it is now 6 30 so i will go ahead and get started my name is trisha waddell i am the new interim principal here at the tucson campus and i'm very excited to be here i'm looking forward to meeting some more of our families as we go into the school year i want to start by introducing myself and actually first i want to say thank you to those families that are here i see you i look forward to meeting you and talking to you about my vision um and um what's gonna happen this school year as well as answering any questions that you may have so i'll talk at my vision about my vision and my plan for the school year and then at the very end i'll take questions i'll start by describing my background i graduated from gallaudet universities with two bachelor's degrees in english and in theater arts i went to mcdaniel college for my master's in deaf ed and secondary ed i taught at the virginia school for the deaf and blind as a long-term sub while i was completing my master's degree and then i went to washington dc to work at the model secondary school for the deaf as an english teacher and the lead for the english department after a few years there i moved to the colorado school for the deaf where i was a preschool teacher and an asl english bilingual instructional coach a new opportunity arose here in arizona initially in phoenix last year i became the assistant principal at phoenix day school for the deaf and i absolutely loved it and now i have this other new opportunity here in tucson and i am very much looking forward to starting my new chapter as principal here in tucson i have a few sections that i want to touch on i'll talk about the focus of this year and some things that i want to improve on this year i will focus primarily on a few things with families students community and staff the first thing is building strong relationships with all of the stakeholders i want to see you i want to hear you i want to know your concerns do everything that we can in the school environment to create a positive culture that is both friendly and valuable or values deaf culture as well as accessible for those who are um blind and visually impaired as we know covid is still around and the numbers are fluctuating we've had some some uh peaks right recently and we do have some plans for covid mitigation but they may change depending on how bad the numbers get in arizona and pima county we do encourage masks they are not currently required um but we do want to keep everyone safe particularly when school starts and and when we start to notice those numbers rise we will be having sports this year um i know that there's been a lot of discussion about fans wanting to come and watch the games and support our students um so i am working with our athletic director brandon decker we're having a lot of conversation about that and we are creating a system where fans can rsvp so that they can get a ticket and be able to attend the game in person we will still limit the number of fans in attendance but we want to make sure that our families our staff our students all have the opportunity to come to games um and have equal opportunity to participate so for those who have rsvp'd or they will be able to come and then we will also create a waiting list for those who didn't quite make it we will also in that process of reopening we will be opening the sentinel zone again for our dorm students we don't know exactly when but it will be happening sometime this school year another area of focus will be on increased parent participation there are a lot of events and opportunities um that will and i'm going to share a few right now but it won't be limited to these for the duration of the school year i'm going to be continuing to be open to ideas one of the things that we would like to see is a parent staff organization or pso if you're interested in being a part of that um i will share my contact information later tonight please reach out there will also be some workshops and activities for students who don't play sports or who aren't playing a sport in the given season so that they can have opportunities um for growth and development and we want that to be available for both dorm and day students we will also be hosting more events like science fairs and other fairs related to academics um some may be related to career exploration and things like that we will do a few different type of fundraisers primarily with the focus of community engagement we're considering bringing back plays and we are offering asl classes if you're interested in that please reach out and we will get you in touch with the right department to sign up because that is something ongoing that we're offering we are also trying to increase the number of live streamed events such as sports um i'm going to try my absolute best to have our games live streamed so that you can watch from the comfort of your home if you're not able to attend in person another area of focus for me is increased community partnerships for example tucson has a lot of wonderful local businesses some that are owned by deaf individuals or blind or visually impaired individuals so we want to partner with them we also want to work with programs that have degrees in deaf and visual and vi education so we want to bring in a lot of different people from different programs so our students have a variety of role models that they can relate to so that's a general overview of my ideas and now i'll talk about some improvements that i feel are necessary based on my short time being on campus and talking with staff and this really applies to school-wide um none of these are specific to the deaf campus or the blind campus only this is applicable to the entire school so we want to address students independent living skills some of our students have gotten into some codependency some of those habits and we want them to break from that we want them to be able to be comfortable um getting around independently and functioning independently in the real world we also want to provide clear and transparent communication with parents of our students here we want to improve our students academic skills in all core areas including english math science and social studies that includes their comprehension we don't just want good test scores but we want them to truly fully understand content and if folks could please meet their microphones that would be helpful thank you we also want to expand our career and technical education program we want to offer a variety of options and opportunities we have partnered with jted and that has been helpful for our students but we're hoping to offer additional opportunities including some on campus we would love to bring back the yearbook i know that we have not had a yearbook for a few years now and we are hopeful to bring that back this year we also would like to expand our social media engagement and improve what we post and how often we post so that we're sharing pertinent information about our students and what's going on on campus so that's an overview of what i plan to do but now i would like to turn the time over to those who are participating what questions do you have what do you want to keep what do you want to change is there anything about my vision or my plan that you would like me to clarify for you please feel free to turn your camera and or your microphone on and we will interpret for for you either way i have a question i'm a parent for one of the for a preschool student he's four years old and what is your plan for preschool because he's not he's not fully deaf he's just he speaks and signs but is there any chance in the near future or maybe next year um instead of mainstreaming him that he would be able to continue on to the tucson campus for kindergarten and uh is that something we're seeing or because i know i'm not the only parent who's wondering about that in preschool yes thank you for that question um i'm glad you brought up preschool i'm the principal actually just for kindergarten through 12th grade but i am working closely with our preschool department they're under um our early learning program eop michelle ahern is the leader for that program and we are working to make sure that our kids have a very smooth transition from preschool to kinder um and that our programs align with each other so your question as far as your child being able to stay at asdb in kindergarten the answer is absolutely yes we would work with your school district to develop their iep and make a plan and determine whether it's appropriate for them to stay here or if it would be he'd be better served in his school district but it is definitely an option for him i'm i have a question i'm a parent of two students one in junior high and one in elementary right now in the in the vi department but that is something that is brought up a lot that's concerning to me is mainstreaming the children like it seems like i don't know if it's the state or asdb as a whole now um but it seems like they want to give them the tools and then send them away whereas it's not necessarily a good thing to send these kids mainstream some of them are better off at asdb because they have staff members that understand they have peers that are like them whereas if they go back mainstream they're not going to have that and so that's a concern of mine and again i'm glad you brought that up yes um the leadership team at asdb the agency as a whole plus the campus um has been talking about that and and this discussion will absolutely continue but the discussion comes back to the least restrictive environment and the interpretation of what that means the general interpretation under the law is for a student in special ed they can go to a special school with the goal of transitioning them back into a mainstream program but i share your perspective as a deaf person i strongly believe that a deaf school is the best place for our deaf students and i believe that's generally often the case with our blind and bi students as well they have a safe space here they have a fully accessible environment with staff who understands their needs and peers so we do have to look at those laws and work with our school districts to make sure that we can share the same interpretation but i also want to say and emphasize that as a parent you have the final say in the placement of your child i wish we could change that law i think it should be totally up to the parents and we shouldn't have to use a school district to bring them into asdb we need to change that as a former student as a former staff member and now as a parent i really think that any of these parents should be able to get the diagnosis medical diagnosis and bring them in and skip these these other school districts and because my school district is a large one and they want the children back i don't want them to go back i do completely understand your concerns um we will continue to fight and advocate for what is best for our students um we will continue to talk about this with the legislature we can propose different bills to make sure that our students get what they need um and remove some of those existing barriers i'm happy to talk with you more about this in detail and we can figure out how to try to improve that relationship with your district how you and i can work together and to make those your district specifically and others as well more willing to send their kids here okay um i came in kind of late and i was wondering about the sports so if we don't buy tickets we can't come and watch the sports um games so um we are still monitoring the covid numbers to see where we're at and we are developing a system where you will be able to rsvp there will be still a limited number of people allowed in but once the rsvps are full we will create a waiting list and you would get priority for the next game and of course if someone um gives up their seat you would um get bumped up from the waiting list and you'll hear from either myself or brandon decker shortly about our plan for that okay thank you with that being said as for the ieps because like i said my son has been in the preschool at asb since he was two and a half and the fact that i have to we might have to mainstream him next year my scare is and i think other parents would agree with me too is you mainstream these kids who have ieps or 504 plans they fall through those cracks and they don't get the help that they're needed i've worked with kids for 15 years and worked with the districts and i've seen it happen and that's what i'm really scared for for my kid and that's my main main concern about not mainstreaming my child next year and if i'm able to keep him at astp and he can go to kindergarten all the way up to high school there i'll be completely happy but i've been told for a couple years now that he's not able to be not able to stay at isdb because he's not he's not fully 100 deaf ah so um we can definitely have a meeting to discuss that but first um i would like to contact kendra benedict and michelle ahern and then the three of us can have them or i will connect with the three of us and keep you and have you in the loop so that all four of us can have a meeting together um because i do want to make sure that this is a safe space and a home for all deaf and va children who would like to be here i i would really appreciate that and michelle has been awesome she's always kept me in the loop she um has always been 100 with me always updated me and i've respected her a lot through these years so that and she's always updating me with everything so and i know if this could happen for my child i know it would make her extremely excited for the other parents and the other students at the asap who are just like my son and they don't have to about worry about mainstreaming or anything if they want a mainstream that's great but for us parents who don't really want that this would be great if that's an option yes absolutely we will continue working with our iep team and our preschool department our elp department to have a clear plan in hand to share with the school district before that iep meeting and before that open discussion and again i want to re-emphasize you as the parent have the final decision in placement thank you i see some families might have arrived late um you might have missed my focus for this this year and the areas of improvement um so would you mind if i restate that again is that okay with everyone if i go ahead and reshare my mission and and all of that information or if anybody has any more questions i'd be happy to take those before i restate my introduction yeah i have a question um my son goes to the preschool right now but i got told by megan that my daughter because she's in the early learning part um that she doesn't qualify because of the vision um because of low vision i'm sorry can you clarify for the interview um she is um huh she was born with cataracts so she was blind when she was born [Music] and so um megan had said that you don't do not qualify is that correct that she doesn't qualify because she's not deaf that it has to be false not um and one are the others okay um this is trisha speaking would you mind clarifying which uh department does megan work with i mean not megan the michelle that works there oh i see okay yeah i go ahead and discuss that with her unfortunately um i just started in this position so i haven't had a time to meet with uh the preschool program to learn more about their offerings here but i'm definitely gonna bring that up with her and i'm gonna make a note to clarify with that so that i can get back to you um and if you guys contact me and email me that would be great yeah because her team told me that just like you guys said that it's up to us where we put our kids but [Music] why is she saying that she doesn't qualify when she doesn't truly knower okay yes so can you please email me um your name your child's name and then that way i can start working with the preschool team and i i'm doing and would you need my email information because i can give that to you as well okay are you ready to write it down just let me know when you're ready and i'll go ahead and give you that email address so after this session i am going to go ahead and send out a parent square message with my contact information that might be easier for everyone all the parents here to get it so but i will also be sharing it okay i do see some more families have been joining so i'm gonna back it up just a little bit to the beginning of my presentation where i was um discussing on my focus for this year and what areas improvement i see that need and then if there are any more questions after that we'll open it up again for q and a's all right so i'm going to go back and explain my focus for this year so the primary focus is developing relationships between families students and the community and staff and making sure that our school environment is healthy positive and uplifting now we all know that covet is still going on and the numbers are fluctuating so we have a few different things we are doing so first we are encouraging masks of course they are not required um and if you know there is a rise in cases that might be readdressed but at this point it is optional if there is a large crease we might as i mentioned before we might have to revisit this issue if there's a large increase in case numbers however we are focusing on the current mitigation strategies we have in terms of sports we are going to be developing an rsvp system for fans who are interested in attending games so this system will be run by our athletic director brandon decker and so he will send out that invitation you can sign up in rsvp for a list for the list if you do miss out you'll be placed on a wait list and have an opportunity to go ahead and join the next sporting season or the next game excuse me we are also discussing reopening the sentinel zone for dorm students as an area where they can socialize and another area of focus for this year is increasing parent participation student participation and having more events and opportunities on campus so for example and if you have any more ideas uh please feel free to share but um we might develop a parent and staff organization if there's interest please contact me and we can talk about setting that up i want to develop different kinds of activities and workshops for students who don't play sports so that they can be involved in those after school activities and clubs too another thing that we're looking to be involved in is science fairs and other different kinds of fairs going on i hope to get our students involved in that hopefully we can also bring back plays this year fingers crossed we're going to have different kinds of fundraising events in order to help our schools you know sports organizations and various things like that we have asl classes if you are interested in taking an asl class please contact me and i can help you um refer you to the right department in order to sign up and happy to do that we're also going to have different events going on including sports if uh it's a very far location we hope to have more opportunities for parents to be involved via live stream so that you can watch the games from the comfort of your home and also if you sign up for the rsvp to attend in person but you would end up on the wait list you still have an option to watch the game another area i want to make sure that i'm working on is involving the community and you know improving their involvement i really want to support small businesses there are lots of deaf and vi owned businesses as well that i would like to partner with you know there and there are other programs educational programs graduate programs that specialize in deaf education and bi education and i would love to partner with those to get more training and practicum or internship experiences it'll also provide great role models for our students here on campus so those are some of my goals and areas for improvements this year i also have more observations that i've made from my you know myself personally and also from staff informing me of areas of improvement and of course these areas of improvement are addressing both the deaf side of the school and the blind side not just one but first we want to work on our students independent skills we've seen a lot of co-dependence within our student population and we want them to be fully independent and ready to go out into the real world so we want to focus on improving those skills another area we want to improve communication with parents we want to make sure that you all feel included you know that you can come ask us questions talk with your teachers talk with the dorm staff we want to make sure that you know that your child is doing well and they are safe here on campus improving students academic skills is another area you know all core math science english um you know we are not just focusing on the data and the numbers of test scores which that is great information but we want to make sure that our students are comprehending they're able to re-explain and understand the big picture of what they're learning and why they're learning it um next i'm also working with the tech the cte director program we are partnered with jted and we want to expand that more here on campus for our students so they have the opportunity to take cte classes directly from a deaf teacher who's signing or from a vi teacher who knows what the need the accessibility needs are and everything is ready and provided equipment everything necessary for both populations so that's um a goal of mine i would also like to bring back the yearbook i know that in years past we had one but for the last few years it's not happened so i would like to reinstate that if possible and also i'm hoping to improve our social media involvement you know having more posts sharing information for parents and families in the community um and if you have any ideas or recommendations please share with me at the end so um that was my big you know my introduction at the beginning so i wanted to restate it for some parents who are some families who just joined us um so if you all have anything that there that is happening here that on campus that you would like to keep or anything you'd like to change please let me know um if you have any questions to understand my vision or plan please go ahead and ask me and if you have any recommendations or ideas send them my way i am taking notes so now is your opportunity go ahead and turn your camera or mic on if you would like to share any ideas or ask any questions i have um a statement about the sports last year it was really disappointing because i have to uber it there and we win a couple times and we weren't allowed in there was parents from other schools that didn't understand our rules and so i'm curious for the other parents because i saw one parent that was very distressed and i don't know who the staff member was but she was very gruff with this parent who was trying to figure out where her child was for the rsvps are we going to let the other schools know so that these parents don't show up and have to sit in their cars or you know what what all is going to that entail for those parents that don't know the system and show up and it was really pretty rough to watch that that woman panicked and didn't know she couldn't come in i am really sorry that you had to witness that happening and i hope we can prevent that from happening in the future um and that is a good point so i'm going to be working with brandon decker and uh brandon should be working with that the other school's athletic director to inform them that we are limiting the number of uh parents or fans allowed and we are going to split it half asdb fans half visiting team fans and then we're gonna try and leave you know trying to keep it fair is that and then we are also going to have reserve seating but yes we are definitely going to be communicating with the other schools athletic directors so that they can disburse that information to their parents to avoid a situation like that again let me make a note of that yeah it was just you know and and it's it wouldn't be fair for the other school not to know that they'd have to make an rsvp um and then the other thing is is you said something about a pto how are who are we going to get to start that because i'm very interested oh awesome let me make a note um so i am you know as principal it would be my role to be sure to facilitate between the parents and the staff in order to establish and then um you know once that once that is established we will elect presidents uh vice president secretary treasurer et cetera in order to continue to run the meetings but i will be there to support that process so that is great i have made a note that you're interested but also if anybody else is interested please email me and if you know of any other families let them know because we want to make sure that we do have a good number and the meetings will be virtual because it will be statewide and we want to make sure that parents all over the state of arizona would be involved so these would be a virtual parent-teacher organization all right i do have another question due to recent events around around the us lately with the school shootings and the just the terrorizing of the schools and everything what is your plan of keeping our kids safe on campus yes it's a gated community yes we are able to enter and we have to check in at the front desk and all that but nowadays that doesn't seem to be enough and i know these kids get you know the fire drills the the um lockdown drills and this and but that's still now is still not enough so what is your plan for that jonas camp is our facilities operations director and he has established a partnership with tucson tucson police department and they're going to be providing an active shooter training to all of our staff um so all of our staff will be trained in those procedures and we will establish a campus-wide plan and once we've done that then we will drill that with our students and it will be very similar to a lockdown procedure where we practice that with our kids occasionally and almost all of our buildings have a proxy card system meaning they are all locked from the outside and anytime that the campus is open you always would have to use a proxy card in order to get into those buildings which definitely helps with the safety of our students but we also have a safety committee under our risk management department and they are working with us on those plans as well and they will send that plan out to parents as soon as it's finalized that is a huge concern of mine as well and it is something um that has been brought up um and we are working on addressing it proactively before we have any kind of incident on campus i'm all for the proxy cards but the windows the doors to those elementary and middle school buildings they're all glass so that's not gonna stop somebody coming in that's an active shooter that's my concern as a parent and then also the doors to the classroom they all swing out how do you lock that if you can't if it swings out not in you can't block it or anything like that can you repeat that last part regarding the door for me please just so to make sure i'm understanding the question clearly so the classroom doors all swing out into the hallway instead of in towards the classroom and there's huge windows next to the doors of the classroom how do you what is the plan if somebody gets in that far because they could with glass doors on the outside and then seriously don't slam the door sorry um but the doors all swing out into the hallway how are you supposed to stop somebody from getting in do you guys have a plan for that that is absolutely part of the plan um we first of all have an alarm system um so the doors um are locked at all times um they cannot be unlocked so once that door is closed um it is already locked and so that's the first part of the plan as far as that glass panel we are aware that that is a concern and we are hoping to set up um you know to set a system where on the other side of that glass we have a barrier um so that our students can be out of that range and then we also have on campus security that are here 24 7.

