I think that's what's going to be this year um the teachers usually get a 301 or site fund classified fund um about 10 000 more so we're looking at about 47 000 on during the normal classroom day at the school at the high school yeah so we're going to try to follow the same kind of setup we had last time where uh the agency will come on campus around noon and then our Sports Medicine classes are in the afternoon fifth sixth and seventh periods so he or she will work with um Gustafson who was our Sports Medicine teacher worked with those students and then after that go on to practices and games so there's your schedule would start at noon and go through the afternoon team practices correct until at least five o'clock you know at 5 30 so practice the Rover and like I said if there's a game during the week then he or she would attend that game that game or on the weekends as well sometimes there's weekends thank you so go ahead I'm sorry so would this uh was it would this athletic trainer also be available to like Del Rio or Heritage uh no I think this would just be high school positions and the high schools end up as it is okay yeah there's a lot going on do you have anyone in mind has anyone expressed interests I spoke with Laura unfortunately she doesn't have anyone right now but we're going to start pushing it a lot further harder now that we if we can have the position available um she would also be available to help interview the candidates to make sure that we're getting someone who is certified checking up all those boxes okay yes well I may be selfish but as a parent of an athlete that is injury-prone with that can I have a motion to approve I removed from crude position of certified athletic trainer second all in favor thank you all right Mrs Cox you're already coming on up edition of one preschool career professional yeah yes sir good evening um tonight I come to you we received the DES child child care stabilization Grant it's mouthful um it's in the amount of twenty five thousand dollars per month and so we get as long as we meet everything and do all of the things we're supposed to it's July 2022 through June of 2023 so with that part of they give us guidelines of what we can do with it and one of them is to hire employees so we'd like to expand and hire one additional paraprofessional so that Miss Debbie who is our current preschool certified teacher can float between all of the classrooms and not be in one classroom but we still meet our ratios in the classrooms with paraprofessionals and the of course the funding would come from the grant that we received now it's 25 000 a month and so later on in the agenda you'll see how we're spending that money no that is not for that person later on we'll talk about how we're going to spend that much the annual cost of a pair of profession is about thirty thousand dollars with benefits and everything else every year a year annual yeah I was like I have a budgeted for about that sounds good yep any questions comments without all entertain a motion I hope we approve the addition of 1.85 FTF preschool paraprofessional at Tech second all in favor aye aye thank you um item nine eight is return to work stipend for certified employees Mr Schultz all right um District staff is proposing a thousand dollar return to work stipend for all certified employees so this would be our teachers our instructional coaches our deans of students um we have some some counselors Mental Health Counselors um what's that therapists so we have we have a variety of people um there's about and I think I put in here uh it doesn't say but it's about 120 or so employees um that would be eligible but some of those positions aren't filled yet so they they're they're new people coming um on board they would not be eligible so this is just employees that were with us last year that are coming back this year we get a thousand dollars most of it would come out of the classroom site fund for those that are eligible to receive classroom site funds the remainder that's 109 000 give or take then the remainder 15 would come out of maintenance and operation that would be for those that aren't like our therapists and coaches and things like that so um this would be paid the first non-normal payday after they come back so it's not taxed extra heavily and um just something that we you know it's it's we have the we have the funding in our classroom site fund this is what it's supposed to be going towards salaries and that's what the proposal is even though the funds are four are certified and they have our classified have been benefiting significantly because of the increase in minimum wage so they have been getting when you look at the percentages they've been getting um I don't want to see disproportionate because they deserve it but higher percentage raises than the rest of our staff has because of that that um you know it's been pushed by the minimum wage so [Music] um I'd love to give everybody um money but um I think this is appropriate for our teaching staff coming back is there any uh stipulation in there so that if they come back in their only back for say a month do we recuperate any of that thousand is it you all approved when we in March when we did contracts you approved increasing what's called liquidated damages and liquidated damages is a provision in their contract it used to be I think 750 was the old liquidated damages you all increased it to 2000 in anticipation of this okay so in order for them to get out of their contract and there's times that you waive the liquid damages and that's part of the Personnel report kind of depending on personal circumstances but if they just quit and move or don't work we have the ability to withdraw out of their check two thousand dollars for that and so that's that's part of the reason to recoup that and we we did that into anticipation of doing video workstations um any other discussion um with one of you please make a motion to approve this okay I approved a thousand dollar return to work stipend for returning certified employees using classroom site funds and maintenance and operations a second all in favor all right thank you item 9f is our hourly rate for certified timesheet work so um and I I don't even recall this I had to ask Cindy how long ago we actually increased the hourly rate for non-contract work and we think it was at least 14 years ago and so um this is for work outside of a teacher's normal contract so it could be summer school it could be during um Fridays when we do Friday school it could be during um the breaks it could be trainings in the summer so right now it's 25 an hour We're proposing it to move it up to 35 an hour again and in some cases you've approved that 35 already because most of this 35 dollars an hour comes out of a lot of Grants um and things like that so um we you know it was an estimate at thirty thousand dollars again most of that's gonna it summer school has been coming out of Esser things like that so Friday school's been coming out after so um it's that's just an estimate but again just to kind of keep up um It also says that the two dollars an hour more there this is two dollars an hour more than the new teacher's hourly rate including classroom cycling so a teacher brand new to the district makes about 33 an hour including classroom site will we be able to continue to sustain all these increases that we are giving out I mean I'm I'm all for increasing teach or anything so and that's part of the discussion that that we'll have when we talk about the other raises this there's there's room in the and again most of this is is um has to do with a lot of Grants but when we get the raises that we talk about later we adjusted it so that we can that it is sustainable okay the other thing is this is extra Duty and so if we can always curtail what we're offering okay correct right so yeah like we we're flush with some you know stimulus funds that earlier we're flushed with that right now so we're offering tons of stuff for learning loss or whatever like Friday schools tutoring blah blah blah blah so as we roll forward if we don't have strong need for that or we don't have parent or student interest in some of those things we just don't offer it outside you know outside of normal contract you know we have a tutoring grant that we've been hiring people on that would be impacted by this so there's um it's not requiring us to use the money it's just they're compensating our employees fairly that's really what I'm trying what we're trying to do comments or questions other districts are paying 40 bucks an hour just FYI oh my goodness okay is there room to increase this amount later I'm pretty confident with the 35.

