19 and inflation the next section talks about the eso grants and if you look at page three there's a chart and i'll run through this quickly those first two grants that we received were sr1 and the coronavirus delete fund and know those two grants one estimate one was 99 000. coronavirus relief was 706 000 those were all fully expended by the end of the last fiscal year so you could see that the remaining balance as of 6 29 which is the fifth column over zero on those two grants this year we primarily use esser2 which on that chart is 439 559 is the grant amount we've expended 376 000 so we're carrying 63 255 into the new fiscal year that grant does continue to be available through september of 2023 and that grant was used primarily to address student learning loss and the board knows that we added additional administrator and coaching support map tutoring at both the middle school and the high school we brought in some consultants to help and last year we did a summer transition program for students so the good news is that we still have 63 000 of that available that will carry over into 22-23 and then our fester which is the next grant down we plan to use that in this 22-23 fiscal year and we can also use it in 23 24.

um and i was impressed with how [Music] the student input correlated with some of the other things from the total groups with the exception of a couple of things and i am hoping that those student inputs about for example the positive experiences with math games prizes meeting with accelerator the ar goals for accelerated readers motivation provided in classes with you know with things and they they encourage paper and pen activities as well as computers um i thought that was interesting and something that that was of interest and of course they mentioned campus bathrooms i think they all mentioned campus bathrooms they're not in the lcap with the junior high student input one of the things that stuck out stood out to me was that they were wanting to have more this is wanting to ensure a reward system over a punishment system need to give students time to go talk to someone to de-escalate detentions do not work to correct student behavior need other options that's junior high input and there was it at the high school level um the big it says big steps have been made in improving mental health services students need to access mental health services more students should not be penalized for missing class or work due to mental health services and the alternative education does an excellent job supporting student mental health was a comment at the high school level and this goes along with one of the things that we were talking about at the last meeting was the ability now of students on their chromebooks to indicate that they want to see an adult that they want to talk to somebody instead of having to go in and sign in at the counseling office and so this fits right in with that step that was made to make it to make being able to access more easily the behavior this the student at the secondary level level it says students would like to see teachers follow through more with classroom discipline issues and they think teachers would benefit from more training bullying and name calling including racial slurs need to be addressed more thoroughly i don't remember seeing that as a specific pd topic i i hope it's in there because if the students are mentioning it you know there's a significant need there students know what they need the only other thing i have is it just a tremendous amount of appreciation for how all of the identified things that we were supposed to do how we did them and what we're going to do to do them better all seem to track once once you've been through it three or four times it did seem to track i do however have one word change suggestion on page 48 at least well i have two computers here so i'm not sure which one i mentioned this at the last meeting until tom said no [Music] um page 48 i don't see a word on fortnite i know let's let me see 48.

that's an 778 grant we've expended 123 553 this year and that was basically to offset the cost of tens rentals in the fall when we applied for that grant we did allocate about 260 000 out of 898 the health and safety so we use some of it but not all of it you know we are trying to preserve these grants you know for the next couple of years to continue to do the um the learning laws and and really ruling out our staff administrative support and training there is talk although nothing that i can commit to but there is talk about extending the exploration of those grants which will give us a little bit more time to use those proceeds so we'll continue to manage that accordingly and then the last one i'll just mention that there's our funds that were made available specifically for special education needs of 353 thousand dollars that grant is good through september of 2024 you see that we've expended 20 000 290 this fiscal year but we continue to carry that over so you know that will be utilized just to support special ed uh student needs so that's kind of the high level um of items that i thought were important to mention so as we went down this budget year you know we were able to get uh to a hundred six thousand two hundred nine dollars that was you know the remaining balance after we closed out our purchase orders completed purchase orders for purchases that we need to make over the summer and work that needs to be done on the maintenance side over the summer so the 106 209 that was remaining our final entry was to take that and contribute it to the medical benefit of verifying so what's built into the closing entries is that 106 209 as the final entry so with that appendix a on this memo just gives more sense of the items that we will be doing over the summer that funds have been set aside for us on the technology side we will be replacing some of the older small boards with the smart panels like we have here in the board room we're doing those you know on an as-needed basis and they will affect all the district schools we have some replacement of older mac desktops that are used at cheshire high school by students teachers still have pcs on their desks because that's what drives the smart boards we can't get away from that yet so there's some replacement dollars that are set aside for there transportation we do have to replace one of our type 2 which are the smaller buses that is part of the port of that fleet it's not that good and then on the maintenance side we're going to do our typical painting inspections of playgrounds kitchen hoods duct cleaning um some fence repairs asphalt repairs line striping and you can see that at each school we are doing you know some specific work you know probably the largest project that we have going on this summer is a doolittle where we will be repaving the driveway and parking lots and we'll be ripping everything out and then replacing that that is due we've had some capital money but we had a supplement with operating funds to do that and i'll leave it at that so you know back to page one you know the matter at hand for the board is to make the final fiscal year and transfers so you know they are laid out there there is a motion for the board and there is a report that has been provided that shows how we got to the final year-end transfer recommendations for the board and i really covered the highlights and the memo so leave it over the questions um move that the board of education approved line item transfers for the 2021-2022 fiscal year end as follows to end the year in balance fiscal urine transfers um two that'll go fun uh from salaries six hundred nineteen thousand nine dollars ninety four cents instructional expense two hundred five thousand nine hundred twenty dollars thirty cents support services 95 444.68 for a total of 920 374.94 uh moving to employee benefits 50 100 37 and two cents and operations in minute uh in maintenance 869 337.92 for a total of 920 374.94 with a remaining balance of zero dollars because there is a influence discussion questions um okay uh so then you said that eight hundred and six thousand roughly is in the medical reserve ballot the 106 000 that yeah that will be transferred yes it's not reflected correct so we're going to look at at the end of the day one million five hundred and sixteen thousand change correctly so we don't have june claims in here so that's the only caveat that i'll make but okay all right after the transfer that goes up to 100 105 000 okay and then um i've raised this before and budget question here at budget time the 205 920 out of instructional expenses um i'm just gonna ask the question we're not cutting because i know we have budgeted nearly zero in instructional expenses this year and it it's just a little bit alarming so if you could yeah we definitely don't want to shortchange that area marlene you want to talk a little bit about you know where we are with respect to our instructional supplies and feel uncomfortable about where things stand there before you do that i just want to point out one thing of the 205 121 000 is from our tuition outplaced or special education so we had a surplus there about absolutely we didn't outplace as much as we budgeted so hopefully that helps put a little bit more perspective on really not cutting you know instructional expense purchases but with that i'll let marlene comment yeah we have purchased what we what we need for the coming year we look at our subscriptions we're constantly renegotiating the subscription pricing that we get we have to sort of look at the licenses that we need for things so i feel very comfortable with where we're at we have not um been unable to get something that we had specifically on the list and when you look at things like instructional supply things going directly faster we overspent that budget by 31 000.

at the very bottom 1.10 on page 48 professional development the um next to the last sentence says other professional development may include trauma practices social emotional learning and mindfulness and implicit bias awareness i would suggest changing that may to an active word like shall um that's that's not something that i that i want a may on i believe that's one of the things we really need to have as a will be included so i suggest we change that to shall unless somebody has a better a better word or disagrees with me i'm sorry i was going to say i would refer to staff and see what the input from staff would be on that i feel like we addressed this a little bit at the last meeting correct sorry i feel like we addressed this a little bit of the last meeting right um we refreshed my memory about how the conversation went from your guys's side i remember so do i so we can do this and we have done this and we do have staff development planned the problem is we have minimal mandatory staff development so we have the day before school starts that is mandatory staff development and we have four days that are after school two hours each first actually hour and a half for secondary now so how we have done this and i just want to be clear about it is that on our staff development day we give options so for example our secondary right now is going to be very focused on the block schedule so that would be part of what they do on a staff development day and we can schedule it so the other items are then available we can make one of those mandatory but making all of them mandatory for a thorough staff development could be a challenge on time we can do other options offer things in the summer offer things after school but i just need to be clear that on those we can't make those mandatory we can pay and encourage people to be there so the time constraint was the only thing with available staff development time could it be a will instead of a may with an and or so at least so it's so it's we'll do at least one so got it got it if that makes sense yeah jay you want to top it yeah we can do that and also what we like to do because we have a pd plan available that we've been working on at ed services for this next school year we would definitely share that with the board a lot have to do with our tier one in instruction our mtss continual of our udl trainings that we're doing so we have that in place and the people that we have coming in for those trainings but what we can do is again bring those to our staff meetings possibly with some of these until and talk to our principals at eac and sac to possibly include some of these but i also know some of our staff meetings are including those udl and tier one and reading and event reading um specialist trainings also so we do have things in place but again those things that we have on there are things that we've done in the past and we would like to continue to do so i'm not discounting those professional dollars because those are ones that we want to continue to do we've known trauma and trained especially with our new staff that have not been through them that we would like to continue those harley thank you dr kaiser the lead in sentence to this was what i thought provided the flexibility because it says we'll provide professional event throughout the year in the following areas so to me that that gave administration their flexibility um but the message that that as a board member i would like to see stated in that sentence is that it shall include or will include trauma-informed practices and trauma-informed practices are at the the basis of our social emotional aces impacts on our kids and how to deal with with the trauma that students have faced social emotional learning and mindfulness and the mindfulness is is something that's a unique kind of uh process of dealing with all things and it's not something that in my opinion that we all have the innate skills to provide our students with a way to you know to get in touch with how to calm how to uh you know that the mindfulness exercises that can be done in a just a very very short period of time uh can can be extraordinary and and of course the implicit bias awareness is in all areas and so that's why i wanted to put it as a will or i have a question related to this same thing this particular item about professional development for those four pieces um and it's that there's zero dollars i think outlined for spending on that but i'm assuming that's coming from somewhere else that's not in the lcap yeah we're using so dollars and title two dollars for that to make that happen so that plan goes in the lcap because we're going to be doing it but we can we're pulling from a different funding source exactly and then same thing for the school climate surveys and i totally agree with um mr robinson and one of the other things that we do when we uh plan our professional development plans for the years is we meet with our elementary district leadership council and our secondary leadership council and we plan out a plot what you know they also believe um that they would like to see in our professional development because we trust our teachers too on that so it's between the district office and on my team and our dlc that plans out um the professional development eileen were you making a motion i i'm going to make that in form of emotion i don't think we're at the point in rules of order of making a motion at this time we're not there yet in rules of order so we still have to ask for public comment and continue asking questions of staff and all of those good things so um this is my only part about this is that this is a pretty narrow specific issue right now and we were collecting other comments about the lcap so if you could hold on to that does anyone else have other comments on the lcap well i i do and uh it was back to page 27 when we're looking at the community meetings uh feedback and facilities need improvement that was also brought up by some parent groups and by students and um we do have a statement in this about the nature of that first of all lcap doesn't pay for facilities but the second part about this is we have a modernization facilities plan that's all scheduled it also requires money the money would not come from the lcap so i just wondered if there might be [Music] because it was mentioned multiple times about facilities especially bathrooms so i wondered if we might put a little stronger statement that recognizes that the ocap does not pay for facilities and that there is a facilities plan because i think it's a perfectly valid point your point is well taken we thought of that too at on page 31 at the end of that educational partner input which is what was formerly known as stakeholder input at the second to last paragraph we addressed exactly the two things that you just talked about that the lcap does not fund facilities and also we reference the modernization plan and the math things you got that one too so you did respond to the oh yes and the math yes yeah the most common points pardon that's page 31 31.

the uh staff training as we know has been a real focus of what we've been doing we overspent that budget by about fifteen thousand dollars so i think you know we've been talked about a good chunk of the money that we were bringing back to that account was for outplacement so i think we all feel really comfortable about where we've saved money within that account and where we've over expended actually to make sure that the needs of our staff and students are being met okay thanks and thanks love the question we love the question yeah okay um well you're not gonna like this okay so there have been comments in the community concerns that have been released and i think a few of us have heard them about the esther funds and there is and i just want to ask this question for those out there there are concerns that this essa money is coming with stands attached from the federal government um you have to teach this you have to could you just address that yeah marlene you want to take that yeah no there are no strings attached what we've done is that bounce forward plan that we've talked about for a long time i completed the application and checked off all the boxes that say what we need to do and the strings attached are we needing to report back on exactly how we spent that money we completed that report about a week ago we had to tell them exactly what we spent during different periods of time along the way and all of our money has gone into training to training our current people to our curriculum writing institute it's gone into consultants that we've brought in just to level up our game and to make sure that we're pouring money into our current staff yeah our focus when we talk about consultants and training has really been on instructional coaching our administrative team just spent the last three days doing professional development around data teams and coaching for instructional games and things like that how to support our team and honing their craft there was no quick pro quo on any sort of thing there was no requirement for that you know we can't go out and buy hot tubs you know but this is uh it's it's really kind of as a matter of fact given the grants that we've received in the past this probably has less strings attached to it than many other grants that we receive so you know we've been free to employ the strategies that the board agreed upon in that fast forward plan and feel real good about what we've been able to do with that money we've tried to be judicious with it to ensure that we can stretch that out for the most value we added for the longest time possible so i feel like we really leverage that well but definitely no strings of passion thank you glad you asked that question too okay so then um i'm the estimated budget thank you to the nineteen-year pollution which is managed within our budget is that managing our budget with the asset funding no it's so that's it's it's all factored into the offsets that we have within this operating budget um yeah so those the line items that you see there were not charged to ask those right conditions i mean like if there's things that are related to 19 and these are buds are associated with that shouldn't couldn't some of that money even used like to pay for the tenants and that we did we used 121 of us to pay for the tents okay so we did some but you know there's a balance that we struck between you know what do we need to spend now versus what can we hold on to this money for future years so we did some of it but not all of so that feeds into my question thank you andrew which is i'm looking at the chart on the third page of the remaining balances that we have to spend we have through september to spend so i don't know can you tell us a little more specifically what that money will be i mean i'm sure we have a plan for it it's not probably not for salaries are you talking about esther 2 when you say september 23 yeah remaining yeah yeah so like to the column to the left of the 63 000 the 376 that money has paid for things like you see in the far right count um staffing support coaching math we've brought in math and that supported the high school and middle school so that is applied to that yes we can pay salaries yes yeah absolutely what about the bigger amounts the arp s yeah all of those things we've used to offset salary costs um in professional development really the bounce forward plan these these we use these monies to pay for that bounce forward plan and i'll definitely share with the board it's because it's been a couple of years the files forward plan we adopted that march a few years back and we really i think checked a lot of the boxes as we moved forward um yeah because we had to do it not last year the year prior um to to really help move past forward like we said how do we come through this resource being better uh professionally for the experience our administrative team our professional team how do we do that i'll send that plan out again but just but that's what it's paying for i mean quickly the we added uh an assistant principal on mormon we increased the assistant principal hours to cover two little chapman we added a math coach of god we had a math coach at the high school we added additional reading and math support so those are salaries that are being paid through sr2 and then that will continue to far faster so the longer we could stretch out the use of people's grand funds the longer we can it will refer to our offering in many of these cases we didn't hire a new position so we have our literacy support tutors so we added money into that so that we could increase their hours so we knew that there was going to be this this could be this lag in learning yeah that more kids might need support so we sort of increase their hours you know as needed based on what the kids in that school needed so we put it where the holes were um and as far as the training sort of the same thing so when we when we move some staff around and use our own staff other positions we then trained them to make sure they were leveled up because then go into classrooms and help support specifically around this idea of the learning loss and where that needed to be targeted so it's all really data driven and based on where the needs were where the needs of the kids were and where the support and training was that they needed to have great thank you for that explanation that's very helpful and exactly what i wanted to hear i had one more question going back to the um essentially the savings that we gained from the turnover and yeah basically we realized savings predominantly with instructional assistants where we posted positions and didn't find qualified applicants right and i guess my question is is that a lot is that very different from the previous years it was more than in previous years and it's been harder because first of all the educational market has been flooded financially you know with our investor money and a lot of people use that money to hire additional folks so you know there are a lot of open positions out there and not as many qualified people to fill those positions so that contributed to this issue and then economically there were a lot of jobs to be had um and so you know we're competing with more not just within the educational domain but broader so um yeah there were more than our typical this is not how we want to save money per se exactly but uh and we have aggressively worked on recruiting you know different strategies and things like that but um that's really where the bulk of the savings came from within that ia and teacher assistant playground a those positions where it was harder to hire people so i know that you and ben and marlene don't have the crystal ball but we don't anticipate that yet next year well to a degree i think we anticipated um hopefully not to the same extent uh you know the the minimum wage is increasing maybe that will be more attractive to people uh i think it's tomorrow right july 1st first and then 15 june first right here yeah that's two minimum wage increases yeah so you know maybe that will help but um if there was a point where i think if we paid twenty dollars an hour it wouldn't matter we just would have been able to get people you can't just pull them out of thin air so we we do foresee it being continuing to be difficult but hopefully not as hard as it was okay thank you sure if i could just piggyback on that question actually um has the school system looked into fema reimbursement because i know that fema is reimbursing for all um cleaning related to covid and to uh well other covid related expenses uh that normally that arpa would have covered so you can there's that is still out there from the beginning of the pandemic to now definitely explore that given the fact that we've used grant money to pay for it yeah already because we had intraday cleaning and stuff like that during the real estate of the pandemic we cease the intraday cleaning in the spring but um surely you explore that i mean just if you're if you're looking to extend the yeah like uh esther money uh fema is kind of clearing up those costs um at a hundred percent so i mean i will look at that yeah because not everything was charged too you know right because if there's stuff you hadn't charged and stuff that you did charge uh that could be picked up by that to be able to send the operations so i don't know if the town had done that but it's also extended to the town nothing on the salesman for fema but you mentioned uh first replacement of a short bus yeah basically okay so you know this is you know i'm interested in electrifying our vehicle fleet whether it's school loan or debt going on also it was last fall federal government passed a bill speaking directly to this issue of electric electronic the us vehicle fleet i'm just wondering i don't expect that you're going to be able to buy an electric bus this summer but i'm just curious in general in your own day-to-day work have you seen you know in communications with deco or with your counterparts and other school systems have you seen an increase in the communication about it absolutely and i don't know that we're quite there yet for you know the infrastructure is the big expense and deco would would certainly support any initiatives to you know move to alternate fuels and now obviously electricity is the one that's being focused on so it is on our radar okay you know the difficulty we have is obtaining any vehicles we have two van replacements this is a type two so there's a 28 passenger bus that we have to replace but we have two fans on order from last year that we haven't received yet you may receive them for the beginning of this school year so you know not i'm sure that doesn't surprise anybody understands the vehicle market is extremely backed up and it applies to any kind of transportation vehicle as well on the band side apparently the explanation i've gotten is that amazon is buying up all the bands for their fleet you know and cutting off everybody else from being able to get their vehicles delivered because they've you know they've expanded using the type of vans that we actually use as transportation vans these days those high tops are excellent hard to come by so but yeah it's on our you know it's on our active radar and we'll keep looking at it there is some some grant money that has been made available i'm not quite sure it's enough but so just um just to follow up on that uh that go are they are they collaborating with any towns on actually electronic athletes have completed this time yeah i don't know you're not sure i'm not sure because i think they are yeah i'm not sure and if you know they've got some pilots here and there i know that and i speak to john david who's the president of daco he would certainly be interested if we wanted to do a pilot either hampden i think handmade got a bunch of fun before yeah from the vw settlement i think it was vw diesel settlement i don't know if that's that go but there were a couple towns in connecticut they got it and i think deco is one of the busting companies for the towns my one other question uh with regard to the infrastructure you mentioned are buses do they sit at the bus depot with deco buses or do we they do yes so if we can get the infrastructure in place it's just one place it's not two places okay generally speaking yeah and we we do have funding to improve that parking lot because that the lot is really tight right now um there's about another almost an acre that we can develop to expand you know the parking we need to add another entrance because right now there's one entrance exit so we do have a plan and funding to make those improvements that property was actually its prison property that conveyed to the town i'm just waiting to get the final confirmation of those details and then we're ready to go to planning and zoning so my point is as we make those parking lot expansion and improvements you know that would be a time to add you know infrastructure if we need it for you know electric vehicle charging you know part of the infrastructure is we wouldn't have to