they're raising the same amount of dollars yes as we did let's choose our evaluations up right right and that you know my thing is if you if we do this at least gives us all the tools when we get to the final budget hearing we can go up also let's say the county clerk did not estimate correctly and that evaluation goes down she can't raise her middle levy to meet those dollars because she's frozen so i always like to have the opportunity to do the most we can and then adjust it at the hearing when you get there it's a lot more work for the county clerk be honest with you all of this she'll have to do it for and some people try to stay neutral but it's going to be difficult in our situation i would recommend that we at least express the accounting clerk and that's what my intent is that these are and these are preliminary numbers i mean we've got the information into the budget doc and this is what the mail levy uh looks like right now and you know we're locked in basically general buzz locked in our enrollment from last year uh lob that's kind of locked in it'll always go down in the eight percent eight mills for cowboy so there's not a lot of things that we can do to move those uh numbers so any questions that so the intent is that i'm gonna we're gonna send this into the county uh clerk to tell her that we intend to exceed revenue neutral bill rate doesn't mean the middle levee is going up just means more dollars will be raised because of the valuation going up no we just have to let them know by july 20th that's why we brought it out to your attention today that that was our intention it's her job to notify every taxpayer of every entity that's not stated revenue neutral which would be all your cities counties any government agency yes they had their work cut out for them yeah [Music] okay he said i'm going to say anybody i'll do it by consensus that there's not opposition to that if i do that okay and board approval for the regional hazard mitigation and this that's barton county uh mitigation of course it's a planning stage and the reason you want to participate in this is that in a disaster and you have a plan number one people are safer because you have a plan of emergency but also if there's funding available you're eligible for funding fema and so forth you're eligible for funding without this plan you won't get the emergency funds with that i would assume you probably have this with every county have been five counties and i mean you have to have five different plans and more approval for the student insurance the district does catastrophic coverage and we've been with student assurance which was with ksb and ksab has actually changed their carrier the first agency and they are a little bit cheaper catastrophic they're like that's like 25 difference we don't it's not a lot so it's saving twenty five dollars going with ksab which i would recommend that because if you ever wanted to go up uh it's quite a bit cheaper than what it used to be if you wanted to carry more insurance coverage also when they've been vetted by ksb and they kind of stand behind that and help you through different if you have a problem they'd help you with that so i would recommend the ksab student insurance through first agency the other one is student assurances is the other bid 570 571 compared to 597 about 25 difference between you're just carrying catastrophic anyway it's not like some schools carry all students every time insurance which used to be very cost prohibitive in the day so entertain the motion to approve camera second by josh all in favor raise your hand push your passes and uh exact session one okay so board approval for the supplementals and the list should have been in your package first one we're going to amend this so if you prove it it'll be as amended we're going to take off the wilson uh forensics at this time we're going to strike angie mcguire should strike that at this time because she's the one to clapper yeah and i couldn't reprint a new one of these i didn't have in the right format so we'll strike that if you want to approve it as presented with the men with corrections would be the proper proper way to do that entertain that motion if anyone that would be proposed supplemental as far as i know anyway i've heard anything of that so i don't know i don't think it got that far okay so i'd make a motion to approve as amended promotion by allison second by roger all in favor of your hand push and superintendent before we went i went over to the uh our new offices that we're going to be moving to here over to klaplin today diane and i um right now looks like the wreck might be out this week to those offices and maybe at the end of the week they'll start tearing the carpet out hopefully next week they'll start we'll start painting and the carpet hopefully will start being laid on on the 25th of july so i anticipate the very earliest we could start moving beyond this one you will have to juggle juggle a few things number one we have a board meeting coming up we have payroll coming up so we have to kind of work through that quite a bit of work in there i think we're going to a couple of things i think we need to review the bathroom up there eventually because right now it's down time locked doors down below so that we'll talk to them and see what at some point that needs to be done be a lot of work when you get ready to move i anticipate uh there's several of those i don't know if you've seen those fireproof locking cabinets in our office pretty good weight going up those stairs if we storm up there which we will go up and probably take the drawers out of those so but i would say august 1st hopefully we're in there like i think by the end of august august 1st would be the first time we get to move we have a new phone number so we can start changing our headings on all of our documentation with address and phone numbers and fax numbers so we've got those numbers set post office box so it's one of those things like when you move all the little things you have to do when you change addresses so that's where we're at right now any questions about the district office how are you going to move i think what staff yeah a custodian i mean they they've they've been in and left tim's been up look tonight we'll probably get trailers roger joshua there you go i'm going to suggest maybe we go get a shredder with those shredder tubs rather than shred because we're going to probably get rid of some stuff that needs to be gone anyway i will tell you it's a lot of shredding shredder tubs a lot faster and better so we can look into that i know just in my office i'll pray hamilton just a lot of confidential banks account numbers all that stuff needs to be shown you just can't throw that away and that'll take hours if we have to hand shred it ourselves uh we burn up insurance we have a real good shredder at the office we've done boxes and boxes of shredding oh wow we have some wonderful youth that visit our office that's good to know actually because ours is not near industrial big enough to shred what we have to share absolutely out yeah check that out that's good to know is that territory yeah yeah so then like four in the old number and all that and i gave them a number and the signage on the front of the building will probably try to uh they have the rack uh on the door we'll make one side the district office on one side the wreck the address and phone but they have a stone out front that says cleveland recreation so we might we'll figure something out on that so people know where we are um administrators meeting on wednesday here trying to cover what we have on kisa our open positions which we have a few of those we're advertising again trying to come up with solutions that build our open positions also we'll talk about needs assessment which is part of the new finance bill the new finance bill contains about 29 bills wrapped around the finance bill this year and one is that we have to do principals have to do a needs assessment to be brought to us during our budget hearing and we have to post that on our website also so that'll be included so we need to start those conversations and there's several things the other thing talk about a little bit is the uh paperless board meetings that i had brought up uh i included the quote in in your paperwork there tonight i may just turn this on and show you a sample if you don't care very quickly so when that's warming up as we look at this you know a couple of reasons i don't i think it's important is yeah if you everybody read the update i don't know when you guys got the packet this time because the mail could be different to each one of your locations with this when we release it it's automatic within seconds to everybody and everybody gets an email including anybody who wants packets who has to be involved they'll get an email that the gym has been released and it'll be accessible i'm going to shut that up it might be hard to see uh yeah to shut that off thank you so this is a login for for me right now but you would have a login also if i can do this in the dark i don't so from an administrative point another thing i don't use a pc i'm learning how to use this i've been a mac guy for all my time but i've learned how to use this pc this is on the admin side this is how we start and update meetings i can start a media i can update it i can duplicate it so it it has a starting point so when i go to here and i put in tonight's board meeting in about 15 minutes in this there we go so this is my view of it as i look at it uh we can add this diane and i we can add these things and so when you see a blue lit up that is a link that's been attached all your documentation so like this regional hazard mitigation plan so if you click on that that comes up to where you can go to that and right there it is okay so all your all your attachments are there and it's easy accessible another thing and i put supplementals and i put the paper so you have three attachments so you can see the blue links also on the right side are notes so like an executive session there i made this note if we would have wanted to i moved to go into executive station for non-elected personnel for supplementals okay so all of this is on the admin side when i go back and you log in your version will be this go to meetings and you would click on this and so here's what it would look like on your part as a board member you can see it's narrative you can see where i put the recommended motion what we're recommending what the motion is and also over here you can see notes if you wanted to make a private note to yourself you could do that and what's nice about this if you say what did we do last month on this you go right back you could go back to a year ago if you wanted to and see so there's a topic you could actually search a topic in this format also you click on the blue links and you automatically have all the attached items if we go back and to the login site right here so right here is a public user anybody in the public if you can log on here you can see you go to meetings you got approved minutes you can put policies and other files there if you chose to probably goes here they can click on any board agenda and this is what the public is right here so they can see what that agenda looks like from the public point of view it'll always have like the next meeting and it's in blue and it's hard to read it gives the date time and location which i think that's kind of important for this district where we move them around so people want to know where the board meeting is this month they'll be able to see that any questions on that so when you've uploaded your stuff for example like with this one you've uploaded it you've sent the packets out and then we need to amend the agenda or you need to add more do we get notifications you'll get an email that it's been changed just like if if we could have changed that supplemental we saw that there's an error we could have updated it and you would have got an email saying that legitimacy changed okay any time you'll get an email anytime after we've published it and there's any kind of a change you get an email even if it's just like adding an attachment or anything like anything and we will provide the board members with the laptop yeah i think he's talked about chromebooks okay i asked him either chromebooks i mean ipads i asked about chromebooks and he said well what about ipads this is all this work is on internet i've had board members bring their phones also what's good on a special board meeting we get this out get it out to everybody quickly so they can see the agenda too and also the public can see it you have to to input three you've got your you got yours yeah yeah we have ours and the public has theirs they're all linked together yes we just put whenever you separate your information to us from the public is that the attachments yeah so i got three choices on attachments all right so i got three choices i could you know it could be public they could be board members or it could be board members yeah but then no matter what notes we put in as a board member your notes are private for just you okay when you go to yours your person is gonna see it's you and i'll be there if you want to go back from a meeting previously to see what you had you know i don't know how much time just this small one to running papers and getting this set up making copies paper you know now i'm always looking for ways to save money and this is one of them is something that i've used this for over 10 years i started this in hoisington and it seems to follow me around the developer he has expanded this a little bit he has like four other i haven't got into anything else he's developed in this uh my school my web schools tools uh but this is one that is very economical compared to like ksab is probably per year three to four times higher than that per year they have a company called board docs which is very expensive and you could put your policy book in there you could put whatever you wanted on the site which is good for you because it's one site for you guys to look at some things it'll take a little bit of getting used to and maybe probably more training i'm sure so i'll have to learn it too but ultimately probably a big time saver oh yeah so your options if you if we want to do this is one year at setup which is 275.

we were on the old rules and we were able to do grab-and-go's that's what we did you can a parent can drive up and get five four four days of meals um and leave and come back the next week and get another four so they didn't have to come every day that was until June 30th starting July 1st that had to change to our traditional program that we have it at territorial school where you have to actually be kids have to come in and get their meals and then they eat in the cafeteria we can feed parents at the same time but that's the traditional we were going to do it so um with this going back to the traditional way we were also have to going to have to go back to free reduced and paid meals okay so we did some research um Mr Livingston along with Mrs sheriff who's our new food service coordinator um did some research and there's what's called a provision two um program and provision two allows us to give free meals to all kids we still have to do the free introduced applications then we take that percentage and that's how we get paid is that the percentage of free introduced kids um allows us to get paid at a certain certain amount um we are concerned that that plan um may put us in the red on the Food Service program we can opt out of the program anytime throughout the year so we'll be monitoring it closely also one of the conversations that uh John and I had with our food service director who's a Sodexo employee was what is Sodexo going to do for us so if we do give meals to every kid we have a guarantee as part of the contract how is that guarantee going to play out my goal is at a minimum Revenue neutral if our whatever we do pays for itself and we don't make a dime off it I am perfectly happy with that because we're feeding every single kid so see if I understand this correctly so we would have a special provision in our Sodexo contract to charge us for the same amount that we are being paid for the program that's something that we need to with that we we're asking for Sodexo come back and tell us what they will do for us right now that's the goal that's the goal right now there's a guarantee that the district would make 300 000 but that is based on having free and reduced and paid kids provision two actually gets them more meals they would make more money but it could cost the district and we want to see we could we don't know yet until we actually get into it um we wanted to see how Sodexo if they're going to make more money how they could help offset any any loss that we have because again my goal at a minimum is revenue neutral sure but I think it's important that we're feeding kids if we're not making any money and feeding kids that's perfectly okay right and so um but again going to provision two we have the option to opt out at any time so that's the important part so we'll again be monitoring it closely to see where we're at after a couple months we'll make that evaluation and and uh decide or not a governing board election as of this afternoon we have an election that will take place we have three candidates for two positions um that closes I think it's closed um it was today at five o'clock and so there are no more candidates that um are eligible and so we will have an election and um that's all I got to say about that um I did hear that there is a community group that wants to do a forum um for the board candidates and so um as that information comes out we can share that information um amongst the community and board members let's see um we do have uh there is a schedule of beginning of your events attached to your um report and the two that I want to point out to you though are we having the new teacher breakfast on I didn't put a date and that date is the 21st um it's at um the high school in the colony Arts Building okay and then we have our all staff breakfast and kickoff which is on August 1st and that's going to be at Heritage from 7 30 to 11 30 .