okay all right um all right I believe it's I don't know who's turning would someone make a motion please to accept this yeah I move that we approve a rate of 35 an hour for our certified employees that work on a timesheet okay all in favor hi all right for the next several ones please refer to your handouts that were on the desk when you got here the first one is item 9g um coaching stipends for this is for cbhs and HMS stipends for 22 23 so hopefully now yes oh yes all right and that was added last year so coaching stipends are a percentage of the base pay later we'll discuss the base the base pay for teachers but this is just a adjustment based on that base pay amount going through what for the calculation it looks like this is okay there we go looking at it it does not appear that it s significant amount I mean overall you know the amount I mean the amount that like a head coach or football gets five thousand dollars right five thousand um coaches a lot of times are not doing it for the money and as the wife of a coach i i as soon as you can you understand that and um so yeah it's it's done because it gives a different relationship with kids um in athletics or after school activities that is um you know as a coach myself I loved it it was just um you know I did track and field and it was a great experience I'd never never not do it and money was not the concern for me when I when it was nice but it was not the concern so all right so and this is the proposed schedule for this next year correct [Music] yeah so let me that's a good point Peter so the one in our book is very very effective but this is the price the one that's labeled is the correct one yeah all right any other questions on that on that I mean they're not making a million dollars no all right with that uh you kind of have a motion to approve the coaching sections I move we approve the cghs and HMS coaching stipends for 2022 2023.

all right make a reference to this advice sheet okay so now thank you hi thank you again refers to the sheet on your item 9h illary increase for administrators and classified directors for fiscal year 2223. so we initially I was proposing a five percent increase for our administrators and we'll this is this goes for all three um the same conversation um it was going to be five percent for administrators a dollar an hour for a classified staff and three thousand dollars for certified staff after discussion and we have a closer look on this current your budget um Mr Livingston and I decided that that it'd be safer to go down to basically 70 percent so we're gonna we're proposing three and a half percent for administrators 70 cents per hour for a classified staff and 2100 for certified staff so that's where that came from and and um we need that buffer to kind of make up on our mainly on our carry forward has dipped a little um compared to last year so we need to use some current funds to make up for that dip and this gives us the the room to do that um we're confident in the amounts um as long as enrollment is stable and I want to I know that's that's a big concern of Mr Livingston um and I don't want to put I'm going to put words in Cindy's mouth and she can confirm I think she and I are confident that our enrollment should should be stable for next year using the same amount that we do this year if not as in as we've been every year if we need to make adjustments at the beginning of the year because we don't have 200 teams showed up we'll make those adjustments um and we have the authority to do that so um that's not a concern I am I am confident that these amounts they're large we're talking between the raise that you approved in March and the sprays we're talking a million dollars um but we just got 1.8 from the state um that we didn't have you know that is the increase that the budget got this year okay um so three and a half percent is what we're proposing uh down from five one more time sustainability this is money that's in the budget that's um you know as long as and really we're supposed to get two percent mixture on top of what we get this year next year's raises will be determined by what we get but the monies will be in there to cover these raises John if I remember correctly uh the other John's forecast we are forecasting only in ADM growth of about 40 kids this coming year which to me it's not a very conservative uh is that still in line with what you're thinking is these numbers were based on no growth okay so that's even more conservative thing yes yeah that's my question okay yeah and you know especially lately the last if you take covet out of the picture we have been fairly flat for for quite a few years um and so you know that's not a um you know maybe conservative but I think it's it's probably gonna be close to where we're at and that was the post-covered stuff yeah we had that really was a result of the the dip that we had the year before sure so this total cost of District including our what we call ere employee related expenses is 56 422 dollars any any additional comments or questions can only entertain a motion to approve D and just as a just a clarification the um action requested is the old request so you just need to make sure it's adjusted for the new request that's or would just use this figure correct yeah okay so I will propose that we address the salary for administrators and classified directors by an increase of 3.5 percent for the current fiscal year second um okay again please refer to your handout looks like this one and at the top it does say nine one nine five 99.