hello there on tonight's agenda is a referendum for 140 million dollars I just want to make the comment that at this time when inflation is so high when it costs so much to fill up your your car with gas and to buy food and put food on your table I really don't think this is a good time to have a referendum because you're going to be asking a lot from people especially every year our taxes go up you tax the max every year and it's really hard for people to handle the economy as it is that this would be just too much of a burden and I want to want you to look at the library referendum that we had not that long ago it passed by something like 158 votes and nobody campaigned against it and so and that was for a much smaller amount it was much less significant and I will let you know that we will campaign against this referendum and I don't think that people would take too kindly right now in this economy thank you very much thank you we do have as Lisa mentioned one um written comments that will be added to these minutes as part of our official minutes of the meeting um and Todd Swanson is not here tonight but he did send me an email he is in Bloomington for iea training all week and I know he was really excited about that and I Cindy did he give you anything extra that he wanted you to he said if he had anything he would give it to you so he just said uh please tell everyone that um he hopes we're having a great summer that we're recharging for all the work we're going to do together as the new school year comes upon us so [Music] um no that's not in our policy we we attach them um you've had your time as do we have we actually don't allow people to take other people's time I think that she probably took about a minute sure and the dinwiddies a former Batavia Alderman once put out a complete analysis of Batavia School District finances he was always giving well-researched good solid and verifiable information to Batavia residents former Batavia Alderman John something titled the article will there ever be enough money for Batavia School District as a Batavia homeowners report to all residents everything he said then still applies today in the 90s a group of citizens education within our means exposed a lack of Maintenance in Batavia schools and constant taxing to the max the maintenance issues have been ongoing and now Batavia schools want to further tax us out of our home with a whopping 140 million dollar referendum between gas taxes Municipal Taxes real estate taxes and Tif districts Batavia residents are being priced and taxed out of our homes senior citizens on a fixed income with a home valued at just under 300 thousand dollars are paying well over seven thousand dollars a year in real estate taxes of which two-thirds goes to the school district that's nearly 600 a month add up all the other increases in taxes and there's little money left if any to pay for food medical and other necessities additionally normal upkeep of our home increases the assessed value which in turn also raises our taxes education no longer in fact never did require huge brick and mortar buildings today work at home and learn at home is entirely feasible covid-19 proved that brick and mortar education is not absolutely necessary Citizen and inspections and review of documents disclosed there's nothing major wrong with any of our current buildings we do not need to tear down perfectly good Schools Enrollment is declining every year and a number of parents have chosen to to homeschool which further reduces the need for bricks and mortar I urge the school board to reconsider this 140 million dollar expense vote this plan down thank you thank you all right next item on our agenda is um committee updates which I believe no one had one but Lisa was going to give us one from the equity committee and Aaron has one from the captain practice yes I apologize want me to start yes because this is very exciting thank you yeah so this is an update on the bleachers I was talking to Mr Mark Anderson I'm just going to basically paraphrase but the community should know that the stadium project is on schedule the Press Box was installed on Friday and the bleachers should be completed by the end of July the old lights have been taken down and the process to install the new lights actually started today and it'll take about a week to get those installed and uh so that's the work on the bleachers and the lights in the month of August the work they'll be done will be on drainage fencing um Hardscape work and electric work and the community should know that we are on schedule to be have substantial completion of the project by the first week of September so everything is on schedule as planned nice thanks for following up with that iron exciting project I um there's not a board rep on the equity team yet you just redid All of the board assignments but I was at their last meeting and it happened after our last board meeting in which you gave the authorization to have them hire a consultant to help them to facilitate their team meetings determine their purpose and create an action plan so they're in the process of asking for proposals for a consultant to work with them and the on a similar note the elected bodies in Batavia a few of the representatives from each of the elected bodies were online with a consultant who talked about the possibility of like a community-wide equity audit but that was it was determined that we all have our own things that we were working on and that we actually the work that we did with the Strategic plan check-in committee was um considered like the Kickstart to our work and so she actually didn't recommend an audit at this time because we do have all the data that we gathered from the hundreds of stakeholders through focus groups and surveys Etc so in the school district she said that we're in a good spot to just go forward with that action plan which the team is working on or they will start working on once they select that consultant hopefully if things are on track we'll have that consultant by next month that's right Matthew is that something that has to come to the board sometimes I get confused but this one because you had authorized it we're going to have them make their recommendation but if it's under 25 000 they wouldn't necessarily have to they're going through a process to selections sounds good all right next item on our agenda is our consent agenda and since Mr Pierce is not here tonight Mr Anglesey is going to go through that with us thank you item 4.1 is approval of meeting minutes from June the regular and special meetings from that month item 4.2 is the Personnel report which includes reassignments resignations hires and requests for leave of absence item 4.3 is the regular payroll and bills payrolls for June 30th and July 15th and the bills from the prior month item 4.4 is the disposal of surplus property which includes retired student Chromebooks and staff laptops item 4.5 is donations a donation from the Batavia Historical Society for books valued more than five hundred dollars item 4.6 curriculum contracts for the upcoming school year which include nwea map IXL Naviance Newsela informative item 4.7 student handbooks for 22-23 item 4.8 a stat a student fundraising provider platform which is snap raise item 4.9 is to appoint Kathy enger as our new authorized agent for imrf item 4.10 is the approval of Frontline education software subscriptions which includes planning analytics software budget management student analytics and apps substitute management and item 4.11 is the approval of the consent agenda from or clarified in the gender then I would entertain a motion to pass the consent agenda as presented so moved so moved by locks I can buy Meadows all in favor all right any opposed consent agenda approved as consent as presented Dr Hitchens I'll hand it over to you for reports um that we had one foia request that was fulfilled in the last month and we also have our monthly Treasures reports um I would entertain any questions but if not we can ask Dr Smith from the high school to make her way to the podium because she has the next report ready for me okay so um this is it's always a pleasure to come present to you uh kind of the fruit of all of the labor for sometimes 13 plus years of of work to get students to graduate graduation day is always my favorite day of the year um this year we returned indoors the convocation center of course last year was beautiful outside but we hit the jackpot with weather last year and we know that can't happen every year so even though it's really nice to have it outside the pressure of having beautiful weather was not on us again this year so it was great we graduated 538 seniors that's I think our biggest class ever um and so that that big class matriculated through our system and so they are now off and so about 91 of the students stayed through the second semester of their senior year we had about nine percent that graduated in December the report in front of you has three major I guess subheadings one is the final transcript requests one is post-secondary experiences while in high school and then the last part is achievement results so in terms of the final transcript requests over the last couple of years we've changed our process to gather this information so it used to be only by student report so they told us where they were going after high school and we just took that information and provided you with that information and there it wasn't verified so many students change their minds or take a gap year and don't report that to us so this year we did a little bit of both because now we use a system called parchment to officially send transcripts so we know those transcripts went to those schools and then we also did ask students where they were going so if we didn't have an answer in parchment we did take their self reports this is kind of a mixture of of self-report and parchment reports but about 75 of our students report they would go to a college or university in the fall we know the numbers a lot probably a lot higher than that but that's again from that self-report and that parchment report um we had about 134 students that did not report where they were going um but also under that other category includes students who we have a student who's going to go play semi-professional hockey students who are going to take Gap years students are going who are undecided or potentially going into the workforce that didn't report that to us so that's that number's a little low as we know when we look at the Illinois state report card that you guys take a look at every year the number is is much higher than 75 percent of students who go to school at College during University in terms of post-secondary experiences one thing that we've taken the direction from the board over the last probably decade almost is to increase those post-secondary experiences for our students while they're in high school with the support of our staff and so that takes the four many different forms one that we're very proud of is our dual credit program and that is in partnership with waubonsee Community College I'm going to give them a little plug like I do every single year they are so wonderful to work for what you may not know as other high schools that don't work with the waubonsie don't have this great experience I won't name any names but there are some junior colleges out there that just do not community colleges that do not work well with high schools and give the kinds of Partnerships that we have so we're very thrilled to work with them if you take a look there that is a raw number of dual credit courses taken by our seniors so in high school those seniors took 1012 enrollments in a dual credit class and those are at the cost of about 25 to 48 dollars and you can compare that to what a college cost class costs for example if they take the college American history class while they're in high school that's six credits at most universities six credits at most universities is I know many of you are paying for college right now as am I um I wish I could say it was forty eight dollars it's not um so we're really proud of that obviously this class is much bigger than other classes and so that's a good reason for that bump but we do have a good number of students taking those dual credits and many of them are taking multiple so some students are walking out of high school with a semester or more of college under their belt um we also send students to our Fox Valley Career Center again a great partnership with a local um School we had 51 students who enrolled at Fox Valley last year there are different programs there and different levels of certification licensure and credit so for our students who are in the auto and Welding two classes those classes do receive waubonsie credit through dual credit but there are other courses such as our EMT program or cosmetology program where students are then eligible to take a licensure exam once they finish so students can walk out of that that those programs as seniors and walk right into the workforce if they take that licensure exam so that's huge that saves them so much time and money it really sets them up for Success if they're able to you know follow through and get that licensure and then go right into the workforce finally the last program I want to highlight for you is our is a new one so last year maybe two years ago you approved a manufacturing program and that's another dual credit program that we offer through waubonsee Community College this one's a little bit different because our students do go to wabanzi to take the classes there with their professors and instructors and so those students take go this they take 18 months of course work at waubonsie it's about a half a day so they're still at Batavia High School for half a day it's very similar to Fox Valley then they go to waubonsie and if you can take take a look there we had 10 students 10 seniors I should say who completed that program in the spring and earned a total of 105 college credits in the manufacturing world and so those students can complete that program at lavanzi and people are begging I know Brad can probably talk speak to this more because he's spoken with so many Business Leaders in the area but they're begging for our students to come work there they're in their local businesses so that's exciting and if you want to talk about yeah it's like the number of credits they were able to earn is like it just blows my mind that we were able to offer this to our students you can see the list of courses that they're enrolled in and those are basic courses that would take you in a number of different paths whether it's Automation and Robotics assembly line manufacturing HVAC so they can use those core classes and while these students probably could right now given the job market go straight into these industries having an associate's degree really gives them flexibility in their career long term and increases their long-term earnings in those fields so to me we're giving kids a great jump start on getting their associate's degree and a career that will earn them a great wage and Brad did we have or Joanne too like there were juniors in the second semester correct that were enrolled yes so that'll now be going into the senior year doing that okay correct yeah we have students we allow students to come in and out of the program but to get the full benefit of the program they start second semester their junior year and go through that year and their senior year to get all the credits uh that you see there and they have to provide their own transportation correct we provide transportation students can also drive themselves we're trying to give them a sense of what it's like to to be on a community college campus so we try and provide some flexibility but if students don't have their own transportation we do provide it now there was open to whomever like Joanne can speak to this but any new program takes wild to to get kind of going street cred right so students pick courses not with their parents not out of a course catalog by talking to other students so like this group of students I think has spoken as we've surveyed them and talked to them and Page puddles their career and and the career in college counselor has spoken to these kids and really works with their professors at waubonsie that they speak very highly of this so we believe this program will either maintain or grow in the future okay awesome Joanne do you have any information about on the students that took the EMT licensure for example what how many of the students took that what the pass rate we don't get that information because it's on their own after they finish at Fox Valley you know little autopsy after the fact yeah don't get that because they can go take that licensure any anytime okay thank you so one new um chart that we put on the report this year was because we are we talked so much about those post-secondary experiences and this class this particular graduation class was so big we want to be able to compare apples to apples moving forward so we're calling it post-secondary experiences summary there and so if you go up a little bit Holly thank you you're good thank you so what we did was we tried to identify how many seniors received some sort of post-secondary experience and then taking away duplicates overall how many students had at least one of these experiences many are doing more than one of these experiences and so about 80 percent of our graduating seniors had some sort of post-secondary experience while they were in high school so that includes AP classes the Dual credit classes we talked about the Fox Valley and the manufacturing okay amazing it's awesome okay and then finally we have the SAT results um every year we provide you with sat results in the fall we give you AP results the advanced placement exam results but that comes a little bit later but we have the SAT results there these particular students took the test in the fall of 2021 because of covid and all that fun over the last couple of years they did take the test at a different time than we would traditionally give the SAT Statewide and so that was given in the fall of 2021 you can see there this is broken down into math evidence-based reading and writing and then meeting college readiness benchmarks in both areas any questions on the SAT scores so they take it earlier or later than they normally do they took it a few months later than they normally would have and then the very last thing is our Sila by literacy which is the students who take that who choose to take that exam they do get that on their transcript and they get a little nice sticker on their diploma saying they are multiliterate sometimes sometimes students get more than one but at least two languages that they can fluently speak any questions for joy thanks thank you it's always exciting to see about the senior class and the next item on the agenda is the budget update that would be Tony so this is our second look at the budget of course we'll have more we'll hold a public Hearing in August with final adoption in September after revising some salary numbers in terms of Staffing and looking at vacancies and reconciling some of those identified a larger Surplus than we had in the last version last month we were projecting a surplus of 1.5 million at present we're predicting a surplus of 2.6 that does sound good however revenues are increasing by 0.7 percent relative to the prior year and expenditures are Rising by 2.2 percent or maybe 2.3 um 2.2 excuse me so our expenditure increases are outpacing our Revenue increases and so that gives us pause for the future and we must be careful however with this Surplus as we discussed last month gives us an opportunity to move forward educational facilities master plan and in particular the work at JB Nelson school and Alice Gustafson school and insurance that is something we are indeed working on with our Architects and our construction manager and we'll have more information for you about that in August but we have the opportunity to devote more money toward capital projects for that purpose than we otherwise would have planned to with this budget as it stands today the good news is those are one-time costs that not necessarily committed to for future years as it will likely need those funds in the future I'd be happy to entertain any questions you might have Tony could you discuss what the drivers are for why our expenses are out exceeding our Revenue the primary drivers right now in terms of cost is in our purchase services as you may recall the board relies very heavily on Outsourcing which generally is good but in the current economy is expensive given inflation so Food Services increasing at a rapid clip custodial services are going up quite dramatically so we've been that contract out last year and our transportation service costs are are also going up as well but those are per contract and meanwhile other non-bid contracts are going up everywhere so um our you know our auditor contracts are going up 10 our athletic services our Trainers for our athletes it's going up uh three almost 300 percent next year so uh there's it's just it's a lot to deal with all at once it's all happening simultaneously thank you any other questions for Tony all right next item is policy Dr Hitchens um for your policy report this is the first reading of those five policies that you see there they are all just um they would all uh they're all press recommended changes I would say so if you make those changes then you would be aligned with the Press which is the policy Subscription Service which is so important given the volume of changes that are legislated and come our way and it's hard to stay on top of so um these are all would if you pull open that press policy or anybody or press policy book or most any District policies look pretty much the same these days because of how legislated they are so those five recommendations would just put us in line with what the Press attorneys are saying to do and then as always those procedures we bring them here we we um the procedures are our way of implementing those policies or exhibits there's some exhibits in there as well and those don't require your approval but we do want to run them past you in case you have any suggestions so comments or questions about the policies or procedures could you explain what press means again yeah it stands for policy something something subscription service so the Illinois the Illinois Association the Illinois Association of school boards to which you'll you belong they have a board of um superintendents and attorneys like several like uh I bet there's probably 10 at least 10 people and they're they get together and they take all of the legislation and they say all right this is how you need to change your policy and it's it's quite hard to do and it's a it's quite a bargain actually we pay 700 for the year for them to do this for us and then they say here's all of the changes you should make but they also do a five-year review so every five years they take a chapter of your policy which if you printed would be about 1100 pages I think um and and I know that because it's in the Press update it says like presses 1100 Pages or whatnot and so they um they do all that for us and then we look at it and then I show it to you and we first we're your first filter and we you know go through sometimes they make changes so every five years they'll take a Chapter and review it and they might change the way they abbreviate something or they might change a capital letter to a small letter and we don't bring you all those changes um but we do bring the ones that are substantial and just so you know it's policy reference education Subscription Service reference education it's at the bottom of every these will come back to us next month for approval the policy as well yep any questions on those the only thing I just was going to point out on the one that talks about public participation of school boards it's actually pretty heavily edited and adjusted with comments so everybody should take the time to look through that to make sure that because there are a few substantive things there that are actually aligning into some things we've talked about in the past but it starts off right at the beginning that actually kind of provides an overall time limit to public comment right and that is the recommendation from press they said we can put in whatever amount we want and you guys have done the 45 minutes so just want to make sure that kind of getting memorialized here now yeah so yeah there's some school boards throughout the state they said school boards are actually asking for some more clarity about this and some other communities not Batavia that don't necessarily listen to the directives of the board and have have things haven't gone well so there have been there was some pressure to kind of change policies for public participation they're pretty minor it um and it matches what we've been doing it's pretty minor for us actually all right so that's all of our reports tonight we do have two items for action on the agendas tonight the first one I'm going to hand over to Dr Hitchens and I'm going to hand it over to Tony well I assumed everybody tell me your name is there oh yeah I don't know why I did that uh Nintendo's not to mention Ed right right I saw it I saw it questions yeah um so this is the culmination of many years of work that included many individuals and we talked about this you know at length last month and I certainly won't belabor it any longer here but this is kind of where the rubber meets the road where if the board chooses to do so it would adopt a resolution here specifically that would put the question on the ballot for the November 2022 election and the reason why that's important in terms of timing is because that would allow us to issue bonds and feather in the repayment of those bonds with the retirement of debt that we'll have here in 2025 and so uh the those debt bonding Authority carries forward for five years and it certainly wouldn't be debt that's issued all at once but we would structure the payment such that the tax the implications on the taxpayer wouldn't change so they would