upgrade the electricity yeah no and it's complicated because it literally has to fit into the grid and that's not yeah that's not an automatic it has to fit the capacity constraints to the grid or more of the grid needs to get upgraded and that could be beyond your control or yeah yeah okay thank you but can i think back on that but are there is are there federal funds available to to do this they'll like to find the vehicles to get the infrastructure in place i'm not sure about the infrastructure piece but the vehicle piece that i could i'd have to get more information on the details so then you have to we have to go through the process of applying you know and it depends on how we do it because that co is the transportation provider so you know we've talked to them in the past about an arrangement where they would have to make vehicle investment you know and we would pay for it through our contract is one way to do it you know unless we decide that we're gonna take some of the vehicles we own and purchase electric and then it's it's on us and so it's actually that's a little bit easier than trying to run the program through dagno so because we don't have our own fleet we're using companies please right then it becomes an issue of so who gets the funds paid for yeah and there's you know there's this way you don't get to work there's ways to do it you would have to work through there's there's legislation that still needs to continue to pass to make these things stuff that just happened this session whether it's state legislation yeah yeah i think it was just as you might be able to be good it was i think it was this year schools changed from a five-year potential bus contract to a 10-year bus contract i don't think it was allowed to go beyond five years correct until that but i think that law just changed i don't know if the government decided i'm pretty sure it's going through because if you have a 10-year window then that's what bus is normally good for not five years then you can build that into the contract where it makes more economic sense to deal with um so i'm a list of school maintenance projects one thing and this is kind of on both sides for my other workforce um our fields at our elementary schools are in awful shape and we talk that these are community facilities especially to digital modernization efforts and then here constantly and um improvement um i thought there was being a little bit of time it wasn't some big loophole last year that all this money was going to close down about what to do you know whether we hire an outside contractor to come in and you know take a look and give us some recommendation and cost estimate on what it would do what it would cost upgraded fields you know i mean adding to what andrew's saying i know that john hollock you know is concerned that two fields are coming offline when they do the upgrades at bartland so there's really nowhere else other than the school fields to turn so that is and yes there is no specific funding for that but again depending on on what it costs you know there's a split that we do you know with uh with the town certainly something we'll do when we split the maintenance of the field so i think we should have playing thinking about that okay because i think that there's something that we the town would definitely do yeah it's got to be collaborative really because when you look at our curriculum and pe and the building use of fields we're not we don't have the demand for you know well-groomed baseball fields you know within our curriculum and the elementary grades so it's how do we collaboratively work and i know that you know steve mcfarlane and ben and john and sean and myself we've all been you know kicking that around for a while and trying to tackle it through different ways uh pretty effectively george watney as well but but definitely room to continue especially with uh parliament yeah so to meet the needs of the community i mean we want to be good stewards of that and work with the town even if we don't quote need it ourselves that was your answers last summer prior to uh the elections was talking quite a bit in fact it was foreign in all the fields in our schools because i just did i don't think it came out of it but it was maybe this was getting the department park project started but uh but yeah i too hear more so now maybe because there's demand about some of the fields being in poor condition i know i said ben it's been a while but he sent me emails about the um some of the baseball fields the bases or you know not safe and things like that there's outside groups that bring that stuff in but uh i think it's a good point you race because they need a high demand that there's less of other fields but it's definitely an issue that needs to be um dealt with and we're going to have more joining students in the school system so they can imagine what kind they're going to have more demand not to be able to cross i mean our investment obviously at the high school level we're maintaining those fields we have an expert that comes in to take care of you know the infields and all it's just that the elementary school and god was really not used for school purposes per se as as baseball softball diamonds but we're going to have to wrestle this yeah then has there been any funding earmarked for this project or is it just a i know that's it right now i mean i think what we really need is probably capital investment i mean we we can allocate some outside grounds funding you know for this but it's it's a discussion that needs to continue to happen is that something we should add to our finance planning splash meetings in like august or if so if i don't know maybe you have a planning meeting before august to kind of put together what might be the needs perhaps or you know because if it's structural or um just is it just grass it didn't have to just deter you know whatever um if we could know ahead of time so that we can kind of incorporate that right somewhat related not to get too far off the discussion as i would also add to that finance planning meaning the utilization of facilities and outside groups we never really closed on that i do run it from time to time uh the person that raised that issue is you know copenhagen however it would be nice to close up on that yeah things have been used this past year you know pretty yeah pretty very nice nice to see any kind of get back yeah the cost uh discussion system but that issue is also also a collaboration yes though they need to be in on that discussion are there any other questions okay i'm seeing there are no there's no additional discussion um the motion on the floor uh well there's a motion on the floor how's that that i read previously that's right um so um i'll call for a vote all in favor it is unanimous thank you that concludes the finance portion of the meeting excellent up next we have our personnel um board of education applies a 2.75 compensation increase to dr solon's base salary for a total of 446 dollars in addition the board agrees to adjust dr solon's group term life insurance policy to three times his annual salary from 2.5 times his annual salary the board will compensate dr solon at a rate of 2 000 annually for the purchase of additional life insurance and his contract is hereby extended through the 2024-2025 school year sam seconds yeah so we've uh we've had a few meetings uh about dr stone's contract i think there is uh i think that board is generally happy with his performance in the past year um his annual goals the top two correct me from getting anything wrong here jeff the top two goals were basically uh working through the pandemic keeping the kids in school the second goal was school modernization keep that moving down the track um what he is what i believe he has really done successfully with the school modernization is not so much advocating for it although i know that he is a supporter of it but the real goal is to provide the information provide the facts to the community to understand uh what's happening why it's happening trade-offs that exist if this doesn't happen there are other concerns so it's not simply a matter of this is what we want there are trade-offs costs and benefits everything i think personally i think that he's been very successful in achieving those goals this year and for that reason i'm going to be supporting this motion today um i just uh also want to kind of ping back on what what tim said we did have a number of meetings so if the public is watching i want them to know that this has been discussed thoroughly and um one thing that that really struck me in the in the discussions is that you know the key to a successful business a successful organization is maintaining and improving the employees within that operation be they teachers be they uh you know management staff and private corporation i just i think jeff and his team have truly worked hard to um just bring good or just excellent training to an ongoing training for our staff um if we are you know we have seen the results there are certainly areas that we want to see improvement in but um as i said you know the key to any the success of any organization is the staff and i think he's done the job and i think 2.75 is very reasonable in our uncertain times so i am also going to support it this year as well my i have a logistical question are we not voting to extend his contract no it's because it's right at the end lessons oh sorry thank you voting for this motion as you know we've had our differences in the past and i'm happy to say our relationship has improved and uh i think you've done a fantastic job the last couple of years and so i think this well deserves it thank you i too will support this motion as faith uh mentioned uh tim a number of personnel community meetings uh to go over dr sone's review uh uh updating goals from this current fiscal year ending today and we're going to be working on uh dr zone's goals uh for upcoming school year this fall under claims personnel guidance so uh you know any anyone that's been paying attention protecting the entire town half this past school year um knows that's been quite quite a challenge for all the stakeholders in cheshire public schools cove with the pandemic just the division out there and that all that plays directly into our classroom so you know the fact that that was someone's able to lead but for um what's that how crazy is our employee base uh 400 key trees and keep them motivated and you know rolling in the same direction and overcoming challenges it's a lot to be said i know it's not just dr solomon but uh he is coordinating a lot of folks and then besides his day job as attendant has mentioned the school modernization committee has been a tremendous time commitment from at least 2019 when committee action started and you know while that ended you know our work and years particularly just just began so as folks of real life i've seen and i saw your spend the night with the superintendent is that july 14th coming up tonight without you yes it's not always smooth sailing it's meaning that things are not perfect in cheshire and every board member last year if there's a situation or opportunity to improve that the stone's been very receptive as well as the rest of the team and you know right to his right that nexus support staff and vincent and marlene so i i support this i think it's very reasonable um and especially in light of the work that's coming um i think this is justified in you know i also want to credit uh salon and you know his team for you know putting cheshire on the map not that it wasn't but uh it seems every year school is more recognized for a number of things so uh that doesn't come by easily so um [Music] angela and then sam so um i've watched you take our school monetization effort a little rogue show and i've seen it in multiple different forms and i think that you're able to talk to the audience at hand and you're able to be relatable and you're able to kind of get people who might be naysayers against school modernization kind of bring them up which i think is like crucial we all know spiritual at this moment but yeah i mean it's it's i watched the pandemic i watched you i checked your christmas graduation your kids like the staff like community likes you we like here i just want to say that i would go above and beyond what we're compensating you for but um i want to respect the process that we have gone through and spent hours going through so um so i think i'm just going to pretty much upload what everybody says but being in the business myself and knowing your colleagues they all you know say wonderful things about you and it's i feel less as a pride really knowing that you're leaving the district um because they make comments to be basically saying that the district is a well-oiled machine runs smoothly and you show a lot of grace we've got a lot of negativity plus on the other side you brought in positivity so i appreciate it thank you unless there the motion is on the table um all those in favor station this mission passes right thank you let me just say one quick thing first i i'm a member of the team and you guys are certainly the real key contributors and parts of that team i appreciate the relationship that i have with our board of education um because you are so reasoned thoughtful ask challenging questions and have a real commitment and desire to improve education for the kids in our community and i think that makes my job that much easier and more rewarding to know that we're working so collaboratively to try and support the kids in our community but i'd also be remiss if i didn't recognize certainly the two people to my right and carol and mike and the countless people who work in our school system who do so much i mean you know i'm probably more visible in terms of like whether it's you know out at the front of a meeting or on the news or whatever but the work that these guys in particular do behind the scenes that really drives our success can't be overstated because they're they're really incredible teammates and professionals and i wouldn't say that we're lucky to have them because you know we we work to hire outstanding people and put them in positions to be really successful and they work really hard it's got nothing to do with luck um their success and our success so i just want to acknowledge them too and say thank you again for your faith in me and extending my contract another year so thank you absolutely i did not mean to admit carol i used to see her right listen there's always opportunities for people to grow and and overcome issues but by and large i believe we have an awesome staff here you know again it's we're fortunate i have some really good dedicated people and um let's see what happens in school here at this point all right 10 minutes long personality for another motion yeah thank you motion that the cheshire board of education compensates dr solon for two unused vacation days at her dm from the 2021-2022 school year from the 2021-2022 operating budget seven sammy samsung discussion discussion yes could you put a dollar amount on that just for the record okay i think it's about a thousand dollars one thousand dollars yep generally roughly okay so either for two unused vacation days dr songs contract a lot did you want to talk about that oh yeah basically so um i think the idea here what i have i think at least chair chairman paraguini has um because of the pandemic the working has been a little bit crazy in the last two years um he had a number of excellent had a number of unused vacation days and then part of our discussions about his contract negotiation this was just part of it saying all right we will give you uh compensation for two unused days and i believe you had quite a few more than that um at the same time this is related in my mind this is related to the pandemic and the uncertainty related to it um and so this is really use it or lose it going forward yeah which is basically no more not a payout next year i mean it could be something extraordinary but yeah the idea is this time and not next year i'd prefer we not deal with any more global crises moving forward let's hope that school modernization is the biggest uh button from now on yeah no i was just gonna say so to then has i've been taking into consideration that thousand dollars and after operating i did this [Laughter] it's already it's already incorporated into the numbers it's not going to create the nexus right in any you do want your organization folks to take the occasional reasons you know health peace of mind but also when when they're out it ensures that there's you know folks in the office cover day to day so um we encourage dr saul and his team to take vacation yes chance for your help any other questions from the court seeing as there are none uh the motion is on the table uh in favor of the vision atmosphere passes anything else yeah uh correspondence i did not see the first time um thank you the whole business i have no new business um as this is the last uh meeting of the school year next school year starts tomorrow i don't hear us from us for a while but yes my first year and then i just want to thank you all um especially the team over here for a smooth transition and just welcoming and so on and watching me could be you know individually before the year started just to make sure i was comfortable getting into this team here so i really appreciate i know we have our differences but i think you know to what tommy's been promoting with kaden support we actually are able to promote stability and what it is we expect the community to to be like basically so i just want to thank you all individually i'm glad you brought that up i was going to just say that this year has been uh incredibly challenging and rewarding for all of us i i i'm really personally really happy with how the board is operating you know everyone has a voice to the table no one is shy to bring up ideas concerns you know i welcome sam to to the fund and we i think we drove right in after the election and i'm not surprised it's nice to always have that fresh perspective and i'm encouraged by the coming school year as well i can't wait to see what we do come this fall and supporting dr solomon and modernization there's a lot to be done and i'm just trying to get our kids back to their higher sense of normalcy the school year so uh i'm not gonna would i i hope uh the this summer is enjoyable for everyone and get refreshed and come back charged charging forward again so that's all it's like this is any of your comments or questions or it seems there are none overrated until those donuts so uh do we need to continue uh so against the name gary one enjoy your summers take so much time off now that being said i'm gonna ask for a motion to adjourn faith adam all those in favor as unanimous adjourned thank you everyone thank

because those comments were made by multiple groups as feedback and i think it's really important that the public realizes that we are responding to those comments they were their participation was important i do have a question um on that note um how is that different from action 1.4 facilities maintenance for 5.5 million out of lcff funds i'm looking at page 77 2223 expenditures table can you repeat the page number the total expenditures page so in reference to page 77 the facilities maintenance is our maintenance department so um so that's separate that is maintaining the existing facilities so they're safer students safer staff what i think dr kaiser was talking about was the addition of new facilities or modernizing our existing facilities so for chico unified it would be the differentiation between john carver and his staff which is what's here on page 77 and then the facility master plan of new facilities or modernization would be under julie kissel's purview great thanks for that clarification i think that's good too for the public to hear about you know what these funds are specifically going to and are allowed for and also where the funding source comes in for those other projects that you know we all acknowledge need to be done so thank you all right are there any other comments from the board okay i'll open this i have a comment oh go ahead i just want to say beforehand that i'll be voting no on this lcap for reasons previously stated in last year's discussions um i like the old cap el cap a lot better i don't like the fact that we've given up on the basic more garden variety goals that used to exist in the previous version of the lcap i also feel that the various lcap meetings that we're having i think are structured to be kind of a curated feedback mechanism and i see a lot of politics finding their way into the the structuring of curriculum and our resources through through this process and i think we should go back to the way that it was all right any other comments sure i would like to agree with uh mr chenis in part in that i think we might want to look at how our community feedback meetings are structured in the future because i also received several comments about i feel like they were more curated show and tell than actually information gathering sessions i'm not sure how to fix that let's think about as we go into next year so did did any of the board members go to any of the those meetings because they really were set up where we out and i know we have parents there where we asked what is going well and what is not working and collected all of that data so there was the opportunity for us to hear what we were doing well and what we should continue to do but also the very specific what isn't working and what needs to change what do we need to do differently what i would agree with is the time i mean you start getting into the conversations and they really take a lot of time and i think that we need to build in more time and probably especially for that second question you know what is it that we need to do differently but out of those meetings we did come up with lots and lots of input and lots of feedback um and i can say as someone who sat at a table and took notes um for the group i was the note taker there was lots of there were lots of things we were doing well which was great to hear and i and i think that's important for us to know so we continue doing it there were lots of suggestions of things that we do differently some of which we could not do restrooms came up a lot there were things that you know we just cannot do with lcap dollars we probably need to do a better job of describing that that yeah great input we can't build this um and then at least for my table and i think most people followed suit i would then turn that list back over to the parents and say i need a parent to report out on this read it through you pick the ones if i miss something add it but i tried to get every comment that was written down so very open to other ways to do it but i don't want it to be a scene that we only talked about good things or it only came from us because that was that was not the case um i just want to make a comment um on that last that last piece that you gave about turning it back over to the parents because having participated in these in other committees in the community it can sometimes feel like the person taking notes if they're already in staff it's almost like they're just writing down what you know what's going to make it look good or you know kind of directs the the conversation and in a in a direction that's going to you know paint a positive light so to speak so i think it is important to emphasize to all folks that are taking notes that it needs to be reviewed by the rest of the members of the note-taking system so if it wasn't happening at every single table that wasn't normalized that's something that maybe we just consider and make sure that we keep doing that yes eileen um thank you dr kaiser uh never tennis i i do recall that last year you were very concerned about the um that how many people had information about and and had been advised of these meetings and had the opportunity to provide input and or attend and i i paid attention to the effort that the district was making to get every single household notified of when the meeting was what it was going to discuss and and then having the um the ones that were targeted just for specific groups so that there was a smaller group to a parents to talk openly about what their specific concerns were with their student group [Music] i'm i'm just at a loss for understanding how you don't feel this year's process provided as open and productive process as as could be made we even had the notices in several languages not just interpreters i i just i'm sorry that you don't feel supportive of our lcap because it exemplifies you know putting not only the money the staff the resources behind the things that we have said are our number one priority which is bringing up all of our students that that are not up with the the 100 percent the all students metrics and it to not support this plan and all of those resources um puzzles me i i just i it's like i want to ask what more do we need to be doing i'd like to i'm just make a point of order because uh i should have interrupted mr tennis but i am not feeling like the interrupting type tonight but um it would be more appropriate to have these when we are in discussion with the board and have a motion on the table so i would suggest that we focus our comments and our questions to staff at this time before we take public comment i don't think it's appropriate for us to convey how we plan to vote before we hear from the public as part of our rules of order all right so any more questions that would be directed to staff i did have a question about the mathematics tim of the statistics being reported where there's a number sometimes given in brackets after that the numbers were under 10 which is needed for statistical significances sometimes says 2 or 6 or we chose last year following the targeted student groups to show student groups under 10 due to feelings of certain student groups being ignored i recognize that there's inconsistencies in the the end size in in parentheses and that was a clerical error essentially and that's something we'll work to clean up okay thank you um for the audience that this is particular on page 57 for example if you're not familiar with statistics a group number that's under 10 is not regarded as statistically significant and some of the groups where some of the changes were the most dramatic i'll just pick out one filipino went from the highest number we have to zero and it was just flipping back and forth so my mathematical conclusion was it's a very small group it is a very small group especially going back to eileen's comment earlier when we talk about graduating classes or we may have an 850 student graduating class and then we break that single grade level down into student groups that are already small when we look at the whole district the numbers get really low that being said again the feedback from our our targeted parent groups was a feeling of being ignored if they were left out of the elk maybe we should have a just an explanatory sentence about we are representing every group i think that's a great idea okay thank you any other direct questions to staff before i turned it over to the public comments okay so i opened it up for public comment do i have anyone in the public yes of course come on um while she's headed up here i had a glitch with my child care communication tonight so i actually have to leave in just a few minutes to go pick up my child from daycare okay hello i love the expectation of me coming up here um so yes so what mr tennis and mr lando brought up about the lcap meetings um one very happy that we are having specific group meetings um for el cap i had actually suggested to diane in 2020 when all that happened like parents that have children with special needs we don't some don't show up to these meetings because we feel most of the topics discussed do not apply to our students that's why there tends to be a lack of involvement in pta ptso pto all those things because we feel those things don't apply to our students but um going back to what mr tennis and mr lando said um it did kind of feel like a big ol we're amazing and we're great and hear all the wonderful things that are happening and we had very good facilitators at our group um but our group tends to be a little more vocal about our concerns that we have and so we left the meeting upset because we felt that one it was definitely short on time like there is a lot more detailed um input that we could have given um felt that it was short on time and um again just felt like it was a big ol we're amazing and we're great um and that's not to say that our district does not is not 100 wrong but there is definitely room for improvement and i think it's important at these meetings um where some parents aren't as involved as jessica and i tend to be um i kind of felt if they hadn't haven't been involved they were kind of like oh like it isn't as bad as i thought it was here's all the amazing things that our district is doing um and that's not the case like there is definitely a lot of room for improvement improvement and i felt it could have been better addressed in presentations and things like that that were displayed at the meeting um and like kelly said too like i think the meeting was like an hour if that may be two hours definitely not enough time i think it'd be beneficial to have them quarterly because there's always ongoing concerns and sometimes parents don't make notes of like oh when this comes up i need to make sure to address it at this time or i need to email this person or i need to come to this school board meeting if we have those meetings more regular regularly i think that allows for parents to give like that continual input of what's going on what's happening what we need to improve on and yes showing us what is going well but not having that be the complete