foreign the discussion already was there um we initially were proposing three thousand dollars um 70 of that is 2100. so um this 2100 would be on top of the raise that certified staff are who received that you guys gave in March which was a thousand dollars in two percent so this would be an additional 2100 on top of that the cost to the district oh I wrote it down is uh seventy percent of 467. so you got your calculator out I think it was three something 327 that's a good nice I think that's the number that I use thank you from the from the math teacher by the way um um so that includes the employee related expenses and yeah any other questions so just we're clear on the record this is a flat increase in addition to the increase that we've previously approved that's correct and these increases along with the increases that were approved in in March are the about the million dollars together I'm still a little bit concerned that I don't think the classifieds are being uh properly represented in my opinion they are actually at 70 cents an hour I figure that's about 1456 a year they already got a raise as well that we'll talk about next okay yeah okay that's okay I just realized I didn't feel concerned about them right as well you should be um any other questions comments and if you're ready let's move on to a motion to approve I move reapprove the additional salary increase of twenty one hundred dollars for certified staff or physical year 2022 20 23.

second I'm not saying I yet am I reading this incorrectly I just wrote down when he's homeless yeah and so across the board 2100 yeah 70 of the three thousand yeah okay all right with that all in favor hi thank you again one another handout nine J is additional salary increase for our classified staff so and and to um address your concern um classified staff already got a dollar raise along with a one and a half percent raise so this 70 cents is in addition to the dollar and one and a half percent and so um on top of that the district's minimum wage is moving from thirteen dollars an hour to 1470. so um that you know if you're making 13 bucks an hour and you get a dollar seventy raise you're that's over a 10 raise that they got which is and as a discussion earlier the classified staff because of the increased minimum wage has been getting much higher percentage raises than anyone else in the district because of that you figure five years ago our minimum wage in the district was nine dollars an hour and it's going up to 14.70.

yeah it's over a 50 increase in that time [Music] yeah so um this would be for our hourly classified staff um proposing that the every employee gets a 70 Cent per hour increase there's no reason to have a return to work with stipend not for not for the hour a lot of most of these people other than the school-based people a lot of them are year-round so when you talked about our facilities and our um I'm sorry facilities and our district office staff they're year round anyway we will be and you know I'll I'll bring it up we will be coming to you could be as early as next month for a stipend for all staff the same amount of stipend from superintendent down to whatever um based on a grant that we we anticipate receiving because we were in school for 100 days um during the pandemic so um and so that we're will probably be coming to you and that is for all staff will get the same amount right 300 and okay so it could be five six hundred dollars that all staff would give them any other comments or questions amen I would entertain a motion to approve item 9j great I will prove an additional salary increase of 70 cents an hour for all classified staff or fiscal year 20 22 23.

second all in favor all right another handout item 9k everybody's certified staff entry cell s so that's the one you just did yeah there you go so um when I was proposing a three thousand dollar raise um part of what we District staff is really pushing is to get our base paid up and so I was proposing adding three thousand dollars to the base we didn't add three thousand dollars so this is just adding twenty one hundred dollars to the base so we're going from thirty four thousand which already has been approved to twenty to thirty six one um remind everybody our classroom site fund is 10 000 on top of that correct and 11 000 this year because of the return to work expect them for sale our base is really good 46. which makes that base salary look a lot better than thirty six thousand dollars yeah all right any other discussion all right I was saying then um if we could get a motion to approve this classified staff entry cell are you scheduled make a motion we approve the 2022 20 and 2023 revised certified staff entry salary schedule second all in favor all right thank you item nine l almost to the list of our 22-23 revised classified staff entry salary schedule so similar um adding 70 cents this time instead of uh to the base pay of minimum wage to go to from 14 to 14.70 we just added 70 cents to each of our classifications um this should get us I it will better get us through this year with the minimum wage increase and maybe get us through next year depending on what the what inflation is so this may last us two years before we have to increase this again I might I've heard that the minimum wage may go up at least a dollar this year because of inflation going from 1280 to 1380.

on top of that we are competing against McDonald's where they can make that that money and not have retirement taken out someone making minimum wage is not worried about retirement at this point they worry about surviving so we don't have the option of not doing that so we have to try to keep our wages are competitive all right any discussions but overall question where are the plus drivers represented in all this so they are on here under transportation I think it's uh second line I know so I can't tell you um we had a support services meeting today where I get together with all the the department directors and every time I see Chris Walton who's our transportation director she says thank you for even increasing the minimum wage from last time um it's it's helped out in getting drivers so this this will help out even more we have four drivers in training right now we have one we just hired a position that actually it's on the Personnel report a bus driver I think we have one position left open so it's increasing that wage has helped get drivers they said according to Mrs Walton did we end up giving a bonus I wasn't sure if a sign on right any other questions comments concerns so remember 70 cents not the one now correct thank you for noticing that all right um we have a motion to approve the classified staff interest ing okay I will move that we will improve the device classified in entry salary schedule by 70 cents an hour as shown of the schedule sections all in favor all right [Music] yeah item nine in our Personnel report here's a supplement so there's two two items that say nine M on them that's not in your book so those are the two that we want to refer to the difference is on the Personnel report and the supplement or on the Personnel report we had some of the um Corrections due to the three thousand dollars and the the dollar an hour raise so we had to make that change that change happened this afternoon so that's why we have a revised Personnel report in your hand along with the supplement that is not revised because it's a supplement right we haven't seen it yet so all right the um some noted things to notice we have a lot of coaches all you know our head coaches and sisters are on here on here we have some stipends for Department chairs for um you know band and SAE supervision and things like that um fortunately we have a couple resignations that uh we don't like to see but uh we're dealing with it so okay everyone a moment to kind of glance over everything it's a busy time of year for our Personnel reports you should settle down next month just out of curiosity what does a bus driver start out at now it was um so while they're doing their training yeah they're making 14.70 an hour okay so and um then as a substitute trying to find that sheet IXL yeah so as a trainee they're making 14.70 as what as a substitute they make 50 cents more so they're making 15 20 20.