carry them forward of course taxes do go up every year but it wouldn't be driven by this part the answer if they answered yes to the part of this particular question so that as I said that bonding Authority carries forward for five years and we would do our very best to both time the construction and time the bonds with um inflation and then the market for selling bonds too so that you know but depending on how that works really determines how much money we'll be able to generate to actually do the construction so it isn't something that's done in one Fell Swoop or at once it'll be something that carries forward over a period of years but it's designed to not increase the bond interest tax levy I'll be happy to answer any questions that you have so we've talked about this quite extensively so I'm sort of running on the assumption that we don't have any more questions anyone I don't personally have any questions but I kind of feel like since we've had several people from the community reach out to us and there was an article in the paper kind of implying that you know we're doing this without actually any forethought but this is the culmination of a three plus year process which has involved the community extensively of which the community has recommended that we ask this of them um and so we are doing what the community has asked us to do um obviously whether or not that is passed that is up to our community to decide but um a significant number of community members who were involved in the process felt that this was the best option of the ones that we've reviewed after extensively reviewing um the condition of our buildings and what where possible needs are in the future so we aren't doing this in a vacuum this isn't a sudden decision this is something that we've been doing for a long time so because we're not asking questions now is not because we don't have any we've asked questions numerous numerous times and we are doing what the community wants to do and we specifically engage them to make sure that this was a Community Driven decision and one thing I was gonna thank you Chris for mentioning that because that's very important to note that this is way longer than just this moment right now um one thing I want to kind of highlight because I'm kind of dealing with it professionally is that you know this is why we're talking about it as dollars to obtain through the bonding process not actually what's going to be built and accomplished because dependent on the market and at the time you'll need to be evaluating what we can do with that money and what we need to prioritize based on the money that's available so I just want to make it clear that that's the challenge ahead but it's one that everybody's well prepared for and the background that has been done has helped establish what those priorities should be so all right so our next step is I would entertain a motion to adopt the attached resolution providing for and requiring the submission of the proposition of issuing School building bonds to the voters of the district at the November 8th 2022 general election second move by Mathis second buying was that lock second by lock all in favor oh don't use this one we need to do a Voice vote or roll call I would do a roll call go through all right so um Cindy could you please call do a roll call vote trouble yes Gilbert yes yes hello I yes all right sir hi all right um approved as presented like uh it seems very uh anticlimactic because we've been talking about this for such a very long time um next item on our agenda is a search firm consultant so uh the board met tonight and interviewed uh search firms and had an opportunity in Open Session to ask them questions and to talk about the search firm that we are interested in and I don't believe any board members after that first meeting had any questions or further comments so then I am going to um I lost the Verge so I would entertain a motion to approve a school exec connect to perform the superintendent's search as proposed and authorize the superintendent to execute a contract in an amount not to exceed nineteen thousand five hundred dollars a second move by lock second by Meadows all in favor aye uh any opposed all right um Dr Hitchens are you going to handle informing them yeah we talked about that notification all right so that was all of the items uh action items on our agenda so I'm going to move to administrative comments Dr Hitchens I do not have any of this evening all right board comments we'll start with Aaron meitzler all right RJ nothing for me Craig I know shocker I'm out here no comments for me yet I'm just going to thank everybody for coming thank you stay engaged appreciate it that's it nice job Chris all right uh quick meetings talking about all these items for a very very long time that's one of the things that I do love about the way we do our work is we talk about things um for a for at length before we actually take action on them uh so since nobody had any board comments I will entertain a motion to adjourn so moved second move by Meadows second by mites are all in favor aye any opposed all right we are adjourned thank you folks oh okay

it's 6:30 all right jeez what class you look at it all right Mr Brown roll call please Brown is brown is here Mrs galbert here Mr seales here Dr Hall Mrs Walters here vice president rot here president albre thank you let's stand for the pledge un States and of course our mission is to empower each student to positively impact the world for a bright new future all right so prior to our regular meeting um the district wishes to hold a bond notification issue act hearing commonly known and referred to as a Bina hearing may I have a motion to open the Bina hearing so moved second okay roll call please Brown is an i Mrs galbert I Mr swales hi Mrs Walters hi president protim I all right the Bina hearing is now open um the purpose of the Bina hearing is to allow the public to comment on the district's intent to sell $15 million in working cash fund bonds for the purpose of increasing the working cash fund of the district and $8 million in funding Bond bonds for the purpose of paying claims against the district the working cash bonds are being used for projects stated in the short-term facility plan and the funding bonds are being used to ref fund some current debt so as to not increase the debt portion of the district's Levy this will assure that taxpayers will not have their tax bills increased by these additional bonds these matters have been discussed during previous public board meetings and are posted to the district's website are there any comments from the board members great um Cheryl do we have any members of the public that wish to give comments on the Bina hearing only only no all right and and are there any electronic comments for the Bina hearing okay cool all right seeing that all persons Desiring to be heard have been given an opportunity to present oral and written testimony with respect to the proposed issuance of the bonds may I have a motion to adjourn and close the Bina hearing moved second Mr Brown would you take a roll call vote to adjourn and close the Bina hearing Brown is an i Mrs galberth I Mr seales hi Mrs Walters I president pro I okay the B hearing is now closed might be the shortest B hearing ever um all right we do have some public comment tonight for the regular board meeting um so uh we just have one inperson and then one electronic so I'm going to call up cmea executive board Mary Bragg and her team and this is regarding School Safety and Security good evening ladies and gentlemen of the board and to our Administration on behalf of the Creon educ ation Association we thank you for your commitment and hard work and everything you do for our kids and our families we are very interested and committed like you to protecting our kids we are the ones on the front lines every day as we do bus Duty Walker duty car duty lunch duty Hall Duty and all of the other tasks associated with our jobs while we appreciate the conversation about the installation of metal detectors in the school buildings we ask that extremely careful consideration be taken before moving forward we don't want a pro a program haphazardly implemented that cannot be maintained with Fidelity for years to come or one that gives a false sense of Safety and Security or that traumatizes our kids we look forward to our continued discussions moving forward thank you thank you thank you right and we do have one electronic comment ment it's also regarding metal detectors from Heather godbout and it says while I understand the safety concerns related to violence in our schools I strongly urge the board not to deploy metal detectors at the middle and high schools logistically it would be impossible to cover every entry a fact which Bad actors would learn quickly philosophically hardening schools often make students feel less safe and can also send the message that we assume a certain amount of criminality in our students While most School shooters are white males schools that serve lowincome black and brown students are more likely to have metal detectors perpetuating a dangerous and false narrative that poor people of color are more likely to be violent or engage in criminal acts rather than spend money on Hardware that will be minimally effective I'd much rather see the district spend the money on mental health professionals such as social workers and counselors to help students develop the necessary emotional regulation and conflict resolution skills necessary to prevent violence please don't contribute to the school to prison pipeline by using methods that will make our schools feel more like prisons all right thank you for the comments and that's all we have tonight so next up our board updates I have one question I don't really know that it's update but in our survey regarding metal detectors Dr Cara do you know know how many employees responded to that um I don't have that number with me at this okay I'm just curious because it seems that we're hearing from the employees now and I'm not sure that we got a good vision of them in our survey um I know we had a great response to the survey but if that was mostly Community we need to know what our what our employees are thinking and and why they're thinking that so I I would be curious to know what amount of our employees was it 2% was it 50% um because maybe we need to do a survey for our employees I don't know I'm just throwing this out there after hearing both both this public comment and this public comment that maybe they didn't take the online survey um but they have they have things they need to say and want to say and I think we we need to make sure we reach out take doing surveys during the summer is always not the best um and I believe don't quote me on this it was somewhere maybe 30% of the total respondents were uh and staff out of and many of them were community members and what percentage of our total staff was was that so if we have 700 employees and we only had 200 employees respond that's not even I mean a third so I to me I would like to see us take a look at that and reach out to employees uh it it seems to me that it would probably be worth it so the that survey then would need to be done then after school starts at the beginning of the year we sent it out during the summer but we don't expect our staff members to be engaging email uh they won't be back until probably the the week of school starting in mid August so you know I think as we're going through the process I don't think that we're we're rushing to make any decisions at the August board meeting so um if you like we could uh re uh administer that survey maybe the first week back I I would love to see that and maybe bring it up on on new hire day or something that you know watch for the survey in your box I mean I think they they get swarmed when they come in the door and I know that I know they get a million emails and it just seems to me that that's a very important part of making a decision we need to listen to our employees so is that the consensus of the board how many how many people you remember the number how many people took the survey it was about 1400 and how many how normally take a survey three 300 300 so anded community members obviously the importance of the subject got out though yes right I mean but everybody had opportunity to take it so just let me know what the direction of the board is on this if you want to just ask the consensus and Dr Cara do we still do we have the information maybe You' have set it before of all of the neighboring schools like if they have them or don't have them the the two high schools that we've looked at nearby um we have the rich District okay we have uh Bloom district is putting them in this year and uh Thorton district is putting them in has them thank you all right um is there a consensus that we want to do what Miss gilberth has suggested decision I don't think we're going to have a decision completely by then but I don't know if it'll change any that's just me I mean I don't know about change I want to hear what my employees have to say I I want to hear as you know we've gotten a public comment we got a public comment obviously it is summer I think that our employees need to have input in this it affects them just as much as anybody else maybe more more yeah so to me I think that you know we're not rushing into this what difference does it make if in four weeks we put out the survey to our employees again I would like to hear what they have to say Mr Brown any no I'm fine the more information we have the better we can dissect this whole this whole undertaking so okay I'm all with it I'm forward all right so uh for the direction of the board we will administr that probably the first week back maybe the second week back uh so that we can share those results with you probably at the September board meeting okay any others if not I I do have one that Nelson gave me or Mr alre um he had asked if anybody wanted to um help with Cara's go oh my gosh I'm sorry I'm so informal tonight that's okay with Dr Cara's goals um and nobody stepped up to the plate and so you know what happens when nobody volunteers you get you get assigned so he asked if I would do it with Dr Hall Dr Hall's not here so I guess we'll assign it to them right so before we do that is there anybody that really wanted to have imput into Dr Cara's goals but just forgot to reach out to Nelson okay well then I guess it'll be Dr Hall and okay the only I have one question just for Ken do you have an update on uh the bid docks for MEC the bid doc forc the stuff going on on the street for the addition oh the addition at the high school uh I I do not I don't have that I'll find out from the architect my understanding was the bid docks were going out early August okay um but I'll find that out definitely for I can put it in the FYI time frames are just taking as we know in construction like they're they're not realistic at some point so I just want to make sure our time frame isn't going to change according to key Bender yeah I know the last time he was gathering just some more information from Mr cubin on the manufacturing space and then they were set and ready to go so I will find that out and get that in the FYI thank you okay any other board updates then we will move on to administrative updates all right I've got about six updates they're kind of combined with the uh the board updates and this was just so FYI that were left over from last week um on August 20th um our many of our board me members will be participating in the University Park parade uh Miss Gall breth I believe asked last time if we could secure um some sort of a vehicle because it it is hot during this time absolutely and I believe Mr surma you can maybe add on to this but we believe that we can secure our our van that we have over at MEC do you want to I do have a h drawn carriage no um but we do have our um our um white multi-purpose bus can be used um so we're going to secure a driver for that so you have that available for you it is air conditioned so you'll be able to utilize that during your parade it does have our logo on it already too so before we get crazy though am I the only one who said they'd go in the parade or is there I will be attending okay I will as well okay so we have at least three I just want to make sure before you did that otherwise you no that's okay yeah I think it'll be good to have it there anyway because it also has our logo on it too so that participation so I think it'll be good I that's the 23rd not the 20th I think it's the 23 it's a Saturday what is that Saturday yeah 23rd I believe is a Wednesday whatever that's our new teacher or staff back 20th okay yeah you have the 20th as a Saturday so yes so I'll I'll secure we'll secure a driver for it not a problem couple other updates um as far as backpacks are concerned um we want to make sure that we get out to the community for our families that may begin shopping for students to let them know through our social media as well as our school welcome back letters that the district will be providing clear backpacks for students um we do have our support Day that's coming up August 13th and we are not going to be providing regular backpacks the students will get their clear backpacks when they come to school that day so we we will certainly let people know that day um we can still give them to our our little ones our our kindergarten and first graders they can get the regular backpacks but uh the other ones will be um given the first day of school or shortly after um as far as uh that is concerned so real quick on that yes so we have a month right do you have a plan in place number one they're only getting one right and if they don't bring it to school or they don't have it do you have a plan in place for what's going to happen I I'm sorry I repeat the question about is it for K1 no uh clear backpacks you're giving one per student right so if they lose it or they don't bring it do you have a plan in place of how to handle it yes well we have one we have the ability to have some extras on hand but in the student handbook we've put in there for families that there will be a fee for Replacements okay but I just want to make sure everybody is aware of what yeah the expectation is everyone will maintain a backpack and you know there'll be some probably some conversations later on is you know um um whether we keep backpacks or not you know I think there was some discussion of you know the value of backpacks at all so we had you know just kind of defiance where a young man just kept coming with his regular backpack so I think that's kind of what you're asking is if they do come and they don't have the clear one are they allowed to go to class then do we hold they carry their books they'll just carry them they may carry their books okay thanks yes um we do have support dat coming up for August 13th if any board member would like to participate I know we usually have quite a few of you that are here it's going to be at the district office as always please let uh Carmen know or let me know and we can certainly secure that for you I signed up with Carmen already oh good or actually no yeah through Carmen I Cheryl was something else oh for new new thing it's the 13th can you refresh me on the time what what is what time 9 to 11:30 yeah thank you Miss gri I will be at my son's wedding that day so I very good very good not at nine o'clock I don't understand why you can't come at 9ine and then go on to the wedding we are also working very hard for a presence out in the community in all four of our communities um as we talked about we have the uh University Park parade uh we have two events that will be coming up for Park Forest um I know Miss galbreth is going to be representing the board you know there's one that's coming up it's at Autumn Ridge in Park Forest it's at one of the um subdivisions I believe there they are going to be having just food hot dogs those kinds of things we've asked Miss chesta to participate she's going to set up a booth to try to inform families of our ELC program to certainly let people know about that so if you'd like to stop by please feel free to do that I will be there taking photos for our social media as well and it's from 3: to 6:30 yeah it's in the even if I last that long it is this coming Thursday this Thursday and then also in Park Forest we'll have another day it's um August 3rd it's um I think 6 to 9 it's a Unity day we'll be working with the police department of uh Park Forest and we have um Mr Seamon will be taking the uh the therapy dog team out there to uh meet with students and families as well to promote our programs out there uh we are working with the Donovan group as you know to develop our brochures our handouts getting our names out there we're doing a lot with that and um so we'll have our staff members to help hand out information um just a uh a comment that was made last week I believe Mr Brown you had asked I believe the question about security cameras do we have enough cameras so we did go back and have some conversation in fact I talked with Mr holfield uh just even today um as we're looking at security in general we want to make sure as we are beginning to invite more and more people to come back to alumni day to our football games we want to make sure that we have cameras in the parking lots that have a 360 so they can look throughout the whole perimeters uh so our security guards can look at that so we are beginning to take a look at that uh Mr surma and um I think we'll be inviting uh uh Keith as well to um start taking a look at that so we'll give you some more information but that just came up today as we're moving forward with that can I Chim in on that just a little bit you just mention just security overall and one thing just came to my mind and I heard it on TV the other day about particular School doors were not functionable so and can your team and just ensure us that all the doors at all of our buildings are functionable and if any type of work order out there as the work ORD is relate to doors not working can you expedite those work orders to get the doors fixed if we in fact have any I and I and I agree with you Mr Brown I think one of the things Keith and I have already talked about this where we you know once our construction starts winding down we're going to start checking all of our doors to make sure everything's working right and everything I think the other thing is yes putting priority on if during a school year something happens with a door that that goes to the top of the list because I think as we all know and have seen in a lot of these cases that's the first point of entry of of a lot of you know people that have come into these buildings so again I I agree with you and and we've already talked about that and are be beun looking at that too yes and making that a priority okay great thank you and a my last two items um wanted to uh just share an update we have reached out to both of our unions SE and Acme uh to get their feedback on the metal detectors and some of the implications that it would mean for staff so we met with both unions uh this week we're going to meet with them tomorrow again we're going to be sharing a blueprint of the the high school the doors that we will be using um so there will be one for staff uh that'll be I think door 26 there'll be one at the front door there'll be some at the bus zones so we're going to show that blueprint with both of our unions so they can take a look at that and then as we continue the dialogue about this impact uh before any final decisions are made uh because I do know that there is the direction of this board that we show you uh really our our procedures and plans that are put in place because as it's been brought up we want to make sure that we've thought through all of the procedures to make this a successful Endeavor certainly for the expenses um and then the last one I just wanted to remind uh the board you know we had intended to have at the board packet today the um the agreement for the Hillwood with the which is the Mooney development uh that got pulled at the last minute Hillwood wanted a little bit more time to review it so we will try again uh to bring that back uh in the August meeting um so that's kind of where we're at Dr K I just have one question on the backpacks again um can we put messages out on Skyward and Peach and things like that where the parents will go on and they'll be aware of the situation with the clear backpacks and how it's going to be handled if their child doesn't use it what what the plan B and C are what we were probably going to do is uh each of the buildings will then send out a welcome back newsletter that's going to highlight that okay I'm just wondering again newsletter are you talking mail or um each of the buildings tally generally will send home a letter and I think it's probably through their Virtual School messenger about kind of the welcome back to school some things that will be different this year and that's going to be a real focal point we are trying to get a lot of information out there I'm putting um actually working with Donovan group right now to put together a flyer so that we can start disseminating them even at the Park Forest events things like that so we can start getting the information out as well as social media um you're no costumes for you so we're doing our best to to get the information out um because it is something that is uh is a significant change for our our families y I agree thank you that is all I have all right thank you all right next up is the con consent agenda and uh is there anything that any board members would like to remove to vote on separately all right if not can I have a motion to approve the consent agenda moved set um Inc for the 2022 renovation work at TOA Elementary School in the Early Learning Center I have to get in this party okay I'll second it all right all right any questions or comments all right roll call please Brown is an i Mrs Walters hi Mrs galbert hi Mr swales I president pro to I motion carries all right last one under business may I have a motion to approve a bid and award a contract to Pure bright Facility Services LLC of Chicago Illinois for post