presentation of giving ourselves a big pattern in the back when it's not completely deserved thank you so we are obligated to have the two lcap board meetings in this cycle i mean a week apart but um are you suggesting more frequent i'm i'm kind of picking on you are you suggesting more frequent lcap meetings for the very specific lcap groups that like you know homeless or disabilities or is that what you're suggesting yes okay thank you i just wanted to get that clarification yep all right okay any other come on up i gotta go okay is it me is it something i say [Laughter] just kidding i'm just joking thinking my time are you gonna be able to come back okay oh all right that's my heart hi everyone so yeah i am i agree i think somewhere we've gone too far right or too far left whichever one we've gone to an extreme here from a political perspective from like a radical perspective and it's so much terminology and so much information that you're trying to um kind of catch up to and digest right so so last year's lcat plan i'm still trying to realize the terminology and we're still into mtss and all sorts of things so i'll give you a couple examples so i mean this whole world of equity right what's equity it's like two perspectives and if one side's too far out here the other side has a big meltdown it gets very intimidating it was very intimidating here last week right we had one position one man here and a whole nother slew of people over here and it was like i felt the whole world imploding it's very intimidating to come in here and ask questions about equity and things that are so progressive and so far to the left so it's extremely intimidating um you know and we had this attack on rosedale elementary and you know i watched it from afar and i looked at every perspective and the fact that you know we've got a kind of a a perspective of one side that is able to consume and absorb and come in here and and march in here with a big production that makes it extremely intimidating i mean there was costumes in music i didn't know what was going on and when you take a step back you've got teachers in this community at that elementary school and parents that have been there for decades saying one thing and then you've got this one faction over here and there's i mean there's all sorts of inflammatory information in the media i mean how was this woman allowed to go to the media and let natalie hanson gin this whole thing up we had like almost a race war outside it was insane and i you know she's it's just it's just way too far out into another perspective here i guess and when i look at the you know the policies and programs again if i look at um this one's a bail service proposal for chico best practices for equitable access i mean here's you know equity is a driving force in all decisions for any learning organization great interrupting and disrupting in equitable systems and structures to transform the experiences that's the goal that's the aspiration interrupting and disrupting that's what's happening and it happened with the rosedale elementary thing it happened last week with the two people it's happening constantly it's all politically based and then you've got everything connected to chico state which is we know is extremely progressive right stonewall alliance is right here for your counseling pages and you've got you know a goal here to continue to strengthen lines of communication with csu chico i'm like what happened to the churches and the other organizations that we've banned that aren't allowed equitable access so i just think we've gone way too far over here and we're i'm just a normal person trying to catch up to the terminology and the policies and procedures so i don't know the answer i just think continuing the process is just going to create more problems and more more more disruption so thank you all right and did you also want to speak on some of what elaine said um about the time it is really a short amount i mean school site council itself meets quarterly i don't know why lcat couldn't do the same thing again i noticed that there was some groups there that didn't have a lot to say they're not as vocal as we tend to be i thought you know it was nice but when you start off with hey what are we doing right you know everybody wants to put in that and then oh well we only have you know one minute left what do we need to work on and it doesn't all get put out there and and you know some of us left kind of unsatisfied with the thing you know that we didn't get to say what we needed to say i think lcap is super important i don't think i personally don't see any politics in the lcat meeting at least not in ours i mean we're there for the special ed program that's it i'm advocating for my kids elena's advocating for her kids i mean i don't have there's no political agenda for me to be there to advocate for my children um but we need these base things for these for our i'm just gonna say we need these for my kids i know elaine feels the same that there are some needs that aren't being met but then we just got to talk about it more el cap and have more lcap meetings thank you all right thank you is there anyone else from the public that has a comment they want to make i'd like to respond to jessica real quick i i totally see where you're coming from and i think that you guys do a great job advocating for your kids and um and thank you for being here and and i didn't mean to throw any shade on you guys about that i was thinking of other other things all right well let's keep our we'll let the public comments and then we'll tell our board discussion so if there's no other public comment then i'll close oh yes i looked at you and you didn't get up oh i'm sorry come on i don't really like doing this i'm bringing this because i put something down on here if that's okay thank you um just one question what's your name please oh sorry my name is brandi brandie mccann um i know that a lot of people have come to me asking questions about hey i know you have opinions on this or that what do you think about this or that and um i don't really feel that i'm the one who should tell people what to do with their families or what to think i like people to come to conclusions on their own and kind of guide them into doing their own research about what's going on sorry one thing someone asked me is will our schools be affected by the president's withholding of school lunch funding for we've all heard about this we promote inclusion but many things going on behind the scenes are not as transparent enough for most parents who are spending most of their time working and using what little time they have left over to enjoy their families i know many parents who feel as though they're not included and you know like me i'm not ignorant anyway and although it is my job as well as a parent to be aware of what changes are being made within our schools i hear more of what's going on from my children than i do like information and i don't like that because as we know children have their own perspectives and i believe he hasn't seen my kids they're very bright intelligent but i it's a perspective in their kids so i would like a little bit more transparency is what i'm asking and you guys are doing a really great job i just i'm asking of that where i seen those lcap things you know um as a single parent we struggle with managing all the different things that come up and especially everything that's happened in the past two years so um maybe like she said i liked that that you know maybe making more time for things like that um and not just you know set times by the time i'm scrolling through my hundreds of emails i get a week it's really hard to keep up on all this stuff so maybe making it i don't know um easier to understand and we'll stick with that oh easier to understand of what's going on because um [Music] uh let's see a parent shouldn't have to struggle interpreting and will this district be as transparent with the parents regarding their plans moving forward as they are with their social media posts all right thank you thank you and those were your two kids that went skipping out i guess i'm sorry i don't have a child doctor it's fine the last speaker asked a couple of questions and i know the answers to them on the the i read the bulletin about the budget trailer bills that were passed this week and the the school lunch program subsidies are in the state budget so we will begin continue to have the funding for the school lunch programs in fact they've also expanded to allow for some upgrade for our kitchen so that we can utilize more locally sourced produce and things and and have more cooking going on in our districts and and the other one was the um what was the other question one was about the lunch program [Music] i i saw a bulletin today um regarding the number of different languages that we are pushing things out um from our district level to so i'm i'm not sure if they have just now started that i i but but it is intended for this next year that a lot of the stuff that goes out to two parents will be in [Music] multiple languages i think it's three although i'm not sure hmong was included but i know it's english and spanish and our targeted case managers we have a lot of multilingual targeted case managers that are in contact with our non-english speaking families so it's a significant problem we've known it and we are finally getting some ways to be able to make that better she still all right come on up you need to ask it so it's on the mic so other people hear your question and therefore thank you they'll be paying attention the funding is is already there did that have to do with what the president was speaking about is was that already something that was set in place in our schools that many parents were not aware of the money for school lunches um the issues that were that he spoke of regarding that that if i'm not in these schools is anybody aware what i'm of what i'm talking about nobody it was a statement that was made regarding allowing other children of the opposite sex into the same bathroom those those things are not in the lcap at all and i have no new information on that i do know what you're talking about and it was a statement made through the department of education that the president initiated and and why that's a concern to me isn't because you know i have any judgments towards other people but just speaking to my own you know my daughter who's 11 she felt very uncomfortable with that as that was allowed in her school she didn't say anything like mean or you know she's not that way we're not that way but um she just felt uncomfortable it is a complicated issue right okay thank you so i i just do want to address that in that right now it is a public comment period so we really encourage you to reach out and i believe erica can provide a link if you're interested but they are asking for parent feedback into that decision okay thank you thank you guys all right thank you for coming up and i and i just like to continue and address some of the issues that we heard we are absolutely happy to have more meetings and gather more input if people come we like that we're happy to listen happy to learn and work with people that's not a concern at all on our end um we do have our board agenda and in fact if you look at your agenda you can go right up to the top there's a little toggle switch there and you can put it in many many many different languages and other documents same situation erica has done wonderful work in ensuring that we get online services that allow that translation to take place for most of our documents that go out especially via social media in regards to the lcap i am going to be the first to tell you that this 108-page document is not user-friendly it is not family friendly it is not even educator friendly it is a format that we are required to complete by the state it's i mean nobody can look at this and say wow i now understand what's happening in schools because i read this that is just not the case so i just want to be very upfront that we don't put this together thinking wow it's really enthralling reading and people are going to be excited and fully understand what we do at the end that is not the case it is a mandated document that we do what we do after this is done we did it the last two years is a two-sided sheet that is a synopsis of all of this that is user friendly so i just wanted to acknowledge um you know all of your comments this is even though it was designed to get community input and tell the community what we're doing it's not an easy document okay i'm going to close public comment and now we'll move back to the board so again for the board we don't have a motion yet uh was that what you were going to do is make a motion all right yes dr dr kaiser thank you okay let me get mike this is the first time i've ever tried this with two computers up i saw tom and and uh i'm not sure matt if you've had two computers up for but it looked like something that would work so i want to make a motion to change the word may what was the page 48.
⚗ AI-reconstructed · cite from original above
i'm getting there well maybe having two computers wasn't a good idea okay the uh 1.10 provide professional development and a reminder that this is regarding professional development throughout the year and i do recognize that um the way it's developed and stuff that that there's there's a lot to be covered however even understanding there's a lot to be covered i believe the things mentioned in the sentence that i'm proposing change from may to will include some of our most important areas of focus so i would change other professional development will include trauma-informed practices social emotional learning and mindfulness and implicit bias awareness that's my motion all right can i have a second i'll second that in order to allow the discussion to continue all right ma'am yes so my uh concern is uh the same thing that we're about at my staff we have to we definitely want to cover this but i also don't want to be out of alignment if we don't have a specific training on each one and we only touch on them at some points so i'm hoping some kind of language we can say our goal is to cover all this um i agree completely this is all important but i also recognize that we have a very limited amount of professional development time built into the contract so if staff has any idea about uh language to that effect i know kaitlyn's working on something you remember what her suggestion was i think caitlin said um other professional development will include trauma-informed practices social emotional learning and mindfulness and or implicit bias awareness she put the and org that would be acceptable to me yes to add or to the and or for the last item okay okay i'm okay with that as a seconder and jay is that going to get enough time framework yeah we will uh uh that will abort and what the lcap says we will continue to offer those trainings as best we can throughout the school year okay all right any other discussion on this motion so just for my own clarification i guess i should look at the exact language what page is that page 48 item 101 1.1.10 1.10 it's the last thing so it says and implicit bias awareness may include it and the change would be will and then the last part and or so instead of saying and okay will include these things and or implicit bias awareness thank you no further comments right now all right uh if there's no further discussion then we'll take a vote um robinson i landed treyserai tennis name okay so that's three to one so it passes okay all right uh were there any other changes that someone on the board wanted to make i don't have it i'm gonna drive the floor yeah yeah i i don't have any other um specific changes the um things that i mentioned to um tina and tim about giving us some more guidance as we work through the format i know we're stuck with the state's format but we can do some user-friendly you know how to how to decipher because this is not user friendly this is not parent friendly it took me going through it three times on three different days and several hours of you know reading rereading trying to connect the dots and that's that's not that's not good for getting the kind of participation that we're all anxious to have as as all of the speakers indicated and the superintendent has indicated a willingness to provide more opportunities for input if the document was a little bit easier for everyone to engage with i think we'd see a more productive and by productive i also mean if you go away frustrated and angry that's not productive and so i'm that's those are my only suggestions i i understand you know the reason why it is the way it is but i also hope that it can be changed to be a bit more user-friendly not not i know we can't change what we are required where we are required to respond but we can do a road map that's what i'm asking for yeah yes so yeah on that note we wouldn't be um doing something we weren't supposed to do by the state if we added something in front of it right like a kind of an executive summary slash uh table of contents for hot button issues i don't think that we can but i'll turn to tina and tim i mean the template is the the template here it would need to be an entirely separate document but yeah the template is the template and i would have one thing to add we'd work with bcoe specifically jeannette spencer to make sure that we were not going outside of anything we needed to be going out of and i understand that the template is what it is i think what i'm thinking of at least was something like an extra document that again it's kind of an explainer in you know uh plain english that we could also then use that before uh the lcap meetings to distribute to parents and say hey here's the short version what kind of like the flyer but maybe a little bit with a little bit more meat on it right and just to be clear we do not um distribute this whole document at the lcap meetings because people would probably run um but i'm thinking you know listening to what you're saying and eileen saying maybe something along the lines of what ed services presented last week as the overview of the lcap which is a little more friendly easier to follow easier to to see what the specific goals are and doesn't get into the details that this does and this can always be that backup document for people that love this stuff and want to get more into it but i thought they did a really good job of breaking it down last week so tim and tina christian sorry gosh um one of my former students too i'll have kids at home do you guys uh have any uh response to that i i have seen examples um of documents similar to what you're mentioning and tom i think hit the nail on the head with something similar to our our two-page uh summary but with a little more meat to it we're actually gonna meet tomorrow at nine o'clock to discuss our two-pager so we'll bring that up in that conversation as well you're off our community meetings including our um our uh special group meetings uh we do have more of a simplified version of what we share with the families of what the lcap looks like in the in the goals and stuff like that so we can do continue to do work off of that too right and that's similar to what we showed last last week the data that we showed to our parent groups thank you all right so uh any other um board suggestions or changes okay seeing none may i have a motion then yes i move approval of the 2223 lcap proposal document what is it hmm oh as amended yes very good okay thank you i'll second that all right so i have a motion by eileen in a second by tom um we'll do a voice vote again sure robinson i landed kaiser eye tennis name okay all right so with that um thank you and we'll move to the california school dashboard and does that let tina off the hook that let's tina off the hook and for real thank you both of you for all the yeah the work you put in yes i know you've put in time very appreciated okay as part of the local control funding formula the dashboard that that calls for the california state dashboard we're required each year to report out on local indicators so the indicators that are are metrics that can be measured and displayed on the state dashboard are done in that manner and it is left up to districts to evaluate their own progress towards other priorities so this is a information item the cal the you can see it says fall 22 and here we are in in summer of of 22.
⚗ AI-reconstructed · cite from original above
the local indicators will be displayed on the fall 22 state dashboard which according to typical timelines comes out the first week of december so that's when we should expect to see it public we are asked to evaluate district progress in priorities one two three six and seven last week in our lcap presentation we we listed the eight state priorities and so these are additional measures on those five priorities we are simply asked to evaluate our progress in the form of number ratings or narratives depending on the priority and whether we quote met that requirement or not is dependent on the fact that we evaluated our progress not the amount of progress we don't get extra credit for extra progress or we don't get dinged for for less progress the state simply wants us to report out that we are evaluating progress so the first item that we evaluate is priority one basic conditions at school um and this would include proper teach teacher credentialing and facilities inspections amongst other things priority which we have met priority two is around the implementation of state standards where we're required to give ourselves rubric scores based on a variety of in a variety of areas around the implementation of standards and for that priority we have met so excuse me tim just as a clarification we didn't have state testing a year ago so these are our results with this these are not test results the test results on the state standards for english math and science come out in the california state dashboard okay this is the implementation the stages of implementation of standards including english and math and science but moving beyond that into you can see history and social science as well okay priority three parent and family engagement there's been a lot of talk about that tonight um and in this case we're simply writing a narrative about how we engaged families and community and so for priority three we have met the requirement priority six around school climate requires us to administer a school climate survey and analyze those results which we have done so we have met priority 6.
⚗ AI-reconstructed · cite from original above
priority 7 requires us to write a narrative regarding how we have improved student access to a broad range of courses that also comes out in the lcap when we talk about cte a to g completion and ap enrollment and ap test scores um so that's that's mentioned in in our narrative response and we have met that criteria as well and so like i said these will be part of the california state dashboard when it comes live in the first week of december according to a regular timeline and i'll take any questions right now i guess i have to admit uh the whole thing about the amount of time it took to go through all the data and i was just having a very conflicting schedule at home but i was assuming testing was involved so it really helps that you clarify that and um i don't know i'm i'm taking responsibility for that so i don't know that it needs to be stressed again but um you know some of the parents may not understand when it says that our reach out to families was you know at a very high level and that's not what they thought that was being measured right right it's a little confusing so i'll say that again yeah when when i say you can see our our three choices there on the on the screen met not met or not met for two or more years so for for this um for this metric it would for the parent and family engagement it would mean that we did not have stakehold either we didn't have stakeholder meetings or we had stakeholder meetings but we didn't indicate it in our response okay all right good that that clarification really helps me any other board uh comments or questions all right speaking of family we have a board member returning so that's good all right if there's no other discussion i'll open it for public comment no public comment okay all right i'll close public comment all right so um do i have a motion just informational thank you that helps all right so appreciate that so we moved to business services and the 22 23 budget uh jacqueline yes so before you this evening is what was presented last wednesday seven days ago regarding the original budget for next school year for 22-23 and i will preface it with as i stated last week it's a pretty conservative budget based on what's currently in statute so good news we did receive word late monday afternoon that the governor's office and the legislative leadership have agreed on a state budget so the intent is for the entire legislature to vote on it by friday which is the start of their summer recess and then governor newsom has 12 days to sign the budget at that point it was bargained in good faith so we do feel like the information that's coming out related to ab18 which is the new state budget for next year is going to come to fruition in the next couple days so i do want to highlight a couple things that were major changes in the budget so i think i did say last week there was a 98 or 99 chance i'd be back in august with a revised budget and now it's 100 so i will be back so i do want to point a couple items out to the board in the audience this evening so one of the provisions that is going to go through is a three-year rolling average for average daily attendance from a funding perspective what this does is for declining districts or districts that took a large hit related to average daily attendance due to quarantining days with covid it kind of softens the financial impact of the district so we are very encouraged to see that actually come through and it is in statute so it would be an ongoing provision going forward related to that our local control funding formula we knew that cola was 6.56 pretty substantial the plan that is moving forward into the budget is going to be almost 13 of an increase in ada funding on a per ada funding perspective so they are increasing what they call the base amount per ada as well as applying a cola on top of that so that will be substantial dollars coming to the district for that another provision that we are excited to see maybe with some strings is related to home to school transportation so we've received a flat rate of just over six hundred thousand dollars since the inception in 1314 of our local control funding formula they are now going to fund 60 percent of our home to school transportation which will be just over a million dollars for the district so we're encouraged to see that what is required though is that we transport tk through sixth grade students as well as any low-income students so there'll be a plan coming forward by april 1st of how we're going to do that so i will be meeting with the transportation supervisor at the end of the month um to see what that leads because we'll need to see trello bear language of the exact language of what that entails okay yes mr tiss the 13 increase that you mentioned before transportation yes what category was that again um that's our ada funding so our primary funding of unrestricted dollars for attendance of students in school and so that can be used in any educational expense so really at the priority and the will of the board facilities yes thank you so the transportation of home to school will be tk tk through sixth grade okay is the provision right now um we're also looking at two pots of one-time money so there is uh 7.9 billion on the state level which is a lot of money we don't know what that will equate to for chico unified quite yet for learning recovery funding and we have six years to spend that but it's largely for additional instructional time social emotional learning school meals much of what actually is is supported in the lcap related to learning goals the other one-time money that we will receive is an arts and music block grant so we will have money that will be earmarked for those services as well um the other piece of great information that we did receive is with the implementation of tk there is a 12 to 1 ratio or 24 to 2 ratio at all times in that classroom and there is funding in the in the state budget at 2 800 dollars a kid with acknowledgement that that is increased cost that is increased staffing that we would have to incur in order to run that program so it's great to see that both the governor's office and the state ledger's legislature um acknowledges that it that that is a cost to the district in order to have 12 to 1 in that tk grade range all right any questions from the board that's really the highlights there so i will be back in august um with those revised revenues to see what that impact does to the chico unified budget it's nice to hear good news it's great okay so um this is discussion action so i'll open it for public comment does anybody want to complain about more money we are happy now okay i'll close public comment and any further discussion by the board all right can i have a motion what's the just throw out some ideas what well i'll have you do that what sort of motions might we possibly make right now approve the 22-23 original budget as presented okay um i move that we do that i'll second all right so matt and caitlin all right it's hard to argue with this much more money okay uh any other all right may i have a vote robinson i landed kaiserai in tennessee all right okay good okay so now we're moving a still jaclyn to the education projection protection i'm sorry account yes epa or education protection act was voted in by the voters in november of 2012 related to prop 30.