and once they get on a we call it contract although it's a work review it's a work agreement they're making 16.70 at a minimum and then it's they can make once they get on contract they can get some experience adjustments if they do that those benefits Plus at at a minimum of five hours a day which most of ours are five there's a few that are six and a quarter they get benefits where other employees have to work um seven and a half hours a day to get benefits um it's considered full time for bus driver five that's what brings people in I think we have a split schedule yes yes your split shift there's we have two our dispatcher and we also have a bus driver that's also a mechanic that are um they have 10 hour days but um and they don't split their shift but everyone else has a split shift okay yeah and the other discussion regarding tonight's Personnel report all three pages or all three attachments and supplements yeah I do want to say people on TV are watching the mayor looking for a job we have some jobs opening starting at 1470 an hour [Music] with Benefits health insurance at no cost and retirement at uh matching up to 12 or at 12.17 that's awesome that's really you don't hear that anymore okay I will make a motion to approve the Personnel Report with supplements thank you so think of these numbers I'm sorry all in favor aye too much um we've done done gone through all of the extra papers yeah okay than item 9 in additional salary increase for superintendent so I don't typically put my own I'll be happy absolutely I don't recommend my own salary so last month we discussed several different things and what we're going to do and we chose to keep it in line with other administrators at a five percent of it so that is what we're looking for approval for tonight is a five percent increase for just a reminder we actually decreased that for 3.5 other administrators I had my old notes on here let me rephrase that Mr Phil will not be getting five percent reduction already three and a half percent sound as we speak yeah yes any discussions on that we talked about it for months now yeah okay um that we increased the superintendent's salary by 3.5 for the coming year second all in favor all right no more handouts here we go item 10A thousand dollar adjacent ways Levine 100 000.

the item then is the renewal of the adjacent ways Levy and that's done in this truth truth and Taxation here and we went through earlier and the motion then would be to raise that again 4.27 for the 10 000 evaluation and bring in a hundred thousand to the district through that it gives us several options to improve property adjacent to school district property and to do groups and Gutters Etc walkways and fences on School District property I really recommend that you approve that fantastic any other discussion on that um all right uh then I will entertain a motion to approve that hundred thousand dollar adjacent was Levy so move it's like a all in favor all right thank you item 10B is our district expenditure budget fiscal year 22 23. we just talked about it Mr Livingston in in summary what we have is there's kind of three things in play we have the last year's budget for operations maintenance 15.7 million the adopted budget tonight of 17 million and forty seven thousand moving on above 18 million based on count and when we revise in October last year's budget for Capital One Million eight eighty one thousand this year two points excuse me the capital of 2.3 million last year right now 2.6 million for example could you get to carry that unspent balance forward uh and then we I guess we anticipate when we do this in October there may be some fluctuation in capital as well as with these new funds funds through uh amazing for classroom type but I remember when it was 272 dollars a student now it's 700 a student based on and the state never could bring in 272 dollars so other districts would just roll that budgeted amount forward and spend what they got on cash the rainy day fund caught up so now it's increased State revenues every 700 student instead of 272 so that the current year was 1 million eight eighty one for the classroom site when we spent right around 2.2 million next year that's budgeted to go up to 2.4 million and that will probably stay because they have their numbers The Joint legislature body joint legislative budget committee uh pegged the strength of the state economy and they've been so good the last few years if they say the budgets are going to be 1.7 million again they deliver the cash so that 2.4 billion is a pretty good number and that's what we're talking about the two one-time raises return to work for staff from the thousand dollar increase and then the taking the nine thousand up to 10 this year so and that was a few years ago close to 66 6800 last year 9 000 this year 11 000.

I'm wondering yeah yeah if not longer that's yeah at least 10 years at 65 [Music] . we're asking for approval to raise it to um 85. the question that I will have is for those children that cannot make the 85 they will still be able to play is yes correct okay you do that on a case-by-case basis all right anything else from the board a motion to approve the increase of twenty dollars for hms's paid appointments for today all in favor aye I thank you thank you um Child Care Stadium Tech I am so excited so you should have gotten the attachment in your support packet and it has a glow Crown it was actually really fun to spend um a huge chunk of it is going to salaries so we have eight pair of professionals that we could pay out of that to offset some of the other costs that we can have as well as in addition of our preschool office secretary which we already added that position um before knowing that this was we already had this grant but now they increased it also retention bonuses for all of the paraprofessionals that are in preschool preschool they deal with a lot of diaper changing a lot of other stuff that people other people don't want to do with so I can give them a retention bonus also quarterly bonuses really looking at attendance performance and the trainings so in preschool because we're licensed with quality first and um the health department they're required to do so many trainings and so with this if they participate in those we can give them a bonus kind of like the um classroom site fund pair of Pros don't get the classroom side funds so this is a way that I can reward that program the money does have to stay within the preschool it it's a preschool Grant so um but I can give them quarterly bonuses and then also we can do tuition waivers for our parents I'm hoping to do at least two times a month two times this year which we can offset those my first one will be December that we can waive their tuition and pick it up by the Grant and that that is something we can do with the ground as well um and then moving forward next year paying for summer school we that is part of the grant part of the requirements there to stay operational all 12 months so we ran summer school this year out of it and we'll run summer school next year out of it this year our summer school wasn't as robust as we would like it to be but next year it's getting worn out people just didn't know I'm like oh my gosh I didn't even we already made plans but is this just a yearly Grant are we looking into the future right now it is just to 2023 to July of radio and June of 2023.

