principal to help with this process okay uh well thank you first and foremost in the board for inviting us here this evening to acknowledge and recognize our athletes that are here we had a pretty successful campaign this spring we were co-conference champions with maribel yeah and then we finished third of the regional but we were pretty proud to say that we had uh 12 boys that qualified for the state track meet down in bloomington we were in nine events that we represented the school and uh we didn't do as well as we had hoped and he had an injury part of our athletes that was here cameron our athletes or at least uh acknowledge maybe they're in attendance online uh cameron uh [Applause] relay team that qualified our 4x400 relay team and uh he was an individual qualifier in the hundred and twenty year dashes where he finished ninth in both uh we're looking forward to some big things is [Applause] dash and as he was a phenomenal anchor to that team as far as the senior leadership that he brought i think the poise that he also brought to the boys we had some some new guys to the sport one of our other athletes alex wada was a senior a first year runner for us and matteo was certainly i think that calmness in the wake of some of those more stressful meets so it was great to have him kayle be a part of that team not present tonight but also state qualifiers [Applause] you just mentioned before alex came out as a senior first year runner for us he was on the 4x100 relay team uh he was on the hundred year late theme and he also qualified in the 100 and the 200 meter dash and it was just like watching the dynamic duo between he and cameron uh as great teammates together kind of just duking it out [Applause] josh mary was a sophomore that qualified in the long jump in the 400 meter dash uh independently and he was also a member of our 4x4 relay team not president but also members of our four by 100 meter relay was is norris toussaint alex wada like we said and julian page who was also a second-hand law enforcement first second runner that he stepped in in a pretty bright stage after cameron was injured in that hardwood final to have his eyes popping and saying everybody knows we had it like i said a pretty successful campaign a pretty successful season and um [Applause] [Music] oh [Music] thank you [Applause] thank you for having us job so coach frederick couldn't be here for uh the girls track and field so uh i'll fill in and just kind of go through our successes for the girls on the state side and i apologize if i uh mess up anyone's name but if you could come down um riley kleitz in the 100 meter dash in the long jump anastasia thompson in the 100 meter hurdles [Applause] no a relay third place finish the state uh four by 100 meter relay we've got christian delosa [Applause] thompson [Applause] kelly crockey [Applause] riley clinch [Applause] amelia hecht [Applause] abigail reddick [Applause] sophia palmer could we have the parents and relatives friends of these athletes stand and be recognized at this time thank you for supporting your children and thank you for coming out tonight uh we are going to continue with the business portion of our meeting if you want to stay you're welcome to if you have other things to get on to we understand thank you okay for my second item this evening i just wanted to make the board aware that we will be hosting a mckinney vento and foster student workshop for northwest indiana on august 4th here in the lgi as the mckinney-vento liaison for the school corporation i serve on a committee of regional liaisons the main purpose of our of our workshop is to refamiliarize ourselves because it's been three or four years since we've had a training our building level folks support staff registrars the first people who see folks when they come to register when they may not have the appropriate paperwork when they are in a situation where they are in crisis and so we want to talk through the appropriate way to register students and families and what to require of them and what to work with those families to register them first and then work to get the rest of those documents in place as time goes by the morning is going to be mainly for support staff mckinney vento 101 and the title of our program is serving students and families in transition and so we try to get away from using the word homeless as much as we can it's become a bit of a pejorative word although when you don't have regular place to stay every night it is an appropriate word to use so it's not like a taboo word but we just try to talk about how do we serve students and how do we make sure that all students have the same academic opportunity regardless of where they're staying and so we're going to talk about some transportation issues we're going to talk about obligations of schools and then in the afternoon there's going to be a section on trauma and the brain and that's going to be delivered by a member of the indiana department of education and then after noon we'll have something that's probably more appropriate for administrators building level folks and then again the mckinney-venti mckinney-vento liaisons to talk about attendance and truancy issues related to homelessness and so we're hosting that so we're hoping that we can get a really high percentage of our folks involved at least for part of the workshop and so i just wanted the board to be aware of it i'm glad that we get to host it i think it helps us in terms of travel and i think that the the agenda should be strong and worth worthy of people's time so if you want to stop by anytime that day to listen in you're certainly welcome to and then we'll report back out after the workshop how it went and so that would be the second meeting in august i am going to now move on to mrs mooch's personnel recommendations so i ask the board to approve the personnel recommendations in their entirety we have a motion by dr malcolm second second by ms kelly any discussion hearing none all in favor any opposed same sign motion passes thank you thank you and i want to ask mr gindel tom gindel 37 years at the transportation department to stand up and be recognized tom [Applause] [Music] tom is not leaving today but he is uh his his days are limited and so since he won't be around in may when the next time we get to call people out and say thank you for in his case keeping our buses safe and on the road and um going above and beyond to do things after hours when a bus gets stranded or whatever tom will have big shoes to fill but we did want to give him a little recognition in light of all he's done for us so thank you tom thank you could i say something about tom also i mean he's been here 37 years wow that's quite quite a history and if you are familiar at all with the buses and the way transportation runs you know that that's one heck of a responsibility to keep those buses in good shape so they they have to be plugged in at night when they were diesels that's the thing of the past i guess now you know that they have to have the buses ready whether it's rain snow ice flooding conditions i remember sometimes the buses had to come out and take some of our children home because we were flooded you know tom i know his he and his guys would go out as the larry mentioned to repair broken down buses right there on the on the roads or to replace them and i know that mechanics also had to serve some time as a bus driver because of their shortage of bus drivers state police infections all those things that you have to go through and and and tom i just it's just a great responsibility and you've done a wonderful job we always knew we could depend on you and the transportation department and we were never a doubt about that so we were afraid we wouldn't see you again at may in may so thanks for coming out tonight and congratulations you're welcome [Applause] and would you like to introduce your friends with your wife [Applause] and if you remember jean was one of our nurses for many many years yeah 30 years yeah and ruth you've done a good job keeping them going so thank you again and we're just doing our meeting now i mean if you want to go ahead and slip out feel free it's up to you if you have more important things to do [Laughter] thank you we'll move on to our director of primary education dr bracey good evening i'm coming before you tonight seeking your approval for the professional leave requests you have received in your packets motion to approve a motion by mrs kelly second second by mr marshall any discussion all in favor aye aye motion passes thank you thank you um i also would like to share with you um each year we have to submit several applications for different grants and recently we have submitted the applications for our early intervention grant and for our high ability grant and i just wanted to let you know what we're focusing on in those areas and we're just awaiting approval so for our high ability grant we are focusing on differentiated curriculum and instruction and also professional development and our goal is to strengthen our current curriculum and or identify curriculum that will be used to differentiate within the high ability classroom because sometimes we think that students are high ability and they're all at the same level and they're not so we want to make sure we're pushing them even in those classes also our professional development goal focuses on improving the effectiveness of our high ability program by addressing the social academic and emotional needs of the students and then our second grant our early intervention grant was also submitted and that grant focuses on the early intervention interventions for students in grades k one and two and our schools are working on identifying the interventions that align with the science of reading and some of those will include decoding sight words phonics phonemic awareness we've talked about that before and so we are working on focusing on those goals for that grant and i will keep you all posted so i had a question then on the i noticed you're doing a lot of training with the wilson with classroom teachers yes so is that part of the early intervention grad then to have that alternate approach to reading the grant from 2021 or 21-22 a lot of our reading interventionists have purchased more wilson products so yes and then we're working with the principals to purchase products for next year are they having success with the wilson program yes they are but they really just purchase those products closer to the end of the school year so we'll see how it goes this year okay but we are working on working on the science of reading absolutely good move on that i think it seems to be a very effective program from my experience thank you thank you thank you next is our director of secondary education mrs castaneda thank you for my first item i am seeking your approval for the professional leave request that you received in your package so moved i have a motion by dr malcolm second second by dr medlin any discussion all in favor aye motion passes thank you thank you and for my second item i am seeking your approval for the field trip request motion to approve motion by ms kelly and i will i will second that any discussion all in favor motion passes thank you thank you over all right moving right along to our director of student services mrs gramala my only item tonight is to seek your approval for the revised professional leave requests that were stationed tonight move to approve the professional leave request as revised we have a motion by dr medlin second second by ms kelly any discussion all in favor aye aye aye motion passes thank you mr ledger at our director of facilities ah thank you mr seuss uh tonight i have three items just updates uh the first one is the babbage project uh last week we received the full state plan released from the in uh state of indiana for the entire project and wednesday we will be bidding the remainder of the project uh here at the central office on 10 a.m um grammar project uh going right along uh the big push i guess we'll call this fate we got face one kind of this summer phase two during the school year in phase three next summer but the big push for phase one this summer was to get the 11 classrooms there going to be affected complete as well as the hallways outside those 11 classrooms and uh we've got six of them totally roughed in completely done and the other five the only thing left is pipe insulation which started today which should be done wednesday and the good news is we finally got our lights they came in the last week uh we ordered those clear back in april and they finally came in um and we're waiting on ceiling grid and i'm told that's supposed to be here wednesday so if that comes we should start putting rooms back together as a wednesday and i'm hoping the week of the 25th at the or the first week of august we'll start cleaning those rooms so we're if as long as the grid comes in wednesday we're in great shape we got full inspections for all the above ceiling work on friday from the town of sherville so as long as the grid comes in wednesday we're right on schedule so so that's all good news with that any questions on those two items you say those room updates are happening at grammar part of the hvac project well there's 11 rooms that have to be affected with the entire hvac update that's they they have they have like universes in them so we have to take those out right oh those old universes yeah yeah um and then this happened to occur to me the other day of course with all this stuff going on at the schools and i know we talked for several years about a safe entrance into clark do you know where the status is with that well that wasn't on the agenda for this summer um it's complicated because the layout of the existing layout clark we've kind of kicked around a little almost a little i'll almost call it like a security office right at the door but there's some design issues that we gotta work through well the few times i've been over there it seems like it is pretty well controlled they have to be they have a great view they and they and and if the kids are in the hallway they just don't let you in so it seems to be sufficient at this time but i just hadn't heard about it and wanted to ask about that so all right thanks bill thank you uh final update is just the summer project which i've left at your stations um we're six we're six weeks into the ten week summer um we've got four to go we're about 68 completed with all the projects you see a lot more gray on there this time around we've completed a lot of major projects since my last visit uh all of our paving is done with the exception of clark we will be paving the entry in the exit roads at clark that's all milled last week we'll we'll start paving that tomorrow and weather permitting will be done with that thursday um so that will finish up all the paving all the schools are striped with the exception of um clark because we won't do that until we're done paving as well as transportation because uh they have their state inspections uh today and yes and tomorrow so we'll wait until that's done we'll start that also speaking of transportation and mr gindel's retirement uh we finished the fuel tank project last week we are going to fill the tanks tomorrow on wednesday they have to come back out to do the testing the above ground pipe testing all the underground pipe tests passed so once the testing is done this week we'll probably start filling the buses out of the above ground tanks next week which is a couple weeks ahead of schedule so we're really excited about that and then as you can see the projects continue and i'll give you an update the next coordinate cool any questions yeah mister well what mr ledger you know the the comment that i made that came up at the uh dyer parks board meeting about the walkway the runway the sidewalk um i i hate to know that information and not follow through on it so i guess you're the man that i would say could you call over and talk to mr dave hein and see what all that is about he's the um yeah i know dave but no you don't what's their problem that's their they're not doing anything on our property oh so it's their property and we run cross-country on it yeah okay no we don't yeah that's not ours okay all right very good thank you thank you move on to our director of business services mr james good evening uh the first thing we're gonna on my agenda is to go over our quarterly financials and so you'll have two big sheets in front of your workstation and so um since it's the end of june well now july but um this is also the end of our fiscal year so it's a it's an important date and so um we're going to go over two spreadsheets here kind of briefly um the first one if you look in the top left-hand corner it says fiscal year cash flow for the education fund and um so there we started july 1 with about if you look in the top left-hand corner about 6.6 million dollars in the education fund and then if you jump down to the bottom right hand corner where everyone usually does um our expenditures exceeded our revenues by about a little over five hundred thousand dollars this year that was not unintended um as we know we were able to give a nice salary increase to our uh staff this past year and so we knew we were going to get into our reserves here a little bit but as you can see uh from the top all this data is accurate through june and as our real numbers and so we came in under our advertised budget and we operated we operated well um there really hasn't been too many odd things here in the education fund because again most of this is salaries and benefits where there's not too many unknowns what's gonna what's going to occur and so it is it is pretty stable and so um do you have any questions about this fund before i move on to the next sheet okay so the next sheet is a combination of all of our operating funds and when i say that after the laws changed in 2019 there's a lot more moving money back and forth between our education fund and our operations fund so really to get a more accurate reflection of how the district is operating i combine our education fund our operations fund our referenda money and our rainy day fund all together because those four funds together really is what s p looks at for our bond rating what our reserves are and how we're operating and again when you combine those four funds together and again we jump to the bottom right hand corner um throughout this fiscal period of july through june we operated approximately 1.7 million dollars to the good um that is a hundred percent accurate but it doesn't necessarily tell the whole story because um yes this is a snapshot of 12 months but when we give when we gave raises to our teaching staff those contracts go september through august so july and august on this sheet are a little less more expenditures than what july and august will be for this upcoming year so if you're looking at a pure school year basis we will have our expenditures more and in that july column the first one there for example with higher salaries means if you look in the expenditures where it shows uh the ongoing contributions to our 41am viba last july that was about a 1.4 million dollar expenditure given that that is a percentage of salaries when the salaries go up that also goes up so for july of this year um that is going up a couple hundred thousand dollars to probably about 1.7 1.8 so uh yes the 1.7 million is a is a good number um but in reality when we look at things for a more school year it's slightly lower than that we continue to oper um update this every month and i will be starting a new sheet for this new 22 23 year uh starting well at the end of about a month from now so um any questions on this you know where this is a little bit more reflective of things that are we are susceptible to with you know we talked about transportation well you know back a year ago gas wasn't 459 let alone 549.