⚗ AI-reconstructed · cite from original above
it's not new money for the district it's just a different pot of money that must be used for non-administration essentially so we do as presented last week we do have 13.8 million that would be in this account and we are using 100 of it on teacher salaries they are the closest to our kids in our classrooms um we think that's the best use of those dollars okay discussion okay public comment close public comment all right may i have a motion yeah i'll move that we uh adopt the education production account plan as presented okay i'll second that motion okay so we have tom as a motion and eileen as a second any discussion all right all those in favor signify by saying aye aye all right perfect okay so now we go to the reserves disclosure and jacqueline yes the last piece related to original budget is a reserve disclosure so any of our fund balance or savings account if you will that is assigned or unassigned must be delineated as to why and what those dollars are for so we have 15.7 in that category which is basically an 8.3 reserve so we do have our standard three percent based on our ada that we are required by the state of california to set aside this board has taken action for another two percent um which about 3.7 million an additional 1.8 million related to some one-time money that was set aside as well so it leaves about 4.5 million and we have that set aside for cash flow attendance volatility really any educational expense that may come up that we haven't anticipated for because that happens we think it's prudent to have a healthy reserve in the event that the economy turns south we have a cushion things happen legislation changes and we have to be able to adapt implementation of tk is a great example it came very fast and we didn't see it so we need those dollars for that all right any comments from the board okay i'll open it up any public comments discussion money in the bank all right i'll close public discussion all right may i have a motion sure i will move we accept the reserve disclosures all second okay so we have tom and caitlin all right so all those in favor signify by saying aye hi all right okay hey girl all right so with that jim we have the california school employee association tentative agreement okay so we reached agreement with the csea back in may last week um cse down in sacramento approved through the 610 process this language which we had signed off on earlier the last step is board approval um csca voted on this and uh approved it also this is language that we've been using for a number of years now i think four or five years it was um in a side letter on a previous tentative agreement but it was never placed into contract because we wanted to see how it would work and it's worked fairly well very well actually um it's it's um reallocation and reclassification and just really quickly the difference between those are reallocation is when a position is not competitive with the market and we need to raise the salary in order to attract new people into the district we recently did that with bus drivers we do that with it folks probably more often than not because that's a highly trained area also plumbers heating and air conditioning when we need people to to apply for a position so it's a good thing that works for us the other is reclassification so if the job changes in the quality of our the complexity of work for example for example where you need increased technical skills the job may not be the same as it was 20 years ago we had typist clerk 20 years ago we don't have that now people are working on computers constantly so the level of knowledge and skill is much higher so we have to do reclassifications occasionally to bring up salaries so we compensate them for their um their skill level so anyway um all of this language is language we've been working under for the last four or five years with the exception the only change was we went from twenty five thousand dollar a year cap to thirty thousand uh we've had um significant raises in um minimum wage over the last few years and that bumps up our minimum wage that we have to have to attract employees in our step one um salary structure so that the five thousand dollar increase gives us some flexibility to um accommodate changes as they come up in the reallocation reclassification process so anyway um like you said the this language we have been using um for a number of years and i'm bringing it forward to the board for approval so we can put this in the contract as permanent language all right any comments from the board well i have a comment but i'd like to make it after this this is for technical clarification questions right so i just want to hold a place to talk after we have a motion before we vote on it okay thank you i was just going to mention to mr hanlon that the position was a clerk typist yes i i was one i i'm sorry i literally could not understand what you said other than jim hanlon's name uh mr hanlon had said that they were typist clerks and they weren't they were clerk typists so and i know because i was one okay all right just so i'll open it up for public comment this is again a change to a contract agreement with csea any comments all right i'll close it and uh so is this now when you want to make your comment i'd like to move approval of the tentative agreement i'm gonna second that okay so we have a motion to approve the uh csa chapter 110 tentative agreement and a second by eileen um no okay discussion the second with tom oh i'm sorry and i am going to uh vote to approve this of course i'm glad we've got it uh squared away but i just want to put on the record that in the future i would like to talk about um adding some language or money into this uh specifically for training for some of our parents and that's something that i talked about a little bit earlier but uh for what can you can you say that thank you um i would like at some point to talk more about um adding more training time oh training time for some of our paraprofessionals okay um but just then again as i held this position at one point um i felt very thrown into it and it'll be great to see maybe that's changed in the last 10 years but either way i would like to see a little more formalism structure before we throw them to the wolves i can get you information on how much training we've actually been doing um it's quite substantial you may not be aware of it i can get a printout from classified hr and if that's not sufficient then we can certainly talk about that in closed session for future negotiations thank you that i'm looking for okay and just to back up what tom was saying that is one of the things we get a lot of comments on especially with with special ed paris okay all right so we have a motion and a second a voice vote all those in favor signify by saying aye aye okay passes thank you jim all right so the next is the discussion action approval of the updated new board policies kelly so we have had the first reading on all of these they are back to the board for approval if there are any questions or changes we'd be happy to address those in the past how we have done this is the board has identified if there's any that they would like to pull for further discussion and pass the rest as a group and then go into individual discussions about any of the ones that have been pulled dr kaiser yes um just for clarification um board policy 1313 on civility this is the first reading on that one is it not that is and it is a different uh agenda item right they're not talking i'm confused we're only talking about items uh one uh four one not four two we're on 4.1 4.2 is the new board policy we're looking at 4.1 and the items there and we are on 4.2 4.1 that's what i thought i had up here it starts with board policy thank you i'm okay i was mistaken all right so any uh questions or concerns with the board policies identified at between 4 15 and 7 to 11.
⚗ AI-reconstructed · cite from original above
um i don't know that we any public comment on these most of these come from changes in state or federal laws okay seeing that i'll close it all right may have a motion or a move adoption of these edits okay we have a motion by matt i'll second that okay tom seconds it all right any further discussion i'd i did have questions but i got them all answered and you guys should have gotten my communications of my questions okay thank you all right so we made we then have a voice vote all those in favor aye aye all right all right okay so now we move to item number two and that's the one you had a question about 4.2 is the civility policy this is a new policy that has been put forth by csba and we are bringing it forward it really sets the structure for what our expectations are for behavior typically we would have a first reading and board members this is the first time the public has seen it gives the public the time the opportunity to see it we will bring it back at our august meeting for uh further discussion and any changes as seen appropriate by the board okay question for you madam superintendent um you say csba brought this forward on what time frame did they bring it forward so uh csba is continually reviewing board policies and they are the one that that do the template for our board policies and they occasionally will bring forward new board policies for consideration uh so this came forward in the fall of this year of last year correct right follow last year 2020 what so we're not voting on this he's not on this tonight we're encouraging though the public to look this over as well since it reflects uh the nature of our interaction in public meetings and it's information only at this point informational only yes okay thank you all right with that i move to um number three which is the uh tentative letter to the city about the location for alternative sites for the homeless and this one is kelly well this was an item that was requested by the board that when the city identified um homeless sites for camping this is specific to rvs that we put this back on the agenda there had been a request to just draft our concerns about proximity to schools especially if they were within half a mile this is a draft letter and certainly just a draft open to the board using it not using it or making changes and edits to it so i'm going to turn this back over to the board this is a board requested agenda item tom thanks so i uh for the most part i appreciate the draft and like the language in it um i would like to see um i guess a a question put to the city of what exactly do you have anything as you develop these plans that um address the needs of the of the schools that are nearby like have they i don't think in what i've seen they haven't specifically addressed that in any of the encampments i would like to put out there to them hey we're here we'd like to we're an important you know population and group and entity what are you going to do seeing as you are this close to us am i paraphrasing this by uh wanting to see the sensitivity of a location to a school for our students is that the context yeah i just want to know that they've considered that the schools are there and what plans they have to mitigate any impact um giving the schools that are there yes okay eileen yes thank you tom i i agree i the um the paragraph after the bullets to me represents that concern and that direction to the city council did you want to add something more or something more because i didn't notice a question mark in there anywhere so i want to make sure they know we're asking for some for some consideration and possibly some information as well we ask that the city council continue to support safe and active travel to and from school walking biking i think tom was asking for what mitigations are they going to do is that what i heard you ask oh what mitigations the city might propose i completely misunderstood your concern okay any other comments or concerns welcome um with tom's question concern in in mind um is there anything that that we could do to ask um that they uh the lasso please continue to consider safety including this over 800 kids that attend marsh did you want to broaden that maybe with with something because i know things are so fluid the city manager was saying that they are now looking at buying private property which reduces the amount of control until it comes into the city's things it just it's a it's a significant concern if they are not committing to certain monitoring and and things so i agree with you we we need to ask them you know what are you going to do caitlyn did you want to do you want to just take that as a consensus and and see if you can put that in the letter i don't think the request was to put it in the letter but the request was to reach out to the city and i can certainly do that both verbally and via email um ask them to address for chico unified what mitigations they plan to take to ensure the safety of schools i mean i was envisioning it at something in the letter but if you think appropriately reach out i mean i kind of want to on the record that hey we'd like to know exactly what the specific plan is for us so put your question into the letter please inform chico unified of mitigation mitigations that you plan to take okay absolutely thank you caitlin um yeah i just um i think to kind of follow up on that um i think that the goal is that we are on the same page with the community and ensuring everybody's safety and so our students safety is really important if there are folks that are you know existing outside near a school that their safety is also important if we have extra traffic to and from school at drop off and pick up we want to make sure that maybe there's extra resources available to ensure everybody's safety so that you know the cars are are operating safely around if there's increased numbers of people and things like that so it's not a necessarily uh um not in my backyard sort of stance but more of a just general public safety stance and acknowledging that schools exist and students exist and so do these increased activity times and if there's other people in in those areas that we want to make sure that everybody's safety is is taking precedent anything else that somebody one thing that i do want to note um is that i do believe one of the locations is also close to oak bridge so you may want to consider adding oak bridge into this as well did i get it in the second paragraph i think it's kind of all-encompassing the first time we asked the pass through was within a half mile i think yeah so that should be a trigger rule street from burger hut yeah for the record for those who can't hear the conversation hats happening it was asked in the audience where oak bridge is that's our where we removed our new location for our independent online academy it's in northwest chico northeast chico i know my directions corner of cohasset and lassen thank you doesn't look like a school yeah it is good sorry all right any other comments suggestions i do think this is a concern um i was approached by action news today about this and um i suspect that a lot of community members are unaware of where these camps might be located or how close to the schools they are so yes all right so this would come back with these suggested changes it certainly can yes okay so any other comments that somebody wants to add yeah i would move approval as written as written [Music] i i'd be willing to amend the approval with the suggested suggested comments from tonight so we don't have to bring it back for approval at a later time i don't know if that's a friendly amendment or if that's a that'd be my decision right if it was a friendly amendment i think so right can you reiterate or summarize what the proposed amendments are that proposed amendments are that we ask what they are going to do what the city plans to do to mitigate the impacts to schools and that we are looking at this from a public safety approach um recognizing that schools have increased traffic before and after school at pick-up times okay is that i'm i think that sounds happy to listen to specific language if there is specific language is that good for you tom yeah i mean i'm not going to dictate specific language i mean right we set the vision you guys execute we're always told i like it all right so i'll accept that as a friendly amendment okay all right so we have a suggested change to the initial letter um stressing actual plans and stressing community safety as the central issue so if we're okay on that we have a motion and a second um all those in favor signify by saying hi hi hi all right okay so it passes all right and so this will get sent to the city council and then hopefully action news will be able to report out on it okay so uh is there any board member who requests to agendize an item yes president okay um i'm not sure this needs to be gentiles i just want to bring it up one more time we had talked and the public had talked about uh adding extra lcat uh stakeholder meetings and perhaps making that a rolling you know quarterly event um i don't know if that needs to be agendized but i would love to see some ideas from that about what that would look like when it would look like and how we'd manage the request for additional time for community input so again i don't know if that is that's something that needs needs movement or if it's just a hey i'd like to see this yeah i'm not i feel like if it's an informational item then we don't necessarily need to agendize it but if it might be action then we should agendize it well i guess the action i'm asking for just um that we give staff direction and that um yeah i've just tripped myself up and tied myself in so that was my fault yeah i meant that in the if it would be if it would come back to us as an action item or if it would come back to us as informational i feel like we don't necessarily need to vote to agenda is that that's fair okay i guess it probably would be information at this point until we know exactly what we want to want that to look like so i'm just asking staff not again doesn't anything sorry guys so that's a request then okay not emotional all right any other items to agendize all right so with that there is no closed session tonight so i'm going to close the board meeting thank you i would ask though that the board um stay put for just a few minutes we do have a uh since we're not having a closed session we do want to honor dr kaiser for her birthday that is coming up so we do have some little treats that we would be happy to share with the board does zoom get to watch us eat cupcakes that's really exciting for them

okay um we're going to go ahead and get started with the budget hearing [Music] i just want to note that on the phone we have miss mccaleb okay and then we can go ahead and get started mr man thank you madam president madam president members of the board this evening we have our adoption of the proposed budget for fiscal year 2023 much like last year this is kind of an unusual adoption because the budget itself that we'll be adopting tonight was developed using draft forms because the legislature had not completed their budget process mr man they're having a hard time hearing you can they hear me better now yes close um so the budget was developed using draft forms um and when we did that one of the things we tried to do was make some assumptions about actions the legislature might take to make certain that our proposed budget was in alignment with capturing the most budget capacity that we could based on what the state would provide us we have since received the actual forms and we've plugged our numbers into them and had we used those forms there would be some minor adjustments but we are we we have captured the appropriate amount here so with that i'm going to turn it over to our director of finance miss dumoulin to walk you through the key components of the fiscal year 2023 proposed budget for adoption good morning madam president members of the board dr lewis and our exec team we did make some assumptions and those are on the first slide there this year we assumed stable enrollment so numbers are higher than what we actually expect but as mr man just mentioned we want to capture as much budget capacity as possible in this draft form mno is projected higher than normal and what we expected that's due to a couple different factors one being our use of federal funds to pay for some of the expenses that normally would be coming out of mno the other really big factor is vacancy savings so i think it was last meeting dr lewis or maybe it was uh i think as dr lewis mentioned we have about 70 openings um still at the end of last year if you take a 50 000 average for salary benefits and insurance for a position that's like 3.5 million dollars right there so you can see how dramatically staff shortages affect budget and carry forward we do have two months left in the encumbrance period to pay for invoices that were procured and services done in the old fiscal year so that carry forward amount will be adjusted in the budget 75 based on accurate numbers after we complete the annual financial report on the next slide you'll see the actual budget outlined for you you can see our budget limits an average teacher salary is on that and it represents a three percent raise that was approved in the meet and confer process and those are pretty pretty consistent with last year i do believe we've played around with the new forms and it already looks like it's about a quarter of a million dollar decrease once we get all this information in the new forms just right off the top so just uh a little fyi there so basically in summary this budget reflects almost a 3.6 million dollar increase now as i said that's going to be offset by any adm loss beyond what we've projected in the budget and then any of the reconciliation process that will come out on the budge 75 and that's usually out in about november that's what we use to do our december revision if you're used to that it does include all of the pandemic relief funds and it does reflect the increased base level support base level however in the draft it's we projected a little bit higher and we have the actual base level there that will be in the in the revised revision and um just as a reminder we will have to come back in september to bring you this budget adjusted with the new forms the new funding totals etc so this is as accurate as it is now but we will be coming back september 15 on the actual forms and have another one approved our future budget challenge a lot of them are similar you've seen some of the same things on slide shows in the previous presentation but we have the ongoing enrollment issues we have gentrification all of that that adm has a direct impact on this budget we have declining revenues and that's in the form of the tax cuts that happen statewide and then we have like inflation this budget we were maxed out at a two percent inflation cost and we all know that inflation costs are much higher so we're actually not getting enough inflation bump in the budget to cover the actual cost of goods and services that are much higher than a two percent and then we have the one-time nature of the pandemic relief funding that we have talked about a lot since those are one-time funds and they're going away we'll have a lot of those funds being shifted back into emino or that would have to be cut when those funds go away so we have that on the horizon and then um the carry forward as i've mentioned it's it looks heavy but when you consider that had we filled all the positions there'd be at least 3.5 off the top had we been paying for some of the expenses that were in in esser funding for example we would be looking at a significantly less carry forward and with that we will open it up for any questions or clarifications do we have any questions miss my caleb on the phone any questions from here we didn't we did not thank you and we do appreciate all of you for coming in uh for this emergency meeting so that we can be compliant with statute we appreciate it thank you and we appreciate staff coming in [Music] all right so with no questions no more comments that concludes our budget hearing and that moves us over to our special board meeting um so i do have here with us mr campos miss harris myself and miss mccaleb ms mcsheffrey is not here and i move the governing board adopt the total aggregate school district budget per ars 15-905 for fiscal year 2021 2022 second all those in favor aye aye perfect so for our next item is um i move the governing board approve consent agendas items 2.1 through 2.3 and 2.5 through 2.7 i'm going to go ahead and pull 2.4 second all those in favor hi hi hi i just wanted to pull the agreement for services and products between corwin and crain elementary school district i will be voting no on this item but i wanted to pull it to give my explanation i know that corwin does justice and advocacy leadership training deep equity workshops that's the kind of stuff that we do but i do believe that we have community organizations like mass liberation lucha poder puente there's a lot of different ones that can be providing the same services and i feel that um we should be giving those opportunities to the local organizations who already know our community are deep rooted in the things that we do so this is why i will be voting no on this item i don't know if anybody else had any questions or comments on this okay [Music] yeah go ahead i think you're right like it would be amazing to tap into some of our other resources that we have more locally um but i do feel this is for like the second half of training that was already started in year one so i i do feel that it's important to finish that training i agree with you i just wanted to make my voice stated on on this and for that year that they've been i haven't really been having positive feedback from the community so those are just my thoughts but i appreciate your input ms mccaleb so with that being said i move the governing board approve consent agenda item 2.4 second all those in favor perfect all right and then that brings us to our last item move the governing board approved to adjourn did we do oh sorry yes sorry i was on policy second yes that's correct it's a friday morning um mr campbell seconded all those in favor aye aye thank you guys have a great weekend thank you everybody

what we'll do is go ahead and call the meeting to order then and get things going um could you help us with a roll call vote and just a reminder that everyone should say where they are municipality of their current location that's right all right stephen whoa uh present at southeast area park in ann arbor michigan all right jennifer ellen yes i am here from a damn ray france in burgundy at one in the morning all right sarah here from ann arbor okay jeffrey here from ann arbor camilla alice uh frank uh president from eastport michigan adam all right here in glen arbor mission mr dahony erica briggs aaron ann arbor lisa dish all right and that is roll call wait a minute i'm here i'd like to say that i'm here oh i'm so sorry i am so sorry i skipped over you i apologize rita mitchell is here thank you right um okay in that case we will go on to approval of the agenda i know alan you did send some emails earlier today about agenda items to be added i i wanted to learn a little bit more about where you wanted to go with this and uh then see what folks want to do yes well i yeah i wanted that in the report of the working group there'd be a report on the working group on the uh move from the report request for information to the request for proposals and i was hoping that there would be a report from the staff on the progress and possibly a draft of the current state of the actual request for proposal since it is being developed uh alan i can provide an update on the rfp um in one of the update one of the working group updates and uh i hope will that be sufficient okay are there any other items uh in that case then that folks like to add the agenda uh that heather put on the registrar is there is there going to be any report on the uh status of the request for proposals i'm going to provide one think it's uh covered under the uh you know it's not actually maybe that's no recommendations it is under working groups the agenda was revised ah okay update yeah the one on the internet by the way i don't think has that on that so that's the one i have pulled up right now um okay i will double check that it should be on there okay all right perfect well we'll go ahead ellen you will get an update for sure uh i was planning on doing that uh in that case then unless there are any other items uh to be added could we have an approval of the agenda as it is uh provided frank um just a point of clarification um i think heather asked rita earlier this afternoon whether we wanted a link on the agenda to the worksheet on the comparable communities working group and i don't know i kind of responded for the both of us rita saying that we we did want that and i don't know if that got to you heather or not it did yeah it did get to me just now i it just before this meeting so it is it should be up there now okay sometimes sometimes it takes a little while to upload again but um but that is on there so if you go back to the agenda okay it should be on there and the rfp is also on there under working group updates perfect thank you all right uh any other questions then or could we have a motion to approve the agenda so move all right frank seconded by erica uh all in favor of approving the agenda um as online say aye all right are you opposed okay motion carries um next item of business is the approval of the minutes uh if we could uh have folks make sure that they take a look at the minutes from the last meeting uh those are also posted uh on the agenda any questions around those minutes yeah well i i thought that what we had decided was that we were going to communicate to the city council about opening parking and i see that i perhaps misunderstood that but i guess i i in terms of also report did you have a conversation with uh jeff watson and how did that turn out or maybe there could be an added report on that if there was such a conversation because i've had core correspondence which i shared perhaps inappropriately but that's an ongoing question uh to answer your question i have not i had a conversation with jeff watson he did return an email to me today and we're trying to get together and then not next week the week after or the week after that um so that is the that is the update i've got from jeff thank you of course any other questions if you don't mind me pausing that there's a person um on the phone with their hand up i'm just gonna make sure that it's not one of our commission members sure all right i'm allowing the person with the number ending in 326 to talk because this is one of our commission members i just want to make sure no this is jeff crockett i'm waiting for citizen comment okay all right we'll get to that shortly then thanks jeff all right any other questions on the minutes then all right in that case we have a motion to prove the minutes directed by allen seconded by erica uh all in favor say aye hi all right hi any opposed all right motion carries uh in that