and then one more question in the school district are we allowed to offer bonuses or does it need to be called something else I'm just one those are strict words that they used in the grant it would be stipends stipends or bonuses retention bonuses that was their wording so I just choose that so I don't know if I need to change that I haven't been fantastic that's great I I want to point out that the nine positions here are existing positions not new positions so these are the request is not for new positions that's already been done that's been done and so these are existing positions that this would just um the one we approved tonight is it so there's seven existing the eight would be in this one already been approved right real quick question on the tuition with waivers are the conditions set forth in the grant or how do we determine that on the twitch waivers it is one of them so you have the process for determining who is eligible for the waiver and I would just do any of our tuition and care our tuition kids across the board so that's why I was wondering so it's it would be more of across the board well it would be all all preschoolers in the month of December that's what I was hoping to get you to thank you all preschoolers the month of December as well I also have it in there for May as long as with all the increases that we can balance it all right who wants to make the last motion of the evening and what we approved the approved the proposed spending for the DES Child Care stabilization Grant at territorial Early Childhood Center I'm sitting here watching jobs I thought we're all done I seconded it okay all in favor aye fantastic have a fantastic time thank you all and [Music]

and justice for all okay item number two on the agenda is the consent agenda um so board members does anyone have any items they would like to pull and discuss that's items 2.1 through 2.6 or 2.11 i'm sorry [Music] okay moved by a diana to accept the consent agenda do we have a second class all right which item second of mary okay all right we have a second but um before we have the call for the question i think i need to recuse myself from item 2.6 okay since the um one of the individuals their husband works for our office so can we pull out 2.6 out of the consent agenda yep okay um all right so other than that we can vote on the rest of the agenda and then discuss item 2.6 all right we have a motion and a second to approve the consent agenda all in favor raise your hand and that's unanimous okay and item 2.6 jennifer i need to recuse myself from 2.6 which is related to a contract service provider um sarah strother's husband actually is employed at my husband's office so i'm going to recuse myself from that okay all right um then moving on to item number three business number six oh oh i'm sorry yes we need to uh vote to approve item 2.6 yeah i make a motion we approve item 2.6 okay i'll second it and motion by diana seconded by margaret all right all those in favor raise your hand okay and that's three in favor and one abstain um jennifer abstained okay and moving on to item number three business dr wright yes i'll turn the time over to kimberly all right so this is just uh to approve the budget that we just talked about at the um public hearing and this was um presented at the last board meeting on june 28th as the proposed budget nothing has changed okay all right um anyone have any thing you want to discuss regarding the proposed budget okay well we'd have a motion to approve what's item 3.2 okay moved by jennifer seconded by diana all those in favor that's unanimous okay item 3.5 recommendation to approve sole source provider bearden resource group yes we need to use uh the district is asking the board to approve jim bearden as our sole source provider we've worked with jim for five years now and for continuity and training purposes we want to stay with him but because over the last fiscal year it exceeds the amount of ten thousand dollars we needed board approval to to move forward this year i don't think we'll be using him to the extent we have in the past but i would like to have that flexibility in the event he's needed but are there any questions can you explain to the um community what we use his services for so yes he's done yeah we use his services for training particularly in the executive level with our principals assistant principals directors supervisors he provides training he has provided it for the last five years he also can work with and help out individuals that you need to grow and develop and so that's we use his services from time to time i use him pretty extensively during covid um probably monthly is a good sounding board and for direction he works with executives and superintendents as well and that's what his services are for okay any other questions hearing none all right do we have a motion all right move by diana to approve item 3.5 seconded by jennifer all right all those in favor all right that's unanimous all right and item 3.10 superintendent's report dr wright yes thank you we're in the process of making final all the dates for the annual open house evenings that we have we have the high school and the junior high on the same date and i think we might have that junior high in high school same date what is that date courtney july july 27th and then the high school excuse me the elementary is on the 28th and so we've we've adjusted from feedback from parents that have children at every grade level it was hard for them to make it to three different events on the same same evening so we've consolidated those we also have ongoing registration pre-registration and registration for our students all of our in-district and out-of-district students must register school and we need to provide proof of residence as well and so that's an ongoing effort in addition to those we'll have our orientation for our new teachers our continuing teachers and then all staff and before the next meeting we'll have our i think it's august 2nd is our first day of school and whatever the dates are for the 27th and 28th we know it'll rain because it rains every time we get the floors and everything all clean it rains and on the date of the the first day of school august 2nd prior to that we'll have our kickoff with the i think on the 28th is it is our kickoff meeting for all team members we invite the board to attend if they would like and we notice a possible quorum although the board doesn't speak but they're always welcome to that amount is there i think i'm getting feedback i'm trying to get something is there a date that's wrong i want to make sure we have it right go ahead court august 1st is our first day of school august 1st yes we would have missed the whole day of school thank you i'm a day behind august 1st apparently is our first day of school i just lost it the other day thank you wasn't there something i read about blue ridge days also that is on the i believe 28th 30th i'm not even close the 30th and that's for half a day it's a saturday i think right from like 8 o'clock to 12 and we have lunch afterwards okay 30th apparently thank you for your question jennifer there there are no other uh pressing updates to to offer at this time but if the board has any questions i'm happy to answer or we'll i'll point at one of these folks and they'll have the right answer are we getting these students registering i don't um the question is are we getting new students uh at the elementary school have you had um any new students out of the community new to the community that have been registering ryan um we've had we've had quite a few new suits i can't give you the number off top my head but we are registering as fast as they come in and we've had quite a few that are coming back to us as well thank you courtney i'm seeing quite a few new names coming through our queue at the junior high as well again i'm not sure of the number but we are excited to see quite a few new students coming in we've had a lot of parents calling with questions on registration um and so we're encouraging all of our families to go to that registration night at the two nights that we have uh on the 20th 19th and 20th uh from five to seven uh just to get registered uh but yeah we're seeing quite a few families coming through that are new thank you lauren same at the high school we've seen a lot of people coming in with their