yeah hard to believe it's already here yeah it's like just yesterday we're doing this for last year so before you tonight is the budget this would be the adopted budget for the upcoming fiscal year um okay so over to the side all right so as you can see we have estimated the taxes for the upcoming year the primary tax rate going from a 1.82 to a 1.9 three two four the m o override tax rate going from a point one four one two to a point two two six zero our class b bonds going from 0.2876 2.2847 for a total secondary tax rate of 0.4288 from the previous year to this year's 0.5107 um just wanted to give everybody an idea so why the tax rate goes up the district that we live in we added over 45 million dollars in value to our housing so when taxes when home values go up ade pays less so there's nothing i can do about that one and also please remember these right now are still estimated they haven't been approved by the county board supervisors as of yet but doing the calculations with the county schools office this is what we both did come up with um you'll see we have a budget and within our m o of seven million six hundred and one thousand seven hundred sixty five dollars within unrestricted capital which is our capital outlay six hundred thousand four hundred sixty one and we're looking at federal projects or so federal grants in the amount of 499 for a total aggregate budget of just over 8.7 million dollars for the school year the average teacher salary for those teachers that we will have coming in this year is at forty five thousand three eighty two um the average salary last year was forty five thousand six sixty four so that's a difference of two hundred eighty two dollars or a negative one percent change so we lost some high dollar teachers and we brought in some teachers that weren't as experienced so if you would go to this page all right so this is our mno budget this is where it's broken out um right just for the recording can be described i don't know what that means so o is our maintenance and operations budget this is where we pay salaries this is where we pay our utilities this is where we pay for uh school supplies transportation supplies so this is we just if we send somebody to a conference this is where we pay it out of so this is the majority of our of our money and it's this lump sum right through here okay um over on the far right all right you can see the percent increase and decrease of each of each column there within our construction which is our regular education instruction we're looking at a three percent increase over the previous year our support services you're looking at a 25.9 increase 88.2 percent in instructional staff 20.8 percent in general administration a in school administration a 5.4 in central services 5.6 in operation and maintenance of plants so this is our our maintenance departments down 14.2 percent within our operation of non-instructional services this is actually the food service portion of it the only thing that we have budget within food service for our mno account is our um our health benefits for the staff and from staff there we are required to subsidize food service to a percentage and by subsidizing their cost of health care that covers that that standard school-sponsored co-curricular activities it's also up 29.5 within our special ed department um the instructional point went up 2.6 student services went down 13.3 percent instructional staff went down 18.6 general administration went down 62.5 school administration went up 4.9 and when you look at that 4.9 it's going from 607 last year to 637 this year so it's also kind of important to take those into consideration as well um when we look at this total for for special ed over the previous year it just went down 3.2 percent when we're looking at pupil transportation that's up 29 um and then when we look at our k-3 reading program that is up 7.4 and overall we have a total budget of increase over the previous year 5.5 so what's the reason for the 88.2 percent in the instructional staff on call and purchase services discussed all right so let's go to there you go all right so the next one we're going to look at is our capital outlay so this is another good portion of where our funds go um on the bottom left scroll all backwards there there's where the budget spread broken out as far as what we're looking to spend our capital dollars on we do have a brand new textbook adoption with the with our ell curriculum so we're looking within textbooks 246 instructional aids 89 358 dollars furniture and equipment 22 877 vehicles 150 3 978 tech and hardware 83 178 so the line below there you see it matches up perfectly with what we're spending on vehicles that is our lease payment on our brand new buses okay let's see so we've gone over mno all right the next one is our federal projects um there's really not a whole lot to report within federal projects a lot of our title funds actually went down but we've actually been able to budget more of them within the actual budget because we know what we're going to be spending this funds on instead of waiting until you know a couple months down the road so we have a better grip of what we're actually spending that money on um but if you look overall um the prior fiscal year we you know one million just over a million dollars in federal projects and this year just under half a million state projects this is a grant that we've received so 566 355 over on the right hand side is our cash controlled accounts okay so you can thought you see where we you know we budgeted 460 443 within food service um 120 638 within our community schools 213 682 and extra trigger tax credits um just over a million dollars in debt service and that is our bond payments um our insurance premiums have gone up a little bit this year that's why the difference from 132 396 the previous year to 136.00 this year student activities pretty much remained the same within our building renewal grant that is money that we would receive from the sfb hopefully we don't have to spend 25 000 with them that means something's catastrophic has happened and broken um but it's there in case we need it with that mr president um whenever you're ready for a motion sir thank you thank you probably having a little discussion there might be a question chances are you see my wonderful notes um okay a motion please for this thank you and discussion we'll start with the gentleman who gave the first motion um okay just uh i really don't have too many but generally just on page one we're projecting total revenues and i know they're estimated of 9.7 million dollars and only right now projecting expenses for our budget limit of about 9.1 million so assuming those commitment has estimated we're looking at maybe at 7 000 which is possible and if that is the case that is all funding that would go back into the did you remember not we're a payback district anything over and above would become payback okay that's payback to the state okay guys so it goes it pays back to the state and it helps to cover those districts whose tax rate isn't high enough to i always struggle with that really makes me mad but it is what it is okay and then the question i was going to ask the 88 increase on instructional staff it's all in purchase services so we are we are adding a teacher to esi but this is purchase services yes oh okay oh awesome contract yes oh thank you thank you okay um can i go in that same line there was two other line items that were fairly big um 28 year old was pretty high as well item three was one of them and i didn't write down the other one that might have been which were the ones that are and that would be because we have added all of mrs rico's salary back in that she is no longer an employee okay it's just when you have a big number like yeah yeah you get that a little bit of a sticker shop like okay why yeah okay thank you all right um just a just a question on student activities on page six okay uh in the proposed budget there was two hundred and twenty three thousand dollars in student activities and that's been revised to eighty seven thousand dollars in the proposed per the adopted budget here again line 33 in the in the proposed budget that we approved last month there's 223 222 713 student activities uh projected for the budget year and that's been changed to 86 000 in the in the new but if you look on the proposed from last year look at line 34 the line right underneath that what's that number on the proposed budget on the proposed budget for insurance expenses 132 39 oh and zero next to it is what you're saying yes sir and so we put together the proposed budget they were both included so student activities insurance payments was loaded into dallas yes sir okay thank you um and was there just merely a tight ball on that on the override authorization because that was down from 915 000.

that's way off the reason for that was we received the uh if you remember we received money to purchase through e-rate to purchase uh computers uh chromebooks for basically we were able to take that money and they gave us 400 per device and across the district we were able to upgrade all of our technology with significant help from e-rate so that we ran that money through capital projects so that's why we our expenses are higher than we thought our revenue is higher than we thought because when i got the revenue rate i put it back into capital projects to pay for it so we in in the end we got all the all the technology we didn't get it fully paid for but we it was i think we probably expended about a hundred thousand dollars or roughly i have to go back and look at the numbers for sure so we did expend money for that but it was we we got we bought all that equipment for pennies on the dollar uh from typical years so and we won't have any technology purchases and for students or staff computers for a few years so so that's the reason for that but otherwise that's the this is just a pre-audited summary for you now that we have the end of june numbers so that's all that is any questions does this include the extra money or the money we're receiving that we didn't receive from the state that was yes two hundred thousand dollars that was in the ed fund uh that was being show up in the ed fund revenue uh so i anticipated seventeen million three hundred fifty thousand in head fund revenue we got 18 million 597 that was part of that and part of that was food service part of that was also it we get money from corporate personal property replacement tax cpprt and for some reason those that amount went way up this year all right the next item i have is just energy report summary and i just i'll probably stop doing this unless you want me to keep doing it from here but i wanted you to see i did it one more year just you kind of see i think 2021 22 kind of gives us a base of the impact of the solar field last year we weren't really sure because it wasn't a normal school year but i think you're seeing that we're saving we're going to save probably between 800 000 on the with the solar field so looks like we've settled into a number there right now we're not being impacted by the natural gas rates because we're locked into a long-term deal so we're okay right now any questions on that all right item 11 is uh we and we don't need to read through this whole thing it's in your packet but we had talked about we did our board training last year to uh review our board agreements every year and i would encourage you to read through those if you haven't because it they're very good items in there that we've talked about in the past and we all agreed to those no child left behind is not the law of the land anymore these numbers were arbitrarily decided as part of no child left behind they have absolutely no impact on anything that we do yeah regarding student progress it was just to kick in what at what point students would take federally mandated tests that was the whole point of the mechanism we don't have those requirements any longer there's no reason for the district to be spending time on something that has nothing to do with the work we do here and in practice nothing's going to change other than we're going to stop doing some administrative busy work that has no is not beneficial to our students at all it's just i think of this like i mean when you when you enter high school it's kind of similar when you enter college you you have so many credit hours that are required to graduate and you meet with your counselor regularly to make sure you're staying on track if if you've failed something if if if you want to jump ahead you know there are opportunities to do those things and none of that's changing at all so this is really just kind of acknowledging how we've been doing things you know recently other than having this administrative uh requirement go away in fact i think it will help in some ways especially for students who are not promoted to senior year but then catch up on credits we keep them on a separate list to make sure that they get the prom information that they get the graduation you know all those end of senior year activities because in some cases they are still considered a junior before that and there's always the potential of missing a student and we do a great job of it don't misunderstand me but it forces us to keep several different lists to ensure that all those pieces come together for our students yeah and i appreciate the um answers because when i saw this i too asked you reached out yeah you reached out the same questions you can understand and based on what i was told i with i'm i feel the same with my daughter being a senior in college where she's a senior already goes by faster even though a class was missed there's still a credit so this doesn't change standards it doesn't change expectations all it is is it removes a piece of bureaucracy i very much think that there's a you know a third year student in high school right now thinking of themselves as a sophomore you know i mean that themselves you know that never that never was really going on you know so this was something i think you know one of these sort of government unfunded government mandates pushed down on us seven years ago and fortunately it's no longer something that we need to worry about and so this is just this is this is one of those cleaning up our policies you know policymak you know to reflect what's really good which is why we subscribed to press plus because they point out when it is that the there's these leftover things that you know can go away expectations for students are not changing in the least not a bit yeah all right nothing else any other questions i call the i call the um let's call the question yeah chris espinoza aye jenny fuller jenny um sorry cause i never call you by your last names jenny hagstrom do you have ask quest wrestler aye nancy kupka aye motion carries okay we'll move on to the second reception of visitors which is intended for dance members to address the board on any topic pertaining to community high school district 99 is unlimited to three minutes to provide all visitors an equal opportunity to address the board individuals needing more time should submit their thoughts in writing to the board secretary visitors addressing the board need to submit a comment slip to the board secretary will be invited to the microphone prior to addressing the board audience members should state their full name their proceedings are being taped recorded for the purpose of producing anchorage meeting minutes and we are streaming i reserve the right to modify these protocols of circumstances warned and audience observation of these protocols is appreciated we have one speaker carrie swenson good evening board um thank you for listening to me uh the reason i'm standing up here right now is i'm gonna first start by saying i don't have anything prepared either but hank you said the reason for high school is to take classes that they're interested in that you graduate i see it as a lot more than that um i look at these kids um across all races across all socioeconomic things and it's more than just taking what they're interested in and then to graduate there's a lot of skills that are learned in those four years um that are academic that are preparing them to be leaders and global students in their adult life so i think it's more than just what interests you and graduation so i would agree with you on that we're taking part of a conversation but yes i agree with you okay so along those lines when i look at the goals and tasks for 22 to 23 i did read it um some good stuff in there i'm really concerned about the lack of anything academic though um i mean we are dropping our test scores and performances are dropping whether covet or not whether comparable to other districts or not we are dropping um and have been since about 2017.

so at that meeting we engaged in a dialogue at the uh looking at the work that was done back in 2015 of the pathway 2020 plan and i asked the board to think about if if the words in the current mission statement uh are still reflective in the work that we are doing now and for the work uh for now and beyond so i stated if if they were great and if they weren't uh we maybe need to make one of our priorities updating that work i also shared that the work that was done in 2015 was good work as well as i went through the process that we went through back then to come up with the current mission statement so that day we decided that we should be that we want to look at making some changes so since then i asked the board to provide some feedback in regards to words or phrases that you'd like to see incorporated into a updated mission statement the executive leadership team met along with students anya and monica as we work to provide a draft mission statement to the board we met a couple times we met a couple times the pre that week and we struggled to come up with that one concise statement just like the group of stakeholders struggled in uh 2015.

if you go three years there's no setup if you go five years there's no setup in a five dollar 500 discount over five years so those are the three options there that you have is that paid out annually that's a reason it's cheaper because he's getting the money comes up front so it's kind of from my perspective the five years but at the end the best savings is five years you're committed to five years it's not going to go away so i don't know everybody's still using it that i you know they're still using they still use it and otis is still using it and i'm pretty sure i know stockings because i'm still connected to them i'm still doing some transitional it'll make it a lot easier for the next superintendent to go back and look things up if they can search for it yeah and my resource has been right here she's a good resource and she's very good resource uh so what would move into the open agenda items and just we could talk about that first and if anybody would like to take action or further discussion on going with the uh paperless of the website and i'm up for it for sure i think it'll be simpler and it would be nice to be able to go back to recent ones a lot faster let's do that any further discussion all right raise your hand works best you'll probably get more dialogue from me too than this i mean besides that nature that you can easily to be upon information i think it would be good to have the policies on there too yeah it's uh the board policies yeah any other open-ended okay next month's agenda we'll have hopefully personnel substitute teachers we usually do that in august now we're postponing the budget until september so we won't have the budget hearing possibly negotiations oh yes and classified salaries we haven't started there have been negotiations yet for this correct um i can't think of anything else right now i think that's yeah that's electoral next month's meeting uh it's scheduled to be hollywood so i'm soon as probably still going to be here because i don't think we'll be moved yet to platform we have a room we have a room over at the element clapton elementary school board board meetings we talked about that when we visited this morning but we'll have to see how that's going to work with tables and moving stuff out and putting chairs in and go from there but i think we should plan on meeting here as scheduled for the for the august just to make sure and then the september meeting is at clap at the uh high school but yeah i want to talk about that too because that's good there is a room up there for board meetings about 15.