if i remember it's the correct date before remember we used to have the do the budget before august 25th well because if by by law we can't do if we exceed the revenue neutral rate we can't do the budget the formal budget hearing until between well it'd have to be before september 20th sometime before september 20th we will probably look to schedule that on the same day as we have our september board meeting to make it just one less meeting to deal with pretty quick right it's a journey starter meeting yes good question any other because it's a little different in the past i guess that's one good thing about the revenue rate we get an extra month to put everything other questions no okay thank you we want to board member ios yes we did talk about the possibility of doing uh retreat with your calendars so as far as calendar days for a retreat looking for a couple of evenings i don't know you know i know that it's coming up here pretty quickly did we have it on 13 as well i'm sorry uh nothing else any questions or anything about bringing up let's move on to ground rules looking at our shannon operating procedures i think this is kind of the same language that we've had since i've been on the board it's kind of reinforcing the idea of those prizes and being on a team and questioning the comments and communication and conversation or a good thing no matter where we might all fall on item or a topic let's talk about it or not and try to surprise anybody or anything that's what's best keep us all progressing for our goals which i think are listed down here yes did you talk there about the evaluation which we do for the superintendent that's do we i think next dog this fall we'll send out that stuff i think we kind of talked about the format of how that was done if we want to come up with something that we think is better i encourage you to bring it in here those forms kind of cumbersome it's very formal though any questions or comments about the ground rules a chain command in there that's pretty everyone's got that figured out i'm going to move the status grand rules as presented for working with the superintendent as discussed in other than official minutes of this meeting motion passes 6-0 move on to the aforementioned board goals i think these are goals that are pretty much the same as i've seen in the past it talks about some more maintaining a long-range plan for our feet our buildings our vehicles talks about our border treats we can go see the things that need attention the things that we've been attention to and whether or not those are successes or challenges we need to move forward the future with so there's a question there about a preference on the format i'm i'm kind of hoping for anything on whenever the evenings seem to work the best for everybody board members have preferred dates for the retreats traditionally sometime in september it can be again august is a little longer that fifth that when we talked about we talked about a fifth monday possibly doing a fifth monday topic if anybody has a topic or in september my calendar is pretty open that far out halfway through october starts but i can make whatever words i need to maybe right and if we don't know our calendars that far out we'll wait till august and maybe figure something out because meeting's the eighth of august that's early and it's time to figure out obviously there's a time frame for getting those trees going pretty good okay would you like to do a fifth monthly topic of some sort you know we have we have discussed um you know some different things related for example the field trip and work on our fields i could invite them a company to spend an hour and a half with us just to talk about field turf type issues if you think that would probably be a good idea but i think we need to talk about all of that you know because we were talking you know the ball field the football i mean all of that needs to come out of the place where we're going to really kind of understand it i think the whole yeah the whole all aspects of all the fields and at least you can you can talk to the the industry people in regards to that i can see if they are available let's say on that fifth monday the 29th for let's just say a six o'clock or somewhere in that neighborhood meeting six six thirty whatever we could meet um i'll see what works for them we could meet out at the field we'll do dinner and like for example cli has been a topic if you'd like me to schedule stacey bruton to be here just to talk cli type related different information or any other topics just let me know i think there's a couple of well october has a fifth month that's halloween so maybe maybe not on that day and then i think there's another one in january so again we can we can look for different topics so they have definitely shoot me an email and i'll make sure you kind of get fun getting them together but i'll work on it like the fifth monday would be separate than our board retreat yes it would be it would be separate be it's open discussion discussion about talking maybe you said that hey i want to talk to the rest more about this and there won't be any action taken at that meeting it's just simply it's information yes okay i'll work on that thank you and there's no more sharing rules move on to budget status report christine i kind of worked on this talk now we gave her a lot of credit she turned the paragraph with a lot of information into a nice chart from my firm last year so this is a good i like charts and she does too so we think a lot a lot of like a number of things so anyway that kind of gives you an idea of like say a 10 11 year 12 year history of information that's happened in the district and i don't know if you have any questions about anything no like tracy again you see the chart down below of when what a possible proposed levy could look like again it's going to be in that somewhere we anticipate in that one mill or lesser we won't know for sure we won't know for sure until we actually put together our budget for the 20-23 year but we can kind of see where we stand i can use the board have done a good job of making sure that like say our middle levy has either stayed the same or dropped in the six years now year seven from years is year seven for me starting so um you guys have done a good job of overseeing our budget work well yeah i definitely appreciate the format of this so i can see here over here and where things are locked out of that thing the whatever form you give us every year that has all this stuff on it's kind of cumbersome any questions in regards to budget status report no i think that it looks good and i'd like we'll have james said it with uh saying we're gonna go back to that one mill when we accomplish the goals that they asked for and then going back to very honestly [Music] yes and a great reminder too is that we actually did more with that one mill for five years than we even anticipated that first grade wing renovation because at that time pricing was very very good and we didn't have the foundation issues with the high school gym which we didn't know if we were we weren't going to have so what that means that we got a lot of bang for her buck with that one mil for five years and it's helped us if we were to try to do those same projects now we wouldn't be one mill for five years it'd be more yeah so kudos to you guys for letting us accomplish those things yes as well as the public sure yes okay any other questions or comments more status report now we can move on to personnel there's a i'll go ahead and move to recess in an executive session for 15 minutes to discuss personnel pursuant to god and often personal exemption under coma and to return to opposition in this room at the end of that time then we can build our meters motion passes next item on there is except with regret the retirement request of many counts bus driver effectively july 1 20 22 thank you for 29 years of service yes same motion and second we can all vote on our ears for the retirement move on to contract approvals and appointments for activity bus hourly rates looks like we have we are adjusting our hourly rates to meet the labor force yes very very much so we did some checking uh christy brad griffin nicole laflin our hr person and myself we have gone through some just their researching what we found is our regular route price as far as salary goes our regular route salary has been very very good it's very competitive within the state our special education routes pay as well per hour is very good and then our votech or flynn hills tech college route has been like i say one of the things that we need to look to increase as well as our activity rate comparing us ourselves to other districts it's willfully low so with that being said we're looking to make some adjustments so our tech college rate goes from again 14 40 an hour to 16 an hour that would be a proposal and the activity rate goes from 14 40 to 16 an hour now we also have a chart in there that shows about non-air brake certification versus air brake certification so like for example our activity bus has air brakes there's a certification piece that you have to have it's not impossible to do and it's something rad griffin can work with our drivers to have air brake certification and we we anticipated talking with the different people in the industry brad and myself uh have talked that there's probably going to be more more buses in the future that will have air brakes um just just because it's a trend and especially with activity type buses since they're configured a little differently those brakes are a little bit safer than the hydraulic brakes so having said that brad can work with our drivers to get air brake certified it's a test type scenario and a practice driving piece but he can do that and with that being said since it's an additional piece we would want to pay for the cost of air brake certification but also increase the pay for our drivers and you can kind of see that it's built in there like for what years one to two years three to five years six to eight nine to eleven twelve to fourteen fifteen to seventeen and eighteen and above what your pay would be so it's kind of an indexing incentive piece most all of our bus drivers right now i don't know if we've got anybody that's even in that six to eight year column now since peggy has retired all of our bus drivers are in the one to two and three to five year range so it might be an incentive for them to stick with us and again this is just for our tech college wrap as well as our activity route as well any questions on this throughout the state is the sped always that much higher than the regular yes and i'm gonna say we are we are maybe on the upper end of that but the special education routes there's some different things so for example could be first aid or cpr training there could be like some additional training that does occur or against students maybe with the escalation type scenario so there's some additional with special education routes that you have some additional responsibilities because because we are responsible for the transportation of our students question other questions on this we're hoping for longevity drivers like peggy and others that we can hopefully have in the future what are we doing now on bus drivers uh we are we're okay but we could probably use again one or two others that could maybe be on a sub list okay right now i think we're okay with our routes to start the year if i'm not mistaken maybe one short but i don't i have to ask yeah we have to ask brad and she was driving at floyd hills technical college route as well as activity routes so we don't we definitely need to find a new tech college route driver and then some for activities yes and i i just talked with him a few days ago and i know he's interested in driving you know it's very possible so good question comments or questions anybody anybody else no i think kind of the line here that drives at home is that these rates haven't changed since you said you started you're starting your seventh year and so the low tech driving activity right that's so if you've got people that are one two three four years of service it would be nice to show them that you're appreciating what you're doing because that was a big deal for us to get our kids safe with wherever they need it is most improved hourly rates for activity most drivers for the 2022-23 school year motion to approve the area rights bus drivers promotion passes 6-0 moving on to the position of governmental relations network of point e network representative for the 2022-2023 school yes motion passes 6-0 move on to a maintenance truck bid so this is something that we've kind of had in our capital outlet plan at some point in time um just feel like there's kind of a rush or an urgency to do something with this because again we're looking at a 25 year old truck that would require margaritaville that doesn't have his truck tomorrow there's a lot of problems obviously he's converting into a makeshift vehicle of some sort it could be really a challenge so anyway with that being said um and the status of situation vehicles right now with the yes just absolute uncertainty i felt like we needed to push forward with this as soon as possible so um we did receive one bid from kromani and that will again replace that 1997 ford truck it will uh be a trade in and in the amount of 77 443 that will be the truck but also the shock box type work you know the it has the the work boxes if you will the locking work boxes and the rails for the the ladder the ladders that he puts on there as well as he can carry pipe and things like that so it has all the it has all the truck pieces that he needs it'll be very similar to his truck with the shop boxes and and stuff and we traded it in we've traded we'll trade in this 1997 thank you the 1997 ford truck when it gets here okay or do we have to trade there we go we could sell it on sealed biz yes we could do that we're sure it either way would be fine i don't know uh it'll be a chevy silverado 2022 chevy silverado i just didn't we put the bids out for information on the website as well as in the newspaper uh but we did hear the video [Music] chevy silverado 350.

you got to be 20 on september 20th and older we can't be 20 in november got to be on that day so they got they made that correction as well so it's kind of a trial and error this first year so hopefully we made the corrections i spoke with trina templeton and cherie sloan helped us upload those and tarina wrote up a paragraph that we had to send to them telling them our plan of action so this doesn't happen again so hopefully next year it'll be way more smoothly going so yeah so the reduction is authority i mean we didn't lose any cash over it but you did lose authority most of it was going to graduation alliance anyway and that 10 is coming here so it wasn't a lot of cash but you did lose authority which is we talked about that anytime you do a budget and you have that built in you have to be very aware of what that could go down just like special ed now you have to be aware the special ed could go down in june on you so you have to have ruin your budget to decrease that budget down you can't be spending your cash before the end of june until you know that so yeah they're lying on it yeah yeah so hopefully we can take care of that can i stay on top of that we did increase those credits though the current so that what we get is ten percent i mean this isn't the time and place i guess we'll already do that yeah we can do that too okay uh so move on to the appointments we will just do all of those appointments at the same time one through the 14th could be one motion and so i will entertain the motion to approve those appointments as written unless there are changes or questions so the new board members would this is like any discussion here none all in favor raise your hand move on to the approval of the policies and the resolutions the first one would be the district inoculation policy and i think all of these should have been impacted and these can all be approved in one version any discussion or questions from the board i'll entertain a motion to approve all the full move by roger signify josh all in favor raise your hand motion passes and then we need to assign uh some board members for positions um the governmental relations network that's an appointment yeah and i think i've done it in the past which i don't mind keeping that nobody else wants it basically it's just extra mail he gets topeka so that's i think has chat our breath and then a board member representative for the bbc and i believe that was roger roger i think you just go to them i don't know they have meetings but they probably have i shouldn't say yeah i think professionally yeah through pdc that's not hesitant to do that or if anybody else would like to jump with a chance do you not want to do it i'd really do it that would be fine allison thank you and then uh the authorization of the petty cash fund usually it's 1 000 for the junior high wilson in the district and 500 for the elementary year that's the book usually authorized and that does take promotion yeah it does take a motion anybody would like to make that motion by josh second by roger all in favor raise your hand most best and then the district mileage rate for reimbursement for 2223.

2022-07-12 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube Ann Arbor Housing Board of Appeals Meeting 7/12/22 · passage 2
oh yeah it is hba 22-2001 the appeal of the building officials decision that the rental unit at 227 orchard hills i don't know why this is the language does not get relief from section 8 502 and the housing board of appeals reverses the building officials decision for the reason of practical difficulties or undue hardship i second all right we have a motion and a second is there discussion i think if that's the avenue it would be helpful even though the city you know the letter from the conservancy or your commitment not to make changes really doesn't mean that much from a code standpoint but i would ask that that would be submitted as part of the backup you know that would give some level of you know why this isn't going to be a hardship one additional question is there a way do you guys have someone sign a contract before they come do you have someone sign a contract before they stay gary and i manage the house when an inquiry comes into vrbo or airbnb we have 24 hours to respond and either accept or decline but during that time period we have what we call a short-term rental agreement the name and the address the intended purpose of the house the number of people staying the fact that they cannot have more than 10 people at the house including the registered guest one time only during the rental period they have to sign this and return this to us and probably at least 20 percent of the people never respond back at that time because obviously they're having more than than they said that they were going to have and then when i get their phone number i call and i call every single client prior to the acceptance we are kind of a little bit of a pain with that but it's when you talk to somebody on the phone i can truly vet them and and you get a lot more information than when people write down i mean suddenly you become their new best friend and they start talking and then we don't accept or we accept so it is a true vetting process and as jeff has said we have not made a profit for many years because mom gets on the phone and vets the client and the house needs to be protected it is a museum i mean it's a one of a kind as ranked as his top 18 houses in the entire world on the national registry the state and the county so we need to vet that house really really tight and to make sure that it is protected and so we do we do vet every single client that comes in and even when kristin was at the house it was brought up that we've never had a lockbox we meet we have an assistant and if we can't meet the client then our assistant does we meet the client face to face we give them about a half an hour tour and at that point they really understand the history of the house and they get it as we say i mean they need to get it they need to understand how that they are in a museum for the two or three days so we don't use the lock box there is another personal um hands-on at that point so it is a really the house has to be protected yes i understand john is it possible to add a clause that acknowledges it doesn't meet city code i mean is that a is that kind of one of is it possible to add a clause to their contract that someone signs it that says it doesn't meet city code or is that kind of you mean current city code or well that it's that they had applied for a variance for the hand you know is there any way to ign have the person who stays there acknowledge they know there's not a handrail i guess is what i'm trying to say if they have a contract signed by whoever's staying there not that that they know that there's not a handrail is that a possibility so is that an idea you've got the model motion in front of you correct right and at the bottom there are stipulations and so something like the applicant shall inform all prospective tenants that there is not a railing on the front and it doesn't meet code the applicant shall do this or to the extent the applicant ceases using it as a short-term rental or the premises are not subject to a rental housing so we add it to them okay so you you can add stipulations to your variants okay that's what you can do in what chris and the building department can administer are different things you have authority under our code and they have obligations to do what they can to the extent they can and it's going to be easy to do for the first year and a half but in year seven onward or whatever as people move on and it's forgotten about then it can potentially become problematic so use the stipulations at the bottom to do the will of whatever it is you think should be done with this parcel and the premises in the future okay thank you so that would be adding a stipulation is that correct in reminding my robert's rules of order do you have to offer a friendly amendment to the motion since it's been provided and seconded or do you let the motion die and read no you could offer a friend whoever moved whoever the second or could accept it um okay so i could offer a friendly amendment to add language to the contract uh the short-term rental agreement that individuals provide that there is not a handrail it's there's not a handrail at the front entrance of the house and that does not meet current city building code housing housing code i think you have to so yep sorry oh the motion absolutely well let me get a second and then i'll repeat it because for brandy's taking minutes and we want to make sure that everybody's like got it on the same page and i have it in my package so it's a little easier for me to do okay so okay i would like to i think you just have to second the friendly amendment oh okay i'd like to second the friendly okay all right so let me re-read it so that we've got it and make sure that we all agree that that's that makes sense yeah sure okay so um the proposed motion just to reiterate is that in case bba 22-2001 the appeal of the building officials decision that the rental unit at 227 orchard hills drive not get relief from section 8502 and the housing board of appeals reverses the building officials decision for the reasons that practical difficulties or undue hardship exist additionally the owner will provide a clause in their short-term rental agreement that there is not a handrail at the front stairs and it's not in compliance with build housing something like that to that intent i i would say a second okay yeah i don't think if you're reset i just was reiterating the motion to make sure that we all got it okay so we have a motion we have a second any further discussion okay i'm not seeing any well all in favor of the motion please signify by saying aye aye and opposed opposed all right i believe the motion carries three to two do you need names brandy yes please all right i believe uh jerry angie and kristen supported and todd and tim did not all right so the variance request is granted that closes that appeal do we have any new business not seeing any i would entertain a motion to adjourn yes yes let's work together on that okay yeah well i mean probably with chris because he probably knows the the right uh building code to cite um and we can keep that on file as well thank you all right i'd entertain a motion to adjourn i moved to a jury angie thank you second jerry all right all in favor of a german opposed excellent thank you you

it would be considered job abandonment professional act can be reported to the state board of education but at the same time on the back of the ade certificate this is recognized as a breach of contract either way but i'm just keeping the case of the teacher to teacher or teacher resigning disciplinary disciplinary action can be enforced such as a suspension or revocation of the certificate so i just wanted to share that information with the board from my understanding of the whole situation the details speaking with mr hufford but also speaking with other superintendents who have had similar situations just so that the best decision can be made totally um motion reads administration recommended approval of mrs garcia's resignation and implementation of liquidated damages yes so that's your recommendation that that's my recommendation but at the same time i want to just do my due diligence and share with the governing board all the the factors that are involved with every situation of liquidated damages as such such a case-by-case basis but that's just for for our discussion yeah and from looking at our other personal items it looks like we've already we're already hiring somebody to take the position that she's leaving is that correct i believe so okay so it's dion vega is down for cte early childhood so yes that was the concern of mine was just how bad oh okay okay okay okay i was gonna i knew dion before was the cookie the culinary arts teacher but i didn't know oh just on the orange page it says cte teacher diane vega um so we still have to we're still short that teacher a pre-teacher in that position okay to have that on their record was that cte that they have to take like the first class like autograph one and then all of them um and it's one of those that cpe as you said so if she taught sophomores and juniors in the class one now they don't have the class to to follow up with that program it's one it's either [Music] we get a copy of the contract not her not her contract but the the um base the general contract just so we can see uh what the language is on the liquidated yeah thank you and then this one i kind of get that it's a professional development move for her and that she wasn't in control of when that position was posted but it also kind of puts us it puts the district at a setback trying to find the teacher at such short notice right and that's why mr albert i wanted to make sure explain these steps but also as we just shared right now it was part time but it's the same class is not going to be offered is that correct so so now it does based on on as stated in section 11 of the contract now that makes it a little different as far as there's a hardship how do we fill it and how it's impacting students so just just based on the facts available so um this was a part-time position would i understand the point four three yeah okay and is the the amount of the liquidated damages is that scaled from what i understand it would be 1 000 from what i understand based on the part-time salary it ended like 12 something but then they moved to a thousand so the previous superintendent and the finance director talked about it and um i just wanted to double check with everybody so it's prorated to her fpe which is full-time employment so she won't pay you if she does pay the liquidated damages i don't want me to think about it okay i just want to be consistent i don't want to pick and choose okay you know if we're going to make this the policy the way we're going to do it then i think we have to do it for everybody okay that's just my thing you may disagree indeed you're looking at me like you disagree no not no not necessarily though i i do think it's um worthwhile to look at the individual case because there are you know an infinite number of reasons that sure someone might have to have to break their contract and so i do think it's important to look at the individual okay um the next personnel item is the certified employment of a teacher gina t lopez dean of team appearances has been interviewed and respects completed for position school year superintendent's recommendation is the employment of junior t repose as a teacher for the 22-23 school yes sir mr hopkins [Applause] [Music] yeah okay that's what i figured just a matter of difficulties coming from the philippines and getting back yeah and then yes primarily the visa yeah yes okay i was just curious because it didn't make sense to me august we were having a conversation before the meeting we didn't want to worry about teachers anymore because state law that i just saw that was passed i could take a humanities course online and say i'm going for my teacher's certificate and i i'm employable with a full-time teacher am i getting that wrong and then what [Music] program not just basketball or whatever but yes you're you're eligible to now teach in the classroom without the behavior and management type stuff so with a mentor some people are natural teachers you could be a parent pro that you have now that wants to be teacher and can't because you can't afford it well if they enroll in a program now and they're good if you wanted them to be a teacher they get that pay and now they can afford to go to school so some people are natural teachers and we all know teachers that are along with the voucher okay i heard about the voucher on this one okay next matter of personnel certified employment of teacher dionne vega dionviva has been interviewed and reference checks completed for the position of teacher for the 22-23 school year uh the superintendent recommends the employment of dion vega as a teacher for the 2023 school year i was telling angelina that i had a long property on the other day didn't know about this and then during that whole conversation she talked about what she was gonna do in her future she never even said a word to me about going to work at school but i know she's she's worked for this before in the same position and she's a great disability position okay okay she's good at columbia reacts yeah i knew she was we always heard good reviews so next item uh classified resignation of the special projects secretary candice moore candace moore special project secretary turned in a letter of resignation of the district office on june 21st 2022 her last day of work will be august 5th of 2022 superintendent recommends approval of the resignation of candace more effective august 5th 22.