case we are on the public comment uh heather uh is there anybody besides jeff there is no one else aside from jeff chef you can go ahead and speak hello um am i okay to speak you are thanks okay i'm jeff crockett head of the green team and i have some very very good news we have expanded the number of gardens we are managing this year from two to four thanks to rita mitchell we have a new community partner the ann arbor wild ones with over 90 members who support the expanded use of native plants and plants that attract pollinators last year i gave guided tours to erica briggsley's edition adam zemke and this year i would like to extend this tour invitation to all members of the council of commons at this time i would like to recognize individuals and groups that have donated plants bonnie pierce odile and allen haber kathy griswald argus farm stop on liberty marcus margolis nursery rhea mitchell sherry thompson the tongue coo foundation elizabeth smith mark lee abbott nursery english gardens feral flora side oats farms susan beecher lawrence famiro janet osborne jenny weingate brooks curtis debiary kathy susan dorothy hastings sarah haynes cara gagliardi and nancy whitelaw i would also like to recognize robert griezy former director of the massive botanical gardens who created the design for area c2 and is advising us on signage thanks go to erica briggs and lisa dish who contacted dda director jeff watson which resulted in the installation of a water spigot that has significantly made watering faster and more efficient and encouraged and also encouraged the dda to weed their garden plots which for the most part have been unattended a side comment to eric and lisa i was at the commons as am and saw a dda contractor pulling leads i believe your input has made a difference hooray i would also like to recognize three new volunteers the first is beth smith who in spite of a recent knee replacement designed garden plots mostly the different types of native grasses reached out to donors secured plants and then helped with the installation the second is brooks curtis a retired ford engineer who's a volunteer at several city parks and has been very helpful with planting and maintenance this year the third is richard corson a former administrator in the u.s department of commerce former director of the u.s export assistance center and much much more his expertise is in project planning and consensus building he retired in 2019 and since that time has been providing assistance to non-profits across the country he now would like to find out if there's a role for him to help with the activation of the commons thank you richard i haven't greatly enjoyed our conversation as for the future we believe that our gardens are jump starting the short-term activation of the garments which we hope will include sheltered seating near the garden areas a drinking fountain and wi-fi that activation could include community partners taking over all the garden areas surrounding the library lot similar to what has been done in plymouth kellogg park in exchange the community partners could install signage to promote their organizations a win-win finally a start let's start small and remove parking from the northwest corner of the library lot and assess the results that assessment should help us in planning an expanded activation thank you so much for your consideration thank you jeff we appreciate the update and glad to hear about all the good progress we've made with the green team any other public comment there is not but um alice is joining us excellent wait till alice hops on here and then keep going with our agenda hi alice hello i am finally i was in ann arbor but i was at the observatory at a another public meeting the that is the detroit upward observatory we uh we started but uh we just got through public comment on the agenda so um i heard something that sounded good about the green team yeah jeff crockett just provided an update about the uh additional plantings and partnership uh with uh wild ones and then also uh an update around the spicket that erica and lisa helped work with the dda on to aid in watering so all good news in that case since there is no more public comment we'll close that go into member news and updates and see if there are any uh updates that are not specific to the working group updates so if there are folks who would like to to comment or add anything that we would not cover in the working groups please feel free to raise your hand alice yeah i can't find the raise your hand button oh um i uh saw i got an email from parks about all kinds of updates from them as i might usually get and i happened to scroll all the way down to a thing that said consider liberty plaza as a venue for public events or i guess even private events i don't know it's a little unclear why this was all of a sudden um a statement to facilitate or make the permitting of event rentals easier the quote entire site so um i just wanted to mention that because there's obviously a few parallel tracks going on and it'd be nice to kind of help them reinforce each other so that was one thing i had on my mind and i think i'll leave it for someone else to add something else [Music] uh erica you got your hand up feel free yeah um so i just wanted to provide an update on that or answer that question so um administrator dahony has um kind of made it a priority to focus in on liberty plaza this year that came out of um i think prior to a number of different conversations partly out of this group in terms of um need for short-term activation and thinking about where on the block most desperately needed that attention partly from you know demands around concerns from neighboring businesses around activity there that's been dangerous and so that has been something that i've been reporting on in terms of ongoing stakeholder groups as has um has has adam um and so the city is working to make it um easy promoting liberty plaza for events another update on that is that there's i don't know if they've closed yet or not but if the city has posted positions for temporary positions for folks that would actually be staffed to to do programming there so this is a big change for the city the parks department has for a long time um noted kind of as we've found in our research on public spaces that they often require dedicated staffing to help with program activation and so the city that's um council had allocated in the last budget a hundred thousand dollars specifically for liberty plaza um and a bunch of you know a lot of that money is being used to fund um these positions that we'll work on on programming hopefully through the end of the year um perhaps a little perhaps a little longer we'll see see how how far that those dollars can stretch and what erica says right in line with the uh the latest information that i had from um mr tahoni as well regarding uh the plan um and um you know so i think that i think the the goal of this at least as i understood it last was to try and provide some additional uh catalyst around liberty plaza um and uh and then to um you know really have a discussion uh you know not being simply uh simply specific to liberty plaza but have the initial work being done around liberty plaza and epic you know use it as sort of a case study um around what we can do so i thought it was a very positive conversation that came out of that and it's good to hear that the positions have been posted uh rita you've got your hand up thank you um i guess my question is uh i couldn't hear any of out of uh adam's um [Music] is it just alice who were okay yeah you were fine for me yeah okay okay should i continue it's a really simple question i want to know the definition of through the end of the year erica yeah i think it's it's a little unknown right now uh how long i mean when those positions when people get into place um i the thought had been that there would be enough funding for three positions through summer and fall when the group got together there was certainly a encouragement to try to at least fund through the end of the calendar year through the holidays um so kind of through um and i don't know that i don't think that i don't anticipate we would you know there's a sense that in january february you know march time frame that that's um unlikely to um you know need much programming during the cold winter months um certainly i indicated in those times that that's oftentimes when you start doing you're doing event planning those are the months that you are planning really for the next season so um you know we obviously could could use folks doing this year-round um but this is sort of a pilot project so okay and will there be a plan to have some kind of uh an assessment of it you know so i know it's kind of like a cold startup but but it seems like that that's something that we need to have in order to support where we're going absolutely i mean i think that at least that's something that we we call forth that it you know this one it needs to be evaluated but obviously that also needs to be it also just needs to be successful sure and another question i have is what's the relationship between this activity and uh here at the council of the commons well i think it relates in the sense that this is part of part of our charge in the areas within is part of the property that we're talking about but um the funding does not extend to the entire entire center of the city and the entire block all the public spaces on the block really this city's administrator is really focusing um and the city staff is really focusing in on their big plaza this year so i guess let me ask it a different way is the council of the commons responsible in any way for this particular project um not i mean i guess indirectly so um i think that some of these discussions came out of this but really it hasn't we haven't been leading it so um i would really i would really credit you know administrator dahony for taking the lead on this not so much us right but i do think that we had the conversations and i think he was part of those conversations as well so i think indirectly there's been a part to play for council of commons if that makes sense yeah i would second that too i think that uh that mr tahoni is i think he is trying to navigate a difficult situation in liberty plaza and also utilize it as a way to um informed based on our previous discussions you know utilize as a way to move forward on um on some of these things and had the opportunity to to uh influence the city's budget and put in a placeholder with some arpa funds and uh so you know i uh i thought that uh his effort was with good intention and um you know is a uh is one that is meant to be constructive at initially focused on liberty plaza but you know utilize just as we informed that effort utilizing it to inform efforts that are larger than that so right okay i guess in the end my wish is for this to have a um what would feel to me like greater communication than we've had so we understand what's going on and what implications are and what we might use as as road maps for the future of the whole site i think that's a fair request we can make sure heather if you can make a note maybe on our next meeting agenda and make sure we have a discussion specifically about the city's progress around liberty plaza is that okay with you rita thank you yes any other member news and updates okay alan yeah well i want to uh report in our in my travel odile and i were in istanbul which is an amazing city full of little parks and commons and uh public areas uh with music with people bringing food with their volunteer art being their sculpture being there contributed it was an amazing place and as a cat lover also the most friendly place for cats i've ever been in and um we were on a ferry boat istanbul connects both europe and asia across the uh phosphorus uh and in the ferry boat it was very crowded and there was in the waiting area 12 seats along the wall and 11 of them were occupied by people and one was occupied by a sleeping calf and no one disturbed the cat except for an occasional pet or two cats actually had citizenship and so it was lovely to see but it was a thing it was a very very sociable place like i like i wish ann arbor was more so the people were all over and the park areas were very populated and amazingly diverse so it was a place for aspiration though amazingly a big city big big big year five times bigger than new york city population of 15 and a half million i just looked up so that is pretty big it's one and a half times the state of michigan oh that's very cool um any other members more news and updates all right in that case we'll go on to uh the next agenda item which i think is developing recommendations and i know we started talking about this uh at the last meeting i have to admit i'm at a bit of a disadvantage with uh some of the last feeding given um my inability to really participate very well so i'd like to open it up to see where folks wanted to go on this line item i know we had talked about um originally uh moving um you know what we had to recommend the city council um now i know we had talked about moving potential moving some other items uh around city council around the city council around short-term activation you know i don't think we've taken action on those items uh yet but i wanted to make sure that we were capturing where folks are at right now around any recommendations to counsel else um i don't really know how to approach this i i keep running into little tidbits of articles in local news that make me that sort of in stimulate or inspire my thinking about the relationship of the cedar city of the center to i mean center of the city to the rest of the block into the rest of the city um such as the you know the effort to facilitate programming through parks for liberty plaza which is a park and it is you know contiguous to all what we're doing for the city of this center center of the city so it's beginning to be a little hard to imagine why we have such a segregation of the issues around say liberty plaza or the adjacency of the transit system or the library libraries problems with accommodating all kinds of segments of the public and liberty plaza and the surface of the parking structure so um i think we still could solve a lot i think two things come to mind that would cover some of this not just that permitting process but other things like the scheduling of events for for not necessarily in liberty plaza but like main street events in the adjacency of main street and uh you know just just how how segregated do we have to be about about things including like our so-called partner in the dda owning the structure but uh using the contract with the parking or the contract with the contractors who built this structure um using it as a reference to dissuade us from moving forwards with some of the recommendations we would make by primarily getting the parking off the room um we have not we've never been provided with the specific clauses or the specific restrictions about weight-bearing loads or about revenues or about recently i was made aware of issues with the i don't know maybe jeff crockett mentioned something about the issues with republic parking's workforce and the relationship of volunteers uh gardening on the that you know you know republic doesn't it's something that the new dda director was saying that there's with the um treatment of the union workers versus the volunteers which seemed really odd because we use volunteers all the time in city projects um so i don't even know where to start now because it seems like everywhere we turn with a recommendation there's a reason that someone brings up without clear reference to the reasons why we can't even recommend to the council if we recommended to the council could we not get the council's evaluation of that recommendation at least and then go from there i mean what is how do we go forward if we can't recommend like we're supposed to recommend how do we go forward rita you just uh unmuted yourself would you like to add anything um just i agree with what alice has said it's um it feels like we're in a continuous spiral and not coming to a point of of action that is confusing and so uh where do we go and we get for instance can we get the parking of the i mean what are the barriers we haven't they haven't been specifically if we could have specifics of their [Music] and we could address specifically i think we'd make some progress but we just don't get any of that feedback um that is it comes it goes with food trucks too or or gardening or you know everything that we want to recommend including designation as a park which i think would make the whole enterprise a little more integrated because of things that we do for liberty plaza or might as well be done for this the center of the city and for the library's problems and for you know all of this so i don't get it error code you get your hand up did you want to uh speak to any of that yeah i was trying to make some notes um try to address some of those pieces so i heard a few things in that um one specific information i think if there's i think early on in the commission um we had some questions and um heather arranged for some different presentations i think if there are different questions that we believe that we still have that that might be useful to identify specifically what those questions are and that some of those questions might be able to we might be able to get some staff feedback i didn't you know i heard okay so i think that's that's one piece um i think we have gotten some feedback on on some what some of the challenges are and um for example um you know if picnic tables you know if the parking is removed and picnic tables are going to be put there who is going to maintain them um who's what is the operational model for that and so that is one of the questions that um staff has identified um is a question and i think that council would continue to would have those those questions as well i think that's one of the things that um we could um either as a commission make some recommendations around um and then um you know either that that gets moved on to council um certainly one of the so that's that's one piece um i think we really need a non-profit that's willing to to step forward and and and do that work um as we've seen in some of these other public spaces that we've talked about um you know when with regards to certainly the the commission could make a recommendation around removal of parking you know one of the questions that i would have as a council member taking this to council is we know that all of our work from comparable communities has shown that successful public spaces have programming um and so i would be a little reluctant to you know suggest the removal to kind of just an open parking lot if we didn't have a programming model so i think there are some there are some sticky questions that were in the of um and we can either figure out how to answer them or we can just make recommendations for it and and asks you know you know council can determine whether or not his body we want to we would want to recommend staff work on them um designation as a park um is certainly something we've never talked about as a as a commission that might be something that we want to work through what the implications are of that we certainly have not ever received a you know communications or discussions with that um so that's one topic that we haven't actually discussed as a commission explicitly that's those are some initial thoughts that i have i think this is some good questions uh rita you've got your hand up feel free okay thanks um well i would like to suggest that we make a recommendation that um we assess the potential of designating the top of the parking structure area and library lane as a park management as a park we can look at costs we can look at staffing we can look at whatever all those issues are um from a cost benefits perspective because if we're going to have programming there the one of the areas that does in the city that is set up to manage some programming is parks they have staff that have done that for many types of things for a long time and so that seems to me one potential option that that could be considered so i'm just offering it so let's talk about it we haven't gotten anything else um so i'm just gonna go for it so i uh alan and then i'd like to add something to that one please feel free you're muted ellen sorry so my view is that the uh the the operative word in this proposal in the city charter is this is a commons and that has a particular meaning that the users have a role in the management it is not delegated to a governmental or a private authority but is essentially self-managed and that has been demonstrated all over the world as a most effective way and productive way of managing commonly pooled resources and that includes both the sense of the central park and also a civic center with uh four season functions so i want to that we keep in our mind that there is the potential to be explored and hopefully in the request for proposals elaborated of a civic center building with multiple functions that parallel what goes on in the park and that the management of this is not delegated as rita suggested to the park department which over the time of this whole campaign has indicated no particular interest in the management of this kind of programming but that we see some form of uh conservancy land trust the library green conservancy is discussed at some point whether it wants to be the kind of 501 c manager and basically has declined for the moment that role but some kind of land trust that involves the users to be self-managing and allowing other properties to be aggregated in particular i think it is desirable to review the noble house as a potential aggregation into the commons and particularly the ground floor which could serve as a social center benefiting for the users of liberty plaza but i think that we need to look at a model around a conservancy or a land trust that allows the users to uh and the diversity of users to have a role in the management of the uh aggregated space both of the park and of a future civic center building and its functions therein and possibly other properties as well um so i want to add that and maybe we need clearly more discussion of that and the sense of a commons is something that has not been adequately explored among ourselves and i think one recommendation to the city would be to encourage the city itself to look at that literature and to encourage the library and the public school system to advance the education on what is the commons which is a form of organization all over the world uh but not so common in america as some people and the uh founding fathers said the purpose of our constitution is to privatize the commons and this is an effort to publicize the commons so i add those thoughts into our conversation so frank you've got your hand up and then i'd like to add the suggestion from hearing at least what i've heard thus far but uh could change after you talk i think this this is a very important element the the future management and organization of these spaces and i would include liberty plaza um i wonder if this shouldn't be a a major component of uh requests for uh proposals uh that that this element he looked at and integrated into all the planning and design and development of the site is is this management piece it's clearly uh critical that in our comparable studies working group uh the communities that have been successful plymouth royal oak and detroit especially plymouth royal oak is so new but plymouth and detroit they have very different approaches but successful um and so this really needs to be uh i think addressed with the the rfp and maybe that's a kind of a formal mechanism just to see that we will make you know tangible progress along this and many other lines frank i'm glad you said that because that as a good uh segway and uh one of the aspects i was going to say so i noted several questions that erica referenced and as well as alan um and i do feel like there is a uh you know given the um importance of in particular what i would characterize the shorter term goals that we want to achieve with the space and several questions regarding how those goals are achieved um and when i say goals i mean the ability for us to make recommendations to counsel to do things to take action and so i feel like one of the things that we can do that would be productive in in our wheelhouse is to try and to do two things one uh we do have an upcoming presentation to the parks advisory committee we ended up pushing that from uh ju we were originally gonna go in june uh ended up um ended up because of some scheduling issues pushing that to july but we are planning on doing that i think it's the 20th of july or something like that stephen can correct me if i'm wrong but 18th maybe um and uh but i'd like to like to see if there's a way that we could um that we could uh both between now and then uh within our own working group structure uh form some shorter term ways of of making of developing those recommendations around the shorter term things the the ease of permitting process assistance for special event planning the removal of vehicles from removal parking from the lot on a more regular basis in concert with uh increased programming um and uh and then how that could be uh done based on the same line of thought as to what is happening uh with liberty plaza around around the activation of uh liberty plaza for special events so so uh i feel like some of those things can be done um by us um you know with uh working with uh heather and and other members of uh city staff but also i am hopeful that this discussion with the parks advisory committee uh is productive and good and based on conversations that erica and steven and i have had i expect that that'll be the case and then we can we can work together more um and that that's part of my goal there and so uh i feel like that is i feel like there's sort of two time periods that we're talking about here we're talking about what i heard that i perceived to be a lot of shorter term uh things meaning pre-development pre-planning and then there are certainly things that as frank referenced that are more part of the formal planning process and input gathering processes that would be handled as part of a a paid for rfp or a paid for plan that comes out of an rfp and so i'd like to suggest that maybe we on the longer term in particular the designation as a park because i think that has some very significant implications for um our ability to influence this process i'd like to see if we can table that part we could certainly investigate it but i would hate to make a recommendation this premature uh planning process around the designation of something um but on the other items i think it is very much in our wheelhouse to start those actions and then also hopefully we can have some joint efforts with parks and pack and park staff following that discussion and so um later this month so i'd like to make that suggestion i know alice has her hand up so we can get to alice first and then maybe have some discussion alice feel free uh you're muted i'm um it's getting up it seems to be getting foggier and foggier and i think when rita's suggested designation as a park that's one way of starting the conversation pack um but we do have special properties that the parks have that they don't call parks and i think this fits very closely with those the idea of a special property which is still under some degree of park management yet also some degree of public management uh in general such as with private foundations and uh organizations of government um such as it's different with farmer farmers market and cobblestone farm and kent house and all of these quote special properties and i see no limitation on that kind of designation for the center of the city because it doesn't require uh i mean it just builds on what we already have available and i don't know whether you know the there i think we would have to create a specific structure of management even as a special property so i think there's some things we can do concretely which we know will have to be done no matter what like removal of cars from the top of the parking structure and that is a different discussion with different people and so in order to make these discussions more uh productive i think we have to start really including inviting and including and listening to the larger public institutional um partners in the on the block such as the library the dda and parks included and whether we in consider representation of those entities on our commission so we have direct communication at least once a month um because we're you know i still don't know what you mean by a presentation by parks and who's doing that presentation or two parts you know it's not clear to me what's happening there shouldn't we know a little bit about that um and be able to attend at least yeah so the the uh and i was planning on giving this update during the the later in the agenda um and uh but but i can give it now um you know the the plan is uh stephen is our liaison to uh pack and uh erica uh is uh i think you are a sitting member pack am i correct i'm am i off off on that um yes i'm i'm the council liaison uh yeah and just just just you know um here i'm a voting member on pac i'm not a voting member it depends on which commission you're if council members have voting rights or not and so erica stephen and i discussed back in may what a presentation could look like and uh agreed that i would provide the presentation to uh to pack and i would be the primary speaker and then steven you know a member of pac and would be there as our liaison to the council or i'm sorry the liaison from pact the council of the commons um and uh erica is a member from city council and uh it is public meeting i believe it's uh zoom based um and we were originally planning on doing it in june on the 20th uh the media ended up getting moved i believe uh and uh then we ended up having some scheduling issues so we agreed that we were gonna move it to the july meeting and stephen confirmed that and uh so we are on the agenda for the july i think it's july 18th if i recall correctly yeah i think it's like tuesday july 19th yeah there you go 19 exactly and so you know that uh the uh the the meeting um certainly is you know you're able to attend if you'd like alice for sure um it's not of in person meeting uh so it's um you know it's probably gonna be a little less personal um but um but you're more than welcome to attend well it would probably be um as a member of the public it sounds like that the three of you would be participating in the meeting and any of the rest of us would be these names in black squares or not even unlike the members of the public who attend our meetings here um is that correct yeah i don't even think i'd be participating outside of just making a presentation i think i i would just be there uh you know presenting on one topic on their agenda when it comes up and you know stephen is a member of pack and so is erica and so they would obviously be participating in the entire meeting what time is this on june on july 19.