this year 2022 ms cote again reapplied for the des child care stabilization grant to our surprise not only was the pre-k grant approved but the grant was doubled this cote has made a proposal to the administration to use a portion of the funds for personnel items that need board approval increased pay and benefits for pre-k staff 10 days of pre-k staff training and retention stipends mid-year and end of year for pre-k steps mr hopkins and members of the board i just want to elaborate a little bit on this first myself in the smith this was a collaborative process so we really took the time first with the dr chabots dr dooley this is kote and i on june 23rd we met from about when i say about an hour and a half doctor shabalt's office then he followed up on june 27th uh dr dooley myself and miss smith we reviewed the uh the aspects of the grant we followed up on june 28th with mrs cote miss smith dr dooley angelina and myself just to go over all the different uh details the aspects and making sure that all the eyes were dotted and t's were crossed and i'm just going to ask smith right now for everyone hi yes so it's my privilege to go over this with you and make sure you don't have any questions on this so basically in this last fiscal year which is 2122 they had a budget of 55 000 and it went to salaries and benefits which is great because it helps supplement our other child care programs so with this increase in spending you still need to cover the salaries and benefits and then we went into other things that we would throw not throw but apply the additional funding to and the grant specifically addresses the need of child care workers to get an increase in pay so we put that on there first and then we also added some training for them because the director wants to improve the program so we did the estimate of the salaries and the benefits that cost with it they're also giving um the parapros a stipend which they would get in december and in june so it's not every pay period it's if you stay you earn it if something comes up and you take another position that's typing as it pays out so it gives you some uh buy-in there from the employees so those stipends since i referred to as retention stipends are they intended basically for like in june are we giving a stipend to somebody who is agreeing to work the next semester or something particularly it's in a rear basically an hour raise okay right in the beginning and they get extra time so that they can address improving the quality of the program and getting all the prep in so they immediately get money which we have to do monthly reporting on this and the state wants to see that our child care workers have received an increase so that's what the dollar an hour does and then in december they'll get half of their annual statement and in june they'll get the second half okay now i just since it was called a retention one i was thinking it was yeah kind of like a signing bonus for the fall like in june right they get it if they have agreed to stay through the next six months about that's what i was thinking yeah that's what i saw a retention stipend that's what i was thinking it was a way to retain them the following year well this actually retained you for the second half so but you have the idea but you earn it if you stay yeah you believe this isn't the partial retention yeah is the hourly pay increase um knowing that it's a grant is that something that there's a risk of it not being there they're following you you're right so we calculated our calculator based on equation what the january first minimum wage is going to be which i estimate now at 13.85 so it's 12. right now so right off the bat they get a dollar and in january they'll probably get a nipple but they do get a job but can't also can't have a stampede for positions and so that would give them money right away plus the extra money twice a year we also had them include the cost of food which we were paying for from something else and so that's the twelve thousand dollars that's three meals and eighteen students my question is more since the grant is a yearly if we don't get the grant or we don't get the same amount next year are we then cutting their pay back so that's why we only took it up to the new minimum okay okay that was the reason there but if the program works out now if you look down here we also are offering staff tuition discount which is a benefit to educators i have other possible expenditures and um potential 15 carry forward at the fy 24 if allowable because normal normally federal grants you can carry forward 15 which is 17 000 which is almost enough to pay those stipends again if the grant went away so we don't know and that's something you'll be able to monitor so if we find out that it is going to be coming back we can also you know you don't care if we're allowed or we find that we'll have more than pre-k site maintenance and improvement there's some other things over there we could do to improve things okay and new supplies and activities we allocated that yeah no i was just concerned about people's reaction if in two years all of a sudden their pay that raise went away but i understand too that the arizona minimum is going up exactly so in any way that we give we always lineate the exact reason for it is that your projection where minimum wage is going to go 13.85 that's where it's going to go for sure no that's not for sure because the year's not over yet but it's based on inflation right which is running like 8.53 so it may be and if it is then they'll get that much more but they're getting the beginning of the year jump on it and that's the purpose of this grant and and they obviously know we run a good program here so this is a bit of additional money and years ago when i was here and this program lost a lot of money and now it has managed and it's it's paying its way and now we can improve it yeah okay because i just wanted to elaborate a little more that she really deserves a lot of credit she really was thinking outside the box and she really was keeping us informed of what was going on it was a collaborative effort first we met once twice three times just to make sure all these points could you know keeping in mind the inflation the increase that they're not going to go back but also that that she get compensated as well as far as you know twice twice a year but it really just um to just try and build more you know on the morale just the positive energy that that's a hard job yeah she was just walking you through their setup the restroom i mean they are there her and and two parapro's and they take care of everything and i just shared with her in my experience i had some early childhood work in kindergarten and preschool that is very tough but also to make sure the restroom that they're in the restroom they're they're doing the right thing they're taking care of when they need help and so it was a collaborative collaborative effort and i really believe it's kind of a dividend in the short term but also in the long run as well okay so what would your weight be in comparison to a first grade teacher she and she also has a statement for this additional reward on this it's tied to the grant so she has a stipend and uh the finance director for the audits that this is gonna involve gonna have to keep meticulous records like we do with everything else so her increase is just part of the child care salary the dps wants them to get additional money i just don't recall what a first grade teacher makes foreign [Music] so there's a staff tuition discount so um does this program generate money in addition to these grants that people yeah that's part of how we pay for those other expenses like the food and the supplies was taken from the tuition that was gathered so if you're a school district employee we're proposing that instead of 275 a month it'll be 135 for those eligible employees whose young children participate in this program and that would be the annual cost that will be put into this program to cover that tuition it includes tuitions that are paid plus plus grant monies yeah that's all in here no no this is what tuition money we would be off setting oh oh okay so it saves the if you're a district employee and your children participate in this or however it's working if you bring them in this program this last year you're gonna pay shortly so that extra 140 dollars i just wish i could have seen her face when she realized they were offering twice the amount she asked for because i don't know that i've heard of grant funding agencies doing that often yes and it is not a guarantee so it is one of those things we need to watch our money on but that's why i i suggested that if we could that we could do a carry forward to offer it and we would know toward the end of the year if he was being reduced probably okay okay and those ideas all were from uh the child care stabilization graph there was like a little venn diagram that gave me options of what it can be enforced so we followed a wage increase primarily tuition discount benefits so all of that came from the guidelines that were provided okay okay next order is uh the approval of the jump start employment jumpstart for k through eighth grade students will be will be july 11th through the 14th and july 18th through the 21st from 8 o'clock in the morning till 1 pm teachers will work six days per week for eight days do i say six hours per day for eight days paid by title one running each pair of pros will work five hours per day at their hourly rate of pay following staff members have expressed an interest in working during jumpstart world as teachers wilder quizno richard rigadone art moningo charlie aaron cohen and april caballero for parapros we have maria duran sheri simpson bernadine tamayo and debbie house for the first week only the superintendent recommends the hiring of the above teachers and parapros to work during elementary jump start from july 11th to 14th and july 18th to the 21st from 8 to 1 p.m mr hopkins i needed some students today just speaking myself firstly walking around i saw mr moningo's class so they were getting started already the students looked very happy they looked very happy to be back in school and in class so just from those two classes that i saw it's off to a good start and so it looks following employees have expressed the desire to perform the designated extra pay positions for the 22-23 school year uh mercy erin cohen is the high school student council advisor doug sane as the national honors society advisor donnell connolly as yearbook sponsor april caballero as freshman class sponsor ah we switched it up here uh donnell connolly as a sophomore class advisor jose yan as athletic director buddy cruiser as head football coach ryan vissel as assistant football coach jason horton his assistant football coach kayla liam is head volleyball coach for zelda munoz as assistant volleyball coach jennifer guthrie as spirit line coach and mandy pickle as spirit line coach the superintendent's recommendation is that the board approved the above employees for the corresponding positions so in previous years the last two years you've had two athletic directors instead of just one i noticed this year you just went to one or did i read something wrong um no from from what i understand we still have two co-athletic coordinators yes sir i don't see that here didn't i miss me so when i was 18 i did it by myself and i made thirty five hundred dollars now we paid thousand dollars for four thousand dollars a piece of two athletic directors and i just wonder why we have to have two athletic directors well um just from from my experience in the in the six days that i've been here for what i could assess and and the last month it is there does there's quite a bit of work that has to be taken care of as far as just you know uh making sure when i was athletic i was trying to interrupt sure sure i don't want to sound argumentative here when i was athletic director we had junior high jv sports previous athletic director dropped all that so now we have no junior high sports we have no jv sports which the community wants by the way they want those those sports sure okay so now only thing left is varsity sports so again why do they take two ads getting twice as much money as i got to do the job i did by myself well that's a good question i mean no you don't have the answer i understand that i don't expect you to have an answer right now but i'm just bringing that up now i'll tell you the answer you ready we want to give those guys more money than what they make so we both make them ads so they both get a stipend and they make more money for the year their income enhancement positions right and that's the reason why we have two ads making eight thousand dollars instead of 180 making three thousand dollars right these day jobs are never put up to the community right they're never advertised are they i would have to probably i would have to go back to what what has been what past practice has been and then i could i could always get back with you either current coaches or staff it's hard to be somebody who doesn't work for the district and be the athletic person why why is it hard are those positions advertised they're advertised in-house but we prefer they don't have to advertise in-house and if the position is putted forth for in-house and we don't advertise outside so athletics are just because you're you're involved with student data and student information and birth dates and faith numbers then nine times out of ten it's better for a staff member who have access to that information if you are having somebody from olsens to be the wasn't a coach who didn't have that kind of training to be the athletic director now they're they're they have information from every student who plays athletics so sorry i apologize it's happening your first meeting that's fine so we take somebody to make them income enhancement right we take a girl that works in the accounting office and we make her an a.d she's never coached anything in her life but half of a volleyball not a volleyball cheerleading season where she quit as a head coach right so now she is the boss of all the coaches she's never sat through a football practice she's never run a sprint she never shot a basket she never hit a home run she's never done anything sports wise and now she's bossing and getting paid to boss around coaches okay and the coaches have no choice but to toe the line right they have no choice but to total line which means you're going to play the state playoffs and they tell you can't leave until 12 o'clock when you it's a saturday and you could leave at 7 o'clock in the morning and she stands in front of the bus and says you can't leave until 12 o'clock right going to play a state playoff game right can't leave until 12 o'clock because she's never coached a minute right she's never coached a minute and now she's the supervisor of coaches because we want to enhance her income right so now you're asking coaches to coach for somebody that has no athletic experience at all none and you wonder why you have coaches that are disgruntled huh you have you wonder why you have coaches that are disgruntled you have coaches that are disgruntled because they have no leadership they're kenny farmer was the athletic director he'd coach every sport known to man since king you know adam right so of course he had natural respect from everybody when kenny farmer said something julie thiel coached sports everybody understood that from julie but then suddenly we got into this income enhanced ancient thing right and so i'm not going to prove any athlete director until first i like to have a job description what is the job description of an athletic director what is their responsibility who who do they answer to and who are they in charge of am i wrong if you guys think i'm being going on my way here okay and um and then i like to know why we can't just have one person even if we pay one person eight thousand dollars why we can't just have one person that does this why do we have to have a d by committee huh and um so you might have 10 football coaches show up applicants to show up for football but the a.d decides who we see right all we see is these names here you know so if he doesn't like joe blow his name is not going to be here right he might say this guy can't be a assistant football coach because he's having an affair with a high school girl right he might say that but then when it comes down to well have you called the sheriff's office about this no but his name just doesn't get brought up to you guys right just doesn't get brought up to you even though the head coach is saying i really want this guy he's a valuable part of my program huh because of rumor induendo he can't be an assistant coach so i understand you correctly mr guthrie you're asking for a job description of the athletic director the responsibility they report and i think there should be something about qualifications also to be an ad because sir you're asking them to supervise coaches right you're asking them to supervise coaches and so it'd be like me trying to come in and supervise the school right never never stand for that so bonnie is this something that on wednesday you might ask to table that that portion so we can i would you guys can vote if you guys want to vote for it that's fine but i i i want to see and i'm not just talking for myself i'm talking for all the coaches i hear this from all the coaches right so this discussion needs to be had our bird is back he hadn't been there for years back coming at the door um yeah i think if i remember correctly we can actually on this pull out those two and say okay we're going to table these the two athletic director ones and then have more time for discussion and looking in review of that information and still vote on the rest of them so i don't know what impact that has on our teams right now what i'm going to say and you can you can stop me and say hey this is inappropriate you can't say it so i had one of my boys that graduated this year hang himself last night i wanted to spend time with that kid in the weight room as soon as the season was over because i knew that he was endangered right i wanted to spend significant time with him and i got locked out of the weight room and the gym huh i got locked out so i was unable to do anything with that kid nothing with that kid right we never heard that though of course you didn't hear that of course you never heard it right you know why i got locked out money because i dared walked in with her on that um employment agreement and so he penalized me lonnie appointed order i i am so sorry i i i understand how upset you are but it's not it's not an agenda discussion i apologize it just there's a lot of respect a lot of responsibility into this coaching athletics that well sorry about that sorry about my rant so okay anything more on the extra pay positions if not the next item of business is the approval of addition hours for the sped director kelly aaron code due to unforeseen circumstances mr anthony delaila and roger our choose fed teachers won't arrive until august or september in addition sved's secretary's last day will be the 5th of august ms erin cohen needs additional hours not set out under contract to get the special education department ready for the new year the administration is requesting shelley work 1-5 p.m from july 11th through the 21st and full days the week of july 25th to 29th uh her contract starts on august 2nd of 2022 this is a superintendent's recommendation that we approve the additional work time for shelly erin cohen's half days from july 11th through the 21st and one week of full days from the 25th to the 29th that's correct mr hopkins dr as dr shabolz has expressed a concern just to make sure that so that the special ed program is wednesday okay next item in the business is the approval and adoption of the proposed financial year 2023 budget az revive statute 15-905-a requires governing board of a school district to prepare and furnish to the superintendent of public instruction and the county superintendent's office an adopted budget by july 15th of each year ms smith will go over the 2023 budget during the budget hearing superintendent recommends the approval of the adopted budget for the 23 financial school fiscal schools well i would like to start first of all by saying i have done this for two decades plus and this is the first year ever it was the last pillar of finance rules and that you could never adopt a budget that was higher than your proposed budget and house bill um what is it 2866 was passed by the legislators the last week of june and knowing that we can't adopt higher than our proposed they gave all the schools more money and said oh and by the way this year you can adopt higher than you're proposed so i tried to do a little memorandum here that let you know what it is and basically they increased the base support level which is what each student's funding is based on they took away the teacher experience index which we just captured last may for the first time we put it into the this year's budget but they also um increased our group b weights which is ours our sped counts and so overall they took some things away to simplify the formulas in the future but our mno budget is going to be an additional 182 more than we said it's going to be last month and our capital is going up by twenty eight thousand seven hundred thirty five dollars and we can always use that so it is the first time this has ever been done when we do our finances it's a series of calculations and formulas that they changed this year at the last minute but we go through these and it's it always comes out so much money per atm so they've also increased our atm with that speculated count you always you never make money instead you that isn't your decision and anything but it is long over to do to get this they even gave us a little bit more money for textbooks this year since the last two decades has been 69 for every high school 912 and they moved it up to 70 something so i think every couple dollars we can get towards this so they expect it to be spent in the classroom or in classroom support which comes down to the actual classroom where teachers are working it also goes for speech and language therapists the library and nursing so that first layer that encounters so they expect that increase to show up there when you do your budgets and your annual financial report um luckily it didn't affect our taxes even though we're getting more money because we get maxed out on the qualifying tax rate so so this is great this is good news yeah you got more money it didn't cost me anything and so um and also i also wanted to say because dr saltero and i had a nice conversation about this i basically made made decisions on what to do with this money it was the last minute this happened and i wasn't even like i thought you were just going to do the drop down from proposed to the factory then i realized oh hey i could rebuild this budget and do all the calculations again so when we put it in these in these cells you might want to call it we can move it later when the if the need changes and that's what your budget revisions are for right now it's just kind of uh a good educated guess where the money will be needed but we have also i found out our utilities going up extensively you know and so i'll have to probably shift money into there but this is not a year-long commitment this is to extend the budget we're allowed to spend yeah so i can talk about this for hours anybody want to talk about it um so i was curious um i asked just from a qualitative standpoint what does it mean for the district to have more than two hundred thousand dollars that we didn't know we were sure sure well uh mr hopkins miss robertson means good news it's just a matter of you know where do we want to apply this funding what resources uh minimum wage increases benefits that's that's good to have also um resources uh uh can include uh you know one example possibly a speech and language pathologist may be available these are just brainstorming ideas that smith and i talked about uh speech and language pathologists possibly um trying to have that person here if it's possible you know once or twice a week in the other days remotely so we have that staff member here versus other resources that we have to use right now um there's a there's just it's we're evaluating all the resources and what we need as far as also uh and talking to ms smith any kind of additional security measures as far as for school safety to look into um possibly cameras more cameras for for school safety security these are just possible topics but it's good to have these additional resources this additional money as she said and and now we at least have something to to work with to help to help our school our entire campus it's it's a it's a good challenge to have it is and i'd also like to say as we were talking about earlier inflation this extra money isn't even a couple with the cost of fuel the diesel fuel and that goes for the field trips and the sporting events and the minimum wage but schools we always find a way to make it work but it is so nice in all this rain of inflation that that we have a little extra to help us is any of the extra going to the elementary level um it's it's per per pupil and so it isn't necessarily whether it's k-8 or 9-12 i mean our staffing we tend to do that way but not not everything is we you know electricity goes to maintenance so yeah i understand that but i noticed that the books uh was increased on nine to twelve for the textbooks yes yes and i know the little ones need to have new books exactly but they never allocate textbook money to anybody but high schoolers i know i find that very terrible yes yes it is they do a lot of paper and workbooks which is good you know it's a lot of hand they have to write things and we don't want to write textbooks but um yeah it is something else i when was the last time i don't know it's probably places but they go to online now so there are this is good this is good to have as far as and just we can explore uh some of the options and it's always good to move forward collaborate with dr chabots on what are the needs at the school and get his valuable input so i think this is this is a really good step in the right direction okay sure any other discussion then last item in business is the approval of the disposal of library books donnell connolly has weeded the school library and is seeking board permission to discard 307 library books these books are recommended for disposal based on lack of circulation and condition it is the superintendent's recommendation that the attached list of books be approved for disposed [Music] remember the first time i looked at one of these lists and we had a book from the 40s on the list so it looks like right now 64 is the oldest book that i've seen yeah by wednesday you almost had me on that one but you know she she did a great job she was here and she was i mean she was here early and she stayed late and so just from my perspective she really put in a great deal of the next one is the agenda item to add agenda items oh we have um report on graduation rates yes okay sorry says okay you're in this cohort this is when you should graduate this year okay so we did have six students for 2022 who did not graduate who were in that cohort only one of those students was on campus that was one of our severe needs special ed students and showed up every day this has nothing to do with the dropout part of it but the kids showed up every day worked his behind off of course i can't say any names tonight you all know most of the kids and according to the state who'll never you know be able to graduate with with their guidelines he is allowed to stay until he's 20 um here on campus i have not heard of if he's coming back or not next year but um he's wonderful to have on campus so he was so he was one of them our other students that didn't graduate the last one that was here was in 2020.