i'm just kind of curious what is that sure so 2100 um is for student support services so let me just give you like an example that would be like a school psychologist that would be people that um do our attendance records things like that okay but that's all i'm saying i get you get this from the state i totally understand that i'm just saying for easy friendly for parents community members helping us out with a little bit more detail of what that code is that's going to help parents on the were you here at the budget presentation meeting but it was really quick okay well that that meeting was that's the purpose of that meeting to answer those questions that anybody has we propose the budget there's a breaks it down to a pie chart the different accounts we provide an opportunity for that back and forth but once that's done that that's you know we have to follow the prescribed requirements but that's why you have the hearing now so if there are questions we answer them but i bet to take it to address it it is a complicated process and no matter how much time we take it's still hard i'm not saying i'm not being patronizing but it's really difficult for anybody has a financial background to accept what we have to do in the school finance because many times it's different there are a lot of codes and there are a lot of um there's just there's a lot of there are a lot of codes that are used that aren't aren't you can't just read it and understand what that means i i i agree with what you're saying is very nice i just couldn't find it i couldn't find the presentation find it anywhere on your website okay so that's also another thing that would have benefited yes because it's nowhere right and then we are we're changing our website we're updating our website because the current one isn't super user friendly but what i'll make in a note is about this time we'll make sure that that information is prominently displayed both the presentation and then once the budget is posted for sure that's good feedback it's just information it helps parents and taxpayers it helps the community understand what you just said the other thing is you guys have your english language learner so on your budget um is it 35 000 that you guys have [Music] i got to pull the budget up so just give me one second i had to quote something else which one are you looking at um i'm in the total expenditure it's by fund the fund and it's under it's just fun and it says maintenance instruction improvement english language learner and it says your budgeted was 34 678 but the budget uh that was prior sorry this is budget um for this year are you still on the same page um no you're on a different page i'm on the second page yeah thank you yeah total expense yes okay yeah sure so i was just curious with the 35 000 can you um do you have numbers of how many children how many english language learners do we have enrolled in this school i could take us i could take a stab as a percentage do you have a percentage mr pico that you could offer of our roughly 1800 we have 79 students [Music] that's radiant 79.97 thank you and the other one was it it's a little bit above that it's still part of the maintenance and operation expenditures it's at the very bottom it's your bring your glasses up it's your five five zero k three reading program it's in your other column that's 17 663 can you tell me it was the program please that you guys are spending the k3 reading program that's just a kate that's just the k3 reading program for the elementary school district it's a state funded program that's um at every school district excuse me it's not called no that's just our reading programming program okay and i think i think that was it so thank you for your time i appreciate it and just again if you can on the website make it a little frankly easier for people especially i think you have it right up on that front of the website with important updates i think this is very important it would be nice to be able to and i'll fill this out for you thank you for your time thank you for the feedback okay do we have anyone else that wishes to speak to the board all right well hearing none um i don't do you have anything to add no no sir yeah all right if we have no other questions um we'll adjourn this meeting and we will reconvene in four minutes for at five o'clock for the regular meeting thank you

uh 860 but we may use some more we've got several items we may use during here so that would just primarily eat into this year's Levy and keep the fund balance pretty steady and as we've discussed really that you know we'd like to have a good chunk in there um we're hearing that the town's going to do something on one East and and Mayhem and when that happens we'd like to coordinate with the town to improve the areas around the around the school for sidewalks curbs gutters and things like that that was something I was going to ask if for our online audience this and um that it is not a new tax that people sometimes presume it is yeah I can I can respond to that interesting a couple a couple of sentences so I like the idea of not a new tax because it's been in their tax rate for a number of years and we have the option if we have construction projects and additional parking aprons we have the option to raise that which we haven't so there's no increase it's a steady part of the assessment that the district levies on and I think we've heard it with parking aprons and the fencing you can use if there's fencing that again separates public from school students and teachers and we've got an issue at Del Rio we may be able to use we want to discuss the situation right so really really adjacent ways is is improvements to the property adjacent to District property that's one the other is um bus lanes and emergency fire Lanes things like that on District property so sidewalks curbs and gutters are examples of improvements next to the property that that the town would actually own there is uh we did a bus lane project behind Del Rio in the past there's a um a emergency fire lane behind the school here that was done with adjacent ways um many years ago there was work along Center Street the sidewalk some and improvements along Center Street we're done using adjacent ways so um the intersection at um two North and one West was done the um the expansion of that intersection was done using a decent place funds so it's really improvements next to the property school property or bus lanes or fire Lanes on District property and just to make it clear to everybody as John said it's not new taxes we are required to renew it every year which is what we're in the process of doing right thank you just wanted some clarification for those that did not know or understand any other questions or comments on the public hearing all right with that I will accept a motion to close our public hearing so move second all in favor aye thank you all we have another public hearing tonight this is for our district expenditure budget fiscal year 2022 before we have any discussion may I please have a motion to go into our public hearing I move that we go into the public hearing thank you all in favor all right round two okay so if we just uh we discussed this in a couple different ways we did a proposed budget for the new coming year starting June well we did that on June 23rd for the 22-23 year at that point what we had is a comparison chart on some of the information you've been given we ended last year with an operating budget of 15 million eight eighty four thousand we moved upwards of about uh one million one hundred thousand to our new year budget 17 million forty seven thousand and that's what we proposed for the current year on June 23rd by Statute we have to stick with that number when we adopt and this all has to be done by July 15th so we're just under the wire and that's great so that 1.2 million raise and then if you look at our Capital fund uh the year we just left is one million one hundred thousand and the year we're going into is the one million it was one million won we ended at one million eight and the new year we're going into for capital is two million six if they work hand in glove so if we we have three different capital projects we'll have the funds available for those and then if we want to delay or defer one of those we can move those funds back to operating if we need to and we can mix and match on page seven of eight on the budget between those two funds it used to be really tight differences you couldn't do that but then they fully funded their District additional assistance we were getting 300 000 a year now we're getting a million a year so that gives us a little more flexibility and other than that the other fund that's got tremendous news or good news is our zero one zero classroom site fund and last year they put a budget in for us uh 1.1.8 million up for 1.1 million it had never been higher than 1.1 million before for a teacher of compensation only and they actually gave us cash of 1.8 million and that's that six tenths of one percent of the sales tax state so the economy is reflected then in our in our classroom site fund and that's a really strong amount again this year another 1.8 million last year we spent 1.2 this way that by 600 000 carry forward you'll see that going back out to teachers the One Fund that we were a little disappointed in is the instructional Improvement the Indian gaming funds uh it had been bringing in about uh 95 000 yet this year was 82.

i move to approve the second reading of policy advisory 680-711 second the discussion on the policy advice yes it appears to me that every single one of these policies needs to be adopted with the exception of which has to do with identification cards for grades nine through 12. a lot of them were high school and so that is not applicable uh to us so we shouldn't be adopting that particular policy change right so we will note those in terms of so i would like to amend the motion to approve all of the advice policy advisories in this section 680 through 711 with the exception um policy advisory 69 years ago i don't think they interrupt you but we still do have students attending at the high school level um this is continental school work i understand but also remember that if we are in a growth mindset where we want to eventually get to the point where we have our own high school this policy of having it already on the books is not a bad thing so i just wanted to kind of throw that out there for your consideration uh there's their agreement with the administration on it that we need to have that policy speak by absolutely our budget that we received from the state directly from rome but does cover high school students right we just outsource that right so although we wouldn't have to do anything here it's just covering our students that attend golden grove okay so by approving it i don't see that it wouldn't hurt us it's anybody else okay we'll call please jesus guys yeah this is alex yes mr mcgibbon and yes this takes us to the next item the item b advisory 7 12 through 7 i needed to approve the second reading of policy advisory 712-715 now second discussion we never adopted policy 700 to begin with all of these are amendments to that policy that was initially adopted by the asba because of the governor's or the law that was passed uh regarding these items on teaching about controversy and and uh that's good and so there's no need to remove language from that policy number 700 because we never adopted that in the first place so we did do a resolution for our teachers so i think it goes back to this policy since we didn't adopt it there are recommendations stated by asba so we didn't adopt it you are correct so we can but we can't we can't remove language from a policy advisory because that does not exist on in our website right yes so so that would be fine we can just join approved all right i would recommend below 700 that we know we never adopted 700 again women that contained this language but that was deemed to be unconstitutional because it was included in uh in numerous items under one uh under one bill and and so it was deemed unconstitutional and and this language at asba is is really only intended for those school districts that adopted um policy advisory 700.

and so it's just if a teacher is not experienced with her his or her standards they could spend three weeks on something that could have been covered in a week and then you're missing out on that other content but i'm glad you mentioned that daisy because um one of the nice things about schoolwide is they've got some science um units that they've published and we have full access to so when we start looking at science we'll be able to pull that as a resource too not just mystery science that we've been using we can pull in some literacy components that can be so then you're really increasing the rigor so it's not just science content they're really getting ela instruction as well or math thank you any other questions it's all good totally fine maybe we should introduce daisy i didn't that's okay since she spoke up i'm going to introduce her daisy she's our brand new multilingual services facilitator and we've been working collaboratively with mrs janus to get dual language up and going and daisy just finished a presentation that went out to the community today and we linked in an opt-in form and we've already got 13 families who would like to have an opportunity to be in dual language and that was within three hours yes so my name is daisy orianna i started off working at round lake with a transitional bilingual license so that was a temporary teaching license until i got my masters in elementary education at round lake i was part of the language arts curriculum writing team so i helped develop the you know what michelle presented is very similar to the work that i was doing in round lake as well i also helped develop the science curriculum and the dual language curriculum there as well i was also the data coach and uh silk uh leader so for my plc so and i've only been teaching four years so um yeah i've also worked very closely with the museum of science and industry to help um you know bring science like high quality science education to uh the elementary school so i'm very excited to be working with uh you know the dual language program and helping you know develop the curriculum here at picalo so yeah thank you thank you good questions thank you nice one to michelle did a great job appreciate it thank you thanks for doing all that all right next uh school improvement planning i i put the executive summaries in your packet just to remember reminder the principals work on these in the fall and they get their school improvement plans written and then throughout the year they meet with their building leadership teams they review these they work on these goals at the end of the year they complete the final column of this that talks about their progress you have these documents in here but uh dr bianclana and miss janis are going to give you a short summary of just where we're at with the school improvement planning so it's the the document you have in here is is different than the one they're going to present it's just going to be a short slide there we go the board has a detailed school improvement plan for each building but tonight we will provide for you an overview of the school improvement plan goals and a review of the work that was completed in the 2122 school year the self-assessment of mtss implementation tool is designed to measure four things the school level implementation of mtss identify and prioritize system needs guide our action planning and assess the impact over time of the app action plan implementation across the system it is designed to prioritize and focus the resources on those areas in the need of most attention or support and in 2021 22 within that school year the building leadership team at each school separately created an action plan to address any of the 40 components within those six domains that was below the emerging developing category and we are proud of the work our teachers have done to build a guaranteed and viable curriculum which is designed to meet the needs of all students in the next school year we will continue to strengthen our implementation of mtss that was designed with guidance from the illinois mtss network okay so as you can see in the copies of each building's sip goals and action steps a variety of efforts have been and will continue to be made to have an impact on our community's perception of the diversity equity inclusion and sense of belonging within our district this will be a continual goal for ever task forces related to human resources curriculum resources policy and procedures community engagement discipline and assessment have all been created this year the main goal being to ensure our big hollow community continues to foster empathy and a sense of belonging for all of our stakeholders so as we all know if students staff and families don't feel a sense of belonging this can greatly impact learning it's really the foundation of it all so this year one of the measures we used was a diversity equity and belonging include includes inclusion i'm sorry inclusion and belonging survey we received so few of these surveys completed surveys that we determined the survey data to be unreliable however we still considered the feedback as we thought about and developed action steps for this year however even with the diversity equity inclusion and belonging survey data without that data we can report that there is a stronger sense of inclusion of diversely representative content resources and pedagogical approaches various cultural celebrations building equity subcommittee meetings and activities greatly contributed to movement in this goal area our main goal continues to be ensuring that our big hollow community continues to foster empathy and a sense of belonging for all of our stakeholders and we will continue our work within each building and as a district through the various committees curriculum discipline and human resources already established any questions this really ties into the presentation we just had so we uh yeah we it was a lot of work ties together and uh i look forward to sitting down with uh three principals this this fall and setting uh new plans in place any questions all right moving on uh item c [Music] the budget update discussion so that exhibit nine is in your packet um matt if we could get the exhibit nine would be great the uh this was this was probably one of the more challenging years for me for budgeting purposes because um we had a lot of esser money floating around we had uh we had income that i didn't expect and we had more expenses than typical year with the uh still kind of the some pandemic effect um i honestly as of middle of june i still wasn't sure where we're gonna end up i was a little nervous uh because our expenses were higher than typical year um the three funds that uh the three funds that i pay close attention to that i think you should as well are the education o m and the transportation those are three working funds that we um uh we see a lot of expenses out of and then we have so what you're going to see is that all three funds ended the year in the black not by a lot but they ended in the black which is the goal and i will say though that we we received some income and i think i talked about it before we've seen income like in food service income that i really wasn't expecting or the amount and so i was hoping we'd be a little more in the black in some of those areas but we also didn't get i think we were probably i'm going to say actually got the number for the meeting around 700 800 thousand short on what i thought we'd get in tax money before june 30th so we're gonna get it it's just gonna it just it's not didn't come as soon as i thought it would be um so that messed up my budget a little bit but it was offset by some of the revenue that we received that i did so it all balanced in the end but that is revenue that will be will be coming but i will reflect in next year's budget so the uh what's not reflected on this sheet is the 2.5 or the two million dollar i'm sorry the 1.5 million dollar transfer we did out of the o m so it's not reflected here but the o m if you remember we took 1.5 million out we put um i gotta remember where we put it now that's what i was trying to we put we put um actually it was 2 million out of o m 500 000 went into fund 30 because next year we're going to offset the debt service for the community and then the other 1.5 million went into capital uh the capital projects fund 60.