uh hello now is the time set for the regular board meeting of the arizona state schools for the deaf and the blind um do we have the phone live just as a technical check here do we have anyone on the phone okay great yeah we have the phone kind of piped in here now uh thank you we're going to start with agenda item 1.01 uh meeting call to order sue k can you take the role sure david nigro president brittany buchanan president lynn davison president linda bove present mike gordon dean howard president pb chance present aaron wonders president and myself thank you sue we're going to go on to 1.02 call to the public call the public on agendas items um here we're going uh doing a ticking hybrid approach as we discussed last time we had uh you know an email address uh set up uh similar to what we've done for the last couple of years and then we also are back to in person to comments the way that we used to do it we have three in-person comments for agendas items and the each speaker is going to get three minutes i'll keep the time at three minutes i will stand and that will be the end of the time the first speaker is mark hanson hmm chair and members of the board my name is mark hanson i am a retired business owner and an active leader with various organizations arizona association of the deaf and the interpreter missed the second one i am an active member of the deaf deafblind and signing community and on behalf of those communities i want to make two comments first we would like to applaud superintendent reichman for filling several key positions with qualified deaf educators who are capable of communicating with staff families and community members both in asl and english that's critical and also for the selection of a new assistant superintendent congratulations and welcome second i would like to share the current sentiment within the community regarding what happened in the special board meeting that occurred on may 25th we were shocked at what happened during that meeting and the procedure itself any policy changes we would think it would be critical and would require a lot of thought and consideration as well as transparency and collaboration by key stakeholders and still we watched that video of that meeting and it became clear that on short notice chair nigro called a special session regarding the non-renewal of a contract that would impact three families who wanted to send their children to desert voices the quorum was barely met okay but there were three key board members all respected in their fields and all women who were not present and apparently there was a draft presented for a policy change for the responsibility of approving or not approving contracts with private agencies and the policy would indicate that the board would assume that responsibility rather than the superintendent or the executive administrative team the board spent nearly two hours talking about superintendent reichman and dr benedict's non-renewal of the contract and it was clear that superintendent reichman and dr benedict had given quite a bit of conversation and are competent and have the experience and the qualification to make that decision when asked she wrote the policy it was disclosed that chair and nigro wrote that policy but generally maria murphy is responsible for writing those policies it seemed that she did not have time to do so due to a family emergency no that's time okay we are all shocked by that proposal to change that policy um even though one person disagreed and had valid questions that were not addressed it seems like micromanagement of the agency and we want that policy that have recently been passed removed thank you the next speaker is rose andrea cola hello thank you for the opportunity for me to present my comments my name is rose andrea cola i've been an employee at asdb for more than 35 years i'm a member of the deaf community a mother of an asdb alumni and there are three things that i would like to comment on first regarding superintendent reichman as a member of the deaf community i want to state 100 support for her work in the education of our students we look forward to continuing to support her while she guides asdb for the benefit of deaf deafblind and visually impaired students second board president nigro the last meeting i watched and i was terribly disappointed and embarrassed for the conduct that i saw during that meeting i'm curious if we did truly follow appropriate procedure you repeatedly dismissed other board members who asked questions seeking more information and clarification and you proceeded to put that item to a vote when it was obvious that not all board members have been fully informed number three regarding trisha waddell she is an experienced educator knowledgeable about the importance of language and literacy and i am confident that she will strengthen the connection between the school families and the community i strongly support the selection of tricia waddell as principal of the tucson campus and i'm hoping that it is not just interim fourth i i want to add welcome george martin to our community we are supportive and welcoming and we hope for wonderful things thank you and the final speaker is mary rimron pictures so uh you may begin i'm waiting until they're done discussing okay my name is mary rimron and i'm the arizona association of the deaf treasurer um unfortunately azad president jason schmidt was unable to attend today but we look forward to working together with you all of you in the future in regards to agenda item 6.01 uh george martin as assistant superintendent to simply be put the community has mixed feelings about this contract uh there was not enough time for in-depth national search and some people do feel disappointed that that process happened so quickly a level of trust is going to take time understanding and support must be demonstrated in order to earn the community's approval agenda item 6.03 contract to tricia waddell and and i'm sorry excuse me i know how to sign but i'm going to talk because they have a limited time okay um tisha waddell principal in tucson the community is excited and welcome trisha waldell is uh we're looking forward to having her leadership and her leadership skills here at the tucson campus it's been said that she is a dynamic leader and that she will do well as principal for asb and asd agenda item 6.06 the salary increase for superintendent reichman we are in support of a salary increase she has demonstrated a strong commitment to asdb she is making valid decisions regarding legislation that impacts asdb she is also collaborating with the leadership teams to make contractual decisions that are appropriate for the agency she has our full support in the decisions she has and will make and we agree to a salary increase and finally agenda item 7.05 ombudsman um this position was not successful in the past again a level of trust must be established in order for it to be successful and i need to make one more comment and i'm extremely nervous and upset your three-minute timeline is not equal is not fairly equal for people that are signers it takes longer for the interpreters to process information and the deaf people to relay their comments so three minutes is not enough time for the deaf community thank you okay we're going to move on to 1.03 information item superintendent report superintendent reichman who joins us via phone uh superintendent reichman are you present on the phone okay i thought she was on zoom so there wasn't going to be a delay so is the audio better yes no we can hear you now superintendent yes okay um hello oh there it is um superintendent we're ready for your report now if you are will i go ahead okay um can you get out to me let the next night grow positive in synthetic [Music] warranty for my apologies with you i do have a few remarks i want to mr martin has a bachelor's degree in all things biology number three environmental sciences with a minor in teacher education he has a master's degree in education administration mr martin is currently working towards his phd at northern arizona university he will be providing a brief report to the board and the community this afternoon and he will further introduce himself the second person i want to introduce that's new to the leadership team is the new principal of the tucson campus and that is miss visa rebelle miss medell has a bachelor's degree in english and theater arts from gallaudet university with a master's degree in deaf education from mcdaniel college he is currently working on her master's in education leadership from arizona state university miss windell management assessments and professional development ms fidel has worked in all sorts of positions from being a preschool teacher to an asl specialist all the way to being a high school teacher i think she is well positioned to take on being the principal of the school for the deaf and the school for the blind on the chisholm campus please welcome mrs waddell and then the third new leader we have coming into the agency is mr jason lilly mr lilly is the new region three director of itinerant services that serves southern arizona he comes to us from the tucson unified school district where he works as the program coordinator serving students who are deaf and students are blind he is also an adjunct instructor at the university of arizona in deaf education previously mr lilly worked at the education in education administration he's currently working on his doctor's degree in teaching learning and culture from the university of arizona please welcome mr lilly to asdb we have a couple of agenda items that i want to know right here is later on on the agenda i will also be introducing the new unbest person miss donna williams and i will speak through her qualifications at that time the other agenda item that is noteworthy is we are providing a report from the board on the strategic plan one year before this report will be provided by miss courtney fresh he is the one who's been working with the leadership team to collect the data put the report together and to prepare this for the board and she will be reporting out giving out giving you an overview of the information provided in the first year the final theme i want to do this briefly mentioned is you may have noticed under the superintendent's report i hd in regulation participates to idea for related services i want to note that in the may 7th report to the board the written report there was a sentence that was stated that no asl interpreter would be allowed to attend iup meetings that's a misstatement i want to give a correction that we fully understand and follow through on anytime school districts and a lot of paris use class that related services personnel including american sign language interpreters be a member of the iup team and or participate in iep meetings that those related services personnel do so we do have a regulation specific to this that we have put together and i have asked maria murphy to give you a brief overview of watching the regulations miss murphy thank you superintendent reichman for the record maria murphy director of policy and government relations so um in response to the direction that was given by the board earlier this year we have drafted a regulation that essentially delineates what the iep process is supposed to look like for students who participate in the itinerant programs and what this regulation does is it talks about what the iep should contain the goals for the iep students what the procedures are and it spends quite a bit of time basically delineating what is the responsibility of the school district versus what is the responsibility of asdb it also discusses what the makeup of the iep team should be and specifically it does state that the interpreter is considered that their attendance would be considered mandatory if an iep team member requests that their presence be there so uh we believe that this actually um excuse me that that this uh that this reflects uh what the board's understanding and discussion was in earlier board meetings of this year and at this time i'd like to make myself available for any questions if there's questions i'm sorry that is there a question from the board uh no i this is linda linda linda okay sure linda yes this is linda beau superintendent reichman i hope that you're getting better i would like to ask if you don't mind giving the names of those new staff members and asking those individuals if they're present to stand so that we can match faces to names so if you wouldn't mind can you repeat those folks that you introduced so we can have them stand up and acknowledge them in the room that's the first thing that i'd like to ask is that okay superintendent rickman [Music] we are having a bit of a problem with audio so i the superintendent rightman i believe you said you would like to have um assistant superintendent martin stand is that correct yes this is an advisement um i will i've been introduced assistant superintendent george martin if you could stand up for a minute okay okay thank you okay and then i would like to introduce miss trisha riddell if she is in the auditorium please stand up okay and then the third person is mr jason lilly mr lilly if you are in the auditorium please stand up yes thank you and this is linda vove i do have another question is that okay president niko of course okay superintendent reichman you mentioned the strategic plan and i did read through that most of it and i do think that it's critical for us and for me to see how it has gone over that year how that implementation has gone when i read through it um i felt that it was um too important um to to just kind of touch on briefly in this meeting and rather i would like it if we could put this as a topic on a work study session so that we could have a little bit more thorough conversation about what's working what's not working if we need to make any changes all of all of that and we wouldn't want to do that in this meeting because i think it would make it quite lengthy so is that something that we could do with the other board members like to do something like that as well have a more in-depth discussion about that one-year report this is superintendent reichman yes miss frist will provide an overview of the strategic plan report later in the agenda and if board members wish to have a work study session to discuss more in depth we would be happy to schedule one great thank you this is lynn davison i'd like to make a comment okay that's maria and murphy and the policy and members i thank you right for our kids lynn i'm sorry to interrupt this is the interpreter we are having a really hard time hearing would you like starting over i apologize i can trust i want to thank everyone who really looks who attends iep i appreciate all the direction you made uh so that we can just thank you lynn this is david you broke up again there maria thank you you're welcome thank you um are there any other questions uh for miss murphy and this regulation this is commissioner chance sorry ms murphy murphy thank you i appreciate you taking the time i do want to get some clarification on idea so are we saying that the policy for idea and for the board is there something that needs to be changed can you clarify exactly uh what we need to do in regards to the comment that was made okay so um first of all uh board member jams i do want to let you know that this is a regulation not a policy which means that changes can be made pretty much at at any time essentially this this doesn't really change anything having to do with idea what it is doing is it is essentially as i said delineating whose responsibility is what so especially when we're talking about the itinerant programs some of the responsibilities with iep meetings belong to the district some of the iep responsibilities may belong to asdb so basically what this regulation does is it's saying okay this per this entity is responsible for a this person is this entity is responsible for b and the the big thing here which i believe was the board's concern is that making sure that it was very clear that interpreters would be considered members of the iep team if a mandatory member of the iep team requests the interpreter's presence there so it's just it's essentially just writing that down saying if a mandatory member of the iep team says we need an interpreter there to participate in the iep meeting then the educational interpreter is expected to be at the meeting thank you i appreciate that clarification in the event that someone does request that the educational interpreter be there who and what roles can request that the interpreter be there what is their role in the meeting as well so um so what is their role in the meeting correct okay so it is my understanding and again i'm not a i'm not a an expert in idea but it's it's basically if they have knowledge or expertise regarding that particular child including all of those related services so um i i may request some additional clarification from jay do you want to take this specifically this is uk can i ask a follow-up that tags on two um mr chances yes um i i think for me what i want clarification is are they there to interpret the meeting or information on the child's use of an interpreter in the school setting that's the clarification so so the way that this so the way that this regulation is written it it states that if the iep team member requests the attendance of the educational interpreter um then the attendance of the educational interpreter is mandatory i i it's silent as to whether they're there to interpret or to offer anything else so i have a follow-up and and here is my concern if that educational interpreter is part of the iep team providing information in the iep regarding the child's use of an interpreter i i have no issue with that i do have an issue if we are not providing certified licensed interpreters for iep meetings um there's there is not all educational interpreters are certified and licensed and state statute requires a licensed interpreter for those non-educational settings and i would consider an iep meeting to be outside of an educational academic arena and therefore they should not be interpreting for the iep meeting and i would like to see some clarity there i would also like to add that if we are looking at language acquisition for a student utilizing an educational interpreter i also think an asl specialist needs to be involved as a mandatory participate in that iep meeting they would have the role of assessing a child's language more so than the educational interpreter would um board member connectile as i as i said this is a it's a regulation so we can make some additional clarification and uh if you would like me to make those additional clarifications and follow up at a future board meeting i would be happy to do that i would love that thank you um if i may just give the board some context um you know since last night we've been talking about this since last november um and it's been on our board we had a section on it in january we've discussed that we discussed it at other times um you know the key part of it that we found through that process was the although we have a similar regulation uh in the brick and mortar schools we didn't have any written documentation as to how we were going to work with districts in the co-ops and that was problematic because we were falling back on agency practice which we discovered in november left some discretion to administrators in the co-ops and that may have led to an idea non-compliance issue or at least it it opened the door for one to potentially occur although we've reviewed the facts and thus far not aware that any violations or non-compliance events have occurred but we felt that it was going to be best to document this process in a regulation where there just was no documentation before so this regulation mirrors uh the one from uh that we use in the brick and mortar schools but ms murphy's changed it to adapt for the fact that in the co-ops we act as service providers so we had to make some changes you know we can control well we can control the service providers we don't hold the ieps in those cases we can't control everything many of those key decisions are going to be made by the individual districts and the individual iep teams the exact makeup of the iep team is up to the iep team and the districts have a big say in that so if they if child needs an asl specialist uh that needs if that person needs to join the iap team that's really up to the individual iep members and that's that's fine and that's going to vary from district to district and try out the child i think what's important here at the regulation i mean there's so again this is a much broader scope than we originally set out to do but what we've done here is document a written regulation where if it's followed there wouldn't be non-compliance events in other words if you know the idea tells us that if a uh iep team member requests another iep member be present then they have to be present and the agency can't withhold that um and the agencies just can't withhold that that's the issue so ms murphy you had your hand up and then i think some other board members wanted to talk yes um board member knife i also wanted to point out that when it discusses in the section that it does discuss the iep team it does have a bullet that states at the discretion of the district parent or asdb other individuals who have knowledge or expertise regarding the child it can including related services personnel so that could include the asl specialist etc so even though we don't have it say asl specialist particularly that that's kind of a catch-all provision that that would take care of it in that instance um and i'm good with that my my one follow-up again is making sure that it is clear that it is not the role of the educational interpreter to be interpreting those meetings because there is state statute requiring certification and licensure and that makes perfect sense thank you just a technical note um if everyone on the phone can who's not speaking mute um i i understand there's some echo on the line so if we could have everyone who's not speaking vm mute and then on mute to speak okay this is board member chance making sure there was no feedback there thank you so much for that president nigro and also ms murphy for related services it seems to be a broad category and as far as their role in the meeting and at a minimum we need to make sure that we have a definition in place to clarify the role and expectation of the educational interpreter in those meetings and i agree with what board member knife mentioned about the interpreter's role in the iep meeting i think it's important that we do look into potentially developing some guidance and potentially becoming policy clearly delineating the educational interpreter's role in an iep meeting for example they may not be the expert on children's behavior they may not be the language analysis expert in the room they may not be the expert on whether or not the child is learning they're not the expert in those different areas the purpose of their involvement is to talk about what they've seen in the classroom how the student is using the interpreter if the interpreter is in the classroom and providing the interpretation at the appropriate time and you can even ask the student and you can ask the interpreter for specific information but it's not their role to comment on the child's language and their language development the best practice would be to have the expert do the analysis on the child's language and it should be someone the person that's doing that should be the asl specialist now with asdb being an lda we have to do our due diligence to ensure that we're meeting our responsibilities when it comes to the lea and we want to make sure that we have those roles clearly delineated for the co-op so there aren't those gray areas it's in the best interest of the kids to look at best practices not just what the minimum is required but we should be looking at best practices in general um this is uh david nigro um pv just just no we are not an lea with respect to these children these are all children in the co-ops the ieps are held by the individual school districts president nigro i have a question sure um can we get some clarification on a regulation as opposed to a policy uh mr murphy what is the difference murphy certainly so um board member beau oh sorry one second mr just a moment sorry i wanted to i wanted to um expand on my thought i i generally i do understand the difference but in this specific conversation um i understand that we have written this recognition do we need to have a policy that is something a little bit more solid giving us a little bit more for firm footing or is the regulation sufficient and i'm wondering if you have an opinion on that um i i believe that a regulation is sufficient um in this particular instance so what the policy does is the policy is the board's general statement of how the board believes certain actions should be conducted and then the regulation is what tells the administration and the people who are working at asdb how they are to carry out what the board's wishes are in any specific instance so in this particular case we know that the board wants to make sure that educational interpreters are included at iep meetings if a member of the iep team requests their presence there and the regulation tells us as people who work at asdb how we're going to implement that is that helpful yes that helps thank you okay are there any more questions for miss murphy seeing none superintendent reichman you may finish your report and that concludes [Music] my report okay thank you superintendent reichman uh we can now move on a 1.04 information item assistant superintendent curriculum instruction assistant superintendent martha [Music] thank you president nigro governing board members um thank you to superintendent reichman um assistant superintendent cooper um community staff members it's it's humbling and an honor to be here and i'm gonna add just a little context to that um i'm uh the youngest of seven i have six older sisters i grew up with a single mother who worked and i was a victim of public schools i did not learn black kids were told to sit in the black back of the classroom while the other kids were taught my mother never asked those questions when i would come home to say you know what did you learn today she would say how was school and being young i would say it was great because i didn't do anything that followed me until high school so when i got to college and i'm going to be brief of the story i had to take certain classes i had to learn how to learn and i went to the my counselor and i said hey i want to be a doctor and she laughed in my face and told me i could never become a doctor and that i think lit the fuel under me to never have kids in schools to be in a situation that i grew up in so i took that personally and i was a person i never wanted to be a teacher i ran away from education and i i was telling the story today i fell backwards into it by tutoring at a high school and found out i had the ability to teach and help students so my career has been on creating schools that where there are people who do not have the opportunity they are underserved they are marginalized to have the same opportunities that every other student has that is something i've never wavered from and i joke with people who that know me in the education field um i i tell people i create schools and reform and transform schools that i would send my kids to um and i've never wavered from that i know how it felt to be that student and so that's been my great my guiding force in my career as an educator i've been across the country in school reforms reforming public schools i've written charters opened up schools so i've gravitated towards making it better if for some reason if i and there was a soul-searching for me to come here um and i had to reach out to people i know to make sure that i could be here and have an impact and so it what it was a it was a something that i had to actually go through so i'm maybe going off script so forgive me but my presence and my goal is this is not just me it takes the community it takes the board it takes staff members it takes everyone to to make this go and i see myself as a part of that process school transforming schools looks magical but it is patience it is time it is listening it is not quick there are things that will move quick but i i am an educator i love what i do i love making schools better for people it makes me feel good at the end of the day when i know that i've broken that cycle that was once before me so um i i am a father of two um i am a husband um i love learning i when i figured out i could learn and i i just never stopped going to school and so i joke my phd my my doctorate is finished um and i'm already thinking gosh what else can i go to school for and learn um but in a nutshell i'm glad to be here i i have take taken this time to meet people to really just get a sense of where the heart of this organization and institution lies to look at the passion to look at the struggles to look at where people are um but you know i i welcome i will be out with leaders with people working side by side you know for me it's important to be able to see um you will always um if you need my you need me to listen or talk to like that's what i'm there for so this is a a process that takes the superintendent assistant superintendent staff members boards community community is the biggest part of of getting a school in a different direction so i'm happy to be here i have a lot of respect for the people i've met and it feels great prior to coming to here i was in mesa public schools i took over some alternative schools and turned them around and worked with some other school projects and i went to asu to create curriculum basically to create access for k-12 students across the country and abroad it was great we got to create we got to do it was magical but for me if you know me i am a school-facing person if there's no bells no noise no school issues i literally go crazy so um that gives you a little bit about my personality and why i'm here and who i am and again thank you president nigro and the board thank you to superintendent reichman and it took me to believe in her philosophy and her direction um it took me to to believe in the team that i interviewed with um and to meet people so although that was an interview where they were looking at me i was also interviewing them as well and learning so it was a very um it was a decision that i made with my family i made it very quickly because for me it's about having impact and um making something a little bit better and when i leave so thank you thank you mr martin are there any questions for mr martin from the board okay thank you we can move on to 1.05 information item assistant superintendent of agency operations and support services report assistant superintendent cooper good afternoon board president nigro superintendent reichman assistant superintendent martin members of the board astb community and staff members each of the directors have provided to you their departmental reports there is no additional information that has come forth since the reports were provided to you last week as it relates to other projects going on with operations and support services i wanted to give an update on the agency sunset audit as most of you are aware the audit began in april and over these last few months staff have been responding to questions and the auditors have been asking a number of questions over these last couple of months based on 13 sunset factors we had our most recent update meeting with the auditors on june 23rd and we were informed that we would receive a first draft of the audit report by august 1st with a final report expected to be issued by september 15th based on the information provided thus far the agency has made significant improvements since the last sunset audit which was completed in 2012 so i want to thank all of you for your hard work and continued efforts in ensuring the agency meets its responsibilities to provide the education for our students now that the budget legislation has been finalized the team is continuing to work on building the new year budget as the fiscal year began on july 1st and the agency's budget submission package is due on or before september 1st to the state's office of strategic planning and budget included within the agency budget will be funding 10 percent statewide salary increases for all asdb full-time and part-time staff also within the budget legislation we received 1.1 million dollars in one-time funding to expand the transportation and bus route capacities for both phoenix and tucson campuses and we also received about eight hundred and sixty six thousand dollars in funding to purchase food service equipment for both campuses purchase and install security upgrades across both campuses and install a classroom notification system on the phoenix campus as you recall this year we received funding for the classroom notification system on the tucson campus so that gives us about two million dollars in additional one-time funding we have not quite received final amounts from the state on what the agency's total operating budget will be so we are not sure what additional funding issues will be needed for the agency and we expect to receive final budget amounts in late july early august last but not least over the last few months i've been giving updates on the compensation structure analysis since i know most of you are very much interested in what to possibly expect for the upcoming school year and if there will be any additional adjustments to your salaries more information will be provided by executive director of human resources in agenda item 6.07 that concludes my report and i'm open to answer any questions or respond to any comments that you may have uh thank you assistant superintendent cooper and if i just make make a comment um superintendent for assistant superintendent cooper did not make enough about the auditor meeting that we had um i was at that meeting i want to remind everyone the context of this you know if we go back 10 years before many of us were on the board before superintendent reichman was here we look at the last sunset audit there were three findings and 32 audit recommendations um and if you go back and review that and you know that was quite a document uh back then 10 years ago we again in the preliminary meeting um which you know things may be subject to some change but as a preliminary matter there's one finding and five recommendations um so and and i've heard them and what the auditors think and it is night and day uh from what that was ten years ago so um i know the staff has worked really hard with the auditors uh since march uh to get them a lot of different information they uh you know uncovered every turned over every rock and and looked everywhere they could um so to have you know and this is not to say there's not work to be done there is work to be done um we're going to have to address their finding right away um we're starting going to start to do that and from a board perspective in october and that part was already kind of part of our strategic plan anyway got delayed a little bit because of covet and the findings we're going to address pretty quickly uh we'll do all of that in the november meeting uh the report will be finalized in october um this way we have the final reporter hand when we go in and take some some steps to uh to go in and respond to it but you know it's just a tremendous job that's been done by the leadership here and you know by the agency you know as a whole to know that we are operating so much better now uh as an agency than we were 10 years ago it's it's just an incredible difference and i'm um as soon as we hung up i called up the superintendent and i said i'm so proud that you know um that you guys are doing so well um and uh you know these these findings again we have work to do um but it is it is night and day from where the agency was 10 years ago this is commissioner james thank you i know i have made this comment before and i will make this comment again and i have told superintendent reichman many times that miss cooper hiring ms cooper was one of the best decisions for the agency it really turned things around for the agency and it really provided the board with data on funding and it helped assistant or helped superintendent reichman make the decisions that she needed to make and the board has had to make some tough decisions unfortunately there have been some things at the last 40 or 50 or 60 years that have not been addressed that we are finally addressing and with assistant superintendent cooper here i don't think we would be where we are without you here so i appreciate your work and i wanted to make that comment i'm so happy to know that you are at that meeting president nigro with the auditors were any other board members invited to that meeting just out of curiosity the auditor requested my presence there are no other board members out of curiosity why were no members of the finance committee invited to be a part of that meeting you would need to ask the state auditors they invited me i i didn't volunteer they wanted me to join in the future for something that is that important i think the board could use more transparency and there i think having someone from the finance committee at future meetings with the auditor would be beneficial i just wanted to make that comment are there any other questions for assistant superintendent cooper all right seeing none we're going to go to 2.01 action item approval of the consent agenda consistent import policy to include items 3.01 5.01 6.01 6.02 6.03 6.04 6.05 7.04 7.06 and 7.07 is there anyone that would like to remove any of these from the consent agenda this is board member chance yes i would like to hold aside the bureau contract excuse me the burger contract and the assistant superintendent martin contract okay and also for christopher fears sorry what number are those 601 501 let me get the numbers for you for the first one 5.01 6.01 6.04 and that one is specifically for christopher fears is that all also for policy changes 7.03 and lastly well that's not on the consent agenda 703 is not on the consent agenda okay thank you for that clarification that would be 6.04 7.04 704 okay yes and then last the meeting minutes 7.07 okay um are you going to move that we uh remove these from the consent agenda so moved this is linda a second okay uh all in favor of that motion please say aye aye aye aye on the phone me the motion passes those remove the consent agenda all right um we do need a motion to pass what's left of the consent agenda so this is uk i'm trying to make sure that i'm getting them so the one that's going to be on the consent agenda is going to be 3.01 oh five um no six and 06.