so if you could be there we'd appreciate it um other things you're welcome to there's some meet the teacher nights that you're welcome to go out to um there's some other events that you could always pop into that we um but these are the two big ones if you can't make these we'd appreciate it the last thing that's not on here that I wanted um let you know is we've been in contact with the aspa about a training that we had talked about we're trying to come up with some dates and we'll get that out to you and again that's on kind of board procedures and communication was the first one we want to do they have that in place it's a three-hour training we were thinking initially about before board meeting but after three hours I don't think anyone wants to do a board meeting um of training so we probably are going to pick a non-board meeting date but we'll get those dates to you and then kind of do figure out who what David fits best and again we'd have we'll have two candidates that aren't on the board and we'll invite them to be part of the process as well started with lunch uh we can do a lunch seriously I thought that's a good way to start it absolutely um that's my report any questions concerns yeah I understand all the issues any questions all right thank you let's move on to item 71 Financial reports Mr Livingston they are present under the board Administration staff ladies and gentlemen for the month and actually the year ended June 30th 2022 um at this time I have one report and that's just from the 2122 Ledger the last month's activities at the August meeting I'll have two reports there'll be a few revisions uh in the month of July that will belong to last year and there'll be a report for that and then there'll be the report for July that belongs to this fiscal year so I hope we can get away with just one of those months that the August meeting with two reports for the month of July uh the month end of June 30th we'll stick to just a monthly activity if I look at the three-page report I gave you I see that there's 3.7 balance available and that includes 232 000 of encumbrances in our operating fund and those encumbrances are primarily there's some salary we have APS in there for electricity for forty thousand still a lot of those purchase orders are closed and we do have some delayed invoices showing up in our 610 capital account there's 5500 so we're still in cumbered so we went from over 560 000 I believe it was in our May report for the capital for still encumbrance down to 5500 and two of those items were actually we had some bands we ordered the bands were over 70 000 for two Ford bends we're not even going to take Deliverance of those delivery of those at all they've been canceled anything on order with that standard support in Phoenix is not even going to be available we've had those in place for a year we had two buses on there totaling over 350 000 that's been rolled over to the next year if we ordered it was in April just to get our line our hook in the water so that so you can get our line onto those buses so they'll be here probably Christmas those two buses so that leaves us with just 5 500 and covered in our capital funds and if we move along we see that total revenue or that's a new line on your report on the third page of the financial is the one called cash flow analysis I put a little line under the revenue and a little line under the expense side as of the end of June 24.5 million received in revenue and 24.7 received or spent in expenses and just two days ago we got our rollover Equalization the state we're a we're a district that receives State Equalization and that's about 60 of our operating fund Revenue the other is of course local property tax and we've got another 1.6 million that hits the 21-22 year after it's received July 10th and it gets pushed back so that number is not in here but it will be at the end of the the next report I gave you for the month of June year in so it all belongs to the 21 22-year Vector so they just like to have that opportunity to collect summer revenues and distribute them on July 9th or 10th and then they belong to the prior physical so that will turn that upside down a little like one uh I guess it's almost 200 to 150 000 less revenues to a surplus of Revenue overall district-wide and that primarily coming into the operating fund there's some big grants but those big grants that 2.5 million and sr3 for example covert 3 takes us till September of 2024.

so when i put together the override last year or wrong for the proposed budget the forms had to come out in order to help out for the new calculations i missed two steps and overestimated so that is why it is what it is now it would be nice to have not trust me i would much rather have what i estimated okay the only other thing i have is that i would like the record to show the amounts that are in the contingency funds of 131 5121 in the the three funds and 192 0707 in salaries now you had mentioned to me greg that the 192 was available to pay for raises in january yes sir but wouldn't that be anticipated in the budget that's where it's at right now you ask for where contingency money was so there is contingency money within the salary codes that way when january comes we you'll have money sitting there already for raises we have money there over time and we also have money there for any um buyouts but the projected salaries on the internet is about a million and a half does that include the projected raises yes okay and also within that you know because each each category has their own salary line so if we go within if we 192 000 carryover we'd still be able to handle those razors in january yes thank you okay so we spoke about the bond payment i don't think we can say this enough just so and i'm going to get the paper again and those of you that are newer here that we refinanced our bonds when rates were low and are saved in the taxpayers over a million dollars for those and all we got was a little blurb like this of recognition so everywhere i can talk about it i'm going to talk about it so that's a lot of money right i mean so kudos to us for doing so you know take credit when we get it we didn't talk about um classroom shop fund we but we've got a 90 000 carryover in the classroom site fund of payments that we did not make from budget incorrect flash for school year correct because when the budget was set up for the last fiscal year we still had it set up with three different pots of money right and in order to have contingency money within those in case teachers came we planned for 30 000 contingency in each one of those funds so does so the 563 that we're projecting for budget year 2023 uh does that include the 91 000 folks yes that doesn't that does include okay thank you anybody else on the budget you all on the phone on okay that when there were extreme variances that we would annotate those experiences and i don't see that answer anywhere which is what probably created the questions when you see you know increases 88 percent decreases to 62 percent increasing to 29 right in addition to that when i'm looking at our our special ed program declined in special ed while we've realized an increase in number of fed students can you just define that policy so when we put the budget together and we're looking within spent um a lot of the decreases that we found are aren't dealing with like instructional staff so there was 18.6 down in instructional staff um within general administration you know that's down 62 and a half percent um but when you're looking at those percentages also remember that that 18 reduction is going from 1781 down to 14.50 the 62.5 is going from 2500 down to 955 955 and the reason being is we didn't have the expenditures in the previous year that matched what the budget actually was so some of that money was reallocated throughout the budget for in areas that had the need we didn't have the expenditure need within within the budget that we were thinking that we would have um it helps that we have two special ed grants so that's where a lot of the expenditures go and it frees up the m o account for other other items and then regarding our gifted education we spent a great deal of time this year testing and getting our faculty our staff involved education uh where did your feedback reflected in the budget and our increase in funding for the budget here to move forward with the gifted education program okay so the multiplier for gifted education is .0017 okay we have identified five kids as being gifted and they are included within the budget calculation sheets as far as our class b weights go so that is where that is actually is it's it's all incumbent so it's a it's a formula driven thing that tells us exactly how much money we have it goes in with that but i'd like to add that we do have a plan um to service our gifted ed kids this year with mrs romanelli who has a gifted endorsement and mrs cuevas and how we're going to work our reteach and enrich a program to service our gifted students within the school day so this cuevas can be shared she'll be sharing that information at our august board meeting as well on what the plan is that we find the likes but i also think when we talked about the gifted program we knew that the weightings provided by the state was not going to close so we're going to accommodate gifted in the m o budget yes and gifted does not fall underneath anything that we can do with our special ed grants although it is considered a and wait we can't use any of the money for for gifted retreat and so just again so that the record will reflect we have a population and enrollment of approximately 600 students and out of that 600 students we have five students um [Music] for approximately [Music] so we are going to be doing a screener for all of our second grade students so the third graders and fourth graders were tested how many students did we evaluate 25 students that were referred and in the end how many were identified i believe there was about five to seven there were five together the ninth stay nine but we still have those that are at the seventh and eighth statement that we would like them to take part in the gifted education program but the night stay night is what is recognized by eddy so identify my point is in the united states six percent of our students population being gifted and we're showing an estimate of 0.8 right so we will continue to accept referrals from teachers and like we said we're going to be doing the screening of our second graders to see who qualifies so again we will continue to try to identify our gifted ed students sounds like it's a roll call on the budget this is kais yeah this is alan yes mr mcgivin good mr owen yes mr ostrich okay so we are on to new business item b program program assistant and paraprofessional okay due to our increase in numbers of our special ed students requiring a one-on-one pair of pros or requesting a programmatic assistant and also we would like to propose a paraprofessional to help with first grade we have one pair of pro who helps the kindergarten teachers and rotates throughout the day and with the level of need of our kinder students going to first grade in order to truly have them ready and prepared for third grade to show the growth that we've identified as our goal we really need this additional person to help with managing behaviors and instruction in the classroom and you've preferred the additional sped problematic assistant and care pro positions second the discussion on the uh item the assistant are these contemplated in the budget yes okay and again i would just like to emphasize that our narrative doesn't um doesn't match the emphasis that needs to be in the budget it may be in the budget but i don't think we're really emphasizing the need to support our fed [Music] yeah this is alan yes mr mcgivin yeah mr hollery yes mr astrology yes okay i've been waiting to say this the whole meeting time for the content away because you remember once a cold always a cold that's right so there we go so here we have before you are continental wave roadmap roadmap to excellence which i mentioned uh we work with generation schools network um on this process started in april may we had our leadership teams involved our need teachers involved in the process so we will quickly go through um the presentation like you mentioned will be on our website as well so you should go to the second one is our mission and our vision statement that i already reviewed looking at the next line we have um our governing board did establish these three goals goal one academic rigor and excellence with the bullet points in terms of what the expectation is goal two safe and orderly learning environment and three financial strength so we are excited to announce that we do have governing board goals that will be approved today to again be published on our website next slide um the continental way the district roadmap to excellence so we were looking at truly our four a's we want awesome character we want amazing attitudes we want an a later a letter grade from the state and we want an a plus state recognition so those are our four a's that we are working towards what we did as a team is we looked at board goals and aligned our smart goals so in goal number one academic rigor and excellence in establishing high expectations for increased student performance as measured by the double asa which is the state assessment the essa state assessment um 10 of continental students grade third through eight as measured by assa who were below proficiency in june of 2022 will move to proficiency and above in ela and mathematics by june 2023 so we want to reiterate that it's the students who were below proficiency in this 10 percent it doesn't mean that we're not going to expect growth from our students who are already in proficient or students who are in the approaching category continental school as measured by asa will earn an a-letter grade by june 2025 letter grades by the state will be out in september and there's this ginormous um point system that we get for attendance for special ed students showing growth ell students showing growth our kids who maintain proficiency are kids who move from one level to the other so when the formula is all said and done they're looking at growth by demographics so we continue to reiterate to our parents that we have we have some students if you are an ell student you count twice in the formula if you are sped ell you count three times because you're in the fed count you're in the ell count and you're in the overall school data so um the formula is complicated so um the state department sends it to us we had moved from an a to a b three years ago when the state um i think we were frozen due to copen at a b letter grade and we lost our points by our approaching students who did not make progress into proficiency level so um we had a lot of students who were at the at the bubble at the cusp being proficient so we really know what students we needed to work with and highlight based on preliminary data we are very hopeful that we may receive our a better grade in september but again looking at having that grade for sure by june 2025 review of lincoln and concentra data 100 of continental teachers will monitor weekly by weekly student academic progress using standards-based formatives as measured by nwa map from august to may looking at safe and orderly learning environment 100 of continental staff will implement the pbis positive behavior intervention support systems to create a positive social emotional environment as measured by quarterly disciplinary reports student climate surveys and frontline domain 4 evidence through 2022-23 school year mr nathan alluded to our conducting of the security audit so continental school will work with state and local law enforcement agencies to conduct an annual security audit increase the safety of safety of the use of technology students will earn a digital driver's license student cyber security will be earned annually for all students which we have modules that talk about student safety in terms of cyber security and the teachers will go through those so the kids can earn their digital driver's license prior to taking their products home and also the teacher technology usage form will be signed annually by all staff in terms of proper use of school district technology financial strain maintain sound fiscal stewardship of financial resources financial school district leader leadership team will monitor expenditures of federal and state grants monthly using a google monitoring spreadsheet during the 2022-23 school year regular monitor audit findings to address material weaknesses continental district leadership team will meet monthly to monitor procedures enlisted to eliminate material weaknesses annually develop a capital needs strategic plan budget continental business and finance director will create and maintain a capital needs strategic plan budget that is informed by a capital budget committee which will meet quarterly during the school year we have um again the continental way this is us is the district brought back to success which is which will improve include focus on instruction our systems our leadership and our culture and then we have listed what our collective agreements are going to be in terms of instruction on what we're going to be working on college and career readiness positive peer influences goal setting and monitoring and rigor for all in our system site and district team equity and access provided professional learning and collective agreements leadership distributed leadership transparency mutual respect and communication and culture high expectations for all positive safe learning environment and family and community involvement and there we have our continental smart goals is 10 of continental students grade 3rd through 8th as measured by assa who are below proficiency will move to proficiency that we mentioned there's our monitoring of our nwa map and our pbis goals okay and we've also finalized um teacher practices and expectations so during our pre-service days we will be addressing each of the areas under those four domains with the teachers so that expectations are clear on what's expected throughout all of the domains i also mr larry martinez is here from generation schools network so mr martinez if you'd like to come to the podium and maybe share some of your thoughts and our work sure i'd be glad to and we have miss olivia by teach on the line as well michael first of all i want to thank everybody thank you for the opportunity can you hear me yes we can hi okay well thank you everybody um just on a side note as a child in high school in college i used to train up here i was a runner and just the growth that the continental has i remember the school when it's down in the corner we said i used to come up and run up through here in the dairy canyon so it's uh you know kudos to the continental uh family who has blown the scope to what it is now it's just costly in this room so starting off on this plan here what we did earlier this year and in fact mr jewellery was part of this team we had our vice president of generations closed network along with myself and teams from continental school walk the school and look at different classrooms and to gather information and data on the strengths and weaknesses within the classrooms and what was working and how to continue to improve we came together at the end of the day to assess and to gather information from all and put it together as a plan and then we brought in the whole school as a staff where we collaborated together with all the school with all the school district teachers to determine as teams within themselves what they felt was some of the best things that were happening and where do we need to improve we collected a ton of data i shouldn't say toughness kind of hyperbole but we can we gathered a bunch of data so that way we can determine what the areas were that we wanted to improve on as from the schools from the teachers so that this was all driven by from the ground up it was driven by the teachers and then it was put together with the staff and the administration will be determined what were areas that we wanted to continue to grow we gathered that data we came together with a retreat then to determine what were the big picture items what we called the big rocks so we looked at the big rocks on where we want to grow and we came up with what the plan that we have here so we're gathering the data that we have we determine what would be the big rocks that we want to address during the school year and then start putting together plans of action when we looked at the teacher expectations uh plc's how it's going to work putting into the place because we have we have the goals and what we want to look at and how are we going to achieve them so get with the leadership team of ms and miss rico and the rest of the team we were able to determine big points of interest that we're going to address throughout the year and how do we continue to grow it and the plan and the steps and gathering everything that we have as a team and from continental we were able to determine a road map ms patica did you want to uh add anything because ms batisha was part of the process also with she's the vice president of the student services and um mr banghart uh who's the vice president and uh chief facilitator for uh generation schools network was here also [Music] yes thank you thank you larry and i just like to say hello to everyone um i was earlier watching your board meeting but couldn't um speak because i was just in on the live feed and i just want to say it was just a joy watching your you guys your business in hand it was awesome um i've been in education for over 30 years and it was a great pleasure one of my highlights of my career to be working with this continental team i was a building administrator for over 17 years and now i've been with generation schools in my role for school improvement and a lot of different areas to go out for but working with continental um has been a true true blessing i want to give kudos to the staff the teachers that we worked with originally and then the leadership team that continued to work when i was there i was larry there at the end of june um roxanna vienna great just you know so thank you for that um larry did an awesome job explaining what our work was we definitely started from the ground up wanted to make sure that you know whatever worked and support we provide to this to the school district um was the work that the school and district needed and so that's why this continental way was created based on what the pool the staff the parents um the data showed it and what was being said so um i think that um there's breaking some horizon coming up for the next years um and i was very very pleased and you know like i said blessed to have worked with the team so just wanted to say that as well thank you and i did want to add that mrs machicha has experience in working with nwa map so in terms of using the data for reteach and enrich and for analyzing the data and analyzing growth we are looking forward to continuing our work in terms of the data analysis and having larry and olivia come in and possibly sit with us during some leadership team meetings with teachers at grade level meetings as we start to analyze data and have our data dues so we're excited about that as well so thank you well thank you it's been a pleasure and once again you know it's good to have everybody's input to develop this plan because a lot of times when when we work with other school districts it comes from the top down and here has come from the you know for the grassroots and have input from all and it's made a big difference with the having the leadership helping guy so i appreciate everybody's job and helping develop this from them the continental way on the cold house yes now you can join our club because the way well and also right remember we need to keep dirt right oh that's right okay we will get them in the mail for sure our new t-shirts for the year yes thank you thank you mr martinez thank you olivia thank you for staying on the line through the meeting we appreciate it we'll be in touch all right thank you so much everyone have a wonderful evening and um wow okay i think we need a motion to uh approve i move that we approve the continental wave roadmap and olivia thank you for helping facilitate to mr latham and ms guerras and miss rico i don't know you know but seriously this is some really good stuff nobody does this stuff right i've been around a lot in different businesses different careers and seriously this is some good stuff and and i know we've got the tools and the people and the money to make it happen so giddy up thank you okay this is so let's take us to the school events which uh believe it or not we're less than a month away here we go my kids are freaking out there are a lot of exciting events and if you can um just like to note that we have the july 27th we have planned a school safety town hall presentation and discussion for our parents and we'll be getting that information out to our parents to come and discuss any concerns all staff returns on the on august 1st the governing board all staff breakfast august 4th these market calendars we also are planning after our teacher meet and greet on the 4th to have our staff kick off at a location to be determined mr main is working on that with us so august 4th will be a long busy fun exciting day i'd also like to thank mr mrs ed you who are here um they have did have a catalog and type up all the counselor resource books that are going to be in the counselor's office by theme so thank you for doing that for us and uh we really appreciate it and they know that um we already had an idea of other things that we wanted them to do but they said we can't afford them volunteers also wanted to just let everybody know that on our district website uh we will be showing it in august but as i mentioned at the board retreat that if you go to district and there's there is a tab under teaching and learning that does have all of our curriculum which is where we'll we will be putting the additional resources and books that are being used and we are going to link link our soraa library catalog to the website as well but if you go on there now you can start to see all the curriculum listed that we are using okay so yeah lots of exciting events we're excited about the new year and to get it kicked off with our theme thank you all right any uh comment from the board on future agenda agenda items one thing i have is we will be having an executive session prior to our next regular meeting on security and we will be adding also the superintendent evaluation form and goals for the 22-23 school year so we have to do that in july so i don't know if we want to have the executive session start at 4 30 instead of five because we will be discussing my goals and school safety yeah well has asba come up with the superintendent evaluation form yes it was they did it last year it was little items so it's fine can you get that distributed yes i can send that to you now so that we'll have it i would agree kind of move into that as a as a template obviously we need to see it right i went to their presentation good i will send that to you thank you okay thank you and also um i'd like to see we do need a special board meeting which we usually have every year to approve an event agenda for new hires we still are interviewing and searching for a music teacher we have maintenance and grounds interviews scheduled for tomorrow we have the parapro and the programmatic assistant physicians that you would just approve today so we'd like to have a quick short consent agenda so they can be ready to start um prior to july 27th the new hires come on board so we're looking at either monday the 25th or tuesday the 26th can we do it earlier like before we could or we could even do a morning we've done it in the morning meeting like just a quick eight to four seven thirty whatever time will work should we narrow the day down first monday or tuesday monday or tuesday monday tuesdays are ready monday the 25th for a quick 10-minute meeting yeah go ahead i can't do it till after three o'clock how about 3 30.