proof of residency so that's good they're getting the phone calls and the messages okay good and we know that's an inconvenience but that's the only way we can assure to keep our class sizes small and to make sure that people that are our capacities are met first within district students um so thank you ans anybody any other questions from the board all right thanks so much thank you okay item number four call to the public at this point um if any member of the public has any comments um we would entertain them at this time all right not seeing any requests then we'll move on to item number five um once the regular board meeting is completed the last item is to move to executive session we will convene an executive session which will not be open to the public pursuant to ars 15-8 f for discussion of student discipline all right do i have a motion to go into executive session all right we have motion by margaret second by diana all those in favor that's unanimous all right we're in going into let me see going on for that i think it's just because of the live stream once it gets going [Music] right all right we'd like to welcome you to this special governing board meeting tuesday july 12th 2022 6 p.m thank you to our board members who are joining us here and telephonically and thank you to those who are joining us as well from the district as well as those watching or watching the recorded later we will begin with a call to order and followed by a moment of silence after which i will lead the pledge of allegiance if you'll please stand and join me if you'll join me for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you miss wilson could i please ask for a roll call mr bill parker here miss laurie wood here miss jill humphreys here miss sheila eugetti here dr charles santa cruz here madam president all board members are present you have a quorum thank you that takes us to agenda item 1.05 call for public hearing pursuant to ars 15-905 do i have a motion so moved in a second second thank you miss humphries and mr parker it's been moved and seconded that we call for a public hearing pursuant to ars 15-905 all those in favor please vote by saying aye aye any opposed oh good any opposed with nay that passes thank you very much we will now move to our public hearing and begin with 2.01 fy 2023 budget for adoption presentation dr mccord thank you madam president governing board members if you remember i think our last board meeting we approved the budget but at that time the state had not approved their budget yet and generally in the past that has happened but this had some more significance to it and in terms of the dollars coming to k-12 education so we thought it'd be in our best interest just to re-adopt the budget again with some more information being presented to you our associate superintendent bonnie betts is out of town and so we have jackie matan our director of finance who will give us our presentation tonight thank you jackie you're mike i don't think so okay thank you i am here to present the fy 2023 adoption um kind of a re-adoption i guess and i just wanted to start with a brief timeline on june 7th we proposed with the fy 22 budget forms because we didn't have the new budget forms we then received the preliminary budget forms because we didn't have a state approved budget on june 21st we adopted with 23 preliminary budget forms on june 28th the state approved their budget and on june 29th we received the new budget form so we are here again we are statutorily required to have a budget adopted by july 15th so we have met those requirements as well as attend a notice and a public hearing we also want to use the state new state budget for the adopted budget for setting the tax rate and we are currently working with the county for that process and we will present that information in an upcoming board meeting i promise this is not groundhog day hopefully this is the last adoption it's not letting me let's try this again there we go so first we'll review the fy 2023 adoption budget capacity based on the final state budget here you can see the increase to the fy 2023 base level amount the district additional assistance for k 8 and 9 12 and also an increase for textbooks there was an increase in the weight for those specific special ed disabilities also an increase to the transportation support level and a new weight for free and reduced priced lunch students the base level support increased by about 241 dollars so that was very significant for us this shows the comparison of the m o budget capacity from the last time you saw this budget to the current state approved budget so our revenue control limit now is at 229 million there we transferred eminent unrestricted capital at the last revision in fy 22 so we are not um needing to do that this year the 15 override which remember is based on prior year student count but current year bla so we'll see an increase in the m override the budget balance carry forward remained the same between the two we are still that's still an estimate we have july and august to pay bills so we'll have a final number in the first revision proposition 123 intuition in is estimated at 2.2 the energy and water savings transfer is no longer required that was completed in fy 22 which brings our total budget limit to 296.5 million dollars an increase from the original adopted of 16.3 million so it is a very significant increase for us unrestricted capital budget capacity again the daa includes the textbook allocation that total is 17.4 million there is no adjustment that would have been a negative number in the past we are receiving 100 of our daa our budget balance carry forward in capital estimated again 28.4 again that did not change we still have july and august to pay our bills so that will be updated in the first revision we're estimating interest earned at twenty thousand dollars and again there is no transfer we took care of that in twenty two total budget limit of unrestricted capital is forty five point nine million dollars and that increase from the original adopted one point seven nine four so kind of a snapshot of of the increases due to the new budget increase to the rcl or revenue control limit is 15 million increase in the m o override is 1.3 and increase in unrestricted capital is 1.7 are there any questions before we move on to spend increase fy 2023 recommended additional spend increases we have some security staffing changes that we are requesting an increase of 17 fte for a total cost of sixty thousand dollars that includes salary and all benefits requesting an upgrade to campus security from grade 109 to grade 110 this is a market adjustment for those folks this also the 25 000 includes payroll benefits and then adding a shift differential for night patrols at a total of five thousand the total increase for all of these is six hundred and ninety thousand dollars a mileage stipend increase and administrator salary equity recommendations the administrator equity recommendations is on the consent agenda i believe this evening that total is 70 000 including benefits requesting increase to leadership mileage stipends to become more competitive with our local peers that total is 280 000 that also includes our payroll benefits i wanted to show you um the the list of positions over to the left the number of fte will that will be affected the original amount of the mileage allocation the recommended amount and then the net difference in the total increase the total budgetary increase for both of these items is 350 000 dollars additional compensation increase recommendations increase compensation based on teachers at a starting salary of fifty two thousand dollars if you remember the original fy twenty twenty starting salary for our teachers was 47 428 that's an increase of 4 572 dollars which will also be added to every current teacher and other exempt salaries also increasing compensation for hourly staff at two dollars per hour this is for folks that have been hired on or before seven one twenty twenty two also an increase to the base rate for new hires of a dollar ten per hour this will bring their starting salary to just over the estimated minimum wage which is required to be adjusted on january 1st i wanted to show the average teacher salary this is quite a celebration here the average teacher salary on the first adoption was 62 297 it is 869.