construction cleaning services at Balmoral Elementary School ketta Scott King magnet school and cre elementary school if necessary in the amount of $36,800 moved second all right any discussion um yes I have okay question here Ken I know you brought this to the board at the committee as a whole that you're looking to have an outside firm come and do the cleaning as relating to the post cleaning I guess from post construction did you throw price at us last last week you didn't have a price did you I I don't recall if I did I don't remember if I did so I'm just trying to GA my thoughts here okay we're talking about after all the construction work normally we would have had our maintenance staff do to cleaning is that correct yes sir and you're saying that because of how deep we are going into the construction period as it approached to start of our school year our maintenance people are not going to have ample time or we just don't have the staff to do it I think the answer to that is both is that you know because so the schedule right now substantial completion is August 10th on the 11th and 12th the Roe is going to be coming in to do their inspections to give us occupancy and hopefully our occupancy permits that leaves three days to get these buildings cleaned and ready now the contractor has to leave it a certain way and do some of the cleaning but you have to keep in mind in the past at a school and let's just say belmoral elementary school they had the entire summer to clean that building and getting ready for the next school year and now they've got three days so that's where the now if you see the verbiage that I have in the motion it's it's called if necessary yeah I see that so I I've put that in there because the bid came in at $105,000 per building for each one of our facilities so we may not need it at each building at and at belmoral Creed and CSK because those are the buildings that have the major construction going on we may only need to use our service at two of the buildings we don't know that yet because again this project these projects are so fluid and Keith and Vince and Bruce are moving staff around as much as possible so it's a combination of both Mr Brown it's it's not having enough for the Personnel because this service I think Keith has about 40 or 50 staff members at their disposal that they'll bring into a building and get it done and and I think the other part of that is we did tala and ELC last year and you can see the amount of work that it took but I don't know that it ran as late as it is this year correct no it did not I guess that's why did we the completion date yes were we caught off guard with that date or did we kind of know this this a good chunk of money here it it is a it is a good chunk of money Mr Brown I you know I just read up you little write up about how it was bided out and basically they even though you had at the end of the day you had three people bidded on it you had one the wind to bid here you had the other did not submit a bid and the the third one submitted the bid late so basically this person was the only bidder I don't know if you can disclose did you get a chance to see the other bidder's price I know you know this is a done deal here but I'm just curious to see for this amount of money for a th000 $100,000 per building basically for janitorial cleaning work not a lot of material being used here I guess it's more labor intense it's all labor intensive the materials are are are Min a part of that it's all labor and again you know there's not a lot of companies out there that would have the Personnel needed you know to tackle the square footage that we have in our buildings in these three buildings so you know that that's also part of it too and you know you have to keep in mind there's as we go all around everywhere there's labor shortages too you know and that so so there's a lot of things was I don't mean to cut you off but no go ahead just I guess the size of our buildings maybe 40,000 square ft I'm just throwing that out there 40 60,000 Square ft and you are at about $100,000 doll per building which equates to something like $22.50 per square feet of cleaning is that a common number for labor or you haven't dug that I haven't I haven't dug that deep Mr Brown I really I really don't know I I can only go by the bids that are submitted that's and like I said this is we have to do this but I just kind of threw me off surprise when I saw those numbers whoa yeah what happened how did the numbers get $300,000 those were numbers I think the board was not expecting to absorb during this whole construction thing addition the other part of that is probably the other companies may not be able to abide by the time frame to get it done that that they won't B it because they that that can very well be like you like Ken said it's limited janitorial service that can embark on such a large task right have last this my last question this company the law is responsible but they actually was by themselves have they taken on a job as big as this Keith sorry excuse me I'm representing pure BR I'm a retired business manager and a variety of your school districts close by you know from Rich High School to Thornton 205 Etc I came out of retirement help them uh shortterm you've got a man Manpower problem as they extended it's going to cost you a lot more in labor getting people to work today it's very difficult we're pursuing that it's going to cost us a lot more money work C everything else prices are Sky High uh we're going to get in there and do a job for you okay we're going to clean these three schools or whatever may be but it's not going to be easy we walked it you got some heavy construction this is not easy you're tearing up you don't have equipment in I don't believe all of your uh univ vents your air conditioning unit Etc okay because of lack of uh let's call it but uh I going to call it Trucking getting your supplies in you know and this is happening across the country it's not just happening but your school is so uh we're experienced we're doing sky sky 73 and a half for quite a while now we just took over Harvey 152 bringing in people and of course we got a lot of other Industries we're working with Amazon Etc so it's not going to be an easy job and as they mentioned the time frame you got a very short window okay given given all of those challenges and you have acknowledge that have we embarked on a contract where you guarantee that you are going to complete this work in a time that you agree upon uh correct and what are the ramifications if you do not what is our contingency plan because this can hold up our starting of school well Mr Mr Graham's got that contract and I believe it's after the board meeting it's going to be given to Mr Mr mlan you know for it to see but again a lot of it's on your contractors you can't guarantee 100% opening if they're not in if they're not allowing us to get in there to clean okay they have to be ready and out of there so we can clean so can again you said 3 days is it 3 days for cleaning or it's going to be a little more in that okay clarify that what's what's the time frame to ensure this board that there's not going to be hold UPS on either side by the janitorial firm or our construction well we can't speak for your construction people that's a whole no not you I'm talking K so so the time rate right now is on August 10th is substantial completion so what that means is that the work is completed according to the contract substantially that the Roe can come in and give their do their inspections and give our occupancy permits so that'll be done on the 10th our plan is right now that on as I mentioned the 11th and 12th so the 10th is a Wednesday on the 11th and 12th the Roe can come in and do their inspections to give our occupancy permit I can have cleaning being done at the same time that is being done but as a gentleman had said I have to make sure the contractors got their stuff out of there now I'll I'll take care of that I'll I'll I'll get that done so on August 9th we have our committee as a whole meeting you're going to be able to bring to us hopefully that's your plan and hey we're ready to go the timeline dates Milestones delivery bowls all of that critical critical I've already I've already met with the contractors Mr Brown and and I have shared with them that there is no turning back that we are opening School up on time and that they have to hit August 10th period there's no further discussion the district has been down this road before and it wasn't pretty I know okay so we I apologize for going out but I think there's a difference this year the difference is that there's a lot of materials not coming in because of supply shortages that's the big key now we are making contingencies for that we're making sure the buildings are ready even though those supplies may not be in we're making sure that the buildings are ready so that the construction inst constuction can take place so with our hopefully and I'm assuming it's going to pass the vote to hire the janitorial firm here if they are behind can we supplement the janitorial services in some manner with our staff well our staff is still going to be involved in this so it's not like and and so we may have some staff members because they're going to need to assist them so let me give you an idea so let's just say at Elm moral there's a head custodian over there they're still going to have to be there to assist the firm so we're going to have to work together on this and that so it's it's not just I'm GNA just throw them into a building and say go you know I mean our our our staff is still going to be involved in this and still be working and all that also we're not taking any work away but it has to be a partnership between the two we just need more manpower is what it comes down to that's the key to this okay he on you say you have not you have the contract or in your possession they're they're sitting with the contract right now we're waiting for the board approval our contract is based on our bid requirements so our bid requirements are all out there and set yes can you shoot me the contract after the fact sure all right yes I can that's not a problem okay thank you thank you sir I appreciate you coming all right Ken can I just ask you one quick easy question in the schools that had construction going on this summer are we going in and cleaning every room top to bottom no matter what so the entire School ceiling to floor everything is getting cleaned is that correct yes in every room yes are we also doing any covid related sanitation because you know they're saying this ba5 or whatever is starting to spread so are we including that in any of this so as as part of our cleaning process we go through a cleaning process and we use some materials that you know Assist in that but at the same time once all the cleaning is done then we have other machines that go in that may put a mown that you know will sanitize and disinfect as we go so that's an additional step that happens after everything is cleaned you're really need to clean the buildings first top to bottom and then you need to go in and sanitize and disinfect so it's really a three-stage process that goes on sure sure okay good that was a good question Janine I was thinking about that one so thank you oh all right thank you good discussion okay so um can we have the roll call please Brown is an i Mrs galbert I Mr swales hi Mrs Walter I president pro to I motion carries all right next up under personnel and culture may I have a motion to approve the 2022 2026 collective bargaining agreement between the Board of Education and the association of Creet Moni employees as presented subject to language cleanup by the administration and the association which does not substantively alter the terms of the agreement moved second okay any discussion all right roll call please Brown is an i Mrs galberth I Mr swales I Mrs Walters I president pro to I motion carries okay next may I have have a motion to approve certified staff employment reassignment resignation and intent to retire and education support staff president pro to I motion carries okay last under Personnel may I have a motion to approve the superintendent's evaluation for 2021 move second all right any discussion on that okay roll call please I might have missed it but last week I asked where we stood about numbering the doors and windows and you said I thought you said that you'd included in the FYI but I might have mistaken or I might have missed it so it it was in there um it wasn't specific but I know uh Mr Seamon is working on that there was an item in there for that it was a general uh statement in there that they are going back through and looking for the vendor again to secure that so okay so we're not going to make it the summer then so now we're two summer two years behind Mr seemed to think that he would be able to do that that we're going to be able to get the product and get it done by opening of school that's what he had said to me at that point so okay I would love to see that um it's two years behind now so we need to get this done I unfortunately watched some of the news on Uvaldi again and and a lot of the concern was that nobody knew where this room was that he was in and I don't want that to happen in our school if something's happening in any of our schools so this is very important to me as it is to us thank you all right any other old business all right any new business Mr Brown no new hello this is chris cooper superintendent of clearwater schools here with a brief summer update it's been a busy quick and recently very hot summer and it's hard to believe that we will have students in our buildings 28 days from now it is 28 days so the first day of school i want to give a shout out to our custodial maintenance staff and all the work they've been doing this summer to get our buildings back up to speed and up in in great shape ready to go for another school year some things i wanted to mention uh one is the enrollment process if you're not already aware online enrollment is open if you had a returning student you should have received some information already about that it's generated a few questions because it's a little different process typically those questions can be both best answered at the building office level our building offices are staffed on monday mornings throughout the summer but starting a week from monday august 1st they'll be staffed with regular hours the secretaries and the and the principals will both will all be around starting august 1st so a better opportunity to answer some of those questions one of the changes in the enrollment process has to do with uh breakfast and lunch for the past two years due to cover the federal government has paid for everyone to have a free breakfast or lunch that has changed we're going back to the way uh the system worked before so we'd encourage you if you might qualify to go ahead and fill out the free or reduced launch application that's in the enrollment process and then you'll be notified if you do qualify for that that's also the first step in the process of getting uh free or reduced school fees as well so very important that that you do that and we'd ask that you fill those out as you go through that process we also have a different fee payment system and um you will be receiving some information after you've enrolled here in the next couple weeks about how that process is going to work we're trying to make everything um simpler than it was before technology is always a challenge and uh and some learning curve but we believe that we're going to have a new system that's more friendly on the parent side of things to pay our fees in one spot um our web page also has a new look so again trying to update and get things more user-friendly so uh if you haven't been there take a look on our webpage one of the challenges we're facing that seems to be pretty universal right now is staffing issues so we're still working to get everybody staffed believe we're going to be there the place that that's really hit the hardest is um bus drivers you may have seen the bus out along uh the street saying we have uh we're currently hiring bus drivers fortunately we fortunately we were able to bring some folks on this week but it's a really tight timeline to get them ready to drive for school already so if you know somebody that's interested in driving a bus have them reach out to us because we may be a little short handed when we start school even if we hire someone right now there are some options that we may have to consider these aren't things we're definitely going to do but i wanted to be people have people aware one of our uh options is to shorten the time it takes to do a longer route combine some routes and to do that one of the things that we would do is uh implement bus stops and some of our housing developments out in the country so if we have a bunch of kids tightly packed in a housing development rather than going door to door we would have a bus stop where kids might have to walk three or four hundred yards to get to a place and then get on the bus that would get us out of that those housing developments quicker get get our drivers down the road another thing the hope is that we get drivers up to speed and ready to go our least favorite option but one that we might have to implement um is that we um the state expects us to bus students that are more than two and a half miles from school currently we bus a lot of students inside of two and a half miles as a courtesy and we want to keep doing that but if we start school really short on drivers that might be something we would have to implement is not busing students who live within two and a half miles of the school door hopefully that would be temporary if it does come it's not something that that we want to do and i don't want people to panic it's it's not uh something that we may have to do but i wanted people to uh parents to have some time to think and go what if that did happen if i lived two miles from school and there's no longer a bus what what would my options be as another thing i'm going to go take my test i've driven a bus in the past i'm going to get up to speed so hopefully i can fill in in emergencies and and cause things to run smoothly so i just wanted to recap online enrollments open for returning students out of district students new students if you know someone who's moved to town ask them if they've enrolled their students yet and and help them get through that process if you know someone from out of district would like to be here have them reach out to us and or go to the web page and hopefully walk through that process i want to end this update just reviewing our vision the usd 264 vision is that we're one team one family one district where each child reaches their full potential and is well equipped to be successful and coming out of what we've come out of the last couple years uh in in the world and and here in clearwater we want to focus on that one team one family one district coming together so we're going to intentionally do some things to bring not only our staff and students together but the whole community so i hope you can be a part of some of those things as we come together to to to make a difference for uh students families in our community here this is mr cooper signing off work hard have fun and be your best self

the Michigan to separate the Michigan Theater from the 19th story building and the screen room the hope of the applicant is to keep the screen room for the Michigan Theater open and available to the public through the construction process until which time proper exiting can be provided staff recommends under recommendation staff recommends this application be died as it does not meet the standards for approval the code has not been misinterpreted additional definitions and code sections have been provided that will reference that you can also see that in the documentation on the denial that was provided back to Scott Bowers at Scott Bowers and Associates it identifies the requirements for an exit passageway a horizontal exit and other other code sections that may be applicable staff believes that or I believe that the interpretation has not been misinterpreted and that the quantity of applicants and the exiting is not proper to allow this space to be continued and used until proper exiting is in place and that would be until either the exits were in place or the construction was completed thank you all right there's the applicant here you can come up or sign-in form there still Deborah is having them sign in and uh make a statement about their appeal hello um I'm Laura Eder with ESG Architects with the architect of the highrise Tower Scott vauers is here with me and Brad Moore um do you have the we can do it after the presentation after oh you weren't you ready for the president no I think yeah okay so um if that's all right I'll go through the presentation and just kind of talk about what we're thinking through the the process here up on him all right um so we're talking about temporary egress out of the Michigan Theater screening room during the construction of the 19th Story Tower at 6 16 Washington um you can go to the next slide so this is an aerial view of the existing condition prior to the start of construction the small residential units to the north have been demolished at this point and the egress was through those residential lots through an easement that easement is now vacated because we have put the screening room now on the 616 parcel it used to be its own parcel mid-block so it used to be a property line on all four sides of this building um until it was re-surveyed the building existing right now is type 3B Construction and all exits currently exit across easements to get to the public way next slide so the existing exits are to the north of the two doors shown there's one within the screening room and one within the screening room kind of foyer Lobby there is an existing three hour wall shown in red that that divides the screening room from the corridor that takes you to the Michigan Theater and um Glenn and Scott have talked about the addition of a new three-hour firewall on the property line so there's a three hour wall of the Michigan Theater there's not one on the 616 property so we will be constructing this new Orange Line prior to allowing 49 occupants per this request so that wall will be installed prior to the start of these 49 occupants one exit discussion that we're talking about today next slide please so that is a section showing the auditorium on the right hand side with that screening or with that Corridor leading over to the Michigan Theater those three hour walls go to the roof in a 3B type construction the roof is unreaded just for knowledge um next slide please so this is the potential exiting plan that we're showing so we would just we would have 49 occupants exiting the screening room into the Michigan Theater Lobby and exiting through the lobby while um the uh 616 19 Story Tower is under construction this would be um for approximately um 180 days until we pour the fifth level of concrete and it is deemed safe for um occupants in the Michigan theater screen room to exit across this site we're a little over an acre on the entire or a little over half an acre on the entire site and it's not really feasible to phase the construction to do one half and then the other half of this concrete Tower to kind of try to keep some exiting here um so on the next slide so once we are through that fifth floor of construction we'll have various routes through the construction site to be maintained for Section 3306 of the Michigan building code that protect protects pedestrians to get to the um public right-of-way and then the next slide is the finalized version of exiting where we will be exiting the existing screening room through the 616 East Washington Street Building since it is on that block so it will go into exit passageways and exit two exits to the public right away next section this is two sections through the um existing screen room there is no construction going over the screening room we will be adjacent vertically with three hour walls but there is nothing that's happening on top of this um screening room during during construction um next slide this is the plan that was provided with the application to go through the temp exiting plan so from the I can't even read this from the circle in the auditorium there's a pink route and a light blue route that gets you within 75 feet of that three hour Corridor which is kind of called an exit passageway in this sense so you'd have a safe exiting out of the screening room into a three hour rated enclosure then you would hit the Michigan theater doors which will be in a three hour firewall and then you have less than 70 I believe less than 75 feet to the exit and you can clearly see the exit of the um screening room as you go through those double doors into the Michigan Theater Lobby again this is a temporary exiting plan during construction we would like it to remain under 180 days but with the way construction happens the market we can't really commit to exactly that number but it would be around 180 days next slide so the schedule of construction the next sign so right now we have two exits onto the 616 property out of the screening room that will close when the screening room is closed to do the construction of the new three-hour firewall in the South facade that'll take us to the end of the year then once that three hour wall is constructed we would like to open the screening room to 49 occupants exiting through the Michigan Theater for approximately 180 days then we move into stage four which is exiting out the 616 property as it's safe and as it's not still keep that exit back through the Michigan Theater which would be the duration of the project and then stage five the two exits which would be completion of the project that would exit on it onto the 616 property out of the screening room next slide occupancy load so right now there is 257 total occupants based on the existing drawings of the screening room so if you go back to the permeable drawings when the screen room was built they're saying that the occupancy was 257.