not going to get into the reasons or my beliefs as a former teacher okay i i can read stats i know how stats can be manipulated i know that isbe had a whole different process during covet i get it but it's a concern and to not see it on our districts goals and tasks of what we're going to do to address that and see a lot of other diversity inclusion and all that sel stuff which is needed because of covenant and what these kids have gone through i'm not against that there needs to be a balance for academics right now westmont's doing better we're they're performing better it's cheaper to buy a house there you know we're gonna start losing things in our neighborhood because we're not focusing on the loss of academics and the loss of competitiveness that this district that i moved here for um i am in the community a lot lots of people agree with me lots of people don't but both sides talk to me a lot if you were to ask a lot of parents right now at the rotary fest on vacation or whatever what's your number one concern with this district right now i bet most of you would not know what that was because most of you do not have kids in this district in this age or coming up into it it is academic performance it's not inclusion people feel safe they feel heard they feel that the downers grove 99 is a safe place there's work to be done absolutely your district has made that a priority and i think that that's great academic performance right now is the number one people are concerned about the loss of time with block scheduling they're concerned about being able to retake tests they're concerned about losing finals they're concerned about um well they were concerned about this but you answer those questions they're concerned about you know homework rates a lot of places aren't doing homework rates you guys need to re maybe reach out to that community a little bit more because the number one concern of every single person i talk to no matter which side of the spectrum you're on was academic performance and i don't see any of that in your goals and tasks and i would urge the board to maybe add that to your discussions of how we can start bringing those things up thank you [Applause] i'll remind the board that the strategic plan was made after months of public feedback surveys parents community members and students participating in that strategic plan that was all developed from the work of the community so that's what the tasks all and the the strategic plan all originate from that's not administrative work that's community and outreach work any other questions from the board all right that's all i have okay we'll move on to communications and announcements uh report on legislative education network of dupage nothing to report uh sas said joanna you have an um i have a handout for everyone to see i'm not going to read it to everybody because you can kind of look at it and see what it is but it is a breakdown of the ways that it is the number of students that we have participating in the program based on ethnicity and which programs that they're in so if you do have a question in particular about this feel free to ask me now or email me later and i'd be happy to answer it in more depth for you terry the foundation uh no we're meeting uh wednesday chris anything on illinois school boards the uh what is it the uh urban board alliance symposium in september it in georgia members to register to attend the symposium uh i'm sorry i couldn't quite hear what you said something of georgia uh school board symposium in uh in georgia in september is open for registration so if anybody wants to go registration is open that's about it okay upcoming board meetings we'll meet again on august 1st for a workshop at 6 30 here and on august 15th again here at 6 30.

so in your memo and board docs we've listed the current mission statement and the draft mission statement that we've come up with and the rationale for why we chose certain words that we did the finalizing of the of the district mission statement is the board's work so what we've done is we provided uh the board with a statement that you can use as a starting point of a conversation amongst yourself so i think what the board needs to do is decide a do you like what we provided b you like what we provided but you want to engage in wordsmithing what we've provided at this time uh c create a uh want to spend time creating a new or tweaking an old statement or d talk about the process we would like to go through to eventually getting to a new and updated mission statement so we've provided as i said i believe what's now needed is for the board to discuss how you'd like to really move forward with this we've provided the information that we said we would based off of our conversations on june 18th could you just clarify for me i'm looking at the memo on tweaking mission statement but then i'm also looking at the puzzle filler pieces or two separate conversations the puzzle piece with the climate and culture yes one second let me pull that up can we table this to another day yes i mean for real because i will be honest with you i have just now received tonight the actual information from the july 18th or the june 18th we can do that definitely and was encouraged by ms samilton not to listen to the recordings until i had the information i received today so i'd like to catch up on what the conversation was before i participate that being said i like this draft starting point i i think it looks i think it looks a lot like what we want to see excellent yeah yeah i'm trying to find fault yeah i mean i don't know i guess if you want i want us to pick a yellow phrased word we have a lot more work to do tonight um so if we could if we all agree to table this unless this is a simple conversation that we can knock out of the way i don't know if it will be i mean it may be simple but i think it we should at least give it the is there a reason why you guys would not want us to table it so just one of the things to consider is we have our august 5th all-new admin kickoff piece that if we're going to change our update it sure would be great to get that to them so they could get it to their staff um and kick off the year with these things and this was to drive goals and this was also to drive goals and things along those lines right so it begins to set that context of those things and but i also totally understand that you want to invest time in the process and those things here i'm just pointing out yeah dominic's something that that i go through every year with the in some way shape or form with what the entire staff is you know just reiterating that you know the mission statement the vision statement the core values and things because these are all living breathing types of things so as as faith said you know if we could that would be great and if we can't then you know we have what we have and we're in the process of looking at it so you want to make a motion to table so let's just vote on the motion to table yes i make a motion to table let me get my glasses on i apologize um item 7.8 continued discussion to update the district mission statement second miss simultan aye ms swanson aye mr ploger aye mr doyle no miss johnson aye mr sirone nope mr gatewood hi [Music] all right item 7.9 as in regards to our current format for board advisory committees at the june 18th i shared that our current structure has been in place for several years now and my question to the board was does our current structure meet the needs of the board and when we prep and then we propose some changes to the current structure um a couple of the changes that we that we think that will come from this will be to want aid to benefit our current committee members by providing them with a more holistic picture of the district and be utilizing their current committee expertise from the work that they've done to bring more synergy to a larger group of people for the betterment of our district so with that faith would you like to discuss the uh shared or share the couple changes that we're looking at sure so at the last uh retreats we talked through trying to find and benefit both the goals of creating an environment for board members and district admin to have crucial complex conversations while also really valuing the expertise of our community members that are currently sitting on the board committee members to that end we then proposed having a change in the board advisory committee structure still having the four committees but now having that be a district administrator or people that were needing to be brought in for whatever topic it was uh plus two board members this would still be uh you know part of having an agenda having open meetings people would still be able to be at those but then if we do that we still really want to value the community members that have been serving in these great roles so the thought is is to invite all those people to be at one uh committee members for us a community advisory council or a citizens advisory council and then instead of having each group have their expertise have that expand so for instance when we're talking about finances we're also talking about equity or teaching and learning so that and it was ironic when you um mrs doyle were bringing up how would we do this for the financial piece if you scroll down in this the very first topic that i was putting on was if we talked about the budget what are ideas from all of those people to talk about the budget and the communication tool that goes out so then you'd have people that are very invested in finance but also have from other members of the committee able to give some insight and expand what was just worried a few people worried about and communicating about the finances in the budget expand that past that committee as well the board had asked for some examples of topics that the community advisory council could review or go through so this is a possible list but you'll see that there are lots of blanks and the board as issues come up could say we'd really like to have community input and take that to a group of people that are already vested and know from different lenses about the district so some examples could be the climate for learning on student ambassadors and have what are the finance and equity implications of that work when we get to our typical november schedule after the state releases student achievement data talking about the student achievement data plans and how that would be shared with the community and what our finance and equity implications so if you go through that community partnerships we still have the review of student rights and responsibilities but then you not only would have the people that are really vested in policy you would also have people from the equity lens from finance and from teaching and learning some of the opportunities we saw for improvement of this year when we were looking at board policies and you had a group of people that had a really great conversation and then board policies went to a different group and they also had a really great conversation but the two groups didn't have a chance to talk to one another then we were left with kind of silos of approaches and having to disregard one group's input or another without having a conversation of both and that's one of the things we're hoping to avoid by having the groups meet together can i i'm sorry i haven't had a chance to even hear about this or talk about this until this meeting so if you'll allow me to to ask a couple questions real quick just to make sure that i'm understanding what you guys already have as a base of knowledge i'm going to summarize what you're saying is for now we're going to have the current war board advisory committee members all be in one committee with in membership i'm here i'm seeing boe members could attend on a rotating basis or could be assigned um and then this is the current members but i know right now in finance we're low on members right um but ideally each of these committees has a minimum of of 12 people in them um so we're talking about 48 and that's ideally what has been in practice for 10 years since 2012 as a way to hold ourselves accountable to the community get more input from the community that's 48 people in one committee meeting right now those meetings are 90 minutes once a month obviously there's going to be some more to this to make that like logistically possible to have rich conversations because i'm not sure how 48 people in an hour and a half once a month can have these rich conversations that i really totally agree would be great to have and then i guess my other question is that is not something that to me would be transparent so i'd like to know what the perspective from you is on how does that make us more transparent to the community if we're now limiting community involvement to less conversation and dwindling numbers to get it to a more manageable number how does that make this transparent so i think it's showing the complexity of an issue from all different lenses and having that be more transparent as how the whole decisions are made from having multiple perspectives instead of here's what the finance committee does but it doesn't show how it right has implications other places so you're still getting silos like and i totally get that so trying to be more um you know transparent but also having other community members views spread to other community members and having an agreed upon whole decision not partial i'll throw my own teaching and learning members under the bus a little bit like we could spend money like nobody's business if you just said let's improve teaching financing cut money the same way right right and i totally agree with that i guess my question is more about logistics right so i mean there's a lot here to be discussed and i apologize again if this had been discussed previously but i'm i'm new to this conversation um i'm very concerned at i don't know maybe maybe we'll kind of like just some board members will get to go to this community as a whole and and maybe we'll rotate so this month it'll be somebody it that feels very concerning to me uh being left that undecided um and maybe that's what we're here to discuss but i'm i'm real concerned that how would we have these rich conversations with 48 people in 90 minutes wait that that did come up um i brought that up also and so um one of the things that i had said was like stand and deliver is not gonna work with 48 people you're gonna have to do something where you're having pods or something you have to get creative um and and i stated there's gonna have to be oversight with this for sure because and feed and feedback is gonna have to be collected um because i'm not opposed to change but if we're going to change we are going to need feedback for sure and i don't want i don't want to i don't want to step on what you're you're going with but but that's that's the truth i think especially when we were looking at that climate and culture building the culture of trust in the one puzzle piece coming back over here i'm concerned that the the reason and ally you were on the board part of the board that made the decision to start these groups so i don't want to speak to what you had done but or why but my understanding had been when i first applied i think dominic you and i had been on the original finance committee in 2012 was that there was a culture of mistrust between the community and the school and those were the ways that we could break down that culture mistrust and given that we are in a time where the community needs more trust i am curious how this will not um how this will build a positive culture of trust when it's taking away from the amount of community members that can already participate i don't know that oh go ahead oh i don't i don't know i don't know that that's at all what uh the recommendation is that they that they're taking away voices i don't think that's the way i understood it from that meeting at all okay that's what i'm saying yeah um i i know that over the last several years in the community that's all i heard was that there was such a lack of trust right from this body and from right from our community so having those those meetings or having those committees was not right that so i don't know that that is that is a sure a ratchet now for not doing not doing it it's not but how do we not take that away because it will it will take away if it wasn't helping can i offer that one of our concerns was a similar concern to what happened earlier like financing facilities you like like i feel like on policy committee i feel like we work sometimes the whole two hours on right policies and i look at this list and there's no way that you can get policy what we're doing all right plus all of what you're doing plus now we also have to teach people like i don't i'm not opposed to a committee of the hole right what what i asked was that you inform all your members what we were thinking about before we do this which i don't think happened judging from what the comments earlier but that's neither that's neither here nor there right now my my concern is that how much work we actually do on the policy committee yeah is is a lot and i feel like finance you guys go through a lot and i like i'm not opposed to hey here's you know let's let's take one of our meetings and let's make it a committee of the whole and see if that works out before you cancel all of the because i i like i understand that sometimes some of the other committees are a little bit more sit and get ours is not right like that yeah but i think we talked about um press plus yeah giving that to i don't know if you call it an organization but uh right so right right but you want so see i'm like i'm i'm still struggling with having somebody come up with a policy for our district right like that's i think that part of the conversation is for september when we bring the iasb to explain what price but if we're going to have that conversation about so now you're pretty much getting until that if i look at this list there is no policy on this list so somebody's already made the decision to use press plus if i look at this and i think about what we're doing i'm sorry just to clarify there will be four committees that's in finance policy equity teaching and learning so we're not suggesting a decrease in any of the number of the committees and i don't want us to say that we're canceling those committees we would still be having quite a few meetings around policy or around finance but it would be between district administrators and the board committee and still open to the public with agenda items in those pieces but it would be more of a dialogue and a discussion uh between you know the the leaders of that department and board members to have some really robust conversation but i think but i think what you're missing there is the community involvement because our biggest part of our committee comes from the community members who contribute like i i feel like if you're just telling me that that you want to like i get where you're going but i feel like the biggest part of our input from our policy committee comes from our members well i mean clearly a lot from staff but a lot from community you're part of that committee also john as policy can you share your perspective on that so i will be very clear and upfront i struggled with this presentation when we first saw it um and i did a lot of kind of my own little background work just to see what other school districts do and so forth um and also china checked my notes when we were going through um and we've had feedback from family and families and community members to say i didn't get picked for this committee or whatever you know and so forth so um i just i want to say two things about it um i see a huge benefit from having a so many community members that want to know just more than finance and feel like well they had to pick it just to get on there so they can have their voice and oftentimes they want to talk about things that are beyond the committee that they're on but that was where they came so i see a huge benefit to that like i shared in our retreat with mrs dahlquist and the rest of the board communication is key to understanding why we're making these changes or suggesting these changes with regard to policy and i don't want to put pit at the other the other committee i was on against but i didn't do anything on one committee and literally it was all work on the policy committee now i'm also an hr practitioner and formerly worked in a school district where we had press plus and it just did the work for us because percent of it is legal and we have to be very cognizant of that to keep ourselves um kind of in check and in line to ali's point we actually come up with a lot of things in our policy committee that is not picked up by press plus because we do have a district you know our district is different than other districts i think though that we could highlight what those policies are to make sure that we are talking about them in the continued policy committee and encourage feedback from the community so i don't want to look i don't know i'm just i i see all points of view well and that's the truth and we've headed this direction for a while so this is something that i know we've struggled with for years different board members on different committees because some of them are very specific task oriented things such as policy teaching and learning sometimes