comments caller ending in good evening this is tom stahlberg and i'm calling from 1202 traverse street in lower town in ann arbor uh you have an item on your agenda tonight that i would like to support and that's for regards to the robertson development uh the apartment trail in duvarn uh i know you have yet to uh discuss and debate some of the details of it and uh so i won't go into all the details but in because they might change but in general i am supportive that uh resolution a little background on me for you alex some of you know me i've been in the real estate business for 30 years i used to develop subdivisions i got out of that a long time ago i got into renovating old homes a lot of them are duplexes uh and i am intending and preliminary plans to get back into developing uh multiple units some additional duplexes or town homes uh or both um i cannot imagine me building something new right now that would not meet the intent of a20 that would not meet what you're looking to do with that resolution in general i'm in favor of what robertson brothers is proposing they have a mix of different housing types at that location which i think is a good thing and there's certainly no reason that mix of housing types can't be environmentally sustainable we have the technology now we have to do it i do not see how we're going to meet our 820 goals by 2030 if we keep building buildings new buildings but we have the ability to make them more sustainable and we don't do it that puts us in a big deficit for everything else that we're doing in our efforts i've been on the task force with landlords and tenants for our existing rental stock figuring out how we're going to make rules to force us to do better than we are right now and to meet the a20 goals and we have the ability with our certificate of compliance that us all rental houses need to enforce certain rules and to bring us up to a higher level it's a little scary for a small business like mine uh because if we don't do it we don't get our certificate of compliance and we can't rent our property out but i'm on board however scared i am about it uh because we have to do it we don't have a choice so you're we're going to get there if every single place we can we find ways to make things better building large subdivisions town homes homes rental properties a combination like robertson brothers we have to make build them sustainably i'm very disappointed with the state and our tc1 mass resulting because it did not do what we needed to do in terms of construction there we had more leverage we've given millions of dollars of wealth to the property owners there we could have done it in a different way that would have used their great wealth uh as a trade-off for some sustainable building built into it embedded into it we we didn't do that so let's do it this time thanks bye thank you for calling in and sharing your comments on the resolution uh caller ending in 134.