good evening i'm going to call this meeting to order roll call dr foley president kaler members of the board please let the record show that all members are present thank you so much we are going to have a moment of silence followed by the pledge of allegiance and i do hear a major echo in the microphone not sure if that can be addressed thank you one nation okay so as soon as we open up this meeting at this time the meeting will recess for the purpose of holding a public hearing on the proposed revision to the expenditure budget for the 2022-2023 school year in accordance with ars 15-905 d e members of the audience are invited to make comments and ask questions during the public hearing dr foley president kaler members of the board as you know we have been talking an awful lot about our budget and as you know you have met and approved this budget and statutorily you are required to do so by a certain date and then the state legislature actually within days of you finalizing this past the budget so our cfo wanted us to be sure that because we had estimated below what actually was that we want to make sure that our budget actually captures all of that as you know uh our tyler moore tonight is proudly representing us at the state conference uh for business officials but he has put together a presentation similar to as he has provided before to explain the updates he is also my understanding joining us telephonically if we have additional questions but we will play his presentation so that we can provide the input of the adjustments to reflect the changes that came from the state budget evening governing board president kaler members of the board i will be presenting the 2022-2023 budget revision number one virtually this evening the arizona school budget timeline should look familiar to you shortly after our district approved our adopted budget the state approved the 2023 k-12 budget in that budget there was language that allowed school districts the opportunity to revise their budgets prior to august 1st and adjust their tax levy higley has elected to pursue this option in order to capture the increases in budget capacity from the k-12 budget bill and ensure the tax rate accurately reflects the expenditure budget as a reminder the 2023 adopted budget included the following highlights no anticipated additional coveted relief grant funding however we did in fiscal year 23 have a second retention stipend previously budgeted a fifteen hundred dollars pre-tax arizona schools will again face potential cuts from the aggregate expenditure limit in 2023 ael conversations have not taken place yet as previously discussed it was expected a quick session would be called after the k-12 budget was passed in order to fix the ael limit for 2023 but that has not taken place yet asrs contribution rates have slightly reduced in this budget mno to capital transfer 4.4 million that is to cover the annual payment for our middle school leases that must be paid from the capital fund in addition from some of the k-12 budget increases we are transferring an additional 3.6 million for unallocated capital contingency this transfer is to set aside contingency in case the november election or the higley unified is proposing a bond for 77 million fails to pass if that bond were to pass we will transfer the money back to emino for its original purpose higley is also moving to his self-insurance plan we are estimating a budget savings of over 500 000 and again this plan included no increases to employ medical contributions but some voluntary changes next i want to highlight the k-12 budget that was just passed by the legislature as that is one of the main reasons why we're doing a revision this early in the year first 525 million was added to the base the new base level support for public schools is four thousand seven hundred seventy five dollars and twenty seven cents that bill also repealed teacher compensation which was a weighted add-on to the base level support next 100 million was added to increase special education and the various group b weights listed below tsl or transportation support level had a slight increase the k12 budget added a new ell weight also called opportunity or poverty weight for fiscal year 23 that was approximately 50 million statewide district additional assistance better known as capital saw an increase of 60 million statewide this is the first increase to the capital fund since 2008-2009 there were also several other additional funding increases not as large in scale lastly arizona approved the largest expansion towards privatizing education in the nation the empowerment scholarship account esa as we like to call it now provides seven thousand dollars to k-12 families looking to pay for private school tuition higley in all public schools are only being funded at two-thirds of what the esa voucher now provides i will note this expansion is being challenged and several education groups are looking to take the expansion to the ballot this november next let's look at the impact of the k-12 budget bill and the proposed budget revision first looking at the mno fund we adopted a general budget limit of 116.9 million that jbl included projecting no increase to adm in 2023 inflation projected at 2 as well as my conservative estimates of three percent to the base assume that mno transfer 4.4 for our middle school leases as well as the additional 3.6 for unallocated capital contingency the reduction in asrs percentage and the estimated budget balance carryforward of 22 million approximately 19.5 percent looking at the budget revision we can see that we're revising up to 2.1 million approximately 1.8 percent this budget revision takes into consideration the k-12 budget bill it also still notes that we are no current exemptions to the ael and the additional increases will be added to the budget balance carry forward for fiscal year 23.

is july 20th 2022 regular meeting of the brookfield board of education to order please join me for the legislation [Music] for which stands one nation under god indivisible with liberty and since we're here in the auditorium at the uh high school because the air conditioning is not yet installed in you know in the library um i think to the board members we're gonna have to be passing the microphone back and forth with one another we'll have a second microphone here at the table but for now it's at the podium it's the first thing on our agenda is public comment um before we start we do have one two three four five six seven eight people who signed up to speak and they're all on topics that are on the agenda for this evening so we can do those in this first segment you all remember for those of you who watch our board meetings we've set up two parts of public comment on our agenda the first one is for just items on the agenda and the second section is for anything that has to do with a school management so everybody can speak in the first segment we have a limited 20 minutes in that first session and if there's anybody who doesn't get a chance to speak we have a second chance to do that at the end of the agenda so before we open up public comment i would like to talk about the agenda a little bit tonight because i see most people said they want to talk about school security school security is on our agenda for this evening so it's very important but i think for those of you who are here tonight you ought to know that that discussion will be held in executive session which means we will do it without the here in the public sector we will be talking about school security actively at our next meeting but tonight because we're going to have a very detailed discussion about the current security and future security the the executive session rules allows security and very few other topics but security is one of them to be handled inside executive session so that's we're going to be doing that that way because it's sensitive material as you can imagine to make that work for everybody because we're not trying to hide anything none of us here on the board or trying to find we want to have an open frank discussion we'll have the police chief with us um but i will come back after the executive session and give a thorough debrief of how that meeting went i won't talk about risk items and things like that but what decisions do we what do we talk about what decisions do we make we can't vote in executive session we need to vote in the public so we will invest that self if you would stick around because not only are we going to do that we make sure we videotape it and it's available to the public because uh everybody know what we're talking about when it comes to security but when you're having the day-to-day the minute-by-minute discussion you might be talking about security risks or you know how you might handle this situation in that situation and it becomes a little awkward to talk about that um in a public forum at least in the first time so that's how we're going to run tonight but if i go and bottom know so so with that next on our agenda is public comment i will call names i just will ask that as you speak we need your name and address please limit your comments to three minutes uh we do have a maximum of 20 minutes so we should get we'll fit all seven people in um but if everybody could take a beat three minutes it will make it easier for everybody to get drive i'd like to thank the board of ed and the security task force for providing students and the youth commission the opportunity to provide input in this school security discussion very much appreciated by me and all members of the youth commission what follows now are my personal views one of the things that we discussed at the task force meeting was including involving students in the creation of messaging to students on changes that will be implemented and you'll be surprised by how eager they are to have their voice heard and you'll hear perspectives and that would not have occurred to you so i'd really encourage the schools to take advantage of that finally whatever decisions final decisions you make about increasing armed safety in and around the schools consider what additional mental health support the district will need one of the data points i've learned is that one cohort group that has difficulty with the increase in armed officers in schools is students with mental health issues we know that before covent 12 to 15 of students identified as having mental health issues postcode that that number has grown to 45 or more so it's important that any solution you consider include a vibrant and funded mental health component thanks for listening thank you next on the list is troy greenstein and joy i understand you're not speaking as support number you're speaking as a member of the public correct i'm going to state that joy greenstein 10 club report i'm speaking as a parent and a taxpayer what is the main goal of an armed intruder at a school the factual answer is to get as many kills as possible they choose the time of day when they will be the most students and faculty in the building to give them the best chance of the highest body count or kills it's impossible for an unarmed security monitor to be a first line of defense for this you can't bring a knife to a gunfight knowing this fact then why would we propose an asso for just after school if it's deemed appropriate for after school then why isn't it equally important during the school hours what are the duties and responsibilities of an sro in their job description and order of priority it is my understanding that security is nowhere near the top of their list how is it possible for an sro to protect the school from an armed intruder when that sro has so many other responsibilities outside of school security what happens when the sro is teaching dare and an incident occurs at the bare minimum you will have students being killed before the sro can respond the sro can't respond fast enough from whatever unrelated duty he or she has to effectively prevent the death of children who is positioned at the main entrance for the entirety of the school day the unarmed school security monitor that the security test proposed an unarmed security monitor cannot protect the children at the school against an armed intruder why not then put whomever in that position let's put a lunch monitor there for school staff personnel if they're going to be unarmed what's the point whose job is it to maintain the locked doors of each school the unarmed security monitor that security task force is proposing we need the doors to be locked during the school day with only one point of entry and asso at that entrance the entire day with the sole purpose of being the first line of defense many schools of associate have no issues students are not and will not be scared police officers are their superheroes it is our job as educators parents and the community to roll it out appropriately and in a manner that's developmentally appropriate young children will follow our lead has the security task force taking the poll or vote of what brookfield parents want for their children or the poll the students and faculty the ones who will be directly impacted the security task force is misrepresenting what the citizens of this town want most important the proposed plan that the security test work has put forth is giving the town a perception of safety for their children when in reality the schools are no safer than a school monitor being at the front entrance do we want the perception of safety or do we actually want to protect our children we need an asso at the main entrance of every school and we need it now you can't put a price tag on safety [Music] next up is evening everyone collette stern 159 long little drive and i'm speaking tonight as chair of birthday cares for anyone who may not know what brookfield cares are we are a non-profit community coalition that works to promote awareness education and outreach for substance misuse anxiety depression suicide and other mental health concerns it is on behalf of brookfield cares that we express our full and unanimous support for the on-site mental health agency that the bhs pillars committee will be presenting to you all today we are in a mental crisis cdc has said from 2019 or 2009 to 2019 there was a 40 percent increase in anxiety and depression among 13 youth and that number has significantly increased since the onset of the pandemic now the way to address it is very multifaceted but we do know that some effective pathways are to reduce the perceived stigma of mental health issues and to improve the accessibility and availability of obtaining the services essentially removing the barrier between mental and physical health so that seeking help for a mental health issue is as easy and commonplace as seeking help for a sprained ankle or asthma or a sore back and we do believe that having an on-site agency will be a great step to address those goals so not only will we work to improve the health and well-being of our student population but our community as a whole so brookfield cares does stand and support in any way for this initiative thank you okay next is joyce casino okay joyce posino seven broadview mode i am a very concerned parent of a high school student here in town and my bottom line regarding this issue is that we do need more than one armed officer in each school it has been a talking point that we already have armed guards in the school when in fact the two elementary schools have only recently had armed protection added just since the texas school shooting when the new elementary school is complete there is a plan to only have one armed officer there i am far from the only parent here in town that thanks for that sprawling property with more than 1 000 students more than one is absolutely necessary i still find it unthinkable that our town being so very close to the sandy hook tragedy had never added armed guards to our elementary schools currently surrounding towns have already stepped up to implement additional our security and are currently hiring and training these personnel as we speak why is brookfield going against our police chief's advice and against the lead of our surrounding town at tom's actions in my opinion the board of ed is not only slowing things with this dragged out process but not listening to the public opinion there was an overwhelming poll on our community advocacy facebook page in favor of more armed security in such a hugely important matter the public needs to be heard we elected the board of ed to represent our interests in closing i hope to god that there is still a pool of highly skilled individuals left to hire and train considering the lag time to act in a timely manner we all can agree that we want to keep our children safe we need to take the politics out of it and protect our children to the fullest capacity as other times have already done and do this with no regrets thank you next is aaron zimmer uh aaron zimmer 50 on twos hill road um i'm a brand new resident i'm the new chair of the dtc uh it's my understanding that the task force will not be recommending any ssos outright in all schools as our first select when select women recommended last month and i've got to say i'm relieved i'm relieved because this idea that adding more guns to our schools would somehow keep our kids more safe it just doesn't seem to be true all you have to do is watch the news this week from evolving look at the data from all school shootings it's going to tell you that more good guys with a gun does not does not stop a bad guy with a gun nearly 400 cops didn't neutralize one bad guy and then one bag that killed 19 babies and two teachers so it seems clear to me once someone shows up in our school ready to do harm it's already too good and hiring a ssos is putting a band-aid on the wrong spot it's an easy solution that gives parents a false sense of security if the board is elected are going to approve a half a million dollars to keep our kids safe let's spend some of that on prevention let's give our kids more tools to spot and report the signs and let's put more energy into anti-bullying initiatives as a collective town voice let's support politicians who will keep guns out of the hands of the people who should not have them no i'm not implying that we don't need some level alarm security we probably do and if that's true let's have them be active duty brokefield cops this notion that a former or retired cop can be as good as an active cop doesn't make much sense to me particularly when we consider a diminishing pool of candidates i mean who would we be honored are they good with kids are we going to take what we can get and are we adding additional risk simply adding more guns cannot be the sole solution you almost notice i would just urge the board to take a holistic approach to keeping our kid home thank you next up is shannon wilder i'm sorry i skipped i think he's next absolutely it seems like one or two board members overrode the recommendation to have armed guards within our schools students who attended who attend brookfield public schools came to the security meeting and expressed they would like armed ass within our schools the vote on july 14th to recommend unarmed asso's those children's voices we're not as parents we are the experts when it comes to knowing what is best for our children and the board of education should be listening to us parents and the children's voices it's obvious the majority of the brokefield's parents want armed guards and once again just leaving a few four to bed members we aren't listening to or listen to what the children feel they need at the time of school five days a week during the july 14 security meeting there was only one voting parent one at that meeting again one voting parent the rest who voted were either town employees or board of ed members and i find that so unacceptable and i have to kind of go off of what someone said before to say that our kids are already at risk and they don't need armed security i don't know what parent can sit here and say that we can should not be protecting our kids i mean we might as well unlock the school doors and just let anyone in we need to protect our kids and it's upsetting to think that we don't to thank you thank [Applause] you shannon reilly 11 year run road um i'm here as a parent but also an educator across the state forum and i just wanted to i guess express that i think that the board that you are doing a good job that the considerations that you've made and putting forth instead of just a reactionary um split second decision and considering all pieces is should be applauded by the town i do [Music] want the board also to consider that you know the biggest piece here in all of like that connects all of these different school shootings with mental health and that mental health should be part of our response to something like this that if the money needs to be spent for more security that there should be a portion of that money spent towards mental health in my son is a student at wisconier he spent an entire month this past school year without a school counselor where the assistant um principal had to fill in as a school counselor because there was not someone filling that position we got an email on the first of april saying that the school counselor was leaving and then did not get an email until the 10th of may that a new school counselor had been hired um i don't know if you know about what middle school is like for students but during that time they are dealing with many emotions that they are processing what it is like to be an adult as a child and that supporting that through mental health school counselors school psychologists you know even hiring an sro an sro does have training to deal with students and forming that relationship with them where i don't know what our qualifications or what you're going to be looking for in an asso but i would be much more comfortable as a parent and as an educator myself having someone who has the the backing of our police department and the training that is provided also be um having to react yearly with their guns okay that's all i wanted to say thank you thank you so that works jennifer ackerly is our last hello jen accurately five navy road brookfield connecticut um i don't have any special speech prepared and i've just been taking in everything as it's come but i am a mother of a five-year-old who just graduated from goddard which is a wonderful preschool up here in brookfield and i also want to thank you guys for addressing these concerns because i know it can't be easy hearing everybody's opinion and everything um essentially um my greatest concern was i was all excited for kenwood lake elementary school i was like yes they're secure and with all the shootings i have to worry about that then the sign went down we have to go to center i'm sure the education and everything's wonderful my daughter is going to be attending the kindergarten with about 10 other kindergarten groups and just from basic assessing the grounds not just from a shooter standpoint but safety the fences were outdated there was a gate that the latch could come open a child could fall into somebody else's yard it was just some basic principles i didn't have a surveillance camera in my apartment that weren't at the entries or the exits and among the shooting being a big threat there's also a child exploitation kidnappings that happen six trillion dollars a year actually go into that more so majority of them are kidnappings having an asso there is someone who's trained to focus primarily on protecting the asset versus a cop and it can be a retired cop but they enforce laws security officers are there to protect the children the building the grounds do the rounds see what looks off what doesn't and that has the emergency preparedness available which is provided to us by the state of connecticut saiza will come out and bring us create a professional to just assess the ground so parents know what risk we're taking it is scary because you know sandy hook and but if you look at our surrounding towns new milford's on board newtown's on board all these towns are on board where do you think these assailants are going to hit the ones who don't put this issue ahead and we get so high up on guns we're scared of guns take it from the different position what do you think that will do to a shooter it might deter so wouldn't it be smart to have that prepared action plan in place no different than a fire drill and it doesn't have to be scary it's just a response so because myself as a parent i'm a focus on work i want the teachers to focus on educating my child i want them to focus on their learning without having to worry somebody's going to come to school and kidnap me okay and i think we all deserve that as parents as people as residents and i'm just hoping that we'll be heard okay um that is the uh end of our public comment we actually hit the 20 minutes almost dead nuts um so thank you all for uh and i appreciate everybody's input i know all of us just for all of us that we really really really appreciate everybody's input on these matters um so next up on our agenda is when we go through a couple of updates and then we'll get under the core of our agenda so first up is winning correspondence leslie ruggiero and anthony distepan wrote regarding school safety and security trina capone wrote regarding portables school security officers and older choice laura organ regarding the security task force and armed security officers jessica jessica wrote in praise of her child's teacher steve harding and lisa coleman wrote regarding armed security officers jennifer ackerly wrote regarding school safety and funding plans carrie colombo wrote regarding school security and climate the brookfield youth commission wrote regarding security task force and ready to step in a row regarding the task force recommendations okay next up is the approval of board minutes i'll move that the board approved the minutes from the regular meeting on june 15th and the special joint meeting with the nbc on july 11th okay it's moved and seconded by mrs fernandez i'm going just if it's okay with everybody i'll just mention on for the for the video of who seconded it so we're not having to pass the microphone for seconds um the movement second any discussion on the minutes okay hearing none all in favor okay uh so we're going to move on to the superintendent's reports dr brown thank you mr belden um so a couple of thank yous i want to send out we've had a great start to summer school extended school year uh busy at both wisconsin and center school i'd like to thank dr rudel and mrs ryan for their work with leadership of summer school and all the staff there and also for the extended school year program uh to mrs johnson and mrs fontana for all of their work and of course the staff that's that's their welcoming and teaching kids every single morning i'm really pleased with what's going on there in addition to that um just a follow-up from last week's special meeting regarding the technology package handle handlewood lake elementary rob ten is our project manager from arcadis along with their confident technology director met on the 14th with the state department's office of grants management there was only a couple of comebacks for some clarity we anticipate the next two weeks another meeting and a likely approval by the state at that point so we're really excited about that was a major major undertaking the next thing i wanted to do is throw it over to our principal of center school mrs farias to talk a little bit about kindergarten enrollment the new support repair positions and the first week schedule so mrs hello everyone thank you for giving me this opportunity to speak about the center school kindergarten enrollment and the beginning of the school schedule for our kindergarten first i'd like to just say that it's been an amazing two weeks back at center school have just been extremely excited and honored and humbled by the outpouring of support by uh you know dr brill and the admin team as well as you know staff i even had a couple of former students uh come by so it's been just really awesome a little tiring but really awesome um so kindergarten enrollment as you all know is very fluid especially this time of year uh we have approximately 160 students at this time with six weeks left to go in the school year so we anticipate getting some additional students so right now we're about 18 to 20 per class which is in range with our class size guidelines which are about 17 to 20 is the class size guidelines with a target of 19.