you can feel like why am i even here even with finance is as technical as it gets and as sicular cyclical as it gets you start to get to be like what a what are why am i spending my 90 minutes now right now because almost everyone is new we're spending it educating about it but in general so this kind of seems like it could be something that in some version could be the solution to to the what are we doing with the community members now that we have them but why does and why does it matter but we're doing this could have an effect yeah please please please jump in the amount of community involvement that we're having because that's the wrong direction to go utilizing them better is a great idea but i don't want less people involved go ahead dominic being in the finance committee for i don't you were there you were there your term limit six years yeah you were the first term limiter out being on the finance committee without understanding priorities of the district under exactly where is the teaching and learning you're saying for areas of equity yep is hard kind of yeah not backwards very constructive efficient mm-hmm um well but i mean i i had no idea we're making decisions and about you know what are you spending our money on and really that's its priorities you know how do we educate kids you know i mean just talking about finance without um governance or without you know uh strategy it really it was kind of yeah it's a lot of it it was i love the concept of putting the context in eugene and that was the finance committee you know and i guess we're talking that the finance committee was you know right not as sit in whatever you sit i don't even know what they just called that word he was saying that as um each of these groups individually yeah are awesome yep great but together yeah they can be greater there's more synergy as long as we're not cutting people out of it no exactly and i mean i don't think that anyone ever said that but i feel like if you can bring people together who have a particular lens by which they see things if they're sitting on finance if they're sitting on policy if they're sitting on equity but to have those discussions together brings about so much more robust conversations understandings so then they can take that information and go out to the community and have a different perspective all together because if you're sitting in equity and you're only only seeing it through the lens of equity but you don't have the context right finance or context of teaching and learning i mean you're not gonna get the big picture but i don't i don't i don't financially talk about the finance tools right yeah but but i think i know i think the piece that's about the concept at all like i think i've understood that i don't want to i don't know if you've got something besides logic to talk about for how does this actually work in practice but it could very easily turn into a two-hour lecture once a month to 48 people about what this is what we're going to do now go tell people and i would and that's kind of what i felt like some of our kids brought up a lot of things already so we need to get out of that kind of road can i give you my concern then jared should totally give his you go first no no no no i want you to here's my question here's my here's one example for colon 60 was purchases and contracts so i'm looking at bills for payment tonight and our committee wanted to lower that amount to 20 000 so if you're gonna spend if it's not something if it's not consumable there was some things in it and i'm i go through the bills for payment tonight and there's three examples where i'm like did we not vote on this and we did not so our committee sent it to the board and the board sent it and that was in march and it's now july and it kind of fell through the cracks well that's partially right which is partially on us right right yeah but you know i mean like so that's part of my concern so part of my concern is a i don't i mean clearly some of you aren't teachers but yeah try to have a robust conversation with 32 kids in a room now try to have it with 48 adults right and i i'm sure that there's ways and i'm sure that they'll figure it out like i just for my for my own two cents for whatever it's worth there's going to be things that are going to fall through the cracks and i think policy and like i think teaching and learning is important and i think finance is important but districts run by their policy i and if you remember in our retreat i felt that with our current committee we're not doing enough policy work like i think the board needs to take on more of the onus of that policy work and i think i obviously have a different perspective because i've worked with press plus but it doesn't allow you to fall through the cracks and that is a positive and i just want to point out one other thing we also have to have maureen in there and maureen is like you guys can't change that you guys can't change that so it's that's a we're paying you know extra to have her there and to tell us you guys can talk about it all you want but we can't change that because it's a legal requirement so it that's why it was policy and legislative though because the next step then is when she's saying you can't change that at school code is to take the legislative piece and say what do we need to do if we as a district want to change it and we can't right now what do we need to do to make it possible well i'm it i'm i don't know of many school districts and obviously i haven't surveyed them all that don't put policy in the hands of people that make policy i i don't know that's just my but i wish everybody could experience our policy committee because it's really good so from what i'm hearing everyone say i think it's i don't know and i'm i'm gonna make a huge assumption is that it feels like we're we're making there are two options or two not even options two recommendations that are on the table and i think that both of them beings being implemented would answer the questions or i don't know just from my perspective it would answer not answer the questions but it would um create the opportunity for things not to fall through the cracks for example in option one the all of those uh policies or committees to finance policy equity and teaching and learning are still there still meeting the community can come they can give still give input but even whatever work and please correct me if i'm wrong whatever work is done there can then be sent to this other community advisory committee to be informed and and talked about before it even is brought back to the board if i'm understanding that correctly but he wanted to get rid of the four and just make one right no the four would still remain so i don't but i also don't see the point of that because that diminishes the the i mean if you're going to have a higher level community group that the little community groups get to put their input to the bigger one that gets stuck what what if our community members committee members want to be part of that discussion and it's not about honoring the work that they do it's about the fact that there there's a reason to have the community input and i don't want to put one community committee over the others that they do their particular piece work and then bring it up to another one that feels entirely non-genuine that's not that way that's not what the motive or intention of whatever this is not something better to me though well i don't envision all of the work that comes through every single finance policy equity teaching in the wrong committee going to the larger group there's going to be have to be choices about which topics are tackled you know what that looks like we would know more about what policy looks like after we make a decision about you know about press plus we we provided another district that you know does this and lori that might help with some of the details and the pieces and having you know agreements and having term sessions of how long someone could be on you know this particular committee um and how do we make sure that we're not getting all teaching and learning people are all you know wanting different community members that have different perspectives having some people that don't have students in the district for example having all of that be part of this i did want to clarify we're not looking at diminishing this down to you know 12 people we would want everyone that is currently on a committee to be invited to be about refills needed so then we'd have to put out a process for what that looks like we would be expanding it larger than what we have now so it depends on how many of our committee members like if all 28 or 60 of them said that they're in but i think we've already had quite a few people from last year's committee say they aren't wanting to continue so we'd have to see how many we have and then invite some more the questions oh we're gonna hold you to that oh i said i was done asking questions keep a track of that one um that actually threw me off um so why why can we not because here's my fear my fear is we have lots of awesome community members who want to participate who we can we can argue whether right or wrong who feel like they're being thrown a curveball right now i guarantee it so why can we not still convene these committees at least one more time to get some voice from them and fi so that we're not losing people because that's what i don't want to do is lose people and get some feedback before we before we i'm not afraid of change i agree that something needs to change and i'm not even necessarily opposed to this what i don't like is not talking to our community members that have dedicated all of this time and energy and not making them a part of this conversation first and that's what i would like to do before could we when we do that yeah when we do that could we have when he talks to all his committees can we have one big committee meeting before we make you know what i mean like can we let's talk about policy let's talk about this one let's talk about four colon 60 let's talk about the policies that we sent to the equity committee let's talk about the policies you know what i mean you could literally run all of this through a policy committee which i clearly see here is not really the intent but i appreciate that we want to get people talking right but i think the the fear for a lot of people that will be on my policy committee is i'm going to lose my voice and i don't ever want them to feel like that either so before we and i like i before we get all the feedback like hey let's try it like i'm willing to try it and give it a shot and then kind of you know what i mean like it may work it may just figure out some kind of hybrid right yeah and i would also say i mean i know you said that there were districts who are doing it and doing it well a lot of the question sounds like it's around logistics so if we can get from the other districts who are actually doing it how they're doing it so that at least we can see if it will work in in practice sure i believe that uh a link to a really big example of what is shared at the retreat we can share that out again uh you know what it looks like with bylaws and examples i'm not sure that i understood where we're going next on whether we were bringing the group together to get feedback from all four or having a a sample of a meeting or if we were i think i think you need feedback from everybody but i also think that you're gonna have a lot of people who are don't embrace change so i think having one one committee like you envision and just inviting all of our members to the to the and like this is what we this is what we're envisioning right i think i think i don't think it's a matter of hey should we do this or not we know what we're gonna get i think it's a matter of hey this is what we this is what we envisioned tell us what you need for this to be successful yes moving forward and then how do we build that and if there's any blind spots help us figure those out and let's move forward together and then we need to be we need we need oversight on this so that we need to be prepared for there are things that are not going to work and we need to change them yep because i guarantee that this is not going to be 100 perfect so we need to be all prepared for this isn't working the way we wanted it to let's adjust yeah i just just for the community out there it's not really working now and it's not for some people it might not be for you but it might be for people that are sitting at home listening going i think this works great you have a different perspective though okay but but at the end of the day it's about what's going to need to work for our district not for the people who think it's working i get what you're saying latonya i genuinely do and i know that you're passionate about this and i support that vision that you have i really i really well but you do i'm not trying to argue you do have a vision for what you want it to look like and i agree with you i want us to see context i want this to seem more good but it's not just about what's good for our district because what's good for our district is to have our community feel good about what the district's doing which won't happen if they're not given a chance to not lose their voice and that's exactly what we want which is why we can't just decide this here for ourselves absolutely the other thing i can go with one meeting and have discussion and concerns see what we do we're all about voices here like the individual meetings amongst them the other thing that i um coming from with some background is that we used to get committees as a way to bring forward recommendations to the board and i haven't seen as much as that of that happen and where i see the positive for the more i don't know if we're allowed to call it committee of the whole because not really committee of the whole but this more integrated committee is that i hope to see and one of my expectations would be more robust recommendations coming to the board from one committee that has all the different parts represented so um and i think heather if you i mean you kind of laid out you know like what some of these how this logistically would look and how recommendations would get recorded and how you know you'd you'd um how would be more effective so i i really appreciated when you brought that up so if you can some of my previous experience is similar to what the what actually jen was also just talking about where we had monthly meetings we had two designated board of ed representatives we had community members come we had additional admin come but we had agendas we had minutes and we brought anything that came to the board for our committee came through the committee first so it was discussion it was then editing revising and then it was brought forward so we worked through the committees on high-level things and then breakout sessions and absolutely so coupled with that and i know that that's more of the committee as a whole what we also did was we called them community cafes where we had topics in which we invited the community in and they moved through different stations different stations manned by members of the school district but that we had somebody facilitating each station where it was a question of interest or a statement that we either wanted feedback on or just wanted information about that way whenever we held those types of meetings had the butcher block paper you know you see in some restaurants that way we always had someone taking notes so they could listen to the conversation and take notes and provide those out or we had some community members and there was some language barriers that didn't necessarily feel comfortable sharing verbally but then would leave lots and lots of comments so then we were able to process that also and bring that feedback forward so we kind of did an interweaving of both kind of more formal committees but then also some community events and forums where we sought feedback on specific topics and guided discussion okay okay okay so what did that leave us at can somebody figure that out well technically this is just an information item yes so i know but what does that mean for next i think we we bring back bring them together bring together our committees into one meeting and share the vision and see get feedback is that that's what i thought i heard but i wasn't sure i thought i also heard it share the idea of convening each committee as constructed now discussing it and then um each one individually or whatever you do like right now finance meets in the summer some of the other committee none of the other committees do as far as i know um so they would need to to convene something different i guess but we would just do it at our next one if that's what the intention is i was thinking that we were meeting all together and we were going to show them an idea of what we want how we wanted it to look was that i would like to do that i would like to do that but then let each committee discuss at some point in some way we've already afterwards we've already convened teaching and learning and policy we would be picking new we'd be picking new some new members right now and reconfiguring our committees our committees are done right so what i'm saying is that you do have some current members though so what might work maybe is to do a sample here or whatever you want to call it um of what this could look like so that our committee members have a more um informed way of looking at it than just our words or a piece of paper but they can experience what that's like and then after that you're meeting in a smaller group of some sort so what do you want to do first you want to do the big meeting first and then reconvene in in our group so we want to do the groups first and then re and then oh sorry it'll be all be conceptual if you're not if you don't meet with the as the larger group to show the vision and even at that meeting maybe there's that's when the breakout sessions happen because otherwise you're going to have to wait another month now keep in mind though by doing that we have to keep in mind that we probably are all going to want to watch the magic and we can't all show up to watch the magic we just can't talk okay have you met us you you remember that we cannot show up and talk but that actually leads to the next question that we will have to answer which is who who will be working with this um right now it's pretty balanced where there's a few board members that have more than one committee but it's generally speaking it's a little bit balanced latonya with the other rules typically you wouldn't have a committee assignment but this would change how that looks and that's something that i would be very concerned about making sure that not necessarily for right now but at some point i mean this is a future implication you you need to make sure we need to make sure that there's nobody that could be cut out of that process would it be would it be the case that they well and frank someone else might want them to be as someone who has been spending 20 to 30 sometimes 40 hours a week i appreciate not having to be in a committee meeting but only knowing that i have to go to four for a year so it actually i think that well and that's the point if i could clarify everything she wants just make sure that there's that the opportunity of everybody will be too big and members different every and board members each would have an opportunity still to select people to the group so it wouldn't be the group our board as a whole deciding who's in there currently the the board chairs for those committees have the right to pick the people that they want on their committee we all approve it but we get to go through the applications and select people that we know would bring something each board member should be able to retain that ability because it does each of us have our own perspective and we'll be looking for different things and i think that that adds a richness to the conversation that would be my other and you want to establish i would like it established in a policy let maureen say something i'm sorry yeah because this would be a board committee you all could be there oh yeah that's right because regardless of because you will post an agenda you will have you know you will have an agenda whether zero of you come or all seven of you come doesn't matter because it's already it's just like yes there's a quorum of the committee which speaks to what jennifer was just saying which i know it sounds like several of the committees have basically completed their work for the year i don't know how many of their members are still around but if you for instance if you have a committee that requires 12 as a quorum and if right now there's only five or six you don't even have a quorum of that committee to come to this uh this would essentially what i hear you saying is this would be essentially you would need a quorum of each of the four committees to come together so it would be a joint meeting of all four committees so i i think that should be in order to make sure that every group is having an opportunity i think it makes sense to be quorum but we have that in ours because we still meet alternatively if you first establish the four committees and then you could potentially say this larger committee is going to perhaps be six members from each of the four so then you have a total of 24 as opposed to 48 or 60.