let me be clear the village of oswego proved to you all that they're not your friends the village of oswego is attempting to bully the school district into an issue and it won't stop until somebody stands up and represents you accordingly in my 31 years of business i have never been in a situation where the same legal representative is representing both sides of an argument i've asked people in law in business and finance and nobody can give me one good reason why such a situation would exist this is something that this is long overdue that this community must reconcile in order to move forward accordingly i thank you one other last point i wanted to make i think it is highly misleading of what the media has also reported on this issue to say that money exists on this issue to pay for this parking lot we all know we have tens of millions of dollars of capital projects rooks air conditionings furnaces and oh by the way academic programming it is completely disingenuous for people to insinuate that money is laying around the corner to pay for something that another taxing body is trying to pressure you all and to resolve i hope this can be resolved i wouldn't be happy if i lived in that neighborhood either but there are many issues here that i believe that the village board brought out that are conflicts of interest that this community must resolve tonight on your own agenda you have an ambulance service agreement with the oswego fire department who represents the fire department and who represents the school district same law firm how can that be how can that be i thank you all for your time as you all know i wholeheartedly support you and i appreciate everything that you've done in these last three years i run a company of 19 people and it's been the toughest three years of my life i can't imagine what it's like to be responsible for thousands of kids a thousand employees and uh through this pandemic so i appreciate everything you've done i know you've put up with a lot of a lot of difficult situations and i truly am sorry for that so my heart is always with this place and um i thank you for your time thank you for your time kayla markford one second i had to write it down i've been part of the district for a long time but this is the first time i've actually spoken at a school board meeting so please be patient with me oh i admit through 20 seconds away okay um i understand tonight that there is going to be discussion on restructuring the committees that are facilitated by the school board i'm thankful to be serving on the finance and facilities committee i've been so for the last three years uh what i would like to ask is to have a seat at the table for this discussion and i know that my fellow committee members would appreciate being involved as well many of us applied specifically to the committees we sit on because we bring with us a particular expertise i'm afraid that if we consolidate three committees into one we will be faced with a group triple the size with a third of the time to discuss any one of the many topics that span finance policy equity and teaching and learning i'm also afraid that if this decision is presented to our committee members without warning and i'm not saying that this is what's i just know it's on the agenda but if a decision is made we will likely lose members who will take with them knowledge and experience personally being on the finance and facility committee for me serves a dual role i get to bring a set of fresh eyes to our budget and our facility discussions and i get to learn the history of our decision making as well as the current status of affairs i would just ask you to consider that our current committee structure serves as an excellent place for those of us who want to serve and learn as we increase our commitments to sd 308 if there is no intent to lose transparency or restrict community involvement i think it would be wise to involve the community members currently serving in the roles you wish to make changes to you have trusted us over these years to advise on district issues my only request is that you continue to trust us to be part of this decision as well be it smaller committee sizes or adding a general community committee to our current structure i can see our groups being able to come up with some compromise so that we can still maintain our level of involvement and the board be able to achieve its goals for this district and that's all i have to say thank you very much okay thank you 5.1 board member comments who would like to go i can start off um you know i will kind of address that um we we've had um mr desanto come into this board room before in the past and uh you know i don't want to be presumptuous here but believe he's been treated with the utmost respect every time that he's entered our board room uh somebody could correct me if i'm wrong but uh anytime that he's come in here it's been appreciated um and we've also had alderman bug come in here and speak and it's been appreciated we've had other officials come in here and speak um i wasn't on the board at the time but i even saw representative batnick come in here um and tragically uh was um treated not nicely but it wasn't from the board and i know the board certainly appreciated his presence and his attempts to try and explain state versus local um very disappointed to see [Music] dr sparlin uh um i'll i'll say it you know somebody has to so i apologize apologize on behalf of the community it's not how you should be treated it's not how anybody should be treated and uh um so somebody has to do it so i'll do it i apologize on behalf of this community um and if um if mr de santo ever came in here and was treated the way you were than shame on us shame on anybody who represents anything for um you know and and uh how we are supposed to model um asking tough questions that's it's not a problem or what have you but um you know that was crossed the line for sure um and of course you know i was i was there and um i hung around and no nobody came to speak to me but that's okay uh that comes with my turret me being me but um i apologize on behalf of the community i'll go uh so um i too will comment uh just because during that meeting with uh where dr sparling was at the village of oswego um multiple people stated that they didn't know the position of the rest of the people on the board so i wanted to make sure that i communicated my position in regards to the concerns of our students parking in prescott meals and so firstly of course safety is always the of the utmost important and so when i see videos of students speeding through the residence and the subdivisions driving on the lawns of the residents almost crashing into their homes it's it's very concerning when you see students going up to the residents doorbells ringing their doorbells and you know verbally fussing them out it's just absolutely unacceptable and speaking for me you know not not the school board but as a parent if if my child would have done any of those things that i saw in that video um and and please know that my son was and you know my kids were not there um don't even have driver's license until recently but i assure you that i as the parent would take full responsibility for the conduct of my child on or off school property we as a school district provide transportation and make it available for all of our students but the parents get to decide how their kids get to and from school so when you think about our district and think about our school of roughly half of our students at oswego east which is roughly 1300 or more are eligible for a driver's license so we currently have approximately a thousand parking spaces for students and staff so if we did add a new lot and that had the capacity of roughly 80 more spots that means we still would have roughly 200 students who could still drive to school which means the 80 spaces that we would provide would not be a remedy for what's being proposed however a combination of additional parking restrictions continue communications with the students and the parents especially in light of the videos and then a dish eventually and when possible the 80 additional spaces that also could help so for me in closing you think about the recommendation so as a school board of course we're accountable and we are absolutely accountable to all 18 000 students within this district therefore we have to be accountable we have to account for and have a plan with all of those students in mind and so as you'll hear later in this meeting we have a comprehensive facilities plan that we were that we will review and the parking lot was approximately what two hundred thousand two hundred thousand dollars uh that we needed for that parking lot however the priority in which that gets done for us and i'll speak for me i can't say as i'll say speak for me must be considered in the larger plan that as we are addressing and prioritizing all the facility facilities needs for all 23.23 buildings not just one so as for me the decisions that we make it's not that i felt like any of us have ever said that we would not do what we needed to do to address it is just that we have to make sure that based on our budget priority the needs boilers and chillers and all of those other things that we have to consider we just have to consider that and once we consider that and we prioritize when we're able to do it then we will absolutely make that a priority and that's my perspective anybody else okay 5.2 board committee reports finance and facilities committee you we did meet we started this year meeting over the summer because we realized and some members of our committee had brought to our attention that a lot happens on a school budget over the summer because this is when a lot of the budgeting work happens so when you end in may and then you come back in august you've missed a big chunk of the story which we noticed last year particularly when the five-year projections had shifted pretty dramatically between the last meeting and the next one so at this meeting we discussed again the budget process dr kretsky gave us an update on that um we looked at some new five-year projections we again went over why it's really important in our district to look at the the zero increase in ebf and the zero increase in tax levy projections in our community because of our history and then we also as as eugene just alluded to took a look at our 308 maintenance plan update um which is a pretty it's a pretty hefty list um which i know we're going to go over tonight later so i'm not going to talk about that now um i do want to say one of the really great conversations and i'm actually going to give credit to our our committee member that's sitting here because she brought it up that you know one of the big struggles we've always had with finance is that it's very very dry it's very very hard to understand if you don't like to understand this kind of things and even if you do it's still you know there it's there's a narrative mixed in with the numbers that sometimes is unreal um and what she had appreciated was that in this committee we'd have the opportunity to discuss not only the numbers but how to make that more communicate more easily understood by our community which is something that i know we've struggled with in the 10 years since 2012 when these committees have started is how do we effectively communicate to non-finance people the complexity of the finances which as we know it's very hard even for other agencies to understand school finance sometimes so um i wanted to give her a shout out because she brought to the the forefront that we do want to be focusing on this in the committee of finance is how not necessarily just where are we at for finances but how do we communicate this like how do we change the narrative what steps can we take to try to start making this more word problem than number problem so i really appreciated that we talked about property tax levies and things as well um and we're looking forward to seeing some of this next stuff that we're going to talk about here and then there next month great yes okay thank you very much 5.3 superintendents report well good evening board tonight we have a long agenda so i'm going to keep my comments relatively short this is the time of the year where we are working to fill our open positions for the upcoming school year and tonight my comments will be focused on recruitment and retention so as you can see from this evening's personnel report and items 8.7 8.8 the principals and the district administrators have been very busy interviewing staff for the upcoming year we have engaged in a number of ways to promote our open positions our summer hiring campaign includes many visible elements throughout the community at the school buildings we have different things that such as yard signs window clink stickers at entrances of our facilities large banners on buses that are strategically placed throughout the school school district and the visible areas at prairie fest parade small handouts with a qr code through the hiring page were distributed along with a banner that we led the parade with that said you know we're hiring join us and all that all that good information um our ad in the in the booklet for the parade also included information on hiring so in addition to these items we're running social media campaigns digital ads and utilizing our own website to uh for the to market the openings and we have four additional uh open interview dates that have been added and those dates are july 13th july 27th august 3rd and august 9th from 4 o'clock to 6 30 p.m those are the dates that have been selected we'll continue to focus on our our communication channels to on recruitment and our hiring efforts and to this point we have seen increases in our in the traffic to our pages and increased applications so if you know anyone who likes to work with kids and wants to work in a school district and make a difference in their community please share the open positions that we have for them because chances are we may have a position open as we try to become fully staffed for the 22-23 school year that's my report for this evening thank you thank you very much 6.1 consent agenda are there any questions on the consent agenda can i have a motion to approve the consent agenda please i make a motion good go ahead i make a motion to approve all items under consent including 6.1 minutes from the board of education meeting on june 6 2022 open and closed session minutes from the special closed session meeting on june 16th 2022 minutes from the board of education workshop on june 18th open and closed session and 6.2 to acknowledge the foia request received by the district second miss doyle aye ms swanson aye mr sirone aye ms simonton aye mr gatewood aye ms johnson aye mr ploger aye motion passes 7-0 item 7.1 is financial statements does the board have any questions in regards to what to what has been presented this evening item 7.2 7.2 was an informational report in regards to our contract with aramark dr pesky all right i think since we were talking about their contract we figured we'd call our airmark staff in so we've got mary jo who's our regional representative and patty alexicos who is works as our on-site uh director of food services in addition to these two they've got jessica who is our our dr dietitian registered dietitian i always want to call her the nutritionist she's not a nutritionist she is a dietitian and then also stephanie who also works as our kind of uh manager of operations with the food program as well so uh what we're bringing to you today is our food service contract renewal uh we go out to rfp for food service every five years uh the last time we did that was july 2019 so we will be going out to do an rfp in the fall of 2024 so this is not that contract renewal this is just an update on the next newest contract and typically what we do is we bring the board of education a contract which we've negotiated is an increase in cpi but this year we had a little bit different uh different option available to us which mary jo and patty brought to my attention so they came down instead of just sending me a letter saying that they want to consider a non-renewal of the food service contract they came and explained what this letter meant and what that what that allowed us to do is through the illinois state board of education actually uh not renew this contract based on cpi but enter into an emergency provisional contract which allowed us access to additional financial funding to put towards the to put towards our food service program so we're really excited to do that i really appreciate the insight that these two ladies uh provided me on the food service contract and it's also with that contract as well we're going to be looking at um at increasing our staffing i know that patty and jessica and stephanie were and mary jo herself was in our district helping to prepare and serve meals and to get that delivered to the right places so they've done a lot of work this year behind the scenes as well we've had quite a few procurement issues so i just want to say thank you very much and see if the board had any questions uh specifically about this contract um that we're renewing i do not this this does make sense um i just wanted to say thank you for all the extra steps that you'd gone through for the last few years because it's been quite a feat to completely change around how we do school breakfast and lunch to provide not only for the normal amount of students you would have but for every single student that's enrolled in our district to have both meals and yes the choices are more limited but everybody has a chance um so i just wanted to say thank you for working with us through this time because it's it's been something that has really made a difference in our students lives thank you appreciate that we thank you for your partnership as well as it's been a it's been a little bit of a voyage this year also an ice cream line would be great the la carte menu is this board have any other questions in regards to item 7.2 you know i was just specifics you know like um or going into an emergency contract um allows us for reimbursing opportunities um what is that going to relate to yeah so what would have been cpi for example yeah you know and actually i i could put mary jo on the spot but she taught me that the supply chain funds uh it's an anticipated 340 000 that we would qualify for because of food chain supply issues that we've been running into and i also forgot to mention the other thing is there's also a federal keep the kids fed act which was passed which will also allow us to have additional reimbursement so currently i forget the exact number was it like 3.66 cents reimbursement levels for the supply chain funds and there's it's no secret supply chain has been a bit of a challenge this year so the supply chain funds gives access to the district and what we've asked for is is it increased rate so as to cover the cost that we've had for that as well as for minimum wage increase which we'll go through so in the one the the keep the kids fed act what we're really excited about that is you know we're going from the seamless summer option where all kids could eat free to we're now going back to the national school lunch program yes to have the families come back and say well wait a minute we're going back to national school lunch but now you're charging us this much more for lunches we're actually able to maintain our normal lunch rates but get reimbursed at a higher rate so at least this first year we can charge the rates that are more equal to what they were before covid and then now cpi kicking in will give us that room to grow so and again options i would not have been aware of if it weren't for mary jo and patty keeping me informed on uh what's happening in the food service world so thank you i think i think that's worth saying again loudly that there is no more free lunch for all students there is for those who qualify and yeah well i mean yeah so through the there are four free students and those who qualify and and some other options but it is the national school lunch program not the seamless summer so start putting some money on those push coin accounts yes yes push coins i think i still have some from you before you i probably could probably do too yeah um and that and so all those benefits are a result of uh this is the culmination yeah isn't that funny if she has sent me this note i've been what are you breaking up with me but she explained it that you know we need to do this non-renewal to show that we are going to pursue an emergency contract really to explain what that meant not only with the funding but with the staffing additions as well so so come 2024 will we still be we will emergency scenario no i'm i'm thinking i'm thinking it's a one year and then we'll go back to national school lunch based on cpi could be wrong but um you know it's something we've yet to see i was going to ask what when under what conditions would this continue but it would be you know a yeah of it is because like mary jo said because of the supply chain issues so it will be interesting to find out do the supply chain issues clarify themselves get better if they do then we will be back to more normal but if they don't then perhaps there will be some more thought about what is the impact on these supply chain issues to schools and what the federal government is able to do to support that at the state level as well and then the reimbursement rate would also revert back yeah right the thing that you'll see our menu is already updated and online uh as to our intention for this year so we have that double crossed fingers to make sure that supply chain will carry that through jessica's and patty has spent endless hours in crafting a menu that allows us to bring back that all-cart menu as well to prepare for the um not having a complete free lunch free breakfast i don't know if you all can feel that but my son is hugging you right now yes i was gonna say they're all so happy they get more food yes remember the student ids and the push coins totally worth it yeah just to yeah to further that you know when dr sparlin said that we're hiring it's everything right yes we have ads also on the districts on the food service website page we do have qr codes on the vans for air mark we have the vehicle stickers with our qr code as well so we're advertising so those people who are stay-at-home moms it's a great thing to do when you drop your kids off at school you can come into a building you know help serve food bring a smile to a child's face during the day there's a little down time and make a career out of it just to clarify if if someone who lived in our school district wanted to apply for a job with aramark they'd be working in one of our schools it wouldn't just be a random school district it would be ours yeah good question we just took we just actually met with the recruiter this morning and we're going to do some radio ads some spots anything that we can to attract we're going to the junior colleges so that we can take culinarians who want to do internships we accept dietetic interns as well into the district i'm real proud of the team on staff i hope it only hopes that we can find more folks we have a dietetic intern starting in um october she'll be here october through november right so clearly this is probably not going to work but i wonder if you could take culinary students from our buildings i would love to if we can work it out yeah the criterion with respect to bringing a student in is the liability side of it right but we would absolutely want to pay them and include them yeah oh that's an opportunity for students as a career path too yeah college of dupage was a place that we would source students to come through so absolutely i'd be interested intrigued with that something for pet skin dog questions i was going to say now that when the next new year starts instead of patty if she doesn't have to serve lunches and cook lunches and deliver them we can actually meet with department heads and talk about opportunities for some uh student opportunities absolutely we appreciate your patience with the process yes thank you all very much we appreciate it all right mayor joe thank you patty thank you thank you item 7.3 is an informational report in regards to where we're at with the oe and ohs track bids dr pesky right um so uh rob and i have been working on the the oe track i'll let him kind of start where we are in the process and uh we'll take any questions that you might have about where we where we were where we are all right thank you and tonight for the board's consideration we have the oswego east and the oswego high school school track project the project is intended to refurbish the outside tracks at oswego east and oswego high school the scope of work for oswego east will entail two options option one is the removal of the rubber surface a full mill which equates to about an inch and a half of asphalt removal and then resurfacing of the asphalt and the and the rubber and the painting the second option for oe would be a full demo where we would take the rubber all the asphalt down to the base rock base and rebuild from there excuse me that includes striping as well the scope for ohs will be essentially a service grinding remove the top top latex surface reapply the surface painting and striping this project i think is important because it'll position us to alternate the work on these tracks so we don't get caught in a position where we're trying to do full demos at both sites at the same time we will perform a bid qualification obviously a scope review and present a recommendation to the board uh the project will be funded with dsub dollars and uh this time the estimated cost pro oe is uh five five hundred and seventy two thousand seven hundred and seventy five dollars and uh ohs portion of this project would come to an estimated uh 183 thousand and we're about 700 into this project yeah rob is there a typical uh life of a track uh when we're talking about like oe having to you know do what you just explained yeah track depending on on usage you can get anywhere from 20 to 30 years for example but a lot of that depends on the conference if you have a conference where you've got a lot of schools participating the track might not last a full 30 further out the field to go and lower contract con conference participation you have less runners the track will last a little longer typically you would want to every seven years or so at a minimum take the rubber off perhaps do the the mill on the asphalt once you get the rubber off you might find the asphalt's in better condition than you expected and perhaps it's just patching maybe year 15 you're talking about doing a little more in depth on the asphalt 20 years so how how long did we get out of the oe track a lot i don't think anything significant has been done at oe oh i was asking i'm sorry i was asking how many years we got out of it sorry uh it's what since it was built in 2004 right right and kind of to dr sparlin's question too is it it depends how long does it last if we reseal it if we reseal it regularly and then after you reseal it every every so often then you can resurface it and then you can rebuild it and we have not really done any of those so we didn't do any work and it didn't last as long correct in 2019 we spent a little money to restrike and do some patchwork um but that really isn't sufficient to got it so is it safe to say this is an example of where we tried to save money and it's gonna end up costing us money it's my opinion that we should proceed with a more aggressive approach on these tracks um as a matter of fact i had an email that asked you know was very pointed about not wanting a band-aid and i am in agreement with that we don't want to ban it and the reason i asked that question sorry i'm going to follow this up because the reason i ask this question is because this is a point that i have brought up before that we have done this in the past where we have said oh we can't do this we need to save money a board member has gone out to a track and said well we don't really need this i've i've interviewed somebody and we don't need this and now here we are and we're saying it didn't last to 20 to 30 years because we didn't do any maintenance and now we're spending all this money i'm assuming oe track is going to be done first correct okay and more extensively oh had a little more work done on it so i think we can effectively get more years out of it we want to really do a at a minimum pull rubber and mill we're going to have an alternative on that project row e2 to add gutters and kirby uh which will then position that track for the potential for artificial turf down the road ohs has that already uh so i think there you go prudent you know in the interest of equality and what one more if we don't do this so for those who say oh well whatever live without it or whatever the case may be we will i'm assuming continue to have the additional expense of either a busing our oe students over to ohs and where that track down even faster or b um bust our students away for every single meet which is also an expense for transportation i'm assuming though the more track meets on one track the more rapidly that track will deteriorate that is correct thank you so much my question is uh well it's it's really two and a half questions so how long would the refurbished last at oe if we did the reverse refurbished versus the full demo hard to say um how often do we rent the track out we have a lot of flyers on the track in addition to our own folks i want to say seven years potentially is the 573 approximate thousand five hundred seventy three thousand is that for the full demo is that for the refurbished uh i'd have to double check that to be certain i can't answer that question without looking at the numbers again all right because that to me that that would matter so because if if we're only going to do something that you know should have been done every seven years but you know if if we're going to do a i guess a refurbished as opposed to a full build and it's only going to last us five or years or so especially at the 573 then it i wanted and that's where i just want to point out too that the numbers we gave you tonight are estimates based on our specifications when we go out to bid we will find out if those estimates hold true they could come in a little higher they could come in a little lower but that's what we're estimating that work today but estimates for rebuild or for full demo right and we'll we'll get back to you on that i'm i'm my initial was the 575 was for the full rebuild okay got her with rob and we'll get back to you on that but also they really slid in a really big thing i don't know who caught yeah a little bit in finance and decided this will be a fun conversation for the board to decide um but that's a huge decision um that's potentially millions of dollars i say millions i don't know i've never built an astro turf truck i hear rumor they're expensive we also don't have a field house at oe who knows where this could go but and no pool at oh no gymnastics you know it's like all these things right but this curbing thing the reason it's worth noting wherever one falls on the turf toe or playability whatever philosophy of of that kind of sport thing that's where i go yeah that sport thing with the ball um but the the point being the money-wise we would have to be tearing up this track were we ever to make that change and making it now would be significantly if we look at the long term it would be significantly less if and i'm not saying this would happen in the next five years because maybe it wouldn't because i see a big facility list but if we were to do that if we're looking at this being a 20-year thing like this was probably a good thing to consider yeah um that being said i don't want to get in the middle of a conversation about the football field but that's where this goes because that was my next one i'm sorry well because i guess my next if a full rebuild the time to do it because i'm think i'm thinking what's that well we have a little time well we don't have that much time to football so if it would i just don't know how long it would take for a full demo we won't make this project if it's approved by the board this this fall we won't and there's a variety of different reasons for that the materials notwithstanding um the timing this really we should have been looking at this in december january february yeah not that it wasn't on our radar funding being an issue it would have been in our best interest to try to jump on this earlier opportunity and the funding wasn't there got it so it's unlikely at this stage that we'll make um make the fall cut for this and i did sit down and analyze okay what would have happened if we went straight to the civil engineer and skipped the whole let's just get a proposal process my estimate is today i'd still be presenting for information yeah but then here's my other half question when i said two and a half because it was depending on how you answered that but if we don't now we're into track season again and what do we do well you're talking about like spring track correct spring track march first yeah now i'm sorry what i don't know is what can we get accomplished uh after the football season i think there's conversations that we'll need to have with contractors but that depends on the weather is there demo work that can be done what can we do yeah between now and spring that will put us that much further ahead i can't answer that question because i don't have a lot of track demo experience but those are questions we want to know and anything we can accomplish effectively and safely before the spring um if students can't be on the track anyway then what condition it's in may be less relevant well and and i understand absolutely track comes to mind first but you know i've seen well pe but i've also seen the cross country route end up there as well so i'm curious if this track is deemed not safe for that i mean are we let's be clear that track has not been deemed unsafe for anything it's it's safe to it's safe to hold uh tournaments there run on the track and things like that so that needs to be clear okay yeah thank you i appreciate that i want to reiterate that we did have a track company come out they're the ones who helped us develop the spec and it was rob and i rob in my opinion when we had that assessment done that the track was still good to run on but there were some things we could do to make it better so um we uh we've been taking a look at some of those things we've been in conversations with the athletic teams about a plan b if something wasn't able to happen but right now our focus is to get this out to bid and to get uh to get those uh specifications back and find out when and how they can do the work and i do have an opinion because i have one on everything and in advance of a formal recommendation my opinion would be we would want to go pull out on the oe track okay that will get us a significant amount of time on that track provide us a little cushion for when we tackle the yellow page sign i'll formally make that opinion potentially wait can you repeat that again just like your opinion again my opinion will be that we should do the full gut if you will on with or without the curb my opinion again my opinion will be with her i i think in my my opinion is let's wait and see what that alternate comes back at and how much time it pays for itself if we do or don't do anything but the curbs are not a part of this money no they're an alternate okay i regret that that didn't make it to the board brief that's near on my part that should have been part of the conversation there um that was a i did just want to confirm that there's enough lanes to hold conference and sectional needs yes i did confirm today there's plenty of lanes for conference we can't hold state because but we could potentially recoup some revenue in tournaments if we actually have a functioning track that's in better shape than what we currently have we can't get income like we can get with an updated track and while i understand what dr sparlin said and i appreciate it i understand that it is deemed safe but we we have had students and parents reach out to us and share with us that there are issues with the track and it has caused some you know problems so that i i saying it's safe is one thing but also saying that it could be better to provide even more safety i think is important as well um because we've all i'm sure been had you know parents and students reach out to us to let us know that they've had issues on the track so i just wanted to state that openly and make sure that i give voice to those parents and students that have reached out to us yeah it's is it at the end of its life the answer is yes but like we said we had a company come out to give us their professional opinion on that so that's where that's where that was coming from yeah and that is important to state too because i don't want anybody to think that we're running you know meets with a track that isn't safe yeah i have a i have a 15 year old at home who could maybe have a debate with you about the about the track not you not not you you doctor all right any other questions from the board on item 7.3 okay item 7.4 you're sitting in a good chair is an informational report in regards to the work that's been done regarding our comprehensive facilities plan so dr pesky and rob you're all yours rob and i are just really excited to be at this point and share with the board where we are i want to begin by saying that this work started in 2015 with our architects who had a really great process at that time we called it vision 2020.