i think you're muted steven it's at four four o'clock yeah and this isn't a joint yeah the idea was not to have a joint meeting between the commissions just to do a presentation and so it makes sense i just want to be clear about what what we're going to get and what we're not going to get so and i still think that i'm glad sorry let me catch up oh go ahead i was just going to say i'm happy to share the presentation i'm working on um you know for that meeting with everyone here and um you know with the the goal at least personal goal out of this uh is is not to necessarily just provide a um you know an update to pac it's uh more to really try and build a stronger working relationship as i understand it there's been um a lot of new members of pac and certainly we've had shifting within city staff and uh and you know strong desire for us to have a joint working relationship around the rfp and so um you know my goal is to try and um is to try and convey that message that there is a desire by the council of the commons to have an inclusive relationship with pac around the uh you know the use of the spaces as a as a joint property for the for in particular for the uh planning phase vr you know that would come from the rfp and um then but you know certainly can weave in elements around the shorter term as well but it's but it's predominantly focused to try and build that relationship so that we can we can improve communication uh not to say it's been bad it's just you know we're two separate commissions so and could i could i rotate this back to what we're supposed to be talking about is developing recommendations are you proposing that the presentation to pack replaces our advisory activity is making recommendations to council say that again i'm sorry does the presentation is that an example of replacing our our ordinance are ordained if you will um mission to make recommendations advisory recommendations to council are you substituting a presentation to pack for some of that no no not at all i think we had talked about um providing an update to pat i think that had been a suggestion of uh made at a previous council of the commons meeting and so this was our our way of of fulfilling that request and um and we sort of weaved in the idea that it would be a very good idea as part of the rfp to try and work together more and so um you know that was that was sort of the direction that we we took it but not a substance okay so okay so this so this whole discussion that has moved toward the presentation pack started out with designating the center of the city site as a potential park and i think that's loosely um a direction that we could go in is as i said in special properties area but we do need to make recommendations to counsel we don't just make presentations to ancillary groups and so if we don't if we don't address counsel as we are addressing pac we are diminishing our chances of making removing some of the near-term action activation move forward yeah i i don't disagree with that i was just i think you or somebody had brought up a question around parks and so i was trying to address that uh you know even though it's on the agenda later um we've been doing one to the library i met i met to the uh i met with the library director i don't think there's a reason to do a presentation a library director right now um uh and i'm happy to share all the updates around block partners conversations as ken sarah as well uh when we get to that working group so so do we have for instance i i think one of the recommendations that's been talked about in various informal conversations um is to include someone like eli newberg from the library on our commission here because we don't have an actual limitation on how many members we can have but even if we do consider we have a limitation we could reassign some of the redundancies so this is part of what i would call developing recommendations we may not get what we propose but we need to bring up a recommendation so that we can move forward with the information that we get in response so i i guess taking it back to the recommendations and because i i feel like we're having a conversation here i know frank's got some input i would like to bring it back to the suggestion i made though i feel like there are two types of of time periods we're talking about here one is in terms of making a recommendation city council on one is definitively associated with the planning for the longer term uh that that uh you know would be part of an rfp a form or a recipe a proposal that we accepted as part of the rfp and then there is one that is before that time period and i guess what i'm trying to indicate is i feel like i feel like there's a lot of interest in uh in making sure that we we do both and i think that makes sense i feel like that's the longer term is we just need it's going to be our job to influence the planning process after we finish fundraising for the rfp and select the city selects a um a uh a firm after receiving responses from that but then in addition to that there is this whole time period beforehand and it sounded like to me that there were a number of things that were brought up and then a whole series of questions that were associated with those things what i'm suggesting trying to suggest is that maybe there is a way that we can do some of that work in concert and then bring parks in hopefully after this conversation uh with them uh in july later later this month um you know but i'd like to suggest sounds like there is a strong interest in doing some um crafting of recommendations around shorter term activities shorter term meaning pre-planning and i'd like to see where folks are at on that and i'll let that stew for a second colin frank go ahead um i i adam i like the approach of you know the shorter term issues and then the longer term planning you know what i'm observing and the pack and parks department as an example i wasn't clear in the early months of our deliberation what the level of interest was on the part of the the parks people pac and staff i now feel that that they are interested they want to be a part of this i'm encouraged by that and i i think we're all observing from various vantage points uh new people coming uh into this whole process of i i won't i'll just mention caitlin phillips for example who i think that has become a familiar name with most of us uh the granddaughter of uh freddie law olmsted and she's been in ann arbor forever and within the last few months she's shown an interest so i i'm encouraged by people wanting to sort of find their footing and how they can participate in it the more that organizations within city government want to engage and want to be part of this process i i take as encouraging so i guess that's my my comment so i'd like to make a suggestion then because i think there is you know we we have these working groups and they are doing certain things right now is there a um maybe pertaining to this shorter term activation maybe there is a uh additional charge that we provide there and really focus in on what our recommendations to council will be around pre-planning the pre-planning stage is there an interest in doing that and if so who wants to be part of that i guess i have a comment on that i mean the the short-term activity that we had a short-term activation committee still do um the you know some of the conversations that i thought kind of came out of that to some degree were but you know certainly i need to focus in on on existing parcels um you know i think i i guess i would say putting that within that the committee structure that is already already existing would make sense as opposed to starting something new yeah i i don't disagree with that allen helen you're muted i'm sorry you muted alan oh sorry again yes yeah i'm most interested in the shorter term activation that is basically the function that for which the initiating committee for the commons was organized to bring forward the recommendations out of the center of the city task force and see how those can best be carried forward so i want to participate in that in the shorter term i've made a number of suggestions of how i think between active programming and passive allowing the space to be used and various ways of supervision and maintenance can be done so i have a lot of ideas in that area and if we are thinking about putting forward a series of proposals or recommendations to the city to basically carry forward and do what the city council has already said should be done but with more specificity to it i'd be very pleased to be part of that i thought i was part of this activation committee but i never saw that it actually functioned yeah alan i'll take the action item i just wrote a note to myself uh around not only the the questions that were asked and also the items that rita identified you know to check in and see where we're at on the shorter term activation uh work group and then also uh to uh include you in it and i know rita has a lot of questions around this and so i'm gonna make sure she's also part of that as well so i will take this action item and follow up uh jen and see where we're at and then we can start moving this forward based on today's discussion if that's okay with folks alice you've got your hand up yeah um i i think i would be pleased if each work group would it would um put forward from their findings and work each work group might put forward a recommendation or two as something that they feel would be useful for the pre-planning and um perhaps with the goal type recommendation for planning do this first so we can do this next kind of thing or just the first one would be fine for now i'm just anxious to actually be an advisory commission to put forth some needed recommendations to see if we can get the help of council to at least authorize that either a volunteer group or a funded group or some modest city funds which i mean those of us who've thought about it don't think it's a big expenditure easily covered by donations or voluntary work we're pretty sure but if we don't make a regular recommendation and get the authorization to go ahead we can't do anything what let's uh alice i made a note to talk with you about how we could do exactly we just said in terms of having each working group so let's make let's have that conversation offline here that's fine with me that sounds good i i think i know where you're going with it so i think uh let's include that in our discussion okay so i'll check in with jen after this uh discussion and see uh how things are going in terms of the existing work working group figure out how we can reconfigure this agenda turn into more of a developing recommendations around the pre-planning phase for now certainly we can table things that are part of the planning and then alice brought up a good point around each of the working groups being able to make some recommendations to be included in that planning process planning initial planning so we can uh we can we can make sure all those things happen so we'll we'll go ahead and does that feel good for in terms of the next step for developing recommendations to city council can we put a date on that like next meeting have those recommendations ready for next meeting all right when you say recommendations which one you mean the shorter term the proposed recommendations for the near-term activation which would include um for instance um an active dda representative um a cars off the surface of the roof of the parking lot um some of them some of the ones that have been mentioned over and over again that the public does desire um i i think we need to be responsible to our public that voters is to into this job and also to our ordinance that says we should make annual recommendations and so far we haven't made any i think that's i think uh let's let's say we'll try to get them done by the next meeting uh at least we can show progress is that okay it would only be it would only be five recommendations isn't that how many work groups we have well i think that some of these recommendations frankly are gonna lead ourselves down a series of um additional questions so i i'm not so sure that one minute was five yeah frankly yeah three would be fine two just some and i and if you have to evaluate them as being quote safe for early early introduction that's fine but i think that cars off the top of the roof it's it's very important it's very symbolic and very engaging of the dda and you know other people who desire to have a place to be casual use i think that's fair i do think that erica had brought up a concern that she had that i think is justified um and so i think it's a matter of navigating those things so but i hear you and i uh and i uh i think there's probably a way we can we leave this make it work so i i think that's a very valid point uh rita you got the last last word on this one and then we'll move on the agenda right as a proponent of casual use um i'd really like to see that move forward because we are continually continuing in this chicken and egg kind of thing that we can't activate it because we can't get the cars off the part the top we can't get the cars off the top because we can't activate it so let's break the cycle please hear you on that okay uh we'll go ahead and uh move on to the working group updates um frank or rita uh reader frank would you like to give an update around alice well else but did you select no i'm sorry okay that's okay all right rank rita or frank uh sorry uh would you like to give an update on my comparable communities i know you've got an attachment agenda here too well i'll i'll jump in but frank please uh continue um we sent out and uh i'm sorry that i didn't go to the whole group it did go to the members of the comparable community uh work group um a summary comparing across the three communities that we've reached out to to date um and i'll just say as uh as to me the key element of what we found was that each of the cities detroit plymouth and royal oak were had an actively engaged supportive dda for their existing parks the newest one being royal oak and there was uh there is a sense of pride um and commitment and a sense of benefit to the community for these central parks that are used a lot so um i think that rather than march through um each of the elements of the document that we gave you all i ask that you look at it um and i think that um in particular well all of them are really good i think um royal oak has a very interesting link in its document and it's part of the document that goes through its engagement process that might be something that would be useful for us to look at in terms of the rfp so i'll stop there frank if you want to add anything please do you're muted frank you're muted i don't have much to add obviously we we sought out uh communities that were successful and um it it it just demonstrates that this can be done ann arbor clearly has the potential of success in this area and uh it's uh heartening to see how successful over extended periods of time again royal oak is just a brand new park as of december but it was a very involved process that brought them to that opening of that park in december i mean they literally moved mountains uh in the form of buildings that were in the way uh but uh i i just think there's uh there's great role models right in our own backyard and uh there's it continues to be puzzling to me that we can't make more progress uh more rapidly um and that but as i said earlier i do i do sense that uh people who who were earlier opposed to this uh have have come around and have been actively supporting now um matt eltruda is a case in point the gentleman who um organized a sonic lunch and works for bank of ann arbor he went from voting against prop a to now enthusiastically participating so i'm encouraged and these comparable community studies uh just gives me more encouragement of the ultimate success and i'll just add one point in there too i at the during the the last meeting we had i mentioned i was at the mackinac policy conference and i ended up running into one of the um oakland county commission members you know from around the royal oak community and uh he mentioned about all the strife that was associated when they uh initially proposed that park um and it was certainly not something that was a a process that uh that had um initial um homogenous support from the community and uh so they went through their own process as well and it as frank mentioned and certainly as we learned from speaking with people in royal oak it has been really widely uh accepted in the community and then a real positive gem now i think that it's complete so um sort of reminded me as to some of the history around this space and hopefully a positive step forward um next item uh our next uh working group is the blog partners uh sarah did you wanna provide some update i know you've been working on things yeah so i actually have a survey of a survey ready to go um so heather i think you said you can send that out if i send you all the stuff to send um we haven't talked about how long to leave it open but since it's summer i figure we should just leave it open for a couple of months um alan you had asked who gets the responses and i didn't respond to your email so i set it up on google it's a google form um so i will the responses will come to me but i think i can share i'm going to look into i think i can share it with other people so you'll be able to see i think you can see when responses come in if i share it so i'm going to work on that um so we have a good list of um block partners to send it to so hopefully we'll get some good responses so heather i'll send it to you tomorrow or monday maybe we send it out early next week this is a probably a bad week to do it and uh sarah just so you know too on this space uh if there are some names in particular uh around certain institutions or anything like that i have i've uh as i mentioned previously i spoke with the uh new director newspaper to leave some of those like heavy hitters off that you guys some of you have been having um you know more personal conversations with so yeah i think like anything that you have to share from any of those that have happened over the past month for sure yeah so certainly um i think that sounds good i just make sure that if you are contacting them then we get their names included the the right people um you know so there's good communication um so i you know i we've i think we've had good conversation with the new library director uh eli he's uh i think that was uh excellent conversation prior to earth day and then we had some additional conversation around earth day and i certainly have had ongoing conversation with mike martin from first martin corporation um jeff watson and i traded emails today we're working on getting something set up there and i did meet um with um a gentleman um the cfo of the university of michigan federal credit union that been connected with me uh through uh the the michigan credit union league which is an association in lansing that i worked with when i was a member of the legislature um we had coffee a couple of weeks ago talked about the space and just sort of you know talked about how uh you know their corporate branch is actually not um the one on william um but uh you know he mentioned that he is the person point of contact uh for uh sort of community engagement around this type of thing and um you know i provided uh to him i told him i'd send him the the rfi information that we'd received back from some of our potential interested uh planning partners and i had a i think it was very open-ended it really wasn't a goal out of it except to uh let him know what was going on and ask that at some point uh as a block partner university of michigan or michigan university of michigan credit union you know participate in some advisory work uh you know as we move forward in the planning and i think there was a very good conversation he was very open to that and um so uh you know i i feel like there is um there is certainly uh a i think a pretty consistent interest from at least the the uh folks that i have talked with uh about trying to make this move forward in a productive fashion and certainly a lot of the comparable communities work uh has allowed those conversations to have a vision that i think people didn't really see before and i think that's been really really positive so um that would be the only other update and i'm certainly i'm certain uh sir sir if you'd like to include any of those folks you know let me know and i'll provide emails or however the next working group is fundraising uh so um on the fundraiser we have any questions about these uh yeah sorry ellen i didn't see your handout my apologies my hand up what's up yeah the yellow background on alice's uh uh screen is anyways my apologies all right alice go ahead first and then allen well i want to be brief but you mentioned a lot of what i what might be called behaviors by some people um but there are smaller say property owners on the block and also tenants on a block and i would say we need to include the people who are across the streets that bind this that are the boundaries of this block um and maybe i don't know maybe even somebody at the federal building somebody transit somebody um you know on the other side of liberty the other side of division the package store the i don't know i it seems like that there are a number of people who feel that you don't benefit from um you benefit from expanding the people who participate rather than limiting these people to participate in a serving like that so a lot of those people are just our on our surveillance we sort of started that way we have a database that i think erica started for us um so we have a lot of those people and i think if there's anyone we leave off i think we can probably circulate the database maybe i don't know um but i think they started to be a living guy like you know we can yeah you don't need my approval i just want to make sure that we were we have the same yeah we definitely looked beyond like the actual block itself sort of the adjacencies and who else might have a vested interest in such as the restaurant owners on main street for instance i don't think they're on there why not so they were that you know there's some of the objectors that i think the main area association is on but not beautiful restaurants okay okay sounds good excellent alan you had your hand up next yeah well i was uh particularly interested in the quality the the sense of conversation with eli from the library because josie previously had been very cool on this whole endeavor and i was hoping that eli was more friendly and saw the potential of a partnership between the library and the commons so i was wondering about that conversation and then also in the conversation with the martin people in my conversations with them they were interested in the commons assuming the noble house and the potential of moving the carriage house that their space might be able to expand all the way to library lane and whether your conversations touch any of those questions as well as the notion of some kind of uh bridge or commercial arcade through a potential new building did they express any were they ready to talk at all with you about their views toward what their new building might uh look like in terms of it's his scale and how it would be a very it could be a bridge between the two ends of our barbell so to speak of liberty plaza and the library lane so i'll i'll just speak to both of them uh as like what you know both this has been the case of of all of the uh the individuals i've spoken with um there is a strong desire by all three entities that i've spoken with who have you know major stakeholders stakes in that block uh to be intimately involved in the planning process that goes along after we successfully complete an rfp and select a and the city selects a vendor for that plan and i think that is a really important uh characteristic you know i i don't think that there is anything in concrete uh in terms of plans around uh anything from what i understand but i think there is a lot of interest in do in creating something that works for um for the public first and foremost and also works for the surrounding property owners and and that that there is mutual benefit from that and so um what that looks like i think is very wide open at this point but i think certainly you met you mentioned the library and first martin corporation i think that there is interest from the two principles of those entities to uh to be strongly engaged in in that formal planning process to ensure that there is mutual benefit so alan i wish i could be a little more specific but i don't think that is the case at this point it's just too early did the uh credit union expressed any thought of altering their structure any infill construction any change of what they were doing on their williams street which has been most reduced in its service it's a uh no they haven't they didn't express any of that um we really didn't get into that but i i expressed that during that conversation i expressed that you know the footprint that we were looking at was that it you know all the publicly owned spaces the block and you know that if there was a way that you know i know i certainly have cut through the credit union parking lot and walked into the the uh commons area and into liberty plaza and certain others have as well and uh you know if there's a way to um you know work together um with both publicly owned spaces and privately owned spaces to for access and use um that would be um that would be a something we would be interested in i think that the credit union was very much interested in that as well um i felt it was a very warm reception and i did but we did not get into any sort of their planned uses of their of their current william street branch or anything like that that was it was really not the purpose of meeting it um and i think that would if they were thinking of things uh you know that would come up during that planning process and i that's why i do really you know a personal level i think it's very important that there be a very strong advisory uh committee that's part of the that's made up of you know not just the block partners but but you know other entities as well that is goes along with that planning process um and and certainly this could be this committee could have a role in that but but also um it provides a vehicle to bring in some other folks who have a vested interest in making the entire block successful and i think that's going to be really important so i'll just put a pin in that i want to go down that route too early but i think this planning process is going to have to be really important and it's going to have to be real inclusive so um but i feel like the conversations we've had thus far have been warmly received thank you yeah of course good questions um in that case uh we can wrap up the blog partners um going to fundraising a little bit um you know we've had a good discussion good couple of discussions between um erica heather frank and myself most recently around um some fundraising uh efforts um you know they've been mostly focused on where we could look for um public or nonprofit funding opportunities um uh where what foundations might be interested uh in in uh that type of work you know i think that we've at this point in time we've uh started to look into those uh different um where we've left off as we started to look into those different opportunities um and you know we're gonna meet again offline to uh to do some additional work around you know who could be uh a good financial partner uh with this and so you know the goal will be to continue to move that effort forward um and so i i can provide an update again at the next meeting after we meet um you know in between but i would say we are looking at all sources there's been and we have