so we have two students in 2020 um both as far as we know and you all know maria and mr casey make follow-up calls because it does affect us so we call a call talk to relatives and just try to get answers call schools and try to get transcripts um two two of those students of five left two of those students that we know of have gone um to mexico i i dare say back to mexico because i'm just not real positive i don't know the students like y'all do but i know some of them some originally come come come from there have family members there so two of them went to mexico and we didn't we just didn't get any other information from 2019 one of the students dropped out their freshman year no information and that was two in 2019 so dropped out pressure two of them dropped out their freshman year and we got no follow-up no follow-up from family students and or schools requesting transcripts one student that we know of 2021 so he's been in the district quite a long time he moved out of town during his senior year had planned on getting a ged is what he had told told employees here the year before i got here and um and we just don't know if that happened or not again um without saying names i did i did get the word that he left a pretty bad situation here in town family wise and that many people community members um had reached out and really tried but it may have been best for him but unfortunately we don't have there were no transcripts requested and or we don't know if he got his gdp so i went back a little bit more with the help of mr casey of course back to around 2018 and if we can keep the kids here on campus they'll graduate very seldom do they not i mean it's really tough now we make it hard on them they have to go through the credit recovery and and there's some summer school there's some extra hours there's the that they have to go through so you know some people would say well they just had to do that so all that school does is they graduate kids they just they'll just graduate and then others say well it's just two day you know it's kids just drop out because of all these different reasons so you can't really please both sides but for the most part if the kids will stay here and give it a shot we will push them and um which we did last year we had a last minute graduation but i mean the kid had to do work and that's all there is to it they don't get a lot of the fluff stuff i mean it is here's the facts learn it expand on it you know whatever kind of assessment you're doing that they have to do um they do have to do it they do have to do that and prove it um so the year so this so for 2022 our graduation rate would be 84.85 and the year before that it was 88.89 so it did drop and again those students were all the way back hadn't been here since 2019 it's interesting um this is just kind of a side note but from 2018 to this year many and maybe it's not that big a deal because we're in a small town but there's there's we can pinpoint family names and then so i don't know if that's called generational um educational dropout or what you may call it systemic um but we do have that there there are family names so that gives a starting point for when those kids are younger you know if we know kind of a family you know to kind of really push in academics and the positiveness of staying in and all the great things that we can do if you do graduate i know with uh kobe we weren't allowed to have as many visitors on campus so hopefully covered will go down i hear certain parts are going up but hopefully we'll be able to bring in more opportunities to have members from the career and technical sector of our communities to come out and speak and also our military which you have to graduate high school you want to get in the better you do the better the better jobs you end up getting um so we'll be able to do that as well i know that there's multiple people working as guidance counselors which almost every high school that you and i went to had a guidance counselor at least one some have teams of them and they're able to just monitor those kids and still their graduation rates aren't much greater than ours even though you have that so i don't know if there's a right or wrong answer i appreciate the board's concerned about it because that keeps it fresh to to uh dr soltero and myself the importance of starting from day one we really have to keep them motivated just just to finish and finish strong for some of them um you know is the key just don't give up towards you and put in way too much time and we put in way too much time on you let's go get out of here i know the generational thing is true because in adult education i've always been told that basically if a parent graduates high school their kids are 80 more likely to stay through and graduate if they graduate or get a ged then their kids are like 80 more likely to stay in school and graduate just because they've they've had that example set for them even teaching in the present i had students where i would tell them like you know you're in prison but you have kids if you're working on your education in here in this bad situation that really is going to tell them that this is something you know is important and then when you get out you'll be able to help them with their schoolwork so how many kids are graduating early going through the computer classes i think it's growing every year i don't know if it's all has to do with computer classes um i think the first question about this was that president hopkins had asked was something about the teachers the evening and our dropout rate that there was somebody had mentioned that at least that that was an issue i i can't pinpoint that there would be someone leaving but i will say that when you have less electives kids can graduate a lot quicker because they're not they're not doing those electives so they get on the computer and they will graduate early and whether and if we had more electives were able to offer which we will this year um that always keeps them in their seats and keep them engaged in something different and then that extends those other classes out when you put you know and you don't have those electives and you've got time on your hands yeah you can knock those not because i'll graduate earlier so i know we had like four this year and i'm not sure about the year before but um that may be a trend that keeps growing with online learning or it may slow down a little bit now that we have some some electives and hopefully those grow into more electives culinary being one if we could get you know build things up like the old days learning would you remember the marching band and so that keeps kids in school varsity sports keeps kids in school um so yeah so i'm just a little concerned and it may be unfounded and i'm more than happy to say i'm wrong but i'm just a little concerned that some of our kids are graduating a little too immaturely because they're doing a lot of credits on computers and now they're going from middle of their junior year to the end of their senior year and graduating you know what would be the end of their should be the end of the junior year and now they're getting out of high school and they have no no no where to go they're too young to buy a car they're too young to rent an apartment they're you know they're just stuck and so i i have concerns over that i hope that that we're doing the right thing by by allowing these kids to to get in that computer lab and and it's not from what i can see it's not the best students that are doing it it's more of the the middle of the grade kids that are doing it it's not the top of the the line kids i could be wrong there and um so i just i've had a concern for a couple years over that had a kid gradually at the end of his junior year and um he told me the worst decision ever ever happened to him he just wasn't ready to couldn't couldn't do anything at all you just stuck an awful right working at oceans and so i just i surrender to you that you have the right judgment with these kids and and we're headed in the right right direction with that piggybacking on that even one of our valedictorians like an extremely successful student expressed some regret of have having graduated a year early but he was missing out on another year of sports and friends and all the things that he would have been doing his senior year well i would think too especially in a town as small as ajo when like when you're the guy you're mentioning gets out then he realizes too like well all my friends are still in school i don't get to see my friends anymore because they're in school and i'm working i just don't know where the benefit to the school is you know i just but excuse me sorry i'm having a rough night question students that have gone switched to homeschooling are they registered to the state and then so you that's that's included um i don't know who to ask but i would love to get um these numbers going further back i don't know if the ade i can't hear you oh i'm just asking i would love for the handbook the board handbook i would love to include this data going back a few years so we can see you know what the trajectory is um so maybe one of you could point me to where i would find that information if it's ade or sit again just the graduation rates um going back further yeah going back more than just this year last year like a decade oh i mean if we could go back 10 years that would be that would be great um i don't want to make a ton of work for you i'm hoping there's a there's a place where that has that information yeah yeah yeah and it sounds good you know i just want to say something separate is is i just look forward to our to our collaboration i really do uh i've been meeting with dr chabot a couple of times we've had some good uh salient conversations of how we want to move forward uh ms smith also she knows her numbers she knows her numbers and and i really want to credit her on these reports i i i took them home on the weekend i write them friday saturday sunday i have them highlighted in different different colors but my point is we really have a good team a good foundation and and i also want to share that with you as my governing board um i called each of you today and and i'm going to keep doing that and just as a way just to for outreach to reach out and build our relationship but also just to talk to every one of you you know before we have a meeting about if there's any way i can be of any service to please let me know that's what i should do i'm superintendent and and i report to all five of you and i want us to have a real strong foundation as well moving forward so i just want to share that with you and also acknowledge our team miss angelina also has been working very hard so we have a very great foundation i believe to move forward and to really just make aho the model district so uh let's keep doing it and that's all i wanted to say we all love doctor shoeboys you're slushy okay so now we're on to the agenda item to add agenda does anybody have something to add to wednesday's agenda okay then now i have a motion to adjourn i'll second it okay hi uh mr robinson hi uh mr guthrie hi mr hopkins stuck in design meeting adjourned at 6 40.

so there's still some other big funds here but this is primarily coming on capitals any questions on the June year end at this point it's not completely true Peter you sure oh I'm very happy I'm very happy John did not get a call this morning uh go ahead and continue with the Student Activity okay so I went over these we have a new purchasing person her name is Charlene also and she just formatted it just a little bit differently so you can see there's about eight columns there if you start at the third column in and that's this one annual activity financial report Student Activity you go to the third column you see what cash was available May 1st and then she has revenue and it subtracts expenses and this is the way I wanted it a little easier to see you can see where we started you can see what we have for cash the end of June and then to the encumbrances to the right there are accounts that just have encumbrances that need Student action to approve these expenditures and then you see the golf uh golf club there we had a late activity at the golf fifty six hundred dollars for girls soccer and then you see HMS Unified sports that I believe just returned from a big competition and they have left a little bit of a budget there in case there's some extra expenses that hit at the last minute so overall they've still got 128 000 cash that's your final column on the right and a big portion of that is high school student council there are healthiest Student Activity program at this point that's that's a little that's pretty similar to where it was when we started fantastic thing item eight a through H is our consent agenda if someone would make a motion to approve the consent agenda items a through Humble second all in favor all right thank you you're making my job easy all right item nine a is our student worker position for CTE Mr prayer for you to come to this one sure thank you do the best I can members of the governing board Madam presidents um coming to you also let you know that a culinary arts program is thriving and Mrs Boris is uh doing an amazing job over there right now her enrollment's in that class and her program are amongst the highest of any of our CTE enrollments on our campus right now um this past school year there had been significant expansion in what she was offering to the kids and the activities she was doing I'm getting the kids out to the community more get more exposure with um uh real kitchens more so than just our fast food restaurants here in the area she attended probably three student events that were you know leadership or competitions so she was been very very busy very successful in what she's doing and she's running herself ragged she's very tired um so what I'm asked what I've what I'm asking for is to um had a student internship for that position or for her classroom her programs our agriculture program has a farm intern and a greenhouse intern um so what I've done is I've reduced them just by five hours and I've added five hours more than additional five hours of added to culinary so in total we're only increasing by five hours but um hopefully going to be able to add a third intern to our CTE programming um one of the main things that that student responsibility is going to be is daily uh adhesive class which is the organization in preparation for the day of cooking uh whether it is ingredients whether it's utensils whether it's some of the kitchen machinery and that person will be responsible for helping with sanitation requirements and helping Mrs Boris also with any of the laundry that she needed to do with hand towels paper ins or or Chef hats so overall just to be an amazing opportunity for Mrs Boris to have an assistant worker help improve her efficiency and yeah that's that's the goal of that one this would be a paid intern then it's a paid intern yes how many hours a week 10 hours a week 10 hours a week yes Brian I'm gonna just one quick confusion on the title the title of the agenda item is student worker position versus intern is there a legal difference between the two well I maybe I put it in there around but it should have said intern position okay right right definitely should say institution I think the internship the term internship means more than just student worker they could be sweeping floors yeah so in an application process and I believe online and also um and advertised as an intern Al is it an internship um eligible for credit hours I do not have that tied into classroom credits this time don't appetite into that in our paid it's a paid position so um and paid using CT funds correct yeah so they they're curious sometimes thank you good question I've seen the operation in there multiple times and this is definitely a needed position it is definitely helped out this Boris as well she's she's grown exponentially it's been one of the best Acquisitions in a long time with the CTE department so yeah uh with that first following questions or comments I'd entertain a motion to prove a student internship culinary arts all right we're so move with that language thank you for a second all in favor aye aye I think item 9B autism training pay increases protect would you like to Institute sure so um with the autism program that we're building the aim program um the paraprofessionals which are they're going to have a different title than that but for we call them cats um certified autism technicians they will be required to take more intensive training so that they can meet the needs of the students with autism it will work on behaviors ABA it will work on de-escalation at a much deeper level restraints that are safe just learning how their minds work and how to support them and it's not just something that anybody can just walk in and do and so what we've come up with as a trainee three different training modules that address all of those key areas and the salary or the parapro hourly or cat hourly rate would be 14 if they're brand new with no experience and then as they change as they progress and complete each module they would then receive a dollar increase for each module to then end up at 17 an hour if they started at the 14 an hour base if they start higher then it would still be a dollar um because it's Non-Stop and they're going to have to have a much higher level of training than a typical paraprofessional position in the district even in centers or anything like that because the program will be much more intensive so I would just like to propose that we have that pay schedule for them upon completion of each of their modules that are required questions on this Nicole do you have an idea about what the total cost impact of this incredible increase would be during the during the year um so there's there's four positions we only have one filled now and that's another reason for increasing this is because the type of work that we're talking about these are people that will get spit on and have a restrain and it's a very physical position and so if you figure three dollars an hour that's really three dollars and sixty cents an hour um and each of these employees work about um 1500 hours so it's you're probably talking fifteen thousand dollars annually if they do all three if we get all three if we get all three positions and they do all three levels yeah so it's not a significant amount total but it's significant for your ability to find people yeah and fill those positions is that what you're saying yes we want to be able to find people and then we also want to be able to retain them because once we put them through all these hours of training it's a lot of hours and a lot of work on our part you know Manpower and we want to make sure that we're paying them at a rate to where they're willing to stay and we're not having this turnover especially for those and that upsets the whole classroom with those children when they have person you know coming and going all the time it's it's really hard so that's the reasoning behind it I just I need I just need another total impact and your ability with with these dollars to fill those those positions and you think you can hoping so we're off to a little bit of a slow start but yeah um I just have one I have teacher and then I have one person one cat who's interested who actually wants to be in the position I have three more to try to find so we're starting the program very small obviously because I need to have enough people to safely care for these children and so yeah we're hoping to grow it as I can get employees and Nicole how much so these are kids um that we would typically send to a day school um call this end that's filled we don't have they don't have the capacity to take these kids and so how much does a send charge per kid depends on if they have a one-on-one or 65 000 a school year so every kid that we bring in-house is is you know saving the District 65 000 but at the same time we're hoping getting a better education and closer to home we don't have to transport and things like that and Cindy you were going to say something I just did the maximum total impact is twenty two thousand five hundred compared to sixty five thousand yeah for every kid that we bring in yeah okay um yeah Nicole one more question I I'm sorry but the whole aspect of autism of course to me is scary uh the rapid increase of it in our population do you have make sure you always have more than one person in a room with the kids oh yes I just I I'm totally unfamiliar with the details of how you're operating a program but from the stories I've heard I'm very happy that you said that oh yes there always has to be two adults present I would like um if they're not in there already as one of the rooms we've had to make some adjustments too because of the fires but I would like to have camera in there also at all times just as an extra measure also but yes they always need to be there supporting each other and I really really really am hoping to at least get a thin in there before school starts at least another person [Music] yeah any further conversation great again I'll entertain a motion too approve the increase cats our hourly wage by one dollar per hour per completion of each module so move second does that helping all in favor all right all right certified athletic trainers [Music] Madam president under the board so um yeah today I am going to talk to you a little bit about the athletic trainer position uh in the years past uh the position of athletic trainer was uh filled and funded by the center of Professor physical Excellence it was a partnership we had with the center and um it was a it was a great setup unfortunately as the years went on we would lose athletic trainers to different positions and it got harder and harder to fill those positions uh mainly because of the schedule that these trainers would have to work uh the way this the center had it they would report to the center and then later in the afternoon would come to the school around 12 or 1 o'clock in the afternoon and then start the uh the school pretty much their school day event and then depending on the the work week depending on their schedule they would have to go to all the uh the sporting events or home sporting events um so eventually a center for a physical Excellence would ask us to kind of fund partial uh salary for the for this position so we went from getting fully funded uh to where I would have to uh where I went and I pretty much charge each program about 500 a program kind of transfer that money into this um this we also asked a site Council and CTE as well so we were getting funding and the foundation the foundation exactly so we were getting different pots of money trying to get this position filled last year we couldn't fill the position our athletic trainer took a job with the northern Arizona Wranglers and which we were so very happy for him but at the same time we left us without a trainer unfortunately we I went unfilled so we had last year we relied mostly on paramedics when needed and of course you know unfortunately coaches coaches are not equipped to really you know to do one of this especially the taping you know the pregame stuff a lot of that stuff went by the wayside I even saw medical parents well and also for football our football coach's wife thankfully was able to be president of other games as well to help with that she's a medical professional as well yes there were games where parents would come off the uh to the field off from the um from the stands so of course you know needless to say it was noticed the lack of having a trainer was noticed by coaches parents players you know it was a big impact so tonight um we're asking to um establish a position for a full-time certified athletic trainer I'm going to read off my notes here so to fulfill the board in athletic Health Care at Chino boat High School the at will provide injury injury prevention immediate emergency care injury evaluation Rehabilitation reconditioning and record-keeping duties for the athletic program excuse me the qualifications for certified athletic trainers within the state include at minimum a Bachelor's of Science degree from an accredited college or university and successful completion of the national athletic trainers Association Board of certification exam in addition the State of Arizona requires 80s and licensed and certified in the state um I think I included a packet for you guys to take a look at all the uh and this packet I put together with Laura Markey from the center for physical excellence and um our former trainer Travis Delaney as well so uh we're looking to find a highly qualified trainer to recognize trade and rehabilitate athletic injuries and illnesses as well as organized a comprehensive system of administration for the Healthcare System to see at Chino Valley questions I mean sure I didn't see any budget information on their agenda for the Twitter's positions yeah so we're looking at [Music] um so the teacher's base salary is 37 000.