we have insurance costs increase you know bills talked about how the cost of summer projects have been and how they've related to what we were planning last august you saw from his sheet that we still plowed forward and did so many different projects a year even though they may have ended up costing more than we originally established so um those since those costs are ongoing now those will be more reflective in expenditures in july and august because those bills are just coming in now so um we have lots of things on we're always watching and just to make sure we don't overspend and we contain a healthy balance if you recall in may s p increased our bond rating because they like the way we're operating and they like those cash reserves so we make it a point to make sure we don't get ourselves into a financial situation so do you have any questions i know it's a lot of numbers and small print here while we're sitting here so anything jump out at you it's appreciated i know very much that's one million seven hundred twenty six thousand by fifty four yeah once you subtract the outstanding that's forthcoming what what do you do you have an estimate as to what your balance might be well it it wouldn't say it's outstanding because you also have also some outstanding revenue as well we paid um well i'm not going to say that okay you know there's there's a lot of expenditures we might make in may in june in preparation for the upcoming school year but our revenue is more consistent so um i would say that if i looked at it more of a true knowing you know the the higher expenditures that we have in july and august this year on the on the education side we probably operated more in about a one three one four is more of a true number but this is our actual cash in cash out we pay bills timely we don't hold anything just to make the numbers look good you know i'm not all i'm not about that so we're um it is pretty straightforward right and you said the four accounts were rainy day the education uh operations and then our referendum operating all right thank you yeah i can't read that all right no it's small that's for sure thank you anything else okay uh my second item is to seek your approval to transfer our portion of our textbook rental fees uh we do this twice a year when a family pays their textbook fees all that money gets received into our textbook rental fund but a handful of those costs for general fees like agendas and ids and technology stuff those expenditures get paid out of our education fund and so in order to follow the money uh we take the uh revenue that came in that is associated with those fees and for january through june uh 361.78 of general fees were collected so i'm requesting transfer to move that money from the textbook rental fund to the education fund to follow the appropriate expenditures move to approve motion by mr marshall second second by miss kelly any discussion all in favor aye aye any opposed same sign motion passes thank you then i speak your approval for the 2022-22 course 23 course fees for all three developmental levels that were included in your course packet board packet you know i had a question and i forgot to send it to you i was curious as to why there was i i think it was a ten dollar fee for um oh the gentleman that does math khan academy i was curious as to why there was the charge for khan academy services for the psat which is a district license where the teachers can actually look at the data from their classes so you're adding something okay as a tool for teachers okay thank you all right do we have a motion motion to approve motion by mrs kelly second second by dr medlin any other discussion hearing none all in favor aye aye motion passes thank you thank you my next item is to seek your approval for the meal charging policy for our school lunch and breakfast program that was included in your board packing move to approve the meal charging policy we have a motion by dr meddling and i will second that any discussion hearing none all in favor oh hi any opposed same sign motion passes thank you thank you my next item is to seek your approval for the 2223 meal prices for breakfast and lunch that were also included in your board packet so moved motion by dr malcolm second second by dr meddling any discussion hearing none all in favor aye aye motion passes and my last time was to seek your approval for the donation that was listed in your board packet motion to approve mushed by miss kelly second second by mr marshall any discussion all in favor aye aye aye motion passes thank you thank you so there are no public comments so we'll move right into board comments and consideration of future agenda items mr marshall i failed to ask dr bracey a question if i could revisit your area in terms and this is a generalization i'm not asking for specific numbers in terms of high ability and early intervention grants how are they being made available in light of the economic conditions that we're facing with the inflation et cetera et etcetera are they still out there for us to apply for so i don't have the exact number for that no i'm not that's okay but the early intervention grant you receive ten dollars and one cent per k-2 student so just depends on how many students we have in those grade levels okay well i guess my question was more in terms of availability i mean they're not curtailing them or cutting cutting them short or anything they're out there correct they're still out there that's good to hear yes thank you very much you're welcome howard i can add that both of those grants are state grants okay and so that answers my question now there could be years that if the state was having money issues things in the middle of um biennium but there's no signs of that and so i guess those grants are still available for very good thank you both anything else that's all right this is kelly no comments this evening dr madeline no coming thank you dr malcolm of course no i i'm just thinking um it seems like everything is going well you're getting organized you're ready to get schools up and running and the children will be here before we know it not very well yeah it's like coming really fast buildings are looking nice i love always walk love to walk in and see those wax floors um i hope you're taking some time to rest all of you because i know it's been a brutal couple of years and i'm looking forward to it to being a real smooth sailing year and it's going to be good yes so that's all and i have nothing so with that we'll move on to our wait wait wait wait wait wait we had our athletic director or um mr hall didn't he receive an award i'm sorry i don't know the answer mr hall didn't he receive a recognition by the state association for his work did you mr hall chris hall bruce hall right okay yeah i i think i saw something too i can't speak directly to it though maybe you could find that out for us thank you so we'll move on to our board calendar future activities dr veraco thank you we have another three week break before we reconvene that'll be on august 1st here and i also want to get it on your schedule august 2nd is our new teacher induction and we'll be getting you the schedule for that but if you want to come out in the morning when we have breakfast for all of our new teachers we do introduce all of our administrators we don't expect them to remember all the names but we want them to see some faces and you're certainly welcome to join us at that gathering that's at breakfast on august 2nd am thank you and then is there a second board meeting in august would that be the 15th okay yes there are two board meetings in august all right with that do we have a motion for adjournment motion to adjourn i have a motion by miss kelly a second by dr malco all in favor hi

um it's a single wheel truck so it would be actually down and then they will have 6.6 liter gas engine these are all questions that i ask is he towing with it is he hauling you know thousands of pounds that he needs um it is uh not necessarily no he wouldn't necessarily not he could be like pulling trailers at times at times but not not not a lot not really long distance no not real long distance no it is to double check and make sure i want to make sure there's a three quarter ton versus a one ton i mean i drive a one-ton every day but i haul a very heavy trailer with it that's why i needed he does have a lot of things in there at times just thinks he does haul but and i say pulls trailers at different times but not not a lot uh this is going to have snowplow for a moment no because we'll use that with our other truck and that's that's all we notice all we need is one it's a regular cap it's not an extended cap or a fork or portal yeah there is a possibility that we might have it before the end of the year which is which is amazing right now it is amazing um i guess my own question is if you think that what he's asking for is appropriate for his position and that's fine he was involved in the in the specs of the truck yeah i think selling it though selling the 97 and getting bids on it instead of trading it we should consider that everybody's 23 thousand plus on the work box yeah two thirty thousand six fifty eight on the workbox so the truck the truck itself was yeah yeah and we sure can see we can sell it we can sell it privately the truck is 46 775 the upgrade for the truck box 3658 for 77 443.