a list going of public and private uh potential contributors and we're starting to break that list up um we talked about the near-term activation already if that's okay with folks we could skip that part that working group especially some gen side here and then the rfp um and so i'll provide an update on the rfp uh process as i mentioned earlier you know there is a strong desire to work with parks and we had originally at this command at this council i requested that heather and park staff work together um and we discussed that in our rfp working group and um so one of the the best recommendations i think that came of that was to really try and engage directly with parks advisory committee and to form a a positive working relationship with them in order to move that effort forward and so that's what we've done so that's what the part of the goal that's why our presentation um with parks with with pac rather is focused on that effort to create this strong working relationship so that we can then advance the rfp so that process has been you know a little bit slower than i think most of us would like but i think we're doing the right thing with trying to set up this constructive working relationship with pac in order to move the rfp forward as joint relationship um i think you know the thing that one of the things that i've taken away from all of this has been that uh this the way this charter charters written with overlapping jurisdictions um has caused a lot of um uh confusion or or um easiness around who's doing what and uh i uh so that is what it is and i think that's why it's very important it's become very important to me that um that we have a strong working relationship with you know both the council of commons and pac because there is this cross-jurisdictional um overlap and uh and that's gonna be important to move things forward uh you know in a way that is constructive and so that's that is what i've got in his terms of an update on around the rfp alan you got your hand up yeah well as you describe it across the cross jurisdictional uh situation i want you please to add the uh trans-jurisdictional uh situation that there needs to be a mechanism like a conservancy or a land trust or something that bridges the various jurisdictions and includes a public participation independence of the uh parks or any of the governmental organizations so that this is a new form of organization and now so that different uh groups are now uh have uh sovereignty as it were in parts of it needs to be uh embraced in some form that includes all of them and includes the users and the public and its uh organization for sure uh erica yeah i just i wanted to agree with you alan i think that um you're right about the need for conservancy i think that's been shown pretty clearly in some of the best practices um about around research of these public spaces and how they work um i just would like to not set up the expectation that that the conservancy will um be organized likely out of this group or out of city functioning those are sort of private endeavor non-profit endeavors but that you know that is something that is is going to be ramen and by the community i think um to make that model work so i just um certainly i think you're right that there's going to need that be that public private partnership but um how that actually gets formed is is is something that well it seems like it's one of one of one of the elements in the request for proposals that the proposal you know envision how that form of management actually is brought into being i think it's going to be an important certainly to speak to what erica said i think the entity um i mean i personally from these these uh working groups around comparable communities this has been a very consistent key element um you know that allows for some uh different different forms of management um you know i think it's gonna be important for us to spec that out to what erica uh was speaking to but um you know we may not be ultimately the ones deciding around you know who it is or what it looks like and so i think it's going to be important that we that we um you know influence but um but you know the the entity itself may be something that is set up as some type of joint relationship i really don't know at this point i mean i think there's a lot of ways to to do this so frank you got your hand up and i know you know a little something about this too so very little i'd like to say that my crystal ball just became very clear on this issue but i i can't say that i i'm just going to add you know clearly uh working our group working with parks the dda has to be uh front and center as as a very active partner and i think uh the block partners and then i i've heard you describe uh an advisory group of probably a law a larger footprint of organizations uh is going to be key as as those groups get engaged they're going to have i think a very positive influence on all these questions about longer term management and so on i know there's been an effort down on the heron river um by i guess i don't know if the dte is developing or some developers developing the dte property along the river there's been attempts to create a conservancy with the help of the community foundation i don't know much about it um but it uh there's even you know efforts in our own community to develop some kind of public space with a conservancy overseeing it down there so um we may want to look under the hood of that process absolutely i think that is as on the list in fact okay is there a chance we could get a report on what's going on there i've heard of similar uh you know rumblings yeah i think we can do that in fact i've got a uh it's on my list to have a conversation with those folks so i could certainly provide a reporter on xp great all right i'm just going to make a note here to check on this other questions at all around the rfp okay uh in that case um we've already covered the next agenda item on our agenda was the update on the report to parks or to pack we've talked about that extensively this evening already are there any other questions around that item or points that people feel um are still outstanding okay um in that case um we can talk about next agenda items we do have a few that we've added tonight wanted to see if there are other ones the ones i noted uh i'm gonna provide that update around um what's going on down by the river uh that alan just uh suggested we're also gonna try and do whatever we can um to uh create some short-term recommendations to city council at least show progress i have some items to check with jen on to make that happen uh within the uh the confines of our working group structure um and also to add in alan and rita to those discussions um are there other items outside of what we've talked about sort of in the last short bit here that we want to add into our agenda we know that we want to have on our august agenda obviously we'll have a response back from part or pack you know we can bring that up again as well post our discussion with them on the 18th got a couple hands up allen i think was first then heather and then frank well i shared perhaps inappropriately 11 points that i thought were proper in the request for proposals and i want to know how do we have some discussion here not only of those particular points but of others is our input into the request for proposals is that can that conversation be in our next agenda um and uh similarly i outlined the uh a summary of the elements described both for the civic center building and for the central park as they evolved since the first discussion of this in there now almost 10 years ago when the first imagine a park program was held two days after the dedication of the underground parking structure that on the 14th of july and 2012.

so i would like to see that material somehow on our table for [Music] reflection addition improvement conversation okay do that uh heather uh yeah so um in august our meeting conflicts with the city council meeting the city council meeting was moved to the night that we typically have meetings so we need to either cancel our meeting or move our meeting so one suggestion is to move it to the 11th the following thursday so just wanted to put that out to the group that maybe doesn't have to be decided right now but if you want to look at your schedules we could go ahead and move the meeting heather could we take a poll uh sir a poll uh doodle offline to see about potentially the 11th or um what is the date that we're scheduled for right now it is the fourth cool yeah i have a conflict on the 11th i can tell you that i have a meeting um but why don't we do it because it's not just me so why don't we do a poll um and uh it shouldn't be just about me obviously so let's do a poll offline and see maybe we can check the uh the 11th we can check the 18th we could check some other days as well so how about maybe you and i can put together some dates um and then we'll send that out is that okay yeah okay thanks for raising that i know you put that in an email um as well so i forgot uh frank you've got your hand up you're muted frank by saying that the 18th is the 48th anniversary of my 30th birthday i'll probably hopefully i'll still be here the the other thing i should have probably in this i'll make this brief but because i think i've talked about it before um i really want us to take a look at a a kind of a two-phased rfp uh the first phase is uh you know really looking at the data that already exists from the task force uh engaging um in what some depth with the dda about the structural issues and basically how we can work better to get together um and you know they're just i think some things that could be accomplished engaging the block partners and the wider advisory committee um i think we're close to having enough money if we define a phase one around gathering and analyzing data as opposed to getting into development and design of the site and uh that we could i think by engaging the community in meaningful ways in phase one will facilitate our ability to raise additional money to complete phase two of an rfp so i'll just stop there because i think i've talked about this earlier i just want to bring that back as a as a concept to think about i think those are good suggestions other agenda items that we would like to have on for august all right we and we do have a pretty good standing agenda you know obviously this meeting was formed out of a standing agenda and so we'll utilize that as a baseline adam will you be considering asking each we've often done we've often intended to do this to have some kind of product from each within each report from the working groups individual working groups should we maybe ask for consideration by each group of what they would ask for or advise to accomplish some goal um that we could consider at next meeting and and pass on to city council i mean it couldn't be any more than five if we ask for one we have we are in fact that's going to be the basis of uh conversation i have with you as to how i can help advance that yes absolutely thank you yeah of course putting our great minds together there right alice the the a team and i'd just like to chime in i just remember that every commission has as their mission being an advisory body to council so it's um i know that there's a feeling that um want to get we we want to make make progress on this but you know some of that progress may um may be appearing in ways that don't necessarily have to send something to council for for additional work for example i see the work on the developing funding and actually getting to the rfp process that is the most tangible progress we could possibly make on this is getting to a long-term design and cost for this this is that is that would be a major accomplishment um so i just if you take frank's if you take frank's suggestion design is not the first thing the data is there certainly could be it could certainly could be broken up in multiple different ways just wanted to not make people feel like you have to come up with a list of but i think it's good to have a goal i think instead of just having a report i think it needs to have a little bit of umph to it you know like we could do some of this if maybe we did this little thing you know um just something for near-term to give us all encouragement i i think that there's certainly ways you know as i have found a lot of things um you know momentum gets more momentum and so you know taking action moving some things forward certainly i agree with erica's sentiments that the the real major step will be the the uh points around being able to go out for that rfp and start that process i think that will be a very significant step forward for the community and so but i hear also that a strong will to um make some tangible action steps um before then and we talked about that several times here and so uh you know we're going to try and do you know create some some ideas in between now and our next meeting and uh so when we have any progress on the rfp you know like a draft uh at all when do we have an idea of when that will no the rfp the rfp won't be written until we have the funding in place so that's been stated before and that will continue to be the case i'm particularly aware of that condition yeah that's we we've talked about that before i think that uh the um yeah there are two things related to the rfp um you know there are really important considerations one we do have a strong interest in working with parks department uh to have a joint writing of that rfp and uh and two funding really does matter and i think that you know there certainly are things that uh maybe advance uh you know in terms of frank's suggestion but we need to make a little more progress in the money um before we uh before we go forward i think we've got a good start and that's been helpful um and we're making uh some effort to try and increase that funding and i feel like you know we will get but we do have an idea of what the rfp is going to cost that's what our five process informed uh for us and uh you know if we can make a little more progress towards that then i think we would be able to justify getting things going but heather is right you know we do need more funding before we can start start that formal process before we have the money in a hand i heard they won't be circulated but if it won't even be written we don't have any opportunity actually to have them within deal with it nope now that's not what that's not what was said it's not going to be sent out before the funding is in place because we're not going to prom we're not going to ask vendors to respond to something that we don't have funding for them i think i think also staff is not going to be spending time writing it until we have more funding in place as well right yeah i just wanted to clarify i guess i'm piggybacking on alan uh it seems we have a chicken and an egg here uh from my spanish point i can't quite imagine why we couldn't have the rfp written and ready to go i mean it has to happen sometime i i guess i don't understand the what's on the inner workings of city hall in these on that issue we don't even have grant applications and there's not i mean this is at this point there needs to be serious efforts to provide additional funding to this endeavor that's the major reason why i want to split this into two phases because we're a lot closer to in my judgment of the funds we would need for a phase one that needs to be looked at in some detail but um and i think doing it that way gives us a better chance of raising money for phase two when when people see the tangible project progress and they're involved in that phase one process but i don't want to start sounding like a broken record here yeah i don't want to sound like a broken record either except that there are previous resolutions passed by previous city councils already demonstrating that there were ideas of where some public funding was available um and this you know times have changed but i mean the kind of thinking that was going on earlier was more encouraging and and still not still including private uh sources of funding and grants such as we're talking about now i mean where there's the will we have more chance when there's no will we can't even get started but i i don't i don't mean to say there's no will i just it it is sounding more like chicken and egg question as frank said well why is it gonna have that feeling before i think that there is a i think that the to to the point that uh erica made i think that uh moving making some progress around fundraising will help our ability to advance before we have all the cash on hand but we have uh not uh you know made tangible progress in terms of dollars in the door around fundraising yet and so um you know we need to we need to work on both of those things um and so i i hear you around the chicken and the egg scenario but i think what the the point that's being expressed is we don't want to uh spend uh you know valuable time uh that that the city is paying for around writing something if we're if we're not making progress on being able to pay for it and so i think i think that's a justifiable consideration another background question may be naive is what paid for the task force um and its report what money paid for that i have no idea that was city city i mean that was cities um resources paying for staff and then i think there was a large volunteer endeavor to actually produce that report is that correct heather um yeah with city funds that paid for that effort um i i did the work to put that document together uh wrote the draft of it and then it was edited by the task force so there's there's an inclination at this time not to use staff time but volunteer and private funding is that it well i think we're going to hire a professional planning firm to do the rfp that would be the process that we would want for professionals we would write city staff would rate the rfp but we would hire a firm an engineering and probably a multi-discipline firm to do the actual work uh behind the scenes right um city staff it would be um this would have to involve the parks department because of liberty plaza being involved so there's uh a question that's in the air about who who who on city staff would be writing the rfp and which group within city staff would be managing the process would it be parts or some other group yeah that's the same that's assuming we get to we get to pay the salaries of the internal people no pain pain for that no pain not paying the salaries of staff but paying for the professional team that would be doing the process the selected team from the arts right the design process okay so it's still it's very unclear what you're talking about we have to fundraise in order to have staff assigned the right theory now what all that's going on here is is that there is an interest in we all have an interest in moving this forward but there's also an interest in ensuring that we are fundraising to help move it forward and so i didn't want to dwell on this too much because i think it's i think i don't think these things are actually mutually exclusive by any means i think we need to show progress on fundraising and in concert with that we also need to build these relationships with parks to ensure that the process moves forward in a way that is constructive and that we are is supported by the fact that we're raising money that we're actually going to hit this goal so that when we uh so that not only are we not waiting once we have raised the money but also that that the rfp is not sitting there for six months on a shelf waiting for us to finish raising the money and so i i feel like this is a this is a just something that would be done anyways but i think the goal is because we have not been raising money for a long time that you know we show some progress to move forward with that before the rfp actually gets written and you know what we also need to work with parks to ensure that you know that was the the strong desire uh was to ensure there was a mutual relationship in writing that uh and you know we need to make that happen as well and that does take some time too but that starts with the pack discussion mark's got a hundred thousand dollars so that would be good for liberty plaza that that could be counted that yeah that's that's dedicated for the the issues that are happening in liberty plaza right and that's part of our block so some of that some percentage of that should be you know at least continuously connected to the money that's available when administrator dahony asked for that funding from council he was clear what that funding was going for and there's been a stakeholder group that has been working on that so i don't think we're i don't think that you know it's not to say that this is not an important project city council did put forward funding for this and so council has allocated funding for the design process as well as as for the work on liberty plaza so but um this has been throughout the process been um community you know is the sense there's gonna be this is gonna be a public private partnership yeah and this is this is um part of our difficulty that i think adam is trying to address with a presentation to hack to try to knit together some of the overlapping jurisdictions and authorities and so forth and this management structure and everything i mean parks does manage liberty plaza and we are trying to develop a management for the entire block um that would include be inclusive of liberty plaza and the other partners that's right rita you've got your hand up you are muted i think you are not appearing to be muted but we cannot hear you all right my earphones ran out of battery so i um feel like this is information that is somewhat new to me at least at this level of depth of discussion and um i am feeling disappointed to feel that way right now so i hope that we have some criteria that are clear in terms of the fundraising in terms of like specific amounts of money so that we know when we're moving forward um and i do feel like we do need to nip this project together um and i'm i'm going to keep my optimism uh light bulb going because um i think that you've got that started with the presentation to perks but i hope that there's more communication that comes through between between that presentation to parks the ultimate outcome that will flow to the rfp and the ultimate outcome that's going to be the work um of improving the liberty plaza which as alice said is part of our purview i thought if it's not then i'm really confused and i do think that my suggestion about looking at this as being a part of parks overall will help us in the end so i'm gonna remain asked to have that remain on the table thank you sure you end that rita thank you okay any other points that we'd like to add in uh around next agenda before we move into public comment well i'm very i'm i think this is handling undisturbed that there is going to be no public view of the development of this request for proposals until funds are raised for a request for proposals that is basically private and has no public input it seems that the request for proposals the ideas in it the emphasis of it the kind of group we are looking for should be part of our process beginning now with a draft of the staff within heather and their parks if they want to participate begin to formulate that we and the public can see and discuss as well as we are outraged seeking to raise funds to uh see how to uh find a qualified professional assistance in carrying forward the the intent of the proposals that that there is nothing that we see until the funds are done just seems very hard for me to comprehend yeah i heard you on this allen and that's what i'm trying to say is that i think that it's about progress and uh i think that is the name of the game here and certainly i am not interested in not doing anything until we have all the funding raised and you can bet i will push against any notion on that but well i hope we can see a draft and as it begins the frame of a draft or the the structure of the the how the city approaches a draft as soon [Music] yeah i think we're going to work on we're going to work on some fundraising as well and we're going to um uh we are going to work on developing a stronger relationship with parks so that we can do this mutually frank you've got your hand up yeah um um i'm sensing uh growing frustration among those who have been major contributors to library green and therefore to library green's commitment to fund the the rfp um and what keeps coming up to me in comment and these are these are important voices going forward uh that you know the city has in many cities in this country have had this windfall of funding from the federal government and you know it's in the hundreds of millions of dollars correct me eric if i'm wrong in total and um you know other studies uh like the tree line etc have have had funding generous funding from the city and it just seems that you know this has to be a public private partnership and there and there's there's a there's a significant level of frustration that the city is not doing more adam and i are going to meet with these people we're going to try to assure them that progress is being made but there is frustration um beyond those what's being expressed here in this meeting erica and then we'll try and wrap this issue up yeah i just wanted to say there were 24 million dollars that were we received in arpa funds um you can imagine the competing priorities within the city for using those funds um there are there were staff generated over 40 million dollars of potential projects um and we were not even close to being able to come towards that um it went out for significant public input and and that did end up shifting how we ended up allocating some of those fun those fun dollars um you know i think that i've heard from many different communities in the city about why didn't we use arpa funds for x why don't we use our funds for y um as much as it's wonderful to have had that funding we couldn't use it for every project but again this is you know i know that we want to see progress but this is going to be a this is going to need to be a public private partnership um and there's going to be need to be additional fundraising efforts we put out the rfi to get a better sense of of what this would cost i think we had hoped it was gonna be a little less than it was and um you know it's it's it's we've found that it's going to be around 120 000 and um that means you know more more fundraising needs to happen i would say that it is unusual to have fundraising even being discussed within a within a city commission um the fact that we would have a community group of volunteers kind of coming together typically in other projects this has happened outside of the city structure this type of fundraising effort so um just i guess i would leave us there i i i i've heard that there's a much larger amount of money that came from the federal government i i don't study these things uh in detail but um i'll say i can send a link out to our website and there's there's an accounting of it there was some reference a few months ago about the tree line uh in line for significant funding but i don't know where that went okay no that's not accurate the tree line has not received any money from arba or from the city recently so um in that case we're going to close that action right for that agenda item and move on to public comment either do we have any members of the public we do not okay excellent in that case the only agenda item left is adjournment we do have a number of action items uh we'll circle back finals action items um and so in that case we have a motion to adjourn made by erica second i'll second uh all in favor say aye all right hi any opposed all right sounds good thanks everybody have a wonderful evening good night bye