this is an a year-over-year increase of 9641. or 16.85 percent that is pretty significant the 66 869 is slightly updated from the original budget that you saw as proposed we wanted to bring in all of the returning teachers and new teachers that have signed their contracts so now balancing the budget any questions before i move on to that i i do want to thank you for making sure that we don't do the uh have the problem of having new people earning more than older people the compaction that we had before so thank you very much i wanted to ask one thing as well i don't know if you have anything okay um i just wanted to ask so we had already in our proposed budget and what teachers had signed their contracts for had already given a raise and this will be on top of that as an an added increase to what we were already anticipating is that correct that is correct yes so they receive the three percent plus another three percent uh plus the 45.72 plus pay for performance plus a fifteen hundred dollar stipend yes [Music] that's great just to clarify we we will not have any of our returning teachers that are paid less than the starting teachers that correct with the new that is correct yes okay okay thank you you're welcome so now we are balancing the budget with these new recommendations so the total new budget capacity available is 16.32 million the increase for companies i knew i was going to do that campus security and market adjustment says 690 000 leadership stipends and equity adjustments is 350 000 and then the 4572 f per fte for all exempt staff is 12.8 million and the two dollars per hour for the increase for current hourly staff is 6.3 million which brings our total fund balance drawdown to 3.84 million at the proposed we had talked about that annual drawdown being 1.1 so now it is 4.94 million per year so the budget balance carry forward details from policy db we wanted to show you how this is kind of outlined here to show the sustainability we have a budget balance carry forward of 29.9 million again that's an estimate assigned to school carryover this is estimated as about 20 percent of the their discretionary allocation we're allowing them to carry forward any unspent m o now we have earmarked about 400 000 for that fy 2023 intentional drawdown of fund balance so the 3.84 from this current budget and the 1.1 from proposed is 4.94 we also want to make sure that we assign a 4 carry forward target as approved in our policy of 11 million that brings us to an unassigned balance of 13.54 million any questions board members dr santa cruz do you have any questions before we go on no thank you miss wood president woodway everything is quite clear to me thank you miss eugetti any questions i concur with dr santa cruz it's a very very um well done presentation thank you other board members i i actually did want to ask you said we will look at the tax rates in an upcoming board meeting could you give me some idea of what i know i don't want to put you on the spot here but i'm just wondering you know as we approve a budget i i would like to know what are we looking at round about for the tax uh we'll have those final numbers of course in the next month or so but we're looking at about a five cent increase um but overall year over year we're looking at about a 15 decrease so five percent decrease from last year correct okay okay and then a favor please vote by saying aye hi any oppose with nay that has passed 5-0 as well sorry can i just take a point of personal privilege i meant to we didn't really leave time for discussion but i just wanted to look back a few years ago when we were um struggling we had not passed our override or bonds and unfortunately i was only able the board was only able to give a .75 increase not even a one percent increase so i am really happy today to be here and be able to do much better for our staff and make up for some of those years so we're very lean back then so i just wanted to comment on that thank you i i as well i am grateful to the legislature and governor for the additional funding for k-12 public schools and as we saw these new funds coming i was thinking what's the best way we can spend these to impact our students and their learning and their educational opportunities and the more that i thought about it i believe that truly our teachers our admin and staff have the greatest opportunity for impact to challenge encourage meet the needs and individually interact with each of our students and i believe in our staff i appreciate them and i know we've asked a lot of them and we continue to and will continue to and i'm grateful to be able to give this increase and that we had the you know that we took all the funds that came in and turned around and gave it right to our staff who is the backbone of all that we do here and really makes the impact on our students as well as drew down some of that um our uh bounce carry forward i think that's appropriate thing to do and the right thing to do and i'm looking forward to great things this this year so i will move on to 6.03 if there's any other discussion we can do it maybe after this but um 6.03 dr mccord thank you madam president governor board members we are recommending the governing board approve a two dollar wage increase for hourly support staff hired on or before july 1st 2022.

uh thank you dr staltz and chair mursky ken garber 28 haverhill court um yeah my comment is also on the village resolution really glad to see this now some people are conflicted about placing this kind of condition on housing with 80 000 people a day commuting into ann arbor we're desperate for new homes of all types should we hold housing hostage so to speak to climate action after all housing avoids vehicle commutes and saves on gasoline which is of course a climate benefit okay a few points about this first of all it's not much more expensive if at all to go all electric last month chair mursky cited research his own in the state of pennsylvania's that there is no cost premium for highly efficient all-electric buildings this is michigan not pennsylvania so it may cost a bit more here but we're in 2022 our global carbon budget for a livable future is vanishing heat pumps should be standard for all new construction not really housing versus climate you can and should be both the village if it goes with gas will have a large negative impact using industry figures for michigan average household gas use with a conversion factor that takes into account upstream methane emissions these 484 homes will produce about 6 400 metric ton co2 equivalent emissions annually that will raise our city-wide residential emissions from burning gas by 3 percent just this one project at 6 400 metric tons every year for the next half century now let's consider commuter emissions avoided assume that one person a day for every one of these 484 units is currently commuting an average round-trip distance of 20 miles that's 9680 miles a day or 2.42 million miles a year prevented at 30 miles per gallon the village will save eighty thousand dollars excuse me 80 000 gallons of gasoline a year that prevents just over 900 metric tons co2 a year in emissions so your commuter savings are just one-seventh of the 6400 tons you emit from burning gas and furnaces not a good trade-off this project will still be a net climate disaster if we hold the line on electrification i'm confident robertson brothers will do it there is precedent in june 2020 several planning commissioners called on the valhalla glenn apartment project to go all electric and valhalla with its 450 units 454 units quickly agreed i'm pretty sure we can repeat the success next tuesday with the village the next step will be changing our codes so we don't have to fight the same battle every two weeks thank you i look forward to the discussion to tonight's presentations and i thank you for all your work thank you can we thank you for calling it a caller ending in 1 9 4.