50 cents for staff 37 cents for parents is that what has been in the past and then review of the on organizational chart that's in the back your packet basically shows the delegated lines of responsibility board superintendent clerk and principals and that works this a lot of times we'll work that backwards and we say chain of command we'll actually go from below and work our way up chain of command so the designated is in there looks like this chart right here that you have it's just a review for you there's no questions or concerns on the board we'll move on and approval for the uh dispersal of property value at five hundred dollars for once which is standard deployed any public forum no okay thank you and the review of the revenue neutral so the process now for all government entities city counties is to notify the county clerk by the 25th of this month if you tend to exceed revenue neutral tax rate and with our evaluation has gone up in all funds is about four and a half million up general fund is not up as high because this year they're doing a 40 000 exemption on homes so that keeps that it didn't raise the general fund valuation is high so it's based on dollars so to raise the same amount of dollars you have to decrease your will level that's the bottom line so if you look on there 20 mils for general fund that's a statewide statute you have no choice on this and to actually be neutral we have to go 19.818 which we can't do it because state statute says everybody pays 20 bills for general fund now our other funds which would be local option budget and even capital ally the valuation is up so on our local option you can see to be neutral it actually has to go down what we assessed last year okay so last for neutral has to be 12.182 and then for capital la it has to drop eight and eight is what the standard most people go total of eight although sometimes they never get eight assessed in the county sometimes it's the 7.9 and so forth uh we are in the course the records too i would suggest that we notify the county clerk our intent not to be revenue neutral because of the hearing the board has the authority to adjust the mill levy as desired and you have to have a milk both a hearing for your budget and a hearing for tax revenue revenue neutral also at the same time and they push that back now till it has to be after august 20th so with that timeline you're looking at the hearings being in september now which is pushed us back about 30 days from what we're used to doing that's neutral 19 8 12 1.

so that's again a function of funds that are withheld from Indian gaming machine understand if people aren't going out quite as much in the last year but other than that that's a quick look at our same proposed budget as we're doing for adoption tonight any questions exactly you know that raised a question we've had an Indian gaming funds for ever and ever since that State authorized it but now that you have this online gaming that as Arizona share that being sent any of that to the schools are not all staying with the state my understanding is they have to be in a Native American Run Casino to get that percentage withheld and then funded diverted to several different things including schools that's my understanding the online is not part of it that's interesting that may be where why Indian gaming is down because everybody's doing it online instead who knows they don't care about the Twin Arrows Casino feeling then Madam president um John alluded to this that our adopt the budget needs to match our proposed budget which it does but after the 23rd or may have been it may have been the 23rd for it was right at that time because I think I talked about it the last board meeting there was significant changes to the budget and that's a lot of what we're going to be applying towards the staff increases that we will talk about later so we'll be coming back to you we're thinking September October is that what the time frame is so maybe the October meeting and I can have that AFR down there too then yeah two months of student attendance data behind right but um so that this that budget that you're approving that you have to approve um does not reflect those changes we'll be doing that in a couple months and um is significantly higher than um what was being proposed and I think we saw we did a quick calculation today about 1.8 million on the ml side I think is is that what you would call John so that's you know that's a lot of what's going into the what we're talking about later in the in the meeting so I just want to make that kind of get that out there so that when uh the question comes out we're going to pay for that that's how we're going to pay for that thank you any additional um thank you with that um hi thank you um one more public hearing this evening and that is regarding our family life curriculum and he's going to be talking about somebody's going to be talking about it thank you Miss Daniels open it yeah yeah can I get a motion to open the public hearing someone thank you thank you all in favor as you recall we presented a potential Family Life curriculum at the Alaska reward me and when we did that we had let you know like the health department came and talk because they would be actually conducting the courses I thought Middle School in high school and we let you and the public know that we have the full curriculum available here on display in the district office and that it is also posted on the website people just click on the link for each one and they create an account so they can helpful it doesn't cost anything so they can have full access to it one of the requirements is that we have to have public hearings no more than 60 days apart and two so like we had our first opportunity for public input at our last board meeting and in June our August board meeting would actually have been 63 days so we're having it now so we're under the 60-day limit and to my knowledge we have had um two people come in and look at the curriculum and we have a paper there that they can sign when they uh sort of like check it out but can't leave the building so we know and then we know if they have like a student in the district or if they're just a Community member and so far I have not heard from anyone at all whether not in person not by email not phone call anything like that asking questions or offering any input so this would be a really good time to see if there's anybody sitting out here absolutely let me just ask a quick question in the first place do we have any way of tracking the number of online views I would I need to check and see if there's a way I don't know that we can track thing on the website website necessarily like that so we're not necessarily sure of if anyone viewed or not right and if they have it hasn't generated any questions from that have been brought forth so any board members want to make a copy before I open it up okay real quick Cindy we had a very thorough presentation at the last meeting which was broadcast on Facebook were there any Facebook comments uh that you saw on it I've received no comment any kind all right okay great I just I want to be thorough because that was a very thorough presentation and it was broadcast uh and it stayed up for several days yeah they did a really good job yeah oh I missed it okay that's why I don't yes and just as a reminder um currently being it was used this last year in Prescott Unified so a neighboring District's been using it as well just sort of by way of um yeah I did have a question um which host Bill or which statute requires you know what I don't know if it's in the agenda item or not I don't see it but it was um and I don't know it off the top of my head I think yeah I did some research I think it's 22.85 but I'm not positive 100 that would have been reflected into one of our policies so you might want to look in the policy book okay that's listed I think it's family life curriculum is the title yeah and the bill should read something like ARS 15-something or other like that when it became a statute if the number you just said it's more indicative of like a bill number not a statute number okay so and there is a bill SRS 15711 that talks about the process that's required and that's where it's housed yeah so is funding attached to that requirement no but I mean they're requiring it it's not costing us anything they require lots of things that are with unfunded mandates it's not that's not unusual that we're required to teach something or do something without funding because my first instinct is that was I apologize I was not here for the Jew meeting my first instinct is I don't know why we're not spending more time on Core curriculum and loss of um loss of learning so too right adding this so two things it is part of ARS 15-711 so that's where it can be found under azlike.gov and then you click on title 15 and scroll to 7-Eleven thank you so the um a couple of things it's part of our normal Health curriculum anyway so um you know reproductive Health Family Planning Family Life appropriate to the grade level is already part of our physical education Health curriculum because this is always a topic that tends to have generate a little bit more public interest than some of the other things that we may teach there are lots of like statutes you know or statutory requirements that fall under that that kind of help us go along with what the legislatures decided should be parameters for how it's taught or what's taught and so it really does fall under courses that we already offer it's just that the legislature's taken in particular interest for example in health something else we have to teach per Arizona law is about skin cancer um sun safety so sunwise curriculum is required by the state legislature so I mean so I mean lots of those little naturalization tests to graduate from high school but nobody tracks if kids pass but we keep track we'd have to report it there are a lot of schools okay so this is been taught in our schools for many many years if this is just a new Avenue of teaching having an outside entity come in and do it for free Yeah we actually um used Northstar before okay and they their funding expired they were Grant funded provided services to our Us for free it's kind of nice when somebody like the health department comes in and does it it's sort of their Bailey wig um it also gives a little bit like a layer sometimes yeah kids might be uncomfortable talking to their own teacher about it but having like the expert come in and talk about it makes kids more comfortable so there are lots of things like that but yeah we've used an outside entity for this type of curriculum ever since I've been in a district and this is your 15 party okay and the the curriculum is very similar to what has been done in the past yes it means all of the requirements of the statute it doesn't go above and beyond any of the requirements it does not okay not in the areas of the statute has defined like they haven't spelled out every single thing to the letter but the things do spell out it it's wonderful yeah any comments from the audience or questions or anything else please come forward Marcia the question is you know is it it's great to hear teaching sex to the children but I would like to see like um the stages of pregnancy so they know if a baby is formed that that's a baby and then the stages of pregnancy to birth that way maybe the children can understand it's just not a pop of cells it's a baby and I felt they should be responsible for their actions and actually teaching them I know abstinence is part of that but kind of um saying you know really saying absence is the best thing from pregnancy because even birth control can fail but anyway I just wanted to um that and um what family life how about teaching them a little bit about Child Development because that is part of family life you know some other things besides just sex because that's that's a big thing to be responsible for especially in the teen years so comments towards is an absence-based curriculum okay and so that's important to know it is abstinence-based and things like human development are covered in our biology and science classes as well so not limited necessarily to our health um health is about your personal health and Fetal development and things like that are typically part of our science courses I just was concerned that you know if they're just teaching how many years of just sex you know what I'm saying and it's not it's not a how-to program I'm glad to hear that too but you know I was just concerned so we appreciate your concern and the curriculum is here you're welcome to spend as much time as you want coming in and reading it sorry madam president if we could have the speaker say their full name when they come up with a Podium so that everyone knows who's talking about Marcia hellborn they can erase two kids do we still offer a child development course not as a standalone dolls used to be part of sort of old homex sequences but you know now homak is a culinary and the first year where here I was here I think we 've retired the sewing machines so is it common for other districts to continue to offer some sort of life skills type class well life skills and Child Development are two different things okay life skills revolving around teenage pregnancy not So Much Anymore I think it said it goes back to a question that we had earlier we're being piled on with so many things that we have to teach if we if we do stuff like that it eats into the Reading Writing math and those those Basics and so you know we we try to stick to what we have to do and when there are times I mean we offer electives and things like that it also has to be electives that kids want to take and um so that's that's kind of the um the and you know you and I were talking about it was Mrs fitter's class that they had the baby that you had to put the tea in so it showed that it was it was uh you were feeding it and things like that and that and that was just part of a kind of a culinary or home X class that she did that and and she did The Sewing and she did we had the six um kitchenettes in there in her classroom and and that's all kind of changed so see over the last year was just before I came so it's and you know it's interesting because I think there's as um the demands of Mr schulza the demands that are put on public schools especially high schools you know the emphasis has been on on transition from high school to college or career successfully so a lot of well most of our electives our career path electives you know other than maybe some of our Fine Arts electives that aren't necessarily like a preparation for a direct industry job right away but because that's been the nature of how things have been defined as important for especially high schools the last couple of decades that's really where we've gone because that was the show within our society so and you know we keep batting around how you could attest to this about life skills elective because we do think it would be very popular so we just it's a matter of okay when are we going to do that or how can we do that and maybe that's something we can discuss at a later date for sure any other questions or comments from the Lord about anyone else want to speak now is your time and I would encourage everybody this stuff is on display here at the district office everybody knows where to find it it's a click and a sign up your name and email from the website I've made sure it's super obvious on the website where it is valleyschools.com do you know valleyschools.com on the district's homepage you can scroll down a bit and see family life curriculum and so definitely want to definitely want people to be able to find it very easily thank you and just as a process um this is the second hearing it's at the next board meeting that will actually be approved in a vote by you whether to approve it or not so there's plenty of time for everyone to get out there read the curriculum and look online to see what it's about email with questions comments that we could forward on the board share with you at the August meeting so you have information prior to a vote thank you thank you all right with that can I get a motion to close the public hearing I move that we post public hearing on the Family Life curriculum for a second thank you all in favor aye all right moving right along to item 7A superintendent's report you have my report in front of you um Staffing high schools looking for a math resource teacher we had a last-minute social studies teacher resign and still looking for a choir teacher in conjunction with Heritage Middle School although they have a um interview tomorrow for the choir teacher so we're hopeful on that um Del Rio could use a fifth grade teacher but they've made some accommodations to kind of absorb that position without raising the class sizes beyond what the model says so um we think we're good there but we we would take one if we could find one and then we've had in the past two weeks we've had two Kinder teachers resign so um we are looking for kindergarten teachers and and it's it's frustrating when you have everyone lined up and you get these resignations and so um you know the the principles are are looking hard have been working really hard to get um those positions filled and we are looking for a mental health counselor also at territorial so um those are where we're at um still not bad considering we still have a month left before school starts but um it's starting to get a little worrisome and um I know the principles are working hard on trying to get deals was there any um inclination as to why we had the late resignations um one was a new and I don't want to say resignation it was a new teacher that was coming in had troubles uh selling their home in the state they were coming from another one was money is that so um and then she was a young teacher that um uh decided to go chase the chase the dollars um and the social studies teacher I'm not husband there we go and then we have an opening at Del Rio for you that's right another late one that was right that was a personal decision he had to make um ppac um I have been appointed to um there's been a State Board of education's Professional practice advisory committee and what that does is we hear teachers and other staff that that they're thinking about pulling their certificates this is the hearing process that they are allowed to and in some cases it's those that have already had their their certificates pulled and they're applying to get it back and so um we hear the case and then we make a recommendation to the state board on whether on what should happen with that person's certificate or be allowed to teach and and I imagine it's going to be expanded a little bit because now we have all staff members are subject to the State Board um process not just teachers anymore so that may be Pro I know that there we have typically two teams that go every other month and they are having actually a third third committee um to fill that position to fill that that those slots so um I'm gone two days every other month so that's kind of the more work for you a bit more recognition for the school district exactly and it's something that has to be done they were really scrambling for a superintendent and it's I think it's an important process to make sure to keep um you know there's people that should not be in the classroom that should not be teaching um the trust our insurance companies hired a fire recovery firm so they're working on those classrooms we were concerned we'd lose eight classrooms the two that the site that was caught on fire and the four that was adjacent to that we've been guaran we've been told we're going to get those four back on the on the South Side um so that we only have four classrooms which is actually three teachers um that we need to relocate um we've done that through we downed a couple um computer labs and some things like that so we have those classrooms available and so we'll be able to do that I've heard estimates of we don't know but I've heard estimates of maybe not until Christmas that we get those North Side classrooms back so um I think we're pretty fortunate because it could have been a lot worse than than what actually happened so um we have made those accommodations still don't know the cause maybe several months before we know um from either the trust or um on what their investigation shows so um that's the fire update um lunches so for the past several several two and a half two and a quarter years we've actually been able to give free lunches to our kids okay trying to set the summer lunch program or the school year school year program oh okay um well and I'll go back a little bit because the summer lunch program actually changed July 1.

correct so these are 712 3 7 15. through 7 15. so 7 12 through 13 and 14 and then 7 15 is the immunization of students so that also right we never required them so that's that's correct right can you read this emotionally the motion well i'm sorry but the motion was to approve and then mr ulrie clarified it with us that we don't really we don't even have these so it's nothing we don't have anything to amend so therefore um the motion to approve was premature in my opinion so the motion to approve is wrong because there's nothing to improve we could do that or just vote no i think it washes out either way it's the same result i withdraw my motion i withdraw him on a second so okay okay withdrawn thank you school safety follow-up that's mr layton yes mr nathan would like to just follow up with discussion on friday afternoon we had the opportunity i already went over a lot of the results um i will report publicly that we did have all sheriff deputies that are on the day ship um toured the campus so that they're familiar with the campus they were introduced to our emergency policies for those that are new on ship that haven't had that before um but all of them that will be working monday through friday from 7 30 until 3 30 have been walked through the campus so they're familiar in case of emergency they know where to respond and can hopefully service us quicker due to the knowledge and expertise as well as kind of getting to know a lot of the staff and the integral parts of our eop our emergency operations plan they did offer up a few suggestions first of all they they said they were very pleased with sergeant who was in charge very pleased with our emergency response plans and things that we've done with our infrastructure to make our campus safer for staff and students they offered a few suggestions which i shared with the board already at the at the board retreat so a few little details that we've already started working on to improve her their suggestions and recommendations are there any questions yeah yes sir so the rsro he's going to be here full time this coming year we have not heard anything different as you know i have really gone like this with piano county a lot of it depends on their leadership um and unfortunately their staffing i know that their staffing is still low they haven't been able to replace over the summer um the three deputies that are short however due to the relationship that we built with his sergeant um it is my knowledge currently right now was actually just texted him to see if he'd come in and meet with us as we get closer our sro because he's working in the green valley sector currently but it's my knowledge that he will be full time with us one of the other things that we've been working on is building a relationship with the arizona rangers and with that that allows us to they are a law enforcement uh volunteer auxiliary and on days when deputy east boss is not able to be here because it's either out for training um out for sick leave or vacation time they are willing to take that up and come and volunteer donations are accepted so that's something that we'll be talking with mr schubert about later but that's one of the things that that way we always have a law enforcement present on campus even on when he's not available to be here so that's something just to kind of fill those holes as we move forward which is you know like i said pima county sheriff's department they just don't have enough staff to send someone when he's out so this is one of those ways for us to cover so there's a decent amount of rangers in the green valley area right there's current there's currently 10 active rangers okay um so uh about half of those have jobs so that's challenging but the other half are retired the majority of them are previous law enforcement or military we actually have one on staff currently who is very willing and currently is not working during the school day for us so on those days he's willing to take that up and the reason why i know this is i attended their uh one of their meetings last week and so we kind of had that conversation we'll be working on an mou a memorandum of understanding an agreement between um between their uh division and the school and so miss rico and i have talked about that and i'll be drafting that getting that to her and she'll finalize that and then move forward with their captain that's really good that's exciting that's that's i don't know that i don't have enough things to say about what you're talking about so we'll just you know rich to get back to your original question that's one of about four different options that we're looking at so we've already um been in conversation with the serena police department they're gonna come through and do the same thing they also have a very formal evaluation of businesses and schools and so their leadership has offered to do that when they come and do the walk through with their their guys to come and do that formal evaluation of our campus so that's kind of the next step that i'm working on um another one that we're going to be working on is with the trust having them come down they'll also do an assess a site assessment um and then of course the ones that we've done in the past the swat and then the dps bomb squad will also be i'm sure we'll be willing to come down i haven't reached out to them yet kind of taking the priority one's the one closest to home first working those through um and then moving forward with that thank you thank you thank you okay that takes us to an action item approval of the fiscal year 2023.