we would like to post an occupancy of 49 that does not allow more than 49 occupants within the screen room building at one time this would be um screened electronic ticket sales staff would be educated to understand this and I believe Russ Collins with the Michigan Theater has sent two letters to the board stating that they would they would be on top of this 49 occupants whether it's removing seats um covering seats kind of whatever the building board of appeals would feel comfortable with to make sure that that they can't fill the seating that's currently in there I think right now it's somewhere around 190 seats that are actually in the space um next slide exit passageway so we're calling this an exit passageway through the three hour Corridor to kind of limit that 75 feet of common path of travel for one exit so we're having two exits out of the screening room itself into this three hour rated exit passageway and then that termination is supposed to take you to the public way it does take you through the Michigan Theater into another building that the Michigan Theater Lobby is sprinkler now so the Michigan Theater is not what the lobby is and then that would take you directly out um if you go to the next slide exit travel distance so those are the the exit doors that you would see once you came out of the um the screening room and those are the doors that you would come into the screening room through as the ones on the right hand side and the travel distance for an a occupancy with a sprinkler system is 250 feet and those Dash lines that we're showing add up to 141 to 211 so depending upon which way you went um those are the total numbers uh next slide uh safeguards during construction so chapter 33 says maintenance of means of egress there is an exception during construction that if the existing means of egress do not need to be maintained where an approved temporary means of egress and facilities are provided and that's basically what we're trying to ask here is for a temporary use during construction can we provide this this exiting it's an interesting situation since it is crossing the property line but both buildings are owned and managed by the Michigan Theater um next one and this is a copy of the letter sent from Russ Collins just um stating support from the Michigan Theater basically the idea is that um we don't want to close the Michigan theater screen room for two years so or even a year um to keep that the Vitality of the Michigan Theater going for the city okay thank you thank you glad you have any other further comments I'd like to make a couple comments in response to the appeal the appeal and what's happening here with the request the um there are three standards for approval one is the true intent of the code or the rules governing construction have been correctly interpreted of which this is the basis that the applicant is appealing the process provisions of the code do not apply in an equal or better form of construction is proposed with their three-hour quarter that they're providing it does not take it to an exit it takes it into another space that's across the property line into another building while it's suppressed the theater area the screen room is not suppressed the distances that would be measured would would be the total distance when interpreting distance and so while you're allowed with a success building you're allowed a certain distance in this case that screen room is not suppressed so it does not fall into the same ramifications or allowances for distances of travel I would like the board to keep that in mind the um [Applause] the additional thing is the occupant load nothing's been proposed um with the occupant load of how they're going to limit other than just now removal of seats and allowances we take a lot of things in consideration for occupant loads additional space standing um we try to be consistent with those those approaches and I believe the space is far greater than just a applicable sign being put up to indicate the occupant load I guess one little one additional thing to add jumping back to the passageways and Horrors on Alexa horizontal exits are great but they're not the first required exit and while they had this three hour separation be in the corridor they're going into another building the horizontal exit can't be the only exit the passageway is the exit that is required and it goes to an exit not into another building so passageway accent is allowed if it goes to the exterior I've provided definitions code sections and if you have questions please feel free to ask me thank you just uh four have questions for the applicant so the screening room is not sprinkler the Michigan theater Lobby is sprinkler but the theater the main theater itself is not sprinkler is that um So currently the Michigan Theater screening room is sprinklered it will need to be detached during construction because we're not allowed to connect across the property line um which currently is being served out of the Cadillac building which will be demolished so when that building gets demolished and originally we wanted to tie it into the Michigan Theater fire sprinkler system that's part of the lobby but that crosses a property line which is not part of the code that we can that would be another reason we'd be here if we were going to try to tie it into that so um Glenn is not wrong in the sense that it will not be sprinkler during this temporary means of egress but it is currently sprinkler and will be sprinklered off of the tower once the tower is is built and so is there a fire alarm or enunciation system in the yeah the screening room [Applause] there's not a temporary means of hooking up the fire suppression system so that the room camera be remain sprinkled we'd have to come back from the Michigan Theater and I don't believe that was a choice but there could be a possibility of doing it it's just that all the properties are being under construction except for the Michigan Theater right and in the end it needs to come from the 616 building because that's the property it's on so again if there is a there isn't a fire alarm system for the screening room there is a fire alarm system for the screen is there an enunciation system yes there is so an announcement can be made inside that room yes okay and that's within this where is that within the not within the feeder building it's within the sixth assume in the building itself that that alarm system and notifications The Alarm Systems actually out of the Michigan Theater so those alarm systems connecting to each other but not the buyers are preciousness yeah yeah it's a nod situation yeah foreign is there a can can there not be a constructed temporary means of egress out of the room through the construction site with scaffold I mean oh I know OSHA's got a ton of requirements to go through but is they're nothing that can be constructed to go across the construction site we are going to construct something but they they the construction company won't be able to do it until the fifth floor when they're out of the way so that's the that's the problem that we're having so they will can they won't be complete enough to be able to do that because everything's under construction there but once the fifth floor goes on they'll have temporary egress through the building and Scaffolding um per code and that'll be emergency exit only I assume or as you see exit only yes and that won't be in talk 180 days roughly where we are constructing a a new door and a new exit way out into the lobby from the screening room to that exit passageway which is directly across the door to the lobby Glenn would make a difference if the continuation of the egress path that dotted green line that leads to the exterior can you I can't hear you oh sorry would it make a difference if the dotted green line that's shown on the egress plan was in an enclosed or dedicated fire rated Carter if it went to the exterior all from the start to to finish well that's that's the whole idea and you're saying which which line are you indicating though so so on the on the on the the part plan that shows all the different colored means of egress out of the screening room the final leg is a dotted green line that leads to the exterior and it's got a hatched area my question is if that what if that hatched area was a dedicate was a dedicated fire rated enclosed tunnel would that make a difference I'm not sure if I'm looking at the right picture three patrons somehow instructed so it picks up the three hour ready yeah so your effect you also have been affecting the other part of the mission for you but well I mean I'm not saying that they use the whole thing folks if you're going to deliberate or talk it should be on the record yes he didn't see the diagram so no but there was discussion that I don't know about these phones thank you we'll revisit that so everybody can hear so if there was a proper exit passageway the current passageway is not according to the code requirements if there was a proper code code defined passageway that met those requirements to the exterior yes that that would that would meet the one exit the other part of is the occupant load we would require a second exit 49 requires one and it's supposed to be an exit passageway that goes from the exiting right or to the exit the horizontal exit which is what they're proposing acrossing the the building property line um it's not allowed by itself it still has to have an exit that goes to the exterior so whether you make the determination that there are 49 applicants under certain requirements um it has to be a passageway that goes to the exterior to the exit I provided the definition for you to look at also um and just one thing to add to this too is the the interesting scenario between these two buildings so we came to you a year and a half ago to ask for this door between the theater and the um and those the screening room you're not allowed to have a door on a property line so this door is already kind of a convoluted code issue here because technically you shouldn't be entering in the Michigan Theater and crossing the screening room Crossing this threshold to go into the screening room to begin with because the screen room should be on the Michigan Theater property so if that was the case then this this building would be part of the same building you wouldn't have this scenario so the egress would all want to go that direction the problem is that's not how this was built and how this was put together this screening room is on a completely separate property which is why we're building a 19 Story Tower around it if I might comment on that it is a convoluted it's been approved for those extra doors allowing passage to and from however again a passage a passageway has to go to the exterior it shouldn't enter into another Lobby it should go to the outside these are safety safety restrictions that allow for exiting and in a temporary situation with construction going around I myself do not believe it's it is safe way only requires a minimum of a one-hour rating and this would have a three hour rating so we are a more substantial rating in this passageway now it is going to send you into a building instead of directly to the exterior as Glenn has noted but once you get into that Corridor you're within a three hour rating on either end with the doors protected um once you come out of that Auditorium and again we're asking for this to be a temporary means of egress this is not something that we would want the board to consider for long term this is more during construction for the safety of the occupants because we don't feel like going across the construction site would be safe it's also worth noting that you're only entering the Michigan Theater screening room through the Michigan Theater so in the event of an emergency it is noted that most people want to go the way they came in and so that's just just for for the record the only way into the screening room from a purchase ticket is through the Michigan Theater entrance um if I might add condempsey building official um one additional comment well even they indicated earlier that construction does run into hurdles and and issues that come up that may drag the process on this could end up being a year of which we don't have proper egress it might not be six months it might be a year it may be seven months that's hard to figure out as complications run through on a construction process if we put a condition on there for duration if it went past that they would lose occupancy of that space or or have to come back for other variant or something I don't know if it was thank you if stipulations were put in place and they exceeded the stipulations that would be an enforcement that we'd have to go forward with a question for you Glenn I know most corridors require two means of egress is an exit passageway only required to have one mean to be aggressed you're entering from one end and exit at the other so you wouldn't need to have a second way out of the corridor you typically have two stairways that you exit at each end or should have too long of a dead end so there are allowances for one exit situations when you get in occupant loads that sort of triggers the second exit or the space but a corridor itself typically always has two it allows if it's a one exit it's a lot that passageway allows allows you to exit one exit Yeah so basically you're actually you're not having anything else so it's one exit because nothing else is but it's it is supposed to go to an exit not into a Lobby and then a horizontal exit I know buildings didn't have fourth and electrics where you actually in an area of Refuge in a way they're treating that Lobby like an area of Refuge where you're going through a firewall you're in a separate safe space are those doors on hold opens between the twos and those would close at the fire alarm went off then that would give you that that safe area so they would close if the fire alarm went off in either building eventually doors that go into the screening room where your dial the lines going across the double doors yeah the double doors and they'll be rated for three hours it looks like on the site plan I guess you can't connect there's you have too much construction going on there but you can't get from your building over to the to toward the to the west where there's currently something goes back up to Liberty Street you can't get there no we're dealing with a lot of foundational issues that I think is going to take quite a bit of time along the existing building we don't really want to incur any damage on the Michigan Theater so there's quite a bit of foundation work that goes there yeah and it happens all the way around the building um and it's just kind of costs imperative to to stop construction on half of it and then mobilize that team again because it's such a small site what was early conversation with the building department when they went through the planning phase of all this of hey you're going to be blocking this off was this not really talked about or thought about was it brought to attention is this like a last minute oh hey this is going to happen you know what I mean like so through the building getting it approved and everything was there ever a letter sent out saying you're blocking these exits something has to happen you have to provide a mean to be aggressive for this other business stay in business because right now the construction of this building is going to impact a business to require it's it's a movie theater so you know like you're you're you have to shut down this entire room so their business is going to be impacted by this was it ever discussed with the Construction Company saying or the planning of whoever owners saying you have to do something about this so this is a very complicated building it's hard for us to see this in many jurisdictions across the country you've got really three buildings that are affecting this construction very difficult while certain things are addressed we didn't have specifics on what they're what they're going through now they went through a recent board of appeals to get some exits allowed and so forth in the in the doors um that are allowing other uses other amenities uses such as bathrooms being located into a third building so it's a very complicated building we don't have anything specific that we discussed on one exit going through this you know this this is in in code eyes a safety issue and while you know we wouldn't want to put a business out of business right we we have I believe higher concerns when it comes to safety of the public and that's why the codes have been developed for minimum these are minimum codes so that's what you have to keep in mind in your in this appeal process and from our perspective when we went through the zoning um for the height and um kind of site planning for this we did talk about closing the theater and or exiting through the construction site and as we've moved forward through design and we're basically in for permit drawings and moving forward it just deemed really not feasible to go through the construction site and the Michigan Theater feels that it's not acceptable to close so we're kind of in this rock in a hard place and and I'm sorry you you you work for I work for ESG Architects who's doing the high-rise the high-rise and Scott Bowers is the architect for the Michigan Theater okay and screening room um and you guys have talked about the oh he's the architect so um it's just hard because you guys are closing down to business it's a theater just coming off of covet that there's probably one of the worst people that were impacted during all of covid and now really if we vote no to this they have to close down half their business so that you guys can do your thing and a year later maybe they can go back to business as normal that's correct what are the operating hours for the screening room so the operating hours of the screening room will not collide with the operating hours of the construction site so they will not operate the screening room when construction is going on so we have discussed this with the construction team and Russ kotlin's with the Michigan Theater they will operate the screening room at nights and weekends when the construction is not taking place so it's a limited number of hours during the week and presumably a limited number but longer hours during the weekend question for the fire department could this all be somehow mitigated if there was a fire watch installed well a fire watch by definition is for a system that's impaired so I don't want to compare apples to oranges in that sense because the fire watch is really either a fire suppression system that is down a sprinkler system shut down fire pump shutdown or fire alarm systems shut down where a human actually becomes that detection to get people out that's not really the issue here the issue here is still an occupant mode and egress issues well these are both life safety issues and fire code I understand I mean I don't understand the the Holley fire watch would help out this the scenario for this well because the the two letters indicated that they were going to leave it to staff to take the necessary precautions to guarantee state or to to ensure safety and Mike so I'm asking whether I and since the suppression system is going to be shut down during construction would the system being shut down and if the Billings occupied they're gonna have to be on firewatch anyways occupied you go on firewatch for it but we're still at a position where that's like having ushers are trying to get people out you still the ushers are still going to be taking them through a egress system that's not code compliant foreign I believe this is one of the questions that Glenn asked me before but I believe the construction type and the size of this building screening room only doesn't require fire suppression so that's why we were able to unhook it even alone until we got one 616 out there running foreign I guess I'd like to ask one more time if if the three-hour card or that they're creating within the screening room is continued out to the an exterior exit in an enclosed egress tunnel which would be an extension of the egress passageway would that would that be feasible as a as a code for Code Compliance if it were a proper passageway if excuse me if there were proper code compliant passageway and it went to the exterior yeah yes but nothing's been proposed as such for us to look at this was a proposal that you know the inter there are my interpretation are the building Department's interpretation was incorrect oh okay but that's what I wanted you answered my question okay is that possible so the stairs that go to the second floor of the Michigan Theater are on the right hand side of that plan kind of on the right side of that Dash Green Line in the Michigan Theater entrance for the first floor is on the left-hand side so people would have to enter the Michigan Theater with a divider and go either direction so we'd be limiting the egress out of the Michigan Theater exits um so I don't I don't believe that would be possible to create a course how can you come up we'll do that we interrupted Sarah the balcony would would be the impacted by horizontal exit there or that enclosure it could be that the space is pretty tall so I think you could create a tunnel that comes out of those doors the challenges you've got the stairs coming down on one side and you've got the entrance to the other stairs on the other side and you've got the majority of your exits kind of on that yeah I feel like you you'd have to come into the Michigan Theater and go in one door or the other door whether you were upstairs or downstairs and I think that would um it would it would be challenging you can see those stairs on the actually you may not be able to see those stairs yes on the there's a brake line on the plane that's just difficult to tell with the dimension that you're talking about is yeah can you go back to page five in your presentation okay foreign and then the doors that go into the Michigan Theater auditory and I hope everybody has their glasses so with 6 30 under construction East Washington under construction or is that not under construction there could you exit sooner it is currently under construction um we're up to the second floor right now um it is planned to be complete and the restrooms are operational before they tear down the Cadillac building so we will have fire suppression occupancy exiting from that building until the restrooms are complete and then the restrooms and the 630 East Washington building will be open so that would be also another caveat to this Corridor through those you couldn't get to the restrooms without going back outside um because your other variance