yeah i think that everybody in there should have a chance yeah yeah so that's just something to consider is right now it sounds like some of the uh there's a lot of details committees need to be repopulated before perhaps you can take this next step but if we repopulate before they even know what they're signing up for and it's going to be different it might well but i think but there's nothing wrong with sharing with the community that this is the vision and this is something new and if you'd like to join the committee and you can embrace kind of riding the wave then go for it well then i think maybe what you want to do is call it a special board meeting inviting the members who remain from each of the four committees so you're not requiring a committee of each of the four you're just requiring a a quorum of the seven of you invite and then there may be four from teaching and learning there may be 12 from policy but you know whatever if they come into this room then you have that conversation try and have that meeting with without worrying about do we have a quorum from i like that and i think that's appropriate i'm trying to get up because there's i mean yeah the committees i mean because they are not even really always well attended and you know depends on the group so and they may decide they don't want to come back so we can't control that and that happens every day yeah every variant no i'm saying that the people who are no when all of the committees who are no longer meeting in the summer those people may not want to be a part of the committee no matter what it looks like so doing it the way that you're saying it would ensure that the meeting would happen yes versus what about the committees that are heavy on staff members we might want to consider the timing on this the commit some of the committees per i think teaching and learning it tends to be a little heavier on staff matters no not at all no not anymore oh that's changed then oh good no that's good wait there it happened doesn't have any staff on it we all we have faith every time and then she brings in that has that is very very different and i'm really glad to hear that but we do have we do have staff members on ours and they are able to come which is very kind of them their 12 month employees but if we have teachers that want to participate in these that have been able to participate in these will want to think about being respectful too i would love to move on we've got a lot to go okay well calling a special board meeting of all the members is kind of where we're going and then ursula provide what board members are still on are still have term terms left thank you and when when are we talking about this like next month next week what what are we looking having i mean obviously not next week it's gotta be early in the year well i mean before or after school starts i guess that's my question well when school starts like whenever we would start with the committee like in august or september or something okay that makes sense try before you buy it i mean really yeah all right let's do this please i [Music] this was the last big one i think right we start singing i learned some new songs today so if you want that but you don't so august 22nd we'll bring this back the administration will work on the logistics and what that looks like and then we will convene the big committee in september sounds good and then and then there'll be a follow-up in our in your smaller group in our smaller committees and we'll bring back feedback yep thanks maureen well thanks everybody because this is a change is a hard thing i think that i like where we're going and we'll just see how we get there and what it looks like at the end it's got a lot of features yeah yeah so we'll figure it out yes well it might be it might be a three wheeler rated a lot of the concerns it's a vehicle all right item 7.10 thank you is information on renewing our lease with cotg that is set to expire this november dr pesci yeah and just to clarify for the board so you know what uh what we're looking at is xerox is the equipment so we have xerox copiers but cotg the chicago office technology group is one who provides service maintenance and things of that nature like parts toner staples so what we're doing in this lease is we are buying 79 devices for a dollar and cotg will continue to support those but in addition we are going to replace 50 devices that are at the end of life and are no longer quality machines so the new lease agreement in this one is only 36 months to give us a little bit of time a little bit of or a little less time instead of a five-year lease to see if we want to make any other changes after that um and uh just wondered if the board had any other questions about the lease agreement that they saw does this have to go out to bid um this one does not have to go out to bid uh technology uh they take into consideration the quality of service and what they're able to provide and this one specifically the reason why we're sticking with xerox and cotg is because we already have about 500 of those devices in our environment and so we're just um swapping out a few of those and not dealing with multiple technologies in our environment and i realize you will not be able to answer this question tonight what did i just thought of it well so kovid did a lot of things and put a lot of things digital so i'm wondering how much less slash printer usage slash yeah you know and that would be something good that's a conversation we always have about how can we digitize our materials and what can we do and i think it's something that we'll continue to look at but i just wondered if you can look like pre-covered what we bought in paper versus post covid yeah we can take what we have in paper scale is there anything i can start signing now but this definitely keeps our buildings kind of status quo with the resources that they have and the resources they need to continue with the curriculum and materials that they have now and like i said this is a three year lease and over time we can evaluate that and take a look at that picture with the technology group thank you dr petzke any other further questions and item 7.10 all right moving forward on 7 7.11 is information on road improvements for the wolf crossing road and information on some land acquisition the village needs our signatures on as they're in the stages of applying for some federal funding for this exp very expensive and needed project dr petsky all right we still got some sound here uh so we've been approached by the district on making some improvements in front of us we go east high school and what that would involve as you saw is uh multiple lanes turn lanes for traffic on wolf's crossing involves some pedestrian and biking paths and um interestingly enough too they're looking at a roundabout at harvey and harvey and will's crossing road there as well i talked to the village uh the the people in the village who were looking at that study right now they they kind of they rate intersections on a scale of one to ten and uh right now that's about a three with the terms of the volume of traffic that comes in and how congested it gets with the roundabout the evaluation that they've done they actually have that one going up to a seven so more than twice the capacity that's there now so they talked about that they talked about the expansion on wolf's crossing and in order to do this expansion they do need to look at some drainage and some water runoff areas and so they approached us about the front of our property to access that roadway and to do this project there is the easement to expand the roads but for the drainage we're looking at another portion of the property that they would then excavate and provide for some water retention or water detention areas they their village designers looked at it we had our civil engineer look at it and concur that it is a good use or a good design we also had our civil engineer take a look at is there any other things the district would want in terms of other drainage and whatnot and to kind of build into that area and we confirmed that with the work and that we've got right now there's nothing that we wanted to tie into that and then the third question was is it going to impact any school activities to a degree that we would not be able to use the property and the answer to that was no as well so with that we do have uh we do have a letter of concurrence which what that means is that we the school district agrees that this is mutually beneficial to expand that roadway and allow more traffic to come through we do agree with that and that we are willing to look at giving them 2.95 acres of our land in the front so that they could build the retention area build the easements and then they would maintain it after that did you say give oh no yeah make available um and because thanks for clarifying um because uh what we are going to do we do have a cover letter that we would be returning this saying that yes we agree that it's mutually beneficial but we also want to make clear that um this we are still in negotiations on the fair market value for that land and that we're not just giving it away we're actually assessing it and it's mutually beneficial for both the district and the village so how much into that practice field up at the front is that cutting into the practice field go in the back corner north shore no this this is on wolf's wolf road on the freeway by the by the marquee sign it doesn't affect anything right but all that by the marquis and that it says practice field yeah so it's a practice field uh-huh yeah they use that for football they use the they use them for the when they're all out there and they don't want to screw up their field i promise you i know i've been out there several times they use it all what i'm saying is they use it all we did talk with the building administration and we have they have concurred that the expansion on wolves crossing and that they are in agreement with the the use of the land for expanding wolf's crossing so no i i totally agree with the use of the land i'm just saying that we're going to need to re consider relocating this practice field to some other part of our property you think you so there's like two practice fields next to each other but there's also that big chunk of land that you're talking about taking it which they also use that's what you're talking about yeah i'm just like my kids don't go to speak at least i understand why they want to use it i understand all the benefits of expanding wolf road and what i'm telling you is somebody asked admin but didn't ask the coach i can look into that because to be honest with you it is my understanding the only people who use that place are the cross-country runners and they've got strength and they run through i am not aware of them using that as a designated practice field for football check in the afternoons on a school day after school and we'll just take a drive through the driveway and maybe that'll give you more information that's what happens when you have a grass field and you don't want to run and listen i i i will obviously have to make some accommodations i mean this this is a bigger picture when we're talking about this wolf crossing ten phase project it's good for the school it's good for the community it has to happen so nobody no but nobody here is saying don't expand wolf's crossing i want to repeat this nobody here is saying don't expand wolves crossing anyone who goes to oswego east has sat on wolf road like a parking lot and could get out and probably walk here faster whenever there's a huge event but but the point is um that we may have to we may have to talk to some coaches because yeah cross country is is another one where i mean we're already talking about the track and now we're talking about this and and listen we we're all going to have to deal with inconveniences when when that road is expanded but in the long run everybody's begging for it to get done but so the point though is that please have conversations with coaches please know that we may have to do some things because um we we we've all been told we have all this open area but maybe we don't well it and it does say the proposed use would have no impact to the function of the property well it says de minimis so we've got a de minimis 100 acres of land we're looking at giving 2.95 for this roadway improvement please yes yes that portion you're not getting one word selling yeah we would make available remove that from the conversation and not only that 0.95 acres so that's information for the board and uh but what we are asking is to sign the de minimis so that uh because what this comes down to is the village is actually applying for federal funding for the improvement of that land so by signing this we're allowing them to move forward with their process right and by giving them our cover letter it just lets them know that we are in agreement but negotiations will continue the other piece behind this the other piece behind this is i believe if i'm reading this correctly the four-lane stretch actually ends at our entrance is that correct yeah they're uh i'm not exactly sure because they only showed us what would be impacting our district so it might end on the drawings we have but there is a plan that the village is doing to show how they are going to expand that all the time right and listen any any anything they can do to help that road i'm a proponent of but what i you know any opportunity i have to alert the community i will take that that could be potentially short-term some serious issues so if i don't know if that's going to create a bottleneck or or if that's going to create issues right outside of our our entrance or exit that's a potential there as well i don't i don't know what we're looking into for that might not be our jurisdiction or whatever but but the follow-up on that we've had discussions regarding the impact when they when the harvey and wolf is closed uh warbankowski has met with the village i've met with the village uh or has plans on where you where the buses will enter exit and pick up and drop off it does all look different but it also it looks different for the whole area because the roads can be shut down for a certain section so those conversations have been had and we've had we had those quite a long time ago as we are working towards planning and getting to this point i'm also worried though about two lanes running west all sudden converging into one right outside of that entrance one that i want to follow up on is what he's talking about is not the construction on the circle but with with four lanes coming down and then ending right at the marquis sign and going down to two lanes oh there's definitely going to be an issue to deal with just like you know we're gonna have to deal with it anybody that uses wolves crossing roads gonna have to deal with it you you drive different ways if you can i mean it's just part of what it is to make this improvement to our community can buses go on roundabouts just out of curiosity yeah but what i'm saying is one what i'm saying is once it's completed um which is great but once it's completed you know we'll have to take a look because they're going to do it in sections that's what you're saying right and so it's gonna end right here and go down to two it's gonna create additional longer-term traffic since there isn't a plan for i'm yeah you already can't see over that hill so i don't know what you know is that gonna create situations where people are like all right let's floor it and now we've got people trying to turn out and there's going to be some things well people will be turning off of our property so then it would be concerned and again i'm a proponent of expanding the road so i'm not saying don't do it i don't know you kind of sound like you're saying don't do it thank you thank you for the feedback everyone thank you dr pesky all right thank you all for your patience so far 8.1 action item approval of bills for payment can i have a motion please i make a motion to authorize the payment of bills in the amount of five million fifty four thousand six hundred thirty eight dollars and seventy two cents second mr cerrone yes mr gatewood aye ms johnson aye mr pluger aye ms swanson um i'm gonna vote i but i would like to add that i would like to add 4.60 back on the agenda for the next meeting for information uh well that was the policy yeah that was the policy that has to do with the amount oh yeah so i but mr oil i miss simonton aye motion passes seven zero action item 8.2 approval of title 1 school improvement plans can i have a motion please i make a motion to approve the title 1 school improvement plans for the following schools fox chase grand park hunt club lakewood creek long beach prairie point banarsik plank thompson and trauber second miss doyle hi miss swanson aye mr ceron aye mr gatewood aye ms johnson aye mr ploger aye motion passes seven zero action item 8.3 approval of iga agreement with yorkville can i have a motion please can i take a moment on this one yes um because i wasn't here for this one and i i have a question i don't know if it came up but um before i vote on this i i need to know are we in a situation with this program where we have elementary students who are going between two different elementary schools throughout the course of their dhh program so there are two different variations of the dhh program there are the classes that are just for dhh that start at brokaw and then move on to prairie point and then on to junior high in high school we do have some deaf and hearing uh hard of hearing students that also have another label of need so for example we might have students that would really benefit from the life skills class that are also deaf and hard of hearing so at that point we look at what the placement of the program would best meet their needs not just by their well their deaf and hard of hearing so they have to be at this program or that program that's those cross cat classes do sometimes move through two different schools did is that okay and and in the past um were they all a prairie point or or were they or was they or were they always split between two schools the is that a change just for deaf and hard of hearing i have always been at prairie point and still are the movement to having classes be cross categorical from students from very different if you will primary disabilities meeting their needs that has been a change so that we have more of a continuum of services that meet the needs of what students need instructionally not by designated just by their primary disability and so these students even if they came from out of district if they had those needs they might be moved from elementary school to elementary school is that correct they might be and do we think that that's i'll ask is that due to space or why would we move them from elementary school to elementary school looking at whether their changes their disability or changing of their needs they could move from one elementary school to another if their change of placement happens or if we have cross cat classes at different buildings sometimes that they don't have the whole continuum from early childhood all the way through fifth grade and they would move to different schools okay thanks [Music] okay can i have a motion please i make a motion to approve the intergovernmental agreement between yorkville 115 and cusd 308 for access to special education programs and services second miss simonton aye ms swanson uh mr plogger hi mr doyle let me make a just a quick statement that again i'm going to vote no on this because at this point our issue is not that we'll be reimbursed for services but that we don't have enough staff hired to support the students in our own district and i'm not willing to provide that to other districts so we can support our own students first i'm going to vote no but i wanted to make sure that that was stated ms johnson um i i would like to reflect uh mrs doyle's comments as