since then the isbe be has embedded essa into its policies the d 99 d 99's performance has declined as it traded high quality merit-based education for equity social emotional learning anti-racist teaching prioritizing the supposed need for students to recognize their feelings and the perspectives of of others avoid upsetting students stop assigning homework lower standards and provide safe spaces don't turn your work in it's okay you'll earn fifty percent anyway if you don't feel good take a mental health day math reading and reading scores and science scores are going down each year what does d99 do they use a covet as an excuse to be more lenient changing the grading policy appears to give the superintendent and the administration even more discretion to decide when a student can be promoted to the next grade level to change the student's final grade to tell teachers everybody passes everybody's a winner including students who don't do the work the teacher has to do better but the student's not held accountable how exactly is this preparing students for success what college professor is going to tell a student you can turn that thesis in whenever you want to what future employer is going to employ want to employ a student who cannot read or write well or solve problems on their own what future employer is going to want to pay a student who's now an employee for a job that's not well done or not done at all expecting less of students by allowing them an easy way out of earning grades hurts everyone it hurts the student the parents future employers and society it is degrading not uplifting most of all it hurts the lower performing students who are being told by district 99 that they can't meet higher standards in education or that they don't have to i urge you to vote no [Applause] next speaker is barb allen hi um i'm a donors grove resident and district 99 parent and i'm too short for this microphone um so just i'm also speaking to all about this same agenda item that the last two speakers spoke about and my concern is that there has not been thorough discussion on this recommended policy change before you're recommending vote this evening i think it's a pretty big deal that we're um it's being recommended that we're removing the structure of credit hours that denotes if the student is a freshman sophomore junior senior and that there's nothing as another speaker noted in in in place to replace that the policy is grading and promotion but nothing in this revised policies is is showing okay what is how are we quantifying promotion here you've just pulled out the paragraph and didn't replace it with any other recommendation so my question i guess is you know what is driving this recommendation is it are there is it teachers at downers grove north and downers grow south is it counselors is it deans how many times has there been an inflection point in our district where we find that this policy change is needed um is it just coming from the state if it's just a direction from the state then i would highly encourage you to think okay or to discuss that maybe this all policy changes suggested by the state are not in the best interest of our students in downers growth so i hope there would just be some robust and thorough discussion among you and also for transparency for for parents and residents to understand where this policy change is being driven and just you know an explanation and just some thorough discussion it just seems quite questionable to me thanks so much was the final speaker for action items moving on to recommendations and reports of the superintendent we'll speak about the draft district goals and tasks for the 2022-2023 school year much like a policy revision review this is how we do goals and objectives with the board each year this year as the board knows we have a new strategic plan so the structure of that document which is available in the board in board docs and as a public record can be reviewed by the board this month please provide me any feedback or changes that you'd like for us to consider as an administrative team then this will come back in august for approval uh by the board so questions concerns reach out to me between now and august and as always we consider all that feedback from board members and then we'll bring a final version for approval in august are there any questions at this point yes mike um so in looking at the equitable and supportive environment under build community foster belongings and values the sentence that reads build structures within the building that allows for students and parents to offer their perspectives and important topics and maybe changing the instead of saying build structures maybe put in place systems or something like that just it's i just think the sounds like yeah the language on it might be to someone who doesn't is just looking at it for the first time they may misinterpret what our intent is there although i understand perfectly what we're talking about even though i'm architect and i think building you know i thought you would like build structures i think we've built enough for now yeah it might hold us back for a day or two we'll pause after the few years that we've been through i thought there was something else too but they had one other thing but i'll get i'll get i'll get i'll send you an email okay just um you and i exchanged emails but um could you speak a little bit more about what we're going to attempt to do for our homeless students yeah so one of the goals in here is uh providing more information for our homeless students we last year one of our goals was include increasing the amount of information publicly available for students with 504s so our c s department worked to build out information on the website additional information that could go out to families as we added our 504 coordinators you know we've worked on making that programming more robust next year and continuing to expand our services and information it'd be the same thing for students that are homeless that we'd have a website with additional information point to resources resources there's a lot of county resources for students that are homeless to make sure that they're aware of that there's also certain rights that come to students that are homeless as well so making sure that we're very transparent as to what uh resources there for assistance but also what rights they have uh while while they're qualifying for homeless services beyond the website it's also just making sure that we're being intentional about our communications home to our homeless families um actually uh looking at a road map um this is just a quick i've been through the whole college search thing many times with my kids is there an opportunity for me to maybe share some of exactly what i did with my students and my niece and some others that i've helped um as with our what we call the css team or c triple s yeah yeah we could have a conversation mike absolutely like to just share what i've done and share that information and you can do with it what you will but i it's worked worked for us pretty well and uh i think that there's some strategies that that could be shared with students in general and in particular parents and we'll we'll make sure we share with you what materials are being prepared for those presentations as well so you can kind of see as we move through the access and resource periods and and run that instruction what you know what materials we're using excellent thanks anybody else we've received them and we filled them and they're available up on the website under recently fulfilled foia requests okay we're going to move on to the consent agenda um i would like to just uh acknowledge yet again this year uh the wonderful people from the bonfield express they've made a 5 000 donation to north and a 5 000 donation to south um special needs i think for the special education department especially i think and you know we're so grateful for their continued support was there anything else anybody else wanted to pull out of the consent agenda hearing none we need a motion to approve the consent agenda which includes the personnel report appointment certified transfer positions classified the leave of absence classified the personnel report retirement certified retirements classified the june expenditures the mfp accounting stipend the club session minutes and verbatim recordings and acceptance of the donation from the bonfield express foundation so moved uh terry and joanna terry pepsic aye dr vasquez justin chris espinoza agenda carries next we'll move to all business second reading and approval of policy 6.280 grading and promotion you need a motion to approve it before we can discuss it i move that we approve the policy change as presented second second all right as the board has been informed for the past month about this and as several members of the community have been informed when they've reached out and asked questions about this the paragraph that's being removed was added in 2015 as part of no child left behind before that there was no numbers as to moving between grades 9 10 11 or 12 because in a high school setting it really doesn't matter you're taking courses based on your interest and in your pathway towards graduation the only thing that matters in high school is graduation in 2015 because of testing requirements no child left behind put in arbitrary never before numbers as to the amount of credits that were needed to be designated at each grade level no child left behind went away several years ago at that time many school districts removed this paragraph it's an antiquated practice it does nothing for students it does nothing for what we do internally it's an internal process that takes us time to do every year it doesn't make sense for us to allocate district resources or hours to do something that isn't required by law any longer it it's just an internal accounting practice that has no implications on anything that we do so for that reason we're making the recommendation that that paragraph disappear just as it has in other school districts across the state when you talk about the administrative work that is required to do this could you talk a little bit about what is required to kind of associated with the credits and i'll let you speak to that she's she heads up that process so twice a year sometimes more often depending on situations our aps go through all students to see how many credits they've earned and where they're at and their number of years and then we have to through state reporting identify those students and basically change all their records and then mid-year if they earn credits back we have to change them back again and then again at you know it's at least a semi-annual process and for students that are special education students or outplay students it can fall even within those time frames so it is days of work days of work for individuals within the district figuring out who needs to be reclassified are they earning any credits through credit recovery that could change that before we have to exit students in july there's a whole process so it is a lot of work for where staff and this doesn't change the fact that students will still have to have a certain amount of credits correct it doesn't change to graduate correct doesn't change the graduation requirements are a whole different policy it's not this policy at all nor does it have any impact on classroom grades or expectations there this is a line a paragraph of text that was added under no child left behind in 2015.