is approval to go through the restroom as an exit right yeah so yeah the exit from that building goes through the restrooms but you're not exiting across buildings in bye now and that's not to the point of construction-wise you can get through there now you couldn't make temporary construction through that you would be able to go through that so we could consider some Corridor that would take you into the restroom building and then you could go through the restrooms but I'm not sure if that's an elevated level of exit you're now going through it's a type one construction it's fully sprinkler we could create a corridor from the screening room that has doors into this fire rated passageway that takes you into the restrooms but that would still put you into another building to pass through to exit yeah but if that building is directed to another it's shorter to the ACT shorter distance to the outside to the outside but it's not it would solve you maybe not have to make a quarter through the historic hobby yeah it is so you'd get you'd kind of continue in in the three hour Raiden enclosure by going that direction intuitively it seems a little odd to address everyone through the through the restroom stalls but there's one it's an option it may be odd but it was approved previously it's approved for the egress out of that building which is just restrooms so there's a foyer and restrooms in that portion of building so the egress is if you're in the toilet room you go out to the outside directly from there it's not an egress approved to leave any of the other buildings and go through there but it is it is the egress for that building and that portion of the building and people that go to the screen room will need to be using those restrooms so they will know where that is too and the future means egress is through the 616 building correct so you're still going through another building future you're always doing that you're always doing that yeah you're always doing that no matter what we do one either going out one way of building the other you're going out another way of the building yeah yeah which could also be more confusing because you don't know what that other side of the building looks like so you're probably going to go out the way you came in it's most common yeah right yeah we're that way correct the other two the future two exit doors out of the screening room will put you into a continuous completely new building a passageway that you have no idea what you're doing until you follow the exit signs because you will never have gone in there except for to exit an emergency situation yeah it's Laura indicated again Glenn Dempsey building official as Laura indicated the exiting each building will have its own exiting and it'll have its own science to help guide the public out and that's part of the code requirement I mean and that's the the tricky part of this intersection between three buildings is typically you don't go into another building on a property line so now we're having three buildings kind of acting as one for the Michigan Theater and that's already been approved 100 times over again whenever something else wants to happen we have to get a variance on can we approve this because you're going over another building line right I mean please keep in mind each building will have its own exiting requirements it'll meet the code requirements the inner workings are to allow access to some of the amenities and that's why the fire doors were put in so that if something happened those doors would be shut down while the people were using the restrooms and so forth so but they each will have their own exiting meeting code requirements sound event of a fire in case of a fire now those doors that go in and out of there would close and would be shut down or would those be now have to stay open is that what so if the fire alarm goes off those doors would have to automatically close right now in case of a fire that is correct and then you wouldn't have exiting out of the screen then you wouldn't have then they'd be true if your intention is is allowing into the Michigan Theater right you would not have any exiting so now if there's a fire if we allow this they would actually have to rework those doors stay open so people can actually exit the intention was to shut down to separate to separate 100 separate the buildings yes typically typically all the rated doors close on emergency and then you still egress through them they still all have panic attacks those doors would want to close if there was a fire in either building and you'd want you'd Panic egress through them with the with the push bar so they've none of the doors on property lines would lock in an emergency situation you'd still be able to access them they're just going to close so that the fire doesn't spread from one side to another and currently you guys are just banking on the fact that the employees the ticket sales are going to stop 49 people is there going to be like a presentation inside in case of invented fire this is the routes you have to take for this temporary basis over the next few months is that too much to say that almost like you're boarding a plane here's your exit Rose you know um I've just can you speak yeah so in my discussions with Russ Collins the director is here he he would be willing to do whatever his staff can do to effectuate safety so if it's the direction of the board that there's a human being at the beginning of every theater showing explaining just as you said the exit is here the exit is there I think he would be happy to do that and put it in a letter to commit to do it so as a reminder again the appeal was based on a misinterpretation of the code we're not meeting the exiting requirements by code it should have an exit to the exterior that allows the screen room public maintenance staff whoever is in there to get to a public way so so if if there was a way to cons to extend the passageway it to those to that bathroom core building that has an egress to the exterior is that something that they could try drawing up and seeing if that would pass muster understanding that the occupancy issue it's still an issue that you have to somehow there have to be some guarantees or in place that the occupant load wouldn't exceed 49 no matter what but if they could clean up the egress situation so that there was a contained exit from the screening room to the exterior to the exterior even if it's through that that other building with that with that fly so the passageway is supposed to take you directly to the exterior it's not supposed to take you through other other areas of the building isn't that the future design also contemporary treatment it would be temporary without permanent so to answer your question um no the 616 and the and the screen room which is part of the 616 address we'll have a proper exiting when everything's in place the each building will have its own exiting ability though but through another building though no this building will have its own exit requirements met okay 616 in the screen room have will have proper exits they will not have to go into another building in the end result maybe in construction in the end of construction yeah but going into another space is not the you know does not meet the definition of a proper passageway foreign thing I know one question was about the travel distance I don't have never seen in what the actual travel businesses are you're exceeding 200 or 250 but I haven't seen a number on here what the what all these travel distance add up to all the way to an exit is that then calculated the longer three hour corridors 141 feet and the other one's 211.

still looking at the budget revision but now for the capital fund we can see that we adopted a jbl in the capital fund of 23.1 million that took into consideration the same assumptions one thing i want to highlight is that did take into consideration the additional increase of 3.6 for unallocated looking at the budget revision we'll see an adopted verse revised increase of approximately 5.8 million which is approximately 25 percent this increase takes into consideration several things won the k-12 budget bill and truing up the actual increases the additional 3.6 for unallocated capital contingency as well as we're taking the opportunity to revise some of our estimated ending balances which caused the k-12 budget to have a bigger carry forward for fiscal year 23.

so with the paris support that we have we're pretty comfortable with those numbers i'd like to first give a shout out to some of the amazing kindergarten teachers that came and collaborated along with me to work on our opening of school schedule nancy sommerfeld sean knapp sarah dougherty who's at center school as well as the district teacher of the year uh laura lynch and elizabeth larson so together we came up with the schedule for the first week of school basically for kindergarten so as has been at practice the very first day of school which is august 30th is a shortened day for kindergarten students it's a kindergarten visit where the students will come in during a small group scheduled session along with a parent and guardian and they have an opportunity to the teacher and some classmates drop off school supplies so they're not lugging them you know the next day of school the parent and guardian may schedule a a brief connection meeting with the teacher for the afternoons of that meet they get to meet their classmates receive a personalized bus tab and take a short bus ride and that seems to be the most enjoyable thing for the kindergartners that day so it's really an opportunity for them to experience the school and the school setting along with the parent and guardian so it really eases with the transition back into the school uh the remainder of that week which will be wednesday august 31st thursday september 1st and friday september 2nd you may recall that the shortened week or the shortened day schedule used to be extended for like two to four weeks and we've changed that this year so instead of two to three weeks of early dismissals which tends to be very disruptive for families and quite frankly well while we certainly know that it's developmentally appropriate to really ease the transition for the students to extend it that long sometimes is really not as helpful so it's just those three days for that week that'll be the early dismissal so the schedule will be from 8 40 to 12 20.

so from the worst case scenario spot in the auditorium paint to purple to Green is 211. and then blue to green green blue to green is 149 feet correct within the 200 limit of a non-swinkal building both those are called within the 200 feet of the unspringled building prep for travel distance it looks like yeah so you have to keep in mind the other part of the code is a horse there may be a horizontal exit that meets meets an exiting requirement for horizontal exit but it can't be the only type of exit the passageway takes you directly to the outside there can be a second horizontal exit or a second exit that is a horizontal exit but it can't be the only exit so because it's an accident not a horizontal exit horizontal X it's going to be a far better enclosure or an exit is this a travel distance correct we are common path to travel we'd have the choice of two ways to get out so typically your horizontal exit can be an exit when there's more than that is the exiting settlement as far as I'm like is he actually once you get to the enter the extra horizontal legs that you are in the exit correct a horizontal exit a pass situation passageway exit takes you directly from a certain point to the exterior horizontal X that takes you through could take you through various areas but it can't be the only type of exit in this situation so a passageway you can look at the definitions there yeah and the horizontal exit puts you technically in a in a new building so you can start your travel distances and everything over again once you pass a true horizontal exit we were debating on is that three hour wall between Michigan Theater and the screening room considered a horizontal exit because then you could stop that path of travel calculation at that point and start over when you get into the Michigan Theater lobby but it's been saying that's one exit even though you're only required 49 one exit and 49 occupants the code does say that in the definition that a horizontal exit cannot be your only means of egress um you're coming out of two doors into a passageway so there's two doors into the passageway which is three hours and then you're going through another three hour walk so there's there's a high level of of fire safety in that scenario where you're in a three hour enclosure before you get to that three hour wall and then you're in a sprinkler lobby but it is not the true definition of a horizontal exit or doesn't comply with the true definition of a horizontal exam so if you look to the definition of exit passageway that gives you how that works it's a horizontal direction that gets you to the exit so you can look at that and then you can look at the requirements for a horizontal exit and exiting requirements it's not allowed to be horizontal exit in itself is not cannot be the only way out it has to have a second exit passageway and this is currently an issue because the construction's gone and going to right now you're in the situation that you can't occupy the space the screening room or the screening room currently occupied it's occupied I think there's still open exits because we're building 6 30 but not 6 16 yet yeah so the foundation system excavation and underpinning of the Michigan Theater which all has to happen um is it ongoing yet because there's still a part of an existing structure not yet demolished which whole which holds the bathrooms for the theater so people are still using the screening room and the existing bat um when the new bathrooms are commissioned and operable we have a certificate of occupancy that will allow the final demolition of the remaining structure and then we can start the excavation and underpinning the knob of foundation work and it's that foundational underpinning at work which will block the other exits for the screening room um yeah remember Cox mentioned um we are trying to do something that's not found in the code because it's a unique circumstances which doesn't exist except for a brief period of time in the construction where we want to keep the Michigan Theater open because there was nobody anticipated coveted when we started the project um there has also been supply chain issues so whereas the project was originally engineered in steel and precast concrete plank quicker less shortening required now it's pork concrete so you have this Forest of Shoring that has to be left in place as you begin to pour the concrete to let it set and Harden for a longer period of time which impairs the ability to put those tunnels egressing onto the screening room until we have enough curing time for those floors for that Shoring to be pulled up the whole Confluence of things that nobody anticipated when we started the planning process that's what's going on so when is that scheduled to end their current exiting pattern you have in the next couple weeks you're going to lose your second major so what is your timeline here 's the dates we started with with October so we're talking about starting in October because we're going to build that three hour wall within the Michigan Theater on the property line within that Corridor on the Michigan Theater property first so that's in place first so we're talking a couple months from now um and when we Build That Wall the Michigan Theater will have to we'll have to close the screen ramp because that will be under construction I believe the construction timeline for that is a month or less they're trying to get it to two weeks to Build That Wall if I might add one additional just a note on this project it's not uncommon in these type of projects to close down other areas of use until the construction is done so while um they want to leave it open and try to leave it open it's not uncommon to shut them down during construction phases and then bring them back up when when they can you have any questions or a motion from the board [Applause] one last try here is there what is the elevation situation between the existing screening room in the Michigan Theater itself four feet what portion of the screening room um maybe maybe even more five four four feet so the the auditorium slopes up to the lobby and then the lobby foyer on the kind of west side of the page has a ramp in that Corridor that slopes up to the machine theater so it's for like two and a half feet in the auditorium of a ramp and then another two and a half feet or so in the in the corridor um we've looked at punching holes into the Michigan Theater yeah but you kind of come you kind of come into the foundation of Michigan Theater because of um where it is so we'd have to drop because the Michigan Theater actually slopes down and there's a basement and it's we don't really want to punch holes into the historic theater foreign we've definitely looked into that and then you're also exiting into the theater which is also which is currently and does not need to be sprinkler so it feels um it feels like going through the sprinkler Lobby would be a safer alternative since it's intuitively the way that you'd enter the building I don't know if there's any benefit of you're going to do more exploration you can come up with other alternates we can table it or we can or we can vote on the way it is now based on the discussion we had today we could uh propose to temporarily re-sprank all the uh if allowed across the property line uh screening room in the hallway as an added measure does that have a redressing it helps a safety but does it help our egressing I guess is safer gives you longer distance but does not change the direct tags in so you would change you would be asking for a improved the three reasons you can grant our variance already the code doesn't apply or it's been misinterpreted or provided something or better so which one of those three would that would fall out or need be better I understand I understand these construction sequencing 16 6 16.

you'll see an estimated unallocated budget for the capital budget going into 2023 of 9.8 million again this amount is higher than what we've tried to limit this fund to but with the uncertainty of our november election we are holding this money to address any immediate capital needs for our school facilities pending the bond does not pass working with our maricopa county school superintendent's office i was able to receive our 2023 preliminary tax rates taking into consideration this 2023 budget revision that we're presenting tonight i wanted to take the opportunity to compare those rates to the last two fiscal years looking at the table presented you'll see in 2020 2021 the district property tax rate was reduced to point zero four percent from the previous fiscal year in 2021 2022 we saw a drastic decrease of approximately 8.52 and again in 2022 2023 the preliminary tax rate is showing again a decrease albeit smaller of 0.44 over the last two fiscal years the district has seen a substantial growth and assessed valuation that is the total value of all residents industrial commercial and agricultural property i foresee this assessed valuation of the district to continue to increase over the next five to ten years especially as our boundaries continue to be built out this means you should also expect a similar trend in the tax rate in this budget revision the 2022-2023 average teacher salary is the same as presented in the adopted the average salary of all teachers employed in fiscal year 23 will be approximately 65 717 dollars a six percent increase from the prior year as a reminder while we provided a 7 compensation increase the previous teacher salary calculation included components that not all teachers received and therefore inflated the calculation the district took the opportunity during this adopted 2023 budget to reset the calculation to a more appropriate definition that includes all employees who provide instruction to students our average teacher salaries calculation now includes the base salary and the classroom site fund finally we'll look at the 2022-2023 budget calendar that now includes the proposed adopted and revised budget on june 8th the district proposed the budget we used a conservative budget estimate based on the active k-12 budget conversations in the legislature on june 28th the board approved the adopted expenditure budget using those same conservative budget estimates and now today on july 20th the district is revising its 2023 budget budget revision number one to capture the k-12 budget bill and correct the 2022-2023 tax levy any questions from the republic okay go ahead dr foley one of the slides was not there that they had shown if there's a way that you could put that up that would be great um it was the green slot slide i don't know the tax rate if that could be put added to that presentation that would be awesome for anybody who decides to go back and look at it at a different time that would be awesome and then i'm just glad to see that we're saving some money in case i always like to see a little pad at our budget so thank you mr moore and thank you dr foley for this presentation any questions from the audience i just want to thank mr moore for definitely pointing out the esa and the seven thousand dollars per student that goes um to be spent with none of the what's the word accountability and oversight that us as school districts must account for and the lower amount that we receive so thank you mr moore for pointing that out go ahead mrs schultz i was just going to say president can you repeat what he said exactly in case anyone didn't hear just the two-thirds are doing good exactly yeah that we yeah we as a higley get two-thirds the amount of of that um the esa vouchers of 7000 is that correct correct we get only two-thirds of what would be provided okay with that i still hear the echo okay we're gonna move on i move that we reconvene in open session second all those in favor aye aye motion carries moving on i move that we approve the agenda second questions concerns all those in favor aye aye aye motion carries five zero next up dr foley our superintendent's report president kaler members of the board it is back to school season and we have been in the full throes of welcoming back new employees uh tomorrow morning we have our rally as you know we are so excited to have our in-person rally we have grown so large as we have as our student populations have grown so have our employees and so we have two rallies tomorrow one at 8 30 and one at 11.