2022-07-12 Kendall County, IL YouTube / BOE Stream transcript source: youtube SD308 Board of Education (07/11/22) · passage 3
the goal of vision 2020 was to take uh the next five years 2015 to 2020 and identify items that were deemed as deferred maintenance things that we should have we should be doing and should have completed but for lack of funding or time to get those projects done we did not do so in the deferred maintenance plan we actually identified 29 million dollars worth of work that should have been done what the district did at that time is they issued the 15 million dollars in debt service extension funds uh four million dollars of that was used for some capital projects and technology with our infrastructure and connectivity for our wireless and then 11 million dollars was then used for our buildings and grounds projects um and what i want the board to know is in this comprehensive scheduled plan i guess the question that the deferred maintenance plan led me to ask was okay that's all the work that we know wasn't done what's the next what work was not identified as not being done so if we defer the deferred maintenance is there such a word as a double defer if we defer to further maintenance then what are we missing and so we came up with and i think my background too with a technology background we deal with a lot of a lot of refresh cycles and you have to build that in over a five to seven year period well this is kind of like that what is the schedule maintenance what are the main systems that we can put on a schedule and uh and be a little bit more financially focused on how to complete those projects we refer to that as a scheduled maintenance plan and we just added the word comprehensive in that but i will say it is still a living breathing document there's always projects and things like that um that we're looking at and can make improvements so what we ended up coming up with in the vision 2020 plan we didn't have these priority indicators that you see on slide two we actually had phase one phase two phase three and what that was was it was time-bound so we said in these years we're going to do this work and these years we're going to do this work what we found out is out of the 11 million dollars that we had for projects we spent half of it on projects that were identified on the plan but the other half of that money there were projects identified in the plan but they they broke down they got to critical positions sooner than we expected so we had to move them up on the list and put them in a different phase so what we did here is we decided to change our thought process we came up with mission critical uh corrective maintenance periodic maintenance and then the ai uh no but it's not artificial intelligence it's additions and improvements so rob and i want to walk you through just what some of those uh terms mean and then i show you uh show you what the dollars look like in terms of the projects that were identified in those areas so mission critical just in a nutshell is if a system uh or equipment were to fail it would cause school to close students would not be able to attend school because of an issue related to that equipment uh the corrective maintenance we're really looking at things like things that need repair things that potentially we could do in-house and things that could lead to helping equipment get towards its end of life before just kind of leaving it alone kind of like your track example instead of 18 years leaving it alone maybe doing a resealing or then a resurfacing and small steps to extend that life and then there's a periodic maintenance which is really like um inspections and and seeing uh making sure that the equipment is in in good shape and then additional improvements are things that the buildings building administrators building engineers the focus groups that we talked about what are some things that you really could use if we had extra funding so with that i have our first slide that you can't read i've got several of these for you we do have them in digital form so you can zoom in on them um but i i wanted to show you that it was fairly comprehensive so what i have here is i'm going to talk just a second about our mission critical work and at the bottom there you can see some examples our roofs unit ventilators boilers chillers big equipment items like that so on this chart what you see is our schools every facility is listed down the left-hand column and across the top in the first pink cell we have the next 10 school years and you can kind of see the smattering for each school in there on where there's dollars allocated for mission critical work and this is just the summary page of mission critical work there is a packet by school which identifies at boulder hill what is the mission critical work fox chase mission critical you know all for each school so um looking at that uh the plan is about 512 pages i'm just showing you one page of mission critical work i think it's important to point out here that uh you know two years of this mission critical work would cost the district about 11.4 million dollars the next five years we're looking at about 20 million dollars and then you can see the uh you can see the 20 28 million dollars in the uh 10-year cycle just for the mission critical work i will chat a little bit about our corrective maintenance um the format on this summary mirrors the summaries throughout the book schools on the left here's along the top cross street building in the body corrective maintenance is essentially planned and unplanned repairs something we know we need to fix or something we just discovered we need to do things some examples of that would be door closures that fail thresholds door locks broken floor tiles stairwell bull nosing sidewalk heaved slab asphalt and concrete cracks are all examples of correct maintenance some comments on this correct maintenance items are informed by this plan they are also informed by our maintenance ticket software school dude platform whereby anybody who discovers a problem and has access to school dude can report it and submit a request for that repair work corrective maintenance work is a collaborative effort custodians report problems teachers principals all report problems high school maintenance techs and building engineers attempt to fix what they can and then if it exceeds their skill set then perhaps they would generate a work order for central maintenance to take a look at it and in the event that it exceeds everybody's skill set maintenance techs and building engineers can also make recommendations for outside service we don't really call in outside service until our maintenance folks have given up on on the project um that's it so looking at this plan in addition to the mission critical work that i mentioned earlier uh this would add an additional 2.3 million over the next two years in corrective maintenance or over the next five years this would be an additional 8.8 million dollars and i didn't know i was going to be sitting up here i thought i'd be my computer where i could zoom in to find out what that 10-year total is i can't read that um but i will i will uh let you know at the end what the summary is between mission critical corrective maintenance and the 10-year total for also including our periodic maintenance which rob's going to talk about now so periodic maintenance inspections essentially it's a scheduled inspection and service on our equipment the format again is identical to the other similar documents some examples of a preventive maintenance inspection would be filter inspections on our air handlers replacements and filters motor and bearing inspections lubrication fan belt inspections replacements roof condition inspections walking roof clearing roof drains checking for obvious damage rips tears missing shingles painting is also considered periodic maintenance item asphalt and crack ceiling seal coating is also a periodic engine assignment routine landscaping services services like trimming weed control mowing green space care all kind of considered periodic maintenance items some comments on that pmi period inspections are also informed by this plan they're also informed by our pm scheduling software and manufacturer's recommendations and or best practice for frequency of periodic maintenance inspections these are also a collaborative effort each facility has regularly scheduled periodic maintenance inspections maintenance inspections that are system generated and assigned to individuals to do typically building engineers high school and central maintenance pm techs and high school central groundskeepers will all get periodic maintenance inspection schedules or work orders it's really the pm's are really intended to help retain uh the life expectancy of our equipment more frequently we can look at it and catch problems before they occur the better for us these are fixed by our people too right i'm sorry these are fixed by our people too correct yes yeah and sometimes our periodic maintenance folks will do a minor corrective they may replace a belt they may replace a motor any problem they find that may take a little more time would then convert to a corrective and our corrective text would take care of it because what we don't want is our pm guys and gals to become corrective folks because that slows down the pm process so we have to shift sometimes some of that work gets shipped to our corrective site so in addition to the mission critical and the corrective maintenance the two year total on just periodic maintenance which would be in addition to that is an additional 4.7 million dollars and for the next five years if we were just to do the periodic maintenance it would add an additional 12.2 million dollars to that total for just the periodic maintenance that you see here on this slide for all of our facilities is about for the next 10 years 26 million dollars in periodic maintenance going back thanks to ursula she the corrective maintenance that whole slide that comes up to about 14 million dollars for the corrective maintenance so putting that together we have a comprehensive summary chart which is uh very very eye-opening i think i really enjoyed looking at this this ads at 225 zoom yeah really like for real can you zoom in at all i cannot no so uh digitally i can on the computer but um what you're looking at is the same organization you've got the schools oh thank you thanks thank you so what you're looking at is the schools again down the left-hand side with the 10-year timeline and dates going across for every school year beginning in the 2022-23 school year and the comprehensive summary then adds up if we were to do in year one the uh mission critical the periodic maintenance and the corrective maintenance all together and here on the comprehensive summary just the first two years for those three we would be looking about 16.1 million dollars and if you go about five years out you're looking at about 40.5 million dollars and in just 10 years time we've uh identified on this comprehensive uh summary 77 million dollars worth of deferred and scheduled maintenance that should happen to keep our buildings running running strong um what what are we doing uh we're we've identified the projects and like i said we wove in the previous deferred maintenance items and we started looking at a schedule what i'd like to point out for the board just take a minute um this is the uh an example i'd like to point out um looking at a system in our schools all we have 23 schools every single one of our schools has a roof and we need to replace those roofs guess what the life span on a roof is 23 to 25 years so with that said if we were to place a roof per year on each of our facilities that would be 23 years and that would keep us on a scheduled maintenance plan the way we work now is when we get funding to do that work we need about 14 million worth of roof work and then we don't have any roof work for the next six seven years and then we have another 12 million so what we're looking at doing is kind of spreading that out so on this chart again this is just for roofs you're looking at all of our facilities listed down the left-hand side and now we're going out 25 years on the timeline the life cycle of all of the roofs the yellow highlights indicate when we did the deferred maintenance plan those are the yellow indicates where we wanted to do the work or where we started identifying when those roofs should start to be replaced when we broaden that out and open that scope up we saw that those yellow boxes would have still created several years where we were doing a lot of work so you'll notice like fox chase which is a third line down there's a yellow mark where we wanted to do the roof but if you look we've got three other roofs that already equal quite a bit of money so we just moved fox chase a year over so we were able to financially spread this out so it was a little bit more scheduled and predictable and then also make sure that we are addressing the needs of our facilities another example of this is we just replaced the wheatlands elementary roof as soon as we replaced it we put it on the end of the schedule to say when do we need to replace it in the next 23 to 25 years so now we can keep a running total of where we're doing the work and i think for the board and for the buildings and operations team if we do come up with the need for deferred maintenance we can look and say well what exactly are we deferring and where does it fit in the scope of the rest of the work so to have this for roofs and i'm sorry here i am i put this together i've got it actually blown up so you can read it lori um so you can see the schools and there's my fox chase exactly and all of our roofs and what the what they total and uh if we were to place every roof from this district right now we'd be looking at about uh 60 million dollars so you divide that up it's basically over 20 years you know you're looking at about three uh one two and a half to three million dollars depending on the roof per year as opposed to 14 million one year not a lot of money the next few years and 12 million so you kind of get that idea how the schedule works um so what rob and i are really excited about is doing this scheduled maintenance on a lot of our mission critical systems boilers chillers unit ventilators a lot of the systems that we can build in some of that predictability and and really work with so on that note rob and i would love to entertain any questions you might have about that rob knows where i'm gonna go with this i gotta be honest with you you guys this is a great plan i've been a big fan of the structure of this plan you had me with you all the way until i look at the bottom line of mission critical where i see 1.728 million dollars for the district 308 center which in common language is old robber and then i scroll down to your last page at the roof example and i see that that's on your mission critical for next year 2324 needing to replace the roof and i gotta be honest with you i'm kind of really having a lot of strong feelings about this one one it's not mission critical there are no students there two we have looked for years at this old trauma building we have had renters in their ymca the old senior center all sorts of things at no point in time was it ever considered that we would be replacing the roof in 2223 nor would we be discussing replacing it in 2324 because the building had been for sale um so i'm very concerned and like i said you had me with you this is all really good until i start to see that line and this is a a major concern to me that we're being asked to approve 1.7 million dollars for a roof that last i thought was significantly more expensive than that to get this building functional to be usable as a school and we've been talking about this for a long time i i have to say i'm going to need a lot more information because if this is considered mission critical i'm questioning the rest of the mission critical and i want to be really supportive of this yeah and laurie let me just follow that up because i've got one statement and i'll let rob take over you know that i was going to have to say that you knew no i didn't you're totally no i'm looking at rob knew he knew um so my response to that is this plan you're right this plan is wonderful what it does is it gives the board an easy picture so that we can make some priority decisions because the other thing is we don't have 22 million dollars in the next three years we have debt service extension plus a little bit of operational dollars we need to look at how we're even going to prioritize within this list but we have a placeholder where we can at least know what we're doing and what we're not doing and what our funding is going towards so it it allows us to make those decisions and have those conversations but i do know rob wants to just talk about he he's jumping sorry i had to ask that question no but but to be fair i'm looking at 1.7 million in here that i'm i'm really sure i missed something if this was mission critical to holding school at a building we don't hold school at so let them out i got you i am very happy you brought that up um in part because mission critical at this stage is me it's what me that's me saying this is mission critical and this is not addiction this is these are my opinions on what should be mission critical the board is the final say on what is and is not mission critical um so when we start to look at these projects and um your concerns about o3c are duly noted um we'll be coming to the board with our opinion on on whether or not this project is mission critical why did you think it was though yeah that's a really good question the equipment in there are still occasional users of the space my opinion is that the toilet plant and the chiller plant is mission critical in the sense that it's necessary to keep the building functioning i am have no problems at all taking o3c off the mission critical list no problem um i thought the conversation would circle around to that building i i know you knew it was going to circle around to that because mission critical can mean a lot of different things and the descriptor of this being something necessary to hold school is so just very clearly different in that center and when we were building this plan in an effort to move the plan forward we had to decide what mission critical is and i have no doubt that somewhere in this plan other people will have differing opinions on on what was termed mission critical and that's perfectly fine and that's the joy of this plan we get to do with it what we want well let's pull something off we can decide something is or is not mission critical and go from there and can you share with us a little bit because i know you shared in our finance and facilities committee how the committees who was involved in these committees to make these decisions on mission critical was it just you it wasn't just you really yeah i mean you say it's your opinion but we know it's more than that well and and what happens is the the question gets asked well is this mission critical or is it not and my definition for that is will it impact or or potentially impact our ability to um teach if it does then yes it's mission critical because that's our mission um so the questions came up from our architects and engineers from the principals that were in those meetings building engineers and again it's a draft so all the current permission critical things can be and should be reevaluated rob totally get where you're coming from on that and i know you knew i was going to ask um or someone would but share with us a little bit you you had talked with our principals who had you talked with on the committees deciding these things for the buildings where they were for example you know just the top one on my list was boulder hill and i know we'd use that as an example you didn't just talk to the building engineer at boulder hill you talked with also other people there right correct yeah okay so that's that's what i was trying to get at it while it is your opinion you were being educated in how you formed that opinion correct absolutely i would assume also that you know boulder hill for example the roof is this old it's a life expectancy it's this number of years so this is where it falls in regards to the schedule as a mission critical item because if you don't have a roof or a boiler those are the types of things that you're uh identifying as mission critical right and mission critical doesn't necessarily mean it's falling down right now so what mission and arguably in 308 we've been living on borrowed time for more than a while it really is just identifying those things that we really need to pay attention to whether it's it's fully functional or not those are the things we really need to focus on first i'd like to have a conversation and a future agenda about the district 308 center in light of the information all right i have a few questions um so question number one did when it comes to roofing boilers that's the um did we look at offsetting those costs with grants is that reflected in this um or probably not no grants for example the replacing chillers and boilers we typically get a comment or a nine core rebate those those are not factored into this this is flat out cost estimates without any grants or bonuses so the potential for cost reduction exists potentially okay thanks uh next question was um i'm assuming if corrective or periodic maintenance is not done it could affect the critical and it could actually increase the amount that you have up there is that correct okay um this question has come to me from some people in the in the general public i don't know if this is a you question or not but um when we were looking at enrollment numbers i had some people who questioned the possibility of of actually having to close a school due to lower enrollment numbers and if we had looked at the possibility of holding off on some of the maintenance of a projection so i asked the question if that's factored into this we may not even be considering that we may not even be looking at that but i asked the question because i did have people come up to me and ask that question i appreciate that do you want me to answer that do you want to take that i was going to say the answer is the answer of looking at closing at school the answer is no you remember the five-year demographers report we do show a declining enrollment of around 800 students between now and 26-27 but that the majority of that decline is at the as at the high school level where it's at the pinnacle now where we actually see a growth of three to four hundred kids at the elementary level between those five it has five year span okay thanks appreciate it i have a couple questions um i'm looking at mission critical and i'm just trying to um understand the process a little bit sure so i'm looking down to 20 31 32 and i see like a kind of a big drop is that because we're you know recording this plan we're finally taking care of mission critical and then we're doing the maintenance and we're doing so yeah so investment over time could could be a long-term cure for big investments later on it is essentially a life cycle so you will see gaps in the plan where we for example we finished the wheatlands roof two years ago you're not going to see that for another 20 years right on the plan so you will see weird gaps in the in the timeline um but what goes in here should really be a product of life cycle or as close as we can get to that so so yeah so this is um so i guess my question would be is if you kind of look further out in today's dollars if we actually follow this plan would be do we think that the average per year would be lower if we actually did the maintenance um yeah you know i would i've been like on a like that's kind of you know we wanted we want to solve problems but then that's set off by you know inflation and things so that's why yeah the maintenance might go yeah but at a 10-year projection you're looking at 10-year from now our best guess at 10-year from now dollars yeah so i would think that even if with periodic maintenance the the number of tasks go down the dollar value might still be increasing just because of that well yeah yeah yeah that's why again yeah so um and and just to highlight that too one of the things that i've been looking at is you're right we do have um we do have a lot of equipment that is bundled in a shorter time frame because it is mission critical and it's it's at end of life but once we can take some of those mission critical items that need to be done and spread them out over the years we can we can come up with a better schedule so there would be some cost savings and there would not be so high of a cost in the mission critical as opposed to the periodic maintenance and the corrective maintenance so there is a little it's kind of the reverse question that jared asked you know if we don't do mission critical we're gonna have more preventative maintenance and corrective maintenance you're right but if we do do the periodic and corrective then we will see a cost savings and mission critical it's not that we have the money and that's it's all funding depend so if we if we had the funding um just be a great one well but as we're planning our budget this is something that we might want to consider planning into our budget right that's that would be i mean we don't have the money but technically we don't have any money for 10 years we have significantly less yeah absolutely okay um and then anything the other thing was i'm assuming because this is just presented to us none of this would be included in five year projection or anything like that we we had asked that question also dr petsky we had asked you in that committee if you had included this dollar amount in the five-year projection and i believe you had said you had not yet yeah what we've got is what i did what's not in the five-year projection too is the debt service extension that i'm treating as a second a separate fund you're going to just so that these projects for the next five years will be paid for out of number one is debt service extension but in the projections we did build in 2026 and 2027 we built one and a half million and respectively and then two million dollars in operational uh operational dollars that we haven't had for a long time to pay for some of these so as we lose debt service extension we are building in some of those dollars into our operational budget except that we have more dollars of need and critical than what you currently have built into projections too right and one that actually reminded me thank you can i ask one more question um we had talked in again our finance committee when we had looked at this initially with kluber that one of the big changes in this is that each of these line items is going to be tied to a revenue source that's kind of a big deal because where is that going to come from and where does it fit in the projections so i'm not seeing on here anything that would tie it to revenue streams so when can we expect to see something like that we do that's in the full report but i didn't want to overwhelm the board with looking at mission critical periodic maintenance and then then going with the funding we slice and dice these numbers different ways but i do have that in it another time i can maybe um i would definitely like to see that because it's kind of critical to my decision making process to see all that information okay yep for sure we'll talk about the funding sources that was one of the other values and doing it this way was linking it to the funding sources pretty key piece any other questions in item 7.4 okay dr pepsicki rob thank you so much for your time well done um item 7.5 is in regards to this year's title one school improvement plans mrs dalquist sorry we flipped a coin and all right so in the 17-18 school year we received summative designations for 10 of our schools they were identified with as targeted improvement so since the 18 19 school year we have received title 1 school improvement dollars going into next year which would be year 3 in our cycle we were asked by the state as was all districts across the state to submit newly approved board of education school improvement plans based on these designations from the 17-18 school year so our 10 schools met with their school improvement teams to focus on the subgroups specific to why they were identified as targeted so from there all of our improvement teams made a goal in either literacy and math aligned activities to those goals and then aligned their budget allocations to those activities through the plan you'll see baseline data that is going to be evaluated ongoing monitoring of the activities and then alignment to the goals in the budget activities you'll see things such as interventionist licenses for students to be working on skill specific development tutoring after school different additional resources especially focused on literacy and then some professional learning for the staff the budget activities do vary building to building not only based on the subgroup that's been identified but also then the funding aligned and the needs of those schools overall our district has 133 for this coming school year we will have carryover from the current school year and that will come available once the state reallocates that so we are here tonight not only to provide the plans for your um preview and review but also approval and the reason why is because we were notified in june that we needed to submit newly approved plans with our grant application the grant application is due august 1st so due to our timeline of board meetings this summer we had to come for information and action in order to meet that timeline because we would like to be able to have a july 1 start for the grant based on the allocation and activities of our schools thank you dr kincade board do you have any questions in regards to the title one improvement plans okay hearing none and we'll move on to item 7.6 in regards i have a question about how it's on information like i understand why it's on information and approval but if i'm not mistaken we don't do that you can when you have to okay anything else regarding the name okay item 7.6 in regards to our inner government agreement regarding our school resource officers dr kincade so um provided for you is the updated iga regarding the sros in our two high schools you have the redline version of the new agreement what has changed in summary are the dates of the agreement the new agreement will be effective for the 22 23 and 23 24 school year with that the wages of our two sros salary and benefits is what drove the increase in cost um the removal of the opportunity school because we do not have that as part of our sro agreement and then most recently we did add a clause about pro-rating the contract if we are out of school for more than five consecutive days also included in the agreement are goals and objectives and tasks related to the sro um so we will be working collaboratively not only with student services but also with our sros and our high schools to implement those goals and objectives any questions for dr kincaid yeah so was this was this um negotiated between you and and the village or no this was um maureen could you address i i believe actually it was i received a copy that had all the changes in it um to review so so then this was with um val patterson and the village yeah okay so where does the where does the um increase come from like is that them telling us that's what they're going to charge us so contractually we were provided their um hourly rate their health and life um viking medicaid pension and workers cup so we do have a like detailed amount of each rate for salaries and benefits we do share the cost equally with the village so in total not only do we share the cost but we only share that cost for nine months out of the year so essentially it is salary benefit factored in by the nine months that were in school and then split in half between the village and the district and that's what we covered okay so four thousand dollars is the raise i i'm just trying to understand and the red line changes in the document you presented us those came from the village or from whom it's a joint it's a joint okay my understanding is there's back and forth discussion especially about what to add and what to remove so maureen did you see this i did see it after all the redlining and i had made if you see on page 3 at the bottom under a what is appears to me to be somewhat of a purplish color as opposed to the red in the event a building is closed i did add that smart i like it and so it protects you in the event of some type of closure in the middle of the school year so so did does the village create the document and then we look it over again i believe val met with the folks from the village the police department and they did all the redlining except for the one that i just mentioned and then my other question is do how does the choice of sro work do they have do they open it up to their membership and they say would someone like to be a school resource officer and then do we yes so actually we just went through that procedure with o-h there will be a new sro starting for the fall so the police department does provide candidates we then participate in the interview process so members of oswego high school and the district did participate in the interview and selection of the sro for for oh okay and then is there any training provided on our end with regard to um just interacting with students and and like restorative and i mean just any type of training i do know that most recently they did attend alice training but additional training i know that we started work on restorative but i anticipate that there will be more upcoming throughout the year okay so all right is that training allowed for in the contract for what their job duties will entail and how much we'll be paying them are we going to need to pay them extra in order for them to complete the training in order to be brought up to speed on what our policies and expectations are so my understanding is that they're in the schools during the school day so as long as we would build the training within the school day then there would be no additional cost just because while we're not ready yet for maybe certain trainings or updates if this contract goes through it's just one year it's this year and next year and next year then we may have an update or some trainings by then so is there any way that we can add that in here maureen so that jen i don't see that it limits the amount of training that could occur i think again as dr kincaid just mentioned as long as it's during the school day and they're on site um i do know and and we represent many school districts and have sros and i do know miss patterson strongly made it part of her job to have conversations with the sros as well as with the local law enforcement to ensure that they when in your schools are acting in your best interest in your students best interests on the flip side how often are ours our staff trained in regards to when and how to um to engage the sros so our deans and administrators do work pretty much hand in hand with the sros they are stationed within our administrative offices so there is ongoing contact um also referred into the contract as an open door policy to encourage that conversation so they do participate in meetings we are also in the process of reviewing things such as our clear and present danger and different interactions including our data with our sros yeah and the reason why i'm asking just of course it's no question that there's been more [Music] police on site on many of the schools this year and so i just want to make sure that when we're having especially now that you say they work very closely with the deans when is it the dean's responsibility to work with the student versus the sro getting involved and now it becomes a criminal case versus a restorative case and uh one where we can you know teach the kid and so that's that's my question is you know so yes that they know their role on the on site when it comes to um their their their duties according to the contract but equally i want to make sure that staff understands when and why and there are definitely clear lines especially when the legal parameters come into play absolutely got it and i was involved in a training of all principals assistant principals and deans this past year on that very topic okay good doctor intergovernmental agreements just an umbrella of them who negotiates those contracts or who looks at them uh well like in this like in this case you know belle patterson you know she works directly with the uh when she was in student services so i think it depends on which inner inner government agreement you were talking about would would be a different person yeah but but but the other side yeah i'm just trying not our district side wouldn't wouldn't we want an attorney looking over these agreements yes right over everyone i did this one was sent to me to review but do you look i mean i'm just trying to make sure i understand like what is the general process by which we do intergovernmental agreements when it comes to it being a contract are you always looking at all of them or you just look at some or how does it work unless there is a conflict which we recognize and will say and for instance doctrine spiral and i just had a conversation about a potential conflict where our firm would not for the dis your school district and would not for another governmental entity but typically if there's no um conflict or the parties waive the conflict then yes we absolutely do it on your behalf when when you say conflict would what what do we mean by conflict if sometimes there's an intergovernmental agreement like this one that had been in place and the only changes really are the increase in the costs and both parties recognize we're in agreement to do that without any um we're not going to have a dispute over this and in that case if the if the parties and if the attorneys recognize there's no potential conflict or they're you're waving it so that we can review it on behalf of both sides um if there is a potential conflict we will notify the administrator immediately from both sides to say we can't be involved in this okay so that would fall then to the administrator at that point any other questions regarding this informational item 7.6 all right item 7.7 is uh regards to an ambulance service agreement with ofd dr kincade so also provided to you is the ongoing service agreement um with ofd for ambulance at our football game so they provide service not only to the players but also potentially to people in the stands and attending there is no change to both the terms and the fees so we are just essentially renewing the agreement for this coming school year i have one thing about this um i i wonder if this was discussed at all um we know we are um awaiting the final results i think it's july 19th for the fire referendum and i'm just curious i know we try to avoid um oswego east and oswego having friday night games together listen and i want to preface this with saying i absolutely understand the importance of having these there at the games i am not i'm not saying i don't because i do but my question is um i mean they're clearly asking for a referendum out of need is is there a discussion about um if if this doesn't pass them not being able to fulfill that need was did that come up they're they're gonna say no problem um would we need to have a discussion about talking to aurora instead or playing field or going third party or we're okay i think we're i think we're okay jared this agreement here is for uh just friday night home football games which there are five you know five roughly five at each school i'm just worried about right the rare occasion where we're both asking and they're taught they're telling the public they're in need and you know i'm just making sure we're okay because our i care about our football players and making sure that they're there and taken care of that's all yeah no you know that's uh there's nothing different next year for any schedule and they've been able to cover us on friday nights so we feel comfortable with the agreement okay thank you all right item 7.8 is a continued discussion regarding the district mission statement at the uh june 18th workshop i shared with the school board that we have a strong uh plan and envision 308 we've defined our four quadrants of work we've defined what work will be done we've broken down that work and we've defined what success looks like in 2026.