the bus that they'll be riding home on in the afternoon will be the same place that they take in the morning i spoke with deb jones at the bus company um so they're at least it'll be the same bus driver and they'll be able to have an opportunity to work with small groups along with their teacher and or the paraprofessional to really learn and have some multiple practice opportunities of how to be safe kind and responsible in the various settings of the school cafeteria classroom playground etc um and also it's the bus dismissal without an excuse to be developed in 80 or so first graders so it's just the kindergarteners getting used to the routine of the bus dismissal in the afternoon so it also helps with the transition from the pre-k and the day cares that they've been um going to perhaps and i know that our kindergarten teachers when they went for the visits they noticed a lot of the students were having an extended nap time in the afternoon so it'll be a little bit of an adjustment for them um you know coming to school with without that nap time and it also gives an opportunity for the teachers to connect with the parent guardians in the afternoon and also to begin doing some training with the paraprofessionals so um you know we're very excited and really feel very you know pleased in having the support of the board the community and the paraprofessionals to get to our kindergarten program to be able to be responsive to the kindergarten needs and to make sure that the kindergarteners have an additional trusted adult and we've been talking about social emotional you know support and certainly with our youngest learners we know that having a connection with a trusted adult is something that's really very important to be able to support both academic as well with social emotional learning and to help with the routines and the academic behaviors most of the behaviors at most but many of the connecticut core standards for kindergarten talk about with prompting and support with guidance and support from adults because it really is again an opportunity to have small groups one-on-one and to be able to help support students with that prompting and support so we're really excited um about welcoming uh our kindergartners uh at the end of august and certainly our first graders as well certainly looking forward assembly to uh to your different coming center school so that's it i hope anybody has any questions thank you and then the next part of the report i wanted to turn it over to joy since there's not a facilities subcommittee report this month but for this board meeting i asked joy to walk through some of the updates for the summer projects so at the high school we have bathroom renovations uh bmp construction is a general contractor so demolition is complete through ceramic tile floors and walls are installed painting is underway bathroom fixtures are on site and installation will likely start this week work is on schedule and is anticipated to be completed on time for the start of the school year the hvac controls the project continues to make good progress automatic automated building systems abs and modern mechanical mm are the contractors so abs is installing the communication wiring thermostats and equipment controls throughout the building good progress is being made mm is installing valves and actuators on the heating and cooling equipment in the classroom mm start was delayed until 7 6 due to supply chain issues but are making good progress as they've completed installations in 20 classrooms as of today abs expects to start taking over control of the hvac equipment with the new system beginning in august the boys locker room project our renovation project there was a meeting held last friday july 8th it was a planning coordination meeting the project will have a late december january start to ensure proper time for pre-construction planning including permits planning for utilization disruption the hvac unit to support the locker room will not be available for the project to be officially completed until at least march 2023.

when you look at the overall plan and you there's a section along the Michigan Theater line leads to the east or to the right on the plan toward Lane Hall there's nothing that can be done to put a temporary passageway to the exterior along that wall it will be done that way however it cannot be done until they're up to the fifth floor because there's 19 stories right there as well why the fifth floor that'll give it in time to cure and they can remove the Shoring so it's just because of Shoring it's not going to be removed in time because that's your time we can't remove it until it meets its ultimate strength what's your plans 21 days but we've several floors so that's where they've deemed that to be a safe because you're looking at 21-day strength on the country to remove correctly that the existing grade is about three feet lower than that um exit to the screening room that goes directly into the Michigan Theater so if we were to go out we'd have to go downstairs if the building was not in place as as construction would go on that's one of the difficulties of the existing site and the screening room are very at varied levels so we can't just poke a hole and go all right we can go out this side and then when we're working on construction we go about this side because there isn't um there's a pretty significant great change and as they try to level the site to put the other building in there's a lot of work that needs to be done we've we've thought about this in a lot of ways and this is kind of the best scenario that we have is to go through a temporary we'll call it 180 days approximately of construction where we limit the number of occupants to have one exit um I I would say that we're open to ideas that would make you feel comfortable approving this whether it's changing the number of days or I guess you know I I don't know how to go about this but I do feel like going into a three-hour enclosure within 75 feet with less than 49 occupants is a fairly secured fire safety one exit is only required for 49 occupants once you cross the property line you are in a different building and the idea of a horizontal exit is when you're in a different building the fire egress pass all that starts over again this is an unusual situation but it's a temporary um allowance during construction maybe there's there's some um some way in your review of the code that says this wouldn't be what you would approve for the final occupancy but because it's a temporary means of egress for construction safeguards is it safer to send people across the construction site or is it safer to have them to go back to the Michigan Theater Lobby because I guess the the concern that we're having is we feel it's unsafe to send them back through the Shoring of the of the construction because it's not it doesn't meet the egress width we won't be able to build walls and safety wide enough for people to egress through that until that Shoring comes down so I guess either way it's unsafe right I don't know Assurance gun um I still think it would be personally I'd rather go through the Michigan Theater for all of construction than trying to cross the construction site if that's the way I came in that's the way I'm going to try to leave regardless of which direction the exit arrows show just as a as an occupancy means of egress if I walk in the door I'm going back out the door I came in but that's not that's not how the code works that's just it's just a user experience one last question sorry um is the is the completion of 6 30 foreign is the completion of 6 30.

first time i set an alarm clock in a while so uh we'll all be there all right any board comments president kaler yes mrs reese i just wanted to give a quick shout out to darian sanders he plays simba in the lion king that's currently traveling and that's here at gammage he visited williamsfield high school today and met with their band for in marching band he was a a band guy and used to do drum corps and heard that they had band camp and said can i come and he worked with the students and he talked with them and it was really neat for him to just take that time out of his day to come and and work with students he used to be a teacher so he missed it so it was really exciting for for someone to come and just be like hey can i just come so i want to thank him for taking time out of his day because they have performances like crazy so that is awesome thanks for sharing that mrs wilson i just want to thank all of our custodians and all the staff who are getting our classrooms ready and those in favor aye motion carries five zero and mrs reese we did not have anybody to speak correct i kind of went over that but we didn't have anybody to request to speak so i kind of passed over that just so you know we didn't have anybody just recently martens has an announcement yes friends and killer members of the board good evening um i'm excited to announce with your acceptance of our consent agenda that we now have a new dean of students at southside middle school and that's miss angie walker so welcoming her [Applause] did you bring anybody special with you today mrs walker welcome into this position i know that sosum is is excited to have you so thank you so much and i did want to point out in our 7.17 that there were gifts given united healthcare for our wellness credit refund that goes back to from our employees doing this wellness initiative from last year and then the chaparral pto they donated water fountain stations to chaparral which is always welcomed in especially this time of year so thank you for those gifts we appreciate them okay next up this is just our 8.1 this is our human resources quarterly esi report the board has had time to review it is there any questions or concerns for mrs martin's at this time okay thank you very much providing that information for us and we do note that there was a little bit of increase which was to be expected and we knew that because we did um keep our covid relief monies going towards our our staff when they were absent and we had a lot during our winter time so yes president kale are members of the board um if you remember in december or january february we were struggling quite a bit with open vacancies because of the fact that we had a number of individuals that were out due to kovitz so that's where the increase came from and we're knocking on wood that we don't have that similar experience this next year but we'll see how that goes as it seems like there's a a lot more firsts that keep occurring this year so thank you yes it used to be the strep throat and the stomach flu so we'll see um okay so thank you for that moving on we have 8.2 and we are going to hear from mrs morgan about our higley healthy higley wellness initiative we want to highlight miss morgan and all the work she's done since she's been here she's worked really hard to unify her team and i think you're going to learn some exciting things this evening from miss morgan so thank you mr welcome can you guys hear me okay good well good evening president kaler members of the board thank you so much for this opportunity for me to speak to you tonight about the healthy higley wellness initiatives i'm first of all excited to be back here in higley um and of course i'm happy to be the one that is going to be here tonight to share with you on this important topic turn it on don't you towards you towards me okay thank you all right so just some of the items that i'm going to be discussing tonight with you i'm going to do an overview of the wellness initiatives i'm going to provide a summary of the counselor additions i'm going to provide just an overview of our vision of a k-12 comprehensive counseling program i'm going to be touching on the senate bills and arizona state statutes the revised statutes as it pertains to this topic as well as suicide prevention and that mandatory training that we need to have for our district and then potential resources that we are exploring so i want to highlight one of the higley board initiatives to continue to ensure the safety of our students and employees as they return to school with the focus on social and emotional well-being of students and employees and last year the esser iii spending plan was presented and these positions up here were approved we had one district lead counselor to support k-12 counseling group which is myself we have added three counselors to service all nine elementary schools and i'm happy to say we have fully staffed our counseling department so it's really exciting we have mr caleb thrall miss jenny jennifer fouts miss lucretia duncan so they will be on board for us so we're really excited to have them be a part of our team and we also have additional support of a district behavior coach we hired deborah welt she's um her role is to assist teachers with dealing with challenging behaviors that are in the classroom they're going to she's going to provide professional development for staff whether that's classroom management skills or just anything that's site-based so she'll be going around to all the schools in the district so when i think of higley wellness initiatives these three words come to mind committed opportunities and resources so having been in higley before i know that we've always been committed to the health and wellness of our district community and our counseling team is going to be committed to engaging our students our employees our families with opportunities to receive those resources and that's going to be to address that personal social emotional well-being component we're going to take a holistic approach and what i mean by that is providing opportunities that are going to personal be personalized to each student and adult so what we have here is a family employee community engagement depiction so the plan is to develop a well-thought-out comprehensive program that's going to benefit all of our district community and we're going to go over that program model and just the next slide but i just wanted to highlight this diagram here we have students at the focus and we have our employees families and community that surround our students so this program that we're implementing is student focused they will have adult advocates so they're going to be able to partner with our with the adults whether it's the community employees or their families this is going to provide them with some more opportunities to grow and and succeed and academic performance behavior improves when there is adult presence in these students lives it's also a confidence builder for for our students so this is the pre-k-12 comprehensive counseling program model this is established by the american school counseling association and overall goal is student success for this comprehensive plan and our approach to the program enhances the ability for all of our students to fully utilize the opportunities that are available to them so there's an accountability piece which is one of our higley core values this accountability piece drives this program it's data driven so our counseling team will be looking at results based on attendance discipline and achievement gaps in order to see how successful this program is so they'll make changes when necessary or they'll keep the things the way they are and they'll just kind of build on that and this is delivered through direct and indirect services using those three domains academic personal social and career there's themes around this program and that's advocacy leadership collaboration and systemic change and the important piece i'd like to highlight is that leadership portion so our counselors are leaders and they're there to support students to prepare them for life after high school so we're reminded of that portion of a graduate the innovative learner or leader excuse me they demonstrate integrity empathy through awareness and engagement the socially responsible citizen that possesses knowledge and skills to be successful in life and the college and career ready scholar where they think critically creatively work collaboratively and communicate effectively and although students best interest in mind is the focus of this program as we saw on the last slide we have other players we have those adults that contribute to the benefits for the students at different times so we're getting ready to launch this framework work this fall and this could take up to multiple years for us to develop these components so um just to the extent that we want it to we want to be proactive and we want to take things slowly and and patiently so we are dedicated to really building this from the ground up with that kind of quality and caliber that that we've come to know here in higley and we want to be consistent with our curricular resources so we're vetting all presentations all curriculum all instruction to ensure that it aligns to our district vision and mission before we roll this out to our students educators and families so i've been assisting with the strategic plan for anchor 1-2 which is provides resources for support the social emotional growth of each student and the department or the development of positive student behavior so we are approaching this like i said before slowly with patients and proactively we're going to start trainings with our staff then our families and then our students we want our adults trained first so they know the facts and then they're going to know exactly what we're going to be teaching our students this is encouraging open dialogue also between the children around those themes and topics with their families it's a healthy partnership between school and families when we have those teachings that are universal so these are some of the examples of progress i know dr foley had already presented this at a previous board meeting but we're developing the healthy higley wellness initiative it involves those partnerships with those agencies and resources that we are exploring and we've identified themes that we will include parent information sessions as well as teacher and student support around those themes such as resiliency suicide awareness and drug prevention and for this year we're going to focus on resiliency and this includes proactive and preventative ways to overcome obstacles in life and to develop those life those life skills so these are the arizona senate bills and revised statutes that pertain to this topic the first is the mitch warnock act this was established in fall of 2019 this is the mandatory suicide prevention for all six through 12th grade educators and we know that training is critical to identifying students at risk for harming themselves and getting the help that they need so as previously stated we are vetting presentations and trainings to see what would be best for our district and we'll talk more about that and what we're doing in our district in just a second but with all things we're going to go through the process to ensure not only were in compliance with legislature but also determining the best choice of training for our district community the next one is jake's law this was um established in spring of 2020.

all these factors were taken into consideration as we develop the project timeline office roof repair high school um eagle rivet is the contractor this project will address chronic leaks failed roof insulation and leaking ductwork we anticipate work to start the week of the 18th july 18th media center where we typically have meetings the project is out to bid there's a 14 week lead time for equipment the town arc of funding of 90 000 will likely not be enough the guidance roof repair this project remains in planning the project has not yet gone out of it and at wisconia the new electric service rnc electric is the contractor equipment has been ordered lead time for the switch gear will prohibit completion of work this summer and the gym wall pelletier construction management is the contractor the project is in the permit process the contractor contractor is mobilizing and there's an anticipated start date of 7 18 with approved permits that's it any questions questions still going on joy thank you for going with it um a couple other announcements board of education retreat is on august 16th and so just board members if you can make sure that's on your calendar the 17th of august is the regular board meeting uh mr belden started to talk about the next board meeting being a security forum we'll be inviting our uh principals for some conversation with the public uh [Music] of that meeting and then the last thing that didn't make the superintendent report that i just wanted to share which is really good news is kind of the concept of the reset and relaunch of the uh of the school year getting back to normal i actually had a brief conversation with dr sullivan some of the simple things getting our water fountains back online uh being ready to go uh our case number here of uh the new coke variant is five percent in town where he's ten percent statewide um he was actually really excited for us at the start of the school year and kind of the concept of return to normalcy and i think we're all excited for that so um we're really uh we're really fired up about the school year working with the admin team and our teacher leaders that have been in an outdoor school year it's it's been amazing a lot of energy we're really excited so i thank you for the time it's important any questions i just um had a question about the boys locker room and i don't know if it's a question for dr burrell or through joy but i'm a little confused about hearing that there's a late december or january start date because i thought the last time facilities committee update or actually for the last several meetings we were talking about the original estimate came in very high there were going to be modifications to the plan i thought they're gonna be new drawings so i sort of feel like we didn't get an update on how that got resolved and now it sounds like there was a planning meeting and they're moving forward so at some point will there be like a presentation about what the boy's locker room is going to end up being because i feel like we never saw that i think that the one thing that we talked about with the modification to the plan was really the reduction of a full there's hvac but not a full air conditioning of the space and also the programmatic improvement and to the fitness room where the weights and the cardio equipment are that isn't going to be touched because it became so unwieldy in terms of the cost of the project so working with the nbc that's the big section that was reduced but it'd be a renovation of the actual footprint of the locker room updates to the bathroom facilities et cetera showers and then the and we started to do a presentation um and then the outdoor access to new bathrooms uh from the outside um kind of that basic uh update to the regular footprint the other part about that with working on the timing of the project and joy mentioned all the pre-construction the there was to get started now and disrupt the school all fall when they no matter what could not on the on their best finish the project until sometime in march because they can't get all the hvdc that was the common theme of joy's reporter is that hvac equipment is very difficult to get they're not going to get that until sometime in march and that's basic best case scenario right now as we talked with mr belanda mr baldwin and uh mr czecho from the nbc we talked it through it made more sense to wait and do the project in the two to three month window from december to march rather than prolong a offline locker room for six to eight months so that was the decision okay so so what i've heard is a request to have a presentation on the locker room project scope is and what the redesign point was is that yeah let's do that yeah i mean i think i think the public was so interested in it there was so much feedback and it sort of feels like we the concern was expressed that we this thing moved ahead without us being as a board fully involved and and i do know we did re-did it uh even the rebound needed some additional top-up money it could go to the board of selectmen who were giving great support uh borderline and florida finance to make sure that this thing could get off the ground so i've got to thank both of those boards for their support on us but i do think we've never circled back and done a presentation here so i do think that's a good idea and we ought to do that and think at our next committee meeting we can get together and talk about that get in touch with the architects and yeah maybe get mr czecho to come to another meeting and we can put a presentation better and let's have that in august or september we've got to meet two sure in september or one two weeks ago okay so got a couple of opportunities to talk to you okay i think everybody's not thank you anything else for dr all right let's move on next up we've got subcommittee reports um and you'll see we had so many subcommittee reports i've kind of grouped them and i'll just ask each chair a person to quickly go through them we do have some outside speakers tonight so i don't want to hold them up too long so first up is finance okay um so i'm going to combine the two of them but really in both of our in both our 613 and our 7-eleven meeting we spent the majority of time talking about the current year's budget at the 6 13 meeting we were still under the impression that we would um considering our budget foreign not the over budget despite the fact that we had some significant overages and substitutes professional services and heating but by the time we reached our july meeting on 7 11 a lot has changed so this is the first you guys are hearing better from me but we are now over budget by about 90 000 although ken is saying that that's coming down which is a good thing but around about 70 to 90 000 which is a big change from our last report we were saying that we were going to be able to cover most of our overages uh within the budget um some big line item overages are special education by about 70 000.
